subset of Puerto Rico Electric Power Authority (PREPA) bondholders filed an urgent motion over the weekend to extend the schedule of confirmation hearings of the debt adjustment plan in order to evaluate the impact of the recent settlement with the unsecured creditors. Assured Guaranty Corp., Assured Guaranty Municipal Corp., GoldenTree Asset Management LP, Syncora Guarantee Inc., the PREPA Ad Hoc Group, and U.S. Bank National Association as the PREPA Bond Trustee filed an urgent motion for the extension of the schedule to approve the Fifth Modified Third Amended Title III Plan of Adjustment for PREPA, arguing that the recent settlement of the unsecured creditors’ debt will result in changes to the debt plan. On Saturday, U.S. District Judge Laura Taylor Swain ordered the parties to file responses to the petition by today. The Financial Oversight and Management Board for Puerto Rico’s response must include a timetable for filing a modified PREPA Plan and the settlement agreement if the PREPA Plan and terms of the settlement agreement with the Official Committee of Unsecured Creditors have not been filed before that time. The oversight board and the Official Committee of Unsecured Creditors filed a joint informative motion on Dec. 18 disclosing an agreement in principle on the treatment of general unsecured claims (GUCs). Under the settlement, unsecured creditors will receive a fixed payment of $335 million, the proceeds from avoidance actions, and up to another $200 million if the court reduces bondholder claims, among other considerations. The oversight board offered assurances that the changes would not result in the reduction of the treatment of any creditors as provided in the plan. However, the subset of bondholders notes that the GUC settlement requires that the board file a new plan of adjustment as “soon as practicable,” and raises the need for corresponding additional fact discovery. Therefore, the bondholders contend, the existing confirmation schedule is no longer viable. “From what has been disclosed in the GUC Settlement, it appears that the GUCs are receiving a windfall relative to PREPA’s other creditors, including both the PREPA Bondholders and certain settling creditors,” the subset of bondholders said. The unsecured creditors are receiving a much larger cash payment, potential upside recoveries received from litigation outcomes and excess distributions for the settling creditors, and the potential for a larger recovery to the extent that the GUCs are determined
to hold alleged priority claims. Moreover, the subset of bondholders said, the GUC settlement adds new released parties under the plan, without clarifying the scope of those releases. “In terms of facts, the potential impacts on other creditors, including those who have previously settled, have to be developed and understood,” the subset of bondholders notes. “Indeed, the settlement could result in unsecured creditors receiving 100 cents on their prepetition allowed claims. The plan provides no similar scenario for bondholders.” The petition was made as PREPA stakeholder experts filed additional opening reports, as well as some unredacted versions, in preparation for the scheduled March 2024 confirmation hearing on the plan of adjustment. The oversight board, for instance, last week disclosed five rebuttal witnesses, one of whom, Glenn R. George of Bates White Economic Consulting, was also an opening witness. The other rebuttal witnesses are Jurgen Weiss of the Brattle Group, Andrew Wolfe, a retired Rice University professor, EV Edison President David M. Daly and Scott Baxter, managing director of Green River Energy Advisors. Separately, Swain approved additional professional compensation for O’Neill & Borges and McKinsey & Company for work completed in 2021 and 2022, according to a Dec. 21 order. The fee examiner on Dec. 20 recommended that O’Neill & Borges, which serves as counsel to the oversight board, receive $864,853 and McKinsey & Company, which serves as a consultant to the board on the Puerto Rico Highways and Transportation Authority bankruptcy, receive an additional $381,935.

Officials warn against drunk driving during the holidays By THE STAR STAFF

uring the Christmas and New Year’s holidays, the risk of being involved in a car accident increases considerably, which is why the Traffic Safety Commission (CST by its Spanish initials) is redoubling its efforts to once again raise awareness among the public about the dangers of driving under the influence of intoxicating beverages, as well as controlled substances. the agency’s executive director, Luis Rodríguez Díaz, announced late last week. “Nothing compares to the fear of receiving the ominous call that a loved one is involved in a traffic crash. Although road transportation today is at its safest, when the element of excessive alcohol consumption comes into play, a motor vehicle can become a deadly weapon for our road users and a driver can become a murderer,” Rodríguez Díaz said. “In Puerto Rico, the circumstances of a fatal crash can be a combination of different factors; for example, a fatality can be classified as resulting from an intoxicated driver, but it can also be the result of speeding, not wearing a seat belt, or being distracted. Our motto at the Traffic Safety Commission is to make every citizen aware that driving drunk is a crime for which they will be arrested.”

According to statistics, 288 lives had been lost on the island’s roads as of last Friday. “Our goal for December 31, 2023 is to collaborate intensively with the Puerto Rico Police, municipal police forces, and all citizen security agencies so that people know that we all have to do our part to preserve lives on our streets and highways,” Rodríguez Díaz said. Data from the Traffic Bureau show that since 2006, fatal crashes on island roads annually exceed 200 deaths. The ages of the dead are most often between 20 and 60, and the causes of death are typically for violating highway safety rules, whether by speeding, not using a seat belt and, particularly, driving under the influence of intoxicating beverages. In 2022, more than 3,000 arrests of intoxicated drivers were reported. Chapter VII of Puerto Rico’s Vehicle and Traffic Law 22-2000 warns that a person caught driving drunk will be arrested and face a rigorous legal process, especially if the aggravating circumstance of having caused the death of one or more people occurs.
González Colón surpasses minimum endorsements needed to run for governor By THE STAR STAFF

esident Commissioner Jenniffer González Colón announced over the weekend that she had surpassed the necessary endorsements to be certified as a candidate for governor by the New Progressive Party (NPP), after submitting all of the endorsements collected by her campaign before the deadline determined by the State Elections Commission. “These endorsements that were collected organically, without pressure and without taking a toll [on the volunteers], represent the strength that Jenniffer González has with the people,” said González Colón’s electoral director, Aníbal Vega Borges. The woman with the most votes in the last four elections in Puerto Rico, and the only candidate who achieved more than 40% of electoral support in the last election, had anticipated that after her candidacy was filed, she would begin her gubernatorial campaign by prioritizing her electoral team, which has already successfully completed the first stage of the process: the collection of endorsements. For this first stage of the electoral process, in a new electronic system for collecting endorsements, the team
of volunteers working with González Colón took to the streets to collect the endorsements for her candidacy. Vega Borges and his electoral team surpassed the required number of 8,000, filing more than 9,200 organic endorsements of González Colón for governor. “We prepared to expeditiously accomplish the collection of endorsements for the [...] future governor, with over a thousand volunteers who had no pressure on them, but only the interest of seeing the possibilities of a new NPP grow, and they did their work in each municipality and here are the results,” Vega Borges said. “There have already been 9,308 endorsements registered in the system of the State Elections Commission.” “There are those who said that Jenniffer was not going to announce her candidacy for governor and she announced it; there are those who said that she did not have a running mate and starting on September 30 she said she would file [her candidacy] with him and she did; they said her candidate for resident commissioner was not going to be able to qualify to run and he filed all the documents for his candidacy; there are those who said she would not collect [enough] endorsements and she exceeded the required amount; they said she didn’t have a team and she presented a robust and innovative

Senator hails enactment of Roosevelt Roads redevelopment law he authored as ‘huge step’ for island’s eastern region Sen. Javier Aponte Dalmau

fter almost three years of intense discussions in hearings, Gov. Pedro Pierluisi Urrutia has signed Senate Bill 895 into law, which aims to facilitate the redevelopment and growth of the now-defunct Roosevelt Roads Naval Base. The measure, authored by Popular Democratic Party Sen. Javier Aponte Dalmau, would create the legal framework for the planned land management of the former U.S. naval base in Ceiba. “With this new law, we take a huge step in the right direction to move from the stagnation of almost 20 years in the development of the former Roosevelt Roads base in Ceiba into the
promotion of a planned and beneficial economic development for the entire eastern region of the country,” Aponte Dalmau said. While there are some projects operating at the base, the Financial Oversight and Management Board recently rejected a lease for 1,100 acres at the former military base for up to 100 years to develop a large-scale real estate project because of irregularities in the process. The oversight board said that after reviewing Contract No. 2020-000022, or the lease agreement between the Local Redevelopment Authority for Roosevelt Roads (LRA) and Loopland Development LLC and other documents, it opted to reject them because the process leading to their award included several irregularities. The procedure for awarding the contracts did not promote market competition, as required by the Puerto Rico Oversight, Management and Economic Stability Act, and government policy. Aponte Dalmau said that according to the Base Realignment and Closure Act of 1990, the island Legislature had to authorize adequate land management. He added that for this reason, he decided to create a legal framework to plan the matters related to the management of the lands in Ceiba
to develop residential, tourist and other types of diverse development. Aponte Dalmau also noted that although the governor converted his bill into law, “he opposed it for a long time, as did the secretary of the Department of Economic Development and Commerce, Manuel Cidre, since the intention was to establish another model of land disposal based on a leasing method, without having to go to the Legislative Assembly.” “We object to this vision because we believe it does not protect the public interest and is a mechanism not commonly used in Puerto Rico for this type of development,” the legislator added. The new law contains language that defines the processes of sales and delivery of ownership of the parcels available in Roosevelt Roads, thus complementing Act 508 of 2004 and delegating to the LRA the power to follow a process of evaluations to dispose of the land in the most orderly manner. “In this way we promote the economic redevelopment of the old base with greater controls while increasing the potential benefit for the region and for the country,” Aponte Dalmau said. He added that in January he will ask the Senate to pass House Bill 1430, which amends
the Puerto Rico Internal Revenue Code of 2011 to establish a financing mechanism using a portion of sales and use tax (IVU) collections to make improvement projects self-sustainable and to maintain the old naval base. “This portion of the IVU collections would serve as a tool for improving the infrastructure for common use on these lands so they do not burden the government’s General Fund,” the Carolina senator said. “The idea is to create a self-financing fund in perpetuity that guarantees the facilities’ continuous maintenance.” The Carolina senator highlighted that, after the approval of the law he crafted, “the current government administration no longer has any excuse to stop the development of large-scale projects with enormous economic, touristic and social impact in Roosevelt Roads.” “Now all you need is good management to take advantage of this situation and convert the eastern region into the region of greatest economic growth in the country during the coming years.” Finally, he advised that he will be closely monitoring tenders for projects to redevelop Roosevelt Roads to ensure they meet requirements of competition in the market, transparency and advertising to the benefit of the island.

