Legislative proposal would create the Women in Agriculture Act

On Wednesday, Resident Commissioner Jenniffer González Colón announced a bipartisan bill known as the Women in Agriculture Act, aimed at promoting female participation in agriculture and closing the existing gender gap in the sector.

This legislative proposal would establish a Women Farmers and Ranchers Liaison within the United States Department of Agriculture (USDA) and prioritize funding for childcare centers in rural areas.

“In Puerto Rico, our agricultural sector is disproportionately male-dominated, with only 11% being women. The Women in Agriculture Act would establish a liaison position for women farmers and ranchers to focus on helping women access federal resources and assistance through USDA programs. In addition, the bill seeks to promote women in leadership roles at the agency and advance research on new technologies and equipment designated for the use of women. I am

proud to support women thrive across all sectors and look forward to working with my colleagues to pass this bipartisan legislation,” explained González Colón in a written statement.

Representative Teresa Leger Fernández highlighted that women farmers, especially non-white women, are undervalued, underserved, and underpaid. She argued that the Women in Agriculture Act aims to support agricultural education and resources for women-led farms.

The bill has received bipartisan support from other congresswomen, such as Jen Kiggans and Chellie Pingree, who emphasized the specific challenges women face in the agricultural sector and how this legislation would level the playing field.

The proposal is backed by the Women, Food, and Agriculture Network (WFAN). “We have seen the need for the creation of a formal USDA liaison role to promote mentoring, internships, and women-led education/ training,” expressed Juliann Salinas, executive director of WFAN.

551 homicides and 210 suicides were reported in Puerto Rico in 2020

As presented in the latest Report of Violent Deaths in Puerto Rico in San Juan, the Puerto Rico Violent Death Reporting System (PRVDRS), established at the Puerto Rico Institute of Statistics, presented the data from the Report of Violent Deaths in Puerto Rico for the year 2020. The report reveals that in 2020, there were 729 incidents of violent deaths, resulting in a total of 790 fatalities. Out of the total violent deaths, 551 were homicides, and 210 were suicides. According to PRVDRS, violent deaths mainly occur as a result of homicide or suicide.

In 2020, 69.8% of the victims of violent deaths were reported in single or multiple homicide incidents, and 26.6% were suicide incidents. There were four homicide-suicide incidents, resulting in eight fatalities. Additionally, during this period, four violent deaths were attributed to legal intervention (0.5%), and 19 violent deaths were of undetermined intent (2.4%).

In 2020, approximately nine out of ten victims of violent deaths (89.0%) were male. The crude homicide rate was 24.1 per 100,000 inhabitants, with rates of 45.2 for males and 4.9 for females. The primary mechanism for homicides was firearms, with approximately nine out of ten homicides (88.9%) involving firearms. 89.6% of these deaths occurred in males and 83.7% in females.

The proportion of female homicides involving firearms in 2020 is the highest since the year 2000. Homicide rates by sex in the age groups between 15 to 39 years reflect that 72.7% of all male homicides and 61.2% of all female homicides occur in these age groups. The most frequent criminal circumstances of homicides in Puerto Rico are related to drug trafficking and organized crime.

In 2020, 68 fatalities were reported due to family violence. The majority of these cases were related to violence in

an intimate or former partner relationship (17 cases, 25.0%), and 31 additional victims were related to intimate partners or third parties present during intimate partner conflicts (45.6%). Family member violence (20 cases, 29.4%) mainly occurred during a discussion (50.0%). The majority of victims of intimate partner violence were women (76.5%) fatally assaulted by their former male partners (61.5%) or current partners/spouses (38.5%). Additionally, three female victims of intimate partner violence were part of homicide-suicide incidents (23.1%).

Regarding suicides in Puerto Rico, the report highlights that their frequency is lower than homicides. However, similar to homicides, suicides are more common in males (84.8%). In 2020, the crude suicide rate was 6.4 per 100,000 inhabitants, 11.4 in males (one in 124 males), and 1.9 in females (one in 765 females). The suicide risk in males was six times higher than the suicide risk in females. The majority of suicides occurred through hanging, strangulation, or suffocation (64.3%), followed by firearms (16.7%).

Mariluz Bezares, statistical projects manager at the Puerto Rico Institute of Statistics and co-principal investigator of PRVDRS, explained that collecting this type of data could involve fieldwork taking more than two years from

the moment the incident occurs until data collection and review are completed.

“This system is a reliable, comprehensive, and unique reference source that helps describe the context of violent deaths in the victim-offender relationship and the magnitude, trends, and characteristics of violent deaths in Puerto Rico,” said Dr. Diego Zavala, epidemiologist and co-principal investigator of PRVDRS.

For the executive director of the Puerto Rico Institute of Statistics, Dr. Orville M. Disdier, these statistics are one of the main tools to combat the phenomenon of violence in Puerto Rico. “These data, among others, serve as a basis for establishing effective violence prevention measures in Puerto Rico, from multiple social, demographic, and economic perspectives. Our commitment at the Puerto Rico Institute of Statistics is to continue strengthening this statistical and epidemiological system to further improve the quality of this type of data,” commented Dr. Disdier.

PRVDRS is an epidemiological surveillance system affiliated with the Puerto Rico Institute of Statistics and designed to obtain a comprehensive and standardized census of violent deaths in Puerto Rico. PRVDRS began its participation in the National Violent Death Reporting System (NVDRS) in September 2016 through a collaborative agreement granted by the Centers for Disease Control and Prevention (CDC) of the U.S. Department of Health and Human Services.

The Puerto Rico Institute of Statistics is an autonomous government entity tasked with coordinating the government’s statistical production service to ensure that data and statistics-based public policies are complete, reliable, and quickly and universally accessible.

Municipality of Vieques provides rental assistance

In an effort to assist the residents of Vieques with paying rent and/or basic services such as electricity and potable water, Mayor José ‘Junito’ Corcino urged citizens in need of this aid to contact the staff at the Municipal Office of Federal Programs.

“Our goal is to support the people of Vieques at all times. Thanks to the efforts of the staff at the Municipal Office of Federal Programs, we have access to financial resources through the Community Development Block Grant - COVID (CDBG-CV) program. Today until Friday, from 8:00 AM to 3:00 PM, these officials will be available to assist our citizens with guidance and the application process for rental and utility payment assistance,” stated Corcino in a written statement.

In addition to these funds, the Mayor highlighted that the Municipality also has additional resources available for food vouchers.

“Not only do we have funds to help with overdue rents, electricity, and water payments, but we also have resources to help our people with purchasing food. We reiterate our call to all Vieques residents who need this type of assistance. These funds are available to those who qualify under the parameters of Low and Moderate Income levels,” added the Mayor.

Corcino emphasized that his municipal administration will continue to seek viable alternatives to assist Vieques residents with recurring payments related to rent and basic services.

“The staff at the Office of Federal Programs will continue to identify resources and programs to directly support the

people of Vieques. That is the commitment of our municipal administration,” Corcino concluded.

SIP drops complaint against Vazquez, prosecutor

ASpecial Independent Prosecutor (SIP) Panel probe found no evidence linking Wanda Vázquez Garced, former Secretary of Justice and governor, and former Chief Prosecutor Olga Castellón Miranda, to an alleged paralyzation of the investigations into the deaths of lawyer Carlos Cotto Cartagena and influencer Kevin Fret Rodriguez.

The SIP’s intervention at an early stage occurred when Justice Secretary Domingo Emanuelli Hernandez ordered an investigation to avoid the mere appearance of a conflict of interest.

The Panel entrusted investigative prosecutor Crisanta González Seda to conduct a preliminary investigation to conclude whether there was evidence to recommend the appointment of a Special Independent Prosecutor (FEI).

In summary, prosecutor Betzaida Quiñones Rodriguez had made multiple public statements to the media since October 30, 2022, stating that Vãzquez Garced and the then chief prosecutor, Olga CastellOn Miranda, stopped two investigations she was conducting into the deaths of attorney Cotto Cartagena and Trap singer and artist Kevin Fret Rodriguez.

