Pedro Pierluisi Urrutia on Thursday ordered three days of mourning and flags on public buildings lowered to half-mast to honor former judge Nydia Cotto Vives, who served as president of the Special Independent Prosecutor Panel (PFEI by its Spanish initials) and whose death was announced by the organization earlier in the day. “With much sadness, I received the news of the death of the president of the office of the Special Independent Prosecutor Panel,” the governor said. “Puerto Rico has lost a great public servant.” The current members of the PFEI, former judges Rubén Vélez Torres, Ygrí Rivera Sánchez and Aida Nieves Figueroa, said in a written statement that Cotto Vives, 75, died as a result of “a health ailment that had been afflicting her.” The cause of death was not made public. “With an iron attitude and temper, an incorruptible character, fine human sensitivity, and an indisputable commitment to integrity and justice, former Judge Cotto Vives gave a life of commitment, passion and service to Puerto Rico, without blemish or rejection of the fulfillment of duty,” the judges said.

This distinguished jurist accepted the call of our people to defend integrity and excellence in the governmental entity with rectitude, integrity and outstanding leadership. That was the mark she left on her time at the FEI Panel.”

Governor signs pay raises for district attorneys, juvenile & family attorneys into law By THE STAR STAFF

ov. Pedro Pierluisi Urrutia signed House Bill 1848 into law on Thursday, thereby establishing an increase in the competitive base salary of assistant district attorneys I through IV and juvenile and family attorneys by amending the Department of Justice’s (DJ) Organic Law. The new law is in line with the commonwealth government’s fiscal plan, certified in April of this year, which contemplates an investment of $42 million per year, starting in fiscal year 2024, for salary increases for DJ employees, among others in the executive branch, as well as the judiciary. The Justice Department, the Courts Administration Office, the Fiscal Agency and Financial Advisory Authority, and the Puerto Rico Prosecutors Association all spoke in favor of the legislation. In the case of district attorneys, the compensation will be the equivalent of 15% in addition to the maximum scale applicable to the figure of “lead at-

torney,” using the central government’s Career Service Post Classification Plan as a reference. Meanwhile, assistant prosecutors I through IV will be compensated equivalent to between 80% and 98% of the maximum scale applicable to district attorneys. The compensation for juvenile and family attorneys, meanwhile, will be 90% of the maximum scale applicable to district attorneys. Justice Secretary Domingo Emanuelli Hernández thanked the governor for signing the measure, saying that it does wage justice to assistant and district attorneys, as well as juvenile and family attorneys. “The legislation represents a great step toward properly compensating these legal professionals who, from the Department of Justice, provide essential and excellent service in our justice system with great dedication and gallantry,” he said. “Prosecutors are the voices of victims on the island, who watch over their rights and promote justice and truth, performing highly complex functions that require great knowledge and effort.”

Eleven charged with theft of COVID-19 economic aid By THE STAR STAFF

A

federal grand jury in the District of Puerto Rico has returned 11 separate indictments charging 11 individuals with the theft of about $858,000 in federal assistance money provided during the COVID-19 pandemic, U.S. Attorney W. Stephen Muldrow announced Thursday. The FBI, the Puerto Rico Police Bureau (PRPB) and the Puerto Rico Treasury Department investigated the cases. During the COVID-19 crisis, the federal government provided three rounds of economic-impact payments to eligible individuals in Puerto Rico. The secretary of the U.S. Department of the Treasury (USDT) approved the Economic Impact Payment Distribution Plan and the Plan for the Disbursement of the Third Economic Impact Payment, which enabled the island Treasury Department, as the local administrator, to distribute the economic assistance payment to eligible individuals as required by federal regulation. The Unified Internal Revenue System (SURI by its Spanish initials) was the section of the local Treasury Department that processed and distributed the economic

impact payments. Those payments were automatic if the SURI confirmed the taxpayer’s bank account information. Individuals who were not verified could apply for the payments in the island Treasury Department’s online

portal, which required that an applicant provide an address, name, social security number, dependent information and banking information. The applicant then would be required to certify an oath verifying the integrity of the information provided. If the applicant was eligible for the economic impact payment, the island Treasury would deposit the payments into the applicant’s bank account. According to court documents, the defendants, whose identities are yet to be made public, committed the theft of federal funds and received multiple economic payments using others’ personal identification information. The 11 indictments charge 11 individuals with theft, appropriation, and receipt of stolen government money in violation of Title 18, United States Code, Section 641. Some of the individuals were also charged with engaging in monetary transactions in property derived from specified unlawful activity and laundering of economic instruments in violation of Title 18, United States Code, Sections 1956 and 1957. Those additional charges are related to efforts to structure subsequent financial transactions to avoid financial reporting requirements and to illegally transfer and use the stolen funds for other purposes, including retail purchases like jewelry.

Defense bill passed by Congress includes funding for military projects in PR By THE STAR STAFF

he National Defense Authorization Act (NDAA) for fiscal year (FY) 2024, which the U.S. House of Representatives approved on Thursday, allocates funds for

continuing military projects in Puerto Rico. The bill contains language promoting the cleanup of land and water in the offshore island municipalities of Vieques and Culebra, the office of Resident Commissioner Jenniffer González Colón said.

The Senate approved the measure on Wednesday, so it now goes to President Joe Biden to be signed into law (see related story on page 7). The NDAA authorizes $73.7 million for the construction of military projects in Puerto Rico. The projects include $56 million to build a microgrid at Fort Buchanan with diesel generators and a battery energy storage system. The Buchanan project has begun its design and planning phase, using federal funds previously allocated to the Department of Defense. The next phase will be the construction process, the authorization of which is included in the current NDAA and which would be funded through the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act. Although this measure is still pending final approval in Congress, both the House and Senate versions include allocating funds for the project. The NDAA bill also allocates $7.6 mil-

lion to complete a microgrid control system at the Army Reserve Center at Fort Allen in Juana Díaz, $6.3 million to complete a microgrid control system at the Ramey Army Reserve Center in Aguadilla and $3.6 million to complete the National Guard Military Readiness Center at Fort Allen. Additionally, authorization is being extended through October 2024 for two military construction projects previously authorized by Congress. They are the replacement of the Ramey Unit School, which was licensed in the FY 2018 NDAA for $61 million, and the Puerto Rico National Guard Military Readiness Center at Fort Allen, which was authorized for $37 million in the FY 2021 NDAA. The U.S. defense secretary is further required to report to Congress by March 1, 2024 on the feasibility of amending the Military Construction Act of 1974 to authorize the limited waiver of restrictions on the use of resources for decontamination in certain areas within the old detonation zone in Culebra.

n investigation by the Office of the Citizen’s Advocate (OPCPR by its Spanish initials) has found infrastructure problems in some 212 schools throughout Puerto Rico that threaten the safety and quality of life of students, teachers and staff. Citizen Advocate Edwin García Feliciano said it is difficult to believe that, with the amount of federal funds allocated to the Education Department, many deficiencies persist in school facilities. “If it is not a money problem, then is it a problem of will or lack of contractors and materials?” he said. “Our responsibility is to be the voice of the school community, so we will constantly follow up on these matters.” Among the most relevant findings, the OPCPR found that in 101 of the 212 schools, there were problems with the sanitary facilities, such as a lack of sinks, urinals in poor condition, and toilets and faucets in need of replacement, among others. Likewise, the office documented the need to make minor and major repairs

to 114 of the 212 schools, such as roof and lighting repairs, painting, and restoration of complementary areas. García Feliciano also pointed out filtration and lighting problems in 71 schools, and he said the findings do not end there. He stressed that there are painting problems at 91 school sites, plumbing problems in 41 schools, problems with cisterns in 25

schools, a number of areas unsuitable for students with physical disabilities, and a lack of teaching staff in 52 schools. The official said the problems must be addressed with a sense of urgency using the financial resources of the Education Department and the agencies with which it contracts or delegates those responsibilities. The citizen advocate was emphatic in saying “it will be up to the Public Buildings

