Puerto Rican singer-songwriter Antonio Cabán Vale, known as “El Topo,” a local top performer of the “Nueva Trova” music genre, has died. He was 81 years old.
Caban Vale is the author of “Verde Luz” (Green Light), considered Puerto Rico’s second national anthem. Nueva Trova is a musical movement that emerged in the 1960s after the Cuban Revolution. It combines traditional folk music with poetic and politicized lyrics.
The singer-songwriter’s death comes three years after surviving a stroke he suffered in March 2021. His health problems left him in a precarious state because he was unable to move part of his body and failed to earn a living.
Born in Moca on November 22, 1942, Cabán Vale spent his childhood in a humble town in the western area of Puerto Rico, which awakened in him a deep inclination towards reflection and meditation. In 1961, the young
man moved to Río Piedras to study at the University of Puerto Rico, where he began a new stage in his life. The community called him “El Topo,” the name with which he began to mobilize in the artistic industry.
During his university years, in addition to publishing some of his poems in the magazine “Guajana”; publication that represented the youth that stood out in this literary art, “El Topo” began to move into music.
In 1966, the late artist received a Bachelor’s degree in Arts and Social Sciences.
For two years Cabán Vale earned a living as a public school teacher. In the 1970s, he began to set his poems to music and later founded a band which he named “Taone.” He was the lead singer of the band, which performed his compositions. His compositions contained simple verses and created a new style of contemporary folkloric music which became popular. His musical style included musical instruments, such as the cuatro and the güiro. Some of his compositions were popularized in many different versions. One of Cabán Vale’s most popular compositions was of the danza genre, titled Verde Luz (Green Light). Verde Luz has been interpreted by the late Argentine singer Ginamaría Hidalgo and numerous Puerto Rican performers. The composition “Express what you feel” served as a theme for the campaign of the Department of Addiction Services (today ASSMCA). He also denounced abuses as in his son “Antonia” and “Song of the people.”
Cabán Vale was also a writer, publishing two books of poetry.
In May 2020, his wife, María Luisa “Lumi” Butter Rodríguez, died due to complications from cancer.
His son Adeán Cabán Butter offered details of his father’s death. He said that after a family day they even went to the funeral of my paternal uncle, Don Cosme Vale.
“My dad hadn’t been to Moca for more than three years. We had a normal day until we ate on the way. We also went with my sister and we even stopped in Guajataca... He felt very good, I carried him out of the bus when we got home and he went to bed. When I came out of the bathroom, I then realized that he was running out of air. I immediately called the 9-1-1 emergency system and as the paramedics arrived, I gave him assisted breathing... They told me that he still had his vitals. I took him in the ambulance to the Pavía Hospital in Hato Rey, where around 9:00 PM I was informed that there was nothing more they could do. Dad died in my arms,” Adeán explained.
Proyecto Dignidad showcases first conservative legislature

Cruz Soto confirmed that she voted and will vote again for Manuel Natal Albelo, of the Citizen Victory Movement, for the mayor of San Juan. She also mentioned that the candidacy of Jesús Manuel Ortiz, president of the PDP, “does not connect.”

Women’s Advocate to take part in 4th Crusade for Peace

This initiative seeks to promote peace in the communities together with the Puerto Rico Police. This year it will be dedicated to Puerto Rican women.

Then they will leave for the Ponce Letters area, where a vigil will be held with officers and chaplains from the Puerto Rico Police Bureau.
On the morning of Saturday, July 27, the route will continue towards the Mayagüez area and will end in Aguadilla.

