Gov. Pedro Pierluisi Urrutia said on Thursday that out of deference to the President of the United States, Joseph “Joe” Biden, Jr., he will not comment on whether or not he should renounce the candidacy for the Democratic Party.
“President Biden is currently the Democratic Party candidate. He won by a wide margin in the party’s primary process. He has the delegates necessary to confirm his candidacy at the convention, but he can clearly make the decision to withdraw from the candidacy,” the governor said in response to questions from the press.
“I am not going to say anything beyond what I just said. The one who really has to make the decision is the president because he prevailed in the primary. But we have seen congressional leaders calling on him to reconsider his position. We have seen other leaders of the Democratic Party doing the same and I am not going to get ahead of myself. We will see what decision the president makes. I have the greatest deference and respect for him because he has behaved excellently with Puerto Rico. He has been a great president for Puerto Rico and as a Puerto Rican, the least I should give him is the space for him to make that decision and treat him with the deference and respect he deserves,” he added.
Regarding the future of the vote on Puerto Rico’s status and the Republican Party’s determination to eliminate language favoring statehood for the Island from its platform, Pierluisi Urrutia insisted on maintaining the claim.
“We will see what happens at the electoral level in the
United States. Let us not get ahead of ourselves. We have to continue making our demands. It does not matter who is in charge of the federal government. It does not matter who is in charge of the federal government, it does not matter who is in charge of the United States Congress. This fight is a worthy fight, it is a fight that will not expire until the colony is over. The status we have is shameful and we have to raise our voice through the vote,” he said.

he member of the Natural Resources Committee of the U.S. House of Representatives Raúl Grijalva celebrated the beginning of the installation of the
primary systems of solar panels and batteries financed by the Puerto Rico Energy Resilience Fund (PR-ERF).
The announcement was made by the Department Energy of the U.S. Jennifer Granholm, during her visit to Puerto Rico and her meeting with Gov.Pedro Pierluisi Urrutia.
“Today marks the beginning of the future of more reliable and resilient energy for hundreds of thousands of families in Puerto Rico,” said Grijalva in a written statement.
“The installation of new systems of solar panels and batteries will give energy security to low-income families and disabled people, alleviating the pressure on the electrical grid, especially in hurricane season,” he added.

Governor Pedro Rafael Pierluisi Urrutia on Thursday told the management of Suiza Dairy to stop blaming the Government of Puerto Rico for the economic situation they face.
“The secretary (of Agriculture, Ramón González Beiró) has been clear at all times. That lawsuit that they have now brought to light is a lawsuit that ended several years ago, many years ago. Don’t come with that excuse now. The decision is made by the company for whatever reasons. The company closed the facility, that is a decision of a private entity. I respect the private sector, but don’t let them come and blame the government,” the governor said to questions from the press.
“The government has been taking action on this matter. They closed the facility and what we have done is coordinate so that there is no shortage of product, so that there is no shortage of fresh milk in Puerto Rico. And that has been the case. And I am sure that the Secretary of Agriculture will
LUMA insists transformer removal will not impact Maunabo
By The STAR STAFF
The president of LUMA Energy, Juan Saca, sent a letter on Wednesday to Maunabo Mayor Ángel Omar Lafuente, insisting that the transformer located in the Talante neighborhood power substation is stored onsite and is not supplying power to the municipality and surrounding areas.
“Given the urgency of the situation, I very respectfully request and inform you that our work teams must have unrestricted access to the switch yard of the Maunabo Pueblo substation and the disused transformer that is stored there to prepare it as soon as possible for its transfer to the Useras substation in Santa Isabel,” Saca emphasized in his letter.
The mayor has been blocking access to the facility for fear LUMA’s action could leave Maunabo without power.
“We reiterated in our conversation last Monday, July 15, that the replacement transformer located at the Maunabo
TC substation, which has been the focus of recent attention, is not connected to any equipment of the Transmission and Distribution System. Therefore, it does not affect any client; it is unnecessary to supply the service to the municipality of Maunabo or any other surrounding area. However, this transformer is essential in the southern area of Puerto Rico, specifically for the municipalities of Santa Isabel, Coamo, and Aibonito, since it will significantly improve the reliability of the service for thousands of Puerto Ricans in that region,” he added.
“We appreciate the opportunity to work with the mayor to reaffirm the transformer storage status and share our pre-existing plans to improve service to his community and neighboring towns. The planned work we will do in Maunabo and area towns is similar to what is being carried out in other communities throughout Puerto Rico. It is part of LUMA’s efforts throughout the island to improve the reliability and resilience of electric service in the long
continue to take measures while that plant is not in operation. But don’t let them come to blame or justify based on a lawsuit that dates back years, which has already ended. If they really have financial problems, then let them be taken care of. And if the financial problems reach the point that they have to close their facilities, then they should speak clearly, but they should not blame someone who has no responsibility in this,” he added.
The directors of Suiza Dairy have expressed that part of their financial problems respond to an alleged failure by the Department of Agriculture and the Milk Industry Regulation Office (ORIL) to a federal lawsuit in which, among other things, they established fresh milk prices. Suiza filed a contempt motion against the government entities in which, among other matters, they demanded the disbursement of millions of dollars owed.
The company also maintains a strike conflict that has lasted more than 30 days and keeps its facilities in Rio Piedras, San Juan, closed.

The Republican National Convention ended Thursday in the state of Wisconsin and William Villafañe, candidate for Resident Commissioner in Washington was bit present which showed his political ambivalence of the senator, according to Ada Álvarez Conde y Gabriel López Arrieta, Popular Democratic Party (PDP) candidates for Senate and House respectively.
“Villafañe has publicly admitted that he is a Republican, but on several occasions he has wobbled on whether or not he would support former President Donald Trump,” said Álvarez Conde. “We demand to know his position. The Republicans di work with him because he is anti-Trump and the Democrats don’t work with him because he is Republican. This
wobbling presents a big problem. Villafañe should say who he goes with and how he is going to work in Washington.”
For López Arrieta, the problem that Villafañe representa for Puerto Rico in the federal capital contrasts completely with the relationship with Washington of Pablo José Hernández Rivera, PDP candidate for resident commissioner. “While Villafañe doesn’t go to the Republican Convention, Pablo José is an official delegate for the (Democratic) Convention,” said López Arrieta.
The PDP candidate for Washington, who has worked and lived in the federal capital for five years knows from the inside how Congress works, she said.
“In just a few months, Pablo José has met seven times with the Democratic leader Hakeem Jeffries”, añadió López Arrieta.

