DMO denies lawmaker’s ‘pay for play’ accusation

House Majority Leader Ángel Matos García on Tuesday denounced what he said is a scheme of illegal sponsorship of events produced by direct relatives of board members of Discover Puerto Rico, the island’s destination marketing organization (DMO), in exchange for votes to increase the salary of its executive director, Brad Dean.

Discover PR issued a statement denying the allegations, noting that Dean’s salary adjustment due to inflation is in his contract.

Matos said the DMO’s board of directors voted in favor of the salary hike allowing Dean to earn a base salary of $285,000 yearly, plus bonuses and royalties totaling another $350,000.

“Discover Puerto Rico was created to market Puerto Rico as a destination in global events and markets, and not for regional talks like the Hotelier. com event, a for-profit event held in the west of the country. At this event, the municipalities that participate do so in a limited fashion, as well as people from western Puerto Rico, without major impact,” the lawmaker charged. “This event produced by the son of Tomás Ramírez, a member of the board of directors of Discover Puerto Rico, receives thousands of dollars in public funds without a waiver, without going through a board vote and in a corrupt manner, in exchange for votes in favor of the [salary] increases to Brad Dean. Discover Puerto Rico replied that the legislator’s remarks are “an example of how a politician, with some personal agenda, wants to undermine the growth and thousands of jobs that the tourism industry has seen since the inception of Discover Puerto Rico.”

Dean’s salary inflation adjustment is part of his contract and was ratified with only one board member opposing it, the DMO noted.

“That vote count reflects how the industry values Dean’s work and the economic boom he helped create over the past three years,” the firm said.

“Discover Puerto Rico has been a fundamental piece in the rapid growth of the tourism industry in recent years,” Discover PR added. “Under the leadership of Brad Dean, passenger arrivals have increased by 44%, accommodation demand by 52%, visitor spending by 29% and room tax by 74%. It is evident to us that we have to trust and invest in the fundamental resources to continue this growth that has allowed 96,000 families to obtain their livelihood from tourism.”

Housing Dept. budget hike comes mostly from federal funds

The House Treasury Committee, chaired by Rep. Jesús Santa Rodríguez, heard details on Tuesday of the island Housing Department’s budget for fiscal year (FY) 2024-2025, amounting to $3.3 billion.

“This recommended budget represents a total increase of $1.9 billion compared to the one approved for fiscal year 2024,” Housing Secretary William Rodríguez Rodríguez said at the hearing. “However, the increase is mainly reflected in the allocation of federal funds, specifically the Disaster Recovery programs, [and] Community Development Block Grant Mitigation programs [CDBG-MIT].”

The Housing secretary said he brought several issues to the attention of the Office of Management and Budget for consideration in the FY 2025 budget.

One of them was the Materials Assistance Program, which is part of the General Fund, and is one of the department’s programmatic initiatives.

“Although we continue to provide aid through our own revenue funds, we believe that for this fiscal year an allocation of funds of at least $500,000 is necessary so that they are not affected,” Rodríguez said.

Other items that need funding are emergency management; Continuum of Core; Community Development Block Grant (CDBG); and the state’s rental match program for veterans’ housing and housing improvements for low-in-

Likewise, he noted that this year’s federal funds are $3.1 million.

It should be noted that, under the Section 8 program, the AVP administers 12,878 vouchers, including vouchers assigned to particular projects, such as for veterans, and other special vouchers.

Regarding disaster recovery funds, Salgado Colón said the Federal Emergency Management Agency (FEMA) has estimated damage caused by Hurricane María to the housing inventory at $2.2 billion. That amount includes $635.9 million for risk mitigation measures.

“From this estimate, FEMA reduced $822 million in insurance payments, so the amount for the agency is $1.4 billion,” the official said.

Health Secretary Carlos Mellado López announced Tuesday that the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) will be directed by Roberto Carlos Pagán, effective immediately.

Pagán, in turn, will continue his duties as head of the Administration for the Integrated Care and Development of Children (ACUDEN by its Spanish acronym), an agency attached to the Family Department.

Most experts object to PREPA debt plan as damaging to island economy

Experts from different organizations objected to the Puerto Rico Electric Power Authority’s (PREPA) debt adjustment plan during the second week of confirmation hearings.

The experts agreed the debt adjustment plan (PAD by its Spanish acronym) is unconfirmable because of its negative effect on the island economy.

The proposed plan would reduce PREPA’s debt to $2.5 billion from the current $9 billion but would add a legacy charge to customers’ bills to pay off the debt. The plan also proposes to create a pay-as-you-go pension plan for current retirees and create a defined contribution pension system for active workers.

Agustín Irizarry, a former consumer representative on the PREPA board of directors and an expert representing environmental groups such as the Environmental Dialogue Committee, the Southeast Environmental Community Alliance, the Sierra Club Puerto Rico and the Coalition of Anti-Incineration Organizations, highlighted that the Financial Oversight and Management Board is already underestimating the pace at which Puerto Rico residents are moving to solar energy.

Institute of Energy Economics and Financial Analysis and an expert for the Electrical Industry and Irrigation Workers Union, emphasized that the failure, on the part of the oversight board and PREPA, to achieve balanced budgets and the continuous cash flow issues are a significant red flag regarding a possible new bond issuance, as contemplated by the PAD.

“In fact, without the contributions from the government of Puerto Rico to PREPA in recent years, it seems that PREPA would have run out of cash,” Sanzillo said. “PREPA cannot afford to pay the inherited debt without harming its ability to provide an essential service.”

José Alameda, an expert on the PREPA Employee Retirement System, detailed in his presentation that the electricity rate increases will harm Puerto Rico’s economy, even interfering with the government’s ability to comply with other obligations under already approved fiscal plans.

“Puerto Rico’s economy is already in a prolonged period of stagnation and further increases in [the cost of electricity], as proposed by the PREPA Debt Adjustment Plan, will undermine the possibilities of future economic development,” Alameda said.

Experts from the group of bondholders who oppose the PAD argued meanwhile that the people of Puerto Rico can afford even more through the electricity rate than what the current plan proposes. The oversight board has said power rates should not be more than 6% of a household’s budget.

Electrical engineers to spotlight energy grid transformation at meeting

The Electrical Engineers Institute of the Engineers and Surveyors Association of Puerto Rico (CIAPR by its Spanish initials) will hold its traditional meeting “Electro Friday 2024” next week at the Convention Center in Miramar.

The gathering of professionals with the theme “Energy of the Future: Transforming Our Energy System” will take place on Friday, March 22 with registration starting at 7 a.m. An educational exchange will take place from 8 a.m. to 5:30 p.m., and the day will conclude with a social event.

“We seek the participation of the industry to share issues of relevance and the direction of technological developments,” said Institute of Electrical Engineers President Francisco Borges Aponte. “In this way, we keep the Association at the forefront of the evolution of the industry.”

Governor participates in first 2 Gen Summit

Gov. Pedro Pierluisi Urrutia participated on Tuesday in the first Summit of the 2 Generations Centers, better known as 2 Gen, along with Family Secretary Ciení Rodríguez Troche, Administration for the Care and Comprehensive Development of Children (ACUDEN) head Roberto Carlos Pagán, legislators, mayors, agency heads, and staff from nonprofit organizations.

The summit, which was also attended by members of the general public, provided an opportunity to point out the efforts being made to meet the needs of minors and their families, as well as offer training, professional development and workshops on core issues for the proper functioning of the centers.

“As governor, I reaffirm my commitment and that of my administration to continue working hard to contribute to the comprehensive development of our boys and girls, as well as their families,” Pierluisi said in a written statement. “The 2 Gen Centers follow a two-generation comprehensive development model, with an innovative and transformative approach, led by our Family Department and ACUDEN. The adoption of this model arises from the constant search for effective strategies to address the challenges that our families face, as well as the complexities of poverty and inequality.”

Body of 2nd man who drowned off Condado is recovered

Puerto Rico Police Bureau officers found the body of a second drowning victim in the ocean three miles off Condado in the early morning hours of Tuesday.

Officers assigned to the Tourist Precinct and Calle Loíza were alerted on Sunday afternoon regarding two people dragged by the sea currents off the beach located at the back of the Ventana del Mar park in Condado.

Police reportedly received a call through the 9-1-1 Emergency System reporting the incident. Personnel from the San Juan

Municipal Medical Emergency Department and the Emergency Management Bureau, along with the Coast Guard, mobilized to the scene and commenced search and rescue actions.

One of the bodies was pulled from the water later that day and transported to the emergency room at Ashford Presbyterian Community Hospital, where the doctor on duty certified that there were no vital signs. The drowned man was identified as Charles Victor Daniel Poor, 20, of Illinois.

Meanwhile, the search continued for a second man who was dragged under, identified as Fidel Cruz Llanos, 35, whose body was found in the morning hours three nautical miles north of

La Concha hotel. The body of the Puerto Rico National Guard member, who according to reports had entered the water in an attempt to rescue Poor, was recovered by Joint Forces of Rapid Action (FURA by its Spanish acronym) personnel and taken to the San Juan Maritime Unit to continue with the protocol in such cases.

Agent Yahaira Vélez Soto of the San Juan Criminal Investigations Corps Homicide Division, consulted the case with prosecutor Gracielis Vega Bermúdez, who granted permission for the removal and transfer of the body to the Institute of Forensic Sciences.

Justice issues results of probe into abortion clinics and minors

Justice Secretary Domingo Emanuelli Hernández on Tuesday released the results of a complete investigation stemming from a Senate Committee on Life and Family Affairs referral that abortion clinics were not reporting abuse against minors seeking to end their pregnancies.

protection of minors as a priority, as well as safeguarding their health and safety.”

