he Department of Labor and Human Resources (DTRH), in conjunction with the Bureau of Labor Statistics of the U.S. Department of Labor, reported Wednesday that the unemployment rate in Puerto Rico remained at 5.7 % during the month of December 2023, matching the record set the previous month, adding 24 consecutive months with a rate of 6.5 percent or less and averaging 5.9 percent during the calendar year 2023, the lowest average in history. “The calendar year 2023 was a historic one for the Puerto Rican labor market, as a result of an increase in economic activity and concrete strategies to insert more people into the world of work. We are talking about the year with the lowest unemployment rate in our history, at the monthly level and in terms of annual average, as well as the year where the highest employment levels were averaged in recreation and accommodation, professional and business services, and education and health services,” said the Secretary of the DTRH Gabriel Maldonado Gonzalez in written statements. “These positive trends have been sustained over a long period of time and can be verified through the different reports and publications that our agency issues together with the federal government. In this new year we will continue to work hand in hand with other

components of the government, the private sector and for-profit organizations, to continue maximizing initiatives such as the new Employment and Recruitment Portal to Facilitate Labor Integration (PERFIL), the Puerto Rico Está Faja’o campaign and Infinite Talent, among others,” Maldonado Gonzalez added.. According to the publication of Employment and Unemployment, which is based on the Worker Group Survey, the unemployment rate, seasonally adjusted, stood at 5.7% for the month of December 2023. It reflected no change compared to November 2023, while it represented a decrease of 0.3 percentage point when compared to December 2022. During the calendar year 2023, the average unemployment rate was 5.9%, which represents the lowest annual average in history.

DTOP silent about installation of new Urban Train ticket evening machines By THE STAR STAFF The Department of Transportation and Public Works (DTOP) is silent on the status of the multimillion-dollar project to install new ticket vending machines in Urban Train stations, at a cost of $25 million. Last week, Ivonne Lozada Rosas, candidate for the Senate for the district of San Juan on the Popular Democratic Party (PDP) ballot, questioned what has happened to it. “It was last October when the management of the Department of Transportation and Public Works (DTOP) announced the installation of these new machines at the Martínez Nadal station of the Urban Train, in a plan that is supposed to be ready this year, where boats and buses are integrated as part of the integrated transportation system. Judge postpones hearing indefinitely on whether to end PREPA’s collective bargaining agreements By The STAR STAFF

P

uerto Rico Electric Power Authority (PREPA) bankruptcy Judge Laura Taylor Swain has postponed a hearing on a petition to reject PREPA’s collective bargaining agreements (CBAs) with its unions indefinitely. While a hearing was slated for Jan. 24, Swain said in her recent order that she would consider “the appropriate standards of scrutiny” required to determine whether to reject the contract and the need for a hearing. “In the interim, the parties are advised to do their utmost to negotiate a consensual resolution to their disputes in conjunction with the mediation team,” Swain ordered. The Financial Oversight and Management Board, which represents PREPA in its bankruptcy, on January 2 asked Swain to allow it to end the CBAs with PREPA’ unions, arguing the utility could not pay the Judge Laura Taylor Swain

unaffordable pension and grievance claims. The FOMB said PREPA has two remaining CBAs – one with UTIER, the Electric Industry and Irrigation Workers Union, with approximately 139 active members staying, and one with the Union de Empleados Profesionales Independientes, with about three active members remaining. Each of these CBAs requires, among other things, that PREPA’s current pension system continue to operate and be maintained as a fully funded trust. “PREPA cannot assume its CBAs because it is unable to cure the significant multibillion dollar underfunding of its defined benefit plan, meet future funding obligations to maintain the system as it currently exists and as required by the CBAs, or pay the unions’ grievance claims asserted in excess of $1 billion. Assumption of the CBAs would also be inconsistent with the pension reform measures the Oversight Board has determined

In a separate motion earlier this month, the Puerto Rico Electric Power Authority (PREPA) Retirement System said PREPA couldn’t modify its pension obligations by rejecting its contract with its union.

Simplification of requesting tax reimbursement for farmers announced By THE STAR STAFF

he Treasury Secretary Francisco Parés Alicea, announced on Wednesday the simplification of the process of requesting reimbursement of taxes related to the purchase of gas oil and diesel oil, for the operation of machinery and vehicles used in agricultural activities. “We continue to review the processes in the Treasury Department and integrate more technology, so that the different sectors can benefit from the incentives available

and make their arrangements quickly and easily. In this case, we had a direct request from farmers who asked us to review the excise reimbursement process to make it more accessible and it is already available,” Parés Alicea said in written statements. The Treasury Department established a procedure through SURI, so that Bonafide farmers can request the reimbursement of the excise duty of :”gas oil” or “diesel oil,” acquired for exclusive use in the operation of agricultural, livestock and poultry machinery and vehicles. It also includes the

breeding of native thoroughbred horses or Paso Fino horses, pure Puerto Rico, and the operation of machinery or vehicles of producers, processors, pasteurizers or sterilizers of milk or its derived products, as well as other equipment used in other agro-industrial or agricultural operations. To submit the reimbursement request, the bona fide farmer must have an active

farmer ID with the Department. It will be reimbursed at the rate of 0.04 cents for each gallon or fraction thereof, as provided in Section 3020.06 of the Puerto Rico Internal Revenue Code of 2011, as amended. In addition, the reduction tax will be reimbursed, at the rate of $15.50 for each barrel or fraction of “gas oil” or “diesel oil.”

Judge orders demolition of illegal construction in Jobos By The STAR STAFF

Guayama judge ordered on Wednesday the demolition of certain illegal structures at the Bahía de Jobos National Estuarine Research Reserve in Salinas. Judge Josian Rivera Torres established a term that cannot exceed 30 days, subject to the approval of the Department of Natural and Environmental Resources (DRNA). Failure to carry out the order will result in contempt of court penalties. Education claims to have approved 72% of applications related to Teaching Career By The STAR STAFF

he Department of Education (DE) reported this Wednesday in a public hearing in the House of Representatives that in 2023 it approved 72% of the thousands of requests for activations and reactivations submitted by teaching employees to the Teaching Career program. The Education Commission summoned the agency to verify compliance with Law 9-2022, which orders the agency to carry out the analysis and calculation of the records of teachers who have enrolled in the program in order to make the appropriate salary adjustment, retroactive or proactive, according to their teaching qualifications. “The majority, at least; The greater part of the people who did qualify are already going for 92 percent of the plans that are already on the platform... ormer Gov. Nikki Haley of South Carolina on Tuesday defied calls to drop out of the race for the Republican nomination, vowing to fight on after a second consecutive defeat at the hands of former President Donald Trump. In rousing remarks, Haley painted a picture of a country and a world in disarray, casting herself as the choice for voters dissatisfied with both President Joe Biden and Trump. She set up an epic showdown with Trump in South Carolina, where she is lagging far behind Trump in polls despite a home-state advantage. “New Hampshire is first in the nation — it is not the last in the nation,” she said as a loud wave of cheers and applause broke out across the room. She added that the race was “far from over.” She added, “We’re going home to South Carolina.” Borrowing signature lines from her stump speeches, Haley, a United Nations ambassador under Trump, noted how far she had come since the race opened, when she was polling at just over 2%. She congratulated MTrump on what she described as a well-earned victory and declared that politics was “not personal” to her, but she also called herself “a fighter.” “And I’m scrappy — and now we’re the last ones standing next to Donald Trump,” she added. Painting herself as an outsider, despite her insider résumé, she pledged to take on

