Governor announces new Cabinet positions, including energy czar

Gov. Jenniffer González Colón announced Wednesday the appointment of Josué Colón Ortiz as the energy czar who will oversee those responsible for the energy sector and to gather data to replace LUMA Energy as the private operator of the island’s electric power transmission & distribution network.

In addition to his role as energy czar, Colón Ortiz was also appointed as director of the Public-Private Partnerships Authority (P3A).

As energy czar, the engineer will lead a specialized team empowered by law to coordinate with federal and state agencies. The role aims to protect the interests of the people of Puerto Rico and to hold LUMA, as well as any government contractors who fail to meet their obligations, accountable. Legislation to formalize the position will be filed in the Legislature at a later date.

Colón Ortiz, who previously led the Puerto Rico Electric Power Authority (PREPA) under previous Gov. Pedro Pierluisi Urrutia, will oversee the energy sector and coordinate with various agencies on the task of replacing LUMA Energy.

Maricarmen Zapata Acosta, also an engineer, will take over as executive director at PREPA, Colón Ortiz’s former position, and will join the Working Committee for the Energy Transformation of Puerto Rico.

Also on Wednesday, Francisco Quiñones Rivera was appointed as the head of the Department of Correction and Rehabilitation (DCR by its initials in Spanish), bringing with him 29 years of experience in public service, primarily in public safety.

Within La Fortaleza, the governor appointed Hiram Tor-

res Montalvo as secretary of public affairs and Lourdes Gómez Torres as director of the Governor’s Appointments Office.

Quiñones Rivera, the nominee for DCR secretary, currently is the confidential legal advisor to the island public safety secretary and an instructor at the Puerto Rico Police Academy, teaching on subjects such as corruption, human rights, civil rights, use of force, domestic violence, and sexual crimes. He is also a graduate of the Citizens Academy Program of the FBI and DEA, giving him professional connections within both federal law enforcement agencies. He has been a member of the Judicial Appointments Commission of the Puerto Rico Bar Association and a delegate of the Puerto Rican Judiciary Association.

He previously spent 12 years serving as a superior judge in a criminal courtroom, handling cases related to the correctional population. He began his public service career in 1996 as assistant legal advisor to the governor in public safety, and also spent 10 years as assistant Prosecutor II in the Department of Justice, working closely with various prison institutions.

A licensed electrical engineer, Zapata Acosta retired from PREPA after more than 30 years of service. At the time of her retirement in 2019, she was head of the Planning and Studies Division.

Returning to PREPA in October 2021, she rejoined the team to lend her extensive technical and administrative knowledge for the benefit of transforming Puerto Rico’s electrical system. Upon her return, the Lajas native was appointed deputy executive director of operations, becoming the first woman to hold that position at the public utility and earning recognition as a distinguished engineer for her contributions during that tenure.

Governor to meet next week with lawmakers on appointments

Gov. Jenniffer González Colón said Wednesday that next week, when work begins in the Legislative Assembly, she will meet with the leaders of both chambers to discuss her official appointments, among other matters.

“I have the power of nomination. I asked the people of Puerto Rico to give me a House and a Senate to execute. And the people gave me that mandate with a two-thirds majority to execute,” the governor said at a press conference. “Next week, I will meet with the leaders of the legislative bodies. Bill in the works to protect elderly from financial fraud

House District 14 (Arecibo and Hatillo) Rep. Edgar Robles Rivera on Wednesday condemned “the alarming quantity of cases of ‘financial fraud’ that are being reported in Puerto Rico against beloved older adults who many times are scammed, sadly, by their own children or family.”

“Now is the time to teach a lesson to those who rob our beloved elderly,” the lawmaker said.

“Don’t rob them, because you will have to return the money and go straight to jail,” he said, adding that “we will be giving life, as a part of our legislative measure, to an educational campaign that will have the name “Don’t rob those who gave you life.”

“Right now, we are eyeing a case in the region of

Bayamón [in which an individual] stole $500 from ATMs and paid her debts with the money of the elderly mother,” Robles Rivera said. “This case has been referred to the Department of Justice.”

He said he is preparing legislation that will include monetary punishment and jail terms for transgressors.

“In the next few days we will officially be filing our bill related to the financial protection to our beloved older adults with the objective of combating the economic exploitation and physical aggression against this sector that is so vulnerable,” the lawmaker continued.

“Unfortunately these acts sometimes come from the self-same family members. … Now is the time to stop this!” he added. “Now is the time for our beloved elderly to live dignified and safe lives, and that they be respected.”

The governor said she hopes to finalize most of the appointments before next Monday, the day when the Legislative Assembly officially convenes.

Rep. Aponte Hernández urges hiring of AI experts to handle ‘deepfake’ cases

Rep. José Aponte Hernández has asked the judicial branch to hire experts in artificial intelligence (AI) algorithms to handle cases of “deepfake” in domestic violence proceedings.

“For several years we have been raising the alarm about the possible use of AI algorithms to create false content, the so-called ‘deepfake,’ which is the manipulation of images, video and even audio of people in order to convey false messages and content, including explicit sexual content, among others,” the veteran New Progressive Party lawmaker said in a press release on Wednesday. “This is an issue that could manifest itself in

civil and criminal cases, including those associated with domestic violence.”

“Given this reality, we believe it is worthwhile for the Office of Courts Administration (OAT) to invest resources in hiring experts in the field of AI to detect the use of ‘deepfakes,’ for example, in cases of domestic violence,” Aponte continued. “We know that there are applications that are being used to alter photographs, videos, and voices. AI applications such as ‘Mimic,’ ‘FaceSwap,’ and ‘DaVinci,’ among many others, are regularly available for download on cell phones with Apple and/or Android operating systems. Given the complexity of these cases, it is vital that the judicial branch allocate resources, not only for experts on the subject, but also to provide recurring

workshops for judges and other personnel.”

“With ‘deepfakes,’ images of texts or even emails can be created and presented as evidence by one of the parties in cases of domestic violence,” the former speaker of the island House of Representatives added. “There are even cases in which telephone company records have been falsified in order to confuse. That is why it is imperative to have experts available.”

“At this moment, the Federal Trade Commission is evaluating greater restrictions on the use of AI to create ‘deepfakes’ with the purpose of making it illegal,” Aponte said. “While that materializes, we can tackle the problem in Puerto Rico. We must be proactive and work together to face the challenges of this new technology.”

San Juan presents logistical plan for San Sebastián Festival

San Juan Mayor Miguel Romero Lugo on Wednesday presented the transportation, sanitation/beautification, health and safety logistics plan for the 55th edition of the traditional San Sebastián Street Festival. This Festival is scheduled to take place from next Thursday, Jan. 16, to Sunday, Jan. 19, and will involve collaboration among various municipal, commonwealth and federal agencies to ensure the safety and well-being of all attendees.

“The San Sebastián Street Festival represents the culture and tradition of our people,” the mayor said. “Our primary commitment is to provide a safe and organized experience for the thousands of attendees who travel to the island while promoting the economic and tourist development of Old San Juan.”

Juan Jackson Rodríguez, the San Juan Municipal Police commissioner, said the operational structure will consist of 1,350 officers, including 550 municipal police officers, 400 private security officers, and 400 members of the Puerto Rico Police Bureau. Additionally,

The comprehensive logistics plan for this year’s San Sebastián Street Festival will involve collaboration among various municipal, commonwealth and federal agencies to ensure the safety and wellbeing of all attendees.

