Governor appoints 2 justices to Supreme Court

Gov. Jenniffer González Colón has appointed Camille Rivera Pérez and Raúl Candelario López as new associate justices of the Puerto Rico Supreme Court. They will fill the vacant seats on the Supreme Court left by Justice Edgardo Rivera García, who retired on Jan. 3, and Justice Anabelle Rodríguez Rodríguez, who retired on Dec. 18, 2020. Both judges retired upon reaching the age of 70, which is the age limit for serving on the island’s top court.

Senate President Thomas Rivera Schatz welcomed the appointment and gave assurances that confirmation hearings will be held as soon as possible.

Meanwhile, House Speaker Carlos “Johnny” Méndez Nuñez welcomed the speed with which the governor addressed the vacancies in the Supreme Court, showing that she wants the island’s important cases to be taken up with urgency.

Independent Sen. Eliezer Molina Pérez, on the other hand, called the appointment of Candelario López “totally incestuous.”

“Now it turns out that Judge Candelario, whose brother worked for [New Progressive Party Electoral Commissioner] Aníbal Vega Borges, is nominated for associate justice of the Supreme Court,” Molina Pérez said during the regular session of the Senate on Thursday. “How can we talk about democracy and the fight against corruption if politicians appoint those who will judge their actions? It is incestuous.”

He also announced that his office would be publishing a document that he said would send “a powerful message” against what he described as government inefficiency and the prevalence of political interests over social interests.

“Federal entities must be held accountable for watching from the sidelines how our people are destroyed,” the activistturned-senator said. “This will end today.”

Rivera Pérez began her professional career as a legal officer in the Court of Appeals in 2002. From 2005, she worked in the island House of Representatives as a legal adviser to the Committee on Government, Federal and Veteran Affairs, eventually becoming the panel’s executive director in 2006.

In March 2010, then-Gov. Luis Fortuño appointed Rivera Pérez as a superior judge, and she was assigned to the Fajardo Judicial Region, where she presided over various chambers.

In July 2021, Rivera Pérez was appointed as a member of the Children’s Justice Act Multidisciplinary Committee of the Family Department. On Feb. 24, 2022, she was appointed as an appeals court judge.

From 2006 to 2012, Candelario López worked as an adviser in the Capitol Superintendency, managing legal and administrative aspects. Ricardo Rosselló Nevares and confirmed by the Senate under the presidency of Rivera Schatz.

Candelario López obtained his Juris Doctor degree from Pontifical Catholic University in 1992 and holds a bachelor’s degree in arts and social sciences with a concentration in political science and public administration from the same institution.

The island Supreme Court is composed of nine judges; currently it has seven acting judges and two vacancies.

Raised in Las Marías and a graduate of public schools, Rivera Pérez obtained her law degree (Cum Laude) from Pontifical Catholic University, after graduating Cum Laude from the University of Puerto Rico, Mayagüez Campus a bachelor’s degree in business administration with a concentration in accounting.

Governor announces safety strategies for San Sebastián Street Festival

In a joint effort to ensure the safety and well-being of participants at the traditional four-day San Sebastián Street Festivities, Gov. Jenniffer González Colón on Thursday announced strategies devised by government agencies.

“We are prepared to guarantee that citizens and tourists can enjoy the festivities in a safe and orderly manner,” the governor said. “To this end, we have implemented several measures, including the establishment of a Command Center for the Family Department, which will be located on the Isleta de San Juan. Personnel will be assigned to intervene in situations that may threaten the safety of children, adolescents, and the elderly, whether they are lost or experiencing incidents of abuse or neglect.”

In collaboration with the Integrated Transportation Authority (ATI by its initials in Spanish), the Department of Transportation and Public Works will provide a special free fare for the Urban Train and buses during the festival.

The Urban Train will operate on a regular schedule until 11:30 p.m. for those traveling to the Sagrado Corazón station, from where they can take municipal or private transportation. Return services will be offered from this station until the municipality requires the transportation of passengers off the island. Additionally, the following routes -- T-3, E-10, E-20, and E-30 -- will also operate during special hours for the event:

First female mayor of Humacao to be sworn in this weekend

History is to be written in Humacao this weekend with the official swearing-in of Rosamar Trujillo Plumey as the first female mayor of the eastern municipality. The event will take place Sunday at 5 p.m. at the Marcelo Trujillo Panisse Coliseum.

Trujillo Plumey, daughter of the late Mayor Marcelo Trujillo Panisse, who led the municipality for more than two decades, said she will continue her father’s legacy by assuming the reins of the municipal government with a firm commitment to social transformation, economic development and community well-being.

González Colón announced further that, as a risk mitigation measure, personnel from special opioid projects under the Mental Health and Anti-Addiction Services Administration (ASSMCA) will provide training and distribute intranasal naloxone (Narcan) to merchants and artisans in Old San Juan and Cataño, including personnel on the Cataño ferry. The initiative, which aims to prevent deaths from opioid overdoses, began Thursday and will continue in order to enhance community safety in anticipation of the Sanse festival.

“All illicitly acquired substances can be contaminated with fentanyl, significantly increasing the risk of mortality,” the governor said. “Through this initiative, the ASSMCA reinforces its life-saving measures through the Naloxone Saturation Plan, in collaboration with the municipality of San Juan, the municipal police, and other partners.”

González Colón added that personnel from ASSMCA’s Auxiliary Administration for Prevention will continue to provide guidance on the importance of moderate alcohol consumption for adults and will visit commercial establishments in San Juan to educate owners and employees on laws prohibiting the sale of alcohol to minors under 18.

The governor emphasized the need for reflection and responsible behavior.

“The San Sebastián Street Festivities symbolize our culture and strength as a people,” she said. “Let’s not allow excess or recklessness to tarnish this celebration. Enjoy, but always with awareness. Consider your loved ones waiting for you at home. May this be a feast of joy, not pain. Our Puerto Rico deserves the best from us.”

González Colón reminded citizens about the availability of the PAS Line for those in need of emotional support.

San Juan offers safe spaces for women during Sanse Festival

The initiative “Jangueo Seguro,” led by San Juan’s Municipal Office for the Comprehensive Development of Women (ODIM by its acronym in Spanish), aims to educate and raise awareness about women’s right to enjoy public spaces without harassment or violence, especially during mass events such as the San Sebastián Street Festival, which runs through Sunday.

