FEMA allocates $3 million for initial phase of coral reef restoration

The Federal Emergency Management Agency (FEMA) has allocated $3 million under the Hazard Mitigation Grant Program (HMGP) for the first phase of restoration of the barrier coral reef located in the San Juan Bay.

The allotment announced earlier this week is the first under the HGMP to restore a natural resource to protect survivors after a disaster.

The project seeks to reduce flooding and protect some 800 structures surrounding the communities of Escambrón, Condado, Ocean Park and Puntas Las Marías. The initiative consists of two phases, for a total of some $38.6 million.

Gov. Pedro Pierluisi Urrutia said that with the allocation, “We continue to support our public policy for the protection and preservation of our natural resources that seeks to mitigate the impact of climate change on our island.”

“This historic obligation will undoubtedly open the door for similar initiatives that address the effects of climate change and its impact on communities,” he said.

Coral reefs act as naturally submerged breakwaters. They are very effective since they reduce the energy of the waves that reach the coasts. The structures defend communities from coastal flooding, whether during storms or from rising sea levels.

Local stressors around San Juan Bay have affected the optimal levels of protection of the current system. As a result, the 5-kilometer area is subject to continuous coastal flooding and erosion, to the impact of strong surges, as well as to other effects of future storms. This disrupts public and private infrastructure and endangers lives along San Juan’s metropolitan coastline.

“With these federal funds, the Department of Natural and Environmental Resources (DNER) will create a system of hybrid coral reefs, including artificial coral and native living coral,” the governor said in a written statement. “This is an integral part of the initiatives we are working on to further the goals of our Ecological Emergency Declaration of 2021 to address the stony coral tissue loss disease and our Executive Order establishing a State of Emergency on Coastal Erosion.”

The funds allocated to the DNER seek to increase the three-dimensional structure of the coral reef, reducing wave energy. The action plan will install a mix of cement structures similar to artificial coral and native living coral at 0.8 kilometers off the coast of San Juan.

Hoteliers reiterate: Classify short-term rentals as commercial activity

The chairman of the Puerto Rico Hotels and Tourism Association board of directors, Miguel Vega,

said Tuesday that the organization supports classifying short-term rentals as commercial activity under House Bill 1557.

Likewise, Vega called for the

measure to include elements to combat the proliferation of illegal hotels and to require that the internet platforms through which the properties are rented maintain a presence in Puerto Rico to attend to emergencies and ensure that the destination is not affected.

Concerned about the turn taken by the discussion on the regulation of short-term rentals, Vega maintained that the organization he represents has demanded for the past 10 years that the sector be regulated as a commercial activity.

“Now there are those who want short-term rentals not to do in Puerto Rico what they already have done in other jurisdictions. Registering as a commercial activity, obtaining a license to do business, an insurance policy, certification from the fire department, some contact to attend to emergencies, among others, are things that short-term rental platforms already do,” Vega said. “Why are you willing to do it in other jurisdictions, but not in Puerto Rico? What is the

justification for demanding more from a 6-room bed and breakfast than from a 15-, 20- or 50-unit short-term rental operation?”

Vega noted that the Permits Management Office (OGPE by its Spanish acronym) defended the classification of short-term rentals as a commercial activity in public hearings.

“’Any place where the shortterm supplementary accommodation service is being offered would be considered for the purposes of OGPE as a commercial activity, regardless of the area of the property that is being occupied’ -- that is verbatim what OGPE raised in its brief before the House of Representatives,” he said.

Meanwhile, Vega made a call to strengthen the bill by including an express prohibition against illegal hotels. For the PRHTA, a building with more than six units must be treated under the same requirements as a hostel or “bed and breakfast,” otherwise, “in addition to having an improper advantage, it ends up being an illegal hotel.”

Rep. Aponte Rosario resigns under cloud of domestic abuse allegations

Rep. Orlando Aponte Rosario announced Tuesday that he will resign from his seat in the island House of Representatives, effective July 1.

Aponte Rosario has been in the public eye for several months for allegations of gender violence involving his wife.

In a radio interview the freshman lawmaker said he is in the process of getting a divorce and is seeking the well being of his children.

The District 26 (Villalba, Barranquitas, Orocovis and Coamo) representative communicated his decision to resign in a letter to Speaker of the House Rafael “Tatito” Hernández Montañez, a copy of which was delivered to the media moments before the beginning of a

meeting to which the chamber leader had summoned Aponte Rosario.

“This morning, after an honest dialogue, the representative for District 26, Orlando Aponte Rosario, officially handed me the letter of resignation from his legislative seat,” Hernández Montañez said. “This is a very regrettable situation, however, we respect the comrade’s decision to put his family’s privacy first and safeguard the image of this legislative body, while attending to his personal situation.”

The House speaker said in a press release that the situation had been addressed with due diligence from day one and that they followed all the corresponding ethical processes, which were duly reported to the public. Likewise, he highlighted the legislative work of Aponte Rosario, indicating that “during

his incumbency as legislator he performed well and achieved the signing of important laws.”

PDP President Jesús Manuel Ortiz González said Aponte Rosario’s resignation was the right decision.

“Now he can focus on his efforts on addressing the process he and his family are going through while the PDP continues its work to address the problems that Puerto Rico is experiencing,” Ortiz González said in a statement. “Aware of the urgency with which we must address this issue for the Party and for the PDP delegation in the House of Representatives, we will be preparing the election process to choose his replacement in an agile and responsible manner. I appreciate the availability of comrade Orlando Aponte to work for the PDP and for his 26th district.”

Disagreements over debt plan up odds of PREPA’s bankruptcy case being dismissed

The lack of consensus on a proposed plan of adjustment has elevated the odds of a dismissal of the Puerto Rico Electric Power Authority (PREPA) bankruptcy case and the possible imposition of a receiver.

Over the past two days, numerous objections against the debt plan have been submitted to the federal Title III court from citizens and business groups citing the impact that rate hikes will have on Puerto Rico’s economy. Bondholders holding some $8.4 billion in claims oppose PREPA’s debt adjustment plan because they will get very little return under it.

Monoline insurers Assured Guaranty Corp. and Assured Guaranty Municipal Corp. have provided notice to the court and the U.S. attorney general of their objection to the debt plan on the grounds that it violates the uniformity requirement of the Constitution’s Bankruptcy Clause.

In May, U.S. District Court Judge Laura Taylor Swain warned about the hardship a dismissal would bring but noted that “if confirmed as a non-consensual, widely contested plan, then litigation is certain to continue.”

Attorney and legal analyst John Mudd said he believes there is a risk of a dismissal.

“The great question now is whether she [Swain] will approve a plan that does not have support or dismiss the case,” he said.

Mudd noted that the Financial Oversight and Management Board knows there is a risk of a dismissal but has declined to up the offer it has made to bondholders.

PREPA’s retirement system and the Electrical Industry and Irrigation Workers Union have objected to the plan of adjustment but in their petitions have asked the judge to reject the plan and force the parties to go back to the drawing board.

On Tuesday, the New Progressive Party (NPP) caucus in the House of Representatives, headed by Minority Leader Carlos “Johnny” Méndez Nuñez, rejected the 28% rate increase contained in PREPA’s debt adjustment plan.

The NPP caucus reminded the oversight board that among its responsibilities is to ensure Puerto Rico’s economic growth and stability.

“We absolutely reject the 28 percent increase in the utility bill both for residences and businesses, proposed in PREPA’s debt adjustment plan under consideration by Judge Swain,” Méndez Nuñez said. “There is no way that Puerto Rico can withstand this increase. We remind the Board that part of its function is the economic development of Puerto Rico, but this increase will do the opposite.”

What would happen if Swain dismissed PREPA’s bankruptcy case? PREPA will lose the protections it has under the current stay, which prevents lawsuits against the utility. Mudd said the Ad Hoc Group of PREPA bondholders will seek the appointment of a receiver as they have the 25% needed for such a move per the 1974 Trust Agreement.

“I have been saying for the longest time that Swain is tired of this case,” Mudd said, adding that cases against

PREPA will go to another judge.

The divisions appear to be huge. The mediation team, after conducting in-person mediation sessions on May 22 and May 23 in which the oversight board, the Ad Hoc Group, Assured, Syncora, and the island government’s Fiscal Agency and Financial Advisory Authority (AAFAF by its Spanish initials) participated, said it appears that such discussions are now at a standstill. It is unclear to the mediation team when (or whether) discussions will resume.

AAFAF said PREPA and the people and businesses it serves cannot bear unsustainably high rates, particularly given that, compared to the mainland United States, Puerto Rico has the lowest median household income and one of the highest electricity rates.

“AAFAF remains concerned that the Plan’s proposed Legacy Charge will overly burden Puerto Rico’s residents and businesses. Creditor demands that PREPA charge more could not only imperil PREPA’s future feasibility, but also threaten Puerto Rico’s fragile recovery from years of economic depression, natural disasters, and pandemics,” the AAFAF said in a statement. “An excessive increase in rates may force Puerto Rico’s residents to choose between paying for medication or other basic necessities and keeping their lights on. It may also force businesses to close their doors permanently and stall Puerto Rico’s economic development.”

Although it is subject to change, the PREPA debt plan proposes to restructure PREPA’s debt principally through issuance of $5.68 billion of new bonds to fund partial recoveries on creditors’ claims. PREPA owns about $8.26 billion in revenue bonds, plus some $218 million in prepetition accrued interest on such bonds. The utility also owns $700 million in fuel line loans and projects roughly $246 million to $4.9 billion in general unsecured claims. It also has over $3 billion in unfunded pension liabilities.

Under the proposed plan, PREPA will pay for the new

bonds over 35 years through revenues from a legacy charge to PREPA’s customers.

The legacy charge for certain customers not currently benefiting from subsidized electricity rates is about $19 a month that will be added to the utility bill. The charge, which will be used to pay bondholders, would exclude qualifying low-income residential customers from a connection fee and kilowatt-hour (kWh) charge for up to 500 kWh per month. For non-subsidized residential customers, the proposed PREPA legacy charge would be: a flat $13 per month connection fee, and 75 cents per kWh for up to 500 kWh per month of electricity provided by PREPA, and 3 cents per kWh for electricity above 500 kWh per month.