Annual crafts fair to be held this weekend in Old San Juan By THE STAR STAFF

he Puerto Rico Tourism Company (PRTC) will hold the 26th edition of its Crafts Fair at the Paseo de la Princesa in Old San Juan on Saturday and Sunday. The fair will feature some 200 artisans from different regions of the island for a projected economic impact of around $1 million, PRTC Executive Director Carlos Mercado Santiago said at a press conference where he announced details on the weekend’s activities, including the musical program, and the handicraft items that artisans will be selling. The fair is coordinated by the PRTC as part of its cultural tourism program, with the aim of strengthening the development of artisanal businesses and diversifying the tourist offer to boost domestic and foreign tourism. “The Old San Juan area, which has more than 500 years of history and is a natural cultural tourist center, provides us with the perfect setting to celebrate this great event in a spectacular way, year after year,” Mercado Santiago said. “This fair, in turn, is a valuable tool to exalt the creativity of our artisans, who display our cultural roots, in addition

esident Commissioner Jenniffer González Colón this week announced the approval of more than $37.1 million for 19 recipients in the areas of health, child care, home improvements in areas of high poverty and highway safety. The funds from budget appropriations approved in Congress, and supported by González Colón, are to be made available once petitioners meet the appropriate requirements. The U.S. Department of Transportation (DOT) awarded the Municipality of Yauco $229,529 under the Safe Streets for All (SS4A) Grant Program for fiscal year 2023 to develop a comprehensive safety action plan. The House Transportation and Infrastructure Committee, of which the resident

commissioner is a member, oversees the use of the funds. The U.S. Department of Agriculture’s Rural Development, meanwhile, allocated $515,500 to eight recipients under the Housing Preservation Grant Program, which provides grants to organizations that work to repair or rehabilitate homes occupied by low- and very low-income rural residents. Habitat for Humanity of Puerto Rico Inc. will receive $50,000 for repairs in three homes in addition to Community Development Block Grant funds for a total of $115,000 and another $100,000 along with $180,000 in American Rescue Plan Act funds that add up to $280,000 for repairs of 12 homes belonging to very low- and low-income families that do not have the resources to improve their own properties by addressing problems of overcrowding in these housing units. Materials are purchased from local hardware stores, which benefits the local economy.

House approves Biden impeachment inquiry as it hunts for an offense

T

he House voted earlier this week to formally open an impeachment inquiry into President Joe Biden, pushing forward with a yearlong Republican investigation that has failed to produce evidence of anything approaching high crimes or misdemeanors. Republicans said the vote was needed to give them full authority to continue carrying out their investigation amid anticipated legal challenges from the White House. Democrats have denounced the inquiry as a fishing expedition and a political stunt. GOP leaders refrained for months from calling a vote to open an impeachment inquiry, given the reservations of mainstream Republicans, many of them from politically competitive districts, about moving forward without proof that Biden had done anything wrong. Instead, Kevin McCarthy, the speaker at the time, unilaterally announced one in September as he was facing pressure from the far right to deliver on its priorities, including impeaching the president. But Wednesday’s vote underscored how the political ground has shifted, with House Republicans unanimously willing to endorse an inquiry even as some emphasized that they were not yet ready to charge the president. The 221-212 vote was along party lines, with all Republicans voting to approve

the inquiry and all Democrats opposed. “Instead of doing anything to help make Americans’ lives better, they are focused on attacking me with lies,” Biden said of Republicans in a statement not long after. “Instead of doing their job on the urgent work that needs to be done, they are choosing to waste time on this baseless political stunt that even Republicans in Congress admit is not supported by facts.” Rep. Joe Biden.” The vote unfolded just hours after Hunter Biden, the president’s son and a main focus of the Republican investigation, defied a subpoena to sit for a private deposition. In a dramatic moment outside the Capitol on Wednesday morning, the younger Biden held a news conference in which he repeated his offer to publicly testify in the investigation into his father but insisted again that he would not be interviewed behind closed doors. He has said he fears that Republicans would leak selectively from his testimony in efforts to distort it. The Republicans leading the impeachment inquiry, including Rep. James Comer of Kentucky, chair of the Oversight Committee, and Rep. Jim Jordan of Ohio, chair of the Judiciary Committee, threatened to hold Hunter Biden in contempt of Congress if he does not comply with demands for private testimony. “We think he should come in, and so if he doesn’t, we’re going to move forward with contempt proceedings,” Jordan said. Since winning the majority, House Republicans have been investigating myriad aspects of Joe Biden’s family and administration, hunting for evidence that could be used to prove he is corrupt and should be impeached. Former President Donald Trump, still seething over being impeached twice, has urged on their investigation at every step. The Republican inquiry has focused heavily on Hunter Biden, who is under indictment on federal tax and gun charges, and the work he did for companies and partners overseas. They are also examining whether the Biden administration interfered with the Justice Department investigation of Hunter Biden and whether Joe Biden mishandled classified documents when he was vice president or a senator. Using their subpoena power, Republicans have obtained more than 36,000 pages of bank records; 2,000 pages of suspicious activity reports from the Treasury Department; and dozens of hours of testimony from two of Hunter Biden’s business partners, a senior official from the National Archives and Records Administration, seven federal agents and three U.S. attorneys. “President Biden must be held accountable for his lies, corruption and obstruction,” Comer said. “We have a duty to provide the accountability and transparency that

Americans demand and deserve.” The impeachment inquiry resolution does not accuse Biden of any wrongdoing. It authorizes three Republican-led panels to continue their investigations and petition a court for grand jury materials; authorizes subpoenas and retroactively approves many that have already been issued; and allows for the hiring of outside counsel to help with the inquiry. House Speaker Mike Johnson, who has accused Biden of corruption, said lawmakers are particularly focused on investigating four areas: the millions of dollars Hunter Biden and James Biden, the president’s brother, received from overseas business deals; false or misleading statements Joe Biden made about his son’s work; incidents in which Biden met with or spoke with his son’s business partners; and about $240,000 Biden received from his family members as reimbursement for loans. Republicans have labored, so far without success, to prove that Biden was enriched by his son’s business dealings. Many of the documents they have produced thus far have, in fact, demonstrated the opposite: that Biden lent money to his son and brother when they were in need, and they later paid him back. The House Oversight Committee released documents that showed that one of Hunter Biden’s businesses, Owasco PC, made three payments of $1,380 to Joe Biden in 2018 when he was not in office. Republicans said the payments were evidence of corruption. Other documents indicate the money was to pay back his father for helping to cover the cost of a Ford truck. In a briefing with reporters, Jordan laid out his plan to call in nine more witnesses for questioning within two months. “We’ll look at all the facts and make a decision,” Jordan said. “Was it obstruction when Joe Biden said all the things he has said that turned out not to be accurate?” On Wednesday, Hunter Biden said Republicans had invaded his privacy and savaged him personally for six years in the service of a false narrative about his father. “They ridiculed my struggle with addiction; they belittled my recovery; and they have tried to dehumanize me — all to embarrass and damage my father, who has devoted his entire public life to service,” he said.