327 municipal agents will be equipped with body cameras to enhance supervision and control during the event.

“Our goal is to ensure the safety of all

attendees through a robust operation that includes aerial, maritime and land surveillance,” Jackson Rodríguez said. “This year, we will have 25 camera towers with 360-degree vision, powered by solar panels, complementing the 198 regular cameras already installed, for a total of 375 cameras in Old San Juan.”

Surveillance towers will be placed at strategic locations, and a mobile monitoring unit will be set up in Plaza San José. Those tools, along with call box systems and drones, will facilitate rapid responses to any incidents, the police commissioner added.

The security plan will also include surveillance cameras equipped with artificial intelligence capable of recognizing individuals, objects, and specific details such as packages, clothing colors, and types of clothing.

The K9 Unit will deploy 10 dogs trained to detect weapons, narcotics and explosives, while the maritime unit will patrol the waters around the island using two boats, two jet skis and an inflatable boat.

As part of the security measures, the Municipality of San Juan recently acquired a crane for $141,977.00, which will enhance mobility

and facilitate the removal of vehicles in the narrow streets of Old San Juan.

Jackson Rodríguez emphasized that “collaboration with state and federal agencies, including the FBI and the Coast Guard, strengthens our rapid response plan, enabling us to efficiently address any situation in the shortest time possible.”

Carlos Acevedo, the director of the Municipal Office for Emergency Management (OMME by its initials in Spanish), announced the establishment of an Emergency Operations Center at the Old Casino of Puerto Rico, operational throughout the four days of festivities. The center will bring together personnel from various municipal and state agencies to respond collaboratively to any emergencies. OMME will deploy 10 ambulances at strategic locations, along with rapid response and maritime rescue units. Emergency stations will be set up at the San Juan Museum, the Tourist Information Center (behind the Tapia Theater), San José Street at the corner of Fortaleza Street, and the National Guard facilities in Puerta de Tierra, where medical personnel will provide first aid and cardiac monitoring services.

UPR president backs proposed Automatic Admission bill

University of Puerto Rico (UPR) President Luis Ferrao Delgado expressed his support on Wednesday for the proposed Automatic Admission bill, which would allow high school students who have performed in the top 10% of their required courses to gain admission to the university.

The bill was among some 100 introduced this week by Senate President Thomas Rivera Schatz. The initiative aims to address the decline in enrollment, expand access for outstanding students within the public education system, and reinforce the role of the UPR as a leader in higher education on the island, according to a statement.

Ferrao noted the significant decrease in student enrollment at UPR in recent years. Enrollment dropped from 60,000 in the

2016-2017 academic year to just 40,000 for the 2023-2024 cycle, representing a loss of one-third of the student population. Ferrao said the decline jeopardizes both the university’s resources and its educational mission.

The bill proposes automatic admission for students in the top 10% of their classes as a strategic measure to revitalize enrollment and ensure that top students, regardless of their socioeconomic background, have direct access to higher education at UPR.

Mayra B. Charriez, UPR’s vice president for student affairs, pointed out that the bill addresses several principles outlined in Certification 50 (2024-2025) of the UPR governing board regarding Admission Standards Policy for High School Students. This includes admission criteria for those on a traditional pathway and seven categories within a non-traditional pathway:

talented or exceptional students, those from specialized schools, participants in dual enrollment or university articulation programs, low-income students or those from marginalized communities, adult students, senior adults or retirees, students with disabilities or functional diversity, and first responders. Charriez emphasized the importance of studying the bill’s implementation to ensure it complements the aforementioned certification.

Ferrao reiterated that the certification represents a step toward promoting inclusion and guaranteeing a fair and efficient process for both traditional and non-traditional admission models outlined in the Admission Policy and Standards for UPR students.

He stressed that the Senate measure could help reverse the significant drop in enrollment experienced in recent years. At the same time, he said, it reinforces UPR’s position as the primary institution of higher education for the best students from the public education system.

In addition, the bill includes provisions for students in the top 25% of their classes, who could gain admission through a complementary evaluation, ensuring that the admission system remains inclusive and flexible, thereby opening more opportunities for academically talented young people.

Molina Pérez obtained more than 71,000 write-in votes, which earned him a seat in the upper chamber. He was to be sworn in on Wednesday.

“This is history,” Molina Pérez said on his YouTube channel. “We’ve been certified as senator at-large. We have been certified as senator-elect.”

Ferrao emphasized that the measure will be evaluated on its merits, but he predicts it will significantly enhance public confidence in UPR as an engine of social mobility and academic excellence.

LA wildfires expected to worsen as water supply is strained

Out-of-control wildfires in the Los Angeles area raged for a second day, with a diminishing water supply and ferocious winds complicating firefighting efforts. Officials cautioned that the fires that have already reduced more than 1,000 buildings to ash were far from being contained.

The fires have killed at least two

people and forced tens of thousands of people to evacuate. Though winds that have reached hurricane levels were expected to drop by mid- to late morning, even weakened winds will remain hazardous into the evening hours, with extreme wildfire weather conditions likely to continue into the afternoon.

“This is going to be devastating, a devastating loss, for all of Los Angeles,” said Traci Park, the Los Angeles City Council member whose district includes

Pacific Palisades, the site of the biggest fire.

That blaze, named the Palisades fire, began Tuesday morning in the affluent neighborhood west of downtown Los Angeles, and had exploded to nearly 3,000 acres by night, burning with a volatility that astonished fire officials.

Here’s what else to know:

— Other fires: East of Los Angeles, near Pasadena in Eaton Canyon, the Eaton fire started Tuesday evening and was growing rapidly, consuming more than 10,000 acres by Wednesday morning, officials said. That blaze killed two people, according to the Los Angeles County Sheriff’s Department. A third blaze, known as the Hurst fire in Sylmar, in the San Fernando Valley, started and grew to 500 acres Tuesday night. Officials are also responding to smaller fires, including in Santa Paula, Fontana and the Sun Valley.

— One fire contained: The Woodley fire, a smaller blaze that began in a park about 20 miles northwest of downtown Los Angeles, was under control, said Kristin M. Crowley, the Los Angeles Fire Department chief. That fire had grown to 75 acres, according to Cal Fire.

— Evacuations: Sheriff Robert G. Luna of Los Angeles County said approximately 37,000 residents were under evacuation orders for the Palisades fire.

— Early reports of damage: Multiple structures have been damaged, Crowley said. They include some local landmarks along the Pacific Coast Highway and other areas. Luna said Wednesday morning that approximately 15,000 structures were at risk in the Palisades fire alone.

— Power concerns: About 400,000 customers across Southern California were without power early Wednesday, many because of powerful winds or because utility providers had turned off their electricity to prevent more fires.

— Spreading quickly: Scientists have found that fires across the region have become faster-moving in recent decades.

Trump’s family and supporters like to say “We are so back!” and they are, without doubt. Yet as the man who will be president again spun out threats and angry denouncements of the Biden administration and personal grievances for more than an hour Tuesday in the living room of his Mar-a-Lago club, something else was back: the chaotic stream-of-consciousness presidency.

Trump has returned to our daily national cognizance, even though one could argue he never really left. Tuesday’s news conference was a reminder of what that was like, and what the next four years may have in store.

