trilogy of workshops and family entertainment & knowledge events with a “sustainable Christmas” theme will take place this Saturday, Dec. 9 and the following Saturday, Dec. 16 in Caguas. In the spirit of the season, this month’s calendar of activities at the Criollo Center for Science and Technology of the Caribbean (C3Tec) will focus on sustainability and fun. “In December, the Magic Is in Sustainability” is the theme, so all activities will be focused on promoting environmental awareness and caring for the planet. “We are going to celebrate Christmas as we are used to, with the joy of the season, but with the evolution of knowledge through face-to-face workshops,” C3Tec Executive Director Tasha Endara said. This Saturday, C3Tec will open its doors with three free workshops sponsored by 3M, Ford and Johnson & Johnson. In addition, attendance at the workshops count toward green contact hours. In the workshop “Steam for Kids: Evergreen at C3Tec,” from 11 a.m. to 1 p.m., children from 3 to 9 years old will learn about the environment and how to reduce their environmental impact. In the workshop “Maker Academy: The Art of Digital Design,” from 11 a.m. to 1 p.m., children ages 10 to 15 will learn how to design and model three-dimensional objects using digital tools. And in the “Join the STEM Movement” workshop, from 11 a.m. to 4 p.m., girls ages 12 to 17 will explore their capabilities in the areas of science, technology, engineering and mathematics (STEM). On Saturday, Dec. 16, C3Tec will celebrate a sustainable

Christmas with various events that include fun activities such as the Sustainable Christmas Workshop, Mathematics in the Christmas Kitchen, Ornament Making, Farmer’s Market and the making of the picturesque “ugly sweater,” for which attendees must wear a white shirt that they can paint. To add more joy to the proceedings, a special performance by Puppet Theater of the Municipality of Caguas’ Department of Cultural Development will be presented. Bill regulating fireworks remains stalled in the House By THE STAR STAFF

S

enate Bill (SB) 502, which seeks to establish the “Prohibition of the Use, Possession, and Distribution of Pyrotechnic Devices Act” in order to protect physical and emotional health, protect the environment and prevent animal cruelty, has been bogged down in the island House of Representatives since soon after it was unanimously approved in the upper chamber in January 2022. With the Christmas season underway and the sounds of fireworks filling the air night after night in Puerto Rico, independent Sen. José “Chaco” Vargas Vidot, who authored the measure and filed it in August 2021, denounced the fact that the bill has been stalled in the House Public Safety, Science and Technology Committee since Jan. 25, 2022. “Through this bill, we seek to regulate and prohibit the manufacture, sale, commercialization, possession, distribution, public or private use, and free and uncontrolled use of

pyrotechnic devices throughout Puerto Rico, with the aim of protecting and guaranteeing peace in all sectors, because we know that it does harm in various ways and there are statistics to back it up,” Vargas Vidot said Thursday. “It has a direct impact on the most vulnerable sectors altering the health, tranquility, well-being, and safety of people with disabilities, the elderly, veterans, animals and the environment.” SB 502 prohibits the marketing, display, distribution, possession, handling, public or private use, free use, manufacture, storage, transportation, distribution and wholesale or retail sale, sale in department stores and street vending of fireworks, whatever their nature or characteristic. The bill provides as an exception for production, manufacturing, importation, transport, marketing, handling and sale of pyrotechnic devices that only produce light effects and those whose audible sound is not higher than 20 decibels, among other exclusions.

Three indicted for environmental crimes in Jobos Bay reserve By THE STAR STAFF

T

hree individuals were indicted by a federal grand jury in Puerto Rico on Thursday for violations of the Clean Water Act in the Jobos Bay National Estuarine Reserve and the Las Mareas community in Salinas. The defendants are Rafael Carballo Díaz and Nathaniel Hernández Claudio, who from June 2018 to December 2023 allegedly illegally deposited material in federally protected wetlands and waters in the aforementioned areas. Carballo Díaz ran the lodging business El Cacique Resort, and Hernández Claudio served as the resort’s host and property manager. “This action is an example of the commitment of the Department of Natural and Environmental Resources [DNER] to the protection of our island’s natural treasures,” DNER Secretary Anaís Rodríguez Vega said in a written statement.

The Clean Water Act, enacted in 1972, seeks to protect U.S. waters and prohibits the discharge of any pollutant without a permit. The Rivers and Harbors Act, in force since 1899, regulates navigable waters and prohibits unauthorized construction on them. Both laws safeguard coastal waters within the Jobos Estuarine Reserve. “The collaboration between the DNER and federal authorities is a clear message to the community: we will not tolerate violations of Puerto Rico’s environmental laws,” Rodríguez Vega emphasized. She stressed the importance of ministerial actions in line with the environmental public policy established in the Puerto Rico Constitution. The Jobos Estuarine Reserve, designated by the National Oceanic and

Atmospheric Administration in 1981, encompasses some 2,800 acres of coastal ecosystems in southern Puerto Rico, home to endangered species such as the brown pelican, peregrine falcon, hawksbill turtle, and West Indian manatee. The defendants were arrested and appeared before Magistrate Judge Marshal D. Morgan of the U.S. District Court for Puerto Rico. If convicted, they face up to three years in prison for violations of the Clean Water Act, fines and corrective measures to remove illegal structures. Jiménez Mercado could also face an additional year for violating the Rivers and Harbors Act. The prosecution of the cases is led by Patrick M. Duggan of the Environmental Crimes Section of the U.S. Department of Justice and Assistant Attorney General Seth A. Erbe, environmental litigation coordinator for the U.S. Attorney’s Office for the District of Puerto Rico.

PDP lays out schedule for next phase in drafting of gov’t plan By THE STAR STAFF

opular Democratic Party (PDP) President Jesús Manuel Ortiz González on Thursday presented the work plan for the next few months that will be executed by the group in charge of drafting the party’s Institutional Government Plan. “Several weeks ago we presented the task force that is in charge of drafting the Institutional Government Plan that the party will promote for the 2024 general elections,” said Ortiz González, who was accompanied by Villalba mayor and Senate candidate Luis Javier Hernández Ortiz. “Today we present the work schedule at the island level that this group will be executing.” Reaffirming its vision of “Bread, Land and Freedom,” tempered to the 21st century and promoted by Ortiz González last July, the group of professionals has categorized the priority issues in the aforementioned three terms to execute the plans and the organization of themes. “The essence of the PDP is to work

for social justice for all Puerto Ricans and the best way to do so is by framing today’s issues and reality under the three main postulates that gave rise to the creation of our party; Bread, Land and Liberty,” the party president added. Ortiz Gonzalez noted that under the term “Bread,” they will be delving into the issues of food security, economic development, workers’ rights, employment, dignified retirement, equal pay and better salary. Under the term “Earth,” they will develop the topics of homeland, affordable housing, agriculture, climate change, natural resources and renewable energy. The “Liberty” approach will be based on the freedoms and rights of Puerto Ricans under the island Constitution. Among the topics will be the freedom of human beings, the right to vote, the right to strike, religious freedom, the fight against discrimination, human rights, education and the University of Puerto Rico. During the press conference, Hernández Ortiz presented the schedule of meetings around the island that will

begin next month. “We are calling on Puerto Ricans from all over the island who want to contribute on each of the issues to join us in these meetings, give us the input of their concerns, and possible recommendations to shape the PDP’s Future

Plan,” the Puerto Rico Mayors Association president said. “The meetings will begin in January and will last until March, and we will visit all the senatorial districts in work meetings where we will also convene business associations and the third [nonprofit] sector.”

The greatest honor a person can receive from Congress is the gold medal for the Borinqueneers, and I don’t have to explain the efforts I’ve made for veterans. Now, not every veteran is a statehooder. Not every veteran knows how to defend statehood at the level expected of a resident commissioner. So, they shouldn’t generalize like that.”

Pierluisi was certified on Thursday as an official candidate for reelection by the State Elections Commission (SEC), making him the first candidate for governor in the 2024 elections to be certified by the SEC. Through his social networks, he thanked all the citizens who endorsed his candidacy. “Thanks to you, I surpassed 8,000 endorsements in 24 hours and today all endorsements have been certified by the @ CEE [the Spanish initials for State Elections Commission],” the governor posted. “Officially I am your candidate for Governor for four more years. Always grateful, you can count on me.” According to the Electoral Code, the number of endorsements required by law is 8,000. The certification was signed by Giovanni Rodríguez Ramos, director of certifications at the SEC, and NPP Electoral Commissioner Vanessa Santo Domingo.

Cobra exchanges PREPA debt with SPCP Group

Maria. PREPA recently said it has approved most of a $82 million tranche of invoices from Cobra Acquisitions for work to repair the grid, but the utility disputes about $1.5 million, according to a recent joint status report. Cobra also faces certain bureaucratic hurdles in getting its money. Payments to Cobra were delayed following criminal charges against the company’s former president, Donald Ellison, who ultimately pleaded guilty to offering gratuities to a Federal Emergency Management Agency (FEMA) administrator in exchange for a contract. They have also been delayed because all the PREPA officials with the authority to approve the invoices left when LUMA Energy took over PREPA’s transmission and distribution system. FEMA has already reimbursed PREPA for the invoices for work completed five years ago after Maria and Irma devastated the island.