22.5 cents per kilowatt-hour (kWh), starting Jan. 1, 2024, compared to the current cost of 23.4 cents per kWh. The change represents a savings of $3.93, or 2.1%, for an average residential customer with a monthly consumption of 800 kWh. The PREB’s resolution also includes a reserve in the power purchase factor of $0.004390, or less than half a cent, to cover any costs arising from the third amendment to the power purchase and operation agreement between the Puerto Rico Electric Power Authority and the AES thermoelectric plant. If the renegotiation process is concluded without economic impact, the amount charged for the reservation concept will be returned to customers through a credit in a future reconciliation. “The role of the Bureau is to take stock in the public interest,” PREB Chairman Edison Avilés Deliz said. “That means ensuring that excessive expenses are not passed on to the
consumer, but it also means avoiding the managerial irresponsibility that led the Authority to bankruptcy. In this reconciliation, we are pleased to see a rate that remains stable and, responsibly,
we are taking precautions for future impacts as a result of other pending processes.” The next quarterly review will take place toward the end of March 2024.

n social media, they call themselves ruferitos. They wake before dawn to be driven to distant job sites, sometimes crossing state lines. They carry heavy bundles of shingles that leave their arms shaking. They work through heat waves on black-tar rooftops that scorch their hands. Federal law bars minors from roofing because it is so dangerous, but migrant children are doing this work across the United States, The New York Times found. Over more than a year, the Times spoke with more than 100 child roofers working in 23 states, including some who began at elementary-school age. In New Orleans, Juan Nasario said he had been replacing roofs during 12-hour shifts nearly every day since arriving from Guatemala four years ago, when he was 10. He would like to go to school or at least join a soccer team, but he needs to pay rent to his older cousin. In Dallas, Diego Osbaldo Hernández started roofing at 15, after coming to the United States from Mexico last year to live with an older friend. His jobs take him all across Texas, but his favorite place to work is San Antonio. “They are the shortest houses,” he said. A residential construction boom across the South and an increase in natural disasters has intensified demand for roofers, industry experts said. At the same time, young people have been crossing the southern border alone in record numbers: Nearly 400,000 children have come to the United States since 2021 without their parents, and a majority have ended up working, the Times has reported in a series of articles this year. The most common job for these children is underthe-table work in roofing and construction, according to teachers, social workers, labor organizers and federal investigators. Roofing work is plentiful and pays better than many of the other jobs these children can get. But it is also dangerous: One slip can be fatal. The federal government pledged to crack down on child labor this year. But the workforce continues to grow as fast as children arrive, anxious to find a way to support themselves and help their families. A 30-foot plunge At 15, Antoni Padilla was helping crews replace roofs in South Carolina and posting TikTok videos that captured the sweeping views from the rooftops where he worked — as well as the dizzying heights. Like many child roofers, Antoni had come to the United States to help his family escape extreme poverty. One of five siblings, he left his one-room home in Honduras in 2021, and moved in with an uncle near Myrtle Beach. Roofing left Antoni little free time, but his earnings covered room and board, and he started sending money home. In March 2022, he was working on the roof of a beach house, inching backward as he collected old shingles, when he slipped and plummeted about 30 feet to a cement patio. As Antoni lay in a coma at a hospital, with severe brain trauma and a breathing tube in his neck, his family said their goodbyes over speakerphone. His skull was fractured, a lung was punctured and he was bleeding internally throughout his body. “Very poor outcome anticipated,” his surgeon wrote. But after three months, he woke up, and the doctors said he could leave. No rehabilitation facility would accept him without health insurance. Unable to speak or stand, he went back to the trailer he had been sharing with his uncle’s family. He stayed inside for several months. Severe injuries Children working on construction sites are six times as
likely to be killed as minors doing other work, according to the National Institute for Occupational Safety and Health. Roofing is particularly risky; it is the most dangerous job for minors other than agricultural work, studies show. But death is not the only hazard. Labor organizers and social workers say they are seeing more migrant children suffer serious injuries on roofing crews in recent years. A 15-year-old in Florida was burned when he slipped from a roof and onto a vat of hot tar. A 16-year-old fell off a roof in Arkansas and shattered his back. A child in Illinois stepped through a skylight and fractured his spine. Even falls that do not result in major injuries instill a sense of dread in some young workers. Cristian Marcos has been working on multimillion-dollar homes in the Miami area since he arrived from Guatemala in 2021, when he was 12. He once fell from a second story and walked away with only bruises. “When you fall, you might be fine or you might be dead,” he said in a whisper. When children get hurt, contractors often refuse to pay medical bills. Terry Coonan, who runs a human rights center at Florida State University, often comes across children after they have been discarded by their employers. One 15-year-old boy from Central America who had been traveling around the country with a crew boss was abandoned last year after he was injured on a work site. The boy was found alone and crying in a ditch. “He was of no more use,” Coonan said. 9 workers, 6 harnesses About 100 roofers are killed on the job each year, most often in falls, according to the Department of Labor. The government does not publish data about injuries or fatalities among child roofers — a category of workers that is not supposed to exist. But the federal Occupational Safety and Health Administration, which is part of the Labor Department, sometimes finds them while investigating workplace accidents. Juan Ortiz, 15, was installing metal roofing at a plant in Alabama in 2019 when a patch of insulation gave way and he fell 50 feet onto a concrete floor. After his death, OSHA found that the employer had “nine laborers on the crew, but only six harnesses.” Andrés Toma, 16, was not clipped into a harness when he fell to his death while replacing a roof in Florida this past April. “This incident may have been prevented,” OSHA wrote. His older sister said the family had not known he was roofing, just that he had found a good job that paid well. He had been earning $70 a day. Crisanto Campos, 17, was electrocuted while raising a pallet of shingles onto a rooftop in Louisiana last year. It was his first time operating a forklift. The OSHA report said another worker had survived a similar “near miss” the previous day. None of those deaths resulted in child labor fines.

Trump asks appeals court to toss election case on immunity grounds By ALAN FEUER

awyers for former President Donald Trump asked an appeals court in Washington on Saturday night to toss a federal indictment accusing him of plotting to overturn the 2020 election, arguing that he was immune to the charges because they arose from actions he had taken while he was in the White House. The weekend filing to the U.S. Court of Appeals for the District of Columbia Circuit was the latest salvo in a longrunning and crucial battle between Trump and the special counsel, Jack Smith, over whether the former president enjoys immunity to the election interference charges. The fight over immunity has now touched all three levels of the federal court system, including the Supreme Court, which on Friday declined Smith’s request to intervene and hear the case before the appeals court. The ultimate resolution of the issue will have a significant effect not only on the overall viability of the election interference case, but also on whether a trial on the charges is postponed until the heart of the 2024 campaign — or even until after the election. John Sauer, a lawyer who has been handling appeals for Trump, argued that under the Constitution, judges cannot hold the president accountable for any acts undertaken while in office. “Under our system of separated powers, the judicial branch cannot sit in judgment over a president’s official acts,” Sauer wrote, adding, “That doctrine is not controversial.” But, of course, the fact that this issue was being debated on appeal suggested that it was at the center of a hotly contested controversy.