Trump and the political class behind him. She also took shots at the media, who she said saw his glide to the nomination as a foregone conclusion. With the new urgency she has been flashing on the trail in the past week, Haley turned up the heat on the former president, the dominant front-runner in the Republican race, who is fighting 91 felony charges. Another Trump presidency would be just as bad for the country as another four years of Biden, she said. She also took another dig at Trump’s mental fitness and his 77 years of age, reminding voters how he had confused her for House Speaker Nancy Pelosi and accused her of not providing security at the U.S. Capitol on Jan. 6, 2021. Someone in her rambunctious audience, which occasionally shouted encouraging interruptions, yelled, “Geriatric!” “With Donald Trump you have one bout of chaos after another,” she said. “This court case, that controversy, this tweet, that senior moment. You can’t fix Joe Biden’s chaos with Republican chaos.” In her final Granite State appearances before polls closed, Haley had rejected the suggestion that Republican voters had already solidly united behind the former president, and pledged not to end her bid no matter the result. “I didn’t get here because of luck,” she said at a polling site in Hampton, New Hampshire, while flanked by supporters, including Gov. Chris Sununu, her top surrogate in the state. “I

got here because I outworked and outsmarted all the rest of those fellas. So I’m running against Donald Trump, and I’m not going to talk about an obituary.” Trump, speaking to supporters at his victory party, mocked Haley for speaking “like she won.” But “she didn’t win — she lost,” he added. On Wednesday morning, Haley is expected to speak during a Republican State Committee meeting in the Virgin Islands, which holds its contest on Feb. 8. She is then anticipated at a homecoming rally in Charleston, South Carolina, where her campaign has its headquarters. A number of people close to Haley are encouraging her to keep going, many of whom are deeply opposed to Trump’s becoming the nominee again. Betsy Ankney, her campaign manager, released a memo early Tuesday morning shooting down suggestions that Trump’s path to the nomination was inevitable. She pointed to the 11 of the 16 states that vote on Super Tuesday that have “open or semi-open primaries” that can include independent voters and are “fertile ground for Nikki.” Rushing through the departing crowds Tuesday, Ankney said the campaign had also already assembled more staff members in place, though she declined to discuss further details. Nevada will host a Republican caucus on Feb. 8, but Haley is not competing in that contest, instead participating in a Republican primary in the state two days earlier that awards no delegates. Her campaign has bought more than $1 million in television advertising from Tuesday through Feb. 6 in South Carolina, according to AdImpact, a media-tracking firm. It is part of what the campaign has announced will be a $4 million ad buy in the state. And officials at her allied super political action committee, Stand for America, said they, too, planned to forge ahead. Mark Harris, lead strategist for the PAC, said it was prepping television, mail and digital advertising in a get-out-the-vote effort that would look similar to the programs it had taken on in Iowa and New Hampshire, though as of Tuesday it had not yet made those investments. “We’re running the outsider candidacy, so this was never going to happen all magically in one day, and so we’re going to keep pushing ahead,” Harris said. Since the summer, Haley has predicted that the Republican nominating contest would result in a showdown between herself and Trump in her home state. Her outward confi-

dence in that scenario has not faltered — not after she failed to place second in Iowa, not after her top rival for No. 2, Gov. Ron DeSantis of Florida, dropped out and endorsed Trump, not after a slate of South Carolina legislators this week joined Trump on the stump in the final days of the New Hampshire race. Her message to his allies and the news media: She has been here before. “I won South Carolina twice as governor,” she told reporters Friday at a retro diner in Amherst, New Hampshire. “I think I know what favorable territory is in South Carolina.” But it has been 10 years since she was last on the ballot, and her state and her party have changed. Trump has solidified a loyal base there since he won South Carolina in the 2016 Republican primary over Haley’s endorsement of his opponent, Florida Sen. Marco Rubio. Although Haley’s affluent — and more moderate — Republican base along the coast and in Charleston remains intact, her grip on the Midlands has loosened. In the more conservative Upstate around Greenville, she is likely to have an even steeper uphill climb. The daunting path ahead did not damp the enthusiasm among her supporters who gathered at her election watch party Tuesday at a hotel in Concord. Many were not from New Hampshire. Almost 100 students hailed from New York. Despite the results, many described feeling exhilarated, optimistic and hopeful, believing that as the last Trump challenger standing in the Republican race, she would now have a greater chance to spread her message. When the election results flashed on the television screens scattered throughout the room, few had been paying attention. “I’m happy to hear that she is still going,” said Allie Cable, 26, a department supervisor in the health care industry in Concord. “Anything could happen.” Richard and Wendy Clymer, a Republican couple also from Concord, had missed the moment entirely. They had rushed into the event late after spending the day rallying support for Haley and encouraging voters to get to the polls. He saw the result as encouraging, even though the state went to Trump’s column. Richard Clymer, 63, an engineer who had held a Haley sign outside a polling place for seven hours, recalled the moment when the results of his polling location were read aloud: Trump 467, Haley 739. “There was an audible gasp in the gymnasium like, ‘Wow,’ this guy can be beaten,” Richard Clymer said.

5 takeaways from the New Hampshire primary By LISA LERER, MAGGIE HABERMAN and JONATHAN SWAN

T

he much-fabled power of New Hampshire’s fiercely independent voters wasn’t enough to break the spell Donald Trump has cast over the Republican Party. Brushing aside Nikki Haley a little more than a week after he steamrolled her and Ron DeSantis in Iowa, Trump became the first Republican presidential candidate who was not a White House incumbent to carry the nation’s first two contests. His winning margin of 11 percentage points in moderate New Hampshire demonstrated his ironclad control of the party’s hard-right base and set him on what could very well be a short march to the nomination. For Haley, the former South Carolina governor, it was a disappointing finish in a state she had poured considerable resources into carrying. Her efforts to cobble together a coalition of independents and anti-Trump Republicans, with support from the state’s popular governor, were no match for Trump’s legions of loyalists. Even though Haley is vowing to fight on, the difficult terrain ahead in South Carolina means that this first-in-the-nation primary could turn out to be the last. Here are five takeaways. Trump demonstrated his command of the GOP in a purple state. In 2016, Trump’s win in New Hampshire put him on a path to the nomination and ultimately the presidency. Eight years later, the state delivered again for him. He performed well across nearly every demographic group, according to exit polls. He won every age group, among men and women. In the final days, Trump sought to project an air of inevitability, hoping to avoid a protracted and costly fight as he resists efforts to convict him in a criminal trial before Election Day in November. His success in New Hampshire was likely to lead to more pressure on Haley to drop out from his Republican allies, who include senators, House members and governors. He won more than 50% of the vote, although his margin of victory decreased significantly from the primary in 2016, when he won New Hampshire by about 20 points over a crowded field. And he fell far short of his 30-point triumph in this month’s Iowa caucuses.