The first of many to come

Symposium schools professionals on the reality of homelessness

The nonprofit organization Solo Por Hoy held its first conference symposium on Tuesday at Cataño’s convention center, called: “Creando conciencia per, las personas sin hogar” (Raising Awareness for Homeless People).

The purpose of the conference was to raise the awareness of professionals who work with people who are homeless, sharing techniques on how to approach these individuals and how to manage cases of homelessness. Apart from experts in homelessness, the conference also provided a panel made up of a group of individuals who were homeless themselves and were able to share their experiences living in the streets.

The conference also covered topics such as the correlation between domestic violence and homelessness. The event was filled with social workers, psychologists and civil servants, all of them looking to add to their knowledge of homelessness to ensure they provide quality service to those in need of a home.

Even though the event was sponsored by Solo Por Hoy, some 26 different organizations took part.

Solo Por Hoy Executive Director Belinda Hill said the organization started out helping women who suffered from substance abuse; however, this focus eventually transformed into that of a service provider for those who did not have a home. The organization’s staff members, recognizing that they could not achieve that next level of service on their own, so they partnered with another nonprofit, La Fondita de Jesús, which had more experience dealing with homelessness.

“Our main goal is that nobody sleeps in the street,” Hill told the STAR. “Not necessarily to eradicate homelessness, that would probably be impossible, but we most certainly will always have the opportunity to help someone and reduce the time that the person spends on the street. That’s the main goal.”

Hill added that the symposium was directed at a broad array of different organizations, because of the great diversity that exists among homeless people.

“Even if Solo Por Hoy is sponsoring this event, one organization is not enough to address the needs of every individual without a home,” she said. “They do not

have the same tools; not every organization is equipped the same way to deal with every homeless situation. That’s where our allies like La Fondita de Jesús come in. This event’s main purpose is to bring a sense of understanding and comprehension to those who serve the people in the street, directly from the people who are currently in need, so that they can listen directly from those who need a home, what they go through, their struggles, their difficulties. Because believe it or not, a lot of the times the first people who step back into these situations are those whose job is primarily to serve those in need.”

Hill also noted that another aim of the event was to emphasize how quickly the situations need to be addressed, and to show how nonprofit groups are actually helping people who don’t have a home, in contrast to what is rumored. Statistics indicate that there is a rise in homelessness, but that rise is only about 24 people, and what goes unmentioned is the 3,000 people who have been helped.

Hill pointed out that in the past 12 months 1,700 people went from living in the street to having a place to live, thanks to the efforts of nonprofit collectives.

As for the organization that helped Solo Por Hoy become what it is today, La Fondita de Jesús, it has been serving the homeless and needy for nearly four decades -- 37 years, to be exact. It provides services to the community that range from food to basic needs: personal hygiene, home management and even health services.

“It is important to note at this moment that we are united to help those who are in need, creating projects that can respond to the needs of the homeless and at the same time that these projects can provide a home for those who do not have a home and those who are at risk of losing their home,” La Fondita de Jesús Executive Director Josué Maisonet told the STAR.

Meanwhile, a few people who were homeless themselves shared their life experience at the conference.

“I am currently in the process of getting my own apartment -- very grateful to Solo Por Hoy for helping me with everything,” Guillermo de León Figueroa said. “It is not easy living in the streets; you never know how you are going to survive the next day.”

Another panel participant, Javier Caseres, said “I never knew my parents. I do not know how to write and read.”

“I was an addict since I was 12 years old, so it was difficult for me to get paperwork done; it is very difficult for a person like me

to get by, and sometimes the people who work in these organizations don’t have the time to help because they are too busy with work, so my advice to many professionals and organizations is to separate the time to help people like me to get the paperwork

done,” Caseres stressed.

Hill said what comes next for the collective is to stay the course, continuing to raise awareness about people who are in the street and further educating the professionals who work in the field.

Trump pleads not guilty in documents case

Former President Donald Trump pleaded not guilty in federal court in Miami on Tuesday to criminal charges that he risked disclosure of defense secrets and obstructed the government’s efforts to reclaim classified documents he took with him upon leaving office.

After arriving from his nearby Doral resort, Trump was booked and escorted into a 13th floor courtroom at the Wilkie D. Ferguson Jr. U.S. Courthouse in downtown Miami in a scene as surreal as it was momentous.

Inside the courtroom, Trump — wearing a dark suit and a red tie — sat with his arms crossed at the defense table while the magistrate judge overseeing the hearing described the indictment. One of his lawyers, Todd Blanche, entered a plea on Trump’s behalf.

“We most certainly enter a plea of not guilty,” he said.

Nearly 2 1/2 years after leaving the White House, Trump — twice impeached, previously charged in an unrelated case in New York, still under investigation for his efforts to retain power following his loss in the 2020 election, but currently the front-runner for the 2024 Republican presidential nomination — began the legal process of defending himself against 37 counts lodged

against him in the documents case last week by the special counsel, Jack Smith.

Trump’s personal aide, Walt Nauta, also appeared before the magistrate judge but did not enter a please. A lawyer for Nauta, who is charged with lying to investigators and scheming with Trump to conceal boxes containing classified documents from the FBI and federal prosecu-

tors, asked for a two-week extension because he needed a local lawyer to sponsor him.

Magistrate Judge Jonathan Goodman, who oversaw the hearing, ordered Trump not to discuss the case with Nauta or any witnesses — a common restriction in a criminal case. The judge said he understood that the two men must speak on a daily basis, but said anything related to the case must go through their lawyers.

Trump was represented in court by Christopher M. Kise, a former Florida solicitor general, and Blanche, a prominent New York defense lawyer. His legal team has been in flux since two other lawyers representing him resigned shortly after the indictment was made public. Smith attended the hearing.

While Goodman oversaw Tuesday’s hearing, Trump’s case has been assigned to Judge Aileen M. Cannon, who earlier handled a lawsuit he filed challenging the FBI’s court-authorized search of his Florida estate and club, Mar-a-Lago. A ruling in Trump’s favor in that case by Cannon, who was nominated by Trump, was later overturned by an appeals court that was sharply critical of her legal reasoning.

Trump planned to travel back to his golf club in Bedminster, New Jersey, following his arraignment to deliver a statement.

Firefighter drowns after rushing into the sea to save his daughter

The day began with a dip into the cool Atlantic waters along the New Jersey shore near Avon-by-the-Sea.

Mark Batista, a father of three and a veteran member of the New York Fire Department, brought his family to the beach Friday morning, when the salty ocean air fell just shy of 70 degrees. Soon after, his daughter made a beeline toward the waves, splashing as she waded deeper into the dark blue.

Suddenly, a deadly rip current emerged. The narrow, fast-moving stream swept her farther and farther away from the shore.

Batista rushed in to rescue her, friends and authorities said. But the ocean, in all its cruelty, pulled him under.

Batista, 39, a longtime firefighter and emergency medical technician, drowned, according to Jim Long, a spokesperson for the Fire Department.

He was taken to an area hospital where he was pronounced dead. His daughter, whose name and age have not been released, survived.

Their relationship was described in a social media post a few months before Batista’s death. “I can’t promise to be here the rest of your life,” he wrote in October on Instagram

along with a photo of his smiling daughter, her arms wrapped around his neck. “But what I can promise is to love you for the rest of mine.”

Batista’s drowning was the second along the nearly 130-mile New Jersey coastline this year, according to preliminary data from the National Weather Service. The other victim was a 15-year-old boy who died over Memorial Day weekend at Sandy Hook Beach. He was also pulled out to sea by a rip current.

In both cases, no lifeguards were on duty where the drownings occurred, according to the data and the Monmouth County Sheriff’s Office.

Lifeguards at Avon-by-the-Sea will begin to work full time on Saturday, according to the community’s website. On Friday, after Batista’s death, the sheriff’s office issued a statement on Facebook warning “all to please NOT go in the water when there are no lifeguards on duty.”

Batista first joined the New York Fire Department Emergency Medical Services in 2008. He spent about five years as an EMT before becoming a firefighter, Long said. He was most recently assigned to Engine Company 226 in Boerum Hill, Brooklyn.

“We are heartbroken to learn about the death of Fire-

fighter Mark Batista,” Long said in a statement.

“Firefighter Batista was a dedicated public servant who spent 15 years serving in the FDNY,” he added. “We join his family in mourning his tragic passing.”

Batista’s body was transferred Sunday from the Middlesex County medical examiner to Vander Plaat Colonial Home in Fair Lawn, New Jersey, according a memo obtained by The New York Times that was sent to Fire Department firefighters and emergency service workers.

Batista’s wife, Lenin Batista, posted a message to friends and family on Instagram. “I feel lost, heartbroken and very afraid,” she wrote in Spanish.

Christie attacks Trump, calling conduct detailed in indictment ‘awful’

Former Gov. Chris Christie of New Jersey laced into Donald Trump on prime-time television Monday night, casting the former president as an “angry” and “vengeful” man who bears responsibility for thrusting the nation into another extraordinarily divisive moment, after Trump became the first former president in American history to face federal charges.

During a roughly 90-minute CNN town hall in New York, a high-energy and often-polished Christie leaned on his background as a former federal prosecutor, saying he believed the indictment was “a very tight, very detailed, evidence-laden indictment, and the conduct in there is awful.” Christie, who is running for president against Trump in a Republican primary field the former president dominates, said he believed prosecutors had more evidence than had been put forward so far.

Trump faces 37 criminal counts related to issues including withholding national defense information and concealing possession of classified documents.

“This is vanity run amok,” Christie told the moderator, Anderson Cooper. “He is now going to put this country through this, when we didn’t have to go through it.”

“He’s saying, ‘I’m more important than the country,’” Christie said at another point, as he questioned why Trump had, according to prosecutors, refused to turn over critical government documents. He suggested the former president missed the “trappings of the presidency.”

“We’re in a situation where there are people in my own party who are blaming DOJ,” he said, referring to the Justice Department. “How about, blame him? He did it. He kept — he took documents he wasn’t supposed to take.”

When he was not tearing into the current Republican

front-runner, Christie could sound like a pre-Trump-era politician. He emphasized the importance of finding common ground and played up his credentials as a blue-state executive, even when some in the audience were plainly skeptical of the idea of compromise.

“With all due respect to these governors from red states who have Republican legislatures — man, I’m telling you, I would have given my own right arm to have a Republican legislature for a week,” Christie said at one point, seeming to draw an implicit contrast with Gov. Ron DeSantis, the powerful and pugnacious Florida Republican and another 2024 candidate who enjoys a supportive Legislature in Tallahassee. “But what I learned was that, sometimes, getting 60% of what you want isn’t bad.”

