Resident Commissioner Jenniffer González Colón, who is seeking to become the New Progressive Party candidate for governor, said Tuesday that part of her security plank would entail removing the Puerto Rico Police Bureau from the umbrella of the Department of Public Safety (DSP by its Spanish initials).
“That was separated before, it’s not difficult. It was always separated, then the umbrella was put up with the intention of saving money,” González Colón said in response to questions from the press. “So, in fact, most programs are still not integrated. The administrative phases continue to operate separately. So it is not difficult to get the police operation up and running. What will be maintained is the integration in terms of public security management policy in global terms, of the interaction with federal agencies; the DSP is going to be a key figure and the police too. But in operational terms, the reality is that they are carrying out their operations.”
The candidate added that “[w]hat is happening is that … there is a clash of who is in charge within the uniformed forces. And that should not happen.”
“That is my assessment, that is what the agents give me, that is what the different officials of the component give me …” she said. “And I believe that the people of Puerto Rico do not have to expose their public security to a conflict between [administrative] power and a chain of command. As simple as that.”
“Those who are police know that you follow the chain of command. And when that chain of command is broken, that’s where the gaps come when it comes to acting quickly, addressing the security issue,” the resident commissioner added. “I tell you, I know what I am going to do to secure Puerto Rico, the fight against drug trafficking that we are going to take, the tools that we are going to explore and the changes in behavior. So I am speaking here, from the punitive side, I am speaking from the prevention side, I am speaking from the side of caring for the victim of crime
and giving the tools to the components that are going to interact with this. It is time for us to think about public safety with all its components, including how we work with our police officers and their stress. We have to take care of everything, it can’t just be one area.”
González Colón emphasized the need for effective coordination between security forces to combat an increase in murders and femicides. She proposed a comprehensive strategy that includes investment in technology and the proper use of federal funds and assets to properly equip security personnel. In addition, she stressed the importance of improving the working conditions of police officers, ensuring a decent salary and retirement.
Among the candidate’s specific proposals are:
* Police Equipment: Use of funds from the sale of seized weapons to acquire necessary equipment such as bulletproof vests and body cameras, and simplification of purchasing processes.
* Dignified Retirement for Police: Implementation of Law No. 42-2024 to ensure a fair and adequate retirement, seeking to improve the retirement trust.
* Restructuring of the Department of Public Safety: Operational and administrative optimization to reduce bureaucracies and costs, improving service efficiency.
* Police Recruitment: Establishment of programs in high schools to prepare future candidates for the police academy.
* Officer Emotional Health: Implementation of wellness programs to help security personnel manage stress.
Financial Advisory Authority and Fiscal Agency (AAFAF by its Spanish initials) Executive Director Omar Marrero Díaz asked the Financial Oversight and Management Board in writing on Tuesday for time to make amendments to the net metering law.
The oversight board had given the government until Tuesday to repeal Act 10, which postpones a study on net metering and rates until 2031.
Marrero Díaz told the oversight board that instead of starting a long and expensive judicial process, the board should give the Legislature time to consider its
objections, participate in discussions and address any potential amendments to the net metering law. The current legislative session ends June 30.
“The AAFAF recognized the willingness expressed by the Legislature to engage in discussions aimed at reaching consensus, but this process cannot be completed in the tight deadline of three working days suggested by the Board,” Marrero Díaz wrote. “Furthermore, given the commitment of the Governor and his administration to the public policy that favors renewable energy initiatives, AAFAF believes the industry’s input on the possible impacts that any significant change to the net metering program” is needed.
With the aim of continuing to safeguard the safety of citizens in Puerto Rico, Rep. Jocelyne Rodríguez Negrón has filed two measures that provide protection to victims of sexual violence: House Bills (HB) 2144 and 2142.
HB 2144 seeks to amend Law 266-2004, known as the “Law on the Registration of Persons Convicted of Sexual Crimes and Abuse of Minors,” with the aim of clarifying and reestablishing the original legislative intent by including the crime of lewd and lascivious acts committed against adult victims as a Type II Sex Offense, and that every person convicted of that crime be part of that registry and that its application be retroactive.
“The purpose of amending this law is exclusively to protect the safety and well-being of the most vulnerable and deserving sectors of our society, which are the victims of sexual crimes, regardless of their age,” Rodríguez Negrón said.
“With these measures we seek to provide more protection, and although we understand the right to rehabilitation, the safety of the victims must prevail,” she added. “We must be emphatic and join efforts aimed at preventing other women from being victims of these people who, on many occasions,
commit the same acts again.”
HB 2142 seeks to amend Law 25-1992, known as the “Law for the Discharge of AIDS and Other Terminal Illness Patients Who Are Confined in Penal Institutions or Interned in Puerto Rico’s Juvenile Institutions,” in order to clarify that those convicted of sexual assault, lewd acts, incest or child pornography in all its forms are excluded from consideration for the benefits of the aforementioned law.
“We cannot allow a sex offender to enjoy the benefits of Law 25-1992 and be in the free community molesting his victims or other innocent people who could be affected by the presence of a person with that conviction in the free community,” said the House District 19 (Mayagüez and San Germán) legislator.
“It is imperative to be able to temper this law to the times we live in, where cases of this nature are becoming more notorious and atrocious,” Rodríguez Negrón added. “The victims live their whole lives in fear and anguish of reliving the situation that in one way or another changed their lives forever, so the right of the victim must be safeguarded, and the mental health and peace that were taken away from them must not suffer further damage.”
The municipality of San Juan has launched a tender to reconstruct Avenida Universidad, the first of seven projects to revitalize the Río Piedras sector.
The city’s Department of Urban Design and Project Development is managing the tender. The reconstruction of the renowned avenue, which connects the busy Luis Muñoz Rivera Avenue, the University of Puerto Rico, Río Piedras Campus and the urban area of the capital city, marks the start of a $50 million project to bring life back to the entire Río Piedras area.
The work on Avenida Universidad includes the reconstruction of sidewalks, new lighting and the reorganization of spaces along the entire thoroughfare, from Muñoz Rivera Avenue to Juan Ponce de León Avenue. It is the first project in Río Piedras under the “Community Development Block Grant City Revitalization” program.
“This announcement is significant for me and the entire team of the municipal administration of San Juan since, with
the reconstruction of Avenida Universidad, we mark the beginning of an investment of over $50 million for projects that will allow us to revitalize an important commercial, residential and university area, and it is one of our priorities in the public policy plans that we have established,” San Juan Mayor Romero Lugo said. “The projects under this program went through a rigorous design competition process, and currently, this project has met all the parameters established by the program so that it can be carried out. It is the first of seven projects destined for Río Piedras and the enjoyment of the university community, of all the people of Rio Piedras and San Juan, and visitors who come to the area thanks to their ties with the university. We will soon announce other beneficial projects for the area that will go up for bid this year.”
For those interested in submitting proposals, the documents became available starting Monday, free of charge, on the 18th floor of the Municipality of San Juan Government Center-Municipal Tower. There will be a non-compulsory pre-auction meeting on May 16 at 10 a.m. in the conference
room of the municipal secretary’s office on the 15th floor of the government center.
The submission of proposals is slated for July 18 at or before 10 a.m.
Economic Development and Commerce (DDEC) Secretary Manuel Cidre Miranda announced Tuesday that LUMA Energy’s decree request was denied.
“This request was evaluated in accordance with the provisions established in Law 60, in compliance with due process of law, as occurs with the thousands of requests for decrees that we receive annually in the Department of Economic Development and Commerce,” Cidre Miranda said in a written statement. “Within the evaluation process, the concerned agencies and
municipalities were consulted, in order to receive their comments, as provided by Law 60. Regarding this, we specify that all agencies and municipalities notified the DDEC of their positions on the request.”
“Observing faithful compliance with Law 60, the best interests of Puerto Rico, and exercising the powers conferred to the position of secretary of the DDEC, I report that the request of the entity LUMA Energy was denied,” the official said.
LUMA Energy had submitted a request for a decree under Law No. 60-2019, known as the “Puerto Rico Incentives Code” (Law 60).

