Governor announces new appointments for Cabinet & other agencies

secretary. Pantoja, who has held various roles within the agency, was a key player in the digitalization of the tax system known as SURI. “Ángel Pantoja has an exceptional professional career that will be essential to maintaining fiscal stability and the modernization of the Treasury Department,” González Colón said.

For the Department of Labor and Human Resources, Nydza Irizarry Algarín was appointed as secretary. Irizarry has more than 30 years of experience in the legal and human resources field, having led significant organizational reforms in various government agencies.

“Her vision of transformation and leadership experience will be crucial to strengthening the workforce in Puerto Rico,” the governor said.

Gov. Jenniffer González Colón announced on Tuesday a new round of appointments for her Cabinet and other government agencies, which includes leaders in key areas such as treasury, labor, economic development, recreation and sports, tourism and transportation.

“This component, obviously, will be sworn in today by the secretary of state and will begin its functions today in recess, since the Legislative Assembly begins its operations next week, on Monday,” the governor said at a press conference. “So with these appointments we are filling what is the constitutional Cabinet, and tomorrow we will have another group. If we were not going to be here all afternoon, I would have presented them all here. So I want to congratulate the new members of the Cabinet for their willingness to work for Puerto Rico, to fulfill the task that the people gave us with a government platform, which is the guide for what we are going to be doing.”

Among the appointees is Ángel Pantoja as treasury

Sebastián Negrón Reichard was appointed as secretary of the Department of Economic Development and Commerce. Negrón, a Harvard graduate, has experience in the public and private sectors, including roles in Boston and Puerto Rico, as well as in banking and technology. The governor highlighted his commitment to economic development and permit reform as essential elements of her administration.

Héctor Vázquez Muñiz, with a 38-year career in the media, was named secretary of the Department of Recreation and Sports. Vázquez has worked as a consultant on government projects and has been a prominent figure in the coverage of sporting events, including the Olympic Games.

Other appointments include Willianette Robles Cancel as executive director of the Tourism Company. Robles has experience in rebuilding post-hurricane communities and positioning Puerto Rico as a global tourist destination.

“Her strategic approach will be key to continue developing the island’s tourism sector,” González Colón said.

Attorney Ángel Cruz Nolasco was appointed as commissioner of the Bureau of Transportation and Public Services. Cruz, with experience in the Puerto Rico Electric Power Authority and heavy transport regulation, will focus on ensuring safety and compliance in the island’s public and private transit systems.

160 teaching positions vacant with 2nd semester set to begin

Gov. Jenniffer González Colón visited the headquarters of the Department of Education on Tuesday to meet with the agency’s designated secretary, Eliezer Ramos Parés, and its work team in order to evaluate the status of public schools prior to today’s start of the second semester of the 2024-2025 school year.

“As I said in December, for the return of classes, I can take 100 percent responsibility for all schools being ready [next] August, but obviously, now in office and on the sixth day as governor, I have come here to meet with the secretary of education to find out the status of the schools,” González Colón said at a press conference. “What events have occurred in

the month of December? Which schools are in good condition? Some will not be ready due to electrical, water or construction problems.”

During the meeting, the impact of 49 schools still under construction due to structural problems with short columns was discussed. Some of those schools will not be fully operational until February. In addition, 160 vacancies for teachers and 320 for school cafeteria employees were identified.

“This does not prevent the return to classes from beginning, but alternative plans have been established to meet needs in the affected educational regions,” the governor added.

Designated Education Secretary Eliezer Ramos Parés noted that the start of the semester is assured despite the challenges.

“We do not have major impediments to

starting,” he said. “There are minor situations in some schools, including three that did not have electricity, two of which have already been resolved. Likewise, two schools faced fires, but measures are being taken to ensure that students can attend.”

The situation in the southern region of the island remains challenging due to infrastructure problems following earthquakes in previous years.

“We have modular schools, alternate locations and reconstruction projects on hold,” Ramos Parés said. “The governor has indicated that this will be a priority and we will work with FEMA [the Federal Emergency Management Agency], COR3 [the Central Office for Recovery, Reconstruction and Resilience], and other actors to speed up the processes.”

2nd IVU exemption for school supplies to be in effect Friday

Gov. Jenniffer González Colón announced Tuesday that the second period of sales and use tax (IVU by its acronym in Spanish) exemption for the purchase of school materials and uniforms, for the second semester of the current school year, will be this Friday and Saturday.

“In keeping with our commitment to benefit families with their back-to-school purchases, we inform all parents and guardians of students that the second sales period without the IVU on materials and uniforms will begin at 12 [a.m.] midnight on Friday, January 10 and will end at 11:59 p.m. on Saturday, January 11, 2025,” the governor said. “During these two days, they will be able to purchase everything they need to begin the second semester of the 2024-2025 school year.”

The governor recommended checking the list of exempt materials and uniforms detailed in Internal Revenue Memo No. 24-12, available at the link https://hacienda.pr.gov/ publicaciones/carta-circular-de-rentas-internas-num-24-12cc-ri-24-12. The review is recommended so that the various relevant businesses are informed.

Memo 24-12 states that IVU-exempt items are school materials, art school materials, music school materials, instructional school materials purchased at retail and computer storage media, including disks, compact discs and flash drives.

The materials include, but are not limited to: folders; school bags; calculators; chalk; compasses; crayons; erasers; binders and accordion-type, expandable, plastic and manila folders; glue and adhesive; markers; index cards and storage boxes; lunch boxes; paper products including loose-leaf paper, lined paper for ring binders, copy and graph paper, tracing paper, colored manila, construction paper and poster board; pencils and pencil boxes, as well as other school supply boxes; pencil sharpeners; pens; protractors; rulers; and scissors.

Art or music school supplies and instructional school supplies are items typically used by students in art or music courses or in a course of study as a reference for learning the subject being taught. They include clay and glazes, paints (watercolors, acrylic, tempera and oil), brushes for art work, drawing and sketch books, musical instruments, maps and globes for reference.

The school uniform is the clothing that is specifically required by the educational institution to be worn by students and that cannot be used generally or continuously outside of school to replace ordinary clothing. Also considered part of the school uniform are items of clothing and footwear that complement the uniform, as required by the educational entity.

Federation: Religious freedom bill is excuse to discriminate

he LGBTQ+ Federation of Puerto Rico has declared its opposition to Senate Bill 1, a measure introduced by Senate President Thomas Rivera Schatz, which purportedly prioritizes religious freedom but is seen by the Federation as a license to discriminate. The Federation asserts that the bill is unnecessary, given that religious freedom is already protected by the island Constitution.

The bill to create the Law on the Fundamental Right to Religious Freedom – which revives legislation discarded in the past – would address regulations on compulsory vaccination, financial assistance for educational purposes, and the scope of sanctions for parents who choose not to immunize their children.

Pedro Julio Serrano, president of the Federation, stated that “Senate Bill 1 has no value other than to use it as a Trojan horse to hide a possible license to discriminate under the pretext of religious freedom.”

Olga Chapman Rivera, the Federation’s communications director, added: “We oppose this bill that opens the door to possible discrimination against citizens by any public servant who refuses to provide a service because of their religious beliefs.”

The Federation has demanded public hearings on the measure, aiming to shed light on its potentially dangerous implications. Serrano described the bill as “unnecessary, dangerous and a crude attempt to please a fundamentalist sector.”

San Juan mayor makes key appointments

San Juan Mayor Miguel Romero Lugo announced six key appointments for his administration on Tuesday, which he said reaffirm his commitment to improving efficiency, transparency, and the well-being of the people.

“The team we present today comprises top-level professionals recognized for their leadership, responsibility, and results,” Romero Lugo said in a written statement. “With their experience and dedication, I am sure that we will continue to transform San Juan for the benefit of all citizens.”

The new officials, who the mayor said bring a wealth of experience and expertise to their respective roles, will assume their responsibilities immediately, focusing on strategic projects to transform and benefit the city and its inhabitants.

The appointed officials are as follows:

1. Israel O. Alicea Luciano: Appointed as the new vice mayor of San Juan, Alicea Luciano will be instrumental in coordinating municipal initiatives and representing the mayor on strategic matters. With experience as the city’s municipal administrator, he has a strong background in legal, budgetary and operational management.

2. Betsy Nazario Briceño: As the new director of communications and official spokesperson for the city, Nazario Briceño will leverage her extensive experience in public relations, crisis management and communication strategies to strengthen the connection between the municipality and its citizens.

