n the framework of International Women’s Day commemorations, workers from the island Family Department rallied at the Capitol in Puerta de Tierra on Monday to demand wage justice and better employment conditions. “Today we are here representing each and every one of the administrations of the Family Department -- ADSEF, ADFAN, ASUME, ACUDEN and the Secretariat -- to demand better wages and working conditions,” said Karimir Torres Rosa, president of the Electrical Industry and Irrigation Workers Union ProSol Family Department Chapter. “At the juncture of March 8 and in view of the appointment hearings for the Family secretary, Carmen González Magaz, and Senate Resolution 92, under the slogan “we bring bread to the table help us to bring bread to ours,” we are demanding that we receive wage justice in order to improve our quality of life. Poverty has the face of a woman and in the Family Department the vast majority of us are women. There are single mothers, and elderly women over 60 who have not yet been able to retire due to the economic precariousness that retirement offers.” Torres Rosa, accompanied by male and female workers who occupy different positions in the various divisions of the Family Department, which as she said since day one of the pandemic “have worked to bring bread to thousands of Puerto Rican families,” noted that meetings have been held with different legislators to whom they have presented their claims, and who have been astonished to learn about their wages, since most were unaware of the situation. “A year ago, just before this quarantine [due to the coronavirus pandemic], we also demonstrated in front of the secretariat,” Torres Rosa said. “Today we take to the streets again and we call on the governor, the Legislature and the Family secretary-designate that justice be done for us. Today we want the country to know our precarious and unfair salary situation.” The union leader said Family Department employees are victims of institutional abuse. “On January 24, 2021 a state of emergency was declared due to gender violence, an executive order was signed indicating that ‘all violence is repudiable’ [and] establishing mechanisms to supervise, follow up and monitor, [and] creating a committee chaired

by the secretary-designate of the Family Department, Carmen González Magaz,” Torres Rosa said. “A manifestation of violence is the precariousness of our salaries. The secretary is obliged to support our demand that justice be done for us.” The average salary that the group of workers earn monthly is $1,341, which after deductions does not give them enough to survive, she said. “Family Department workers lack economic stability, which has repercussions and is manifested in many ways,” the union leader said. “We have a monthly salary of barely enough to live on. We live in precariousness, we do not qualify for benefits, exemptions. We live paying one month for water and the other for electricity, in fear that our services will be suspended. We have postponed goals such as being able to buy our home since our salary does not provide enough for us. This is institutional abuse.” Torres Rosa stressed that the Family Department should use the salaries paid to professional service employees hired to work in the Social and Family Assistance Technician program and at the Pandemic EBT Call Center as a frame of reference for doing salary justice, since those salaries exceed the earnings of department staff. “We, the workers of the Family Department, are obliged to present ourselves after emergencies and natural disasters, working in subhuman conditions that threaten our health and safety,” Torres Rosa said. “To this day, there are offices in total deterioration, waiting to be rehabilitated after the past natural events of hurricanes and earthquakes. That not only affects the worker, it also affects the people we serve. It is time for our claims to be heard and justice be done for us now.”

Health chief calls on citizens to keep using face masks ‘even if CDC says otherwise’ By PEDRO CORREA HENRY Twitter: @pete_r_correa Special to The Star

W

ith the Centers for Disease Control and Prevention (CDC) establishing that people who are already vaccinated against the coronavirus can remove their face masks among themselves in enclosed spaces, Puerto Rico Health Secretary-designate Carlos Mellado López expressed concern over the recent guidelines on Monday and urged citizens to continue practicing safety measures to prevent COVID-19 from spreading. During a press conference at the agency’s headquarters to provide an update on the island government’s vaccination campaigns, Mellado López said that even if the federal agency advises otherwise, the guidelines could be seen as “a subterfuge or an inducement” to refrain from what has been established as a valid health safety measure. Thus the Health secretary-designate said citizens who have received COVID-19 shots should continue using their face masks “to protect those who have been unable to receive the vaccine.” “My concern is that it can be confusing. I don’t have a tattoo that says I’m vaccinated.

People don’t know if I’m vaccinated,” Mellado López said. “With all due respect to the CDC, it could generate a false sense of safety in the public when everyone has been told that, even though you are vaccinated, you must use the mask.” “I can be vaccinated and not have a reaction in me, but I can be a vector and maybe pass it on to a person who is not vaccinated,” he added. “From that point of view, it does cause me concern, but everything in life is to educate. If you ask me if I would take off my mask, the answer is no.” Regarding the vaccination process, Mellado López announced that, as of Monday, 900,000 doses had been distributed and 567,813 doses had been registered. As for “ultra-frozen live doses,” he said 80,000 are ready to be distributed. “The difference in the numbers [between distributed and registered vaccines] stems from more than 100,000 doses distributed to the Retail Pharmacy Program that does not exactly report to us, as they report to the CDC,” he said. As of Monday, around 188,427 people in Puerto Rico who are 65 years of age or older had been vaccinated against the coronavirus. Of that number, 5,133 are from elderly care centers, 4,747 are bedridden patients, 66,380

are enrolled in long-term care facilities, 2,745 have intellectual disabilities, 94,008 belong to both the public and private education system, and 19,025 are from correctional facilities. As for distributed vaccines, 69,400 Pfizer doses have been distributed, and 9,324 first shots and 12,497 booster shots have been received. In addition, 34,200 Moderna doses have been distributed to the island and 13,200 shots will be delivered among 16 vaccine providers, and 28,000 Johnson & Johnson shots have been allocated and 12,800 doses have been received. Puerto Rico National Guard Adj. Gen. José Reyes announced meanwhile that 100% of the eligible population in Vieques and Culebra will be inoculated against COVID-19. “We are more than hopeful that these would become the first two municipalities that will be able to reach that 70-80 percent of vaccinations to reach herd immunity,” Reyes said, adding that the vaccine campaign began yesterday and is expected to conclude Friday. ‘No major changes’ anticipated for next COVID-19 emergency decree Earlier Monday, when asked about the next executive order to control the coronavirus emergency amid recent crowding issues, Gov. Pedro Pierluisi Urrutia said there won’t be major changes in the next executive order.

However, he urged citizens to keep their guard up until they get their coronavirus vaccinations. “Be patient,” the governor said. “I am asking the people in general not to claim victory, not to lower their guard. We have to continue protecting ourselves.” When asked again if there will be greater restrictions, Pierluisi said “the new order will be looking to avoid crowding.” “I am not ready to allow large-scale gatherings. The restrictions on occupancy in commercial establishments will continue to be in effect,” he said. “There may be a change, but it will remain in force. I will be watching to see that enclosed places are not crowded with people. It cannot happen.”

ov. Pedro Pierluisi Urrutia announced Monday that owners of small and midsize businesses are still on time to apply to two financial aid programs that use Community Development Block Grants-Disaster Relief (CDBG-DR) funds and whose purpose is “to promote economic growth.” During a press conference at La Fortaleza after a meeting with the Social Welfare Task Force, Pierluisi said the Economic Development Bank, which is under the Puerto Rico Housing Department, has $225 million remaining in the program to finance small and medium-sized enterprises that were affected by hurricanes Irma and Maria. The governor said enterprises could obtain up to $50,000 in direct subsidies and, currently, around $17 million has been obligated for 300 small businesses. Pierluisi said candidates have until April 3 to file a request with the financing program. “I want to bring to the attention of the people the efforts that the [designated] secretary of Housing [William Rodrí-

guez Rodríguez] has been making to ensure that mayors have access to this program, particularly to revitalize their urban centers, because the revitalization of urban centers is also of great help to all commerce in Puerto Rico and that economic activity we all wish for,” Pierluisi said. “I am sure this program would be of great help for either enterprises or microenterprises to increase the job opportunities that could be provided for the people.” Meanwhile, the governor said the second financial aid resource, the Economic Development Investment Program, has around $800 million to provide “loans with low-interest

ratings, long-term payments” that could go up to $50 million to “cover commercial development, mixed uses, and infrastructure expenses.” “This program is focused on promoting economic revitalization in all of Puerto Rico,” Pierluisi said. “Once again, I am urging people, businesses and industries of all kinds to take advantage of these investment programs that the Housing Department has under CDBG-DR.” The governor said business owners must submit a general description of the project they intend to start, its preliminary budget, and other required information to the agency. The Housing Department will allocate the amount of the loan “after it analyzes the spectrum of proposals that are eligible to be awarded these incentives.” Rodríguez said the department’s CDBG-DR division would be working along with the Department of Economic Development and Commerce and the Reconstruction Council, established in Executive Order-2021-011, to “evaluate every project to conduct well-planned economic development considering the different aid programs available in Puerto Rico.” The island Housing secretary-designate added that it is preferable to submit projects that “are ready to begin working and only require funding to take action.” He said those interested can access www.cdbg-dr.pr.gov for more information and have until April 5 to file a request.

As PREPA workers protest LUMA contract, governor sees no reason to delay private operator’s T&D takeover By THE STAR STAFF

A

s the Puerto Rico Electric Power Authority (PREPA) gets ready for a one-year work stoppage to protest the LUMA Energy contract, Gov. Pedro Pierluisi Urrutia said Monday that he sees no reason to delay the date when the private operator is slated to take control of the power utility’s transmission and distribution (T&D) system. LUMA Energy was hired last summer to manage PREPA’s T&D, customer service and billing. The contract is currently in the front-end transition period but on June 1, the consortium will take full control of PREPA’s T&D. On Friday, at a hearing in the island Legislature, it was revealed that two PREPA board members asked

the governor to postpone the implementation of the contract because June 1 coincides with hurricane season and the utility has no employees. Pierluisi said he has a steering committee, headed by designated Secretary of State Larry Seilhamer, that is overseeing the contract and will eventually provide him with a report. “If there is a need to delay the contract, they

will let me know, but that decision has not been taken and I don’t think there is a need,” he said. In a separate press conference, Public-Private Partnerships Authority (P3A) Executive Director Fermín Fontanés Gómez said the P3A has not been asked to amend the LUMA Energy contract. PREPA’s unionized workers will hold a protest today at the Legislature against the LUMA Energy contract. The island House of Representatives is slated to vote on a report that would refer Edison Avilés, the head of the Puerto Rico Energy Bureau, to the Government Ethics Office for his role in the approval of the LUMA contract. PREPA’s director of transmission and distribution, José Sepúlveda Aponte, said “the

supervisors of the different technical offices, together with the management personnel of the public corporation, will deal with any situation that may arise during the hours of the strike.” PREPA Client Service Director Noriette Figueroa Meléndez said the utility’s commercial offices “will open for regular hours to serve clients who have a prior appointment as assigned by turnospr.com, following our health protocols.” The official noted that PREPA customers can receive services and pay their bills 24 hours a day, seven days a week, through www.aeepr. com and the Customer Service Center 787-5213434. She also emphasized that consumers can make payments using the automated line 787-521-2121.

