EPA, DNER announce major upgrade of Bayamón water treatment plant

In a visit to Puerto Rico on Thursday, U.S. Environmental Protection Agency (EPA) Deputy Administrator Janet McCabe, alongside local authorities, announced a significant investment to improve water infrastructure in Puerto Rico, at the beginning of a major upgrade project at the Bayamón Wastewater Treatment Plant.

The $22.7 million upgrade, funded by the Bipartisan Infrastructure Law, will modernize the facility with advanced technology to ensure the effective treatment of wastewater for the communities served by the second largest wastewater treatment plant in Puerto Rico.

“The modernization […] is not just an upgrade of facilities, it’s an investment in the health and future of over 260,000 residents,” McCabe said.

EPA Regional Administrator Lisa F. García added that “EPA’s commitment to safeguarding environmental health spans across the nation, including the vital ecosystems of Puerto Rico.”

“The funding for these enhancements to the Bayamón plant is a testament to our dedication to partnering with local governments to provide communities with reliable and clean water services,” she said.

McCabe and García announced the funding at a ceremony with Puerto Rico Aqueduct and Sewer Authority (PRASA) Executive President Doriel Pagán Crespo and Natural and Environmental Resources (DNER) Secretary Anaís Rodríguez Vega. The officials gathered at the site of the modernization project, which promises to significantly improve the plant’s operations.

The project, to be administered by the DNER through the Clean Water State Revolving Fund, includes the repla-

cement of catwalks and gratings, which provide access for maintenance and inspections, will be replaced. Additionally, six inflow pumps, crucial for water movement within the plant, will be upgraded or replaced. There will also be upgrades to the screening building, the mechanical screens, belt conveyor system and other key parts of the facility.

EPA: Navy’s surface cleanup in Vieques has covered close to half of affected area

The U.S. Environmental Protection Agency (EPA) announced Thursday that to date the U.S. Navy has conducted surface clearance on the offshore island municipality of Vieques of some 4,606 acres out of an estimated area of over 9,500 acres, to which access is restricted due to the presence of munitions on the surface.

The Navy has spent close to $400 million on its activities in Vieques, where it is engaged in the clean-up of its former firing range and surroundings, with some $90 million contributed to the local economy, the EPA said.

Other milestones as of May 2024 include subsurface clearance of some 5,092 acres, including 31 miles of roads and beaches; location and destruction of some 134,388 munitions and explosives of concern; pickup and proces-

sing of some 8.7 million pieces of munitions potentially presenting an explosive hazard; and processing of over 19.5 million pounds of scrap metal generated through the aforementioned and other activities, with over 17.5 million pounds recycled.

The U.S. Navy is the lead federal agency conducting work at the former Atlantic Fleet Weapons Training AreaVieques Superfund site.

The Navy has divided work at the site between two programs: The Munitions Response Program (MRP) and the Installation Restoration Program (IRP).

All munitions-related work is carried out under the MRP. All typical chemical contamination investigations are covered by the IRP. Within the MRP, the site has been divided into multiple munitions response sites located in east and west Vieques.

PDP gubernatorial candidate aims to make González Colón run on NPP record

Popular Democratic Party (PDP) gubernatorial candidate Jesús Manuel Ortiz González said his strategy to take on his New Progressive Party (NPP) rival Jenniffer González Colón is clear: shackle her to the last three NPP governors.

“She cannot distance herself from the disasters that the last three NPP governors have made,” Ortiz said this week in an exclusive interview with the STAR.

Ortiz said he plans to lead a renewed party, integrating mayors and legislators in a unified push to take power in November’s elections.

He said his party currently has a war chest of $600,000 and that raising campaign funds “is the most important challenge that we have,” especially considering that the governing NPP “use government workers like an ATM.”

Ortiz said he plans to carry forward a multi-faceted campaign to combat the outmigration of Puerto Ricans to the mainland. With the exodus of young people who can’t find jobs combined with an aging population, “we are going to have a Puerto Rico without people,” he said.

The governing strategy begins with making health services more efficient, overhauling the island’s education system and bringing down the cost of living, he said.

Ortiz, 46, said his government would carry out a “conglomeration of initiatives” to keep young people from leaving the island.

“The migration of young people keeps increasing and we have to have an education system that prepares them for jobs that are created here on the island,” said Ortiz, who earned his bachelor’s degree in communications at Inter-American University of Puerto Rico after graduating from Escuela Superior Maestro Ladí in Vega Alta.

At the other end of the demographic spectrum are the elderly, who in increasing numbers are being left to fend for themselves by outmigrating youth.

“We hope to create friendly cities for the elderly and foment the arrival of non-governmental organizations (NGOs) for our old people,” Ortiz said.

Ortiz said he plans to use, in equal measures, mass media and pressing the flesh in his campaign.

“I want the people to know who I am using the media, but I also want to have contact with the people,” he said.

Number of jobs, salaries increased in 4Q 2023, Labor numbers show

The Industrial Composition Report Per Municipality corresponding to the fourth quarter of 2023 reflected an increase in jobs, salaries, average quarterly salary per worker, and number of establishments.

“This report, which is based on a census carried out on all the quarterly Unemployment Insurance returns filed by employers on our island, represents the reality of economic activity in Puerto Rico in a particular quarter of the year,” Labor and Human Resources Secretary Gabriel Maldonado González said Thursday. “The fourth quarter of 2023 reflected a significant increase in all areas, resulting from strong public policy and multi-sector work in favor of economic development and job creation on our island.”

When comparing the newly reported numbers with the first quarter of 2021, the average employment increased at a rate of 112,820 jobs, or 13%, with an increase in total payroll paid of over $2 billion, or 39%, and an increase in the average quarterly salary earned per worker of $1,637, or +22%.

“There are also more employers or units reporting, at a rate of 7,013 additional units (+15%),” Maldonado González noted. “This exercise is equally positive when compared to other quarters and years.”

For the fourth quarter of 2023, the number of jobs in Puerto Rico was 960,700, which in turn was 7,414 more jobs than those reported during the fourth quarter of 2022. The industries with the highest average employment turned out

to be retail trade with 135,274 jobs, public administration with 124,808 jobs, and health and social assistance services with 100,885 jobs, followed by the accommodation and food service sectors (89,966), educational services (86,346), manufacturing (84,276), administrative services and solid waste (83,212), professional and technical services (41,653), and construction (36,363).

The 10 municipalities that showed the highest average employment were San Juan (261,779), Guaynabo (57,220), Bayamón (55,948), Carolina (50,100), Ponce (48,226), Caguas (45,104), Mayagüez (31,548), Arecibo (23,439), Aguadilla (19,700) and Humacao (17,308).

The report also indicates that during the fourth quarter of 2023, total salaries paid by industries totaled $8,592,896,644. That figure reflects an increase of $345,549,322 compared to the fourth quarter of 2022. The industries that recorded the highest total salaries were public administration ($1,191,263,935), health and social assistance services ($933,374,052), manufacturing ($923,139,936), retail trade ($906,286,906), educational services ($780,709,961), and professional and technical services ($581,587,150).

The average salary per worker, meanwhile, reached $8,944 during the fourth quarter of 2023, representing an additional $293 compared to the same period of the previous year. The industries with the highest average quarterly salaries were company and business management ($16,593); finance and insurance ($14,292); professional and technical services ($13,963); electricity, water and gas ($13,716); informa-

tion ($12,616); wholesale trade ($12,070); manufacturing ($10,954); transportation and storage ($10,260); and public administration ($9,545).

As for the municipalities, the report details that the towns with the highest average quarterly salaries per worker were led by Juncos ($12,231), San Juan ($10,902), Guaynabo ($10,898), Maunabo ($10,765) and Aguadilla ($10,178).

La Fortaleza: An energy emergency is already

in effect, and LUMA must act like it

Outrage directed against LUMA Energy because of blackouts plaguing Puerto Rico continued to grow on Thursday with calls for an energy emergency.

Francisco Berríos Portela, assistant secretary of energy affairs at La Fortaleza, said Puerto Rico has been in a state of infrastructure emergency since hurricanes Irma and Maria in 2017.

