PDP president meets with US Rep. Grijalva on issues of top concern

Popular Democratic Party (PDP) President Jesús Manuel Ortiz González received U.S. Rep. Raúl Grijalva (D-Ariz.) in his legislative office Wednesday to discuss pressing issues for Puerto Rico.

“We had a meeting where we could talk about various important issues for Puerto Rico,” said Ortiz, who is an at-large representative in the island Legislature. “We talked about health, reconstruction, economic development and status, all matters of relevance to the island. As a legislator, and as president of the PDP, it is essential that we clearly focus the discussion on issues that immediately impact people through better jobs, accessible health services, tools to fight crime, and development opportunities for our SMEs [small and midsize business enterprises] and entrepreneurs. In that agenda they will have our collaboration.”

Another of the approaches that Ortiz brought to the attention of the ranking member of the Committee on Natural Resources in the U.S. House of Representatives is the health crisis facing the island and the limited resources that exist for Puerto Ricans to have the medical assistance and health services they so badly need.

During the meeting, Ortiz gave Grijalva a letter in which he expressed, among other things, his concern about the lack of compliance by the Financial Oversight and Management Board with Title V of the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA).

On the political status issue, Ortiz called for the inclusion of the commonwealth status and its development possibilities in any measure for a proposed plebiscite considered by the U.S. Congress.

“The differences that we may have on the issue of status will not be an impediment to working together on so many initiatives in favor of Puerto Rico on which we agree,” the PDP leader emphasized.

State of island energy system is focus of economic forum

The Institute of Competition and Economic Sustainability (ICES) and the Puerto Rico Manufacturers Association (PRMA) held a press forum on Wednesday where the current situation regarding the energy system in Puerto Rico was discussed.

“The situation regarding the Puerto Rico energy system is very complex, quite difficult,” said attorney Fernando AgraitI, one of the panelists at the event. “The system has been deteriorating for many years; however, with the right minds on the job, things can change.”

Both organizations have been active participants in the judicial process of restructuring the Puerto Rico Electric Power Authority’s (PREPA) debt and to implement an adjustment plan that promotes the economic and social development of Puerto Rico and abides by the mandates of Bill 17-2019. They have been active leaders with respect to electrical system matters in Puerto Rico for over 10 years and have been pushing for an adjustment plan that promotes economic and social development on the island.

“We must keep the people informed and educated, and educate the private sector about the current processes in the [U.S. District Judge Laura Taylor] Swain [federal Title III bankruptcy] court and the possible costs of the electricity bill in the

years 2023 and 2024,” said PRMA Vice President Yandia Pérez. “In the same light, we must encourage the private sector to continue participating in the multisectoral efforts in favor of an adjustment plan that promotes economic viability, that speeds up the processes of public policy and is not detrimental to the consumer.”

The forum was attended by people

from many different economic sectors and by different members of the community. Many of them aired their concerns and made recommendations regarding the electric power situation in Puerto Rico. They also expressed their commitment to work collaboratively to find solutions that promote economic growth, sustainability, and a better life for the people of

Puerto Rico.

The conference included panel discussions on the current state of the PREPA debt, including the history of the debt itself and how it got to the existing state of affairs. The new proposed fiscal plan for PREPA issued by the Financial Oversight and Management Board for Puerto Rico states that the utility’s debt has been reduced from $5.6 billion to $2.3 billion, which the panel saw as a victory for the general economy of the island. However, the purpose of the panel was to examine the adjustment plan and its possible consequences for the consumer. It was stated that even though the new fiscal plan reduces the cost of the debt to $2.3 billion, the plan needs to have its validity examined, along with the expected rise in the cost of the electricity bill, all this while the judicial processes of the Title III court continue to unfold.

Regarding the revised fiscal plan proposed by the oversight board, the panel analyzed possible economic impacts that could come from its implementation. The experts evaluated the short- and long-term effects of the cost of the electricity bill for consumers, apart from its implications on the industrial and corporate development of Puerto Rico.

The importance of finding a balance between economic sustainability and the need to promote a trustworthy and quality electrical service for all parts of Puerto Rican society was emphasized throughout the event.

Oversight board to legislative leaders: Budget not compliant with fiscal plan

Financial Oversight and Management Board Executive Director Robert Mujica notified island legislative leaders on Wednesday about the non-compliance of the budget for fiscal year 2024 with the parameters of the Certified Fiscal Plan.

“The fiscal year 2024 budget proposal does not comply with the Fiscal 2023 Plan for the Commonwealth of Puerto Rico, as certified by the Oversight Board on April 3, 2023,” Mujica said in a letter.

He argued that the proposed budget redistributes resources and uses of funds in a way that is not in line with the 2023 Fiscal

Plan, and that changes have been made to the budget control language that diverge from the plan.

“The Oversight Board provides specific feedback on the revisions needed to comply with the Fiscal 2023 Plan,” Mujica added.

“These revisions are detailed in sections I and II.”

In addition, the official set a deadline to correct the violations and submit a revised budget by 7 p.m. Wednesday.

“If the legislature fails to submit a compliant budget by the deadline set forth in this Notice of Violation, the Oversight Board intends to develop and certify its own revised budget on or before June 30, 2023,” Mujica said.

Judge takes request to halt Genera PR contract under advisement

The judge overseeing the Puerto Rico Electric Power Authority’s (PREPA) bankruptcy proceeding took under advisement a decision on a request for an injunction filed by the Electrical Industry and Irrigation Workers Union (UTIER by its Spanish acronym) to stop Genera PR from taking control of PREPA’s thermal power plants.

U.S. District Judge Laura Taylor Swain said Wednesday she was going to issue a ruling promptly because of the urgency of the situation. Genera PR is slated to take over the operation of the power plants on July 1.

UTIER had challenged the Genera PR contract arguing that it violates public policy by creating a private monopoly in power generation. It also filed an injunction to stop it from going into effect.

The union argued that it had standing to pursue the injunction because the contract was going to result in the union’s destruction. Most of the generation workers are going to work for Genera or move to other agencies.

The Financial Oversight and Management Board argued that there was no injury to justify the injunction request. The board noted that PREPA was in a crisis, prompting laws allowing for its privatization.

New Fortress Energy subsidiary Genera PR was selected to operate, maintain and eventually decommission PREPA’s aging power-generation assets through a 10-year agreement established via a public-private partnership (P3). The 100-day transition period ends June 30.

Through the P3, Genera PR will receive $22.5 million annually over five years and could receive bonuses or incentives of up to $100 million, pending on whether consumer

savings are achieved. The generation units transferred by PREPA to the company produce about 70% of the energy consumed on the island.

UTIER pointed out that Acts 120-2018 and 17-2019 stipulate that generation assets cannot be assigned or sold to a single contractor.

Act 17-2019 establishes that “no electric service company may, by itself, with subsidiaries or affiliates or jointly, control fifty percent (50%) or more capacity of a generating asset, with the exception of the Authority and only in the case of legacy generation assets.” UTIER said the contract transfers over 50% of the generation capacity to Genera PR.

Swain yet to rule on request to move PREPA debt plan confirmation hearing to October

The judge overseeing the Puerto Rico Electric Power Authority (PREPA) bankruptcy did not rule Wednesday on a petition by the Financial Oversight and Management Board to schedule the confirmation hearing for PREPA’s debt adjustment plan for October.

At a hearing, U.S. District Judge Laura Taylor Swain appeared skeptical of the October confirmation but ordered the oversight board to file the third amended debt adjustment plan by mid-July and to put documents in a data repository by June 30.

The utility’s bondholders, meanwhile, had said they plan to ask the Title III court to dismiss the bankruptcy case. PREPA’s confirmation hearing, which was scheduled to begin July 17, had to be delayed after the oversight board announced it would amend the debt adjustment plan to cut the debt, arguing that new information showed PREPA expected lower revenues than previously anticipated.

After the oversight board proposed to cut PREPA’s debt to $2.3 billion, the judge this week ruled that bondholders’ net revenues were exactly $2.3 billion.

Bondholders plan to ask Swain to revive an adversary proceeding that would seek to dismiss the case so they can appoint a receiver, according to a June 27 document.

Even if the judge denies that forthcoming motion, bondholders are asking her to allow appeals of her orders that the $8.4 billion in outstanding bonds are virtually unsecured and that the claim isn’t for the face value of the debt. Those appeals are currently allowed only after plan confirmation. However, they will likely render the plan unconfirmable if reversed, and so the plan, even if confirmed, couldn’t take effect until after the appeals were heard.

Swain made remarks at Wednesday’s hearing that showed she was not inclined to allow for an appeal, citing the impact of extending the bankruptcy longer.