Trump’s 2024 convention speech had more falsehoods than his 2016 one

Former President Donald Trump’s penchant for fabrication and hyperbole has long been a core tenet of his bombastic persona and political messaging. Two campaigns, one term in the Oval Office and eight years later, Trump has loosened his grasp on the facts even more.
A comparison of his addresses before the Republican National Convention in 2016 and 2024 demonstrates how his relationship to the truth has changed, offering a glimpse of how he will likely cast himself on the campaign trail as he seeks to reclaim the White House.
In 2016, when he accepted the nomination after a bitter primary campaign, with doubts and skepticism lingering over his candidacy, Trump hewed closely to his prepared remarks and paid some heed to the facts.
Last Thursday, he stood before a party altered in his image, after four nights of allies, friends and former foes repeating falsehoods and exaggerations that have become a staple of his speeches, rallies and social media posts.
As a result, the address Trump gave in 2024 was akin to one he might deliver at a rally, and almost twice as long as his speech in 2016 by the amount of words. The number of inaccurate claims also doubled, according to a New York Times analysis. In the span of two minutes of his acceptance speech this year, he rattled off five exaggerated or false claims.
Here’s a breakdown.
Trump veered farther from the facts.
Whereas many of Trump’s claims eight years ago contained a kernel of truth or simply omitted context, many of his claims during his acceptance speech last week were flat-out false.
Take, for example, his statements about crime.
In 2016, he cited a 17% increase in homicides in the United States’ largest 50 cities and said it was the largest increase in 25 years. This was accurate, though it cherry-picked statistics and ignored the overall decline in murders throughout the Obama administration and the decades preceding it.
This year, Trump simply issued a claim that was entirely false: “Our crime rate is going up,” he declared. But violent crime and property crime are near the lowest level in decades and both decreased in the first quarter of 2024, according to a preliminary FBI analysis.
Trump’s use of statistics in 2016 was also more precise.
He stated then that “2 million more Latinos are in poverty today than when President
Obama took his oath of office less than eight years ago.” That was accurate in raw numbers. But he omitted that the Latino population had grown and the group’s poverty rate had actually fallen.
In contrast, last Thursday night, he cited a 57% increase in the cost of groceries and 60% increase in gas.
Prices are up in both categories, but nowhere near to that extent. The consumer price index’s food-at-home index has increased about 21% since President Joe Biden took office and gas prices increased by about 35%.
Warnings about immigration were more fantastical.
Since his first bid for president, Trump has made immigration a central pillar of his political platform, reflected in both his convention speeches in 2016 and 2024.
In 2016, he said that “the number of new illegal immigrant families who have crossed the border so far this year already exceeds the entire total from 2015.” He added that nearly 180,000 immigrants under deportation orders had criminal convictions, but were released from detention.
Both statements were accurate, but lacked context.
The numbers of families apprehended at the border are tracked by fiscal year, which ends in September, not calendar year as Trump’s
claim may have suggested. So he was comparing nine months of the 2016 fiscal year with the full 2015 fiscal year, not six months of the 2016 calendar year with 12 months of 2015. And the 180,000 figure referred to data from Immigration and Customs Enforcement. But there was no breakdown of the exact crimes committed by the immigrants. Those convicted of crimes the agency describes as ones of “moral turpitude” — such as murder, kidnapping and aggravated assaults — are placed in mandatory detention under the agency’s policies.
In 2024, Trump’s characterization of unauthorized immigration has become more inflammatory and unmoored in reality.
He claimed that other countries were “emptying out their insane asylums” and jails into the United States and using it as a “dumping ground” for criminals and terrorists. That was why, he said, Venezuela had experienced a 72% decline in its crime rate.
There is no evidence for Trump’s claims. Prison populations all over the world have been increasing, not decreasing. Venezuela’s homicide rate has declined by 41% since 2020, but it dropped by an even greater rate, almost 50%, from 2016 to 2020, when Trump was president.
Trump has also updated past talking points, adding further embellishments that swerve into outright falsehood.
“Decades of record immigration have pro-
duced lower wages and higher unemployment for our citizens, especially for African American and Latino workers,” Trump said eight years ago.
There was some evidence for that claim, though gauging the exact impact of immigration on wages and employment is complicated. A comprehensive review of existing research by the National Academy of Sciences in 2016 on the issue found little to no negative effect over the longer term, but native-born Americans without a high school diploma and immigrants who arrived in earlier generations were more likely affected.
Trump repeated that claim last Thursday night, asserting that migrants were “taking the jobs from our Black population, our Hispanic population.” But he added, nonsensically, that of the jobs created under Biden, “107% of those jobs are taken by illegal aliens.”
That was false. The Bureau of Labor Statistics estimated an increase of 5.1 million in employed foreign-born workers and 8.1 million native-born workers since 2020.
The list of inaccurate superlatives has grown.
Trump sometimes has a point when diagnosing an issue or boasting about an accomplishment, yet he exaggerates anyway.
In his 2016 speech, Trump exercised some caution, declaring the United States “one of the highest taxed nations in the world” and the Iran nuclear deal “one of the worst deals ever made” that brought the United States “nothing.”
At the time, the United States ranked No. 31 of 34 countries in the Organization for Economic Cooperation and Development in tax revenue as a percentage of gross domestic product and No. 19 in tax revenue per capita. Whether the Iran deal was the “worst” is a matter of opinion, but the deal lifted economic sanctions placed on Iran in exchange for limiting the country’s nuclear abilities — not “nothing.”
Eight years later, the superlatives were more emphatic and his record no longer “one of” but simply the best. Trump claimed to have presided over not just a strong border and a healthy economy but the “most secure border and the best economy in the history of the world,” and signed not just a large tax relief bill but the “biggest tax cuts ever.” Inflation under Biden, in his telling, was not just making life more difficult for American families but “the worst inflation we’ve ever had.”

A lot has changed for women since 2016. What does that mean for Kamala Harris?

In the eight years since Hillary Clinton failed to win the U.S. presidency, the workforce for the first time grew to include more college-educated women than college-educated men. The #MeToo movement exposed sexual harassment and toppled powerful men. The Supreme Court overturned the federal right to abortion.
Will any — or all — of it make a difference for Vice President Kamala Harris?
Harris seems almost certain to become the Democratic Party’s presidential nominee after President Joe Biden’s decision not to seek reelection. As such, she faces, fairly or not, some of the same electability questions that Clinton confronted in a nation that, unlike many of its peers around the globe, has yet to pick a woman as its leader.
A presidential contest pitting Harris against former President Donald Trump would represent a rematch of sorts: Trump would again have to run against a woman who held a top administration position and served in the Senate. He defeated Clinton in 2016 despite her winning the popular vote by a wide margin.
But the dynamics would be unquestionably different. Harris has neither the political legacy nor the baggage of Clinton. Trump, having served a turbulent term in office, is now a known quantity. Harris is Black and of South Asian descent.
And the country is not the same as it was eight long years ago.
“Women are angrier, and that could be motivating,” said Karen Crowley, 64, an independent voter and retired nurse in Concord, New Hampshire, who would not vote for Trump, did not feel like she could support Biden and now planned to back Harris.
Among the motivations Crowley cited were the demise of Roe v. Wade and comments and actions by Trump that many women see as sexist and misogynistic. “A woman president might be
more possible now,” she said.
But for female voters and activists eager to break that elusive glass ceiling, there was also fear that sexism would remain difficult for Harris to overcome.
“It’s a patriarchy out there,” Crowley said. “She’s smart and she’s a prosecutor, but there are a lot of old white men who will want to stop her. The only thing wrong with her is that she’s a woman.”
Discussing the gender of a politician can feel reductive and regressive, especially when it does not seem as relevant in other countries. The United Kingdom has had three female prime ministers. Mexico elected its first female president this year.
Yet, when a woman runs for office in the United States, many voters still mention her gender unprompted in interviews, identifying it as a concern — often not for themselves, they say, but for the wider electorate.
Julia Blake, 80, of La Jolla, California, said she had spent a lot of time arguing with her book-club friends about whether a woman could be elected president. One after the next — professional women, with doctorates and master’s degrees — they said they thought the answer was no. Blake was indignant with them.
“I said, ‘If women think a woman can’t win, and they repeat that year after year, we will never get a female president,’” said Blake, who supported Sen. Amy Klobuchar, D-Minn., and also donated to Harris during the Democratic primary in 2020. “I don’t think they’re giving women enough credit.”
To be sure, party affiliation, not gender, remains most important for many voters. “I would not vote for her,” said Naomi Villalba, 74, a Republican from Dallas who supports Trump but thinks Harris is a better choice for Democrats than Biden.
Biden won 55% of the female vote in 2020, compared with Clinton’s 54% in 2016, according to the Pew Research Center. Trump’s support among women grew slightly to 44% in
2020, up from 39% in 2016.
The prospect of having Harris atop the Democratic ticket energized some voters looking to elect a female president. But it also resurfaced old fears about the fact that Trump had lost to a man (Biden) but defeated a woman (Clinton).
Though ultimately not successful, Clinton’s candidacy did change the idea of what was possible, said Christina Wolbrecht, a political scientist at the University of Notre Dame who studies women’s voting patterns. Klobuchar and Sens. Kirsten Gillibrand, D-N.Y., and Elizabeth Warren, D-Mass., were taken seriously as candidates during the 2020 election, as was former South Carolina Gov. Nikki Haley, a Republican, who challenged Trump this year.
“That suggests to me that post-Hillary Clinton, people are increasingly comfortable with the idea of a woman president,” Wolbrecht said.

