JGo has $1.6 million for campaign

The candidate for governor for the New Progressive Party (PNP), Jenniffer González Colón, has available, as of Tuesday, the amount of $1.6 million in the bank account for match the electoral fund.

In the month of June, the campaign raised $911,000 dollars, said the finance director and treasurer of the Governorship Campaign, Mr. Oriol Campos.

With the money available in cash, $1.6 million, the committee can deposit said amount in the accounts of the Department of the Treasury and benefit from the matching of the Special Fund, which consists of a progressive allocation of equal parts (1:1) up to a maximum of $5 million. Campaigns can make deposits periodically until they reach the maximum amount allowed by law.

“The support that Jenniffer’s candidacy has received has been exceptional and we hope to close the month of July with additional collections that, cumulatively, will exceed $2 million. During the month of August we will be holding different fundraising events, which will bring us significantly closer to our fundraising goal,” said the political director of the NPP.

Campos assures that Jenniffer González’s collections are the highest of any gubernatorial candidate in the month of June, it is even greater if all the amounts collected from all the other gubernatorial candidates are added together.

The lawyer recognized the importance of the support received and clarified that this is

only part of the victory on the way to the elections, the greatest weight being the work of the electoral team, which is why he urged everyone who supports the candidacy of Jenniffer González to be the next governor of Puerto Rico, to update their electoral status and go out to vote this November 5.

Cerro Maravilla murders to be commemorated

The Cerro de los Mártires Coordinator invites the people of Puerto Rico to the commemoration of the murder of the young men Arnaldo Darío Rosado and Carlothes Soto Arriví, to be celebrated July 25 on the Cerro Maravilla.

Since 1978, except for the two years of the pandemic, the Coordinator, founded by the attorney José Enrique Ayoroa Santaliz, has commemorated this recognizing its impact beyond the independence struggles.

This commemoration remains relevant because of the repression that has transcended the independence sectors to include those who defend natural resources, labor rights and the essential public services.

The acts will be held from 8:30 in the morning, in front of the crosses of the young murdered men and will be dedicated tot he worker’s leader Ricardo Santos Ramos, known for his struggle for the rights of the workers and the energy service as a human right.

The principle message will be made by Juan Dalmau Ramírez, Secretary General of the Puerto Rico Independence Party and candidate for governor for the PIP-MCV Aliance. Other messages will be offered by José Rivera Rivera on the situation of pensions, Sonia Santiago Hernández on the situation in Palestine and Martha Quiñones on the context of the repression in the 1970s

LUMA begins work on power lines in Santa Isabel, Coamo

As anticipated during June, LUMA personnel began work on lines 100 and 200 in Santa Isabel to add redundancy for customers in Santa Isabel, Coamo, and neighboring towns, the firm said Tuesday.

“Since June 9, we have taken a series of specific measures to guarantee that our customers in Santa Isabel, Coamo, and Aibonito have electrical service, and this is

redundancy for customers.

one of the actions to provide greater stability and resilience,” the private operator of the Puerto Rico Electric Power Authority’s transmission and distribution system said in a statement.

These construction works will include installing more than 45 transmission structures and over 50,000 feet of cables along the PR-1 highway between Salinas and Santa Isabel. The company will fund the project, which will take four to six weeks and cost approximately $2 million, as part of its operational budget.

The 38,000 volt (38kv) lines, which have been out of service since Hurricane Maria hit the island in 2017, are part of LUMA’s reconstruction plan. In January 2022, LUMA formally submitted to FEMA a project for the reconstruction of both lines from Guayama to Ponce for $192 million. For this reason, LUMA had to request all endorsements from federal and state agencies before beginning work on this segment of the line.

“We need to complete these construction works correctly and with the endorsement of all relevant agencies so as not to compromise the reconstruction project with federal funds for the complete lines. We urgently need to give more redundancy to this area as soon as possible, which is why we have responsibly dedicated significant resources to repair the line in Santa Isabel,” confirmed Hendzon Martínez, director of LUMA transmission lines, who has over 20 years of experience in the system.

“We have remained in constant communication with area mayors to keep them informed of the progress of the work, and we are confident of the benefits to their communities when we complete the construction work.” Martínez added.

LUMA substation engineering and operations personnel continue coordinating plans to transport the transformer stored in Maunabo to the Santa Isabel substation for installation as quickly and safely as possible. On Monday, LUMA employees carried out visual inspections and other work before the start of transportation. In addition, operations personnel have planned vegetation management and maintenance work on the main feeder of Maunabo and the substation located in the urban area of the municipality to increase the resilience and reliability of the system in the area.

Meanwhile, workers completed work in Santa Isabel to disconnect the damaged transformer and remove it from its base for transfer to other LUMA facilities.

“We continue to focus on completing the necessary work to safely transfer the transformer located in Maunabo and provide stability to the electrical service to our customers in Santa Isabel and Coamo.” Alejandro González stated, director of lines of the Central and South division of LUMA. “We are working with commitment, security, and a sense of urgency with the good of our clients in mind,” he added.

Agriculture Secretary reveals 2022 Agriculture Census

The Secretary of the Department of Agriculture (DA), Ramón González Beiró, revealed the results of the 2022 Agricultural Census compiled by the National Agricultural Statistics Service of the Federal Department of Agriculture (USDA), with a sustained increase in product sales of agricultural resources reaching $703 million, which represents an increase of 45 percent compared to 2018. This supports the public policy of Governor Pedro R. Pierluisi and the secretary of increasing the production of fresh products available to consumers in Puerto Rico. The document also reveals an increase in land areas compared to 2018.

By 2018 there were 487,775 acres and the year 2022 reflected 494,481 acres cultivated. The regions with the most farms on the island are Utuado, Lares and Caguas.

“This is revealing news that exemplifies our commitment and the Governor’s efforts with agriculture. The data collected indicates substantial growth and general improvement in the different industries underlining the effort and dedication of our farmers and ranchers. It is also important to highlight that for years we have seen how the data was decreasing and now we see how it is increasing. These are good statistical data for our agriculture,” said González Beiró.

Likewise, the secretary expressed that the findings of these statistical data reflect the transparency in the granting of incentives from the Department’s different programs, achieving better performance for our farmers by providing them with the necessary tools. The increase in acres of land

reflects how the sector has been consolidating so that the operation of the farms is more efficient.

These numbers are a testament to the hard work of the entire Department component to support the agricultural industry and the strength of our farmers, however, if we compare with the DA’s statistical data, our numbers reflect a more significant increase because we accounted for the fishing industry, among other sectors, as well as federal and state incentives. By adding this data, so far, around $939 million in gross income has been recorded.

According to the Census, the largest increases in sales of agricultural products were poultry and poultry products, coffee, bananas, plantains, pineapples and other tropical fruits. While the main municipalities in sales were Santa Isabel, Arecibo, Salinas, Hatillo, Juana Díaz, Cidra, Camuy, Aibonito, Barranquitas and San Sebastián.

On the other hand, milk was the main product in Puerto Rico with $173.0 million in sales, followed by poultry products with $111.2 million; vegetables with $74 million; bananas with $56.3 million; fruits $49.8 million; floriculture with $47.5 million; vegetables with $42.5 million and finally bovine with $36 million.

“Equally here we highlight the crucial role of agriculture in the local economy, which also generates jobs and provides fresh, quality food,” González Beiró pointed out.

U.S. First Circuit to reconsider ruling that PREPA bondholders had secured claim

The U.S. First Circuit Court of Appeals has decided to review its prior ruling that holders of Puerto Rico Electric Power Authority (PREPA) bonds have a secured claim of $8.5 billion against the utility’s current and future net revenues.

The appeals court’s July 22 decision came after the Financial Oversight and Management Board had asked for a reconsideration of the ruling as part of PREPA’s bankruptcy case.

“Pursuant to Federal Rule of Appellate Procedure 40(a) (3), the parties to this appeal other than the Board and the Committee of Unsecured Creditors should file any response to the pending petitions for rehearing on or before August 2, 2024. The Board and the Committee may file replies of no more than five pages on or before August 9, 2024,” the Appeals Court wrote.

On June 12, the Appeals Court, in a 66-page opinion, examined various issues, such as trust obligations and revenues, to declare that bondholders will receive the face amount of bonds, about $8.5 billion, and accrued interest.

The First Circuit’s decision could affect bondholder recoveries and the confirmation of PREPA’s debt adjustment, which Judge Laura Taylor Swain is currently considering. The decision also has implications for the broader municipal bond

markets. The FOMB had anticipated it was going to seek a reconsideration of the Appeals Court ruling.

“PREPA does not generate any net revenues until electricity rates are increased. Under bankruptcy law, the court must determine the value of the bondholders’ collateral on the confirmation date, which is prior to any rate increase. Therefore, the implications of the First Circuit decision and the value of the bondholders’ collateral will depend on careful consideration and additional determinations by the U.S. District Court,” the FOMB said.