Pedro Pierluisi Urrutia said Thursday that veterans are not necessarily defenders of statehood, alluding to his primary opponent Jenniffer González Colón’s ballotmate, Elmer Román, and in response to statements suggesting that the governor does not support war veterans. “That approach is absurd. It has no head or tail. In fact, it even borders on ridiculousness because one thing has absolutely nothing to do with the other,” the governor said in response to questions from the press. “The only point that has come from me, and I reiterate it, is that this candidate, Elmer Román, is not known as a defender of statehood. obra Acquisitions, a wholly owned subsidiary of Mammoth Energy Services Inc., announced Thursday that on Dec. 1 of this year it entered into an agreement to transfer about $54.4 million of its outstanding receivable with the Puerto Rico Electric Power Authority (PREPA) to SPCP Group LLC in exchange for net proceeds of $46.3 million. In a statement, Mark Layton, Cobra’s chief financial officer, commented: “We are pleased to

enter this agreement with SPCP Group to monetize a portion of our outstanding receivable with PREPA.” “This deal allows us to increase liquidity and invest in our business,” he said. “We used $26.9 million of the proceeds to pay down borrowings under our revolving credit facility, which is now undrawn. Residences for seniors inaugurated in Caguas By THE STAR STAFF

ov. Pedro Pierluisi Urrutia, along with island Housing Secretary William Rodríguez Rodríguez and Puerto Rico Housing Financing Authority (AFV) Executive Director Blanca Fernández, inaugurated the Senior Residences at Emerald Vista project in Caguas on Thursday. The project had a total cost of $53 million and was accomplished through an investment of $14.4 million in CDBG-DR funds, in addition to private funds and tax credits. The project consists

of a building with 200 one- and two-bedroom residential units, designed for low- and moderateincome individuals ages 62 and older. “At the end of December 2021, I was here to inaugurate the first phase of this complex, which was the first multifamily housing project financed with CDBG-DR funds, where the former Residencial José Gautier Benítez previously stood,” the governor said in a written statement. “At that time, with the inauguration of LasVillas at EmeraldVista, a new community was established, here in the Turabo neighborhood of Caguas, with 238 units with all the needs and a variety of

amenities, including green certification from the National Green Building Standard. This means that it provides resilience to its homes, with energy and water efficiency, maximizing the use of natural resources such as ventilation, recyclable materials, and solar panels and heaters.” Pierluisi added that “today we return to Emerald Vista to inaugurate the second phase of this beautiful senior housing project called Senior Residences at Emerald Vista.” “This complex is an example of how we want to do public housing now, with people and families of various income levels to cre-

ate a mixed community in which all residents and their families live together and thrive,” the governor said. The Housing secretary added that “this project offers a safe, comfortable and accessible space for one of the most deserving and often forgotten populations in our society.” “These residences are designed to offer, not only security and comfort, but facilities adapted to the specific needs of the elderly,” Rodríguez said. Each unit at Emerald Vista is equipped with a kitchen, living room, bathroom and bedroom, and features energy-efficient appliances, air conditioning units, ceiling fans and other amenities. It also includes 30 apartments adapted for people with physical, hearing or visual disabilities.

Judge approves PRIDCO’S voluntary debt restructuring By THE STAR STAFF

T

he judge overseeing Puerto Rico’s bankruptcy cases has approved the Puerto Rico Industrial Development Company’s (PRIDCO) voluntary Title VI restructuring. U.S. District Judge Laura Taylor Swain gave the green light to the Title VI qualifying modification from the bench at a hearing this week. Unlike Title III, which is similar to a bankruptcy case, Title VI requires all creditors to agree to the debt restructuring.

“It’s nice to see a fully consensual winwin; it lifts the spirits every once in a while,” said Judge Swain, in obvious reference to the more complicated Puerto Rico Electric Power Authority restructuring. PRIDCO filed for Title VI bankruptcy to restructure some $189.6 million in bonded debt in October. The amount of the bonded debt will suffer virtually no cuts but will have extended maturities. Under the terms of the voluntary restructuring filed Oct. 27, bondholders would receive $30 million in cash and replacement debt for the

rest of their bonds. The debt will carry coupons of 7% to 8.8% and PRIDCO will have the chance to extend the repayment length. “Among other benefits afforded PRIDCO pursuant to the qualifying modification is a reduction of its funded indebtedness and an extension of more than twenty years to repay or refinance its funded indebtedness,” the Title VI filing said. The rent paid by companies using PRIDCO structures is used to pay for PRIDCO bonds. The leases -- made to “large, well-established” U.S. and foreign companies -- were “fully competitive

and highly attractive” compared with other options, according to the 2003 official statement. A deal to restructure PRIDCO’s debt has been under discussion since 2019 to pay about 94 cents on the dollar. The restructuring support agreement fell through in April 2021, and bondholders sued, voluntarily dismissing the case months later when PRIDCO agreed to a forbearance agreement that included interest-only monthly debt service payments, the application said. At the time, GoldenTree Asset Management held the majority of the bonds.

Republicans block aid to Ukraine, jeopardizing its fight against Russia By KAROUN DEMIRJIAN

R

epublicans earlier this week blocked an emergency spending bill to fund the war in Ukraine, demanding strict new border restrictions in exchange and severely jeopardizing President Joe Biden’s push to replenish the war chests of U.S. allies before the end of the year. The failed vote highlighted waning support in the United States for continuing to fund Ukraine’s war effort at a perilous time in the conflict, with Kyiv’s counteroffensive failing to meet its objectives and Russia’s forces on the offensive. While the bill faltered over an unrelated immigration policy dispute, the resistance it has met in Congress reflects a dwindling appetite among Republicans for backing Ukraine, as polls show that Americans are losing interest in providing financial assistance. In the Senate, the vote to move forward on the bill was 49-51, short of the 60-vote threshold needed to advance. Republicans held ranks against the $111 billion bill, which would provide about $50 billion in security assistance to Ukraine, more for economic and humanitarian aid, and an additional $14 billion toward arming Israel in its war against Hamas. They voted no despite a series of last-ditch appeals from Democrats and an appeal by Biden, who said he was prepared to offer “significant compromises” on the border and scolded them for abandoning Ukraine in its hour of need. “Make no mistake: Today’s vote’s going to be long remembered, and history is going to judge harshly those who turned their backs on freedom’s cause,” Biden said Wednesday at the White House, just hours before the vote. He said Republicans were “willing to literally kneecap Ukraine on the battlefield and damage our national security in the process.” The demise of the legislation in the Senate meant that Ukraine was exceedingly unlikely to be able to secure the additional U.S. aid before the end of the year — and possibly beyond. White House and Ukrainian officials have been sounding alarms in recent days, telling lawmakers that without an influx of weapons, Kyiv will run out of resources to defend against Russia’s invading army by the end of the year. In an interview Wednesday, Jake Sullivan, the national security adviser, said that

President Vladimir Putin of Russia has “been quite public and vocal about his notion that if military aid from the United States ceases, it will mean that Russia will defeat Ukraine,” Sullivan added. Pentagon officials have cast some doubt on claims by the White House that Ukraine is about to run out of American money. They have said that the administration will be able to continue assisting Ukraine militarily through the winter, by parceling out the remaining $4.8 billion of authority to send Kyiv weapons from U.S. stockpiles. And the dire warnings have done nothing to wear down Republican opposition in the Senate, where lawmakers spent the hours before Wednesday’s vote trading blame over the collapse of the bid to help Ukraine. Republicans, even those who have been staunch advocates for arming Ukraine, blamed Democrats for refusing to bow to their demands for major immigration policy changes as the price of securing more assis-

tance for Kyiv. “Apparently some of our colleagues would rather let Russia trample a sovereign nation in Europe than do what it takes to enforce America’s own sovereign borders,” Sen. Mitch McConnell, R-Ky., the minority leader, said on the Senate floor. “They’re convinced open borders are worth jeopardizing security around the world.” Democrats rejected that charge, pointing to more than $20 billion in the spending bill devoted to border security measures like hiring patrol and asylum officers and beefing up fentanyl screenings. They accused Republican lawmakers of manufacturing a false crisis by leveraging Ukraine’s fate to promote a restrictive border agenda that would never pass the Democratic-led Senate. “You can’t say ‘I’m for Ukraine, but only if I get this wholly unrelated policy enacted,’” said Sen. Brian Schatz, D-Hawaii. “You can’t be for stopping Putin from taking over a country by force and then vote against providing Ukraine the resources to do just that.” Democrats voted unanimously in favor of advancing the measure, but Sen. Bernie Sanders of Vermont, an independent who

normally votes with them, joined Republicans in opposition. Sanders had argued in a letter to his colleagues that it would be “absolutely irresponsible” to provide Israel with billions of dollars in unconditional military assistance, given the rising civilian death toll in the Gaza Strip. Sen. Chuck Schumer, D-N.Y., the majority leader, changed his vote at the end to allow him to bring up the bill again in the future. While some lawmakers are eyeing upcoming government funding deadlines in January and February as future opportunities to strike a deal, others fear that waiting months could endanger Ukraine’s war effort. “The clock is ticking,” Sen. Patty Murray, D-Wash., the chair of the Appropriations Committee, said on the Senate floor. “Aid for our allies in Ukraine has run dry and the whole world is now watching to see if the U.S. is now capable of standing by all its allies in times of need.” Schumer made a last-ditch effort this week to keep the spending bill alive by offering Republicans a chance to try to add a border security amendment to the measure — provided they could secure 60 votes for it. This “is the moment for Republicans to put up or shut up,” Sen. Chris Coons, D-Del., told reporters Wednesday, citing Schumer’s offer. “If we cannot come to a vote that sustains our allies and partners in Ukraine, we will have failed this moment in history.” But Republicans did not take Schumer up on the offer. Instead, immediately after the vote, a group of Republicans took the floor to insist that the Senate abandon the effort to pass the sweeping national security package and focus on speeding aid to Israel. “Let’s deal with the aid to Israel and do it separately from Ukraine,” Sen. Marsha Blackburn, R-Tenn., said on the floor, arguing that voters “don’t want this to come attached with billions of dollars for other programs.”