Governor Pedro Rafael Pierluisi Urrutia participated on Thursday in the inauguration of one of two hangars of the Modern Aviation company that began operations at the Fernando Luis Ribas Dominicci Airport, on Isla Grande.
“Puerto Rico continues steadily towards progress with impressive capital investments, both from the public and private sectors, that are positively impacting all sectors of our economy. With these new hangars and their important expansions, Modern Aviation builds on the great achievements in the tourism and private aviation industry that we have seen in recent years and joins multiple companies that are betting on the potential of Puerto Rico and its people. These new facilities bring multiple benefits to our economy and promote our vision of progress for the Island,” said the first executive, about the project that adds over 48 thousand square feet of hangar space on Isla Grande, after a private capital investment from 17 million dollars.
During the activity, in which the executive director of the Ports Authority (APPR), Joel Pizá-Batiz, also participated, the importance of the project was emphasized, which reaffirms the governor’s public policy of maximizing, reinforcing and expanding infrastructure airport and the services offered.

The Puerto Rico Sales Tax Financing Corporation (COFINA in Spanish) has settled a $12.6 million claim with the U.S. Internal Revenue Service (IRS), ending a dispute that began in 2017.
The information is contained in a July 17 court order from COFINA’s Title III bankruptcy case, which ended in 2019, without resolving the claim with the IRS.
According to a July 12 stipulation, the IRS agreed to withdraw its claim. However, the IRS, which has been auditing COFINA’s tax filings related to some of its bonds, said it will continue with the audit.
The federal agency said it will pay COFINA the amount as has been agreed to by the IRS and COFINA in settlement of the audit before closing the audit, according to the order.
Under former sections of the U.S. Internal Revenue Code of 1986, COFINA was permitted to issue Build America Bonds (BABs) during 2009 and 2010. Under applicable Tax Code sections, holders of BABs are entitled to a tax credit equal to 35 percent of the interest payable by the issuer of the BABs. In lieu of bondholders receiving a tax credit, however, the Tax Code permitted issuers of BABs such as COFINA to instead elect to receive with respect to each interest payment date a direct subsidy payment from the Internal Revenue Service (the IRS) equal to 35 percent of the interest payable to the holder under that BAB for that date. Similarly, the Tax Code permitted COFINA to issue recovery zone economic development bonds (RZEDBs) during 2009 and 2010. RZEDBs were similar to BABs except that the IRS’s direct subsidy payments were established at 45 percent of the interest payable, rather than 35 percent.
new hangars which help us maximize our resources and assets while strengthening our airport infrastructure. This new project contributes to the growth of our Isla Grande airport while satisfying the growing demand for aircraft storage. “We recognize Modern Aviation’s commitment to Puerto Rico and its economic development.”
Isla Grande is one of the most important regional airports, where over 30 thousand passengers transit each year, including routes with connectivity to Vieques and Culebra. For this reason, during the administration of Governor Pierluisi, significant improvements have been made, among them, in the visual aids for air navigation, the remodeling of the passenger terminal building and replacement of the roof, the resurfacing of the access road to the airport and the acquisition of a new emergency generator. Additionally, after more than 10 years without allocating the necessary funds for the repair of the runway, the Pierluisi administration is in the process of investing more than $28 million in work for these purposes, which will extend its service capacity for the next 30 years. .
On June 30, 2010, COFINA issued both BABs and RZEDBs and elected to treat those bonds as direct payment bonds. For each interest payment date on the BABs, through and including February 1, 2019, COFINA submitted the request for the direct payment, and the IRS made all requested payments except for the February 1, 2019 payment. For each interest payment date on the RZEDBs, COFINA submitted the request for the direct payment, but the IRS ceased making payments to COFINA beginning with the May 1, 2018 payment.
After the commencement of COFINA’s Title III Case on May 5, 2017, the Title III Court ordered Bank of New York Mellon, as trustee, to hold the pledged sales taxes used to pay interest on the bonds and not pay them to the COFINA bondholders, including holders of the COFINA BABs and RZEDBs. As a result, throughout the pendency of COFINA’sTitle III Case, all required interest payments, including with respect to the BABs and RZEDBs, were deposited by the Corporation into the appropriate BNYM accounts.

Attorney Ivonne Lozada, candidate for the Senate for District 1 of San Juan, Aguas Buenas, and Guaynabo on the Popular Democratic Party (PPD) ticket, criticized New Progressive Party gubernatorial candidate Jennifer Gonzalez for supporting former President Donald Trump.
“It is unusual for gubernatorial candidate, Jennifer González, to endorse Donald Trump so blatantly. The current convict showed during his presidency the hatred and contempt that he feels for Puerto Rico and Puerto Ricans,” she said.
The legislative affairs expert also pointed out that after Hurricane Maria, Trump “behaved in a cruel and inhumane manner, even paralyzing aid, which had already been approved, for the recovery of the island. He mocked the thousands of Puerto Ricans who died as a result of the hurricane catastrophe and suggested that the death toll was a lie and a
strategy by Democrats to make him look bad.”
Lozada also stated that Trump’s greatest success has been to divide the world with hate speech and intolerance towards the LGBTTQIA+ community, against immigrants, against women’s rights, against Afro-descendant communities, against everything that does not fit within the discourse of so-called white nationalism, which he summarized under the motto “Make America great again.”
“The support of Jennifer González and the New Progressive Party (NPP) for Donald Trump for a new term as president of the United States represents a pathetic act of cowardice and a humiliation of statesmen who know that Trump not only despises them, but Not that he has mockingly told them to their faces that he does not support statehood for Puerto Rico, that we are a nuisance to him and that he would even prefer to sell us to another foreign country,” Lozada added.
“Worse than an embarrassment, Trump is perhaps the worst threat to peace and the protection of human rights that
Puerto Rico, the United States and the world could ever have imagined. For Puerto Ricans to support Trump is to poke a finger into the wound of thousands of Puerto Rican families who lost families, jobs and their homes while he mocked human pain. While the world watches, Puerto Rico neither forgives nor forgets,” she concluded. The San