“I appreciate the extraordinary efforts of the ODIM to foster respect and promote women’s rights in all settings,” San Juan Mayor Miguel Romero Lugo said when announcing the initiative earlier this week. “During the Fiestas de la Calle San Sebastián, our team will be more committed than ever to guaranteeing a safe space for all people. This year we wanted to emphasize that women have the right to enjoy themselves freely and

peacefully, without being harassed or stalked. Our team will be alert and committed to ensuring that these rights are upheld.”

As part of the campaign, a municipal contingent will tour key points of Old San Juan with clear and direct messages on banners, such as: “It is NOT a complete sentence” and “Gaming without harassment.” In addition to the distribution of campaign-themed materials, there will be an information table in the Plaza de la Barandilla that will offer more details about the services available.

“Our main objective is for every woman to feel safe and respected while enjoying this cultural event that is so important for San Juan,” ODIM Director Valerie Rivera said. “‘Jangueo Seguro’ reaffirms our commitment to the empowerment of women and the creation of spaces free of violence. Through education and access to resources, we seek to strengthen their safety and their right to full enjoyment.”

For the sixth consecutive year, Puerto Rican company Empire Gas was selected as the exclusive official supplier of propane gas for all the kiosks at the Sanse 2025 festivities, which run through Sunday.

“All establishments that have been authorized to prepare food and meals in the four squares of Old San Juan, home of SANSE 2025, have modern equipment installed for the efficient handling of propane gas,” noted Ramón González Simounet, CEO of the Empire Gas Group. “... [O]ur team of specialized technicians has completed the

installation of modern propane gas supply systems (state-of-the-art), which have been duly tested and certified by specialized management personnel of Empire Gas’ Technical Services Division, by the Transportation Bureau of the Government of Puerto Rico, by the Permits Office of the Municipality of San Juan, and finally, by the Puerto Rico Firefighters Bureau.”

González Simounet noted that during all hours of operation at the Sanse festival, there will be specialized management personnel, as well as several mobile Empire Gas units, to handle any situation and ensure a constant supply of propane gas for the kiosks.

Island’s largest forensic psychiatry hospital receiving $122 million upgrade

The Federal Emergency Management Agency (FEMA) has assigned over $122 million to the Mental Health and Anti-Addiction Services Administration (ASSMCA by its initials in Spanish), to repair the Ponce Forensic Psychiatry Hospital, a mental health service center that provides medical-legal evaluation to people with mental disorders who have been involved in the island criminal justice system. “This hospital is vital in the evaluation of people with mental health conditions, and it is essential that it operates in optimal conditions to provide adequate care,” said FEMA Infrastructure Division Director Al Gómez Rivera. “With this

allocation of funds, FEMA reaffirms its commitment to the recovery of specialized facilities that offer essential services for mental health patients.”

The hospital serves people with possible mental disorders who face criminal proceedings and whose suitability -- that is, the ability to understand the proceedings against them and cooperate with their defense -- must be determined by a doctor specializing in psychiatry. The hospital’s mental health service center is the only one in Puerto Rico with an exclusive area for women.

The ASSMCA’s other facility that provides treatment and accommodates mental health patients who are facing or awaiting legal proceedings is the Forensic Psychiatry

Hospital of Río Piedras, with capacity for about 100 male patients. The Ponce hospital, the larger of the two, has 125 spaces, of which 26 are for women and 99 for men. The minimum admission age is 18 years.

To ensure the well-being of patients, it is vital that the hospital has backup systems for essential water and electricity services. To that end, FEMA included among the hospital’s repairs the provision of a drinking water cistern and an electrical generator, and installed an alternative energy system. The construction project includes phases that have already been completed, such as the electrical infrastructure, lighting, security gates and the building’s air conditioning systems.

As winds and fire risk ease in LA, displaced residents grow impatient

Dangerous winds subsided in the Los Angeles area Thursday, delivering a boost for firefighting efforts even as frustration grew among displaced residents desperate to return to their neighborhoods after more than a week of devastating wildfires.

Nine days after the blazes ignited, displacing tens of thousands of Southern California residents, officials said at a news conference Thursday that it will be at least a week before some evacuation orders can be lifted. Firefighters were still working to contain the biggest blazes in the region, the Palisades and Eaton fires. And even in areas that seem safe, homes and businesses need to be checked for toxic chemicals, and electricity and other public utilities have to be restored.

“Everyone wants to hear a date and we want to give a date,” Sheriff Robert Luna of Los Angeles County said. “But we need to make sure we’re doing the work appropriately.”

The expected shift in the weather Thursday should bring some much-needed relief to residents in the valleys and coastal areas, with light breezes arriving off the sea through the afternoon, according to the National Weather Service.

However, the air in the mountains will remain dry, meaning the risk of fire will remain high there.

Firefighters also made progress against the Eaton fire overnight, which covered more than 14,000 acres and was 55% contained as of Thursday morning. The cooler temperatures and more humid weather are expected to stretch into the weekend. But the respite in conditions is likely to be brief: Another wind event is forecast for late Monday and Tuesday, the weather service said.

Here’s what we’re covering:

— Containment updates: The Hurst fire, which burned through 800 acres in the San Fernando Valley, was 100% contained, officials from the Angeles National Forest announced Thursday morning. The Palisades fire, the largest in the area, had burned nearly 24,000 acres and was 22% contained as of Thursday morning, according to Cal Fire.

— An arrest: San Bernardino police officers investigating a brush fire that consumed 34 acres, the Little Mountain fire, said they had arrested a man on two felony charges, including reckless burning. Authorities said the fire’s progress had been stopped, and there were no reported injuries or structural damages.

— Eased fire risk: A batch of red-flag warnings, which

Canelo sat in a kennel at Pasadena Humane on Wednesday, his paws and legs wrapped in bandages as he nervously peered out from underneath the plastic cone wrapped around his head.

Canelo, a pit bull mix, sustained severe burns last week after he leaped out of and bolted from his owner’s car as they fled the Eaton Fire area.

