NPP says none of the MVC candidates will get in even with Minority Law
By THE STAR STAFF
New Progressive Party Electoral Commissioner Aníbal Vega Borges said the incoming legislature will execute the Minority Law for the House of Representatives but that even then none of the Citizen Victory Movement candidates will have sufficient votes to get a seat.
Vega Borges said that Mariana Nogales, Eliezer Morales, Eva Prados and Rafael Bernabe have enough votes for a seat in the Legislature.
Vega Borges described the political negotiations between the MVC and the Puerto Rican Independence Party as a “Coalition of Betrayal” after it was revealed that some of the PIP candidates got more votes than those of the MVC.
Citizen Victory Movement (MVC) Rep. Mariana Nogales Molinelli, said the alternate president of the State Election Commission (CEE), Jessika Padilla Rivera, had said the SEC would count the write in votes.
The scrutiny of votes has been characterized by
its slowness because of discrepancies in documents, returned briefcases, a reduction in officials and controversies due to changes in instructions .
“By Tuesday, there will be a clear picture of what can happen in San Juan. Mainly, (the delay is due) to the fact that, every day, they set new rules and criteria, and that is getting delayed. In addition, there is more care and caution in relation to San Juan. As soon as you leave San Juan, everything else happens,” said Vega Borges said.

Dengue cases have tripled, claiming nine victims, Health Secretary says
By THE STAR STAFF
Health Secretary Carlos Mellado López pointed out Monday that dengue cases in Puerto Rico have tripled compared to 2023.
So far, 4,798 cases have been registered this year, surpassing those in 2023. To date, nine deaths have been confirmed and one more is under investigation.
“The Department of Health has implemented all the necessary tools to face this situation. Communities must commit to eliminating mosquito breeding sites, using repellent, and protecting themselves from bites. It is impossible to contain this epidemic without citizen participation,” Mellado López said in written statements early this week.
On the other hand, the Vector Control Unit has captured more than 225,347 female Aedes aegypti mos-
quitoes in municipalities such as San Juan, Bayamón, and Carolina. Molecular tests performed on these specimens confirmed the virus’s circulation of serotypes 1, 2, and 3. According to Chief Epidemiologist Melissa Marzán, serotype DENV-3 accounts for 55% of reported cases in 2024.
“Dengue is a disease we can prevent if we all do our part. Eliminating mosquito breeding sites and protecting against bites is key to reducing the spread,” said Marzán.
Among the municipalities with the highest incidence is San Juan, with 995 cases (20.74%), followed by Carolina (293 cases, 6.11%) and Rincón (240 cases, 5.00%). The most affected age groups are people aged 40 to 59 years (936 cases, 19.51%), adolescents aged 15 to 19 years (737 cases, 15.36%), and children aged 10 to 14 years (683 cases, 14.24%).
US Education Secretary says repeal of federal education agency will be disastrous
By THE STAR STAFF
The closure of the U.S. Department of Education, as could happen under the administration of President-elect Donald Trump, “will be a disaster,” according to its current secretary, Puerto Rican Miguel Cardona.
Cardona, who is visiting the island, said this closure would mainly affect special needs students.
“If they close the federal Department, it will cause problems for the entire country, especially with special education students and students’ civil rights. I think it will be a disaster. But for me, the most important thing is that students have what they need,” said Cardona in an aside with the press at an event in San Juan.
It is not clear what will happen to the federal education funds allocated to Puerto Rico.
During his campaign, Trump said, “One other thing I’ll be doing very early in the administration is closing up the Department of Education in Washington D.C., and sending all education and education work and needs back to the states,” Trump said in a video posted to social media. “We want them to run the education of our children because they’ll do a much better job of it.”
Trump’s platform also responds to issues that conservatives have rallied around for years by promising to “cut federal funding for any school pushing critical race theory, radical gender ideology, and other inappropriate racial, sexual, or political content on our children.”
There are limits to how much influence the president or the federal government can exert over local schools.
The federal government plays a vital role in education. This role includes protecting students’ civil rights, disbursing Title
I funds for students in poverty and students with disabilities, collecting data on schools, and administering federal student loans for higher education.
US senator’s Farm Bill extends SNAP to Puerto Rico
By THE STAR STAFF
Senator Debbie Stabenow, chairwoman of the Senate Agriculture Committee, introduced the Democratic version of the Farm Bill on Monday, which includes the provision allowing Puerto Rico to transition to the Supplemental Nutrition Assistance Program (SNAP).
Luis Dávila Pernas, executive director of PRFAA, highlighted the importance of this legislative achievement for Puerto Rican families and recognized the joint efforts that have made this inclusion in the Farm Bill possible. He assured that PRFAA would continue working with Congress and other allies to ensure this provision would remain in the final version of the Farm Bill.
“This is a historic day for Puerto Rico. The inclusion of the transition to SNAP in the Democratic proposal for the Farm Bill is the result of years of dedicated efforts to ensure that our people have access to essential resources to combat food insecurity. We deeply appreciate Senator Debbie Stabenow, who has demonstrated an unwavering commitment to social justice, as well as the Democratic leadership in the Senate for understanding the urgency of this measure for thousands of Puerto Rican families. I also want to highlight the tireless work of Governor Pedro Pierluisi and Governor-elect and Resident Commissioner Jenniffer González Colón, who have worked consistently in the Federal Capital, promoting initiatives that directly benefit our people,” Dávila Pernas said in a press release.
Health Department promotes the modernization of the old Bayamón Regional Hospital
By The STAR STAFF
With an investment of more than $21 million, the Dr. Ramón Ruiz Arnau University Hospital (HURRA in Spanish) has significantly transformed its medical services and infrastructure, consolidating itself as a modern and efficient health center at the service of the community. These improvements seek to meet the current needs of patients and position the hospital as a model of cutting-edge medical care in Puerto Rico.
Among the most notable advances is the acquisition of new high-precision medical equipment, such as a modern CT Scan, a 1.5 tesla MRI, and state-of-the-art X-ray systems. These investments strengthen the hospital’s diagnostic capacity, reducing waiting times and improving precision in the care of critical cases. Likewise, HURRA has expanded its medical team by hiring more than 40 radiologists and six specialized surgeons, who now offer outpatient services in external clinics. These changes ensure broader and faster access to surgical and diagnostic care.
To ensure operational continuity during emergencies, the hospital has implemented a robust energy infrastructure that includes three 2.5-megawatt generators with the capacity to power 100% of the institution for five consecutive days. In addition, it has internal and external fuel tanks that ensure a long-term reserve. These measures make HURRA a resilient center that is prepared to face adverse events and emergencies without interruption of services.
HURRA has also renovated its clinical areas with strategic investments to improve the patient experience and staff safety. With an investment of $444,000, the hospital now has the largest hospital isolation area in Puerto Rico, designed to safely handle cases that require a controlled environment. Some 11 PYXIS advanced medi-
cation dispensing systems were purchased and the pharmacy clean room was completely renovated, with an investment of more than $1 million, improving safety and efficiency in medication management.
In addition, this modernization includes the installation of ramps for people with functional diversity and LED lighting in parking lots, creating an accessible and safe environment for all visitors and patients.
Health Secretary Carlos Mellado López highlighted the positive impact of these improvements.
“We want HURRA to not only meet current standards but to establish a new parameter of excellence in medical care in Puerto Rico. The improvements in infrastructure and services reflect our effort to maintain a health space that responds to the needs of our community and is prepared for emergency situations,” he said.
