Job 1 for designated UPR Medical Sciences Campus provost: Finish restoring neurosurgery residency program

Ilka Ríos Reyes, University of Puerto Rico (UPR) President Luis Ferrao Delgado’s nominee for Medical Sciences Campus provost, has numerous plans to make the campus an efficient one, but her priority is to restore the neurosurgery residency program, which she hopes to get up and running by July 2024.

Ríos Reyes was appointed provost in December 2021 but Ferrao Delgado asked for her resignation in August 2022 amid allegations that she intervened inappropriately in the evaluation of a student.

Ferrao Delgado appointed a committee to investigate the matter and the panel found no wrongdoing. The student, as a matter of fact, had signed a letter allowing Ríos Reyes to intervene in the process. A dean at the school made the same decision about the student that Ríos Reyes had made, allowing the student to drop certain courses.

Ferrao Delgado interviewed her again for the position on July 7.

to complete medical residencies at the MD Anderson Cancer Center opted to work in Puerto Rico at the Comprehensive Cancer Center. They are Paloma Monroig, a pathologist and Rocio Rivera, a pediatric oncologist.

“We want to transform the outlook for doctors,” Ríos Reyes said. Regarding changes to curricula, she said all of the programs have their accreditation. Graduate degrees are evaluated internally. “The only program that we plan to pause is the technical radiology [program] in the School of Health Professionals because we are going to turn it into a bachelor’s degree from an associate degree, so we are not going to accept new students while we do so,” she said.

“It was a good interview and what he said was that any misunderstanding between us was in the past,” Ríos Reyes said in an interview with the STAR.

The UPR governing board is slated to meet in August to decide whether to confirm Ríos Reyes, who has a 43-year career in academia, research and health services at UPR, with leadership experience at University of Missouri-Kansas City School of Dentistry and Children’s Mercy Hospital Kansas, University of Texas MD Anderson Cancer Center (in partnership with UPR), and the University of Granada in Spain.

One of Ríos Reyes’ priorities will be to put an end to interim positions at the campus, allowing deans to have a permanent staff because, she said, interim positions create instability and adversely impact the campus’ Middle State accreditation.

Before leaving her position as provost last year, Ríos Reyes began the process of reinstating the neurosurgery program, a task she hopes to complete as soon as possible. She said she will deliver documentation to the ACGME, the Accreditation Council for Graduate Medical Education, in January in order to restore the residency program in July 2024. She also has forged strong relationships with ASES, the Medical Services Administration, for the residency programs.

Ríos Reyes also plans to create a committee comprising all of the campus schools to find ways to persuade medical students to stay in Puerto Rico after graduation. She said two students who participated in a program that she helped create that allows students

Arecibo plans back-to-school beach event

Arecibo Mayor Carlos “Tito” Ramírez Irizarry announced on Wednesday a back-to-school youth event to be held on Saturday, Aug. 12 at El Muelle beach in Arecibo’s Islote neighborhood from 6 p.m. on.

“We named it ‘Back to School’ because it is the last event of this summer, in preparation to return to schools and universities,” the mayor said. “We have a high-level repertoire for the enjoyment of all locals and visitors. We will also have beach sporting events and craft stalls of great quality and creativity.”

Musical performances will include J Álvarez, Alejo,

La Secta AllStar, Grupomanía and Zayas Boy.

El Muelle beach is well frequented by families due to its calm waters. There are picnic areas, and the beach is popular for recreational fishing and the use of jet skis.

The adjacent Arecibo Lighthouse and Historical Park offers the general public several attractions.

“Particularly interesting is El Faro de los Morillos, which dates from 1898, and is the last lighthouse built by the Spanish government on the island just before the Spanish-American War. It was restored and opened to the public in 2001,” Ramírez Irizarry noted. “On the grounds there are replicas of elements of the history of Puerto Rico.”

Forensics institute interviews relatives of slain youths

The Institute of Forensic Sciences conducted interviews with the relatives of three young people whose bodies were found in Carolina earlier this week.

The youths were identified as Erik Johan Batista Trinidad, 27; Iván Alfonso Morales Rivera, 15; and Dartaneon Pablo Figueroa Navarro, 18. Autopsies were to be performed on two of them Wednesday and the third this morning.

In addition, on Tuesday afternoon, the relatives of two teenage girls whose bodies were found in Loíza were interviewed.

The girls were identified as Nahia Paola Ramos López, 13, and Tanaisha Michelle de Jesús Curet, 15.

Autopsies were being performed on both young women Wednesday.

No further details in the ongoing investigation could be provided as of press time Wednesday.

Police investigate telephone fraud in San Juan

The Puerto Rico Police Bureau said Wednesday that it is investigating a case of telephone fraud reported Tuesday afternoon in the Borinquen Gardens urbanization of San Juan.

According to the complaint, the injured party received a call from the number 925-718-9038, where a man who identified himself as Jonathan García, pretending to be an attorney, offered services to help the party in an alleged lawsuit.

The police said the alleged lawyer asked the “plaintiff” for the amount of $10,405.55 for his services. Falling for the scam, the injured party transferred the money.

The case was preliminarily investigated by agent Juan González, of the Caimito precinct, and was later referred to the San Juan Criminal Investigations Corps.

Judge grants extension to PREPA debt plan, mediation team

U.S. District Judge Laura Taylor Swain has ruled that the Puerto Rico Electric Power Authority (PREPA) mediation team will remain in place until Oct. 30, extending a term slated to end this week.

The mediation team had requested to be allowed to continue to facilitate negotiations between PREPA and its creditors. The judge, who is overseeing the power utility’s Title III bankruptcy process, granted the request on Tuesday. Swain had ruled that a court order would be necessary to extend the team’s termination date unless the team elected to continue any work on secondary or drafting items.

The mediation team, led by Shelley Chapman, must also continue filing monthly status reports indicating whether there has been progress in the talks.

The request came after the Financial Oversight and Management Board, which represents PREPA, asked for an extension to file its amended debt adjustment plan. The oversight board had cited ongoing creditor negotiations as the reason for the postponement.

The judge gave the oversight board an extension to Aug. 4 to file the third amended debt adjustment plan. The plan was due this Friday, July 28.

As it is, the current debt adjustment plan proposes to cut PREPA’s bonded debt to $2.5 billion from the estimated $8 billion. Bondholders would receive an interest rate of 6% and the possibility of additional income through a new contingent value instrument (CVI) if PREPA meets its electricity sales targets.

The oversight board will include a “fixed legacy charge” in the electricity rate to pay bondholders, instead of the pre-

viously proposed “hybrid” charge. Additional protections for bondholders, such as a new trust deed and a specific lien against the legacy charge, will also be included in the new plan. The new trust deed will require PREPA to adjust its rates and charges to ensure revenues cover operational costs.

As reported by the STAR in June, a debt sustainability analysis found that the maximum amount for PREPA can

reasonably pay to creditors is about $2.5 billion, including some $2.38 billion in new bonds serviceable by rates at or about the 6% share of wallet threshold for the first expected year of implementation or fiscal year 2025. The 6% share of the wallet is the number provided by experts as the maximum amount PREPA customers can pay from their yearly household income in electricity.

It also includes an additional $150 million of value the oversight board believes can be provided at a tolerable risk level through additional potential revenue sources and savings.

Based on the debt sustainability analysis, the Title III debt plan will reduce the number of new bonds to be issued to $2.38 billion from the $5.68 billion proposed initially as repayment. The total bonded debt is about $8.4 billion. Bondholders are expected to reject the new offer.

About $1.35 billion of new bonds or cash will be used to maintain the settlements with the Fuel Line Lenders, monoline National, the Settling Bondholders, and Vitol.

The treatment of the pension claims will not be amended. PREPA’s pensions will be paid under a pay-as-you-go mechanism.

Non-settling bondholder claims and general unsecured claims will be guaranteed a minimum distribution of 12.5% of their allowed claim in the form of new bonds. In addition, they will receive the CVI currently in the second amended plan and another CVI adjusted to the amount of their final allowed claim. The proposed second CVI will be distributed to the non-settling bondholders to compensate if PREPA’s revenue requirements equivalent per kilowatt-hour (kWh) for a specific year are lower than the revenue requirements per kWh projected in the 2023 fiscal plan.

Vieques & Culebra included in clean energy transition project

Resident Commissioner Jenniffer González Colón confirmed on Wednesday the inclusion of Vieques and Culebra in the U.S. Department of Energy’s Energy Transitions Initiative Partnership Project.

“Vieques and Culebra have faced greater challenges than the other municipalities in Puerto Rico,” González Colón said in a written statement. “We have the greatest need to evaluate how best to incorporate renewable energy sources at the community level into the grid. I count on this project to be carried out diligently to produce results that guide us toward concrete actions.”

The resident commissioner noted that the project aims to build local energy systems that are sustainable, resilient and reliable in outlying communities on nine islands, working in conjunction with regional organizations and national laboratories.

The project is funded by the Department of Energy’s Office of Energy Efficiency and Renewable Energy, and

has been identified to help remote communities incorporate a clean energy transition that makes the most sense for them. The nine communities will join 23 other ongoing projects.

The offshore island municipalities of Vieques and Culebra will study the feasibility of achieving energy independence and resilience by using rooftop and community solar energy to provide the islands with renewable energy. They will work with project partners to conduct modeling and analysis to understand the full potential of decentralized solar when combined with utility-scale solutions, González Colón said.

