Gov. Pedro Pierluisi Urrutia said Thursday that a decision on calling an extraordinary session of the Legislative Assembly before the Christmas holidays, to address several matters that he considers urgent, is “imminent.”
“I am inclined to call an extraordinary session of the Legislative Assembly,” the governor said in response to questions from the press. “I have not yet made the decision, but it is imminent.”
He added that he will make the decision “at any time” and that the intention is not to coincide with the Christmas holidays.
Among the issues that Pierluisi hopes the Legislature will address, he mentioned the proposal to adapt the local tax system to the Global Minimum Tax that begins to apply in January 2025. He noted that some European companies that operate on the island have warned they will reconsider expansion plans if the matter is not addressed promptly.
Pierluisi also pointed out that the Financial Oversight and Management Board looks favorably on the granting of a refundable incentive to taxpayers with moderate incomes again, similar to the one granted in April of this year, which reached $250 million. He stressed the need to approve that mechanism with sufficient advance notice so that the Treasury
Department can implement it on time.
The governor also said it is likely that the extraordinary session will include amendments to bills already signed that require corrections, as well as adjustments to incentives arranged for the development of urban centers after input from the oversight board.

he U.S. House of Representatives on Thursday approved the Roberto Clemente Commemorative Coin Act (H.R. 6751), a bipartisan initiative led by Puerto Rico Resident Commissioner Jenniffer González Colón and Rep. Adriano
Espaillat (D-N.Y.) that aims to commemorate the legendary Puerto Rican baseball player and humanitarian Roberto Clemente through the creation of a commemorative coin.
“As the only representative of Puerto Rico in Congress I feel proud that the House has honored one of our own by approving this law that assures us that the life and legacy of Clemente are recognized forever through this commemorative coin,” González Colón said in a written statement. “The income from this coin will benefit the Roberto Clemente Foundation and its important community work.”
Espaillat stressed the transcendence of Clemente not only as a baseball icon, but as a humanitarian committed to social justice. “From breaking barriers to giving help to the needy, the impact of Clemente goes much further than sports,” he said.
Clemente, who played 18 seasons with the Pittsburgh Pirates, was the first Latino to enter the National Baseball Hall of Fame in Cooperstown, N.Y. He was inducted in 1973, less than three months after losing his life in a plane crash off the coast of Carolina on Dec. 31, 1972, while attempting to deliver relief supplies to earthquake victims in Nicaragua. He was the winner of the National League Most Valuable Player award (1966) the World Series MVP award (1971) and 12 consecutive Gold Gloves as a right fielder (1961-1972).

Secretary Manuel Cidre Miranda asked the incoming administration on Thursday to make it possible to complete the project of launching rockets from the old Roosevelt Roads naval base in Ceiba.
“The aerospace sector and vertical launch are the future,” said Cidre Miranda during the transition hearing. “That while it’s true that the typical takeoff from an airplane is less polluting or is more manageable, what we’re really looking at is SpaceX, and what is happening is there are a lot of [...] companies interested in looking at vertical launch.”
“There is a person in the United States, I can’t publish his name, who has presented a proposal to the directors of the board of Roosevelt Roads to establish an area that doesn’t affect Roosevelt Roads, for a vertical [launch] platform,” he added.
“That is in process. I urge this administration that the person who heads that board, and the executive director in charge of Roosevelt Roads, pay special attention to opportunities in that direction,” the DDEC secretary continued. “Obviously, it is an issue that requires a lot of federal permitting,
among other things, and it is an issue that is not necessarily a popular issue for reasons that are often due to ignorance, and to be honest, I possibly include myself in that perception. But we should not stop studying the option as a great possibility to develop not only Roosevelt Roads, but to develop the entire eastern region of Puerto Rico,”
DDEC deputy secretary Humberto Mercader said the interested parties claim that there should not be a considerable environmental impact due to the noise or dust that the rockets would raise during the takeoff process.
“Those who were making the proposal did a study on the impact that these takeoffs would have and they categorized them, if I am not mistaken, as low, medium and high impact,” he said. “The larger the rocket, the greater the impact. And they establish that, with little impact, that is, the smallest ones, it would not affect, it would not be incompatible with the part [of the former base] that is being developed at a tourist and residential level. They even argue that it is an additional attraction for the entire area and creates an economic activity where jobs can be created, because around this there are always maintenance, repair and testing operations.”

residents of Ceiba and the Roosevelt Roads Board approved the entry of the company, under the understanding that they were going to handle airplanes or horizontal takeoffs. When they were told about the rocket launches, they rejected it.
“Originally the intention of this company,
which the deputy secretary refers to, was the horizontal launch,” he said. “Obviously this horizontal launch was submitted to the community, the community understood it and the board approved it. When the second phase came, which is a vertical launch, it did not receive the same reception from the board.”

Gov. Pedro Pierluisi Urrutia defended the government transition process on Thursday by stating that the agencies have supplied the information required by law and that the work teams of the outgoing and incoming administrations have had full opportunity to exchange data and ask questions.
“I am very aware of what is reported in the media and I know that there have been criticisms regarding the performance of the incoming committee, as well as the outgoing committee,” the governor said of this week’s
hearings. “I think that these criticisms, to a certain extent, are unnecessary.”
In response to questions from the press, Pierluisi noted that agency heads appear under oath, are obliged to answer the questions asked of them, and that the incoming committee has the responsibility to investigate and request recommendations. He stressed that the process has been carried out in accordance with the law, and that any additional information can be obtained with an appropriate formulation of questions by the incoming committee.
Regarding the criticisms about the lack of recommen-
dations offered by the agencies, the governor insisted that those can be provided if the officials are asked directly.
“The responsibility of the person asking is key,” he said, emphasizing that if the agency heads are asked what the main problems they face are and what their suggestions are for solving them, they will undoubtedly provide answers.
Pierluisi added that despite the public observations and accusations, the transition process has flowed correctly and that the incoming government “is receiving a status report as it should be, of how the government is at this given moment.”

Some University of Puerto Rico (UPR) campuses risk being shuttered due to the dramatically reduced number of registered students. Since 2010, the university system’s enrollment has fallen by more than 22,000.
Although UPR President Luis A. Ferrao Delgado promised not to close campuses when he took office a few years ago, he did not rule out the need to cut the number of campuses from 11 down to five or six to address the sustainability of the system.
Ferrao made his remarks during this week’s government transition hearings.
In May of this year, faculty members and workers at UPR Utuado received letters informing them of a transfer to other campuses. Ferrao has denied that the move means UPR Utuado, which has very few students, will be shut down.
Former Gov. Alejandro García Padilla said in a radio report that Puerto Rico has enough students. Ferrao must evaluate academic offerings to attract new students and avoid any campus closures, he said.
That approach has been echoed by New Progressive Party Rep. José Meléndez Ortiz, who maintains that the UPR must modernize its programs of study.
Given the reduced enrollment, Ferrao said the UPR wants to attract students from the Dominican Republic and Costa Rica.

