Composition of Legislature could shift with general scrutiny of votes

The general scrutiny of the November election, which began Tuesday, entails the counting of thousands of mail-in ballots and the recount of eight races that are on the line and the legislative ballot.
State Elections Commission (SEC) Alternate Chairwoman Jessika Padilla Rivera said the high volume of mail-in ballots could lead to changes in the results of some election contests.
“There are some fewer, some more, which, evidently, can change the final numbers, but that does not
alter the winners or the main races,” she said.
So far, she said the counts in the races for House precincts 2, 3, 1, 20 and 22, the Mayagüez Senate district and the at-large legislative seats could change after the scrutiny. That is mainly because the write-in ballots must be counted by hand and not by machines.
Depending on the results, lawmakers will know if the so-called Minority Law will be applied. The law says that if a party obtains a majority of two-thirds in one or in the two legislative chambers, another minority party lawmaker may have to be added.
In explaining the scrutiny process, Padilla Rivera said that if the minutes of the scrutiny match the minutes of incidents, the ballot box in question is balanced. If the minutes do not match, the case containing ballots must be opened and counted again.
“If it requires a recount, which is what we are talking about with the legislative ballot, then the ‘briefcase’ is opened and that legislative ballot is recounted,” the SEC official said.
During the scrutiny, all political parties must be represented.
Padilla Rivera pointed out that the recount is done with the counting machines and only what is not read by the machine is counted manually, which, of course, includes write-in votes.
SEC gives 3 days for verification of addresses for certain mail-in ballots

Jessika Padilla Rivera gave three days to early voters who did not include a copy of their identification when they mailed their ballots, to certify their addresses to the Administrative Board for Absentee and Early Voting (JAVA by its acronym in Spanish).
Some 450 voters who did not submit identification with their absentee or mail-in ballots will receive an official call from the SEC in the next few days to verify their address, the official said.
“The Administrative Board for Absentee and Early Voting is currently validating those applications that
are still pending validation, mainly in the address, when they provided an address that is different from the General Registry of Voters, in which case we have to validate that in effect that address is valid,” Padilla Rivera said.
Asked whether envelopes whose addresses cannot be validated will be canceled, she said “we will be calling and making arrangements with the voters until the scrutiny is finished.”
According to the data provided by the official, the SEC has received 136,713 envelopes containing mailin ballots, out of some 145,917 requests they received for such ballots. For absentee voting, meanwhile, the agency received 6,806 envelopes.

Amid surge in femicides, a call for new strategies to prevent violence against women

Pointing out that in just over two weeks four women have been murdered by their partners or ex-partners, Lisdel Flores Barger, the director of Hogar Ruth, urged governor-elect Jenniffer González Colón to call on various sectors of the government, private companies and nonprofits to form a united front with new strategies to stop femicides and violence against women.
“We can no longer continue to see, almost routinely, shocking deaths like that of the strangled woman who was then thrown out onto the street in a suitcase,” Flores said, referring to this past weekend’s slaying in Guánica of 37-year-old Annette Gaya Concepción, a crime for which her 25-year-old partner has been charged. “The value of the lives of women who are murdered because of an argument, because of jealousy, by sexist men who believe they own them is minimized. In just a few days there have been four femicides with women strangled, stabbed, shot. How many more do we have to see die in the place where they are supposed to feel safest, which is their home? How many more have to live with uncertainty and terrifying fear? The time has passed to unite in a true common plan to stop this absurd violence. We must save lives and create a society in which women and their children can live without fear.”
The director of Hogar Ruth, a community organization that has been serving the needs of survivors of domestic violence, sexual assault and stalking since 1984, highlighted that the governor-elect is sensitive to this

issue and as resident commissioner in Washington supported funding for the Hogar Ruth women’s shelter, where the development of an integrated center to provide an array of services to victims under one roof will proceed. “This center seeks to be an innovative model and does not currently exist in Puerto Rico, as we did with the successful project of a Montessori Development Center, the only one within and outside the jurisdiction of Puerto Rico that serves the children of survivors with a Montessori model integrating trauma management.”
Flores suggested that this type of initiative and others focused on prevention should be replicated, and ways of implementing them must be a priority at all levels of government and in all social sectors in Puerto Rico.
She noted that during the four-year period
since the PARE Committee was created, which in some instances was positive, more could have been done.
“Organizations like Hogar Ruth receive funds to work with the remedy and the funds are only intended to work with the service,” Flores said. “There is very little or almost nothing that we can do in terms of prevention and education. We recognize that this is everyone’s job, but we have fallen short as a country in campaigns that go to the core of the problem. I have maintained the importance of creating sustained campaigns through all the spaces of the services that are available and how these services are translated, which are those that a survivor can access to save their lives. For this, all sectors need a common goal so that the dissemination of guidance to victims of violence is necessary so that they can escape
from the unsafe environment. [This is] in addition to continuing to insist on education, among the many things that we lack.”
Just this month, when the International Day for the Elimination of Violence Against Women is to be commemorated on Nov. 25, killings of women have increased in Puerto Rico. Since Oct. 25, there have been four femicides: Claudia Martínez Suárez, 33, was strangled to death that day in her residence in Barrio Obrero; Janice Báez Gracia, 50, was shot to death in Hormigueros on Nov. 1; Yesenia González Ayala, 49, was stabbed to death in San Sebastián on Nov. 3; and Gaya Concepción, 37, was strangled on Saturday, Nov. 9 in Guánica and her body was thrown into the street in a cloth suitcase in front of a school. Their partners or ex-partners have been accused in the femicides, and some have confessed.
“At the shelter I run, Hogar Ruth, we save lives every day of women who escape with their children from an environment of violence,” said Flores, whose organization through its nine programs served 8,536 survivors and their children in 2023. “When speaking with the victims, I have seen the pain firsthand, the uncertainty and the restlessness. The first thing a victim mentions when receiving any of our services is to tell us that they were unaware of all this help and if they had known before they would not have been so afraid to leave. Leaving is difficult, but what happens in the process with us is truly hopeful. It is looking to the future with enthusiasm and betting on a new life that includes managing all the needs of the victim, their daughters and sons.”
Woman sentenced to 3 years in prison for $1.1 million fraud scheme

U.S. District Court Chief Judge Raúl Arias Marxuach has sentenced Zuleika Molina Orozco, the former comptroller of a not-for-profit sports and social club at a resort in Humacao, to 37 months in prison for a wire fraud scheme, according to a press statement issued Tuesday.
According to court documents, Molina Orozco was the comptroller of Company A, a not-for-profit sports and social club, and had access and control over Company A’s bank account, the statement said.
Between October 2019 and March 2022, Molina Orozco fraudulently made 39 unauthorized wire transfers from Company A’s bank account to three of her credit cards and
two unauthorized wire transfers to another bank account, all totaling $1,100,283.36. The money the defendant obtained from the fraud scheme was used to pay the defendant’s personal credit card expenses, to purchase a 2020 Ford F-150 truck, and to transfer money to other individuals.
She was sentenced last Thursday.
The defendant pleaded guilty to all eight counts on April 4 of this year. Molina Orozco also was ordered to pay restitution of $1,100,283.36, which corresponds to the money she obtained from the fraud scheme.
U.S. Attorney W. Stephen Muldrow of the District of Puerto Rico, and Rebecca C. González Ramos, special agent in charge of Homeland Security Investigations (HSI) made the announcement.

