The New Progressive Party (NPP) minority leader in the island House of Representatives, Carlos “Johnny” Méndez Nuñez, is considering presenting legislation to transfer the oversight of public-private agreements for the generation, as well as transmission and distribution, of electric power, from the Public-Private Partnerships Authority (P3A) to the Puerto Rico Electric Power Authority (PREPA).
“The statements of the current executive director of the public administrations about the lack of oversight of the companies LUMA Energy and Genera Puerto Rico raise many questions and highlight a lack of technical capacity to responsibly and effectively supervise these contracts for the electrical reconstruction that is so vital for Puerto Rico,” Méndez said. “There are examples of effective oversight of a public-private partnership (PPP) such as the Luis Muñoz Marín International Airport, the Teodoro Moscoso Bridge and the PR-20 state highway, among others. We need a monitor of efficiency, metrics and transparency for the reconstruction of the electricity system.”
“We understand that PREPA has experts in the three parts of the electric grid (generation, transmission and distribution) to establish compliance metrics according to the service contracts signed with LUMA Energy and Genera Puerto Rico,” he added. “Similarly, it has a legal division with experience in energy matters that will allow a thorough investigation of the contract to be carried out, as well as field technical personnel to carry out periodic
inspections of electricity generating plants, as well as towers, substations and transmission and distribution lines.”
The island’s power system, one of the oldest in the world, was devastated by the impact of hurricanes Irma and Maria in 2017.
In an interview, P3A Executive Director Fermín Fontanés Gómez said “there have been some faults and failures in the operation of LUMA,” in reference to the operation of the transmission and distribution network.
“Oversight is essential for the operation of any contract of this magnitude,” Méndez said. “We cannot allow things to continue as they are. That is why we will be evaluating legislation for these purposes expeditiously. We will also discuss the matter with the executive director of PREPA, Josué Colón, to discuss this proposal, as well as the details to execute it within the governmental framework that we are in. What is happening, the constant and prolonged interruptions, cannot continue.”
The SaludArte Health Fair, aimed at the cultural, creative and artistic sector of Puerto Rico, will take place Saturday as an innovative event designed to promote and foster all-around wellness among the members of those communities.

The Integrated Transit Authority (ATI) has awarded a contract for the construction of a barge that will strengthen the maritime transportation and cargo network to Vieques and Culebra.
“Incorporating this new vessel to the ATI fleet represents a significant advance for transportation between the islands of Vieques and Culebra,” Transportation and Public Works (DTOP) Secretary Eileen M. Vélez Vega said. “With its greater load capacity, we will improve the efficiency and punctuality of services. Also, we will strengthen economic development and the quality of life of residents and visitors. This initiative underscores our commitment to providing safe, reliable and sustainable transportation solutions for all.”
ATI Executive Director Josué Menéndez Agosto added that the project is “yet another of the capital improvements to integrated transportation services” under the current administration.
“This acquisition represents a significant advance, given that the new barge will be owned by ATI, which eliminates the need to resort to rentals and, consequently, leads to considerable savings in terms of leasing expenses,” he said.

The barge is custom-made according to the needs identified by the administration of Gov. Pedro Pierluisi Urrutia as part of the Puerto Rico Maritime Transportation Service Project. The project is supported with a $2.8 million allocation of federal funds, and led by ATI, which is being funded for the first time by the United States Maritime Administration’s America’s Maritime Route program.
Menéndez Agosto said the barge will help overcome the
limitations of the current cargo vessel, which can only reach Vieques. Culebra is currently serviced by vessels that combine passengers and cargo. The barge to be built will not only be able to dock in Culebra due to its draft, but will also be able to more efficiently carry heavy cargo, such as construction equipment, tanker trucks, and fuel, among others, which will contribute to a better quality of life for residents.
The design and construction of the barge, as well as its transportation to the island, has a cost of $5.2 million in combined funds. It will be manufactured by Conrad Shipyards in Orange, Texas, and must undergo inspections by the U.S. Coast Guard and certifications issued by the American Bureau of Shipping. Menéndez Agosto pointed out that the aim is to standardize the maritime service fleet as part of the ATI’s transformation and reengineering plans.
A few months ago, the ATI began the process of acquiring four passenger vessels for the route between Ceiba and the offshore island municipalities at a cost of $70 million. The first is expected to be delivered at the end of this year.
This is in addition to other large-scale projects, such as constructing a permanent ferry terminal on the grounds of the former Roosevelt Roads base in Ceiba. Currently, a temporary installation is being used due to the damage that the old structure, located in Fajardo, sustained after the passage of hurricanes Irma and Maria in 2017.
The University of Puerto Rico (UPR) Mayagüez Campus (RUM) held its 111th commencement this week, in which 1,729 students received their bachelor’s, master’s and doctorate degrees in three ceremonies.
At two ceremonies on Thursday, students from the College of Engineering received their diplomas in the morning, and students from the College of Arts and Sciences graduated in the afternoon. On Friday, the Colleges of Business Administration and Agricultural Sciences were scheduled to graduate, with all events held at Rafael A. Mangual Coliseum.
During graduation, for the first time at RUM and UPR, master’s degrees in school psychology were awarded to eight students who completed this first step of the combined academic program leading to a doctorate in school psychology, in two areas of specialization: clinical psychology and neuropsychology.
The pioneering graduates of the aforementioned program, which began in 2020 at RUM, are Brenda M. Cintrón Rodríguez, Krystal Colón Rivera, Yan Lee Feng Ruiz, Lina M. Morales Bernal, Mónica Desireé Ruiz Ruiz, Maryliz Soto Quiles, Mariely Vélez Pérez and Angélica Cristina Zayas

The 2024 class is made up of 891 men, or 52%, while 838, or 48%, are women. The honor roll is made up of 870 students, or 57% of the 1,521 students earning their baccalaureate degree. Of the 40 Summa Laude, 15 met the requirements to receive the Luis Stefani Raffucci Grand Prix, graduating with a grade point average if 4.0. Meanwhile, 530 were Magna Laude, and 300 were Laude.

