Ex-Gov. Rosselló Nevares describes nuke remarks made by Trump

When then-President Donald Trump traveled to Puerto Rico after Hurricane Maria decimated the island in 2017, he remarked to then-Gov. Ricardo Rosselló Nevares that the United States “won’t be second” in using nuclear weapons, according to The Hill.

The comment was revealed in Rosselló’s upcoming book, “The Reformer’s Dilemma,” which is due to be released on Tuesday. The Hill received an excerpt from the book that described how Rosselló and Trump were in a helicopter surveying damage from the hurricane.

“‘Nature has a way of coming back,’ said the president. ‘Well, it does until it does not. Who knows with nuclear warfare what will happen …,’” Rosselló wrote in the book as quoted by The Hill in a report last week.

“And then, he said the one thing that made me more concerned than anything else in the entire visit,” Rosselló wrote. “‘But I tell you what …’ He paused for effect. ‘If a nuclear war happens, we won’t be second in line pressing the button.’ This statement floored me. I could not believe what I was hearing. It was surreal. Was he really talking about total annihilation as we flew over the ravaged sights of the island?”

Rosselló also discussed the infamous paper towel incident, where Trump threw paper towels to hurricane victims like he was shooting hoops.

“The image plastered in history was one that demonstrates disdain and repulsion for the people,” he wrote. “Was it dumb and incredibly thoughtless? Yes. The president should have known better. But that does not detract from the true story: The media narrative got carried away, which is happening more often than not in our political culture.”

The Hill said the nuclear war story is not surprising, as Trump has said a lot of other worrying things about nuclear weapons. During his 2016 campaign, he reportedly asked

one of his foreign policy advisers, “Why have them if we can’t use them?”

According to the publication, “In December 2016, the president-elect said, ‘Let it be an arms race … we will outmatch them at every pass and outlast them all.’ In the summer of 2017, Trump also told military leaders he wanted to increase the nuclear stockpile tenfold, back to the peak levels of the Cold War. He even discussed using nukes against North Korea in 2017. And who can forget his idea to nuke hurricanes to stop them from hitting the United States?”

Trump has also shared nuclear secrets with random people, including an Australian billionaire visiting his Mar-a-Lago club in April 2021, and bragged to Washington Post reporter Bob Woodward about “a weapon system that nobody’s ever had in this country before.”

“We have stuff that you haven’t even seen or heard about,” Trump said to Woodward. “We have stuff that Putin and Xi have never heard about before.”

Trump is vying to return to the White House.

Body of woman who drowned in

Authorities on Saturday night found the body of Vianca Zoe Sánchez Maisonet, 22, who a week earlier was dragged under by surging water in the Tanamá River on highway PR-10 of the La Planta neighborhood in Arecibo.

Puerto Rico Police Bureau agents assigned to the Arecibo Precinct and personnel from the Emergency Management Bureau (OMME), under the supervision of Nelson Sierra, OMME Director Juan Morales Colón and Arecibo Municipal Police Commissioner Lesli Zeno Santiago, were in charge of the recovery of the body that was found in the Charco Hondo River.

On Saturday afternoon, meanwhile, authorities rescued 11 people who were trapped in the flooding of the Toro Negro River, on highway PR-149 in the Hacienda Negrón sector of Ciales.

According to the police report, in response to a call through the 9-1-1 Emergency System, agent Félix Ortiz Figueroa, along with personnel from OMME of Ciales and the Fire Department, rescued eight adults and three minors who were on the other side of the river. All were in good health. The people, according to the police, ignored the warnings of a security guard at the site about a possible flood due to the inclement weather.

Judge sets July 10 status hearing for PREPA’s bankruptcy

The judge overseeing the Title III bankruptcy of the Puerto Rico Electric Power Authority (PREPA) has scheduled a status conference for July 10 in New York following the recent U.S. First Circuit Court ruling that handed PREPA bondholders a victory in their ongoing battle to come out of the utility’s bankruptcy with as much money as possible.

The Financial Oversight and Management Board asked U.S. District Judge Laura Taylor Swain to reopen the record of PREPA’s confirmation hearing to ascertain how much the utility will pay to its bondholders after the U.S. First Circuit ruled on June 12 that PREPA bondholders’ secured credits against the utility extend to PREPA’s net revenues.

The ruling means consumers can expect a possible hike in utility rates.

The First Circuit overturned a lower court ruling in deciding that PREPA bondholders have a secured interest against the utility that extends to PREPA’s net revenues and includes the bonds’ principal and interest, estimated at $8.5 billion.

The oversight board said on June 17 that because the First Circuit ruled the bonds are secured by an unavoidable security

interest in net revenues, the PREPA Plan must pay in full the value of that security interest or its indubitable equivalent.

“Therefore, the Oversight Board plans to request a reopening of the confirmation hearing record for the limited purpose of valuing the non-settling bondholders’ share of the net revenues and showing the court how such value as determined by the court will be paid,” the oversight board said at the time.

The board said it believes its action will enable the PREPA plan to be confirmed if the court determines it is otherwise confirmable. “While the Board understands some bondholders desire to prosecute accounting claims for purported misuse of prior net revenues, if they existed, the Board believes its payment of the full value of the bondholders’ collateral moots the relevance of the accounting claims because the First Circuit ruled they can only be paid from the collateral because the bonds are non-recourse and may not file unsecured claims,” the oversight board said.

“In substance, the distribution that the amendments will provide to the non-settling bondholders and monoline insurers shall equal the value of their interest in the Net Revenues and the means by which the additional payment will be provided,” the board said.

Replacement transformer arrives in Santa Isabel after sea & overland journey

LUMA Energy Vice President of Operations Ángel Silverio announced Saturday that at 1:25 a.m. that morning, the replacement transformer that will be installed at the Santa Isabel substation had arrived in the southern coastal town.

The transformer arrived after the unit was transferred from the Buen Pastor substation in Caguas on a route that covered over 45 miles by land and more than 120 nautical miles.

“From day one, collaboration with state agencies and our private sector partners has been key to completing this movement successfully,” Silverio said in a written statement. “The attention to detail, the focus on safety and compliance with all the required protocols are reflected in the result that is the delivery to Santa Isabel of this transformer.”

LUMA announces possible rate increase

LUMA Energy President & CEO Juan Saca announced late last week that he presented to the Puerto Rico Energy Bureau (PREB) the calculations for the adjustment of the costs of fuel and energy purchased, where he pointed out a possible increase in customer rates of 1.4 cents per kilowatt-hour starting in July.

“As reported, the increase in the cost of fuel is due to the impact of fuel consumption and fuel mixture used by the island’s generating companies,” Saca said in a written statement. “Although LUMA does not generate electricity, nor does it purchase fuel or have control of generation fuel

costs, which is the sole responsibility of the generators, we are committed to doing everything we can to help our customers by prioritizing the transition to renewable energy and promoting available assistance programs.”

“LUMA is not a generating company,” Saca reiterated. “LUMA’s sole responsibility is to calculate fuel costs based on the information provided by Genera PR and the PIPs [percentage of income payments]. The [Energy] Bureau determines any rate adjustment, and LUMA does not add costs or benefit economically from an adjustment, since it is an expense in fuel and energy purchased.”

Saca said the requested increase is based on, among other factors:

The 38,000-115,000-volt transformer began its journey on Wednesday at 9 p.m., when it departed from Buen Pastor for the San Juan dock, where it was received by a barge on Thursday morning, an hour and a half ahead of schedule. That same afternoon at 5:30 p.m. the barge with the transformer on board set sail for Ponce, arrived at the Ponce dock on Friday night at 7:30 p.m. The trip from the Ponce port to the Santa Isabel substation took about five hours.

On Saturday afternoon, the transformer was moved inside the substation and placed on its base to begin the testing process, assembly of the parts that were removed to facilitate transport and proceed with the connection. According to LUMA, the private operator of the island’s electricity transmission and distribution system, the process of fully energizing the transformer will take about four weeks.

* A 15 percent increase in fuel consumption due to higher seasonal demand and increased use of peak fuel generating units, which require more expensive fuel

* A shortage of natural gas at the Costa Sur and Ecoeléctrica power plants, which will represent a higher consumption of more expensive liquid fuel

* A considerable increase in liquified natural gas fuel used to supply FEMA’s previous generators.

Sen. Ana Irma Rivera Lassén, general coordinator of the Citizen Victory Movement (MVC by its Spanish initials) and the party’s candidate for resident commissioner, has filed a lawsuit in federal court to prevent the State Elections Commission (SEC) from refusing to certify her candidacy and prevent her from appearing on the ballot in the general election.

