Gov. Pedro Pierluisi Urrutia announced on Thursday the approval of the Child Welfare Prevention Plan aligned with the Family First Services Act, to continue directing the commonwealth Family Department’s prevention efforts and combat child abuse over the next five years.
With the signing of the plan, Puerto Rico became the first territory in the United States to have a child abuse prevention system endorsed by the federal government.
The governor was accompanied by the commissioner of the U.S. Department of Health and Human Services’ Administration for Children, Youth and Families, Rebecca Jones Gaston; Family Secretary Ciení Rodríguez Troche; and the head of the Administration for Families and Children (ADFAN), Glenda Gerena Ríos.
“During these recent years, we have worked tirelessly to improve the quality of life and social well-being of our people, this goal being the driving force behind my administration,” the governor said. “An integral part of that process has been the development of the Child Welfare Prevention Plan, under the guidance of the United States Department of Health and Human Services, following the federal Family First Prevention Services Act, approved in 2018, and today we can announce to our people that we are the first territory that already has its plan approved by the federal government.”
With all the steps of the Family First Plan in place, the public policy of providing prevention and treatment services in key areas, such as mental health and substance abuse, home parenting skills, and family support, will now be implemented.
“The approval of our plan has very important effects, both in the implementation of the services contained in the plan and in the funds we can receive,” Pierluisi said. “For example, it allows us to retroactively recover for two years the agency’s services, which can bring about an additional $30 million per year to ADFAN, which would translate into greater services to our families. Likewise, not only the services offered to minors who are in foster care, but also to minors who are with their families and receive support services from the Department will be eligible for federal funding.”
Jones congratulated Puerto Rico for being the first United States territory “to have a completed and approved prevention plan.”
“Puerto Rico has taken advantage of the opportunity provided by Family First to use the Title IV-E child welfare prevention program and expand the services available to the communities that offer services, guaranteeing a better way to serve families on the island,” she said.

Fifteen municipalities are forging a legal battle against the Puerto Rico Electric Power Authority’s (PREPA) settlement with Cobra Acquisitions for work to restore the electrical grid after hurricanes destroyed it in 2017, because they will lose $75 million in construction and municipal taxes.
Gov. Pedro Pierluisi Urrutia said the settlement does not stop towns from seeking the tax payments owed for the construction work performed by Cobra.
PREPA on July 31 agreed to back Cobra Acquisitions in its municipal tax dispute, as the utility reached a $188 million settlement with the contractor in the Title III bankruptcy court.
Under the terms of the settlement, PREPA will pay Cobra $188 million. Cobra had initially argued that PREPA owed $406 million, including interest expenses for work completed more than five years ago after hurricanes Maria and Irma devastated the island.
PREPA would pay Cobra $150 million 10 business days after U.S. District Judge Laura Taylor Swain approves the settlement, and another $20 million once the utility’s bankruptcy plan is confirmed. It will pay another $18 million once it receives an order that allows it to release money that is subject to a garnishment notice from several municipalities, which allege that Cobra did not pay taxes owed.
PREPA has also agreed to back Cobra in the tax dispute, but not be liable for the money if Cobra ultimately loses. Cobra has agreed to cooperate with PREPA in appeals to the Federal Emergency Management Agency.
The Financial Oversight and Management Board asked the court to lift the 60-day moratorium on all litigation approved by the judge, to approve the settlement.

Atmospheric and oceanic conditions have set the stage for an extremely active hurricane season, which could be one of the most intense on record. With the peak of hurricane season quickly approaching, NOAA’s National Weather Service urges everyone to know their risks, prepare for threats such as damaging winds, storm surge and heavy rainfall, and have a plan in place in case of evacuation.
In their midseason update, NOAA Climate Prediction Center forecasters adjusted the number of named storms expected to between 17 and 24, of which between eight and 13 could become hurricanes, including between four and seven major hurricanes. The updated outlook is similar to the one issued in May and includes the named storms to date.
Hurricane season runs from June 1 to Nov. 30.
“Hurricane season started early and violently with Hurricane Beryl, the earliest Category 5 Atlantic hurricane on record,” NOAA Administrator Rick Spinrad said in a written statement. “NOAA’s updated hurricane season outlook is an important reminder that the peak of the season is near, when the most significant impacts historically occur.”

tinue to support an above-normal 2024 Atlantic hurricane season, with a 90 percent chance of this outcome.
The 2024 Atlantic hurricane season has already had sig-
nificant impacts:
•Tropical Storm Alberto formed on June 17 and dumped nearly a foot of rain on parts of Texas and New Mexico, triggering flash flood emergencies.
•On July 1, Hurricane Beryl became the earliest Category 5 storm on record in the Atlantic basin, causing catastrophic damage and approximately 20 deaths across several Caribbean islands, as well as an estimated 25 preliminary deaths in Texas, Louisiana, and Vermont.
“Beryl broke multiple records in the Atlantic basin, and we continue to see the climatological hallmarks of an active season,” said Matthew Rosencrans, lead hurricane season forecaster for NOAA’s Climate Prediction Center.
Factors that could influence this year’s forecast include warmer-than-normal sea temperatures, lower vertical wind shear, weaker trade winds and a strengthened West African monsoon. In addition, dry air from the Sahara, which prevented storm development for part of the summer, is expected to subside in August.
One ongoing climate driver is the warm phase of the Atlantic Multidecadal Oscillation, which has supported more active hurricane seasons since 1995. Another factor this year is the potential for La Niña to develop, which could further weaken wind shear over the Atlantic basin, allowing storms to develop and intensify.