The LGBTQ+ Federation of Puerto Rico announced Thursday that it reached agreements with the Police Bureau commissioner and the local head of the FBI that address core issues regarding the treatment of LGBTQ+ people and the protection of their civil rights.
“We are satisfied with the announcement by Police Commissioner Antonio López, establishing links with the LGBTQ+ community in 13 police regions,” said Pedro Julio Serrano, president of the federation. “The agents in charge of the citizen interaction committees will now address complaints from the LGBTQ+ people in each police region and ensure their civil rights are protected.”

communications director, added: “Likewise, we will continue to work collaboratively with the federal Justice Department, the FBI, and the Office of the Police Reform Monitor to evaluate the training and protocols that have to do with matters related to the LGBTQ+ community.”
The organizations will make visual representations of appropriate exchanges with LGBTQ+ people by uniformed officers and participate in police training, noted Eduardo Cintrón, the alternate secretary of the federation.
“In addition, the head of the FBI in Puerto Rico, Joseph González, promised that his team will train the police liaisons with the LGBTQ+ community on the correct treatment of people in the community and the attention to crimes against our population,” said Carmen Milagros VélezVega, director of the federation. “This joint effort will allow our civil rights to be respected.”

The non-profit environmental organization LimPiaR, in collaboration with the Municipality of Loíza and IFCO Recycling, invites all citizens to participate in its second Recycling “Pop-up,” an initiative funded by Ford Environmental Grants.
The monthly events are dedicated to addressing Puerto Rico’s recycling challenges, raising environmental awareness, and encouraging community participation in sustainable practices.
The next Pop-up will take place on Saturday, Dec. 14 at Miguel Fuentes Pinet Stadium in Loíza from 10 a.m. to 1 p.m., and is open to residents of Loíza, surrounding towns and the general public. Unlike traditional events in recycling, the regular events create an interactive and educational expe-
rience -- offering educational resources, recycling incentives for Loíza citizens, and an opportunity to connect with others passionate about sustainability.
“With only 20% of Puerto Ricans having access to curbside recycling and only 7% of recyclable materials being recycled, events like these are critical,” said Auraluz Guzmán, director of education and community partnerships at LimPiaR. “Community education and participation are essential to changing behaviors and ensuring a sustainable future for Puerto Rico.”
The organizing team encourages attendees to start saving recyclable items at home now to bring to the event. Accepted materials include #1, #2, #5 plastics (e.g. water bottles, detergent containers, yogurt containers), as well as aluminium and tin (e.g. beverage cans, food cans). Afrantic manhunt was underway Thursday for a masked assailant who shot and killed the CEO of UnitedHealthcare, one of the largest health insurers in the United States, outside a midtown Manhattan hotel Wednesday morning in what police called a brazen assassination.
The executive, Brian Thompson, was shot from behind as he arrived at the New York Hilton Midtown on West 54th Street for an investors’ gathering.
After firing at least three shots at Thompson, 50, and hitting him in the calf and back, the shooter ran through a nearby passageway to West 55th Street, where police said he jumped on a bike and rode off into Central Park.
Police are now investigating whether the gunman escaped on an unmarked e-bike, rather than a Citi Bike as they first said, according to two people familiar with the investigation.
On Thursday, police released two photos of the man who is believed to be the shooter with his mask down that appear to have been taken at a hostel he was staying at. A senior law enforcement official said the shooter had been sharing a room with two strangers at the hostel, which is on the Upper West Side of Manhattan near 103rd Street and Amsterdam Avenue. It remains unclear when the photos were taken.
Police were also investigating messages left on bullet casings at the scene of the shooting, according to two law enforcement officials. Authorities are running ballistics tests on the casings, which appear to have had the words “delay” and “deny” on them, the official said.
While the meaning of the message was not immediately clear, “Delay, Deny, Defend” is the title of a 2010 book by Jay M. Feinman, a professor emeritus at Rutgers Law School, that discusses ways that health insurance companies avoid paying for patients’ claims.
Who was Brian Thompson?
Thompson became UnitedHealthcare’s CEO in April 2021. The company, which is based in a Minneapolis suburb, is a unit of UnitedHealth Group, whose market valuation of $560 billion makes it one of the country’s largest publicly traded companies.
Thompson spent more than 20 years rising through the ranks at UnitedHealthcare, which offers insurance to companies and individuals, employs about 140,000 people and had $281 billion in revenue in 2023.

$10.2 million last year, with $1 million in base pay augmented by substantial cash and stock grants. The company’s profits rose on his watch, jumping to more than $16 billion last year from $12 billion in 2021.
But amid the growth, the company and its parent also attracted scrutiny from lawmakers and regulators who accused them of systematically refusing to authorize health care procedures and treatments.
UnitedHealth Group’s size and scope have attracted the attention of the Justice Department, which is examining whether it has engaged in anticompetitive behavior.
According to regulatory filings, Thompson owned about $20 million of UnitedHealth Group shares as of late September. Bloomberg reported in April that he was one of several company executives who sold shares before the Justice Department antitrust investigation was disclosed to investors — about $15 million worth, in Thompson’s case. The company told Bloomberg at the time that the sales had been approved.
UnitedHealthcare has drawn criticism from patients, lawmakers and others over its denial of claims that have, at times, left people stuck with sizable medical bills that they have to pay out of their own pockets.
UnitedHealthcare was the subject of a scathing report released by a Senate panel that documented insurers’ refusal to pay for the care of older people who suffered a fall or stroke. The report was part of Senate investigations into denial rates of private Medicare Advantage plans. Thompson’s company, in particular, was cited for a surge in denials in post-acute care when it increased to 22.7% in 2022 from 10.9% in 2020.
How did the shooting unfold?
The killer, according to images released by police and security camera footage, was a man wearing a dark hooded jacket, a gray backpack and a mask covering the bottom of his face.
Apparently knowing which door Thompson planned to enter, the shooter arrived outside the hotel about 10 minutes before his intended target and ignored passersby as he lay in wait.
As Thompson, in a blue suit, walked toward the hotel entrance, the shooter approached him from behind and fired at least three shots with a pistol that appeared to be fitted with a silencer. The pistol jammed during the shooting, but the gunman cleared the jam quickly and continued firing.
Struck by the bullets, Thompson took
several steps, turned to face his assailant and then collapsed on the sidewalk.
With his victim crumpled against a wall, the shooter walked toward him slowly. He seemed to point the gun at Thompson one more time, then walked away. He began to run only as he was crossing the street.
Where does the investigation stand?
The police commissioner, Jessica Tisch, who was sworn into the job just last week, said her department would “not rest until we identify and apprehend the shooter in this case.”
Officers recovered a cellphone near the shooting site, and detectives were conducting a forensic analysis to see whether it was linked to the killing, police said.
Investigators were also expected to comb through footage from the many security cameras on the surrounding blocks that might offer leads as to where the shooter came from and where he went.
One place he apparently stopped before the shooting was a nearby Starbucks on Sixth Avenue. Several images released by police from inside the coffee shop showed what appeared to be a man dressed the same way as the shooter.
Police released additional images of who they believe to be the shooter Thursday morning. The images show a man, smiling and wearing a green jacket, backpack and what looks like the black face mask he was seen wearing in previous photos around his neck.
Law enforcement officials were also investigating the purchase of a gun in Connecticut that they believe resembles the one used in the shooting, two officials briefed on the investigation said. They are trying to determine if that gun was bought by the person they suspect to be the shooter, the officials added.
Investigators were also examining Thompson’s background for signs of a possible motive.
He had recently received several threats, according to a law enforcement official familiar with the investigation; the source and precise nature of the threats were unclear.
Police officers in Maple Grove, Minnesota, where Brian Thompson lived, responded to a bomb threat targeting his home Wednesday, just hours before he was gunned down, a police report released Thursday said. The small suburban police department asked the Minneapolis bomb squad for help searching two residences, which did not turn up any explosives, according to the report. It remains unclear if that threat was related to his killing.

