Gov. Pedro Pierluisi Urrutia announced on Monday an $85 million agreement between the island Housing Department and the Aqueduct and Sewer Authority (PRASA) that will guarantee sustained access to drinking water for residents of the Espino neighborhood in San Lorenzo.
The investment comes from the federal Infrastructure Mitigation Program (CDBG-MIT). During the announcement, the Housing Secretary William Rodríguez Rodríguez and PRASA Executive President Doriel Pagán Crespo were present.
“As part of our efforts to repair, rebuild and revitalize infrastructure throughout Puerto Rico, we have identified a series of important projects that seek to ensure resilience and availability of the services that the people need, particularly our most vulnerable residents and communities,” the governor said in a written statement. “Today, I announce the establishment of a new works agreement between the Department of Housing and the Aqueduct and Sewer Authority, under which we will achieve a water infrastructure project for our good people of Barrio Espino.”
“This is a strategic project with the objective of supplying water to the communities of Barrio Espino, achieving sufficient entry of raw water, improving existing infrastructure and building new infrastructure that meets the needs of its residents,” Pierluisi added.
The Housing secretary noted that “the mitigation funds assigned to Puerto Rico are to address and prevent situations that threaten the population.”
“Today, with this agreement, we show once again that the recovery funds are serving those who need them most,” Rodríguez said. “Likewise, we enable access to a resource as vital as water, while we improve the quality of life of this community so that they can carry out their daily activities without interruptions.”
The Department of Housing, as custodian of federal allocations under the Community Development Block Grant Mitigation (CDBG-MIT) Program, is responsible for financing infrastructure mitigation measures that ensure that our citizens have access to those very necessary services, such as water.
Meanwhile, the executive president of PRASA stated that “at the Authority, we are making large investments to improve aqueduct systems, so that customers enjoy reliable service.”
“This project adds to the 288 projects in total, of which 68 are already in the construction stage in different
parts of the island to optimize our systems and benefit customers throughout Puerto Rico,” Pagán Crespo said.
The project -- which will benefit about 17,000 residents -- will be divided into two phases: in the first, improvements will be made to the Emajagua River water intake, a transmission pipeline and pumping stations will be built to transfer water from the Farallón plant, and a new distribution system will be built for the Espino Sur area.
In the second phase, the distribution system for Espino Norte will be built, as well as a 250 million-gallons-perday water pumping station and a new treatment plant, both on the Emajagua River, also known as La Brunette.
San Lorenzo Mayor Jaime Alverio added that “even before I became mayor, I was very shocked that a large part of the Espino neighborhood did not have drinking water service.”
“It is important to emphasize the fact that the area with residents without service has an extension of more than five square miles -- this represents an area similar to the territorial extension of the entire town of Florida [in Puerto Rico],” he said. “This situation adversely affects the quality of life of our citizens. This project represents the largest project in the history of San Lorenzo in three aspects; investment, infrastructure and social justice.”
As part of the commemoration of International Women’s Day 2024, which takes place every year on March 8, the headquarters of the Office of the Women’s Advocate, located at 161 Juan Ponce de León Avenue in San Juan, will be “painted” purple every day starting at 6 p.m. during this month.
The gesture is part of the Puerto Rico government’s public policy efforts to educate and raise awareness about the progress being made toward achieving the full advancement of women.
Acting Women’s Advocate Madeline Bermúdez Sanabria said the initiative is part of an agenda of events and educational workshops that will be promoted by her office, in alliance with organizations, schools, universities, municipalities and agencies throughout Puerto Rico during March to continue promoting and valuing the inclusion of women in all sectors and aspects of society.
The sociologist and attorney also urged parents, teachers, university professors and community leaders, as well as faith-based organizations, to take advantage of the occasion of International Women’s Day to talk to their children, students and the populations they serve about history, why the day was established and the
challenges that women have had face to achieve their social, economic, cultural, educational and political rights as part of efforts to eradicate discrimination and promote gender equity, because these are efforts that benefit society as a whole.
“Every effort counts toward achieving the egalitarian society we aspire to,” Bermúdez Sanabria said. “Raising awareness and educating about the rights of our girls, young women and women is more relevant than ever to achieve their full development and eradicate any
discrimination and violence against them.”
“Therefore, from [this office] we extend a call to all sectors to use the history of International Women’s Day as a starting point so that young people and all members of our communities understand the value of the efforts, struggles and achievements of women through the generations and the importance of everyone contributing to the development of an inclusive and egalitarian society,” the acting women’s advocate said.
The United Nations began observing International Women’s Day in 1975 and two years later it was officially proclaimed by its assembly. The day arose as a result of demonstrations by women who, at the beginning of the 20th century, demanded better working conditions for long working hours in factories, the right to vote and equality between the sexes. In the United States, a milestone that marked this history was the march of some 15,000 women in New York on Feb. 28, 1908. Meanwhile, in countries such as Austria, Denmark, Germany and Switzerland, the first International Women’s Day was celebrated in 1911.

Hoping that U.S. Health Secretary Xavier Becerra can provide a long-term solution to improve access to funds for Medicare Advantage in Puerto Rico, island Health Secretary Carlos Mellado López has presented documentation showing the deficiencies of the local health system.
In February, the Centers for Medicare and Medicaid Services (CMS) requested information from Puerto Rico to determine allocations for health assistance programs. Currently, Puerto Rico residents are ineligible for the Low Income Subsidy (LIS) under Medicare Part D, Supplemental Security Income (SSI) and the Medicare Savings Program (MSP).
“I am convinced that we are closer to achieving parity in funds, and we will only stop once we ensure that Puerto Rico receives the same funds as any American citizen living in the States,” Mellado López said. “However, in the shortterm, there are administrative mechanisms that allow Secretary Becerra to improve access to the funds we receive and [through which] we can address inequalities in the Medicare Advantage program.”
The Health chief has consistently demanded that Puerto Rico be treated the same as the U.S. Virgin Islands (USVI) for the financing of the healthcare system. Currently, the island receives 21% less in funds than the USVI and 39% less than the rest of the nation.
Mellado López stressed that the entire health sector collaborated in the exhaustive study to demonstrate the inequalities in the allocation of funds and the unequivocal needs of the island.
As part of the efforts, the Health secretary was in the U.S. capital last week participating in meetings with the Association of State and Territorial Health Officials, which groups all the states, territories and free associated states, including the Federated States of Micronesia, the Marshall Islands, the Republic of Palau, Guam, the USVI, American Samoa and the Mariana Islands.
“We are working tirelessly to address the challenges that the health system represents, which involves the provision of services, but more importantly, to retain doctors and specialists, and increase the competitiveness among providers and hospitals, compared to the [U.S. mainland],” Mellado López said. “With the additional funds, we will achieve competitive rates for suppliers and hospitals.”
The Health secretary noted that the efforts during the past three years led by Gov. Pedro Pierluisi Urrutia and with the support of U.S. Rep. Nydia Velázquez (D-N.Y.), among other members of the Democratic Hispanic Caucus, have been crucial to gaining traction with the federal government and opening the way for discussions on the distribution of Medicare funds.
According to the information provided by Mellado López, 41.7% of the population in Puerto Rico lives below
the poverty level, compared to 12.6% in the mainland U.S. About 38% of adults aged 65 or older live below the poverty level locally, compared to 10.9% on the mainland.
Meanwhile, the population of Puerto Rico requires more intensive care due to its age profile. About 24% of the island’s population is more than 65 years old, compared to 17% of the U.S. population. Not only is the population aging, but so are doctors. Data shows that 47.3% of doctors in Puerto Rico are over 60 years old, compared to 32.9% in the mainland U.S.
The island government remains firm in seeking the most significant possible reduction in the Puerto Rico Electric Power Authority’s (PREPA) debt and defending the Puerto Rico Energy Bureau’s (PREB) jurisdiction in deciding consumer rates, the governor said Monday, the first day of hearings in which a federal judge must rule on confirming PREPA’s debt adjustment plan.
At this juncture, the plan can not be changed, but merely accepted or rejected.
“What we want in the government is the greatest possible reduction in the debt of the Electric Power Authority, and for the jurisdiction and legal mandate that the Puerto Rico Energy Bureau has to establish the rates we pay to be respected. That is the government’s position,” Gov. Pedro Pierluisi Urrtutia said. “I remind you that years ago this began with Lisa Donahue’s proposal that … we have a 15% cut in the debt. From there, we moved on to a 30% restructuring plan that I rejected as governor and now what is presented before the court is seeking a 75% reduction in the bond debt issued by PREPA, which means that we have improved a lot.”
U.S. District Judge Laura Taylor Swain as the presiding judge in PREPA’s Title III bankruptcy case, will have the final word.
“I have consistently said that it should be up to the [Energy] Bureau and not to Judge Swain, much less the [Fi-
nancial] Oversight [and Management] Board, to determine the form and manner in which PREPA fulfills its payment\,” the governor added.
On Dec. 16, 2022, the oversight board filed its proposed plan of adjustment to restructure more than $10 billion of debt and other claims against PREPA. In June of last year, the oversight board announced that it would amend the plan of adjustment to reduce the debt to some $2.5 billion, following a ruling by the U.S. District Court for the District of Puerto Rico.
PREPA bondholders Golden Tree Asset Management and Syncora Guarantee, along with others, are objecting to the plan, which has the support of fuel line lenders, the Unsecured Creditors Committee and National Public Finance. The opposing bondholders are requesting the appointment of a receiver. They have also said the oversight board has engaged in manipulation to garner support for the plan.
Besides interfering with the PREB’s determination on rates, the debt adjustment plan would preempt sections of the Puerto Rico Electric Power Authority Act, the Puerto Rico Labor Relations Act, the Puerto Rico Net Metering Program Act, the Puerto Rico Transformation and Energy RELIEF Act, the Puerto Rico Electric Power Authority Revitalization Act, the Puerto Rico Energy Public Policy Act, the Puerto Rico Debt Responsibility Act, and a law that guarantees the payment of pension benefits to retirees on the island and establishes a new defined contribution plan for public servants. The preemption of selected provisions of those laws is either permanent or until the repayment of debt issued in the plan of adjustment is finalized.
Margaret Dale, a lawyer with Proskauer, which represents the oversight board, said the amount to be paid in electricity should not be more than 6% of a household’s budget, taking into account a median income of $25,520 per year and the proposed legacy charge that would be added to electricity customers’ bills. The opposing bondholders have said PREPA can pay more, but not how much more.
The Families and Children Administration (ADFAN by its Spanish initials) held a series of conferences and workshops entitled “No Way!, Everyone Against Human Trafficking,” where experts on the subject could address the modalities of human trafficking and the profile of the most common victims, officials reported on Monday.
Labor exploitation, sexual exploitation, and organ trafficking continue to be the most common forms of human trafficking in Puerto Rico. Victims are often deceived or coerced, through physical or psychological violence.
“The new modality of traffickers is to take advantage of people who are in vulnerable situations such as disabled people, the homeless, migrants, segments that present traits of depression and despair,” said Saraí Irizarry, a forensic evaluator with Homeland Security Investigations (HSI), a federal agency with the power to combat such crimes on the island.
Irizarry said children under the age of 18 are the main target of offenders, who seek to gain the trust of children in a family where there is a lack of communication with parents.
“By gaining the trust of minors, they then use all the information they already have about the minor to convince them to start sending them photos,” Irizarry added at the event, where more than 150 social work professionals, psychologists, teachers, and police received training with administrative staff from Mexico City.
Family Secretary Ciení Rodríguez Troche, whose agency includes ADFAN, added that “in addition to making visible and recognizing the situations that citizens go through, it is our duty to identify and implement service programs that address them.”
“Likewise, we recognize that it is imperative that our team of professionals is highly trained to serve people who are going through problems as complex as human trafficking,” she added. “For this reason, topics like these are part of our training curriculum,
which are offered on a continuous basis, thus making our staff highly specialized and capable of dealing with the most complex situations.”
The Puerto Rico Department of State on Thursday will launch the first phase of the modernization of the Trademark and Trade Name Registry platform, providing more significant and better functionalities to online users to submit trademark registration applications and commercial names, Secretary of State Omar J. Marrero Díaz announced Monday.
Although Registry procedures have been carried out online since 2012, the implementation of the current modernization phase seeks to significantly improve the user experience, Marrero Díaz said.
“We try, above all, to offer a modern portal that is easy to access and understand for the user,” the official said. “This comprises the first of four phases within this modernization effort that also seeks to update the platform’s technical architecture.”
Through the new portal, users can create a profile with a password and search for transactions, brands, trade names, and other parameters. In addition, the goods and services available on the platform have been updated by the most
recent version of the United States Patent and Trademark Office (USPTO) after more than a decade without any update, the state secretary added.
In fact, Marrero Díaz, said the processing time for trademark applications in Puerto Rico is about five months from the filing date, compared to the average of 10 months it is taking at the USPTO.
“This reform joins other technological initiatives, such as the new and redesigned platform of the Registry of Corporations and Entities, aimed at optimizing the services that the department provides to citizens and stimulating the business environment in Puerto Rico,” the official added.
The new Corporation Registry platform modernizes the functionalities for creating legal entities, optimizing the transaction flow to reduce duplicate information entry and improving the user interface to make it more intuitive, Marrero Díaz noted. The reporting process and payment of annual fees have also been facilitated.
The new Payment Plans Module includes entities categorized as for-profit and nonprofit. Those entities may request payment plans that may be granted as long as they comply with the justifications established in the regulations.
Finally, the registry modernization is integrated into the IDEAL System of the Puerto Rico Innovation and Technology Service, which facilitates interagency procedures.
Gov. Pedro Pierluisi Urrutia will present his administration’s comprehensive plan for social reconstruction and violence prevention today.
“This plan was developed with multisectoral support from all government agencies that deal with the issue of crime,” the governor said Monday in response to questions from the press. “Participating in the development of the plan were, among other sectors, academia, the communications sector, the third sector in the church… . And then I checked it. I gave it the go-ahead. Tomorrow, then, we are going to present it to the people in general and to the media.”
“We have never had a plan of this nature; the
problem is addressed at its root,” Pierluisi added. “And it comes with specific proposals and recommendations to be implemented or addressed in basically all concerned government agencies, but also at the level of our entire society, because this problem of criminality also has roots in human behavior.”
The governor said the plan addresses, for example, “the sexist violence that we still have in Puerto Rico and that must be eradicated; among other things.”
“It will address issues of mental health, issues of, for example, poverty, issues of lack of opportunities, employment, in the quality of education, everything,” he said. “It’s going to cover everything. This is the roadmap, to address the problem of criminality at its root.”
The Puerto Rico Police Bureau (PRPB) said Monday that a day earlier, agents assigned to the bureau’s drug divisions carried out interventions as part of the surveillance plan for the San Blas de Coamo Half Marathon in which several people were arrested and controlled substances and firearms were seized.
The PRPB reported that Ángel Santiago, Ermys Vega, Luis Almeida, Jorge Santiago, Osvaldo Suárez, Bryan Santiago and Luis Rocha were arrested during the interventions for violations of the Controlled Substances Law.
In the parking lot of the Ecomaxx gas station in Santa Isabel, meanwhile, Jesús Emanuel Toronji Caraballo, 32,
a resident of Bayamón, was arrested. Officers seized a 9-millimeter Glock 19 pistol, a Taurus TH-9C pistol, two magazines, 15 9-millimeter caliber ammunition and marijuana during the arrest.
In the Gasolinera Total parking lot located in the Florida neighborhood of Santa Isabel, Carlos Rodríguez, 18 years old, and Maible Bonilla David, 24 years old, were arrested, from whom a Glock 26 9-millimeter caliber pistol, two magazines, and 17 units of 9-millimeter caliber ammunition were seized, along with a small amount of marijuana. The pair was traveling in a black Kia Carnival vehicle believed to have been stolen.
The cases will be consulted with the prosecutor on duty to file the corresponding charges.