The ultimate goal of these investments and projects
is to restore the Dr. Ramón Ruiz Arnau University Hospital to the prestige it has enjoyed since it opened in 1975. With these improvements, the hospital not only strengthens its operational capacity but also improves the quality of medical care, positioning itself as a model of resilience and excellence in health. “The transformation of HURRA into a resilient and cutting-edge hospital is the result of the joint effort of a team committed to excellence,” concluded Mellado.
Patients of the Dr. Ramón Ruiz Arnau Hospital (HURRA) now have an additional guarantee of medical excellence after obtaining Joint Commission accreditation, an international recognition that certifies the highest standards of quality and safety in health care.
This achievement not only validates the hospital’s commitment to continuous improvement but also ensures its participation in the Medicare program, which guarantees essential services for thousands of patients in Puerto Rico.
“The Joint Commission accreditation is a reflection of our team’s unwavering commitment to quality and safety in medical care. This achievement validates the constant efforts to maintain the highest standards in every aspect of the hospital,” said Mellado López.
The inspection carried out by the accrediting entity included administrative aspects, infection control, physical environment and surgical services. The results confirmed that HURRA is up to the highest international standards, consolidating itself as a pillar of excellence in medical care in Puerto Rico.
Yesarel Y. Pesante Sánchez, executive director of the hospital, emphasized the impact of this recognition: “The accreditation represents a significant endorsement of the tireless work of our clinical and administrative team. We will continue to strive to consolidate HURRA as a trusted and excellent health center for our community.”

No, Trump cannot run for reelection again in 2028
By NEIL VIGDOR
President-elect Donald Trump has mused more than once that he might like to extend his next stay at the White House. But can he run for reelection again in 2028 and seek a third term? The simple answer: No, the Constitution does not allow it.
By the end of his second term, Trump, now 78, would be the oldest president in history.
Here’s why the issue has surfaced and what the law says:
What is Trump saying about a third term?
Trump has occasionally sent mixed and cryptic messages about how long he could stay in office.
While talking to House Republicans recently about clinching the White House and both chambers of Congress, Trump jokingly hinted that they could help prolong his presidency.
“I suspect I won’t be running again unless you say, ‘He’s so good we’ve got to figure something else out,’” Trump said.
In July, at a gathering of religious conservatives, he told Christians that if they voted him into office in November, they would never need to vote again. “Christians, get out and vote. Just this time,” he said. “You won’t have to do it anymore, you know what? Four more years, it’ll be fixed, it’ll be fine, you won’t have to vote anymore, my beautiful Christians.”
President-elect Donald Trump addresses House Republicans at the Hyatt Regency in Washington, on Wednesday, Nov. 13, 2024. By the end of his second term, Trump, now 78, would be the oldest president in history.

the White House,” he said. “And then after that, we’ll negotiate, right? Because we’re probably — based on the way we were treated — we are probably entitled to another four after that.”
Yet when Trump was asked by a New York Times reporter on Election Day whether the 2024 campaign was his last, he said, “I would think so.”
How presidential term limits came about.
The 22nd Amendment to the Constitution, which was ratified in 1951, says that “no person shall be elected to the office of the President more than twice.”
Kimberly Wehle, who teaches constitutional law at the University of Baltimore and wrote a book titled “How to Read the Constitution — and Why,” said that the measure left no ambiguity and was intended to place a check on the president.
“There was a concern about entrenching power in a kinglike manner,” she said.
Rep. Dan Goldman, D-N.Y., isn’t treating Trump’s recent quip as a laughing matter.
Soon after Trump remarked that House Republicans could help pave his way to a third term, Goldman said he would introduce a resolution to reaffirm that the 22nd Amendment applies for presidents who serve nonconsecutive terms. The measure has little chance of advancing to the House floor for a vote with the chamber under Republican control.
“How he operates is by floating trial balloons that he often claims are jokes, but he’s very serious about it,” Goldman, who was lead counsel during Trump’s first impeachment in the House, said on Bloomberg TV. “And he’s been talking about staying on past this next term for years.”
Representatives for Trump’s White House transition team did not immediately respond to a request for comment.
Has a president ever served more than two terms?
And during his first term in office, Trump suggested to his supporters at a September 2020 rally in Nevada that term limits were not set in stone.
“We’re going to win four more years in
Speaking to members of the National Rifle Association in May, he said: “I don’t know, are we going to be considered three-term or twoterm? Are we three-term or two-term if we win?”
Still, she added, Trump has effectively demonstrated an ability to bend the Constitution, especially having appointed three of the justices who belong to the Supreme Court’s conservative majority. She pointed to the court’s ruling in July that Trump was entitled to substantial immunity from prosecution on charges of trying to overturn the last election.
“Trump managed to move the Constitution by doing things no one thought was possible, and then there’s no consequences for what he did,” she said.
Serious, or a joke?
Is this the end of the white working-class Democrat?
By KATIE GLUECK
In Ohio, Sen. Sherrod Brown, a longtime champion of working-class voters, was toppled by a rich Republican former car dealer.
In Washington, President Joe Biden — who won the Democratic nomination four years ago with the help of blue-collar voters — must now hand back power to Republicans and surrender leadership of a party increasingly dominated by highly educated voters.
And in Pennsylvania, Sen. Bob Casey, whose family name has for years been synonymous with white working-class Democrats, is confronting the real possibility of defeat.
Eight years after fury among white working-
class voters propelled Donald Trump to victory, Democrats swore that this time, they would try to do better with that group.
Instead, the party’s staggering challenges with blue-collar voters have only worsened. Widespread frustration with high prices and alienation from Democrats have turned the party’s lawmakers in Trump territory into an ever-moreendangered species.
“When the change doesn’t show up, the hope for change turns into anger,” said Rep. Matt Cartwright, a battle-tested Pennsylvania Democrat from the Scranton area who narrowly lost this month. “The anger showed up.”
The new inroads Trump made this year with working-class voters of color, particularly
Latino ones, have alarmed Democrats. At the same time, the party’s Trump-era Achilles’ heel — its struggle to earn the trust of white working-class voters — was even starker this year, especially in the Industrial Midwest, where the “blue wall” states of Michigan, Pennsylvania and Wisconsin all broke for Trump.
In many of those states’ blue-collar counties, Vice President Kamala Harris lost by greater margins than Biden did in 2020.
Certainly, a number of Democratic House and Senate candidates significantly outran Harris. She also contended with many political barriers Biden did not face four years ago, including racism and sexism, along with the extraordinary challenge of running a 107-day campaign after the
Yes. President Franklin D. Roosevelt was elected to four terms, serving from 1933 to 1945, during the Great Depression and World War II. He died while in office. There was no 22nd Amendment then, but Roosevelt’s grip on power became a driving force for setting term limits for presidents.
“Four terms, or sixteen years, is the most dangerous threat to our freedom ever proposed,” Thomas E. Dewey said in 1944. He served as New York governor and lost to Roosevelt in 1944 and to Harry S. Truman in 1948.
unpopular president was forced out of the race.
But she and other Democrats also faced a deepening, newly worrisome perception problem: a widespread belief among working-class Americans that the Democratic Party does not fully grasp their struggles — and in some cases, disdains them outright.
“This doesn’t have to be the end of white working-class Democrats,” said Justin Barasky, a Democratic strategist who was Brown’s 2018 campaign manager. “But it will be if we don’t start being more inclusive.”
Warring over words and culture Democrats have not been shy about offering diagnoses for their devastating losses.
Voters, sour about pandemic-era inflation and bothered by the migrant crisis, punished the party in power. Republicans effectively caricatured Democrats as overly liberal and “woke.” Democrats needed a stronger populist message.
