Pedro Pierluisi Urrutia, along with Transportation and Public Works (DTOP by its Spanish acronym) Secretary Eileen Vélez Vega and Integrated Transportation Authority (ATI) Executive Director Josué Menéndez Agosto, announced the start of construction of a new $41.7 million ferry terminal in Ceiba on Monday. “Since this four-year term began, I have been firm in my commitment to the people of Vieques and Culebra to improve their quality of life, expedite reconstruction projects, promote their sustainable economic development, and ensure the maritime transportation services that they deserve between the island municipalities and the big island,” the governor said. “Today, we begin a large project to construct a new boat terminal in Ceiba that will provide a comfortable, attractive, and efficient experience for the residents of Vieques and Culebra who come to the big island, as well as for the thousands of visitors and tourists who travel to the island municipalities,” added Pierluisi, who was accompanied by the mayors of Vieques and Culebra, José Corcino Acevedo and Edilberto Romero Llovet, respectively; as well Ceiba Mayor Samuel Rivera Báez and Fajardo Mayor José Aníbal Meléndez. Joel Pizá Batiz, the executive director of the Roosevelt Roads Local Redevelopment Authority Board, was also present at the groundbreaking. Vélez Vega stated that “for us at the DTOP, this project is significant, since we are providing improvements in
maritime transportation and quality of life to residents of the island municipalities of Vieques and Culebra, as well as their visitors.” “Ceiba will have first-rate facilities, with a design [that emphasizes] resilience and service, thus offering the comforts and security that all users deserve,” she said. The permanent construction project will have two main structures: a terminal and a multi-story parking lot, a covered arrival area with patios, and a ground-level parking lot. The passenger terminal building will be a three-story concrete structure of over 28,000 square feet, which will be elevated by about four feet to prevent possible flooding and protect it from damage in an emergency.

Inspection centers will no longer be able to impose additional charges By THE STAR STAFF

ransportation and Public Works (DTOP) Secretary Eileen Vélez Vega said Monday that the new regulations for automobile inspection centers do not allow additional charging for services related to the motor vehicle inspection process. “What was done with Regulation 9526, which is the Inspection Centers regulation, is that it was brought into line with Law 22 (on Traffic),” Vélez Vega said in response to questions from the press. “Law 22 since 2000 has established that the cost of inspection is $12 to $20. That had not been implemented; we worked with the inspection centers, the regulations were made, it was published so that people could have citizen participation -- all this has to be worked out with the citizens -- that was done in December. So now, the inspection center [gets], according to the law, from $12 to $20 for the inspection cost.” “What was also done in that regulation was that now the
inspection center is not allowed to charge for other services such as, for example, accessing the CESCO Digital portal, printing the person’s zero fines [document], or accessing and sending things by email and charging you for using a credit card, because all these costs were exceeding $20 dollars, and what the law says is 12 to 20 dollars …” The official noted that the criterion for establishing the cost, whether it is $12 or $20, “is established by the inspection center.” Gov. Pedro Pierluisi Urrutia stated that it will be up to the citizen to choose which inspection center is least expensive. “Well, each center is going to announce what it is charging for the service; that’s how it is,” the governor said. “The establishment has to know how much it is going to charge,” Vélez Vega added. “Exactly, and no one is obliged to go to a particular center,” Pierliuisi said. “So, what has been done is that it is being standardized; that is, now there is only one position, there can only be one position.”

Urban Train to receive $13.2 million federal injection By THE STAR STAFF

esident Commissioner Jenniffer González Colón announced Monday that the Public Transportation Emergency Relief Program Grant awarded Puerto Rico $13.2 million for the Urban Train and the Municipality of Arroyo. “It’s good to see how federal funds continue to flow directly to local agencies and municipalities so they can continue to move rebuilding efforts forward,” the resident commissioner said in a written statement. “In the aftermath of Hurricane Maria, I fought to be on the T&I [Transportation and Infrastructure] Committee precisely because I knew that most of the discussion about rebuilding critical infrastructure would originate here. In every hearing, in every piece of legislation in this Committee and in the House as

a whole, I make it a point to ensure that Puerto Rico is included. I commend the ACT [the Spanish initials for the Puerto Rico Highways and Transportation Authority] and the Municipality of Arroyo for maximizing the resources available and applying for the grants available through this program.” From the item, the ACT will receive $13.2 million for the Urban Train emergency system. The Municipality of Arroyo, meanwhile, will receive $6,769 for the maintenance of a municipal parking lot. Funding comes from the Federal Transportation Administration under the fiscal year 2023 Emergency Grant Opportunities for Public Transit Systems Impacted by Major Disasters Declared in Calendar Years 2017 and 2020 through 2022.

he National Weather Service (NWS) announced Monday that a significant rainfall and strong gusty winds is expected this week caused by a trough that would mostly affect the southern, inland and eastern parts of Puerto Rico. “The NWS forecast is that between Tuesday and Wednesday, we could see rainfall accumulation of between two and four
inches, and up to six inches in some sectors, so we call on citizens not to cross flooded roads, take precautions if you live in flood areas, and it is not the time to visit rivers or beaches,” said Emergency Management and Disaster Administration Bureau (NMEAD by its Spanish acronym) Commissioner Nino Correa Filomeno in a written statement. “We must be aware of the weather conditions and avoid misfortunes.” Ernesto Morales, a meteorologist and
warnings coordinator at the NWS, added that the event could increase the risk of urban and flash flooding, as well as river floods and landslides. “Citizens have to be attentive to the development of this atmospheric system, since in the worst case, this event could bring significant rainfall across the Caribbean region and dangerous maritime conditions,” Morales said. Governor says judges’ salaries should be legislated By THE STAR STAFF

Pedro Pierluisi Urrutia said Monday that he does not rule out introducing legislation to address the controversy over an increase in judges’ salaries. “To avoid that kind of controversy in the future, that would be to address the issue again on the merits,” the governor said in response to questions from the press. “I think that the ideal would be to legislate. I’m saying it and I’m reserving the right to introduce a bill aimed exclusively at making those increases
permanent and that this is established by a special law.” “The increase was included in the budget based on the premise that it was going to be legislated,” Pierluisi added. “That’s my memory of it. And what happened? It was not legislated because it was blocked when at the House level they intended not only to attend to the increases of the judges, but also to add on the executive branch and the legislators themselves. There it gets stuck and although we will see where that case ends, I think that the best way to put an end to this controversy and so that the good name of the Supreme
Court is not tarnished, is to legislate.” The governor said he regretted the statements of Speaker of the House of Representatives Rafael Hernández Montañez, who accused the judges of legislating a salary increase. “That type of accusation is unfortunate because it is important that the Supreme Court of Puerto Rico be respected and that its objectivity is not questioned from day one,” Pierluisi said. Last Friday, the Supreme Court did not grant the House of Representatives’ request in the case, Marrero Guerrero v. E.L.A.,
consolidated with the case of Puerto Rican Association of the Judiciary, Inc. v. House of Representatives. The reason for the dismissal was because the House of Representatives failed to complete its appeal in time, as it failed to notify one of the parties to the case within the time period established for appeal as required by the applicable procedural rules. The trial court’s decision was issued on Nov. 17, 2023, while the House of Representatives filed its appeal on Jan. 12, without serving its brief on the Office of Courts Administration in a timely fashion.

Housing lacks funds for more solar program vouchers By THE STAR STAFF

he Housing Committee of the House of Representatives launched an investigation on Monday into the process followed by the island Housing Department to grant 6,000 vouchers through the New Energy Program so qualified citizens can buy solar panels. The process was criticized because many citizens were unable to apply for the $30,000 vouchers. Housing Secretary William Rodríguez Rodríguez appeared at the public hearing chaired by Rep. Ángel Fourquet Cordero. “Something that I always have as a priority, as an elected official, is to defend the rights of each citizen in each government sphere. This process undermined the trust of each constituent involved in it,” Fourquet Cordero said. “There were some conclusive rulings, and for me, the most dangerous thing is that there are strong allegations of irregularities. Given that, this public hearing is necessary so that the people of Puerto Rico hear first-hand and have the necessary peace of mind for future events.” Rodríguez Rodríguez said the New Energy Program for installing solar panels sought to adjust to the needs of eligible families, considering critical medical needs. “To give you an idea, in the first minute of opening the application process, we received around 45,000 people in waiting lines in our system,” the Housing chief said. “We could only have the digital queue open for about five minutes.” Likewise, Rodríguez Rodríguez clarified that to be eligible for the program, applicants must own or have an ownership interest in a single-family home that, in turn, is

