Camuy River Caves Park to reopen next week

Next Wednesday, Feb. 22, the Camuy River Caves National Park will reopen to the public at its regular schedule following the shutdown caused by Hurricane Fiona last September.

“We once again have the opportunity to admire the incomparable beauty of the Camuy caverns, located in the karst area, after several unfortunate events that have forced intermittent closures since the serious impact of Hurricane Maria in 2017,” Natural and Environmental Resources Secretary Anaís Rodríguez Vega said in a written statement. “At the Department of Natural and Environmental Resources, through its National Parks Program, we have worked hard to rehabilitate the Caverns and make them a safe place for the public to enjoy this ecological, historical, and cultural value.”

“Las Cavernas del Río Camuy must become the main attraction of northern Puerto Rico in terms of tourism and must be one of the axes of economic development in the area,” Camuy Mayor Gabriel Hernández said. “We have the capacity to have a recreational park, well cared for, that is an educational center that is distinguished by its natural beauty and that is among the best in the world.”

The Camuy River Caves National Park is located on highway PR-129 from Arecibo to Lares at kilometer 18.9. To get there from PR-22, take exit 77B, which connects with PR-129 in the direction of Lares.

The park is open from Wednesday to Sunday and some holidays, from 8 a.m., by prior reservation. The park is closed on Monday and Tuesday.

Short-term rental boom driving up rents, worsening affordable housing shortage

While Airbnb rentals are a popular investment in Puerto Rico, the industry is tightly controlled by a few short-term rental firms, one of which belongs to the governor’s son, a situation that has resulted in increasing rental and property prices that are displacing the middle class and the poor.

The Airbnb effect is very prevalent in Culebra, an 11-square-mile offshore island municipality with barely 1,300 residents. Mayor Edilberto Romero Llovet told the STAR there are at least 330 Airbnb properties, and he believes the number is higher.

Not all of the properties are paying a room tax as they operate underground and not all are paying patentes, or so-called city taxes, nor are they paying for trash collection services.

“Right now we have a surplus in our municipality, but we are missing revenues,” he said.

There are other social problems at play, however.

“There are no properties for long-term rental,” the mayor said, which is preventing the island town from attracting workers as they are forced to take the ferry each day from the main island to work in Culebra.

Romero Llovet said he has about 15 job positions in the municipality that he cannot fill because of the housing situation.

The option of buying a property in Culebra to work and live there is also out of the question because “prices are super high,” the mayor said. Property prices range from $400,000 to above the million-dollar

figure. The situation is similar in the somewhat larger island municipality of Vieques, where there are 600 properties registered for short-term rental.

Romero Llovet is planning to take action, but he is waiting for the results of an ordinance approved in Dorado to deal with the high number of short-term rentals, and which he plans to imitate. Dorado passed an ordinance over a year ago establishing requirements for the operations of short-term rentals which the mayor said have disrupted

quality of life. Airbnb operators must be the owners of the properties rented out and have the endorsement or resident associations when required. He also established license fees that start at $1,000.

Currently, San Juan is the city with the most short-term rentals at 3,800, according to data obtained by Norberto Quiñones Vilches, a data analyst working in the mainland U.S. Most of these properties are in coastal areas or tourism areas such as Old San Juan. Carolina has 1,842 short-term rentals, most of which are in Isla Verde. Naguabo, another coastal town, has 74 properties but Quiñones Vilches said it is growing. Humacao, meanwhile, has 400 units, Fajardo 700 units, Luquillo 800 and Río Grande 1,000.

But there is still more downside to the short-term rental boom. Studies in Puerto Rico and in other countries have shown that the short-term rental industry has caused a housing shortage. Thus, rent prices are skyrocketing across major cities.

The Río Piedras urban center of San Juan, near the University of Puerto Rico, has 30 units and their effects were felt Sunday when residents in a building on Ponce de León Avenue decried the fact that their rent was going up to $1,000 a month. Individuals renting properties in Old San Juan have seen their rent prices double from one day to the next. Living in Old San Juan can cost at least $3,000 in monthly rent.

Quiñones Vilches told the STAR that he had a friend who, while waiting for a bank to approve a loan to purchase a home, lost the property when another individual offered to buy the property in cash from the homeowners.

A Center for a New Economy (CNE) study a few years ago of Airbnb rentals in Puerto Rico found that between 2014 and 2020, nearly 11,500 hosts listed nearly 25,000 rental properties through Airbnb, representing nearly 6% of Puerto Rico’s total rental housing stock.

There is also a trend toward property hoarding by individual hosts: the top 10 Airbnb hosts who reported the highest levels of income have hoarded 611 properties amongst themselves, for a total of nearly $18 million in revenue in a year.

Those businesses are promoted by the Tourism Company.

Anthony Pierluisi, one of Gov. Pedro Pierluisi Urrutia’s children, controls much of the short-term property rental business in San Juan where his firm West Indies Vacation Rentals has 88 properties, Quiñones Vilches noted.

Other firms that have taken over the short-term rental market in San Juan are: The Dream Catcher with 36, Dream Inn PR and La Esmeralda PR with 32 each, Qastle with 27 and Mok Properties with 25.

In Río Grande, a firm called Ocean Realty has the most properties for shortterm rental with 16 and in Fajardo, a firm called Casa Caribe has the most properties for short-term rental at 20.

Quiñones Vilches said it is time for the island government to place limitations by limiting short-term rentals to tourism areas and preventing limited liability companies from buying properties in residential areas for short-term rentals.

Most of these companies buying homes for short-term rentals are owned by private investors benefiting from Act 60, formerly known as Act 22. However, legislation that would limit the use of short-term rentals in residential areas to 30% of the properties remains stalled in the Legislature.

House Bill 1557, which was introduced in November, would require hosts who seek to use more than 30 percent of their space for short-term rentals to apply for a permit to change the designated use from residential to commercial.

The legislation is geared to reduce short-term rentals’ disruptive impact on neighborhoods, ease affordable housing shortages and curb high rents.

Governor confirms contract for new hospital in Vieques

Offshore island municipality will also take over maintenance of Sun Bay Beach, open new farmer’s market

Gov. Pedro Pierluisi Urrutia on Monday confirmed prior STAR reports of a contract between the Caribe Tecno company, the municipality of Vieques and the Puerto Rico Infrastructure Financing Authority (PRIFA) to build a new hospital center in the offshore island town.

The governor also announced the transfer of Sun Bay Beach to the municipality, along with an agreement with the island Department of Agriculture (DA) to create the Agri-Cultura Mercado, a farmers’ market concept to sell fresh and locally produced products to stimulate farming and economic activity in Vieques.

“Today, once again, I assert my commitment to the municipality of Vieques and its people. When the contract for the construction of the new Vieques health center was finalized, we continued to take steps to benefit all its residents,” Pierluisi said. “Last year I visited Isla Nena to make way for the demolition process of the old Susana Centeno [healthcare] center, and with this signing of the contract, the design and construction process of the new hospital in Vieques now begins. Meanwhile, with the support of the Department of Natural Resources (DNER), the municipality will have the opportunity to improve the offer of the renowned Sun Bay spa for all residents and visitors. We also continue to support our farmers and provide alternatives that give the people greater access to the agricultural products of our island. This is very good news for Vieques, because my government puts action where it puts words.”

Vieques Mayor José “Junito” Corcino Acevedo said “today is another historic day for our island municipality of Vieques.”

“The signing of the contract for the construction phase of the new hospital is cause for celebration for all Viequenses because we are finally going to have the world-class medical-hospital facility that we deserve,” he said.

The Financial Oversight and Management Board approved last week “with observations” a $76 million contract to build a hospital facility in Vieques whose real costs have been estimated to be at least

$25 million more. The proposed contract is between PRIFA, Caribe Tecno CRL and Firma de Ingenieros, Arquitectos & Asociados PSC.

PRIFA established a fixed cost estimate at $104.6 million, which is significantly higher than the Federal Emergency Management Agency’s (FEMA) cost estimate of $48.3 million. PRIFA said the estimate made by FEMA did not contemplate the impact of costs related to regulatory requirements, existing codes, and requirements of the Auxiliary Secretariat for Regulation and Accreditation of Health Facilities and the Department of Health, among others.

The governor, however, said the Vieques hospital center has a total investment estimated at $85.6 million. The new facilities of about 60,000 square feet, which will have a Green Building certification, will have a dialysis center, emergency room, imaging area, laboratories, pharmacy, dental and social services, infusion, administrative offices, external clinics and a helipad. It will also have an electric generator, cistern and a new parking area.

Central Office for Recovery, Reconstruction and Resilience (COR3) Executive Director Manuel A. Laboy Rivera noted that “this [Vieques hospital] project received a first advance through the Working Capital Advance (WCA) amounting to $10.8 million.”

“We will continue to monitor their development and offer them the necessary technical support, as well as financial sup-

port, since they could eventually request an additional 25 percent through the WCA.”

In April 2021, Pierluisi announced the opening of the bidding process for the conceptual design of what will be the new hospital center.

DNER Secretary Anaís Rodríguez Vega, meanwhile, announced the transfer of Sun Bay Beach in the context of alliances for the co-management and maintenance of natural resources with municipalities, communities and environmental conservation organizations that promote the development of environmental awareness and the economic development of the region.

“The responsibilities taken over by the municipality will be guided in accordance with the public policy established by the DNER, which includes keeping the areas clean and painted, free of garbage, including vegetative material, and maintaining a preventive maintenance plan,” she said. “The agreement was authorized by the National Park Service (NPS) and the Land and Water Conservation Fund (LWCF).”

A few weeks ago, the governor announced the signing of a similar agreement between the DNER and the

municipality of Fajardo for the latter to administer, for a period of up to 15 years, the Seven Seas resort.

Regarding what will become the Agri-Cultura Mercado, Pierluisi said the old José Gautier Benítez school will be remodeled for it. As part of the agreement between various Agriculture Department offices and the municipality, the space will be equipped with all the necessary equipment to function as a supermarket and coffee shop. The funding delivered to the municipality for the purchase of counters, refrigerators and freezers came to $119,924.

Agriculture Secretary Ramón González Beiró said that with the effort, “we achieve greater accessibility to local products for the benefit of Puerto Rican families and, above all, we get closer to our goal of promoting local consumption to boost agricultural economic activity.”

‘With the delivery of the funds to the municipality, we begin the remodeling phase and in a matter of a few months we will have a first-class market,” González Beiró said. “All Viequenses can be sure that they will have fresh products, 100 percent harvested and made on our land by Puerto Rican farmers.”

The Agriculture secretary added that Agri-Cultura Mercado will be open seven days a week with top quality products for sale. The Administration for Agricultural Business Development will market the food supplied by farmers in Agri-Cultura Mercado to facilitate and promote the sale of agricultural products from Puerto Rico. The Innovation Fund for Agricultural Development will work with the design and remodeling of the space to put the facilities in ideal condition for operation by the municipality.

Puerto Rico teams to participate in global robotics championship

Puerto Rico will participate in the VEX Robotics World global competition championship in Texas in April, with a delegation of seven teams made up of 31 students.

Kelianet Roque, the project director of the nonprofit Caribbean Robotics Academy (CRA), which is the official coordinator at the local level over the next few weeks, said the composite delegation of students from the intermediate, higher and university levels will be prepared to represent Puerto Rico while raising funds to pay for the trip. Local champions will hold training events open to the public, one of them with the possibility of expanding the participation of native talent in the VEX championship tournament, which has been certified by the Guinness World Record as the largest robotics competition in the world.

“Puerto Rico will have extraordinary representation,” Roque said. “We have a delegation from different regions of the island and three academic levels, including university. All students have strived to represent their country in the face of immense challenges in and out of the competition. We are extremely proud of them and eager to see them shine in the world championship.”