Puerto Rico could generate up to $3.8 billion annually by adopting the Global Minimum Tax (GMT), according to a study by the think tank Open Spaces (EA by Spanish its Spanish initials).
The report analyzes the impact of a minimum rate of 15% and the risks and opportunities it entails for the island.
“It is crucial to adopt legislation that allows Puerto Rico to capture the money that would otherwise go to the coffers of other countries,” said Daniel Santamaría Ots, EA’s director of research, in a written statement.
The GMT, implemented by more than 140 jurisdictions, establishes that corporations with revenues greater than 750 million euros pay a minimum rate of 15%, also affecting subsidiaries in Puerto Rico starting in 2025.
Santamaría Ots noted that, currently, multinationals pay an effective tax rate of 2.43% in Puerto Rico, and if the GMT is not implemented, other countries could claim the difference, resulting in a significant loss for the island.
The report, titled “The Global Minimum Tax and Its Effects on Puerto Rico: A Window of Opportunity,” seeks to provide transparency and promote an open discussion about the GMT, its benefits and risks, and how it could help diversify Puerto Rico’s economy.
$3.8 billion

Authorities on Thursday were investigating an incident in which a person allegedly tried to damage the sculpture of composer Catalino “Tite” Curet Alonzo, at around 12:39 a.m. in Plaza de Armas at the intersection of Rafael Cordero and San Francisco streets
in Old San Juan.
According to the police report, municipal police officers from San Juan arrested a 41-year-old man who allegedly damaged the sculpture.
Prosecutors on Thursday filed charges against a man identified as Yamil Abnel Caño Matos, a resident of Río Piedras, who was arrested by officer Cruxan Claudio.
A security guard who was working his shift at a nearby government building witnessed the incident. The arrested man was placed in a municipal police holding cell while the case was being consulted with the prosecutor on duty.
No estimate of the damages had been made available as of press time.

San Juan District 3 Rep. José “Cheito” Hernández Concepción urged the Department of Transportation and Public Works (DTOP by its acronym in Spanish) Thursday to extend the validity of auto inspection stickers, known locally as “marbetes,” for 30 days to help ease the technical crisis in which the private operator of the Autoexpreso system, Professional Account Management (PAM), finds itself.
The New Progressive Party legislator also urged the DTOP Secretary Eileen Vélez Vega to issue a memo giving drivers 60 days to renew their license plates without the need to pay. The move would allow time for the systems to recalibrate and ease the chaos currently being experienced in the Autoexpreso centers throughout the island, Hernández Concepción said.
“This is an issue that we have been working on for many months,” the lawmaker said. “Still, simply the incompetence of the private operator has caused this chaos. Our citizens should not be held hostage to PAM’s problems, so the best situation is to extend, today, a one-month moratorium on the payment of marbetes.”
“Given this crisis, a driver cannot be denied his permit and his license plate due to Autoexpreso fines,” Hernández Concepción added.
The legislator urged DTOP officials to take immediate action and approve the proposed moratorium, which he pointed out has been done before in times of emergency such as hurricanes, pandemics and earthquakes. Meanwhile, he said, the agency supervising the Autoexpreso system must jointly issue a memo giving 60 days to any person with a fine to purchase their auto license plate without paying for it until the system is recalibrated.
Later in the day, Vélez Vega announced that she had signed two resolutions so that citizens can renew their marbetes without having to present evidence of payment reconciliation in the AutoExpreso system, starting Monday, Aug. 12 until Sept 30.
Likewise, the official said, the period for renewing license plates that expired on July 31 was extended by resolution until Aug. 31 to support vehicle owners who were prevented from completing their process.
Hernández Concepción is also the author of House Joint Resolution 627, which orders the establishment of the
necessary mechanisms and regulations to allow the interconnection of the computerized systems of vehicle inspection centers, collection shops, and driver service centers so that drivers can pay the tolls they owe when renewing their vehicle registration in those establishments and systems.

The Baldorioty de Castro expressway (highway PR-26), the main thoroughfare connecting eastern municipalities, such as Carolina, to the capital, will be temporarily closed on Sunday in both directions, the Highways and Transportation Authority (ACT by its initials in Spanish) announced Thursday.
The ACT plans to install a structure at kilometer (km) 4.1 of the highway as part of construction work on a new pedestrian bridge.
To install the structure, a closure in both directions from km 2.0 in the direction of Carolina to km 8.0 in the direction of San Juan is necessary.
The temporary closure will occur starting at midnight on Sunday, Aug. 11 until 6 p.m. on the same day. During the hours the expressway is closed, drivers must use detour routes.
Vehicles traveling on the PR-26 highway from Old San Juan and Santurce toward Carolina must take the southern marginal at km 3.0 to head to Carolina. Once drivers travel through the marginal road they will have two alternatives for reconnecting with PR-26 toward Carolina.
Vehicles must use the marginal as an alternative until reaching the intersection with Degetau Street, where drivers must turn left and proceed until the intersection with Loíza Street. Then, they must turn right and continue along Loíza Street and Isla Verde Avenue and join the Baldorioty (PR-26) again. Another alternate route is to continue along the marginal until the intersection with
Tapia Street, turn right, and proceed to the Gilberto Monroig Street intersection. Then, vehicles must turn left and proceed until reaching Pellín Rodríguez Street, turn left again and proceed to the intersection with the PR-26 marginal, and then turn right to merge back onto the PR-26 highway.

Likewise, drivers traveling on PR-22 and PR-18 to the east of the island must take alternate routes such as the Teodoro Moscoso Bridge, PR-3 or Avenida Campo Rico and Iturregui through Branch 8 (PR-8) and PR-17.
Drivers heading west on PR-26, from Carolina toward San Juan and Santurce, should take exit 7-8 at km 8.2 toward highway PR-187 and continue until the intersection with Isla Verde Avenue, where they will turn left heading west, and continue to Loíza Street where they will turn left at its intersection with De Diego Street to rejoin PR-26 heading west.
Drivers traveling from the east of the island via PR-66 and PR-3 can detour and take alternate routes such as PR-3 toward Río Piedras, Campo Rico or Iturregui avenues and the Teodoro Moscoso Bridge exit 8-A toward PR-17.
The ACT urges drivers and the general public to be attentive to traffic signs and other traffic control devices in the area for their safety and orientation. Drivers are also encouraged to use the WAZE app.