By ADAM LIPTAKThe Supreme Court ruled Monday that former President Donald Trump should remain on Colorado’s primary ballot, rejecting a challenge to his eligibility for another term that could have upended the presidential race by taking him off ballots around the nation.
Though the justices offered different reasons, the decision was unanimous. All of the opinions focused on legal issues, and none took a position on whether Trump had engaged in insurrection.
All of the justices agreed that individual states may not bar candidates for federal office under a constitutional provision, Section 3 of the 14th Amendment, that bars insurrectionists from holding office. Four justices would have left it that.
But a five-justice majority, in an unsigned opinion, went on to say that Congress must act to give Section 3 force.
“The Constitution makes Congress, rather than the states, responsible for enforcing Section 3 against federal officeholders and candidates,” the majority wrote, adding that detailed federal legislation was required to determine who was disqualified under the provision.
— In a joint concurring opinion, the court’s three liberal members — Justices Sonia Sotomayor, Elena Kagan and Ketanji Brown Jackson — expressed frustration at what they said was the majority’s needless overreach. “Although federal enforcement of Section 3 is in no way at issue,” they wrote, “the

majority announces novel rules for how that enforcement must operate. It reaches out to decide Section 3 questions not before us, and to foreclose future efforts to disqualify a presidential candidate under that provision. In a sensitive case crying out for judicial restraint, it abandons that course.”
— Justice Amy Coney Barrett, in a brief concurring
opinion, agreed that the majority had gone too far, saying that it should not have addressed “the complicated question whether federal legislation is the exclusive vehicle through which Section 3 can be enforced.” But she urged the public to focus on common ground. “For present purposes,” she wrote, “our differences are far less important than our unanimity: All nine justices agree on the outcome of this case. That is the message Americans should take home.”
— The decision was the court’s most important ruling concerning a presidential election since Bush v. Gore handed the presidency to George W. Bush in 2000.
— The case arose from a challenge brought by six Colorado voters who sought to disqualify Trump from the ballot for the state’s Republican primary based on Section 3 of the 14th Amendment. The provision was adopted after the Civil War to forbid those who had taken an oath “to support the Constitution of the United States” from holding office if they then “shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof.”
Republicans nod to Trump’s influence in race to succeed McConnell

Mitch McConnell, some are acknowledging the shadow of one figure outside Congress who looms over the race: former President Donald Trump.“He’s the Republican front-runner; he’s going to have a voice in it,” Sen. Mike Rounds, R-S.D., said on ABC’s “This Week” on Sunday. “The former president will have the opportunity to influence a number of my colleagues, but we also want to be able to have a good working relationship with him if he becomes the next president of the United States.”
It was a reminder of Trump’s potential ability to make or break any senator’s bid for the post atop the Senate Republican conference. And it underscored a political reality that McConnell acknowledged in announcing his decision last week to step away from leadership — that the party’s base, deeply committed to Trump, had so firmly taken over that McConnell, who does not speak to the former president, could not tenably remain its leader.
Sens. John Cornyn of Texas and John Thune of South Dakota, two contenders in the race, have been critical of Trump, though both have endorsed him in his 2024 campaign
in recent weeks. A third John, Sen. John Barrasso of Wyoming, the No. 3 Senate Republican, may also jump into the race. He has maintained close ties to Trump and positioned himself to the right of Cornyn and Thune.
Sen. Markwayne Mullin, R-Okla., suggested Sunday that Trump should stay out of the race.
“It’s a lose-lose situation,” Mullin, who is backing Thune, said on CNN’s “State of the Union.” “He needs to work with whatever leader is there, and let me tell you, whatever leader’s there understands that they’re going to have to work with President Trump, too. So it’s really not in his best interest to lean in the race at this point.”
But he acknowledged Trump’s potential influence, adding, “However, if he chooses to do it, it will make a difference.”
Rounds emphasized that Senate Republicans would make their own decisions on whom to elect as their new leader and on when to buck the former president.
“We’ve got a lot of independent thinkers,” he said, noting that he was looking for a leader who would be willing to stand up to Trump.
“I want someone who will work with the president but also will stand his own ground,” Rounds, who supports Thune’s bid, said, adding that he believed Thune would be
“independent enough where he will look out — just like Mitch did — for the institution of the Senate itself.”

In six top battleground states surveyed in October, 55% of those who voted for him in 2020 said they believed he was too old to be an effective president, a sharp increase from the 16% of Democrats who shared that concern in a slightly different set of swing states in 2020.
Voters have not expressed the same anxieties about Donald Trump, who at 77 is just four years Biden’s junior. Their likely rematch would make them the oldest presidential nominees in history.
If reelected, Biden would beat his own record as the oldest sitting president, while Trump would be the second-oldest if he won. Trump would be 82 at the end of the term, and Biden would be 86.