Jiménez Pérez has been accused of serious financial mismanagement and legislative obstruction, a grave charge leveled by two Popular Democratic Party (PDP) lawmakers on Tuesday.
District 16 (Isabela, San Sebastián and Las Marías) Rep. Eladio “Layito” Cardona Quiles and Mayagüez-Aguadilla District Sen. Migdalia González Arroyo presented the accusations against the mayor of San Sebastián.
Both legislators have expressed concern that the mayor’s actions are not only obstructing legislative work but also severely
undermining allocations that have been crucial for the community, such as for repaving roads, supporting nonprofit institutions and maintaining sports facilities.
“The mayor of San Sebastián has limited himself in using the economic allocations that both this public servant and the senator have granted him through Act 173-2020,” said Cardona Quiles, who is the PDP candidate for mayor of San Sebastián in this year’s elections. “This is due to political reasons, which harms the community and demonstrates a petty attitude toward municipal management.”
The offices of the two lawmakers have jointly allocated, on several occasions, more than half a million dollars from Land Authority funds under Law 173-2020 for the repaving
of various roads, but Jiménez has canceled the work so as not to recognize the legislative assignments, the legislators contend.
Among other unacceptable acts, Jiménez “callously” returned some maintenance equipment, such as trimmers, leaf blowers, and a tractor, leaving them in front of a legislator’s house, the lawmakers said.
“During the entire four-year term, the mayor has demonstrated his lack of willingness to govern,” González Arroyo said. “In recent years, he has not been able to respect the will of the people, work as a team for good municipal government, or attend to the essential needs of citizens. He has been hindering our legislative work for years. Now he wants to present himself to the country as an entity of change. He cannot deceive us.”
Flash flood warnings were issued Tuesday afternoon for Barranquitas, Comerio, Orocovis, Ciales, Corozal, Morovis, Carolina, San Juan and Trujillo Alto.
By THE STAR STAFFThe National Weather Service (NWS) in San Juan has issued an excessive rainfall and flooding alert for Puerto Rico through this afternoon.
According to the NWS, the island faces a high to significant risk of flooding, ranging from urban and small stream flooding to potentially deadly flash floods, due to a combination of abundant moisture and unstable atmospheric conditions exacerbated by a high-level trough.
On Tuesday, flash flood warnings were issued for Barranquitas, Comerio, Orocovis, Ciales, Corozal, Morovis, Carolina, San Juan and Trujillo Alto.
The hardest-hit areas pose a significant risk where flooding could enter structures and
isolate communities. The alert level is caused by already saturated soils and river flows that are above normal.
With water accumulation on roads and poorly drained areas likely, the NWS warned residents and visitors to take extreme precautions and avoid driving on flooded roads.
Everyone in the region is advised to stay informed and prepared to respond to changing conditions.
In a separate announcement on Wednesday, the NWS confirmed that a category EF-0 tornado touched down in the vicinity of Cambalache in Arecibo last Thursday at 4:58 p.m.
The phenomenon, which originated over the sea as a water spout and then evolved into a tornado upon reaching the coast, traveled a distance of 4.48 miles with estimated winds of
75 miles per hour, affecting mainly mangrove areas and causing minor damage to vegetation and street signs.
Despite the strength of the event, no injuries were reported. Damage included several large trees and branches falling, as well as small signs and some tents being swept away due to high winds. The tornado diminished in intensity and quickly dissipated, not spreading beyond the immediate vicinity of its path.
Local authorities and emergency teams conducted a full damage assessment and continue to monitor the situation. Residents are urged to keep an eye out for updates and follow safety recommendations issued by the NWS and emergency management agencies.
By THE STAR STAFFPuerto Rico Electric Power Authority (PREPA) bondholders GoldenTree Asset Management and Syncora Guarantee want the Financial Oversight and Management Board to turn over documents for an investigation into whether PREPA generated net revenues that could have gone toward paying bonds.
The request from the bondholders is part of litigation seeking relief from the automatic stay to allow bondholders to obtain appointment of a receiver for PREPA to protect their undisputed property rights.
The bondholders said monthly reports indicated that PREPA generated $3.5 billion in net revenues between fiscal year (FY) 2016 and FY 2020, which ended June 30, 2020, and diverted over $3.3 billion from the sinking
fund. The oversight board said those reports were inconsistent with the audited statements, which showed that PREPA did not generate net revenues.
“The Oversight Board denies that it diverted any Net Revenues from the Sinking Fund and disavows PREPA’s Monthly Reports, claiming they are inconsistent with PREPA audited financial statements,” the board said.
GoldenTree said it should be allowed
to investigate the oversight board’s claim. “[Movants] are entitled to test the factual assertions made by the oversight board in its opposition to the renewed motion or have them disregarded,” the bondholders’ motion said.
U.S. District Judge Laura Taylor Swain is slated to deal with the situation at the next omnibus hearing in PREPA’s Title III bankruptcy proceeding, which is scheduled for May 22.

Blumenauer warns that Biden is leaving a political opportunity on the table. Fetterman helped his party keep its hold on the Senate with a campaign that pushed for legalizing marijuana.
“In terms of energizing young people, in terms of being on the side of reform, being on the right side of history, I think this is something that Joe Biden and his administration should embrace,” Blumenauer said. “This is not low-hanging fruit. This is picking the fruit up off the ground.”
It is not clear, however, that marijuana policy is as important an issue to younger voters as issues like abortion rights or the economy.
In some ways, Biden has handled the issue of marijuana similarly to how he handled another progressive priority: student loans. Progressives spent months urging him to cancel $50,000 in student debt for those who had it in one fell swoop. His administration proceeded more cautiously, carefully reviewing its legal options before rolling out a more moderate approach.
The administration’s move comes as 38 states and the nation’s capital have already legalized marijuana for medical reasons. Twenty-four states and Washington, D.C., have legalized it for recreational use.
And, perhaps for that reason, some Republicans sought to minimize the impact of Biden’s action on policy as well as on the political landscape.
By JESS BIDGOODOn Labor Day in 2022, John Fetterman found himself in a room in Pittsburgh with President Joe Biden.
Fetterman, a Democrat who was then the lieutenant governor of Pennsylvania and in the middle of his successful run for the U.S. Senate, had a simple message he wanted to share: Go big on legal weed.
And how did the president respond? “He was just, like, ‘Yeah, absolutely,’” Fetterman said.
The Justice Department last week said it had recommended that federal restrictions on marijuana become a whole lot chiller. And while it is not clear that lobbying from Democrats like Fetterman has played any role, the move was the latest step by the Biden administration to liberalize the nation’s cannabis policy — something his allies believe comes with an obvious political upside when more than two-thirds of Americans support legalization of the drug.
“High reward, zero risk,” said the perpetually sweatshirted Fetterman, joking that he advises Biden only on matters of fashion and weed policy.
Biden, a suit-wearing president who is more statesman than stoner, has become something of the pot president. It could elevate his standing specifically with young voters, who support rescheduling, or reclassifying, marijuana as a less serious drug, as well as with supporters of changes to criminal justice laws.
One of the president’s allies just wishes he would talk about it more.
“He has pardoned people, he initiated this rescheduling, but he has not embraced it. It’s not too late,” said Rep. Earl Blumenauer of Oregon, the 75-year-old Democrat who has been pushing for looser cannabis policy for half a century. “The public needs to know that this is the single most significant step that has been taken by the federal government in the more-than-50-year-old war on drugs.”
For much of his career, Biden pushed for tough-oncrime policies. And as a presidential candidate in 2019, he got made fun of by Sen. Cory Booker, D-N.J., for saying he opposed federally legalizing marijuana — although he also said during that campaign that no one should be in jail for smoking it.
As president, Biden has sought to make good on that promise, pardoning thousands of people convicted of marijuana possession under federal law. In directing his Cabinet to review marijuana’s classification as a Schedule I drug, he opened the door to a major federal change that would subject the drug to fewer restrictions on production and research — and make it easier for people who use it or build businesses around it to access lifelines like public housing, banking and tax breaks.
Biden promoted those actions at events including his State of the Union address in March, though when the White House held a round table on cannabis reform about a week later, it was hosted by Vice President Kamala Harris, not Biden. He has been quiet about the rescheduling of marijuana this week. When asked about it, his press secretary, Karine Jean-Pierre, said she did not want to get ahead of the complex process underway at
“It’s an election year. A lot was said in 2020, but not much has been done,” said Rep. Dave Joyce, R-Ohio, a former prosecutor who has worked with Blumenauer on cannabis reform. Biden’s move won’t prompt immediate change, he said.
Gov. Chris Sununu, Republican of New Hampshire, said marijuana policy was essentially a nonpartisan issue. He has come to the conclusion that legalization is inevitable in New Hampshire, so he is open to it as long as it is carefully regulated.
“I don’t think politically it’s some great win,” Sununu said. “I think people understand it’s a gateway drug.”
The lack of fiery Republican attacks on Biden for his marijuana policy, however, seems to say something about how deeply marijuana has shifted in the American political psyche.
“It’s a no-brainer,” Fetterman said, before referring to a name given to those who are still deeply opposed to the drug. “The reefer madness caucus is probably smaller than the ‘I like to shoot my dog’ caucus.”