González Seda received the order to the probe and presented her report to the SIP, concluding that the allegations of the prosecutor Quiñones Rodríguez regarding the alleged paralysis of cases were not supported by the testimonies of witnesses or the evidence collected.

The preliminary investigation by the investigative prosecutor González Seda was very extensive and comprehensive, with 16 sworn statements and voluminous documentary evidence. Also, prosecutor Betzaida Quiñones Rodríguez was required to give a sworn statement on her allegations.

The Department of Justice, the Office of the Chief Prosecutor, the Commissioner of the Police Bureau, the Department of Public Security, and the Director of the Institute of Forensic Sciences, also provided information and testimonies on the matter.

During the investigation ordered by the PFEI, constant communications emerged between the prosecutor Quiñones Rodríguez, her supervisors, and other locals about various cases emerged.

Former Puerto Rico Governor Wanda Vazquez said that once more she has proven that she conducted herself with honesty and integrity in her public service career. Each time, she said, law enforcement agencies

have found no evidence of allegations raised her. “All investigations have shown with compelling evidence the falsity of all and each allegation,” she said in written remarks.

Treasury, Justice file charges against vehicle parts provider for tax evasion

The Economic Crimes Division of the Department of Justice filed criminal charges Tuesday against the owner of two businesses dedicated to the sale of parts and equipment for all-terrain vehicles, who submitted false and fraudulent tax returns to the agency.

The individual should have reported over $2.4 million to the Treasury.

The charges are the product of an investigative alliance between the Department of Justice of Puerto Rico,

the Department of the Treasury and the Drug Control Administration (DEA), created to eradicate tax evasion on the Island, resulting in 12 convictions for million-dollar schemes to defraud the government.

Luis Jorge Rivera Marrero, 31, owes the State over $1.6 million for failing to report personal income and income from his corporation DMSPORT INC. to the Treasury for 2019, 2020, and 2021. In addition, for 2020 and 2021, he filed false and fraudulent income tax returns for Dorado Global Group LLC. The defendant also did not remit to the Treasury over $260,000 for the payment of the Sales and Use Tax (IVU).

For these facts, he faces 64 charges under the Internal Revenue Code for a New Puerto Rico, as amended, and faces eight years in prison.

“Those who commit economic crimes deal a severe blow to the Island’s economy and to our people. People who profit by breaking tax laws are criminals who inflict damage on other citizens who require State resources to meet basic needs. For this reason, we will continue fighting tax evasion and prosecuting this type of cases involving non-compliance million-dollar schemes that affect the people’s services,” said the Secretary of Justice, Domingo Emanuelli Hernández.

For his part, the Secretary of the Treasury Department, Francisco Parés Alicea, lamented

that despite the continuous guidance given to citizens on the consequences of tax evasion, unscrupulous people insist on evading responsibilities with the State.

“The case of the young businessman Luis Rivera Marrero is very similar to others that we have worked in collaboration with the Department of Justice and federal agencies, which the media have widely reviewed. However, some citizens insist on repeating evasion behaviors, even though we have stressed the ability of the Treasury to investigate the relationship between income and expenses of taxpayers, among other tools that we have, which continue to expand our field of visibility. We once again recommend taxpayers with deficiencies to approach the Department and amend any situation on time,” he said.

OIG report points out errors in OGPe processes

The Office of the Inspector General (OIG) uncovered non-compliance in the issuance of permits by the Office of Permits Management (OGPe) within the Department of Economic Development and Commerce (DDEC), the entity reported Wednesday.

“The report identified construction permits granted without all the required certifications, information, approvals, and documents,” the OIG report states.

The document points out that permits were granted by professionals without valid credentials as Authorized Professionals, violating Act 161-2009 and the Professional Regulation Regulation.

The study also found a need for audits on the Construction Permits granted by OGPe, Authorized Professionals, and autonomous municipalities. Between January and October 2021, about 5,524 construction permits were issued, of which only one was audited.

Furthermore, the report shows that the review of OGPe’s Professional Regulation required by law has yet to be conducted.

In response to the findings, the DDEC Secretary indicated that OGPe will implement a corrective action plan. The complete report is available on the OIG portal. To report found irregularities in the use of public funds.

Meanwhile, Félix Rivera, assistant secretary of the

OGPe, assured that the report does not point out any errors in the granting of the permits, thus validating their issuance. There is no need for the permits to be revoked.

“It is essential to clarify that the mentioned observations are correctable since they relate to errors in issuing consolidated construction permits, and they do not diminish the merit of the evaluations conducted for granted permits. The report also does not reference corrupt acts by agency employees,” said Rivera in written statements.

Regarding a claim about the lack of documents for permit issuance, he clarified that the SBP system is integrated with multiple screens that correlate all the applications. In the case mentioned, where there was an apparent environmental non-compliance, although the proponent submitted an incorrect document, the specialist at OGPe verified that there is a record with the correct paper related to the request.

The report indicates that the documents do not comply with the language of the Joint Regulation, so the agency is evaluating the system’s weaknesses and how they can improve with new technology. “The entire OGPe staff is committed and strives to work with an evolving system that seeks continuous improvement so that these few cases stay within the majority of permits approved without any issues,” he said.

Finally, “we are working on updating the Regulation of Professional Regulation of OGPe, as required by Act 38-2017 known as the Uniform Administrative Procedure Law of the Government of Puerto Rico, to address the observations presented in the report.

RUM receives $500,000 for engineering laboratory

The University of Puerto Rico in Mayagüez in Mayagüez (RUM) received a $500,000 donation from Pratt & Whitney, a company specializing in the design and construction of airplane engines. This donation aims to create a gifting program for professors and students in the engineering field, facilitating their work on projects aligned with the TurboLab mission—a space inaugurated at Mayagüez University’s facilities at the end of last year, also as part of a substantial contribution from the same company.

Dr. Agustín Rullán Toro, the university’s director, expressed his gratitude stating, “with this donation, we move on to the next stage of our relationship with Pratt & Whitney. To date, they have contributed over $1.6 million to us. The initial funds of $1.1 million were primarily dedicated to enhancing the development of the ‘Turbo Lab,’ which has become the first center of aerospace excellence in Puerto Rico and the Caribbean. With the infrastructure and equipment already in place, these new funds will be focused on supporting innovative projects. This strengthens our ties with the industry, and we want them to trust us with the funds they allocate for academic events, ultimately benefiting their position, particularly in Puerto Rico. It also opens up more opportunities for

our university members to work in the rapidly growing aerospace industry on the island.”

Engineer Josymar Acosta Grafals, President and General Manager of Pratt and Whitney Puerto Rico, and a graduate of the Department of Mechanical Engineering (INME), emphasized that this support aims to provide students with additional tools before entering the workforce. “With the ‘Turbo Lab’ now in place, the next step is to maximize its use to better prepare students for the industry. Rather than requesting specific investigations, we want to tap into the university’s talent and creativity and have them propose their projects. We will then select the projects based on their proposals,” stated Acosta Grafals.

She added, “As an RUM graduate myself, this holds significant emotional value for me. Collaborating with my alma mater at this point in my career is an honor, and I hope to help future students have diverse experiences and be better prepared for the industry.”

Dr. Sheilla N. Torres Nieves, the principal investigator of the project and director of the Aerospace Engineering Center at the university, explained that they will receive letters of intent in August, followed by invited proposals in September, with the goal of selecting eight to ten projects. “The opportunity is open to any area related to the aerospace industry, but we will prioritize those aligned with Turbo Lab’s subjects, including damped systems, gas turbines, advanced propulsion, and analysis

and computational design. This collaboration reinforces our ties with Pratt & Whitney and allows us to utilize the recently inaugurated infrastructure efficiently. We want the selected projects to utilize all available tools, computers, programs, and have direct access to mentorship from the industry,” stated Torres Nieves.