“It must have been devastating for someone to have their dog in their car and get out into the fire — and then have to keep going with the fire right behind you,” said Kevin McManus, a spokesperson for Pasadena Humane. “The way the fire broke out, it happened so quickly.”

Canelo was found in the fire area and reunited with his owner a few days later, but the dog is being temporarily housed at the shelter as his owner resettles after losing their house, McManus said.

Canelo is one of more than 700 animals that have been dropped off at the shelter in Old Town Pasadena since the Eaton fire broke out

and devastated the community of Altadena. Of those, 150 are strays who were found in the fire area and need to be reunited with their owners. The other animals were dropped off by their owners who were displaced by the fire and need a temporary place to keep their pets.

“A lot of our pets, they don’t have a home to go back to right now,” McManus said.

Canelo’s owner could not be reached for comment.

Most of the animals are cats and dogs, along with rabbits, chickens lizards, a few goats and pigs and a giant tortoise. A goldfish was brought to the center in a stockpot, and a pony stayed overnight before being moved to a horse facility.

All the animals at the center were affected by the Eaton fire. Those at the shelter before the blaze broke out were transported to cities including San Diego, Santa Barbara and Sacramento.

The shelter has seen an uptick in volunteers and donations of food, bowls and leashes since the fire erupted. Emily Klonicki, a scientist at the NASA Jet Propulsion Lab in Pasadena that’s

indicate increased fire risk, have expired in Southern California. But the warnings remain in effect for the Santa Susana Mountains, the western San Gabriel Mountains and the Interstate 5 corridor, where forecasters predicted gusts of up to 40 mph into Thursday afternoon.

In farewell address, Biden warns of an ‘oligarchy’ taking shape in America

President Joe Biden on Wednesday warned that an “oligarchy” of the ultrawealthy was emerging in America, sounding the alarm about unchecked power as he gave a farewell speech to the nation just days before he surrenders office to a man he disdains.

In an address from the Oval Office, Biden expressed concern about the “dangerous concentration of power” and issued a plea for the preservation of democratic ideals and institutions under the administration of President-elect Donald Trump.

“Today, an oligarchy is taking shape in America of extreme wealth, power and influence that literally threatens our entire democracy, our basic rights and freedoms and a fair shot for everyone to get ahead,” Biden said.

While Biden did not explicitly name Trump, his remarks went straight at the tension at the heart of the incoming administration, in which billionaires like Elon Musk are positioned to wield enormous influence over the next four years. Are they really populists intent on shaking up the government to benefit working people who have been left behind by the establishment? Or are they just billionaire disrupters out to enrich themselves?

Biden’s warning of an unelected oligarchy taking shape echoed a similar one by President Dwight D. Eisenhower, who spoke about the military-industrial complex in his farewell address. The Biden version referred to the “techindustrial complex,” in which he warned of the erosion of truth itself, brought forth by unchecked social media platforms — a reference to Meta doing away with fact-checkers this week — and artificial intelligence.

“Americans are being buried under an avalanche of misinformation and disinformation enabling the abuse of power,” Biden said. Biden, who has spent months promoting his record and accomplishments, did little of that Wednesday. Instead, he spent more time urging Americans to stay engaged in the democratic process and to continue to fight for progress in areas like addressing climate change.

“The powerful forces want to wield their unchecked influence to eliminate the steps we’ve taken to tackle the climate crisis, to serve their own interest for power and profit,” he said. “We must not be bullied into sacrificing the future, the future of our children and our grandchildren. We must keep pushing forward and push faster.”

The speech in many ways wrapped up not just four years in the White House but more than a half-century of public service for Biden, who came of age in an era of politics that he no longer sees around him. It also served as a plea for the country to remember its roots as he leaves the office he has coveted since he was a young man.

“After 50 years at the center of all of this, I know that believing in the idea of America means respecting the institutions that govern a free society,” he said.

“Our system of separation of powers, checks and balances — it may not be perfect,”

he said, “but it’s maintained our democracy for nearly 250 years, longer than any other nation in history that’s ever tried such a bold experiment.”

Biden called for term limits and ethics reform for the Supreme Court and banning members of Congress from trading stocks.

And he issued a call for changes that would safeguard against a recent Supreme Court decision that gave presidents broad immunity, which Trump has sought to use to blunt multiple criminal charges and could protect him as he vows retribution and other autocratic acts while in office.

“We need to amend the Constitution to make clear that no president, no president is immune from crimes that he or she commits while in office,” Biden said.

But he is deeply unpopular. Even the location of the speech, behind the Resolute Desk in the Oval Office, is a reminder that Biden is not departing as he may have wanted. His last prime-time address delivered there was his explanation in July of why he had dropped out of the presidential race under pressure from his own party as questions mounted about his age and fitness for another term.

Biden acknowledged that many of his policies had failed to resonate with Americans. “It will take time to feel the full impact of all we’ve done together,” he said. “But the seeds are planted, and they’ll grow, and they’ll bloom for decades to come.”

Biden spoke for about 17 minutes, keeping with a tradition of farewell speeches that goes back to George Washington. In 2021, Trump, politically isolated and facing an impeachment trial after the Jan. 6 attack on the Capitol by a mob of his supporters, told those who had gathered to watch him take off from the tarmac at Joint Base Andrews in Maryland: “Goodbye. We love you. We will be back in some form.”

As he signed off Wednesday night, Biden called out his family, including his son Hunter Biden, who was in the Oval Office along with his wife and their young son, as well as Finnegan Biden, one of the president’s granddaughters. “You are the loves of my life and the life of my love,” he said.

Vice President Kamala Harris and the second gentleman were also there as Biden closed out his speech. He called Harris an “incredible partner,” and said that she and her husband had become “like family.”

“Now it’s your turn to stand guard,” Biden said in his final words to the country. “May you all be the keeper of the flame. May you keep the faith. I love America. You love it, too. God bless you all. May God protect our troops. Thank you for this great honor.”

“We ended up leaving her in the house hoping everything would be OK,” Patel said.

Diana Patel was talking with volunteers at the shelter about her parents’ lost cat, a 4-yearold brown- and gray-striped tabby named Blue Jay. Her parents’ house, her childhood home, was destroyed in the Eaton fire. They were able to evacuate with their three parrots, but Blue Jay was nowhere to be found.