He seemed visibly aware of that fact when he took the stage Tuesday night, and signaled an uglier next phase. Using an expletive as he repeatedly attacked Haley, he said, “I don’t get too angry — I get even.” Haley has an incredibly rocky road ahead. The contest now moves to South Carolina, the next competitive primary and one where Haley faces a steep uphill battle. Trump has led polls in her conservative home state by more than 30 points for months. There’s little question that a defeat there for Haley would be devastating, making it difficult for her to justify carrying on in the race. For Trump, drawing the contest to a close in South Carolina would allow his campaign to avoid the costly expense of Super Tuesday on March 5, when 16 states hold primary contests. He’s expected to unleash a barrage of harsh attacks, a tactic similar to the brutal campaign of humiliation he waged against DeSantis, who quit the contest Sunday. Already, Trump has argued that Haley is hurting the party’s chances in the fall by forcing him into an extended nominating contest. “If she doesn’t drop out, we have to waste money instead of spending it on Biden, which is our focus,” he told Fox News shortly after the race was called. The old guard of the GOP is a dwindling faction. Tuesday night’s results showed that the time is coming to sit shiva for the Republican Party of the Bushes, Cheneys and Romneys. And the donor class that once played an outsize role in shaping the party is now a desperate group of bystanders. Haley ran on a traditional Republican platform, one that has faded during the Trump years. She campaigned on issues like reducing federal spending, enacting a staunchly interventionist foreign policy and overhauling programs like Social Security and Medicare. Her candidacy was embraced by the pre-Trump GOP, as the gang got back together for one last shot at the interloper. Traditional party donors from Wall Street, who loathe Trump, poured money into Haley’s super political action committee. And in New Hampshire, she seemed to have a political environment more hospitable than in Iowa, with a voting base that is less religious and more educated. But on Tuesday, New Hampshire Republicans rejected Haley and her attempt to revive the old guard.

She insists her campaign is alive and well, marching to South Carolina, but the wing of the party she represents will come out of New Hampshire on life support. Biden, Democratic grumbling aside, is cruising to renomination. President Joe Biden did not submit his name for the New Hampshire ballot, after the state refused to comply with a new Democratic nominating calendar that made South Carolina the first primary contest. Yet a scrappy write-in campaign run by the president’s allies delivered a victory for him nonetheless. His most significant challenger — Rep. Dean Phillips of Minnesota — was on track to capture little more than 20% of the vote. Self-help author Marianne Williamson, who mounted a second bid for the Democratic nomination, was far behind with just 5%. Democrats have spent months pining for another option, raising worries about Biden’s age in polls, focus groups and even “Saturday Night Live” sketches. But these results underscore the reality of the Democratic nominating process: Biden faces no real opposition. For years, many Democrats questioned whether Trump would complete his comeback and become the 2024 nominee. Now that he is ascendant, Biden and his party are turning their attention to the general election and preparing to transform the race into a debate over whether a polarizing and criminally indicted former president is fit to return to office.

Trump’s strength may not translate to the general election. Despite his robust showing, the results offered warning signs for Trump before November. A significant slice of Haley’s support came from unaffiliated voters who wanted to send a message about stopping Trump — a reminder that he owns Republicans, but doesn’t own everybody else. While Trump won the race, he failed to rack up the kind of numbers that would be expected of someone essentially running as an incumbent. He has been behaving as one as part of his strategy in battling the 91 criminal charges he is facing both in courts of law and courts of public opinion. But only about half of those who voted in the New Hampshire primary said they would consider him fit for the presidency if he were convicted of a crime, according to CNN exit polling. Those who might not vote for him with a criminal conviction, assuming a trial takes place this year, remain a minority. But in a close fall campaign, such factors could matter. On the flip side, the issues that exit polls suggested are driving a number of voters, including immigration, are ones that the Trump team expects to benefit him in a general election. And even with divisions within the Republican Party, the vast majority of its voters view someone wearing their partisan jersey as preferable to Biden.

S&P 500 Hits Record High on Netflix Earnings, Chips’ Boost W

all Street rallied on Wednesday, with the benchmark S&P 500 scaling record intraday levels, as Netflix surged after smashing expectations for subscriber growth and chip stocks gained on ASML’s strong earnings. Riding on the optimism, Microsoft rose 1.1%, hitting a record high, with its market value surpassing $3 trillion for the first time. The S&P 500 hit an all-time high for the third time in less than a week, fueling a bull-market run it confirmed on Friday after closing at a record. The blue-chip Dow also surpassed the 38,000-point mark for the second time this week. The tech-laden Nasdaq is less than 4% away from breaching its all-time intraday high hit in November 2021. Netflix jumped 11.9% to an over two-year high after the firm’s largest-ever fourth-quarter subscriber growth indicated it had won streaming wars with its passwordsharing crackdown and a strong content slate. The S&P 500 communication services index, sheltering the stock, rose 1.7% to a near two-year high, leading sectoral gains. “Although there have been some misses, majority (of earnings) are coming in in-line with expectations and guidance from most companies remains positive, fuelling the rally here,” said Peter Cardillo, chief market economist at Spartan Capital Securities in New York. Reflecting upbeat market sentiment, the CBOE Market Volatility Index, a market fear gauge, slipped to a near two-week low. With the S&P 500 trading around 20 times forward 12-month earnings, compared with its long-term average of 16 times, the results of the “Magnificent 7” group of companies will be in focus to determine whether their valuations are justified. Megacaps such as Alphabet, Amazon.com and Meta Platforms rose between 1% and 2%. Tesla rose 0.8% ahead of its fourth-quarter results after the market closes. Chip stocks Nvidia, Advanced Micro Devices and Broadcom gained between 2.8% and 5.7% after European chip-making equipment maker ASML Holding beat fourth-quarter earnings estimates and posted record-high quarterly orders. The Philadelphia SE semiconductor index also touched a fresh record high, rising 2.1%. Meanwhile, AT&T shed 3.1% after forecasting annual profit below expectations, while DuPont De Nemours slid 11.8% after forecasting a fourth-quarter loss. Man arrested on 76 counts of murder in Johannesburg building fire By LYNSEY CHUTEL

P

olice in South Africa said Wednesday that they had arrested a man who confessed to starting a fire in a derelict Johannesburg building last August that killed dozens of people, some of whom leaped to their deaths or were trapped behind locked security gates. The 29-year-old man was arrested Tuesday on 76 counts of murder and 120 counts of attempted murder, said Col. Dimakatso Nevhuhulwi, a spokesperson for the police in Gauteng Province, which includes Johannesburg. The man’s name has not been released. Officials originally said that the fire, which tore through an overcrowded four-story building in the early hours of Aug. 31, had killed 77 people. But a commission investigating the disaster was later told that the number was in doubt because of how badly some of the bodies were burned. The fire focused international attention on hundreds of rundown, illegally occupied buildings in

Johannesburg like the one that burned, where poor families who cannot afford more secure housing have settled. These urban squatter camps are known as “hijacked” buildings because they are often taken over by gangs that deal drugs and extort residents for rent payments. The 29-year-old man was arrested after testifying Tuesday before the commission investigating the fire. The commission’s hearings have been live-streamed, but the man testified behind closed doors out of fear that gang leaders who had been operating out of the building would have him killed, the commission’s lead attorney said. “His life may be in peril if made public,” the attorney, Ishmael Semenya, said during a public portion of the hearing. The police did not provide details about the man’s reported confession. According to South African news outlets, he said in his testimony Tuesday that he had strangled a man, poured gasoline over the body and set fire to it, and that the fire had spread.