(Libby March/The New York Times)When Donald Trump met Stormy Daniels, their fling seemed fleeting: He was a 60-year-old married mogul at the peak of reality television fame, and she was 27, not half his age, a Louisiana native raised in poverty and headed to pornographic stardom.
But that chance encounter in Lake Tahoe, Nevada, some two decades ago set off a chain of events that has brought the nation the first criminal trial of an American president.
On Tuesday, Daniels took the stand at that trial, bringing the former president face to face with the porn actor at the center of his case.
The charges stem from her story of a sexual encounter with Trump during that 2006 celebrity golf tournament in Lake Tahoe, a story she was shopping a decade later, in the closing days of the presidential campaign. Trump’s longtime lawyer and fixer, Michael Cohen, paid her $130,000 in hush money before Election Day, and the former president is accused of falsifying business records to cover up his reimbursements of Cohen.
Daniels’ fast-paced testimony lasted hours, during which she described a sexual encounter with Trump, 77, that he has long denied. She unspooled salacious details, so much so that the judge balked at some of the testimony, implying it was gratuitously vulgar, and the defense sought a mistrial.
The incident occurred, she said, after the future president invited her to dinner inside his palatial Lake Tahoe hotel suite. He answered the door wearing silk pajamas. When he was rude, she playfully spanked him with a rolled-up magazine. And when she asked about his wife, he told her not to worry, that they didn’t even sleep in the same room — testimony that prompted Trump to shake his head in disgust and mutter “bullshit” to his lawyers. Daniels then recounted the sex itself in explicit detail. It
happened, she said, after she returned from the bathroom where she had freshened her lipstick and found Trump in his boxer shorts and T-shirt. She tried to leave and he blocked her path, though not, she said, in a threatening manner. The sex was brief, she said, and although she never said no, there was a notable “power imbalance.”
“I was staring up at the ceiling, wondering how I got there,” she told the jury, adding that Trump did not wear a condom.
The testimony was an astonishing moment in American political history: a porn actor, across from a former and potentially future president, telling the world what she was once paid to keep quiet about.
Daniels, 45, has told her story widely — to prosecutors, reporters, her friends and more — but never to jurors, and not with Trump in the room. Her appearance on the stand, which appeared to unnerve Trump and inflame the media frenzy enveloping the trial, aired his dirty laundry, under oath, in mortifying detail.
In this context, Daniels’ story is not just a sordid kiss-and-tell tale; it spotlights what prosecutors say was Trump’s criminality. He is accused of engineering the false business records scheme to cover up all traces of their tryst: the hush money, the repayment to Cohen and, yes, the sex.
While the defense cast the testimony as a superfluous smear campaign, Daniels provided prosecutors with some useful details, establishing the fundamental details of the tryst. And she testified that she would have told the same story in 2016, had she not taken the hush money from Trump’s fixer.
But her testimony, at times, seemed problematic for prosecutors who had called her. Daniels testified that she had not been motivated by money, which could draw skepticism from jurors, who have heard that she accepted the $130,000.
“My motivation wasn’t money,” she said. “It was motivated out of fear, not money.”
The jury also saw the judge, Juan Merchan, scold Daniels at least twice, instructing her to stick to the questions asked of her. At one point, he even issued his own objection, interrupting her testimony as she began to describe the sexual position she and Trump were in.
Merchan, generally a stoic presence with a tight grip over his courtroom, showed rare exasperation as the testimony veered in a scurrilous direction and the trial took on a circuslike atmosphere.
He also asked Daniels to slow down. She was a rapid-fire talker, prone to interspersing her testimony with laughter and lengthy asides.
Outside the jury’s presence, the judge acknowledged that “there were some things better left unsaid” and suggested that Daniels might have credibility issues.
Yet he rejected the defense’s bid for a mistrial, instead inviting Trump’s lawyers to mount an aggressive questioning of Daniels.
“The more times this story has changed, the more fodder for cross-examination,” he said.
Daniels joined the trial at a pivotal moment. After two weeks of detailing stories of sex and scandal, prosecutors had a brief interlude Monday to focus on the financial transactions at the center of the case.
In that questioning, prosecutors asked two vet-
erans of the Trump Organization’s accounting department to show jurors the 34 records at the heart of the case. It was the first time the jurors saw the purportedly false documents involving Trump’s reimbursement to Cohen for the hush money: 11 invoices from Cohen, 11 checks to Cohen and 12 entries in Trump’s ledger, which portrayed the payments as normal legal expenses. In the weeks ahead, Cohen is expected to take the stand and connect the dots between the salacious details and the substantive documents.
On Tuesday, however, Daniels’ testimony returned jurors to the smuttier elements of the case.
She began by recounting her difficult childhood in Baton Rouge. Her parents split up when she was young, she said. She wanted to be a veterinarian, and was editor of her high school newspaper. Eventually, she began stripping, she says, because she earned more doing that than she did shoveling manure at a horse stable.
By the time she met Trump at the golf tournament in 2006, she was a player in the pornographic film business. She was an actress, and would ultimately find her footing as a director and producer.
Asked to identify Trump in the courtroom, she called him out as the man in a navy jacket. Daniels, dressed in all black and wearing glasses, reduced the singular former president to just another man in the courtroom.
She spent much of her testimony describing that first encounter in Lake Tahoe. When she met Trump, she knew he was a golfer and the host of the “The Apprentice,” the reality show that revived Trump’s celebrity for a new generation. In a memorable line, Daniels said she also knew that he was “as old or older than my father.”
Later that day, she said, Trump’s aide approached and invited her to dinner. She says he took her number, but that her initial reaction was “eff no,” abbreviating an expletive.
But her publicist encouraged her: “What could possibly go wrong?”
She then transported jurors inside his hotel room, painting the sprawling suite in minute detail, capturing every aspect down to the color of the tiles.
About 80 miles southeast of Louisiana’s coast, 100,000 metric tons of steel floats in the Gulf of Mexico, an emblem of the hopes of oil and gas companies.
This hulk of metal, a deepwater platform called Appomattox and owned by Shell, collects the oil and gas that rigs tap from reservoirs thousands of feet below the seafloor. Equipment on the platform pipes that fuel to shore.
Political and corporate leaders have pledged to reduce planet-warming emissions to net-zero by 2050. But oil companies like Shell are betting that the world will need oil and gas for decades to come. To serve that demand, they are expanding offshore oil and gas drilling into deeper and deeper waters, especially here in the Gulf of Mexico.
Offshore production, oil executives argue, is not only crucial to power cars, trucks and power plants but also better for the planet than drilling on land. That’s because such operations emit far less of the greenhouse gases that are warming the planet than producing the same amount of oil and gas on land, according to industry estimates.