“At the MVC we have had to defend our existence from day one, the latest [instance] being the undemocratic decision of the [Puerto Rico] Supreme Court to disqualify four of our five national candidates. The crudest example is that traditional parties and their institutions are capable of doing the unthinkable in order to try to eliminate the political opposition and avoid the change that the country demands so much,” Rivera Lassén said. “Faced with this reality, we have taken a step forward to prevent the SEC from trying

once again to hinder my candidacy. The position to which I aspire is a federal one and, having complied with all the requirements imposed by federal law, the SEC has no power to prevent me from appearing on the ballot in the next elections.”

Rivera Lassén affirmed that she meets the three requirements listed by the Puerto Rico Federal Relations Act for the position of resident commissioner: being a bonafide citizen of the United States, being at least 25 years old, and knowing how to read and write in English.

The Complaint for Declaratory Judgment and Injunction asks the court to confirm that any attempt by the SEC to prevent her candidacy and/or block her from appearing on the ballot is void. She also requests that it be prohibited from disqualifying her for the alleged failure to collect endorsements, since it is not a federal requirement to aspire to the resident commissioner post. The complaint further requests that the court issue an injunction to prevent the SEC from obstructing Rivera Lassén’s candidacy in any way.

“The only thing the State Elections Commission can do in any case is to certify that the Citizen Victory Movement chose me as its candidate for resident commissioner,” the senator said.

In recognition of the Gay Pride celebration this June, the Popular Democratic Party (PDP) candidate for the San Juan District 3 seat in the island House of Representatives, Cristofer Malespín Díaz, and San Juan PDP Senate candidate Ivonne Lozada, promised on Sunday to be allies of the LGBTQI+ community and promote a legislative agenda inspired by the absolute and unrestricted protection of human dignity.

“I will present legislation to expand labor protections so that no person is discriminated against in employment based on their sexual orientation or gender identity, real or perceived, an amendment that was defeated this [four-year term] by the New Progressive Party [NPP],” Malespín Díaz said.

Lozada stated that “I will fight so that the trans community has full access to health services and medical-hospital coverage that includes, as part of its benefits, access to the medical process to reaffirm their identity as adults, if so desired.”

Likewise, Malespín Díaz said he will address the problem of access to affordable housing. In this area, the LGBTQI+ community has historically experienced the highest degree

of exclusion and violence, the candidate noted. In addition, he will legislate to “prohibit discrimination against older members of the LGBTQI+ community who need to live in a nursing home or receive extended care, a measure that was vetoed by the NPP government this term.”

The proposed law will have no exceptions,” Malespín Díaz said.

Lozada also stressed the fundamental role played by nonprofit organizations that serve the LGBTQI+ population, which is why she committed to defending them and allocating more outstanding funds and resources in annual budget allocations in the Legislative Assembly.

“Likewise, I will demand more fiscal resources for the Civil Rights Commission so that it can be a strong voice that monitors and supervises the government’s compliance with this public policy,” the lawyer said.

An additional initiative that Malespín Díaz says he will promote from the House will be to include the LGBTQI+ community within an innovative agenda to train and finance 5,000 new business people and entrepreneurs established in District 3 and throughout Puerto Rico. The candidate said he

will defend “a greater presence of the trans community in the three branches of government, a sector that is underrepresented in the power structures where matters relating to their life, dignity and security are decided.”

Collaboration with stateside universities sought for WIPR

Seeking to support the development efforts of the Puerto Rico Corporation for Public Broadcasting, better known as WIPR, Rep. José Aponte Hernández announced Sunday that he has been in talks with WIPR President Jorge Pagán with the purpose of establishing a series of communications with directors of various universities on the East Coast of the United States aimed at developing collaborative agreements for the production of content to be broadcast on WIPR channels.

In addition, broadcast agreements may be provided to accredited universities for educational use.

“There is no doubt that WIPR is a unique platform that we

must maintain and improve,” Aponte Hernández said. “We recognize that since 2021 our administration has made great efforts to keep this media conglomerate afloat that has so much potential. To support these efforts, as well as those of the current president, Jorge Pagán, we have suggested establishing [the aforementioned] collaborative agreements with the objective of producing, together, unique content of interest that is transmitted on the WIPR frequencies, which has been received with enthusiasm as a real alternative …”

“Entities such as the University of Miami, the University of Central Florida, the University of South Florida, and Clemson University in South Carolina, as well as the universities of Duke and North Carolina, among others, have television programming

and some even have agreements with the [respective] state stations of the Public Broadcasting System … to develop historical, science and technology, and/or educational content, which they broadcast on PBS,” the at-large representative added. “We can do that here, in Puerto Rico, using one of the most robust transmission networks on the island, WIPR.”

“We believe that WIPR has the necessary and quality infrastructure to achieve transmission agreements with universities in the mainland states,” the former speaker of the island House of Representatives added. “From the conversation it emerged that the [WIPR] president will be reaching out to several universities to examine the viability of supporting the WIPR project in the short and long term through these agreements.”

Supreme Court upholds law disarming domestic abusers

The Supreme Court ruled late last week that the government can take guns away from people subject to restraining orders for domestic violence, limiting the sweep of a blockbuster decision in 2022 that had vastly expanded Second Amendment rights.

Indeed, Friday’s decision amounted to a retreat from what had been an unbroken series of major rulings favoring gun rights that started in 2008, when the court first recognized an individual constitutional right to keep firearms in the home for self-defense.

In the 2022 decision, the court established a right to carry guns outside the home and announced a new test to assess all sorts of gun control laws, one that looked to historical practices to judge their constitutionality. That new test has sown confusion in the lower courts, with some judges striking down laws that had been on the books for decades.

The case decided Friday, United States v. Rahimi, asked whether a Texas man could be prosecuted under federal law making it a crime for people subject to domestic violence restraining orders to possess guns. Chief Justice John Roberts, writing for the majority in the 8-1 decision, said the answer was yes and that Second Amendment rights have limits.

“When a restraining order contains a finding that an individual poses a credible threat to the physical safety of an intimate partner, that individual may — consistent with the Second Amendment — be banned from possessing firearms while the order is in effect,” Roberts wrote. “Since the founding, our nation’s firearm laws have included provisions preventing individuals who threaten physical harm to others from misusing firearms.”

Justice Clarence Thomas, author of the majority opinion in the 2022 decision, New York State Rifle & Pistol Association v. Bruen, was the only dissenter.

Legal experts said Friday’s ruling was

law that makes it a crime for people subject to domestic violence orders to possess guns.

After a judge rejected his Second Amendment challenge to the law, he pleaded guilty and was sentenced to more than six years in prison. The 5th U.S. Circuit Court of Appeals at first affirmed his conviction in a short decision, rejecting the argument that the law violated the Second Amendment in a footnote.

But the appeals court reversed course in 2023, a year after the Supreme Court decided Bruen. It rejected a variety of old laws identified by the government as possible analogues, saying they did not sufficiently resemble the one concerning domestic violence orders.

Many of them, Judge Cory T. Wilson wrote for the panel, “disarmed classes of people considered to be dangerous, specifically including those unwilling to take an oath of allegiance, slaves and Native Americans.” That was different, he wrote, from domestic violence orders, which make case-by-case judgments about a particular individual’s dangerousness.

“This decision will make it much easier for gun laws to survive legal challenge,” said Adam Winkler, a law professor at UCLA.

“Broadly, it sends a signal that the court’s majority is not completely hostile to gun laws.

Lower courts may feel they have more leeway to uphold gun laws in the future.”

The Bruen decision said gun laws are constitutional only if courts can find a historical analogue.

But that inquiry, Roberts wrote Friday, does not require locating an exact match and can instead focus on broad principles.

“The appropriate analysis involves considering whether the challenged regulation is consistent with the principles that underpin our regulatory tradition,” he wrote.

In dissent, Thomas vehemently disagreed with the majority’s approach.

“The court and government do not point to a single historical law revoking a citizen’s Second Amendment right based on possible interpersonal violence,” he wrote.

Thomas wrote that

the government has a better way to disarm dangerous people — by prosecuting them for criminal violence. What the government cannot do, he said, is to “strip the Second Amendment right of anyone subject to a protective order — even if he has never been accused or convicted of a crime.”

The case started in 2019 when Zackey Rahimi, a drug dealer in Texas, assaulted his girlfriend and threatened to shoot her if she told anyone, leading her to obtain a restraining order. The order suspended Rahimi’s handgun license and prohibited him from possessing firearms.