Biden and his allies have rejected anxieties about his age and mental acuity as unfair and inaccurate. His campaign says its coalition will again rally around the president once it fully recognizes that Trump could win back the White House. It also argues that Biden faced age concerns in 2020 and still won.
Yet Biden is now four years older, and it may be impossible to completely reassure voters about his age given the inexorable march of time. The poll indicates that the worries about him are not only pernicious but also now intertwined with how many voters view him.
By LISA LERER and RUTH IGIELNIKWidespread concerns about President Joe Biden’s age pose a deepening threat to his reelection bid, with a majority of voters who supported him in 2020 now saying he is too old to lead the country effectively, according to a new poll by The New York Times and Siena College.
The survey pointed to a fundamental shift in how voters who backed Biden four years ago have come to see him. A striking 61% said they thought he was “just too old” to be an effective president.
A sizable share was even more worried: Nineteen percent of those who voted for Biden in 2020, and 13% of those who said they would back him in November, said the 81-year-old president’s age was such a problem that he was no longer capable of handling the job.
The misgivings about Biden’s age cut across generations, gender, race and education, underscoring the president’s failure to dispel both concerns within his own party and Republican attacks painting him as senile. Seventy-three percent of all registered voters said he was too old to be effective, and 45% expressed a belief that he could not do the job.
This unease, which has long surfaced in polls and in quiet conversations with Democratic officials, appears to be growing as Biden moves toward formally capturing his party’s nomination. The poll was conducted more than two weeks after scrutiny of his age intensified in early February, when a special counsel described him in a report as a “well-meaning, elderly man with a poor memory” and “diminished faculties in advancing age.”
Previous polling suggests that voters’
Otto Abad, 50, an independent voter in Scott, Louisiana, said he voted for Biden in 2020 but planned to flip his support to Trump if they faced off again. Last time, he wanted a less divisive figure in the White House after the chaos of the Trump administration. Now, he worries that Biden is not quite up for a second term.
“If he was in this sort of mental shape, I didn’t realize back then,” Abad said. “He’s aged a lot. With the exception of Trump, every president seems to age a lot during their presidency.”
He added: “Trump, one of the few things I would say good about him, is that nothing seems to bother him. He seems like he’s in the same mental shape he was 10 years ago, 12 years ago, 15 years ago. He’s like a cockroach.”
Abad is far from alone. Just 15% of voters who supported Trump in 2020 said they thought he was now too old to be an effective president, and 42% of all voters said the same — a much lower share than for Biden. Polling from the 2020 race indicates that the share of voters who believe Trump is too old has also increased over the past four years, but not as drastically as for Biden.
In the most recent Times survey, 19% of all voters said Trump’s age was such a problem that he was not capable of handling the presidency. And in a sign of Republicans’ far greater confidence in their likely nominee, less than 1% of voters who backed Trump
Calvin Nurjadin, a Democrat in Cedar Park, Texas, who plans to support Biden in November, said he was unconvinced by politicians in his party who have publicly played up their direct observations of Biden’s mental sharpness.
“You’ve just kind of seen the clips of, you know, he’s having memories onstage and, you know, during debate and discussion where he kind of freezes up a lot,” said Nurjadin, who does data entry work. “Him being sharp and fit is not very convincing.”
Even though the country is bitterly divided and Republican voters have overwhelmingly negative views of Biden’s age, Democrats do not appear to be more worried about the effects of time on Trump than on Biden. Similar shares of Democrats said each man was too old to be effective.
The poll tried to understand in greater depth how voters thought about Biden’s and Trump’s abilities. The survey first asked if each man was too old to be effective. Voters who said yes were asked a followup question about whether that age was such a problem that Biden or Trump was not capable of handling the job, a stronger measure that prompted voters to consider the candidate’s basic fitness for office.
Shermaine Elmore, 44, a small-business owner in Baltimore, voted for Biden four years ago, backing the Democratic candidate as he had in previous elections.
But he said he had made more money under Trump, blaming inflation and gas prices for his losses during the Biden administration. He planned to vote for Trump this fall.
Of Biden, he said: “I don’t think he’s in the best health to make a decision if the country needs the president to make a decision.”
The Smokehouse Creek fire, the largest on record in Texas, is still largely uncontrolled across the state’s Panhandle.
So far, the fire — one of several that have affected that area — has scorched more than 1 million acres, making it one of the most destructive in U.S. history. The blaze has devastated cattle ranches, consumed homes and killed at least two people.
After a brief reprieve thanks to some precipitation Friday, temperatures rose again, to above-average levels, over the weekend. The high temperatures paired with strong winds continue to challenge efforts to extinguish the fires.
Here is what we know so far.
When did it begin?
The blaze was ignited Feb. 26, and it’s not yet clear what started it.
It spread around the town of Canadian, a cattle-country community of about 2,200 people northeast of Amarillo, near the Oklahoma state line. By Wednesday, the fire had spread across vast swaths of ranch lands in the Panhandle. By Thursday, it had become the largest on record in the state.
In order to grow so quickly, a few weather conditions had to align: high temperatures, dry conditions and strong winds.
Where has the fire been spreading?
The Smokehouse Creek fire has been burning across a sparsely populated area of Texas that is home to most of the state’s cattle: millions of cows, calves, steers and bulls. Its sprawling ranches are not always easily traversable by road.
Wildfires are nothing new for Panhandle ranchers, many of whom know how to transform their pickups into makeshift firetrucks in order to fight a blaze. But the scale of this fire is without precedent in Texas.
In addition to the ranchers, residents of the small communities that dot the landscape, including Fritch and Canadian, have seen their homes, cars and churches reduced to rubble.
Two deaths have been connected to the fire. Joyce Blankenship, an 83-year-old woman living on the outskirts of the town of Stinnett, perished in her home when flames overtook her property last Tuesday. Cindy Owen, 44, died from burns after flames surrounded her company truck Tuesday as she drove home to Amarillo from Oklahoma. She later died at a hospital.
On Friday, Gov. Greg Abbott said that early assessments suggested that about 400-500 structures in the region had been destroyed by the fire, and he cautioned that the number could rise as surveys continued. Officials also said that several firefighters and other emergency workers had been injured.
Is the blaze being contained?
The Smokehouse Creek fire was 15% contained as of Sunday afternoon, authorities said.
The rugged terrain of the Canadian River Valley, where the fire started, has been a major obstacle for firefighters because firetrucks cannot navigate some of the cliffs, valleys and steep hills in the area.
Some rain Thursday helped to stall the fire’s growth. But warm, windy and dry weather returned over the weekend, which could prolong the blaze.
The National Weather Service warned of “critical fire weather conditions” in the region Saturday — Texas Independence Day — and Sunday, urging residents to avoid outdoor activities that might cause sparks or flames.
Fire risk remains critical in the Texas Panhandle. On Sunday morning, a fire weather watch said the elevated risk of fire had been expanded through states such as Kansas, Nebraska and Iowa. In Kansas, the State Forest Service is already fighting a grass fire near Topeka.
And on Sunday night in the Texas Panhandle, authorities ordered residents to evacuate Sanford, a small town roughly 7 miles northeast of Fritch.
What about the cattle?
The Panhandle is home to about 85% of the roughly 12 million cattle in Texas, said state Agriculture Commissioner Sid Miller. But most of them are kept concentrated in feedlots and dairy farms, and those operations have been largely unaffected by the fires.
Still, wide swaths of the grassland that Texas cattle rely on for food have been reduced to a blackened expanse. Thousands of cattle may have already died or been so injured in the blazes that they would have to be killed, Miller said.
Even those ranchers whose cattle have survived were left scrambling for a place for their herds to eat. Scorched grazing lands means their surviving cows may starve if left alone. Miller said a rancher he knew had 1,500 head of steer but “no grass and no water” and was in a desperate situation, adding that the rancher may have to move the cattle across state lines.
The fire and smoke could also cause health problems down the road or lead pregnant cows to give birth prematurely.
For many ranchers, the tasks ahead feel gargantuan: Bury dead cattle, mend broken fences, distribute bales of hay trucked in from hundreds of miles away.
Starting over will not be easy, ranchers say, as cattle prices have shot up amid dry conditions in recent years and interest rates remain high, making loans less appealing, especially as many ranchers are facing a stack of bills this time of year as they prepare for spring.
Is this fire unusual?
In most of Texas, wildfires happen in the summer. But in the Panhandle, the fire risk is highest around March when temperatures rise, strong winds blow over the flat landscape and dry grass can easily catch fire.
Climate change is most likely making fire season start earlier and last longer by increasing the number of days in a year with hot and dry weather conditions that enable wildfires, said John Nielsen-Gammon, the Texas state climatologist and a professor of atmospheric science at Texas A&M University.
Temperatures in Texas have risen by 0.61 degrees per decade since 1975, according to a 2021 report by the state climatologist’s office. The relative humidity in the Panhandle region has been decreasing as well.
Since introducing the App Store in 2008, Apple has run it largely the same way across 175 countries, right down to the 30% commission it has collected on every app sold.
The company calls the result an economic miracle. The store has generated more than $1 trillion in sales, helped create more than 7 million jobs and delivered Apple billions of dollars in annual profits.
But as the App Store approaches its 16th anniversary, a patchwork of local rules are upending Apple’s authority over it.
On Thursday, European Union regulators will begin enforcing the Digital Markets Act, a 2022 law that requires Apple to open iPhones in the bloc to competing app marketplaces and alternative payment systems for in-app sales.
The changes follow similar demands in South Korea and the United States, where Apple has been forced to allow alternative payment processors. Similar concessions are being discussed in Britain, Japan and Australia.
The rules are fracturing what was once a single store into a jumble of digital shops across national borders. The once uniform experience of shopping for software on an iPhone now differs, depending on where people live.
“The App Store is being completely splintered,” said Eric Seufert, who invests in app makers and runs Mobile Dev Memo, a blog about the app economy. “The approach to complying is pretty similar: ‘Let’s cut the fee a little bit.’ But it’s a pain.”
Apple has worked hard to adapt to the shifting regulatory landscape. An Apple spokesperson said the company had spent months talking with the European Commission about the Digital Markets Act and hosted meetings with developers as it developed plans to change the App Store while minimizing the risks of malware, fraud and scams on iPhones.
Apple says its control over the App Store is crucial to the safety and quality of the apps it distributes. The company has stopped short of abandoning the 30% commission. But over time, it has made concessions to developers and regulators by reducing the commissions that smaller app makers pay and allowing developers to link out to their websites to charge users directly for subscriptions.
The changes are expected to pinch Apple’s sales and cut into profits. Last year, the App Store generated an estimated
$24.12 billion in revenue, according to Bernstein Research.
When the App Store first appeared, Steve Jobs, Apple’s co-founder, said the fee was a “great deal” because it allowed every developer — big or small — to deliver software to every single iPhone. But for years, Apple’s fees have been a point of frustration for developers. Over time, regulators began to listen to those complaints.
In 2019, Spotify filed a complaint against Apple in Europe, accusing it of anticompetitive practices because it prevented streaming music services from advertising where and how users could subscribe to their apps. A year later, Epic Games, the maker of Fortnite, filed a lawsuit in U.S. federal court accusing Apple of violating antitrust laws by forcing developers to use its payment system.
The complaints galvanized developers around the world to begin lobbying for changes to the app economy. In 2021, South Korean lawmakers were among the first to respond by passing legislation to force app store operators to allow alternative payment systems. Apple relaxed its requirement that developers use its in-app payment service, but said developers who used alternative services would owe Apple a 26% commission on sales.
Apple said it disagreed with the conclusion of regulators in South Korea and believed that its changes complied with the law.
The company took a similar approach in the United States. During the Epic Games lawsuit, Apple CEO Tim Cook said that being forced to offer alternative payment systems “would be a mess.”
“We would have to come up with another system to invoice developers,” he said, adding that Apple would still charge a commission.
The federal judge in the case ruled in 2021 that Apple needed to allow alternative payments in the United States. Apple has complied much as it did in South Korea, except it said developers that used alternatives owed a 27% commission.
“Clearly, it’s window dressing,” said Colin Kass, an antitrust lawyer with Proskauer Rose who has no connection to the case. “Does it satisfy the court? Maybe.”
Apple said the judge had upheld its right to charge a commission, and that its solution fulfilled the judge’s request to allow out-of-app purchases. Epic said it planned to file a motion challenging the 27% fee and asking the court to intervene.
In 2022, the European Union passed the Digital Markets Act to introduce competition to the App Store on iPhones, among other changes. Apple had two years to comply.
The company’s engineers have spent thousands of hours creating more than 600 new software tools for developers. In January, the company introduced those tools and outlined three options for app makers in the European Union, home to roughly 450 million people.
Under Apple’s plan, developers could stick with the status quo App Store system and pay up to a 30% commission on sales. They could reduce their commission to 17% while adding a new 50-euro-cent charge on every download above 1 million annually. Or they could avoid Apple’s commission by selling through a competing app store while still paying the download fee.
Apple said the plan complied with the law and meant that 99% of developers in the European Union would reduce or maintain the fees they owed.
Developers have argued that the new commission rate is the same as the 30% rate after credit card processing fees are added. Their criticisms have resonated with regulators in South Korea, who said Apple’s plan undermined the law’s goal. The country’s telecommunications regulator said it might fine Apple $15.4 million for “unfair practices.”
But app makers said the plan violated the letter and spirit of the law. Under the new rules, a tech giant like Apple is supposed to allow app makers to sell subscriptions and services outside their apps “free of charge,” said Damien Geradin, a European antitrust lawyer who is advising app developers. He said Apple’s 50-euro-cent fee and 17% commission broke that part of the law.
European regulators won’t weigh in on Apple’s proposal until after the effective date Thursday. Should they open a formal investigation, it could set up a lengthy legal battle that could force Apple to change or risk fines up to 10% of its global annual revenue, which was nearly $400 billion last year.
Geradin said Apple was unlikely to succeed but, in the interim, could continue collecting commissions.
“It’s part of their tactics,” he said.
Wall Street followed European counterparts into the red on Monday and U.S. Treasury yields ticked higher as investors looked ahead to key jobs data and congressional testimony from Federal Reserve Chair Jerome Powell.
Bitcoin was also on the radar as the cryptocurrency inched closer to its first record high since November 2021.
Just as European stocks backed off from a record high, powered by tech shares, the major U.S. equity indexes were modestly softer in the wake of Friday’s record-setting rally.
Market participants appeared to be treading water ahead of Powell’s two-day congressional testimony expected later in the week, the European Central Bank’s policy decision and the Labor Department’s crucial February jobs report due early Friday.
“Investors are in wait-and-see mode,” said Oliver Pursche, senior vice president at Wealthspire Advisors in New York. “There’s some big economic data coming out later this week and the ECB is expected to make some announcements.”
“There’s nothing out there right now that’s going to cause anyone to move in one direction or another with any high conviction,” Pursche added.
Powell’s testimony and the jobs data will be scrutinized for any clarification regarding the timing and extent of the Fed’s expected cuts to its key policy rate this year.
On average, analysts believe the U.S. economy added 200,000 jobs in February, and the unemployment rate held firm at 3.7%.
The Dow Jones Industrial Average fell 90.84 points, or 0.23%, to 38,996.54, the S&P 500 lost 1.56 points, or 0.03%, to 5,135.52 and the Nasdaq Composite dropped 24.17 points, or 0.15%, to 16,250.78.
European shares crept to another record high, but reversed gains as investors looked ahead to the European Central Bank’s monetary policy meeting later in the week.
The pan-European STOXX 600 index lost 0.19% and MSCI’s gauge of stocks across the globe gained 0.03%.
Emerging market stocks rose 0.59%. MSCI’s broadest index of Asia-Pacific shares outside Japan closed 0.63% higher, while Japan’s Nikkei rose 0.50%.
Bitcoin rose to a more than two-year peak and was closing in on its first record high since November, 2021.
The cryptocurrency was last up 5.7% at $66,185, approaching an intraday record reached in November 2021.
“Bitcoin is a very high-volatility, speculative, momentum-related play and it always has been,” Pursche said. “The one thing it’s good for from an analyst’s perspective is it’s an indicator of risk sentiment and investors’ willingness to take on risk.”
The dollar was essentially unchanged against a basket
of world currencies at the top of an eventful week, packed with central bank activity and key U.S. employment data.
The dollar index fell 0.06%, with the euro up 0.2% to $1.0859.
The Japanese yen weakened 0.21% versus the greenback at 150.44 per dollar, while Sterling was last trading at $1.2693, up 0.34% on the day.
U.S. Treasury yields edged higher ahead of a busy week of central bank activity and economic indicators.
Benchmark 10-year notes last fell 12/32 in price to yield 4.2268%, from 4.182% late on Friday.
The 30-year bond last fell 24/32 in price to yield 4.3722%, from 4.327% late on Friday.
Oil prices reversed earlier gains after a widely expected move on the part of OPEC+ to extend its output cuts.
U.S. crude fell 0.41% to $79.64 per barrel and Brent was last at $83.29, down 0.31% on the day.
Gold rose to a near two-month high as market participants solidified their bets that the Fed would begin cutting interest rates in June.
Spot gold added 0.9% to $2,101.79 an ounce.
Only a trickle of aid managed on Monday to reach the desperately hungry people of the northern Gaza Strip, where the United Nations has warned that hundreds of thousands of Palestinians face a growing threat of famine after nearly five months of fighting and blockade.
Fifteen trucks were dispatched overnight to northern Gaza as part of a relief effort involving Palestinian businesspeople, according to COGAT, the Israeli military body that regulates aid to the Palestinians. But at least five of those were looted along the way, according to an Israeli official who was not authorized to comment publicly, and so spoke on condition of anonymity.
It was unclear exactly how many of the trucks reached their intended destination, Gaza City’s Zeitoun neighborhood. Izzat Aqel, a Palestinian businessperson involved in the operation, said he aimed to send another 30 trucks with food relief to northern Gaza on Monday night.
Aid officials have warned that Palestinians in Gaza could be on the brink of famine unless relief is substantially stepped up, with over 500,000 people already facing a dire lack of food. One in six children younger than 2 in Gaza is acutely malnourished, according to the United Nations. Tedros Adhanom Ghebreyesus, the director general of the World Health Organization, said visits to hospitals in the north by agency officials — the first since early October — found severe levels of malnutrition and “children dying of starvation.”
The dire conditions have prompted crowds of desperate people to swarm aid trucks and contributed to a bloody scene
last week, when Israeli troops opened fire on Palestinians who had gathered en masse around a convoy of trucks that had entered northern Gaza. Over 100 Palestinians were killed, many by gunfire, according to Palestinian health officials. The Israeli military said the troops had fired on members of the crowd who approached them in a threatening manner and attributed most of the
deaths to a stampede around the convoy.
In the wake of the bloodshed at the convoy, Israel has faced even greater international pressure to facilitate more aid for those in Gaza, particularly in the north.
“We’re continuing to push hard for more trucks and routes to get more aid to people,” President Joe Biden wrote on social media on Monday. “There are no excuses. The aid flowing into Gaza is nowhere near enough — and nowhere fast enough.”
On Sunday, the United States made airdrops of food into Gaza for the first time.
Since October, Israel has told the population of northern Gaza, home to more than 1 million peo -
ple, to flee the fighting and head southward. But many remained, though the Israeli invasion began in northern Gaza, and some who evacuated have returned.
The area has been devastated, with many buildings destroyed, and Israeli forces have effectively toppled much of Hamas’ governing structure, leaving widespread chaos and lawlessness.
All of the aid trucks entering Gaza have gone into the south, with only a few continuing on to the north.
Despite the spiraling humanitarian crisis, Israel has maintained tight restrictions on aid to Palestinians in Gaza. Israeli officials have closely scrutinized trucks bearing desperately needed food and relief at the Kerem Shalom crossing, which aid officials have labeled one key bottleneck. Israel says the inspections are necessary to prevent aid from reaching Hamas, the Palestinian armed group that Israel seeks to root out in Gaza.
A day after Israeli officials said 277 trucks — an unusually large number — had been allowed into Gaza over the previous 24 hours, Juliette Touma, the director of communications for UNRWA, the U.N. agency for Palestinian refugees, said 140 aid trucks entered Gaza through the Kerem Shalom crossing on Monday.
The spike in relief entering showed “when there’s a political will, there’s a way,” she said, but declined to say whether it meant that Israel had loosened its restrictions. The increase in aid shipments was still far beneath what was needed to mitigate the sickness and hunger menacing many in Gaza, she added.
U.N. officials have said the current system must be overhauled in order to mitigate the unfolding disaster. Both UNRWA and the World Food Program have suspended their operations in northern Gaza, citing both Israeli refusals to authorize convoys and their inability to protect cargoes from being seized by desperate residents amid the anarchy.
In conversations with their Israeli counterparts, U.N. officials have agitated for Israel to open a crossing that would allow them to ferry aid directly into northern Gaza, avoiding the perilous southern routes, Jaime McGoldrick, the U.N. humanitarian chief in Jerusalem, told reporters last month.
Pakistan’s newly elected parliament approved Shehbaz Sharif as prime minister on Sunday, ushering in his second term in that role and capping weeks of upheaval — as well as setting into motion a government facing economic and political challenges that are likely to leave the country in turmoil for years to come.
His selection also brings to a crossroads the role of Pakistan’s powerful military, which has long been seen as an invisible hand guiding the country’s politics and has previously engineered its election results. Analysts say that public confidence in Sharif’s government is low.
“The government is being seen as foredoomed,” said Talat Hussain, a political analyst based in Islamabad, Pakistan’s capital.
Sharif secured 201 votes in the national assembly, while his closest rival, Omar Ayub, a supporter of the imprisoned former prime minister Imran Khan, got 92.
Before the voting began, Sharif arrived in the main hall accompanied by his older brother, Nawaz, who was also elected as a member of the national assembly. The two brothers sat together in the front row, a reminder that the elder Sharif, himself a three-time prime minister, remains influential and is likely to wield power behind the scenes.
The proceedings started with a loud protest in support of Khan. Several Khan supporters sat in front of the speaker’s dais to chant slogans; many others waved pictures of Khan, as they, too, shouted slogans in support of the cricket star turned politician.

