argued in its opening brief. “Text, law, and logic all point to the same conclusion: the bondholders have a security interest in PREPA’s revenues -- for the full, USD 8.4bn amount that PREPA owes under the bonds it issued.”

Creditors said the ruling has an impact on revenue bonds across the mainland United States, making them less secure.

“After the commencement of PREPA’s bankruptcy, PREPA’s Trustee filed a proof of claim for the $8.5 billion that PREPA owes under the bonds, stating that the claim is secured by a lien on PREPA’s revenues -- just as the [Financial Oversight and Management Board] had initially acknowledged,” a group of creditors said.

“Two years later, however, the Board flip-flopped, contending for the first time that the bondholders do not have a lien on PREPA’s revenues,” the creditors said.

“Then, five years after the commencement of the case, the Board took the yet more extreme position that the bondholders do not have any legal right to the payment of any of the principal and interest that PREPA promised to pay them. The Trustee, joined by various bondholders, opposed those challenges.”

The oversight board and the Puerto Rico Fiscal Agency and Financial Advisory Authority, which are appealing other aspects of Swain’s lien and recourse challenge, have until Jan. 8 to file their opening briefs.

uerto Rico Electric Power Authority (PREPA) creditors have filed opening briefs in the U.S. First Circuit Court of Appeals in Boston challenging U.S. District Judge Laura Taylor Swain’s ruling that the utility’s revenue bonds are backed by an unsecured claim on a fraction of their face value.

“This appeal concerns an order that eliminated the security interest in revenues supporting $8.5 billion in PREPA bonds. The decision is unprecedented in erroneously holding that a pledge of revenues granted as security for payment of the bonds somehow does not create a security interest,” noted GoldenTree Asset Management and Syncora Guarantee, two of the bondholders in their opening statement this week. “The district court also reduced bondholders’ claim to a fraction of the undisputed amount PREPA owes. The decision upends decades of municipal financing law and practice.”

The appeal will be heard on Jan. 29.

Earlier this year, Swain ruled that the $8.5 billion in outstanding PREPA bond debt was unsecured, meaning that there is no property to seize, repossess or foreclose upon. She also ruled that the claim was only worth $2.4 billion. Under PREPA’s currently proposed adjustment plan, bondholders that haven’t already settled their debt with PREPA would receive 3.5% to 12.5% of the unsecured claim amount.

PREPA is represented by the Financial Oversight and Management Board.

In a 65-page order issued Nov. 28, Swain dismissed remaining counterclaims, including that PREPA is in breach of its statutory obligations by failing to raise rates to generate revenue to cover bondholders.

Besides GoldenTree and Syncora, Assured Guaranty, the bond trustee, and the PREPA ad hoc group of bondholders presented separate opening briefs this week to the appeals court in Boston arguing that Swain erred in finding that a $2.4 billion unsecured claim backed the $8 billion outstanding revenue debt.

One-time incentive to provide tax relief for 600,000 filers

ome 177,000 taxpayers will receive the one-time refundable incentive that the Financial Oversight and Management Board approved for the 2023 tax year, Gov. Pedro Pierluisi Urrutia said Wednesday.

The governor sent to the Legislature the measure that would increase the budget by $260 million and use that amount as an incentive. In total, 600,000 taxpayers will receive some type of relief.

“The agreement is that instead of being left with nothing, without any incentive, instead of no taxpayer receiving an incentive in this next calendar year, that is, in 2024 [...]

about 600,000 taxpayers receive the relief, which the [Legislative] Assembly has already approved, but it will be through an incentive,” the governor said at a press conference. “That is, this is like a separate payment. They are going to file their income tax return. Still, the Treasury is going to give them this incentive payment.”

The move comes after the oversight board, which rejected the proposed tax reform, said Tuesday it was willing to approve a one-time tax relief.

New housing complex opens in Río Piedras

ov. Pedro Pierluisi Urrutia, Housing Secretary William Rodriguez Rodríguez and San Juan Mayor Miguel Romero on Wednesday inaugurated De Diego Village, a multi-family housing project located in the urban area of Río Piedras, with an investment of $18.1 million in recovery funds from the Community Development Block Grant Program for Disaster Recovery (CDBG-DR).

“Today I have the pleasure of being here at the new De Diego Village complex in San Juan to inaugurate this

residential project that is part of the efforts for the revitalization of the urban area of Río Piedras,” the governor said in a written statement. “Its development will have a positive impact on this area, as it will provide new housing and promote socio-economic activity in Río Piedras. This new multi-family housing construction provides affordable rental housing units for low- and moderate-income families, with particular attention to single-headed families. The project, made possible by the Housing Finance Authority, began at the beginning of 2021 and is now fully completed.”

that sum to be used as an incentive. Pierluisi stated that it is not necessary to convene an extraordinary session, but that he hopes that when the Legislature resumes work in January, the bill will be evaluated quickly.

The governor said taxpayers will file their income tax returns as usual and if they qualify, the Treasury Department will send them a check sometime starting in April 2024.

“This would be a separate incentive that the Treasury will provide to taxpayers using the $260 million added to the current fiscal year budget via this amendment to the joint resolution that approved the budget,” the governor said. “The exact term is incentive, reimbursable.”

Pierluisi noted that the residential complex will consist of 94 units of one and up to three bedrooms, plazas, parks, a gym and multi-use areas. The apartment building complies with the U.S. Environmental Protection Agency’s (EPA) Green Building Standard, which certifies efficiency in the use of water and electricity, among other conservation measures. Apart from the use of efficient appliances, the complex has a system of solar panels, drinking water and fire protection cisterns and an electrical generator.

The project also includes an open plaza, playground and ample parking. In addition, it has space for storing bicycles, two offices and a conference room, a childcare area, two commercial spaces, two elevators and a laundry, as well as broadband infrastructure for high-speed internet access.

Berríos Navarro, alias ‘Tun Tún,’ found guilty of murder

ustice Secretary Domingo Emanuelli Hernández announced on Wednesday that a jury found Delwin Berríos Navarro, alias “Tun Tún,” leader of the Martorel criminal organization that operated in the eastern region of the island, guilty of murder and violations of the Weapons Law. “After evaluating the evidence presented by the Humacao Prosecutor’s Office, a jury made up of seven women and five men issued a guilty verdict against Delwin Berríos Navarro,” Emanuelli Hernández said in a written statement. “He faced one count of first-degree murder for killing Christian Ramón Delgado Mercado, four counts under the Puerto Rico Weapons Law and one count of risk to public safety or order by firing a firearm.”

During the trial, which began in October, prosecutors Gabriel Redondo Miranda, Yaítza Rodríguez Reyes and Miguel García Rodríguez presented some 10 witnesses,

along with expert testimony and documentary evidence.

The sentencing hearing was scheduled for Jan. 22, 2024 in the courtroom of Judge Martín Ramos Junquera of the Fajardo Court of First Instance.

The investigation was led by agent Joel De Jesús, from the Homicide Division of the Puerto Rico Police Bureau’s Humacao Criminal Investigation Corps.

“The jury’s decision does justice to the deceased and his family, but it also restores the peace that the community deserves,” the Justice chief said. “The Department of Justice and the Police Bureau have ensured that the leader of a dangerous criminal organization pays for his crimes and does not return to the streets to torment citizens who deserve to live in peace.”

“I recognize and appreciate the excellent work carried out by the prosecutors and agents in charge of the process, as well as the experts from the Institute of Forensic Sciences who examined and testified about the scientific evidence

The Justice Department will continue the prosecution of Berríos Navarro for two other cases related to crimes of murder and violations of the Weapons Law, among others.

Ex-PR transportation chief appointed to chair federal construction safety committee

osé M. Izquierdo Encarnación, a former island transportation and public works secretary and secretary of state, has been named chairman of the Advisory Committee of the National Construction Safety Team (NCSTAC), which is attached to the National Institute of Standards and Technology (NIST).

NIST recommendations and findings are submitted annually to the U.S. Congress to improve building codes and standards nationwide. Izquierdo Encarnación, an engineer, is the first Puerto Rican to be part of the advisory committee and the first Latino to chair it.

The National Construction Safety Team (NCST) is a federal agency dedicated to the rigorous investigation of disasters of various types. The advisory committee is made up of technical experts in engineering, public health and social sciences. The law that gave rise to the NCST was passed in response to the Sept. 11, 2001, terrorist attacks and has been fundamental in the analysis of disasters such as the collapse of the Twin Towers in

“It is a true honor to lead this organization and contribute to improving construction nationwide,” said Izquierdo Encarnación, who begins his second three-year term as

a member of the committee and his first as leader. “The disaster caused by Hurricane Maria, the forest fires in Hawaii, and the collapse of the Surfside Condominium in Miami are just some of the disasters evaluated by this committee. The recommendations of the NCSTAC [...] have great weight in the decisions related to construction safety in the United States Congress.”

Prior to 9/11, the NIST had already distinguished itself as a leading agency in disaster research of various types, dating back to the 1971 San Fernando Valley earthquake in southern California. The passage of the NCST Act solidified and now facilitates the NIST’s ability to conduct such research and enhance cooperation with other federal agencies.

An essential objective of the NCSTAC is to assist in identifying the causes of construction collapses.

“Knowing the origin of the failure in a particular way not only provides information about what needs to be reviewed in future building codes to prevent similar situations but also provides comfort and understanding to survivors and the families of the victims,” Izquierdo Encarnación said. “Likewise, potential risks in other existing buildings and methods to mitigate risks in the future are analyzed.”