“The government has been trying to facilitate permits and with FEMA,” he said. “LUMA has to respond to these complaints.”

Although LUMA has the responsibility of responding to blackout situations, recent problems have arisen, such as in municipalities including Coamo and Santa Isabel, where load

relief is expected to be in effect for up to four weeks, as LUMA President & CEO Juan Saca said Thursday. That means that energy service will be rotated. LUMA has said there is a problem with a transformer that will take time to fix.

“That is not acceptable,” Berríos Portela said. “They have the tools. … They have given assurances that they have installed temporary generators.”

Despite having resources and staff, LUMA has faced criticism for its performance and the need for more transparency regarding the number of employees.

“They have to make the adjustments needed to stabilize service,” Berríos Portela said. “They have to improve.”

The La Fortaleza official also noted that LUMA has exposed itself to penalties and fines

for poor performance, but has not received bonuses, which go up to $20 million. He said LUMA has received penalties for its performance.

LUMA has said that the problems in Coamo and Santa Isabel should be stabilized by the weekend with the power generators.

Berríos Portela’s assertions followed statements of concern on Wednesday night by Coamo Mayor Juan Carlos García Padilla about the “bureaucratic” vision of LUMA directors, after he and his counterparts from Santa Isabel and Aibonito met with top LUMA officials about the electrical breakdown that has kept the three towns in the dark since last Saturday.

“We are more concerned every day about the electrical system and the ability to respond that we have in the operational or managerial mentality that LUMA has [when it comes] to events like this,” García Padilla said. “They are very bureaucratic, or they want to solve it with permanent projects when there is an emergency that must be resolved, as we said there, AEE [Puerto Rico Electric Power Authority]-style. It must be resolved.”

Suspended Ponce mayor to give up salary but keep post, return to medical practice

On his way out of a hearing on the status of the proceedings in his his public corruption case at the Ponce Judicial Center on Thursday, suspended mayor Luis Manuel Irizarry Pabón said he will give up his salary to return to his medical practice, but will not give up the position he occupies as mayor.

“Definitely, I know that many people are aware and we have been specialists in internal medicine for more than 30 years and we are going to be practicing and we are giving up the [mayor’s] salary to be able to dedicate ourselves to the practice of medicine,” Irizarry Pabón said in response to questions from the press.

But is he resigning from his position as mayor? the press asked.

“No, we are only giving up the salary so that we can have the opportunity to generate the income for the different expenses that we have, both family and lawyers,” Irizarry Pabón replied.

Why not resign from the position of mayor? the press asked.

“This is a decision where we respect the will of the people,” he said. “Here there was a democracy that elected me by the vast majority, by 62 percent of the votes, and where I have to respect the city of Ponce. We have always said that this has been a case that has not been fair, that we are right and at the time we respect the processes and it will be determined that justice will definitely be done. And respecting that democratic right of the majority of Ponce’s over 62 percent, we will maintain our position.”

The suspended mayor faces criminal charges for violations of articles 4.2 (b) of the Government Ethics Act, for obtaining a personal benefit using his public office, and 251 of the Penal Code, for unjustified enrichment, by soliciting and obtaining money from his employees to repay a personal loan of $53,000.

The judicial process against Irizarry Pabón is continuing in the process of delivering evidence, prosecutor Fabiola Acarón said.

“On August 30, the Public Prosecutor’s Office will be deliver-

ing and/or receiving evidence with the defense to begin the trial,” she said. “[Regarding the jury,] that is a prerogative of the defense. It is a determination that the defense has to make, prior to the start of the trial.

[…] On August 30, a hearing on the status of the proceedings, the second one, will be [held] to confirm and verify that all the documentation by both parties has been delivered and that we are ready to start the trial.”

“But, on our part in particular, once we settle that issue of the delivery of evidence, we will be ready to begin the trial,” the prosecutor continued. “On Tuesday [June 18], what happens is the surrender of evidence under Rule 95 of Criminal Procedure, which requires us as a state to deliver all the evidence that we intend to use at the trial stage. So that’s what we intend to do on June 18 at two o’clock in the afternoon. … In the event that the defense has some kind of evidence to use, it must also turn it over. The date, time and place where that delivery is going to be made has already been coordinated.”

Trump’s vows to prosecute rivals put rule of law on the ballot

Former President Donald Trump says he is prepared to prosecute his political enemies if he is elected this fall. Simply making those threats, legal experts said, does real damage to the rule of law.

But if he is already challenging bedrock norms about the justice system as a candidate, Trump, if he wins the presidency again, would gain immense authority to actually carry out the kinds of legal retribution he has been promoting.

The Justice Department is part of the executive branch, and he will be its boss. He will be able to tell its officials to investigate and prosecute his rivals, and Trump, who has made no secret of his desire to purge the federal bureaucracy of those found insufficiently loyal to his agenda, will be able to fire those who refuse.

While the department has traditionally had substantial independence, that is only because presidents have granted it. If the legal system resists political prosecutions in a second Trump term, it will be largely because judges and jurors reject them.

Trump’s musings on his planned prosecutions serve an immediate political purpose, highlighting his argument that his conviction in New York was the product of an effort by Democrats to keep him from being elected again and providing the red meat of prospective retribution to his base.

But they also have the effect, partly incidental and partly calculated, of undermining faith in the integrity of the criminal justice system, a development that could have profound effects in a nation where the rule of law has been foundational.

Trump and his supporters have argued that the system is already politicized, pointing to the four criminal prosecutions against him as irrefutable evidence — an assertion rejected by those who say that no one, including a former president or leading presidential candidate, is above the law.

In effect, Trump’s candidacy is becoming a referendum on what kind of justice system the country believes it has now and wants to have in the future.

“Trump ordering the prosecution of his opponents would be an epic abuse of power,” said Michael Waldman, the president of the Brennan Center for Justice. “It would revert to a time before Watergate, when presidents used the FBI and IRS to go after perceived enemies and even just partisan opponents.”

Attitudes have changed since then, and they could change again.

“As a constitutional matter, the president has law enforcement discretion to prosecute anybody,” said David B. Rivkin Jr., who served as a lawyer in the administrations of President Ronald Reagan and President George H.W. Bush. “You don’t get immunized because you are the enemy of a president.”

Trump has long mused about sending Hillary Clinton to prison, and he returned to that theme on Tuesday in an interview with Newsmax.

The president can certainly instruct his attorney general to investigate given individuals. In his 1960 presidential campaign, for instance, John F. Kennedy pledged to target Jimmy Hoffa, the labor leader. “In my judgment, an effective attorney general with the present laws that we now have on the books can remove Mr. Hoffa from office,” Kennedy said.

Days later, he added that he was frustrated “when I see men like Jimmy Hoffa — in charge of the largest union in the United States — still free.” (Hoffa was eventually convicted of jury tampering and fraud.)

The federal criminal code was a relatively modest document when Kennedy spoke. These days, it is a vast compendium. In “Three Felonies a Day: How the Feds Target the Innocent,” Harvey A. Silverglate argued that the average American professional unwittingly commits several serious crimes each day.

Neil S. Siegel, a law professor at Duke, said the norm against political prosecutions is “essential to sustaining the rule of law, which is the antithesis of the rule of powerful individuals who weaponize the coercive power of federal criminal law.”

While presidents can order investigations, and while much conduct can be characterized as criminal, there are circuit breakers in the legal system, said Waldman, the author of “The Supermajority: How the Supreme Court Divided America.”

“For Donald Trump to be able to abuse power this way would require prosecutors to cooperate, would require the FBI and others to shed their independence, and for grand juries and judges to go along,” he said.

But all of that is a small comfort, he said.

“We should not have to rely on the backbones and professionalism of those individuals,” Waldman said. “In the modern era, if a president orders a prosecution we would be uncharted territory.”

Rivkin, an author of a recent opinion essay in The Wall Street Journal arguing that Trump’s felony convictions in New York violated his right to due process, said the former president’s threats were “mostly bluster.” But he added that they were problematic.

“It is certainly the case that law enforcement should not be wielded with political considerations in mind,” Rivkin said. “In particular, it’s one of those instances where talking about it makes it worse.”