3. José Luis Rodríguez Rodríguez: Rodríguez has been named the director of finance, bringing over 15 years of experience in both the public and private sectors. His previous role as deputy director of finance saw him lead key processes such as treasury, municipal revenues and fiscal digitalization.

4. Ana María Delgado Cotto: Delgado Cotto will serve as the deputy administrator of the government management and administration division, with a focus on fiscal modernization and efficient use of public funds. Her 26 years of experience include initiatives aimed at optimizing municipal revenues.

5. Héctor Magdiel Rivera Rosado: As the new director of recreation and sports, Rivera Rosado will utilize his 26 years of experience in education, sports leadership and administration to promote recreational and sports projects aimed at enhancing the quality of life for San Juan residents.

6. Alexander Pazo Rodríguez: Pazo Rodríguez has been

appointed as the new director of information systems, tasked with leading the digital transformation of the municipality through the implementation of data centers and smart technologies such as Oracle Cloud and Smart City. Romero Lugo expressed confidence in the abilities of the new officials, stating that their experience, leadership and dedication will be crucial in successfully addressing the challenges facing San Juan in the coming years. The ultimate goal of the appointments, the mayor said, is to establish the city as a model of efficient and accessible management for all its residents.

Inauguration in Yauco dedicated to elderly, children

Yauco Mayor Ángel Luis “Luigi” Torres Ortiz, in anticipation of his inauguration this coming Sunday, Jan. 12 at 3 p.m., said Tuesday that his administration “will be dedicating the next four years to our beloved and respected elderly and, of course, to our children, future, full of faith and hope.”

“For us as a Municipal Administration, our elderly and our children are extremely fundamental groups, since both give unique values and play essential roles in the construction of a balanced and unified community,” the mayor said.

candidate sues to obtain a House seat

Gabriel López Arrieta, a former Popular Democratic Party at-large candidate for the island House of Representatives, has filed a lawsuit to claim a seat in the lower chamber.

The lawsuit is based on the interpretation of the Minority Clause, which is part of the Constitution of the Commonwealth of Puerto Rico. The clause is activated when a single party occupies more than two-thirds of the seats in any of the legislative bodies, which is what happened in the Nov. 5,

2024 election when the New Progressive Party won the majority of the seats.

López Arrieta obtained 70,666 votes and occupies the 12th position in the roster of at-large House candidates. Only the candidates in the first 11 positions can occupy seats, but the Minority Law would have allowed him to obtain a seat. López Arrieta claims that he was left out of the House of Representatives due to a determination by State Elections Commission

“In the case of our elderly, they fill us full of knowledge and of experience, they transmit values and traditions, they give us emotional and family support and contribute greatly to the community,” Torres Ortiz added. “While our children are the future of our society and represent innocence and creativity. They are agents of change and strengthen our family unit.”

The mayor noted further that the “relationship between the elderly and the children is especially important: the grandparents can give to the children unconditional love, lessons in life and emotional stability, which strengthens our community ties and the mutual respect between generations.”

According to Padilla’s interpretation of the Minority Law, the seats belonged to the Puerto Rican Independence Party, which meant that the PIP’s candidate for District 40 representative, who obtained just over 5,000 votes, would occupy an at-large House seat.

López Arrieta has questioned that decision, stating that it is ironic and questionable for an at-large House seat to be occupied by a person who obtained 5,584 votes versus one who obtained more than 70,000.

López Arrieta said he is confident that the court will adjudicate the controversy based on the Minutes of Sessions of the Constituent Assembly, which he believes will guarantee the purity of the electoral process.

First bird flu death in US reported in Louisiana

ALouisiana patient who had been hospitalized with severe bird flu has died, the first such fatality in the United States, state health officials reported earlier this week.

The patient was older than 65 and had underlying medical conditions, the officials said. The individual became infected with the bird flu virus, H5N1, after exposure to a backyard flock and wild birds.

There is no sign that the virus is spreading from person to person anywhere in the country, and Louisiana officials have not identified any other cases in the state. Pasteurized dairy products remain safe to consume.

“I still think the risk remains low,” said Dr. Diego Diel, a virus expert at Cornell University.

“However, it is important that people remain vigilant and avoid contact with sick animals, sick poultry, sick dairy cattle, and also avoid contact with wild birds,” he added.

The news comes on the heels of a report that virus samples from the patient carried mutations that might help it infect people more easily.

The Centers for Disease Control and Prevention said late last month that the mutations were not present in virus samples taken from the backyard flock, suggesting

that they developed in the patient as the illness progressed.

One of the mutations was also present in virus sampled from a 13-year-old Canadian girl who was hospitalized and required respiratory support. She has since recovered.

Both patients carried a version of the virus that is circulating in wild birds, distinct from the one causing the outbreak in dairy cattle.

Although these are isolated cases, the two together point to the potential for the virus to morph into dangerous new forms, experts have said.

The news “should remind us that H5N1 influenza has been and continues to be a dangerous virus,” said Dr. James Lawler, a director of the University of Nebraska’s Global Center for Health Security.

“The more widely the virus circulates, particularly infections in humans and other mammals, the higher the risk that the virus will acquire mutations that adapt the virus for human disease and transmission,” he said. “This puts us all at risk.”

That risk is particularly heightened as the nation confronts a severe flu season.

An individual who is simultaneously infected with both the bird flu virus and the seasonal flu might provide H5N1 ample opportunity to acquire the mutations it needs to spread efficiently among people.

no signs of abating, affecting more than 900 herds in 16 states. The virus has also spread from dairy farms to poultry farms, and remains widespread in wild birds.

In December, California, the state hit hardest by the outbreak in cattle, declared a public health emergency.

At least 66 people were infected by the virus in the United States in 2024, according to the CDC. Nearly all of the cases have been in people who worked on farms with infected cows or poultry.

Most people have had mild symptoms, often conjunctivitis, also known as pink eye, and respiratory symptoms. Globally, there

have been about 500 deaths reported in the past 20 years, most of them in Southeast Asia. The Louisiana patient was reported to have been hospitalized last month. But state officials have declined to release further details, citing patient confidentiality. Before last year, just one human H5N1 infection — in a poultry worker in Colorado in 2022 — had been reported in the United States.

Experts have warned against drinking raw milk, which may contain high levels of the virus. No human cases have yet been linked to raw milk, but cats in multiple states have died after drinking virus-laden milk.

Gunman at Honduran Consulate in Georgia kills one and injures another

Agunman was arrested after killing a security guard and injuring another person outside the Honduran Consulate near Atlanta on Monday afternoon, officials said.

A suspect was taken into custody at the scene, and police believe there are no other threats to the public, said Emily Heenan, the spokesperson for the city of Doraville, Georgia, which is about 16 miles northeast of Atlanta.

Before the shooting, the gunman tried to enter the consulate building with a weapon, which is not allowed, Foreign Minister Eduardo Enrique Reina of Honduras said in a statement. He added that the security guard who was killed was of Mexican nationality and worked for a private security company.

On Monday night, Reina said in a social media post that authorities in Atlanta now thought that the gunman, who was initially believed to be Honduran, was of Puerto Rican origin. Reina said in his post that the gunman was the partner of a Honduran citizen who

was completing paperwork at the consulate.

Officials have not publicly released the suspect’s name.

Authorities did not say whether they knew the motive for the attack. Investigators are confident that the gunman acted alone, Heenan said.

The Doraville Police Department received calls around 2:30 p.m. about gunshots fired just outside the Consulate General of Honduras, which is at 6755 Peachtree Industrial Blvd. and is one of 14 Honduran consulates in the country. The security guard

was declared dead at the scene. Another person who was injured was taken to a hospital, Heenan said.

Witnesses told Spanish-language news outlets that the guard had used pepper spray against the gunman before he opened fire. They said that the gunman had fired his weapon several times, striking the security guard, who still managed to secure the door to the consulate.

In remarks Monday, Reina praised the guard for having potentially saved the lives of those inside.

Appeals court judge refuses to halt Trump’s New York sentencing

ANew York appellate court Tuesday declined to halt President-elect Donald Trump’s criminal sentencing, setting back his hopes of shutting down the case before returning to the White House.

Trump, who is scheduled to face sentencing Friday, 10 days before being sworn in for a second presidential term, had asked the appeals court to intervene and freeze the proceeding. His lawyers argued that Trump was entitled to full immunity from prosecution, and even sentencing, now that he was the president-elect.

The emergency application fell to a single appellate court judge, Ellen Gesmer, who held a brief hearing Tuesday before denying Trump’s request 30 minutes later.