A

two-hour debate between four Republican presidential hopefuls Wednesday night played out like a battle between two tag-team wrestling duos. Ron DeSantis and Vivek Ramaswamy relentlessly attacked Nikki Haley, while Haley tried to fight back with the help of the fourth candidate on the stage, Chris Christie. The debate, held in Tuscaloosa, Alabama, is likely to be the last Republican National Committee-sanctioned meeting before the Iowa caucuses next month. The audience was probably small — the debate was aired on a cable news newcomer, NewsNation, and The CW network — but the event came at a critical time in the race. Haley, a former governor of South Carolina and ambassador to the United Nations, is neck and neck with DeSantis, the governor of Florida, for second place and the right to claim the mantle of the most viable alternative to former President Donald Trump. As the debate unspooled, the overall imperative appeared to be thwarting Haley’s rise. DeSantis accused her repeatedly of cozying up to China when she led the state of South Carolina and of being tolerant of children who identified as transgender. Ramaswamy was more brutal, calling her a “fascist” and saying she was corrupt because of ties to Wall Street and military contractors.

But for a candidate who emerged from the last two debates with all the momentum, Haley struggled on her fourth go-round. She tried to make the case that she was the most electable candidate but was forced to spend considerable time on defense.

“You can’t replace Democrat chaos with Republican chaos, and that’s what you get with Donald Trump,” she said, promising instead, “no drama, no vendettas, no whining.” Her retorts in earlier debates provided those showdowns’ most memorable moments. This time, her toughest response to DeSantis was “Ron has continued to lie because he’s losing.” Instead, she appeared to rely on Christie, a former governor of New Jersey, for help, and he did deliver it, accusing Ramaswamy of smearing the only woman on the stage and calling him “the most obnoxious blowhard in America.” But leaning on Christie, whose criticism of Trump has made him exceptionally unpopular among Republican voters, may not help Haley in the long run. It did help Christie pursue his own agenda: taking down Trump and hectoring the other candidates to join his efforts. He ended the night by warning that Trump would be convicted of crimes and deprived of his right to vote by Election Day 2024, and that Republican denial about Trump would ensure a second term for President Joe Biden. “This is an angry, bitter man,” Christie said of Trump, his former friend and confidant. “Failing to speak out against him, making excuses for him, pretending he is a victim, empowers him.” He suggested that the other candidates’ timidity explained why Trump holds such a commanding lead in Republican primary polling. US military grounds Ospreys after crash off Japan leaves no survivors By HIKARI HIDA and AISHVARYA KAVI

T

he U.S. Air Force, Navy and Marine Corps said earlier this week that they were grounding their fleets of Ospreys after a preliminary investigation found that a problem with the aircraft may have caused a crash last week off Japan that is believed to have killed all eight airmen aboard. In a statement, the Air Force cited “a potential materiel failure” in the crash, although it said the “underlying cause of the failure” remained unclear. The service said it had grounded its Ospreys to “provide time and space for a thorough investigation.” The U.S. Naval Air Systems Command, which is responsible for the Marine Corps’ and Navy’s versions of the Osprey, said it had followed suit “out of an abundance of caution.” The grounding affects nearly 500 military aircraft: The Air Force has 54 Ospreys, the Navy has 48 and the Marine Corps has 360. Japan’s defense minister called on the United States last week to stop flying the Osprey in the country until the aircraft was judged safe. While Japan had grounded its own fleet of 14 Ospreys, the United States had continued to fly the aircraft in Japan since the Nov. 29 crash. The preliminary findings of the Air Force investigation into the fatal accident brought new scrutiny to an aircraft with a troubled safety history. Ospreys are complex, with rotor blades above extended wings, allowing them to take off and land vertically like a helicopter and also to glide like a fixed-wing aircraft. As a result, they are more versatile than either, but the Osprey’s unique design has posed safety concerns. Last week’s accident, in waters off the small southern Japanese island of Yakushima, was the latest in a series of fatal crashes for the aircraft, including

one just three months prior in Australia that killed three U.S. Marines during a training exercise. More than 60 deaths have been linked to Osprey accidents since the Marines began using the craft in the early 1990s. Last year, nine Marines were killed in two crashes. One Osprey crashed in June during a training mission near Glamis, California, killing five. Another crashed in a valley in Beiarn, Norway, killing all four on board. The United States temporarily grounded its Osprey fleet in Japan after one of the craft crashed off the southern island of Okinawa in 2016. The Osprey has had issues with “hard clutch engagement,” in which the clutch suddenly slips before re-engaging. The grounding of the craft followed an announcement Tuesday by the Air Force that it believed the Osprey crash last week had killed all the airmen aboard. “The honorable service of these eight airmen to this great nation will never be forgotten,” Lt. Gen. Tony Bauernfeind of Air Force Special Operations Command said in a statement. The bodies of six of the airmen have been recovered, according to the Air Force, which released the names of all eight. It said the rescue operation that began after the crash, involving both American and Japanese personnel, was now a recovery operation. Two bodies have yet to be found. The Osprey crashed during a routine training exercise, the Air Force said. The body of one airman, Staff Sgt. Jacob M. Galliher, 24, was found by the Japanese coast guard later that day. The other airmen believed to have been killed are Maj. Jeffrey T. Hoernemann, 32; Maj. Eric V. Spendlove, 36; Maj. Luke A. Unrath, 34; Capt. Terrell K. Brayman, 32; Tech. Sgt. Zachary E. Lavoy, 33; Staff Sgt. Jake M. Turnage, 25; and Senior Airman Brian

K. Johnson, 32, the Air Force said. All were based at either Yokota Air Base or Kadena Air Base in Japan. Japan’s prime minister, Fumio Kishida, sent a letter to President Joe Biden on Wednesday expressing “heartfelt gratitude to the members of the U.S. Forces Japan who carry out missions day and night, far away from their hometowns and families.” Biden said in a statement Tuesday that he and the first lady were “heartbroken” by the deaths, calling service members and their families the “backbone of our nation.” “We owe them everything,” Biden added.

US spending on clean energy and tech spurs allies to compete

T

he United States has embarked on the biggest industrial policy push in generations, dangling tax breaks, grants and other financial incentives to attract new factories making solar panels, semiconductors and electric vehicles. That spending is aimed at jump-starting the domestic market for crucial products, but it has implications far outside the United States. It is pushing governments from Europe to East Asia to try to keep up by proposing their own investment plans, setting off what some are calling a global subsidy race. Officials, particularly in Europe, have accused the United States of protectionism and have spent months complaining to the Biden administration about its policies. Governments in the European Union, Britain and elsewhere are debating how to counteract U.S. policies by offering their own incentives to attract investment and keep their companies from relocating to the United States.

“I think we all deny that there is a subsidy race, but up to a certain extent, it’s happening,” said Markus Beyrer, directorgeneral of BusinessEurope, Europe’s largest trade association. The United States is deploying nearly $400 billion in spending and tax credits to bolster its domestic clean-energy industry through the Inflation Reduction Act of 2022. Another $280 billion is aimed at facilities that manufacture and research semiconductors, as well as broader technological research. The Biden administration says the full agenda will unleash $3.5 trillion in public capital and private investment over the next decade. It is both a response to the hefty subsidies offered by governments in China and East Asia and an attempt to rebuild an American factory sector that has been hollowed out by decades of offshoring. The administration says the investments will put the United States in a better position to deal with climate change and make it less dependent on potentially risky supply chains running through China. But the spending has sparked concerns about taking government resources away from other priorities, and adding to the debt loads of countries at a time when high interest rates make borrowing riskier and more expensive. Gita Gopinath, the first deputy managing director of the International Monetary Fund, said in an interview in October that the spending race was “a matter of concern.” Gopinath pointed to statistics showing that whenever the United States, the European Union or China enacts subsidies or tariffs, there is a very high chance that one of the other two will respond with its own subsidies or tariffs within a year. ”We are seeing a tit-for-tat there,” Gopinath said. The spending competition is also straining alliances by gi-

ving the companies that make prized products such as batteries, hydrogen and semiconductors the ability to “country shop,” or play governments off against one another other as they try to find the most welcoming home for their technologies. Freyr Battery, a company founded in Europe that develops lithium ion batteries for cars, ships and storage systems, was partway through building a factory in Norway when its executives learned that the Inflation Reduction Act was under development. In response to the law, the company shifted production to a factory in Georgia. “We think it is a really ingenious piece of modern industrial policy, and consequently, we’ve shifted our focus,” Birger Steen, Freyr’s CEO, said in an interview. “The scaling will happen in the United States, and that’s because of the Inflation Reduction Act.” Steen said that the company is keeping the Norwegian factory ready for a “hot start,” meaning that production could scale up there if local policies become friendlier. The company is talking to policymakers about how they can compete with the U.S., he said. Some countries are reaping direct benefits from U.S. spending, including Canada, which is included in some of the cleanenergy law’s benefits and has mining operations that the United States lacks. Killian Charles, the CEO at Brunswick Exploration in Montreal, said in an interview that Canada’s lithium industry stands to benefit as battery manufacturing moves to the United States and companies look for nearby sources of raw material. But in most cases, the competition seems more zero-sum. David Scaysbrook, the managing partner of the Quinbrook Infrastructure Partners Group, which has helped finance some of the largest solar and battery projects in the United States, said that the American clean-energy bill was the most influential legislation introduced by any country and that other governments were not able to replicate “the sheer scale” of it. “Other countries can’t match that fiscal firepower,” he said. “Obviously, that’s a threat to the EU or other countries.” The United States has sought to allay some of its allies’ concerns by signing new trade agreements allowing foreign partners to share in some of the clean-energy law’s benefits. The U.S. signed a minerals agreement with Japan in March that will allow Japanese facilities to supply minerals for electric vehicles receiving U.S. tax credits. American officials have been negotiating with Europe for a similar agreement since last year. But at a meeting in October, the United States and Europe clashed over a U.S. proposal to allow labor inspections at mines and facilities producing minerals outside the United States and Europe. Officials are continuing to work toward completing a deal in the coming weeks, but in the meantime, the lack of agreement has cast a further pall over the U.S.-EU relationship. Biden administration officials have continued to defend their approach, saying that the Inflation Reduction Act does not signal a turn toward American protectionism and that climate spending is badly needed. Even with such significant investments, the United States is likely to fall short of international goals for curbing global warming.

