or the first time in the U.S. territory, the Puerto Rico Department of Justice sued more than 30 people convicted of corruption for damages and to recover millions of dollars for the public coffers lost in illegal schemes.

Justice Secretary Domingo Emanuelli Hernández highlighted at a press conference on Tuesday the meticulous legal analysis that led to the agency he leads filing 14 lawsuits in the San Juan Court of First Instance. The lawsuits, filed under the Anti-Corruption Code for a New Puerto Rico, aim to recover over $30 million.

Among the first sued by the Department of Justice are former mayors Ángel Pérez Otero, Luis Arroyo Chiqués, Félix Delgado Montalvo, José Luis Cruz Cruz, Abel Nazario Quiñones, Javier García Pérez, Eduardo Cintrón Suárez and Reynaldo Vargas Rodríguez. Lawsuits were also filed against former legislators María Milagros Charbonier, Nelson del Valle Colón and Néstor A. Alonso Vega.

The list includes, as co-defendants, Oscar Santamaría, Orlando Montes Rivera, Frances M. Acevedo Ceballos, Javier Benítez Cardona, Edwin Torres Gutiérrez, Claribel Rodríguez Canchani, Humberto Oscar Pagán Sánchez, Kelvin Ortiz Vergara, Ramón Enrique Martes Negrón, Juan Rosario Núñez, Erick Rondón Rodríguez, Eugenio García Jiménez, Stephen Kirkland, Alejandro José Riera Fernández, Joseph Kirkland, Arnaldo Jerónimo Irizarry Irizarry, Roberto Mejil Tellado, Raymond Rodríguez Santos and Mario Villegas Vargas. Additionally, the lawsuits included the firms Asphalt Inc. and Waste Collection Corp.

“We are going to recover the money for the Puerto Rican people and demand from them an amount that adds up to three times the damage caused by those who have illegally ap-

propriated public funds,” the Justice chief said.

“The Anti-Corruption Code allows us to claim, through civil lawsuits in state jurisdiction, public money misappropriated or illegally appropriated either by officials or people in the private sector who have failed Puerto Rico. The monetary compensation is equivalent to triple the economic damage caused to the Government of Puerto Rico through acts of corruption.”

In order to ensure the payment of damages as sentenced by the court, the Anti-Corruption Code establishes that the state may request from the court any necessary provisional order.

“The court may grant any of the provisional remedies provided for in the Rules of Civil Procedure including, without being understood as a limitation, seizure, seizure of funds in the possession of a third party and the prohibition of alienation,” reads the statute.

(A prohibition of alienation, also known as a restraint on alienation, is a restriction in a will or deed that prevents the transfer of real property in the future. Such a restriction applies to the property, not the owner.)

“With this action we send a clear and forceful message that corruption has severe consequences in Puerto Rico,” Emanuelli Hernández said. “We hope it will be a deterrent to have to return more than what they have stolen from the people who placed their trust in many of them. When they begin to feel it in their own pockets and have to pay with their assets, they will think a thousand times before touching the money that belongs to the citizens, whom they failed.”

PDP San Juan mayoral candidate has yet to meet with Zaragoza

Popular Democratic Party (PDP) candidate for mayor of San Juan Terestella González Denton said Tuesday that she has yet to meet with Juan Zaragoza Gómez, the former gubernatorial candidate who lost the PDP primary election, even though he has met with her New Progressive Party opponent, incumbent Mayor Miguel Romero Lugo.

“That leaves a lot to say, really, as to where his priorities are,” she said. “But really, that doesn’t make me lose any sleep.”

Zaragoza won the gubernatorial primary in San Juan by a wide margin, with 5,984 votes compared to the 3,266 obtained by the eventual winner, PDP President Jesús

Manuel Ortiz González, who also lost in the capital city during the party’s presidential election in 2023. Zaragoza was photographed meeting with Romero on social media, stirring concerns about a division in the PDP.

However, the PDP candidate for the San Juan District 4 seat in the island House of Representatives, Manuel Calderón Cerame, said he would try to reunite his party colleagues to have a united front heading into November.

“I believe we can achieve something, and that is my intention,” the municipal legislator said. “I can be an entity that can achieve and promote and solidify the unity needed in the Popular Democratic Party leadership. It would be between Juan Zaragoza and Terestella González and even Jesús Manuel [Ortiz] himself.” Justice

‘Possibly there is no evidence to support it’:

Justice Secretary Domingo Emanuelli Hernández said Tuesday that the Department of Justice has already analyzed the LUMA Energy contract and “if you want to cancel it, you must follow the established processes,” in his opinion.

“We evaluated that contract on November 15, 2022. We have been talking [about this] for almost three years,” Emanuelli Hernández said at a press conference in San Juan. “Oh, and we put it on the [web] page; this is a public report on the Department of Justice page. It has 55 pages. You have to read it to talk [about it]. Those people who are going to refer to the contract, read it and there are answers to all the questions and all the insinuations that we should make and that should not be made. Everything is there.”

The Justice secretary said none of the entities in charge of supervising the consortium that operates the island’s electricity transmission and distribution system have sent any referral to the agency he leads.

“So that you can take a case to court, there [in his opinion] they are told what can happen, but they must bring the evidence,”

Justice chief on canceling LUMA contract

Emanuelli Hernández said. “If you do not bring me proof, in terms of the people who are investigating or regulating this, that these people complied or are not complying, then there are processes established by the contract that are not as easy as people say. Now, [a complaint] to make it void has not arrived here.”

Regarding who would have to request the investigation and file the documents, Emanuelli Hernandez said it falls to the Fiscal Agency and Financial Advisory Authority of Puerto Rico, the Public-Private Partnerships Authority and the Puerto Rico Energy Bureau.

“I have not received any, no complaints,” he said. “If they had the interest and the evidence, surely yes. There is discomfort, there is a lot of discomfort that everyone is feeling. However, in order to void a contract drawn up like this, you must work with caution and intelligence. This is not, ‘oh, I’m going to void a contract because the power went out.’ No, it’s not so easy. It is more complicated than that, but we are willing to handle it.”

Separately on Tuesday, Gov Pedro Pierluisi Urrutia recommended that LUMA express itself on what has become a topic of public theorizing -- that the embattled private consortium behaves

as if it wanted to get out of the contract to manage the electricity transmission and distribution system -- if one of its officials is asked the question.

“I think LUMA should be asked directly if that is its feeling, if that is … what it wants to do,” the governor said at a press conference for the reconstruction of the Punta Lima Ecological Park, a wind farm in Naguabo.

Senate approves House resolution to halt $300 charge to solar customers

The island Senate unanimously approved (19-0) House Joint Resolution 604, which orders the Puerto Rico Energy Bureau (PREB) to issue a resolution to halt the special charge of $300 to customers who have photovoltaic energy systems.

The vote was announced by the measure’s co-authors, San Juan District Rep. Víctor Parés Otero and the New Progressive Party minority leader in the House of Representatives, Carlos “Johnny” Méndez Nuñez.

“We reiterate our opposition to this excessive and unnecessary charge that will have the effect, if it is not stopped, of slowing down and even stopping the photovoltaic system installation industry on the island, in addition to being con-

trary to the public policy declared in Law 17-2019, better known as the Puerto Rico Energy Public Policy Law, which

sets the goal of achieving that by 2025 40 percent of the energy produced in Puerto Rico will be renewable, and by 2050 to completely abandon the use of oil and coal,” the legislators said.

About 1,400 energy customers have already received the bill with the special charge of $300.

The measure establishes that the PREB will rescind the provisions contained in subsection (3) of Article B (Review by Supplementary Study and Expedited Process) in Regulation Number 8915 on Interconnection of the Distribution System of the Electric Power Authority (PREPA) and Participate in the Net Metering Programs of February 6, 2017, which orders customers interconnected with photovoltaic energy systems to remit PREPA for the amount of $300 for the purpose of carrying out a supplementary study of energy capacity.

House passes resolution to augment supervision of LUMA

The House of Representatives late on Monday approved Joint Resolution 664 to direct the Public-Private Partnerships Authority (P3A) to conduct oversight of LUMA Energy and empower the Puerto Rico Electric Power Authority as part of the supervisory entity of the private operator of the island’s electrical transmission and distribution system.

“In view of the frequent blackouts that our island has suffered, which have left thousands of subscribers without electricity, we request that PREPA be the supervisory entity of this contract,” House Majority Leader Rep. Ángel Matos García said. “LUMA Energy has not performed its function of repairing or replacing electrical transmission equipment and infrastructure, nor has it complied with the plan to remove weeds and remove branches, which has been one of the causes of the constant blackouts.”

The joint resolution’s preamble emphasizes that the privatization of the administration of the energy transmission and distribution network was based on the supposition that a private entity would perform the functions more effectively, at a lower cost and with greater operational agility than PREPA.

