sland Health Secretary-designate Carlos Mellado López told members of the island House of Representatives on Thursday that he signed an administrative order giving priority for the next four weeks to the vaccination of adults over the age of 65 and would impose a $5,000 fine to discourage vaccine providers or people who are not yet in their vaccination phase from getting vaccinated before that phase is reached. However, he said that at times to avoid a missed dose, the dose is given to people out of phase. “However, this is the exception, and not the norm,” he said during a committee-of-the-whole process during which lawmakers asked him numerous questions about the way the Health Department has handled the coronavirus pandemic. Mellado López also revealed, in response to a question from Puerto Rican Independence Party Rep. Denis Márquez, that he ordered an audit into the purchase of COVID-19 tests after the agency hired a firm last year that was unqualified to deliver them, but he is awaiting the results. He also said he will allow the Center for Investigative Reporting to obtain access to certain vaccination ledgers the media outlet requested to determine if the vaccination protocol was followed. To accomplish the vaccination of the population of Puerto Rico, Mellado López, who has yet to be confirmed by the Senate, said the agency has 400 vaccine providers certified by the federal government. Currently, 239 providers have received and administered vaccinations. “This is due to the limited number of doses received, which amounts to 41,450 doses of vaccines weekly,” he said. “The allocation of vaccines to each provider must be consistent with their role in each of the established phases.” As of Wednesday, some 526,225 doses had been received, of which 442,416 had been distributed, the designated Health secretary said. “It is important to note that we are constantly receiving vaccines and they are being distributed in accordance with the plan described above,” Mellado López said. “Of the doses administered, 289,974 have been recorded. The reason for the difference in this number is that, in some cases, the vaccine registration is manual and there is a delay in data entry into the system.” The figures show that 219,649 people have been vaccinated with at least the first dose of the vaccine, while 70,325 have been vaccinated with both doses. Vaccination began in Puerto Rico in mid-December. “Likewise, it is important to remember that both vaccines are authorized by the federal Food and Drug Administration [FDA] and require two doses, which are administered on different dates,” the Health chief added. “As the vaccine supply increases, this number will increase dramatically.” The vaccination process is being carried out in different
centers, such as those set up by the National Guard, 330 Centers, IPAAs, and Walgreens and CVS pharmacies. In the case of pharmacies, they began vaccinating in long-term care centers on Jan. 4, he said. Since then, the agency has reached 19,070 residents living in those centers. Vaccination of that population is expected to be completed in the next three weeks. Regarding the loss of vaccines, Mellado López emphasized that in Puerto Rico only 200 vaccines were lost, after a confusing incident in a hospital. “Although it is true that this loss is unacceptable, we are far below the incidents that have occurred in other states in terms of losses,” he said. “To this we add that approximately 6,000 additional doses have been extracted in the vaccine containers, doses that have been administered immediately.” The Health Department has also handled more than 1 million tests for COVID-19. They are distributed in 1,095 million antigen tests, of which more than 38% have been distributed, mainly in the so-called COViveo events. “We have also received around 937,000 serological tests, of which more than 51% have been distributed,” Mellado López said. Regarding molecular tests, which are more efficient, the agency has received some 575,000 tests. From Oct. 27, 2020 to Jan. 31, 120 COViveo events were held, covering 71 of the island’s 78 municipalities. Mellado López said 111,638 tests were performed in these events, of which 2,613 yielded positive results. He also spoke about the Municipal System for Case Investigation and Contact Tracing, which is a project that has offered each municipality economic resources, a guide to establish a response to COVID-19 and supervision so that they are integrated into the national response. Currently, 77 municipalities are fully integrated into the system. The objectives of the program consist of the initial investigation of cases, referring the cases to the central monitoring system, monitoring and inspection, and education. The municipal system that the Health Department has developed has allowed an increase in the personnel available for tracking, reaching the number of 600 people. With this, the agency has managed to investigate 89% of the cases, which allows the weekly publication of information to be more accurate, Mellado López said.

Governor loosens a few pandemic restrictions in new executive order By JOHN McPHAUL jpmcphaul@gmail.com

ov. Pedro Pierluisi Urrutia presented on Thursday the new executive order for managing the coronavirus pandemic with changes in the curfew hours. It will be in force until March 14, 2021. “We have had the lowest [rate of positive COVID-19] cases since the summer of 2020,” Pierluisi said in a virtual news conference. “This is because people are complying. That is good news, but we cannot let our guard down.” The current executive order expires Sunday. “I have accepted several recommendations from the scientific community, with four weeks’ time to have an effect on infections,” the governor said. “The modifications are limited so that the health measures continue.” Pierluisi also insisted on the need to open schools. “That for me is a social tragedy that we have to remedy,” he said. The new executive order leaves in place the restrictions of the previous order, although it modifies certain areas such as the nighttime curfew, which will be in effect from 12 a.m. until 5 a.m. Commercial establishments may remain open until 11 p.m. Also, occupancy at commercial establishments will be in-
creased to 50 percent, except for restaurants, which will remain at maximum 30 percent occupancy. In both cases, the six-foot social distancing requirement is maintained. Although the order will be in effect until March 14, Pierluisi said it recognizes the possibility of opening schools, consistent with the recommendations of the American Pediatric Association, the Centers for Disease Control and Prevention, chief White House medical adviser and epidemiologist Anthony Fauci, and the public policy of President Joe Biden.
During the term of the order it is established that the return to classes will be regulated by the island departments of Education and Health. Likewise, the Health Department is ordered to establish, in conjunction with the Family Department, a protocol for allowing visits to care centers for the elderly in a limited and controlled manner, and avoiding infection risks. The departments of Health and Correction and Rehabilitation are ordered to do the same regarding visits to prisons.
As for sporting events, sports and recreation activities will be allowed as long as they comply with the established regulations. Therefore, the Recreation and Sports Department is directed to publish a departmental memo on those regulations. Private schools, like all commercial establishments, are encouraged to register in the bio portal of the Municipal Case Investigation and Contact Tracing System. “It has always been my guiding principle to seek balance, listening and being attentive to the health and economic sectors in order to make decisions that safeguard the health of all, but also that do not further harm our already battered economy,” the governor said. “Our collective goal is to return to a new normal, but for now we must all continue with preventive measures to protect ourselves from the virus. The mask [wearing], distancing, and hand washing continues to be the lifestyle that we must continue to lead, even if we have already received one or two doses of the vaccine.” Pierluisi said the new order may have changed before the expiration of its term of effect. “If we have to restrict it more or make it more flexible, I will do so,” he said. “We will continue to observe the statistics, especially hospitalizations and new infections, which provide a picture of the status of our hospital system and its response.”

he University of Puerto Rico (UPR) Bayamón Campus on Thursday announced a COVIVEO event to offer free COVID-19 antigen tests to the general public. The testing, which is being conducted in collaboration with the island Department of Health, will take place today from 10 a.m. to 3 p.m. in the UPR Bayamón parking lot, according to a written statement. Samples will be taken from participants using a drive-through service format. “The University of Puerto Rico at Bayamón once again fulfills its commitment to positively impact the communities of Bayamón and its neighboring towns,” said UPR Bayamón Chancellor Miguel Vélez Rubio. “We provide this resource so that anyone with questions about their COVID-19 situation can have antigen tests done for free that provide results in 15 minutes. This is a collaborative effort with the Department of Health for the good of our general community and the university community.”