“The world will continue to need oil, by the way, even in 2050,” Wael Sawan, CEO of Shell, said in a recent interview. “It will have to be lower and lower emissions.”
The greenhouse gas emissions associated with extracting a barrel of oil from the Gulf of Mexico are as much as one-third lower than emissions from producing a barrel of oil from fields on U.S. soil, according to a report published last year by the National Ocean Industries Association, an industry group for offshore oil, gas and wind businesses. (Those numbers do not include the emissions created when fossil fuels are burned in engines or power plants, which are much greater than emissions from producing and refining oil and gas.)
Oil production in the Gulf of Mexico fell for several years after the 2010 Deepwater Horizon explosion caused the worst offshore oil spill in U.S. history. But the Gulf’s oil output has been rising over the last decade. The renewed interest in offshore production is part of a larger trend: The United States has recently set records for oil production, extracting more crude than any other country.
Booming oil and gas production in the United States has alarmed climate activists and scientists who want the energy industry to pivot more quickly to cleaner fuels and technologies like wind and solar power and electric vehicles.
“We’re not talking about stopping oil production today,” said Brettny Hardy, a senior lawyer in the Oceans Program at Earthjustice, a nonprofit environmental law organization. “But no matter how you look at it, there’s a really dire need to accelerate this shift to clean energy. The things the industry is doing now is not going to help that transition.”
To many environmentalists, offshore fossil fuel production’s potential for disaster is significant. The spill caused by the Deepwater Horizon rig, which was owned by BP, resulted in
significant damage to marine life, the fishing industry and the Gulf of Mexico’s beaches.
The spill helped bring attention to Rice’s whale, which lives only in the Gulf of Mexico and is classified by the federal government as an endangered species. Fewer than 100 of these whales are left because of incidents like the Deepwater Horizon spill and collisions with vessels.
“The concern and worry is there for the right reasons because we have been burned once because of Deepwater Horizon,” said Najmedin Meshkati, a professor of engineering at the University of Southern California who served on a National Academies committee that studied that spill.
The Biden administration had planned to scale back lease sales for oil drilling in the Gulf, which environmentalists said would help protect Rice’s whales. In August, the Bureau of Ocean Energy Management reduced the area available for leases from 73 million acres to 67 million acres.
But in November, the 5th U.S. Circuit Court of Appeals rejected the administration’s plans. A month later, oil companies offered $382 million for the right to drill for more oil and gas.
Oil executives say offshore oil operations are far less dangerous now thanks to advances in technology and improvements in standards and regulations. “Offshore oil and natural gas exploration and production is the safest it’s ever been,” said Holly Hopkins, vice president of upstream policy at the American Petroleum Institute, a trade group.
Energy companies favor drilling in the Gulf because there is a lot of oil and gas there, especially under very deep waters. The number of deep water platforms have grown dramatically over the past three decades, while those in shallow
waters have declined, according to the American Petroleum Institute.
Federal government analysts estimate that oil production in the Gulf of Mexico will grow through 2027. Natural gas production in the Gulf is expected to largely remain flat through the early 2030s.
Shell is the biggest oil and gas producer in the region’s waters. Its outsize presence in the Gulf is on display at Appomattox, which has a displacement bigger than the world’s largest aircraft carrier, according to the company.
The platform was brought online in 2019 and can house up to 180 people. It stays in place as ships drill wells near it and connect those wells by pipe to the platform, where equipment separates oil, natural gas and water.
Shell recently launched a smaller floating platform, the Whale, which can house up to 60 people. Another unit, Sparta, is under development. In all, Shell, a London-based global energy giant, operates nine active platforms — including four with built-in drill rigs — in the Gulf of Mexico.
On a reporter’s recent visit to Appomattox, about 130 people were working on board, including oil and gas engineers, cooks, janitors, a medic and laundry facility operators who keep washers and dryers spinning 24 hours a day.
The platform floats on the deep blue waters with little else in sight. On occasion, a drill rig ship appears in the distance. These vessels are scouring the seafloor for sources of oil.
The platforms create artificial reefs that attract fish and dolphin pods to Appomattox, said Rich Howe, executive vice president of Shell’s global deepwater business.
Shell is not alone in expanding its operations offshore. BP, Chevron and other energy giants are also expanding or planning to expand operations in the Gulf of Mexico.
“This is the cradle of global deepwater,” Howe said. “It’s where a lot of the technologies were invented.”
The Gulf has an extensive network of pipelines and equipment that helps deliver the oil and gas directly to onshore facilities with little processing through pipelines. That makes extracting oil and gas from underground reservoirs in the Gulf more efficient, ultimately helping to produce less emissions.
Bonuses are poised to recover on Wall Street this year, fueled by strong equity market gains and recovery in investment banking, according to financial services compensation firm Johnson Associates.
Investment bankers helping companies issue debt are expected to have the highest raises in bonuses this year, from 15% to 25%, as companies sell record volumes of debt.
As initial public offerings come back, bonuses for equity underwriters are expected to rise 10% to 20% this year.
“We are seeing almost all segments on Wall Street raising compensation”, said the firm’s founder Alan Johnson. “This should be a good year, although there are risks stemming from elections in the U.S. and global conflicts”.
Although improving, incentives in investment banking are still far from their peak in 2021. The only segment where pay is above the 2021 level is private equity, but the workforce at these companies is considerably smaller than in banks, Johnson said.
Higher trading volumes are expected to increase bonuses for bond traders between 10% and 20%, and 5% to 15% higher for equity traders. Executives working at wealth management will probably have 5% to 10% higher compensation, whereas asset management and hedge fund employees are expected to receive 5% higher bonuses.
In asset management, although clients have been migrating from higher fee products to passive investment products with lower fees, the rise in stocks in 2024 has increased the volume of assets and profitability in the business.
The S&P 500 and Dow Jones Industrial Average both clung onto gains to close higher on Tuesday, extending recent winning streaks fueled by renewed expectations that the Federal Reserve will cut interest rates this year.
The advances pushed the S&P 500 to a fourth straight higher close, and its best winning run since March. For the Dow, it is now on its longest positive run since December 2023, gaining for the fifth session in a row.
The benchmark performances came despite Walt Disney slumping as a surprise profit in its streaming entertainment division was eclipsed by a drop in its traditional TV business and weaker box office.
Despite Disney’s drag, for much of the day the three main U.S. stock indexes had traded at their highest intraday levels in more than three weeks, extending gains after a weaker-thanexpected labor market report last week fueled bets that the U.S. central bank will cut rates.
“I think the market is in this little holding pattern until the big data comes next week,” said Garrett Melson, portfolio strategist at Natixis Investment Manager Solutions, referring to the Producer Price Index (PPI) due on May 14, and the Consumer Price Index (CPI) scheduled for May 15.
Generally, the Fed and policymakers have been consistent in their message in recent weeks that rate cuts will come but the central bank is going to be cautious in implementing them. That message was repeated on Monday by Federal Reserve Bank of New York President John Williams and Richmond Federal Reserve President Thomas Barkin.
This meant, on a day lacking major data announcements, markets shrugged off comments from Minneapolis Federal Reserve President Neel Kashkari that the Fed may need to hold rates steady for the remainder of the year due to stalled inflation and housing market strength.
Overall, Friday’s payrolls data and better-than-expected earnings reports have helped soothe investor jitters around sticky inflation and a robust economy that have kept the rates elevated.
Traders are anticipating rate cuts of 46 basis points (bps) from the Fed by the end of 2024, according to LSEG’s inter-
est rate probabilities app, with the first pivot to rate cut seen in September and another in December. They were expecting only one cut before the labor report last week.
“The market is far more hypersensitive to the data than the Fed is,” said Natixis’ Melson, adding that “the bar for the Fed to abandon the easing bias is extremely high.”
According to preliminary data, the S&P 500 gained 6.75 points, or 0.13%, to end at 5,187.49 points, while the Nasdaq Composite lost 16.69 points, or 0.10%, to 16,332.56. The Dow Jones Industrial Average rose 26.18 points, or 0.07%, to 38,878.45.
Delegations from Israel and Hamas arrived in Cairo on Tuesday to resume talks on a proposed deal for a cease-fire, just hours after Israeli tanks and troops went into the southern Gaza Strip city of Rafah and seized control of the border crossing with Egypt, halting the flow of aid into the enclave.
Prime Minister Benjamin Netanyahu, who is under pressure from the United States and other allies to agree to a cease-fire, said that while he had sent a delegation back to the talks, “in tandem, we continue waging the war on Hamas.”
A White House spokesperson, John Kirby, said the negotiations were at a “sensitive stage” and that “there should be no reason why they can’t overcome those remaining gaps.” Analysts said Israel’s incursion into
Rafah might either ratchet up the pressure on Hamas to make a deal or sabotage the talks.
The Israeli military said it had gone into the city to destroy Hamas infrastructure used in an attack that killed four Israeli soldiers over the weekend near another border crossing, this one from Israel into Gaza.
The move did not appear to be the full ground invasion of Rafah that Israel has long been threatening and its allies working to avert. The Israeli military called it “a very precise” counterterrorism operation.
Here’s what else to know:
— The head of a hospital in Rafah said 27 bodies and 150 wounded people had been brought to his facility since the start of the Israeli incursion on Tuesday, and humanitarian agencies said no aid was passing through the Rafah crossing. United Nations officials said Israeli troops had now “choked off” both the Rafah crossing with Egypt and the Kerem Shalom crossing, the two main
routes for getting aid into Gaza, and warned that the humanitarian crisis in the enclave would worsen.
— International officials condemned the incursion. Egypt’s Foreign Ministry called it a “dangerous escalation” while Josep Borrell, the top European Union diplomat, said he feared it would cause “a lot of casualties.”
— U.N. officials said Tuesday that the area Israel has designated as a safe zone for Palestinians asked to evacuate Rafah was neither safe nor equipped to receive them.
On Monday, Israel told more than 100,000 Palestinians in eastern Rafah to flee before airstrikes.
— Hamas’ armed wing claimed it again fired on Israeli soldiers in the Kerem Shalom area of Israel near the border with Gaza on Tuesday morning. Israel’s military said four mortar shells and two rockets had been launched toward Kerem Shalom from Rafah but that no injuries or damage were reported.
Secretary of State Antony Blinken is meeting with senior Latin American officials in Guatemala on Tuesday as part of the Biden administration’s push to get countries in the region to ramp up enforcement of their borders and expand legal ways to migrate.
President Joe Biden has faced criticism for his handling of the southern border, and the issue is a key concern for many voters in this year’s presidential election. U.S. officials have, in recent years, increasingly turned to international partnerships to help them keep large numbers of migrants from reaching the southern border.
The United States relies heavily on Mexico, its closest partner on migration, to control the number of people who are destined for the southern border. In late December, Blinken and Alejandro Mayorkas, the homeland security secretary, went to Mexico to discuss increased enforcement during a month in which U.S. border agents had encounters with more than 250,000 migrants. On some days in December, 10,000 stops were made.
Since then, the number of migrants arriving at the southern border has dropped
dramatically. In February, agents made around 140,000 apprehensions. In March, there were more than 137,000 apprehensions, and the April count is expected to be even lower, at around 129,000, according to a person familiar with the statistics who spoke on the condition of anonymity to discuss figures yet to be finalized.
The downward trend of the border numbers could help Biden make the case that he is taking border security seriously.
The meeting Tuesday is part of continuing talks connected to the Los Angeles Declaration, a 2022 agreement signed by the United States, Mexico, Guatemala, Brazil and other countries. The agreement stipulates that each country was responsible for securing their borders and that the countries would promote new legal migration efforts.
Kristie Canegallo, the acting deputy homeland security secretary, said that the compact was important to “providing a framework and shared goals.”
U.S. officials point to the creation of so-called safe mobility offices in countries such as Colombia, Guatemala, Ecuador and Costa Rica as a direct result of the agreement. The offices have helped the Biden administration increase refugee processing from the region.