Supermarket chain opposes any PREPA debt plan that includes rate increase

Any Puerto Rico Electric Power Authority (PREPA) debt adjustment plan that is approved by the federal bankruptcy court should not include electricity rate increases because that would threaten food security on the island, Selectos Supermarkets officials said Wednesday.

Executive Director Mayreg Rodríguez Vázquez said there is a recognition on the part of U.S. District Judge Laura Taylor Swain herself about the ability to pay bondholders because she has just established that the payment ceiling must be even lower than the one proposed by the Financial Oversight and Management Board on Saturday when it certified a new debt plan for PREPA.

“The consumer in Puerto Rico has had very high increases in the cost of living due to different internal and external factors,” said Ariel Torres, chairman of the Selectos board of directors. “As an aggravating factor, there have been several increases in the electricity bill in a very short period of time, with service that has not shown signs of improvement, but

“The debt adjustment plan should not be sustainable only for PREPA and bondholders, it should also be sustainable for Puerto Rico, for the well-being of its people who have their food security at stake, and for economic development,” Rodríguez Vázquez said.

The island supermarket chain filed a motion a few weeks ago to oppose the previous plan presented by the oversight board. Currently, it is evaluating the legal course to follow now with the new plan certified by the board on Saturday, which implies rate increases.

Lajas mayor demands consultation on telecom tower installation

At a time when the approval of House Bill 663, which contemplates the appropriate regulation of the construction, installation and location of telecommunications towers in Puerto Rico, is being discussed, the Municipality of Lajas, represented by its mayor, Jayson Martínez Maldonado, expressed its firm and tenacious opposition to a proposal to install a telecommunications tower in the southwestern municipality without prior consultation.

Consequently, we believe that any initiative that has the potential to negatively affect our community and our landscape must be carefully and

The mayor said the municipality is willing to collaborate constructively and openly in any future discussion on the subject, as long as transparency is guaranteed and the interests and concerns of the citizens are respected.

Supreme Court rejects theory that would have transformed American elections

The Supreme Court earlier this week rejected a legal theory that would have radically reshaped how federal elections are conducted by giving state legislatures largely unchecked power to set rules for federal elections and to draw congressional maps warped by partisan gerrymandering.

The vote was 6-3, with Chief Justice John Roberts writing the majority opinion. The Constitution, he said, “does not exempt state legislatures from the ordinary constraints imposed by state law.”

Justices Clarence Thomas, Samuel Alito and Neil Gorsuch dissented.

The decision followed other important rulings this term in which the court’s three liberal members were in the majority, including ones on the Voting Rights Act, immigration and tribal rights. Although some of the biggest cases are still to come, probably arriving by the end of the week, the court has so far repeatedly repudiated aggressive arguments from conservative litigants.

The case concerned the “independent state legislature” theory. It is based on a reading of the Constitution’s Elections Clause, which says, “The times, places and manner of holding elections for senators and representatives, shall be prescribed in each state by the legislature thereof.”

Proponents of the strongest form of the theory say this means that no other organs of state government — not courts, not governors, not election administrators, not independent commissions — can alter a legislature’s actions on federal elections.

Roberts rejected that position. “The Elections Clause does not insulate state legislatures from the ordinary exercise of state judicial review,” he wrote.

The ruling soundly dismissed the theory, one that an unusually diverse array of lawyers, judges and scholars across the ideological spectrum viewed as extreme and dangerous. Adopting the theory, they warned, could have profound consequences for nearly every aspect of federal elections, including by erasing safeguards against partisan gerrymandering and curtailing the ability to challenge voting restrictions in state courts.

But some election law specialists cautioned that Tuesday’s decision elevated the power of federal courts in the process, allowing them to second-guess at least some rulings of state courts based on state law.

“This gives the U.S. Supreme Court the ultimate say over the meaning of state law in the midst of an election dispute,” Richard L. Hasen, a law professor at UCLA, wrote in a blog post. “This is a bad, but not awful, result.”

Others said the decision was a nearly complete victory and a resounding reaffirmation of the status quo. “I see no evidence of interest by the Supreme Court to make mischief here,” said Vikram David Amar, the dean of the University of Illinois College of Law.

Justices Sonia Sotomayor, Elena Kagan, Brett Kavanaugh, Amy Coney Barrett and Ketanji Brown Jackson joined the chief justice’s majority opinion.

The case will have no practical impact in the dispute that gave rise to it, involving North Carolina’s congressional voting map. A recent ruling by the state’s Supreme Court authorized the Republican-controlled legislature to draw maps as it sees fit, ensuring that the resulting districts will be shaped by politics.

The case, Moore v. Harper, concerned a voting map drawn by the North Carolina legislature after the 2020 census that was initially rejected as a partisan gerrymander by the state’s Supreme Court. Experts said the map was likely to yield a congressional delegation made up of at least 10 Republicans and four or fewer Democrats, even though North Carolina is a roughly evenly divided state politically.

ment that it was not entitled to review the actions of the state’s legislature, saying that adopting the independent state legislature theory would be “repugnant to the sovereignty of states, the authority of state constitutions and the independence of state courts, and would produce absurd and dangerous consequences.”

Republicans seeking to restore the legislative map last year asked the U.S. Supreme Court to intervene, arguing in an emergency application that the state court had been powerless to act.

The justices rejected the request for immediate intervention, and the election in

November was conducted under a map drawn by experts appointed by a state court. That resulted in a 14-member congressional delegation that was evenly split between Republicans and Democrats.

The Republican lawmakers appealed to the U.S. Supreme Court, saying the state court was not entitled to second-guess the legislature. When the U.S. Supreme Court heard arguments in the case in December, the justices seemed divided, if not fractured, over the limits of the theory.

The composition of the North Carolina Supreme Court changed after elections in November, favoring Republicans by a 5-2 margin. In what a dissenting justice called a “shameful manipulation of fundamental principles of our democracy and the rule of law,” the new majority reversed course, saying the legislature was free to draw gerrymandered voting districts as it saw fit.

Many observers had expected the U.S. Supreme Court to dismiss the case in light of that development. But Roberts concluded that the case involved a live controversy and that the court retained jurisdiction over it.

In dissent, Thomas said the case was “indisputably moot.” He added that the majority’s reasoning on the merits was unpersuasive and that he feared the ruling would invite last-minute lawsuits over election disputes.

“They will arise haphazardly, in the midst of quickly evolving, politically charged controversies, and the winners of federal elections may be decided by a federal court’s expedited judgment that a state court exceeded ‘the bounds of ordinary judicial review’ in construing the state constitution,” he wrote. “I would hesitate long before committing the federal judiciary to this uncertain path.”

Can DeSantis break Trump’s hold on New Hampshire?

Campaigning earlier thios week in New Hampshire, Donald Trump expressed such confidence in his consolidation of Republican voters that he said he might soon have to find another rival to attack besides Gov. Ron DeSantis of Florida.

The former president, who is given to riffing aloud about his campaign strategy, said a strategist on his team had told him not to punch downward against Republicans polling below second place.

“‘Don’t attack third, fourth, fifth or sixth — worry about two’,” Trump said, quoting his adviser. Then, citing some polls showing his lead expanding since his federal indictment two weeks ago, Trump predicted that DeSantis would be overtaken by other rivals.

“Soon, I don’t think he’ll be in second place,” he said. “So I’ll be attacking somebody else.”

Trump appeared in Concord on Tuesday the same day that DeSantis campaigned in New Hampshire, with the party’s top two challengers holding vastly different political positions: one the dominant front-runner in the state, the other still seeking his footing.

Strategists for both campaigns agreed that the state will play a starring role in deciding who leads the Republican Party into the 2024 election against President Joe Biden.

Trump sees the first primary contest in New Hampshire as an early chance to clear the crowded field of rivals. And members of Team DeSantis — some of whom watched from losing sidelines, as Trump romped through the Granite State in 2016 on his way to the nomination — hope New Hampshire will be the primary that winnows the Republican field to two.

“Iowa’s cornfields used to be where campaigns were killed off, and now New Hampshire is where campaigns go to die,” said Jeff Roe, chief strategist of DeSantis’ super political action committee, Never Back Down. Roe retains agonizing memories from 2016, when he ran the presidential campaign of the last man standing against Trump: Sen. Ted Cruz of Texas.

In an hourlong speech to a Republican women’s luncheon, Trump did not mention an audio recording that surfaced Monday of a conversation that figures in his indictment over mishandling classified documents. In the 2021 recording, Trump refers to what he calls a “highly confidential, secret” plan to attack Iran.