Detroit man charged in stabbing death of synagogue president By JULIE BOSMAN

A

man was charged earlier this week in the killing of Samantha Woll, a synagogue president who was found stabbed to death in October outside her Detroit home, the authorities said. Woll’s death appeared to have taken place during a break-in at her home, Kym L. Worthy, the Wayne County prosecutor, said at a news conference. “This is an extraordinarily sad and tragic case,” Worthy said, adding that “there are no facts to suggest that this defendant knew Ms. Woll and there are no facts to suggest that this was a hate crime.” Michael Jackson-Bolanos, 28, was charged with firstdegree felony murder, a charge that carries a penalty of life in prison without parole. He was also charged with home invasion and lying to a peace officer. Jackson-Bolanos was being held in custody Wednesday evening, and it was uncertain whether he had legal representation. Woll, 40, was a widely known civic and religious leader in Detroit whose death led to an outpouring of grief and tributes from elected officials in Michigan. In the first several days after Woll’s death, James E. White, the Detroit police chief, said that the killing did not

appear to be related to antisemitism, despite widespread speculation that her death on Oct. 21 might be tied to unfolding tensions in the United States over the conflict in the Middle East after the Hamas attack on Israel on Oct. 7. White also told reporters at the time that the police had identified “persons of interest” in the case and that they were close to naming a suspect. The authorities offered few details about the evidence they have gathered in the case. On Wednesday, White said police had been monitoring Jackson-Bolanos’ movements. Woll led a synagogue in downtown Detroit, where she was known as a devoted leader who connected people across many faiths, and worked extensively in Democratic state politics. She had once served as a political director for Dana Nessel, the attorney general of Michigan. On the night before her death, Woll attended a wedding, which she left just after midnight, and returned to her home in the Lafayette Park neighborhood of Detroit. At about 6:30 a.m. Saturday, police officers responded to a 911 call and found Woll outside, unresponsive and with multiple stab wounds. A trail of blood led to her home, where the police believe the crime had occurred. There were no signs of forced entry. White said that Woll had been outside “quite a while” before her body was found.

Tesla recalls autopilot software in 2 million vehicles By JACK EWING, CADE METZ and DERRICK BRYSON TAYLOR

T

esla’s reputation for making technologically advanced cars suffered a blow earlier this week when the company, under pressure from regulators, recalled more than 2 million vehicles. U.S. officials said the automaker had not done enough to ensure that drivers remained attentive when using a system that can steer, accelerate and brake cars automatically. The recall by Tesla, the world’s dominant maker of electric vehicles, was its fourth in less than two years and the most significant to date. It covers nearly all cars the company has manufactured in the United States since 2012, including its most popular, the Model Y sport-utility vehicle. Tesla accounts for about half of the electric passenger cars sold in the United States, but its market share has been slipping as General Motors, Hyundai, Ford Motor Co. and other automakers have begun selling electric models. In addition, recent public statements by Elon Musk, Tesla’s chief executive, have been widely interpreted as antisemitic and offended some customers. The recall amounts to another dent in the company’s image. “There’s no question” that the company’s brand “has taken a hit this year,” Gary Black, managing partner of the Future Fund, who is generally positive about Tesla, said on social media site X, which is owned by Musk and was formerly known as Twitter. The recall follows an investigation into Tesla’s driverassistance system, Autopilot, which the National Highway Traffic Safety Administration began in August 2021 after a series of accidents, some fatal, involving the technology. Autopilot is designed to control vehicles on its own when on highways. Tesla’s owners manuals tell drivers that they should keep their hands on the wheel and take over if anything goes wrong. The recall reflects regulators’ concern that Tesla did not do enough to prevent drivers from misusing the system, including by turning it on while they travel local roads and by becoming distracted because they assumed that their car could drive itself. What Tesla calls Autopilot is a collection of features allowing the car’s technology to take over a vehicle’s control to varying degrees. The feature singled out in the recall, Autosteer, can keep a car in a lane without driver intervention. There may be “increased risk of a crash,” the safety administration said, when Autosteer is engaged and drivers do not “maintain responsibility for vehicle operation.” To address that problem, Tesla said it would wirelessly update its cars to add new, more prominent visual alerts and checks when Autosteer is engaged to remind drivers to keep their hands on the wheel and pay attention to the road. Musk did not respond to a request for comment. Tesla said it did not agree with agency’s assessment of the system. The company has maintained that Autopilot makes its cars safer.

(Jim Wilson/The New York Times) Manufacturers are responsible for preventing foreseeable misuse of their technology, Transportation Secretary Pete Buttigieg, who oversees the auto safety agency, said during a meeting with reporters and editors at The New York Times on Wednesday. “They’re going to say that it’s safer with these systems,” Buttigieg said, referring to Tesla. “That could be true. But you know, a car with an air bag is safer than a car without an air bag. If the air bag blows up, we’re still going to recall it.” On Monday, Tesla said on the X platform, “It is morally indefensible not to make these systems available to a wider set of consumers, given the incontrovertible data that shows it is saving lives and preventing injury,” a response to an article in The Washington Post about the technology’s flaws. Some experts question whether Autopilot makes driving safer. Philip Koopman, an associate professor at Carnegie Mellon University who studies self-driving software, said that improvements in safety come almost entirely from one feature, automatic emergency braking, which is commonplace on all new vehicles. “Autopilot is not a safety feature; it’s a convenience feature,” Koopman said. The investigation is the most prominent example of a wider push and pull among government regulators and companies developing technologies that allow vehicles to drive on their own in certain situations. In October, California regulators ordered Cruise, a GM subsidiary, to stop its driverless taxi service in San Francisco after a series of traffic mishaps, including one in which a Cruise car dragged a pedestrian 20 feet after a crash. The company has since suspended its driverless car operations

across the country. The auto safety agency said that in August 2021 it began investigating 11 incidents involving Tesla vehicles that were operating with Autosteer engaged. A series of meetings between the agency and Tesla followed, and the company decided this month to voluntarily administer a recall. Over the course of its investigation, the safety agency said, it has reviewed 956 crashes in which Autopilot was engaged. Then it focused on 322 crashes, including frontal collisions and situations in which Autopilot may have been accidentally engaged. Tesla began issuing wireless software updates to certain vehicles this week, safety officials said. The remaining vehicles will receive updates later. Tesla has for years updated the software in its cars using cellular networks, usually overnight when cars are parked. Depending on the hardware on a car, some updated vehicles will feature more prominent visual alerts as well as additional checks when using Autosteer. The feature will also be suspended if drivers repeatedly fail to use it responsibly. Letters to Tesla owners notifying them of the update are expected to be mailed in February. Tesla’s recall this week is the latest episode to heighten public scrutiny of the automaker. In October, a California jury found that the company’s driver-assistance software was not at fault in a crash that killed a Tesla owner and seriously injured two passengers. Several similar cases are being litigated around the country. One involves a 2019 crash in Florida in which a Tesla operating on Autopilot on a country road ran through a stop sign and hit a parked car, killing Naibel Benavides, 22, and severely injuring her companion. Todd Poses, a lawyer representing the family of Benavides, said the recall showed Tesla was aware Autopilot was being used on roads where it wasn’t safe and failed to restrict where it could be turned on. “This accident never should have happened because it doesn’t work on roads like this,” Poses said Wednesday, referring to Autopilot. The driver of the Tesla had dropped his phone and bent down to look for it, trusting Autopilot to steer his Tesla Model S. But the car failed to stop at a T-intersection with a flashing red light. “This technology is not safe; it needs to be off the roads,” said Dillon Angulo, who was with Benavides and suffered a traumatic brain injury, a broken pelvis and a broken jaw. The company’s latest recall explains that drivers will be alerted when they are using Autopilot outside of roadways where the technology is intended to operate. But it is unclear whether they will still be permitted to use the technology in these situations. “NHTSA has forced Tesla to focus on the right issues,” said Matthew Wansley, professor at the Cardozo School of Law in New York who specializes in emerging automotive technologies. “But everything depends on the details.”