On Wednesday, Patel looked through a list of deceased pets and at pictures of the dozens of stray cats being held at the shelter, but none appeared to be Blue Jay. She’s hopeful her parents’ tabby will turn up.

“Cats are sneaky, right?” Patel said. “So who knows? Fingers crossed.”

TikTok says employees will have jobs even if ban takes effect

TikTok on Tuesday sought to assure its U.S. employees that they will still have jobs next week even if the Supreme Court upholds a law that would see the video app banned in the United States on Sunday.

The message is a shift in tone from TikTok, which has otherwise said it was confident that it would emerge victorious from its legal challenge to the law. It also shows the company is not planning to leave the United States in the near term, even if it is banned.

TikTok, owned by the Chinese company ByteDance, is fighting a law from last year that would ban the app unless its U.S. operations are sold to a nonChinese owner. TikTok sent a message to its staff Tuesday acknowledging the uncertainty around the coming decision and assuring employees that they would continue to be paid. The Supreme Court is expected to make a decision before the law takes effect Sunday.

“Your employment, pay and benefits are secure, and our offices will remain open, even if this situation hasn’t been resolved before the January 19 deadline,” wrote Nicky Raghavan, TikTok’s global head of human resources, in the message, which was obtained by The New York Times. “The bill is not written in a way that impacts the entities through which you are employed, only the U.S. user experience.”

The law will penalize app stores and internet hosting services for distributing or updating the TikTok app, effectively banning the platform. It would not force the closure of TikTok offices in the United States.

The message also noted: “Our leadership team remains laser focused on planning for various scenarios and continuing to plan the way forward.”

The note, which praised employees for their “resilience and dedication,” was one of the company’s few internal acknowledgments of its legal battle in recent months. Despite the existential threat facing TikTok, there has been little acknowledgment inside the company that it might soon be banned in the United States, former employees told The New York Times in November. Executives have, at times, made light of the situation, suggesting in one all-hands meeting that it would one day be the subject of a Hollywood film, some of them said.

TikTok did not immediately respond to an inquiry about its latest staff count in the United States, but the message was sent to an internal “U.S. Team News” channel with more than 13,000 employees. TikTok has previously said it has more than 7,000 U.S. employees.

“As we await the decision by the U.S. Supreme Court ahead of January 19, we know you have a lot of questions and wish we could provide a clear road map of next steps,” Raghavan wrote. “We know it’s unsettling to not know exactly what happens next.”

Wall St subdued after strong session; focus on earnings

Wall Street’s main indexes took a pause on Thursday after a surge in the previous session, helped by a batch of bumper earnings from major banks, while investors assessed data to gauge the outlook for interest rate cuts this year.

At 11:59 a.m. ET, the Dow Jones Industrial Average rose 26.22 points, or 0.06%, to 43,247.77, the S&P 500 gained 5.34 points, or 0.09%, to 5,955.25 and the Nasdaq Composite lost 53.30 points, or 0.27%, to 19,457.93.

Morgan Stanley added 3.3% after the lender said earnings increased in the fourth quarter, fueled by a wave of dealmaking, while Bank of America slipped 1.2%. The country’s second-largest bank predicted higher interest income in 2025.

Investors also focused on comments from Fed Governor Christopher Waller, who said three or four interest cuts this year are still possible if economic data weakens further.

The yield on the 10-year Treasury note slipped to 4.617% and rate futures were pricing in about 43.5 basis points of rate cuts in 2025 after Waller’s remarks, from about 37 bps late on Wednesday, according to LSEG data.

“Anyone who’s going to try and project where we are with the unknowns of the new administration and more importantly what the tariffs will or will not do is a mistake,” said Phil Blancato, chief executive officer of Ladenburg Thalmann Asset Management.

“Right now you’ve got to accept that inflation’s been stickier than we expected, and on top of that, you have a scenario where you still have confusion around what’s next from a political standpoint.”

President-elect Donald Trump is expected to take office on Monday.

Seven of the 11 S&P 500 sectors rose, with utilities’ and real estate stocks up over 1.5% each.

The S&P 500 equally weighted index rose 0.7%, while tech stocks Apple and Nvidia weighed on the Nasdaq.

On the data front, a report showed December retail sales increased less than expected, while another report said the number of jobless claims rose more than expected last week.

On Wednesday, Wall Street’s main indexes logged their biggest one-day jump since Nov. 6 after data indicated that underlying inflation was subsiding and three of the country’s biggest banks reported bumper results.

Hamas after ceasefire: Weakened, isolated but still standing

Israel’s military campaign in the Gaza Strip has delivered devastating blows to Hamas: It has killed top Hamas leaders and thousands of militants, pummeled the militant group’s tunnel network and undermined its ability to threaten Israel with rocket fire.

When Hamas launched its Oct. 7, 2023, attack against Israel, it had hoped to ignite a regional war that would draw in its allies and lead to Israel’s destruction. Instead, it has been left to fight Israel almost entirely alone. Its allies have been decimated in Lebanon, toppled in Syria and weakened in Iran. The Houthis in Yemen have only managed to inflict occasional rocket and drone attacks, most of which Israel has intercepted.

Despite its isolation, however, Hamas remains the dominant Palestinian power in Gaza even after 15 months of Israeli bombardment, holding sway in displacement camps and refusing to surrender. Although many Palestinians have criticized the group’s decision to carry out the October 2023 attack — unleashing a war that has killed tens of thousands of people and reduced cities to rubble — it has faced relatively little popular unrest.

Hamas has celebrated the provisional ceasefire agreement announced Wednesday as an “accomplishment,” but its future role in Gaza remains uncertain.

The deal calls for an eventual “cessation of military operations and hostilities permanently,” but Prime Minister Benjamin Netanyahu of Israel has repeatedly suggested that he will resume attacking Hamas after some hostages held by militants are released.

Yet if the full, multistage agreement is carried out, it could allow Hamas to rebuild its ironclad control over Gaza or at least allow it to maintain an influential role in the territory. Analysts connected to Hamas believe that Israel will struggle to resume the war in the face of international pressure and that Hamas will play an important role in the future of Gaza.