(Jordan Gale/The New York Times) When Trump initially filed his motion to dismiss the election interference case, his lawyers essentially sought to turn the story told in Smith’s indictment on its head. Prosecutors maintain that Trump has violated the law by seeking, among other things, to strong-arm state lawmakers to keep himself in power, and to pressure Justice Department officials to validate his claims that the election had been marred by fraud. While the prosecutors described those steps as crimes, Trump’s lawyers attempted to reframe them as examples of the former president performing his official duty to protect the integrity of the election. In his brief to the appeals court, Sauer argued that executive immunity must exist, given the fact that no president or former president had ever been charged with a crime before Trump. “The unbroken tradition of not exercising the supposed formidable power of criminally prosecuting a president for official acts — despite ample motive and opportunity to do so, over centuries — implies that the power does not exist,” he wrote. Sauer went on to claim that the trial judge, Tanya Chutkan, had erred in several ways when she decided the issue against Trump at the beginning of the month. In an order rejecting Trump’s immunity claims, Chutkan upheld a limited vision of presidential power, writing that there was nothing in the Constitution or America’s founding documents that supported the idea that a former commander in chief should not be subject to federal criminal law. Chutkan had argued, for example, that Trump should not enjoy “a lifelong ‘get-out-of-jail-free’ pass,” and that, despite his former role as president, he should still be “subject to federal investigation, indictment, prosecution, conviction and punishment for any criminal acts undertaken while in office.”
But Sauer maintained that executive immunity was not meant so much to shield a president — or a former president — from legal responsibility, but rather to prevent a leader from falling prey to false accusations lodged by political enemies. He also said that the only way a former president could be subject to prosecution would be if he had been first impeached and convicted of similar offenses by Congress. The immunity case is being heard by a panel made up of Judge Karen L. Henderson, who was appointed by President George H.W. Bush, and Judges Florence Y. Pan and J. Michelle Childs, who were both appointed by President Joe Biden. The judges have agreed to work exceptionally quickly, setting out an expedited schedule for the case at Smith’s request. All written briefs are required to be filed by Jan. 2. The court intends to hold oral arguments Jan. 9. On its own, the fact that the court ordered Trump’s lawyers to file their papers on the Saturday before Christmas suggests just how fast the appellate judges plan to move. Smith’s office is scheduled to file its own papers in the case the Saturday before New Year’s Eve. The struggle between the defense and the prosecution over the speed of the appeal has been just as — or perhaps even more — contentious than the battle over the underlying legal issues. That is largely because Chutkan has put the case on hold as the appeal is being heard, imperiling the trial’s start date of March 4. If the trial were to be pushed into the summer, it would coincide with the homestretch of Trump’s presidential campaign. Obliged to be in Washington each weekday for two or three months, the former president would almost certainly bring his campaign to the courthouse steps, turning the proceeding into even more of a media circus than it already promises to be. The schedule of the election subversion trial in Washington could also have a significant impact on the timing of Trump’s three other criminal cases. It has been a challenge to find time on the calendar for each of the proceedings in relation to one another, as well as against the backdrop of the campaign. Aside from the trial in Washington, Trump is also facing a trial in New York City on charges related to hush money payments to a porn actress in the run-up to the 2016 election; in Florida on charges of illegally holding on to dozens of classified documents after leaving office; and in Georgia, where he stands accused in a racketeering indictment of tampering with that state’s election. While Smith’s prosecutors have never explicitly expressed concerns about that scenario, or the one in which Trump becomes president and orders the charges dropped, they have sought to use every lever at their disposal to keep the trial on schedule. One of their boldest moves was their request last week to the Supreme Court to bypass the appeals court and return its own speedy decision on the immunity issue. While the justices declined to take the case for now, they may have a second opportunity to consider it after the appeals court renders its decision.

Any other politician would have bowed out. Trump? Not a chance. By MICHAEL C. BENDER
I
n another era, a politician would have walked away. For decades, American elected officials facing criminal charges or grave violations of the public trust would yield their positions of power, if only reluctantly, citing a duty to save the country from embarrassment and ease the strain on its institutions. Then came Donald Trump. The former president isn’t just forging ahead despite four indictments and 91 felony charges, but actively orchestrating a head-on collision between the nation’s political and legal systems. The ramifications continued to accrue last week when the fundamental question of the former president’s eligibility for office was all but forced upon a Supreme Court already mired in unprecedented questions surrounding Trump’s plot to overturn the 2020 election. But the heated legal debate over whether Trump engaged in an insurrection obscured the extraordinary reality that he is running for president at all — returning with fresh vengeance and a familiar playbook built around the notions that he can never lose, will never be convicted and will never really go away. That blueprint remains intact largely because his approach continues to yield political returns. Far from agonizing over the collateral damage from his never-surrender ethos, Trump seems incentivized by strife, tightly braiding his legal defense with his presidential campaign. He has tried to run out the clock on his criminal trials, a strategy that earned a new victory Friday when the Supreme Court declined to decide a key point of contention in his federal 2020 election case immediately. While this year began with most Republicans telling pollsters that they preferred a different presidential nominee, the calendar will flip to 2024 with roughly twothirds of the party aligned behind Trump. His legal problems, which in decades past would have bolstered rivals for a major party’s presidential nomination, have only caused Republican voters to unify around him more. “This has been the mystery of the Trump era. Every time we think this is
the final straw, it turns into a steel beam that merely solidifies his political infrastructure,” said Eliot Spitzer, a former Democratic governor of New York. Spitzer resigned as governor in 2008 amid a prostitution scandal, saying at the time that he owed as much to his family and the public. Lately, Trump has faced increased criticism that he is adopting fascist language and authoritarian tactics. Defending himself, he insisted repeatedly this week that he had never read “Mein Kampf,” Adolf Hitler’s Nazi manifesto. Of course, if there were a guidebook on how to run traditional American political campaigns, he would not have read that, either. At the start of his 2016 bid, he disparaged decorated military veterans, and voters looked past it. When a hot-mic recording surfaced of Trump casually claiming that celebrity status made it easier to sexually assault women, he resisted calls from fellow Republicans to step aside, dismissed the remarks as “locker room talk” and, 32 days later, won the presidency. The cycle repeated itself for years, leading to a kind of truism inside Trump world that the swirl of chaos and coup de théâtre surrounding the former president was almost always surprising but hardly ever shocking. The absurdity of it all, in other words, always seemed to make perfect sense. Even the riot by Trump’s supporters at the Capitol nearly three years ago adhered to that adage. Whether the attack was the ultimate coda to his presidency or the beginning of a darker phase in U.S. politics, the violence, in hindsight, was as horrifying as it was foreseeable. Trump, after all, had spent four years wielding the powerful White House bully pulpit to insist that any critical news coverage was a lie, that no elected official he opposed should be believed and that the courts could not be trusted. The story in Washington again unfolded in ways that were surprising — but hardly shocking. Days after Trump left office, polls showed that he maintained high levels of support inside his party. House Republicans who had voted to impeach him found themselves the targets of censure and primary challenges. Republican leaders
visited him at Mar-a-Lago in Florida — a steady stream of supplicants bowing before their exiled king. It soon became clear that the Republican Party’s best opportunity to cast Trump aside had passed when 43 of its senators voted to acquit him in his impeachment trial after the Capitol riot. In an interview last month, Trump all but bragged about continuing his latest presidential campaign despite his criminal charges. “Other people, if they ever got indicted, they’re out of politics,” he told Univision. “They go to the microphone. They say, ‘I’m going to spend the rest of my life, you know, clearing my name. I’m going to spend the rest of my life with my family.’ “I’ve seen it hundreds of times,” Trump said, concluding that such decisions were always mistakes. “I can tell, you know, it’s backfired on them.” Trump’s commitment to the fight is rooted in a “preoccupation with not
being seen as a loser,” said Mark Sanford, the former Republican governor of South Carolina, who considered stepping down as governor in 2009 when an extramarital affair erupted in scandalous national headlines. He ultimately remained in office, recalling in an interview last week that he had wanted to take responsibility for his actions and had hoped his regret and humility would serve as an example to his four sons and lead to a reconciliation with his constituents. Sanford said he doubted Trump had ever considered not running again. “For him to think about what’s best for the republic would mean having a frontal lobotomy,” Sanford said. “From the number of people he’s sued over the years to the number of subcontractors he’s ripped off to all of his bankruptcies, he has just bullied his way through life. He plays to an audience of one, and it’s not God; it’s Donald Trump.”

The hot new market in crypto? Trading FTX’s carcass. By DAVID YAFFE-BELLANY and MATTHEW GOLDSTEIN
A
fter the FTX cryptocurrency exchange filed for bankruptcy last year, Thomas Braziel, an investor who specializes in collapsed businesses, started brokering an unusual kind of transaction: a market to profit from FTX’s downfall. Braziel put one of his clients in touch with a large financial firm that had lost nearly $100 million when FTX went under. Last December, the firm agreed to sell its claim in the FTX bankruptcy — essentially an IOU from the collapsed exchange — for 6 cents on the dollar, betting that it was better to collect some fast cash than wait years for the husk of FTX to start paying creditors back. Then the market for FTX claims exploded. Braziel recently brokered the sale of a $19 million FTX claim for 68 cents on the dollar, collecting a nearly $100,000 commission, he said. Some claims are selling for more than 70 cents, as investors grow optimistic that FTX’s new leadership will recover a sizable portion of the roughly $8 billion that the founder, Sam Bankman-Fried, was convicted of stealing from customers. “The market is insane,” said Braziel, a partner at the investment firm 117 Partners. “It’s so hot.” The initial despair over FTX’s failure has given way to a strange afterlife for the bankrupt exchange: a trading frenzy that has intensified in recent weeks as major financial firms seek opportunity in the rubble of one of the worst business collapses in decades. The story of FTX has come full circle, as investors who once used the platform to place risky crypto bets now gamble on the company’s prospects in bankruptcy court — and funnel any gains back into the resurgent crypto market. For speculators, the math is simple: They are betting that if they buy a $10 million claim

In total, $1 billion to $1.5 billion in FTX claims has changed hands since the bankruptcy began, according to Xclaim, a company that connects buyers and sellers. Most of the claims represent the crypto and cash holdings that FTX customers stored on the exchange when it filed for bankruptcy in November 2022. Some of the claims have a face value of just a few million dollars, while others are worth tens of millions. In recent weeks, a few $100 million claims have been shopped around, according to market participants. The market has attracted a number of well-known hedge funds and investment firms, including Farallon Capital, Silver Point Capital,