Rahimi defied the order in flagrant fashion, according to court records.

He threatened a different woman with a gun, leading to charges of assault with a deadly weapon. Then, in the space of two months, he opened fire in public five times.

Upset about a social media post from someone to whom he had sold drugs, for instance, he shot an AR-15 rifle into his former client’s home. When a fast-food restaurant declined a friend’s credit card, he fired several bullets into the air.

Wilson, who was appointed by President Donald Trump, wrote that the government’s insistence that it could disarm people who were not law-abiding “admits to no true limiting principle.”

“Could speeders be stripped of their right to keep and bear arms?” he asked. “Political nonconformists? People who do not recycle or drive an electric vehicle?”

Wilson acknowledged that the federal law at issue in the case “embodies salutary policy goals meant to protect vulnerable people in our society.” But he said the approach required by the Bruen decision did not allow courts to weigh the benefits of the law against its burdens. What was significant, he wrote, quoting that decision, was that “our ancestors would never have accepted” the law on domestic violence orders.

Roberts wrote that old laws requiring people suspected of future misbehavior to post surety bonds and ones barring going armed to instill fear in others were sufficiently analogous to the domestic violence law.

“Taken together, the surety and going armed laws confirm what common sense suggests: When an individual poses a clear threat of physical violence to another, the threatening individual may be disarmed,” he wrote, adding that the challenged modern law “is by no means identical to these founding era regimes, but it does not need to be.”

In the mid-Atlantic and Ohio Valley,

Theheat wave was especially brutal in the Ohio Valley and the mid-Atlantic states on Saturday. Yet that did not stop some resilient locals from attending an air show, hanging out at an African American heritage festival or going on hourslong bike rides.

In Dayton, Ohio, the heat index surged well into the 90s, but tens of thousands of people braved the stifling weather to attend the CenterPoint Energy Dayton Air Show, a beloved tradition in the city. Attendees navigated through bumper-to-bumper traffic and a long, hot walk onto the grounds, carrying coolers and lawn chairs.

Dozens of airplanes were parked on the tarmac, and air show regulars sat under their wings for a bit of relief from the blistering sun. “They know to hide under a plane wing for a while,” said Martin Kelly, 61, referring to his four grandchildren who had staked out a shady spot under a KC-135R refueling plane.

In Philadelphia, where the heat index shot up to 105, a group of five bicyclists were determined to go on a 60-mile ride from Valley Forge, Pennsylvania, which took about five hours. The riders, aged 52 to 69, dismissed any concerns that they might be crazy to ride in the heat.

In a first, federal government acknowledges harms of dams on Native American communities

The federal government has released a report that for the first time acknowledges the harms that dams in the Pacific Northwest have “inflicted and continue to inflict” on Native American tribes, it said.

The report, released last week by the Interior Department, details the “historic, ongoing, and cumulative damage and injustices that the federal dams on the Columbia River have caused and continue to cause to Tribal Nations,” the Biden administration said in a statement. It is also starting a task force to pursue restoring wild salmon and other native fish to the river’s basin, and to expand tribally sponsored clean energy production, it said.

Large hydroelectric dams were built throughout the basin at the beginning of the 20th century, and, according to the report, flooded thousands of acres of land, sacred sites and ancestral burial grounds. They also transformed the ecosystem, including by blocking fish from migrating. As a result, many tribal communities have been unable to fish, changing traditional diets and cultural practices.

“Our older commitments to the land itself, and to the inhabitants that were here before us, doesn’t happen,” Shannon Wheeler, chair of the Nez Perce Tribe, one of those considered by the report, said by phone Tuesday. In the past, a large part of the tribe’s diet was salmon, he added, but that has drastically declined.

Wheeler described the report and task force as steps toward reaffirming the partnership between the tribe and the federal government, which in December committed to restoring salmon populations; expanding tribally sponsored clean energy production; and providing stability for communities that depend on the river for agriculture, energy, recreation and transportation. Together with leaders of four Columbia River Basin tribes and the governors of Oregon and Washington, the Biden administration formally announced the $1 billion plan in February.

The report acknowledged that federal dams and reservoirs in the Columbia River Basin — which covers nearly 260,000 miles across seven states — had affected all local tribes, but focused on the repercussions of 11 dams on tribes it described as the “most immediately affected.”

Several of the tribes could not be immediately reached for comment Tuesday evening.

Brenda Mallory, chair of the White House Council on Environmental Quality, said the task force would work to develop affordable, reliable and clean energy for the region, while addressing the “grave harms” inflicted by the federal government on local Native American communities.

“President [Joe] Biden recognizes that to confront injustice, we must be honest about history — even when doing so is difficult,” she said, describing the report as a step toward overcoming the past.

Boeing may evade criminal charges for violating settlement

The Justice Department is considering allowing Boeing to avoid criminal prosecution for violating the terms of a 2021 settlement related to problems with the company’s 737 Max 8 model that led to two deadly plane crashes in 2018 and 2019, according to people familiar with the discussions.

The department is expected to make a decision on the case by the end of the month. Prosecutors have not made a final call nor have they ruled out bringing charges against Boeing or negotiating a possible plea deal in which the company admits some culpability, the people said.

It is possible that any negotiated resolution — either in the form of an agreement to defer prosecution or a plea deal in which the company would admit wrongdoing — would include the appointment of an independent monitor to oversee the company’s safety protocols.

Offering Boeing what is known as a deferred prosecution agreement, which is often used to impose monitoring and compliance obligations on businesses accused of financial crimes or corruption, as opposed to trying to convict the company, would avoid the uncertainties of a criminal trial.

But it would anger families of passengers killed in recent crashes who want to see the company pay for its safety lapses. And while prosecutors are considering a new agreement, they recently told the families they had not ruled out bringing charges, according to a person briefed on the exchange.

A decision to forgo criminal prosecution would be a win for Boeing and its customers, employees and shareholders, given that such a lawsuit has forced companies to file for bankruptcy in the past.

That includes Arthur Andersen, a once storied U.S. accounting firm that collapsed after being federally convicted of obstruction of justice for its role in the 2001 Enron scandal. Its demise sent ripples through the financial system and serves as a reminder of the devastation a prosecution of Boeing could have on a company that is critical to the U.S. aviation industry.

A new deferred prosecution agreement would allow the Justice Department to resolve Boeing’s violation without risking a guilty verdict that could potentially harm one of the country’s most economically important companies.

Boeing had violated a previous deferred prosecution agreement by failing to set up and maintain a program to detect and prevent violations of U.S. anti-fraud laws. The settlement was reached in 2021, after Boeing admitted in court that two of its employees had misled federal air safety regulators about a part that was at fault in the two crashes.

The aircraft manufacturer’s violation of that settlement allowed the Justice Department to file criminal charges. But some department officials have expressed concern that bringing criminal charges against Boeing would be too legally risky. Officials see the appointment of an independent watchdog as a quicker, more efficient way to en-

If Boeing is convicted of a felony fraud, it could be restricted from receiving government contracts — including military ones — which make up a significant portion of its revenue. It would be another blow for a company that has been struggling with significant quality and safety issues, including an episode in January, when a panel on a Boeing 737 Max 9 jet operated by Alaska Airlines blew out midflight, exposing passengers to the outside air thousands of feet above ground.

The Justice Department has also opened a criminal investigation into Boeing over the Alaska Airlines incident.

The Federal Aviation Administration has faced significant criticism for not exercising enough oversight of Boeing since the Max 8 crashes. The agency failed to ground the 737 Max 8 after the first crash off the coast of Indonesia in 2018, which killed all 189 people on board. Instead, it waited until after a second crash in early 2019 in Ethiopia, which killed 157 people, to finally ground the jets.

Critics of the FAA also have said it relies too heavily on Boeing to conduct its safety work on the government’s behalf. Mike Whitaker, the FAA administrator, said during a Senate hearing this month that the agency had been too hands-off in its oversight of Boeing and that steps were being taken to change that.

The Justice Department’s decision to appoint a federal monitor would send a clear signal that it does not trust the FAA to hold Boeing accountable for making the safety and quality changes that many have been calling for, said Mark Lindquist, a lawyer for the families of victims of the Max 8 crashes who now represents passengers on the Alaska Airlines flight.

But a decision to not prosecute Boeing over the 2021 settlement violation would be a blow to families of those killed in the Max 8 crashes. Family members of those victims lashed out at Boeing CEO Dave Calhoun during a Senate hearing that was convened this week about the company’s efforts to address recent quality and safety lapses. Senators confronted Calhoun about issues such as forged inspections of critical plane parts and company retaliation against employees who raised safety concerns.