“Hamas will be present in every detail in Gaza,” said Ibrahim Madhoun, an analyst close to the militant group who is based in Turkey. “Trying to bypass Hamas will be like burying your head in the sand.”

Madhoun acknowledged that Hamas’ military wing, the Qassam Brigades, had suffered losses, but said it was still “standing on solid ground” and had recruited new people to replace those killed. Antony J.

Blinken, the U.S. secretary of state, said this week that American officials had assessed that Hamas has brought in almost as many new fighters as it has lost in the war.

Rearming will likely be more challenging for Hamas, having used up many of its munitions without an easy way to resupply stockpiles, especially given that its signature external supporters have been so severely weakened.

But if Israel decides to return to war, it could continue to weaken the group, taking out its new commanders and targeting what remains of its government.

Under such a scenario, Israel could find itself moving toward occupying Gaza, which may “cut off Hamas but antagonize everyone else in the public,” said Tamer Qarmout, a professor of public policy at the Doha Institute for Graduate Studies in Qatar.

Some former Israeli security officials argued that the agreement leaves Hamas on stable footing regardless of whether Israel returns to the war.

“Hamas earned a lot of points with this deal,” said Michael Milshtein, a former

military intelligence analyst specializing in Palestinian affairs. “They got the two things that they’ve been demanding all along written into the agreement: the end of the fighting and an Israeli withdrawal.”

And if Israel restarts the conflict, it will be entering “a war of attrition that has no light at the end of the tunnel,” Milshtein said. “Hamas is ready to drag Israel back into the mud of Gaza.”

Still, Hamas will likely need to offer some compromises if it wants enough aid to rebuild Gaza to flow into the territory. Until now, Hamas leaders have expressed readiness to give up civilian governance in Gaza but without dismantling its military wing — a dynamic that analysts have said would be similar to Hezbollah’s role in Lebanon be-

fore Israel battered it.

“I think everyone, including Hamas, understands that solving the people’s problems requires Hamas to stay away from the forefront,” Qarmout said, adding that it needed to reach an agreement with the internationally accepted Palestinian Authority to share power.

While Hamas supporters have conceded the October 2023 attack caused enormous suffering for Palestinians, they have refused to express regret about the assault that left 1,200 people dead, mainly civilians. They have highlighted how Israel’s ensuing bombardment of Gaza has revived worldwide interest in the Palestinian cause and dented Israel’s reputation.

Saudi Arabia, which had been drawing close to sealing diplomatic ties with Israel before the war, has presented Palestinian statehood as a prerequisite for a deal.

Netanyahu and his former defense minister, Yoav Gallant, are wanted for war crimes by the International Criminal Court. And the state is accused of genocide at the International Court of Justice. Israel strongly denies both charges, but its international reputation has been tarnished like never before.

“Before the war, no one was following what happened in Palestine,” said Fouad Khuffash, an analyst close to Hamas who is based in the Israeli-occupied West Bank. “Now, everybody is watching,” he added.

In a speech Wednesday, Khalil alHayya, Hamas’ top negotiator, called the October attack “a military accomplishment” that would remain “a source of pride for our people.”

For many civilians, a future with both Israel and Hamas in the picture is bleak.

“We’re talking about a people stuck between a state ready to act with total brutality and a group ready to provoke that state to act with brutality,” said Akram Atallah, a Palestinian columnist from Gaza.

South Korea detains its president, but crisis is far from over

President Yoon Suk Yeol of South Korea sounded defiant just over a year ago when the opposition-dominated National Assembly began threatening to impeach him. “I say, ‘Try it, if you want!’” he said during a town hall meeting.

Yoon has not only been impeached, but Wednesday, he won an ignominious place in South Korean history when he became the first sitting president to be detained in a criminal investigation.

His detention ended a weekslong political standoff and hand-wringing over what South Korea should do with a leader who declared martial law last month, a move that threatened decades of hard-won democracy in the country.

But Seoul’s inability to deal with the question quickly — and the fact that it had to mobilize an army of law enforcement forces to make him surrender — exposed how deep the

fractures are in its politics. This entrenched political polarization, combined with Yoon’s uncompromising style and his personal animus toward his political enemies, led him down a path to the showdown with police Wednesday at the hilltop residence where he had retreated.

Since he won his election by a razor-thin margin in 2022, Yoon has constantly clashed with the majority opposition over policies, scandals involving his wife and his hostile relationship with dissidents, including journalists he accused of spreading “fake news.”

His anger exploded Dec. 3, when he declared martial law, calling his liberal enemies

“anti-state forces” and the opposition-dominated National Assembly “a monster.” The law placed a ban on all political activities and put news media under military control, though the National Assembly killed his martial law decree before Yoon could enforce such moves.

During the six hours of martial law, he ordered military commanders to break the Assembly’s doors down “with axes” or “by shooting, if necessary” and “drag out” lawmakers,

according to prosecutors who have indicted the military generals on charges of helping Yoon commit insurrection.

Even after the Assembly voted down his decree and then impeached him, Yoon vowed to “fight to the end.” He holed up in his hilly residence in central Seoul — behind bodyguards, rolls of razor wire and barricades of buses. Yoon repeatedly ignored summons from investigators to face questioning for insurrection charges.

When they visited his presidential compound Jan. 3 to serve a court warrant to detain him, he refused to surrender, and his 200 presidential security officials formed human barricades to repel 100 investigators and police officers. On Wednesday, the investigators mobilized 1,000 police officers, including units specializing in targeting drug and organized crime gangs, to storm the compound again in overwhelming numbers.

lysts said. If he is arrested, the investigators and prosecutors must indict him within 20 days. Separately this week, the country’s Constitutional Court began deliberating whether the Assembly’s vote Dec. 14 to impeach Yoon was legitimate and if he should be formally removed from office.

Some carried aluminum ladders to clamber over barricades of buses that blocked the road leading to Yoon’s residence. His bodyguards put up no resistance after warnings from the investigators that if they did, they would be arrested on charges of obstructing justice. In a lengthy statement posted on his Facebook account Wednesday, Yoon again peddled a conspiracy theory popular among his followers, saying that his declaration of martial law was driven in part by widespread voting fraud in South Korea.

