Anti-abortion lawmakers Sen. Joanne Rodríguez Veve and Rep. Lisie Burgos Muñiz referred island abortion clinics to the Department of Justice and the Family Department on Thursday for failing to report possible sexual abuse of minors who underwent abortions.

The Dignity Project (Proyecto Dignidad) lawmakers said their allegations are supported by testimonial and documentary evidence gathered by the Senate Life and Family Matters Committee. They said the clinics should have reported the minors under the age of 15 primarily because they could not legally have consented to having sex and therefore were victims of sexual assault.

“The facts set forth in the aforementioned constitute evidence that 118 minors under the age of 15 … underwent pregnancy terminations in private abortion clinics in Puerto Rico in the last five years,” the lawmakers said. “On their face, the state of pregnancy of these minors constitutes, at least, suspicion of sexual assault and could culminate in the determination of the commission of the crime of sexual assault.”

“The clinics, and the health professionals who work there, could have committed violations of Articles 3(x), 3(bb), 21 and 23 of the Safety, Welfare and Protection of Minors Law, Law 246-2011, as amended, in force at the time these [potential violations] occurred,” Rodríguez Veve stated.

The crime prescribes at 20 years of age but when the victim is under 18 years of age, and the defendant is over 18 years of age at the time of the facts, the crime does not prescribe or reach a statute of limitations.

From the facts above, the lawmakers said, the indisputable evidence emerges that in the last five years abortion clinics in Puerto Rico have carried out pregnancy termination procedures on 118 minors 15 years of age or younger.

Only one clinic (IELLA/Profamilia) referred four cases of rape, or suspected rape, in children under 18 years of age to the Family Department’s Abuse Hotline and to the Center for Help for Victims of Rape. From the information provided by this clinic, it can be deduced that one of these four cases is a minor of 16 years of age or older, the legislators said. However, the clinic does not specify the age of the minors of the other three referred cases, they said.

Meanwhile, the Darlington Medical Associates clinic indicated that they do not refer cases of rape, or suspicion of it, to the Family Department, but refer them through a formal written referral addressed to the University Hospital where the minor is taken.

The clinics, when dealing with those 118 cases of children under 15 years of age or less, they said, were faced with a reliable fact that demonstrates, at least, suspicion that a sexual assault was committed under Article 130 of the Penal Code of Puerto Rico, and suspicion of sexual abuse under Article 3(b) of Law 246-2011.

Notwithstanding, the Family Department testified during a public hearing on May 9 that between 2018 and 2022, it did not receive any referral from the abortion clinics in Puerto Rico for cases of rape, or suspected rape, in the cases of minors who had gone to the clinics for abortions, the lawmakers said. That includes cases of minors 15 years of age or younger, who had an abortion at those clinics, they said.

Ortiz González appoints twin PDP ‘pillars,’ electoral commissioner & party secretary

Focused on the reorganization of the party and laying the foundations to strengthen the electoral area of the Popular Democratic Party (PDP), the new party president, Jesús Manuel Ortiz González, on Thursday appointed Karla Angleró González as PDP electoral commissioner and Gerardo “Toñito” Cruz Maldonado as party secretary and alternate electoral commissioner.

“The reorganization of the institution must be intrinsically linked to the organization of our electoral army, that is why the first two pillars on which my Future Project was based were the effective reorganization of the party and the preparation of our electoral army,” Ortiz González said. “These two components will create the pillar that will strengthen our party ahead of the 2024 election. Aware of the importance of these first two points, I had to name two experienced people who are familiar with my work and my vision for the party.”

In addition to having been the electoral coordinator of Ortiz González’s campaign for the party presidency, Angleró González served as alternate electoral commissioner of the PDP between 2017 and 2019.

“Karla will be in charge of having our electoral army ready for the upcoming electoral processes,” Ortiz González said. “That includes the execution of the ‘Red Alert’ education program that will prepare our electoral component for the 2024 elections.”

Cruz Maldonado, meanwhile, is a recognized expert on electoral matters in the PDP and will be in charge of the PDP Secretariat while simultaneously serving as alternate commissioner.

“No one doubts the capabilities and experience that Toñito Cruz has, which he is once again putting at the disposal of the party,” Ortiz González said. “He, among other things, will be in charge of the work team that

will provide the recommendations related to the Electoral Code and all the reorganization efforts that include the ‘Metropolitan Task Force’ (San Juan, Bayamón and Guaynabo) and the ‘Group of 15’ that will attend to municipalities that require special actions in their reorganization process.”

Jesús Manuel Ortiz González on Thursday emphasized the need to guarantee the legitimacy of the vote in any amendments to Puerto Rico’s Electoral Code.

“What the governor and his party have to say is whether he is willing to sign a measure that takes away the NPP’s [New Progressive Party’s] absolute control of the administration of the State Elections Commission,” Ortiz González said.

“Here we cannot continue to treat the commission like just another agency,” the PDP president insisted. “There has to be a

balance, open processes, participation and a guarantee that each vote that is counted is the vote that was cast.”

Ortiz González’s remarks came after Gov. Pedro Pierluisi Urrutia on Wednesday expressed confidence that the PDP leadership will agree to amend the Electoral Code. Pierluisi maintains that if the opportunity to do so is not seized, it will be a loss for the PDP.

“We are not going to lend ourselves to the approval of a superficial measure and then the same problems of 2020 will arise, but now with the responsibility of the Popular Party,” Ortiz González warned. The PDP leader stressed the need to address the core issues of the electoral code.

Rebuttal reports filed by fiscal board, bondholders show conflicting takes on PREPA’s ability to pay its debt

The Financial Oversight and Management Board and Puerto Rico Electric Power Authority (PREPA) bondholders got into arguments this week over PREPA’s ability to pay its debt.

The arguments occurred in rebuttal reports filed Monday and Tuesday.

Oversight board expert Glenn George, a partner at Bates White Economic Consulting, argued that the rate structure proposed by bondholder experts could put PREPA into a death spiral, and that they misunderstand the affordability constraint.

Maureen Chakraborty, managing principal at the Analysis Group, who was hired as an expert by PREPA’s bondholders, argued that PREPA can collect $13.4 billion in additional net revenues through 2058, compared with the $5.8 billion estimated by PREPA’s experts.

“The [oversight] Board miscalculates electricity consumption for its Hypothetical Residential Customer, thereby causing an error in the calculation of the ceiling on the affordable rates that could be charged to the Hypothetical Residential Customer and PREPA customers more generally,” Chakraborty said. “Holding all else equal, correcting this error increases PREPA’s Additional Net Revenues available for servicing the New Bonds from $5.68 billion to as much as $8.96 billion, a difference of $3.28 billion.”

is wrong because the oversight board made a $3 billion mistake in estimating electricity consumption, and a $1 billion mistake related to income projections, among other errors and omissions.

George said “an increase in utility rates inevitably leads to a loss of net electrical load due to some combination of load defection and grid defection (total loss of net load, e.g.,

through outmigration or “cord-cutting” such as installation of rooftop solar PV [photovoltaic systems] combined with enough battery storage to go off-grid altogether).”

“How much net load is lost and how quickly, is a function of the price elasticity of demand for electricity,” he said Bondholder expert Susan Tierney, a senior adviser at Analysis Group, noted that

the oversight board overstated how much rate increases would decrease demand.

Thomas S. Terry, CEO of The Terry Group, who also was hired as an expert for the bondholders, argued that PREPA’s pension claim was $2.6 billion, not $4 billion as the board’s expert calculated. The discrepancy is because the oversight board’s actuary didn’t assess the reasonableness of the assumptions that underpin the pension claim.

Oversight board expert Jurgen Weiss, an academic adviser at the Brattle Group, argued meanwhile that bondholder experts misrepresent the board’s consideration of affordability. He also said the inflation-adjusted legacy charge is misguided and that the board accurately used its affordability measure.

Andrew Wolfe, an economic adviser to the oversight board, disputed bondholders’ economic growth models. In particular, he noted the pattern of migration in Puerto Rico provoked by economic downturns and the high cost of energy.

“Unlike labor confined within national borders, labor in Puerto Rico is free to move to another region where economic prospects are better,” Wolfe said. “Even in the European Union, where borders are technically open, labor mobility is hampered by cultural factors and nationality change. Not so in Puerto Rico. Among other things, there are many mainland Puerto Rican communities that can and do make migration smoother and more attractive than cross border migration within Europe.”

USDOT awards PR over $46 million for road repairs on federal lands

The U.S. Department of Transportation (DOT) awarded $46.4 million for repairs to roads on federal lands in Puerto Rico that were damaged by hurricanes Irma, Maria and Fiona, Resident Commissioner Jenniffer González Colón announced Thursday.

“Local agencies continue to receive federal resources to move forward with the reconstruction of the island,” the resident commissioner said. “In this case, DOT is injecting over $46 million so that roads and highways on federal land continue to be repaired. I hope our communities will soon be able to see the impact of these funds.”

As part of the award, $36 million will be administered by the Puerto Rico Highways and Transportation Authority. Eligible repair work includes emergency

repairs needed to restore essential traffic, minimize the extent of damage, or protect remaining facilities, as well as permanent repairs needed to restore the road to its pre-disaster condition.

The U.S. Forest Service, for its part, will have $10.4 million to repair roads or make other roadway-related repairs on federal property, such as within the El Yunque National Forest. The funds could cover permanent and emergency work, landslides, pavement damage, construction or reinforcement of retaining walls, trenching to open roads and culvert damage.

The funds are awarded under the DOT’s emergency relief program, authorized under Title 23, U.S.C., Section 125. The program was created to assist states with the repair or reconstruction of federally assisted roads and highways on federal lands that have suffered serious damage as a result of natural disasters or catastrophic failures from an external cause.

The Mental Health and Anti-Addiction Services Administration (ASSMCA by its Spanish initials) will mobilize this Saturday at the Boquerón resort in Cabo Rojo to

promote responsible alcohol consumption and prevent risky behaviors.

