uis Manuel Irizarry Pabón was suspended on Wednesday from his duties as mayor of Ponce by the Disciplinary Administrative Processing Unit of the Office of the Special Independent Prosecutor Panel (OPFEI by its Spanish initials). As reported by the STAR, the mayor was indicted on Tuesday after Judge Adria Cruz Cruz found cause for arrest against him on charges brought by the Office of the Special Independent Prosecutor (OFEI). Later on Tuesday, Popular Democratic Party (PDP) President Jesús Manuel Ortiz said Irizarry Pabón would be removed from all his political positions in the party. The OFEI filed four charges against Irizarry Pabón, for which he presented himself at the office in Hato Rey Wednesday morning to be booked for alleged unjustified enrichment and violations of the Government Ethics Law. Since April, the OFEI has been investigating Irizarry Pabón, based on the recommendation of the Department of Justice. The report from the agency’s Division of Public Integrity and Comptroller Affairs suggests that the mayor may have violated the Government Ethics Act and the Political Campaign Finance Control Act. contributions from trust employees and those affiliated with the PDP. The complaint also suggests that the money raised was used to cover Irizarry Pabón’s election campaign expenses and other expenses. “Definitely, this is a conspiracy against this mayor, by people who, at the right time, are going to be proven to have committed crimes,” said Irizarry Pabón upon leaving the court hearing on Tuesday. As reported by the STAR on Wednesday, the charges filed by the OFEI include two violations of Article 4.2 of the Government Ethics Act, related to required financial reporting, and two violations of Article 251 of the Penal Code for illicit enrichment. The court is presided over by Judge Adria Cruz Cruz. “The comptroller of elections determined that the loan was a campaign loan and that the contributions or money that was used to pay it back was campaign contributions. So, it wasn’t a personal loan,” said the mayor’s attorney José Andreu Fuentes. “Look, the mayor put more than 60% of the campaign money out of his pocket into his campaign. He put more than $100,000 of his money out of pocket to pay for his own campaign. So, tell me where the $30,000 comes from? He did put in a hundred and something thousand dollars to pay for his campaign. How is it possible that for $30,000 and it is not $30,000 of what was imputed to him, it is $6,000 of contributions to pay that loan. The loan established by the Comptroller of Elections was a campaign loan because it was deposited in the campaign. Now, why wasn’t it deposited in full? Wait for the hearing to see it. Because who got the money? Let’s see, it wasn’t the mayor.” Cruz, of the Ponce Court, determined cause for arrest on the four counts and set a bail of $20,000. Irizarry Pabón was booked on Wednesday at 10 a.m. The preliminary hearing has been scheduled for Nov. 16. “What happens is that this is not a case as the defense intends to bring it, a case of political donations,” Special Prosecutor Zulma Fuster said in response to questions from the press. “Employees here were not making a voluntary donation. Here the employees were forced by the mayor; they were [given] specific instructions from the mayor that they had to repay [a] loan and it was not a campaign loan, it was a personal loan as you could see from the evidence. A loan that he originated in Banco Popular and was signed by him and the obligation was his, it was not the campaign committee or anyone else’s, it was his, personal.” “Well, I didn’t say it, the loan documents say it,” she added. “Here are 23 affidavits including many from employees saying that the mayor gave them instructions.”

Governor proclaims November as Adoption Month By THE STAR STAFF

Gov. Pedro Pierluisi called on citizens to consider adoption during Adoption Month, emphasizing that it is a rewarding love alternative for both parties.

Pedro Pierluisi Urrutia on Wednesday proclaimed November as Adoption Month, in an event where 14 families made the adoption of minors official. “As a people, we want a family for every boy, girl and young person in our land; a family that loves, protects and guides them along the path of good,” Pierluisi said in a written statement. Family Secretary Ciení Rodríguez Troche highlighted the excitement of the minors and the commitment to creating new families. “I am a witness to the blessing

of these families when they meet and create an emotional bond based on love,” she said. During the event, the stories of Jessica Rivera and José García, who adopted 7-year-old Josnier, and Bianca Withcolck and Jorge Ginestre, adoptive parents of 10-year-old Abigail and 9-year-old Ithan, were shared. Glenda Gerena Ríos, head of the Families and Children Administration (ADFAN by its Spanish acronym), pointed out that adoption provides confidence to minors in state custody. “At ADFAN we promote the adoption of older children and groups of siblings,” Gerena Ríos said. “This

year we have achieved projects that promote adoption and several minors have found a home.” The governor urged those interested in adopting to contact the Family Department’s Auxiliary Administration for Foster Care and Adoption. Currently, there are 312 families registered in the State Voluntary Adoption Registry, and 146 minors ready for adoption, of which 109 are over 8 years old. Telecommunications Bureau launches probe into Liberty Mobile By THE STAR STAFF

