Pro-solar group: Genera’s fuel optimization plan is illegal

ueremos Sol, a group that advocates for the use of rooftop solar energy and storage, warned the Puerto Rico Energy Bureau (PREB) that Genera PR, the private operator of the Puerto Rico Electric Power Authority’s legacy plants, is attempting to increase the island’s use of and dependency on natural gas to financially benefit the parent company, New Fortress Energy (NFE).

Queremos Sol made its remarks as part of a PREB probe into Genera’s fuel plan and Genera’s proposal for the Palo Seco mobile packs and the Mayagüez combustion turbines to use natural gas.

The group brought to the PREB’s attention comments made on May 9, 2024 by Genera directors and officials, on a call to investors, in which the group said they boasted about how the Puerto Rico government was doing exactly as they said and as they expected them to do, in reference to their plans for the use of more natural gas on the island to benefit NFE.

As reported by the STAR then, NFE CEO Wes Edens told investors: “The government has done exactly as we said -- as we thought that they would.”

“When FEMA [the Federal Emergency Management Agency] decided to end the contract, the decision was made to not only keep the power plants on and keep them using gas but to also greatly expand the use of natural gas around the island,” the Genera official said.

The group said it has made it known in the past about Genera’s and New Fortress’ plan to increase dependency on natural gas in violation of the mandate for Puerto Rico to draw all its energy from renewable sources by 2050 with the government’s help.

“Who in the government made that decision, which is clearly contrary to the 2020 Integrated Resource Plan and contrary to the objectives of Public Law 17-2019? Was it the PREB?” Queremos Sol spokeswoman Ingrid Vila said. “In response to questions previously raised by the PREB as part of NEPR-MI-2023-004, Genera acknowledged that it received approval on Nov. 8, 2023 to proceed with the ‘efficiency projects.’ Are these the projects Edens is celebrating beforehand with Genera’s and NFE’s investors? As you are aware, the attachment referenced in Genera’s response was deemed confidential, thus we do request that a list of these projects be disclosed and made available in these dockets for public review and comment.”

Furthermore, as expressed by Genera CEO Brannen McElmurray in the May 9 call with investors, to do this they would need to derail Puerto Rico’s mandated renewable energy policy goals, as their business strategy relies on low margins, which requires large volumes and long-term contracts to maximize revenue.

By awarding the privatization contract to Genera, a subsidiary of NFE, the Puerto Rico government, including the PREB, opened the door and handed over Puerto Rico’s generation fleet to a company that has expressed publicly their intent to interfere with Puerto Rico law, Queremos Sol said.

“As the entity empowered by law to protect and defend the public interest on energy matters, the PREB cannot ignore such flagrant declarations, which are clearly detrimental to our archipelago and represent a material obstacle to attaining 100% renewable energy by 2050,” Queremos Sol said.

The group urged the PREB to define pathways to cancel the Genera contract, as the power plants operator has clearly demonstrated that it has a conflict of interest and does not intend to abide by Puerto Rico’s energy laws, in contravention of law, morals and public order.

Queremos Sol submitted a list of questions to the PREB, including why did the entity allow and accept Genera’s fuel optimization plan filing when the Puerto Rico Public-Private Partnership Authority has yet to approve it and maintains discrepancies with Genera over it?

“The analysis for fuel swap needs to assess generation cost ($/kWh) and thus the O&M cost of generating at Palo Seco and Mayagüez should be added to fuel cost,” Queremos Sol said.

“We also raise concerns as to the natural gas supply contract entered into between NFE and PREPA, which, to our knowledge, was not evaluated by the PREB even though it has considerable cost and energy sector impacts and implications,” the group said. “We thus request that the PREB open a docket and investigation on this matter.”

Queremos Sol also asked the PREB to hold public hearings in Mayagüez, Toa Baja and San Juan regarding the fuel optimization plan and the fuel swap, as communities within these municipalities will be negatively affected by what Genera is proposing and the PREB is considering.

Inter-American University campus remembers athlete killed in auto accident

The Inter American University of Puerto Rico San Germán campus community held a ceremony on Saturday in memory of the educational and athletic career of student-athlete Nadesha T. Pacheco López, who died last Tuesday in an automobile accident on the PR-52 expressway in Caguas.

As part of the religious service, the mother of the deceased young woman, Ana T. López Acosta, said that on one occasion her eldest daughter was interested in financially helping a group of child athletes from her town of Yauco, so that they could participate in track and field competitions that would be held in the U.S. state of Florida. That concern on her daughter’s part has led López Acosta to

organize herself to help Nadesha and the group of young athletes.

“I want to grieve first and then I am going to make a foundation in her name to help those children who want to travel and fulfill their dreams,” López Acosta. “Because I want to leave a great legacy to my daughter, and an impression in the hearts of the whole world as she did on the day of her departure.”

“Nadesha was a young woman who, in addition to fulfilling her academic obligations, shone and filled us with pride with her sports performances in various competitions,” said Dr. Rafael Ramírez Rivera,” president of the Inter-American Federation. “Their dedication, effort and passion for sports took our institution to new heights and gave us moments of great joy and celebration. Today we feel immense

pain for her loss, but we also remember the light she brought into our lives. She was a person who was beloved by her teachers, classmates, and other athletes. Her spirit of camaraderie, her smile and her unwavering determination made her stand out and earn the affection and respect of all of us.”

The religious ceremony was attended by Pacheco López’s fellow athletes and students, as well as teachers, coaches, officials of the institution and family members.

Pacheco López, 20, was an outstanding Inter-American track and field athlete who made history by being part of the mixed 4 x 400 relay team, an event that was held for the first time this year at the Interuniversity Athletic League Games, commonly known as Las Justas, and contributed to the triumph of the Inter-American Tigresses team that won the championship.

PDP candidate proposes new Energy Dept. for oversight

Manuel Calderón Cerame, a Popular Democratic Party (PDP) candidate for the San Juan District 4 seat in the island House of Representatives, presented on Sunday his agenda for

the energy crisis and the oversight of the LUMA and Genera PR contracts.

“The lack of oversight and poor service from LUMA affects us all in our communities, and for this reason, the first package of proposals that I will be filing in January 2025 will include the creation by

law of the Puerto Rico Energy Department with the mandate to supervise and enforce the PPP contracts of LUMA and Genera PR, as well as consolidate in a single public entity the executive functions in energy matters that today are distributed among various agencies of the government of Puerto Rico,” the San Juan municipal assembly member said.

Calderón Cerame pointed out in a press conference that part of the purpose of creating the Department of Energy is to guarantee compliance with Law No. 17 of 2019 establishing the public energy policy of Puerto Rico and ensuring compliance with the established metrics that LUMA Energy and Genera PR must meet.

“One of the problems we are facing at the moment is that the regulatory framework established by Law 120 of 2018 – which was the law that gave way to the privatization of the PREPA – indicates who will be in charge of the supervision and compliance of LUMA and Genera PR, is the Public-Private Partnerships Authority, an agency that has proven to be deficient, silent and without adequate knowledge on energy issues to supervise the PPP contracts amid the energy crisis that Puerto Rico is experiencing,” Calderón Cerame said.

tional proposal to create the position of public interest representative on the governing board of the proposed Department of Energy, who will be elected by direct vote of the clients of LUMA and Genera PR. As part of his or her duties, the individual will conduct a retroactive investigation into the level of compliance with the clauses of the LUMA contract in conjunction with the expertise of the rest of the Department of Energy. The conclusions of such an investigation may include the possibility of recommending the cancellation of the LUMA contract, Calderón Cerame noted.

“Transparency is vital to know with data and evidence what has been happening since the LUMA consortium assumed the administration of the electrical distribution network and customer service, and as part of the responsibilities of this representative of the public interest elected by us, the clients, is to direct this investigation where we can communicate to the Government of Puerto Rico if the correct thing is to supervise the contract with more severe metrics through the new Department of Energy or if, therefore, it is a good public policy decision to proceed with the cancellation of the LUMA contract to look for a new operator,” he said.

Nonprofits urge passage of bill that would give them priority to obtain unused public structures

Acoalition of nonprofit organizations (NPOs) wants the island House of Representatives to pass Senate Bill (SB) 1396, making it easier for NPOs to buy unused public or abandoned private properties.