Alphabet and AMD fuel AI rally on Nasdaq

he Nasdaq surged on Thursday, with Alphabet and Advanced Micro Devices sparking a megacap rally on fresh optimism about artificial intelligence. Shares of Alphabet (GOOGL.O) jumped over 5% as analysts cheered the launch of the Googleparent’s newest AI model, while AMD soared more than 9% after the company estimated the potential market for its data center AI chips could reach $45 billion this year. Other heavyweight tech-related stocks also gained, with Nvidia (NVDA.O) and Amazon (AMZN.O) climbing nearly 2%, Meta Platforms (META.O) rising 2.8% and Apple (AAPL.O) up about 1%. The Philadelphia semiconductor index (.SOX) jumped 2.4%, bringing its 2023 gain to 47%, much of that fueled by bets about the future of AI. “Today it’s an AMD-Google rally. There’s a contagion effect across the market. Everyone wants to get on the bandwagon,” said Jay Hatfield, CEO of Infrastructure Capital Management in New York. “We’re kind of in this weird market, a tag-team market, where one day tech leads, and then the next day value and the broad market lead.” The S&P 500 (.SPX) has steadily climbed since the end of October on expectations the Federal Reserve has finished its campaign of interest rate hikes and that it could begin cutting rates in March. The S&P 500 rose 0.78% to 4,585.04 points. Two stocks gained in the index for every one that fell. The Nasdaq Composite Index (.IXIC) gained 1.28% at 14,328.22 points, while the Dow Jones Industrial Average (.DJI) was up 0.23% at 36,138.93. Traders have almost fully priced in the likelihood of the Fed keeping rates unchanged at its meeting next week. Data on Thursday showed the number of Americans filing new claims for unemployment benefits increased less than expected last week to a seasonally adjusted 220,000 for the week. A Labor Department jobs report due on Friday could hint at how quickly the U.S. economy is softening and may sway expectations about when the Fed is likely to begin cutting rates. Non-farm payrolls are expected to have increased by 180,000 jobs last month after rising by 150,000 in October. Interest rate futures imply a nearly 64% chance of a rate cut as soon as March, according to the CME Group’s FedWatch tool. Limiting gains in the Dow, shares of Merck (MRK.N) fell 1.2% after the drugmaker’s immunotherapy combination failed in a lung cancer study.

Israel says Hamas fired rockets from ‘humanitarian zones’ By LIAM STACK and YARA BAYOUMY

A

s Israel’s offensive pushes Palestinian civilians into ever smaller pockets of land with scant supplies, the military said Thursday that Hamas militants fired rockets from what it called “humanitarian zones” in the southern Gaza Strip, adding to concerns that nowhere in the enclave was fully safe for civilians. The Israeli military posted maps, satellite photos and a video that it said showed rockets had been fired toward Israel from multiple locations, including Al-Mawasi, a barren area in the Gaza Strip’s Rafah province that has become crowded in recent days, as Israeli forces have directed people fleeing fighting to go there. The material and Israel’s account of them could not immediately be verified. It was not clear whether Israel would now regard the area as a legitimate military target. An Israeli military spokesperson, Maj. Nir Dinar, said he could not discuss future operations. Palestinians were being “updated frequently in various ways” about Israeli military activities, Dinar said. But the Israeli claims about Al-Mawasi underscored the risks of so-called safe zones in Gaza, which the United Nations has opposed on the grounds that no one party to a war can unilaterally declare places completely safe for civilians. Attempting to establish such zones in Gaza, U.N. officials said last month, could “create unacceptable harm for civilians, including large-scale loss of life.” U.N. officials have urged instead that Palestinians be allowed to take shelter in buildings such as schools and hospitals, which are protected under international humanitarian laws, and that Israel not strike such places. But Israel has accused Hamas of concealing command centers within civilian buildings, including schools and hospitals, and has declared them to be legitimate targets.

Israel’s maps appeared to show different boundaries for the Al-Mawasi humanitarian zone than it had previously used. An earlier map showed a smaller zone that did not include what Israel said was the rocket launch site in AlMawasi; the new map shows an expanded humanitarian zone that encompasses the site. When asked, the Israeli military did not explain the discrepancy. Al-Mawasi and the surrounding Rafah area are among the few remaining places Israel’s military has told displaced Palestinians they can seek safety as it mounts an offensive in southern Gaza aimed at rooting out Hamas militants responsible for the Oct. 7 terror attacks in Israel. An Israeli government spokesperson, Eylon Levy, said Thursday that its forces, including commando units, were pressing on with “close-quarter combat” in southern Gaza’s main city, Khan Younis. It was not possible to verify Israel’s account of the fighting. But Israeli forces have continued to carry out strikes near where people are seeking shelter. On Wednesday, 18 people were killed by an Israeli airstrike in the city of Rafah, according to a television station run by the Palestinian Authority, a rival to Hamas. The U.N. says that tens of thousands of people have fled to the city of Rafah in recent days and that it has been the only place in the Gaza Strip to receive any humanitarian aid in nearly a week. In its statement Thursday, the Israeli military said that 14 rockets were fired from Al-Mawasi and surrounding areas “from near tents of evacuated Gazan civilians in Rafah in southern Gaza and from next to United Nations facilities,” the Israeli military said Thursday. It said Hamas “abuses the people of Gaza, utilizing them for its acts of terror.” The U.N. has facilities in Rafah province. The U.N. could not immediately be reached for comment on Israel’s claims. Nearly 1.9 million people, or about 85% of the total

population of Gaza, have fled their homes so far during two months of war, squeezing into an area covering less than one-third of the territory, according to the U.N. The number of displaced people in Gaza is now larger than the population of Manhattan and more than four times the size of the population of Tel Aviv, Israel. Discussions between American and Israeli officials have focused on creating safe places for Palestinians near U.N. shelters or areas where Israel would agree not to conduct air or ground operations. But Israel has encouraged Palestinians to relocate to Al-Mawasi since the early days of the war, producing videos and releasing labeled maps of the area in both Arabic and English. A senior U.S. official has said that the Biden administration believed that Israel was not compelling people to move to Al-Mawasi and that the area had only been mentioned as one place where the Israeli military would not be operating. A large number of Palestinians have fled to Al-Mawasi and surrounding areas, but they have found little aid or shelter. Shaina Low, a spokesperson for the Norwegian Refugee Council, described the area Thursday as “a desolate coastal strip” that has experienced an “alarming increase in population density” in recent days. “The Al-Mawasi area does not have facilities or accommodations for this influx of people,” Low said. She said Gaza was “spiraling into a humanitarian catastrophe that will take years, not months, to come back from.” Asked earlier this week whether the U.N. would provide aid to Al-Mawasi, Andrea De Dominico, the head of the U.N. Office for the Coordination of Humanitarian Affairs for Palestinian territories, said, “The U.N. will deliver assistance, if we will be able to, wherever people are.” “But the point is about delivering assistance wherever people are and not being forced by any party to do it in a specific area,” he said.

Venezuela orders arrest of top opposition figures, claiming treason By GENEVIEVE GLATSKY and ISAYEN HERRERA

V

enezuela’s top prosecutor accused several top opposition figures of treason and ordered their arrest earlier this week, the latest blow to prospects for credible elections that the government has agreed to hold next year in exchange for the lifting of crippling U.S. economic sanctions. The attorney general, Tarek William Saab, said that opponents of the leftist government had accepted money from ExxonMobil to sabotage President Nicolás Maduro’s recent referendum on annexing a large, oil-rich region in Guyana. The oil company could not immediately be reached for comment. Saab did not say what, specifically, the accused had done to thwart the referendum, but he said they would be charged with treason, conspiracy, money laundering and criminal association. He announced arrest warrants for 15 people, some of them prominent opposition members, including people who live abroad and two U.S. citizens. The Biden administration has tried to coax Venezuela into holding elections, relaxing some of the damaging U.S. sanctions. In October, the government reached an agreement with the opposition on steps toward a vote, and it agreed last week that candidates who have been banned from running for office could appeal that penalty to the country’s top tribunal. But Maduro’s government has also repeatedly undercut the opposition’s ability to mount a meaningful challenge. More than 2.4 million Venezuelans voted in October in an opposition primary election for president, held without official government support. Since then, the government has questioned the primary’s legitimacy, has taken legal aim at its organizers and has banned the winner of the primary, María Corina Machado, from running for office for 15 years, claiming that she did not complete her declaration of assets and income when she was a legislator. Three of those Saab accused Wednesday are members of Machado’s political party who live in Venezuela. Since Maduro took power in 2013, after the death of Hugo Chávez, the combination of growing oppression, rampant corruption and sanctions has made life much harder for ordinary Venezuelans, and millions have left the country. With the allegations of treason, President Joe Biden must decide whether to continue betting that sanctions relief will persuade Maduro to allow a real vote, said Geoff Ramsey, a senior fellow for Venezuela at the Atlantic Council. “I think Maduro is really forcing Biden’s hand here,” he said. “It’s become clear that he can’t win a free and fair election, so he needs Washington to snap back the sanctions to justify a crackdown that allows the regime to revert to the status quo.” On Sunday, Venezuela held a referendum, backed by Maduro, on whether to annex the Essequibo region in Guyana. Maduro has cast the issue as a fight with ExxonMobil, the U.S.