which is currently the military’s preferred party, did not win the most seats in the national elections that Pakistan held a month ago. That honor went to candidates aligned with a party led by Khan, which the military had sought to sideline.
Despite that upset — a searing rebuke to the military — the PMLN was able to cobble together a coalition with other major parties to lead the government.
Yet Sharif’s government will face lingering doubts over its legitimacy after mounting accusations that the military tampered with the vote count in dozens of races to tilt them in favor of his party and away from Khan’s party, Pakistan Tehreek-e-Insaf.
Najam Sethi, a prominent Pakistani political analyst, said the longevity of the Sharif coalition government depended on support from the military chief.
“As things stand, the military leadership and the coalition parties have no option but to
stick together because both stand to lose if one falters. As long as Gen. Asim Munir is army chief, the Shehbaz-led government will survive bouts of instability,” Sethi said.
Another challenge: The country’s economy has teetered on the brink of collapse for years, with inflation reaching a record high last spring. A bailout from the International Monetary Fund has kept the economy afloat, but that program is set to expire this month, and the new government will need to secure another long-term IMF plan.
Any possible deal — which Aqdas Afzal, an economist based in Karachi, said would need to be “in the neighborhood” of $6 billion to $8 billion — will most likely require new austerity measures that could stoke public frustration.
In Parliament, leaders of Khan’s party have also promised to serve as a powerful opposition — and possible spoiler.
“Our priority will be to get our leaders released and bring them to the parliament,” Ayub said, referring to Khan and Shah Mahmood Qureshi, a former foreign minister, who is also imprisoned.
The party’s supporters, energized by election success, may also take to the streets to press the government to release Khan, who is serving multiple sentences on charges that include leaking state secrets. Khan has vowed to appeal those convictions, which he says are politically motivated, and his party has promised legal challenges to some of the election results.
The new prime minister, speaking after Sunday’s vote, said the country faced huge challenges but also had opportunities. Noting that the economy remained the key challenge, he vowed to bring in investment and create a business-friendly environment.
Sharif, whose first term as prime minister came after lawmakers ousted Khan in a noconfidence vote in April 2022, is known for efficient management. He oversaw several big infrastructure projects as the chief minister of Punjab, the country’s largest province.
In contrast to his brother Nawaz, who has fallen out with the country’s generals several times, Sharif has been deferential toward the military. In his previous term as prime minister, the military further entrenched its role in the government and increased its influence over policymaking.
In June 2023, Sharif approved the creation of a government council intended to attract foreign investment, a move widely seen as an effort by the military to have a more direct say in economic policies. Munir is a member of that body, the Special Investment Facilitation Council.
Sharif also approved a policy under which the country’s intelligence agency was given the power to approve or deny government officials’ appointments and postings. That has amplified its pervasive sway over not only politics but also the civil service, analysts say.
In the wake of the election upset, analysts say the military’s future role is an open question. But most agree that a weak civilian government will make it easier for the generals to reassert their control and wield an even heavier hand politically if they choose.
“Civil-military relations in Pakistan — including relations between the military and society — will not be, cannot be, the same as they had been,” said Adil Najam, a professor of international affairs at Boston University. “What they will become is what is on the minds of every political player in Pakistan and has to be topmost on the minds of the top brass of Pakistan’s military, too.”
Gangs attacked two prisons in Haiti, including the country’s largest penitentiary, and allowed prisoners to escape Saturday night, according to Haitian officials, the latest instance of escalating violence and disorder in the country’s capital, which has been ravaged by gang violence for more than two years.
Although details of the attack remained murky, the government of Haiti released a statement Sunday saying that police officers were unable to prevent gang members from releasing “a large number of prisoners,” adding that several inmates and prison staff were injured.
Haiti’s national penitentiary held nearly 4,000 inmates at the time of the attack and the other facility, the Croix-des-Bouquets Civil Prison, held roughly 1,400, according to local human rights groups.
At least two of the country’s police unions went on social media Saturday requesting that all police officers report to the national prison in Port-au-Prince, the capital, to help control the situation and prevent the inmates from fleeing.
“If we let gangs take the penitentiary, we are done,” the national police union SNPH-17 said in a post on X. “No one will be spared in the capital.”
Haiti’s national penitentiary — built to hold only 800 — houses several high-profile inmates, such as the Colombian commandos accused of being part of the group that killed Haitian President Jovenel Moïse in 2021.