Representing Dr. Luis A. Ferrao Delgado, President of the University of Puerto Rico, Margarita E. Méndez Escudero, Director of the Office of Development and Alumni, expressed gratitude for Pratt & Whitney’s support. She stated, “The assistance we receive from Pratt and Whitney is crucial for our academic growth and university development. This support not only manifests in philanthropic contributions but also positively impacts our students by providing them with experiences aligned with workforce expectations. Additionally, it helps us retain students and strengthen our alumni connections. Our former students feel joyful about supporting the university and giving back in some way. Therefore, we invite everyone to invest in and support the university in any way they can.”

The agreement made by the Office of Alumni and Philanthropy of RUM, directed by Carmen Patricia Parés Parés, was subscribed in the director’s office. Parés expressed gratitude for the support and encouraged other entities and corporations to follow their example for the benefit of students.

A looming indictment, for a third time

With a third indictment of former President Donald Trump now seeming quite likely — this one involving his attempts to remain in power after losing the 2020 election — there are three big questions about the case.

One, what would be the specifics of such an indictment? Two, would an indictment include significant new evidence, or focus on information that’s already known? Three, what are the chances that Trump may one day face prison time?

1. The specifics

On Tuesday, Trump said he received a letter confirming he was a target in the federal investigation into his attempts to stay in power after the 2020 election, including any role in inciting the Jan. 6 attacks. Such a letter is typically a sign of an imminent indictment, Charlie Savage wrote in The New York Times. Any charges will require months to work through the legal system.

On what grounds could Trump be charged? Several possibilities exist: his attempts to obstruct Congress’ Jan. 6, 2021, proceedings; possible fraud related to fundraising; and efforts to recruit so-called fake electors from states he narrowly lost. (Hours after Trump revealed the letter, Michigan authorities charged 16 people in the fake elector scheme.)

Only a little is known about where prosecutors are focusing, and that information comes from the letter to Trump. It cited statutes that could be applied in a prosecution, including a potential charge of conspiracy to defraud the U.S. and a broad charge related to a violation of rights.

2. New information?

Without seeing the evidence, experts are unsure how strong the case against Trump is. In the classified documents inquiry, investigators uncovered new evidence, including photos of documents in a bathroom at Trump’s Florida home and Trump suggesting in a recording that he knew he wasn’t supposed to have the papers. So far, the public evidence around Trump’s attempts to cling to power is less explicit.

Consider Trump’s involvement in the Jan. 6 riots: He made suggestive comments, including earlier that day at a rally in Washington. But none of them were explicit orders for an attack, and he eventually encouraged his supporters who had breached the Capitol to disperse.

Trump “is often both all over the place and yet somewhat careful not to cross certain lines,” Maggie Haberman, who covers Trump for the Times, has said. “At his rally at the Ellip se on Jan. 6, he told people to go ‘peacefully and patriotically’ but also directed them to the Capitol with apocalyptic language about the election. Frequently, people around him understand the implications of words, even when he’s not being direct.”

If investigators do have evidence that more directly links Trump to any potential charges, it will be revealed in the coming days or weeks if an indictment is filed and made public.

3. The prison possibility

In addition to this case, Trump already faces state charges in New York of falsifying business records to cover up potential sex scandals before the 2016 election as well as federal charges in the classified documents case. And Trump may face separate state charges in Georgia over his attempts to stay in power; a local prosecutor is expected to announce an indictment decision soon.

Any of these cases could lead to a conviction and possible prison time. Or Trump could beat the charges in court.

There is one other possibility that his advisers have raised: He could win the 2024 election, potentially making it too difficult to imprison him or allowing him to use the powers of the presidency to drop the federal investigations and charges.

“When he was indicted in the documents investigation, his advisers were blunt that in their view, he needs to win the election as a defense against possible jail time,” Haberman wrote Tuesday. “That only increases with an indictment related to Jan. 6 at the federal level.”

The circumstances put Trump’s presidential campaign in a different light. He is not running, as politicians typically do, solely to push a policy agenda, establish his legacy or gain power. He is running for selfpreservation, too.

The U.S. has never confronted this scenario. Experts are divided over whether and how Trump could act as president if he were sentenced to prison. No one knows for certain how America’s political and criminal justice systems would handle that outcome.

As Jessica Levinson, an election law expert, told the Times, “I don’t think that the Framers ever thought we were going to be in this situation.”

Third verse, same as the first: Republicans shrug at latest Trump case

When Trump and Stefanik spoke by phone Tuesday, the former president lingered on the line as they discussed ways to use Republican-led House committees to try to attack the investigations. Trump also spoke with House Speaker Kevin McCarthy, who accused the Biden administration of trying to “weaponize government to go after their No. 1 opponent.”

Their comments reprised a role that Republicans in Congress played for Trump twice before when he was impeached, and twice again when he was indicted earlier this year. The first indictment came in March, by the district attorney in Manhattan in connection with hush money payments to a porn star. The second was in June, when he was indicted on charges of keeping top-secret classified documents and obstructing efforts to get them back.

Trump on Tuesday revealed that he had received a “target letter” from the Justice Department’s special counsel, Jack Smith, who is investigating his role in the lead-up to the violence of Jan. 6.

“Almost always means arrest and indictment,” Trump wrote of the target letter on Truth Social.

The indictments of Donald Trump — past and pending — are becoming the background music of the 2024 presidential campaign: always there, shaping the mood, yet not fully the focus.

Like so much of the Trump presidency itself, the extraordinary has become so flattened that Trump’s warning on Tuesday that he was facing a possible third indictment this year, this time over his involvement in the events that led to the Jan. 6 storming of

the Capitol, drew shrugs from some quarters of his party and a muddled response from his rivals.

At one Republican congressional fundraising lunch on Tuesday in Washington, the news of a likely third Trump indictment went entirely unmentioned, an attendee said. Some opposing campaigns’ strategists all but ignored the development. And on Capitol Hill, Trump’s allies quickly resumed their now-customary defensive positions.

Two and half years ago, the deadly riot that left the nation’s seat of government defiled had threatened to forever tarnish Trump’s political legacy. His supporters had stormed the Capitol to stop the certification of his defeat, stoked by their leader who had urged them to “fight like hell.” Even long-loyal Republicans broke with him as shattered glass littered the Capitol complex.

Yet today, Trump is the undisputed frontrunner for the Republican Party’s 2024 presidential nomination. And the threatened charges relating to Jan. 6 against Trump were instead turned into attacks on his successor by his Republican defenders on Tuesday.

“We have yet again another example of Joe Biden’s weaponized Department of Justice targeting his top political opponent, Donald Trump,” Rep. Elise Stefanik of New York, the No. 4 House Republican, told reporters on Capitol Hill.

Republicans and Trump’s extended orbit have established a rhythm of how to respond. Yet on the campaign trail, Trump’s leading rivals continue to struggle to even articulate a response.

Chief among them is Gov. Ron DeSantis of Florida, Trump’s top-polling rival. At a stop in South Carolina, DeSantis on Tuesday said that Trump “should have come out more forcefully” against the protesters who stormed the Capitol that day.

But after that line was picked up by Trump surrogates to attack DeSantis, his usually forceful DeSantis War Room Twitter account was anything but warring, accusing those surrogates of taking the governor out of context.

“I hope he doesn’t get charged,” DeSantis said of Trump in an interview broadcast later on CNN.

The CNN interview was supposed to be an important moment for a candidate who had previously avoided any sit-downs that might legitimize the “corporate media” that he regularly denounces. Instead, the network interrupted its own exclusive recorded DeSantis interview with live updates from outside a courthouse in Florida on one of Trump’s coming trials. The sequence seemed to capture the state of the race that Trump is dominating.

Justin Clark, who served as Trump’s deputy campaign manager in 2020 and whose firm, National Public Affairs, has conducted polling of the primary race, said the challenge for his rivals is the voters

Smith’s office already indicted Trump in federal court in June, saying he had possessed reams of national defense material and obstructed the investigation. In the coming weeks, he faces possible indictment in Georgia related to efforts to overturn the 2020 election in that state.

Alyssa Farah Griffin, who had served as Trump’s communications director before resigning in late 2020 and publicly breaking with her former boss, said, “The most striking thing to me is that most of Trump’s GOP opponents, who are polling double digits behind him, still will not seize this opportunity to denounce his unfit actions.”