New health data portal represents ‘significant advance’

The Puerto Rico Department of Health launched a new data portal on Tuesday that replaces the previous dashboard focused on COVID-19, expanding access to information on infectious diseases, public health and epidemiological surveillance.
The portal is available at https://datos. salud.pr.gov/
“This portal represents a significant advance in our commitment to transparency and the availability of reliable data, ensuring that citizens have access to essential
information for their well-being,” Health Secretary Carlos Mellado López said in a written statement.
The new website allows users to consult and download data on various conditions of public interest, such as dengue, hepatitis C, influenza, HIV/AIDS and respiratory syncytial virus, among others. The tool facilitates informed decision-making for disease prevention and control, the Health secretary said.
The project, funded by the Centers for Disease Control and Prevention, is part of the Department of Health’s data modernization efforts to strengthen the public health response and ensure access to reliable and accessible information.
Senator asks for inspection of retaining walls

Sen. Marissa “Marissita” Jiménez Santoni requested on Tuesday that the Transportation and Public Works (DTOP) Secretary Eileen Vélez Vega inspect all the retaining walls on the expressways in the jurisdiction of Carolina, due to the possible collapse of one of the structures between Jesús M. Fragoso Avenue and the exit for the Plaza Carolina shopping center off the Román Baldorioty de Castro expressway. As reported by the STAR, Carolina Mayor José Aponte Dalmau called attention to the fractured and leaking
retaining wall in a Monday press release in which he said he had made his own request to DTOP to address the matter with urgency.
Jiménez also asked Senate President José Luis Dalmau Santiago to hold a public hearing to establish a program for evaluating retaining walls along roads and streets throughout the municipality of Carolina.
“DTOP is currently responding to this emergency,” the Carolina District senator said. “However, it can be understood that in the same way that the wall in question began to crack under the weight of the earth undermined
by the rains, there are other retaining walls on avenues and/or expressways in Carolina that could be in the same or near the same [condition].”
DTOP closed the aforementioned exit to assess the damage and begin a process of stabilizing the retaining wall.
“Given this reality and taking into consideration the urgency of ensuring the integrity of these structures near high-volume roads, I call on the DTOP secretary to order, in an expeditious manner, a study of all the soil retaining walls throughout Carolina,” said Jiménez, adding that she will make the request official in a letter to Vélez Vega.
“This is a matter of safety, to avoid a disaster.”
UPR to hold 29th Christmas Festival

University of Puerto Rico (UPR) President Luis Ferrao Delgado extended an invitation earlier this week to the university community and the general public to participate in the 29th edition of the UPR’s Christmas Festival (“Festival de Pascuas”).
Each year, the Botanical Garden in San Juan is the site of the University of Puerto Rico’s Christmas Festival, or “Festival de Pascuas.”
“We invite all to the UPR Botanical Garden, where you can enjoy an ample variety of poinsettia and choose your favorite, as well as local handicraft,” Ferrao said. “In addition, we will have an agricultural market, educational workshops, agricultural presentations and artistic performances.”
Each year, the UPR Botanical Garden welcomes the Christmas season with the family event. This year’s festival takes place Saturday, Nov. 23 and Sunday, Nov. 24.

California counts methodically as House control hangs in the balance

The nation is again waiting on California to finish tallying votes almost a week after Election Day.
The state has most of the remaining undecided races that will determine the balance of power in the House, and its slow vote-counting process has drawn greater scrutiny — and some scorn — as each day goes by.
While many states tallied the bulk of their ballots within hours of polls’ closing last Tuesday, California still had nearly 5 million to count going into this holiday weekend, just under one-third of all of the ballots that were cast there.
Leaders in California, the nation’s most populous state, defend the deliberate process as necessary to ensure that the tallies are accurate and that as many voters participate as possible. They say their generous provisions for voters give the public greater confidence.
The delay in full results has left Americans wondering why the balance of power in the House is yet to be known. It has also opened avenues for disinformation, with Democrats and Republicans seizing upon the incomplete results as evidence of voter fraud or manipulation.
Counting votes in California is not as simple as running ballots through a machine.
The state is one of a handful nationwide where every registered, active voter is mailed a ballot. Mail-in ballots take longer to process than those cast in person.
Election offices must verify that the signature on each envelope matches the voter’s signature on file. Instead of throwing out ballots that were filled out improperly, election workers in California spend days calling voters and giving them another chance to verify their signatures so that their votes can be counted.
This process, known as ballot curing, occurs in half of U.S. states. But because nearly all of California’s ballots are mailed or hand-delivered in envelopes, the verification process is more tedious than elsewhere.
And unlike most other states, California counts ballots that arrive up to a week late, as long as they were postmarked by Election Day.
Twenty years ago, only one-third of California voters cast ballots by mail, and 81% of votes were counted within two days of Election Day. In the primary election in March this year, when nearly 90% were cast by mail, only 59% had been counted within two days, according to an analysis by the nonprofit California Voter Foundation.
California gives counties 30 days to finalize their tallies, far longer than most states do. That means that counties can count at whatever speed suits them, hiring varying levels of reinforcements and drawing up different work schedules, as long as they finish by the deadline, said Secretary of State Shirley N. Weber, the top election official in California.
Weber said in an interview that she thought Califor-
nians were accustomed to a slower vote count and that other Americans became impatient only when there were national stakes, as is the case now with the House.
“That’s not our problem,” she said. “We go as fast as we can.”
California is responsible for the largest share of the outstanding ballots left.
Because Vice President Kamala Harris currently has 10 million fewer votes nationwide than President Joe Biden did in 2020, a handful of Democrats have made unfounded claims that Republicans must have caused millions of ballots for Harris to disappear. Some Republicans in turn have incorrectly asserted that the current count for Harris is a more accurate reflection of national support for Democrats and shows that Biden received fraudulent votes four years ago.
“Even actions that are actually just good-faith efforts to have a reliable election” can become fodder for conspiracy theories, said Eric Schickler, a political science professor at the University of California, Berkeley. “There’s a lot of suspicion and distrust of governmental institutions — this ends up playing into that.”
Weber said that she was aware that an information vacuum could lead to false narratives, but she did not think that providing results faster in California would do much to stop election conspiracists.
“They’re going to do that anyway,” she said. “The reality is that even things that have been resolved, they create stories about them. We want to count every vote.”
In 2022, it took two weeks to determine the winner of a tight U.S. House race in a Northern California district. In 2018, a long delay led then-Speaker Paul Ryan to question the integrity of the state’s voting system after Republicans lost several House contests in which it initially appeared that they would sail to victory.
As of Monday, nine of the 16 uncalled House races
that will determine control of the chamber were in California, including in Orange County and the Central Valley. Five are among the most hotly contested in the nation.
Alameda County in Northern California, which includes Oakland, has counted more slowly than any other large county in California and had tallied only about one-third of its ballots two days after the election. The county does not have any battleground House races, but The Associated Press determined Monday that the Oakland mayor and Alameda County district attorney had both been recalled by voters.
Election offices do not process ballots 24 hours a day. Many count during normal business hours and give workers days off before the counts are complete. In Orange and Marin counties, employees were working Saturday and Monday but not Sunday. In Contra Costa County, counters stopped working Friday and will start again Tuesday morning.
A rush of last-minute ballots compounded the state’s counting burdens. Many local election officials said far more ballots arrived on Election Day this time than did four years ago. That meant that workers had less of a head start on counting, officials said.
In Los Angeles, the most populous county in the United States, roughly 4 million voters cast ballots, with 1 million mailin ballots dropped off on Election Day, said Mike Sanchez, a spokesperson with the registrar’s office. Election workers had to finish staffing polling places and counting in-person votes Tuesday before they pivoted to processing those mail-in ballots.
The delays in California’s tally have most likely distorted the popular-vote tally in the race between Harris and President-elect Donald Trump, Schickler said. The current figures show Trump leading nationwide by about 3.6 million votes, but millions of Democratic votes have yet to be counted in California and other West Coast states.
Schickler said that Trump’s victory could ultimately look similar to Biden’s in 2020, with a smaller popular-vote win than there seemed to be on election night. Regardless, it will be difficult for Democrats to reframe the results for the public two weeks later.
“The narrative sets in and can be misleading, and California coming in so late contributes to that,” he said.