Since the NCST’s establishment, NIST recommendations have impacted 40 codes, guides and standards in disaster characterization, building and shelter design, and communications during emergencies.

Special road plan set for Isla Grande on Friday with arrival of 3 vessels

Pizá Batiz added that the Pan American docks were built decades ago with a single entrance and exit road, which requires that various measures must be taken to address a volume of operations that far exceeds the past volume of passengers, luggage and other dynamics.

Three days of mourning declared in Ponce following death of newsman Torres

he flags at the Ponce mayor’s office and all municipal facilities in the southern coastal city were placed at half-mast at 9 a.m Wednesday by order of the interim mayor, Marlese Sifre Rodríguez, who declared three days of mourning for the death of journalist Ramón Enrique Torres Guzmán.

“As interim mayor of Ponce, I join the grief that overwhelms the people of Ponce and Puerto Rico for the death of Ramón Enrique, in solidarity with the Torres Martínez family, in the face of this painful loss,” Sifre Rodriguez said in a written statement. “To his wife Maribel, his children Layza, Xavier and Enrique, my deepest condolences and a hug of solidarity.

Even though the advanced state of his illness and his long fight against the throat cancer that afflicted him was public knowledge, his loss hits hard for the people of Ponce. For us, Ramón was not only the distinguished television journalist of our city, a gentleman of the news, an anchor par excellence, but for many he was Tito, the friend, the fan of the Lions, the collaborator and adviser.”

“We are talking about a family that is very dear to our Administration and the people of Ponce, so at the beginning

of the working day I issued the order to place all the flags in municipal facilities at half-mast and declared three days of mourning in their honor,” the interim mayor added. “He deserved nothing less.”

Before his arrival at Telemundo in 1976, Torres Guzmán stood out on Ponce radio, specifically on the now-defunct Radio Señorial WZBS, 1490AM. There he shared space with leading figures of radio until he was recruited to make the leap to the island level. However, he was always proud to be from Ponce and expressed it openly wherever he appeared.

“Without a doubt, his earthly loss leaves a huge void in the media,” Sifre Rodríguez said. “Ramón belongs to a generation of journalists who lived through the golden age of our national journalism and is part of a lineage of journalists that is no longer repeated. We are talking about a man who started in television under the tutelage of Aníbal González Irizarry and worked one-on-one with great male figures of Puerto Rican journalism such as Jorge Rivera Nieves, Enrique “Kike” Cruz and Guillermo José Torres, also from Ponce.”

“Meanwhile, his dedication and fanaticism on a large scale for his Lions, especially in basketball, was typical of how dedicated we Ponceños are to our sports teams,” the interim mayor added. “That pride we feel for what is here, for

those red and black colors, and that is born from the depths of our being. This city and the people of Ponce will eternally hold an unpayable debt to Ramón Enrique Torres.”

“He deserved nothing less,” said the interim mayor of Ponce, Marlese Sifre Rodríguez, who declared three days of mourning following the death of journalist Ramón Enrique Torres Guzmán.

Yauco town square reinauguration events to begin today

UPR law school grad earns top score on bar exam

ené Hernández González, a member of the University of Puerto Rico (UPR) School of Law’s class of 2023, earned the highest score on the bar exam offered in September by the Board of Examiners of Candidates for the Legal Profession.

Hernández González achieved the feat on his first attempt after completing his Juris Doctor studies Summa Cum Laude in May of this year.

At the 2023 Recognition and Achievement Ceremony, he received the Faculty Grand Prize and the Criminal Law Award as the law school graduate with the highest academic average.

When he learned that he had passed the

bar exam, Hernández González said he felt great personal relief and immense happiness, which he shared with those closest to him.

As for his grade-point achievement, he said he never sought it and accepted it as another reward for the sacrifices made. He added that “law is no stranger to me because my grandfather was a lawyer, my father is a lawyer and my two brothers are also lawyers, so I was always influenced in an environment with a high sense of justice.”

That is why, although at some point he envisioned taking a different path, he never ruled out the study of law and saw it, and continues to see it, as a vehicle for achieving a better Puerto Rico and a fairer society.

After learning the results, Dean Vivian I. Neptune Rivera contacted Hernández González to congratulate him and let him know how proud she is of his accomplishment.

“We recognize the performance of our students and congratulate them,” she said in a written statement. “To those who did not achieve the long-awaited ‘PASS,’ they count on us to achieve the desired goal.”

UPR President Luis Ferrao Delgado said: “The University of Puerto Rico School of Law has always distinguished itself by the quality of its educational offerings.”

“My warmest congratulations to the student Rene Hernández, with the certainty that this achievement [...] is a faithful testimony of the

success that awaits him in his professional life,” he said.

Republicans sideline Zelenskyy with border demands, imperiling aid package

s PresidentVolodymyr Zelenskyy of Ukraine stood at a lectern in the Capitol earlier this week pleading with senators to quickly approve more aid for his country’s war against Russian invaders, Sen. Lindsey Graham, R-S.C., delivered a blunt message.

“Here’s the problem,” Graham, a defense hawk who has been a champion of aiding Kyiv, recalled saying to Zelenskyy. “It’s got nothing to do with you.”

Graham went on to explain the harsh political reality that has blocked congressional approval of more American help for his embattled nation: The dispute is not over the merits of that fight at all. Republicans have changed the subject to an intractable domestic political dispute over clamping down on migration at the United States border with Mexico.

“I said, you’ve done everything anybody could ask of you,” Graham said later, recounting his exchange with the Ukrainian president. “This is not your problem here.”

But it was a problem for Zelenskyy, whose

visit to Capitol Hill and the White House failed to snap a Republican filibuster of a $110.5 billion emergency spending bill that includes $50 billion more in security aid for Ukraine. He made the case that supporting Kyiv would protect the West by preventing President Vladimir Putin of Russia from seizing more of Europe — only to be told

by Republicans that that was beside the point.

Zelenskyy’s visit on Tuesday to Capitol Hill was a vivid departure from his previous trips. A year ago, he was largely hailed by lawmakers as a hero. They invited him to address a joint meeting of Congress and capped off his trip by overwhelmingly approving nearly $50 billion to arm and aid his nation.

This time, with American support for sending aid to Ukraine deteriorating, particularly among GOP members of Congress, the reception was markedly frostier. Some Republican senators made a point of doing a media tour preemptively criticizing Zelenskyy’s visit, and complained that he was coming at all.

“We’re hearing from the president of Ukraine again, but we’ve yet to hear from our

own president about the border, our border,” said Sen. Eric Schmitt, R-Mo. Zelenskyy made no public remarks at the Capitol, where he was essentially sidelined from the discussion. He did not attempt to involve himself in the domestic political dispute standing in the way of aid for his country.

“He simply said, ‘I know that I should not be involved’” in the discussions about the border, said Sen. Mike Rounds, R-S.D. “He made it clear that he understood that that was an issue.

He was there to talk about their needs. And he did a very good job of not getting involved, not being pulled into the discussion.”

In the meantime, bipartisan talks in the Senate aimed at breaking the impasse on immigration policy have deteriorated, and lawmakers are openly talking about the likelihood that they will leave Washington for the holidays without passing aid for Ukraine.

A bipartisan group of senators and congressional aides met in the Capitol with White House officials and Homeland Security Secretary Alejandro Mayorkas on Tuesday evening to con-

tinue negotiations. Sen. Christopher Murphy, DConn., told reporters that negotiators had “made progress” toward a deal.

Still, those talks have not yielded much in recent days, and time is not on their side.

“It is practically impossible” for Congress to pass a bill on Ukraine and border security before the holidays, said Senate Minority Leader Mitch McConnell, R-Ky., who has been a leading champion of backing Kyiv in its war against Russia.

Senate Majority Leader Chuck Schumer, D-N.Y., said a stringent House-passed border measure championed by conservative hard-liners was dead on arrival in the Democrat-controlled Senate. “But if Republicans show they’re serious about meeting us in the middle, we are willing to meet them in the middle,” he said.

He said some GOP lawmakers were simply “unwilling to budge” on their border demands.

“Unfortunately, it may seem the case that these are both excuses, and they really want to kill funding for Ukraine and never had any intention of passing it,” Schumer said. “That’s not true of all Republicans — but too many.”

DeSantis dismisses one endorsement (for Haley) and plays up another (for him)

s Republicans struggle to coalesce around a single rival to former President Donald Trump, the popular governors of Iowa and New Hampshire have also split their ticket.

Gov. Kim Reynolds of Iowa, which votes first in the Republican presidential nominating contest, is backing Florida Gov. Ron DeSantis. Gov. Chris Sununu of New Hampshire, which votes second, is supporting Nikki Haley, the former United Nations ambassador and South Carolina governor.

On Tuesday, DeSantis played up the power of Reynolds’ backing while dismissing the potency of Sununu and calling Haley an avatar of “the old failed Republican establishment of yesteryear.”

“Even a campaigner as good as Chris is not going to be able to paper over Nikki being an establishment candidate,” DeSantis said during a town hall for Iowa voters broadcast by CNN on Tuesday, hours after Sununu announced his endorsement of Haley at an event in New Hampshire. “I mean, she’s getting funded by liberal Democrats from California like the founder of LinkedIn, people on Wall Street like the head of JPMorgan.”

For DeSantis, the town hall was a

chance to make his pitch before a national audience without the name-calling and noisy cross-talk of the Republican presidential debates. He had entered the race as the clear favorite to upend Trump.