Ángel Fourquet Cordero (Griselle Rosario) their primary residence and must also earn 80% or less of the median income. “Regarding the distribution of program vouchers, Housing has granted 9,380 vouchers divided into two rounds and 604 installations have been completed among eligible cases,” he said. “In the second round, completed on January 31, even those distributed vouchers are in the
initial application phase to the program, so there is no data on completed cases.” Likewise, Rodríguez Rodríguez confirmed that no more funds are expected to be allocated for a third round of voucher distribution for the installation of solar panels. “Right now, we do not have any more funds in the New Energy Program for these purposes,” he said. The Housing secretary also assured that around 400,000 families would have benefited if the agency had the necessary resources for the New Energy Program. The program received a funding allocation of $350 million. Under program guidelines, eligible individuals would receive up to $30,000 in equipment and installation costs for renewable energy systems in a single-family structure. “We, definitely, have to study and rethink for future occasions whether shopping centers are an alternative for carrying out these processes due to the situation that arose,” Rodríguez Rodríguez said. “However, we have to keep in mind that many in the population involved in these programs do not have the necessary skills to complete a process like this through digital media.” “Even so, we must be realistic,” he added. “The need in our population exceeds the amount of funds and resources we have available and will surpass any strategy and mechanism we have at our disposal. Although we do not want it to be this way, we will always be forced by logic to leave hundreds of people out, but let there be no doubt that everything was carried out properly and the process was conducted in a transparent manner.” Fourquet Cordero, meanwhile, asserted that the problem in the process was that the most “vulnerable” people were excluded without the right to receive help.
SEC confirms that it will not certify independent Senate candidate By THE STAR STAFF

he State Elections Commission (SEC) confirmed Monday that it will not certify Eliezer Molina Pérez as an at-large senator running as an independent because he failed to turn over evidence or the certifications that he had documents required by the Electoral Code. The information was provided by SEC Alternate Chairwoman Jessika Padilla Rivera. “He will be notified that it was confirmed that he did not comply and that within the period given to him to present his evidence, he did not present it,” Padilla Rivera said. Padilla Rivera said the notification must be made on Monday after SEC Secretary Rolando Cuevas returns from an official trip to El Salvador, where national elections were held on Sunday. Padilla Rivera added that the process will be conducted by email, which is the fastest way, followed by a phone call in which the applicant
will be informed about the decision. Separately, Molina Pérez accused the SEC of corruption and denied claims that he had not turned over required documentation. Likewise, he announced that his lawyer will be Juan Antonio Corretjer, while commenting that the decision of the SEC was expected, “because it is becoming customary for the SEC to be an impediment for people to aspire to public office, because if we look at what the Constitution of Puerto Rico stipulates, half of the documents that these people request are unconstitutional.” Padilla Rivera noted that last week she issued a resolution granting Molina Pérez until Wednesday of last week to bring the evidence to the SEC. The SEC had examined the Senate hopefui’s file and found that he did not have certifications showing he had taken steps to obtain documents required by the Electoral Code. Molina Pérez previously ran as an independent gubernatorial candidate in the 2020 elections, receiving about 8,000 votes.

Cast as criminals, America’s librarians rally to their own defense By ELIZABETH WILLIAMSON
D
uring 12 years as a youth librarian in northern Idaho, Denise Neujahr read to and befriended children of many backgrounds. Devout or atheist, gay or straight, all were welcome until a November evening in 2021, when about two dozen teens arriving at the Post Falls library for a meeting of the “Rainbow Squad” encountered a commotion at the entrance. Members of a local church waved signs with images of hellfire and used a bullhorn to shout Bible verses and accusations about sin and pedophile “groomers” in the library. Parents had to escort the teens inside that night, and the library beefed up security. But the next month, police arrested a protester outside the doors who was carrying a knife and a loaded gun. In May, religious conservatives won a majority on the library board and named as its chair a member who had called the Rainbow Squad a “sex club.” Neujahr, who created the group as a program of crafts, snacks and conversation for LGBTQ youth and their parents, said she was told the group’s funding was in danger. But she refused to disband it. “They’re really good kids,” Neujahr said. “It just makes me so sad that they have to go through all this hate. This is not what libraries stand for.” As America’s libraries have become noisy and sometimes dangerous new battlegrounds in the nation’s culture wars, librarians like Neujahr and their allies have moved from the stacks to the front lines. People who normally preside over hushed sanctuaries are now battling groups that demand the mass removal of books and seek to control library governance. Last year, more than 150 bills in 35 states aimed to restrict access to
library materials and to punish library workers who do not comply. “We’re no longer seeing a parent have a conversation with a teacher or librarian about a book their child is reading,” said Deborah Caldwell-Stone, the director of the American Library Association’s Office for Intellectual Freedom. “We’re seeing partisan groups demand the removal of books that they’re told are bad books, that they are not even reading, because they don’t meet the political or moral agenda.” The battles are being waged in places like Clinton, Tennessee, where a reluctant library ally, the local sheriff, spoke out against censorship. In Pella, Iowa, two women organized a successful campaign against a proposal to force the town library under city control. And in Idaho, after Neujahr received an award for her work with the Rainbow Squad, people threatened her life and posted her family members’ personal information online. Sheriff Russell Barker had a problem. As the chief law enforcement officer for Anderson County in the mountains of eastern Tennessee, he had handled narcotics, assault and other criminal investigations — not the review of children’s books about sex and gender identity. But this past year, after residents found what they said were more than a dozen pornographic titles in the county’s four libraries, local officials asked the sheriff to determine whether two of the targeted titles violated Tennessee’s obscenity law. If so, librarians, staff or board members — the sheriff told officials he didn’t know who — might be subject to arrest. The two books given the sheriff for review were “Let’s Talk About It: A Teen’s Guide to Sex, Relationships and Being a Human” by Erika Moen and Matthew Nolan, and “Gender

In late March, more than 250 people packed the Clinton Community Center for a charged public meeting, recorded on video. Jack Mansfield, a retired Oak Ridge police officer, shook his finger in fury at four county librarians at the front of the room. “You librarians, you’re providing this material; you can be arrested too!” he shouted. Three weeks later, the county commissioners met to hear Barker’s findings. He told the commissioners that he planned to follow library policy and file a request that the library restrict children’s access to the two books he had reviewed. He said that some of their content personally offended him, but neither violated state or federal law. “For me, again, this is about freedom in the United States,” he added. “My caution would be, if we start removing those books, we could start an avalanche of everyone questioning anything that they disagree with. And we get into some
censorship issues that would be really outside the bounds of what our country is about.” A county commissioner, Anthony Allen, disagreed. “When we try to segregate books that are so explicit that we want them segregated, they should not be in the library,” he told the sheriff. “Can you address that?” “That’s a fair argument,” the sheriff replied. But, he said, “what is explicit is subjective,” and “it is not government’s call to decide.” The controversy in Pella, Iowa, began in the summer of 2021 when a youth identifying as male arrived at the aquatic center in trunks and a small covering over his torso, described as a chest binder by some and Band-Aids by others. A rumor spread that the teen was swimming topless around children, stirring local alarm and angry posts to a Facebook page. Two women stunned by the vitriol stepped in. Anne Petrie, a retired music professor at Central College in Pella, and her neighbor Anne McCullough Kelly, a local mental health counselor, formed a Facebook group called “Coalition for an Inclusive Pella” as a countermessage. The two women were heavily outnumbered at City Council meetings, including one in which Michael Shover, the pastor of Christ the Redeemer Church in Pella, said that “the corrupting effects of sexual immorality are now descending upon our town.” The fracas spawned a new group, Protect My Innocence, which in late 2021 began objecting to about 100 books from the municipal public library that it said contained pornographic and sexually explicit content, including “Gender Queer.” In 2022, the library board denied Protect My Innocence’s request to remove “Gender Queer” from the adult section and make it available only if patrons asked for it. The group complained to the City Council, then turned to collecting signatures for a 2023 ballot referendum to place the library under the control of the City Council. That prompted Petrie and McCullough Kelly to create Vote NO to Save Our Library, a political action committee, with the help of EveryLibrary, a national advocacy group that fights censorship. On Nov. 7, the vote to strip the Pella Public Library of its independence was 1,954 in favor, and 2,041 against. Just 87 voters defeated the resolution, ending a two-year battle over a book. “Would I have liked the margin to be a little bigger? Yeah,” Petrie said. “But I was really, really gratified that the people of Pella said, ‘No, we don’t need this.’”