Puerto Rico Public-Private Partnerships Authority (P3A)
Director Fermín Fontanés Gómez said Thursday that his agency’s oversight of LUMA Energy is limited to its compliance with the terms of the 15-year concession contract and that the Puerto Rico Energy Bureau (PREB), which just a week ago completed performance standards, monitors the quality of the service provided to consumers.
Fontanés appeared at a hearing of the Economic Development Committee of the island House of Representatives to explain his role as administrator of the contract with LUMA, which has been the target of criticism for failing to maintain reliable service after almost three years as the operator of the island’s electricity transmission and distribution system.
Fontanés said his office depends on the information provided by the PREB, which just this week completed the performance standards to evaluate the private operator. He said he has eight of his office’s 15 employees monitoring the contract, but of those eight, only three focus on compliance.
Asked by one of the lawmakers if he did not think his job is to protect public interest and ensure people have power, Fontanés replied that the PREB is the entity with the technical expertise.
The PREB has not submitted any reports to the P3A about violations to the contract, he said.
Lawmakers asked Fontanés about the cancellation of the contract with LUMA. According to the document, there are at least four events that could lead to such a cancellation. They are LUMA’s failure to comply with a material obligation of the contract; any violation of law by LUMA, as determined by a competent court; LUMA’s failure during a period of three consecutive contractual years with the minimum level of performance in three or more of the key metrics approved by the PREB; and if the conditions precedent for the start of the

operation of the transmission and distribution system are not satisfied, including the exit of the Puerto Rico Electric Power Authority (PREPA) from the bankruptcy case under Title III of the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA.
Fontanés said the cost of canceling the contract without cause would be up to $300 million, but he could not specify costs if there was a cause.
Fontanés gave assurances that his agency is conducting an investigation into the recent blackouts on the island whose findings will determine whether the LUMA Energy consortium failed to comply with its contract.
He said Francisco Portela, who is the assistant energy secretary at La Fortaleza and is the person in charge of looking at renewable energy projects, also helps in the monitoring of the contract.
Fontanés, however, revealed that La Fortaleza has not in-
quired recently about the possible cancellation of the contract.
“Those are conversations we have had in the past, but not over the past two weeks,” he said. “All we are doing is trying to determine the causes of the latest events to determine who is at fault.”
Popular Democratic Party Rep. Jesús Santa Rodríguez questioned the reasons behind having the PREB, which is the island’s energy regulator, oversee the contract, noting that it has the appearance of a conflict of interest. The lawmaker said that while the Ports Authority monitors the concession at Luis Munoz Marin International Airport and the Department of Transportation and Public Works monitors the highway concessions, he insisted the PREB should not be monitoring the contract as a regulator.
However, PREPA is not monitoring the contract.
Fontanés stated meanwhile that he is not satisfied with LUMA’s performance amid the frequent failures in the electrical system, particularly in the island’s southern region, that have occurred in recent weeks.
The P3A chief guaranteed during the public hearing that there is no request from LUMA Energy for a new increase in the customer rate after it emerged that the consortium requested an increase in the electricity bill from the PREB to cover maintenance costs and other services.
“There is no request for a rate increase and, in fact, since LUMA has been here it has not asked for or requested a rate increase,” Fontanés said. “Those increases that the people have suffered have been tied to fuel prices that none of us has control over.”
The official noted that the information arose from a budget request for fiscal year 2025 that will be divided between LUMA Energy, Genera PR and PREPA. He added that there is a “limited pot of funds in the fee,” so the three parties are now “fighting” over those items.
The community organization Casa Pueblo de Adjuntas demanded on Thursday before the Decolonization Committee of the United Nations (UN) that the United States facilitate Puerto Rico’s energy independence as a measure of colonial reparation.
Arturo Massol Deyá, the associate director of Casa Pueblo, urged the immediate transition toward renewable energy sources and the decentralization of the energy system.
“We have experienced unjust and undemocratic energy transitions,” Massol Deyá asserted in his presentation. “Under Spanish rule, slavery was the energy base, and under the North American flag they enslaved us to fossils.”
Massol Deyá emphasized the failure of the privatization of the electrical system, evidenced by continuous blackouts that put the health and safety of people at risk and hinder the island’s economic development. In contrast, he pointed to
Casa Pueblo’s achievements after Hurricane Maria, promoting solar energy in Adjuntas.
“At Casa Pueblo we promote the protection of nature and community-based energy to democratize and self-determine this region,” Massol Deyá said. “We have operated with solar independence since 1999 and after Hurricane Maria we have moved forward, building energy freedom for more than 200 residences.”
The Casa Pueblo director warned against the prolongation of the use of fossil fuel sources and stressed the need to avoid the use of agricultural land for solar installations.
“Puerto Rico has enough roof area on existing structures to install the entire solar infrastructure,” he stated.
The community leader also insisted that the U.S. government’s investment in solar installations must not perpetuate a dependent colonial model.

“Such that federal allocations are not to induce more debt and where we end up paying for the sun to companies in Texas or California,” he said.

Thunderstorms could threaten parts of New Mexico with more flash flooding Thursday, forecasters said, after heavy rain complicated efforts from firefighters to contain two fast-moving wildfires that have killed two people and prompted the evacuation of thousands of residents.
The rain could help control the blazes, authorities said, which were still expected to burn for several days. But it also presented its own dangers, prompting the evacuation of some emergency crews to higher ground Wednesday as water levels rose.
Parts of New Mexico, including Mora County and San Miguel County, were under flood warnings until Thursday morning, with heavy rain spilling over a burn scar in Calf Canyon/Hermit’s Peak.
The wildfires, named the South Fork and Salt fires, began amid sweltering temperatures this week. In all, they have burned more than 23,000 acres. The South Fork fire, the larger of the two, has burned more than 16,000 acres and destroyed 1,400 structures, according to the Southwest Area Incident Management Team.
About 500 of those structures were believed to be homes, Gov. Michelle Lujan Grisham said at a news conference Wednesday night, adding that the damage made the fires among the most devastating in New Mexico’s history.
Three flood rescues have taken place and several people remain unaccounted for, said Lujan Grisham, who had earlier declared a state of emergency in Lincoln County and
with some areas receiving 2.5 inches of rain in a half-hour.
“Water rescues are ongoing in the Ruidoso area as floodwaters surge down the slopes from nearby burn scars,” the weather service said on social media Wednesday, describing the situation as “extremely dangerous.” It declared a flash-flood emergency for Ruidoso and some surrounding areas, and issued severe thunderstorm and flood warnings for several New Mexico counties. Officials in Ruidoso said Wednesday afternoon that they were stopping operations in certain areas near the fire because of the warnings. “As the units and crews leave these areas,” the officials said on social media, “they will be evacuating anyone that is still in the area to higher ground.” Earlier, firefighters in air tankers and helicopters dropped water and retardant on the flames, while firefighters on the ground constructed firelines.

Two people who died were found Tuesday in or near the village of Ruidoso, New Mexico, which is between the two fires, according to the New Mexico police on Wednesday. One
victim, whom the police identified as Patrick Pearson, 60, was found on the side of a road near a motel with burns, the police said. The other victim, who was found in the driver’s seat of a burned vehicle on a road, was not immediately identified.