The Justice Department began preparing the families of victims of the Max 8 crashes for the announcement last month, meeting with them for about six hours to update them on the case and to hear their concerns. The families expressed their frustration with the Justice Department for not aggressively pursuing Boeing after the Alaska Airlines episode.

The families told Glenn Leon, the Justice Department’s criminal fraud chief, that they wanted prosecutors to go after Boeing executives. But they were told during the meeting that the department believed a guilty verdict from a jury would be unlikely. The department lost the only criminal case against a person connected to the Max crashes in 2022, when a jury acquitted a former technical pilot for Boeing, Mark A. Forkner, of defrauding two of the company’s customers.

The Justice Department declined to comment.

Lindquist said that Justice Department officials had mentioned a deferred prosecution agreement as an option and told the families about the advantages of such an agreement. The department also pointed out the risks of going to trial.

Still, Lindquist said, the families wanted justice, and another settlement for the company in which it avoided prosecution would not feel like accountability.

“Normally if a criminal defendant received a sweetheart plea bargain and then violated the conditions of the deal, DOJ would bring the hammer down hard,” Lindquist said. “No other criminal defendant would ever receive a second deferred prosecution agreement.”

Rally in U.S. Big Tech Stocks May Be Getting Stretched

Ablistering rally in U.S. big tech stocks may be due for a breather, offering hope for market segments that have been more tepid this year.

Although the S&P 500 is up 14.6% this year, most of the broader index’s gains have been concentrated in the information technology and communications sectors - up 28.2% and 24.3%, respectively. The rest of the market has been more subdued: the next best performing sector, utilities, is only up 9.5% year-todate.

Many investors believe the long-term case for tech stocks is solid, given their strong earnings and excitement over the revolutionary potential of artificial intelligence. But huge price gains, including Nvidia Corp’s 155% year-to-date run, have stirred worries that the tech rally might beoverheated.

Market laggards such as small caps and so-called value stocks such financials and industrials may be looking like bargains.

“Nvidia has been a rocket ship, and when things go up this quickly you don’t want to be the last one through the exit door,” said Michael Purves, CEO of Tallbacken Capital Advisors. “People want to be invested in this equity rally, and if they sell Nvidia the most likely places they are going to go is value and cyclical stocks.”

A rotation out of big tech could allay concerns of concentration that have arisen in recent weeks, as the market rally has once again narrowed to a handful of names. About 60% of the S&P 500’s total return of more than 14% for the year has been driven by five companies whose shares have some of the heaviest weightings in the index: Nvidia, Microsoft, Meta Platforms, Alphabet, and Amazon.com, data from S&P Dow Jones Indices showed.

Some signs of big tech exhaustion emerged in the past week. Nvidia shares are down 10% from their peak reached on Thursday, taking the chipmaker out of its short-lived position as the world’s most valuable company. Nvidia is on track for a 4% decline for the week, while the S&P 500 is on track for a less than 1% gain.

Closely watched economic data in the week ahead, including inflation data on Friday, could also affect investor positioning, as market participants gauge whether a nascent slowdown in inflation is continuing.

Tech appears over-extended based on several barometers, Purves noted. The Relative Strength Indicator of the Mag6 Index, which measures the speed and magnitude of price changes in the stock market’s six biggest stocks, is at the highest it has ever been, he said.

Meanwhile, the price ratio between the Nasdaq 100 and the S&P 500 Equal Weight Index - a proxy for the average stock - has jumped 9% since the beginning of June, he said. The S&P 500, by contrast, is up nearly 4% this month.

Optimism is high among retail and institutional investors, which some view as a contrarian indicator because it means the bar for positive surprises is elevated. The AAII Sentiment Survey was steady at 44% in the week ended June 19, about 8 percentage points above its historical average. Sentiment among fund managers in the latest survey by BofA Global Research was at its highest level since late 2021, with investors trimming cash positions and increasing equity allocations.

The 13% month-to-date gain in the VanEck Semiconductor ETF is a sign that AI-fever might have gone too far, said Larry Tentarelli, chief technical strategist at Blue Chip Daily Trend Report.

“In the near-term you could get a pullback in tech and semis, and a healthy rotation into other parts of the market that would keep this bull market going.”

Even if a pullback does occur, there are few signs investors would leave tech and growth stocks for long. Betting against tech has been a losing proposition over the last decade, as the Nasdaq 100 index has advanced more than 400% while the Russell 1000 Value is up about 70% over the same time.

The Russell Value index is up 5.6% this year. Investors have given an even chillier reception to small cap stocks, with the Russell 1000 down 0.5% year-todate.

Tech could rebound fairly quickly as investors rush to buy the dip. The Nasdaq 100 took five weeks to reach a new high after falling as much as 9% in April.

“I don’t get the sense that investors are looking to ring the register on this and book gains,” said Jason Alonzo, portfolio manager at Harbor Capital Advisors. “If anything, I’m seeing people who feel that they missed it trying to get in on this trend.”

Gunmen kill at least 6 at synagogue and churches in Russian Republic

At least six police officers and a priest were killed in attacks in two cities in Russia’s southern republic of Dagestan after assailants opened fire Sunday at a synagogue, at least two churches and a police post, the local interior ministry said.

A dozen or more police officers were wounded in two seemingly coordinated attacks, Russian state news agencies reported, citing local law enforcement officials. The shootings occurred in Dagestan’s capital, Makhachkala, and Derbent, a city on the border with Azerbaijan.

As of Sunday evening, it was unclear how the total casualty count split across the two cities, but Derbent police officials said that attackers opened fire at a synagogue and a church, killing at least one police officer and wounding another.

Russian state news agencies posted videos of the Derbent synagogue engulfed in flames. In a statement, the local police said that the synagogue and the church had been “burned down.”

In Makhachkala, a sprawling city on the Caspian Sea, assailants opened fire on a street that is also home to a local synagogue. According to videos posted by Dagestan’s Ministry of Interior, attackers were on the loose in the city, opening fire and forcing people out of their cars.

said it had opened a terrorism investigation into the attacks.

Dagestan is a predominantly Muslim republic that is also home to a Jewish population, and has experienced a heightened level of violence for at least three decades. But ethnic and religious tensions in the republic have worsened since the war between Israel and Hamas in the Gaza Strip broke out in October.

In October, an angry mob stormed an airport in Makhachkala searching for

Jewish passengers on a flight from Israel. The attack shocked Jews in Russia and drew condemnation from the Israeli government.

Sergei Melikov, the head of Dagestan, said in a statement that Sunday’s attacks appeared aimed at “destabilizing the public situation.”

At least four of the assailants were killed by law enforcement officers, local police said. With some of the shooters still at large, police said they had blocked

entrances to Makhachkala.

Neither the number of attackers nor their identities were immediately disclosed.

The shootings came only months after four terrorists attacked a major concert hall on the outskirts of Moscow, killing 145 people in a shooting rampage and fire. The Islamic State claimed responsibility for the attack; American officials have attributed it to the group’s Afghanistan affiliate.

Sheinbaum’s American experience offers clues to her approach to US relations

In the early 1990s, a young scientist named Claudia Sheinbaum moved with her family from Mexico City to Northern California, where she studied at the Lawrence Berkeley National Laboratory.

She lived in housing provided by Stanford University with her two small children and her husband, who was pursuing a doctorate there. For four years, Sheinbaum immersed herself in a new life as an immigrant academic in the United States. She audited a class taught by a future Mexican foreign minister. She landed on the front page of The Stanford Daily student

newspaper for protesting the North American Free Trade Agreement. She found friends who missed Mexico as much as she did. And to people who knew her, she seemed entirely at ease in California, navigating the world of American academia.

“They could have been professors, they could have made their lives here,” said Alma González, a close friend of Sheinbaum’s in California. “But they decided to return.”

Now, three decades later, she has been elected the next president of Mexico and is on the verge of becoming the first woman to lead the country. She takes office in October. The next month, Americans will vote to either keep a president who has stabilized relations

with Mexico, or return to office a leader who has threatened and disparaged the country.

At such a decisive moment, Sheinbaum’s time in the United States and her dealings with U.S. officials throughout her career offer crucial clues about how she will handle the biggest issues in the relationship with Washington.

Here are five things to know. Sheinbaum lived comfortably in California.

From 1991 to 1994, Sheinbaum lived in the Bay Area doing research on energy use in Mexico. She, her husband and their two children lived in a modest home, where their neighbors were students from various coun-

tries, according to Sheinbaum’s biographer and two people who knew her at the time.