Senators release border deal to unlock Ukraine aid, but fate remains uncertain By KAROUN DEMIRJIAN
S
enate Republicans and Democrats on Sunday unveiled a $118.3 billion compromise bill to crack down on unlawful migration across the U.S. border with Mexico and speed critical security aid to Ukraine, but the deal faces long odds in a Congress deeply divided over both issues. The release of the agreement, struck after more than three months of near-daily talks among senators and Biden administration officials, counted as an improbable breakthrough on a policy matter that has bedeviled presidents of both parties and defied decades of efforts at compromise on Capitol Hill. President Joe Biden, who last month promised he would shut down the border immediately if the measure became law, implored Congress on Sunday to pass the bill and send it to his desk as soon as possible. “If you believe, as I do, that we must secure the border now, doing nothing is not an option,” he said in a statement, adding that Republicans “have to decide. Do they want to solve the problem? Or do they want to keep playing politics with the border?” The bill features some of the most significant border security restrictions Congress has contemplated in years. They include making it more difficult to claim asylum, vastly expanding detention capacity and effectively shutting down the border to new entrants if more than an average of 5,000 migrants per day try to cross over unlawfully in the course of a week, or more than 8,500 attempt to cross on any given day. But Speaker Mike Johnson has already pronounced the bill “dead on arrival” in the Republican-controlled House. And with former President Donald Trump actively campaigning against the deal, it was not clear whether the measure could even make it out of the Democratic-led Senate, where it needs bipartisan backing to move forward. Sen. Chuck Schumer, D-N.Y., majority leader, said he planned to put the package to an initial vote Wednesday, in a critical test of its ability to survive. “I know the overwhelming majority of senators want to get this done, and it will take bipartisan cooperation to move quickly,” Schumer said in a statement Sunday. Yet, Sen. Mitch McConnell, R-Ky., minority leader, stopped short of ordering GOP colleagues to back the bill Sunday, even as he hailed the measure for including “direct and immediate solutions to the crisis at our southern border.”
The measure includes $20.2 billion to pay for improvements to border security, including hiring new asylum officers and border security agents, expanding the number of available detention beds and increasing screenings for fentanyl and other illicit drugs. It also includes $60.1 billion for Ukraine, $14.1 billion in security assistance for Israel, and $10 billion in humanitarian aid for civilians in conflict zones including the Gaza Strip, the West Bank and Ukraine. But the bill falls short of several Republican demands, including ramping up border wall construction and limiting parole and related programs that allow migrants to live and work legally in the United States without visas while they await hearings on their immigration claims — sometimes for years. Those omissions have alienated rightwing Republicans who insisted on far more severe measures, while the restrictions have enraged progressive Democrats. ocked in a legal battle with the Biden administration over immigration enforcement, Gov. Greg Abbott of Texas said Sunday that he was expanding his effort to establish state control over areas near the Rio Grande in an effort to deter migrants. Abbott, flanked by 13 other Republican governors, said that Texas would not limit its high-intensity efforts to the small municipal park along the river in Eagle Pass where the state has taken over and limited access for federal agents. A top Texas official said state law enforcement officers were also looking to move in on riverside ranch land north of the city that migrants have continued to use for crossing. Texas has deployed National Guard troops and state police officers up and down the Texas border since 2021 and began stringing concertina wire along the banks of the river the next year. What changed last month in the park, known as Shelby Park, is that Texas began preventing federal agents from routine access to the riverbank or from using the park to detain and process large numbers of migrants. “As we speak right now, the Texas
National Guard, they’re undertaking operations to expand this effort,” Abbott said during a news conference at the park. “We’re not going to contain ourselves to this park. We are expanding to further areas to make sure we expand our level of deterrence and denial of illegal entry into the United States.” Abbott described the arrival of migrants as an “invasion” that permitted Texas, under the U.S. Constitution, to take on the job of enforcing immigration laws, an area that the Supreme Court has in the past left to the federal government. Whether he has the power to do so is being contested in court by the Biden administration. A spokesperson for U.S. Customs and Border Protection did not immediately respond to a request for comment. The agency has previously said that it, not the state, is responsible for detaining and processing those who have crossed the border illegally. The Republican governors met at the border as the Senate was preparing to release details of its plan to address the high number of illegal border crossings, which topped 300,000 in December alone. The Biden administration has backed legisla-
tive action, but some Republicans have appeared unwilling to go forward after former President Donald Trump said that doing so would help Democrats in November. Several Texas Democrats, in a telephone news conference Sunday, said that Abbott’s event was about politics rather than a desire to fix the immigration system. “Democrats on this call want to make migration more legal, orderly and humane,” said U.S. Rep. Greg Casar of Austin. “It is these very Republicans that want to keep it as dangerous and as illegal as possible” The assembled governors said that they backed Texas in its confrontation with the federal government. As they spoke, scores of National Guard troops stood silently with assault-style rifles across their chests. “This is a fight that all of us have to engage in,” said Gov. Sarah Huckabee Sanders of Arkansas. “Montana stands with Texas in this fight,” Gov. Greg Gianforte of Montana said. The nation’s Republican governors have appeared eager to align themselves with Texas in its continuing legal challenge, critical of what they say is the Biden administration’s failure to control the border. Even in states as far away as South Dakota, immigration has been a top concern among Republicans as well as some Democrats in cities that have been forced to find shelter for thousands of new arrivals. “This is not a campaign tactic,” Republican Gov. Brian Kemp of Georgia said at the news conference Sunday. For many of the governors, it was not the first time they had stood together with Abbott at the border. In October 2021, as the Texas governor was expanding his border-enforcement program, known as Operation Lone Star, to include thousands of additional National Guard troops, he assembled a group of Republican governors in Mission, Texas. Several states, including Florida, Tennessee and South Dakota, have sent their own state police officers and National Guard troops to help patrol the border in Texas. But the gathering Sunday comes at a far more tense time along the border. Not only is Texas fighting to be able to maintain the concertina wire it has put
up in some areas, but the state is also preparing to enforce a new state law, taking effect in March, that will make it a state crime to enter Texas from Mexico without authorization. The Biden administration has challenged the new law in court; a hearing on whether to halt enforcement is set for Feb. 13. The governors convened a day after hundreds of people gathered at a rally on a ranch north of Eagle Pass after arriving in a convoy that traveled through Texas, one of several convoys across the Southwest aimed at drawing attention to the situation on the border. At the rally, some said they feared the heated political divisions in the country over immigration could lead to violence. Abbott said that any suggestion of violence over the standoff with the federal government was a “false narrative.” “All we’re doing is enforcing the laws of the United States of America,” he said. The number of border crossings in the area around Eagle Pass has been sharply lower since the state took over Shelby Park in January, Texas officials said. Federal Border Patrol agents have not been entirely kept out of the park by the state; they still have limited access to launch boats and respond to emergencies. But they have been prevented from patrolling. Most migrants seek to immediately turn themselves over to Border Patrol agents for processing and a chance to stay in the United States as their immigration case is heard. But many of those around Shelby Park have instead faced arrest by the state police on charges of trespassing, which can delay and sometimes complicate their efforts to seek asylum from federal authorities. Mike Banks, a special adviser to Abbott on border issues, said in an interview after the news conference that the state was looking to similarly edge out Border Patrol officers at other areas along the river. “We are going to keep expanding out that way and doing everything we can to stop the illegal immigration at the line, on the river,” Banks said. “It’s fair to say that we are going to go anywhere where illegal immigration is happening, and we’re going to hit them at the point of entry to prevent them from making the entry onto the soil.”

Mudslides, rescues and power outages follow record rainfall in California By SHAWN HUBLER
A
record-breaking storm stalled over the Los Angeles area Monday as California surveyed damage from a ferocious atmospheric river. Half a million homes and businesses remained without power as residents encountered blocked roads, rising floodwater and a relentless downpour that was expected to last for another day. Nearly 10 inches of rain had been recorded by sunup in the Los Angeles neighborhood of Bel Air — more than half its average annual rainfall. The Hollywood Hills had been inundated, with morning traffic crawling past fallen trees and mud on narrow roadways. Rain totals in downtown Los Angeles had passed 6 inches after smashing a century-old daily rainfall record for Feb. 4, according to the National Weather Service. Forecasters cautioned that the most dangerous part of the storm might still lie ahead, with less intense but nonstop showers expected to continue until Tuesday. Eight to 14 inches of rain could fall Monday in parts of Southern California, potentially matching Los Angeles’ average annual rainfall total — 14 inches — in a single day. Officials warned of the potential for more flooding and mudslides.
“We’ve got more rain coming, heavy rain, through the overnight hours,” said Joe Sirard, a meteorologist with the National Weather Service in Oxnard, north of Los Angeles. “Plus the existing rain that we’ve had, plus the rain we had earlier this week.” Here’s what else to know: — A flash flood warning remains in place until 9 a.m. Pacific time for parts of Los Angeles County including Beverly Hills, the Hollywood Hills, Malibu and the Santa Monica Mountains. Blustery day leads to damage in San Francisco Bay area By HEATHER KNIGHT and SAM MONDROS