One reason is that Trump, and Republican primary voters, have so thoroughly rewritten the history of Jan. 6, 2021. The mere mention of the day is no longer an overwhelmingly clear political loser for the former president, at least in a Republican primary. Trump, two months after the attack, declared the violence a “lovefest,” and has continued to do so.

Indeed, at a rally this year in Texas, Trump placed his hand on his heart and listened to the song “Justice for All” that featured his voice and those of some Jan. 6 prisoners.

Trump’s team has capitalized on his past indictments to raise huge sums of campaign cash. But in Iowa on Tuesday, at a town hall-style interview with Sean Hannity of Fox News, Trump dismissed the friendly host’s suggestion that he was able to slough off his latest legal entanglement.

“No,” Trump said, “it bothers me.”

In Florida, swimmers brave an ocean that feels like steamy syrup

The water temperature near Key Biscayne, a barrier island just east of Miami, had already passed 89 degrees Fahrenheit one morning this week. And though the ocean off South Florida was slightly cooler than the recent record highs that had stunned scientists and threatened marine life, it remained phenomenally hot.

But on this serene patch of the Atlantic Coast, it was still a summer day at the beach, when nothing satisfies quite like a dip — even when the ocean feels like a thick, simmering syrup. Almost gooey.

“I like it warm,” shrugged Niki Candela, 20, a Miami native, moments after a powerful siren warned of approaching lightning.

Few of the heat-dazed people on the largely empty beach paid it any mind. The shore, usually clogged this time of year with rotting clusters of seaweed, was pristine, no longer menaced by a huge sargassum blob that unexpectedly shrank last month in the Gulf of Mexico. The shallow water was a crystalline teal, rolling oh so gently, not a cresting wave in sight.

So the undeterred regulars, people who savor being hot and abhor the cold, came out to enjoy themselves.

“This is as close as America gets to paradise,” said Lauren Humphreys, 40, who is originally from England but splits her time between Miami and Los Angeles. There, she prefers hiking to swimming in the Pacific, which Tuesday reached about 72 degrees by the Santa Monica Pier.

Humphreys was making her second visit to Key Biscayne’s beaches that day, having come earlier to meditate. “There’s something quite special here,” she said. “It’s peaceful.”

Off the coast of neighboring Virginia Key, measurements from the National Oceanic and Atmospheric Administration showed that the water temperature peaked at 90.5 degrees on Monday, and the air temperature at 87.6 degrees. On Saturday, the water temperature at that location reached 92.5 degrees, a record.

The water in South Florida is always warm this time of year, but unusually so this year, with six record-high temperatures measured off Virginia Key this month. The sea surface hit 98 degrees in some areas of Florida Bay last week; the average ocean temperature in Miami in July is around 86.

Miami’s unrelenting heat this summer has meant 16 consecutive days with a heat index at or above 105 degrees, a record, according to Brian McNoldy, a senior research scientist at the University of Miami. The National Weather

Service forecast a heat index of 110 degrees Sunday, issuing its first-ever extreme heat advisory for Miami-Dade County.

At the beach the next day, the scorching sand was to be avoided at all costs. “Talk to me here, so I don’t burn my feet,” Eduardo Valades, 51, told a reporter, beckoning toward the lapping water.

The water was “really hot,” he said, “but only as soon as you go in. Once you walk 50 yards out, it feels cooler.”

“I love it,” his wife, Jennifer Valades, 50, said.

The couple moved three years ago to Key Biscayne, an affluent village of about 14,000, from California. “Here, you can literally swim for hours,” she said, though she conceded that the beach was more pleasant — “perfect,” in fact — during the mild South Florida winter,

when the water temperature is more likely to be in the mid-70s. Coastal temperatures are also more moderate than those inland.

Valades said she had recently spotted six or seven manatees. Valades showed a cellphone video he recorded last month of a large shark feeding right at the shore.

“We see one every three or four days,” he said, appearing far from worried about the sightings.

This week, toweling off seemed unnecessary: No one felt cold leaving the water.

“It feels like a Jacuzzi!” Sasha Mishenina told her two friends following a brief dip. They had declined to join her.

Yet going for a quick swim still felt refreshing, with the occasional cool current swirling by and little fish darting by people’s feet.

“I’m so happy, because they said we were going to have the sargassum,” Adriana Campuzano said of predictions this year, as she was gathering her stuff to leave before the looming thunderstorm. “It’s clearer than it’s been in years. Maybe in a decade.”

Candela had come to the beach with three friends. The ocean felt fine, she said, though she added that sometimes with such hot water, “you think, ‘What if someone’s peeing here?’”

She and her friends laid out their towels on beach chairs under an umbrella, put music on and waded in.

“It actually feels pretty cold,” said Taylor Dutil, 20, a fellow Floridian.

“It’s a good change,” said Benny Perez, 22, who is from Chicago, where Lake Michigan was far cooler that day.

The siren blared three more times, signaling the end of the lightning threat. Not a raindrop had fallen. The four friends stayed in the water, chatting and laughing.

Pay to rise as much as 40% in deal reached by United and pilots

United Airlines pilots reached agreement with the company Saturday on a contract valued at $10 billion that would increase pay up to 40% over four years.

The proposed contract offers another big wage victory for pilots in the United States after a deal with Delta Air Lines was approved in March. The substantial raises are a reflection of a shortage of pilots in the United States and the strong recovery in demand for air travel.

In addition to the higher compensation, the agreement provides better job security, work rules, vacation, retirement and other benefits.

At a major airline such as United,

pilots easily earn six-figure salaries. The most senior pilots, who typically fly larger planes on international routes, can earn several hundred thousand dollars a year.

In a statement, United, which is based in Chicago, said the deal would help its “United Next” strategy, an expansion plan that includes the purchase of larger planes to increase the number of seats per flight in North America by almost 30% and the number of premium seats per flight by 75% by 2026.

“We promised our world-class pilots the industry-leading contract they deserve, and we’re pleased to have reached an agreement,” United CEO Scott Kirby wrote on the social media network LinkedIn.

Union officials said the agreement was the result of four years of negotiations and represented a “landmark” deal in the airline industry as travel demand rises after the steep drop during the height of the pandemic.

“The tireless dedication demonstrated by United pilots over the past several years ensured our solidarity, which was instrumental in achieving this historic agreement,” Capt. Garth Thompson, chair of the United Master Executive Council of the Air Line Pilots Association International, said in a statement.

The Air Line Pilots Association, the largest airline pilot union in the world, represents 74,000 pilots at 42 airlines in the United States and Canada, including 16,000 pilots at United Airlines.

The union and management will

complete the final language of the deal. The agreement must then be approved by a vote of the members of the pilots association, which is expected in the next several weeks.

In March, Delta approved a contract that increases wages 34% by 2026 and includes improvements to scheduling, retirement and other benefits. Delta’s deal raised the standard for pilot compensation and benefits.

The shortage of pilots is the result of the airlines reducing the number of pilots through buyouts and retirements when air travel was significantly curtailed early in the pandemic. But with rapidly growing demand for airline flights over the past year, the carriers have been increasing pilot pay and benefits as they hire thousands to fill the depleted ranks.

Global stocks rise, dollar gains as UK inflation bolsters sentiment

Global stocks rose and the dollar strengthened on Wednesday after a surprise cooling of British inflation bolstered the risk-off sentiment across markets that anticipates the Federal Reserve next week will hike interest rates for the last time.

The dollar bounced after sentiment was boosted by inflation in the United Kingdom falling more than expected in June to its slowest pace in more than a year at 7.9%. The reading sent the pound sharply lower against other major currencies.

The dollar index rose 0.378% and the euro fell 0.3% to $1.1192.

Gold prices hovered near an eight-week peak hit on Tuesday and oil prices gained more than 1% on expectations that the Fed will have finished its most aggressive rate-hiking in more than four decades when it concludes a two-day meeting on July 26.

Stocks on Wall Street mostly rose as investors looked past poor second-quarter earnings from Goldman Sachs to take comfort in strong profits from smaller players in the banking sector.