P3 Authority announces two proposed public-private partnerships By THE STAR STAFF

P

ublic-Private Partnerships (P3) Authority Director Fermín Fontanés Gómez announced two new P3 projects on Monday. The first project calls for a contract with a private entity to manage the island’s regional airports and the second would help modernize and optimize the Treasury Department’s tax collection processes, taxpayer services and the call center. The goal of the latter project is to provide the Treasury Department with robust procedures and capacities in collections, taxpayer orientation and service channels, as well as enable the agency to increase collections and generate efficiencies and savings. The strengthening of collections would have a special emphasis on delinquent accounts and difficult-to-collect segments, among other functions. Fontanés said the Treasury P3 would represent important benefits in the public interest, as 1) it would allow the modernizing of Treasury Department processes and capacities in an accelerated manner; 2) it would strengthen education for taxpayers and Treasury personnel; 3) it would consistently and permanently increase the collections of theTreasury Department, which in turn would strengthen the fiscal condition of Puerto Rico; and 4) it would improve the provision of services by the government to citizens. A study is being conducted to determine the feasibility of the Treasury P3. Meanwhile, the concession for the island’s eight regional airports, located in Aguadilla, Arecibo, Ceiba, Culebra, Humacao, Mayagüez, Ponce and San Juan (Isla Grande), seeks to increase their operational and maintenance efficiency, and the monetization of the Regional Airport Network to optimize their

use and commercial performance, Fontanés said. As part of the project evaluation process, the feasibility of grouping the airports by region is being analyzed as an alternative that would involve granting more than one P3 agreement. The P3 agreement (or agreements) for the airports represents an opportunity for economic growth through different regions in Puerto Rico, Fontanés noted. By maximizing the particular attributes of each airport, and by increasing air traffic and activities related to the operations and services they provide, the objective of having a favorable impact on the regions where they are located would be achieved, he said. The ideas for the new P3s came after government agencies in January were given until March to make new proposals for P3s. “For the P3 [Authority] it is essential to continue identifying opportunities for transformation that translate into benefits for citizens and for Puerto Rico,” Fontanés said. “The public-private partnership mechanism is an effective and proven one. Not only does it have a positive impact on the provision of public goods and services to citizens, but it also has favorable implications for the development, construction and maintenance of the island’s infrastructure.” In 2020, the P3 Authority brokered public-private partnership agreements for the transformation of the transmission and distribution (T&D) system of the Puerto Rico Electric Power Authority (PREPA), and the transformation of the ferry service of the Maritime Transportation Authority (ATM by its Spanish initials). The agreement for the transformation of PREPA’s T&D system was awarded to LUMA Energy in June 2020 as a result of an 18-month bidding process. Under an operation and maintenance (O&M) structure and for a term of 15 years, the project is currently in the transition phase, which is expected to culminate in June.

P3 Authority Director Fermín Fontanés Gómez Fontanés emphasized that “the agreement between LUMA, PREPA and the P3 Authority seeks to execute the public policy for the transformation of the electric power system, by express provision of the Law to Transform the Puerto Rico Electric System (Law 120).” “This agreement also complies with the mandate of the Puerto Rico Energy Public Policy Act (Law 17), which specifically provided for the function of operating the electric power transmission and distribution system to be transferred to the private sector through an alliance agreement,” he said. Likewise, another significant P3 agreement was granted last October to HMS Ferries for the operation and maintenance of the ATM and municipal islands assets, for a term of 23 years. The selection of HMS Ferries was the result of a bidding process lasting more than 27 months with the purpose of optimizing the operation of the ferry service offered by the ATM to residents of Puerto Rico, especially residents of the offshore island municipalities of Vieques and Culebra.

oriel Pagán Crespo, executive president of the Puerto Rico Aqueduct and Sewer Authority (PRASA), said Monday in a radio interview that “at this time” there is no need for water rationing, despite the fact that some areas of Puerto Rico are experiencing a drought. “At this time, with the adjustments we have made proactively, we have been able to handle the situation,” Pagán Crespo said in an interview on Radio Isla 1320 AM with journalist Julio Rivera Saniel. “At this time we do not anticipate an operational adjustment plan.” “The Carraízo reservoir is at an overflow level. The La Plata reservoir is at a safe level. We only have the Toa Vaca reservoir at the observation level, but we believe that we should not have any inconvenience. And the Guajataca reservoir is at the observation level,” Pagán Crespo said. “What we need is

greater observation, since as we have seen -- specifically in the report of the Drought Monitor in recent weeks -- drought this year, contrary to last year, which was mostly concentrated in the eastern area, this year it is in the northern area, in the

municipalities of Arecibo, Manatí and Aguadilla. Basically the drought is concentrated in this area so far and then we are observing the behavior of the Guajataca reservoir. We have already made some adjustments without affecting customers.”

PRASA waits for FEMA to schedule Carraízo, La Plata dredging

P

uerto Rico Aqueduct and Sewer Authority (PRASA) Executive President Doriel Pagán Crespo said Monday in a radio interview that the utility is waiting for the Federal Emergency Management Agency (FEMA) to schedule a time for dredging the Carraízo and La Plata reservoirs. Pagán Crespo said the federal government has approved $3.7 billion for dredging. “As soon as they [FEMA] assigned the funds to us, as quickly as in a week we were already submitting the three projects,” she said. The head of PRASA said the authority hired a company that will conduct engineering studies and evaluate the most costeffective options for dredging and controlling sedimentation in the reservoirs.

Fully vaccinated people can have small gatherings indoors, CDC says By RONI CARIN RABIN

T

he Centers for Disease Control and Prevention on Monday issued longawaited guidance to Americans fully vaccinated against COVID-19, freeing them to take some liberties that the unvaccinated should not, including gathering indoors with others who are fully vaccinated without precautions while still adhering to masking and distancing in public spaces. The agency offered good news to grandparents who have refrained from seeing children and grandchildren for the past year, saying that fully vaccinated people may visit indoors with unvaccinated people from a single household so long as no one among the unvaccinated is at risk for severe disease if infected with the coronavirus. That means fully vaccinated grandparents may visit unvaccinated healthy adult children and healthy grandchildren without masks or physical distancing. But the visit should be limited to one household: If the adult children’s unvaccinated neighbors drop by, the visit should move outdoors and everyone should wear masks and distance. The recommendations arrived as state officials move to reopen businesses and schools amid a drop in virus cases and deaths. Federal health officials repeatedly have warned against loosening restrictions too quickly, including lifting mask mandates, fearing that the moves may set the stage for a fourth surge of infections and deaths. The new advice is couched in caveats and leaves room for amendments as new data become available. The agency did not rule out the possibility that fully vaccinated individuals might develop asymptomatic infections and spread the virus inadvertently to others, and urged those who are vaccinated to continue practicing certain precautions. Agency officials encouraged people to get vaccinated with the first vaccine available to them, to help bring the pandemic to a close and resume normal life. The agency emphasized that vaccines are highly effective at preventing “serious COVID-19 illness, hospitalization and death,” and said its guidance “represents a first step toward returning to everyday activities in or communities.” “We know that people want to get vaccinated so they can get back to doing the things they enjoy with the people they love,” said Dr. Rochelle P. Walensky, CDC

director. “There are some activities that fully vaccinated people can begin to resume now in the privacy of their own homes.” Still, she added, “Everyone, including those who are vaccinated, should continue with all mitigation strategies when in public settings.” Many more Americans will need to be fully vaccinated before mitigation measures can be suspended, she and other officials said, as the majority of Americans have yet to get the vaccine. As of Sunday, about 58.9 million people have received at least one dose of a COVID-19 vaccine, including about 30.7 million people who have been fully vaccinated, according to the CDC. Providers are administering about 2.16 million doses per day on average. The CDC’s advice is aimed at Americans who are fully vaccinated, meaning those for whom at least two weeks have passed since they received the second dose of a two-dose vaccine series of Pfizer-BioNTech or Moderna vaccine, and those for whom at least two weeks have passed since receiving a single dose of the Johnson and Johnson single-dose vaccine. What is safe for newly vaccinated Americans and their unvaccinated neighbors and family members has been uncertain in large part because scientists do not yet understand whether and how often immunized people may still transmit the virus. If so, then masking and other precautions are still be needed in certain settings to contain the virus, researchers have said. There is also uncertainty about how well vaccines protect against emerging variants of the virus and how long the vaccine protection lasts. The CDC said Monday that “a growing body of evidence” suggests that people who are fully vaccinated are less likely to have asymptomatic infections and “potentially less likely to transmit the virus that causes COVID-19 to other people.” Still, the agency did not rule out the possibility that they could inadvertently transmit the virus. Given the current state of research, the CDC advised: — Fully vaccinated Americans may gather indoors in private homes with one another in small groups without masks or distancing. Vaccinated people may gather in a private residence with unvaccinated people from a single household who are at

low risk for developing severe disease if they contract the coronavirus, also without masks or distancing. — Vaccinated Americans need not quarantine or get tested if they have a known exposure to the virus, as long as they do not develop symptoms of infection. If they do develop symptoms, they must isolate themselves, get tested and speak with their doctor. — In public, vaccinated people must continue to wear masks and maintain social distance, and take other precautions, such as avoiding poorly ventilated spaces, covering coughs and sneezes, washing hands often and following any other protocols that are in place.

— Vaccinated people should continue to avoid large and medium gatherings, although the agency did not specify the gathering size with numbers. The agency did not revise its travel recommendations, continuing to advise that all Americans refrain from travel unless necessary. The advice is not legally binding, but the agency’s recommendations are usually followed by state public health officials. The recommendations seem likely to incentivize vaccination for many hesitant Americans by promising modest liberties after months of restrictions.

I

n a potentially crippling defection in Gov. Andrew Cuomo’s efforts to maintain control amid a sexual harassment scandal, the powerful Democratic leader of the New York state Senate declared on Sunday that the governor should resign “for the good of the state.” The stinging rebuke from the Senate leader, Andrea Stewart-Cousins — along with a similar sentiment from the Assembly speaker, Carl Heastie, who questioned the “governor’s ability to continue to lead this state” — suggested that Cuomo, a third-term Democrat, had lost his party’s support in the State Capitol, and cast doubt on his ability to withstand the political fallout. Once hailed as a pandemic hero and potential presidential contender, the governor has seen his political future spiral downward over eight perilous days in the wake of a New York Times report about Charlotte Bennett, a former aide to Cuomo. In a series of interviews with The Times, Bennett, 25, said that Cuomo, 63, had asked her invasive personal questions last spring about her sex life, including whether she had slept with older men, and whether she thought age made a difference in relationships. Bennett is one of five women who have come forward in recent days with allegations of sexual harassment or inappropriate behavior against Cuomo, with one predating his tenure as governor. Cuomo, however, was adamantly resisting calls for his resignation, arguing he was elected by the people, not “by politicians.” “I’m not going to resign because of allegations,” the governor said, calling the notion “anti-democratic,” and a violation of the due process clause of the Constitution. “There is no way I resign.” The governor’s statements on Sunday afternoon came not long after Stewart-Cousins had informed Cuomo in a phone call that she was about to call for him to step down, according to a person with knowledge of the conversation; the governor then quickly convened his own news conference to preempt her announcement. He told reporters that his remarks were directed at “some legislators who suggest that I resign.” Undeterred, Stewart-Cousins fired back, releasing her statement not long after Cuomo concluded his news conference.

