







Four island Supreme Court justices rejected a Puerto Rico Privacy Association (PRPA) petition filed re cently seeking to overturn a lower court decision ordering the disclosure to the Center for Investigative Journalism (CPI by its Spanish initials) of yearly reports from beneficiaries of the “Act to Promote the Relocation of Investors to Puerto Rico,” or Act 22, a statute that has been part of the Act 60 Incentives Code since 2019.
Associate Justices Rafael Martínez Torres, Erick Kolthoff Caraballo, Roberto Feliberti Cintrón and Ángel Colón Pérez made the ruling, according to a statement Tuesday.
The CPI requested the reports, which “resident investors” must submit to the Department of Economic Development and Commerce (DDEC) every year as required. The reports break down each beneficiary’s per sonal and financial circumstances, such as the number of jobs created, the properties acquired and the time spent in Puerto Rico, among other data. The complaint asked for all information not considered personal.
As a result of the most recent court ruling, CPI would receive information regarding the total net worth
of resident investors under Act 22, the tax-exempt in come, if they own or rent any property in Puerto Rico, if they have a business established on the island and the number of days they are on the island. The CPI would also get the amount of annual contributions made to local nonprofit organizations as required by the law.
In August 2021, Superior Court Judge Alfonso Mar tínez Piovanetti ordered the DDEC to deliver the reports, except for certain personal data such as names, physi cal addresses, Social Security numbers and telephone numbers, which would be redacted or removed from the document before disclosure, as CPI had requested.
In June 2021, a three-judge panel of the Puerto Rico Court of Appeals affirmed Judge Martínez Piovanetti’s decision in favor of CPI after an intervening party in the case, the PRPA, an organization that claims to represent Act 22 beneficiaries, had filed an appeal.
Judges Laura Ortiz Flores and Giselle Romero García, along with Judge Rapporteur Waldemar Rivera Torres, sat on the Court of Appeals panel that reviewed Judge Martínez Piovanetti’s decision.
The PRPA, seeking to protect “the expectation of privacy” that Act 22 beneficiaries could have, argued before the Court of Appeals that the reports be turned over only with additional personal data redacted and requested that the information be disclosed only in an aggregated manner.
The Court of Appeals ruled that the PRPA failed to demonstrate “how the constitutional right to privacy can be invoked in the form or format in which said informa tion will be revealed,” particularly when Judge Martínez Piovanetti had already ordered the redaction of personal data from the reports and CPI had recognized in its law suit the confidential nature of the information. The court reiterated that not all the information in the reports can be classified as confidential and that the DDEC’s legal representation had acknowledged as much.
A CPI investigation published in June 2021 found that the Act 22 incentive has barely achieved any job creation and has had minimal economic impact when examining a random representative sample of 304 ben eficiaries, which constituted 10% of the 3,040 active Act 22 decrees at the time of the analysis. For almost eight years, there had not been any oversight by the authori ties over the tax decree holders and their compliance with the law.
The Inter-American University Law School’s Legal Aid Clinic and its attorneys Luis José Torres Asencio and Steven Lausell Recurt, as well as CPI counsel Carlos Francisco Ramos Hernández, represented CPI in the case.
Gov. Pedro Pierluisi Urrutia on Tuesday opened the Fiscal Summit, an event that brings together heads of government agencies and those in charge of their respective financial departments, in order to acquire tools to continue implementing strategies that result in savings, economic development, better services to citizens and government efficiency.
In his message, the governor listed the different initia tives that his administration has put into effect.
“It should be noted that this year 2022 has turned out to be one of the most important periods in our recent his tory and the starting point toward a new era of economic recovery, fiscal stability and social progress for all our people,” Pierluisi said in a written statement. “The end of bankruptcy, with the approval of the Debt Adjustment Plan [PAD by its Spanish acronym], and the new Fiscal Plan certified this year, have represented a change of course in the process of cleaning up government finances and the return to economic growth. Both for our Administration and for all our people, this has been an unprecedented achievement, whose positive effects will benefit every citizen on our island.”
The governor pointed out meanwhile that the restruc turing of the central government’s debt has meant that, with the consensus of the creditors and the Financial Oversight and Management Board, the amount to be paid was reduced by 80 percent, in order to better use the resources of the people to promote economic development, create jobs and make better opportunities viable for all in Puerto Rico. He noted that fiscal responsibilities are now being fulfilled, while the pressing needs of the people are being met. In addition, the debt restructuring makes possible the return of Puerto Rico to the capital markets, eliminates uncertainty and restores investor confidence in the island, which will
encourage investment, economic development and the creation of better job opportunities for all Puerto Ricans.
Pieluisi singled out, among fiscal health initiatives that have been implemented, the recent agreement reached by Treasury Secretary Francisco Parés Alicea with the federal government on the transition of the federal credit against the arbitration of the four percent tax to certain foreign companies, whose termination would have threatened the island’s budgetary stability.
As a result of all the achievements, government reve nues have consistently exceeded estimates, the governor said, even above the surplus established in the Fiscal Plan.
Likewise, Pierluisi stressed that better financial manage ment practices are being implemented and institutionalized to promote fiscal stability and budget balance.
The governor also listed the growth of economic activity indices, as well as the increase in manufacturing indices. Likewise, he highlighted the island’s economic growth, at four percent, compared to last fiscal year. In addition, it created 105,000 jobs in 20 months, making it the largest number of new jobs created by any government in less than two years. Currently, unemployment stands at 5.8 percent.
The labor participation rate, meanwhile, has increased by almost five points in 20 months, which supports efforts to increase productivity on the island, the governor noted. In the same way, important sectors of culture, the conservation of natural resources, the promotion of Puerto Rico as a tourist destination and tourism have been encouraged, he said, thanks to the strategic and responsible use of federal funds allocated to the island.
In addition, Pierluisi stressed that, in order to improve the quality of life of private sector employees, the mini mum wage of workers was increased, marginal benefits were restored and the Labor Credit was established, which rewards people for entering the labor force. It should be noted, he said, that the Credit for Dependent Minors has also reduced poverty on the island by 2 percent and it is estimated that that number may increase to seven percent or more, which translates into a benefit for families in Puerto Rico.
“We have unprecedented support from the federal government, through appropriations already budgeted for investment in our infrastructure and the reconstruction and modernization of Puerto Rico,” the governor said. “In fact, we are accelerating the outstanding disbursement of more than $60 billion in federal funds allocated for Puerto Rico’s recovery from hurricanes, earthquakes and the pandemic. The impact of reconstruction will be felt in Puerto Rico for at least a decade, and on that we will continue to build sustainable socioeconomic development for future generations.”
By THE STAR STAFFPuerto Rican Workers Central President Emilio Nieves Torres said Tuesday that the bonus from the debt adjustment plan that public employees will receive in December is nothing more than a “public relations exercise” that seeks to boost not only the image of Gov. Pedro Pierluisi Urrutia in the next elections, but also that of the Financial Oversight and Management Board.
“It is an adjustment plan that will lead us to a second bankruptcy,” Nieves Torres said in a radio interview. “Here we have two sectors doing public relations. First the gover nor who alleges that this bonus was achieved by his effort when it was granted by the [oversight] board, and second, the board itself doing public relations so that people say, oh how good the board is, with all the cuts and increases
that there have been in the country.”
Regarding the preferential treatment of workers rep resented by United Public Servants of Puerto Rico in the distribution of the bonus announced by the governor, Nieves Torres said the action is a lesson for those groups like the ones he leads, who have opposed the debt ad justment plans.
“It was a matter of dignity that we did not accept the offers made by the [oversight] board to endorse the debt adjustment plan,” he said. “They are penalizing those who were not willing to negotiate with the board, as was the case with the teachers, to whom they only wanted to give an increase of $425, and after our refusal they took to the street and managed to cause the increase to be $1,000. If they had sat down to negotiate, they would have surren dered their retirement system and had less money.”
Puerto Rico Electric Power Authority (PREPA) Executive Director Josué Colón Ortiz on Tuesday did not dismiss be coming the next director of LUMA Energy.
The television program “Jugando Pelota Dura,” citing unnamed sources, said Monday that Colón Ortiz might direct LUMA Energy. Recently, Gov. Pedro Pierluisi Urrutia said LUMA Energy was on probation and that he wanted to see changes in LUMA’s top management positions. LUMA Energy is the private operator of PREPA’s transmission and distribution system.
In a radio interview (Radio Isla 1320), Colón Ortiz said time would determine his next steps without ruling out that he would direct LUMA Energy.
“I never close any door,” he said when asked about taking the helm at LUMA. “I have worked in the public sector with great pride. I have also worked in the private sector, and we did it with great pride and dedication. And one should never, ever close off the possibility of any change, especially if, with that change, one can contribute to improving the quality of life of Puerto Ricans. That should be the goal in anything one does.”