he worst of the storm appeared to be over Sunday night in the San Francisco Bay Area, after rain drenched the region and wind toppled trees throughout the day. But residents will be dealing with the effects for days to come. More than 300,000 Bay Area households lacked power Sunday night, some roads remained closed, and there were reports of homes and vehicles that were damaged. While communities in Northern California had been concerned about flooding before the storm hit, the fierce winds ended up causing more problems. Towering trees fell onto highways and blocked traffic. Ferries on the San Francisco
Bay were called back to shore. An outdoor dining structure in Noe Valley even slid into the middle of the road before bar patrons and neighbors ran outside and pushed it back into place. In Marin County, winds approached 90 mph on mountain tops and took down trees, power lines and structures. Trina Baucom, 60, was less than 100 feet from the Point Reyes Lighthouse parking lot when she turned around. Rocks and sand flew across the roadway as her Jeep Wrangler swayed on a narrow road more than 200 feet above the Pacific Ocean. “It was pretty scary up there,” she yelled over the wind and sideways rain. On a cattle ranch just east of the lighthouse, William Nunes, 27, watched as the wind ripped a calf hutch from the ground and sent it flying into the air and over a hill.
Next went the roof to his cattle barn. Several sheets of metal as long as two cars were torn off and landed beside dozens of wet cows. The metal sheets shook violently, with the wind threatening to send them flying again, until two ranch workers secured them to the manure-covered ground while Nunes poured gravel on top to weigh them down. In San Francisco, one of the most dramatic scenes of the storm unfolded at 18th and Market streets, a half-mile west of the Castro District. A giant pine on a cityowned hill fell in the middle of the morning, causing a small landslide that sent dirt and tree limbs tumbling into the road. Officials closed that part of Market Street, a major thoroughfare, as they waited hours for arborists to arrive and remove the tree. Sgt. Mike Mitchell of the San Francisco Police Department, who stood with other
police and traffic control officers surveying the scene, said that the city simply did not have enough arborists to maintain its urban forest. Elsewhere in the city, tree limbs and entire trees fell, including onto a car parked near Oracle Park, home of the San Francisco Giants, and across a road near Twin Peaks. The Department of Emergency Management warned people to “avoid walking in parks and other terrain with trees.” There were no reports of injuries from falling trees. It also was high winds, more than the rain, that prompted the last-minute cancellation of the San Francisco Half Marathon on Sunday morning, bringing disappointment to some runners and relief to others. It wasn’t all grim. By midafternoon, in a sunny respite between storms, a huge rainbow appeared over the city.

T
he world is starting 2024 on an optimistic economic note, as inflation fades globally and growth remains more resilient than many forecasters had expected. Yet one country stands out for its surprising strength: the United States. After a sharp pop in prices rocked the world in 2021 and 2022 — fueled by supply chain breakdowns tied to the pandemic, then oil and food price spikes related to Russia’s invasion of Ukraine — many nations are now watching inflation recede. And that is happening without the painful recessions that many economists had expected as central banks raised interest rates to bring inflation under control. But the details differ from place to place. Forecasters from the U.S. Federal Reserve to the International Monetary Fund have been most surprised at the remarkable strength of the U.S. economy, while growth in places such as Britain and Germany remains more lackluster. The question is why America has pulled out ahead of other developed economies in the pack. The IMF said last week that it expected the U.S. economy to grow 2.1%, a sharp upgrade from the previous estimate of 1.5%. Other major advanced economies are also expected to grow, albeit less quickly. The euro area is expected to notch out 0.9% growth, as is Japan, and Britain is forecast to expand by 0.6%. “This is a good situation, let’s be honest, this is a good economy,” Jerome Powell, the Fed chair, said at a news conference last week — two of nearly 20 times that he called the data “good” during his remarks. Evidence of that strength continued Friday, when a blockbuster jobs report showed that U.S. employers had added 353,000 jobs in January and wages grew at a rapid clip. America’s outperformance has come from a combination of luck and judgment, economists said. Below is a rundown of some of the factors behind the comparatively strong performance — starting with those that reflect policy choices and moving to factors that owe more to fortune. One reason for U.S. resilience: fiscal policy. Part of the reason that economic growth has been so surprisingly strong in the United States is simple: The federal government has continued to spend a lot of money.
Government expenditures as a share of overall output hovered around 35% in America in the years leading to the pandemic, based on IMF data. But in 2020 and 2021, they jumped above 40% as the government responded to the coronavirus with about $5 trillion in relief and stimulus to people, businesses, institutions, and state and local governments. States and households have only slowly spent down the savings they amassed during those pandemic years, so the money has continued to trickle through the economy like a slowrelease booster shot. On top of that, government spending has remained elevated as the Biden administration has begun to make sweeping infrastructure and climate investments. “As the economy recovered, the U.S. just poured more kerosene onto the fire,” said Kristin Forbes, an economist at the MIT Sloan School of Management and a former Bank of England official. Forbes noted that the U.S. deficit as a share of its gross domestic product is larger than that in many other advanced economies, and today’s spending is adding to the American debt pile. Given that, strong growth today could come at a cost — including higher interest bills — down the road. Administration officials have suggested it was worth the trade-off. Lael Brainard, who heads President Joe Biden’s National Economic Council, told reporters last month that the combined outlays had allowed families to “weather this really disruptive period of time and bounce back.” Yet government spending doesn’t fully explain the divergence between the United States and other economies. Other countries also spent a lot in response to the pandemic, and places like the euro area and Britain are still spending more than they did before the pandemic in recent years, as a share of output. Jan Hatzius, chief economist at Goldman Sachs, said that he believed that the GDP data — which can be volatile and gets revised — could be overstating the divergence between U.S. growth and those in other countries. But to the extent that there is a gap, he does not think government spending has been a big driver of the stronger U.S. performance over the past year. Instead, a number of economists said, what is happening could owe partly to policy design differences — and luck. Pandemic layoff responses were not created equal. America took a different approach than its European peers when it came to how it designed policy relief for workers displaced by pandemic shutdowns: It paid workers to stay at home, with one-time checks and expanded unemployment insurance, whereas countries in Europe paid workers to stay in jobs. The resulting churn as Americans have sorted themselves into new and better jobs could be leading to the stronger productivity growth that the United States is seeing now, said Adam Posen, president of the Peterson Institute for International Economics, a think tank in Washington. Ahead of time, “it was not clear which was going to be the better way to go,” Posen said, noting that many economists had worried that the U.S. approach would actually perform slightly worse. “As always, it is better to be lucky than to be good.” Proximity to geopolitical problems is also important. Other advanced economies have also fallen victim to
misfortune. European countries have been much more exposed to the aftershocks from Russia’s invasion of Ukraine in 2022, a conflict that has pushed up gas and grocery prices — roiling the business environment and limiting households’ abilities to afford other discretionary products. While the United States imported relatively little oil and gas from Russia, that was not the case for Europe. According to a 2023 survey by the European Investment Bank, 68% of European Union businesses saw their energy prices increase by 25% or more, compared with 30% of U.S. businesses experiencing the same increase. Speaking to the U.S. Chamber of Commerce Tuesday morning, Valdis Dombrovskis, the European commissioner for trade, said Europe had been working to address its dependence on Russian fossil fuel, but that cutting those ties “came at a cost.” Kristalina Georgieva, the managing director of the IMF, told reporters Thursday that the resilience of the U.S. economy stemmed from several factors — including insulation from volatility in global energy markets. “There have been good economic forces and winds blowing into U.S. sails,” Georgieva said. Now, tensions in the Red Sea that are disrupting shipping routes there could have bigger spillover effects for Europe. This has started to push up shipping prices and delay deliveries, particularly for goods traveling to Europe from Asia. Biden administration officials are monitoring those disruptions, but they are less concerned since they are “a little bit less salient for American supply chains than for other parts of the world,” Brainard said. Demographics play a role. When it comes to the absolute level of growth in the United States versus advanced economies like the euro area and Japan, America also has the benefit of a younger population. The median age in the United States is about 38.5, whereas it is 46.7 in Germany and 49.5 in Japan. Youth helps to make an economy more dynamic: Younger adults work more, and families who are having children, buying houses and building lives spend more than retirees. All of this could matter to policy. Whatever is causing the divergence, it could matter for economic policy. The Fed, the European Central Bank and the Bank of England are all nudging toward cutting interest rates as they try to avoid undermining growth. Central bankers don’t want to lower rates too early and fail to fully stamp out inflation. They also want to avoid keeping them too high for too long, inflicting more pain than is necessary to wrestle price increases under control. For the ECB and the Bank of England, slower growth could make that an especially delicate process; policy errors could tip those economies from slight growth to slight contraction. But completing the soft landing is a looming challenge for many central banks. “At this time of the cycle, there is risk of premature loosening, but there is also risk of keeping interest rates higher for longer,” Georgieva said. “They now need to land the plane smoothly.”