On Monday, the United States placed visa restrictions on executives from Colombian companies that transport migrants via
sea, saying that the movements were “designed primarily to facilitate irregular migration to the United States.”
The day Edmundo González was plucked from obscurity and chosen to take on South America’s longest ruling authoritarian leader, technicians were busy making sure his home was not wiretapped.
“This was not in our plans,” his wife, Mercedes López de González, said in an interview that day in April in their apartment in Caracas, the capital of Venezuela.
Not long ago, González, 74, was a retired diplomat and grandfather of four with no political aspirations. He kept busy writing academic papers, speaking at conferences and taking his grandchildren to haircuts and music lessons. Few in his native Venezuela knew his name.
Now, many Venezuelans have placed their hopes in him to end years of repressive rule as he challenges President Nicolás Maduro, who has held power since 2013, in elections scheduled in late July. González is suddenly back to having a full-time job.
“Twice a day I have to wipe the phone,” he said in a brief interview. “I delete almost 150 messages. I go to bed at 1 a.m., and by 4 a.m., I’m back on my feet and working again. I never imagined this.”
After years of rigged elections and political persecution, people in Venezuela yearning for a return to democracy have learned to expect disappointment.
A coalition of opposing parties, the Democratic Unity Roundtable, had been working to unite behind a single candidate who could pose a viable challenge to Maduro, but his government put up a series of obstacles.
In the end, González emerged as a candidate the government would not seek to block and who the opposition would support.
He accepted the role, but friends and colleagues say it is one he had never prepared for.
“Edmundo is not a man who’s ever had any political ambitions,” said Phil Gunson, a Venezuela expert for International Crisis Group in Caracas and a friend of González’s. “He’s someone who

is doing what he sees as his duty.”
The youngest of three siblings, González was born to a family of modest means in the small city of La Victoria, about 50 miles west of Caracas. His mother was a schoolteacher and his father a shopkeeper who discouraged him from his childhood dream of being a diplomat, calling it “a profession for rich people,” according to the candidate’s daughter, Carolina González.
Undeterred, he went on to study international relations at the Central University of Venezuela.
In college he was a dedicated student, his classmate and longtime friend Imelda Cisneros recalled. It was a politically tumultuous time when a far-left communist ideology was becoming popular on campus and tensions were high.
But González became a student leader “with a very calm approach of reconciliation,” she said.
“He wanted to be a diplomat,” Cisneros added. “He was very clear about his objective from the very beginning.”
He joined the foreign service not long after he graduated in 1970, with postings
an incumbent bent on retaining power.
“I’m nervous because we don’t know if something could happen to us,” López de González said.
Those who know González say mounting a presidential campaign is not something he would take on lightly.
“He is an extremely balanced man, calm, quite serious and above all sober,” said Ramón José Medina, who headed the Democratic Unity Roundtable until 2014 and has been a friend of González’s for decades.
Maduro signed an agreement with the opposition in October to take steps toward free and fair elections, and the United States temporarily lifted some severe economic sanctions as a gesture of goodwill.
Days later, a former national lawmaker, María Corina Machado, won a primary election with more than 90% of the vote, making her a significant threat to Maduro in a head-to-head matchup.
Since then, the Maduro government has thrown up roadblocks to prevent a serious challenger from making it onto the ballot.

He was later appointed ambassador to Algeria, and then to Argentina, where he was posted when Hugo Chávez was elected president in 1999. Chávez would go on to consolidate power under the banner of a socialist-inspired revolution.
González returned to Venezuela in 2002 and soon retired from the foreign service.
In 2008, he became active in the Democratic Unity Roundtable, advising behind the scenes on matters of international relations.
He became president of the coalition’s board of directors in 2021, said Ramón Guillermo Aveledo, a former executive secretary of the coalition.
But most people, even in Venezuelan political circles, did not know he held that role until his presidential candidacy was announced because opposition leaders often face persecution.
That makes it a risky decision for González to step into the spotlight against
First, the country’s top court disqualified Machado in January over what the judges claimed were financial irregularities that occurred when she was a national legislator — a common tactic used to keep viable competitors off the ballot.
Then last month, the government prevented an opposition coalition from putting forward another preferred candidate using technical electoral maneuvers just before the registration deadline.
Only one politician, Manuel Rosales, who was seen by political analysts as greenlit by Maduro, was allowed to register. It briefly seemed that the effort to field a unified candidate had been defeated.
But, in a surprise, the coalition announced that the national electoral authority had granted it an extension, paving the way for González to officially enter the race. Rosales stepped aside and threw his support behind González. González’s career as a “consensus seeker” helped him to unite the opposition, Gunson said.
“He’s someone that is acceptable to a lot of different people,” he added. “And he doesn’t offend anybody.”
We are living in a golden age of aggrievement. No matter who you are or what your politics, whatever your ethnic origin, economic circumstance, family history or mental health status, chances are you have ample reason to be ticked off.
If you’re on the left, you have been oppressed, denied, marginalized, silenced, erased, pained, underrepresented, underresourced, traumatized, harmed and hurt. If you’re on the right, you’ve been ignored, overlooked, demeaned, underestimated, shouted down, maligned, caricatured and despised; in Trumpspeak: wronged and betrayed.
Plenty of the dissatisfaction is justified. But not all. What was Jan. 6 at heart but a gigantic tantrum by those who felt they’d been cheated and would take back their due, by whatever means necessary?
People have always fought over unequal access to scarce resources. Yet never has our culture made the claiming of complaint such an animating force, a near compulsory zerosum game in which every party feels as if it’s been uniquely abused. Nor has the urge to leverage powerlessness as a form of power felt quite so universal — more pervasive on the left, if considerably more threatening on the right.
Against this backdrop, reading Frank Bruni’s new book, “The Age of Grievance,” is one sad nod and head shake after another. Building on the concept of the oppression Olympics, “the idea that people occupying different rungs of privilege or

