ouse Energy Committee Chairman Jesús Hernández Arroyo met this week with various organizations and government agencies to look for alternatives that would allow for the development of the island’s hydroelectric plants. The objective of the meeting was to come up with legislation to strengthen projects focused on hydroelectric plants. “With this meeting, we seek to start a dialogue in which all sectors have the opportunity to express their ideas, proposals, and concerns and, from there, collect all the input to create well-focused legislation that meets the needs of each citizen. and all of Puerto Rico,’’ Hernández Arroyo said. Navarro said they have been working to promote projects in favor of residents from the mountain region. “We have been establishing numerous meetings and conversations to develop a Mountain Energy Consortium in favor of the towns of Orocovis, Barranquitas, Ciales, Morovis and Villalba,” she said. “We are aware of the challenges we have for the renewal of hydroelectric plants, and we are willing to continue working in favor of these projects.” Colón Ortiz emphasized that PREPA, the island government and the federal government are investing over $3 billion in projects to rehabilitate and renew the infrastructure of hydroelectric plants. ‘’The projects [related to] these structures are ongoing and focused on placing them in the demands of these times,” he said. “Right now, we are doing our part to provide the energy and water service with the quality it deserves.”
Avilés Deliz said he favored any effort that promotes innovation of existing resources. “We are here to direct the administration of these resources and look for alternatives in favor of these projects,” he said. Berríos recognized the committee’s initiative to address the issue of hydroelectric plants. “If any legislative action is formalized, it is an issue that must be considered as a public policy to be implemented,” he said. Hernández Arroyo announced that they will be continuing to receive input to introduce legislation in favor of hydroelectric plants. “This issue is very important and we will continue to give it the attention it requires,” he said. “There are many funds directed to these projects and it is time to act so that these services are available to all of Puerto Rico.”
Gun owners’ rights advocate: More seniors are looking into firearms By THE STAR STAFF

he current crime wave has spurred an increase in the number of older adults who want to learn how to handle firearms for self-defense, said Ariel Torres Meléndez, president of the Corporation for the Defense of the Puerto Rico Weapons License Holder (CODEPOLA by its Spanish acronym). Torres Meléndez noted the increase in daily visits that he is receiving in his offices from senior citizens, as well as from women, both single mothers and married women accompanied by their husbands. “I’m seeing a different dynamic,” Torres Meléndez said. “Before, it was common to see many young men apply for a gun license and submit their documentation for the procedures to the Puerto Rico Police, but we saw how every day women approached us and now it is the older adults asking for guidance and initiating the procedures to carry weapons and, sadly, the recent murders, committed vilely against the elderly population, confirm that insecurity is a
fundamental issue that the government must address urgently, not by applying band-aids.” He noted that the feeling of insecurity and the objective risk of victimization “paralyzes us.” “We leave public spaces at the mercy of criminals because many older adults have chosen to lock themselves in their homes after the sun goes down for fear of crime,” Torres Meléndez said. “But we also see how other older adults have begun to address the problem seriously, with dignity, and want to prevent their becoming just another statistic. They reject the false idea that only the state can protect them and understand that as individuals they can be part of the solution and they do not intend to sit back and wait for death. That is changing in Puerto Rico and the adults who come to CODEPOLA for guidance are the best example.” Torres Meléndez added that he has always been consistent that the right to bear arms is an individual right that we all have under the Second Amendment of the U.S. Constitution. However, he has also been

Likewise, “in the face of budget cuts due to bankruptcy and the requirements of the Financial Oversight and Management Board, we see how every day we have fewer law enforcement officers on the streets protecting citizens,” he said. “No one here is blaming the police,” Torres Meléndez said. “I’m saying that they can’t cope with the high incidence of crime because they are not preventing the illegal entry of weapons and drugs. That’s the real problem.” He added that many robberies, carjackings and home assaults are for petty motives, while some are to feed a drug addiction.

Pier 4 in Old San Juan gets Wi-Fi By THE STAR STAFF
P
uerto Rico Ports Authority Executive Director Joel A. Pizá Batiz, announced that, for the first time in its history, Pier 4 in Old San Juan will have public wireless internet service (Wi-Fi), an innovation that places the Port of San Juan in competition with many other cruise ports, in terms of technological infrastructure. The upgrade is part of the conclusion of the first phase of the project to implement technological infrastructure in the various
docks under Ports auspices. Pizá Batiz said the action provides an additional attraction for cruise companies, providing a secure connection to carry out all embarkation and disembarkation operations for their passengers. In turn, public Wi-Fi at the docks enhances the tourist experience. It also serves as an additional persuasion for more companies to select the San Juan docks as a technologically suitable point to execute their trips in the home port modality, the Ports chief pointed out. “With the goal of being able to compete with many other
cruise ports at a technological level, we began the acquisition and implementation of equipment, creating a Wi-Fi network through the distribution of different devices, such as switches, antennas and firewalls, inside and outside the dock,” Pizá Batiz said. “This will create an environment where the visiting public will be granted a stable, secure, high-speed internet connection.” He added that Ports will also be providing network connection to the vessels, which will be able to use fiber optic connection, copper, Wi-Fi or a combination. “They will be given a dedicated connection so that they can conduct their operations,” the official said. “This first phase will cover acquisition, development and implementation of the technology at Pier 4. The second phase will cover the Pan American docks.”
Jobless claims up 23% over year-ago, while labor participation rate rises, inflation drops By THE STAR STAFF

uerto Rico’s unemployment rate increased to 6.1% in the third quarter (3Q) of 2023, which ended Sept. 30, up from 5.8% in 3Q22. The information is contained in the latest macroeconomic indicators report from the Fiscal Agency and Financial Advisory Authority (AAFAF by its Spanish initials) this week. Claims for unemployment insurance rose by 22.9% in the 3Q23 from the same quarter in 2022 to a weekly average
of 1,632, while the labor force participation rate increased by 3.2% to 43.7%, the report said. The inflation rate, however, decreased to 2.9% in 3Q23 from 6.6% in 3Q22, according to the report. The AAFAF report includes information on several macroeconomic indicators sorted into 10 separate categories, including economic activity, employment and wages, exports and emigration, business growth, manufacturing, tourism, housing and real estate, poverty and state and federal programs, human capital, and macroeconomic growth factors. The data was gathered at
varying periods and then compared to results from a year before. Other changes in the island’s indicators that occurred in 3Q23 compared to 3Q22 included a 15.2% increase in the number of bankruptcies and an 8.9% decrease in public spending on disaster recovery. Cement sales increased 5.2% and automobile sales increased 18.4% in 3Q23 compared to 3Q22. Meanwhile, in 2Q23, ended June 30, exports increased 1.5% over 2Q23 and imports grew by 1%, the report indicated. The number of cruise passengers increased 110.3% in 2Q23 compared with 2Q22.