“The initiative is part of the work we are doing to guide and raise awareness about the impact of health and quality of life,” said Carlos Rodríguez Mateo, the ASSMCA administrator, in a written statement.

“We are seeing drunk drivers cause death or leave lifelong scars,” he said. “This community impact seeks to carry the message that we can enjoy life if we are responsible.”

An ASSMCA study revealed that nearly 24,000 students in seventh to 12th grade have used e-cigarettes and/or vaporizers in the past 30 days, underscoring the importance of understanding the health effects of vaping.

Upcoming ASSMCA events include visits to La Parguera in Lajas on June 4, the public beach in Carolina on July 9, and Puerto Nuevo public beach in Vega Baja on July 16.

CRIM looks to register an estimated 240,000 properties for first time

Bayamón Mayor Ramón Luis Rivera Cruz, who is a member of the board of directors of the Municipal Revenue Collections Center (CRIM by its Spanish acronym), said Thursday that the notifications the CRIM is sending to citizens are not collection letters, but rather attempts to update data on properties.

CRIM is responsible for collecting property taxes, which are then distributed to cities.

“What the CRIM is doing, in conjunction with the fiscal plan of the Financial Oversight and Management Board, is to update all the data,” Rivera Cruz said. “So, now all those properties that have not been registered or that people have not registered or because there are many and with two or three people [working] in the CRIM it is impossible [to do it], will be inserted into the system.”

Rivera noted that although citizens would have to register recently built properties on lots that were once acquired empty,

meaning without any structure on them, that does not mean they will necessarily have to pay property taxes.

“80% of the properties in Puerto Rico have a tax exemption because their value is $250,000 and below,” he said.

The Bayamón mayor, as has CRIM Executive Director Reinaldo Paniagua Látimer, said that after Hurricane Maria, many Puerto Ricans were unable to claim disaster assistance from the Federal Emergency Management Agency because their properties were not registered with the CRIM.

“If you built, then the structure that you built and the structure that you built exceeds $200,000 or $400,000, that structure, yes, a part of that, in the long term is inserted [into the registry] to pay taxes and that is valid and that is reasonable,” Rivera Cruz said.

It is estimated that some 240,000 properties are not registered with the CRIM.

“There are also many plots and land parcels that were not registered in the CRIM registry,” the mayor pointed out. “They were segregated but not registered.”

Rivera Cruz said citizens also have the option of notifying the CRIM that they have lost property due to disasters such as hurricanes and earthquakes.

Man charged with strangling partner, then assaulting hospital guards in Ponce

Aman was booked into jail in Ponce earlier this week after failing to pay bail imposed on charges of aggravated abuse of his partner under Act 54, Puerto Rico’s domestic violence law, two counts of assault and one count of violating section 6.06 of the Weapons Act related to the use of a knife.

According to the police report, on Monday, José Muñiz García, 21, grabbed his partner by the neck, and after that incident the accused assaulted two security guards at San Lucas Hospital in Ponce, where he was arrested.

“Strangulation is the deadliest form of domestic vi-

olence. In this case the victim is a survivor of non-fatal strangulation, but is definitely in imminent danger,” Justice Secretary Domingo Emanuelli Hernández said in a written statement. “For this, having obtained the required evidence, the Specialized Unit of the Ponce Prosecutor’s Office immediately filed charges. Domestic violence cases are a priority at the Department of Justice and we continue to implement tools to streamline their prosecution.”

Judge Ángel Candelario Cáliz determined cause and imposed a total bail of $200,000, which the accused did not post. Muñiz García was admitted to the Sgt. Pedro Rodríguez Mateo correctional complex in Ponce.

House Democrats move forward with petition to force debt limit vote

House Democrats pushed forward earlier this week with a procedural move that could force a vote to increase the debt limit should negotiations between President Joe Biden and Republicans collapse, moving despite signs of progress in the bipartisan talks to advance a long-shot Plan B to avert a default.

Rep. Hakeem Jeffries, D-N.Y., the minority leader, wrote to his colleagues urging them to quickly sign a discharge petition, which can automatically force a House vote on legislation if 218 members sign it.

Although Jeffries noted there were signs after Tuesday’s White House meeting hosted by Biden that a “real pathway exists to find an acceptable, bipartisan resolution that prevents a default,” he said Democrats must take all possible steps to avert a crisis.

At the same time, the president has indicated openness to considering new work requirements for recipients of food stamps and other federal aid, a Republican demand opposed by Democrats in the House and Senate. Biden, before he left for Japan on Wednesday to attend a meeting of the Group of 7 nations, sought to downplay whatever concessions he might make, characterizing the potential changes to benefit requirements as “not anything of any consequence.”

The Treasury Department has projected that it could exceed its legal authority to borrow to pay the government’s debt as early as June 1, leading to a disastrous default.

“Given the impending June 1 deadline and urgency of the moment, it is important that all legislative options be pursued in the event that no agreement is reached,” Jeffries wrote. He said that Rep. Brendan Boyle of Pennsylvania, the senior Democrat on the Budget Committee, would be filing a discharge petition “to provide a vehicle that may be necessary to protect the full faith and credit of the United States.”

“It is imperative that members make every effort to sign the discharge petition today,” Jeffries wrote.

On Wednesday evening, Democrats lined up in the House chamber to sign the petition, with more than 200 lawmakers adding their names. Democratic officials expect that all 213 of their members will

sign the petition if no breakthrough in the budget negotiations emerges.

The Democratic strategy faces long odds, given the complexity of the maneuver and the partisan divide in the debt talks. Democrats would need at least five GOP members to join them to reach a majority and force a vote, but no Republican is expected to even consider signing unless the debt limit situation becomes especially dire.

But even if the effort falls short, Democratic officials say the discharge petition keeps pressure on Republican leaders to strike a deal or face a potential revolt among their more politically vulnerable members who could pay a price with voters if they are seen as helping to push the country into default. Democrats also see the petition as a way to demonstrate that their party is doing all it can to prevent an economic debacle.

Speaker Kevin McCarthy on Wednesday dismissed the tactic as a “political game” that would go nowhere, noting that conservatives in the Senate would try to block it.

“So is that even sensible? Is that even being productive? Is that even responsible?” McCarthy said at a news conference with congressional Republicans. “It seems to be that would be playing into a Biden default. I think America is tired of those political games.”

Rep. Tom Cole, R-Okla. and a leading legislative tactician as chair of the Rules Committee, said Tuesday that he doubted Republicans would cross over and sign on.

“I don’t think we are in any trouble,” Cole said in an interview. “I don’t think anybody wants to be one of about a half a dozen that hands victory over to Biden.”

The Democratic maneuver is considered a last resort, and such efforts have rarely worked in the past, given the obstacles put in the way. Even if the backers of the petition were to obtain the required signatures, House

rules stipulate that the legislation could be voted on only on specific days.

Aware of the constraints, Democrats quietly took steps earlier this year to make sure they had ample time to execute their plan, introducing an obscure bill that could be used as a vehicle for an eventual debt limit increase so it could be referred to committees in time to run out the 30-day clock that House rules require before a measure can be discharged. This month, they filed a special emergency proposal that cleared the way for them to begin collecting signatures this week.

Democrats see Republicans in swing districts carried by Biden as those most likely to be swayed in the event of a default since they could be most at political risk.

But Cole said that House Republicans from those districts had been the most reliable backers of McCarthy, who would oppose a discharge petition since it would essentially take control of the floor out of his hands.

“I don’t think they are likely to crack,” he said.

In his letter, Jeffries noted that former President Donald Trump had encouraged Republicans to allow the nation to default if Republicans cannot extract deep spending cuts from Democrats, a position that could encourage Republicans to hold out in the talks.

“In the next few weeks, at the reckless urging of former President Trump,” he wrote, “we confront the possibility that right-wing extremists will intentionally plunge our country into a default crisis.”

EPA announces crackdown on toxic coal ash from landfills

The Biden administration is moving to close a loophole that had exempted hundreds of inactive coal ash landfills from rules designed to prevent heavy metals such as mercury and arsenic from seeping into groundwater, the Environmental Protection Agency said earlier this week.

Coal ash, a byproduct from burning coal in power plants, contains lead, lithium and mercury. Those metals can pollute waterways and drinking water supplies and have been linked to health effects, including cancer, birth defects and developmental delays in children. They are also toxic to fish.

The proposed regulation, part of a settle-

ment between the EPA and environmental groups, would require those responsible for the coal ash to monitor groundwater supplies and clean up any contamination from the landfills.

Michael S. Regan, the EPA administrator, said the rule would help to protect low-income communities of color, where the overwhelming number of old landfills are located.

“Many of these communities have been disproportionately impacted by pollution for far too long,” Regan said in a statement.

Burning coal for electricity pollutes the air and releases planet-warming greenhouse gases, but some of its most dangerous elements are found in the ash, which is stored in ponds or dry landfills. About half of all the coal ash in the United States — more than 1 billion tons,

The new rule is expected to face opposition from utilities and fossil-fuel supporters in Congress, including Sen. Joe Manchin, D-W. Va., who has personal financial ties to the coal industry.

The proposal comes on the heels of a Biden administration move to slash greenhouse gas emissions from power plants. That prompted Manchin, the top recipient of oil and gas industry campaign contributions last year, to accuse the Biden administration of being “hellbent on doing everything in their power to regulate coal and gas-fueled power plants out of existence.”

The regulation proposed Wednesday would cover what the agency calls “legacy” coal ash landfills, not current power plant operations.

“For far too long, a large portion of toxic coal ash around the U.S. was left leaching into drinking water supplies without any requirement that it be cleaned up,” said Lisa Evans, the senior counsel for Earthjustice, an environmental group that led the lawsuit to force the EPA to address the unregulated landfills.

Michelle Bloodworth, president of America’s Power, a trade group that represents coal interests, declined to comment, saying she had yet to review the proposed rule.

In 2008, the six-story-tall dike holding back a massive pond of coal waste at a plant

in Kingston, Tennessee, collapsed, releasing more than 1 billion gallons of ash and slurry into the surrounding community.