“She told me it was a beautiful time in her life,” said Arturo Cano, a journalist who wrote a biography of Sheinbaum. “Her back doors opened onto a common area and her kids played with kids from all over the world.”

At the time, Mexican leftists like Sheinbaum had reasons to be wary of the United States. The George H.W. Bush administration had just invaded Panama, part of a history of U.S. interventions in Latin America. Bush also backed Mexican President Carlos Salinas de Gortari, who was widely accused of fraud in his 1988 election victory over a leftist challenger.

But the lab was just up the hill from the campus at Berkeley, an institution known for its social activism, giving Sheinbaum a window into a different side of American life.

“Being at Berkeley, it’s being at the place where the free speech movement began,” said Harley Shaiken, who was the chair of the Center for Latin American Studies at Berkeley from 1998 to 2021. “She appreciates aspects of U.S. culture that have shown the side of popular participation and social movements.”

She protested NAFTA.

While at the lab, Sheinbaum audited a class at the University of California, Berkeley, on U.S.-Mexican relations, according to Jorge Castañeda, who taught the course. Castañeda later became foreign minister in the centerright government of President Vicente Fox but said that at the time, he was close to Sheinbaum and her husband.

“They enjoyed the Bay Area,” Castañeda said in an interview. “At the same time, they were typical Mexican leftists who were not happy with the United States.”

In class, Sheinbaum and her fellow students examined the “tensions, differences and conflicts” as well as the “tightening of economic links” between the two countries, according to a copy of the syllabus provided by Castañeda.

The most pressing controversy of the moment was the negotiation of NAFTA, which was criticized by Mexican leftists because they believed “it would bring an end to Mexican industry and agriculture,” Castañeda said.

When Salinas de Gortari gave a speech at Stanford, the university’s newspaper published a photograph of Sheinbaum protesting with a sign that said, “Fair Trade and Democracy Now!!”

The trade deal, which went into effect in 1994, was revised under the current president, Andrés Manuel López Obrador, and is set to be reviewed during Sheinbaum’s term. The president-elect expressed skepticism this year about the long-term benefits of the original agreement, telling a group representing U.S. private interests in Mexico that “development

was based on low wages, cheap labor,” local media reported, saying that the pact “didn’t generate the well-being we wanted.”

But it does not appear that Sheinbaum plans to torpedo the deal she protested two decades ago. In April, she said publicly that it was “feasible to do this review without major problems.”

She understands the immigrant experience.

One of Sheinbaum’s best friends in California, she told her biographer, was Alma González, an educator who had migrated to the United States to find better paying work.

Now, González is a clinical researcher at Stanford University, but then, she was cleaning houses for a living. Sheinbaum and her husband “didn’t act diminishing or belittling in any way,” she told The New York Times.

The two women shared a nostalgia for home. They sang boleros together and spent afternoons hunting for authentic Mexican food in immigrant communities across the Bay Area, González said.

“She understood well the whole thing of being here and longing to be in Mexico,” said González, who had family members at the

time who were living in the United States without legal permission. “I think it weighed on her that people had to come here to work and couldn’t go back to see their families.”

The two lamented “the policies that don’t exist to allow people to come and go legally,” González said, “that we could have if it was a priority for both countries.”

The experience may be part of why Sheinbaum “sees the fate of Mexican migrants in the United States as the most important migration issue that she needs to deal with,” said Andrew Selee, the president of the Migration Policy Institute, a Washington-based nonpartisan research organization.

‘Cautious optimism’ about her security strategy.

In recent years, criminal groups in Mexico have expanded their dominance across the country, experts say, smuggling large quantities of synthetic opioids across the U.S. border while killing Mexicans at will.

U.S. officials say privately that they believe security coordination could improve with Sheinbaum. As mayor of Mexico City, she took a different approach than López Obrador, pouring money into the civilian police force,

while he relied heavily on the military. She raised police salaries, and her administration collaborated well with U.S. law enforcement agencies to confront criminal groups, according to U.S. officials and experts. Homicides and other violent crimes declined precipitously.

“They have, in fact, cooperated very well with U.S. agencies in terms of security in Mexico City,” said Lila Abed, the acting director of the Wilson Center’s Mexico Institute, who said there was “cautious optimism” about Sheinbaum’s strategy for combating violence.

Juan Ramón de la Fuente, who was just named foreign minister in Sheinbaum’s future administration, said in an interview that he saw a potential for more security collaboration with the United States under Sheinbaum.

“We all acknowledge that we need to collaborate and we need to work together more effectively,” de la Fuente said.

She speaks English.

When Sheinbaum took her first call with President Joe Biden this month, the translator unexpectedly dropped off the line, according to two officials with knowledge of the call who were not authorized to speak publicly.

So Sheinbaum decided to address Biden in English — and from then on, the two leaders spoke directly, without relying on translation. It was a notable departure from her mentor, López Obrador. A nationalistic leader, López Obrador developed a smooth working relationship with President Donald Trump and with Biden largely because of his help securing the border.

But López Obrador has also relied on interpreters to communicate with U.S. officials, traveled abroad infrequently and bashed Washington’s “interventionist” foreign policy.

“The U.S.-Mexico relationship is so deep and so multifaceted that being able to communicate directly, not through interpreters, can really matter,” said Shannon O’Neil, a Mexico specialist at the Council on Foreign Relations. “Having a close personal relationship really matters and it starts with language. “

The Biden and Trump weaknesses that don’t get enough attention

Donald Trump and Joe Biden come into Thursday’s presidential debate as incredibly well-known quantities defined by shared unpopularity and competing weaknesses. But their most important liabilities — for the incumbent, his decrepitude and his record on inflation; for the challenger, an unfitness distilled and confirmed by the events of Jan. 6 — feel too well known to be worth discussing further until we see what happens on the stage.

Maybe Biden’s entire campaign will implode when he answers a question about inflation with a Grandpa Simpson ramble about the price of a frozen custard on Rehoboth Beach in 1968.

Maybe Trump will turn into Colonel Jessep under Jake Tapper’s questioning and claim full responsibility for the 2021 riot at the Capitol.

But before the two men meet with those or other destinies, it’s worth giving some space to their crucial secondary weaknesses, the places where each candidate’s support might be undermined among those “double-hater” voters who regard each candidate’s primary liabilities as canceling the other’s out.

For Biden, that weakness is foreign policy, the deteriorating condition of world order since he took the oath of office. There’s been an endless debate about whether voter nostalgia for the Trump-era economy is justified, or whether it lets Trump off the hook for the COVID-19-driven economic crisis of 2020.

But nostalgia for the Trump-era geopolitical landscape seems entirely reasonable: Before his defeat, there was no Russian invasion of Ukraine, no brutal struggle in the Holy Land, and a weaker alignment of anti-American powers rather than the increasing consolidation by our rivals in Russia and China and Iran and even North Korea.

The Biden administration would obviously deny responsibility for these deteriorations, and argue that Biden has managed a set of extremely difficult situations better than a dictator-sympathizing Trump would have done. And as a defender of the Afghanistan withdrawal despite its disastrous implementation, and a partial defender of our attempted balancing of risks and evils in Ukraine, I have some sympathy for the White House’s self-justifications.

But I also think that liberal investment in the idea of Biden as the great defender of the liberal international order against isolationism and reaction has made it hard for Democrats to reckon with how much more stability the American-led order seemed to enjoy under the crudely transactional machtpolitik of Trump.

That contrast means that if there is a positive case for Biden’s foreign policy, it can’t just be made with rote warnings about how Trump will unravel NATO and let our enemies run roughshod — not when those enemies seem so much more aggressive under Biden than before.

Trump’s crucial secondary weakness, meanwhile, isn’t a matter of his record but his promises: specifically, his commitment to a sweeping 10% tariff on imported goods as the big-ticket economic policy of his potential second term.

When he first ran for president in 2016, Trump’s protectionism was part of a general pivot away from Tea Party libertarianism and the Mitt Romney-Paul Ryan austerity agenda, in a landscape where America had a lot of fiscal space to work with and it was possible to promise all kinds of sweeteners to balance out the cost of trade wars.

But in the current environment, a Trumpian promise not to cut Medicare and Social Security feels like old news, an expectation from his supporters. And there’s not much room for credibly promising other giveaways, whether new tax cuts or new spending, when inflation is still relatively high.

That throws the immediate costs of a 10% tariff, which might fall heavily on an inflation-weary middle class, into particularly stark relief. Some of those costs could be potentially offset, especially if the more serious supporters of a tariff policy were designing it. But that’s a complicated argument to make, and complicated policy arguments are not a Trumpian forte. So the tariff pledge presents a political target much like John McCain’s promise to abolish the tax exemption for employer-provided health insurance in 2008, which Barack Obama successfully portrayed as a tax increase on the middle class.