“In my particular case, we have ded icated over 30 years to the energy system,” Colón Ortiz said. “Where will we continue to do it? Time will determine whether it is in the public or private sector.”
Some media outlets have published rumors about the PREPA chief moving to LUMA Energy for some time.

The Department of Natural and Environmental Resourc es (DNER) has acquired 44.13 acres adjacent to the Guánica State Dry Forest to prevent the land from being converted to non-forest uses, DNER Secretary Anaís Rodríguez Vega said Tuesday.
“Land acquisition is done in accordance with the Forest Legacy program of the Forest Service of the federal Department of Agriculture,” Rodríguez Vega said in a written statement. “The land will be added to the land comprising the well known forest.”
“These lands are necessary and of public utility within the criteria of the Forest Legacy program and in accordance with the public policy of the Government of Puerto Rico on
conservation and management of natural and environmental resources in harmony with ecologically sustainable economic development,” the DNER secretary said.
The acquisition “protects and improves water quality and supplies, protects habitat for wildlife, maintains habitat connectivity and related values to ensure biodiversity, and maintains and restores ecosystem functioning and forest sustainability, as well as the cultural and economic vitality of nearby rural communities,” Rodríguez Vega noted.
The official said the land was purchased at fair market value as determined by appraisal, and as required by the afore mentioned federal program. The $80,000 purchase granted to the DNER for Forest Legacy was made without reservation or limitations, she added. It was not announced from whom the land was purchased.
Pierluisi had said there had to be better communication with the public at LUMA Energy.
To date, LUMA has yet to report any management changes, although its president & CEO, Wayne Stensby, has made fewer public appearances of late.
Later on Tuesday, Pierluisi did not want to comment on whether Colón Ortiz should replace Stensby at LUMA Energy, but he did acknowledge that he is in negotiations on the terms and conditions for the permanence of the private consortium.
“Whoever decides who runs LUMA is LUMA,” the governor said when questioned by the press on the matter. “It is not my responsibility, nor is it the responsibility of the government. The responsibility lies with LUMA and its parent companies, which have to choose the management personnel.”
The governor, along with Colón Ortiz, was participating in the Puerto Rico General Contractors Association conven tion in San Juan.
Natural Resources Secretary Secretary Anaís Rodríguez Vega said the 44 acres of land adjacent to the Guánica State Dry Forest “are necessary and of public utility within the criteria of the Forest Legacy program” and in accordance with public policy “on conservation and management of natural and environmental resources in harmony with ecologically sustainable economic development.”
Rodríguez Vega said the acquired land cannot be sold, exchanged or transferred in any way and will be an integral part of the state dry forest.

The government, they said, was well aware and on notice from the very outset of its investigation that it would encounter a significant volume of privileged materi als, since the defendants in this case are Vázquez Garced, an attorney and former Puerto Rico governor, Herrera Velutini, an officer with multiple corporations, including banking entities in Puerto Rico and Europe, and Rossini, a former FBI agent who later worked as a consultant and who, according to many witness statements, provided in the discovery employed various law firms for legal advice and guidance.
By THE STAR STAFFFederal Judge Raúl Arias Marxuach granted on Tuesday a request from Julio Herrera Velutini and Mark Rossini, who were accused along with former Gov. Wanda Vázquez Garced in a corruption scheme, to stop federal prosecutors from us ing a “filter team” to review attorney-client and work product privileged electronic data obtained through search warrants.
“The filter team shall discontinue review of the electronically stored information at issue here until the Court rules on this mo tion,” the ruling said.
The judge held in abeyance a motion for return of property requested by Herrera Velutini and Rossini but ordered the govern ment to file a motion by Nov. 29 stating the filter team protocol currently in place and
whether any of the filter team’s members are employed by the U.S. Attorney’s Office for the District of Puerto Rico.
The lawyers for Herrera Velutini and Rossini had argued that the government only within the last several weeks advised them that it had been in possession of their privileged data (attorney-client and work product) for well over two years and only now within the last month commenced a “filter team” review of the electronic data.
“The volume of this data could rea sonably dwarf the size of the discovery produced to date, as it contains seized data from approximately 32 electronic ac counts and devices. It is not only surprising but profoundly concerning that this elec tronic data was not subjected to any filter team review prior to the indictment being returned in this matter,” the lawyers said.
“Given the volume and nature of the data, it is reasonably certain that it contains Brady [materially exculpatory evidence] which should have been evaluated and considered as to whether charges were even warranted in the first place.”
The materials were seized as a result of search warrants directed to Herrera Ve lutini’s and Rossini’s email accounts and iCloud backup of their phones. In the case of the email accounts and iCloud backups, the warrants were issued to third party electronic communications providers and thus, Herrera Velutini and Rossini did not receive any information.
“Herrera Velutini and Rossini reserve the right to challenge the search warrants for overbreadth or on other grounds,” the lawyers said. “The government’s untimely, lengthy, continuing, and arguably indis
“The very subject matter of the criminal investigation, which is highlighted over and over again in the indictment, involved regulatory audits of a financial institution in which attorneys on behalf of Mr. Herrera Velutini and his corporations were engaged in regular and ongoing, sometimes daily, discussions with a government regulator – a regulator which in fact worked at the direction of government investigators while it was directly interacting with Mr. Herrera Velutini’s legal counsel over the terms of the ongoing regulatory audits,” the lawyers said.
In spite of this, the government chose to indiscriminately seize the defendants’ email accounts and phones without judicially reviewed and authorized taint procedures incorporated into the warrants, they said.
“Only after Mr. Rossini’s and Mr. Her rera Velutini’s indictments and after the production of a portion of the discovery, the government suddenly revealed that it is in possession of privileged material,” the lawyers said.
Katie Hobbs, who as Arizona’s secretary of state stood up to efforts by allies of former President Donald Trump to over turn the 2020 election, has clinched a victory in the state’s race for governor, according to The Associated Press.
Hobbs, a Democrat, narrowly defeated Kari Lake, a right-wing former newscaster who was talked about as a future leader in a Trump-dominated Republican Party, in a bitter and closely watched race that became a final test of whether candidates molded in Trump’s image could win in battlegrounds. Lake, one of the most prominent purveyors of Trump’s lies about his 2020 election, followed several other election-denying candidates in defeat.
In a statement on her win, Hobbs rea ched out to voters who did not support her. “I will work just as hard for you — because even in this moment of division, I believe there is so much more that connects us.”
After the race was called Monday night, Lake did not concede defeat, instead sugges ting, without citing evidence, that the vote was marred. “Arizonans know BS when they see it,” she tweeted.
The contest was a study in contrasts of both style and substance, but the stakes for American elections and demo cracy were evident from the first.
Lake was a magnetic performer who began her cam paign echoing Trump’s baseless claims that the 2020 elec tion had been “crooked” and “corrupt.” She borrowed and sharpened Trump’s tactic of using the news media as a foil, routinely videotaping her interviewers or denigrating their news organizations. She taunted Hobbs as a “coward” and ridiculed her as “chicken” through the contest’s final days for refusing to debate her onstage.
She disparaged the late Sen. John McCain, who cham pioned a maverick brand of Republicanism, as a “loser” — again echoing Trump — and claimed that she and her followers had driven “a stake in the heart of the McCain machine.”
Hobbs, a mild-mannered elected official, rose to natio nal prominence when she stood steadfast against efforts by Trump loyalists to overturn the vote in 2020. On the stump, she often pointed to her refusal to give in to the “insurrectio nists” — protesters who at one point surrounded her home — as a sign that she was “battle tested.”
Hobbs often sought to stay out of the spotlight, and held fast to her decision not to debate Lake, saying she did not want to give a platform to an election denier and her lies. But even some of Hobbs’ own voters and allies expressed concerns that she was evasive and awkward in the limelight.
In the final stretch of the race, Hobbs continually
reminded voters of the larger issues at play, underscoring Lake’s staunch position against abortion and casting her own candidacy as essential to protect the future of elections. She told voters that supporting her amounted to choosing “sanity over chaos.”
For her part, Lake attacked the news media and cam paigned on culture-war issues, barnstorming the state with the other three top Republicans on the ticket and with rightwing supporters, including Steve Bannon, a former Trump adviser, and Sens. Tom Cotton of Arkansas and Josh Hawley of Missouri.
At a campaign rally just days before the election, Lake invited Wendy Rogers, a state lawmaker, on to the stage. Rogers was censured by the state Senate after giving a speech at a far-right conference with ties to white supremacy. Refe rring to Rogers, Lake said she would never back away from “fighters who love this state.”
In the end, it was Lake who struggled to defeat Hobbs.