The Kingston coal ash spill remains one of the largest industrial disasters in U.S. history and helped spur the first federal controls on the disposal of coal ash, which were implemented in 2015. The rules imposed stringent inspection and monitoring requirements at coal plants and mandated that plants install technology to protect water supplies from contamination. But landfills that stopped receiving ash before October 2015 were exempt from the rules.

The EPA said Wednesday those inactive landfills, which are usually not monitored, were more likely to be unlined, making them prone to leaks and structural problems.

In January, the EPA proposed regulations that would force utilities to strengthen safeguards for toxic coal ash pollution from power plants — requirements that had been delayed by President Donald Trump’s administration. Under Trump, who promised a comeback for the coal industry, the EPA sought to allow some leaking coal ash storage ponds to remain in operation and some unlined ponds to stay open indefinitely.

The proposed rule, which was published Wednesday in the federal register, is subject to a 60-day public comment period and is expected to be finalized by next spring.

Bike-path killer is sentenced to life as victims speak out

AManhattan jury had already decided that Sayfullo Saipov would be sentenced to life imprisonment this week for carrying out the 2017 terrorist attack on a West Side bike path that killed eight people, including six foreign tourists.

But before Judge Vernon S. Broderick imposed that sentence, about 20 victims, family members and others addressed the court, in person or in writing, aiming their anger, sadness and, in a few cases, their forgiveness directly at Saipov.

Among the spectators at the daylong hearing were many of the 12 jurors who participated in the two-month trial and weighed whether Saipov, 35, should receive the death penalty or life in prison. Because the jury could not reach a unanimous verdict, Saipov received an automatic life sentence.

The jury foreman, J.P. Patrick, 69, of Yorktown Heights, New York, revealed after the hearing that during the deliberations, the jury originally was split with eight jurors favoring capital punishment and four in favor of life imprisonment. Ultimately, he said, the jurors deadlocked at 7-5 in favor of a life sentence.

Patrick said the jury left the deliberation room “believing we had done our job soberly, intelligently and with compassion.”

Prosecutors said during the trial that Saipov, an immigrant from Uzbekistan, told authorities after his arrest that he was proud of what he had done and had carried out the attack to become a member of the Islamic State group.

Amanda Houle, one of the prosecutors, said Wednesday that Saipov “delights in the suffering he has caused these victims.”

“Every indication from the evidence,” Houle said, “is that the defendant would do this again if he could.”

Saipov, speaking through an Uzbek interpreter, also addressed the court. Showing no remorse, he spoke for almost an hour, ultimately focusing on what he said was the persecution of Muslims around the world.

Saipov said that if a Muslim kills “one unbeliever anywhere,” people will talk about that crime “for months and months,” but that they do not talk “about innocent Muslims dying” in many other places.

Broderick imposed eight consecutive life sentences on Saipov — one for each fatality — and consecutive sentences totaling 260 years on other counts.

“The conduct in this case is among the worst if not the worst I have ever seen,” Broderick said, “both in terms of the impact it had on these victims and the sheer unrepentant nature of the defendant.”

As the victims spoke, Saipov remained mostly expressionless, sitting by his lawyers and keeping his head lowered. Occasionally, he looked up at the speakers.

“Mr. Saipov, I am one of your victims,” said Marion Van Reeth, a Belgian woman who in the attack sustained a spinal cord injury and broken ribs and had to have both legs amputated. “I will never be able to walk like you can. I loved my life. I loved to walk.”

She asked Saipov whether he was still convinced, more than five years later, that his “cruel act” against innocent people

was the right thing. Did he feel he was a soldier of the Islamic State group and was he still proud of his act?

“I really hope not,” she added.

Maria Alejandra Sosa, whose husband, Alejandro Pagnucco, was one of five Argentine bicyclists killed, told Saipov he was “worthless” and “pitiful,” adding that she looked forward to the day when Saipov died in jail.

Monica Missio, whose 23-year-old son Nicholas Cleves was killed, said her child would have seen Saipov’s truck speeding toward him and known he was going to die.

“He must have been terrified,” Missio said, adding, “I’m haunted by the horror of it.”

The case was the first federal death penalty trial during the administration of President Joe Biden, who had campaigned against capital punishment. In seeking Saipov’s execution, prosecutors had cited what they described as his premeditative behaviors, such as his planning of the attack, as well as the danger he would pose in prison, his lack of remorse and his professed desire to further the Islamic State group’s ideological goals.

Saipov carried out the attack on a balmy Halloween Day, when the bike path was crowded with tourists and others, mowing them down in a rented 6,000-pound Home Depot truck, crushing some of the victims and sending others flying into the air.

He plowed into one group of 10 Argentine friends who were biking two-by-two, striking and killing “every single rider on the left side of the column,” Alexander Li, another of the prosecutors, said during the trial.

Among the eight fatalities in the attack were the five Argentine bicyclists and a Belgian woman, Ann-Laure Decadt. The other victims were Cleves and Darren Drake, a 32-yearold financial worker from New Jersey.

Rachel Pharn, who sustained a broken foot and ankle and damage to her left shoulder when Saipov’s truck hit her,

was the last victim to speak. She addressed Saipov.

“I want to know how you came to be,” Pharn asked him, “how you got to where you are, how I can fix you, so I can figure out how to fix the world.”

Filling the gaps left by Bed Bath & Beyond

Engaged couples are struggling to navigate Bed Bath & Beyond’s faltering wedding registry system. Suppliers are scrambling to cultivate new business partnerships. Landlords are quickly closing deals on leases for suddenly vacated big-box locations. On TikTok, a shopper’s daily trips to a Manhattan store have found a receptive audience.

After Bed Bath & Beyond’s recent Chapter 11 bankruptcy filing, the winding down of the 52-year-old home-goods giant has led to frustration, sorrow and a race to capitalize on its demise.

C.C. Manstrom is one person who feels left in the lurch. Since setting up her wedding registry with the retailer in January, she has watched a majority of the 30 items on the list slowly become unavailable. This month, when her great-aunt went to a location in Fargo, North Dakota, she was told that the retailer could no longer keep track of what had been purchased off the registry. Manstrom is now concerned she may receive multiple George Foreman grills or baking sets as gifts.

The retailer also stopped honoring credits, which means Manstrom is out the $60 that had been put into her account for gifts that were purchased but not available. She hasn’t been able to get a customer service representative on the phone, and when she went to her local store, the employees weren’t able to help.

“It is frustrating,” Manstrom, 25, said. “It’s a new task you have to deal with on the wedding checklist.”

As a backup, Manstrom and her fiancé, whose wedding is scheduled for July 23, decided to set up another registry on Amazon.

Julie Strider, a spokesperson for Bed Bath & Beyond, said the retailer was searching for a third-party partner to transfer customers’ data so shoppers could complete their registries. She added that customers were still able to view and download the existing registry data.

In the meantime, other companies are swooping in to fill the void for the newly engaged. Etsy unveiled a wedding registry on May 10 and said thousands of couples had signed up. Zola, an online registry business, has received “several hundred emails” from couples asking to transfer over their Bed Bath

& Beyond registries, Emily Forrest, a company spokesperson, said.

Competitors of Buy Buy Baby, which Bed Bath & Beyond owns and is also being liquidated, are seeing benefits, too. Babylist, an online registry business, said the number of registries created on its platform in the past few weeks since Bed Bath & Beyond filed for bankruptcy was 35% higher than a year ago. More than 1,200 registry accounts have been transferred to its site, Natalie Gordon, the company’s CEO, said.

Bed Bath & Beyond and Buy Buy Baby suppliers have been revising their strategies in recent months. Many held back inventory and devoted less resources to the retailer as it tried to work through a turnaround plan. Still, because Bed Bath & Beyond is known for its ability to carry a vast array of products, it continued to attract smaller companies trying to raise their profiles.

“I do think that there’s going to be some lost opportunities for some brands,” said Steve Greenspon, the chair of the International Housewares Association and CEO of the home storage brand Honey-Can-Do, which stopped selling with Bed Bath & Beyond last year.

Christina Carbonell and Galyn Bernard, the founders of the gender-neutral clothing brand Primary, are rethinking their strategy to sell within stores as Buy Buy Baby goes out of

business. Shortly after their apparel hit shelves in April last year, they felt the impact of the retailer’s financial troubles. In August, when Bed Bath & Beyond rolled out its turnaround plan, Buy Buy Baby cut its order with Primary, as it did with several other suppliers. Inside stores, they saw that their merchandise inventory was low.

The experience caused the founders to focus on becoming profitable without relying on the sales from the Buy Buy Baby partnership, which accounted for about 10% of their business, they said.

“Going into the next wholesale partnership, I would be more inclined to start small and learn and build on that learning than to go big right away,” Carbonell said.

Overstock.com, the online retailer known for selling larger furniture such as sofas and beds, is using this moment to court Bed Bath & Beyond’s former suppliers. In the second half of 2022, Overstock steadily expanded its offerings of pots and pans and coffee makers from Keurig and Mr. Coffee.

“Today, Bed Bath & Beyond suppliers continue to look for alternative distribution channels and are expanding their footprint with us,” Jonathan Johnson, the CEO of Overstock, said in an interview. “As others struggle, more people are willing to sell products to us because they need the distribution.”

For the moment, a number of Bed Bath

& Beyond locations remain open, and shoppers are keeping a close eye on liquidation sales. Since the bankruptcy announcement, Ellie Maeda has made a habit of going to Bed Bath & Beyond’s last Manhattan location as soon as the doors open each day to monitor the latest discounts and share them with her 5,400 followers on TikTok.

In her posts, she gives updates on what’s still well stocked (coffee pods and dining sets) and the new stacks of products that pop up (purifying systems and Breville blenders). She laments the merchandise that hasn’t been marked down enough yet for her to buy (KitchenAid mixers and bedsheets).

“I’m just a gal with a dream, manifesting 40%,” Maeda, 27, said. “I want everyone to get what they want so badly. If we all collectively wait it out together, hopefully the sales will get a little better.”