The Red Cross said Wednesday that more than 528 people had sought refuge at nine emergency shelters, and that hundreds of meals and snacks had been provided to them. The organization said it was also providing emotional support, relief supplies and health services, and that more disaster workers were on the way.
The South Fork fire was discovered around 9 a.m. Monday in the Mescalero Apache tribal area. The Salt fire was discovered a few miles away on Monday afternoon and has since burned more than 7,000 acres of tribal land in mostly inaccessible mountain terrain.
About 8,000 people had been evacuated from Ruidoso and the surrounding area by Tuesday evening, New Mexico’s forestry division said.
M. Urbina, a trailblazing Latino lawyer who scored victories for civil liberties as an empathetic federal judge and for civil rights as a record-breaking track star — helping to fuel an epochal protest at the 1968 Olympics — died on Monday in Washington. He was 78.
His death, in an assisted living facility, was caused by complications of Parkinson’s disease, his son, Ian Urbina, said.
Ricardo Urbina, the first Latino appointed to the Superior Court of the District of Columbia and the U.S. District Court in Washington, figured most prominently in cases that originated with the federal government’s war against terrorism, and that put him at odds with the administration of President George W. Bush.
In 2007, he extended habeas corpus rights to Shawqi Ahmad Omar, a citizen of Jordan and the United States who was about to be transferred to Iraqi custody to be tried as a terrorist.
In 2008, Urbina ordered the release of a number of prisoners being held at the Guantánamo Bay detention camp in Cuba, including 17 from the Uyghur Muslim minority in western China. They had been imprisoned since 2002, but the judge ruled they did not threaten the security of the United States.
In 2009, Urbina dismissed the indictment of five Blackwater Worldwide security guards who had pleaded not guilty in the shooting deaths of 17 Iraqi civilians in Nisour Square in Baghdad while the guards were under U.S. government contract to escort an embassy convoy.
The judge accused State Department lawyers of a “reckless violation of the defendants’ constitutional rights” by claiming that they could be fired if they refused to be interviewed about the massacre and that their statements would not be used against them in a criminal proceeding. An appeals court reinstated the charges against four of the guards; they were convicted in 2014.
Ricardo Manuel Urbina was born on Jan. 31, 1946, in Manhattan and was raised in East Harlem and then in Jackson Heights, Queens, where he moved with his family when he was 8. His father, Luis, an immigrant from Honduras, was a machinist. His mother, Ramona (Hernandez) Urbina, who was originally from Puerto Rico, was a secretary.
Ricardo was a high school and college middle-distance track star. He set several records at various distances as a student at Monsignor McClancy Memorial High School in Queens, from which he graduated in 1963, and he won several titles, including the 1966 NCAA indoor championship in the 880-yard run, as a student at Georgetown University.
In May 1966, The New York Times described his performance at a New York Athletic Club meet in Pelham Manor, New York, where he finished in one minute and 48.3 seconds, as “exceptional under any circumstances.” (It was disallowed as a meet record, the Times reported, only because
the starting gun was fired before any official at the starting line had blown a whistle to alert the timers.)
Urbina graduated from Georgetown in 1967 with a degree in English and Hispanic culture. “I had started college trying to fulfill my parents’ wish that they have a doctor in the family — but organic chemistry ate me alive,” he recalled in an interview with Columbia University’s Center for Oral History in 2013.
He was studying law at Georgetown when he was rejected for membership in the New York Athletic Club, where he would have been the first Black member. The club, which the Times described in 1967 as “a citadel of white Christianity,” was considered the pre-eminent training ground for college graduates aspiring to make the U.S. Olympic team.
He was told only that the membership “quota” of track and field athletes had been met, but in an interview in 1968 with The Hoya, the Georgetown student newspaper, Urbina blamed “a 100-year-old history of discrimination toward Negroes, Jews and other minorities by the NYAC.”
Urbina was listed as white on his birth certificate, but he identified as Black, as his mother had. He said at the time that he was less interested in becoming a symbol of the Black Power movement than in inspiring young Puerto Ricans, like those who cheered him at track meets with chants of “Vaya, Ricardo.”
“I got a lot from athletics that I couldn’t have gotten at home or at school,” he told the Times in 1967. “I learned to stick to something, have faith in myself and confidence in others, like the coach, and to look at people as equals.”
He missed making the 1968 Olympic team in the trials by less than a second.
His rejection in October 1967 prompted the Black Panthers to picket the Millrose Games at Madison Square Garden and triggered a boycott of the Athletic Club’s 1968 track meet, also at the Garden. The protest drew the support of the Rev. Martin Luther King Jr., Jackie Robinson and Muhammad Ali as well as Black American sprinters Tommie Smith and Lee Evans.
Six months later, in what some viewed as a culmination of his challenge to the NYAC, during the medal ceremony for the 200-meter sprint at the Olympics in Mexico City, Smith and the Black American runner John Carlos, in silent protest over the plight of African Americans, raised black-gloved fists as the U.S. national anthem played and bowed their heads away from the American flag.
Decades later, Urbina’s grandson, Aidan, would describe the episode in a school history project as “one of the most iconic Black protests in modern history.”
After law school, Urbina worked as a public defender, practiced law privately and taught at Howard University Law School. He was appointed an associate judge of the Superior Court of the District of Columbia by President Ronald Reagan in 1981 and nominated to the District Court in 1994 by President Bill Clinton. He retired in 2012.

Smoke in the cabin. A tire blowout. A cracked windshield. No shortage of problems can affect a flight, fueling traveler anxiety and contributing to thousands of daily delays and cancellations around the world.

Problems happen.
Several alarming air travel incidents have made headlines in recent weeks — a sharp plunge toward an ocean, an unnerving wobble that damaged the tail of a plane and an aborted departure after an apparent engine fire.
But the most common mishaps and malfunctions, even if hair-raising, are not typically severe, experts said.

The same is true of the wide range of mechanical or maintenance issues that can come up before takeoff, which might force a pilot to hold a plane at its gate or return to the gate from taxiing. Those incidents are important to understand and address, but they are often minor, experts said.