fter Puerto Rico National Guard Adj. Gen. José Reyes announced Thursday that citizens over 65 do not require an appointment to receive the coronavirus vaccine, hundreds of senior citizens showed up at Pedrín Zorrilla Coliseum in San Juan to get their first shot, many with a tale to tell about the challenges of making an appointment. Island Health Secretary Carlos Mellado López issued an administrative order Wednesday for National Guard vaccination centers to prioritize the senior population in an effort to inoculate up to 800,000 people against the coronavirus in four weeks, prompting some senior citizens to arrive at the San Juan Sports and Recreation Park parking lot before the break of dawn Thursday to ensure they would be vaccinated against the virus that has taken 1,861 lives on the island since the pandemic began. Rafael Contreras, 66, tried to reserve appointments online and by phone. He told the STAR that after submitting the requested personal information, he had received no further response. “I have filled out everything I could. I called every phone number and nothing,” Contreras said. “I called Walgreens and they told me that they would call back when they get the vaccines, but where would they call if they didn’t request a phone number?They could call their family members because they have their contact information, but what about us?” Aside from calling the pharmacy, Contreras told the STAR that he tried to get an appointment from non-profit organization VOCES, from which he said he has received “a lot of text messages, but nothing involving an appointment.” “This has been terrible,” he added. “It has been difficult.” Contreras said he went to the “coliseito” in the capital city’s Hato Rey sector because his wife, who works as a nurse, was going to have her second vaccine dose administered there. “I told her I’d take her to get her second dose and see if I can get my first shot, as it

Milagros Marrero Bruno, 73, told the STAR that she was unable to get an appointment because, she said, her private health insurer informed her “there are no vaccines available.” “It has been very difficult to make an appointment here and in other places. I have actually called and called, and they would get my information, then I was told that they would call back, but nothing,” Marrero Bruno said. “I don’t understand this. I wish I had some hope that they could tell me that I had reservations for a given date, but not even that.” Carmen Gloria Díaz Ramos, 66, said she had been trying to get vaccinated since Monday when she was waiting in line at nearby Hiram Bithorn Stadium. That was until she was told by other citizens that Pedrín Zorrilla Coliseum was the assigned vaccination center. She said she found the protocol to be better at the coliseum, and urged authorities to do a
better job of informing elder citizens. “It has been very challenging. I have cried for days,” she added. “I tried to get an appointment through the internet, but it was so difficult. I tried through TurnosPR, and I couldn’t log in.” “I had some luck at Auxilio Mutuo Hospital, but the appointment was for February 10,” she added. “After I get the vaccine now, I will cancel the appointment because another person deserves the spot.” However, 73-year-old Carmen Hernández, who lives in Humacao, told the STAR that she had had no luck with Auxilio Mutuo since she requested an appointment two weeks ago. She also experienced issues with the TurnosPR platform, she said. “I woke up at 5 a.m. to see if I could finally get an appointment, but nothing,” Hernández said. “It was until that moment that I said: ‘Well, I’ll come here then.’” She added that she had tried to get an appointment at a community drugstore in her hometown, but she was told that no appointments were being made because vaccines had not arrived at the pharmacy. “It’s like we are being duped or something,” Hernández said. Nélida Morales Encarnación, a 65-year-old who tutors children, told the STAR that she found out through her niece, who was getting her second dose at the coliseum, that people aged 65 years and
older were getting vaccinated there. “It has been an uphill climb to get the vaccine because there has not been enough information available,” Morales Encarnación said. “I tried to get an appointment through the Costco website and VOCES, but they didn’t have open dates available.” Morales Encarnación said getting the coronavirus vaccine was important because she has an immunocompromised son who suffers from diabetes and renal failure. “He has been vaccinated, fortunately. Now it is my turn to protect myself,” she said. “This is a novel situation. I can understand that the government’s efforts in keeping up with logistics have been a struggle, which affects senior citizens and people who face health complications.” Not everyone has had an uphill struggle. Sixty-six-year-old Carlos Orria told the STAR that his health insurer, MMM Healthcare, called him Wednesday to request information and gave him an appointment for 9-10 a.m. with a confirmation number. “If I have to wait, then I must wait,” Orria said. “I was surprised with the healthcare system. … They asked me if I wanted it, asked some basic questions, and now, I’m here.” Meanwhile, 74-year-old María Olivero said her insurer, MCS Classicare, “helped me a lot.” “I’m from Canóvanas, and the only thing that is happening there are centers that are conducting coronavirus tests, where on 65th Infantry Avenue it was packed,” she said. “But as I am fortunate to be happy at my home, I just waited and kept calm.” At the Caguas Fine Arts Center, meanwhile, around 100 senior citizens were getting their first shot while more than 200 healthcare professionals were there to receive their second coronavirus vaccine. Eighty-three-year-old Korean War veteran Víctor Maldonado told the STAR that “everything was under control.” He and his wife, Rosa MaríaVelázquez, had obtained an appointment from health insurer Triple S, and had just received a text message to go to the vaccination center. “I feel great, and I hope that the coronavirus vaccines give us 50 more years to live,” Maldonado said while holding hands with his wife the entire time.

San Juan mayor issues executive order to control noise pollution By THE STAR STAFF

an Juan Mayor Miguel Romero Lugo announced Thursday a new municipal executive order that aims to ensure compliance with various laws and city ordinances to control noise pollution in the island capital. The proliferation of vehicles modified to emit high-volume sounds has become a noise pollution problem that hinders the ability of the people of San Juan to live peacefully, Romero Lugo said. “Healthy coexistence, tranquility and citizens’ peace are necessary elements for the Capital City of Puerto Rico to regain its position as a jurisdiction that encourages the repopulation of its various communities and maintains an environment that results in a better quality of life for all of our residents,” states Executive Order No. 008. The mayor emphasized that the order seeks to reinforce compliance with existing laws and ordinances that address the problem
of unnecessary noise and noise pollution. With the approved executive order, the San Juan Municipal Police have the tools to intervene in situations where excessive and unnecessary sound disturbs the tranquility of the communities in San Juan, thereby reducing the potential risk to the health of residents and visitors of the capital. Among the laws to be enforced are No. 155 of 1937, which would suppress loudspeakers when they disturb public tranquility, and No. 71 of 1940, to suppress unnecessary noise of all kinds and establish penalties. The latter law defines an unnecessary noise as any loud sound that is disturbing, intense and frequent, and that hampers tranquility. Romero Lugo also announced that the municipal police will enforce the Puerto Rico Vehicle and Traffic Law, specifically Article 14.15 on sound-deadening systems and engine acceleration, and Article 14.21 on the illegal use and installation of sirens and bells in unauthorized private motor vehicles.