Analysis-markets outpace central banks as rate cut bets fuel ‘everything rally’ M

arkets have raced ahead of the U.S., euro zone and UK central banks to price in sizeable and frenetic interest rate cuts next year, fueling a socalled everything rally that could now be vulnerable to a correction. The U.S. Federal Reserve on Wednesday signaled it would cut rates more than previously outlined, sending global stocks and bond prices surging as markets priced in six quarter-point rate cuts in 2024, double the number projected by Fed officials. The exuberance rushed over the Atlantic even as the Bank of England and the European Central Bank, holding borrowing costs steady, pledged on Thursday to keep monetary conditions restrictive as long as necessary. European stocks hit their highest in almost two years after Wall Street stocks neared a record high the day before. The benchmark 10-year U.S. Treasury yield dipped below 4% for the first time since August, while German Bund yields hit nine-month lows. The European moves were dominated by “market pricing in the U.S., which is quite eye-popping,” said Chris Jeffrey, head of rates and inflation strategy at Legal & General Investment Management. “We struggle to work out what kind of world we’re in where you have 150 basis points of cuts in the U.S. next year without a recession,” he added, explaining that while LGIM was positive on government debt it was “not chasing the rally.” Economists polled by Reuters expect the world’s largest economy to grow by 1.2% next year. While rate cut pricing was pared back slightly after the ECB and BoE meetings, the scale of the cuts priced in remains significant, with investors cheered by signs inflation is falling fast. Euro zone inflation tumbled more than expected to 2.4% in November, while in Britain it slowed to 4.6% in October, also lower than expected. ECB president Christine Lagarde said “underlying” price pressures were moderating more than the ECB expected. Traders now expect the central bank to lower its deposit rate from 4% to about 2.5% by next December, having added more than a 50% chance of an additional rate cut since Thursday. They anticipate roughly 110 bps of UK rate cuts next year, more than before the Fed and even as the BoE cautioned rates -- at a 15-year high of 5.5% -- would stay restrictive. The level of rate cuts now priced for the ECB reflected a “very very gloomy” economic and inflation outlook, said Danske Bank chief analyst Piet Christiansen. “It seems quite an economic crisis scenario where you need to cut 150 basis points in one year,” he said, adding the risk is for government bonds to sell-off. US urges Israel to scale back ground war in Gaza by year’s end By ADAM ENTOUS

T

he Biden administration has told the Israeli government that it wants Israel to end its large-scale ground campaign in the Gaza Strip around the end of the year and transition to a more targeted phase in its war against Hamas, four senior U.S. officials said. As the Biden administration envisions, this new phase would involve the use of smaller groups of elite Israeli forces that would move in and out of population centers in Gaza, carrying out more precise missions to find and kill Hamas leaders, rescue hostages and destroy tunnels. During meetings in Israel that began Thursday, U.S. officials said Jake Sullivan, President Joe Biden’s national security adviser, discussed the timeline for a transition to lowerintensity operations supported by the U.S. administration. The U.S.’ calls for a change in tactics came as Israel’s defense minister said Thursday that the war against Hamas “will last more than several months,” signaling determination to continue carrying out strikes in Gaza. the armed group that carried out the devastating Oct. 7 attacks in Israel, was essential to Israel’s security and was difficult because Hamas has built an extensive underground infrastructure in Gaza. U.S. officials said the Biden administration understands and accepts that Israel’s efforts to hunt down Hamas leaders will continue for months, even after the transition from higher- to lower-intensity operations takes place. Still, differences between the United States and Israel have widened in recent weeks over Israel’s conduct of its war against Hamas and a postwar settlement for Gaza. 3-day Israeli raid in Jenin kills at least 12 Palestinians, West Bank officials say By HIBA YAZBEK

A

three-day Israeli military raid in the occupied West Bank city of Jenin appeared to end Thursday, and the Palestinian Health Ministry said that during the raid, Israeli forces killed at least 12 people and wounded 34 others. Residents reported seeing Israeli military vehicles leaving the city Thursday afternoon, signaling an end to the unusually long operation inside Jenin and its refugee camp, a stronghold of Palestinian armed resistance in the Israeli-occupied West Bank. The Israeli military in a statement Thursday said it completed “a 60-hour-long extensive operation in the Jenin refugee camp and in the city of Jenin.” It reported detaining “14 wanted suspects, including three affiliated with Hamas,” as well as some 60 others during “hundreds of raids,” and said it “eliminated 10 terrorists.” Seven Israeli soldiers were lightly injured in the operations that the military said “exposed more than 10 under-

ground facilities, dozens of rifles,” illicit funds and seven explosives labs. The Israeli military Tuesday said it had carried out a drone strike that killed several people who had fired on Israeli forces. More than 100 Palestinians were arrested during the raid, according to the Palestinian Prisoners Club, a nongovernmental rights group. Israeli military incursions in Jenin, commonplace for years, have become more frequent since the Hamas-led attacks Oct. 7 that killed 1,200 people in Israel. The Israeli military describes the search-and-arrest operations as part of its counterterrorism efforts against Hamas in the West Bank. Residents and local leaders in the Jenin refugee camp say the raids are aimed at displacing residents and making conditions there unlivable. “The raids have gotten more frequent and also more aggressive and violent,” said Mohammad Al Masri, a member of the local committee that runs the camp. “They’ve started coming in and not differentiating between fighter and civilian.” At least 78 Palestinians have been killed in Israeli military raids in Jenin since Oct. 7, according to the Palestinian Health Ministry in Ramallah, making it the deadliest period in the city in recent years. Across the West Bank, at least 286 Palestinians have been killed since Oct. 7, most during Israeli raids but others in clashes with extremist Israeli settlers. The Israeli military has launched dozens of raids in Jenin over the last two months, most aimed at the refugee camp, according to residents, camp committee members, Israeli military statements and Pal-

estinian media reports. The camp is a built-up, impoverished neighborhood that houses Palestinian refugees who were forcibly displaced during the wars that surrounded Israel’s creation in 1948 as well as their descendants. The raids usually occur overnight and involve bulldozers, which have destroyed much of the area’s infrastructure. “It’s collective punishment,” said Mohammad Sabaghi, the head of the committee that runs the camp. “There’s nothing that hasn’t been damaged or destroyed. Water, electricity, phone lines, the sewage system — everything.” The Palestinian Authority’s health minister, Mai AlKaila, said in a statement Thursday that the situation in Jenin’s hospitals was “very difficult, in light of the escalating aggression” over the past three days. Hospitals were “being subjected to a fierce attack,” the statement said, adding that Israeli forces were obstructing arrivals of wounded people, searching and detaining medical workers, and attacking ambulances. The Israeli military did not respond to requests for comment on these accusations. Medical charity Doctors Without Borders said a father in Jenin had carried his 13-year-old son on foot to a hospital Wednesday “because Israeli armored cars blocked ambulances,” adding that the boy had been pronounced dead on arrival. Wisam Baker, director of the Jenin Hospital, the nearest medical center to the refugee camp, said in an interview that Israeli forces had set up checkpoints outside the hospital during some raids, complicating efforts to deliver medical care to people injured in the incursions. “It’s difficult for our medical teams to go out and come in, and difficult for patients to enter the hospital, because it’s dangerous,” he said.

Under rules of war, ‘proportionality’ in Gaza is not about evening the score T

he international laws governing war are unfeeling. They give more precedence to military advantage than to civilian harm. They do not consider comparative numbers of dead or wounded. They ask commanders in the field to judge, often very quickly, the military advantage of an attack, the nature of the threat they face, what means they possess to counter it and what feasible measures they can take to reduce the expected damage to civilians and civilian infrastructure. That complicated calculus, known as “proportionality,” is deeply flawed, lawyers say, because it balances essentially incompatible things. And each attack must be judged separately, to decide if it is within the boundaries of a legal act of war. “The law of war is cold,” said EmanuelaChiara Gillard, an associate fellow at Chatham House, the London think tank, who previously worked as a lawyer for the Red Cross and the United Nations. It does not, she added, “address our concerns and moral outrage over civilian death.” After Hamas invaded Israel and killed some 1,200 people, Israel retaliated in force. But the televised images of devastation in the Gaza Strip and the large asymmetry in deaths, especially of civilians, have created an uproar in the Arab world and parts of the West. But in war, symmetry and proportionality are unrelated. Proportionality is a key component in determining the legality of an act of war. It is not merely a question, lawyers said, of fairly balancing the death tolls on either side of a conflict’s ledger. Instead, it is a matter of determining whether, at the moment the decision to launch any attack is made, the expected military advantage outweighs the expected harm to civilians once feasible measures are taken to reduce it. But there is no universal consensus on how to make such a comparison. Nor are the facts always clear in the fog of war. There have been criticism and questions, for example, about Israeli attacks near or on hospitals and schools. Were the buildings really used for military purposes, and were proper warnings given before an attack? Has Israel done enough to protect civilians? A plethora of diplomats, United Nations officials and human rights groups have argued that the answer is ‘no,’ and some have called for investigations into possible war crimes and even used the word genocide.