Mr. Cuomo took issue with a recent allegation of untoward behavior, suggesting that the accuser had been a “longtime political adversary.” “We need to govern without daily distraction,” said Stewart-Cousins, citing the allegations of sexual harassment and a “toxic work environment,” and his handling of the state’s nursing homes during the pandemic. “Gov. Cuomo must resign.” Stewart-Cousins is the most prominent New York state official to call for Cuomo’s resignation, and her statement carries significance: Her Senate would be the jury for any impeachment trial of the governor, if such an action were passed by the Assembly. It also carries symbolic weight: In 2008, when Gov. Eliot Spitzer resigned during a prostitution scandal, his decision was partially precipitated by a loss of support from Albany’s legislative leaders. Heastie did not call for Cuomo to resign, but suggested that it was time for him “to seriously consider whether he can effectively meet the needs of the people of New York.” The steady drumbeat of allegations — including a pair published on Saturday night by The Washington Post and The Wall Street Journal — pushed Stewart-Cousins to take the remarkable step of calling for Cuomo’s resignation. Late last week, in a conference with Democratic lawmakers, she said that her standard was that if any more accusations emerged, she would move forward, according to a person familiar with the discussions. She also felt a special obligation, the

person said, as the only woman among the state’s top leadership, which includes Cuomo and Heastie. Her fellow Democratic senators backed her on calling for resignation. The governor on Sunday reiterated his message to New Yorkers that they should withhold judgment until an inquiry overseen by the state attorney general, Letitia James, could examine the allegations, a process that could stretch on for months. Cuomo also suggested some of the claims lacked credibility, taking particular issue on Sunday with an account in The Post concerning Karen Hinton, a former aide who was working as a paid consultant for Cuomo when he was U.S. secretary for Housing and Urban Development. Hinton told The Post that in 2000, Cuomo summoned her to a hotel room and gave her an unsolicited “intimate embrace.” She said he attempted another, which she said she resisted. Cuomo rejected this account as a lie. “Every woman has a right to come forward. That’s true. But the truth also matters. What she said is not true,” Cuomo said of Hinton. “She has been a longtime political adversary of mine.” On Sunday, Hinton said in a statement to The Times that “truth is the ‘longtime adversary’ that Cuomo fears the most.” “Trump may be gone, but Cuomo has stepped right into his shoes by blaming the abused for his own abusive behavior,” she added.

But the scrutiny over Cuomo’s behavior — and a separate firestorm over his top aides concealing data on nursing home deaths in the pandemic — has already altered the balance of power in New York, loosening Cuomo’s once firm grip on state governance. On Friday, the Democratic-dominated Legislature voted to curtail the sweeping emergency power it granted Cuomo at the start of the pandemic last spring; a day later, The Times Union of Albany, the capital’s most influential newspaper, called on Cuomo to resign over his handling of nursing homes. Cuomo said he would sign the Legislature’s measure limiting his own powers. Lawmakers will now have the ability to review and comment on any changes to pandemic guidance — such as his decision, which he announced on Sunday, to increase restaurant capacity outside of New York City to 75%. The second account that emerged on Saturday night came from Ana Liss, a former aide who told The Wall Street Journal that the governor had made her uncomfortable by asking her questions about her romantic life and kissing her on the hand. On Sunday, Liss said on Twitter she shared her story because she believed it “may help bolster those shared by other women.” “This is just ‘how things are’ for women in Albany, in politics, in any high-pressure workplace,” she wrote. “I think we deserve better.” Cuomo said that exchange was consistent with his general comportment with his staff — an explanation that he has used when asked about the accounts of his questionable behavior with the women who have come forward in recent days. “I say to people in the office, ‘How are you doing? How’s everything? Are you going out? Are you dating?’” Cuomo said when asked of Liss’ accusations. “That’s my way of doing friendly banter.” Bennett said the governor had complained to her of being lonely and wanting a girlfriend in Albany, and said he “was fine” with being involved with women in their 20s, statements she took as clear indications of a sexual overture. “I understood that the governor wanted to sleep with me,” Bennett told The Times. “And felt horribly uncomfortable and scared.” Cuomo did not deny asking personal questions of Bennett and others, but has tried, repeatedly, to argue that he was not making advances, and that some of his statements may have been misconstrued.

These YMCA camps served children for 100 years. Now they are shut. By DANIEL E. SLOTNIK

J

uan Escobar was 12 and skinny when he first went to a YMCA summer camp. He weighed only 65 pounds, often did not get enough to eat and had chronic asthma. For much of his childhood, he lived with his mother and grandmother in a public-housing complex in the South Bronx, where, he said, he was in constant fear of robbers and bullies. But at the camp, in upstate New York, “I didn’t have to worry about dodging bullets,’’ Escobar, 29, said. Instead, he was surrounded by trees. Wholesome food and fresh air improved his health, he said, and the welcoming environment helped him gain confidence and relate to people from different backgrounds. The YMCA gave him financial aid so he could afford to attend the camp, which he did throughout his teenage years before becoming a counselor. He is now a police officer in the Bronx. Since 1918, the three summer camps run by the YMCA of Greater New York have offered a change of scenery for generations of children, many of them Black and Latino and from families that could not otherwise afford to provide them a summer in the country. That was before the pandemic, which forced the camps to shut down last year and decimated the YMCA’s finances. Now, the organization is closing the camps for good and has put the grounds up for sale. The move came as a surprise to members of the camps’ Board of Managers, an advisory group that works with the YMCA Board members said they had not been consulted about the planned sale. “Our hope and expectation was that as an active and dedicated group of volunteers that we would have garnered some respect,” said Emily Van Ingen, 51, deputy director of a nonprofit group in the East New York section of Brooklyn, and a member of the board. YMCA officials declined to comment on board members’ complaints about not being notified of the decision to sell the camps. A sale would allow the YMCA to cut costs while bringing in money that is desperately needed after a dismal year that left many of its most lucrative services, including gyms, either closed or severely limited because of the virus, said Ronnie Tucker, a YMCA spokeswoman. The organization has laid off nearly 2,000 employees, or more than half its workforce, and faced a $100 million budget shortfall last year, Tucker said. Closing the camps, Tucker said, had been “a very painful and very, very difficult decision for our organization.” Escobar said he had hoped to send his son, who is 6 months old, to a YMCA camp one day. “I’m so sad and angry that this is happening,” he said “This is my home.” The three camps cover more than 1,000 wooded acres in Huguenot, New York, about 60 miles northwest of New York City. In 2019, the last summer they were

open, 60% of the campers were from the city and over 70% were children of color. In a typical summer, about 1,200 children from 7 to 16 have attended the camps, with roughly a third receiving some financial assistance, YMCA officials said. “I view this as a civil rights issue,” John Block, 69, a documentary filmmaker who was a counselor and a former member of the Board of Managers, said in an email. “The camp closing is yet another example of the poor minority community taking an especially hard hit.” Sleepaway camps across the United States experienced financial losses last year after government regulations prompted by the pandemic mostly kept them closed. Rules vary by state this year, but many camps will be allowed to reopen with social distancing guidelines in place. Gov. Andrew Cuomo of New York has indicated that camps in the state will be able to open this year, but he has not provided clear guidelines for how they will do so yet. “It’s a fragile situation,” said Tom Rosenberg, president and CEO of the American Camp Association, an industry group. “Camps are doing everything they can.” The YMCA of Greater New York said it hoped to sell the upstate camps for around $5 million. It declined to disclose other details about a potential sale or to comment on whether it would sell only to a buyer who pledged to keep the properties as summer camps. To campers, their families and a vast network of alumni, the camps’ looming shutdown came as an

unexpected blow. “The idea of selling this camp that’s been with us for 102 years, at a time when New York City children absolutely need it the most, is disappointing beyond words,” said Monica Bermiss, 48, an assistant middle school principal, former camper and a Board of Managers member. After learning that the camps were for sale, some former campers and counselors have been trying to raise enough money to buy the properties, while acknowledging that it was unlikely they would succeed. Tucker, the YMCA spokeswoman, said it had become too costly to maintain the camps and their grounds, which include three lakes, horse stables, ropes courses, a wood shop and an inflatable floating obstacle course. As for the organization’s 22 branches in the city, member services, like pools, had only reopened in the 10 that serve the largest number of members, Tucker said. Membership at those 10 branches has plunged about 40% since the pandemic started. YMCAs across the country are facing similar hardship, said Paul McEntire, YMCA of the USA’s chief operations officer. “Last spring, all Ys had to close down for some period of time, which meant billions of dollars of lost membership and programmatic revenue,’’ he said in an email, adding, “Some have had to make the very difficult decision to close or sell branches or camps.”

Rescue package includes $86 billion bailout for failing pensions

T

ucked inside the $1.9 trillion stimulus bill that cleared the Senate on Saturday is an $86 billion aid package that has nothing to do with the pandemic. Rather, the $86 billion is a taxpayer bailout for about 185 union pension plans that are so close to collapse that without the rescue, more than 1 million retired truck drivers, retail clerks, builders and others could be forced to forgo retirement income. The bailout targets multiemployer pension plans, which bring groups of companies together with a union to provide guaranteed benefits. All told, about 1,400 of the plans cover about 10.7 million active and retired workers, often in fields like construction or entertainment where the workers move from job to job. As the workforce ages, an alarming number of the plans are running out of money. The trend predated the pandemic and is a result of fading unions, serial bankruptcies and the misplaced hope that investment income would foot most of the bill so that employers and workers wouldn’t have to. Both the House and Senate stimulus measures would give the weakest plans enough money to pay hundreds of thou-

sands of retirees — a number that will grow in the future — their full pensions for the next 30 years. The provision does not require the plans to pay back the bailout, freeze accruals or to end the practices that led to their current distress, which means their troubles could recur. Nor does it explain what will happen when the taxpayer money runs out 30 years from now. Sen. Sherrod Brown, D-Ohio, who has been leading the charge to rescue the ailing pension plans, said that including the provision in the relief bill is a “really big deal” for both the retirees who depend on the money and the employers now being crushed by promises they cannot afford to keep. “It goes back to the fact that these workers didn’t do anything wrong,” Brown said in an interview Thursday. “They have earned these pensions.” He added that the pandemic had worsened the crisis facing the plans. The measure has received criticism, with some experts calling it a Band-Aid. “Imagine that you have a collegeaged kid who runs up $1,500 in credit card debt,” said James P. Naughton, an actuary now teaching at the University of Virginia’s Darden School of Business. “If you give him $1,500 dollars and you don’t do anything else, the odds that the problem is going to

