Pedro Pierluisi Urrutia announced Wednesday that before the end of the year, he will be extending for one year the executive order that declares a state of emergency in cases of gender violence, and indicated that the extension will include specific measures to tackle the problem. “I have the draft of the executive order in my office, so I will be signing the executive order that extends the emergency declaration for an additional year. At some point, whether [Wednesday] or tomorrow, in the next few days, before the end of the year, I am going to issue the executive order,” the governor said in response to questions from the press. “And the order is going to include some specific measures that I would like to see carried out. … I am going to say it in the order.” Regarding the purpose of extending the order, he said he wants to keep the topic in the foreground as a priority and complete ongoing initiatives. “The solution has different aspects; it is a question of culture. There is a change in culture so that there is not so much machismo,” Pierluisi said. “Meanwhile, [there is also the initiative] that all the personnel who handle these cases be properly trained, that they have

the necessary sensitivity to care for the victims of these crimes. They are particularly vulnerable victims and need the support of an advocate. For example, we have recruited more prosecutors. Now we have prosecutors in all judicial regions who are specialized in dealing with this type of violence and are receiving training; it is up to the judicial branch to train judges.” Regarding the increase in femicides, the governor reiterated that it is a social problem that has been going on for decades and assured that it is being addressed with the commitment to combat it in all its forms. At the same time, the governor highlighted the statistical decrease in crime rates on the island as significant and said a draft is being prepared to create a comprehensive plan for social reconstruction and the prevention of violence in Puerto Rico. “What happens is that once again this is a social problem that has been going on for decades, and now it is being addressed like never before, and the important thing is that the firm commitment to combat it in all its modalities continues; but I have to say that the crime statistics in general, the decrease is very significant, it is like 20% less than last year, 30% less than at the beginning of 2021,” Pierluisi said. “As the police commissioner said, one has to go back to 1993 to find a number of murders as low as the one we have today and, as he said, with significantly fewer police resources than back then. I mean, they are doing the job; what happens is that there is a root of crime that must be addressed and that is an [violence prevention] initiative that is about to emerge [...]. All types of violence, child violence, violence against the elderly, violence against women, violence.” “There are task forces preparing the draft of that plan and originally we wanted it to emerge in December, but they are taking the necessary time to make it a cohesive plan that makes a difference,” the governor added.

Fiscal board report: Despite higher revenues than forecasted, ‘significant pressures’ on commonwealth finances remain By THE STAR STAFF

he Financial Oversight and Management Board on Wednesday issued a financial report in which it provided an analysis of Puerto Rico’s fiscal situation in the first quarter of the current fiscal year 2024 and potential risks to the financial projections in the Fiscal Plan for Puerto Rico. The report is the first in a new series of updates on Puerto Rico’s financial performance and includes a detailed outline of the Treasury Single Account (TSA), the commonwealth’s main operating account, and its restricted and committed funds. “The report for the first quarter shows that Puerto Rico’s revenues are higher than previously forecasted, mainly because of higher Robert F. As of Sept. 29 of this year, the TSA had an unallocated available net cash balance of $816 million. The overall TSA account balance was $7.9 billion, but $7.1 billion of those funds are restricted or have committed uses and therefore are unavailable to fund new spending commitments or revenue reducing measures. Restricted and committed uses include prior year appropriations extended by the government for capital and operating expenditures ($2 billion), statutory and Plan of Adjustment restricted budgets for federal funds with specific allocations and reserves for Plan of Adjustment payments ($2.1 billion), and funding for the Disaster Relief Fund revolver ($741 million), a bridge loan for Puerto Rico Electric Power Authority (PREPA) pension payments of $300 million plus up to $400 million in funding for PREPA administrative expenses ($700 million), and emergency reserve for disaster-related expenses ($1.3 billion).

Pet park to be built in Carolina’s Country Club By THE STAR STAFF

he well-known recreational facilities in Country Club, one of the largest housing complexes in Puerto Rico, will be remodeled and will soon include a pet park, at a cost of $322,189, Carolina District Sen. Marissa “Marissita” Jiménez Santoni announced on Wednesday. “The Country Club area is essential to Carolina’s socioeconomic development. Part of that development is the

rehabilitation of sports and recreational infrastructure,” the New Progressive Party senator said. “All of us who have visited the area know about the state of the passive park and the basketball court of that urbanization. Today all this changes with a solid economic investment.” Jiménez Santoni noted that “[a]s part of this work, in addition to rehabilitating the area, including the basketball court, a pet park, unique in the area, will be built so that the whole family can enjoy this remodeled recreational complex.”

“We know that the Puerto Rican family is also made up of pets and this is a space that will be created so that citizens can spend time with their dogs in a safe environment,” she added. The renovation work will also include the installation of new structures for the enjoyment of children such as a new platform for hanging swings and the traditional seesaws, as well as other attractions. The funds for the work come from a budget allocation suggested by the senator through the Puerto Rico Land Authority.

Fiscal board, unsecured creditors oppose delays in PREPA debt deal confirmation By THE STAR STAFF

he Financial Oversight and Management Board and the Unsecured Creditors Committee (UCC) are opposing a petition from a group of Puerto Rico Electric Power Authority (PREPA) bondholders to delay the bankruptcy confirmation schedule. A subset of PREPA bondholders filed an urgent motion last week to extend the schedule of confirmation hearings on the debt adjustment plan to evaluate the impact of the recent settlement with the unsecured creditors. The confirmation hearing is slated for March. Assured Guaranty Corp., Assured Guaranty Municipal Corp., GoldenTree Asset Management LP, Syncora Guarantee Inc., the PREPA Ad Hoc Group, and U.S. Bank National Association as the PREPA U.S. District Judge Laura Taylor Swain Bond Trustee filed an urgent motion for the extension of the schedule to approve the Fifth Modified Third Amended Title III that the recent settlement of the unsecured Plan of Adjustment for PREPA, arguing creditors’ debt will result in changes to the

debt plan. The oversight board said that despite their claims to the contrary, the subset of bondholders knew where the money was coming from to improve unsecured creditors payouts because the Puerto Rico Community Survey indicated that PREPA could sustain $250 million more in debt than previously estimated. That money goes first to National Public Finance Guarantee Corp., which will allow it to reach its capped amount, and the next $92.5 million goes to unsecured creditors. “Creditors have more than sufficient time to investigate and assert any objections to the plan, whether related to the committee settlement or otherwise,” the board said. “The oversight board looks forward to demonstrating that any such objections are misguided and incorrect.” The oversight board reached a settlement with the UCC on Dec. 18. The UCC would get a fixed payment of $335 million, the avoidance action proceeds, and other benefits.

In exchange, the UCC agreed to support the plan and drop an adversary proceeding arguing that its claims were superior to those of bondholders. The UCC objected to the bondholders’ petition and opposed an assertion that the UCC can’t act in ways detrimental to bondholders. “This argument would undermine the entire concept of a committee’s fiduciary obligations,” the UCC argued. “The committee represents all general unsecured creditors, not just one creditor or type of creditor, even a potentially large one.” Earlier this year, U.S. District Judge Laura Taylor Swain ruled that the $8.5 billion in outstanding PREPA bond debt was unsecured, meaning that there is no property to seize, repossess or foreclose upon. She also ruled that the claim was only worth $2.4 billion. Under PREPA’s currently proposed adjustment plan, bondholders that haven’t already settled their debt with PREPA would receive 3.5% to 12.5% of the unsecured claim amount.