Vice President Kamala Harris and her running mate, Gov. Tim Walz of Minnesota, issued a full-throated appeal to rural America earlier this week, promoting her economic policies and his Midwestern bona fides as they refined their one-two-punch campaign approach before 12,000 supporters in rural Wisconsin and their largest crowd yet in Detroit.
In Eau Claire, Wisconsin, Walz, who needs to introduce himself quickly to a national audience, ticked off his resume as a former football coach who was raised in small Nebraska towns and has a by-the-bootstraps backstory. In a speech resembling his debut with Harris on Tuesday evening, he pointed out that he was a former schoolteacher and House member who served in a conservative-leaning district.
“I learned how to compromise without compromising my values,” he said.
Walz, a military veteran, castigated former President Donald Trump as having “no understanding of service because he’s too busy servicing himself — again and again and again.” He warned of Project 2025, the far-reaching conservative proposals pushed by Trump allies, and of a second term for the former president: “It will be far worse than it was four years ago.” Walz even incorporated a rallygoer’s suffering in the dusty heat into his message of inclusivity and kindness.
“That’s who we are,” he said, pausing his speech so the person could be helped. “It’s not about mocking.”
In Detroit, Walz leaned into his broadsides against Republicans and their efforts to restrict women’s health care and ban some books from public schools. Walz reminded a crowd of 15,000 supporters of his view of the Midwestern way. “In Minnesota, we respect our neighbor’s personal choices,” he said. “Don’t like a book? Don’t read it!”
If Walz was laying his background on thick, it was because he was hired to do just that: When Harris took the stage, she did it with a “warm Midwest welcome” from him and the crowd. She brought greetings from President Joe Biden and then jumped into her well-worn (by now) efforts to strike a contrast with Trump, warning of his tax policies, his administration’s efforts to end the Affordable Care Act, the overturning of Roe v. Wade and the Project 2025 agenda.
She framed the election, as Biden has, as a decision between protecting democracy or allowing it to backslide.
“Do we want to live in a country of freedom, of compassion, of rule of law?” Harris said. “Or a country of chaos, fear and hate?”
She added, “We each have the power in a democracy to answer that question.”
Harris and Walz have spent little more than 24 hours together as running mates, but their campaign tactics are quickly coming into public view: Walz, the heartland-born dad with a stash of Trump-campaign zingers in his back pocket, and Harris, able to train her focus on policy, on her background as a Bay Area prosecutor and on Trump.
When she recounted her career and told the crowd that she knows “Donald Trump’s type,” it broke into a chant of “Lock him up.”
“Here’s the thing, the courts are going to handle that,” Harris said. “We’re going to beat him in November.”
Harris and her running mate are not an odd couple, exactly. Both of them have unleashed harsh words for Trump. On Wednesday, Walz repurposed a line that caught the ear of Harris and her advisers during her lightning-quick vetting period.
“It’s a very clear thing: Yes, they are creepy and weird as hell,” he said. “This is not normal behavior. Nobody’s asking for
this crazy stuff.”
Dewey Hill, who owns a small business in Siren, Wisconsin, said he had gotten a “chill” when he saw Walz deliver his debut speech in Philadelphia on Tuesday. Hill, 64, said that he was going to vote for Biden, but that it was actually Walz, not Harris, who made him feel “reenergized” about the campaign. His wife, Sara Reimann-Hill, 49, who also owns their business, chimed in:
For her, the excitement had been for Harris.
“She’s got the women’s vote,” Reimann-Hill said. “She’s got the Midwest because of Walz. She’s got the Black votes, too. Walz has the teachers. I think they’ve got the crew.”
Still, one of the prime challenges facing Harris’ campaign is an economy that has largely performed to expectations but whose benefits a majority of voters say they cannot feel.
She spoke to that tension directly Wednesday.
“While our economy is doing well by many measures, prices for everyday things like groceries are still too high,” she said. “When I am president, it will be a Day 1 priority to fight to bring down prices.”
As vice president, Harris has a portfolio that has included support for expanding the child tax credit that was introduced during the pandemic. She has also promoted affordable
housing efforts. But for the past 3 1/2 years, Biden has taken the credit and weathered the criticism for the undulations in the postCOVID economy.
The theory among Harris’ advisers and other Democrats is that the elevation of Walz could assuage concerns among white, rural voters that an administration led by Harris would not be interested in helping them.
“There’s no one that’s going to out-small town Tim Walz,” said Ken Martin, the chair of the Minnesota Democratic-Farmer-Labor Party. “He can speak to those sort of Midwestern values and Midwestern sensibilities in a way that no one else can, in a very folksy way and a very common-sense way.”
But many rural Midwestern voters are loyal to Trump and the Republican Party, and are out of reach for Democrats.
Before the Wisconsin rally, Republicans in the state scoffed at the idea that a liberal like Walz could motivate rural voters to support Democrats.
“He is going to have as much impact on the vote in Wisconsin as it would if we hired a hula dancer from Hawaii: It’s going to be zero,” said Robin Vos, the Republican speaker of the Wisconsin General Assembly. “Most people in Wisconsin have not heard of him.”
Polls show Harris and Trump tied in Wisconsin. She had 50% support from likely voters to his 49% in a survey released Wednesday by Marquette University Law School. Recent polling shows Harris and Trump tied in Michigan, according to an analysis by The New York Times.

Areinvigorated Tropical Storm Debby unleashed torrents of rain on some the Carolinas’ largest cities Thursday as the former hurricane pushed into Virginia. One of several small tornadoes spawned by the storm killed a man and damaged a school in Lucama, North Carolina, east of Raleigh, and roads and highways across the state were covered in water.

After moving at barely more than the pace of a human walking since making its first landfall in Florida on Monday, Debby is speeding up. It will eventually merge with another storm system that will bring rain to the Northeast through the weekend, triggering floods from central Maryland into upstate NewYork and western New England.
Here is what else to know:
— Final pass: The wet, weary Southeast will see some relief after Thursday. But before that, forecasters said, there was a risk of more flash flooding as Debby moves into Virginia. Three to 7 inches of rain could fall there and in eastern North Carolina, with 10 inches possible in some spots.
— Overnight damage: The 1,600 residents of Bladenboro, North Carolina, were told to seek shelter in a nearby high school after the town was cut off completely by rising floodwaters. More than 115,000 customers across the state were without power Thursday afternoon, most in central North Carolina.
— Climate change: A warming planet has contributed to the increasing destructiveness of hurricanes over time. Climate change is producing more powerful storms that generate heavier rainfall and flooding. Still, humans continue to build along vulnerable parts of the coast, making storm damage more extensive.