Those killed in the blaze included at least a dozen children — two of them toddlers named Memory — migrants from other African countries and people holding down jobs as teachers and technicians. Neighbors and residents said the building also housed criminal gangs that sold drugs on the sidewalk and robbed passersby. The government owned the building and many others like it. Going block by block and searching records, New York Times reporters last year identified at least 127 similar buildings, neglected death traps, in the center of Johannesburg. President Cyril Ramaphosa has said that the fire was a “wake-up call” for South Africa, where the cost of living puts housing out of reach for many, and where city governments look the other way as people occupy garbage-strewn buildings without water or electricity. The commission investigating the fire halted its work last year after the building that housed it was itself deemed to be a fire hazard. Its hearings resumed this month.

large Russian military transport plane crashed Wednesday near the border with Ukraine killing everyone onboard, the Russian defense ministry said, accusing Ukraine of shooting down the plane with missiles. The ministry said in a statement that the plane had been carrying 65 Ukrainian prisoners of war who were being transferred to the Belgorod region to be exchanged for Russian service personnel. It accused Ukrainian forces of launching two missiles from the nearby Kharkiv region of Ukraine that struck the aircraft. The plane was also carrying six crew members and three other individuals, the ministry said. The Russian claims could not be independently verified. Ukrainian officials did not comment directly on Moscow’s accusations that Ukraine shot down the plane, or its claims that Ukrainian prisoners of war died in the crash. The military’s general staff headquarters issued a statement Wednesday afternoon asserting a right to target Russian military transport airplanes in the border region. But later Wednesday, Ukraine’s military intelligence agency hinted at what could have been a tragic mistake, saying that Russia had not informed it that prisoners would be flown to Belgorod’s airport, as

The Belgorod region of Russia has a long border with Ukraine, and hostilities have flared in the area for much of the war. Over the past few weeks, it has been the scene of frequent Ukrainian missile and drone strikes, including a bombardment in December. It was also the staging ground for Moscow’s fullscale invasion in 2022 and for further Russian strikes against Ukrainian territory during the war. The governor of the Belgorod region, Vyacheslav Gladkov, said in a statement on social media that the plane, which embarked from a military airport near Moscow, had crashed in a field near a settlement in

the Korochansky district. He said that emergency services were at the site and were investigating. A video posted to Telegram and verified by The New York Times showed a large plane crashing and exploding in Yablonovo, a town in the Korochansky district. Tass, a Russian state news agency, published a video of the scene of the crash showing debris littering a snowy field. The Russian defense ministry said in its statement that Ukraine’s leadership was “well aware that, in accordance with established practice, Ukrainian servicemen were to be transported by military transport aircraft to Belgorod airfield today for exchange.” “According to an earlier agreement, the event was to take place in the afternoon” at a checkpoint on the Russia-Ukraine border, the statement added. Ukraine’s military intelligence agency said an exchange “was supposed to take place today but did not.” Ukraine, it said, had upheld its side of the agreement by transporting Russian prisoners safely to the border.

The agency said it had no information about passengers on the plane but that “the security of our defenders, according to the agreements, was to be ensured by the Russian side.” That Russia had not informed Ukraine that prisoners were aboard the plane, the statement said, might be “planned and deliberate actions for the Russian Federation to destabilize the situation in Ukraine and weaken international support.” The plane, an Il-76, was designed decades ago in the Soviet Union to perform military duties such as airlifting troops, cargo and weapons. Former Ukrainian prisoners who were released in exchanges said that they had been transported on that model of airplane, said Olha Reshetylova, a coordinator for Media Initiative for Human Rights, a group that investigates potential Russian war crimes against prisoners of war. In an interview, she called for an investigation into the crash but said that those efforts would be “complicated by the fact that the crime took place on the territory” of Russia.

One former Ukrainian prisoner of war, Maksym Kolesnikov, confirmed in a social media post that prisoners were transported on military cargo planes but questioned the Russian assertion that only three guards escorted 65 prisoners. On his flight, he said, about 20 guards flew with 50 prisoners. Andrei V. Kartapolov, a Russian lawmaker and retired general, said at a session of the State Duma, the lower house of parliament, that the Il-76 had been shot down by three Ukrainian missiles. He did not provide any evidence for his claim, and it could not be independently verified. Wednesday afternoon, the Russian foreign minister, Sergey Lavrov, said Russia had requested a meeting of the U.N. Security Council over the episode. Russia and Ukraine have been exchanging prisoners since the start of the war through deals brokered by a third party, such as Turkey or the United Arab Emirates. Those deals have been very complicated, with the sides meticulously negotiating every detail.

How a ragtag militia in Yemen became a nimble U.S. foe By HELENE COOPER and ERIC SCHMITT

F

or years, the scrappy Iran-backed Yemeni rebels known as the Houthis did such a good job of bedeviling U.S. partners in the Middle East that Pentagon war planners started copying some of their tactics. Noting that the Houthis had managed to weaponize commercial radar systems that are commonly available in boating stores and make them more portable, a senior U.S. commander challenged his Marines to figure out something similar. By September 2022, Marines in the Baltic Sea were adapting Houthiinspired mobile radar systems. So senior Pentagon officials knew as soon as the Houthis started attacking ships in the Red Sea that they would be hard to tame. As the Biden administration approaches its third week of airstrikes against Houthi targets in Yemen, the Pentagon is trying to thread an impossibly tiny needle: making a dent in the Houthis’ ability to hit commercial and Navy vessels without dragging the United States into a prolonged war. It is a difficult task, made more so because the Houthis have perfected the tactics of irregular warfare, U.S. military officials say. The group does not have many big weapons depots for U.S. fighter jets to bomb — Houthi fighters are constantly on the move with missiles they launch from pickup trucks on remote beaches before hustling away. The first barrage of U.S.-led airstrikes about two weeks ago hit nearly 30 locations in Yemen, destroying around 90% of the targets struck, Pentagon officials said. But even with that high success rate, the Houthis retained about 75% of their ability to fire missiles and

drones at ships transiting the Red Sea, those officials acknowledged. Since then, the Pentagon has carried out seven more rounds of strikes. And the Houthis have continued their attacks on ships transiting the Red Sea. “There is a level of sophistication here that you can’t ignore,” said Gen. Joseph Votel, who led the U.S. military’s Central Command from 2016-19, as Saudi Arabia was trying to defeat the Houthis in Yemen. So far the Pentagon strategy has been to put armed Reaper drones and other surveillance platforms in the skies over Yemen, so that U.S. warplanes and ships can hit Houthi mobile targets as they pop up. On Monday night, the United States and Britain struck nine sites in Yemen, hitting multiple targets at each location. Unlike most of the previous strikes, which were directed more at targets of opportunity, the nighttime strikes were planned. They hit radars as well as drone and missile sites and underground weapons storage bunkers. This middle ground reflects the administration’s attempt to chip away at the Houthis’ ability to menace merchant ships and military vessels but not hit so hard as to kill large numbers of Houthi fighters and commanders, potentially unleashing even more mayhem into the region. But officials say they will continue to try to hit mobile targets as analysts search for more fixed targets. After nearly a decade of Saudi airstrikes, the Houthis are skilled at concealing what they have, putting some of their launchers and weaponry in urban areas and shooting missiles from the backs of vehicles or tractors before

scooting off. And weapons that are destroyed are soon replaced by Iran, as a never-ending stream of

The militia seized the country’s army arsenal when it took over Sanaa, the capital, a decade ago. Since then, it has amassed a diverse and increasingly lethal arsenal of cruise and ballistic missiles and one-way attack drones, most supplied by Iran, military analysts said. “It’s mind-blowing, the diversity of their arsenal,” said Fabian Hinz, an expert on missiles, drones and the Middle East at the International Institute for Strategic Studies in London. That leaves the United States and its coalition partners with

only three viable options, given the parameters of President Joe Biden’s strategic aims in Yemen, military analysts say. They could commandeer the weapons coming by sea from Iran; find the missiles, which requires extensive intelligence; or attack the launch sites. The third option is the hardest. Houthi militants are believed to hide mobile missile launchers in a range of locations, anywhere from inside culverts to beneath highway overpasses. They are easily moved for hasty launches. The Houthi mobile maneuvers worked so well against Saudi Arabia that the Marines began an experimental effort to copy them. They developed a mobile radar, essentially a Simrad Halo24 radar — you can get one for about $3,000 at Bass

The Marines, like the Houthis, have been looking into how to use the radars to send data back on what’s going on at sea. Lt. Gen. Frank Donovan, now vice commander of U.S. Special Operations Command, noticed what the Houthis were doing with the radar back when he was leading a 5th Fleet amphibious task force operating in the southern Red Sea. Trying to figure out how the Houthis were targeting ships, Donovan soon realized the Houthis were mounting off-the-shelf radars on vehicles on the shore and moving them around. He challenged his 2nd Light Armored Reconnaissance Battalion to develop a similar system.