“It was anticipated that LUMA would generate savings of about $250 million in the first three years of operation and would carry out a rehabilitation of the transmission network and changes in the generation plants,” reads the measure.

Meanwhile, House Concurrent Resolution 82 also was approved, which requests that Gov. Pedro Pierluisi Urrutia declare the P3A executive director post vacant and appoint PREPA Executive Director Josué Colón as executive director of the P3A.

“It is necessary that the director of the P3 Authority be replaced by the director of the Electric Power Authority, Colón,” said Rep Ángel Bulerín Ramos, who co-authored the measure with Rep.

Carlos “Johnny” Méndez Núñez. “We need a person who has the experience to exercise the oversight function over the contracts of LUMA and Genera P.R., and Colón is a great resource and has the confidence of the people of Puerto Rico.”

Authorities warn about cyber attacks on island hospitals

The FBI and the U.S. Department of Health and Human Services (HHS) have issued a Joint Cybersecurity Advisory about cyber attacks on hospitals.

“In Puerto Rico we are issuing the warning, since more than 40 hospitals have been attacked and thousands of hacking attempts are reported monthly in health institutions,” said Ramón Alejandro Pabón, a former president of the Healthcare Service Administrators Association of Puerto Rico who is currently studying for a digital transformation certification in health care at Harvard Medical School. “Fortunately, the FBI and the Department of Health and Human Services are providing us with significant support, and last night, they issued us this Joint Cybersecurity Advisory (CSA). At the local level, the call is to redouble efforts and, above all, to

be alert and up to date with new modalities.”

The FBI and HHS have issued the CSA to disseminate known indicators of compromise, or IOCs, and tactics, techniques and procedures (TTPs) used in a social engineering campaign aimed at public health and health sector entities and providers.

“Threat actors are using phishing schemes to steal login credentials to gain initial access and divert Automated Clearing House (ACH) payments to controlled bank accounts in the U.S.,” Pabón said. “Healthcare organizations are attractive targets for threat actors due to their size, technological dependence, access to personal health information and the unique impacts of disruptions in patient care.”

The FBI and HHS urged organizations to implement the recommendations in the Mitigations section of the CSA that it said “are being shared with hospitals to reduce the likelihood

and impact of social engineering incidents.”

“For example, a list of telephone numbers is being distributed and those numbers must be blocked and identified in the MDM (Mobile Device Manager) if someone from the company has been in contact,” the agencies said.

Pabón noted that based on previous reports of cyber attacks and forensic analysis, the FBI and HHS observed consistency in the TTPs used in cyber attacks against the healthcare sector. Unknown threat actors gained initial access to employees’ email accounts and then specifically targeted login information related to processing reimbursement payments to insurance companies, Medicare, or similar entities.

To gain initial access to victims’ networks, the threat actor acquired credentials through social engineering or phishing. In some observed cases, the threat actor called an organization’s help desk posing as an employee of the orga-

nization and triggered a password reset for the targeted employee’s organizational account.

In some cases, by manipulating help desk employees, the threat actor was able to bypass multifactor authentication. In another case, threat actors registered a phishing domain that varied by one character from the target organization’s true domain and targeted the organization’s chief financial officer. Threat actors often have personally identifiable information, or PII, of the impersonated employee obtained from data breaches, allowing the threat actor to confirm the identity of the targeted employees over the phone.

Bill to make military pensions tax-exempt in PR clears Legislature

The Senate late Monday approved House Bill 1747, authored by District 20 Rep. Joel Sánchez Ayala, which proposes an exemption from state income related to a military pension for all veterans and retired military personnel of the U.S. Armed Forces residing in Puerto Rico.

“We have an immense commitment to improving the quality of life for veterans and military retirees in Puerto Rico by offering a significant tax exemption and creating a more favorable environment for them,” said Sánchez Ayala, who chairs the Federal, International,

Status and Veteran Relations Committee of the House of Representatives. “We are pleased with the approval of this measure in the Senate.”

The proposal, which now goes to the governor’s desk for his signature, is consistent with the economic plan for a well-structured tax system, aimed at encouraging and/or stimulating the permanence of veterans and retired military personnel, and in turn granting greater benefits for those who wish to return or choose Puerto Rico as their permanent residence, the lawmaker noted. Currently, 26 states do not impose taxes on military retirement income, so it was proposed that Puerto Rico follow suit, thereby fostering local economic devel-

opment and retaining these valuable citizens of the island.

“This initiative not only recognizes the service and sacrifice of our veterans and military retirees, but also represents an economic development strategy for Puerto Rico,” Sánchez Ayala said. “We want our heroes to consider Puerto Rico as their forever home.”

For its part, the Financial Oversight and Management Board announced that it is willing to favor this type of measure. The bill had the recommendations and support of the Veteran’s Advocate, various veterans’ organizations such as the American Legion, and veteran members of the 65th Infantry Regiment, among others.

Lawyer: Future of Suiza Dairy rests with union, federal court

The future of Suiza Dairy rests on the employees unionized under the Puerto Rican Workers Central accepting the economic situation that keeps the company in monthly losses of $3 million and in which the federal court orders the Dairy Industry Regulation Office to increase the price of milk, said Ángel Muñoz Noya, a labor lawyer for Suiza, earlier this week.

“At the moment, it is very difficult to

think about how we can solve this situation,” Muñoz Noya said at a press conference. “We invite the union to reconsider and accept Suiza Dairy’s word to wait six months to see what happens with the company and the availability then to review the medical plan.”

The union is threatening a strike, which Muñoz Noya said would mean the workers would have to accept additional losses on top of the $3 million monthly losses currently experienced by the company.

Regarding the additional losses that a

strike would bring, the lawyer estimated at $1 million the cost of confiscating the milk that is still in the facilities and putting the processor in a position to resume operation. That does not include the sales losses and the captive market that likely would go to Suiza’s competitor, Vaqueria Tres Monjitas.

“So we’re talking about millions of dollars,” Muñoz Noya said. “That is why the company cannot continue to increase its operating costs when we are already losing $3 million a month.”

Regarding the layoffs of 45 employees, Muñoz Noya said they are due to the economic situation and the determination not to continue business with 900 small businesses to which Suiza distributes its products. The

The lawyer insisted however that Suiza Dairy does not contemplate, for the moment, filing for bankruptcy or shutting down. He said the parent company, Grupo Gloria of Peru, is willing for now to absorb the loss of the business in Puerto Rico.

The voters watching the debate with a hand over their eyes

mated, and who outperformed expectations as recently as at his energetic State of the Union address. Polls suggested Biden won their last debate, in 2020, and he went on to win that election.

“Democrats, who are worriers to begin with and who are absolutely terrified of Trump, are worried,” said Celinda Lake, a Democratic pollster who does work on behalf of the Biden campaign but was speaking only for herself. “We have short memories and big fears.”

Trump’s supporters, by contrast, often project serene confidence about how their candidate will perform against Biden.

Trump “is going to eat him up and spit him out,” said Maria Tiernan, 80, a retiree who saw the former president speak at a rally Saturday in Philadelphia. “I’m going to make popcorn. I’m having a party.”

“Trump has him in the debate, hands down,” said Emmett Taylor, 67, of Camden, New Jersey.

Several of Trump’s supporters worried that he wouldn’t be treated fairly by the debate’s moderators, Jake Tapper and Dana Bash of CNN. But the sky-high expectations that his supporters have for his personal performance, as well as their low expectations for Biden, could become a problem for Trump — one that he seemed to try to get ahead of at the Saturday rally by crudely suggesting that a strong performance by Biden could come only if he was using drugs.

“This is a great opportunity for Biden,” said Mark Longabaugh, a Democratic strategist who worked on the 2016 presidential campaign for Sen. Bernie Sanders, I-Vt. “If he goes in there and exceeds the expectations of the chattering class, I think he comes out with a win.”

Jay Bodenstein, a lifelong Democrat who lives in The Villages retirement community in Florida, plans to sit down this week for a night of television he regards with terror.

He will not be watching a horror movie. He’ll be watching the debate between President Joe Biden and former President Donald Trump.

“I’m fearful, I really am,” said Bodenstein, 76. People of his and Biden’s age (81) can easily misspeak or make mistakes, he said, and he worries a slipup on the debate stage — or even just a moment of thoughtful hesitation — could sink Biden’s campaign.

“I think he could possibly lose the election, which would be tragic,” Bodenstein said, adding that he wished the men weren’t debating at all.

On Thursday, Trump and Biden will meet for the first time since 2020 in a high-stakes clash with the rare power to jolt a contentious general election campaign just as it ramps up.

But many Democrats, as well as independent and Republican voters who are opposed to Trump, are feeling not so much “rah-rah” as they are a more anxious “ruh-roh.” After eight years of watching Trump’s caustic and unpredictable debate performances against Biden and Hillary Clinton — and as Biden fights doubts about his age after a slurry of sometimes deceptively edited videos — some of them are

just plain scared about what will happen at a moment when the stakes feel astronomical.