was lower under Trump than Presidents Bill Clinton and Ronald Reagan and the unemployment rate was still higher than historical lows. Apprehensions of unauthorized border crossings at the southern border fell to the lowest point since the 1970s in the 2017 fiscal year, but increased in subsequent years and reached the highest level in a decade in the 2019 fiscal year. Tax cuts enacted under Reagan and Barack Obama were larger than the 2017 tax cut. And

His attacks on his opponents were still hyperbolic.
Trump’s approach to his Democratic rival differed in 2016 versus 2024. Whereas he criticized Hillary Clinton repeatedly by name and often in personal terms in 2016, he referred more broadly to Democrats in 2024. (This was, perhaps, a reflection of the uncertainty over Biden’s nomination; he formally announced Sunday that

Harris appears to have a special bond with Black women in particular, who comprise a key part of the Democratic base and have been especially enthusiastic in their past support for her. Luisa Wakeman, 57, a flight attendant in suburban Cobb County, Georgia, said women like her were relatively new to politics when they campaigned against Trump in 2016. Now, their informal and largely female-led networks in the area have matured into durable, battle-tested electoral machines.
“I think like many people, I’m feeling invigorated,” she said.
And she said she was impressed by Harris’ qualifications. “It’s not just because she’s a woman,” she said, “but I’m excited that she will make history.”

Clinton, he said in 2016, “essentially wants to abolish the Second Amendment.” And before her tenure as secretary of state, Trump claimed, “ISIS wasn’t even on the map.”
Neither claim was true. Clinton repeatedly said she supports the right to bear arms, while enacting some gun control measures. Clinton became secretary of state in 2009; the extremist group known as ISIS, or the Islamic State group, emerged in 2004 as al-Qaida in Iraq and changed its name in 2013 to Islamic State of Iraq and Syria or ISIS.
Similarly, in his acceptance speech this year, Trump claimed that Biden would “destroy Social Security and Medicare” through illegal immigration and that his administration wanted “to raise your taxes four times.”
None of these claims were true either. Biden has vowed to protect Social Security and Medicare, and unauthorized migrants actually improve the financial health of both programs because they pay taxes but cannot take benefits. And Biden proposed raising taxes on the very wealthy and corporations — not tax hikes across the board — and even those proposals would not amount to an increase of 300%. The San Juan Daily Star

Elon Musk enters uncharted territory with Trump endorsement

Roughly 30 minutes after former President Donald Trump was shot at a rally in Pennsylvania on Saturday, Elon Musk backed his bid for the White House.
“I fully endorse President Trump and hope for his rapid recovery,” Musk wrote on X, the social media platform he owns, sharing a video of Trump raising his fist.
In more than 100 posts after the shooting, Musk further stepped up his political speech. And on Monday, after Trump announced that Sen. JD Vance, R-Ohio, would be his running mate, Musk posted congratulations and said it was an “excellent decision by @realDonaldTrump.”
With those moves, Musk, 53, entered uncharted territory. He broke with tradition set by the leaders of other major social media firms, none of whom have endorsed a presidential candidate. By using X as a megaphone for his politics — posting to his nearly 190 million followers — Musk also erased any air of neutrality for the platform.
Now, as the presidential election gets closer, Musk’s fullthroated support for the Republican candidates raises questions about how their opponents can expect to be treated on this site.

Beyond the endorsement, a new super political action committee designed to help Trump could draw support from Musk, The New York Times reported Monday. The founding donors of the group, America PAC, include several wealthy tech entrepreneurs from Musk’s social circle.
Musk, X and the Trump campaign did not respond to requests for comment for this article.
“Arrogant billionaires only out for themselves are not what America wants or what America needs,” James Singer, a Biden campaign spokesperson, said in a statement. “Elon knows Trump is a sucker who will sell America out.”
While many newspapers have long endorsed political candidates, social media platforms’ vast scale is akin to the early days of television, when viewers were glued to the nightly news broadcasts of a few networks. And the platforms’ impact on consumers — particularly young people — has grown considerably in recent years as the traditional news industry has shrunk.
When it comes to Musk and X, “it’s pretty clear what his political views are, and now people can make a choice with more transparency and information on where they want to spend their time online,” said Sarah Kreps, director of the Tech
In 2020, Musk said he had voted for Joe Biden. Two years later, he posted that people should vote Republican in the midterm elections. And over the past few months, Musk has steadily ramped up his criticism of Biden in posts on X, attacking the president for everything from his age to his immigration and health policies.
At the same time, Musk was courting Trump to return to X. The site banned Trump after the riot at the U.S. Capitol on Jan. 6, 2021. Musk restored the former president’s account shortly after buying the site in late 2022. Since then, however, Trump has posted only once.
Since the assassination attempt, X has swirled with conspiracy theories and disinformation. On Saturday, the word “staged” trended on X, as users debated whether the shooting had been faked by the deep state or anyone else, including Trump.
Musk, the most followed person on the site, has accused rival tech executives and the media of using inflammatory language that contributed to the attack. He said the Secret Service had shown “extreme incompetence” or, in an accusation for which there is no evidence, let the attack happen deliberately.
X will take action against posts that spread misinformation or praise the attack, according to an internal email that was sent Sunday and obtained by the Times.
“At moments like this, the world turns to X and we have a responsibility to protect the conversation happening on our platform,” wrote Linda Yaccarino, the company’s chief executive.
Musk posted on Sunday that X was the place to find the truth, calling legacy media “a pure propaganda machine.” On Monday, he acknowledged the platform’s spread of incorrect information as he lashed out at media outlets including the Times and The Wall Street Journal.
“When something is wrong on X, it is corrected very fast, but it stays wrong for hours to days on legacy media,” he wrote.