In an interview aired on Sunday, Powell said more evidence on a sustainable downtrend in inflation was needed to warrant lower rates, while Minneapolis Fed President Neel Kashkari wrote in an essay published on Monday that a resilient economy could defer rate cuts for some time. Fresh data from the Institute for Supply Management showed the U.S. services sector’s growth picked up in January, with a measure of input prices rising to an 11-month high. This added to doubts about when rates would be lowered already kindled by Friday’s data signaled the labor market’s resilience in the face of tight credit conditions. And putting additional pressure on stocks was U.S. Treasury yield increases, with those on 30-year notes jumping to 4.35%. [US/] “ There’s more realization the Fed is not going to start cutting in March. Powell was very adamant about that. You saw some of the other Fed governors out today reiterating they just need more data in the wake of how hot the job numbers were on Friday, and not just Friday’s report, but the revisions to prior months,” said Carol Schleif, chief investment officer at BMO family office in Minneapolis, MN. “The market had gotten way out over its skis, especially coming out of November, December,” Schleif said, adding that she was “not viewing this as the start of a major pullback” but rather an opportunity for investors with cash on the sidelines. Monday’s decline follows record high closing levels in the benchmark S&P 500 and the blue-chip Dow on Friday, boosted by gains in Meta Platforms and Amazon.com after solid financial results. At 02:16 p.m. the Dow Jones Industrial Average fell 235.98 points, or 0.61% , to 38,418.44, the S&P 500 lost 11.80 points, or 0.24%, to 4,946.81 and the Nasdaq Composite lost 29.05 points, or 0.19%, to 15,599.90. The S&P 500 materials sector was the biggest sector decliner, down 2.4%, dragged down by a 14.7% decline in Air Products after the industrial gas manufacturer forecast 2024 profit below estimates. Technology and healthcare were the biggest gainers, up 0.5%. Results were in from nearly half of the S&P 500 firms and fourth-quarter earnings estimates were improving sharply, with about 80% of the reports beating expectations, according to LSEG data on Friday. “Mostly earnings season has been pretty mixed bag. King Charles is diagnosed with cancer By MARK LANDLER

ing Charles III has been diagnosed with a form of cancer and is suspending his public engagements to undergo treatment, casting a shadow over a busy reign that began barely 18 months ago.. The announcement, made by Buckingham Palace on Monday evening, came a week after the 75-yearold sovereign was discharged from a London hospital, after a procedure to treat an enlarged prostate. The palace did not disclose what form of cancer Charles has, but a palace official said it was not prostate cancer. Doctors detected the cancer during that procedure, and the king began treatment on Monday. “During the king’s recent hospital procedure for benign prostate enlargement, a separate issue of concern was noted,” the palace said in a four-paragraph statement. “Subsequent diagnostic tests have identified a form of cancer. His Majesty has today commenced a schedule of regular treatments, during which time he has been advised by doctors to postpone public-facing duties. Palace officials said the king would continue to carry out other duties, including his weekly meeting with the prime minister, as well as the daily pile of paperwork he works through as Britain’s head of state. The palace said Charles “remains wholly positive about his treatment” and looked forward to returning to public engagements. He returned to London from his country residence, Sandringham, to begin treatment as an outpatient, palace officials said.
Charles, who ascended to the throne in September 2022 after the death of his mother, Queen Elizabeth II, has generally been in good health. As a child, he suffered from recurring tonsillitis, but as an adult, he enjoyed vigorous sports such as hiking, polo and skiing. His disclosure of the prostate treatment, and now of his cancer diagnosis, is unusual for the royal family, whose members often reveal little about their health. After the queen’s death at 96 years old, the palace issued her death certificate, which listed her cause of death simply as “old age.” Still, palace officials on Monday also made clear that they would not issue regular updates on the king’s condition, and they asked reporters not to attempt to contact those involved in his treatment. The palace said in its statement that the king had chosen to share his diagnosis “to prevent speculation and in the hope it may assist public understanding for all those around the world who are affected by cancer.” The king’s younger son, Prince Harry, has been in touch with his father and planned to travel to Britain in the coming days to visit him, according to the BBC. Harry has been largely estranged from the royal family since he and his wife, Meghan, announced they were withdrawing from official duties and moved to California. Palace officials said Queen Camilla would continue to carry out a full program of official engagements during her husband’s treatment. She was a frequent visitor during his hospitalization for prostate treatment at the London Clinic. Charles’ illness caps a period of troubling health news for the royal family. Catherine, the wife of Prince William, was hospitalized for almost two weeks after undergoing abdominal surgery. She was released last week, but Kensington Palace has given few details about her recovery. Sarah Ferguson, Duchess of York and ex-wife of the king’s younger brother, Prince Andrew, said recently that she had been diagnosed with melanoma, a serious type of skin cancer. It was her second cancer diagnosis within a year. Ferguson, 64, had spoken publicly about her decision to undergo a mastectomy and reconstructive surgery last year after a breast cancer diagnosis in the summer. El Salvador’s president expected to win big, despite concerns over crackdown By GABRIEL LABRADOR and NATALIE KITROEFF

ayib Bukele, the millennial president who reshaped El Salvador by cracking down on both gangs and civil liberties, looked poised to win another five years in office after polls closed Sunday. The electoral authorities had not released official results by Sunday night, but Bukele claimed victory in a post on X, formerly Twitter, saying he had won more than 85% of the vote. Legal scholars say Bukele violated El Salvador’s Constitution by seeking a second consecutive term, but most Salvadorans don’t seem to care. Surveys showed that voters overwhelmingly supported his candidacy and were likely to maintain the ruling party’s supermajority, extending Bukele’s control over every lever of government for years. Since imposing a state of emergency in the spring of 2022, the Bukele government has arrested tens of thousands of people with no due process, filled the streets with soldiers and suspended key civil liberties. But the gangs that once ruled over much of the country have been decimated — making the 42-year-old leader enormously popular. “The majority of Salvadorans are in agreement that Bukele should stay,” said David Lobato, 38, outside a polling station in San Salvador, the capital. “He’s turned the country around. Things are different now.” The five opposition candidates for president gained almost no traction in the polls. Among them were contenders from the rightwing Arena and leftist Farabundo Martí National Liberation Front parties that had once dominated Salvadoran politics for 30 years. Ricardo Zuniga, a former special envoy to Central America for the Biden administration, said Bukele’s decision to seek a second term was “a demonstration of power.” “They want to show that they can do this,” he said. “They want to show they have popular backing for doing it — and they want everyone to just live with it, regardless of the constitution.” Critics said they worried that the vote Sunday would only embolden Bukele to deepen his attacks on the media, civic groups and anyone else he views as posing a threat to his control. On Sunday, at a news conference, Bukele said, “We are not replacing democracy, because El Salvador has never had democracy,” adding, “this is the first time in history that El Salvador has democracy.” The main selling point of Bukele’s campaign was the nearly two-year state of emergency his government imposed after the gangs that had long dominated the streets went on a killing spree in March 2022. Since then, the authorities have arrested roughly 75,000 people, including 7,000 who were eventually released and thousands more who are not gang members but remain jailed, human rights groups say. They have documented reports of prisoners being tortured and deprived food. But El Salvador’s transformation has been undeniable. The three biggest gangs that made the country one of the most violent places on Earth appear to have lost any semblance of power. “The main pillar on which he has built his popular backing is what the government has done
on security,” said Omar Serrano, vice chancellor for social outreach at José Simeón Cañas Central American University. “The state of emergency is what people value most.” Bukele, a descendant of a family of Palestinian migrants who arrived in Central America in the early 20th century, was one of 10 siblings and half siblings raised in Escalón, an upper-middle-class neighborhood in San Salvador. He studied at an elite, bilingual high school. After working as a publicist on political campaigns, Bukele moved into politics in 2011 and quickly rose to prominence. At the age of 30, he became mayor of Nuevo Cuscatlan, a small town on the outskirts of San Salvador, representing the Farabundo Martí National Liberation Front, the leftist party. Three years later, he became mayor of San Salvador, a post considered a steppingstone
to the presidency. In the lead-up to the 2019 presidential elections, Bukele created his own party, New Ideas, but ran as a candidate of a small rightwing party, GANA, to meet the legal requirements to compete. He sailed to victory on a vow to break with the corrupt politics of the past. Once in office, though, he turned to tactics that many viewed as a return to the autocratic leadership the country had fought a 12-year civil war over. He marched soldiers into the legislative assembly to pressure lawmakers to pass government funding and later replaced an attorney general who was investigating corruption in his administration. In 2021, after winning a supermajority in Congress, his party replaced top judges on the Supreme Court, who within months reinterpreted the constitution to allow Bukele to run again for the presidency. There remain some sources of resistance to Bukele, especially among those who say their family members were unfairly imprisoned. “We as citizens were obliged to come and demonstrate that there is a contingent that does not agree with the policies that are being carried out,” said Nelson Melara, 41, who voted in the capital Sunday afternoon. “There are good things with this government, but there are also bad things that deserve many questions,” he said. Overall, though, Bukele’s appeal has hardly wavered at home — and for a remarkable contingent of fans across the hemisphere. Politicians from Colombia to Ecuador have vowed to emulate him. “Those from my generation think that even though power is being concentrated in one person, I feel that it would be worth it,” said 27-year-old Natalia Pérez. For the first time in a long time, she said, she can walk at night and feel safe. “We have seen actions and changes,” she said.

