he Puerto Rico Police Bureau on Tuesday detailed a major operation that has resulted in the arrest of dozens of suspects who, Police Commissioner Antonio López Figueroa said, were involved in violent crimes, and more than 180 people were connected to drug and weapon sales. “The operation started out last Wednesday and has been extended until today October 31st,” López Figueroa said at a press conference in Bayamón. “Nearly 400 people have been arrested for heinous crimes, people coming from around 76 towns.” “There was interaction with more than 12 illegal organizations, and there were around 139 drug and weapon transactions which led to 189 arrest orders, and since Wednesday, 191 additional individuals who were caught selling illegal drugs and weapons and arrested,” he added. There were also 64 raids conducted against individuals who were members of the aforementioned illegal organizations. On top of the 380 arrests that have already been made, additional arrests could be made over the course of the next few days, a result of work that continues, the police chief said. The operation, called “Unmasking Crime,” is far from over, López Figueroa said. One notable factor is that many of the crimes behind the charges were perpetrated in family groups. The Clemente family in Toa Baja is one of those families. López Figueroa said another family was caught in Coamo after the town’s mayor filed complaints. Throughout the operation some 78 firearms were confiscated along with 50 vehicles, and some $100,000 in dirty money was also collected. López Figueroa said authorities are working together with the public in order to establish peace in Puerto Rico. He said a large portion of the confidential investigations, which were carried out in different phases, arose in response to complaints from citizens about illegal activities that disrupted peace in their communities. “This operation is the best evidence that citizens’ complaints are being heard and addressed,” the island’s top cop said. “There are situations that take years of investigation and that strategically do not come to light until they are concluded. The police officers who made these arrests today are those who do not travel in marked patrol cars or wear uniforms. If the mechanisms of those who violate the laws change, then the police reinforce their strategies to combat crime.” “We have compelling evidence to prove these charges beyond a reasonable doubt, thanks to the titanic work of prosecutors from the Department of Justice’s Organized Crime and Drug Enforcement Division, as well as the 13 district attorney’s offices, along with the brave men and women who worthily represent the Puerto Rico Police,” López Figueroa said. Justice Secretary Domingo Emanuelli Hernández added: “Starting today, the 380 defendants arrested throughout the island will not be able to continue committing crimes because they will be criminally prosecuted.” “Their criminal actions are over,” he said. The police commissioner noted that there are 35 individuals left that were known to have been involved in heinous crimes and they will be persecuted. However, he called on those still at large to turn themselves in to the police.

solar energy farm in Salinas, a 90-megawatt (MW) plant that is close to being completed. The facility is a renewable energy project that has had a contract with the Puerto Rico Electric Power Authority (PREPA) since 2012 that is finally close to becoming a reality. Construction on the project began last year and should be producing power next year. The Salinas facility is the largest in the Caribbean. The interconnection work with LUMA Energy still has to be completed. PREPA has been working on a first tranche of procurements for some 15 industrial-scale renewable energy projects that will total some 830 megawatts and will be available in two years, Pierluisi said. Ciro One is not in that first section. “We will comfortably be generating 2,300 megawatts with renewable energy,” he stated, without counting residential and commercial systems. The percentage of renewable energy in Puerto Rico can reach up to 10%, but at night the percentage drops. On average, it stands at 3% to 4%. Regarding the goal established by law of reaching 40% renewable energy by 2025, Pierlusi said “a goal is a goal.” “We are going to try to achieve it,” he said.
In addition, the Salinas project has a planned expansion that will allow it to generate an additional 50 MW. The cost of energy production on the farm is below 10 cents per kilowatt-hour. The level of energy production can provide electric power to about 60,000 residences. “The project developers have decided to reserve more than 10 percent of the land for the development of agricultural activities, which will make it possible to take advantage of the potential of the area, as well as help mitigate runoff,” the governor said. Regarding claims from surrounding communities alleging that the development of the solar farm affects them by causing flooding, Pierluisi maintained that the flooding problems there precede the project, and that if the situation has been exacerbated, it must be addressed. The governor said less than 3% of the agricultural land owned by the island Land Authority has been impacted by renewable energy projects and that of total agricultural land, less than 1% has been affected. “There is a lot of agricultural land that is not being used for its intended purpose,” he said, maintaining that, at the end of the four tranches of renewable energy projects, 5% of the Land Authority’s land will have been impacted.

n Saturday, the Neighbors United for Solar Energy conference will be held to empower individuals and communities in the transition to solar energy, and to share information about community solar projects and their benefits, and the federal funds available to help them pay for the technology. David Ortiz, executive director of Solar United Neighbors Puerto Rico, the conference “is a unique opportunity to learn about different community solar projects, and how to access federal funds to acquire a solar system.”
The conference organized by the nonprofit Solar United Neighbors will be held in the theater at Polytechnic University in Hato Rey starting at 8:30 a.m. The event, which is open to the public, free of charge and includes breakfast and lunch, will feature several panelists who will focus on the critical issues of solar energy and energy independence in Puerto Rico. In one panel, various community groups will present examples of community projects in Puerto Rico. In another, representatives from the U.S. Department of Energy (DOE) will discuss the different federal DOE funding programs
available and how to apply for them. Ponce mayor faces arrest on all charges filed by the PFEI By THE STAR STAFF

udge Adria Cruz determined cause for arrest Tuesday on all charges against Ponce Mayor Luis Manuel Irizarry Pabón. The Office of the Special Independent Prosecutor Panel (OPFEI by its Spanish initials) filed four charges against Irizarry Pabón. There are two charges of unjusti-
fied enrichment and two of violations of the Government Ethics Law. The special independent prosecutor has been investigating Irizarry Pabón since April, following a recommendation from the Department of Justice. A report details possible violations of government and campaign finance laws. The beginning of the case was based on an email
sent to the comptroller of Puerto Rico alleging misuse of funds for campaign expenses and a “kickback” scheme by the mayor. It was learned that $5,000 bail was imposed on each charge, which adds up to about $20,000. “We have a lot of faith that we are going to prevail,” Irizarry Pabón’s lawyer, José Andreu Fuentes, said as he left the courtroom.