CRA Executive Director Pedro Alvarado noted that “in this year’s delegation we have veteran students with up to 6 years of experience, alongside novice students with an impressive hunger to learn and develop their skills.”

He said the goal of CRA is to put the students’ knowl-

edge into play at a level never before seen in Puerto Rico in order to expose them to new multicultural opportunities and experiences, positioning Puerto Rico as a world power in the field of robotics.

Alvarado and Roque – both engineers and alumni of

the development programs of the REC Foundation, which is the coordinator of VEX Robotics World Championship – founded the CRA last year due to the need to reactivate the events after the decline caused by the pandemic. They stressed that the experience gained in competition not only provides young people with academic or intellectual challenges, it also helps them to socialize, learn to work in a team to solve problems, manage their frustration, design plans and manage projects, among other professional and life tools.

“We were competitors, mentors and judges for most of 10 years on the VEX platform, and all this experience made us want to transmit the passion we have for robotics to the new generations,” Alvarado said. “It is very satisfying to see the perseverance of our students and how they have faced the various challenges that Puerto Rico has had with resilience.”

The teams that form the delegation that will travel to Dallas this year include students from Colegio San José de San Juan, Hogar Colegio La Milagrosa de Arecibo, Adianez School of Guaynabo, the Municipal Robotics Club of Salinas and KHU Inventors Club, along with university students from the University of Puerto Rico Mayagüez Campus.

In preparation for the global event on April 24-29, the Puerto Rican delegation will hold a series of events open to the public on the following dates: March 4 at the College Adianez, March 18 at Ángel Luis “Cholo” Espada Coliseum in Salinas, March 25 at Colegio San José and April 15 at Hogar Colegio La Milagrosa.

Proliferation of high-speed internet service is focus of alliance-building event

With the purpose of establishing alliances in key areas to achieve high-speed internet throughout Puerto Rico, the island government’s Broadband Program and Assistant Secretariat for Innovation, Information, Data and Technology held an event recently at the headquarters of the Engineers & Land Surveyors Association in which various organizations participated.

Among the organizations on hand were internet providers, nonprofit entities and organizations related to connectivity and the internet, such as AARP, Internet Society, Data Access, Estudios Técnicos, Alianza de Telecomunicaciones, Aeronet, Mi Gente Grande, the University of Puerto Rico, Innovatel and Banco Popular.

“Our approach is to work collaboratively with both organizations and entities, as well as municipalities to be able to identify what and where the disadvantaged populations and areas are in which the program should focus at an early stage,” said Enrique Völckers Nin, the assistant secretary of innovation, information, data and technology. “Certainly, the goal is to ensure that the entire island has a broadband connection, but to achieve this, it is necessary

to establish the strategic points that help us reduce the digital divide.”

Part of the conversation was aimed at the Federal Communications Commission’s (FCC) Affordable Connectivity Program (ACP), which helps keep families and households with internet payment difficulties connected through a subsidy that provides a discount of up to $30 per month on the internet service bill in eligible households. Those households can also receive a discount of up to $100 on equipment (computer or tablet) purchased from a participating vendor.

The Puerto Rico Broadband Program is under the Office of Management and Budget and was created by Gov. Pedro Pierluisi Urrutia through Executive Order 2022-40. Its mission is to reduce the digital divide on the island with projects that improve citizens’ access to broadband connectivity and provide all residents with access to highspeed internet at affordable prices.

Völckers Nin noted that, thanks to the alliance with AARP and other entities, similar initiatives will continue to be developed in different parts of the island with the aim of acquiring a detailed understanding of the need throughout the island and being able to strengthen the infrastructure

to guarantee that objectives and programmatic benefits reach all citizens.

With two key picks, Biden weaves climate into economy and regulations

Last week, President Joe Biden announced that Lael Brainard, the vice chair of the Federal Reserve who is known for citing the financial risks posed by climate change, would become his top economic adviser.

Her appointment follows that of Richard Revesz, an environmental lawyer and an academic who is known for defending climate regulations, who last month became head of the White House’s top regulatory office — a place that has historically been viewed as the place where environmental controls go to die.

The appointments to two of the most powerful posts in the White House underscore how Biden has pursued an “all-of-government” approach to climate change, appointing people with backgrounds in climate policy to senior positions across federal agencies. It also illustrates his intent to use executive action to address global warming in the last two years of this term.

“This is a new thing that we’ve seen from the Biden White House as they have made climate central to their economic recovery and regulatory agenda,” said Jamal Raad, executive director of climate advocacy group Evergreen Action. “Putting people in positions of power that are not traditionally climate positions who deeply understand the climate crisis and the need to act on it.”

The White House did not respond to requests to interview Brainard or Revesz.

The timing of their appointments is not a coincidence. While Democrats in Congress passed the nation’s first major climate law last year, the midterm Republican takeover of the House of Representatives means it is unlikely that new environmental legislation will be enacted in the remainder of Biden’s first term. That leaves the president with executive authority as a way to push through the rest of his climate agenda.

That will entail the oversight of about $370 billion in new spending on climate and clean energy programs provided by last year’s Inflation Reduction Act. It will also mean writing new climate regulations, intended to ratchet down emissions from cars, trucks, power plants and oil and gas wells.

In some ways, Brainard’s appointment as head of the White House’s National Economic Council, where she is expected to play a key role in the implementation of the Inflation Reduction Act, is a continuation of the way in which Biden views climate change as central to economic policy. Her predecessor on the council, Brian Deese, was previously a senior climate change adviser to former President Barack Obama.

The appointment of Revesz to his new post, however, is pathbreaking. The Office of Internal and Regulatory Affairs, an obscure but powerful agency within the White House, is designed to vet all proposed federal regulations

and balance the demands of protecting health, safety and the environment against the cost to industries. In his new role, Revesz becomes the effective gatekeeper for all new federal regulations — including any new climate rules, many of which he has spent his career supporting.

That’s exactly what opponents of Biden’s climate agenda fear.

“For folks who want to litigate against the Biden administration, this is bad news,” said Jonathan Adler, a law professor at Case Western Reserve University.

Frank Macchiarola, senior vice president for policy and regulatory affairs at the American Petroleum Institute, which lobbies for oil and gas companies, said he feared that Revesz “will approach this through the lens of an advocate, as he did in his prior work, and not as an objective regulator.”

Revesz, who grew up in Argentina and who is known as Ricky to everyone from his law students to his legal opponents, came to the White House from his role as an environmental law professor and dean emeritus of New York University Law School. He is also the co-founder of an NYU-affiliated think tank, the Institute for Policy Integrity, which is known for its innovative approach to analyzing the costs and benefits of environmental regulations. He played a key behind-the-scenes role in legal challenges to President Donald Trump’s dismantling of clean air and water rules. Historically, such cost-benefit analyses of regulations have been based on the current economic cost to polluting industries. But Revesz has argued that regulations — particularly those related to climate change — should also take into account the cost of pollution on future generations. That approach can be used to justify strong climate regulations.

Revesz, 64, may be the first head of the White House

regulatory office who is steeped in both the nation’s premier scientific assessment on climate change and its potent legal power for defending environmental regulations.

When the Trump administration, despite its zeal for rolling back environmental regulations, was forced to release the 2018 National Climate Assessment, a sweeping report by 13 federal agencies that describes the devastating impact of climate change on the nation’s economy, Revesz spotted the legal implications of the document.

“This report will be used in court in significant ways,” he said in an interview at the time. “I can imagine a lawyer for the Trump administration being asked by a federal judge, ‘How can the federal government acknowledge the seriousness of the problem, and then set aside the rules that protect the American people from the problem?’”

That expertise later put Revesz on Biden’s shortlist to head the Environmental Protection Agency and on his transition team for the agency.

In her tenure on the Federal Reserve, Brainard, 61, gained notice as she called on regulators to make sure the financial institutions that they oversaw were considering the financial hazards posed by extreme weather, wildfires, drought, destruction and migration caused by climate change.

In 2019, Brainard spoke about “Why Climate Change Matters for Monetary Policy and Financial Stability” at the Fed system’s first climate conference. Held by the Federal Reserve Bank of San Francisco, the event was a watershed moment for a nonpartisan central bank that had been hesitant to speak about the often-politicized issue of climate. Brainard’s speech at it was seen as a particularly big deal, given her prominent position.

“That 2019 event, where she was the key speaker, was really the first time the leadership talked about it,” said Sarah Dougherty, a former staff member at the Federal Reserve Bank of Atlanta and is now at the Natural Resources Defense Counsel, an advocacy group. “It wasn’t hidden, it wasn’t subtle, it wasn’t about ‘the weather.’”

In the time since, the Fed has begun to develop climate stress scenarios for the banks it supervises. In 2020, it added detailed climate change risks in its twice-yearly financial stability report.

Biden drawing up a 2024 playbook that looks a lot like 2020’s

primary campaign. “It’s not going to be Joe Biden versus some mythical Democratic candidate. It’s going to be between Joe Biden and whoever the Republican nominee is.”

Whit Ayres, a veteran Republican pollster, said a rematch between Biden and Trump would be the best scenario for the president. “At this point, President Biden just needs to seem like he is still very much with it and able to do the job, and at that point, his fate is largely out of his hands,” Ayres said. “He’s got to pray the Republicans blow themselves up again.”

Biden previewed his approach in his State of the Union address this month when he baited Republicans into a debate over Social Security and Medicare, then pressed his argument during appearances in Wisconsin and Florida. He used the nationally televised speech before Congress to highlight his legislative successes while focusing on pocketbook issues to reach out to voters upset at him over inflation.

Surveys and focus groups have consistently identified that as a major concern of voters, and even a majority of Democrats tell pollsters they would prefer the party nominate someone else.

Forget the Wilmington, Delaware, basement. This time, he will have a Rose Garden. And Air Force One and a big white mansion and all the other advantages of incumbency in a year when he is not forced by a pandemic to stick to streaming from downstairs.

But as President Joe Biden prepares to run for a second term, his team is mapping out a strategy for 2024 that in many other ways resembles that of 2020. Whether he ultimately faces Donald Trump again or another Republican trying to be like Trump,

the president plans a campaign message that still boils down to three words: Competent beats crazy.

Whether he can sell that theme again represents a singular challenge given surveys showing that the public has not exactly rallied behind him and harbors deep doubts about his age. When Biden kicks off his reelection campaign this spring, as is widely expected, he will be the oldest president in history but one of the lowestrated in the modern period, presiding over an economy that is improving but unsettled and leading a party publicly behind him but privately angst-ridden. And rather than Trump, he may yet face a Republican challenger closer to the age of his son.

The goal, according to interviews with White House officials, outside advisers, key allies and party strategists, is to frame the race as a contest, not a referendum on Biden. On one side, in this narrative, will be a mature, seasoned leader with a raft of legislation on his record aimed at winning back working-class Democrats. On the other will be an ideologically driven, conspiracyminded opposition consumed by its own internal power struggles and tethered to a leader facing multiple investigations for trying to overturn a democratic election.

“It’s incumbent on the president and his team to make sure the election is a choice,” said Lis Smith, a senior adviser to Pete Buttigieg during the 2020 Democratic

The trips that followed illustrated one important difference from 2020. No longer tied to the basement of his home in Delaware, the way he was by COVID-19 in 2020, Biden will travel frequently this year to deliver his message, aides said. As projects from the 2021 infrastructure package break ground, the president intends to cut a lot of ribbons around the country to take credit.

Republican strategists are gambling that the physical toll of a full-scale, nonpandemic campaign effort will wear on an 80-year-old president. They plan to portray him as an aging, failed leader and a bigspending captive of the political left who drove up inflation and did little to defend the border against a record wave of illegal immigration.

“Joe Biden’s campaign team doesn’t have a strategic problem; they have a candidate problem,” said Chris LaCivita, a Trump campaign consultant. “Americans have now watched Joe Biden wreck our economy, and he’ll have to answer for it. Biden won’t be able to hide in his basement like last time.”