he Calabazas filtration plant in San Sebastián will be out of operation on Tuesday, Feb. 9 due to work to optimize the system’s operation by installing a flow meter at the raw water inlet, the Puerto Rico Aqueduct and Sewer Authority (PRASA) announced Thursday. “The work will last for eight hours, starting at 6 a.m., and is to be carried out as part of efforts to improve the operation of this filtration plant and the continuity of service to the community,” said Ebdiel Escobar Castro, director of PRASA’s San Sebastián operational area, in a written statement. As a result of the work, the residents of Altozano, Cidral, Guatemala, Bahomamey, Culebrinas, Eneas, Hato Arriba,
Calabazas, Piedras Blancas and Guacio, and parts of Juncal, Pozas, Robles and Saltos will experience water service interruption, as will residents of Venturini, Villa Sofía, Villa Rita, Colinas Verdes and the urban area of San Sebastián. Water service will be restored at night, first in the lower areas and then in the higher places that are supplied from pumping stations. Given the possibility of turbidity during service restoration, PRASA recommends boiling water intended for human consumption for three minutes. A parallel pandemic hits health care workers: trauma and exhaustion By ANDREW JACOBS

r. Sheetal Khedkar Rao, 42, an internist in suburban Chicago, can’t pinpoint the exact moment when she decided to hang up her stethoscope for the last time. There were the chaos and confusion of the spring, when a nationwide shortage of N95 masks forced her to examine patients with a surgical mask, the fears she might take the coronavirus home to her family and the exasperating public disregard for mask-wearing and social distancing that was amplified by the White House. Among the final blows, though, were a 30% pay cut to compensate for a drop in patients seeking primary care, and the realization that she needed to spend more time at home after her children, 10 and 11, switched to remote learning. “Everyone says doctors are heroes and they put us on a pedestal, but we also have kids and aging parents to worry about,” said Rao, who left her practice in October. “After awhile, the emotional burden and moral injury become too much to bear.” Doctors, paramedics and nurses’ aides have been hailed as America’s frontline COVID warriors, but gone are the days when people applauded workers outside hospitals and on city streets. Now, a year into the pandemic, with emergency rooms packed again, vaccines in short supply and more contagious variants of the virus threatening to unleash a fresh wave of infections, the nation’s medical workers are feeling burned out and unappreciated. Over the last year, there have been the psychological trauma of overworked intensive care doctors forced to ration care, the crushing sense of guilt for nurses who unknowingly infected patients or family members, and the struggles of medical personnel who survived COVID-19 but are still hobbled by the fatigue and brain fog that

Researchers say the pandemic’s toll on the nation’s health care workforce will play out long after the coronavirus is tamed. The impact, for now, can be measured in part by a surge of early retirements and the desperation of community hospitals struggling to hire enough workers to keep their emergency rooms running. “Everyone wants to talk about vaccines, vaccines, vaccines, but for our members, all they want to talk about is workforce, workforce, workforce,” said Alan Morgan,
chief executive of the National Rural Health Association. “Right now our hospitals and our workers are just getting crushed.” Some health care experts are calling for a national effort to track the psychological well-being of medical professionals, much like the federal health program that monitors workers who responded to the 9/11 terrorist attacks. “We have a great obligation to people who put their lives on the line for the nation,” said Dr. Victor J. Dzau, president of the National Academy of Medicine. As vaccinations ramp up, it is tempting to imagine that the pandemic’s horrifying effect on health care workers is poised to recede. But it is unclear whether vaccinated health care workers can still spread the virus to others and how the ever-changing variants will affect the effectiveness of the vaccines. And while supplies of personal protective equipment have improved in recent months, health care workers in much of the country are still reusing N95 masks that were designed to be thrown away after each patient. Celia Nieto, 44, an intensive care nurse in Las Vegas, said many Americans had scant appreciation for the tribulations that she and her colleagues face day after day. There is the physical exhaustion of lifting and turning patients on their bellies so they might breathe easier, the never-ending scramble to adjust ventilators and pain medication, and the mental anguish of telling relatives she doesn’t have the time to help them FaceTime with their loved ones. “It feels like we’re failing, when in actuality we’re working with what we’ve got and we don’t have enough,” she said. “We feel quite helpless, and it’s a real injury to our psyches.” Dr. Donald Pathman, a researcher at the University of North Carolina at Chapel Hill, said he was struck by

From page 7 the early results of a study he has been conducting on the pandemic’s effect on clinicians who serve in poor communities. Many of the 2,000 medical, dental and mental health professionals who have participated in the survey so far say they are disillusioned. “There is a lot of personal trauma,” Pathman said. “Many people have been scarred by their experiences during the pandemic, and they will look to leave their practices.” In interviews, doctors who have recently left the field or are considering early retirement said the pandemic had exacerbated frustrations spurred by shifts in the business of medical care that often required them to work longer hours without increased compensation. In a survey released in September by the online site Medscape, two-thirds of American doctors said they had grappled with intense burnout during the pandemic, with a similar percentage reporting a drop in income. of respondents said their experiences with COVID had led them to exit the medical field. Another survey, by the Physicians Foundation, found that 8% of doctors in the United States had closed their offices during the pandemic, translating to 16,000 fewer private practices. Dr. Erica Bial, a pain specialist from suburban Boston who barely survived COVID-19 last spring, said she felt increasingly drained. “We put on our masks and come to work every day because we don’t have the luxury of working from home in our pajamas, but the apathy and ennui that’s taken hold of society just makes our job feel thankless,” said Bial, who works full time despite struggling with the lingering effects of her illness. “It’s so demoralizing.” Staffing shortages have been especially acute at nursing homes and long-term care facilities. They were already struggling to retain employees before the pandemic, but many are now facing an existential shortage of skilled workers. According to a study released last week by the nonpartisan U.S. PIRG Education Fund, more than 20% of the nation’s 15,000 nursing homes reported severe shortages of nursing aides in December, up from 17% in May, a significant jump over such a short period. As more and more medical staff members fall ill or quit, those who remain on the job have to work harder, and the quality of care invariably suffers, said Dr. Michael L. Barnett, assistant professor at the Harvard T.H. Chan School of Public Health who served as a consultant to the study. “It’s a recipe for a collapse in the workforce,” he said. So far, the federal government has shown little interest in addressing what Dzau, of the National Academy of Medicine, writing in The New England Journal of Medicine, described as a “parallel pandemic” of psychological trauma among health workers. He and other experts say the government should start by making a concerted effort to accurately count medical worker infections and fatalities. Thousands of health care workers have already paid the ultimate price for their workaday devotion. Since March, more than 3,300 nurses, doctors, social workers and physical therapists have died from COVID-19, accord-

ing to a tally by Kaiser Health News and the Guardian. Experts say the death toll is most likely far higher. The Centers for Disease Control and Prevention counts 1,332 deaths among medical personnel, which is striking given that its sister agency, the Centers for Medicare and Medicaid Services, lists roughly the same number of deaths just among nursing home workers — a small portion of those employed by the nation’s hospitals, health clinics and private practices. A number of studies suggest that medical professionals made up 10% to 20% of all coronavirus cases in the early months of the pandemic though they comprise roughly 4% of the population. Many medical workers who have survived COVID-19 face more immediate challenges. Bial, the pain specialist from Boston, is still plagued by fatigue and impaired lung function. “The day before I got sick, I could comfortably run 8 to 10 miles,” said Bial, 45, who started a Facebook group memorializing doctors lost to COVID. “Now I go out for a brisk walk and my heart is pounding. I’m starting to wonder whether these effects could be permanent.” Dr. Andrew T. Chan, a professor at Harvard Medical School and a gastroenterologist at Massachusetts General Hospital who has been studying the pandemic’s disproportionate toll on health care workers, said his preliminary research suggested that long haulers in the medical field suffer greater health challenges than the overall population. That is in part because they are often exposed to increased levels of virus, which can lead to more severe illness. Another factor, he said, is that the worsening staffing shortages in much of the country lead many COVID survivors to return to work before they have fully recovered. “If health care workers are not given the opportunity to fully heal after getting COVID and are subjected to the continued physical and mental stress of working through the pandemic, they are likely to experience a greater risk of long-term complications,” Chan said. “COVID could impact our health care system for years to come by not only depleting our workforce but by impairing the ability of survivors to do their jobs.”