The official emphasized the effort made by the Justice Department to carry out criminal investigations in two cases involving minors under 15 years of age.

“As a result of the process, criminal investigations were launched into the possible commission of sexual crimes against two minors under 15 years of age,” he said. “In this way, we try to prosecute and ensure that those responsible are penalized, to provide justice to the victims.”

Regarding the controversy over the clinics’ lack of notification, the secretary added: “We carried out a legal analysis and concluded that if it was determined that they engaged in illegal conduct, criminal action would be undertaken.”

A report from the Puerto Rico Department of Justice has shown that, of 67 suspected cases of sexual abuse of minors who underwent abortions, the clinics only made three referrals for investigation. The finding arose after an investigation requested by the Committee on Life and Family Affairs, which revealed significant noncompliance with the law that requires reporting cases of abuse.

Emanuelli Hernández reaffirmed the commitment of the Justice Department to the defense of minors and the importance of urgently and sensitively addressing any complaint of crimes against them.

“We urge citizens to watch over and protect minors, who are vulnerable to harmful behaviors that threaten their integrity and development,” he said.

Sen. Joanne Rodríguez Veve, who chairs the committee, stressed the seriousness of the situation and the need to take legislative measures to guarantee the protection of minors.

“From the above arises the need to approve legislation and amend the corresponding regulations to ensure the protection of minors aged 15 years or younger who attend abortion clinics,” she said in a written statement.

The investigation revealed, meanwhile, that in many cases the sexual conduct that resulted in pregnancy was carried out with the consent and knowledge of both parties, without the use of force or intimidation. However, there were situations in which the age difference between the girl and the boy was significant, constituting a crime under the commonwealth Penal Code.

Biden’s budget underscores divide with Republicans and Trump

President Joe Biden earlier this week proposed a $7.3 trillion budget packed with tax increases on corporations and high earners, new spending on social programs and a wide range of efforts to combat high consumer costs like housing and college tuition.

The proposal includes only relatively small changes from the budget plan Biden submitted last year, which went nowhere in Congress, though it reiterates his call for lawmakers to spend about $100 billion to strengthen border security and deliver aid to Israel and Ukraine.

Most of the new spending and tax increases included in the fiscal year 2025 budget again stand almost no chance of becoming law this year, given that Republicans control the House and roundly oppose Biden’s economic agenda. Last week, House Republicans passed a budget proposal outlining their priorities, which are far afield from what Democrats have called for.

Instead, the document will serve as a draft of Biden’s policy platform as he seeks reelection in November, along with a series of contrasts intended to draw a distinction with his presumptive Republican opponent, former President Donald Trump.

Biden has sought to reclaim strength on economic issues with voters who have given him low marks amid elevated inflation. This budget aims to portray him as a champion of increased government aid for workers, parents, manufacturers, retirees and students, as well as the fight against climate change.

Speaking in New Hampshire on Monday, Biden heralded the budget as a way to raise revenue to pay for his priorities by raising taxes on the wealthiest Americans and big corporations.

“I’m not anti-corporation,” he said. “I’m a capitalist, man. Make all the money you want. Just begin to pay your fair share in taxes.”

The budget proposes about $5 trillion in new taxes on corporations and the wealthy over a decade. Administration officials said Monday that those increases would be split equally between corporations and the nation’s highest earners, and that Americans earning less than $400,000 a year would enjoy tax cuts totaling $750 billion under their plans.

“We can do all of our investments by asking those in the top 1 and 2% to pay more into the system,” Shalanda Young, the director of the White House budget office, told reporters.

The president has already begun trying to portray Trump as the opposite: a supporter of further tax cuts for the well-off. “Do you really think the wealthy and big corporations need another $2 trillion tax break?,” Biden asked in New Hampshire, referencing Trump — but not by name. “Because that’s what he wants to do.”

Speaker Mike Johnson and other members of House Republican leadership criticized Biden in a statement released Monday afternoon. “The price tag of President Biden’s proposed budget is yet another glaring reminder of this administration’s insatiable appetite for reckless spending and the Democrats’ disregard for fiscal responsibility,” they said.

Polls have found that Americans are dissatisfied with Biden’s handling of the economy and favor Trump’s approach to economic issues. But the president has been unwavering in his core economic policy strategy, and the budget shows that he is not deviating from that plan.

Biden’s budget proposes about $3 trillion in new measures to reduce the federal deficit over the next decade. That is in line with his budget proposal last year, which narrowed deficits by raising taxes on businesses and the rich and by allowing the government to bargain more aggressively with pharmaceutical companies to reduce spending on prescription drugs.

The budget again calls for raising the corporate tax rate to 28% from 21%, the level Trump set in the tax bill he signed in late 2017. It increases a new minimum tax on large corporations and quadruples a tax on stock buybacks, among other efforts to raise more revenue from companies and individuals who make more than $400,000 a year.

Those savings would build on discretionary spending limits that Biden and congressional Republicans agreed on last year to resolve a standoff over raising the nation’s borrowing limit. They still would leave the nation with historically high budget deficits: about $1.6 trillion a year on average over the next decade, by administration forecasts. As a share of the economy, deficits would decline in that time — but total government debt as a share of the economy would tick upward.

House Republicans released a budget last week that

seeks to reduce deficits much faster — balancing the budget by the end of the decade. Their savings relied on economic growth forecasts that are well above mainstream forecasters’ expectations, along with steep and often unspecified spending cuts.

The nonpartisan Committee for a Responsible Federal Budget called the Republican plan “unrealistic in its assumptions and outcomes.” On Monday, the group called Biden’s proposed deficit reduction “a welcome start, but a too timid one.”

Biden and his aides have repeatedly said they believed the projected deficits in his budgets would not hurt the economy. Young and Jared Bernstein, who leads the White House Council of Economic Advisers, repeated that position Monday, even after acknowledging that the budget now forecasts higher government borrowing costs over the next decade than previous budgets have.

Instead of turning toward more aggressive deficit reduction, as prior Democratic presidents have done after losing control of a chamber of Congress, Biden has leaned into the need for new spending programs and targeted tax incentives to bolster growth and the middle class.

In another key area, Biden’s proposal punts on key details: what to do about the provisions of the 2017 Republican tax law, including tax cuts for individuals, that expire in 2025. The budget calls that expiration, which was written into the law in order to hold down its estimated cost, “fiscally reckless.” But it does not specify how Biden would handle the expirations if he wins a second term.

Instead, the budget says Biden would seek to extend tax breaks for people earning less than $400,000 a year, offset with “additional reforms to ensure that wealthy people and big corporations pay their fair share.”

In death penalty cases, a Texas court tests the Supreme Court’s patience

sometimes called the CCA, had seemed to defy the Supreme Court, said Jordan M. Steiker, a law professor at the University of Texas.

“The CCA has a remarkable history of treating Supreme Court opinions as optional guideposts rather than the commands of a higher tribunal,” he said. “It often remains committed to reasoning that the Supreme Court has implicitly or even explicitly rejected. And the Supreme Court on more than one occasion has had to exercise jurisdiction multiple times in the same case, not merely to clarify a point of federal constitutional law, but to reaffirm the hierarchy of courts in our federal system.”

Escobar’s lawyers returned to the Supreme Court last month to ask it to intervene again in the face of the state court’s failure to give what they said was “any deference to the considered judgment of the law enforcement officers who secured the guilty verdict.”

The central question in Escobar’s case — of what weight to give prosecutors’ confessions of error — is already before the justices. In January, the court agreed to decide whether Richard Glossip, a death row inmate in Oklahoma, deserves a new trial after a confession of error from the state’s Republican attorney general.

The justices will hear arguments in Glossip’s case in the fall. There is reason to think they may decide to have Escobar’s case argued alongside it.

Justice Neil Gorsuch is recused from the Glossip case, having heard part of it as an appeals court judge. Granting review in Escobar’s case would ensure that the court will not end up evenly divided on the question.

After a Texas prosecutor’s extraordinary concession that his office had used false evidence to secure a death sentence, the Supreme Court told a Texas appeals court last year to have another look at the case.

It is not every day that a prosecutor “confesses error,” as lawyers say, and joins a defendant in asking that a conviction be thrown out, much less in a capital case in Texas. The Supreme Court, which is generally impatient with death penalty appeals,

took notice.

It sent the case, of a death row inmate named Areli Escobar, back to the Texas Court of Criminal Appeals, the state’s highest court for criminal matters, “for further consideration in light of the confession of error by Texas.”

But that court, in a 6-3 decision, had other ideas. “While the state’s confession of error in a criminal case is important and carries great weight, we are not bound by it,” presiding Judge Sharon Keller wrote for five judges, quoting an earlier decision and clearing the way for Escobar’s execution.

The Texas Court of Criminal Appeals — not to be confused with the Texas Supreme Court, which hears civil matters — has tested the justices’ patience in earlier cases. In 2017, for instance, the Supreme Court ruled that the state court had used the wrong standard in determining that a death row inmate, Bobby J. Moore, was not intellectually disabled. That determination made Moore eligible to be executed.

As in Escobar’s case, the justices returned the case to the Court of Criminal Appeals for another look. As in Escobar’s case, the prosecutor changed positions and sided with the inmate, saying Moore was indeed intellectually disabled. And as in Escobar’s case, the appeals court reaffirmed its earlier ruling.

When Moore’s case returned to the Supreme Court in 2019, it scolded the state court as it reversed its ruling.