He waxed on about a favorite complaint during his first term: Shower heads and sink faucets that don’t deliver water, a symbol of a regulatory state gone mad. “It goes drip, drip, drip,” he said. “People just take longer showers, or run their dishwasher again,” and “they end up using more water.”

Then he moved on to the prospect of a military clash with Denmark. After refusing to rule out the prospect of coercing a NATO ally with the use of force if it remained reluctant to turn over property the president-elect coveted, Trump suggested that Denmark had a dubious claim on Greenland anyway.

“People really don’t even know if Denmark has any legal right to it, but if they do, they should give it up, because we need it for national security,” he said.

States had to defend against an urgent national security threat from China, though the situation around the canal was little changed from the last time Trump sat in the Oval Office.

“It might be that you’ll have to do something,” he said with signature vagueness, when asked about his suggestion that the only solution to this problem may be military force.

There was a lot of deja vu in Tuesday’s news conference, recalling scenes from his first presidency. The conspiracy theories, the made-up facts, the burning grievances — all despite the fact that he has pulled off one of the most remarkable political comebacks in history. The vague references to “people” whom he never names. The flat declaration that U.S. national security was threatened now, without defining how the strategic environment has changed in a way that could prompt him to violate the sovereignty of independent nations.

But there were also several differences in this version of Trump that are easy to overlook in a man who can move, in an instant, from the failures of American plumbing to the need to revive the territory-grabbing spirit of President William McKinley.

This time, he appears eager to get going in a way he was not in 2017. Time and again Tuesday he seemed to resent the fact that Joe Biden was still president. He complained that he could not meet with Vladimir Putin to negotiate an end to the Ukraine war until he was actually sworn in. He railed at the flurry of executive orders Biden has issued in recent days, designed to tie Trump’s hands, or at least slow him

down. He seemed particularly angry about one that barred offshore drilling along much of the U.S. coastline, which he said he would immediately reverse — unless he had to take it to court first.

Biden, he said, was “essentially getting rid of $50 to $60 trillion worth of assets” beneath the sea floor, without explaining why few companies were drilling there in the decades before the order. He never addressed the environmental considerations that went into Biden’s decision.

When the subject turned to the Middle East, Trump spoke like he was already in charge of the negotiations, and he called his chief negotiator, Steve Witkoff, to the stage to declare “we’ve had some really great progress.” But as Witkoff later noted, the negotiations were being directed by Biden’s team, not Trump’s, though Trump representatives have been invited to participate, since they will soon inherit three-dimensional diplomacy with Israel and Hamas.

Nonetheless, it seemed at times like Trump was already president, in large part because Biden has faded from the scene so quickly.

With the departing incumbent fading from view, Trump seems to sense that if he takes the stage, there will be no one to push back on his interpretation of recent history. He is rewriting that history quickly, just as he recast the events of Jan. 6, in hopes that his election was evidence that Americans believe he was pursued by prosecutors out of vengeance, not the application of justice.

“That’s a sick group of people, and it was all to influence the election,” Trump said of the investigations led by Jack Smith,

the special counsel. “It was all a fight against their political opponent. We’ve never had that in this country. We have had that in certain countries. We’ve had

that in third-tier countries.” Inevitably, he started talking about “banana republics,” a familiar line from the first term. Some things don’t change.

Meet the next fact-checker, debunker and moderator: You

Meta would like to introduce its next fact-checker — the one who will spot falsehoods, pen convincing corrections and warn others about misleading content.

It’s you.

Mark Zuckerberg, Meta’s CEO, announced Tuesday that he was ending much of the company’s moderation efforts, like thirdparty fact-checking and content restrictions. Instead, he said, the company will turn over fact-checking duties to everyday users under a model called Community Notes, which was popularized by X and lets users leave a fact check or correction on a social media post.

The announcement signals the end of an era in content moderation and an embrace of looser guidelines that even Zuckerberg acknowledged would increase the amount of false and misleading content on the world’s largest social network.

“I think it’s going to be a spectacular failure,” said Alex Mahadevan, the director of a media literacy program at the Poynter Institute called MediaWise, who has studied Community Notes on X. “The platform now has no responsibility for really anything that’s said. They can offload responsibility onto the users themselves.”

Such a turn would have been unimaginable after the presidential elections in 2016 or even 2020, when social media companies saw themselves as reluctant warriors on the front lines of a misinformation war. Widespread falsehoods during the 2016 presidential election triggered public backlash and internal debate at social media companies over their role in spreading so-called fake news.

The companies responded by pouring millions into content moderation efforts, pa-

ying third-party fact-checkers, creating complex algorithms to restrict toxic content and releasing a flurry of warning labels to slow the spread of falsehoods — moves seen as necessary to restore public trust.

The efforts worked, to a point — factchecker labels were effective at reducing belief in falsehoods, researchers found, though they were less effective on conservative Americans. But the efforts also made the platforms — and Zuckerberg in particular — political targets of President-elect Donald Trump and his allies, who said content moderation was nothing short of censorship.

Now, the political environment has changed. With Trump set to take control of the White House and regulatory bodies that oversee Meta, Zuckerberg has pivoted to repairing his relationship with Trump, dining at Mar-a-Lago, adding a Trump ally to Meta’s board of directors and donating $1 million to Trump’s inauguration fund.

“The recent elections also feel like a cultural tipping point towards once again prioritizing speech,” Zuckerberg said in a video announcing the moderation changes.

Zuckerberg’s bet on using Community Notes to replace professional fact-checkers was inspired by a similar experiment at X that allowed Elon Musk, its billionaire owner, to outsource the company’s fact-checking to users.

X now asks everyday users to spot fal-

sehoods and write corrections or add extra information to social media posts. The exact details of Meta’s program are not known, but on X, the notes are at first visible only to users who register for the Community Notes program. Once a note receives enough votes deeming it valuable, it is appended to the social media post for everyone to see.

“A social media platform’s dream is completely automated moderation that they, one, don’t have to take responsibility for and, two, don’t have to pay anyone for,” Mahadevan said. “So Community Notes is the absolute dream of these people — they’ve basically tried to engineer a system that would automate fact-checking.”

Musk, another Trump ally, was an early champion for Community Notes. He quickly elevated the program after firing most of the company’s trust and safety team.

Studies have shown Community Notes works at dispelling some viral falsehoods. The approach works best for topics on which there is broad consensus, researchers have found, such as misinformation about COVID vaccines.

In that case, the notes “emerged as an innovative solution, pushing back with accurate and credible health information,” said John W. Ayers, the vice chief of innovation in the division of infectious disease and global public health at the University of California, San Diego, School of Medicine, who wrote

a report in April on the topic.

But users with differing political viewpoints have to agree on a fact check before it is publicly appended to a post, which means that misleading posts about politically divisive subjects often go unchecked. MediaWise found that fewer than 10% of Community Notes drafted by users ended up being published on offending posts. The numbers are even lower for sensitive topics like immigration and abortion.

Researchers found that the majority of posts on X receive most of their traffic within the first few hours, but it can take days for a Community Note to be approved so that everyone can see it.

Since its debut in 2021, the program has sparked interest from other platforms. YouTube announced last year that it was starting a pilot project allowing users to submit notes to appear below misleading videos. The helpfulness of those fact checks is still assessed by third-party evaluators, YouTube said in a blog post.