Taboada de Jesús said Wednesday that efforts to curb the use of illegal fireworks on the island are paying off. “For the first time, Puerto Ricans have become aware of the illegal use of pyrotechnics, demonstrating a reduction of more than 70% percent in the detonations of illegal explosives so far in the 2023 Christmas period,” Taboada de Jesús said in a written statement. “It is a fact that the public has cooperated to reduce the harmful effects of pyrotechnics during the Christmas period,” he said. “Puerto Rico has responded to the call to eliminate the use of pyrotechnics during the holidays. … Puerto Rico Police colleagues have done an excellent intelligence job, accomplishing raids and confiscations of explosive material that was intended to be used this Christmas. Our State and Municipal Police deserve to be congratulated for the work they have done that has managed to strike a blow against the crime industry with

the seizure of thousands of illegal fireworks. We know that there are several warehouses under surveillance, one specifically that was moved with significant shipments of explosive material destined for use this Christmas, but sooner or later the intelligence of the police will find the storage place of this material that causes so much damage to the elderly, children and pets.” Taboada de Jesús noted that after Cataño Mayor Julio Alicea Vasallo issued an order prohibiting the use of pyrotechnics in his municipality, several other mayors supported the idea. “I am pleased to learn that the mayor of Cayey, Rolando Ortiz Velázquez, and Camuy Mayor Gabriel ‘Gaby’ Hernández Rodríguez are joining the ‘Zero Explosives at Christmas 2023’ campaign,” he said. “We know that the mayor of Camuy is very concerned about the negative effects of explosives, especially the dynamite rooms whose detonation Lt. Carlos “Johnny” Méndez Nuñez thanked Culebra Mayor Edilberto “Junito” Romero Llovet on Wednesday for speeding up the process of construction of a new modular bridge that will connect about 200 people with the rest of the offshore island municipality when it goes into operation this weekend, when a high flow of visitors is expected due to the end-of-the-year celebrations. “The mayor of Culebra has been instrumental in achieving the construction of this modular bridge in record time, and it is expected that it will open to traffic this Saturday, just in time for one of the periods of greatest flow of visitors to this island municipality due to the celebration of the new year next Monday,” said the New Progressive Party minority leader in the House of Representatives. “Culebra depends greatly

Man charged with threatening Treasury secretary By THE STAR STAFF

he San Juan Prosecutor’s Office filed charges of making a threat and disturbing the peace on Tuesday night against Carlos Batista Rosario, who allegedly threatened Treasury Secretary Francisco Parés Alicea on Dec. 24 while in line at a store in Plaza Las Américas in Hato Rey. Judge Brenda Salas of the San Juan Court found cause for trial on the two charges filed under the Penal Code,

threat (Article 177) and disturbing the peace (Article 241). A preliminary hearing was scheduled for Jan. 18, 2024. According to the investigation led by agent Maritza Montano Ortiz of the Police Major Crimes Division, Batista Rosario, 32, threatened to shoot the treasury secretary in the leg, after questioning Parés Alicea’s political ideology and whether it was related to the recently approved Public Order Code of the municipality of San Juan. Chaos, fury, mistakes: 600 days inside New York’s migrant crisis By ANDY NEWMAN and DANA RUBINSTEIN

early 70,000 migrants crammed into hundreds of emergency shelters. People sleeping on floors, or huddled on sidewalks in the December cold. Families packed into giant tents at the edge of the city, miles from schools or services. And New York City is spending hundreds of millions of dollars a month to care for them all. This fall, an official in the administration of Mayor Eric Adams referred to the city’s obligation to house and feed the 500 new migrants still arriving each day as “our new normal.” It is a normal that could scarcely have been imagined 18 months ago, when migrants began gravitating to the city in large numbers from the nation’s southern border. The migrant crisis in New York is the product of some factors beyond the city’s control, including global upheaval, a federal government letting migrants enter in record numbers without giving most of them a way to work legally, and a unique local rule requiring the city to offer a bed to every homeless person. But the dimensions of the problem — the $2.4 billion cost so far, the harsh conditions, the number of migrants stuck in shelters — can also be traced to actions taken, and not taken, by the Adams administration, The New York Times found in dozens of interviews with officials, advocates and migrants. As the city raced to improvise a system that has processed more than 150,000 people since last year, it stumbled in myriad ways, many never reported before. For most of the crisis, the city failed to take basic steps to help migrants move out of shelters and find homes. It waited a year to help large numbers of migrants file for asylum, likely closing a pathway to legal employment for thousands. The city has signed more than $2 billion in no-bid contracts, some with vendors that have been accused of abusing migrants. It has paid more than twice as much to house each migrant household as it did to house a homeless family before the crisis. And again and again, Adams, a Democrat, seemed to make his own job harder by berating state and federal officials whose help he sought. “The timeline is a series of late responses and antagonistic postures,” said Christine

On the warm spring morning of April 13, 2022, shortly after 8 a.m., a bus pulled up to a corner in Washington, D.C. Passengers got out looking lost, clutching manila folders of paperwork after a 26-hour ride from the Mexican border. At least six men continued to New York City, in a van hired by Catholic Charities. They were, in a sense, pioneers: passengers on the first migrant bus sent north by Gov. Greg Abbott of Texas as a stunt to protest border policy, and the first group of those migrants headed to New York. More migrants came as the coronavirus pandemic subsided, fleeing destabilized countries. Venezuelans, whom the United States did not deport in the early days of the influx, arrived by the tens of thousands. Others came from Ecuador, Senegal, Mauritania, China. As the vacancy rate at family shelters dropped below 1%, officials scrambled to avoid defying the court decree guaranteeing a “right to shelter.” Julia Savel, then a spokesperson for the city’s social services commissioner, Gary Jenkins, said that Jenkins pressured her to hide a looming disaster from the public.

(Jenkins, who later resigned, said last week of Savel’s assertion, “That is not true at all.”) By July 12, 2022, the situation was dire. On the phone with a relative, Savel broke down in tears: “I really think we’re about to break the law.” A week later, Adams made his first extensive comments on the migrants. He said the city “welcomes newcomers with open arms.” The mayor added that the city had “a moral — and legal — obligation to house anyone who is experiencing homelessness.” He was confident help would come soon from Washington. Savel visited the family intake office in the Bronx and found chaos. “Everyone coming in spoke Spanish; everyone working there spoke English. There was a woman in labor nine months pregnant sitting on the floor,” she said. “Children were crying because they were starving; we did not have enough food. It was wall-to-wall bodies.” The city had violated its duty to house everyone. When the story broke, it had a minor scandal on its hands. At one City Hall meeting that summer, nonprofits told officials that they should interview all the migrants to figure out what services could get them into permanent housing,

according to three advocates who attended. The city and its contractors began doing some of this, but city officials acknowledged it was a year before they undertook a more comprehensive effort. One day in early October 2022, it rained in the Bronx. Less than an inch fell. But puddles formed in the parking lot at Orchard Beach, where a city contractor who had built part of the Trump-era border wall was erecting a tent complex for migrants. Critics had warned that the lot was flood-prone and impractically remote. But the migrant population had doubled, to 12,000. The city, desperate for emergency housing, had “looked at 50 locations and found the best location,” the mayor said. Besides, he said, “People live in flood zones.” City Hall about-faced and found a new spot: Randall’s Island, farther south. But then migration temporarily slowed. The facility sat mostly empty for a month until the city took it down. It was a herky-jerky, costly approach to crisis management that would come to typify the city’s struggle to keep up with the ebb and flow of migrants. That September, the agencies that might have been expected to run a homelessness emergency, the Department of Homeless Services or the Office of Emergency Management, said they were too overwhelmed. City Hall held a meeting and asked agencies to volunteer. There was a pause. “We’ll do it,” said Mitchell Katz, the head of the city’s public hospitals. Early in the pandemic, his agency ran isolation hotels. This seemed like a “very similar undertaking,” he noted. The hospital operator had been praised for its COVID response, but it had also made costly mistakes. As the hospital agency built tent dormitories and converted hotels into shelters, it returned to many of the same companies it used during the pandemic, though they lacked experience housing homeless people or serving migrants. In May, a reporter asked Deputy Mayor Anne Williams-Isom how many of the 72,000 migrants who had passed through the portals of the shelter system had applied for asylum. “Very few,” she answered, adding “We’re going to be working on that.” Continues on page 8

heavily on no-bid emergency contracts with private companies that increased costs dramatically. Before the migrant influx, the city paid an average of $188 per day to shelter a family with children. Now it is paying nearly $400 for each migrant “household,” which includes single adults. Some of the more eye-popping charges have been from DocGo, a medical services firm enlisted by the hospital system to run services at the Roosevelt. During the pandemic, DocGo swabbed half a million noses for the city’s testing program. For the migrants, the hospitals paid DocGo millions to handle jobs far beyond its expertise, including security, casework and school enrollment. DocGo was allowed to charge $33 a day per migrant for shelter meals, triple some other vendors’ rates. It charged $150 an hour for registered nurses while another provider, MedRite, charged $80. This spring, hospital leaders recommended DocGo for a $432 million contract with the city’s housing department that included moving migrants to upstate motels. It hired unregistered security guards, gave some migrants fake work authorization papers, and guards threatened migrants with violence, some migrants said. Now, DocGo faces investigations by the state attorney general and the city comptroller. DocGo officials have pushed back against criticism of their management of the migrant contracts. The city has said it took the allegations seriously and would cooperate with investigations. This month, the comptroller, Brad Lander, restricted the mayor’s emergency power to contract for migrant services without review. His spokesperson pointed to “extensive failures” by the city.