Ruben Gallego wins Arizona Senate race, defeating Kari Lake

Rep. Ruben Gallego, a Phoenix-area Democrat and military veteran, has won the Senate race in Arizona, The Associated Press said Monday night — a bright spot for Democrats after Republicans regained control of the chamber.
Gallego defeated his Republican opponent, Kari Lake, a fiery ally of President-elect Donald Trump’s, after leading her by sizable margins throughout the summer and the fall. The final result was much closer than some predictions, another sign of Republican strength throughout the country.
Gallego is a five-term congressman who grew up in a working-class Chicago family, working jobs as a teenager to support his family and sometimes sleeping on the floor of their apartment. He attended Harvard University and fought in the Iraq War as a Marine. He will become Arizona’s first Latino senator, replacing Sen. Kyrsten Sinema, an independent and former Democrat.
At a news conference in Phoenix late Monday night, Gallego, with tears in his eyes, referred to his humble roots.
“For the kids sleeping on the floor, dreaming about a better, better America and a better, better future, this victory is for you,” he said.
After going decades without electing a Democrat to
the Senate, Arizona’s voters have now done so in four successive elections, underscoring the state’s shift from reliable conservative stronghold to competitive battleground. Voters backed Sinema in 2018, picked Sen. Mark Kelly in a special election in 2020 and then elected him again in 2022.
But Gallego’s victory is perhaps the most notable from an ideological standpoint. For years, he was an outspoken progressive, and there were early questions about whether he would come across as too liberal to be elected statewide.
Gallego announced in January 2023 that he would challenge Sinema for her seat, after she angered Democrats by voting with Republicans to stymie key pieces of President Joe Biden’s agenda.
During his campaign, he caught two big breaks. One came when Sinema announced this year that she would not run for reelection, allowing him to consolidate the support of Democratic voters.
The other was the entrance of Lake, a former television anchor and vocal ally of Trump’s who rose to prominence through a divisive governor’s race in 2022, during which she insulted her fellow Republicans and championed Trump’s baseless election conspiracy theories.
Lake alienated many on the right with her tactics, especially after she filed a series of fruitless lawsuits contesting her 2022 loss. Republicans nevertheless mostly coalesced
around her in the GOP primary for Senate this year, giving Gallego as vulnerable an opponent as he could hope for.
Lake’s campaign did not immediately respond to a request for comment. On Election Day, she told reporters that she would “accept the results of the election.”
Gallego, who was once known for lobbing profanities at Republicans on social media, ran a disciplined campaign. He successfully rebranded himself as an even-tempered moderate, highlighting his veteran status and pitching himself as a pragmatic legislator who would focus on lowering costs for families and championing tribal water rights. Strategists also expected Gallego, because of his background and military experience, to perform better among Latino men — a group that Vice President Kamala Harris seemed to struggle with.
He enjoyed an enormous cash advantage over Lake, which enabled him to introduce himself to voters on his terms. He also crisscrossed the state, visiting all 22 of Arizona’s federally recognized Native American tribes.
Lake was an underdog throughout the fall, with polls showing her consistently trailing Gallego, even as Trump led Harris in Arizona.
She failed to land a decisive blow at the candidates’ sole televised debate, in early October. And in the waning days of the campaign, she was unable to generate a big moment that could swing the race.
Wildfire grows in New Jersey and New York, despite modest rainfall

Awildfire consuming a vast stretch of hilly forest along the New York-New Jersey border continued to grow earlier this week despite the first significant rainfall in nearly six weeks, fire officials said. Bone-dry weather and gusts of up to 40 mph are expected to sweep through the region Tuesday, raising the risk that the fire will continue to spread.
More than 3,500 acres were burning in New Jersey and New York as of Monday night, and the fire was expected to grow to more than 5,000 acres, a spokesperson for the New Jersey Department of Environmental Protection said.
About 20% of the New Jersey portion of the fire was contained, according to the state’s Forest Fire Service. It was not clear how much of the New York portion of the fire was contained.
The rain Sunday night, measuring just a quarter of an inch across the region, only temporarily slowed the fire’s growth, said Christopher Franek, an assistant division fire warden for the Forest Fire Service.
“We’re throwing everything we’ve got at it,” he said. “A lot of manual labor is choking on smoke and dust.” Five thousand acres is nearly 8 square miles — about a third the size of Manhattan.
Hundreds of firefighters from dozens of fire departments in both states are battling the blaze in a rugged patch of Passaic County in New Jersey and Orange County in New York near the Appalachian Trail.

fire has been a real struggle.”
The fire, which started Friday, claimed the life of an 18-yearold New York state parks worker over the weekend when a tree fell on him. No evacuations have been ordered, but about 10 structures are threatened in New Jersey, officials said.
The Jennings Creek fire is one of hundreds that have flared up in New Jersey, New York and Connecticut during a season of record-breaking drought. As mid-November arrives, trees cloaked in dead, dry late-autumn leaves have become towers of tinder.
Jay Engle, a meteorologist with the National Weather Service covering New York City and the surrounding area, said that not much had changed in the fire risk forecast.
“We got a little bit of a wetting rainfall, but as we go into tomorrow things are going to dry out again,” he said. Humidity levels as low as 35% are expected in the area Tuesday, and there is little chance of rain over the next week.
“If we got an inch of rain, it would quiet us down,” Engle said, “but unfortunately we have no relief in sight.”
The fires blanketed much of the New York City metropolitan region in acrid smoke over the weekend. The air quality improved somewhat Monday, with the State Department of Environmental Conservation reporting that the city’s pollution level was “moderate.”
In New Jersey, the Forest Fire Service has responded to more than 500 fires since early October, more than 10 times the number that the agency fought in the same period last year.
In Connecticut, authorities were monitoring 82 fires, including more than a dozen that had broken out in the past few days.
‘Worst economic nightmare has come true’: Europe braces for Trump

The outlook for Europe’s economy has been disappointing.
Last week — after Donald Trump’s victory in the presidential election — it got worse.
Deep uncertainty about the Trump administration’s policies on trade, technology, Ukraine, climate change and more is expected to chill investment and hamstring growth. The launch of a possible tariff war by the United States, the biggest trading partner and closest ally of the European Union and Britain, would hammer major industries such as automobiles, pharmaceuticals and machinery.
And the need to raise military spending because of doubts about the United States’ guarantees in Europe would further strain national budgets and increase deficits.
In addition, Trump’s more confrontational attitude toward China could pressure Europe to pick sides or face retribution.
“Europe’s worst economic nightmare has come true,” said Carsten Brzeski, chief economist at the Dutch bank ING. The developments, he warned, could push the eurozone into “a full-blown recession” next year.

With political turmoil in Germany and France, Europe’s two largest economies, this latest blow could hardly come at a worse time.
The same day that Trump’s victory was announced, German Chancellor Olaf Scholz effectively disbanded his coalition government over deep differences about spending priorities and deficits.
For Germany, which is already weathering a second year of recession, the economic challenges posed by another Trump administration are particularly acute. Its economy foundered after Russia invaded Ukraine in 2022 and the flow of cheap Russian gas — a key ingredient in the country’s industrial success — ended.
Germany is struggling on two fronts. Volkswagen, the continent’s biggest automaker and Germany’s largest employer, recently announced that it would probably close plants and lay off workers. Competition from Chinese electric cars has already bitten into the sector’s sales overseas and in Europe.
Leaders are torn between placating China or confronting it. The German government last month voted against the EU’s plan to impose tariffs as high as 45% on electric vehicles made in China. Other countries such as Spain abstained. A majority approved, and in response, China slapped new duties on European brandy, most of which comes from France.
Tit-for-tat tariffs between the United States and the EU would further dim the outlook for the auto industry. The United States is the largest market for cars exported from Germany, accounting for nearly 13% of the 3.1 million autos that it sold abroad in 2023.
Trump’s talk during the campaign of making the EU “pay a big price” for not buying enough American imports and imposing across-the-board tariffs of 10% or 20% may be a starting point for negotiations. Yet even analysts who expect him to take more modest steps say targeted duties on the auto industry are likely.
“Many in Europe have not yet fully understood what it means to think about geopolitics and economic policy together,” said Hildegard Müller, president of the German Association of the Automotive Industry.
Higher American tariffs, of course, reach far beyond Germany and the automotive industry to include Novo Nordisk, the pharmaceutical company behind Ozempic, as well as sectors such as food, wine, cheese, pearls, chemicals, nuclear reactors, glassware, shoes and more in more than two dozen countries.
Luisa Santos, deputy director of BusinessEurope, a lobbying group representing thousands of companies, warned that tariffs would raise costs and hamper investment.
“We’re still hoping that because of the importance of the economic relationship, they will be reconsidered and we won’t have them,” she said of tariffs. Direct investment from the EU in the United States totaled $2.4 trillion in 2022, which in turn created more than 3.4 million American jobs, according to the EU.
Currently, the average U.S. tariff for European imports is about 3% to 4%.
Meanwhile, higher U.S. duties on China, another of Trump’s trade promises, would probably encourage Chinese manufacturers to expand sales outside the United States, heightening competition with European producers.
European companies may look to set up or expand pro-
duction in the United States. Yet any manufacturer that uses materials imported from China would find costs rising no matter where their facilities were.
Vestas, a Danish company and the world’s leading wind turbine maker, said it was already increasing production at its two American plants in Colorado. More than 40% of its orders originated in the Americas in the three months that ended in September.
“The world has become different in terms of tariffs,” Vestas CEO Henrik Andersen said on a call with industry analysts last week. Vestas has already had to navigate tariffs that were imposed during the first Trump administration and the Biden administration, he said. “Which is why you try to exclude more and more volumes and more and more components from China origin when it’s about the U.S.,” he said.
The need for a coordinated EU response dominated last week’s summit in Budapest, Hungary.
“The sense of urgency is greater than it was a week ago,” said Mario Draghi, the former Italian prime minister who recently completed a report on European competitiveness.
Draghi called for increasing yearly public investment by $900 billion to enable Europe to reverse its stagnant economy and compete better with the United States and China.
More important now, he said, is to redouble efforts to link the bloc’s economies with a single capital market and by issuing common debt, proposals that have bred contention.
“Don’t ask what the U.S. can do for you, ask what Europe should do for itself,” Italian Prime Minister Giorgia Meloni said at the meeting. “Europe must find a balance. We know what we have to do.”
By the meeting’s end, leaders adopted a declaration promising to ramp up Europe’s competitiveness.
But whether the EU can turn those sentiments into reality remains an unanswered question given increasing political fragmentation within Europe and the rise of right-wing parties that are skeptical of giving Brussels more power.

