awmakers Deborah Soto Arroyo, Wilson Román López, Jorge “Georgie” Navarro Suárez and Luis Raúl Torres have introduced a measure in the island House of Representatives to establish the “Law on Religious Freedom for Students, Parents or Guardians and School Personnel in Schools of the Public Education System.” Pastor Julio Cruz, of the Cristo Rompe las Cadenas Ministry, petitioned the lawmakers for the measure, House Bill (HB) 1951, which seeks to protect Education Department staff and students from attempts to prevent them from practicing their religion. The legislators insisted that HB 1951 rests on constitutional and statutory parameters, both federal and local. “Religious freedom is a fundamental right of vital importance for developing a just society in harmony with human beings,” the legislators said in a joint document. “Likewise, and since religious freedom is a fundamental right enshrined in the federal and state constitutions, it includes the right of all citizens to practice their religion freely and integrates their right to manifest their religious beliefs.” The bipartisan measure provides that the Education Department cannot discriminate against a student, parent or school staff for reasons of offering a religious point of view or expression in a school. The agency would treat a student’s voluntary expression of a religious viewpoint in the same manner as it would treat another student’s voluntary expression of a secular viewpoint. In addition, it allows students to express their religious beliefs in schoolwork, works of art and literature, and other written and oral tasks without discrimination. A student’s classroom tasks and assignments would be evaluated, regardless of their religious content, according to the academic parameters contemplated by the curriculum and school year requirements. Likewise, the measure would allow students to wear clothing, accessories, and garments that display a religious message or symbol in the same way and manner that other students are permitted to wear clothing, accessories, and garments that display secular letters or symbols. Finally, the proposed law states that a student can pray, voluntarily reflect or participate in religious activities or expressions before, during and after the school day, in the same way and manner that another student can participate in school activities or perform secular modes of expression. “Freedom of expression, which includes religious expression, covers the teaching and non-teaching staff of the Department of Education, provided that this is as an individual citizen, not as an employee of the Department or speaking on its behalf, and that it is not mediated by some

coercion toward students so that they adopt the expressions as their own or are penalized for not accepting them,” the lawmakers said. “This freedom of expression extends to teachers and students, who do not lose their constitutional rights of freedom of expression inside the school gates, complying with the school regulations.” The measure ensures that no one is subject to coercion that could undermine their freedom to have a religion or convictions, they added. “Religious freedom is a right protected at the local, federal, and international levels, both by constitutional and statutory texts and international declarations,” the legislators said. “Religious freedom is a fundamental right of vital importance for developing a society that is just and in harmony with human beings.” The proposed law follows last year’s U.S. Supreme Court decision Kennedy vs. Bremerton, which held that a public school district could not stop a football coach from praying on the 50-yard line after games. The court ruled that such prayer was a personal religious observance and that preventing someone from engaging in such a practice violated the First Amendment’s protections for free speech and the free exercise of religion. As a result of the Supreme Court ruling, the U.S. Department of Education issued new guidelines that say: “Teachers, school administrators, and other school employees may not encourage or discourage private prayer or other religious activity.” It goes on to say the U.S. Constitution allows school employees themselves to engage in private prayer during the workday. But it warns that they may not “compel, coerce, persuade, or encourage students to join in the employee’s prayer or other religious activity.”

Romero Lugo files candidacy for 2nd term as San Juan mayor By THE STAR STAFF

ccompanied by his family, community leaders and the leadership of the New Progressive Party (NPP), San Juan Mayor Miguel Romero Lugo on Sunday filed his candidacy for re-election in the 2024 elections at an event held at Pedrín Zorrilla Coliseum Coliseum in Hato Rey. When making the announcement before thousands of San Juan residents from all parties, Romero Lugo emphasized that he seeks reelection for a second term as mayor in order to continue key projects for the economic and social development of the island capital. The mayor said that when he entered office nearly four years ago, “our city, in itself, was a depressing and heartbreaking testimony of the indifference and incompetence of a municipal government that had abandoned San Juan to its fate.” “I committed to returning to San Juan a model of good

San Juan Mayor Miguel Romero Lugo governance, a municipality with responsible management and solid finances,” he said.

Romero Lugo described his administration as a “team of public servants, motivated and enthusiastic, instead of marginalized and mistreated.” “A municipal government that would rebuild the infrastructure of the capital, its streets, its roads and avenues, its parks and sports facilities, that would provide security and protection against crime in our communities, that would activate our economy and that would once again provide support services and quality health care for the most vulnerable,” he said. “For San Juan to become the city of global competition that we all aspire to and that it can become, we need continuity in key projects that we have undertaken during my administration,” the mayor added. In his message, the NPP leader stressed that his goal has always been to be a good administrator of San Juan, and not to use the mayor’s seat to achieve personal agendas or as a political springboard for other electoral positions.

Hearing on PREPA debt deal set for Tuesday By THE STAR STAFF

T

he adequacy of the disclosure statement for the Third Amended Plan of Adjustment of the Puerto Rico Electric Power Authority (PREPA), which was amended last week, will be the subject of a hearing Tuesday. PREPA, which filed for bankruptcy in 2017 to restructure some $9 billion in debt, seeks approval of the supplemental disclosure statement, approval of ballots for stakeholders to approve the plan and the deadlines to approve the plan, under which the debt has been lowered to about $2 billion. On Saturday, the third amended plan was amended a fourth time. As part of the amendments, the Financial Oversight and Management Board, which represents PREPA in the bank-

ruptcy process, accepted that if bondholders disputing the plan win on appeal and their collateral is determined to be more, the plan would be unconfirmable. The oversight board was proceeding toward a confirmation hearing set to commence in July 2023 but new information showed a significant reduction in PREPA’s revenues and required a reassessment of the proposed second amended plan, which had become unfeasible, and renewed negotiations with creditor parties. After many months of negotiations, the board developed the Third Amended Plan, which addresses the deficiencies caused by the 2023 PREPA Fiscal Plan. The oversight board also said an amendment to an agreement made with Blackrock increases bondholder support to about 37.5%. The

agreement also has the support of bond insurer National Public Finance Guarantee and the fuel line lenders, among other groups. The Third Amended Plan lowers the amount of debt PREPA will repay to the debt level determined in the debt sustainability analysis in the 2023 PREPA Fiscal Plan. That is the amount of debt PREPA should be able to service. PREPA’s main source of revenues to pay its operating expenses and debt comes from the rates it charges to its customers for electricity consumption. “PREPA’s rates must cover the increased costs of operation, but PREPA cannot raise rates to a level that is unaffordable to its customers,” the oversight board said. “PREPA is limited in its capacity to raise rates for several reasons. The increasing availability of alternatives to power provided by PREPA, such as solar, will compete with PREPA. The higher PREPA’s rates are raised, the more customers will leave and use alternatives.” The Third Amended Plan also considers certain legal rulings issued in 2023. The bondholders and PREPA disagreed as to the extent of the bondholders’ collateral and the amount of their allowed unsecured claim. The Title III court ruled their collateral was limited to monies in certain funds, and did not include PREPA’s ongoing revenues. Additionally, while the bondholders asserted an allowable recourse claim of some $8.4 billion for principal and interest accrued before the PREPA Title III case began, the Title III court ruled the allowable recourse claim was $2.3 billion. It is possible that those determinations will be appealed. “PREPA has endeavored, however, to construct the Third Amended Plan so that whether the Bondholders’ claims are allowed at $2.3 billion