Only those who were too old or disabled to flee and those accused in the Moïse killing remained, Madistin said, for fear of being hunted down if they left the prison.
Videos circulating on social media Sunday appeared to show journalists wande-
ring through parts of the penitentiary mostly empty of prisoners.
“The attack was obvious,” said Lionel Lazarre, coordinator of the National Union of Haitian Police Officers, adding that gang members did not try to hide their plans to close in on the penitentiary. “There is a lack of care from police authorities who did not take these messages seriously or take enough measures to strengthen security.”
Commissioner Ernst Dorfeuille, a senior police officer in charge of operations in Port-au-Prince, said the internet had gone out, so it was difficult to get a situation assessment. Still, he said it appeared that most of the prisoners had escaped. “I don’t think there’s an inmate left down there,” he said, adding, “The gangs got together, so the attack force was in their favor.”
The Haitian government said it would track down the escaped prisoners and arrest those responsible for the attack.
Haiti has spiraled into a state of extreme unrest after Moïse’s assassination led to widespread gang violence and the near-complete collapse of security. Out of a force of about 15,000 officers, nearly 3,000 police officers have abandoned their posts in the
past two years, according to police figures.
The country has no president nor any other elected national officials, and gangs — which have seized control of much of Port-au-Prince — terrorize thousands of people every day. Last year, at least 5,000 people were killed in Haiti, according to the United Nations.
Violence in the country escalated last week after Prime Minister Ariel Henry traveled to Kenya to finalize an agreement under which that country would send 1,000 police officers to help restore order to Haiti.
The assault on prisons is part of a wave of attacks that armed gangs have carried out in recent days while Henry is out of the country. The goal, according to Jimmy Chérizier, a gang leader known as Barbecue, is to overthrow what remains of the government.
In a video message Thursday, Chérizier said, “With our guns and with the Haitian people, we will free the country.”
On Sunday, the U.S. Embassy in Haiti issued a security alert warning American citizens to leave the country as soon as possible.
It is unclear whether an international police force led by Kenya, which has drawn criticism from human rights groups, could help check the violence. The recent attacks constitute a clear display of force in the gang-ravaged nation, experts say.
“The gangs seem to be sending an intimidation message to the troops that might be deploying soon in Haiti, saying, ‘Well, we are forming a united front and we can strike simultaneously,’” said Diego Da Rin, a Haiti expert with the International Crisis Group.
Romain Le Cour, a security analyst at the Global Initiative Against Transnational Organized Crime, said, “It’s honestly a situation in which you have absolute absence and silence of the state,” adding that some of the violence had probably been planned for weeks, while some was spontaneous.
Although the authorities in Haiti have been losing ground for years, Le Cour said, the past few days have shown that the armed gangs have achieved a “crucial shift” in the balance of power.
“It is probably one of the first times that you have these directed, targeted attacks. It’s not like before,” he added. “Now they’re just going for it.”
Does the West have a double standard when it comes to Israel, pouncing on everything it does with undue harshness?
When he was challenged about the bloodshed in the Gaza Strip on “Face the Nation” last weekend, Prime Minister Benjamin Netanyahu of Israel responded, “What would America do” after something like the Oct. 7 Hamas attack? “Would you not be doing what Israel is doing? You’d be doing a hell of a lot more.”
Rabbi Marvin Hier in The Jerusalem Post condemned “an unprecedented double standard” that relentlessly criticizes Israel’s bombing of Gaza but is unbothered by the Allied bombing of civilians in Germany and Japan in World War II. And the World Jewish Congress cites “criticizing Israeli defensive operations, but not those of other Western democracies” as an example of antisemitism.
All this strikes me as both right and wrong, a fair point and a false one. I’ll come to why it’s wrong in a moment, but it is undeniably true that the world applies more scrutiny to Israel’s oppression of Palestinians than to many other horrors.
In 2023, for example, the U.N. General Assembly adopted 15 resolutions critical of Israel, and only seven resolutions critical of all other countries in the world together, by the count of one pro-Israel group. Does anyone think that represents evenhandedness?

describes as a “wave of atrocities” currently underway against children in Sudan, while the number of children displaced by recent fighting in Sudan (3 million) is greater than the entire population of Gaza. University students in America and Europe protest about Gaza but largely ignore the 700,000 children facing severe acute malnutrition in Sudan, after a civil war began there last April.
The Darfur region of Sudan two decades ago endured what is widely described as the first genocide of the 21st century. Now bands of gunmen once more are killing and raping villagers belonging to particular ethnic groups. I was seared by my reporting from Darfur during the genocide, and it staggers me that the world is ignoring another round of mass atrocities there.
Meanwhile, some of the worst mistreatment of Arabs in recent years was inflicted by Arab rulers themselves, in Syria and Yemen.
So is there a double standard in global attention? Absolutely. Defenders of Israel have every right to point all this out, and sometimes it does reflect antisemitism. Yet — now we get to the other side — it also strikes me as unconscionable to use the world’s hypocrisy, however invidious, to justify the deaths of thousands of children in Gaza.
That would be an echo of Russian whataboutism: How can you talk about our war in Ukraine when you Americans invaded Iraq and tortured people there?
It’s also true that while some university campuses may be guilty of selective outrage, that is not true of all observers. Some of the most incisive critics of Israel’s actions are from the very U.N. agencies and human rights groups whose staffs are risking their lives in the field to save lives in Sudan, Ethiopia and other countries.
In any case, there is a reason to focus on Gaza today, for it is not just one more place of pain among many contenders but, in the judgment of UNICEF, the world’s most dangerous place to be a child.
Consider that in the first 18 months of Russia’s current war in Ukraine, at least 545 children were killed. Or that in 2022, by a U.N. count, 2,985 children were killed in all wars worldwide. In contrast, in less than five months of Israel’s current war in Gaza, the health authorities there report more than 12,500 children killed.
Among them were 250 infants less than 1 year old. I can’t think of any conflict in this century that has killed babies at such a pace.
Of course Israel had the right to respond militarily to the Oct. 7 attacks. Of course Hamas leaders should give up their hostages. But none of this excuses Israel’s “indiscriminate” bombing, in the words of President Joe Biden, and restrictions on food and other assistance.
Because of America’s support for Israel’s invasion and diplomatic protection for it at the United Nations, this blood is on our hands, and that surely justifies increased scrutiny.
Yet here’s another double standard: We Americans condemn Russia, China or Venezuela for their violations of human rights, but the United States supports Israel and

protects it diplomatically even as it has engaged in what Biden has called an “over the top” military campaign.
“How can the U.S. condemn Russia’s bombing of civilians in Ukraine as a war crime but fund Netanyahu’s war machine, which has killed thousands?” Sen. Bernie Sanders asked.
So it’s fair to talk about double standards. They are real. They run in many directions, shielding Israel as well as condemning it. And in a world where we are all connected by our shared humanity, I believe we should never let our very human tangles of double standards and hypocrisies be harnessed to deflect from the tragedy unfolding today for the children of Gaza, or America’s complicity in it.