Although Biden seems eager for a rematch, it is hardly certain that he can replicate the 2020 outcome. Not only is his approval rating hovering at an anemic 43%, but two recent surveys, the Washington Post-ABC News poll and the Harvard CAPS-Harris Poll, found Trump leading by

Biden responds to such concerns by pointing to his record of rebuilding roads and bridges, expanding health care, curbing the cost of prescription drugs for Medicare beneficiaries, investing in climate change projects, forgiving student debt and treating veterans exposed to toxic burn pits. His aides argue that voters will still prefer a president who delivers regardless to the divisive and unpopular policies of Trump’s Republican Party. And Trump, if he wins the nomination, would be 82 at the end of a second term.

A focus group of swing voters convened after the State of the Union by Sarah Longwell, a Republican pollster and vocal critic of Trump’s, found that Biden still had residual goodwill among some of those who took a chance on him. The voters who participated, all of whom voted for Trump in 2016 and switched to Biden in 2020, used phrases such as “family man” and “he cares” to describe Biden. They remained viscerally disaffected from Trump, calling him “demonstrably unfit for office” and “an embarrassment to our country.”

Still, another challenger would pose more of a generational threat. Gov. Ron DeSantis of Florida is 44; Nikki Haley, a former United Nations ambassador, is 51; and former Vice President Mike Pence is 63. “If the Republicans nominate a younger, vigorous person, male or female, who seems up to the job, I think he’s in trouble,” Ayres said of Biden.

Sen. Chris Coons, D-Del., an ally of Biden’s, noted how House Republicans devolved into chaos simply trying to pick a new speaker, a process that deadlocked until the 15th ballot, while Biden appeared recently with politicians from both parties at an Ohio River bridge set to be upgraded as part of the infrastructure package he signed.

“That was a pretty sharp contrast,” Coons said, “and I think you’re going to see that contrast every week this year.”

Many in East Palestine, skeptical of official tests, seek out their own

When a team came by the morning of Valentine’s Day to test the air quality in Maggie Guglielmo’s store a few blocks from where a freight train carrying hazardous chemicals derailed this month, the smell was undeniable.

“The air monitoring team left within 10 minutes due to the unpleasant/ overwhelming odor,” the team of government and private environmental experts wrote in its report, describing a “super glue/pool/fruity-like odor.” But there was no detection of significant amounts of vinyl chloride, a colorless gas carried by the train, or other toxic chemicals.

Guglielmo, 67, was not satisfied. Instead, she paid $900 for an independent contractor to analyze the air in the store, Wristbands America, and was planning to pay to test her inventory of silicone bands. The sickly, plastic smell still lingers inside and clings to the creek, Sulphur Run, a few feet from her door.

“I’m not going to take that chance” of doing nothing, Guglielmo said, though she acknowledged the extra analysis could be a luxury for others. “Not everybody has money sitting around to do these kinds of tests.”

Reflecting the fundamental mistrust residents have in railroad company Norfolk Southern and the government, Guglielmo is one of several people who live in the region who are seeking independent tests or are looking for ways to conduct their own.

State and federal officials have said repeatedly that they have yet to detect dangerous levels of chemicals in the air or municipal water, citing preliminary data from hundreds of homes in the town of roughly 4,700 people. Teams of experts from top environmental and health agencies have been fanning out across the region to test whether chemicals carried by the Norfolk Southern train or burned off days after the derailment have contaminated the air or water.

But Guglielmo and others, particularly on the outskirts of East Palestine near where the train collided, continue to report a lingering stench of chemicals in some parts of town and have found

little comfort in the assurances in light of the rashes and headaches they have experienced.

Residents are also deeply suspicious of Norfolk Southern conducting its tests in tandem with government agencies and have questioned whether the tests are accounting for the creation of other chemicals when officials decided to burn the cargo of a car on the brink of explosion. The news, which arrived days after the derailment and the controlled burn, that the train had been carrying additional chemicals, further fueled their mistrust.

The threat of possible long-term exposure to the chemical cocktail released into the air and water, coupled with a deep fear that the town and its neighboring villages will be forgotten in the coming months, have also left many residents feeling as if they are on their own to prove that it is safe to remain or return through means that include paying out of pocket for their own tests. Some have become novice chemists, rattling off the names and effects of chemical compounds that had no meaning to them two weeks ago.

It is unclear, however, whether commercial tests outside of the government’s efforts will address the mushrooming pile of unanswered questions.

“Consumer testing does exist, but it is expensive — it’s not going to test for everything,” said Sydney Evans, a science analyst with the Environmental Working Group, a climate advocacy organization. Asked about doing home tests on wells, she warned that some may not pick up trace amounts of all the volatile organic compounds in the water, and that the legal limits for some contaminants released by the derailment are higher than some researchers consider safe.

Officials with the Ohio Environmental Protection Agency did not immediately respond to emails seeking comment.

“We are working closely with Ohio environmental and health agencies on the long-term plan to protect the environment and the community,” Alan Shaw, president and CEO of Norfolk Southern, said in a statement after visiting East Palestine this weekend. He noted that, after meeting with local officials, it was clear “they are frustrated by the amount of misinformation circulating about their community and

are eager to show that the air and water are safe.”

Connor Spielmaker, a spokesperson for the company, confirmed that it had contracted an independent environmental firm to collaborate with federal staff and conduct testing. According to the Environmental Protection Agency, it had screened 525 homes for air quality as of Saturday and had sampled the municipal water in town, with no concerning levels of contaminants. The EPA had also tested 48 wells, mostly in Ohio, and found them safe.

Gov. Mike DeWine, speaking at a news conference on Friday, defended the veracity of tests, though he acknowledged that there was “nothing wrong with healthy skepticism.” Still, he added, “We believe the testing is accurate.”

He also said that the state would continue to test air and water in East Palestine until health experts determined the danger has passed, promising that “we are going to stay there until we are not needed.”

The federal government has also expanded its outreach in the area. The Biden administration dispatched staff from the U.S. Environmental Protection Agency to East Palestine. And at DeWine’s

request, the Department of Health and Human Services and Centers for Disease Control and Prevention will set up a clinic on Monday for residents in the area with medical concerns.

Officials have encouraged families with private wells to keep drinking bottled water until their water has been tested. But scheduling those tests has been challenging as demand continues to grow, especially as neighboring communities wonder about the consequences of their proximity to the derailment and to the plume of smoke that followed.

At an emotional town meeting Wednesday, Linda Murphy, 49, confronted officials about the challenges she faced getting the water in her private well tested and whether it was safe to drink. Some private companies had turned her away, in part because they said they did not have the specialized tests needed to examine the chemicals on the train.

Four days later, a team arrived at her house. But when she and her husband pulled the filter out of their system Sunday morning as requested before the visit, it smelled just like the chemicals that hung over Leslie Run, the creek near their home where hundreds of fish and frogs were found dead days after the derailment.

Supreme Court to hear case that targets a legal shield of tech giants

Nohemi Gonzalez, a 23-year-old California college student, was studying abroad in Paris in November 2015 when she was among the 130 people killed in a coordinated series of terrorist attacks throughout the city.

The next year, her father sued Google and other tech companies. He accused the firms of spreading content that radicalized users into becoming terrorists, and said they were therefore legally responsible for the harm inflicted on Gonzalez’s family. Her mother, stepfather and brothers eventually joined the lawsuit, too.

Their claims will be heard in the U.S. Supreme Court today. And their lawsuit, with Google now the exclusive defendant, could have potentially seismic ramifications for the social media platforms that have become conduits of communication, commerce and culture for billions of people.

Their suit takes aim at a federal law, Section 230 of the Communications Decency Act, which shields online platforms such as Facebook, Instagram and Google’s YouTube from lawsuits over content posted by their users or their decisions to take content down. The case gives the Supreme Court’s justices the opportunity to narrow how that legal shield is applied or to gut it entirely, potentially opening up the companies to liability for what users post and to lawsuits over libel, discriminatory advertising and extremist propaganda.

A day after hearing the Gonzalez v. Google case, the court is scheduled to hear a second tech lawsuit, Twitter v. Taamneh, over whether Twitter has contributed to terrorism.

What the Supreme Court ultimately decides on the cases will add to a pitched battle around the world over how to regulate online speech. Many governments say that social networks have become fertile ground for hate speech and misinformation. Some have required the platforms to take down those posts. But in the United States, the First Amendment makes it difficult for Congress to do the same.

Critics of Section 230 say that it lets the tech companies avoid responsibility for harms facilitated on their watch. But supporters counter that without the legal shield, the companies will take down more content

than ever to avoid lawsuits, stifling free expression.

The Supreme Court case “can have an impact on how those companies do business and how we interact with the internet, too,” said Hany Farid, a professor at the school of information at the University of California, Berkeley. He filed a brief with the Supreme Court supporting the Gonzalez family members who are suing Google.

Gonzalez, a first-generation college student who was studying design at California State University, Long Beach, was killed while out with friends during the Paris attacks in 2015. The Islamic State group later claimed responsibility. She was the only American killed.

Her father, Reynaldo Gonzalez, sued Google, Facebook and Twitter in 2016, arguing the platforms were spreading extremist content. That included propaganda, messages from the Islamic State group’s leaders and videos of graphic violence, he said. Citing media reports, the lawsuit mentioned specific videos that showed footage of Islamic State group fighters in the field and updates from a media outlet affiliated with the group. The online platforms didn’t do enough to keep the terrorist group off their sites, the lawsuit said.

YouTube and other platforms say they screen for such videos and take down many of them. But in 2018, research that was based on a tool developed by Farid found that some Islamic State group videos stayed up for hours, including one that encouraged violent attacks in Western nations.

Facebook and Twitter were removed as defendants in the lawsuit in 2017, the same year Gonzalez’s mother, stepfather and siblings joined plaintiffs. Last year, a federal appeals court ruled that Google did not have to face the Gonzalez family members’ claims because the company was protected by Section 230.

In May, lawyers for Gonzalez’s family asked the Supreme Court to step in. By using algorithms to recommend content to users, the lawyers argued, YouTube was essentially engaging in its own form of speech, which was not protected by Section 230.

Gonzalez’s father and the plaintiffs in the Twitter case declined to comment through their lawyer, Keith Altman. Altman said that courts had “pushed the limits” of the Section 230 legal shield to the point

that it was “unrecognizable.” A lawyer for Gonzalez’s other family members did not respond to a request for comment. The lawyer who will argue both cases before the Supreme Court, Eric Schnapper, also declined to comment.

Google has denied the Gonzalez family’s arguments about Section 230. It has said that the family’s claims that Google supported terrorism are based on “threadbare assertions” and “speculative” arguments.

In Congress, efforts to reform Section 230 have stalled. Republicans, spurred by accusations that internet companies are more likely to take down conservative posts, proposed tweaking the law. Democrats said the platforms should take more content down when it spreads misinformation or hate speech.

Tech companies say it will be devastating if the Supreme Court undercuts Section 230. Halimah DeLaine Prado, Google’s general counsel, said in an interview in December that the protections had been “crucial to allowing not just Google but the internet to flourish in its infancy, to actually become a major part of the broader U.S. economy.”

“It’s critically important that it stands as it is,” she said.

A spokesperson for Meta pointed to a blog post where the company’s top lawyer said the case “could make it much harder

for millions of online companies like Meta to provide the type of services that people enjoy using every day.”

Twitter did not respond to a request for comment.

Activists have raised concerns that changes to the law could cause the platforms to crack down on content posted by vulnerable people. In 2018, a new law ended the protections of Section 230 when platforms knowingly facilitated sex trafficking. The activists say that caused sites to take down content from adult sex workers and posts about LGBTQ people.

The Gonzalez case has also attracted interest from the Justice Department. In a December brief, the agency told the Supreme Court it believed that Section 230 “does not bar claims based on YouTube’s alleged targeted recommendations of ISIS content.” The White House has said the legal shield should be removed.