In April, when the Supreme Court heard arguments over Trump’s claim that he is absolutely immune from prosecution on charges that he used his office to subvert the 2020

election, Justice Samuel Alito said prosecutions of former presidents are problematic.

“If an incumbent who loses a very close, hotly contested election knows that a real possibility after leaving office is not that the president is going to be able to go off into a peaceful retirement but that the president may be criminally prosecuted by a bitter political opponent, will that not lead us into a cycle that destabilizes the functioning of our country as a democracy?” he asked. “And we can look around the world and find countries where we have seen this process, where the loser gets thrown in jail.”

The question, said Robert Gordon, a law professor at Stanford, is “a bit more difficult than it looks.”

“A party may come into power determined to address injustices committed by the prior regime, as Argentina criminally charged leading generals after the dirty war, or Brazil is doing now against its former president,” he said. “But the claims of injustices have to be true and their investigation and prosecution scrupulously fair.”

“It’s pretty obvious,” Gordon said, “that turning law enforcement against your political opponents just to get revenge on them is among the worst crimes a regime can commit.”

World War II veteran dies at 102 while traveling to D-Day event in France

AWorld War II Navy veteran who witnessed the raising of the U.S. flag at Iwo Jima died while traveling to France to participate in an event commemorating D-Day, a veterans organization said.

Robert Persichitti, 102, died Friday, said Richard Stewart, president of the Honor Flight Rochester, a veteran’s organization that Persichitti belonged to. Persichitti, of Fairport, New York, was among the dwindling number of his generation still attending D-Day celebrations.

According to WHEC News 10, an NBC affiliate in Rochester, New York, Persichitti flew overseas with a group connected to the National World War II Museum and a companion, whom the organization identified as Al DeCarlo. He was on his way to celebrate the 80th anniversary of the Allied invasion of Normandy, France, known as D-Day, which turned the tide of World War II in Europe.

But Persichitti suffered a medical emergency while aboard a ship sailing toward Normandy, where the celebration was being held, and was airlifted to a hospital in Germany, WHEC 10 reported. Persichitti had a history of heart problems. The day before he left for Europe, in an interview with WROC-TV, a CBS affiliate in Rochester, Persichitti said that his cardiologist encouraged him to go.

“I’m really excited to be going,” he said.

Persichitti’s death was not expected, Stewart said. “He died peacefully, and he did not die alone,” Stewart said. According to local news reports, the doctor played Frank Sinatra, Persichitti’s

favorite singer, on her phone for him.

According to Stars and Stripes, the U.S. military news organization, Persichitti served in Iwo Jima, Okinawa and Guam as a radioman second class on the command ship USS Eldorado. He was named to the New York state Senate’s Veterans Hall of Fame in 2020.

“I served in the Pacific for 15 months aboard a ship,” Persichitti said in a 2022 interview with WDSU, an NBC affiliate in New Orleans. He said he helped handle “all the communications for the two operations: Iwo Jima and Okinawa.”

Persichitti was on the deck of the Eldorado when he witnessed the raising of a U.S. flag atop Mount Suribachi on Iwo Jima on Feb. 23, 1945, a moment depicted in one of the most famous photos in American history. He recorded the moment in a diary.

Persichitti later returned to Mount Suribachi in 2019. “When I got to the island today, I just broke down,” he told Stars & Stripes in a 2019 interview.

Stewart described Persichitti active and sharp, even at 102.

“He was a fit and upright and got around, and had the complete faculties of someone who would be decades younger,” Stewart said. “He was really something.”

Persichitti became a public school teacher in Rochester. Long after his retirement, he still visited classrooms to share stories of the war.

“It shouldn’t be forgotten,” he said in an interview last month with WXXI News, a National Public Radio station in Rochester.

Storms kill child in Michigan and damage homes in Maryland

Storms swept through the United States earlier this week amid reported tornadoes, killing a toddler in Michigan, injuring several people in the Washington, D.C. suburbs and threatening Baltimore with floods.

On Wednesday afternoon, a rapidly developing tornado knocked a large tree through the roof of a family home in Livonia, Michigan, and onto a bed where a mother and her 2-year-old son were sleeping, local officials said in a statement.

The child was killed and the mother is in critical condition, the statement said, adding that the storms suddenly became severe as they entered the city, leaving officials with no time to issue a warning.

At night in Montgomery County in Maryland, one person was taken to a hospital with traumatic injuries and another four sustained non-life threatening injuries after a tree fell on the house they were in, David Pazos, the Montgomery County Fire and Rescue assistant chief, said on social media.

Officials advised people in the county to take cover after the National Weather Service office in Washington issued a tornado warning and called it a “particularly dangerous situation.”

“We believe there were multiple tornadoes,” said Pete Piringer, a spokesperson for the Montgomery County Fire and

A tornado was believed to have touched down in a residential area of Gaithersburg in Montgomery County, about 20 miles northwest of the nation’s capital, Piringer told reporters.

He added that there were at least three occupied buildings there that were struck by trees.

Downed trees and power lines littered roadways in Gaithersburg, Piringer said, and there were reports of damage in the nearby communities of Poolesville and Germantown.

Video on social media showed a menacing wall of gray funneling down to the ground in the distance in Poolesville as the weather service issued multiple tornado warnings for the area, including Harford County, Baltimore County and the city of Baltimore. Most expired by 10:15 p.m.

A flood watch was also in effect for Baltimore and the surrounding area, while flash flood warnings covered parts of Cecil County and southeastern Harford County, where officials said they were responding to flooded roads and conducting multiple water rescues.

The United States has come under an intense onslaught of deadly tornadoes in recent weeks, with much of the destruction happening in the plains and the Midwest.

Tornado activity in the mid-Atlantic region is less common than in other parts of the country. Parts of Maryland had come under a tornado watch late last month.

As solar power surges in the United States, wind struggles

When President Joe Biden signed the 2022 Inflation Reduction Act, it was expected to set off a boom in renewable energy, with hefty tax breaks that would make solar and wind power cheaper than fossil fuels.

So far, however, that dream has only come partly true. Solar panel installations are indeed soaring to record highs in the United States, as are batteries that can store energy for later. But wind power has struggled, both on land and in the ocean.

The country is now adding less wind capacity each year than before the law was passed.

Some factors behind the wind industry’s recent slowdown may be temporary, such as snarled supply chains. But wind power is also more vulnerable than solar power to many of the biggest logistical hurdles that hinder energy projects today: a lack of transmission lines, a lengthy permitting process and a growing backlash against new projects in many communities.

If wind power continues to stagnate, that could make the fight against global warming much harder, experts say. Many plans for quickly shifting the country away from fossil fuels envision a large expansion of both solar and wind, because the two sources generate electricity at different hours and can complement each other. A boom in solar power alone, which runs only in daytime, isn’t enough.

Some of the early predictions that the Inflation Reduction Act would help slash U.S. greenhouse gas emissions roughly 40% below 2005 levels by 2030 depended on a rapid acceleration of both solar and wind power this decade. But it is now far less certain that will happen.

“Right now, solar is pretty much in line” with what experts projected, said Trevor Houser, a partner at the Rhodium Group, a research firm that has tried to model the effects of the climate law. “But wind really needs to grow by quite a bit. Going forward, we’re definitely much more concerned about wind.”

Why wind power is struggling

Wind and solar power are often lumped together, but they have important differences that partly explain why one is slowing and the other is thriving right now.

For one, wind power is much more sensitive to location. Wind turbines in a gusty area can generate eight times as much electricity as turbines in an area with just half the breeze. For solar power, the difference between sunny spots and less sunny spots is considerably smaller. That means developers can’t just build wind farms anywhere.

In the United States, the best places for wind tend to be in the blustery Midwest and Great Plains. But many areas are now crowded with turbines and existing electric grids are clogged, making it difficult to add more projects. Energy companies want to expand the grid’s capacity to transport even more wind power to population centers, but getting permits for transmission lines and building

them has become a brutal slog that can take more than a decade.

“Getting wind projects built is getting a lot harder,” said Sandhya Ganapathy, CEO of EDP Renewables North America, a leading wind and solar developer. “The lowhanging fruit, the easier access places are gone.”