In Washington, he continued, “you’re going to want somebody tough, who’s a fighter, but who fights to get to an end, to accomplish something for you. We can all fight to get headlines.”

He also noted that even with a Republican-controlled Congress for part of his tenure, Trump failed to deliver on a central campaign promise of securing the southern border.

“Not one piece of legislation to change our immigration laws,” he said, bashing Trump as a “bad executive.” “It is an abject failure, and now he blames Joe Biden for it. But what the heck did you do to make it better?”

For the most part, Christie, who announced his campaign last week, has tried to reintroduce himself to the nation as the Republican candidate most willing to forcefully confront Trump.

But Christie, who ran a short-lived campaign for president in 2016, has gained little traction in available polling this year and has a more unfavorable rating among Republican voters than any other candidate, according to a recent Monmouth University poll. And he occupies a relatively lonely lane. Most of the other 2024 hopefuls have shied away from much direct criticism of Trump.

“It was like he was Voldemort from ‘Harry Potter’ — nobody wanted to mention his name,” he said of a recent Republican campaign event, adopting a mocking voice. “Like, say his name, man, say his name.”

Christie was once a key adviser to Trump, and was a relatively early endorser of his 2016 campaign after his own bid collapsed. But he has since condemned Trump for his efforts to overturn the 2020 election and for his incitement of the Jan. 6, 2021, attack on the Capitol.

In the town hall, Christie compared Trump’s lies about a stolen election to how a child might try to explain away a bad grade, by offering a litany of dubious or false excuses.

“It’s a child’s reaction. And I just — I beg you to think about this,” he told the Republicanleaning audience. “Don’t allow the showmanship to obscure the facts. The facts are, he lost to Joe Biden. And he lost to Joe Biden, in my opinion, because he lost independent voters.”

Trump lashed out last week in response to Christie’s earlier criticism, mocking Christie’s weight and writing on his Truth Social platform, “Hard to watch, boring, but that’s what you get from a failed Governor (New Jersey) who left office with a 7% approval rating and then got run out of New Hampshire.”

Christie made few waves when questioned on issues unrelated to Trump, but offered a striking admission when a man whose son was killed in the 2017 Las Vegas massacre asked how he would reduce the enormous number of mass shootings in the United States.

His response was effectively: I don’t know.

“I’m mad because I don’t have a great answer,” he said, after saying that law enforcement needed to be more attentive to warning signs from potential attackers, but that he did not believe restrictions on guns would make a difference — in part because Americans already own hundreds of millions of them. He also said that reducing gun violence was in “tension” with the Second Amendment.

When reminded that early in his political career he supported an assault weapons ban, he called that “naïveté” and said he no longer believed it was appropriate.

On abortion rights, Christie declined to take a firm position on gestational limits — or whether he would sign a national ban, should he become president and one were to reach his desk — arguing that the matter was better left up to the states for now.

And on Social Security, he reiterated his support for meanstesting the program, as he proposed during his 2016 campaign.

Time and again, Christie reinforced a central argument of his campaign: that he would be more responsible than Trump, but also more productive.

“Look, I think the single biggest thing I can contribute to unifying this country is to get rid of Joe Biden and get rid of Donald Trump,” he said. “They are past their sell-by dates, OK? It’s done. It’s time.”

Hard right agrees to allow House votes but threatens continued blockade

Hard-right House Republicans agreed late Monday to give their party leaders a temporary reprieve from a weeklong blockade of the House floor, allowing some legislative business to move forward Tuesday but insisting they would withhold their support for future votes if their demands were not met.

The move counted as progress for Speaker Kevin McCarthy, after days of paralysis in the House that showcased his weak grip on his fractious conference in the face of the rage of right-wing Republicans over the deal he cut with President Joe Biden to suspend the debt limit and avert a federal default. But the agreement was only provisional, and the group of about a dozen ultraconservative lawmakers who have held the floor hostage made it clear they planned to continue using guerrilla tactics to keep a tight leash on McCarthy, effectively exercising veto power on what he is able to accomplish.

The House remained at a standstill Monday evening after McCarthy canceled scheduled votes. But under a deal he reached with the right-wing members of the House Freedom Caucus, business was set to resume Tuesday with votes on legislation to guard against restrictions on gas stoves and other government regulations, as well as a separate bill to kill stricter federal rules for pistols with stabilizing braces, according to people familiar with the discussions who spoke about them on the condition of anonymity.

In conversations Monday, the people said, members of the rebel group were explicit with McCarthy that he could not count on their support for bringing up any other legislation next week or in the future, until they had worked out a power-sharing agreement that guaranteed them major influence on the legislative agenda.

Last week was the first time in two decades that members of the majority party in the House had sided with the party out of power to defeat a rule, a procedural vote normally considered routine and almost always decided along party lines with the majority unanimously in support. The move meant that, at least temporarily, McCarthy was left as speaker in name only, with no governing majority behind him. In talks with GOP leadership Monday, the rebels made it clear that they planned to make a habit of it.

Still, some of the 11 Freedom Caucus members emerged from talks in McCarthy’s office Monday saying they would support the

rule they helped to defeat last week — to call up the regulatory measures — as long as it was adjusted to include the pro-gun legislation championed by conservative Republicans.

McCarthy called the meetings “productive” but conceded that more talks would be needed to reach a resolution.

“We know when we work together and work on conservative issues, we were winning, and we get more victories that way,” he told reporters Monday evening at the Capitol. “And I think everybody wants to get back to that place.”

McCarthy said there appeared to be a “willingness” to work out differences but conceded that “doesn’t mean it is all locked together. It means we thought that meeting was great, so we’re putting other ones together.”

Earlier in the day, McCarthy said he was willing to keep the House on pause for another few days if it meant Republicans could “get it solved so it doesn’t keep erupting all the time.”

But the resolution reached Monday did not appear to be a long-term one, and it was

not clear what such a solution would look like. Hard-right Republicans are seeking, among other demands, spending caps below what McCarthy and Biden agreed to in the debt ceiling bill.

The intraparty feud erupted last week in reaction to the compromise McCarthy struck with Biden to suspend the debt limit, which contained only a fraction of the spending cuts Republicans had demanded. The deal enraged ultraconservative Republicans who claim McCarthy betrayed promises he made to them during his fight for the speakership.

The revolt effectively shut down the House last week, and talks to resolve the impasse dragged into Monday.

The consequences of the rebellion were low stakes for now: The GOP insurgents succeeded in delaying only their own party’s messaging bills, which have no chance of passage in a Democratic-controlled Senate. But it served as a reminder of the difficulty the speaker could have down the line when he has to hold together his conference to pass crucial spending bills, which will be required

to avert a government shutdown this fall and punishing spending cuts in early 2025. It was also reminiscent of the paralysis that gripped the House in January, when some of the same instigators of the current drama refused to back McCarthy for speaker, prompting a historic 15-round election that highlighted the outsize influence of a small group of right-wing lawmakers in a narrow Republican majority.

As the Fed meets, it shares an inflation problem with the world

July. But those forecasts are uncertain: Traders typically have a fairly clear idea of what the Fed might do heading into its meetings, but this time markets see a small but real chance that U.S. central bankers will raise rates this week.

The doubt partly owes to the fact that the Fed will receive an important inflation reading, the Consumer Price Index, on Tuesday. But it also reflects what a fraught time this is for economic policy in the United States and around the world.

This is the worst inflationary episode in America and many of its peer economies since the 1970s and 1980s, so it has been a long time since the world’s policymakers contended with the issue. And while inflation has been fading, it has also demonstrated staying power.

In the United States and elsewhere, inflation started in goods like cars and furniture but has moved into services like airfares, education and haircuts. That’s concerning because price increases for services tend to be driven by broad economic trends rather than one-off supply problems, and can be more lasting.

“Services price inflation is proving persistent here and overseas,” Philip Lowe, the governor of the Reserve Bank of Australia, said in a speech explaining the central bank’s surprise move last week.

Fed officials have been fretting that today’s price increases could prove sticky.

Wage gains remain fairly rapid, which could limit how quickly prices fall as employers try to cover climbing labor bills. And while slowing rent increases should cool overall inflation, some economists have questioned whether that will be enough to steadily lower inflation.

The Federal Reserve today is expected to stop raising interest rates for the first time in 11 policy meetings. But investors are betting that the pause will not last.

The pattern of stopping and then restarting rate increases is becoming well-established around the world. The Reserve Bank of Australia paused its own campaign earlier this year only to raise rates again twice, including last week. The Bank of Canada had left rates unchanged for four months before raising them again in a surprise move June 7.

That’s because inflation is proving stubborn. Across a range of economies, from Melbourne to Munich to Miami, it has

been hard to stamp out. Many central banks are contending with price increases that are only moderating slowly, propped up by higher service costs, which include things like concert tickets, rent and hotel rooms.

“Everyone has a kind of similar problem,” said William English, a former Fed staff member who is now at Yale University, noting that policymakers in Britain and the eurozone are facing inflation problems that have a lot in common with the Fed’s. The European Central Bank’s policymakers also meet this week, and they are expected to continue raising rates.

Policy may be tougher to predict in the months ahead as officials try to judge whether interest rates are high enough to ensure that their economies slow enough to restrain price increases.

“We’re into the period where we’re kind of groping a bit,” English said. “It’s going to be a period of considerable uncertainty.”

The Fed has already raised rates sharply over the past 15 months, to just above 5% as of May, and those higher interest rates are trickling through the economy.

In recent speeches, Fed officials have hinted that they could soon “skip” a rate increase to give themselves time to assess the effects of their changes so far, and investors are betting that Fed officials will hold policy steady at their meeting on Tuesday and Wednesday before lifting rates one more time in

“A rebound in the housing market is raising questions about how sustained those lower rent increases will be,” Christopher Waller, a Fed governor who often favors higher interest rates, said in a recent speech.

At the same time, central bankers want to avoid plunging the economy into a recession that is more painful than necessary.

That is why the Fed may hit pause this week. Officials are aware that monetary policy takes months or years to have its full effect. And recent bank turmoil could further slow down lending and spending, a situation officials are still monitoring.