In January, PREPA’s bondholders asked an appeals court to overturn a Swain’s ruling that found they had only a $2.4 billion unsecured claim on their $8.5 billion debt.

In 2023, Swain ruled that the bonds issued by PREPA gave bondholders security interests under the utility’s trust agreement only in money received and deposited into a fund rather than a security interest in future revenues not yet received for energy not yet generated. She also declared that bondholders had an unsecured claim to net revenues that the Judge reduced from about $9 billion to $2.4 billion.

In its June 12 opinion, the First Circuit Court confirmed that the trust agreement’s “preamble” functioned as a granting clause rather than a prefatory clause, indicating PREPA’s unequivocal promise to pledge revenues as security for bond payments.

The Appeals Court also declared that PREPA pledged net revenues as security for the revenue bonds, extending the security interest beyond the funds deposited into specific accounts such as the sinking and subordinate funds. It said a revenue lien could encompass revenues acquired in the future, extending security interests to after-acquired property.

Juan Dalmau, the gubernatorial candidate for the Puerto Rican Independence Party and the Citizen Victory Movement (MVC) Alliance, proposed holding a constituent assembly instead of a status referendum to address the status issue.

The legislators indicated that the new strategy of the PIP and MVC to promote a constitutional assembly is nothing more than “another attempt to prevent the People from expressing themselves in the status consultation. First, they have to win and then legislate their proposal, which is not going to happen.”

The Alliance opposes the status vote that will be held with the November election. The PIP is challenging the proposed

vote in court.

“The independence parties, Movimiento Victoria Ciudadana and the Puerto Rican Independence Party, now represented by Juan Dalmau, know that independence is overwhelmingly rejected by the People and in another attempt not to talk about it, they invent this lie of a Constitutional Assembly. This type of assembly is undemocratic since only a handful of people selected in dark rooms would choose for the People. It is part of the agenda of the independence movement to destroy democracy in Puerto Rico,” declared the New Progressive Party representatives.

A constituent assembly, however, consists of a group of representatives elected by the people to create or change a country’s constitution. The assembly is usually formed for a specific purpose and is dissolved once that purpose is accomplished.

“It is ironic and very accommodating for the PIP to launch this proposal. That party has historically supported status consultations with its active participation, such as in 2012 and

2020, to mention a few. Let’s go further; just a few months ago, they supported HR 2757, the current version of HR8393 approved in the Federal House. This bipartite measure seeks to hold a consultation endorsed by Congress between the decolonizing options of statehood, direct independence, and independence through free association. Now, they go to court to stop the referendum and invent a status assembly. They do nothing to not talk about independence,” the NPP lawmakers said.

The New Progressive Party’s (NPP) legislators also urged members of the Popular Democratic Party who cherish American citizenship to join the community to defend it.

“The New Progressive Party (NPP) is the home for all who believe in equal rights, American citizenship, and union with the United States. To those who feel fear due to their leaders’ lack of defense of the permanent union, we invite them to join the NPP, the only instrument that guarantees union and social justice for our people, with equal constitutional rights,” they said.

Far right spreads baseless claims about Biden’s whereabouts

Many conspiracy theorists and far-right commentators are spreading doubts that President Joe Biden is alive after he posted a letter on Sunday resigning from his presidential campaign.

The theory is baseless. Biden, who learned he had COVID on July 17 and has been in isolation since, called into a campaign event for Vice President Kamala Harris on Monday, and the two exchanged praise and playful banter.

“Joe, are you watching? You hear this clapping? Can you see it?” Harris asked the president. As the room echoed with applause, Biden responded, “I’m watching. I’m watching it.”

Biden has also said he would address the nation later this week.

Despite all that, the conspiracy theories have gained traction among the far right, earning support from some mainstream commentators. A hashtag on the topic became a Top 10 trending topic in the United States on the social media platform X.

The theory adds to a torrent of falsehoods and misleading posts by right-wing influencers that have spread since Biden’s announcement. They have falsely denigrated Democrats for conducting a “coup” against primary voters by removing Biden and have attacked Harris

with a deluge of sexist and racist remarks.

Soon after the letter was posted to social media on Sunday, Fox News anchors raised questions over the lack of photos or videos to accompany the announcement.

“It is disconcerting, isn’t it?” Bret Baier, a Fox News host, said.

“Proof of life, please,” added Dana Perino, a co-host.

Online, conspiracy theorists raced to analyze the letter for signs that something was amiss. Several fixated on Biden’s autograph, which clearly bears the name “J.R. Biden” but also contains an underline not seen in other signatures from the president.

Bill Ackman, the billionaire financier, promoted several posts on X questioning whether the signature was authentic.

“If this were a hostage situation, that letter would not qualify as proof of life,” he wrote on X in a post that received more than 1 million views.

Several commentators also noted that the lack of a White House seal or letterhead was evidence that the document was not actually written by Biden. His candidacy is separate from his duties at the White House or for the federal government.

As the conspiracy theory circulated on Monday — and Biden remained out of the limelight as he recovers — the idea gained support from more prominent right-wing influencers.

Charlie Kirk, the right-wing podcaster, shared a convoluted story that suggested Biden was “dying or possibly already dead.” It was seen more than 12 million times on X.

Frustrated Californians may be ready for a tougher approach to crime

Deodorant, shampoo and underwear are all under lock and key in many stores in California. Retail clerks are often told to ignore shoplifters, after a handful of store employees who confronted thieves were assaulted or killed. Video clips of smash-and-grab crews snatching armloads of merchandise have gone viral.

Californians of all political stripes have become fed up with the problems plaguing supermarkets and retail stores, not to mention car break-ins and open-air drug use. Some top Democrats, including San Francisco Mayor London Breed, have joined conservatives in denouncing a cascade of smaller crimes that have contributed to a sense of lawlessness in major cities.

Now, the state’s lawmakers and voters are weighing what to do.

With public sentiment in the state shifting toward stiffer punishment, California finds itself debating whether to roll back decade-old changes that sharply reduced the state’s inmate count and made it a leader in reducing mass incarceration.

A coalition of law enforcement figures, business owners

and relatives of fentanyl addicts want to reverse the 2014 ballot measure known as Proposition 47, which reduced penalties for shoplifting and drug possession. That measure has been blamed so often for the state’s crime woes that it is among the few past initiatives that residents can identify by number — right up there with Proposition 13, the state’s landmark property tax limitation, and Proposition 209, the state’s prohibition of affirmative action.

With financial help from giant retailers Target, Home Depot and Walmart, the coalition has gotten a ballot measure qualified for the November election that would impose harsher punishments for crimes that result in lighter charges or no prosecution today.

Many Democratic state leaders, including Gov. Gavin Newsom, have acknowledged the state’s crime problems. Newsom was captured on a hot mic in February describing a shoplifting episode at a Target store in which he witnessed a man shoplifting without being confronted by anyone. “I was like, ‘Why am I spending $380 — everyone can walk the hell right out,’” he said.

But Newsom and Democratic legislative leaders say changing Proposition 47 is the wrong way to go. They argue that the new ballot measure would result in thousands more

incarcerations, at a cost to the state of hundreds of millions of dollars, at a time when Democratic leaders want to close prisons. They want to leave Proposition 47 intact, and pass legislation in August that would tighten laws on retail theft and repeat offenders.

Proposition 47 reduced most drug-possession crimes to misdemeanors, and raised the threshold for thefts to be charged as felonies, to $950 in property or more. The measure allowed people to get out of prison early if they were incarcerated under the old laws, and it reduced the number of people sent to prison. It also funneled hundreds of millions of dollars to services for people returning home from prison, helping to reduce the rate of recidivism, according to a study by a state regulator.

The fate of Proposition 47 will be decided by California’s nearly 27 million eligible voters in November. Nearly 1 million people signed a petition to amend Proposition 47 by imposing tougher sentences for shoplifting and drug possession.

the measure backed by law enforcement officials would go too far, Newsom and his allies tried to place on the ballot their own more moderate initiative, which would have addressed the problem of repeat thieves but would have stopped short of reimposing prison sentences for drug possession.

Newsom, by then distracted by national politics after President Joe Biden’s disastrous debate, quickly abandoned that effort, saying they could not get it done in time to place it on the November ballot. At the same time, negotiations with the tough-on-crime coalition to kill the more sweeping initiative failed.

“They refused, opting to instead push a ballot measure that would revive policies from the era of mass incarceration and the failed War on Drugs,” Newsom said.