“Ownership and collaboration within communities is at the heart of the Energy Transitions Initiative Partnership Project,” said Alejandro Moreno, acting assistant secretary of the Department of Energy. “For hard-to-reach communities that have historically felt out of sight and out of mind. The Department of Energy hears and sees you, and is here to work with you on your vision for a clean energy future.”

Blistering heat spreads to US Midwest as wildfire smoke lingers

cool off for an hour or two. Pets were welcome, too, he said.

In Emporia on Tuesday, the air felt as though it was 104 degrees, according to the heat index, he said.

“You walk out of the air-conditioned building and — you ever open an oven door really fast?” he said. “That’s what it feels like.”

Throughout the heat wave, police officers in Emporia were being given breaks to hydrate if they were working outdoors for long periods of time, such as at the scene of a car crash, where heat radiates painfully off the pavement.

Little relief was expected in parts of Kansas even in the middle of the night this week, officials said, with low temperatures remaining in the 80s.

“It can be a pretty serious deal,” said Brandon Drake, a meteorologist for the National Weather Service in Topeka, Kansas. “The stress on your body builds up if you’re never getting away from the heat, if you don’t have air-conditioning. Then you’re still hot even during the overnight period.”

Forecasters said that the high heat and humidity would continue throughout the week but very likely shift to the Northeast and Mid-Atlantic region by the weekend. Temperatures could reach into the upper 90s on the East Coast on Friday.

In some Midwestern states, even the height of the corn crop can exacerbate the discomfort for residents, since tall, mature plants of late July release excess moisture into the air in a process called evapotranspiration — or more colloquially, corn sweat.

The heat wave that has scorched much of the American South and Southwest is now spreading throughout the Midwest, bringing temperatures exceeding 100 degrees, dangerous conditions for millions of people and pleas from state and local officials to avoid the outdoors.

The extreme heat and humidity will spread misery across the region, particularly on Wednesday, meteorologists said, while warning that the intense heat and humidity could linger for days. In cities like St. Louis, Kansas City and Wichita, Kansas, temperatures could be 10 to 20 degrees above normal, and heat index readings, which consider both temperature and humidity, will reach into the 100s.

The blistering weather arrived just as another health menace swept in: Canadian wildfire smoke that has once again settled over parts of the Midwest.

In Chicago on Tuesday, the Air Quality Index reached 187 — a level considered unhealthy for sensitive groups — leaving the skies over Lake Michigan hazy and prompting some people to return to wearing masks as they walked dogs and ran errands.

In Detroit, public health authorities encouraged residents to come to libraries and recreation centers to avoid the double whammy of high heat and unhealthy air quality.

Experiencing both skyrocketing heat and humidity alongside smoky air from wildfires is not something that people in the middle of the United States are accustomed to, said Christina Floyd, the acting chief public health officer in Detroit.

“That’s not normal in this region,” Floyd said. “The norm in the summer is high heat and humidity. But when you add that particulate air matter, that’s the unique situation. Most people are just not equipped to be in that kind of environment.”

The planet has warmed about 2 degrees Fahrenheit since the 19th century and will continue to grow hotter until humans essentially stop burning oil, gas and coal, scientists say. The warmer temperatures contribute to extreme-weather events and help make periods of extreme heat more frequent, longer and more intense.

In Detroit, Floyd said that she was especially concerned about older people and children with asthma, high blood pressure, or any respiratory condition.

The heat wave hit especially hard in parts of Kansas and Missouri, where temperatures were expected to reach 100 degrees on Wednesday.

In Milwaukee County in Wisconsin, residents were encouraged to visit public pools and splash pads throughout the city, or one of the eight beaches along Lake Michigan.

Cook County, Illinois, with more than 5 million residents, announced the opening of additional cooling centers beginning on Wednesday, when heat indexes were expected to rise to 105 degrees. Camps and activities across the state were forced to move indoors: In Lisle, a suburb of Chicago, a softball camp was relocated to a gym because of the poor air quality.

The conditions posed a threat to livestock and pets as well. During a heat wave last summer, thousands of cattle in Kansas died from exposure to high temperatures, resulting in gruesome scenes of carcasses lined up along the edges of fields.

A.J. Tarpoff, a veterinarian and associate professor at Kansas State University, said that farmers were far better prepared to face heat-related threats this summer. They even have a new tool that researchers designed to help them monitor animal comfort, using weather forecasts and other data.

For weeks, they have been ready with strategies to help animals survive the heat, such as using larger water tanks and moving animals into a different location when necessary. It also helps, Tarpoff said, to feed cattle in the slightly cooler evenings, since they produce heat when they digest food.

“Last year was a very specific event that was the worstcase scenario,” he said. “That is not unfolding this year.”

Biden creates monument to Emmett Till amid fights over Black history

In 1955, the mother of Emmett Till wrote to President Dwight Eisenhower pleading for justice for her 14-year-old son, whose murder galvanized the civil rights movement.

In a telegram sent to the White House, she asked that he personally see to it that “justice is meted out to all persons involved in the beastly lynching of my son.”

She never heard back.

Earlier this week, 68 years later, another president offered her and her son the attention she had sought. President Joe Biden established a national monument honoring Emmett Till and his mother, Mamie Till-Mobley, a fierce advocate for her son who insisted on an open coffin at his funeral so the country could bear witness to the brutality he suffered.

The Emmett Till and Mamie Till-Mobley National Monument includes three protected sites — in Illinois, where Emmett was born 82 years ago to the day on Tuesday, and in Mississippi, where he was tortured and killed after being accused of whistling at a white woman.

The monument comes as Biden has made the case for reckoning with the legacy of racism in America, even as some Republicans try to restrict how Black history is taught.

“At a time when there are those who seek to ban books, bury history, we’re making it clear — crystal, crystal clear: While darkness and denialism can hide much, they erase nothing,” he said during a ceremony at the White House, which was attended by Vice President Kamala Harris as well as members of the Till family.

Since Biden took office, more than 40 states have introduced or passed laws or taken other measures to restrict how issues of race and racism are taught in schools.

Last week, Gov. Ron DeSantis of Florida, who is campaigning for the Republican presidential nomination, came under fire after education officials in his state introduced new standards for teaching Black history.

The standards say that middle schoolers should be instructed that “slaves developed skills which, in some instances, could be applied for their personal benefit.” The depiction drew widespread rebuke, including from Harris.

“Today, there are those in our nation who would prefer to erase or even rewrite the ugly parts of our past; those who attempt to teach that enslaved people benefited from slavery; those who insult us in an attempt to gaslight us,” she said at Tuesday’s ceremony.

Christopher Benson, president of the board of the Emmett Till and Mamie Till-Mobley Institute, said Mamie Till-Mobley was heartbroken at being ignored by Eisenhower. Her telegram to the president ended with a plea: “Awaiting a direct reply from you,” she wrote, signing her name Mamie E. Bradley, her married name at the time.

“She believed very strongly in the power of the government to intervene and bring some sense of justice to this case,” said Benson, who wrote Till-Mobley’s memoir with her before she died in 2003. “She really firmly believed that. And was only disappointed once again when the system didn’t deliver for her.”

The monument has been at least a year in the making. Its locations, which include more than 5 acres across three separate sites, mark critical points in the Till story and will be managed by the National Park Service.

One site is Graball Landing in Tallahatchie County, Mississippi, where Emmett’s body is believed to have been pulled from the Tallahatchie River. His body was so disfigured that it was identifiable only by a ring that his mother had given him before he left to visit relatives in Mississippi.

Another is the church in Chicago where Emmett’s funeral was held, Roberts Temple Church of God in Christ. More than 100,000 people poured into the church over days of public viewings.

The third site is the Tallahatchie County 2nd District Courthouse in Sumner, Mississippi, where an all-white jury acquitted Emmett’s killers. They later confessed to the killing, and the white woman who accused Emmett of making crude advances toward her later recanted.

Biden, who was born just a year after Emmett, has taken pride in memorializing the impact of Emmett’s death and paying tribute to Till-Mobley’s courage and activism. On Tuesday, he recalled how he was 12 years old when the world saw “a story of a family’s promise and loss in the nation’s reckoning with hate, violence, racism, overwhelming abuse of power and brutality.”

During a White House screening of the movie “Till” in February, Biden told the crowd that he chose the movie because “history matters.” Biden also signed a bill passed by the House of Representatives that would posthumously award Emmett and Till-Mobley the Congressional Gold Medal, the body’s highest civilian honor.

He also said that signing the Emmett Till Antilynching

Act, which made lynching a federal hate crime, in March 2022, was “one of the great honors of my career.”

It was during the work to pass the anti-lynching law that the Till family felt Biden’s passion and sincerity, said the Rev. Wheeler Parker Jr., Emmett’s cousin and the last living witness to his abduction.

“It has been quite a journey for me,” he said, “from the darkness to the light, when I sat with my family on the night of terror when Emmett Till, our beloved ‘Bobo,’ was taken from us. Taken to be tortured and brutally murdered.”

He added, “Back then in the darkness, I couldn’t have imagined a moment like this, standing in the light of wisdom, grace and deliverance.”

Ohio officer is placed on leave after releasing dog on Black truck driver

of him!” a trooper yells. Rose can be heard screaming, “Get it off!” and wailing, “Please!” He has blood visible on his arm.