Flying is a complex, gravity-defying feat that’s repeated thousands of times each day in a wide range of conditions. So travelers should not be surprised when things go wrong, said Amy Pritchett, a pilot and professor of aerospace engineering at Pennsylvania State University.
“Little small components will always start to burn out or break,” she said. “There will always be potholes in the pavement in the taxiway that jostles something. There’s always questions of whether the weather is good enough to fly, whether you might hit turbulence or not. All these things are sources of variability that need to be actively managed.”
Flying is safe.
Another thing for travelers to keep in mind is that serious flight problems are extremely rare, experts said.
Flying is safer than driving or traveling by train in part because safety is built into the design of everything from air traffic control to the airplane itself. Important systems and procedures have backups, there are rarely single points of failure, pilots receive intensive and repeated training, and airlines prepare for a wide range of possible outcomes.
“It’s the safest form of transportation ever designed by humankind,” said John Cox, a former airline pilot who runs a safety consulting firm. “Be careful driving to the airport.”
“The pilots are saying, ‘I’ve been highly trained, I’m highly educated in this airplane, and we have to return to the gate and get the experts involved out of an abundance of caution,’” said Shawn Pruchnicki, a former airline pilot and an assistant professor at the Center for Aviation Studies at Ohio State University. “That is the system working perfectly. That’s a good thing.”
Sometimes, such problems can derail a flight or take an airplane out of commission. But in other cases, they can be fixed quickly. And because airplanes are packed with fail-safes, there are times when a flight with a malfunctioning system can safely proceed simply by re-
Over the past several decades, commercial aviation safety in the United States has improved more than fortyfold, according to a 2022 analysis of commercial aviation safety conducted by the National Academies.
According to the National Transportation Safety Board, typical causes of accidents include turbulence, hard landings, collisions on the ground with other planes or vehicles, and component failures, such as a malfunctioning wing flap or engine.
Flying is so safe in part because the industry generally responds to every problem, even those that pose little threat. In the United States, airlines, manufacturers and agencies like the Federal Aviation Administration and the NTSB are constantly monitoring and reviewing risks and hazards in air travel.
“The level of systems that are in place monitoring current-day commercial air transport are profound,” Pritchett said. But this doesn’t mean that anyone involved can lose vigilance in assessing the possibility of danger, she added.
And while trips are occasionally cut
short, experts said, diverting a flight from its destination generally reflects due caution by pilots, airlines and air traffic controllers, not a life-threatening emergency. “Could we continue to our destination?” said Kenneth Byrnes, a pilot and an associate professor who leads the flight training department at Embry-Riddle Aeronautical University. “Yes, but is it the safest thing to do?”
Perspective is important.
When a mishap occurs, it’s important to keep some context in mind, experts said.
A casual observer might notice, for example, that many problems seem to affect two types of planes: Boeing 737s and Airbus A320s. But those plane families make up more than half of the commercial jets in service, so they are naturally reflected most in news coverage.
Experts also warned against confirmation bias. When an airline or a manufacturer figures in a headline-generating episode, the media and the public tend to be on alert for other problems involving the company, even those that have little to do with the company or that might not even be significant enough to attract much attention from safety agencies.
“When something happens, you need time to discover and learn about exactly what happened, and why did it happen,” said Jeff Guzzetti, a former accident investigator for the FAA and the NTSB. “That’s something that you can’t do in a news cycle or even two news cycles.”
It can take the NTSB months, and sometimes more than a year, to conduct investigations, which culminate with safety recommendations to prevent future accidents.
After a fuselage panel blew off a 737 Max during a flight in January, Boeing was intensely scrutinized, and rightly so, experts said. But several also said they received many calls from reporters in the months afterward seeking comment on problems involving Boeing planes in cases that had little to do with the company.
“Just because it’s a Boeing airplane that has a mechanical problem doesn’t necessarily mean that has anything to do with Boeing,” Pruchnicki said.
In the episode involving the fuselage panel, the plane was virtually new, focusing attention on the manufacturer. But a manufacturer is probably not at fault when a problem occurs with a plane that was delivered years earlier and has been flying safely since, experts said.

With ballistic missiles regularly flying nearby, Japan and South Korea need little reminder of the threat that North Korea and its nuclear arsenal poses to its neighbors. But the stunning revival of a Cold War-era mutual defense agreement during a visit this week by President Vladimir Putin of Russia to Pyongyang, the North’s capital, amped up the pressure on some of the hermit kingdom’s closest neighbors.
Putin and North Korea’s leader, Kim Jong Un, agreed that if one country found itself in a state of war, then the other would provide “military and other assistance with all means in its possession without delay,” according to the text of the agreement released Thursday by the North’s official Korean Central News Agency.
Analysts were still sorting through the text of the agreement to understand how far it would extend, either in terms of Putin’s war in Ukraine or any future conflict on the Korean Peninsula. But the pledge, along with indications that Russia could help bolster North Korea’s continuing quest to build its nuclear capabilities, rattled officials in Japan and South Korea.
Kim has grown increasingly hostile toward South Korea and this year abandoned a longtime goal of reunifying with the South, however unlikely that might have been. Now he describes the South solely as an enemy that must be subjugated, if necessary, through a nuclear war. And he has often tested his ballistic missiles by flying them toward Japan, demonstrating North Korea’s provocative stance toward its former colonizer.
Kim’s alliance with Putin, analysts said, would escalate tensions in northeast Asia by sharpening a divide between the democratic partnership among the United States, South Korea and Japan on the one side, and the autocratic camp of Russia, North Korea and China on the other.
“It is bad news for international efforts to prevent North Korea from advancing its nuclear and missile technologies,” said Koh Yu-hwan, former head of the Seoul, South Korea-based Korea Institute for Unification Studies.
Putin’s protracted war in Ukraine has led him to deepen relations with Kim. U.S. and South Korean officials say he has sought and received Soviet-grade ammunitions from Pyongyang — accusations that both Moscow and Pyongyang deny.
The war in Ukraine has loomed large in the region. “The Ukraine of today may be the East Asia of tomorrow,” Prime Minister Fumio Kishida of Japan has often said.
“We are seriously concerned about the fact that President Putin did not rule out military-technical cooperation with North Korea,” Yoshimasa Hayashi, Kishida’s chief
Cabinet secretary, said at a news briefing in Tokyo.
South Korea sharply criticized the agreement, saying it was “sophistic and absurd” for North Korea and Russia — which have a history of starting war in the Korean Peninsula and in Ukraine, respectively — to pledge military cooperation under the assumption of coming under attack first.
“We emphasize that any cooperation that directly or indirectly helps North Korea strengthen its military power violates U.N. Security Council resolutions and should be subject to international monitoring and sanctions,” the South Korean government said in a statement. It also vowed to strengthen defense cooperation with the United States and Japan to counter the nuclear and missile threat from North Korea.
In addition, South Korea planned to “review” its policy of not providing Ukraine with lethal weapons for use in the war with Russia, said Chang Ho-jin, the national security adviser for President Yoon Suk Yeol.
In some respects, the meeting between the two authoritarian leaders, both desperate for outside support, provided a bit of an I-told-you-so moment for the United States and its Asian allies, who have been preparing in recent years for growing security challenges from North Korea as well as China, and sometimes have faced domestic political headwinds for doing so.

“It was not that long ago that Russia was backing U.N. sanctions on North Korea,” said James D.J. Brown, a professor of political science at the Tokyo campus of Temple University who specializes in relations between Russia and East Asia. “So it confirms that Russia is not only not implementing sanctions themselves but actively undermining them and will help North Korea to evade sanctions.”
In Seoul, the meeting between Putin and Kim was likely to revive discussion of whether South Korea should consider arming itself with nuclear weapons as well as start anticipating what might happen if Donald Trump is reelected president of the United States.
“It is time for South Korea to have a fundamental review of its current security policy, which depends almost totally on the U.S. nuclear umbrella to counter the North Korean nuclear threat,” said Cheong Seong-chang, the director of the Center for Korean Peninsula Strategy at the Sejong Institute.