A decade ago, the criminal justice debate unfolding in California was very different. The U.S. Supreme Court had ordered California to reduce the populations of its overcrowded prisons. Then-Justice Anthony Kennedy, writing for the majority, said the crisis had led to “needless suffering and death.” And he sprinkled his opinion with sordid details of suffering: suicidal inmates locked in cages the size of a telephone booth; one toilet for 54 prisoners; sick inmates routinely denied medical care and dying because of it.

California voters responded by passing a series of measures, including Proposition 47, that reduced sentences, offered early parole and relaxed the state’s “three strikes” law. But in the years since, prosecutors and law enforcement officials have said Proposition 47 stripped them of the tools to effectively deter crime.

On a given day, there are now fewer than 100,000 people in California’s prisons, compared with about 160,000 when the Supreme Court issued its order.

Backers of this year’s rollback measure, known as Proposition 36, believe that fed-up voters will see that cost as worthwhile.

“What used to be a simple five-minute trip to the store has now become a ritual of clicking call buttons and waiting, sometimes ages, to get something as simple as a razor,” said Christian Medina, 26, who delivers groceries for Instacart in the Southern California city of Whittier.

At a Target store in Pasadena recently, Steven Wahl, 63, found the two items he was looking for — a charging cable and Tylenol — behind lock and key. “In the past, I’ve seen very expensive electronics locked up, and I kind of understand that because they are expensive, but now it really does feel like the most basic items are locked up,” he said.

Wahl said he did not know enough yet to decide how to vote on the November ballot initiative, but he was dismayed that some people had blamed the retail theft crisis on homeless people and had accused them of stealing things to sell on the street.

“I think they’re loading too much of this onto the homeless trying to sell things, when the homeless are just trying to live from day to day,” he said. “I think what we need to start thinking about is maybe doing more for our homeless, and worry less about locking everything up.”

As the debate has unfolded in recent months, opponents of the rollback effort said the scope of the problem remained elusive. Viral social media videos of flash mobstyle robberies, rare as such crimes have been, gave a false impression of rampant crime, the opponents have argued. And until very recently, state crime statistics showed that shoplifting was down compared with 2013, the year before voters approved Proposition 47, even though some property crimes increased after the measure passed. The state recently released statistics for 2023, though, that showed a 39% rise in shoplifting from the year before.

Los Angeles had an 81% increase in shoplifting last year, according to an analysis by Crosstown LA, a nonprofit newsroom. In San Francisco, whose postpandemic struggles have been in the national spotlight, thefts increased substantially in 2021 and 2022 before decreasing last year. That downward trend has extended through the first half of this year, according

to the San Francisco Police Department.

Jonathan Simon, a professor at the law school of the University of California, Berkeley, who studies criminology, said the way modern retail stores were set up could enable theft. With fewer employees and more self-checkout stations, stores make it easier to steal, he said. And it can be easy for someone who is spotted stealing to slip away.

“Most store employees are now instructed not to stop people leaving, mostly for insurance reasons,” he said. “It’s not worth the workers comp or other losses that would come from someone being injured in the process of trying to stop somebody.”

Yet, the public remains frustrated. And for many people, including Jeff Reisig, the district attorney in Yolo County, just west of Sacramento, the issue is deeply personal.

Reisig, whose county has not voted for a Republican for president since Dwight D. Eisenhower, pointed to his nephew’s struggles to explain why he believes it was a mistake for California to reduce penalties for shoplifting and drug possession.

His nephew was prescribed OxyContin after sustaining a high school football injury, and he fell into addiction, eventually moving on to heroin and fentanyl. Today, the nephew is homeless, living in an encampment near the Sacramento River, and, Reisig said, steals regularly to support his drug habit.

“He’s been cited repeatedly for possession of heroin and methamphetamine, and also the stealing, but because it’s a misdemeanor, he’s just back out on the street within days,” Reisig said.

(Under the ballot measure, a third conviction for possession of hard drugs would constitute a felony and force the defendant to choose between prison time and court-ordered treatment.)

It is far from clear that Californians, despite their frustrations, are ready to shift back to a tough-on-crime approach that was en vogue decades ago. The state is, on the whole, more liberal than it was in the 1980s and 1990s, when California had Republican governors for 16 straight years.

Some voters may see retail crime as a nuisance more than a serious concern, and drug use as a problem better solved through voluntary treatment. In a Public Policy Institute of California poll released last month, respondents ranked crime and drug use below the economy, housing costs and homelessness as top issues for the state to address.

Groups that advocate overhauling criminal justice are especially alarmed by the prospect of once again sending people to prison for drug possession. Tinisch Hollins, executive director of Californians for Safety and Justice, described the campaign to change Proposition 47 as “basically the War on Drugs 2.0.” Her organization has estimated that if the measure passes, tens of thousands of people could wind up behind bars for low-level drug crimes,

“Putting everyone in jail or prison for personal drug use had a devastating effect on our communities,” she said.

Delta changes uniform policy after employees seen with Palestinian flag pins

Two Delta Air Lines flight attendants seen in a social media post wearing pins depicting the Palestinian flag caused an online uproar, a rogue response from a Delta employee and a change to the company’s uniform policy.

The image, reposted Wednesday, showed the flight attendants in a plane aisle with small Palestinian flag pins affixed to their uniforms. The post characterized the pins as “Hamas badges.”

The post prompted a wave of criticism on social media aimed at the airline.

Soon after the images were published, the official Delta account on the social platform X responded in solidarity. “I hear you as I’d be terrified as well, personally,” read the comment.

Soon after, Delta’s reply was gone.

“On Wednesday, we removed a reply that was not in line with our values,” Delta said on social media. “We strive

for an environment of inclusivity & respect for all, in our communities & our planes. The employee responsible no longer supports Delta’s social channels. We apologize for this hurtful post.”

Delta said that, beginning Monday, it would change its uniform policies so that only U.S. flag pins would be permitted to be worn on uniforms. Previously, pins representing countries and nationalities from around the world had been allowed.

“The photographed flight attendants were compliant with Delta uniform guidelines and we’ve been in touch with them to offer support,” a Delta spokesperson said Saturday.

The spokesperson went on to address rumors that the airline had taken disciplinary action against the employees. “Contrary to further chatter on social media platforms, neither has been terminated,” she said.

In a letter dated July 11 to Ed Bastian, the company’s CEO, a steering committee from the Delta Association of Flight Attendants, a union, asked for an apology and a ban on unauthorized photography of crew members.

“Under current rules, Delta management leaves flight attendants vulnerable to harassment,” the letter said.

The letter went on to say that “targeting any individuals on the basis of their nationality violates anti-discrimination laws, is antithetical to Delta’s stated commitment to inclusivity and respect, and encourages a hostile work environment.”

The company spokesperson did not address the letter, which comes as videos and images of passenger disturbances aboard planes across all airlines circulate online.

According to the Federal Aviation Administration, reports of unruly passengers have declined since 2021, when there were nearly 6,000 cases reported, compared with just over 1,000 in 2020.

So far this year, there have been nearly 900 reports of unruly passengers.

Delta’s change in its uniform policy aims to reduce these episodes and protect employee safety, the spokesperson said, adding that the airline is “taking this step to help ensure a safe, comfortable and welcoming environment for all.”

CNN cuts 100 jobs, and announces plan for digital subscription product

CNN’s top leader announced 100 job cuts last week as well as a digital strategy that would include a new subscription-only digital offering by the end of the year.

The company is laying off around 100 people, or about 3% of its workforce. The layoffs would come “across the company,” Mark Thompson, the network’s chair, said in a memo to employees. CNN last had significant layoffs in late 2022.

Thompson announced the job cuts as the company began to unveil steps on a digital plan that he said would help the network “regain a leadership position in the news experiences of the future.”

Thompson, the former chief executive of The New York Times and a senior leader at the BBC, has been in charge of CNN since October 2023. He has promised a more robust digital strategy as people flee traditional cable packages in favor of streaming entertainment.

CNN’s ratings have plummeted over the last two years, more so than those of its primary competitors, Fox News and MSNBC. Additionally, CNN’s parent, Warner Bros. Discovery, has an enormous debt load, and its share price has fallen sharply this year.

CNN got a recent shot in the arm when it organized and broadcast the first presidential debate in late June, an event that continued to set off alarm bells within the Demo-

cratic Party about the future of President Joe Biden’s campaign. CNN made the debate available for other outlets to broadcast, and it drew more than 50 million viewers overall. About 9.5 million of those watched on CNN.

As part of the announcement on Wednesday, Thompson said CNN.com’s “first subscription product” would debut later this year. He also said the company would create

“a growing stable of ‘news you can use’ offerings” in lifestyle coverage. Additionally, he said the company would make a push into artificial intelligence.

Thompson laid out a reorganization that would include merging three separate newsrooms (U.S. news gathering, international news gathering and digital news) under one leader, Virginia Moseley. And on the prime-time television front, he has directed deputies to “increase audience competitiveness and also keep a close eye on production costs.”