When Donald Trump ran for president in 2016, he vowed to build a wall to seal the border and keep criminals from entering the country. This campaign season, his immigration agenda has a new focus: a mass deportation program unlike anything the country has seen.
His party’s platform, ratified at the Republican convention in Milwaukee, promises the “largest deportation effort in American history,” and immigration was the theme of Tuesday’s gathering.
What would it take to deport millions of people? Is it even possible?
How many immigrants are in the country illegally?
There were 11 million immigrants living in the United States without legal permission in 2022, according to the latest government estimates, and more than 8 of 10 have been in the country for more than a decade. Trump said during the debate last month that there were 18 million, which is unsubstantiated.
Fleeing political and economic turmoil, migrants from countries like Venezuela have crossed the border in record numbers during the Biden administration.
Who would be targeted for deportation, and how easy would it be to remove them?
Trump and the Republican platform have made broad declarations but thus far offered scant details about their intended operation.
The former president has suggested that any immigrant lacking legal status is subject to removal.
The party platform states that “the most dangerous criminals” would be prioritized.
It also said: “The Republican Party is committed to sending illegal aliens back home and removing those who have violated our laws.”
The consensus among immigration experts and former homeland security officials is that logistical, legal, bureaucratic and cost barriers would make it virtually impossible to carry out the mass deportations Trump seeks in the span of a four-year presidential term.
“Even if he had a Congress willing to enact dramatic statutory reforms and appropriate the tens of billions required, there is no way such a system could be fully functional within a four-year period,” said John Sandweg, a homeland security official in the Obama administration.
What other obstacles would there be?
Immigrants who have lived in the country for years have legal protection and the right to due process.
Those who have entered the country unlawfully in recent years have been processed at the border and then released with orders to appear in court for deportation hearings. While their cases are winding through the immigration court, which typically takes several more years, they have the right to remain in the United States.
“Trump would need to triple the size of the immigration court to achieve anywhere near the numbers he is talking about,” said Sandweg. “Even then, he would need funding to build new courthouses, hire support staff and train judges.”
Decades of underfunding and a vast number of asylum claims have exacerbated backlogs.
“An individual must be issued a deportation order; a president couldn’t just override that,” said Janet Napolitano, Homeland Security secretary during the Obama administration. “You would need a change in the law, and Congress would have to be an active partner in this.”
Are there enough personnel, facilities, planes and other transport for a deportation operation?
During the Trump administration, there were some 936,000 deportations, according to official data. As of February, about 340,000 people had been removed by the Biden administration.
To identify and arrest millions of people in the interior of the country would require tens of thousands more immigration agents, said Napolitano.
Trump has said he would enlist the National Guard and other resources in the military to execute his plan.
Local law enforcement could be deputized to identify people without legal status and turn them over to Immigration and Customs Enforcement, which has happened in the past in some localities.
But Chicago, Denver, Los Angeles and Philadelphia are just a few cities that refuse to collaborate with ICE, out of concern such cooperation would promote racial profiling and land immigrants who have committed minor offenses, such as traffic violations, in deportation proceedings.
“You’ll have areas that don’t want to have anything to do with it,” said Michael Neifach, a border security expert who was principal legal adviser to Immigration and Customs Enforcement during the George W. Bush administration.
Every potential deportee is held in a
detention facility, and in the current fiscal year, Congress funded the detention of 41,500 immigrants daily at a cost of $3.4 billion, which would need to increase exponentially.
Where is there room for Trump to accelerate the pace of removals?
Another Trump administration could speed up deportations by terminating programs that the Biden administration has introduced.
For example, since 2022, some 500,000 people from Cuba, Haiti, Nicaragua and Venezuela have been allowed to fly to the United States and live and work for two years, provided they have a financial sponsor. Biden has also allowed nearly 700,000 migrants who make an appointment on a mobile app to cross the border through an official port of entry and receive work permits.
“Trump could flick the switch and revoke it,” said Neifach. But, he added, many of the migrants could make asylum claims and become part of the clogged courts. Would there be any exceptions among the deportees?
Trump has not addressed whether he would exercise any discretion, or make any exceptions.
More than 1 million Americans are married to a person without legal status, and a large share of immigrants have children who are U.S. citizens.
“When you are talking those kinds of numbers and law enforcement presence, you have to think at the end — what does that do to the atmosphere in the country?” said Napolitano, the former Homeland Security secretary.

Republican senators, including a member of the Senate’s leadership, accosted the director of the Secret Service in a suite at the Republican National Convention on Wednesday night, demanding that she resign or provide a full explanation for the security lapses that led to the near-miss assassination attempt against former President Donald Trump.
Sen. John Barrasso of Wyoming, the third-ranking Senate Republican, and Sen. Marsha Blackburn of Tennessee aggressively confronted the agency’s director, Kimberly Cheatle, at Fiserv Forum in Milwaukee. A staff member for one of the senators videotaped the confrontation and sent it to a reporter.
The video, which Blackburn also posted on social media, shows Barrasso berating Cheatle over why Trump was allowed to go onstage for his Saturday evening rally in Butler, Pennsylvania, when authorities had already identified as suspicious a man who turned out to be the shooter, Thomas Matthew Crooks.
“You put him within less than an inch of his life,” Barrasso said to Cheatle, almost yelling. “So resignation or full explanation.” Cheatle declined to answer their questions and instead walked out of the suite. Barrasso and Blackburn followed her down a corridor inside the arena and up a flight of stairs, continuing to yell questions at her and telling her she owed them answers. Cheatle is in Milwaukee as the senior security official at the
event. The Republican National Convention is a “national special security event,” the highest threat profile given by the federal government, because of its size and scope. Both Trump and his running mate, JD Vance, are under Secret Service protection.
In a joint interview after the encounter, Barrasso and Blackburn said they had been on a briefing call with Cheatle and FBI Director Christopher Wray earlier Wednesday. The senators complained that they had been waiting in the queue for questions

when the call ended and said the briefing had been inadequate.
“We were trying to get to the root of what had happened, how the shooter was on the roof by himself and able to get off the shots,” Barrasso said. He dismissed the briefing as a “coveryour-ass call.”
Both senators said that when they heard that Cheatle was in the arena, they decided to confront her. Barrasso said that they were joined by Sens. James Lankford of Oklahoma and Kevin Cramer of North Dakota.
Anthony Guglielmi, a spokesperson for the Secret Service, did not directly respond to questions about the incident. But he issued a statement saying that “continuity of operations is paramount during a critical incident” and that Cheatle “has no intentions to step down.”
“She deeply respects members of Congress,” Guglielmi continued, “and is fiercely committed to transparency in leading the Secret Service through the internal investigation and strengthening the agency through lessons learned in these important internal and external reviews.”
Interviewed inside the convention arena, Barrasso said that he and Blackburn only gave up their pursuit of Cheatle after she fled into a restroom. “She ran up a flight of steps, and we were up with her,” he said. “And it looked like she then went into a ladies’ room and her own security closed the door and blocked the door.”