The Republican Party of Arizona and other right-wing allies have been preparing for the possibility of a lawsuit, collecting testimonials from voters who claim they had pro blems at the polls Tuesday, most related to a printing problem that temporarily prevented tabulators from counting ballots. Republican election officials in Maricopa County have re jected any accusations of fraud or foul play and urged Lake to tone down her comments, insisting that the long process would ensure accuracy and that the election system was fair.
Lake lost by about 0.8 percentage points in a year in
which high inflation, President Joe Biden’s low approval numbers and historical trends favored Republicans. By contrast, Gov. Doug Ducey, who is term-limited as governor, trou nced his Democratic opponent by more than 14 percentage points in the 2018 midterm elections, when the national environment gave Democrats the edge. If Hobbs’ lead shrinks to 0.5% or less of the total votes cast, it would prompt an automatic recount based on a new Arizona law.
The outcome of this year’s race for go vernor carried serious potential implications for the 2024 presidential race.
Arizona’s governor is empowered to give final approval to the certification of the winner of the presidential election there, as well as to the selection of Arizona’s slates of presidential electors. The governor could also be either an ally or an adversary of right-wing Republican legislators who have already sought to give themselves the right to decertify the 2020 election and to appoint their own presidential electors.
Arizona has been at the center of cons piracy theories about the 2020 election since Biden won the state by more than 10,000 votes. All four of Arizona’s top Republican nominees on the statewide ballot, including Lake, ran in the mold of Trump and advanced his false claims of widespread election fraud.
Former President Barack Obama, who stumped with Hobbs, and other top Democrats framed the midterm elec tions in Arizona as a battle to preserve American democracy.
Rep. Liz Cheney, R-Wyo., vowed to do all she could to keep Lake out of office, and her leadership PAC inves ted $500,000 in a television ad urging Arizona voters to reject Lake and Mark Finchem, the party’s nominee for secretary of state, and their election denialism. Finchem was defeated by Adrian Fontes, a Democrat and former Maricopa County recorder, making him one of several election deniers who were running to take over elections who lost at the polls.
Federal prosecutors in Manhattan said ear lier this week that they would not bring charges against Rudy Giuliani in a longrunning investigation into whether he violated lobbying laws.
In a brief letter to the judge overseeing a review of materials seized during a search of Giuliani’s home and office last year, the prosecu tors wrote that “based on information currently available to the government, criminal charges are not forthcoming.”
The decision deals a major victory to Gi uliani, Donald Trump’s onetime personal lawyer and the former mayor of New York. Giuliani decades ago headed the U.S. Attorney’s Office for the Southern District of New York, which conducted the investigation with the FBI.
“Having seen all the evidence, I’m not at all surprised,” said Robert J. Costello, Giuliani’s lawyer, while adding that he was “very grate ful” to the prosecutors for publicly announcing their decision.
The U.S. attorney’s office and the FBI declined to com ment on the conclusion of the investigation, which was focused on whether Giuliani illegally lobbied the Trump administration on behalf of Ukrainian officials. Those same Ukrainians helped Giuliani impugn Joe Biden, who was then on his way to becom ing the Democratic presidential nominee.
The prosecutors’ decision to close the investigation without an indictment signifies the end of a sprawling legal and political saga that enveloped the United States and Ukraine, an ally. It upended Giuliani’s already unsteady reputation as a lawman and compounded pressures on Trump’s inner circle.
The move comes months after The New York Times reported that Giuliani was unlikely to face charges. Although prosecutors had enough evidence last year to persuade a judge to order the seizure of Giuliani’s electronic devices, they did not uncover definitive proof of wrongdoing in the records, the Times reported, citing people with knowledge of the matter.
Giuliani’s legal troubles are not behind him, however. He also faces federal and Georgia state investigations into his efforts to reverse the 2020 election results on behalf of Trump, and his

law license has been suspended in New York for making false statements about the election.
A spokesperson for Giuliani nonetheless suggested that the decision by the Southern District prosecutors indicated that his client had done no wrong.
“The mayor has been completely and totally vindicated,” the spokesperson, Ted Goodman, said in a statement.
While the investigation into Giuliani’s dealings in Ukraine began more than three years ago, it reached a turning point in April 2021, when federal investigators seized cellphones and computers from his Manhattan apartment and office. It was not only an escalation of the long-running inquiry but an extraor dinary step to take against a lawyer, let alone one who had represented a sitting president.
The investigation grew out of a case against two Sovietborn men who helped Giuliani pressure Ukrainian officials to investigate Trump’s rivals, including Biden and his son, Hunter, who had served on the board of a Ukrainian energy company.
The prosecutors charged the men, Lev Parnas and Igor Fruman, with unrelated crimes in 2019. Parnas, who turned on Giuliani and offered to provide evidence against him, was convicted at trial last year on campaign finance-related offenses and sentenced to 20 months in prison. Fruman pleaded guilty to campaign finance crimes and was sentenced to a year and a day.
On Monday, Parnas’ lawyer, Joseph A. Bondy, criticized the decision not to charge Giuliani.
“There has long been a criminal justice disparity in our country, which protects the elite,” he said, and “it comes as no surprise that Rudy Giuliani, the former U.S. attorney, mayor and president’s lawyer, will not be charged.”
At the heart of the investigation was Giuliani’s role in pushing the Trump administration to remove the U.S. ambas sador to Ukraine, Marie L. Yovanovitch. Trump recalled her in
May 2019, a move that was a focus of his first impeachment trial.
Prosecutors examined whether there was a quid pro quo: removing the ambassador in return for information about the Biden family that would benefit Trump.
Yuriy Lutsenko, a Ukrainian official, had butted heads with Yovanovitch, who had taken aim at corruption in the nation’s law enforce ment and government.
Federal prosecutors scrutinized Giuliani’s dealings with Lutsenko, who helped Giuliani and his associates as they tried to dig up dirt on Biden and push for Yovanovitch’s removal. Giuliani had discussions about taking hundreds of thousands of dollars in consulting business from Lutsenko, but ultimately turned it down.
Prosecutors suspected Giuliani was work ing not only for Trump at the time but also for Ukrainian officials who wanted the ambassador dismissed, people briefed on the matter told the Times last year.
It is a federal crime to influence or lobby the United States government at the direction of a foreign of ficial, business or citizen without disclosing it to the Justice Department. At least one of the search warrants for Giuliani’s devices specified that among the possible crimes he committed were violations of that law, the Foreign Agents Registration Act.
Prosecutions under the lobbying law increased dramatically during Trump’s presidency, driven in part by a Justice Department directive to enforce such laws more rigorously.
But prosecutors have struggled to convince judges and juries that the conduct charged in these cases amounted to federal crimes. Earlier this month, a jury acquitted Thomas J. Barrack Jr., a businessman and close adviser to Trump, on charges that he served as an agent of the United Arab Emirates.
The search warrants against Giuliani were subject to a political battle. In the final months of the Trump administration, senior Justice Department officials repeatedly sought to block the Manhattan federal prosecutors from securing them. They cited concerns, including that the search would be conducted too close to the 2020 election, the Times reported last year.
After the search warrants were executed in 2021, pros ecutors and Giuliani’s lawyers recommended that Barbara S. Jones, a former judge in Manhattan, be appointed to review the materials seized by the FBI in the searches of Giuliani’s home and office. Jones had played a similar role in the 2018 review of materials seized by authorities in the investigation of another former lawyer for Trump, Michael Cohen.
Prosecutors’ request for a “special master” reflected concerns about “unusually sensitive privilege issues” raised by searches of a lawyer for a former president.
On Monday, as part of an unrelated civil case that the New York attorney general recently filed against the Trump Organiza tion, a judge, Arthur F. Engoron, named Jones as the company’s independent monitor.
Four students at the University of Idaho were found dead near campus in what a local official described as a “crime of passion.”
Art Bettge, mayor of Moscow, Idaho, said in an interview that authorities were still investigating what had transpired but that the case was being treated as a homi cide. He said authorities did not believe that there was a “perceivable danger to the broader public” but he declined to say how the victims had been killed or whether a suspect was at large.
“With a crime of this magnitude, it’s very difficult to work through,” Bettge said, adding that police needed time to piece together what had transpired. “The overall assessment is that it’s a crime of passion,” he said.
Authorities said they responded to a call about an “unconscious individual” Sunday and discovered four dead people — three women and one man — at a house near the University of Idaho campus. On Monday, they identified the victims as Ethan Cha pin, 20, of Conway, Washington; Madison Mogen, 21, of Coeur d’Alene, Idaho; Xana Kernodle, 20, of Avondale, Arizona; and Kaylee Goncalves, 21, of Rathdrum, Idaho.
Cathy Mabbutt, the Latah County co roner, said that all four deaths were being considered homicides and that it was not a case of murder-suicide. Mabbutt said her office planned to conduct autopsies Wednesday. She said she could not share any information about how the victims had been killed without authorization to do so from police.