Avoiding any details of the indictment, Trump on Tuesday claimed he was being persecuted by “fake prosecutors,” and he boasted that afterward, “my numbers went up.” He pointed to a St. Anselm College survey released Tuesday showing him gaining 5 percentage points since a poll in March, while DeSantis slipped

by 10 points. Chris Christie, the former New Jersey governor and a caustic Trump critic since entering the race this month, was in third place, but still far behind Trump and DeSantis.

In an interview, Christie, a former federal prosecutor, said it was “absurd” that Trump had called his indictments “a badge of honor” because, as the former president said, “I’m being indicted for you.”

“How did this help the American people at all that he maintained the nation’s secrets at Mar-a-Lago unsecured for 18 months?” Christie said. “If anybody else in America did something like this, they would be laughed off the stage.”

New Hampshire’s voters are known for being fickle and choosy, sometimes infuriatingly so.

Yet midway through 2023, the state — more secular than Iowa and with a libertarian streak — appears frozen in place. Trump, now twice indicted and twice impeached, is nowhere near as dominant with Republicans as he was in 2020, but he is stronger than he was in 2016, and his closest challenger is well behind him.

In 2016, Trump won New Hampshire with a blunt and incendiary message, fanning flames about terrorist threats and without doing any of the retail politicking that’s traditionally required. But local operatives and officials believe that Trump, with his decadeslong celebrity status, is the only politician who could get away with this.

“It’s definitely not going to be something that someone like Ron DeSantis can pull off,” said Jason Osborne, the New Hampshire House majority leader who endorsed the Florida governor for president. “He’s got to do the drill just like everybody else.”

Polls suggest there is an opening for a Trump alternative. But to be that person, DeSantis has miles of ground to make up. On Tuesday in Hollis, New Hampshire, DeSantis made his pitch at a town-hall event, focusing largely on his record in Florida to a mostly receptive crowd.

As recently as January, DeSantis was leading Trump in the state by a healthy margin, according to a poll by the University of New Hampshire. But DeSantis has slipped considerably, with recent polling that suggests his support is in the teens and more than 25 percentage points behind Trump.

In a move that some saw as ominous, Never Back Down, the pro-DeSantis super PAC, went off the airwaves in New Hampshire in mid-May and has not included the state in its latest bookings, which cover only Iowa and South Carolina.

DeSantis allies insist the move was intended to husband resources in the Boston market, which they said was an expensive and inefficient way to reach primary voters. And they said DeSantis would maintain an aggressive schedule in the state.

“We are confident that the governor’s message will resonate with voters in New Hampshire as he continues to visit the Granite State and detail his solutions to Joe Biden’s failures,” Bryan Griffin, a spokesperson for DeSantis, said in a statement.

Still, so much of DeSantis’ early moves seem aimed at Iowa and its caucuses that are dominated by the most conservative activists, many of whom are evangelical. In contrast, New Hampshire has an open primary that will allow independents, who tend to skew more moderate, to cast ballots. And without a competitive Democratic primary in 2024 they could be a particularly sizable share of the GOP primary vote.

Iowa is where DeSantis held his first event and where his super PAC has based its $100 million door-knocking operation. DeSantis’ signing of a six-week abortion ban is unlikely to prove popular in New Hampshire, where even the state’s Republican governor, Chris Sununu, has described himself as “pro-choice.”

Sununu said in an interview that there was “a lot of interest” in DeSantis from voters who had seen him on television but wanted to vet him up close.

“Can he hold up under our scrutiny?” Sununu said. “I think he’s personally going to do pretty well here,” he added, but “the biggest thing” on voters’ minds is “what’s he going to be like when he knocks on my door.”

New Hampshire’s voters will indeed be subjected to thousands of DeSantis door-knocks — but not from the man himself. He has outsourced his ground game to Never Back Down, which is expected to have more than $200 million at its disposal. The group has already knocked on more than 75,000 doors in New Hampshire, according to a super PAC official, an extraordinary figure this early in the race.

But DeSantis still faces daunting challenges.

Trump remains popular among Republicans, and even more so after his indictments. And he is not taking the state for granted. Unlike in 2016, his operation has been hard at work in the state for months, with influential figures like former Republican state party chair Stephen Stepanek working on Trump’s behalf.

DeSantis’ biggest problem is the size of the field. If the major candidates stay in the race through early next year, a repeat of 2016 may be inevitable. In a crowded field, Trump won the state with more than 35% of the vote.

In the meantime, DeSantis needs “a defining message that gets beyond the small base he has,” said Tom Rath, a veteran of New Hampshire politics who has advised the presidential campaigns of Republican nominees including Mitt Romney and George W. Bush. “He needs to do real retail, and so far there is no indication that he can do that.”

Brutal heat wave extends across the South

Even for Southerners used to spending a lot of time outside, this week’s brutal heat and humidity — which spread from Texas across the Gulf Coast States and north into Missouri, Tennessee and Arkansas on Wednesday — are a little much.

“It’s miserable,” said Kellie Tortorich, a teacher in Baton Rouge, Louisiana, who is out of school for the summer but is caring for two young children while pregnant with a third. “We prioritize being outside,” she said as her children, 4 and 6, emerged dripping wet from a splash park, “but it’s been hard at certain times of the day.”

An oppressive heat wave that baked Texas and Oklahoma last week, contributing to several deaths, has engulfed much of the southern and central United States, raising the heat index to dangerously high levels from Kansas City to the Florida Keys.

Temperatures will climb up to 20 degrees above normal for much of the region through at least the weekend, reaching the upper 90s or low 100s in many places, with the heat index — a measure of how heat and humidity make the air

feel — soaring even higher.

“It’s not usually this hot in June,” Tortorich said.

Major cities where the heat index could reach between 110 to 120 degrees over the next few days include Dallas, San Antonio, New Orleans and Nashville, Tennessee, as well as Little Rock, Arkansas; Jackson, Mississippi; and Montgomery, Alabama. “Many areas outside of Texas will experience their most significant heat of the season so far,” a forecast from the National Weather Service said.

Nighttime temperatures will offer little respite, staying unseasonably high even while the sun is down, and high humidity will continue to produce “potentially life-threatening” heat through the rest of the week, forecasters said. Health experts consider a heat index of over 103 degrees dangerous, with a higher risk of cramps, exhaustion and heat stroke, particularly after exercise or long stretches in the sun.

“It is essential to have ways to cool down and limit your heat exposure,” the weather service said on Twitter.

In Gulfport, Mississippi, the employees of Superior Detailing have to spend a lot of time outside, no matter the temperature. “We have to suck it up

and go to work,” John LaCoste, who owns the car detailing business, said, “because we still have families to take care of and bills to pay.”

But his crews are slowing down and taking more breaks when needed, he said, adding that his customers don’t seem to mind. “Most people don’t want to get out in the heat and clean their cars themselves,” LaCoste said, “so they definitely get it.”

The heat will also rise in other parts of the country, including in Northern California — where cool weather and gloomy skies have reigned for several weeks. Sacramento and the San Joaquin Valley are under excessive heat warnings, the weather service said.

And though temperatures are not expected to be above average in the Southwest, dry conditions and low humidity, combined with gusty winds, will

increase fire danger across much of Arizona, New Mexico and southwestern Texas.

The unusual early summer temperatures across the South are the result of a stubborn “heat dome” of high pressure, akin to a lid on a pot that holds in steam, that has hovered over Texas and northern Mexico for more than a week. Forecasters have warned that the relentless heat could continue through the weekend across much of the South.

The heat will persist next week in some parts of the country, with parts of the Great Lakes, Midwest, Idaho and eastern Washington state expected to be up to 10 degrees above normal, said David Roth, a meteorologist with the Weather Prediction Center of the National Weather Service.

“This may be outside of what you would normally expect in summer,” Roth said. “Prepare for that.”

Starbucks to offer ‘clearer’ store decor guidelines after Pride clash

Starbucks said earlier this week that it would issue “clearer” guidelines on permissible store decorations after the union that represents thousands of its workers said management had prohibited some employees from putting up decorations for Pride Month.

Sara Trilling, the North America president for Starbucks, said in a memo to employees that the company’s policy on visual displays had not changed but that more specific directions were coming. She also reiterated the company’s support of the LGBTQ community, saying, “No one can take away our legacy and our continued commitment to being a place where we all belong.”

Starbucks responded after workers at more than 150 stores went on strike over the course of a week starting Friday to protest the company’s decorations policy, its treatment of LGBTQ workers and unfair labor practices generally.