“I think it shows how prescient President Biden, President Kishida and President Yoon were to spend political capital,” Rahm Emanuel, the U.S. ambassador to Japan, said in an interview. “It was prescient not just from a political standpoint, but from a strategic standpoint because now Russia and North Korea” may be developing weapons together.
The revival of a Cold War-era mutual defense pledge between North Korea and Russia in this fraught global moment spooked other countries in the region.
“What I think is more dangerous is that it shows that the relationship will be more long term than perhaps we initially thought and that it may be more strategic than transactional,” said Bruce Klingner, a senior research fellow in Asian studies at the Heritage Foundation in Washington. “We don’t know the parameters of how far each country will go in support of each other.”
At the very least, it shows that Russia is willing to flagrantly dismiss U.N. sanctions.
In one respect, the growing bond between Russia and North Korea could help cement the recently revived ties between Tokyo and Seoul as well as their three-way cooperation with the United States. Many analysts have worried that a change of administration in either the United States or South Korea could endanger these relationships. (Japan is considered relatively stable.)
“In some ways it sets up the justification to continue trilateralism after potentially a Trump administration comes in or if progressives come in Korea,” said Jeffrey Hornung, a senior political analyst who specializes in Japan at the RAND Corp. in Washington. “Even though it doesn’t change what Seoul or Tokyo should be doing, it definitely adds a new factor of what they have to consider.”
But an editorial in Hankyoreh, a leftleaning daily newspaper in Seoul, questioned the wisdom of close cooperation among the United States, Japan and South Korea, saying it had put South Korea “consistently in conflict with China and Russia, two countries with a huge influence on the Korean Peninsula’s political situation. It’s time to reflect on whether this skewed approach to diplomacy hasn’t had the effect of contributing to the development of relations between North Korea and Russia.”
Despite the drama in Pyongyang this week, some analysts said that the biggest worry for the region remains the rising military ambitions of China.
“The maritime buildup in the East China Sea or South China Sea or in space and cyber and a multi-domain war capability — they all justify our new policy,” said Kunihiko Miyake, a former Japanese diplomat and a special adviser at the Canon Institute for Global Studies in Tokyo. Putin’s visit to North Korea, he said, “is just another example, and not the biggest example” of threats in Asia.

Alberto, the first named storm of the Atlantic hurricane season, made landfall on the northeastern coast of Mexico as a tropical storm early Thursday, unleashing heavy rain, flooding and gusty winds, forecasters said. At least four people died in events related to the storm, which later weakened into a depression, officials and forecasters said.
The deaths were all in Nuevo León, where a man received an electrical shock while trying to make repairs to his house, Gov. Samuel García said in a televised interview Thursday.
A teenager was trapped by currents in a river and drowned after trying to recover a ball, Erik Cavazos, the director of civil protection in Nuevo León, told reporters earlier. Two children were electrocuted crossing a pond that was in contact with a live cable, he said.
The El Universal newspaper, citing local emergency authorities, reported that the child who drowned was 16 and the two others were 12.
The National Weather Service warned Thursday that Alberto remained a large storm, and that “life-threatening flooding and mudslides” were likely in the higher elevations of northeastern Mexico. Rainfall totals of 20 inches were possible. Maximum sustained winds of 45 mph later eased to 35 mph, the center said.
Alberto’s impact extended into southern Texas with heavy rains.
In Texas, tides surged beneath elevated houses in some coastal cities since Wednesday morning, including in Surfside Beach, which is about 40 miles southwest of Galveston. The city closed its beach earlier this week and warned visitors to stay away. By early Thursday, a tropical storm warning for more than 2 million people from San Luis Pass southward to the mouth of the Rio Grande was discontinued.

The flow of two of the rivers that run through Nuevo León’s capital, Monterrey, had increased considerably in a matter of hours. By Thursday morning, civil protection authorities in Monterrey had reported traffic accidents and vehicles stranded on flooded streets.
Meteorologists said the storm was expected to lose strength throughout the day as it moved farther inland.
Still, for some states in Mexico, the storm’s arrival was a welcome respite amid a water crisis and scorching heat waves.
“We are waiting for these rains, which are going to be very beneficial,” Luis Gerardo González, the Tamaulipas state civil protection coordinator, said in a radio interview Wednesday.

Last week, I went to Venice, where I was invited to participate in an arts conference. It was the first time I’d been back in 32 years.
Venice is one of those bucket-list places, a city so extraordinary you want to see it at least once. But unless you’re the kind of fabulous person who regularly attends the Biennale or the Film Festival or owns a palazzo, it may not be somewhere you return. It’s small, it’s expensive, it’s overcrowded, and it’s sinking.
Then again, it’s Venice.
For those of us who love to travel, the question of whether to revisit a place you’ve been to before is a repeated conundrum. You go back to some places to see certain people or to visit in the company of new people. You return to see what you missed or to see it again. Whichever way, return travel is as much an act of time travel as it is a geographic one.
You’ve changed, and the place has changed. You’re visiting not simply a place, but a place captured in a moment in time — one that exists for you in the past and to a past version of yourself.
Travel writers often wrestle with this. “By day I wander the alleys and monuments that had so fascinated me as a young man,” legendary travel writer Colin Thubron wrote on returning to Damascus, Syria, in 2017 after 50 years. “Sometimes I find myself gazing through his eyes, remembering the youthful enchantment of entering an old mosque or a sultan’s tomb.”
For me, the simple idea that 32 years could pass since I first went to Venice seemed impossible. Surely my adult life couldn’t contain intervals that long.
I first went to Venice toward the end of a month traveling solo in Italy following a junior year abroad. Even during that “Let’s Go” time when guidebooks still boasted of Europe on $35 a day, Venice was prohibitively expensive. My only realistic option in Venice was a youth hostel housed in a former nunnery on an outlying island.
It had rained nearly every day in Italy that June, enough to merit a mention in The International Herald Tribune. Tourism was suffering, and even Venice had largely emptied out. I, too, felt sodden. In Venice, I hadn’t the time nor the money to enter the famed Basilica, which I admired under a flimsy umbrella from rain-drenched San Marco Square.
I don’t remember much about that visit. When I dug my photo album out from a storage crate before leaving this time, my pictures of Venice were dim and unfamiliar.
Today, of course, our travels revisit us regularly. Our photos, more plentiful, are right here on our phones, served to us algorithmically through the iPhone’s “Memories” function. We watch friends’ and strangers’ Instagram stories of the same locations. It’s become harder to avoid losing your memories altogether.
Over 32 years, new information about Venice had filtered my own. I’d read travel writer Jan Morris’ immortal 1960 book on Venice and that of Venice devotee Judith Martin, which I reviewed for The New York Times Book Review. I saw new movies, from “The Wings of the Dove” to “The Italian Job” remake, that cast Venice as a place of tragic beauty and elusive wealth. I watched older ones like 1973’s “Don’t Look Now,” in which a dilapidated, almost corroded Venice served as a backdrop to menace and terror, and Paul Schrader’s 1990 “The Comfort of Strangers.”
It became hard to reconcile my faded version of Venice with all the data I’d absorbed since. Venice, the headlines told me, was flooded; Venice was sinking; Venice was possibly saved. The pandemic crushed and then perhaps rescued Venice’s tourism industry. The city had become so overcrowded, it had started charging entry fees, yet was conflicted about being treated like a museum rather than a living city.
All this led to a certain amount of trepidation. Had Venice become overly commercialized, ruined in the interim?
Every traveler has been told on one journey or another, “You should have been here 30 years ago.” You missed Angkor Wat when it was largely abandoned. Beijing when the sky was still blue. Iceland before Instagram.
It can seem like you’ve always arrived too late. And if you return, you can’t help but draw comparisons between the way you once saw it and what lies before you now.
Or perhaps not. Late in life, Morris, who died in 2020 at age 94, said she couldn’t remember her first sight of Venice, a city she revisited enough times to fill four books and, in her words, “a couple of million” articles. But Morris said of Venice, “In my experience, anyway, it remains a place of unpoisoned