Why so few, the reporter asked. “They probably didn’t know where to get connected to services, didn’t know who to give their paperwork to,” Williams-Isom said. It was a surprising admission for City Hall’s point person on the migrant response. Applying for asylum — a complex, lengthy process with a one-year deadline — is one of few paths for people who cross the border to work legally. The city had begged the federal government to expedite work authorization. But for a year, the city did little itself to get migrants on track to work, opening an asylum help center only in late June. If it had acted sooner, state officials wrote, “It is likely that thousands more migrants would be able to work today.” The sluggishness was part of a pattern. For most of the crisis, the city seemed to ignore calls to provide more services to help migrants move out of shelters faster, a lapse that grew more costly with time. Keeping a migrant family in a shelter for a month costs about $12,000. Moving 10,000 families out of shelter would save over $1 billion a year. But the city often appeared so overwhelmed trying to find a bed for everyone each night that it had little bandwidth for planning. It was only when hospital officials opened an arrival center in May at the Roosevelt, a faded but once-grand midtown hotel, that the city began more thoroughly canvassing migrants to find out what they needed to become self-sufficient. “We’re starting to have those conversations now,” Dr. Ted Long, who leads the hospital agency’s migrant response, told the City Council in August. Conditions at some shelters were desperate. Migrants were housed for weeks in “respite centers” that sometimes lacked basics like showers. One shelter in a converted Manhattan office building had no air conditioning. In September, Adams said that without more federal aid, “this issue will destroy New York City.” He called for a 15% city budget cut, citing migrant costs. Wall St wavers heading into year end due to lack of catalysts W all Street’s main indexes struggled for direction on Wednesday in the absence of any major catalysts to keep up the optimism around potential rate cuts by the Federal Reserve that briefly drove the S&P 500 close to an all-time high. The benchmark index came within a whisker of breaching its record close touched in January 2022 earlier in the session, before erasing the gains. Should the index close above the 4,796.56 level, it would confirm that it has been on a bull run. In October, it touched the bear market nadir, with the lowest closing. The Nasdaq joined the S&P 500 in positive territory, while the blue-chip Dow finished nominally lower. Small caps handily outperformed the broader market, with the Russell 2000 ending up 0.8%. All three indexes notched their eighth consecutive weekly gains, the longest weekly winning streak for the S&P 500 since late 2017. For the Nasdaq and the Dow, it marks the longest streak of consecutive weekly gains since the beginning of 2019. The S&P 500 is now within 1% of its record close reached in January 2022. Should it close above that level, that will confirm the benchmark index has been in a bull market since bottoming in October 2022. “In the context of what we’ve seen on a year-to-date basis, it’s actually pretty extraordinary what we’ve seen in the fourth quarter,” said Michael Green, chief strategist at Simplify Asset Management in New York. “Small caps continue their absolute tear.” Two weeks ago, after the Fed signaled the end of its rate hike cycle and opened the door to potential rate cuts in 2024, an eight-week rally in the main indexes went into overdrive. exico’s president said Wednesday that the U.S. Congress should offer more support to Latin America instead of putting up barriers and “building walls,” shortly before he was scheduled to meet with U.S. Secretary of State Antony Blinken about a surge in migration. President Andrés Manuel López Obrador of Mexico also said that next year’s presidential election in the United States would bring migration to the top of the agenda. “The migration issue is going to intensify,” he said. Blinken was in Mexico City on Wednesday at a time when border crossings have hit record numbers. There have been days this month when the U.S. Border Patrol encountered more than 10,000 people at the southern border. A caravan that began its journey north Sunday reflects the enormous challenges in stemming the tide of migration. The U.S. government has sought help from its neighbors in border restriction efforts, especially in recent years as migrants from across the globe have passed through the southern border in skyrocketing numbers. Mexico’s role in that effort has taken on greater importance. During the Trump administration, the country agreed to take migrants under the former president’s “Remain in Mexico” policy. The migrants waited in border towns for months as they awaited court hearings in the United States, a key pillar to Donald Trump’s crackdown on asylum-seekers. Later, during the institution of Title 42, a measure that allowed border agents to quickly expel asylum-seekers, Mexico agreed to take in migrants from other countries. The southern border has been a consistent political vulnerability for President Joe Biden, who has struggled to keep the numbers down despite trying to institute limits on asylum access at the border and deporting migrants to Venezuela and Cuba. Immigration has also become central in discussions in Congress over aid to Ukraine and Israel, because Republicans have refused to approve the money without a new

While the railway crossings are reopened, Biden administration officials plan to speak to Mexican officials about the port of entry closures, officials said in a statement. Last week, López Obrador briefed reporters about a call with Biden in which they agreed that more enforcement at the border was needed. “Now we have an extraordinary situation because the number of migrants passing through our country with the purpose of reaching the United States has increased,” López Obrador said, adding that Mexico was “going to help, as we always do.” U.S. Customs and Border Protection officials announced Friday that there were more than 190,000 apprehensions between ports of entry in November. U.S. officials said they “removed or returned” more than 400,000 people between May and the end of November. “We are facing a serious challenge along the southwest border, and CBP and our federal partners need more resources from Congress — as outlined in the supplemental budget request — to enhance border security and America’s national security,” Troy Miller, the acting leader of the border agency, said in a statement Friday.

An Israeli official said that Israeli soldiers sweeping Gaza in search of hostages held by Hamas and other armed groups had initially taken the bodies to Israel for forensic testing. After determining that none

of them were those of hostages, Israeli authorities coordinated with Palestinian officials to return the bodies to Gaza, said the official, who spoke on the condition of anonymity to discuss military operations. The number of bodies was unusually large, but neither Israeli nor Palestinian officials offered information about their identities or how or when the deaths occurred. It is not clear who in Gaza buried the bodies. Gaza’s health officials were alerted to the corpses’ return by the Palestinian Authority’s Civil Affairs bu-

Ukraine hits major Russian warship, but loses ground in the east By CONSTANT MÉHEUT

kraine scored a major success on earlier this week when it struck a Russian warship at port in Crimea, one of the most significant attacks against Moscow’s Black Sea Fleet in months. But in another setback for their ground campaign, Ukrainian officials acknowledged that they had all but retreated from the eastern city of Marinka after a monthslong battle to defend it. The two developments underscored the diverging fortunes of the two combatants this winter in a war that has largely settled into a deadlock: Ukraine racking up naval successes in the Black Sea and Crimea, where it is putting Russia on the defensive, and Russia pressing its attack on battlefields in the east after blunting a Ukrainian counteroffensive. A day after Russia said it had taken complete control of Marinka, Gen. Valery Zaluzhny, Ukraine’s top military commander, spoke in sober terms about the fight, comparing it with the scorched-earth battle for Bakhmut, the eastern city that fell to Russia in May. Like Bakhmut, Marinka held limited strategic value, but is now a trophy in ruins for Moscow. Ukraine’s forces, he said, have retreated to the outskirts of the city and set up some positions behind it, indicating that the cost of staying and fighting was too high. Every inch of Ukrainian land is vital, Zaluzhny said, but “the lives of our fighters are more important to us.” Hours earlier, the Ukrainian air force said that it had destroyed the Novocherkassk, a large landing ship, in the Crimean port of Feodosia overnight. Russia’s Defense Ministry told the Tass state news agency that the ship had been damaged in an attack using “aircraft-guided missiles,” but did not say whether the vessel had been permanently disabled. Videos of the attack that appeared to be taken by residents and were released by the Ukrainian air force show a huge explosion that produced a large fireball, followed by a giant cloud of smoke and flames billowing into the night sky. The footage could not be immediately verified, but Sergei Aksyonov, the Russian-installed governor of Crimea, said that the attack had started a fire in Feodosia. One person was killed and two others were wounded in the assault, he said. He noted that last year, Ukrainian missiles sank the flagship of Russia’s Black Sea Fleet. The strike on the Novocherkassk came on the heels of another gain for Ukrainian forces: The military said it had shot down five Russian fighter jets in three days. Analysts said that the downing of the bombers — one of the biggest weekly losses for the Russian air force since the war began — could ease the pressure on Ukrainian troops operating in some of the hottest spots on the front line.