The University of Idaho confirmed that all the victims were students and canceled classes Monday.
“Words cannot adequately describe the light these students brought to this world or ease the depth of suffering we feel at their passing under these tragic circumstances,” Scott Green, president of the university, said in a message to students and employees.
The deaths occurred on the same day as a shooting at the University of Virginia that killed three members of the university’s football team and wounded two other people. That campus was locked down for 12 hours before police announced that a suspect, a 22-year-old student, had been arrested and charged.
Located in the rolling wheat fields across the border from Pullman, Washing ton, where the much larger Washington State University is located, Moscow is a college town of about 25,000 people. More than 10,000 students are enrolled at the University of Idaho campus, which focuses heavily on engineering and agriculture. The city has not recorded a murder since 2015.
The killings took place at a home in a neighborhood below a water tower embla zoned with the university logo. On Monday, police tape surrounded a gray house with several vehicles parked out front. Some of the students living in the neighborhood said they were leaving town, nervous about what had transpired.
Paige Carter, a senior public relations major who lives in a house nearby, said she and her roommate were headed to the airport. Several of her neighbors had already left.
“We’re just scared of the circumstan ces,” she said. “We haven’t really heard much information. So we don’t really know what to think.”
Bailey Briggs, a senior environmental science major who lives in another neigh boring building, said she had first learned about the case through the university’s alert system but had received little information on the case since then.
Though police have said there is no imminent threat, she said, many people are worried. “They say it’s a homicide — they’re 100% sure it’s a homicide,” she said. “But there’s ‘no threat.’ Like, what’s that mean?”
In a text message on Monday night, Kernodle’s older sister, Jazzmin Kernodle, said that she and her family were “confused and anxiously waiting” for updates on the investigation.
“They haven’t told us much other than it was a homicide,” she said of police. “We are hoping for more tomorrow.”
University officials said that counse ling resources were being made available for students and employees. A candlelight vigil was planned.
The four victims all appeared to have been close friends and had been involved in fraternities and sororities on campus, according to their online profiles.
On the same day as the killings, one of the victims, Goncalves, posted a picture to Instagram in which she and the three other victims posed together. In the photograph, Mogen wears an “Idaho” sweatshirt and sits
on the shoulders of Goncalves, while Chapin wraps his arm around Kernodle.
About two weeks ago, Kernodle had posted a series of photographs with Chapin for his birthday, including one in which the pair appeared to be dressed up for a costume party as the protagonists from the movie “Ratatouille,” with Chapin dressed as a cook and Kernodle as the character’s friend and co-worker, a rat.
“Life is so much better with you in it,” Kernodle wrote in a caption for the photos.
Jazzmin Kernodle said her sister was “so positive, funny and was loved by ever yone who met her,” adding: “She made me such a proud big sister, and I wish I could have had more time with her. She had so much life left to live.”
She said that the three other victims had been great friends to her sister, and that her sister had been “lucky to have them in her life.”
Egann Willis, a former classmate of Chapin’s at Mount Vernon High School in Washington state, said Chapin had been a great basketball player for the school team, the Bulldogs, and had graduated in 2021 before attending the University of Idaho.
“Ethan was the kind of kid who would light up a room and always had a smile on his face,” Willis said. “None of us can ac cept that this has really happened to such
an innocent individual.”
“Ethan was truly special,” said Jacob Perez, who first met Chapin when they were children playing sports together and then attended high school with him. “I don’t think I have a single video or picture of him where he isn’t cheesing ear to ear or doing something goofy.”
Perez said he was also in the dark about what had happened and was struggling to make sense of it. “He had everything going for him,” Perez said. “It’s really a shame.”
Jackie Fischer, owner of the Mad Greek restaurant in Moscow, said that Kernodle and Mogen had been servers there for a few years, working there two to three days a week.
Fischer said that Mogen, who accor ding to the university was a senior majoring in marketing, had helped her out with social media for the restaurant.
“I have a staff of 20 people or so who are confused and trying to figure out what happened,” Fischer said. “It’s a family-style atmosphere working here, and I spent last night fielding calls from mostly broken hearted staff.”
Fischer said she was putting together a dinner Monday evening as a remembrance for the victims. “We are grieving together as a family,” she said. “We are definitely in shock.”

Amazon plans to lay off approximately 10,000 people in corporate and te chnology jobs starting as soon as this week, people with knowledge of the matter said, in what would be the largest job cuts in the company’s history.
The cuts will focus on Amazon’s devi ces organization, including the voice-assis tant Alexa, as well as at its retail division and in human resources, said the people, who spoke on condition of anonymity because they were not authorized to speak publicly.
The number of layoffs remains fluid and is likely to roll out team by team rather than all at once as each business finishes plans, one person said. But if it stays around 10,000, it would represent roughly 3% of Amazon’s corporate employees and less than 1% of its global workforce of more than 1.5 million, which is primarily compo sed of hourly workers.

That news came so suddenly that re cruiters did not receive talking points for job candidates until almost a week later, accor ding to a copy of the talking points seen by The New York Times.
John Blackledge, an analyst at Cowen & Co. who has covered Amazon for a de cade, said his calculations showed Amazon’s core e-commerce business had been losing billions this year. “They need to review everything,” he said. “This is just not sustainable.”
Amazon would also become the latest technology company to lay off workers, which only recently it had been fighting to retain. The e-commerce giant more than doubled the cap on cash compensation for its tech workers this year, citing “a particularly competitive labor market.”
Changing business models and the precarious eco nomy have set off layoffs across the tech industry. Elon Musk halved Twitter’s head count this month after buying the company, and last week Meta, the parent company of Facebook and Instagram, announced it was laying off 11,000 employees, about 13% of its workforce. Lyft, Stripe, Snap and other tech firms have also laid off workers in re cent months.
Brad Glasser, an Amazon spokesperson, declined to comment.
The pandemic produced Amazon’s most profitable era on record, as consumers flocked to online shopping and companies to its cloud computing services. Amazon
But earlier this year, Amazon’s growth slowed to the lowest rate in two decades, as the bullwhip of the pandemic snapped. The company faced high costs from decisions to overinvest and rapidly expand, while changes in shopping habits and high inflation dented sales.
Amazon experienced a slight rebound in its latest quarter. But it has cautioned investors that growth could weaken again, possibly falling to its lowest pace since 2001.
The company has told Wall Street that it has tightened its belt in the past and can do so again. Amazon cut 1,500 jobs, including hourly workers, in 2001 during the dot-com crash, which amounted to 15% of its staff at the time. It also laid off a few hundred corporate employees in early 2018 after another period of rapid expansion.
Last week, Amazon executives met with institutional investors, according to three people, just as its stock sank to its lowest level since the early days of the pandemic, erasing $1 trillion in value since Andy Jassy took over as CEO last year.
Jassy, who previously ran Amazon’s lucrative cloud computing business, has been closely scrutinizing busines ses to trim costs quickly. He initially pulled back on a ware house expansion that was supercharged during the pande mic, then moved to other parts of the company.
In recent months, Amazon has also closed or pared back a smattering of initiatives, including Amazon Care, its service providing primary and urgent health care that fai led to find enough customers; Scout, the cooler-size home
Devices and Alexa have long been seen internally as at risk for cuts. Alexa and related devices rocketed to a top company priority as Amazon raced to create the leading voice assistant, which leaders thought could succeed mo bile phones as the next essential consumer interface. From 2017 to 2018, Amazon doubled staff on Alexa and Echo devices to 10,000 engineers. At one point, any engineer get ting a job offer for other Amazon roles was supposed to also get an offer from Alexa.
The company has sold hundreds of millions of Alexaenabled devices. But Amazon has said the products are of ten low margin and other potential revenue sources such as voice shopping have not caught on.
In 2018, Echo and Alexa lost about $5 billion, said a person with knowledge of the finances. When Amazon introduced new devices this fall in an annual event, it was notably more restrained than past years when it had featu red zany products such as a sticky note printer and $1,000 home robot.
Amazon’s retail business, which covers its physical and online retail business and its logistics operations, has been under strain after the surge of demand and breakneck expansion during the pandemic. The company has said it pulled back expansion plans, and has told investors it sees uncertainty with consumers.
“We’re realistic that there’s various factors weighing on people’s wallets,” Brian Olsavsky, the finance chief, told investors last month. He said the company was unsure whe re spending was heading, but “we’re ready for a variety of outcomes.”
The tech-heavy Nasdaq led Wall Street’s main indexes higher on Tuesday as data providing further proof of cooling inflation boosted bets of smaller interest rate hikes by the Federal Reserve.
The Labour Department’s producer prices index rose 8 per cent in the 12 months through October, lower than an estimated 8.3 per cent rise, according to a Reuters poll of economists.