Small-caps rally ignites options frenzy, but strategists urge caution
U.S. small-cap stocks’ long-awaited rally has ignited record trading in options contracts that would benefit from their persistent strength, though some strategists say further gains could be limited.
The small-company focused Russell 2000 is up 9% over the last 10 sessions while the tech-heavy Nasdaq 100 has slipped 3% over that period in a market rotation fueled by expectations of interest rate cuts and the improved fortunes of Republican presidential candidate Donald Trump.
The small-cap rally has been accompanied by a rush into bullish options. A record 1.35 million call options on iShares Russell 2000 ETF changed hands daily over the last 10 days, Trade Alert data showed.
The trade has faltered more recently as tech stocks came roaring back on Monday, and some analysts believe small stocks may struggle to make further headway after this month’s explosive rally.
Similar rotations have not had much traction the last couple of years, said Joe Mazzola, director of trading and education at Charles Schwab.
The Russell 2000’s one-week percentage gain outstripped that of the Nasdaq 100 by at least 5 percentage points only three times over the last two years. In each instance the tech index soon regained the advantage, a Reuters analysis showed.
In the most recent example in late 2023, the Russell 2000 climbed 22% from November through December on expectations of rate cuts, but struggled to advance further when the cuts did not materialize.
The fundamental macro picture does not point to a sustained rally and the ongoing earnings season may be a litmus test, Barclays derivatives strategists said in a note on Tuesday.
Some investors see small caps as a market sector that could benefit from lower interest rates. Trump’s political agenda, with tariffs on imports and lower taxes, is also broadly viewed as friendly to smaller companies.
Megacaps Tesla and Alphabet are set to report earnings later on Tuesday, with positive results having the potential to sooth investor nerves and reignite the tech rally.
Capital One Financial’s profit fell 61% in the second quarter, it reported on Tuesday, as it set aside more money to cover losses on loans.
Net income available to common stockholders fell to $531 million or $1.38 per share versus $1.35 billion or $3.52 per share a year earlier.
“The U.S. consumer remains a source of strength in the overall economy,” CEO Richard Fairbank told analysts on a conference call.
“In this high interest rate environment, the cost of new borrowing has gone up” for mortgages, auto loans and credit cards, he said, adding that this has stretched some borrowers, but that “consumers are in reasonably good shape.”

Germany bans Islamic group, accusing it of supporting Hezbollah

Germany banned the Islamic Center Hamburg on Wednesday, saying that it is an extremist organization that supports Hezbollah and acts as a front for Iran’s supreme leader.
German authorities have been investigating the Shiite Muslim group — also known as the IZH, an abbreviation of its German name — for years, including what they say are links to Hezbollah, the Iran-backed militia that Germany outlawed in 2020.
The group promotes an Islamist extremist ideology, Nancy Faeser, Germany’s interior minister, said in a statement announcing the ban. She also accused the IZH and its affiliates of supporting Hezbollah and spreading antisemitism.
Her ministry said authorities had begun court-ordered searches of 53 properties linked to the IZH across Germany, including in Berlin and Hamburg, and were seizing the organization’s assets. The government will also shut down four Shiite mosques, including what
is known as the Blue Mosque in Hamburg, which is the group’s headquarters.
The mosque is considered one of the main centers of the Shiite Muslim community in Europe, according to Hamburg authorities.
The interior ministry described the IZH as a direct representative of Iran’s supreme leader and said that it seeks to bring about an Islamic revolution in Germany.
The IZH, which was founded in 1953, could not be reached by phone and did not immediately respond to an emailed request for comment. The group has denied the accusations against it in the past. It failed last year in a legal challenge to the German government’s characterization that it was controlled by Iran.
The group said in a statement in October that it “condemns all forms of violence and extremism and has always been committed to peace, tolerance and interfaith dialogue.”
The interior ministry said the searches and ban were linked to evidence found in searches of dozens of locations in November, when cash, laptops and cellphones were confiscated.
Taiwan on high alert as powerful typhoon approaches

Typhoon Gaemi churned closer to Taiwan on Wednesday night, lashing the northeastern coast with fierce winds and heavy rain in what was forecast to be the most powerful storm to hit the island in eight years.
Taiwan was on high alert as the storm approached. Schools and businesses were shut, more than 500 flights were canceled and military drills were scrapped, authorities said. Fewer cars were on the road than usual in the capital, Taipei, where some streets were impassable from floods. Long lines formed at some supermarkets as people stocked up on food and water.
The storm’s destructive impact was being felt even before it made landfall.
Two people died and 201 people were injured, the Taiwan government said on Wednesday. A woman was hit by a piece of a wall that fell from a building in the eastern county of Hualien. In southern Taiwan, a woman was crushed to death by a tree brought down by high winds, authorities said.
In Yilan county, strong winds ripped out utility poles. In Hualien, which was expected to receive heavy rain, thousands of residents in mountainous areas headed for safety. Gaemi had maximum sustained winds of 127 mph as it neared Taiwan on Wednesday evening, according to the U.S. Navy’s Joint Typhoon Warning Center. That would make it a Category 3 hurricane on the five-tier wind scale that is used to measure tropical cyclones in the Atlantic Ocean. The storm
was expected to begin to weaken once it made landfall, but the center of the storm had not yet reached land, according to publicly available satellite and radar images.
Taiwanese authorities upgraded Gaemi to a “severe typhoon” on Wednesday, the highest level on their three-tier scale. It was expected to be the first typhoon of that intensity to make landfall on the island since 2016, said Huang Chunhsi, a meteorologist at Taiwan’s Central Weather Administration. On Wednesday night, it was forecast to make landfall on Taiwan’s northeastern coast in a slightly weakened state, the Central Weather Administration said. After moving away from the island on Friday, it was expected to continue heading northwest toward mainland China.
The storm had a “looping track,” meteorologists said, meaning that it could remain for longer at the same location, bringing more torrential rain and inflicting more damage. Taiwan was last hit by a typhoon of this strength and type in 2008.
“Rainfall that lasts for half a day to a day can cause very serious damage,” Huang said.
As Gaemi approached, heavy rain and strong winds lashed Taiwan, home to about 23 million people. Some weather stations in the north of the island reported more than 1 foot of rainfall on Wednesday.
Taipower, a state utility, said that bad weather caused by the storm had knocked out power to more than 345,000 customers. Taiwan’s stock exchange was closed on Wednesday and will be closed on Thursday.
Military drills were canceled on Tuesday because of bad weather caused by the typhoon. Defense officials said that personnel involved in those drills would be deployed for emergency preparations and disaster relief.
Taiwan Semiconductor Manufacturing Co., the world’s largest maker of advanced computer chips, said in a statement that it expected its factories to maintain normal operations during the typhoon and that it had activated routine storm preparations. The company is a critical node in the global electronics supply chain.
In China, the Central Meteorological Observatory issued the highest-level weather alert for Gaemi, which forecasters predicted would make landfall on Friday in Fujian province. The province said that it would pause all passenger trains, hundreds of ferry routes and all recreational aquatic activities on Thursday.
The storm has already left destruction in its wake. Gaemi has already thrashed the Philippines, where the storm was called Carina, killing at least four people and dumping heavy rain. A landslide caused by the storm on Wednesday killed four people in Agoncillo, a town south of the capital, Manila, local authorities said.
In Manila, entire homes were submerged in some areas and government offices were closed on Wednesday. Authorities in the capital region declared a “state of calamity.”
The typhoon also canceled flights to and from eight airports in Japan’s southern Okinawa prefecture on Wednesday and Thursday.
Nancy Faeser, Germany’s interior minister, accused the I.Z.H. of promoting Islamic extremism.