The House Finance and Budget Committee has before its consideration SB 1396, which proposes to amend Act 262017, better known as the “Fiscal Plan Compliance Law,” to allow nonprofit and community-based organizations to have the first option in the sale at an adjusted price or the donation of unused properties.

“The proposed amendment to Law 26-2017 supports NPOs, facilitating their access to unused properties so that they can reuse and revitalize them,” said Rubén Estremera, the coalition’s coordinator.

The legislation declares a public policy of finding the best use for Puerto Rico government properties that are not being used to obtain revenues for the Treasury. In addition, it is encouraged that real estate properties that are currently in total disuse can be dedicated to activities for the common well-being.

From health care, housing, community self-management, entrepreneurship, culture, environment, natural disaster emergency, education and support for vulnerable populations, nonprofit entities have demonstrated an unwavering commitment to the well-being of citizens, according to the coalition. A recent study by Estudios Técnicos Inc. (2022) has underscored the significant growth of the impact of NPOs in crucial areas such

as economic development, education and social services. The increase not only underscores the relevance of those organizations, the coalition said, but also their ability to occupy spaces of social support that are left behind by government limitations.

The coalition said the bill’s tools for nonprofit organizations are now more relevant than ever, highlighting the crucial role NPOs play.

“The beginning of hurricane season reminds us that these organizations have been critical in responding to emergencies and providing services to those affected,” it said.

The organizations that make up the coalition, including the Alliance of Community Leaders, United Way, Puerto Rican Diabetes Association, Center for Habitat Reconstruction, Sila María Calderón Center for Puerto Rico, Sor Isolina Ferré Center, Cantera Pro-Development Neighborhood Council, Peninsula Project de Cantera, Business Support for the Cantera Peninsula, Escape, Techos Pa’ Mi Gente, VOCES Coalition for Immunization and Health Promotion of P.R., Los Buenos de Patillas, Network for the Rights of Children and Youth, Centro Comunitario Vida Plena, Familias Capaces Inc., Community Initiative and Hogares Crea, asked the members of the Finance and Budget Committee to prioritize the bill on their agenda.

The proposed amendment also contemplates the inclusion of representatives of NPOs in the Real Estate Evaluation and Disposition Committee, guaranteeing their active participation in the decision-making processes related to the management of unused properties.

by creating public policy that supports and promotes the work we do,” Estremera said. “It is a recognition of the valuable contribution to the development of our society and ensures that we can continue with this commendable work effectively and sustainably. We call on the House of Representatives, specifically on the body’s Finance and Budget Committee, to promptly attend to the approval of SB 1396, for this legislative session ending on June 25, 2024.”

Coamo mayor requests emergency center activation to deal with power outage

Coamo Mayor Juan Carlos García Padilla requested Sunday that the State Emergency Operations Center (COE by its Spanish initials) be activated for the purpose of coordinating the reconstruction of the electrical system amid a service outage impacting Aibonito, Coamo and Santa Isabel.

Some 60,000 electrical energy customers were without service over the weekend after a breakdown in unit 1 of Central Aguirre, according to Genera PR, the private operator of the island’s power generation fleet.

“Our technical staff is actively working to replenish [...] the protection units as soon as possible,” the company said late Saturday, noting that its operations team was working to identify the cause of the unit’s failure in order to put it back into service.

“If we activate the [COE], all the logistics will be easier,” the mayor said in a written statement. “Right now, the transfer of the huge transformers from the north to the Useras substation in Santa Isabel requires coordination with the Police and Metropistas due to the safe closure of roads and [rerouting] of traffic on PR-52. The Department of Economic Development has to activate aid to small and medium-sized merchants. Similarly, Agriculture has to evaluate the losses

of farmers whose processing depends on electricity. Currently, [the Family Department] is working with food aid; all of this effort must be made in a coordinated way, not independently.” The mayor said that to be effective and work quickly to address the emergency, the combined efforts of various government agencies such as the Police Bureau, the Family, Economic Development & Commerce and Agriculture departments, along with all the other agencies that may be related to this emergency, is required.

García Padilla insisted that there has to be an urgent damage assessment to process the aid to the affected sectors. Similarly, coordination must be centralized with all the necessary resources and personnel, the purpose being to enable a quick response.

“What we have seen is that the efforts need to be better organized so that the whole process works and we can restore service as soon as possible,” the Coamo mayor said.

Days after border closes for most migrants, manageable crowds but more anxiety

On a hot and humid morning in the Mexican border city of Reynosa, less than a mile from the Rio Grande, one question seemed to linger in the minds of hundreds of people who had arrived Saturday at a shelter for migrants.

When would they be able to cross into the United States?

The answer remained elusive. At least 1,100 men, women and children, a majority of them from Central America and Venezuela, had arrived at Senda de Vida, a sprawling respite center consisting of makeshift tents and temporary wooden rooms, with hopes of reaching the United States. Instead, many felt stuck in limbo after President Joe Biden signed an executive order that prevents migrants from seeking asylum along the 2,000-mile U.S.-Mexico border when crossings surge.

The order effectively closed the U.S. border for nearly all asylum-seekers as of 12:01 a.m. Wednesday.

The full effect of the new rule was difficult to assess three days after Biden’s announcement, but, as of Saturday, the number of migrants massing at the border showed signs of stabilizing, at least for now, compared with previous years, as many migrants appeared to be heeding the warning that they would be turned away, said Héctor Silva de Luna, a pastor who runs the shelter.

During the height of the migration crisis, he welcomed more than 7,000 people, he said. Many now appear to be waiting in the interior of Mexico, in cities such as Monterrey and Mexico City, to see what happens. But the migrants at the border, like the ones at de Luna’s shelter, are “the ones that will pay the price,” he said, because they are being rejected.

For them, seeing the border closed produced yet more anxiety. Reison Daniel Peñuela, 29, from Venezuela, felt despondent knowing his wife and seven children were relying on him to reach the United States. On Saturday morning, he cast his eyes down as children chased one another and women cooked meals on a rudimentary stove. Before the new order took effect, three of his friends were able to cross the border and are now in Denver.

“I feel like I’m stuck here,” Peñuela said. “Now, I don’t know when I will be able to cross into the U.S. I can’t go back empty-handed now.”

a Border Patrol agent after crossing the Rio Grande, and then ask for asylum. The migrants would then be processed and released into the United States to wait for a court hearing, a process that could take years.

The number of migrants arriving at the border reached historic highs in recent years, up to 10,000 in a single day in December. More recently, those numbers have hovered around 3,000. By taking a page out of former President Donald Trump’s strict immigration policy playbook, Biden appears to be trying to clamp down on a major concern for voters from both parties and, increasingly, for Latinos on the border, a once reliable constituency, who are worried about unauthorized crossings.

The executive order does not address the issue of migrants who evade border authorities and do not seek asylum.

Not everyone at the shelter in Reynosa, Mexico, which is next to McAllen, Texas, felt helpless. Nuvia Baires, 34, from El Salvador, jumped for joy Saturday when, after seven months of trying, she learned she had been granted an asylum interview via CBP One, a mobile app that migrants must use before entering the United States to secure an appointment with federal authorities to submit an asylum application. Biden’s executive order does not apply to those crossing the border legally by using the app.

“God answered my prayers,” Baires told a fellow migrant, Nicole Lopez, 20, of Honduras. “I was afraid I was going to stay here forever with that new rule.”

Others around her congratulated her but lamented that they had few options.

“This new rule is bad news, bad news for people like us who left everything to reach the border,” said Cintia Patricia Media, 40, who left Honduras with her husband and four daughters. They cleaned up a modest wooden room on a sweltering day to make the most

of their time here. “It is painful to be so close and being told you are not allowed to enter.”

The slowdown was also evident in McAllen, at a two-story respite center for new arrivals run by Catholic Charities. On Friday afternoon, Sister Norma Pimentel, executive director for Catholic Charities of the Rio Grande Valley, counted about 133 people, many of them with young children, a far smaller number compared with the daily average of 600 to 800 people during the height of the surges.