“We have found in its opinion too many instances in which, with small variations, it repeats the analysis we previously found wanting, and these same parts are critical to its ultimate conclusion,” the majority said in an unsigned opinion.

Chief Justice John Roberts, who had dissented from the 2017 decision, now joined the majority. He said in a concurring opinion that the state court had “repeated the same errors that this court previously condemned.”

Moore was resentenced to life in prison. In 2020, he was granted parole.

The Texas case has other features that could interest the justices. They include the state court’s rejection of an 86-page decision from a judge who had concluded that Escobar’s conviction was based on junk science produced by a police DNA lab so riddled with problems that it had to be shut down.

In nevertheless upholding Escobar’s conviction, the state appeals court cited other evidence tying him to the 2011 murder of Bianca Maldonado Hernandez, including cell tower records and a partial fingerprint. But the centerpiece of the case was evidence from the DNA lab.

At a court hearing on a challenge to Escobar’s conviction, a juror said that the DNA evidence had been crucial.

“I was sitting on the fence, if you will, as to whether he was guilty or not guilty all the way up to when the DNA evidence was submitted to the jury and, for me, that was the sealing factor,” the juror said.

José P. Garza, the district attorney whose office had obtained the conviction, said it took him some time to rethink his position.

“But as more evidence came to light about how flawed the evidence the jury relied upon was, we had to reevaluate that position,” he said in a 2022 interview. “Although it is the instinct of every district attorney to defend convictions, our job is to see that justice is done.”

Daniel Woofter, a lawyer for Escobar, said the core issue in the case was a simple one.

“I don’t know how anyone could think that it is just to put this man to death,” he said, “based on a conviction that the prosecutor can’t support.”

Testimony fleshes out account of Trump’s demand to go to Capitol on Jan. 6

President Donald Trump had just delivered his fiery speech at the Ellipse early on the afternoon of Jan. 6, 2021, setting in motion the attack by his supporters on the Capitol.

When he got into his armored vehicle after the speech, Trump immediately brought up a topic he often broached after his public appearances: How big was the crowd?

But within 30 seconds, his conversation with his lead Secret Service agent took a more contentious turn, according to a transcript released Monday of an interview by House investigators of another Secret Service agent who was driving the car. Trump wanted to go to the Capitol, but his lead agent, Robert Engel, said no, telling him there was no plan in place.

“The president was insistent on going to the Capitol,” recounted the driver, whose name was not disclosed. “It was clear to me he wanted to go to the Capitol. He was not screaming at Engel. He was not screaming at me. Certainly his voice was raised, but it did not seem to me that he was irate — certainly not, certainly didn’t seem as irritated or agitated as he had on the way to the Ellipse.”

But, the driver said, Trump never lunged for the steering wheel or physically accosted the agents, contradicting the most sensational and hotly disputed elements of testimony given to the House Jan. 6 committee by a White House aide. The transcript of the driver is the first extensive eyewitness account of what happened in the armored vehicle to be made public.

“I did not see him reach,” the Secret Service driver told investigators for the House panel. “He never grabbed the steering wheel. I didn’t see him, you know, lunge to try to get into the front seat at all. You know, what stood out was the irritation in his voice, more than his physical presence.”

The driver’s transcript adds detail to one of the most scrutinized episodes of Jan. 6, 2021. The transcript was never released publicly by the House Jan. 6 committee, which entered into an agreement with the Secret Service regarding 12 interviews to avoid disclosing “privacy information, for-official-use-only information, intelligence and law enforcement sensitive records and raw intelligence information.”

Republicans have suggested that the panel did not release the transcript because it contradicts portions of a public account of the incident from a prominent witness, Cassidy Hutchinson, who served as an aide to Mark Meadows, the White House chief of staff at the time. Hutchinson testified in June 2022 that she had heard about what happened from others second- or thirdhand. Republicans have faulted the panel’s decision to promote her account of Trump’s behavior in the vehicle.

A letter from Jonathan Meyer, general counsel for the Department of Homeland Security, provided a reason that the driver’s transcript had not been released. The House committee requested that the department review the transcripts for sensitive information that should be protected from disclosure so that the remainder could become “part of the historical record.”

More than a year after the driver was interviewed in November 2022, the agency was still reviewing the transcripts, Meyer wrote to House Republicans in February. He said the agency determined it could release redacted versions of six interviews, including the driver’s, to Republicans who are investigating the committee’s work while looking for irregularities or signs of bias.

Republicans released a copy of their report into the committee’s work on Monday afternoon, pillorying the Department of Homeland Security for taking so long to release certain transcripts and criticizing instances in which Hutchinson changed or corrected her testimony.

“This firsthand testimony directly contradicts Cassidy Hutchinson’s story and the former J6 select committee’s narrative,” said Rep. Barry Loudermilk, R-Ga., who has been leading the House GOP effort to investigate the work of the Jan. 6 committee for bias. “Although the select committee had this critical information, they still promoted Ms. Hutchinson’s thirdhand version of events in their final report.”

Former aides to the select committee counter that the panel’s final report included details of interviews with the driver and that there was no cover-up. The final report also makes reference to the testimony of Engel, even though neither transcript was

released at the time.

“Engel did not characterize the exchange in the vehicle the way Hutchinson described the account she heard from Ornato, and indicated that he did not recall President Trump gesturing toward him,” the Jan. 6 committee’s report stated, referring to Anthony Ornato, the White House deputy chief of staff and an active Secret Service agent whom Hutchinson cited as one source of the story she relayed.

The panel’s report added, “The driver testified that he did not recall seeing what President Trump was doing and did not recall whether there was movement.”

“It is difficult to fully reconcile the accounts of several of the witnesses who provided information with what we heard from Engel and Ornato,” the report concluded. “But the principal factual point here is clear and undisputed: President Trump specifically and repeatedly requested to be taken to the Capitol. He was insistent and angry, and continued to push to travel to the Capitol even after returning to the White House.”

The driver’s transcript is the most detailed firsthand account so far of how Trump behaved inside his presidential motorcade that day, traveling the short distance from the White House to the Ellipse, and it corroborates several aspects of the testimony of Hutchinson and other committee witnesses.

Trump had begun the morning in a “pretty agitated, pretty irritated” mood on his way to the Ellipse, the driver testified. The president’s voice contained a “tinge of anger” as he spoke with Engel, who rode with him in the vehicle.

The driver said Trump was angry at Vice President Mike Pence, who had been resisting Trump’s efforts to block congressional certification that day of Joe Biden’s Electoral College victory.

“I don’t remember exactly how he phrased it, but my recollection is that he was upset that the vice president was unwilling to not certify the Electoral College,” the driver testified.

After the speech, in which Trump repeated his baseless claims of election fraud, assailed Pence and fired up the crowd of his supporters, he got back in the armored SUV and started demanding to go to the Capitol along with the crowd to protest the congressional certification.

Trump, he said, appeared unconvinced that an unplanned trip posed a security threat, given that the crowd at the Capitol would be his supporters.

“I don’t remember exactly what prompted it or how that portion of the conversation kind of grew organically, but he was pushing pretty hard to go,” the agent testified. He added, “The thing that sticks out most was he kept asking why we couldn’t go, why we couldn’t go, and that he wasn’t concerned about the people that were there or referenced them being Trump people or Trump supporters.”

FAA audit of Boeing’s 737 Max production found dozens of issues

Asix-week audit by the Federal Aviation Administration of Boeing’s production of the 737 Max jet found dozens of problems throughout the manufacturing process at the plane maker and one of its key suppliers, according to a slide presentation reviewed by The New York Times.

The air-safety regulator initiated the examination after a door panel blew off a 737 Max 9 during an Alaska Airlines flight in early January. Last week, the agency announced that the audit had found “multiple instances” in which Boeing and the supplier, Spirit AeroSystems, failed to comply with quality-control requirements, though it did not provide specifics about the findings.

The presentation reviewed by the Times, though highly technical, offers a more detailed picture of what the audit turned up. Since the Alaska Airlines episode, Boeing

has come under intense scrutiny over its quality-control practices, and the findings add to the body of evidence about manufacturing lapses at the company.

For the portion of the examination focused on Boeing, the FAA conducted 89 product audits, a type of review that looks at aspects of the production process. The plane maker passed 56 of the audits and failed 33 of them, with a total of 97 instances of alleged noncompliance, according to the presentation.

The FAA also conducted 13 product audits for the part of the inquiry that focused on Spirit AeroSystems, which makes the fuselage, or body, of the 737 Max. Six of those audits resulted in passing grades, and seven resulted in failing ones, the presentation said.

At one point during the examination, the air-safety agency observed mechanics at Spirit using a hotel key card to check a door seal, according to a document that describes some of the findings. That action was “not identified/documented/called-out in the production order,” the document said.

In another instance, the FAA saw Spirit mechanics apply liquid Dawn soap to a door seal “as lubricant in the fit-up process,” according to the document. The door seal was then cleaned with a wet cheesecloth, the document said, noting that instructions were “vague and unclear on what specifications/actions are to be followed or recorded by the mechanic.”

Asked about the appropriateness of using a hotel key card or Dawn soap in those situations, a spokesperson for Spirit, Joe Buccino, said the company was “reviewing all identified nonconformities for corrective action.”

Boeing did not immediately comment on the results of the audit. In late February, the FAA gave the company 90 days to develop a plan for quality-control improvements. In response, its CEO, Dave Calhoun, said that “we have a clear picture of what needs to be done,” citing in part the audit findings.