Elon Musk said Tuesday that he would move the headquarters of two of his businesses, social media platform X and rocket manufacturer SpaceX, to Texas, escalating an increasingly contentious fight with California.
Musk blamed a California law, signed Monday by Gov. Gavin Newsom, a Democrat, that bars school districts from requiring teachers to notify parents if their children change their gender identification. Musk called the law “the final straw” and said he had warned Newsom that such legislation would “force families and companies to leave California to protect their children.”
Musk said SpaceX would move its headquarters from Hawthorne, California, to its Starbase facility in Boca Chica, Texas. X, which is based in San Francisco, will move to Austin. SpaceX, X and Musk did not immediately respond to requests for comment. Newsom’s office responded by pointing to a Tuesday post on X in which he implied that Musk was pandering to Donald Trump. Musk endorsed the former president Saturday.
Musk has long had a love-hate relationship with California, chafing at what he says is overzealous government intervention in the state. He previously moved the headquarters of his electric car company, Tesla, from Palo Alto, California, to Austin in the wake of the Bay Area’s coronavirus lockdowns in 2020. Musk called restrictions that made Tesla’s factory in Fremont, California, shut down “fascist.”
He has also criticized the state for being slow to innovate and delaying civil improvement projects by overregulating. And he has said crime and drug use in San Francisco has
made it difficult for him to come and go unencumbered from X’s office. He has sparred with local politicians and said the city has fallen into a “doom loop.”
But he has been hesitant to abandon California entirely, continuing to tap Silicon Valley and its technical talent for his artificial intelligence and engineering efforts.
Texas has no state income tax or capital gains tax, making it an attractive home for high earners like Musk and some of his employees. The governor’s office there did not immediately respond to a request for comment.
Still, moving the headquarters will have limited impact on the underlying financials of Musk’s companies, said Eric Talley, a corporate law and governance professor at Columbia Law School.
“The optics of this whole thing is that Mr. Musk is making this announcement as kind of a protest statement, something that has nothing to do with corporate law,” Talley said. “I would be surprised if either SpaceX or X ends up completely evacuating the state.”
Musk has been outspoken on transgender issues. He has complained online, posting on X in 2020 that “pronouns suck.” He has instructed employees who police hate speech on the platform to consider “cisgender,” a word that refers to people who are not transgender, a slur, he said in a post on X.
In 2022, one of Musk’s children filed paperwork to officially change her name and gender. According to Musk’s biographer, Walter Isaacson, she had tried to hide her gender identity from her father, but he found out from another member of the family. On paperwork related to her name change, the daughter wrote, “I no longer live with or wish to be related to
Starship, a nearly 400-foot reusable rocket, docked at SpaceX’s facility in Boca Chica, Texas, on Feb. 21, 2024. my biological father in any way, shape or form.”
The new California law is intended to protect transgender children from being outed to their parents. Several school boards in California have enacted policies that require school employees to inform parents if their child moves to change their name or gender identity, but the new law would prevent that.
Tennessee and North Carolina have enacted similar policies mandating that teachers inform parents as part of a “parental rights” movement backed by national conservative organizations.
In addition to avoiding California laws by threatening to move some of his companies’ physical headquarters to Texas, Musk has worked to remove his firms from the legal oversight of Delaware courts. While many of his companies, including SpaceX, Tesla and X, have had physical headquarters in California, the businesses claimed Delaware, a state that corporations typically choose for its tax system and business-friendly courts, as their official legal home.
Tesla was sued in a Delaware court over Musk’s pay package as the carmaker’s chief executive. In January, a Delaware judge voided the compensation package, saying it was excessive. Tesla shareholders responded by approving the package, valued at roughly $46.5 billion, and moving the company’s legal home to Texas.
U.S. stocks tumbled on Thursday, reversing early gains as investors continued to rotate away from high-priced megacap growth stocks and secondquarter earnings season gathered steam.
All three major U.S. stock indexes suffered losses, and the blue-chip Dow fell the most, halting a series of consecutive record closing highs.
The sell-off resumed a day after the Nasdaq posted its biggest one-day drop since December 2022 and the chip sector suffered its largest daily percentage plunge since the pandemic-related shutdown panic of March 2020.
But anxiety remained elevated. The CBOE Market Volatility index, often called the “fear index,” touched its highest level since early May.
“What’s different from yesterday is you did see money going into other sectors ... but today it’s a pretty broad selloff,” said Tim Ghriskey, senior portfolio strategist at Ingalls & Snyder in New York.
The Russell 2000 fell for the second day in a row after an apparent rotation into smallcaps sent the index soaring 11.5% in its most robust five-day gain since April 2020.
“Over the last two weeks we’ve seen a rotation into other sectors including midcaps and smallcaps, which have been huge laggards,” Ghriskey added. “But today it’s reversing. The market is flailing around trying to find a direction.”
“Investors (are) just pulling back and saying ‘we’re going to cash out now, it’s been a great run.’ They’re unsure what’s going to happen in terms of politics,” Ghriskey said.
In economic news, initial jobless claims data landed above analysts’ estimates, providing further evidence that the labor market is softening. This is a necessary step toward putting inflation on a sustainable downward path, according to the U.S. Federal Reserve.
The Dow Jones Industrial Average fell 533.06 points, or 1.29%, to 40,665.02, the S&P 500 lost 43.68 points, or 0.78%, to 5,544.59 and the Nasdaq Composite dropped 125.70 points, or 0.7%, to 17,871.22.
Of the 11 major sectors in the S&P 500, healthcare stocks suffered the largest percentage decline, while energy stocks were the sole gainers.
Domino’s Pizza tumbled 13.6% after falling short of estimates for quarterly same-store sales.
Homebuilder D.R. Horton beat profit estimates and delivered more new homes than expected, but tightened its annual forecast. Its shares jumped 10.1%.
The move also lifted the Philadelphia SE Housing index to a record high.
Warner Bros Discovery jumped 2.4% following a report that the company had discussed a plan to split its digital streaming and studio businesses from its legacy TV networks.
Streaming pioneer Netflix lost ground in extended trading after posting quarterly results.
Declining issues outnumbered advancing ones on the NYSE by a 3.43-to-1 ratio; on Nasdaq, a 3.49-to-1 ratio
favored decliners.
The S&P 500 posted 76 new 52-week highs and two new lows; the Nasdaq Composite recorded 160 new highs and 56 new lows.
Volume on U.S. exchanges was 12.14 billion shares, compared with the 11.8-billion average for the full session over the last 20 trading days.