“I am, and many of my friends are, dreading it,” said Hilary Collins, a Democrat from Pennsylvania, who said she was the only one of her group of seven friends who could even bear to watch.

“I worry he’ll come across as old and out of touch,” said Roger Millnitz, an independent voter from Lincoln, Nebraska, who worries that Trump will exploit any slight weakness and who is deeply frustrated that a second term for the former president is even a possibility.

“I think it’s ridiculous that we’re at this point — that Trump, with all he’s been accused of and guilty of, is a candidate for the presidency,” Millnitz said. “It makes me almost retch.”

Last week, The New York Times asked readers how they were feeling about the debate. And although some expressed excitement and confidence in the president, many Democrats and Trump opponents who wrote in to describe feelings of dread, apathy and angst suggest that part of Biden’s challenge Thursday will be in reassuring and exciting his own supporters as well as persuading new ones.

“It has all the makings of a train wreck with chemical spillage that is lethally toxic,” said Jeffrey Marshall, an Arizona Democrat.

Democratic strategists say the hand-wringing is nothing new — particularly for a president who is often underesti-

Wanda and Randy Bliek awoke Saturday to the sound of water lapping against the walls of their home in Rock Valley, Iowa.

The couple rushed to their pickup truck and drove onto the street, but surging water pushed them against the curb. Unable to open the truck doors, they said, they escaped through the windows and climbed out into the neck-high current gushing down their street.

For eight long blocks, they alternated between swimming and walking to safety while neighbors screamed for help from their roofs. At one point, Wanda Bliek, 65, told her husband she was not sure she could continue.

“I said, ‘Well, if you want to stay alive, we’ve got to do this,’” Randy Bliek recalled.

Rock Valley, a town of 4,000 people in northwest Iowa, was among the hardest-hit places in a weekend of severe flooding that destroyed homes, inundated farm fields and left residents scrambling to evacuate in three Midwestern states.

Sioux City, South Dakota, where the water reached record levels, a key railroad bridge collapsed late Sunday night. In southern Minnesota, a dam was at risk of failing Monday.

“These next few days are going to be tough,” Gov. Kristi Noem of South Dakota said, “and the next few months, to restore some of these homes and families back, are going to be difficult.”

The flooding followed days of heavy rain. With the ground already saturated, the runoff overwhelmed many creeks and rivers.

The Midwest has faced a range of weather extremes over the past few years, including record-breaking floods in 2019, persistent drought, and then relentless rainstorms this month. As climate change causes the planet to warm, such extremes will become more common, scientists say.

“As we see these chaotic climate events due to climate change increase,” Gov. Tim Walz of Minnesota said, “we need to think about how we’re building back more resilient.”

The latest floods were continuing to challenge officials across the region Monday, with shifting river forecasts making it difficult to know how bad the flooding would be and when the worst would hit.

In Iowa, where hundreds of properties were destroyed, rivers were receding in some places by Monday afternoon. The Minnesota National Guard mobilized after as much as 18 inches of rain prompted evacuations. In South Dakota, river levels were starting to fall near North Sioux City, but towns like Yankton and Vermillion remained under threat.

The flood risk came on fast, with emergency crews working 24-hour shifts in some cases to evacuate residents in harm’s way and strengthen defenses against the rising waters. The National Weather Service said two South Dakota cities that experienced flooding, Sioux Falls and Mitchell, recorded their wettest twoday periods on record Thursday and Friday.

In North Sioux City, where some homes were destroyed Sunday night, a thick layer of murky brown water blanketed the

city Monday. Trees were split in half. People in stained jeans and sweat-drenched T-shirts filled cans of gasoline at gas stations. Shelves at the local Walmart were bare. But if it had not been for last-minute efforts to raise levees near the town, officials said, the destruction could have been even worse.

“If we did not take the mitigation efforts that we took yesterday, much of North Sioux City itself would be underwater,” Jason Westcott, the emergency management director in Union County, South Dakota, said Monday.

Officials with BNSF Railway said the middle span of a rail bridge over the Big Sioux River in North Sioux City collapsed around 11 p.m. Sunday. Because of the flood conditions, the railroad said that it had stopped using the bridge before the collapse, and that trains were being rerouted.

Farther north, in Lincoln County, South Dakota, the state’s Department of Public Safety said that an 87-year-old man died while trying to turn around a utility terrain vehicle on a closed road where the shoulder had washed away.

In Blue Earth County, Minnesota, about 90 miles southwest of Minneapolis, officials warned Monday that the Rapidan Dam was “in imminent failure condition.”

In Iowa, Gov. Kim Reynolds said that the state’s Department of Natural Resources conducted 250 water rescues in a single day over the weekend. She estimated that at least 1,900 properties in the state were affected by flooding. The sheriff’s office in Clay County, Iowa, said Monday that a man died over the weekend after his truck was swept away by the flooded Little Sioux River.

“Businesses are shuttered; main streets have been impacted; hospitals, nursing homes and other care facilities were evacuated,” Reynolds said. “Cities are without power, and some are without drinkable water.”

President Joe Biden declared a major disaster in Iowa on Monday, which makes federal funding assistance available for several counties in the state.

On Main Street in Rock Valley, Joane Rozeboom and her daughter, Britney Westra, watched as a tractor with a bucket and claw picked up mangled goods — cowhide furniture, drywall, insulation, flood-soaked clothing in plastic tubs — from outside their boutique, Copper Rose Apparel.

The shop had been a dream that they brought to life two years ago with help from their COVID-19 stimulus checks. As they looked at the destruction Monday, they said they would work to reopen the boutique.

“We’re like, yep, we’re doing it, and it’s going to be not as much work as the first time,” Rozeboom said. “But the more we dig, the more we find it’s still going to be a lot of work.”

Elsewhere in Rock Valley, where the retreating water left behind a swampy stench Monday that lingered in the 90-degree heat, the Blieks, the couple who struggled to reach safety Saturday, took in the damage at their house.

Mud coated a tangle of recliners, mattresses and end tables. It was a total loss.

But on a mantel in a lower level of the home, they found undisturbed the urn holding the ashes of their daughter, Halee, who died after a car accident last year at the age of 35.

“When we got here, I said, ‘Randy, we’ve got Halee,’” Wanda Bliek said. “It was the only thing I was really concerned about.”

How Mark Zuckerberg’s Meta failed children on safety, states say

In April 2019, David Ginsberg, a Meta executive, emailed his boss, Mark Zuckerberg, with a proposal to research and reduce loneliness and compulsive use on Instagram and Facebook.

In the email, Ginsberg noted that the company faced scrutiny for its products’ impacts “especially around areas of problematic use/addiction and teens.” He asked Zuckerberg for 24 engineers, researchers and other staff.

A week later, Susan Li, now the company’s chief financial officer, informed Ginsberg that the project was “not funded” because of staffing constraints. Adam Mosseri, Instagram’s head, ultimately declined to finance the project, too.

The email exchanges are just one slice of evidence cited among more than a dozen lawsuits filed since last year by the attorneys general of 45 states and the District of Columbia. The states accuse Meta of unfairly ensnaring teenagers and children on Instagram and Facebook while deceiving the public about the hazards. Using a coordinated legal approach, the attorneys general seek to compel Meta to bolster protections for minors.

A New York Times analysis of the states’ court filings — including roughly 1,400 pages of company documents and correspondence filed as evidence by the state of Tennessee — shows how Zuckerberg and other Meta leaders repeatedly promoted the safety of the company’s platforms, playing down risks to young people, even as they rejected employee pleas to bolster youth guardrails and hire additional staff.

In interviews, the attorneys general of several states suing Meta said Zuckerberg had led his company to drive user engagement at the expense of child welfare.

“A lot of these decisions ultimately landed on Mr. Zuckerberg’s desk,” said Raúl Torrez, the attorney general of New Mexico. “He needs to be asked explicitly, and held to account explicitly, for the decisions that he’s made.”

The state lawsuits against Meta reflect mounting concerns that teenagers and children on social media can be sexually solicited, harassed, bullied, body-shamed and algorithmically induced into compulsive online use.

In a statement, Liza Crenshaw, a spokesperson for Meta, said the company was committed to youth well-being and had many teams and specialists devoted to youth experiences. She added that Meta had developed more than

50 youth safety tools and features, including limiting age-inappropriate content and restricting teenagers under 16 from receiving direct messages from people they didn’t follow.

“We want to reassure every parent that we have their interests at heart in the work we’re doing to help provide teens with safe experiences online,” Crenshaw said. The states’ legal complaints, she added, “mischaracterize our work using selective quotes and cherrypicked documents.”

Meta has long wrestled with how to attract and retain teenagers, who are a core part of the company’s growth strategy, internal company documents show.