oil company that has a deal with the Guyanese government. His critics say the vote was no more than a bid to divert attention from his political troubles by stoking nationalist fervor. The government reported a vote of more than 95% in favor. Although political analysts, social media users and New York Times journalists reported sparse turnout, the government claimed that it was heavy, with 10.5 million ballots cast. “With the inflated vote numbers, they’ve just become a mockery,” said Christopher Sabatini, a senior research fellow for Latin America at Chatham House, an international affairs research group in London. “Things really do seem to be falling apart.” The Essequibo region, with immense mineral and oil wealth but few people, is almost as large as Florida, taking up nearly three-quarters of the total area administered by Guyana. Venezuela and Britain both claimed it in the 19th century, and the dispute has continued since Guyana gained independence from Britain in 1966. At the same time that Saab was giving his news conference, Machado, a center-right former lawmaker, was holding one of her own at her party’s headquarters in Caracas, Venezuela, saying that the referendum had damaged the electoral authority’s credibility. As news of the charges and arrest orders spread on social media and through the room where Machado was speaking, her assistant pulled her campaign chief off the stage and whispered in her ear. Afterward, another party leader took the stage to say they were waiting for formal notice from the attorney general. The three party members who were charged left the headquarters without giving statements. They are the international relations coordinator, Pedro Urruchurtu; the political coordinator, Henry Alviarez, and the communications coordinator, Claudia Macero. US supports ‘largely’ phasing out fossil fuels, John Kerry says at climate summit By LISA FRIEDMAN

J

ohn Kerry, President Joe Biden’s special envoy for climate change, said earlier this week that the United States supported a phaseout of fossil fuels, his clearest statement yet on America’s position on one of the most intractable issues under debate at the United Nations climate talks in Dubai. Kerry said that “largely” ending the burning of coal, gas and oil was required to limit average global warming to 1.5 degrees Celsius above preindustrial levels, which many scientists say is necessary to prevent the most catastrophic effects of climate change. The planet has already warmed by 1.2 degrees Celsius. “We’ve got to do what the science tells us to do, and the science has been clear,” Kerry told reporters gathered at a news conference at the summit, known as COP28, which began Nov. 30 and runs until Dec. 12. But he also said that to limit warming to 1.5 degrees Celsius, nations would need to deploy technology to capture and store carbon emissions from industries for which there are no low-carbon or zerocarbon alternatives, like steel and cement manufacturing. There have been growing demands from some countries at the summit for an agreement to phase out fossil fuels. Small island nations in particular say that it’s a matter of survival, as rising seas linked to climate change threaten to wash them away. Some European countries, including Germany, have made a fossil fuel phaseout their top goal of COP28.

John Kerry, the U.S. special envoy for climate change But Saudi Arabia and other oil-producing states oppose any efforts to reduce fossil fuels gradually, much less to end the use of the oil and gas that underpins their economies. Under U.N. rules, any agreement from the climate talks requires unanimous approval; any single nation can object and scuttle the deal. If nations do agree in Dubai to phase out — or even phase down — fossil fuels, it would be historic. Past U.N. climate deals have shied away from even including the words “fossil fuels.” The closest nations came was in Glasgow, Scotland, in 2021, when negotiators tried to insert a “phaseout” of coal, the dirtiest fossil fuel, into the final agreement, but China and India objected. They settled on a “phase-down” of coal-fired plants that don’t have the technology to

capture their emissions, but no timeline was established. Two negotiators from developing countries said Wednesday that a group of nations led by Saudi Arabia and a separate bloc of Arab nations were blocking efforts by island nations to include language to phase out fossil fuels in any final COP28 agreement. Kerry did not discuss a timeline for the end of fossil fuel use. He pointed to science showing that nations would have to slash global emissions by at least 43% compared with 2019 levels by the end of the decade if they hoped to stop adding net emissions to the atmosphere by 2050. Instead, global emissions have continued to rise. “If you’re going to reduce the emissions, and you’re going to actually hit the target of net zero by 2050, you have to do some phasing out,” Kerry said. “There’s no other way to get to that target.” Given the heavy investment in wind, solar and other renewable energy by the United States and other countries, as well as the private sector, Kerry said it was inevitable that the global economy would move away from fossil fuels. “We will get to a global low-carbon, no-carbon economy,” he said. “The only question is, will we get there in time to avoid the worst consequences of this crisis?” Environmental activists praised the U.S. position. “We think it’s good news, a positive sign that the U.S. government is engaging ambitiously on the goal of decarbonization,” said David Nicholson, the chief climate officer of Mercy Corps, a global aid group. “There is still a long way to go.”

So many child deaths in Gaza, and for what? By NICHOLAS KRISTOF

onsider this: The most dangerous place to be a child in the world today is the Gaza Strip. That’s the assessment of Catherine Russell, executive director of UNICEF, who is not a bleeding-heart radical but a former ambassador and veteran lawyer who worked for Presidents Joe Biden and Barack Obama. Already it appears that more than twice as many children have died in Gaza just since the war started Oct. 7 than in all the conflicts worldwide in 2022, according to United Nations figures. “Almost 1 out of every 150 Palestinian children in Gaza have been killed in just two months,” noted Dr. Zaher Sahloul, president of MedGlobal, an aid group working there. “That is the equivalent of half a million American children.” Sahloul warned that many others may “die from infections, waterborne diseases or dehydration,” while others will suffer from lifelong physical disabilities. We can and should despise Hamas, a repressive, misogynist and homophobic force that uses Palestinian civilians as human shields. And we can understand how Israel, traumatized by savage killings and rapes by Hamas, is determined to strike back. But just because Hamas is

indifferent to the lives of Palestinian children does not mean that Israel or the United States should be reckless as well. The Biden administration has continued to periodically defend Israel not only when it is attacked, which is right, but even when it causes enormous numbers of Palestinian civilian deaths. Contrary to Biden administration claims that Israel is getting the message to show restraint, the U.N. reports that this week “saw some of the heaviest shelling in Gaza so far” and that “if possible, an even more hellish scenario is about to unfold.” “Nowhere is safe in Gaza,” said Martin Griffiths, the top U.N. official for humanitarian matters. “Such blatant disregard for basic humanity must stop.” The U.N. commissioner for human rights, Volker Türk, has suggested that war crimes have been committed by both Hamas and Israel, yet too many Americans decry some deaths but not others. We tell the world that we are supporting Ukraine because of our belief in the “rulesbased international order,” and then we provide weaponry that ends up killing children on a huge scale in Gaza. Too many see events through a prism in which lives are invaluable on one side while deaths on the other are regrettable. Gaza health authorities say that 16,248 people have been killed in the enclave so far, about 70% of them women and children. It’s impossible to verify the figures, but human rights monitors say the figures are credible and have proved reliable in the past. A senior Biden administration official told Congress that the reported figures may well be an undercount (presumably because of bodies unrecovered under the rubble). If those figures are right, that means that a woman or child has been killed on average about every seven minutes around the clock since the war began. Some have been babies in incubators. The savagery of the Oct. 7 attacks precipitated the bombardment, of course, and Hamas continues to hold hostages. Every bit of diplomatic pressure should be applied to Hamas to free those hostages and, in the meantime, to allow them visits by humanitarian workers. The penchant of some American progressives to tear down posters for hostages is nauseating, as is the wave of antisemitism that we’ve seen in both the United States and Europe. There is a distinction: Hamas deliberately killed and kidnapped children Oct. 7. Israel is not deliberately killing Palestinian children; it is simply bombing entire neighborhoods with far too little attention to civilian life. There is a moral difference there, but I wouldn’t want to try to explain it to grieving parents in Gaza.

While recognizing Israel’s right to defend itself, how is it advancing its security by flattening large areas with 2,000-pound bombs? The United States has repeatedly counseled Israel to use smaller bombs and more surgical strikes, in part to avoid turning tactical victories into strategic defeat. As best we can tell, these are the results of its operation so far: — Israel appears to have modestly degraded Hamas’ military capacity. An Israeli military spokesperson estimated that several thousand Hamas fighters had been killed, which might amount to 10% or less of the Hamas force. — Hamas has gained popularity and credibility in the West Bank (Hamas flags were everywhere when I visited recently). — Israeli hostages have been placed at risk and reportedly killed. — The initial global outpouring of support for Israel has been replaced by a flood of sympathy for Palestinians. — Hamas has succeeded in one of its aims: putting the Palestinian cause back on the global agenda. — Revulsion at the Palestinian loss of life has jeopardized the stability of neighbors like Jordan and put off any hope for now of an accord between Israel and Saudi Arabia. — The risks of an uprising in the West Bank have increased, along with those of a wider war with Lebanon. So has this made Israel safer? Enough to justify killing a woman or child every seven minutes around the clock? I’ve covered lots of conflicts, and one of the striking things about the bombardment of Gaza is how intense it has been. About half of buildings in northern Gaza show structural damage, according to analyses of satellite images. By pulverizing entire neighborhoods and killing huge numbers of civilians instead of using smaller bombs and taking a much more surgical approach, as American officials have urged, Israel has provoked growing demands for an extended cease-fire that would arguably amount to a Hamas victory. In short, I fear that inflicting mass casualties is a strategic error as well as a moral one; while parts of Gaza were flattened with the goal of destroying Hamas, that might be what rescues Hamas. Look, it’s hard to have a conversation about the Middle East, because people quickly divide into sides. But the side we should be on is that of children dying pointlessly in Israel and Gaza alike without advancing anyone’s security. The lives of Israeli, American and Palestinian children all have equal value, and we should act like it.