In The Walt Disney Co.’s seemingly never-ending game of corporate Whac-a-Mole, a new trouble spot has arisen: Americans — battered by years of high inflation — have less money to spend on amusement, imperiling growth at Disney theme parks.
Earlier this week, Disney reported weaker-than-expected theme park results for the three months that ended June 29. Revenue increased 2% from a year earlier, to $8.4 billion, while operating profit declined 3%, to $2.2 billion. Disney blamed a “moderation of consumer demand” that “exceeded our previous expectations,” along with higher costs. Disney said softening demand “could impact the next few quarters.”
“The lower-income consumer is feeling a bit of stress, and the higher-income consumer is traveling internationally a bit more,” Hugh F. Johnston, Disney’s chief financial officer, said on a conference call with analysts.
Theme parks have taken on much greater financial importance at Disney over the past decade. They have been the ATMs that have paid for Disney’s costly expansion into streaming and picked up the slack for the company’s atrophying cable television business. Last year, Disney Experiences, a division that includes theme parks and cruise ships, contributed 70% of The Walt Disney Co.’s operating profit, up from about 30% a decade ago.
Bob Iger, Disney’s CEO, has called theme parks and cruise ships “a key growth engine.” Last year, Disney said it would spend roughly $60 billion over the next decade to expand its parks and to continue building Disney Cruise Line, double the amount of the previous decade. Josh D’Amaro, chair of Disney Experiences, is expected to unveil an array of specific expansion projects Saturday at a fan convention in Anaheim, California.
But there are reasons to worry that the U.S. economy could be headed toward a recession. In addition, the global postpandemic surge in travel is largely over. Citing a “normalization” of demand, Comcast said last month that quarterly revenue at its Universal theme parks had fallen 11%, while pretax earnings plunged 24%.

Iger has been trying to move Disney beyond a tumultuous period when activist investors sought to alter the company’s direction. One activist, Nelson Peltz, mounted a proxy contest for board seats and harshly criticized Disney’s streaming strategy, succession planning and lagging stock price. Disney fended off the attacks, but its share price has fallen more than 25% since early April.
On Wednesday, Disney shares declined 3% in early trading, to about $87.50.
“If Disney doesn’t manage to reverse this negative trend, the specter of an activist rebellion will rear its head again,” Paul Verna, a media analyst at Emarketer, a research firm, said in an email last week.
The remainder of Disney’s quarter was solid. Companywide revenue increased 4% from a year earlier, to $23.2 billion, slightly above Wall Street expectations. Adjusted per-share income increased 35%, to $1.39, beating expectations by 20 cents. Disney lifted its full-year target for adjusted earnings growth to 30%. Disney previously told investors to expect 25%. Movies provided some of the quarterly upside. “Inside Out 2,” released in June, took in $1.6 billion worldwide and reversed a slump at Disney-owned Pixar. “Kingdom of the Planet of the Apes,” from Disney’s 20th Century Studios, was a hit in May, collecting nearly $400 million. (After the quarter ended, Disney released “Deadpool & Wolverine” to record-breaking ticket sales.)
A turnaround at Disney’s movie studio came in the nick of time, with results “more than offsetting” the slowdown at theme parks, Johnston said. Disney has several likely megahits headed to theaters in the six months ahead, including “Moana 2,” “Mufasa: The Lion King,” and “Captain America: Brave New World.” ESPN delivered a 4% increase in operating income, to $1.1 billion, with most of the growth coming from overseas. Ad sales for ESPN’s domestic cable channels rose 17%, but higher costs, among other factors, limited the rise in domestic operating income to 1%.
Disney also benefited from improved streaming results. Together, Disney’s three services (Disney+, Hulu and ESPN+) generated $47 million in operating income, compared with a loss of $512 million a year earlier. It was the first time that Disney’s direct-to-consumer division as a whole turned a profit. Disney previously said it would not achieve that goal until later this year. Disney+ ended the quarter with 153.8 million subscribers worldwide, an increase of 200,000 from the previous quarter.
As it has strained to make streaming profitable, Disney has introduced a series of price increases, with more on the way.
Starting Oct. 17, the ad-free version of Disney+ will cost $16 a month, up from $14, the company said Tuesday. (An adsupported version of Disney+ will cost $10, also an increase of $2.) Next month, Disney+ will introduce “continuous playlists,” or constantly running channels that mimic the traditional television experience.
Disney also announced price increases for Hulu subscriptions.
An options strategy that bets on individual stocks logging larger-than-expected moves after corporate results was winning big this earnings season but is among many that has been derailed by this week’s volatility spike.
The strategy involves buying options straddles - which combine a put and a call options purchase - on shares of a company ahead of its earnings report. Data from ORATS showed the strategy worked especially well in the two weeks prior to this one, when post-earnings stock moves tended to be larger than what was priced in the options.
But a burst of dizzying stock turbulence earlier this week caused the prices of the options to rise, making it more difficult for traders to realize a profit. It was one several strategies - including short volatility and dispersion trading strategies - that thrived in calm markets but were thrown off-kilter when U.S. economic worries and the unwinding of a global yen-funded carry trades shook stocks this week.
“The rule of thumb is that earnings straddles are more profitable when the volatility is low,” ORATS founder Matt Amberson said. “When there are more macro events ... then the earnings move tends to be less than is expected by the market straddles. A good example is this earnings season.”
For the first week of earnings, shares of companies that reported results, on average, swung 21% more than that implied by options, making buying options straddles a winner 56% of the time, the data showed.
For the subsequent two weeks, the stocks of reporting companies moved 62% and 33% more than what options straddles had priced, delivering win rates of 62% and 58%, respectively.
This week, however, stock swings for reporting companies came in at only 86% of the move priced in options straddles, dragging down the win rate for the strategy to 50%, the lowest for any week this earnings season, ORATS data as of Wednesday showed.
Nasdaq is proposing amendments to its rules pertaining to penny stocks to put a faster, more stringent delisting process in place for non-compliant companies, according to a filing posted on the exchange operator’s website on Thursday.
Nasdaq requires companies listed on its exchanges to maintain a closing price above $1. Companies that fail to meet this criterion for 30 consecutive trading days are deemed to be non-compliant with the listing standards and are given 180 days to regain compliance.
If the company’s stock price doesn’t climb above $1 after 180 trading days, it can request a second 180-day compliance window.
At the end of the second compliance period, companies whose stock remains under $1 currently have the option of appealing to Nasdaq’s hearings panel, which puts the delisting process on pause until a hearing.
However, the proposed changes could speed up the process of delisting non-compliant companies.
If the amendments go through, Nasdaq will suspend companies from trading on its exchanges if their share price has been below $1 on the completion of 360 trading days, effectively doing away with the option to appeal.
It also seeks to immediately send a delisting determination to any company whose share price has fallen below $1, if it has effected a reverse stock split within the prior one-year period.
Some companies, usually those in financial distress or experiencing prolonged operational downturns, have been observed to engage in a pattern of repeated stock splits, according to the filing, made on Tuesday.