Citizens Financial and M&T Bank beat Wall Street estimates for second-quarter profit, benefiting from the Fed’s rapid rate hikes. The KBW bank index rose 2.73%, its third straight day of gains.

“Clearly the market is looking through the Fed meeting,” said Rhys Williams, chief strategist at Spouting Rock Asset Management in Bryn Mawr, Pennsylvania.

“In the short term, we’re in this Goldilocks scenario where good news is good news and bad news is good news,” said Williams, adding that if the Fed were to indicate next week that more rates might be in store, it would upend the recent rally.

The pan-European STOXX 600 index rose 0.26% and MSCI’s gauge of stocks across the globe gained 0.13%.

On Wall Street, the Dow Jones Industrial Average rose 0.4%, the S&P 500 gained 0.24% and the Nasdaq Composite dropped 0.04%.

With U.S. stocks on a seemingly relentless climbthe Dow is on track to post its eighth straight session of gains - investors are concerned about the outlook for earnings and valuations.

“Analysts’ expectations for earnings are going down. That’s the biggest discrepancy in this rosy picture,” said Brad Conger, deputy chief investment officer at Hirtle Callaghan & Co in Conshohocken, Pennsylvania.

“You’re not seeing the robustness in prices being confirmed by forward expectations and that’s the biggest, disconcerting fly in the ointment, if you will,”

Conger said.

Treasury yields slid at the long-end of the yield curve as investors bet that the Fed is near the end of its rate-hiking cycle.

The yield on benchmark 10-year Treasury notes fell 2.5 basis points to 3.764%. Fed funds futures are pricing the Fed’s overnight lending rate to be 4.5% a year from now, down from a peak of 5.4% in November.

The two-year Treasury yield, which typically moves

in step with interest rate expectations, rose 1.5 basis points at 4.768%.

Euro zone bond yields fell after the British inflation data added to signs that price pressures are easing globally. Germany’s 10-year bond yield eased 0.4 basis points at 2.393%.

Oil prices gained, buoyed by tighter U.S. crude supplies, China’s pledge to reinvigorate its economic growth and expectations that the Fed will stop raising interest rates soon.

U.S. crude recently rose 0.36% to $76.02 per barrel and Brent was at $79.96, up 0.41% on the day.

Spot gold fell 0.08% to $1,977.04 an ounce.

The data was deleted from a provincial government website just days after it was published on Thursday. But epidemiologists who reviewed a cached version of the information said it was the latest indication that the country’s official tally is a vast undercount.

The number of cremations in the eastern province of Zhejiang rose to 171,000 in the first quarter of this year, the website said. That was 72,000 more cremations, a roughly 70% increase, than had been reported in the same period last year.

In February, China said the official death toll in the mainland since the start of the pandemic was 83,150 — a remarkably low number that independent researchers have said is not credible. Since then, the government has released only weekly or monthly death tolls that, when added up, raise the overall total to about 83,700.

COVID surged across China late last year, forcing the government to abandon its strict pandemic restrictions in December. The government’s abrupt policy reversal, however, left hospitals and pharmacies unprepared for the onslaught and likely accelerated the spread of infections and a wave of deaths across the country.

That surge of COVID infections across China lasted for about two months. The majority of the deaths occurred in January, but many people died in December as well. Epidemiologists estimate that 80% to 90% of the population was infected.

The Zhejiang data offered a window into cremation figures that have been closely guarded by the Chinese government. While the data does not include the cause of death, researchers regularly use excess death statistics to estimate the impact of major deadly events like disasters and pandemics. Everybody who dies in Zhejiang is cremated, officials say.

Many local and national authorities have withheld regularly published cremation data since that first major COVID wave started late last year. It is unclear why Zhejiang province

published data for the first quarter of this year, but three days after it surfaced, the report was removed.

Calls on Tuesday to multiple numbers at Zhejiang’s civil affairs bureau went unanswered. The Beijing-based media outlet Caixin reported on the figures Monday, but its article was also quickly taken down.

An analysis by The New York Times published in February estimated that China’s recent COVID wave may have killed between 1 million and 1.5 million people, based on research from four teams of epidemiologists.

The new data from Zhejiang — which is limited to a province of 65.8 million people — when extrapolated to the country’s population of 1.4 billion people, is roughly consistent with that range, experts from two of those teams said.

Ben Cowling, an epidemiologist at the University of Hong Kong, said that the data can be used for a crude estimate of China’s nationwide death toll. “I’m not sure the impact would have been exactly the same in every province, but I think it would be useful for a rough extrapolation,” he said. “It’s consistent with the estimates of around 1.5 million.”

Yong Cai, a demographer at the University of North Carolina at Chapel Hill who studies mortality in China, arrived at an estimate of 1.5 million deaths for the first quarter of the year, based on the cremation data, and said that to gauge total mortality during the surge, deaths in December of last year, when cases started to spike, needed to be factored in.

Other recent clues hint at the impact elsewhere in the country. Data released earlier this year showed a substantial decline in Shanghai’s life expectancy, from 84.1 in 2021 to 83.2 in 2022, for the first time at this scale since 1983. The drop is likely attributable to the December COVID surge combined with a stringent lockdown in the spring of that year, which prevented some residents from accessing medical care, Cai said.

Protests simmer in Israel as country’s president prepares to address Congress

Small protests cropped up across Israel on Wednesday, illustrating the broad, grassroots nature of popular opposition to plans by the government to overhaul the country’s judiciary, drawing in key sectors of the economy, the security establishment and society.

Doctors rallied with flags and banners outside major hospitals. Employees of Israel’s vaunted high-tech industry gathered on bridges and at busy junctions. Scores of people set off on a 40-mile trek on foot from Tel Aviv to Jerusalem.

In what has become one of the most enduring themes in the months of protests that have gripped Israel, women dressed in red — a reference to “The Handmaid’s Tale,” the dystopian novel-turned-TV-series set in a totalitarian patriarchy — gathered at sites across the country.

The protests appeared timed to coincide with a planned address to the U.S. Congress by Israeli President Isaac Herzog later on Wednesday that would come at a fraught period in the relations between Israel and the United States. On Tuesday, President Joe Biden held a meeting with Herzog, who serves as Israel’s mostly ceremonial head of state, at the White House.

Several lawmakers critical of Israel said they would boycott Herzog’s speech to Congress to protest the Israeli government’s policies.

In Israel, many protesters have been critical of Herzog’s efforts to try to forge a compromise between the Israeli government and representatives of the opposition over the judicial changes and are hoping

that Biden will continue to press Prime Minister Benjamin Netanyahu to abandon the government’s unilateral legislative rush.

In Israel on Tuesday, tens of thousands of protesters thronged railway platforms, blocked roads, including the main artery running through Tel Aviv, and held a mass demonstration outside the Supreme Court and parliament building in Jerusalem.

The protests were part of a calibrated buildup of opposition to moves by the government to finalize the first bill in the judicial overhaul plan, which many critics, including top legal officials, have described as a blow

to the country’s democracy.

The protests are expected to peak this weekend or early next week, when parliament is likely to hold a final vote on a bill restricting the Supreme Court’s use of the grounds of “reasonableness” and limiting judicial review of government decisions and appointments.

Critics fear the proposed law could undermine democracy by reducing judicial oversight over the Cabinet and giving the government greater powers, paving the way for a more conservative and religious society and for the possible appointment of corrupt

officials. Netanyahu’s government says that the change would make elected lawmakers less beholden to the subjective opinions of unelected judges.

The new measures, which are mostly supported by religious and social conservatives, have been opposed by a broad swathe of Israeli society, visible in the protests that have shaken the country in recent months. Some members of the Israeli military reserves have campaigned against the law, and labor unions have threatened general strikes.

On Wednesday, the country’s medical union held a two-hour “warning strike.” Doctors and medical staff gathered outside hospitals holding banners with slogans such as, “Doctors fighting for the life of democracy.”