November 19, 2024 6 From page 5
Misinformation thrived in a fractured news environment. The country was simply not ready to elect a woman, especially a woman of color.
There is some truth to each theory, according to Democrats who have thought deeply about politics in blue-collar America.
But one of the biggest problems, these Democrats say, is that voters in white workingclass neighborhoods now see the party as unresponsive to their most pressing daily troubles.
Rep.-elect Kristen McDonald Rivet, DMich., won a district that is home to many white working-class residents, even as Harris struggled in many counties there.
McDonald Rivet said that for many voters in her area, high costs were not just an inconvenience. They raised “fear in people, right, about their ability to make it,” she said.
To those voters, she said, litigating other subjects — whether Trump was a “fascist,” for example, or the violence of the 2021 Capitol riot — simply felt less urgent.
“Those sorts of conversations don’t impact what is happening in their lives on a daily basis,” she said. “It comes down to, what is the price of
a gallon of milk?”
To some extent, voters signaled in interviews this year, Trump benefited from nostalgia for the prepandemic era — while the chaos of his previous administration receded for some.
“I don’t like the rhetoric from the Democrats,” said Jeff Markey, 66, a former airport technician from Wyoming, Michigan, a more blue-collar city outside Grand Rapids. He said he had supported Democrats until Trump’s 2016 candidacy, and supported him again this year.
“I like how safe the country was when Trump was in, internationally and financially,” he added.
A Pennsylvania problem
Perhaps nowhere were the challenges with white working-class voters more painful for Democrats than in Pennsylvania, the state of Biden’s birth and the one that cemented his 2020 victory.
This year, Harris lost the state, Republicans flipped two House seats and Casey is locked in a recount battle against his Republican challenger, David McCormick.
Casey’s struggle — even as Democrats prevailed outright in Senate races in Michigan and Wisconsin — was arguably the most striking
Casey by less than half of a percentage point.
In an interview, former Rep. Charlie Dent, R-Pa., reflected on the political realignment that has been especially vivid in his state.
Highly educated or more moderate Republicans have become more open to Democrats, while onetime culturally conservative Democrats have shifted hard to the right in the Trump era.
“‘Pro-labor, pro-life, pro gun’ — that was a big part of the Democratic Party in Pennsylvania,” said Dent, who supported Harris this year. “It seems that that population has migrated solidly into the Republican camp.”
Still, even some Democrats in Pennsylvania bucked the national trends.
reflection of the national headwinds the party faced, and how key slices of voters recoiled from its message.
Casey, a three-term senator, is a son of a popular former governor of Pennsylvania, Robert P. Casey Sr., and his family is an institution in state politics. For years, conservative Democrats were known in the state as “Casey Democrats.”
The younger Casey won his last race, in 2018, by 13 percentage points. This year, the recount was triggered because McCormick led
Rep. Chris Deluzio, a Democrat from western Pennsylvania, noted that he improved his standing in Beaver County — a heavily white, working-class county — this year, though he did not win it.
He urged his party not to cede the “fighter” mantle, encouraging fellow Democrats to embrace a clear economic message that includes confronting corporate power and fighting to defend unions.
“We certainly have to have a national party that can win in the Rust Belt,” he added.

The streaming wars didn’t kill the little guys. In fact, they’re thriving.
By JOHN KOBLIN
Executives from the Hallmark Channel made a curious decision this fall: They started a new streaming service.
It seemed like an awfully late date to do so. Most media companies entered the streaming fray years ago, and few have had success going head-to-head against titans like Netflix, Amazon and Disney.
But Hallmark executives decided the timing was not an issue. Their app, Hallmark+, did not need to appeal to the whole country, they said, just their core audience — the people who regularly flock en masse to the network’s trademark holiday and feel-good programming.
“We don’t have to make content that are all things to all people,” said John Matts, Hallmark Media’s chief operating officer.
He might very well be onto something.
For much of the past decade, conventional wisdom inside the entertainment world has been that only a small handful of megaservices would survive the streaming wars. After all, they had the stars, the budgets and the technological prowess.
But numerous media executives now believe that there could be room for some more modest streaming services, too.
About two dozen smaller, low-cost specialty streaming services have generated significant subscriber growth over the past couple of years, according to a new report from Antenna, a subscription research firm. This includes streamers from traditional cable networks (AMC+, BET+) as well as those that fall under specific genres, including British television (BritBox, Acorn TV), horror (Shudder) and anime (Crunchyroll, Hidive).
“It’s an explosion,” Antenna CEO Jonathan Carson said.
In the second quarter of 2022, 24.5 million people bought at least one niche streaming service subscription. That figure more than doubled by the second quarter of this year, to 51.4 million, Antenna said.
Overall, active subscriptions for niche streamers grew 27% last year and 20% this year, outpacing the biggest streaming services. (Those growth rates stood at 17% in 2023 and 7% this year, Antenna said.)
The shift has arrived despite the deep skepticism that niche streamers could ever really take flight. When Discovery executives took control of Warner Media in 2022, one of their first acts was to pull the plug on CNN+,

(Lia Sued C./The New York Times)
a $300 million investment that was only a few weeks old. Discovery executives said one of the main reasons for the quick shutdown was that they had taken earlier stabs at smaller, single-topic streamers — including apps for cars, golf and food — and that they had gone terribly.
“We have failed almost at every turn launching these products,” an executive for Discovery said at the time. Instead, they rolled CNN content into Max, a much broader service that includes HBO, the Warner Bros. library and Discovery’s unscripted programming.
But in the two years since CNN+ shut down, the streaming industry has become unpredictable. Wall Street soured on neverending spending on programming, and media companies rapidly prioritized profits instead of raw subscriber counts.
As a result, media companies have increased subscription prices and cut costs, producing fewer shows. The programs they have made are broader in focus, aiming to reach the largest audience possible. But those changes may have opened the door for specialty services that have far more tailored programming, executives said.
“Ten years ago, it was all about programming that was different and unique,” Robert Schildhouse, the president of BritBox, said about the biggest streaming players. “Now
there’s a broadcast-ness that has taken over with the guys who have to program to much broader audiences, and it’s giving room and space to folks who are specialists.”
Still, there are plenty of red flags for niche streamers, which depend on subscriptions.
Cancellation rates are haunting major streaming executives as consumers become increasingly sophisticated in canceling or hopscotching between services. Cancellation rates run even higher among the niche players, according to Antenna.
Niche streamers are also extremely dependent on finding subscribers through streaming marketplaces like Amazon Prime, where viewers can sign up for different services through the app. Nearly 60% of subscriptions among niche streaming services in the second quarter came through Amazon’s channels page, according to Antenna. The biggest streamers had only 9% of their sales through Amazon. That suggests that people are finding and subscribing to specialty streamers while searching for individual shows and movies, not necessarily seeking out the brands themselves.
Still, executives of smaller streaming services said the bar was lower for them.
“I don’t need 70 million subs to make this thing work,” Matts said. “I can do it in the single-digit millions of subs. This can be a really attractive business for us smaller guys, because we don’t need to spend tens of billions of dollars to program.”
Matts declined to give subscription figures for Hallmark+. BritBox, which started in 2017, said in February that it had just under 4 million subscribers. Netflix, in comparison, has 282.7 million.
And though the major streamers have driven down programming costs only recently, the smallest have been doing it for years. AMC has a whole fleet of niche streamers, including AMC+, Shudder, Acorn TV and Hidive. Executives said a more frugal approach had long been part of their business model.
“That fiscal behavior has been baked into our strategy from the beginning,” said Dan McDermott, the president of entertainment at AMC Networks. “We’re very careful about how we spend our money.”