A
pair of sneakers with apparent blood stains and a service revolver were found in the house of Puerto Rico Police agent José Miguel Centeno Sánchez, who took his own life earlier this week when his home was about to be raided by investigators from the Criminal Investigations Corps of Aguadilla with the support of technical units and the SWAT. Investigators searched the house on Pakistan Street in Aguadilla’s Guerrero neighborhood with a court order on Monday afternoon, according to a report by El Vocero. It was presumed that the sneakers were the same ones Centeno Sánchez was wearing at the residence of his godparents Idelfonso Janeiro Rodríguez, 83, and Angélica Adorno Cruzado, 77, whose bodies were found on the night of Oct. 11, bound, gagged and shot in their home on highway PR-112 in the Arenales Bajos neighborhood of Isabela. Both the sneakers and the pistol have been sent to the Institute of Forensic Sciences in Río Piedras for analysis, along with ballistics tests

of the .40-caliber bullets that were also found in the house. Centeno Sánchez had emerged as a suspect before his identity was corroborated by fingerprints. Two days before the vicious crime, he had been at his godparents’ house washing the roof, El Vocero reported. Upon news of the couple’s death, he did not appear at the wake or
tell investigators that he had a relationship with the victims, to the surprise of some. The conduct raised suspicions, which were corroborated when fingerprints found at the scene were compared. The crime is presumed to have been a robbery, but it has not been determined what the alleged perpetrator may have taken. Relatives of the victims found two bearer checks, which were hidden, for the sale of land for a sum of more than $200,000. Rodríguez, who authorities believe was in the bathroom of his home when the killer entered, kept several thousand dollars in cash which he used to gamble at a casino in Aguadilla, according to the El Vocero report. Although there were no witnesses, investigators theorize that when Centeno Sánchez, who was masked, asked the octogenarian for the money, the strong-willed man recognized him by his voice. After being recognized, Centeno Sánchez allegedly shot Rodríguez. Meanwhile, investigators searched the two-story house of Centeno Sánchez for two weapons that were stolen from Rodríguez, but they were not found. Centeno Sánchez, 55 years old and the
father of two adult daughters, had worked in the Bayamón region until 2017. He lived alone and was known to have a friendship with the couple he allegedly murdered, whom he visited and helped around the house. He was paid for his work. Centeno Sánchez was apparently in a tight economic situation. When SWAT officers knocked on the door of the officer’s home early Monday morning to announce they were serving a search warrant, the suspect turned on the light in his room, police said. Then he extinguished it, and the fatal shot with which he took his life was heard. The SWAT officers forced open the door and entered the room where the officer’s body lay on the floor and the gun next to him. The body had a gunshot wound to the temple. Police Commissioner Antonio López Figueroa told the STAR on Tuesday that the “operation is still open and we are checking to see if there were external collaborations in the incident.” “He [Centeno Sánchez] does not represent all of the honest and hardworking policemen who put their lives on the line for all of us,” he added.

guadilla Mayor Julio Roldán Concepción responded to allegations Tuesday that the FBI is investigating him on possible corruption charges. According to TeleOnce, the FBI is investigating the mayor for granting municipal contracts to a construction company that, in turn, has performed work on one of his properties. Roldán said the report left many questions unanswered and upset his family and Aguadilla constituents. The news report mentioned a complaint filed against the mayor and reported by the local media on Oct. 25, 2022. “What was not said about this complaint is that the person who filed it was former Family secretary and former mayor defeated by me in the 2020 elections, Yanitzia Irizarry, the same one who, due to her immaturity and obstinacy, cost the Treasury thousands of dollars spent in three recount processes in the State Election Commission,” Roldán said. The mayor denied he used a contractor from the Municipality of Aguadilla for a construction
project on his private property. “I inform you that we have evidence of payments made to the company that carried out the work, which has no relationship with the [aforementioned municipal] contractor,” he said. The report shows a visual of the mayor’s campaign committee headquarters under the premise that the mayor owns it. “I inform you that these facilities are rented, and there is evidence of payment to whoever carried out the renovations in these facilities,” Roldán said.

“Like every elected official, I have to annually submit a thorough Government Ethics report, which reports and includes all information on expenses, income, properties, banking transactions, and other information,” he said. “My documents provided in the report are current and without any indication [of wrongdoing].” The mayor told reporters that when it comes
to information that is so sensitive and that calls a person’s integrity into question, it must be reported with great care. “We cannot report on or implicate anyone with assumptions or allegations,” Roldán said. “I will not be the last person to be included in allegations like these; many have been implicated and time was the best witness to the truth.”

n a strategic move ahead of the 2024 elections, Popular Democratic Party (PDP) President Jesús Manuel Ortiz González earlier this week unveiled the team that will be entrusted with shaping the party’s key public policy directives. The team, led by attorneys Ayleen Figueroa and Ingrid Colberg, will feature Mayors Association President Luis Javier Hernández Ortiz as spokesperson and representative of elected officials. arlos “Charlie” Delgado Altieri announced on Monday that, although Carlos Delgado Altieri he had shown interest in July of this year in again running for governor for the Popular Democratic Party (PDP), he has decided not to do so. Delgado Altieri added that he will not seek any other elective office in next year’s elections. “In the face of what is shaping up to be an eventual primary for the governorship, I have decided not to aspire to that position,” he said in a written statement. Despite his decision, Delgado Altieri will continue in his role as PDP vice president. He reiterated his commitment to the party. “Although I will not aspire to any elective position, I will fight for the victory of the Pava in 2024,” he said.

There are four counts that I understand have brought serious charges against him. Now the process is running and I will be monitoring it. But it is certainly something very negative for the municipality of Ponce. At some point, if that case continues to develop, I am sure that the most advisable thing for that mayor is to focus on his defense so as not to distract attention from the administrative affairs of the municipality.” The governor defended the effectiveness of the Office of the Independent Special Prosecutor Panel (OPFEI by its Spanish initials).
“When you look at the effectiveness of the panel, more than 90 percent of the cases that the prosecutors on the FEI panel see are successful,” Pierluisi said. In other words, what happens here is that when there is one in which the result is not what we want, then the panel is criticized.” The charges filed against Irizarry Pabón include two violations of Article 4.2 of the Government Ethics Law, related to required financial reports, and another two of Article 251 of the Penal Code for unjustified enrichment. The case is presided over by Judge Adria Cruz Cruz.