The Ukrainian military has long maintained that the war cannot be won without taking aim at Russian assets and operations in Crimea, which Moscow illegally annexed in 2014. In recent months, Ukraine has sharply accelerated the pace of strikes on the peninsula, which Russia’s military uses as a logistics hub for its hold on southern Ukraine — stockpiling fuel, ammunition and other supplies to be funneled to the battlefields — and as a launchpad for attacks. The Black Sea Fleet has fired devastating precision cruise missiles at cities and towns deep inside Ukraine. In an attempt to reduce the threat, the Ukrainian military has repeatedly targeted the fleet this year — damaging a warship in August and hitting the fleet’s headquarters a month later. Those attacks were significant achievements for a country without warships of its own, and rare successes in a year marked by failed efforts to break through Russian defensive lines on the battlefield. The battle for Marinka illustrated a defining feature of Russia’s invasion, one that analysts say gives Moscow’s forces a big advantage: Its willingness to send wave after wave of troops into fierce assaults, accepting a staggering number of casualties but counting on superior numbers in soldiers and ammunition to wear down the enemy. It is the same approach Russia has taken in the nearby city of Avdiivka, where it has been attacking for months in the face of fierce Ukrainian resistance. The Russian assaults come as Ukraine is encountering dwindling support from Western allies. A suburb of Donetsk, Marinka once had a population of 10,000 and streets lined with schools, shops and even a museum. Today no civilians are left and the place has been reduced to rubble. Geolocated footage shows that Russian forces attacked Ukrainian positions over months of battle. Then on Monday, Russia said it had seized full control of the town. The capture of Marinka could allow Russian forces to turn their sights to the nearby towns of Kurakove, Vuhleda and Pokrovsk, bringing them closer to achieving Russia’s goal of capturing the entire Donbas region. Zaluzhny said Ukrainian troops had “prepared a defensive line outside” Marinka, suggesting that his military would try to thwart Russia’s efforts to advance farther. The Ukrainian air force said that it had used cruise missiles in Tuesday’s Black Sea attack, which took place around 2:30 a.m. local time. Russia’s Defense Ministry told Tass that two Ukrainian Su-24 fighter jets involved in the attack on Feodosia had been “destroyed,” a claim that Ukraine’s military denied.

The risk of escalating conflict in the Middle East is the latest in a string of unpredictable crises, including the COVID-19 pandemic and the war in Ukraine, that have landed like swipes of a bear claw on the global economy, smacking it off course and leaving scars. As if that weren’t enough, more volatility lies ahead in the form of a wave of national elections whose repercussions could be deep and long. More than 2 billion people in roughly 50 countries, including India, Indonesia, Mexico, South Africa, the United States and the 27 nations of the European Parliament, will head to the polls. Altogether, participants in 2024’s elections olympiad account for 60% of the world’s economic output. In robust democracies, elections are taking place as mistrust in government is rising, electorates are bitterly divided, and there is a profound and abiding anxiety over economic prospects. Even in countries where elections are neither free nor fair, leaders are sensitive to the economy’s health. President Vladimir Putin’s decision this fall to require exporters to convert foreign currency into rubles was probably done with an eye on propping up the ruble and tamping down prices before Russia’s presidential elections in March. The winners will determine crucial policy decisions affecting factory subsidies, tax breaks, technology transfers, the development of artificial intelligence, regulatory controls, trade barriers, investments, debt relief and the energy transition. A rash of electoral victories that carry angry populists into power could push governments toward tighter control of trade, foreign investment and immigration. Such policies, said Diane Coyle, a professor of public policy at the University of Cambridge, could tip the global economy into “a very different world than the one that we have been used to.” In many places, skepticism about globalization has been fueled by stagnant incomes, declining standards of living and growing inequality. Nonetheless, Coyle said, “a world of shrinking trade is a world of shrinking income.” And that raises the possibility of a “vicious cycle,” because the election of right-wing nationalists is likely to further weaken global

Many economists have compared recent economic events to those of the 1970s, but the decade that Coyle said came to mind was the 1930s, when political upheavals and financial imbalances “played out into populism and declining trade and then extreme politics.” The biggest election next year is in India. Currently the world’s fastest-growing economy, it is jockeying to compete with China as the world’s manufacturing hub. Taiwan’s presidential election in January has the potential to ratchet up tensions between the United States and China. In Mexico, the vote will affect the government’s approach to energy and foreign investment. And a new president in Indonesia could shift policies on critical minerals such as nickel. The U.S. presidential election, of course, will be the most significant by far for the world economy. The approaching contest is affecting decision-making. Last week, Washington and Brussels agreed to suspend tariffs on European steel and aluminum and on American whiskey and motorcycles until after the election. The deal enables President Joe Biden to appear to take a tough stance on trade deals as he battles for votes. Former President Donald Trump, the likely Republican candidate, has championed protectionist trade policies

and proposed slapping a 10% tariff on all goods coming into the United States — a combative move that would inevitably lead other countries to retaliate. Trump, who has echoed authoritarian leaders, has also indicated that he would step back from America’s partnership with Europe, withdraw support for Ukraine and pursue a more confrontational stance toward China. “The outcome of the elections could lead to far-reaching shifts in domestic and foreign policy issues, including on climate change, regulations and global alliances,” the consulting firm EY-Parthenon concluded in a recent report. Next year’s global economic outlook so far is mixed. Growth in most corners of the world remains slow, and dozens of developing countries are in danger of defaulting on their sovereign debts. On the positive side of the ledger, the rapid fall in inflation is nudging central bankers to reduce interest rates or at least halt their rise. Reduced borrowing costs are generally a spur to investment and homebuying. As the world continues to fracture into uneasy alliances and rival blocs, security concerns are likely to loom even larger in economic decisions than they have so far. China, India and Turkey stepped up to

buy Russian oil, gas and coal after Europe sharply reduced its purchases in the wake of Moscow’s invasion of Ukraine. At the same time, tensions between China and the United States spurred Washington to respond to years of strong-handed industrial support from Beijing by providing enormous incentives for electric vehicles, semiconductors and other items deemed essential for national security. The drone and missile attacks in the Red Sea by the Iranian-backed Houthi militia are a further sign of increasing fragmentation. In the past couple of months, there has been a rise in smaller players such as Yemen, Hamas, Azerbaijan and Venezuela that are seeking to change the status quo, said Courtney Rickert McCaffrey, a geopolitical analyst at EY-Parthenon and an author of the recent report. “Even if these conflicts are smaller, they can still affect global supply chains in unexpected ways,” she said. “Geopolitical power is becoming more dispersed,” and that increases volatility. The Houthi assaults on vessels from around the world in the Bab-el-Mandeb strait — the aptly named Gate of Grief — on the southern end of the Red Sea have pushed up freight and insurance rates and oil prices while diverting marine traffic to a much longer and costlier route around Africa. Last week, the United States said it would expand a military coalition to ensure the safety of ships passing through this commercial pathway, through which 12% of global trade passes. It is the biggest rerouting of worldwide trade since Russia’s invasion of Ukraine in February 2022. Claus Vistesen, chief eurozone economist at Pantheon Macroeconomics, said the impact of the attacks had so far been limited. “From an economic perspective, we’re not seeing huge increase in oil and gas prices,” Vistesen said, although he acknowledged that the Red Sea assaults were the “most obvious near-term flashpoint.” Uncertainty does have a dampening effect on the economy, though. Businesses tend to adopt a wait-and-see attitude when it comes to investment, expansions and hiring. “Continuing volatility in geopolitical and geoeconomic relations between major economies is the biggest concern for chief risk officers in both the public and private sectors,” a midyear survey by the World Economic Forum found. With persistent military conflicts, increasing bouts of extreme weather and a slew of major elections ahead, it’s likely that 2024 will bring more of the same.