Starbucks Workers United said Monday that the strike would go on unless the company agreed to come to the bargaining table. “While we are glad Starbucks is finally reconsidering its position on pride decorations, Starbucks continues to ignore that they are legally required to bargain with union workers — that’s the power of a union,” the union said in a statement.

About 12 stores have had to close each day since the strike began, a Starbucks spokesperson said.

The company also filed two charges with the National Labor Relations Board, accusing the union of starting “a smear campaign” against it by misrepresenting the company’s stances on LGBTQ issues, including its benefits policy on gender-affirming care.

“The union’s violations have ignited and inflamed workplace tension and division and provoked strikes and other business disruptions in

Starbucks stores,” the charges said.

The union said it was confident those charges would be dismissed, calling them a “public relations stunt.”

Why it matters:

How companies approach Pride marketing has been subject to increasing scrutiny. Bud Light, for one, faced backlash and dipping sales after a transgender influencer posted a promotional video for the American beer staple. Target, one of the country’s largest retailers, said it had to relocate its Pride collection to prevent further threats to its employees.

Background: The fight over bargaining has grown heated.

The union has staged a series of strikes in the past year over what it says are aggressive anti-union tactics, such as retaliatory firings and delayed bargaining. In response to tensions with the union, Starbucks adopted a stricter dress code and decor policy to prevent workers from filling stores with union paraphernalia.

The union, which first filed petitions at three stores in August 2021, now represents about 8,000 of the company’s workers in more than 300 stores.

Starbucks has faced dozens of National Labor Relations Board complaints, including one in April that accused the company of failing to bargain in good faith with workers at more than 100 stores. In March, the coffee giant faced a scathing ruling from an administrative law judge who concluded that it illegally retaliated against unionized workers.

S&P 500, Nasdaq edge higher on tech rally

The S&P 500 rose to its highest level in five months on Thursday as better-than-expected Meta results further improved sentiment around technology shares, which led the market lower last year.

The broader market index jumped 1.47% to 4,179.76, or its best level since August. Meanwhile, the tech-heavy Nasdaq Composite advanced 3.25% to 12,200.82, or its highest level since September. The gains come ahead of a trio of Big Tech results after the bell in Apple, Amazon and Alphabet.

At the same time, the Dow Jones Industrial Average underperformed, falling 39.02 points, or 0.11%, to 34,053.94. The major index was dragged lower by Merck shares after the pharmaceutical firm issued a weak outlook in its latest earnings results, despite beating analysts’ estimates on the top and bottom lines.

Some momentum came out of the day’s earlier gains as bond yields traded off their lows. The S&P 500 was up 1.85% at one point. January’s jobs report looms Friday.

Meta surged 23% in its best day since 2013 after reporting a fourth-quarter beat on revenue and announcing a $40 billion stock buyback. That helped investors look past losses in the business unit overseeing the metaverse.

Other mega-cap tech stocks rose on the back of those results. Shares of Google-parent Alphabet were up nearly 7.3%, while Amazon jumped about 7.4%. Apple shares gained 3.7%.

Tech stocks have outperformed in 2023, buoyed by recent signals of cooling inflation that investors expect could lead to a pause from the Federal Reserve in its aggressive rate hiking campaign. The S&P 500 information technology sector is up more than 14% this year after a decline of more than 28% last year.

“It’s showing that growth is outperforming value as it unwinds some of the pressures that hawkish rhetoric brought to risk markets over the course of 2022,” said Keith Buchanan, senior portfolio manager at GLOBALT Investments.

Wall Street is coming off a winning session after the Fed on Wednesday announced a 0.25 percentage point interest rate hike. While the central bank gave no indication of an upcoming pause in rate hikes, investors were encouraged by the smaller increase and Chair Jerome Powell’s comments recognizing easing inflation.

Economists, on average, expect Friday’s payrolls data to show 187,000 jobs were added in January, according to Dow Jones estimates. Though, Thursday afternoon Goldman economists said payrolls could be as high as 300,000, a big number that could mean the Fed has further to go to cool the economy and curb inflation.

Investors’ optimism that the Federal Reserve will soon ease up on its monetary policy has fueled the rise in the major indexes, despite Chairman Jerome Powell saying it is “premature” to declare victory on inflation.

The tech stock rally has also contributed to the benchmark indexes’ gains in 2023. For example, Meta shares have jumped nearly 30% this week, surging after the social media company posted a quarterly revenue beat. Shares are up more than 60% for the year.

Prigozhin’s connections complicate any purge plans by Putin

When President Vladimir Putin met with Russian media figures behind closed doors Tuesday, he presented himself as a leader, delving into Yevgeny Prigozhin’s business contracts with the Russian Defense ministry.

He also portrayed himself as being fully engaged throughout the 24-hour uprising last weekend by Prigozhin, the leader of the Wagner paramilitary group, according to newspaper editor Konstantin Remchukov, who attended the meeting.

“Putin said he didn’t sleep for a minute during the rebellion,” Remchukov said in a phone interview from Moscow. In the rebellion’s aftermath, he said, Putin appeared focused on the economic motives guiding Prigozhin: “He’s deep in the numbers of the Prigozhin contracts, the money flows.”

The focus on Prigozhin’s financial dealings allowed Putin to cast the short-lived mutiny as a personal grievance over money, setting up the potential for broader fallout among the upper echelons.

The Russian leader was signaling that even though he allowed Prigozhin and his fighters to receive sanctuary in neighboring Belarus, associates of the mercenary chieftain in government and elsewhere could still face consequences.

Several pro-war Russian blogs reported this week that authorities were investigating military service members with ties to Prigozhin, but those reports could not be independently confirmed.

Prigozhin has built a web of connections deep into Russia’s ruling elite, beginning when he ran high-end restaurants and catered banquets in St. Petersburg in the 1990s.

Putin himself hinted at the depth of Prigozhin’s ties to the government in his public remarks Tuesday, saying Prigozhin, a catering magnate, had earned roughly $1 billion from military catering contracts in the past year, and that the government had spent another $1 billion to finance his mercenaries.

Remchukov said Putin returned to that theme in the closed-door meeting Tuesday evening, adding that it was evident Putin was “trying to learn the whole economic background” of Prigozhin’s financial arrangements with the government.

On Wednesday, Putin sought to show he was going back to business as usual. He flew to the southern Russian region of Dagestan to discuss domestic tourism, praising the expansion of the local brandy industry and, ac-

cording to the Kremlin’s transcript, not mentioning the weekend’s uprising.

But back in Moscow, with the nature of Putin’s longer-term response to the rebellion a matter of guesswork, members of the Russian elite were still scrambling to demonstrate their loyalty and disavow past ties to Prigozhin.

“It’s a highly convoluted question” as to who should get punished for their ties to Prigozhin, said Oleg Matveychev, a member of the Russian parliament and a longtime proKremlin political consultant.

Those targeted, he said in a phone interview, would not be those who were only “pictured with Prigozhin somewhere,” but those who “actively covered for him, actively continue to do this, and actively work against the policy of the president.”

Matveychev acknowledged working with Prigozhin and his internet “troll farm” about a decade ago, but said he stopped the partnership after concluding, in his view, that Prigozhin was a “mentally unstable person.”

The question of who gets punished for Prigozhin’s rebellion carries high stakes, especially because some of Prigozhin’s key allies and sympathizers are believed to be inside the military. Remchukov said there was intense speculation in Moscow about the fate of Sergei Surovikin, a senior general whom Prigozhin had praised publicly. The New York Times reported Tuesday that U.S. officials believe Surovikin knew about the rebellion in advance.

“I think they’re going to ask why he was quiet” and didn’t speak up against Prigozhin

before the rebellion, Remchukov said of Surovikin. “Were there any interests, was there any connection?” On Wednesday, Kremlin spokesperson Dmitry Peskov called the Times’ report “speculations’’ but did not deny the reporting or express any support for the general, who has not been heard from since appearing in a video last Friday night pleading with the rebels to stand down.

Prigozhin’s ties also extend well beyond the military. After a career spent in the shadows, Prigozhin turned himself into a public figure in the last year, casting himself as a tough-talking mercenary leader far more effective than the traditional military. He regularly castigated and belittled military leaders like Sergei Shoigu, the Russian defense minister.

In the last year, pro-Kremlin figures seeking to prove their patriotic bona fides rushed for Prigozhin’s bandwagon.

The son of Peskov bragged that he had joined an artillery unit in Prigozhin’s Wagner group and earned a medal “for courage.”

The head of a party in Russia’s rubber-stamp parliament, Sergei Mironov, posed with a sledgehammer decorated with the Wagner insignia — a pile of skulls, and a hand-drawn smiley face.