One notable difference between the Bed Bath & Beyond bankruptcy and those of retailers during the 2008 downturn is that it probably won’t leave scores of empty storefronts in its wake.

In the weeks since Bed Bath & Beyond said it would close its 480 stores by the end of June, Brandon Svec, who studies retail analytics at the real estate firm CoStar, has seen how potential tenants have swooped in to sign leases for locations the retailer is exiting. The demand is so great that some of the locations will never hit the open market, as landlords and tenants negotiate directly, he said.

Grocers like Natural Grocers, off-price retailers like Burlington, T.J. Maxx and Five Below and gyms like Crunch Fitness and Urban Air are among the tenants that have moved in after Bed Bath & Beyond vacated. Canadian Tire paid $1.6 million this month to acquire 10 former Bed Bath & Beyond locations.

In some cases, the locations that housed Americans’ fading obsession with brick-andmortar retail are making room for a new favorite pastime: Landlords are moving pickleball gyms into old Bed Bath & Beyond stores.

“There’s a lot of good real estate,” Svec said. “It’s going to be some locations that are going to take a little bit longer to sell. But for the most part, this seems to be a good time for this to happen from a perspective of the market.”

Nasdaq jumps as growth stocks back in play, debt ceiling deal optimism prevails

The Nasdaq and the S&P 500 rose on Thursday as investors shifted into high-growth stocks amid optimism about a U.S. debt ceiling deal being reached soon, while shares of Walmart gained on its strong annual forecast.

The benchmark S&P 500 index reversed declines by early afternoon trading on reports that top U.S. congressional Republican Kevin McCarthy said the House could vote on reaching a deal to raise or suspend the debt ceiling as soon as next week.

President Joe Biden and McCarthy reiterated their aim to strike a deal soon on Wednesday to raise the $31.4 trillion federal debt ceiling and agreed to talk as soon as Sunday.

Analysts also pointed to a steady stream of better-thanfeared earnings, positive developments around the debtdebate and data pointing to the Federal Reserve’s aggressive rate-hiking cycle taking hold helping boost sentiment.

Growth stocks led gains, with Nvidia Corp, Apple Inc and Microsoft Corp rising between 1% and 4.4%.

“We’re simply seeing money kind of leaking back into the market a little bit at a time as people have more comfort with the situation,” said David Russell, vice president of market intelligence at TradeStation.

“They’re seeing that AI is giving people a reason to get excited now, there’s simply money that has been wanting to come back, especially to semiconductors and technology stocks and now they’re getting a green light to do that.”

Netflix Inc surged 9.9% after saying its recently launched ad-supported tier reached nearly 5 million active users per month.

Chipmaker Micron Technology Inc’s shares gained 5.0% as it plans to invest up to 500 billion yen ($3.70 billion) in Japan for new chips over the next few years.

Shares of Walmart Inc added 0.4% after the retailer raised its annual sales and profit targets, benefiting from inflation-wary consumers trading down to cheaper groceries.

At 12:07 p.m. ET, the Dow Jones Industrial Average was down 99.62 points, or 0.30%, at 33,321.15, the S&P 500 was up 13.43 points, or 0.32%, at 4,172.20, and the Nasdaq Composite was up 121.62 points, or 0.97%, at 12,622.18.

Take-Two Interactive Software Inc jumped 12.8% as it beat estimates for quarterly adjusted sales.

Bath & Body Works Inc gained 9.6% after the beauty and skincare firm raised its annual profit forecast.

Meanwhile, data showed the number of Americans filing new claims for jobless benefits fell more than expected last week, suggesting the labor market remains tight.

Investors also digested comments from a slew of Fed speakers including Dallas Federal Reserve Bank President Lorie Logan and Fed Governor Philip Jefferson on economic growth and the path of monetary policy.

The pan-European STOXX 600 index lost 0.19% and MSCI’s gauge of stocks across the globe gained 0.04%.

Emerging market stocks lost 0.35%. MSCI’s broadest index of Asia-Pacific shares outside Japan closed 0.57% lower, while Japan’s Nikkei rose 0.84%.

The dollar gained ground against a basket of world currencies, the greenback benefiting from its safe-haven status as debt ceiling talks grind on.

The dollar index rose 0.4%, with the euro down 0.31% to $1.0827.

Ukraine and China will dominate G-7 summit, but a new threat lurks: AI

President Joe Biden began his foreshortened Asia trip Thursday in Hiroshima, a city that devotes itself to reminding the world of what happens when a brutal war escalates into a nuclear one. There he prepared for discussions with his closest allies on two crucial issues: how to better arm Ukraine as it enters its counteroffensive against the Russian invaders, and how to slow, or halt, the downward spiral in relations with China.

Both are now familiar topics to the leaders of the Group of 7 nations, who have grown far tighter, and have remained surprisingly unified, since Russia began its assault on Ukraine 15 months ago. But at some point over three days of discussions, the G-7 leaders are also expected to venture into new territory: the first conversations among the world’s largest democratic economies about a common approach to regulating the use of generative artificial intelligence programs such as GPT-4.

Artificial intelligence was not on the early agenda as Prime Minister Fumio Kishida invited the other six leaders — joined by Prime Minister Narendra Modi of India and, via video or in person, President Volodymyr Zelenskyy of Ukraine — to the Japanese prefecture where he got his political start.

But as the new artificial intelligence language model from OpenAI made nations around the world focus for the first time on the possibilities for disinformation, chaos and the physical destruction of critical infrastructure, Biden’s national security adviser, Jake Sullivan, began calling counterparts to seek a common discussion.

It is far from clear that this group of leaders — the G-7 also includes Germany, Britain, France, Canada and Italy — can sustain a conversation on a technology that appeared to burst on the scene so quickly, even if it was years in the making. Past efforts to get the group to take up far more straightforward cybersecurity issues usually descended into platitudes about “public-private partnerships,” and there has never been serious discussion of rules to guide the use of offensive cyberweapons.

U.S. officials say that in the case of chatbots, even a vague foundational discussion may help in establishing some shared principles: that the corporations that bring products using the large-language models will be primarily responsible for their safety, and that there must be transparency rules that make it clear what kind of data each system was trained on. That will enable lower-level aides to discuss details of what those first regulations would look like, the officials said.

But as the G-7 leaders convene starting Friday, it will be Ukraine that will dominate the conversation, at a critical moment for Zelenskyy, for Ukraine and for the core Western democracies now seized with an urgent mission of bringing about what Biden calls the “strategic defeat of Russia in Ukraine.”

Biden often says that Russia is already defeated. But the fear permeating the seven large democracies here is that unless the counteroffensive proves highly successful, Ukraine will settle into a bloody, frozen conflict in which the best hope would be an armistice, reminiscent of the one that brought a halt to fighting on the Korean Peninsula 70 years

ago this summer.

Such a confrontation seemed almost impossible to imagine in 1997, when President Bill Clinton and Prime Minister Tony Blair of Britain invited Russia to become a full member of the group, expanding it — for nearly two decades — into the G-8. Russia was “suspended” after its annexation of Crimea in 2014, and it withdrew from the group three years later.

Now, with his troops already seeking to destroy Russian weapons depots before the counteroffensive, Zelenskyy just completed a series of rapid-fire visits to European capitals to shore up support for continued heavy spending on armaments and aid. He is expected to address the leaders in Hiroshima virtually, but there have been behind-the-scenes conversations about whether to take the risk of bringing him personally to the other side of the world to make his case.

Either way, he will have a large audience. In addition to India, the leaders of Australia, South Korea, Brazil, Indonesia and Vietnam will be present as guests. It is part of a broader strategy by Biden and his allies to draw in nations that, to varying degrees, have been fence-sitters on the Ukraine war, refusing to condemn Russia too harshly, to enthusiastically enforce sanctions, or to supply weapons to Ukraine.

Some of the core members are seeking to arm Zelenskyy in ways that may outpace Biden’s willingness. When he was in Britain, Prime Minister Rishi Sunak embraced Zelenskyy in a bear hug and told reporters, “They need the sustained support of the international community to defend against the barrage of unrelenting and indiscriminate attacks that have

been their daily reality for over a year. We must not let them down.”

Britain and the Netherlands have been pressing Washington to allow Ukraine to begin training on the use of F-16 fighter jets. But just as Biden was at first reluctant to turn over HIMARS and Patriot missile batteries and other technologies, he has been cautious about the F-16, a plane that could easily reach, and hit, the Kremlin.

So the United States seems likely to argue in Hiroshima that the fighter jets, while symbolically impressive, would be so expensive that they would come at the price of sending far more useful, inexpensive systems, including the air defenses that have proved surprisingly successful in taking down incoming Russian missiles. The apparent damage of at least part of a new Patriot missile battery in Kyiv this week has underscored the fact that such systems are precious.

Biden has consistently been cautious — overcautious in the minds of Zelenskyy and some NATO allies — about giving Ukraine weapons that he believes might lead to rapid escalation of the war and renewed threats by President Vladimir Putin of Russia to use a tactical nuclear weapon.

Britain has just begun giving Ukraine another precision weapon with greater reach than the American-provided HIMARS, a missile system called Storm Shadow. Britain’s foreign secretary, James Cleverly, told reporters in Washington last week that Putin’s threats of escalation now ring more hollow, and that these “are gateways to which they are going to have to pass.”

For Kishida, the host, navigating the nuclear issues will be unusually tricky. The summit will open with a visit by Biden to the landmark atomic dome, making him the second U.S. president to see the site of the atomic bombing ordered by President Harry Truman. (President Barack Obama came in 2016, and Kishida was one of his guides to the site.)

Like many Japanese political leaders, Kishida has pressed throughout his career for the gradual elimination of nuclear weapons. But he and other Japanese politicians also concede that Putin’s threats have made American “extended deterrence” under its nuclear umbrella more vital to Japan’s strategy now than it has been for years.

G-7 officials will also be grappling with the downward spiral in relations between China and the United States. Sullivan, the national security adviser, spent two days in Vienna last week with Wang Yi, China’s top foreign affairs official, in what was widely described as an effort to get communications going again after the U.S. decision to shoot down a Chinese surveillance balloon off the coast of South Carolina.