victimization can’t possibly grasp life elsewhere on the ladder,” which he first described in a 2017 column, Bruni, now a contributing writer for New York Times Opinion, shows how that mindset has been baked into everything from elementary school to government institutions. Tending to our respective fiefs, Bruni writes, is “to privilege the private over the public, to gaze inward rather than outward, and that’s not a great facilitator of common cause, common ground, compromise.”
Consider its reflection in just one phenomenon: “progressive stacking,” a method by which an assumed hierarchy of privilege is inverted so that the most marginalized voices are given precedence. Perhaps worthy in theory. But who is making these determinations and according to which set of assumptions? Think of the sticky moral quandaries: Who is more oppressed, an older, disabled white veteran or a young, gay Latino man? A transgender woman who lived for five decades as a man or a 16-year-old girl? What does it mean that vying for the top position involves proving how hard off and vulnerable you are?
Individuals as well as tribes, ethnic groups and nations are divvied up into simplistic binaries: colonizer vs. colonized, oppressor vs. oppressed, privileged and not. On college campuses and in nonprofit organizations, in workplaces and in public institutions, people can determine, perform and weaponize their grievance, knowing they can appeal to the administration, to human resources or to online court where they will be rewarded with attention, if not substantive improvement in actual circumstance.
The aggrieved take to social media where those looking to be offended are fed at the trough. Bruni refers to those who let you know that some representative of a wronged party is under threat as the “indignity sentries of Twitter.” Ready to stir the pot, let the indignation begin and may the loudest complainer win!
But goading people into a constant sense of alarmism distracts from actual wrongdoing in the world. Turning complex tragedies into simple contests between who ticks more boxes rarely clarifies the situation. In San Francisco, when a Black Hispanic female district attorney chose not to file charges against the Black Walgreens security guard who shot Banko Brown, a Black, homeless transgender man who was accused of shoplifting, the entire episode was read not only as a crime and a referendum on arming security guards but also as a human rights crisis, simultaneously anti-trans, anti-homeless and racist.
In Brooklyn, when a man presumed to be homeless and mentally ill reportedly killed a golden retriever and the police did not immediately arrest him, the dog owner’s fears and efforts by some in the community to get the police to respond were read as racist vigilantism. The ensuing finger-pointing, name-calling and outrage did nothing to address the problems of homelessness, public safety or mental health.
The compulsion to find offense everywhere leaves us endlessly stewing. Whatever your politics, it assumes and feeds a narrative that stretches expansively from the acutely personal to the grandly political — from me and mine to you and the other, from us vs. them to good vs. evil. And as Jonathan Haidt and Greg Lukianoff warned in their book, “The Coddling of the American Mind,” the calculus is that if you’re hurt or upset,
your feelings must be validated. You can see this reductive mindset in action in protest after protest across America as a contest plays out between Jews and Palestinians over who has been historically more oppressed and should therefore have the upper hand now.
But as Ricky Gervais says, “Just because you’re offended, doesn’t mean you’re right.” Being oppressed doesn’t necessarily make you good, any more than “might is right.” Having been victimized doesn’t give you a pass.
If it felt like any of the persecution grandstanding led to progress, we might wanly allow grievance culture to march on. Instead, as one undergraduate noted in the Harvard Political Review, “In pitting subjugated groups against one another, the Oppression Olympics not only reduce the store of resources to which groups and movements have access, but also breed intersectional bitterness that facilitates further injustice.” Rewarding a victim-centric worldview, which we do from the classroom to the workplace to our political institutions, only sows more divisiveness and fatalism. It seems to satisfy no one, and people are more outraged than ever. Even those who hate Tucker Carlson become Tucker Carlson.
The acrimony has only intensified in the past few years. The battlefield keeps widening. What begins as a threat often descends into protests, riots and physical violence. It’s difficult for anyone to wade through all of this without feeling wronged in one way or another. But it wrongs us all. And if we continue to mistake grievance for righteousness, we only set ourselves up for more of the same.
Radican proyecto para darle a los Tribunales la decisión de excarcelación de confinados
SAN JUAN – Continuando su esfuerzo para atender la criminalidad en Puerto Rico, el portavoz alterno del Partido Nuevo Progresista en la Cámara de Representantes, Gabriel Rodríguez Aguiló, anunció la radicación del Proyecto de la Cámara 2139 el cual otorga al Tribunal de Primera Instancia la facultad para ordenar la excarcelación de confinados bajo la Ley 25-1992, mejor conocida como “Ley para el Egreso de Pacientes de S.I.D.A. y de otras Enfermedades en su Etapa Terminal que están Confinados en las Instituciones Penales o Internados en las Instituciones Juveniles de Puerto Rico’.
“No hay duda que el reciente caso de la excarcelación del confinado Hermes Avila y el horrendo crimen que cometió ha consternado a todo Puerto Rico. No existe espacio para este tipo de acción en nuestra sociedad. El proceso de excarcelación de esta persona está lleno de lagunas que deben ser atendidas con premura, una de ellas es la jurisdicción y facultad para egresar de prisión a un convicto. Ante esto, luego de hacer un estudio detallado de las herramientas disponibles para evitar que esto vuelva a ocurrir, determinados brindarle al Tribunal de Primera Instancia la facultad
en ley para evaluar los expedientes médicos y determinar si son hábiles para la Ley 25”, comentó el Portavoz Alterno.
“En esencia, este proyecto viabiliza que el Departamento de Corrección y Rehabilitación (DCR) desarrolle su trámite administrativo para aquellos reclusos elegibles para beneficios de la Ley 25. Luego, el DCR se verá obligado a someter el expediente del solicitante al Departamento de Justicia y el Tribunal para que sean estas entidades las que tomen la decisión final en base a derecho y corroboración de hechos. El proyecto también otorga a la Oficina de la Administración de Tribunales la facultad de supervisar al reo excarcelado hasta que este muera”, añadió el Representante novoprogresista.
La medida, radicada el 2 de mayo de 2024, enmienda los artículos 2, 4, 6, 7, y 8 de la antes mencionada ley para que el DCR presente ante el Tribunal una solicitud formal de egreso de confinado la cual estará evidenciada en acorde a la Ley 25-1992. El Tribunal tendrá hasta 10 días para emitir su determinación.
Los Tribunales, además, pautaran vistas de seguimiento con el reo excarcelado y personal técnico del DCR para corroborar el estado de salud, al igual que si representa algún peligro para la sociedad en general.

El alcalde O’Neill Rosa compartió durante la celebración y expresó “Es crucial que la sociedad reconozca el valor, la tolerancia y el respeto hacia nuestros envejecientes. Debemos trabajar unidos para garantizar que gocen de una buena salud y una calidad de vida óptima. Por
ello, durante todo el año, promovemos actividades que contribuyan a su bienestar. En nuestros centros, los recibimos con amor y dedicación, como muestra de gratitud por todo lo que han hecho por nosotros”.
El Programa de Personas de Edad Avanzada del Municipio Autónomo de Guaynabo celebró su actividad con el propósito de sensibilizar sobre la importancia de prevenir el maltrato hacia los adultos mayores, en honor a nuestros participantes de los ocho Centros de Envejecientes en la región.
La actividad contó con la participación de 300 envejecientes, quienes disfrutaron de diversas actividades, in-
cluyendo los “Goofy Games”, sesiones de baile de zumba y una presentación especial a cargo de la banda de la Policía de Puerto Rico. Además, se rindió homenaje al esfuerzo y dedicación de enfermeras y médicos que brindan sus servicios con amor y compromiso a nuestros participantes.
Es importante destacar el incansable compromiso de todos los empleados del Departamento, cuya labor diaria en los Centros de Servicios a Envejecientes garantiza la provisión de una amplia gama de servicios que abarcan áreas como transporte, nutrición, recreación, servicios sociales y de salud.
SAN JUAN – La presidenta ejecutiva de la Autoridad de Acueductos y Alcantarillados (AAA), Doriel Pagán Crespo entregó el martes, una nueva ronda de flota vehicular para personal de Operaciones de las distintas regiones a nivel Isla.
“La entrega de las nuevas unidades a distribuirse en el departamento de Operaciones. En esta nueva ronda, se entregaron veinte plataformas, cuatro camiones
tumba, y cuatro mini flushing, con una inversión aproximada de 4.3 millones de dólares con fondos propios de la agencia”, expresó Pagán Crespo en declaraciones escritas.
Hoy en día, la corporación pública ha hecho entrega de vehículos pickups doble cabina, pickups cabina y media, tuberas, camiones grúa y camiones tumba, entre otros.
Al momento, se han entregado 380 unidades, distribuidas entre las cinco regiones operacionales de la AAA.
Duane Eddy, who broke new ground in pop music in the 1950s with a reverberant, staccato style of guitar playing that became known as twang, died April 30 in Franklin, Tennessee. He was 86.
The cause of his death, in a hospital, was complications of cancer, said his wife, Deed (Abbate) Eddy.
Duane Eddy had tremendous success as a strictly instrumental recording artist in the late 1950s and ’60s, selling millions of records worldwide with growling, echo-laden hits like “Rebel Rouser” and “Forty Miles of Bad Road.” In the process, he played a major role in establishing electric guitar as the predominant musical instrument in rock ’n’ roll.
Eddy influenced a multitude of rock guitarists, including George Harrison, Jimi Hendrix and Bruce Springsteen, whose plunging guitar lines on “Born to Run” pay homage to Eddy’s muscular fretwork.
“Duane Eddy was the front guy, the first rock and roll guitar god,” John Fogerty, the founding lead singer and guitarist of Creedence Clearwater Revival, is quoted as saying on the Rhino Records website.
Eddy, who was self-taught, devised his rhythmic melodicism by playing the lead lines on his recordings on his guitar’s bass strings and by liberally using the vibrato bar. He never learned to read or score music, but he had a strong ear for pop idioms, including country, jazz, and rhythm and blues.
He also had a knack for studio experimentation; at one point he brought a 2,000-gallon water tank to a session and placed a speaker inside to simulate the effects of an echo chamber.
“I like exploring different textures on tracks in the studio, and different arrangement ideas,” Eddy said in a 2013 interview with Guitar Player magazine, which had honored him in 2004 with its Legend Award.
“For me,” Eddy went on, “it’s not just playing the instrument, it’s also making the record. I guess a better way of explaining it is that I don’t write or arrange songs as such. Instead, I think of it as writing or arranging records. My sound is the common denominator that pulls all the threads and knits them together.”
Easily recognizable, Eddy’s signature approach to the guitar accounted for 15 Top 40 pop hits from 1958 to 1963. “Because They’re Young,” a string-sweetened record, appeared on the soundtrack of the 1960 movie of the same name that starred Dick Clark and Tuesday Weld. More characteristic of Eddy’s gritty playing was “Cannonball,” a rollicking instrumental that reached the pop Top 20 in the U.S. and the Top 10 in Britain in 1958, and “(Dance With the) Guitar Man,” a 1962 hit that featured a female vocal group on the chorus. “The Ballad of Paladin,” a loping instrumental, was used as the theme for the CBS television series “Have Gun — Will Travel.”
Most of Eddy’s early recordings were made with producer and songwriter Lee Hazlewood and released on the Philadelphia-based label Jamie Records. The Rebels, his backing band, boasted several members of the celebrated West Coast studio collective known as the Wrecking Crew including gui-
tarist Al Casey, saxophonists Jim Horn and Plas Johnson, and keyboard and bass player Larry Knechtel.
Most of Eddy’s albums from the late 1950s and early ’60s incorporated a version of the word “twang” in their titles.
Eddy was born April 26, 1938, in Corning, New York, a small town in the south central part of the state, and started playing the guitar at the age of 5. His father, Lloyd, drove a bread truck and later managed a Safeway grocery store, and his mother, Alberta Evelyn (Granger) Eddy, managed the home. The family moved to Tucson, Arizona, when Duane was 13, and then to Phoenix, where he met Hazlewood and they began their musical partnership.