or more, the plan will be confirmable without further amendments,” the oversight board said. Under the plan, distributions to creditors will be structured predominantly in the form of cash through the sale of the new bonds, and two contingent value instruments, CVI[1]1 and CVI-2. The new bonds will be issued in the amount of some $2.2 billion and will be payable solely from and secured by revenues attributable to a “Legacy Charge” to customers. The new bonds will be issued in two series: Series A Bonds and Series B bonds. The Fuel Line Lenders will receive consideration in the form of Series A Bonds for $650 million. The Series A Bonds will have a final maturity of 15 years and an expected repayment of nine years. Other creditors, including the bondholders and parties with general unsecured claims (GUCs), will receive “Plan Consideration” in the form of the cash proceeds from the purchase of Series B Bonds by certain purchasers under the forward Delivery Bond Purchase Agreement, additional cash in the amount of $53.4 million, and any Series B Bonds that are not purchased by any pPurchaser on or before the effective date. The Series B Bonds shall be issued in two maturities with an aggregate principal amount equal to $1.6 billion, which have different maturity dates. The plan also proposes to issue two different CVIs to creditors. The CVI-1 is designed to provide creditors with additional recovery if PREPA’s actual revenues exceed those projected in the 2023 PREPA Fiscal Plan. The CVI-2, meanwhile, is designed to share a portion of the savings that Genera PR, the private operator of PREPA’S power generation fleet, achieves under the Genera operation and management agreement by reducing certain of PREPA’s projected expenses.

Resident commissioner to prosecutors: PR has highest homicide rate in US By THE STAR STAFF

esident Commissioner Jenniffer González Colón participated over the weekend in the meeting of the National Association of District Attorneys, the nation’s oldest and largest national organization representing state and local prosecutors, during which she pointed out that Puerto Rico has the highest homicide rate among state jurisdictions in the United States. The resident commissioner highlighted the central role of prosecutors within the criminal justice system and the challenges they face at the local level. According to data from U.S. Customs and Border Protection’s Office of Field Operations and the U.S. Border Patrol, she said, about 44% (135,000 pounds) of the 307,000 pounds of cocaine seized across the United States between fiscal years 2020 and 2023 were seized during operations conducted by the San Juan Field Office and the Ramey Border Patrol Sector in Puerto Rico and the neighboring U.S. Virgin Islands. According to the FBI’s Crime Data Explorer, in 2022 the homicide rate in Puerto Rico stood at 18.1 homicides per 100,000 people, the highest rate compared to the rest of the states and almost three times the national average of 6.3 homicides per 100,000 people, the resident commissioner noted. “This situation certainly has serious

Resident Commissioner Jenniffer González Colón local implications, as it contributes to violent crime in our communities and streets, affects mental health, decreases quality of life, and fuels the above-average homicide rates I alluded to earlier,” González Colón said Saturday in a written statement. “However, the drug threats and public safety risks we face in Puerto Rico cannot be viewed simply as a local or regional problem, as this has national repercussions and affects the jurisdictions and communities we serve, and must be posed as a significant national security risk for the entire United States. As Puerto

Rico’s sole representative in Congress, I have long advocated to ensure that the federal government responds accordingly, prioritizing resources, assets, and joint operations to address crime and improve public safety on our islands.” González Colón mentioned some of her legislation to tackle crime, such as House Resolution 920, the Caribbean Border Counternarcotics Strategy Act, which requires by law that the Office of National Drug Control Policy (ONDCP) develop a comprehensive federal strategy to help combat drug trafficking from the

Caribbean region to the United States. To further strengthen the federal government’s response to illicit narcotics trafficking, she also incorporated language into the bill to ensure that the National Drug Control Strategy explicitly includes efforts to disrupt money laundering and the financial networks of drug trafficking organizations. “As prosecutors, you understand better than anyone that if we want to go after these criminals, we must hit them where it will hurt them the most: their wallets,” González Colón said.

fter he participated in an event at which Miguel Romero Lugo filed his candidacy for a second term as San Juan mayor, José Ronaldo “Rony” Jarabo, a former speaker of the island House of Representatives, was expelled from the Popular Democratic Party (PDP), the party’s deputy secretary, Yaramary Torres, announced on Sunday. “Given the statements of the former speaker of the House of Representatives, José Ronaldo Jarabo, during the filing of the candidacy of the current mayor of San Juan for the NPP, Miguel Romero, from the platform of the New Progressive Party and in a broadcast on social networks, our president Jesús Manuel Ortiz has made the determination to enforce the regulations of our party,” Torres said in a written statement. “For this reason, and in accordance with article 241 of our regulations, Mr.

José Ronaldo Jarabo is declared as an unaffiliated voter and expelled from all his functions in our community. he Municipality of Cataño has “the tallest Christmas tree in Puerto Rico” in front of its city hall, Mayor Julio Alicea Vasallo announced over the weekend. “In front of the Mayor’s Office, the tallest Christmas tree on the island, with digital illustrations, will be on display,” AliceaVasallo said Sunday in a written statement. “An innovative and creative interpretation of a Christmas tree, the statue is 75 feet tall and the entire family will be able to see inside and get an inside feel of the festive spirit that characterizes this season. This tree will be composed of a metal structure and similar materials, upon which impressive images and visual effects will be projected.” He added that “one of the main attractions of the

guada Mayor Christian Cortés Feliciano announced a series of activities related to Discovery of Puerto Rico commemorations and scheduled for Friday to Sunday. This year marks the 530th anniversary of the historical event, which is still the subject of discussion and analysis by historians. “Our people have a brilliant history of promoting and defending our culture, history and traditions,” Cortés Feliciano said Saturday in a press release. “What we are presenting to the country today is an example of that. The slogan ‘Por Aguada Fue’ is already part of history, to refer to the arrival of Columbus in Puerto Rico.” Aguada was established as a town in 1508, with the name of San Francisco de la Aguada, and received the title ofVilla in 1778.

This year, Aguada will celebrate the 129th edition of the Discovery Parade, a unique activity in Puerto Rico, where Aguada receives thousands of people to enjoy the floats, artists and schools that present their particular cultural creations. “This year we honor two outstanding Aguadeño young people who work in the media: Naomi González of Telenoticias and WKAQ580, and Manuel Crespo Feliciano of TeleOnce,” the mayor said. “Both have been designated by our administration as the grand marshals of the event. The parade is on Sunday, November 19 starting at noon in the urban center.” The traditional parade, which historians say is the most attended in Puerto Rico, will culminate the weekend’s festivities. Aguada also will celebrate the 46th annual Discovery of Puerto Rico Crafts Fair, in the same Cristóbal Colón public square, with more than 200 artisans already registered.