Wall Street indexes dip with focus on economic data
Major Wall Street indexes closed lower on Tuesday as investors booked some profits from a post-election rally and turned cautious ahead of U.S. economic data due this week.
The three major indexes had rallied to record highs since the Nov. 5 U.S. election as investors bet on a boost to equities from President-elect Donald Trump’s proposed tax cuts and the prospect of easier regulatory policies.
But investor enthusiasm was dampened on Tuesday. European shares lost 2% as European Central Bank policymakers warned that increased tariffs from Trump would hamper global growth.
Some of the stocks expected to perform well under Trump gave back gains with shares in electric car maker Tesla falling during Tuesday’s session after rising nearly 40% since election day.
The small-cap Russell 2000 index lost ground after closing at a three-year high on Monday. And rising U.S. Treasury yields hurt equities as bond investors priced in Trump policies.
“The 10-year Treasury yield is kind of creating a headwind against the equity rally. There’s sort of these conflicting signals where investors are celebrating all of these growth initiatives but the bond market is pushing back,” said Jack Ablin, chief investment officer at Cresset Capital.
“The problem is between tariffs, tax cuts and immigration restrictions, it really is pushing on creating inflation pressure that the bond market can’t ignore.”
Russell Price, chief economist at Ameriprise Financial, said the decline in stocks overseas added some pressure to U.S. stocks, along with profit-taking ahead of inflation data.
“When we opened up already experiencing some downside with the very strong run that we’ve had, investors tend to look to take some profits just in case stocks continue to slide,” Price said.
On investors’ radar is Wednesday’s consumer price inflation data, followed by producer prices inflation and retail sales data later this week, as these could provide clues about the U.S. Federal Reserve’s policy path going forward.
The data presents a near-term risk to investments, said Price. “It very likely is contributing to a little bit of the downside that we’re seeing today.”
According to preliminary data, the S&P 500 lost 17.17 points, or 0.29%, to end at 5,984.18 points, while the Nasdaq Composite lost 16.00 points, or 0.08%, to 19,282.76. The Dow Jones Industrial Average fell 377.45 points, or 0.85%, to 43,915.68.
Markets have already dialed back expectations for interest-rate reductions over the next year, given strong economic data and the possible inflationary impact of some Trump policies.
Minneapolis Federal Reserve Bank President Neel Kashkari said Tuesday afternoon that U.S. monetary policy is “modestly restrictive,” with short-term borrowing costs continuing to slow inflation and the economy, but not by a lot.

Archbishop of Canterbury resigns over UK church abuse scandal

The archbishop of Canterbury, the Most Rev. Justin Welby, resigned Tuesday after a damning report concluded that he had failed to pursue a proper investigation into claims of widespread abuse of boys and young men decades ago at Christian summer camps.
Pressure had mounted relentlessly on Welby, who serves as the spiritual leader of 85 million Anglicans worldwide, after the report was published. Helen-Ann Hartley, a senior figure in the church and the bishop of Newcastle, called on him publicly to step aside, while Prime Minister Keir Starmer pointedly declined to back him.
Welby’s resignation brings to an abrupt end an eventful and occasionally stormy tenure, during which he became Britain’s best-known cleric, presiding over momentous public ceremonies like the coronation of King Charles III and becoming an impassioned voice on issues like migration.
But Welby struggled to hold together a church cleaved between progressives and traditionalists, and he was ultimately brought down by the same type of sexabuse scandals that have toppled leaders of the Catholic Church.
“It is very clear that I must take personal and institutional responsibility for the long and retraumatizing period between 2013 and 2024,” Welby said in a statement Tuesday, confirming that he had sought permission from the king to resign.
“I hope this decision makes clear how seriously the Church of England understands the need for change and our profound commitment to creating a safer church,” Welby said. “As I step down I do so in sorrow with all victims and survivors of abuse.”
The turmoil in the Church of England follows a cascade of scandals in the Catholic Church in which the failure to protect young people from predatory priests and the lack of proper investigations into accusations of wrongdoing have soiled the church’s reputation in several countries.
Under the Church of England’s rules, managing the selection of Welby’s successor falls to a committee known as the Crown Nominations Commission. It submits the name of a preferred candidate and a backup to the prime minister, who then advises the monarch on the appointment.
That process could take several

The impact of that abuse is impossible to overstate and has permanently marked the lives of his victims.”

months, experts on the church said, and it is cloaked in mystery. By custom, candidates for archbishop do not promote themselves for the job, whose roots date to 597. Welby, 68, confessed to astonishment that he had been chosen as the 105th archbishop. He has held the job since 2013 and was scheduled to retire in 2026.
Welby had navigated a bitter, yearslong debate in the church over how to treat same-sex marriage. The Church of England allows priests to bless same-sex couples, though it continues to debate a more formal recognition of these unions. But it was his handling of the sex-abuse scandal that proved his undoing.
Last week, the independent review concluded that the archbishop had failed to take sufficient action following reports of “abhorrent” abuse by John Smyth, a senior British lawyer, of more than 100 boys and young men since the 1970s and 1980s.
The report, compiled by Keith Makin, a former social services director, said that over four decades, Smyth became “arguably, the most prolific serial abuser to be associated with the Church of England,” operating in three countries, where he inflicted physical, sexual and psychologi-
cal attacks on as many as 130 people. He died in 2018 in South Africa.
The report criticized the actions of a number of people within the church. “Despite the efforts of some individuals to bring the abuse to the attention of authorities, the responses by the Church of England and others were wholly ineffective and amounted to a cover-up,” it said.
In a statement in response to Makin’s report, Welby said he had had “no idea or suspicion of this abuse before 2013,” but that he then “personally failed” to ensure that the claims of abuse were investigated properly. Welby said in 2017 that he had met Smyth but “wasn’t a close friend of his.”
Repeating an apology he made to the reviewers, Welby acknowledged that “he did not meet quickly with victims after the full horror of the abuse was revealed” by Britain’s Channel 4 in 2017.
From July 2013, the Church of England knew, at the highest level, about the abuse, it said, while Welby became aware of the claims against Smyth around August 2013, in his capacity as archbishop of Canterbury. It added: “There was a distinct lack of curiosity shown by these senior figures and a tendency toward minimization of the matter, demonstrated by the absence of any further questioning and follow up.”
The report said Smyth could and should have been reported to the police in 2013, a step that probably would have led to a full investigation; the uncovering of the serial nature of the abuses in Britain, involving multiple victims; and the possibility of his being convicted.
On Monday, before Welby’s announcement, Hartley, the bishop of Newcastle, told the BBC: “I think rightly people are asking the question, ‘Can we really trust the Church of England to keep us safe?’ And I think the answer at the moment is ‘no.’”
Amsterdam authorities say they expect more arrests related to violent clashes