Lawmaker promoted stem cell therapy for COVID-19 in fraud scheme, U.S. says By NEIL VIGDOR
A
state lawmaker in Missouri was charged this week in connection with a fraud scheme in which she claimed she could use stem cells to treat COVID-19 patients at her medical clinics, prosecutors said. The lawmaker, Rep. Tricia Derges, a Republican, was stripped of her committee assignments in the state House on Monday, the same day that a 20-count indictment against her was unsealed in U.S. District Court in Springfield, Missouri. And on Wednesday the House speaker in Missouri, also a Republican, urged the beleaguered first-term lawmaker, who has pleaded not guilty, to step down. Prosecutors say that Derges, a licensed assistant physician, raked in nearly $200,000 from patients at three medical clinics that she operates for injections of amniotic fluid that she falsely claimed contained stem cells. A month after the coronavirus outbreak was declared a global pandemic, Derges claimed in a Facebook post that the injections could help patients with symptoms of COVID-19, the illness caused by the virus, according to the indictment. “This amazing treatment stands to provide a potential cure for COVID-19 patients that is safe and natural,” the indictment said Derges wrote in the post. “All of the components of the God given amniotic fluid: Mesenchymal Stem Cells (progenitor stem cells which are baby stem cells: can become any tissue they want); cytokines, exosomes, chemokines, hyaluronic acid, growth factors and over 800 proteins working to create a human being: the emphasis on the lungs.” The National Institutes of Health last year recommended against the use of mesenchymal stem cells for the treatment of COVID-19, except in clinical trials. It also noted that the Food and Drug Administration had issued several warnings that patients could be vulnerable to stem cell treatments that are illegal and potentially harmful. According to her biography on her legislative website, the clinics operated by Derges are primary and urgent care centers for the “working person and non-insured” in underserved areas of southwest Missouri. The fraud scheme began in December 2018 and continued until May 2020, according to the indictment, which stated that Derges had promoted the regenerative medical benefits of the injections for treating chronic obstructive pulmonary disease, Lyme disease, erectile dysfunction, urinary incontinence and other conditions. “This defendant abused her privileged position to enrich

Stacie Calhoun Bilyeu, a lawyer for Derges, said in an interview Wednesday night that the public was rushing to convict her client before she gets her day in court. “My client began getting death threats,” Bilyeu said. “Somebody told her that they hoped she died by lethal injection.” Bilyeu declined to discuss details of the case, including the government’s allegations that Derges had charged patients as much as six times more than what she paid for amniotic fluid allograft that did not contain stem cells. Derges obtained a medical degree from Caribbean Medical University in Curacao in 2014 but was not accepted into a postgraduate residency program, according to the indictment.
In 2017, she became a licensed assistant physician in Missouri and became authorized to prescribe medications the following year, the indictment said. Prosecutors said that Derges had illegally provided prescription drugs to patients of other practitioners at her clinics who were not authorized to prescribe controlled substances. On Monday, Derges, who was elected to her first twoyear term in 2020, was stripped of her assignments on the Health and Mental Health Policy Committee, along with the Professional Registration and Licensing Committee and the Special Committee on Small Business. She was removed at the behest of Rep. Rob Vescovo, the speaker of the Missouri House and a fellow Republican. “After speaking with her and with the caucus, I am asking her to resign her seat with the House,” Vescovo said in a statement Wednesday. “The legal process will ultimately determine her guilt or innocence, but this is clearly a time for her to spend with her family as she focuses on her legal issues, and for the people of the 140th District to move forward with selecting a replacement who can effectively advocate for their interests.”

lthough the coronavirus pandemic and the limitations imposed by it continue challenging enterprises around the world, Il Nuovo Mercato has been standing strong in Puerto Rico since 2016 and strives to achieve more by expanding into the retail market in 2021. Roberto Betturi, the Mercato Centrale LLC comptroller and vice chairman of its board of directors, told the STAR on Thursday that the enterprise wants to bring the “mercato” concept back from Tuscany to the island by providing a chance for customers to purchase the fresh produce that the establishment uses to cook right in their homes. “In this 2021, I want to take the risk to see if we can bring a piece of Italy to Puerto Rico,” he said, adding that the goal is to establish the island enterprise to the same degree as Il Mercato Centrale in Florence. Betturi said the venture is an expansion of their DIY pizza and pasta kits, which he said have been well received during the pandemic. “If customers want a fresh slice of ribeye [steak] from our market, we can cut it and pack it for you so you can cook it for yourself,” Betturi told the STAR. “You want a beer? You can purchase it by the pound; if you want sauce, fresh pasta, other products you can’t get elsewhere such as burrata (Italian cow milk cheese with mozzarella and cream), well-cut prosciutto, an assortment of cheeses, why not bring that experience to your house and make yourself a good dinner with fresh products, instead of just hiring a catering service?” “There’s a niche here, there’s a group of people who like this and have asked for such a service, to which we have made an exception and sold what we could,” the businessman added. We must make sure that our customers have a brief moment to escape from the reality we are living while remaining safe.” As for safety measures, the entrepreneur told the STAR that Il Nuovo Mercato was fortunate to have enough outdoor dining space to avoid the risk of crowding and comply with government anti-coronavirus measures. “We’re fortunate enough to have a gigantic space, such as a beautiful terrace,” he said. “If you can imagine, even when the government imposed the 30% occupancy restriction, we didn’t even reach 25% of the authorized occupancy because it wasn’t necessary [to fill the space].” “We take care of our clients; that’s something we are more than aware of,” he added. “We have siblings, offspring, grandparents, and loved ones who we must protect, and we want to take care of everyone. We have faced this pandemic like a family.” Likewise, he said “this philosophy of protecting our workers has been with us since Hurricane Maria,” as it was one of the greatest challenges that the island food market faced. “We began establishing ourselves during a critical time for all Puerto Ricans,” Betturi said. “I understood after the hurricane that life was not only about receiving, but it’s also about giving back.” As for now, he said their most regular clients amid the pandemic are elderly customers and families. “The feedback we have received is that [clients] feel safe here,” Betturi said. “Some end up returning even four times a week.”