get fixed are pretty low.” At the same time, Republicans assailed it as a union handout masquerading as pandemic relief. They have tried to turn the provision, which would benefit only union workers and retirees, into a political liability for Democrats. “Just to show you how bad this bill is, there’s more money in this to bail out union pension funds than all the money combined for vaccine distribution and testing,” Sen. Bill Hagerty, R-Tenn., said last week. On Friday, Sen. Chuck Grassley, RIowa, introduced his own legislative proposal for the failing pension plans, which he said would bring structural reforms to make them solvent over the long term. He called the measure put forth by Democrats “a blank check” and tried to have it sent back to the Senate Finance Committee for retooling. “Not only is their plan totally unrelated to the pandemic, but it also does nothing to address the root cause of the problem,” Grassley said in a statement. His motion failed in a vote of 50-49. Using taxpayer dollars to bail out pension plans is almost unheard-of. Previous proposals to rescue the dying multiemployer plans called for the Treasury to make them 30-year loans, not send them no-strings-attached cash. Other efforts have called for the plans to cut some people’s benefits to conserve their dwindling money — such as widow’s pensions, early retirement subsidies and pensions promised by companies that subsequently left their pools. The federal government does provide a backstop for certain failing pension plans through the Pension Benefit Guaranty Corp., which acts like an insurer and makes companies pay premiums, but does not get taxpayer dollars. Currently, the pension agency has separate insurance programs for singleemployer and multiemployer pensions. The single-employer program is in good shape, but the multiemployer program is fragile. As of 2017, the country’s 1,400 or so multiemployer pension plans had a total shortfall of $673 billion. The grants are intended to pay the retirees their full pensions, a much better deal than the pension agency’s regular multiemployer pension insurance, which is limited

by statute to $12,870 per year. Many retirees in the soon-to-be rescued plans have earned pensions greater than that. The taxpayer money will also be used to restore any pensions that were cut in a 2014 initiative that tried to revive troubled plans by trimming certain people’s pensions. The stimulus bills — there is a House version and a Senate version that have minor differences — call for the affected retirees to get whatever money was withheld over the past six years. The legislation requires the troubled plans to keep their grant money in investment-grade bonds, and bars them from commingling it with their other resources. But beyond that, the bill would not change the funds’ investment strategies, which are widely seen as a cause of their trouble. For decades, multiemployer pensions were said to be safe because the participating companies all backstopped each other. If one company went under, the others had to cover the orphaned retirees. Because they were considered so safe, multiemployer pensions never got much oversight. While companies that run their pension plans solo must follow strict federal funding rules, multiemployer plans do not have to. Instead, the companies and unions hammer out their own funding rules in collective bargaining. Both sides want to keep the contributions low — the employers to reduce labor costs, and the unions to free up more money for current wages. As a result, many of the plans have gone for years promising benefits without setting aside enough money to pay for them. In hopes of making up for the low contributions, the plans often invest unduly aggressively for their workers’ advancing age. In bear markets they lose a lot of money, and they can’t ask the employers to chip in more because the employers are often struggling themselves. The new legislation does nothing to change that dynamic. “These plans are uniquely unable to raise their contributions,” said Naughton, whose clients included multiemployer plans when he was a practicing actuary. “When things go well, the participants get the benefits. If things go badly, they turn to the government to make it work.”

S&P 500, Dow advance as stimulus bill gets Senate nod

T

he S&P 500 and Nasdaq indexes came under pressure on Monday as climbing Treasury yields and prospects of rising inflation triggered valuation concerns, hitting shares of high-flying growth companies. Federal Reserve Chair Jerome Powell is scheduled to speak before the Senate Banking Committee on Tuesday, and investors are expected to look for any potential changes to the central bank’s dovish outlook in recent months. Shares of Apple Inc, Microsoft Corp, Facebook Inc, Alphabet Inc, Tesla Inc, Netflix Inc and Amazon.com Inc resumed their slide from the previous week, falling between 0.7% and 5%. A largely upbeat fourth-quarter earnings had powered Wall Street’s main indexes to record highs earlier last week, but the rally lost steam on fears of a potential snag in countrywide inoculation efforts and inflation concerns rising from a raft of stimulus measures. “There’s little new money going into the market. It is like everyone has bought in and, at some point, there’s an exhaustion of buyers and the market tends to come down a little bit,” said David Keller, chief market strategist at StockCharts.com. “The market is recognizing the general euphoric sentiment conditions that we’ve had.” The benchmark 10-year yield was little changed on Monday but had been as high as 1.394% overnight, the highest since Feb 2020. The S&P 500 was down 21.41 points, or 0.55%, at 3,885.30, on track for a five-day losing, its worst in one year. Value stocks have outperformed growth shares in February, with investors betting on a rebound in industrial activity and a pick up in consumer demand as countries roll out vaccines to tame the pandemic. The S&P 500 industrials and financial sector rose 1.0% each, while energy stocks surged 4.3% on higher oil prices. At 12:04 p.m. ET, the Nasdaq Composite was down 234.03 points, or 1.69%, at 13,640.44, while the Dow Jones Industrial Average was up 29.43 points, or 0.09%, at 31,523.75, with Walt Disney Co boosting the bluechip index. Discovery Inc jumped 9.2% after the media company said it was expecting 12 million global paid streaming subscribers by the end of February, as coronavirus-led restrictions kept people at home. Kohl’s Corp gained 9.4% after a group of activist investors nominated nine directors to the department store chain’s board. Principal Financial Group Inc added 8.9% after a media report that activist investor Elliott Management Corp had taken a stake in the life insurance company and planned to push for changes.

In Nepal and across the world, child marriage is rising

S

apana dreamed of becoming a government official. Each night, in her hut along a bumpy dirt road, the 17-year-old lit a single solar-powered bulb dangling from the ceiling and hit the books, plotting out a future much different than her mother’s. But as the coronavirus crept across Nepal, closing the schools, Sapana lost focus. Stuck in her village with little to do, she struck up a friendship with an out-of-work laborer. They fell in love. Soon they married. Now, Sapana has given up her professional dreams, with no plans to return to school. “Things might have been different if I hadn’t discontinued my studies,” Sapana said recently, as she sat breastfeeding her 2-monthold son on the floor of her simple home. Her family name was withheld to protect her privacy. What happened to Sapana in a small town in Nepal is happening to girls across the developing world. Child marriage is increasing at alarming levels in many places, the United Nations says, and the coronavirus pandemic is reversing years of hard-earned progress toward keeping young women in school. In a report released Monday, the U.N. Children’s Fund predicted that an additional 10 million girls this decade will be at risk of

child marriage, defined as a union before the age of 18. Henrietta Fore, UNICEF’s executive director, said that “COVID-19 has made an already difficult situation for millions of girls even worse.” What especially concerns advocates for children is the clear link between marrying early and dying young. Pregnancy complications and childbirth are the leading cause of death in girls ages 15 to 19 in developing countries, according to the World Health Organization, and the children of child brides are at a much higher risk of infant mortality. Experts say the pandemic has intensified the factors that drive child marriage, such as a lack of education, economic hardship, parental death and teen pregnancy, which has been amplified by disruptions in getting contraception. “COVID-19 has definitely taken us backward,” said Nankali Maksud, a senior adviser at UNICEF. In some cases, young girls are forced by parents or other authority figures into marriage with older men. But child advocates also worry about the young women who, because of the pandemic’s effect, are drifting away from school and see early marriage as their only option, abandoning ambitions for an education and a better life. Many child marriages are never registered. UNICEF estimates that 650 million girls

and women alive today were married in childhood. Child advocates say they are seeing an upsurge in places where it has long been a problem, such as India, Bangladesh, Nigeria, Kenya, Ethiopia and Malawi, where teen pregnancies in some areas have tripled. In Nepal, where the legal age for marriage is 20, the situation seems especially acute. Interlocking problems particular to the country and this moment make it difficult for many young women to avoid early marriage. One of Asia’s poorest nations, Nepal relies on remittances and tourism. The pandemic has devastated both. Usually, at this time of year, foreign tourists head for the mountains to begin expensive treks into the Annapurna Range and up the slopes of Mount Everest. This year, the money that flows from them into so many layers of Nepal’s economy has all but dried up. Millions of laborers from Nepal work abroad, often as cooks, cleaners, maids, guards and nannies in India or the Middle East. In 2019, Nepal earned $8.25 billion from foreign remittances. But with most of the world’s economies hurting, that remittance stream has also dwindled. Legions of young Nepali men, many of them single, have recently returned home. Many others have lost their jobs in Nepal’s cities. A great number of young men now roam around their mountainside villages, bored and broke. That was how Sapana met her husband, Hardas. Hardas, who said he was around 20, used to work as a traveling mason, often in cities such as Kathmandu and Nepalgunj. But after he was laid off in April, at the beginning of the pandemic, he came back to his native Rapti Sonari, a small town of about 10,000 people, 300 miles west of Kathmandu. The houses are spread out in a maze of dirt roads beneath the hills. Most are made from mud and stone. Sapana’s father, Ram Dayal, bought an auto rickshaw right before the lockdown hit. Now he has monthly payments of 30,000 rupees (around $250) and almost no customers. Dayal was not happy that his daughter married so young, but he conceded that her leaving the house helped ease his financial burden. He has five other mouths to feed. “She would have had a better life if she completed 10th grade,” Dayal said.

Ghumni, his wife and Sapana’s mother, agreed. She, too, was a child bride and ended up with four children and zero education. Activists who fight child marriage say they are working in the most difficult conditions they have ever faced, even as the problem worsens. Nepal has imposed harsh restrictions on vehicular movement. When infections surged, activists were confined indoors like everybody else. Several said that the number of child marriages in their areas had doubled or nearly doubled during the pandemic. “We are at back to square one,” said Hira Khatri, an anti-child-marriage activist in the district that includes Rapti Sonari. Across central Nepal, many families shared stories of watching their daughters disappear into early marriages. Mayawati, 17, who also lives in Rapti Sonari, dreamed of studying agriculture. But her family’s struggles during the pandemic made her feel guilty about being a burden to her parents. She dropped out of school, then married a man who worked as a menial laborer. Her dreams, too, have quietly slipped away. “We have no money,” said Mayawati, whose last name was also withheld. “How was I supposed to continue my studies?” Mayawati said that most of her friends who had married during the lockdown were now pregnant. Some people in Nepal feel strongly about what they see as the benefits of child marriage. Several elders in the Madhesi community, based on the southern plains near the border of India, said they had falsified their daughters’ birth certificates to avoid getting in trouble. “Marrying daughters in their young age has made me happier. It’s our practice,” said Mina Kondu, who said she recently doctored her 16-year-old daughter’s birth certificate, making her appear to be 19, which was still below the legal age but close enough, the family believed. “The police cannot stop us,” she said. Kondu, who lives in a village about three hours’ drive from Sapana’s, said that if the families didn’t arrange for their daughters to marry young, the daughters would do it anyway, without permission, and dishonor the family.