FEMA allocates flood mitigation funds to three towns By THE STAR STAFF

T

he communities of Barceloneta, Patillas and Villalba have been vulnerable to excessive flooding in recent years as climate change has increased the risk of flooding, while antiquated water control systems offer little protection against torrential rains. To help these municipalities build more efficient flood control infrastructure, the Federal Emergency Management Agency (FEMA) announced Sunday it allocated nearly $1.5 million through its Hazard Mitigation Grant Program (HMGP). The funds will fully fund the cost of the initial phase, which consists of geotechnical studies and engineering designs required prior to construction. Construction projects will incorporate nature-based solutions to repair vulnerable water drainage systems, an approach that

includes bioengineering and other low-impact development solutions that are incorporated into the project design to deliver a wide range of economic, ecological and social benefits. “These projects will create a lasting impact on these communities and will be a model for others to follow,” Federal Disaster Recovery Coordinator José G. Baquero said. “By using environmentally focused engineering designs we are in tune with the times, addressing the challenge of climate change while helping to build resilient communities.” In Barceloneta, torrential rain periods can disrupt the daily lives of citizens, to the point that cranes must be used to rescue drivers from flooded streets, and residents are unable to enter and leave their homes due to runoff, said Yadira Rodríguez Cruz, director of Barceloneta’s Office of Emergency Management. To lessen the impact of excessive flood-

ing in its communities, the municipality of Barceloneta received nearly $579,000 for the initial phase of its flood control project. Mitigation repairs include the installation of 3,700 feet of reinforced concrete pipeline parallel to the existing pipeline in downtown Barceloneta. Total repairs are estimated at nearly $1.9 million. “Improving the stormwater sewer system is critical because it manages the proper control and flow of stormwater runoff separately from wastewater,” Rodríguez said. “This will prevent urban flooding and drivers and residents facing emergency situations due to flooded streets.” Meanwhile, in the community of LaVega in Villalba, residents still harbor fears of flooding in their homes, Nancy Martínez Marcial said. “The uncertainty that every time it starts to rain we don’t know if the street is going to flood. We are worried that at some point the water

could get into the houses.” FEMA allocated $213,000 for the initial phase of the project to design and build surface and subsurface drainage infrastructure and streambank stabilization along the banks of the Jacaguas River in La Vega. The construction phase of the project is estimated at nearly $1.6 million. In addition, FEMA approved about $702,000 to begin a mitigation project in the small Recio sector of Patillas. The project will reduce flood risks and provide safe access to about 250 families. Construction is estimated at over $6.2 million and consists of the expansion of an open concrete channel that collects and discharges runoff water from the community into a nearby river. To date, FEMA has awarded over $18.1 million for 28 projects from the HMGP program to decrease flood risks.

Johnson pitches bill to avert government shutdown that faces an uncertain fate By CATIE EDMONDSON

S

peaker Mike Johnson on Saturday pitched House Republicans on a convoluted plan to avert a government shutdown at the end of this coming week, proposing a bill that would temporarily extend funding for some federal agencies until late January and for others through early February. The measure faces an uncertain fate in Congress. Many conservative House Republicans have demanded that any spending plan include deep spending cuts, and Democrats and some GOP senators have sharply questioned the idea of bifurcating federal programs and staggering the deadlines for funding them. A vote on the plan could come as early as Tuesday, just days before the Friday midnight deadline for keeping the government funded. Setting two different end dates in what Johnson is calling a “two-step continuing resolution” was an effort to allay the concerns of hard-right lawmakers who have long railed against the now-routine practice of funding the entire government through one mammoth bill. Some members of the ultraconservative House Freedom Caucus have endorsed the two-step idea in recent days. “The bill will stop the absurd holiday-season omnibus tradition of massive, loaded-up spending bills introduced right before the Christmas recess,” Johnson wrote on social media following a private conference call with lawmakers to outline the plan. The 32-page legislation would extend government funding for a number of federal programs — including veterans’ and military construction programs, agriculture, transportation, housing, and energy and water development — through Jan. 19. All other federal programs would be funded through Feb. 2. The bill omits funding for Ukraine or Israel, which Johnson framed as a way for Republicans to put themselves in a stronger bargaining position for negotiations with the Senate and the White House on an emergency national security spending bill that would not be subject to the threat of a shutdown. But it remained to be seen whether enough House Republicans — including many who have objected to any stopgap

Nor was it immediately clear whether any House Democrats would back the proposal if GOP lawmakers balked and their votes were needed to pass the plan. Hours after Johnson unveiled the legislation, White House press secretary Karine Jean-Pierre panned it as “a recipe for more Republican chaos and more shutdowns.” “With just days left before an extreme Republican shutdown — and after shutting down Congress for three weeks after they ousted their own leader — House Republicans are wasting precious time with an unserious proposal that has been panned by members of both parties,” Jean-Pierre said in a statement. If all Democrats were present and opposed the plan, Johnson could afford to lose no more than four Republican votes. He conceded during the conference call Saturday that his measure likely would not receive unanimous backing from Republicans, according to people familiar with his remarks in the private call who described them on the condition of anonymity. Already one Republican, Rep. Chip Roy of Texas, has declared that he would oppose the plan because it would continue current spending levels with no changes or condi-

tions — what is known in Washington shorthand as a “clean” funding extension. “It’s 100% clean,” Roy wrote on social media. “And I 100% oppose.” Johnson’s predecessor as speaker, Rep. Kevin McCarthy of California, was ousted from his job last month after it became clear he could not pass a stopgap spending bill with Republican votes alone and he instead relied on Democrats to pass legislation to avert a shutdown. But Johnson’s internal standing in the Republican conference is very different than McCarthy’s was at the time. The hard-right members of the Freedom Caucus who ousted McCarthy have repeatedly said that they are prepared to give Johnson more latitude in spending negotiations than they gave to McCarthy. They trust his conservative bona fides in a way they never trusted McCarthy’s, and also acknowledge that Johnson only took office less than three weeks ago, leaving him little time to prepare for a spending showdown with the Senate and White House. In the Senate, lawmakers in both parties on the powerful Appropriations Committee have expressed skepticism about the idea of a funding plan with staggered deadlines. Sen. Patty Murray, D-Wash., the panel’s chair, told Roll Call this past week that such an idea was “the craziest, stupidest thing I’ve ever heard of.” Sen. Susan Collins of Maine, the top Republican on the panel, said a “stop-and-go” plan would “increase the difficulty” of funding the government. But the legislation also does not include any spending cuts or conservative policies that congressional Democrats have publicly warned Johnson against including. Sen. Chuck Schumer, D-N.Y., the majority leader, cautioned Thursday that “hard-right proposals, hard-right slashing cuts, hard-right poison pills that have zero support from Democrats will only make a shutdown more likely.” “I hope they don’t go down that path in the week to come,” Schumer said. The House Rules Committee is set to take up the legislation Monday afternoon, setting up a vote on the House floor as early as Tuesday.