But the investigators would have none of it. At 10:33 a.m., they served the warrant.

Yoon did gain some concessions: He was not handcuffed when he was taken to the investigators’ headquarters south of Seoul in a motorcade through busy morning traffic. He was escorted straight to a third-floor room where he faced a marathon interrogation. The investigators have said they had 200 pages of questions to ask, but a governing-party lawmaker who met Yoon before his detention indicated that the president would insist on his right to remain silent.

“Yoon’s detention is the first step toward restoring the constitutional order, democracy and rule of law,” said Park Chan-dae, the floor leader of the main opposition Democratic Party. “It was belated, but it also confirmed that our nation’s law enforcement and justice are still alive.”

But Yoon’s People Power Party refused to accept Yoon’s impeachment and his detention. It pushed out a party leader who supported Yoon’s impeachment and has demanded that a lawmaker who backed the impeachment leave the party.

In a video message released shortly after he was taken away, Yoon said he agreed to submit to questioning in order to prevent a “bloody” clash between his bodyguards and the police. But he called the investigation and the warrant to detain him illegal.

“The reason they insisted on detaining the president was that they wanted to humiliate him,” Kwon Young-se, an interim leader of the party, said Wednesday. “They wanted to elevate their status by detaining a sitting president.”

To many analysts, however, his fate appears to have been set.

The investigators have 48 hours to interrogate him but can then seek a separate court warrant to formally arrest him. Since courts have already agreed to the arrests of Yoon’s associates in his imposition of martial law, they are likely to agree to his arrest as well, ana-

The cutthroat rivalry among parties leaves little room for debate and compromise as the nation struggles to overcome its worst political crisis in decades. The approval ratings of Yoon’s party, which took a nosedive in the wake of his martial law, began climbing back up in the past week as polarized politics kicked in again.

The Israeli right may soon be disenchanted with Trump

The most interesting detail of the hostage and ceasefire deal that Israeli and Hamas officials agreed to Wednesday lies neither in its terms, which mainly resemble what’s been on the table for months, nor in the fact that Benjamin Netanyahu, Israel’s prime minister, is effectively acquiescing to Hamas’ continued grip on power in the Gaza Strip after loudly and repeatedly vowing he wouldn’t.

It’s the way the deal was secured: by Steven Witkoff, Donald Trump’s billionaire friend and incoming Mideast envoy, in a blunt Saturday morning meeting with the prime minister. “The envoy explained to his host in no uncertain terms that Trump expected him to agree to a deal,” Amos Harel, a Haaretz military analyst, reported Tuesday. “Things that Netanyahu had termed life-anddeath issues,” he added, “suddenly vanished.”

Harel calls this “the Trump effect.” What is it? Partly it’s the store of political capital that every presidentelect has before coming to office and spending (or squandering) it; partly it’s the fact that Trump is behaving as if he’s already the president. But mostly it’s the fear and eagerness to please that Trump engenders, above all in those who seek his favor.

The result, in the hostage case, is an underappreciated diplomatic paradox: Thanks largely to Trump, a deal

demanded by the Israeli left and reviled by the right is about to come into effect. A year’s worth of diplomacy by the Biden administration is finally about to bear fruit because of its political nemesis. The far-right parties that are part of Netanyahu’s coalition may bolt the government. And Netanyahu is far more prepared to bend the knee to Washington than he was when there were Democrats in the White House.

In the hostage deal, the price for Israel will in many ways be heavy. For every Israeli hostage released by Hamas, Israel will release several-fold Palestinian prisoners, many of them with Israeli blood on their hands. It was through one such release that Yahya Sinwar — the mastermind of the Oct. 7, 2023, massacre — was freed. The phased nature of the agreement — which begins with the release of 33 hostages, most of them living but some most likely dead — will leave an unknown number behind, raising their political value and giving Hamas an opportunity to extract additional concessions.

Most seriously, if Israel withdraws from the Philadelphi Corridor, the strip of land that separates Gaza from Egypt, Hamas may have the opportunity to rearm itself at scale, making an eventual replay of Oct. 7 and its aftermath more likely, though by no means inevitable.

This doesn’t mean the deal is a bad one for Israel’s national interest — to say nothing of the blessing it is for the returning hostages, their families and a people who believe that the redemption of captives is a supreme moral duty.

Unlike in May, when President Joe Biden first broached this agreement (or early September, when I opposed it) Israel now finds itself in a vastly stronger strategic position. The Iranian-led “Axis of Resistance,” of which Hamas was a member, has been decimated in Lebanon, overthrown in Syria, flattened in Gaza and badly stung in Iran itself. No matter how many Palestinian prisoners are released, nobody in Hamas can seriously say that their Oct. 7 gamble rewarded them with anything except catastrophe. Israel also has less to fear, with Trump as president, from the threat of international arms embargoes or legal sanctions: Watch as all the risks of arresting Netanyahu in European capitals swiftly disappear.

A more difficult quandary for the Israeli right is what else Trump may want them to accept. The president-elect clearly wants an Israeli-Saudi normalization agreement as a capstone to the Abraham Accords he oversaw in 2020. For that to happen, the Saudis will demand a road map for a Palestinian state. Trump may also prefer to use Iran’s current weakness to negotiate a second nuclear deal, when what Netanyahu most wants is American help in an Israeli strike on Iran’s nuclear sites, possibly in the next weeks or months.

Where wisdom lies on either front rests mainly in the details. (I would favor nearly any plausible deal with Saudi Arabia and oppose nearly any likely one with Iran.) But the larger point is this: Trump is going to scramble traditional foreign-policy assumptions, left or right. Liberals who think Trump’s second term will be one of unbridled bellicosity may be surprised. Conservatives who hope it will bring some overdue toughness on our enemies may be disappointed.

Trump may have the soul of a bully, but he also has the instincts of a dealmaker — and a yearning for acclaim, including the Nobel Peace Prize he thinks he was denied for the Abraham Accords. Whatever else his next four years in power bring, it won’t conform to ideological type. Somewhere out there, the spirit of Richard Nixon is smiling.