Teenagers became a major focus for Zuckerberg as early as 2016, according to the Tennessee complaint, when the company was still known as Facebook and owned apps including Instagram and WhatsApp. That spring, an annual survey of young people by the investment bank Piper Jaffray reported that Snapchat, a disappearing-message app, had surpassed Instagram in popularity.

Later that year, Instagram introduced a similar disappearing photo- and video-sharing feature, Instagram Stories. Zuckerberg directed executives to focus on getting teenagers to spend more time on the company’s platforms, according to the Tennessee complaint.

The “overall company goal is total teen time spent,” wrote one employee, whose name is redacted, in an email to executives in November 2016, according to internal correspondence among the exhibits in the Tennessee case. Participating teams should increase the number of employees dedicated to projects for teenagers by at least 50%, the email added, noting that Meta already had more than a dozen researchers analyzing the youth market.

In April 2017, Kevin Systrom, Instagram’s CEO, emailed Zuckerberg asking for more staff to work on mitigating harms to users, according to the New Mexico complaint.

Zuckerberg replied that he would include Instagram in a plan to hire more staff, but he said Facebook faced “more extreme issues.” At the time, legislators were criticizing the company for having failed to hinder disinformation during the 2016 U.S. presidential campaign.

Meta said an Instagram team developed and introduced safety measures and experiences for young users. The company didn’t respond to a question about whether Zuckerberg had provided the additional staff.

In January 2018, Zuckerberg received a report estimating that 4 million children under

age 13 were on Instagram, according to a lawsuit filed in federal court by 33 states.

Facebook’s and Instagram’s terms of use prohibit users under 13. But the company’s sign-up process for new accounts enabled children to easily lie about their age, according to the complaint. Meta’s practices violated a federal children’s online privacy law requiring certain online services to obtain parental consent before collecting personal data, like contact information, from children under 13, the states allege.

In March 2018, the Times reported that Cambridge Analytica, a voter profiling firm, had covertly harvested the personal data of millions of Facebook users. That set off more scrutiny of the company’s privacy practices, including those involving minors.

Zuckerberg testified the next month at a Senate hearing, “We don’t allow people under the age of 13 to use Facebook.”

Attorneys general from dozens of states disagree.

In its statement, Meta said Instagram had measures in place to remove underage accounts when the company identified them. Meta has said it has regularly removed hundreds of thousands of accounts that could not prove they met the company’s age requirements.

In 2021, Meta began planning for a new social app. It was to be aimed specifically at children and called Instagram Kids. In response, 44 attorneys general wrote a letter that May urg-

ing Zuckerberg to “abandon these plans.”

“Facebook has historically failed to protect the welfare of children on its platforms,” the letter said.

Meta subsequently paused plans for an Instagram Kids app.

By August, company efforts to protect users’ well-being work had become “increasingly urgent” for Meta, according to another email to Zuckerberg filed as an exhibit in the Tennessee case. Nick Clegg, now Meta’s head of global affairs, warned his boss of mounting concerns from regulators about the company’s impact on teenage mental health, including “potential legal action from state A.G.s.”

Describing Meta’s youth well-being efforts as “understaffed and fragmented,” Clegg requested funding for 45 employees, including 20 engineers.

In November 2021, Clegg, who had not heard back from Zuckerberg about his request for more staff, sent a follow-up email with a scaled-down proposal, according to Tennessee court filings. He asked for 32 employees, none of them engineers.

Li, the finance executive, responded a few days later, saying she would defer to Zuckerberg and suggested that the funding was unlikely, according to an internal email filed in the Tennessee case. Meta didn’t respond to a question about whether the request had been granted.

Last fall, the Match Group, which owns dating apps like Tinder and OKCupid, found that ads the company had placed on Meta’s platforms were running adjacent to “highly disturbing” violent and sexualized content, some of it involving children, according to the New Mexico complaint. Meta removed some of the posts flagged by Match, telling the dating giant that “violating content may not get caught a small percentage of the time,” the complaint said.

Dissatisfied with Meta’s response, Bernard Kim, the CEO of the Match Group, reached out to Zuckerberg by email with a warning, saying his company could not “turn a blind eye,” the complaint said.

Zuckerberg didn’t respond to Kim, according to the complaint.

Meta said the company had spent years building technology to combat child exploitation.

Last month, a judge denied Meta’s motion to dismiss the New Mexico lawsuit. But the court granted a request regarding Zuckerberg, who had been named as defendant, to drop him from the case.

AI stocks to leave big impact on Russell reconstitution

Investors are gearing up for the final reconstitution of the benchmark indexes by FTSE Russell on Friday, with the furious rally in artificial intelligence (AI) related stocks over the past year expected to leave an outsized imprint on their final shape.

The Russell Reconstitution, an event that typically results in one of the busiest trading days of the year, will become official after the closing bell on Friday and concludes a multi-step process by FTSE Russell for the annual refresh of its indexes.

This once-a-year change prompts fund managers to adjust their portfolios to reflect the new weightings and components.

This refresh encompasses a range of the Russell indexes, such as the Russell 1000 index of large-cap stocks and the Russell 2000 index of small-cap names which together make up the Russell 3000 index. In addition, there are style indexes such as the Russell 1000 growth and Russell 2000 value indexes.

Since last year’s reconstitution, the furious rally in stocks seen as likely to benefit from AI, names such as Nvidia and Super Micro Computer, is expected to significantly impact Russell’s growth and value indexes this year.

Even with a recent slide, Nvidia shares as of Monday have rallied about 180% from a year ago, while Super Micro has gained more than 230%. Meta Platforms has jumped nearly 75% and Microsoft has climbed more than 31%.

The outperformance in growth means there will be fewer than 400 stocks in the Russell 1000 growth index, according to Jefferies equity strategist Steven DeSanctis in New York, who estimates the top five names will account for over 44% of the weighting.

“All the top names keep getting a chunkier and chunkier proportion,” said DeSanctis.

In addition, the weightings in the Russell 2000 growth will shift and DeSanctis anticipates a 4.6% decrease in tech’s weighting while health care will gain 3.4%.

The Russell 1000 growth index is expected to have about two-thirds of its components in just technology and communication services, said Bryant VanCronkhite, senior portfolio manager at Allspring Global Investments in Menomonee Falls, Wisconsin.

Meanwhile, about 45 stocks are leaving the growth index, reducing the index to just over 390 names, compared to roughly 870 in the counterpart value index, VanCronkhite said.

MOST ASSERTIVE STOCKS

“It becomes much more challenging to beat benchmarks when you have fewer tools in the toolbox,” VanCronkhite said. “If you have a smaller number of names, you may have fewer options to construct the ideal portfolio.”

While some index providers choose to constantly refresh their indexes to keep a fixed amount of components in them,

FTSE Russell only reconstitutes once per year, with the exception of adding initial public offerings on a quarterly basis.

Because the reconstitution is well telegraphed every year, it also creates additional demand for buying and selling stocks as some investors may see the additional liquidity as an opportunity to take advantage of any price dislocations that may result.

At the June 2023 reconstitution, $72.7 billion and $61.7 billion in U.S. stocks traded in the closing moments of Friday trading on the New York Stock Exchange and Nasdaq exchanges, respectively, according to FTSE Russell. Due to the concentration in the mega cap growth stocks such as Nvidia this year, the typical large cap growth manager is underweight by the top ten benchmark stocks by 16.7%, UBS senior U.S. equity strategist Patrick Palfrey estimated in a report late last month. Palfrey expects the top 10 company weights in the Russell 1000 growth index to increase from 56.1% to 61.3% after the refresh.

Foreign police officers land on the ground in Haiti

Foreign law enforcement officers began arriving in Haiti on Tuesday, more than year and a half after the prime minister there issued a plea to other countries for help to stop the rampant gang violence that has upended the Caribbean nation.

Footage shared on social media showed dozens of armed men in military fatigues filing out of a Kenya Airways plane at Haiti’s Toussaint-Louverture International Airport in the capital, Port-au-Prince.

The officers are part of a deployment of police officers from eight nations who will fan out across the capital in an effort to wrest control of the city from dozens of armed groups that have attacked police stations, freed prisoners and killed with impunity.

Since the appeal for international help went out in October 2022, more than 7,500 people have been killed by violence — more than 2,500 people so far this year alone, the United Nations said.

With a weakened national government and the presidency vacant, dozens of gangs took over much of the capital this year, putting up roadblocks, kidnapping and killing civilians and attacking entire neighborhoods. About 200,000 people were forced out of their homes between March and May, according to the U.N.

Now an initial group of 400 Kenyan police officers have arrived to take on the gangs, an effort largely organized by the Biden administration. The Kenyans are the first to deploy of an expected 2,500-member force.

“You are undertaking a vital mission that transcends borders and cultures,” President William Ruto of Kenya told the officers Monday. “Your presence in Haiti will bring hope and relief to communities torn apart by violence and ravaged by disorder.”