fter a successful and multitudinous Christmas lighting, Caguas Mayor William Miranda Torres announced on Wednesday the lineup of cultural activities that will be held in the Criollo City during Christmas. The events announced include municipal activities, as well as shows in specialized halls. “Puerto Rican Christmas is one full of a lot of cultural and family activity and good times” the mayor said. “That is why the cultural offer in Caguas will be extended until January and includes presentations of productions and activities organized by our Municipal Administration.” The schedule of activities announced is as follows: • Starting Saturday, Dec. 9, at the Centro de Bellas Artes de Caguas, “The Divorce of Laughter” will be presented with Francis Rosa and Danilo Beauchamp. • Saturday, Dec. 16 at C3TEC the Green Christmas event will take place at

ouse Democrats splintered Tuesday over a resolution condemning the rise of antisemitism in the United States and around the world, with more than half of them declining to support a measure declaring that “anti-Zionism is antisemitism.” The resolution denouncing antisemitism, drafted by Republicans, passed by a vote of 311-14, drawing the support of all but one Republican. Ninety-two Democrats voted “present” — not taking a position for or against the measure — while 95 supported it. That reflected deep and growing divisions among Democrats between those who have offered unequivocal support for the Jewish state and its actions, and others — especially in the party’s progressive wing — who have been critical of Israel’s policies and its conduct in the war with Hamas. “Under this resolution, those who
love Israel deeply but criticize some of its policy approaches could be considered anti-Zionist,” Rep. Jerry Nadler, D-N.Y., the longest-serving Jewish member of the House, said in a floor speech before he voted “present.” “That could make every Democratic Jewish member of this body, because they all criticized the recent Israeli judicial reform package, de facto antisemites. Might that be the author’s intention?” Zionism began as the movement to create a Jewish state in the land previously known as Palestine, and since Israel’s founding, has been defined as the political ideology of supporting Israel’s continued existence as a Jewish state. The House has passed a number of resolutions in recent weeks to declare solidarity with Israel, denounce antisemitism and repudiate the actions of Hamas and its supporters, after the Oct. 7 Hamas-led attack that killed more than 1,200 people and took about 240 more hostage. Rep.David Kustoff, R-Tenn., the author of the resolution, rejected the su-
ggestion that his measure was political, instead charging that Democrats have espoused anti-Jewish opinions. “We have seen members of this very body repeat blatantly antisemitic rhetoric and spread lies about Israel and her right to exist,” Kustoff said on the floor. “Let me be absolutely clear, such hate has no place in the halls of Congress, nor in our national discourse.” In recent weeks, Republicans and a number of Democrats have accused some left-wing Democrats of using antisemitic language. Last month, the House censured Rep. Rashida Tlaib, D-Mich., for promoting a pro-Palestinian slogan, “from the river to the sea,” that is seen by many as calling for the destruction of the state of Israel. Tlaib denied that was her intention, defending the rhetoric as an aspirational call for Palestinian statehood. She has also come under fire from her colleagues for accusing President Joe Biden of supporting a “genocide” in the Gaza Strip. Genocide is defined under internatio-
nal law as a crime with the intent to destroy a national, racial, ethnic or religious group. Israeli officials have insisted they are trying to target Hamas, blaming the terrorist group for any collateral damage. Some human rights officials have questioned Israel’s tactics, however, as the civilian death toll has climbed, with the health authorities in Gaza estimating more than 15,500 have been killed. Such sentiments have been echoed by pro-Palestinian protesters in large cities and on college campuses, during demonstrations that have sometimes been punctuated by voices questioning Israel’s right to exist, and incidents targeting Jewish students. Democrats questioning the resolution called such displays of anti-Jewish sentiment unacceptable, but said equating all anti-Zionism to antisemitism went too far. “Let me be unequivocally clear: most anti-Zionism, particularly in this moment, has a real antisemitism problem,” Nadler said. “But we cannot fairly say that one equals the other.”

S&P 500 flat as investors weigh fresh employment data
U
.S. stocks were mixed on Wednesday as signs of a cooling jobs market reinforced expectations that the Federal Reserve could start cutting interest rates early next year, while weakness in energy shares limited gains. The ADP National Employment report showed private payrolls increased by 103,000 jobs in November, below economists’ expectation of 130,000. That provided fresh evidence of labor market weakness, a day after news of a drop in October job openings. The latest employment data reinforced expectations the Fed’s rate-hike campaign is cooling the economy. “Right now, it’s consistent with the overall trajectory of softening job growth, and so far that’s not problematic because the economy is still humming along,” said Bill Merz, head of capital markets research at U.S. Bank Wealth Management in Minneapolis. “What would be concerning is if that trend persists for too long, and it turns into large job losses.” On Friday, the more comprehensive non-farm payrolls report for November will offer greater clarity on the state of the labor market. Investors widely expect the Fed to hold rates steady at its meeting next week and potentially start cutting rates in March. A slim majority of economists in a Reuters poll said they believe the Fed will leave rates unchanged at least until July, later than earlier thought. Optimism about rate cuts helped push the S&P 500 (.SPX) up nearly 9% in November, and the benchmark is now down about 9% from its record high close in December 2021. An airstrike hits Rafah, where Israel had urged Palestinians to seek safety By LIAM STACK

ens of thousands of people in the Gaza Strip have been fleeing to areas west and south of the embattled city of Khan Younis, including to the nearby southern border town of Rafah, where an airstrike Wednesday brought new bloodshed and chaos to an area overflowing with people displaced by the war. The strike underscored the peril faced by Palestinians who have left their homes for ever-shrinking patches of land as the Israeli military continues its campaign against Hamas. Many people have fled Khan Younis, Gaza’s second-largest city, since Israel called on Sunday for civilians to evacuate an area of the city that is home to more than 620,000 people, specifying Rafah as one possible alternative. On Tuesday and Wednesday, Israeli forces were fighting close-quarter battles in the city in the hunt for Hamas’ leaders. Prime Minister Benjamin Netanyahu, in a video posted Wednesday on the X social media platform, referred to Yehia Sinwar, the leader of Hamas in Gaza, saying, “Our forces are encircling Sinwar’s house. He can escape, but it is only a matter of time until we reach him.” Shortly after, Israel’s chief military spokesperson, Rear Adm. Daniel Hagari, specified that Sinwar’s house was in “the Khan Younis region” and said, “Our mission is to find, to locate him, together with more of Hamas’ leadership, and kill them.” The strike in Rafah came soon after the United Nations expressed alarm at the conditions there, saying that the city’s