Meta’s existing content moderation tools have seemed overwhelmed by the deluge of falsehoods and misleading content, but the interventions were seen by researchers as fairly effective. A study published last year in the journal Nature Human Behavior showed that warning labels, like those used by Facebook to caution users about false information, reduced belief in falsehoods by 28% and reduced how often the content was shared by 25%. Researchers found that right-wing users were far more distrustful of fact checks but that the interventions were still effective at reducing their belief in false content.

“All of the research shows that the more speed bumps, essentially, the more friction there is on a platform, the less spreading you have of low-quality information,” said Claire Wardle, an associate professor of communication at Cornell University.

Researchers believe that community fact-checking is effective when paired with in-house content moderation efforts. But Meta’s hands-off approach could prove risky.

“The community-based approach is one piece of the puzzle,” said Valerie Wirtschafter, a fellow at the Brookings Institution who has studied Community Notes. “But it can’t be the only thing, and it certainly can’t be just rolled out as like an untailored, whole-cloth solution.”

Global investors riled by bond market selloff as ‘tantrum’ dawns

Asharp selloff in some of the world’s biggest government bond markets and a surge in the dollar are sending shockwaves through financial markets, with the pain seen deepening as uncertainty grows over Donald Trump’s policies.

On Wednesday, 10-year Treasury yields, underpinning trillions of dollars in daily global transactions, jumped to above 4.7%, their highest since April, and UK peers hit their highest since 2008.

This unleashed a fresh wave of selling in currencies, including sterling , which slid over 1%, and the euro headed closer towards the $1 mark.

Central banks all but declared victory over inflation in 2024, but a number of metrics show price pressures are rising again.

Trump’s plans for higher trade tariffs, tax cuts and deregulation threaten to push up inflation and strain government finances, thereby also limiting the Federal Reserve’s scope to cut interest rates.

At 12:03 p.m. ET, the Dow Jones Industrial Average rose 353.08 points, or 0.83%, to 43,085.21, the S&P 500 gained 74.43 points, or 1.25%, to 6,016.90 and the Nasdaq Composite gained 343.99 points, or 1.75%, to 19,965.67.

Automakers rose, with Ford up 1.6% and General Motors gaining 4% after a report said President-elect Donald Trump’s incoming administration is currently focused on imposing universal tariffs, but only on certain sectors deemed critical to national or economic security. However, Trump later refuted the report.

Automobile manufacturers are considered the most vulnerable to tariffs imposed on trade partners of the U.S., given their vast supply chains.

In the lead-up to Trump’s inauguration on Jan. 20, investors are seeking insights into his policies, which are broadly seen as beneficial for corporate America as well as the U.S. economy.

The Russell 2000 index, tracking domestically focused small-cap companies, rose 0.9%.

“If we’ve learned anything over the years, it’s that Trump is unpredictable. He loves shaking up markets, but the final outcomes are often less dramatic than his initial announcements,” ING analysts led by Chris Turner said in a note.

“However, officials and companies shouldn’t get too comfortable. We will only know what’s truly happening once it’s done.”

In a week packed with economic data and speeches from U.S. Federal Reserve officials, investors will look for clues on the pace of monetary policy easing this year. Later in the week, the focus will be on a key monthly payrolls report.

“The start of 2025 was never going to be straightforward considering the torrent of bond supply and policy announcements from the incoming U.S. administration,” Societe Generale strategist Kenneth Broux said.

“Conditions are building for a tantrum in bonds and an overshoot in yields. We’re looking at 5% in 10s,” he added, referring to 10-year yields.

The S&P 500, which rallied post Trump’s win, has started to falter.

Other governments are busy repairing their own finances and shoring up their economies, while ramping up bond sales.

Long-dated yields, which tend to be less susceptible to short-term swings in expectations for monetary policy, have hit multi-year highs globally, partly because of the tidal wave of new bonds this year.

Trump vowed mass deportations. Mexico and Central America brace for impact.

Crossings into the United States from Mexico dropped sharply last year. But countries south of the U.S. border are waiting nervously to see if President-elect Donald Trump orders mass deportations.

The possibility that millions of immigrants in the country illegally could be expelled — what would be the largest deportation program in U.S. history — has sent shock waves through Latin America and sowed confusion among migrants and asylum-seekers.

“We see dark times coming for the migrant community,” said Irineo Mujica, the Mexico director of People Without Borders, a transnational advocacy group. “Anyone who falls prey to the Trump administration is now going to be devoured, chewed up and spat out.”

What is the situation at the U.S.Mexico border?

Trump has said that Mexico is allowing an “invasion” of migrants into the United States. But the current situation on the ground tells a different story.

Unlawful crossings at the U.S.-Mexico border have been declining since June, when President Joe Biden issued an executive order to essentially block migrants from receiving asylum at the border.

That month, U.S. Border Patrol officials recorded 130,415 apprehensions of migrants — a sharp drop from the more than 170,710 recorded the previous month. The numbers in November were even lower: U.S. officials recorded 94,190 people.

That is a stark shift from a year ago. Illegal crossings for November 2023 rose above 242,300, a record at the time.

Critics who argue that asylum is legal and a basic human right say Biden’s move was a short-term fix for a complex issue.

As part of Biden’s order, restrictions are to be lifted when the number of people trying to cross illegally each day drops below 1,500 for one week. That has not happened. But it has sharply brought down border crossings and allowed officials to deport those who cannot prove they would be endangered if they returned to their countries.

Mexico has also clamped down on people heading to the U.S. border.

It has deployed National Guard troops to immigration checkpoints from north to south. More recently, authorities have bused migrants farther south into Mexico — in what officials and scholars call a migratory merry-goround. They have prevented them from hopping onto trains heading north and have bro-

ken up caravans, which no longer reach the U.S. border.

In 2023, Mexico mostly paused the issuance of humanitarian cards that allowed asylum-seekers to study, work and get access to basic services in Mexico. Under the law, they are supposed to stay in the state where they apply for asylum. But many use the cards to move north without being detained, officials say.

As a result of the stoppage, between Oct. 1 and Dec. 26, 2024, Mexican security forces said, they detained more than 475,000 migrants, nearly 68% more than the number apprehended during the same period in 2023, government data show.

What is the status of migrants waiting in Mexico?

As Mexico’s strategy has shifted, many migrants have become stranded.

“By not giving them cards, they could no longer access public services or enter the legal market,” said Andrés Ramírez Silva, who until September was the head of the country’s Commission for Refugee Assistance.

The situation is unsustainable, advocacy groups warn. More migrants have become easy prey for organized crime groups, which extort them.

“Many people keep arriving” in Mexi-

co, said Mauro Pérez Bravo, former president of the citizen council of the National Migration Institute. But they live in “vulnerable conditions,” he added, working low-paid jobs or sleeping in shelters, junkyards, construction sites or on the street.

Even as detentions in Mexico have increased, deportations have declined notably.

From January to August 2024, Mexico deported less than half the number of unauthorized migrants it did in the same period in 2023, government data show.

Among the main reasons: Repatriation flights are expensive and Mexico’s migration agency is facing constant budget constraints that limit its operations.

How is Mexico preparing for mass deportations?

Mexican border states have been working in coordination with the federal government to set up shelters to provide food and health services.

They have been making transportation arrangements for Mexicans who wish to return to their home states. In Tijuana, a border town south of San Diego, city officials have been coordinating with churches, bus companies and humanitarian groups to prepare for arrivals, said José Luis Pérez Canchola, director of the city’s migration services office.