Kenya plans to bypass court order in Haiti deployment By ABDI LATIF DAHIR

enya’s government will not await a court of appeal ruling before deploying its forces to Haiti, a senior government official said, further underscoring the government’s determination to move ahead with the proposed multinational force aimed at bringing stability to the gang-ravaged Caribbean nation. Abraham Korir Sing’Oei, the principal secretary at the Ministry of Foreign Affairs, told The New York Times in an interview that Kenya and Haiti were working to finalize a bilateral agreement in the next two weeks and that, once in place, Kenyan forces would immediately deploy. The declaration from Sing’Oei comes just a week after the country’s High Court blocked the deployment of 1,000 police officers, saying it could go ahead only if there was a “reciprocal arrangement” detailing the framework under which Kenyan forces can operate in Haiti. Kenya’s government appealed the decision. Sing’Oei said the High Court provided a legal pathway for the deployment, namely the bilateral reciprocal arrangement with Haiti. But he said the government was appealing the decision to a higher court anyway to seek clarifications on some findings the government “finds problematic.” Still, he added, “the deployment does not have to await the conclusion of this appeal.” He did not give a specific timeline for when the officers would depart for Haiti. Kenyan President William Ruto has remained bullish on the plan, telling Reuters last week that the mission would go ahead despite the court’s ruling. Observers say Ruto, who came to power in 2022, is adamant about going through with the plan in order to lift his profile as a global statesman and a Pan-African leader. He has also cast the Haiti plan as “a mission for humanity,” which would help a nation whose people are part of the African diaspora. His government’s decision to bypass the courts would probably open another legal challenge from activists and human rights groups who have denounced the deployment plan as unconstitutional. It would also open another door of controversy for Ruto, whose government faces rising cri-

By defying the courts, Ruto will also be amping up his showdown with the judiciary, which he recently censured for impeding his administration’s plans. One of those plans was the Haiti mission. Last July, the government announced that it would lead a multinational force to bring order to Haiti, where gangs have overtaken entire neighborhoods and some 5,000 people were killed in 2023. The United Nations Security Council approved the mission in October and the Biden administration pledged to finance the mission with $200 million. But the operation quickly became a political wedge issue in Kenya, denounced by activists and opposition lea-
ders. Detractors said the plan contravened Kenya’s Constitution because it would place officers in unnecessary danger and was carried out without broader public dialogue or the direct authorization of the government agencies tasked with national security. Human rights groups also pointed out the dismal record of Kenya’s police, who have been accused of killing more than 100 people last year and shooting at protesters during anti-government demonstrations. Many also questioned how Kenyan forces would protect civilians in Haiti even as they struggled to stem the threat of bandits and the terrorist group al-Shabab within their own borders. Following a parliamentary session in November, lawmakers passed a motion allowing for the deployment of forces, but a High Court judge blocked the plan in late January, throwing its future into disarray. Despite the court verdict, the United States reaffirmed its support for the mission last month. In a statement, the State Department acknowledged the Kenyan court’s ruling and the government’s intent to challenge it and called for the international community to “respond to the unprecedented levels of gang violence and destabilizing forces preying upon the Haitian people.” But even as Kenyan officials begin working out a “reciprocal arrangement,” lawyers and activists have started looking into what that would entail. Sing’Oei said the agreement would follow the National Police Service Act, which stipulates that the president can designate a country as a “reciprocating nation” once they are satisfied that they have corresponding laws to those governing Kenyan forces abroad. Observers say that Ruto now faces pressure to show that he carefully assessed all necessary conditions before making such a decision if he is to avoid more court challenges. “When the law gives that power to anyone — in our case, the president — it is only prudent that the decision not be based on whim, diplomatic populism or even sheer egalitarianism,” Waikwa Wanyoike, a constitutional lawyer, wrote in a Sunday column in Kenya’s Daily Nation newspaper. “Instead, it must be taken based on prudence and objectivity — with sufficient justification candidly offered.”

What can we possibly say to the children of Gaza? By NICHOLAS KRISTOF

here’s a whip-smart 10-year-old girl in the Gaza Strip who speaks good English, displays a radiant smile and seemed to have a bright future. The daughter of an X-ray technician, she had been accepted to an international exchange program and was supposed to be leaving soon. Instead, she’s lying in a hospital bed with a badly infected wound in her thigh from a bomb blast. A photo shows a football-size open wound, with a chunk of her femur missing. “She was supposed to be in Japan,” said Dr. Samer Attar, an orthopedic surgeon who cared for the girl and told me about her. “Now she’s lying in bed deciding whether to have her leg removed.” I’ve known Attar for a decade, ever since he volunteered to work in secret hospitals in Aleppo, Syria, to save victims of Russian bombings. A professor at Northwestern University School of Medicine, he has worked in war zones and crisis areas around the world, including Ukraine and Iraq — and recently, at hospitals in Gaza, through the medical volunteer organizations Rahma Worldwide and IDEALS. Attar said the girl needed an amputation at the hip to save her life. Her dad, struggling to come to terms with how his and his daughter’s lives have collapsed, is resisting for now. Over the years, I’ve covered many bloody wars and written scathingly about how governments in Russia, Sudan and Syria recklessly bombed civilians. This time, it’s different: My government is on the side engaged in what President Joe Biden has referred to as “indiscriminate bombing.” This is not

the same as deliberately targeting civilians, as those other countries did — but this time, as a taxpayer, I’m helping to pay for the bombs. Gaza is also different from Syria and Ukraine, of course, in that Israel did not start this war. Instead, Israel was brutally attacked by Hamas in a rampage of murder, torture and rape. Any government would have struck back, and Hamas maximized the suffering of civilians by using them as human shields. Yet military response is not a binary choice; it exists on a continuum. Israel, traumatized by the attack it suffered, elected to retaliate with 2,000-pound bombs, destroy entire neighborhoods and allow only a trickle of aid into the territory, which is now teetering on the brink of famine. The upshot is that this does not feel like a war on Hamas but rather a war on Palestinians in Gaza. In November, I wrote about Mohammed Alshannat, a doctoral student in Gaza who was desperately trying to keep his children alive. I offer a sad update: One of his sons has been gravely injured. “He is 13 years old and was injured while we were running for our lives,” Alshannat wrote in a WhatsApp message. “I had to carry him bleeding under heavy artillery shelling for two hours. I found a doctor who was sheltering in a school, and he took a risk and saved my son’s life. “He went through a complicated surgery later and still unable to walk. He is very sick and suffers from malnutrition,” Alshannat wrote. How can Alshannat’s American friends face him and his son after the war? Many Americans are conflicted about the war. They may keep quiet rather than enter a debate that is bitter and polarizing and may cost friendships, or they may avert their eyes. But the great Elie Wiesel described indifference as “the most insidious danger of all” and observed, “Human suffering anywhere concerns men and women everywhere.” The suffering of children — and half of Palestinians in Gaza are children — should particularly concern us. UNICEF estimates that in the chaos of war and displacement, at least 17,000 children in Gaza are unaccompanied or separated from their parents. Two teenage brothers with mangled bodies haunt Attar. One boy had his leg amputated at the hip; he died on the operating table as the anesthesiologist wept. The other, who had lost much of the skin on his body, survived overnight but died in the morning. The hospitals were short of nearly everything, Attar said, and patients spent weeks on the floor waiting in great pain for care. A woman’s screaming lingers in his ears: She was pleading for help for her husband, whose wounds had been untreated for a week in the chaos of the hospital, and maggots were crawling in the flesh. Some will blame all this on Hamas: If it had not attacked Israeli civilians, there would be no Israeli bombing. That’s true, but to me it seems an evasion of moral responsibility. Israel and America have agency, and the atrocities suffered