S&P 500, Dow end up for 3rd day as Alphabet jumps, volatility eases T he Dow and S&P 500 rose slightly on Wednesday, registering a third straight session of gains, with Alphabet Inc’s shares hitting a record high following its strong quarterly results. Alphabet shares ended up 7.3% and provided the biggest boost to the S&P 500. The Google parent late Tuesday posted results that topped quarterly sales expectations for its advertising and Cloud businesses, helped in part by the pandemic. With recent stronger-than-expected results from Alphabet and other companies, S&P 500 companies are now on track to post earnings growth for the fourth quarter of 2020 and to defy expectations for another quarterly profit drop due to the pandemic, based on data from Refinitiv Wednesday. The Cboe Volatility index was down, and wild swings in stock prices of GameStop and other social media favorites subsided following a recent trading frenzy. GameStop shares ended the day up just 2.7%. “The broad tape continues to be strong,” said Michael O’Rourke, chief market strategist at JonesTrading in Stamford, Connecticut. The recent retail trading activity is likely “to be here for a while,” said O’Rourke. “I don’t know if it’s going to be here with the same intensity ... It’s hard to maintain that type of intensity. New vaccine puzzle: Who should get which shot?

F
irst came the good news. The European Union authorized a third vaccine. Then, the bad news. Regulators in country after country suggested restricting it to younger people until more testing was done. The decisions marked the start of a delicate new phase of vaccination drives, one in which a growing menu of coronavirus vaccines was accompanied by contentious debates about who should be given which shots. Those debates are a testament to the world’s good fortune in having several strong vaccines only a year into the pandemic. But every vaccine comes with its own idiosyncrasies, including gaps in clinical trial data. And
that has thrown up agonizing choices for countries already struggling to administer shots, forcing health officials to weigh their qualms about certain vaccines with the need to inoculate people before dangerous variants take hold. After the European Union authorized the AstraZeneca-Oxford vaccine last week, adding a third shot to the bloc’s arsenal, Germany, Italy, France, Belgium, Lithuania, Poland, Austria and Sweden all said they would restrict it to younger people or were considering doing so, citing a scarcity of data on the vaccine’s efficacy in older people. Under those plans, older people would instead be scheduled to receive the PfizerBioNTech or Moderna vaccines, potentially leaving them unvaccinated for a period even as
younger people are inoculated with the AstraZeneca shot. But those strategies, tangled as they may be, will at least make a new vaccine available to younger people, scientists said, a scenario far preferable to no one receiving AstraZeneca’s shot. Some scientists are now urging the United States to adopt the same approach, as the country remains without an alternative to the hard-to-store Pfizer and Moderna vaccines. Its regulators refuse to authorize AstraZeneca’s shot until another clinical trial generates more data, including on how it works in older people. In the absence of that data, targeting the vaccine to those in whom it is known to be effective was an urgently needed stopgap, scientists said — all the more so now that the virus is rapidly acquiring new and dangerous mutations. “This is a pragmatic solution to a desperate situation,” said Dr. Peter Hotez, a vaccine scientist at the National School of Tropical Medicine at Baylor College of Medicine in Texas. “Everything’s changed. The whole Biden plan made perfect sense up until about three to four weeks ago when we realized the pace of the variants emerging, and therefore you have to adjust.” Confusion bubbled up in Italy after regulators there said AstraZeneca’s vaccine should, with some exceptions, “preferably” be used on adults under 55. Pfizer and Moderna’s shots, both mRNA vaccines that have shown roughly 95% efficacy in preventing COVID-19, should be given to the most vulnerable people, they said. AstraZeneca’s vaccine had 62% efficacy at two full doses in clinical trials, but it protected all participants against severe illness or death. In Italy, rumors quickly began to spread about who would receive which vaccine. News reports suggested the AstraZeneca shot would be reserved for younger essential workers, like soldiers, teachers and janitors. But Italians spotted a hole in the plan: Some hundreds of thousands of public workers are too old to be allowed an AstraZeneca shot, but too young to qualify yet for an mRNA vaccine. Salvatrice Alario, 65, a primary school Italian and art history teacher in Catania, Sicily, is among those who now fears that she is one of the people caught in the middle, with little chance of soon being vaccinated. “If I could choose, I’d like to get the safest one, but more than anything, I would like to get
vaccinated as soon as possible,” Alario said. “I am scared, like everyone.” Age limits have also thrown vaccine plans into flux in Germany, where an immunization committee authorized the AstraZeneca vaccine only for adults under 65. Given the limited supplies in Germany, those shots are likely to be reserved for younger medical workers and nursing home aides. Still, some people resisted taking AstraZeneca’s shot, rather than Pfizer’s — a sign of the way people may grow choosier as more vaccines are authorized. Scientists have largely advised people to accept the first vaccine they are offered, given the widespread protections against severe disease and the societal need to tamp down the emergence of new variants. But for governments, questions of how to target vaccines to different groups “are never easy decisions,” said Dr. William Schaffner, an infectious disease expert at Vanderbilt University in Tennessee. U.S. officials have not given any indication that they are considering such a plan. So far, countries have largely tailored vaccine offerings based on where the shots can be stored and transported. The mRNA vaccines must be kept at very cold temperatures, making it difficult to reach older people in rural areas. The AstraZeneca vaccine, which can be stored in normal refrigerators, would be a boon to older, harder-to-reach residents. But limiting it to younger people would undo those advantages. And despite embarrassing shortages of the AstraZeneca vaccine in Europe that created a rift with the company, countries are still counting on it, all the more so because Pfizer shipments have also been smaller than expected. “What if one of these countries now has a situation where they’re running out of the mRNA vaccines — are they not going to give the elderly any vaccine?” asked Dr. Ofer Levy, director of the Boston Children’s Hospital’s Precision Vaccines Program, a project to tailor vaccines for vulnerable people. AstraZeneca and Oxford researchers have said their data point to similar levels of protection in older and younger people. That question could be definitively answered within weeks, when AstraZeneca reports results from a late-stage clinical trial in the United States that enrolled many older people. Those findings could open the door to authorization in the United States and changes to the vaccine rollout in Europe.

‘Anything for Selena’ examines a singer’s legacy and Latino identity By MAIRA GARCIA
M
aria Garcia has a distinct memory of when her connection to Selena Quintanilla-Pėrez began. It was the early 1990s and she was 7, watching the Tejano star perform on television. “She had this cascade of black hair, red lips, brown skin,” Garcia says in the first episode of the new podcast “Anything for Selena.” “She sang like she felt every single word of her songs, like the music was emanating from her body.” It was a pivotal moment for Garcia, the podcast’s host. Born in Ciudad Juárez, Mexico, and raised in El Paso, Texas, she struggled to figure out who she was and where she belonged, describing in the podcast how she felt “a rejection, a stigma, in both countries.” Yet, here was someone who looked like her, uncompromising in her biculturalism and appearance. Selena was Mexican as much as she was American. Her first hits, like “Como La Flor,” were in Spanish, but “Dreaming of You,” her posthumous English-language album, was a mainstream success, and the 1997 biopic starring Jennifer Lopez further cemented her legacy. While the show, a 10-episode podcast co-produced by Boston’s NPR affiliate WBUR and Futuro Media, serves as a biography of Selena, it also weaves in Garcia’s personal story. And she makes the case for how the singer’s life and death (Selena was fatally shot by the president of her fan club in 1995) were profound flash points for Latinos like herself that had lasting effects on the cultural landscape. The episodes drop each Wednesday and are paired with Spanish-language versions. I also grew up in Texas, 100 miles north of Corpus Christi, where Selena was from, and like Garcia, I am a first-generation Mexican American. Whether it was at a quinceañera or blaring from the kitchen radio, Selena’s music was part of the soundtrack of life. Tejano music, which fuses Mexican, European and American influences, was an expression of what it means to be from Texas. She embodied all those influences. Garcia is currently in El Paso, where