SAN JUAN – El presidente de la Asociación de Alcaldes de Puerto Rico, Luis Javier Hernández Ortiz, agradeció a la representante Gretchen Hau, presidenta de la Comisión de Transportación, Infraestructura y Obras Públicas de la Cámara, la atención al pedido de los alcaldes para investigar los señalamientos de discrimen por parte del Departamento de Transportación y Obras Públicas (DTOP).
“La legisladora ya tiene lista la Resolución de la Cámara 179, que entre otros temas, investiga el Programa ‘Cambiando Carriles’ y se le ha concedido a la secretaria Ing. Eileen Vélez Vega cinco (5) días laborables para que proporcione un desglose detallado y actualizado, a febrero de 2024, del estado actual del Programa ‘Cambiando Carriles’, que incluya, pero no se limite a un desglose detallado de todos los fondos asignados a este programa y su etapa de desarrollo, así como las fechas anticipadas de ejecución o culminación, según corresponda”, señaló el también alcalde de Villalba.
La Comisión solicita además que el DTOP informe el total de fondos disponibles y aún no utilizados para la culminación de dicho programa, así como la lista por municipio, a febrero de 2024, de las tres carreteras prioritarias identificadas con el

VIEQUES – El alcalde del municipio de Vieques, José ‘Junito’ Corcino, junto al portavoz de la delegación del Partido Nuevo Progresista en la Cámara de Representantes, Carlos ‘Johnny’ Méndez, anunciaron la apertura de una nueva rampa y tres nuevas
sillas flotantes para facilitar el acceso al mar para personas con necesidades especiales, la cual fue inaugurada en los terrenos del balneario Sun Bay.
El proyecto fue financiado por una asignación de $25,000 recomendada por Méndez, quien también representa el Distrito #36 de Río Grande, Luquillo, Fajardo, Ceiba, Vieques y Culebra.
“Este pasado fin de semana el Municipio de Vieques dio un paso adelante a favor de uno de los sectores más importantes en nuestro pueblo, las personas con necesidades especiales. Nos complace mucho anunciar la apertura de una rampa, con todo el equipo necesario, para que estos ciudadanos, tanto los viequenses como los que nos visitan de la isla grande al igual que otras partes, puedan disfrutar de nuestras playas, en este caso en el renovado balneario Sun Bay. La rampa tiene el nombre de Jorge H. Rodríguez Cruz, mejor conocido en la llamada ‘Isla Nena’ como ‘Junito el Portugués’, quien por dos décadas no pudo sentir el mar que rodea a Vieques tras sufrir un accidente que lo dejó paraplejico.
“El rostro de don ‘Junito el Portugués’, una persona muy querida en todo Vieques, cuando finalmente pudo acceder al mar que tanto ama, vale demasiado. Nuestra administración municipal se encuentra comprometida con seguir mejorando la calidad de vida de las personas con necesidades especiales”, añadió el Alcalde.
En el 2023 el municipio tomó control del balneario de Sun Bay. De acuerdo con los acuerdos de administración, entre el Municipio y el Departamento de Recursos Naturales y Ambientales, Vieques tendrá a cargo todas las operaciones administrativas, incluyendo el mantenimiento del balneario. También tendrá jurisdicción sobre el área de estacionamiento, los concesionarios actuales, las áreas de acampar y cualquier otra facilidad localizada en los predios.
Last year, the Guggenheim Museum displayed a major survey of the works of Gego, or Gertrud Goldschmidt, a German-born artist who fled to Venezuela when the Nazis took power. Living there until her death in 1994, the artist thrived, creating what New York Times art critic Holland Cotter called “some of the most radically beautiful sculpture of the second half of the 20th century.”
At the Tribeca nonprofit gallery Apexart, the exhibition “Build what we hate. Destroy what we love,” heralds the rise of a reverse diasporic culture flowing from the South American country.
Its three presenting artists, along with curator Fabiola R. Delgado, belong to the nearly 8 million Venezuelan refugees, migrants, and asylum-seekers who have left the country in the past decade, according to the United Nations refugee agency.
The 16 pieces make up what R. Delgado calls “objects of embodied memories”: textiles made of clothing collected from displaced Venezuelans; a video installation showing family photos hastily packed before fleeing the country; an anonymously published map of migrant routes, collected in neighboring Colombia.
“There are so many artists worldwide making art dealing with migration, but there isn’t a migrant art category,” R. Delgado said in a recent interview. “These three artists are developing new languages to speak about this phenomenon; they don’t show faces or carry a sensationalist focus on trauma.”
R. Delgado, a former human rights lawyer who has lived in Washington, D.C., since 2014, said that protecting “the integrity and dignity” of migrants was important to the show.
“I wanted works which were sensitive, which didn’t abuse anyone’s personality or show anything that would endanger someone’s safety, while still not hiding the realities of abandonment and grief,” she added.
This is most evident in three photographs by Ronald Pizzoferrato. The portraits were taken in Colombia, and show refugees covering their faces with items they’d carried on their journeys; a thin mattress or a jacket with the colors of the Venezuelan flag.
Though based in Switzerland since 2013, Pizzoferrato returns regularly to Venezuela and its surrounding countries, to document refugees along varying stages of displacement. A four-minute video he recorded while following migrants on the trek across the Darién Gap — a
dangerous land bridge between Colombia and Panama used to reach the United States on foot — opens the exhibition.
“I think a narrative of Venezuelan artists that is understood both inside and outside the country is finally being built through the migration,” he said in a coffee shop near the gallery. “There’s a more global reflection and, now, when I create, it’s from that double understanding. It’s one special thing emerging from all of this.”
His observation echoes R. Delgado’s choice to title the exhibition in reference to one effect of migrant double consciousness: preserving the memory of a place by leaving it. It’s a theme also present in works by Juan Diego Pérez la Cruz, who connected disparate lines from Venezuelan state anthems into lyrical collages, in search of a national spirit. His collages stemmed from a desire to explain to himself what happened to the country.
“It became clear that the two things which identify us are nature and violence,” he said in a video interview. “These themes now figure directly into new migrant stories, like of those crossing the Darién.”
Pérez la Cruz first left Venezuela in 2017, following a violent clash between protesters and the national guard at the university where he taught architecture. After a brief return, during which he was able to salvage old photo -
graphs — some featured in a video installation — he moved to Minnesota in 2019.
“I’d go out with my little film camera when I was 12 or 13, and my friends were always kind of annoyed because whatever came out was what we were left with,” he said. “Now it’s a good thing I took those, because we’re all in different countries. This is what keeps us together.”
The third artist in the show, Cassandra Mayela, who weaves together clothing collected from Venezuelan migrants, said her practice, “offers people a chance to be a part of something again, to return to a community, even if metaphorically.”
She began her project in 2021, when someone gave her a uniform from their first “on the books” job in the United States, which she then cut for use in a larger piece. But as she continued to tell the stories of migrants through their donated clothes, the outpouring of catharsis and trauma became too much, and Mayela paused the project in 2023. Then came what she called “the gut-punch.”
It appears in the exhibition as “La Carga” (“The Load”), a piece reconstructed from a backpack a friend gave her during a visit to Venezuela the previous year. The bag broke apart upon Mayela’s return to Brooklyn, where she’s lived since 2014. Bearing the colors of the Venezuelan flag, it was once distributed through
a government assistance program that was later denounced as corrupt.
“Once the crisis started, you’d see them on migrants, not students,” she said of the backpack. “It became a symbol of migration. These things we remember all become symbols.”
“I’ve interviewed about 250 people, which isn’t even 1% of the millions who have left,” she continued. “It gets heavy. The broken backpack was the sign I needed that this was material, not nostalgia.”
Her textile pieces, some of which measure up to 14 feet, and often displayed alongside interview excerpts, have brought her international attention.
With a “Little Caracas” neighborhood brewing in Queens, R. Delgado believes the exhibition has opened at an apt time.
“For those not familiar with our situation, I want it to be a point of entry, and a moment of international solidarity,” she said. “And for us, I want it to be a moment of memory and commemoration. We don’t yet have a museum to the Venezuelan migrant. This is an ephemeral monument to their transiency, to let them know they’re seen and remembered.”

Having gone big in “Dune,” his 2021 adaptation of Frank Herbert’s futuristic opus, director Denis Villeneuve has gone bigger and more far out in the follow-up. Set in the aftermath of the first movie, the sequel resumes the story boldly, delivering visions both phantasmagoric and familiar. Like Timothée Chalamet’s dashingly coifed hero — who steers monstrous sandworms over the desert like a charioteer — Villeneuve puts on a great show. The art of cinematic spectacle is alive and rocking in “Dune: Part Two,” and it’s a blast.
It’s a surprisingly nimble moonshot, even with all its gloom and doom and brutality. Big-screen enterprises, particularly those adapted from books with a huge, fiercely loyal readership, often have a ponderousness built in to every image. In some, you can feel the enormous effort it takes as filmmakers try to turn reams of pages into moving images that have commensurate life, artistry and pop on the screen. Adaptations can be especially deadly when moviemakers are too precious with the source material; they’re torpedoed by fealty.
“Dune” made it clear that Villeneuve isn’t that kind of textualist. As he did in the original, he has again taken plentiful liberties with Herbert’s behemoth (one hardcover edition runs 528 pages) to make “Part Two,” which he wrote with the returning Jon Spaihts. Characters, subplots and volumes of dialogue (interior and otherwise) have again been reduced or excised altogether. (I was sorry that great character actor Stephen McKinley Henderson, who played an eerie adviser in the first movie, didn’t make the cut here.) The story — its trajectory, protagonist and concerns — remains recognizable yet also different.
“Dune” turns on Paul Atreides (Chalamet), an aristocrat who becomes a guerrilla and crusader, and whose destiny weighs as heavily on him as any crown. In adapting “Dune,”
Villeneuve effectively cleaved Herbert’s novel in half. (Herbert wrote six “Dune” books, a series that has morphed into a multimedia franchise since his death in 1986.) The first part makes introductions and sketches in Paul’s backstory as the beloved only son of a duke, Leto (Oscar Isaac), and his concubine, Lady Jessica (Rebecca Ferguson). When it opens, the royals, on orders from the universe’s emperor, are preparing to vacate their home planet, a watery world called Caladan, to the parched planet of Arrakis, aka Dune.
The move to Arrakis goes catastrophically wrong; many members of House Atreides are murdered by their enemies, most notably the pallid, villainous House Harkonnen, and Paul’s father dies. Paul and Lady Jessica escape into the desert where — after much side-eyeing and muttering along with one of those climactic mano-a-mano duels that turn fictional boys into men — they find uneasy allies in a group of Fremen, the planet’s Indigenous population. A tribal people who have adapted to Dune’s harsh conditions with clever survival tactics, such as form-fitting suits that conserve bodily moisture, the Fremen are scattered across the planet under the emperor’s rule. Some fight to be free; many pray for a messiah.
“Part Two” opens with Paul and his mother hunkered down in the desert, hiding behind a sandy crest amid a company of Fremen warriors. Among these are Chani (Zendaya) and Stilgar (Javier Bardem), who personify the Fremen’s divergent ideas about liberation. Stilgar is a man of faith who, not long into the sequel, starts to believe that Paul is the Fremen messiah. This requires Bardem to keep repeating variations of the same true-believer line (basically, Paul is the one!), which he does with expressive, at times humorous animation. Chani, who in turn believes that a Fremen must lead them to freedom, initially views Paul with enough knitted-brow skepticism to give their inevitable romance a little frisson.
Chalamet and Zendaya make an appealing duo, and the two performers fit together with tangible ease as their characters grow close. Both actors are fun to look at, and every bit as watchable and glamorous as old-fashioned Hollywood stars (I kept wondering what product he uses to tame his curls), which is amusing but makes sense for their outsize roles. Chalamet and Zendaya tend to overwork their glowers and puppy eyes in their less chatty scenes (the desert quiet can make loose talk deadly), but together they humanize the story, giving it the necessary personal stakes and a warmth that helps balance the chilling violence.
“Dune” is finally a war story, like many contemporary screen spectacles, and it isn’t long into “Part Two” before bodies begin to fall. In the swiftly paced opener, Harkonnen soldiers, led by a bald shouter called the Beast Rabban (Dave Bautista), descend to the desert floor from their flying machines. Wearing bulky uniforms that make them seem as lumbering as oldschool deep-sea divers, the soldiers seem too ungainly to take on the Fremen, agile fighters with parkour moves and billy goat balance. Villeneuve is good at surprises, though, and he knows how to marshal contrasts — light and dark, immensity and puniness — to create interest and tension. Soon enough, the Harkonnen are rapidly jetpacking through the air, and it’s on.
“Part Two” moves with comparable dexterity despite all the weightiness, the byzantine complexities and knotty conspiracies shared among different factions. The sequel brings back a number of familiar faces, including Josh Brolin as Atreides loyalist Gurney Halleck and Stellan Skarsgard as monstrous Baron. The leader of House Harkonnen, the Baron spends much of his time killing his minions or marinating his often-bared, massively spherical body in a tub of what looks like crude oil. Rabban, his inept nephew, is soon overshadowed by the most striking addition to the “Dune” detachment, another nephew, Feyd-Rautha, a malignancy played by an unrecognizable, utterly creepy Austin Butler.
As spectrally white and seemingly hairless as his uncle, Feyd-Rautha looks like a bulked-up worm. He’s a warrior and every bit as wicked as his uncle. Yet he isn’t the usual sexed-up antihero despite the curves of Butler’s muscles and his sensual pout, and the character remains a disturbing narrative question mark. Feyd-Rautha becomes Paul’s challenger, but he also serves as a counterpart to the huge sandworms that travel beneath Arrakis’ surface and produce the planet’s invaluable natural resource, known as melange or spice. As crucial as petroleum, as addictive as smack, spice sparkles like pixie dust, alters minds, turns eyes vivid blue, but mostly, it keeps this universe running — and violently churning.
For all the challenges that Villeneuve has faced in adapting the novel to the screen none have seemed more insurmountable than remaining faithful to the complexity of Herbert’s Paul Atreides, whose power is less than triumphant. Disturbed by his mother’s ambitions and haunted by apocalyptic visions, Paul remains as unsure of his destiny as you are. Don’t expect many answers by the end of “Part Two” — as I said, Herbert wrote five additional books — although, like me, you may want to put your money on Zendaya.