At the hearing, Gesmer appeared highly skeptical of Trump’s arguments, grilling Trump’s lawyer about whether he had “any support for a notion that presidential immunity extends to president-elects?”

The lawyer, Todd Blanche, conceded that he did not, saying: “There has never been a case like this before.”

And when Blanche argued that Gesmer’s decision hinged on the immunity of a sitting president, she cut him off with a correction, noting that Trump was currently the president-elect.

Yet Gesmer might not have the final word. Trump can now race to federal court in hopes of staving off the sentencing, and if that fails, could ask the Supreme Court to intervene.

For now, though, Gesmer’s decision narrowed Trump’s path to victory, enhancing the chances he will face the embarrassing spectacle of a criminal sentencing.

The proceeding, should it happen, will be largely symbolic. The trial judge overseeing the case, Juan Merchan, signaled last week that he would spare Trump jail time or any other substantive punishment.

against Merchan that challenged his recent decisions to uphold Trump’s conviction. That action, which could take weeks or months to resolve, coincided with Trump’s more urgent request for an emergency stay of the sentencing.

The one-two punch marked an aggressive escalation of Trump’s legal strategy as he hopes to avoid a public sentencing. Ever since a New York jury convicted him in May on 34 felony counts of falsifying records to cover up a sex scandal, Trump has attacked the verdict on various fronts, including demanding that Merchan throw out the case and postpone the sentencing.

The approach reflects one of Trump’s favorite legal tools: delay.

After being indicted four times in four jurisdictions, Trump leaned heavily on that strategy, making a variety of appeals and other filings to run out the clock until Election Day.

When he won the election in November, the strategy paid off: The federal special counsel who had brought two of those cases — one in Washington, D.C., and the other in Florida — shut them down, thanks to a Justice Department policy prohibiting prosecutions of sitting presidents. And in Georgia, where Trump is accused of trying to overturn the state’s 2020 election results, an appeals court disqualified the local prosecutor who brought the case, delaying it indefinitely.

Blanche, who has been tapped by Trump to become the deputy attorney general in his administration, did not respond to questions from reporters as he left the courthouse. A spokesperson for the Manhattan district attorney’s office, which prosecuted Trump, declined to comment.

Trump’s effort to attack the district attorney’s case will not stop with the failed emergency request.

The leniency appeared to resonate with Gesmer, who highlighted it during the hearing and questioned Blanche about why she shouldn’t “treat that seriously.”

Two bodies were discovered in the landing gear compartment of a JetBlue plane on Monday after a flight from New York to Fort Lauderdale, Florida, the airline said in a statement Tuesday.

JetBlue Flight 1801 departed Kennedy Airport in New York at 7:49 p.m. Monday and landed at Fort Lauderdale-Hollywood International Airport at 11:10 p.m., according to flight tracker data. The bodies were discovered during a routine post-flight maintenance assessment of the plane, the airline said.

Paramedics pronounced the two people dead at the scene, according to the Broward County Sheriff’s Office. It was unclear how long the people had been in the landing gear compartment.

The Port Authority of New York and New Jersey, which manages Kennedy Airport, did not immediately respond to a request for comment about how the individuals may have gained access to the aircraft.

Landing gear compartments, located under an aircraft’s wings and at the front of the plane, have long been used by people attempting to travel undetected on airplanes. The airline did not say whether the two people who were found dead Monday were stowaways.

He first postponed it in July to weigh Trump’s effort to have the case thrown out based on a recent Supreme Court decision granting presidents broad immunity for their official actions. The judge punted again in the fall to accommodate the presidential campaign, and after the election, Merchan paused the sentencing once more to consider the president-elect’s argument that his electoral victory should nullify the case.

On Tuesday, Gesmer noted these delays and attributed the purported time crunch — with the sentencing coming so close to the inauguration — to Trump’s many legal maneuvers.

“Justice Merchan would have been happy to hold this sentencing back in July,” Gesmer said.

Those who can stay within the compartment risk being crushed by landing gear when it is withdrawn back into the aircraft, along with other hazards, including severe temperatures, pressure changes and lack of oxygen. Many stowaways die of hypothermia.

As recently as Christmas Day, a body was discovered in a wheel well of a United Airlines flight from Chicago to Hawaii. In 2023, a man was found alive in a landing gear compartment after a commercial flight from Algeria to France, though he was suffering from severe hypothermia.

An investigation was underway Tuesday to determine the identities of the two individuals discovered in Fort Lauderdale and how they might have accessed the aircraft before it departed from New York, JetBlue said.

As Hollywood struggles, the region’s economy feels the pain

The struggles have become a painful, recurring storyline in Hollywood.

A script supervisor visiting a food bank every other week. The cinematographer who moved to Georgia for better filming opportunities. An art department coordinator applying for administrative jobs to cover rent.

The economic outlook of the Los Angeles area, with a population larger than most states, has been clouded in recent years by events that have upended the entertainment industry. Market saturation led to a shakeout among direct-to-streaming providers. Then the COVID-19 pandemic shut down production. And strikes by writers and actors last year went on for months, giving studios time to explore filming elsewhere, in regions that offer hefty tax incentives.

When the strikes ended, workers in Hollywood hoped their schedules would finally fill up again. But for many people, things only got worse.

In the third quarter of 2024, film production levels declined 5% from the same stretch in 2023, based on a report from FilmLA, the official film office of the City and County of Los Angeles.

Paul Audley, the organization’s president, said in the report that even a few months ago, many had thought they would see gains — hoping for a rebound from what he called “the strike effect.”

“Instead, we saw a pullback and loss of forward momentum heading into the fall season that will make or break the

year,” Audley said.

Since May 2023, when the Writers Guild of America strike began, motion picture and sound recording jobs in the Los Angeles area have declined 15%, according to the Bureau of Labor Statistics.

For Deborah Huss Humphries, the past few months have been particularly challenging.

A makeup artist who built a career working on movie and commercial sets around Los Angeles, Huss Humphries remembers when she had to turn down gigs because of a packed schedule. But she has watched the industry evolve over three decades, with productions initially leaving the city, then the state, and even going overseas.

Through lean years, she found a way to make ends meet. Now that has become difficult, she said, and over the past three years, she has started dipping into her savings to cover her monthly expenses.

“What I’ve kept telling myself is, ‘OK, there has to be some relief on the way,’” she said.

These days, she’s not so sure.

Patrick Adler, co-founder of Westwood Economics and Planning Associates, a firm that has studied trends in Hollywood, said he saw the strikes as an inflection point.

He noted that strike settlements usually made productions more expensive. And the work stoppages, Adler said, prompted studio executives to reevaluate their costs and test filming in other locations, such as New Mexico and Georgia.

“Cost of living has grown in LA relative to other possible destinations, leading to ever-larger cost differentials between

LA and other possible locations,” said Adler, an assistant professor at the University of Hong Kong.

A recent report from Westwood and the Otis College of Art and Design found that in 2013, the film and TV industries made up 64% of Los Angeles County’s broader entertainment industry. That portion has fallen to 52%. (The entertainment fields that are gaining employment, the report found, include video gamers and spectator sports.)

In October, to blunt this movement, Gov. Gavin Newsom and Mayor Karen Bass of Los Angeles announced a proposal to more than double the state’s film tax incentive program to $750 million annually. The plan, if approved by state lawmakers, could take effect in July.

In an emailed statement, Bass said, “The entertainment industry is the cornerstone of our city, and we will continue to do everything we can to support the many Angelenos that make it go.”

Over the summer, Bass established a council of entertainment industry leaders to work on finding ways to keep more productions local and signed a directive focused on, among other things, streamlining the permit processes necessary to film in the city. In the directive, she noted data from the Los Angeles County Economic Development Corp. showing that the entertainment industry contributes more than $115 billion annually to the regional economy, accounting for 681,000 jobs.

Some of those jobs come from a wider ecosystem of workers — caterers, dry cleaners and florists, to name a few. Those jobs rely heavily on filming in Los Angeles, many local officials say.

But other places are working hard to lure productions away.

Georgia has an uncapped tax incentive program that has given billions of dollars to Hollywood studios. Officials from New Mexico have successfully enticed executives with tax incentives as well as reminders of the state’s natural beauty and proximity to California.

Netflix, for example, has invested $575 million in productions in New Mexico since 2019, including scenes of “Stranger Things.” And last summer, the company unveiled a significant expansion of its Albuquerque studios that includes, among other projects, four new soundstages.

At least 38 states offer some form of tax incentive, according to a survey by The New York Times.

Even if the proposed tax credits come to fruition in California, some in the industry fear that too much damage has already been done.