After officers pull the dog off Rose, they handcuff him and bandage his arm on the median strip.

Rose, who was charged with failing to comply, was taken to a hospital, where he was treated, the incident report states.

On audio recordings of 911 calls released by the Ross County Sheriff’s Office, Rose can be heard telling a dispatcher that he had parked his truck and “was about to comply” but that officers had their guns drawn.

He said he was not sure why he was being pulled over and said: “I don’t know why they’re trying to kill me.”

A dispatcher urged Rose to comply and told him: “No. They’re not trying to kill you.”

and procedures as Circleville’s Use of Force Review Board conducts its investigation of the incident,” Baer said. “The decision to place Officer Speakman on leave is part of that process. We take all such incidents and the actions of our officers very seriously.”

Baer said that when the board’s investigation was completed, the department would release the results and disclose any action taken. “Until that time, we do not plan to have any further comment,” he said.

In its statement on the episode, the Highway Patrol said: “This case remains under investigation and the Patrol is unable to provide any further details at this time.”

An Ohio police officer was placed on leave after he was recorded on a body camera releasing his police dog on a Black truck driver who had his hands up after he was pulled over, authorities said this week.

The Ohio State Highway Patrol said in an incident report that the driver, Jadarrius Rose, 23, of Memphis, Tennessee, had been operating a semitrailer with a missing left rear mud flap on July 4 when he failed to stop for an inspection on U.S. 35 in Jackson County, Ohio.

After a lengthy pursuit, the Highway Patrol deployed tire-deflation devices known as “Stop Sticks” and the truck came to a stop, the agency said in a statement. “The driver eventually exited the vehicle,” it said.

“As troopers were attempting to gain

compliance by providing verbal commands to the suspect, the Circleville Police Department deployed their canine, which resulted in the suspect being bitten by the canine,” the statement said.

As troopers approach Rose, he can be seen with his hands up outside the truck. A trooper yells: “Don’t release the dog. Do not release the dog with his hands up.”

A police officer, identified by the Circleville Police Department as Officer Ryan Speakman, then releases a dog and uses his hand to direct it toward Rose, who gets on his knees, with his hands up. The dog attacks Rose.

On another 911 call, Rose said: “Right now, I have police officers following me for a long time. And I’m trying to figure out why they’ve got their guns pulled out. And it’s all really white people; they’ve got their guns out.” He added, “It’s like 20 police cars behind me and I don’t feel safe.”

Nana Watson, president of the NAACP branch in Columbus, Ohio, said Rose clearly violated the law when he failed to stop but that he was obviously in fear, with his hands up, when he got out of his truck and the officer released his dog.

“It was a horrific incident,” Watson said in an interview Tuesday. “It took me back to the ’60s when Bull Connor released the dogs and the hoses on Black people during the Civil Rights movement.”

Circleville Police Chief G. Shawn Baer said in a statement Monday that Speakman was on administrative leave, with pay, “in connection with the ongoing investigation into his actions during and after” he released the dog.

Speakman did not respond immediately to messages left at numbers listed under his name. The Ohio Patrolmen’s Benevolent Association said in a statement that its senior counsel was representing Speakman and that it was awaiting the results of the city of Circleville’s investigation.

The association said it was “committed to due process” for its members and the public. It said it would not comment further until the investigation had been completed.

Rose declined to comment Tuesday. Speaking to The Columbus Dispatch last week, he declined to talk about why he had not initially stopped the truck. He added, “I’m just glad that it was recorded. What you saw is what pretty much happened.”

Gov. Mike DeWine, a Republican, told reporters Tuesday that the episode “should be a lesson, a wake-up call to everyone, that police training in the state of Ohio is not equal,” The Associated Press reported.

DeWine said that he planned to propose a “scenario-based training facility” and would seek permanent funding for it so that departments of all sizes could use it, the AP reported. He said that smaller police departments may lack the resources for such training.

Man sentenced to 30 months in death of ‘The Wire’ actor

Carlos Macci spent decades struggling with addiction, selling heroin and fentanyl not to make money but to ease his own cravings, according to court records.

He was part of a four-man crew selling drugs out of an apartment in Williamsburg,

and on Sept. 5, 2021, he was with a man who sold a bag of fentanyl-laced heroin to actor Michael K. Williams.

Williams, who became famous for playing a charismatic stickup man named Omar Little on the HBO series “The Wire,” took the drugs back to his Brooklyn apartment and was found dead the following day, still wearing the same clothes he had

on the day before.

On Tuesday, Macci, now 72, walked into U.S. District Court in Manhattan, his shoulders stooped, and apologized for his role in Williams’ death. The judge sentenced him to 30 months in prison.

Over the past several weeks, Judge Ronnie Abrams had received letters from friends of Williams, including from David

Simon, the co-creator of “The Wire,” who asked the judge to sentence Macci to time served. Federal prosecutors sought at least a four-year sentence.

Abrams said that while she sympathized with Macci’s troubles, the deadly toll of fentanyl and his decision to keep selling heroin laced with it even after Williams died demanded accountability.

“I have struggled with the decision I’ve had to make today,” she told Macci. “Selling drugs like heroin and fentanyl not only cost Mr. Williams his life, but it’s cost you your freedom.”

Macci, who was born in Puerto Rico and is illiterate, was the first person sentenced in a federal case involving three other men that has stood out as an example of fentanyl’s fatal hold on the country. The drug and other synthetic opioids led to an average of 3,400 emergency room visits and 190 fatal overdoses each day in 2023.

Macci pleaded guilty in April to agreeing with others to possess and sell narcotics. The other three men have also pleaded guilty, including Irvin Cartagena, known as “Green Eyes,” who sold Williams the drugs and was accused of running the trafficking operation.

Macci’s lawyer, Benjamin Zeman, said his client was himself a victim of addiction and should be sentenced to the 18 months he had already served since his arrest in February 2022.

He compared Macci to a starving man who lives in the alley of a restaurant and takes the garbage out at night in the hopes he will be fed.

Micah F. Fergenson, the assistant U.S. attorney prosecuting the case, acknowledged

that “this is a difficult case.”

But he noted that Macci had been shown leniency before, citing four previous convictions that ended in sentences of time served.

“They’ve had absolutely no deterrent effect,” Fergenson said.

Dominic Dupont, Williams’ nephew, addressed Abrams before she issued her decision and said he had wrestled with what should happen to Macci.

“It weighs heavily on me to see someone be in the situation that he’s in,” he said. He described his uncle as an “amazing man” who “believed in an opportunity for people to get themselves right.”

But he also described the anguish of having to call Williams’ mother, Paula, and tell her that her son had died.

“Selling poison to people is not right,” said Dupont, 45. Macci, he said, still has the chance to figure out “what are some of the things that I can do to fix myself? To fix my life.”

Simon had urged Abrams to show Macci mercy in a three-page letter.

“I know that Michael would look upon the undone and desolate life of Mr. Macci and know two things with certainty: First, that it was Michael who bears the fuller responsibility for what happened,” he wrote. And second, “No possible good can come

from incarcerating a 71-year-old soul, largely illiterate, who has himself struggled with a lifetime of addiction.”

Dana Rachlin, who founded We Build the Block, a Brooklyn-based public safety organization with Williams, also wrote Abrams, telling her that the actor had dedicated his life to ending “harsh sentencing policies” for

drug-related crimes because they “disproportionately harm communities of color and make the supply chains more dangerous.”

“Michael would not want to perpetuate this cycle in his name,” she wrote.

After the sentencing hearing, Rachlin called Abrams’ decision “regrettably misguided.”

Tornado at Pfizer warehouse likely to worsen shortage of surgical drugs

Atornado that ripped apart a vast Pfizer drug warehouse in North Carolina last week will probably lead to disrupted supplies of crucial drugs used in surgery and critical care, according to estimates made by an independent nonprofit.

The tornado, which reached wind speeds of 150 mph and snapped trees at the base, primarily hit a storage center where Pfizer kept raw materials, packing supplies and finished medications. The production plant at the site did not have “major damage,” the company said, noting that it’s working to restart operations soon.

Pfizer released a list of drugs that could go into shortage — or in some cases, a deeper state of shortage. They include common IV pain relievers such as fentanyl and morphine, as well as lidocaine, used in local anesthesia, and heparin, used to treat or prevent blood clots.

Why it matters: Some of these medicines are not widely produced.

The U.S. Pharmacopeia, a nonprofit that examines the drug supply chain, took a close look at the likely effect of the tornado damage. The nonprofit assigns “vulnerability scores” to medications, accounting for factors linked to shortages, such as low prices, quality problems at production sites and the number of companies that make the drug.

The painkiller infusions had a high vulnerability score, as did IV electrolytes like potassium chloride and magnesium sulfate that are made at the plant and listed by Pfizer as potentially affected by the tornado. These medications help patients with severe dehydration or diabetes complications, among other conditions.

One unexpected upside to the deepening shortages of some medications is that, under federal rules, specialized pharmacies are allowed to make the drugs on an emergency basis. That policy “will come in handy at a time like this when you have an unexpected shock to the system,” said Vimala Raghavendran, a shortage expert at the U.S. Pharmacopeia.

Last time this happened: Cancer drug shortage threatened patient care.

This disaster struck as the last drug shortage crisis began to ease. For weeks this

spring and summer, doctors were running out of two inexpensive, generic chemotherapy drugs that are the best shot at a cure for patients with testicular, ovarian and other cancers.