Authorities in Amsterdam said Tuesday they expected to make more arrests in connection with what they have called antisemitic assaults on Israeli soccer fans in the city last week, as well as related confrontations and incendiary behavior by both sides.
In the city government’s first detailed report on the events, police said 62 people had already been arrested in connection with the violence, including 10 people who lived in Israel.
Most of the arrests were for minor offenses, authorities said: Forty-five people were issued fines for disturbing the peace, unruly behavior or being unable to show identification when requested by police officers. Nearly a dozen more cases remain under investigation. Four Dutch suspects are still being held on more serious charges, including two teenagers who are accused of assault and violence against riot police.
Authorities did not specify why the Israeli residents had been arrested.
Officials said they were still investigating whether the attacks had been organized.
“What happened over the past few days is a toxic cocktail of antisemitism, hooligan behavior, and anger over the war in Palestine and Israel, and other countries in the Middle East,” Amsterdam Mayor Femke Halsema wrote in the report. The findings were to be presented to the City Council on Tuesday.
The report offered only a few new details about the attacks and about the inflammatory behavior and vandalism by some Israeli fans surrounding a soccer match between Maccabi Tel Aviv and Ajax Amsterdam on Thursday.
It defended both the mayor’s decision to allow visiting fans to attend the match and the police response once violence broke out on Nov. 6. Officials say that 1,200 police were deployed to keep the peace Nov. 6 and Thursday, and that at least 500 officers were still on the streets after midnight those days.
Still, the report concedes that officers struggled to prevent attacks on Maccabi fans Thursday night after the match, which were carried out by assailants who quickly fled on electric bikes, scooters and on foot. They also did not stop what the report describes as some Maccabi fans using sticks to commit acts of vandalism in the city center.
The report details how, after the events of Nov. 6, the city tried to appeal to both UEFA, soccer’s governing body in Europe, and the Israeli government to remind fans that the
event was a sports match and should “not be mixed with politics.”
The report also described how tensions remained high in the city — and how threats persisted to its Jewish and Muslim communities. Officials said a man was thrown out of a taxi at 3 a.m. over the weekend for being Jewish. A synagogue received a bomb threat, which turned out to be false.
There were calls online to attack mosques, officials said, and another attempt to burn a Palestinian flag. On Nov. 6, before the match, a group of Maccabi fans stole and burned a Palestinian flag in central Amsterdam.
“Antisemitism can’t be answered with other racism: The safety of one group cannot be at the expense of the safety of another,” Halsema noted.
The report adds that city authorities took special precautions before the game, though the match itself was not considered especially high risk. None of the intelligence or terrorism watchdog groups the city consulted had raised the threat level, the report said.
Authorities highlighted that the match had coincided with the 86th anniversary of Nazi pogroms, which were officially commemorated in the city’s Portuguese Synagogue. It also noted that authorities permitted a pro-Palestinian demonstration close to the stadium that day.
Tensions started Nov. 6, both on social media and on Amsterdam’s streets. The report notes videos showing supporters engaging in “racist and hateful chants” against Arabs. Police arrested four people on suspicion of daubing pro-Palestinian graffiti at the soc-
cer stadium, which is outside the city center, at around 11 p.m.
Later that evening, about 50 Maccabi supporters, some with their faces covered, gathered in a downtown area. They pulled down a Palestinian flag hanging from a building.
The group then split up. Police report said that a number of the Maccabi supporters took off their belts and used them to attack the exterior of a cab. The report does not say if anyone was in the vehicle.
Around the same time, the report said a call had gone out on a chat group used by cabdrivers to gather at a casino where 400 Israeli supporters were present.
On the day of the match, the city appealed to taxi drivers and ride-share providers asking them “not to seek confrontation and not to be provoked.”
Officials reported there were more confrontations around 1 p.m. Thursday, the report said, when a large group of Israeli fans gathered on Dam Square, in the center of Amsterdam. Fireworks were launched — the report does not say by whom — but police were mostly able to keep the groups apart.
Around midnight, after the match, the report said, clashes intensified. A group of Maccabi supporters gathered back on Dam Square, some armed with sticks; some of the fans committed acts of vandalism, the report added.
Around this time, small groups of men spread throughout city center and carried out assaults on individual Israeli supporters who were not part of the big group of fans. Police, the report said, struggled to stop them because the assailants would “briefly attack Maccabi supporters and then disappear again.”
In a special council meeting following the release of the report, Sheher Khan, a prominent Muslim member, accused Halsema of not paying enough attention to the actions of Maccabi supporters. The mayor defended her response.
“Terrible things were said” by the fans, Halsema said, “but going on a ‘Jew hunt’ goes a step further. That means going through the city in an organized fashion, keeping each other informed, asking people their passports, seeing if they meet the criteria the perpetrators think fit Jews, and then beating them up. That is unacceptable.”
Halsema also said that “quite a lot has been shattered” in both the city’s Jewish and Muslim communities, and said the divisions between those communities were not characteristic of the city.
“I hope we will find the way up again,” she said.
Why Trump’s deportations will drive up your grocery bill

For the past few years, over and over, voters have told pollsters and pundits that they’re hopping mad about inflation. Well, we just elected a president who, if he follows through on two of his central campaign promises — across-the-board tariffs and mass deportation of immigrants lacking permanent legal status — will probably cause soaring inflation.
How will voters react?
I’ve written about the likely inflationary impact of Donald Trump’s policies. All of that still stands. But there’s an issue that I haven’t stressed as much as I probably should have: the specific effects of his proposed deportations on grocery and housing prices, both of which have been political flashpoints. First, a word about deficits to set the stage: The nonpartisan Committee for a Responsible Federal Budget estimates that Trump’s tax plans would add almost $8 trillion to the debt over the next decade.
Trump has claimed that he can make up for tax cuts with revenue from tariffs and huge cuts in government spending, but those claims are wildly unrealistic.
Deficits — contrary to what you sometimes hear — don’t always cause inflation. After the 2008 financial crisis, warnings about deficit-driven inflation proved wrong because (as basic economics predicted) deficits aren’t inflationary in a depressed economy. took place in an economy with depressed employment, and the inflationary impact was further mitigated by a surge in immigration, which expanded the labor force and helped create the capacity to meet higher demand.
However, with the economy starting from, essentially, full employment in his second term, Trump, with mass deportations, would degrade productive capacity, balloon deficits and — yes — bring inflation roaring back, keeping a grim pledge on punitive immigration policy while breaking one on providing relief to American consumers.
Here’s what I mean: If you’re upset about grocery prices now, see what happens if Trump goes after a huge part of the agricultural workforce; immigrants are around three-quarters of agricultural workers — and roughly half of them lack permanent legal status. (And do you really doubt that many workers legally here will be caught up in Trump’s threatened dragnets?) Immigrants living in the country illegally also play a large role in food processing. For example, they account for an estimated 30% to 50% of workers in meatpacking.
If these workers are deported, the food industry will probably have great difficulty replacing them. Even in the best case, the industry will have to offer much higher wages — and, of course, these higher wages will be passed on in higher prices.
(Oh, and while we produce most of what we eat, we also import a lot of food — whose prices would be raised by tariffs.)
And when it comes to the downstream economic effects of deportations, it’s not just about grocery prices; it’s also about the cost of housing. The answer to that problem is to build more housing units. But immigrants without legal permission are more than a fifth of the construction workforce, so deportations would severely hamper efforts to increase the housing supply. (And no, contrary to what JD Vance said, immigration hasn’t driven the recent spike in housing costs.)
Could we easily make up for the loss of these workers by replacing them with native-born workers? No. Employment among native-born adults in their prime working years is higher than it was at any point during Trump’s first term. There just isn’t a large pool of idle but employable native-born Americans to put to work.
What will Trump do if inflation rises? Bear in mind that his campaign was replete with false claims — about immigration, jobs, inflation, crime and more. And one of his go-to tactics for dismissing data that shows his claims are false is to insist that the data is fake.
So if he imposes high tariffs and follows through on his plans for an immigrant dragnet — and a crucial part of our workforce is decimated and Americans start to feel the inflationary consequences — don’t expect Trump to acknowledge that he miscalculated. The far likelier scenario is that he’ll deny reality or blame bad actors and try to order prices back down again. But if you think the president can just wave his hands and bring down the cost of a dozen eggs, I have news for you. (It may be worth noting that Hungary’s prime minister, Viktor Orban, whom Trump admires, has tried to suppress inflation

by imposing price controls, which backfired badly.)
And let’s not lose sight of the human component. The prospect of millions of people who’ve come to America to make a better life for themselves being rounded up and shipped out is ghastly. To borrow a phrase, the cruelty of Trump’s proposed deportations is part of the point. But to the extent that Trump has sold the idea that kicking out immigrants who lack permanent legal status would buoy the economic prospects of working- and middle-class Americans, this is yet another case in which his rhetoric, and his math don’t add up.
Inflation is by no means my biggest concern right now. It’s almost trivial compared with the threat that Trump poses — has posed — to our democracy. But it will matter a lot to many Americans, including many who voted for him, and the nation’s future will depend greatly on how they react if they come to find that they bought into a false belief in Trump’s ability to manage the economy.