Ukrainian troops have lost a hard-won position on the eastern bank of the Dnieper River, near the southern city of Kherson, after months of bloody fighting to hold on to a piece of land in what some Ukrainian soldiers and military analysts have described as a futile operation.
The Ukrainian military said Wednesday night that fighting continued on the eastern bank but that most of the main positions in the village of Krynky, where its troops had gained a foothold, “were destroyed by intense, combined and prolonged enemy fire.” The statement came after several Ukrainian news media outlets reported that Ukrainian forces had withdrawn from the village, which now lies in ruins.
The operation to establish a bridgehead on the Russian-controlled eastern bank of the Dnieper had been controversial from the start. Launched last fall, it was seen as an attempt to open a new front in the south that would disrupt Moscow’s logistics and tie down its troops in the area. But military analysts warned that the operation, which consisted of dangerous river crossings, was vulnerable in its logistics and unlikely to lead to rapid breakthroughs.
Ukrainian gains were limited to small pieces of land near the river, of which Krynky was the most notable.
As fighting to secure the position dragged on for months, Ukrainian soldiers involved in the operation complained that it was brutal and senseless. Soldiers crossing the river on boats were easy targets for Russian drones and mortars. Once they landed on the eastern bank, they had nowhere to hide because the bombed-out terrain had been reduced to a mass of mud and flattened houses.
“From a military point of view, I find it difficult to find some grounds for this operation,” said Emil Kastehelmi, a military analyst with the Finland-based Black Bird Group. “Whatever the initial goals of the operation were, they have most likely not been met.”
The Dnieper River divides the two

armies in the south. Ukraine has controlled the western bank since the fall of 2022, when a successful counteroffensive drove the Russians out of the city of Kherson and pushed them across the river.
Ukrainian assaults on the eastern bank began about a year later. They were initially shrouded in secrecy, with small groups of soldiers harassing Russian forces in night raids, arriving from small boats at various points along the meandering river.
Officials remained tight-lipped about the fierce fighting until last November, when they announced that their troops had seized a sliver of land on the Russiancontrolled bank, including Krynky. One of the goals of the operation appeared
to draw Russian troops to the area and prevent them from being dispatched to other parts of the front where Moscow was on the offensive, such as in the east.
Oleksandr Kovalenko, a Ukrainian military analyst, said that Russia had concentrated tens of thousands of troops in the area to repel Ukrainian attacks.
“Let’s imagine that this resource of 30,000 to 40,000 soldiers appeared in the Belgorod region, supplementing the northern troop groups,” he said, referring to Russia’s recent offensive in northeastern Ukraine. “Would the Russians then have been able to capture Vovchansk and
Lyptsi completely? Yes.”
Vovchansk and Lyptsi are two towns in the north where fierce fighting has raged but which Russia has been unable to capture.
But holding on to Krynky also cost Ukraine many lives. Ukrainian soldiers said they were stuck for days in muddy terrain with little to no cover from Russian artillery, drones and airstrikes.
An article published Wednesday by Slidstvo Info, an investigative Ukrainian news outlet, reported that at least 1,000 Ukrainian soldiers have been killed on the eastern bank or are missing. That figure could not be independently confirmed.
By winter, with casualties mounting and Ukraine failing to expand its presence on the eastern bank, Kastehelmi, of the Black Bird Group, said the operation had become “more politically motivated,” with the goal of showing that Ukraine could still be on the offensive, as doubts increased among Western allies that Ukraine could win the war.
Kastehelmi said Ukraine did not have the resources to sustain such an attritional fight for months. “It’s a fair question to ask if the operation should have been ended faster and if Ukrainian brigades could have been better used in other areas,” he said.