Rival Palestinian factions project unity, but deep divisions remain

The two main rival Palestinian factions, Fatah and Hamas, signed a joint statement in Beijing on Tuesday that endorsed, in concept, a temporary government for the Gaza Strip and the Israeli-occupied West Bank, in a grand show of unity brokered by China’s foreign ministry.
The statement supports the formation of a unified government for the two territories that all parties can agree on — a high bar to clear for two factions that have long been vehemently, sometimes violently, opposed. But it offers little about how such a government would be formed, or when. Smaller Palestinian groups also signed the statement.
For China, the agreement represents an opportunity to promote an image of Beijing as a peace broker and an important player in the Middle East.
Mousa Abu Marzouk, a senior Hamas official, declared that “historic moments” were underway. Mahmoud al-Aloul, the deputy leader of Fatah, showered praise on China for standing beside the Palestinian people. Both men posed for photos with Wang Yi, China’s foreign minister, in an ornate hall in Beijing.
Yet for many Palestinians, without concrete steps to make the unity plan a reality, the gathering in the Chinese capital was little more than a performance — and one they had seen before.
“What happened in China isn’t significant,” said Jehad Harb, an analyst of Palestinian affairs. “There aren’t any indications that Hamas and Fatah intend to end the split between them.”
Hamas and Fatah have been deeply divided for years, each trying to present itself as the legitimate leader of the Palestinian people and wary that the other will undermine its power. Multiple past attempts to broker unity between the rival parties have resulted in joint statements and agreements, but all those efforts have failed.
Fatah dominates the Palestinian Authority, which exercises limited authority over parts of the West Bank. Hamas, after winning Palestinian legislative elections, seized control of Gaza from the Palestinian Authority in a brief civil war in 2007, and ruled there until the war with Israel began last autumn.
“These statements aren’t worth the ink needed to write them,” said Abd Al-Rahman Basem al-Masri, 25, a resident of Deir al Balah in central Gaza. “We’ve seen these things before, and we’ve lost hope in them.”
Israeli Prime Minister Benjamin Netanyahu has worked for years to deepen the division between Hamas and Fatah, seeing it as necessary to prevent the creation of a Palestinian state.
Israel’s foreign minister, Israel Katz, denounced Mahmoud Abbas, the leader of Fatah and the Palestinian Authority, for agreeing to the accord, which he said would amount to nothing.
“Instead of rejecting terrorism, Mahmoud Abbas embraces the murderers and rapists of Hamas, revealing his true face,” Katz said in a statement. “In reality, this won’t happen because Hamas’ rule will be crushed and Abbas will be watching Gaza from afar. Israel’s security will remain solely in Israel’s hands.”
The meeting in Beijing came as Netanyahu said during a visit to Washington that conditions for a cease-fire deal with Hamas were “ripening.”
He told the families of hostages in a meeting Monday that Israel was “placing very, very heavy pressure on Hamas,” leading the armed group to compromise on its position, according to a statement from the prime minister’s office.
The families of the remaining 120 living and dead hostages in Gaza have increasingly criticized Netanyahu as not doing enough to bring home their loved ones.
Netanyahu’s visit, which comes at a time when Washington is intensely focused on developments in the presidential campaign, has been criticized by many Israelis, who say he is leaving the country as it battles foes on multiple fronts.
Vice President Kamala Harris, a candidate for president, will meet with Netanyahu this week, her staff said Monday, but she will miss the prime minister’s speech in Congress on Wednesday because of a previously planned event in Indianapolis.
Typically, the vice president, as the president of the Senate, sits on the House rostrum beside the House speaker during joint meetings to receive a foreign leader, appearing just behind the visiting dignitary in a tacit show of support and welcome. Harris declined to preside during Netanyahu’s speech, which an aide to the vice president said should not be construed as a change in her commitment to Israel’s security.
Her meeting with Netanyahu, which has not yet been scheduled, will be the vice president’s first foreign-policy moment since President Joe Biden stepped aside from the presidential election in November and Harris moved swiftly to secure her place at the top of the Democratic ticket.
White House national security officials have long stressed that Biden and Harris are in complete agreement about the situation in the Middle East and the fighting in Israel. But Harris has emerged as one of the leading voices for Palestinians in closed-door meetings at the White House.