“Turning a great news organization toward the future is not a one-day affair,” Thompson wrote in a memo to employees. “It happens in stages and over time. Today’s announcements do not answer every question or seek to solve every challenge we face. However, they do represent a significant step forward.”

Wall St broadly flat ahead of big tech earnings; UPS plummets

Wall Street’s main indexes remained largely unchanged heading into the afternoon on Tuesday, having given up initial gains fueled by buying of megacap names ahead of Alphabet and Tesla earnings.

Tesla and Alphabet are set to kick off results from the socalled Magnificent Seven stocks after markets close. While the electric vehicle maker’s dropped 1.5%, the Google parent’s shares were up 0.8%.

Earnings from technology giants will be key in determining if 2024’s record rally can be sustained, or if U.S. stocks are overvalued. The question of whether a rotation away from megacaps in favor of underperforming sectors will con-

tinue is also on investors’ minds.

The small-cap Russell 2000 was up 0.9% on the day.

“You’re looking at a scenario where (Big Tech) names are going to determine the direction of the market... So, if those names disappoint in any way whatsoever, markets will struggle,” said Phil Blancato, CEO of Ladenburg Thalmann Asset Management.

“Their valuations are expensive and we could run into a problem if they don’t meet expectations.”

The megacaps initially buoyed markets on Tuesday, with all three benchmarks trading in positive territory. However, despite most of the megacaps continuing to trade higher, the

overall market advances ebbed away in the early afternoon. Apple, Microsoft, Meta Platforms and Amazon.com rose between 0.4% and 2.5%.

Helping subdue equity markets were disappointing earnings from household names.

United Parcel Service, seen as a bellwether for the global economy, slumped 13.6% after missing earnings estimates on subdued package delivery demand and higher laborcontract costs. The stock was trading at its lowest in nearly four years.

Markets are tuning in and the news has pulled geopolitical concerns to the front of investors’ minds.

“It is definitely one of the more important considerations we have been working into our process all year,” said Erik Knutzen, multi-asset chief investment officer at Neuberger Berman, which manages $481 billion in assets.

“The high-level way that that is being manifested is by assessing our overall portfolio risk levels,” he said.

“An environment of elevated geopolitical risk would lead you to turn that risk dial down.”

That has already been evident in prices as markets immediately focus on two potential pitfalls likely to be heightened by a Trump victory: inflation and restrictions or disruptions to semiconductor sales, particularly for Taiwan.

General Motors dropped 6.5% despite a second-quarter results beat and a higher annual profit forecast, while Comcast lost 2.2% after missing revenue estimates.

NXP Semiconductors slumped 9.3% after forecasting third-quarter revenue below estimates, dragging the Philadelphia SE Semiconductor index 1.4% lower.

Among others, Spotify jumped 11.5% after posting a record quarterly profit slightly ahead of expectations, while Coca-Cola rose 0.7% after it increased its annual sales and profit forecasts,

Of the 74 S&P 500 companies that have reported quarterly results during this earnings season, 81.1% have beaten expectations, according to LSEG data available on Monday. By 2:02 p.m. ET (1802 GMT), the S&P 500 gained 7.09 points, or 0.13%, to 5,571.50 points, while the Nasdaq Composite gained 38.25 points, or 0.21%, to 18,045.82. The Dow Jones Industrial Average rose 32.59 points, or 0.08%, to 40,448.03.

Economic data due to release this week includes the Personal Consumption Expenditures Price Index, the Fed’s preferred inflation gauge, which will be crucial in gauging the monetary policy outlook against a backdrop of the recent inflation downtrend and signs the labor market is easing.

Bets of a 25-basis-point interest-rate cut by September have shot up to nearly 94%, from nearly 60% last month, according to CME’s FedWatch Tool.

A Reuters poll showed the Fed is expected to cut rates twice this year, in September and December. The central bank’s policymakers have said that resilient consumer demand warrants a cautious approach, despite easing inflation.

Israeli military using tanks and fighter jets to strike in Khan Younis

Israel’s military said Tuesday that it was pushing ahead with operations against Hamas in the southern Gaza Strip city of Khan Younis, using tanks and fighter jets to strike what it said were weapons storage facilities and observation posts, a day after aid workers reported that dozens of people had been killed and hundreds of others wounded in the area.

The military, which is seeking to dismantle Hamas, invaded Khan Younis in December, and by spring, it said that it had defeated the armed group’s forces in the city. That its troops have returned there this week suggests that Israel’s commanders perceive that Hamas had not been fully defeated or has regrouped.

The military said Tuesday that it was again “eliminating terrorists in tank and aerial strikes.” It also said that a projectile fired by

Hamas toward Israel from the area of Maghazi in central Gaza “fell and hit a school in the area of Nuseirat,” a town in the same part of the enclave. The military did not say whether there were casualties. It was not immediately possible to confirm the claim, and the main U.N. agency that aids Palestinians, UNRWA, said that it had no information about the reported incident.

The Israeli military had ordered residents to evacuate parts of Khan Younis on Monday, and video and photos showed terrified people, many on foot, running for safety. More than 150,000 people had fled by late Monday afternoon, according to UNRWA, which cited information from a charity, Alwaleed Philanthropies.

Israel had established what it described as a humanitarian zone just west of the city around the coastal village of Muwasi and encouraged

Palestinians in Gaza to go there for safety. But Monday, the military said that it had shrunk the area of that zone, asking people, many of whom had set up makeshift shelters, to leave again because it said Hamas fighters had been launching rockets from the area.

The decision was made because of “intelligence indicating that terrorists were operating and firing rockets in these areas, as well as efforts by Hamas to reassemble its forces there,” the military said in a statement.

The claim could not be independently confirmed, but Hamas has used urban areas in Gaza to conceal its operations, running tunnels under neighborhoods and holding hostages in city centers. The group’s members, who are from Gaza, have long lived among the civilian population.

People in Gaza “search for safety to no avail because no place is safe,” said Ju-

liette Touma, the communications director of UNRWA, who also said that people had been forced to move once a month.

The situation was particularly dire at Nasser Hospital in Khan Younis. The Gaza Health Ministry said Monday that 70 bodies had been brought there and that 200 others had been wounded. The figures could not be confirmed independently, and they do not distinguish between civilians and combatants.

Javid Abdelmoneim, the medical team leader for Doctors Without Borders at the hospital, said in an impassioned video posted on social media Tuesday that staff members were at a breaking point because of the overwhelming medical needs, not least patients with burns. Stocks of blood were at critically low levels, he said, adding that he feared the hospital would be forced to close entirely.

Netanyahu seeks support in U.S. visit, but will find a nation distracted

With his visit to Washington this week, Prime Minister Benjamin Netanyahu of Israel will step away from one political maelstrom and into another.

He is facing anger at home over the prolonged war in the Gaza Strip and failure to bring home the hostages held in the enclave. Washington is divided over Israel’s conduct of the war and treatment of the Palestinians.

But now, the U.S. government and the entire country is preoccupied by the political upheaval surrounding President Joe Biden’s withdrawal over the weekend from the presidential race.

This was not at all what Netanyahu had in mind when he planned his first visit to Washington in almost four years. He is supposed to meet face to face with Biden, though it is unclear when. He is also expected to meet Vice President Kamala Harris, who looks set to become the Democratic Party’s nominee for president. And the Israeli leader is set to address Congress on Wednesday, hoping to shore up support in the face of increasing international censure over the war in Gaza.

“I will seek to anchor the bipartisan support that is so important for Israel,” Netanyahu said shortly before departing Israel on Monday. “In this time of war and uncertainty, it’s important that Israel’s enemies know that America and Israel stand together today, tomorrow and always.”

The timing may be complicated for the Israeli prime minister. But it is also critical that he secure Biden’s support for the months remain-

ing in the president’s term, even as their relationship has grown testier recently as their goals in the Middle East diverge somewhat.

Netanyahu is also aiming to rehabilitate his image on the world stage — at least for his audience back home, where he is in a constant battle for his political survival. But some political analysts suggested that he was about the only person still attaching any importance to his U.S. visit.

“Nobody is focused on this,” said Mitchell Barak, an Israeli pollster and analyst who worked as an aide to Netanyahu in the 1990s. “In less than 10 days, there’s been an assassination attempt on one president and another dropping out of the race,” he added of the turmoil in the United States.

“This is not the right time — for America or for Israel.”

Former President Donald Trump, who was wounded but survived a shooting on July 13, was in office when Netanyahu last came to Washington, in September 2020. Now, he is running again as the Republican candidate. Netanyahu and Trump may also meet this week.

When Netanyahu addresses a joint session of Congress on Wednesday, some of his staunchest allies will be sitting alongside fierce critics.