Migrants arriving in the Mexican city of Ciudad Juárez, which borders El Paso, Texas, were feeling nervous about the new order. Jorge Gomez, a lone 34-year-old Honduran man who arrived a day after the border was shut for people such as him, sat hunched and weary near a patch of overgrowth at the river’s edge. He squinted and wiped dust from his arms.

“What I can say is that only God decides who can cross,” Gomez said. “I am alone, so I am afraid they will deport me.”

Pastor Juan Fierro García, director of the Good Samaritan shelter in Ciudad Juárez, said he had seen more migrants trying their luck securing a CBP One appointment rather than risking deportation. García said he had noticed a slight uptick in new arrivals in recent days, with about 180 migrants at his shelter by Saturday.

“About 26 more are on their way here,” he said. “And more will be coming.”

Karen Piamo, a 27-year-old woman from Venezuela who arrived at a shelter in Ciudad Juárez with her husband and three children, was also feeling helpless.

“We were at the river already when I saw the news,” Piamo said. “I wanted to cry.”

Businessperson tells jury he bribed Sen. Menéndez with a Mercedes-Benz

of thousands of dollars in exchange for the senator’s willingness to direct aid to Egypt and to meddle in criminal cases in New Jersey. One of those cases involved Uribe.

Uribe, a former insurance broker, testified that his goal was to enlist the senator’s help to “stop and kill” the insurance fraud investigation, which was being conducted by New Jersey’s attorney general. In return, Uribe said he agreed to buy Nadine Menendez, then the senator’s girlfriend, a new Mercedes-Benz C-300 convertible worth more than $60,000.

Uribe told jurors that he was motivated by a deep concern for his son and a young woman who worked for him and was like a member of his family. Both, he said, had been approached by a detective who was investigating the fraud cases.

In nearly three hours of testimony, he began to explain the genesis of the bribery plot.

Uribe agreed. “I wanted to be in the good graces of the senator,” he told the jury, “because it was my best avenue at this point” to stop the investigations.

The event raised $50,000 — Uribe donated $5,000 — and he said he spoke briefly with Menendez and his wife.

He was with the senator again that night at an after-party, but Uribe said he did not broach the subject of the alleged deal with Menendez at either event.

Asked by Pomerantz how he felt about the status of the agreement then, Uribe said he believed the deal was underway and that the result would be good.

Hana’s lawyer, Lawrence S. Lustberg, said outside after the proceedings ended for the day that Uribe’s “testimony so far — and as it will evolve — shows that there was no conspiratorial agreement.”

Until recently, Jose Uribe was an obscure New Jersey businessperson who had been caught up in what prosecutors say was a sprawling and lucrative bribery scheme involving Sen. Bob Menendez, D-N.J., and others.

But after Uribe pleaded guilty and agreed to cooperate with authorities, he vaulted into a more prominent position: star government witness.

On Friday, minutes after taking the witness stand in Manhattan federal court, Uribe said he had bribed Menendez. He said he had given the senator’s wife, Nadine Menendez, a Mercedes-Benz in exchange for gaining “the power and influence” of the senator.

“When you bribed Robert Menendez, did you do that alone or with other people?” asked Lara Pomerantz, a prosecutor.

“With other people,” he responded.

Uribe, 57, said he had complained to Wael Hana, a longtime friend, about insurance fraud investigations in New Jersey that implicated Uribe’s businesses and family members.

Hana, who founded a company that prosecutors say was being used to funnel bribes to the senator and his wife, told him that — for a price — he had “a way to make these things go away.”

“He could go to Nadine, and Nadine would go to Sen. Menendez,” Uribe testified.

Menendez and his wife are charged with conspiring to take cash, gold bullion and other bribes collectively worth hundreds

Uribe said he arranged a meeting at a New Jersey hotel with Hana and two men who had received subpoenas in connection with the insurance fraud investigation. Hana told them that in exchange for “$200,000 to $250,000” he could get a “resolution” that would “make these investigations stop and go away,” Uribe testified.

He said he expected Nadine Menendez to serve as a go-between. He also testified that he did not discuss the bribery scheme with Bob Menendez during three face-to-face encounters he said he had with the senator. Uribe’s testimony is to continue Monday.

While leaving the courthouse, the senator, who has strenuously maintained his innocence, suggested his lawyers’ crossexamination of Uribe would be revealing in its own way.

“Stay tuned. Stay tuned,” Menendez said, adding, “Wait for the cross and find the truth.”

Uribe’s testimony about the alleged deal focused primarily on his dealings with Hana and Nadine Menendez. He testified that in July 2018, at Hana’s suggestion, he organized a fundraiser for Bob Menendez, who was running for reelection.

One of Menendez’s lawyers, Avi Weitzman, declined to comment after the court day ended, but in an opening statement last month, he said the senator’s defense team intended to show Uribe to be an untrustworthy witness.

“We’ll have a lot to discuss at the end of the case about him, about his lies and his cheating and his crimes and all the ways he’s been incentivized to continue doing all of them,” Weitzman said.

Uribe took the stand a day after the jury heard testimony from Gurbir S. Grewal. Grewal was New Jersey’s attorney general in 2019 when, prosecutors say, Menendez contacted him in hopes of having the investigations into Uribe’s associates quashed.

Grewal, who now leads the Securities and Exchange Commission’s enforcement division, testified Thursday about being summoned to Menendez’s office in Newark, New Jersey. Grewal said that when he asked if the senator had concerns related to a specific matter pending before his office, Menendez said yes. Grewal said he immediately cut the conversation short.

“I didn’t know the case. I didn’t want to know the case,” he testified, adding, “It’s not something I was comfortable speaking to him about.”

The best way to get a refund when your airline’s wi-fi is terrible

When an airline sells you a service, you should be able to receive a refund if it doesn’t deliver. But when is it not worth your time to even bother asking for one? (Robert Neubecker/The New York Times)

When an airline sells you a service, you should be able to receive a refund if it doesn’t deliver. But when is it not worth your time to even bother asking for one?

I asked this question recently when I had serious trouble connecting to Wi-Fi during an American Airlines flight. The carrier charged $17 for the privilege. I figured that the nuisance of getting the money back would cost more than $17 of time and aggravation.

Turns out I was wrong, according to more than 100 readers who set me straight after I asked for advice.

Nearly everyone who asked for a refund when the WiFi didn’t work properly got the money back. Many had even cracked the code on how to make the request in under 60 seconds.

This past week, I distilled their wisdom and talked to the major airlines and credit card companies that were willing to answer my many detailed questions.

First, some guidance from the airlines on the fastest path to a refund request:

Alaska Airlines

Go to care.inflightinternet.com. You can chat with a representative on that page about a refund or contact the airline via the email address or phone number provided there.

American Airlines

I did end up asking American for a refund, without quite knowing how. After a few minutes fumbling around on its

website, I found a place to send the airline an email. The response I received offered vague platitudes but no compensation.

Readers suggested a different tactic: Find the email receipt for the Wi-Fi purchase, hit reply and ask for a refund. I tried that, too, and several hours later, I got an apology note and an “offer” of a discount code for a Wi-Fi “pass of your choice” for a future flight. Following readers’ advice, I politely rejected the offer. The reply said my refund had been processed.

According to American, the best place for any passenger to go to request refunds from one of its three Wi-Fi providers is the “Wi-Fi and connectivity” page on its website.

Delta Air Lines

Delta is rolling out free Wi-Fi for members of its frequent-flyer program on all flights this year and next, and more than 700 aircraft already have it. For people who pay and want to request a refund, head to delta.com/wifi and click on “customer support.”

JetBlue Airways

All internet access is free on the airline, but flight attendants, at their discretion, can offer a $15 credit if the Wi-Fi (or anything) is problematic.

Spirit Airlines

The airline has a page on its website just for WiFi refunds.

Southwest Airlines

Send an email to the airline by going to support. southwest.com/helpcenter/s/email-us. But keep in mind that the airline sometimes sends refunds proactively when it knows that things didn’t work well.

United Airlines

United will also send a refund notice via email when it senses trouble. If you’ve experienced Wi-Fi problems, the airline asks that you wait a few days for that note. If you don’t end up getting one, head to the “refunds” page on its website.