The sledgehammer last year became Prigozhin’s trademark after he endorsed its use in the gruesome execution of a Wagner fighter who had surrendered to Ukraine.

“Thank you to Yevgeny Prigozhin for the present,” Mironov wrote on Twitter in January. “This is a useful instrument.”

But by Tuesday, Mironov had refashioned

himself into a bulwark against Prigozhin’s rebellion. He called for an investigation into what he claimed was a “line of VIPs — officials and civil servants” flocking to leave the country from the private jet terminal of Moscow’s Vnukovo Airport during Wagner’s abbreviated march toward Moscow on Saturday.

“This is a fifth column!” he wrote on social media, without naming names. “Traitors to the Motherland!”

There was also the question of who had spoken up for Putin while the rebellion was ongoing, and who stayed silent. One Moscow political analyst, Mikhail Vinogradov, published what he called an “oath rating” on the Telegram social network that cataloged, down to the minute, at what time on Saturday Russia’s more than 80 regional governors posted a message of support of Putin, if they did — and listed the 21 who posted no such messages at all.

Vinogradov said in an interview that it would be a mistake to draw serious conclusions from his rating, but Matveychev, the member of parliament, said he found the list revealing.

“I had a glance and drew conclusions,” Matveychev said, “that a person is, let’s say, unreliable and might act differently next time.”

Matveychev insisted that the aborted rebellion was a positive for Russia because its failure “strengthens the image of the authorities” and acts as a “vaccine” against future rebellions. And Remchukov, the newspaper editor, said that despite his prediction Sunday that Putin might not run for reelection next year because of the rebellion’s blow to his image, he has seen Moscow’s Kremlinconnected elite rally to Putin’s side as he seeks to telegraph strength.

“Putin is now totally focused on sending the message to the elites that ‘I can protect you,’” Remchukov said. “Now there will, I think, be some very energetic actions to show this, because his whole logic is to show that this was nothing but treason.”

But others saw Prigozhin’s challenge as a problem for Putin, especially as the war drags on and members of the elite look to blame each other for setbacks at the front.

“This is a signal that the system of governance is not handling the wartime stress well,” Vinogradov said. “Especially not in the last two months, when everyone was awaiting a successful Ukrainian counteroffensive and preparing to turn on one another — and even the lack of that success didn’t change this at all.”

The unexpected rescuers who found Colombia’s missing children

At first, he heard a soft cry. Then, just beyond the broad leaves of the jungle, Nicolás Ordóñez could make out the form of a small girl, a baby in her arms.

Ordóñez, 27, a young man from the humblest of backgrounds, stepped forward, soon to become a national hero. He and three other men had found four Colombian children who had survived a terrifying plane crash followed by 40 harrowing days in the Amazon rainforest — and whose plight had drawn worldwide attention.

But these men did not wear the uniform of the Colombian military, or any other force backed by millions of dollars mobilized for the massive search.

Instead, they were members of a civilian patrol known as the Indigenous Guard — a confederation of defense groups that have sought to protect broad swaths of Indigenous territory from violence and environmental destruction linked to the country’s long internal conflict.

Many in the guard say their cause has long been marginalized. Now, they are at the center of the country’s biggest story.

“What we are, the Indigenous guards, has been made visible,” said Luis Acosta, who coordinates the multiple groups collectively known as the Indigenous Guard. “I think that this may gain us respect and gain us recognition.”

Although members of the guard still do not know how the four children survived the jungle, interviews in their hometown along Colombia’s southern edge provide the deepest account yet about what led them to the moment of the rescue.

Guard members usually wear cloth vests and carry wooden staffs, not guns. And yet, over the years, they have resisted incursions by left-wing guerrillas, right-wing paramilitaries, oil companies and even Colombia’s security forces.

Their sudden thrust into a global spotlight started in May, after a single-propeller plane went down in the remote Colombian Amazon.

A search team soon found the bodies of the three adults aboard — but its four young passengers were missing, setting off an intense, anguished search that involved an unlikely cooperation between the military and

the Indigenous Guard.

The children, ages 1 to 13, are siblings from an Indigenous group called the Huitoto, who are also known as the Murui Muina.

They had boarded the plane with their mother, a community leader and the pilot to escape violence from a faction of a left-wing guerrilla group in their Amazonian town, according to Manuel Ranoque, the father of the two youngest children. (The guerrilla group, in text messages to The New York Times, denied that.)

The rescue team’s work captivated people around the globe, and when the children were found alive June 9, Colombian President Gustavo Petro hailed the joining of forces between the Indigenous Guard and the military as a symbol of a “new Colombia.”

Ordóñez and the three other men who found the children — Eliecer Muñoz, Dairo Kumariteke and Edwin Manchola — are all from Puerto Leguízamo, a town at the southern edge of the Colombian Amazon where the drug trade reigns and armed groups fight for control of the industry. They are also Murui Muina.

On a recent day in Puerto Leguízamo, Ordóñez and others sat in a round meetinghouse known among Indigenous groups as a maloca and described why they had signed up for the rescue mission. Light streaked through a thatch roof. A bowl of brilliant green mambe, a mild stimulant made of ground coca leaf sacred to the tribe, sat in the center of the dirt floor.

Ordóñez, born in a town of just seven families, left school at age 10 to begin work-

ing, moving boxes at a grocery store in exchange for his pick of damaged produce.

Then, at 14, he was recruited by the Revolutionary Armed Forces of Colombia,

or FARC, the leftist guerrilla group that fought the Colombian government for decades, terrorizing the nation. He said he joined voluntarily, out of economic desperation.

His experience is not unique: Tens of thousands of children have been recruited by armed groups during the country’s long war.

In all, about 300 people participated in the search for the children, according to the military. Members of the Indigenous Guard and the military have spoken positively of their collaboration, explaining that the combination of the military’s technology and the guard’s ancestral knowledge was key to finding the children.

The group from Puerto Leguízamo spent three weeks sleeping in the jungle.

On June 9, the military told the Puerto Leguízamo group to go on alone, without accompanying soldiers, something they had never done before.

The Indigenous guards were exhausted but determined.

Bringing the wilderness back to Ireland’s storied countryside

The west coast of Ireland is famed for its wave-beaten shores and bare, stony mountains, where only a few stunted trees grow in hollows and valleys, bent by harsh storms blowing in from the North Atlantic.

The coastline, with its cold, clean winds and ever-changing skies, gives an impression of unspoiled, primal nature. In 2014, the Irish government designated a 1,550-mile tourist route along the coast, and called it “The Wild Atlantic Way.”

Yet, where generations of painters, poets and visitors have rhapsodized about the sublimity of nature and the scenic Irish countryside, ecologists see a human-made desert of grass, heather and ferns, cleared of most native species by close-grazing sheep that often pull grasses out by the roots.

As climate change threatens even more ecological disruption, a growing Irish “rewilding” movement is calling for the restoration of the native forests that once covered these lands, both as natural machines to capture atmospheric carbon, and to preserve and extend what remains of Ireland’s dwindling biodiversity.

Rewilding, the practice of bringing ravaged landscapes back to their original states, is well established in Britain, where numerous projects are underway. For Ireland, this would mean the re-creation of temperate forests of oak, birch, hazel and yew that once covered 80% of the land but now — after centuries of timber extraction, overgrazing and intensive farming — have been reduced to only 1%.

For some, rewilding began with a personal choice.

In 2009, Eoghan Daltún, a sculpture restorer, sold his house in Dublin to buy 33 acres of gnarled oaks and rugged hillside on the Beara Peninsula in County Cork, in the far southwest. Where local farmers had once raised a few cattle and sheep, he erected a fence to keep out feral goats and sika deer, two nonnative, invasive species that nibble undergrowth and saplings down to the roots, and kill older trees by gnawing away their bark.

One day in late spring, with the wind driving rain off the foaming ocean, he proudly showed off the results. Wood sorrel, dog violet and celandine were already in flower beneath the twisted branches of mature oak and birch, thickly draped in mosses, ferns and epiphytic plants. New shoots of oak, hawthorn and ash pushed up through the grass and dead ferns.

“The sheep and deer would eat those little saplings before they even started on the grass, so when the old trees eventually died, there’d be no new ones to replace them,” said Daltún, who wrote about his experiment in “An Irish Atlantic Rainforest,” a

memoir. “But the native forest is returning here, all by itself. I don’t have to plant anything.”

Ireland has committed to increasing the total proportion of forested areas to 18% by 2050, from 11% currently. Yet this would still be well below the European Union average of 38%, and most of it would consist of commercial spruce and pine plantations that make up more than 90% of Ireland’s current woodlands.