“Anecdotally, it’s not really that bad — but we don’t have even enough survey data,” said Yelena Shulyatyeva, senior U.S. economist at BNP Paribas. For more evidence, she will be watching a Dallas Fed bank survey this month.

Still, after Australia and Canada increased rates last week, investors asked: Could this mean that the Fed, too, would be more aggressive than expected?

“It is a mistake to make simplistic comparisons,” Krishna Guha, head of the global policy and central bank strategy team at Evercore ISI, said, noting that the Fed still seemed likely to pause in June while teeing up a possible move in July. While the rate increases abroad underscored that inflation is proving sticky globally, he said, that’s no surprise.

“We know that inflation has been frustratingly slow to come down,” he said.

U.S. stocks rally as inflation data cements bets on rate hike pause

The S&P 500 and Nasdaq climbed to 14-month highs on Tuesday after data showed consumer prices rose modestly in May, boosting bets that the Federal Reserve will not raise interest rates at the end of its policy meeting on Wednesday.

Stocks rose after a U.S. Labor Department report showed the consumer price index (CPI) rose 0.1% last month after a 0.4% jump in April, with core inflation unchanged at 0.4%.

On a year-on-year basis, headline inflation increased by a less-than-estimated 4.0%, reflecting declines in the cost of energy products and services, including gasoline and electricity.

“If the Fed was looking for data to point to to say, ‘We’re going to pause in June,’ I think they got it today,” said Liz Young, head of investment strategy at SoFi in New York.

“But it’s another one of those that you can cut whichever way you want to make your case. If you want to be bullish, you say inflation is down more than 50% since its peak. If you want to bearish, you can say inflation is still more than twice the Fed’s target,” Young said.

Traders have priced in a 93% chance that the U.S. central bank will hold interest rates at the 5%-5.25% range on Wednesday, and 62% odds of 25-basis-point hike in July, according to the CME Fedwatch tool.

The benchmark S&P 500 has recovered 22% from its October 2022 closing low, fueled in large part by gains in market heavyweights such as Apple , Nvidia and Tesla . More recently, sectors such as energy and materials have climbed, as well as small-cap stocks.

All S&P 500 sector indexes rose on Tuesday, led by materials, up 2.2%, followed by a 1.32% gain in energy as commodities including oil and copper climbed against a falling dollar. [O/R] [MET/L]

The small-cap Russell 2000 index jumped 1.4% to a three-month high.

U.S.-listed shares of Chinese companies climbed after China’s central bank lowered its short-term lending rate for the first time in 10 months. Alibaba Group gained 2.16% and JD.com jumped 3.8%.

The S&P 500 was up 0.69% at 4,368.75 points.

The Nasdaq gained 0.70% to 13,556.75 points, while the Dow Jones Industrial Average was up 0.48% at 34,230.02 points.

Apple Inc extended losses to slip 0.21%, a day after the iPhone maker unveiled a costly augmented-reality headset called the Vision Pro, barging into a market dominated by Meta.

Advanced Micro Devices rose 5.34% after Piper Sandler raised the price target on the stock to $150, the second highest on Wall Street, as per Refinitiv data.

The S&P 500 posted 17 new 52-week highs and 5 new lows; the Nasdaq Composite recorded 98 new highs and 69 new lows.

Harker echoed the same sentiment. “I am in the camp increasingly coming into this meeting thinking that we really should skip,” Harker said at an event on financial stability. That said, data due on Friday about the U.S. job market “may change my mind.”

Following their comment, fed funds futures have factored in a 70% chance the Fed will keep rates unchanged next month, up sharply from a 30% probability earlier in the wake of data showing an increase in U.S. job openings.

The Labor Department reported on Wednesday that U.S. job openings unexpectedly rose in April and data for the prior month was revised higher, pointing to persistent strength in the labor market.

The Job Openings and Labor Turnover Survey, or JOLTS report, also showed layoffs declined significantly last month. There were 1.8 job openings for every unemployed person in April, up from 1.7 in March, and well above the 1.0-1.2 range viewed as consistent with a jobs market that is not generating too much inflation.

Russians open counterattack in southern village that Ukraine said it had recaptured

After a week of giving ground to the Ukrainian army in the opening phase of Kyiv’s counteroffensive, Russian forces struck back Tuesday in an area where Ukraine had earlier announced it had retaken several villages.

The Russians attacked with aviation and artillery barrages, a spokesperson for the Ukrainian military said. One village at the center of the fighting, Makarivka, was reduced to ruins through the course of the day.

The Russian attack came after thunderstorms had swept over southern Ukraine, muddying the terrain and complicating operations for both armies. Ukraine is in the early stages of a counteroffensive operation to reclaim territory seized by Russia in the country’s south.

After announcing it had recaptured a series of farming villages over the weekend, Ukraine’s military said it had achieved only minimal gains Tuesday as its forces continued to probe Russian defenses and to repel the Russian attack on the village of Makarivka.

Ukraine has pushed forward in at least two locations in southern Ukraine, but there are no indications that it has breached the dense Russian defenses, which include minefields, trenches for infantry and concrete barriers to stop tanks.

As Ukrainian troops push forward, they leave their own defensive trenches and move farther from the protection of air defense systems. While shoulder-fired anti-aircraft missiles can be quickly brought up to the new position, Ukrainian troops cannot easily move more sophisticated, vehicle-mounted systems, lest they be put at risk from Russian artillery. That leaves the advancing troops more open to Russian aerial attacks, as the Russian counterstrike at Makarivka suggests.

The slow-moving fighting has been in keeping with what military analysts had suggested should be expected at the start of Ukraine’s counteroffensive. As Ukraine hunts for a place to drive a wedge through Russian-occupied land in the southeast, it

has yet to commit the bulk of the forces that Western allies have trained and equipped for the counteroffensive.

Russia has built multiple lines of fortifications on the plains where Ukraine is attacking and has heavily mined the ground to slow Ukraine’s tanks and armored vehicles.

At least eight American-made Bradley Fighting Vehicles were abandoned by Ukrainian troops or destroyed in the early days of the counteroffensive, based on videos and photographs posted by pro-war Russian bloggers and verified by The New York Times.

A spokesperson for the Ukrainian military’s general staff, Andriy Kovalev, told a television news broadcast Tuesday that

Ukrainian forces had advanced about 500 to 1,000 yards in some locations in the south, although he did not specify where.

A spokesperson for the military in the south, Valeriy Shershen, posted on Facebook an account of the Russian attack on Makarivka.

After Ukrainian troops had moved into the village, he said, Russia counterattacked with aviation and tried to fire a barrage from one of Russia’s most powerful conventional weapons, a tracked vehicle nicknamed the Sunstroke, which fires thermobaric rockets that detonate with tremendous force. It was not clear if the weapon was fired or only brought into position to do so.

Shershen said Ukrainian marines were still holding out in the village Tuesday afternoon.

Vladimir Rogov, a Russian-appointed official in southern Ukraine, said on the Telegram app Tuesday that Russian helicopters had targeted Ukrainian soldiers in the same area, near the town of Velyka Novosilka, in the Donetsk region, where Ukraine had begun attacking last week.

“Our night counterattacks began,” Rogov wrote.

Pro-war Russian bloggers, who often provide accounts of fighting more quickly than official Russian announcements, also said Monday that Russia had launched counterattacks in the same area.

International aid teams still cannot reach flood-hit areas under Russia’s control

Moscow has failed to provide security guarantees for aid workers seeking to help thousands of people in flooded areas of Russian-occupied territories, the United Nations said Tuesday, hampering humanitarian efforts more than a week after the destruction of the Kakhovka dam in southern Ukraine.

Ukraine says it offered such guarantees to the United Nations and International Committee for the Red Cross for areas it controls last week, but so far there have been no such agreements from the Kremlin. Russian-controlled areas were some of the worst-hit by flooding, but the full picture of the destruction in those places remains unclear.

“Operationally, we have boats, personnel and supplies ready to go,” Denise Brown, the U.N. humanitarian coordinator for Ukraine, said in a statement Tuesday. “However, the Russian Federation is yet to provide the safety guarantees we need” to ensure “the safety of our team and not to create additional risks for the people we intend to serve.”

“The U.N. will continue to deliver lifesaving assistance in the areas controlled by Ukraine and make every effort to

ensure we can reach all people who have been stranded by the floods and urgently require lifesaving assistance, no matter where they are,” she added.

In Ukrainian-controlled areas, the floodwaters that surged down the Dnieper River last week have left thousands of people homeless, imperiled access to clean water for hundreds of thousands and ravaged farmlands in a region that has long served as a breadbasket for Europe.

Independent journalists and observers are not allowed to work in Russian-occupied areas of Ukraine, often making it difficult to assess competing claims about the depth of the humanitarian crisis in those areas.

As the waters continued to recede, the death toll grew Tuesday, said Serhiy Khlan, a Ukrainian legislator in the Kherson region.

“Two more civilians were killed due to flooding in Kherson,” he wrote in a statement. “An unidentified woman and a 50-year-old man were found drowned in one of the districts of the city.”

At least 10 people have died as a result of the flooding in Ukrainian-controlled territory, Oleksandr Prokudin, the head of Kherson regional military administration, said in his

latest update Tuesday morning.

Some 42 people have been reported missing and around 3,600 houses in 31 settlements in Ukrainian-controlled territory are still submerged in the floodwaters, he said.

Scotland’s independence movement is down, but not out, analysts say

For almost a decade, Nicola Sturgeon, as the leader of the Scottish government, was the uncontested figurehead of the push to break Scotland’s centuries-old union with England.

Her resignation earlier this year — and now her arrest on Sunday over an investigation into her Scottish National Party’s finances — leaves the fate of the movement in flux.

Support for independence has dipped, but backing for Scotland remaining part of the United Kingdom, a bond forged in 1707, is fragile, too. Opinion polls show the Scottish public still roughly split on the issue. For now, the political path to an independent Scotland is blocked.

“It’s a stalemate, there is no settled will for independence, but equally we have to acknowledge that there is no settled will for union either,” said Nicola McEwen, professor of territorial politics at the University of Edinburgh.

“Reports of the demise of the independence movement and indeed of the SNP are somewhat exaggerated,” said McEwen, who added that “given everything that’s going on, maybe it’s surprising that support hasn’t declined more than it has.”