After months of losing ground to Russia in brutal, grinding battles in Ukraine, Kyiv shifted tactics with a surprise attack into Russian territory this week that caught Moscow off guard and opened a new front in the 30-month war.
Ukrainian forces have punched through Russian border defenses and seized several settlements in fighting that was still raging Thursday, according to Russian officials, a Ukrainian soldier and analysts. The attack triggered a state of emergency in one region in the west of Russia. Ukrainian armored columns were filmed moving along roads as far as 6 miles inside Russia.
But the attack left some military analysts wondering why Ukraine would throw scarce resources into a risky assault in a new area at a time when it is fighting pitched battles to hold on to positions in its own territory.
It was unclear whether Ukraine would seek to hold the area. Whatever the next step by Ukrainian forces, the attack appeared to push the limits on attacking inside Russia with American-provided equipment and put the Russians in disarray. American-made armored vehicles were also filmed being blown up in a Russian counterattack.
The goal was to shift the fighting — and Russian soldiers and weaponry — onto Russian territory and ease the pressure of Moscow’s offensive in eastern Ukraine, a senior Ukrainian official said. He asked not to be cited by name, as Ukraine has not acknowledged its soldiers are fighting in Russia.
“We are at war,” he said of striking inside enemy territory. “Why Russia can and we cannot?”
So far the assault has played out “much more successfully” than previous cross-border raids, the senior Ukrainian official said.

In Washington, a State Department spokesperson, Matthew Miller, said Wednesday that the use of U.S.-supplied weapons and munitions in the attack by Ukraine did not violate U.S. policy.
“Nothing about our policy has changed, and with the actions that they are taking today, they’re not in violation of our policy,” Miller said.
Andriy Zagorodnyuk, a former Ukrainian defense minister who still advises the government, said the goal was not to hold the territory long-term, but rather to challenge the Russians, to “divert their forces, attention and resources.” And “show they have no reserves and no resilience capacity.”
Konrad Muzyka, a military analyst for Rochan Consulting in
Poland, writing in Ukraine Conflict Monitor, said Ukraine could benefit if the attack reduced Russian attacks in the Donetsk region of Ukraine and allowed Ukraine to maintain a presence in the Kursk area, and thus improve its negotiating position. But Ukraine would be the loser if its troops were pushed back with high losses, he said.
“There is no middle ground here,” Muzyka wrote. “The operation is daring. Let’s see what the next few days bring.”
Military analysts say they are skeptical that Russia, which has a vastly larger army and arsenal of weapons than Ukraine, would be forced to divert forces from the fighting inside Ukraine to defend its border. Russia has reserves of conscript soldiers it is prohibited by its policies from deploying into Ukraine, but could on Russian soil.
Ukraine has remained mostly silent about the attack, which began Tuesday. President Volodymyr Zelenskyy seemed to hint at an aim of raising the cost of the war for Russians without directly acknowledging the Ukrainian incursion in a speech Wednesday. “The more pressure is exerted on Russia — the aggressor that brought war to Ukraine — the closer peace will be,” he said.
Zelenskyy, in his nightly address Thursday, again spoke only indirectly of the Ukrainian attack, saying, “Russia brought war to our land and should feel what it has done.”
Surprise played the pivotal role, Roman Kostenko, the secretary of the defense and intelligence committee in Ukraine’s parliament, said in an interview. “It was obvious Russia was not prepared and it was a total surprise,” he said. “This is rare in modern war.”
Ukraine, he said, should fight wherever conditions are favorable, whether in Russia or along the front line inside the country. “Our readiness to strike in this way, here or somewhere else, will force Russia to deploy troops to respond.”

The violent unrest that has broken out in multiple towns across England and Northern Ireland this week feels simultaneously shocking and familiar.
Rioters have rampaged across more than 15 towns and cities, looting businesses, injuring police officers, attacking mosques and targeting hotels that house asylum-seekers. Britain has had sporadic outbreaks of semi-organized mob violence for decades, including brawls by infamous “firms” of soccer hooligans in the 1980s and ’90s, an outbreak of race rioting in northern England in 2001 and a spate of rioting and looting centered on London in 2011.
But some circumstances are markedly different. While the 2011 unrest was sparked by the police killing of a Black man, these riots have stemmed from far-right disinformation on social media. Online influencers opposed to immigration spread the
false claim that an asylum-seeker had killed three children last week in Southport, England, and called their supporters to attend “protests” against the supposed threat. Many of the gatherings erupted into violence.
More far-right protests had been expected Wednesday, but with a heavy police presence on the streets, they did not materialize on any large scale. Instead, thousands of anti-racism protesters gathered in cities across the country.
Most Britons and most elected officials have recoiled at the anti-immigrant violence, indicating that for now, it has hurt the nativist cause more than helped it. But in the long run, experts say, the effects are much harder to predict.
A number of politicians and pundits from the anti-immigration right, while condemning the violence itself, have claimed that the unrest is evidence that immigration needs to be restricted, even though it arose out of false online claims about a migrant attack. (In reality, the suspect is British-born and his
parents, according to the BBC, are from Rwanda.)
Nigel Farage, a newly elected member of Parliament who is the most prominent face of Reform, a small far-right party, issued a statement denouncing the violence, then went on to say that “mass, uncontrolled immigration” had “fractured communities” and that Parliament should be recalled to “have a more honest debate and give people the confidence that there are political solutions.” Others on the right echoed those remarks, claiming that the violence was caused by a failure to limit immigration and asylum.
In fact, while immigration is a frequent political flashpoint in the country, Britain is a notable success story when it comes to several measures of immigrant integration. Children of immigrants to Britain tend to be better off financially than their parents, which is not true of many immigrant communities in