For issues when flying on a regional partner of the carrier, you’ll need to take things up with Intelsat, the Wi-Fi provider. Confused about whether it’s a United flight or a partner? You should see the Wi-Fi provider’s name listed on the receipt if you purchase the service.

OTHER THINGS TO KNOW

Is it worth asking flight attendants for help?

Yes. They may be able to reboot the system and get the Wi-Fi working, or working better. On some airlines, they can also offer compensation on the spot. How bad does the Wi-Fi have to be before I can ask for a refund without being a jerk?

I found Alaska’s response to be reasonable: “While we do not have a firm policy on this,

we would characterize poor Wi-Fi as lacking a connection for more than 20 minutes at any particular time during the flight, being unable to stream movies or video clips without multiple buffering events or being consistently unable to send or receive emails,” said Cameron Greenberg, a spokesperson, in an email.

What happens if I just hit reply to the email receipt I received when I bought Wi-Fi and ask for a refund?

That can work, and it worked for me with American.

Can I push back if the first offer of compensation is a coupon or frequent-flyer miles?

Yes, this often works, as I found with American. It’s worth trying, because a refund is money back in your pocket, while miles and coupons are easy to forget about. And the worst that can happen is that you get “no” for an answer.

Do airlines ever turn down a Wi-Fi refund request?

Rarely, it seems. But this is not an invitation to try to put one over on them. They may be keeping an eye on you.

“Whenever a guest reaches out, our provider vets their complaint,” said Greenberg of Alaska. That includes seeing whether the passenger consumed “substantially” more data than other passengers.

Global equity funds rack up robust weekly inflows on rate cut bets

Global investors returned to equity funds in the seven days to June 5, powered by optimism that major central banks would cut interest rates as inflation moderated, while a drop in U.S. bond yields also lifted risk sentiment.

Investors pumped in a net $8.9 billion into global equity funds during the week, in contrast to about $4.4 billion worth of net withdrawals a week ago, data from LSEG showed.

This week, the European Central Bank and Bank of Canada cut their interest rates, boosting global stocks to record highs.

Investors are now waiting for the U.S. Federal Reserve’s meeting scheduled for next week for insights about the potential rate cuts this year.

Boosting investor sentiment, Treasury yields slid. The yield on benchmark U.S. 10-year notes hit a two-month low of 4.275% on Wednesday.

European equity funds saw $3.2 billion worth of net buying, marking the sixth weekly inflow in a row. Asian and U.S. equity funds, meanwhile, witnessed about $3.09 billion and $2.29 billion worth of net purchases.

Among sectoral funds, utilities received a robust $996 million, the biggest since May 2022. Metals & mining, and financials also added $459 million and $424 million, respectively.

Simultaneously, global bond funds drew roughly $14.56 biWall Street stocks ended slightly lower on Friday in choppy trading after stronger-than-expected U.S. jobs data pointed to a robust economy but prompted worries the Federal Reserve may wait longer to cut interest rates than many investors had hoped.

The U.S. economy generated about 272,000 jobs in May, far more than the 185,000 analysts had forecast, according to a Labor Department report. The unemployment rate inched up to 4%.

The benchmark S&P 500 slipped immediately after the report while U.S Treasury yields climbed as traders slashed bets on a September rate reduction. The index recovered and briefly hit a fresh intraday record high as investors noted the data pointed to underlying economic health.

It finished slightly lower, with the utilities, materials, and communication services stocks among the biggest drag. Financials and technology advanced ahead of others.

For the week, the S&P 500 gained 1.32%, Nasdaq rose 2.38%, and the Dow added 0.29%.

“This tells you there’s certainly not going to a cut in the short term, and with the bond yields going back up it’s putting a lot of pressure on the risk-on trade, which is probably small caps,” said

“It’s just a function of interest rates and maybe a little higher for longer, and people have to recalibrate for that type of environment,” he added.

Traders now see a 56% chance of a September rate reduction, according to the CME’s FedWatch tool. Investors will eye U.S. inflation data next week and the Federal Reserve’s two-day policy meeting, which ends on June 12.

“No one expects the Fed to cut (rates next week), but will they open the door for a cut as soon as September is the big question on everyone’s mind,” said Ryan Detrick, chief market strategist at the Carson Group, adding he still sees a September reduction on the table.

The Dow Jones Industrial Average fell 87.18 points, or 0.22%, to 38,798.99, the S&P 500 lost 5.97 points, or 0.11%, to 5,346.99 and the Nasdaq Composite lost 39.99 points, or 0.23%, to 17,133.13.

Benny Gantz quits Israel’s emergency government in dispute over Gaza

of Netanyahu’s party who has sometimes pushed back against the prime minister, for praise and called on him to not only “say the right thing, but to do what is right,” although his meaning was not immediately clear.

Netanyahu reacted to Gantz’s remarks by exhorting him to stay in the government.

“Israel is in an existential war on several fronts. Benny, this is not the time to abandon the campaign — this is the time to unite forces,” he wrote on X. “My door will remain open to any Zionist party willing to shoulder the gurney and help bringing about victory over our enemies and ensuring our citizens’ safety.”

Now that he has removed himself from the war Cabinet, Gantz’s ability to exert influence over the war will be limited. But it allows him to cast himself as someone who stood up to Netanyahu before any future elections. Critics, however, have said Gantz should have made this move months ago.

hu appeared to hold out hope that Gantz would remain part of the emergency government. The successful return of the four hostages gave Israelis a moment of celebration, but only underscored the challenge of trying to free roughly 120 more through military action alone.

Netanyahu has rejected the Biden administration’s view that the Palestinian Authority, which administers parts of the Israeli-occupied West Bank, should help run Gaza in some form — a position also held by Gantz. And he has not publicly embraced a cease-fire proposal endorsed by Biden, one that Israeli officials have said generally matched one greenlit by the war Cabinet. (Hamas has not publicly responded to the proposal, either.)

Benny Gantz, a key member of Israel’s war Cabinet, quit the emergency government Sunday over Prime Minister Benjamin Netanyahu’s handling of the war in the Gaza Strip, saying that Netanyahu was “preventing us from advancing to the real victory.”

Gantz, a centrist figure who last month threatened to resign unless Netanyahu addressed his concerns about how the war would end and what would follow it, said his party was leaving the emergency government “with a heavy but complete heart.”

The move is unlikely to force Netanyahu from office — the prime minister’s government will still hold a narrow majority in Israel’s parliament. But Gantz’s exit exposes the fractures within Israel’s leadership as frustration mounts over the failure to decisively topple Hamas or to bring home all the hostages held in Gaza after the Oct. 7 terrorist attack on southern Israel. Netanyahu has also faced international criticism as the destruction and civilian casualties have mounted in Gaza.

Last month, Gantz set a Saturday deadline for Netanyahu to meet his demands for answers on a host of issues, including a plan to return hostages held in Gaza. He scheduled a news conference for Saturday, but postponed his remarks after Israeli authorities announced the rescue of four hostages.

In televised remarks Sunday evening, Gantz offered his view of a “real victory,” saying it included prioritizing the return of hostages over one’s political survival — a clear jab at the prime minister. He also said it would combine “military success” with a diplomatic initiative, toppling Hamas and replacing it with an alternative government.

One of Gantz’s most prominent differences with Netanyahu has been over plans for the future governance of Gaza. Critics say Netanyahu has failed to articulate a coherent plan for how Gaza will be run after the war ends, and by whom. Gantz has called for the establishment of an administrative body overseeing civilian affairs, with the backing of Americans, Europeans, Arabs and Palestinians.

After the Hamas-led assault in October, Gantz’s party joined an emergency government in what was viewed as a demonstration of unity during a crisis. He and another member of his party, Gadi Eisenkot, joined the powerful war Cabinet, a small body that has made crucial decisions about the conflict. (Eisenkot, who was a nonvoting member of the war Cabinet, also resigned Sunday.)

Gantz’s experience as a former military chief of staff, former defense minister — and his status as a popular opposition figure seen as a potential future prime minister — added to the Cabinet’s credibility.

But as the war dragged on, fissures between Netanyahu and Gantz came into plain sight. Gantz demanded that the war Cabinet approve a plan to bring hostages home, address the future governance of Gaza, return displaced Israelis to their homes and advance normalization with Saudi Arabia, among other issues.