Wall St mixed as investors await Nvidia earnings; Tesla jumps
The Nasdaq and S&P 500 rebounded on Monday, recovering some losses as investors anticipate quarterly earnings from AI leader Nvidia, and Tesla jumped on the prospect of favorable policy changes from the incoming Trump administration.
Nvidia reports third-quarter earnings on Wednesday when investors will assess demand for chips and the sustainability of the AI euphoria that drove much of the market’s rally this year.
A look at the day ahead in U.S. and global markets from Mike Dolan
Wall Street feels a little bruised after its worst week in 10 spoiled the post-election party, with home truths on interest rates and earnings seeping back in along with all the uncertainty on what a new administration will actually do come January.
Stocks were side-swiped on Friday after a week of irksome inflation readings, hot retail updates and Federal Reserve boss Jerome Powell’s equivocation on future easing.
There was also trepidation, however, ahead of chip giant Nvidia latest earnings report on Wednesday - as the world’s biggest company by market value and artificial intelligence bellwether faces another test of the near 800% stock boom over the past year.
The chip designer, which powered 20% of the S&P 500’s return over the past year, is expected to drive nearly 25% of its EPS growth in the third quarter, according to BofA Global Research. Nvidia’s shares were down 1.5% after a report said its new AI chips were overheating in servers.
“While Nvidia is the last of the Magnificent Seven to report, you’ve seen a nice broadening in earnings and attention,” said Carol Schleif, chief investment officer at BMO Family Office. “It’ll be noteworthy, but it doesn’t feel like there’s the same level of impetus around it as there was a quarter or two ago.”
Energy stocks led the S&P, popping 1.02%, with consumer discretionary also rising as Tesla jumped 4.9% following a Bloomberg report that members of President-elect Donald Trump’s transition team were seeking to ease U.S. rules for self-driving cars.
CVS Health’s shares gained 5.8% after the health insurer said it would add four new members to its board in an agreement with Glenview Capital Management. Yet healthcare stocks slipped 0.17%.

Stock indexes have shed some of the sharp gains that followed Trump’s decisive victory, but Wall Street remains fairly well-placed as 2024 winds down.
Rising expectations that the Federal Reserve will slow the pace of policy easing and uncertainty over the impact of Trump’s cabinet appointments led to the S&P 500 and

the Nasdaq logging their worst weekly losses in more than two months last week.
As of 2 p.m. EST, the Dow Jones Industrial Average fell 110.90 points, or 0.26%, to 43,334.09, the S&P 500 gained 17.65 points, or 0.30%, to 5,888.19 and the Nasdaq Composite gained 94.14 points, or 0.50%, to 18,774.09.

For the first time, the Biden administration has authorized Ukraine to use U.S.-supplied ballistic missiles for attacks inside Russia, U.S. officials say, marking a major policy shift.
The missiles are known as the Army Tactical Missile Systems, or ATACMS (pronounced “attack ’ems”). They are likely to be initially employed against Russian and North Korean troops to support Ukrainian forces in the Kursk region of western Russia, according to U.S. officials.
Ukraine has been lobbying the United States for years to receive the authorization, which comes in the final months of the Biden administration. Presidentelect Donald Trump has said he will seek a quick end to the war in Ukraine.
What do these missiles do?
ATACMS, made by Lockheed Martin, are short-range ballistic missiles that, depending on the model, can strike targets 190 miles away with a warhead containing about 375 pounds of explosives. Ballistic missiles fly much higher into the atmosphere than artillery rockets and many times farther, coming back to the ground at incredibly high speed because of gravity’s pull.
They can be fired from the HIMARS mobile launchers that the United States has provided Ukraine, as well as from older M270 launchers sent from Britain and Germany.
ATACMS are often referred to as “long-range missiles,” but that is a subjective term. They can reach farther into Russia than any other Ukrainian missile but cannot travel as far as a cruise missile or intercontinental ballistic missile.
The ATACMS missile was developed in the 1980s to destroy high-value Soviet targets deep behind enemy lines. It was built as a rare guided weapon at a time when the United States mainly relied on “dumb bombs” and other unguided munitions.
Today, the Pentagon has two versions of the ATACMS in its inventory — a cluster weapon and one that carries a single explosive charge.
Why did the U.S. wait?
The decision about whether to arm
Tuesday, November 19, 2024 9
Mr. Biden’s decision to allow Ukraine to use Army Tactical Missile Systems, or ATACMS, came in response to Russia’s decision to bring North Korean troops into the fight.
Ukraine with ATACMS has been a sensitive subject since Russia’s full-scale invasion of Ukraine in February 2022. Since early in the war, Ukrainian President Volodymyr Zelenskyy has pleaded for weapons that can hit even deeper into Russian-held territory, and eventually into Russia itself.
The United States supplied Ukraine with ATACMS last year, but the Biden administration had until now withheld its approval for their use across the border into Russia.
The White House has been concerned that if Ukraine used the missile to strike targets deep inside Russia, Russian President Vladimir Putin might respond by escalating.
“We’re trying to avoid World War III,” President Joe Biden has said.
Some Pentagon officials had also opposed giving these missiles to the Ukrainians because of limited supplies.
Zelenskyy says this kind of weapon is crucial to his country’s ability to launch a wider counteroffensive and has insisted that he has no plans to strike Russian cities or target civilians.
On Sunday, he suggested in a nightly address that the U.S. restriction had been lifted without confirming it, saying: “Such things are not announced. The rockets will speak for themselves.”
How will Ukraine use them?
The Russian military is preparing to launch a major assault by an estimated 50,000 soldiers, including North Korean troops, on dug-in Ukrainian positions
in Kursk with the goal of retaking all of the Russian territory that the Ukrainians seized in August.
The Ukrainians could use the ATACMS to strike Russian and North Korean troop concentrations, key pieces of military equipment, logistics nodes, ammunition depots and supply lines deep inside Russia. That could help the Ukrainians blunt the effectiveness of the RussianNorth Korean counteroffensive.
Last year, Biden agreed to supply several hundred ATACMS for use on Russianheld Ukrainian territory, including the Russian-occupied Crimean Peninsula. So it is unclear how many of the missiles the Ukrainians have left in their arsenal to use in the Kursk region.
Has the U.S. used them in combat?
Yes. The U.S. military fired around 30 ATACMS in 1991 during Operation Desert Storm, according to government records. They were used to strike Iraq’s medium-range ballistic missile launchers and surface-to-air missile sites.
Those first-generation cluster munition versions could fly about 100 miles. Once over their targets, they released 950 bomblets.
The Army also fired more than 400 of the bomblet-carrying tactical missiles in Operation Iraqi Freedom, according to government records, most notably in the early hours of the 2003 invasion.
The Pentagon later restricted the use of cluster munitions because they often failed, littering battlefields with hazardous duds that killed and wounded soldiers and civilians after combat ended. The Army refurbished many of the early ATACMS in the 2000s and replaced the bomblets with a single explosive warhead.
Families of U.S. victims of Oct. 7 attack sue Iran
By ADAM GOLDAMN and RONEN BERGMAN
Families of American victims of the Oct. 7, 2023, Hamas-led terrorist attack and those killed fighting in the Gaza Strip sued Iran on Sunday, accusing it of supporting the single deadliest massacre of Jews since the Holocaust.
The lawsuit, filed in U.S. District Court in Washington, details Iran’s funding of Hamas and its embrace of other terrorist organizations seeking to destroy Israel. The lawsuit relies, at least partly, on Hamas documents that were seized in Gaza and published in the news media, including The New York Times.