Hudson Bay, Contrarian Capital Management and Canyon Partners, court records show. But it has also drawn investors with more checkered histories in the finance industry. In June, a court-appointed investigator in Delaware accused Braziel of falsifying bank records and misappropriating funds from a bankruptcy estate he was managing. Lawyers for Braziel responded by objecting to those conclusions about his “actual or potential criminal liability.” Another figure involved in the claims marketplace is a former top FTX executive who worked closely with Bankman-Fried. Ramnik Arora, one of FTX’s chief fundraisers, recently started an online claims trading platform for FTX customers and began buying some smaller claims for himself, according to corporation records and two people familiar with the matter. Arora had been scheduled to testify for the prosecution at Bankman-Fried’s criminal fraud trial in October but ultimately wasn’t called as a witness. He hasn’t been charged with any wrongdoing. An FTX spokesperson declined to comment. Claims trading isn’t new, especially in complex bankruptcies that take years to unfold. But recent bankruptcy filings by high-profile crypto firms, including lending companies Genesis Global, Celsius Network and BlockFi,
have created a cottage industry of brokers who specialize in matching buyers and sellers. The market gives creditors with money locked up in court proceedings the chance to cash out immediately rather than wait years for a payment. The trade-off is that they must accept far less than the face value of a claim — and potentially less than the bankruptcy estate may ultimately dole out. Still, hundreds of crypto investors are taking that deal. Over the past 18 months, Xclaim has processed $70 million in Genesis trades and $4 million in Celsius trades, according to Andrew Glantz, the firm’s chief strategy officer. In bankruptcies, claim transfers are usually recorded on the court docket within a few weeks of closing. The filing almost always identifies the buyer, but the seller’s identity is often redacted for privacy reasons. There are risks on all sides. Brokers operate with limited oversight, and no one regulates who can buy claims or arrange deals. Some matchmakers require sellers to give them an exclusive time period to find a buyer, which can limit a creditor’s ability to shop a claim around. Bradley Max, a director for the claims broker Cherokee Acquisition, said some sellers had trouble negotiating deals on their own because they had to comply with the “know your customer” rules that buyers institute to avoid transacting with bad actors. “Nobody wants to buy Vladimir Putin’s FTX claim or someone like that,” said Max, whose firm runs an online platform for trading claims. It’s also unclear how much FTX will ultimately pay back. By this fall, lawyers and other professionals working on the bankruptcy case had collected more than $300 million in fees — money subtracted from the pool of funds that flows back to creditors. And in recent months, the IRS has filed $24 billion in claims, arguing that FTX owed the government “income taxes, employment taxes and penalties” from 2018 to 2022. (The IRS did not respond to a request for comment.) The IRS is usually paid before all other creditors in a bankruptcy, so a large tax claim could drastically reduce the funds available to customers. But the amount that FTX actually owes remains in dispute, with a hearing set for early next year. For now, the speculators aren’t worried. “A silly, silly thing,” Braziel said of the IRS’s efforts to claim billions of dollars in unpaid taxes. “No basis in facts.”

S&P 500 ends higher ahead of long holiday weekend
U
.S. stocks gyrated to a mixed close on Friday as investors headed into the Christmas holiday weekend, having digested cooler-than-expected inflation data which firmed bets for Federal Reserve interest rate cuts in the new year. All three indexes turned less decisive in light trading as the afternoon progressed, after an initial rally on data showing inflation is easing closer to the U.S. central bank’s target. A year-end rally in U.S. government bonds has potentially limited further gains in some Treasury maturities, said Rick Rieder, chief investment officer of global fixed income at BlackRock, the world’s largest asset manager. The Nasdaq joined the S&P 500 in positive territory, while the blue-chip Dow finished nominally lower. “Some traders are willing to back away late on a Friday in order not to be exposed over a long weekend, and we are in a period of heightened geopolitical risks,” said Tim Ghriskey, senior portfolio strategist Ingalls & Snyder in New York. “But most traders are investors are in the market because this has been a huge rally.” Small caps handily outperformed the broader market, with the Russell 2000 ending up 0.8%. All three indexes notched their eighth consecutive weekly gains, the longest weekly winning streak for the S&P 500 since late 2017. For the Nasdaq and the Dow, it marks the longest streak of consecutive weekly gains since the beginning of 2019. The S&P 500 is now within 1% of its record close reached in January 2022. Should it close above that level, that will confirm the benchmark index has been in a bull market since bottoming in October 2022. “In the context of what we’ve seen on a year-to-date basis, it’s actually pretty extraordinary what we’ve seen in the fourth quarter,” said Michael Green, chief strategist at Simplify Asset Management in New York. “Small caps continue their absolute tear.” “The Russell 2000 has gone from being down on the year as of August to now being up 15.6% for the year,” Green said. “This truly has become an ‘everything’ rally.” U.S. Treasuries have bounced back from a severe sell-off over the past two months on expectations the Federal Reserve will start cutting interest rates next year as inflation cools and the economy slows. But market bets that the Fed will trim rates by 150 basis points starting as soon as March are overdone, Rieder said in an interview. The Fed’s economic projections, published earlier this month, projected 75 basis points of interest rate cuts next year. “To achieve what the market is pricing in, you’d have to have a pretty significant deterioration in some of the indicators like labor, and we don’t we don’t anticipate that,” he said. “I think there’s been this persistent skepticism about the

U.S. economy, which I think is overdone.” Rieder believes that Treasuries at the extreme short and long ends of the yield curve are unlikely to see more meaningful gains after their rapid appreciation of the last several months. “Much of the 2024 return for the very front end and for the very back end, I think, has already been achieved,” he said. Benchmark 10-year Treasury yields, which move in-
versely to prices, have declined from over 5% in October to less than 3.9% this week, and 30-year bond yields have fallen by about 100 basis points from their October highs. Rieder expects rate cuts of 75 to 100 basis points next year starting in May. Certain parts of the Treasury curve, such as bonds with five- or seven-year maturities, are set to benefit the most from the cuts, with five-year yields possibly declining by 50 basis points or more, he added. He has moved the interest rate exposure of the BlackRock Flexible Income ETF away from short-term debt and more into the so-called belly of the Treasury curve. The duration of the BlackRock Total Return ETF, which he also manages and which was launched last week, is of about six years, he said.

With Israeli raids in the West Bank, ‘there’s no such thing as sleeping at night’ By CHRISTINA GOLDBAUM and HIBA YAZBEK
M
angled pipes poured sewer water into what remained of the road. On either side of the runoff were piles of broken pavement, churned up by bulldozers. The archway at the entrance to the neighborhood had been demolished; the gnarled hull of a black car sat nearby. Almost all of the residents of Jenin, a more-than-70-yearold refugee camp turned neighborhood in the Israeli-occupied West Bank, had fled in recent weeks. Of the handful who remained, few dared venture out onto the street. They knew that at any moment the quiet could erupt in the pawpaw-paw of gunfire and the hissing hydraulics of bulldozers as Israeli security forces carried out a new raid. Since the Hamas-led terrorist attack on Israel on Oct. 7, the Jenin refugee camp — long known as a bastion of armed resistance to the Israeli occupation — has been a focal point of what Israeli officials describe as counterterrorism operations in the West Bank and an extension of their war in the Gaza Strip. Across the occupied territory, Israel has conducted nearnightly raids. In the Jenin camp, it has done so every few days, sometimes twice a day, and has arrested at least 158 people, according to Israeli authorities. Palestinian officials say at least 330 residents have been arrested and 67 people killed, including an 8-year-old child. It is the deadliest two-month stretch that the camp has experienced in recent memory, described by residents as a relentless siege. The local armed resistance has been pummeled — for now, residents say. “The new generation will come back stronger because of everything they are seeing now,” warned Salah Abu Shireen, 53, a shopkeeper in the camp. “The war, the killing, the invasion, the raids — it will all fuel even more resistance.” Formally established in 1953, the Jenin refugee camp has been celebrated for decades by Palestinians as a symbol of resistance against Israeli rule. Nearly every resident here has had at least one relative jailed or killed, helping forge a sense of common destiny. Posters of slain fighters line the streets and children carry farewell notes, akin to wills, on their phones in case they are killed in clashes with Israeli soldiers.

(Afif Amireh/The New York Times) Since it was first built, the camp has morphed from a smattering of temporary tents to a neighborhood of concrete apartment buildings squeezed into the heart of surrounding Jenin city. But in recent weeks, the raids have left the camp, an area of less than half a square mile, battered. Electricity lines have been damaged, water tanks punctured and paved roads turned to little more than pebbles and dirt. The stench of sewage hangs thick in the air. Over the past two months, about 80% of the roughly 17,000 residents have temporarily moved to the surrounding city, local leaders say. Today, the camp’s warren of roads and alleyways is mostly empty, save for the few children chasing one another in games of tag. Dangling from the concrete facades of buildings around them are small white cameras and loudspeakers — part of the ad hoc warning system residents set up to alert one another to incoming convoys of Israeli military vehicles. When the electricity was cut and the sirens could not blare, people turned to Telegram channels on which spotters on the outskirts of the camp offered warnings, or relied on children who ran through the streets screaming, “The army is coming! The army is coming!”
Since the raids began, Fida Mataheen, 52, and her relatives have often stayed awake until dawn, anxiously checking for alerts. “There’s no such thing as sleeping at night in the camp these days,” she said. “We are always lying awake, waiting.” Standing in his falafel restaurant, one of the few businesses still open, Samir Jaber, 52, worked over a pan covered in an inch-thick layer of oil. Light streamed into the restaurant from a smattering of small punctures in the doors, scars from an explosion during a raid about a month ago, he said. After a raid that destroyed the road, Jaber began leaving the camp each night to sleep in the safety of an apartment in the city. But he returned to the restaurant each morning to serve the few customers still milling about the neighborhood. “This is our camp; this is our home,” he said. “They are trying to displace us, but we’re not leaving here.” This month, a well-known leader, Muhammad Zubeidi, 26, was killed in a clash with Israeli security forces. The Israeli forces confirmed they had killed Zubeidi, whom they identified as “the Jenin Camp Commander” and an operative of Palestinian Islamic Jihad, an armed group based in Gaza. News of his death reverberated across the camp like a death knell for this generation. Young people ran to the scene of the clash in disbelief, they said. There, they found a building turned to rubble and Zubeidi’s shoes splattered in blood. The fighters “were a symbol for all of us in the camp; they were defending us, they were fighting for our future,” Walid Jaber, 18, said from a hospital bed after being shot in the leg during a raid. A pendant with a photograph of Zubeidi hung around his neck. “We will not forget them. We will all seek revenge for their blood.” Days after Zubeidi’s death, his father, Jamal, 67, sat in their family’s home welcoming mourners who had come to offer condolences. The family was renowned in the camp, and posters memorializing cousins and sons and brothers who had died fighting Israeli forces covered the walls. “What the Israelis are trying to do with all this destruction is create a state of despair and drive a wedge between the people in the camp and the resistance — so people blame the resistance fighters,” Jamal Zubeidi said. “What the Israelis don’t realize is that our biggest strength is our unity.”