He worries that mass deportations from the United States could further strain Tijuana’s resources for migrants, noting that many are likely to be unaccompanied minors or in need of medical attention.

Making sure people do not stay long in Mexican border cities like Ciudad Juárez is a major priority, said María Eugenia Campos, governor of Chihuahua state, which shares an extensive border with Texas and New Mexico.

“The state of Chihuahua cannot become a sanctuary state” for migrants and deportees, she said.

Until this month, Mexico’s president, Claudia Sheinbaum, had said the country would not accept foreign deportees. On Friday, she signaled otherwise.

“We are going to ask the United States that, as far as possible, the migrants who are not from Mexico can be sent to their countries of origin — and if not, we can collaborate through different mechanisms,” she told reporters, adding that her government had “a plan,” without offering details.

Panama unsettled by Trump threat to seize canal

President-elect Donald Trump’s suggestion earlier this week that the United States might reclaim the Panama Canal — potentially by force — unsettled Panamanians, who used to live with the presence of the U.S. military in the Canal Zone and were invaded by American forces once before.

Few appeared to be taking Trump’s threats very seriously, but Panama’s foreign minister, Javier Martínez-Acha, made his country’s position clear at a news conference hours after the American president-elect mused aloud about retaking the canal, which the United States built but turned over to Panama in the late 1990s.

“The sovereignty of our canal is nonnegotiable and is part of our history of struggle and an irreversible conquest,” Martínez-Acha said. “Let it be clear: The canal belongs to the Panamanians, and it will continue to be that way.”

Experts said that Trump’s real goal might have been intimidation, perhaps aimed at securing favorable treatment from Panama’s government for American ships that use the passageway. More broadly, they said, he might be trying to send a forceful message across a region that will be critical to his goals of controlling the flow of migrants toward the U.S. border.

“If the U.S. wanted to flout international law and act like Vladimir Putin, the U.S. could invade Panama and recover the canal,” said Benjamin Gedan, director of the Wilson Center’s Latin America Program in Washington, adding, “No one would see it as a legitimate act, and it would bring not only grievous damage to its image, but instability to the canal.”

In recent weeks, as he prepares to take office, Trump has talked repeatedly not just about taking over the Panama Canal, but also about buying Greenland from Denmark (though it is not, as it happens, for sale). He returned to those expansionist themes in a rambling speech Tuesday at Mar-a-Lago, his estate in Florida, and this time refused to rule out using military force to retake the canal.

“It might be that you’ll have to do something,” Trump said.

Trump’s comments have not sat well

Raúl Arias de Para, an ecotourism entrepreneur and a descendant of one of the country’s founding politicians, said talk of American military force stirred memories among his compatriots of the U.S. invasion of Panama in 1989. The military action then, he noted, was aimed at deposing the country’s authoritarian leader, Manuel Noriega.

“That was not an invasion to colonize or take territory,” Arias de Para said. “It was tragic for those who lost their loved ones, but it liberated us from a formidable dictatorship.”

Of Trump’s threat to send the military to retake the canal, he said, “It’s a possibility that’s so remote, so absurd.” The United States has the right under the treaty to defend the canal if its operations are threatened, he said, “but that’s not the case.”

Some experts said Trump might be hoping to obtain assurances from Panama’s president, José Raúl Mulino, that he would do even more to stop the flow of migrants through the Darién Gap, the jungle stretch hundreds of thousands of migrants have crossed on their way north, fueling a surge at the U.S. border

Mulino has already pushed hard to deter migrants.

Theories about why Trump appears focused on the canal were swirling this week. Some noted that ceding the canal to Panama has long been a sore point for Republicans.

If Trump’s administration carries out mass deportations of immigrants living in the U.S. illegally, it will also need countries in Latin America and the Caribbean to agree to receive flights carrying not only their own deported citizens but also people from other nations, something Panama has not agreed to do.

Experts said it was just as likely that Trump is angling for a discount for U.S. ships, which make up the largest proportion of vessels transiting the passage between oceans. Fees have gone up as the Panama Canal Authority has been grappling with drought and the cost of creating a new reservoir to counter it.

Others said Trump was upset that ports at the ends of the canal are controlled by companies out of Hong Kong. Panama’s president has dismissed those concerns.

“There is absolutely no Chinese interference or participation in anything to do with the Panama Canal,” Mulino said in a news conference in December.

A small country with more than 4 million inhabitants and no active military, as per its constitution, Panama would be in no position to stave off the U.S. military. Protests, however, would most likely erupt and might paralyze the Panama Canal, with disastrous effects on global trade and particularly on the United States, experts agreed.

Panama, Ritter said, can only hope that the United States abides by international law. “This is the case of the egg against the stone,” he said.

Biden won’t point to the real culprit in the Sudanese genocide

It’s good news that the Biden administration has formally determined that genocide has been committed in Sudan.

But the move raises the question: Why are President Joe Biden and his aides reluctant to hold a crucial culprit accountable?

Secretary of State Antony Blinken made the welcome announcement about the genocide determination on Tuesday, asserting that a militia called the Rapid Support Forces has targeted women for rape and slaughtered children and infants, all based on the ethnicity of the victims. The atrocities are indisputable. In September, I reported from the Chad-Sudan border on this campaign of mass murder and rape, in which the Rapid Support Forces attacked villages of non-Arab tribes and went door to door, killing men and boys and raping women and girls. Other journalists and human rights groups have found the same patterns.

Saying au revoir to a Trudeau. For now.

In politics, the pendulum never stops, and yesterday’s excitement becomes tomorrow’s handicap. Justin Trudeau should have known that: His father, Pierre Trudeau, bowed to public fatigue with his charisma and progressive policies in 1984 after 15 years as prime minister of Canada. Some of Justin Trudeau’s colleagues had urged him for some time to take a “walk in the snow,” a reference to what his father said he did before making his decision to step down.

Somewhat like his father, Justin Trudeau entered Canadian political life in a burst of excitement and hope. He was 43, handsome and fresh; his mantra was “sunny ways,” and he promised a return to the progressive vision that the Liberal Party championed in the 1960s and 1970s, one that his father’s successors then tried to erase.

His challenge in October 2015 to the hawkish Conservative prime minister, Stephen Harper, was “nothing less than an existential struggle over what it means to be Canadian,” Canadian author Guy Lawson wrote in The New York Times at the time. The Trudeau vision — in effect, a progressive Canada of universal medical care, bilingualism, multiculturalism and internationalism — won and, for a while, dominated.

But then the pendulum swung the other way and not only in Canada. Canadian voters began seeing Trudeau as too far left; they came to blame him for rising costs and housing shortages, which they linked to looser immigration policies. The pandemic did its damage; a few political scandals

muddied his image; he and his wife separated; his approval ratings plummeted. The Liberal Party’s approval ratings fell to 20 percentage points behind the Conservatives.

With elections mandated by October, the Liberals under Trudeau had no chance. Announcing his resignation Monday, Trudeau said he would remain prime minister until the party chose a successor, which could take months.

But a vision turned sour is not a vision that was wrong. Much of what the Trudeaus, father and son, championed has become an indelible part of Canadian identity. So before saying au revoir to Trudeau, it’s worth reliving the high moments. Or the high moment.