Members of the Supreme Court’s conservative majority seemed ready Wednesday to uphold a Tennessee law denying transition care to transgender youth, with some of them saying that judgments about contested scientific evidence should be made by legislatures rather than judges.
“The Constitution leaves that question to the people’s representatives, rather than to nine people, none of whom is a doctor,” Chief Justice John Roberts said.
Justice Ketanji Brown Jackson responded that leaving the question to the states was an alarming abdication of responsibility. “I’m suddenly quite worried,” she said.
The Tennessee law prohibits medical providers from prescribing puberty-delaying medication, providing hormone therapy or performing surgery to treat what the law called “purported discomfort or distress from a discordance between the minor’s sex and asserted identity.” But the law allows those same treatments for “a congenital defect, precocious puberty, disease or physical injury.”
More than 20 other states have similar laws. The court’s decision, expected by June, will almost certainly yield a major statement on transgender rights against the backdrop of a fierce public debate over the role gender identity should play in areas as varied as sports, bathrooms and pronouns.
The wide-ranging argument, which lasted 2 1/2 hours, touched on the approaches of other nations, the relevance of a previous ruling protecting transgender workers from workplace discrimination and the rights of parents.
But the core question the justices focused on was whether the Tennessee law made distinctions based on sex, which would subject it to a demanding form of judicial scrutiny and make it harder for the law to survive.
Three families and a doctor sued to challenge the law, and the Biden administration intervened on their side. The challengers said the law violated the Constitution by denying equal protection to transgender people, primarily by discriminating against them based on sex.
J. Matthew Rice, Tennessee’s solicitor general, disagreed, arguing that the law was passed for medical purposes, and several of the conservative justices appeared to agree that it did not amount to sex discrimination.

boys and girls, because neither can transition,” Justice Amy Coney Barrett said, repeating and seeming to endorse a point made by Justice Brett Kavanaugh.
Some conservative justices also seemed inclined to follow the court’s approach in overturning Roe v. Wade in 2022. In that case, the majority said regulating abortion was a matter for the states.
So, too, Kavanaugh said, is gender transition care.
“The Constitution doesn’t take sides on how to resolve the medical and policy debate,” he said. “The Constitution is neutral on the question.”
Assessing the court’s ultimate direction was complicated by the silence of one justice in the conservative majority, Justice Neil Gorsuch, who wrote the opinion in the employment discrimination case. But it seemed probable that there were at least five votes for rejecting the equal protection challenge to the law.
Over the past decade, as the number of adolescents identifying as transgender has risen sharply, doctors around the world have weighed the risks and benefits of what is called gender-affirming care, or treatments like puberty blockers, hormones and surgeries that align their bodies with their gender identities.
Most doctors in the United States sup-
port gender treatments for adolescents, based on guidelines written by professional medical groups. But in Europe, countries including Sweden, Finland, Norway and Britain have limited gender-related medical treatments for teenagers after scientific reviews that found weak evidence of long-term benefits.
No European country has categorically banned gender medications for minors as Tennessee and more than 20 other states have done, almost entirely under Republican leadership. In Britain, for example, young people can get prescriptions for puberty blockers in clinical trials. And in contrast with states in the United States where bans extend until the age of 18, teenagers can have access to hormone treatments at the age of 16.
Several justices noted that some European countries have become wary of some kinds of transgender care.
“England’s pulling back and Sweden’s pulling back,” Kavanaugh said. “It strikes me as a pretty heavy yellow light if not red light for this court to come in, the nine of us, and constitutionalize the whole area when the rest of the world, or at least the countries that have been at the forefront of this, are pumping the brakes.”
The Tennessee law is different from the European responses, said Elizabeth B. Prelogar, the U.S. solicitor general, who argued
on behalf of the Biden administration. “It’s a sweeping categorical ban,” she said.
Most of the argument concerned whether the Tennessee law drew distinctions based on sex.
Justice Elena Kagan said a more straightforward approach was available. “There’s another way of looking at a law like this, maybe a more obvious way,” she said, “which is that it’s a classification based on transgender status.”
Among the factors the court has used to determine whether to grant protected status to groups warranting heightened scrutiny are whether their traits are immutable and whether they have political power.
Justice Samuel Alito said gender identity is not always fixed and so cannot be said to be immutable.
“There are individuals who are born male, assigned male at birth, who at one point identify as female, but then later come to identify as male,” he said.
Chase B. Strangio, a lawyer with the American Civil Liberties Union representing the families challenging the law, said that “the discordance between a person’s birth sex and gender identity has a strong biological basis and would satisfy an immutability test.”
Kavanaugh asked questions about sports, suggesting that it may not be “logically and legally possible” to strike down the Tennessee law but to uphold “laws that limit women’s and girls sports to exclude transgender athletes.”
Prelogar responded that the two kinds of laws are different. Letting transgender women play on sports teams affects the other players, she said.
“There’s nothing like this here,” she added. “Allowing transgender individuals who have carefully thought about this and consulted with their parents and their medical team to access these medications that have health benefits recognized here and abroad in no way affects the rights of other people.”
The Supreme Court has only once before heard arguments in a case on transgender rights. The question in that case, Bostock v. Clayton County, decided in 2020, was whether a federal civil rights law protected transgender people from employment discrimination.
The court said yes, relying on the law’s prohibition of discrimination “because of sex.”
“It is impossible,” Gorsuch wrote for a six-justice majority, “to discriminate against a person for being homosexual or transgender without discriminating against that individual based on sex.”

On Wednesday, the price of a single Bitcoin rose to more than $100,000, a remarkable milestone for an experimental financial asset that had once been mocked as a sideshow and a fad. The total cost of those pizzas today: $1 billion.
Bitcoin now stands as arguably the most successful investment product of the past 20 years. The value of all the coins in circulation is $2 trillion, more than the combined worth of Mastercard, Walmart and JPMorgan Chase. The motley assortment of hackers and political radicals who embraced Bitcoin when it was created by an anonymous coder in 2008 have become millionaires many times over. And the invention has spawned an entire industry anchored by publicly traded companies such as Coinbase, a cryptocurrency exchange, and promoted by celebrities, athletes and Elon Musk.
Even the president-elect says he is a believer. During the campaign, Donald Trump marketed himself as a Bitcoin enthusiast, vowing to create a federal stockpile that could push its price even higher.
Bitcoin began as “essentially an experimental hobbyist project,” said Finn Brunton, author of a 2019 book about the history of cryptocurrency. “To see where it is now is to see a really impressive feat.”
Bitcoin’s rise to $100,000 signals its now-undeniable status in the global economic system. The virtual currency has become a staple of financial markets, embraced by Wall Street giants and amateur investors alike. Its surge also caps an astonishing turnaround after its price dropped below $17,000 in 2022, as the collapse of the FTX crypto exchange sent the industry into a tailspin.