Swiss voters narrowly approve a ban on face coverings By NICK CUMMING-BRUCE

S

witzerland on Sunday became the latest European country to ban the wearing of face coverings in public places, prohibiting the veils worn by Muslim women. Official results of the nationwide referendum showed 51.2% of voters supported the ban on full facial coverings, which was proposed by the populist, anti-immigrant Swiss People’s Party (SVP), compared with 48.8% opposing it, a much narrower margin of victory than pollsters had initially predicted. The initiative, started long before the onset of the coronavirus pandemic, makes exceptions for facial coverings worn at religious sites and for security or health purposes, but also bans coverings like the ski masks worn by protesters. Officials have two years to write legislation to put the ban into effect. The federal government had urged voters to reject the ban as tackling a problem that did not exist and arguing that it would damage tourism. Critics of the ban cited a study showing only some 30 women in Switzerland wear the veils and most of them were born in Switzerland and had converted to Islam. The only people seen wearing the burqa, a full head-to-toe covering, are visitors from the Middle East, mostly wealthy tourists from the Persian Gulf bringing welcome revenue to the country’s hospitality industry. France, Denmark, the Netherlands and Austria ban face coverings, and opinion polls at the start of the year showed the Swiss initiative garnering the backing of around 65% of voters, but the gap narrowed quickly as liberals and women’s groups pushed back against a ban they condemned as racist, Islamophobic and sexist. The Swiss People’s Party has “always profited from campaigning against minorities, and feel they have to keep doing it,” said Elena Michel, a manager of a campaign against the ban for Operation Libero, an activist group supporting liberal causes. “In the end, all our freedoms are at stake. If we open that door, it shows a tendency that it’s OK to take away the

of civilizations” in which it was defending Switzerland against “the Islamization of Europe and our country.” To win support from other parts of the political spectrum, the party also framed the initiative as liberating women from religious oppression and said it would help the police deal with hooligans in street protests and at sporting events. Some liberal-leaning Muslims supported the ban. “What the full veil represents is unacceptable; it is the cancellation of women from public space,” Saïda KellerMessahli, president of the Forum for a Progressive Islam, told Swiss media. Social commentators say Switzerland’s 400,000 Muslims, who make up around 5.5% of the population, are better integrated than those in France or Germany. Some who campaigned against the ban called the outcome better than expected. “We lost the battle, but not the war,” said Ines el-Shikh, a Muslim and co-founder of the Violet Scarves, a feminist group, who celebrated the sharp drop in support for the ban. “This is huge. It shows the power that feminism as an organized movement can bring to public debate.” Others said they feared the outcome would merely stoke the politics of division and fuel anti-Muslim sentiment. “Things are going in a bad direction, and this is going to make them worse,” Sanija Ameti, a political activist and member of the Green Liberals Party, said. “That frightens me.”

What we learned from Meghan and Harry’s interview

Oprah Winfrey’s highly anticipated two-hour interview with Prince Harry and his wife, Meghan, aired on CBS on Sunday night. By SARAH LYALL and TARIRO MZEZEWA

O

prah Winfrey’s interview with Prince Harry and his wife, Meghan, the Duchess of Sussex, had been teased for days. So it was a shock to find when it aired Sunday night that it included a number of explosive revelations about the couple and their fraught relationship with the British royal family. Here are the main takeaways: Meghan said that life as a royal had made her suicidal. Over the years, Harry has openly discussed mental health, grief and other issues that, in the past, were taboo coming from a royal. But audiences have rarely heard Meghan talk about her own mental health, with the exception of a 2020 article in The New York Times’ Opinion section about her miscarriage. One of the most revelatory moments of the CBS interview broadcast Sunday night came when Meghan talked about contemplating suicide while living and working as a member of the British royal family. “I was ashamed to have to admit it to Harry,” she said of her suicidal thoughts. “I knew that if I didn’t say it, I would do it. I just didn’t want to be alive anymore.” Meghan said that at one point she asked a senior royal about the possibility of seeking inpatient care, and was told that would not be

possible because it “wouldn’t be good for the institution.” The interview provided a reminder that Harry and Meghan weren’t afraid to talk about the mental health challenges they have dealt with, and their responses to Winfrey’s questions underscored a message they seemed keen to send to the world: In some capacity or another, they will continue doing work similar to what they were doing as members of the royal family. Ultimately, hearing Meghan talk about navigating life in the palace with Harry as the sole source of support confirmed something that has seeped its way into news coverage of the couple over the past year: They say they did not receive adequate support from Harry’s family when they were struggling and seeking assistance. She was subjected to relentless racist attacks. From the beginning, the couple said, the tabloids were vicious to Meghan, making unabashedly racist comments about her. The question of her race also infused her relationship with the royal family, the couple said. They believed it might have been a factor in the family’s decision not to grant their son, Archie, a title or to provide security protection for him. In one of the most shocking moments in the interview, Meghan mentioned a conversation Harry had with a member of the royal

household while she was pregnant with their firstborn. “We have in tandem the conversation of ‘He won’t be given security, he’s not going to be given a title’ and also concerns and conversations about how dark his skin might be when he’s born,” Meghan said. Harry said that someone had expressed worry about, as he put it, “what will the kids look like?” Britain’s children minister, Vicky Ford, said in response that such comments were unacceptable. “There is absolutely no place for racism in our society,” she said in an interview with Sky News. Of his father, Harry said, ‘I feel really let down.’ One of the most memorable moments of Harry and Meghan’s wedding is the image of Prince Charles, Harry’s father, walking Meghan down the aisle and Harry saying to his father, “Thank you, Pa.” The moment earned Charles supporters around the globe for appearing to be a loving father and father-in-law who was taking in his new daughter-in-law at a moment when her own father wasn’t showing up for her. How things have changed. It was striking to hear Harry describe his father as not taking his phone calls and asking him to put things into writing when he and Meghan were weighing taking a step back from their roles as senior royals. Harry later said that Charles was now taking his calls again, but that “there’s a lot to work through there.” “I feel really let down, because he’s been through something similar,” Harry said, referring to the way the news media had hounded his mother, Princess Diana. Prince William was barely mentioned in the interview, but when he did come up, Harry said that their “relationship is space, at the moment.” More than once, both Harry and Meghan drew distinctions between the queen and the rest of the royal family. They told stories of interacting with her during their time in London and after stepping back from their roles as senior royals. There was a decipherable shift in tone, however, when discussing others, particularly William; his wife, Kate Middleton; and Charles. The royal family failed to correct the false narrative around her, Meghan said. The tabloid stories came one after the other, Meghan said: About her diva-like behavior, about how she had bullied her staff, about her supposed rift with her sister-in-law, Kate, the

Duchess of Cambridge. Not only were they not true, Meghan said, but the royal family did nothing to correct them. She came to understand, she said, that the royal family was “willing to lie to protect other members of the family, but they weren’t willing to tell the truth to protect me and my husband.” In a particularly resonant example, she said, the tabloids reported, long after her wedding, that she had made Kate cry before the lavish event over the bridesmaid’s dress that Kate’s daughter was meant to wear. In fact, Meghan said, it was Kate who made her cry. Kate apologized and sent her flowers, Meghan said. But when the tabloid reports came out, no member of the royal family made an effort to correct the record. “I’m talking about things that are super artificial and inconsequential,” Meghan said. “But the narrative about, you know, making Kate cry, I think was the beginning of a real character assassination. And they knew it wasn’t true.” She added, “I thought, well, if they’re not going to kill things like that, then what are we going to do?” ‘My family literally cut me off financially.’ Most members of the royal family receive money each year from the family coffers in exchange for carrying out official engagements. But when he introduced Meghan to the family, Harry said, that arrangement already seemed to be in jeopardy. Members of his family suggested that she continue acting, “because there wasn’t enough money to pay for her,” Harry said. “There was some real obvious signs before we even got married that this was going to be really hard.” He and Meghan said they pleaded with the royal family to pay for security for them and their son, only to be refused each time. Then, when he and Meghan moved to the United States, Harry said, the royal family stopped giving them money. “My family literally cut me off financially,” Harry said. When Oprah pressed him on the point, he amended it to “the first half, the first quarter of 2020,” leaving open the question of whether any money had arrived after that. In any case, he said, speaking of his life in the United States, “I’ve got what my mum left me, and without that, we would not have been able to do this.” At another point, Harry described feeling “trapped” in his life before being with Meghan and noted that, “without question, she saved me.”

ail Collins: Well, Bret, much to talk about as always. But I guess we should start with Andrew Cuomo. Bret Stephens: I can’t believe I’m saying this, Gail, but Cuomo may make former Gov. Eliot Spitzer look good by comparison. At least Client 9’s behavior was, well, transactional, as compared to Cuomo’s creepy come-ons. And the cover-up of the nursing home COVID death count strikes me as possibly criminal and definitely worthy of impeachment. Especially since he was also trying to peddle a book about his COVID leadership skills while he was busy fudging the numbers. What’s your view? Gail: Have to admit it makes me sad. But the double whammy seems impossible to overcome. If it had just been the sex part we could have had some interesting conversations about what’s acceptable in an era that combines feminism with a fairly expansive view of what people — at least unmarried people — can and can’t do. Bret: “If It Had Just Been The Sex Part” could have been the title of a memoir by anyone from Caligula to Johnny Rotten. Sorry, go on. Gail: But the nursing home cover-up is something that could have ruined Cuomo’s career all by itself. All the stuff we need our leaders to be pandemic-cautious about, and there’s the governor concealing the real story on how many nursing home deaths New York had under his watch. Bret: The cliché is that the cover-up is worse than the crime, but in this case I’d say they’re about equal. Cuomo is also the guy who effectively required nursing homes to admit patients with coronavirus,