Boeing said this month that it was in talks to acquire Spirit, which it spun off in 2005. Buccino said Monday that Spirit had received preliminary audit findings from the FAA and planned to work with Boeing to address what the regulator had raised. He said Spirit’s goal was to reduce to zero the number of defects and errors in its processes.

“Meanwhile, we continue multiple efforts undertaken to improve our safety and quality programs,” Buccino said. “These improvements focus on human factors and other steps to minimize nonconformities.”

The FAA said it could not release specifics about the audit because of its ongoing investigation into Boeing in response to the Alaska Airlines episode. In addition to that inquiry, the National Transportation Safety Board is investigating what caused the door panel to blow off the plane, and the Justice

Department has begun a criminal investigation.

During the FAA’s examination, the agency deployed as many as 20 auditors at Boeing and roughly half a dozen at Spirit, according to the slide presentation. Boeing assembles the 737 Max at its plant in Renton, Washington, while Spirit builds the plane’s fuselage at its factory in Wichita, Kansas.

The audit at Boeing was wide ranging, covering many parts of the 737 Max, including its wings and an assortment of other systems.

Many of the problems found by auditors fell in the category of not following an “approved manufacturing process, procedure or instruction,” according to the presentation. Some other issues dealt with quality-control documentation.

One audit dealt with the component that blew off the Alaska Airlines jet, known as a door plug. Boeing failed that check, according to the presentation. Some of the issues flagged by that audit related to inspection and quality-control documentation, though the exact findings were not detailed in the presentation.

The FAA’s examination also explored how well Boeing’s employees understood the company’s quality-control processes. The agency interviewed six company engineers and scored their responses, and the overall average score came out to only 58%.

One audit at Spirit that focused on the door plug component found five problems. One of those problems, the presentation said, was that Boeing “failed to provide evidence of approval of minor design change under a method acceptable to the FAA.” It was not clear from the presentation what the design change was.

Another audit dealt with the installation of the door plug, and it was among those that Spirit failed. The audit raised concerns about the Spirit technicians who carried out the work and found that the company “failed to determine the knowledge necessary for the operation of its processes.”

Other audits that Spirit failed included one that involved a cargo door and another that dealt with the installation of cockpit windows.

S&P 500 posts record high close as Oracle jumps, traders keep rate-cut bets

U.S. stocks ended sharply higher on Tuesday, with the S&P 500 registering a record high close as Oracle shares surged and consumer price data failed to dampen investor hopes of interest rate cuts in the coming months.

Shares of Oracle reached a record high, a day after it reported upbeat quarterly results and said it is set to make a joint announcement with chip-giant Nvidia.

Nvidia shares also jumped, and an index of semiconductors snapped a two-day losing streak.

The Labor Department reported that the Consumer Price Index (CPI) rose 0.4% last month after climbing 0.3% in January. Excluding volatile food and energy components, consumer prices increased 0.4% in February after rising by the same margin in January.

“Investors have gotten comfortable with the notion that it’s not about when the Fed will lower rates but rather by how much, and a delay - whether it happens in May like many were initially hoping or in September - ultimately doesn’t matter,” said Oliver Pursche, senior vice president and advisor for Wealthspire Advisors in Westport, Connecticut.

“It’s that they will and that a less restrictive environment is coming.”

Traders now see a 70% chance of the first rate cut coming in June, the CME FedWatch Tool showed, versus 71% ahead of the inflation report.

According to preliminary data, the S&P 500 gained 57.12 points, or 1.12%, to end at 5,175.06 points, while the Nasdaq Composite gained 244.80 points, or 1.53%, at 16,264.08. The Dow Jones Industrial Average rose 230.43 points, or 0.59%, to 39,000.09.

“If you look at economic data, it continues to be pretty strong,” Pursche added. “And from my perspective as a consumer, employee and investor, I’d rather have a strong economy and slightly elevated interest rates than a weak economy that requires stimulus.”

Producer price data is due later this week.

On the down side, shares of Boeing fell. Boeing told employees in a memo on Tuesday that it is adding weekly compliance checks for every 737 factory work area and additional audits of equipment to reduce quality problems.

The U.S. Federal Aviation Administration has curbed Boeing production following the mid-air panel blowout on a new Alaska Airlines 737 MAX 9 jet on Jan. 5.

Also, U.S. carriers warned that their plans to increase capacity were in doubt due to jet delivery delays from Boeing.

U.S. consumer prices rose more than expected in January, amid a surge in the cost of rental housing, prompting a 1.4% drop for the benchmark stock index on Feb. 13, when the data was released.

After last month’s stronger-than-expected report, “there is certainly more trepidation regarding tomorrow’s data and this will add to the nervousness of the options market today,” said Matthew Tym, head of equity derivatives trading at Cantor Fitzgerald.

MOST ASSERTIVE STOCKS

Investors are now pricing in 94 basis points of rate cuts this year, compared to around 150 basis points they had priced in early January, according to futures tied to the fed funds. So far, however, a resilient economy, better-than-expected earnings and confidence that the Fed will nevertheless cut rates several times before the year is up have supported stocks.

The S&P 500 index was down 0.16% Monday afternoon and the Cboe Volatility Index - an options-based gauge of investors’ expectation for near-term stock market gyrations perked up 0.46 point to 15.20, a near three-week high.

Haiti’s leader, under growing pressure, says he will resign

“The government that I lead will withdraw immediately after the installation of this council,” Prime Minister Ariel Henry said in a speech posted on social media. Referring to the chaos in Haiti, he said, “It hurts us and it revolts us to see all these people dying. The government that I lead cannot remain insensitive to this situation.”

But it was far from clear when Henry — who had been under growing pressure, both in Haiti and abroad, to step down — would actually do so.

Leaders from Caribbean nations, who have led the push to create a transitional council, met for discussions in Jamaica on Monday but said no plan had been finalized. Guyana’s president, Mohamed Irfaan Ali, who leads Caricom, a union of 15 Caribbean countries, said that “we still have a long way to go.”

Secretary of State Antony Blinken, who attended the meeting in Kingston, Jamaica’s capital, announced that the United States would provide an additional $100 million in aid toward a United Nations-backed multinational security mission planned to deploy to Haiti. He also pledged an additional $33 million in humanitarian aid, bringing the U.S. commitments to $333 million.

“We can help. We can help restore a foundation of security,” Blinken said. “Only the Haitian people can and only the Haitian people should determine their own future, not anyone else.”

Henry left Haiti for Kenya in early March to finalize an agreement for the multinational force, led by the East African nation, to deploy and take on the gangs. Since then, he has been stranded outside his country while gang members wreak havoc and demand his resignation.

Henry, who has been staying in Puerto Rico, did not attend Monday’s meeting, and it was unclear if he had taken part remotely in the discussion.

After months of delays, Haiti and Kenya signed an agreement this month to move forward with the deployment

of 1,000 Kenyan police officers to the Caribbean nation. President William Ruto of Kenya said his country had a “historic duty” to press ahead because “peace in Haiti is good for the world as a whole.”

Kenya’s interior minister, Kithure Kindiki, announced Monday that the mission was in the “predeployment stage” and that all other programs and enforcement measures related to the deployment were already in place.

So far, however, there is no clear timeline for when the multinational force will deploy.

“We are deeply distressed that it is already too late for too many who have lost far too much at the hands of criminal gangs,” said Andrew Holness, the prime minister of Jamaica. “The fear of the situation in Haiti worsening to become a civil war is now a real one. We are all agreed that this cannot be allowed to happen, not in our hemisphere.”

Haiti has spiraled into a state of extreme unrest since the assassination of President Jovenel Moïse in 2021 led to widespread gang violence. To date, the country has no president nor any other elected national officials.

Henry was sworn in as prime minister only two weeks after Moïse’s killing. But Haitians have not yet been able to choose a democratically elected successor.

The current unrest is on a scale not seen in decades. The recent escalation of violence, gang attacks on police stations and even coordinated assaults on two prisons have left Haitians to deal with a humanitarian disaster as access to food, water and health care has been severely curtailed.

Over the weekend, U.S. forces evacuated nonessential U.S. citizen workers from the U.S. Embassy in Port-au-Prince and added more security personnel, according to a statement from the Defense Department’s Southern Command. It said no Haitians were included in the airlift.

US to send $300 million in weapons to Ukraine under makeshift plan

The Biden administration announced Tuesday that it was sending up to $300 million in weapons to Ukraine, the first new aid package for the country since funding ran out in late December.

The package, pulled together from money that Army accountants cobbled from savings from contracts that came in under bid, includes air defense interceptors, artillery rounds and armor systems, senior defense officials said. It was unclear whether the measure included longer-range missiles known as ATACMs.

It is a stopgap measure at best, the officials said, but Ukraine is in dire need of air defense systems in particular, as Russia has continued its bombardment of towns particularly in the east.

The makeshift solution would keep advancing Russian

troops at bay for only a few weeks, one official said.

The Senate passed an emergency aid bill including $60.1 billion for Ukraine. But the measure faces an uncertain fate in the House of Representatives, where Republican leaders have refused to put the measure to a vote. While congressional officials say there is a critical mass of support for continuing to arm Ukraine in its fight against Russian aggression, the Republican Party is increasingly turning away from its traditional hawkish posture and belief in projecting American power and democratic principles around the world.

House Speaker Mike Johnson, R-La., who has opposed aiding Ukraine, must navigate a handful of ultraconservative lawmakers who have said they will move to oust him if he allows a vote on Ukraine aid without stringent immigration measures attached.