Thousands cannot leave Gaza hospital despite evacuation order, aid group says By VICTORIA KIM and HIBA YAZBEK

housands of people were trapped at a hospital by heavy fighting in the southern Gaza Strip, and Israeli forces on Wednesday had surrounded a second hospital where displaced people were sheltering, aid agencies said, after Israel’s military ordered evacuations for that part of the city of Khan Younis. The evacuation order posted by the military’s Arabic-language spokesperson, Lt. Col. Avichay Adraee, designated blocks that include the grounds of the two facilities, Nasser Hospital and Al-Amal Hospital. They are among the last hospitals still providing some medical care to patients in Gaza even as many more people seek refuge there from intensifying Israeli air and ground attacks. The Palestine Red Crescent Society on Wednesday reported “intense shelling” near Al-Amal hospital, which it runs, and said a strike had killed three people outside its offices in an adjacent building. Israeli forces were “surrounding” its teams and “enforcing restrictions on movement” around its offices and the hospital, the group said. The Gaza Health Ministry said in a statement that Nasser Hospital had in effect been cut off by “continuous bombing,” preventing injured people from getting there and blocking the transfer of patients to the nearby Jordanian field hospital. The United Nations’ humanitarian affairs office said in its daily update Tuesday that the Jordanian hospital was also included in the evacuation area. The three hospitals, with a total of more than 600 beds, account for one-fifth of the remaining functional hospital capacity in Gaza, according to the U.N. It said the evacuation area held 88,000 residents and an estimated 425,000 displaced people, packed into about 1.5 square miles. “The Israeli occupation isolates Nasser Medical Complex and puts the lives of staff, patients and displaced people at risk,” Ashraf Al-Qudra, the spokesperson for the Gaza Health Ministry, said in a statement. The aid group Doctors Without Borders said late Tuesday that its staff at Nasser could hear bombs and

The group said that it was “deeply concerned” for the people’s safety. The evacuation orders came around the same time that the military said it had encircled Khan Younis after weeks of intense fighting and bombardment. The Israeli military has said it was focused on hunting down Hamas leaders in the city, which is densely packed with displaced civilians who fled the northern half of the territory at the military’s urging. In a statement Wednesday, Israel accused Hamas of exploiting the civilian population and said that its operation in Khan Younis would continue until it had

finished “dismantling Hamas’ military framework and Hamas strongholds.” As many as 7,000 people were believed to have been sheltering on the grounds of Nasser Hospital last week, many of whom fled as fighting intensified. The Israeli military has said mortar fire has been launched at its troops from the hospital, which is the largest in southern Gaza. Its claim could not be independently verified. Israel has long said that Hamas uses hospitals to hide militants and weapons. The World Health Organization said last week that Nasser Hospital alone had treated 700 patients in one day and was struggling to attend to growing numbers of wounded people amid the escalating violence in Khan Younis.

Why Nikki Haley could be the most dangerous president By ROSS DOUTHAT

I

n the alternate timeline where Ron DeSantis proved to be a capable campaigner and looked poised to defeat Donald Trump in New Hampshire and beyond, we would be facing a multitude of left-leaning essays on a single theme: “Why DeSantis is actually more dangerous than Trump.” In this world, the only threat to Trump in New Hampshire is Nikki Haley, and her candidacy doesn’t look built to last much beyond that primary. But in the spirit of slipping in your controversial opinions while you can, and because she might yet be Trump’s running mate, here is my own fear: A Haley presidency could be more dangerous than a second Trump term. This is not because I think that Haley is an authoritarian threat to American democracy. She is obviously not, and her nomination and election would have the salutary effect of re-normalizing Republican politics on important questions like, “Should you contest a lost election by pushing for a constitutional crisis and whipping up an angry mob?” But when the history of 21st-century American decline is written, the crucial chapter will focus not on Trump but on one of his predecessors, George W. Bush:

a better man than Trump, a capable politician with a number of sound policies to his credit, but also the architect of a hubristic foreign policy whose disastrous effects continue to ripple through the country and the world. The Iraq War and the slower, longer failure in Afghanistan didn’t just begin the unraveling of the Pax Americana. They also discredited the American establishment at home, shattering the center-right and undermining the center-left, dissolving confidence in politicians, bureaucracies and even the military itself, while the war’s social effects lingered in the opioid epidemic and the mental health crisis. Haley is not exactly a George W. Bush Republican. Rather, she shares the mood that emerged among establishment Republicans after Bushism collapsed, which blamed the failures of his presidency on overspending rather than Iraq, and envisioned a Republican future defined by fiscal austerity, moderation on social issues and full-spectrum hawkishness in foreign policy. This was the worldview that Trump successfully ran against in 2016, when it was extremely ill-suited for the challenges the country faced. Today the landscape is somewhat different: Haley’s eagerness to talk about entitlement reform, for instance, is still probably a political loser, but the inflation-shadowed world of 2024 could use a grand bargain on deficits in a way the world of eight years ago did not. However, on foreign policy a sweepingly hawkish vision is even more out of touch with the present global landscape, where the United States faces a destabilizing world with an overstretched military that can’t meet its recruitment goals and a set of rivals who see this moment as their window of opportunity. (Or of necessity, in the case of a China that’s powerful today but staring at rapid demographic decline just over the horizon.) Promises of resolve and moral clarity will not save us: There is no way that we can confront every threat with equal confidence and military power, and there are necessary trade-offs between the costs of the Ukraine war, our support for Israel and containment of Iran, our efforts to protect Taiwan and cool North Korea’s growing bellicosity, along with the various secondary obligations and surprise crises that might hit. In this environment, the ideal president is a Nixon or an Eisenhower — a realist and a careful balancer, not a dove or an isolationist but also not a bellicose idealist. And our gravest danger right now is probably not the one invoked by critics of Haley’s who imagine an America abandoning its allies, handing the world to dictators, beating a cowardly retreat.