The rockabilly revival of the next decade gave rise to renewed interested in Eddy’s work. The 1970s also saw Eddy producing albums by Phil Everly and Waylon Jennings, whose widow, Jessi Colter, was married to Eddy from 1962-68.
Eddy’s music was introduced to yet another generation of fans in the 1980s, when the British synth-pop group Art of Noise released an avant-disco reworking of his 1960 hit version of Henry Mancini’s “Peter Gunn,” with Eddy on lead guitar. It won a Grammy Award for best rock instrumental performance in 1987.
Eddy was inducted into the Rock & Roll Hall of Fame in 1994, the same year that his original hit recording of “Rebel Rouser” appeared in the movie “Forrest Gump.” “The Trembler,” a track he wrote with Ravi Shankar, was featured in Oliver Stone’s 1994 film, “Natural Born Killers.” He was also inducted into the Musicians Hall of Fame in Nashville, Tennessee, in 2008.
In addition to his wife, Eddy is survived by three children, Linda Jones and Chris Eddy, from his first marriage, to Carol Puckett, and Jennifer Eddy Davis, from his marriage to Colter; a sister, Elaine Scarborough; five grandchildren; and nine great-grandchildren.
Unlike many instrumentalists, Eddy said, he never seriously considered expanding his musical resume to include vocals.
Elaborating on the subject to Guitar Player in 2013, he recalled an interview with Conan O’Brien at which he was asked, “Duane, you’ve been in this business for many years now; what do you consider your greatest contribution to music?” He answered, “Not singing.”
He acquired his first custom-made Chet Atkins-model Gretsch guitar when he was 16. He made his first recordings — as half of the duo Jimmy and Duane, with pianist Jimmy Delbridge (who later recorded under the name Jimmy Dell) — the next year.
In 1957, Eddy began touring as a guitarist with Dick Clark’s Caravan of Stars, and he began releasing recordings under his own name shortly afterward.
Eddy and Hazlewood parted ways over a contract dispute in late 1960, though they later reunited to work on projects. Eddy signed with RCA shortly after.
The hit singles had stopped coming by the mid-1960s, but Eddy continued to release instrumental albums, including “Duane Does Dylan,” a collection of covers of songs written

This lava tube in Saudi Arabia has been a human refuge for 7,000 years
When ancient humans pushed into the Arabian Peninsula, they found a world marked by magma. Little is known about the lives of those humans. But a study published this month in the journal PLOS One has revealed that their occupation of this volcanic realm extended underground. Archaeologists at a site in northwestern Saudi Arabia have excavated a lava tube, the subterranean remnant of a lava flow, and found stone tool fragments, animal remains and human bones, the oldest of which were close to 7,000 years old. oases, rather than as a permanent habitat. Although only small sections of Umm Jirsan have been examined, the new study shows that it and other such caves in the area hold promise for understanding the migrations of early humans.
The notion that these migrants brought animals with them is supported not just by the remnants at the site. The team discovered 16 rock art panels in the entrance to another lava tube nearby. Some show people herding cattle, sheep and goats, sometimes with the aid of dogs; others depict people hunting.
The lava tubes offer a new way “of looking through time and through space,” said Michael Petraglia, the director of the Australian Research Center for Human Evolution at Griffith University and an author of the new study. Each could be an unopened window into the lives of humanity’s ancestors.

In real life, velociraptors topped out at the size of a Labrador retriever, much smaller than the human-size hunters portrayed in the “Jurassic Park” series. Still, some raptors did achieve imposing sizes. And in a paper published this month in the journal iScience, a team of paleontologists reported that it might have identified one of the largest raptors known to
science based on a set of fossilized footprints found in China. The raptor’s imprints are part of a larger dinosaur trackway discovered in southeastern China in 2020. During the Late Cretaceous Period, about 90 million years ago, the area was a muddy river plain, home to all manner of dinosaurs that left footprints.
Among them, researchers found a set of five raptor imprints that are more than 13 inches long, making them the largest such tracks in the fossil record. Based on their size, the dinosaur that left them was roughly 5 feet tall and 15 feet long, putting it in the neighborhood of the largest known raptors.
These distinct footprints inspired the paleontologists to name the new raptor Fujianipus (“the foot of Fujian”) yingliangi. The proportions of its toes make it likely that Fujianipus was a troodontid, a type of birdlike raptor that inhabited Asia and North America during the Cretaceous period.
According to W. Scott Persons, a paleontologist at the College of Charleston in South Carolina and co-author of the paper, giants such as Fujianipus are outliers because raptors “appear to have been way better at being small- and medium-sized carnivores.”

It used to be that you could put a black light at the edge of a cornfield at night and expect a bountiful harvest of moths the next morning. For entomologists, such light traps have provided an invaluable record of moth numbers. But in recent decades, light traps have shown dwindling catches of insects of all kinds. Some have interpreted these empty traps as evidence of their decline.
But there might be other factors at play. In a paper published this month in the Journal of Insect Conservation, researchers report that although some light traps are catching fewer corn earworm moths, a well-known agricultural pest, their yields in another kind of trap are as healthy as ever. The results suggest that something has changed in the moths’ attraction to light.
Why the difference? It might be, as Charles Darwin once suggested, that evolution has removed moths with an attraction to light from the gene pool, so that today’s corn earworm moth is no longer as drawn to light. But another explanation for the decline in light trap effectiveness might be that it’s a consequence of the world surrounding those light traps growing much brighter. With streetlights and other sources lighting up the night, moths may not be noticing the light traps as much as they notice other glowing things.
The findings are an important first step toward adjusting the way scientists approach insect monitoring, and the paper raises issues that the field is just starting to discuss, said Jolyon Troscianko, an ecologist at University of Exeter in England.