O
ver the past two weeks, the owner of a hip wine bar in Buenos Aires saw the price of beef soar 73%, and the cost of the zucchini he puts in salads rose 140%. An Uber driver paid 60% more to fill her tank. And a father said he spent twice as much on diapers for his toddler than he did last month. In Argentina, a country synonymous with galloping inflation, people are used to paying more for just about everything. But under the country’s new president, life is quickly becoming even more painful. When Javier Milei was elected president on Nov. 19, the country was suffering under the world’s third-highest rate of inflation, with prices up 160% from a year before. But since Milei took office on Dec. 10 and quickly devalued the Argentine currency, prices have soared at such a dizzying pace that many in this South American country of 46 million are running new calculations on how their businesses or households can survive the far deeper economic crunch the country is enduring. “Since Milei won, we’ve been worried all the time,” said Fernando González Galli, 36, a high school philosophy teacher in Buenos Aires. Galli has been trying to cut back without making life worse for his two daughters, who are 6 years and 18 months old, including switching to a cheaper brand of diapers and racing to spend his Argentine pesos before their value disintegrates further. “As soon as I get my paycheck, I go buy everything I can,” he said. Since Milei won, the price for the premium steak that Carbajo serves soared 73%, to 14,580 pesos, or roughly $18, per kilogram, about 2.2 pounds; a 5-kilogram box of zucchinis rose to 15,600 pesos from 6,500; and avocados cost 51% more than the beginning of this month. “There’s no way for salaries or people’s incomes to adapt at that speed,” Carbajo said. Milei’s spokesperson, Manuel Adorni, said accelerating inflation was the inevitable consequence of finally fixing Argentina’s distorted economy. “We’ve been left with a multitude of problems and unresolved issues that we have to start addressing,” he said. “Inevitably, we will go through months of high inflation.”
Milei has warned Argentines that his plans to shrink the government and remake the economy would hurt at first. “I prefer to tell you the uncomfortable truth rather than a comfortable lie,” he said in his inaugural address, adding this past week that he wanted to end the country’s “model of decline.” Argentina’s economy has been mired in crisis for years, with chronic inflation, rising poverty and a currency that has plunged in value. The economic turmoil paved the way to the presidency for Milei, a political outsider who had spent years as an economist and television pundit railing against what he called corrupt politicians who had destroyed the economy, often for personal gain. During the campaign, he vowed to take a chain saw to public spending and regulations, even wielding an actual chain saw at rallies. After Milei’s victory, price increases began accelerating in expectation of his new policies. The previous leftist government had used complicated currency controls, consumer subsidies and other measures to inflate the peso’s official value and keep several key prices artificially low, including gas, transportation and electricity. Milei vowed to undo all that, and he has wasted little time. Two days after taking office, Milei began cutting government spending, including consumer subsidies. He also devalued the peso by 54%, putting the government’s exchange rate much closer to the market’s valuation of the peso. Economists said such measures were necessary to fix Argentina’s long-term financial problems. But they also brought short-term pain in the form of even faster inflation. Some analysts questioned the lack of adequate safety nets for the poorest Argentines. In November, prices rose 13% from Oc-
tober, according to government data. Analysts predict prices will increase another 25% to 30% this month. And from now until February, some economists are forecasting an 80% jump, according to Santiago Manoukian, chief economist at Ecolatina, an economics consulting firm. The forecasts are partly caused by soaring gas prices, which increased 60% from Dec. 7 to Dec. 13, and have a trickle-down effect on the economy. On Wednesday, Milei launched his next big steps to remake the government and economy with an emergency decree that significantly reduces the state’s role in the economy and eliminates a raft of regulations. The measure prohibits the state from regulating the rental real estate market and setting limits on fees that banks and health insurers can charge customers; changes labor laws to make it easier to fire workers while also placing limits on strikes; and turns state companies into corporations so they can be privatized. Many legal analysts immediately questioned the decree’s constitutionality, saying that Milei was trying to subvert Congress. After the speech, people across Buenos Aires, including Jesusa Orfelia Peralta, 73, a retiree, took to the streets banging on pots to show their displeasure. She worried that price increases would make proper health care too expensive for her and her husband. Despite severe spinal problems, she said she did not hesitate to head out, using a walker, and vent her anger in public. “Where else would I be?” she said. Milei has sought to discourage protests by threatening to cancel welfare plans and fine anyone involved in demonstrations that block roads. Human rights groups have widely

Marisol del Valle Cardozo, who has a 3-year-old daughter, has been cutting back in a bid to make ends meet, turning to cheaper brands and going out less. “We don’t turn the air-conditioning on as much,” she said. “We decreased our plans on weekends from four times a month to just once.” Cardozo, who works for a police department outside Buenos Aires, said she got a raise this year, but that
it is not enough. She also is an Uber driver, but she said fare increases had not kept up with soaring gas prices. Despite the challenges, Cardozo said she remained a Milei supporter and was hoping his policies work. “We were living under a fantasy,” she said, referring to gas prices before the recent hike. “If these adjustments are necessary to thrive in the end, they’re worth it.”
Houthi militia in Yemen presents a special challenge for US By HELENE COOPER and ERIC SCHMITT
W
hen Iranian-backed militias repeatedly targeted U.S. troops in Syria and Iraq this fall, the Biden administration struck back with force. Action was needed, officials said, to deter the groups from turning Israel’s conflict with Hamas into a wider war. But the United States has not yet retaliated against one Iranian-backed group: the Houthis of Yemen. In the past month alone, the Houthis have launched more than 100 attacks against commercial vessels in the Red Sea, crippling traffic

fferent approach with the Houthis? The reasons are many. What does the Gaza conflict have to do with the attacks in the Red Sea? The Houthis have launched missiles and drones at vessels in the Red Sea and seized an Israeli-linked ship during more than two months of war between Israel and Hamas. Hamas and the Houthis are both backed by Iran. A Houthi military spokesperson, Yahya Sarea, said the attacks would continue “until the Israeli aggression against our steadfast brothers in the Gaza Strip stops.” The USS Carney, a naval guided-missile destroyer deployed to the region to deter such attacks, has been busy. On one morning last weekend, the ship shot down 14 attack drones that the Houthis had launched at ships in the Red Sea. On Monday, the Pentagon said it was establishing a multinational naval task force to protect commercial ships in the Red Sea and the Gulf of Aden. The effort, to be known as Operation Prosperity Guardian, will include Britain, Canada, France and Bahrain — the only regional ally that has joined the effort. While the United States has shot down drones, deployed a ship and created a task force to combat the Houthis, the one thing it has not done is strike at the militia in Yemen. What are the Biden administration’s concerns about striking the Houthis? The Biden administration has debated whether to hit the Houthis. The decision has been “not yet,” for a number of reasons. For one, several administration officials said, the United States is wary of disrupting a tenuous truce between Saudi Arabia and the Houthis, who spent the bulk of the last eight years at war. Hundreds of thousands of people have died in airstrikes and fighting, as well as from disease and hunger, since the conflict began. A truce negotiated in 2022 has largely held even without a formal agreement. The Biden administration is also deeply concerned that the war in Gaza could escalate into a wider conflict in the region. Striking Houthi targets in Yemen — as opposed to just shooting down attack drones — could quickly escalate into a tit-for-tat between
U.S. naval vessels and the group and could even draw Iran further into the conflict. Tim Lenderking, the U.S. special envoy for Yemen, recently returned from the region, where he met with partners to discuss maritime security and formalizing the Saudi-Houthi truce. “Everybody is looking for a way to deescalate tensions,” Lenderking said in an interview. “The idea is not to engulf the region in a wider war, but rather to use the tools available to us to encourage the Houthis to dial back their reckless behavior.” Why has the U.S. been less hesitant to strike at militias in Iraq and Syria? The Pentagon has said it will protect the 2,500 U.S. troops in Iraq and 900 in Syria, who mostly help local forces fight remnants of the Islamic State group. Dozens have been injured in the recent militia attacks, including 25 who suffered traumatic brain injuries. “If attacks by Iran’s proxies against U.S. forces continue, we will not hesitate to take further necessary measures to protect our people,” Defense Secretary Lloyd Austin warned in October after U.S. fighter jets struck two facilities linked to Iran’s Revolutionary Guard and affiliated groups, which the Pentagon blamed for the drone and rocket attacks against U.S. forces. None of the Houthi attacks have led to any American casualties, one official noted. But the barrage has upended trade and prevented many ships from reaching Israeli ports. Some shipping and oil companies have been scared off, and trade has been rerouted — a disruption that is expected to trigger higher prices for consumers. So will the Biden administration take the gloves off? Possibly, if the attacks continue, military analysts said. “In the Navy, we have a saying: ‘You don’t shoot the arrow. You shoot the archer,’” said Robert Murrett, a retired Navy vice admiral and former naval intelligence officer who was the director of the National Geospatial-Intelligence Agency. “I’m sure the strike targets have been dusted off.” But, he said, administration officials are asking themselves, “If you do that, will it be escalatory?”