(Alain Pilon/The New York Times) Rather, the greater peril is an American establishment and an American president who overestimate our powers, commit ourselves too broadly and too thinly, and end up facing a series of outright military debacles and defeats. (Indeed, if I were to script a true domestic crisis for U.S. democracy, I would start with America losing a war with China and seeing its global power crack and break.) Now it may be unfair to Haley to cast her in this kind of hubristic role. Hawkish politicians can practice realpolitik and play peacemaker — Ronald Reagan did both — and would-be realists can miscalculate their way into disasters. It’s possible to imagine scenarios where simply having greater energy in the executive helps America avoid problems that we would stagger into under a decrepit Joe Biden or a flailing and amoral Trump. But out of all the candidates, Haley’s vision still reminds me the most of Bush’s worldview, which at a time of seemingly unconstrained power set us on the path to our era of crisis and constraint. Having seen that vision undermine a strong America, I do not trust it to rescue a weakened America. And if what failed us once should fail again, the price could be more terrible, and the collapse much more complete.

l Parque del Norte en Hatillo llevará el nombre del exalcalde José “Chely” Rodríguez Cruz, luego de que el actual alcalde, Carlos Román Román estampara su firma en una Ordenanza municipal para tales fines, se informó el miércoles. Se trata de la Ordenanza Número 14; Serie 20232024, de Legislatura Municipal de Hatillo la cual autoriza la denominación, informó Román Román. El alcalde Román señaló que mediante esta acción se perpetúa el legado de Rodríguez Cruz quien fungió como alcalde de la Ciudad Ganadera por espacio de 18 años, aproximadamente. “Nuestra administración trabajó por varios días con esta designación previo a la aprobación de la medida para asegurarnos de cumplir con la Ley 55-2021. Parque del Norte fue el proyecto insigne del exalcalde Chely Rodríguez, como le conocemos cariñosamente. Un proyecto que refleja la personalidad del exalcalde, su visión y su amor por el pueblo, por lo cual el personal de la legislatura y de la administración municipal

Ana Tijoux’s first album in a decade fights sorrows with joy By JON PARELES

T

he finale of “Vida,” the new album by Chilean songwriter Ana Tijoux, is “Fin del Mundo” (“The End of the World”). She sings and raps, in Spanish, about dire expectations: war, pollution, drought, a collision with a comet. But as a techno-tinged disco beat rises around her, she cheerfully declares, “If the end of the world is coming, let’s dance naked together.” “Vida” (“Life”) is Tijoux’s fifth studio album and her first since 2014. She chose its title pointedly. “I have a very good friend who talks to me about how life is the best vengeance against death,” she said in a video interview from her apartment in Barcelona, Spain, where she relocated during the pandemic and recorded the album. “That makes so much sense, to have vitality and energy. I insist that it doesn’t mean that we live in a superficial place. It doesn’t mean that it’s not political. We are living in a bizarre moment. And there is nothing more political than defending life and defending humanity.” In the album’s first single, “Niñx” (“Little Girlx”), Tijoux urges her daughter, and all young women, to find strength in joy: “Life scares them,” she sings. “Do not lose the laughter.” Tijoux, 46, found an international audience with her second solo album, “1977,” which was released in 2010. It was named after the year she was born, in France, to Chilean parents who had gone into exile during the dictatorship of Augusto Pinochet. Living in Paris, Tijoux was drawn to the hip-hop she heard while visi-

ting immigrant families from Africa with her mother, a social worker; she, too, felt like an outsider. “Even if I couldn’t understand the lyrics,” she said, “that kind of music, that culture, changed our life.” On “Vida,” Tijoux salutes 50 years of hip-hop in “Tú Sae’” (“Y’know”), joined by Kelvin Mercer (aka Posdnuos from De La Soul) and Talib Kweli, who observes, “The root of community is unity.” Soon after the Pinochet regime ended in 1990, Tijoux returned to Chile with her parents. In the late 1990s, she established herself as a performer, rapping with Chilean hip-hop group Makiza before going solo. The single “1977” multiplied her audience worldwide. It’s a quick-tongued, matter-of-factly autobiographical rap, backed by a vintage-sounding bolero, about growing up and finding her voice in hip-hop; it has been streamed tens of millions of times. In the United States, it was boosted by prominent placement in a 2011 episode of “Breaking Bad.” On “1977” and the albums that followed, Tijoux glided easily between rapping and singing. With her 2011 album, “La Bala” (“The Bullet”), she began collaborating with producer and multi-instrumentalist Andrés Celis. He helped broaden her music across eras and regions, drawing on R&B, reggae, rock, electronica and multiple folk traditions along with far-reaching hip-hop samples. Tijoux has often written about politics, feminism, resistance, solidarity and the predations of capitalism: songs such as “Somos Sur” (“We Are the South”), a modal stomp about the silencing, strength and fearlessness of Africa and Latin America, which features Palestinian rapper Shadia Mansour; and “Antipatriarca” (“Anti-Patriarch”), a feminist manifesto set to Andean flutes, guitars and drums. But after the release of her 2014 album, “Vengo,” Tijoux’s songwriting slowed. While she continued touring, she was also raising two children — Luciano, now 18, and Emiliana, 10 — and working on assorted collaborations. One was “Lightning Over Mexico” with Rage Against the Machine’s Tom Morello and the Bloody Beetroots, which had Tijoux rapping angrily about murdered Mexican student activists. Another was “Almacén de Datos” (“Data Warehouse”), a reggaeton song with Argentine songwriter Sara Hebe that pushes back on treating music as a commodity in the attention economy: “For a businessman, everything is a market,” Tijoux taunts.

From page 17 Some of wthe songs on “Vida” directly extend Tijoux’s sociopolitical concerns. “Oyeme” (“Hear Me”) is a stark, percussive rap and chanted melody that Tijoux wrote after seeing reports that Britain was housing migrant asylum-seekers on a barge. “I always have news on in the morning,” Tijoux said. “And it was terrible and absurd once again. I was thinking about the parallel between that and the slave ships.” Another song, the somber “Busco Mi Nombre” (“I Search for My Name”), is about people who were arrested and “disappeared” by dictatorships in Argentina and Chile; it’s prefaced by spoken words from the grandmother of one Argentine victim. Tijoux wrote and sings it with iLe, a Puerto Rican songwriter who got her start with activist hip-hop group Calle 13. They met more than a decade ago, sharing the stage at a concert in New York. “Years ago there weren’t so many female political figures,” iLe said via video from Puerto Rico. “It’s a difficult challenge to speak through songs, about things that you might be afraid to say. And it’s nice to feel that there are women who are transcending their own fears and just writing and making songs about what they feel they need to talk about. It’s ris-

ky, but it comes from an honest place. And I think Ana has done that from the beginning.” Much of “Vida” is purposefully upbeat — recognizing struggles and losses but looking beyond them. Can learning a new language stave off dementia? By DANA G. SMITH