Across the country, hundreds of local governments have restricted or banned wind or solar projects. If a county blocks a solar array, a developer might be able to move next door. But it’s not always as easy to find a new location for wind farms.

The wind industry has also been hampered by soaring equipment costs after the pandemic wrecked supply chains and inflation spiked. While those factors initially hurt solar, too, the solar industry has adjusted much faster, with China nearly doubling its manufacturing capacity for panels over the past two years. Wind supply chains, which are dominated by a few manufacturers in China, Europe and the United States, have yet to fully recover.

The cost increases have been devastating for offshore wind projects in the Northeast, where developers have canceled more than half the projects they planned to build this decade.

Wind isn’t languishing only in the United States. While a record 117 gigawatts of new wind capacity came online last year globally, virtually all of that growth was in China. In the rest of the world, developers weren’t installing wind turbines any faster than they were in 2020.

The case for wind power

Wind power can be incredibly useful for cutting the greenhouse gas emissions that are rapidly heating the planet, experts say.

That may surprise some: After all, the wind doesn’t always blow when it’s needed, and the average turbine

only runs at maximum power about one-third of the time.

But when energy modelers have studied the lowestcost ways to eliminate U.S. emissions, they have often concluded that it would be invaluable to get about onethird or more of the nation’s electricity from wind, up from about 10% today, alongside a mix of other technologies like solar, batteries, nuclear power, hydrogen and gas plants that can capture and bury their carbon.

That’s because wind turbines provide very cheap electricity, and they often ramp up at night, when solar power is unavailable. (As energy writer Michael Thomas recently showed, this is readily apparent in Texas, where wind and solar power complement each other.)

If wind power can’t expand as quickly as many proponents hope, the United States would need to rely much more heavily on other technologies that can supply carbon-free power throughout the day, such as new nuclear reactors or advanced geothermal power. But those technologies are still in earlier stages of development and are currently more expensive than wind.

“Limiting wind is the worst possible thing you could tell me we have to overcome” in trying to cut emissions to zero, said Ben Haley, a co-founder of Evolved Energy Research, an energy modeling firm.

Can wind make a comeback?

It’s still possible that wind power could rebound. In fact, some experts argue that the recent slowdown is only a temporary artifact of tax policy.

It can take years to develop a wind farm and most companies had raced to finish projects by the end of 2021, which is when the last big federal tax credit for wind power was set to expire. The following year, Congress approved new subsidies in the Inflation Reduction Act, but it will take time for companies to refill the pipeline of wind projects in response.

“There are signs that wind is starting to turn the corner,” said John Hensley, vice president for markets and policy analysis at the American Clean Power Association, a renewable industry trade group.

Hensley said that U.S. wind manufacturing was beginning to ramp up thanks to new tax incentives, while costs were starting to come down. Last year, orders for new turbines increased by 130%, although many of them won’t be delivered until 2025 or later.

Even if the economics improve, wind power still faces political hurdles. Many experts say federal legislation is still needed to ease the process of building high-voltage transmission lines. But that’s unlikely to happen in a sharply divided Congress. And the November election looms, with former President Donald Trump, the presumptive Republican nominee, promising to obstruct offshore wind farms if he returns to the White House.

The fate of the wind industry could be a test for whether the country can build large energy projects more generally, said Ryan Jones, a co-founder of Evolved Energy Research. “If we can’t,” he said, “getting to zero emissions is pretty darn challenging.”

S&P 500, Nasdaq close at record highs as data supports Fed easing

The S&P 500 and Nasdaq indexes hit record closing highs on Wednesday, powered mainly by technology stocks as markets digested economic data that could support a much-expected start to the Federal Reserve’s policy easing cycle.

Technology stocks led advances among the 11 S&P 500 sectors, followed by equities in communications and industrials sectors. Consumer staples stocks were the biggest losers.

The May private payrolls report on Wednesday was the latest data to suggest an easing in labor market tightness that could propel the Fed to begin cutting rates this year. A report on Tuesday showed job openings fell in April to the fewest in more than three years.

“We’re seeing the economic data starting to ease up a little bit and the repercussions for that is that you’re seeing the pressure on rates come off the boil a little bit mixed in with the potential for weaker economic data, which is a pretty good recipe for the bond market,” said Jack Janasiewicz, a portfolio manager at Natixis Investment Managers Solutions in Boston.

Traders now see a nearly 69% chance of a September rate reduction, according to the CME’s FedWatch tool. Expectations had hovered around 50% last week.

U.S. 10-year Treasury yields fell to a two-month low on Wednesday after a report pointed to weaker-than-expected job growth ahead of Friday’s highly anticipated government employment report for May.

The Dow Jones Industrial Average rose 96.04 points, or 0.25%, to 38,807.33, the S&P 500 gained 62.69 points, or 1.18%, to 5,354.03 and the Nasdaq Composite gained 330.86 points, or 1.96%, to 17,187.91.

The S&P 500’s previous record-high close was 5,321.41 on May 21, and the Nasdaq’s previous record close was 17,019.88 on May 28.

Chip stocks leapt 4.5%, buoyed by gains to Nvidia and Taiwan Semiconductor Manufacturing.

CrowdStrike Holdings jumped 11.9% after forecasting second-quarter revenue above estimates when markets closed on Tuesday.

Advancing issues outnumbered decliners by a 2.39-to-1 ratio on the NYSE. On the Nasdaq, 2,759 stocks rose and 1,492 fell as advancing issues outnumbered decliners by a 1.85-to-1 ratio.

The S&P 500 posted 24 new 52-week highs and 9 new lows while the Nasdaq Composite recorded 62 new highs and 116 new lows.

Biden links fight for Ukraine with allied effort on D-Day

President Joe Biden observed the 80th anniversary of D-Day on the beaches of Normandy on Thursday by asserting that the allied effort to stand up to Russia’s invasion of Ukraine is a direct extension of the battle for freedom that raged across Europe during World War II.

Addressing 180 surviving veterans of the

Normandy operation and thousands of other guests, Biden said the world must defeat another “tyrant bent on domination” and meet “the test of ages” to defend Ukraine — just as the heroes who stormed the beaches and dropped behind enemy lines did eight decades ago.

“Isolation was not the answer 80 years ago and is not the answer today,” Biden said, with World War II veterans seated in

wheelchairs behind him. “We know the dark forces that these heroes fought against 80 years ago. They never fade. Aggression and greed, the desire to dominate and control, to change borders by force — these are perennial. The struggle between dictatorship and freedom is unending.”

In an energetic address, Biden declared that “NATO is more united than ever” and insisted that the alliance would stand by Ukraine in its own hour of need just as the United States had stood by Europe against the Nazis.

“We will not walk away,” Biden said. “Because if we do, Ukraine will be subjugated and it will not end there.”

The president spoke just steps from where 9,388 members of the U.S. military are buried, most of whom participated in the Allied invasion at Omaha Beach. Their graves are marked with rows of stark white marble crosses or Stars of David, which gleamed under the bright sunlight and blue skies.

Biden, 81, who was a toddler when American, British and Canadian troops poured onto the beaches here on June 6, 1944, will almost certainly be the last U.S. president to speak at a Normandy remembrance who was alive at the time Allied forces began to push Adolf Hitler out of Europe.

Now, eight decades later, Biden is leading a coalition of European and other nations

in a very different war on the Continent, but for a very similar principle — pushing back against the attempted seizure of a neighboring country, in this case Ukraine, by President Vladimir Putin of Russia.

In his remarks Thursday at the Normandy American Cemetery, the president drew a direct line between the two, connected by the defense of a rules-based international order.

“The men who fought here became heroes not because they were the strongest, the toughest or the fiercest — although they were,” Biden said, “but because they were given an audacious mission, knowing — every one of them knew — the probability of dying was real.”

“They knew beyond any doubt there are things that are worth fighting and dying for,” Biden said. “Freedom is worth it. Democracy is worth it. America is worth it. The world is worth it. Then, now and always.” Biden’s appearance at the cemetery was the first public event of a five-day visit to France.