President Javier Milei of Argentina is a Catholic who leads Pope Francis’ native country.
He also regularly studies the Torah, attends Shabbat dinner and has said that perhaps his most important adviser is his rabbi.
Over the past several years, Milei has taken an intense and, among most world leaders, unusual interest in Judaism.
He has posted Hebrew verses from the Torah on social media, traveled internationally to meet rabbis, called Moses an inspiration and said that, if it were not for the challenges of observing the Jewish Sabbath while serving as president, he would convert to Judaism.
His growing devotion to the Jewish faith has also begun to inform Argentine policy.
The nation has become Latin America’s fiercest defender of Israel, declaring Hamas, the Palestinian militant group, a terrorist organization. Milei has pledged to move Argentina’s embassy in Israel to Jerusalem. And he has appointed his personal rabbi, Shimon Axel Wahnish, as Argentina’s ambassador to Israel.
He has also promised renewed efforts to seek justice for the 85 victims of the 1994 bombing of a Jewish community center in Buenos Aires, Argentina. The 30th anniversary of that attack is Thursday.
“We’re not here to do more of the same. We’re here to propose a break from what various governments have done” in response to the bombing, Milei said Wednesday night at a memorial event in Buenos Aires.
The attack has long been an open wound for Argentina’s Jewish community because no one has ever been held legally responsible for it.
Argentine courts have found that Iran was behind the attack and that the Lebanese militant group Hezbollah executed it. The courts named specific people, but the suspects have remained at large despite Interpol arrest notices. Argentine courts and the Inter-American Court of Human Rights have also found that past Argentine officials hindered investigations into the bombing.
In April, when a top court in Argentina reaffirmed the earlier findings on Iran’s role, Milei’s office hailed the decision, saying it “brought an end to decades of delays and cover-ups.”
Milei’s increasing connection to Judaism as the leader of an overwhelmingly Christian nation reflects his unorthodox approach to politics, which helped carry him to the presidency last year.
Milei was elected after telling Argentines that they must withstand more pain to fix the nation’s economic crisis. And while that so far has proved true — the pain part, anyway, with poverty soaring and the Argentine peso collapsing — his approval rates have remained high, around 50%.
Milei has even suggested that Judaism might deliver the answers to solving Argentina’s economic mess. “The rabbi who helps me study says that I should read the Torah from the perspective of economic analysis,” he told El País last year.
Argentines have become inured to economic turmoil, but they are not as accustomed to a leader who appears to have a stronger connection to Judaism than to Christianity, the faith that nearly 80% of the country says it follows.
Carlos Menem, Argentina’s president from 1989 to 1999, was raised Muslim but converted to Catholicism as he entered Argentine politics. Milei was raised Catholic but has called Francis an “imbecile” and a “dirty leftist.” He later apologized.
In April, while receiving the “ambassador of light” award at a Hasidic synagogue near Miami, Milei said that he had gotten his “Jewish values” from a grandfather who, shortly before death, discovered he was Jewish.
Argentina, a nation of 46 million, has the largest Jewish population in Latin America, with about 200,000 people in the country identifying as Jewish. Arriving in waves of immigration that began at the end of the 19th century, many sought refuge during World War II. Argentina also became a haven for fugitive Nazis.
Milei’s embrace of Judaism has been met with mixed reaction from Argentina’s Jewish community.
Rabbi Daniel Avruj, who leads a Conservative synagogue in Buenos Aires, said that Milei was a welcome change. When terrorists bombed the Israeli Embassy in Buenos Aires in 1992 and the Jewish community center two years later, he said, “there was no president who wanted to talk about Judaism and Moses.”
He said Milei’s defense of Israel after the Hamas attack on Oct. 7 has made him “proud — not as a Jew, but as an Argentine.”
Some other Jewish Argentines disagree. The head of the Anne Frank museum in Buenos Aires has publicly worried that Milei’s criticism of Hamas could again make Argentina a target. Hamas said Argentina designated the group as terrorists to justify “genocide and ethnic cleansing” in the Gaza Strip.
Others note that Milei has aligned himself with a particularly Orthodox sector of Judaism. In his first trip abroad as president-elect last year, he went to New York to visit the tomb of Rabbi Menachem Mendel Schneerson, an influential Hasidic leader known as the Rebbe.
And some accuse Milei of becoming interested in Judaism because he sees himself in the image of Moses as a liberator of the oppressed.
On Thursday, Milei planned to attend a memorial service for the 30th anniversary of the bombing of the community center, the Asociación Mutual Israelita Argentina, or AMIA, where a siren will sound at the same time that the attack occurred.

In November 2022, after the Republicans’ lackluster showing in the midterms, I wrote a column titled “Donald Trump Is Finally Finished.” I keep a printed copy on my desk as a humbling reminder of how wrong I can be.
How did Trump go from a disgraced has-been — even Fox News’ Laura Ingraham implied he was putting his “own grudges ahead of what’s good for the country” — to the man of destiny he had become even before he dodged that bullet Saturday?
A simple explanation goes something like this: The GOP ceased to be a normal political party in 2016 and became a cult of personality, less interested in winning elections than in burnishing the savior-victim myth of its charismatic leader. As a cult, the party could never realistically allow any other Republican to successfully challenge Trump for the nomination. And as a nominee, Trump would only gain strength once the extent of President Joe Biden’s mental decline became obvious.
But this analysis, true to a point, falls short in at least three respects. It doesn’t give Trump the political credit he deserves. It fails to reckon with the Biden administration’s political blunders. And it reduces the Democrats’ problem to a Biden problem. Their problem is bigger than that.
First, Trump. Just as Barack Obama knew that he stood for hope, Trump knows that he stands for defiance. Defiance of what, or whom? Of the gatekeepers to cultural respectability in today’s America. And who, in the minds of Trump supporters, are they?
They are the reporters who said it was a “conspiracy theory” to suggest COVID emerged from a Chinese lab. Or the academic deans who insist every job applicant write diversity, equity and inclusion statements and refuse to hire those who criticize them. Or the do-gooders who charge that Americans who want better control of the southern border are motivated by racism. Or the pundits who say, as one NBC contributor put it in 2016, that “100% of Trump voters are deplorable.” Or the journalists who claimed that “inflation is good for you.”
There is nobody in America whom the gatekeepers hate more than Trump. Ergo, there is nobody in America whom the haters of the gatekeepers love more than Trump. In his every beyond-the-pale, can-you-believe-he-said-that utterance, he signals his contempt for liberal pieties, his willingness to take the left’s slings and arrows, his willingness to be hated.
In MAGA world, all this translates into a picture of strength and a form of incorruptibility. Whatever else Trump stands for, he’s the sort of man who won’t be seduced into wanting to be loved by anyone.
Then there were Biden’s political blunders. One is obvious: He betrayed his implicit promise to be a one-term, transitional president. Had he stuck to it, he would have been spared the humiliation of last month’s debate, and Democrats would not be the dispirited and divided party that they are today.
graver danger to democracy than, say, whether hush-money payments to Stormy Daniels constituted a campaign finance violation.
“If his name was not Donald Trump, and if he wasn’t running for president — I’m the former AG in New York; I’m telling you that case would’ve never been brought,” Andrew Cuomo told Bill Maher last month. “And that’s what is offensive to people. And it should be. Because if there’s anything left, it’s belief in the justice system.”
Finally, the Democratic Party itself, which keeps insisting it’s morning in America when poll after poll shows a country that thinks it’s darkness at noon. On the eve of the pandemic in 2020, 45% of Americans were satisfied with the way things were going, according to Gallup, the highest percentage in 15 years. Now it’s 21%. That gap alone explains why Trump looks to be on his way to victory.
But Biden’s bigger blunder was the betrayal of his promise, made in his inaugural address, to end “this uncivil war that pits red against blue.” In September 2022, he delivered a blistering speech against “MAGA Republicans” whom he accused of threatening “the very foundations of our Republic.” But did he mean the Proud Boys who stormed the Capitol on Jan. 6 — or those who were “MAGA Republicans” mainly by virtue of voting for Trump?
It wasn’t clear. A speech that should have distinguished the two wound up conflating them. It cast tens of millions of Americans as if they were enemies of democracy itself.
More foolish was the effort of Democrats to try to “defend democracy” by seeking to kick Trump’s name off ballots — a fine instance of destroying the village in order to save it — while pursuing Trump in court. Whatever the respective merits of the many cases against him, the bald effort to embarrass, paralyze and ultimately criminalize a political opponent smacked, to millions of Americans, as a much
It’s a fact of politics that the demagogue’s success rests less in outright lying than it does in speaking in half-truths. So long as Democrats persist in seeing nothing of Trump but his lies and outrages, they’ll miss what makes him strong. And so long as they fail to recognize their own mistakes, they may be unable to avoid the real disaster coming their way.