The 5-year-old looked nervously at her older brothers, scanning their faces for any sign of distress as needles were swiftly stuck into their upper arms, the syringe plungers pushed in and the measles, mumps and rubella vaccine administered. Whether it was for her benefit or not, they barely flinched.
Then it was her turn. The girl, Oma Nnagbo, looked wide-eyed at the cheerful nurse who a moment later declared, “All done, very brave!”
Michael Nnagbo, 40, had brought his three children to this pop-up vaccine clinic in Wolverhampton in England’s West Midlands after receiving a notice from their school about a measles outbreak in the nearby Birmingham area.
“It’s what we have to do, and it’s important to do,” Nnagbo said. “I just want them to be safe. And it was easy, you could just walk in.”
Cases of measles, a highly contagious but easily preventable disease, have begun to crop up in clusters as the number of children getting the combined measles, mumps and rubella vaccine has declined globally. The trend worsened after the coronavirus pandemic because of a lack of access and hesitancy among some groups. The measles virus can cause serious illness and, in the most extreme cases, death.
Across Europe, measles cases rose more than 40-fold in 2023 compared with a year earlier — from less than 1,000 to more than 40,000 — according to the World Health Organization. And while much of that increase was concentrated in lower-income nations like Kazakhstan, more prosperous nations, where higher vaccination rates had long made cases of measles rare, are also experiencing worrying outbreaks.
In Britain, 650 cases of measles were confirmed between Oct. 1 and the end of February, according to the U.K. Health Security Agency, which declared a national incident in January. The rise in cases was initially driven by an outbreak in the West Midlands, but it has spread elsewhere around the country. Most of the cases in Britain are in children under 10.
Vaccine coverage has waned to precarious rates in some communities, particularly those facing the highest levels of depri-
vation. That was less the result of a surging anti-vaccine movement, experts said, than a lack of resources, lack of awareness, and some culturally driven hesitancy.
The percentage of children being immunized through the country’s routine vaccination program has fallen over the past decade across all illnesses, including whooping cough, measles, mumps and rubella, polio, meningitis and diphtheria.
England no longer has the levels of vaccine coverage recommended by the World Health Organization, which advises that more than 95% of people must have had two doses of a measles vaccine that contains weakened amounts of the virus to prevent outbreaks.
England had 84.5% measles vaccine coverage by the end of 2023, but in some areas it was far lower. London had a coverage rate of 73.1% overall, even lower than the West Midlands, where the coverage was 83.6% at the end of last year.
Jenny Harries, CEO of health security agency, said in a statement that the lower vaccine rates were linked to inequality.
“While the majority of the country is protected, there are still high numbers of children in some areas that continue to be unprotected from preventable diseases,” she said. “Unless uptake improves we will start to see the diseases that these vaccines protect against re-emerging and causing more serious illness.”
Carol Dezateux, a professor of pediatric epidemiology at Queen Mary University of London, said the current measles outbreak was “entirely predictable,” as immunizations had fallen to alarmingly low levels even before the pandemic. The causes were complex, she said, but the lockdowns and worries about exposure to the coronavirus made the problem worse.
Vaccination rates for children in England have been steadily declining over the last decade, partly because of vaccine hesitancy but also because of a lack of resources and logistical issues in the most deprived areas. It’s not just the MMR vaccine, Dezateux said, as there is evidence
of widening inequalities between wealthy and poor children across Britain in all five of the key childhood vaccinations.
“There’s a failure to think about how we can move the dial on this,” in a more coordinated way, Dezateux said, adding, “You might like to climb a high mountain, but if you’ve got no prospect of even getting up to the first base camp, you’re never going to try it, you know?”
The coverage gap has been difficult to close in some areas, Dezateux said, because so much pressure has fallen onto general practitioners in the country’s National Health Service who are already severely stretched.
Still, the cost of prevention in the form of vaccines is about 4% of the cost of an outbreak, she said, showing the need for a cohesive and coordinated plan to work toward better vaccine uptake.
“We know that where resources are brought in, then people can do more. It’s not rocket science,” Dezateux said.
Dr. Milena Marszalek, a research fellow at Queen Mary who is a general practitioner in northeast London in an area that has one of the country’s worst vaccination rates, said it was a logistical struggle to combat dropping vaccine coverage.
“There is a real problem with lack of capacity, lack of appointments,” she said. “We haven’t got the resources needed to bring the kids in for vaccination.”
Still, some things worked, she said, citing pop-up clinics and outreach with local imams to relay information about the safety of the vaccine to the large Muslim South Asian community in the area.
Melissa Abell will do anything for her family, including making the kinds of financial sacrifices that most people would not consider.
To fly her family — a small but loyal troop of one German shepherd, one Australian kelpie and three cats — from Louisville, Kentucky, to London this September, it will cost Abell countless hours of research, loads of paperwork and an estimated $4,300 just in cargo fees. To help save for it, she is cutting a range of costs, including reducing bills, eliminating meals out and forgoing certain entertainment.
Despite her efforts, Abell is worried that price tag may increase.
IAG Cargo, the cargo-handling arm of multiple airlines that Abell is using to transport her animals, recently announced it was raising its prices along some routes beginning March 1. The move is drawing ire and panic from pet owners with plans to relocate, particularly to and from Britain and the United States.
The increase, which could triple or even quadruple costs for some travelers, may force some pet owners to choose between paying higher prices to relocate their pets or leaving them behind.
“To reflect the complexities of this bespoke service and the cost of providing the very best care for pets” traveling as cargo, “we have made some amendments to our prices,” a spokesperson for IAG Cargo said in a statement Wednesday.
Details around the new pricing structures and affected routes were unclear, but some companies that work with IAG Cargo were already seeing the
effects. Kimberley Cirone, a director at Pets Abroad UK, a pet relocation company that takes care of all the requirements for customers and works with airlines, said the costs for transferring pets between Britain and the United States were increasing 400% “with no warning, no consideration, no explanation.”
Cirone, who was notified of the cost increase last week, said customers would begin feeling the squeeze on their wallets in a few weeks. Before the increases, shipping a cat or a small dog using her company’s services would cost about 1,200 British pounds, or about $1,500, Cirone said. Now that price has risen to 3,500 pounds, or about $4,400.
Owners of larger dogs will feel an even bigger pinch. To fly a Labrador now might cost 3,000 pounds, Cirone said. “With the new tariff,” she said, “you’re looking closer to 11,000 to 12,000 pounds,” or about $15,000.
Shipping live animals from one country to another is a lengthy and complex task. Because requirements can vary based on the animal, the airline and the destination, pet owners often hire shipping agents to help them navigate the process.
Owners must first decide if their animals are eligible to fly in the cabin or if they must be stowed in the hold, said Markus Ruediger, a spokesperson for the International Air Transportation Association. Pet owners are then required to compile all of the necessary customs and health certifications for the countries of departure and destination.
After landing, animals pass through customs, and owners may be required to pay taxes, depending on the destination. Some animals may also be inspected by
veterinary authorities. “The recommendation is definitely plan as early as possible,” Ruediger said. “Don’t plan to fly from New York to Europe tomorrow and take your dog without any earlier preparation, because that probably will not work.”
Back in Kentucky, Abell, 47, a student with plans to study human biology at the University of Glasgow this fall, said she received three different quotes from animal movers to transport her pets, ranging as high $10,500.

more — she estimates her total costs will be just under $8,000.
“I have little choice,” Abell said. “Either pay what they charge or pay more with an animal shipper. But it’s still expensive.” She is also worried that the $4,300 she was quoted for cargo fees from IAG Cargo will jump significantly after the price increase.
Dean Faulkner, director of Silver Birch Pet Jets, a company based in England that helps with pet transportation mostly for military personnel, questioned why IAG Cargo did not consult with pet moving agencies.
“Over the last few days, we have had so many difficult conversations with families who have already booked flights for the future, that will now see the costs go through the roof,” Faulkner said.
He said that U.S. and U.K. military personnel would suffer the most from the price increases because of the short time frame of the assignments they are given.
“For families where the costs are too expensive, their pets are at risk of being rehomed,” he said.
Despite the challenges and potential rising costs, Abell is moving full steam ahead with her move, pets and all.
Once she lands in London in September, she will make her way through customs and retrieve her animals, a process that she estimates may take up to seven hours. She’ll then drive about 400 miles from London to Glasgow, Scotland.
“To me, they’re my kids,” Abell said as her dogs barked in the background. “When I adopt and they cross my threshold, they stay with me. That’s a rule that I’ve established over countless years of having animals. I never bring in more than I can afford.”