A Christmas gift from the bond market By PAUL KRUGMAN
I
t has been a strange few days on the Donald Trump front: He said something about himself that I actually believe and something about the economy that’s mostly true. On the personal side, Trump has been sounding a lot like Adolf Hitler lately — I don’t mean his general tone, I mean his specific statement last week at a New Hampshire rally that immigrants are “poisoning the blood of our country,” echoing what Hitler wrote in “Mein Kampf” almost word for word. (And if you think it was just a one-off, he said the same thing in a September interview.) But Trump claims never to have read “Mein Kampf,” and I believe him, just as I believe that he’s barely skimmed the Bible or any of the great books or, I would guess, “The Art of the Deal.” Pretty clearly, reading isn’t his thing. What’s happening, presumably, is that Trump talks to people who have read Hitler, approvingly, and that’s how Nazi language gets into his speeches. Are you reassured? On the economic side, the stock market has recently been close to record highs, but Trump has dismissed these gains as just making “rich people richer.” It’s hard to imagine a worse person to deliver this

message, since Trump constantly boasted about the stock market when he was in office and predicted that the election of Joe Biden in 2020 would cause the market to crash. As an aside, one thing I haven’t seen emphasized in the vibecession debate — why are Americans so negative about an economy that looks very good by conventional measures? — is the fact that Trump himself keeps saying things about the economy that are flatly false, including his claim that the price of bacon is up “five times” under Biden. It’s actually up 18%. Nonetheless, Trump is correct to suggest that most people won’t see much personal benefit from rising stocks. A narrow majority of Americans have some stake in the stock market, largely indirectly, via retirement accounts. But for most people, these stakes are small, while the richest 10% of families on average own millions in stocks. Although stock prices don’t directly matter much for most people, however, you know what does matter? Bond prices, which are the flip side of interest rates. (Higher bond prices correspond with lower interest rates, and vice versa.) Interest rates soared for much of 2023; the benchmark yield on 10-year bonds hit almost 5% in October, up from around 2% before the pandemic. Since then, however, yields have retraced a significant part of that rise, down more than 1 percentage point. Why? As I’ll explain in a minute, nobody really knows. But rising interest rates threatened to have widespread negative effects, so seeing them recede even part of the way is very good news. Why are high interest rates a problem? First and foremost because high rates deter investment. Businesses are less willing to make capital outlays when interest costs are high. For example, high rates were a factor in the delay or cancellation of several offshore wind projects. Mortgage rates are a key expense for homebuyers, so high rates are bad for the housing market and housing construction. There are also other problems with high rates. In the U.S. system, high mortgage rates tend to freeze people in their houses, making them unwilling to sell because that would mean giving up mortgages locked in at lower rates. And the falling value of banks’ bond portfolios — again, bond prices are the flip side of interest rates — helped cause a brief banking panic in March. So far, that panic seems to have been contained, but falling rates clearly reduce the risk of a second round. Oh, and the cost of U.S. government borrowing has a big impact on the federal fiscal outlook, which isn’t healthy but looks less dire than it did two months ago. So, rising bond prices are good news all around. What’s going right?
Basically, nobody knows. When an individual stock rises or falls, that might reflect traders’ special information or expertise. But bond traders work off the same macroeconomic data available to anyone with internet access. Analysts offered a variety of explanations for rising interest rates this year — it was the federal budget deficit, which shot up because of a decline in revenues; it was the boost to business investment caused by the Biden administration’s industrial policies; it was optimism about future economic growth driven by artificial intelligence. But as far as I can tell, there’s no solid evidence for any of these hypotheses. And there hasn’t been enough information over the past two months to justify significantly revising these stories. We’ve gotten good news on inflation, which points to significant reductions in short-term interest rates (which the Federal Reserve controls) over the next year or two. But that shouldn’t be having big effects on long-term interest rates, which are supposed to reflect expected Fed policy over the course of many years — yet, even 30-year rates are down about 1 percentage point. My guess is that we’re mainly looking at market psychology rather than deep economic forces. Whatever is happening, however, it’s good news. Never mind the stock market; the rising bond market has given us a holiday gift, and a reason to be more optimistic about next year.

una persecusión en la carretera, que continuó en las inmediaciones del negocio El Barrilito en la PR155, donde otras dos personas resultaron con heridas. Todos los involucrados son varones. “Hay una realidad que estamos experimentando por los pasados meses, y es una guerra por el trasiego de drogas por parte de personas que no son de Morovis. Ya el comisionado Rosado de nuestra policía municipal está atendiendo la escena junto a la policía estatal. Es una situación que hemos experimentado antes, y requerimos del Negociado de la Policía asigne recursos adicionales. No queremos más tiroteos y muertes en nuestro pueblo”, señaló la Alcaldesa. How ‘The Nutcracker’ has been reimagined, for better and worse By HUGH MORRIS
“T
he Nutcracker” is a cherished holiday staple — one that, for every traditional treatment, inspires a left-field twist toward the contemporary. There’s a grain of truth in Lisa Simpson’s comment that everybody does “The Nutcracker” “because you don’t have to pay for the music rights.” As critic Roslyn Sulcas once wrote in The New York Times, “Even less-than-great versions of the ballet exercise a kind of magic through Tchaikovsky’s score, which offers the same infinite potential for choreography as the texts of great plays do for staging.” That potential, however, can be double-edged. Here are five instances in which light tweaks and heavy rewrites have reframed — and occasionally ruined — Tchaikovsky’s famous music. Duke Ellington and Billy Strayhorn: ‘The Nutcracker Suite’ Perhaps the most classic update of Tchaikovsky’s score, the Ellington-Strayhorn “Nutcracker” has inspired productions as different as Donald Byrd’s “The Harlem Nutcracker” and David Bintley’s “The Nutcracker Sweeties.” Its release, in 1960, also suggested an interesting switch in power dynamics between arranger and arranged: The original cover art gave Ellington, Strayhorn and Tchaikovsky the same billing. “Overture” sets the tone, with a wandering double bass that leads softly into classic Ellington orchestrations. But that softness is quickly dispelled by the high woodwind chirps of “Toot Toot Tootie Toot (Dance of the Reed-Pipes),” and there are flashes of Stravinsky harshness in the “March,” renamed the “Peanut Brittle Brigade,” which begins with dissonant stacks of harmony that could be straight from “A Soldier’s Tale.” Most powerful is the amount of textural space Ellington and Strayhorn afford; in the sparse, boozy “Sugar Rum Cherry” and the light yet expressive “Arabesque Cookie Arabian Dance),” less is definitely more. ‘The Hip Hop Nutcracker’ Some “Nutcracker” scores are reimagined; others are remixed. But “The Hip

Clara — here, Maria-Clara — goes on a quest to bring her parents back together, accompanied by a troupe of break dancers. The score is remixed onstage by a DJ and an electric violinist. As in all revisions of “The Nutcracker,” the key is for the score to act like a double mirror: The act of shining fresh light on the original score should rebound to energize the new. The brittle electronic beats create solid new foundations for improvised flourishes and ensemble numbers alike. Brian Setzer Orchestra: ‘The Nutcracker Suite’ Setzer’s career has been defined by a revivalist energy. First, his rockabilly group Stray Cats looked back to the rock ’n’ roll of the 1950s through the eyes of the 1980s. After the group split, he founded the Brian Setzer Orchestra, a boogie-woogie, jump blues band straddling originals and jazzedup covers. “The Nutcracker Suite,” originally arranged for Les Brown and his Band of Renown by Frank Comstock, wasn’t the only time that the Brian Setzer Orchestra dabbled in classical rearrangements. In the
2007 album “Wolfgang’s Big Night Out,” Beethoven’s “Für Elise” became the Django Reinhardt pastiche “For Lisa,” and Johann Strauss II’s “The Blue Danube” became the bluesy swing chart “Some River in Europe.” An unlikely source brought the group’s take on Tchaikovsky into holiday tradition: Buddy, in the movie “Elf.” As the lights dim in Gimbels, the store that Buddy (Will Ferrell), has tasked himself with redecorating overnight, the Brian Setzer Orchestra trumpets strike up, playing the fanfare call from “March of the Toy Soldiers.” But what follows is not the impish, pizzicato response that usually accompanies the toys’ jolting movements: A drum kit crashes in, and snarling, swinging saxophones accompany Buddy’s commando rolls across the aisle behind a security guard. The whole arrangement pits clipped precision against swirling chaos. Drew McOnie and Cassie Kinoshi: ‘Nutcracker’ Kinoshi, a composer and saxophonist associated with London’s jazz scene, has already had a fruitful foray into dance, collaborating with the group BalletBoyz alongside her work for theater, film and orchestra. Now she has reimagined Tchaikovsky’s score for McOnie’s “Nutcracker” at the
Tuff Nutt Jazz Club, a pop-up speakeasy hidden underneath the Southbank Center in London. Like Strayhorn and Comstock’s arrangements before, Kinoshi’s score is based in jazz. But where the others have the golden dazzle of that full big-band sound, her music is much more contained, for a versatile four-piece group nestled in the corner of the performance space. Led by bass player Rio Kai, the quartet lovingly dismantles Tchaikovsky’s music and brings in modern energy, switching effortlessly between chilled vamps and off-kilter meters. Moments of sugary sweetness — in a nice touch, the players are dressed in pajamas — add yet more sparkle to the heavily sequined production, for which the phrase “camp as Christmas” was surely coined. ‘The Nutcracker in 3D’ Here is a warning that new takes on “The Nutcracker” can go too far. Set in 1920s Vienna, Andrei Konchalovsky’s deeply strange film, from 2010, presents the classic story as a Nazi allegory few, if anyone, saw coming. The combination of a tedious plot, poor acting, some howling digital effects and not infrequent references to the Holocaust made this largely nondancing “Nutcracker” an expensive Christmas turkey, costing $90 million to make but bringing in only $20 million at the box office. Among the worst elements of “The Nutcracker in 3D” is the music, which inexplicably gains lyrics by Tim Rice. And so “The Dance of the Sugar Plum Fairy” becomes “It’s All Relative,” a song for the Einstein-like Uncle Albert (Nathan Lane) packed full of banal sentiments like “Who’s to say what/Is or is not/Who writes your plot?/You do!” Later, “Dance of the Reed Flutes” becomes a sleazy, vaudevillian show tune sung by an anthropomorphic Rat King to his loyal subjects, a group of baying rodents dressed like SS officers. And, as if ruining “The Nutcracker” weren’t enough, the movie then plunders from the second movement of Tchaikovsky’s Fifth Symphony, mapping kitschy lyrics for the chronically misunderstood child Mary (Elle Fanning) onto one of the composer’s most popular tunes. It’s grotesque.