The Kenyan officers are expected to tackle a long list of priorities, among them retaking control of the country’s main port as well as freeing major highways from criminal groups that demand money from drivers.

“Gang checkpoints on these roads are also a major source of their income, generated by extorting money from everyone passing through and by kidnapping and holding people for hefty ransoms,” said William O’Neill, the U.N.’s human rights expert on Haiti.

Many experts are guarded in their assessment of the international force, mainly because, aside from tackling the insecurity, there is no comprehensive plan to address the root causes of Haiti’s many governance problems.

After Prime Minister Ariel Henry was forced to resign in late April, it took several weeks for political parties to agree on who would serve on a new transitional presidential council. It was a full month before a replacement for Henry took office.

Garry Conille, a former U.N. official, accepted the post in late May.

In a social media post late Monday, he said he hoped this mission would be Haiti’s last. The country has a long history of international interventions, including some that were marred by accusations of sexual exploitation and poor sanitation that led to widespread cholera.

The United States, Canada and France — Haiti’s biggest benefactors and allies — were unwilling to send troops of their own to Haiti.

Beyond protecting key infrastructure, the officers at some point will be expected to secure the presidential palace, which remains in shambles after a 2010 earthquake but continues to be a symbolic place of power in Haiti.

But the contingent of 400 that arrived Tuesday is just a small step toward a large operation that will require many more people and resources to be effective, said Gédéon Jean, executive director of the Center for Analysis and Research in Human Rights, a Haitian organization that was forced to suspend its operations because of rising violence.

Kenyans comes at a good time,” particularly since a new police chief and prime minister have been named in recent weeks, he said.

A small assessment team from Kenya arrived in May to begin preparations but found equipment lacking. That left the United States, the main supplier for the mission, rushing to find armored vehicles and other equipment.

“The Kenyans do not want to be one of these missions that show up on the ground, and for a month, they never leave their base,”

Dennis B. Hankins, the U.S. ambassador to Haiti, said in an interview. “They want to be able to see quickly that they are making an impact.”

Haitian authorities have difficult decisions ahead, Hankins said, such as what should happen first: retaking control of the central hospital in Port-au-Prince or securing the port so that fuel, food and other commodities can flow consistently.

The Kenyans will “support” the Haitian police but not replace them, he said, so that when the mission ends, their departure doesn’t create “a security vacuum.”

Officially called the Multinational Security Support Mission, the deployment is expected to last at least a year, according to the U.S. government. Sanctioned by the U.N. and mostly financed by the United States, its goal is to support Haitian police and establish enough stability so the transitional government can set up elections to choose a new president as well as members of parliament.

So far, the Bahamas, Bangladesh, Barbados, Belize, Benin, Chad, Jamaica and Kenya have officially offered personnel for the mission.

But the mission has not received much financial commitment.

While Kenyan officials estimate the cost will run up to $600 million, a U.N. fund to pay for it has only $21 million. The United States has pledged more than $300 million to finance the mission.

The Kenyan deployment comes a month after Ruto traveled to the United States at President Joe Biden’s invitation. The four-day trip was the first state visit by a Kenyan president in two decades and the first by an African leader since 2008.

“So much remains to be done,” Jean said. The initial group is likely to “play it safe” at the start, but even as more officers arrive from other countries, the task will be daunting, particularly since the officers have not worked together before, do not speak the same languages or have a shared “operational framework,” said Sophie Rutenbar, a visiting scholar at the New York University Center on International Cooperation who has worked in Haiti.

“The early deployment of this force is going to be very vulnerable,” Rutenbar said.

Eugene Chen, a former U.N. official who follows Haiti closely, said the international mission seemed to emerge out of desperation to do something. Without finding ways to support Haiti’s political process, the mission could exacerbate the violence, Chen said.

“It’s not clear,” Chen added, “that this is the right answer.”

Assange agrees to plead guilty in exchange for release, ending standoff with US

Julian Assange, the founder of WikiLeaks, agreed to plead guilty Monday to a single felony count of illegally obtaining and disclosing national security material in exchange for his release from a British prison, ending his long and bitter standoff with the United States.

Assange, 52, was granted his request to appear before a federal judge at one of the more remote outposts of the federal judiciary, the courthouse in Saipan, the capital of the Northern Mariana Islands, according to a brief court filing made public late Monday. He is expected to be sentenced to about five years, the equivalent of the time he has already served in Britain, according to a law enforcement official familiar with the terms of the agreement.

It was a fitting final twist in the case against Assange, who doggedly opposed extradition to the U.S. mainland. The islands are a U.S. commonwealth in the middle of the Pacific Ocean — and much closer to Assange’s native Australia, where he is a citizen, than courts in the continental United States or Hawaii.

Shortly after the deal was disclosed, WikiLeaks said Assange had left London. Assange is scheduled to appear in Saipan at 9 a.m. Wednesday and is expected to fly back to Australia “at the conclusion of the proceedings,” Matthew J. McKenzie, an official in the Justice Department’s counterterrorism division, wrote in a letter to the judge in the case.

Early on Tuesday, his wife, Stella Assange, posted a video of her husband signing paperwork and boarding a plane Monday.

Barring last-minute snags, the deal would bring to an end a prolonged battle that began after Assange became alter-

nately celebrated and reviled for revealing state secrets in the 2010s.

Those included material about U.S. military activity in Iraq and Afghanistan, as well as confidential cables shared among diplomats. During the 2016 campaign, WikiLeaks released thousands of emails stolen from the Democratic National Committee, leading to revelations that embarrassed the party and Hillary Clinton’s campaign.

In 2019, a federal grand jury indicted Assange on 18 counts related to WikiLeaks’ dissemination of a broad array of national security documents. Those included a trove of materials sent to the organization by Chelsea Manning, a former U.S. Army intelligence analyst who handed over information about military planning and operations nearly a decade earlier.

If convicted, Assange could have faced a maximum of 170 years in a federal prison. Until Monday evening, Assange had been held in Belmarsh, one of Britain’s highest-security prisons, in southeast London.

Assange was confined to a cell for 23 hours a day, eating his meals off a tray alone, surrounded by 232 books and allowed only an hour a day for exercise in a prison yard, according to an account published in The Nation this year.

When asked about his pallor, Assange — who has not been able to walk outside unsupervised for more than a decade — joked, “They call it prison pale.” His release was not unexpected. This year, Australian Prime Minister Anthony Albanese suggested that U.S. prosecutors needed to conclude the case, and U.S. President Joe Biden signaled that he was open to a rapid resolution. Top officials at the Justice Department accepted an agreement with no additional prison time because Assange had already served longer than most people charged with a similar offense — in this case, more than five years in prison in Britain.

Soon after the charges were unsealed in 2019, the London Metropolitan Police entered Ecuador’s embassy, where Assange had sought sanctuary years earlier to avoid extradition to Sweden, where he faced accusations of sexual assault. He has been held in custody since, as his legal team has fought the Justice Department’s efforts to extradite him.

After weeks of negotiations, Assange is pleading guilty to one of the charges in the indictment — conspiracy to disseminate national defense information — which carries a sentence of up to 10 years in prison.

Assange and his supporters have long argued that his efforts to obtain and publicly release sensitive national security information was in the public interest and deserved the same First Amendment protections afforded to investigative journalists.

Many of Assange’s supporters renewed those concerns even as they expressed relief that he would be released.

“The United States has now, for the first time in the more than 100-year history of the Espionage Act, obtained an Espionage Act conviction for basic journalistic acts,” said David Greene, director of the Electronic Frontier Foundation Civil Liberties, a nonprofit focused on First Amendment issues.

“These charges should never have been brought,” he said.

In 2021, a coalition of civil-liberties and human-rights groups urged the Biden administration to drop its efforts to extradite him from Britain and prosecute him, calling the case “a grave threat” to press freedom.

Much of the conduct he is accused of is what “journalists engage in routinely,” the group contended. “News organizations frequently and necessarily publish classified information in order to inform the public of matters of profound public significance.”

But U.S. officials argued that Assange’s actions went far beyond news gathering, putting national security at risk. The material furnished by Manning, prosecutors claimed, endangered the lives of service members and Iraqis who worked with the military, and made it harder for the country to counter external threats.

Assange has remained in Belmarsh as he has repeatedly challenged the order for his removal. Last month, Assange won a bid to appeal the extradition order.

Why Netanyahu doesn’t take Biden seriously

Afew months ago, President Joe Biden seemed so fed up as Prime Minister Benjamin Netanyahu of Israel ignored his calls for restraint in the Gaza Strip that he finally sounded tough.

In March, Biden was asked if his calls for Israel not to invade the southern Gaza city of Rafah marked a “red line,” meaning that an invasion would lead to serious consequences.

“It is a red line,” Biden said, “but I’m never gonna leave Israel.”