Footage posted online by Palestine Television, a channel run by the Palestinian Authority, a rival to Hamas, showed rescuers with flashlights searching the rubble of a building, and injured children being treated in a hospital. The channel reported that 18 people had been killed. The U.N. said that as of Tuesday night, Rafah was the only area in Gaza where any humanitarian aid had been distributed, because the collapse of the seven-day truce last Friday had largely severed the rest of the Gaza Strip from the border crossing. Israel had been urging civilians to relocate to Rafah or to Al-Mawasi, an agricultural area near the Mediterranean Sea. But strikes have also continued in Al-Mawasi, and Palestinians and aid groups say that Al-Mawasi, in particular, does not have the infrastructure necessary to ease the crisis. “Under international humanitarian law, the place where you evacuate people to must, by law have sufficient resources for their survival — medical facilities, food and water,” said James Elder, a spokesperson for the United Nations Children’s Fund.
“That is absolutely not the case,” he went on. “They are these patches of barren land, they are streets or corners or any space in a neighborhood, half-built buildings. The common thing they have is no water, no facilities, no shelter from cold and rain and particularly no sanitation.” Although the U.N. was able to distribute hundreds of tents in Rafah, desperate people who arrived in Al-Mawasi found little more than an open-air area, said Yousef Hammash, an employee of the Norwegian Refugee Council. He said people scrounged to find supplies to build rickety improvised shelters to protect themselves and their families from the elements, fearful of the approach of winter. “Thousands of people are building tents made of wood and plastic,” said Hammash, who fled Khan Younis with his family. “It doesn’t give any kind of protection but it gives them a sense of safety.” No aid had arrived in Khan Younis and the surrounding area because of the fighting there between Israel and Hamas, the U.N. said, while areas immediately to the north of the city had been cut off because of Israeli restrictions of movement on the main roads. It said all access to northern Gaza, including Gaza City, came to an end when the truce collapsed.
Israeli commanders have described house-to-house gunbattles over the past two days with Hamas fighters in Khan Younis, in some of the heaviest fighting of the 2-month-old war. A military spokesperson, Avichay Adraee, on Wednesday warned civilians not to approach Salah al-Din Road, the main highway that connects Khan Younis to northern Gaza, calling it “a battlefield” and “extremely dangerous.” People attempting to head north to seek refuge should instead use the main coastal road, he said in a post on social media, although it was unclear whether many people would do so given the intense bombardment — or how many could see the information given communications disruptions in Gaza. Satellite imagery captured Wednesday and analyzed by the New York Times shows dozens of tanks on either side of the Salah al-Din Road north of Khan Younis, as well as to the east of the city. The Israeli military said its forces were also on the ground “in the heart of Jabalia” and “in the heart of Shuja’iyya,” two residential areas in northern Gaza, which has been largely depopulated as people flee south. A major hospital in Khan Younis, Nasser Hospital, has run out of space and supplies to treat all the injured people arriving in its emergency room, said Dr. Mohammad Abu Moussa, a radiologist. Patients now filled the floors of the hospital, and medical staff rushed from one patient to the next, crouching over them to apply little more than first aid, he said. “There are no words to describe what the situation is really like, the wounded come in the dozens and it’s impossible for us to treat all these victims,” Abu Moussa said. “It’s not only that we can’t treat them; we can’t even diagnose them.” Conditions in the area are so dangerous that medical workers could not reach the hospital Wednesday, said Amber Alayyan, deputy program manager for the Palestinian territories for the medical aid group Doctors Without Borders. “The Gaza Strip is the most dangerous place for a health care worker in the world today,” she said.

Biden calls on Congress to approve aid to Ukraine: ‘This cannot wait’ By PETER BAKER

resident Joe Biden called on congressional Republicans on Wednesday to put aside “petty, partisan, angry politics” and pass a multibilliondollar aid package for Ukraine, warning that failure to do so could enable President Vladimir Putin of Russia to reclaim momentum in the war and even draw in American troops. The president said that he was willing to make “significant compromises” on border security to satisfy Senate Republicans who have refused to support further Ukraine aid without a new crackdown on illegal immigration. But Biden complained that they have been unwilling to back off what he characterized as “extreme” demands. Republicans have insisted that the immigration measures be attached to an emergency spending measure that was slated for a Senate vote Wednesday. A classified briefing for senators Tuesday devolved into a partisan shouting match, and prospects for bipartisan consensus seemed to fade, even though senators in both parties expressed support for Ukraine’s efforts to defend itself against Russia. “This cannot wait,” Biden said in a televised statement at the White House. “Congress needs to pass supplemental funding for Ukraine before they break for the holiday recess. Simple as that. Frankly, I think it’s stunning that we’ve gotten to this point in the first place. Republicans in Congress are willing to give Putin the greatest gift he can hope for and abandon our global leadership.” He faulted Republicans for holding the Ukraine aid hostage to the border fight. “Republicans think they can get everything they want without any bipartisan compromise,” Biden said. “That’s not the answer. That’s not the answer. And now they’re willing to literally kneecap Ukraine on the battlefield and endanger our national security in the process.” He added: “I’m willing to make significant compromises on the border. We need to fix the broken border system. It is broken. And thus far I’ve gotten no response.” Republicans have accused Biden

Tom Cotton, R-Ark., got into a testy exchange with Sen. Chuck Schumer, D-N.Y., the majority leader, during Tuesday’s meeting, and he later sent a fundraising email to supporters declaring he would not back down. “I will continue holding Schumer, and the rest of the Democrats, to account for their lies, incompetence, and unwillingness to secure our border,” he wrote, saying that it was “important that we stay on offense.” The Biden administration has already told Congress that money for Ukraine would run out by the end of the year, leaving the embattled former Soviet republic vulnerable to a new Russian offensive, although some Pentagon officials privately have said they could stretch the money out through the winter. The White House has asked for an additional $61 billion in aid as part of a $110 billion emergency spending package to be voted Wednesday.