But as frequent missteps have marred his campaign, some influential megadonors have thrown their support behind Haley, whom they see as more moderate.

Many of the questions asked Tuesday, both by the voters in attendance at Grand View University in Des Moines and moderator Jake Tapper, were less than hard-hitting, and DeSantis was able to have a largely easy and confident stage presence.

Harvard clears president of ‘research misconduct’ after plagiarism charges

T

he battle over the fate of Harvard’s president, Claudine Gay, took an unexpected turn this week, as accusations of plagiarism in her scholarly work surfaced, along with questions about how the university had handled them.

On Tuesday, the Harvard Corp., the university’s governing body, announced that Gay would keep her job, despite the uproar over her statements on campus antisemitism at a congressional hearing.

But the corporation also revealed that it had conducted a review of her published work after receiving accusations in October about three of her articles.

The Harvard Corp. said that while the review found that she had not violated the university’s standards for “research misconduct,” it did discover “a few instances of inadequate citation.” Gay would request “four corrections in two articles to insert citations and quotation marks that were omitted from the original publications,” the statement said.

The accusations were first widely publicized Sunday, in a newsletter by conservative education activist Christopher Rufo.

On Monday, The Washington Free Beacon, a conservative media outlet, published its own investigation, identifying what it said were issues with four papers published between 1993 and 2017. The article said the papers had paraphrased or quoted nearly 20 authors without proper attribution.

By Tuesday evening, there was growing concern about Gay’s work and Harvard’s actions, after The New York Post reported that it had approached Harvard in October about similar accusations.

According to the Post, it had contacted Harvard on Oct. 24, seeking comment on what it said were more than two dozen passages in which Gay’s words seemed to closely parallel the words, phrases or sentences in published works by other scholars.

A few days later, the Post said, it received a 15-page response from a lawyer who identified himself as a defamation counsel for Harvard and Gay. Jonathan Swain, a spokesperson for the university, said Tuesday evening that the Harvard Corp. stood by its statement from earlier in the day. He declined to comment

Gay has strongly defended her work.

“I stand by the integrity of my scholarship,” she said in a statement Monday. “Throughout my career, I have worked to ensure my scholarship adheres to the highest academic standards.”

The accusations could deepen the turmoil around Gay, who was inaugurated as president in September. After the Oct. 7 Hamas-led attack on Israel, she was harshly criticized by some students, faculty members, alumni and university donors for what they saw as a series of tepid responses to events in Israel and Gaza and to rising antisemitism on campus.

That seemed to reach a climax last week, when Rep. Elise Stefanik, R-N.Y., sharply questioned Gay and two other college presidents about what she characterized as tolerance for calls for genocide against Jews.

On Tuesday, Stefanik criticized Harvard’s decision to stand behind Gay. “The only update to the code of conduct is to allow a plagiarist as the president of Harvard,” she said during a news conference.

Gay, Harvard’s first Black president, has been a professor of government and of African and African American studies at

the university since 2006. Her scholarship has explored subjects like how the election of minority officeholders affects citizens’ perception of government, and how housing mobility programs affect political participation for the poor.

At Harvard, where she received her doctorate in 1998, she has been both a barrier-breaker and savvy insider, steadily climbing the administrative ranks since joining the faculty.

The Harvard Corp.’s statement on Gay does not use the word “plagiarism.” But

some members of Harvard’s faculty said they were disturbed by the passages highlighted in news coverage, saying students who committed similar infractions were often disciplined, sometimes harshly.

“It’s troubling to see the standards we apply to undergrads seem to differ from the standards we apply to faculty,” said Theda Skocpol, a professor of government.

A Harvard guide for students defines “plagiarism” broadly. “When you fail to cite your sources, or when you cite them inadequately, you are plagiarizing, which is taken extremely seriously at Harvard,” it says. “Plagiarism is defined as the act of intentionally OR unintentionally submitting work that was written by somebody else.”

But not all instances of potential plagiarism are equal, particularly when they do not reflect any intention to deceive, some scholars said.

Gay’s 1997 dissertation, The Free Beacon said, “borrowed” two paragraphs from a 1996 conference paper by Bradley Palmquist, who was then a political science professor at Harvard, and Stephen Voss, a political scientist at the University of Kentucky who was in Gay’s doctoral program at Harvard.

In an interview, Voss called Gay’s use of his work, which involved changing only a few words, “technically plagiarism.” But said he considered it “fairly benign,” particularly since the paragraphs in question involved a technical description.

“If a student gave me a paper that did what she did, I would bounce it back to them,” he said.

What ails offshore wind: Supply chains, ships and interest rates

A

few years ago, interest in offshore wind energy was so strong that developers proposed spending tens of billions of dollars to plunk hundreds of turbines the size of skyscrapers in the Atlantic Ocean from Maine to Virginia.

But several of those projects have recently hit the skids after executives miscalculated the impact that the pandemic and rising interest rates would have on supply chains. The industry has found it much more difficult to manufacture, transport and erect wind turbines than it had expected. Just two dozen or so turbines have been installed in U.S. waters, compared with more than 6,000 in Europe, which has been building offshore wind farms for decades.

As a result, the cost of offshore wind energy will be higher than anticipated, and its climate and economic benefits will, in some cases, arrive years later than expected.

Some wind farms may be delayed.

Others may never be built.

To date, Eastern states have awarded contracts to build roughly two dozen offshore wind farms with 21 gigawatts of electric capacity, or enough to meet the needs of more than 6 million homes. But developers have canceled or asked to renegotiate rates for nearly half that capacity. Analysts are downgrading expectations: About 15 gigawatts of offshore wind will be installed by 2030, according to BloombergNEF, a research arm of Michael Bloomberg’s financial data and information company. That’s about one-third lower than what it had expected as recently as June. Europe has already installed about 32 gigawatts of offshore wind capacity.

Orsted, a Danish company that has built around two dozen offshore wind farms, mostly in Europe, has canceled two giant arrays planned for waters off New Jersey and is reconsidering two more intended to serve New York and Maryland. The company said it would be writing off as much as $5.6 billion. BP, which paid $1.1 billion for a 50% stake in the Norwegian energy company Equinor’s U.S. offshore wind portfolio in 2020, recently wrote off $540 million of its investment.

States like New York and Massachusetts are scrambling to save projects — and

“The U.S. offshore wind market is still in its infancy, and some states might have been trying to run before they could walk,” said Atin Jain, a senior associate at BloombergNEF. “Now they’re getting more realistic about the challenges facing developers, and that’s going to help in the long run.”

Energy executives say the industry is learning from its mistakes and making investments that should pay off in the coming years. Dominion Energy, a large utility based in Virginia, is moving ahead with a massive wind farm and is spending $625 million on the first U.S.-built ship capable of hauling the

more than 300-foot-long blades and other components for wind turbines out to sea.

“We needed to have confidence in our schedule,” said Robert Blue, Dominion’s CEO. “One way to have confidence is to have a vessel,” he added.

‘The world looked totally different’ Orsted, the world’s leading offshore wind developer, gained traction in the United States by buying a Rhode Island company called Deepwater Wind for $510 million in 2018. Deepwater had the only operating U.S. offshore wind farm and owned a portfolio of proposed projects.

It was a heady time. Developers were eager to crack a new market and they rushed to sign contracts to provide electricity from offshore arrays under development at rates

that assumed little or no inflation. They did not expect a lot of turmoil.

That turned out to be a bad bet. Under former President Donald Trump, a longstanding critic of wind turbines, the federal government held up permits. Then the pandemic wrecked supply chains, making parts more expensive. Later, the Federal Reserve sharply raised interest rates to tame inflation, driving up borrowing costs.

Now companies were stuck with the prospect of building multibillion-dollar projects to supply power at prices that no longer made sense.

“The world looked totally different,” Mads Nipper, Orsted’s CEO, said last month, speaking of 2018 and 2019, when the company won a contract to build the first of the two New Jersey projects, Ocean Wind 1, that it has since scrapped.

A final blow, Nipper said, came in the past few months when it became clear that a ship that the company had booked to install the foundations that anchor the huge turbines to the sea bottom in 2024 would not arrive on time. This snafu threatened potentially huge cost increases.

Instead, the company walked away, but it had already run up huge losses.

“I am very doubtful that they will ever recover to what we thought” was ahead two or three years ago, said Anders Schelde, the chief financial officer of AkademikerPension, a Danish pension fund.

Like other companies, Orsted is now focusing on its more promising U.S. deals while trying to renegotiate or shelve others.

“The developers are going to have to choose which of the projects are viable and which are not and proceed accordingly,” said Eamon Nolan, a partner at the law firm Vinson & Elkins who specializes in energy.

The industry also faces a chicken-oregg problem: One reason that offshore wind projects are expensive is that the United States lacks a robust domestic supply chain. But manufacturers cannot justify building large factories if they don’t know whether there will be enough demand.

“When there are a lot of project cancellations, that weakens the case for domestic manufacturing,” said Josh Irwin, senior vice president of offshore sales at Vestas, a Danish company that is the world’s largest turbine manufacturer. “We’re still in wait-andsee mode.”

At meeting, Fed must weigh if financial conditions now hindering goals F

or a Federal Reserve that is actively weighing an end to aggressive rate hikes aimed at lowering inflation, easing financial conditions over recent weeks, on the face of it, appear more a foe than friend of monetary policy.