What that added up to wasn’t clear, perhaps not even to Biden. But as someone who generally admires Biden’s foreign policy, I wanted to think that the president meant that an Israeli invasion of Rafah would lead to a suspension of transfers of offensive weapons, but no interruption of defensive weapons such as protections against incoming missiles.

Then in April, Biden called Netanyahu and seemed again to draw a line that was at least pink. He urged an immediate cease-fire and, according to the White House announcement, “made clear the need for Israel to announce and implement a series of specific, concrete, and measurable steps to address civilian harm, humanitarian suffering, and the safety of aid workers.”

The statement continued, “U.S. policy with respect to Gaza will be determined by our assessment of Israel’s immediate action on these steps.”

In May, Biden once more seemed to establish a red line. “If they go into Rafah, I’m not supplying the weapons” used against cities, he told CNN.

All this seemed to signal Biden’s belated willingness to stand up to Netanyahu and avert a humanitarian catastrophe in Rafah. After being widely urged to do more for Palestinians in Gaza — even by his wife — Biden seemed to condition assistance so as to push Israel to flood the territory with aid, avoid an invasion of Rafah, stop killing aid workers and move toward a cease-fire.

In the period since that stern April phone call, Biden has again allowed Netanyahu to walk all over him.

Israel did invade Rafah. The supply of food reaching people in southern Gaza dropped. At least an additional 15 aid workers have been killed in Gaza. And Israel has continued reckless bombings like the one that ignited a tent camp in Rafah, killing dozens.

Now that Biden’s red and pink lines have been ignored, what is the president planning next? The administration is moving ahead with an $18 billion sale of F-15 fighter jets to Israel; I’ve no objection to the sale in principle, but the timing sends an awful signal that there are no consequences for ignoring Biden.

“What Biden has shown Netanyahu over and over is that he will wag his finger but he won’t enforce the finger-wagging,” said Jeremy Konyndyk, a former administration official who is the president of Refugees International.

This war began when Israel suffered a horrendous terrorist attack, and it had every right to strike Hamas — but not to level

entire neighborhoods or to starve civilians. Biden has enabled Netanyahu and protected him at the United Nations even as a U.N. commission found Israel responsible for war crimes and crimes against humanity.

Biden seems to have believed initially that he could best influence and restrain Netanyahu by holding him close. And in fairness, this approach worked to some degree: Israel did not invade Lebanon last fall, as it was considering, and its invasion of Rafah seemed more measured than its invasion of other Gaza cities. It has also allowed more food into northern Gaza, aid workers say.

But the bottom line is that Biden’s Gaza policy has helped Netanyahu stay in power without, in my view, advancing Israel’s long-term security interests. The war has made a mockery of Biden’s arguments that the United States backs the “rules-based international order” and has thus undermined our position in Ukraine.

Meanwhile, in a remarkable show of ingratitude to a president who has been his lifeline, Netanyahu used an English-language video to criticize the Biden administration for being insufficiently supportive and is preparing to sidestep the White House and speak to Congress.

We all know that diplomacy involves sticks as well as carrots. If Netanyahu doesn’t take Biden seriously, that’s because Biden mostly speaks softly and carries a big carrot.

After the latest Netanyahu attack on the Biden administration a few days ago, the White House responded that it found the prime minister’s remarks “deeply disappointing.” That sure taught Netanyahu a lesson.

“How much more proof does Biden need that Netanyahu is not a U.S. ally?” asked Haaretz, the Israeli newspaper. It advised Biden that Netanyahu “has taken you for a ride.”

If Biden shows that his red lines are meaningless in Gaza, why should Russia, China or Iran find him credible? If he is too timid to take on an ally dependent on American arms, what reason is there to think he would confront a rival?

The paradox is that Biden has generally had a successful foreign policy, especially in knitting together an alliance in Asia to reduce the risk of war with China. Yet he now finds himself mired in a mess in the Middle East that could well worsen. The war in Gaza may drag on at a lower level for the rest of this year, and Israel is talking of attacking Hezbollah in Lebanon in the coming weeks, triggering a separate war that could be even more catastrophic. Biden is trying to prevent a Lebanon war, but the way he projects weakness to Netanyahu limits his influence.

Look, I recognize that it’s easy to write these critical columns from the sidelines and that it’s much harder to

actually navigate real-world policy. The realm of diplomacy always has more problems than solutions, and American politics and Netanyahu’s slipperiness make it all the more complicated. Yet after eight months of unremitting horror in the Middle East, Biden should recognize that his Gaza policy is a moral, practical and political failure that has not helped anyone but Netanyahu.

‘The First Omen’

Arkasha Stevenson’s prequel to “The Omen” smashes and remixes genres — body and pregnancy horror, nunsploitation, Gothic melodrama — to tell a terrifying and visually striking origin story about an ungodly little boy named Damien.

It’s 1971, and Margaret (Nell Tiger Free), an American, is in Rome to work at an orphanage before taking her vows to become a nun. There, she befriends Carlita (Nicole Sorace), a disturbed girl who Margaret learns is part of a nefarious plan by church elders to bring about the Antichrist in hopes that it will sow fear and bring Catholics back to the pews.

Stevenson is too assured a director, too respectful of her source material and too interested in being timely to make a typical evil believer movie. Through monstrous visuals and a feminist sensibility, she and her fellow writers, Tim Smith and Keith Thomas, connect the dots between religious fanaticism and reproductive freedom, topics as fraught today as they were when “The Omen” made its indelible mark on horror in 1976.

You needn’t have seen the original “Omen” to enjoy this film, but if you’re in the mood for a knockout double feature, it is also streaming on Hulu. (Stream it on Hulu.)

‘Property’

From “Centigrade” to “The Girl in the Trunk,” being trapped inside a car is a suffocating choice for a single-location horror movie. In this politically minded, violent thriller, writerdirector Daniel Bandeira puts a novel spin on the subgenre by making the vehicle an armored car.

After being held at gunpoint in the city, Teresa (Malu Galli), a fashion designer, decides to recover at her secluded estate in the Brazilian countryside. What she doesn’t realize is that her recently fired workers have other plans. Her husband, Roberto (Tavinho Teixeira), drives her there in a new bulletproof smart car that hasn’t yet been programmed to recognize her voice. When they arrive, they’re caught off guard to find that the poor people who run the couple’s farm are inside the main home, enraged over Roberto’s scheme to take away their livelihoods.

The surprise encounter triggers the film’s propulsive, perspective-shifting story about class, race and privilege as seen through the eyes of people trapped on opposing sides of an impenetrable divide. It’s no spoiler to say there is no winner. (Rent or buy it on major platforms.)

‘Monster’

Don’t worry if you don’t speak Indonesian or can’t stand subtitles: You won’t need either in Rako Prijanto’s nearly dialogue-free abduction-survival thriller. Do worry if you’re queasy about watching children get tortured and traumatized, because that’s what this brazen film packs into a relentless 86 minutes.

The film begins as best friends, Alana (Anantya Kirana) and Rabin (Sultan Hamonangan), get abducted by a man (Alex Abbad) and driven to a secluded cabin. Alana manages to free herself from her restraints and spends the rest of the film playing cat and mouse with her psychotic abductor. When unex-

pected visitors arrive and upend the man’s plans, Alana and Rabin get put through the ringer. (Kirana and Hamonangan do too.)

Prijanto trusts his actors and they knock it out the park, delivering torrents of wild expressions, bloodcurdling screams and hand-to-hand combat. Like “The Boy Behind the Door” — which this film deftly reimagines — and the recent sciencefiction thriller “No One Will Save You,” it’s a brutal fairy tale in which actions speak louder than words. (Stream it on Netflix.)

‘What You Wish For’

Ryan (Nick Stahl), a chef at a Dallas hotel, travels to a secluded villa in an unnamed Latin American country to visit Jack (Brian Groh), a longtime friend and fellow chef who makes one-of-a-kind meals for rich clients. Ryan’s stay is marred by texts that threaten him and his mother unless he pays his gambling debts. After assuming Jack’s identity and cleaning out his friend’s bank accounts — so much for friendship — Ryan learns that Jack was hired by a nefarious cabal to serve meals that are, no exaggeration, a matter of life or death.

If you can suspend disbelief easily, there’s much to enjoy in this twisted meditation on ambition and morality from writer-director Nicholas Tomnay. (What culinary school teaches chefs to break down human corpses?) Tomnay plays his script’s class-based tensions and culinary satire straight but he goes all out on butchery, and the result is a less comical but grislier sister to “The Menu.” Stahl effortlessly underplays his character’s grotesque moral contours. ‘Life of Belle’

After their father leaves for a work trip, young Annabelle (Syrenne Robinson) and her kid brother, Link (Zachary Robinson), spend their lazy July afternoons at home with their mother (Sarah Mae Robinson). Using her new camera, Annabelle talks to her pretend social media followers as she shows them around her family’s suburban house. She takes her camera to the neighborhood playground too, where she finds Link asking their mother, “Who are you talking to?” as she stands still, whispering to what appears to be nobody.