For President Joe Biden, who has led the way in calling for the West to stand up for Ukraine against Russia’s invasion and

occupation, the issue has become an embarrassing one on the international stage.

The American political paralysis has led, Pentagon officials said, to critical shortages on the battlefields of Ukraine. As each day goes by without a fresh supply of munitions and artillery, and Ukrainian crews ration the shells they have, morale is suffering.

Since Russia’s February 2022 invasion of Ukraine, the Biden administration has sent more than $75 billion in cash and equipment to the country for its defense. Most of the aid has gone to Ukraine’s military operations, keeping its government running and addressing its humanitarian needs.

The money ran out in December, and Biden asked Congress for the authority to begin a new infusion of cash and equipment that only Congress can approve. But many Republicans object to pouring more taxpayer dollars into the conflict.

A Dutch quandary offers a glimpse of a deepening problem for Europe

Just months ago, Geert Wilders was an anathema to most Dutch political parties. A disruptive and divisive force on the far right for two decades, Wilders has said he wants to end immigration from Muslim countries, tax headscarves and ban the Quran. He has called Moroccan immigrants “scum.” His Party for Freedom has supported leaving the European Union.

But then Wilders won national elections convincingly in November. Nearly one-quarter of Dutch voters chose his party, which won 37 of 150 seats in the House of Representatives, a huge margin by the standards of a fractious party system that rests on consensus and coalition building.

Since then, Wilders has become an unavoidable political force. “He is the biggest,” said Janka Stoker, a professor of leadership and organizational change at the University of Groningen, of Wilders. “They simply can’t ignore him.”

That quandary has made the Netherlands a test case for Europe as it grapples with the question of what to do with far-right forces that have advanced so far into the mainstream that they can hardly be considered on the fringe anymore.

Italy already has a hard-right leader, and the Swedish government depends on a party with neo-Nazi roots. The far right now represents significant parts of the opposition in France and Germany, forcing the question of how much longer it can be shunned.

In the Netherlands, some mainstream parties have answered by holding their noses and marching forward into the negotiating room to find a way to work with Wilders.

Coalition talks to form a new government, which have a history of taking weeks or months, broke down in February, not over anything specific Wilders said or did to further offend the political establishment, but over budget numbers.

It was a tellingly mundane obstacle that betrayed the deepening normalization of Wilders and his political acceptance by the other parties.

“His normalization has gone very fast,” said Cas Mudde, a Dutch political scientist at the School of Public and International Affairs at the University of Georgia.

“Most mainstream media and politicians have treated the coalition negotiations with Wilders as normal,” Mudde said, “which seems also the view of a majority of Dutch people.”

gorically that they still reject Wilders. But the question of how to govern with him is not for them; it is for parties across the rest of the political spectrum.

Wilders has been negotiating with the People’s Party for Freedom and Democracy, a center-right party that governed for the past 13 years; the Farmer Citizen Movement, a populist pro-farmer party; and New Social Contract, a new centrist party. Together, these four parties have 88 seats in the House of Representatives, a comfortable majority.

But the discomfort of Wilders’ negotiating partners is evident, even if they do not express it publicly.

The concerns swirling around Wilders remain such that early on in the talks, the four parties around the table took the unusual step of signing a document committing them to uphold the Dutch Constitution, something that had long been taken for granted.

The pledge, as well as the need to cobble together support from multiple parties, is expected to limit Wilders’ ability to drastically change any pillars of the Dutch government or to push through unconstitutional laws.

Signing the document also helped Wilders gain some political distance from his most extreme positions as he sought to find common ground with the other parties, lending the impression that he was moderating his views.

But Wilders’ party is built entirely around

him and has a unique structure that gives him sole authority. Its platform still includes numerous unconstitutional proposals, including a ban on mosques and Islamic schools.

Wilders has said he has not changed his opinions, and he has refused to take back comments that have landed him in hot water. Those include his question to supporters in 2014 about whether they wanted more or fewer Moroccans in the Netherlands, which resulted in chants of “Fewer! Fewer!” from the crowd.

“Our vision and criticism on Islam hasn’t changed,” Wilders told lawmakers last month.

Given his refusal to disavow his most extreme statements, and the fact that he and his party are one and the same, the country and political establishment are left with the lingering issue of which Wilders they are dealing with.

“The question is: How believable is someone who hasn’t taken the constitution seriously for about 20 years?” said Léonie de Jonge, an assistant professor in European politics and society at the University of Groningen. “If you look at his Twitter feed, then he is not less radical.”

At the same time, Wilders is a known quantity, one of the many contradictions that surround him. He is one of politics’ most familiar faces in the Netherlands and is known for blunt language. He has served in the House of Representatives since 1998, making

him the longest-sitting member.

For most of that time, he has been a fixture of the opposition. But he managed his greatest success in the last election by tying his long-standing antipathy toward immigration to other issues Dutch citizens cared most about, like a shortage of affordable housing.

To try to find a way out of the impasse around forming a government — and to avoid everyone’s least favorite option, new elections — politicians have been talking about unorthodox arrangements with little or no precedent.

Some have floated the idea of forming a minority coalition, or a Cabinet that could include ministers from other, smaller parties. It could also include political outsiders, potentially respected former politicians who would serve to create a greater buffer between the Cabinet and the parliament. But political analysts as well as politicians themselves are unclear on what that would mean in practice.

Yet even those options might only reduce Wilders’ role. They could prevent him from becoming prime minister, but in almost any conceivable circumstance, his party would have to be a part of the government. There is almost no getting around it.

During the round of coalition talks that collapsed last month, Wilders used his opportunity as the center of political attention to put his best face on and present himself as professional and constructive.

“I behaved myself as the leader of the biggest party,” Wilders said during a recent debate in the House of Representatives.

Even traditionally hostile parts of the Dutch news media have described him as reliable and professional, including a left-wing newspaper, De Volkskrant, that has long been highly critical of him.

Yet Wilders has continued to be combative on social media, a favorite platform for his most vitriolic outbursts. His behavior continues to raise questions about his ability to serve as a uniting force, a side of Wilders that has been neither seen nor tested during his time in the opposition, according to Stoker.

For now, the four negotiating parties will have to resume talking and come to a consensus about which kind of coalition structure they can support before trying to hash out a governing agreement.

Though the chances of a traditional coalition with Wilders at the helm may dwindle in a new round of talks, that option remains.

Wilders says he wants to lead the country. When asked in a recent parliamentary debate if he was still willing to become prime minister, his answer was clear: “I can’t wait.”

Zimbabwe, after expelling US officials, accuses them of promoting ‘regime change’

The government of the southern African nation of Zimbabwe detained, interrogated and deported officials and contractors working for the United States government last month, and this week accused them publicly of promoting “regime change” in their country.

The incident is the latest in the Zimbabwean government’s aggressive efforts to thwart both domestic and international challenges to its authority. The incumbent government claimed victory in a chaotic election last year that several independent observer missions said lacked fairness and credibility.

But it also points to a deeper tension over the United States’ proclaimed efforts to promote democracy around the globe. Some nations, including Zimbabwe, have accused the U.S. of meddling in their affairs and attempting to impose its values — as well as of hypocrisy, given the threats at home to its own democracy. Leaders in Zimbabwe have grown closer in recent years to both China and to Russia, and have supported Russia’s invasion of Ukraine.

Zimbabwe sits on a wealth of lithium, a critical component in electric vehicles. But most Zimbabweans struggle to get by, coping with triple-digit inflation that has made their currency practically worthless. Many workers — both laborers and educated professionals — have left the country.

In a stern statement issued Friday, Samantha Power, the administrator of the United States Agency for International Development, said that last month, Zimbabwean authorities verbally and physically intimidated U.S. government officials and contractors. They were detained over-

a statement about the harassment of their workers, they announced a change in the sanctions program against Zimbabwean officials and entities. Although the change essentially kept in place the same restrictions on some sanctioned individuals that had been around for about two decades, the announcement set off a wave of protest from Zimbabweans concerned that Washington was crippling its economy.

A spokesperson for the U.S. State Department said the sanctions were unrelated to the treatment of the government officials last month.

This was not the first time that U.S. officials or American citizens doing democracy work in Zimbabwe have had run-ins with the authorities there.

About two weeks into his trip, he said, the Zimbabwean authorities deported him, saying that he did not have the proper visa. He was not allowed back into the country a year later for the elections.

A few months after Garber was deported, staff members with the U.S. Congress who were visiting Zimbabwe to meet with human rights activists and civil society organizations had their car surrounded and were chased by people they believed were security officials. They escaped and left the country safely.

The government did not respond to requests for comment.

‘People are hoping that Israel nukes us so we get rid of this pain’

When President Joe Biden weighs U.S. policy toward the Gaza Strip, may he think of a gentle scholar named Mohammed Alshannat.

Alshannat is a Palestinian in Gaza who at the start of the war was working remotely on his doctoral dissertation in linguistics for Rhodes University in South Africa. He is the opposite of Hamas, for in his writing, he has criticized suicide bombings and rocket firings. He admires European democracy and argues that Arabs and Jews can live in harmony.

I have been texting him during the war, but his main outside contact has been Lindsay Houghton, a fellow doctoral student at Rhodes. With Alshannat’s permission, I am quoting from his texts to Houghton. I cannot independently verify what he writes, but it meshes with what aid workers describe. I have trimmed for length, but he wrote in English, and these are his words:

Oct. 11: The situation in Gaza is very grave. Forgive me as I couldn’t reply any sooner. I was running for my life. Pray for us please!