With Manchin out, Democrats’ path to holding the Senate is narrow By MICHAEL C. BENDER and SHANE GOLDMACHER

S

en. Joe Manchin III said he decided to forgo reelection because he’d accomplished all his goals. But for the Democrats he’s leaving behind in Washington, the work to hold the party’s already slim Senate majority is just beginning. While there are no guarantees in politics, WestVirginia is now a virtual lock to flip Republican. The state has become so conservative that only Wyoming delivered a wider Republican margin in the 2020 presidential race. In the immediate aftermath of Manchin’s announcement, several well-placed Democratic operatives said they couldn’t name a single West Virginian who could take his place on the ballot and be even remotely competitive, particularly if Gov. Jim Justice wins the Republican nomination. “This is a huge impact,” said Ward Baker, a former executive director for the National Republican Senatorial Committee, the group that oversees Senate races. “Manchin not running will save Republicans a ton of money — and it takes a seat off the board early.” The path to holding power was always going to be rocky for the Democrats’ current 51-seat majority, with or without Manchin. Two incumbents are running for reelection in red states, Montana and Ohio. A third senator, Kyrsten Sinema of Arizona, who was elected as a Democrat but has since switched her party affiliation to independent, has yet to declare her plans — leaving open the prospect of an unusually competitive three-way race. And the party must also defend four Senate seats in four of the most contested presidential battlegrounds: Wisconsin, Nevada, Pennsylvania and Michigan.

Senator Joe Manchin III of West Virginia announced Thursday that he would not seek re-election. But Republicans face some potentially divisive primaries and a recent history of nominating extreme candidates who have lost key contests. With WestVirginia off the Senate chessboard next year, Democrats must win every race they are defending — and depend on President Joe Biden to win the White House — in order to maintain a majority. In a 50-50 Senate, the vice president casts the tiebreaking vote. But that’s a risky bet considering a plurality of Americans haven’t approved of Biden since August 2021, according to Gallup Polls. The bad news for Senate Democrats is that they are on defense in each of the seven seats that both parties view as most competitive this year. The good news is that in five of those seven, the party has incumbents running for reelection, which has historically been a huge advantage. At least 83% of Senate incumbents have won reelection in 18 of the past 21 election cycles, according to OpenSecrets, a nonpartisan group that tracks money in politics. Last year, 100% of Senate incumbents were reelected. “Given Democratic success in 2020 and

2022, it’d be malpractice to write Democrats off at this stage,” said Justin Goodman, a former top aide to Sen. Chuck Schumer, the majority leader. “Candidates matter,” he said, as well as the ongoing contrast that Democrats have sought to strike against the “extreme MAGA agenda.” The Democratic incumbents in Montana and Ohio — the top two targets for Republicans, with West Virginia off the map — are seeking reelection in states former President Donald Trump easily won twice. Both Sen. Jon Tester of Montana and Sen. Sherrod Brown of Ohio have exceeded expectations before, but never with such an unpopular presidential candidate at the top of the ticket. And unlike most incumbents, whose victories tend to become easier over time, Tester has always had close races. Brown’s margins have narrowed. But close victories count just as much as easy ones, and Democrats maintain that the personal brands of both Brown and Tester matter more in their states than national political winds. Republicans, who are also facing headwinds because of the unpopularity of Trump and the party’s role in rolling back abortion rights, are attempting to follow suit. The National Republican Senatorial Committee is putting a heavy emphasis on candidate recruitment this cycle to find contenders who can appeal to both conservatives and moderates in the party. The strategy has already paid off in West Virginia. One of the first calls this year from Sen. Steve Daines, R-Mont., who is overseeing his party’s Senate races, was to Justice in West Virginia, believing that the popular governor’s presence in the race would help persuade Manchin to retire. The second part of Daines’ strategy in West Virginia was persistently lobbying to secure a

Trump endorsement for Justice, with the aim of not just forcing out Manchin but also the hope that it would convince him to run for president as an independent. Trump endorsed Justice last month. Manchin, meanwhile, furthered speculation of a potential presidential bid by saying Thursday he planned to gauge “interest in creating a movement to mobilize the middle and bring Americans together.” In 2018, Democrats and Republicans combined spent about $53 million on the West Virginia Senate race. With no competitive race there in 2024, both parties will have tens of millions of dollars to spend on a second tier of battleground races. Last year, candidates, parties and outside groups spent more than $1.3 billion on 36 Senate races, including $737 million in just five states — Arizona, Nevada, Ohio, Pennsylvania, and Wisconsin — that are also on the ballot again next year. The most interesting of the second-tier races may be in Arizona, where the state may have a competitive three-way race — a rarity in American politics. The wild-card is Sinema. If she runs for a second term, she will most likely face Rep. Ruben Gallego, a well-liked progressive Democrat who has already spent $6.2 million on the race this year, and Kari Lake, a firebrand conservative and well-known election denier who is favored in the Republican primary. A competitive three-way general election would add a riveting dynamic to what could be the most expensive Senate race in the country next year. The state’s Senate contest last year, which pitted Sen. Mark Kelly against Blake Masters, the Republican nominee, cost more than $225 million. There is no top-flight Republican challenging Sen. Tammy Baldwin in Wisconsin, but the

But the party will look to go on the offensive in Florida and Texas. Both states have been reliable Republican strongholds in recent

No way to spin that.”

ormer President Donald Trump, on a day set aside to celebrate those who have defended the United States in uniform, promised to honor veterans in part by assailing what he portrayed as America’s greatest foe: the political left. Using incendiary and dehumanizing language to refer to his opponents, Trump vowed to “root out” what he called “the radical left thugs that live like vermin within the confines of our country.” “The threat from outside forces is far less sinister, dangerous and grave than the threat from within,” Trump said Saturday in a nearly two-hour Veterans Day address in Claremont, New Hampshire. Trump accused Democrats and President Joe Biden of trying to roll back his efforts to expand veteran access to health care, causing soaring inflation, pushing the country to the brink of World War III, endangering troops in Afghanistan and of lying and rigging elections. He also promised to care for America’s veterans, reviving a hyperbolic claim that he made throughout his 2016 campaign that Democrats “treat the illegal aliens just pouring into our country better than they treat our veterans.” And he said he would divert money currently earmarked “for the shelter and transport of illegal aliens” to instead provide shelter and treatment for homeless military veterans. he union that represents movie and television actors said late last week that its 76-member national board had voted with 86% support to send a tentative contract with studios to members for ratification. The ratification process will start Tuesday and end the first week in December. Actors can go back to work immediately, however. Members are expected to approve the contract, which Fran Drescher, the union’s outspoken president, valued at more than $1 billion over three years. She highlighted the “extraordinary scope” of the agreement, noting that it included protections around the use of artificial intelligence, higher minimum pay, better health care funding, concessions from studios on self-taped auditions, improved hair and makeup services on sets, and a requirement for intimacy coordinators for sex scenes, among other gains. “They had to yield,” Drescher said at a news conference during a 28-minute monologue that touched on Veterans Day, Bela Lugosi’s Dracula costume, her parents, the Roman Empire, studio stubbornness, Buddhism, Frederick Douglass and her dog. The union, the Screen Actors Guild-American Federation of Television and Radio Artists, which represents tens of thousands of actors, and the Alliance of Motion Picture and Television Producers, which bargains on behalf of studios, reached the tentative agreement Wednesday. It followed a bitter standoff that contributed to a near-complete shutdown of production in the entertainment industry. At 118 days, it was the longest movie and television strike in the union’s 90-year history. The tentative deal was also historic, according to the studio alliance, which said it reflected “the biggest contract-on-contract gains in the history of the union.” In a statement, the alliance said it was “pleased” that SAGAFTRA’s board had recommended ratification. “We are also grateful that the entire industry has enthusiastically returned to work,” the alliance said. Wall Street Soars, Fueled by Tech as Treasury Yields Calm W