The invitation for the address was issued jointly by the top four congressional leaders in a show of bipartisan unity that belied a tense debate behind the scenes about receiving him. Chuck Schumer, D-N.Y. and the Senate majority leader, has been sharply critical of Netanyahu and called for him to step down this year. But

in joining the leaders’ request for the address to Congress, he said that America’s relationship with Israel “transcends one person or prime minister.”

As a result, this address is expected to be less contentious than Netanyahu’s last one, in 2015, when the Republican House speaker at the time invited him without informing the White House and infuriated President Barack Obama.

Netanyahu then used the platform to rail against the Obama administration’s negotiating of a nuclear pact between world powers and Iran, driving a partisan wedge into the traditionally bipartisan support that Israel had long counted on.

Netanyahu’s speech on Wednesday is expected to be more conciliatory.

Still, coming at a time when Harris has pledged to do everything in her power to unite her party and the nation, Netanyahu’s visit may only serve to expose more of the cracks and divisions as some Democrats could boycott or try to disrupt his speech.

Harris has been more critical of Israel than Biden at times since Israel began its military offensive in Gaza in response to the Oct. 7 Hamas-led terrorist attack on Israel.

The vice president has declined to preside over the joint session of Congress on Wednesday. An aide cited a scheduling conflict, adding that her absence should not be construed as a change in her commitment to Israel’s security, and that she would meet Netanyahu this week in the White House.

The high civilian toll from the war in Gaza, where more than 39,000 Palestinians have been

killed, according to local health authorities, has created animus in the United States even among some of Israel’s traditionally ardent supporters. Netanyahu’s visit to Washington has also riled many Israelis, who said he should not be leaving the country as it is battles foes on multiple fronts and before he has secured the release of the remaining hostages held in Gaza.

He has articulated no clear vision for Gaza after the war. Tens of thousands of Israelis evacuated from the northern and southern border areas are still displaced from their homes, with little idea of when they can return.

“He has no business going to Washington,” said Barak, the pollster, “because he has unfinished business in Israel.”

When Pakistan tightened a border, thousands of lives were upended

For most of Abdul Manan’s life, the border dividing Afghanistan and Pakistan was little more than a line on a map. Like generations of men before him, Manan, 55, commuted every day from his mudbrick home on the Pakistan side to the wheat field his family had cultivated for decades in Afghanistan. His four sons crossed the border with him, transporting electronics and groceries from markets on one side to homes on the other.

It was a journey shared by tens of thousands of residents in the Pakistani town of Chaman, the site of the last official border crossing where people could pass through using only their national identity card from Pakistan. Then, in October, the gates slammed shut.

Pakistani officials say the restrictions are a necessary security measure — though most of the travel originates on their side of the border — as the country has grappled with a resurgence of cross-border militant violence since the Taliban seized power in Afghanistan in 2021.

For the first time since the border was drawn over a century ago, Pakistani authorities are requiring residents to show a passport and visa before crossing — paperwork that virtually none of them have, they say.

The rules have upended their daily lives. Small traders say they have been effectively locked out of their shops, where their goods rot and bills for shuttered stores mount. Farmers have missed out on wheat harvests, leaving them unable to feed their families, they say. Porters, who once earned up to $3.50 a day by transporting goods like electrical items and groceries on their backs or on hand trolleys, have lost their only source of income.

In recent weeks, Chaman has erupted in violent protests as residents demand that the

Durand Line, a 1,600-mile border dividing Afghanistan and British India. Border tribes continued to cross freely, a tradition that persisted even after the creation of Pakistan in 1947. Extended families lived on either side of the line, crossing to dance at weddings or offer condolences at funerals.

“The only real sign that you had crossed into Afghanistan was the sudden switch in driving sides — from the left in Pakistan to the right in Afghanistan,” said Abdul Rauf, 42, a trader who runs his family’s plastic supply business across the border in Afghanistan.

Pakistani officials said that the most recent border restrictions were necessary to prevent militants from the Pakistani Taliban, also known as Tehrik-e-Taliban Pakistan, or TTP, from infiltrating Pakistan from Afghan soil.

Since the Taliban takeover in Afghanistan three years ago, violence by the TTP and other militant groups has surged in Pakistan, stoking tensions between the two countries. Pakistani authorities have accused the Afghan Taliban of providing safe haven to Pakistani militants, a claim that Taliban officials deny.

restrictions be lifted. “Everything has been taken from us. The land is now inaccessible,” Manan said. “We are starving.”

Manan is one of thousands who have gathered every morning since late October at a makeshift protest camp 2 miles from the border crossing. Throughout the day, the demonstration’s leaders shout speeches to the crowds, which roar with applause. They break only briefly for midday prayers before gathering again until sunset.

The tensions boiled over in mid-June, after security forces were called in to clear protesters who had blocked the main highway linking Chaman to Quetta, the provincial capital 75 miles away. The officers clashed with the protesters, leaving more than 40 people injured.

In the days that followed, the two sides tried to negotiate but government forces arrested protest leaders, generating accusations that authorities had invited them for talks as a trap. Pakistani officials say that the arrests were necessary after attacks on paramilitary forces and attempts to seize government buildings.

Negotiations resumed last week and, on Sunday, the government released protest leaders in exchange for a temporary end to the daily protests at the border.

Negotiators also announced that the government would once again allow local tribesmen to cross the border with only a national identity card. But Pakistani officials have not issued an official statement on the issue and many observers are skeptical as to whether they will in fact restore the old system.

For generations, Pashtun tribes living along the rugged frontier traversed the area freely, their lives woven together by shared ancestry and culture, as well as economic dependence.

But tribes complain that the restrictions have also decimated their livelihoods and, if they remain in place, will forever reshape the fabric of communities.

Even though the Pakistani government promises to help with passport applications, the greatest challenge for most Chaman residents is proving their Pakistani citizenship. Authorities require documents dating back to the 1970s, which many cannot provide.

Human rights groups have urged the government to find a way to balance national security needs and the rights of residents to maintain their livelihoods.

The Human Rights Commission of Pakistan, an independent watchdog, urged “immediate engagement with the affected communities, all stakeholders and Afghan representatives through dialogue and diplomacy” to resolve the issue.

At the protest camp in Chaman, families are exhausted and worried. “Will I ever get back to my land? What will become of my sons if the border stays closed?” said Manan, the farmer. “We can only pray for a solution that shows mercy on the poor like us.”

Can we ‘make America affordable again’? Should we?

The third item on the 2024 Republican Party platform, after promises to seal the border and engage in mass deportations, is a pledge to “END INFLATION, AND MAKE AMERICA AFFORDABLE AGAIN.”

On the first part of that pledge, I don’t know whether the platform’s drafters — who mainly seem to have copied and pasted their items from Donald Trump’s posts on Truth Social — are aware that inflation is already way down. But the second part is more interesting. What do they mean by making America affordable again? Depending on the interpretation, that’s either something that has already happened or a really bad idea.

In normal life, when we ask ourselves whether we can afford something, we compare its price to our income. And if we use that normal-life standard, America is more affordable now than it has ever been; most workers’ wage gains over the past five years have comfortably exceeded the rise in consumer prices.

But many people get upset, even angry, if you point this out. That’s not really surprising. Recent research confirms an old observation, going back at least to the 1970s, that very few people think of inflation as a process that raises both prices and wages. Instead, most believe that they have earned whatever income gains they’ve experienced, and

that inflation has snatched away those gains.

So are the people who drafted the Republican platform saying that we should try to reverse the postpandemic rise in prices? My guess is that they haven’t thought it through. But I think it’s worth going through the reasons no economist I know believes that trying to reverse past inflation, as opposed to controlling future inflation — which we’ve already more or less done — would be a good idea.

The thing is, getting prices back to what they were in, say, 2019 would require putting the U.S. economy through a major episode of deflation — falling prices. And the historical evidence is clear: Imposing significant deflation on a modern economy leads to very high unemployment.

Most of that historical evidence is quite old. Aside from Japan, which is a special case in ways that would take too long to explain, deflation has been very rare in modern economies since World War II. Before the war, however, there were a few deflationary episodes. The United States experienced sharp deflation after World War I and huge deflation in the early years of the Great Depression.

Of course, you know what happened in the Great Depression, but even after World War I there was a large, though temporary, rise in unemployment as a percentage of the nonfarm labor force.

An even more relevant example is Britain in the 1920s. Like many nations, Britain went off the gold standard during World War I and experienced substantial inflation. After the war, however, the chancellor of the Exchequer — a guy named Winston Churchill — decided not only to restore the gold standard but also to restore the prewar gold value of the pound. He rejected vigorous arguments by John Maynard Keynes that this would be a terrible idea, arguments Keynes laid out in a classic essay, “The Economic Consequences of Mr. Churchill.”