Before Biden’s address, the audience delivered a nearly hourlong series of standing ovations as a procession of D-Day veterans arrived. Most of the men, now in their late 90s or over 100 years old, were rolled up a blue-carpeted ramp in wheelchairs. A few managed to walk with canes or even unassisted, drawing extra applause.

Israeli strike kills dozens at school complex where civilians sought shelter

An Israeli airstrike in the central Gaza Strip early Thursday killed dozens of people at a U.N. school complex that had become a shelter for thousands of displaced Palestinians. Israel’s military, which is fighting what Israeli officials say is a renewed Hamas insurgency, said the attack had precisely targeted Hamas operatives, including some who had taken part in the Oct. 7 attacks. Palestinian officials said it had killed civilians.

Many of the dead and injured were taken to Al-Aqsa Martyrs Hospital, in Deir al-Balah, a city near the strike site in Nuseirat. The hospital was so packed with the wounded that

doctors struggled to push their way into operating rooms. In chaotic hallways, men wept over dead children, and injured children cried out for their parents. The Gaza Health Ministry said that of the at least 40 deaths registered from the strike, 14 were children and nine were women.

Lt. Col. Peter Lerner, an Israeli military spokesperson, said he was “not aware of any civilian casualties” as a result of the strike. The chief military spokesperson, Rear Adm. Daniel Hagari, said Israeli forces had tracked militants using classrooms at the complex as a base for three days before opening fire, and that it had identified nine militants among the dead.

Videos posted on social media by a Palestinian videographer at the hospital showed

heart-wrenching scenes of the attack’s aftermath: a mother begging her dead child to take her hand; a young man wrapped in bandages, weeping next to a corpse; a little boy, his face coated in dust and blood, staring vacantly from a hospital floor.

At least one bomb used in the Israeli strike appeared to have been made in the United States, according to a weapons expert and videos reviewed by The New York Times. Remnants of a GBU-39 were visible in one verified video, a bomb that is designed and manufactured by Boeing.

At least 140 Palestinians have been killed and hundreds more wounded in recent days during the Israeli offensive in central Gaza, according to the spokesperson at

Al-Aqsa Martyrs Hospital, Khalil Daqran. His hospital is the last one still functioning in central Gaza, and he said wounded people were “lying on the ground in the hallways and in tents outside.”

Israel’s offensive in central Gaza comes as cease-fire talks between Israel and Hamas remain stuck, with senior officials on both sides expressing deep concerns over a proposal endorsed by President Joe Biden to pause the fighting in exchange for the release of hostages held in Gaza. Israeli officials including Prime Minister Benjamin Netanyahu have signaled they are not ready to wind down the war, which Gaza health officials say has killed more than 36,000 people.

In global elections, strongmen are taken down a notch

In India, a powerful leader wins another term but sees his party’s majority vanish. In South Africa, the governing party is humbled by voters for the first time since the end of apartheid. In Britain, a populist insurgent barges into an election that is shaping up to be a crushing defeat for the long-ruling Conservatives.

If there is a common thread halfway through this global year of elections, it is a desire by voters to send a strong signal to the powers that be — if not quite a wholesale housecleaning, then a defiant shake-up of the status quo.

Even in Mexico, where Claudia Sheinbaum, a climate scientist and the hand-picked successor of the president, Andrés Manuel López Obrador, was elected in a landslide last Sunday, voters were rewarding the forces that had uprooted the country’s entrenched establishment only six years earlier.

With 1 billion-plus people going to the polls in more than 60 countries, some analysts had feared that 2024 would pose a fateful test for democracy — one that it might fail. For years, populist and strongmen leaders have chipped away at democratic institutions, sowing doubts about the legitimacy of elections, while social media has swamped voters with disinformation and conspiracy theories.

such as Prime Minister Narendra Modi of India and President Recep Tayyip Erdogan of Turkey had been regarded as close to invincible, using appeals to nationalism or sectarianism to mobilize supporters and bending institutions to suit their purposes.

Yet now, Modi and Erdogan have both had their wings clipped. Soaring inflation, chronic unemployment and uneven economic growth have widened inequality in India, Turkey and elsewhere, frustrating voters who have shown a willingness to buck the establishment.

“We do have electoral systems that are producing outcomes the governing parties didn’t want,” said Ben Ansell, a professor of comparative democratic institutions at the University of Oxford. “They’ve all been destabilized by a tricky economic environment, and behaving like strongmen hasn’t saved them.”

Modi and Erdogan remain in power, each now in his third term. But Modi’s Hindu nationalist Bharatiya Janata Party, or BJP, lost dozens of seats and will have to govern in a coalition with two secular parties. Turkey’s opposition struck a blow against Erdogan’s Justice and Development Party in April, winning a string of local elections and solidifying its control of important cities including Istanbul and the capital, Ankara.

“In a lot of countries where there’s been talk of backsliding, that’s where we’ve seen a bounce back,” Ansell said. “For Modi and Erdogan, taking the sheen off their infallibility was very important.”

problems stem from its free-market policies, which they say have disillusioned voters in disadvantaged parts of Britain and set it apart from right-wing parties in Europe or Trump’s Make America Great Again movement in the United States.

More fundamentally, though, the Conservatives have been in power for 14 years, and they face the same pent-up dissatisfaction with the status quo that fueled the recent elections in India, South Africa and Turkey.

“It’s not about left versus right, it’s about the status quo versus change,” said Frank Luntz, an American political strategist who has lived and worked in Britain. “You can’t buy a house in the U.K., the NHS doesn’t work,” he said, referring to the National Health Service. “In the United States, you can’t afford housing or health care. It’s about broken promises, year after year after year.”

With so many elections in so many countries, it is dangerous to generalize. Russian President Vladimir Putin rolled up 88% of the vote in a landslide reelection victory in March that spoke less to Russian public sentiment and more to the ability of an autocrat, facing no meaningful opposition, to stage-manage a show of support for his war in Ukraine.

In Europe, far-right parties are expected to perform well in European Parliament elections, which began Thursday. Analysts said they did not believe this would jeopardize the political center that has governed Europe in the post-World War II era. And Poland provided a source of reassurance last November, when voters pushed out its nationalist Law and Justice Party in favor of a more liberal opposition.

Still, the success of far-right figures like Giorgia Meloni, the prime minister of Italy, attests to the enduring appeal of populism.

That sense of betrayal is even more acute in South Africa, where the African National Congress, or ANC, has governed since the start of democracy there in 1994, piling up majorities even as the economy and social infrastructure crumbled. Last week, voters finally rebelled, driving down the ANC’s vote share to 40%, from 58% in the last national election in 2019.

Among their biggest complaints is the lack of job opportunities: South Africa’s unemployment rate — at 42%, including those who have stopped looking for work — is one of the highest in the world. Stagnation has widened the country’s already profound inequality.

India’s election was a comparable anti-incumbent revolt, even if Modi’s BJP is still the largest party in Parliament by a wide margin. The party’s campaign spending was at least 20 times as much as that of its main opposition, the Congress Party, which had its bank accounts frozen by the government in a tax dispute on the eve of the election. The country’s news outlets have been largely bought off or bullied into silence.

“Populists and right-wingers will continue to make gains and strike fear into the European political establishment,” the Eurasia Group, a political risk consultancy, said in its analysis of the top risks of 2024.

Britain’s general election was shaken up Monday when Nigel Farage, a populist politician, pro-Brexit campaigner and ally of former President Donald Trump, announced he would run for a seat in Parliament under the banner of his Reform U.K. party, which has a strident anti-immigration message.

And yet, the results showed Modi, 73, losing his majority for the first time since he took office in 2014. Back in January, when Prime Minister Narendra Modi of India looked all but unstoppable, he visited the small city of Ayodhya for the unofficial start of his campaign to win a third term.

The location was freighted with symbolism. For decades, Hindu nationalists had sought to build a temple in Ayodhya, at a spot they believe to be the birthplace of the Hindu god Ram. The only problem was that there was already a house of worship on the spot, a mosque built by a Mughal emperor in 1528. A Hindu mob had dismantled the mosque in 1992, setting off riots that killed 2,000 people, most of them Muslims. The ruins were a flashpoint of religious tensions in India for decades.