Operation Branchform, the code name for inquiry into the Scottish National Party’s finances, began in 2021 and was reported to have followed complaints about the handling of about 600,000 pounds, or about $750,000, in donations raised to campaign for a second vote on Scottish independence. In 2014, Scots voted by 55% to 45% against breaking away from the United Kingdom in a divisive referendum.

Sturgeon, who was released on Sunday after seven hours of questioning and who swiftly proclaimed her innocence, has not been charged. On Monday, her successor, Humza Yousaf, rejected calls for Sturgeon to be suspended from the party.

She is the third senior figure in the party to be arrested but not charged. Another is Sturgeon’s husband, Peter Murrell, the party’s former CEO who held the post from 1999 until March, when he resigned after accepting blame for misleading statements from the party about the size of its dues-paying membership.

The police investigation deepened in the weeks after Sturgeon’s surprise resignation and the fractious competition to succeed her that was won, narrowly, by Yousaf.

His leadership is still relatively new but, so far, he has struggled to match the high profile of his predecessor, or to advance toward the

prize that ultimately eluded her: Scottish independence.

Supporters have pressed for a second vote on Scottish independence after the first one failed in 2014. Their argument was bolstered by Brexit, which took Britain out of the European Union, because the majority of Scots who voted in the Brexit referendum of 2016 wanted to remain in the European bloc. They were outnumbered by voters in England and Wales who wanted to leave.

But, to have legal force, the government in London must agree to another vote on independence, and successive prime ministers have refused, insisting that the decision of 2014 stands for a generation.

Sturgeon hit another roadblock last year when she tested in court her right to schedule a referendum without approval from London. In November, Britain’s Supreme Court ruled against her.

Some hard-line voices favor unilateral action, perhaps holding a vote in defiance of London. Catalan separatists in Spain took that route in 2017, but it led to the imprisonment or exile of some independence movement leaders. And going outside the law would block an independent Scotland’s path toward membership in the European Union, the SNP’s objective.

Frustrated on all sides, Sturgeon finally proposed using the next British general election, which is expected in the second half of

2024, as a de facto independence referendum, making Scotland’s constitutional future the central question. Internal critics doubted the practicality of that idea, given that other political parties would not agree.

In an interview broadcast on Sunday, before Sturgeon’s arrest, Yousaf said he was confident that, even with recent setbacks, an independent Scotland was coming.

“Despite having some of the most difficult weeks our party has probably faced, certainly in the modern era, that support for independence is still rock solid. It’s a good base for us to build on,” he told the BBC. “I’ve got no doubt at all that I will be the leader that will ensure that Scotland becomes an independent nation.”

The party might have missed its moment, however. It is hard to see a more favorable backdrop for the independence campaign than the messy aftermath of Brexit, the chaotic leadership of the former prime minister, Boris Johnson — who was unpopular in Scotland — and the political dramas of 2022 when Britain changed prime ministers twice.

Paradoxically, while Brexit may have strengthened the political case for Scottish independence, it has complicated the practical one. Britain has left the European Union’s giant single market and customs union, and that implies that there would be a trade border between an independent Scotland and England, its biggest economic partner.

The years of gridlock and chaos that followed the Brexit referendum may also have scared some Scottish voters away from further constitutional changes.

In addition, the SNP has been criticized over its record in government, and the opposition Labour Party senses an opportunity to recover in Scotland, where it dominated politically before the SNP decimated it.

“Coming after dishonest claims of party membership, a very poor record in government and making no progress on independence, this simply adds to the SNP’s woes,” said James Mitchell, a professor of public policy at Edinburgh University, referring to recent events.

“It would be damaging enough to the SNP’s electoral prospects but with Labour looking ever more confident and competent in Scotland as well across Britain, it looks as if the SNP’s opportunity to advance its cause has passed.”

The next British general election might present Yousaf with a new opening if, as some pollsters predict, Labour emerges as the biggest party but without an overall majority. In that scenario, the SNP could try to trade its support for a minority Labour government in exchange for a promise to hold a second referendum.

The problem is that Keir Starmer, the Labour leader, has so far rejected any such deal. And, if some Scottish independence supporters vote for Labour to try and defeat the Conservative government, led by Rishi Sunak, the SNP could lose seats at Britain’s Parliament, weakening its hand.

Some analysts believe that the independence movement should concentrate on building wider popular support, including through other organizations and political parties, reaching out beyond the confines of the SNP and its supporters.

After all, Scotland’s union with England was entered into voluntarily, and were opinion polls to show around 60% of voters consistently favoring an independent Scotland, that would be difficult for a British government to ignore.

Even Yousaf acknowledges that is some way off, however. At present, he told the BBC, “it’s pretty obvious that independence is not the consistent settled will of the Scottish people.”

The question confronting him, his colleagues and the wider independence movement is how they intend to change that. “I don’t really see any signs of a strategy,” said McEwen, “that doesn’t mean there isn’t one, I just don’t see any evidence of it.”

Cuban government is responsible for death of dissident, report says

The Cuban government was responsible for the death in 2012 of a prominent political activist who had organized a movement that had sought to compel the government to allow more freedom, according to a report released Monday by an international human rights agency.

The activist, Oswaldo Payá, was killed in a suspicious car crash in eastern Cuba that his family and supporters always believed had been caused by the government.

At the time of his death, Payá, 60, was one of the most prominent members of the Cuban opposition, having gained international attention for leading a grassroots campaign behind a referendum that would have given Cubans the right to choose the country’s political system.

Cuban authorities had said that the crash happened after Ángel Carromero, a young Spanish politician who was driving the vehicle in which Payá was traveling, lost control and hit a tree. Carromero was later arrested and sentenced to four years in prison for vehicular manslaughter.

But the independent investigation, which took a decade to complete and reviewed evidence and testimonies from several witnesses, contradicts the government’s findings. Payá’s car was hit by an official government car, causing it to crash, according to the report by the Inter-American Commission on Human Rights, which is part of the Organization of American States.

Another passenger, Harold Cepero, a rights activist, was also killed.

The commission found “serious and sufficient evidence to conclude that state agents participated in the death” of the two men. “Both were subjected to various acts of violence, harassment, threats, attempts on their lives, and, finally, a car crash that caused their deaths.”

Cuban officials did not immediately respond to requests for comment. The island was excluded from participating in the Organization of American States, which former President Raúl Castro called an “instrument of imperialist domination.” A 2009 resolution lifted that suspension, but Cuba never rejoined.

Payá was the founder and leader of the Christian Liberation Movement, a dissident party pushing for a multiparty democracy on the island, which has been ruled by an authoritarian communist regime for more than six

decades.

His efforts culminated in the late 1990s in the Varela Project, a petition calling for a national referendum to overhaul the ruling system, including open elections, free speech

and amnesty for political prisoners. The proposal represented a defiant rebuke to the iron grip that Fidel Castro, the country’s leader at the time, held on Cuba.

In response, authorities detained Vare-

la activists and forced some petition signers to rescind their signatures. Payá was “under constant surveillance and harassment,” the report by the commission said. The effort to hold a referendum ultimately failed.

After the car crash, Carromero was taken to a hospital where he was surrounded by soldiers, the report said. He explained that another car had crashed into them and forced them off the road, but a Cuban official insisted there had been no collision.

“Of course, I replied, that was a lie, that there had been no accident, but a blatant attack. He punched me in the face,” Carromero told the international commission. He has said the government pressured him to support their version. He also told the commission that the official said, “Your future will depend on your confession.”

The commission called on Cuba to offer reparations for the human rights violations committed against Payá and Cepero, begin a thorough investigation to clarify what happened and punish those responsible.

“Government officials tried to blame their deaths on a car accident, but the Payá family knew better,” said Kerry Kennedy, the president of Robert F. Kennedy Human Rights, the group that took the case to the human rights commission, in a video posted on Twitter.

Payá, a charismatic leader, posed a legitimate threat to the regime, said Angelita Baeyens, the Kennedy organization’s vice president of international advocacy and litigation.

“They could not just kill him,” she said. “They needed to silence him in a way that seemed like an accident, otherwise he would become a martyr, which he did.”

Baeyens acknowledged that the commission’s findings were largely symbolic since Cuba will almost certainly not comply with any of the panel’s recommendations.

“This verdict proves what we have always known, which is that the Cuban regime assassinated my father and Harold Cepero on orders that could not have come from anyone other than the top of the Cuban intelligence apparatus,” said Rosa María Payá, Payá’s daughter.

Rosa María Payá founded an initiative, CubaDecide, in 2015 to transform Cuba’s repressive political system.

“We have lived with the pain of the Cuban regime assassinating my father,” she said. “We have seen the great failure of the dictatorship, which did kill the man but could not kill his legacy.”

Does the US government want you to believe in UFOs?

In UFO arcana, one of the figures claiming a whistleblower’s knowledge of a secret U.S. program to reverse-engineer recovered alien technology is a man named Bob Lazar.

Here’s how Lazar has told the story: As a physicist educated at Massachusetts Institute of Technology and Caltech, he was hired by the U.S. Navy in the 1980s to work as a technician at “S-4,” a subsidiary of Area 51. By his account, the facility contains nine recovered flying saucers; in addition, Lazar has claimed glimpses of alien cadavers and briefings on human contact with the Zeta Reticuli star system.

Heady stuff, this — except that Lazar isn’t actually a physicist, he was never hired by the Navy, he didn’t graduate from MIT or Caltech, and his only possible connection to military installations is a brief stint at a contractor firm associated with Los Alamos.

So to believe his story, you have to believe that once he turned whistleblower, the Men in Black magically erased all evidence of his resume. Alternatively, you can just assume that Lazar is an all-American bunkum artist — an impression that his later career as a chemical salesperson frequently in trouble with the law does little to dispel.

The Lazar story is a useful backdrop to the latest round of claims about secret U.S. programs involving

alien technology, which just appeared on the technology website The Debrief. Useful, first, because of the familiarity; once again, we have a whistleblower claiming knowledge of long-hidden work on otherworldly crafts.

But useful also because of the difference. The wouldbe whistleblower in this case, David Grusch, isn’t touting fraudulent credentials; he’s a former national security professional who was assigned to the then-newlycreated Unidentified Aerial Phenomena Task Force (lately rebooted as the All-domain Anomaly Resolution Office) from 2019-22. That assignment appears to be the basis for his claims, he’s operating through normal national security channels in making this report, and he has other figures with some kind of governmental background speaking in his support.