Officials have said little about the meeting, but it appears that China told Sullivan they are open again to visits from Commerce Secretary Gina Raimondo, Treasury Secretary Janet Yellen and, ultimately, Secretary of State Antony

Biden, who on Tuesday canceled additional stops on this trip in Papua New Guinea and Australia so he can return on Sunday to the United States to deal with debt ceiling negotiations, said Wednesday he was trying to meet again with the Chinese leader, Xi Jinping. That is a sign that the freeze in relations in recent months may be beginning to let up, even if the fundamental dynamic between the United States and China, a growing nuclear power, has yet to change.

The latest rift among Ukraine’s allies is whether to send F-16s

Biden administration issuing re-export licenses to European militaries, enabling them to transfer their F-16s to Ukraine. Later Tuesday, after Britain and the Netherlands announced their socalled “fighter coalition,” Secretary of State Antony Blinken and the Dutch foreign minister, Wopke Hoekstra, spoke by phone to discuss Ukraine and other issues.

Hoekstra said Wednesday that “we haven’t reached a solution yet” in what another senior European diplomat described as a slow-moving and difficult discussion.

“When we are ready to cross that bridge and are ready to communicate this, we will,” Hoekstra said.

Afresh push by Britain and the Netherlands to provide Ukraine with F-16 fighter planes has exposed the latest fault line among Western allies who have wrangled repeatedly over sending powerful weapons of war, once again pitting a reluctant United States against some of its closest European partners.

Several European allies are prepared to give their F-16s to Ukraine. But the Biden administration, which must approve any transfers of the U.S.-made planes, remains unconvinced that Ukraine needs the expensive jets, which are a staple of many modern military arsenals.

So deep is Washington’s skepticism that Ukraine’s pilots are currently not even allowed to train on the F-16s that are owned by European states, according to a senior Ukrainian official who spoke on condition of anonymity to frankly discuss the sensitive diplomatic issue.

American reluctance to allow training would severely limit a proposed new European coalition to help Ukraine obtain and fly F-16s — whether in the current conflict or to protect against any future aggressions by Moscow after the West turns its focus from the 15-month war.

“What’s really important here is to signal to Russia that we as nations have no philosophical or principled objection to supplying Ukraine capabilities that it needs, depending on what is going on in the battlefield,” the British defense minister, Ben Wallace, said Wednesday in Berlin. He added: “This is up to the White House to decide whether it wants to release that technology.”

In Washington, a senior U.S. official said the Biden administration was still reluctant to send Ukraine its own F-16s, in part because the plane’s multimillion-dollar price tag would absorb too much of an already-dwindling pot of war funding. Instead, the U.S. official said, the administration is more concerned with speeding other U.S. weapons to Ukraine in time for a counteroffensive against Russia, and that in any case the jets would not reach the battlefield for months at least — presumably, long after that battle had begun.

The U.S. official also spoke on condition of anonymity, as did four other senior Western officials in Washington and Europe who were interviewed for this story.

This would not be the first time the Biden administration had resisted allied demands to send more powerful and sophisticated weaponry to Ukraine. In each case it eventually reversed itself, allowing the transfer of powerful HIMARS missile launchers, Abrams tanks and Patriot air defense missiles.

The Netherlands is one of four European countries that the senior Ukrainian official said have quietly signaled they are ready to send F-16s to Ukraine. Its fleet, along with those of Denmark and Belgium, could provide at least 125 combat-ready F-16s, according to the International Institute for Strategic Studies, a British think tank that assesses military stockpiles globally. Norway, which retired its unspecified number of F-16s last year in a switch to the more advanced F-35 Joint Strike Fighter, is also ready to contribute, the Ukrainian official said.

Ukraine is asking — for now, at least — for only between 24 and 36, the official said.

Earlier this week, the British prime minister, Rishi Sunak, said the United Kingdom would begin training Ukrainian pilots, starting this summer, as part of a plan “with other countries on providing F-16 jets.” His announcement, wrapped in a new package of military aid, came during a visit to London by President Volodymyr Zelenskyy of Ukraine.

Without explicit U.S. approvals, however, the training is likely to be limited to what the senior Ukrainian official described as merely technical language and tactical lessons that pilots would be taught, without ever touching an F-16.

With its powerful radar that can spot targets from hundreds of miles away and modern missiles, the F-16 contains classified and other highly restricted systems that the United States does not want duplicated or falling into hostile hands. It is among classes of weapons for which even allies must gain “releasability” permission from the Pentagon just to discuss the technology with outside partners, like Ukraine, a senior Defense Department official said.

Douglas Barrie, an IISS military expert, said it would be surprising if the Biden administration had not given “at least some kind of tacit nod and a wink” of approval for the European plan to help procure F-16s for Ukraine, and train its pilots, before moving ahead.

He said the fighter jets could play a key role in defending Ukraine, including “to continue to deny the Russians the kind of air superiority they have failed to establish.” Whether the F-16s might be used to attack Russian positions will depend on what kinds of specific weapons packages Western allies agree to equip them with.

But Ukrainian officials say they are more worried about a different kind of diversion — that of Western support as war fatigue sets in and funding dries up. They are concerned particularly with the United States, where some Republicans, including candidates in next year’s presidential election, are already questioning how much more support the country should give.

That may also be on the minds of a group of 14 Democrats and Republicans in Congress who Wednesday urged President Joe Biden to unlock the F-16s without delay.

French resistance fighter discloses mass execution of POWs

Shortly after D-Day during World War II, French resistance fighters took 47 captured German soldiers to a small wooded area in southwest-central France. In the scorching heat, they forced the soldiers to dig their own graves, shot them dead one by one and buried the bodies, covering the remains with quicklime, according to a witness.

The story of the mass execution was concealed from the public for decades, a stain on the heralded resistance movement, until the last surviving witness broke his silence to a few people — and then revealed it to a global audience in interviews published in recent days.

“We were ashamed,” the witness, Edmond Réveil, who is now 98 and was part of the resistance group, told the French newspaper La Vie Corrézienne. “We knew that we should not kill prisoners.”

French historians have confirmed the general outlines of his story, but his version of events could not be independently verified. His public statements have sent shock waves through the Limousin, a rural area in central France that has long prided itself on its history of resistance during the war and paid a heavy price for it. German Nazi officers from the military arm of the SS, the Waffen-SS, slaughtered hundreds of civilians there in retaliation.

Réveil, who could not be reached for comment, told the newspaper he had witnessed but did not participate in the killings. He first revealed the grim details in 2019 at a veterans’ meeting. French and German authorities were informed and planned to exhume the bodies. But the news was mostly kept secret.

“We knew that it was a story that could cause some reactions, some controversies, since it undermines a little of the history of the resistance,” said Philippe Brugère, the mayor of

Meymac — where Réveil now lives and which is near the site of the killings. (The mayor himself had participated in the veterans’ meeting.)

“It was a taboo, a memory we didn’t want to talk about,” Brugère said.

The French resistance comprised underground organizations that fought the Nazi occupation of France and the collaborationist Vichy regime, playing a key role in the liberation of the country. In the Limousin, they attacked and sabotaged German troops, ultimately freeing the area by the end of summer 1944.

After France was liberated, Réveil joined the regular French army and went on to fight in Germany. He then became a rail worker, ma-

rried and had several children.

The execution of German soldiers followed French resistance groups’ liberation of the town of Tulle after two days of intensive fighting in June 1944. Some 50 Germans were taken prisoner and turned over to Réveil’s detachment, he said in a 2020 recorded conversation with Brugère that was shared with The New York Times.

“We couldn’t keep them,” Réveil said of the captured, explaining that the resistance group did not have enough food and that it was difficult to properly guard so many prisoners at once.

Then, Réveil says in the recording, his detachment got the order to kill the prisoners from the leadership of the French Liberation Army. But that remains uncertain, according to Xavier Kompa, head of the local branch of the National Office for Veterans.

Réveil said his group took the prisoners to woods near a hamlet called Le Vert and that his commander, code name Hannibal, asked for volunteers to carry out the killings. Réveil said he and a few others refused.

Hannibal talked to each prisoner before he or she was shot, Réveil said. “He cried like a kid when it was time to shoot them, because it’s no fun to shoot someone,” Réveil added.

Among the prisoners was a Frenchwoman who had allegedly collaborated with the Gestapo. “Nobody wanted to kill her, so they drew lots,” Réveil said. “It smelled of blood.”

Réveil said the group decided never to speak of the massacre. He told La Vie Corrézienne that not even his wife and children knew about it.

Brugère, the mayor, said that people knew only that a group of German soldiers had been taken prisoner and that “suddenly, poof,” the group had vanished.

med in Le Vert, in what Brugère described as a discreet operation: No records were kept at the local level, few people heard about it, and the exhumations were halted for unclear reasons.

“We put a lid again on this memory,” he said.

It took another half-century and Réveil’s revelations for the case to be reopened. Brugère and Kompa, from the National Office for Veterans, said they informed the French and German authorities. Further inquiries were delayed because of the pandemic, but are expected to begin again next month.

A team from the German War Graves Commission will use ground-penetrating radar to find the site of the graves, according to the French Defense Ministry. Should the search prove successful, it will be up to Germany to exhume and rebury the bodies.

The Limousin area is remembered for its active resistance movement with several thousand fighters. In response to the uprising in Tulle, which is in the Limousin, a Waffen-SS unit hanged 99 civilians and sent 149 more to the Dachau concentration camp. The same SS unit was involved in the massacre of more than 640 inhabitants in Oradour-sur-Glane, considered the worst Nazi atrocity in France.

It is unclear whether Réveil will face any consequences for his revelations. The mayor said that he knew of no investigation into a possible war crime and that although it “could be considered as such under the law,” he saw it as “an unfortunate, tragic act of war” given the circumstances.

In the recorded conversation, Réveil was asked why he had broken his silence. He said he wanted to “make official” the history of the executions.

“Everybody knows about it,” he said of the veterans’ group and officials, “but nobody talks about it.”