France and Germany, for example, and studies show that immigrants are a net positive for the British economy.
Students from families of Asian and African origin perform better on average in the main national high school exams than white British students do. British cities are also less segregated than those in the United States, studies suggest, and segregation levels are falling.
In addition, the overwhelming majority of foreign nationals seeking to settle in Britain enter the country legally, with visas. While much attention is paid to asylum-seekers crossing the English Channel in small boats, they make up a small fraction of the total.
‘A mistake’ for politicians?
The British public’s reaction to the rioting has been resoundingly negative, suggesting that the strategy of using the unrest to push anti-immigrant policies could backfire, at least in the short term.
In a YouGov poll published Monday, nearly half of respondents said that those taking part in recent riots should receive “harsher” sentences than those that would normally be issued for that type of crime. Those numbers were even higher in the north and in central England, where much of the unrest has occurred, further suggesting that the rioters were not expressing the views of a silent local or national majority.
And in another YouGov poll published Wednesday, the vast majority of respondents, including Reform voters, said that they did not believe the unrest was justified, did not support it, and did not sympathize with the views of those who committed it.
“I’ve spent a lot of time chatting to Reform voters,” said Luke Tryl, director of More in Common, a nonprofit that tracks public opinion and promotes dialogue on polarizing issues. “The vast, vast majority are not in any way sympathetic to what is happening.”
A small focus group he held last Friday, with participants who had preexisting concerns about immigration, strongly condemned the violence and expressed particular outrage that the rioters had “claimed to speak for us,” Tryl said.
Farage’s statement, which appeared to draw connections between his political agenda and that of the rioters, was a marked departure from his past policy of distancing himself from violent, extreme-right groups. In 2018, he resigned from UKIP, the political party he once led, in protest of the decision by its leader at the time to appoint the English Defence League’s founder, Tommy Robinson, as an adviser.
By taking a different tone this week, “I think he’s made a mistake,” Tryl said of Farage. “He got himself on the wrong side of his own voters.”
Why anti-immigrant violence might bolster the far right in the future
There is some research to suggest that the
medium- or long-term consequences of the violence might benefit hard-line anti-immigration politicians like Farage.
A 2022 academic study by Maureen Eger and Susan Olzak found that anti-immigrant violence in Germany did, in fact, lift support for far-right parties among voters who already held anti-immigrant views. A smaller number of voters with neutral views on immigration also shifted their support to the far right in the wake of anti-immigrant violence. But it didn’t have that effect on voters who had been proimmigration before the attacks, so the net result was a more polarized electorate rather than a general shift to the right.
Eger and Olzak argue that this happened because anti-immigrant attacks made immigration more salient to voters across the political spectrum.
In political science, salient issues are those that are particularly prominent in people’s minds and influential on their decisions. The idea captures an important insight, which is that if an issue becomes more salient, that can have a radical effect on behavior even if people’s opinions about the underlying issues don’t change. (In the United States, for example, voters’ opinions of abortion have been fairly stable for years. But abortion has become far more salient to voters since the Supreme Court overturned Roe v. Wade, giving it new power to affect elections.)
Researchers have often found that when immigration becomes more salient, it increases support for the far right. That may be one reason mainstream-right parties often fail to win back far-right voters by adopting similar platforms on immigration: Doing so pushes the issue into public consciousness and debate, making it more salient, which then often leads voters to support the far-right parties most associated with anti-immigration policies.
Eger and Olzak’s study concerned Germany, not Britain. And they also looked at a much longer period of anti-immigrant violence than the unrest that has happened in England and Northern Ireland this week: days of rioting, while shocking, may not have the same impact on immigration’s salience to voters.

Donald Trump may be the latest in a long line of male presidential candidates, but I don’t oppose him because he’s a man; I oppose him because he is a terrible candidate, a catastrophic leader and a terrible human being, one who treats women (and men) horribly.
Similarly, women didn’t necessarily vote for Hillary Clinton because of her sex. And despite efforts to make gender central to her campaign, women didn’t turn out for her in the same force as pollsters predicted. “I’m Not With Her: Why Women Are Wary of Hillary Clinton” ran a headline in The Guardian months before the election.
polarizing figure and a flawed candidate who ran a terrible campaign. But chalking everything up to gender wouldn’t end even with a successful election. Should Harris become president and be unsuccessful or not as successful as Biden or Barack Obama, some Americans would undoubtedly conclude that women aren’t as good as men at being president and would be loath to make that “mistake” again. Electing Harris as a woman risks any potential failure being framed as the failure of all women.
I hope Harris is elected and succeeds mightily not as an emblem or a representative and not based on essentialist or identitarian terms but simply on the merits — and that’s on her to prove. Whether she wins or loses, fails or excels, she should be judged based on what she does, not on which box she checks.