M

y father decided to start learning French when he was 57. He hired a tutor to meet with him twice a week and diligently completed his homework before every lesson. Before long, he was visiting the French bakery across town to practice his pronunciation (and buy macarons). Now, two decades later, he’s on his third tutor. On the surface, his retirement hobby seems a little random — our family has no connection to French-speaking countries — but his motivation ran deeper than a passion for pastries. My grandmother developed signs of Alzheimer’s disease in her early 70s, and studies suggest that being bilingual can delay the onset of the condition by up to five years. Drawn by that potential benefit, many people, like my father, have attempted to pick up a new language in adulthood. According to a survey conducted by the language learning app Memrise, 57% of users reported “boost brain health” as a motivation for using the program. But is that really possible? The studies on bilingualism and dementia were conducted in people who have used multiple languages in their daily life since at least early adulthood. Whether casually learning

another language later on confers the same cognitive advantages is up for debate. How Bilingualism Benefits the Aging Brain Lots of activities are linked to better brain health in old age, like getting more education when you’re younger, physical activity and cognitively stimulating hobbies. Experts say regularly speaking multiple languages may be especially beneficial, however. “We use language in all aspects of daily life, so a bilingual brain is constantly working,” said Mark Antoniou, an associate professor at Western Sydney University in Australia who specializes in bilingualism. “You don’t really get that from other enriching experiences, like playing a musical instrument.” The age at which you learn another language appears to be less important than how often you speak it, said Caitlin Ware, a research engineer at Broca Hospital in Paris who studies bilingualism and brain health. “The cognitive benefit is from having to inhibit your mother tongue,” she said, which your brain is forced to do if you’re trying to recall the right words in another language. “So if the second language is used a lot, you’re getting that cognitive training.” That process — called cognitive inhibi-

tion — is linked to better executive functioning. In theory, by improving these types of processes, the brain becomes more resilient to the impairments caused by diseases like dementia — a concept known as cognitive reserve. The stronger your mental faculties, the thinking goes, the longer you can function normally, even if your brain health starts to decline. In a landmark 2007 paper, researchers from Toronto found that dementia patients who were bilingual developed symptoms four years later, on average, than those who weren’t. Several studies published since then have reported similar findings, however, other research has found no such difference. Later-Life Learning Evidence for the benefits of learning a second language as a hobby in your 60s is weaker. Research by Antoniou and colleagues found that while Chinese adults 60 and older improved on cognition tests after a six-month language learning program, people who played games like Sudoku and crossword puzzles did as well. Another small study found that older Italians who took English lessons for four months didn’t see any difference in their cognition scores, but people who didn’t take the lessons saw their scores decline. Two more recent studies on the topic, published in 2023, found virtually no difference in cognitive performance after people took part in language-learning programs. The scientists who conducted those studies offered a few potential explanations for their disappointing results. One is that

the participants were highly motivated volunteers, who may have already been at peak performance for their age, making it hard to see any improvements. “When we recruit participants, we have to be careful, are they really representative of the population?” said Ware, who helped run one of the experiments. “And is their cognitive level maybe a little too high?” Another is that the language interventions were perhaps too short. The handful of studies looking into the issue have used language lessons that “were very different in their length and frequency,” said Judith Grossman, who researched the topic as part of her doctorate at Heidelberg University in Germany. Some studies taught participants for eight months, others for just one very intense week. To Antoniou, the limited findings are not entirely surprising. No one would say that learning a new language for six months “would be the same as having used two languages for your entire life,” he said. But he does think that language lessons can provide cognitive benefits by being intellectually stimulating. Perhaps more important, Grossman said, learning another language offers other potential advantages, like traveling or connecting with new communities. My father, for example, has remained pen pals with his first tutor after she moved back to Paris, and he’s traveled to France (and French-speaking parts of Canada) numerous times. And at 76, he’s as sharp as ever.

sional specimens.” The researchers used micro-CT scans to analyze the inner anatomy of the fossil, which they describe as enrolled, and examined the thin sections Walcott made in the 1870s. Because Ceraurus trilobites had spiny shells, they folded more than they rolled. “It’s a lot more like a taco than a perfect ball,” Losso said. These thin sections provided the researchers with the most complete view yet of how trilobites rolled up, revealing the central roles played by both the arthropod’s stomach plates and appendages. While sternite plates were not as hard as the trilobite’s calcite-enriched shell, they were still rigid enough to prevent easy rolling. To overcome this, the trilobite most likely flexed its whole body as it rolled up, allowing the sternite plates to slide past one another as the animal performed a motion like a situp. The trilobite’s wedgelike appendages then locked together, allowing the arthropod to tightly curl. “Their little wedge-shaped legs fit together like slices of pizza,” Losso said. The team also compared these structures to the anatomies of living arthropods like terrestrial isopods, or pill bugs, and millipedes. They discovered that these modern rollers, although distantly related to trilobites, possessed similar interlocking mechanisms. The researchers also looked at living horseshoe crabs. While they don’t roll, horseshoe crabs use wedge-shaped appendages to crush and move food toward their mouths. The similarity of these structures is a great example of convergent evolution, said Jorge Esteve, a paleontologist who studies trilobite ecology at the Complutense University of Madrid but was not involved in the paper. “While these morphological features were totally unknown in trilobites, we have other arthropods that are also able to enclose the body using similar structures,” Esteve said. “Evolution sometimes reuses the same answer to address similar problems.”

Jack Burke Jr., Who Won 2 Major Golf Titles in a Season, Dies at 100 By FRANK LITSKY

J

ack Burke Jr., a top player on the PGA tour in the postwar years who won two major golf championships in one season, then became a sought-after instructor to some of the game’s greatest stars, died Friday in Houston. He was 100 and the oldest living winner of the Masters and PGA championships. A representative of the Texas Sports Hall of Fame, which inducted him in 1978, confirmed the death. Burke’s banner year was 1956, when he won both the Masters and the PGA titles and was named the PGA’s golfer of the year. His Masters victory surprised almost everyone. Only weeks earlier, having gone winless since the Inverness open in Ohio in 1953, Burke, who was 33, had announced that he was considering retiring. And going into the final round at Augusta National Golf Club, he was eight strokes behind the Masters leader, Ken Venturi, and had not drawn much attention. All eyes had been on Venturi, who at 24 was vying to become the first amateur to win the Masters. But as Venturi faltered, Burke crept up the leaderboard, passing eight players, and won by a stroke. He had received some meteorological help. “I had a downhill putt on the 17th hole that was lightning quick, and it was made even faster because the 40-mile-per-hour wind had blown sand out onto the green,” Burke told Golf Digest in 2004. “I just touched that putt, and I immediately thought, ‘Oh, no, I didn’t get it halfway there.’ Then the wind grabbed that thing and kept blowing it down the hill, until it plunked dead in the middle of the hole. It was a miracle — the best break of my career.” That June, Burke won the PGA Championship, defeating Ted Kroll, at the Blue Hill Country Club in Canton, Massachusetts, in match-play format, which is based on holes won in a head-to-head contest, not the number of strokes on a score card. All told, Burke won 16 tournaments on the Professional Golfers’ Association of America tour, including four in four weeks in 1952. The son of a Houston golf club pro, Burke turned professional at 17 and joined the tour at 23, hailed as one of the most promising golfers of his generation. In 1949, by then living in Kiamesha Lake, New York, in Sullivan County, Burke recorded his first professional win, in the Metropolitan Open, on his home course, the Metropolis Country Club, in White Plains, defeating veteran Gene Sarazen. The victory came 24 years to the day after Burke’s father defeated Sarazen in a tournament, as Sarazen ruefully but good-naturedly pointed out to Jack Jr. In 1952, after his four straight tour victories and a second-place finish at the Masters, behind Sam Snead,