Last month, Gary Gensler, chair of the Securities and Exchange Commission and a crypto critic who had led a crackdown on the industry, said he would step down Jan. 20.
Earlier Wednesday, Trump picked Paul Atkins, a former regulator and founder of a financial consulting firm, as the next SEC leader. He has advised clients on crypto issues, and is seen as a strong advocate for looser regulation of the digital asset industry.
In a matter of months, Bitcoin investors went from bemoaning tough regulation under the Biden administration to shopping for Lamborghinis and gloating on social media. Top crypto executives spent about $135 million to influence the U.S. election, and they are now enjoying the spoils.
“There’s an enormous amount of excitement in the industry right now,” said Jeremy Allaire, the CEO of Circle, an influential U.S. crypto company. “A lot of positive energy.”
Still, Bitcoin remains prone to extreme volatility. Its price sometimes drops when the global economy struggles. Environmental groups have raised concerns that the energy required to run Bitcoin’s software contributes to climate change, and the technology has long been used by scammers and thieves.
While some of that illicit activity has fallen off, cybercriminals used digital currencies to facilitate about $500 million in ransom payments over the first six months of the year, according to crypto forensics firm Chainalysis.
Before it became a cultural and financial phenomenon, Bitcoin was just an idea sketched out in a nine-page white paper posted on an internet mailing list on Halloween in 2008. The author was a mysterious coder who used the pseudonym Satoshi Nakamoto. At its most basic, Satoshi’s vision was a type of digital money that people could exchange without relying on banks to process the transfers. Every transaction would be recorded on a publicly visible ledger known as a blockchain.
Early enthusiasts envisioned Bitcoin as the foundation for a new kind of financial system that would be governed by code and exist outside the supervision of Wall Street firms and government regulators. They also viewed Bitcoin as a long-term store of value — it was programmed to have a fixed supply, so it would be resistant to inflation.
The Wall Street establishment dismissed Bitcoin as a passing trend and a tool for criminals. Jamie Dimon, CEO of JPMorgan Chase, called Bitcoin “a fraud” and a “Ponzi scheme.” Trump once decried it as “a scam” designed to undermine the U.S. dollar.
and Steph Curry promoted crypto companies in splashy television commercials.
Then the bubble burst. In 2022, FTX and other prominent crypto firms filed for bankruptcy, causing the prices of Bitcoin and other digital assets to plummet by as much as 96%. Amateur investors who had poured money into crypto saw their savings vanish. In Washington, Gensler of the SEC embarked on a wideranging clampdown.
But the industry’s fortunes changed again this year, after the SEC lost a court battle to block a new financial product tied to Bitcoin. In January, major Wall Street firms, including BlackRock, Franklin Templeton and Fidelity, started offering exchangetraded funds linked to Bitcoin, attracting a wave of investment. Bitcoin’s price skyrocketed to another record in March.
Wealthy investors who had held onto their Bitcoin became even richer. Michael Saylor, CEO of software firm MicroStrategy, had been widely mocked for borrowing hundreds of millions of dollars to buy Bitcoin for his company. Now his stash is worth more than $30 billion.

U.S. stocks were little changed on Thursday, with technology shares easing after recent sharp gains and investors bracing for Friday’s jobs report, but all three indexes remained close to the previous session’s closing high.
The S&P 500 technology index was down 0.3% from the record closing high on Wednesday, when both other major U.S. stock indexes also notched closing highs.
Shares of UnitedHealth were down 4.7% and the stock the biggest weight on the Dow and S&P 500. On Wednesday, Brian Thompson, the CEO of UnitedHealth’s insurance unit, was killed outside a Midtown Manhattan hotel in what police described as a targeted attack.
Forecasters believe Friday’s employment report will show nonfarm payrolls increased by 200,000 jobs in November, a Reuters survey showed. In October, payrolls rose 12,000, the smallest rise since December 2020. A look at the day ahead in Asian markets.
As a degree of calm descends on South Korean markets, for now at least, Asia is set for a positive open on Thursday as investors also draw encouragement from another record high on Wall Street and U.S. bond yields falling to the lowest in a month.
Federal Reserve Chair Jerome Powell’s upbeat remarks on Wednesday - that the U.S. economy in “remarkably” good shape and he feels “very good” about where U.S. monetary policy is - will also support investor sentiment and risk appetite.
The S&P 500 rose for a fourth day on Wednesday for its 55th record high this year, and has now fallen only once in the last 12 trading sessions. The Nasdaq registered its second 1% gain this week.
U.S. bond yields declined across the curve, most notably at the short end where the two-year yield fell to 4.12%. That’s the lowest since the U.S. presidential election on Nov. 5, signaling that this particular leg of the so-called “Trump trade” has fizzled out.
The fall in yields, partly fueled by surprisingly soft U.S. service sector data, was accompanied by a weaker dollar, offering a double dose of relief for Asian and emerging markets.
Investors will also draw comfort from the apparent financial stability in South Korea, even though the politi-
cal situation remains extremely tense and fluid. The won has recovered most of the losses that pushed it to a two-year low on Wednesday, and short-term implied won volatility has eased too. On the other hand, Kospi futures are still pointing to a fall of more than 1% for local stocks at Thursday’s open.
Meanwhile, market signals from China are also pointing to relative calm in FX but weakness in stocks. The yuan rebounded from a 13-month low to clock its biggest rise in a month on the onshore spot market, while weak service sector
data and trade tensions with the US pushed stocks into the red again.
The Australian dollar remains on the back foot after GDP data on Wednesday showed that Australia’s economy expanded more slowly in the third quarter than was expected. That said, the central bank’s first rate cut is still not fully priced in until April, according to the interest rate swaps market.
The calendar in Asia on Thursday sees the release of revised South Korean GDP data, inflation numbers from Taiwan and the Philippines, retail sales from Singapore and Australian trade.

South Korea’s military — agents of terror and violence in the 1970s and ’80s — spent decades scrupulously cleaning up its image to become what many people in the country came to see as a modern and disciplined force.
But that image was shattered Thursday when the general who led a short-lived spasm of martial law this week was grilled in parliament, a rambling appearance that cast the military as ill-prepared and disorganized from the top down.
“We were not militarily prepared because it was put into action in such a hurry,” Gen. Park An-su, the army chief of staff, told a parliamentary hearing Thursday. “There was confusion.”
His testimony offered the first opportunity for lawmakers to question the military about the martial law order handed down Tuesday night by President Yoon Suk Yeol. The decree plunged the country into a political crisis, sparking widespread anger that drove thousands of protesters to the streets. Yoon was forced to reverse course after just six hours.
Park insisted that he had not had any role in the planning: He told lawmakers he had been caught off guard, first learning of it when Yoon announced the extraordinary move on television. The military’s follow-up announcement, under his name, banned “all political activities” and public rallies and asserted control over media outlets, among other steps. But in his account Thursday, Park claimed he had not read it until his signature was requested.
He described being at a loss over how to proceed as commander, unsure of what steps to take beyond trying to set up a new office.
“We were military people, some of us the best I know,” Park said of a meeting with aides after he was made martial law commander. “But we didn’t know much about martial law. Time passed while we wondered, ‘What should we do?’”
His testimony was clearly aimed at rebutting the idea that the military had returned to its old, brutal ways. But it appeared unlikely to ease any of the anger from protesters — some of whom had lived through the traumatic era of military