Departamento de Justicia presenta nueva ronda de cargos contra imputado de asesinar a pareja de envejecientes en Naguabo POR CYBERNEWS

AN JUAN – El secretario del Departamento de Justicia, Domingo Emanuelli Hernández, informó que, en la tarde del jueves, la Fiscalía de Humacao presentó 21 nuevos cargos contra Jenniel Alexander Rodríguez García, de 18 años, luego de que la División de Vehículos Hurtados de la Policía concluyera múltiples investigaciones que llevaba en su contra por el hurto de ocho vehículos de motor. Según la investigación del agente Jesús M. Herrera Gómez, el sujeto hurtó seis autos de un concesionario en Naguabo, efectuó daños a la propiedad del establecimiento y se apropió de otros dos vehículos de motor en otro concesionario en Humacao. La fiscal Karla Z. Pacheco Álvarez formuló los cargos contra el imputado por escalamiento, daños agravados y apropiación ilegal de vehículos tras violentar los artículos 194, 199 del Código Penal de Puerto Rico y el artículo 18 de la Ley para la Protección de la Propiedad Vehicular. “Nuestros fiscales continúan trabajando para procesar a esta persona por todos los delitos que haya cometido y liberar a la sociedad de quien evidentemente ha representado una amenaza para sus vecinos, comunidades y hasta el comercio de la

zona Este”, manifestó el secretario Emanuelli Hernández. Conforme a la investigación de la División d Vehículos Hurtados de la Policía, adscrita a Humacao, los hechos ocurrieron entre los pasados meses de agosto y septiembre. En agosto, Rodríguez García escaló el concesionario de vehículos Naguabo Auto Sales en horas de la madrugada y se apropió ilegalmente de un vehículo. Escaló tres veces adicionales el mismo local, apropiándose de otros vehículos. Posteriormente, el imputado tuvo acceso al dealer Benítez Auto de Humacao y se apropió de otras dos unidades. En el mes de septiembre, escaló nuevamente el concesionario Naguabo Auto Sales e intentó apropiarse de otro vehículo de motor, causando daños a la propiedad y a la unidad vehicular. El Comisionado de la Policía, Antonio López Figueroa señaló que las investigaciones contra Rodríguez García continúan activas, así como contra otros posibles autores de los hechos imputados a este. “Múltiples divisiones trabajan para seguir esclareciendo casos en esta área, donde operaba su actividad delictiva este joven”, agregó. Tras evaluar la prueba presentada por el Departamento de Justicia, el Tribunal de Primera Instancia de Humacao, determinó causa en los 21 cargos, fijando una fianza de $60 mil por cada uno

para un total de $1,260,000. El pasado 27 de noviembre, la Fiscalía de Humacao presentó una primera serie de cargos contra Rodríguez García por el asesinato de una pareja de envejecientes en Naguabo; violaciones a la ley de armas, robo agravado, incendio agravado y destrucción de prueba. La vista preliminar por los cargos presentados hoy fue señalada para el próximo 22 de diciembre, mientras que, por los cargos relacionados al asesinato, la vista se reseñaló para el 17 de diciembre.

NMEAD pide precaución en las playas ante evento de marejadas este fin de semana POR CYBERNEWS

AN JUAN – El comisionado del Negociado para el Manejo de Emergencias y Administración de Desastres (NMEAD), Nino Correa Filomeno, informó el jueves que el Servicio Nacional de Meteorología (SNM) anunció que a partir de mañana y durante el fin de semana, el mar estará peligroso con un evento de marejadas, mayormente en la costa este y norte de Puerto Rico. “En esta época festiva, vamos a evitar desgracias en nuestras playas. Este fin de semana no es momento para ir a la playa. El SNM nos informa que se pronostican olas de hasta diez pies, por lo que no son aptas para bañistas. Reiteramos el llamado a la ciudadanía a disfrutar, fuera del agua”, señaló Correa Filomeno en declaraciones escritas. El meteorólogo y coordinador de Avisos del SNM, Ernesto Morales, explicó que la combinación de una

“marejada moderada” proveniente del norte y vientos de hasta 25 millas por hora provocará condiciones peligrosas en las costas, con olas rompientes de entre

ocho y diez pies a lo largo de las costas del norte y este. “Tomemos decisiones con precaución al considerar visitar las playas este fin de semana. Queremos evitar más fallecimientos relacionados a corrientes marinas”, dijo Morales. El secretario del Departamento de Seguridad Pública (DSP), Alexis Torres, y Correa Filomeno recordaron que los Negociados del DSP y las zonas operacionales del NMEAD están activadas para poder atender cualquier eventualidad. El Negociado mantiene comunicación constante con las Oficinas Municipales para el Manejo de Emergencias (OMME) de todos los municipios, la Guardia Costera y las policías municipales. Norman Lear, TV’s greatest American By JAMES PONIEWOZIK

I

n 1942, Norman Lear signed up to fight the fascists. He served as a radio operator and gunner in a B-17 bomber named “Umbriago” by its crew, after a catchphrase of comedian Jimmy Durante. As Lear watched bombs spill out of the plane’s belly over Germany, he said in a 2021 interview with the Yiddish Book Center, his attitude was “Screw ’em.” But there was also a complicating empathy: “I remember thinking, imagining a table of family, of Germans, sitting around the table as the bombs dropped.” Lear, who died Tuesday at age 101, was hardly alone in volunteering to fight for his country in World War II. What distinguished his career as a TV producer was how he fought for his country in his sitcoms. The most famous of them informed Americans that there was a war going on at their own kitchen tables. By January 1971, when “All in the Family” premiered, TV had been spilling a gusher of reality into living rooms — Vietnam, street protests, the Kent State shootings — but sitcoms had remained an alternative universe of goofy castaways, friendly witches and lovable millionaire bumpkins. “All in the Family,” which Lear had spent years trying to develop for the networks, personified the country’s conflicts under one roof, at 704 Hauser in Queens, New

York. Archie Bunker (Carroll O’Connor), the racist, reactionary dockworker, was the choleric face of the kind of blue-collar workers, alienated by social change, who had attacked anti-war demonstrators in the “hard hat riots” the previous spring. He sparred with his feminist daughter, Gloria (Sally Struthers), and her leftist husband, Michael (Rob Reiner), while his anxious wife, Edith (Jean Stapleton), tried to keep an increasingly elusive peace. Lear designed “All in the Family” to air arguments audiences weren’t hearing in escapist sitcoms. (Other sounds too: The pilot episode featured, for the first time on network TV, the noise of a flushing toilet—“terlet,” in Archie-speak — which was the show’s shot heard ’round the world.) Its format was theater-like, its dialogue rough and real, its comedy smart but not highbrow. It was a lightning revolution, claiming the No. 1 spot in the ratings and holding on for five years. “All in the Family” was based on a British series, “Till Death Us Do Part.” The title of the original refers, of course, to wedding vows — that is, to the relationship between two people. The title “All in the Family” expanded that outward. The troubles were in our family, the fights were in our family, the racists were in our family. We were bound to them. So Archie Bunker, for all his prejudice and bullheadedness, had to be vivid, alive, funny. Yes, there was a risk that audiences

Norman Lear’s comedies expressed concerns and aired arguments that audiences weren’t hearing in escapist sitcoms. would laugh with his bigotry and not at it. But if you couldn’t like him, you couldn’t see how any of the other characters could love him. And if you couldn’t see that, then you couldn’t see the Archie in any of the people that you loved. Lear’s connection to Archie was intimate. His own father, he told NPR, was “a bit of an Archie Bunker,” given to using racist language, and Lear based the character in part on him. But Archie was also, like Lear, a World War II veteran who had been based in Italy with the Army Air Forces. Archie was an oaf and a bigot, but a richly human one. Lear’s depiction of him was — like much of his TV work — a critique that came from love. He imagined popular, populist TV as a form of patriotic dissent, embodying a spirit of big-hearted 20th-century liberalism. Part of that philosophy, in Lear’s subsequent work, was opening the doors to other members of the American family whom Archie deplorably deplored from his favorite chair. He made TV about rich Black people (“The Jeffersons”) and working-class Black people (“Good Times,” “Sanford and Son”), about feminists (“Maude”) and divorced women (“One Day at a Time”) and dissatisfied housewives (“Mary Hartman, Mary Hartman”). He tried to establish a Latino family sitcom with the short lived “a.k.a. Pablo,” and later in life executive produced a reboot of “One Day at a Time” centered on a Cuban American family. Lear was inspired in part, he said, by his own minority experience as a Jew in America,

in the era of the antisemitic radio demagogue Father Charles Coughlin. In his TV work Lear built a counter-weapon, a bigger and better soapbox. But he also made distinctive art. He created a bracing comedy language, able to play to both the cheap seats and the opera boxes. As successful as many of his shows were, they weren’t as widely imitated as their more feel-good contemporaries. Decades later, when someone attempts a show with a similar provocative spirit and theater-for-themasses style — say, NBC’s “The Carmichael Show” a few years ago — Lear’s is still the first name that comes to mind for comparison. His work also managed to stay relevant, even prescient, a half-century later, as became obvious with the presidency of Donald Trump, whose Queens bluster and bigoted “Those Were the Days” grievances echoed Lear’s most famous character. In 2017 — the same year that Lear refused in protest to attend a Kennedy Center reception at the White House — former presidential adviser Steve Bannon said admiringly of the president, “Dude, he’s Archie Bunker.” That an alt-right agitator could liken his chosen candidate to the character Lear wrote as a pigheaded buffoon — and see it as not just a compliment but an asset — could, you might argue, be the ultimate indictment of Lear’s gamble in making Archie likable. But that approach also allowed Lear’s voice, his patriotic belief in pluralism, to carry in places where a stump speech wouldn’t. My own father was a blue-collar World War II vet who, like Lear’s, had a little Archie Bunker in him. Maybe more than a little. Yet when I was a kid, we’d watch “All in the Family” together. I doubt that laughing with and at Archie did much to change my dad. But I think it helped shape me. “All in the Family” talked back, in a way I couldn’t as an elementaryschool kid. It showed me that there were other points of view and that millions of other people were interested in the argument. I don’t know if Norman Lear ever imagined the inside of a house like mine when he created his shows, the way he pictured the families inside German homes when he served in the war. But the same principle applied: Family life may be private, but it’s never insulated from the forces troubling the world. With his work, he tried to drop something into American living rooms that might, at least, leave us a little bit better. Thank you for your service, Mr. Lear.