Keynes was right. Getting back to the old gold value of the pound required, in effect, making Britain affordable again — that is, putting Britain through a sustained period of deflation. And as a result, while America was going through the Roaring Twenties, Britain remained persistently depressed.

Why is deflation so hard to achieve? The most important reason is that any large decline in prices also requires a big fall in wages — and wages are very difficult to cut, even if workers aren’t unionized. Economist Truman Bewley explained why in his book “Why Wages Don’t Fall During a Recession,” based on interviews with hundreds of business and labor leaders. Basically, everyone agreed that cutting wages would damage worker morale, and that the costs of this

damage to morale would outweigh cost savings except in extreme conditions. So wages and hence prices tend to exhibit “downward nominal rigidity.”

The exceptions prove the rule. The most conspicuous modern example of deflation is Greece, which was forced by the combination of a debt crisis and its membership in the euro area to engage in “internal devaluation” — cutting wages and prices to gain competitiveness against its neighbors. Greece did in fact achieve substantial wage cuts, but only at the cost of incredibly high unemployment.

By the way, this same logic explains why we had a burst of inflation as the economy recovered from the COVID-19 pandemic. The lingering effects of the pandemic led to large-scale disruptions — overstretched supply chains, a huge shift toward remote work and more. These disruptions led to large increases in some prices. To have avoided a rise in average prices would have required large price reductions in other parts of the economy, and almost surely would have required high unemployment. Allowing a one-time burst of inflation, then stabilizing subsequent inflation, was arguably the right policy — and it’s more or less what we did. So can we make America affordable again, in the sense of getting prices back to what they were before the pandemic? Almost surely not, nor should we try. It was important that inflation not get entrenched in the economy, and it didn’t. Instead, we seem to have achieved what many thought impossible: a soft landing that combines low inflation with low unemployment.

Scuba Dogs Society, una organización sin fines de lucro dedicada a esfuerzos de educación en acción para fomentar una cultura de armonía con nuestro ambiente, se complace en invitar a toda la comunidad a participar en un evento de recaudación de fondos en apoyo a la Limpieza Internacional de Costas (LIC), el evento ambiental más grande en Puerto Rico, en el que se moviliza a miles de voluntarios para limpiar simultáneamente más de 200 playas y ríos. Este año la LIC se celebrará el próximo 21 de septiembre.

El evento de recaudación se llevará a cabo el jueves 8 de agosto de 2024, de 5:00 p.m. a 8:00 p.m., en el Balneario El Escambrón en los predios de Scuba Dogs, detrás del Hotel Normandie. La actividad incluirá música en vivo, comida, bebidas y la oportunidad de conocer más sobre el trabajo de Scuba Dogs Society para proteger las costas de Puerto Rico.

“La participación de todos es fundamental para lograr nuestro objetivo de mantener las costas de Puerto Rico limpias y saludables”, dijo la Dra. María Ocasio Torres, directora ejecutiva de Scuba Dogs Society. “Este evento de recaudación de fondos nos ayudará a

coordinar y financiar las actividades de limpieza, enfocándonos en la protección y conservación de estos ecosistemas naturales que debemos conservar”, agregó.

Capacitan a pacientes con diabetes listos para abogar por su salud

APD invita a la comunidad, los medios de comunicación y las entidades gubernamentales a unirse a esta iniciativa para mejorar la calidad de vida de las personas con diabetes en Puerto Rico.

La Asociación Puertorriqueña de Diabetes (APD) anuncia con orgullo la culminación exitosa de su innovador programa Rumbo Control, diseñado para empoderar a pacientes con diabetes tipo 1 y tipo 2 en Puerto Rico.

Los participantes recibieron capacitación a través de talleres educativos virtuales sobre leyes que protegen a las personas con diabetes, empoderamiento y derechos y responsabilidades del paciente. También participaron

en conversatorios y talleres presenciales, incluyendo un recorrido por El Capitolio y un encuentro con el Hon. José F. Aponte, comprometido en apoyar sus derechos. Además, se desarrolló la Guía Informativa Rumbo Control como herramienta para empoderar a los pacientes sobre su derechos, recursos y herramientas de acción a seguir.

“La abogacía en salud es esencial y requiere el compromiso del gobierno, la industria de la salud y la comunidad. Como organización con más de 35 años de experiencia, hemos identificado grandes necesidades en los pacientes con diabetes, incluyendo falta de atención médica, acceso limitado a medicamentos y educación insuficiente. Más de 500,000 personas con diabetes en Puerto Rico merecen y tienen derecho a un tratamiento de alta calidad”, comentó Brenda Padilla, directora ejecutiva de la APD. “El compromiso y la dedicación de todos los involucrados son clave para el éxito de este programa, y estamos sumamente orgullosos de los participantes por su motivación e interés en aprender para abogar por su salud”, añadió.

Esta iniciativa de abogacía surge en respuesta a las necesidades identificadas en la atención de la diabetes

en la isla. APD está comprometida en desarrollar esta estrategia junto al gobierno, la industria de la salud y la comunidad en general. El programa Rumbo Control busca crear conciencia sobre el control comprensivo de la diabetes, capacitar a pacientes y cuidadores, y abogar por políticas públicas que mejoren el acceso a tratamientos de alta calidad.

Irmarie Virella, gerente del proyecto Rumbo Control, expresó: “Las iniciativas del programa, la actividad de cierre y los logros alcanzados han dejado una huella positiva en los portavoces. ‘Longlegs’ review: Daddy danger

Any horror movie that opens, as “Longlegs” does, with a quotation from a British glam-rock hit of the 1970s, suggests a filmmaker with, at the very least, an offbeat sensibility. Even so, this latest feature from the abundantly talented writer and director Osgood Perkins is a puzzler: Stuffed to the rafters with serial-killer cliches — coded messages, creepy dolls, satanic symbols, an androgynous maniac — the plot plays like a sampler of many, more coherent precursors. There’s even a minion dressed as a nun.

And that’s before we attempt to process Nicolas Cage (who else?) as the titular nut case. His appearances are brief, but resounding — and, as can happen with Cage, waver on the brink of parody. Much like the film itself, righted in part by the magnificently bleak mood and prickling sense of premonition that emerge from Andrés Arochi’s mold-colored images. This man can make a deserted, plastic-draped lair look as ominous as hell’s anteroom.

Preparing to enter is Lee Harker (Maika Monroe), a rather green FBI agent on the trail of a serial killer who somehow persuades fathers to slaughter their families and then commit

suicide. Coded notes, signed “Longlegs,” are left at the crime scenes and law enforcement is stymied. But Lee, who had a disturbing encounter with Longlegs as a child, appears to have a psychic connection with the monster. So, too, does her mother (Alicia Witt), and the two’s haunted, wary relationship thrums with unspoken secrets.

Set in Oregon in the 1990s, “Longlegs” wrestles to maintain its eerily menacing tone. The movie’s echoing spaces — a snowy landscape, Lee’s wondrously gloomy home — and wily performances (especially from Kiernan Shipka as an institutionalized survivor of the killings) are too often undercut by a strangely off-kilter comedy. Much of this resides in Longlegs himself, an apparent victim of botched plastic surgery whom Cage plays as a rhyming-and-singing lunatic beneath a frizzed gray wig. In one amusing scene, as Longlegs enters a hardware store sporting what appear to be slippers and a housedress, he resembles nothing so much as a bizarre amalgam of Buffalo Bill and Tootsie. He should have been a breeze to catch.

Scenes like this one (which benefits from a dry cameo by the director’s daughter, Bea Perkins, as a spectacularly unfazed clerk), in common with random moments throughout the movie, have a dottiness that seems intentional and suggests that

Perkins might be messing with us. As chilling and stylish as it is, “Longlegs” is a frustrating pleasure. In films like “I Am the Pretty Thing That Lives In the House” (2016) and “The Blackcoats Daughter” (2017), Perkins allowed his gift for ominousness and insinuation to take center stage. Here, we’re never quite sure if his tongue is in his cheek or his hand is on his heart.

Release of Kevin Costner’s next ‘Horizon’ film is canceled

Kevin Costner’s audacious experiment seems to have failed.

Costner tried something rare this summer, releasing the first chapter of his western saga “Horizon” — which he directed, starred in, co-wrote and partly financed — in theaters across the country on June 28. The plan was for the second chapter in the sprawling story to be released six weeks later.

But thanks to paltry box office returns, that plan has been scuttled. On Wednesday, New Line Cinema, a subsidiary of Warner Bros., said it was canceling the theatrical release of “Horizon: An American Saga — Chapter 2,” which was scheduled to debut in theaters on Aug. 16.

The first chapter, which cost $100 million, made $11 million in its opening weekend and has generated just $22.6 million overall. Costner planned for the saga, about the settling of the West after the Civil War, to consist of four chapters, and tickets to the first two chapters were made available at the same time. Those who bought tickets to the second “Horizon” film would be able to receive a refund.