FORTALEZA – La gobernadora Jenniffer Aidyn González Colón dijo el jueves que el documento emitido por el Departamento de Recursos Naturales y Ambientales sobre la propiedad de sus suegros en La Parguera, Lajas es un documento solicitado por el Tribunal, por un caso que hay contra la esposa del ahora senador, Eliezer Molina Pérez, por vandalismo.

“Bueno, lo primero es que eso es una certificación emitida el amparo de un caso, de una orden del tribunal y que no tiene nada que ver, porque eso no es el registro de la propiedad. Precisamente estas propiedades, ninguna está en ese registro, pero tienen algunas de ellas sí tienen escrituras por notario, y esta tiene, su escritura por notario. Y esta certificación, existe, habla de que está registrada en el inventario, obviamente, y ese curso va a seguir. Esto es un proceso distinto que está en ante los tribunales. A mí no me preocupa en lo más mínimo. Hay más de cien propiedades ahí, así que hay unas, por eso es una orden administrativa, para que todas paguen y estén en el registro”, dijo la gobernadora en conferencia de prensa.

“Yo creo que, la conclusión o la condición de

esa certificación es extensiva a todas las casas, no solamente a una de ellas. Una cosa es que la casa está en el inventario del Departamento de Recursos Naturales como evidentemente, ahí está. Y el pleito que se lleva al tribunal que, dicho sea de paso, es un pleito en contra de la esposa del senador Eliezer Molina, por vandalizar y agredir policías. Así que no perdamos la perspectiva de dónde viene el caso”, añadió.

Según la gobernadora, el Departamento de Recursos Naturales no otorga títulos de propiedad, por lo tanto, el documento lo que hace constar es que la agencia reconoce la existencia del inmueble de sus suegros.

“De hecho, esa certificación lo que evidencia es que la propiedad está inscrita en el inventario de propiedades de La Parguera del Departamento de Recursos Naturales. Así que eso es una certificación de que está en el registro de ellos. Ahora, lo segundo es que el Departamento de Recursos Naturales no otorga título de propiedad. Ellos no tienen el catastro o el registro de título de propiedad, y esa escritura está, bueno, es una escritura pública donde hay un título de propiedad sobre esa, valga la redundancia, propiedad. Así que, para mí esta certificación no tiene cuál es el elemento que se toma

en consideración, no tiene nada que ver con el caso de lo que se está hablando”, sostuvo.

“Recuerde que esto es una certificación que pide el tribunal en el caso criminal contra una persona que fue allí, que agredió a la policía, que obstruyó el acceso a esa propiedad, un caso criminal, y como parte de ese caso criminal contra esta manifestante, se pide una certificación al Departamento de Recursos Naturales que evidencia que la propiedad está en el registro del Departamento de Recursos Naturales. Así que, al igual que las cien casas que puedan haber allí”, mencionó.

“El Departamento de Justicia está comprometido con procesar estos delitos que afectan al Sistema de Emergencias 9-1-1”, expresó la secretaria designada de Justicia, Janet Parra Mercado, en declaraciones escritas el miércoles.

La fiscal Naydik Ramos Montesinos formuló siete cargos contra Soto Rodríguez bajo el artículo 239 del Código Penal, el cual establece una pena de tres años de cár-

cel por realizar llamadas falsas a sistemas de emergencia. Entre enero y agosto del año 2024, Soto Rodríguez realizó miles de llamadas falsas, utilizando palabras obscenas y bromas. La investigación fue dirigida por la UICC con apoyo del Negociado de la Policía.

El juez Rafael Taboas Dávila determinó el pasado 8 de enero que Soto Rodríguez es procesable, y la lectura de acusación estaba pautada para el 22 de enero.

Cancer remission like Catherine’s does not always mean the illness is cured

Princess Catherine, wife of Prince William, reported Tuesday that her cancer was in remission. But what does it mean to be in remission from cancer?

Doctors discovered her cancer unexpectedly in March when she had abdominal surgery. She has not revealed the type of cancer she has nor how advanced it was when it was discovered.

But she did say she had chemotherapy, which she said had been completed in September. She told British news agency PA Media that she had a port, a small device that is implanted under the skin and attached to a catheter that goes into a large vein. It allows medicines like chemotherapy drugs to be delivered directly to veins in the chest, avoiding needle sticks.

Catherine told PA Media that chemotherapy was “really tough.”

“It is a relief to now be in remission,

and I remain focused on recovery,” she wrote on Instagram. Her announcement “certainly is good news and is reassuring,” said Dr. Kimmie Ng, associate chief of the division of gastrointestinal oncology at the Dana-Farber Cancer Institute in Boston.

But cancer experts like Ng say that the meaning of remission in a patient can vary.

In general, when doctors and patients talk about remission, they mean there is no evidence of cancer in blood tests or scans.

The problem is that a complete remission does not mean the cancer is gone. Even when a cancer is “cured” — defined as no evidence of cancer for five years — it may not be vanquished.

That makes life emotionally difficult for patients, who have to have frequent visits with oncologists for physical exams, blood tests and imaging.

“It’s really scary,” Ng said. “The amount of uncertainty is very, very

hard,” she added.

But that ongoing surveillance is necessary, despite the toll it takes on patients.

“Different cancers have different propensities of returning or not returning,” said Dr. Elena Ratner, a gynecologic oncologist at the Yale Cancer Center.

As many as 75% to 80% of ovarian cancers, she noted, can come back in an average of 14 to 16 months after a remission, depending on the stage the cancer had reached when it was found and on the cancer’s biology.

“Once the cancer returns, it becomes a chronic disease,” Ratner said. She tells her patients, “You will live with this cancer. You will be on and off chemotherapy for the rest of your life.”

Ratner’s gynecological cancer patients have to come back every three months for computerized tomography scans to keep an eye out for evidence that the cancer has returned.

“The women live CT scan to CT scan,” she said. “They say that for two and a half months, they have a wonderful life, but then, in time for the next CT scan, the fear returns.

“It costs them. It costs them a lot,” she said.

“It’s awful, yet I am amazed every day by their strength,” she said of her patients.

Princess Catherine say she had chemotherapy, which she said had been completed in September.