Biden should search his soul: He excoriates Russia for bombing civilians and undermining the rules-based international order, even as we supply bombs that can wipe out neighborhoods in Gaza, even as we give diplomatic cover to Prime Minister Benjamin Netanyahu while Palestinians in Gaza face looming starvation. Biden has suspended funding for the United Nations Relief and Works Agency, UNRWA, which is responsible for delivering assistance to Palestinians in Gaza — without outlining any viable alternative plan to distribute aid. He is right to be outraged that a dozen UNRWA staff members (out of 13,000 employees) allegedly participated in the Oct. 7 attacks, and it’s good that the U.N. promptly fired those workers. Still, if UNRWA is unable to function because of the suspended funding, children in Gaza will die. It would be unconscionable if Hamas terrorists sheltered in the ranks of a U.N. agency. And it would be unconscionable if children end up starving as a result of our actions — even as we tell ourselves we’re taking the moral high ground. Decisions about waging war are wrenching because, invariably, innocent civilians suffer. This requires a calculus of strategic gain versus human cost. People will weigh the trade-offs differently, but let’s resist the tendency to otherize those of different races, faiths and ethnicities. When we are caught in a conflict, we tend to dehumanize the other side; we can fight that impulse by asserting our shared humanity and recognizing that all lives have equal value. One life, as precious as that of any American or Israeli child, belongs to a bright 10-year-old girl in Gaza who should be excitedly planning a trip to Japan. Instead, she smiles bravely through excruciating pain and must endure an amputation if her life is to be saved — and we Americans should face our complicity in her tragedy and all Gaza’s. AN JUAN – La secretaria interina del Departamento de Asuntos del Consumidor (DACO), Lisoannette González Ruiz y la secretaria del Departamento de Educación (DE), Yanira Raíces Vega, anunciaron el lunes que sus agencias se encuentran en el proceso del desarrollo de talleres de orientación a jóvenes sobre el uso adecuado de las redes sociales en menores edad. La iniciativa forma parte de los programas que ofrece la Oficina de Obscenidad y Pornografía Infantil adscrita a la oficina de la secretaria del DACO. “En los pasados días hemos visto reseñado en la
prensa la importancia del tema de los controles en el uso de redes sociales mediante los dispositivos que los menores utilizan, el contenido que está permitido para estos jóvenes y los riesgos que se pueden observar en las redes. Por ello, el DACO, en colaboración con el Departamento de Educación y el Servicio de Inmigración y Control de Aduanas de Estados Unidos (ICE, por sus siglas en inglés), estamos uniendo esfuerzos para la creación de los módulos de orientación que estaremos presentado en las orientaciones en las escuelas”, indicó González Ruiz en declaraciones escritas. Por su parte, la secretaria de Educación destacó la importancia de implementar este tipo de talleres
en las escuelas públicas, con el fin de crear esfuerzos que redunden en beneficio para educar a los menores de edad sobre los riesgos en los usos de plataformas sociales e Internet. “Agradezco a la secretaria interina del DACO y a las agencias federales su interés de colaborar con un tema de tanta prioridad para la educación, así como la seguridad cibernética. ALINAS – La alcaldesa de Salinas, Karilyn Bonilla Colón, anunció el inicio del proyecto de rehabilitación del campo de golf en Aguirre, cuya primera fase incluye además las reparaciones al salón de actividades, verjas, y remoción de escombros, con una inversión inicial de $549,715. “Este es un proyecto que debe estar culminado en unos seis meses, con fondos aprobados por la Agencia Federal para el Manejo de Emergencias (FEMA), y el programa Pareo de Partidas no Federales, así como del Departamento de la Vivienda”, señaló la alcaldesa. “Aguirre es una parte muy importante de Salinas por su valor histórico y comunitario. La rehabilitación del campo de golf abre las puertas a una atracción deportiva para los practicantes del golf, así como una
oportunidad educativa para los jóvenes que interesen aprender este deporte”, añadió. Una de las particularidades de Aguirre es que se conservan algunas viviendas de la época de oro de la industria de la caña, así como estructuras y parte de la maquinaria. De hecho, el litoral ha sido incluido en el registro de lugares históricos de los Estados Unidos. “Aguirre fue la única comunidad autosostenible en el pasado siglo XX con su propia infraestructura eléctrica, agua potable, vivienda, recreación, telégrafo, correo, biblioteca, cuartel de policía, dispensario médico, servicios educativos e instituciones religiosas propias”, añadió Bonilla Colón. El proyecto de golf en Aguirre forma parte de Salinas 2030, una iniciativa de la alcaldesa Bonilla Colón, que se compone de tres sectores que funcionan en conjunto: 127 proyectos de FEMA para reparar 231

AN JUAN – Al concurrir con el informe de investigación preliminar sometido por el Departamento de Justicia, el Panel sobre el Fiscal Especial Independiente desestimó una querella presentada contra Pedro Rodríguez González, alcalde de Trujillo Alto, por supuesto patrón de hostigamiento sexual. Los miembros del Panel justipreciaron toda la prueba y documentación sometida con el informe rendido por la División de Integridad Pública y Asuntos del Contralor (DIPAC) de Justicia, que había concluido que el testimonio de la querellante era mendaz. Aunque consecuente en el empeño de fortalecer
la política pública en contra del hostigamiento sexual, el Panel aquilató la prueba y testimonios obtenidos y encontró que no surge evidencia fáctica alguna del alegado patrón del que se le acusaba al alcalde. Expresó que, precisamente por la seriedad que entraña un señalamiento de esta naturaleza, en los casos en que no surge evidencia alguna de alegado hostigamiento, es su obligación así confirmarlo. Por el contrario, los intercambios de mensajes vía textos telefónicos, revelan que la querellante fue quien originó la mayoría de ellos entre las partes. Más aún, todos los mensajes de índole sexual, fueron generados por la querellante, quien labora como policía municipal en la ciudad. Una de sus alegaciones giró sobre alegadas re-
presalias del Ejecutivo Municipal, cambiándole el horario de trabajo a la querellante. No obstante, el informe de la DIPAC detalló que los cambios tuvieron el propósito de optimizar los turnos de todos los policías y maximizar el uso del recurso humano disponible para prevención de la delincuencia y protección ciudadana. Para ninguna de las incidencias adicionales relatadas por la querellante, se encontró evidencia que sustentara el alegado patrón de hostigamiento sexual. El Panel determinó, acoger la recomendación del Secretario de Justicia de no asignar un Fiscal Especial Independiente al alcalde, Rodríguez González, por lo que ordenó el archivo definitivo de este asunto, sin trámite ulterior.

omen thoroughly dominated the 66th annual Grammy Awards on Sunday, with a history-making album of the year win by Taylor Swift and victories by Miley Cyrus, Billie Eilish, SZA, Lainey Wilson, Colombian pop star Karol G and the band boygenius. The wins capped a year when women were extraordinarily successful in pop music, and also signified a change for the Grammys, which have frequently been criticized — as recently as five years ago — for overlooking female artists on the show. In addition to the wins, the show featured powerful performances by SZA, Eilish, Dua Lipa, Olivia Rodrigo and even Joni Mitchell and Tracy Chapman — two godmothers of modern songwriting who have made only rare public appearances in recent years. ll dogs go to heaven. But a bulldog might find itself headed there years before a border terrier, according to a new study of nearly 600,000 British dogs from more than 150 breeds. Large breeds and breeds with flattened faces had shorter average life spans than smaller dogs and those with elongated snouts, the researchers found. Female dogs also lived slightly longer than male ones. The results were published in the journal Scientific Reports on Thursday. There are exceptions to those broad trends, and the findings might not apply to dogs outside Britain, where breeding practices — and gene pools — may be different, the researchers noted. More research will be needed to determine why some breeds have shorter life spans than others. Some breeds are genetically predisposed to serious health problems, but breed-related differences in behavior, lifestyle, diet, environment or other factors could also play a role in shortening some dogs’ lives, experts said. “Now that we have identified these populations that are at risk of early death, we can start looking into why that is,” said Kirsten McMillan, an author of the new study and the data manager at Dogs Trust, a dog welfare charity in Britain that led the research. “This provides an opportunity for us to improve the lives of our dogs.” The study is based on a database of 584,734 British dogs, which the researchers assembled from breed registries, pet insurance companies, veterinary companies and other sources. These types of records, which can be prone to various biases, are not necessarily representative
of Britain’s general canine population, the scientists acknowledged. But Dr. Audrey Ruple, a veterinary epidemiologist at Virginia Tech who was not involved in the new study, said the researchers’ use of so many different data sources was one of the study’s strengths. “I think this is a fantastic approach,” she said. Most of the dogs were purebred, representing one of 155 breeds; the rest were combined into a single crossbred category. The researchers categorized each breed’s overall body size as small, medium or large and its head shape as flat-faced, medium-proportioned or long-faced. Across all dogs, the median life span was 12.5 years, the researchers found, but average life span varied “quite spectacularly” among breeds, McMillan said. Lancashire heelers, a breed of petite herding dogs, were canine Methuselahs, living 15.4 years on average. The much larger Caucasian shepherd dogs, though, had an average life span of just 5.4 years. As a group, small breeds lived 12.7 years on average, compared with 11.9 years for large breeds. This was consistent with prior research on dogs and other mammals, which has generally found that within a given species, smaller individuals tend to outlive larger ones. Flat-faced breeds, which are also called brachycephalic, lived 11.2 years on average, while medium- and longfaced breeds had average life spans of 12.8 and 12.1 years. Some flat-faced breeds, such as the French bulldog, have become wildly popular. But experts have warned that their extremely short snouts can lead to respiratory problems, heat stroke and other health challenges. Some of the traits associated with
shorter life spans also appeared to compound one another, the researchers found. As a group, small, long-nosed breeds, such as miniature dachshunds and whippets, lived 13.3 years on average — roughly 2 1/2 years longer than large, short-nosed breeds such as boxers and bull mastiffs, which together had an average life expectancy of 10.7 years. Evolutionary history played a role, too. Closely related breeds had more similar life expectancies. The researchers also found that purebred dogs, as a group, had average life spans of 12.7 years compared with
12.0 years for crossbred dogs. That survival advantage for purebred dogs contradicts some prior research and could stem from the fact that all crossbred dogs — regardless of size or breed mix — were combined into a single category, scientists said. But Ruple said she was glad to see results that challenged the conventional wisdom that mixed-breed dogs are always healthier than their purebred counterparts. “I think it is a more complex question than that,” she said. “There are pure breeds of dogs that are generally pretty healthy.”