Modi and his Bharatiya Janata Party promised to build the temple, and the lavish event at which Modi officially opened it was a showcase for that achievement. At the time, it seemed like strong election-year messaging for a politician who built his career on the twin planks of Hindu nationalism and building a muscular new India. Unlike other politicians, the event implied, Modi made promises and kept them.

“It is the beginning of a new era,” he declared.

Feeling supremely confident, Modi had boldly asked the Indian electorate for something akin to a blank check to remake the country — control of 400 seats in parliament in elections that began in April and concluded June 1. And why shouldn’t he have been confident? India’s economy was the fastest-growing in the world. India had overtaken China as the world’s mostpopulous country. World leaders sought Modi’s support on issues ranging from the war in Ukraine to the climate crisis, cementing India’s ascent in global affairs.

democracy responded to Modi’s demand for still more power resolutely: No thanks.

In a stunning rebuke, election results released Tuesday showed that India’s voters have reduced the parliamentary share of Modi’s party by more than 60 seats, not enough for an outright majority, never mind the supermajority he had sought.

It struck me as particularly apt that despite all the fanfare about the glorious new temple in Ayodhya, Modi’s party lost the city’s parliamentary seat to a political opposition that had been all but left for dead.

There appears to be a clear ceiling to the appeals to Hindu identity on its own. “We are very happy with the temple, but people were fed up with the BJP,” a local business leader, Rakesh Yadav, told Reuters. “People will not always fall for the caste or temple-mosque politics. They also want to see development.”

This is a big year for democracy, almost a referendum of sorts on the very idea. Dozens of countries are holding elections, representing roughly half of the world’s population. But authoritarianism has been on the march. The latest report from Freedom House found that by many measures, global freedom has declined for the 18th straight year.

India, despite its status as the world’s most-populous democracy, has been a poster child for this decline under Modi: His government has taken aim at just about every form of freedom. He has attacked and grievously weakened the independence of India’s once boisterous press. He has jailed critics and political opponents. He has sharpened religious animosity, referring during this campaign to Muslims, who make up 14% of India’s population, as “infiltrators” who seek to steal wealth and power from the Hindu majority. It’s an Indian edition of the nationalist, populist playbook playing out around the world.

That a newly unified opposition managed to prevent Modi’s party from winning an outright majority under these conditions took everyone, including me, by surprise. And it suggests that even when would-be authoritarians attempt to tilt the playing field, voters can and will state their will, no matter the autocrat’s preferences.

“The BJP had positioned itself as a new hegemonic power,” said Yamini Aiyar, a scholar and analyst of Indian democracy who has been a frequent target of Hindu nationalist rage. “The beauty of an election is that politicians have to go to the people, and the people get an opportunity to express their anxieties and their perspectives.”

Express them they did.

Looking back, the weakness of the BJP’s reelection case is clear: Yes, India’s economy was growing fast. But despite the flashy new infrastructure projects and deals to increase high-tech manufacturing, the growth was not creating nearly enough jobs, and inflation remained stubbornly high, especially for food, which hits the poorest hardest. Much of the wealth generated by growth has gone to India’s richest tycoons, and inequality has soared.

There were other issues too. Modi’s allies had floated the idea of changing India’s Constitution in various ways, including removing its commitment to secularism and enshrining Hinduism as the national faith. These kinds of

appeals have helped the BJP in the past but seem to have had less power this time around. One clear sign was its heavy losses in Uttar Pradesh, which is not just India’s most populous state; it is also part of the heavily Hindu heartland of northern India. It also seems that the opposition may finally have gotten its act together. India’s main opposition party, the Indian National Congress, has been in decline for years and had struggled to make common cause with other opposition parties in previous elections. But this year, they managed to make a much stronger coalition, focused on kitchen-table issues and highlighted the Modi government’s ties to big business and highflying billionaires.

The opposition didn’t shy away from making the stakes for Indian democracy clear. But the relentless focus on what voters said mattered most offers lessons for those battling revanchist movements elsewhere, including the United States. Sometimes you need to meet voters where they are.

This vote wasn’t a total rebuke of Modi and his policies. He is all but certain to get his third term as prime minister by making a coalition with allied parties. But it is a clear and salutary check on his authoritarian project.

This election is also a rebuke of Indian elites — in business and media especially — who had willingly surrendered to a kind of inevitability of Modi’s long-term consolidation of power, making peace with it or even celebrating it. Activists, analysts and journalists who had the temerity to speak plainly about Modi’s revanchist project, the threat he posed to the world’s biggest democracy and its long history of tolerance, secularism and free speech have been hounded out of public life. I hope that this troubling slide ends now.

SAN JUAN – El gobernador Pedro Rafael Pierluisi Urrutia, anunció el jueves el desembolso de 15 millones de dólares para la segunda fase del proyecto de resiliencia energética destinado a los proveedores de internet en las instalaciones de telecomunicaciones, bajo el programa de Banda Ancha de Puerto Rico, conocido como Smart Island.

“El Programa de Internet Resiliente y Robusto cuenta con una asignación de 30 millones de dólares. El pasado mes de septiembre de 2023 anunciamos el desembolso de la primera fase con unos 15 millones de dólares. Los fondos buscan que los proveedores de internet puedan contar con energía confiable y resistente, así como infraestructura fortificada para las instalaciones de telecomunicaciones con el fin de minimizar la pérdida de conectividad a internet y telecomunicaciones de los ciudadanos,” sostuvo Pierluisi Urrutia en declaraciones escritas.

– El representante del Partido Popular Democrático (PPD), Ángel Matos García, expresó el jueves su esperanza de que el Tribunal decida revertir los terrenos de la Ciudad Deportiva Roberto Clemente al gobierno, permitiendo su desarrollo para beneficio de miles de niños y jóvenes en Puerto Rico.

“Luego de más de un año de mociones, deposiciones, vistas y múltiples cambios de representación legal por parte de Ciudad Deportiva, solo queda esperar por la determinación del Tribunal para que reviertan al estado los terrenos de Ciudad Deportiva y comience su reconstrucción,” destacó Matos García en comunicación escrita.

El Departamento de Justicia, junto con la Administración de Terrenos y el Departamento de Recreación y Deportes, radicó el pleito para hacer cumplir la ley 67-2022, que ordena la entrega de los terrenos tras décadas de abandono y más de 40 millones de dólares de fondos públicos y privados invertidos.

“Confío en que vamos a prevalecer y podamos comenzar los trabajos de limpieza de inmediato. Han sido meses de trabajo intenso por parte del equipo legal de Justicia a quien le agradezco profundamente todo su empeño al igual que la Administración de Terrenos y Recreación y Deportes. El caso está ante la consideración del juez Anthony Cuevas, quien ha dirigido los procedimientos de manera excelente”, concluyó Matos García.

Hombre se declara culpable de feminicidio en cuartel de Morovis

MOROVIS – El secretario del Departamento de Justicia, Domingo Emanuelli Hernández, informó el jueves que Luis Cruz Santiago se declaró culpable de feminicidio, violaciones a la Ley de Armas y poner en riesgo la seguridad pública al disparar un arma de fuego, tras haber asesinado a su pareja, Jackeline Santiago Rodríguez, en un cuartel de Morovis.

“Todas las mujeres merecen vivir en un ambiente de seguridad, amor y respeto en nuestra sociedad. Extiendo mi solidaridad con los familiares de Jackeline y agradezco el empeño de los fiscales e investigadores para que este crimen no quedara impune,” expresó Emanuelli Hernández

en declaraciones escritas.

Cruz Santiago fue sentenciado por la jueza Heidi Kiess Rivera del Tribunal de Primera Instancia de Arecibo a cumplir una pena de 99 años en prisión por feminicidio, 10 años por dos cargos en virtud de la Ley de Armas, totalizando 109 años de cárcel de manera consecutiva. Además, se le impusieron 20 años de cárcel por poner en riesgo la seguridad pública, que cumplirá de forma concurrente.

El imputado admitió los hechos mediante una alegación pre-acordada con el Ministerio Público, representado por los fiscales Juan Ayala Rivera y Natalia Quiñones Cruz, adscritos a la Unidad Especializada de Violencia Doméstica, Delitos Sexuales y Maltrato a Menores de la Fiscalía de Arecibo.