all Street’s main indexes ended with big gains on Friday, boosted by heavyweight tech and growth stocks as Treasury yields calmed, while investors looked ahead to a next week’s reports on inflation and other economic data. The tech-heavy Nasdaq Composite posted its biggest oneday percentage rise since May 26. Equities bounced back from declines the previous session which followed hawkish comments from Federal Reserve Chair Jerome Powell about interest rates. Thursday’s drop ended the longest winning streaks in two years for the S&P 500 and the Nasdaq. Investors have been focused on benchmark Treasury yields, which have eased somewhat from 16-year highs, and monetary policy as they assess whether the Fed might be done raising rates to control inflation and when the central bank could start cutting rates. A majority of traders are betting that the Fed will keep interest rates unchanged this year, with odds of a cut of at least 25 basis points in May standing at nearly 46%, according to the CME Group’s FedWatch tool. Several policymakers this week have pushed back against rate cut expectations, with some stressing on a data-dependent approach to monetary policy. The Dow Jones Industrial Average rose 391.16 points, or 1.15%, to 34,283.1, the S&P 500 gained 67.89 points, or 1.56%, to 4,415.24 and the Nasdaq Composite gained 276.66 points, or 2.05%, to 13,798.11. The S&P 500 posted its highest closing level since Sept 19. All 11 S&P 500 sectors ended in positive territory, led by a 2.6% gain for the technology sector. Megacap stocks that have propelled the market higher this year also rose solidly on Friday. Nvidia rose about 3%, with Meta Platforms up 2.6% and Microsoft up 2.5%.

ressure is growing on Israel to pause fighting Hamas and to allow more aid to enter the Gaza Strip after five weeks of war have exacerbated a humanitarian crisis, especially at hospitals, which are struggling to provide care. The situation in Gaza has worsened in the past week, with food and medical supplies dwindling and the death toll surpassing 11,000, according to health authorities. The United Nations, aid groups and key allies, including President Emmanuel Macron of France, urged Israel to stop fighting briefly to allow supplies to enter, foreigners to leave and hostages to be released. Israel has agreed to short daily pauses to allow Palestinians to flee. Nearly 80,000 headed south last week as the Israeli military moved deeper into the enclave. The tone of world leaders has also shifted in the past two weeks: Many of Israel’s allies who offered unconditional support at the start of the war are now asking for at least a humanitarian pause, if not a ceasefire. Israel has repeatedly rejected calls for a cease-fire since Oct. 7, when Hamas and other militant groups killed at least 1,200

celandic authorities declared a state of emergency and evacuated a town of about 4,000 people Saturday after hundreds of earthquakes were detected overnight, signaling an increased likelihood of a volcano erupting in the country’s southwestern Reykjanes Peninsula. The Icelandic Meteorological Office, the country’s weather service, said it was not possible to say when and where magma would reach the surface of the town of Grindavik, but it warned that “the likelihood of a volcanic eruption occurring in the near future is deemed considerable.” Residents of Grindavik were warned that they would probably not be able to return home for days. Authorities also raised the aviation alert to orange with the increased chance of eruption, which could pose a risk to aviation if ash spewed into the sky, affecting aircraft. The enhanced seismic activity measured near Sundhnjukagigar, north of Grindavik, came two days after thousands of other earthquakes rattled the region, prompting officials to close the Blue Lagoon, a popular tourist destination known for its geothermal spas. That spell of seismic activity led scientists to believe that an eruption might be imminent.

While the evacuation orders were not an “emergency evacuation,” which would require leaving the area within 30 minutes, officials at a news conference Saturday said that residents should still leave within two or three hours, The Reykavik Grapevine, a local news outlet, reported. The weather service said that “scientists are meeting regularly to interpret the data and update the latest models and hazard assessments.” Local news outlets and writers have posted images of roads cracked by the seismic activity as residents fled the area and contended with waves of shocks. Alda Sigmundsdottir, a writer in Iceland, said on Facebook that while she was writing a post, she was “shaken by an earthquake.” Magma under the area has grown much closer to the surface in recent days, officials said. On Wednesday, it was about 5 kilometers, or a little more than 3 miles, underground, but Saturday, the shallowest depth was 1 1/2 kilometers, or roughly 1 mile. There is a long history of volcanic activity in Iceland, a country of fewer than 400,000 people and home to about 130 volcanoes, most of which are active. The country straddles two tectonic plates, which are themselves divided by an undersea mountain chain that oozes molten hot rock, or magma. Earthquakes occur

when the magma pushes through the plates. Iceland is also above a “hot spot,” a place with “abnormally high magma activity,” according to the country’s tourism website, which notes that other such places include Yellowstone National Park and Hawaii. Volcano eruptions in Iceland have at times had devastating effects. In 2010, the eruption of the Eyjafjallajokull volcano spewed so much ash that it grounded flights across parts of Europe for weeks.

Biden and Xi to seek to stabilize relations in California meeting By KATIE ROGERS and ALEXANDRA STEVENSON

P

resident Joe Biden and President Xi Jinping of China plan to meet in California on Wednesday for a discussion that Biden’s advisers say is meant to stabilize relations even as it features a host of topics on which the two fiercely competitive countries disagree. The Biden administration, which formally announced the meeting late last week, said the two leaders would have the highly choreographed discussion as they attend the Asia-Pacific Economic Cooperation summit in San Francisco, known as APEC. In a call with reporters Last Thursday, two senior advisers to Biden said the meeting was intended to be wide-ranging, with Biden prepared to bring up issues including Taiwan, election interference, the war in Ukraine and the war between Israel and Hamas. Taiwan, a self-ruled island claimed by China, is set to hold elections early next year, and one of the advisers said Biden would seek to “present” Xi with “clarity” — meaning that the United States expects Beijing not to interfere and is concerned that it might. Biden is also expected to warn Xi against interfering in U.S. elections. The advisers, who spoke on the condition of anonymity to preview the meeting, did not provide specifics on its location, citing security concerns. The meeting will take place almost a year to the day after Biden and Xi met during the Group of 20 summit in Bali, Indonesia, another rigidly planned diplomatic affair that took place amid fears over rising Chinese aggression toward Taiwan and steep competition between Washington and Beijing over military and technology advances. The two have not spoken since, and the intervening year has severely tested relations. A Chinese spy balloon that crossed over the United States before a U.S. fighter jet downed it off the coast of South Carolina set off a diplomatic crisis in February. And more recently, tensions have flared over matters such as Chinese espionage and U.S. restrictions on technology exports to China.