Oct. 25: My children are very, very sick. They are sick, hungry, thirsty and scared. My kidney stone medicine has run out and I have been drinking salty water. Please pray for my children.

Oct. 26: Last night, there was heavy bombing in our area. We run for our lives and I lost two of my children in the dark.

Jan. 27: My son was seriously injured on Dec. 22. A large shrapnel entered his right flank. He is 13 years old and was injured while we were running for our lives. Hospitals are out of service and I had to carry him bleeding under heavy artillery shelling for two hours. I found a doctor who was sheltering in a school, and he took a risk and saved my son’s life. He went through a complicated surgery later and still unable to walk. He is very sick and suffers from malnutrition. I am scared and bone tired. It took me 36 days just to get this internet connection to send a WhatsApp message. Please pray for us!!

Feb. 6: My sister Fatemah hasn’t yet done her surgery and is still waiting in the hospital in the south. Her children are with us in the north and keep asking for their mother. Fatemah wants to go back to the north but Israel does not allow those in the south to go back to the north. She does not want to die alone in the hospital. She wants to die surrounded by her children and family. There is no one to help us to take her to the north to die and be buried here.

I am still in the north with my family. We are in a great famine. My injured son’s health is deteriorating because of the famine. There is no milk, meat, vegetables, fruit or anything to feed him. He lost most of his weight. Medicine and other stuff completely disappeared from the markets. My mother’s diabetes medicine has run out and she is very, very sick. My children are crying from hunger all the time. People are hoping that Israel nukes us so we get rid of this pain.

Feb. 11: Rice, on which we have been living off in the last four months, has completely disappeared from the markets. Me and my wife have decided to eat a meal every two days just to keep our kids alive as long as we can. What is left

for us is hay. We have started grinding it, bake it and eat it. Because we have started eating the hay bread, we now defecate blood mixed with hay.

I lost my house, my car and my olive farm. Yesterday my cousin lost her 2-month-old baby because there is no milk to breastfeed him, because there is nothing for her to eat. He was her only and she is 45 years old. She also lost her house and her husband in December. She is a brilliant brain surgeon. She is refusing food and has not spoken a word since.

Feb. 29: When the Israeli army invades an area, we run to safer places. When they withdraw, some of the Israeli soldiers’ leftovers like tuna cans, bread, etc. remain. My cousin, Esa, thought that they have withdrawn and quickly rushed in the hope that he finds leftovers to eat.

After the Israeli army finally withdrew, we found him dead, rotten and half eaten by wild dogs. He seemed to be carrying some tuna cans. We couldn’t bury him as his body was so decomposed. We covered him with sand and left him.

His name is Esa Alshannat. He was 20 years old. He was a sophomore student in the department of computer science at Gaza university. He was a brilliant pianist who wanted to pursue a music degree in Italy. I still remember my last meeting with him. He had big dreams and was full of hope, peace and love. He was very hungry and very skinny. We were telling each other that despite what is being inflicted on us, we have nothing against the Israelis but love.

That was the last message from Alshannat.

Roughly 1% of Gaza’s people today are Hamas fighters. To understand what the other 99% are enduring as the United States supplies weapons for this war and vetoes cease-fire resolutions at the United Nations, think of Alshannat and multiply him by 2 million.

JUAN – El gobernador Pedro Rafael Pierluisi Urrutia criticó el martes lo que entiende son críticas basadas en “desinformación” sobre el voto por correo y/o adelantado.

“No deben estar criticando a base de desinformación, sino más bien informarse bien de cuáles son los procesos, cuáles son las reglas antes de emitir juicio. Pues por eso para mí me sorprende. O sea, para mí realmente es como no entiendo cuál es la intención de estar tratando de desacreditar este tipo de voto, que es muy democrático”, dijo el gobernador en conferencia de prensa.

“Bueno, mucha desinformación es lo que estoy viendo. Están hablando algunos, no me refiero al presidente de la Cámara, pero estoy viendo que están hablando sin

saber. Primero que nada, el voto adelantado por vía del correo. Ese voto está disponible para cualquier persona de 60 años o más, no importa su condición de salud. Y es una decisión voluntaria del votante. Si prefiere votar desde su hogar, enviando la papeleta por correo, tiene el derecho a sí hacerlo. Eso es lo primero”, añadió.

“Segundo, está también la modalidad del voto de los encamados. Es en ese voto. Que surge el concepto del cuidador. Y lo que establece el Código Electoral es que solamente puede haber un cuidador por domicilio. El voto encamado es diferente. Ahí, pues, uno identifica, cada candidato, cada campaña puede identificar cuáles son los encamados. Y entonces a ese domicilio va una junta de balance, si mal no recuerdo. Y en ese domicilio se le va a permitir a una persona poder votar también por adelanta-

do. Están mezclando conceptos. El voto por correo de los que tienen 60 años no tiene nada que ver con cuidadores.

Lanzan recordatorio fecha límite de Matrícula en Línea en el DE

SAN JUAN – La secretaria del Departamento de Educación (DE), Yanira Raíces Vega, recordó el martes a la comunidad educativa que el próximo 15 de marzo es la fecha límite para completar la matrícula en línea del próximo año escolar 2024-2025

El proceso de Matrícula en Línea inició el pasado 14 de febrero y hasta la fecha, aproximadamente 190,015 estudiantes se han matriculado, lo que representa un 86 por ciento de participación.

“Hago un llamado a los padres para que culminen el trámite de matrícula antes del 15 de marzo. Me complace ver la activa participación de las familias en este proceso. Para aquellos que aún no lo han completado,

los invito a visitar la escuela para recibir asistencia en el proceso. Esta información es vital para determinar los recursos necesarios que asignaremos a cada plantel para el inicio de clases en agosto. How ‘I’m Just Ken’ won the Oscars without winning an actual Oscar

Sixty-two dancers. One week of cast rehearsals. Ncuti Gatwa didn’t arrive until Friday. Slash showed up Saturday.

“I’m Just Ken” was the showstopping number of Sunday’s Oscar telecast, and it probably wouldn’t have come together in as seamless a fashion if not for choreographer Mandy Moore, who has designed dance sequences for a Taylor Swift world tour and a film musical.

“Um, it was definitely up there with ‘La La Land’ and the Eras Tour,” she said when asked about how “I’m Just Ken” ranked in terms of career challenges.

Expectations were high before the ceremony. There were reports that the backup Kens would be shirtless, and in an interview on the red carpet, Mark Ronson, who was up for an Oscar

for the song along with Andrew Wyatt, promised an “absolutely bananas spectacle.”

Although the dancers were fully clothed (and a different “Barbie” song would win the Academy Award), Moore’s troupe did deliver on Ronson’s promise. It helped that her partner in crime through the whole endeavor was Ryan Gosling, Oscar-nominated for his role as Ken in “Barbie,” who not only eagerly donned the pink sequin suit but also sang live and had clear ideas about how the number should go.

In Moore’s telling, it was Gosling’s idea to start the song in the audience, sitting behind “Barbie” star Margot Robbie as the physical representation of being No. 2, which is the focus of the song. He also wanted Ronson and Wyatt, the musicians and lyricists behind the hit, incorporated into the number along with a group of dejected Kens sitting on stairs. Gosling also suggested

jumping off the stage to involve the film’s director, Greta Gerwig; Robbie; and his fellow “Barbie” Oscar nominee America Ferrera in the action, too.

The idea of riffing on “Diamonds Are a Girl’s Best Friend,” from the Marilyn Monroe classic “Gentlemen Prefer Blondes,” was already being thrown around when Moore got involved. (Rather than have women carrying candelabras, as in that 1953 musical, men would be holding large candlesticks; they were referred to as the Kendleabras.) And adding a Busby Berkeley-style moment involving giant cutouts of Barbie’s face was both an homage to the “I’m Just Ken” number in the film, which was choreographed by Jennifer White, and is a style that has come back into vogue in recent years, Moore said.

“It’s always a reference. Every job I do, somebody wants to do Busby Berkeley,” Moore said, referring to the director and choreographer known for elaborate 1930s and ’40s musical numbers that involved complex geometric patterns.

“It is incredibly difficult to do, even in a film situation, because you have to have really clear marks, and you’ve got to practice it over and over. It’s militarylike,” Moore said. “So, you can imagine how hard it is to do on a live show.”

In the end, the troupe only worked with the cameras five times between Friday and Sunday and rehearsed it twice Sunday before the show began. Then there was the fact that the stage was circular, which added to the complexity. And the giant Barbie doll heads didn’t arrive until Thursday. “That was a really superchallenging part,” Moore said.

It was Gerwig, though, who wanted the entire audience in the Dolby auditorium up and dancing. Before the big number, a recorded video appeared inside the ballroom, urging those seated to shine their phone lights and sing along. According to Moore, on the first call with all involved, Gerwig said, “Really, my dream for this thing is just that everybody’s up and singing. That’s my only dream.”

Simu Liu, who played a Ken in the movie and joined Gosling onstage, said that from his vantage point, “this came together extremely quickly,” adding, “Mandy Moore is an excellent choreographer.”

When he first heard from Moore, he checked in with his fellow Kens from the movie, including Gatwa, Scott Evans and Kingsley Ben-Adir, who all decided to take part, although he admitted, “Nerves were running high,” and added, “There’s not many rooms that are more intimidating.”

After it was all over, he said, the Kens felt exhilarated: “Yes! I think we pulled it off.”

What’s so funny about a naked man?