But lawyers for the plaintiffs in the case also appear to have obtained original documents that refer to a secret planning meeting of a small group of Hamas’ political and military leaders in December 2022.
During the meeting, Yahya Sinwar, then the leader of the group in Gaza, requested an additional $7 million a month from Iran’s Revolutionary Guard to fund the attack on Oct. 7, known as the “big project.”
The Times has independently reviewed a set of the documents that refer to the $7 million, including details about the way Hamas’ leadership works and the preparations that went into its attack.
The lawsuit also mentions the role of the Revolutionary Guard in coordinating between Hamas and Hezbollah, a regional ally, in preparation for the attack, which the Times has reported.
The groups named in the lawsuit — Hamas, Hezbollah, Palestinian Islamic Jihad and Popular Front for the Liberation of Palestine — have all been designated
foreign terrorist organizations by the United States.
Last month, Secretary of State Antony Blinken denounced Hamas’ campaign against Israel, saying, “The depravity of Hamas’ crimes is almost unspeakable.”
The families involved in the lawsuit include those of Americans who were killed, injured or suffered mental anguish on Oct. 7.
Forty-six Americans, including children, were killed on Oct. 7. Hamas also took about 250 people hostage, including 12 Americans. Seven Americans remain in Gaza but three are presumed dead.
The lawsuit also includes Americans killed in combat in Gaza or northern Israel. More than 30 American Israeli citizens have been killed while fighting for the Israeli military, a State Department official said.
One of them was Moshe Leiter, 39, a reservist in an elite naval unit. His father, Yechiel Leiter, is set to become Israeli ambassador to the United States next year.
Other American victims included Danielle Waldman, 24, who was born in Palo Alto, California. She and her boyfriend were among at least 360 people killed at the Nova music festival on Oct. 7, 2023. She was apparently ambushed in her car, which was riddled with bullet holes and stained with blood. She met her boyfriend while serving in the Israeli army.
The lawsuit seeks compensatory damages under the Foreign Sovereign Immunities Act and Anti-Terrorism Act. It was filed by a group of prominent lawyers, including Gary M. Osen, who once represented Nazi victims, and Lee Wolosky.
Pro-Israeli protesters gather on the first anniversary of the Oct. 7, 2023, Hamas attacks in Israel, on the campus of the University of California, Los Angeles, in Los Angeles, Oct. 7, 2024. Families of American victims of the Hamas-led terrorist attack on Oct. 7 and those killed fighting in Gaza sued Iran on Sunday, Nov. 17, 2024, accusing it of supporting the single deadliest massacre of Jews since the Holocaust.
(Philip Cheung/The New York Times)
Wolosky served during the Obama administration as the State Department’s envoy for negotiating transfers of detainees from the prison at Guantanamo Bay, Cuba.
“Hard, incontrovertible evidence of who funded Hamas is now becoming available in the form of documents, bank records and the like, and we intend to hold those parties accountable, in the courts of the United States or elsewhere, for however long it takes” Wolosky
and Osen said in a statement.
Claimed victims of terrorist attacks led by Iran have repeatedly sued the country in U.S. courts over the years. Iran never shows up to defend itself, and the plaintiffs often win default judgments.
In 2011, lawyers representing families of victims of the Sept. 11 attacks won a default judgment against Iran, Hezbollah, the Taliban and al-Qaida in a lawsuit filed in Manhattan federal court that claimed Iranian officials helped the hijackers who flew jetliners into the World Trade Center and the Pentagon.
On transgender issues, voters want common sense
By PAMELA PAUL
Perhaps as a threat of what’s to come, on Friday, supporters of President-elect Donald Trump recirculated a video statement on the social platform X that he made last year on transgender issues. In it, he pledges to stop federal backing for programs that support the concept of gender transition at any age and to ban gender-affirming care for minors. Any hospital that performs gender surgery on young people would be ejected from Medicare and Medicaid. He would cut federal funds to schools that tell children “they could be trapped in the wrong body,” and get a law that bars “men from participating in women’s sports.”
And it wasn’t just one video — Trump made his intentions clear throughout the campaign, and he won handily.
During the closing weeks of the election, Republican campaigns spent over $65 million on ads ridiculing, among several candidates, Kamala Harris for supporting “taxpayerfunded sex changes for prisoners” and “illegal aliens,” all ending with variations on the tagline: “Kamala Harris is for they/them. President Trump is for you.”
At campaign events, Trump attacked the idea of letting transgender girls and women play on female sports teams, and implied that children were having gender surgery in classrooms.
“Can you imagine you’re a parent and your son leaves the house,” he said at a rally in Wisconsin, “and you say, ‘Jimmy,

I love you so much, go have a good day in school,’ and your son comes back with a brutal operation?”
Why did Trump and his allies devote so much attention and resources to something that seemingly affects a small number of people compared with top voter concerns like immigration, the economy, crime, abortion and democracy? Maybe because it worked. According to Harris’ leading super political action committee, viewers shifted 2.7 percentage points toward Trump after watching one of these ads.
Clearly it helped paint Harris as a radical leftist, out of step with most of America. But as those of us who opposed Trump lick our wounds and take stock, it’s worth considering why these ads and rally cries resonated.
It is not because most Americans are bigots or haters or anti-LGBTQ+ people. But many voters, including liberals and Democrats, disagree with positions Harris and the Democratic Party have taken on transgender issues. Polls show that most voters, while largely supportive of existing legal rights and protections for transgender people, have complicated views on other policies that fall under the umbrella of what’s commonly referred to as trans rights.
Trump’s charge that children are undergoing gender transition surgeries in school is obviously absurd. But his words may have struck a chord with those who disagree with school districts that have teachers and administrators hide from parents that their children have adopted new gender identities. As The New York Times reported last year, one mother of a 15-year-old only accidentally discovered her child’s public school had been covering up the fact that for six months, her child had been going by a new name and using the boys’ bathroom.
In recent years, the concepts of gender identity and the possibility of being born in the wrong body have been introduced as early as elementary school. But a Washington Post poll found that 77% of Americans do not want teachers discussing these ideas in kindergarten through third grade and more than half oppose trans identity being talked about even in middle school.
The Democratic Party’s platform includes a pledge to defend gender-affirming care for minors. For people who are not well versed in the issue, this may sound like therapy to make children feel comfortable in their bodies; what it usually means in practice is allowing children to adopt a new name and pronouns, and in many cases, enabling them to change their bodies to resemble that of the opposite sex. This process can include puberty-blocking drugs, cross-sex hormones and, in some cases, surgery. More than 14,000 American children had gender-related medical interventions between 2019 and 2023.
While much of Europe has been pulling back from the gender-affirmation model, evidence has emerged that in the United States proponents of this approach have let politics color science.
To cite two recent examples, one prominent advocate of gender-affirming care suppressed her own government-
funded research because she feared it might be “weaponized” against her agenda, the Times reported. Meanwhile, Rachel Levine, the assistant secretary of health and human services chosen by President Joe Biden, worked to get a transgender organization to remove age limits from its proposed guidelines for surgeries, including mastectomies and hysterectomies for minors, because she said they would give fuel to political foes, according to recently released court documents. After this disclosure, the Biden administration released a statement saying it opposed such surgeries for minors.
Yet the Department of Health and Human Services continues to say that gender-affirming care is “crucial” for young people and “has been shown to increase positive outcomes for transgender and nonbinary children and adolescents” — even though the most comprehensive overview of research, which assessed all major American and global studies on the subject, found scant evidence of this. Even so, all the leading American medical associations continue to back gender-affirming care.