Mitch McConnell of Kentucky by and large back U.S. aid for Ukraine, as opposed to many of their House Republican counterparts. The White House had hoped a strong bipartisan vote in the Sen-

Biden made his remarks Wednesday shortly after a video call with other leaders of the Group of 7 major industrial powers and framed the issue as a matter of American credibility and leadership on the world stage. Without more aid for Ukraine, he warned, other allies may back off their own commitments. “If we walk away, how many of our European friends are going to continue to fund, and at what rates are they going to continue to fund?” he asked. The president even raised the prospect that an emboldened Putin would pose a threat to NATO allies, requiring the United States to come to their assistance with troops on the ground. “If Putin takes Ukraine, he won’t stop there,” Biden said. “It’s important to see the long run here. He’s going to keep going. eru’s top court earlier this week ordered former President Alberto Fujimori released from prison, where he is serving a 25-year sentence for human rights violations, defying an order by an international court that the South American country keep him behind bars. The court, Peru’s Constitutional Tribunal, voted 3-1 to reaffirm its decision to instate a presidential pardon granted to Fujimori in 2017; the Inter-American Court of Human Rights had found the pardon violated the rights of his victims. Fujimori’s lawyer told reporters that the former president would most likely be released from prison Wednesday. Some experts described the decision Tuesday by Peru’s top court as an example of institutional decay in a country that has undergone back-to-back political crises in recent years. “Until now, we hadn’t seen this attitude of the Peruvian state of open defiance, of saying basically that it’s no big deal if we do not comply with our international obligations,” said Pedro Grández, an expert on Peruvian constitutional law. Ahead of the court’s decision, the InterAmerican court reiterated its decision that Fujimori should not be released under the 2017 pardon. But President Dina Boluarte’s centerright government is expected to abide by the decision of the Peruvian court. The decision was the latest development in the roller coaster surrounding Fujimori’s incarceration, and it came amid a surge in political scandals and concerns about impunity in the country of 33 million people. Fujimori, who was elected three decades ago as an anti-establishment outsider, came to power as hyperinflation ravaged Peru’s economy and left-wing rebel groups carried out terror campaigns in which tens of thousands of people were killed. Two years after his election, Fujimori dissolved Congress with the support of the military, suspended the constitution and began ruling as a dictator. His tenure was marked by a brutal government counterinsurgency campaign against leftist guerrillas. Dozens of civilians were subjected to extrajudicial killings at the hands of death squads that prosecutors said Fujimori had created. He abruptly resigned by fax from his parents’ homeland of Japan in 2000, after videos showing the country’s spy master paying bribes were made public. Fujimori was convicted in 2009 of hu-
man rights violations that amount to crimes against humanity under international law in connection with the extrajudicial killings and kidnappings. He was sentenced by a Peruvian court to more than two decades in prison, and has served 16 years. Fujimori’s family says he has pulmonary fibrosis, a terminal illness. Now 85, he has been held in a special penitentiary for Peruvian presidents in Lima, along with two other former presidents, Pedro Castillo and Alejandro Toledo. Fujimori’s daughter Keiko Fujimori is an influential opposition leader who narrowly lost last year’s presidential election to Castillo, as well as two previous presidential runoffs. In 2017, President Pedro Pablo Kuczynski pardoned Fujimori before an impeachment vote that Kuczynski survived with the support of Fujimori’s supporters in Congress. The pardon was annulled the following year, and Fujimori was ordered back to prison. In 2022, the constitutional tribunal reinstated the pardon, but the Inter-American court ruled against it before Fujimori could be released. The Peruvian tribunal now claims that the court did not have the jurisdiction to make that decision. After the decision, television stations showed a group of Fujimori’s supporters celebrating outside the prison. “He’s very calm, enthusiastic and clinically stable,” Fujimori’s lawyer, Elio Riera, told journalists after speaking with him. “He’s very hopeful about the fulfillment of this order.” Carlos Rivera, a lawyer who represents victims of the massacres that Fujimori was found guilty of perpetrating, said the tribunal’s position moved the country toward “a scenario of noncompliance with sentences of an international body.’’ Dino Carlos Caro, a law professor at the University of Salamanca, wrote on X, formerly known as Twitter: “Why the fear of the Inter-American Court of Human Rights? The Court fulfills a fundamental role in protecting human rights, but like any body, any power, it has limits.” In 2018, the international court described a path for Fujimori to seek a pardon that would conform to international law: It required him to publicly apologize to his victims and pay civil reparations. “While the court opened the door to a new, legal pardon, Fujimori and his defense and family have never wanted to cross it,” Rivera said.

Silence is violence — but not when it comes to Israeli rape victims By BRET STEPHENS

n Sunday, CNN’s Dana Bash asked Rep. Pramila Jayapal, D-Wash., why so many progressive women have been silent about the extensive reports of widespread rape and sexual assault carried out by Hamas against Israeli women during the massacres of Oct. 7. What followed was a master class in evasion, bothsidesism and changing the subject from the chair of the Congressional Progressive Caucus. “I’ve condemned what Hamas has done,” Jayapal allowed, briefly, before moving immediately to condemn Israel. Bash persisted: “I was just asking about the women, and you turned it back to Israel. I’m asking about Hamas.” “I’ve already answered your question, Dana,” Jayapal replied, adding that while rape was “horrific,” it “happens in war situations. Terrorist organizations like Hamas obviously are using these as tools. However, I think we have to be balanced about bringing in the outrages against Palestinians.” A day after the CNN interview, I attended a conference at the United Nations headquarters in New York, organized by the Israeli mission and Jewish groups, in which Hamas’ “tools,” to use Jayapal’s term, were described. Israelis who bore witness to what they had seen firsthand or heard from eyewitnesses of Oct. 7. Here is some of what I heard, which people like Jayapal would do well to hear also. It’s extremely graphic. Yael Richert, a chief superintendent with the Israeli national police, quoting a survivor of the Nova rave massacre: Everything was an apocalypse of corpses. Girls without any clothes on. Without tops. Without underwear. People cut in half. Butchered. Some were beheaded. There were girls with a broken pelvis due to repetitive rapes. Their legs were spread wide apart, in a split. An unidentified survivor of the rave, shown in a video with her face obscured: They laid a woman down, and I understood they were raping her. He was basically shifting her around and passing her to another person. She stood on her feet; she was bleeding from her back. He’s pulling her hair. She’s not dressed, and he cuts her breast, throws it on the road, and they are playing with it. Shari Mendes, an architect and army reservist who helped identify and prepare female corpses for burial as part of the Israeli military’s morgue staff, describing what she saw: It seems as if the mutilation of these women’s faces was an objective in their murders. Some heads were bashed in so badly that brains were spilling out. She added: Many young women arrived in bloody shredded rags or just in underwear, and their underwear was often very bloody. Our team commander saw several female soldiers who were shot in the crotch, intimate parts, vagina, or shot in the breasts. There seemed to be systematic genital mutilation of a group of victims. Simcha Greinman, an emergency medical worker with ZAKA, Israel’s volunteer identification, extraction and rescue teams: I was called down on Oct. 7 to collect bodies and remains from the terror attack. On one of the days, I was called into a house, told there were a few bodies there, and
I walked into the house. I saw in front of my eyes a woman; she was naked. She had nails and different objects in her female organs. Her body was brutalized in a way that we cannot identify her, from her head to her toes. He went on: On a different day, we got a mission to go into another house. I walked into this house, into the bedroom; there was a woman leaning on her bed. She was half-naked, from the waist down. She was shot in the back of her head. When we turned her around she had an open grenade in her hand. Thank God no one on our team got hurt. Following the testimonies, Yifat Bitton, an Israeli law professor, noted that the victims had been “silenced twice”— first by Hamas on Oct. 7, and then “by the silence of the very U.N. organizations that were entrusted with the mandate of protecting them.” There were clear signs of sexual abuse from the first moments of the attack, and by mid-November there were authoritative reports of Hamas’ widespread sexual assaults. Yet it took U.N. Women, the agency that has that mandate to look out for women’s rights globally, eight weeks before issuing a perfunctory statement saying it was “alarmed” by accounts of gender-based atrocities during the attacks of Oct. 7. As for other so-called human-rights organizations, the website of Human Rights Watch — which includes a page ostensibly devoted to women’s rights — has dozens of news releases about the war in Gaza. Not a word about the rapes. From Amnesty International: nothing that can be found on its website. The National Organization for Women denounced the Oct. 7 attacks on the day they occurred and last week issued a news release condemning “rape as a weapon of war.” But it contained no mention of Hamas. Why not? In a remarkable floor speech last week, Senate Majority Leader Chuck Schumer, D-N.Y., spoke of “the sting of the double standard,” which, he said, “is at the root of antisemitism.” He also recalled a talk he heard in college by Abba Eban, then Israel’s foreign minister, who confronted left-wing hecklers at an event at Harvard. “We have lived with the double standard throughout the centuries,” Eban told the protesters, Schumer said. “There are always things the Jews couldn’t do. Everyone could be a farmer but not the Jew, everyone could be a carpenter but not the Jew, everyone could move to Moscow but not the Jew, and everyone could have their own state, but not the Jew.” To which one can today add: Every victim of sexual violence should be heard; no condemnation of rape should ever come with qualifiers; “Silence Is Violence.” But not when it comes to Jews.