How to use the debt ceiling to inflict cruelty on the poor

Seen from outside Washington, the debt ceiling battle might seem like an abstract argument between the political parties over federal spending and deficits. But for millions of low-income Americans who depend on the federal government for health care and basic nutrition, the debate is about their very lives. That’s because Republicans have singled them out, yet again, as a prime target in this year’s extortion scheme.

The bill that Speaker Kevin McCarthy muscled through the House last month would impose tough new work requirements on Medicaid, food stamps (now known as the Supplemental Nutrition Assistance Program, or SNAP) and welfare for needy families. The demands would effectively cut off health care for 1.7 million low-income people and cut off food stamps for 275,000 people. House Republicans say that if their demands are not met, they will refuse to raise the debt ceiling, plunging the country into an unprecedented default and almost certainly creating a recession.

It’s not that there is some crisis or scandal gripping those federal programs; Republicans are making these demands simply because the debt ceiling gives them the opportunity to do so. And they are going after the same group of people their party has demonized for decades.

“I don’t think hardworking Americans should be

paying for all the social services for people who could make a broader contribution and instead are couch potatoes,” said Rep. Matt Gaetz of Florida. (His deep concern about excessive spending didn’t stop him from requesting a $141.5 million earmark for a helicopter training hangar at Naval Air Station Whiting Field in his district.)

“Couch potatoes” isn’t that far from the “welfare queen” myth conjured by Ronald Reagan, or Newt Gingrich’s 1994 claim that a system of orphanages was necessary because low-income babies were being dropped off balconies or showing up in dumpsters. None of these slurs had any significant basis in reality, and all were intended to whip up fears among members of the white middle class that they were being played for fools by people of color who were lazily living it up on taxpayer dollars and ignoring their family responsibilities.

But these largely racist attacks, very much including the one now on the table, persistently ignore the littlementioned fact that a vast majority of the people receiving these benefits are already working or are unable to work. In 2021, 61% of the 25 million people on Medicaid were working in full- or part-time jobs. The rest were retired or disabled or taking care of small children or in school. Similarly, most food-stamp recipients work, and ablebodied adults younger than 50 are required to work in order to get more than three months of benefits in three years, unless they are taking care of children.

The existing work requirements don’t get discussed by the drill sergeants who want to whip the vast army of couch potatoes into shape; they want more people to work and to work longer hours. McCarthy’s bill would require adults 50 to 55 to work at least 20 hours a week to receive food stamps, no matter that people in that age bracket often find high barriers to employment.

The bill would also require many adults 19 to 55 to work 80 hours a month to receive federally subsidized health coverage from Medicaid. (States could pick up the cost of those who are cut off, but many would not.)

As the Center on Budget and Policy Priorities notes, this requirement would particularly hurt low-income beneficiaries in states that expanded Medicaid under the Affordable Care Act and seems designed as a backdoor way of undermining the expansion. Republicans couldn’t repeal the act through the front door, so they are using the leverage provided by the debt ceiling to try to achieve their ideological aim. It’s yet another illustration of why the ceiling needs to be abolished.

It’s been clear for years that these kinds of work requirements don’t actually put people back to work; they just pry people away from the benefits they need. In 2018, Arkansas became the first state to impose very similar work requirements on Medicaid, before a federal judge ended the experiment the next year. A study in The New England Journal of Medicine found that 13% of Medicaid recipients there lost their health coverage —

about 17,000 people — but that there was no significant change in employment.

One of the reasons for this phenomenon is that it’s very difficult for the subjects of these cruel experiments to report their employment or their search for a job to the state. Many people in Arkansas didn’t know about the work requirements or didn’t understand the rules or lacked internet access, the study found. But since the goal of Republicans is cutting spending, not putting people back to work, the burdensome rules do save billions through human suffering. The Congressional Budget Office estimated that the work requirements in the McCarthy bill, which the speaker said on Tuesday were a “red line” for his caucus, would save $120 billion over 10 years.

Once President Joe Biden made the unfortunate decision to negotiate on the debt ceiling with the House hostage takers, the work requirements were on the table, and the president has not been clear about his intentions. On Sunday he told reporters that he had voted for work requirements currently in the law, apparently referring to cash welfare, and was waiting to see what the Republican proposals were. That was not exactly a comforting sign, particularly because the proposals are quite clear, though he did suggest that Medicaid changes were off the table. After progressives raised concerns, he issued a tweet on Monday condemning the harsher requirements for food benefits.

But with the default clock ticking and lives on the line, Biden needs to do more than send out a tweet. The most important thing the White House could do right now is say explicitly that using the debt ceiling as a cudgel to change federal safety net policy is unacceptable and inappropriate and will not be the subject of negotiation. McCarthy shouldn’t be the only one at the table with red lines, particularly when the health of millions of people is at stake.

SAN JUAN – Agentes federales ejecutaron el jueves, 44 órdenes de arresto en Puerto Rico por fraude a la Ley Cares, que asignó dos mil millones de dólares para mitigar el impacto económico de la pandemia.

“Anunciamos una investigación de fraude por más de nueve millones de dólares el mes pasado. Los acusados y sus cómplices presentaron solicitudes de EIDL y PPP fraudulentas. Manfred Pentzke Lemus, apodado ‘Hombre’, sigue siendo el principal acusado”, declaró el fiscal federal W. Stephen Muldrow en conferencia de prensa.

La Ley Cares, establecida en respuesta a la pandemia de COVID-19, proporcionó fondos para aliviar los efectos económicos de la crisis de salud en los Estados Unidos y sus territorios.

Los implicados presentaron 52 solicitudes de préstamo con información fraudulenta, defraudando un total de 1.2 millones de dólares. Rodolpho R. Pagesy Roussel, alias “El Banquero”, trabajaba en un banco y supuestamente usó su posición para facilitar la aprobación de los préstamos.

Entre los acusados hay figuras del deporte, incluyendo entrenadores y jugadores de béisbol.

El Servicio Secreto de los Estados Unidos, la Oficina del Inspector General de la Administración de Pequeñas Empresas, el Inspector General del Tesoro para la Administración Tributaria y el Servicio de Impuestos Internos Investigaciones Criminales realizaron la investigación con la colaboración del Departamento de Hacienda de Puerto Rico, el Negociado de Puerto Rico Investigaciones, el Negociado de la Policía de Puerto Rico y la Policía Municipal de Guaynabo.

Según documentos judiciales, el acusado Hendrick Socorro Sánchez Orta, alias “Cuba/Tito”, junto con Manfred A. Pentzke Lemus, alias “Man/Contable/El Gestor”, Rodolpho R. Pagesy Roussel, alias “El Banquero”, Augusto A. Lemus Berrios, alias “Primo”, Jonatan Ben David Prieto Ruiz De Val, alias “Johnny Millones”, Ligia María Lemus De Pentzke, y otros, a sabiendas, idearon un esquema para defraudar a la SBA y al Bank 1 para obtener dinero y propiedad federal por medio de de pretensiones, representaciones y promesas materialmente falsas y fraudulentas presentadas a través de solicitudes de préstamos EIDL y PPP disponibles para ayudar a las pequeñas empresas a recuperarse del impacto de la pandemia a través de la Ley CARES. Pentzke Lemus, Pagesy Roussel, Lemus Berrios, Prieto Ruiz De Val y Lemus De Pentzke fueron acusados previamente en abril en una acusación separada.

Tribunal de Apelaciones da otro revés a Mariana Nogales Molinelli y su madre por recusación de Jueza

S AN JUAN – El Tribunal de Apelaciones sostuvo la decisión del Tribunal de Primera Instancia (TPI) de no conceder la recusación de la jueza Iraida Rodríguez Castro en el caso de fraude fiscal que involucra a Mariana Nogales Molinelli, Rita Molinelli Freytes y la corporación Ocean Front Villas, Corp., según se informó este jueves.

“Por los fundamentos expuestos, se deniega la expedición del auto de certiorari solicitado. Visto que no accedimos a la petición de paralización de los procesos procurada por las peticionarias, y hemos KLCE20230054 1 17 denegado la expedición del recurso solicitado, se ha de entender que los procedimientos ante el Tribunal de Primera Instancia continuarán su rumbo trazado”, reza la Resolución de 17

El conflicto se originó cuando las partes acusa-

das solicitaron la recusación de Rodríguez Castro, alegando que ella había tenido contacto previo con la prueba al expedir una orden de registro bancario para las cuentas de las implicadas.

A pesar de que las partes alegaron no considerar a la jueza parcializada, argumentaron que se debía evitar la apariencia de conducta impropia y proteger la integridad de la justicia.

El TPI se negó a conceder la recusación, indicando que la jurisprudencia establecida por el Tribunal Supremo en casos similares establece que el mero contacto previo con la prueba no justifica la recusación de un juez.

Las partes acusadas apelaron al Tribunal de Apelaciones, argumentando que el TPI erró en no conceder la recusación, en contravención a la Regla 76 de Procedimiento Criminal y el Canon 20 de Ética Judicial.

‘Chip ’n Dale: Rescue Rangers’

Disney’s TV show “Chip ’n Dale: Rescue Rangers” ran for only three seasons, from 1989 to 1990, but comedian Andy Samberg and his Lonely Island collaborator Akiva Schaffer are bringing the odd-couple chipmunks back together for a new generation. It’s a live-action/ computer-generated hybrid that brings in characters from the worlds of Lego, “Peter Pan,” “Sonic the Hedgehog” and more. The hodgepodge style gives children a crash course in how animation has evolved over the years — but they probably won’t realize that. They’ll just be entertained by the visuals. The plot revolves around Chip (John Mulaney) and Dale (Samberg), who, after being estranged, reunite in Los Angeles because their old friend Monterey Jack (Eric Bana) has been kidnapped. They team up with a detective (Kiki Layne) to solve the crime. Chip sells insurance and still looks like old-school 2D animation, while Dale has had “CGI surgery” and pines for their glory days. The movie, directed by Schaffer, doesn’t take itself too seriously, so there’s a silliness mixed with some more elevated (as elevated as a Lonely Island collaboration can be) humor meant to appeal to parents. It’s a fun, fastpaced action comedy, with Will Arnett voicing the villain Sweet Pete, a scruffy, potbellied Peter Pan who looks like he’s seen better days. (Stream it on Disney+.)