rule and had been part of the popular uprising that ushered in South Korea’s democracy.
In the 1970s and ’80s, the military used martial law to send troops into towns and college campuses to violently suppress anti-government protesters, massacring hundreds. It censored the news media, hauling unfriendly journalists into torture dungeons. Army generals beat up lawmakers.
South Koreans fought back with stones, firebombs and massive protest rallies. By the 1990s, the generals who had taken power through coups and bloodshed were in prison on charges of mutiny. The military worked to clean up its image, vowing not to meddle in politics.
Many South Koreans believed them. That’s why footage broadcast Tuesday night of helicopters dropping elite troops to take over the National Assembly deeply shocked the nation. Emblematic of the rage was the scene of a young woman grabbing a paratrooper’s rifle barrel Tuesday night at the Assembly, yelling: “Shame on you!”
The woman, An Gwi-ryeong, had rushed to the Assembly after the martial law declaration to find troops trying to force their way into the building to prevent lawmakers inside from voting to repeal the order. Citizens and parliamentary
staff were resisting the troops.
“I thought we had to stop them no matter what,” An, a spokesperson of the main opposition Democratic Party, said in an interview. “I thought if they broke in, we had no future.”
An, 35, grew up in a democratized South Korea: Her knowledge of martial law came from history textbooks and movies. When some lawmakers in her party suggested that the deeply unpopular Yoon could deploy martial law to silence his critics, she said she wondered whether he might do it.
“When it actually happened, it felt not real, this happening in the 21st century South Korea,” she said. “There is a lot of blame for the military, but the one who is to blame the most is Yoon Suk Yeol, who made his military train its guns at its own citizens.”
The hearings Thursday were an attempt to understand how and why that happened. The questioning lasted hours and appeared tense at times, as lawmakers
raised their voices in frustration.
Park told them he still did not know who had ordered the troops to storm the National Assembly — a striking claim from the man who was ostensibly their commander. When some lawmakers urged him to resign, Park said he had already offered to do so.
The country’s deputy defense minister, Kim Seon-ho, testified that Defense Minister Kim Yong-hyun had ordered in the troops — a move he said he had opposed.
“I am sorry to the people for having been unable to prevent or stop it,” he said.
The defense minister, a former bodyguard of the president, resigned before the hearings and did not testify.
The military’s failed attempt to take over the Assembly has formed a central piece in the opposition’s argument for why Yoon should be impeached for “insurgency.”
Yoon has not been seen in public or made a public statement since the early hours of Wednesday. He had insisted that martial law was necessary to protect the country from an extremely disruptive “anti-state” opposition that he said paralyzed his government.
The National Assembly is scheduled to vote Saturday about whether to move forward with impeachment. Opposition lawmakers have a majority in the legislature, but an impeachment motion needs a two-thirds vote to pass. That would require some support from members of Yoon’s party.
The opposition is hoping to take advantage of mass demonstrations scheduled for Saturday to create extra pressure as the vote takes place.

When the president of France speaks at the reopening Saturday of the fire-ravaged Notre Dame Cathedral, the jewel in the heart of Paris, it should by rights be a delicious moment of glory.
Few had believed it was possible to repair the 860-year-old monument in the short time-frame President Emmanuel Macron announced the day after the 2019 disaster.
Glory, however, is eluding the French leader as he presides over a country in profound crisis, with a fallen government, no budget and so much political division that there seems no clear path forward. Increasingly, Macron is hearing not professions of gratitude but demands for his resignation.
“I don’t see what can happen to put him back up on his horse,” said Vincent Martigny, a political science professor at the University of Nice, Côte d’Azur. “He has the smell of a never-ending ending.”
Many blame Macron for the country’s current political mess. After his party was trounced in the European elections last June, he shocked his Cabinet and the country by calling for snap elections for the 577-seat National Assembly. The result, he promised, would offer the country some “clarification.”
Instead, voters elected a messy, deadlocked Parliament, with seats divided into three camps — none with a clear path to pass bills — and two emboldened extremist parties, both of whose leaders are challengers for the president’s job.
“Macron is a victim of his own narcissism,” said Alain Minc, a political essayist and long-term informal adviser to French presidents. “He was in denial of reality.”

The result was the overwhelming vote by opposing lawmakers Wednesday to bring down the government, just three months into its tenure. That gave it the distinction of being the shortest-lived government in the history of France’s Fifth Republic.
Now, Macron is under pressure to quickly name a new prime minister who might offer the country some stability. Whomever he chooses, few believe a new government will manage to navigate the minefield of a bitterly divided Parliament.
“We are looking at years of stalemates,” said Jean-François Copé, a former conservative budget minister and supporter of the just-fallen government of Prime Minister Michel Barnier. Copé was the first of a growing number of centrist voices to call for Macron’s resignation. “It’s just a catastrophe,” he said.
Macron’s term lasts until 2027, and he has called the idea that he might resign early “political fiction.”
“I was elected twice by the French people,” he said this week during a state visit to Saudi Arabia, where he spent some of his time brokering deals for French
businesses. “I’m extremely proud, and I will honor this trust with all my energy to serve my country until the very last second.”
But it is clear that Macron’s position is greatly weakened.
Since the summer, Macron’s once-broad portfolio has been winnowed to what the constitution and tradition officially set out: the handling of foreign affairs and the command of the army. National columnists have written about his near-disappearance and sulky withdrawal. People in his own party have been cited in newspapers as saying that he is increasingly isolated.
The hugely successful Paris Olympics offered Macron a brief reprieve — some called it an “enchanted interlude” — during which he became his nation’s fan-in-chief. It showed his compatriots what the country is capable of when it dreams big. But it was not long before the jubilation was replaced by political rancor and classic French pessimism.
In his entourage, officials pointed out what they say is the paradox of the Macron criticism: After years of accusing the president of acting like Jupiter and railroading Parliament, detractors now blame him for the mess made when he left the lawmakers alone.
A friend of Macron’s and former lawmaker in his party, Patrick Vignal, said the president was feeling bruised last summer by
his party’s poor election results. But he said he believed Macron would regain his élan, particularly if he ventured outside of Paris and connected with people on a new grand project.
“He’s a warrior,” Vignal said from the southern city of Montpellier. “He still has three years. Making him resign would serve no one, and I believe he can return to the field, just as he did during the Yellow Vests crisis.”
The Yellow Vests were motorists who blocked roundabouts across the country to protest, initially, a gas tax and, eventually, their broader sense of abandonment. The protests posed the biggest challenge of Macron’s first term, and in response he faced the protesters head-on, touring the country to talk to citizens in town hall-style events. He called it the Great National Debate.
The Yellow Vest crisis was an all-time low for Macron’s popularity. Polls show his approval rating is now close to that same level, and calls for his resignation are increasing like a drumbeat — not just from the extreme left and the far right, whose self-interest is clear, but also from moderate voices.
Some of the arguments are structural. Constitutionally, the Fifth Republic was devised to run with a strong president overseeing a strong majority in Parliament, argued Copé, the former Conservative minister who is now the mayor of Meaux. Without that, and with compromise in French politics considered weakness, stalemates become inevitable, he argued.
“There is no other alternative but for Macron to resign,” Copé said.
Others noted that replacing Macron would not change the makeup of the lower house of Parliament, which is fixed by the constitution until at least next July, when new elections can be called.
“We would still be without a budget, without a government,” said Benjamin Morel, a lecturer in public law at PanthéonAssas University in Paris. “It would be the same old mess, and French political sociology is such that it’s not even clear today, in the event of another parliamentary election, that we’d have a majority again.”
If not glory, the reopening of Notre Dame should at least offer Macron a brief respite. He has called the moment, like the Olympics before it, “a jolt of hope.”
But the Olympics, like all glory, was fleeting.
“The reopening of a church is not enough to save him,” said Martigny, the political analyst. “He will need a miracle.”