“If you choose the path of zealots, dragging the country into the abyss, we will be forced to leave the government,” he said in a televised news conference on May 18.

But Gantz has been among the most notable voices pushing for a deal to release hostages and achieve a cease-fire. His more moderate positions have helped boost the government’s international credibility. Without his party, the prime minister’s government will be made up of his right-wing Likud party, two far-right parties and two ultra-Orthodox factions.

Analysts have said Gantz’s departure could embolden far-right ministers in Netanyahu’s coalition, led by Itamar BenGvir and Bezalel Smotrich, who have threatened to bring down the government if the prime minister moves forward with the latest cease-fire proposal.

Natan Sachs, director of the Center for Middle East Policy at the Brookings Institution, called Gantz’s decision “a risky move” that removed moderate voices from Netanyahu’s government.

“It strengthens the hand of the farright. Within the war Cabinet, it may weaken the chance of a deal” to free the hostages, he said. “Two important voices in favor of an agreement are now out.”

Biden and Macron talk togetherness, with no mention of discord over Gaza Strip

U.S. President Joe Biden and French President Emmanuel Macron on Saturday stressed how much they agree with each other about world affairs, including the war in Ukraine, even as their countries have expressed sharply different views of the fighting in the Gaza Strip between Israel and Hamas.

Appearing briefly together in front of reporters after two days of D-Day remembrances and hours before a lavish state dinner at the Élysée Palace in Paris, the two presidents declined to take any questions and papered over their stark differences about the Middle East. Instead, they both asserted the enduring strength of the U.S.France partnership on climate, the economy, European security and cultural ties.

“Today, I proudly stand with France to support freedom and democracy around the world,” Biden said, as the two men emerged from a closed-door meeting at the Élysée Palace.

“We see eye to eye on this war raging in Ukraine,” Macron said, adding that he hoped “all members of the G7 will agree to a $50 billion solidarity fund for Ukraine,” referring to the Group of 7 industrialized nations.

Macron’s comments suggested that the two leaders had reached common ground over a plan to leverage proceeds from frozen Russian assets to provide an upfront loan of up to $50 billion to Ukraine. U.S. officials had said heading into the meeting that France was the main holdout for such a plan and that they were hoping to win support during the Paris visit.

On Gaza, Macron noted his government’s support for an Israeli cease-fire proposal that Biden has strongly backed. But the French president also directly challenged Israel to do more to deliver aid to Palestinians suffering from the government’s bombardment.

“It is not acceptable that Israel should not open all checkpoints to humanitarian aid, as requested by the united international community for months,” Macron said. He said Israeli operations in Gaza “should stop.”

France has supported the International Criminal Court’s decision to seek warrants for Israeli Prime Minister Benjamin Netanyahu and Yahya Sinwar, the leader of Hamas in Gaza. By contrast, Biden has condemned that effort, calling it an unconscionable comparison of the two leaders. France also voted in the United Nations in May to include the Palestinian territories as a full member of the organization, something the United States opposes.

Neither Biden nor Macron mentioned any

In a departure from the usual practice when U.S. presidents meet with foreign leaders, reporters from France and the United States were not allowed to ask questions after the Saturday statements, which lasted a combined 16 minutes. In most cases, the two leaders allow reporters from each country to ask at least two questions. John Kirby, a national security spokesperson for the White House, declined to explain why that was not the case Saturday.

“This was the arrangement that was made,” he told reporters earlier this past week. “As you know, with any bilateral meeting or, in this case, a state visit, all of that is hashed out between the two sides. And it was decided in our discussions and our planning for this visit that that’s what they would do: that they would come out and make statements to the press.”

Macron’s warm embrace of Biden despite the tensions in the relationship stood in sharp contrast to the mood when President Donald Trump visited in November 2018. Just minutes before Air Force One landed in Paris then, Trump posted a message online accusing Macron of being “very insulting.” Macron then gave a speech assailing nationalism just weeks after Trump declared himself an American nationalist.

On Saturday, by contrast, Macron praised Biden as “a partner who respects Europeans,” a line that sounded like a distinction from Trump, who often denigrated European leaders. “Thank you for being at Europe’s side,” Macron said.

“You’ve become a good friend,” Biden said in response.

The beauty of embracing aging

As Evelyn Couch said to Ninny Threadgoode in Fannie Flagg’s “Fried Green Tomatoes at the Whistle Stop Cafe,” “I’m too young to be old and too old to be young. I just don’t fit anywhere.”

I think about this line often, this feeling of being out of place, particularly in a culture that obsessively glorifies youth and teaches us to view aging as an enemy.

No one really tells us how we’re supposed to age, how much fighting against it and how much acceptance of it is the right balance. No one tells us how we’re supposed to feel when the body grows softer and the hair grayer, how we’re supposed to consider the craping of the skin or the wrinkles on the face that make our smiles feel unfortunate.

Poet Dylan Thomas told us we should “rage, rage against the dying of the light,” that “old age should burn and rave at close of day.” He died, sadly, before turning 40.

For those of us well past that mark, rage feels futile, like a misallocation of energy. There is, after all, a beauty in aging. And aging is about more than how we look and feel in our bodies. It’s also about how the world around us plows ahead and pulls us along.

I remember a call, a few years ago, from a longtime friend who said it looked as if her father was about to pass away. I remember meeting her, along with another friend, at her father’s elder care facility so she wouldn’t have to be alone, and seeing

the way her tears fell on his face as she stroked his cheeks and cooed his name, the way she collapsed in the hallway on our way out, screaming, not knowing if that night would be his last.

He survived, and has survived several near-death experiences since, but I saw my friend’s struggle with her father’s health difficulties as a precursor to what might one day be my struggle with my parents’ aging and health challenges. And it was.

Soon after that harrowing night at the elder care facility, my mother, who lives alone, suffered a stroke. Luckily, one of my brothers was having breakfast with her that morning and, noticing that her speech was becoming slurred, rushed her to the emergency room.

On the flight to Louisiana, I tried in vain to remain calm, not knowing what condition she would be in when I arrived, not knowing the damage the stroke had done. When I finally laid eyes on her, it was confirmed for me how fortunate we were that my brother had been alert and acted quickly. My mother would fully recover, but the image of her in that hospital bed — diminished from the commanding, invincible image of her that had been burned into my mind — shook me and has remained with me.

In that moment, I was reminded that my mother was in the final chapter of her life and that I was moving into a new phase of mine.

That is one of the profound, emotional parts of aging: assuming a new familial role, recognizing that my brothers and I were graduating from being the uncles to being the elders.

And that shifting family dynamic exerts itself on both ends, from above and below. This year, my older son turned 30. There’s no way to continue to consider yourself young when you have a child that age. He isn’t a father yet, but it has dawned on me that by the time I was his age, I had three children and my marriage was coming to an end. In fact, by the time I was his age, all of my mother’s grandchildren had been born.

No matter how young you may look or feel, time refuses to rest. It forges on. I’m now right around the age my parents were when I first considered them old.

I’m not sure when the world will consider me old — maybe it already does — but I do know that I’m no longer afraid of it. I welcome it. And I understand that the best parts of many books are their final chapters.

Actress Jenifer Lewis, appearing on the nationally syndicated radio show “The Breakfast Club,” once remarked, “I’m 61. I got about 30 more summers left.” Since hearing those words, I’ve thought of my own life in that way, in terms of how many summers I might have left. How many more times will I see the leaves sprout and the flowers bloom? How many more times will I spend a day by the pool or enjoy an ice cream on a hot day?

I don’t consider these questions because I’m worried, but because I want to remind myself to relish. Relish every summer day. Stretch them. Fill them with memories. Smile and laugh more.

Gather with friends and visit family. Put my feet in the water. Grow things and grill things. I make my summers count by making them beautiful.

I have no intention of raging against my aging. I intend to embrace it, to embrace the muscle aches and the crow’s feet as the price of growing in wisdom and grace, to understand that age is not my body forsaking me but my life rewarding me. Aging, as I see it, is a gift, and I will receive it with gratitude.