Employees of Israel’s military industries were scheduled to hold a rally in Tel Aviv in the afternoon, and hundreds of reservists from the military’s medical corps planned to hand in letters to army officials announcing that they would no longer show up for reserve duty in light of what their organizers called “the government’s unilateral gallop” toward legislation that “will turn Israel into a dictatorship.”

Women’s groups and the high-tech employees planned to march to the U.S. Embassy branch in Tel Aviv in the evening. Scores of protesters were also marching from Tel Aviv to Jerusalem, carrying blueand-white Israeli flags and chanting “Demo-cra-tya!” — Hebrew for democracy. The marchers set off on Tuesday night, with long stops along the way to stay out of the midday heat, and planned to arrive in Jerusalem by Saturday.

Russia targets terminals in Odesa after quitting grain deal, Ukraine says

Russia bombarded the Black Sea port city of Odesa for a second straight night with drones and missiles, setting off loud and prolonged explosions early Wednesday in what Ukrainian officials said was an attack on grain terminals and other critical infrastructure Ukraine needs to ship food to the world.

Ukraine’s air force said that it was one of the largest sustained aerial assaults on Odesa, the country’s largest port, and that several waves of missiles and drones were launched at other cities overnight. Smoke was seen rising over the main port of Odesa as dawn broke.

President Volodymyr Zelenskyy and other Ukrainian officials called the assault part of a Russian effort to resume its de facto blockade of the Black Sea, after Moscow pulled out of a United Nations-brokered agreement that allowed for Ukrainian grain ships to export food. Russian missiles also hit Odesa on Tuesday in what Moscow claimed was retribution for an attack on a vital bridge to occupied Crimea.

“Russian terrorists deliberately targeted the grain deal’s infrastructure, and every Russian missile is a blow not only to Ukraine, but to everyone in the world who wants a normal and safe life,” Zelenskyy said Wednesday on the Telegram messaging app.

At least 30 cruise missiles and 32 attack drones were fired at targets across the country, primarily from the Black Sea, Ukraine’s air force said. Ukraine said it had intercepted 14 of the missiles and 23 of the drones.

“It was a hellish night,” Serhiy Bratchuk, a spokesperson for the Odesa regional military administration, said in a video message posted on social media. He called the attack “very powerful, truly massive” and said it might have been the largest attack on the city since Russia’s full-scale invasion began.

In Odesa, one intercepted missile caused a large explosion, the blast wave damaging several buildings and injuring civilians, according to the Ukrainian military. Port infrastructure was damaged, including a grain and oil terminal, tanks and loading equipment, the military said. Tobacco and fireworks warehouses were also hit, according to the military. Odesa’s city government said that 10 people needed medical treatment, including a 9-year-old boy.

On the Russian-occupied Crimean peninsula, a fire at a military training ground prompted the evacuations of at least 2,000 residents and the closure of a highway, according to Sergei Aksyonov, the Russia-appointed head of Crimea.

The flare-up of tensions around the Black

Sea follows Monday’s blast on the Kerch Strait Bridge connecting Crimea to Russia. The bridge, a strategically important link to supply Russian forces in southern Ukraine, was damaged in an apparent Ukrainian attack by naval drones.

Moscow has denied the attacks are related to the suspended grain deal, saying on Tuesday that they were a “mass retaliatory strike” on facilities used to manufacture drones used in attacks against Russia.

Russia issued threats Tuesday against Ukraine trying to continue shipments of food through the Black Sea, with Kremlin spokesperson Dmitry Peskov saying that “certain risks emerge there without appropriate security guarantees.”

Russia also launched a wave of drones Wednesday at Kyiv, but all were destroyed by the capital’s air defenses, said Serhiy Popko, the head of the city’s military administration.

Russia’s success in hitting critical infrastructure at the ports around Odesa reflected the difficulties Ukraine faces in trying to protect cities while also safeguarding critical infrastructure, military equipment and concentrations of troops.

“We can cover Odesa ports, Kyiv region, Dnipro, Lviv,” Yurii Ihnat, a spokespeson for the Ukrainian air force said in an appearance on Ukrainian television. “But we cannot block all directions from which missiles fly into Ukraine.”

The concentrated attacks on Odesa have been especially challenging for Ukraine given the types of missiles deployed by Russia and the tactics it uses to evade air defenses. Ihnat said the Russians fired Kh-22 cruise missiles on a ballistic trajectory, making them extremely fast and hard to shoot down, especially when launched from relatively close range. At the same time, he said, drones were used in large numbers in an effort to exhaust air defense systems, making it harder to track the more powerful missiles.

After pulling out of the grain deal on Monday, Russia escalated tensions in the Black Sea on Wednesday, declaring any ship bound for Ukraine to be a potential carrier of military cargo.

The hysterical overreaction to Jayapal’s ‘racist state’ gaffe

Last weekend, Rep. Pramila Jayapal, D-Wash. and chair of the Congressional Progressive Caucus, made a significant political error. She called Israel a “racist state,” instead of simply a state that has racist leaders who treat many of the people under their authority as second-class citizens or worse on account of their ethnic and religious background. Her rhetorical misstep generated international headlines and rebukes from Democrats and Republicans alike, demonstrating that, no matter how far Israel veers from liberal democratic norms, when it comes to American politics, it’s still protected by a thick lattice of taboos.

Jayapal’s gaffe occurred at Netroots Nation, a progressive conference held in Chicago, where proPalestinian activists interrupted a panel she was on. The protesters were targeting Jayapal’s House colleague Jan Schakowsky for refusing to sign onto a bill ensuring that American funding isn’t used in the military detention of Palestinian children. Seeking to placate the demonstrators, Jayapal agreed that Israel is a “racist state” — one of their key contentions — and said that the “Palestinian people deserve self-determination and

autonomy, that the dream of a two-state solution is slipping away from us.”

Almost as soon as she got off the stage, Jayapal told me Monday, she realized she shouldn’t have used the phrase “racist state.” Sure enough, she was soon deluged by criticism not just from the right, but from some in her own party.

One group of centrist Democratic lawmakers circulated a draft of a letter blasting her words as “unacceptable” and saying that efforts to “delegitimize and demonize” Israel are “dangerous and antisemitic.” House Democratic leaders declared that “Israel is not a racist state” in statement of their own that didn’t mention Jayapal but was obviously a response to her comments. On Sunday, Jayapal offered an apology and a clarification, saying, “I do not believe the idea of Israel as a nation is racist,” even though there are “extreme racists” enacting “outright racist policies” in Prime Minister Benjamin Netanyahu’s government.

Jayapal’s clarification was wise: It’s good to be as precise as possible when discussing an issue as fraught and complex as the conflict between Israelis and Palestinians. Her words at Netroots Nation could have been interpreted as ideological opposition to Zionism, which does not reflect Jayapal’s views; like most Democrats, she wants to see a Jewish state alongside a Palestinian one. Nevertheless, the ferocity of the backlash was striking, suggesting a brittle political denial about Israel’s increasingly authoritarian, jingoistic turn.

It’s telling that Democratic House leaders referred in their statement to Israel’s 1948 Declaration of Independence, which pledges that Israel will “uphold the full social and political equality of all its citizens, without distinction of race, creed or sex.” We can argue about whether that promise was ever compatible with a political project that, in creating a national home for one oppressed and stateless people, made refugees of another. What’s important today, however, is that Israel’s leadership no longer even appears to aspire to this founding ideal.

“Israel is not a state of all its citizens,” Netanyahu wrote in 2019. “According to the basic nationality law we passed, Israel is the nation state of the Jewish people — and only it.” He was referring to a 2018 law, which, among other things, downgraded the official status of Arabic, the language of about a fifth of Israel’s population.

Today, there are nearly equal numbers of Jews and Palestinian Arabs living in Israel and the occupied territories. For Palestinians living under occupation, there is no pretense of equal rights: They are subject to regular land seizures and home demolitions and

constant restrictions on their freedom of movement. But even Palestinian citizens of Israel face legal as well as social discrimination. Israel’s Palestinian citizens, for example, cannot obtain citizenship for spouses who are from the West Bank or Gaza, dooming thousands of couples to live separately.