Farid acknowledged it was possible the court could gut the Section 230 protections, leading to unintended consequences. But he noted that the social networks comply with laws governing how they treat certain types of content, including German restrictions on digital hate speech. He said they could navigate narrow changes to the legal shield, too.

“The companies figured it out,” he said.

Judge bars Starbucks from firing union supporters

Afederal judge in Michigan issued an injunction late last week barring Starbucks from firing American workers because they seek to form a union or engage in other collective activities.

The move was the first nationwide judicial mandate related to the labor campaign that has led to the unionization of more than 275 company-owned Starbucks stores in little more than a year. Starbucks said it would appeal the decision.

Experts said the injunction would allow the National Labor Relations Board to come before the judge and seek more rapid reinstatement of workers who it believed had been terminated for union organizing. Normally, the process could take months or even years.

The union organizing Starbucks stores, Workers United, has accused the company of firing more than 200 workers because of their involvement in the campaign. It is illegal for a company in the United States to fire workers for so-called protected concerted activity such as seeking to unionize.

In a court filing, the labor board said it was prosecuting the illegal firing of roughly 50 workers after finding merit in their accusations. The agency is still investigating other cases and is likely to bring more of them. Starbucks has denied the accusations.

The injunction was sought by the labor board’s regional office in the case of Hannah Whitbeck, a shift supervisor who was involved in the union campaign. She was fired in April.

“I’m happy that my case is being viewed at a higher level and bringing attention to Starbucks illegally firing partners for unionizing,” Whitbeck said in a statement.

The judge, Mark A. Goldsmith, ordered Whitbeck reinstated while the National Labor Relations Board in Washington was deciding her case.

Wilma Liebman, who was chair of the labor board under President Barack Obama, said the judge could eventually hold Starbucks in contempt of the order and could fine the company if there was compelling evidence that it was not complying.

“This definitely adds a layer of protection and recourse for future violations, and it definitely speeds up the ordered

reinstatement of anyone alleged to have been unlawfully discharged,” she said.

Starbucks said in a statement that the facts of the case didn’t merit such an order.

“We feel the extraordinary measure for injunctive relief prior to a full legal review of the matter is unwarranted and maintain that actions taken were lawful and in alignment with established partner policies,” the company said. Starbucks said it fired Whitbeck because she left the store early during a shift, effectively forcing a co-worker to manage the store alone for roughly 20 or 30 minutes. That violated a company rule requiring at least two employees to be on hand.

Whitbeck didn’t dispute the facts of the case but contended that the violation would not have led to a firing absent her involvement in the union campaign, which included wearing a pro-union button.

The labor board found merit in her charge and issued a complaint, and an administrative judge ruled in her favor in October. Starbucks has appealed that decision to the full labor board in Washington.

The company noted in its statement that it had offered — and that Whitbeck had accepted — temporary reinstatement before the federal judge’s order. But the judge concluded that reinstatement without a court order would leave her vulnerable to retaliation as her case unfolded.

U.S. IPO pick-up offers hope of market re-open

Ayear after Russia’s invasion of Ukraine and an inflation rally fueled a bout of market volatility that prevented most initial public offerings in 2022, last week saw a flurry of listings. It is 15 months since there was a busier week, according to Dealogic data.

Five IPOs, including the $638 million offering of solar tech firm Nextracker Inc and the $190 million offering of Chinese sensor maker Hesai Group, were completed last week. In total, the IPOs raised about $1.17 billion in proceeds, up sixfold from the previous week when stock market debuts raised about $193 million, according to Dealogic.

IPO bankers and lawyers said that if the market’s thawing continues, aided by a decline in market volatility and a rise in corporate valuations, they expect several major companies waiting in the wings, including social media firm Reddit and SoftBank-owned chipmaker Arm Holdings, could launch their IPOs in the second half of 2023.

Fed Bank of Atlanta President Raphael Bostic said January’s strong jobs report raises the possibility that the central bank will need to increase interest rates to a higher peak than policymakers had previously expected.

Geopolitical concerns also simmered on the background, with the U.S. preparing to impose a 200 per cent tariff on Russian-made aluminum and U.S.-listed Chinese shares tumbling as Washington’s move to shoot down an alleged surveillance balloon from the Asian nation.

A rout in megacaps like Apple Inc., Amazon.com Inc. and Google’s parent Alphabet Inc., which reported results last week, weighed on sentiment. The group’s reality check came after the Nasdaq 100 approached bull-market territory. Investors will continue to focus on earnings to figure out whether the recent rally was a “bear trap” driven by “fear of missing out,” noted Chris Larkin at E*Trade from Morgan Stanley.

“The major averages have become overbought after their strong January rallies,” said Matt Maley, chief market strategist at Miller Tabak + Co. “We are not trying to say that any short-term pullback will be followed by another strong rally. In fact, we believe that a short-term pullback could — and probably will — turn into another leg lower in the bear market that began just over a year ago.”

JPMorgan Chase & Co. strategist Marko Kolanovic reiterated that stock investors should fade last week’s Fedinduced rally, arguing the U.S. economy’s disinflationary process could just be “transitory.”

The S&P 500 now accurately reflects signs of betterthan-expected economic growth and a drop in bond yields, according to Goldman Sachs Group Inc. strategists led by David Kostin. At the same time, higher valuations, lackluster corporate earnings and elevated interest rates mean there’s little room for the rally to extend, they said,

a view that was broadly echoed by their counterpart at Morgan Stanley, Michael Wilson.

To Solita Marcelli at UBS Global Wealth Management, the risk-reward trade-off for equities doesn’t look appealing. She continues to recommend that equity investors position defensively and be prepared for additional volatility ahead.

“We remain bearish equities,” said Eric Johnston at Cantor Fitzgerald. “There has been a dramatic change in sentiment and positioning which has gotten much more bullish, making this a tailwind for our bearish view. And while this dramatic change has happened, the outlook for earnings, the Fed, and multiples is unchanged. All of the stock being bought now will just create that much more supply on the way down.”

Now with the path for further monetary tightening in focus, bond investors still broadly expect U.S. inflation to ebb further. The so-called breakeven rate on five-year five-year forwards — a proxy for inflation expectations — slumped to 2.18 per cent on Friday from 2.31 per cent a week prior. It was little changed Tuesday.

Biden visits Kyiv, Ukraine’s embattled capital, as air-raid siren sounds

President Joe Biden made a surprise trip to the embattled capital of Ukraine on Monday, traveling under a cloak of secrecy into a war zone to demonstrate what he called America’s “unwavering support” of the effort to beat back Russian forces nearly a year after they invaded the country.

Biden arrived early Monday to meet with President Volodymyr Zelenskyy, and the two stepped out into the streets of Kyiv even as an air-raid siren sounded, a dramatic moment that underscored the investment the United States has made in Ukraine’s independence.

“One year later, Kyiv stands,” Biden declared at Zelenskyy’s side in Mariinsky Palace, the gilded ceremonial home of the Ukrainian president. “And Ukraine stands. Democracy stands.”

“Thank you so much for coming, Mr. President, at a huge moment for Ukraine,” Zelenskyy said.

Biden promised to release another $500 million in military aid in coming days, mentioning artillery ammunition, Javelin missiles and howitzers, but he did not talk about the advanced arms that Ukraine has sought. Zelenskyy told reporters that he and the president spoke about “long-range weapons and the weapons that may still be supplied to Ukraine even though it wasn’t supplied before.”

Biden joined Zelenskyy for a visit to St. Michael’s monastery in downtown Kyiv, where the sun glittered off the golden domes as the air-raid alarm wailed. Trailing two soldiers bearing a wreath, the two leaders walked along the Wall of Remembrance, with portraits of more than 4,500 soldiers who have died since Russia illegally annexed Crimea in 2014 and first fomented a rebellion in eastern Ukraine.

The air-raid alarm had stopped by the time Biden got back into his motorcade and departed the monastery. The alarms sound almost daily in Kyiv, but the blare of the siren added to the bristling tension of the moment. Ukrainian officials have been warning that Russia was planning a large-scale missile bombardment to be timed to the anniversary of the war Friday.

The alarm Monday morning was triggered by a Russian MiG fighter jet taking off in Belarus, which borders Ukraine to the north. A missile from a MiG fired from Belarus can hit a target in Kyiv in under 20 minutes.

The White House alerted Russian officials that Biden would be traveling to Kyiv several hours before he arrived in Ukraine, in an effort to “deconflict” with Russian military forces operating in the country, Jake Sullivan, the president’s national security adviser, told reporters Monday.

Biden had already been scheduled to arrive in Warsaw, Poland, on Tuesday morning for a two-day visit, and White House officials had repeatedly brushed off questions about whether he might also travel to Ukraine. The White House on Sunday night issued a public schedule for Monday showing the president still in Washington and leaving in the evening for Warsaw, when he was already half a world away.

But the president has made U.S. support for Ukraine the centerpiece of his argument for a revitalized alliance in Europe, and he had told advisers that he wanted to mark the anniversary of the invasion as a way of reassuring allies that his administration remained committed.

sion to go to Ukraine during a huddle with top advisers and security officials in the Oval Office on Friday. Planning for the president’s highly secretive mission to the country had been underway for months, but knowledge about the trip was highly limited, even within the White House and the Pentagon.

Biden slipped out of Washington in the dark of night without notice. Air Force One took off at 4:15 a.m. on Sunday East Coast time. Just a few reporters sworn to secrecy and deprived of their telephones were brought with him, along with Sullivan; Jen O’Malley Dillon, his deputy chief of staff; and Annie Tomasini, the director of Oval Office operations.

The reporters traveling with him were allowed to send a pool report to other journalists only after his arrival and were not permitted to further describe how he traveled to Kyiv while he was still in the country. A U.S. official, who asked not to be identified, confirmed that after a transAtlantic flight to Poland, Biden crossed the border by train, traveling for nearly 10 hours to Kyiv as other U.S. officials have in recent months because flying into a war zone is unsafe. He was to leave on a similar train trip and then, after crossing the border, head to Warsaw.

Sullivan said the White House would provide more detail, including the modes

of transportation that Biden used, in the days ahead, but cited ongoing concerns about the president’s security in declining to say more.

He described the president’s visit to Kyiv as “not a celebration but an affirmation of commitment, of the resilience of the Ukrainian people.” He said the president decided that sending that message was worth the risk of traveling to a country at war, where the United States has no troops on the ground and only a very small diplomatic presence.

It was an arduous journey for an 80-year-old president, who nonetheless appeared energized by the opportunity to come in person. Wearing a blue suit with a blue and yellow striped tie, the colors of the Ukrainian flag, Biden arrived in Kyiv at 8 a.m. local time. “It’s good to be back in Kyiv,” he told Ambassador Bridget Brink, who was waiting for him.

He took a motorcade through streets that had been cleared of any local traffic to Mariinsky Palace, where he was greeted by Zelenskyy, wearing his signature black sweatshirt with dark green pants and beige boots.

“Thank you for coming,” Zelenskyy said, shaking Biden’s hand.

Biden asked after Zelenskyy’s children. Asked by a reporter about his goal for the trip, Biden said it was to show that the United States was “here to stay,” adding, “We’re not leaving.”

During a meeting inside the palace, Zelenskyy thanked Biden again. “I really appreciate that President Biden, American society, have been from the very beginning” of the war “together with us.”

There was speculation swirling on social media all morning about a possible visit as police closed streets and Ukrainian officials hinted that an important dignitary was arriving. Crowds gathered at barricades erected outside St. Michael’s in the hopes of catching a glimpse of what was happening.

Biden arrived in Kyiv at a pivotal moment of the war, both at home and abroad. Some of America’s staunchest allies have pressed Ukraine to begin negotiating a peace deal that might involve giving up territory to Russia. And in the United States, some Republican lawmak-

ers have demanded an end to what they call “a blank check” for the war effort.