In my reporting, I’ve spoken with many parents of genderdysphoric kids, overwhelmingly liberal and Democrat, who told me they felt betrayed by Democrats and by the Biden administration on this issue. They resent being labeled “antitrans” for questioning whether it’s right to simply accept what their children say about their gender, especially since those children often suffer from other mental health issues.
The number of people identifying as transgender is still tiny, but it is growing rapidly. While surveys show around 1% of American adults overall identify as transgender or nonbinary (meaning they choose not to identify as either sex), according to one poll, about 5% of adults younger than 30 now do.
Democratic politicians, the media and elite institutions frequently refer to our “evolving understanding of sex and gender.” But a majority of Americans still believe that gender is based on sex at birth.

Lou Donaldson, soulful master of the alto saxophone, dies at 98
By BARRY SINGER
Lou Donaldson, an alto saxophonist who became a bedrock of the jazz scene and whose soulful, blues-steeped presence in the music endured undiminished for threequarters of a century, died Saturday. He was 98.
His death was announced by his family. The announcement did not say where he died.
A mainstay of the Blue Note record label at the height of its influence and power, Donaldson recorded constantly as a leader and a sideman beginning in 1952. He was a leading voice of the more elemental style that came to be called “hard bop,” an evolution out of the bebop revolution wrought by his inspiration on the alto sax, Charlie Parker. The National Endowment for the Arts named Donaldson a Jazz Master in 2012.
A player of impeccable technique, plangent tone, taste and refinement, Sweet Poppa Lou, as he was long known, nevertheless prized the raw gospel of Black church music and the gutbucket sound of rhythm and blues in his improvisations. The blues was at the heart of his sound: His album “Blues Walk,” released in 1958, is regarded as a jazz masterwork, and its title tune, which he wrote, became a jazz standard.
Donaldson also proved to be an acute talent scout for Blue Note’s owners, Alfred Lion and Francis Wolff, bringing to their attention young trumpet giant Clifford Brown and, later, young guitar virtuoso Grant Green.
Donaldson’s years at Blue Note yielded an extraordinarily diverse catalog of recordings, including seminal collaborations with organist Jimmy Smith, beginning in 1957. Their work together helped pioneer a new jazz genre with unexpected crossover popularity: the organ-sax combo. In 1967, Donaldson added to the mix a rising guitar virtuoso named George Benson for a Blue Note session under Donaldson’s own name, alongside the great Hammond B3 organ player Lonnie Smith.
That session generated the LP “Alligator Boogaloo,” which became a crossover hit: Its funky title track cracked the Billboard Hot 100, a rarity for a jazz record label in the 1960s. Donaldson’s sales throughout this period were exceptional for a jazz musician.
Louis Andrew Donaldson Jr. was born Nov. 1, 1926, in Badin, North Carolina, about 50 miles northeast of Charlotte. His father was an AME Zion minister; his mother, Lucy (Wallace) Donaldson, was an amateur musician

and a first grade teacher. The second of four children, Louis received a strong foundation in Black history and the essentials of Black music from his mother, who also became the family’s principal breadwinner after his father was incapacitated by a stroke.
Despite having severe asthma, Louis took up the clarinet, receiving lessons from his mother. The diaphragm breathing the clarinet required seemed to help rather than hurt his respiratory problems, he later wrote.
He entered North Carolina A&T College in Greensboro in 1942 as a 15-year-old freshman and immediately joined its estimable school band while majoring in prelaw. An athletic, powerfully built bantamweight, he also played semipro baseball until he nearly broke a finger and realized the injury could ruin his ability to play his instrument. It ended his baseball aspirations.
Drafted into the Navy in 1945, his asthma notwithstanding, Donaldson was sent for basic training to Camp Robert Smalls in Waukegan, Illinois. Its proximity to Chicago, only 40 miles away, allowed him to venture out for club crawls through the city’s renowned jazz scene. One night he discovered Charlie Parker.
In 1949, at the urging of touring jazzmen such as saxophonist Illinois Jacquet and drummer Jo Jones, who had heard him play as they passed through North Carolina, Donaldson moved to New York City. In September 1950, in Harlem, he married his sweetheart from down home, Maker Neal Turner. Their marriage lasted 56 years, until her death in 2006, and produced two daughters, Lydia Tutt-Jones, who died in 1994, and E. Carol Webster. (Information on survivors was not immediately available.)
Playing regular gigs in Harlem’s abundant jazz venues and jamming after hours at celebrated spots like Minton’s Playhouse, Donaldson was approached one night at Minton’s by Alfred Lion. “You think you might want to record for Blue Note Records?” Donaldson recalled Lion asking him. “We’re looking for somebody that plays like Charlie Parker.”
“Well,” Donaldson replied, “That’s the way I play.”
Donaldson’s first session for the label, in
April 1952, was led by vibraphonist Milt Jackson and included a rhythm section comprising pianist John Lewis, drummer Kenny Clarke and bassist Percy Heath — the four of them on the verge of becoming the Modern Jazz Quartet. Donaldson then recorded with the same unit, with Lewis replaced by Thelonious Monk, as the Thelonious Monk Quintet. Donaldson cut his first session as a leader — with Silver on piano, Gene Ramey on bass and Art Taylor on drums — that June as part of Blue Note’s “New Faces — New Sounds” series.
Donaldson’s remunerative late-1960s adventures with organ-based funk suited his sultry, grooving saxophone style. As jazz fusion became electrified, though, he maintained a classicist’s mantra: “No fusion, no confusion.” He continued to record for Blue Note on and off until 1980, long after the label had been sold, and many of his riffs found new life in hip-hop, sampled by Kanye West, Pete Rock and other rappers.

Fewer crowds, bargain prices: ‘Quiet season’ cruising in the Mediterranean
By ELAINE GLUSAC
After a summer of overtourism in cruise ports like Barcelona, Spain, and Amsterdam, and talk of caps on ship arrivals in Greece and other places, the cruise industry has come up with a surprising suggestion for where to sail in winter: Europe.
Traditionally, ships stationed in the Mediterranean and Northern Europe in the summer move to the Caribbean and other warm regions in winter. But a growing number of cruise lines are positioning ships in the Mediterranean in late fall and winter when crowds are fewer and the weather tends to be comfortable. Lowseason sailings in Europe also offer itineraries at bargain prices, often half that of summer fares.
The Mediterranean is second only in popularity to the islands of the Caribbean, Bahamas and Bermuda for cruising, according to the Cruise Lines Industry Association. Its statistics show that offseason departures in the Mediterranean have risen 23% between 2019 and 2023.
“As the number of ships has grown and tourism itself has grown, more and more travelers desire to visit places when there’s not tens of thousands of other people descending on Europe,” said Samuel Spencer, the general manager of Ocean & River Cruises Travel, a travel agency based in Calgary, Alberta.
Isabel Rushton of Stoke-on-Trent, England, is one of those offseason passengers. A veteran of 76 cruises, she has sailed in the Mediterranean as late as December.
“You’ve got to accept you’re going to get rain and wind if you’re unlucky,” said Rushton, 76.
When it comes to sightseeing, she added, “The slight downside is that some places may not be open, but the upside is if they are open, they’re not so busy.”
Viking Takes the Lead
With multiple routes and departures, Viking Cruises has emerged as a leader in what it calls the “quiet season” in the Mediterranean.
Founded as a European river cruise line in 1997, Viking began offering winter sailings in the region when it added its first oceangoing ship, the 930-passenger Viking Star, in 2015. This winter, Viking is stationing three ships full time in the Mediterranean and will increase the fleet dedicated to the region to five in the 2025-26 winter season.