Vince Gervasi, president of Triscenic Production Services, a company that provides storage services for major studios and owns several soundstages, said relief should have come much sooner.

“People have been decimated financially,” said Gervasi, whose company, in a suburb north of Los Angeles, typically brings in $25 million a year. That total decreased by $9 million last year.

Gervasi said a few competitors had left the industry or moved out of California.

“They’ve had no other choice,” he said.

S&P 500, Nasdaq drop as upbeat data sparks uncertainty on Fed’s easing cycle

The benchmark S&P 500 and the Nasdaq dropped on Tuesday, weighed down by technology stocks after a batch of upbeat economic data stoked uncertainty among investors about the pace of monetary policy easing that the Federal Reserve could pursue this year.

U.S. stocks gave up early gains after a Labor Department report showed job openings unexpectedly increased in November, while a separate report said services sector activity accelerated in December with a measure tracking input prices surging to a near twoyear high.

Signs of continued resilience in the economy have pushed back expectations on when the central bank can deliver its first interest rate reduction this year. Traders now see the cut in May and the Fed staying on hold for the rest of 2025, according to the CME Group’s FedWatch tool.

“Businesses anticipate prices rising further in 2025 as a result of tariffs,” Bill Adams, chief economist for Comerica Bank, said in a note.

“A mix of solid growth and a new wave of inflationary pressure from tariffs means the Fed will likely switch from cutting interest rates at every decision ... to pausing in between rate cuts in 2025.

At 12:16 p.m. ET, the Dow Jones Industrial Average fell 14.40 points, or 0.03%, to 42,692.16, the S&P 500 lost 39.06 points, or 0.65%, to 5,936.32 and the Nasdaq Composite lost 281.14 points, or 1.42%, to 19,582.88.

The yield on the 10-year Treasury note rose to 4.68% - its highest level since May - that pushed technology stocks lower by 1.8%. AI-bellwether Nvidia fell 5.2%.

Six of the 11 S&P 500 sectors declined with consumer discretionary leading losses with a 1.9% fall. On the other hand, energy stocks rose 1.5% tracking higher crude prices.

The main focus of the week is the key non-farm payrolls data, along with minutes from the Fed’s December meeting.

In the previous session, the S&P 500 and the Nasdaq closed short of one-week highs on uncertainty after President-elect Donald Trump denied a report that his team was exploring less aggressive tariff policies.

Declining issues outnumbered advancers by a 1.74to-1 ratio on the NYSE and by a 2.01-to-1 ratio on the Nasdaq.

Massacre upon massacre: Haiti’s bleak spiral into a failed state

Afresh injection of about 150 foreign officers arrived in Haiti this past weekend to bolster an international security force charged with taking on the powerful and well-armed gangs that have inflicted so much misery on the country for months.

But if the past is any guide, this latest infusion is unlikely to make much of a difference.

Back-to-back massacres that killed more than 350 people, followed by a Christmas Eve assault on Haiti’s largest public hospital, have underscored the Haitian government’s increasing lack of control over the nation’s deepening crisis.

A news conference to announce the reopening of a public hospital that had been closed for nine months because of gang violence came under another gang attack, killing two reporters and a police officer.

More than two dozen journalists caught in the ambush were trapped for two hours triaging seven wounded colleagues before they were rescued. They ripped their own clothing to fashion tourniquets and used tampons to stanch the bleeding because, witnesses said, the few doctors at the hospital ran for their lives. Reporters escaped by climbing a rear wall.

“There was blood all over the floor and on our clothes,” said Jephte Bazil, a reporter with an online news outlet Machann Zen Haïti, adding that the hospital had nothing “available to treat the victims.”

The hospital shooting followed two massacres in separate parts of the country that killed more than 350 people and have shined a harsh spotlight on the failures and shortcomings of local authorities and an international security force deployed to protect innocent civilians.

without authorities finding out. At least 207 people were killed between Dec. 6 and Dec. 11, according to the United Nations.

At about the same time, another threeday killing spree took place 70 miles north in Petite Rivière. Community leaders say 150 people were killed as gang members and vigilante groups attacked one another.

The violence is part of a relentless string of bloodshed that has befallen Haiti in the past two months, exposing the fragility of its interim government, raising concerns about the viability of a U.S.brokered security mission and leaving a planned transition to elections and more stable leadership on the verge of collapse.

With President-elect Donald Trump about to assume the reins of an international deployment that has been criticized as ineffective and underfunded, the future of Haiti has never seemed so bleak.

Justice Minister Patrick Pelissier said he believed the 150 soldiers, mostly from Guatemala, should help turn the tide. He stressed that some gang-controlled areas had been retaken and that the government is tending to displaced people.

“The state has not collapsed,” Pelissier said. “The state is there. The state is working.”

But many experts believe Haiti is a failing state, with various factions of the interim government embroiled in political bickering with no apparent strategy for tackling the worsening violence and providing a path to elections, which were supposed to be held this year.

“Political disputes translate into violence,” said Diego Da Rin, a Haiti analyst with the International Crisis Group. “The gangs are very aware of when is the right moment to shift from defensive mode to offensive mode. They flex their muscles when they need to.”

The gang attacks have also drawn attention to the weakness of the U.S.backed Multinational Security Support mission, a detachment of several hundred mostly Kenyan police officers that began arriving in Haiti in June.

The mission was supposed to have up to 2,500 officers, but with little international financing, the force numbers far less and lacks the staffing to tackle the many gang-entrenched areas.

Haiti’s descent into chaos was largely triggered by the assassination in July 2021 of its last elected president, Jovenel Moïse. Gangs earning income from illegal checkpoints, extortion and kidnappings used the political vacuum to expand their territories.

With no elected national leaders, the country is ruled by a transitional council made up of rival political parties, with an interim presidency rotating among its members.

The latest surge in violence began Nov. 11, when the council replaced the prime minister, and gangs took advantage of the political upheaval to fire on U.S. commercial aircraft and escalate their brutality. Haiti’s main airport has been closed since.

More than 5,300 people were killed in Haiti last year and the total number of people forced to flee their homes now exceeds 700,000, according to the International Organization for Migration.

Gang checkpoints and ambushes have disrupted food supplies, and the nonprofit group Mercy Corps estimates that nearly 5 million people — half the country’s population — are facing severe food insecurity.

The new prime minister, Alix Didier Fils-Aimé, in his only news conference since taking office nearly two months ago, announced pay increases for police officers and said he was committed to restoring the rule of law.

The prime minister and members of the presidential council declined to comment for this article.

In a New Year’s Day speech, the president of the council, Leslie Voltaire, insisted that elections would still take place this year, but likened the current situation to war. A police spokesperson said he had no comment.

The commander of the Kenyan-led mission, Godfrey Otunge, who also did not respond to requests for comment, has complained that the mission’s successes have not been sufficiently touted.

In a recent message posted online, he said “the future of Haiti is bright.”

The U.S. State Department, which has committed $600 million for the Kenya mission, defended its record, noting that a recent operation with police led to the death of a high-profile gang member.

Two police stations recently reopened and the Kenyan mission now has a permanent presence near the main port, which has long been controlled by gangs, the State Department said.

Recognized by US as Venezuela’s president-elect, Edmundo González meets with Biden

He is widely believed to have won Venezuela’s presidential election, and by a landslide. But Monday, instead of making preparations for his swearing-in at the palm-lined palace in Caracas, Edmundo González was at the White House meeting with President Joe Biden.

The encounter, a first for the two men, signals Biden’s desire to present a broad coalition of support for González, who met with the right-wing president of Argentina, Javier Milei, over the weekend, and will meet with other regional presidents in the coming days.

It is part of an effort by Biden, in the final days of his administration, to further isolate Nicolás Maduro, Venezuela’s longtime autocratic leader, who claims he won the country’s July election.

“We had a long, fruitful and cordial conversation with President Biden and his team,” González said at a news conference outside the White House, but he did not provide any details about the topics they discussed.

The Biden administration said in a statement that the two discussed “shared efforts to restore democracy in Venezuela.”

The Maduro administration in a statement called the meeting “a flagrant violation of international law and a crude attempt to perpetuate imperialist interference in Latin America.”

It went on to describe the Biden government as “decrepit” and “mired in political disrepute.”

González also met with Rep. Michael Waltz, R-Fla., President-elect Donald Trump’s nominee for national security adviser.

Pedro Mario Burelli, a veteran Venezuelan political operative and an opponent of Maduro’s movement, called the visit part of an effort to “freak him out” — to scare Maduro into believing that the global political tide is increasingly turning against him.