T

he Telecommunications Bureau (TB) of the Public Service Regulatory Board announced Wednesday it will investigate Liberty Mobile with regard to the integration process of clients previously served by AT&T Puerto Rico. TB accepted a request presented by the Independent Office for Consumer Protection (OIPC by its Spanish initials) to investigate the problems that an undetermined number of mobile telephone customers have faced due to the migration of customers to Liberty Mobile from AT&T, which stopped operating

in Puerto Rico a few years ago. The OIPC reported in the request that, as has been publicly reported, in recent weeks an undefined number of customers have experienced problems with their cellular communication service due to the update and integration process carried out by Liberty. It also indicated that senior company officials have offered statements in the media acknowledging that they are updating their systems and that, as a consequence, some consumers have experienced inconveniences with their service. Some of the issues consumers have faced include temporary service interrup-

tions, complete interruption of incoming and outgoing calling service, no internet service, no text messaging service, text messages and emails not reaching their recipient, and inability to use “roaming” services when they are outside of Puerto Rico, among others. “The TB, in compliance with its ministerial duty, requires that Liberty Mobile present a report on the situation and in response to the proposals presented by the OIPC within 20 days from receipt of the resolution and order,” added TB Chairman Rafael Otaño. “We also asked the OIPC for a detailed report expanding on the approaches presented, such as statistics and calls answered from affected

citizens, and any other related information.” The TB, in its Resolution and Order in case JRT-2006-OA-0005, orders all telecommunications companies to have the “Know Your Rights” sign visible in all their establishments. The OIPC began the process to investigate Liberty’s handling of the integration before and after the migration, the number of affected consumers, the process of adequately notifying those customers (before and after the event), the corrective measures used by Liberty, the existence of any mitigation plan and the compensation to consumers for the damages suffered.

Jesús Hernández Arroyo filed legislation that seeks to declare the first Friday of October of each year as a day dedicated to assisting the elderly with the challenges of high technology. The legislation also promotes activities to acknowledge, educate and highlight the benefits of guiding and supporting the senior population in technological aspects.

“The digital age is a reality that concerns us all and it is worrying that our seniors have been left behind on this issue,” Hernández Arroyo said. “Hence the importance of encouraging this population to be in contact with technology so that they can maintain communication with their loved ones and carry out any governmental or personal procedure. This, without a doubt, will help improve their emotional health so that they can function socially, and will make life easier for our elderly.”

The lawmaker pointed out there are many pieces of legislation for the benefit of the island’s senior population, but unfortunately, very few are in force. “It is time to give back a little of how much our seniors have contributed,” Hernández Arroyo said. “Through this piece of legislation … we promote the integration of all government and international efforts and legislative measures to make our seniors self-sufficient and tempered to modern times.”

Not too early Firefighters Bureau promotes safe Christmas celebrations By RICHARD GUTIÉRREZ richardsanjuanstar@gmail.com

W

hile it’s not exactly time yet, as Mariah Carey would say before singing her hit single “All I Want for Christmas Is You,” Christmas is getting closer and closer, with November finally beginning on Wednesday. With Christmas comes a long stretch of celebrations, which usually involve a lot of lighting to set up around the house. If the lighting isn’t handled properly, this could inevitably cause accidents that could cause irreparable damage to a house or even worse, to someone’s life. That is why The Puerto Rico Firefighters Bureau (NCBPR by its Spanish initials is promoting safe Christmas celebrations through an ad campaign, which launched Wednesday. The campaign is known as “Safe Christmas,” which has a TV commercial as a public service announcement, a radio ad, and content for social media platforms. The announcement and launch of the public service announcement was provided via a press conference. “We want a happy Christmas without incidents to regret due to a fire,” said NCBPR Commissioner Marcos Concepción Tirado at the press conference. “Last year in our visits to communities and shopping centers, citizens welcomed our message; that is why this year we are going out into the streets again with valuable advice that prevents fires from happening and tarnishing this very

important celebration in Puerto Rico. Christmas is the time of year where we get together as a family to enjoy the holidays, so it is important to follow our recommendations.” Public Safety Secretary Alexis Torres, who was also at the press conference, was asked if the same strategy was going to be used in other departments “It doesn’t matter where this message comes from, what matters is that the message is conveyed so that everyone can learn from this message and people learn from their experiences so that they don’t happen again,” Torres said. “Every agency has their own work plan. I know many of them that have different campaigns, but I can say the Firefighters Bureau has been doing this since 2021, visiting many different places, and eventually, our ultimate goal would be to someday have a full-on caravan throughout the entire island.” Why was the ad campaign delivered so long before Christmas? Concepción Tirado: “People in Puerto Rico tend to decorate a lot earlier. In later years we’ve had the campaign in the middle of November instead of the beginning. This year we are focusing on bringing the campaign a little earlier in the month, because we are certain that people start decorating for Christmas quite early in November.” “We receive statistics every month; however, I am hoping that this campaign becomes a starting point to reduce the fires during Christmas,” the island fire chief added. “We are very much hoping for a change in that department.” The firefighters shared plenty of advice regarding taking proper care, via the press conference and throughout the ad