Many directors fall in love with scary movies through late-night cable binges or with friends at a drive-in. Osgood Perkins had a leg up: His father was the actor Anthony Perkins, a Hollywood heavyweight and the star of “Psycho,” Alfred Hitchcock’s 1960 horror movie game changer.
“My father was absent, more oblique and abstract but a movie star, a public figure, an icon,” said Perkins, 50, in a recent interview over video. “Something very big lived with me.”
The younger Perkins said his father, who died of AIDS at 60 in 1992, was a spirit guide as he made his new horror movie “Longlegs,” starring Nicolas Cage as a fiendish clown-looking evildoer who vexes a green FBI agent, played by Maika Monroe, via handmade evilsummoning dolls.
What would Perkins’ father have thought of the film, now in theaters?
“He probably would havw really dug it,” he said.
Perkins talked about what inspired “Longlegs” and working with the chameleonic Cage. The interview has been edited and condensed.
Q: Where did the idea for “Longlegs” originate?
A: I decided to hitch my star to one of the greatest pictures ever made. The idea became how to play with the left hand a “Silence of the Lambs” movie, while lying in wait with the right hand. It started as a crossword puzzle way of thinking.
Q: At the heart of the film is a motherdaughter relationship.
A: The real issue in the movie is a mother’s decision to create the ultimate protective womb around her kid. She goes to pretty grisly lengths to maintain it. The question becomes, is it wrong to do everything you can to protect your own child? One of the more exaggerated, brilliant examples of that is Yorgos Lanthimos’ “Dogtooth.” It’s like, you can teach a child whatever version of the world you want.
Q: It’s also an evil doll movie.
A: The dollness comes from “The Golden Bough,” that huge encyclopedic record of cultures and superstition and ceremony and ritual, and how different cultures have coped. One of the sections that stuck out to me was about sympathetic magic, voodoo dolls, effi-
gies, in the way that in some countries they burn puppets of their leaders. This idea that you can affect a living thing by working the effigy and by some sympathetic transference the object will become messed up. That did feel like a fresh turn on the creepy doll.
Q: Nicolas Cage has done a lot of nutty roles, but this one is particularly nutty.
A: When Nic read the script and said “I want to do this,” the first thing I said was, you’re Nicolas Cage. You can do whatever you want. He said, no, I want to do all the words as you’ve written them with the punctuation as you’ve done it, because it was really punctuated to give it flavor. Nic is an insanely deliberate and focused artist. There’s nothing vague about Nicolas Cage. A lot of people feel Nic just goes big. But he goes big from an extremely controlled place.
Q: Maika Monroe really underplays her character, a lot like she did in “It Follows.”
A: Less can be so much more when a camera understands an actor. I had seen her work, and you meet her in person, she’s very kinetic and silly and never stops. The real estate between the person who she is in real life and on camera — that chasm is really charged. She really gets it that you don’t need to be histrionic to be interesting.
Q: There’s a creepy stillness in much of your film, a scarier approach to horror than being all about blood and monsters.
A: A movie like “Uncle Boonmee Who Can Recall His Past Lives” has a stillness to it that is super captivating. In horror pictures, stillness, silence, waiting is the heart of the matter. Because however much we think about it or not — and hopefully we don’t think about it very much — we’re all waiting for the end.
Q: In the documentary “Queer for Fear,” about queer horror, you said your father “introduced a significant wrinkle into my understanding of how the world works.” How so?
A: I had a limited window to consciously understand my dad. He died when I was 18. He was away a lot and he was a movie star. A lot of that emanates through the fact that he directed “Psycho 3.” It was sort of porno. It was dirty-funny in a very different way than the second movie was. I think that his willingness to do that in that movie was super interesting to me. It’s always been in my mind as like, wouldn’t it be great to make a horror picture that’s also funny and sort of dirty? “Longlegs” was supposed to be the funny, dirty one.