Doctors predicted heightened death rates as patients arrived for treatment only to discover they would not be getting the most potent drug in the combination used to treat them. The Food and Drug Administration has since begun to allow shipments of the drugs from China that were not expressly approved for the U.S. market.

Now, “it seems better,” Dr. Lucio Gordan, president of Florida Cancer Specialists, said in an email Tuesday, noting that his centers have a month’s supply of the drugs, which are called cisplatin and carboplatin.

What we don’t know: Will Congress or the White House act?

Medication shortages are not new. But the cancer drug crisis started a widespread conversation about its root causes and solutions. Some proposals have come from Medicare, which unveiled a plan to incentivize hospitals to stockpile essential drugs. A key Senate health committee advanced a pandemic-funding bill that would give the FDA more data to head off shortages.

Leaders in the generic drug industry and other experts cite the pressure from intermediary companies that award the lowest-price bidder with access to millions of customers. The “race to the bottom” in prices, they say, destabilizes the industry and rewards those who might cut corners or operate overseas, often in India, where labor costs are lowest. House Republicans have been examining some of those dynamics but have not issued proposals.

Global shares flat, US yields fall after Fed delivers rate hike

The Federal Reserve raised interest rates by a quarter of a percentage point on Wednesday, citing still elevated inflation as a rationale for what is now the highest U.S. central bank policy rate in 16 years.

The rate hike, the Fed’s 11th in its last 12 meetings, set the benchmark overnight interest rate in the 5.25%-5.50% range, and the accompanying policy statement left the door open to another increase.

“The (Federal Open Market) Committee will continue to assess additional information and its implications for monetary policy,” the Fed said in language that was little changed from its June statement and left the central bank’s policy options open as it searches for a stopping point to the current tightening cycle.

Russia says Ukraine has launched major attack in south

Ukrainian forces launched a significant attack south of the town of Orikhiv in the Zaporizhzhia region, Russia’s Defense Ministry said on Wednesday, suggesting that a new phase of Kyiv’s southern counteroffensive might be underway.

Ukraine deployed three battalions reinforced with tanks, said Igor Konashenkov, the Russian Defense Ministry’s chief spokesperson, but he added that the “massive” attack and a second one near Robotyne, a Russianheld, front-line village around 8 miles southeast of Orikhiv, had been repelled.

Konashenkov’s comments, reported by the Russian state news agency Tass, could not be independently confirmed, and Ukrainian officials did not directly comment. But the area south of Orikhiv, a town that Ukraine holds, is a key battleground in its push to expel Russian forces from the south and east of the country, and both sides have built up their forces in the area.

Ukraine’s counteroffensive — launched last month along three axes including in Zaporizhzhia — has failed to score a breakthrough, in part because of dense Russian

minefields and heavy entrenchment by Moscow’s forces.

A major Ukrainian military objective is to reach the Sea of Azov, about 60 miles south of Orikhiv, in order to drive a wedge through Russian-occupied territory in

Ukraine’s southeast.

Vladimir Rogov, an official appointed by Moscow in southern Ukraine, said on the Telegram app that fierce battles had begun south of Orikhiv, involving Ukrainian troops who had been trained abroad and were

equipped with about 100 German-made Leopard tanks and American-made Bradley Fighting Vehicles.

Another Russian occupation official in Zaporizhzhia, Yevgeny Balitsky, said that Ukraine had made 36 attempts to shell settlements in the region since Tuesday. He said that Moscow’s forces had rebuffed Ukrainian attempts to break through Russian defenses.

The Ukrainian military’s general staff said in its daily update on Wednesday that Russian forces were engaged in defensive operations in the Zaporizhzhia region. A spokesperson for the general staff, Andriy Kovalev, said that Russian forces had unsuccessfully tried to restore lost positions northeast of Robotyne. “The enemy continues to put up strong resistance, moves units and actively uses reserves,” he said.

President Volodymyr Zelenskyy of Ukraine said that he had met with Gen. Valery Zaluzhny, the commander of Ukraine’s armed forces, and discussed offensive and defensive fighting on the front line. “We believe in our boys,” Zelenskyy said on Telegram, giving no details of military operations. “We continue to work.”

Israel’s high court to hear case against Netanyahu’s judicial overhaul

Israel’s Supreme Court said Wednesday that it would begin in September to review a contentious new law that diminishes the court’s own role, setting the stage for a constitutional crisis and renewed social turmoil if the judges then overturn the legislation.

The decision sets up a looming clash between the executive branch of government and the highest court in the land. The Supreme Court must now decide whether to reassert its dominance over Prime Minister Benjamin’s Netanyahu’s government — or it must accept the move to reduce its own power.

Either conclusion is likely to provoke widespread anger, since the issue has become a proxy for a much broader battle

over Israel’s character.

The court’s announcement came in response to the decision on Monday, by Netanyahu’s coalition, to pass a deeply divisive bill that stops the court from overruling government decisions with the legal standard of “reasonableness.” The government said the term, never defined in a statute, was too subjective and gave unelected judges too much leeway to overrule elected lawmakers.

The bitter debate over the law has widened Israel’s social fissures into profound divides. Large parts of society fear the change will remove a key check on Netanyahu’s government — the most nationalist and religiously conservative in Israeli history — and allow it to gradually turn Israel into a less pluralist and more conservative country.

The passage of the law set off widespread street unrest on Monday and a doctors’ strike on Tuesday. It forced warnings from banks and a major ratings agency about the potential negative effects on Israel’s economy. And it prompted scores of Army, Navy and Air Force reservists — a key part of Israel’s military forces — to resign from duty.

It also led several opposition groups to petition the court to use its remaining powers to overturn the law. The court’s chief justice, Esther Hayut, cut short a trip to Germany to respond to those petitions — returning from Berlin Tuesday night, a day earlier than planned.

Less than a day later, on Wednesday afternoon, the

court announced on its website that it would hear two of the petitions in September. An exact date has yet to be set, and the court did not announce which of its 15 judges would hear the petitions or how long the process would last. The court often takes weeks if not months to reach a decision.

The court has not issued an injunction barring the law from coming into effect, as some opponents had hoped. The hearing’s date will be set in the coming days, a Supreme Court spokesperson said.

If the court strikes down the law, Netanyahu’s government will be forced to decide whether to respect the decision of an institution that it is trying to restrain. And should the government reject the court’s ruling, Israel’s other key institutions — its military, police, civil service and lower courts — will in turn need to decide whether to obey the country’s executive or judicial branch.

Yariv Levin, the justice minister and architect of the overhaul, told an Israeli news station in late March that the court would be “crossing every red line” if it struck down the overhaul legislation. “We would certainly not accept that,” he said.

Asked on Wednesday if he would respect the court’s decision, Levin declined to comment.

Simcha Rothman, another coalition lawmaker who helped shepherd the law through Parliament, said he wouldn’t discuss “hypothetical scenarios.”

But he said the court had no right to intervene in a law meant to define the limits of its authority.

‘They shoot without stopping’: Where Russia is on the attack in Ukraine

Three Russian attack helicopters swooped in low over the city of Kreminna, strafing Ukrainian front-line positions just outside the city. Russian drones circled overhead while Moscow’s ground forces fired heavy machine guns to flush out Ukrainians from foxholes hidden in the dappled light of the pine forest.

As exploding artillery shells shook the ground around him Saturday morning, Vlad, a 27-year-old Ukrainian drone operator, spotted a Russian armored personnel carrier bringing more troops to the battle. It was a possible prelude, he said, to another assault.

“They are constantly attacking us,” said Lt. Col. Matviychuk Oleh, a 49-year-old battalion commander with Ukraine’s 100th Territorial Defense Brigade. “They are looking for a weak place and then they storm.”

Along the vast 600-mile front line that cuts a scar across eastern and southern Ukraine, Russian forces are mostly on the defensive, hoping that their air superiority and the millions of mines they have planted will protect the fortified positions. So far they have been able to prevent a major Ukrainian breakthrough.

But in northeastern Ukraine, along a roughly 60-mile front that runs around the towns of Kupiansk, Svatove and Kreminna, the Russians are not laying back: With heavy artillery, drones and waves of ground assaults, they are once again mounting sustained offensive operations.

“On some days they shoot without stopping,” Oleh said.

The intensity of the fighting has ebbed and flowed in this corner of Ukraine for nearly a year and the seesaw battles have resulted in only minor shifts in front-line positions. The largely static lines on a map, however, can obscure the violence playing out in the pine forests and the toll that comes from the incessant hurling of ammunition at the enemy.

Oleg, a 50-year-old doctor who is working as a front-line medic with the 100th Brigade, said that after weeks of seeing almost no wounded soldiers, he is now racing to Ukrainian positions to tend to wounds every day — a testament to a more aggressive Russian assault.

In recent days, the Russians have claimed small breakthroughs up and down the lines from Kupiansk to Kreminna 60 miles to the south. Kyiv is sending experienced units to reinforce the lines in the area. Ukrainian soldiers near the front say that Russian gains have been marginal and that they have counterattacked and regained some lost territory.

Analysts from the Institute for the Study of War, a Washington-based think tank, have

documented only marginal gains for Russian forces in the area in recent weeks.

Still, the British military intelligence agency said the “renewed activity” in the northeast highlights the region’s importance to the Kremlin, given that it comes at the same time Russia is facing “significant pressure” in the south.