Deonte Smith was just 3 years old, and his brother just a baby, when their mother, Yolanda Diamond, was incarcerated. She faced consecutive life sentences plus 25 years after crashing into another vehicle while fleeing the scene of a burglary, killing two sisters, one of whom was pregnant, and a child.
Smith, now 34, remembers family and friends occasionally taking him, as a small child, to see his mother. On those early trips, she was able to briefly hug and kiss him before they had to be seated on opposite sides of a table for the rest of their short visits — prevented from having the physical contact that would be natural and normal for young children and parents: sitting in her lap, resting his head on her chest, her rubbing his cheek and feeling his breath.
But when Smith was about 8, he told me, his mother entered the Foreverfamily program and things began to change. Foreverfamily is an Atlanta-based organization founded in 1987 by attorney and activist Sandra Barnhill to serve the children of incarcerated parents, helping those children maintain regular, meaningful connections with their parents.

to see Diamond, and she was able to visit with them for six hours at a time in a family center on prison grounds that was decorated to look more like a day care than a prison visitation area, complete with holiday decorations depending on the time of year.
Diamond lit up when she described it to me: “It had books. It had games. You could go outside. I mean, it was a full open space. You could get in the floor. You could just get in the rocking chair.”
The organization’s CEO, Camilla Ngurre Paul, describes these visits as being “like going to a party in the park.”
Smith credits Foreverfamily’s suite of services, including mentorships and college tours, with making him a productive member of his community. “I feel like I would’ve went the other way” without them, he told me. “I grew up in the projects, like, real poverty,” he explained, and by age 9 both of his parents were incarcerated. Foreverfamily helped him break the cycle. He graduated from high school, completed two years of college and has never been to prison. Now he is a father himself.
Paul says that Smith’s success story is common among those who’ve been involved with the organization.
We think of the carceral system as providing a measure of justice for victims of crimes, but we often neglect to consider that the system also produces victims: the innocent children of the incarcerated.
A 2015 report from the organization Child Trends estimated that there were 5 million American children who’d had a parent imprisoned at some point in their lives.
When a parent is incarcerated, Paul said, “society punishes the children, too.” People make mistakes “and they have to pay the price to society,” she said, “but the children don’t have to pay a price for what they did not do.”
And that price can be severe. According to a 2017 article in The National Institute of Justice Journal, “Children whose parents are involved in the criminal justice system, in particular, face a host of challenges and difficulties: psychological strain, antisocial behavior, suspension or expulsion from school, economic hardship and criminal activity.”
But: “Research suggests that the strength or weakness of the parent-child bond and the quality of the child and family’s social support system play significant roles in the child’s ability to overcome challenges and succeed in life.”
Foreverfamily, Paul says, has worked with more than 40,000 children in some capacity since its founding.
One of the core services the group provides is the visits that helped Smith maintain a bond with his mother. Paul says that many of the families in her program are low-income and wouldn’t have the means to make these visits possible without assistance.
When I think of Foreverfamily’s aims in the grand scope of philanthropy, they are modest. The organization hopes to expand its program to more families and more prisons. “I also have a dream of just getting our own bus,” Paul told me; the group has been depending on a local church to donate the use of a bus for their trips.
Diamond has been out on parole for 10 years. She and a co-defendant have maintained that she didn’t take part in the burglary. Years ago, she connected with the parents of the sisters who were killed, who offered their forgiveness. She is working through her relationship with Smith and his brother, which is understandably difficult. As she told me, while looking adoringly at Smith: “It was a little sketchy, but we worked through it. You know, and we still growing. But it’s beautiful.”
Smith now volunteers with Foreverfamily. I asked Diamond what she would say to anyone considering a contribution to the organization: “I would tell them how life-changing it is. It’s vital. It is almost a necessity.”

Rafael Pierluisi Urrutia, junto a la presidenta de la Autoridad de Acueductos y Alcantarillados (AAA), Doriel Pagán, anunció a principios de esta semana el inicio de un proyecto de mejoras y expansión de la Planta de Filtración Culebrinas en Aguadilla, con una inversión de 110 millones de dólares provenientes de fondos de la AAA, FEMA y CDBG-DR.
“Este proyecto no solo garantiza un mayor acceso al agua potable para las comunidades cercanas al río Culebrinas, sino que también representa una inversión en la seguridad y resiliencia de este servicio esencial para nuestra gente”, expresó Pierluisi Urrutia en declaraciones escritas.
El proyecto duplicará la capacidad de producción de agua potable de la planta, aumentando de 5 millones a 10 millones de galones diarios, e incluirá mejoras a la
estación de bombeo de aguas crudas y la instalación de nuevos sistemas de bombeo y generadores eléctricos, detalló Pagán. La obra se espera que culmine a fines de 2027.
Otras iniciativas en la región incluyen mejoras a los sistemas de agua potable y alcantarillado en Cabo Rojo, Mayagüez, Isabela y Maricao, entre otros municipios.
CBP incauta productos de aluminio fabricados con trabajo forzado por empresa dominicana de propiedad china
WASHINGTON – Aduanas y Protección Fronteriza de los Estados Unidos (CBP, por sus siglas en inglés) anunció que, de manera inmediata, incautará productos de extrusión y perfil de aluminio fabricados por la empresa Kingtom Aluminio S.R.L., ubicada en la República Dominicana. La decisión se tomó tras una investigación que reveló el uso de trabajo forzado en la producción de estos bienes, en violación del Título 19 del Código de los Estados Unidos § 1307.
Durante la investigación, la CBP identificó múltiples indicadores de trabajo forzoso definidos por la Organización Internacional del Trabajo, entre ellos abuso de vulnerabilidad, intimidación, engaño, retención de salarios, violencia física y sexual, restricción de movimiento y jornadas laborales excesivas.
“El comercio de bienes fabricados
a costa de la salud y libertad de otros seres humanos es incompatible con los valores estadounidenses”, afirmó el funcionario superior de la CBP, Troy A. Miller, en declaraciones escritas.
Los productos de Kingtom Aluminio S.R.L., utilizados en transporte, construcción, muebles y electrónicos, serán confiscados en los puertos de entrada de Estados Unidos. Este hallazgo se suma a las 51 órdenes de retención de liberación y nueve hallazgos que la CBP supervisa actualmente bajo la legislación que prohíbe la importación de bienes producidos con trabajo forzado.
La CBP reiteró su compromiso de combatir el trabajo forzoso, que afecta a 28 millones de personas en todo el mundo, y exhortó a ciudadanos y organizaciones a reportar actividades sospechosas a través del Sistema de Denuncias de Infracciones Comerciales en línea o llamando al 1-800-BEALERT.