Excluding volatile food and energy costs, the index rose 5.4 per cent on an annual basis last month after increasing 5.6 per cent in September.
The report follows softer-than-expected consumer prices data late last week, which sparked a massive rally on hopes of a less aggressive monetary policy.

Olena Naumova’s descent into two weeks of terror began in late Au gust, when three Russian soldiers with automatic rifles banged on her door in the occupied city of Kherson. She said they ordered her to turn over her gun. She had no gun.
“‘Don’t lie,’” she said the Russians warned her. “‘We will shock you with electricity. We will break your bones. We will put construction foam in your body.’”
Stunned, Naumova, a kindergar ten teacher who had posted some proUkrainian videos, said she felt herself go weightless as the soldiers threw a plastic bag over her head and dragged her to a car. Then they took her to an underground prison where she said she was interro gated, beaten and forced to hear screams emanating from other cells.
As Kherson celebrates its fresh lib eration after eight long months of Russian occupation, and as residents pour into its streets with bright smiles and shiny flags, disturbing accounts of torture and abuse at the hands of Russian soldiers are emerging as well, with people finally free to talk.
Several residents described being hauled off to underground torture cham bers, sometimes just for posting patriotic poems. Others said they had witnessed random outbursts of violence, such as Russian soldiers smashing young men in the face and sending them to the hospital — for no apparent reason.
Anyone suspected of belonging to a partisan underground group or spying on the Russians’ military positions was at grave risk, according to interviews with dozens of city residents as well as Ukrai nian military officials.
Soldiers crashed through doors or plucked people off the streets in tactics that seemed to belong to authoritarian re gimes from another era. It was all part of the Russians’ failed effort to turn Kherson, by force, into part of their motherland.
Ukrainian officials have said the Rus sians kidnapped more than 600 people and many are still missing. Residents also reported disappearances and kill ings, consistent with war-crime allegations
documented in Bucha, Izium and other Ukrainian cities where Russian President Vladimir Putin’s troops swept in, leaving behind smashed homes and mass graves.
But Kherson is now liberated territory.
On Monday, Ukrainian President Volodymyr Zelenskyy arrived for a sur prise, triumphant visit, calling the Russian retreat last week “the beginning of the end of the war.”
Outside the imposing regional ad ministration building that just days earlier had flown the Russian tricolor flag, he told a crowd of hundreds of people, some wrapped in Ukrainian flags, “Step by step, we’re coming to all of our country.”
But as in every other place taken back from Moscow’s forces, Ukrainians here now have to reckon with the trauma left behind. Zelenskyy said the Russians had committed more than 400 war crimes in Kherson.
“It was a city of fear,” said Olena Samofalova, an out-of-work salesperson who came to the main square Monday to “feel some of the positive energy.” Like many others here, she seemed in a daze, almost unable to believe that her coun try’s army and her president were strolling through the same cobblestone square that only recently had been full of glaring Rus sian soldiers.
Vyacheslav Lukashuk, a lanky, 27-year-old handyman, recalled how a dozen soldiers and officers of the Russian security service had burst into his home and thrown him facedown to the floor, screaming, “Where are your weapons?” and “How do you contact the Ukrainian army?”
They kicked him and beat him with ri fle butts, he said, and one soldier slipped a plastic bag over his head to suffocate him.
“It’s hard to call it an arrest,” he said. “They just flew in and started beating me. I said goodbye to my life at that moment.”
His offense? Spray-painting “Glory to Ukraine” on a bus stop.
Naumova was more of a thorn in the Russians’ side, by her account and those of other Kherson residents. In February, after Russian troops marched in, she start ed blogging furiously about the invasion, and took to TikTok to spread patriotic vid eos.
As the Russian occupation hardened, so did her messages. She called for the people of Kherson to rise up against the Russians. On the morning of Aug. 23, her mobile phone service was abruptly cut. Then the soldiers came, demanding, “Where is your weapon?” She replied, “Are you serious?”
On Monday, she was mobbed by friends and supporters as she visited the same main square as Zelenskyy, a Ukraini an flag victoriously draped over her shoul ders and a little one painted on her right cheek. Everywhere she turned, someone was waiting to hug her. They looked sur prised to see her alive.
“I was really worried about you,” said one woman as they embraced. The woman pulled back and looked into Nau mova’s face. “Are you OK?”
Naumova, 57, might seem like an un likely freedom fighter. For her entire adult life, she has been teaching kindergarten, a specialist in educating children ages 2-6. She blogged before the war, mostly on children’s topics. She grew up in the Kherson area and never moved far. But when the Russians came, she felt a revul sion boil up inside her that surprised even herself.
“I lived under the Soviet Union and I never want to go back to the So viet Union,” she said. “It was like prison camp.”
Divorced and living alone, she began raising money, including from Israel and the United States, to give to older people and those with disabilities living in Kher son and suffering under the occupation. Then she started making patriotic videos, first with children’s poems, then with speeches, then directly taunting the Rus sians.
She had a large audience: 105,000 subscribers on her TikTok channel. Some of her videos have been liked 380,000 times.
“I was making jokes, like ‘My dear Rus sians and FSB, you won’t take an old lady from kindergarten, will you?’” she said, mentioning the Russian intelligence agen cy. “My friends asked: Aren’t you scared they will take you?”
The last thing the Russians did to her, Naumova said, was try to extract the equiv alent of a few thousand dollars, way more than she had. She told them she would get the money from friends. Instead, she went into hiding.
On Monday, she seemed happy doing interviews with journalists and making the rounds in Kherson’s sun-soaked square.
“I can finally breathe,” she said. “It’s like waking up from a coma.”
One girl, a 14-year-old, was incarcer ated in an adult prison alongside drug offenders. A 16-year-old boy had his nose broken in detention after a beating by security officers. A 13-year-old girl was physically attacked by plainclothes militia who raided her school.
A brutal crackdown by authorities in Iran trying to halt protests calling for social freedom and political change that have con vulsed the country for the past two months has exacted a terrible toll on the nation’s youth, according to lawyers in Iran and rights activists familiar with the cases.
Young people, including teenage girls and boys, have been at the center of the demonstrations and clashes with security forces on the streets and university cam puses and at high schools. Iranian officials have said the average age of protesters is 15.
Some have been beaten and de tained, others have been shot and killed on the streets, or beaten in the custody of security services, and the lives of countless others have been disrupted as authorities raid schools in an effort to crack down on dissent.
Authorities are targeting thousands of minors, under age 18, for participating in the protests, according to interviews with two dozen people, including lawyers in Iran involved in cases and rights activists, as well as parents, relatives and teenagers living in the country. Rights groups say that at least 50 minors have been killed.
The lawyers and many of the individu als interviewed for this article asked not to be identified for fear of retribution.
The targeting of young people comes amid a broader crackdown on protesters in which 14,000 people have been arrested, according to the United Nations. On Sun day, state media said an unidentified person had been sentenced to death for setting fire to a government building.
But the Islamic Republic is unleash ing its wrath on its youth in ways and on a scale not seen during other protests that have rocked the country over the past two decades, the rights groups say. The nation wide uprising, largely led by women, has seen daily protests in cities across the coun try calling for an end to rule by hard-line clerics in the aftermath of the death of a 22-year-old woman, Mahsa Amini, in the custody of morality police in September.

al of Iran’s High Council for Human Rights, did not respond to questions about the gov ernment’s actions against youthful protest ers.
The government has responded to the youthful revolt with the same tactics it de ploys against adults: shooting and beating some to death; arresting and throwing oth ers into detention cells with adult inmates; and interrogating and threatening chil dren and their families, according to rights groups, parents and lawyers.
The 14-year-old girl detained along side the drug offenders had gone missing after attending a protest in the religious city of Qom. She was released on bail and was told she now has a criminal file and must be put on trial. The 16-year-old boy who had his nose broken had marched in a protest in the northwestern city of Tabriz, where the crowd chanted “Death to the dictator.”
“What makes these protests different is children are much more visibly present, displaying a bold determination to defy the establishment and ask for a better future for themselves,” said Diana Eltahawy, Amnesty International’s deputy director for Middle East and North Africa. “And they are using all the tools of repression at their disposal to crack down on them.”
Amnesty International said it had documented 33 cases of minors killed in the uprising, but the real numbers are likely higher. Iran-focused rights groups and the association for teachers say the number is closer to 50.
Lawyers and rights activists estimate that 500 to 1,000 minors are in detention with no clarity on how many are held in adult prisons.
At the juvenile detention facilities the children have been forced to undergo be havior therapy under the supervision of a cleric and a psychologist who tell the chil dren they have committed sins and they must accept their wrongdoing, according to lawyers and rights activists. In several in stances the children have been prescribed psychiatric drugs after resisting behavioral treatment, lawyers said.