campaign, which has a rather enjoyable Puerto Rican Christmas feel to it and includes ample advice to people. For example: “If you use a gas stove to make your Christmas dinners, do not alter the cylinders, their seals and certification labels. Make sure that the cylinders purchased for exchange comply with the regulations, provide security to the tank area, and do not make homemade installations.” Also: “When buying a natural Christmas tree, choose one with fresh, green needles that do not fall off. If the lights come into contact with a dry tree, it is very likely to cause a fire. In addition, remember that the tree must be watered every day.”

San Juan simplifies purchasing & bidding processes By THE STAR STAFF

an Juan Mayor Miguel Romero Lugo has announced measures aimed at simplifying and expanding the procurement processes within the municipal administration. Businesses and companies interested in offering goods and services through auctions can now register for free in the Capital City Bidders Register. Previously, there was a $250 registration fee for merchants and entrepreneurs. However, following the approval of municipal ordinances 5 and 7 in 2023, which were passed on Aug. 15 and Aug. 24 of this year, respectively, the registration fee has been eliminated. The primary objective of the initiative is to strengthen and standardize the administrative structure of the capital city. It aims to provide the necessary infrastructure to acquire equipment, services, and support to ensure the delivery of high-quality services to citizens at competitive prices. Additionally, it encourages the participation of more local businesses in the bidding processes. Romero Lugo has called

on merchants to take advantage of the public policy initiative by registering for the Capital City Bidders Register. To register, interested parties can download the application from the municipal portal at www.sanjuan.pr/avisospublicos. Information regarding the municipal ordinances can be accessed on the municipal legislature’s portal: www.legislaturamunicipal.pr. Once a merchant or entrepreneur completes their registration in the Bidders Register, they receive an active certification, allowing them to participate in procurement

processes for goods and services organized by the Municipality of San Juan’s Auction Board. This participation covers various aspects, such as purchases, auctions, and requests for proposals (RFPs), depending on the category they have registered for.

It is important to note that, in accordance with the regulations, any company or business that wins an auction or secures a proposal to supply goods or services to the municipal administration of San Juan must hold an active certification in the Bidders Register.

PRIDCO files for Title VI bankruptcy By THE STAR STAFF

T

he Puerto Rico Industrial Development Company (PRIDCO) has filed for Title VI bankruptcy to restructure some $189.6 million in bonded debt. The amount of the bonded debt will suffer virtually no cuts but will have extended maturities. The Puerto Rico Oversight, Management and Economic Stability Act (PROMESA) provides for two types of debt restructuring. One is through Title III, which is similar to an ordinary bankruptcy process. The other mechanism, PROMESA’s Title VI, requires that all groups of creditors accept the debt plan before the court can confirm it, and is primarily aimed at financial debt, not pensions or other types of claims. Under the terms of the voluntary restructuring filed Oct. 27, bondholders would receive $30 million in cash and

replacement debt for the rest of their bonds. The debt would carry coupons of 7.0% to 8.8% and PRIDCO would have the chance to extend the repayment length. “Among other benefits afforded PRIDCO pursuant to the qualifying modification is a reduction of its funded indebtedness and an extension of more than twenty years to repay or refinance its funded indebtedness,” the Title VI filing said. The rent paid by companies using PRIDCO structures is used to pay for PRIDCO bonds. The leases -- made to “large, well-established” U.S. and foreign companies -- were “fully competitive and highly attractive” compared with other options, according to the 2003 official statement. A deal to restructure PRIDCO’s debt has been under discussion since 2019 to pay about 94 cents on the dollar. The restructuring support agreement fell through in April 2021, and bondholders sued, voluntarily dismissing the case months

Project to revive dry dock at Roosevelt Roads announced By THE STAR STAFF

he Roosevelt Roads Local Redevelopment Authority (LRA) unveiled a project that aims to give developers and operators in the maritime industry the opportunity to make a meaningful difference in the vessel maintenance, repair and retrofit industry. The initiative seeks a highly qualified developer to design, build, operate and finance the rehabilitation and operation of the dry dock located at the facilities of the former Roosevelt Roads Naval Base in Ceiba. LRA Executive Director Joel A. Pizá Batiz expressed enthusiasm for the proposal, highlighting the significant impact that such a project could have on the local economy. “This opportunity will not only foster the creation of specialized

jobs in the region, but will also position Puerto Rico as an American alternative in the boat maintenance, repair and remodeling industry in the Caribbean,” he said. The project, which is backed by private capital, aims to create a world-class facility that will offer services to commercial vessels, including yachts and mega yachts. The request for proposals documents are available on the LRA website (www.rooseveltroads.pr.gov). The deadline to complete the Bidder Registration Form to participate in the proposal is Wednesday, Nov. 15 at 5 p.m. (AST). Registration is mandatory to participate. Johnson’s Israel aid bill sets stage for a clash over security assistance