These are edited excerpts from the conversation. Q: What was the inspiration for “Anything for Selena?” A: The podcast has been my own search to figure out where I belong in the world and how I belong in the world. Everybody who knows me knows that I have always been a huge Selena devotee from the time I was a little girl to my adolescence and to my early adulthood. The last home video I have with my father before he died, it’s of us dancing to Selena music. I realized there were all these moments in my life where Selena was there, and I really wanted to unpack why she felt so profound to me even in my 30s. I knew the answer was more than just she was this Mexican American performer in the ’90s — a time when that really incentivized assimilation. I wanted to go even deeper and try to connect the dots through the decades and really try to do her legacy justice in music and in culture. Q: The other thing about this series is that it’s partly a memoir about your
upbringing and life on the border and struggling to fit in. It made me think of this saying in Spanish, “ni de aquí, ni de allá,” neither from here nor there. Why did you want to open up about that? A: I wasn’t thinking of it as a memoir when I started writing it. For me, I was telling this story because when I was 7 years old and I have the first memory of Selena, I didn’t have the language to articulate what she meant to me. There was this tension between these two parts of me, and to see somebody who embodied both of those parts fully in the States and in Mexico, who traversed the two countries without code switching, who was the same person on both sides of the border — I’d never seen anything like that. It struck me at a young age and it
stayed with me all of my life. Q: The most recent episode has topics that listeners may find intriguing. A: We explore race pretty deeply in these next episodes. I have this theory that there is a direct historical lineage from Selena to today’s mainstreaming of big butts. Black women have always been at the forefront of celebrating curvaceous bodies, but there is this moment in the mid-90s, after Selena’s death, and particularly at the time of her biopic, when Latinas made it a feature that became desirable in the mainstream. Q: In the second episode, you talk about going to meet Abraham Quintanilla, Selena’s father. What was that experience like and did you have concerns about what might happen? A: Oh absolutely. I was terrified. I flew to Corpus Christi without any guarantee that he would even see me. We had been trying to acquire the music rights for Selena’s catalog. We had heard from the record label, and they told us that not only the family rejected it, but that they were not supportive of the project. But I knew Abraham was one of the foundational keys to understanding Selena. It’s amazing how often and how devotedly she talked about her father. They had a creative bond over their craft, over music. Q: It felt like he let his guard down with you. A: And I with him. It was reciprocal. He is genuinely a complicated person. He admits that he was an incredibly demanding father. But he told me he has moments where he wonders if he had not pushed Selena to be a star, would she still be here? That’s a very real tension he has lived with for the last quarter century.

organ Wallen, one of country music’s biggest new stars, was swiftly rebuked Wednesday by major radio stations, streaming services, record labels, fellow artists and CMT network after a video surfaced of him using a racial slur. The genre’s brightest new headliner so far this year, Wallen has had the No. 1 album in the country for three weeks running, having found traction even on streaming services like Spotify and Apple Music, where country has traditionally struggled. But all of that threatened to crumble starting Tuesday night, when TMZ posted a video, seemingly filmed by a neighbor, that appeared to show Wallen returning from a night out in Nashville, Tennessee, and shouting at someone to take care of another person in his group, referring to that person with a racial slur. By morning, Spotify, Apple and some of the largest radio conglomerates in the country had removed Wallen from playlists and airwaves, while the singer’s record label and management company, Big Loud, announced that it would “suspend” his contract indefinitely. Republic Records, a division of Universal Music Group that distributes Wallen’s releases in partnership with Big Loud, said it supported the decision, adding that “such behavior will not be tolerated.” Big Loud did not respond to follow-up questions about what the recording contract suspension meant and whether the company planned to cease selling or promoting Wallen’s new album and past work.
Radio stations and streaming services distanced themselves from Morgan Wallen, one of the top country artists, after video surfaced of him using a racial slur. Representatives for Wallen did not immediately respond to a request for comment. TMZ reported that the singer had apologized in a statement, saying, “I’m embarrassed and sorry. I used an unacceptable and inappropriate racial slur that I wish I could take back. There are no excuses to use this type of language, ever.” But the prompt action by the industry, and especially by power players within tight-knit country music circles, seemed to
signal a shift in a world that has traditionally struggled with race, representation and political issues. A major owner of country radio stations, iHeartMedia, decided to remove Wallen’s music from its playlists immediately in response to the video, a spokesperson said, and Entercom, another large player in radio, did the same; representatives for the companies said the decisions would impact more than 150 stations. SiriusXM has pulled Wallen’s music from its platforms, which include Pandora, a spokesperson said. Variety reported that Cumulus Media, another major owner of country music stations, had sent a directive to hundreds of its stations asking them to remove Wallen from their airwaves. TV network CMT also said it was pulling all of Wallen’s appearances from its platforms. “We do not tolerate or condone words and actions that are in direct opposition to our core values that celebrate diversity, equity & inclusion,” CMT said in a statement. Later on Wednesday, the Academy of Country Music said that it would “halt Morgan Wallen’s potential involvement and eligibility” in its annual ACM Awards. The organization added that it would “expedite the offering of long-planned diversity-training resources” for its members and staff. The uproar comes as Wallen, 27, is at a high point of his young career. He first gained national visibility as a contestant on “The Voice” in 2014, and has represented a major breakthrough for country music in the world of streaming, which now dominates how music is typically consumed but has been slower to catch on in Nashville. His latest album, “Dangerous: The Double Album,” has topped the all-genre Billboard 200 chart, and it broke the country streaming record by a wide margin, with its songs racking up 240 million streams in the first week. On Wednesday, Wallen held 17 of the Top 100 spots on Apple Music’s overall song chart, including two in its Top 10, but he had been removed from the service’s flagship Today’s Country playlist. Spotify had also removed Wallen’s music from its Hot Country playlist. Spotify declined to comment on how it would promote Wallen moving forward; Apple did not immediately respond to a request for comment. Despite the formative roles of Black musicians in early country and hillbilly music, racial inequity has persisted for decades in the genre, and conversations regarding in-
sensitive language and popular Confederate imagery have often been shunted aside. Last year, during the Black Lives Matter protests that followed the killing of George Floyd in Minneapolis, many Nashville artists broke with tradition and addressed race directly, making statements of solidarity on social media and issuing apologies for past ignorance. The Dixie Chicks and Lady Antebellum, two bestselling acts with names that suggested the Civil War-era South, announced that they would alter their names. Beginning Tuesday night, several country music performers spoke up about Wallen’s use of the slur. Mickey Guyton, a country singersongwriter, posted on Twitter about being a Black performer in the industry and the “vile comments” she receives daily, suggesting that Wallen’s behavior was hardly a surprise and questioning his “promises to do better.” “When I read comments saying ‘this is not who we are,’” she wrote, “I laugh because this is exactly who country music is.” Guyton recently became the first solo Black woman to be nominated in a country category at the Grammy Awards with her single “Black Like Me.” She added, “I question on a daily basis as to why I continue to fight to be in an industry that seems to hate me so much.” Country singer-songwriter Kelsea Ballerini tweeted that Wallen’s behavior “does not represent country music,” while another performer, Maren Morris, said the opposite. Wallen, has been in the limelight for the wrong reasons before. Last year, he was arrested and charged with public intoxication and disorderly conduct in downtown Nashville. Months later, he came under scrutiny after he was seen in videos on social media flouting social distancing guidelines intended to slow the spread of the coronavirus, drinking shots, kissing fans and mingling in groups while not wearing a mask during a celebration after a University of Alabama football victory. That led “Saturday Night Live” to drop Wallen from an upcoming show. Wallen apologized, saying that he planned to “take a step back from the spotlight for a little while and go work on myself.” Two months later, Wallen was invited back to perform on “SNL,” and he appeared in a skit that poked fun at the incident. “To no consequences!” Wallen says in the clip, raising a beer bottle to make a toast.