“We recognized past travelers would appreciate traveling in the Mediterranean during a time period in which it was still very, very temperate,” said Richard Marnell, the executive vice president of marketing at Viking. Midwinter temperatures in Barcelona tend to run from the high 40s to the low 60s.
Among 21 winter Mediterranean itineraries currently offered, an eight-day trip between Venice and Athens recently started at $2,999 compared with $5,299 in summer for the same itinerary, saving more than 40%.
Operating more than 90 ocean and river ships, Viking is closely associated with Europe, a destination that accounted for 60% of its passenger capacity in 2023. Restricted to travelers over 18, Viking ships target “thinking people,” as Marnell put it, who are interested in culture. Many are retired with the flexibility to travel in the offseason.
Victoria Hardison-Sterry, an Orlando, Florida-based travel
In an undated image provided by Viking, two Viking cruise ships off the coast of the island of Santorini, Greece. Overtourism and summer heat have increased the allure of offseason travel in Europe, and the cruise industry is taking note with more winter itineraries. (Viking via The New York Times)
adviser with Lake Shore Travel, identified a demographic divide over quiet-season booking.
“Boomers are all for it,” said Hardison-Sterry, noting that older adults tend to appreciate the value and have flexible schedules. “Honeymooners, if they’re going to be cold, they’re going to ski, and Gen Xers with families are more constrained by the calendar.”
Global realignment
A number of Europe-based cruise lines, such as MSC Cruises, have long offered winter sailings in the region. But the war between Israel and Hamas that began in October 2023 forced others to reposition ships originally slated to operate in the Middle East.
That’s when Windstar Cruises moved the 312-passenger Star Legend to the Mediterranean, sailing between Rome and Barcelona. Though Windstar had little time to sell the trips — the itineraries began last December — the company said it was pleased with the results and is expanding its Mediterranean winter schedule this year.
“The pricing is more competitive than in summer,” Spencer of Ocean & River Cruises Travel said.
The original Barcelona-Rome itinerary, repeated this year, spends seven days visiting ports such as Nice and Cannes in France and Genoa, Italy; it was recently priced from $2,028 a person. In comparison, a Rome-Barcelona itinerary in July starts at $4,799, more than double the winter fare.
Among new Windstar routes is an eight-day Rome-to-Venice itinerary in January that visits Naples and Sicily in Italy and overnights in Dubrovnik (recently priced from $2,238). Another new route plies the southern Spanish coast over nine days round
trip from Barcelona in February, with calls at Valencia, Málaga and Palma de Mallorca (recently from $2,799 a person).
Celebrity Cruises also began year-round sailings in the Mediterranean in 2023. This winter its ship Celebrity Infinity, which holds 2,170 passengers, will ply the Mediterranean offering a variety of itineraries, including eight nights in Italy and Greece in January, recently priced from $987 a person, and a 10-night trip in February in Greece from $998 a person.
Fewer beaches, different excursions
Offseason itineraries tend to favor larger cities like Barcelona and Rome, which are easier — and cheaper — to fly to in winter, over smaller ports where services may be limited or shut down.
Value season requires some trade-offs. Major museums and archaeological sites tend to maintain winter hours, but some shore excursions may be adjusted to account for seasonal closures. And the experience may change with the seasons; if you’re visiting a winery in winter, for example, you’re likely to see leafless vines.
Viking said winter sailings have added a few new seasonal shore excursions, including a trip to an olive orchard on the Greek island of Crete during the winter harvest.
Small Ships Are Also Stretching the Season
As small and expedition ships — which are more vulnerable to weather — tend to leave the region in winter, cruisers have a more limited range of ships to choose from at that time.
But over the past three years, Mediterranean small-ship companies have joined the larger cruise lines in extending the traditional summer months (although not as extensively), with departures as early as April and as late as November, said Todd Smith, the president and founder of AdventureSmith Explorations, an agency based in Truckee, California, that specializes in smallship cruising.
Also on the small-ship spectrum, river cruises — which tend to go on hiatus after the popular Christmas market cruising season, when trips on the Danube, Rhine and other rivers link towns with holiday festivities — are expanding their schedules.
Last year, AmaWaterways launched a February cruise on the Danube River and was pleased enough with the reception that it plans to offer two departures (Feb. 23 and March 2) in 2025 aboard the 196-passenger ship, AmaMagna. Rudi Schreiner, the president of AmaWaterways, said that the line is planning four winter season sailings in 2026.
“The overall growth in demand for river cruising pairewd with the current travel trend of escaping crowded destinations is making the prospect of extending Europe river cruising throughout a 12-month period increasingly more viable,” Schreiner wrote in an email.
To the extent that it disperses travelers across the calendar, offseason cruising on both large and small ships is seen as a way for the industry to address overtourism, which the cruise industry is often blamed for.
“Having been in Santorini when it’s so congested and crowded, I can really see the pain in some destinations from overtourism,” said Spencer of Ocean & River Cruises Travel, who sailed to the Greek island in the high season in 2023.
Winter cruising will grow, he predicted, “Not massively but distinctly for people who are OK with a colder but more authentic time.”
Brazilian fossil hints at older origin for all dinosaurs
By ASHER ELBEIN
Adog-size reptile slipped through fernchoked forests 237 million years ago in what is today Paraíso do Sul, Brazil. The animal had the body of a greyhound, a long neck and tail, and a small, nipping beak. Running on four, upright legs, the reptile looked remarkably like an early dinosaur. Yet it lived almost 10 million years before any other known dinosaurs.
A study published last month in the journal Gondwana Research argues that this animal, Gondwanax paraisensis, in fact is one of the oldest dinosaurs ever found. Further support for this finding could solve the mystery of how and where the largest family of planteating dinosaurs emerged.
Since the 1800s, most paleontologists have agreed that all dinosaurs share a common ancestor that emerged in the Triassic Period about 200 million to 250 million years ago, said Steve Brusatte, who is a paleontologist at the University of Edinburgh and was not involved in the study. They were reptiles called archosaurs, and some had shared anatomical traits.
Those ancestral dinosaurs split into three major subgroups: predatory theropods, longnecked sauropods and the ornithischians. The last group included diverse and well-known beaked herbivores like Triceratops, Stegosaurus and Iguanodon.
Yet while some early theropods and sauropods are known from 230-million-year-old Triassic rocks, there are “just a few scrappy, fragmentary roadkill fossils” that could possibly — “if you squint”— be Triassic ornithischians, Brusatte said. That absence of clear evidence caused some researchers to wonder whether the ancestral ornithischians they were looking for were hiding in plain sight.
Enter the silesaurids, members of an enigmatic family of small- to medium-sized omnivores. The silesaurids have traditionally been considered either direct forerunners of dinosaurs, or extremely close relatives, said Rodrigo Temp Müller, who is a paleontologist at the Universidade Federal de Santa Maria in Brazil and an author of the new study.
Some paleontologists have argued that silesaurids — rather than being a singular family of close dinosaur relatives — were an artificial grouping containing some of those ornithischian ancestors. Many of them share specific anatomical features with later ornithischian dinosaurs, like ankle bones and beaked jaws.
“The problem is that we have a lot of material of early silesaurids, but the forms that are probably most related to ornithischians are rare,” Müller said.
Early silesaurids also tend to have several primitive features in their skeletons that make establishing their lineage tricky, he added, and material from later members of the family is often missing the most useful pieces of anatomy, like skulls and forelimbs.