Since summer’s end, Goldman Sachs’ closely watched financial conditions index, a measure of financial market tightness, surged to its highest point of the year amid a huge rout in the Treasury bond market, only to ease aggressively at the end of October, returning the index to where it was on the last day of August.

That shift complicates the Fed’s narrative. Since the spring, policymakers have argued a broad tightening in financial conditions tied to their policy as well as banking sector stress was ginning up economic restraint and greasing the path back toward their 2% inflation target. That suggests looser financial conditions should make it harder to foster lower inflation.

But current and former Fed officials and a number of private sector economists say it isn’t that straightforward, arguing the evolution of financial conditions must be viewed over a longer horizon.

Moreover, some caution against focusing on broad indexes in favor of a more focused look at the real-world borrowing costs that can promote or hinder growth. On that front, things like home loan costs, access to credit and other borrowing are still stringent and likely to moderate activity.

How this might be affecting Fed thinking at its Dec. 12-13 policy meeting depends on how policymakers view both the rapid tightening of conditions and subsequent pullback.

William English, a former top Fed staffer who is now at Yale University, said that if the tighter financial conditions seen over part of the fall had persisted it might have affected forecasts for the economy. “But at this point,” with all that’s happened over recent months, “I assume this won’t have a consequence for the meeting coming up,” he said.

The Fed, in its policy meeting concluding Wednesday, is almost certain to keep the federal funds rate where it’s been since July at between 5.25% and 5.5%. Markets, broadly convinced the Fed is done with rate hikes, have turned to betting on rate cuts. Chair Jerome Powell is sure to face questions on how the recent shift in financial conditions will factor in this outlook.

New York Fed President John Williams on Nov. 30 acknowledged both the tightening of financial conditions in part due to the increase in Treasury yields since summer and the more recent easing, noting that given volatility in financial markets he was taking a longer view.

“I would go back to the question that was always foremost in my mind, which was how persistent is this going to be,” he told reporters, adding recent market moves appear yoked to how much compensation investors are demanding to deal with uncertainty over the future.

the right formula for the Fed right now: Both Goldman’s index and the Fed’s own financial conditions index remain tighter than where they started the year, though one from the Chicago Fed suggests conditions are the loosest since the Fed kicked off its rate hikes in March 2022.

Matthew Luzzetti, economist with Deutsche Bank, noted the real - or inflation adjusted - 10-year Treasury yield often cited by Powell is below 2% now after surpassing 2.5% at the end of October. “During the summer it was 1.5% or 1.6%, so

it is still, I think, meaningfully higher than it was over the summer months,” he said.

Analysts at Piper Sandler, however, said in a note the easing would be relevant to near-term monetary policy. “Much of the rationale for the Fed’s November skip has dissipated” with the recent drop in yields. From their perspective, “A December hike, one for the road, is far from off-the-table” to correct the shift in market pricing.

One way bond market shifts have affected the real economy is by significantly boosting the cost of buying a home. From the start of 2021, when 30-year fixed-rate mortgages sported rates below 3%, they rocketed to just shy of 8% at the start of November, before retreating toward the current 7% mark.

In a first, nations at climate summit agree to move away from fossil fuels

F

or the first time since nations began meeting three decades ago to confront climate change, diplomats from nearly 200 countries approved a global pact that explicitly calls for “transitioning away from fossil fuels” such as oil, gas and coal that are dangerously heating the planet.

The sweeping agreement, which comes during the hottest year in recorded history, was reached Wednesday after two weeks of furious debate at the United Nations climate summit in Dubai. European leaders and many of the nations most vulnerable to climate-fueled disasters were urging language that called for a complete “phaseout” of fossil fuels. But that proposal faced intense pushback from major oil exporters such as Saudi Arabia and Iraq, as well as fast-growing countries such as India and Nigeria.

In the end, negotiators struck a compromise: The new deal calls on countries to accelerate a global shift away from fossil fuels this decade in a “just, orderly and equitable manner,” and to quit adding carbon dioxide to the atmosphere entirely by midcentury. It also calls on nations to triple the amount of renewable energy, such as wind and solar power, installed around the world by 2030 and to slash emissions of methane, a greenhouse gas that is more potent than carbon dioxide in the short term.

While past U.N. climate deals have urged countries to reduce emissions, they have shied away from explicitly mentioning the words “fossil fuels,” even though the burning of oil, gas and coal is the primary cause of global warming.

“Humanity has finally done what is long, long, long overdue,” said Wopke Hoekstra, the European commissioner for climate action. “Thirty years — 30 years! — we spent to arrive at the beginning of the end of fossil fuels.”

The new deal is not legally binding and can’t, on its own, force any country to act.

Yet many of the politicians, environmentalists and business leaders gathered in Dubai hoped it would send a message to investors and policymakers that the shift away from fossil fuels was unstoppable. Over the next two years, each nation is supposed to submit a detailed, formal plan for how it intends to curb greenhouse gas emissions through 2035. Wednesday’s agreement is meant to guide those plans.

Fossil capital will not disappear just because we made a decision here.” But, she added, an agreement sends “a strong political message that this is the pathway.”

The deal represents a diplomatic victory for the United Arab Emirates, the oil-rich nation that hosted these talks at a glittering, sprawling expo center in Dubai under smoggy skies just 11 miles away from the largest natural gas power plant in the world.

It remains to be seen if countries will follow through on the agreement. Scientists say that nations would need to slash their greenhouse gas emissions by roughly 43% this decade if they hope to limit total global warming to 1.5 degrees Celsius, or 2.7 degrees Fahrenheit, compared with preindustrial levels. Beyond that level, scientists say, humans could struggle to adapt to rising seas, wildfires, extreme storms and drought.

Yet global fossil-fuel emissions soared to record highs this year, nations are currently on track to cut that pollution by less than 10% this decade, and the world has already heated by more than 1.2 degrees Celsius.

Many scientists say it is now highly unlikely that humanity can limit warming to 1.5 degrees, though they add that countries should still do everything they can to keep warming as low as possible.

Representatives from small islands, whose coasts are disappearing under rising seas and whose wells are filling with saltwater, said that the new climate agreement had a “litany of loopholes” and was not enough to avert catastrophe.

“This process has failed us,” said Anne Rasmussen, the lead negotiator for Samoa, who complained that the deal had been ap-

proved while a group of 39 small island nations was not in the room. “The course correction that is needed has not been secured.”

Past climate agreements have often failed to encourage meaningful action. In 2021, nations struck a deal in Glasgow, Scotland, to “phase down” coal-fired power plants.

But Britain approved a new coal mine just one year later, and global coal use has since soared to record highs.

Even as negotiators from the United States and Europe pressed forcefully for a deal to reduce fossil fuel use, environmentalists pointed out that oil production in the United States was surging, while European countries were spending billions on new terminals to import liquefied natural gas amid the war in Ukraine.

U.S. officials talked up the fact that Congress had recently approved hundreds of billions of dollars to adopt and manufacture clean energy technologies such as solar panels, electric vehicles and heat pumps that would help curb the world’s appetite for oil, coal and natural gas.

As bleary-eyed diplomats in Dubai argued in all-night sessions over language in the text, they were forced to wrestle with the realities and stark challenges of a global transition away from fossil fuels in greater detail than ever before.

Saudi Arabia and oil and gas companies argued that the talks should focus on emissions, instead of fossil fuels themselves, saying that technologies such as carbon capture and storage could trap and bury greenhouse gases from oil and gas and allow their continued use. To date, nations have struggled to deploy that technology on a broad scale.

Other world leaders countered that the best way to cut emissions was to switch to

cleaner forms of energy such as solar, wind or nuclear, reserving carbon capture for rare situations when alternatives are unavailable.

The final text calls on nations to accelerate carbon capture “particularly in hardto-abate sectors.” But some negotiators expressed concern that fossil fuel companies could seize on that language to continue emitting at high rates while promising to capture the emissions later.

Some oil producers already see wiggle room in the deal. In a television interview after the summit, Prince Abdulaziz bin Salman, the Saudi energy minister, said that the agreement “buried the issue of immediately phasing out or phasing down” fossil fuels and instead “left space for countries to choose their own way.” He also insisted that Saudi Arabia’s oil exports would not be affected.

The final agreement also has language recognizing that so-called transitional fuels can play a role in the transition to clean energy and ensuring energy security. “Transitional fuels” is widely seen as code for natural gas, something that gas-producing countries like Russia and Iran had called for.

Some nations seeking an end to fossil fuels lamented the inclusion of that language.

After the agreement was reached Wednesday, John Kerry, President Joe Biden’s climate envoy, said that it showed countries could still work together despite their sharp differences.

“In a world of Ukraine and Middle East war and all the other challenges of a planet that is foundering, this is a moment where multilateralism has come together and people have taken individual interests and attempted to define the common good,” Kerry said. “That is hard; it’s the hardest thing in diplomacy; it’s the hardest thing in politics.”

But there were still signs that bitterness and distrust lingered. “Developed countries say a great deal about ambition in tackling the climate crisis when standing before the media,” said Diego Pacheco, the lead negotiator for Bolivia. “But in the negotiation rooms of this conference they are blocking and creating distortions and confusion and adding complexity to all the issues that are priorities for developing countries.”

“Champions for a rapid phaseout of fossil fuels, both small island states and major economies, have pushed the rest of the world to realize this transition cannot be stopped,” said Tom Evans, a climate policy adviser at E3G, a research organization. “But this is only a small first step.”