A new Associated Press-NORC Center for Public Affairs Research poll last week found public support for aid to Ukraine softening, with 48% of Americans in favor of sending arms, down from 60% in May. Biden sought to reassure Ukrainians: “For all the disagreement we have in our Congress on some issues, there is significant agreement on support for Ukraine.”

On Tuesday morning, Biden is scheduled to meet with President Andrzej Duda of Poland, and later that afternoon he will deliver a speech from Warsaw Castle. President Vladimir Putin of Russia is expected to speak the same day, creating a split-screen image of the two leaders making their separate arguments about the war.

Russia’s invasion of Ukraine has

turned into a long, brutal slog, with Ukrainian forces — backed by the United States and other Western allies — putting up a fierce fight. But Putin’s forces, bolstered by an army of private soldiers conscripted into service, have begun a fresh assault on those positions as Russia continues its practice of bombarding civilian infrastructure in cities across Ukraine.

Russia’s state media quickly started using Biden’s visit as evidence of the Kremlin’s claim that the West is waging a proxy war against Russia.

“We’re not at war with Ukraine, certainly not with the Ukrainian people,” the RIA Novosti news agency quoted an analyst as saying. “The Kyiv authorities embody an instrument of the collective West.”

Biden’s visit to Kyiv recalled the secret missions flown by Presidents George W. Bush, Barack Obama and Donald

Trump to Iraq and Afghanistan during the height of the wars in those countries. But bringing a president into Ukraine without the sort of U.S. troop presence that was on the ground in Iraq and Afghanistan, much less control of the airspace, presented a security challenge of a vastly different magnitude. U.S. warplanes were spotted flying over Poland near the border, but officials said they did not enter Ukrainian airspace.

Zelenskyy made his own high-profile visit to Washington just before Christmas Day last year, his first trip outside Ukraine since the start of the Russian invasion, as he pleaded with Western leaders to provide more support. Like Biden’s trip to Ukraine, Zelenskyy’s visit was kept secret until the eve of his arrival for security reasons.

Two days after Zelenskyy’s speech, Congress approved nearly $50 billion in

additional emergency aid for Ukraine, much of it military equipment aimed at allowing the country to fight back against Russia. That pushed the total amount of U.S. aid approved for Ukraine since the war started past $100 billion.

Initially, Biden and his top aides were reluctant to use the money to provide Ukraine with the most advanced weapons systems, capable of being used to attack deep into Russian territory.

Biden remains opposed to supplying U.S. fighter jets, but his resistance to sending other equipment has lessened.

“Believe me, Joe Biden’s visit is strategic,” Andriy Yermak, a top adviser to Zelenskyy, said in a statement. “A lot of issues are being resolved and those that have been stuck will be sped up. Our common goal is the victory of Ukraine over Russia and the triumph of Ukrainian soldiers and Western weapons.”

Norway’s premier wants long-term plans for Ukraine — and eventual talks with Russia

Store called on his European allies to devise a long-term strategy for handling the Ukraine war and for maintaining dialogue with Moscow.

A NATO country that shares a 122-mile border with Russia, Norway has a particularly delicate role in navigating Europe’s largest land war since World War II. In the wake of sanctions on Russian fossil fuels, the Nordic nation has become the main provider of gas to its neighbors, particularly Germany, Europe’s economic engine. But Norway has also maintained contact with Moscow over strategic interests in the Arctic.

In an interview with The New York Times on the sidelines of the Munich Security Conference, Store said Western allies would most likely need to eventually negotiate with Russia and its president, Vladimir Putin, echoing a point made by French President Emmanuel Macron on Friday.

“You cannot simply deal with the world in a way that takes a pair of scissors and cut out of the map everything you don’t like,” Store said. “Russia is, from a landmass point of view, the largest country on the planet. It is a big neighbor, a number of neighbors. And I want to see a future Europe where all countries, small and big, including Russia, can live in peace and security.”

Norway maintains a pragmatic relationship with Moscow, keeping lines of communication open and remaining committed to negotiating issues of common interest, such as fish stocks.

Norway does not have a policy of military nonalignment, as its neighbors Sweden and Finland once had. After Russia’s invasion of Ukraine, both Finland and Sweden

decided to join NATO, seeing the organization as the best safe harbor in a changed world.

Even as Norway has warned that it is now a prime target of Russian espionage — particularly in regard to critical infrastructure, such as underwater cables and pipelines — Oslo recently renewed its agreement with Moscow for managing Arctic cod, one of

the world’s most valuable fish stocks.

Store criticized Europe for not having a longer-term view of the conflict.

“It’s important that, as this war is raging, and we don’t see the endpoint, we should start reflecting on what the Europe postwar will look like,” he said.

Norway has begun to carve out a longterm approach, he said, pointing to parliamentary approval this past week of a fiveyear fund for Ukraine that will provide more than $1 billion worth of military and civilian funding to Kyiv annually.

“The important thing is not the sum of money. It’s the five years. And it stretches beyond the next parliamentary elections,” he said.

Store said the new fund would be built in part off the enormous profits Norway’s state-owned oil company made on increased oil and gas sales to Europe. Norway has become the biggest provider of gas to Germany, Europe’s largest economy, as Berlin has weaned itself off a dependency on Russian gas.

“Norway’s contribution to Europe has been to uphold gas exports and to increase them,” he said.

Pointing to Norway’s critical role for European energy supplies amid increasing concerns over Russian sabotage, he said he was expecting NATO to announce a plan, called for by Oslo and Berlin, to protect underwater infrastructure at its next meeting in Vilnius, Lithuania, in July.

US warnings to China on arms aid for Russia’s war portend global rift

When the top foreign policy officials from the United States and China appeared over the weekend at Europe’s premier global security conference, both stressed that their governments were not seeking a new Cold War.

Yet, new warnings by U.S. officials that China may be preparing to give weapons and ammunition to Russia for its war on Ukraine portend the worst of the old Cold War.

In that decadeslong shadow struggle, the United States, the Soviet Union and occasionally China poured military resources into protracted wars around the globe, engaging in bloody proxy conflicts from Korea to Vietnam to Afghanistan.

U.S. officials say that China, unlike Iran and North Korea, has over the year of the war in Ukraine refrained from giving material aid to Russia. U.S. President Joe Biden has stressed to Xi Jinping, China’s leader, that any such move would have far-reaching consequences.

There is no doubt that China’s entry into the war in that manner would transform the nature of the conflict, turning it into an epochal struggle involving all three of the world’s largest superpowers and their partners on opposing sides: Russia, China, Iran and North Korea aligned against the United States, Ukraine, and their European and Asian allies and partners, including Japan and South Korea.

Warnings to China from U.S. Secretary of State Antony Blinken — made in multiple settings on Saturday and Sunday, including on television — revealed that the Biden administration believes Beijing is close to crossing the line. And the fact Blinken spoke out publicly shows the desperation of the United States as it tries to dissuade Xi and his aides from doing so.

Officials in Washington and European capitals, including here in Madrid, one of the staunchest aid providers to

Kyiv, say that they are bracing for a new Russian offensive in Ukraine this spring, and that they need to do everything they can this winter to blunt Russia’s chances of breaking through Ukrainian defenses.

Blinken confronted China’s top foreign policy official, Wang Yi, when the two met Saturday night on the sidelines of the Munich Security Conference, telling him Washington believed that China was “considering providing lethal support to Russia in its efforts in Ukraine,” Blinken said in an interview with Margaret Brennan of CBS News.

“And I was able to share with him, as President Biden had shared with President Xi, the serious consequences that would have for our relationship,” Blinken said.

Blinken said the aid would consist of weapons and ammunition, but he did not give details on the underlying intelligence that the Biden administration presumably has acquired.

Right before Russia invaded Ukraine last February, Moscow and Beijing unveiled a 5,000-word statement declaring a “no limits” partnership, stirring anxiety in Washington and in European capitals.

The United States has tried to discourage China from giving Russia military aid in part by releasing intelligence findings, which has increased global public scrutiny of any potential Chinese actions to support the Russians. In March, U.S. officials told reporters from a few news organizations, including The New York Times, that Russia had asked China for aid. That disclosure took place right before Jake Sullivan, the White House national security adviser, was to meet Yang Jiechi, China’s top foreign policy official at the time, in Rome.

It was part of a wider strategic gambit involving use of intelligence by Washington to try to foil Russia’s war. In the months before Russian President Vladimir Putin began his invasion, the Biden administration quickly made public declassified intelligence to try to deter him from sending in his troops.

That did not work. The intelligence proved accurate — but Putin went ahead with his war.

The public comments by Blinken over the weekend, and private remarks by U.S. officials to reporters, was another chapter in that same strategy of intelligence disclosure by the Americans. U.S. Vice President Kamala Harris also warned China against supporting Russia in a speech to the Munich conference Saturday, and U.S. officials said they have shared intelligence with allies.

U.S. officials say China has deepened its ties with Russia during the war. And Thursday, on the eve of the security conference, Wang Wenbin, a spokesperson for the Chinese Foreign Ministry, said, “China stands ready to work with Russia to further advance our comprehensive strategic partnership of coordination for a new era.”

Wang is expected to go to Moscow in the coming days, a trip that U.S. officials are closely watching. Russia has said Xi will visit it sometime this year.

China has given Russia diplomatic support throughout the war, and its Foreign Ministry has officially pushed antiAmerican and anti-Ukrainian conspiracy theories that appear to have originated with Moscow and its allies and partners.

In January, the United States imposed sanctions on a Chinese company for giving satellite imagery to the Wagner Group, the Kremlin-aligned Russian militia that is fighting in Ukraine and is active in Africa and the Middle East. It has also penalized a few other Chinese companies for violating export controls against Russia, U.S. officials said.

The Russian military is still able to get Chinese-made commercial drones to use in the war, The Wall Street Journal has reported.

The United States has few, if any, good cards to play with China. Although the two nations remain robust trade partners, relations are at one of their lowest points in decades, made worse by the crisis that erupted over the Chinese spy balloon that entered the continental United States at the start of this month.

Some nations allied with the United States mentioned balloon violations in their own remarks over the weekend, and underscored other areas of dispute with China.

Yoshimasa Hayashi, Japan’s foreign minister, told Wang about “balloon-shaped flying objects” that had appeared in Japanese airspace, according to a readout of a meeting at Munich between the two officials released by the Japanese Foreign Ministry. Hayashi also cited Chinese and Russian joint military exercises near Japan, and China’s aggressive maritime actions around the Senkaku Islands, territory that Japan administers but that China claims.

Italy’s foreign minister, Antonio Tajani, said on Italian radio on Friday that Wang had told him that Xi plans to make a “peace speech” on the war in the coming days.

U.S. officials and some European officials say they are skeptical, asserting that Chinese officials are trying to make it appear as if China is a neutral broker seeking a peace agreement when, in reality, it is edging toward giving material aid to the Russian war effort.

Barry Pavel, a fellow at the Atlantic Council, a foreign policy research group in Washington, said in an online post that news that Xi was preparing a speech was “very troubling both for why China is doing this as it also is considering lethal support to Putin, and also what form the ‘peace plan’ may take and how that, too, will support Putin’s offensive.”

Despite help for Venezuelans in South America, many are still heading north

Food shortages triggered by Venezuela’s economic collapse pushed Victor Rojas onto a bus and across the border to Colombia. But soon after arriving, he was in a state of shock.

He had quickly gone from studying music at a university in Caracas, Venezuela, and performing in orchestras to playing violin for tips on the streets of Bogotá.

But within months of arriving, he had received a special residency permit meant to address a surge of Venezuelan migrants. Eventually, his street performances led to regular gigs at weddings and graduations and the permit allowed him to formalize the growing business and gain an economic toehold.