Imagine “Ocean’s Eleven” in Monte Carlo with an animated lion, zebra, giraffe and hippo instead of Brad Pitt and George Clooney, and you sort of have the tone of the third installment in DreamWorks Animation’s “Madagascar” franchise. Alex the lion (Ben Stiller), Marty the zebra (Chris Rock), Gloria the hippo (Jada Pinkett Smith) and Melman the giraffe (David Schwimmer) find themselves not in New York or Africa, but the south of France. Their mission? To find their penguin friends and go back to New York. Of course, they encounter obstacles along the way, like the monomaniacal animal-control captain Chantel DuBois (Frances McDormand). Eric Darnell and Noah Baumbach wrote the script, so for all the wild antics and over-the-top action that will excite the kids, there is some clever writing and more than a few endearing moments to entertain ol-

‘Firedrake the Silver Dragon’

Based on the Cornelia Funke book “Dragon Rider,” this animated action-adventure tale doesn’t possess the Oscar-caliber visuals and storytelling of “How To Train Your Dragon,” but it’ll likely entertain young viewers who love a good dragon tale. As the movie begins, we’re told that once upon a time, humans and dragons lived in harmony, but the humans became greedy and declared war on all dragons. A villainous monster called Nettlebrand (voiced by Patrick Stewart) was created to devour innocent dragons, so they all scattered and went into hiding, cast out and unable to do things that dragons do best, like breathe fire. But, as the narrator says, “Nothing remains hidden forever.” Enter the young dragon Firedrake (Thomas Brodie-Sangster), who sets off with his forest buddy Sorrell (Felicity Jones) to find a mythical place where dragons can exist freely, without the fear of Nettlebrand or evil humans. Along the way, they meet an orphan boy named Ben (Freddie Highmore) and encounter some humans who aren’t as malicious as they’ve been told. There are positive lessons about bravery, honesty and acceptance, so if your kids are in search of a new dragon adventure, this one’s worth a look. (Stream it on Netflix.)

‘Chupa’

The original legend of the chupacabra paints these mythical creatures as scaly reptilian monsters that drink the blood of lives-

tock — but don’t tell your children that part. In “Chupa,” director Jonás Cuarón (son of Oscar winner Alfonso Cuarón) turns the chupacabra into a cuddly, adorable furry-winged creature, so cute that your kids will probably want one as a pet. The story kicks off when a young boy named Alex (Evan Whitten) visits his grandfather (Demián Bichir) and cousins in Mexico and discovers one of these creatures in a shed. The chupa appears in a sequence that appears to be a direct nod to Elliott discovering E.T. in a backyard shed, and the film follows a familiar trajectory of lonely boy (Alex is bullied in school) and misunderstood creature finding

strength in friendship while fending off evil forces — in this case, a callous poacher played by Christian Slater. The story is simple, and the younger Cuarón isn’t revolutionizing the genre, but there are moments of suspense and tenderness that should charm young ones and maybe even teach them some lessons about empathy and acceptance. (Stream it on Netflix.)

‘Earwig

and the Witch’

“Earwig and the Witch” is another children’s movie made by the son of a famous director — this one by Goro Miyazaki, son of Oscar winner Hayao Miyazaki (“Spirited Away,” “Howl’s Moving Castle”). This computer-generated animated movie from Studio Ghibli was originally made for Japanese TV and re-voiced with an English-speaking cast. It is about a plucky young orphan named Earwig (Taylor Paige Henderson) who is left at the door of an orphanage by her rock-star biological mother. Eventually Earwig — who is renamed Erica during the movie — is adopted by a witch called Bella Yaga (Vanessa Marshall) and her demon friend Mandrake (Richard E. Grant). Erica hasn’t longed to be adopted, but off she goes. The witch puts her to work helping with magic spells and potions, and along the way, Erica discovers magical powers of her own. The movie is based on a book of the same title by Diana Wynne Jones, and even though the plot is a little thin and the visuals are not nearly as beautiful to look at as most Studio Ghibli productions, it’ll entertain kids who love a good witch tale. (Stream it on HBO Max.)

Susan G. Komen Puerto Rico celebrated the second edition of the Pink Gala with the theme “Pink Around the World” and the organization’s 20th anniversary at the luxurious Condado Vanderbilt Hotel in San Juan.

At the event, more than 500 beautifully dressed guests sashayed in themed pink gowns and classic tuxedos set against impressive décor and special touches designed by the renowned Omar Torres Luciano of Luciano Designs, Events and Flowers, setting the stage for an unforgettable evening. To further complement the spectacular night in support of such a valuable initiative, attendees also enjoyed champagne and savory hors d’oeuvres while enjoying violin and cello music, and mixed and mingled with costumed characters that joined in on impromptu photos with the delighted guests.

U.S. drug overdose toll neared 110,000 in 2022

Nearly 110,000 people died last year of drug overdoses in the United States, according to preliminary federal data published on Wednesday, a staggering figure that nonetheless represented a plateau after two years of sharp increases.

The preliminary count of 109,680 overdose deaths was only slightly higher than the figure for 2021, when 109,179 people were estimated to have died, according to the Centers for Disease Control and Prevention. Overdose deaths had climbed significantly that year and the prior year, increasing by roughly 17% in 2021 and 30% in 2020.

Dr. Rahul Gupta, the director of the White House’s Office of National Drug Control Policy, said in a statement on Wednesday that the Biden administration’s overdose strategies were working. “We’ve expanded treatment to millions of Americans, we’re improving access to naloxone to reverse overdoses and we’re attacking the illicit fentanyl supply chain at every choke point,” he said.

Still, the newly released data offered the latest indication of the catastrophic effects of fentanyl, a synthetic opioid that is often mixed with stimulants and other drugs and can go undetected before a drug sample is ingested. Synthetic opioids contributed to about 75,000 overdose deaths last year, according to the CDC.

The six-figure death toll was another signal that the nation’s efforts to unwind the damage from an increasingly complex and deadly drug supply are still far from complete. Drug overdoses have contributed to a decrease in life expectancy in the United States and are one of the nation’s leading causes of death. Other drugs in the nation’s supply that can be mixed with fentanyl, such as the cheap and addictive animal tranquilizer xylazine, have heightened the dangers of opioid use.

The Office of National Drug Control Policy last month designated xylazine as an “emerging drug threat,” a move that requires the Biden administration to organize a governmentwide plan to respond to the drug’s spread.

The count of overdose deaths in 2022 was an estimate and may change as the government

reviews more death records from states, officials cautioned. A final count for 2022 will not be published until later this year or early next year, a CDC spokesperson said.

Since the 1970s, the number of drug overdose deaths has climbed every year, with the exception of 2018. The sharp increases in 2020 and 2021 “were driven for the most part by the major changes of fentanyl availability around so many parts of the country,” said Dr. Wilson M. Compton, the deputy director of the National Institute on Drug Abuse, which is part of the National Institutes of Health.

Still, Ciccarone said, “one can’t be utterly optimistic that this is a signal of a permanent change.” He warned of the continuing trend of overdose deaths among unsuspecting people using counterfeit pills laced with fentanyl.

Many of the interventions that the Biden administration has called for in a bid to reduce overdose deaths are loosely organized in a strategy known as “harm reduction,” which encourages the use of tools that make drug consumption safer. President Joe Biden is the first

president to endorse the strategy.

A key part of the strategy is naloxone, an overdose-reversing medication that can now be sold over the counter. Nabarun Dasgupta, a scientist at the University of North Carolina at Chapel Hill who has researched naloxone use in the United States, said some states that had been particularly aggressive in deploying the medication, such as Arizona, Utah and West Virginia, saw decreases in overdose deaths last year.

An effective addiction treatment for opioid users that can be taken at home, buprenorphine, is now easier to prescribe. But the medication is still significantly underprescribed, including for Black patients, a recent study found.

Drug checking tools, such as fentanyl test strips that alert users to the presence of the drug in a sample, have also saved lives, public health experts say.“When people know, they can make different choices or safer choices,” said Colleen Daley Ndoye, the executive director of Project Weber/Renew, an organization in Providence, Rhode Island, that works with drug users and distributes fentanyl test strips.

The group plans to open the first supervised drug consumption site legalized by a state early next year. Drug checking machines will most likely be a component of the site, Daley Ndoye said.

Por la presente se le(s) notifica que se ha radicado en la Secretaría de este Tribunal una Demanda en Cobro de Dinero y Ejecución de Hipoteca en su contra, en la cual se alega entre otras cosas que la parte demandada adeuda a la parte demandante por concepto de hipoteca la suma de $134,467.59 por concepto de principal, desde el 1ro de noviembre de 2022, más intereses al tipo pactado de 6.50% anual que continúan acumulándose hasta el pago total de la obligación. Además, la parte demandada adeuda a la parte demandante los cargos por demora equivalentes a 5.00% de la suma de aquellos pagos con atrasos en exceso de 15 días calendarios de la fecha de vencimiento; los créditos accesorios y adelantos hechos en virtud de la escritura de hipoteca; y las costas, gastos y honorarios de abogado equivalentes a $14,400.00. Rafael Nadal withdraws from the French Open, wants to play one more year

Rafael Nadal, the 14-time French Open men’s singles champion, will not compete in this year’s edition of the event that has defined his career because of an injury that has sidelined him for months.

Nadal, who has competed in Paris every year since 2005 and has an astonishing record of 112-3 at Roland Garros, made the announcement in a news conference Thursday at his tennis academy on the Spanish island of Majorca.

Nadal said he would further extend his break from the game to try to get healthy and then attempt to play next season, which he said “probably is going to be my last year in the professional tour.”