Energy Dept. pours billions into power grids but warns it’s not enough By BRAD PLUMER
T
he Energy Department earlier this week announced $1.3 billion to help build three large power lines across six states, part of a new gusher of money from Washington to upgrade America’s electric grids so they can handle more wind and solar power and better tolerate extreme weather. But officials warned that money won’t be enough. In a major report published the same day, the Energy Department said the nation’s vast network of transmission lines may need to expand by two-thirds or more by 2035 to meet President Joe Biden’s goals to power the country with clean energy. That would help slash carbon dioxide emitted by gas and coal-fired electric plants — pollution that is heating the planet. But it would require hundreds of billions of dollars in investment and a frenzied pace of construction. “We need to seriously build out transmission,” Energy Secretary Jennifer Granholm said. There is no single grid. The nation’s electric system is divided into a patchwork of regions, each overseen by different operators. But many face similar challenges. A major one is that there isn’t enough transmission capacity to carry power from farflung wind and solar farms to population centers. Many regions are at risk of blackouts during heat waves or powerful storms, which are expected to worsen with climate change. Aging infrastructure needs to be replaced. The Energy Department’s report, the National Transmission Needs Study, looks at which places would benefit from new or expanded power lines. For example, customers in parts of Wisconsin and Michigan pay high prices because local grids are too congested to bring in cheaper power from elsewhere. The mid-Atlantic’s grid is vulnerable to electricity shortfalls during winter storms because it lacks sufficient capacity to import power from its neighbors. But there are major barriers to grid expansion. While the study found that new transmission capacity between different regional grids would have large benefits, hardly any such projects have been built in recent decades, since they can require approval from more than one state or jurisdiction, leading to disagreements over who should pay. The federal government has limited authority to direct grid planning, in contrast to the way it oversaw the Interstate Highway System. Some regions, like Texas and the Southeast, have

The nation isn’t on track. resisted expanding transmission ties with their neighbors. And some utilities are wary of new long-distance lines that might undercut their local monopolies. The Biden administration wants to use the limited tools at its disposal. As part of the bipartisan infrastructure law in 2021, Congress approved more than $20 billion to upgrade America’s power grids. The Energy Department has started sending much of that money out the door in recent weeks. As part of Monday’s announcement, the agency will negotiate a commitment to buy capacity from three proposed transmission projects: a 748-megawatt power line carrying renewable energy from New Mexico to Arizona, a 1,200-megawatt line bringing Canadian hydropower to Vermont and New Hampshire and a 1,500-megawatt line linking Utah and Nevada. By acting as an initial customer, the agency hopes to give developers confidence to move forward with these projects. The government would later sell its rights to private customers and replenish its funds, so that it could help other grid proposals. “This is an extremely promising program,” said Rob Gramlich, president of the consulting group Grid Strategies. He noted that many transmission projects are plagued by a “chicken or
egg” problem: Developers won’t build power lines to windy or sunny regions until there are customers, but renewable projects won’t get built until after the lines are in place. Still, Gramlich said, the agency’s $2.5 billion program to alleviate this issue can only support “a very small set of lines.” Separately, the Department of Energy this month announced $3.5 billion in grants for 58 different projects to harden power lines against extreme weather, integrate batteries and electric
vehicles into local grids and expand capacity for wind and solar power.That included $464 million for an effort to connect two large regional grids in the Midwest and Great Plains. Together, those projects could help increase U.S. renewable energy capacity 10%, Granholm said. The agency has also offered $300 million to help states, tribes and local governments improve their permitting processes for power lines. Some recent projects, such as the SunZia line in New Mexico, have spent more than a decade trying to acquire permits. Other, more contentious moves may be forthcoming. Congress has given federal regulators authority to override objections from states for certain power lines deemed to be in the national interest. The Biden administration has yet to wield this power, though it said the study released Monday could help identify potential projects. A truly enormous grid expansion might require further action from Congress, such as a bill floated by Democrats to require greater grid connectivity between regions. But some utilities and Republicans have criticized that proposal. In the meantime, technology might help. New types of sensors and software can help utilities send more power through existing lines without the need for costly upgrades, said Julia Selker, executive director of the WATT Coalition, which advocates for so-called grid-enhancing technologies. But most utilities have yet to adopt these tools. “We’ll still need a big build-out in transmission, but these are technologies that can be deployed in a year or less,” Selker said. “That’s a huge help while we’re waiting several years to build large new transmission lines.”

srael’s war against Hamas is exposing deep divisions among Democrats in Congress, as the most outspoken supporters of the Jewish state and vocal pro-Palestinian members on the left trade accusations of bigotry and feud over what role the United States should play in the hostilities. The tensions burst into the open last week after 15 House Democrats drew rebukes for refusing to vote for an overwhelm-
ingly bipartisan resolution that declared solidarity with Israel and condemned Hamas. The situation is expected to escalate this week as the House debates an emergency $14.3 billion spending bill to provide security assistance for Israel. It will also consider a separate Republican-written resolution to censure Rep. Rashida Tlaib, D-Mich., the only Palestinian-American member of Congress, for participating in a pro-Gaza rally this month at the Capitol, where she accused Israel of committing genocide. The schism reflects a broader split in the Democratic Party, where a left-leaning coalition of younger voters and people of color are breaking with President Joe Biden over his staunch support of Israel, and primary battles are brewing between strong defenders of the Jewish state and progressives who promote Palestinian rights. On Capitol Hill, the divide has been exacerbated by Republicans who are eager to exploit the rift among their political rivals. Speaker Mike Johnson plans to hold a vote this week pairing a bill to fund Israel’s war effort with cuts to the IRS that were a key part of Biden’s sweeping climate and health care law, a tough pill for Democrats to swallow. And some left-wing Democrats think Biden should have requested more humanitarian aid for Palestinian civilians in his proposed emergency spending plan. Wall St closes higher on eve of Fed decision; investors assess earnings
W
all Street’s main indexes closed higher on Tuesday as investors looked ahead the Federal Reserve’s monetary policy update while they digested a mixed batch of earnings reports. The Fed kicked off a two-day monetary policy meeting at which the central bank is widely expected to hold interest rates steady. Investors will monitor Fed Chair Jerome Powell’s comments for clues about its future plans. Investors were also reacting to disappointing earnings reports and showed jitters over geopolitics. Shares in heavy-machinery maker Caterpillar (CAT.N) fell as signs of slowing machinery demand overshadowed a quarterly earnings beat. And drugmaker Amgen’s (AMGN.O) stock lost ground as third-quarter sales of some high-profile medicines were below expectations. But with 10-year Treasury yields up just slightly, some investors took the opportunity to look for bargains after recent weakness in stocks, said Sameer Samana, Senior Global Market Strategist at Wells Fargo Investment Institute. “All roads right now lead back to long-term rates which impact equities,” said Samana, adding that in stocks some investors may be encouraged by the idea that, “the recent sell-off brings us back to fairly valued from over-valued levels.” However the strategist was wary of upcoming events that could be huge catalysts for bonds and in turn equities. Along with the Fed’s policy update, he will also watch the U.S. Treasury Department’s announcement about its financing plans. Analysts have said it is likely to boost the size of auctions for bills, notes, and bonds in the fourth quarter to fund a widening budget deficit. This would cause rates to rise further and hurt stocks, according to Wells Fargo’s Samana. And on Friday, equity investors will also be monitoring the October U.S. jobs report and the Treasury market’s reaction. According to preliminary data, the S&P 500 (.SPX) gained 26.93 points, or 0.65%, to end at 4,193.75 points, while the Nasdaq Composite (.IXIC) gained 61.76 points, or 0.48%, to 12,851.24. The Dow Jones Industrial Average (.DJI) rose 123.01 points, or 0.37%, to 33,051.97. “Today’s move back into positive territory is on the growing consensus the Fed is more likely to hold off on any more rate hikes this year,” said Greg Bassuk, chief executive of AXS Investments in New York. Bassuk also pointed to mixed earnings reports and companies “messaging concerns about upcoming quarters with energy prices rising and increasing uncertainty” around wars in Israel and Ukraine that are “showing no end in sight.”