(Avishag Shar-Yashuv/The New York Times) But civilian deaths are a political question, not a legal one, said Daniel Reisner, a former head of the Israeli army’s international law division. “The numbers of dead on both sides are tragic, but if you limit the discussion to legality, the numbers are not the thing you measure. It’s why they died and in what circumstances they died, not how many of them died.” Still, the numbers on either side of the conflict stagger. Israel says about 1,200 people were killed and 240 taken hostage in the Oct. 7 Hamasled terrorist attacks. As of today, the war has killed over 15,000 Palestinians, and perhaps thousands more, many of them women and children, in Hamas-controlled Gaza, according to health officials there. (The Gaza health ministry does not count Hamas fighters separately from civilians when providing death tolls.) The large numbers of civilian dead, more than in any previous Gaza conflict, do in aggregate raise questions about whether Israel’s calculations of proportionality have changed in this war. There are questions around certain attacks, like two days of bombing in the Jabalia refugee camp in northern Gaza on Oct. 31 and Nov. 1 that collapsed a large number of residential buildings and killed 195 people, according Gaza health officials. Israel said that it had warned residents to leave and that its targets were legitimate: Ibrahim Biari, commander of the Central Jabalia Battalion, who helped plan the Oct. 7 attacks and was overseeing the fighting, and Muhammad Asar, said to be the commander of Hamas’ anti-tank missile unit. kraine faces dwindling reserves of ammunition, personnel and Western support. The counteroffensive it launched six months ago has failed. Russia, once awash in recriminations over a disastrous invasion, is celebrating its capacity to sustain a drawn-out war. The war in Ukraine has reached a critical moment, as months of brutal fighting have left Moscow more confident and Kyiv unsure of its prospects. The dynamic was palpable last week, as Vladimir Putin casually announced plans to run for six more years as president of Russia, swilling Champagne and bragging about the increasing competence of Russia’s military. He declared that Ukraine had no future, given its reliance on external help. That air of self-assurance contrasted with the sense of urgency in this week’s trip to Washington by President Volodymyr Zelenskyy of Ukraine, who pressed Congress to pass a stalled spending bill that includes $50 billion more in security aid for Ukraine. Speaking at the White House alongside Zelenskyy, President Joe Biden said lawmakers’ failure to approve the package would “give Putin the greatest Christmas gift they could possibly give him.” But Zelenskyy’s pleas fell flat, at least for now, with congressional Republicans, who are insisting that additional aid to Ukraine can come only with a clampdown on migration at the United States’ southern border. After meeting with Zelenskyy, Mike Johnson, the speaker of the House, said his skepticism had not changed. The messages from Moscow and Washington illustrated the growing pressure on Ukraine as it shifts to a defensive posture and

Kyiv is struggling to maintain support from its most important backer, the United States, a nation now preoccupied with a different war, in the Gaza Strip, as well as the 2024 presidential campaign. Looming over Kyiv’s prospects is the possible return to office in 2025 of former President Donald Trump, a long-standing Ukraine detractor and praiser of Putin who was impeached in 2019 for withholding military aid and pressuring Zelenskyy to investigate Biden and other Democrats. Almost 22 months into the war, polls broadly have found waning U.S. support for continued funding of Ukraine, particularly among Republicans. A recent Pew Research Center survey found just under half of Americans believe the United States was providing the right amount of support to Ukraine or should be providing more. Johnson said money for Ukraine required more oversight of spending, and “a transformative change” in security at the U.S. border with Mexico. “Thus far, we’ve gotten neither,” he said.

But the White House still has time to try to work out an agreement that includes border security, and Zelenskyy said he remained optimistic about bipartisan support for Ukraine, adding, “It’s very important that by the end of this year we can send a very strong signal of our unity to the aggressor.” A rupture in U.S. funding would risk proving Putin correct in his long-standing conviction that he can exhaust Western resolve in global politics and conflicts. Although his government bungled the invasion of Ukraine in February 2022, Russia has regrouped, in part because Putin was willing to accept enormous casualties. “Putin, soon after the initial offensive didn’t produce the results that Russia had hoped, settled in for a long war and estimated that Russia at the end of the day would have the biggest stamina, the longest staying power, in this fight,” said Hanna Notte, an expert on Russian foreign and security policy at the James Martin Center for Nonproliferation Studies. Russia has adapted, pumping up its domestic production of ammunition and weaponry, and importing critical matériel from Iran and North Korea, all with the goal of sustaining a long war, Notte said. “I think there was sort of a dismissiveness, ‘Let the Russians get together with these pariahs, with these global outcasts, and good luck to them,’” Notte said. But that support for Moscow has been meaningful on the battlefield, she said, particularly with Iran helping Russia enhance its domestic drone production. Ukraine, meanwhile, is struggling to obtain a sufficient flow of ammunition and weaponry from the West, where nations aren’t operating on a wartime footing and face significant production bottlenecks. Despite his advantages in numbers and weaponry, Putin also faces limitations, and

military analysts say Russia is in no position to make another run at the Ukrainian capital or other major cities. Russia lost huge numbers of personnel in its offensive maneuvers in the past year, and won little territory apart from the city of Bakhmut. With Zelenskyy ordering his troops to build defensive fortifications along the front, Russia may continue to suffer heavy losses without gaining much in return. Facing continued signs of displeasure with last year’s mobilization, the Kremlin appears loath to do another forced call-up before the Russian presidential election in March, if at all. “What we have seen in this war is the defense usually has significant advantages,” said Steven Pifer, a senior fellow at the Brookings Institution and former U.S. ambassador to Ukraine. Ukraine, reliant on the West for weaponry and funding, faces short-term pressures that Russia does not. Kyiv’s allies don’t have the ammunition and equipment to arm another counteroffensive, making a major new campaign unlikely for most of 2024, according to analysts and former U.S. officials. The United States is by far Ukraine’s most important backer, accounting for about half of its donated weaponry and one-quarter of its foreign aid funding. The congressional fight, bogged down in a partisan dispute about border security, has unnerved many Ukrainians. “Today, Ukrainians are beginning to suspect that the U.S. wants to force us to lay down our arms and conclude a shameful truce,” Yuriy Makarov, a political commentator for Ukrainsky Tyzhden, a Ukrainian magazine, said in an interview. “That the Ukrainians practically destroyed the professional army of Russia, which until recently was the main enemy of the United States, does not seem to be taken into account.”

America’s thirst for authoritarianism A

round the world, authoritarianism is ascendant and democracy is in decline. A 2022 report from the International Institute for Democracy and Electoral Assistance found that “over the past six years, the number of countries moving toward authoritarianism is more than double the number moving toward democracy” and that nearly half of the 173 countries assessed were “experiencing declines” in at least one metric of democracy. The United States wasn’t impervious to this trend. The report found that America was “moderately backsliding” on its democracy. But I fear that we’re now on the precipice of fully turning away from democracy and toward a full embrace of authoritarianism. The country seems thirsty for it; many Americans appear to be inviting it. Confidence in many of our major institutions — including schools, big business, the news media — is at or near its lowest point in the past half-century, in part because of the Donald Trump-led right-wing project to depress it. Indeed, according to a July Gallup report, Republicans’ confidence in 10 of the 16 institutions measured was lower than Democrats’. Three institutions in which Republicans’ confidence exceeded Democrats’ were the Supreme Court, organized religion and the police.