Sindicato pide representar a empleados de Genera PR

SAN JUAN – El sindicato United Steelworkers (USW) solicitó este viernes a la Junta Nacional de Relaciones del Trabajo (NLRB, por su siglas en inglés) una elección para unionar a los trabajadores en las 17 plantas de generación eléctrica de la empresa GeneraPR, informó el domingo el represen-

tante de la unión en la isla, Yaphet Torres.

“Nuestra campaña se desarrolló de forma rápida debido a la urgencia que tienen estos trabajadores de estar protegidos y negociar un convenio colectivo, por eso el apoyo evidente en todas las plantas. No tenemos duda de que ganaremos la elección”, dijo Torres en declaraciones escritas.

“De todos modos, la USW cuenta con el respaldo contundente de los trabajadores, lo que nos coloca en óptima posición para ganar la elección,” añadió Torres.

GeneraPR, que cuenta con poco más de 400 trabajadores en las plantas, es la encargada de la generación de energía en toda la Isla. La inmensa mayoría de estos trabajadores proviene de la Autoridad de Energía Eléctrica (AEE), quienes quedaron desprovistos de representación sindical y convenio colectivo al darse la transición hacia GeneraPR el año pasado.

Torres destacó que la petición al NLRB se hizo con el respaldo mayoritario de los trabajadores de la empresa eléctrica sucesora de la AEE. Se espera que

en las próximas semanas la NLRB establezca una fecha para acordar la elección sindical, que administraría esa agencia federal.

Aun así, con la petición, se envió una carta a GeneraPR instándola que reconozca voluntariamente a la USW como representante exclusivo de estos trabajadores, un mecanismo de economía procesal permitido por ley que evitaría la elección y mostraría la buena fe del patrono para beneficiar a sus empleados.

El artículo 8 de la Ley federal de Relaciones del Trabajo especifica entre las prácticas ilícitas de un patrono “interferir, restringir o coaccionar a los empleados en el ejercicio de los derechos garantizados en el artículo 7” de esa misma ley. Este artículo 7 garantiza a los trabajadores privados “la autoorganización, a formar, unirse o ayudar a organizaciones laborales, a negociar colectivamente a través de representantes de su propia elección y a participar en otras actividades concertadas con el propósito de negociación colectiva u otra ayuda o protección mutua.”

Loíza se prepara para las emergencias con evento comunitario

– La alcaldesa de Loíza, Julia Nazario Fuentes junto al equipo municipal de manejo de emergencias y administración de desastres, celebró el sábado el evento comunitario ‘¡Listos para las emergencias!’, en las facilidades del Parque Histórico Cueva María de la Cruz, donde líderes comunitarios y ciudadanos recibieron orientaciones relacionadas a la temporada de huracanes que inició el 1 de junio y culmina el 30 de noviembre de este año.

“Este evento, que iremos actualizando y repitiendo va más allá de los huracanes, ya que estamos expuestos a otro tipo de emergencias como terremotos o tsunamis. Agradecemos a los participantes y recursos que trabajaron el evento, como nuestro asesor Nazario Lugo, exdirector de la Agencia Estatal de Manejo de Emergencias (ahora Negociado), y la meteoróloga Deborah Martorell”, señaló la alcaldesa.

Particularmente reveladora fue la presentación de Dr. Rafael Méndez Tejada, quien informó sobre cómo el cambio climático afecta la realidad de la temporada de huracanes. Durante el evento los residentes recibieron información general en las mesas informativas sobre los preparativos para aumentar la resiliencia personal y colectiva.

de Puerto Rico en Carolina, y prominente miembro del Comité de Expertos y Asesores en Cambio Climático del Gobierno de Puerto Rico. “Méndez ha sido muy valiente en informar la realidad como es. En una reciente columna de opinión publicada en la prensa, señaló que como País, no estamos preparados. Ni la ciudadanía ni el gobierno. Expuso el especialista que hoy estamos más vulnerables que antes del azote del huracán María en septiembre de 2017. Ni el servicio eléctrico, ni los sistemas de salud (dispensarios médicos y hospitales). Tampoco la población ha realizado la preparación necesaria para enfrentar una pesadilla como la que vivimos con el huracán María”, dijo la alcaldesa, citando al profesor.

En junio de 2021, el Municipio de Loíza inauguró el primer super-refugio totalmente equipado para la temporada de huracanes, ubicado en una escuela que estuvo dos años cerrada y fue cedida al municipio. “Este proyecto surgió luego de las experiencias vividas en las comunidades luego del paso del huracán Irma y luego María, porque en Loíza nos arrasaron los dos. Yo me hice una promesa: que nunca más tendríamos a un loiceño refugiado y durmiendo en el piso. Gracias a Dios y a tantas agencias, individuos y organizaciones que nos han ayudado a crear este espacio del pueblo, rescatando una estructura de tres pisos, que antes fue una escuela cerrada y hoy es ejemplo para el país”, señaló Nazario Fuentes.

Allí, en el Centro de Servicios Municipales Carlos Escobar López (antigua escuela superior, en zona no inundable), se encuentran habilitados los espacios para atender hasta 600 refugiados, con zonas especializadas para personas encamadas, zonas de recreo para los niños, cocina, lavandería y espacio para mascotas. El lugar cuenta con cisternas, planta eléctrica de 350 kw, equipos de producción de energía mediante placas solares y almacenamiento en baterías Tesla.

“Para los loiceños es vital la solidaridad que siempre hemos mostrado con el pueblo ante estos eventos. Estamos bien pendientes de nuestra población envejeciente, los enfermos, los vecinos, en fin, de los más vulnerables de nuestra comunidad. Eso no se mide con dinero ni con recursos, se ejerce con el corazón. No se compra, pero vale muchísimo”, finalizó Nazario Fuentes.

Review: ‘Fantasmas’ journeys to the center of Julio Torres’ mind

The title of Julio Torres’ new HBO series, “Fantasmas,” is a way of giving a name to a thing you can’t see. In an early scene Torres, playing a version of himself, pitches Crayola executives on a crayon for “the color clear,” which he suggests naming after the Spanish word for “ghosts.” The executives hesitate; clear, they say, isn’t a color. “Then what do you call this?” he asks, gesturing at the air. “The space between us. The emotional space, I mean.”

The scene is typical Torres, absurd, fantastical, a touch wistful. It also suggests a good way to describe his hard-topin down comic sensibility. As the delightful “Fantasmas” reiterates, he’s drawing with crayons that are in nobody else’s box.

Over the past several years, Torres has established himself as a premier comic fabulist. In “Los Espookys,” the unjustly short-lived supernatural comedy Torres cocreated for HBO, he imagined a fictional Latin American country where magic-realist mysteries unfolded. In the 2019 special “My Favorite Shapes by Julio Torres,” he imagined stories about a series of objects — cubes, toys, figurines — that rolled past him on a conveyor belt like whimsical sushi.

The six-episode “Fantasmas,” which began Friday, lies somewhere between those two works structurally while borrowing elements of his earlier work as a writer for “Saturday Night Live.” It’s more digressive than a sitcom, more serial than a sketch comedy. Think of it as a sketch fantasy.

“Fantasmas” places his character, Julio, in a stage-set version of New York City located a few parallel universes left of the one we know. In this one, the nightlife includes a club for gay hamsters; an “incorporeal services” company entices customers to “free yourself from the burden of having a body”; and the subway public address system announces that “the next F train will arrive in 178 minutes.” (OK, that one might roughly approximate actual New Yorkers’ experience.)

Torres completists will note strong echoes of his recent film, “Problemista,” in which he played an El Salvadoran immigrant in New York scrambling to secure his work visa. The movie even began similarly, with his character pitching eccentric toy ideas to Hasbro, including a Barbie-like doll with her fingers crossed behind her back to create “tension.”

But “Fantasmas” operates more on the level of dream and fantasy, where Torres works best. Here, the quest driving the story is Julio’s need for a “Proof of Existence” card in order to find a new apartment, which shifts the immigration story of “Problemista” into existential absurdity. (The plot also involves his search for a missing earring the exact size of an oyster-shaped birthmark just below his ear.)