ASHINGTON, D.C. – La comisionada residente, Jenniffer González Colón, defendió el miércoles, ante el Comité de Agricultura de la Cámara de Representantes federal que Puerto Rico tenga acceso a más recursos para la compra de alimentos al cambiar del Programa de Asistencia Nutricional (PAN) al Programa de Asistencia Nutricional Suplementario (SNAP). “El SNAP garantizaría que los ciudadanos americanos que viven en Puerto Rico, al igual de los que viven en los 50 estados, DC, las Islas Vírgenes y Guam, reciban el apoyo adecuado cuando necesiten asistencia para cubrir sus gastos alimentarios. SNAP también tiene herramientas integradas para impulsar la economía, como requisitos laborales. Se estima que, si Puerto Rico estuviera incluido en SNAP y por lo tanto cumpliera con los requisitos laborales, aproximadamente 266,000 residentes se incorporarían a la fuerza laboral. Estas son cifras significativas que muestran por qué existe un am-
plio apoyo, tanto del sector público como del privado, para la transición del PAN al SNAP”, expresó González Colón en declaraciones escritas. La vista fue presidida por el congresista Glenn “GT” Thompson, quien vino a Puerto Rico, invitado por Jenniffer González para que conociera de primera mano la importancia para la isla del cambio del PAN al SNAP y que esta transición fuera parte de la Ley Agrícola que se
aprueba cada 5 años por el Congreso. En aquella ocasión la comisionada organizó una reunión con representantes de distintos sectores de la industria de alimentos, recorrido por fincas, reuniones con agricultores, visitas a oficinas regionales de gobierno y comercios. El PAN es un programa de subvenciones en bloque con límite máximo financiado cada año por el Congreso, los recipientes de este beneficio que residen en Puerto Rico reciben menos beneficios en comparación con sus homólogos que reciben SNAP. Además, se depende del Congreso para asignar fondos de emergencia adicionales a través de legislación complementaria en caso de un desastre natural u otras emergencias nacionales. La comisionada residente explicó que el PAN desafía el ritmo de respuesta sobre el terreno y produce incertidumbre, ya que los funcionarios de las agencias estatales y los residentes de la isla desconocen qué recursos de desastre, si los hay, estarán disponibles cuando sea necesario.

The world loves corridos tumbados. In Mexico, it’s complicated. By ELDA CANTÚ

n many Mexican towns where wars between drug cartels continue to wreak havoc, the sight of a young man at night dressed in black and donning a balaclava would be terrifying. On a recent Saturday in Mexico City, Peso Pluma strutted across the stage in the same outfit, to excited cheers: It was time for the corrido tumbado concert. The 24-year-old breakout star, who makes a modern take on traditional Mexican music, wore a glamorous Fendi version of a sicario (or hit man) uniform. He faced a stadium full of fans and shouted, “Are you ready to witness the most warlike concert of your life?” The crowd roared back: It was ready. Later, during “El Gavilán,” the audience sang in unison, “I’m of the people of Chapo Guzmán,” a reference to one of Mexico’s most notorious drug lords. Peso Pluma — along with acts like Natanael Cano, Grupo Firme, Eslabon Armado and Banda MS — is at the forefront of a musical movement that has found growing audiences this year in the United States and beyond. The artists perform corridos tumbados (or trap corridos), which combine singing and rapping familiar to fans of hip-hop and reggaeton with instrumentation and melodies common to traditional Mexican music, along with lyrics inspired by narcocorridos — songs that tell stories of the drug trade. But even as Peso Pluma racks up millions of streams and Grupo Firme tours arenas in the United States, these artists often find themselves in contested territory at home, where the drug war isn’t a dramatic fantasy but a bloody daily reality. “They are striking a nerve of Mexican culture,” said Camilo Lara, 48, a music producer, composer and former label executive with extensive film credits. He cited how the artists have tapped into “the relationship with violence, the relationship with the street, with politics, with what’s happening with fashion,” and added, “It’s the most exciting moment in Mexican music in 20 or 30 years.” Peso Pluma’s stadium show at Foro Sol, a venue that holds more than 60,000 people, was the last of his concerts in his home country after several cancellations over security threats. Days earlier, authorities in Tijuana had banned corridos tumbados in all public spaces, with fines of up to $70,000. While the sounds and the faces may be fresh, these artists are heirs of a musical tradition that has long attracted controversy. In 1987, the governor of Sinaloa asked local news media to stop the broadcast of music that made reference to drug trafficking. In 2002, radio stations in the border state of Baja California agreed not to play songs that exalted narcos and asked their U.S. counterparts to do the same. In 2010, conservative Mexican lawmakers presented a bill that would have sent artists who glorified criminals to prison. “The decision to ban these corridos tumbados is to pro-