That doesn’t mean that you should believe him. My general view is that the UFO-encounter phenomena seems in continuity with supernatural experiences reported across the long premodern past — abductions into faerie realms, especially. As such, the experiences are more likely to offer evidence of either some kind of strange Jungian unconscious or of actual supernatural realms than they are to involve interplanetary visitors from Zeta Reticuli.

The possibility of literal spacecraft stashed in U.S. government hangars, meanwhile, piles up two immenseseeming improbabilities. First, that nonhuman species cross oceans of space or leap interdimensional barriers using unfathomable technology and yet somehow keep crashing and leaving souvenirs behind. Second, that human governments have been collecting evidence for generations without the truth ever being leaked, uncovered or just blurted out by Donald Trump.

But this whistleblower’s mere existence is evidence of a fascinating shift in public UFO discourse. There may not be alien spacecraft, but there is clearly now a faction within the national security complex that wants Americans to think there might be alien spacecraft, to give these stories credence rather than dismissal.

The evidence for this shift includes the military’s newfound willingness to disclose weird atmospheric encounters. It includes the establishment of the task force that Grusch was assigned to. It includes the government’s bizarre behavior, secretive in an attentiongrabbing way, around the military shootdowns of what were presumably balloons earlier this year.

It also includes other examples of credentialed figures, like Stanford pathology professor Garry Nolan, who claim they’re being handed evidence of extraterrestrial contact. And it includes the range of strange stories being fed to writers willing to operate in the weird-science zone.

I am not a personal recipient of hints and tidbits — though my DMs are open if you have them — and I have no definite theory of why this push is happening. Maybe it’s because there really is something Out

There, and we’re being prepared for the big reveal. Or maybe the dose of Pentagon funding that Harry Reid engineered for studying the paranormal back in 2007 allowed a cluster of UFO enthusiasts to infiltrate the defense establishment. Or maybe there’s always a Deep State network of occult-knowledge believers — think of the Cold War experiments in psychic research — and they’ve just become more media-savvy lately.

Or maybe it’s a cynical effort to use unexplained phenomena as an excuse to goose military funding. Or maybe it’s a psy-op to discredit critics of the national security state — to make, say, Tucker Carlson look bad by persuading him to believe in aliens and then doing a debunking.

Actual aliens would be more interesting than Deep State cranks or psy-ops. But all these scenarios make for pretty strange stories about how our government operates.

So you should be following the UFO beat even if you don’t think aliens are out there — because the truth might be weird enough.

BARCELONETA – El gobernador Pedro Rafael Pierluisi Urrutia, confirmó el martes que la generación eléctrica de emergencia en la isla se ampliará en 200 megavatios a más tardar a finales de julio o principios de agosto.

“Ya tenemos 150 megavatios. Los próximos 200 megavatios se instalarán en la planta de San Juan. Se espera que estos generadores estén en operación a más tardar a finales de julio, quizás principios de agosto”, señaló PierluisiUrrutia a preguntas de la prensa.

El mandatario también reveló que ha cursado una solicitud a la directora de la Agencia Federal para el Manejo de Emergencias (FEMA, por sus siglas en inglés) y a la Secretaria Federal de Energía para que reconsideren la capacidad de generación, dada la reciente ola de calor y el consumo energético que ha alcanzado su punto máximo.

Las gestiones se dan en medio de una lucha por estabilizar el sistema eléctrico de Puerto Rico, que ha sufrido de cortes frecuentes y problemas de generación. El gobernador afirmó que el sistema está actualmente estable y que más del 98 o 99 por ciento de los clientes tienen servicio.

“Estamos haciendo todo lo que está en nuestro

alcance para que el sistema esté estable, que es lo que está ahora mismo, porque yo monitoreo el sistema a diario”, concluyó.

Diversas organizaciones del sector privado en Puerto Rico instan a la Secretaria del Departamento de Energía Federal a agilizar la instalación de los generadores de energía prometidos por FEMA, según una petición enviada el 13 de junio.

“Solo la mitad de esa promesa se ha cumplido. Los generadores instalados por el Cuerpo de Ingenieros de los Estados Unidos solo suman 350

megavatios. Esto apenas cubre la deficiencia actual del sistema y solo el 20 por ciento de la reserva requerida del sistema”, declaran en la carta enviada por el sector privado.

En la carta, se recuerda la promesa realizada por FEMA en noviembre de 2022 de instalar en la isla generadores que suplementarían la generación de energía con al menos 700 megavatios de potencia adicional. Esta promesa permitiría desconectar sistemáticamente las plantas de energía de la isla para realizar las reparaciones importantes necesarias.

El comisionado del Negociado, Nino Correa Filomeno, explicó que se ofrecieron adiestramientos sobre los Planes Operacionales de Emergencias, Coordinación Federal, Programa de Mejora Continua, Nuevo Proceso de Solicitud de Recursos, entre otros temas. “Ahora, trabajamos directamente con

los jefes de agencias, sobre los planes de emergencia operacionales en caso de una emergencia”, destacó Correa Filomeno.

Por su parte, el secretario del Departamento de Seguridad Pública, Alexis Torres, resaltó la importancia del seminario como un espacio de aprendizaje e intercambio de conocimientos y experiencias. Mientras, el coordinador de la Agencia Federal para el Manejo de Emergencias en Puerto Rico, Orlando Olivera, expresó que este ejercicio fortalece la co -

laboración entre el gobierno estatal y el gobierno federal.

Finalmente, Correa Filomeno recordó que en caso de una emergencia, se activa el Centro de Operaciones de Emergencia, donde las agencias gubernamentales coordinan la ayuda necesaria. Las peticiones de alcaldes, refugios, otras agencias y de la ciudadanía llegan a este centro, donde cada coordinador interagencial se activa para atender la situación.

‘It’s about the art form’: Flamenco Vivo Carlota Santana turns 40

In the hothouse atmosphere of flamenco dance, where passionate display of the self is prized, divas abound. But Carlota Santana isn’t one of them.

“I’m not a fantastic flamenco dancer,” she said recently. “I know that, and I think other people know that, too.”

And yet she has accomplished something worth showing off: She has kept a flamenco company going in the United States for 40 years. Such longevity is extremely unusual, but so is Santana’s approach. Although her name is part of her company’s, Flamenco Vivo Carlota Santana, it’s no accident that flamenco comes first. She isn’t the star performer. She isn’t the choreographer either. “It’s about the art form,” she said.

That self-effacing focus can be a little confusing. Because Santana no longer performs and never choreographed, her company has long lacked the clear identity — the defining artistic signature — of a choreographer-led troupe. Over the years, as dancers and dance-makers have cycled through, Flamenco Vivo has often seemed to be a different company with each appearance: now pathbreaking and high-quality, now tame or generic.

The incarnation performing in the company’s anniversary season at the Joyce Theater in New York this week is on the high-quality side, led by the Spanish dancer and choreographer Emilio Ochando. Much of the cast overlaps with that of “Fronteras,” the acclaimed show the company brought to the Joyce last year. But, characteristically, it also includes different guest stars, including the esteemed dancer Maria Bermudez, who first performed with group in the 1980s.

Where in all of this is Santana? “She’s the one who makes everything happen,” Bermudez said.

It’s been like that from the start. The troupe began life in New York City, in 1983, as Spanish Dance Arts Company,

led by Roberto Lorca, a choreographer from California. Santana, born in upstate New York, had recently given up a career as a psychiatric social worker when she fell in love with Spanish dance and went to Spain to study. Back in New York, she took Lorca’s dance class and became his dance partner. Together, they decided to form Spanish Dance Arts Company. “We wanted people to feel what we felt about the dance,” she said.

Santana asked the dancer Maria Benitez, who had founded a flamenco company in 1972, how it was done. Benitez, she said, told her to get a good typewriter.

The advice pointed to Santana’s role. She performed with the new company while Lorca directed and choreographed, but she also wrote the grant applications and filled out the paperwork that made it all possible. And after Lorca died of AIDS, in 1987, Santana continued in this role, bringing in others to choreograph, new people every few years (and eventually settling on the group’s current name).

Flamenco Vivo became an organization rather than just a dance company. From the beginning, Santana was dedicated to arts in education. Flamenco Vivo now teaches workshops in dozens of New York City schools and in North Carolina, where Santana lives part time, periodically teaching flamenco at Duke University.

More recently, Flamenco Vivo has expanded its education of preprofessional flamenco dancers. A relationship with a prestigious competition in Madrid, el Certamen de Coreografía de Danza Española y Flamenco, led to the founding of a New York version that combines training with prizes. (I once served as an unpaid judge.)

Where in New York City can such dancers rehearse? Not many studios allow hard-soled shoes to hammer their floors. In 2009, Flamenco Vivo converted two rented squash courts on the top floor of what used to be the Columbia University Club in

Midtown Manhattan into rehearsal spaces. Far from glamorous, the rooms are among the few places in the city where percussive dancers are welcome. Tap dancers and Mexican folkloric troupes sometimes rent the studios, bringing the company income, but a plaque on the wall proudly states “By Flamencos, For Flamencos.”

This is where the company was rehearsing last week, while Santana was still in North Carolina. Ochando ran the mostly Spanish dancers through his intricate group choreography.

“She loves to make opportunities,” he said. When he tells Santana his ideas, he added, she doesn’t substitute hers; she figures out how to realize his. “This isn’t normal” for directors, he said.

Bermudez, also there rehearsing, said that Santana “seems very cut and dry, very practical, but what her work reveals is a love and respect and care for the art.”

Bermudez pointed out that while many companies, including her own, specialize in one aspect of flamenco, Flamenco Vivo is “like a fan” — displaying a wide range of styles, traditional to modern, and employing an array of practitioners, veteran to up-and-coming. “You never know what you’re going to see, and that’s why audiences keep coming back,” she said.

During her interview, Santana hesitated to reveal where she was born — “when I started, you had to be born in a cave in Granada,” she said — or the age at which she started dancing: her late 20s. This was an expression of anxiety about being taken seriously in flamenco. But 40 years is an indisputably serious figure.

They also serve who make things happen.

Pat Sajak, longtime ‘Wheel of Fortune’ host, says he will retire

The show, created by Merv Griffin in 1975, features contestants who try to guess the letters in word puzzles to compete for cash, of which more than $250 million had been awarded since it premiered, according to Sony.