Study suggests trauma stays in present tense By ELLEN BARRY

A

t the root of post-traumatic stress disorder, or PTSD, is a memory that cannot be controlled. It may intrude on everyday activity, thrusting a person into the middle of a horrifying event, or surface as night terrors or flashbacks. Decades of treatment of military veterans and sexual assault survivors have left little doubt that traumatic memories function differently from other memories. A group of researchers at Yale University and at the Icahn School of Medicine at Mount Sinai, in New York, set out to find empirical evidence of those differences. The team conducted brain scans of 28 people with PTSD while they listened to recorded narrations of their own memories. Some of the recorded memories were neutral, some were simply “sad,” and some were traumatic. The brain scans found clear differences, the researchers reported in a paper published last week in the journal Nature Neuroscience. The people listening to the sad memories, which often involved the death of a family member, showed consistently high engagement of the hippocampus, part of the brain that organizes and contextualizes memories. When the same people listened to their traumatic memories — of sexual assaults, fires, school shootings and terrorist attacks — the hippocampus was not involved. “What it tells us is that the brain is in a different state in the two memories,” said Daniela Schiller, a neuroscientist at the Icahn School of Medicine at Mount Sinai and one of the authors of the study. She noted that therapies for PTSD often sought to help people organize their memory so they can view it as distant from the present. “Now we find something that potentially can explain it in the brain,” she said. “The brain doesn’t look like it’s in a state of memory; it looks like it is a state of present experience.” Indeed, the authors conclude in the paper, “traumatic memories are not experienced as memories as such” but as “fragments of prior events, subjugating the present moment.” The traumatic memories appeared

The more severe the person’s PTSD symptoms were, the more activity appeared in the PCC. What is striking about this finding is that the PCC is not known as a memory region, but one that is engaged with “processing of internal experience,” Schiller said. The findings feed into a much debated question in the field of trauma: Should clinicians encourage people with PTSD to expose themselves to their most traumatic memories? In recent years, many Americans have embraced treatments such as prolonged exposure therapy and eye movement reprocessing and desensitization, or EMDR, which revisit traumatic memories in hopes of draining them of their destructive force. Ilan Harpaz-Rotem, an author of the paper, said the new findings suggested that revisiting the memory was a critical element of treatment. “You are helping the patient to construct a memory that can be organized and consolidated into the hippocampus,” said

Harpaz-Rotem, a professor of psychiatry and psychology at Yale University. He described a case from his clinic: An Army medic was haunted by a fragmentary image from his past, of frantically bandaging a soldier’s wound while under fire. In therapy, trying to “build a story, a coherent memory,” the clinician helped the medic fill in details around the edges of that scene, including a dead soldier who lay nearby, shooting in the background and his own panicked use of too many bandages. Ideally, such treatments can help transform the traumatic memory into one that more closely resembles ordinary sad memories. “It’s like having a block in the right place,” he said. “If I can access a memory, I know it’s a memory. I know it’s not happening to me now.” Dr. Ruth Lanius, director of PTSD research at the University of Western Ontario who was not involved in the study, described its findings as “seminal” because it establishes that traumatic memories have distinct pathways and because it indicates that key mechanisms for traumatic memory may involve less-examined areas of the brain. Much research into PTSD has focused on the

amygdala, the stress detection center of the brain, and the hippocampus, she said. The posterior cingulate cortex is “really involved in the reliving of memories” and in seeking self-relevance, which may explain why a sensory reminder may cause overwhelming fear or panic. “A soldier, if they hear fireworks, they may run and take cover,” Lanius said. “Traumatic memories are not remembered; they are relived and reexperienced.” Clinicians, she said, can use these findings to treat patients who “don’t feel that the trauma is over,” employing therapies that “bring on line context, so you know, ‘Oh, that happened in the past.’” She said researchers should explore therapies, like mindfulness, which are known to activate the parts of the brain known to provide context. If biological markers for PTSD can eventually be identified, it would be “a major scientific contribution,” settling differences within the field about what experiences constitute a trauma, said Brian Marx, deputy director of the Behavioral Science Division of the National Center for PTSD, who was not involved in the study. While most experts agree that motor vehicle accidents, sexual assaults or military combat are traumatic events, there is disagreement about whether experiences like racism or pandemic stress should be viewed as the basis for a PTSD diagnosis, he said. “It is one of the foundational questions of the field,” he said. “It is a debate we still wrestle with, because we don’t have an answer for it.” Marx called the new research “intriguing” but not conclusive, noting that it did not include a comparison group of subjects without a PTSD diagnosis, specify how long ago the traumatic events took place or specify whether the subjects had already received psychotherapy. And he said it was not likely to settle debates over whether PTSD treatments should include exposure to traumatic memories, since literature on treatment outcomes show that responses are highly individualized. “To say this is proof positive really ignores the reality that our treatments are imperfect,” he said. “They don’t work for everyone in the same way.”

El apartamiento mide cuarenta y dos pies con seis pulgadas (42’-6”) de largo, por su parte más larga y treinta y dos pies con diez pulgadas (32’-10”) de ancho por su parte más ancha. Tiene un área total de mil cuarenta y siete pies cuadraos (1,047 p/c), equivalentes a noventa y siete punto treinta y dos metros cuadrados (9732 m/c). Le corresponde una participación en los elementos comunes de 0.76%. Consta inscrito al folio 128 del tomo 1203 de Santurce Norte, finca #30,409. EMBARGO POR $6,258.34. URBANA: Propiedad Horizontal: Estacionamiento Número Cuatro. Tiene un área de aproximadamente ciento cuarenta y ocho punto cinco pies cuadrados (148.5 p/c), equivalentes a trece punto ochenta metros cuadrados (13.80 mc.). Colinda por el NORTE, en dieciocho pies (18) con el Condado Center Condommium; por el SUR,

en dieciocho pies (18’) con el estacionamiento número cinco (5); por el ESTE, en ocho pies tres pulgadas (8’-3”) con el estacionamiento número seis (8). Al estacionamiento número cuatro (4) le corresponde una participación indivisa de cero punto cuarenta y seis por ciento (0.46%). Consta inscrito al folio 129 del tomo 1203 de Santurce Norte, finca #30,410. EMBARGO POR $6,258.34. La venta en pública subasta se hará para ejecutar los bienes inmuebles embargados propiedad de la parte demandada, Hilda Candelario Abreu, para satisfacer la Sentencia, hasta donde sea posible, dictada en el caso de epígrafe, ascendente a la siguiente cantidad: a. $29,927.24 de la sentencia de instancia, más 4.25% de intereses desde febrero del 2017 y estos continúan acumulándose hasta el pago total y completo de la deuda; b. $6,359.49 de intereses por cinco años, $635,95 por seis meses y $94.00 por 27 días hasta el 27 de octubre del 2022; y $500 de honorarios fijados por el Tribunal Apelativo; $36,516,68 en total adeudado y computado hasta el 27 de octubre del 2022. Las tres propiedades tienen un gravamen preferente en primer rango consistente de una hipoteca a favor de First Bank - Puerto Rico en la suma de $209,596.97 respondiendo las dos fincas de estacionamientos (30,409, y 30,410) por la suma de $5,000.00 cada una y embargadas cada una en la suma de $6,258.34 por la parte demandante ejecutante. La finca 30,408 tiene además anotado un embargo de Hacienda del 25 de noviembre del 2013 por la suma de $54,633.98, de cuyo gravamen el Departamento de Hacienda expidió una cancelación con fecha del 31 de agosto del 2015 por pago total durante una amnistía. Se solicitó al departamento de Hacienda que presente la cancelación antes descrita ya que no consta la cancelación el registro de la propiedad pero si se indica en la cancelación del 31 de agosto del 2015 que la misma se debe al pago total de la deuda durante amnistía. NCAA proposes uncapping compensation for athletes By BILLY WITZ