In May, Cancun banned public shows “that foster violence,” saying such events contradicted the pursuit of peace and security; Grupo Firme canceled a concert there shortly after. Two months later, Chihuahua’s City Council voted unanimously to fine public shows promoting violence. Officials contend it is not censorship. “They can sing whatever they want,” Mexico’s president, Andrés Manuel López Obrador, said this summer, “but we are not going to keep quiet when they say that ecstasy is good, that they have a .50-caliber gun and the most famous narcos are their idols.” A month later, perhaps in tacit recognition of the influence of corridos tumbados, the government released its own kind of tumbado: a song warning of the dangers of fentanyl. The artists have pointed out that their lyrics aren’t aimed at children. “I know sometimes it’s not OK for kids to see or hear this,” Peso Pluma said in an interview, “but it’s a reality.” The reality is also that this type of music, once very locally rooted and associated with an older generation, is
attracting global attention for its catchiness and cachet. The songs are not only fixtures of radio stations in Los Angeles but are also draws for concertgoers in Lima, Peru, and Madrid and have made fans of celebrities like Mike Tyson and the band Maneskin. “I heard it at a wedding,” said Javier Nuño, a partner at Indice, a company that has licensed Peso Pluma’s and Cano’s songs for HBO. Once you cross over into wedding DJ playlists, “you are at another level,” he added. At Peso Pluma’s Mexico City show, kids arrived in droves — mostly teenage boys dressed in Air Jordans, oversize hoodies and outfits featuring Nike, Gucci, Fendi and Burberry logos in models, colors and materials Nike, Gucci, Fendi and Burberry have probably never manufactured. Some dared to sport Peso Pluma’s signature mullet. Oliver Medrano, 35, said his 9-year-old, Sofía, had asked for tickets. The two gave up their seats close to the stage and watched instead from the bleachers after the girl’s mother protested. “They say the songs are too war-driven,” Medrano said. Sofía said she had become hooked on “El Belicón” (“The Belligerent”), Peso Pluma’s song about a man who boasts of owning sports cars, bazookas and Kalashnikovs. “I was a bit worried about security,” Medrano said. But midconcert, he felt confident enough to ask the couple next to him to watch his daughter while he made a quick bathroom run. The excitement and controversy surrounding the lyrical content of corridos tumbados in Mexico in many ways mirrors decades of debate in the United States over the real-life implications of rap lyrics. From N.W.A to Jay-Z and Rick Ross, many of the most popular hip-hop artists have relied on the imagery of drug kingpins for both glitz and grit. Beginning with the gangster rap of the 1980s and ’90s and continuing through the 21st-century hip-hop subgenres of trap and drill, lyrics that document — and some say glorify — the drug trade, its attendant violence and its spoils have remained a cultural and political battleground. Currently in Atlanta, music by rapper Young Thug is being used in court as evidence of his membership in a criminal street gang. “You see these guys partying with these luxuries, and suddenly, it’s, ‘How can I get this?’ especially in this country, our country, which has some very strong social limitations,” said Graciela Flores, a professor at the Universidad Autónoma de Coahuila. Flores, who specializes in 19th-century crime and justice in the Mexican borderlands, organized a series of events this past fall at the university focused on corridos tumbados at the behest of one of her students. She was overwhelmed by the attendance. “People were eager to talk about what they had seen” in terms of daily violence in their communities, she explained. The songs had moved people to share their experiences, something that Flores found “valuable, but at the same time very disturbing.”

Best podcasts of 2023: Amy Poehler, ‘Heavyweight,’ Willa Paskin By REGGIE UGWU
A
s always, consider this list not an objective ranking but a kind of tip sheet — more Michelin Guide than the World’s 50 Best Restaurants. These podcasts, presented in alphabetical order, excelled at their missions, whether documenting the impact of national battles on local schools, unpacking internalized fatphobia, or questioning the pedigree of a famed Italian cheese. Casual and avid podcast listeners alike should come away with a clear sense of what the medium can do. ‘Criminal’ Launched in 2014, 10 months before “Serial,” this venerated series about “people who’ve done wrong, been wronged, or gotten caught somewhere in the middle” has grown only more impressive with time. Its creators, Phoebe Judge and Lauren Spohrer, craft a different, contained universe within each episode — interviewing the relevant subjects, unfurling stranger-than-fiction plotlines — which is a remarkable feat given the show’s move, earlier this year, from a twice monthly to a weekly release schedule. Episodes about a woman who made a brief career of pretending to be Aretha Franklin, the murder of a wolf in Yellowstone Park, and the unraveling of rapper G. Dep — who voluntarily confessed to killing a man 17 years after the fact — demonstrate the show’s range and humanism. ‘Decoder Ring’ Willa Paskin’s deep-dive investigations into questions you never thought to ask (Is Parmesan cheese “authentic” Italian? What ever happened to slow dancing? What was the deal with hovercraft?) are more rigorous than they need to be, which is what makes them so much fun. Paskin — a former television critic, and among the best writers working in audio — knows the secret potential of trivial cultural phenomena: If not a window into the soul of a society, per se, then a good yarn to share at a cocktail party. In its fifth year, “Decoder Ring” was as unpredictable (does parking infrastructure count as “culture”? Maybe!) and rewarding as ever. ‘Grapevine’ Mike Hixenbaugh and Antonia Hylton’s dogged and empathetic reporting shines throughout this ambitious and well-crafted series about the fight over transgender rights in public schools. When others are the source of discord (a thickheaded primary care doctor, clothing designers who shortchange large customers), “Weight for It” goes beyond superficial condemnation, thoughtfully illustrating how broadly accepted social norms can contribute to private suffering.