“Aren’t you thrilled to see a woman running for president? Isn’t it great?”
Like many women, I’ve faced variations on this question multiple times since Kamala Harris became the presumptive Democratic nominee. I know I’m supposed to say “Yes!” and to possibly add “Yay!”
But I don’t particularly care that the Democratic candidate is a woman. I care about having the best, most electable Democratic candidate possible, and I suspect many Americans, male and female, feel the same. As my colleague Jeremy Peters reported last week, voters are looking for electability, not representation. “In interviews, Harris supporters of all races said they were concerned that if she talked more directly about her race, she risked feeding the backlash that has been building over diversity,” he wrote.
The year 2020, in other words, is as over as 2016. If President Joe Biden had pulled out of the race months ago, other candidates, male and female, could have made a case for their qualifications and electability and maybe had a better shot at the presidency. As groovy as the vibe feels right now, all the memes and Zooms in the world can’t cover for Harris’ weaknesses or less than overwhelming vice-presidential record. Nor will promoting her as possibly the first woman president do anything substantive to help her win. Most Americans don’t put nearly as much

Yet if Harris loses the election in November, you can bet the headlines and think pieces will come to a conclusion similar to that after Clinton’s loss in 2016, especially if we continue to double down on identity. “America Was Never Ready for a Woman President,” read a headline in Quartz back in the day. The narrative will be first Clinton, now Harris.
That’s not the real history. “The root cause of this injustice, many have suggested, can only be sexism — proof that the glass ceiling protecting the highest reaches of power cannot yet be shattered,” Naomi Klein wrote in The New York Times after Clinton’s defeat. “The reaction is understandable.” But, she explained, “it’s also wrong and unnecessarily demoralizing.”

Less than 24 hours after the arrest of two teenagers who Austrian authorities say planned to attack a Taylor Swift concert in Vienna, security officials outlined a picture of a terrorist assault designed to kill as many people as possible.
Barracuda Music, the promoter for the singer’s threeconcert Vienna run, canceled the gigs Wednesday night. The events, which were scheduled to start Thursday, had been expected to draw more than 200,000 fans from across the world.
The main suspect is a 19-year-old man who was radicalized online and swore an oath of allegiance to the Islamic State group, Franz Ruf, the head of public safety in Austria, said at a news conference Thursday. Ruf said the suspect had confessed to the plans shortly after being arrested, giving police a detailed insight into his intended acts, which included using explosives and weapons to kill as many concert attendees as possible.
Searching the man’s home, where he lived with his parents, police found explosives, timers, machetes and knives, Ruf said.
A 17-year-old suspected of being an accomplice was known to the police and had recently started a job for an events service provider that was working at the Ernst Happel Stadium, where Swift was scheduled to play. He was arrested Wednesday at the stadium, Ruf said.

Aerosmith, the venerated American hard rock band whose hit records like “Dream On” have reverberated across the airwaves and in sweaty sold-out venues around the world for more than half a century, announced late last week that it was retiring from the tour stage, citing a permanent vocal injury to its star frontman, Steven Tyler. “He has spent months tirelessly working on getting his voice to where it was before his injury,” the band said in a statement on its website. “We’ve seen him struggling despite having the best medical team by his side. Sadly, it is clear, that a full recovery from his vocal injury is not possible. We have made a heartbreaking and difficult, but necessary, decision — as a band of brothers — to retire from the touring stage.”
An email message sent to a representative for the band Friday night was not immediately returned.
The announcement came ahead of the band’s “Peace Out” farewell tour, which had been set to begin in Pittsburgh on Sept. 20 and run through February at stops in the United States and in Canada, including a performance at Madison Square Garden in New York City on Feb. 23, 2025. The band’s final tour stop was scheduled for Buffalo, New York, on Feb. 26.
The tour had been postponed to later this year after Tyler, 76, hurt his vocal cords during the band’s Sept. 9, 2023, show at UBS Arena on Long Island. The band said that it had decided to postpone the tour until this year because the injury turned out to be more serious than initially thought and involved a fractured larynx in addition to the vocal cord damage.
Fans who purchased tickets through Ticketmaster will receive automatic refunds, the band said. People who bought tickets via third-party sites were asked to contact those vendors.

Swift’s fans were also targeted in an attack in England last week, when three children died in a stabbing during a dance class themed around the singer. A teenage boy was arrested in connection with the assault.
Next week, the singer’s global tour is scheduled to begin a run of five sold-out shows at Wembley Stadium, a 90,000-capacity arena in London.
Neither Wembley Stadium nor AEG Presents, the promoter for the tour’s British dates, immediately responded to emails asking about how the events in Austria would affect those shows. But a spokesperson for London’s Metropolitan Police said in a statement that there was “nothing to indicate that the matters being investigated by the Austrian authorities will have an impact on upcoming events here in London.”

As a Caesar salad enthusiast, I’ve seen my share of crouton stand-ins. Some are quite good (crumbled pretzels, fried chickpeas, toasted pumpkin seeds), while others are mere wannabes. (Wasabi peas, ahem. Dried apple chips? Don’t get me started.) But not a single one holds a candle to that queen of crunch, the frico.
A traditional Italian nibble to serve with drinks, fricos are thin wafers native to Friuli, in the northeast, typically made by frying grated hard cheese until it turns golden, salty and audibly crunchy. Montasio and Asiago cheeses are the most traditional in Italy, but Parmesan and cheddar are more commonly used in the United States. Fricos are available premade in the snack food aisle (often called cheese crisps or Parmesan crisps), a blessing for those on keto or gluten-free diets, or anyone who needs a savory, crunchy bite on the fly.
Fricos found their way into my Caesar salad by happy accident. I was making croutons the way I usually do, sprinkling a layer of grated Parmesan over garlic-rubbed, oiled bread cubes before baking. Some of the cheese always falls to the bottom of the baking sheet, turning into delectable shards in the oven. (Tip for both crouton and frico makers: Always line your baking sheet with parchment paper, so the shards detach from the pan.)
Normally I’d devour all the shards directly from the pan, but that day I absent-mindedly tossed them into my salad with the croutons. The frico bits immediately scored top billing (along with the anchovies, of course).
It was a small step to realize that whenever I was rushed I could simply crumble up store-bought Parmesan crisps into virtually any salad, Caesar or not.
In this hearty, no-cook recipe, the Parmesan crisps add their salty crunch to soft and earthy white beans dressed in a bracing red wine vinaigrette. Slivers of fennel and onion lend sweetness, while arugula and basil add pleasingly green and bitter notes. I also shave some fresh Parmesan on top, both to bolster the cheesiness and to lend a creamy, briny tang.
The beans can be prepared a few hours in advance, but don’t add the Parmesan crisps until right before serving because they quickly lose their crunch in the dressing.
Caesars may be eternal, but who wouldn’t be happy to hail a stunning white bean salad crowned with crunchy cheese?