and un-mechanized welcome. But there, it’s all in the mind.”
So how did the Venice in my mind compare with the city I returned to?
Venice was not at all what I’d remembered. Nor was it what I feared. The city, it turns out, has not been ruined. It was certainly crowded, but its crowds were tolerable, perhaps because they circulated along the same well-trod paths. And the city compensated, thrumming with contemporary art as much as with its preserved history, its palazzos turned into private museums boasting exhibits by artists like Pierre Huyghe and Christoph Büchel. My 17-year-old son, freshly graduated from high school, came along for the trip, and I got to look on as he saw Venice for the very first time. I, too, felt like I saw it for the first time. If I never end up returning, I’ll have left with no regrets. This time, I’ll remember it well.

PPD concluye escrutinio de primarias sin contratiempos y se prepara para elecciones generales

SAN JUAN – La comisionada electoral del Partido Popular Democrático (PPD), licenciada Karla Angleró González, junto con el comisionado alterno, licenciado Gerardo “Toñito” Cruz, anunciaron el jueves la culminación exitosa del escrutinio de primarias de los 2,440 colegios mediante un proceso transparente y democrático, reafirmando que cuentan con un equipo comprometido para las elecciones generales de noviembre.
“Nos complace informar que hemos concluido el escrutinio en el PPD de manera eficiente y sin contratiempos. El proceso se llevó a cabo en el tiempo que establecimos desde el inicio luego de las primarias del dos de junio,” resaltó Angleró en declaraciones escritas.
La comisionada detalló que el proceso comenzó el cinco de junio con los recuentos para las candidaturas a
los 114 precintos. En total, el PPD tuvo 38 primarias divididas en 21 alcaldías, 10 Distritos Representativos, cuatro Distritos Senatoriales, además de las posiciones por acumulación y la gobernación.
Angleró destacó la transparencia del proceso, que contó con observadores de los diferentes candidatos en todo momento del escrutinio. “La transparencia de un proceso democrático justo para todos los candidatos ha sido siempre nuestra prioridad,” afirmó Angleró.
El comisionado electoral alterno, Gerardo Cruz, subrayó la importancia de este logro en la preparación para las elecciones generales de noviembre. “Hemos dado un paso de avance en nuestro camino hacia esa ruta ganadora para las elecciones generales. Ahora, con el escrutinio finalizado, podemos enfocarnos en los preparativos necesarios para asegurar una jornada electoral exitosa y transparente,” afirmó Cruz.
SAN JUAN – El alcalde de San Juan, Miguel A. Romero Lugo, anunció el inicio de trabajos de reconstrucción y mejoras en las aceras y las paradas de guaguas de en el área del Condado. Este proyecto es financiado por fondos solicitados por la administración de Romero Lugo a la Federal Transit Administration (FTA, por sus siglas en inglés) y fue adjudicado mediante subasta pública a la compañía WEST LLC.
“Nos place informar que continuamos muy activos en la asignación de fondos para llevar a cabo múltiples proyectos de mejoras, revitalización y construcción a través de toda la ciudad. Esperamos ver los resultados y la revitalización de esta importante zona de la capital en los próximos 18 meses. El proyecto de mejoras dará inicio en la Avenida Ashford a partir del lunes, 24 de ju-
nio, cuando comenzará la movilización del contratista. El mismo incluirá la reconstrucción en hormigón de las aceras, la iluminación, infraestructura para cámaras de seguridad y la reconstrucción de rampas para personas con discapacidades para que cumplan con los parámetros legales que se requieren. Esta primera fase comprende desde la calle Washington hasta la Avenida Condado”, indicó Romero Lugo.
Este proyecto es parte de más de los 200 proyectos anunciados por el alcalde de San Juan en su mensaje de presupuesto los cuales incluyen diversos proyectos que se encuentran entre las fases de planificación, diseño, subasta y construcción para realizar mejoras capitales de infraestructura en facilidades deportivas, centros de salud, centros comunitarios, parques, aceras, calles y centros de edad avanzada, entre otros. La inversión aproximada en los proyectos impulsados por la administración
de Romero Lugo durante el presente cuatrienio sobrepasan los 420 millones de dólares.

SAN JUAN – La investigación preliminar del Departamento de Justicia sobre unos contratos municipales suscritos por el exalcalde de Cataño, Félix “el Cano” Delgado Montalvo, concluyó que no existen elementos constitutivos de delito para tomar acción penal, informó el jueves el Secretario de Justicia, Domingo Emanuelli Hernández.
“La conclusión de Justicia fue justificada por el Panel sobre el Fiscal Especial Independiente (PFEI), que aunque acogió la recomendación de no tomar acción penal, entiende que el asunto merece un examen más profundo desde el punto de vista administrativo,” expresó Emanuelli Hernández en declaraciones escritas.