Security monitors also capture the mom’s increasingly erratic behavior, like when she empties the house of food, convinced it’s poison. What mom doesn’t remove are the knives — the first clue that the home will soon become a house of horrors.

This feature debut from writer-director Shawn Robinson

looks a lot like other low-budget found footage horror films. Like “Paranormal Activity,” it’s set inside a house. Like “He’s Watching,” its leads are a brave young brother and sister. But in those films, otherworldly forces invade domestic space. Here, Robinson takes a disturbingly different path, using a parent’s real, untreated mental illness as the antagonistic force, forgoing metaphor. Far from being exploitative, the film extends compassion toward the suffering of both parent and child. The Robinson family is related in real life — and their performances are scary movie naturalism at its best. (Stream it on Tubi.)

A stuffed pepper recipe that goes hard on spiced chickpeas

Of all the vegetables you can stuff, sweet bell peppers are among the most amenable. Unlike eggplant, onions or zucchini, which need their guts scooped to make room, or cabbage or grape leaves, which first have to be blanched, bell peppers are ready to go. Just slice them in half, shake out the seeds (or don’t; they’re harmless), and they’re all set for any savory mixture you can think of.

Since their hollow insides practically beg for filling, peppers have been prime candidates for stuffing the world over, using whatever locally adored mixture fits. Shredded chicken or pork, fish paste, mashed potatoes, bulgur, breadcrumbs, cheese, various vegetables and eggs have all found themselves wrapped in the sweet embrace of a roasted pepper.

Here in the United States, stuffed peppers are customarily packed with beef and rice, doused with chili sauce and blanketed in cheese. These darlings of high school Home Economics classes have long been beloved for their soft, familiar coziness.

Though my recipe draws inspiration from those distinctively American peppers, it takes a few liberties. I’ve made these vegetarian, for a start, by replacing the meat with earthy chickpeas, and kept things lighter by leaving out the rice. The cheese stays, obviously.

Riffing on the Elvis-era chili sauce, I opt here for chili powder. Chili powder with an “i,” as opposed to chile powder, is a mix of spices specifically blended to flavor a pot of chili, and includes ground chiles (usually ancho), oregano, garlic powder and salt. (Chile powder is usually ground from one particular variety of chile, such as chipotle.) Using chili powder here is a shortcut that rounds out the filling without resorting to syrupy chili sauce. Then, I layer in even more complexity with judicious amounts of ground cumin, scallions, lemon juice and tomato paste.

The peppers soften and sweeten as they bake, their flesh turning velvety. Yet the best part of the dish might be the bits of cheese that fall to the bottom of the baking dish, getting as crunchy as shards of salty frico. Use the sharpest Cheddar you can find, and be prepared to pry the bits off the pan with a spatula before sprinkling them on top.

It’s almost as if the bell pepper, like nature itself, abhors a vacuum — at least when there’s something wonderful to fill the void.

Stuffed peppers with chickpeas and cheese

Cozy, cheesy stuffed peppers are made vegetarian by using chickpeas instead of the usual ground meat. The cumin, tomato paste and chili powder give the filling its depth and heat, and plenty of scallions and herbs keep it bright and fresh. If you’d like to assemble the peppers ahead, you can. They’ll keep in the fridge overnight. Just pop them in the oven and add a few minutes to the baking time. Or bake them ahead and savor them later; these peppers are equally good served hot, warm or at room temperature.

Yield: 3 to 4 servings

Total time: 1 hour, 15 minutes

Ingredients:

2 tablespoons extra-virgin olive oil, plus more for drizzling

3 large red, yellow or orange bell peppers (a mix is nice), halved crosswise, seeded and membranes scooped out

Fine sea or table salt and freshly ground black pepper

1 bunch scallions, white and green parts thinly sliced

1 jalapeño, seeded, if you like, and diced

3 garlic cloves, finely grated or minced

2 (15.5-ounce) cans chickpeas, drained and rinsed

1 tablespoon tomato paste

2 teaspoons ground cumin

1 teaspoon chili powder, more to taste

2 tablespoons fresh lemon juice (from 1 large lemon)

1 cup/4 ounces grated extra-sharp Cheddar

1/4 cup chopped fresh parsley, mint or cilantro

Preparation:

1. Heat oven to 375 degrees. Generously oil the cavities and exteriors of the bell pepper halves. Season the cavities all over with salt and pepper. Place peppers cut side up in a 9-by13-inch baking dish.

2. Add 2 tablespoons oil to a large skillet over mediumhigh heat. Once hot, add white and light green scallion slices (reserving the dark green scallions for garnish) and jalapeño. Cook until tender, about 2 minutes. Stir in garlic and cook until fragrant, about 30 seconds. Add chickpeas, tomato paste, cumin, chili powder, 1/2 teaspoon salt and 1/4 teaspoon pepper. Stir to combine and cook until tomato paste and spices are fragrant, about 2 minutes. Stir in 1 tablespoon lemon juice, using a wooden spoon to scrape up any bits stuck to the skillet (if there’s still browned bits at the bottom of the skillet, add a tablespoon or two of water to loosen them; the browned bits have all the flavor). Taste a chickpea and add more salt, pepper and chili powder if you like.

3. Spoon the chickpea mixture into the pepper cavities, filling the peppers up to the top. Cover the baking dish with foil. Bake the peppers for 30 minutes.

4. Remove foil and bake for another 10 minutes. Top peppers with the cheese and continue to bake until the peppers have fully softened and the Cheddar has melted and browned, 15 to 25 minutes.

5. Drizzle peppers with more olive oil and sprinkle with parsley and reserved scallion greens. Drizzle remaining lemon juice over peppers. When serving, be sure to scrape up any crispy bits on the bottom of the dish.

‘We’re still paying’: How pets became a big business

Heather Massey brought Ladybird to the veterinarian when the 9-year-old mutt began having seizures. A scan from an MRI machine revealed bad news: brain cancer.

With the prognosis grim, Massey decided against further treatment at the animal hospital near her home in Athens, Georgia, and Ladybird died four months later. The MRI scan and related care had cost nearly $2,000, which Massey put on a specialty credit card she had learned about at a previous vet visit.

That was in 2018. She is still paying off the debt, with more than 30% interest.

“Could I afford to do that? Not really,” said Massey, 52, who is disabled and does not work. “Was it worth it to me? Yes.”

Massey’s experience illustrates the expensive new realities of owning a pet. For decades, veterinarians typically operated their own clinics, shepherding generations of pets from birth to death. They neutered, vaccinated and pulled thorns from paws and noses. When animals became seriously ill, vets often had little to offer beyond condolences and a humane death.

But in recent years, as people have grown more attached to their pets — and more willing to spend money on them — animal medicine has transformed into a big business that looks a lot like its human counterpart. Many veterinary offices have been replaced by hospitals outfitted with expensive MRI machines, sophisticated lab equipment and round-the-clock intensive care units. Dogs and cats often see highly trained specialists in neurology, cardiology and oncology.

This high-tech care has spurred a booming market. Veterinary prices have soared more than 60% over the past decade, according to federal statistics. Private equity firms and large corporations have bought hundreds of facilities around the country, an acquisition spree reminiscent of the corporate rollups of doctors’ offices.

Veterinarians from around the country told The New York Times that their corporate managers were pushing clinics to become more efficient profit centers. Vets were often paid based on how much money they brought in, creating an incentive to see more pets, order more tests and upsell wellness plans and food.

In 2015, Claire Kirsch was earning less

than $10 an hour as a veterinary technician in Georgia when her own dog, Roscoe, and her horse, Gambit, each had medical emergencies, resulting in bills that totaled more than $13,000. Kirsch said her animals would have died had she not opted for additional care.

“I knew I would never be able to forgive myself if we didn’t try,” she said.

Kirsch maxed out a credit card, tapped into her husband’s retirement account and took out a personal loan. Roscoe lived another three years, and Gambit is still alive.

In interviews, veterinarians said pet owners who complained about care costs don’t appreciate the difficulties of running a clinic. Veterinarians make far less money than human doctors and are often in debt from years of education. Their prices have gone up partly because of the rising cost of drugs, vaccines and other supplies, as well as paying workers in a tight labor market.

And because of more advanced medical offerings, pets today can survive serious illnesses, like cancer, that would once have been unthinkable. They have access to surgeries and drugs that can vastly improve their lives.

“We live in the most technologically advanced time in human history, and how wonderful is that?” said Dr. Tracy Dewhirst, a veterinarian in Corryton, Tennessee. “But it comes at a cost.”

With a growth in pet ownership and surveys showing that Americans are willing to

go into debt to pay for their animals’ care, vet clinics have become increasingly attractive to investors. About one-quarter of primary care clinics and three-quarters of specialty clinics are now owned by corporations, according to Brakke Consulting, which focuses on the animal health industry.