UN General Assembly votes for Israel-Hamas cease-fire, countering US veto

he U.N. General Assembly demanded an immediate cease-fire in the IsraelHamas war, in an overwhelming vote earlier this week that highlighted much of the world’s desire to bring the bloody conflict to an end.

About three-quarters of the body’s members voted in favor of the nonbinding resolution, underscoring the isolation of Israel and the United States, which last week blocked a cease-fire resolution in the Security Council.

Resounding applause and cheers erupted after the vote was announced: 153 in favor, 10 against and 23 abstentions. The resolution required two-thirds majority for passage.

“How many more thousands of lives must be lost before we do something?” Dennis Francis, a diplomat from Trinidad and Tobago currently serving as president of the General Assembly, said in an address to the chamber before the vote. “No more time is left. The carnage must stop.”

The resolution was put forth by the U.N.’s Arab Group and the Organization of Islamic Cooperation, which represents Arab and Muslim countries. Despite their support of the nonbinding resolution, none of the 57 members of the Muslim organization have offered Palestinians refugee status in their countries.

The countries that joined the U.S. and Israel in rejecting the cease-fire resolution Tuesday were Austria, the Czech Republic, Guatemala, Liberia, Micronesia, Paraguay and Papua New Guinea and Nauru. Among the countries that abstained were Britain, Hungary, South Sudan and Germany.

dan, sharply criticized the U.N. and said that passing the resolution made the institution more irrelevant. He said that calls for a ceasefire aimed to “tie Israel’s hand and to continue Hamas’ reign of terror.”

The Assembly convened the emergency session after the U.S. vetoed a binding Security Council resolution for a cease-fire Friday, saying that halting the fighting would allow Hamas to regroup and plan more terrorist attacks similar to the devastating assault on Israel it led from Gaza on Oct. 7.

Pressure to halt the bloodshed has increased as the war between Israel and Hamas has battered civilians in Gaza. The U.N.’s senior leadership and humanitarian aid agencies have said that a cease-fire is the only viable way to ease the suffering of Gaza’s 2.2 million people.

Vast swaths of homes and infrastructure have been destroyed; more than 85% of the population is displaced; hunger is widespread; and disease is now rampant, according to the World Health Organization.

President Joe Biden has long pledged that the United States would continue to support Israel’s quest to eradicate Hamas, but earlier Tuesday, it appeared that a rift had opened between the Biden and Prime Minister Benjamin Netanyahu on what happens after the war.

Biden, speaking at a fundraiser, warned Netanyahu that his country was losing international support, citing “the indiscriminate bombing that takes place.” Hours before, Netanyahu rejected a U.S.-backed plan for the

Palestinian Authority, which administers part of the Israeli-occupied West Bank, to play a role in Gaza’s reconstruction.

The resolution passed Tuesday said Gaza faced a “catastrophic humanitarian” situation, emphasized that both Palestinian and Israeli civilians must be protected under international humanitarian laws and demanded that all parties abide by these laws.

The resolution also called for the immediate release of hostages held in Gaza and humanitarian access to the enclave. But it stopped short of condemning Hamas’ terrorist attacks on Oct. 7.

The U.S. and Austria proposed amendments to the resolution to condemn Hamas’ attacks, but they failed to garner the required two-thirds majority. Some who opposed the amendment, like Pakistan, said they could not support language that condemned Hamas but did not call out Israel as perpetrating crimes in Gaza.

“I think most U.N. member states have lost patience with the U.S. stance on the war, even if many were initially repulsed by Hamas’ atrocities,” said Richard Gowan, an expert on the U.N. at the International Crisis Group. He said that, earlier in the war, many Arab diplomats had been keen to engage with the United States to find common ground on humanitarian issues.

“Now, by contrast, the Arab group has been on a campaign to highlight how few countries back the U.S. in opposing a ceasefire,” he said.

Argentina’s new ‘anarcho-capitalist’ president starts slashing

avier Milei won Argentina’s presidency last month by wielding a roaring chain saw on the campaign trail to symbolize the slashing he planned for the nation’s government.

On Tuesday, two days after taking office, the self-proclaimed “anarcho-capitalist” unveiled deep spending cuts and a sharp devaluation of Argentina’s currency, carrying the struggling nation of 46 million into a stretch of austerity that he said would bring even more economic pain.

Milei’s government said it would halt new infrastructure projects; lay off recently hired government workers; reduce energy and transportation subsidies for residents; cut payments to Argentina’s 23 provinces; and halve

the number of federal ministries, from 18 to nine.

It said it would also officially devalue the Argentine peso — $1 will now cost 800 pesos, instead of 350 — bringing the government exchange rate much closer to the market value of the peso. The move will likely lead to even sharper price increases in Argentina, which is already suffering under 140% inflation.

Milei and many economists have said that such severe reforms are needed after years of government overspending, but that they would lead to even greater hardship in a nation enduring one of its worst economic crises, including a collapsing currency and rising rates of poverty and hunger.

The package of measures “will increase inflation, will reduce income, will reduce activity and employment and it will increase

poverty,” said Martin Rapetti, an economist at the University of Buenos Aires.

“The question is, what is society’s tolerance for these measures?” he added. “The people are the ones who are going to pay.”

Milei, 53, first became known to Argentines as a conservative economist and television pundit who railed against big government and promoted a strain of libertarianism, which he called anarcho-capitalism, that essentially says society is better without a state at all.

So many Argentines were shocked last month when Milei, whose presidential campaign was once seen as a sideshow, won the election in a landslide.

His combative style and embrace of conspiracy theories have drawn comparisons to Donald Trump, which he has embraced. He

has called climate change a socialist plot, for instance, and downplayed the atrocities of Argentina’s bloody military dictatorship of the 1970s and 1980s. But many voters looked past such far-right politics and picked Milei for his promise of a sharp break with failed economic policies of the past.

He centered his campaign on pledges to eliminate Argentina’s central bank and replace the peso with the U.S. dollar. Yet since winning the election, he has signaled that such an overhaul would have to wait until he could stabilize the economy. That, he has now warned, must happen through deep cuts.

“In the short term, the situation will worsen, but then we’ll see the fruits of our efforts,” he said in his inaugural address Sunday, to

forms made economic sense but faced major political challenges. Milei is probably inducing a recession, Werner said, and that is likely to turn the public and politicians against him.

In an attempt to soften the blow for some, Milei’s government said that for the nation’s poorest families, support payments would be doubled to $50 a month and food subsidies raised by 50%, to as much as $85 a month.

The government says that an average Argentine family’s necessities, including food, transportation and clothing, cost $430 a month. More than 40% of Argentine households make less than that, putting them below the poverty line, according to government statistics.

The government left many details vague Tuesday, such as how many state jobs would be eliminated and how much energy and transportation costs would rise.

The government said it would lay off public workers hired within the past year. It also said it would not start new infrastructure projects and would cancel planned ones that had not yet begun.

Argentina employed more than 450,000 people on public infrastructure projects this year.

Subsidies have made energy and transportation very cheap for Argentines. Bus and train fares in Buenos Aires are currently 9 cents, for instance. If the subsidies are eliminated, according to the government, the bus would cost 88 cents and the train $1.38. Those fares would still be considered low in wealthier countries, but under the new government exchange rate, the average Argentine makes only $6,300 a year.

On Tuesday, he had his new economy minister, Luis Caputo, deliver the difficult details in an 18-minute prerecorded address. “We will be worse off than now for a few months, especially in terms of inflation,” he said.

Caputo, a former Wall Street banker, argued that the drastic measures were necessary because Milei had inherited the “worst situation in history,” adding that Argentina “has always been addicted to deficits.”

The country has been a symbol of economic dysfunction for decades, with bouts of severe inflation, debt defaults, bank runs, currency fluctuations and the political instability that often followed.

Those cascading problems have largely been caused by severe economic mismanagement, by governments on both the left and the right. The latest economic crisis has its roots in the policies of leftist former President Cristina Fernández, who financed large social programs and economic subsidies partly by draining reserves and simply printing more pesos.

Argentines elected a conservative president, Mauricio Macri, in 2015 to try to reverse such spending, but his bid for major changes failed in the face of massive protests from unions and the poor, who rely on state assistance. Instead, the major legacy of Macri’s presidency was taking on the biggest loan ever from the International Monetary Fund, eventually amounting to $44 billion, which Argentina is now struggling to pay back.

The IMF cheered Milei’s moves Tuesday, saying they “will help stabilize the economy and set the basis for more sustainable and private-sector-led growth.”

Alejandro Werner, a former IMF official who helped negotiate Argentina’s loan, said that Macri had failed by trying to sell austerity measures as painless. Milei’s government “is not sugarcoating anything,” said Werner, who has written a book about Javier Milei, then a presidential candidate for the LiArgentina’s economic bertad Avanza party, with a $100 bill featuring his face during an election event in Salta, Argentina on struggles.

Antisemitism: A guide for the perplexed

n a season of widespread condemnation of antisemitism, many struggle to define it. I can imagine having this conversation with any number of people trying to understand this age-old phenomenon: Q: I’m having trouble making sense of some of the claims and counterclaims being made about what is, or isn’t, antisemitic speech and behavior. To be honest, it doesn’t help that so many prominent Jews have sharply different takes on the subject.

A: Two Jews, three opinions.

Q: That sounds like a stereotype.

A: It is. It’s also one of the few things that most Jews agree is true of us as people.