The permit program, created by Colombia in 2021 and supported by the United States, was hailed as innovative and generous, particularly for a country with little experience with mass migration flows, and was seen as a potential model for large-scale displacement in other regions.

In the United States, which contributed more than $12 million to the program, the effort came to be seen by policymakers as one way to address the migration crisis at the U.S. border.

During a visit to Colombia two years ago, Secretary of State Antony Blinken called the program “a model for the region, and in many ways a model for the world.’’

The program, which was announced by Colombia’s president then, Iván Duque, a conservative ally of the United States, grants temporary protected status to nearly all Venezuelans in Colombia, allowing them to live and work legally for 10 years, including many with no photo identification.

Rojas, 26, said his residency status “changed absolutely everything.”

“I had access to health care, I had access to banks,” he added.

By one measure, the program has been a major success — more than 2 million Venezuelans have registered for Colombian residency.

But by other measures, the policy is falling short, and many Venezuelans have left Colombia bound for the United States, contributing to a record number of Venezuelans who arrived at the U.S. border last year.

While there is no data available on how many Venezuelans with a Colombian permit have migrated, many Venezuelans making their way north say they decided to abandon Colombia because they could not earn enough to support their families.

Though Rojas has found financial stability

in Colombia, he said he had no plans to make the country his permanent home.

Growing up studying classical music, he said, he always dreamed of going to Paris and New York, cities “where everything that moves my soul comes from.”

Since 2016, Venezuelans fleeing economic ruin under the socialist dictatorship of President Nicolás Maduro, have settled mainly in Colombia, Peru and Ecuador.

But when word spread that Washington’s lack of diplomatic relations with Venezuela made it difficult to turn away migrants, many decided to risk a dangerous trek through the Darién Gap, a jungle linking South and Central America, creating a humanitarian and political crisis for President Joe Biden.

Venezuelan migration to the U.S. border exploded in recent years, to more than 189,000 crossings last year, from roughly 4,500 in 2020. This has made Venezuelans the second-largest migrant group, after Mexicans, entering the United States illegally.

For the United States, Colombia’s temporary visa program came to be seen as one way to address the surge, said Andrew Selee, president of the Migration Policy Institute in Washington.

“Over time, it acquired greater visibility as a means of managing migration in the hemisphere,” he said.

But in October, the Biden administration abruptly shifted gears and started expelling most Venezuelans, using a pandemic-era public health rule. At the same time, the administration created a new pathway that allows Venezuelans outside the United States to apply for humanitarian parole, though critics say the

process is cumbersome.

Since the United States started stopping Venezuelans trying to enter the country, the number of Venezuelans encountered at the border dropped to less than 100 a day in January from roughly 1,100 a day the week before the Biden administration’s announcement in October, according to U.S. Customs and Border Protection.

More than 7 million Venezuelans, onefourth of the country’s population, have left since 2015 — the second largest migration in the world after Ukraine — and about one-third have ended up in Colombia. The two nations share deep linguistic, cultural and familial ties, and the approach toward the growing migrant population was quickly one of inclusion.

When Venezuelans started arriving in large numbers, officials adopted an open-door policy by distributing various types of visas, before establishing the broader temporary permit program.

Rojas, for example, first received a residency permit in 2018, before he got temporary protected status in 2021.

It has not been without hiccups. Reaching applicants in rural areas without internet access or documentation was difficult, said Ronal Rodríguez, a researcher at Rosario University in Bogotá who has studied the permit program. Many employers, bank workers and health care providers do not recognize the permit, he added.

There have also been

long delays. While 2.5 million Venezuelan migrants have registered for the permit, less than 1.6 million have actually received one.

Experts cite these shortcomings as contributing to Venezuelans choosing to leave Colombia.

But many Venezuelans suggest a bigger reason: that even a seemingly generous migration policy cannot solve the low wages, lack of upward mobility and high inflation plaguing Colombia and much of Latin America.

“They are not leaving because of immigration policy,” said Ligia Bolívar, a sociologist from Venezuela based in Bogotá. “They still believe in the American dream.”

On a corner outside a hamburger restaurant in Cedritos, a neighborhood in north Bogotá nicknamed “Cedrizuela” because of its large concentration of Venezuelans, a group of delivery workers, all of whom were from the Venezuelan city of Maracaibo, were gathered.

They all had similar stories. They said they had gotten temporary permits, but had dreams of living elsewhere. They had worked in car washes, fast food restaurants and bars. None paid more than enough to scrape by.

In recent years, Venezuelans have become the engine of what many workers call an underpaid, overworked delivery economy in Colombian cities, where they deliver food and other goods by motorcycle or bicycle to wealthier people.

José Tapia, a 24-year-old delivery worker, used his phone to scroll through the payments — all less than $1. On an average day, he said, he made about $10, roughly the equivalent of Colombia’s daily minimum wage.

Another delivery worker, Santiago Romero, 39, has lived in six countries in Latin America over the past four years. But his ultimate goal is the United States; he has started the application process under the new parole program and hopes to join his brother in Las Vegas.

“He tells me, ‘Things are better here,’” said Romero. “That you have to work hard, but it’s better.”

America can’t go ‘wobbly’ on Ukraine

Russian lines, especially given that Russia has had time to build an “immense” network of fortifications in the Donbas region. Ukraine needs both quality and quantity to defeat the Russian military, and while dribbling small numbers of tanks, infantry fighting vehicles and other weapons into the fight is much better than nothing, it is likely to be far short of adequate for the demands of combat on this scale. Ukraine, after all, is confronting one of the world’s great powers — even if it is not quite as great as we may have believed a year ago.

Rather than press Ukraine to undertake offensive operations, the administration and Democratic and Republican congressional allies must impress upon the American public the extraordinary high stakes for America in the outcome of a war fought so many thousands of miles from our shores.

Americans, when President Volodymyr Zelenskyy of Ukraine addressed Congress last December. Tucker Carlson of Fox News derided Zelenskyy for wearing fatigues in the Capitol, saying he “dressed like the manager of a strip club.” Popular right-wing podcaster Candace Owens said, “I just want to punch him,” in response to a video of Zelenskyy thanking Americans for their support. Not to be outdone, Donald Trump Jr. called Zelenskyy an “international welfare queen.”

As we approach the first anniversary of Russia’s brutal and unprovoked invasion of Ukraine, two ominous trends are emerging at once. First, Russia is doubling down. It’s pouring fresh troops into Ukraine and launching new offensive operations.

Second, poll after poll after poll demonstrate that American support for Ukraine is slipping away. While Americans have sympathy for Ukraine, declining percentages are willing to spend American resources to keep Ukraine in the fight.

Yet the outcome of the war is simply too important — to America as well as Ukraine — to allow our support to falter. On the war’s anniversary, it’s time for a concerted effort to persuade Americans of a single idea: We should support Ukraine as much as it takes, as long as it takes, until the Russian military suffers a decisive, unmistakable defeat.

Instead, domestic agreement is fraying. As The Washington Post reported last week, the Biden administration is telling Ukraine there are no guarantees of future support, and it’s “raising the pressure” on Ukraine “to make significant gains on the battlefield” in the short term while Western aid still flows.

According to the Post, the administration is even qualifying the meaning of President Joe Biden’s State of the Union pledge to support Ukraine “as long as it takes.” It quotes an administration official saying, “‘As long as it takes’ pertains to the amount of conflict,” but “it doesn’t pertain to the amount of assistance.”

This is a dangerous notion. Despite the remarkable success of the Ukrainian military thus far, pushing Ukraine to mount a premature offensive could have catastrophic results. It will take time for Ukraine to receive the deliveries of advanced Western tanks, for example. And deploying those tanks before Ukrainian soldiers are fully trained and before Ukraine has a maintenance infrastructure in place could result in unacceptable losses and squandered resources.

Compounding the challenge, the modest numbers of new Western weapons may not be enough to decisively break

One of the miracles of modern life is that it has been generations since the great powers have gone to war against one another. The humanitarian catastrophes of the first two world wars are the stuff of history books for everyone but the last surviving veterans of World War II. But those same history books teach us that large-scale European conflicts implicate vital American interests and draw Americans into deadly conflict. There is no better way to prevent American men and women from dying in European battlefields than helping Ukraine defeat Russia and thereby deterring a general European war.

What‘s more, if Russia defeats Ukraine, a dangerous precedent will be set. Nuclear-armed powers will prove they can invade smaller foes and then rattle the nuclear saber to deter an effective response, creating a one-way ratchet toward territorial aggression. Ironically enough, the effort to placate Russia to avoid escalation is likely to result in more aggression from nuclear-armed foes.

Moreover, if Russia ultimately defeats Ukraine, Vladimir Putin will have a message for his people: Russia confronted Ukraine and NATO, and Russia won. Russian victory will have a galvanizing impact on illiberal and authoritarian movements in the West. Western retreat from a winnable war will prove in many quarters the Russian critique of the “woke” West, that it is simply too self-indulgent, decadent and individualistic to survive and thrive.

Make no mistake: This is a winnable war. Yes, Ukraine alone cannot withstand Russia over the long term. It lacks the personnel and the industrial base. But American industrial output dwarfs Russia’s, and our superior arms can help address the personnel gap. Better weapons can overcome the challenge of fewer people. America, the arsenal of democracy, has the capacity to help Ukraine win even a long fight. The question is whether we have the will.

American defenders of Ukraine will have to make their case repeatedly, persuasively and firmly. They’ll have to overcome not only the natural reluctance of the American people to spend large sums abroad when there are undeniable problems at home but also a vicious and vitriolic new right that hates the Ukrainian cause and is spewing that hatred to an audience millions strong.

Consider these words, from prominent right-wing

Insults are not arguments. But insults can be answered by arguments. And the argument for defeating Russian aggression, destroying the offensive capability of the Russian military and thereby potentially deterring future aggression in Ukraine and beyond is overwhelming. Ukraine needs American aid to win its war, and America can help Ukraine win while expending a fraction of the cost of the American defense budget.

In 1990, as the United States and its allies mobilized their militaries to respond to Saddam Hussein’s brutal and unprovoked invasion of Kuwait, Prime Minister Margaret Thatcher of Britain told President George H.W. Bush, “This is no time to go wobbly.” At that moment, American troops and American treasure were on the line. Now only American treasure is at stake. But the same words apply; they apply to Biden, to Congress and, crucially, to the American people. This is no time to go wobbly.

It’s awful to say this about any war, given the horrific loss of life, but this one is winnable. And Russian aggression cannot prevail.

EL CAPITOLIO – El presidente del Senado, José Luis Dalmau Santiago, radicó varias medidas para que el gobierno estatal atienda con premura el problema de alumbrado en las principales carreteras del país y así minimizar el riesgo de accidentes que esto puede provocar.

“Ante el riesgo inminente que representa la falta de iluminación en las carreteras del país, la Asamblea Legislativa, mediante esta medida, ordena que, de manera inmediata, los entes correspondientes del gobierno central resuelvan el problema de iluminación que enfrentan, ya sea mediante la reparación del alumbrado o instalando un nuevo sistema”, expresó Dalmau Santiago.

El líder senatorial radicó las RCS 383, 384, 385, 386, 387, 388, 389 y 390. Estas piezas legislativas ordenan al Departamento de Transportación y Obras Públicas (DTOP) y a la Autoridad de Carreteras y Transportación (ACT), realizar las gestiones necesarias con LUMA Energy, la Autoridad de Energía Eléctrica (AEE), o cualquier otra

entidad, para trabajar en la instalación de alumbrado en diversas carreteras.

Como ejemplo la RCS 383, busca atender el problema de iluminación en la carretera PR-18, que conecta a Caguas con San Juan. La RCS384 para atender Carretera PR-17 en la jurisdicción de los Municipios de San Juan y Carolina. PONCE – El gobernador Pedro Rafael Pierluisi Urrutia restó importancia el lunes a los acontecimientos ocurridos en una vista pública en la que fue citada la vicepresidenta del Partido Nuevo Progresista (PNP), Jenniffer González Colón luego de sus expresiones sobre supuestas amenazas a empleados públicos por sus afiliaciones políticas.