Oleh’s soldiers are responsible for about a 3-mile stretch of the front near the town of Kreminna, which is still controlled by the Russians. He said the Russians are now firing two to three times as many shells as his mortar teams, which are averaging around 50 per day.

The battles fit a pattern Ukrainians have encountered many times as Russia tries to grind out small gains relying on great volumes of personnel and weaponry.

Oleh said that before they storm a position, the Russians will launch scores of rockets and mortars at Ukrainian positions aiming to obliterate dugouts and leave the defenders who survive in a “shellshocked” state.

“Then they send the storming units of 1012 people,” he said. “We call them ‘Z’ units, meaning that they come from penal colonies.”

“They are not professional, just fodder,” he said.

It’s a tactic reminiscent of Russia’s assault on Bakhmut, the city it captured in the spring, but has been mostly absent in the defensive posture it has adopted since then.

The Russians would like to move back to the Oskil River that runs through the city of Kupiansk, some 50 miles northwest of Kreminna, in order to create a buffer zone around the Luhansk region. Similarly, about 60 miles to the south, they have waged repeated battles in the direction of Lyman, which Ukraine recaptured in October, trying to gain a strategic foothold for further advances into the Donbas.

Ukrainian leaders acknowledge that they are moving slower than they would like in the south, and every meter of land reclaimed is paid for with Ukrainian blood.

Ukrainian forces are also moving forward around the fringes of the ruined city of Bakhmut, less than 50 miles south of Kreminna.

With their assaults in the northeast, the Russians may be trying to draw Ukrainian forces away from that battle as they struggle to hold onto the city they spent more than 10 months destroying before finally capturing this spring.

Oleh noted that the Kremlin has never given up its ambition of conquering the entire eastern Donbas region. Breaking through the Ukrainian lines in the north and moving toward the city of Lyman would provide the Kremlin with something it could portray as a victory.

By contrast, if the Ukrainians can hold their lines and ultimately advance in the direction of Kreminna, they could sever a critical Russian logistical line and try to sweep around the backside of Bakhmut, Ukrainian commanders said.

As the fighting has intensified along the

front from Kreminna to Kupiansk, the Ukrainian military command has dispatched units from its most highly regarded brigades to retake lost ground and reinforce defensive lines, according to soldiers from the units recently sent there.

The New York Times accompanied one of these units last Friday to a so-called “zeroline” position, only a few hundred feet from the Russians, on the condition the unit not be named, the location not revealed and the soldiers’ faces not be shown.

“It is difficult, very difficult,” said a unit commander, Oleksandr, 35. His brigade has been fighting without a break since the fullscale invasion last year. He was part of the assault team that secured positions only 800 meters from Kreminna’s outskirts in January.

The biggest challenge at the moment, he said, was for commanders to quickly assess who can handle the stresses of combat. The heart might be willing, he said, but not everyone is built for war.

“People come in with different psychological conditions,” he said. “Some are frightened by the shelling and start to go crazy.”

Still, he believes the problems plaguing the Russians run deeper.

Sometimes when the Russians try to advance, they get lost in the forest and stumble upon Ukrainian positions. And when they are forced to retreat, they just scatter since they have not been instructed how to pull back, he said.

The Ukrainians would like to stage their own advance. But for now, offensive operations must wait. In this corner of Ukraine, they are once again being forced to defend their land.

An investigation into Mexico’s 43 missing students ends in ‘falsehoods and diversions’

Apanel of international experts investigating the 2014 abduction of 43 students in southern Mexico said earlier this week that it was ending its inquiry after being repeatedly lied to and misled by the Mexican armed forces about their role in the crime.

Members of the Mexican military misrepresented their whereabouts during the crime, denied access to key documents and withheld details about their involvement in the disappearance and its subsequent cover-up, the experts said in a report released Tuesday, their sixth and final assessment of a notorious event that remains shrouded in mystery.

“It hurts to see how a case that could have been solved in the first few weeks ended up entangled in lies, falsehoods and diversions of the investigation,” the report said.

In a news conference in Mexico City on Tuesday, panel members — appointed by the Inter-American Commission on Human Rights in 2014 — cited their frustration at the armed forces’ unwillingness to cooperate.

“It’s all lies, one after another,” Carlos Beristain, a Spanish doctor and panel member, told

The New York Times on Monday night. “We’re not going to stay if we don’t have a chance to get answers,” he added.

The panel arrived in Mexico in 2015 and its work was key to discrediting an earlier version of events deemed fabricated by the administration of former President Enrique Peña Nieto, known as “the historical truth,” which blamed only local police officials and organized crime for the disappearance.

More recently, only two members of the panel remained on the committee, and its mandate had expired.

The independent panel’s latest findings include a new technical analysis of cellphone data and documents that placed several members of the military at locations connected to the attack while it was underway, in places and times they had never mentioned in their testimonies.

What they were doing exactly is unclear. “What we do know is that the story told is not true,” Beristain said.

The technical analysis revealed a constant flow of communications that reached the top levels of the military in the region. Mexican soldiers not only knew about but most likely witnessed the shootings, the detentions and the violence “second by second,” Ángela Buitrago, a Colombian lawyer and another panel investigator, said during the news conference.

“What all the technical information shows is the lie in many of the statements” provided by the military, Beristain added. “They say they were not in places where they were.”

Previous committee reports said that the army had real-time knowledge about the attack, did not share that information with authorities and then deliberately obstructed the investigation.

Investigators also obtained a confidential document from the navy indicating that two people had died while detained by the marines. A photograph of the bodies showed the men had their hands tied with a cloth “similar to those seen in videos of arrests made by the navy,” the report said.

In 2018, the United Nations Human Rights

Office reported that another person tied to the crime had died while in the marines’ custody as a result of being tortured.

The 43 students disappeared in the rural state of Guerrero in September 2014, after hijacking several buses to attend a march in Mexico City — a practice mostly tolerated at the time. That night was different.

Local police officers and other assailants opened fire on the students, and by daybreak, six people had been killed and dozens of others wounded. The students were never seen again. The remains of only three bodies have been identified.

President Andrés Manuel López Obrador of Mexico vowed to solve the case and bring closure to the families — a pledge he campaigned on in 2018. But despite the recent arrest of a general and 15 soldiers in connection with the disappearance, the government has yet to secure a single conviction.

On Tuesday morning, López Obrador said he had met with the independent experts the day before and thanked them for their work. “We will continue with the investigation,” the president said. “I have the commitment to get to know the whole truth.”

Israel’s self-inflicted

On Monday, the American Anthropological Association approved a resolution boycotting Israeli academic institutions. It’s the sort of illiberal and curiously targeted gesture — the association has confirmed to The New York Times that it has no similar boycott against any other country’s academic institutions, not even Russia’s — that on any other day would have infuriated me.

But why get worked up over the harms some feckless anthropologists are trying to inflict on the Jewish state when that state is doing so much worse to itself?

The group’s resolution coincided with the Israeli Knesset’s vote to approve contentious legislation limiting the power of the judiciary. This is a true disaster for Israel not because the bill is “anti-democratic” — if anything, it is all too democratic, at least in the purely majoritarian sense of the word — but because it risks depriving the country of its most potent weapon: the fierce loyalty of its most productive and civically engaged citizens.

With those citizens — the tech entrepreneurs, the Air Force reservists, the world-famous novelists and doctors — Israel stands in a league with Switzerland and Singapore: a boutique nation, small and imperfect but

widely associated with excellence in dozens of fields.

Without those citizens, Israel is in the club with Hungary and Serbia: a little country, insular and pettily corrupt and good mainly at nursing its grievances.

That’s why the particulars of the legislation matter less than the way it was carried out and the motives of those who championed it. For the most part, they represent Israel’s least productive and engaged citizens — ultraOrthodox Jews who want military exemptions and welfare, settlers who want to be a law unto themselves, ideologues in think tanks — abusing their temporary majority to secure exemptions, entitlements, immunities and other privileges that mock the idea of equality under law.

That’s not to say that the idea of judicial reform is meritless, at least in the abstract. Israel has an unusually powerful judiciary that over several decades arrogated powers to itself that were never democratically given and that elsewhere are considered strictly political, such as adjudging the “reasonableness” of ministerial appointments and actions. The doctrine of “reasonableness” was the subject of Monday’s legislation.

At the same time, Israel has no written constitution clearly delineating, as America’s does, the separation of powers. And it has no meaningful institutional check on the executive and legislature other than the Supreme Court. It is the court that guarantees that human, civil, women’s and minority rights are respected and that parliamentary majorities can’t simply do as they please.

Under a more scrupulous prime minister than Benjamin Netanyahu, a grand compromise between the government and opposition might have been worked out, one that could have reined in the judiciary without gutting it, giving neither side total victory but preserving a broad social consensus. Isaac Herzog, Israel’s president, spent months with legal advisers fashioning proposals that would have done exactly that.

But the point of the legislation isn’t reform, much less consensus. It’s an exercise in raw political power carried out by legislators bent on trying to achieve legal impunity from a court that has tried to hold them to account. Israel wouldn’t be in this national meltdown if Netanyahu weren’t trying to wangle out of his criminal indictment by holding on to power in his coalition of the bigoted, the corrupt, the dependent and the extreme.

A statesman sacrifices himself for his nation. A demagogue sacrifices his nation for himself.