Grown to be harvested within 30 to 40 years, these nonnative conifers are treated with chemicals that pollute groundwater and rivers. Ecologists say little can grow on a forest floor carpeted with dead needles and a desert for insects and native wildlife. And much of the carbon they store is released again when they are harvested.

It would be better for biodiversity and carbon sequestration to pay farmers and landowners to grow native trees and leave them unharvested, according to Padraic Fogarty, the campaign officer for the Irish Wildlife Trust. He cited the example of Costa Rica, which has reversed the Central American trend of deforestation by paying farmers to preserve and extend the rainforest.

Ray Ó Foghlú of Hometree, another rewilding organization, believes farmers could be paid not to plow or graze strips land that border remaining pockets of native woodland — often only a few trees and bushes — that cling to inaccessible hillsides or in the awkward corners of fields. Biologically rich, these microforests would, if left to themselves, quickly recolonize neighboring areas, Ó Foghlú believes. He recently bought 9 acres of “scrubland” — home to sessile oaks (Ireland’s national tree), hazels, wood sorrel, blue bells and anemones.

“I pinch myself still that I own it,” he said. “It has a river running through it, and I can’t believe it’s mine, for the price of a secondhand car these days.”

Irish rewilding enthusiasts look enviously at the highlands

of Scotland, ecologically very similar to the west of Ireland, but where the concentration of ownership in the hands of a few hundred aristocrats and magnates allows rewilding at much greater scale.

Ecologically minded figures like Danish billionaire Anders Holch Povlsen, Scotland’s largest private landowner, with 220,000 acres, can clear deer and livestock from tens of thousands of acres, allowing native growth to quickly regenerate. Eradicated native species, notably the European beaver, have also been reintroduced to Scotland to restore ecological balance.

In Ireland, where the average farm size is 83 acres, such large-scale rewilding would seem to be unfeasible. The big exception, so far, has been in the unlikely setting of County Meath, in the flat, highly fertile and intensively farmed east of the island, and in the unlikely person of Randal Plunkett, a New York-born filmmaker, vegan and death metal enthusiast.

Since Plunkett — better known, to some, as the 21st Baron of Dunsany — inherited his 1,700-acre ancestral estate in 2011, he has cleared it of livestock and left one-third to revert to unmanaged forest, complete with a wild herd of native red deer.

“Biodiversity is expanding dramatically,” said Plunkett, 30, standing in thick woodlands humming with bees and other busy insects. “At least one species has returned every year since we started. Pine martens. Red kites. Corncrakes. Peregrine falcons. Kestrels. Stoats. Woodpeckers. Otter. We think there’s salmon in the river again, for the first time in my life.”

One of his forebears, Sir Horace Plunkett, pioneered modern, industrial farming in Ireland early last century, encouraging small farmers to set up cooperatives and to mechanize their operations and use fertilizers and chemicals. Today, Randal Plunkett says, not everyone in this rich farming area is happy about his decision to abandon intensive agriculture, or to ban all hunting on the estate.

“It’s safe to say I’m not popular with the hunting crowd,” he said. “I’ve had death threats.”

Rewilding has its opponents. Ireland’s agribusiness lobbies are economically and culturally suspicious of suggestions that farmland should be allowed to revert to what they traditionally derided as “scrub.” People will always need food, they point out. In more marginal areas in the uplands and west, farmers argue recent regulations have reduced the numbers of sheep they can graze per acre, and that removing them altogether would harm existing biodiversity.

“If you leave an area ungrazed and unmanaged, you leave an area that’s at risk of being burned,” said Vincent Doddy, the president of the Irish Natura and Hill Farmers Association. “I think cattle and sheep are the most cost effective way of managing the land.”

Even on poor soil and small farms, where livestock production is sustainable only through government grants and second jobs, the title of farmer is still prized beyond its cash value.

“You’d have some of them who’d say, ‘Sheep are a part of my family tradition, and my identity, and it’s what I want to do,’” said Daltún, who keeps some cattle on his 33 acres. “But others would see the benefit of being paid for looking after the land, and letting it regenerate, and to have time to focus more on their other work or business.”

Prigozhin’s mutiny against Putin’s reign of lies

For a good understanding of the psychology of modern Russia, it helps to read Peter Pomerantsev’s “Nothing Is True and Everything Is Possible,” published in 2014, the year Vladimir Putin seized Crimea using “little green men” who either were or were not Russian soldiers. The book captures the qualities of cultivated unreality and sinister surrealism that, for a day last week, were punctured by Yevgeny Prigozhin’s aborted mutiny.

Pomerantsev, a British journalist born in the Soviet Union to a family of Jewish dissidents, spent nearly a decade in Moscow working largely on reality TV shows for a Russian entertainment channel. It turned out to be the perfect lens through which to see Putin’s Russia, where the Kremlin’s spinmeisters work hard to promote an image of a virile and infallible president vanquishing devious foes. It’s a place where people don’t say (and may not even know) what they really think and where sophistication means being in on the truth that most everything is potentially a lie.

“It’s almost as if you are encouraged to have one identity one moment and the opposite one the next,” Pomerantsev wrote. “So you’re always split into little bits and can never quite commit to changing things. And a result is the somewhat aggressive apathy you can encounter here so often. That’s the underlying mind-set that supported the U.S.S.R. and supports the new Russia now.”

It was from this phantasmagorical kingdom that the war against Ukraine was launched. Everything the Kremlin says about the invasion has been either a lie or the result of self-deceit: the evolving justifications for the war, the optimism of its assumptions, the scale of the casualties, the description of it as a “special military operation.” In May, Putin finally used the term “actual war” to describe the conflict, but only as something that had “been unleashed against our homeland again.”

It’s hard to decide what’s scarier: that he believes this or that he doesn’t.

But something went wrong in Putin’s approach, and it wasn’t just the incompetence of his military, the bravery of Ukrainians or the intercession by the West. In a nutshell, the problem is this: A monopoly on truth can be sustained only through a monopoly on violence. Big Brother can tell the Big Lie only if he has the Big — and only — Gun. Otherwise, the lie inevitably falls apart.

But Putin tried to sustain his monopoly on truth even as he demonopolized violence, allowing Prigozhin’s Wagner Group to fight in Ukraine as an autonomous unit along with the fighters of Chechen warlord Ramzan Kadyrov. Putin’s reasons for doing this are easy to guess; creating competing centers of power, loyal to the leader but profoundly hostile to one another, is a tried-and-true method of effective dictatorships. But it creates risks, including the risk that someone from one of those centers of power will be willing to tell an inconvenient truth.

That is just what Prigozhin did and why his real mutiny did not happen over the weekend, with his takeover of the city of Rostov-on-Don and his brief march on Moscow. It occurred instead on Friday, with his 30-minute diatribe on Telegram, as cited by Newsweek, about the course of the war — a “poorly planned operation” that killed “thousands of the most combat-ready Russian soldiers in the first days” — and the falseness of its justification.

“The Ministry of Defense is trying to deceive the public and the president and spin the story that there were insane levels of aggression from the Ukrainian side and that they were going to attack us together with the whole NATO bloc,” he said. “The special operation was started for a completely different reason.”

To know the truth about the war is to see the awfulness of Russia’s options: a humiliating defeat, a bloody stalemate or escalation that risks a much wider war. There is an additional terror, too, though probably one that runs in a buried vein: the terror of self-indictment, when the apathy or jingoism of ordinary Russians must face the atrocities committed in their name.

The drift of Western commentary since Prigozhin’s mutiny is that Putin has been humiliated, his facade of invincibility cracked. I’m less sure.

His most vocal (and credible) internal critic may now go silent — or be silenced. Russians may conclude that they would rather live in the world of pleasing lies, in which they’ve long been complicit, than know the stark truth. And Putin will likely continue to rule inside his bubble because so many of the potential alternatives, from defeat to anarchy, look worse. Only a decisive Ukrainian victory can puncture it.

Aside from Prigozhin’s decorative effort to deflect blame from Putin to his generals, this is as close to the truth as Russians are soon likely to hear. And it may be why he appeared to have been treated as a hero, almost a liberator, in Rostov-on-Don. For a moment, they were freed not only from the grip of the Kremlin’s political and security apparatus but also from the narcosis of its propaganda.

SAN JUAN – La secretaria interina del Departamento de Asuntos del Consumidor (DACO), la licenciada Lisoannette González Ruíz, junto al secretario del Departamento de Agricultura, Ramón González Beiró, anunciaron el desarrollo de un detallado estudio económico y legal dirigido a evaluar los aspectos en los que pueden intervenir las dependencias para garantizar los derechos de los consumidores.