In an audio message shared with The New York Times by a prominent Iranian human rights lawyer, Hossein Raeesi, a se curity officer said the government issued a confidential order demanding that all the cases involving children “must be handled by security and intelligence experts.” The officer added: “The situation of the children is extremely grave, the cases are slowly emerging.”
Schools typically considered a sanctu ary for children have suddenly turned into battlegrounds where students are at risk for simply attending class.
The Times documented 23 raids on high schools in cities across Iran, where plainclothes militia and intelligence agents interrogated, beat and searched students or where school authorities threatened or at tacked students.
In one incident, a Tehran elementary school was attacked last month when secu rity forces threw tear gas in its yard during recess because students were chanting antigovernment slogans, according to a parent whose third-grade son attends the school.
“My children are not safe on the streets, and they are not safe in school anymore. Every day I die from anxiety un til they get home,” said Sara, a 50-year-old mother of two teenage girls in Tehran who asked that her last name not be used. Last week, the school called to inform her that the plainclothes Basij militia planned a raid of the school and would demand access to the students’ phones. Sara did not send her daughters to school for two days.
Her 17-year-old daughter, a senior who asked not to be identified for safety con cerns, said she felt “empowered” because every day she has been protesting alongside her schoolmates by taking off their hijabs, banging on doors and chanting “Women, Life, Freedom.”
“They had told Amir that if you tell your parents we will arrest your father,”
In one of the most high-profile school incidents, the Basij militia last month stormed Shahed High School in the north western city of Ardabil and beat students, sending nine to the hospital in ambulances. Rights activists said a 15-year-old girl, Asra Panahi, was beaten to death.
But members of her family have pub licly toed the government line that she com mitted suicide by swallowing pills, which rights groups say is because of pressure from authorities.
“The families of children who are killed or arrested are under enormous pressure and threats to not tell the truth about their cases and not give their names,” said Yashar Hakakpour, director of the Canada-based Association for Defense of Azerbaijani Po litical Prisoners in Iran. He said he had been in contact with people close to Asra’s family and could confirm she was killed in the raid. “They think if they scare the parents, they can control the children too.”
The three countries that are home to more than half of the world’s tropical rainforests — Brazil, In donesia and Congo — are pledging to work together to establish a “funding mechanism” that could help preser ve the forests, which help regulate the Earth’s climate and sustain a variety of animals, plants, birds and insects.
The agreement, announced Monday and signed by ministers from the three countries, said they would cooperate on sustainable management and conserva tion, restoration of critical ecosystems and creation of economies that would ensure the health of both the people and the forests.
The plan has no financial backing of its own and was more of a call to ac tion than a strategy for how to achieve its goals.
The announcement comes as Brazil’s president-elect, Luiz Inácio Lula da Sil va, travels to Sharm el-Sheikh, Egypt, this week for the United Nations climate change summit, known as COP27.
Lula is set to address the gathering Wednesday. He has promised to end deforestation in the Amazon, which spiked under the leader he just defea ted, Jair Bolsonaro. Lula does not take office until January but decided to ap pear at the climate talks, where he is expected to receive a warm welcome.
Lula has also promised to give more representation to Indigenous people and make Brazil an environmental lea der on the global stage once again.
But Lula’s promises will be hard to keep. Brazilians elected the country’s most conservative Congress since the end of a military dictatorswhip in the late 1980s. Some of Lula’s fiercest critics are from the Amazon, where local lea ders who have profited from weakened enforcement of environmental laws un der Bolsonaro protested his victory.
The agreement announced Mon day says the countries will press for “payments to reduce deforestation.” It does not say who or what would pro vide payments, but it builds on earlier initiatives such as a flagship payout pro
gram sponsored by the United Nations that rewards countries financially for keeping forests intact. All three coun tries share their rainforests with multiple
neighbors.
Joaquim Leite, Brazil’s environment minister, said the goal of the partners hip was to attract private investors who
would offer money in exchange for as surances against deforestation.
“The most important point is that we can create a group to present the mi nimum standards for the asset of native vegetation, and a way to recognize and pay for this asset,” he said.
While reducing fossil fuel emissions is the most important part of tackling climate change, forests play a critical supporting role. Trees absorb planetwarming carbon dioxide through pho tosynthesis, storing it in their trunks, branches and roots. When trees burn or rot, they release the carbon dioxi de. That means standing trees can help temper climate change, while deforesta tion makes it worse.
The forest agreement also has impli cations for a U.N. summit next month in Montreal, where nations will gather to hammer out a deal to protect and restore biodiversity. Tropical rainforests are incredibly rich environments that are home to countless species, some of them still unknown to science.
International agreements to protect forests have yet to meaningfully change the trajectory of deforestation worldwi de.
The Amazon rainforest alone lost over 13,000 square miles of tree cover between 2019 and 2021, according to the National Institute of Space Research in Brazil.
In Indonesia, forest loss declined by a quarter last year from 2020, according to an April report from the World Re sources Institute. It was the fifth year in a row of falling totals. But deforestation continued to rise in the Congo, which lost 1.2 million acres last year, largely as a result of land clearings for small-scale agriculture and charcoal production.
At last year’s climate summit in Glas gow, Scotland, 141 nations, including Brazil and Congo, pledged to “halt and reverse” deforestation by 2030.
Tasso Azevedo, who helped create the Amazon Fund, one of the most suc cessful financial mechanisms to preser ve the rainforest, was unimpressed with the text of the agreement announced Monday. “There is not one paragraph about action,” he said. “And it’s signed only by ministers, very little impact.”
It’s easy to say what a triumphant midterm election would have looked like for opponents of abortion. The ballot initiative installing abortion rights into the Michigan Constitution would have failed. Prolife measures in Kentucky and Montana would have succeeded. And Republicans would have enjoyed a sweeping victory in both the Senate and the House, making talk of a “Roevember” backlash against the Dobbs decision obsolete.
In each case the reverse happened: The pro-life side lost every statewide ballot — in liberal California and Vermont as well as in the states just listed — and Republicans underperformed expectations. This has revived the summertime assumption that the Dobbs decision was a political disaster for the GOP. It’s confirmed professional Democrats in their abortioncentric campaign strategy. And it’s divided pro-lifers between optimists who think Republicans just need to learn how to message more effectively about abortion and pessimists who think the results revealed a movement “dead in the water,” to quote conservative writer Aaron Renn.
Let’s start with what the pro-life pessimists get
right. Tuesday’s results confirm the anti-abortion movement’s fundamental disadvantages: While Americans are conflicted about abortion, a majority is more pro-choice than pro-life, the pro-choice side owns almost all the important cultural megaphones, and voters generally dislike sudden unsettlements of social issues.
You can strategize around these problems to some extent, contrasting incremental protections for the unborn with the left’s pro-choice absolutism. But when you’re the side seeking a change in settled arrangements, voters may still choose the absolutism they know over the uncertainty of where pro-life zeal might take them.
However, when abortion wasn’t directly on the ballot, many of those same voters showed no inclination to punish politicians who backed abortion restrictions. Any pro-choice swing to the Democrats was probably a matter of a couple of points in the overall vote for the House of Representatives; meanwhile, Republican governors who signed “heartbeat” legislation in Texas, Georgia and Ohio easily won reelection, and there was no dramatic backlash in red states that now restrict abortion.
In other words, Republicans in 2022 traded a larger margin in the House and maybe a Senate seat or two for a generational goal, the end of Roe v. Wade. And more than that, they demonstrated that many voters who might vote pro-choice on an up-down ballot will also accept, for the time being, pro-life legislation in their states.
For a movement that’s clearly a moral minority, that’s an opportunity, not a death knell. Yes, blue and most purple states will remain pro-choice in almost any imaginable version of the 2020s, and some red states as well. But the fact that abortion is illegal with exceptions in 13 states, while heartbeat laws survived a key political test in Georgia and Ohio, is hardly an abstract or Pyrrhic victory.
My colleagues at The Upshot recently reported on data indicating that these restrictions prevented about 10,000 abortions across the first two months following the Dobbs decision. Pro-life scholar Michael New has suggested that the true figure is higher, based in part on abortion and birthrate data from Texas following the passage of its heartbeat law in 2021. But even just the lower figure adds up to 60,000 fewer abortions in a postDobbs year, thousands of babies across the bloc of prolife states who will live because Roe was overturned.
From the pro-life movement’s perspective, nothing is more important than making sure that bloc holds up.

Yes, you need effective swing-state strategies, and yes, the movement needs to push the national GOP toward a more capacious and generous family policy.