Running vs. walking: Which is better for lasting health? By CINDY KUZMA
W
alking is among the world’s most popular forms of exercise, and far and away the most favored in the United States. And for good reason: It’s simple, accessible and effective. Taking regular walks lowers the risk of many health problems including anxiety, depression, diabetes and some cancers. However, once your body becomes accustomed to walking, you might want to pick up the pace, said Alyssa Olenick, an exercise physiologist and postdoctoral research fellow in the energy metabolism lab at the University of Colorado Anschutz Medical Campus. If you can nudge even part of your walk into a run, it offers many of the same physical and mental benefits in far less time. But just how much better is running? And how can you turn your walk into a run? Why walking is good for you When considering the health benefits of an activity like walking or running, there are two connected factors to keep in mind. One is the workout’s effect on your fitness — that is, how it improves the efficiency of your heart and lungs. The second is the ultimate positive outcome: Does it help you live a longer life? The gold standard for assessing fitness is VO2 max, a measure of how much oxygen your body uses when you’re exercising vigorously. It’s also a strong predictor of life span, said Dr. Allison Zielinski, a sports cardiologist at Northwestern Medicine Bluhm Cardiovascular Institute. Even doing a small amount of activity — like taking slow steps throughout the day — somewhat improves VO2 max compared with staying completely sedentary, according to a 2021 study of 2,000 middle-aged men and women. But bigger benefits come when you begin walking faster, which raises your heart and breathing rates. If you’re working hard enough that you can still talk but not sing, you’ve crossed from light to moderate physical activity. Studies suggest that moderate activity strengthens your heart and creates new mitochondria, which produce fuel for your muscles, Olenick said. What makes running even better So how does running compare with

It’s more efficient, for one thing, said Duck-chul Lee, a professor of physical activity epidemiology at Iowa State University. Why? It’s more than the increased speed. Rather than lifting one foot at a time, running involves a series of bounds. This requires more force, energy and power than walking, Olenick said. For many people first starting out, running at any pace — even a slow jog — will make your heart and lungs work harder. That can raise your level of effort to what’s known as vigorous activity, meaning you’re breathing hard enough that you can speak only a few words at a time. Federal health guidelines recommend 150 minutes to 300 minutes per week of moderate-intensity aerobic activity, like brisk walking, or half as much for vigorous activity. That might suggest that running is twice as good as walking. But when it comes to the key outcome of longevity, some studies have found running to be even more effective than that. In 2011, researchers in Taiwan asked more than 400,000 adults how much vigorous exercise (like jogging or running) and moderate exercise (like brisk walking) they did. They found that regular five-minute runs extended subjects’ life spans as much as going for 15-minute walks did. Regu-
lar 25-minute runs and 105-minute walks each resulted in about a 35% lower risk of dying during the following eight years. Those numbers make sense, given running’s effect on fitness. In a 2014 study, Lee and his colleagues found that regular runners — including those jogging slower than 6 mph — were 30% fitter than walkers and sedentary people. They also had a 30% lower risk of dying over the next 15 years. Even though he’s an enthusiastic proponent of running, Lee suggested looking at walking and running as being on a continuum. “The biggest benefit occurs when moving from none to a little” exercise, he said. Whether you’re walking or running, consistency matters most. But after that, adding at least some vigorous exercise to your routine will increase the benefits. How to start walking, and then running Running does have its downsides. It’s high-impact and hard on your connective tissue. Researchers have debunked myths that running will always wreck your knees, but short-term injuries are more common in runners than walkers. Easing into walking first allows your body time to adapt, which in turn reduces risk, said Dr. Bella
Mehta, a rheumatologist at the Hospital for Special Surgery in New York. In fact, even experienced runners who take a break should gradually build back up. “It’s always better to start or increase an exercise program by going slow and low,” Zielinski said. If you want to try running for the first time — or return to it — try this progression. Step 1: Add steps. Increase your step count, Lee said. If you haven’t been exercising at all, begin by trying for an extra 3,000 walking steps per day, at least a few days per week. Step 2: Slowly pick up the pace. Set aside 10 minutes for brisk walking three to four times per week, Olenick said. Aim for an effort level of 3 to 5 on a scale of 10. Gradually increase the duration, until you can stay on your feet for an hour. Step 3: Sprinkle in running. As you gain fitness, you’ll notice you must walk even faster to reach moderate intensity. Once this happens — usually after about a month or two — start adding in run-walk intervals. Warm up with a fiveminute brisk walk. Then alternate a minute of jogging with three minutes of walking. Repeat this three to five times through. Step 4: Try running continuously. Each week or two, increase your running interval and decrease your walking time, until you’re running continuously. Check with your doctor first if you’re being treated for heart disease or another chronic condition, or if you have symptoms like chest pain, Zielinski said. You might need to undergo a stress test or other evaluation before being cleared to do vigorous activity. Those who can’t run (or don’t want to) can turn up the intensity in other ways, Olenick said. For instance, add a few hills to your walking route, and push the pace as you climb them. You could jump on a trampoline or try a HIIT workout, on land or in the pool. Best of all is to mix and match — brisk walking or other moderate-intensity exercise on some days, vigorous workouts on others, taking more steps on days when you can’t squeeze in a workout. “Get a little bit of everything” each week if you can, Olenick said. “It all adds up.”

Freakishly smart falcons run these islands By DARREN INCORVAIA
I
f you heard there were faraway islands full of hyperintelligent birds, you would be forgiven for assuming that they must be parrots or crows — the superstars of the brainy bird world. But travel to the Falkland Islands near the Argentine coast, and you’ll find not parrots or crows but freakishly smart falcons called striated caracaras. “I kind of had a hunch that there is something special about these birds,” said Katie Harrington, a behavioral ecologist at the University of Veterinary Medicine Vienna. By adapting a series of tests originally meant to assess cockatoo cognition, Harrington found that the caracaras can problem-solve as well as parrots. The results were published this month in the journal Current Biology. Harrington leads the Johnny Rook Project, an effort to study the Falkland falcons that got its name from the birds’ local nickname. To compare the caracaras with other brainy birds, she adapted eight tasks from a prior experiment that studied innovative problemsolving in Goffin’s cockatoos. Of the 15 Johnny rooks that Harrington tested, all solved at least one puzzle, and 10 of them figured out all eight — without any prior training. “These caracaras actually solved tasks that some of the tool-using parrots couldn’t solve,” Harrington said. Some animals are understandably skittish around scientists and their strange equipment, which can make testing their intelligence difficult. With the caracaras, Harrington had the opposite problem. “I had to literally run defense,” she said, keeping curious birds away while another was being tested with a plexiglass puzzle box that challenged the caracaras to pull, push, swipe, poke or do whatever else they needed to do to access tasty bits of meat. Given how well they performed in this experiment, and their general boldness, striated caracaras represent a promising new model species for studying bird cognition. “They’re absolutely worth studying,” said Rachael Miller, a comparative psychologist at