Quincy Jones orchestrated the sound of America

Ihave this book called “The Complete Quincy Jones,” from 2008. It’s the sort of grand coffee table experience so ephemera loaded that it all but spills out photos and reproductions of letters and sheet music and newspaper clippings and report cards. It’s a book that requires a plan to transport it from a store to your house. Some of this stuff is affixed to the pages, as if Jones, who died Sunday, had assembled it just for me, even though my name’s nowhere near Oprah Winfrey’s effusive “thank you” note. One of the unglued news items, from a 1989 edition of The International Herald Tribune, has now become a bookmark that reads, inartfully: “Quincy Jones: Black Music’s Bernstein.”
It’s a constellatory, celebratory, classy volume, just like the music Jones devoted the majority of his 91 years to. As you make your way through, you realize how ubiquitous this man was. I mean, I knew he was connected. (Maya Angelou writes the preface. The foreword’s by Clint Eastwood, the introduction is by Bono and the afterword belongs to Sidney Poitier.) But not until I sat down with this thing could I truly appreciate something else: what a connector he was, human ligament.
a banger; the chanting and overdubs on George Benson’s “Give Me the Night”; all nine tracks on, say, my favorite Donna Summer album (“Donna Summer”); that chain saw noise that menaces Jackson’s “Speed Demon,” from “Bad”; or some of the way-up-here singing Charles May and Patti Austin do on “Ai No Corrida,” a hit jam from Jones’ own “The Dude.” The names were often the same: Greg Phillinganes, Paulinho da Costa, Michael Boddicker, Steve Porcaro, Rod Temperton. Herbie Hancock! I learned that the rhythmic squeak on Jones’ “Soul Bossa Nova” (now immortalized as the “Austin Powers” ditty) is the cuica.
That, of course, was also in the music. He played many brasses — sousaphone, trombone, tuba, horns — but settled on the trumpet and quickly became an ace arranger and producer, someone whose brilliance involves having it all figured out. His approach to music involved not simply the erasure of boundaries but an emphasis on confluence, of putting some of this with some of that, and a little of this thing over here. Bossa nova together with jazz, Donna Summer doing Bruce Springsteen, Eddie Van Halen and Michael Jackson. On records, for movies, in concerts, with “We Are the World” and Vibe magazine. Connections.
This wasn’t iconoclasm and, officially, it wasn’t civil rights, either. It was vision, curiosity and taste that aligned with civil rights. Jones didn’t want artificial boundaries dictating that vision. So what you hear in all of that music is a little bit of everything — African percussion and R&B rhythm ideas, percolating alongside fur-coat string arrangements and trans-Atlantic flights of falsetto. It sounds like whatever America is supposed to mean. Often, he was orchestrating the sound of America, complicating it while grasping what makes it pop. It’s worth considering how his music opens one of the most-watched television events ever broadcast (“Roots”) and his production is behind the bestselling album ever recorded (“Thriller”). Two titles that nail the depth and sensation of the Quincy Jones experience. But there’s another, related aspect of that experience, and it’s all over “The Complete Quincy Jones.” In just about every photo, he seems so happy to be wherever he is. Standing next to Hillary Clinton, chatting with Colin Powell, cracking up next to Nelson Mandela, perched beneath a conductor’s podium alongside Frank Sinatra and Count Basie. In one picture he’s
got an arm around Sarah Vaughan and the other around Chaka Khan. Elsewhere, he’s planting a kiss on Clarence Avant’s cheek; pressing his cheek into Barbra Streisand’s (she signed that one: “My big ole black butt is sticking out — isn’t it?”; and I’ll just say her dress is dark). A big spread on “The Color Purple,” which he produced and scored, includes a photo of him and Alice Walker, forehead to forehead. Then there’s the intriguing shot of him looking heavenward with Leonard Bernstein at, we’re told, the Sistine Chapel.
I know, I know: Sir, these are pictures. How else would he look? But there’s something going on here for me. On the one hand: I’m just dropping names. On the other: this was a Black man born in 1933 who somehow survived an ominous Chicago upbringing (he remembers somebody pinning a knife to his 7-year-old hand), and now here he is not simply moving and shaking but magnetizing and mattering. I’m sorry, but I have another name to drop. Jones’ middle one: Delight. His parents didn’t miss with that one. He radiated it. His music prioritized it.
Delight is a prime engine of his artistic achievement. Whenever I’ve felt torn about racing to a dance floor because a DJ just dropped a needle on “Don’t Stop ‘Til You Get Enough” or “Wanna Be Startin’ Somethin’” I set my sense of tarnation aside and remember the temperature of those songs, the unzipping opening bass line of the one and the climactic porchstomping breakdown of the other. Those are as much Jones’ songs as Jackson’s. I’m drawn to the arrangement of what I’m hearing, the newness of it, the ingenuity he cajoled, coaxed, coached and charmed from players and technicians.
I began studying liner notes on albums because I wanted to know who was making the sounds in music Jones happened to produce: the hand claps and flash of tumble-down-the-steps drumming that has helped keep Lesley Gore’s “It’s My Party”
Prolonged exposure to Jones’ process reveals that part of a producer’s job is casting. For instance, he discovered the personal delight of James Ingram’s voice and lured him from anonymous demo singing to R&B stardom. Ingram did for the impassioned “woo” what Marilyn Monroe did for moles. Jones could hear that and knew we’d clamor for it. You can see in that “We Are the World” documentary that’s been living on Netflix all year how much the warm tone of Jones’ sound is also a signature of his people management. In one scene, it’s clear what an exasperating job it can be to maintain that warmth. Jones is trying to get his superstar cast to please for two minutes stop talking to one another and listen to Bob Geldof’s explanation of the moral and humanitarian stakes of the long night these dozens of singers are about to spend together, belting. The sign urging them all to check their egos at the door was evidently his idea.
That, I suppose, is another thing about “The Complete Quincy Jones,” really about all of this man’s work. It’s miracle of egolessness. He’s so obviously proud of his endurance, longevity and almost peerless achievements (one of the many foldout pages showcases his extensive prize collection). It’s a pride that comes through in just about every production; you can hear it in his deployment of horns alone. However, this isn’t someone with designs on world ownership. It’s not a person aiming to put it on a string and yo-yo it. But it’s conceivable that some of his superstar-producer progeny have misinterpreted that ubiquity and delight. He embodied what he made. It wasn’t even that he was the world. The world was simply in him.