And as people lose faith in these institutions — many being central to maintaining the social contract that democracies offer — they can lose faith in democracy itself. People then lose their fear of a candidate like Trump — who tried to overturn the previous presidential election and recently said that if he’s elected next time, he won’t be a dictator, “except for Day 1” — when they believe democracy is already broken. In fact, some welcome the prospect of breaking it completely and starting anew with something different, possibly a version of our political system from a time when it was less democratic — before we expanded the pool of participants. In Tim Alberta’s new book, “The Kingdom, the Power and the Glory,” he explains that many evangelical Christians have developed, in the words of the rightist Southern Baptist pastor Robert Jeffress, an “under siege” mentality that has allowed them to embrace Trump, whose decadent curriculum vitae runs counter to many of their stated values. It allows them to employ Trump as muscle in their battle against a changing America. This kind of thinking gives license — or turns a blind eye — to Trump’s authoritarian impulses. And while these authoritarian inklings may be more visible on the political right, they can also sneak in on the left. You could also argue that President Joe Biden, whose approval numbers are languishing, is being punished by some because he isn’t an authoritarian and therefore isn’t able to govern by fiat: Many of his initiatives — voter protections, police reform, student loan forgiveness — were blocked by conservatives. Could he have fought harder in some of these cases? I believe so. But in the end, legislation is the province of Congress; presidents are bound by constitutional constraints. Trump surely appeals to those who want a president who’ll simply bulldoze through that bureaucracy, or at least expresses contempt for it and is willing to threaten it. Furthermore, Trump’s chances will probably be helped by the portion of the electorate misjudging the very utility of voting. There are still too many citizens who think of a vote, particularly for president, as something to throw to a person they like rather than being cast for the candidate and party more likely to advance the policies they need. And there are too many who think that a vote should be withheld from a more preferable candidate as punishment for not delivering every single thing on their wish lists — that choosing not to vote at all is a sensible act of political protest rather than a relinquishing of control to others. Abstinence doesn’t empower; it neuters. If you want a democracy to thrive, the idea that voting is a choice is itself an illusion. Voting is about survival, and survival isn’t a choice. It’s an imperative. It’s an instinct. It’s a tool one uses for self-advancement and selfpreservation. It’s an instrument you use to decrease chances of harm and increase chances of betterment. It is

—Doug Mills/The New York Times naive to use it solely to cosign an individual’s character; not to say that character doesn’t count — it does — but rather that its primacy is a fallacy. Voting isn’t just an expression of your worldview but also a manifestation of your insistence on safety and security. And to top it off, as Rep. Ro Khanna, D-Calif., told me over the weekend, the Obama coalition that Biden will rely on in 2024 is “under a lot of stress” with the issue of the Israel-Hamas war, and that coalition can be mended by “a foreign policy that is rooted in the recognition of human rights,” which includes “taking seriously the calls for a neutral cease-fire and the end to violence.” On Tuesday, Biden warned that Israel risks losing international support because of “indiscriminate bombing,” but he has yet to endorse a cease-fire. With Republicans beaconing authoritarianism, and without an intact Obama coalition to thwart it, our democracy hangs by a thread.

AN JUAN – Luego de que hace cuatro meses se aprobara legislación para aumentar a 2,500 dólares el salario base de los empleados del Negociado de Bomberos de Puerto Rico – a través de la Ley 83, aun la Junta de Control Fiscal no autorizó el desembolso de los fondos, según lo denunció el jueves el presidente del Sindicato de Bomberos Unidos de Puerto Rico, José Tirado. El pasado mes de agosto se aprobó la Ley 83 que establece el salario base de 2,500 dólares para los bomberos. “Desde agosto estamos a la espera de que se realice el desembolso. Ante este panorama, nos reunimos con la Junta de Control Fiscal y con el equipo económico del Departamento de Seguridad Pública (DSP) para reclamar accion”, explicó el líder sindical en declaraciones escritas. En esa reunión, celebrada hace un mes, la Junta se comprometió con finiquitar el desembolso y la-

mentablemente aun no ha pasado nada. Tirado agregó que “existe una legislación con presupuesto recurrente asignado y tristemente la Junta no ha dado un paso afirmativo para honrar y hacer valer la ley y a estos servidores públicos como lo hizo con los maestros, la policía y con los empleados de corrección”. Por años el Sindicato de Bomberos ha luchado en todos los frentes por mejorar las condiciones de salariales y laborales de los bomberos. Beatles biographer grapples with the ‘paradox’ of George Harrison By SOPAN DEB

I

n a new biography, Philip Norman writes about the “paradox” of George Harrison, a man who was “unprecedentedly, ludicrously, suffocatingly famous while at the same time undervalued, overlooked and struggling for recognition.” This was the central contradiction that made Harrison, the composer of classics like “Here Comes the Sun,” and “Taxman,” a fascinating figure, both as a Beatle and after the band broke up, as Norman explores in his book “George Harrison: The Reluctant Beatle.” Norman tackled his latest subject after writing celebrated biographies of Paul McCartney and John Lennon, as well as “Shout!: The Beatles in Their Generation,” a book that Harrison was critical of. Harrison lived several separate lives. He was a rock star. A follower of Hinduism. A prolific film producer who came close to

financial ruin. A philanderer who had an affair with a former bandmate’s wife and once had a guitar duel with Eric Clapton (also the subject of a Norman biography) over Pattie Boyd, Harrison’s first wife, whom Clapton fancied and later married. “The complexity of his character was something that hadn’t really been noticed before,” Norman said, adding, “Actually taking the whole elusive man, a bundle of different personalities, that was what was fascinating.” Norman discussed his approach to Harrison in a recent interview. This conversation has been edited for length and clarity. Q: You express regret in the book about the obituary you wrote for George in The Sunday Times. A: It was very badly timed. And that’s the thing. I wasn’t totally wrong in saying that Continues on page 18

18 From page 17 he could be, as we say in this country, a bit of a miserable git and that he was a serial philanderer. He was both of those things. But it was not the moment to say it. Q: How was George a contradiction? A: George, in his sort of hippie mode, railed against the material world. And yet he was the first person — the first pop star, certainly — to write a song complaining about income tax. He could rise to the height of nobility, which he did with the Concert for Bangladesh, which was the first of those major demonstrations of conscience in the rock community. And yet he also broke the first law of the Beatles, which is you don’t sleep with another Beatle’s wife, which was with his big friend in the band, Ringo. And it was Ringo’s first wife. He spent years and millions of pounds on restoring this gothic folly (Friar Park, Harrison’s Victorian mansion in Henley-onThames, England). And yet, in a second, he mortgaged it so he could fund the Monty Python film “Life of Brian.” He was the only person I’d ever heard of — and indeed, his

first wife, Pattie Boyd, told me this — who actually became very disagreeable after he learned to meditate. Q: How close did you get to talking to George’s widow, Olivia Harrison, and their son, Dhani? A: I had thought I’d be making amends all these years for that very ill-advised obituary by very sympathetically considering him in the Lennon and McCartney books and then in the Clapton book. But then I didn’t realize this thing that I’d written in 2001, when I didn’t know enough about George, really, to write an obituary of him, was still there. It was undead. It was like a vampiric obituary. And I realized there was no real point in asking them because they couldn’t possibly say yes. Q: Did Peter Jackson’s “Get Back” documentary change your view of George? A: It didn’t, really, although I knew things that happened off camera. For instance, that there’d been a fistfight during those sessions that Peter Jackson said were so warm and jovial — between George and John, because of something George had said about Yoko Ono. George did have a very,

very nasty tone when he liked. You don’t see George walking out. But George does walk out, and John and Yoko have to coax him back into the sessions. I

thought it was terribly long. He made the Beatles actually sometimes seem even quite boring. Q: I was struck by what a prolific film producer George was. Why did film have such a draw for him? A: He was very keen on films, always. Even in Liverpool. One of his first steady girlfriends, Bernadette, her mother was the first female cinema manager ever in Liverpool, and that was undoubtedly part of the attraction for George. They were always going to movies together. Q: The so-called last Beatles song was released last month, with George, Paul and Ringo playing on a John Lennon demo. I get the sense from your book that George would not have approved its release. A: You’re absolutely right, because it was George who blocked its release in the 1990s when the other stuff from that cassette tape that Yoko gave to McCartney was being put onto the “Anthology” albums. George said it wasn’t good enough. For once, they listened to him. It was ironic that the only faintly Beatle-like sound on that total mess, in my view, sounded like George’s guitar.