prominent Iranian human rights lawyer, Nasrin Sotoudeh, was arrested and severely beaten, her husband said Monday — one of several activists taken into custody at the funeral in Tehran of a girl who was fatally injured after a reported confrontation with the enforcers of Iran’s strict dress code for women. The activists were arrested Sunday at the funeral of Armita Geravand, a 16-year-old who died last week after what many believe was an encounter over not covering her hair on Tehran’s subway, in defiance of the law imposed by the Shiite Islamic government. Sotoudeh, 60, is renowned for representing women who have not worn a hijab, the traditional headscarf, while in public, and for refusing to wear one herself. She has been imprisoned several times and, most recently, had been convicted at a secret trial in 2019 of security-related crimes but was released in 2021 because she suffers from heart disease and other ailments. Her husband, Reza Khandan, said in an interview that she had called him in the middle of the night to tell
him what had happened, including that her glasses were broken in custody. “I think the broken glasses say enough. Nasrin also confirmed the beating and mentioned that it was bad,” he said. When she was taken for a court appearance Monday morning, he brought an intact pair of her glasses, he added, but the guards refused to give them to her. The case of Geravand remains murky. Farzad Seifikaran, a journalist with Radio Zamaneh, reported that witnesses said that after officers enforcing the dress code confronted Geravand and two friends, one of the officers pushed her and she struck her head, causing a cerebral hemorrhage. The government said she collapsed from low blood sugar because she had skipped breakfast. She was declared brain-dead Oct. 23, as reported by state-owned media. Her case has drawn parallels to that of Mahsa Amini, who died last year in the custody of the “morality police” who had arrested her, charging that she had violated the hijab law. Her death prompted some of the largest protests in more than four decades of theocratic rule, which Iran’s security forces suppressed violently, causing hundreds of deaths, according to human rights groups.

Near an Acapulco beach: Food, water and prayer after Hurricane Otis By EMILIANO RODRÍGUEZ MEGA
I
n a large church displaying a big blue cross near the Acapulco beachfront, dozens of people dozed in sleeping bags along the pews, prayed in silence or anxiously discussed their next move. Víctor Hugo Sánchez attentively listened to the pleas from people desperate for food, water and gas two days after a Category 5 hurricane had rampaged through the city, leaving hundreds of thousands isolated and without basic resources. As of Monday morning, 45 people were confirmed dead and 47 were missing, according to the Mexican government’s preliminary numbers. One woman wanted to know whether more water jugs were arriving soon. A man who traveled from Mexico City thanked Sánchez for finding his missing relatives. Another woman sobbed quietly, asking him to help her get out of the battered city. Sánchez, a member of the Guerrero state civil protection agency, had been assigned as a coordinator here and at four other makeshift shelters in the area. “I imagine more people will keep coming,” he said Friday. An incomplete list put together by local authorities identified 1,656 displaced people set up in hotels, schools and sports complexes. “This is chaos,” Sánchez added. “Acapulco is a disaster.” Inside the church, bottled water was running low. Five plastic crates and one table overflowed with medicine boxes and bottles, but there were no doctors to prescribe them. And despite Sánchez’s best efforts to ask other authorities to set up a soup kitchen and a water purifier, no support had arrived by Friday. Security was also starting to become a problem. “Be careful at night,” he said. “They’re raiding. If you get mugged, they take your stuff. They steal your gas.” But in a city that had been left in darkness after more than 10,000 power poles were knocked down by 165-mph winds, the church stood as a bright oasis for anyone wishing to charge their phones or escape from the heat with the breeze from a fan. The shelter had a rare resource, a mobile generator delivered by Mexico’s federal electricity commission.

The Mexican government said Monday that it has deployed about 18,000 members of the armed forces to Acapulco, as well as thousands of workers from different institutions. Erik Rojas, one of the commission’s nearly 2,220 electricians sent to Acapulco after the storm, inspected an industrial fridge that held some of the shelter’s supplies. “The power infrastructure is heavily damaged,” he said, puzzled as to why the buzzing machine was not freezing despite the generator. The commission said Monday that power had been restored for 65% of the affected users in Acapulco. But progress is challenging. “It is a total collapse,” said Rojas, 38, who has had to spend the nights inside his truck. “It’s like building a whole new infrastructure.” On Thursday, the shelter was overcrowded with visitors from different Mexican states and foreign countries. Eventually, Sánchez was able to bus out more than 140 of them to the nearest city, Chilpancingo, and the capital, Mexico City. Most of those who remained were locals from nearby neighborhoods.
A local resident, Feliciano Olivorio Díaz, 63, a vocalist and drummer who had sought refuge from Otis’ devastating winds, said: “If it got any stronger, it was going to blow the whole church. We’re fearful that something happens again because it’s quiet out there.” To lighten the mood, Olivorio Díaz, who lost his vision six years ago, turned on a hand-held radio and sang. “I sing and the father says that things look bright, that we’re alive,” he said. But when he placed his cane against a wall outside the church to blast a Mexican cumbia on the radio, only two men were there to listen to him sing. As Olivorio Díaz’s voice resonated in the distance, Martha García, 63, was on a desperate mission. Her husband, Abel Sánchez, 70, had been discharged from the hospital last Tuesday — one day before the hurricane hit Acapulco — after coming down with pneumonia three months ago. “It’s as if misfortune keeps following us,” she said in tears. García had left her sick husband at home and come to the shelter, hoping someone could help her find an oxygen tank. His own tank, the only thing helping him breathe, she said, was going to run out of oxygen the next day. But across the city, the health care system was also destroyed. Even the headquarters of Mexico’s Health Ministry in Acapulco had been badly damaged. In a hospital about 3 miles from the church, Lucía Soriano, 43, knocked on the closed metal gate Friday. The building’s basement was completely flooded with dark water and debris, and blown-out windows scarred the facade. A security guard emerged from the hallways, following the noise. Soriano’s 77-year-old mother was scheduled to have eye surgery that morning, she told him. “There’s no service because there’s no light. There’s no gas. There’s nothing,” he interrupted her, adding that only a small cleaning crew was inside. No doctors were there, and no surgeries would be performed in the near future, he said. “I’ll come back on Monday,” said Soriano as she walked away, “to see what they tell me about the appointment, because it’s been paid.” Even finding food and other supplies has been a major hurdle in the city. Almost every store, supermarket and warehouse across Acapulco has been stripped clean, although the government has begun to distribute provisions. Back in the church, García said she had stumbled upon flour tortillas and canned beans in a ransacked convenience store. “That’s what we’ve been eating and what I’ve been feeding my husband,” she said. She did not plan to evacuate anytime soon. “What I need,” she said, “is oxygen.”