This month’s under-the-radar streaming recommendations include an underrated horror-comedy, an action thrill ride, and two vehicles each for two of our most talented actresses.
‘Tuesday’ (2024)
This mixture of dead-serious drama and imaginative fantasy from Croatian filmmaker Daina Pusic is such a big, weird swing that it’s not surprising audiences didn’t flock to it last summer. And it’s a hard picture to summarize without sounding insane; yes, this is a film where Death, taking the form of an oversized macaw, bobs his head and raps along with Ice Cube’s “Today Was a Good Day.” But if you go along with its wild premise — Death visits a terminally ill teenager (the excellent Lola Petticrew) and her mother (Julia Louis-Dreyfus, in a rare and affecting dramatic turn), and they must grapple with their thorny relationship and what this departure would do to it — it’s quite involving, particularly as Pusic (who also penned the script) gracefully pivots to heartwrenching poignancy in the homestretch. (Stream it on Max.)
‘Downhill’ (2020)
Those who prefer Louis-Dreyfus in a more humorous mode will enjoy this comedy of manners from directors Nat Faxon and Jim Rash (“The Way, Way Back”), remaking Ruben Ostlund’s 2014 international hit “Force Majeure.” As before, the story concerns a husband and father (played with well-practiced oafishness by Will Ferrell) who responds to a possible avalanche during his family’s ski vacation by fleeing without hesitation, to the shock and consternation of his wife (Louis-Dreyfus). The screenplay (by Faxon, Rash and “Succession” creator Jesse Armstrong) isn’t quite as sharp or subtle as Ostlund’s, but “Downhill” scores plenty of keenly observed points about the fragility of masculinity, and Ferrell and Louis-Dreyfus are a well-matched comedy duo. (Stream it on Hulu.)
‘The Dead Don’t Hurt’ (2024)
Viggo Mortensen writes, directs and stars in this Western drama, but it’s less of a showcase for him than for Vicky Krieps, who made such a memorable first impression in “Phantom Thread.” Mortensen directs in a classical style, owing a debt to John Ford, Howard Hawks and the other masters of the genre;
his contemporary flourishes are in the focus, which rests squarely on Krieps as the tough-as-nails wife of his frontier sheriff, and the structure, which nests multiple time frames and stories within its single narrative. The result is a welcome mixture of old and new Western cinema, executed with intelligence and heart. (Stream it on Paramount+.)
‘Outlaw Johnny Black’ (2023)
In 2009, Michael Jai White starred in and was one of the writers of “Black Dynamite,” a delightfully silly and undeniably affectionate parody of the low-budget Blaxploitation action movies of the 1970s. Here, the screenplay White wrote with Byron Minns sends up the less ubiquitous Blaxploitation Western, in which a tough Black hero shows the frontier what’s what. White also steps into the director’s chair, with less success (the picture is a touch too flabby at 130 minutes), but there are big laughs to be found here, while White remains a compelling presence, equally adept at playing tough and goofy. ‘The Killer’ (2024)
John Woo’s made-for-Peacock revamp of his Hong Kong action classic feels, at least on a surface level, like an act of reappropriation, taking back his title from David Fincher, who swiped it last year for his own (decidedly mediocre) story of a hit man. Here, Woo strikes the right balance of remake and reimagining, keeping the broad strokes of his story, in which a contract killer discovers his seemingly irredeemable soul after an innocent
young singer is blinded in the crossfire of an assignment. This time, Woo changes the sex of his protagonist (she’s played, with charismatic ferocity, by Nathalie Emmanuel) and the setting (from Hong Kong to Paris), but retains the breathless, visceral energy of his action beats. In fact, much of what made Woo’s ’80s and ’90s films so memorable is here: baroque gunfights, two-fisted shooting, motorcycle stunts, religious iconography, unapologetic melodrama, and the camaraderie between cop and criminal. He’s playing the hits, and he knows it — he even places his director credit over birds flapping in slow-motion inside a church — but if this is a late-period victory lap, it’s a richly deserved one. (Stream it on Peacock.)
‘Daddio’ (2024)
This intimate drama from writer-director Christy Hall is basically a one-set two-hander, playing out the conversation between a crusty cabby (Sean Penn) and his last fare of the night (Dakota Johnson) in real time, during her ride from Kennedy Airport to Midtown Manhattan. It could have just as easily been a stage play, and at times it plays like one, mostly in the right ways; the mighty performers benefit from the claustrophobic setting, creating characters of real texture from their prickly but nuanced interactions, creating points of credible contact from their divergent worldviews. (Stream it on Netflix.)
‘Am I OK?’ (2024)
Johnson rarely gets to showcase her comic chops (aside from her winkingly funny work in those terrible “Fifty Shades” movies), but she’s a spark plug of a comic actor, with great timing and a keen ability to keep silly situations grounded. That comes in handy in Tig Notaro and Stephanie Allynne’s fluffy but enjoyable relationship comedy, with Johnson as a woman who finally admits, at 32, that she’s attracted to women (Johnson generates real sparks with Kiersey Clemons as her first lady-crush). It all gets a little twinkly, and things wrap up just a bit too tidily. But it’s an enjoyable watch, and Johnson continues to prove she can do just about anything. (Stream in on Max.)
‘Vamps’ (2012)
Writer and director Amy Heckerling teamed up again with her “Clueless” star Alicia Silverstone for this high-spirited horrorcomedy, in which Silverstone and Krysten Ritter play a pair of likable urban women attempting to navigate their social lives with the added complication of being vampires. Heckerling’s clever script playfully explores the practical inconveniences of their bloodsucking lifestyle, while Silverstone and Ritter create a sweet, credibly lived-in girl-buddy dynamic. (Stream it on Amazon Prime Video.)

Sleep and exercise work together like gears in a machine: When one turns smoothly, the other follows suit. Quality sleep supports athletic recovery and performance, while exercise releases useful brain chemicals, lowers stress and can help you fall asleep faster.
But for those battling insomnia, the rules can be different; even a small misalignment can throw the gears out of sync. Just as the benefits go hand-in-hand, so do the drawbacks: Exercise can stress the body, much like sleep deprivation itself. Exercising too intensely, too late in the day or too often can backfire, making it harder to drift off or stay asleep.
While most people don’t have to be overly mindful about workout routines affecting their sleep, those with insomnia — chronic dissatisfaction with sleep quality or quantity for at least three nights a week over three months — are more sensitive.
“People with full-blown insomnia tend to have a hyperactive stress system. Stressors tend to have a bit of an exaggerated response in the body,” said Dr. Christopher Kline, an associate professor of health and human development at the University of Pittsburgh. People with insomnia may not respond as well or recover as efficiently from the physical demands of exercise, he added.
But there are ways to exercise regularly without worsening sleep issues.
Why exercise sometimes leads to poor sleep
When you complete a grueling workout, you might expect to crash as soon as your head hits the pillow. But “you can’t exercise yourself to sleep,” said Dr. Kelly Baron, who is a clinical psychologist and the director of the behavioral sleep medicine program at the University of Utah.
She continued: “Sure, sometimes you can feel really physically tired from exercise, but it doesn’t mean you’re going to necessarily sleep better.”

se often come from moderate aerobic activities, like walking, jogging or cycling. But high-intensity exercise, like a half-marathon or a punchy HIIT session, can have the opposite effect: poor sleep quality, especially related to falling asleep.
“I’ve been working with elite athletes for years now,” said Kevin Morgan, the former director of the clinical sleep research unit at Loughborough University in England. “If there was a simple relationship between vigorous activity and energy expenditure and sleep, they would sleep like babies. And they don’t. They sleep badly.”
Exercise temporarily elevates heart rate, blood pressure and core temperature, factors that are counterproductive to sleeping. Elevated cortisol, the body’s stress hormone, is another potential cause. While most workouts lower cortisol, high-intensity or prolonged aerobic exercise can increase it.