Being a journalist in Mexico can be a life-or-death experience

If you are going to make a documentary about danger, you have to take your camera to daring places. You have to point it at nefarious subjects, doing brazen things, and capture a level of authenticity essential for a credible film.

That was the case for the crew on “State of Silence,” which explores the existential threats faced by journalists in Mexico. For the documentary’s tense opening segment, the team accompanied reporter Jesús Medina on a nighttime search for illegal loggers cutting down trees in a remote forest in the state of Morelos. When Medina, with his camera in hand, encountered one, the unsuspecting transgressor was fully masked — and brandishing a thundering chain saw.

As Medina began his interview with the logger, the film crew was just a few steps behind, recording the scene while both men did their risky jobs, and as the journalist — no stranger to precarious assignments — de-escalated the situation into a businesslike conversation between two professionals.

“Sometimes you have no other work option and you have to do this out of necessity,” the logger explained. Medina got the point, and his story gently morphed into a nuanced profile of a worker toiling to support his family, despite the hazards.

“And our camera just sort of captured that,” director Santiago Maza said. “And it was very human and sympathetic, for better and for worse.”

That rhythm of staking out risky scenes and personalizing their main characters defines “State of Silence.” The film, which premieres at the Tribeca Festival on June 10, investigates a grim topic: the rampant killings of journalists in rural parts of Mexico.

According to the Committee to Protect Journalists, which maintains an office in Mexico City, around 140 journalists have been slain on the job since 2000, and others remain missing, making Mexico the most dangerous country for the profession in the Western Hemisphere.

In more than 90% of the cases, no one has been held accountable for the crimes, said Jan-Albert Hootsen, the committee’s representative in Mexico, who described the statistic as an “astronomically high rate of impunity.”

“State of Silence” was developed by La Corriente del Golfo, a production company founded by Diego Luna and Gael García Bernal, two Mexican actors who rose to fame with the 2001 film “Y Tu Mamá También.” The company has produced narrative features and documentaries meant to shine light on social and environmental issues.

Luna is an outspoken defender of journalists, frequently touting the fundamental idea that a free press, and the information it provides, are key to solving the problems of social inequity and violence that plague parts of Mexico.

That freedom is under constant threat in the country, Luna says. And the problem is becoming worse, even though the television news shows, newspapers and internet news sites report the violence, with great alarm, every time it happens.

“We are getting to the point where we are normalizing what is going on for journalists in my country,” Luna said in a phone interview from Uruguay, where he was filming a movie.

His solution: creating a television series chronicling on-theground reporters as they worked. Luna said the series would personalize journalists’ stories so the public could see them as real people, not just statistics, and help them understand how cartel violence, widely enabled by government corruption at all levels, is censoring media reporting.

per and assumed directing duties on the documentary.

The team instead decided to make a full-length feature and hope for distribution. The format changed, but the premise stayed the same. The result was “State of Silence,” which focuses on the experiences of four journalists who have faced multiple threats and lost close colleagues to violence, yet continue to chase stories. In addition to Medina, the film follows Marcos Vizcarra in Sinaloa and the husband-and-wife reporters María de Jesús Peters and Juan de Dios García Davish from Chiapas.

The couple’s story starts in a small, simple house in a rural part of Southern California where they, with their teenage daughter, have relocated with support from the Protection Mechanism for Human Rights Defenders and Journalists, a program developed by the Mexican government to assist citizens under threat.

There, they are safe but unhappy. They are unable to do their jobs, and de Jesús Peters is far from her ill mother back home.

“State of Silence” captures her frustration and isolation in the United States and follows her as she decides she has had enough of exile and needs to return to Mexico, even if it is too dangerous for her family to join her. The film crew accompanies her on the bus ride back to Chiapas and her return to reporting in the field.

“State of Silence” makes both political and artistic statements. Using testimonials of reporters and editors, along with television news clips and footage of public speeches, the film blames the government, as much as the criminal gangs, for the brutal treatment of journalists. Many local officials have been bought off by the cartels, and reporters have nowhere to turn when assaults happen. The program to relocate journalists is a bandage that does not address the real problem of prosecuting crimes.

Near the end of the film, there is footage of Mexico’s president, Andrés Manuel López Obrador, whose administration has had a contentious relationship with the media, complaining that the press is “against us.” The documentary’s insinuation is that journalists are cast as an enemy of the people, and the brash dangers they face filter down from the top.

“Who cares about a journalist’s life if the boss says they’re scum?” Vizcarra asks in the documentary.

Here it comes: Another hot summer in Europe

Europe, the world’s fastest-warming continent, is headed for another scorching summer, meteorologists warn. And travelers, once again, are heading to the hot spots.

Last year, large parts of southern Europe experienced prolonged periods of extreme heat with temperatures reaching 118 degrees and lasting up to two weeks or more. The sweltering conditions upended vacations throughout the summer season as visitors collapsed from heat exhaustion at crowded tourist sites, and wildfires led to evacuations in Greece, Italy and Spain.

“Our computer models are in good agreement that it’s going to be another unusually hot summer, especially during late July through August,” said Todd Crawford, vice president of meteorology at Atmospheric G2, a weather and climate intelligence firm based in Manchester, New Hampshire. The company expects the magnitude of the heat to be similar to 2022, the hottest summer ever recorded in Europe, with the most anomalous heat projected in the south, in popular countries for travelers like Greece, Croatia and Italy.

Since 1991, Europe has been warming at twice the global average, and 23 of the 30 most severe heat waves in Europe since 1950 have occurred since 2000, with five in the last three years, according to the World Meteorological Organization. The European Union’s Copernicus Climate Change Service said several factors contribute to the continent’s vulnerability, including the proportion of European land in the Arctic — the fastest-warming region on earth — and changes in atmospheric circulation.

Yet despite the forecast and increasing trend of excessive summer heat, demand is still high for destinations where temperatures reached 100 degrees or higher in recent summers. Overall, U.S. demand for travel to Europe has increased since last year, according to the travel site Hopper. Rome, Paris and Athens are among the most searched cities out of billions of annual searches for summer vacations on Kayak and Expedia.

“The destinations are being booked again, and what really characterizes people is how quickly they forget and push back negative experiences,” said Stefan Gössling, a professor who researches tourism and climate change at Linnaeus University in Sweden. “People who were caught in life-threatening situations like the wildfires may reconsider where they travel, but for the broader population, we are not yet

seeing a big change in decision-making because of the heat.”

Green spaces and heat officers: Cities adapt

As the summer approaches, popular destinations that were hit hard last year are working on protocols to make residents and tourists safe and more comfortable. In 2021, Athens became the first European city to appoint a chief heat officer to oversee those efforts. One of the first steps was to categorize heat waves by severity, like hurricanes, as an early warning system for the potential impact on human health. It is also naming heat waves to emphasize their potential risks.

“Heat is a silent killer and projections for the coming years show that it will only get worse, so we are redesigning our city and making changes to adapt,” said Elissavet Bargianni, the chief heat officer for Athens. Beyond raising awareness, the city plans to implement additional measures, which include increasing the number of green spaces and creating cool public areas.

For visitors planning to visit Athens this summer, Bargianni advises using the Extrema Global app that calculates the coolest route for getting from point A to point B according to the current temperature and density of the trees. The city already has several air-conditioned cooling centers that are free.

During last July’s heat wave, the Acropolis was forced to close between midday and the

early evening to protect visitors after some of them collapsed from the heat. The ministry of culture could make the same decision this year, Bargianni said, if the heat is severe.

Heat and tours: Travel advisers get creative

Travel advisers are also factoring heat into flexible itineraries. In cities like Rome, Barcelona, Paris and Athens, they are scheduling sightseeing in the cooler morning and evening hours, and arranging air-conditioned transportation.

“We tend to do activities and tours in the morning, then stop for lunch, and in the mid- to late afternoon you either go back to the hotel to sit by the pool or go to the beach,” said Gary Portuesi, a co-managing partner at Authentic Explorations, a New York-based travel company that specializes in Europe.