Especially when you combine the 10% tariff with Trump’s promise to keep his first term’s big corporate tax cut in place or even deepen it: Higher middle-class prices and lower corporate tax rates are ideal grist for what has long been the most effective Democratic campaign against Republicans — the kind that portrays the GOP as robbing the middle class for the benefit of plutocrats.

Can Biden prosecute that case cogently and in a way that doesn’t just remind voters of his own inflationary policies? I’m doubtful. But then you might also doubt that Trump can make a case against Biden’s struggle to contain America’s authoritarian enemies that doesn’t remind voters of his own authoritarian impulses.

And with both questions, both doubts, we’re back to each candidate’s primary weaknesses, in whose shadow — on Thursday night and thereafter — all secondary debates will inevitably take place.

Familia y Educación anuncian apertura de portal de solicitudes del Summer EBT

SAN JUAN – Familias de bajos ingresos con menores en edad escolar recibirán asistencia para la compra de alimentos, a través del programa Summer EBT, mediante una asignación de 54 millones de dólares.

Sobre 300 mil estudiantes de las escuelas públicas y privadas que participan de los Programas de Desayuno y Almuerzo Escolar que administra la Agencia Estatal, Servicios de Alimentos y Nutrición (AESAN) adscrita al Departamento de Educación son elegibles para esta asistencia.

Este esfuerzo conjunto entre el Departamento de la Familia (DF) y el Departamento de Educación (DE) apoya a estudiantes entre las edades de 5 a 18 años matriculados durante el año escolar 2023-2024. Estos habrán de recibir 177 dólares mediante una transferencia electrónica a la Tarjeta de la Familia.

La secretaria del Departamento de la Familia (DF), Ciení Rodríguez Troche, la secretaria del Departamento de Educación (DE), Yanira Raíces Vega, el administrador de la Administración de Desarrollo Socioeconómico de la Familia (ADSEF), Alberto Fradera Vázquez y la directora de la Agencia Estatal, Servicios de Alimentos y Nutrición (AESAN) Lourdes García Santiago informaron que partir de este lunes, 24 de junio de 2024 estará disponible el portal del Summer EBT, en la plataforma pr.gov, donde las familias corroborarán sus datos para recibir la asistencia mediante transferencia electrónica en la Tarjeta de la Familia.

“A partir del lunes, 24 de junio toda familia con menores en edad escolar, que pertenecen al programa de Comedores Escolares y estudiantes de instituciones privadas, que también son parte del programa de alimentos provistos por la Agencia Estatal, Servicios de Alimentos y Nutrición del DE podrán acceder al portal del Summer EBT en pr.gov para confirmar sus datos demográficos y darle curso a su solicitud. Las familias con estudiantes elegibles que son participantes del Programa PAN no tendrán que realizar ningún trámite, ya que recibirán sus beneficios de manera automática mediante transferencia electrónica a la Tarjeta de la Familia,” aseguró Fradera Vázquez.

Las fechas de los desembolsos del programa alimentario Summer EBT para los estudiantes en núcleos familiares participantes del PAN son las siguientes:

Anuncia fondos para remodelar uno de los muelles de Puerto Nuevo

SAN JUAN – La comisionada residente, Jenniffer González Colón, anunció que la remodelación de uno de los muelles en Puerto Nuevo será posible gracias a la aprobación de 21,224,804 en fondos federales.

“Para impulsar el desarrollo económico necesitamos una infraestructura en óptimas condiciones, resistente, moderna, que cumpla con los requerimientos de seguridad. Hicimos disponibles fondos federales bajo la Ley Bipartita de Infraestructura, que apoyamos, precisamente para obras como esta alrededor de toda la nación”, dijo González Colón en declaraciones escritas.

Los fondos permitirán planificar, diseñar y reconstruir el Muelle D de Puerto Nuevo, incluye la demolición y eliminación de la plataforma de hormigón existente; inspección submarina y remoción de escombros; reconstrucción de la plataforma de hormigón; e instalación de nuevos sistemas de defensas y bolardos. Esta asignación pasa a la Autoridad de los Puertos y provienen del programa RAISE, que ofrece subvenciones discrecionales para inversiones en infraestructura de transporte de superficie que tendrán un impacto local o regional significativo. Los fondos de RAISE fueron autorizados bajo Ley Bipartita de Infraestructura legislación por la que Jenniffer González, miembro del Comité de Transportación e Infraestructura, abogó por su asignación ante el Comité de Asignaciones.

The careful crafting of Austin Butler

There’s a scene early on in the new film

“The Bikeriders” that functions like a stress test for stardom.

While drinking at a 1960s pool hall, a woman named Kathy (Jodie Comer) is unnerved by the menacing bikers in the room and grabs her purse to go. She’s only stopped dead in her tracks when she catches sight of Benny, another biker, alone. As Kathy stares at him from across the crowded room, the jukebox music and biker chatter fade away, and all you can hear is her stunned gasp as she realizes she’s fallen in love.

No visual effects are required for this scene, just a man who can hold the screen and make a woman hold her breath. It’s the sort of role you might have filled in past decades with the likes of Marlon Brando, Paul Newman or Brad Pitt. But who from today’s cohort of young stars has their presence?

That’s what worried director Jeff Nichols two years ago as he embarked on casting the character. He had written Benny as someone

who feels mythic even to his fellow bikers, but no contemporary actor was even close to coming to mind. So Nichols wasn’t expecting much when he met with Austin Butler, whose breakthrough film “Elvis” was, at that point, still months from release.

What he found, even as Butler walked up, was someone who looked and felt exactly like the character he had written, someone with beauty, gravitas and easy masculinity.

Or, as Nichols put it, “I was like, ‘Oh, I’m talking to a movie star.’”

The last two years have more than borne out that first impression. Butler’s performance as the king of rock ‘n’ roll in “Elvis” turbocharged his career and earned him an Oscar nomination, while the March release of “Dune: Part Two,” in which he played the evil Feyd-Rautha Harkonnen, confirmed that the 32-year-old actor was no one-hit wonder.

In addition to starring in the Apple TV+ limited series “Masters of the Air,” Butler has become a magnet for prestige directors: He recently filmed Ari Aster’s “Eddington,” is about to star in Darren Aronofsky’s crime

thriller “Caught Stealing,” and has long been rumored for Michael Mann’s still-gestating “Heat 2.”

Since “Elvis,” Butler has played such wildly different people that you’d be forgiven for not knowing who he really is, even though that’s typically key to the whole movie-star thing.

That Butler feels accomplished but not yet typecast could be considered a feat. Handsome movie stars can spend their whole careers trying to prove they are more than meets the eye — that they’re capable of real acting and should be considered for character parts, too. Butler is navigating that arc in reverse: After establishing himself with two highprofile, full-transformation character roles, he’s only just now getting to the handsome movie-star bit.

With “The Bikeriders,” something closer to the real Butler is finally being revealed, though Nichols suggested that I was wondering the wrong thing. Instead of questioning who Butler really is, it’s much more fruitful to ponder who he’s going to be.

“We’re watching a person create the persona of a movie star, which I find kind of fascinating,” he said.

Although Butler lacks the whiff of danger that used to make bad-boy movie stars so alluring, that could be considered a good thing in our current, more cautious era.

“I’ve seen every different way of being on a set,” said Butler, who grew up in Southern California and started acting as a teenager in shows for Nickelodeon and the Disney Channel. Still, his steadiness is not simply a reaction to bad behavior he’s witnessed; instead, it’s something more innate. “I owe a lot of it to my parents and the things that they instilled in me from being a child: Treat everybody how you want to be treated, regardless of if they can do something for you,” he said.

Butler’s father and grandfather were both motorcyclists, and he remembers sitting on the back of his dad’s bike as they went on long rides together. When he was 7, his parents divorced, and at 15, his father told him he was old enough to ride on his own. Still, it would have to be their secret: Butler’s mother forbade him from riding after his older sister got into a motorcycle accident. Butler drew on all that and more to play Benny, whose loyalties to Kathy and to his motorcycle gang are often at odds.

As an actor, Butler is forced to be peripatetic, creating temporary but tight-knit circles in far-off places. “Then you finish the job and the family breaks up, and you go to another one,” he said. “In therapy one day, I realized

that pattern reminds me so much of my parents’ divorce.”

Nichols said that connection helped deepen a character who was originally written as dead inside.