2 garlic cloves, grated or finely minced
Fine sea or table salt and freshly ground black pepper
1 fennel bulb, trimmed and fronds reserved for garnish
1 small red onion, peeled and halved
2 (15 1/2-ounce) cans white beans (about 3 1/2 cups cooked beans), rinsed and drained
2 cups baby arugula
1/2 cup chopped fresh basil
1/4 cup extra-virgin olive oil, plus more for drizzling
Fresh lemon juice, to taste
1 ounce shaved Parmesan (use a vegetable peeler or cheese slicer), about 1/4 cup 1/2 cup crumbled Parmesan crisps
Preparation:
1. In a small bowl, combine red wine vinegar, garlic, 3/4 teaspoon salt and 1/4 teaspoon black pepper. Let sit while you prepare the vegetables.
2. Using a mandoline (or very sharp knife), slice the fennel and red onion as thinly as you can (1/8-inch thick or thinner). Add to a large bowl, then add the white beans, arugula and basil.
3. To the vinegar mixture, slowly whisk in the olive oil until emulsified. Taste and add more salt or vinegar as needed.
4. Toss the salad with the vinaigrette until evenly coated. Taste and add a dash of lemon, and more salt and pepper if needed. Just before serving, toss in the Parmesan shavings and crisps, drizzle with a little more oil and serve.

This weekend’s three games will be broadcast live on WIPR channel 6 and the R1Live.com platform. If necessary, games six and seven will be played on the weekend of Aug. 16.
Florida’s Juan Carlos Martínez leads the series with an .800 batting average on four hits in five at-bats, with one walk, three RBIs and three runs scored.

Jared Ruiz led the way for Ponce in Wednesday’s Game 4, scoring 31 points while shooting a torrid 70% from the field and connecting on four 3-pointers.

The Ponce Lions defeated the Caguas Criollos 9781 on Thursday night at Juan Pachín Vicéns Auditorium in Ponce to even their National Superior Basketball semifinal series at 2-2.
The hosts found themselves down in the first quarter, but it was a different story the rest of the way. Powered by the play of Jared Ruiz, the Lions led by as many as 17 points in the second half. They shot 54 percent from the field and took control in the paint, scoring 50 points inside the arc. In addition, they had four players in double figures with an all but unstoppable Ruiz having his best game of the season.
Ruiz finished with 31 points, six rebounds, two assists and two steals. He also shot 70 percent from the field and sank four 3-pointers. Point guard Jezreel de Jesús was his right-hand man with 21 points, five rebounds and five assists. Jordan Murphy and Bryon Allen also scored in double figures with 13 and 10 points, respectively.
Travis Trice led the visitors with 25 points, two rebounds and eight assists, Akil Mitchell had 16 points and four rebounds, and Louis King added 13 points.
On Friday night, the Manatí Bears (3-0) will host the Carolina Giants (0-3) with an opportunity to sweep the other semifinal series, while the Lions and Criollos will face off again at Roger Mendoza Coliseum in Caguas.

Sprinter Gabriella “Gabby” Scott Puig said goodbye to the Paris 2024 Olympic Games on Wednesday feeling satisfied after achieving two new personal bests and positioning herself as Puerto Rico’s best 400-meter specialist.
“It’s a dream come true,” said Scott Puig, 27, of her Olympic debut. “Now it’s [time for] laughing. I’m very happy and pleased. I’m an Olympic semifinalist.”
Scott Puig clocked 51.22 seconds in the semifinal round to finish 21st in Paris. In addition, she set the national mark of 50.52 seconds in the repechage round, surpassing her previous record of 50.74 seconds clocked in the preliminaries.
Now she will focus on her preparation for the World Track & Field Championships in Tokyo in September 2025 and will evaluate her participation in events such as the 2026 Central American and Caribbean Games and the 2027 Pan American Games.
“Track and field is a tough sport, to see the future in depth year by year,” Scott Puig said.
The German-born resident of Orlando, Florida also expressed her desire to work to recruit new talent in Puerto Rico.
“I want to work with the island, the youth,” she said. “I want more athletes in Puerto Rico to be able to represent us at this level. We have talent and we need help. I want to work as an agent or in marketing.”
In other events, Luis Joel Castro Rivera was unable to advance to the high jump final, missing out by three positions with a jump of 2.20 meters. The 12 finalists qualified at 2.24 meters, including the Tokyo 2020 Olympic champions, Essa Barshim and Gianmarco Tamberi.
Skateboarder Piñeiro falls short of final
Steven Piñeiro of Toa Baja failed to advance to his second Olympic skateboarding final at the Paris 2024 Olympic Games, after failing on two of three attempts in the competition held at the Plaza La Concorde on Wednesday.
“Despite everything, I feel proud to represent,” Piñeiro
said in a written statement. “I love my country. For me this continues. Regardless, whether I won a medal or not, I will continue. This does not change anything.”
A finalist in the Tokyo 2020 Olympics, Piñeiro finished in 14th place out of 22 competitors. In the first round, he received 81.54 points, a score that was booed by the public. In his next two attempts, he suffered falls that gave him scores of 10.33 and 19.33, respectively.
“I did not agree with the judging. This teaches us that there is more to learn and grow on,” Piñeiro said. “Now what is missing is the next Olympics for me to do it again.”
The 27-year-old plans to compete at the World Skate Games on Sept. 22 in Italy.
“I’m going to do the vert event and I’m also going to do park,” Piñeiro said.
His coach, Trev Ward, has been a vert skating specialist since the 1980s and 1990s.
Skateboarding made its Olympic debut at Tokyo 2020, where Piñeiro competed alongside Emanuel “Manny” Santiago in the street event.