The crisis in Israel is sometimes described as a battle of left against right, secular against religious, Ashkenazi against Mizrahi Jews.

This is a vast overgeneralization. Netanyahu is a scion of the secular Ashkenazi elites, while many in the opposition, like former Prime Minister Naftali Bennett, are religiously observant and right-wing.

What is true is that the new dividing line in Israel, as in so many other democracies, is no longer between liberals and conservatives. It’s between liberals and illiberals. It’s between those who believe that democracy encompasses a set of norms, values and habits that respect and enforce sharp limits on power and those who will use their majorities to do whatever they please in matters of politics so that they may eventually do whatever they please in matters of law.

Perhaps because of the long history of Jewish dispossession, many Israelis seem keenly attuned to the danger. A poll last week of 734 Israeli founders and CEOs of startups and managing directors of venture capital firms found that more than two-thirds were taking steps to move their assets outside Israel in anticipation of the new law. There’s also been a reported surge in Israelis seeking second passports. Israel’s demographic challenges are well known, but there’s a challenge within the challenge: If the people who made Israel the Startup Nation are heading for the exits, the long-term basis of Israel’s power will erode. Prayers won’t save Israel if it lacks a worldclass economy to sustain a regionally dominant military.

Israelis have a penchant for hyperbole, and this week has brought a lot of lamentations about the “end of Israeli democracy.” That’s an unwarranted counsel of despair as well as an overstatement: Israeli democracy has survived worse.

Still, as a friend in Jerusalem reminds me, there’s an old Hasidic proverb: “Every fall begins with a lean.”

‘Oppenheimer’ review: A man for our time

“Oppenheimer,” Christopher Nolan’s staggering film about J. Robert Oppenheimer, the man known as “the father of the atomic bomb,” condenses a titanic shift in consciousness into three haunted hours. A drama about genius, hubris and error, both individual and collective, it brilliantly charts the turbulent life of the American theoretical physicist who helped research and develop the two atomic bombs that were dropped on Hiroshima and Nagasaki during World War II — cataclysms that helped usher in our human-dominated age.

The movie is based on “American Prometheus: The Triumph and Tragedy of J. Robert Oppenheimer,” the authoritative 2005 biography by Kai Bird and Martin J. Sherwin. Written and directed by Nolan, the film borrows liberally from the book as it surveys Oppenheimer’s life, including his role in the Manhattan Engineer District, better known as the Manhattan Project. He served as director of a clandestine weapons lab built in a near-desolate stretch of Los Alamos, in New Mexico, where he and many other of the era’s most dazzling scientific minds puzzled through how to harness nuclear reactions for the weapons that killed tens of thousands instantly, ending the war in the Pacific.

The atomic bomb and what it wrought define Oppenheimer’s legacy and also shape this film. Nolan goes deep and long on the building of the bomb, a fascinating and appalling process, but he doesn’t restage the attacks; there are no documentary images of the dead or panoramas of cities in ashes, decisions that read as his ethical absolutes. The horror of the bombings, the magnitude of the suffering they caused and the arms race that followed suffuse the film. “Oppenheimer” is a great achievement in formal and conceptual terms, and fully absorbing, but Nolan’s filmmaking is, crucially, in service to the history that it relates.

The story tracks Oppenheimer — played with feverish intensity by Cillian Murphy — across decades, starting in the 1920s with him as a young adult and continuing until his hair grays. The film touches on personal and professional milestones, including his work on the bomb, the controversies that dogged him, the anti-Communist attacks that nearly ruined him, as well as the friendships and romances that helped sustain yet also troubled him. He has an affair with a political firebrand named Jean Tatlock (a vibrant Florence Pugh), and later weds a seductive boozer, Kitty Harrison (Emily Blunt, in a slow-building turn), who accompanies him to Los Alamos,

where she gives birth to their second child.

It’s a dense, event-filled story that Nolan — who’s long embraced the plasticity of the film medium — has given a complex structure, which he parcels into revealing sections. Most are in lush color; others in high-contrast black and white. These sections are arranged in strands that wind together for a shape that brings to mind the double helix of DNA. To signal his conceit, he stamps the film with the words “fission” (a splitting into parts) and “fusion” (a merging of elements); Nolan being Nolan, he further complicates the film by recurrently kinking up the overarching chronology — it is a lot.

This fast pace and narrative fragmentation continue as Nolan fills in this Cubistic portrait, crosses and recrosses continents and ushers in armies of characters, including Niels Bohr (Kenneth Branagh), a physicist who played a role in the Manhattan Project. Nolan has loaded the movie with familiar faces — Matt Damon, Robert Downey Jr., Gary Oldman — some distracting. It took me a while to accept director Benny Safdie as Edward Teller, the theoretical physicist known as the “father of the hydrogen bomb,” and I still don’t know why Rami Malek shows up in a minor part other than he’s yet another known commodity.

As Oppenheimer comes into focus so does the world. In 1920s Germany, he learns quantum physics; the next decade he’s at Berkeley teaching, bouncing off other young geniuses and building a center for the study of quantum physics. Nolan makes the era’s intellectual exci-

tement palpable — Einstein published his theory of general relativity in 1915 — and, as you would expect, there’s a great deal of scientific debate and chalkboards filled with mystifying calculations, most of which Nolan translates fairly comprehensibly. One of the film’s pleasures is experiencing by proxy the kinetic excitement of intellectual discourse.

It’s at Berkeley that the trajectory of Oppenheimer’s life dramatically shifts, after news breaks that Germany has invaded Poland. By that point, he has become friends with Ernest Lawrence (Josh Hartnett), a physicist who invented a particle accelerator, the cyclotron, and who plays an instrumental role in the Manhattan Project. It’s also at Berkeley that Oppenheimer meets the project’s military head, Leslie Groves (a predictably good Damon), who makes him Los Alamos’ director, despite the leftist causes he supported — among them, the fight against fascism during the Spanish Civil War — and some of his associations, including with Communist Party members like his brother, Frank (Dylan Arnold).

Nolan is one of the few contemporary filmmakers operating at this ambitious scale, both thematically and technically. Working with his superb cinematographer Hoyte van Hoytema, Nolan has shot in 65 mm film (which is projected in 70 mm), a format that he’s used before to create a sense of cinematic monumentality. The results can be immersive, though at times clobbering, particularly when the wow of his spectacle has proved more substantial and coherent

than his storytelling. In “Oppenheimer,” though, as in “Dunkirk” (2017), he uses the format to convey the magnitude of a world-defining event; here, it also closes the distance between you and Oppenheimer, whose face becomes both vista and mirror.

The film’s virtuosity is evident in every frame, but this is virtuosity without self-aggrandizement. Big subjects can turn even well-intended filmmakers into show-offs, to the point that they upstage the history they seek to do justice to. Nolan avoids that trap by insistently putting Oppenheimer into a larger context, notably with the black-and-white portions. One section turns on a politically motivated security clearance hearing in 1954, a witch hunt that damaged his reputation; the second follows the 1959 confirmation for Lewis Strauss (a mesmerizing, nearunrecognizable Downey), a former chairman of the U.S. Atomic Energy Commission who was nominated for a Cabinet position.

These black-and-white sequences define the last third of “Oppenheimer.” They can seem overlong, and at times in this part of the film it feels as if Nolan is becoming too swept up in the trials that America’s most famous physicist experienced. Instead, it is here that the film’s complexities and all its many fragments finally converge as Nolan puts the finishing touches on his portrait of a man who contributed to an age of transformational scientific discovery, who personified the intersection of science and politics, including in his role as a Communist boogeyman, who was transformed by his role in the creation of weapons of mass destruction and soon after raised the alarm about the dangers of nuclear war.

François Truffaut once wrote that “war films, even pacifist, even the best, willingly or not, glorify war and render it in some way attractive.” This, I think, gets at why Nolan refuses to show the bombing of Hiroshima and Nagasaki, world-defining events that eventually killed an estimated 100,000 to upward of 200,000 souls. You do, though, see Oppenheimer watch the first test bomb and, critically, you also hear the famous words that he said crossed his mind as the mushroom cloud rose: “Now I am become death, the destroyer of worlds.” As Nolan reminds you, the world quickly moved on from the horrors of the war to embrace the bomb. Now we, too, have become death, the destroyers of worlds.

Warming could push the Atlantic past a ‘tipping point’ this century

The last time there was a major slowdown in the mighty network of ocean currents that shapes the climate around the North Atlantic, it seems to have plunged Europe into a deep cold for more than a millennium.

That was roughly 12,800 years ago, when not many people were around to experience it. But in recent decades, humandriven warming could be causing the currents to slow once more, and scientists have been working to determine whether and when they might undergo another great weakening, which would have ripple effects for weather patterns across a swath of the globe.

A pair of researchers in Denmark this week put forth a bold answer: A sharp weakening of the currents, or even a shutdown, could be upon us by century’s end.

It was a surprise even to the researchers that their analysis showed a potential collapse coming so soon, one of them, Susanne Ditlevsen, a professor of statistics at the University of Copenhagen, said in an interview. Climate scientists generally agree that the Atlantic circulation will decline this century, but there’s no consensus on whether it will stall out before 2100.

Which is why it was also a surprise, Ditlevsen said, that she and her co-author were able to pin down the timing of a collapse at all. Scientists are bound to continue studying and debating the issue, but Ditlevsen said the new findings were reason enough not to regard a shutdown as an abstract, far-off concern. “It’s now,” she said.