Autoworkers strike a blow for equality By PAUL KRUGMAN
I
t’s not officially over yet, but the United Auto Workers appear to have won a significant victory. The union, which began rolling strikes on Sept. 15, now has tentative agreements with Ford, Stellantis (which I still think of as Chrysler) and, finally, General Motors. All three agreements involve a roughly 25% wage increase over the next 4 1/2 years, plus other significant concessions. Autoworkers are a much smaller share of the workforce than they were in Detroit’s heyday, but they’re still a significant part of the economy. Furthermore, this apparent union victory follows on significant organized-labor wins in other industries in recent months, notably a big settlement with United Parcel Service, where the Teamsters represent more than 300,000 employees. And maybe, just maybe, union victories in 2023 will prove to be a milestone on the way back to a less unequal nation. Some history you should know: Baby boomers like me grew up in a nation that was far less polarized economically than the one we live in today. We weren’t as much of a

middle-class society as we liked to imagine, but in the 1960s we were a country in which many blue-collar workers had incomes they considered middle class, while extremes of wealth were far less than they have since become. For example, CEOs of major corporations were paid “only” 15 times as much as their average workers, compared with more than 200 times as much as their average workers now. Most people, I suspect, believed — if they thought about it at all — that a relatively middle-class society had evolved gradually from the excesses of the Gilded Age, and that it was the natural end state of a mature market economy. However, a revelatory 1991 paper by Claudia Goldin (who just won a richly deserved Nobel) and Robert Margo showed that a relatively equal America emerged not gradually but suddenly, with an abrupt narrowing of income differentials in the 1940s — what the authors called the Great Compression. The initial compression no doubt had a lot to do with wartime economic controls. But income gaps remained narrow for decades after these controls were lifted; overall income inequality didn’t really take off again until around 1980. Why did a fairly flat income distribution persist? No doubt there were multiple reasons, but surely one important factor was that the combination of war and a favorable political environment led to a huge surge in unionization. Unions are a force for greater wage equality; they also help enforce the “outrage constraint” that used to limit executive compensation. Conversely, the decline of unions, which now represent less than 7% of private-sector workers, must have played a role in the coming of the Second Gilded Age we live in now. The great decline of unions wasn’t a necessary consequence of globalization and technological progress. Unions
remain strong in some nations; in Scandinavia, the great majority of workers are still union members. What happened in America was that workers’ bargaining power was held back by the combination of a persistently slack labor market, with sluggish recoveries from recessions and an unfavorable political environment — let’s not forget that early in his presidency, Ronald Reagan crushed the air traffic controllers’ union, and his administration was consistently hostile to union organizing. But this time is different. Research by David Autor, Arindrajit Dube and Annie McGrew shows that a rapid recovery that has brought unemployment near to a 50-year low seems to have empowered lower-wage workers, producing an “unexpected compression” in wage gaps that has eliminated around a quarter of the rise in inequality over the previous four decades. The strong job market has probably encouraged unions to stake out more aggressive bargaining positions, a stance that so far seems to be working. By the way, I constantly encounter people who believe that the recent economic recovery has disproportionately benefited the affluent. The truth is exactly the opposite. The political ground also seems to be shifting. Public approval of unions is at its highest point since 1965, and Joe Biden, in a presidential first, joined an autoworker picket line in Michigan in September to show support. None of what’s happening now seems remotely big enough to produce a second Great Compression. It might, however, be enough to produce a Lesser Compression — a partial reversal of the great rise in inequality since 1980. Of course, this doesn’t have to happen. A recession could undermine workers’ bargaining power. If Donald Trump, who also visited Michigan but spoke at a nonunion shop, returns to the White House, you can be sure that his policies will be anti-union and anti-worker. And Mike Johnson, the new speaker of the House, has an almost perfect record of opposing policies supported by unions. So the future is, as always, uncertain. But we might, just might, be seeing America finally turn back toward the kind of widely shared prosperity we used to take for granted.

L CAPITOLIO – En el marco del Mes de la Concienciación del Síndrome Down, la Cámara de Representantes inauguró este martes la exposición de arte Trópico 21 como la muestra más reciente del Colectivo ArteVivo de la Fundación Puertorriqueña Síndrome Down. En un ambiente de baile y júbilo, la actividad contó con la participación de los niños, jóvenes y adultos con Síndrome Down que expresaron sus ideas, sentimientos y mostraron su personalidad en las obras que serán exhibidas en la Galería José Tous Soto en El Capitolio. “Hay gente que son bendecidas con el habla; algunos pueden saltar; otros pueden correr, pero no todos pueden plasmar su espíritu a través de las artes plásticas. Hoy vamos a ver el alma de nuestros talentos”, expresó el presidente de la Cámara, Rafael Hernández Montañez. “Para nosotros es más que un honor que la galería del Capitolio sea el espacio para que ustedes puedan demostrar su arte”, abundó.
La directora ejecutiva de la organización, Stephanie Ávila Berríos, explicó que Trópico 21 se refiere a los paralelos que atraviesan las latitudes de la Tierra que otorgan al Planeta un clima y una diversidad biológica única. Como en el trópico de Puerto Rico, cada obra pretende lograr un acercamiento que muestre al espectador la diversidad y riqueza que hace destacar a la Tierra. “Trópico 21 es mucho más de lo que habitamos. Aporta a nuestros ricos colores y textura. Somos di-
versos y únicos. Somos una gama de emociones que se siente con un abrazo o una mirada”, afirmó Ávila Berríos. Por su parte, Zaida Rivera Berrocal, integrante de la Junta Directiva, destacó la importancia de educar a la población sobre la inclusión de personas con diversidad funcional, así como eliminar las barreras y el estigma que existe en torno a esta población. “Debemos fomentar la inclusión y la participación en el mundo laboral. La inclusión en el campo laboral es esencial para promover la igualdad de oportunidades, el respeto y los derechos humanos de esta población”, manifestó Rivera Berrocal. La Fundación Puertorriqueña Síndrome Down es una organización sin fines de lucro incorporada en el Departamento de Estado en 1989. Sin embargo, desde el 1986 se había formado la Sociedad Puertorriqueña Síndrome Down por padres y madres de niños con esta condición. Desde entonces, ha atendido a más de 6,000 personas, convirtiéndose en la única entidad en la isla que atiende a la población con síndrome de Down con un enfoque integral de servicios.