Additional testing of retail dairy products from across the country has turned up no signs of live bird flu virus, strengthening the consensus that pasteurization is protecting consumers from the threat, federal health and agriculture officials said at a news briefing last week.
But the scope of the bird flu outbreak in cattle remains unclear, as dairy herds are not routinely tested for the infection, scientists and other experts have noted.
Just one human infection, which was mild, has been reported, in a dairy worker in Texas who had direct contact with sick cows. But scientists fear there may be many more undetected infections, particularly among farmworkers.
Barely two dozen people have been tested for bird flu, federal officials said at the briefing. There have been no unusual increases in flu cases around the country, even in areas with infected cows, they added.
But Dr. Keith Poulsen, director of the Wisconsin Veterinary Diagnostic Laboratory, said that farms are not required to test employees, many of whom are migrant workers who are reluctant to work with state health officials.
“How much are we ignoring because of anxiety and fear of what happens if you don’t get an answer that you like?” Poulsen said.
Until last week, potentially tainted dairy products had seemed to be the most immediate threat to the public. Federal regulators last week announced early test results of around 95 retail milk samples: Roughly 1 in 5 was found to contain genetic fragments of the virus, a fact that health officials said did not present a threat to consumers.
More advanced testing later in the week turned up no live virus in the samples, a relief to federal regulators.
On Wednesday, Dr. Donald A. Prater, acting director of the Center for Food Safety and Applied Nutrition at the Food and Drug Administration, said federal scientists had examined an additional 201 commercial dairy samples, including milk, cottage cheese and sour cream.
So far the scientists have not found evidence of potentially infectious virus. “Findings from the U.S. government partners, as well as academic researchers, do not change our assessment of the safety of the milk,” Prater said.
Prater said that the FDA still strongly advised against consuming raw, unpasteurized dairy products. Federal scientists are still reviewing data on whether the virus in raw milk could be infectious, he added.
As of Wednesday, the outbreak had spread to 36 herds in nine states, according to the Department of Agriculture. Scientists have criticized the Biden administration for not conducting more testing of animals in order to determine the scope of the outbreak.
Some dairy farms have been difficult to gain access to, and owners are at times reluctant to grant government workers entry to production facilities, federal officials have said.
“There’s a lot of farms out there that are not reporting,” Poulsen said. “They’re not reporting because they’re really afraid of what would happen if they’re not negative.”
The Food and Drug Administration said regulators had examined 201 commercial dairy samples, including milk, cottage cheese and sour cream, and had so far not found evidence that potentially infectious virus was on grocery shelves.
The Department of Agriculture has ruled that lactating cows must test negative for influenza A viruses, a class that includes bird flu, before they are transported across state lines. The rule also requires owners of herds with positive tests to provide data on the whereabouts of cattle to help investigators trace the disease.
But further guidance released last week revealed that farmers need to test only 30 cows in a group, potentially allowing infected cows in larger herds to move between states undetected.
Dr. Rosemary Sifford, a senior USDA official, defended the scope of the order, saying that 30 cows were a “statistically significant number to be able to determine the status of the lot.”
The department now requires laboratories and state veterinarians to report any positive tests from cattle to the agency.
The USDA also has turned its attention to meat. Colombia last week became the first country to ban beef and beef products from certain U.S. states because of the bird flu outbreak.
Dr. José Emilio Esteban, a senior food safety official at the USDA, said at the briefing that beef was safe to eat but that the agency was conducting three studies to “enhance our scientific knowledge to make sure we have additional data points.”
The department is testing ground beef from grocery stores, as well as the remnants of slaughtered animals, in states known to have infected dairy cattle, Esteban said. The agency is also examining the effectiveness of cooking at killing the virus by heating beef patties to three different temperatures.
Officials are also considering possible ways to compensate dairy farmers for “their cooperation and taking up of additional biosecurity practices,” Sifford said.
Underlying much of the concern about the cattle outbreak is a fear among scientists that the bird flu virus is adapting to mammals. Sifford said at the briefing that federal scientists had not detected any changes in the virus that would allow it to spread more easily between humans.
Dr. Demetre Daskalakis, a senior official at the Centers for Disease Control and Prevention, conceded that only around 25 people had been tested for infection, about the same number reported last week.
More than 100 people are being monitored for symptoms. Daskalakis said that the numbers of people who were being tested and monitored were “dynamic,” in part because the monitoring period for people with symptoms ends as they recover.

Se entenderá que todo licitador acepta como bastante la titularidad de la propiedad y que todas las cargas y gravámenes anteriores y los preferentes al crédito ejecutante antes descritos, si los hubiere, continuarán subsistentes. La Peticionaria adquirió la propiedad por Compraventa de Rafael Algarín Erazo y Elisa De Jesús Alvelo mediante escritura 11 otorgada el 22 de mayo de 1993 ante el Notario Público Elliot Merced Montañez. The last pitch sizzled through the raindrops at 99 mph, a swinging third strike at the top of the zone to end the sixth inning on Sunday at Yankee Stadium. Tarik Skubal spun on the mound, flexing and roaring, a primal reaction aimed at the big man looming behind him: Aaron Judge.
“I told him he’s a really good baseball player,” Skubal said later, in the Detroit Tigers’ clubhouse, after a 5-2 loss in eight innings in the Bronx. “That’s what I said, because he hit the ball really, really hard. I threw the same pitch to him twice, thinking he wouldn’t do the same thing with it. And he did the same thing with it — twice.”
Between Judge’s homer in the first and double in the sixth — both on 97 mph fastballs near the knees — Skubal struck him out on three pitches in the third: a fastball for a checkedswing foul, a surprise curveball for another foul and high heat for a checked-swing miss. He ended his day with three strikeouts to strand Judge at second.
On a miserable day — “It was the worst,” Juan Soto said — Skubal did his best to stay dry. He blew on his hand and wiped it on his pants leg. He got a mid-inning rosin-bag replacement. He slipped into fresh jerseys between innings. He mostly gave up on his slider; the ball was too slick, he said, to wrap his fingers over the front and spin it.
Yet Skubal set a career high with 12 strikeouts and became the first Tiger in this decade to fan 12 without a walk. He mostly silenced the New York Yankees after their early 2-0 lead, retiring 13 of the last 15 hitters, 10 by strikeout.
“He’s one of the best pitchers in the game,” Judge said. “A guy like that that’s got plus velocity, plus-plus stuff, plus feel for all his stuff, can throw any pitch at any time, it’s really just about trying to get a pitch over the heart of the plate you can do damage on.”
That’s a lot of pluses for Skubal, who was matched
Sunday by the Yankees’ Nestor Cortes but who has few peers across the majors. Skubal is 4-0 with a 1.90 ERA. His 53 strikeouts were tied for the American League lead with Garrett Crochet of the Chicago White Sox.
Skubal may have been a stealth Cy Young Award pick at the start of the season, but the secret is out. He’s a must-watch ace, even if he does not court the attention.
“I don’t really care, to be honest,” Skubal said. “I think that’s the media’s job to kind of label tags on guys. I don’t think it really matters, though. I just want to put our team in a position to win every time I get the ball. That’s what I think about.”
The news media was not exactly fixated on the Tigers last July 4, when Skubal returned after an 11-month absence for flexor tendon surgery. The team was far under .500, headed for its seventh losing season in a row.
Skubal, though, was a revelation down the stretch. From the date of his return through the end of the regular season, he led all pitchers in FanGraphs’ calculation of Wins Above Replacement (3.3), with 0.89 walks and hits per inning pitched (WHIP) and 11.4 strikeouts per nine innings. In 22 starts across the last two seasons, he is 11-3 with a 2.49 ERA.
A ninth-round draft choice from Seattle
University in 2018, Skubal, 27, has helped Detroit to a winning record this season even after a weekend sweep in the Bronx. His development has been a triumph for an organization trying to build around pitching.
“I remember facing him in 2020 at the alternate site — I think he struck out nine in a row, and the next day he got the call-up to the big leagues,” left fielder Riley Greene said. “I feel like he’s just fine-tuning it every single day. It’s always been electric stuff, but I feel like it gets better and better each time he gets on the mound.”
How’s this for better and better? In his rookie season, Skubal finished with an ERA starting with a 5. The next season it started with a 4, then a 3, then a 2 and now a 1. Reliever Shelby Miller, a 12-year veteran, called Skubal one of the best competitors he has seen.
“Confidence,” Miller said. “It’s pretty easy to be confident with his kind of stuff, but it’s just the way he carries himself, one of the leaders on this team. You know those guys who know they’re good and live up to the hype, and Skub’s been doing that this year.
“Last year he was pretty much unhittable the second half of the season, and I think he’s just kind of getting in his groove. Staying healthy for him is a huge thing, and he’s doing all the right things to make himself great.”
Skubal is 6 feet, 3 inches but seems bigger on the mound. He lifts his knee high in his delivery and juts his glove skyward as he uncoils and his health is reflected in his fastball.
The pitch averages about 97 mph, the hardest of Skubal’s career, and that makes his change-up more effective. He throws that pitch around 86 mph, with disappearing action down and away from a righty. Eight of Skubal’s strikeouts Sunday came on the change-up, all swinging.
“It’s developed as my career’s developed,” Skubal said. “It’s always gotten good results, but now I have the movement that I like, and it’s kind of showing in how confident I am in it. That’s what helps it out too, is the separation.”
Skubal used the change-up to finish Giancarlo Stanton in all three of their matchups Sunday. But every Judge encounter ended with the fastball, power versus power, a riveting spectacle in a soggy setting that pitcher and hitter both relished.
“I got him the first time, then he comes back and strikes me out, and I was like, ‘All right, I’ll remember that,’” Judge said. “It’s impressive, man. It’s fun competing against guys like that, especially the young ace of the team. I’m looking forward to more battles with him, that’s for sure.”