Yet the meeting is unlikely to change the narrative inside Venezuela: González, 75, was forced to flee the country shortly after millions of Venezuelans voted for him, and he is now living in exile in Spain. Over the weekend, he promised once again that he would return to his country to be sworn in Friday.

“By any means, I will be there,” González told reporters during his visit to Argentina, where he and Milei appeared

together on the balcony of the presidential palace, clasping hands. Milei offered his full support for González.

But many Venezuelans are skeptical that González will return to his country anytime soon — the government has placed a $100,000 bounty on his head, and he faces likely arrest if he returns.

González’s most important political backer, María Corina Machado, a conservative former lawmaker who threw her weight behind him after she was barred from running in the presidential election in July, has been in hiding in Venezuela for months. In a recent video message, she continued to encourage the armed forces to defect to her side. That also has not happened.

Instead, Maduro is expected to be sworn in for another six-year term Friday, and the real question hanging over the nation is how a second Trump administration, set to take office Jan. 20, will approach Maduro.

Trump’s picks for foreign policy positions — Waltz, Mauricio Claver-Carone and Sen. Marco Rubio, R-Fla., his choice for secretary of state, among them — have a history of taking a hard line against Maduro. They favor harsh economic sanctions meant to squeeze the Venezuelan leader

economically rather than negotiating with him.

Yet others wonder if Trump, who has a penchant for deal-making, will instead engage in dialogue with Maduro. The U.S. president-elect is eager to reduce migration and to push one of Venezuela’s important allies, China, out of the region.

In an effort to gain leverage over Trump, Maduro has spent the past few months detaining foreigners inside Venezuela, including several U.S. citizens who are now in his government’s custody.

Such a dialogue could involve a deal in which Maduro accepts returned migrants — and releases U.S. citizens — in exchange for the United States’ easing up on sanctions that have hobbled his economic power.

Some U.S. oil executives, eager to do business in Venezuela, have been lobbying for that approach.

But Machado, in a recent interview with The New York Times, argued that Trump should take the sanctions route, revoking Biden-era licenses that have allowed some oil companies to work in Venezuela. González has been less vocal about what approach he would like the Trump administration to take.

Luz Mely Reyes, a prominent Venezuelan journalist, said that while Biden’s meeting with González marked an important moment, “Biden is leaving soon, and we have to see how the government of Donald Trump will act.”

So far, just one Republican official, Sen. Rick Scott of Florida, has announced plans to meet with González during his visit to the United States.

Representatives for Trump’s transition team did not respond to a request for comment.

Laura Dib, a Venezuela analyst at the Washington Office on Latin America, a human rights advocacy group, said González needed a stronger show of support from Republicans.

“I am hoping for Rubio to meet with him,” she said.

González was also to appear Monday at the Organization of American States in Washington.

Machado has called for Venezuelans to head to the streets Thursday to show their support for González.

And, despite the Maduro government’s threat to arrest her, she has promised to appear in public that day. “The hour has come to act,” she wrote Saturday on the social media platform X. “We’ll see each other in the streets.”

Elon Musk, the most powerful troll on Earth, targets the UK

Over a decade ago, a horrific sex trafficking scandal rocked Britain. Starting in the late 1990s, thousands of mostly white girls in the postindustrial north of England, many from struggling families, were groomed by networks of mostly Pakistani men, who often professed to be their boyfriends before trapping them in a hell of repeated rape and prostitution. Several girls were murdered.

The mass abuse went on for years as those who tried to sound the alarm — including Sara Rowbotham, a health worker in the town of Rochdale; a Manchester detective constable, Maggie Oliver; and a member of Parliament from West Yorkshire, Ann Cryer — were largely ignored.

Some of the official indifference was of the kind often faced by victims of abuse; in a 2017 documentary, Cryer described police officers saying that it seemed that the girls, many of whom were 12 or 13, were consenting. But given the ethnicities of the perpetrators and the victims, authorities were also terrified of inflaming racial tensions, leaving girls to be sacrificed to their own political cowardice.

The first journalist to expose the grooming gangs appears to be feminist Julie Bindel, writing in The Times of London in 2007. A few years later, investigative reporter Andrew Norfolk published an award-winning series about the scandal in the same paper. Since then, there have been several high-profile

trials and scores of convictions, as well as official investigations at both the local and national level.

That doesn’t mean the problem is resolved; Alexis Jay, the academic who headed up a national inquiry into the abuse, has said that few of the recommendations in her comprehensive 2022 report have been carried out. But the crisis has been out in the open for some time, even if Elon Musk only recently decided to make it a cause célèbre.

If you’ve been on the social platform X in recent days, you might have the impression that there has been some major new development in this awful story. Musk, the platform’s owner, has been posting about it incessantly, smearing Jess Phillips, the Labour minister overseeing issues of violence against women and girls, as a “rape genocide apologist” and calling for her imprisonment. He’s also called for the jailing of Prime Minister Keir Starmer, and urged Britain’s king to dissolve Parliament and call new elections, something the monarch cannot do.

As the world’s richest man and a quasi-official member of Donald Trump’s team, Musk has enormous influence, and his admirers in both the United States and Britain have taken up the cause. Kemi Badenoch, head of the Tories, is demanding a new national investigation, which her party easily could have undertaken when it was in power until last year. Starmer, in turn, was forced to address Musk’s claims Monday.

Starmer’s history on this issue is far from shameful. As The Financial Times reports, it was Starmer “who began the prosecutions of the Rochdale grooming gang” during his final year in the prosecutor’s office, “shortly after the scandal in the Greater Manchester town became the first to come to light.” Additionally, The Financial Times said, his office overhauled the way it “investigates sexual abuse to ensure more perpetrators are brought to justice,” making it easier to revisit old cases.

That doesn’t mean that Starmer’s record was impeccable. In 2009, prosecutors in his office dropped a case against a group of abusers in Rochdale despite having DNA evidence, insisting that the victim wouldn’t come across as credible. But two years later, with Starmer’s support, a new chief prosecutor for the North West England region, Nazir Afzal, reopened the case and secured the conviction of nine men. As Afzal said in 2022, “Keir was 100% behind the decision to publicly admit that we had got it wrong in the past.” You’d never know from Musk’s calumnies that Starmer owned his mistakes and took steps to make them right.

Meanwhile, it’s worth noting that Musk has been throwing his enthusiastic support behind a man who jeopardized convictions in another trafficking case brought by Afzal. In 2018, far-right anti-Islam activist Tommy Robinson violated restrictions that a judge had put in place during the trials of a grooming gang from Huddersfield by confronting some of the defendants on Facebook Live. One of the jurors later mentioned Robinson during deliberations, nearly causing

Robinson is in prison for contempt of court stemming from an unrelated libel case, and Musk has repeatedly demanded his release. When Nigel Farage, the head of the right-wing Reform UK party, tried to distance himself from the thuggish Robinson, Musk called for Farage’s replacement. In asserting himself as the most powerful troll on Earth, Musk is doing nothing to protect women or girls. Rather, he seems to be trying to show that the world is his plaything.

As I write this, his pinned post on X is a quiz asking whether “America should liberate the people of Britain from their tyrannical government.”

(“Yes” is winning.)

Like so much of what he says, it’s a dumb but menacing joke. What a travesty that the world must take him seriously.

‘The Brutalist,’ ‘Emilia Pérez’ win top film awards at Golden Globes

Golden Globe voters did little to clear up a blurry awards picture in Hollywood on Sunday, giving little-seen films like “The Brutalist” and “Emilia Pérez” roughly equal treatment and snubbing some perceived Oscar front-runners, including “Anora.”

“The Brutalist,” an immigrant epic from A24 that has yet to open in wide release, received three Globes, winning best drama, best actor (Adrien Brody) and best director (Brady Corbet). “Emilia Pérez,” a Spanish-language Netflix musical exploring trans identity, was victorious in four categories, taking best comedy or musical, best supporting actress (Zoe Saldaña), best song (“El Mal”) and best non-English-language film.

The other film prizes were scattered far and wide, with “Wicked,” “The Substance,” “A Different Man,” “Flow,” “I’m Still Here,” “Conclave,” “Challengers” and “A Real Pain” winning one Globe each.

“Anora,” which went into the night with five nominations, left with nothing, as did “The Wild Robot,” which had four nods, and the Bob Dylan biopic “A Complete Unknown,” which had three. Awards handicappers have expected this trio — especially “Anora,” about a young sex worker — to be strong Oscar contenders.