Se entenderá que todo licitador acepta como bastante la titularidad de la propiedad y que todas las cargas y gravámenes anteriores y los preferentes al crédito ejecutante antes descritos, si los hubiere, continuarán subsistentes. Will the Super Bowl be decided by penalties? By MIKE TANIER
S
uper Bowl LV could be decided by penalties. And if that happens, Tom Brady and the Tampa Bay Buccaneers will have a distinct, unsurprising and perhaps unfortunate (for the Kansas City Chiefs) advantage. Buccaneers’ opponents were charged with 24 pass interference penalties during the regular season, the highest total since Football Outsiders began tracking the statistic in 1985. The Buccaneers benefited from 395 yards on those infractions. If pass interference were a person, it would be the Buccaneers’ sixth-most productive receiver, contributing more yardage to their passing game than tight end Cameron Brate. Now, suggesting that Brady gets reputation-based “superstar calls” would be as sacrilegious as insinuating that Michael Jordan got away with traveling now and then or that Alex Rodríguez benefited from a narrower strike zone than the average slugger’s. Perish the thought. A less sinister explanation of the Buccaneers’ pass interference record is that an experienced quarterback like Brady can spot defenders jostling his receivers and throw passes in their direction knowing he will get either a catch or a flag. In fact, the league-leading beneficiaries of pass interference penalties in recent seasons have indeed been wily (read: old) veterans — Philip Rivers in 2019 and 2017, Drew Brees in 2018. Overall in the regular season, the Buccaneers were charged with 11 fewer penalties for 300 fewer yards than their opponents, the largest net differential in the NFL. The Chiefs were closer to the other end of the spectrum: They committed eight more penalties than their opponents for 159 more yards, the sixth-worst net yardage differential in the league. The Chiefs committed 23 offensive holding penalties, the NFL’s second-highest total during a regular season in which officials called the infraction the fewest times since at least 1998. The Chiefs committed 23 false starts, tied for the third-highest figure. Most troublingly for a team about to
Buccaneers opponents were charged with 24 pass interference calls in the regular season, the highest total since the statistic started being tracked in 1985. If pass interference were a person, it would be the Buccaneers’ sixth most productive receiver. face Brady’s Untouchables, Chiefs defenders were flagged for 15 defensive pass interference penalties, the thirdhighest total in the NFL. The Chiefs also had an unfortunate pattern of having big plays called back because of offensive infractions. According to the NFL Game Stats and Information System, the Chiefs had 310 offensive yards nullified by penalties, the second-highest figure in the league. A holding penalty negated a would-be touchdown in their Week 5 loss to the Las Vegas Raiders, and several Chiefs victories were narrower than they should have been because apparent touchdowns or 20-yard gains turned into 10yard losses. The Buccaneers had just 142 yards nullified by penalties. After all, only a fiend would throw a flag that might deny our beleaguered society an opportunity to cherish one of Brady’s last memorable moments, right?
Kidding aside, officials are generally too busy making split-second interpretations of the NFL’s arcane rule book to keep track of whether the pass that tangled a defender with a receiver was thrown by a living legend or a mere mortal. Still, the Chiefs have earned a reputation as brilliant-but-scatterbrained students who lose points for forgetting to write their names atop their assignments, while Brady is so irreproachable that the teacher is more likely to believe him than the answer key. Whether or not there’s a teensy bit of unconscious bias at play, each team’s penalty tendencies could create the perception of one-sided officiating, which could then overshadow the Super Bowl itself. Spotty officiating has already become one of the major subplots of the 2020 postseason. The Buccaneers benefited from just one pass interference penalty in the playoffs, but it was a
whopper: A fourth-quarter call on Green Bay Packers defender Kevin King against receiver Tyler Johnson in the NFC championship game granted the Buccaneers a third-down conversion, allowing them to run out the clock. The call was appropriate — Johnson’s undershirt can clearly be seen stretching away from King’s grasp on replays — but officials in that game stopped just short of allowing defenders to take piggyback rides on receivers’ shoulders for the previous 58 minutes. In the divisional round, the Chiefs benefited from an uncalled helmet-to-helmet hit that turned a possible Cleveland Browns touchdown into a fumble for a touchback. The no-call just happened to favor the more popular and marketable team. The last thing the NFL wants is a repeat of Super Bowl XL, in which the Pittsburgh Steelers defeated the Seattle Seahawks, 21-10, with the help of some famously dubious officiating, including a touchdown call for the Steelers after a run on which Ben Roethlisberger’s helmet (but no other part of his body, nor the football) crossed the plane of the goal line on a sneak. The call added to speculation that the NFL was eager to nudge the more popular team toward victory. The Buccaneers are, of course, hosting Super Bowl LV, where the 25,000 socially distanced fans in attendance will probably skew toward the home team. And while the Chiefs have no shortage of star power, a seventh Brady championship sure would make a compelling climax to this pandemic-stricken season. The NFL does not fix its results, of course; if it did, the New York Jets would at least be competitive once in a while. The officials will by no means conspire to hand Super Bowl LV to Brady and the Buccaneers. But the season averages suggest that the Buccaneers could hold an edge of 40-50 yards on penalties, which would probably come in big chunks of pass interference calls and negated Chiefs touchdowns. Should that happen, the conspiracy theorists will have plenty to talk about after the game.

As the tennis party in Australia begins, an uncertain year awaits By MATTHEW FUTTERMAN
B
y sheer force of will, professional tennis inched toward normalcy this week, with a flurry of events in a country that has managed to nearly smother the coronavirus. The three tournaments and a men’s team competition called the ATP Cup, in which players compete for their countries, have turned Melbourne Park into a sea of matches with the gates open to spectators. Hundreds of matches were scheduled this week at the tennis complex, which is on the banks of the Yarra River, just a few hundred yards down a hill from this city’s downtown. The smaller events lead into the Australian Open, the centerpiece of the summer tennis season here, which is scheduled to begin Monday. A stern reminder of the challenge to public health represented by the events came Wednesday when Australian Open organizers said a hotel quarantine worker had tested positive for the virus. That prompted a suspension of play Thursday and orders for all of those associated with the tennis events at the hotel to isolate in their rooms until they return a negative test. The positive test ended a 28-day run of zero community transmission in the state of Victoria, The Age, a newspaper in Melbourne, reported. The Australian Open, the first Grand Slam tournament of the year, was not immediately affected, but the positive test made clear that the event — with all its planning and precaution — could be upended if more people are infected. Before the latest setback, the word “lucky” kept flying out of the mouths of the players — lucky that their sport happens to begin its year in an isolated, island nation that decided months ago that it would do nearly anything it could to limit the spread of the coronavirus. The federal and state governments specially allowed more than a thousand people to travel from overseas for the tournament, requiring them to serve 14 days in varying degrees of lockdown to reduce the risk of bringing COVID-19 back into the community. For the players, that was the ante to compete for more than $80 million in prize money for all the events. And yet the massive effort of holding these competitions has illuminated an unpleasant truth for a sport that normally