Q: OK, so in your opinion and a half, what is antisemitism?

A: It’s a conspiracy theory that holds that Jews are uniquely prone to use devious means to achieve malevolent ends and must therefore be opposed by any means necessary, including violence.

Q: Is that the commonly accepted definition?

A: No, it’s my own. A more widely cited definition comes from the International Holocaust Remembrance Alliance, which defines antisemitism, in part, as “a certain perception of Jews, which may be expressed as hatred toward Jews.” But the phrase “a certain perception” raises more questions than it answers.

Q: So why do you call antisemitism a conspiracy theory? Isn’t it just simple bigotry against Jews?

A: Few things are simple about antisemitism because few things are simple about Jews. We are a nation, a religion, a culture, an “other.” At various times, we’ve also been thought of, falsely, as a race, most malevolently by the Nazis.

Antisemitism has expressed itself over the centuries as political opposition to Jews, religious hatred, cultural disdain, xenophobia or racism. It’s a shape-shifting virus that has adapted itself to the reigning prejudices of different eras. But a common thread linking one strain to another is that antisemitism typically takes the form of a conspiracy theory.

Q: Such as?

A: Deicide, for starters — the idea that Jews got the Romans to kill Jesus. Later, in the Middle Ages, came the belief that plagues were caused by Jews poisoning wells. Next, it was Jews using their financial power to start wars. Or their control of media and Hollywood to manipulate public opinion and degrade public morals.

Or their influence in Congress and the White House to take America to war in the Middle East and advance Israeli interests.

Q: Isn’t there some truth to the last point? Weren’t figures like Paul Wolfowitz largely responsible for taking the United States to war in Iraq?

A: Actually, the people who took America to war in Iraq were George W. Bush, Dick Cheney and Donald Rumsfeld. Blaming second-tier Jewish officials for the actions of top-tier Christian officials is classic antisemitism.

Q: But if antisemitism is a conspiracy theory, why do so many people call anti-Zionism a form of antisemitism? Whatever else you might say about antiZionism, it seems nothing if not direct.

A: Remember that antisemitism can also take the form of political hatred, and Zionism — that is, support for the existence of a Jewish state, as opposed to any of its policies — is today the principal expression of Jewish politics. But even anti-Zionism increasingly expresses itself as a conspiracy theory.

Q: How so?

A: Think of it this way: To the 19th-century German antisemite, Jews were impostors and swindlers — impostors, because they claimed to be citizens of Germany when antisemites claimed they were “Semites”; swindlers, because they were in the business of swindling “true” Germans out of their patrimony. To the 21st-century anti-Zionist, Jews are impostors and swindlers — impostors, because they claimed to have ancestral ties to the Holy Land when anti-Zionists claim they are colonizers from Europe; swindlers, because they were swindling Palestinians out of their patrimony.

In both cases, Jews are “the other.” The only difference is that past generations of antisemites accused

Q: Interesting. But aren’t there ultra-Orthodox Jews who consider themselves anti-Zionists?

A: Yes. And if you’re one of those Jews, consider yourself acquitted of charges of antisemitism. Also, if you oppose every form of nationalism on principle, then you can honorably oppose Jewish nationalism. But you can’t support every nation’s right to exist except for the Jewish nation. That’s antisemitism.

Q: But if you support Palestinian nationhood, doesn’t that require opposition to Jewish nationhood?

A: It isn’t one or the other. It can and should be both.

Israel came into existence in the most legitimate way possible — through a vote of the United Nations, which was immediately opposed by Arab states that set out to destroy the nascent Jewish state. In 2000, Ehud Barak, then Israel’s prime minister, offered Palestinian leader Yasser Arafat a Palestinian state. Arafat rejected the offer, and 23 years of tragedy have ensued.

Q: Including the current tragedy in the Gaza Strip, in which Israel is being widely accused of committing genocide.

A: That accusation is also a form of antisemitism.

It is manifestly false: If Israel really wanted to commit genocide in Gaza, it has the means to do so. Accusing Jews of the very crime of which they themselves were history’s greatest victim is a uniquely vile taunt. And the charge of genocide is so heinous that it licenses any form of violence to stop it, including the sort of massacre we saw on Oct. 7.

Q: I also don’t agree with the genocide charge, per se, but I still think Israel’s response is inhumane, disproportionate and counterproductive.

A: I disagree, but that’s entirely legitimate criticism, just as it’s legitimate to object to Israel’s settlement policy in the West Bank or to Benjamin Netanyahu’s extremist government. Plenty of Israelis and American Jews do so as well.

Demolición edificio AEELA en Guánica será el martes, realizan sesión de orientación a petición del Municipio POR EL STAR STAFF

UÁNICA – El alcalde de Guánica, Ismael ‘Titi’ Rodríguez Ramos informó que a principios de esta semana, y a instancias del Municipio, se realizó un encuentro informativo con los residentes de Playa Santa, ante la inminente demolición del edificio conocido como Centro Vacacional de la Asociación de Empleados del Estado Libre Asociado de Puerto Rico (AEELA).

La estructura fue afectada los los terremotos de enero 2020, aunque los daños no fueron de gran magnitud.

“Previamente hubo un encuentro se este tipo, pero no todas las personas de la comunidad se enteraron y otros no pudieron asistir por el horario o compromisos previos. De ahí que le solicitáramos a Alfa Demolitions que nos reuniéramos para los detalles a los residentes de la zona”, detalló el Alcalde.

Según el Sr. Medina, de la empresa contratada por la AEELA, la demolición está pautada para el próximo

martes, 19 de diciembre en la mañana, en un proceso donde se han contemplado todas las disposiciones de seguridad. “Quedamos complacidos con la presentación, que fue muy detallada y se contestaron las pre-

guntas de los presentes”, añadió Rodríguez Ramos.

Como parte de la seguridad para la demolición, habrá un perímetro policial establecido para controlar el paso, tanto en tierra como en el mar, por lo que la Guardia Costanera también es parte del proceso. “Nosotros en el Municipio estamos colaborando en todo lo que se nos ha requerido, son nuestros vecinos y continuarán siéndolo. Con relación al caso en los tribunales sobre el pago de arbitrios al Municipio, el proceso continúa y esperamos por la determinación del juez”, añadió el Alcalde.

Luego de la demolición, que tiene un costo que supera los $2 millones, la empresa contratada procederá a disponer de todos los escombros según las disposiciones reglamentarias y ambientales vigentes. “El ingeniero indicó que tienen hasta abril de 2024 para culminar esa fase, pero existe la posibilidad que se termine antes. Todo depende de diversos factores como los ambientales y de logística”, finalizó Rodríguez Ramos.

Golden Globes 2024 snubs and surprises: ‘Past Lives,’ Taylor Swift and more

he nominations for the 81st Golden Globes, announced Monday morning, brought good tidings for box-office titans “Barbie” and “Oppenheimer,” though some of the other contenders hoping to break through were dealt an early setback.

This year, any discussion of Golden Globe snubs and surprises ought to start with the show itself, since this once-snubbed awards ceremony has engineered a surprising comeback.

NBC dropped the 2022 edition of the show after a host of scandals involving the Hollywood Foreign Press Association, the group that voted for the Golden Globes, prompted an A-list boycott.

Pilloried for its lack of Black members, the HFPA resolved to clean up its act and diversify its membership. And the 2023 ceremony, hosted by Jerrod Carmichael, managed to attract a respectable guest list. (Although the eventual Oscar winner Brendan Fraser, who accused former

HFPA head Philip Berk of groping him in 2003, was a notable no-show. Berk denied the accusation.)

In June, the HFPA was formally dissolved when the Golden Globes brand was bought by Eldridge Industries and Dick Clark Productions (which is part of Penske Media, owner of many Hollywood trade publications), and the remaining voting body was further reshuffled. Once an eccentric, cloistered membership of about 85 voters, it has swelled to about 300 even as some of its longest-serving and more problematic voters were expelled.

The 2024 nominations indicate that the new, expanded voting body will hew mainly to conventional wisdom, but it wouldn’t be the Golden Globes without a few quirky surprises.

Here are some of the most notable takeaways from this year’s nominations.

Female directors stage a comeback Last year’s Golden Globes lineup was less than hospitable to female fil-

mmakers: All six of the best-director nominees were men, and none of the movies up for best drama or best musical or comedy were directed by women. This year, Greta Gerwig (“Barbie”) and Celine Song (“Past Lives”) are on the best-director lineup — knocking out stiff competition from the likes of Todd Haynes (“May December”) and Alexander Payne (“The Holdovers”) — while Justine Triet’s “Anatomy of a Fall” joined “Past Lives” in the best-drama category.

Speaking of which …

‘Past Lives’ has a rosy future Song’s acclaimed indie drama about a Korean immigrant (Greta Lee) in a tricky love triangle was a summer hit, but the fall brought so many heavy hitters that “Past Lives” could have been swept away. Instead, the movie has Golden Globe nominations for drama, director, screenplay and lead actress in a drama.

“Past Lives” even earned a nod for best film not in the English language, despite the fact that much of the movie is in English! (At least that nomination didn’t disqualify it for the top drama award, as the Globes’ once-retrograde rules used to demand.)

‘The Color Purple’ sees red “Barbie” certainly has its fair share of songs — three of them were nominated in the best-song category — but the race for best comedy or musical snubbed this year’s actual studio musicals, “Wonka” and “The Color Purple.”