No better time to be a Catholic By ROSS DOUTHAT

hen I began writing a column for this newspaper, I was by no means its first Catholic columnist, but I was probably the first representative of conservative Catholicism, a partisan of both Pope John Paul II and Pope Benedict XVI, to write regularly for the Times’ opinion pages. This created an expectation — in my mind, at least — that when I wrote about my own religion, it would be mostly as a defender of the faith, championing church teaching and papal authority to a readership inclined to a certain skepticism about both. Instead, the major Catholic story of my early years as a columnist was the sex-abuse crisis, where there were ideological arguments about causes and cures, but far more to lament than to champion or defend. Then in 2013, Benedict resigned, a decision that I firmly believe supernaturally jolted the entire world off its comfortable end-of-history timeline and threw us into a more apocalyptic realm of populists, plagues and UFOs. Obviously, that jolt affected Catholicism most of all: Pope Francis ascended, and over the past decade, the church has been governed by a liberalizing, destabilizing, provocateur pope. This has created high drama in the church and ample opportunities for explanations of its controversies — but in those controversies I’ve found myself crosswise from the papacy itself, a peculiar position indeed for a Catholic columnist at a secular publication. I imagined myself making Catholic tradition and thinking attractive to secular and liberal readers. Instead, I’m often obliged to explain why, in seeming

to move the church closer to the median secular liberal, Francis is actually driving Catholicism toward crisis. The latest news from Rome provides yet another example of this pattern. Here you have a papal directive that seems to crack the door to (some ambiguous kind of) priestly blessings for same-sex couples, which unsurprisingly inspires talk of landmarks and revolutions and the church finally changing with the times. And my appointed role is to be the conservative killjoy who points out that Francis is yet again widening liberalconservative divisions without a plan for unity, that his strategy of trying to change Catholic practice without changing Catholic teaching is late-Soviet in its ideological acrobatics, and that (to select a few initial reactions from around the world) a church wherein priests in Austria are basically ordered to bless samesex couples, while priests in Malawi, Zambia and Nigeria are basically told to ignore the Vatican, is not a sustainable dynamic. But it’s Christmas, a time for killjoys to fall silent, so let me say something a little more encouraging. In one of the anguished reactions to the latest papal provocation, British Catholic convert Gavin Ashenden — a former Anglican priest, indeed a former chaplain to Queen Elizabeth II — enumerates all the ways that Francis seems to be undermining church teachings, describing the impossible dilemmas facing conservative Catholics, and ends with a cri de coeur: “Who would choose to be a Catholic at a time like this?” To which I would submit, in perfect seriousness, that there is no better time to be a Catholic than this one. Not because the trouble in the church isn’t grave. Catholicism is clearly in the midst of one of its periodic convulsions and crises of authority. In my own book on the Francis pontificate, I drew analogies to the Arian controversies of the fourth century and the Jesuit-Jansenist struggles of the 1600s, but the Great Schism of the Middle Ages always looms as a more extreme possibility. But the crisis of Catholicism is inextricably bound up with the larger crises of the West and indeed the entire world. What is the relationship between a liberalism that controls the organs of authority and a reactionary and populist resistance? What kind of successful cultural settlement is possible on the far side of the sexual revolution? Can a liberal-individualist society avoid falling prey to despair, sterility, even extinction? Can a conservative alternative be something more than a truculent remnant, an anachronistic fringe? Does the future belong to the secular progressivism of an aging West, the supernaturalist Christianity of a youthful Africa, or to the collision of both with some sort of emergent post-Christian spirituality, the rise of techno-religion or the return of pagan magic? These are general questions, not just Catholic ones, but they are distilled in specific ways in the clash between Francis’ liberalization project and the conservative and traditionalist resistance. And how the world’s largest hierarchical religious institution passes through this crisis, how these questions are fought over and resolved inside a billion-member church, will play a central role in deciding what kind of civilization takes shape in the future — beyond the current era of acceleration and reaction, utopianism and despair. At various times in the John Paul II era there would be

(Alain Pilon/The New York Times) complaints from conservative Catholics, asking why, if liberals believe so intensely in moral and doctrinal transformation, if they are so committed to having (for instance) married or female clergy, intercommunion with other Christian churches, acceptance of homosexuality and contraception and even perhaps abortion, they don’t join one of the numerous Christian bodies where those transformations have taken place? Why be a dissenting and disgruntled Roman Catholic when you can just be a faithful Episcopalian or Congregationalist? The answer, surely, is that the religious-liberal project believes itself to be God’s project, that its tireless advocates believe themselves to be doing the Holy Spirit’s work, and it proves very little about God’s ultimate intentions if a few modestly sized bodies in the firmament of mainline Protestantism embrace the sexual revolution. You will only know and prove that God wants liberalization when liberalization comes to the church of Rome and its billionodd Catholics. You can’t be fully vindicated, fully assured of Providence’s favor, unless you change that church. A similar logic applies to conservative Catholics today. If they are truly on God’s side against an erring pope, they will almost certainly be vindicated within the Catholic Church eventually (presuming that the events of the Book of Revelation do not intervene). And the means of that vindication will probably be less any kind of public argument, as important as those may be, and more a personal willingness to practice and transmit the faith through adversity, to model fidelity and charity, to play an ordinary part in working out the destiny of Christianity’s most important church. When I meet people who are becoming Catholic now, “at a time like this,” the fact that struggles are present inside the church does not seem to especially bother them. They’re used to struggle and uncertainty, they don’t expect a simple refuge, and they recognize that any space of real spiritual power — which the Catholic Church still is, I promise — will inevitably be a zone of contestation as well. As it has been from the beginning, from failed and feckless popes all the way back to failed and even treacherous disciples. If the story that Christians hold up for the world a few days hence is really the greatest and most important ever told, then Christianity will come through this crisis as it has come through past ones. And whether you’re a liberal, a conservative or just a believer trying to stay out of the crossfire, you should feel confident that what happens inside Roman Catholic Christianity will show some of those ways through.

Mientras, la edición 140 de la Fiesta de Reyes, iniciará el 5 de enero a las 2:00 de la tarde en la plaza pública Román Baldorioty de Castro de Juana Díaz con una oferta artística dirigida a los niños. The best genre movies of 2023

“No One Will Save You” (Sam Lothridge/20th Century Studios)

e look at the finest in science fiction, horror, action and international films, all available to stream. Science Fiction Environmental disaster and artificial intelligence run amok have emerged as the major science-fiction concerns of our time. Compared to those, gray, almond-eyed aliens in flying saucers, hellbent on destroying humanity, feel like a throwback to simpler times. But “No One Will Save You,” Brian Duffield’s genre exercise, is deceptive. Kaitlyn Dever plays Brynn, a demure semi-recluse who turns out to be surprisingly adept at fighting back the murderous visitors. The movie uses the suspenseful logistics of physical survival to grab viewers; Duffield has a terrific command of economical action filmmaking. But that is not the reason I’ve been mulling over this nearly dialogue-free movie since it premiered on Hulu in September: The story is actually about psychological survival. An outcast in her small town, Brynn is haunted by a traumatic event in her past, and when she fights for her life, her battle plays like an extreme version of a coping mechanism. I’ve read several theories about the ending, but the entire movie is coded, with the aliens’ retro appearance being a major clue. Under its straightforward exterior, “No One Will Save You” is a melancholic look at what Brynn does not just to live, but to live with herself. — ELISABETH VINCENTELLI Stream “No One Will Save You” on Hulu. Horror My two favorite horror movies this year took apples-andoranges paths to clock me in the face and rip out my heart. “The Outwaters” starts as a lighthearted found-footage account of four friends on a trip to the desert. But almost an hour into the film, a silhouetted figure appears in the dark distance, and that’s when writer-director Robbie Banfitch shifts into gutpunching high gear with a frenzied maelstrom of screams, grunts, creatures and guts. The result is an experimental fever dream, a sustained and visually stunning sensory assault — I could smell fear — that’s singularly thrilling. Turn up the volume for a true razor’s-edge experience. Paul Owens’ low-fi “LandLocked” delivers equally brutal blows but with softer gloves. It’s about a young man (Mason Owens, the director’s brother) who finds a VHS-era camera in his family’s old home that lets him glimpse his past wherever he points the lens. (Owens used his real-life family’s tapes as footage.) Even in empty rooms, demons long thought to be buried instead lurk, and in the film’s most terrifying passage, one monstrously emerges. It’s an assured, understated and deeply creepy slow-burn study of memory, loss and, most meaningfully, fatherhood. — ERIK PIEPENBURG Stream “The Outwaters” and “LandLocked” on Tubi.