The shaggy-dog story is mostly a vehicle for a series of imaginative detours. We meet Julio’s robot assistant, Bibo (voiced by Joe Rumrill), who dreams of being a performer; Vanesja (Martine), a performance artist posing as Julio’s agent; and Chester (Tomás Matos), a taxi driver whose personal ride-share app allows patrons access to the bathroom codes at “various Chipotle locations.” (The vast supporting

cast also includes alumni of other Torres projects.)

For everyone in “Fantasmas,” the boundary between dream and reality is porous. Julio has a habit of “going into himself” — stepping out of his daily life into a stage-set mind space that is as real to him as reality. But the series also imagines the inner lives of peripheral characters, like an imperious but secretly insecure customer-service agent. You may be the hero or the villain of the story, “Fantasmas” suggests, but all of us have access to an internal wonderland of magic.

Amid Julio’s rambling quest for his earring and security, “Fantasmas” intersperses a series of sketch-like set pieces. One invents an “Alf”-style sitcom about an alien who moves in with a human family and falls in love with the dad; another tells the story of the letter Q (Steve Buscemi), imagined as an avant-garde provocateur cursed with being placed too early in the alphabet, among the more “accessible” letters.

Some of the more “SNL”-like bits don’t pay off as well, such as a running gag in which Bowen Yang plays an elf suing Santa Claus for unpaid labor. But even the more conventional-seeming gags, including a “Real Housewives” parody (starring Rachel Dratch, Cole Escola, Rosie Perez and Emma Stone), have a way of taking unexpected turns into the uncanny.

Your experience of “Fantasmas” may depend on your taste for Torres’ brand of offbeat riffs and fanciful imagery. But whether you find it tickling or twee, there is substance at its heart: the precariousness of living on the margins of society; the stresses of the hustle-culture economy; the experience of being nonconforming, be it in gender or career or artistic terms.

At heart, “Fantasmas” is a dream tale about the concrete reality of how tough it can be to maintain and house a

body in this world. Finding space for one’s self is a stressor that can manifest itself in dreams, like the one that New Yorkers often report of finding a secret door to a hidden room inside one’s apartment.

Julio Torres’ mind is a little like that door. Take a few steps down from reality, hang a left and turn the knob, and suddenly you’re in a new world.

Cinematic, undiscovered, Cilento

From a piazza in the town of Castellabate on the Cilento coast of Italy, you may lift your eyes over the rim of your cappuccino and drink in a panorama of sky and Mediterranean Sea from Salerno to the Gulf of Policastro. Looking way, way down, a fruited plain of vineyards, lemon trees and white fig stretches to the flanks of green mountains decked with wisps of vapor.

Standing at the same point in 1811, Napoleon’s brother-in-law, appointed king of Naples in the early 19th century, uttered words that the town has engraved on a wall near the castle: “Qui non si muore.” Roughly, “Here you do not die.”

Of course, people do die in the Cilento, a region south of the Amalfi Coast. But they also live longer than most, thanks to the Mediterranean diet, first studied in these parts. It is more accurate to say that here, eternal life is a more appealing proposition.

Last spring, I decided to explore Italy’s second-largest national park, the Cilento, Vallo di Diano and Alburni National Park, which encompasses both sea and mountains, and its environs, on foot. I made the town of Acciaroli my home base, from an Airbnb with a bedroom window that opened on the port. My goal was to “staccare la spina,” or “unplug.” It was early May, no summer crowds. At dawn,

cooing doves and trilling Eurasian blackbirds woke me. I swam in the cold, silvery bay, grabbed a caffe macchiato at one of the port bars, donned hiking boots and, armed with a guidebook called “Secret Campania,” and a trekking app called Komoot, set off in my rented manual Fiat Panda.

One of the great things about Italy, for non-Italians anyway, is how easily one slides into the sense of being in a movie. Driving the Via Bacco e Cerere east from the sea into the Alburni mountain, downshifting up switchbacks with puffy clouds casting shadows on towering white cliffs, I felt like Ms. James Bond.

The scenery is cinematic, the views spectacular, the water wine-dark, but the Cilento is not as internationally popular as the Italian playgrounds of Capri and Positano. It is a rather well-kept secret. Here the same sun and sea can be had at a fraction of the cost, along with important Greek ruins, wild nature, curious legends and medieval religious sanctuaries.

Americans are rare in these parts. Many of the residents don’t speak English. A raffish vibe appeals to a certain type: Ernest Hemingway hung out with fishermen around here. After World War II, American Army doctor Ancel Keys stumbled into the region, bought an old villa and devoted his life to studying the salubrious effects on the heart of a diet of

olive oil, fish and fresh vegetables. There’s a museum devoted to the Mediterranean diet he made famous in the fishing hamlet of Pioppi.

It has been wild country for a long, long time. After the fall of Rome, the coastal populations here dwindled. Wild boar, wolves and bear retook the mountains. In the Middle Ages, Christian hermits and monks moved in. Long into the 19th century, the region retained a savage reputation. Local criminals became heroic “Briganti” during fighting over the unification of Italy, then formed the Mafia that has run southern Italy since.

The Italic warrior tribe Lucani were the first recorded inhabitants of the Cilento (the name comes from the Latin “Cis Alentum,” meaning this side of the Alentum River, which flows through Campania). Ancient Greeks colonized the coast, and their stupendous Doric temples at Paestum, which inspired writers like Goethe and 18th-century architects across Europe, are among the best preserved in the Mediterranean. Buffalo country

My trekking plan always had an ulterior motive: to justify gorging on Cilento food and wine. The region produces some of the finest basics of Italian cuisine. Extra-virgin olive oil obtained from oak-sized trees; fresh seafood; homemade pasta and sauces; buffalo, cow and goat cheeses; and of course pizza, all washed down with the local rosso.

The road to Paestum is lined with shops selling mozzarella from the milk of Asian buffalo, possibly first introduced to Italy by the Greeks. On a rainy afternoon, I joined a tour of the Tenuta Vannulo, an organic mozzarella farm, where men in white coats transformed milk from 200 buffalo into creamy balls of cheese beloved by foodies everywhere. The farm itself is mechanized to a crazy extent: The animals are trained to voluntarily enter a selfserve Swedish-made milking machine. After six minutes they exit to a reward of forage and an automated buffalo massage machine.

The Cilento and Vallo di Diano Park covers 699 square miles of beaches, cliffs, emerald vales, river gorges and mountain meadows, with plenty of well-marked trails. I walked about 5 miles a day in different zones of the park. I regretted that I didn’t have time to cycle just a leg of the 373-mile “via Silente” bike path that circuits the park with nightly stops at various hamlets.

I started my hiking along the water. A sinuous, rutted coastal road links the fishing towns of the Cilento coast and a knee-high guardrail is all that lies between a car and hundreds of feet of air above the sea. The cliffs inspired tales of nymphs who seduced sailors to come close to the rocks where they shipwrecked. If the sailors didn’t respond, the nymphs would dash themselves on the rocks for unrequited love.

An easy, flat walk from the port of San Marco Castellabate, through olive trees and native Mediterranean shrubs, leads to the site of one of the mermaid legends, Punta Licosa. Leukosia was one of three sirens who, in “The Odyssey,” tried to enchant Ulysses and his men. The great voyager had his men stuff their ears with wax and he tied himself to the mast to resist their song. For failing to seduce the sailors, the sea god Poseidon turned Leukosia into the rocky cliff that bears a version of her name.

A trickier walk, over a steep rock path, led up from the bay at Palinuro, a town of countless gelaterias and restaurants that in summer mostly serve vacationing Italians, around a mountain to a point overlooking the Grotta Azzura (blue grotto), a major draw for cave divers.

Often enough, I had trouble finding trail heads despite Komoot (which kept me on course once I started). One afternoon I wandered for two hours in a light rain around a hilltop hamlet called Ogliastro Cilento, seeking in vain the entrance to an evocative-sounding walk called Sentiero dell’Albero Centenario (path of the 100-year-old trees). I never found it, but I did wander several miles through olive groves, trailed for part of the way by two friendly farm dogs.