Israel’s security minister, Itamar Ben-Gvir, a disciple of the fanatically anti-Arab rabbi Meir Kahane, was once convicted of inciting racism and supporting terrorism. He used to have a photograph of Baruch Goldstein, a settler who massacred 29 Muslim worshippers in 1994, hanging in his living room. Israel’s government is considering creating a security militia under his control.

Of course, a state’s leaders and policies can be bigoted without the state itself being irredeemable. That’s basically Jayapal’s stance, which is why she’s not an antiZionist. But the rush to condemn her offhand remarks is not about encouraging linguistic rigor. It’s about raising the political price of speaking about Israel forthrightly. If you believe in liberal ideals, Netanyahu’s government is very hard to defend. It’s easier for Israel’s most stalwart boosters to harp on a critic’s slight misstatement — especially when denunciation of Israel is likely to ramp up ahead of the address by Israel’s president, Isaac Herzog, to Congress on Wednesday, which several progressive lawmakers are refusing to attend.

Israel’s most die-hard backers, Jayapal told me, are “feeling that they’ve lost credibility because the Netanyahu government’s policies are so racist, and they want to silence any discussion of any criticism.” She’s right. If Israel’s champions are truly worried about the fallout from accusations of racism, they might act to make them seem less credible.

El equipo del Escuadrón de Cadetes Dr. Cesareo RosaNieves, compuesto por los cadetes teniente coronel Rayesh Figueroa, Capitanas Jarielys Rosario y Mary Rosario, primer teniente Saul Andino, y los segundos tenientes Ian Acosta, Andres Casiano y Jose Medero, demostró su habilidad al obtener victorias en cuatro de las siete principales categorías de competencia: Ejercicio en Interiores, Ejercicio Estándar/Elemento, Inspección y Aptitud Física.

Este es el cuarto año consecutivo en el que la Región del Sureste se lleva el título en la Competencia Nacional de Cadetes. En los años anteriores, el equipo ganador fue el Escuadrón de Cadetes de Wesley Chapel de la Ala de Florida. Los eventos correspondientes a los años 2020 y 2021 fueron cancelados debido a la pandemia de COVID-19.

La Competencia Nacional de Cadetes es un evento destacado en el calendario de la Civil Air Patrol y reúne a cadetes militares veteranos de todo el país. En esta competencia, los participantes compiten en una amplia variedad de disciplinas.

Taylor Swift now has more No. 1 albums than any woman in history

When Taylor Swift released “Speak Now (Taylor’s Version)” this month, there was no doubt it would debut at No. 1. The only questions were how forcefully it would smash records, how many mountains of vinyl it would sell and how far down the chart Swift’s catalog would push everybody else.

“Speak Now (Taylor’s Version),” the third installment in Swift’s series of rerecorded albums — this one recreating “Speak Now” from 2010, with a thick appendix of tracks revisited from the cutting-room floor — is the year’s biggest new LP, notching the equivalent of 716,000 sales in the United States. It easily topped Morgan Wallen’s “One Thing at a Time,” which opened with 501,000 in March.

But that is not all. It is Swift’s 12th No. 1 album, beating Barbra Streisand for the most chart-toppers by a woman. Drake also has 12 No. 1 albums, but the only acts with more are Jay-Z (14) and the Beatles (19).

The popularity of Swift’s Eras Tour has lifted her entire catalog, and this week, in addition to the new “Speak Now,” she has three other titles in the Top 10 of the Billboard 200 album chart: “Midnights” (No. 5), “Lover” (No. 7) and “Folklore” (No. 10). Swift is the first living act to have four albums in the Top 10 since Herb Alpert in 1966. (Prince had five after his death in 2016, and for many years Billboard barred older

“catalog” albums from reappearing on its main chart — a rule that was changed after Michael Jackson’s death, in 2009.)

Swift’s effort to remake her first six albums began after her old record label was sold without her participation, as a way for Swift to reclaim and control her earlier work. But the project has turned into its own phenomenon, with fans using the opportunity to revisit their own relationship with the music, and critics scouring the new recordings for rare — but

notable — edits, like a change to a lyric on the track “Better Than Revenge” from “Speak Now” that had come to be seen as outdated or worse.

The new version of “Speak Now” had a bigger opening than her two previous rerecordings, “Red” (605,000) and “Fearless” (291,000).

The 716,000 “equivalent” sales for the new “Speak Now” — a measurement by Billboard and the data service Luminate that reconciles the various ways fans consume music now — incorporates 269 million streams and 507,000 copies sold as a complete package. It also includes 268,500 copies on vinyl, the second-biggest week for any vinyl album since the predecessors of Luminate began keeping reliable sales records in 1991 — the biggest was Swift’s own “Midnights,” which opened with 575,000 copies sold on LP back in October.

“Speak Now” continues an astonishingly productive run for Swift. It is her sixth studio album in three years, and according to Billboard she is the only artist to notch new No. 1 albums in each of the last five calendar years: “Lover” (2019); “Folklore” and “Evermore” (2020); “Fearless (Taylor’s Version)” and “Red (Taylor’s Version)” (2021); “Midnights” (2022); and now “Speak Now (Taylor’s Version).”

Also this week, Wallen’s “One Thing” holds at No. 2; Lil Uzi Vert’s “Pink Tape,” last week’s top album, falls to No. 3; and Peso Pluma’s “Génesis” is No. 4.

There’s a British Open winner coaching high school golf in Ohio

All of the noise is gone now. There is no entourage, no hubbub, no fuss. Instead of yukking it up with David Letterman, as he did 20 years ago this month, Ben Curtis is spending the morning teaching southeast of Cleveland and steeling himself for the roughly 750-mile drive to South Carolina for a family vacation.

This kind of understated Friday morning is very much how Curtis likes his life two decades after he made his major tournament debut at the British Open — and won. His victory at Royal St. George’s was an international sensation: He went from being the world’s 396th-ranked player, the one who had spent part of tournament week sightseeing in London with his fiancée, to being the first golfer in 90 years to win a major title on his first try.

He never captured another. Sporadic successes followed — ties for second at a PGA Championship and a Players Championship, a spot on a Ryder Cup-winning team, a few other PGA Tour victories — but never the major-winning magic. He last played a tour event in 2017, finishing with career earnings of more than $13.7 million.

Today, he coaches his son’s golf team at Theodore Roosevelt High School in Kent, Ohio, and teaches at a golf academy that bears his name. On Thursday, the Open will begin at Royal Liverpool. He could play in it, but he’d rather not.

This interview has been edited for length and clarity.

Q: Let’s start in 2003. After the first round, you were five shots off the lead. After the second, three. After the third, two. When did you start to think you could win?

A: Saturday, I remember struggling the first nine holes, and then something — I don’t know if I just calmed down, maybe thought it’s over, I don’t know — happened. I shot 3-under on that back nine, and it just boosted my confidence. When we went to bed that night, I was like, “I’m going to win this thing.” I told Candace that, and she kind of went quiet until the next day.

Q: The back nine on Sunday wasn’t as smooth as Saturday’s. Was it the course or the pressure?

A: Probably the pressure more than anything.

The first nine continued what I was doing on Saturday. In any tournament, but a major especially, it’s hard to play really consistent for 27 holes without having some kind of hiccup. In the back of my mind, I kept telling

myself, “It’s tough for everybody.”

Q: Ever watched the round?

A: Twice.

Q: Twice in 20 years?

A: We were at a friend’s house, woke up and he had the Golf Channel on since it was Open week. And so we sat there and watched it a little bit, and the kids slowly came down and we watched it. And then that kind of spurred it on to, “Hey, let’s take the time since the kids were older.”

When I was playing, I never wanted to watch it because I was stubborn and wanted to concentrate on the future. Now I look at it though, and it’s like, “What were we wearing?”

Q: A few days after you won, you told the Times: “It won’t change me. It won’t change who I am.” Did it?

A: I’m sure it did. But personality-wise or things like that, I would hope not.

Q: Did it change how you approached golf?