Action At first glance, Aatami Korpi (Jorma Tommila), the silent, bruising figure in the Finnish World War II exploitation film “Sisu,” wouldn’t strike you as an activist. After all, he is a stoic prospector who, at the outset of writer-director Jalmari Helander’s film, discovers a mother lode of gold. But the action genre is often where bold political statements are made through simple symbolic figures. So when a vicious SS tank commander, Bruno Helldorf (Aksel Hennie), learns of Korpi’s riches, what arises is a Finnish anti-imperialist story with elements of female empowerment. Helander interweaves these themes through common action tropes. There is the cadre of Finnish female prisoners of war held by the Nazis who will eventually become the kind of army familiar to the exploitation genre, ultimately, winning their bodily freedom. The retired Korpi is also an unstoppable killing machine so feared by the Russian army, it nicknamed him the Immortal. Helldorf throws everything at Korpi: tank shells, bullets and a minefield. Korpi remains unbowed. His repeated return from neardeath scenarios is a wonderful gag that marries comical violence with thematic heft, turning “Sisu” into this year’s sharpest resistance film. — ROBERT DANIELS Rent or buy “Sisu” on major platforms. International For me, this year in international cinema is defined by two images: one of red fumes filling the skies above a German forest in “Afire,” and the other of blindingly blue waves towering over a Tahitian beach in “Pacifiction.” “Afire” is a horror-inflected summer comedy about vulnerable masculinity and bemusing desire from Christian Petzold, known for his postmodern period melodramas (“Transit,” “Phoenix”). “Pacifiction” is a woozy thriller about modern-day colonialism from Albert Serra, the Catalan filmmaker with an acclaimed oeuvre of formally stringent, often historically perverse films (“Liberté,” “The Death of Louis XIV”). Both movies move away from their directors’ usual obsessions with the past. They are animated, instead, by a trembling anxiety about the apocalyptic stakes of the present. In “Afire,” forest fires spurred by climate change spell doom for a group of four young lovers. In “Pacifiction,” a nuclear threat lurks in the ocean, the dark waters barely concealing the machinations of imperialist powers. If the elements rise dramatically to the heavens in both, it’s less to inspire awe than caution — a warning that the forces we have knowingly, venally wreaked upon the world and on one another may just consume us all. — DEVIKA GIRISH Stream “Afire” on the Criterion Channel and “Pacifiction” on Mubi.

amar de los Reyes, a Puerto Rican actor best known for playing police officer Antonio Vega in the soap opera “One Life to Live” and for voicing the villain Raul Menendez in the video game franchise “Call of Duty,” died Sunday in Los Angeles. He was 56. He died of cancer, according to Lisa Goldberg, the publicist for his wife, actor Sherri Saum. De los Reyes was born in San Juan, Puerto Rico, on Nov. 8, 1967, to a Cuban father, Walfredo de los Reyes, and a Puerto Rican mother, Matilde Pages. He described himself as coming “from a family of musicians”: His two brothers and father were acclaimed percussionists, and his grandfather was a famous trumpeter. De los Reyes was raised in Las Vegas and, after high school, moved to Los Angeles to pursue acting. But his first big break was in New York, where he took on the role of Pedro Quinn in the off-Broadway play “Blade to the Heat,” a performance The New York Times described in 1994 as the show’s “most arresting.” “More than any words he utters, the actor’s haunted eyes, sunken cheeks and shaved head convey the extent of Pedro’s torment,” David Richards, the Times’ theater critic, wrote. “In repose, he’s almost spectral. In the ring, he’s like a short circuit, and his silent scream of triumph is a guaranteed spine-tingler.” In his longest-running and perhaps most widely known role, he was a gangster-turned-police officer in “One Life to Live.” De los Reyes appeared in nearly 300 episodes from 1995 to 1998 and from 2000 to 2009. After his character is released from his prison sentence for murder charges when it is revealed he was acting in self-defense, he becomes a police officer and has a series of romantic entanglements. Saum also played the character Keri Reynolds on the show from 2001 to 2003, before the two actors married, and their characters were romantically involved. The show, which ran from 1968 to

2012 mostly on ABC, was groundbreaking for its diverse cast, including the first Black actor to play a lead role on daytime television. In a 2007 interview with Urban Latino magazine, De los Reyes said of the show, “We’re one of the few soaps that has an all-Latino family, a Puerto Rican family, which you don’t see much of, not only on daytime but prime time television overall, and is something I feel network television needs to work harder on.” “I think ‘One Life to Live’ has done a formidable job of that,” he added. De los Reyes also voiced Menendez in the 2012 video game “Call of Duty: Black Ops II,” as well as “Call of Duty: Black Ops 4” and “Call of Duty: Vanguard.” His character is often regarded as one of the franchise’s best villains. At the time of his death, he was filming the CW sports drama “All American” and had recently shot roles in the forthcoming series “Daredevil: Born Again” and the miniseries “Washington Black,” according to his wife’s publicist. Behind the birth of an anti-vaccine story By STUART A. THOMPSON

efore he received his second shot of a COVID-19 vaccine, there was little reason to think that George Watts Jr. was about to die. He was 24 and showed no obvious health problems. He spent most of his time playing video games in his room at his parents’ house in Elmira, a city in south central New York. That is where he was when he collapsed on Oct. 27, 2021. George Jr.’s mother, Kathy, called 911 and started CPR. Paramedics rushed him to the emergency room, where doctors pronounced him dead. What happened? To the family, the answer was instantly obvious. “I blame that damn COVID vaccine,” Kathy Watts said after learning her son had died, according to her husband, George Watts Sr. The medical examiner at a New York hospital reached a similar conclusion, adding more specifics: The cause of death, he wrote, was “COVID-19 vaccine-related myocarditis,” an uncommon and often mild condition involving inflammation of the heart. It can develop when the body battles viruses, responds to certain vaccines, or nearly a dozen other reasons. Multiple studies say the condition can develop in some people, particularly young men, who receive a COVID-19 vaccine. Before long, news of George Jr.’s death ricocheted around the internet, transforming the family’s tragedy into a powerful anecdote inside anti-vaccine communities. It was shared as an urgent warning about vaccine dangers on online forums, podcasts and Facebook groups. To vaccine opponents, George Jr.’s case delivered an unambiguous warning: Vaccines can kill. As those claims spread online, many medical experts started raising questions. Myocarditis could have been the culprit, they said, but it was difficult to conclude that the vaccine was the cause. The Centers for Disease Control and Prevention received specimens from George Jr.’s autopsy and is finalizing a pathology report, according to the New York State Department of Health. Those outstanding questions, however, have not stopped activists, radio hosts and disinformation peddlers from declaring unambiguously that George Jr.’s death resulted from his COVID-19 vaccination. A young man gets vaccinated George Jr. hoped to transform his passion for video games into a career by enrolling in community college in nearby Corning for computer science. The pandemic derailed much of his campus experience, and his grades were slipping heading into his last semester because of remote learning. He thought getting back to the classroom could turn things around. But first, he needed to be vaccinated — a requirement for students at the school, run by the State University of New York. His parents did not trust the vaccine. George Sr. believed it had been developed too quickly. George Jr. had avoided the vaccine earlier in 2021 when it had received emergency-use authorization. He received his first dose on Aug. 27, 2021, four days after the Food and Drug

Almost as soon as COVID vaccines were approved in Washington, concerns about myocarditis started fueling claims from anti-vaccine activists on social media. Administration gave it its full approval. Shortly after receiving his second dose, on Sept. 17, George Jr. started feeling pain in his heels, according to medical records and his father’s account. By early October, his fingers started going numb. By mid-October, his father was so concerned that he drove him to the emergency room. Among other things, George Jr. had the markers of an upper respiratory infection. An X-ray showed no abnormalities or fluid in his lungs. He said he didn’t have chest pain or shortness of breath, according to the coroner’s investigation, two common symptoms among myocarditis patients. Doctors diagnosed him with a sinus infection and bronchitis and prescribed antibiotics. A week later, George Jr. was rushed back to the emergency room after coughing so much that he started vomiting. Doctors found no obvious lung problems, his heart wasn’t enlarged, and there were no signs of cardiac issues, according to the coroner’s report. Eight days after his emergency room visit, George Jr. collapsed and died. His body was transported 40 minutes east, to Binghamton, for an autopsy at Lourdes Hospital. The medical examiner at Lourdes found that the heart muscle, the myocardium, was losing some of its strength and sagging. Parts of the heart, when examined under a microscope, were inflamed. Both are clues that point toward myocarditis. Myocarditis: A known risk Myocarditis sometimes interferes with the heart’s function, interrupting electrical signals and causing chest pain, an irregular heartbeat and, in extremely rare cases, cardiac arrest. It is well established that the mRNA vaccines developed by Pfizer-BioNTech and Moderna slightly increase the risk of developing myocarditis, especially in young men. Most patients recover from the condition after at least 90 days. Doctors concluded the benefits from getting vaccinated far outweighed the risks. Deaths tied to the vaccine are extremely rare. Worldwide, there are a few known myocarditis deaths among vaccinated individuals, among hundreds of millions who received a shot. An anti-vaccine story takes off Almost as soon as COVID vaccines were approved in Washington, concerns about myocarditis started fueling claims from anti-vaccine activists on social media. In the case of George Jr.’s death, vaccine opponents had one piece of concrete evidence: a death certificate that placed the blame squarely on the vaccine.