It’s set to be another scorching summer, with extreme and prolonged heat waves forecast across many parts of the United States and Europe.
The stifling conditions could impact millions of travelers and wreak havoc on vacations at some of the world’s most popular tourist destinations. Multiple heat-related deaths among tourists have been reported in Greece and Saudi Arabia in June following extreme temperatures in the Middle East and Aegean regions. Even those who have booked trips in traditionally cooler places may not be spared from the summer heat because of the growing unpredictability of weather patterns.
Here are some tips on how to manage high temperatures when traveling in a heat zone.
Check government guidance
If a heat wave has been forecast at your destination, check government websites before embarking on your trip to give yourself plenty of time to plan and adapt. In extreme temperatures, governments often issue heat advisories warning people to stay indoors during peak heat hours and provide resources to help residents and visitors stay cool. In the United States, the National Integrated Heat Health Information System has a website with information and tools to help prevent illness and death during excessive heat.
Tourist attractions also provide important updates about the conditions at the sights, including any scheduled closures, as a precaution against high temperatures. Some cities grappling with intensive heat, like Los Angeles; Miami; Athens, Greece; and Melbourne, Australia, have assigned chief heat officers to prepare for the heat waves and lead emergency responses.
It’s summer and the temperature is rising. Here’s what you need to know to protect yourself and your vacation dollars. (Weston Wei/The New York Times)
Avoid peak sun hours
It may seem obvious, but staying outdoors for prolonged periods of time when the sun is at its peak can put many at risk of heat exhaustion. Even if the temperature does not read exceptionally high, excessive dry heat or humidity can make an environment feel hotter than it is.
Travel advisers are adapting itineraries, putting sightseeing in the cooler early morning and evening hours and prebooking tickets for their clients so they do not have to wait in long lines.
“We tend to do activities and tours in the morning, then stop for lunch, and in the mid- to late afternoon you either go back to the hotel to sit by the pool or go to the beach,” said Gary Portuesi, a co-managing partner at Authentic Explorations, a New York-based travel company that specializes in Europe.
Hiking in the middle of the day is also not advised. On June 5, Dr. Michael Mosley, a British medical journalist, died during an afternoon hike in a 104-degree heat wave on the Greek Island of Symi. Four more tourists, including an American man, have recently died in Greece as temperatures have continued to soar.
“I would always recommend going hiking with a certified local guide and under no circumstances alone,” said Franziska Basso, a Milan-based travel adviser for Dreamsteam Exclusive Travel. “Of course, avoid the hottest hours of the day. Go hiking very early in the morning. And always stick to official hiking trails.”
In some European cities, including Paris and London, air conditioning is not a given, so check if it is available before booking a hotel, restaurant or transportation to ensure you have a cool place to find respite from the scor-
ching heat. Visiting a museum or other indoor sightseeing is another good option, but expect crowds at peak hours.
Stay hydrated and take a siesta
Dehydration and heatstroke are among the most common causes of hospitalization during heat waves and can be prevented by staying hydrated and limiting alcohol consumption. During meals, consider eating foods like melons, cucumbers and celery as it can help to sustain hydration throughout the day. Always carry a water bottle with you and consider a parasol and portable fan to help keep you cool and shaded when outdoors.
While your itinerary may be packed with activities and tours, the heat can take a toll on stamina, so consider following the European siesta ritual by breaking up your day with a short nap.
“I’m telling my clients to adapt their itineraries and take advantage of the after-lunch siesta and then push their tours to later in the day when it’s cooler,” said Sarah Johnson, who owns Paper Ink & Passports Travel, a luxury travel company based in Pennsylvania. “There’s a reason they’ve been doing it in Spain and Italy for generations. Walking around in the midday heat and waiting in line could really hurt some people.”
The National Weather Service recommends lightweight, loosefitting, light-colored clothing for outdoor use as it reflects heat and sunlight. Hats and sunscreen are also recommended to protect the face and scalp from harmful UV rays.
Just because it’s hot, doesn’t mean it will be dry. Heat waves can bring torrential rainfall, so be prepared.
“My biggest advice to travelers is to be prepared — for hot or cold, dry or wet weather since one never knows,” said Laurel Brunvoll, the owner of Unforgettable Trips, a Maryland-based travel agency. “Pack layers.”
Even after taking all the right precautions, traveling in a heat wave can be miserable, making it worthwhile to make flexible bookings and purchase “cancel for any reason” travel insurance to have the option to postpone your trip to a cooler time.
Sensible Weather, a Los Angeles-based startup that provides a weather guarantee for vacations and outdoor experiences, has recently added high heat protection to its coverage. Travelers booking through a Sensible partner in the United States will be able to add daily protection that will allow them to claim reimbursement for a booking if the temperature exceeds a threshold that is usually set between 90 and 100 degrees.
“Our customers can still go on their vacations, but if it’s too hot for some hours of the day and unpleasant to go outside, you can hang out in the air conditioning and we will reimburse you,” said Nick Cavanaugh, the company’s founder, who was developing the product while caught in a heat wave in Barcelona, Spain, last year. Those on package tours are reimbursed for the average daily rate of their entire trip for each day that surpassed the heat threshold.

The National Basketball Association’s Board of Governors has approved a set of agreements for the rights to show the league’s games, Commissioner Adam Silver said Tuesday, moving one step closer to completing deals that would reshape how the sport is watched over the next decade.
Silver declined to discuss any financial details or even the companies involved, though there have been reports for months that Disney, Comcast and Amazon were close to deals with the league. TNT, which is owned by Warner Bros. Discovery, has shown NBA games since the 1980s, but its prominent on-air personalities such as Charles Barkley talked during the playoffs about how they worried that the network would lose the rights after next season, the last covered by the current nine-year TV deal.
The companies are expected to pay the NBA a total of about $76 billion over 11 years. On average, ESPN would pay the NBA about $2.6 billion annually, NBC around $2.5 billion and Amazon roughly $1.8 billion, according to three people familiar with the agreements, who spoke on the condition of anonymity to discuss the financial details.
The Board of Governors voted to approve the deals at its yearly meeting in Las Vegas. The NBA must now present the deals to Warner Bros. Discovery, and once that happens, the company will have five days to match one of them to remain in the mix.
“We did approve this stage of those media proposals, but as you all know there are other rights that need to be worked through with existing partners,” Silver said.
Warner Bros. Discovery was expected to try to match Amazon’s offer, according to two people familiar with the company’s thinking, who spoke on the condition of anonymity because of the delicate nature of the negotiations.
Warner Bros. Discovery declined to comment.
Games broadcast by Warner Bros. Discovery under
its existing deal would be split between Comcast and Amazon. The rest would go to Disney, which currently shows league games on ESPN and ABC.
Whether Warner Bros. Discovery has the ability to match Amazon’s offer could be a tension point since Amazon would show games exclusively on its Prime streaming platform and Warner Bros. Discovery broadcasts most of its games on TNT, though it simulcasts those games on its streaming platform, Max.
When completed, the new deals, which start with the 2025-26 season, would be more than 2 1/2 times the average annual value of the NBA’s current rights agreements.
With the aim of attracting streaming companies, the
Streaming was a major reason the numbers rose so high. The NBA historically sold two packages of games, but it created a third package this time to entice new bidders, particularly streaming companies. For years, sports leagues and streaming companies circled each other warily. The leagues did not want to alienate viewers or traditional broadcast partners by moving too many games to streaming services, while those services, committed to providing content to audiences whenever they wanted to watch, were slow to embrace the possibilities of live programming.
packages of games instead of two.
ter Discovery bought WarnerMedia, whose assets included TNT.
“We don’t have to have the NBA,” David Zaslav, CEO of Warner Bros. Discovery, said at an investor conference in 2022. That raised questions within the league’s offices about the company’s commitment.
But in the past few years, the National Football League and Major League Baseball have grown more comfortable with streaming, and now the NBA is diving in fully.
Warner Bros. Discovery had an exclusive window in which to negotiate with the league, but it balked at the NBA’s insistence on reducing its package of games. That added to an already shaky back-and-forth between the league and the company, which was formed in 2022 af-
When the NBA started planning for its rights negotiations years ago, such lucrative new agreements seemed unlikely. Media companies had already shelled out big money for NFL rights, a few million households per year were dropping cable packages and Wall Street was demanding that streaming services stop focusing on endless growth and instead show profitability.
But even with many entertainment companies looking to cut costs and get spending under control, the opportunity to secure the long-term rights to televise NBA games proved attractive.