A valley of orchids

Deeper in the Alburni range, the hamlet of Sassano, an assemblage of biscuitcolored houses with red roofs planted on

the flank of Monte San Giacomo, is the gateway to the Valle delle Orchidee. In May, more than 100 species of wild orchids bloom in a microclimate. A few miles of easy walking wound through an astonishing spectacle of tiny pink, yellow, red and purple blossoms on single stems. These rare flowers proliferated like common dandelions as far as the eye could see.

I got lost driving to Sassano and pulled over at a caffe bar. A row of middle-aged men sat in a line of chairs under the awning in the morning sun like a 1940s photograph. This was Teggiano, my “Secret Campania” guidebook informed me, built around a medieval fortress with 25 towers, and home of one of the more peculiar Cilento legends: During a monthslong siege in the

15th century, Teggiano women supposedly breastfed soldiers to keep them vigorous.

On a plateau deep in the mountains, beyond a maze of farm roads, the baroque Certosa di Padula, a former monastery and one of the largest in Europe, is almost as unbelievable as the opera house in Werner Herzog’s “Fitzcarraldo.” Among its hidden gems is a library with a self-supporting spiral staircase from the 15th century and an 18th-century glazed earthenware floor in blue and emerald green.

For five centuries, Carthusian monks lived and died here, after committing to silent, solitary lives. They only spoke once a week, on Sunday walks in the woods. On the Sunday I visited, the compound was ringing with Italian families enjoying a sunny afternoon outing. Laughing children played hide-and-seek in the shadows of arched

arcades while elders sipped espresso and Aperol spritzes at tables nearby.

The Certosa is not Padula’s only tourworthy attraction: The Joe Petrosino House Museum honors the life of a hero New York police officer, Joe Petrosino. An Italian emigrant who grew up in New York City, he fought the Mafia in the early 20th century, and died in Italy when he came over to collar a New York Mafia boss and was assassinated by the villains.

During my five days in the Cilento, I did not staccare la spina entirely: I lived by my navigational apps, Google translate, a birdcall identifier, and of course my iPhone playlist. But I returned to Rome in muddy shoes, with a sweatshirt that retained the scent of the buffalo farm and a new appreciation for the backcountry of the pulchra terra that is Italy.

Latin American pitchers are a scarce commodity

The best Latin American starting pitcher in baseball was signed out of Venezuela for just $25,000. He never ranked as a Top 100 prospect and has never made an AllStar team. Like many of his peers, he turned to pitching as a practical matter.

“The thing is, there are too many position players in Latin America,” Philadelphia Phillies left-hander Ranger Suárez said. “So I went opposite. A pitcher. It helped me stand out a little bit.”

Suárez, 28, leads the MLB with a 1.70 ERA. After 13 seasons of professional baseball, he has slowly but surely traced an increasingly rare path: from Latin America to the top of a major league rotation.

Numbers from the MLB office show roughly 25% of its players come from Latin America and the Caribbean, but fewer than 15% of starting pitchers belong to that demographic. The position player leaderboard is loaded with Latin American superstars (20 of the Top 50, according to FanGraphs), but only eight of the Top 50 starting pitchers in ERA are Latin American.

The imbalance defies surface-level expectations. In the age of Juan Soto, Ronald Acuña Jr. and Elly De La Cruz, baseball does not have an obvious heir to Félix Hernández and Pedro Martínez as the next great Latin American ace. Twelve of the 25 hardest-throwing

position players are Latin American, and so are 11 of the 25 hardest-throwing pitchers, so why aren’t more of them starting pitchers?

The top American players tend to pitch and hit at least through high school, and many emerge as legitimate pitching prospects only after their bodies and skills further develop in college. Justin Verlander, who grew up in Virginia and is now one of the best starting pitchers of his generation, went undrafted out of high school but was the second overall pick after three years at Old Dominion.

Few Latin American players have an opportunity to follow that path. They often sign as young as 16, and many Latin American major leaguers tell stories of choosing a position when they were very young, then staying there. As long as they can hit, even the strongest throwers are kept off the mound.

Kenley Jansen of the Boston Red Sox has the fifth-most saves in MLB history, but when he was signed out of Curacao as a 17-year-old in 2004, he was a catcher, and remained so for years despite his electric arm. When he finally moved to the mound in 2009, he was in the major leagues within a year.

“If I were an American kid, I would not be a catcher in the minor leagues,” Jansen said. “Some coach would have already turned me into a pitcher. I would have never hit in professional baseball. They would have recognized the arm.”

Although he is a four-time All-Star, Jansen said he wonders if he might have become a starter had he converted sooner and had more time and instruction to develop his secondary pitches. The league’s numbers show that 45.3% of Latin American players are pitchers, but a disproportionate number are relievers. Some of that disparity is a financial issue.

Two decades ago, elite Latin American pitchers generated some of the largest signing bonuses on the international market. Hernández, Ervin Santana, Francisco Rodríguez and Francisco Liriano signed for nearly seven figures at a time when such hefty deals were rare. Bonuses of that size have dwindled since MLB and the players union agreed to cap international amateur spending at $5 million per club in the col-

lective bargaining agreement struck after the 2016 season. The new rules caused teams to become more risk-averse, a calculus that favors hitters.

In baseball, there is a popular saying often attributed to players from the Dominican Republic: “You don’t walk your way off the island.” It speaks to a mentality that Latin American players have to hit to be signed. Plate discipline alone will not do it, and these days — especially for those who want to sign for big money — neither will pitching. We will never know, but the best Latin American pitcher today just might be the guy playing shortstop or right field.

De La Cruz, a Cincinnati Reds shortstop who is from the Dominican Republic, has one of the strongest arms in baseball. But he said he has not pitched since he was very young.

Tampa Bay Rays center fielder José Siri, also from the Dominican Republic and another of the hardest throwers in the game, was more specific: He has not pitched since he was 9. The New York Mets’ Dominican-born right fielder, Starling Marte, was once asked to pitch at an amateur tryout but refused.

“I was never interested in that,” Marte said. “I saw other pitchers get hit hard, and I didn’t like that.”

Why would he? In January, more than 35 international amateurs received signing bonuses of at least $1 million, but none were pitchers. The big money went to hitters, while even the most highly touted arms settled for six or even five figures.

That extends to the domestic amateur draft, where only three high school pitchers have ever been selected first overall, and two of them never reached the majors.

On the international market these days, teams tend to splurge on a few promising hitters while spreading smaller bonuses to a handful of young pitchers in hopes that one or two will emerge.

The handlers who train and promote amateur Latin American players, who are known as buscones and who receive a cut of signing bonuses, recognize this spending disparity and, according to several executives and players with knowledge of the international market, sometimes push elite Latin American players away from the mound. Had a player like Verlander been born in the Dominican Republic, he might have been showcased as a center fielder with the size to hit for power and the arm strength to handle right field.

“They try to train position players so they can get more money,” the Reds’ Dominicanborn starter, Frankie Montas, said. “If you can hit, they’re going to want you to stick with hitting as long as you can.”

Mexico counts former Los Angeles Dodgers ace Fernando Valenzuela among its most well-known baseball players, and since 2000, nearly 65% of the Mexican major leaguers have been pitchers. In Puerto Rico, though, right fielder Roberto Clemente is a national hero, and there is a proud tradition of catchers (Iván Rodríguez, Jorge Posada, the Molina brothers) and middle infielders (Roberto Alomar, Francisco Lindor, Carlos Correa). But Puerto Rican pitchers? They are draft-eligible and thus unaffected by the rules and quirks of international free agency, yet, since 2000, 73% of Puerto Rican-born players (107 of 146) have been position players.

There is considerable value, though, for teams that successfully tap into the pitching talent pool.

In recent years, the Houston Astros have leaned on low-cost Latin American starters — Framber Valdez, Cristian Javier, José Urquidy, Luis García and Ronel Blanco — to keep their rotation competitive amid a streak of seven consecutive American League Championship Series appearances. The Phillies (Suárez), Atlanta Braves (Reynaldo López) and Chicago Cubs (Javier Assad) have benefited from strong seasons from Latin American starters this season.

Those are outliers, though. Since 2015, only one Latin American pitcher has won an ERA title and only two rank in the Top 25 in wins above replacement for starting pitchers. The Astros, Mets and Miami Marlins are the only teams to have used as many as three Latin American starters this season; the vast majority of teams have used one or zero.