Noticing that George Jr.’s story could yield some political influence, a collection of anti-vaccine influencers sought out the Watts family, introducing them to large platforms and even larger goals. Shannon Joy, a radio and podcast host in Rochester, New York, brought George Sr. onto her show. In her mind, George Jr.’s case “got to the truth” about vaccines despite pushback from mysterious forces. Children’s Health Defense, a nonprofit founded by antivaccine activist Robert F. Kennedy Jr., approached the Watts family, kick-starting a relationship that resulted in a long-shot lawsuit against the Defense Department, which had overseen the vaccine’s development. The lawsuit claimed the department had used George Jr. as “an unwitting guinea pig” in a “mass human experiment.” Doctors raise doubts When George Jr.’s spleen was removed during autopsy, the medical examiner found it remarkably enlarged. It weighed 1,350 grams. A typical spleen weighs around 200 grams. But the medical examiner gave no explanation. His kidney was also damaged, showing both inflammation and dead tissue. His lungs showed late-stage pneumonia. His brain showed chronic inflammation. “It’s like the whole immune system was just revved up everywhere,” said Dr. James Gill, the chief medical examiner for Connecticut and former president of the National Association of Medical Examiners. Even more alarming was the condition of George Jr.’s prostate gland, which was yellow in places and partially necrotic, meaning partially dead. That could explain the blood found in his urine during his emergency room visits. Dr. Elizabeth Murray, a pediatrician from nearby Rochester, was skeptical about the medical examiner’s conclusions. If he “is going to say myocarditis due to the vaccine, then why isn’t he also saying kidney damage due to the vaccine? And lung damage and brain damage and prostate damage due to the vaccine?” she said. “None of that was listed.” The report being prepared by the CDC could shed more light on George Jr.’s death. If they agree with the medical examiner, George Jr.’s death could become the first that the department has tied to vaccine-related myocarditis in the United States. If they disagree, it could offer more clarity about what happened to George Jr.

arth is finishing up its warmest year in the past 174 years, and very likely the past 125,000. Unyielding heat waves broiled Phoenix and Argentina. Wildfires raged across Canada. Flooding in Libya killed thousands. Wintertime ice cover in the dark seas around Antarctica was at unprecedented lows. This year’s global temperatures did not just beat prior records. They left them in the dust. From June through November, the mercury spent month after month soaring off the charts. December’s temperatures have largely remained above normal: Much of the Northeastern United States is expecting springlike conditions this week. That is why scientists are already sifting through evidence — from oceans, volcanic eruptions, even pollution from cargo ships — to see whether this year might

evidence that all points in the same direction,” said Chris Smith, a climate scientist at the University of Leeds. “Then we’re looking for causality. And that will be really interesting.” As extreme as this year’s temperatures were, they did not catch researchers off guard. Scientists’ computational models offer a range of projected temperatures, and 2023’s heat is still broadly within this range, albeit on the high end. On its own, one exceptional year would not be enough to suggest something was faulty with the computer models, said Andrew Dessler, an atmospheric scientist at Texas A&M University. Global temperatures have long bobbed up and down around a steady warming trend because of cyclical factors like El Nino, the climate pattern that appeared in spring and has intensified since, possibly signaling more record heat to come in 2024. “Your default position has to be, ‘The models are right,’” Dessler said. “I’m not willing to say that we’ve ‘broken the climate’ or there’s anything weird going on until more evidence comes in.” One thing researchers will be watching is whether something unexpected might be happening in the interplay of two major climate influences: the warming effect of greenhouse gases like carbon dioxide and the cooling effect of other types of industrial pollution. For much of the past 174 years, humans have been filling the skies with both greenhouse gases and aerosols, or tiny particles from smokestacks, tailpipes and other sources. These particles are harmful to the lungs when inhaled. But in the atmosphere, they reflect solar radiation, partly offsetting the heat-trapping effect of carbon dioxide. In recent decades, however, governments have begun reducing aerosol pollution for public-health reasons. This has already caused temperature increases to speed up since 2000, scientists estimate. And in a much-discussed report last month, climate researcher James E. Hansen argued that scientists had vastly underestimated how much more the planet would warm in the coming decades if nations cleaned up aerosols without cutting carbon emissions. Not all scientists are persuaded. Arguments like Hansen’s have been

hard to square with patterns in recent decades, said Reto Knutti, a climate physicist at the Swiss university ETH Zurich. In recent years, scientists have also discovered that global warming is shaped not just by how much heat is trapped near Earth’s surface but also by how and where this heat is distributed across the planet. This makes it even harder to conclude with confidence that warming is poised to accelerate, Knutti said. Until the current El Nino is over, “it’s unlikely we’ll be able to make definitive claims,” he said. Pinning down the precise scale of aerosols’ effect has been difficult, too. Part of how aerosols cool the planet is by making clouds brighter and deflecting more solar radiation. But clouds are devilishly complex, coming and going and leaving few traces for scientists to examine, said Tianle Yuan, a geophysicist with NASA and the University of Maryland, Baltimore County. “That’s fundamentally why it’s a hard problem,” he said. This year, aerosols have been of particular interest because of a 2020 international regulation that restricted pollution from ships. Yuan and others are trying to identify how much the regulation might have increased global temperatures in recent years by limiting sunlight-reflecting aerosols. Hansen’s argument for faster warming leans in part on reconstructions of climatic shifts between ice ages over the past 160,000 years. Using Earth’s distant past to make inferences about climate in the coming years and decades can be tricky. Still, the planet’s deep history highlights how extraordinary the present era is, said Bärbel Hönisch, a scientist at Columbia University’s Lamont-Doherty Earth Observatory. Fifty-six million years ago, for instance, geologic turmoil added carbon dioxide to the atmosphere in quantities comparable to what humans are adding today. Temperatures jumped. The oceans grew acidic. Species died en masse. “The difference is that it took about 3,000 to 5,000 years to get there” back then, Hönisch said, compared with a few centuries today. It then took Earth even longer to neutralize that excess carbon dioxide: about 150,000 years.

Elite chess players keep accusing each other of cheating By DYLAN LOEB McCLAIN

his is an era of milk and honey for those who live, breathe and make their livelihood from chess. But, like family members fighting over a piece of bread at the dinner table, the top players cannot seem to stop getting into disputes about the integrity of the game. The latest episode concerns Hikaru Nakamura, one of chess’s top stars, and Vladimir Kramnik, who was world champion from 2000 to 2007. Last month, in a series of blog posts on Chess.com, the world’s most popular chess site, Kramnik insinuated that Nakamura had probably cheated while playing on the site. Nakamura did not respond to a request for comment for this article. In one post that he subsequently deleted, Kramnik, without mentioning Nakamura by name, wrote that in one streak of 46 games, “a player” had won 45 games and drawn one. Kramnik then wrote, “I believe that everyone would find this interesting.” After it became apparent that Kramnik was referring to Nakamura, he added in another post Nov. 21, “Having checked Hikaru’s statistics carefully, I have found NUMEROUS low probabilities performance both of him and some of his opponents.” In other words: He implied that Nakamura’s results were very suspicious. When reached for comment Friday, Kramnik said that he never meant to say that. When a reporter pointed out to him that his words could be misunderstood, he said, “Of course it is not an accusation,” adding that people could interpret his comments however they wished. On Sunday, Chess.com closed Kramnik’s blog and muted his account. In a statement posted to social media, Chess. com said it had met with Kramnik “numerous times” and added: “Our team carefully investigated many dozens of players about which GM Kramnik raised suspicions. In the vast majority of cases, we found his accusations baseless.” Kramnik said in an email that he had received news of the account closure from an associate, not directly from Chess.com. He added that there was no warning and said that for the past couple months, there had not been “a single communication attempt from them.”