A: I wasn’t used to the limelight, and so it was just difficult to go practice, to go find that quiet place where I could get work done. You try to schedule your day and you tried to have it down to within a few minutes, but if you’re trying to have a two- or three-hour practice session and it ends up being six and you’ve only practiced for two, it wears on you.

People are coming up and you’re getting distracted — and not in a mean way, by any stretch — but then you realize you’re putting less and less time into the practice because of that. So that’s what was difficult, or even just going out to eat, and it made me realize I never wanted to be like that — like, I would never want to be in Tiger Woods’ shoes.

I’d want to come in under the radar. I wanted to win every week, of course. Everyone does.

Q: You coach high schoolers now. What do you tell them about pressure?

A: They’re worried about breaking 80 or 90, not winning majors. But to them, that’s a big deal. I remember the first time you break 80, the first time you break 70 and how big of an accomplishment that is. So that’s their major.

I always tell them you can’t force it. It’s just going to happen. You work hard, and it’s just going to fall in there.

You can only control yourself and your emotions and try to treat every shot like it’s the first shot. And 99.9% of the rounds do not go the way you want them because usually it’s derailed within the first shot or hole.

Q: Brooks Koepka says he thinks he can win 10 majors. Did you ever let a specific number like that enter your head?

A: No, but I always dreamed of winning another one and had a couple of opportunities.

Q: Winning a major put you in the history books. Would your career have been easier if you hadn’t won so early?

A: Probably, but it wouldn’t be as cool of a story. Like, if I had won two other events and then won a major and then kind of disappeared?

Q: Is there such a thing as winning a major too early?

A: It’s not so much the winning the one too early, but maybe the way Koepka did it and winning a lot within a couple of years. Now, all of a sudden, you think you should win every week.

And the hardest thing — and I fell into that trap, too — was trying to gear up your game just for the majors. If you just do that alone, if you’re not playing good going into it, what difference does it make if you don’t have the confidence? Confidence is the biggest thing.

Q: Wyndham Clark is going to Royal Liverpool as a first-time major champion. What’s your advice for him?

A: Enjoy the moment, and don’t be afraid to say no. Try to stick to your routine. And the biggest thing is just expectations: Don’t expect to win. Just go out there and try to enjoy the moment. Just like Max said, laugh, have some fun. If you make the cut and have a chance to win, great. If not, you’re still the U.S. Open champ, and no one is ever going to take that away.

Q: You can play the Open until you’re 60. Why not play it?

A: One, I don’t want to put the work in. And, two, I’m not going to show up just to shoot a pair of 78s, 79s. It’s not fair to the oth-

er guys. You’re basically taking a spot away from a kid at a qualifier or somebody who is trying to play for the first time.

I know what it takes to play well. I can go out here and play OK. But when you play 10 times a year, it’s a totally different thing.

Q: You last played a tour event in 2017. Was it hard to walk away, or was it liberating?

A: A little bit of both. I think I could have a couple of years earlier and just kept hanging on and playing like crap, to put it frankly. Once I did, it was great.

Q: When did you recognize that you didn’t want that chaotic tour life anymore?

A: When the kids got to school age. When they were young and you could take them with you, it was great. Then they went to school and their schedule is limited, and you’re traveling and playing in these tournaments, and you’re alone.

I never played a huge amount, but when you’re used to having them out for about 20, 22 events a year and suddenly it’s only for six or seven, and now you’re out there for 20, 22 events on your own, it becomes tough. It doesn’t matter how nice the resort is. Every hotel room, it doesn’t matter whether it’s a Ritz-Carlton or a Courtyard Marriott, it’s a rectangle room with a bathroom in it. And it’s tough on the family at home, too, because they want me home.

Q: A lot of retired golfers live in beachfront towns in Florida. You chose Ohio. Why?

A: If you’re in Jupiter, you’re among your peers. Up here, we’re alone. The people are great, down to earth, and we wanted that for our kids. It’s just who we are and where we’re at. This is home.

Q: What errors are you seeing that weren’t really a thing when you were learning to play?

A: Kids are more worried about their swing technique and the way it looks than how it performs. As long as you shoot a 72 on the scorecard, it doesn’t matter how you shoot 72. It’s a good score! Just worry about that.

Q: Twenty years ago, you said that if you hadn’t been playing the Open you “probably” would have been watching the tournament on TV. Will you be watching this time?

A: It’s funny: It’s been seven years since I played, but I wake up now and realize it’s almost over. You totally forget. You get up and start doing your stuff, and it’s 2 o’clock and you think you’ll see what the golf is — and then it’s over.

The first three years were like that, and I totally missed it. Now, I’ll watch it, and I enjoy it.

It’s an honor to wear this jersey. It’s also kind of a pain.

Jonas Vingegaard had been wearing the famed yellow jersey bestowed upon the leader of the Tour de France for almost a week when the question came.

It was not a question about race strategy or maintaining speed, or about the best way to keep his nerve, and his lead, through more days of winding road, sharp curves and punishing ascents. It was not a question about fitness, or form.

Might he be more comfortable, Vingegaard was asked, if he was in second place?

“It would be easier, yes,” he replied. “For sure.”

For all the honor and respect it garners, for all it signifies in a sport obsessed with data and detail, the hallowed yellow jersey comes threaded with a surprising number of inconveniences and disadvantages.

Teams may spend hours using a wind tunnel, for example, to perfect every detail of a rider’s positioning, bike and clothing. The reward, if the rider does well enough to move into the lead? A new jersey from the race’s official sponsor, Santini, that may not fit or perform in the same way.

“It’s a little bit different,” said Tadej Pogacar, a two-time winner of the Tour and a regular wearer of the yellow jersey. “You’re not used to it.”

Then there are the obligations. After crossing the finish line of each day’s stage, the race leader is whisked through a dizzying series of tasks. He is interviewed by the Tour. He is interviewed by the race’s official broadcast partners. He signs several jersey facsimiles. He ascends the

podium, along with a few other riders (a group that includes the stage winner and the leaders of several other classifications) for a presentation and photographs.

After that, he must navigate a gantlet of journalists and a video news conference. The final stop, and potentially the longest, is at doping control. He is there until nature calls. “I would be one hour earlier at the hotel every day,” Vingegaard said, if only he was not in the yellow jersey.

Still, for every other rider, wearing it for even a day is the highest honor, a first-

line-of-the-obituary moment. “My mind is exploding,” Yves Lampaert said last year, his eyes filling with tears, after taking a surprise victory in the race’s opening time trial. “I’m just a farmer’s son from Belgium.”

So universally understood is the mystique of the maillot jaune, as the jersey is known in French, that there is no need to even specify the color when referring to it. It is simply The Jersey. And at an event where the color yellow is inescapable — fluttering from flags, clinging to sweat-soaked spectators and chosen for

the lanyards hanging around the necks of journalists, organizers, VIPs and even police officers — it is actually less prevalent in the race itself. There, its distinctive shade, Pantone Yellow 1000, is meant to be seen in only one place: on the back of the race leader. (Race leaders have been known to ride a yellow bike or wear other yellow gear, too.)

“The fries are done!” a voice yells as an urgent beeping interrupts the bustle around the trailers and trucks scattered outside the press center in Moulins after Stage 11. Fabrice Pierrot chuckles and releases the press he is standing over. After slipping a small block of wood into the mechanism to hold it open, he gingerly removes a yellow jersey bearing the stillsteaming logo of Vingegaard’s team, Jumbo-Visma.

Pierrot is the Tour’s jersey printer, tasked with producing special jerseys each day for the podium, as well as for the next day’s race. Backstage at the podium, Pierrot takes notes from the riders, though after 20 years on the job he can usually size them up by sight. “This generation, like Pogacar, never a word. I like working with them.” On this day, by the time Vingegaard is finished, almost exactly an hour after he rolled across the line, his team bus and those of every other team are long gone. Barriers are being dismantled, and the podium is being folded back into a trailer. He is as he has been for days: dressed in yellow, and proud of it.

“It doesn’t fit as well, but it fits OK,” Vingegaard said, a faint smile creeping onto his normally stoic face. “I prefer to be in The Jersey over my normal jersey.”