Should Joe Manchin run for president? By ROSS DOUTHAT

I

n the emotional life of the liberal mediasphere, there was so little space between the release of the New York Times/Siena poll showing President Joe Biden losing to Donald Trump handily across a range of swing states (doom! doom!) and the Democratic overperformance in Tuesday’s elections (sweet relief!) that one of the striking features of the polling passed with relatively little comment. This was the remarkably strong showing for Robert F. Kennedy Jr.’s independent candidacy. When added to the swing-state polls, Kennedy claimed 24% of registered voters against 35% for Trump and 33% for Biden. That number is notable along two dimensions: first, for showing Kennedy drawing close to equally from both likely nominees rather than obviously spoiling the race for one or the other; second, for its sheer Ross Perotian magnitude, its striking-distance closeness to the major party candidates. Yet I don’t see a lot of people entertaining the “Kennedy wins!” scenario just yet, and for good reasons: Most notable third-party candidates eventually diminish, he may be artificially inflated by his famous

name, and his crankishness is so overt (whereas Perot’s was gradually revealed) that many voters currently supporting him in protest of a Biden-Trump rematch may well abandon him after a light Googling. The world being strange, we shouldn’t take this conventional wisdom as gospel. But if we assume that Kennedy’s 24% is mostly about people seeking a third option rather than explicitly supporting his worldview, the immediate question is whether someone else should try to fill that space. Someone like, say, Joe Manchin, the West Virginia senator who spiced up his announcement bowing out of a reelection bid with some talk about “traveling the country” for a movement to “mobilize the middle.” There is already a potential vehicle for a Manchin candidacy in the No Labels movement, along with an effort to draft Manchin and Mitt Romney to run together, with Romney at the top of the ticket. But the ideal ticket would probably lead with Manchin. For an independent run, his branding as a moderate with strong ideological differences with the left seems stronger than Romney’s branding as a conservative with strong moral differences with Trump. When elites pine for a third-party candidate, they usually imagine someone like Michael Bloomberg, a fiscal conservative and social liberal. But the sweet spot for a third-party candidate has always been slightly left of center on economics and moderate to conservative on cultural issues — and that describes Manchin better than it does most American politicians. (It arguably described Biden once, but not as he’s evolved in the past decade.) The West Virginian could run, authentically, as an unwoke supporter of universal health care, fiscal restraint and a middle ground on guns and abortion. That’s a better basis for a run than Bloombergism or Kennedy’s courtship of the fringes, with a chance of claiming votes from Never Trumpers and the center left. But is it worth the effort? Stipulate that Kennedy will remain in the race and hold on to some share of the vote that might otherwise be available to a thirdparty moderate. Then the question becomes whether both Trump and Biden could fall below their 35% and 33% levels in the Times/Siena poll, giving Manchin a plurality of the popular vote and a chance at an Electoral College win (because merely deadlocking the Electoral College would just send the race to the House, where — pending the results in 2024 — Trump would probably prevail). In a polarized landscape, that kind of mutual GOP and Democratic collapse seems unlikely. But if

Such a landscape seems as if it should summon forth a responsible alternative. Confronting the American people with a Trump-Biden-Kennedy choice would be a remarkable dereliction by our political elites. But comes the response from anxious liberals: Isn’t an even greater dereliction for a Democrat — however ornery and moderate — to embark on a run that could help reelevate Trump to the White House? Let’s allow that it might be, but then let’s also allow that if current polling holds, it’s not running an alternative to Biden that seems most likely to put Trump back in the presidency. That Trump-friendly polling may change. But it’s entirely possible to begin an independent candidacy and then suspend it (just ask Perot) if the situation looks entirely unpropitious — which is what I’d advise Manchin to consider, if the donors and infrastructure are there: a patriotic attempt, to be abandoned if it’s going nowhere but to be seen through if enough of the country desires a different choice.

En el mismo se aplicaron diferentes actividades y juegos en las facilidades desde temprano en la mañana. “Ha sido un gran día con la participación de los estudiantes del programa de Educación Física Adaptada de Cayey, Aibonito, Cidra, Caguas, Comerío, Barranquitas, Aguas Buenas, Salinas, Guayama, Arroyo y Gurabo”, señaló la representante Hau. n May 31, Florencia Romeo slept in a tent outside Argentina’s largest stadium with her girlfriend and her sister. They had heard rumors that Taylor Swift might be coming to Buenos Aires, and they wanted to be first in line. The rumors were right: Swift was coming, but it would take a while. Her concert was more than five months away. The tent stayed anyway, occupied by a rotating cast of 30 die-hard Swifties who worked together over 163 days to hold their spots in line for a chance to get as close as possible to their idol when she walked onstage Thursday in the first stop of her Eras Tour outside North America. “We have been waiting for this for many years,” said Romeo, 23, who quit her job as a cashier partly to dedicate herself to waiting in line. “We didn’t expect her to come, and then she did. So, it was obvious that we had to do what we had to do.” The Eras Tour officially went global Thursday when the pop megastar began a new phase of shows that would take her to 25 cities across South America, Asia, Australia and Europe over the next 10 months. Since March, the North American stretch of the tour has become an economic marvel and a cultural force, cementing Swift’s status as one of the most influential, and beloved, people on the continent. Now, she is set to demonstrate that her fame and adoration go well beyond borders. There are few countries better to display the intense passion of her fans than Argentina. But some campers eventually reached the barricade along the stage. “I smashed my knee trying to get there,” said Atenas Astuni, 23, a member of the first-in-line tent, her voice hoarse the Friday morning after the show. “But if I had to smash my knee again to repeat exactly what happened yesterday, I would do it without hesitation.”

ZA, Taylor Swift, Olivia Rodrigo, indie supergroup boygenius and eclectic bandleader Jon Batiste are among the top nominees for the 66th annual Grammy Awards, leading a class of contenders dominated by young women. SZA, the R&B singer and songwriter born Solána Rowe, has nine nods — more than any other artist this year — for her album “SOS,” which led the Billboard chart for 10 weeks and spawned an in-demand arena tour. “Kill Bill,” its standout hit, is up for both record and song of the year at the next ceremony, set for Feb. 4 in Los Angeles. Swift and Rodrigo will face off against SZA in all three top categories, with Swift’s “Midnights” — the studio LP she released last year, in between a slew of rerecordings — and Rodrigo’s “Guts” up for best album, and Swift’s “Anti-Hero” and Rodrigo’s “Vampire” each competing for both record and song. What does it really mean to dissociate? By CHRISTINA CARON

H

ave you ever zoned out? Maybe you have experienced highway hypnosis, with no recollection of having driven from Point A to Point B. Or maybe you have zero memory of something you just read. These are mild forms of dissociation, which is the ability to disconnect from our thoughts, feelings, environment or actions. Dissociation can even help athletes do their jobs, for instance, because it “allows people to focus on the most salient or lifepreserving aspects of a situation” without mental interference, said Janina Fisher, a psychologist who has been treating dissociative disorders for decades. But sometimes people experience a major form of dissociation, often in the aftermath of overwhelming trauma. In this case, the dissociative symptoms become more extreme and frequent. Public fascination with dissociation and its disorders has endured for many years — examples include the books “Sybil” and “The Three Faces of Eve,” both adapted into wildly popular feature films, each about a woman with “multiple personalities.” Now people are capturing their experiences with dissociation and posting them on social media. TikTok videos hashtagged #dissociativeidentitydisorder, or DID, have been viewed more than 1.7 billion times and #dissociation has drawn more than 775 million views. Some show what it looks like to dissociate, or use visual effects to explain the eerie feeling of living outside your body. In others, people describe their different identities, also called alters or parts. Celebrities such as “Saturday Night Live” cast member Bowen Yang have also openly described struggles with dissociative disorders, as conversations about mental health continue to migrate into public forums. But research suggests that much of this content isn’t providing reliable information. We asked several mental health providers to explain more about dissociation. What are the dissociative disorders? Rather than fight or flee in a stressful or threatening situation, some people “freeze,” said Dr. Frank Putnam, a professor of clinical psychiatry at the University of North Carolina School of Medicine and an expert on dissociative disorders. “That’s the dissociative state where you shut down and you kind