On the television side of the ledger, “Shogun,” the FX drama, had a big night, winning best TV drama, best actor, best actress and best supporting actor. Other TV victories went to “Hacks,” “Baby Reindeer,” “The Bear,” “True Detective: Night Country” and “The Penguin.” Globes voters veered toward movies that few Americans have seen. “Flow,” about a cat on a survival journey, won best animated film. It collected $2.6 million at the box office. (To compare, the nominated “Inside Out 2” had $653 million in domestic ticket sales.) Fernanda Torres was named best actress for her performance in the Brazilian film “I’m Still Here.” One exception: The blockbuster “Wicked” won for cinematic and box office achievement, an award in its second year.

In the past, Globe voters have been eager to put new television shows on the awards map. But not this time. The trophies Sunday night largely went to time-tested series, with newcomers like “Black Doves,” “The Day of the Jackal,” “Disclaimer” and “Nobody Wants This” sent home empty-handed. “The Penguin,” the HBO comic-book series, won for its star (Colin Farrell) but lost best limited series to “Baby Reindeer,” which was already thoroughly feted

like over 45 years, and this is the first time I’ve ever won anything as an actor.” In her speech, she recalled once being dismissed by a producer as a “popcorn actress.”

Jodie Foster won her fifth Globe for the latest season of “True Detective.”

The show started with a light and breezy monologue by Nikki Glaser that marked a dramatic turnaround from last year’s train wreck of an opener by Jo Koy. “Welcome to Ozempic’s biggest night,” she said. Glaser had said in interviews before the ceremony that she planned to keep her monologue playful, and she did, skipping past the Blake Lively-Justin Baldoni smear scandal that has consumed Hollywood. (As a first-time host, she had explained, she wanted to be invited back.)

Big rockets, a big telescope and big changes in space await in 2025

Our species called this latest 366-day journey around the sun “2024” and packed into it a ton of astronomical and spaceflight excitement.

A solar eclipse crossed North America. Two robotic landers reached the lunar surface, largely intact. The most powerful rocket booster ever built was caught by a pair of mechanical arms nicknamed “chopsticks.” A journey began to Jupiter’s icy ocean moon Europa. And private astronauts conducted a daring spacewalk. Can this revolution around the sun we name “2025” compare? We’ll let you be the judge of how enthusiastic to get about the events you can expect on the launchpads and in the night sky.

Jeff Bezos enters the arena

Through SpaceX, Elon Musk has dominated spaceflight around the planet in recent years. But the extraplanetary ambitions of Amazon founder Jeff Bezos could present a challenge to Musk soon.

The space company started by Bezos, Blue Origin, has a powerful rocket called New Glenn that may at last get off the ground in 2025. Like SpaceX’s Falcon 9, the booster stage is designed to be fully reusable so it can fly again and again and reduce the cost of launches. The rocket could launch national security satellites for the U.S. military and spacecraft for NASA, including orbiters to Mars and moon landers.

Another thing New Glenn will carry is satellites for Amazon, where Bezos is still executive chair. The company’s Project Kuiper involves plans to build a megaconstellation of satellites beaming internet down from space, in competition with SpaceX’s Starlink constellation. Amazon also plans to launch Kuiper satellites using rockets from many of Blue Origin’s competitors, including United Launch Alliance, Arianespace of France and even SpaceX.

Rubin’s first light Astronomers atop a mountain in central Chile are wrapping up construction of the Vera C. Rubin Observatory, which might capture its first views of the night sky this year, as early as July 4.

Formerly the Large Synoptic Survey Telescope, the observatory was renamed in 2020 to honor Vera Rubin, who died at 88 in 2016. Rubin’s work persuaded astronomers of the

existence of dark matter, which makes up a vast majority of mass in the universe, but no one knows what it is.

The name is fitting. With the largest digital camera in the world, scientists will use the Rubin Observatory to create a time-lapse motion picture of the Southern sky. Such images would help researchers understand the nature of dark matter, as well as dark energy, the unknown force pushing the cosmos apart. The trove of data will also help reveal the story of our galaxy’s birth and catalog asteroids and comets in our solar system, including those that could slam into Earth one day.

The moon, and Trump, come back around

During the first administration of Donald Trump, U.S. space policy refocused on lunar exploration. President Joe Biden’s administration sustained that direction. But as Trump returns to the White House in January, the country’s existing space plans could be upended by canceling the expensive rocket NASA has been developing for more than a decade. Alternatively, Trump could more radically shift NASA’s focus to sending people to Mars. Getting to the Red Planet is the primary goal of Musk, who has been advising the president-elect.

For all that potential uncertainty, a series of robotic space missions are planned to the moon early in the year. The first two, a pair

of landers from the American company Firefly Aerospace and the Japanese company Ispace, will launch on the same SpaceX rocket as soon as mid-January. The mission by Firefly will be the first trip of its Blue Ghost lander and will carry cargo paid for by NASA. The lunar trip by Ispace will be its second attempt after the company’s first lander crashed into the moon’s surface in 2023.

Later in the year’s first quarter, Intuitive Machines may try to put another robotic lander on the moon after the company’s Odysseus lander reached the surface intact, but tilted over, in February. The company’s second lander, named Athena, also will carry NASA-financed instruments, including a drill that will try to find samples of ice. Athena will share a SpaceX launcher with Lunar Trailblazer, a NASA orbiter that will study water on the moon.

Vigils for Voyagers 1 and 2

Voyagers 1 and 2, twin spacecraft that inspired a generation of cosmic wonderers, were launched in 1977. After decades of exploring the outer solar system before charting the unknown frontier of interstellar space, the two spacecraft are showing signs of age.

In recent years, the robotic explorers have each blinked in and out of contact with NASA. Communication with Voyager 2 was purposefully shut down in 2020 for months, then lost by accident for a couple of weeks in

2023 before it was restored.

Voyager 1, on the other hand, gave mission specialists a scare this year when it stopped sending data back to Earth. Instruments on both spacecraft have been shut down to conserve power.

But NASA isn’t giving up on them yet. When they are eventually interred in the space between the stars, it would be an apt resting place given how the duo has ventured where no other spacecraft had gone before.

India’s orbital objective

India’s space program has landed a robot on the moon and put a spacecraft into orbit around Mars. The country’s most immediate priorities are much closer to Earth, but that doesn’t mean they are less ambitious.

India is focusing on human spaceflight. A member of the nation’s astronaut corps, Shubhanshu Shukla, is to spend up to 14 days this spring aboard the International Space Station during a commercial mission with the company Axiom Space.

Shukla and his fellow Indian astronauts are hoping to be the first to launch to low Earth orbit on its homegrown rockets. India said in December that an orbital vehicle from that program, known as Gaganyaan, was being prepared for a test launch with no astronauts aboard. A successful flight could lead the way to a crewed Indian astronaut launch as early as 2026.

New milestones and new spacecraft

SpaceX wowed the world in November during Flight 5 of Starship, the most powerful rocket ever built. Expect the company to try to repeat the stunning “chopsticks” catch of its massive Super Heavy booster. SpaceX may also attempt to catch the upper-stage Starship vehicle after it completes an orbit of Earth and returns to the launch site in South Texas for the first time. SpaceX said it was aiming for 25 launches of Starship in 2025 as it prepares the spacecraft to land astronauts on the moon under the company’s contract with NASA.

Other new rockets and spacecraft may take flight in 2025.

One is Neutron, a reusable rocket being developed by Rocket Lab, which was founded in New Zealand. The company routinely carries satellites to orbit aboard its small Electron rocket, and could conduct a first flight of the new vehicle from a launch site in Virginia.

Another is Dream Chaser, a space plane built by Sierra Space. After delays in 2024, the company hopes it will carry cargo to the ISS for the first time this year.

Diabetes and heart disease rise alongside sugary-drink consumption

Across the world, the consumption of sugarsweetened beverages is responsible for about 340,000 deaths each year from Type 2 diabetes and cardiovascular disease, according to a study published Monday that is one of the largest attempts to assess how the spread of Western eating habits is affecting global health.

The study, in the journal Nature, also found that sugary drinks were linked to 2.2 million additional cases of Type 2 diabetes and 1.2 million cases of cardiovascular disease in 2020, with a disproportionate share of those cases concentrated in sub-Saharan Africa and Latin America.

As it happens, those two continents have also experienced the biggest jump in the consumption of soft drinks in recent years as soda companies, faced with declining sales in North America and Europe, have sought new customers in the developing world.