The new research, published Tuesday in the journal Nature Communications, adds

to a growing body of scientific work that describes how humankind’s continued emissions of heat-trapping gases could set off climate “tipping points,” or rapid and hardto-reverse changes in the environment.

Abrupt thawing of the Arctic permafrost. Loss of the Amazon rainforest. Collapse of the Greenland and West Antarctic ice sheets. Once the world warms past a certain point, these and other events could be set into swift motion, scientists warn, though the exact thresholds at which this would occur are still highly uncertain.

In the Atlantic, researchers have been searching for harbingers of tipping-point-like change in a tangle of ocean currents that goes by an unlovely name: the Atlantic Meridional Overturning Circulation, or AMOC.

These currents carry warm waters from the tropics through the Gulf Stream, past the southeastern United States, before bending toward northern Europe. When this water releases its heat into the air farther north, it becomes colder and denser, causing it to sink to the deep ocean and move back toward the equator. This sinking effect, or “overturning,” allows the currents to transfer enormous amounts of heat around the planet, making them hugely influential for the climate around the Atlantic and beyond.

As humans warm the atmosphere, however, the melting of the Greenland ice

sheet is adding large amounts of freshwater to the North Atlantic, which could be disrupting the balance of heat and salinity that keeps the overturning moving. A patch of the Atlantic south of Greenland has cooled conspicuously in recent years, creating a “cold blob” that some scientists see as a sign that the system is slowing.

Were the circulation to tip into a much weaker state, the effects on the climate would be far-reaching, although scientists are still examining their potential magnitude. Much of the Northern Hemisphere could cool. The coastlines of North America and Europe could see faster sea-level rise. Northern Europe could experience stormier winters, while the Sahel in Africa and the monsoon regions of Asia would most likely get less rain.

Evidence from ice and sediment cores indicates that the Atlantic circulation underwent abrupt stops and starts in the deep past. But scientists’ most advanced computer models of the global climate have produced a wide range of predictions for how the currents might behave in the coming decades, in part because the mix of factors that shape them is so complex.

Ditlevsen’s new analysis focused on a simple metric, based on sea-surface temperatures, that is similar to ones other scientists have used as proxies for the strength of

the Atlantic circulation. She conducted the analysis with Peter Ditlevsen, her brother, who is a climate scientist at the University of Copenhagen’s Niels Bohr Institute. They used data on their proxy measure from 1870 to 2020 to calculate statistical indicators that presage changes in the overturning.

They then used the mathematical properties of a tipping point-like system to extrapolate from these trends. That led them to predict that the Atlantic circulation could collapse around midcentury, though it could potentially occur as soon as 2025 and as late as 2095.

Their analysis included no specific assumptions about how much greenhouse gas emissions will rise in this century. It assumed only that the forces bringing about an AMOC collapse would continue at an unchanging pace — essentially, that atmospheric carbon dioxide concentrations would keep rising as they have since the Industrial Revolution. In interviews, several researchers who study the overturning applauded the new analysis for using a novel approach to predict when we might cross a tipping point, particularly given how hard it has been to do so using computer models of the global climate. But they voiced reservations about some of its methods and said more work was still needed to nail down the timing with greater certainty.

Susan Lozier, a physical oceanographer at Georgia Tech, said sea surface temperatures in the North Atlantic near Greenland weren’t necessarily influenced by changes in the overturning alone, making them a questionable proxy for inferring those changes. She pointed to a study published last year showing that much of the cold blob’s development could be explained by shifts in wind and atmospheric patterns.

Scientists are now using sensors slung across the Atlantic to directly measure the overturning. Lozier is involved in one of these measurement efforts. The aim is to better understand what’s driving the changes beneath the waves and to improve projections of future changes.

But the projects began collecting data in 2004 at the earliest, which isn’t enough time to draw firm long-term conclusions. “It is extremely difficult to look at a short record for the ocean overturning and say what it is going to do over 30, 40 or 50 years,” Lozier said.

A positive COVID-19 milestone

The United States has reached a milestone in the long struggle against COVID-19: The total number of Americans dying each day — from any cause — is no longer historically abnormal.

Excess deaths, as this number is known, has been an important measure of COVID’s true toll because it does not depend on the murky attribution of deaths to a specific cause. Even if COVID is being underdiagnosed, the excess-deaths statistic can capture its effects. The statistic also captures COVID’s indirect effects, including the surge of vehicle crashes, gun deaths and deaths from missed medical treatments during the pandemic.

During COVID’s worst phases, the total number of Americans dying each day was more than 30% higher than normal, a shocking increase. For long stretches of the past three years, the excess was above 10%. But during the past few months, excess deaths have fallen almost to zero, according to three different measures.

The Human Mortality Database estimates that slightly fewer Americans than normal have died since March, while The Economist magazine and the Centers for Disease Control and Prevention both put the excess-death number below 1%.

After three horrific years, in which COVID has killed more than 1 million Americans and transformed parts of daily life, the virus has turned into an ordinary illness.

The story is similar in many other countries, if not quite so positive.

The power of immunity

The progress stems mostly from three factors:

— First, about three-quarters of U.S. adults have received at least one vaccine shot.

— Second, more than three-quarters of Americans have been infected with COVID, providing natural immunity from future symptoms. (About 97% of adults fall into at least one of those first two categories.)

— Third, post-infection treatments such as Paxlovid, which can reduce the severity of symptoms, became widely available last year.

“Nearly every death is preventable,”

said Dr. Ashish Jha, who was until recently President Joe Biden’s top COVID adviser. “We are at a point where almost everybody who’s up to date on their vaccines and gets treated if they have COVID, they rarely end up in the hospital, they almost never die.”

That is also true for most high-risk people, Jha pointed out, including older adults — such as his parents, who are in their 80s — and people whose immune systems are compromised. “Even for most — not all, but most — immunocompromised people, vaccines are actually still quite effective at preventing against serious illness,” he said. “There has been a lot of bad information out there that somehow if you’re immunocompromised that vaccines don’t work.”

That excess deaths have fallen close to zero helps to make this point: If COVID were still a dire threat to large numbers of people, that would show up in the data.

One point of confusion, I think, has been the way that many Americans — including we in the media — have talked about the immunocompromised. They are a more diverse group than casual discussion often imagines.

Most immunocompromised people are at little additional risk from COVID — even people with serious conditions, such as multiple sclerosis or a history of many cancers. A much smaller group, such as people who have received kidney transplants or are undergoing active chemotherapy, face higher risks.

With vs. from COVID’s toll, to be clear, has not fallen to zero. The CDC’s main COVID webpage estimates that about 80 people per day have been dying from the virus in recent weeks, which is equal to about 1% of overall daily deaths.

The official number is probably an exaggeration because it includes some people who had the virus when they died even though it was not the underlying cause of death. Other CDC data suggests that almost one-third of official recent COVID deaths have fallen into this category. A study published in the journal Clinical Infectious Diseases came to similar conclusions.

Even so, some Americans are still dying from COVID. “I don’t know anybody who thinks we’re going to eradicate COV-

Dr. Shira Doron, chief infection control officer at Tufts Medicine in Massachusetts, said that “age is clearly the most substantial risk factor.” COVID’s victims are both older and disproportionately unvaccinated. Given the politics of vaccination, the recent victims are also disproportionately Republican and white.

Each of these deaths is a tragedy. The deaths that were preventable — because somebody had not received available vaccines and treatments — seem particu-

larly tragic.

Yet the number of COVID deaths has now dropped low enough that they are difficult to notice in the overall death data. They can be swamped by fluctuations in other causes of death, such as the flu or vehicle crashes.

Almost a year ago, Biden angered some public health experts when he declared, “The pandemic is over.” He may have been premature to make that declaration. But the excess-deaths milestone suggests that it’s true now: The pandemic is finally over.

Hiding from the yips will only make it worse

Maddy Wood was an incoming freshman at Western Kentucky last fall, on scholarship, in shape and elated to pitch for the Hilltoppers. The feeling lasted only a few days, before that old, insidious anxiety gripped her. Wood could no longer throw the ball to the catcher’s glove. Her pitches skidded in the dirt, bounced off home plate and soared over the catcher’s head as onlookers snickered and grumbled. The game that had been Wood’s passion was now her torture.

“I had lost all hope, honestly,” Wood, 19, said in a recent telephone interview. “It wasn’t fun. I hated going to practice. I was considering quitting, until I spoke to Eileen.”

Eileen Canney Linnehan knew the emotional pain that was shattering Wood’s life. A standout pitcher at Northwestern in the 2000s, Canney Linnehan had lost the ability to make routine throws to bases. She could fire pinpoint, unhittable pitches, and she crafted an illustrious college career, including an appearance in the NCAA Division I final. But in four years, she never made a single successful overhand throw to a base.

“So many nights I cried myself to sleep,” Canney Linnehan said.

Both players suffered from the yips, a condition that has plagued far more athletes than just the handful of famous cases in Major League Baseball. The number of players with the yips is hard to discern because many deal with it at amateur levels and in relative anonymity and silence. But they are there, and Canney Linnehan has used her intimate understanding of the problem to become a consultant, helping players at various levels of different sports overcome the devastating, and at times debilitating, hindrance.