Timing matters, too. A 2022 study found that any physical activity after 8 p.m. caused people to sleep less while another study shows that intense exercise ending one hour before bed may disrupt sleep. Late-night workouts won’t negatively affect everyone with insomnia, Kline said, but people with the disorder are at greater risk than people without sleep issues. Additionally, muscle soreness, pain and myoclonic jerks — sudden twitches from overworked muscles — can cause tossing and turning, Morgan said. “Training hurts,” he added.
How much, and when, matters
There’s no question that exercise is generally good for sleep. “People who exercise an hour get a bigger benefit than those who exercise 30 minutes,” Baron said. But you can overdo it. “More is better — up to a point,” she added.
Disturbed sleep is one of the key symptoms of overtraining, when your workout load is higher than your ability to recover, Kline said. For instance, more than six intense sessions a week can lead to difficulty falling asleep, according to a 2021 study. Another study found that both very high and low levels of exercise increased insomnia risk for some individuals, especially for those whose main physical activity comes from demanding jobs.
While the average gym-goer isn’t at risk of overtraining, a big change in exercise regimen — like preparing for a marathon or daily boot camp classes — can exacerbate insomnia, said Dr. Cheri D. Mah, a sleep physician and lecturer at the Stanford Sleep Medicine Center. “That’s the time to evaluate what their exercise in-
While researchers haven’t definitively determined the ideal exercise routine for sleep improvement, a 2024 meta-analysis suggested moderate aerobic exercise paired with light strength training, mind-body practices (like yoga or tai chi) and traditional insomnia treatment.
Kline also recommended people with insomnia exercise at the same time every day.
“Routine is the guardian of good sleep,” Morgan said. “It maintains circadian rhythm.”
It’s also important to be deliberate about intensity and timing, pay attention to pain and soreness and find the right balance. If evening exercise leaves you feeling wired, switch to mornings or afternoons. If the evening is your only free time, try shorter sessions and tone down the intensity.
Above all, find a rhythm. It can take weeks and months for an exercise habit to translate to better sleep, and the short-term effects can be pretty small, Baron said. Once you dial in a routine that works, the gears will start turning again — you will sleep better after being active, and your workouts will feel easier as you sleep through the night.
As Morgan said, “Exercise is the gift that keeps giving.”

Oklahoma City forward Jalen Williams’ new role emerged without any warning.
Williams, who is 6-foot-5, has defended larger players for years, but until recently, he appeared as your typical small forward. On Nov. 10, outside forces decided he would no longer be one.
That’s when the Thunder lost 7-footer Chet Holmgren to a pelvic fracture. Another 7-footer, Isaiah Hartenstein, was already sidelined. Without any conventional big men, the team replaced Holmgren on the first unit with 6-foot-5 Isaiah Joe. That meant an adjustment for Williams, the team’s new final line of defense.
In his new role, Williams battled the opposing center each night. He jumped center on the opening tipoff. Each leap was a little surprise, a reminder that a lifelong perimeter player was now down low with the big boys.
“I’m going to be shocked tonight when I do it,” Williams said before a game in November in San Antonio, where he guarded Zach Collins, a 7-footer. Two nights earlier, he had scrapped with a couple of mammoths in Dallas, the Mavericks’ Daniel Gafford and Dereck Lively II.
In reality, the Thunder’s do-everything player should not have been shocked, even if Williams’ size deviates from your usual center archetype. Thunder coach Mark Daigneault never actually told Williams — or any of his teammates, for that matter — that he would be the one to take jump balls. It was “assumed,” as Daigneault put it.
“Who else is going to do it?” the coach said.
And who else would be the team’s
playing without centers, and why they’re now even more dangerous
guarding centers up for grabs with no help from any giants in sight, a Williams fever dream.
As the wise philosopher Aaron Wiggins, who moonlights as a Thunder forward, put it: “Tonight, he’s a center. Tomorrow, who knows what he’ll be?”
Such is the way to survive in Oklahoma. No team and no defense can shapeshift the way the Thunder can. Just like Williams, Oklahoma City’s identity is that it has many.
Daigneault will flip through starting units or substitution patterns regularly. On one day, the Thunder will go small. On the next, they will be oversize. They toggle in and out of a zone defense or they switch with their assembly of multifaceted defenders or they move to other types of coverages.
With the centers present, they have at least one deterrent in the paint, someone to scare away any dribbler who dares approach the basket. They line the perimeter with ravenous guards and wings. They gobble up steals. Without either of the bigs, they are a cloud of gnats.
Caruso is a hound, as are Wiggins and Cason Wallace. Their goal is to make any ballhandler or screener uncomfortable. Daigneault talks about rhythm: The defense’s job is to break the offense’s.
Caruso will stunt at a dribbler, then recover back onto his man. When drivers reach the free-throw line, he has an uncanny ability to step toward them and swipe the basketball away. Williams and Dort do the same.
“Sometimes, it’s not even about stealing it,” Williams said. “It’s just about making somebody think you might steal it.”
The Thunder are lurking.
Once the ball hits the paint, arms swarm down low. They will send aggressive help from the weak side, sometimes the strong side, wherever they need. They will give up corner 3s when they are small, but they will not make any shot easy.
“Everybody is in there and fighting,” Dort said. “That’s all we can ask for.”
The Thunder, even without their rim protectors, protect the rim better than most teams.

The Thunder have trusted Williams to guard bigs since long before injuries forced them into it. He has guarded brawny scorers such as Giannis Antetokounmpo and Zion Williamson or towers like Victor Wembanyama and KarlAnthony Towns. Even when Holmgren was healthy, Oklahoma City would occasionally throw its shot-blocker on a nonshooter so he could roam as a free safety with Williams defending the other team’s center. Before Holmgren was in the picture, when the Thunder deployed a tinier roster and three not-so-imposing fives, Williams had to slide down a position or two.
“In my mind, it was just one of those things: Like, why wouldn’t I be able to do it?” Williams said. “And I just kind of keep getting the opportunity to do it.”

Now, Hartenstein’s fractured hand has healed. Oklahoma City’s biggest freeagent signing from the summer, Hartenstein returned to the starting lineup Nov. 25 and played his sixth game of the season Tuesday night, a 133-106 win against the Utah Jazz. He is averaging 13.3 points and 12.3 rebounds a game. Holmgren, a rim protector who will be out at least another five to seven weeks, has missed 11 games. Hartenstein, whose analytics graded him as one of the world’s most daunting paint defenders last season, missed 15.
The Thunder, who at 16-5 have the best record in the NBA’s Western Conference, do not defend quite like any other team — especially when Williams runs at center, which Daigneault calls “a muscle that if we do it effectively, which we’ve done to this point, will help us in the future.”
When the Thunder go small, all eyes focus on the paint. Williams mans a center. Luguentz Dort will take on the other team’s highest-usage perimeter player. Other stalwarts line the outside. At the beginning of a play, if the ballhandler is under duress, “it changes the rhythm of the play,” Daigneault said. He continued: “They’re not getting into their steps in a rhythmic way. And then it’s just competitiveness at the rim.”
Since Hartenstein entered the starting lineup, he has been a hit, reaching a double-double in four of his five starts so far. The Thunder now have a conventional center, which slides Williams to a more run-of-the-mill role, one to be expected from an efficient scoring and facilitating wing who would not normally exhaust himself wrestling people nearly a foot taller.
Once Holmgren returns (the Thunder say he will be back before the end of the season), Oklahoma City can play the two centers together. Holmgren shoots 3s and attacks closeouts off the dribble. Hartenstein is an expert screen-setter, passer and roller. They could operate alongside each other, especially for short stretches. In those moments, the Thunder will be massive.
Of course, that will not change who they are — because their identity is that they play however the situation dictates they should.