“There’s some complexity in him that honestly changed my calculus as we were making the film,” Nichols said. “It’s not that he’s emotionally cut off, it’s that he chooses to be emotionally unavailable to people, but he’s got a lot of emotion going on. That’s a vastly better character, and it is a direct result of the human being Austin Butler is.”

Butler doesn’t want any of what you’re reading about him to interfere with how you might see Benny.

“I’m trying to decide how much I want to give away of my own internal thoughts,” he said. “I don’t want to impose upon anybody watching the film what is going on, because I want to allow them to project upon him.”

When “Elvis” wrapped, Butler was so spent that he went directly to the emergency room and was bedridden for a week. He then flew to England to begin shooting “Masters of the Air.” But as a working actor, he’s had to get used to the whiplash.

As he continues into his 30s, he’s hoping for more consistency. “Suddenly, it feels so much easier to say no,” he said, “and not feel such a need to mold myself into what I think other people want.” But at the same time, he feels he’d be remiss not to take advantage of the moment he’s been aiming at his whole career.

“It’s not lost on me how fortunate I am,” he said. “In my early 20s, there were roles that I wanted to get that I didn’t, and there were types of performances that I wanted to be able to bring to life that I wasn’t, and that caused me to then seek out teachers and to try to figure out how to get better in whatever way I could. It was very humbling for a long time.”

Traveling during a heat wave: Tips and precautions

It’s set to be another scorching summer, with extreme and prolonged heat waves forecast across many parts of the United States and Europe.

The stifling conditions could impact millions of travelers and wreak havoc on vacations at some of the world’s most popular tourist destinations. Multiple heat-related deaths among tourists have been reported in Greece and Saudi Arabia in June following extreme temperatures in the Middle East and Aegean regions. Even those who have booked trips in traditionally cooler places may not be spared from the summer heat because of the growing unpredictability of weather patterns.

Here are some tips on how to manage high temperatures when traveling in a heat zone.

Check government guidance

If a heat wave has been forecast at your destination, check government websites before embarking on your trip to give yourself plenty of time to plan and adapt. In extreme temperatures, governments often issue heat advisories warning people to stay indoors during peak heat hours and provide resources to help residents and visitors stay cool. In the United States, the National Integrated Heat Health Information System has a website with information and tools to help prevent illness and death during excessive heat.

Tourist attractions also provide important updates about the conditions at the sights, including any scheduled closures, as a precaution against high temperatures. Some cities grappling with intensive heat, like Los Angeles; Miami; Athens, Greece; and Melbourne, Australia, have assigned chief heat officers to prepare for the heat waves and lead emergency responses.

Avoid peak sun hours

It may seem obvious, but staying outdoors for prolonged periods of time when the sun is at its peak can put many at risk of heat exhaustion. Even if the temperature does not read exceptionally high, excessive dry heat or humidity can make an environment feel hotter than it is.

Travel advisers are adapting itineraries, putting sightseeing in the cooler early morning and evening hours and prebooking tickets for their clients so they do not have to wait in long lines.

“We tend to do activities and tours in the morning, then stop for lunch, and in the midto late afternoon you either go back to the hotel to sit by the pool or go to the beach,” said Gary Portuesi, a co-managing partner at Authentic Explorations, a New York-based travel

company that specializes in Europe.

Hiking in the middle of the day is also not advised. On June 5, Dr. Michael Mosley, a British medical journalist, died during an afternoon hike in a 104-degree heat wave on the Greek Island of Symi. Four more tourists, including an American man, have recently died in Greece as temperatures have continued to soar.

“I would always recommend going hiking with a certified local guide and under no circumstances alone,” said Franziska Basso, a Milan-based travel adviser for Dreamsteam Exclusive Travel. “Of course, avoid the hottest hours of the day. Go hiking very early in the morning. And always stick to official hiking trails.”

In some European cities, including Paris and London, air conditioning is not a given, so check if it is available before booking a hotel, restaurant or transportation to ensure you have a cool place to find respite from the scorching heat. Visiting a museum or other indoor sightseeing is another good option, but expect crowds at peak hours.

Stay hydrated and take a siesta

Dehydration and heatstroke are among the most common causes of hospitalization during heat waves and can be prevented by staying hydrated and limiting alcohol consumption. During meals, consider eating foods like melons, cucumbers and celery as it can help to sustain hydration throughout the day. Always carry a water bottle with you and consider a parasol and portable fan to help

keep you cool and shaded when outdoors.

While your itinerary may be packed with activities and tours, the heat can take a toll on stamina, so consider following the European siesta ritual by breaking up your day with a short nap.

“I’m telling my clients to adapt their itineraries and take advantage of the after-lunch siesta and then push their tours to later in the day when it’s cooler,” said Sarah Johnson, who owns Paper Ink & Passports Travel, a luxury travel company based in Pennsylvania. “There’s a reason they’ve been doing it in Spain and Italy for generations. Walking around in the midday heat and waiting in line could really hurt some people.”

The National Weather Service recommends lightweight, loosefitting, lightcolored clothing for outdoor use as it reflects heat and sunlight. Hats and sunscreen are also recommended to protect the face and scalp from harmful UV rays.

Just because it’s hot, doesn’t mean it will be dry. Heat waves can bring torrential rainfall, so be pre-

pared.

“My biggest advice to travelers is to be prepared — for hot or cold, dry or wet weather since one never knows,” said Laurel Brunvoll, the owner of Unforgettable Trips, a Maryland-based travel agency. “Pack layers.”

Book a flexible trip

Even after taking all the right precautions, traveling in a heat wave can be miserable, making it worthwhile to make flexible bookings and purchase “cancel for any reason” travel insurance to have the option to postpone your trip to a cooler time.

Sensible Weather, a Los Angeles-based startup that provides a weather guarantee for vacations and outdoor experiences, has recently added high heat protection to its coverage. Travelers booking through a Sensible partner in the United States will be able to add daily protection that will allow them to claim reimbursement for a booking if the temperature exceeds a threshold that is usually set between 90 and 100 degrees.

“Our customers can still go on their vacations, but if it’s too hot for some hours of the day and unpleasant to go outside, you can hang out in the air conditioning and we will reimburse you,” said Nick Cavanaugh, the company’s founder, who was developing the product while caught in a heat wave in Barcelona, Spain, last year. Those on package tours are reimbursed for the average daily rate of their entire trip for each day that surpassed the heat threshold.

El 16 de abril de 2024 la parte demandante presentó Demanda para solicitar la cancelación de un pagaré extraviado en contra de la parte demandada de epígrafe. Los codemandados, Banco Popular de Puerto Rico y First Bank Puerto Rico fueron emplazados personalmente el 6 de mayo de 2024. Los codemandados, Fulano de Tal y Mengano de Tal, posibles tenedores desconocidos del pagaré fueron emplazados mediante edicto publicado el 2 de mayo de 2024 en el periódico The San Juan Daily Star. No habiendo comparecido la parte demandada a presentar alegación responsiva alguna, a petición de la parte demandante, le anotamos la rebeldía a la parte demandada de epígrafe. Examinada la Demanda y la prueba presentada, emitimos las siguientes: DETERMINACIONES DE HECHOS 1. La parte demandante, Luz Nereida Rohena Domínguez adquirió el inmueble que se describirá en el inciso 4 más adelante, mediante: a) una parte por adjudicación

de Comunidad Hereditaria de Irma Domínguez Arrufat y esposo Esteban Rohena Barreto, según escritura número uno (1), autorizada en Carolina, Puerto Rico el treinta (30) de enero de dos mil catorce (2014), ante el notario público José A. El Doral Mortgage Corporation se convirtió de corporación a una compañía de responsabilidad limitada en el año 2007. En ese momento pasó a ser Doral Mortgage LLC, quien cesó operaciones como parte del cierre de Doral Bank el 27 de febrero de 2015. En ese momento algunos préstamos hipotecarios fueron vendidos a Banco Popular de Puerto Rico y a First Bank Puerto Rico (ambos bancos comerciales organizados y existentes bajo las leyes del Estado Libre Asociado de Puerto Rico), según Certificación de la Oficina del Comisionado de Instituciones Financieras dada el día 14 de marzo de 2024 en San Juan, Puerto Rico. 4. El 9 de octubre de 1996, se constituyó un pagaré a favor de Doral Mortgage Corp., o a su orden, por cincuenta y dos mil quinientos dólares ($52,500.00), al nueve por ciento (9%), vencedero el primero de octubre de dos mil once (01/10/2011), según Escritura Número seiscientos ochenta y dos (682), en San Juan, a 9 de octubre de 1996, ante el notario Carlos Martínez Olmo, inscrita al folio 172 vto del tomo 1051 de Carolina, finca número 44,140, inscripción quinta, sobre la siguiente propiedad: URBANA: Parcela de terreno marcada con el número “R” guión treinta y nueve (R-39), radicada en el barrio Canovanillas del término municipal de Carolina,