s winter sets in, cruise lines are offering a variety of warm weather escapes to the Caribbean, Mexico and far-flung destinations in the South Pacific and the Persian Gulf. This winter will see the launches of new ships and itineraries aimed at attracting a broad demographic of cruisers, particularly young first-timers. Here are some of the most anticipated trips to sunny spots. Icon of the Seas (Eastern Caribbean and the Bahamas) Royal Caribbean’s Icon of the Seas, the world’s largest new cruise ship, with a capacity to carry more than 7,000 passengers, is scheduled to set sail in January, with a seven-night eastern Caribbean and Coco Cay cruise departing from Miami. With eight different “neighborhoods” — including “ Thrill Island” and “the Hideaway” — the cruise line says it will offer guests “everything they have ever loved about every vacation — all rolled into one.” Twenty-eight accommodation categories include family-friendly cabins that sleep four people or more, and a special three-story townhouse complete with an en-suite slide and a cinema room. Despite its size and features, Royal Caribbean says that the ship is the company’s most sustainable ship to date, powered by liquefied natural gas and energy-efficient technology to reduce fuel consumption and emissions. Explora I (Caribbean) The new luxury cruise line Explora Journeys invites passengers to discover an “ocean state of mind,” characterized by “calm, unity, elegance and joy.” The Explora I, which set sail on her maiden voyage in August and has a capacity of up to 922 passengers, resembles a superyacht with the interior of a highend boutique hotel. It is decked out with more than 400 oceanfront suites, four swimming pools and nine culinary experiences. The all-inclusive voyages aim to bridge the gap between luxury and lifestyle travel, targeting people who enjoy high-end resorts but may not have previously considered ocean cruising. From December, the Explora I will set sail through warm destinations in the Caribbean and America, offering excursions to rainforests, cocoa plantations, pastel-hued villages and coral reefs. The “Yachtsman’s Caribbean of Remote Harborages” journey, one of many trips offered this winter, departs Bridgetown, Barbados, in January for a six-night sailing that will take guests to lesserknown hideaways that are usually reserved for yachts in St. Lucia, Deshaies, Guadeloupe, and St. Barts, before ending in San Juan, Puerto Rico. Norwegian Pride of America (Hawaii) While most Hawaii cruise itineraries last at least 14 days, Norwegian’s Hawaii Island tour visits the four main islands in just seven days. There are no days at sea, allowing guests more time to explore Honolulu, Maui, Hawaii and Kauai with excursions that include tours of lava fields and zip-lining through tropical rainforests. The Pride of America, which has a capacity of 2,186 passengers, underwent a multimillion-dollar refurbishment in 2016. All the rooms were refurbished, the decks and entertainment spaces remodeled and all major features, including the spa and lounge areas, were upgraded. The ship has a range of specialty restaurants and a center dedicated to Hawaiian culture. Sailings from $1,250 per person. Azamara Quest (Chilean Fjords) Azamara is a small-ship cruise line that focuses on longer port stops, overnight stays and unique shore excursions. From January, the Quest, an intimate and stylish mid-size ship with a capacity of 700 passengers, will set sail from Buenos Aires, and make stops at Montevideo, Uruguay, and the seaside resort town of Punta del Este, Uruguay, famous for its beaches, highend restaurants and nightlife. Before cruising down the Beagle Channel, which is filled with marine life, including sea lions and penguins, the ship will make a stop at the Falkland Islands where guests will meet some of its 3,000 inhabitants. Then, en route to the Chilean Fjords, the Quest will stop at Puerto Chacabuco, in southern Chile, offering treks by foot and horseback through
forests, rivers, waterfalls and wooded mountains. There are also opportunities to explore the snowcapped volcanoes of Puerto Montt, the capital of Chile’s Lake District, before disembarking on day 16 in San Antonio, Chile. Celebrity Solstice (Vietnam and Thailand) While Celebrity just launched its newest ship, the Ascent, with itineraries in the Caribbean, the line’s Asia cruises are still among the most popular winter escapes for those willing to travel farther afield. Setting out from Hong Kong, the Celebrity Solstice’s 12-night cruise will sail to Hanoi, Vietnam, making an overnight stop at the UNESCO World Heritage site of Halong Bay, to allow time to trek around the mountains of Sapa before exploring the rich culture of the country’s capital. The next stop is Hue and Da Nang, filled with temples, pagodas, palaces and tombs. During the second half of the sailing, the ship makes an overnight stop in Bangkok, followed by a visit to the tropical island of Koh Samui. The cruise ends in Singapore, which, beyond its skyscrapers and megamalls, has a rich cultural heritage and one of the best airports in the world from which to fly back home. Sailings from $694 per person. Oceania Regatta (Auckland, New Zealand, to Papeete, Tahiti) With so much to explore in the Pacific Ocean, it can be worth taking a longer cruise to cover more ground. The 36-day voyage on the Oceania Regatta, offers just that, embarking from Auckland with multiple stops at the country’s North and South islands, to Australia’s east coast and finishing in the sparkling waters of French Polynesia. The Regatta is a small, 684-passenger luxury ship that features a swimming pool, casino and spa. It has a fine-dining culinary program and aims to offer a refined cruise experience for people looking to escape the crowds. Sailings from $12,295 per person. MSC Opera and Virtuosa (United Arab Emirates) While several cruise lines have canceled or altered itineraries in the Middle East because of the ongoing war between Israel and Hamas, cruises to the Emirates, which are relatively far from the conflict, have not been affected. MSC offers a range of itineraries and a selection of three-, five- or seven-night sailings on its Opera and Virtuosa ships. From skyscrapers, luxury shopping and glitzy nightlife to turquoise waters and warm sand deserts, there are many offerings for young cruisers, families and couples. On the Dubai, Abu Dhabi and Qatar seven-night cruise, the ships stop at Sir Bani Yas Island, known for its wildlife reserve, bird sanctuary and crystal-clear waters. It’s Christmastime in the cosmos By KATRINA MILLER
F
or astronomers peering into the depths of the universe, Christmas came a little early this year. Using data from the James Webb Space Telescope, NASA released an image last month of a Christmas Tree Galaxy Cluster, a winking collection of galaxies 4.3 billion light-years from Earth. And earlier this month, an image of Cassiopeia A, the remains of a star that exploded 340 years ago, was also unveiled by the first lady, Jill Biden, as part of a new White House advent calendar. These images and others follow a tradition of astronomers and other stargazers connecting the season of light with cosmic phenomena occurring light-years from Earth. But there is scientific wonder involved in some of these observations. Underlying the Christmas Tree Galaxy Cluster was a detection by astronomers of 14 stars that flicker over days or months — like the lights on a Christmas tree. “Seeing an individual star in a faraway galaxy is a big deal,” said Haojing Yan, an astronomer at the University of Missouri who led the study. “Almost like a miracle,” he added. Detecting distant stars used to be a rare treat. “With Webb, this has become routine,” said Rogier Windhorst, an astronomer at Arizona State University who was involved in the discovery. The observations are possible because of layers of gravitational lensing, an effect by which the gravity of structures in the universe distorts and magnifies the light of objects in the background, making them visible to astronomers. The flickering of the stars is a result of those “lenses” moving in and out of focus. Windhorst notes that Earth and the sun are about as old as the light arriving from this twinkling cluster, which, at the time that light was emitted, was already 9 billion years old. Data about such distant stars helps astronomers compare the makeup of ancient galactic neighborhoods with those that are nearer to us, and how our solar system fits into what

Compared with the Christmas Tree Galaxy Cluster, Cassiopeia A is a lot closer to home. Scientists have long studied the violent stellar explosion and others like it to figure out their role in cosmic evolution. “They help galaxies grow,” Danny Milisavljevic, an astrophysicist at Purdue University who studies Cassiopeia A, wrote in an email. Supernova remnants also create the ele-
ments needed to sustain life, like “the oxygen we breathe, the iron in our blood, the calcium in our bones,” he added. At 11,000 light-years from Earth, Cassiopeia A has been observed by a variety of space telescopes in visible, Xray and infrared wavelengths. But the Webb’s new infrared vision affords a better view. In April, NASA released an image of the supernova remnant using the telescope’s mid-infrared instrument. The latest snapshot makes use of the Webb’s near-infrared camera, which captured gas, dust and molecules radiating at warmer temperatures. The pink and orange structures, enveloped in smoky material against a glittering backdrop of stars, resemble an ornament hanging from a tree branch. “Two years ago, Webb launched flawlessly on Christmas morning,” Milisavljevic said. “At the time I thought it was the best Christmas gift ever.” But the telescope, he added, “is the gift that keeps giving.” Long before the Webb launched, astronomers often found seasonal spirit in space. In 2008, the European Southern Observatory shared an image of a cluster of stars resembling the sparkling trinkets you might put on a Christmas tree. Captured by La Silla Observatory in Chile, the cluster is scattered among crimson clouds of gas. At the bottom of the image is the aptly named Cone Nebula, a star-forming region about 2,500 light-years from Earth. The Hubble Space Telescope from NASA has also spread the holiday cheer. In 2010, the space agency released an image of a red bubble that looked like an ornament floating amid the stars. That bubble is gas blasted away at millions of miles an hour by a supernova. Astronomers think the explosion was triggered by a white dwarf — the core of a star that has run out of fuel — gorging on material from a neighboring star. One year later, the Hubble dropped a breathtaking image of a cosmic snow angel: a star in our galaxy flanked by wispy blue “wings” of hot gas. Even the cosmos is wishing you a happy holidays.