What to know about Robert De Niro’s trial over a workplace dispute By JULIA JACOBS
A
four-year legal battle between actor Robert De Niro and a former employee went to trial Monday in federal court in Manhattan, where competing claims of gender discrimination and improper spending were aired in open court. The former employee, Graham Chase Robinson, who started as De Niro’s executive assistant in 2008 and ended up with the title of vice president, sued De Niro and his company, Canal Productions, for gender discrimination. She said in her lawsuit that De Niro had treated her like an “office wife,” directing her to wash his sheets and scratch his back, and had paid her less than a male employee whose job required no greater skill or responsibility than her own. Canal Productions sued Robinson, accusing her of improperly transferring more than $450,000 in airline miles to her personal account and spending tens of thousands of dollars of company money on food, travel and other personal services. The jury will decide the validity of both sides’ claims at the same time. In court papers, Robinson denied making unauthorized purchases or improperly converting airline miles, and De Niro denied her allegations of assigning her “stereotypically female” work. On Monday, De Niro, 80, an Oscar winner who is in the spotlight for his role in Martin Scorsese’s “Killers of the Flower Moon,” took the stand as the trial’s first witness. The retaliation claim revolves around a dispute between Robinson and De Niro’s current girlfriend, Tiffany Chen, as they worked together in 2018 and 2019 to prepare a town house on the Upper East Side for the couple to move into. In opening arguments Monday, a lawyer for Robinson, Brent Hannafan, said Chen had expressed concerns to De Niro that Robinson had romantic interests in him, leading to tension as they worked together on the town house. After Robinson raised the issue to De Niro, Hannafan said, Chen sent an email stripping her of her job duties, including on the town house. Robinson resigned shortly after. “There was no one more loyal to Canal and Mr. De Niro as Chase Robinson,” Hannafan said. (He said Robinson never had any romantic interests in her boss.) Schoenstein, a lawyer for De Niro and his company, acknowledged that the job of a personal assistant to a high-profile actor and business owner, like De Niro, could sometimes be unglamorous. But he asserted that De Niro had been a kind and generous boss, positioning Robinson as someone who “took advantage” of access to money and fame by charging “extraordinary” amounts of personal expenses and expensing a trip to Los Angeles under false pretenses. “All of this was adding up to a serious breach of trust,” Schoenstein said, later adding, “None of the things that happened occurred because she was a woman.” Canal Productions’ claims against Robinson, who was making a salary of $300,000 when she resigned, include breach of fiduciary duty, breach of duty of loyalty and conversion — referring to the dispute over the airline miles. The lawsuit also accused her of binge-watching Netflix shows on the job — a claim that made headlines in 2019 — though De Niro’s lawyers did not bring up that allegation on the first day of the trial. What did De Niro say on the stand? De Niro spent about 90 minutes on the witness stand Monday afternoon, answering questions from Robinson’s lawyer about the rigor of her job — she claimed that she had to be “on call” at all times — and the specific details of her duties. He said that he would call Robinson only at “civilized” hours, allowing her to work remotely when she wanted, and that her tasks sometimes involved scheduling, arranging travel and managing gift purchases for loved ones. “It’s not like I’m telling her to go out and scrape floors, mop floors,” said De Niro, who wore a dark blazer, a gray polo shirt and sneakers. De Niro also addressed the dispute between Robinson and his girlfriend, Chen, saying that when he introduced the two in 2018, “I wanted it all to work. I wanted everyone to be happy and play nice.” De Niro is expected to continue his testimony Tuesday.

What to know about dengue fever as cases spread to new places By STEPHANIE NOLEN
C
ases of dengue fever, a mosquito-borne viral illness that can be fatal, are surging around the world. The increase is occurring both in places that have long struggled with the disease and in areas where its spread was unheard-of until the last year or two, including France, Italy and Chad, in central Africa. Last week, health officials in Pasadena, California, reported a first case of locally transmitted dengue. What is dengue fever, and why is it becoming more widespread? Dengue, a viral fever, is transmitted by Aedes species of mosquitoes. It can cause excruciating joint pain and is also known by the grim nickname “breakbone fever.” The Aedes aegypti mosquito, which has been driving many of the current outbreaks, is native to Africa, where it originally lived in forests and fed on animals. But decades ago, it spread to the rest of the world via trade routes and adapted to thrive in urban areas, feeding on people and breeding in small bits of trapped water in places such as old tires, discarded bottle caps and trays used to catch air conditioner drips. Now as more people move to urban areas — many to lower-quality housing in developing countries — they are more vulnerable to the virus. And climate change is bringing the mosquito to new places, where it is thriving. “Aedes mosquitoes thrive in warm and humid environments, so definitely climate change and rising temperatures and also extreme weather events are helping extend their habitat range,” said Dr. Gabriela Paz-Bailey, chief of the dengue branch at the division of vectorborne diseases at the U.S. National Center for Emerging and Zoonotic Infectious Diseases. How dangerous is it? Only 1 in 4 dengue cases are symptomatic. Some infections may produce only a mild, flulike illness. But others can result in dreadful symptoms, including headache, vomiting, high fever and the aching joint pain. Full recovery can take weeks. About 5% of people who get sick will progress to what’s called severe dengue, which causes plasma, the protein-rich fluid component of blood, to leak out of blood vessels. Some patients may go into shock, causing organ failure. Severe dengue has a mortality rate of between 2% and 5% in people whose symptoms are treated. When left untreated, however, the mortality rate is 15%. Severe dengue may go untreated because patients live far from medical care or can’t afford it, or because hospitals are overwhelmed with cases during an outbreak.
The Aedes aegypti mosquito, which has been driving many of the current outbreaks, is native to Africa. But decades ago it spread to the rest of the world via trade routes and adapted to thrive in urban areas. Or it can happen when dengue isn’t diagnosed in time because it’s appearing in a new area. That is a problem in resource-strapped countries such as Chad, of course, but also a challenge for a patient or clinician in Pasadena who is unfamiliar with dengue, Paz-Bailey said. Who is at risk? Some 40% of people globally live in areas where they are at risk of dengue infection; the disease is most common in tropical countries such as Brazil. The people most vulnerable to dengue live in housing that doesn’t keep mosquitoes away from them. In studies on communities along the U.S. southern border in areas where the aegypti mosquito is well established, researchers found that there were as many or sometimes even more of the mosquitoes on the Texas side, but far fewer dengue cases there than on the Mexican side. That is because more people on the U.S. side of the border had screened windows and air conditioners, which limited their exposure to mosquitoes, and lived farther apart and were less social. By making fewer visits to friends and relatives, they were less likely to take the virus into new areas where a mosquito might pick it up from them and pass it on. It is unlikely that dengue will become a serious problem in the United States, “as long as people keeping living like they’re living now,” said Thomas Scott, a dengue public health researcher and professor emeritus at University of California, Davis. Outside Puerto Rico and other territories where the disease is endemic, there are about 550 dengue cases each year in the United States, but they are imported by travelers who were infected abroad and passed the disease along to their close contacts. The case in Pasadena is a rare locally acquired case of dengue in the United States. City officials said Friday that they had been trapping and testing mosqui-
toes in the neighborhood where the case was reported and had not found any further insects with the virus. But scientists say dengue will continue to spread to places that haven’t experienced it before. In addition to climate change, rising rates of urbanization around the world are playing a role, said Alex Perkins, who is an associate professor of biological sciences at the University of Notre Dame and an expert in the mathematical modeling of dengue transmission. If people have recently come from rural areas, they are unlikely to have priority immunity, so the virus can move swiftly through the population. Is there treatment for dengue? There is at present no specific treatment for dengue infection, and patients are given only symptom management, such as medication to control pain. Drug companies have antivirals in clinical trials. Is there a vaccine? The effort to find a dengue vaccine has been long and complicated. Dengvaxia, a vaccine developed by the French firm Sanofi, was rolled out widely in countries such as the Philippines and Brazil starting in 2015, but two years later, the company said it was causing vaccinated people who caught the virus to have more severe cases. The U.S. Centers for Disease Control and Prevention recommends use of Dengvaxia in endemic areas for people with a laboratory-confirmed previous dengue infection. The World Health Organization recently recommended a new vaccine called QDENGA, which can be used regardless of prior infection status, for children ages 6 to 16 living in areas with high dengue transmission. This vaccine has already been introduced in Indonesia, Brazil, Thailand and 16 European countries, including Britain and Italy, but it won’t be available in the U.S. anytime soon. Takeda, the Japanese company that makes it, withdrew it from the FDA approval process in July after a dispute over what data was being considered. What else can we do? Some countries that have acted aggressively against dengue have controlled it. Singapore uses a combination of methods, including the inspection of homes and construction sites for breeding areas, with high fines for rules violations. “It’s a successful approach, but they have a really large budget to support those activities, but not every country has that,” Paz-Bailey said. Brazil and Colombia have had success using a bacteria called Wolbachia: When Aedes aegypti is infected with the bacteria, it can no longer pass on the dengue virus. Projects there are mass-producing mosquitoes infected with Wolbachia and releasing them to breed with wild insects in an effort to get the bacteria through the mosquito population.