La preocupación de Alicea Vasallo radicaba en la vaguedad de los informes suscritos por estos contratistas, careciendo de una descripción detallada de sus servicios. Aunque la División de Integridad Pública y Asuntos del Contralor (DIPAC) de Justicia no encontró ilegalidad, el Panel encontró preocupaciones administrativas fuera de su jurisdicción penal. Estas preocupaciones fueron detalladas para el referido a la Oficina del Contralor y la Oficina de Ética Gubernamental.
El Panel señaló que “la contratación de servicios profesionales o consultivos se debe realizar excepcionalmente y solo cuando la entidad gubernamental no cuente con los recursos internos necesarios o cuando la experiencia del contratista sea necesaria para los fines contratados,” según el Artículo 2 de la Ley para Establecer Parámetros Uniformes en los Procesos de Contratación de Servicios Profesionales y Consultivos para las Agencias y Entidades Gubernamentales del ELA.
Donald Sutherland, whose ability to both charm and unsettle, both reassure and repulse, was amply displayed in scores of film roles as diverse as a laid-back battlefield surgeon in “M*A*S*H,” a ruthless Nazi spy in “Eye of the Needle,” a soulful father in “Ordinary People” and a strutting fascist in “1900,” died Thursday in Miami. He was 88.
His son Kiefer Sutherland, the actor, announced the death on social media. CAA, the talent agency that represented Donald Sutherland, said he had died in a hospital after an unspecified “long illness.” He had a home in Miami.
With his long face, droopy eyes, protruding ears and wolfish smile, the 6-foot-4 Sutherland was never anyone’s idea of a movie heartthrob. He often recalled that while growing up in eastern Canada, he once asked his mother if he was good-looking, only to be told, “No, but your face has a lot of character.” He recounted how he was once rejected for a film role by a producer who said, “This part calls for a guy-next-door type. You don’t look like you’ve lived next door to anyone.”
Yet across six decades, starting in the early 1960s, he appeared in nearly 200 films and television shows; some years he was in as many as half a dozen movies. “Klute,” “Six Degrees of Separation” and a 1978 remake of “The Invasion of the Body Snatchers” were just a few of his other showcases.
And he continued to work well into his last years, becoming familiar to younger audiences through roles in multiple installments of “The Hunger Games” franchise, alongside Brad Pitt in the space drama “Ad Astra” (2019) and as the title character in the Stephen King-
inspired horror film “Mr. Harrigan’s Phone” (2022).
Sutherland’s chameleonlike ability to be endearing in one role, menacing in another and just plain odd in yet a third appealed to directors, among them Federico Fellini, Robert Altman, Bernardo Bertolucci and Oliver Stone.
“For me, working with these great guys was like falling in love,” Sutherland said of those filmmakers. “I was their lover, their beloved.”
He was far from a willing lover early on; he acknowledged having been unduly rigid about how a role should be played. But by 1981, he was telling Playboy magazine that “film acting is about the surrender of will to the director.” He was so in thrall to some directors that he named his four sons after them, including Kiefer, named in homage to Warren Kiefer, with whom he had worked early in his career. He also had a daughter, Rachel, Kiefer’s twin.
Sutherland first came to the attention of many moviegoers as one of the Army misfits and sociopaths in “The Dirty Dozen” (1967), set during World War II. His character had almost no lines until he was told to take over from another actor.
“You with the big ears — you do it!” he recalled the director, Robert Aldrich, yelling at him. “He didn’t even know my name.”
While Sutherland worked almost nonstop to the very end, some of his more memorable roles fell in a stretch from 1970 to 1981, when he appeared in 34 films, often playing men who walked a fine line between sanity and madness — and on occasion erased that line. His fascist in Bertolucci’s “1900” (1976), his heavily made-up Lothario in “Fellini’s Casanova” (1976) and his murderous World War
II spy in “Eye of the Needle” (1981) were examples of his capacity for the grotesque and the ominous.
But he could also be winningly irreverent, as in a pivotal early role: Hawkeye Pierce, an insolent mobile-hospital surgeon, in Robert Altman’s “M*A*S*H” (1970), set during the Korean War but with distinctly Vietnam-era sensibilities. Ten years later, he stretched his emotional range further in “Ordinary People,” Robert Redford’s debut as a director, in which he played a beleaguered suburban husband and father struggling to hold his family together after a son drowned. Although his character may seem weak, “he’s really the only one in the family with some idea of what is wrong,” Vincent Canby wrote in The New York Times.
One of the actor’s more controversial roles was in Nicolas Roeg’s “Don’t Look Now” (1973), which is set in Venice and has supernatural overtones. Sutherland and Julie Christie, as his wife, had a sex scene so hot that it left a long-lingering question as to whether there was, in fact, copulation. He insisted there was not, but she left open the possibility.
In “Klute” (1971), another early triumph, Sutherland was a small-town policeman crossing paths with a big-city call girl played by Jane Fonda. He and Fonda then began an affair that lasted three years; their relationship dovetailed with his most conspicuous burst of political activism, which matched hers.
In 1971, he joined Fonda and other actors in a comedy troupe called FTA that toured military towns, performing satirical sketches infused unmistakably with an anti-Vietnam War spirit. The group’s initials stood for Free the Army, though soldiers recognized a far less dainty meaning.
Although Sutherland’s politics leaned leftward, he told Playboy, “I didn’t like doing anything political within the United States because I am, after all, Canadian.” But, he added, “there was a huge Canadian participation in the war, and so I felt, on this, I had a right.”
Despite the critical acclaim that he usually enjoyed, he never received an Academy Award nomination. There were other honors, though, including a 1995 Emmy for his role as a Soviet investigator in “Citizen X,” an HBO film. He also won two Golden Globes — for “Citizen X” and for his 2002 portrayal of presidential adviser Clark Clifford in HBO’s “Path to War.”
Some years, Sutherland was so busy racing among film projects that he lived life almost as if he were double-parked. Well-received performances included his pot-smoking professor in “National Lampoon’s Animal

House” (1978), the mysterious X in Oliver Stone’s “JFK” (1991), the self-important father in “Six Degrees of Separation” (1993), the kindly Bennet in “Pride & Prejudice” (2005), a lascivious astronaut in “Space Cowboys” (2000) and the president in the dystopian “Hunger Games” series of the 2010s.
But there were pans, too — be it for his sexually repressed accountant in “The Day of the Locust” (1975) or his country doctor in “Apprentice to Murder” (1988), or for a flock of forgettable offerings like “Beerfest” (2006) and “S*P*Y*S,” a failed 1974 attempt to rebottle the allure of “M*A*S*H.” Sutherland was well aware of the stinkers. “I don’t go into any picture saying, ‘Oh, boy, this is going to be a bad one,’” he told The Boston Globe in 1981. “I try to be right. But when I’m wrong, I’m really off the wall.”
His earliest acting gigs were onstage in London, where he had gone to learn his craft, but his was not a notable theater career. He received reasonably good reviews in 2000 for his performance as a prizewinning author in Éric-Emmanuel Schmitt’s “Enigma Variations,” staged in Los Angeles, Toronto and London. But the notices were disastrous for Edward Albee’s 1981 Broadway adaptation of Vladimir Nabokov’s “Lolita,” and Sutherland did not escape unscathed. Frank Rich of the Times wrote that in a sex scene, his Humbert Humbert “gasps and pants and bobs like a fleabag comic cavorting at a stag dinner.” The play closed after 12 performances.
Donald McNichol Sutherland was born July 17, 1935, in Saint John, a coastal town in New Brunswick. One of three children of Frederick McLae Sutherland, a salesperson, and Dorothy (McNichol) Sutherland, a math teacher, Donald lived his formative years in Bridgewater, Nova Scotia.