“En el DACO estamos muy pendientes a los cambios en el mercado para delinear acciones a favor de la defensa de los derechos de los consumidores. Un área que es de suma importancia para los consumidores es lo relacionado a la canasta básica de alimentos, la cual incluye productos de necesidad imperante como pan, leche, quesos, huevos, arroz, carne, frutas y verduras y los altos costos de la misma que se estiman en unos $161.00 al mes. Con el propósito de evaluar las posibles acciones que puede tomar DACO para asistir a los consumidores a enfrentar vertiginosos aumentos en la canasta básica, estamos encomendando un estudio económico y legal”, señaló la secretaria interina del DACO.

Por otro lado, el secretario del Departamento de Agricultura, Ramón González Beiró, dijo que “la colaboración entre ambos entes gubernamentales siempre ha sido abierta para atender de forma justa y transparente el mercado y los consumidores. Por tal razón, ante la preocupación del aumento en precio de venta de productos en la canasta básica, como el huevo, hemos comenzado a establecer un estudio económico exhaustivo para estudiar los precios a nivel de finca y a nivel de detallista

con el fin de asegurar de que sean razonables los márgenes de ganancia sin afectar al consumidor”.

De acuerdo con varios estudios, incluyendo uno emitido por la empresa PICODI, los precios en las carnes, verduras, frutas y pan impulsan el aumento en el costo de la canasta básica en la Isla. El informe también detalla que el 85 por ciento de los productos de la canasta son importados.

“Nos encontramos en un momento histórico, atravesando los efectos secundarios de la pandemia del COVID-19 con relación al disloque en la actividad agrícola y las líneas de producción en todo el mundo, así como aumentos en la tasa de inflación. El norte de este estudio es determinar los marcos legales en los cuales el DACO pudiera actuar y las acciones, si alguna, que podemos tomar para garantizar los derechos de los consumidores en Puerto Rico”, dijo González Ruíz.

Asimismo, González detalló que, es importante realizar este tipo de estudio y tomar acciones regulatorias para evaluar que no haya una competencia desleal y proteger nuestra agricultura al igual que a los consumidores.

Just a few months after Angela Bassett came close to clinching a supporting-actress Oscar for “Black Panther: Wakanda Forever,” she’ll become one of four Hollywood figures to receive an honorary Oscar at this year’s Governors Awards, the Academy of Motion Picture Arts and Sciences has announced. Also getting honorary Oscars will be director Mel Brooks and editor Carol Littleton, while the Sundance Institute’s Michelle Satter will be presented with the Jean Hersholt Humanitarian Award.

The awards “honor four trailblazers who have transformed the film industry and inspired generations of filmmakers and movie fans,” academy president Janet Yang said in a statement.

Bassett, 64, was first nominated for playing Tina Turner in the biopic “What’s Love Got to Do With It,” and also starred in films like “How Stella Got Her Groove Back,” “Malcolm X” and “Boyz N the Hood.” Her awards-season run for Wakanda Forever” earlier this year netted her a Golden Globe, and though she lost the Oscar to “Everything Everywhere All at Once” supporting actress Jamie Lee Curtis, Bassett is still one of only four Black actresses to have received more than one Oscar nomination for acting.

Brooks, who turns 97 this week, is the rare recipient of this honorary award to have already won a competitive Oscar: In 1969, he triumphed in the originalscreenplay category for his debut film, “The Producers.” Much more was still to come, as Brooks went on to become one of Hollywood’s most notable comic directors, making beloved films like “Young Frankenstein” and “Blazing Saddles.” He’s even one of 18 people in show business to have reached competitive EGOT status, after having added Grammys, Emmys, and Tonys to the Oscar on his

awards shelf.

Satter, the founding senior director of the Sundance Institute’s artist programs, has spent four decades nurturing independent filmmakers at the earliest stages of their ca reers: Projects like Wes Anderson’s “Bottle Rocket,” Darren Aronofsky’s “Requiem for a Dream,” Miranda July’s “Me and You and Everyone We Know” and Ryan Coogler’s “Fruitvale Station” were all developed at Satter’s Sundance Labs.

Littleton was Oscar-nominated for editing Steven Spielberg’s “E.T. the ExtraTerrestrial” and went on to work primarily with directors Lawrence Kasdan (on films like “The Big Chill” and “The Accidental Tourist”) and Jonathan Demme (on “Belo ved” and his remakes “The Manchurian Candidate” and “The Truth About Charlie”).

Though these honorary prizes are not televised, they remain one of awards season’s most star-studded events: Scheduled this year for Nov. 18, they offer the chance not only to herald the deserving but also to get schmoozy face time with a packed ballroom of Oscar voters. Expect emotional speeches delivered to scads of this season’s hopeful nominees, all of whom will work the crowd at every intermission.

Astrud Gilberto: 6 essential songs

Astrud Gilberto, who died on June 5 at 83, brought the first, alluring taste of Brazilian bossa nova to countless listeners worldwide. Her collaborations — with Stan Getz, Gil Evans, Stanley Turrentine and others — also helped cement the connections of bossa nova and jazz.

Her voice was disarmingly modest, sometimes hitting notes a little flat and often barely above a whisper; the effect was intimate and seemingly weightless. When she sang in English, her Brazilian accent gave her an endearing hint of awkwardness and approachability, even as her phrasing stayed supple, while the translated lyrics invited a wider audience to hear great Brazilian songwriters like Antonio Carlos Jobim. Her early recordings are her most radiant ones, steeped in the pensive, nostalgic longing that Brazilians call saudade.

Here are six indelible Astrud Gilberto performances.

Stan Getz featuring Astrud Gilberto: “The Girl From Ipanema” (1963)

This was the bossa nova that seduced the world: a purposeful crossover collaboration by American saxophonist Stan Getz, Jobim, Astrud Gilberto and her then-husband, the definitive bossa nova guitarist and singer João Gilberto. Its full version opened with João Gilberto singing the Portuguese lyrics, but the world-conquering single cuts quickly to Astrud Gilberto’s breathy voice in English, with Jobim on piano trickling just a few perfect notes to answer her.

The New Stan Getz Quartet featuring Astrud Gilberto: “It Might as Well Be Spring” (1964)

Gilberto doesn’t exactly sound “as jumpy as a puppet on a string” in this live performance of the Rodgers and Hammerstein standard with the Stan Getz Quartet. Instead, she’s poised and sure-footed, musing about the possibility of romance as Getz’s saxophone scurries and spirals around her.

“Água de Beber” (1965)

Jobim rejoined Gilberto as a collaborator on her luminous solo debut, “The Astrud Gilberto Album.” His voice shadows hers on their nonchalantly elegant version of his bossa nova standard “Água de Beber” (“Water to Drink”); as she sings about a love as es-

sential as water, the song glows with mutual fondness.

“The Shadow of Your Smile” (1965)

A studio orchestra offers a hint of fanfare, then falls into an admiring hush behind Gilberto’s voice in this Oscar- and Grammywinning song from the movie “The Sandpiper.” Written by Johnny Mandel and Paul Francis Webster, with strong bossa nova influences, the song’s arrangement ripples around Gilberto with little instrumental flourishes — strings, flutes, piano, vibraphone — but Gilberto’s voice maintains its serene wistfulness.

“Berimbau” (1966)

A berimbau, the one-stringed percussion instrument prized in Bahia, Brazil, twangs its way through this song by Baden Powell and Vinicius de Moraes. The brassy, slightly ominous arrangement by Gil Evans highlights the pinpoint syncopations of Gilberto’s vocal.

“Maria Quiet” (1966)

Gilberto sang most often about love as it arrives and disappears. But every so often she turned to other thoughts — like the feminist resentment in “Maria Quiet,” a brisk samba with lyrics (de Moraes translated by Norman Gimbel) about women’s endless work. Gilberto’s delivery is pointed, and quietly seething.

Gold and a CAC Games record for swimmer Kristine Romano

Puerto Rican swimmer Kristine Romano won the 400-meter medley in record time earlier this week at the Central American and Caribbean Games San Salvador 2023 in El Salvador.

Meanwhile, debuting Puerto Rico teammate Portia del Río Brown took the bronze medal to share the podium with Romano.

Romano broke her own top time in the combined-stroke event at the regional competition, 4:46.31, which she established at Barranquilla 2018. On Tuesday she lowered her time to 4:45.47, winning the gold medal by some 15 meters.

“A lot of times you can’t have a plan. Many times you cannot control what other people can do in the race,” Romano said. “My plan is to swim hard from the start. I feel very proud that I could win the gold medal.”