The omission of “The Color Purple” is particularly notable since lead Fantasia Barrino and supporting actress Danielle Brooks are nominated. Adapted for the big screen from the Tony-winning stage musical, the film will need a big boxoffice haul this Christmas to put it back into top Oscar contention.

Is ‘May December’ a comedy or tragedy?

There are multiple ways to read the buzzy “May December,” about an actress (Natalie Portman) shadowing the tabloid figure (Julianne Moore) she’s preparing to play: The film’s clever, charged interactions between the two women had Cannes audiences tittering, though since its recent release on Netflix, many at-home viewers have found less to laugh at. Certainly, the film walks a tonal tightrope. Inspired by the story of Mary Kay Letourneau, a married mother convicted of raping an adolescent boy, “May December” can be cutting and devastating in equal measure. Although Netflix’s decision to submit the film as a comedy left some confused on social media, the gambit appeared to pay off: In addition to nominations for supporting performers Moore and Charles Melton, “May December” earned nods for Portman (lead actress in a comedy or musical) and best comedy or musical, a haul that may have been out of reach in the more competitive drama categories.

Ricardo Arjona, prolific Latin pop star, says he will stop touring

icardo Arjona, a Guatemalan singer-songwriter known for dozens of Latin pop ballads that became international hits over a career that spanned more than 30 years, said he would stop touring, citing back problems and an imminent surgery.

Arjona, 59, wrote in social media posts on Sunday that he would stop performing on his “Blanco y Negro” tour after a show in Santiago, Chile, although his statement fell short of announcing a retirement.

“I’ll have to disappear to invent a reason that’s bigger than this,” he wrote in Spanish. “If I can’t find it, I prefer not to return.”

Arjona said he had received “six spinal infiltrations,” also known as epidural injections, over the past two months to be able to stand during his concerts, and to delay surgery.

Before he performed on Saturday, Arjona said he wasn’t sure if he would be able to take a step. His “Blanco y Negro” tour, which began last year in Buenos Aires, Argentina, included dozens of shows, with several stops in Mexico, Costa Rica and Guatemala. The North American leg of the tour this year included stops at Madison Square Garden in New York, as well as dozens of other cities across the United States.

“I came from dear Argentina, which gave me songs in the street and gave me a glory that I did not deserve,” he said. “I say goodbye in this Chile of so many stories and affections.”

The tour highlighted two of his albums: “Blanco,” which was released in 2020, and “Negro,” which came out in 2021. Over the course of a career that has spanned more

than 30 years, Arjona has produced more than a dozen studio albums, which have earned him several awards and accolades, including the Billboard Latin music lifetime achievement award in 2017.

In 2006, Arjona won a Grammy Award for best Latin pop album and a Latin Grammy Award for best male pop vocal album for his album “Adentro.” As of December, Arjona’s music was drawing more than 8 million monthly listeners on Spotify.

Arjona began his musical career in the 1980s, and after his music didn’t initially attract many listeners, he briefly taught at a public school, he said in an interview in 2011. He returned to music, and his career took off in the 1990s, when he released songs such as “Historia de Taxi,” the tale of a taxi driver’s love affair. The song remains one of his most popular hits to date, having been played more than 158 million times on Spotify. Multiple other hits followed and ranked him on the top Latin music charts for his signature songs of romantic lyrics and inventive storytelling.

“Life and people have been immensely generous to this Guatemalan,” he wrote on social media, adding, “a public-school teacher, who by playing the guitar, adding some words and trying a melody, achieved a miracle that I never suspected.”

n the United States, annual flu vaccine campaigns begin in early September, before temperatures start to cool down and the cycle of people catching and spreading virus commences.

The Centers for Disease Control and Prevention recommends that most people get vaccinated as soon as updated shots become available for the season. And in an ideal world everyone would be vaccinated by the end of October.

But what if you missed the pop-up vaccine clinic at work and put off going to a pharmacy or doctor’s office for your shots?

Experts, including those at the CDC, say it’s better to get the vaccine late than to skip it. Flu season runs from October to May, with a peak usually occurring in February. Getting vaccinated at any time during the season can keep you from falling ill and missing work or school.

Vaccine effectiveness can vary a lot depending on the season. But even when the vaccine fails at preventing infection, it can still reduce the severity of symptoms and lower your chances of hospitalization, said Dr. Sean Liu, an assistant professor of infectious disease at the Icahn School of Medicine at Mount Sinai in New York City. In vulnerable groups, like pregnant women, older adults and very young children, the vaccine can also save lives, Liu said. A 2022 study in children, for example, found that the flu vaccine reduced children’s risk of severe life-threatening influenza by 75%.

When more people get vaccinated, it reduces everyone’s risk of exposure. “By getting vaccinated against the flu you are not only helping protect yourself, you are indirectly helping to protect those people in the com-

Scientific evidence from decades of flu vaccine monitoring in the United States shows that the vaccines have an excellent safety profile and minimal side effects. Most of these side effects, such as muscle aches, headaches and a general feeling of malaise, are signs that your body is learning how to fight influenza based on pieces of the virus in the vaccine.

For those who fear needles or want to avoid injection site soreness, there’s an option to get FluMist, a vaccine that is sprayed into the nose and is appropriate for those 2 through 49 years old. But the spray is available at fewer pharmacies compared with the availability of shots.

It takes about two weeks after vaccination for your immune system to make enough antibodies to protect against the flu. “It’s not like a light switch,” said Dr. William Schaffner, a professor of preventive medicine at the Vanderbilt University School of Medicine.

Additionally, children 6 months through 8 years who are getting vaccinated for the first time need two doses, spaced about a month apart, to get the full antibody protection. Ideally you would plan to get your vaccines with enough time before flu activity increases and in advance of any big travel plans or family gatherings, Schaffner said.

While you should probably wait a few weeks to get vaccinated if you are actively sniffling and feverish, there is still a benefit to getting vaccinated after you’ve recovered from the flu.

“Having flu more than once in a season is not unheard-of,” Schaffner said. That’s because there are often several strains of influenza virus circulating every season, and infection with one doesn’t necessarily protect you from another.

Flu vaccines, however, are designed to protect against four different strains of influenza that scientists expect to be dominant each season. (You may see the word “quadrivalent” on immunization posters and in vaccine brand names.)

And unless you have a positive test confirming that you had the flu, it’s also possible to confuse it with symptoms of the common cold, RSV, COVID or several other respiratory viruses circulating around the same time, Schaffner said.

Most pharmacies, primary care doctors, urgent care centers and county health departments carry flu vaccines well into spring. You can use the CDC’s vaccines.gov database to find a location near you.

A star with six planets that orbit perfectly in sync

A

stronomers have discovered six planets orbiting a bright star in perfect resonance. The star system, 100 light-years from Earth, was described late last month in a paper published in the journal Nature.

The discovery of the system could give astronomers a unique opportunity to trace the evolution of these worlds to when they first formed, and potentially offer insights into how our solar system got to be the way it is today.

“It’s like looking at a fossil,” said Rafael Luque, an astronomer at the University of Chicago who led the study. “The orbits of the planets today are the same as they were a billion years ago.”

Researchers think that when planets first form, their orbits around a star are in sync. That is, the time it takes for one planet to waltz around its host star might be the same amount of time it takes for a second planet to circle exactly twice, or exactly three times.

Systems that line up like this are known as orbital resonances. But, despite the theory, finding resonances in the Milky Way is rare. Only 1% of planetary systems still preserve this symmetry.

Most of the time, planetary orbits get knocked out of sync by an event that upsets the gravitational balance of the system.

That could be a close encounter with another star, the formation of a massive planet like Jupiter, or a giant impact from space on one planet that causes a ripple effect in other orbits. When this happens, Luque said, planetary orbits become too chaotic to mathematically describe, and knowledge of their evolution is indecipherable.

Astronomers are lucky to find even one pair of exoplanets in resonance. But in the newly discovered star system, there are a whopping five pairs, because all six planets have orbits that are in resonance with their neighbors. Luque described it as “the 1% of the 1%.”

To characterize this system, the team used data from 12 telescopes, including NASA’s Transiting Exoplanet Survey Satellite, which first observed the planets passing in front of their host star in 2020. Follow-up observations with the European Space Agency’s Characterizing Exoplanet Satellite helped the researchers figure out the relationships between the orbits.

The innermost planet completes one full orbit every nine days. It makes three revolutions around its sun in the same amount of time it takes for the second planet to make exactly two. The same ratio exists between the periods of the second and third planets in the system, along with the third and the fourth.

The final two pairs are related by a different ratio: It takes four full orbits of the inner planet for the outer planet to make exactly three.

“The period ratios are measured exquisitely, precisely, by the data,” said Renu Malhotra, a planetary scientist at the University of Arizona who was not involved in the work. While the inner three planets were detected unambiguously, the researchers “did some really awesome detective work” to identify and characterize the outer part of the system, she added.

Though orbital resonance is a rare find, the planets themselves — all bigger than Earth, and smaller than Neptune — are some of the most common types in the galaxy. And because the host star is bright enough to be seen from telescopes on the ground, continuous monitoring of the system will be possible in

the future.

With more data, astronomers can better nail down the masses and sizes of the planets, and even learn about the composition of their interiors and atmospheres, which are different from Earth. This knowledge might “expand our imagination about conditions on planets that could potentially harbor life,” Malhotra said.

It may also shed light on the architecture of our solar system and the chaos that moved its planetary orbits away from the harmonious balance they most likely formed in.