In January, Müller received a fossil donation from Pedro Lucas Porcela Aurélio, a doctor and amateur fossil hunter. In the chunk of rock, Müller identified the hips, femur and vertebrae of a silesaurid.
As always with the family, not everything was advanced: The femur lacked specific traits connecting the muscles of the leg to the tail, suggesting it walked less efficiently than other silesaurids or dinosaurs, Müller said. He named it Gondwanax.
But unlike other reptiles and early members of its family, Gondwanax had three vertebrae in its hips rather than two, part of a trend toward an increase in the number of hip vertebrae that looks distinctively dinosaurlike. That suggests Gondwanax and its kin are either Triassic ornithischians or their direct ancestors, and thus dinosaurs in their own right.
If that’s true, Brusatte said, it will add as many as 7 million to 10 million years to the history of ornithischians. It also suggests that dinosaurs were much more common and widespread earlier than had been previously guessed.
However, it’s too early to call the case closed.
“I wish I could say that this new silesaurid fossil solves the riddle once and for all, but for me, it is still an open question,” Brusatte said.
Müller agrees. “At this point it’s really messy,” he said. “The origin of dinosaurs is so obscure right now that there’s no consensus — both hypotheses are well supported. If we get more material, probably we will solve it.”
More material is likely on the way. In early October, Müller and his colleagues discovered a new, more complete silesaurid specimen — possibly also Gondwanax. He plans to begin preparing the fossils soon — and contribute more evidence for specialists seeking a definitive answer to the biggest mystery in dinosaur history.
“I believe that in the next few years, there will be far more specimens of silesaurids and dinosaur relatives,” Müller said.

Bela Karolyi, a gymnastics coach who was revered then repudiated, dies at 82
By ALEX TRAUB, HANK SANDERS and CARLA CORREA
Bela Karolyi, a charismatic taskmaster of a gymnastics coach who with his wife, Martha, developed generations of the sport’s leading athletes, but whose reputation was tainted by accusations of an abusive style and blindness to the sexual crimes of Dr. Larry Nassar, died Friday. He was 82. His death was announced Saturday by USA Gymnastics, the national governing body for the sport. The statement did not provide further details.
Karolyi helped usher in an exciting and more challenging era of women’s gymnastics as the Romanian coach who turned Nadia Comaneci into an Olympic champion in 1976. Under his tutelage, Comaneci, then 14, also scored the first perfect 10 in Olympic competition.
In 1981, Karolyi and his wife defected from Romania and attempted to make a name for themselves in the United States. He took on a young gymnast named Mary Lou Retton as a pupil. In 1984, she became the first American woman to win a gold medal in gymnastics.
Girls everywhere aspired to be the next Comaneci or Retton, and Karolyi himself started to become a star of the sport. He leaned into the spotlight. He had a twitching gunslinger’s mustache, a habit of bearhugging his gymnasts and a Transylvanian accent that charmed American journalists. Television broadcasters outfitted him with a microphone so that viewers at home could hear his every word.
As early as the 1980s, some said that Karolyi’s insatiable drive to win fostered a culture of abuse. Yet accusations about un-
who as a doctor at their ranch spent years sexually abusing young girls who were training with the couple. Around the same time, many gymnasts accused the Karolyis themselves of being abusive in their coaching.
That made some of his successes look different in hindsight. During the all-around team gymnastics event at the 1996 Olympics in Atlanta, gymnast Kerri Strug was struggling with a sprained left ankle. Karolyi encouraged her to do the vault anyway, shouting, “You can do it!”
She charged toward the vault, leaped, stuck the landing, turned to face the camera, smiled — and then collapsed in a heap.
Bela Karolyi was born Sept. 13, 1942, in Cluj, a regional capital of Transylvania that was then part of Hungary but became part of Romania after World War II. His father, Nandor, was a civil engineer, and his mother, Iren, worked as an accountant.
coordinator of the U.S. women’s team after the 2016 Rio Olympics. It was the breakout year for Simone Biles; the Karolyis seemed to be going out at the top, having transcended criticisms of their coaching style.
In fact, a reckoning was already underway. That August, accounts emerged that Nassar had regularly molested young female athletes at the Karolyis’ ranch and at Michigan State University, where he worked as a faculty member and sports doctor. Gymnasts began discussing publicly how while training with the Karolyis they had practiced with fractured bones, suffered ridicule of their developing bodies, faced food restrictions and felt discouraged from complaining about hunger or pain.
healthy diets, unsafe treatment of injuries and even physical attacks did not halt his rise. When, amid fighting with fellow coaches, he stepped down as national coordinator of the U.S. women’s gymnastics team, he was replaced by his wife, who ran the program for another 15 years. At the same time, the couple owned a Texas ranch that served as the team’s training headquarters.
American women came to dominate international gymnastics, winning dozens of Olympic medals and beating Russian and Chinese rivals by multiple-point margins in a sport in which the gap between winning and losing had often been just tenths.
Yet after 2016, the Karolyis found themselves in the news not for gymnastics triumphs but for their relationship with Nassar,
Bela was a successful boxer, and he competed in the 1956 Melbourne Olympics as a hammer thrower. He attended a college of physical education in Romania, where he began coaching gymnastics. One of his athletes was Martha Eross. They married in 1963.
When they defected to the United States, they spoke little English, worked menial jobs and wondered if their dramatic move had been woefully naive.
Even while coaching Retton, Karolyi had no official status with USA Gymnastics, so to enter the Games he had to get accreditation from an equipment supplier as a technician. He paced outside a fence near the blue padding where gymnasts vaulted.
Retton came up to the fence, needing a perfect 10 on her vault to win the gold medal. “I’m going to stick it,” she told him. She did.
“Mary Lou Retton is an American folk heroine now, an Olympian for the ages,” sports writer Dave Anderson wrote in the Times after her victory.
The next year, the Karolyis bought their 50-acre property in the Sam Houston National Forest of Texas. They soon began instructing their gymnasts to attend monthly training camps there.
In 2001, the couple unexpectedly changed their roles. Martha had always been the quiet background administrator, Bela the emotional lead coach. But now he faded into the background, being a dispenser of advice and overseeing the ranch, while Martha ran the U.S. women’s team.
The couple had a daughter, Andrea. Complete information about survivors was not immediately available.
Martha retired from her role as national
Many former gymnasts said that they dreaded going to the Karolyis’ ranch. One testified that she once purposefully hit her head against a bathtub to avoid the abuse she endured on the property.
After Biles and others said that they would not train at the Karolyis’ center anymore, USA Gymnastics stopped using the facility and halted plans to buy it.
Nassar was convicted of criminal sexual conduct and child pornography charges in several trials, and he received multiple sentences of between 40 and 175 years in prison.
The Karolyis denied knowing about Nassar’s behavior and rejected the abuse accusations against them. A district attorney in Texas who brought charges against Nassar did not file charges against the Karolyis and said they had fully cooperated with the investigation.
In a 2018 interview with “Dateline” on NBC, Karolyi responded to the revelations of Nassar’s abuse. “The whole thing,” he said, “is just like an explosion, like a bomb exploding.”
Not every former gymnast has denounced Karolyi. He is described fondly in the autobiography on Strug’s website. Gymnast Dominique Moceanu publicly complained about the Karolyis’ coaching as early as 2008, when they were still the sport’s ultimate power couple. But after his death, she wrote a message on social media with words of praise.
“Bela Karolyi was a man whose influence on my life and the sport of elite gymnastics is undeniably significant,” she said. “He was a complex individual, embodying a mix of strengths and flaws that left a lasting impact on those around him.”