Griffin, who died in 2007, choose Sajak to host the program in 1981, succeeding Chuck Woolery, the show’s original host.

Before joining “Wheel of Fortune,” Sajak had been working in Los Angeles as a weather forecaster for KNBC, according to the show.

“The nice thing about working in local TV in LA,” Sajak once said, according to the show, “is that the decision-makers are watching you every night.”

Sajak’s retirement will create a void in game show programming that draws few parallels other than the exit of Alex Trebek, the longtime host of “Jeopardy!,” which paired with “Wheel” in syndication since Griffin revived it in 1984. Trebek died at age 80 in 2021.

Sajak was born in Chicago on Oct. 26, 1946. After graduating from high school, he attended Columbia College Chicago, and he began working for a local radio station for its overnight programming from midnight to 6 a.m., according to the Hollywood Walk of Fame, which awarded Sajak a star in 1994.

In 1968, Sajak joined the U.S. Army and was sent to Vietnam, where he worked on Armed Forces Radio, according to the “Wheel of Fortune.” When he returned stateside after his discharge from the Army, Sajak spent five years at a TV station in Nashville, Tennessee, where he worked as a weather forecaster and talk show host.

He then moved to Los Angeles, where he eventually worked for KNBC, not only as a weather forecaster, but also on a Sunday talk show.

Pat Sajak, who has been one of the most familiar faces on American television for over four decades as the host of “Wheel of Fortune,” announced earlier this week that he will retire next year.

“The time has come,” Sajak, 76, said on Twitter. “I’ve decided that our 41st season, which begins in September, will be my last.”

“Wheel of Fortune” has been one of the most watched syndicated shows on American TV for most of Sajak’s run as host. It became a pop culture phenomenon — known for its catchphrase “Can I buy a vowel?” — and spawned board games, toys, clothes and the spinoff show “Celebrity Wheel of Fortune.”

Suzanne Prete, executive vice president of game shows for Sony Pictures Television, said in a statement Monday night that the studio was “incredibly grateful and proud to have had Pat as our host for all these years.”

Sajak agreed to continue as a consultant for three years after his final season, Prete said.

It was unclear who would take over the hosting duties after Sajak retires.

Vanna White, Sajak’s longtime co-host, did not post any comment on social media Monday night. She briefly stepped in for Sajak in 2019, when he needed an emergency surgery to fix a blocked intestine.

While White filled in for Sajak, his daughter, Maggie Sajak, took over White’s puzzleboard duties. Maggie Sajak is a social correspondent for the show, posting digital content.

“It was a weird show,” Sajak said in an 1988 interview of his time at KNBC. “You’d be out on a trout farm interviewing people who had nothing to do with fish, or they’d send us to a Polish kielbasa festival to conduct a debate between opposing factions on gun control. It was good training, in retrospect. You learned how to tap dance.”

In 1989, Sajak attempted a brief foray into late-night TV. “The Pat Sajak Show” took on Johnny Carson and David Letterman but was canceled in 1990.

Sajak has also had a number of cameos on several TV shows and movies, such as “Muppets Haunted Mansion” and “Airplane II: The Sequel.”

During his tenure as host, more than 10,000 people have auditioned for “Wheel of Fortune,” according to Sony Pictures Television, the studio that owns it.

Fashionistas born in Latin America and the Caribbean grow up admiring and loving two names, Oscar de la Renta and Carolina Herrera. These two visionaries created labels that became global powerhouses respected by critics and jetsetters all over the world. Their designs, worn by best dressed women, royals and celebrities for decades, are very elegant, very high end and oh so wearable.

De la Renta died in 2014 and in 2018 Herrera stepped down as creative director of her brand. That meant skeptical followers like myself doubted the companies they founded could survive or even evolve with the same elegance, glamour and style.

We love the color combinations, the stripes, the florals, but more than anything the blurred floral patterns in bright colors modeled with bold accessories in black and white polka dots. To me, that is the heart of the collection. Dotted heels, pumps, wide belts and oversized sun hats in black and white, and green and white, worn with ruffled floral blouses, long sarong skirts, tight sundresses, hooded bomber jackets and striped tops. Kudos for the crochet tank top and skirt in orange, the cropped boleros over candy colored bralettes and the strapless tent dress.

My favorite look, the classic Carolina Herrera white button down collared shirt. This time worn with a long hip-hugging full skirt in thin blue stripes, a black crochet midi, and a short sequined mini skirt in bright colors.

When Dr. Frank Clark was in medical school studying to be a psychiatrist, he decided to write his first poem.

“All that chatter that is in my head, everything that I’ve been feeling, I can now just put it on paper and my pen can do the talking,” he said, recalling his thoughts at the time.

Back then, he was struggling with depression and had been relying on a number of things to keep it at bay, including running, therapy, medication and his faith.

“I had to find something else to fill the void,” he said. It turned out that poetry was the missing piece in his “wellness puzzle.”

“I saw an improvement in my mood,” said Clark, who now sees patients in Greer, South Carolina. “It gave me another outlet.”

The notion that art can improve mental well-being is something many people intuitively understand but can lose sight of — especially if we have become disconnected from the dancing, creative writing, drawing and singing we used to enjoy as children.

But there’s a “really robust body of evidence” that suggests that creating art, as well as activities such as attending a concert or visiting a museum, can benefit mental health, said Jill Sonke, research director of the University of Florida Center for Arts in Medicine.

Here are a few simple ways to elevate your mood with the arts.

Try the three-drawing technique

Dr. James Gordon, a psychiatrist and founder of the Center for Mind-Body Medicine, pioneered the “three-drawing technique.” It is featured in the new book “Your Brain on Art: How the Arts Transform Us.”

“In my experience, art like this goes beyond words in helping us to understand what’s going on with ourselves and to understand what we should do with it,” Gordon says in the book.

You don’t need to be good at drawing — stick figures are OK. Start by quickly drawing yourself; don’t overthink it. The second drawing should show you with your biggest problem. The third drawing should show you after your problem has been solved.

This exercise is meant to encourage self-discovery and help give people agency in their healing. It can be done with or without a therapist, said Susan Magsamen, an assistant professor of neurology at the Johns Hopkins University School of Medicine and a co-author of the book.

Color something intricate

If you are one of the many people who have turned to

adult coloring books, it may not come as a surprise that research suggests this activity can help ease anxiety.

Coloring within the lines — of an intricate pattern, for example — appears to be especially effective. A study that evaluated college students, and another that assessed older adults, found that spending 20 minutes coloring a mandala (a complex geometric design) was more helpful at reducing anxiety than free-form coloring for the same length of time.

Susan Albers, a clinical psychologist at the Cleveland Clinic and the author of “50 Ways to Soothe Yourself Without Food,” described coloring as a “mini mental vacation.” When we focus on the texture of the paper and choose the colors that please us, it becomes easier to tune out distractions and stay in the moment, she said.

“It’s a great form of meditation for people who hate meditation,” she added.

Enjoy more music

Listening to music, playing an instrument or singing can all be beneficial, research shows.

A 2022 study, for example, surveyed more than 650 people in four age groups and asked them to rank the artistic activities that helped them “feel better” during the 2020 pandemic lockdowns. The youngest participants, ages 18-24, overwhelmingly rated musical activities as most effective. Across all age groups, “singing” was ranked among the top activities.

Other studies have found that singing reduces levels of

cortisol, a hormone that the body releases when it is under stress. As one example, mothers who had recently given birth and regularly sang to their babies had less anxiety.

Magsamen noted that music can be effective at reducing stress because things like rhythm and repetitive lyrics and chords engage multiple regions of the brain.

“I sing in the shower,” Magsamen said. “I sing at the top of my lungs to the radio.”

Write a poem

Clark has continued to write poetry since graduating from medical school and offered some tips for those interested in trying.

First, banish any thoughts that you aren’t creative enough. “I think a lot of times we are our own worst critic,” he said. “I believe anybody can write poetry.”

Start with a simple haiku, Clark suggested. Haikus consist of just three lines — the first and last lines have five syllables and the middle has seven.

Consider involving your friends, too — a suggestion from a 2020 paper in the Journal of Medical Humanities that explored poetry’s “healing power.”

As the authors wrote, “Simply by reading a poem once a week, sharing a poem with a friend or spending five to 10 minutes to free write about a favorite memory, a current idea, a worry or hope can all be effective first steps in experiencing the benefits of poetry.”

Denver Nuggets beat Miami Heat for first NBA championship

It took 56 years and 38 playoff appearances for the basketball team nestled in the high plains just east of the Rocky Mountains to finally reach the peak of its sport.

It took an unheralded center from Serbia who turned into the most formidable player in the game and a Canadian point guard who found himself again after a long and arduous recovery from a career-threatening knee injury. It took patience, collaboration and a discipline born of trying, failing and learning how to keep climbing just a bit higher.

The Denver Nuggets are NBA champions.

They clinched the first title in franchise history Monday night on their home court at Ball Arena in Denver, 5,280 feet above sea level — the highest altitude at which any NBA championship has been won. They beat the Miami Heat, 94-89, in Game 5 to seal the victory. They were led by center Nikola Jokic, who stood quietly at the back of the stage holding his 1-year-old daughter as his team celebrated during the trophy presentation, and by point guard Jamal Murray, who cried as he looked up at the thousands of fans roaring for him. The rest of Denver’s indefatigable eight-man rotation bolstered the team’s two biggest stars until the end.

“I got news for everybody out there,” Nuggets coach Michael Malone shouted, as the crowd erupted. “We’re not satisfied with one! We want more! We want more!”

Jokic was named the most valuable player of the finals, a nice complement to his two regular-season MVP awards. He finished Game 5 with 28 points, 16 rebounds and 4 assists, becoming the first player in NBA history to lead the playoffs in points, rebounds and assists.

“If you want to be a success, you need a couple years,” Jokic said. “You need to be bad, then you need to be good. Then when you’re good you need to fail, and then when you fail, you’re going to figure it out.

“I think experience is something that is not what happened to you. It’s what you’re going to do with what happened to you.”

The clinching game was neither pretty nor easy. Through the first three quarters, the Nuggets struggled to make 3-point

shots and convert free throws. They turned the ball over carelessly. Had they lost, they would have had to play Game 6 in Miami on Thursday. The pressure Monday may have frayed their nerves.