The American citizens of Puerto Rico are confused as to the legal and political status of Puerto Rico. This confusion is complicated by the ignorance of many politicians, the contradictory opinions of local and federal courts, and particularly by the insistence of some leaders of the Popular Democratic Party that Puerto Rico has a political relationship with the United States (ELA), but that does not fit within the U.S. framework of the Constitution, and which does not exist. You cannot celebrate what does not exist. The answer to our political dilemma can be traced by evaluating and comparing how Congress has legally and politically disposed of Puerto Rico with the requirements it imposed on the previous territories for them to qualify as states. Political Leaders such as: Santiago Iglesia Pantín, Luis Muñoz Marín, Don Luis A. Ferre, Miguel A. García Méndez, and Hernan Padilla, have been important in this historical task.
In 1787, the United States Congress adopted the Northwest Ordinance, which established the requirements for statehood for the territories west of the Ohio River. These requirements included: a defined geographic area, a minimum population, an organized government, a legislature, a court, and the appointment of a territorial delegate or Resident Commissioner to Congress. If one compares what Congress has done legally and politically with Puerto Rico since 1898 with the above requirements, one can conclude that Puerto Rico has been gradually moved by Congress to a federalist relationship equal to that of the Northwest Territories.
Puerto Rico was acquired in 1898 by the United States as a territory by the Treaty of Paris, which provided in part that the civil and political rights of the native inhabitants of the territories ceded to the United States would be determined by Congress. Spanish citizens immediately became National Americans. Since then, the United States has gradually incorporated Puerto Rico, with the consent of the American citizens by birth of Puerto Rico, as
if it were a state. In 1900, Congress approved the Foraker Law, which organized the government of Puerto Rico into three branches, the executive, the judicial and the legislative, as in the states. In 1917, through the Jones Act, American citizenship was granted to residents of Puerto Rico. Fewer than a thousand residents out of a total of one million declined American citizenship and many of these were born in Europe. In 1948, Congress authorized the first popular election of a governor in Puerto Rico. An Act of Congress in 1951 reaffirmed American citizenship retroactive to 1941.
In 1952, the American citizens of Puerto Rico formed a republican government, that is, a government with an executive branch, a judicial branch, and a legislative branch in compliance with Article IV, Section 4 of the United States Constitution. as well as the states. The Constitution of Puerto Rico was adopted in 1952 to govern our internal affairs. The Constitution was freely approved by the American citizens of Puerto Rico and was ratified by Congress through a law signed by the President of the United States. In the Preamble of the Constitution of Puerto Rico, the American citizens of Puerto Rico swear their allegiance to the Constitution of the United States, affirm their irreversible permanent union with the United States, and freely and voluntarily submitted to the supremacy clause of the U.S. Constitution, and the application of federal laws.
American citizens residing in Puerto Rico are under the jurisdiction of the three branches of the federal government. The National Census operates in Puerto Rico as in the states. The 2020 Census reflected three point three million American Citizens in Puerto Rico, which qualifies us to have seven electors in presidential elections, two senators and five representatives to Congress. The citizens of Puerto Rico have demonstrated their loyalty to the Nation by serving with
dedication, distinction and honor in the Armed Forces in all armed conflicts since 1917. All income from sources outside of Puerto Rico is subject to federal taxes. Puerto Rico contributes more than five billion dollars annually to the Federal Treasury from various sources of income, an amount greater than that of some states.
All of the above constitutes evidence that the American citizens of Puerto Rico have exceeded the requirements of the Northwest Ordinance in such a way that the United States Congress can and should declare Puerto Rico as an incorporated territory in transit to statehood. We have more than enough reasons to celebrate federalism in Puerto Rico on July 25, the day we completed all the requirements to be a state and be qualified to claim all our rights as American citizens, to be able to vote in presidential elections, and to be able to elect two senators and six representatives to Congress, as in law and justice is our democratic right. “LETS CELEBRATE”

As ‘X’ trilogy ends, Mia Goth can explore

Don’t call her a scream queen.
Mia Goth may have amassed a filmography dominated by horror films like “A Cure for Wellness,” “Suspiria” and “Infinity Pool,” but she prefers not to limit herself.
“I don’t want to be boxed in,” the 30-year-old actor from London said in a video interview. “I want to do everything.” Still, her work involves a fair bit of screaming, and she is quite good at it.
The “X” trilogy is no exception. Directed by Ti West, the films follow the lives and crimes of Pearl and Maxine, both played by Goth. As we meet them in the first movie, “X,” Pearl (Goth under a pound of prosthetics) is a sexually deprived older woman with murderous tendencies, and Maxine is a young porn actor who dreams of making it big. They meet when Maxine arrives at a farm for an adult film production being shot there, but their hosts, Pearl and her husband, clash with the crew and things get bloody quickly. The second entry, titled after the main character, serves as Pearl’s origin story, and brought Goth greater recognition for her bold, meme-able performance. The third, “MaXXXine” (in theaters), picks up with its title character in Hollywood when she finally catches a break. All are anchored by Goth’s work, which remains deeply sincere even as it grows delightfully unhinged.
Distributed by A24, each movie riffs on different styles and eras, with “X,” playing off 1970s exploitation cinema, “Pearl” paying homage to early Technicolor melodramas and “MaXXXine” taking on the ’80s B-movie slasher.
In a wide-ranging interview, Goth spoke about working on the trilogy and filming shortly after the birth of her daughter, now about 2, with Shia LaBeouf.
She said she could not address the lawsuit filed by an extra against her, West and A24, alleging that she intentionally kicked him on the set of “MaXXXine.” She did say that she was “very grateful for A24’s support.”
She also discussed Joan Jett, taco stands and gaining confidence as a performer. These are edited excerpts from the conversation.
Q: “X” and “Pearl” have become beloved movies in horror circles. What do you think makes these characters so appealing, especially to young women?
A: There’s something that’s so unapologetic as to who they are and what it is they want. There’s something really attractive to that and appealing to people — they see that and it speaks to something within them. I’m just having fun with them. I think people appreciate that.
Q: Could you talk about how your relationship with these two characters changed over the course of the three films?
A: My confidence as a performer is probably what evolved more than anything during the three films. I remember shooting “X” and being really self-conscious. It was the first time I was working with A24, and they meant so much to me. I was really trying to make a good impression. Eventually that faded away, and I got more concerned with the work and not the result. By the time I got to “Pearl,” I felt so warmed up, and
that really did influence how I portrayed her.
With “MaXXXine,” we shot it in LA. I was able to go home. I just had my daughter. I felt really empowered. Me and Ti had a great working relationship, and a bunch of people that worked on the crew for “X” and “Pearl” came in for “MaXXXine.” It was just a family. It felt like a party. I think that really translates into the movie we ended up making.
Q: With “X” and “Pearl” filmed back-to-back, was it difficult to tackle these major roles in such quick succession?
A: That’s actually quite helpful. You can say to yourself, “I’m on this job for five, six weeks and it’s going to be really intense and I can give my all to it in that time.” I can see the finish line and I can strategize my energy and where my performance is going. It helps keep everything very focused.
Q: You were one of the producers on “MaXXXine.” Was there an idea that you brought to the set or to the script that you were excited about?
A: Probably the cast. I didn’t really have input with the script this time around. That was all Ti. When it came to casting, I had more input there, and we would brainstorm actors that we think would be right for the role. That was a really exciting process.
Q: What was a song you were listening to a lot while you were filming?
A: I made a huge playlist for this. Music is such an important part of prep for every movie that I do. Maybe Joan Jett, “I Love Rock ’N Roll.” I was listening to that pretty consistently at the time. It gave me that energy and confidence I needed for Maxine and who she is and where she’s at in the world when we meet her.
Q: Were there any performances that you were looking to as inspiration for Maxine?
A: I went into the Debbie Harry rabbit hole for a while and was listening to the music and watching interviews. Her “I don’t give a (expletive)” attitude — that is who Maxine is, and that’s so far removed from who I really am. It’s been quite informative to have this time with Maxine because there’s a lot that I can take from her approach to life, but it’s just so not who I am. I wish it was.
Q: Maxine hopes that her role in a hor-
ror film will bring her wider commercial success. Your career has largely been in genre films. Do you have any desire to take on more traditional dramatic roles, or is there something about genre work that appeals to you?
A: The horror genre has really embraced me. It has felt really good, and there’s been a mutual exchange there — I’ve also embraced the horror genre. I think the genre has great roles for women that are more difficult to come across in other genres. It would be silly for me to turn down the opportunity to get to explore all these really great big characters. But having said all that, I would like to explore.
Q: Are you interested in doing more producing in the future?
A: I would love to do more producing. Character studies. Films with very little plot. I love people. I don’t like plot. My favorite movies are about people: them in their bathroom or them at a taco stand trying to pick which taco to eat. Or a blush — someone touches someone on the shoulder and they blush. Small moments. But it’s so grand to me.