The kids are all right on defense

Something has changed in the NBA, and I’m not sure it is getting enough attention. Let’s start with three plays from a Jan. 6 game between the Chicago Bulls and San Antonio Spurs. All three feature Bulls center Nikola Vucevic attempting to score against the Spurs’ 7-foot-3 center, Victor Wembanyama.

— Ninety seconds into the game, Vucevic goes to his bread and butter, a pick-and-pop with Josh Giddey. Vucevic has been cooking from outside this season, but when he picks and pops against Wembanyama, he knows the Spurs big man can recover and block his jump shot. So Vucevic wisely shot-fakes and cruises to the rim for what he thinks is an easy layup, only to have Wembanyama block his offering from behind.

— Two minutes later, Vucevic gets Wembanyama on the block, but he knows his usual offering of jump hooks with either hand is likely to end up in Row 7. Instead, he goes to the shot-fake. It works. Wembanyama leaves his feet! Unfortunately, he recovers so quickly that when Vucevic goes up for a layup, Wembanyama does not just block it, he swallows it with his hands.

— One minute later, Vucevic catches a pass from Zach LaVine 1 foot from the basket and seems to have an uncontested layup or dunk, except he senses the looming presence of Wembanyama. Vucevic turns down the first shot and tries to dribble into Wembanyama’s body. That does not work either. Instead, despite being a 7-footer and inches from the basket, he meekly kicks the ball out and resets the offense.

This play, what I call the “Hell naw,” is Wembanyama’s true specialty. The center’s

greatest power is not the shots he blocks; it’s the ones opponents do not even dare to attempt.

Wembanyama blocked eight shots that night, and while the Bulls ended up rallying to beat San Antonio, the larger story arc of Wembanyama’s defensive dominance this season is only gaining steam.

Those three plays show the quandary of going up against Wembanyama: What are you supposed to do against him? He can cover the entire lane in a single bound, needs a nanosecond to load up for his jump (or second jump) and his arms are longer than a CVS receipt. Good luck trying to score on him.

In just his second season, Wembanyama has blocked four shots per game, the most in the NBA in nearly three decades.

He swats 5.8 shots per 100 possessions, and only 11 players in the league have played at least 500 minutes and blocked even half as many.

Want a more amazing stat? He had 127 blocks through Sunday’s games — do you know how many times he was called for goaltending?

Four. That’s it.

Needless to say, the results back up his impact. The Spurs give up 7.2 points fewer per 100 possessions when he plays and surrender a much lower field goal percentage. Inside 6 feet, opponents shoot 50.2% against the Spurs when he is the closest defender and 62.9% the rest of the time. That’s as big a difference as any other player in the NBA who has played the bulk of his team’s games.

In doing so, Wembanyama has singlehandedly dragged the Spurs into the top half of the league in defensive efficiency and into the Western Conference playoff race. He has

become the runaway front-runner for defensive player of the year at age 21, a year after finishing second in voting. And that, friends, is my long-winded lead-in to the real story here:

The kids are taking over on defense.

This has never been the way in this league. Mastering defense was something that was supposed to take years. But as the game has opened up and prioritized mobility and switchability, it has been easier for younger players to enter the NBA and make a more immediate impact. Wembanyama is one example — nobody is trying to mash him into the stanchion the way players might have a decade ago.

While the older cohort still has its share of elite defenders — 31-year-old Rudy Gobert was the defensive player of the year in 2023-24, most notably — we have had a fairly abrupt changing of the guard in the past few seasons that has only accelerated in 2024-25. (Note that all ages in this article are as of Feb. 1 for the season in question and all statistics were through Sunday’s games.)

Take 21-year-old Dyson Daniels in Atlanta, for instance. Liberated from a crowded backcourt in New Orleans, the Great Barrier Thief, as he is sometimes called, is running with the league lead in steals and deflections in his third season, to the point that his 225 deflections on the season are 87 more than secondplace Kelly Oubre Jr. His team does not reach the midpoint of its schedule until Saturday, yet Daniels is closing in on the point where he could shut it down for the year and still lead the league in deflections.

If there were an Eastern Conference defensive player of the year race, Daniels’ biggest rival would most likely be the Cleveland Cavaliers’ Evan Mobley, 23. He has been the linchpin of the defense for a Cavaliers team that is running away from the rest of the East; he also finished third in defensive player of the year voting two years ago, when the Memphis Grizzlies’ Jaren Jackson Jr. won.

At 25, Jackson is not exactly a grizzled veteran, either. He, along with Wembanyama, Mobley and Daniels, are the four players to be recognized as defensive player of the month this season. Thus, every winner of the league’s newest honor has been 25 or younger.

Again, this is a massive difference from how things have been historically. Nobody under the age of 22 had meaningful vote share for defensive player of the year in any of the six seasons from 2016 to 2021, and the 2017, 2018 and 2019 All-Defensive teams did not feature a single player under 24. As recently as 2019, eight of the 10 players on the two All-

Defensive squads were 27 or older. This season? It is possible Wembanyama and Daniels finish first and second as 21-yearolds. We might also see all five first-team AllDefensive spots go to players 25 or younger when you add players like Mobley; Jackson; Oklahoma City’s Jalen Williams, 23, and Lu Dort, 25; Houston’s Amen Thompson, 21; Minnesota’s Anthony Edwards, 23, and Jaden McDaniels, 24; and Orlando’s Goga Bitadze, 25 — and that is with the Thunder’s fly-swatting Chet Holmgren, 22, out with an injury. Oklahoma City is without a doubt the league’s paramount example. The top eight players in minutes all are 26 or younger. Two of the most impactful have been Williams, who has had an extended run as a 6-6 center and somehow mastered rim protection despite playing point guard in college, and 21-year-old Cason Wallace, a ball-hawking guard with the team’s highest steal rate.

Despite relying on young players, the Thunder are poised to be one of the best defensive teams in NBA history, if not the best. Their 103.9 defensive rating is 9.4 points below the league average; since team turnovers began being tracked in 1970-71, no team has ever finished a season that far below the league average.

We are at a point where the learning curve is faster because talent is mattering as much or more than strength and technique. As a result, we are seeing players make massive leaps forward as soon as their second and third seasons in the league.

Wembanyama, at the individual level, and the Thunder, at the team level, are our two shining examples. But look deeper, and examples of both types abound. Things have changed.