But even national efforts need to be especially concerned with what happens inside the existing prolife states. Can their life-of-the-mother exceptions prove flexible and humane? Can they find ways to improve maternal health? Can state policy and pro-life philanthropy offer alternatives to abortion that reduce the number of women crossing state lines to end their pregnancies? Can their pro-life coalitions hold up against internal pro-choice organizing and pressure from outside?
Above all, can they model a regional way of life, a mix of law and policy and culture, that seems attractive to the country as a whole?
A somewhat cynical view of abortion politics, in 2022 and beyond, is that the pro-life movement can sustain its gains so long as voters are effectively distracted, their pro-choice instincts muted by other economic or cultural concerns.
Another view, though, looks at the muddle of American opinion and sees a lot of people who would like to live in a society that protects human life in utero but think the full anti-abortion vision isn’t plausible, that in a modern society it just can’t be made to work.
That’s what the pro-life movement won for itself in this election, despite its more immediate defeats: a chance, in a big part of the country, to win some of these doubters to its side.

Los estudios indi can que los perfiles completos en internet tienen 2.7 más oportunidades de ser considerados y 70% más po sibilidades de atraer más clientes”, señaló Rivera.
Una de las ventajas del taller es que los comercian tes descubrieron varias opciones y plataformas donde pueden promocionarse a costos muy bajos, o incluso sin costo alguno. “Desde el que llegué a la Alcaldía, una de las prioridades ha sido maximizar las posibi lidades turísticas de Loíza. La relación de trabajo que tenemos tanto con la Compañía de Turismo de Puerto Rico como con Discovery Puerto Rico es excelente, y este tipo de talleres son parte de ello”, añadió Nazario

diciones especiales, quienes sufren por las detonaciones, dijo el comisionado de la Policía en declaraciones escri tas.
Este año la campaña anual No más balas al aire llevará el lema Respeta y valora la vida, mientras que la campa ña, que persigue desalentar el uso de la pirotecnia ilegal, tendrá como lema Hagamos historia, no más víctimas por pirotecnias.
Advirtió que disparar al aire es un delito que conlleva una pena fija de cinco años y hasta diez años con agravan tes. El Negociado de la Policía, durante este período, ha implementado estrategias de seguridad para prevenir este y cualquier otro delito que pretenda empañar el bienestar de nuestras comunidades.
Destacó que, en la despedida del año 2011 fue la últi
ma vez que se reportó una muerte por bala perdida. La víc tima inocente de este lamentable incidente fue la joven Kar la Michelle Negrón.

Growing up in Puerto Rico, Rauw Alejandro often hid the mix CDs his uncle gave him, which usually included expli cit lyrics, from his father. They featured puckish pop-punk bands like Blink-182 but also the precocious stars of underground, a synthesis of hip-hop and dancehall that predated reggaeton.
“Don’t even ask me about my outfits,” the self-described “emo reggaetonero” said, taking bites of a sandwich during a re cent phone call from Miami. Between photo shoots and studio sessions, he was racing to finish his third album, “Saturno,” which landed last week.
“They were horrible,” he said of his early wardrobe choi ces, which reflected his genre-mashing tastes. “They were like, studded chokers, but with white Air Force 1s.”
Now 29, Alejandro still has a nonconformist streak, but he also happens to be one of the biggest stars of Spanish-language music. Over the last six years, he’s garnered a reputation as a slick heartthrob; it’s not uncommon for fans to fling their bras onstage at his shows or squeal uncontrollably when he thrusts his hips during a dance routine.
But the playboy theatrics don’t tell the whole story. Alejan dro also has an imaginative, renegade approach to pop music. His songs soften the edges of R&B, dancehall and reggaeton and sprinkle them with the glitter of disco and synth pop.
Alejandro’s first studio album, “Afrodisíaco” (2020), built on the following he’d amassed on SoundCloud for his crepuscular collages of R&B and reggaeton. Its 2021 follow-up, “Vice Ver sa,” took a more audacious approach; it incorporated elements of drum and bass, deep house and disco, igniting conversations about reggaeton and electronic music’s long-standing intersec tions. He’s nominated for eight awards at the Latin Grammys on Thursday night.
Before his music career, Raúl Alejandro Ocasio Ruiz was a small-town kid growing up in Canóvanas, a mountainous and tranquil area of Puerto Rico a far cry from the bustling nearby city of Carolina, where he attended school. His father played the guitar, and his mother was a backup singer and dancer. When he was 12, his parents divorced, and Alejandro moved to Carolina permanently with his mother.
Music was never really a sure shot or even his long-term ambition: At first, Alejandro envisioned life as a professional soc cer player.
“I’ve always been a fan of going against the grain, like, ‘OK, everyone wants to play baseball and basketball, so I’ll play soc cer,’” he said. He dedicated his life to the sport when he was 7, attended the University of Puerto Rico on a scholarship and even moved to Orlando, Florida, to train for the semiprofessional USL League Two.
But at 21, he reached a crossroads. In spite of his com mitment, a professional career seemed unlikely to pan out. Di sillusionment, frustration and family financial troubles led him to shelve his soccer dreams. In the aftermath, music was his therapy.
“I’d start to record really bad songs,” he said with a laugh. “The creative part relaxed me a lot.” He started showing demos to his friends, including Kenobi, a high school classmate and fellow former soccer hopeful who is now one of his trusted producers and sound engineers. They encouraged him to share his music online.
Alejandro started uploading R&B tracks to SoundCloud around 2016, joining a local crop of unsigned but soon-to-be superstars, including Bad Bunny. Many of them drew inspiration from the darker threads of R&B.
“I identified a lot with that wave because I’m not a rapper,” he said.
“We were in another vibe, like, ‘We’re the cool boys. We’re doing different stuff,’” he added with a laugh.
In early 2017, he landed a record deal with Duars Enter tainment. But the next three years were far from linear: Hurricane Maria and its subsequent economic devastation hit Puerto Rico, forcing Alejandro to move back to the mainland briefly and take retail jobs to make ends meet. He eventually returned to the is land and in 2019 unveiled his debut EP, “Trap Cake, Vol. 1.” A year later, his first studio album, “Afrodisíaco,” arrived.
“Saturno” builds on the sparkling club textures that Alejan dro has explored in the past. But this time, he traverses the worlds of Miami bass, late ’90s underground, and ’80s and ’90s frees
with.”
Tainy, a modern architect of reggaeton who worked on “Saturno,” said Alejandro’s punctilious, concept-driven approach sets him apart in the industry and ups the ante for his peers.
“It’s more like, ‘Let’s create a piece of art in terms of the al bum — not just the songs but the aesthetic of the production that comes with it. What’s the message behind it, the concept, videos, artwork?’” he explained in a video call. “I really feel it puts the pressure on everybody else.”
Alejandro knew he wanted a nostalgic touch for this record and something that would make for a dynamic live show. While other recent pop releases, like the Weeknd’s “Dawn FM,” have explored past imaginings of the future, the focus has often been synthwave or ’90s house.
“No one had gone into that corner of ’90s freestyle,” he explained. That influence suffuses the entire record: There is the throwback thump of “Verde Menta,” which lands like a propul sive revamp of an Exposé track. On the Susana Estrada-sampling “Más de Una Vez,” Alejandro’s caramel falsetto floats over carbo nated digital synths and drum machines.
He also recruited reggaeton forefather DJ Playero, whose underground mixtapes were essential to the genre’s proliferation in the ’90s. “Punto 40” and “Dejau” interpolate some of Playero’s live performances, albums and street mixes, while the explosive hometown anthem “De Carolina” riffs on excerpts from the foun dational tape “Playero 38,” like “La Gente Sabe,” by the duo Mai col y Manuel. Alongside his producers, Alejandro worked with Playero to help shape the tracks.
“If I’m using these sounds, if I’m using these colors, I want to show respect to the people who did it,” Alejandro said. “I try to make it alternative and new and a modern fusion, but still res pecting the codes of the old school.”
Alejandro’s go-to producers, including Mr. NaisGai, Ca leb Calloway and Kenobi, appear on “Saturno” too. Alejandro brought the crew a playlist as a mood board, compiling referen ces he was interested in exploring on the record. While he had provided general direction for the sound of his projects in the past, he had never been directly involved in beat-making or pro duction. This time around, he said he coproduced about 80% of the album under the alias El Zorro.
“It was one of my goals as an artist not to stay boxed in,” he said. “I’ve always had this hunger to learn anything I can.”
Kenobi noted that Alejandro has always been indefatiga ble — in school, music and life.
“You always want to work with people who — not even work, surround yourself with — people who fill you with life, with ambition,” he said in a video call. “Without you reali zing it, he brings out the best in you.”
For Tainy, Alejandro’s ability to erode boundaries feels like a new moment in mainstream Spanish-language pop. It’s “a point in time where we’re so free and open to try new things, where 10 years before, it wasn’t the same,” he said. “The weirdos are coming out as the thing right now.”