Justin Trudeau, unlike his father, was not cerebral, and like any heir, he had to cope with the perception that he was just a privileged offspring cashing in on his name. He soon showed he was different, winning his first seat in Parliament in a working-class district in Montreal. But it was another act that really distinguished him forever from his papa or any other politician: He challenged a tough Conservative senator, Patrick Brazeau, known as Brass Knuckles, to three rounds in the boxing ring for charity.

Brazeau clobbered Trudeau in the first round. But then, in the best “Rocky” style, Trudeau took charge, and the bout was stopped to preserve Brass Knuckles. “I can hear it already,” said the commentator: “Trudeau for leader.”

It’s worth recalling that fight not only for its sentimental value but also because that pendulum never stops. And Trudeau has three children.

Yet the announcement refused to hold accountable the UAE itself. There is overwhelming evidence, including in reporting by my newsroom colleagues at The New York Times, that the UAE has provided the Rapid Support Forces with the weaponry that enables its mass slaughter and mass rape.

Biden’s failure to call out the UAE in strong terms for fueling these mass atrocities seems a reflection of his belief in quiet diplomacy, and it matches his efforts to restrain Prime Minister Benjamin Netanyahu of Israel in the Gaza Strip. Mass suffering continues in Sudan and Gaza alike because leaders appear to have learned that they can ignore Biden when all he offers is carrots and no sticks.

The UAE is not a rogue state. It is a major player in the world that cares about its image. International criticism led it to pull out of a disastrous war in Yemen, and it will weigh the benefits it gets from supporting a genocidal militia in Sudan — income from gold smuggling and influence in postwar Sudan — against the cost to its global reputation. Biden’s failure to speak up about the UAE seems likely to leave more ordinary Sudanese dying in the atrocities his administration rightly condemns.

‘Focus’ (Jan. 9)

Before collaborating in “Suicide Squad” (and before “Barbie,” and before the Slap), Will Smith and Margot Robbie teamed up for this sly, smart, sexy caper from writerdirectors Glenn Ficarra and John Requa (“Crazy, Stupid, Love”). Robbie is a up-and-coming con artist, specializing in quick scams and picking pockets, who wants to learn how to play for higher stakes; Smith is the old pro who teaches her the ropes. The locations and costumes are gorgeous, the stars even more so, while Ficarra and Requa’s script is clever but not too convoluted. Fans of the “Ocean’s” movies and their ilk will find much to like here.

‘The Magicians’ Seasons 1-5 (Jan. 14)

This enjoyable series, which ran on Syfy from 2015 to 2020, isn’t the most original thing on Netflix — the show, based on the novels by Lev Grossman, is unmistakably seeking to scratch the wizarding-school itches of Harry Potter fans. But granting the nakedness of its ambitions, there’s much to admire about this modest charmer: the charisma of the lead, Jason Ralph; the WB soapiness of the conflicts between its college-age characters; and the better-than-average (for basic cable, at least) visual effects and settings. It’s junk food, sure,

but undeniably tasty.

‘Monk’ Seasons 1-8 (Jan. 14)

This durable, popular USA mystery series (2002-09) helped give that channel a distinctive identity and helped lift its star, Tony Shalhoub, from a valued cinematic character actor to a marquee name (and even sex symbol) for a certain demographic of television viewers. He stars as Adrian Monk, a consulting detective for the San Francisco Police Department, whose investigative prowess rivals that of Sherlock Holmes and whose obsessive-compulsive disorder rivals Jack Nicholson’s in “As Good as It Gets.” The mysteries are consistently smart and engaging — “Columbo” is a clear inspiration, and a deserved comparison — but the reason to watch is Shalhoub, who turns what could have been a collection of tics and eccentricities into a fully realized, unforgettable television character.

‘Cats’ (Jan. 15)

It’s said that they don’t make really, truly, memorably bad movies anymore; the basic level of technical competence is too high, and IP obsession means studios play it so safe that no one takes the kinds of big swings that can go entertainingly, disastrously awry. But there are occasional exceptions to every rule, and this 2019 adaptation of the long-running Andrew Lloyd Webber stage musical is one of them, serving as a vivid illustration of the vast chasm between what we’ll accept onstage and on-screen. The singing and dancing cats at its center might have played in an animated film, but this peculiar mixture of live actors, theatrical makeup and CGI is ill-advised from start to finish — it was roundly rejected by moviegoers even with Taylor

Swift in the cast. But it’s much more fun to watch than any number of big-budget studio hits; say what you will about these “Cats,” but they’re never boring.

‘New Amsterdam’ Seasons 1-5 (Jan. 15)

This NBC medical drama accomplishes two things simultaneously: It presents a protagonist whose good intentions and can-do attitude can, for at least an hour, assure viewers that the health care industry is working in their best interests; and it can deploy the tools of the hospital show, a longtime television staple. The central character is Dr. Max Goodwin (Ryan Eggold), the new director of a New York public hospital who embarks on an idealistic mission: to put patients before profits and to help people no matter what the cost. It occasionally comes off as wish fulfillment fantasy, but the performers are likable, the stories are often moving, and at its best, it is top-notch comfort television.

‘The Babadook’ (Jan. 25)

This debut feature by Australian director Jennifer Kent was an unexpected sleeper hit, thanks to the sheer force of its craft and the genuine terror inspired by the title character, a black-hatted nightmare figure that haunts the dreams and reality of 6-year-old Sam (Noah Wiseman), much to the consternation of his single mother, Amelia (Essie Davis). Kent delivers genuine scares and moody atmosphere in spades, but “The Babadook” works especially because it is first and foremost a character study, grounded in the recognizable reality of parenthood — and all the everyday horrors therein.

‘The Rental’ (Jan. 25)

Not many movies benefited from the theatrical shutdowns prompted by the COVID-19 pandemic, but this 2020 indie horror picture flourished in its admittedly limited release, mostly at drive-in theaters. Perhaps the claustrophobia that summer made this story of

strangers sharing space extra dreadful, as two couples (Alison Brie, Dan Stevens, Sheila Vand and a pre-“The Bear” Jeremy Allen White) take over a seaside villa for a weekend stay. Actor-turned-director Dave Franco (who wrote the script with indie stalwart Joe Swanberg) shows a sure hand for creating the proper creepy mood, and each member of his fine cast carves out a fresh take on what could have been stock characters.

‘Mr. & Mrs. Smith’ (Jan. 26)

Brad Pitt’s and Angelina Jolie’s first onscreen pairing prompted a flurry of tabloid coverage (and a lengthy, stormy relationship); such gossipy productions rarely yield worthwhile final products, but this jazzy, funny, sexy thriller is a notable exception to the rule. The premise is high concept: Pitt and Jolie star as a seemingly dull married couple who have, for years, kept their double lives as paid assassins a secret from each other. The ensuing complications aren’t hard to predict (guess who each killer’s next target is?), but it is all done in high style by director Doug Liman, who stages his action sequences with wit and ingenuity, and screenwriter Simon Kinberg, who injects the potentially formulaic story with a heavy dose of screwball zing.

‘Not Another Teen Movie’ (Jan. 31)

The 1990s teen comedy boom — as exemplified by such hits as “10 Things I Hate About You,” “Bring It On” and “American Pie” — is savagely satirized in this broad but very funny spoof. The screenplay unapologetically lifts the plot of “She’s All That,” in which a popular jock makes a bet that he can turn a nerdy girl into a prom queen. As with the best parody pictures, it works primarily because of the charisma of the performers (including Chris Evans and Jaime Pressly)

and the density of the gags, which send up not only those ’90s favorites but also their ’80s predecessors (with particular affection for the films of John Hughes).