“The biggest thing was having someone to talk to that understood and had a shared experience and wasn’t going to judge me,” said Lacey Waldrop, the 2014 USA Softball National Collegiate Player of the Year, who got over the yips after speaking to Canney Linnehan. “If you haven’t been there and felt it, you don’t really know what’s going on.”

Sports fans may have seen a handful of professional basketball players struggle with beguiling hitches in their free-throw form. Many baseball fans know about so-called Steve Blass Disease, Steve Sax Syndrome or Sasseritis, the latter named for Mackey Sasser, a former catcher who had difficulty toss-

ing the ball back to the pitcher.

But some high school, college and even younger softball and baseball players and athletes in other sports can also develop the yips, where the easiest, most familiar plays become virtually impossible to execute.

In technical terms, the yips is the inability to perform a previously learned movement, often, but not always, because of a mental inhibitor. The problem manifests in embarrassing public fashion that can ruin careers.

“There are people that still don’t believe or understand that it’s real,” said Canney Linnehan, who earned a bachelor’s degree in human development and psychological services at Northwestern.

She is not a psychologist, but she gained insight into her own mental capabilities through trial. She had to contend with teams bunting to exploit her weakness and fans in the stands mocking her. She managed to work around it, either by making underhand throws to bases, or by perfecting her rise ball to strike out many would-be bunters. Her team knew of the problem, because Canney Linnehan learned early that it helped to talk openly about it, and her teammates were supportive.

After retirement, Canney Linnehan was named to the Northwestern Sports Hall of Fame in 2013 and coached at the University of Illinois Chicago. There, she met a pitcher named Bridget Boyle, who also suffered from the yips. Canney Linnehan, an assistant coach, helped Boyle through the problem

by encouraging her to address it with her teammates and to employ a few useful tricks to break down the mental barriers that prevent players from executing the most routine plays. Openness, she believes, is essential to resolving the problem.

When a reporter recently stammered through a question about the “issue” during a telephone interview, Canney Linnehan interjected, “You can call it the yips.”

Boyle was so pleased by the results that she encouraged Canney Linnehan to help others. Canney Linnehan spoke about it at a conference of softball coaches and soon word spread. At Florida State, Waldrop had developed the yips in her pitching motion after she hit two batters in a row with fastballs to open her senior season. Frightened she might do it again, Waldrop almost instantly was unable to execute the same pitches she had made her whole life.

Compounding the issue, Waldrop had put impossible pressure on herself to surpass her fabulous junior season in 2014.

“That somehow became a mental and internal battle that manifested itself physically,” said Waldrop, who now is a softball video coordinator for Synergy, a company assisting college coaches with recruiting. “My arm started to feel like Jell-O halfway into my delivery.”

Waldrop’s coach at Florida State had heard about Canney Linnehan and put them together. They spoke three or four times on the phone and Canney Linnehan recom-

mended Waldrop tell her teammates what she was going through. She also recommended a few tricks, like squeezing her glove hand to put pressure on a different side of the body, allowing the other side to relax. Waldrop said it resolved the problem.

“If you haven’t been there and felt it, you don’t really know what’s going on,” said Waldrop, who also played four years with the Chicago Bandits of National Pro Fastpitch.

Canney Linnehan said she has worked with more than 60 clients over nine years in several sports, including softball, baseball, golf, tennis and track and field, and boasts an enviable success rate.

“Incredibly high,” she said. “I’ve seen so many people get over it. One of the most beautiful things I get to see is people sorting through the muck.”

Earlier this year, Canney Linnehan spoke to Sax, whose infamous case of the yips in 1983 was as debilitating as it was short-lived. A second baseman, Sax struggled to throw to first base, committing 24 errors in the first half of that season. He overcame the problem relatively quickly after a talk with his father, who was very ill at the time.

“It was actually the last conversation I ever had with my dad,” Sax said in a telephone interview. “He told me I didn’t have a mental block, that I was suffering from a loss of confidence and he said I should practice more.”

Sax did, at all hours at Dodger Stadium when no one was watching. In the second half of the season, he committed only six errors, and he played 1,349 more games at second base in the regular season over his final 11 seasons.

Sax, like Sasser and pitcher Rick Ankiel, whose well-documented case of the yips was so bad beginning in 2000 that he had to convert to playing the outfield, offers informal guidance to yips sufferers, some of whom may be in high school or college. Other pupils are more well known. Sax recalled that when second baseman Chuck Knoblauch had the yips, the New York Yankees invited Sax, then retired, to talk to him.

“They hid me in a backroom so no one would see me,” Sax said. “It was like I was stuffed into a broom closet. That only makes it worse by stigmatizing it.”

Sax applauds the work that Canney Linnehan does because of her open approach. “Deal with it head on,” he said. “That’s how I got over it.”

Why I’m rooting for Haiti

If you’ve read this column regularly over the past few years, my rooting interests should be clear by now. I pull for the outsiders and outliers. The strugglers and stragglers. The players and teams who toil hard for the simple chance, however slim, of winning.

With the Women’s World Cup now in full flight, most attention has gone to the venerable teams like France, Brazil and Germany. And, of course, to the twotime defending champion United States: Alex Morgan and Megan Rapinoe and all those newcomers, a group with sizzling star power and a bold modus operandi that has pushed the boundaries not just for female soccer players, but for all of women’s sports.

Hats off to all those teams, each talent-blessed and well-funded by their national soccer federations and by business conglomerates. One of them will leave this tournament with the silver and gold trophy held high.

But through the early goings of this year’s group stage, with eight teams making their World Cup debuts, long shots have been having their moments. Monday evening, it was the Philippines pulling off a 1-0 stunner over co-host New Zealand. Last week, Nigeria played to a 0-0 draw with the favored Canadians.

My heart is with and my eyes are on the scrappiest, most resilient underdog in this tournament. That would be Haiti. Les Grenadiers, as the team is affectionately known. The Soldiers.

Les Grenadiers represent a nation that has long struggled to heal the deep wounds left by colonialism and slavery. In large part because of the burdensome debt levied by France in exchange for its freedom, Haiti is the poorest country in the Western Hemisphere. Over the past 13 years, its citizens have endured deadly, devastating earthquakes and floods. Since the assassination of President Jovenel Moïse in 2021, vigilantes have taken up arms against gangs, and democracy has crumbled. In March, the United Nations called for an international peacekeeping force to help restore order.

Such instability forced Les Grenadiers to live and play outside Haiti during World Cup qualifying rounds. No matter. The team wove around every thorny roadblock and in February beat Chile, 2-1, to make it to the tournament in Australia

and New Zealand.

There is no corporate support for this team. Backing from the national soccer federation? Well, the head of Haiti’s federation, Yves Jean-Bart, isn’t traveling with the team. He stands accused of sexually harassing and abusing female players.

The Haitian team — No. 53 in the FIFA rankings — is stocked with athletes who were children in 2010 when a 7.0 magnitude earthquake struck the island nation, killing roughly 300,000 people and leveling much of the capital, Port-auPrince.

“It’s something that no Haitian has ever forgotten,” said Melchie Dumornay, the 5-foot-3 midfield buzz saw who, at 19, plays for the French club powerhouse Olympique Lyonnais Féminin and is Les Grenadiers’ best player.

She added: “So many of our loved ones died. There’s been a lot of sadness, despair and pain, both emotional and physical. It taught us to be more careful, to take a more serious approach to what we do in life, and to always be determined, because we can tell ourselves that we’ve still got a life to live.”

Hardship has a way of creating steely, tenacious spirit. You could see it Saturday, when Haiti went against England in its group stage opener. England, ranked fourth in the world, its roster stuffed with players who have competed in previous World Cups and in the biggest international tournaments. England, which marched through the European Championship in 2022 and took the crown by beating Germany, 2-1, in front of nearly 90,000 rabid fans at Wembley Stadium.

Given the wide disparity in experience and expectations, many of the tournament debutantes suffered walloping losses in their opening matches. Morocco gave up six goals to Germany and scored none. Zambia lost, 5-0, to the past champion Japan. Vietnam was routed, 3-0, by the United States.

Les Grenadiers would not have any part of those kinds of drubbings. The zigzagging Dumornay at times looked like the best player on the field. Goalkeeper Kerly Théus turned away shot after shot. With Haiti down, 1-0, in the 80th minute, striker Roseline Éloissaint sprinted half the length of the field, scooped up a pass, tore past three English defenders and launched a right-footed laser that would have found the back net if not for a diving stop from England’s goalkeeper, Mary Earps.

It was an action-packed night of soccer in Brisbane, Australia, and nip -and-tuck close to an upset for the ages. Not bad for first-timers from a nation that could use a jolt of optimism. Afterward, England coach Sarina Wiegman sounded the alarm for both of Haiti’s next foes, assuring that Denmark and China “are going to really struggle” with Les Grenadiers.

“But of course,” she added, with a look of relief, “that’s not our problem.”

Still, the odds of Haiti advancing to the knockout rounds seem slim. On Friday, Haiti plays China (7 a.m. ET, FS1), the champions of Asia, quarterfinalists six times entering the ninth-ever Women’s World Cup. Then the opponent will be 13th-ranked Denmark, one of the bestcompensated women’s teams in the world.

This highest-of-stakes, monthlong tournament is both slog and spectacle. No matter how Haiti fares, this much is sure: With all they have been through, Les Grenadiers will not give up the fight.