But once October came around, Julio Rodrí guez of the Seattle Mariners and Michael Harris II of the Atlanta Braves not only were the starting center fielders for their playoff teams but both had signed contract exten sions that promised to keep them in place into the 2030s.
On Monday, Rodríguez and Harris, both 21, won MLB’s Jackie Robinson Rook ie of the Year Awards, which are presented annually by the Baseball Writers’ Associa tion of America.
For Rodríguez, who spoke boldly be fore the season about his ability to find per sonal and team success with Seattle, which had not made the playoffs since 2001, the American League award seemed predes tined. He struggled to hit in his first month, but ended up batting .284 with a .345 onbase percentage, 28 home runs and 25 sto len bases.
Mike Trout, for the 2012 Angels, and Chris Young, for the 2007 Diamondbacks, are the only other major leaguers to record a season of at least 25 home runs and at least 25 stolen bases as a rookie.
“I went through some shaky times at the beginning of the year, but I was able to stick to myself, trust myself,” Rodríguez said in an interview on MLB Network. “All the doubts I had throughout the year, I know it’s going to serve me well along my career.”
With his big personality and exciting blend of speed and power, Rodríguez was the AL’s rookie of the month in May and June before being named to the All-Star team in July. His popularity soared after he launched 81 home runs over three rounds in the Home Run Derby, losing in the finals to Juan Soto.
“It’s like a dream,” Rodríguez told re porters after his All-Star selection. “It’s like a dream that I had as a kid, and being able to receive that right now, in my first year, I’m definitely excited about the work that I’ve done.”
The accolades continued, and the Mariners placed an enormous bet on Ro dríguez’s future in August by agreeing to a massive (and complicated) contract exten
sion that guarantees him $210 million over 12 years but could be worth up to $470 million if he hits certain benchmarks.
Rodríguez’s charmed season culminat ed with the Mariners snapping their 20-sea son playoff drought, which was the longest in the major men’s American team sports leagues. Seattle beat the Toronto Blue Jays in the wild-card round but lost to the Hous ton Astros in a division series.
With 29 of 30 first-place votes, Rodrí guez held off the AL’s other two finalists, catcher Adley Rutschman of the Baltimore Orioles and outfielder Steven Kwan of the Cleveland Guardians, as well as Astros shortstop Jeremy Peña, who was not a fi nalist for his work in the regular season — he finished fifth behind the three finalists and Kansas City’s Bobby Witt Jr. — but who was the Most Valuable Player of the AL Championship Series and the World Se ries.
Harris, a third-round pick in 2019, did not arrive with the same hype as Rodríguez
— MLB.com ranked him as the 65th-best prospect in the minor leagues before the season — but he continued a long tradition of Atlanta’s finding gems in its own back yard: He once starred at Stockbridge High School, about 40 miles south of Truist Park, in suburban Atlanta.
“It’s crazy,” Harris said in an interview on MLB Network. “Being in Atlanta, grow ing up here and just even being able to stay with the home team and playing for a team I grew up rooting for and going to games for all the time. It’s a really crazy moment, but I definitely didn’t have this one as one of my goals.”
After batting .305 with an .878 on-base plus slugging percentage over the first two months of the season at Class AA Missis sippi, Harris was promoted to the majors. He proved he could help the team with his bat, legs and glove: He was the National League’s rookie of the month in June, Au gust and September.
Despite playing only 114 games, Harris
hit .297 with 19 home runs, stole 20 bases and scored 75 runs. In the field, he tied for the fourth-most defensive wins above re placement among center fielders, accord ing to Baseball Reference, but he played far fewer games than the players ahead of him on the list.
Continuing a recent trend of aggres sively pursuing long-term deals with its young stars, Atlanta locked up Harris in Au gust with an eight-year, $72 million exten sion that has him under contract through 2030 with club options for 2031 and 2032.
With 22 of 30 first-place votes, Harris held off the NL’s other two finalists: team mate Spencer Strider, a right-handed start ing pitcher who also signed a lengthy con tract extension with the team, and Brendan Donovan, a utility player for the St. Louis Cardinals.
Awards season was to continue this week with the manager of the year awards on Tuesday, the Cy Young awards today and MVP awards Thursday.
Last week, when a certain Jimmy Johnson said he was not yet sold on the Philadelphia Eagles, despite their 8-0 start, guard Landon Dickerson was baffled.
“Who’s this guy?” Dickerson asked his teammate Jordan Mailata, per The Philadelphia Inquirer. “The NASCAR driver?”
No, Mailata explained. This was Jimmy Johnson, who was behind the wheel for two Super Bowl victo ries while coaching the Dallas Cowboys in the 1990s. Not Jimmie Johnson, who wears the helmet of a differ ent sport and makes his living turning left.
Perhaps Dickerson, 24, could be excused for the confusion. He was not yet born when Johnson won his last Super Bowl ring. Still, Johnson, now a Fox commentator, had a point. His skepticism arose from the Eagles’ tendency to score a flurry of points early in games, only to struggle later when opponents grew more familiar with and resistant to Philadelphia’s runpass option offense led by quarterback Jalen Hurts.
This torpor was evident again in the Eagles’ first defeat of the season, a 32-21 loss at home to Washing ton on Monday night. Philadelphia took a 14-7 lead in the first 13 1/2 minutes, scoring the touchdowns on a short run and a jump-pass by Hurts. Washington ran off the next 16 points to take an insurmountable lead, and Philadelphia scored only once more, in the third quarter. After scoring 133 points in the second quarter of its first eight games, the Eagles managed zero on Monday.
It was a collective defeat, caused by penalties, un characteristic fumbles by a team leading the NFL in turnover differential, an interception thrown by Hurts at the Washington 14-yard line and the inability of Philadelphia’s defense to stop a Washington offense that controlled the ball for 40 minutes and 24 seconds of the game’s 60 minutes. On a chilly night, there was nothing crisp about Philadelphia but the weather.
Futility continued until the game’s final play, when the desperate Eagles began lateraling the ball and Washington defensive end Casey Toohill scooped up a backward toss by Philadelphia receiver Devonta Smith near the goal line and sauntered into the end zone.
Philadelphia’s loss guaranteed that for the 50th consecutive year — since the 1972 Miami Dolphins — the NFL will not finish a season with an undefeated team.
“We played like crap,” Philadelphia coach Nick Si rianni said bluntly. “We made our own luck today and it was bad.”
Because of the vagaries of scheduling, the Eagles were playing only their third game in 29 days. Rust,
though, did not explain Philadelphia’s familiar offen sive lethargy as the game progressed or Washington’s ability to control the ball with long, sustained drives.
The Commanders (5-5) converted 12 of their first 16 third-down plays. Quarterback Taylor Heinicke (12 of 21 for 145 yards) punctured the Eagles’ zone defense, hitting receivers as they ran freely over the middle and throwing precise passes along the sidelines.
Kicker Joey Slye hit field goals of 44, 58, 32 and 55 yards with unblemished accuracy. And the Com manders, well, commanded the game with 152 rushing yards. Philadelphia’s defensive line has been left sus ceptible by an ankle injury to its best run-stuffer, Jordan Davis, the 6-foot-6 inch, 336-pound rookie. Running has become a prescription for the Eagles’ opponents in seeking victory.
“That’s going to happen until we stop it,” defensive end Brandon Graham said.
The victory continued an impressive recovery for Washington’s rookie running back, Brian Robinson, who was shot in the right leg and knee on Aug. 28 in what police said was an attempted robbery or carjack ing while he was out to dinner. Robinson underwent surgery and missed the Commanders’ first three games, including a 24-8 loss to Philadelphia on Sept. 25.
Monday night, Robinson rushed for 86 yards on 26 pounding carries. In the second quarter, he dragged Philadelphia defenders for 11 yards on one play, shed ding them as if they were layers of clothing, then clev erly reached over the goal line on the next down to put the Commanders ahead to stay, 17-14.
Even with their disjointed play, though, the Eagles had their chances to salvage Monday’s game after an 11-yard touchdown pass from Hurts to Smith drew them within 23-21 on the first play of the fourth quar ter. But fumbles squandered final opportunities to win.
Tight end Dallas Goedert coughed up a pass as the referees appeared to miss a face-mask penalty. Slye then drilled a 55-yard field goal to put Washing ton up 26-21, forcing Philadelphia to score a touch down to prevail.
On Philadelphia’s next possession, receiver Quez Watkins caught a 50-yard pass over the middle, only to be stripped of the ball at Washington’s 20-yard line. An unnecessary roughness penalty by Graham on the kneeling Heinicke with 1:38 remaining kept the ball out of Philadelphia’s hands until the final frantic and distressed seconds.
“We lost it together,” Sirianni said. “Offense, de fense, special teams, coaching. We lost it together.”