John Cena’s ‘streaker manqué’ routine at the Oscars was pretty funny. In an obvious setup, host Jimmy Kimmel asked, “Can you imagine if a nude man ran across the stage today?” upon which a seemingly undressed Cena popped his head out from behind the curtain to say, “I changed my mind, I don’t want to do the streaker bit.” When Kimmel reminded him that it was all for comedy, Cena replied with faux seriousness, “the male body is not a joke.”

But it was a joke. And soon, an entirely naked, and remarkably buff, Cena came onstage to introduce the Best Costume Design, nervously grasping the sealed Oscar envelope over his genitals, as a makeshift fig leaf. The audience howled as he inched along, hobbling sideways with painstaking little steps — trying to keep his envelope level and his private parts covered. Then, in a bit of television magic, he was draped in a toga-like, one-shouldered robe with a tasseled rope belt. Bit over, crowd delighted, and an obvious point made about the importance of costume.

The routine had deep roots in Academy history, hearkening back to a famous episode at the 1974 Oscars, when a streaker interrupted the proceedings (just as the very refined David Niven was introducing Elizabeth Taylor), but its relevance extends into the present day.

Humor happens when recognition meets surprise. We laugh when something routine suddenly transforms into something unexpected. funny, simply because it’s the norm to see female bodies in various states of revealing dress on the red carpet, and in movies as well. The humor of Cena’s performance actually derived from how clearly it mirrored what the women are always doing — right down to the mincing, precarious steps.

We tune into the Oscars to see spectacular women in spectacular gowns. Those gowns are also intricately made framing devices for women’s bodies, which are usually vastly more visible than the men’s. Although there is now far more diversity of style and body type welcomed at these events, most of the fashion still spotlights breasts, buttocks and thighs.

There are oceans of gleaming, bare female flesh. Skirts are slit to the waist, necklines to the navel — sometimes both at the same time. Sometimes dresses are actually transparent. Both Florence Pugh (in a silver Del Core number) and Becky G wore peek-a-boo bustiers that freed the nipple visually. It is not always comfortable to wear such clothes. They require special undergarments, body tape, excellent posture and constant vigilance to avoid what’s come to be called a “wardrobe malfunction.” Women dressed like this are exactly as nervous as Cena was only pretending to be — and for far longer than the few minutes his gag lasted.

Oscar dresses are couture, obvious works of art produced by countless hours of skilled human labor. But so too are the bodies beneath them — female flesh honed to near Greek-statue perfection by dint of meticulous diet, exercise and, sometimes, surgical intervention.

And just as Greek statues sit atop pedestals in museums, Hollywood goddesses typically perch on vertiginous high-heeled shoes, which forces them to take unnatural, overly careful steps — just as Cena did — to avoid toppling over. Here too, he was, in effect, parodying his female counterparts. (Remember Jennifer Lawrence face-planting at the 2013 Oscars as she made her way onstage in a cumbersome gown and shoes?)

An uber-fit naked man pretending to be frantic as he exposed himself at the Oscars was more than funny, it was a mini-meditation on the still-enormous gender gap at fashion’s highest level. Emma Stone would understand. Some sort of gown snafu forced her to end her acceptance speech with, ‘Don’t look at the back of my dress.”

Four years on, the mysteries of COVID-19 are unraveling

When the World Health Organization declared COVID-19 a global pandemic in March 2020, nearly everything about the novel coronavirus was an open question: How was it spreading so quickly? How sick would it make people? Would a single bout buy you protection from future cases?

In the four years since, scientists have unraveled some of the biggest mysteries about COVID. We now know far more about how it spreads (no, standing 6 feet apart isn’t surefire protection), why it doesn’t seem to make children as sick as adults, and what’s behind the strange symptoms it can cause. Here’s a look at what we’ve learned.

Why do people’s experiences with COVID vary so widely? And are superdodgers real?

By now, most Americans have had COVID-19 at least once. While the majority of those infected have been hit with flulike symptoms, some have been hospitalized with serious respiratory issues, and others have had no symptoms at all.

Part of this can be explained by the amount of virus we are exposed to, but our bodies also play a big role. People who are older or have existing health problems tend to have more severe symptoms because their immune systems are already weakened. In some cases, the body can fight off the virus before it replicates enough to cause symptoms, or clear it so quickly that a person never tests positive. There’s also strong evidence that vaccination makes illness less severe.

Experts say that most likely, people who have never been infected are fully vaccinated, cautious about avoiding exposure (through masking and avoiding crowds) or work from home.

Scientists have been trying to investigate if there’s something biologically unique about COVID superdodgers that gives them immunity to infection. But the closest they have come is finding that mutations in the human leukocyte antigen — which signals to the immune system that cells are infected — can help clear out the virus so quickly that a person might be completely asymptomatic.

Does COVID’S spread come down to coughs and sneezes?

In the four years since, scientists have unraveled some of the biggest mysteries about COVID. In the early days of the pandemic, we all thought COVID was some sort of surface-hopping ninja. We frantically wiped down groceries, washed our hands to the tune of “Happy Birthday” and tried to turn doorknobs with our elbows.

But studies have since showed that contaminated surfaces are rarely to blame for the spread of the virus. It’s more likely to spread through the air we breathe. Some of this may be through large droplets produced when someone coughs or sneezes, which is why public health officials advised early in the pandemic that we stay 6 feet away from fellow humans.

But research then suggested that the virus could also be carried by aerosols, smaller particles that could infect people from farther away.

“These particles kind of behave like cigarette smoke: They come out and float around, and they can drift in the air for a while,” said Linsey Marr, an environmental engineer at Virginia Tech. Marr and others have found that tiny particles as small as 5 microns may carry more infectious virus than larger droplets, partly because they are generated from deeper in the lungs.

Other studies have shown that the

virus is still evolving to become better at spreading through the air, said Vincent Munster, chief of the virus ecology section at the National Institute of Allergy and Infectious Diseases’ Rocky Mountain Laboratories.

How long do our defenses last?

Generally speaking, an infection or vaccination protects you for several months, said Akiko Iwasaki, a virologist and immunologist at Yale University. But immunity depends on factors such as age, underlying health and whether the virus has picked up mutations that help it evade our defenses.

What’s behind the strange symptoms?

While a robust immune response is needed to eliminate the virus, a dysfunctional one may be to blame for many of COVID’s unusual side effects. For example, researchers have found that in people who develop a warped sense of smell or lose it entirely, the virus latches on to ACE2 receptors in cells that support certain nerves in the nose. This sets off a rush of immune cells, which release proteins to clear the infection. In the process, they can inadvertently change the genetic activity of neighboring nerves, disrupting the sense of smell.

Do children have a secret weapon protecting them against COVID?

Early in the pandemic, people feared that children, as notorious germ spreaders, would catch and spread the virus easily. They also worried that children would fall particularly ill, because they tend to experience some of the most severe outcomes with influenza and RSV.

But with COVID, children seem to have largely been spared from severe illness. Only a small number are hospitalized or develop life-threatening conditions like multisystem inflammatory syndrome, or MIS-C.

We now have a clearer idea why that’s the case: Children’s immune systems may be better primed against COVID because they are frequently exposed to the benign coronaviruses that cause common colds, said Dr. Alpana Waghmare, an infectious-disease specialist at Seattle Children’s Hospital.

Additionally, studies have shown that another defense mechanism, known as the innate immune response, is stronger in children, helping alert their bodies to foreign pathogens like the virus that causes COVID-19.

How does the virus wreak havoc on a person for months?

One theory is that, as with other rare side effects, the lingering symptoms or new complications that can occur in the months after an initial infection — known as long COVID — are caused in part an immune reaction gone awry. People who develop long COVID may have an immune system that responds too aggressively, or not aggressively enough, to acute infection, said Dr. Ziyad Al-Aly, the chief of research and development at the Veterans Affairs St. Louis Healthcare System. Studies have also found that the virus can hide in the body after the main infection is over, provoking a continuous, low-level immune response and inflammation.

Other evidence suggests that the virus can damage the lining of blood vessels, causing tiny clots that block circulation to various parts of the body. This may cause lingering achiness in the joints, brain fog, chronic fatigue and dizziness after standing up too suddenly.

Al-Aly said that while many of COVID’s mysteries have been solved, he fears that the public has grown weary of the virus — when in reality, he said, it’s “not in our rearview mirror yet.”

Voyager 1, first craft in interstellar space, may have gone dark

When Voyager 1 launched in 1977, scientists hoped it could do what it was built to do and take upclose images of Jupiter and Saturn. It did that — and much more.

Voyager 1 discovered active volcanoes, moons and planetary rings, proving along the way that Earth and all of humanity could be squished into a single pixel in a photograph, a “pale blue dot,” as astronomer Carl Sagan called it. It stretched a four-year mission into the present day, embarking on the deepest journey ever into space.

Now, it may have bid its final farewell to that faraway dot.

Voyager 1, the farthest human-made object in space, hasn’t sent coherent data to Earth since November. NASA has been trying to diagnose what the Voyager mission’s project manager, Suzanne Dodd, called the “most serious issue” the robotic probe has faced since she took the job in 2010.

The spacecraft encountered a glitch in one of its computers that has eliminated its ability to send engineering and science data back to Earth.

The loss of Voyager 1 would cap decades of scientific breakthroughs and signal the beginning of the end for a mission that has given shape to humanity’s most distant ambition and inspired generations to look to the skies.

“Scientifically, it’s a big loss,” Dodd said. “I think — emotionally — it’s maybe even a bigger loss.”

Voyager 1 is one half of the Voyager mission. It has a twin spacecraft, Voyager 2.