O
n a spring day more than 66 million years ago, an asteroid slammed into the sea just off the coast of modern-day Mexico. Known as the Chicxulub impact, it set off a global shock wave, earthquakes and megatsunamis that exterminated the nonavian dinosaurs and plunged Earth into a long and dark winter. A study published Monday in the journal Nature Geoscience has uncovered a cause of this cold snap: dust. The study’s authors say that micrometer-size fine silicate dust lingered as long as 15 years in the atmosphere after the impact and contributed to the global cooling. Additionally, they say, all photosynthetic activity on Earth may have ceased completely within two weeks following the Chicxulub impact largely because of fine dust. Stephen Brusatte, a paleontologist at the University of Edinburgh who was not involved in the research, said studies like this one aided understanding of the time period after the asteroid’s impact. “They help us empathize with T. rex, triceratops and the other dinosaurs that woke up in the morning on the top of the food chain but by the end of the day were facing a world in chaos,” he said. During fieldwork in 2017, Pim Kaskes, a geologist at Vrije Universiteit Brussel in Belgium and an author of the new research, collected some fine-grained samples from a geological formation in North Dakota known as Tanis, which yielded a treasure trove of fossils. While Tanis is 2,000 miles from the Chicxulub impact, seismic waves created a deposit of minerals known as the Cretaceous-Paleogene boundary. It is about four feet thick and corresponds to the event. He shared the samples with Cem Berk Senel, a paleoclimate modeling researcher at the Royal Observatory of Belgium who was then a graduate student at Université Libre de Bruxelles. “One of the key questions we wondered was what
was the primary governor of the Chicxulub mass extinction event because, in the literature, there have been diverse hypotheses addressing this phenomenon,” Senel said. The role of dust has often been overlooked. Instead, scientists have focused on sulfur particles that rocks released after the asteroid vaporized them, as well as soot from the impact and subsequent wildfires. “The effects of the dust were not well known,” Kaskes said. “Most of the work that has been done used very coarsegrained material that rains very rapidly out of the atmosphere or extremely fine particles that also rain down relatively quickly.” The sulfur and soot, he said, were hypothesized to be better at absorbing and blocking sunlight compared with dust and thus the likely harbingers of the impact winter. According to Senel’s computer simulations, which incorporated data from sulfur particles, soot and the measurements from Kaskes’ samples, fine dust was a climate heavy hitter. In the asteroid’s aftermath, a cloud of fine dust thinner than a strand of hair clung to the atmosphere. Unlike sulfur and soot, which disappeared over time, these particles stayed put for at least 15 years. This led global average surface temperatures to plummet by as much as 59 degrees Fahrenheit. Global photosynthesis was interrupted within two weeks, Senel said. Because of fine dust, photosynthesis by land-dwelling plants was interrupted for 620 days after the impact. It took four years before the atmosphere cleared up, allowing plants to get enough sun to recover. Jan Smit, a paleontologist at Vrije Universiteit Amsterdam who was not involved in the study, said the findings about Earth’s cooling after the asteroid are “in the ballpark.” But he said the idea that photosynthesis ceased for years, first proposed in the 1980s by Luis and Walter Alvarez, father-and-son scientists, was contentious. Neither their hypothesis, nor the new research, accounts for how marine plants survived, although it can explain how dormant seeds and flowering plants recovered. Incorporating fine-dust measurements from more sites will be needed to make more global conclusions. Senel and Kaskes say the computer simulation does show a slight difference in climatic activity between the Northern and Southern hemispheres, but they acknowledge that more research needs to be done. “That’s something we would like to figure out, to see if there are differences around the globe, maybe some regions that were less affected by the meteorite’s impact and why some groups survived and others didn’t,” Kaskes said. “I think this is just a starting point for some cool research and to find fossil evidence of this global response.”