‘We’re the Millers’ (Jan. 31)

Jason Sudeikis stars as a weed dealer who stands to make a ton of cash if he can transport an RV full of product from Mexico to Denver with the help of a pretend family: an exotic dancer (Jen nifer Aniston) masquerading as his wife, a street-wise runaway (Emma Roberts) as his daughter and an abandoned teen (Will Poulter) as his son. The thin lines between criminality and normalcy, and the pliable boundaries of family, pro vide most of the laughs — along with a tiptop supporting cast led by Nick Offerman, Kathryn Hahn and Molly C. Quinn as a family of oddballs who become the Millers’ traveling compan ions.

‘Zero Dark Thirty’ (Jan. 31)

“Hurt Locker” director Kathryn Bigelow and screenwriter Mark Boal reunited for this 2012 political thriller, dramatizing the then-recent, yearslong hunt for Osama bin Laden. The film took heat for its uncritical eye toward the CIA’s claims, rejected later by the Senate Intelligence Committee, that it had gathered critical information in that hunt through torture. But this is a first-rate picture, pulsing with urgency and righteous indignation, offering a meticulously detailed peek behind the curtain of American intelligence operations. Jessica Chastain is superb in the central role of a never-say-die CIA analyst. Kyle Chandler, Jason Clarke, Joel Edgerton, Jennifer Ehle, James Gandolfini, Chris Pratt and Mark Strong are among the most memorable members of the sprawling supporting cast.

In Africa, danger slithers through homes and fields

The snake struck 11-year-old Beatrice Ndanu Munyoki as she sat on a small stone, which lay atop a larger one, watching the family’s eight goats. She was idly running her fingers through the dirt when she saw a red head dart from between the stones and felt a sharp sting on her right index finger.

Never a crier, she ran to her father, David Mutunga, who was building a fence. He cut the cloth belt on her dress into strips with a machete, tied her arm in three places and rushed her to a hospital 30 minutes away on a motorcycle taxi.

As the day stretched on, her finger grew darker, but the hospital in Mwingi, a small town in Kenya, had no antidote for that kind of venom. Finally that evening in November 2023, she was taken by ambulance to another hospital and injected with antivenom.

When the finger blistered, swelled and turned black despite a second dose the next day, “I understood that they will now remove that part,” Mutunga said with tears in his eyes. Beatrice’s finger was amputated.

In Kenya, India, Brazil and dozens of other countries, snakes vie for the same land, water and sometimes food as people, with devastating consequences. Deforestation, human sprawl and climate change are exacerbating the problem.

According to official estimates, about 5 million people are bitten by snakes each year. About 120,000 die, and some 400,000 lose limbs to amputation.

The real toll is almost certainly much higher. Estimates are generally based on hospital records, but most snakebites occur in rural areas, far from dispensaries that stock antivenom and among people too poor to afford treatment.

“We don’t actually know the burden of snakebite for most countries of the world,” said Nicholas Casewell, a snake researcher at the Liverpool School of Tropical Medicine.

Scientists are now trying to better quantify the problem. In nearly every country studied so far, the true toll of snakebites has been found to be much higher than the numbers registered in hospital records.

The problem was mostly ignored until recently.

Venomous snakebite has jumped on and off the World Health Organization’s list of neglected tropical diseases. In 2019, the WHO announced a plan to halve the number of snakebite deaths by 2030 and the Wellcome Trust, a charity in Britain, invested 80 million pounds (about $102 million) into treatment research, a big boost.

Still, most countries have not allocated needed resources to fighting this danger, which mainly affects rural people with little political clout. Farmers, migrant workers, nomadic groups and residents of remote villages encounter snakes in their dilapidated homes, while sleeping on the floor, using outdoor toilets or walking barefoot.

India accounts for about half of snakebite cases globally, but some African countries lead the list relative to population size. “The fatality rate for snakebite episodes is much higher in sub-Saharan Africa,” said Diogo Martins, who leads research on the issue at Wellcome Trust.

Snakes avoid people as diligently as people avoid them. They are shy, biting only when they perceive danger.

“They know you are useless prey,” said Dr. George Omondi, who heads the Kenya Snakebite Research and Intervention Center in Nairobi, the capital. “They would rather spend their venom on something they could eat.”

Fear and hatred of snakes often drives people to kill them on sight, but the creatures have a role to play in the ecosystem, Omondi said.

There are about 4,000 known species of snakes, and some 200 are venomous enough to kill people. “There are many more new ones to be discovered,” said Kartik Sunagar, a researcher at the Indian Institute of Science.

Sub-Saharan Africa is home to dozens of snake species, but the most deadly and feared are the puff adder, cobra and black mamba.

Cobras and mambas have short, erect fangs at the front of the mouth that inject neurotoxins under the skin, paralyzing the victims. A black mamba’s venom is so toxic that it can kill people or prey within an hour.

Cobra bites also demand immediate attention, but with treatment recovery can be dramatic, reversing symptoms like a tape running backward. Spitting cobras can shoot venom into their prey’s eyes from up to 5 meters away, or about 16 feet.

Snakes like these are giants. Black mambas can stretch to 14 feet, and the longest king cobra ever recorded was 19 feet.

Puff adders are petite by contrast, as short as 6 inches and no longer than 6 feet, but very thick. They have long, retractable fangs that can deliver poison into muscle.

Their venom destroys blood-clotting factors, and victims die slow, gruesome deaths, bleeding in the brain, eyes and mouth.

Identifying the attacker can help tailor treatment. But many people never see the snake that bites them or, if they do,

cannot identify it. To the untrained eye, venomous snakes may look indistinguishable from harmless ones.

The names don’t make it any easier. Green mambas are green, but black mambas are pale gray to dark brown; they are so-named because the inside of the mouth is black. They are better recognized by their coffin-shaped head and unnerving smile.

Some scientists are building artificial intelligence models to identify snakes, so that anyone with a smartphone might be able to distinguish them.

About a third of snakebites are in children. They occur less often among pregnant women, but the outcomes — which include spontaneous abortion, ruptured placentas, abruption, fetal malformations and death to both mother and fetus — can be catastrophic.

Nearly everyone in Africa could survive a snakebite if they had the right antidote and care. But stocking and delivering the right antivenom, at the right dosage and in time is tricky.

The first hour after the bite is crucial. If the swelling crosses the joint closest to the bite, “that shows that the venom is rapidly acting,” said Cecilia Ngari, a scientist at the Kenya snakebite research center.

Antivenom must be kept cold and sterile and administered intravenously. It may help even days after a bite, but it should ideally be administered within six hours.

There is only one antivenom manufacturer in all of subSaharan Africa, Johannesburg-based South African Vaccine Producers. Many other nations import antivenom from Asia and South America.

But antivenoms from one country often don’t work on snakebites in another. Antivenoms made in India, where kraits are most common, is useless against the black mambas or puff adders that terrorize Kenyans.

The fragmented market makes it hard for companies to earn healthy profits on antivenoms, so the supply has dwindled even as the need has risen.

To be effective, an antivenom should be tailored to the snake. Each species produces a special blend of dozens of toxins. Even within a species, the venom can vary by region, age, diet and season.