If clients insist on taking midday tours, the company will work with local partners to make the experience as comfortable as possible. “If there is a six-hour tour, for example, they will cut it down to four and take them to an air-conditioned gelateria for a break,” Portuesi said.

It is not only the heat that travel advisers have had to grapple with, but also other unpredictable weather events. Last summer, while some parts of the continent were hot and dry, others were cold and wet. “There was a period during the summer peak when it was hotter in the Dolomites than it was in Sicily,” said Jenni-

fer Schwartz, the Italy-based partner of Authentic Explorations. “The most important aspect of our job is to set expectations about the variables and guide people instead of saying it’s too hot, don’t come.”

Heat insurance?

To help travelers book with more confidence, Sensible Weather, a Los Angeles-based startup that provides a weather guarantee for vacations and outdoor experiences, has recently added high heat protection to its coverage. When booking through a Sensible partner, travelers will be able to add daily protection and if the temperature exceeds a threshold — usually set between 90 and 100 degrees — they can claim reimbursement. Currently, the insurance is only available in the United States, but, the company said, will gradually be rolled out in Europe and elsewhere.

“The goal of the company is to cover everything that can ruin a trip, and usually it’s rain, but temperature is No. 2,” said Nick Cavanaugh, the company’s founder who was developing the product while caught in a heat wave in Barcelona last year.

Customers do not need to cancel their trip in order to be reimbursed. Those on package tours are reimbursed for the average daily rate of their entire trip for each day that surpassed the heat threshold. “Our customers can still go on their vacations, but if it’s too hot for some hours of the day and unpleasant to go outside, you can hang out in the air-conditioning and we will reimburse you,” Cavanaugh said.

Heading to cooler climes

Some travelers who were caught in Europe’s heat waves last summer are seeking cooler destinations this summer in places such as Norway, Slovenia, Switzerland, Sweden and Finland. Flight searches for Tromsø, Norway, for example, have increased by 85% over 2023, according to Kayak.

Joanna Walker, a 43-year-old recruiter from Boston, was caught in a blistering heat wave with her family in Italy last July and vowed never to return during the summer. She said she had been advised to travel during the shoulder season, but couldn’t because her children were in school.

“We couldn’t even cool off in the pool because there was no shade and the water was hot,” Walker recalled. “We wanted to see the sights in Florence and have long lunches in the piazzas, but instead we were stuck in our overpriced villas under the air-conditioning.”

This year her family has booked a tour of Norway’s fjords in July, where temperatures linger in the high 60s. “It’s going to be a different vibe to Italy for sure, lots of nature and not as much history, but at least it will be cool enough to experience something.”

High-tech safeguards facilitated MLB’s wagering crackdown

When MLB permanently banned San Diego Padres infielder Tucupita Marcano earlier this week, the particulars of his wrongdoing were laid out in specific detail: 387 bets placed at legal sportsbooks, 231 wagers related to MLB and 25 on the Pittsburgh Pirates, his employer at the time. He was accused of betting more than $150,000 on baseball.

Marcano was not a particularly savvy bettor. According to MLB, he won just 4.3% of his wagers, most of them parlays. But the copious facts released by the league Tuesday — the same day Ippei Mizuhara, Shohei Ohtani’s former interpreter, pleaded guilty to bank and tax fraud — underscore a recurring theme as the sports world grapples with more blowback from the precipitous rise of legalized gambling in the United States.

In a majority of states, it has never been easier to place a bet. But in a world of legal online sportsbooks and smartphones, it has also never been easier for leagues to track the betting and, as they see it, protect the competitive integrity of the sport.

In addition to Marcano’s permanent ban, MLB announced yearlong suspensions Tuesday for Oakland A’s pitcher Michael Kelly and three minor leaguers — the Padres’ Jay Groome, the Philadelphia Phillies’ José Rodríguez and the Arizona Diamondbacks’ Andrew Saalfrank. All four were found to have placed bets on MLB while in the minors.

The announcement came, according to MLB, after an investigation that included in-

terviews and cooperation from the league’s sportsbook partners, a process that offers a window into the monitoring system in place at legal sportsbooks. That system includes outside firms like U.S. Integrity, a monitoring service that works with major sports leagues and sportsbooks.

“As betting becomes more acceptable and widespread, having these players getting in the sports betting market is dangerous,” said John Wolohan, a sports law professor at Syracuse University. “It’s really uncomfortable for the leagues. That said, the leagues are in bed with the DraftKings and the FanDuels of the world anyway, and casinos, so in some ways they’re taking the money and hoping things don’t blow up in their face.”

While leagues like MLB increasingly court gambling partners, they have attempted to implement safeguards to deter athletes, coaches and team or league employees from gambling on their sports.

When bettors log into a betting app, their location is immediately pinned by integrity analysts within a matter of feet. Global positioning is one way of ensuring no athlete can place bets from within a team facility without being caught. There are other methods, too. Social media is monitored closely, and companies use real-time data and proprietary algorithms to monitor betting trends and flag any unusually large line movement. If a troubling trend is spotted, it is generally sent to a person on an investigative team who will look deeper into the matter.

If a case rises to a higher degree of suspicion, a monitoring service alerts sportsbooks and the league. In some cases, sportsbooks have internal teams watching for abnormal line movement and betting behavior.

players, MLB said a legal sports betting operator alerted the league in March of past betting activities from accounts connected to major or minor league players, none of whom were found to have played in a game on which they bet. A person briefed on the league’s investigation said, “This information came to light as a result of a legal sportsbook’s new proactive measures to enforce their policies,” though they did not detail the changes.

Peter Bayer, a former A’s minor league pitcher, went public last year saying he had been ruled ineligible by MLB since 2021 for betting on baseball. League investigators found that Bayer placed more than 100 baseball-related wagers in 2020, including at least 12 on his organization, and accused him of attempting to obstruct the league’s investigation.

Bayer’s bets were first discovered by the Colorado Division of Gaming, which identified him as a prohibited bettor and reported his bets to MLB.

U.S. Integrity is now a part of a joint venture called ProhiBet working to use encryption technology that will prevent athletes, coaches and league officials from placing bets in the first place. In May 2023, the company started a tip hotline to allow people within the sports world to report gambling suspicions.

U.S. Integrity did not immediately respond to a request for comment.

In the case of Marcano and the other suspended

From the perspective of Dan Hartman, who was director of the Colorado Division of Gaming at the time, cases such as Bayer’s are a testament to the collaboration between regulators, law enforcement and leagues.

“We’re not going to stop incidents like this,” Hartman said last year, but proper oversight allows leagues to address them.

A player placing legal bets under his own name may come with obvious consequences.

“Honestly, in the years I’ve been involved in this, I see it time and time again,” said Steve Paine, a co-founder of the advisory firm Evolve Sports Integrity. “It’s those basic checks. You think, if they were trying to do wrongdoing, they’d go out of their

way to really hide it — use pseudonyms and fake accounts. But they don’t. They just bet in their own name.”

Leagues and integrity companies, however, are also working to eliminate more complicated occurrences, such as an athlete placing bets through a friend or a family member.

It is not difficult to imagine a scheme evading the system for some time. Especially if an account is not in the name of the prohibited bettor, or someone with the same last name, or if it makes only modest and unalarming wagers. But as time passes, sportsbooks, regulators and betting-integrity companies are becoming more streamlined, sophisticated and savvy to new ways bettors are trying to game the system.

“I think it’s always going to be a bit of a cat-and-mouse scenario,” Paine said. “People who are trying to place bets that they’re not supposed to place, they’ll always look for methods to try to disguise that — whether it be betting through family members, or betting through using other third parties, or trying to use technology like VPNs to make bets appear like they’re coming from another country. All of those things exist.”

But the technology used to monitor such activity is not rudimentary. There are ways to identify even those who attempt to find loopholes.

“If they’re using the same iPhone that they used to place the bets when they placed it in their own name two years ago, the companies can find links,” Paine said. “It’s not just the account name. It’s: ‘Was it your home router that you came through when you placed bets? Was it the same device?’ There’s lots of technical data points these sophisticated companies can use to detect fraud.”