Few scientists have investigated the brainpower of falcons, which are closely related to parrots and crows, the most famous feathered geniuses. Harrington attributes this to their bird of prey label, which implies a simple lifestyle of “perch, hunt, sleep, repeat.” But those who spend time with caracaras quickly learn that they don’t have just meat on their minds. “Falconers share these stories of how striated caracaras aren’t like the other birds that they’re trying to train,” she said. “You have to give striated caracaras dog toys to play with.” Miller agrees that the bird world overemphasizes certain species — she found that recent studies of avian behavior and cognition have focused on just about 1% of 10,000 known bird species. “I’m completely behind research that’s expanding, going to other bird groups beyond the corvids and the parrots,” Miller said. Harrington suspects that the caracaras evolved their cunning to cope with the tough conditions of life on the Falkland Islands. In the summer
months, caracaras can feed on seabird colonies. But when those birds migrate in the winter, the falcons are “kind of like, out of luck,” Harrington said. Curiosity and ingenuity could help a hungry caracara find a meal in lean times. Their daring ways have gotten
the falcons in trouble with the sheep farmers of the Falklands. “They have historically faced persecution,” Harrington said. “There actually used to be a bounty on their beaks.” These days, public perception has motivated legal protections for the birds. This is important because, while their brilliance may make them seem poised for world domination, striated caracaras have a limited range — they’re found only on the outer islands of the Falklands and Tierra del Fuego, at the southern end of South America. Harrington wants to continue testing their powerful brains. She hopes to parse individual differences between the birds in how they tackle the puzzle box, and also retest some birds a year after the experiment to see how strong their memories are. And given how social caracaras are, Miller wonders if there’s a chance they could learn to solve problems by watching one another. By studying the birds, “there’s this whole other door that we can open for comparative cognitive research,” Harrington said. Given their sharp claws and even sharper minds, don’t be surprised if these falcons figure out how to open that door themselves.

Your college football team went undefeated? Sorry, that’s not good enough. By BILLY WITZ
T
he metaphorical white puffs of smoke sent up by the College Football Playoff selection committee on Sunday signaled that the panel had chosen the four teams that would vie for this season’s championship — and that Florida State, unbeaten champions of the Atlantic Coast Conference, was not among them. This caused smoke of a different sort to emanate from the Seminoles’ ears. Florida State’s resume was hard to beat. The Seminoles began the season by walloping Louisiana State, which was led by the presumptive Heisman Trophy winner, quarterback Jayden Daniels. They won at Clemson in overtime. In other weeks, Florida State showed the mettle of an elite team by persevering when not at its best — something that unbeaten Michigan and Washington were able to do but that Texas and Alabama, both with one loss and chosen to fill out the playoff field, were not. The Seminoles’ only shortcoming was being shorthanded: Their star quarterback, Jordan Travis, broke his leg last month against North Alabama. When his backup, Tate Rodemaker, suffered a concussion in a win the next week at Florida, it left Brock Glenn, a true freshman who had thrown four passes to that point, in charge against Louisville. The Seminoles’ defense stiffened, the running game eventually got unstuck, and Glenn accomplished his most important task — he did not lose the game. Still, the unsightliness of Florida State’s offense (and memories of last year’s championship game fiasco, when Georgia trounced Texas Christian, 65-7) moved the committee to a new precedent: It did not allow an unbeaten conference champion from one of the five marquee conferences to participate in the playoff. Florida State players sat in stunned silence as the committee rankings were revealed on television. Travis, with his surgically repaired leg in a cast, wrote on X, formerly known as Twitter, that he wished he had been injured earlier in the season so the committee could take a fuller measure of his team. Mike Norvell, the coach at Florida State, said in a statement that he was disgusted and infuriated. “What happened today goes against everything that is true

It’s a sad day for college football.” Mostly, though, the committee’s decision was a reminder of what college football is — a televised beauty pageant. An enduring allure of American sports is that it is the rare place where the deck isn’t (so heavily) stacked, where meritocracy matters. You want to win a race? Be the first to cross the finish line. You want to win a Super Bowl? Finish with one of the best seven records in your conference and you’ve got a chance. College football has rarely been that. Instead, the 13-person committee, made up of a rotating cast of administrators, former coaches and players, and former sportswriters, does its work behind closed doors. Only the committee chair speaks to the news media. The opaqueness of the process, along with the influence of the television networks, which have been the puppet masters of conference realignment, lends itself to conspiracy theories that fans in other sports usually reserve for game officials — and, perhaps, the weighting of NBA draft lottery Ping-Pong balls. The only thing that can be said for certain about college foot-
ball’s last team in and last team out is that Alabama will draw more eyeballs than Florida State. (An irony of the moment is that the playoff is expanding to 12 teams next year, something that might have occurred by now if not for distrust among conference commissioners that was fueled by duplicitous dealings with one another during the latest realignment wave.) For nearly a century, college football was a largely regional sport — and the teams reflected that. Florida teams were fast. Texas teams were tough. Big Ten teams were bruising. California was where quarterbacks were raised. And a conference championship meant something: The winner of the Big Eight would play in the Orange Bowl. The Southeastern Conference champ would go to the Sugar Bowl. A trip to the Rose Bowl was the carrot for the Big Ten and Pac-10 champs. Independents, such as Notre Dame, Miami, Florida State and Penn State, and runners-up would fill out the postseason field. The champion was crowned by a vote of coaches or writers or any association that wanted to hand out a trophy. It was a comfortable (and lucrative) enough arrangement until the 1990s, when almost every year seemed to bring about a disputed champion. Because the
Rose Bowl kept the Big Ten and Pac-10 champions anchored in Pasadena, California, undefeated Washington had to share the championship with undefeated Miami in 1991 and undefeated Michigan had to share the crown with undefeated Nebraska in 1997. The next year a playoff plan was hatched. The Bowl Championship Series formula weighed the coaches’ and writers’ polls, computer rankings, strength of schedule, losses and quality wins to determine the top two teams, which would play each other to decide a champion. (A simulated BCS formula this year included Florida State in the top four but left out Texas.) It worked briefly — until its second year, when Florida State, which had lost to Miami in the regular season, leapfrogged the Hurricanes on the strength of the computer rankings. In the fifth year, the sportswriters disagreed so vehemently about the choice of Oklahoma and Louisiana State in the title game that they awarded Southern California with The Associated Press national championship award. And the year after that, in 2004, undefeated Auburn was left out in favor of Oklahoma and USC, which were also undefeated. It was not until a decade later, in 2014, that the playoff was expanded to four teams. That year, Ohio State — which crushed Wisconsin in the Big Ten title game behind its third-string quarterback — leapfrogged TCU and Baylor, which were tied atop the Big 12 standings, and snagged the final playoff berth. When Ohio State won the national championship, it may have justified the committee’s decision, but it still haunts TCU and its fans, who feared a similar snub last year after losing the Big 12 title game in overtime. “Every year there’s a playoff, so you remember that feeling,” said Kevin White, a wide receiver and senior captain in 2014. “It’s an every year thing: What if? It doesn’t get any easier. It’s always there.” And so White, a sales manager in Round Rock, Texas, where he grew up, knew better than most the hurt that Florida State players were enduring on Sunday. “I know what they’re feeling,” he said. “You just want a chance to prove it on the field.”