In 2015, one major player, Mars — known for selling candy and pet food — acquired a specialty veterinary hospital chain, BluePearl, for an undisclosed sum. In 2017, it nabbed another hospital, VCA, for $9.1 billion. The trend peaked in 2021, with more than 200 private equity deals, according to Pitchbook.

Several veterinarians who have worked in corporate practices said they were pressured to drive more business. One vet from California said she quit her job after she was told her “cost per client” was too low. Another, from Virginia, said she was told she needed to see 21 animals per day. A third, from Colorado, said she was taken aback when she overheard a manager saying some of the vets at her office needed coaching on “getting the client to a yes.” These vets asked to withhold their names because they worried that speaking out could jeopardize future job prospects with private-equity practices.

Other vets said that corporate ownership had no influence on the care they provided. Still, Dr. Andrew Federer, medical director of a clinic in Mentor, Ohio, that is owned by a chain called National Veterinary Associates, said that when someone’s pay is

tied to how many procedures and tests they perform, the incentives could be difficult to ignore, especially for vets who are just starting out.

“The more they bring into the hospital above their current salary, the more of a production bonus they will receive,” he said.

Only about 4% of pet owners have insurance, and even for them, the options are limited. Pet insurance often excludes preexisting conditions and costs more for older pets that are more likely to get sick.

Companies can also change the terms. This spring, insurance company Nationwide notified thousands of pet owners that it was discontinuing their coverage, leaving them scrambling to enroll in new plans that excluded the pets’ preexisting conditions. About 100,000 plans are being discontinued, said Kevin Kemper, a Nationwide spokesperson.

Stephanie Boerger of Royal Oak, Michigan, said that Nationwide had been covering her cat’s chemotherapy but told her it would not renew her plan when it expired in August. The treatment, which costs about $1,000 every other month, will not be covered under any available plan.

“Now I feel like I have to choose between paying for my cat’s chemo or letting her die,” said Boerger, who was able to find new coverage through a competing company.

In a statement, the Nationwide spokesperson cited the rising cost of veterinary care. “We are making these tough decisions now so that we can continue to be here for even more pets in the future,” he said.

Many veterinarians offer specialty credit cards sold by outside companies, such as the CareCredit card used by Kirsch and Massey. Last year, the Biden administration warned that these medical credit cards — which were also promoted by doctors and dentists — drove many consumers into debilitating debt. A spokesperson for CareCredit said that about 80% of cardholders paid off their debt before the no-interest introductory period expired.

Some groups, including the American Society for the Prevention of Cruelty to Animals, are researching how vets can perform common procedures more cheaply. And many veterinarians say they try to offer a “spectrum of care,” a nonjudgmental way of discussing less expensive options.

As Messi seeks another trophy, soccer fears for a future without him

Last Thursday in Atlanta, the Argentine national soccer team kicked off the 2024 edition of Copa América, South America’s biggest soccer championship, with a 2-0 win over Canada. Fans around the world, but especially in Argentina, had been eagerly awaiting this day ever since their beloved squad, led by perhaps the greatest soccer player of all time, won the 2022 World Cup.

But when Lionel Messi, the Argentine captain and superstar, took the field at Mercedes-Benz Stadium with his teammates as the favorites to defend their 2021 Copa América title, a simmering sadness followed him.

Will this be the last time Messi, who turned 37 on Monday and said two years ago that it was his final World Cup, wears the blue and white Argentine uniform in a major tournament? Will this be the last time one of the most famous humans on Earth, who brought joy to many during unstable times in his homeland, represents his soccer-obsessed country?

“He’s already saying goodbye, with the interviews he’s been giving, it seems like he’s preparing us for it,” said Sergio Colque, 40, an electrician, as he waited to play in a recreational soccer match recently in Buenos Aires, the capital of Argentina.

Jonathan Icikson, 27, an ambulance dispatcher, was with friends outside a bar watching Argentina play against Guatemala in its final tuneup before Copa América. “The sadness, obviously, can’t be measured in words,” he said, “but not all endings are happy. All good things come to an end at some point.”

This Copa América will certainly be the end for this group of Argentine players.

Ángel Di María, 36, a star in his own right and Messi’s teammate of 16 years, has said he will retire from international duty after this three-week competition ends. Other veterans, such as 36-year-old Nicolás Otamendi, haven’t specified how much longer they will go on, but age is catching up to this golden generation of Argentine soccer.

“There’s a bit of fear that it’s all ending,” Messi said about his career in a recent television interview.

When Argentina defeated France in the World Cup final in Qatar, it was the country’s first title since 1986. Another Argentine superstar, Diego Maradona, one of the greatest players of all time, led that team to victory.

But in his four previous attempts, and through the ups and downs of his relationship with his country, Messi had fallen short in living up to the expectations as Maradona’s successor. It was the one achievement that had eluded Messi, who has claimed

a record eight Ballons d’Or awards as the world’s best player.

Yet when Messi finally did it, Argentina celebrated unlike ever before. Five million people — roughly 10% of the country’s population — filled the streets of Buenos Aires for the national team’s parade, one of the largest events in Argentina’s history.

“We experienced the World Cup in a difficult moment,” said Lorena Rovere, 45, a pharmacist in Buenos Aires. “Then we came back to reality.”

Argentina’s economy has been mired in a recession for years and continues to have one of the world’s highest inflation rates, at 276% annually.

Sworn into office in December vowing to fix Argentina’s finances, President Javier Milei, a right-wing libertarian, warned that things would get worse before they got better as he instituted a drastic austerity program. He promised to take a “chain saw” to public spending, blaming it for the country’s economic ills.

Unemployment has risen this year, poverty has soared and a growing number of Argentines are finding it difficult to make ends meet.

The senate approved a bill this month that Milei said would make Argentina more attractive to investors by, among other things, paving the way for privatizations and doing away with labor protections. The legislation led to protests and the detention of more than 30 people.

But soccer “does provide a temporary joy to people,” del Rio said.

“The players understand this; they knew it during the World Cup and now with Copa América. It’s about giving people a brief distraction, something to enjoy amid ongoing challenges.”

Manuel Peñalba, 21, a university student in Buenos Aires who works as a freelance video editor, said Argentina “deserved” the World Cup title given the country’s problems.

He planned to watch all of Argentina’s Copa América games with friends. They will have to rely on television broadcasts since all the matches in the tournament, run by the South American soccer confederation CONMEBOL, will be played in the United States, for the second time in the competition’s 108-year history. That is part of an agreement with CONCACAF, the confederation governing the sport in North and Central America and the Caribbean.

In addition to the United States and Canada, this year’s Copa América invitees from outside of South America include Mexico, Panama, Jamaica and Costa Rica.

Beyond the obvious financial benefits of playing in the United States, Copa América is also a tuneup for the 2026 World Cup, which will be held in the United States, Mexico and Canada.

Messi has more recently become noncommittal about playing in the next installment, when he will be 39, an age he has admitted makes it difficult to compete at that level.

In an interview with ESPN Argentina, Messi said he thinks his current club, Inter Miami of Major League Soccer, will be his final one. (He surprised many last year when he moved to MLS after two decades of playing in more talented leagues in Europe, with Barcelona and Paris-Saint Germain.)

But winning the World Cup has breathed new life into Messi. After struggling to win for Argentina — he briefly retired from the national team after losing the World Cup final to Germany in 2014, and the Copa América finals to Chile in 2015 and 2016 — he has said he wants to be around now more than ever.

“I’m aware that there’s not a lot of time left,” he told ESPN recently.

Lionel Scaloni, the coach of the Argentine team, told Telemundo Deportes this month that “we Argentines are too melancholic.”

“We are already thinking about the day when he’s gone when he’s still playing,’’ he added. “Let’s enjoy him and we’ll see tomorrow.”

Alejandro Wall, an Argentine sports journalist who has written seven soccer books, including one about Messi last year, said it was hard to imagine a national team without Messi.

To many Argentines, watching Messi and Co. dart around a soccer field, perhaps for a nostalgic final run together, provides a much welcomed, if momentary, respite.

“It won’t solve our country’s deeper issues,” said Gabriel del Rio, 45, a youth soccer coach and a city traffic light inspector in Buenos Aires. He said his 27-year-old son recently started the application process to obtain an Italian passport, and he believes that living abroad could be the answer for

But, he added, the team was already entering “a moment of transition,” with Di María retiring, Messi logging fewer minutes and talented younger players emerging.

“To a large extent, Messi is going to test himself in this Copa América,” Wall said, “and see how he comes out of it to see what’s next.”

Many fans said they hoped that Messi would hold on for a little bit longer, even if only as a lesser-used player, for the next World Cup. Saying goodbye is hard. He could still provide a few more smiles back home.