Some people might find themselves in a new location without knowing how they got there, for example. Frequent experiences like that make dissociation pathological, Putnam said. It becomes a disorder when you space out and “lose time” long enough that it interferes with your life in a significant way, he added. The three most common and wellknown dissociative disorders are: dissociative identity disorder, depersonalization/ derealization disorder and dissociative amnesia. The common thread in each is a disruption of identity. The most severe is dissociative identity disorder, formerly known as multiple personality disorder. Those who experience DID report having two or more identities. Studies indicate that about 1% to 1.5% of the population has DID. But some say the prevalence could be higher. “I think it’s way underdiagnosed,” said Dr. Judith Herman, a psychiatrist and pioneer in the field of trauma studies. That’s

largely because “you still hear people in my field saying they don’t ‘believe in DID.’” Despite the inclusion of DID in the Diagnostic and Statistical Manual of Mental Disorders, fifth edition, known as DSM5., the American Psychiatric Association’s official manual of mental disorders, some psychiatrists and psychologists think that patients with symptoms of DID actually have borderline personality disorder. Others think it is a fad or that it can be induced by a provider. Experiencing severe early childhood trauma, such as sexual abuse, is a predictor of developing DID, several experts said. Fisher acknowledged that “it’s a hardto-believe diagnosis unless you’ve seen it.” Patients show changes in body language, facial expression and cognitive ability, she added. “It is sort of dramatic and sounds almost fantastical.” Depersonalization/derealization disorder is thought to occur in about 1% to 2% of the population and is often associated with a history of verbal abuse, such as shaming, that drives someone to want to disconnect from an emotionally traumatizing environment, Putnam said. According to the APA, those who experience depersonalization can feel at times

as if they are detached from their mind or body — estranged from themselves — like they are watching events happen to them. Derealization, on the other hand, refers to feeling detached from the environment as if the people and things in the world are not real, in some cases appearing like cardboard cutouts. The prevalence of dissociative amnesia is not well established. It occurs in response to a variety of different types of trauma, and involves having blocks of time where you lose your identity and are not able to recall important information about your life, such as your own name. Both dissociative amnesia and depersonalization/derealization symptoms commonly accompany DID. Why are dissociative disorders attracting so much attention? “I had thought that the internet and app-based world would bring us all closer together. And it’s had exactly the opposite effect,” said Dr. David Spiegel, a Stanford University psychiatry professor who has worked with patients with DID for about 50 years. “It has fragmented us.” What he means, he explained, is that many of us have retreated into our own online echo chambers. Some people truly have DID, or any number of mental health disorders, but others might be incorrectly labeling themselves because they are locked into a DID information loop — either by choice or via an aggressive social media algorithm. The idea of having alternate realities or different identities is one that may especially resonate during adolescence, experts said, a time when many teenagers struggle with the question “Who am I?” Dr. David Rettew, a child and adolescent psychiatrist and the medical director of Lane County Behavioral Health in Eugene, Oregon, has worked with many adolescents who learned about dissociative disorders on social media and are questioning whether they have them. Rettew encouraged anyone curious about a specific disorder to speak with an attentive and thoughtful health care provider, particularly one who understands trauma, to tease out what might be going on. “Just about everything in mental health is dimensional. It exists on a spectrum,” he said. “And that doesn’t make our conditions less real, but it does make them more complicated.”

Last Tuesday, the European Space Agency shared the first images from the robotic telescope in space — five ethereal views of our cosmos. Launched in July, Euclid is on a quest to map one-third of the extragalactic sky and to reveal how the mysterious influences of dark matter and dark energy have shaped the structure of the universe. To beat the best at the ATP Finals, players may have to mix things up By STUART MILLER

T

he ATP Finals, which opened Sunday and runs through Nov. 19, is more than the most prestigious men’s tournament outside of the Grand Slams, it is also an existential conundrum. The exclusive singles draw features the eight best players in the world, leaving no easy wins and raising the question of whether a player must change his game over the course of the week to best the best of the best. The answer is a highly qualified “yes,” with a giant “but” attached. Paul Annacone, a Tennis Channel analyst who coached Pete Sampras and Roger Federer, said changes should be minor, especially since the early matches are round-robin, meaning a player can lose one match and still survive. “I’m a big believer in figuring out your own identity and trusting what got you to the year-end championships,” he said. “Then you just have to do it just a little better than the guy on the other side of the net that day.” Charging the net, which can shorten rallies and help players take control of the action, is one tactic that the players can use against the game’s best defenders, like Novak Djokovic and Daniil Medvedev, or against power sluggers like Jannik Sinner and Andrey Rublev, but it’s precisely those players’ skills that make coming up to the net after hitting a groundstroke such a risky move. Still, Jimmy Arias, who is also a Tennis Channel analyst, said it’s one way to survive the week. “It’s so hard to hit through base liners like Alexander Zverev and Medvedev, especially on a slower court,” he said, “so if you don’t come to the net against Medvedev, you’re kind of an idiot. If he hits a ridiculous passing shot from the stands, just clap and say, ‘Let me see you do that again.’” The danger comes, Arias says, if you simply try to force your way to the net against an opponent who is dictating the points — although he adds that, given the quality of the opponents in Turin, Italy, that may become the only option. Patrick McEnroe, an ESPN analyst, agreed, saying that “the ability to finish points, especially at the net, helps exponen-

Medvedev, who is known for stubbornly staying extremely far behind the baseline, gives himself time to reach almost any deep shot. The best plan is to come to the net or hit short-angle balls against him, McEnroe said, but noted that Medvedev succeeds because many players (Djokovic and Carlos Alcaraz excepted) cannot execute that tactic well enough to beat him. McEnroe added that the court in Turin, which is indoors, was low-bouncing (forcing opponents to lift attempted passing shots) and relatively slow, although indoor courts felt quicker because there were no elements like wind. “That favors the aggressive player, but not to the extent that it did back in the day, so you need more versatility now,” he said. “That’s why Federer and Djokovic have dominated there.” (Federer won six times; Djokovic is seeking his seventh title.) He emphasized that changing strategies can be more nuanced than simply charging in. He suggested using the forecourt more often and hitting drop shots, low slices and short angle balls. “It puts the other player in uncomfortable positions and allows you to then take the initiative on the next shot,” he said, adding that this is something they now stress at the John McEnroe Tennis Academy, the