3 simple ways to test your fitness

How do you know if you are fit? Or, at least, fit enough? And how can you tell whether your fitness is improving?
You have to test yourself. And while most people haven’t participated in a fitness evaluation since their high school Presidential Physical Fitness Test, it’s good to occasionally check in on your progress.
“It’s very important to know that what you’re doing is working,” said Matt Fitzgerald, coach and author of “Run Like a Pro (Even if You’re Slow).” “Then you can course correct if what you’re doing is not working.”
In fact, some experts say that testing yourself every three to six months can tell you more about your fitness than looking at daily performance, which often varies significantly. While fitness can be measured — and expressed — in many ways, here are three tests designed to track strength and cardiovascular fitness that can be done with little or no equipment.
The Dead Hang
Greater grip strength is associated with lower rates of heart and respiratory disease, cancer and a reduction in all-cause mortality. The correlation is so strong, one group of experts recently called for it to be considered a way to measure overall health, like blood pressure or heart rate.
Not only is grip strength important for countless daily tasks, like opening jars and carrying groceries, but it’s a good measure of your overall strength. “As you train and you improve the rest of your muscular fitness, grip strength should move with it,” said Luke Baumgartner, an expert in exercise testing at the University of Memphis.
To perform the test, all you need is a pullup bar and a stopwatch.
How to interpret your results
For men, anything from zero to 30 seconds should be considered a beginner level, said Mathias Sorensen, an exercise physiologist at the Human Performance Center at the University of California, San Francisco. Between 30 and 60 seconds can be considered intermediate, and more than 60 seconds advanced. For women, Sorensen said, zero to 20 seconds for beginners, up to 40 seconds for intermediate and more than 40 seconds for advanced.
How to improve your grip strength
If you can’t hang from a pullup bar
at all, or don’t have access to one, you can also test your grip strength with a farmer’s carry, which involves picking up a dumbbell or kettlebell in each hand and going for a walk. Start with whatever you can carry for 90 seconds — and increase the weight as you get stronger. A very good score, for men and women, Sorensen said, is carrying 70% of your body weight for 90 seconds.
Because your grip will improve with your overall strength, you can also develop it by training with free weights, using dumbbells, a barbell or kettlebells.
The Cooper Test
Aerobic fitness has been correlated with longevity and lower levels of cardiovascular disease, all-cause mortality and cancer.
The best way to measure this is by testing your VO2 max, or how much oxygen your body uses during exercise. This generally involves going into a lab and exercising to exhaustion.
But you can get an idea of it on your own with the Cooper Test.
How to interpret your results
Getting your VO2 max estimate requires a little math. Take your distance (in miles), multiply it by 35.97 and then subtract 11.29. This is your VO2 max estimate. You can also plug your distance into an online calculator and compare your results against those in your age group.
For instance, 1.5 miles in 12 minutes corresponds to a VO2 max of about 43. That would be an excellent score for a 65-yearold man, good at age 45 and average at 25. For a woman, a score of 35 would be excellent at 65, good at 45 and average at 25.
How to improve your cardiovascular fitness
If you want to improve your score, Fitzgerald recommends slightly increasing what experts call your training volume, or the number of workouts in a typical week. For example, jog four times a week instead of three but at low intensity instead of moderate. Then, about once a week, kick it up to a shorter, high-intensity run. Spending more training time at a slower pace means that your body can fully recover before the next run, resulting in a better overall performance, he said.
That way, when it’s time to pick up the pace, “you just have more to give and so you get more out of that session,” Fitzgerald said.

The Plank
A strong core can prevent injuries, reduce back pain and help you play sports better. One of the simplest ways to test your core strength is a simple timed plank hold.
To perform the test, all you need is a flat surface. But a yoga mat can make it more comfortable.
How to interpret your results
A good goal for men and women of any age, Baumgartner said, is a plank hold of at least a minute. More than three minutes is exceptional.
If you aren’t able to hold a plank for a minute, it’s a good idea to start working on your core strength, Baumgartner said.
How to improve your core strength
To build your core, start by figuring
out your maximum hold time. Then do two to three sets of plank holds a few times a week, adding 5% to 10% of that time for each until you’re consistently hitting one minute, Sorensen said. Then keep slowly adding to the time to further increase your strength.
You can also incorporate squats, pushups and bridges into your workouts two to three times a week to improve your core strength, or try activities like cycling, kayaking, dancing, barre classes or swimming.
Whatever your result, it’s important not to fixate on your score, Baumgartner said. The point is to consistently test yourself to track improvement.
“The result isn’t a judgment on you,” he said, “it’s a snapshot in time.”