SOBRE: EJECUCION DE HIPOTECA IN REM. ANUNCIO DE SUBASTA. El suscribiente, Alguacil del Tribunal de Primera Instancia de Puerto Rico, Sala de Vieques, a los demandados de epígrafe y al público en general hace saber que los autos y documentos del caso de epígrafe estarán de manifiesto en la Secretaría del Tribunal durante horas laborables y que venderá en pública subasta al mejor postor, en moneda de curso legal de los Estados Unidos de América en efectivo, cheque certificado, o giro postal a nombre del Alguacil del Tribunal de Primera Instancia, en mi oficina en este Tribunal el derecho que tenga la parte demandada en el inmueble que se relaciona más adelante para pagar la SENTENCIA por $133,876.56 de balance principal, el cual se compone de un primer principal por la suma de $104,986.13 y un principal diferido por la suma de $28,890.43, más los intereses sobre la suma de $104,986.13 al 5.50% anual, desde el primero de julio de 2019, hasta su completo pago, cargos por demora computados al 5% sobre cada mensualidad adeudada hasta su total y completo pago, más la suma estipulada para honorarios de abogado, pactada en la escritura de hipoteca; y cuales quiera otras sumas que por cualesquiera concepto legal se devenguen hasta el día de la subasta. Gerrit Cole said Juan Soto had the best feel for the strike zone of any player he had come across. Aaron Judge called Soto “the greatest hitter out there.” Marcus Stroman said Soto would go down as one of the greatest players in MLB history.
On the day Soto was introduced to the news media at the New York Yankees’ spring training complex in Tampa, Florida two weeks ago, he proudly wore a shirt that said, “The generational ... Juan Soto.”
The expectations for Soto and the Yankees to deliver World Series title No. 28 are extremely high, especially because their relationship might last only one year. It’s too early to speculate on what might happen next offseason. Soto said he was using this year to get to know the organization and see what playing in New York was like before deciding on his future.
The Athletic caught up with Soto to discuss his trade to New York, why he wishes he could have spent his entire career in Washington, his preferred lineup spot and more.

Q: When did getting traded become something you started thinking about?
A: I was always in touch with A.J. Preller [general manager of the San Diego Padres]. He was saying that he was just listening and wasn’t trying to make a move. I always tried to tell him to let me know if he’s going to do anything. He always tried to keep it quiet and calm. As the days go on, the conversations were getting stronger and stronger. That’s when he told me that he was looking to trade me.
Q: You started your career with the Nationals. You won a title there. Do you wish you could have spent your entire career in Washington?
A: Yeah, 100%. I never wanted to leave Washington. It was a great team. I knew everybody there, from the bottom all the way to the top. I was really comfortable, and it felt like home for me. I was happy. I had a house in Washington. I was really comfortable up there. Out of nowhere, they made that decision. They thought it was the best thing for the team. I just respected it because they were really clear with me.
Q: You’re 25. You’ve been traded twice. It’s rare to have someone of your stature move as often as you have. Has it been challenging to bounce around?
A: It’s been tough. I think the toughest part is getting to know everybody and making that place feel like home. That’s the most challeng-

ing thing about it. It is what it is. This is the business part of the game. The first time I got traded, it really hurt big time. I’ve said it before, but I cried the whole morning. After that trade, I learned that this is a business.
Q: Why were you so emotional when you got traded from Washington to San Diego?
A: That was the team that gave me a chance from when I was a little kid. They saw me when I was 15 years old. They saw me grow up. I grew through the organization. I felt the best in that organization. At the end of the day, they showed me that this is a business.
Q: Last season, you had a ton of talent in San Diego. Why do you feel like it didn’t click?
A: We tried our best. A lot of our players had a good season, like incredible seasons. We had a lot of good players. I don’t know. It just happens.
Q: Do you look back and think “What if?” You guys were rolling at the end of the season.
A: If we would’ve got into the playoff race, I think we would’ve had a chance to go all the way. It would’ve been a different vibe in the playoffs. We had the best players in the whole league. What team had more talent last year than the San Diego Padres? It was incredible. I think we would’ve had a really good shot to go all the way through the World Series.
Q: You’ve had a good season every year since you’ve been in the majors. Do you feel like hitting in front of or even behind Aaron Judge could lead to your best season yet?
A: He’s an MVP-caliber player. Who doesn’t want to hit in front of Judge? That’s the best. You’re going to get more chances to hit. You’re going to get more pitches in the strike zone. I think it’s going to be great hitting in
front of him, or even behind him.
Q: I’ve seen stories that you prefer hitting third. Do you still care?
A: Hitting third is where I’ve hit my whole career. Hitting second was new for me. I’m still learning from it. Right now, I’m learning and trying to get it clicked in. I think it’s going to be fine this year. This is going to be my second season hitting in the second hole. I think it will be better than last year because last year, it felt really uncomfortable. I had never done it. I had done it a little bit with Washington, but it didn’t feel the same. I’m getting more comfortable.
Q: When you look across the league, most of the best hitters are hitting second now. What is the difference between hitting second and third?
A: It’s a different feeling for me. I think it’s just because it’s new. If you ask me right now, I don’t care. If you asked me last year when
it was new for me, I didn’t know how it was going to be. I definitely would’ve told you I love to hit third instead of second. It was a different feeling for me. It’s just like changing a position.
Q: Your contract situation is going to be a huge storyline this season. How is that something that you don’t think about?
A: I just believe in Scott [Boras, his agent]. He’s been with me since I was a little kid and been helping me out with everything. He’s been helping me go through these kinds of things without any worry. Scotty has everything on his hands. I trust him to death. I just come here and play baseball.
Q: You’re going to get life-changing, generational money next offseason. Have you envisioned the possibility of becoming the sport’s highest-paid player?
A: As a kid, you never think about money. You always think about playing baseball. It was always my mindset. I never had a problem with money. I was thinking about playing baseball and being prepared to do my best in baseball. You’re never worried about anything.
Q: When you look around this clubhouse, do you think this team has enough to win it all?
A: You tell me. You look around at what we have. We have everything we need. We have players who have proven themselves in the big leagues already. They know what they have to do to win games. I think we’re in a good spot because we have really good young talent.
Q: There’s a massive Dominican community in the Bronx.
A: It’s going to be unbelievable. It’s going to feel like the World Baseball Classic every night.
For Red Bull’s nine rivals in Formula 1, there is a mix of hope and realism that the sport’s dominant team can be beaten this season.
Last year, Red Bull and its champion driver, Max Verstappen, rewrote the record books in defending their constructors’ and drivers’ titles.
Ahead of the new season, which started with the Bahrain Grand Prix on Saturday (where Verstappen finished first and teammate Sergio Pérez took second), Verstappen said his achievements would be “very tough to top, but it’s not our goal. It’s about trying to deliver another very competitive car.”
Since the introduction of new aerodynamic regulations in 2022, designed to help one car follow another more closely and aid overtaking, Red Bull has won 38 of 44 Grands Prix. In 2023, Verstappen set the record for most wins in a season, 19 from 22 races.
The belief among many team principals and technical directors is that under the current regulations, the limits can be pushed only so far and Red Bull will be caught.
“Inevitably, when you have a team that’s doing as well as Red Bull has done since 2022, there will be some kind of convergence on their solutions,” said Dan Fallows, the Aston Martin technical director. “We take the approach that Red Bull is absolutely beatable. That’s what we are chasing after, what we are aiming for. We are focusing on them.”
Last season, Red Bull was beaten twice, by Carlos Sainz of Ferrari in the Singapore Grand Prix, and by Oscar Piastri of McLaren in the sprint race in Qatar. Piastri’s teammate, Lando Norris, said it was possible for Red Bull and Verstappen to be beaten in a Grand Prix this year, but he has questioned whether they can lose their championships.

to want to believe in saying yes because we were very close at times last season, and at certain times we did beat them,” he said. “If the question is, Can we beat them over a season? that’s going to be the challenge, and I think that’s going to be very difficult to do with how well they’re performing.”
After improvements to the McLaren were introduced at the Grands Prix in Austria and Singapore last year, Norris scored more points than any other driver except Verstappen over the final 14 races.
Andrea Stella, the McLaren team principal, is expecting Red Bull to maintain its advantage but is hopeful that the gap can be closed.
“If we maintain the development rate we had in 2023, we can be in a strong position,” he said. “Whether that’s enough to challenge Red Bull and the other top teams, that will certainly have made good improvements, we will find out.”
Verstappen dominated last season to such an extent that his record for most points in a season, 575, was enough to win the constructors’ title on his own.
Second-place Mercedes scored 409.
Mercedes, like Ferrari, has redeveloped its car for this season. Mercedes, which won eight consecutive constructors’ cham-
pionships from 2014 to 2021 before the regulation change the following year, has introduced a new chassis and gearbox.
Toto Wolff, the Mercedes team principal, is pragmatic.
“On one hand, you need to be realistic about the odds of beating a team that is a fair chunk ahead under these regulations and who got things right over the last two seasons whilst we have not,” he said. “There are no miracles in sport.
“On the other hand, our ambition is strong. It is Red Bull and a very successful car that are the benchmark we are aiming to beat. I do not know when that will happen, we do not have any crystal ball. But we will know soon enough how far ahead they are and the task in front of us.”
Lewis Hamilton, who has won six of his record seven drivers’ championships with Mercedes, leaves the team at the end of the year for Ferrari.
Hamilton triggered a clause in his Mercedes contract that will allow him to depart a year early. He said he was fulfilling “a childhood dream” by joining Ferrari but is determined to end his career with Mercedes “on a high.”
“It would be the greatest honor to be able to help them get back to the top,” Hamilton, 39, said. “I feel the most motivated and focused I’ve ever been. I never thought, at this point in my life, that I would have hunger like I do right now.”
Hamilton will partner with Charles Leclerc at Ferrari in 2025. Leclerc, who signed a multiyear extension to his contract
during the off season, is looking to build on a strong end to last year.
“As much as 2023 was a disappointing season because we weren’t fighting for the positions we wanted to fight for, there was a very good reaction from the team,” Leclerc said. “The second part of the season was really good.
“Our goal is to start this season on the strong basis we ended last year and then to have a similar kind of progression to put Red Bull under pressure as soon as possible.”
His teammate, Sainz, who is searching for a new team for next season after losing his seat to Hamilton, said Ferrari had done everything it could to close the gap with Red Bull.
“Even though Red Bull is going to come out super strong, Ferrari is capable of closing that gap and putting ourselves in a position of fighting for more wins,” he said.
“Let’s wait until the first race to see how competitive we are, and then I’ll be able to tell you how many wins I think we can achieve this season.”
At the start of last season, Aston Martin started strongly, with Fernando Alonso finishing on the podium in six of the first eight races but failed to win.
Alonso, 42, is encouraged by the words of his technical director, Fallows, that Red Bull is beatable.
“That’s a good thing he says that,” he said. “It puts a smile on my face. We have to be optimistic at this part of the season.
“First, we have to be regularly in the points, fighting for podiums, as we were last year, and if we are in that position, it would be lovely to achieve the first victory in green for Aston Martin. Hopefully I can be behind the wheel at that moment.”
At the introduction of its car, the RB20, for this season, Red Bull unveiled different bodywork, notably to the side pods and engine cover.
“When I saw the drawings of the new car I was like, ‘Wow! That’s quite different in a way,’” Verstappen said. “They’ve not been conservative.
“What I like about the team is that we had a great package, but they took the chance to go all out and try to make it better. From what I see within the team, everyone is happy with what they achieved in the winter. There are no question marks.”
After three days of preseason testing in Bahrain last week, Sainz finished with the fastest time, but it was accepted that Verstappen and Red Bull will again be the combination to beat.