Behind a wall of trees, archaeologists discover a Maya city

East of the town of Dos Lagunas, past the major highway cutting through Mexico’s south, the forest rises up in a dense wall of grasping roots, spindly branches and veils of brown and green.
Beyond it lies the ruins of an old Maya city, barely a 15-minute walk from the busy roadway but until now unknown to archaeologists, its secrets cloaked over the centuries by unchecked foliage.
“It’s humbling,” said Marcello Canuto, an archaeologist at Tulane University and one of the researchers who have documented the site. “It’s how easy it is not to know what’s just another 100 meters beyond what you can see when the forest is intact.”
The team found the site not from the ground, but by scouring aerial scans taken for the use of ecologists. Upon close examination, the researchers revealed ruins with all of the hallmarks of ancient Maya.
“If you could design for a video game all of the classic features of a Maya city, they would look like this,” marveled Luke Auld-Thomas, a doctoral student at Tulane who spotted the site in the scans. “It’s got temple pyramids, a palace complex, big public plazas, reservoirs, dams, a broad processional causeway linking different complexes across hilltops.”
Auld-Thomas said the archaeologists also found the remains of residential buildings, terraces, field walls, garden areas, stabilized hills and other signs of human industry.
And at another site identified by the team, the researchers found a deep sinkhole connected to a partly collapsed cave system, and adjacent to that, an architectural complex surrounded by a ditch shaped like a cross.
“That is the canonical representation of a cave in Mesoamerican art, going back to the very beginning of Mesoamerican art,” Auld-Thomas said. “I don’t really know what else to make of it. I’ll describe it — and then I cannot venture an interpretation of what it means or when it dates to. It’s super strange.”
The ruins may have been unknown to researchers who spend
their days in search of just such finds, but some farmers in Dos Lagunas were “perfectly aware of the site’s existence,” Auld-Thomas said. He described his own discovery of it as something other than a mere accident — a “mix of deliberation and serendipity.”
The search began after he heard about other researchers using NASA data collected with lidar, a technology that uses airborne lasers to pierce dense vegetation. Among other things, it allows scientists to scan for hidden structures and landscapes.
“So I just set about digging on the internet, wondering if I could find another airborne lidar set like the one they had found,” he said. “Lo and behold, one turned up.”
He found lidar surveys collected over a decade ago by a group of ecologists mapping Mexico’s forests, and soon saw “a pretty substantial ancient Mayan city, right there mapped in detail.” The ecologists, he said, “were looking at the trees that cover
the city, and not the city itself.”
Auld-Thomas and his colleagues, who published their findings Monday in the journal Antiquity, call the city Valeriana, after a nearby lagoon. They estimate that it may have had a population of as many as 50,000 people at its peak, which was most likely around the end of the late Classic Maya era, probably between about A.D. 750 and 850.
Kathryn Reese-Taylor, an anthropologist at the University of Calgary who was not involved in the research, said she was “thrilled” by the findings. The work builds on growing evidence, like the discovery last year of another city hidden in the jungle, that the region — long understudied by archaeologists — had a dense and widespread population during the Maya period.
“It’s a sprawl,” Reese-Taylor said, comparing it to the spread of medium-size cities and their heavily populated exurbs and suburbs across North America. “Apparently, the Maya had the same kind of spread of dispersal.” Archaeologists have yet to reach Valeriana on foot, as another team led by archaeologist Ivan Šprajc did last year with the city discovered last year, called Ocomtún. The newly documented sites appear to be smaller than that city and the largest city of the region, Calakmul, but the findings bolster the idea that there was once widespread settlement across the region. As a map of the Maya Yucatán is slowly created, a dense mosaic of ancient cities, towns, villages, farms and earthworks is emerging.
“It is fascinating,” said Simon Martin, a political anthropologist at the University of Pennsylvania who was not involved in the work. “This demonstrates, to a high degree of confidence, that the landscape was heavily populated everywhere.”
Martin, an associate curator at the Penn Museum, said that the growing body of research in the region “has enormous implications for estimating the total population” of the Maya.
“It raises all sorts of questions, too,” he said. “I think it makes the collapse of Classic civilization even more mysterious: The more people there were, the more difficult it is to explain the massive depopulation later on.”

What does it mean to be immunocompromised?

Agrowing number of American adults have weakened immune systems, which can leave them vulnerable to severe illnesses.
Kaley Karaffa had just turned 28 when the reality of having a weakened immune system as a cancer patient started to sink in. A few weeks earlier, at an annual medical exam, Ms. Karaffa had expressed concern to her doctor about enlarged lymph nodes near her collarbone. Testing showed that Ms. Karaffa had a type of B-cell lymphoma, a cancer that affects the white blood cells, which are essential to fighting off infections.
“I had to become cautious about who I saw, the activities I was involved in and even the kind of food I ate,” Ms. Karaffa, who is now 38, said.
Even a seemingly minor threat like the common cold can lead to a serious illness in someone with a compromised immune system.For Ms. Karaffa, getting sick would also mean having to pause the clinical trial she was participating in to receive cancer treatment.
The Covid-19 pandemic made many people familiar with the term “immunocompromised.” But while public health messaging around Covid, flu season or even food-borne illness outbreaks may make those who are immunocompromised sound like a homogenous group with the same kinds of conditions and a similarly high risk of illness, there is a broad spectrum of vulnerability.
And their numbers appear to be going up. A study published this year suggests that about 7 percent of U.S. adults — or about 18 million people — have immune systems that are suppressed in some way, up from about 3 percent in 2013. Researchers have different theories to explain the rise in immune suppression. Some believe it may be caused by an increase in autoimmune diseases, while others blame increasing rates of cancer and chronic diseases that require immunosuppressive treatment and the broader use of medications that can impact the immune system.
“It’s no longer a niche group,” said Dr. Joshua Hill, a specialist who treats infectious diseases in immunocompromised cancer patients at Fred Hutch Cancer Center in Seattle. “These are people walking around in the community that you might not know are immunocompromised,” he added.
What makes someone immunocompromised?
Experts often liken the immune system to an army that protects you from foreign enemies, like viruses and bacteria, as well as domestic ones, like cancer cells. But some people have an immune army that is not working as it should, because they were born that way or because of something that occurred later in life.
Researchers have identified more than 430 so-called primary immunodeficiencies, rare conditions that are caused by genetic variants and weaken the immune system. Some of these can be detected through routine newborn screenings or other blood tests shortly after birth.
People with severe immunodeficiencies sometimes require bone marrow transplants, which essentially replace their
immune system with a new one from a donor. Both the nature of their illness and the treatment mean these individuals tend to be among the most immunocompromised, said Dr. Paibel Aguayo-Hiraldo, the medical director of transplant and cellular therapy at Children’s Hospital Los Angeles.
“Most of our young patients are home-schooled,” Dr. Aguayo-Hiraldo said. “They have to be isolated and try to prevent infections, limit who visits their home, and take other precautionary measures. For at least a year after a bone-marrow transplant, they must live in a bubble because any infection can be fatal.”
People who get certain blood or immune-cell cancers like leukemias, lymphomas or myelomas are also considered severely immunocompromised because both the disease and the treatment wipe out the immune system, Dr. Aguayo-Hiraldo said. Similarly, people who receive organ transplants have to take immunosuppressive drugs so their bodies don’t reject the new organ. This makes it hard to fight off infections, too.
Breast, prostate, lung and colon cancers don’t necessarily weaken the immune system. But some of the treatments for them can reduce the number of immune cells in the blood, Dr. Hill said.
n chronic conditions such as multiple sclerosis, lupus, rheumatoid arthritis and AIDS can also leave people mildly immunocompromised. These diseases are often driven by an overactive immune system that starts damaging the body’s own cells, making it less capable of fighting off actual pathogens, said Dr. Carl Fichtenbaum, a professor of infectious diseases at the University of Cincinnati.
Some of these diseases are treated with high doses of steroids, which reduce inflammation but can weaken the immune system if taken for too long. Others are treated with biologic medicines, which target specific disease pathways that may indirectly affect the immune system.