The estimated death toll of 340,000 is a significant increase from previous assessments of how sugar-sweetened drinks affect global health. A 2015 study published in the journal Circulation estimated 184,000 deaths worldwide in 2010 from sugary drink consumption.

The negative health effects of sugar-sweetened drinks — carbonated soda, energy drinks and juices with added sugar — are well documented. By rapidly flooding the body with empty calories, they often take the place of foods and beverages with more nutritional value.

Regular consumption of the extra sugar in the drinks can lead to obesity, harm liver function and increase the risk of heart disease, hypertension and Type 2 diabetes, an especially insidious disease that can lead to blindness, amputations and premature death.

Dariush Mozaffarian, one of the study’s lead authors and director of the Food is Medicine Institute at Tufts University, said he hoped the findings would accelerate efforts to curb the consumption of sugar-sweetened beverages, especially in poorer countries whose health care systems are ill equipped to handle the surge in diet-related disease.

“Regulators and policymakers appropriately respond to tragic deaths, whether an airline crash or terrorism attack, but sugary drinks cause much more death and suffering, yet those deaths don’t move people in the same way because they are hidden,” he said. “That has to change.”

The study is a product of the Global Dietary Database, an ambitious survey of the world’s eating habits funded by the Bill and Melinda Gates Foundation. The database aims to gather standardized information about dietary intake, especially in poorer countries that have traditionally lacked the means to accurately assess the health of their citizens.

The database, started in 2008, is helping scientists understand the growing toll of obesity as highly processed food and drinks reach every corner of the globe and disrupt tradi-

tional — and more healthful — eating habits. More than 1 billion people in the world are obese, according to a recent Lancet study. Among adults, global rates of obesity have more than doubled since 1990 and have quadrupled among children and adolescents.

The Nature study has limitations. The research includes only data between 1990 and 2020, and the study is observational, meaning the findings do not definitively measure the connection between soda consumption and illness. In addition to the Global Dietary Database, the authors incorporated findings of 450 other studies from 181 countries.

Katherine Loatman, executive director of the International Council of Beverages Associations, questioned the study’s findings, noting that the survey results from some countries in the Global Dietary Database were incomplete.

“Our beverage companies are committed to promoting healthy diets and have concerns about the limitations of this study,” she said in an email. “Effective public policies must be built on a strong scientific foundation.”

Dr. Barry M. Popkin, a nutritionist at the University of North Carolina, Chapel Hill, who was not involved in the study, said the findings were consistent with previous research on the global health effects of highly processed food.

“This replicates and reinforces what we already know about sugar-sweetened beverages,” he said, “but the findings highlight their severe costs on health and productivity, especially in Africa and Latin America.”

The study detailed intriguing patterns in the consumption of sugary drinks. For example, researchers found that men had modestly higher rates of soda consumption than women. Intake was higher among the well educated, especially in subSaharan Africa, South Asia and Latin America. In the Middle East and North Africa by contrast, the study found that soda

consumption was higher among adults with comparatively lower levels of education. South Asia, Southeast Asia and East Asia had the lowest rates of excess cardiovascular disease and Type 2 diabetes linked to sugary-drink consumption, the study found, although the authors noted that the data did not include sugar-sweetened tea and coffee, items that are popular in those parts of the world.

Laura Lara-Castor, a nutritional researcher at the University of Washington and another lead author of the Nature study, said the higher rates of consumption among educated adults in subSaharan Africa reflected in part the aspirational lure of soft drink brands associated with Western tastes and style — a result of the sophisticated and well-funded advertising campaigns by multinational beverage companies.

“Consuming these drinks is often a mark of status,” she said.

Despite the study’s grim findings, LaraCastor and the other authors said the data also contained reasons for hope. Soda consumption in Latin America and the Caribbean is already beginning to decline, thanks in part to policies such as soda taxes, marketing restrictions and package labels that seek to educate consumers about the dangers of products high in added sugar. (In the United States, consumption of sugar-sweetened beverages has dropped since its peak in 2000, but those declines have largely plateaued in recent years.)

More than 80 countries have adopted measures aimed at decreasing sugary drink consumption.

Paula Johns, executive director of ACT Health Promotion, an advocacy group in Brazil, said the Nature study showed that education alone was not enough to dampen consumer zeal for sweetened drinks. In recent years, she said that Brazil had adopted a number of policies that are beginning to dent the nation’s love affair with highly processed food and sugary drinks. They include better school-meal programs, bold front-of-package warnings and a new excise tax on beverages with added sugar.

“There’s no magic bullet,” she said. “But all these policies, taken together, help send the message to the public that sugar-sweetened beverages are really bad for your health.”

The simple trick to silky, juicy chicken breast

The chicken pieces in chef Elmo Han’s kung pao are so remarkably tender that when teeth meet meat, the poultry barely offers a fight. The dish he serves at Shanghai Terrace, a fine dining restaurant in the Peninsula Chicago Hotel, is a faithful interpretation of the classic, but noteworthy in that it includes chicken breast instead of thighs. White meat, in less capable hands, can quickly dry out and toughen into shoe leather.

Like many Chinese chefs, Han employs a simple method of marinating and flash-cooking that can make lean meat and seafood silky: It’s called velveting. Think of stir-fried broccoli beef, where the sauce enrobes rather than merely coats the meat. Velveting is the reason. Without it, “the sauce falls off the pieces, and it’ll taste bland,” Han said. “It helps the sauce cling onto the ingredients.”

In “Stir-Frying to the Sky’s Edge,” the definitive book on stir-frying, author Grace Young wrote, “No other cooking technique produces such light, delicate, tender succulence.” The process starts with marinating sliced meat and seafood in a protective coating of cornstarch, egg whites and seasonings. After the meat is blanched with a quick dip in hot oil or boiling water, the drained pieces are covered in a gel-like barrier, which yields an extra level of tenderness in the finished dish.

While chefs in restaurant kitchens opt for hot oil, the method works just as well with boiling water. Even cuts like chicken breast become supremely juicy when marinated and dunked in bubbling water. Velveting does the heavy lifting in this lightning-quick stir-fry, tenderizing the chicken before it’s tossed with vegetables in a savory sauce of butter, soy sauce and lemon.

There’s no one way to velvet. Most commonly, thinly sliced chicken breast, fish fillets or leaner cuts of beef and pork are combined with cornstarch, egg whites and a liquid marinade such as soy sauce. Vegetable oil is added if the meat will be blanched in boiling water. Some cooks add a small amount of baking soda, which acts as a meat tenderizer and slows muscle fibers from seizing up during cooking, and other seasonings.

The marinade is massaged into the meat, and according to Han, who grew up in Beijing and learned this technique at age 17, there must be a gentleness to the process. When preparing his kung pao, he spent two straight minutes working the marinade into the chicken, applying a soft and steady pressure

with both hands.

At Shanghai Terrace, Han marinates the meat for several hours before he blanches it for no more than 90 seconds in a wok of hot oil. At home, blanching in boiling water has many advantages — namely that it’s healthier, not as messy and less dangerous. Whichever way it’s flash-cooked, the meat is then strained and ready for stir-frying with other ingredients.

In a way, velveting is a safeguard measure. In professional Chinese kitchens, gas burners heat woks to such high temperatures that it often resembles cooking over a jet engine. Velveting creates “a shell for whatever meat you’re marinating, a bubble to protect it, so the moisture can’t go out as easily,” said ArChan Chan, the chef of Hong Kong’s Ho Lee Fook, a contemporary Cantonese restaurant.

Andrew Wong, the chef of London’s two Michelin-starred A.Wong, said that even when velveted meats are cooked in hot oil, the effect is less frying than it is steaming.

He said velveting is about creating barriers, equally effective in stir-fried or steamed dishes. “Because you’re creating this thin surface over the protein, everything is effectively being steamed at a low temperature,” he said. “It creates a much more moist end product.”

Wong, who was born in Britain, recommends velveting in non-Chinese applications, too. He has employed it in chicken and mushroom pie and poulet Chasseur.

“Coq au vin, beef stroganoff, you’ll notice a massive difference with velveting.”

Butter-soy chicken and asparagus stir-fry

How do Chinese restaurant stir-fries deliver silky and tender meat with a sauce that seems to cling? The secret is a technique called velveting. When meat is velveted (a two-step process of marinating in a cornstarch mixture and blanching in either oil or water), even lean cuts like chicken breast become supremely juicy. Here, velveting does the heavy lifting in this lightning-quick stir-fry, featuring a sublimely savory sauce of butter, soy sauce and lemon. To speed things along further, you can prep the vegetables while the chicken marinates.