Puerto Rico, con un área superficial de trescientos treinta y nueve punto treinta (339.30) metros cuadrados, en el plano de inscripción del Proyecto Terrazas de Carolina. En lindes por el NORTE, con el solar “R” guión treinta y ocho (R-38), en distancia de dieciocho punto veinticinco (18.25) metros; por el SUR, con la calle veintitrés (23) de la urbanización, en un arco de siete punto setenta y dos (7.72) metros y otro arco de cinco punto ochenta y siete (5.87) metros; por el ESTE, con la calle II de la urbanización, en un arco de veinte punto cincuenta y nueve (20.59) metros y por el OESTE, con el solar “R” guión cuarenta (R40) en distancia de veintidós punto noventa y uno (22.91) metros. Enclava una casa de hormigón y bloques de una planta para uso residencial. Inscrita al folio 169 del tomo 1051 de Carolina, Registro de la Propiedad de Carolina, Sección II, finca #44,140. Catastro número: 117-012078-40-001. 5. La obligación evidenciada por el pagaré anteriormente descrito fue pagada en su totalidad. 6. La parte demandante realizó una búsqueda exhaustiva sin éxito para localizar el pagaré original de $52,500.00 el cual venció el 1ro de octubre de 2011 y a la fecha de esta demanda, no había sido cancelado. 7. No consta en el Registro de la Propiedad la interposición de Demanda o procedimiento de cobro o ejecución del gravamen hipotecario. 8. Tampoco consta en el Registro de la Propiedad documento alguno que mantenga en vigor dicha obligación por cualquier reclamación que le de subsistencia, suspensión, prescripción liberatoria o por cualquier otra causa. 9. La parte demandante conforme al Reglamento General para la Ejecución de la Ley Hipotecaria y la Ley del Registro de la Propiedad Inmobiliaria de 2015 en su Artículos 121 y 122, solicita cancelar la hipoteca constituida en garantía de un título transferible instando acción contra los últimos poseedores conocidos. CONCLUSIONES DE DERECHO El artículo 122 de la Ley del Registro de la Propiedad Inmobiliaria, Ley Núm. 2102015, 30 LPRA sec. 6172, dispone que: “[s]i todos o algunos de los instrumentos negociables se extraviaron o fueron destruidos, únicamente podrán cancelarse dichas inscripciones mediante la presentación de la sentencia final y firme debidamente certificada en la que se declaren extinguidas las obligaciones representadas por los referidos instrumentos.” SENTENCIA A TENOR CON LO ANTERIOR,

se declara Con Lugar la Demanda y en su consecuencia se ordena al Honorable Registrador de la Propiedad la correspondiente cancelación de la hipoteca sobre la propiedad antes descrita y el Pagaré por la suma de $52,500.00, según descrito anteriormente en la presente Sentencia. Who now ranks as the greatest living Hall of Famer?

It’s a sad reminder of baseball’s runaway steroid era that none of the three greatest living players are members of the Hall of Fame. Willie Mays had been the undisputed holder of that mythical title until his death Tuesday at age 93. Now, it’s a lot more complicated. Do you consider Barry Bonds, and his record seven MVP awards, to be the new GOLD standard? (That’s Greatest Of Living Dudes, and yes, I just made it up.) Or maybe it’s Roger Clemens and his record seven Cy Young Awards. Any support for Alex Rodríguez, the only player besides Mays with 3,000 hits, 600 homers and 300 stolen bases?

Maybe, maybe not. For many fans — and for enough Hall of Fame voters to keep them all out of Cooperstown — the thicket of steroids is simply too twisted to untangle.

So let’s make this exercise more straightforward: Who’s the greatest living Hall of Famer? It’s not an easy answer, either, but at least it’s a baseball argument, not a chemistry class or morality play.

The wins above replacement metric, while flawed, is at least useful as a baseline for the debate. Here are the 25 living players with 80 WAR, by Baseball Reference’s version of the metric. (Those who have not been elected to the Hall of Fame are indicated by *; those not yet eligible have a #.)

Missing from that list are two of the four winners of MLB’s 2015 Greatest Living Player balloting, when Mays and Hank Aaron were joined by Johnny Bench (75.1 WAR) and Sandy Koufax (48.9) in a pregame ceremony at the All-Star Game in Cincinnati.

Koufax had a brief peak and thus compiled fewer WAR than César Cedeño, Brian Giles and Larry Jackson, among hundreds of others. At 88, he’s the second-oldest living Hall of Fame player (behind Luis Aparicio, 90) and an inner-circle guy in Cooperstown.

You could make a fair case for Koufax or Bench, the extraordinary catcher of the fabled Big Red Machine. But the feeling here is that the best candidates are Rickey Henderson, Mike Schmidt, Greg Maddux and Randy Johnson.

Maddux has the most victories of any living pitcher, with 355, but Johnson had about 1,500 more strikeouts in around 900 fewer innings. Maddux won four Cy Young Awards and Johnson won five. Both had losing records in the postseason despite generally pitching well, and both won one championship. Too close to call.

But just as Davis seemed ready to talk his way into Henderson as the new greatest living Hall of Famer, he pivoted. Yes, Schmidt is a broadcast partner for some Sunday home games, but Schmidt also once predicted that Nolan Arenado would supplant him as history’s top third baseman; he’s humbler than your average living legend.

“I mean, they’re two different positions, but I’d probably go with Schmitty,” Davis said. “I think the MVPs set him apart and the Gold Gloves set him apart, to go along with the 548 home runs.”

That brings us to Henderson and Schmidt. So let’s ask Ben Davis, who played with Henderson in San Diego and grew up near Philadelphia watching Schmidt, who spent his entire career with the Phillies.

“Mike Schmidt is the best third baseman of all-time, and Rickey Henderson revolutionized the leadoff spot,” said Davis, a former catcher and now a Phillies broadcaster. “What Rickey did on a baseball field, you talk about different ways to beat you — he obviously beat you with his legs, he had thunder in his bat with the leadoff homers, he played a decent left field. He has records that will never be broken.”

As teammates on the 2001 Padres, Davis saw Henderson set the career records for walks and runs scored (he homered and slid into home) while also collecting his 3,000th hit. Bonds has since passed Henderson for walks, but Henderson still leads in runs (2,295), leadoff homers (81) and stolen bases, with 1,406 — a total so absurd that you could swipe 50 a year for

Henderson won the American League MVP award in 1990, but Schmidt took National League honors three times: 1980, 1981 and 1986. Henderson captured one Gold Glove, while Schmidt won 10. Both won a postseason MVP award and led the league in walks four times.

It’s really a matter of what you value. Henderson did many things well and was a historical outlier in stolen bases with the longevity to amass more total bases than Schmidt. But Schmidt was no short-peak guy: He had a mind-bending prime of 14 consecutive superstar seasons (1974 through 1987) and refused to hang on when he stopped meeting his personal standards.

The difference, perhaps, was the defense, which made Schmidt a force whenever he appeared on the field. Then again, Ken Griffey Jr. also won 10 Gold Gloves and hit 82 more homers than Schmidt. Carl Yastrzemski won seven Gold Gloves and three batting titles, with 452 homers and more hits than every living Hall of Famer besides Derek Jeter.

Koufax is the only living Hall of Famer with multiple Cy Young Awards, no-hitters and championships. Steve Carlton was the first pitcher to win four Cy Young Awards and the last to work 300 innings. Nolan Ryan leads the world in strikeouts and no-hitters. Pedro Martínez is the only living pitcher with 3,000 strikeouts and an ERA under 3.00.

Bench won 10 Gold Gloves and two MVPs at baseball’s most demanding position. Eddie Murray is the only living Hall of Famer with 3,000 hits and 500 homers. Cal Ripken had 400 homers, 3,000 hits, two MVPs and the record for consecutive games. Wade Boggs is the only player to debut after 1941 with a .320 average and a .850 O.P.S.

On and on it goes. Maybe, in this post-Mays world, the easiest answer to the greatest-ever question is to remove the Hall of Fame qualifier. Like it or not, we all know who it is — even our Henderson/Schmidt expert.

“Barry Bonds is the greatest player of all time,” Davis said. “Hands down.”