(Kim Raff/The New York Times) Nakamura is not only one of the world’s top players, but he is also one of the game’s most popular streamers, with about 2 million followers on both his Twitch and YouTube channels. He did not take Kramnik’s claim lightly. Nakamura said that Kramnik was “cherry picking” the statistics that he was using, and he said on one of his streaming casts: “You don’t get to make false accusations when you are not an expert. You don’t get to make false accusations when you don’t have data to back yourself up.” Given the high profiles of the two players, the controversy has swept the chess world. Mathematicians and amateur players have weighed in with their opinions and statistical analyses. Chess.com, which has its own system for detecting cheating, posted a statement saying: “We take all cheating accusations seriously. In the case of the recent accusations against Hikaru Nakamura by Vladimir Kramnik, we have generated nearly 2,000 individual reports on Hikaru’s games in our Fair Play system and have found no incidents of cheating.” Kramnik was incensed by the statement. In a blog post on the same day, he wrote, “Calling my recent efforts on help improving anti cheating efficiency of chess.com platform ‘accusations of Hikaru Nakamura by Vladimir Kramnik’ is a clear public disinformation which obviously can cause a huge image damages to me.” He

demanded that Chess.com retract its statement, threatening to sue if it did not. To date, Chess.com has not done that. Before his account was muted, Kramnik told The New York Times that he was “shocked” by the reaction of Nakamura and Chess.com to what he wrote and that he had suffered damage to his reputation as well as personally to his family. He said he had received at least one death threat on Chess.com and that when he reported it to the site’s administrators, they banned the person who sent it. He said the website took no action beyond that and did not apologize to him. “It seems to me that they are not doing what they can do to fight against cheating,” Kramnik said, “so I will continue to do it myself.” He added that he intends to file a lawsuit against Chess.com and against Nakamura; he is preparing the case now. There is some significance in Nakamura being involved in a brouhaha in which he is accused of cheating, because the roles were reversed last year. That case involved Magnus Carlsen, the world’s top-ranked player and the former world champion, who accused Hans Niemann, a rising American star, of cheating shortly after Carlsen lost to him in a tournament in St. Louis. Carlsen then withdrew from the tournament. Soon after, Chess.com released a report saying that Niemann had cheated in as many as 100 games while playing on its site over

the years. Niemann had admitted to cheating twice on the site and years before the game against Carlsen. A representative for Carlsen did not respond to a request for comment. Nakamura was a vocal supporter of Carlsen during the episode, pointing to the Chess.com report as proof that Niemann could not be trusted. In the uproar that followed, Niemann filed a lawsuit against Carlsen, Chess. com and Nakamura seeking $100 million. The International Chess Federation, also known as FIDE, the game’s governing body, opened an investigation into what happened. The lawsuit was settled in August for undisclosed terms, and Niemann was allowed to play again on Chess.com without restrictions. In an interview, Erik Allebest, one of Chess.com’s founders and its CEO, described the relationship now between the site and Niemann as “very professional,” though he admitted that Niemann had “ghosted” him and Danny Rensch, the site’s chief chess officer, since the reinstatement. Paula Murphy, once ‘the fastest woman on wheels,’ dies at 95 By ALEX TRAUB

aula Murphy, a leading female car racer in an era when land speed records thrilled the American public, died Dec. 21 at an assisted living facility in Prescott, Arizona. She was 95. Her death was confirmed by her son, Dan Murphy, who said her health had declined after she broke her femur in May. Paula Murphy gained attention in the 1960s and ’70s when she set records for women in drag racing, in stock car racing, in U.S. transcontinental driving, on a closed-course track and on the Bonneville Salt Flats, the Utah staging ground where land speed records were broken. Craig Breedlove’s exploits on the salt flats inspired a 1963 Beach Boys song named after his jet-powered car, “Spirit of America.” In the late 1970s and ’80s, Shirley Muldowney became known for winning drag races against men; in the 2000s, Danica Patrick won a race in the IndyCar Series. Murphy was never as prominent as either of them, but she was notable for proving in an earlier era that women had the nerve and the skill to race very fast cars. She first made national news in 1964 when she became the first woman to zoom across the salt flats in a jet-engine car, setting a speed record for women. Her vehicle was built by Walt Arfons, who was in the thick of competing against his half brother, Art, and Breedlove. It spewed a 10-foot flame; its engine screamed; it could be controlled not by steering so much as by the deployment of parachutes. The car was designed for a man, and when Murphy got into the cockpit, she could not reach the brake pedal. A big pillow was stuffed behind her back, which raised her up in the seat, exposing her upper body to the full blast of the wind. Before taking off, she said later, she had not received many instructions beyond being told where the accelerator was. Her sponsor, the racing promoter Andy Granatelli, said he would pay her expenses plus $10 for every mile per hour she achieved. Murphy had to contend with wet conditions. (Women in Motorsports NA/Facebook) speed of 226.37 mph, breaking her own woman’s land speed record of 161.29, set the previous year. “I feel I’m doing what not too many women do,” she told The Akron Beacon Journal in 1964. “It’s kind of a pioneer spirit. And I get a thrill from the speed. It’s the idea of being in control of this big machine.” In 1975, The New York Times reported that she was known as “the fastest woman on wheels.” By then, she was a racer full time. “I’m an oddity, a rarity, and that helps,” she told The Anniston Star of Alabama in an interview during her successful years. “I have 60 to 70 bookings every year.” Being presented as the world’s inaugural female race car driver was not always pleasant. “She prepares to sit down in the most unusual office ever occupied by a pretty young lass in a miniskirt,” one TV newscaster said over footage of her approaching her car. In 1964, Sports Illustrated referred to her as a “girl” and a “29-year-old brunette.” She was actually 36, and divorced.

In 1963, she became the first woman to drive laps at the Indianapolis Motor Speedway. “They had me putting on lipstick and patting my hair and giving everyone goo-goo eyes for all the cameras,” Murphy told author Erik Arneson for his book “The Fastest Woman on Wheels: The Life of Paula Murphy,” which was published in August. “I did what I was asked to do.” Interviewers frequently asked Murphy about what in the 1970s was called “women’s lib.” She tended to reply the same way: “I was doing my own thing before those two words were ever uttered.” Paula Muhlhauser was born on June 16, 1928, and grew up in Cleveland. Her father, Paul, was a tool designer who built his own sailboats and raced them in his spare time. Her mother, Libbie (Kuchenbecker) Muhlhauser, was an X-ray technician who became a homemaker. As a girl, Paula competed in speedskating and sailboat racing and in equestrian shows. She graduated from the University of Cincinnati in 1949 with a degree in health and physical education. She got a job in

human resources at General Electric and married a colleague, Dan Murphy. In 1953, she gave birth to her son. The couple moved to Southern California for the sake of Dan Murphy’s career in aerospace sales, but they divorced in 1956. By the time the younger Dan was 10, the family did not even know where his father was, leaving Paula Murphy to raise him on her own, with the help of her father. She worked at Marquardt, an aerospace engineering firm in North Hollywood. Friends at work took her to car races. She was fond of saying that her first impression was that they were about as interesting as watching grass grow. Her views changed when she got the chance to race herself. In 1973, when she was racing a rocket-powered car called the Pollution Packer at the Sears Point Raceway (now the Sonoma Raceway) in Northern California, her parachutes came off her car. She flew off the end of the track at about 300 mph, gained about 70 feet of altitude and crashed. She broke her neck. At the time, fatal crashes were disturbingly common in racing. Jessi Combs, whose 522.783 mph is the current woman’s land speed record, crashed and died in 2019 when she decelerated on a dry lake bed in Oregon. Murphy retired from racing in the late 1970s and became a buyer for Rocketdyne, a rocket engine company in Los Angeles. In addition to Arneson’s book, a Fox Sports documentary about Murphy, “Paula Murphy: Undaunted,” came out this year. Besides her son, Murphy is survived by two grandchildren and one greatgrandson. In recent decades, she had lived in Palmdale, a city in Los Angeles County. Land speed records drew major public attention in the same era as the race to the moon and to the deepest point of the ocean. Murphy spoke to something in the national spirit of her day when, in a 1970 interview with The Tampa Tribune, she described her drive at the Bonneville Salt Flats as the experience of reaching the limits of the possible. It was, she said, as if “I was hanging out over the edge of the whole wide world.”