Yield: 2 to 4 servings

1. Marinate the chicken: In a bowl, combine chicken, cornstarch, baking soda, sugar, salt, soy sauce and a few cracks of black pepper. Add the oil and 1 tablespoon of egg white. Using a spoon, mix until well combined and the chicken appears glossy and velvety. Cover bowl and refrigerate chicken for at least 30 minutes and up to 2 hours.

2. When chicken is marinated, place a colander in your sink. In a saucepan, bring 4 cups of water to a boil. Carefully add marinated chicken to the boiling water. Use tongs or chopsticks to separate the pieces (some egg white may float to the surface). Cook for 90 seconds, then drain the chicken in the colander. Shake the colander to remove excess liquid (the chicken won’t be fully cooked yet).

3. Start the stir-fry: Heat the oil in a large nonstick skillet or wok over medium-high. When the oil is hot (it should flow quickly when you tilt the pan), add the asparagus, mushrooms and bell pepper and stir-fry until lightly browned, about 4 minutes. Transfer chicken from the colander to the skillet and add a pinch of salt and pepper. Stir-fry constantly for 1 minute.

4. Push the chicken and vegetables to one side of the skillet and reduce heat to medium-low. In an empty area of the skillet, add the butter, allowing it to melt and sizzle. Then pour the soy sauce onto the butter and stir to combine. Push the chicken and vegetables into the sauce and stir-fry for 30 seconds. (The sauce should cling to the chicken.)

5. Transfer to a platter and squeeze juice from the lemon wedge over top. Sprinkle with sesame seeds if using. Serve immediately with rice.

Coach Campbell is a vibe. The Detroit Lions feed off his energy.

At the time, I thought the man was crazy.

The Detroit Lions had squandered a golden opportunity to reach their first Super Bowl, blowing a 17-point halftime lead and losing to the San Francisco 49ers in last January’s NFC championship game. In the despondent visitors locker room at Levi’s Stadium in Santa Clara, California, Dan Campbell, the Lions’ third-year coach, told his players, “This may have been our only shot.” Gulp.

The next day, things got even more surreal: Campbell recounted the sobering moment for reporters, copping to the magnitude of the defeat and underscoring the improbability of replicating the opportunity.

Why would Campbell, seemingly a master motivator, lay things out so bleakly? Why would he go there as his team was grieving and heading into a long, regretful offseason?

“Because he lives in reality,” Lions quarterback Jared Goff told me in November. “The reality is we may never be back again. It doesn’t matter. There are so many things that have to align, that have to go right, for you to win a Super Bowl, for you to be in that position in an NFC championship game. To be up 24-7 at halftime, that doesn’t just happen. You have to do it, and there are some things that have to go your way along the way. So yeah, he was living in reality, and it’s still true.”

The reality is that it has taken me a long time to appreciate Campbell’s leadership approach, from his unflinching faith in his instincts to his high-risk decision-making to his disregard for established rules of his vocation. More clarity arrived Dec. 30 when Campbell and the Lions returned to Levi’s and — against all logic — went all out to win a game that bore little to no impact on their playoff positioning.

Detroit’s 40-34 victory in Week 17 over an already eliminated 49ers team didn’t change much: On Sunday in Detroit, the Lions (15-2) beat the Minnesota Vikings (14-3) 31-9 to win the NFC North and earn the conference’s No. 1 playoff seed and first-round bye. Barring a tie in that game, beating the 49ers wouldn’t have mattered at all.

Nonetheless, the coach of a Super Bowl aspirant that has already been ravaged by injuries to important players plowed through the impulse to play it safe and kept charging. His players understood and approved.

No, the 48-year-old coach whose introductory news conference featured proclamations of kicking opponents in the teeth and biting their kneecaps isn’t a caricature.

In reality, Dan Campbell is a vibe.

“I’m glad he didn’t let us rest this game,” safety Brian Branch said after the victory over the 49ers. “I feel like we needed to work on the little things. Also, they beat us. We feel like it was personal.”

Star right tackle Penei Sewell said: “To the

outside eyes, it may seem like it doesn’t matter. But to us, every game matters. We’re trying to chase greatness. We just stay true to ourselves. It doesn’t matter what anyone else is saying. We follow a man that puts down a blueprint that we trust in. We go by that.”

Campbell, who spent 11 seasons as an NFL tight end, isn’t simply a “players’ coach.” He is a tone-setter who, a decade and a half after his last NFL game, has retained the mindset of a man who laces up his cleats and puts his body and soul on the line in a fierce, emotional and sometimes terrifying setting. It helps that he looks and acts the part.

“He could probably suit up if we were desperate and needed him to — and just call plays from the huddle,” veteran guard Kevin Zeitler said. “Coach Campbell is all culture and attitude, and it’s infectious.”

A year ago at this time, Campbell’s attitude was on display for a football-watching nation, and it was jarring. Trailing 20-19 to the Dallas Cowboys in a pivotal Week 17 road game, Campbell predictably called for a 2-point conversion, but the Lions’ successful try was negated because officials said left tackle Taylor Decker had failed to report as an eligible lineman.

Incensed by what he thought was an officiating error, Campbell kept his offense on the field and went for two again — this time, from the 7-yard line. After an offsides penalty pushed the ball halfway closer, the Lions were denied a third time and lost the game.

To me and many others, Campbell’s bullheaded insistence on getting 2 points — and proving his point — seemed silly. Upon further review, it’s part of a package that has turned around a flailing franchise, one that last January would win its first playoff games in 32 years.

As it turns out, Campbell’s stubbornness is also his superpower.

Look no further than Goff, who rebounded from being written off as an NFL quarterback to become an elite passer — and, in 2024, a legitimate MVP candidate.

Even after the Lions went 3-13-1 in 2021, the first season in Detroit for both Campbell and Goff, and started 1-6 the next year, the coach stuck to his convictions. He refused to bench Goff or to back off from his approach. Together, the Lions fought through adversity and came out the other side. Because of that, their trust in Campbell is immeasurable.

“I think the reason he’s able to do the culture stuff is because of that first year and a half,” Goff said. “He never wavered. He didn’t turn his back on anyone. A huge part of that nucleus from 2022 is still here.

“And we all like are like, ‘Dude, we went through that with you. And you stood in front of us every Monday meeting, with the same attitude, with the same belief in us, with the same belief in the way we were doing things.’ Now he could tell us, ‘Hey man, we’re going to do 10 jumping jacks for practice,’ and we’d be like, ‘All right, it’s going to work.’ It’s total buy-in, because of the way that he believed in us early on when he didn’t necessarily have to.”

Campbell agreed, telling me that the team’s struggles in 2021 and ’22 shaped the team.

“It’s made us what we are; it’s made us better,” he said. “And it’s made us to where we don’t ever want to go back to that. We don’t ever want to see that again. We don’t even want

to smell that.”

Before the Week 17 game, Campbell told his players to be ready to go all-out against the 49ers, even if a Vikings victory over the Green Bay Packers on Dec. 29 lowered the stakes: “Hey, guys, just so you know, we’re going — no matter what.”

Nobody was surprised.

“As soon as you take the foot off the gas, bad things happen,” Goff said. “Especially with the way we’re made. We just go.”

Outside the locker room, the decision was less clear. The Lions have sustained brutal injuries in 2024, including to star edge rusher Aidan Hutchinson, linebacker Alex Anzalone, defensive tackle Alim McNeill, cornerback Carlton Davis and running back David Montgomery. If they had been injured further in Monday’s game — if someone like Goff or Sewell or wideout Amon-Ra St. Brown or running back Jahmyr Gibbs or safety Kerby Joseph had gone down — Campbell would have been crushed for his recklessness.

Clearly, he wasn’t living in fear. For what it’s worth, one highly successful coach in the Lions’ locker room — recently signed backup quarterback Teddy Bridgewater, fresh off guiding Miami Northwestern to a Florida Class 3A state championship a couple of weeks ago — agreed with the approach.

“You don’t play the game to lose — you play to win,” Bridgewater said. “Dan’s the real deal.”

After closing out the victory, Campbell’s players left the field having completed an 8-0 record away from home. Campbell got to the locker room early, hovering in the hallway and emphatically greeting the men in uniform as they rolled in.

Once the last stragglers arrived, he brought up the team and got emotional as he spoke. As he had in an identical setting 11 months earlier, Campbell kept it real. This time, the message was far more uplifting.

“I can’t even put it into words, man,” he said. “I cannot put it into words. I love the hell out of you guys. I love the hell out of you guys.”