n the Caribbean, the customary way of celebrating the holidays is with a thick and creamy cocktail made with several types of milk and brimming with rum. The drink varies from nation to nation — cremas or kremas in Haiti, coquito in Puerto Rico and crema de vie in Cuba, to name a few. But the essential ingredients are the same: rum, evaporated and sweetened condensed milks, and spices like cinnamon. Coquito and cremas also contain coconut milk or coconut cream. Many of these drinks are bottled and given as gifts, or sold to family and friends, during the holidays. You want “as much alcohol as possible,” but cushioned in the “blended comfort of all this other stuff so you don’t feel like you’re taking a shot,” said Debbie Quiñones of East Harlem, who co-runs Coquito Masters, an annual bracketed competition in New York City’s five boroughs. “I want to be seduced.” Nadine Ducasse, of East Setauket, New York, won a cremas-tasting competition with her brother, Raymond Ducasse, in 2021 at Bonbon Lakay in Flatbush, Brooklyn, with a drink that is made with cinnamon sticks, cloves and star anise. She expects they’ll make more than 500 bottles by mid-January for their business, Cremasse by Ducasse. Dorty J. Fortune, an owner of Kremas Creole Premium in East Flatbush, Brooklyn, estimates she’ll deliver or ship more than 1,000 bottles this season, from September to January. People can add however much alcohol they’d like later. Charlene Absalon, who lives on Long Island, first tried cremas when she was a teenager, but it wasn’t something she appreciated until her early 20s, when an aunt taught her to make it. Absalon was captivated by the ease of the recipe, and in 2013, she started to make a bottled version. She has experimented with cremas flavors like pumpkin spice and crème brûlée. She uses Haitian vanilla beans and chocolate. She also sells ice cream and coffee creamers. “It’s important for us to bring our culture, and what comes out of it, to the American forefront,” she said. The history of these drinks and some of their ingredients is difficult to trace. In Mission Viejo, California, Marta Darby and her four adult children gather to make dozens of bottles of crema de vie, a Cuban eggnog. She typically buys 2 gallons of rum and cans of sweetened and evaporated milks by the case. She uses a recipe from a Cuban home economics book called “La Cocina en el Hogar.” Darby’s children give the bottles away as gifts to friends and co-workers, but she said their efforts have an added purpose: “It’s just another way for me to anchor them into our Cuban traditions.”

Coquito Coquito, which means “little coconut” in Spanish, is an eggnoglike mixture of coconut milk, eggs, sweetened condensed milk and rum or pitorro, a sort of moonshine rum. Coconut and rum cocktails are made throughout the Caribbean and Latin America, but coquito is unique to Puerto Rico. This recipe, which is adapted from the 1975 cookbook “Puerto Rican Cookery” by Carmen Aboy Valldejuli, was created by her husband, who tended bar during the couple’s holiday parties at their home in San Juan. His recipe calls for shelling and pressing fresh coconuts to make your own coconut cream, but canned coconut cream makes an excellent substitute. By Daniela Galarza

Yield: 10 to 12 servings (about 6 cups) Total time: 20 minutes, plus chilling Ingredients: 2 large fresh coconuts or 2 (14-ounce) cans unsweetened coconut cream 4 egg yolks 1 (14-ounce) can sweetened condensed milk 1 1/2 cups Puerto Rican rum (optional), preferably white rum (darker rum will affect the color of the coquito) 1/2 teaspoon kosher salt Ground nutmeg, for garnish Preparation: 1. If using canned coconut cream, skip to Step 3. If using fresh coconuts, puncture one or two of the eyes of each coconut with a sharp knife or screwdriver; strain the coconut water into a bowl. Place coconuts on a stable surface, supported by a kitchen towel. Using a hammer, crack each coconut into 3 or 4 pieces. Slip a thin knife between the flesh and shell to separate it. (To make this easier, you can roast the coconut pieces on a sheet pan at 350 degrees for 10 to 15 minutes.) Discard shells. Break or chop coconut flesh into 1-inch pieces. 2. Place about 1/3 of the pieces in a blender with 1 cup strained coconut water. Blend until coconut is broken into about 1/8-inch pieces; place in a clean dish towel and squeeze over a bowl to extract as much liquid as possible. Reserve coconut bits for another use. Pour 1 cup of the liquid back into the blender with another 1/3 of the coconut pieces, blend, then squeeze to extract liquid. Repeat with final 1/3 of coconut pieces. In a bowl, whisk to combine the condensed milk, coconut milk and evaporated milk. 2. Add the rum, cinnamon, nutmeg, vanilla extract, star anise and lime zest. Let sit at room temperature for 2 hours before serving (or refrigerated overnight, if your space is warm). Strain and discard solids. 3. Serve at room temperature with a few ice cubes (no less than three ice cubes) or chilled, in a rocks glass or other short, wide glass. For Red Bull and Max Verstappen, 2023 was a dominant year By IAN PARKES

ax Verstappen and Christian Horner, Red Bull’s team principal, agree that the team’s achievements this season will be very hard to repeat. Verstappen, the championship driver, and Red Bull rewrote the record books in defending their drivers’ and constructors’ championships. He set the record for most wins in a season, 19 from 22 Grands Prix; for consecutive number of victories, 10; and the highest percentage of wins in a season, 86.36%, beating the previous best of 75% by Alberto Ascari in 1952, an era when there were only eight races. “It will be very hard to have another season like this, we know that,” Verstappen said. He also became the first driver to lead for more than 1,000 laps in a season, with 1,003. As a constructor, Red Bull won 21 Grands Prix, overhauling Mercedes’ record of 2016 when it won 19 of 21 races. With a 95.5% success rate, it also beat the 93.8% of McLaren in 1988 when it won 15 of 16 Grands Prix. Horner said the accomplishments “would take a while to sink in.” “You have to bear in mind what we have achieved hasn’t been done in more than 70 years of Formula One,” Horner said in an interview. “Will it be achieved again in my lifetime? When you look at the results, I don’t think we will be able to better what we’ve done this year.” Verstappen dominated to such an extent that his record for most points in a season, 575, was enough to win the constructors’ title on his own. Second-place Mercedes scored 409. Lewis Hamilton of Mercedes, a seventime champion, praised Verstappen for his achievements. “He’s done an amazing job with the package he has,” Hamilton said. “He and the team have been phenomenal this year, faultless. They’ve raised the bar.” Verstappen collected his third-consecutive drivers’ championship with five races to spare, all of which he won to end the season on a run of seven straight victories. Verstappen said his hunger to succeed was “just how I grew up.” “My mindset didn’t change after winning