which looks like another catastrophic mistake. Gail: Still, I have to admit the sex part fascinates me. The easiest way to judge fairly, I think, is to ask yourself how the public would react if a woman governor had been coyly propositioning young men in the administration. Bret: My gut reaction to your scenario is that it sounds very “Ooh la la,” like it could be a movie starring Cate Blanchett as Gov. Fatale, whereas Cuomo’s behavior is strictly “Ugh Yuck,” like it could be a movie starring Mickey Rourke. I just don’t think it works in quite the same way. Gail: If young workers in a state Capitol started complaining that their female governor was touching them inappropriately, I sorta doubt the voters would see it as a glamorous movie. Bret: Fair enough. But I think there’s a larger point, which has to do with the perils of de facto one-party rule. Cuomo behaved the way he did, in part at least, because he felt his power was unchecked and unlimited. That kind of power always corrupts. At this rate, maybe there could even be a Republican comeback in the Empire State. Gail: You know, voters in super-Democratic places aren’t always scared of electing Republicans to high office. Look at Gov. Charlie Baker in Massachusetts — not to mention Mitt Romney. We’ve had Republican governors in New York. We’ve had Republican mayors in New York City. Voters don’t think they can do much harm when they’re blocked by Democratic legislators. And I think they imagine it might save some money. Don’t have much faith in that last part of the theory myself, but hope springs eternal. Bret: I’ve always been a fan of blue or purple-state Republican governors, like Larry Hogan or Chris Sununu. They’re good at taking care of the nuts-and-bolts of governance while steering clear of the moralistic thunder and lightning. Gail: By the way, have you been following all the controversies about voting rights? Republicans around the country have been trying to make it tougher for people to vote — eliminating mail ballots, imposing tougher registration rules. They’re even trying to get rid of Sunday voting in Georgia, where congregants from Black churches go together to the polls after service. Bret: One of the many reasons I despise Donald Trump is that he took perfectly legitimate policy issues, distorted and lied about them to suit his personal needs, and rendered them politically radioactive. Ballot integrity and public confidence in elections is a legitimate issue. In New York’s upstate 22nd District, we had a congressional race that took over three months to resolve because of a lack of uniform ballot-counting standards and a tidal wave of absentee ballots. In Pennsylvania, a state court ruled that the deadline for late-arriving mailin ballots would be extended, resulting in the addition of about 10,000 ballots to the overall vote tallies and giving fodder to people claiming the election was rigged. It’s bad for democracy. Gail: One problem has always been that people who were elected to office under the old rules are not always enthusiastic about spending a lot of money to make the system more efficient for their future opponents. Another is that the folks who get disenfranchised by a complicated set of rules are generally lower-income, frequently younger and often minorities. Back in the day I sat through a lot of legislative debates on these issues and I did notice that Republicans were always

coming up with ideas to make the system more secure that would also make it more intimidating for nervous beginners. Bret: I’m all for making sure that everyone has access to the ballot, particularly those for whom access isn’t easy. I also think that last year was an exceptional one on account of the pandemic. But we shouldn’t want to make the exception the rule going forward, for instance, by making ballot harvesting legal in every state. We don’t need election night to turn into election month. Gail: Ballot harvesting is that system where a person receives an absentee ballot, fills it out, and then relies on somebody else to get it returned. That can be a good deed — or a system party workers use to control the voting. We just need to make sure it’s only used for good purposes. There was a big scandal in North Carolina a while back involving (cough, cough) Republicans. Bret: Well, exactly, and it kinda makes my point: Republicans cheat, too, and every time there’s too much of a gap between the voter and the ballot box, there’s also an opportunity for mischief. So there ought to be a bipartisan interest in forbidding ballot harvesting, period. Meantime, it looks like Joe Biden is going to get his stimulus package passed, after some legislative nips and tucks. I take it you’re pleased with the overall result? Gail: There are some nips and tucks I could live without, but the big idea is right on. The way out of this crisis is to spend tons of money getting people vaccinated and giving the economy a very big boost. Spending saves lives. I take it you don’t agree? Bret: Well, if it were up to me we’d have a much smaller bill and the Fed would at least signal that it’s prepared to raise interest rates to avert inflation. The usual argument for big government spending is to soften the effects of a downturn, but now we’re pumping money into a giant upturn. Steven Rattner is right: Once the inflation tiger is out of its cage, it will be hard and painful to put it back in. Gail: Just taking one second to imagine the inflation tiger. Maybe he’s one of those circus ones who comes when you crack a whip. Bret: Or Shere Khan from “The Jungle Book.” As for the bill itself, the most I can say on its behalf is that I’m happy Joe Manchin is in the Senate as a Democrat. We should not pay people more money to be on unemployment than to have a job, especially as the economy opens up again. We should not be sending benefit checks to people with upper middle-class incomes. We should not make it harder for restaurants and other small businesses to hire people by raising the federal minimum wage. Gail: We should just make it harder for people working in restaurants and small businesses to survive? Maybe we can hold a little party on June 16 to celebrate the anniversary of the longest period in American history without a federal minimum wage increase. Bret: I guess this is how democratic government is supposed to work: Neither side is getting quite what it wants and the moderates are in the driver’s seat. Neither of us can totally complain. Gail: Well, we can still complain a little, right? Otherwise we’d have to change the name of The Conversation to Quiet Contemplation of a Perfect World. Bret: Agreed. Let’s keep finding things to complain about. You know, the masks are about to come off, which means the gloves are, too. Gail: I have confidence we’ll come up with a gripe or 40.

Delegación PIP en la Legislatura presenta medidas que buscan reducir brecha de inequidad por razón del género Por THE STAR

a delegación legislativa del Partido Independentista Puertorriqueño (PIP) presentó el lunes, en ocasión de la conmemoración del Día Internacional de la Mujer Trabajadora, un conjunto de medidas legislativas dirigidas a reducir la brecha de inequidad que todavía existe por razón del género. “No hay duda de lo mucho que hemos avanzado en las últimas décadas”, indicó la portavoz senatorial María de Lourdes Santiago en comunicación escrita, “pero todavía persisten el discrimen y la inequidad, evidenciadas en la violencia de género, en la paga desigual en ciertos renglones laborales, en la falta de reconocimiento al valor del trabajo doméstico no remunerado, en políticas médicas discriminatorias, como la realización de cesáreas sin justificación clínica, y en la negativa a incorporar la perspectiva de género no sólo al currículo escolar sino a toda gestión gubernamental.” Por su parte, el representante Denis Márquez Lebrón, resaltó el compromiso “histórico e inquebrantable” del PIP en la lucha por garantizar y adelantar los derechos de las mujeres, al tiempo que describió las medidas legislativas radicadas hoy como “un paso importante en la lucha por lograr la equidad de género y seguir promoviendo la concienciación social en este asunto”. El conjunto de medidas comprende cinco Proyectos de Ley y dos Resoluciones Conjuntas. Las mismas se desglosan de la siguiente manera: 1. PS 223 / PC 569: Ley para implementar el Plan para Cuantificar el Trabajo No Remunerado en Puer to Rico. El trabajo no remunerado que ha sido so cialmente asignado a las mujeres ha generado una clasificación de personas que trabajan sin remune ración ni derechos laborales. Este es uno de los mu chos impedimentos que tienen distintas mujeres para acceder al mercado laboral y lograr indepen dencia financiera. Esta ley propone la creación de un Comité Especial para Cuantificar el Uso de Tiem po en Puerto Rico, encargado, entre otras cosas, de medir el impacto que el trabajo no remunerado tiene en la economía del país y analizar la disparidad en tre géneros asociada a la participación en el trabajo no remunerado. Los estudios resultantes serán de utilidad para articular política pública sensible a las particularidades de la mujer puertorriqueña. 2. PS 224 / PC 567: Para enmendar la Ley para Re glamentar el Período de Lactancia o de Extracción de Leche Materna. Esta enmienda tiene por objeti vo eliminar la restricción de límite de tiempo que tienen las madres trabajadoras para extraerse leche materna o lactar a su hijo o hija durante la jornada laboral y aclarar que el tiempo utilizado para esos fines será considerado tiempo trabajado.

3. PS 225 / PC 570: Ley para el Acceso a la Informa ción de Estadísticas de Cesáreas en Puerto Rico. Se gún las estadísticas más recientes del Departamento de Salud, la tasa de cesáreas en Puerto Rico ascen día a 46% en 2016. Ese porciento excede significati vamente la tasa recomendada por la Organización Mundial de Salud, que oscila entre 10 y 15% e im plica una serie de riesgos importantes a la salud de la mujeres y personas gestantes. Esta ley propone que la División del Registro Demográfico del Depar tamento de Salud publique trimestralmente datos asociados a los nacimientos en Puerto Rico, inclu yendo los niveles de riesgo reconocidos en la prácti ca general de la obstetricia, e incluirán datos como tiempo de gestación, condiciones médicas y cesá reas previas. 4. PS 226 / PC 568: Ley para Garantizar el Análisis con Perspectiva Género en toda gestión de las tres ramas del Gobierno de Puerto. Esta Ley tendrá como propósito integrar un análisis de perspectiva de gé nero en los reglamentos y funciones de nuestras ins tituciones. Tomando en cuenta que la política públi ca afecta de manera particular a las mujeres, ubicán dolas usualmente en una posición de desventaja, tenemos la responsabilidad de identificar y corregir las instancias que producen ese trato desigual. 5. PS 227 / PC 571: Ley para la prevención, detec ción y tratamiento efectivo de la depresión pospar to. La depresión es una condición incapacitante y, en el caso del puerperio, afecta negativamente el bienestar de la madre y de su criatura. En Puerto Rico, la mayoría de las madres no son evaluadas con el propósito de detectar esta condición, por lo que muchas mujeres quedan a su suerte y confron tan la depresión sin una red de apoyo adecuada,

y sin las herramientas formales que ofrecen las disciplinas de salud mental. Esta Ley se crea con el propósito de subsanar los impedimentos estructurales que limitan el acceso de nuestras madres y personas gestantes a los servicios de salud mental. Resoluciones Conjuntas 1. RCS 35 / RCC 80 Para ordenar a la Junta de Directo res de la Corporación de Puerto Rico para la Difu sión Pública (WIPR) y al Presidente de la corpora ción, a realizar una campaña educativa sobre la perspectiva de género. Las campañas publicitarias educativas o preventivas tienen un gran potencial para transformar las sociedades y encaminarlas hacia unas verdaderamente equitativas. Estas pueden ayudar a prevenir la violencia de género en sus distintas manifestaciones y para eliminar los estereotipos de género que perpetúan la desigualdad. Esta resolución establece como función de WIPR, como difusor principal en Puerto Rico, incorporar una campaña educativa sobre la perspectiva de género como herramienta para erradicar las desigualdades basadas en el género y las violencias que genera. 2. RCS 36 / RCC 81 Para ordenar al Departamento de la Familia establecer el “Programa de Respiro Fa miliar” que preste atención temporal de calidad a personas adultas con diversidad funcional en situa ciones de dependencia. Se estima que la cantidad de personas con diversidad funcional en Puerto Rico son 723,525. De esa población, 328, 387 tienen alguna condición física, mental o emocional que no les permite desempeñarse de forma independiente. Las personas cuidadoras principales, en su mayoría mujeres, corren el riesgo de sufrir ansiedad, estrés y falta de energía. Con esta resolución se propone un relevo temporal de las funciones del cuidador, siendo el Departamento de la Familia, quien provea este servicio.