“You want to end it on your home court with all the fans there, your family there,” Murray said. “You want to end it on the home court so bad.”

The Heat had a 7-point lead at halftime and led by just 1 point at the end of the third quarter.

But in the fourth quarter, the Nuggets found the resolve to take the title. With about 10 minutes, 59 seconds remaining, Murray hit a 3-pointer — only the Nuggets’ third of the game — to give the Nuggets a 4-point lead. He pranced down the court as the Heat called a timeout. It was Denver’s largest lead since the first quarter.

Later, Murray struck again. This time, Aaron Gordon blocked a jumper by Heat guard Kyle Lowry, leading to a transition basket for Murray to give the Nuggets a 5-point lead.

And with less than 30 seconds remaining, Kentavious Caldwell-Pope stole a pass by Jimmy Butler and made both free throws after Lowry fouled him to give Denver a 3-point lead.

“I’m grateful, man, that we made it here,” Butler said afterward. “Came up short, but I’m blessed. I’m fortunate.”

With the win, the Nuggets departed a dubious club. There are now only 10 teams

in the league that have never won an NBA championship. Five have made it to the finals and lost, including the Phoenix Suns, who have come up short three times, most recently in 2021.

But the Nuggets had never even gotten that far, at least not in the NBA. Not since 1976, when they lost to the New York Nets in the American Basketball Association finals, had they reached a championship series.

The long drought helps explain why the Nuggets were underestimated all season. Pundits and oddsmakers questioned their ability to win, even after they took hold of first place in the Western Conference in December and never let go.

People wondered if Jokic, despite his superlative play, could lead a team this far — after all, he had never taken the Nuggets past the conference finals. Those questions may have cost him a third consecutive MVP award — an accomplishment that many said should be reserved for champions.

Some wondered if Murray would ever return to the elite level he had been playing at in 2021, when a knee injury just before the playoffs set him and Denver on a twoyear journey to fully reset.

Along the way, some role players found their stride, even if they mostly went unnoticed.

Caldwell-Pope, whom the Nuggets traded for last offseason, added defense, shooting and championship experience.

For a few playoff games, he brought in the ring he had won in 2020 with the Los Angeles Lakers and let his teammates hold it. None of them have one.

“They gave me an opportunity here, because of my championship, to be that leader — be vocal, let them know about my experience and how hard it is to get to this point we’re at now,” Caldwell-Pope said after Game 1. “I’m just trying to keep them motivated.”

Gordon, whom the Nuggets traded for in March 2021, happily became a defensive stopper after being the offensive star of the Orlando Magic.

“I’m not here for the credit,” Gordon said. “I’m here for the wins.”

Bruce Brown provided offensive sparks; Jeff Green added veteran calm; Christian Braun, a rookie, offered a youthful fearlessness that would pay off in the finals.

The Nuggets blasted through the Minnesota Timberwolves in the first round and then beat the Suns in six games. They swept the Lakers in the conference finals and then sat around for a week waiting to find out who they would meet in the finals.

Like the Nuggets, the Heat had taken a 3-0 lead in their conference finals series. But they faltered as the Boston Celtics fought back in the East, and won the next three games, forcing a decisive Game 7.

“When Boston won Game 6, we’d been sitting so long it almost felt like we wasn’t in the playoffs anymore,” Green said. “Because the only thing we was doing was watching them.”

Miami, propelled by its relentless star Butler, won Game 7 for the franchise’s seventh trip to the finals, this time as the No. 8 seed. A victory would have given Miami its first championship in a decade, one far more unexpected than the three it had won.

If people overlooked Denver this season, they ignored Miami outright. The Heat barely made the playoffs and then gave even ardent believers reason to doubt when they wavered against Boston. They had an us-against-the-world mentality heading into the finals when, for once, Denver seemed to have the world on its side.

And who could blame the Nuggets if that surge of confidence flowed to their heads?

Denver took Game 1, and Jokic notched a triple-double. Afterward, the Nuggets began to celebrate as if they could feel their championship parade rumbling already. They lost focus and allowed Miami to steal Game 2, even as Jokic scored 41 points. Malone scolded the Nuggets and questioned their effort. He wouldn’t have to do that again.

Jokic and Murray each had triple-doubles in Game 3 in front of a raucous crowd in Miami. In Game 4, Brown scored 11 points in the fourth quarter, stoking Miami’s desperation.

The Nuggets had some unusual visitors in their locker room after Game 4. Nuggets owner E. Stanley Kroenke and his son, Josh Kroenke, the team president, grinned brightly, each holding a can of Coors. The Nuggets had just taken a 3-1 lead in the finals, and they could feel that the franchise was closing in on its first championship. Only one finals team — the 2016 Cleveland Cavaliers — had ever been able to dig itself out of that deep a hole.

But the Nuggets players and coaches refused to acknowledge how close they were. They remembered what had happened after Game 1.

“We need to win one more,” Jokic said after Game 4. “I like that we didn’t relax. We didn’t get comfortable. We were still desperate. We still want it.”

Murray offered a bit more confidence. “We’re just

ready to win a championship,” he said. “We have the tools to do it. It’s been on our minds for a while.”

When Murray stood on the stage after Game 5, having finally won, ESPN’s Lisa Salters asked him about his journey, about how he couldn’t even walk two years ago today because of his knee injury. As she spoke, the crowd’s cheers drowned out her voice. Murray paused and looked up at them. Tears filled his reddened eyes.

“Everything was hitting at once,” Murray said later. “From the journey, to the celebration with the guys, to enjoying the moment, to looking back on the rehab, to looking back at myself as a kid.”

Malone’s mind was already on the next championship.

Pat Riley, the president of the Miami Heat, who has won nine NBA championships as either a player, assistant coach, head coach or executive, once shared with Malone a message that Malone used to have displayed in his office.

“It talked about the evolution in this game and how you go from a nobody to an upstart, and you go from an upstart to a winner and a winner to a contender and a contender to a champion,” Malone said. “And the last step is after a champion is to be a dynasty.”

But his players weren’t ready to think about that yet. As he spoke, they were dousing the locker room and each other with Champagne, drops of which sprinkled from the Nuggets logo on the ceiling. The players lit cigars, adding

the heavy scent of cigar smoke to their celebration.

Jokic popped in and out of the locker room, sometimes spraying Champagne on his teammates, sometimes pouring it right on their heads. He said many times during the playoffs that he was most proud of the success they’d had together.

He had been the first player off the court after the trophy presentation, and had walked to the locker room by himself holding his finals MVP trophy. He had been their best player throughout the season, but he wasn’t swept up in the ecstasy that had engulfed his teammates.

“It’s good,” Jokic said, when asked about his emotions after winning the championship. “We did a job.”

Another reporter tried again a few minutes later, this time asking if he was excited for the parade the city would have to celebrate the championship.

“When is parade?” Jokic said, turning to a Nuggets staff member in the room.

He was told it was Thursday.

“No,” Jokic lamented. “I need to go home.”

Then he finally relented just a little bit, and acknowledged that winning a championship felt “amazing.”

“It’s a good feeling when you know that you did something that nobody believes, and it’s just us, it’s just the organization, Denver Nuggets believing in us, every player believing in each other,” Jokic said. “And I think that’s the most important thing.”

Track star Tori Bowie died in childbirth

Track star Tori Bowie was eight months pregnant and in labor at the time of her death, according to an autopsy report shared with The New York Times. The autopsy lists respiratory distress and eclampsia as possible complications.

Frentorish Bowie, or Tori for short, a sprinter who competed at the Rio Olympics and won a silver medal in the 100 meters, a bronze in the 200 meters, and a gold in the 4x100-meter relay, died at 32. It was days before she was found.

Her death was confirmed by USA Track & Field on May 3. No cause of death or exact date of death was known. There were no signs of foul play

Preeclampsia, a dangerous condition characterized by high blood pressure that develops during pregnancy, can turn into eclampsia, a rare and severe complication characterized by seizures and the onset of a coma.

Many studies have shown a greater risk of preeclampsia among Black women in the United States. One of Bowie’s Olympic teammates, Allyson Felix, underwent an emergency C-section because of severe preeclampsia.

Background: She was discovered by deputies.

Sheriff’s deputies in Orange County, Florida, conducted a wellness check on Bowie on May 2 after she had not been seen or heard from in several days.

Officials at the Orange County Medical Examiner’s Office cautioned that her official cause of death could be pending for up to three months because of toxicology tests.

Her pregnancy had been confirmed at her funeral service on May 13. A program provided at the service near her hometown Sandhill, Mississippi, said Bowie was

preceded in death by a daughter, Ariana Bowie.

The same day, an official at the Orange County Medical Examiner’s Office confirmed a “baby Bowie” but declined to provide further information.

Track and field career: She was the world’s fastest woman.

Bowie’s ascension to the fastest woman in the world began on a basketball court in Sandhill.

Pisgah High School was too small to field separate basketball and track teams, so if Bowie wanted to play basketball, she would have to run track, too. She went on to help her track team win state titles, competing in the 100 meters, 200 meters, 4x100-meter relay and long jump.

When she was recruited by the University of Southern Mississippi, she said she would compete in track and field if she could try to make the women’s basketball team as a walk-on. She ended up sticking with track.

When she turned pro in 2013, her greatest potential seemed to be in the long jump. But she quickly transitioned to sprinting, and her career blossomed. Bowie became a three-time Olympic medalist at the 2016 Rio Olympics before

earning the title of fastest woman in the world with a win in the 100 meters at the world championships a year later.

She was generous with her success, her friend Antoine Preudhomme said, and would visit foster homes across Florida and Mississippi three to four times a year to deliver gifts and spend time with the children.

Her final years: She turned inward.

In the past few years, Bowie, who was always private, turned more inward and lost touch with many of the coaches who were part of her journey to the top of the sport.

“She even backed away from me,” her longtime agent, Kimberly N. Holland, said the day of the funeral. “But she always found her way back because of the bond we had.”

She had been excited about the pregnancy, Holland said. The two talked on the phone a few weeks before she died.

“It was one of the best conversations we’ve had in a long time,” Holland said over the phone Monday. “We just giggled like schoolgirls. We laughed so hard my stomach was hurting.”

Bowie agreed to go to Atlanta so Holland could help raise the baby. They were both so excited, Holland said, “just hearing the joy.” It was the last time they spoke.