I would just get annoyed with myself, and I know the people around me would get annoyed with me if I was like that.” There is a rule of thumb in Formula One that to be one of the greats, a driver has to win three world titles. Verstappen is now one of the greats, standing alongside Ayrton Senna, Niki Lauda, Jackie Stewart, Jack Brabham, and Nelson Piquet. Only Michael Schumacher, Hamilton, Juan Manuel Fangio, Alain Prost and Sebastian Vettel have won more. With 54 Grands Prix victories, his last in the final race of the year in Abu Dhabi, United Arab Emirates, to take him past Vettel, a former Red Bull driver, Verstappen is third on the all-time list behind Hamilton, with 103, and Schumacher with 91. At 26, and with a contract with Red Bull to the end of 2028, Verstappen could challenge Hamilton and Schumacher for their record seven titles, and Hamilton’s Grand Prix victory record. “The hunger and the fire still burn brightly within him, and we don’t see that diminishing,” Horner said. After the first four races of the year, Verstappen and his teammate, Sergio Pérez, had won two apiece. It appeared Verstappen had a challenger. At the next race in Miami, Pérez, who

started on pole position, was beaten by Verstappen, who had started ninth on the grid. The result, Pérez said, hurt his confidence. He was on the podium in just five of the next 17 races. Pérez was still runner-up in the drivers’ championship. It was the first time in Red Bull’s 19-season history it had taken the top two positions. Pérez’s contract with Red Bull expires at the end of next season. Another faltering year will leave his hope of a new deal vulnerable. “We’re in a luxury position where there’s an awful lot of people who want to be sat in that car, so we just have to weigh up what is best for the team,” Horner said. Red Bull’s main rivals, Mercedes and Ferrari, were never in the hunt. Mercedes finished second in the constructor’s championship, just 3 points ahead of Ferrari, but their combined total still didn’t match Red Bull’s with Mercedes 451 points behind the champions. “Both losers,” Toto Wolff, the Mercedes team principal, said. Acknowledging the performance of Red Bull and Verstappen, he said, “You’ve got to have a lot of respect for their achievements on the engineering side, and the driver.” Wolff said that beating Red Bull under the current regulations, which run for another two years before new power unit rules arrive for 2026, was “against the odds.”

Mercedes finished the year without a victory for the first time since 2011. It is now two years since Hamilton last won a race. He said he was happy to see the back of his car. A new model will arrive for next season. Instead, it was Ferrari, and Carlos Sainz, who won in Singapore, that denied Red Bull a perfect season. Frédéric Vasseur, Ferrari team principal, said in an interview that he was not satisfied with his first year in charge. “It was not the season we expected, mainly because we were too far away at the beginning,” he said. “But we had a good reaction, the team turned itself around the right way, and step by step we came back. Overall, collectively, we did a good job.” It was a similar story for McLaren, which started the season miserably, collecting 17 points in the first eight races before delivering an updated car at the Austrian Grand Prix that had them outscore Mercedes and Ferrari in the final 14 Grands Prix. The season for Aston Martin was the reverse of McLaren as it started strongly before tapering away. Fernando Alonso was on the podium six times in the first eight races as the team pushed Red Bull. He managed only two more after that. Alonso, a two-time champion, said it was still “a dream season” for Aston Martin, which scored 55 points last year compared with the 280 this year. The Haas team finished last for the second time in three years. “With hindsight, we should have changed the concept of the car earlier, but we just didn’t react quick enough, and it was just too late to save the season,” Günther Steiner, the team principal, said in an interview. “We can be so much better, and we have to do so much better.”

To lure FIFA, France floats the promise of a tax-free home By TARIQ PANJA and DAPHNÉ ANGLÈS

all it a friendship with extremely generous benefits. French lawmakers were slated to vote this week on a plan promoted by the government of President Emmanuel Macron that would encourage international sports bodies to move to the country by promising them what critics have labeled a “tax gift” unavailable to most French companies and citizens. The plan, offered as an amendment to the government’s 2024 budget, would reward organizations that relocate by exempting them, and their employees, from a broad swath of corporate, property and income taxes — savings that could be worth millions of dollars every year. Potential beneficiaries include the governing bodies of a broad range of sports, including more than 30 international federations recognized by the International Olympic Committee. But both supporters and detractors of the tax breaks said that they were aimed at luring one governing body in particular: FIFA. FIFA, world soccer’s governing body, has been based in Zurich since 1932. But in recent years, its leadership has discussed a relocation to greener pastures amid frustrations with life in Switzerland, which was the site of not only its growth into a billiondollar commercial juggernaut but also its greatest scandal. Aware of that discontent at its highest levels, France is hoping to bring FIFA — which was born in Paris in 1904 — home. The French politicians who created the tax plan said that they were hoping it would entice governing bodies by offering them the type of tax benefits that until now were available in few European countries beyond Switzerland. Under the proposal, organizations that move would be exempted from corporate taxes, local property taxes and even levies on some of their income. The

(Isabella Moore/ The New York Times) executives and employees who come along would be exempt from income tax for at least five years. “We can’t be blind on the FIFA subject,” said Mathieu Lefèvre, a deputy from Renaissance, the political party founded by Macron, and a signatory to the amendment that Parliament was expected to take up in a vote as soon as Wednesday. “FIFA is very important.” The amendment granting favorable tax status to sports federations, according to Lefèvre, is similar to other recent pro-business changes enacted by the French government, including efforts to attract some big banks to Paris from London after Britain voted to leave the European Union in 2016. “We want to make France great again,” Lefèvre said. Like some other measures that were criticized for favoring business over workers — notably changes this year to France’s pension system, which raised the country’s retirement age — the push to attract sports federations through tax benefits does not enjoy universal support. The Senate, the upper house of the French Parliament, recently voted to delete the text related to sports federations from the government’s budget document. “The words of the senators were quite firm, where everyone thought that it was some kind of scandal, a

nonsense, that it was something that really did not have to be done,” said Jean-Claude Raux, an opposition lawmaker. But in a sign of the commitment to the amendment, lawmakers reworked the measure to ensure the proposal was included. Grilled by lawmakers at a recent hearing, France’s sports minister, Amélie Oudéa-Castéra, defended the proposed law, rejecting claims that it amounted to a “tax gift” to sporting federations. Instead, she said, the law would simply place international sports federations within a framework already enjoyed by the other international organizations based in France. But unlike those bodies, which include UNESCO, the United Nations’ cultural organization, FIFA is a behemoth with almost 2,000 staff members, global commercial interests and revenues in the billions. It recently estimated the four-year cycle through to the 2026 World Cup in North America, for example, would generate $11 billion in revenue. French politicians, including OudéaCastéra, have been at pains to point out that the tax breaks would be limited to FIFA’s noncommercial activities, those parts of the organization responsible for governing and developing soccer around the world. But it is unclear how France plans to make that distinction. FIFA declined to comment on the proposed changes. But under its president, Gianni Infantino, its efforts to move some important operations away from its glassand-steel headquarters in Zurich have been

gathering pace in recent months. FIFA has already said that it will move most of its legal department to Miami. And it has opened satellite offices in South America, Africa and Asia as part of Infantino’s oft-quoted ambition to make FIFA “truly global.” Infantino could be one of the most prominent beneficiaries of the proposed exemption on income taxes: His pretax salary and bonus package totaled $3.9 million, according to FIFA’s most recent accounts. He also oversaw the opening of yet another FIFA outpost in Paris, in 2021. The FIFA pied-à-terre in the French capital, inside the opulent Hôtel de la Marine, includes an office reserved for Infantino with sweeping views of some of the city’s most popular sights, including the Eiffel Tower. It currently houses the FIFA department responsible for global soccer development. Lefèvre, the lawmaker, said that attracting FIFA would be a coup for France’s global image. Others were less effusive about the implications of the association. Infantino was only elevated to FIFA’s top leadership after a corruption scandal in 2015 led to the downfall of its previous leadership. Since then, he has spoken frequently and emphatically about a reformed organization. Recent decisions, though, have prompted renewed scrutiny about the way FIFA conducts its business. One recent change in the organization’s rules will theoretically allow Infantino to stay in power beyond a 12-year-term limit. Another directed the hosting rights to the 2034 World Cup to Saudi Arabia, to the surprise of some of FIFA’s own member nations. Belkhir Belhaddad, a French lawmaker who opposes the tax amendment, said that FIFA’s operations must be subject to greater oversight if the changes were approved. “These sports organizations are important, they are useful, they have an economic, financial and social relevance,” Belhaddad said. “In the world we live in today, we need them. But they need to be regulated. How do we do it? Who takes care of it?” The proposals for a new tax status specific to international sports bodies also received a negative assessment from the Conseil d’État, France’s highest administrative court, which received a draft version in September. The court issued a negative opinion on the grounds that such a move constituted a “breach of tax equality,” according to news reports in France.