“Even in our solar system, these resonances do not appear to have survived,” Luque said. By studying a system left untouched, he added, “we can learn so much about why the majority didn’t.”

In a land full of stars, Los Angeles can’t stop talking about Ohtani

O

n Monday, a flawless day for baseball in Los Angeles if it weren’t December, Sean Teng stood in the top deck of Dodger Stadium after a tour and nodded toward the Hollywood sign off in the distance.

Down below stood the right field stands where Shohei Ohtani, who has been called the modern incarnation of Babe Ruth, is expected to deposit home runs next year. The pitcher’s mound awaits him at some point, as well.

“Everything here is fit for Ohtani,” Teng said. “The food. The culture. The weather.”

For months, baseball fans across the world waited to learn where Ohtani would choose to play — and hoped against hope that he would join their favorite team in free agency.

There was the Little League program in Northern California that had offered to rename itself if he were to join the San Francisco Giants. Toronto Blue Jays fans anxiously tracked a mysterious plane from Southern California on Friday, thinking Ohtani might have been coming to announce he was playing for them. (It turned out to be Robert Herjavec from the television show “Shark Tank,” to much disappointment.)

In the end, Ohtani chose Los Angeles, a city so full of celebrities that many residents live their lives without being star struck.

But Ohtani is no ordinary star, and the Dodgers are no ordinary team. In a sprawling region where it’s easy to feel disconnected, Dodger Stadium serves as a unifying force, where tens of thousands of people gather to cheer for a team that regularly draws the most fans in Major League Baseball each season. And Ohtani sits atop baseball’s A-list.

Dodgers fans were still beside themselves days after he agreed to the most lucrative contract in sports history, $700 million over 10 years.

Los Angeles-area commuters stuck in traffic on Monday morning were greeted with, “This is your home of Shohei Ohtani,” when they tuned into the radio station that broadcasts Dodgers games.

Cullan Shewfelt, 32, recalled when he heard the news of Ohtani’s signing on Saturday as he was driving along a freeway.

“I screamed in my car,” Shewfelt recalled.

These Dodgers are a long way from the long-ago Brooklyn teams that were once called “Dem Bums” for their losing ways.

But with a recent string of dominant regular seasons followed by quick playoff exits —

With the signing of Ohtani, there’s a feeling that next year is upon them.

Ohtani is joining a franchise that has long been a trailblazer in an increasingly diverse and global game. It’s the team of Jackie Robinson; of Fernando Valenzuela, the Mexican pitching sensation whose wondrous rookie season in 1981 helped attract legions of Latino fans who remain loyal to the team to this day; and of Chan Ho Park, who became the first South Korean-born player in the major leagues when he debuted with the Dodgers in 1994.

The Dodgers made the signing official with an announcement Monday evening, but for days fans were already celebrating it as a done deal.

And commentators were comparing the Ohtani deal to the biggest free agent signings in Los Angeles history: Shaquille O’Neal joining the Lakers in 1996; LeBron James signing with the Lakers in 2018; and David Beckham’s deal with the Galaxy in 2007.

A few years ago, Jesús Campos tried to get a job at Dodger Stadium to be near his beloved team. When he wasn’t hired, he found work at the next best place: Guisados, a taco joint on Sunset Boulevard near Vin Scully Avenue, which leads to the ballpark and is named after the Dodgers’ famed announcer who died in 2022.

During the season, when business booms, Campos often takes early shifts so he can

run up to the stadium for night games. The ballpark, he said, is his refuge, the only place where he isn’t glued to his phone.

Over the weekend, as he watched rumors swirl on social media that Ohtani would sign with Toronto — provoked by internet sleuths who pointed to the private jet — he became worried.

“With that Toronto news, I was like, damn, we’re losing him,” he said.

Ohtani isn’t exactly a new face on the Southern California sports scene. He played six seasons for the Los Angeles Angels, who reside in Anaheim, only 30 miles down Interstate 5 — or the 5, as locals say — from Dodger Stadium. But it might as well be a world apart.

The Angels are aligned with Orange County, with Anaheim, with the suburbs.

In Southern California, they have largely been treated as a second-tier team, while the Dodgers have been sports royalty. The Angels have missed the playoffs for nine straight seasons, despite Ohtani’s winning two Most Valuable Player Awards, and the Dodgers have made the postseason 11 years in a row — all of which likely factored into Ohtani’s decision.

Outside Angel Stadium, a towering Ohtani mural had already been removed on Sunday. “They took it down fast,” lamented Sam Luevano, who lives nearby and grew up attending Angels games with his father.

He added: “If the Angels were winning, he’d still be here. I love Shohei and it’s not his fault. He has to be on a winning team.”

For Angels fans, Ohtani brought more to the ballpark than just his preternatural, comic-book-like talent at swatting home runs and striking out batters.

“I loved seeing the diversity of the fans in the stadium while he was here,” said Monique Barrios, who works at Angel Stadium and received a baseball signed by Ohtani at the end of the season. “I learned a lot about Japan and its culture.”

As Campos made tacos during the lunch rush on Monday, Japanese journalists sat at a table at Guisados as they took a break from working on a documentary about Ohtani.

Hiroshi Yoshika, a cameraman, said there was no place better for Ohtani than Los Angeles, a city of stars.

“I was expecting him to be a Dodger,” he said. “He likes the West Coast. He wants to be number one. The best in the world.”

A referee is punched in the face, and Turkish soccer feels the blow

T

he punch landed only seconds after the referee Halil Umut Meler blew his whistle to end Monday night’s game in Turkey’s top soccer league. The first kick, and then the second, came after that, as the referee lay on the grass, desperately trying to protect his head with both hands.

Within hours, the referee was in the hospital, the team president who threw the punch was under arrest and all matches in Turkey had been suspended indefinitely.

The chaos erupted at the end of a match in Turkey’s top division, the Super Lig, between Ankaragucu and Caykur Rizespor in Ankara. The game had been a feisty affair, with two ejections and a dramatic finish: a last-minute goal by the visitors, Rizespor, that denied the home team a much-needed victory. And while the heated scene wasn’t necessarily unusual in a league known for its hothouse stadium atmospheres, the violence — and the reaction to it — definitely was.

Within moments of the final whistle, and as players, fans and others entered the field, Meler was rushed by a group of angry Ankaragucu team officials, led by the club’s president, Faruk Koca. Approaching the referee from the sideline, Koca threw a punch that landed on the left side of the referee’s face, knocking him to the ground. Other men quickly surrounded him, aiming kicks to his body and head as he tried to protect himself.

Meler, a respected referee who is part of an elite group of officials who handle big matches, like those in the Champions League, was protected by players and other officials. Helped to his feet, he was led away under police escort with a visibly swollen, blackened left eye.

On Tuesday morning, Turkish politicians and soccer officials visited him in the hospital, where he lay in bed wearing a thick neck brace. Before the day was out, Koca resigned his post as Ankaragucu president in a statement released by the team. “No matter how

Turkish soccer referee Halil Umut Meler (Wikipedia photo) great an injustice or wrong, nothing can legitimize or explain the violence that I perpetrated,” Koca said.

The attack immediately drew condemnation across Turkey. Late Monday, the Turkish soccer federation, which oversees the game in the country, suspended all matches indefinitely after an emergency meeting.

Turkey’s justice minister, Yilmaz Tunc, wrote on the social media platform X, that Koca and two other attackers had been arrested, and that others involved in the violence on the field would face similar charges.

Even Turkey’s president, Recep Tayyip Erdogan, who is known for his love of soccer, quickly condemned the attack.

“Sport means peace and brotherhood,” he wrote in a post on X, formerly known as Twitter. “Sport is incompatible with violence. We will never allow violence to take place in Turkish sports.”

On Tuesday, Turkey’s interior minister, Ali Yerlikaya, visited Meler in his hospital room, and said he had acted as an intermediary when the referee spoke to Erdogan by telephone.

The incident was particularly embarrassing for the government given

that Koca was a founding member of the governing Justice and Development Party, known as the AKP, and has been twice elected to the country’s Parliament.

Turkey is not alone in dealing with abuse and violence toward officials.

Neighboring Greece’s top league postponed all of its matches last weekend after the country’s referees refused to work in a protest against what they called dangerous working conditions.

In Cyprus, bomb attacks targeting referees have been a problem for years.

In June, a pipe bomb exploded outside the building housing the Cyprus Referees Association in the capital, Nicosia, only weeks after a firebomb was thrown at the home of a match official.

Referees in Turkey have long been under intense pressure from fans and team officials who traffic in a variety of conspiracy theories about decisions they contend might have favored a powerful club, or gone against the one they support.

Bagis Erten, a soccer writer and lecturer in sports journalism, said he was not surprised by the attack “because in recent months Turkish referees have become bigger targets of threats and even violence.” That comes not just from fans but also top club officials, he added, “which is much more shameful and much more embarrassing.’

“No institutions are backing them,” Erten said of referees, “including the federation and especially the big clubs.”

Yet even in an atmosphere of deep distrust toward referees, the attack on Monday appeared to shock the country. Galatasaray, Turkey’s most decorated club, released a statement saying the club was “indescribably saddened” by the attack and urged Turkish soccer federation leaders to ensure similar incidents never take place again.

Whether the incident will change attitudes, though, is yet to be seen. Shortly after the attack on Meler, Ankaragucu’s biggest fan club released a statement blaming the Turkish federation, and the country’s referees, for the violence. “We stand behind Faruk Koca,” the group wrote on X.