After pandemic, film industry’s Hollywood ending may have to wait By BROOKS BARNES

W

hat awaits Hollywood on the other side of the pandemic? As vaccines have rolled out around the world, many film executives and theater operators have been predicting — hoping, praying — that a huge surge of ticket buying awaits. They hope the masses, desperate to get out of their homes (and tired of watching television), will begin to pour into cinemas as soon as they feel safe from the coronavirus and big movies begin to repopulate the marquees. It could happen. But early box office results indicate a messier recovery, with moviegoer tastes potentially shifting — particularly in China, now the No. 1 cinema market in the world — and behind-the-scenes spats between studios and theaters crimping film availability. Some traditional studios have started to prioritize streaming, to pushback from multiplex operators. “It’s going to take some time for things to settle out,” said David A. Gross, who runs Franchise Entertainment Research, a movie consultancy. Over the weekend, for instance, the Walt Disney Co. released “Raya and the Last Dragon,” a rapturously reviewed animated adventure that cost an estimated $150 million to make. Featuring the vocal talents of Kelly Marie Tran and Awkwafina, “Raya and the Last Dragon” played in 2,045 theaters in North America, including some in New York City, where state officials allowed chains like AMC to resume operations (at 25% capacity) for the first time in a year. Would strong reviews and pent-up demand drive audiences to theaters? Not really: Ticket sales for “Raya and the Last Dragon” in the United States and Canada only totaled $8.6 million, according to Comscore, which compiles box office data. Gross characterized that result as “soft,” even by pandemic standards. “Tom & Jerry: The Movie,” a poorly reviewed offering from Warner Bros. that cost roughly $80 million to make, arrived in theaters on Feb. 26 and collected $14 million over its first three days. Gross assessed the “Tom & Jerry” turnout as “very good” and “a positive sign for the business.” “Raya and the Last Dragon” was most likely held back for two reasons. Disney simultaneously offered the film to Disney+

subscribers — for a $30 “premium access” upcharge — and Cinemark, the No. 3 theater chain in the United States (behind AMC and Regal), refused to book it. Cinemark and Disney sparred over licensing terms, with Cinemark, citing the simultaneous streaming debut, insisting on a discount, and Disney giving little. “We are making near-term booking decisions on a discrete, film-by-film basis, focusing on the long-term benefit of exhibitors, studios and moviegoers,” Cinemark said in a statement. Cinemark and other theater chains struck a deal with Warner to play “Tom & Jerry,” even though it was simultaneously available — with no upcharge — to HBO Max subscribers. Disney declined to comment. Muddying the situation further, it is possible that “Raya and the Last Dragon” did blockbuster business on Disney+. Only Disney knows. The company does not disclose financial figures for its premium access releases. Jonathan Cohen, director of content and communications for ListenFirst, a social media analytics company, said there was “a high level of interest” in the PG film, which generated 84,897 posts on Twitter on Friday and Saturday. (But not as high as the PG-13 “Coming 2 America,” which became available to anyone with an Amazon Prime subscription on Friday and generated 243,769 tweets.) Bob Chapek, Disney’s chief executive, has said that even after the pandemic, Disney will release movies in new ways, with some offered to theaters on an exclusive basis, some made available like “Raya and the Last Dragon,” and others debuting exclusively (and for no additional fee) on Disney+, which now has nearly 100 million subscribers worldwide. “I think the consumer is probably more impatient than they’ve ever been before,” Chapek said at a Morgan Stanley conference last week. “They’ve had the luxury of an entire year of getting titles at home, pretty much when they want them. And so I’m not sure there’s going back.” Hollywood was also paying keen attention to the performance of “Raya and the Last Dragon” in China. Because Disney+ does not operate there, the film arrived exclusively in theaters — the first major Disney release in the crucially important market in six months. In China, where the coronavirus is largely un-

Over the past year, as the pandemic has dragged on, Hollywood has pushed back the releases of dozens of films and rerouted others to streaming services. Studios have cited one primary reason: The No. 1 box office market in North America — New York City and its immediate suburbs — has remained closed. The gradual reopening of cinemas in the area, which began on Friday, immediately emboldened studios, with Sony speeding up the release of “Peter Rabbit 2: The Runaway” and Paramount giving “A Quiet Place Part II” similar treatment. “We’re back!” the marquee at the IFC Center, a Manhattan art film complex, read on Saturday. Focus Features said that “Promising Young Woman,” a revenge drama starring Carey Mulligan, performed particularly well in New York, selling out available seats at multiple theaters. “Boogie,” another specialty release from Focus, found 20% of its audience in the area, with the AMC Empire in Times Square as its top location. Cinemas in San Francisco also reopened on Friday, leaving the Los Angeles area as the only major U.S. market where theaters remain closed. Apes get experimental animal vaccine against coronavirus By JAMES GORMAN

he San Diego Zoo has given nine apes an experimental coronavirus vaccine developed by Zoetis, a major veterinary pharmaceuticals company. In January, a troop of gorillas at the zoo’s Safari Park tested positive for the virus. All are recovering, but even so, the zoo requested help from Zoetis in vaccinating other apes. The company provided an experimental vaccine that was initially developed for pets and is now being tested in mink. Nadine Lamberski, a conservation and wildlife health officer at San Diego Zoo Global, said the zoo vaccinated four orangutans and five bonobos with the experimental vaccine, which is not designed for use in humans. She said one gorilla at the zoo was also scheduled to be vaccinated, but the gorillas at the wildlife park were a lower priority because they had already tested positive for infection and had recovered. Lamberski said she would vaccinate the gorillas at the wildlife park if the zoo received more doses of the vaccine. Mahesh Kumar, senior vice president of global biologics for Zoetis, said the company is increasing production, primarily for its pursuit of a license for a mink vaccine, and will provide more doses to the San Diego and other zoos when possible. “We have already received a number of requests,” he said. Infection of apes is a major concern for zoos and conservationists. They easily fall prey to human respiratory infections, and common cold viruses have caused deadly outbreaks in chimpanzees in Africa. Genome research has suggested that chimpanzees, gorillas and other apes will be susceptible to SARS-CoV-2, the virus that has caused the pandemic. Lab researchers are using some monkeys, like macaques, to test drugs and vaccines and develop new treatments for the virus. Scientists are worrying not just about the danger the virus poses to great apes and other animals, but also about the potential for the virus to gain a foothold in a wild animal population that could become a permanent reservoir and emerge at a later date to reinfect humans. Infections in farmed mink have produced the biggest

scare so far. When Danish mink farms were devastated by the virus, which can kill mink just as it kills people, a mutated form of the virus emerged from the mink and reinfected humans. That variant showed resistance to some antibodies in laboratory studies, raising suspicion that vaccines might be less effective against it. That virus variant has not been found in humans since November, according to the World Health Organization. But other variants have emerged in people in several countries, proving that the virus can become more contagious and in some cases can diminish the effectiveness of some vaccines.

Denmark ended up killing as many as 17 million mink — effectively wiping out its mink farming industry. In the United States, thousands of mink have died, and one wild mink has tested positive for the virus. Although many animals, including dogs, domestic cats, and big cats in zoos, have become infected by the virus through natural spread, and others have been infected in laboratory experiments, scientists say that widespread testing has yet to find the virus in any animal in the wild other than the one mink. National Geographic first reported the vaccination of the apes at the San Diego Zoo.

Two players out of NBA All-Star Game because of virus protocols By MARC STEIN

T

he NBA All-Star Game was rocked just hours before tipoff Sunday when the league announced it would sideline Joel Embiid and Ben Simmons of the Philadelphia 76ers after they had contact with an individual who was confirmed to have tested positive for the coronavirus. Numerous top players in recent weeks had questioned playing the exhibition at all during a pandemic, and some eight hours before the game’s scheduled 8 p.m. start, Embiid and Simmons were ruled out — with the league also saying their removals would have no effect on other All-Stars or 76ers coach Doc Rivers and his staff. Their participation would not be affected, the league said, because those people “were not exposed to the individual in Philadelphia” before traveling to Atlanta. The Sixers’ staff earned the right to coach the team captained by the Brooklyn Nets’ Kevin Durant because Philadelphia held the East’s best record at the All-Star break. The news broke as numerous players were conducting video conference interview sessions from their hotel rooms. Bradley Beal of the Washington Wizards, Paul George of the Los Angeles Clippers and the Nets’ James Harden were among those who responded by again questioning the wisdom of staging an All-Star Game amid a pandemic, as LeBron James of the Los Angeles Lakers and other stars had last month. “I don’t want to say we didn’t have a choice, but it’s in our CBA, and our CBA says there has to be an All-Star Game every year,” Beal said of the league’s collective bargaining agreement. He added that “there’s still guys” with reservations, and he counted himself among that group. George said he “personally didn’t agree with the game.” Harden described Sunday’s events, which were to include a 3-point contest and a skills competition before the game and a dunk contest at halftime, as “forced.” James, who is captain of one of the teams, called the situation “very unfortunate” and said “it’s all something that we thought could possibly happen.”

The NBA flew the All-Star participants to Atlanta on private planes from their cities and required them to stay inside the league’s official hotel Saturday night — preferably in their rooms — after checking in by 7 p.m. Players were permitted to bring up to four guests, but it was not immediately known how many guests accompanied Embiid or Simmons. The players traveled on separate planes and without other 76ers personnel, according to two people briefed on the situation who were not authorized to discuss it publicly. Before arriving in Atlanta, Embiid and Simmons were exposed to a barber in Philadelphia who has since tested positive for the coronavirus. The Athletic first reported their exposure, which was confirmed by the two people. Having both registered negative coronavirus tests Sunday, Embiid and Simmons returned to Philadelphia on separate private planes before the All-Star Game began, the people said. The first scheduled team meetings to bring players from the two All-Star teams together were not until Sunday at State Farm Arena. Both teams were scheduled to meet with NBA Commissioner Adam Silver and Michele Roberts, the executive

director of the National Basketball Players Association, within three hours of the opening tip. The schedule called for AllStar participants to leave Atlanta via private transportation immediately after the game. Embiid, a prime Most Valuable Player Award candidate this season, had been selected to his fourth All-Star team and was to start at center for Durant’s team. Simmons, making his third All-Star team after being voted into the game as a reserve, was selected by James. Rivers chose Zion Williamson of the New Orleans Pelicans to start in Embiid’s place, but the league did not pursue replacements for either player with only hours remaining before the opening tip, opting for 11-man All-Star rosters instead of the usual 12. Led by Milwaukee forward Giannis Antetokounmpo’s 35 points on 16-of-16 shooting, a new All-Star record for most attempts without a miss, Team LeBron rolled to a 170-150 victory. James sat out the entire second half and settled for just 4 points in 13 minutes. Portland’s Damian Lillard scored 32 points for James’ squad, including a shot from midcourt on the game’s final play, and Golden State’s Stephen Curry added 28 points after winning the 3-point contest for the second time.