Antivenoms are no match for this complexity. They are still made much as they were 130 years ago: A small amount of venom is pumped into a horse or camel, and the antibodies produced in response are harvested and bottled.

Each vial can cost 8,000 Kenyan shillings (about $62), and treatment may require five, 10 or even 50 vials depending on the amount of venom coursing through the body, a ruinous expense for many rural families.

In Mwingi, everyone knows someone who has been bitten. Beatrice’s ordeal has left emotional scars on the entire family, her father said, and he is more fearful now as he goes about his work.

Beatrice herself was more positive, despite her missing right index finger. In the year after the surgery, she has taught herself to write with the other fingers on her right hand.

“I will not be scared,” she said.

Antetokounmpo smiles and evolves in a season of challenges

As his teammates finished drills after the Milwaukee Bucks’ shootaround on Nov. 4 at Rocket Mortgage Fieldhouse in Cleveland, Giannis Antetokounmpo took a courtside seat.

With a smile on his face, he started a conversation. Given the state of his team at the time, Antetokounmpo did not have the disposition one might have expected.

Two days earlier, at home in Milwaukee, the Bucks had dropped their fifth consecutive game, on a jumper by Cavaliers guard Donovan Mitchell with 0.1 seconds remaining on a possession that nearly resulted in a Cavaliers turnover on two occasions. The Bucks were 1-5 as they headed to Cleveland to face the Cavaliers again, and Antetokounmpo was dealing with a right adductor strain.

Yet, with the team struggling to find its way and the strain forcing him to miss that night’s game, Antetokounmpo discussed a wide variety of topics. Throughout the conversation, he joked, the smile rarely leaving his face.

As he got up and headed toward the team bus, he answered the question that had yet gone unasked.

“Don’t start worrying yet,” Antetokounmpo said with a knowing smile.

With that reassuring message, Antetokounmpo left the building.

The Bucks lost hours later that night. After beating the Utah Jazz at home Nov. 7 to grab their second win of the season, the Bucks flew east and dropped their next game, to the New York Knicks. They followed that defeat with a 6-point home loss to the Boston Celtics to drop to 2-8.

Since that nadir, however, the Bucks have won 15 of their next 23 games, including the NBA Cup final over the Oklahoma City Thunder (although that game does not count toward their overall record). As of Sunday, they were ranked 16th in offensive rating and

10th in defensive rating. The Top 10 is where, before the season, Bucks coach Doc Rivers said elite teams should be. At 17-16 and fifth in the Eastern Conference, the Bucks are not yet back to title contender status, but they are in a much better place than they were to start the season.

So, back to that unasked question: How was it that, amid the outside panic about the Bucks’ horrendous start, Antetokounmpo managed to stay calm when earlier in his career he might have experienced that same panic about a poor start?

“You still do it. You still kind of buckle up. You still lock in a little bit more, but I believe in myself,” Antetokounmpo said after a Bucks win against the Orlando Magic in December. “I really do believe in myself. I do. I really do believe in my work that I put in. I believe in my mindset. I believe everything about myself. I really do.

“Good or bad. Win or lose, play well, play bad, I don’t care. I really believe in myself, and I believe in my abilities. I know this will not have been a season that we will be down. No, no, no. I knew we would turn it around because I know myself. I really know myself. When things go bad, people fall, I kind of get a little bit more — how can I say it — I have a little bit different edge about me.”

Antetokounmpo has been sidelined by injuries in each of the Bucks’ past two postseason appearances. Without him at full strength, the Bucks have been eliminated in the first round each of the past two seasons. He recently missed four games because of illness and back spasms, with the Bucks going 2-2. He has averaged 29.3 points and 12 rebounds in the three games since his return.

To try to stay healthy and remain dominant, Antetokounmpo needed to limit the physical beating he takes nightly. He needed to find a way to protect himself. He found that path by building a new shot profile and putting a greater emphasis on midrange jumpers.

After the Bucks’ first-round exit last season, Rivers made changes to the coaching staff he inherited when he took over as the coach in midseason. Those changes included parting ways with Josh Oppenheimer, who had overseen Antetokounmpo’s on-court player development work from 2013 to 2016 and again from 2020 to 2024.

With Oppenheimer out, Rivers turned to Vin Baker, a four-time NBA All-Star and a Bucks assistant since 2018, to oversee Antetokounmpo’s on-court training. On top of that, Antetokounmpo reached out to Mike Kalavros, one of Europe’s top player development coaches, who was working for the Greek club Olympiacos, to help refine his game. The Bucks have also brought in noted player development coach Drew Hanlen, who has worked with Jayson Tatum and Joel Embiid, to name a few, to work with Antetokounmpo. Asked to parse out who deserves credit for helping him improve his jumper, Antetokounmpo made it clear that not enough time had passed for such a question.

“Credit? It’s too early for credit, come on,” Antetokounmpo said. “Let’s play. Let’s win. Let’s win games. Let’s be successful.”

After a hellish start to the season, the Bucks have stabilized and put themselves in the mix for a home playoff series in the East. Antetokounmpo’s brilliance has helped spark that recovery.

“I have to be a threat, and I kind of want to evolve my game,” Antetokounmpo said.

“I want to expand my game. I want to get that different aspect within my game, and it’s been helping me, so I’m just going to continue to do it. This year, I try to focus on a lot of midrange, a lot of floaters, a lot of hooks, a lot of angles, footwork, plays within the elbow. It’s been helping me so far.”

Through his first 23 games, 32% of Antetokounmpo’s shots came in the midrange, with 16% of his shots, according to Cleaning the Glass, being long midrange jumpers, or 2-point attempts taken from more than 14 feet. It’s a frequency that Antetokounmpo has not approached since Jason Kidd was coaching Milwaukee in 2017-18. The greater focus on midrange shooting had also dropped his 3-point frequency to just 3.5% of his total shots.

Antetokounmpo is not just attempting these long midrange shots more often; he is also knocking them down at a career-best clip.

“What feels different? I have to. I have no choice,” Antetokounmpo said. “I have to shoot them. I have to shoot them with confidence. It makes my game easier because it allows me to become an outside threat. Guys are backing up; I have to shoot it.”

The defining trait of Antetokounmpo’s 12year NBA career has been his ability to improve year over year. Through a quarter of this season, the two-time MVP seems to have done it again, even amid significant changes around him.

Antetokounmpo is averaging a leagueleading 32.3 points to go with 11.6 rebounds and 5.9 assists. If he sustains those numbers for a full season, he would be the first player in NBA history to have that level of production in the three major categories.

Antetokounmpo is also shooting a careerbest 61.1% from the field. He is adding 1.1 blocks per game.

It is undeniably a season worth recognizing, but sometimes the attention given to Antetokounmpo’s greatness is not as intense as the panic when things are going poorly.

“I think maybe, at times, it gets a little bit frustrating because I compete. I do. I do. I improve,” Antetokounmpo said. “And I don’t get the recognition, I believe, sometimes as much as I should, which sometimes is frustrating.

“I’m like, am I doing my job? And then I look, I’m like, ‘Yeah, you’re doing your job. You’re improving. You’re putting the work in.’ Like, I really believe I’m the most consistent player in the league. From Year 6, 7, 8, 9, 10, 11, 12, every year.

“But OK, you don’t always get the recognition when you want it, but hopefully maybe one day, you get it.”