“That’s my idea,” he said. “Even that, I can’t say that 100% it’s going to be like this because you never know what is going to happen, but my idea and motivation is to try to enjoy and to try to say goodbye to all the tournaments that have been important to me in my tennis career.”

His withdrawal from the French Open, which is scheduled to begin May 28, was not a surprise. He has not played since suffering an injury to his lower abdomen and right leg at the Australian Open in January. But the reality of the announcement, and his approaching absence from the red clay he has ruled for so long, jolted the tennis world.

“I was working as much as possible every single day for the last four months and they have been very difficult months because we were not able to find the solution to the problem I had in Australia,” Nadal said. “Today I am still in the position where I am not able to feel myself ready to compete at the standards I need to be to play at Roland Garros.”

Nadal won last year’s French Open to claim his 22nd Grand Slam singles title, and he has repeatedly called the tournament, the year’s second major, the most important of his career. His absence will create a massive void that the statue of him just steps away from the main stadium ensures will be a theme throughout the event.

Nadal made it clear that he did not want to play the tournament with no realistic chance of being truly competitive.

“I am not a guy who is going to be at Roland Garros and just try to be there and put myself in a position I don’t like to be in,” he said.

Nadal said that after pushing himself through pain to try to get ready for the French Open, he will now take an extended break from practice in an attempt to get healthy.

“I don’t know when I will be able to come back to the practice court, but I will stop for a while,” he said. “Maybe two months. Maybe one month and a half. Maybe three months. Maybe four months. I don’t know. I’m not the guy who likes to predict the future but I am just following my personal feelings and just following what I really believe is the right thing to do for my body and for my personal happiness.”

For weeks, as the pro tennis tour has meandered through the European clay season, which he has dominated throughout his career, Nadal’s health and his halting rehabilitation process have been some of the game’s main plot points. The conversation has gotten louder each week his withdrawals — from tournaments in Monte Carlo, then Barcelona, then Madrid — mounted.

His most expansive comments before Thursday came in a video posted on social media last month in which he explained that his ongoing battle to recover from the tear in his psoas muscle in his lower abdomen and upper right leg had not gone as planned. Nadal suffered the injury in January during the second round of the Australian Open, the year’s first major tournament, where he was attempting to defend his title.

The psoas muscle injury is the latest in a string of ailments over the past 18 months — the flare-up of a chronic foot injury, a cracked rib and a pulled abdominal muscle — that have caused Nadal, who turns 37 on June 3, to miss many of the tournaments that are usu-

ally on his schedule. It comes at a time in his career when retirement has begun to feel less conceptual and more like a looming reality with each passing week.

Making matters worse, tennis punishes inactivity in a way that can make coming back from long layoffs especially difficult. If Nadal misses the entire clay court season, he will experience a calamitous drop in the world rankings unlike anything he has been through during the past two decades.

In March, Nadal dropped out of the top 10 for the first time in 18 years. By missing the French Open, he is likely to drop out of the top 100 for the first time since 2003. While he will still be able to gain entry into any tournament by requesting a wild card, depending on how long he is sidelined and whether his ranking will qualify for protection, he may not be seeded and is likely to face top players far earlier than he usually

would.

That will present a special challenge for Nadal, who has often talked about needing to play himself into form and finding his rhythm with a series of wins against lesser competition. That opportunity will not be available without a higher ranking, and winning matches is the only way to achieve a higher ranking. Andy Murray of Britain, who turned 36 on May 15, is a two-time Wimbledon champion who climbed to No. 1 in 2016 and has been battling this dynamic since his return from major hip surgery four years ago.

Nadal’s absence figures to leave the door wide-open for Carlos Alcaraz, the Spanish sensation who turned 20 this month and last year became the youngest man to achieve the world’s top ranking after winning the U.S. Open; or Novak Djokovic, who is tied with Nadal with 22 Grand Slam singles titles. Djokovic has had his own injury problems during the clay court season, though he has appeared to be in solid form this week in Rome at the Italian Open.

When he rejoined the tour in April, he aggravated an elbow injury in Monte Carlo and Barcelona. Then he withdrew from Madrid so he could rest for Rome, where he has won six times, and Roland Garros, where he has won twice, most recently in 2021.

Djokovic, the world No. 1, missed two important hard court tournaments in the United States in March because he could not gain entry into the country without being vaccinated against COVID-19. The Biden administration has ended that requirement, meaning Djokovic will be able to play in the U.S. Open.

How Victor Wembanyama could fit on the San Antonio Spurs

Victor Wembanyama, the 7-foot-4 dynamic forward who is this year’s most prized NBA prospect, cheered with his family in France as the San Antonio Spurs won the 2023 draft lottery Tuesday night. In San Antonio, fans, perhaps understandably, celebrated like they had won a championship, yelling in bars and honking car horns.

An ESPN reporter who interviewed Wembanyama on television moments after the Spurs won the lottery acted as if the draft, which is next month, had already happened. “What are the San Antonio Spurs getting in Victor Wembanyama?” the reporter asked.

Typically, athletes in these situations try to dismiss the idea that they will be the No. 1 pick and deflect with answers about being happy with whichever team selects them and how thankful they will be to be drafted at all.

But not Wembanyama, and frankly, why would he? He isn’t a typical draft prospect, and he wasn’t going to pretend to be one, either. He didn’t deflect. He had a straightforward answer about what he could be for the Spurs.

“A team player,” he said, adding: “I’m trying to win a ring ASAP, so be ready.”

Here’s what to know about the Spurs and Wembanyama, the 19-year-old star of the French professional team Metropolitans 92.

France and the Spurs have a long and successful connection.

Tony Parker and Boris Diaw are two of the best basketball players from France to ever play in the NBA, and they both won championships with the Spurs under coach Gregg Popovich.

The Spurs drafted Parker with the 28th pick in the 2001 draft. He spent 17 seasons with the team, winning four titles, and he

will be the first French player inducted into the Basketball Hall of Fame, with the ceremony scheduled for August. Parker posted a photo on Twitter of Wembanyama wearing a No. 9 Spurs jersey — Parker’s number — as a child and wrote, “Yesss he’s going to the @spurs!!! So proud of you.”

Diaw played for the Spurs in five seasons, and helped them win a championship in 2014.

“There’s a special relationship between France and the Spurs because of Tony, of course, and also Boris,” Wembanyama said on Tuesday. “I know half of the country, maybe if not the whole country, wanted the Spurs to have the first pick, so I was looking at everyone, and everyone was happy, so I was too.”

The Spurs have a great track record with big men.

Already being called the greatest prospect ever, Wembanyama will now follow in the footsteps of Tim Duncan and David Robinson, two of the best big men in NBA history. Together, they led the Spurs to two championships, then Duncan led the Spurs to three more titles after Robinson retired.

The good part for Wembanyama is that Popovich, who coached Duncan and Robinson, is still there to help him develop. Still, Wembanyama is a much different player from Robinson or Duncan, traditional big men who were at their best playing in the post with their backs to the basket.

Wembanyama is comfortable scoring at all three levels of the court, adeptly dribbling around defenders to score and shoot-

ing jumpers that players his size are not supposed to be able to make. It will be a new experience for Popovich.

San Antonio is one of the most successful franchises in NBA history.

The Spurs have the fifth-most championships in NBA history (five), and won all of them between 1999 and 2014 under Popovich. With Duncan, Parker and Manu Ginóbili, the Spurs developed a core that anchored a dynasty.

Duncan was the best player of the group, winning the MVP award in 2002 and 2003. His Spurs also fended off many great teams and players to win championships. In both the 1999 and 2003 Western Conference semifinals, they beat Los Angeles Lakers teams led by Kobe Bryant and Shaquille O’Neal. In the 2007 NBA finals, they swept LeBron James’ Cleveland Cavaliers.

“The talent, the coaching, everything in San Antonio was kind of a perfect storm,” Bryant said on the “All the Smoke” podcast in 2020. “If they weren’t in the picture, we probably would have won 10 in a row.”

The Spurs have struggled and been involved in controversy.

When the Spurs were winning, they were considered the model franchise in the NBA, with a great coach and stars who willingly bought into his system. But that mystique has dissolved.

The Spurs have not made the playoffs since 2019 and have become something of a punching bag in the league. At a news conference in September just before the beginning of the 2022-23 season, Popovich

was honest about where the team stood: “Nobody here should go to Vegas with the thought of betting on us to win the championship,” he said. “And I know somebody will say, ‘Gosh, what a Debbie Downer. There’s a chance. What if they work really hard?’ It’s probably not going to happen.”

Popovich was right. The Spurs won 22 games, their third-lowest win total in franchise history.

Amid that abysmal season, Joshua Primo, the Spurs’ 2021 first-round draft pick, was accused of repeatedly exposing himself to a team sports psychologist during treatment sessions. The psychologist accused the team of failing to protect her and others even after she reported Primo’s conduct.

The Spurs cut Primo, and the psychologist settled a lawsuit against the team and Primo.

San Antonio couldn’t make it work with one key star.

In Kawhi Leonard, the Spurs appeared to have found their next star to lead them out of the Duncan, Parker and Ginóbili years. He helped them win a championship in 2014 and was named the finals MVP. But in the 2017-18 season, Leonard injured his thigh and missed most of the year.

Throughout the year, some public comments by teammates and Popovich seemed to imply that they questioned the severity of Leonard’s injury. At one point, Parker said he had the “same kind of injury” as Leonard, “but it was a hundred times worse,” and it had only taken him eight months to recover.

After the season, Leonard requested a trade and was sent to the Toronto Raptors in exchange for a package that included DeMar DeRozan. The next season, Leonard led the Raptors to their first title in franchise history.

The Spurs roster lacks talent.

Unlike Duncan, Wembanyama may not have an established big man like Robinson on the team who can help him grow.

The Spurs are laden with young players; only three players on the roster this season have more than four years of experience. Wembanyama will become the team’s best player on Day 1, responsible for carrying one of the league’s most notable franchises back to relevancy.

Of course, the Spurs have the whole summer to rebuild their team around Wembanyama. Based on how their fans are celebrating, everyone in San Antonio is ready for something new.