school launched by his brother, where he is co-director. “This is the biggest thing that has changed with Carlos Alcaraz, who has been playing those shots at least since he was 13,” Patrick McEnroe said. “He has the huge firepower and athleticism that these other players do, but now you’re seeing the need to move better and use that part of the court strategically. You’re seeing shots you never thought about, and players are using them consistently.” Arias said that breaking down an opponent by making him change his positioning so he felt uncomfortable — something Federer would do with a short, low slice and that Alcaraz does with the drop shot — was essential. “It’s not just needed for this tournament, but to beat the best you need that all year, but it’s something that’s slightly lacking in the game today,” he said. While Zverev and Medvedev tend to camp at the baseline and let it rip, the analysts cite Rublev, whom Annacone called “so dominant from the back of the court,” as the most one-dimensional of the top players. Arias said Rublev and Sinner “play straight ahead, hitting it hard without opening the court much.” But Annacone and McEnroe said Sinner was improving in this regard because of his

coach Darren Cahill. “He’s getting better at playing with subtlety and nuance,” McEnroe said, adding that Holger Rune also “has the potential to play that sort of game.” All three analysts say that when Stefanos Tsitsipas is in top form, he is versatile and one of the better volleyers. Annacone said that a player like Sinner or Rublev could win most matches during the year with their firepower, but that “each of these top players, aside from Novak, can be vulnerable on any given day against other elite players.” Djokovic, as always, remains the exception, even among the exceptional. He has lost just five times this year and is 33-1 on hardcourts; since 2012 he is an astounding 108-15 indoors. (Alcaraz would have slotted in there with Djokovic, but he has scuffled a bit since Wimbledon.) So Annacone acknowledged that while players can’t overhaul their identity for this tournament, when they reach the semifinals and possibly face Alcaraz or Djokovic, “you need to be creative and think outside the box,” adding that changing tactics midmatch was easier now that coaching is allowed between points. “You have to be confident enough to do things a little differently, to adjust and adapt on your feet,” he said. “Try it, sometimes you’ll miss, but that’s life.”

Star who defined a decade, and a coach focused on the future By RORY SMITH

E

mma Hayes first met Megan Rapinoe before she was Megan Rapinoe. Or, rather, just as she was becoming Megan Rapinoe. She was not yet a winner of two World Cups, not yet an Olympic champion, not yet captain of her country, not yet a powerful and urgent voice away from the field. Rapinoe was not even a professional soccer player back then, not quite. Hayes’ job was to change that. In 2008, she had been appointed head coach and director of soccer operations of the Chicago Red Stars, one of the inaugural franchises in the startup league Women’s Professional Soccer. Hayes had a blank slate to fill, a team to construct from scratch. Rapinoe was her first call. That, perhaps, is the best measure of how brightly Rapinoe’s talent shone. When coach and player first met, Rapinoe was just a 23-year-old straight out of the University of Portland, but the power dynamic already lay in her favor. She did not need to convince Hayes. Instead, Hayes had to sell her on the team, on the project, on the city. And so she showed Rapinoe, born and raised in California, around Chicago, hoping to persuade her that the move to the banks of Lake Michigan would suit her. It worked. The Red Stars drafted Rapinoe second overall before the league’s first season. The league did not last. It survived for just three seasons. By the time it closed down, Hayes had long since departed the Red Stars. Rapinoe, however, was just getting started. As much as Hayes was convinced of Rapinoe’s promise, even she would not pretend to have known just how far she would go. This weekend, Rapinoe — 38 now — finally called time on her career. Her plan was for her exit to be framed by ticker-tape and fireworks, with one last triumph. But Gotham FC foiled that plan on Saturday in San Diego, topping Rapinoe’s OL Reign 2-1 to win the National Women’s Soccer League final. Her team’s NWSL finals loss notwithstanding, it is no exaggeration to say that, for more than a decade, Rapinoe has been the defining player in women’s soccer. It is not simply that she was a key part in the U.S. victory in the 2015 World Cup and the driving force behind its repeat triumph four years later. It is that her activism, her unwillingness to shut up and play, turned the U.S. women’s team into something that transcended sports. As a consequence, she

helped set the tone for women’s soccer as a whole. It is fitting that Rapinoe’s curtain call should come just as Hayes, the woman who did so much to launch her career, should return to the United States. Not officially, of course; at this stage, the fact that Hayes will be the next coach of the U.S. women’s team is merely an open secret, a fait accompli that must — for now — remain swaddled by a warm blanket of euphemism. Anonymous sources will go only as far as saying Hayes and U.S. Soccer have been “in talks.” Chelsea, the club Hayes has coached for the past decade to considerable success, will only say that the 47-year-old coach will depart at the end of the current season in order to “pursue a new opportunity” outside of England’s Women’s Super League and the club game. Quite what that opportunity might be is not revealed. Sure, maybe she’ll coach the U.S. Or maybe she wants to be a firefighter. It’s anyone’s guess. There is just one established fact, even if it is by some distance the most salient one. Hayes, winner of six league titles and five FA Cups and easily the most prominent manager in the women’s game in England, has quit her job. She has told Chelsea she is going. That, more than anything, reveals exactly how far those mysterious talks have progressed. It is not hard to see why the prospect of coaching the United States appeals to Hayes. So rich is the team’s history that it remains the most prestigious job in women’s soccer. Given that she will be given salary parity with Gregg Berhalter, the coach of the U.S. men’s team, it will also be the most lucrative. Hayes will have to earn that money. The last time she took a job in the United States, her task was to help kick-start an era. A decade and a half later, that is in the job description once again. The context, however, is starkly different. This time, before the start, Hayes has to oversee an end. It might be vaguely possible to spin Hayes’ appointment as a return — her early career résumé also includes spells at the Long Island Lady Riders (which we can all agree is not a great name for a team), the Washington Freedom and the Western New York Flash — but she has not been hired because of her familiarity with American soccer’s modern landscape. She has been appointed precisely because she is an outsider to it. It is not simply that Hayes represents a

Almost all of her predecessors as national team coach have come from positions on the side of the Atlantic that has been slow to embrace contactless technology. The U.S. job was, in some senses, the reward for success in American soccer. For decades, the United States was the driving force of the women’s game. Its professional league, in whatever guise, was the gold standard of the sport. Players from across the world, where domestic competitions were often professional only in name, flocked there. The national team was the pinnacle of that program, and therefore the zenith of the game. This summer made it abundantly clear that had changed. The United States exited the World Cup in the round of 16. Its impact on the tournament was minimal. What happened in Australia and New Zealand illustrated a power shift that had been coming for some time. Two European teams contested the final. Five of the eight quarterfinalists were European. Those nations, including the U.S., who drew large portions of their squads from the

NWSL tended to fall early. It was something that Hayes herself spotted. “There is still a huge amount of talent in this U.S. team,” she wrote in a column for The Daily Telegraph during the World Cup. “But with so many of the squad playing solely in the NWSL, it doesn’t offer enough diversity to their squad in terms of playing against different styles.” She would, she wrote, be “shocked” if young players continued to migrate to the U.S. to play in the college system when professional teams were recruiting — and paying so well — in Europe. In the future, she predicted, it would be “very, very difficult” for the U.S. to regain its primacy without “the right conversations around their model.” That it will be Hayes leading those conversations is a tacit acknowledgment that her assertion was correct. By appointing someone who has built their career and reputation in Europe to overturn the reality that it has fallen behind, U.S. Soccer is effectively accepting the truth of it. One era is at an end, and it is time for another to begin.