In the dunk contest at halftime, Portland’s Anfernee Simons won narrowly over the New York Knicks’ Obi Toppin, while Indiana’s Domantas Sabonis defeated Orlando’s Nikola Vucevic in the skills competition final before the game. The 2020-21 regular season started Dec. 22 after last season, delayed four months by the coronavirus pandemic, went all the way into October and required three months on a restricted-access campus at Walt Disney World near Orlando, Florida, to complete. In November, the league postponed its traditional All-Star Weekend, giving Indianapolis hosting rights in 2024 instead of this year. But the NBA never ruled out the prospect of resuscitating a game for 2021. The league then hatched the idea to hold several All-Star events on one day, closed to the public apart from 1,500 invitationonly guests, and staged in Atlanta so Turner Sports could broadcast it all in its backyard. Silver said in a news conference Saturday that “economic interests” were a factor in going ahead with a scaled-down version of All-Star festivities, but he also said that tremendous global fan interest had motivated the league just as much. League officials have said that a specific projection for revenue generated Sunday could not be immediately pinpointed, but various industry estimates have forecast Turner to make more than $20 million in advertising and sponsorship revenue through Sunday’s broadcast. The league, having worked closely on the plans with Roberts and Phoenix Suns guard Chris Paul, the president of the players’ union, also dedicated its All-Star festivities to promoting awareness of historically Black colleges and universities, pledging to donate at least $3 million to those institutions as well as communities of color affected by the pandemic. “It’s my job to look out for the overall interest of the league,” Silver said Saturday. “As I said earlier, I haven’t made it a secret out of the fact that economic interests are a factor. I’ll add, though, when I say ‘economic interests are a factor,’ it’s less to do with the economics of one Sunday night on TNT in the United States. It has more to do with the larger brand value of the NBA.” “We feel we’ve struck the appropriate balance here, looking out for the interests of everyone involved,” Silver said.

With reminders to ‘play boldly,’ DeChambeau wins Arnold Palmer Invitational By BILL PENNINGTON

A

fter sinking a testing 5-foot par putt on the 18th hole to win the Arnold Palmer Invitational in Bay Hill, Florida on Sunday evening, Bryson DeChambeau said he had received a text message from Tiger Woods that morning. “We just talked about keep fighting no matter what,” DeChambeau said, “and play boldly like Mr. Palmer said. My heart has been heavy with Tiger and what’s going on with him. And I kept telling myself it’s not how many times you get kicked down but how many times you get back up and keep going.” Wearing a red cardigan, a signature Palmer garment that is presented to the tournament champion, DeChambeau said the sweater was a tribute to Palmer, who died in 2016, and to Woods, who has won the Palmer Invitational eight times. Woods is recuperating in California from leg injuries suffered in a serious car crash on Feb. 23. “Just knowing what place he’s in right now,” DeChambeau said of Woods, adding that he told him, “You’re going to get through this.” The final round Sunday featured a duel between DeChambeau and Lee Westwood, who must have been feeling a displaced sense of déjà vu. Westwood, 47, was once the young, barrel-chested strongman whose forearms propelled soaring iron shots into the sky. Westwood’s power game turned heads, and led to scores of tournament victories, a world No. 1 ranking and 10 Ryder Cup appearances. But on Sunday, Westwood played the role of the aging challenger to a beefed-up modern version of his former self in DeChambeau, 27. They had a stirring clash until the final hole, but ultimately, Westwood did not turn back the clock as DeChambeau, whose consistency is underrated, steadily held off Westwood for a one-stroke victory. Westwood has admired DeChambeau’s prodigious length off the tee, which became a sensational story line of the 2020 golf season. “It’s great to watch,” he said. “I like it. He can overpower a golf course.”

But three holes later he had tied Westwood, and by the pivotal, par-5 sixth hole, which had been a stage for DeChambeau to showcase his unmatched power throughout the weekend, he seemed to seize the momentum with a memorable birdie in what had become a two-man competition for the tournament title. As he had done in Saturday’s third round, DeChambeau took a radically aggressive line off the sixth tee by taking the most direct approach over a lake that required a 340-yard carry to keep the ball dry. DeChambeau’s tee shot sailed a little right but it still cleared the water and, with help from the wind, traveled 377 yards that left him just 88 yards away from the pin. The next closest tee shot to the green

on the sixth hole Sunday was more than 200 yards away. After his misstep on the first hole, DeChambeau made 15 pars and two birdies for a round of one-under-par 71, putting together an impressive exhibition of concentration and good course management on a day when the wind was gusting up to 25 mph and vexing most of the field. DeChambeau also made critical, reasonably long par-saving putts on the second, third and 11th holes. On the fourth hole, he sank a 37-foot birdie putt. Afterward, DeChambeau said he does not believe he gets enough credit for his putting ability because his booming drives overshadow it. “It’s a very underrated aspect of my game,” DeChambeau said. Corey Conners, who began the day tied with DeChambeau, finished third. Jordan Spieth had another strong tournament, one of a series of improved

performances for him this year, but finished Sunday’s round with a 75 to fall into a tie for fourth place. The victory was DeChambeau’s eighth on the PGA Tour and the first for him this year, which will signal to the rest of his rivals that his breakthrough season of a year ago was far from a fluke. DeChambeau had 10 finishes in the top 10 at tournaments last year, including a victory at the U.S. Open, his first major championship. But he said the victory at the Palmer Invitational was particularly emotional for him because Palmer had mailed him a congratulatory letter one week before he died. DeChambeau has framed the letter and hung it on a wall in his home office. “I don’t even want to say what winning at Mr. Palmer’s event is going to mean to me,” DeChambeau said Sunday evening. “It’s going to make me cry.”

Manchester United slows city’s march, but only for a day By RORY SMITH

M

anchester United will recognize this feeling, the evanescent satisfaction of a battle won far too late in the day to have any hope of turning the tide of the war, the curious and complex pride that comes from celebrating a victory that highlights only how far you have fallen. It is only three years, after all, since United experienced pretty much the same thing, in pretty much the same place, if not quite in the same circumstances. Manchester City was supposed to claim the Premier League title that afternoon — the first of Pep Guardiola’s reign — at home against its rival, neighbor and longtime persecutor in the spring of 2018. The Etihad Stadium was packed and boisterous, relishing the prospect of the perfect scenario for clinching the championship, with United invited to play the part first of sacrificial victim, and then unwilling observer. What better way, after all, could there be to illustrate the power shift in Manchester, in England, and in Europe, than for City to win the league as United was forced to watch? United, that day, proved recalcitrant guests. Guardiola’s team raced into a twogoal lead, and then hesitated, a brief flash of the old City, the one practiced in the art of snatching defeat from the jaws of victory, bubbling up to infect the new. United took advantage, surged back and won. It was clear and obvious at the time that this was a mere postponement of City’s celebrations — even José Mourinho, the United manager, congratulated Guardiola on his looming title win after the game — rather than a threatened cancellation. All concerned knew that City would be proclaimed champion, with ease, sooner rather than later. But for United, victory was a tonic, a solace, a shot across the bow, something to hold onto in the long night of the blue moon. Sunday was not quite a carbon copy. The details were a little different, for a start. It is much earlier in the season, for one, and City remains some way from having the championship mathematically sealed. The Etihad did not need to be silenced: Like every other stadium across Europe, it has been quiet for a year now, the noise and emotion of the fans an increasingly distant and sorrowful memory.

The Etihad Stadium was packed and boisterous, relishing the prospect of the perfect scenario for clinching the championship, with United invited to play the part first of sacrificial victim, and then unwilling observer. The effect, though, was much the same. United won a penalty inside 38 seconds, Bruno Fernandes converted it within two minutes, and then Ole Gunnar Solskjaer’s team set about holding City at arm’s length. Early in the second half, Luke Shaw doubled United’s lead. Anthony Martial might have made it three, but the damage was done. For the day, at least. The extent of the damage will not, in all likelihood, extend beyond that. The 21-game winning run that preceded this result, City’s first defeat since November, makes the Premier League title a foregone conclusion. Guardiola’s team still holds an 11-point lead at the top of the table, with 10 games to play. This loss would need to presage a collapse that is all but unimaginable to prevent Guardiola’s claiming a third championship in four years. United can, once again, claim parochial primacy, but it is not enough to change the map of English soccer’s broader landscape. A few days earlier, United had been flat and uninspired — and a little fortunate — to take a goalless draw at Crystal Palace. Solskjaer’s players had only won twice in the Premier League since January, their stut-

tering form masked by the stuttering form of, well, everyone else, and in particular the apparently bottomless incompetence of Liverpool. This is not likely to be a corner turned. For United, victory in the derby was a welcome outcome, but nothing more, not really. But that does not mean this was a game devoid of significance. For City, certainly, it would be worth pausing to reflect not only on the fact of defeat, but the nature of it. Its loss in this fixture in 2018 was sandwiched by two losses to Liverpool in the Champions League, one comprehensive, one narrow and unfortunate, but both enough to end the club’s hopes of winning its first European crown. With the league title all but in hand now, that is where Guardiola’s focus will shift in the coming weeks. There are two domestic cups to be won, too, but it is that Champions League trophy that Guardiola — and much of City’s hierarchy — craves more than any other, that trophy which they believe will complete the club’s transformation into true European aristocracy. It has been hard, over the past couple of months, to see who might realistically stop City. Real Madrid and Barcelona are

shadows of what they once were. Atlético Madrid is tiring, fast. Reigning champion Bayern Munich has developed a curious habit of giving almost all of its opponents a two-goal head start. Paris St.-Germain is undermined by inconsistency. No club has been quite so imperious this season as City; it is hardly bold to claim that this is, currently, and defeat notwithstanding, the best team in Europe. All of those teams, then, will have welcomed United’s victory as proof that City is not invincible. They will have seen glimpses that, for all the resources that Guardiola has access to and for all that he has managed them expertly through this compact, condensed campaign, City’s players are not immune to fatigue. Kevin de Bruyne, in particular, seemed unable to influence this game as he would have wished. Rivals will have taken heart from the first 20 minutes or so, when City repeatedly played its way into trouble, unable to find its rhythm, or to piece together United’s plan. And, most of all, they will have noted how Solskjaer — an underrated tactician in games of this ilk — neutralized João Cancelo, the fullback who becomes a midfield playmaker and, in doing so, makes this iteration of City tick. Solskjaer’s antidote was a simple but nerveless one. He instructed Marcus Rashford to play high and wide on United’s left, forcing Cancelo into a choice: either come into midfield and leave space to exploit, or stay in his lane, and defang his own team’s attack. He chose both, and neither: It was no surprise that both of United’s goals originated on his side. Cancelo has been one of City’s great strengths this season. His role has been the innovation that has re-energized Guardiola’s system. On Sunday at the Etihad, Solskjaer turned him into what City has seemed to lack for weeks and for months: a weakness. It will make not the slightest difference to the destiny of the Premier League title race, of course. Most teams will lack the personnel or the inclination to be able to repeat the trick. But for those sides across Europe who stand in the way of Manchester City and a clean sweep of all four trophies, it will be something more than a solace, more than a tonic. For Guardiola, and for City, it is a reminder and a warning, that so high are their sights that one battle lost can cost the entire war.