“Horizon: An American Saga — Chapter 1” will now be available via premium video on demand on Tuesday, “in order to give audiences a greater opportunity to discover the first installment of ‘Horizon’ over the coming weeks,” a New Line spokesperson said in a statement. It will also be available on Max, the streaming service from Warner Bros. Discovery, though no date has been set for that. It is not clear when or

how the second chapter will be released.

Costner, who invested $38 million of his own money in the project and left his lead role in the hit television show “Yellowstone” because of scheduling conflicts over “Horizon,” declined to comment. He began filming the third chapter in May.

“Kevin made this film for people who love movies and who wanted to go on a journey,” Territory Pictures, Costner’s production company, said in a statement. “The support that we have received from film fans, and the theater owners, as they experience the first chapter of this saga only serves to reinforce our belief in them and the films that we have made, and we thank them for coming on board for the ride. We welcome the opportunity for that window to be expanded, as we know it will only serve to enhance the experience of seeing ‘Horizon 2.’”

Every dog has its day, and July 14, 2004, belonged to a boxer named Tasha. On that date, the National Institutes of Health announced that the barrel-chested, generously jowled canine had become the first dog to have her complete genome sequenced. “And everything has kind of exploded since then,” said Elaine Ostrander, a canine genomics expert at the National Human Genome Research Institute and who was part of the research team.

In the 20 years since, geneticists have fallen hard for our canine companions, sequencing thousands upon thousands of dogs, including pedigreed purebreds, mysterious mutts, highly trained working dogs, free-ranging village dogs and even ancient canine remains.

Research on canine cognition and behavior has taken off, too. “Now, dog posters are taking up half of an animal behavior conference,” said Monique Udell, who directs the human-animal interaction lab at Oregon State University. “And we’re starting to see cat research following that same trend.”

Just a few decades ago, many researchers considered pets to be deeply unserious subjects. (“I didn’t want to study dogs,” said Alexandra Horowitz, who has since become a prominent researcher in the field of canine cognition.) Today, companion animals are absolutely in vogue. the world and how to keep them living in it longer. It’s a shift that some experts say is long overdue.

“We have a responsibility to deeply understand these animals if we’re going to live with them,” Udell said. “We also have this great potential to learn a lot about them and a lot about ourselves in the process.”

Pet projects

For geneticists, dogs and cats are both rich subjects, given their long, close history with humans and their susceptibility to many of the same diseases, from cancer to diabetes.

Dogs have been an especially appealing target. Intense human selection, especially over the past few centuries, has created a staggeringly diverse collection of canines, from Chihuahuas to Great Danes, and hundreds of reproductively isolated breeds, which often suffer from high rates of disease.

In the 2000s, scientists identified the genetic underpinnings of a variety of canine traits, including curly coats and bobbed tails. They pinpointed mutations that could explain why white boxers were prone to deafness. And they found that corgis, basset hounds and dachshunds owe their stubby legs to a genetic aberration in a family of genes that also regulates bone development in humans.

These early studies “highlighted both the potential that we could learn from dogs, but also that we were going to need bigger sample sizes to do it really well,” said Elinor Karlsson, a geneticist at UMass Chan Medical School and the Broad Institute. So, researchers began creating large citizen science projects, seeking DNA samples and data from dogs across the United States.

Pet owners rose to the challenge. The Golden Retriever Lifetime Study, which began recruiting in 2012, has been following more than 3,000 dogs in an effort to identify genetic and environmental risk factors for cancer, which is especially common in the breed. Since 2019, the Dog Aging Project, a long-term study of health and longevity, has enrolled nearly 50,000 dogs.

Karlsson’s own project, Darwin’s Dogs, is at 44,000 canines and counting. (About 4,000 have had their genomes sequenced.) Researchers are mining the data for clues about bone cancer, compulsive behavior and other traits. Among the early findings: Although many behavioral traits, such as sociability and trainability, are heritable, they are widely distributed across the canine kingdom, and breed is a poor predictor of an individual dog’s personality.

This past spring, Karlsson unveiled a much-anticipated expansion: Darwin’s Cats. “I’m a total cat person — have never owned a dog,” she said. Later, in an email, she added, “I’d love to know if ‘cat sleeps on your head’ is influenced by genetics.”

Dog days of psychology

Several decades ago, scientists seeking to decipher animal minds typically studied wild, big-brained creatures, such as great apes and cetaceans, or laboratory stalwarts, such as rodents and birds. Those animals that napped on our couches? “People really were not thinking about dogs

as true animals,” said Horowitz, a canine cognition researcher at Barnard College. “Because they were in our homes, and they’re domesticated — like, they were so adulterated that they weren’t interesting.”

But in the late 1990s and early 2000s, two research teams reported that dogs were gifted at interpreting human cues, successfully following human pointing gestures and eye gazes to locate hidden food. On these tasks, they outperformed wolves raised by people and even, in some cases, great apes. The studies suggested that dogs possessed sophisticated forms of social cognition, and researchers sat up in attention.

Additional research has since added detail and nuance to those early studies, highlighting the capabilities and the limitations of the canine mind. The data generally confirm that dogs are skilled at social tasks and highly attuned to human cues. But the science also suggests that we are sometimes too eager to project our own experiences onto dogs. When dogs display what many people describe as a “guilty look” — averting their eyes and slinking away from their owners, perhaps — they are probably responding to being scolded, not feeling regret over a misdeed, Horowitz found.

The field blossomed, in part, because dogs were cooperative, convenient and affordable subjects. Why trek into the wild or house hundreds of animals in a lab? Canine cognitive scientists could simply borrow the approach of developmental psychologists.

“People who do developmental psychology don’t have labs full of 12-month-olds,” said Evan MacLean, director of the Arizona Canine Cognition Center at the University of Arizona. “They have phone numbers of parents. We have the phone numbers of dog parents.”

Cats as catch can

Until recently, scientists took little interest in the social cognition of cats, which did not descend from highly social animals and were often viewed as aloof. But emerging research suggests that some cats, at least, have plenty of social acumen, including the ability to pick up on human emotions and follow human gazes.

Perhaps our perception of cats as independent (and sometimes intransigent) is a self-fulfilling prophecy, Udell said. She noted that kittens are not typically given the same socialization and training opportunities that puppies are. Maybe those enrichment opportunities would help cats show off exactly what they are capable of.

Dogs and cats have become supremely successful at navigating the human world, but deepening our relationships with them might require understanding them on their own terms.

“They have their own drives and desires and needs and ways of understanding the world,” said Clive Wynne, a canine-behavior expert at Arizona State University. “And it’s a beautiful miracle that their way of understanding the world, especially the social world, and our way of understanding the world can be melded together into this really very beautiful partnership.”

Why you don’t need to exercise every day

Keeping fit requires consistency, motivation and discipline — establishing a routine and sticking with it. But building fitness also involves regularly breaking that routine and getting enough rest. In fact, choosing when not to work out can be as important as the exercise itself.

“Recovery is part of the process,” said Justin Santos, a head coach at the Academy of Lions, a fitness club in Toronto. “Neglecting rest is just as bad as skipping out on a month’s worth of training.”

Getting fit is a cycle of fatigue and repair. And as we adapt, our bodies become stronger, faster and more powerful.

For the average gym-goer, it can be difficult to know exactly how much rest is right. What constitutes a proper rest day? Are you resting too little or too much?

Why You Need Rest

Exercise causes microscopic tears in our muscle fibers, and as we rest, those fibers are repaired, adapting to become bigger and stronger. This process of adaptation, called supercompensation, is what allows us to run faster, jump higher or lift more weight.

“It’s during the fatigue phase, as the body recovers, that we adapt to the training,” said Giles Warrington, a professor of human performance and innovation at the University of Limerick in Ireland.

Without adequate rest, the muscles don’t have time to adapt, stalling progress and preventing improvement. But not all fatigue is the same, and neither is all recovery.

For aerobic exercise, like running or jumping rope, “the adaptations are relatively rapid” and could happen overnight, Warrington said. After a light jog, your body will probably be ready for another run the following morning.

For more powerful or explosive power training, “the process of recovery is longer,” and may require a day or two. “Generally speaking, you wouldn’t want to do consecutive days of strength training,” he said.

That said, you don’t need to wait until you’re 100% recovered to work out again, Santos said, especially if you are training toward a goal, like running a marathon. Some smartwatches and wearables, like the Apple Watch and Whoop, that track the quality of your sleep can score your readiness level, though accuracy varies.

If you’re just exercising to keep up with the kids or age gracefully, he recommended staying at what feels like 80% — where you might feel your previous workout a little, but it doesn’t affect performance.