At the Sydney Hobart Yacht Race, women are making their mark By DAVID SCHMIDT
T
he skippers competing in the annual Rolex Sydney Hobart Yacht Race dream of winning a top trophy in this challenging offshore race. This year, 10 of them will be women. While a female-skippered team has not won the Tattersall Cup, which is awarded to the race’s overall winner, more women have been competing in the race as skippers the last few years. It reflects the expanding ranks in sailing of experienced women, the creation of the race’s two-handed class and an uptick in the number of female boat owners. Women have been participating in the Sydney Hobart race since 1946, with Jane Tate aboard the Active and Dagmar O’Brien on the Connella. The first all-women’s team, skippered by Vicki Willman, raced in 1975 aboard Barbarian, a 38-foot yacht. This year, 10 women plan to compete as skippers and co-skippers. This follows an upward trend: nine women raced in 2022 as skippers and co-skippers, and seven competed in 2021. In 2019, this number was six, while three competed in the 2017 and 2018 events. “It is a changed world for the better,” said Adrienne Cahalan, a two-time Tattersall Cupwinning navigator. She plans to start her 31st race — a record for women — as navigator aboard the 66-foot yacht Alive this year. “Women are accepted as equal players and leaders,” Cahalan said of the race, noting that women are underrepresented in the Sydney Hobart only among the professional and big-boat crews. The race, which starts today, began in 1945 and is a serious affair. Six sailors died and five yachts sank in the 1998 event. Veterans call it one of the world’s greatest, and hardest, offshore races. The 628-nautical-mile course begins in Sydney Harbor. After exiting protected waters, teams turn south-southwest and race down the New South Wales coastline, before crossing Bass Strait. This shallow-water swath separates Australia from Tasmania and can sometimes create boat-breaking waves. Then, navigators approach Tasman Island before the boats make the final 40-mile push across Storm Bay and up the River Derwent to Hobart. For women, a big part of their overall increase as skippers, sailors said, was because of an inclusive and welcoming community that helped create opportunities.

Tori Costello, who plans to coskipper the Royal Australian Navy’s 40-foot Navy One this year. “There’s been so many more females just being involved, being given opportunities to get out there and race.” Sailors said this change was helped by the creation of women’s sailing events, including the Australian Women’s Keelboat Regatta and the Sydney Harbour Women’s Keelboat Series. They also cite SheSails, an Australian organization that encourages female participation in sailing, and several active women’ssailing Facebook groups and clubs, as contributing factors. Internationally, they point to the Magenta Project, which works to create better equity and inclusion within sailing, as another important element. “Just about every sailing club I know of has a women’s group actively educating and providing opportunities for women” said Kathy Veel, the owner and a skipper of the 30-foot Currawong and a three-time race veteran. “There are now many very skilled, experienced yachtswomen who seek the challenge of being in charge.” Another catalyst, sailors say, was the creation of the race’s two-handed class, which debuted in 2021. While most boats racing to Hobart have a full crew, two-handed teams race with just two people. “Even if you don’t own the boat, the second person in most cases is a co-skipper,”
said Wendy Tuck, the first woman to win an around-the-world race as skipper and a twotime two-handed class veteran. “It is a great opportunity.” While two-handed sailing doubles the number of skipper roles, it requires, and breeds, a high level of competency and trust. “Two-handed racing is a great format for fast-tracking skills in all aspects of sailing and seamanship,” Veel said. After all, one skipper often sleeps while the other stands watch. Annika Thomson, skipper and an owner of the 52-foot Ocean Crusaders J-Bird, said that it was not as daunting to race two-handed aboard the smaller boats. She would know: In 2022, Thomson and her husband, Ian, raced their 52-footer two-handed to Hobart. She was skipper. “It’s not recommended,” she said as a joke, of racing a big, powerful boat doublehanded to Hobart. “We did it, now we forgot all about it.” This year, Thomson plans to skipper her boat with a crew of 11, including her husband, who will navigate. While professionally run yachts often hire professional skippers, many amateur teams are led by owner-skippers. “Sometimes to take on a leadership role a person needs to create their own opportunities,” Cahalan said.
“For example, by buying or chartering your own boat and putting your own team together.” There’s more than pride in vessel ownership at stake. The Sydney Hobart race can award dozens of trophies. Of these, three are specifically reserved for women For some skippers, these aren’t enough. “While these trophies are great in that they acknowledge the women who were pioneers and role models in the sport, the prize women really want to win now is the Tattersall Cup,” Veel said. “I think it’s much more likely a female two-handed boat could win a division,” she said, pointing to the costs and complexities of campaigning a competitive yacht. “But I don’t want to rule anything out.” Thomson was more optimistic. “It would be really cool if someone took it up this year,” she said, referring to the Tattersall Cup. Still, she was realistic. “How long is a piece of string?” she asked, using an Australian phrase meaning that something is only finished when it’s finished. Trophies aside, sailors said the real rewards of skippering a yacht in this race were camaraderie, teamwork and the chance to lead a team through a demanding test. Half of the race is “not the best times, and you’re questioning why you’re doing it,” said Costello of the often-rough conditions. “It comes back down to those moments where you’re wide-eyed and it’s a bit crazy out there, and everyone has that knowing look like, ‘OK, we’re going to get through this.’” And, with more women taking on this leadership challenge, sailors said the race’s future had never looked more inclusive. “Women are a big part of the population, so we aren’t going anywhere,” said Tuck, who plans to start her 16th race this year as a watch captain aboard Disko Trooper, a 32-footer. “Well, yes,” she corrected, “we are going to Hobart.”

(X photo) In Mosehla’s village, there was no school, so he walked 5 miles to the nearest one, where he began kindergarten at the age of 18. As he studied, he also worked in construction on the side to pay his school fees and help support his family. “That work started out from necessity, but I grew to love it,” he said. It was also at this time that he began to run, first in local cross-country meets and later representing his bantustan, an apartheid-era territory set up for Black ethnic groups by South Africa’s government. “I was light and fast, so I was always winning,” he said. At the time, South African distance running was on the cusp of a revolution. The country had been barred from most major sporting competitions, including the Olympics and the World Cup, because of apartheid. Desperate to claw its way back in, the white government announced in the early 1970s that it would integrate road running. By the time Mosehla ran his first marathon in 1974, the country’s major road races were beginning to desegregate. But the situation was far from idyllic. In 1981, Mosehla says he was leading a marathon in the city of Pietersburg (now Polokwane) when a white race marshal purposely directed him to take a wrong turn. He said that he figured it out in time to sprint back and still win the race, but added that “I was so angry that I declined to take the prize.” A couple of years later, busy with work and the demands of life as a new husband and father, Mosehla stopped racing altogether. Instead, he would jog a few kilome-
ters before work on the concrete road behind his house, where trucks growled past carrying cargo of asbestos and chrome from local mines. He didn’t take up running formally again until 2003, when he was 61. By then, the Comrades had mushroomed from a plucky little event with a few thousand participants each year into the world’s largest race longer than a marathon. It attracted between 15,000 and 20,000 runners a year, tens of thousands of spectators and large TV audiences. For South Africans, the Comrades had become the pinnacle of distance running, and Mosehla was no exception. In 2006, he signed up for the race, and finished in 8 hours, 19 minutes. “One thing I love about Comrades is that on that day, people are focused on the same thing — they have the same spirit,” he said. “There is no difference between us on that day.” Except, for some runners, there was one major difference. “I’m half his age, and he still beats me,” Thabana Mokgohloa, 41, said. This year, Mokgohloa, who runs for the Polokwane Athletic Club with Mosehla, finished the Comrades about 20 minutes behind the 81-year-old. “You know what?” he added, “Every time he beats me, I get inspired.” On a recent morning, Mosehla slipped on a pair of old blue sneakers and set off on a 5-mile jog near his house. As he passed hillsides where he had once herded his father’s cows and houses he had built over his 50-year career, passers-by shouted greetings. He rattled off a list of his favorite construction projects to the wheezing journalist beside him: the local headman’s home, a teachers college, a nursing home. “Whenever I build a house, it must come out splendid, because it is an advertisement of my work,” he said. “When I see my buildings, it makes me feel proud, like when I run with the young ones.” He was still basking in his latest Comrades finish — his 10th race — which had propelled him to the status of minor running royalty in South Africa. He was now constantly being invited to run in races across the country, and had recently hosted the premier of his province, Limpopo, at his house. It felt to him as if his life was on the cusp of something great, and he said he hoped next to run an international marathon, in Dubai or New York. “God knows everyone’s age,” he said. “And for me he has decided: You are still young.”