Launched in 1977, they were primarily built for a fouryear trip to Jupiter and Saturn, expanding on earlier flybys by the Pioneer 10 and 11 probes.

The Voyager mission capitalized on a rare alignment of the outer planets — once every 175 years — allowing the probes to visit all four.

Using the gravity of each planet, the Voyager spacecraft could swing onto the next, according to NASA.

The mission to Jupiter and Saturn was a success.

The 1980s flybys yielded several new discoveries, including new insights about the so-called great red spot on Jupiter, the rings around Saturn and the many moons of each planet.

Voyager 2 also explored Uranus and Neptune, becoming in 1989 the only spacecraft to explore all four outer planets.

Voyager 1, meanwhile, had set a course for deep space, using its camera to photograph the planets it was leaving behind along the way. Voyager 2 would later begin its own trek into deep space.

“Anybody who is interested in space is interested in the things Voyager discovered about the outer planets and their moons,” said Kate Howells, the public education specialist at the Planetary Society, an organization co-founded

scientists around whether Voyager 1 has actually left the solar system, but, nonetheless, it became interstellar — traversing the space between stars.

That charted a new path for heliophysics, which looks at how the sun influences the space around it. In 2018, Voyager 2 followed its twin between the stars.

Before Voyager 1, scientific data on the sun’s gases and material came only from within the heliosphere’s confines, according to Jamie Rankin, Voyager’s deputy project scientist.

“And so now we can for the first time kind of connect the inside-out view from the outside-in,” Rankin said, “That’s a big part of it,” she added. “But the other half is simply that a lot of this material can’t be measured any other way than sending a spacecraft out there.”

Voyager 1 and 2 are the only such spacecraft. Before it went offline, Voyager 1 had been studying an anomalous disturbance in the magnetic field and plasma particles in interstellar space.

“Nothing else is getting launched to go out there,” Dodd said. “So that’s why we’re spending the time and being careful about trying to recover this spacecraft — because the science is so valuable.”

“But I think the pale blue dot was one of those things that was sort of more poetic and touching,” she added.

On Valentine’s Day 1990, Voyager 1, darting 3.7 billion miles away from the sun toward the outer reaches of the solar system, turned around and snapped a photo of Earth that Sagan and others understood to be a humbling self-portrait of humanity.

“It’s known the world over, and it does connect humanity to the stars,” Dodd said of the mission.

She added: “I’ve had many, many many people come up to me and say: ‘Wow, I love Voyager. It’s what got me excited about space. It’s what got me thinking about our place here on Earth and what that means.’”

Howells, 35, counts herself among those people.

About 10 years ago, to celebrate the beginning of her space career, Howells spent her first paycheck from the Planetary Society to get a Voyager tattoo.

Though spacecraft “all kind of look the same,” she said, more people recognize the tattoo than she anticipated.

“I think that speaks to how famous Voyager is,” she said.

The Voyagers made their mark on popular culture, inspiring a highly intelligent “Voyager 6” in “Star Trek: The Motion Picture” and references on “The X Files” and “The West Wing.”

Even as more advanced probes were launched from Earth, Voyager 1 continued to reliably enrich our understanding of space.

In 2012, it became the first human-made object to exit the heliosphere, the space around the solar system directly influenced by the sun. There is a technical debate among

But recovery means getting under the hood of an aging spacecraft more than 15 billion miles away, equipped with the technology of yesteryear. It takes 45 hours to exchange information with the craft.

It has been repeated over the years that a smartphone has hundreds of thousands of times Voyager 1’s memory — and that the radio transmitter emits as many watts as a refrigerator lightbulb.

“There was one analogy given that is it’s like trying to figure out where your cursor is on your laptop screen when your laptop screen doesn’t work,” Dodd said.

Her team is still holding out hope, she said, especially as the tantalizing 50th launch anniversary in 2027 approaches. Voyager 1 has survived glitches before, though none as serious.

Voyager 2 is still operational, but aging. It has faced its own technical difficulties too.

NASA had already estimated that the nuclear-powered generators of both spacecrafts would likely die around 2025.

Even if the Voyager interstellar mission is near its end, the voyage still has far to go.

Voyager 1 and its twin, each 40,000 years away from the next closest star, will arguably remain on an indefinite mission.

“If Voyager should sometime in its distant future encounter beings from some other civilization in space, it bears a message,” Sagan said in a 1980 interview.

Each spacecraft carries a gold-plated phonograph record loaded with an array of sound recordings and images representing humanity’s richness, its diverse cultures and life on Earth.

“A gift across the cosmic ocean from one island of civilization to another,” Sagan said.

Fresh starts: Seth Lugo, Michael King show value in move from long relief to rotation

You’ve made it to the top of your industry. The pay is great, but some co-workers make several times more than others. Generational wealth. You don’t have long to get it, though, and a lot depends on the role your company assigns you.

You would strive for a promotion. But the company’s success depends on dozens of people performing specific, sometimes thankless duties. You do not want to disrupt the delicate organizational structure. But if you do not advocate for yourself, who will?

Welcome to the world of the multiple-inning MLB relief pitcher.

At the San Diego Padres’ training camp, Michael King is enjoying his new life as a midrotation starter, behind Yu Darvish and Joe Musgrove. He is essentially replacing Seth Lugo, who is enjoying his new life, 8 miles down Bell Road in Surprise, Arizona, with the Kansas City Royals.

Lugo made 26 starts for San Diego last season with a 3.57 ERA. His ERA+, according to Baseball Reference, was 115 — that is, 15% better than the league average. That’s exactly what it was in his first seven seasons for the New York Mets, almost all of it as a reliever.

His Mets career earned Lugo a twoyear, $15 million contract in free agency with the Padres. He proved himself as a starter, opted out of the deal, and got three years and $45 million from the Royals. One season, three times the guarantee.

“Last year in free agency, there were less than five teams that considered me as a starter — and this offseason, there were close to 20,” Lugo said before a recent practice. “Teams respect me as a starter now, so that’s a good feeling.”

Only two Royals have richer guaranteed deals than Lugo’s: Salvador Pérez, an eight-time All-Star catcher, and Bobby Witt Jr., a young cornerstone shortstop. Lugo has a corner locker with an open stall adjoining it, a telltale status symbol in every MLB

King started at Boston College and in the minors, but he sees now that his repertoire was lacking. He would carefully navigate the top of the order, where the future big leaguers hit, then dominate the fringier prospects with his sinker.

Over time, King learned a sweeping slider and gained better change-up command. The Yankees kept him in the bullpen last season, though, as a protective measure. After elbow surgery, it seemed unwise to jump from 51 innings in 2022 to, say, 150 innings in 2023. King said he appreciated their caution and the opportunity to start down the stretch.

“He throws a ton of strikes; he’s an efficient guy on the mound; he’s got four pitches; he’s ultracompetitive, pretty unflappable,” Royals manager Matt Quatraro said. “He’s resilient, and more than anything, he’s motivated to prove that last year was not just a one-off and he wants to be a good starter long-term.”

That’s also the goal for King, who was a part of the Padres’ five-player haul in their Juan Soto trade with the New York Yankees. Through King’s age-28 season, the most similar pitcher in MLB history — again, according to Baseball Reference — is Lugo. The two made themselves so valuable as relievers that starting had to wait.

King had hoped to build himself up as a starter in his recovery from a fractured elbow in 2022. When he made his case to the Yankees, he said, bullpen coach Mike Harkey crystallized the problem.

“Listen, I think with your stuff and your demeanor, you can be a top-five, top-10 reliever in the game,” Harkey told him, in King’s recollection.

“I don’t know if you could be a top100 starter in the game, because you haven’t started.”

It made sense. But then Harkey proved King’s point.

“He went on to say that, like, the 10th-best reliever probably makes the same amount of money as the 100thbest starter,” King said.

Harkey’s guess was uncannily accurate. Last season, King appeared more often in the seventh inning than in any other inning. According to Spotrac, MLB’s 10th-highest-paid seventh-inning reliever (the San Francisco Giants’ Tyler Rogers) will earn $3.2 million in 2024. The 100th-highest-paid starter (the Cincinnati Reds’ Hunter Greene) will earn $3.3 million.

King, who will be eligible for free agency after the 2025 season, is earning $3.15 million this season. But his performance as a starter late last year improved his future earning power. King had a 2.23 ERA in nine starts, with 51 strikeouts in 40 1/3 innings.

“His breaking ball is good, his fastball has a lot of life to it, he’s throwing it where he wants to,” Padres manager Mike Shildt said. “Love his tempo of

Lugo’s high-spinning curveball has always been elite. He started in 26 of his first 36 major league appearances for the Mets, who came to rely on him as a long reliever and setup man after that. Through experience — and a year with the Padres’ pitching coach, Ruben Niebla — Lugo is better equipped now to handle the mental side of starting.

“When you have a bad start and have to sit around for four or five days, it’s easier now,” Lugo said. “When I was younger, those would build up, and now I’m pitching kind of nervously, shying away from the zone, trying to be a little finer because I got hit around.

“Now, after a bad start, I know exactly what to work on. And as a reliever, it’s kind of the opposite. It’s like, ‘Well, you’re going out there tomorrow, hope it works.’”

To Lugo, the transition to starting was not about money. If he had gotten a more lucrative offer to pitch in relief, he said, he would have rejected it.

“The biggest thing for me is: How am I going to be happy playing baseball for hopefully another five, six years?” Lugo said. “It would be as a starter.”

Quality middle relievers can be rich. But reliable starters can be wealthy. Two pitchers on Bell Road changed their identities before it was too late.