No one knows exactly what will happen to professional tennis for the rest of 2021 when the competitions in Australia conclude at the end of the month. The problem is that two of the main ingredients for tennis to be successful are open international borders and large crowds in big cities, neither of which are in abundance at the moment. There are tournaments on the calendar everywhere from the Middle East to South America and Florida, but it’s anyone’s guess how they might take place, what officials in those countries will require of anyone who wants to enter their borders, or whether players will be able to travel freely in and out of their own countries. “Everything is continuously ever-evolving,” Johanna Konta of Britain, a member of the WTA player council, said when asked recently what the rest of the year looked like
both for her and her sport. “I don’t know how it will be. I don’t know how the quarantines will be. I don’t know how things will shape up.” As Andrea Gaudenzi, chairman of the Association of Tennis Professionals, put it Tuesday night, “We live in the now.” Australia, though, has had its difficulties, too. After 10 people on three flights tested positive, health officials ordered 72 players into a hard 14-day lockdown. That meant players who expected to practice, train and be outside for up to five hours each day had to stay isolated in their hotel rooms even if they continued to test negative for the coronavirus. Craig Tiley, the chief executive of Tennis Australia, held teleconferences with the players for up to two hours each day. The conversations turned combative at times and included in-depth discussions about how tennis could operate for the rest of the
year. Would France and Britain follow Australia’s lead and require similarly long quarantine periods for players as they attempt to hold the French Open and Wimbledon from late May through mid-July? Prime Minister Boris Johnson of Britain, whose National Health Service has been withering under the strain of treating COVID-19 patients, has moved toward requiring 10-day hotel quarantines for people arriving from more than 20 nations where new variants of the virus pose a risk. “I don’t think many people will come if it’s two weeks of hard lockdown,” Tiley said. Gaudenzi, the ATP chairman, said the tours were trying to figure out how to get players from event to event while complying with national rules for international arrivals. He said players might simply have to play less for a time. Playing in one country on a Tuesday and another the next Monday may be impossible. Players may have to travel to one continent and remain there for two months — Europe beginning in the spring, North America in midsummer. Wayne Terwilliger dies at 95; baseball was his (long) life By RICHARD GOLDSTEIN
W
ayne Terwilliger got his first RBI in professional baseball when he was beaned with the bases loaded in a 1948 minor league game. It was hardly an auspicious start. But he went on to become a baseball “lifer” and was still in uniform in 2010, closing out his career at age 85, a coach hitting fungoes in batting practice to minor leaguers. Terwilliger died Wednesday at 95 at a hospice in Weatherford, Texas, near Dallas. His death was confirmed by the St. Paul Saints, a minor league affiliate of the Minnesota Twins. He had been a manager and coach for the Saints when they were an independent team. He had been treated for bladder cancer, but the cause of death was not given. Terwilliger spent 62 years in pro ball. A major league second baseman before becoming a coach and manager, he was devoted to his craft with no expectation that it would ever make him wealthy. Twig, as he was known in the baseball world, managed the Fort Worth Cats to the 2005 championship of the Central League, an independent professional circuit, at age 80. He was a coach with the team for five years after that. He didn’t come close to Connie Mack as baseball’s oldest manager. But Mack, who managed the Philadelphia Athletics for 50 years, also owned the team, so he could stick around in the dugout until he fired himself at age 87. Terwilliger played for nine seasons in the major leagues, with five teams. On the 1951 Brooklyn Dodgers, he backed up Jackie Robinson at second base. “I hit .240, which I like to say would get me $1.5 million these days,” Terwilliger told the St. Paul Pioneer Press in 1998, recalling his career batting average. “I should have been a better hitter. I could turn the double play as well as anybody. But I got a break coaching and being around all these great things.” Terwilliger was a coach under Ted
Williams when he managed the second Washington Senators franchise and its successor, the Texas Rangers, from 1969 to 1972. He was a Rangers coach for five seasons in a second stint with the team in the 1980s, then was a coach for manager Tom Kelly of the Twins, receiving championship rings when they won the World Series in 1987 and 1991. Terwilliger was known mostly to baseball buffs, but he garnered cameo mentions in popular culture. In his novel “Lake Wobegon Summer 1956” (2001), Garrison Keillor told of a radio broadcaster describing a batter for the Minneapolis Millers minor league team narrowly missing a home run, then telling listeners, “Now Wayne Terwilliger comes to the plate.” “The crowd,” he added parenthetically, “goes back to sleep.” In her memoir “An American Childhood” (1987), Annie Dillard told how her mother became intrigued by Terwilliger’s name when the radio broadcaster for a game between the Pittsburgh Pirates and the New York Giants said, “Terwilliger bunts one.” In the years to come, her mother turned that phrase into a private joke. “Testing a microphone, she repeated ‘Terwilliger bunts one,’” Dillard wrote. “Testing a pen or a typewriter, she wrote it.” Terwilliger, a self-effacing sort, reprised the Keillor and Dillard vignettes in his 2006 memoir. Its title: “Terwilliger Bunts One.” Willard Wayne Terwilliger was born June 27, 1925, in Clare, Michigan, a son of Ivan and Dorris Terwilliger. Shortly after his birth, his family moved to Charlotte, Michigan, where his father owned a bar. He served in combat with the Marines on Saipan, Tinian and Iwo Jima in World War II, then played baseball for what is now Western Michigan University and signed with the Chicago Cubs in 1948. He made his Cubs debut in August 1949, then hit .242 with 10 home runs and 13 stolen bases in 1950. Terwilliger was traded to the Dodgers as part of a multiplayer deal in June 1951. After working as a coach in the majors, Terwilliger returned to the minors as both manager and coach for the Saints as well as the Cats. He spent only one year away from baseball in his long career, when he operated his family-owned bar in Michigan in 1974. Terwilliger had a son, Steve, and a daughter, Marcie, from his marriage to Mary Jane Locke, which ended in divorce. He had two stepchildren, Mike and Kevin, from his marriage to his second wife, Linda. A complete list of survivors was not immediately available.
Terwilliger never lost his enthusiasm for baseball. “With a big head on a small body and bags under his eyes, he looks like an aged Tweety Bird in a baseball uniform,” Pat Jordan wrote in The New York Times in 2001. But as the Fort Worth Cats infielder Byron Smith told The Associated Press during the team’s 2005 championship season: “No one even thinks of him as an old guy until somebody says something. He’s excited about being on the field and makes us young kids excited to be here.” That same season, the Cats pitcher Logan Stout told The Clarion-Ledger of Jackson, Mississippi: “He’s just amazing to watch when he’s out there doing batting practice and hitting fungoes. We just all hope we can still walk when we’re 80.”