Heat and wildfire smoke are even more harmful when combined, a study says By RAYMOND ZHONG

n California, days that experienced both extreme heat and wildfire smoke at the same time have seen disproportionate numbers of hospitalizations for heart and lung ailments, a new study found. The research highlights the public health dangers of distinct climate threats that can have a compound effect when they occur simultaneously. The research, published Friday in the journal Science Advances, also found that this compounding effect was greater in communities with lower levels of income, education, health insurance coverage and tree cover. Background: Global warming is intensifying both threats. As humans warm the planet, both heat waves and wildfires are becoming more severe and longer-lasting in the American West. That also means they are more likely to overlap. Researchers have estimated that two-thirds of California’s land area experienced broiling heat and heavy wildfire smoke concurrently at some point during the state’s record fire year of 2020. Both hazards are harmful to health on their own: Heat stress increases cardiac strain, and inhaling wildfire smoke can aggravate lung conditions. The new study, led by researchers at the Scripps Institution of Oceanography at the University of California, San Diego, looked at the health effects when the two threats appeared in tandem. On exceptionally hot and smoky days, staying indoors doesn’t always help, and certainly not for people who don’t have air conditioners and air purifiers, said Tarik Benmarhnia, an environmental public health researcher at Scripps and one of the study’s authors. “Air pollution doesn’t stay politely outside,” he said. “It gets inside, interacts with a lot of indoor air pollutants and can lead to a lot of issues.” The findings: Compounding harms, and unequal ones, too. The researchers took state data on unscheduled hospitalizations between 2006 and 2019 and combined it with detailed readings of temperatures and wildfire smoke. They found that combined exposure to the two hazards had a bigger effect on hospitalizations than the sum of the effects from each separately. In other words, the harm to health from concurrent heat and smoke was greater than the sum of its parts. California’s agricultural heartland, the Central Valley,

They also found that the size of the compounding effect from heat and smoke varied across communities with different demographics. Areas with weaker socioeconomic indicators and higher proportions of nonwhite residents had it worse. What might be next: Joint warnings for heat and smoke. At the moment, heat advisories in California come from local offices of the National Weather Service, while hazardous air warnings are issued by local air quality management
districts. The study’s findings suggest a joint heat and smoke warning would help keep more people safe, Benmarhnia said. To account for the extra danger on sweltering days, officials might also consider issuing air quality alerts even when pollution hasn’t reached the level that would trigger a warning on cooler days, he said. A spokesperson for California’s Air Resources Board said the agency was preparing new educational resources this year to help residents protect themselves from concurrent heat and smoke. “These types of joint events are just going to happen more and more,” Benmarhnia said.

Don’t bet on this former Vegas mayor being at the Super Bowl By KEN BELSON
I
t was just after 4 p.m. on a recent weekday, and Oscar Goodman, the mob lawyer turned Las Vegas mayor turned civic cheerleader, was sipping perhaps his first Hizzoner of the day. The drink — made with Bombay Sapphire gin, more Bombay Sapphire gin and a slice of jalapeño pepper, served in a large martini glass — is not just Goodman’s favorite social lubricant. It’s an homage to a faded version of Las Vegas that he has spent decades celebrating and trying to keep alive. After a sip of the fuzzy elixir, Goodman settled into a booth at Oscar’s Steakhouse, an upscale restaurant in downtown Las Vegas, where he is paid to lend his name and conjure up his heyday representing gangsters such as Meyer Lansky and Tony Spilotro, staring down the FBI and appearing as himself in movies such as “Casino.” He still plays the part well. Goodman, 84, has no trouble dishing out bare-knuckle opinions about everything from graffiti and gambling to prostitution and the homeless situation. Goodman is more than merely an “only in Vegas” relic, however. During his 12 years as mayor starting in 1999, he also helped boost the city’s tattered downtown, which long ago was eclipsed by the Strip a few miles south. Yet one thing he was unable to do while in office was persuade America’s biggest sports leagues to put a team in Sin City. Try as he did, the leagues could not be convinced that the city’s connections to gambling were not a threat to the integrity of their games. That stigma vanished in 2018 when the Supreme Court overturned the federal law banning sports wagering outside Nevada. The floodgates opened, and even the NFL, which had pushed back the hardest against Goodman, now calls Las Vegas home. The Raiders began playing here in 2020, and the city has since hosted the Pro Bowl and the league’s draft.

But he has gotten a vicarious thrill watching his wife, Carolyn, who succeeded him in office and remains Las Vegas mayor, attend the ribbon-cuttings. “You want to succeed in everything you tried,” Goodman said of his efforts. “But look, I’m a realist. I didn’t succeed, but I was very lucky that my wife was able to do what I couldn’t do.” What Goodman did do was tell anyone who would listen that the leagues were sanctimonious charlatans. Professional sports, he said, benefited from gambling because fans become more interested in games when they have money riding on them. He told the league commissioners concerned about the influence of gambling on players and coaches that Las Vegas was the safest place to play because the casinos and sportsbooks were highly regulated. leagues’ resistance to the city. He didn’t stumble on sports by accident. By his own account, he’ll bet on anything that moves, including, apparently, cockroaches. Before ordering his drink, he told a visitor that he had bet on the two underdogs — the Chiefs and the Detroit Lions — to cover the spread in the NFL’s conference championships games. (He won both bets.) Then Jonathan Jossel, who runs the Plaza Hotel, the home of Oscar’s Steakhouse, stopped by to give Goodman $150 in cash, his share of their winning fantasy football team. “I cannot risk owing this man a penny,” Jossel joked. Bathed in neon from the signs outside the restaurant, Goodman said he recognized how the Runnin’ Rebels of the University of Nevada, Las Vegas, unified the city when they were one of the top men’s college basketball teams in the late 1980s and early 1990s. He felt that Las Vegas needed professional sports teams not to boost the economy — as many mayors claim when trying to persuade taxpayers to subsidize stadiums for teams — but to generate enthusiasm and signal that Las Vegas was a world-class city. “The truth is, he really does have vision,” Carolyn Goodman said of her husband’s push to lure a team. “I know part of it was selfish because he loves sports, and of course he loves to gamble. The way he supported our romance through college was playing poker.” Oscar Goodman, who wasn’t afraid to use the word “whack” while mayor and, in a nod to a particularly memorable scene from “The Godfather,” still keeps a plastic horse head in his office, was a rare lawmaker willing to
call out the leagues’ rigid opposition to sports gambling. He would point out, correctly, that some team owners had once been bookmakers and that billions of dollars were wagered on games. “You have that hypocrisy, and Goodman certainly seized it,” said John L. Smith, a longtime journalist in Nevada and the author of “Of Rats and Men: Oscar Goodman’s Life From Mob Mouthpiece to Mayor of Las Vegas.” “He has a certain anarchy about him,” Smith added. “He sees that and wants to break that up.” Goodman trolled the leagues in his flamboyant style. He sat courtside at basketball games with a showgirl on each arm. He publicly chastised the NFL’s commissioner at the time, Paul Tagliabue, after he blocked Las Vegas from advertising on television during the Super Bowl in 2003. Goodman dropped by MLB’s winter meetings with showgirls and a martini glass, hugging former Los Angeles Dodgers manager Tommy Lasorda and other baseball luminaries and telling reporters that Las Vegas was ready for a team. The leagues were not impressed. Goodman recalled how in 1999 he visited the NBA’s offices in New York, and David Stern, who was the commissioner, told him that Las Vegas would get a basketball team only over his dead body. “Basically, we ended up like everything else in my life, in a fight,” Goodman said. “I said, ‘You want to know something, Commissioner: Before I became mayor, I represented reputed mobsters, and I could arrange that.’” All of those spats feel like ancient history now, as gambling commercials run on TV during game broadcasts, fans bet using cellphone apps and Las Vegas prepares to host the most famous sporting event in the country. As the first spouse of Las Vegas, Goodman could easily cop a seat in a luxury box at Allegiant Stadium, where the Super Bowl will be played. But after years of doing battle with the leagues, he’s not interested in battling traffic to hobnob with the same people who stiff-armed him. Instead, he’ll watch in his living room with his family and an ample supply of Bombay Sapphire gin. If Raiders owner “Mark Davis called me and said, ‘Please sit with me,’ I wouldn’t go,” Goodman said. “I love being at home with my wife, and the kids stop by. I’m the happiest guy in the world. I get drunk, and I see 44 players on the field at the same time. I mean, it’s my favorite day of the year.”