The gold medalist starring in India’s Olympic dreams

KHANDRA, India — The boy grew heavy on the milk, cream and butter of his grandmother’s doting. By age 13, Neeraj Chopra weighed nearly 190 pounds, making him one of the biggest boys in his tiny farming village. His father and uncles urged him to join a gym to lose weight. By chance, he saw a javelin being thrown and noticed that, in flight, it seemed to shimmy like a fish through water. He was smitten.
A decade after that improbable beginning, Chopra won the javelin competition at the Tokyo Olympics in 2021. It was the first gold medal won by India in track and field, considered the marquee sport of the Summer Games, and only the country’s second in an individual event in more than a century of Olympic competition.
Chopra’s triumph inspired athletes across India, the world’s most populous nation. And as it raised the country’s dreams for more medals at this year’s Paris Olympics, it also helped to stoke a national ambition for something even bigger: a chance to host the Summer Games for the first time.
In October, Prime Minister Narendra Modi declared at a meeting of the International Olympic Committee in Mumbai, India, that India would “leave no stone unturned” in seeking to host the 2036 Olympic and Paralympic Games. That quest could yield another transformative moment for India: a huge national effort both to engage a vast youth population in sports and to leverage one of the last truly global stages as a validation of India’s economic, political and technological primacy.
If India’s bid to host the Games succeeds, the 2036 Olympics will follow a template es-
tablished over the last 60 years by three other Asian nations — Japan (Tokyo 1964), South Korea (Seoul 1988) and China (Beijing 2008) — for whom the Summer Olympics served as a symbol of transition and emergence.
“It would be the moment that we’ve truly arrived,” said Abhinav Bindra, who won India’s first individual gold, in shooting, at the 2008 Beijing Games.
A State Devoted to Sports
Along the road into Khandra, a village of about 3,000 people in the rice and wheat fields about 70 miles northwest of New Delhi, two signs announce Chopra’s status as an Olympic champion. Photographs of him adorn the courtyard walls and the gate to Sanskriti Public School, to which Chopra has donated javelins and other sporting equipment.
“It seemed next to impossible that anyone from here could win an Olympic medal,” said Tushar Chopra, 15, a distant cousin and an athlete at the school. “Now, with Neeraj, it seems within our reach.”
Chopra’s brilliant, unlikely career illustrates the growing embrace and possibility of Olympic sports in India, where, as recently as the late 1990s and early 2000s, some top Olympic hopefuls lived in sheds built for animals and in train cars while administrators took up residence in luxury homes.
“So many people ask, ‘Who are your idols?’” Chopra, now 26, said in an interview at a track meet in Eugene, Oregon, in September. “My own journey motivates me.”
Unlike China, which became an Olympic power by using a centralized system of identifying, recruiting and training athletes on an industrial scale, India relied for decades on a patchwork approach directed by its 28 diverse states.

Among the most dedicated to sports is the northern state of Haryana, which includes Khandra. An agricultural region that accounts for about 2% of India’s population, it produced nearly 25% of the country’s 120-plus competitors at the 2021 Tokyo Olympics.
Haryana is known primarily for its wrestlers and boxers, athletes of robust strength. The state government encourages sports participation by offering jobs, land and cash prizes to medal winners. Sports also provide refuge and liberation for women in a conservative, patriarchal area where girls in some villages are not permitted to wear jeans or have cellphones.
Yet there was (and is) no stadium or youth development system in Khandra. Chopra began attending a gym in the nearby town of Panipat and running on the track at an adjacent stadium there. One day, he noticed an older athlete, Jai Chaudhary, throwing a javelin and tried it himself. There was no dream of the Olympics then, Chopra said. Only a teenager’s curiosity.
Without regular access to formal coaching, Chopra began to teach himself. To build stamina, he sometimes jogged behind an uncle’s motorbike, wearing the uncle’s sneakers, a size too small, and enduring blisters to complete his workouts. He honed his throwing technique by watching cellphone videos of Jan Zelezny, a three-time Olympic champion from the Czech Republic, and shared a javelin with others in training sessions. (First, though, they used a pump to water the field’s hard, dry ground, fearing that if they did not, their precious lances might shatter upon landing.)
Eventually, Chopra advanced to regional and national training centers. At 18, he set a world junior record. By then, India’s overall development had jolted the country’s sporting
bureaucracy to life.
Since 2017, Chopra has been tutored by elite German coaches. After surgery on his right elbow in 2019, he recovered at India’s first privately funded high-performance center. He has also been aided by India’s Sports Authority, an arm of the sports ministry that subsidizes the coaching, travel and training of elite athletes and provides each a monthly stipend of about $600. When Chopra won his Olympic gold, Modi phoned to congratulate him.
Now a sculpted 190 pounds, with an amiable handsomeness that has been featured on the cover of Vogue India, Chopra is one of his country’s most celebrated athletes. He has 9 million followers on Instagram and counts Visa, Coca-Cola and Tata Life Insurance among his sponsors, cultivating a personal brand that has pushed his wealth into millions of dollars.
And while Chopra has left behind his home district, and his treasured Ford Mustang, to train in South Africa and Europe, his influence in India is clear.
“Everyone wants a Neeraj Chopra in their household,” said Poonam Singh, a women’s taekwondo coach, “whether it’s a girl or a boy.”
A Model of Success Chopra’s gold medal in Tokyo remains a transformative moment in places like Panipat. After he won, a local coach said, roughly 100 boys and girls came to the stadium where he got his start, eager to try the javelin. Replica javelins made of bamboo appeared in stores. And India’s track and field federation began to celebrate Aug. 7, the day of Chopra’s victory in Tokyo, as National Javelin Day.
The eastern state of Odisha has since built India’s first indoor track stadium. And at least seven foreign coaches have been hired to help prepare the nation’s runners, jumpers and throwers for the Paris Olympics. Scott Simmons, an American who coaches India’s distance runners, said, “Their potential is unlimited.”
The investment is already yielding returns. India set a national record by winning 107 medals at the 2023 Asian Games. In the javelin competition at the world track and field championships in Budapest last summer, Chopra finished first, and two teammates were fifth and sixth. India’s men’s 4x400-meter relay team, prepared by a Jamaican who once helped coach Usain Bolt, set an Asian record in reaching the final.
Success, suddenly, feels infectious.
“Now,” Chopra said, “I can say, ‘If I can do it, you can also do it.’”