Lionel Messi wins eighth Ballon d’Or as soccer’s best player By VICTOR MATHER
T
he Ballon d’Or, the most prestigious individual soccer award of the year, rewards the best player over a 12-month period. But Lionel Messi essentially won it in just about a month late last year. Messi, 36, was awarded the prize earlier this week for the eighth time, and the first time since he signed with Inter Miami of Major League Soccer in July. Aitana Bonmatí of Barcelona and the World Cup-winning Spanish national team won the women’s award for the first time. Messi’s exploits in Miami, as good as they were, did not earn him the award. Rather it was his performance in helping carry Argentina last December to its first World Cup since 1986. Just when it seemed that he would finish his career without lifting the cup, he helped his nation win the title with seven goals, including two in the final against France. He won the tournament’s most valuable player award as well. That performance more or less locked up the Ballon d’Or 11 months before it was handed to him on Monday. In the meantime, he left Paris St.-Germain for a contract with Miami that pays him more than $50 million a year, according to reports. When MLS began play in 1996, the hope, frankly, was merely to survive in a football, baseball and basketball-obsessed country. Surely few thought that the world’s best player would be plying his trade in the United States by 2023. Messi earned the Ballon d’Or for his exploits at the World Cup in Qatar, not the Leagues Cup in Miami. Still, the award was a coup for MLS, which has already gained international exposure by signing him. Sales of Messi’s pink Inter jersey have skyrocketed worldwide, putting the league on the map in places it had been little noticed before. Messi’s first six Ballons d’Or came when he was playing for Barcelona, the club team he had represented since he was 13. When that club ran into financial problems, he tearfully left for the Qatar-financed PSG. Though he won one more Ballon d’Or there, his time was mostly unhappy, and it ended in a bitter divorce. Then it was on to Miami, where he hardly looked like a late-30-something playing out the string. He guided Inter to victory in the Leagues Cup, for Mexican and MLS teams, with a tournament-leading 10 goals.
But the team, which had been terrible before his arrival, was buried too deeply in the standings to make the MLS Cup playoffs. Messi has pronounced himself happy in Miami, though “one never completely adapts to this climate,” he said in August. The pre-award debate centered on whether Messi’s amazing month at the World Cup should trump the fine yearlong play of Norwegian striker Erling Haaland, who won just about every club trophy available with mighty Manchester City. Voters thought it did. Messi’s eighth Ballon d’Or is another positive tally in his long-running battle for best player of his generation with Portuguese forward Cristiano Ronaldo, who is second on the all-time list with five of the awards, which date to 1956. Ronaldo, 38, now seems unlikely to win any more, especially after signing a big-money contract with AlNassr in the unheralded Saudi league at the end of last year. This year’s Ballon d’Or awards, announced at the Théâtre du Châtelet in Paris, cover performances from August 2022 to July 2023. Bonmatí, 25, a midfielder, won the women’s Ballon d’Or, after helping her club team, Barcelona, win Europe’s biggest tournament, the Champions League. She topped that with her performance in the World Cup, which technically took place outside the window for which players were judged, scoring three goals and winning the tournament’s MVP award as Spain defeated England, 1-0, in the final in Sydney in August. Bonmatí has developed a reputation as a player who tirelessly seeks improvement, studying performance data, reading and working with her own fitness coach, nutritionist and psychologist. “I try to understand everything,” Bonmatí, the daughter of two lecturers in Catalan literature, told The New York Times in June. “I am a very curious person.” Her Spain and Barcelona teammate Alexia Putellas, winner of the last two Ballons d’Or, was injured for most of the year. Rubiales kissed Jennifer Hermoso during the medals ceremony after the Women’s World Cup final Aug. 20, a televised action that cast a pall over the Spanish team’s celebrations, drawing attention away from a proud national moment and toward a legacy of sexism in Spanish soccer. It also led to accusations in the days that followed that Rubiales and others at the federation had pressured the player to say the kiss was consensual. Hermoso instead filed a criminal complaint of sexual assault, and Rubiales — who initially resisted calls to resign — was placed under a provisional 90-day suspension while FIFA, soccer’s governing body, investigated the episode. He quit as the head of Spain’s soccer federation less than a month after the final, under pressure from players who were refusing to take the field for the women’s national team. On Monday, FIFA’s Disciplinary Committee said Rubiales would be banned from “all football-related activities at the national and international levels for three years” for breaching the organization’s disciplinary code by his actions after the final on Aug. 20. It did not provide further details on the findings but said Rubiales could request them, at which point a so-called reasoned
decision would be made public. Rubiales could then appeal the case multiple times, first with a FIFA panel and then at the Court of Arbitration for Sport in Switzerland. Frank Howard, towering slugger whose homers were, too, dies at 87 By RICHARD GOLDSTEIN
F
rank Howard, the Bunyanesque slugger who struck some of baseball’s more awesome home runs for the Los Angeles Dodgers and the Washington Senators while rolling up a prodigious strikeout total as well, unable to conquer his penchant for chasing bad balls, died on Monday in Aldie, Virginia. He was 87. His death, at a hospital, was caused by complications of a stroke, his daughter Catherine Braun said. Listed at 6-foot-7 and 255 pounds — although well above that weight at times — Howard played for 16 seasons in the major leagues and hit 382 homers. He twice led the American League in that category. Many of his home runs — and even some hits that didn’t clear the fence — were unforgettable. As a Dodger in 1960, he hit a ball over the left-field wall at Forbes Field in Pittsburgh that was found alongside a parked car some 560 feet from home plate. Batting against Whitey Ford in Game 1 of the 1963 World Series, at the original Yankee Stadium, he hit a drive that landed, in fair territory, just to the left of the monuments to New York Yankee greats in center field, about 460 feet from home plate. He lumbered only as far as second base in what has been called the longest double in Yankee Stadium history. In Game 4, he hit a 450-foot homer off Ford into the left-field mezzanine at Dodger Stadium, in a 2-1 victory that completed a Dodger sweep of the Series. Howard drove in 1,119 runs in his long career. But he also struck out 1,460 times. A humble muscleman well liked by teammates and friendly to fans, Howard could laugh at his failings. He once told how the great hitter Ted Williams, who became the Senators’ manager in 1969, helped him show more patience at the plate. Still, Williams couldn’t contain his frustration. “Somebody was explaining to a visitor that some of the outfield seats in RFK Stadium had been painted white to mark where some of my long home runs had landed,” Howard told The New York Times in 1981. “Ted turned to the guy and said, ‘All the green seats are for the times he struck out.’” A basketball and baseball star at Ohio State University before signing for a $108,000 bonus with the Dodgers in 1958 (almost $1.2 million in today’s currency), Howard became known as Hondo, after Hondo Lane, the strapping cavalry scout played by John Wayne in the 1953 Hollywood Western “Hondo.” While playing for the Senators, he was called the Capital Punisher. Howard was the National League’s rookie of the year in 1960, when he hit 23 home runs for the Dodgers after playing briefly for them in the two previous seasons. His best years came with the Senators, who obtained him in a multiplayer trade before the 1965 season. He hit an American League-leading 44 home runs in 1968, buoyed by a spree in May when he walloped 10 in a stretch of six games. “The right type of power pitchers were going against me,” he said in remembering that home-run barrage for the