tibodies to fight off pathogens, and the defenses they do have may be deployed more slowly, Dr. Fichtenbaum said. How are your body’s defenses affected?
Depending on why someone is immunocompromised, different parts of the immune army may be temporarily or permanently out of commission.
Adriano Ortiz, 9, was born with Fanconi anemia, a rare genetic condition that predisposed him to an immunodeficient condition. Neither his T cells, which identify and attack pathogens, nor his B cells, which should remind the body how it dealt with past infections, were functioning properly. After a bone-marrow transplant in 2019, he had to remain in the hospital for more than a year to heal and avoid any infections. Even after that, he had to go back to the hospital every time he got sick over the next several years.
“I would mentally prepare for at least two days in the hospital every time he got sick,” said his mother, Eliana Ortiz.
Biologic drugs, such as those taken by people with rheumatoid arthritis, only block specific parts of the immune system, said Dr. Fichtenbaum. Some of these drugs may make patients susceptible to particular types of respiratory infections, while others may raise the risk of infections in the gastrointestinal tract or skin.
Many immunocompromised people are also unable to mount a strong response to vaccines. If vaccination produces 100 antibody “soldiers” ready to fight off Covid or the flu in a healthy person, it might produce only 50 in someone who is immunocompromised, explained Dr. Ziyad Al-Aly, the chief of research and development at the Veterans Affairs St. Louis Health Care System.
Data from Covid vaccines suggests that protection from antibodies also tends to decline more rapidly in immunocompromised people compared with healthy people. “They may need a booster dose after six months, while most of the rest of us may be OK getting vaccinated once every year,” Dr. Al-Aly said.
Does the immune system ever bounce back?
Luckily, it can recover from many types of damage. Once a person completes chemotherapy and achieves remission from cancer, or is able to stop taking biologics or steroids, the immune system can restore itself within a few weeks or months. If the underlying cause of immunosuppression is a condition like AIDS, antiretroviral therapy can help restore immune function by controlling the virus and giving the body time to make healthy immune cells again. For people with severely compromised immune systems, it can take months or even a few years for bone-marrow or stem-cell transplants to rebuild the immune system, Dr. Aguayo-Hiraldo said. And some people with genetic immune deficiencies and severe autoimmune disorders may need continuous treatment to both manage their disease and keep pathogens at bay.
Even people whose immune systems heal somewhat may have different levels of personal comfort with exposure to potential infection, Dr. Hill said.
After Ms. Karaffa was done with her cancer treatment, she had blood tests every few months to check how her immune system was recovering. She eventually resumed traveling and volunteer work, but she still carries hand sanitizer everywhere and puts on a mask whenever someone sniffles nearby. “I’m much more conscientious about the risk of illness than I was before,” she said.

Inter Miami, Messi and Martino are out: What went wrong and

Fireworks shot out from the rafters of Inter Miami’s Chase Stadium in Ft. Lauderdale on Saturday night, but there was nothing for the home team to celebrate.
When the final whistle blew, Inter Miami had been beaten 3-2 by ninth-seeded Atlanta United and eliminated from the MLS playoffs. Atlanta had taken the decisive Game 3 of the series and advanced to the Eastern Conference semifinals.
The pyrotechnics were an awkward way to end an otherwise successful season for Lionel Messi’s club. Wait. How can Inter Miami’s 2024 campaign be considered a success?
To go out at this stage of the playoffs is an embarrassment for a team whose notoriety has skyrocketed since Messi’s arrival in July 2023. In a temporary home stadium that has become a fortress for Miami this year, Messi and his teammates were eliminated by an opponent that was mediocre for most of the season.
After setting the MLS regular-season points record (74) and claiming the Supporters’ Shield, awarded to the club with the best regular-season record, Miami was, in the minds of many, obligated to win the MLS Cup final at the end of these playoffs on Dec. 7. So what went wrong? And what does this exit mean for the 37-year-old Messi and Miami’s manager, Gerardo Martino?
The 61-year-old Argentine Martino was forced to tinker with his lineup at the most inopportune moment of the season. The ever-reliable Sergio Busquets, suffering from a chest injury, was benched, and Yannick Bright, a ball-winning midfielder with polished possession skills, was unavailable because of a muscle injury sustained in Game 2 in Atlanta.
Messi stepped up Saturday, orchestrating the first goal of the game (scored by Matias Rojas) and then, after Atlanta took a 2-1 lead, scoring the equalizer himself. But the visitors’ winner came when midfielder Bartosz Slisz’s
powerful header stunned the Chase Stadium crowd with 14 minutes to go.
Miami had scored 79 goals during the regular season and routinely dominated possession, but its weaknesses were also there for everyone to see. Atlanta exposed Miami’s high line throughout the series and finished its chances clinically. Despite its regular-season success, Martino’s side had always been susceptible to the counterattack, and that vulnerability after losing possession cost them.
Miami’s ownership group of David Beckham and brothers Jorge and José Mas have spent more than $70 million on first-team signings, pushing the MLS salary cap rule to its limits. Messi, Busquets, Luis Suárez and Jordi Alba brought their spectacular resumes to MLS with one thing in mind: winning titles. A Leagues Cup trophy in 2023 set the stage for a storybook run this season.
With Martino at the helm, a manager accustomed to the brightest lights in world football after leading Barcelona and the Argentina and Mexico men’s national teams, Miami had all the tools, including home-field advantage, to win its first MLS Cup. To be out this early is a worst-case scenario for MLS and Apple, the league’s broadcast partner.
“It’s not a success when you lose in the quarterfinal round,” Martino said. “If one thinks about where we were last November, there has been progress for the club, not just the team. If one considers the expectations we had for these playoffs, we’ve come up very short.”
It’s simple to claim that the Inter Miami project has failed to deliver. But Miami is unlike any club MLS has seen since its inaugural season 28 years ago. The team’s success won’t be measured based solely on what it does on the field. In five years, Miami has gone from a startup with a handful of eager employees to a global brand with extraordinary reach. Messi will forever be linked to this club, a reality that will outweigh any trophy he may win in the United States.
An MLS Cup will never define Messi’s legacy — nothing he does while in Miami’s pink and black uniform will dent or strengthen the career of the sport’s greatest player. As Beckham said in 2023, Inter Miami succeeded when it signed Messi.
Beckham and Messi are linked in more ways than one. Beckham, the former England captain, didn’t win an MLS Cup until his fifth year in the league, following two loan spells with A.C. Milan. Beckham’s L.A. Galaxy followed up its 2011 triumph with another MLS Cup the following year, but Beckham may be

remembered most for the designated player rule that allows teams to sign stars outside of their salary caps.
Messi, an eight-time Ballon d’Or winner and World Cup hero for Argentina’s triumphant side in 2022, is also playing in MLS for reasons that go far beyond the touchline. Miami signed him to change the trajectory of American soccer, to become an icon in a country that still turns its back on the global game.
The marketing machine that Messi commands has made inroads in a nation cluttered with celebrity and mainstream sports. In February, Xavier Asensi, Inter Miami’s chief business officer, said the club had achieved revenue that was more than the preseason figures of Europe’s biggest clubs, with estimates near $20 million for a U.S. preseason tour.
Internationally, the Inter Miami project has been a smashing success, but in America, the Messi phenomenon has been normalized. It was almost unbelievable to suggest that he

would ever come to MLS. Now, after just 1 1/2 seasons, MLS fans complain of Messi fatigue.
On Friday, with Miami facing elimination, there was one lone television camera at its pregame media availability.
Other than the Diario Olé newspaper from Argentina, the global press, which had landed in Fort Lauderdale in hordes a year ago, was nowhere to be found. Inter Miami is covered by a dedicated group of local reporters, but on some days there are no more than two or three journalists at the training facility. It doesn’t help that Messi has given just one news conference (in August 2023) since arriving.
He has been a model teammate and a joy to watch, but his unwillingness to talk to the press has lessened his effect stateside. When Messi speaks, the world listens. When he doesn’t engage with the press in a country whose media landscape is dominated by sports talk shows that discuss anything but soccer, the silence, as they say, can be deafening.
In late October, in an interview with journalist Fabrizio Romano, Messi said his desired superpower would be invisibility. One can empathize with somebody whose life has been anything but private for more than 20 years. In Fort Lauderdale, thousands of miles away from the football paparazzi that followed him for years in Barcelona and Paris, after his move to Paris St.-Germain, Messi has as normal a life as he has ever had. But MLS cannot afford for him to go unnoticed in America.
This playoff loss against Atlanta proved that big moments can be fleeting. It’s no secret that Messi, who will turn 38 in June, is nearing the end of his illustrious career. He hasn’t ruled out playing at the 2026 World Cup, which will be held in the United States, Mexico and Canada. Messi’s contract with Inter Miami runs through the 2025 MLS season, a year before that World Cup and a year before the club’s new Miami-based stadium opens.
With that in mind, Miami’s early elimination puts additional pressure on the club’s owners to maximize Messi’s talent and his massive brand appeal. The clock, seemingly, is running out.