Romano was congratulated by the president of Centro Caribe Sports, Luisín Mejías, as she left the pool, and received a hug from del Río Brown when they arrived at the tent of the Puerto Rico delegation. The rookie swimmer was in sixth place until the 200-meter mark, then little by little she gained ground, finishing in 4:59.81 to win bronze.

“I really tried to get everything out of my mind, because when I swim with nothing on

my mind, I do better,” del Río Brown said. “After the first 200 meters I saw that I was a bit behind, and there I thought, ‘You have to be on the podium. You have to represent Puerto Rico well.’ And I did it.”

The silver medal went to Karen Rodríguez of Mexico, who held off del Río Brown to finish in 4:59.60.

López wins his first medal, in artistic gymnastics

José “Gussy” López of Puerto Rico won the bronze medal in the rings final at San Salvador 2023 on Tuesday.

“It took time to get the medal, but we got there,” said López, an advertising & marketing student at the Ferrer Rangel School of

Communication at the Universidad del Sagrado Corazón. “Barranquilla 2018 really hit me very hard, because I was in four finals and I was left out. At that time, I read a letter from [former fencer] David Bernier, who pointed out that he did not have a medal in his first Games. That letter really, I had it in my mind, and I said to myself that ‘This is going to be my medal moment.’ That helped me.”

López finished with a score of 13,330. The gold medal went to Kristopher Bohorquez of Colombia with 13,900. Alejandro de la Cruz of Cuba was second with a score of 13,800.

“In this same routine I hurt my [left] shoulder a bit,” López said. “... It was talking to me. It told me ‘this is the last thing I have left. Now that I’m lowering the revs I feel a little sore. I have little left; it is not the time to think about the pain, and instead continue.”

The bronze medalist was to conclude his participation in San Salvador on Wednesday with the vault and parallel bars finals at the Merliot sports complex.

“I had the opportunity for my parents to see me live. It was nice,” López said. “I know their frustrations, what they do for me. The frustrations hurt a lot and they carry mine. As an athlete you want to get out, and they are there to tell me not to give up. This is theirs too.”

FIFA may allow rainbow armbands at Women’s World Cup

FIFA is inching closer to allowing teams to wear rainbowcolored armbands that promote inclusivity at this year’s Women’s World Cup, potentially reversing a policy that specifically outlawed similar armbands at the men’s World Cup in Qatar last year.

In November, FIFA threatened teams and their captains with serious punishments in its effort to silence a long-planned anti-discrimination statement only hours before the start of the World Cup, leading to a breakdown in relations between soccer’s governing body and several competing nations.

But this week, after months of discussions between soccer’s leaders and national federations that are intent on allowing their players to highlight causes that are important to them on women’s soccer’s biggest stage, FIFA is planning to send a letter outlining its armband rules for the 32 teams that will participate in the tournament.

The letter could be sent to the teams as early as Wednesday, according to two people with knowledge of the discussions who declined to speak publicly because FIFA’s final decision on the matter had yet to be communicated to its members.

The agreement that appears to have been reached will allow captains of teams that want to participate in efforts to promote inclusivity — a FIFA-approved message scheduled to be the theme for the first round of games — to wear armbands featuring rainbow colors during matches at the monthlong event in Australia and New Zealand.

The design, like the so-called One Love version banned in Qatar, would be similar in its colors to the well-known flag that serves as a symbol of LGBTQ+ pride, but purposely not identical to it.

FIFA, according to people familiar with the talks, will allow individual nations to decide whether or not to wear the rainbow armband, and it will offer captains and teams who opt out choices highlighting other social justice words and phrases on a solid blue armband, or a neutral FIFA armband bearing the message “Football Unites the World.”

In the tournament’s later rounds, FIFA and the national teams will promote themes beyond inclusivity. The co-host Australia, for example, is pushing for an armband that highlights the rights of Indigenous citizens. (In a related decision, FIFA plans to hang Indigenous flags at World Cup stadiums in Australia and New Zealand in a show of support for an issue of particular interest to both host nations.)

PGA Tour board meets as scrutiny of Saudi deal swells

The PGA Tour’s board, with its members gathered in the same room for the first time since a fraction of them negotiated a deal with Saudi Arabia’s sovereign wealth fund to reshape golf, signaled earlier this week that it intended to move ahead with the agreement and past an outcry that has stretched from clubhouse locker rooms to Capitol Hill.

But it also made plain that closing the deal was no certainty.

The board, as expected, did not vote on a deal stocked with tentative terms that call for a web of golf businesses — including the tour, the Saudi-backed LIV Golf circuit and the European Tour, now known as the DP World Tour — to be housed in a new company. The entity is expected to be flush with Saudi cash but, for now, under the day-to-day control of PGA Tour leaders. But executives hoped that the regular meeting of the board, which is expected to weigh the pact formally only once final terms are negotiated, would help stabilize the tour’s course during a turbulent run of internal division and global scrutiny.

That period, executives and board members know, could last for months.

Tour executives, the board said in

a carefully worded statement Tuesday night, have “begun a new phase of negotiations to determine if the tour can reach a definitive agreement that is in the best of interests of our players, fans, sponsors, partners, and the game overall.”

The board, wary of further alienating the players who make up the tour’s membership, some of whom were infuriated after being blindsided by news of the pact, said it was “committed to the safeguards in the framework agreement that ensure the PGA Tour would lead and maintain control of this potential new commercial entity.”

The board’s meeting in Dearborn, Michigan came three weeks after the surprise announcement of the deal, and one day after the tour gave a Senate subcommittee a copy of the five-page framework agreement. The tentative accord, signed in the early morning hours of May 30 at a Four Seasons hotel in San Francisco, capped seven weeks of secret negotiations, but it was mostly notable for how few binding commitments it included — and how many consequential details remained to be sorted through.

Although the tour and

the wealth fund are expected to contribute their golf ventures, like LIV, into the new company, the deal’s architects signed the framework agreement so quickly that no valuations were included or, apparently, even completed in advance. The agreement does not quantify the scale of the wealth fund’s expected investment in the new company, although it offers an outline for its leadership structure and protects the Saudi fund’s investment rights.

Its few binding clauses include a nondisparagement pledge covering the tour and the wealth fund (but not the players) and a truce that keeps the rival circuits from recruiting golfers from one another. If a final agreement is not in place by the end of the year, barring a mutual extension, the tour and the wealth fund can “revert” to their businesses without any financial penalty, like a breakup fee.

Board approval, if it comes, does not guarantee that the deal will last. The Justice Department’s antitrust regulators are among the government officials examining the accord, and they could ultimately try to block it. The pact is also poised to draw scrutiny next month on Capitol Hill, where a Senate subcommittee has scheduled a hearing for July 11.

But Tuesday’s meeting was seen as pivotal to the way forward for the tour and an 11-member board that includes five players and luminaries in business, law and finance. Only two members of the board, Edward D. Herlihy and James J. Dunne III, were involved in the negotia-

tions that led to the deal, and it appears many board members did not know they were underway.

The board meeting, held at a Detroitarea hotel, began in the early afternoon and stretched into the evening. A person familiar with the meeting, who spoke on the condition of anonymity to describe a private gathering, said it had not focused entirely on the deal; rather, the person said, the board also spent significant time on more technical matters of the sport, such as competition cuts and eligibility.

The majority of the meeting focused on the framework agreement, though, with board members receiving a briefing from the tour’s bankers about how they will try to assign values to the circuit’s varied assets. Jay Monahan, the PGA Tour commissioner, was absent from the meeting in Dearborn; on June 13, the tour announced that he was going on leave as he recuperated from an unspecified “medical situation.”

Board members did not comment as they left the meeting, allowing the statement to stand on its own. Only one player who sits on the board, Rory McIlroy, has publicly suggested any measure of support for the deal. In recent weeks, other players have said they wanted to learn more about the accord and what it would mean for the tour.

But board members have been told in recent months that the tour could not afford to maintain its duel with LIV, the league founded with billions of dollars from the Saudi wealth fund that enticed some of the game’s biggest stars with guaranteed contracts and enormous prize money. The wealth fund was also facing some pressure as it confronted setbacks in a court battle against the tour, and as LIV struggled to attract audiences and attention in the United States for reasons beyond its financial backer.

If the deal collapses, though, both sides have already secured a mutual victory: the dismissal of litigation in California after the tour, the wealth fund and LIV agreed to drop their clashing cases. The dismissals were made with prejudice, meaning that they cannot be refiled, even if the rest of the pact disintegrates.

For as guarded as the tour’s statement was Tuesday night, the dismissal of the litigation was mentioned in its very first sentence.