A

plan by the NCAA for a series of reforms that includes uncapped compensation for athletes could help address the growing inequities of a system in which sports such as football and men’s basketball generate billions in television and other revenue yet the schools share a minuscule amount directly with the athletes. In a sharp break from his organization’s past, the NCAA president, Charlie Baker, earlier this week called for a series of changes paving the way for the top moneymaking schools to break away and form a division that would more closely resemble professional sports and have the potential to enrich students. Baker’s proposal, in a letter directed at the 362 Division I member schools, also called for reform of so-called name, image and license payments so that women athletes could reap greater benefits, and he wrote that the overhaul would help the NCAA seek shelter from antitrust lawsuits. Baker’s plan, while far from an edict, serves as a directive for college presidents and athletic administrators who make up the NCAA governing boards that write rules and present them to the member schools for approval, a process that requires nearly a year to approve even the most picayune changes. The National Labor Relations Board is hearing two cases in which athletes are asking to be classified as employees, and there are several cases winding their way through the courts that charge the NCAA with violating antitrust laws. A bill in the California legislature would make revenue sharing with athletes compulsory. Baker, the former governor of Massachusetts who became the president of college sports’ governing body in March, proposed that schools set aside educational trust funds of at least $30,000 per year for at least half of their athletes, but added that they would have to comply with Title IX laws, which dictate that there must be equal opportunities for men and women. “I think it’s historic that until today, the NCAA has never advocated for unlimited amounts of money to be paid to players,” said Ramogi Huma, the president of the College Athletes Players Association, who has fought for more than a decade for

players’ rights. “They’ve always said that doing so would ruin college sports. This is an admission that doing so is practical.” In his letter issued Tuesday, Baker framed his proposal as a new starting point of a discussion that has befuddled leaders of an organization with agendas that are as disparate as their budget lines. (Ohio State, for example, reported $252 million in revenue last year, while its neighbor, Ohio University, competed for the same NCAA championships on just over $29 million in revenue.) “Now the hard work begins,” said Dan Radakovich, the athletic director at the University of Miami. Over the past decade, the NCAA has been compelled to loosen its once ironclad amateurism strictures. It removed restrictions on how much athletes could be fed after Shabazz Napier, a basketball player at the University of Connecticut, told reporters at the 2014 Final Four that he went to bed hungry sometimes. It had no choice but to allow education-related payments to athletes after an emphatic Supreme Court defeat in the Alston case, which challenged NCAA restrictions on noncash compensation. That defeat also compelled the NCAA to stand down from contesting state laws that challenged its authority to prevent athletes from making money from endorsements. In the past

few years since Alston, there have been 10 congressional hearings related to the future of college sports. More recently, the $75 million buyout that Texas A&M is paying its fired football coach, Jimbo Fisher, has further underlined questions about why some of the money that goes to exorbitant salaries, bloated staffs and opulent facilities isn’t shared with the players. “I would take less money for the players to have a share,” Jim Harbaugh, the Michigan coach, who with incentives could earn close to $11 million this season, said recently. “I hope other coaches would use their voice to express the same thing.” Baker’s proposal might not be classified as standard revenue sharing, but since he is not proposing any restrictions on how the athletes can use the money in the trust fund, it may essentially be the same. “Revenue sharing is semantics,” Huma said. “If a school has full discretion of paying players however much they want, what does it matter? I didn’t see any restrictions on the source of the revenue. It can come from donors or TV revenues.” Some athletes now make six-figures through endorsement deals. But since the rules went into effect in July 2021 allowing for NIL payments in the wake of the Alston case, there have been few rules

governing these deals — only that the schools could not directly be involved in procuring them. The result has been a chaotic, unregulated industry that, in conjunction with loosening transfer restrictions, has created an environment where athletes hopscotch from school to school based largely on where they will be paid the most endorsement money. (Not coincidentally, the three leading Heisman Trophy candidates are transfer quarterbacks.) An unintended consequence has been that a vast majority of the money has gone to football and men’s basketball players. Baker is proposing bringing NIL deals in-house, which would place Title IX requirements on them. College athletes have not been the only ones on the move. So, too, have university athletic programs, with schools bolting conferences, lured by the riches of television contracts for football. The Pac-12 Conference will be down to two schools next year, Oregon State and Washington State, with the remaining West Coast schools joining the Big Ten and the Atlantic Coast, leaving their athletes to make repeated cross-country trips to play conference games. Baker’s proposal seemed to open the door for schools to reconsider their place in the athletic hierarchy. Purdue, for example, has 608 athletes. Paying at least half of them $30,000 would require the school to set aside $9.1 million a year to go into educational trust funds. But there may be little preventing Michigan, for example, from paying all its athletes double what Purdue might pay. Michigan generated $95 million more in revenue last year than its Big Ten neighbor. Still, despite the resource gaps, administrators with smaller schools expressed reluctance about not being in the top level. “Subdivision is a trigger word,” Gloria Nevarez, the commissioner of the Mountain West Conference, said at a Sports Business Journal conference on college sports in Las Vegas. “What does it mean?” Baker wrote that his proposal “kickstarts a long-overdue conversation among the membership that focuses on the differences that exist between schools, conferences and divisions and how to create more permissive and flexible rules across the NCAA.”

Nothing but backboard: Why some Korean basketball players love the bank shot By JOHN YOON

A

s the basketball player steps to the free-throw line, the crowd watches in hushed anticipation. With one sweeping motion, he bounces the ball off the backboard and through the net. Wait, he banked it in? On purpose? The fans erupt in celebration. The shot is no fluke — just another free throw, South Korean style. The free throw is supposed to be an easy point after a foul: a direct, unguarded shot 15 feet from the backboard. But there’s an art to it. The ball, most players and fans would say, should leave the fingers gracefully, make a wide arc, avoid the rim — and “splash” straight into the net, as NBA sharpshooter Steph Curry called it. With the help of analytics, other shots have evolved in pro basketball. But not the free throw, and over the past 30 years, its success rate in the NBA has barely budged from around 77. The shot’s stagnation stems from the mockery that awaits any variation to the “nothing but net” technique in the United States. Bank shots — bouncing the ball off the glass before it falls through the net — are derided as amateurish for anything but layups. But a devoted group of players in the Korean Basketball League, or KBL, have embraced the unorthodox technique. “When the camera pans to the crowd, no one’s laughing, no one’s chuckling at a player that used the backboard,” said Eric Fawcett, a basketball analyst based in Canada who consults with a U.S. college team. He said that he had recently noticed the trend of bizarre banked free throws while reviewing game footage. “There’s just confident applause from the home crowd.” And research shows that the bank shot has clear advantages. The technique has been a staple among South Korean basketball players for years. Experts say about half of the top 10 free-throw shooters regularly bank their free throws. Players who have exclusively banked them have pushed their free throw percentages into the 80s and 90s. Curious to learn more about this phenomenon, Fawcett dug into the statistics and history of the technique. Sure enough, multiple players shot more than 80% over

Some, he said, even improved dramatically after switching to the bank shot, like Yoongi Ha, who jumped to 80% from 57%. How did this unorthodox style become so popular in South Korea? Experts point to a few pioneering players in the 1980s and ’90s. “Legends like Kim Hyun-joon and Moon Kyung-eun popularized the bank shot for the first time,” said Won SeokYeun, a South Korean reporter who covers the KBL. Since then, the bank shot has been acknowledged by a growing number of amateurs and professionals nationwide as a valid way to improve free throw averages. “A lot of current players who are throwing bank shots are heavily influenced by them.” Even some American players who did not reach the NBA and went to the KBL, like Rod Benson and Dewan Hernández, have learned the shot while playing in

South Korea and increased their free throw percentage dramatically, Won added. Jeon Seong-hyen, a guard with the Goyang Sono Skygunners, is a top shooter in the KBL and banks his free throws. Since middle school, Jeon said, he has idolized Moon for his bank shots. Despite resistance from coaches over the years, he has stuck with the technique. Jeon calls the technique his “signature move.” Now, he said, he never shoots free throws without hitting the backboard — and scores on nearly 90% of them. “Psychologically, the bank shot is easier than the clean shot because I can see where I should aim,” he said. He can focus on the rectangle on the backboard instead of relying on muscle memory. Effectiveness is what matters most on the court, Jeon added — not style points. “The shooter can select a bank shot over a direct shot with as much as a 20% advantage,” according to a study by Lawrence Silverberg, a professor of engineering

at North Carolina State University, and his colleagues, who used computer simulations to compare bank shots and direct shots. By first bouncing the basketball off the backboard, a bank shot eliminates much of the ball’s momentum, allowing it to drop into the net with a softer, more controlled trajectory, Silverberg said. He found that this cushioning effect significantly reduced the margin of error. Such slight improvement can make or break a game, Silverberg added. Shots from the free throw line often account for about 20% of a team’s total score. And “games are generally really close.” But even with those advantages, the bank shot has not caught on beyond South Korea. Experts point to the sport’s deeply ingrained culture that prizes the perfect higharcing swish. The “nothing but net” shot has been established as the perfect shot in basketball culture, aesthetically and technically. “When you shoot a beautiful swish, that net does a little dance,” Silverberg said, “and you get that sound.” He added: “It is pretty.” Coaches also tend to stick with traditional techniques; very few take the time to break old habits and teach the bank shot from scratch. Silverberg added that most basketball players start with trying direct shots because they do not have enough arm strength to bounce the ball off the backboard. “This is really quite a unique thing going on in South Korea,” he said. “You don’t see that kind of change in sports too often.” It is not the only underappreciated shooting technique in basketball. Another unorthodox method, the underhand free throw, was made famous over a half-century ago by NBA Hall of Famer Rick Barry. But neither the underhand nor the banked technique appears poised to gain broad traction. Despite its higher statistical success, Jeon said, the bank shot isn’t easy to master. Each backboard has a unique elasticity, so players need to adjust their technique in each new court, he explained. And Jeon is just fine with the bank shot remaining unconventional. “I actually don’t want other people to follow,” he said. “I want to be the only one doing it.”