“Por lo que vi, ella tuvo la oportunidad de expresarse, y no sé si tomará un paso adicional, pero ella fue puntual en lo que dijo, estaba bajo juramento y estoy seguro de que dijo la verdad”, dijo Pierluisi Urrutia a preguntas de la prensa.

“Eso fue un asunto político y llevar a cabo ese tipo de vistas pues te expones a eso, a que se torne un intercambio más bien político. Pero eso quedó atrás. Yo no estaba ahí”, agregó.

Para el gobernador, el asunto no debió llegar hasta ese punto pues ha mencionado que no ordenó intervenir con empleados públicos.

‘Vesper’

This month’s picks include aliens, pandemics and post-apocalyptic romance.

‘We Are Not Alone’

This British goof will remind many of Edgar Wright’s early genre comedies “Shaun of the Dead” and “Hot Fuzz,” except that it’s more laid back and more gently paced. (Fans of classic TV satire may also suss out a certain Coneheads vibe.) Written by Laurence Rickard and Ben Willbond, both alums from the excellent British version of “Ghosts,” the movie starts with blue-haired Gu’un aliens swiftly taking over Earth. Running the place is less easy, especially when it comes to Territory 78, formerly known as Britain. The new overlords move the capital to Clitheroe — which the aliens mispronounce exactly as you’d imagine — where the commander Trater (the brilliantly droll Vicki Pepperdine, from “Getting On”) chooses the willfully underachieving Stewart (Declan Baxter) as her guide to local mores.

Most of the humor is derived from the aliens getting used to human behavior, as well as from the good cop/bad cop between Trater and her second-in-command, the stern, authoritarian Gordan (Mike Wozniak). A subplot about a resis-

tant group named the Anti-Alien Alliance is less effective, but every time the action switches back to the central Gu’un trio, which also includes the hapless Greggs (Joe Thomas), the movie is on firm comic ground. Look for the cameo from Rob Delaney as the head of Territory 3. Stream it on the Roku Channel.

‘Ashgrove’

The new film by Canadian director Jeremy LaLonde (“James vs. His Future Self”) has a terrifying premise: As a new virus spreads in water, people are left with a choice between dying from thirst and dying from illness. After millions perish and with an extinction event expected within five years, scientists all over the world are racing against the clock to find a vaccine. One who is getting close is Dr. Jennifer Ashgrove (Amanda Brugel). Until, that is, the stressed-out scientist experiences a blackout and is packed off for some enforced rest in the countryside with her husband, Jason (Jonas Chernick). At that point, which is pretty early on, “Ashgrove” turns into a relationship drama, especially as we soon realize that the couple is experiencing some strain — think “Scenes

From a Pandemic Marriage.” Jennifer feels Jason is behaving unkindly, and it’s often unclear whether he is or she’s projecting because of other issues. But as soon as

The title character of Kristina Buozyte and Bruno Samper’s remarkable European production is a 13-year-old girl (Raffiella Chapman) trying to survive in the post-apocalypse — ironically, Earth ended up being ravaged by the genetically engineered viruses and organisms that had been invented to fight off environmental doom. A title informs us that we are in “the new dark ages,” and it does feel as if the world is enduring medieval times all over again, albeit with lab-created beings and freakish mutations. As evocative as “Vesper” is, the film is also fearlessly bleak, without any of the sentimentality that drags down much American young adult material (a tag that could apply here because of the protagonist’s age). The plot revolves around Vesper meeting a denizen of an elite Citadel compound (Rosy McEwen), but what matters most is the film’s visual artfulness and its poetic world-building. Some details, including the squishy exploration of a drone’s innards by Eddie Marsan’s amorally pragmatic character, are straight out of a David Cronenberg nightmare — a high compliment, and a most apropos reference for a biopunk narrative.

‘A Guide to Dating at the End of the World’

The moral of this Australian speculative romantic comedy boils down to: Be careful of sweeping statements made at (possibly well-lubricated) dinner parties. After her friends try to set her up with the geeky John (Tony Brockman), Alex (Kerith Atkinson) loudly declares to the other guests that she wouldn’t date him if he were the last man on Earth. But guess what: She wakes up the next morning in a spookily deserted Brisbane, and eventually runs into John, who does appear to be the last man on Earth. He has spent the mysterious apocalypse — the cause seems to involve

the Hadron Collider and orgasms — acquiring a better haircut and developing not just survival skills but conversational ones, too. Alex warms up to him and realizes that he might not be as repellent as she initially thought. The title of Samuel Gay’s movie is actually a little misleading because Alex’s problem is not so much dating (which implies options she does not have anymore) as it is settling: Is John now attractive because he is the only man around, or is he really her soul mate? It’s a great question, even if Gay does not fully exploit it. Still, the relaxed pace and the charm of the very Aussie jokes (watch for the Crowded House one) make this an congenial entry in the busy sci-fi rom-com subgenre. Rent or buy on most major platforms.

‘Residents of Arcadia’

Remo (Nick Preston) and Mira (Ishaval Gill) may be on a budget but they have found a way to experience the sweet comforts of Canadian life: via online avatars. Remo lives vicariously as a motivational speaker named Steve (Michael Stephen Perry) while Mira is a “lifestyle entrepreneur” named Anika (Kamantha Naidoo). Virtual reality is a pretty common subject in film these days, but writer-director Dom Cutrupi’s spin brings a frisson of novelty. “Residents of Arcadia” (the title refers to a cyberworld with branches in many countries) keeps hesitating between satirizing a certain kind of vacuous existence — an exasperated Mira seems to revolt against her programming, exclaiming “I was in a bikini all the time, for no reason at all” — and looking at ways people might try to integrate into new cultures. The best idea, however, is the description of a two-tiered internet, here called Common Internet and Internet Prime. Needless to say, Arcadia is located in the upper tier so when Remo and Mira run out of money, they lose their access and thus their alter egos. Cutrupi has quite a few good ideas, which is quite a few more than most low-budget movies, but he is unsure of what to do with them. For now, “Residents of Arcadia” at least makes for a good conversation starter and brain teaser.

Nausea, wobbling, confusion: dogs are getting sick from discarded weed

On a recent weekend, Lola Star’s dog Dazzle, a mini goldendoodle just shy of 2 years old, ate a joint she found on the ground in the borough of Staten Island. It wasn’t the first or even the 10th time the dog had done this, Star said with a prolonged sigh.

She had not seen it happen, but there was a telltale sign. “I was taking her out of the car, and I saw her little head bobble,” Star, who lives in the Prospect Park South neighborhood in the Brooklyn borough, said. “That’s when you know your dog is stoned.”

Her dog is not the only unwitting weed consumer. Now that marijuana is widely available in New York City — after the city legalized adult recreational use of the drug in 2021 and the first legal dispensary opened in December — veterinarians are saying they’ve recently noticed a steady increase in the number of cases of dogs accidentally eating cannabis products. And pet owners say their dogs are running into more dropped cannabis on streets and sidewalks during walks.

Veterinarians who used to see a case once a month now say they see several a week. Though most dogs recover, the symptoms can be scary: loss of balance and difficulty walking, nausea, sleepiness and even hallucinations. And some owners do not see right away when their dogs eat a small remnant of a joint while out on a walk.

Though dog owners are used to having to steer nosy pets away from trash, food and other dangers on the sidewalk, the weed is a new risk that’s suddenly everywhere, Star said. And so dogs like Dazzle get sick again and again.

“It’s always been a little bit of a problem, but as of late, we are seeing a rise in cases now that marijuana has been legalized here” in New York, said Dr. Gabrielle Fadl, director of primary care at Bond Vet, which has offices throughout the East Coast.

There are no precise figures about the number of dogs picking it up on the street, but the data show they are get-

ting sick from weed more often in places where recreational use is legal.

The trend is not exclusive to New York City. In the past six years, there’s been a more than 400% increase in calls about marijuana poisoning to the Pet Poison Helpline, a 24-hour animal poison control center — with most reported in New York and California. Last year, the American Society for the Prevention of Cruelty to Animals’ Animal Poison Control hotline fielded nearly 7,000 calls for marijuana toxicity, an 11% increase from the previous year.

Here’s what to do if it happens to your pet.

Call a veterinarian or poison help line.

Veterinarians said they had seen cases of pets eating marijuana in a variety of forms: flower, discarded joints, edibles and even vape cartridges.

The best protection is to train your dog to leave those items alone. When they do get into the substance, the first step is to reach out to a poison help line or call your veterinarian’s office, experts say. (The help lines charge between $85 and $95 for a consult.)

Let them know what happened, especially if the cannabis belongs to you. The details, such as the THC strength, could be helpful. It’s natural to feel afraid or even embarrassed, but don’t hold back the details, said Dr. Sarah Hoggan of VCA California Veterinary Specialists. Loss of balance and dilated pupils can be symptoms.

There is no clear test made to confirm whether dogs are intoxicated, said Dr. Ryan Fortier, medical director at All Ears in downtown Brooklyn.

But there are some clear signs.

Fadl said that the behavior of a dog that has eaten cannabis can be “pretty alarming.” Generally the pet appears a “bit wobbly” and has difficulty balancing and walking, she said. They will likely also be pretty sleepy and dribble urine.

Their eyes will probably be dilated, Hoggan said. They might also be very startled or scared when touched, she added.

tion, a dog’s vital signs — body temperature and heart rate — typically plummet, which can be dangerous, Fadl said.

Vets emphasized that timing is key. The sooner you take your dog to its veterinarian, the greater the chance of removing the toxin from its body through methods such as inducing vomiting or administering an enema.

Don’t worry: Most dogs recover.

The risks depend on the size of your dog and the amount of the drug it has consumed.

Fadl said that treatment for most cases typically included intravenous fluids and careful monitoring of vital signs.

“In general, the good news is most dogs that ingest marijuana will be OK with treatments and sometimes without,” Fadl said.

But for particularly large doses of THC, the psychoactive ingredient in cannabis — such as when a small dog consumes food or candy infused with it — there can be risks of heart arrhythmia or seizures, she said.

Hoggan said those dealing with pets that consumed THC should monitor them closely, keep them warm and place them away from other animals.

There’s a “low probability” of lasting neurological damage, she added.

Best practices for avoiding accidental high times.

Kimberlee Cruz, a dog trainer who also works as a vet assistant at the Veterinary Care Group in Brooklyn, said that reinforcing the “leave it” and “drop it” commands could help dogs prone to scavenging city streets or getting into trash in future weed encounters.

“If the dog likes eating things off the ground,” she said, she recommended “a short leash and being aware of your surroundings, making sure you know you’re not on your cellphone.”

She also said to place any marijuana products out of the reach of enterprising pets.

Lindsay Lamb, whose dogs Lulu and Murphy have both accidentally eaten joints while walking in her neighborhood of Prospect Park South, said she had started telling people about the dangers of throwing their leftovers on the ground.

“I feel like people drop them thinking they’re organic,” Lamb, 35, said. “I tell them when it happens I have to take them to the emergency room.”

In troubled times, the sports world offers a necessary salve

“When you are seeing the greats play at their peak and bend the limits, it feels like a spiritual moment because you are being transported,” said Varun Soni, dean of religious life at the University of Southern California. “You get so caught up in the moment. You are not thinking about your phone, your ego or your job. It’s just this great game in front of me, that great player and the drama of it all.”

They all had favored teams, or players who had turned them into rabid fans. They all said they felt the hallowed pull of sports at peak form.

Mark Borovitz — rabbi emeritus at Beit T’Shuvah in Los Angeles and a lifelong Cleveland Browns fan who grew up idolizing Jim Brown — drew a parallel between Mahomes at the Super Bowl and Moses and the story of the Exodus: a stirring leader guiding his people through travails, helping them “constantly move forward as a community, no matter the obstacle.”