Recently, the Club Cívico de Damas of Puerto Rico (CCDPR) held its annual major fund-raising event at the Caribe Hilton Hotel, titled “Hat Show — The Royalty.” This year, Jannette Rivera Pedroso, president of CCDPR, and the Hat Show committee chose to benefit “Cocina del Angel,” operated by SFM Charities. This organization provides services and food to older adults who have been abandoned or have been victims of crime.
Close to 500 people attended the event, mainly women who wore their best gala-worthy dresses and hats to “give life, hope, and dignity to our older adults.” Additionally, this year’s Hat Show was dedicated to CCDPR’s fourtime past president, Wanda Navajas, who was recognized for her hard work and dedication to those in need. Maricarmen Aguayo presided over the event’s organization committee to make the event a success. The guests enjoyed a dance pre-
sentation and lovely lunch, culminating with the hat contest, which included renowned judges Caridad Fernández, Jorge Roig, Rafael Torrech, Javier Martínez, Cynthia Rodríguez and Annette Vaillant.

On April 15, 2024, Walmart Inc. became aware of an error that occurred on February 14, 2024 and affected a subset of digital pharmacy patient profiles, which caused information about one patient to be visible to another patient. Walmart immediately began investigating to determine the extent of the personal information impacted.
The investigation revealed that the first and last name, date of birth, and gender of some patient’s digital pharmacy profiles may have been visible to another patient. The issue was due to an error. The security of Walmart’s systems was not impacted. If you logged into your online pharmacy account between February 14, 2024 and April 18, 2024, it is possible you were affected by this error.
Walmart takes this matter very seriously and the company is fully committed to protecting the privacy and security of protected health information. We have addressed the error, and we are also continuing to evaluate additional safeguards to help prevent this type of incident from occurring in the future.

In the late innings of a minor league game on Tuesday night at Rickwood Field in Birmingham, Alabama, fans throughout the grandstand, suddenly and almost in unison, began staring at the news on their phones: The great Willie Mays had died, at 93, in California.
An inning later, a tribute video played on the scoreboard overlooking the outfield where Mays played his first professional game as a teenage phenom for the Birmingham Black Barons, and the loudspeaker blared “Say Hey (the Willie Mays Song),” recorded in 1954 by the R&B group the Treniers.
“I was shocked,” said Randy Ferguson, 70, a member of the Friends of Rickwood, the nonprofit organization that oversees the ancient ballpark. He was standing outside a small museum underneath the stands, where the next day fans would line up to see Mays’ flower-draped Hall of Fame plaque, the first time it has left the wall in Cooperstown since it was installed at his induction in 1979. “I have chill bumps. I can’t think of any place to be than here.”

At 114 years old, Rickwood Field is the nation’s oldest professional ballpark, the first place Mays played pro ball and the last ballpark still standing that he called home. To honor the legacy of the Negro Leagues, Major League Baseball scheduled a game in Mays’ hometown between the San Francisco Giants, Mays’ old team, and the St. Louis Cardinals, that was to be played on Thursday.
The Rev. William H. Greason, 99, who was the first Black pitcher for the Cardinals in the 1950s, has been a pastor in Birmingham for more than a halfcentury since retiring from baseball. He had been hoping to see his old friend this week, at the ballpark where they played together.
In 1948, Greason was a star pitcher for the Black Barons, baffling hitters with three types of curveballs, and Mays was a teenage star from a local high school who had dazzled on the sandlots, playing for industrial league teams fielded by the steel mills and coal mines. Greason became a mentor to the young Mays, and they won a league championship together and played in the last Negro
“We were good friends, and both of us just starting, it was easy for us to get along,” Greason said.
Major League Baseball’s tagline for the week, plastered on signs around the city, is “A Tribute to the Negro Leagues,” but it has been as much a celebration of Mays’ singular life and legacy, now amplified with his death.
The Birmingham Civil Rights Institute this week unveiled an art installation of a towering Willie Mays baseball card. And on Monday evening, the marquee of the Carver Theater, once one of the few places Black people could see first-run movies during the time of Jim Crow, was lit up with Mays’ name, for a screening of the 2022 documentary, “Say Hey, Willie Mays!”
After the screening, Mays’ son, Michael, told the audience that his father could not make it to Birmingham. “He wants to be here bad,” he said, adding, “I think deep down what it is, is he don’t show up halfway.”
Willie Mays issued a statement Monday evening to The San Francisco Chronicle, saying he was too unwell to travel, and reminiscing about Rickwood Field, describing it as “like a church.”
“The first big thing I ever put in my mind was to play at Rickwood Field,” he said. “It wasn’t a dream. It was something I was going to do.”
Rickwood Field, the project of A.H. “Rick” Woodward, a local iron baron who was manager of his company’s baseball team, opened in 1910 and was named for him, the winning entry chosen from a contest sponsored by The Birmingham News. At the time, it was a modern marvel, a minor league ballpark modeled on the concrete and steel major league palaces of the era, like Philadelphia’s Shibe Park and Pittsburgh’s Forbes Field. newspaper called it the “South’s Finest Baseball Plant,” while another described it as a “model of beauty and convenience,” where “the patrons will be seated in opera chairs, large and comfortable.”
Its opening day on Aug. 18, 1910, was a citywide holiday, with offices and shops shuttered for the occasion. “Not a crowd, not a throng, not a ‘seething mass of humanity,’” The Birmingham News declared on its front page. “None of these terms will do to describe the great, waving, chattering, elbowing, laughing, striding, stumbling, and pushing bundles of sweltering folks who swarmed out into Rickwood park Thursday afternoon.”
By the end of the decade, Black teams were allowed to play at Rickwood, paving the way for Mays’ future stardom, and Black teams from Birmingham and Montgomery played a doubleheader in September 1919 in front of “the largest crowd that ever wedged itself in the enclosure at Rickwood,” The Birmingham Age-Herald reported.
“This area and this town was, despite all of the history that we know in these Black communities, it was joy, and despite the racism, the Birmingham Black Barons were the toast of the town,” Michael Mays said this week.
The week of baseball in Birmingham, he said, is an “American celebration,” and his hope is that it will bring more Black fans and more Black players to a game that has seen a steady decline in African American representation.
“It’s a full circle moment,” he said. “It’s a full circle moment for Major League Baseball. It’s a full circle moment for Birmingham. It’s a full circle moment for our families.”
Rickwood Field is often called the oldest professional ballpark in America — opening two years before Fenway Park in Boston — but it is also the oldest big league ballpark. Four years ago MLB elevated the Negro Leagues to major league status as many American institutions began reconsidering their histories after the murder of George Floyd. The league has also begun integrating Negro Leagues statistics into its official record — Willie Mays was recently credited with 10 more hits from his stint with the Black Barons — and the game this week is a further step.
The ranks of veterans of the Negro Leagues are dwindling, and while many believe Major League Baseball’s recognition should have come much earlier, Michael Mays said it was “long overdue but strangely on time.”
A few days ago, Michael Mays reflected on what Birmingham has come to mean to him, through his famous father.
“We all know about the hardship, we all know about the struggle, but the way they marched through it, like it wasn’t nothing, and the joy, just all the happiness that really went on in the community despite the struggle,” he said. “I’m really sensing that, when I can come down here I can feel the core of my dad’s character.”