If you’re training for a race or to climb a mountain, he recommended working through some soreness to push your body to improve more quickly. If you want to, say, run a faster 10K, shorter recovery times are better.

How to Build Rest Into Your Routine

If you are exercising three or fewer times per week, you likely don’t need more rest days — you may actu-

ally need to work out more often. Try to implement other forms of physical activity into your routine, whether that’s playing a game of Frisbee or taking a brisk hike, said Scott Panchik, a former CrossFit Games athlete who now runs a gym in Mentor, Ohio.

“If you want to get better at something, you need to be getting four or five days in,” he said.

Your rest days should not be completely sedentary. “Recovery doesn’t mean doing absolutely nothing,” Warrington said. Active recovery, which includes low-impact cardio, like a light jog, long walk or a game like pickleball, has been shown to be very effective at promoting recovery.

Panchik said his recipe is three days on, one day off, followed by two days on, one day off (then repeat). On his days off, he goes for long walks or does light cardio.

“I’ve tried resting less,” he said, “and it leads to overtraining and to injury.”

Another way to tell if you need more rest days is your overall disposition.

“Mood seems to be the most reliable marker of overtraining,” said Christie Aschwanden, author of “Good to Go: What the Athlete in All of Us Can Learn from the Strange Science of Recovery.”

If you wake up feeling irritable or cranky, or if you suddenly find yourself reluctant to do a form of exercise you ordinarily love, it’s probably time for a day off.

If You Don’t Want Rest, Take It Anyway

For people who love working out, it can be tough to take a break. “Rest can be really hard for some people,” said Arielle Loewen, a professional CrossFit athlete. “It can be hard to feel like you’re doing enough. It takes a lot of patience.”

Forcing yourself to take a rest day is critical to sustaining a long-term exercise habit. “If you don’t take a rest day,” Loewen said, “your body will force you to take one.”

Lastly, it’s important to get to bed early enough before and after training. “Sleep is probably the most powerful tool in our recovery tool kit,” Warrington said.

En dicha demanda se tramita un procedimiento de cobro de dinero y ejecución de hipoteca bajo el número mencionado en el epígrafe. Se alega en dicho procedimiento que la parte Demandada incurrió en el incumplimiento del Contrato de Hipoteca, al no poder pagar las mensualidades vencidas correspondientes a los meses de octubre de 2022, hasta el presente, más los cargos por demora correspondientes. Además, adeuda a la parte demandante las costas, gastos y honorarios de abogado en que incurra el tenedor del pagaré en este litigio. Apartamento residencial número cuatrocientos veintiuno (421) de forma irregular, constituido poro un nivel, localizado en la segunda planta del edificio H de Alborada, El Condominio, que esta situado en la carretera número dos (2) kilometro número ocho punto seis (8.6), Bayamón, Puerto Rico. Tadej Pogacar returns to the top, winning the Tour de France

When an athlete wins a championship two years in a row, but then slips to second the next two years, it’s fair to assume that he may be starting a downswing — that he is a cut below the new champion and that he will struggle to beat him in the years ahead.

But Tadej Pogacar of Slovenia turned the tables on his rival and the defending champion, Jonas Vingegaard of Denmark, this year in the Tour de France, completing a smashing victory Sunday to take his third title.

Pogacar’s championship was confirmed in the final time trial from Monaco to Nice on Sunday. Setting off last among the Tour’s 141 surviving riders, crouched over his time trial bike — with its solid rear wheel for aerodynamics — Pogacar in the race leader’s yellow jersey rode with the confidence of a sure winner. He capped his stellar three-week run with another stage win, his sixth, finishing 1:03 ahead of Vingegaard to take the Tour by 6:17 overall.

“After two hard years in the Tour de France, always some mistakes,” Pogacar said. “This year — everything to perfection. I am super happy to win here.”

The location (Nice, not Paris) and the format (time trial, not flat stage) were unusual for a final stage, but Sunday turned out to be the same as almost every Tour finale: a coronation more than an actual contest.

Pogacar had led by 5 minutes, 14 seconds going into the day, a lead that would have required an epic meltdown or total disaster of some kind to be overhauled.

Going into the weekend, after impressive day on impressive day in the mountains of France, Pogacar held a seem-

ingly unassailable lead of 3 minutes, 11 seconds. But there was always the chance he would melt down on the brutal Alpine climbs of the last two mountain stages. He did not, and instead extended his lead over Vingegaard, the winner of the previous two Tours.

On Friday, Pogacar attacked on a brief final climb with 5 miles to go and created a gap between him and Vingegaard. He then ran down Matteo Jorgenson of the United States, who had been up front for much of the day.

Leaving the field gasping behind him, Pogacar climbed to the ski station Isola 2000 and won the stage, his fourth of the race, and added almost two minutes to his overall lead.

Vingegaard, who was returning from broken ribs and a collarbone sustained in a crash in April, acknowledged afterward that the race was all but over, and Saturday seemed to focus more on holding second place over Remco Evenepoel of Belgium. On the final mountain of the Tour, the Col de la Couillole, the two leaders eventually left Evenepoel behind.

Vingegaard set the tempo with Pogacar glued to him. With a half-mile left, they dropped the last challenger, Richard Carapaz of Ecuador, and high in the Alps the two best riders in the Tour raced to the finish line.

There the winner was Pogacar again, accelerating away in the last couple of hundred yards, helped because Vingegaard was tired after leading for so long.

After Sunday’s time trial, Pogacar completed what is known as a double: winning the two biggest cycling tours, the Giro d’Italia and the Tour de France, in the same season. He is the first to complete a double since Marco Pantani in 1998.

Of his third Tour win, Pogacar said: “This is the first one I was totally confident every day. Even in the Giro I had one bad

day — I won’t tell which one.”

Leaving aside Lance Armstrong, whose seven victories from 1999 to 2005 were stripped from him after revelations of drug use, the record for most victories in the Tour is five, held by four riders. Pogacar’s three tied him for sixth place.

Carapaz won the polka-dot jersey as best climber, Evenepoel won the white jersey as best young rider and Biniam Girmay of Eritrea, who had earlier in the race become the first Black African to win a Tour stage, won the green jersey as best sprinter.

Either Pogacar or Vingegaard has now won the last five yellow jerseys, and they have finished one-two the past four years. At ages 25 and 27, there is no reason to think their battles won’t continue for some years to come.

Warner Bros. Discovery matches rival bid to keep NBA broadcast rights

Warner Bros. Discovery said Monday that it had matched a rival offer to air NBA games, a move aimed at allowing the company to keep the lucrative broadcast rights it has held for decades.

The competing offer was from Amazon, which has offered to pay the league a little more than $1.9 billion per season, according to two people familiar with the discussions who spoke on condition of anonymity to discuss contract talks.

“We have reviewed the offers and matched one of them,” Warner Bros. Discovery said in a statement. An NBA spokesperson said, “We’ve received WBD’s proposal and are in the process of reviewing it.”

Warner Bros. Discovery did not identify which broadcast package it matched, but said its current contract allowed it to keep the rights if it matched competing offers. This so-called matching rights provision is “an integral part of our current agreement and the rights we have paid for under it,” the com-

pany’s statement said, adding, “We look forward to the NBA executing our new contract.”

The NBA has negotiated new rights contracts to broadcast its games the season after next. Last week, the league’s board of governors approved deals with Disney, Comcast and Amazon which are expected to bring in about $76 billion over the next 11 years. Disney, the parent of ESPN, and Warner Bros. Discovery paid roughly $2.66 billion annually under the old deal.

Warner Bros. Discovery has been broadcasting NBA games since the 1980s. Its channel, TNT, is home to the beloved show “Inside the NBA” in which former players Charles Barkley, Kenny Smith and Shaquille O’Neal banter about the NBA with Ernie Johnson, the show’s host.

If the NBA declines to accept Warner Bros. Discovery’s matching efforts, the two sides will continue conversations, and Warner Bros. Discovery could pursue legal action, according to one of the people familiar with the discussions.

Amazon’s package of games would include one

conference finals series every other year, split with Comcast; the league’s newly renamed in-season tournament; and the play-in tournament.

Amazon would stream all of its games on its Prime streaming service, which could represent a tension point in the matching discussions. Warner Bros. Discovery primarily broadcasts games on TNT, though it did simulcast all TNT games on the streaming service Max last season.

The company had an exclusive negotiating window, as did Disney, which also broadcasts NBA games under the current contract. But while Disney reached an agreement with the league during that time, Warner Bros. Discovery did not.

“Regrettably, the league notified us of its intention to accept other offers for the games in our current rights package, leaving us to proceed under the matching rights provision,” the statement from TNT Sports read.

The NBA sent the rival contracts to Warner Bros. Discovery on Wednesday, giving the company five days to submit an offer to match.