For sports fans and even casual observers, the past three months have offered a kaleidoscope of redemption and resurrection, of pain, loss, frailty and sublime athletic excellence. Three months, showing, once again, how our favorite games can affect us.

Did you feel it? The soulful, spiritual nature of what has become one of our great faiths — sports. I’m a religious agnostic who is critical of much in the sports world, but I sure did.

Soni knows a thing or two about the games we love and the spiritual side. Not only is he a religious scholar, he’s also a longtime fan of the Los Angeles Clippers, which means he endures countless miseries but finds a way to retain hope.

“Watching greatness, LeBron, for example, or Messi, it’s like you’re just in the pure moment of the unfolding of revelation,” Soni said. “It’s much the same as people described standing in front of the burning bush. Or the way being in a house of worship can take our breath away. Or, when we are looking at an incredible sunset.”

Sport is not better than any religion. But it is a form of religion. To crib from former baseball commissioner Bartlett Giamatti as he once described baseball’s ethereal effects, it possesses “a purchase on our souls.”

This isn’t exactly new. Our long-ago ancestors conceived of sports as having a divine purpose. Often, games were part of religious rituals meant as offerings to the gods or ways to communicate with spiritual powers. Stadium venues have long been compared to cathedrals, and modern-day athletes to modern-day gods. None of that is off the mark.

But in our time, with its division and angst — and with more of us dropping from the fold of organized, traditional faith — perhaps the need for sports as a salve is more significant than ever.

As I thought of this column, I reached out to contacts from my time covering faith as a beat. I called on a minister, a rabbi, a Buddhist monk and an imam.

My idea of the spiritual includes the exquisite awe sparked by jaw-dropping human excellence — no God required. So I also spoke to a baseball-loving former pastor who left the pulpit when he

Beyond the back-and-forth dramatics on the field, what struck me about attending this last Super Bowl was the unity I witnessed among fans of all kinds. I expected to see more anger and division, and even some fights. Instead, I saw Philadelphia Eagles fans, Kansas City Chiefs fans and supporters of teams who were not playing, all walking, eating and cheering together.

When Rihanna sang from that airborne platform at halftime, she held sway with the power of an evangelist. It seemed as if all of the 68,000 fans in attendance were swaying together for a while, transported from their troubles.

All is not pristine, of acourse. As an example, consider Woods. Like so many of our athletes, he was once held up as an example of purity and magnificence. Then came the revelations — his manifold flaws in full view. Even now, as he nears 50, there is a side of him that seems confoundingly juvenile, as we saw this week when he pranked a playing partner with a sexist, frat house move: Here, take this tampon, you play like a girl.

Our favorite athletes have feet of clay, just like the rest of us. They are far from perfect; same for the sports they play or the leagues they are a part of. Scandal seems to go hand in hand with all religions.

“There is an underbelly to sport that cannot be denied,” said Gotham Chopra, a filmmaker who, with the backing of Brady and Michael Strahan, runs the media company Religion of Sports. “It’s like the dichotomy of faith, and the thing is, you don’t have to believe it. You show up at the Super Bowl or the World Cup, and you see it. The sacred and the profane.”

The underbelly is a reminder that nothing in our world is pure.

Luckily, as we’ve been reminded these past few months, the greatest of our athletes and the greatest of our games, however flawed, also have a knack for transcendence that stirs the soul.

Anderson Comás, a minor leaguer in the Chicago White Sox organization, revealed Sunday that he is gay, becoming only the second active player affiliated with a major league team to make such a public announcement.

In an Instagram post, Comás warned “homophobic” readers that the message would not be for them and then said he is “proudly and happily part of the LGTBQ+ community.”

Comás, 23, signed with Chicago out of the Dominican Republic in 2016. He has spent most of his career as an outfielder but converted to a full-time relief pitcher in 2022. He had a 6.35 ERA in 11 1/3 innings with Chicago’s rookie league team in Arizona last season, battling with some control issues but striking out more than a batter per inning.

After Comás’ post was published, the White Sox showed support for the decision, saying on Twitter, “We are all so proud of you, Anderson!” The team also released a statement in support of the young player.

“Anderson first shared his news with us last year,” Chris Getz, Chicago’s assistant general manager for player development,

said in the statement. “And I was very pleased that he was comfortable sharing with us in player development.

“I also was happy at the reaction across the organization, which as you would expect was to support, help and congratulate a teammate. With his social media post today, we all are so proud of Anderson and

that he is comfortable sharing such an important personal part of his life so openly.”

No major leaguers have revealed publicly, while they were active players, that they were gay. But Glenn Burke, a rising star with the Los Angeles Dodgers in the late 1970s, was known to be gay by many of his teammates. Burke was badly mistreated by

multiple teams in the majors, including the Dodgers, and died of complications from AIDS in 1995. The Dodgers, acknowledging that mistreatment, celebrated Burke’s life at their annual Pride Night last summer.

Billy Bean, an outfielder for multiple teams from 1987 to 1995, revealed he was gay after his career was over and in 2014 was named MLB’s ambassador for inclusion.

In addition to Burke and Bean, David Denson, a minor league first baseman in the Milwaukee Brewers organization, publicly revealed he was gay in 2015. Denson retired after the 2016 season.

The rarity of Comás’ announcement is not limited to baseball. Only a small handful of players in the other major U.S. men’s sports leagues have declared that they are gay.

Comás said in his Instagram post that he wanted to push back against the belief by some that being gay limits what a person can accomplish.

“I’m doing this cause I wanna be an inspiration for those like me out there fighting for their dreams,” he wrote. “Please don’t listen to those stupid things that people say about us, fight for your dreams, believe in yourself and go for it.”

The NBA’s slam dunk contest has lost some of its luster in recent years, as the biggest stars have opted out. But that did not matter Saturday night as Mac McClung, who has played in only two NBA games in his career, delivered one eye-popping dunk after another to win.

By the time McClung, who plays for the Philadelphia 76ers’ development league affiliate, went for his final dunk, the trophy all but had his name on it. Fans stood and players crowded the court to see his finale.

Wearing his high school jersey on his fourth attempt, McClung finished a spinning reverse dunk and yelled, “It’s over,” as the crowd cheered. He ended up with perfect scores of 50 on three of four dunks.

Kenyon Martin Jr., a Houston Rockets forward, had two exciting dunks. For one of them, he had help from his father, former NBA star Kenyon Martin Sr., who threw a pass that Martin reverse slammed. But both of his dunks took multiple attempts, hurting his score, and he missed the finals.

Jericho Sims of the New York Knicks did not receive as much of a crowd response as he made two dunks in which he put his arms inside the hoop. On the second one, he attached a card to the rim with “50” written on the inside, hoping for a perfect score, but he did not get one and was eliminated early.

Anderson Comás began his professional career as an outfielder, but he has since switched to pitching. The N.B.A.’s slam dunk contest has lost some of its luster as the biggest stars have opted out. But that didn’t matter on Saturday as Mac McClung, who has played in two N.B.A. games, delivered one eye-popping dunk after another.

A big-wave photographer faces frigid water, sharks and currents to get the shot

When a run of massive winter swell is forecast at Mavericks, the iconic big-wave surf break 25 miles south of San Francisco, Sachi Cunningham is typically up in the predawn darkness, pulling on her wet suit and readying her camera gear.

Cunningham, an ocean photographer, is at Pillar Point Harbor in Half Moon Bay by the time the first light hits. The nervous energy is palpable as Jet Skis and small boats rumble to life, and surfers and their teams ride out to the break, a half-mile offshore. Cunningham knows all the faces; she’ll often hitch a ride out with big-wave surfer Bianca Valenti, whom she has been photographing for a decade.

One by one, the surfers drop into the frigid water with their surfboards. Cunningham follows them and swims around in the lineup. So fluid are her movements — even while holding a 20-pound waterproof camera — that she has earned the nickname Seal Pup, bestowed by her friend Lance Harriman, a longtime local surfer.

To understand the challenges of the work, imagine swimming around in a cosmic washing machine filled with mortal hazards: icy water, sharks, currents, numerous bodies on 10-foot surfboards jockeying to catch waves that can grow up to 50 feet. As surfers take off at the peak of the wave, Cunningham waits and watches around the impact zone, holding on long enough to get the shot and mindful of the rapidly closing window she has to swim down deep and fast enough to escape the hundreds of tons of water falling on her head. She is often the only photographer swimming in the water at Mavericks, female or not.

“You don’t want to get the same shots as everyone else on the boat,” Cunningham said. “That’s why I swim — or one of the reasons, anyway.”

Since 2014, she has been working on a documentary film about the bigwave surfers Valenti, Keala Kennelly, Andrea Möller and Paige Alms, and their fight for equity in the sport. We spoke recently about the obstacles that remain for women in the lineup, even for Cunningham as a veteran photographer and filmmaker covering these athletes. This conversation has been edited lightly for clarity and length.

Q: How did you start capturing surfers trying to conquer these mountains of water?

A: When I was a teenager, I saw a documentary about Aaron Chang, who was part of this pioneer wave of water photographers. Years later, I was living in Japan after college and saved $6,000 to buy a film camera with a custom waterproof housing. I went to an island in the south of Japan where there was this

tiny community of surfers from Tokyo and Osaka. Once I got in the water with that camera, I was like, “Oh, this is me. This is where I’m supposed to be.”

I went to grad school at University of California, Berkeley, for documentary film, and I’ve worked in film in Los Angeles and internationally for PBS “Frontline” making documentaries. During that time, I kept getting back in the ocean around the world, learning more and more about how to handle myself in heavy conditions.

I moved back to San Francisco to teach multimedia journalism at San Francisco State University in 2012, and had my daughter, Nami (which means wave in Japanese). Not long after that, I met Bianca during the big-wave season at Ocean Beach and started swimming out with her.

On the first day of big winter swell at Ocean Beach this season, I shot Bianca in an incredible barrel. It’s a testament to us working together and to our 10-year relationship of doing this. It’s a dance that you do. The surfer is your dance partner.

Q: You’ve long pushed for women to get their due in the big-wave-surfing community. What’s your view on how things have changed in the sport, and how they haven’t?

A: Back in 2015, I introduced these big-wave women to Sabrina Brennan,

the former harbor commissioner for San Mateo County. Sabrina had the idea to use California law to force organizers to include women at any Mavericks surf competition, an event that was governed by permits issued by the California Coastal Commission.

The women formed the Committee for Equity in Women’s Surfing, and that pushed for pay equity on the global professional surf tour organized by the World Surf League. That was big. Bianca, Keala, Andrea and Paige are ultimately competitors with each other. It’s a big deal that they came together to fight for a place at the table with contest organizers like the WSL for inclusion and pay equity.

The prize money is now equal, but surfing as a sport still has work to do. Look at the world tour — the WSL allows twice as many men to compete as women. The runway isn’t equal, the development of the bench isn’t equal, and that’s where I see the real work needing to be done.

Q: You’re on the final stretch of finishing a feature documentary about how this yearslong quest unfolded. How has that process paralleled what you’ve seen in the sport?

A: I started shooting photos of women on waves because I never saw photos of women surfing. You don’t have to know anything about competitive surfing to know that when you see an image of a woman on a big wave for the first time, it changes what you think is humanly possible.

These women have fought for the chance to compete on the same waves and, when they win, to get paid equal prize money to the men. I’m a female filmmaker trying to tell this story — it’s a little wild how hard that has been to do.

Ambition as a woman is an endurance sport. It’s like that dance photographers do with surfers and waves: We’ve learned how to dance; we’ve made it to the dance floor. We just need someone to turn on the lights so we can start the party.

On opening day at Mavericks in November, Bianca took 16-year-old Zoe Chait out to get her first wave. That’s the kind of mentorship I’m advocating. Momentum breeds success.