(Photo Credit: Wikipedia) Burke was profiled by Collier’s magazine as “Golf’s New Hot-Shot.” At 5-foot-9 and 170 pounds, he could hit 265 yards off the tee and was an excellent putter. His boyish good looks only added to his appeal. “His curly faintly auburn hair, blue eyes and occasional shy smile have made him the darling of the feminine links addicts,” the magazine wrote, identifying Burke as “one of golf’s most eligible bachelors.” In 1957, Burke joined his mentor, Jimmy Demaret, the first three-time Masters champion, in founding the Champions Golf Club in Houston. Demaret had been an assistant pro under Burke’s father since Jack Jr. was 10. Burke and Demaret instituted a membership policy — still in force — under which only golfers with a handicap of 14 or lower are admitted. “I liken us to Stanford University, or Yale or Harvard,” Burke told Golf Digest. “They don’t accept D students academically, and we don’t accept people with a D average in golf.” The club hosted the 1969 U.S. Open and the 2020 U.S. Women’s Open Championship, among other tour-

naments. Burke went on to earn distinction as a longtime instructor of Phil Mickelson, Hal Sutton, Steve Elkington and other professionals. In his 70s, Arnold Palmer dropped by for a lesson. Jack Nicklaus once said of Burke, “I can’t tell you how many times we were playing golf and he’d say, ‘Jack, how are you going to play from that position?’” John Joseph Burke Jr. was born Jan. 29, 1923, in Fort Worth, Texas, the eldest of eight siblings, one of whom died young. He grew up in Houston, where his father, who had tied for second in the 1920 U.S. Open, was the pro at the River Oaks Country Club. Jack Jr. first played golf at age 6. At 12, he shot a 69 on a tough par-71 course. At 16, he qualified for the U.S. Open. But at 17, at the insistence of his mother, he entered Rice Institute (now Rice University) in Houston. He left before he completed his freshman year, however, and became the head pro at the Galveston Country Club. When World War II broke out, Burke joined the Marine Corps and taught combat conditioning, including judo. He joined the PGA tour after the war (it officially became the PGA Tour in 1968), moved to New York state and also taught golf at clubs in New Jersey and New York City. He first gained wide attention in 1951, when he recorded two commanding victories in that year’s Ryder Cup competition. That led to his selection to four more Ryder Cup events in the 1950s, in which he compiled a 7-1 match record against his European competition. He was twice Ryder Cup captain, losing in 1957 and winning in 1973. In 1952, he won the Vardon Trophy, given to the tour leader in scoring average. (His was 70.54.) When Burke was 81, Sutton, the 2004 U.S. Ryder Cup captain, named him an assistant captain. Burke was elected to the World Golf Hall of Fame in 2000. In 2003, he was voted the recipient of the PGA Tour’s Lifetime Achievement Award and the U.S. Golf Association’s Bob Jones Award. In 2007, he received the PGA Distinguished Service Award. Burke married Ielene Lang in 1952. She died in the mid-1980s. Burke had turned 60 when he met Robin Moran, a freshman golfer at the University of Texas, in 1984 on the putting green at the Champions Golf Club, where her father had sent her for a golf lesson, according to PGA historian Bob Denney. The couple married in 1987. She was a finalist in the 1997 U.S. women’s amateur championship and was inducted into the Texas Golf Hall of Fame. She survives him. Burke had a daughter with his second wife and five children with his first, including a son, John J. Burke III, who died in 2017. WTA and ATP are facing a year of formative change By CINDY SHMERLER

S

teve Simon was feeling optimistic. Despite a 2023 season that ended with an avalanche of grumbling following the WTA Finals in Cancún, Mexico, which featured bad weather, a potentially dangerous center court and unrelenting complaints from the players, Simon, the chair and chief executive of the women’s tour, was doing everything he could to move forward into 2024. “The WTA is very fine,” Simon said by video call in mid-December, just after it was announced that the WTA will soon separate the roles of chair and CEO, with Simon becoming executive chair. He no longer will be in charge of day-to-day operations and instead will be tasked with, as he said, “working on strategic geopolitical issues, which are now very prevalent and affecting our business in many different ways.” There are formative changes coming to the WTA and ATP this year. The ATP has put into place its OneVision strategic plan designed to align the interests of players and tournaments with an eye toward enhancing the fan experience while also creating more lucrative media contracts. Part of the plan involves increasing the duration and draw size at several ATP tournaments. Madrid, Rome and Shanghai all went from one-week, 56-playerdraw events to 12-day, 96-draw tournaments in 2023. Canada and Cincinnati will do the same in 2025. Indian Wells and Miami are already staged that way. All are Masters 1000 tournaments, the highest level in terms of prize money and ranking points other than the four majors — the Australian, French, and U.S. Opens and Wimbledon. Several of the tournaments are combined men’s and women’s events. Other tournaments, like ones in Dallas, Munich and Doha, Qatar, are increasing in value while still others, including Atlanta and Newport, Rhode Island, are falling off the calendar after this year. In 2023, the ATP introduced a 50-50 profit-sharing plan that distributed $12.2 million in additional bonus pool money to the top players, raising the overall bo-

The WTA is not in a financial position to offer profit-sharing, but Simon said he was determined to provide equal prize money to women and men at combined tournaments by 2027. Simon is also making striking changes for 2024. Despite objections from top players who felt they were being forced to compete too much, the WTA will require players to commit to 16 tour events, the major tournaments and possibly the year-end WTA Finals. Ten of those events are at the newly formed WTA 1000 level — a term designed to align more closely with the ATP — and six more at the WTA 500 level. A total of 18 tournaments will now count toward a player’s ranking. For this year there is an added event, the Paris Olympics. Simon is aware that will place an added burden on already overworked athletes. “I’m not sure there is ever a great time or a bad time to introduce change,” he said. “Obviously the players play a ton, and it’s very demanding and they

are tired. But we also know that the players need to play in order for us to drive the value of the product and the value of the marketplace. Fans want to see them play all the time, and they want to see them playing against each other all the time.” Simon said that 12-day events benefit players because they often get a day off between matches, which helps their bodies recover. Martina Navratilova does not agree. “Two-week events are great for the fans because it gives them more chances to see the top players,” said Navratilova, a nine-time Wimbledon singles champion and former No. 1. “But the players are still in suspended animation. A day off isn’t really a day off because they still have to practice and be emotionally invested. It’s just exhausting and much more stress.” To shore up finances following the money-depleting COVID season in 2020, the WTA sold 20% of its stake to CVC, a venture capital firm that once was an owner of Formula One, which

is infusing $150 million. Talks continue about merging the ATP and WTA, but nothing is expected to happen in the near future. Simon likened the WTA to other professional sports like the 82-game NBA season and 162-game Major League Baseball season. But that does not take into account the multimonth offseason of team sports, while tennis breaks for barely a month. Team sports also don’t require international travel every week and allow for rest substitutions during competition. Some people feel tennis is fighting an uphill battle. “I think we’re at a crisis point in our sport,” said Mary Carillo, a former touring pro and longtime television commentator. “There are all these stupid turf wars over scheduling. And with everyone having to go from time zone to time zone every week it’s very hard for anyone to connect to what’s happening unless you’re really in the weeds. It always seems like we’re trying to turn around a leaky cruise ship.” One of the biggest controversies surrounding both tours is the willingness to play in Saudi Arabia, a nation with deep pockets for big payouts with a troubling human rights record. Last year the ATP played its yearend 21-and-under event, the Next Gen Finals, in Jeddah, and Novak Djokovic and Carlos Alcaraz held an exhibition in Riyadh right after Christmas. Phil de Picciotto, the founder and president of Octagon, a sports management agency, has worked in tennis for more than four decades. He sees the good and the bad. “This is the most tenuous time for tennis,” said de Picciotto, who has represented many top players, including Steffi Graf. “Everyone is jockeying for position amid a new landscape that offers enormous opportunities.” “But it’s important to realize that the sport can’t sustain a series of shortterm visions,” he added. “Everyone has to think about the product in the long term, whether it’s governance or marketability. If Billie Jean King hadn’t thought long term in the 1970s, then we would be nowhere today.”