S

peaker Mike Johnson’s decision to force a stand-alone vote on aid for Israel, peeling off a request from the Biden administration for money from Ukraine and coupling it with spending cuts, has set up a confrontation between the House and Senate over how to fund U.S. allies during the conflicts. Johnson, R-La., who has personally voted against sending military aid to Kyiv, released a $14 billion aid bill for Israel on Monday. It includes a provision that would rescind the same amount of money earmarked for the Internal Revenue Service as part of the Inflation Reduction Act, a key piece of President Joe Biden’s agenda. Biden has asked Congress to pass a $105 billion aid package for Israel and Ukraine that also has funds for Taiwan and border security in the United States. But Johnson spurned that request, in an acknowledgment of how toxic funding for Ukraine has become among Republicans. And while a bill to help fund Israel in its war against Hamas would likely have mustered an overwhelming bipartisan vote, Johnson went one step further, injecting a provision that would roll back a top priority of Biden and Democrats that experts said would increase the nation’s debt.

In an interview Tuesday on Fox News’ “Outnumbered,” Johnson conceded that the provision could erode bipartisan support for the aid package, but he essentially dared Democrats to vote against supporting Israel. “If you put this to the American people and weigh the two needs, I think they will say standing with Israel and protecting the innocent is a more immediate need than IRS agents,” Johnson said. The decision sets the House on a collision course with the White House and Democratic-held Senate, where a bipartisan group of lawmakers has demanded that Congress pass legislation to address both conflicts at the same time. “Rather than putting forward a package that strengthens American national security in a bipartisan way, the bill fails to meet the urgency of the moment by deepening our divides and severely eroding historic bipartisan support for Israel’s security,” White House officials said in a policy statement Tuesday night threatening to veto the Republican-written bill. “It inserts partisanship into support for Israel, making our ally a pawn in our politics, at a moment we must stand together.” Earlier, in an address from the Senate floor, Senate Majority Leader Chuck Schumer, D-N.Y., said: “I hope the new speaker realizes that this is a grave mistake and quickly changes course.”

Johnson appears to have structured the Israel legislation in an effort to keep his conference, which is deeply divided over funding foreign wars, united in the early days of his speakership. Looming over him is the knowledge that his predecessor, former Speaker Kevin McCarthy, R-Calif., was ousted after he passed two bills — one to avert the nation’s first default on its debt and the other to avert a shutdown — that did not have majority backing from House Republicans. Already two Republicans, Reps. Thomas Massie of Kentucky and Marjorie Taylor Greene of Georgia, have said they would oppose the $14 billion stand-alone bill for Israel. Including a measure to rescind money from the IRS — an idea popular among conservatives who reviled Biden’s landmark health, climate and tax law — would actually add to the debt, according to past analyses from the nonpartisan Congressional Budget Office. Steven Ellis, president of Taxpayers for Common Sense, denounced it as a “cynical ploy that risks crippling the IRS.” Maya MacGuineas, president of the Committee for a Responsible Federal Budget, said in a statement that while the House’s call to offset military spending for Israel with spending cuts was “welcome news,” paying for it “by defunding tax enforcement is worse than not paying for it at all.” “Instead of costing $14 billion, the House bill will add upward of $30 billion to the debt. Instead of avoiding new borrowing, this plan doubles down on it,” MacGuineas said. It also all but guarantees the legislation will be dead on arrival in the Democratic-controlled Senate, where even leading Republicans have said they favor the Biden administration’s strategy of linking Ukraine and Israel funding together. Senate Minority Leader Mitch McConnell, R-Ky., who has been his party’s most vocal advocate for funding the war in Ukraine, has doubled down on his aggressive support for sending U.S. assistance to help the country beat back a Russian invasion. “The threats facing America and our allies are serious and they’re intertwined,” he said Tuesday. “If we ignore that fact, we do so at our own peril.” He added Tuesday that while he and Schumer were “conceptually in the same place” on linking Ukraine and Israel aid, Democrats would need to swallow “strong border provisions” in order to win Republican votes.

On Monday, as House Republicans were finalizing their bill to dispatch security assistance to Israel alone, McConnell was in Kentucky, hosting Oksana Markarova, the Ukrainian ambassador to the United States, at a forum at the University of Louisville, where he excoriated the approach Johnson had embraced. “Some say our support for Ukraine comes at the expense of more important priorities. But as I’ve said every time I get the chance, this is a false choice,” he said, calling for “swift and decisive action.” Some other leading Senate Republicans have been even more explicit about rejecting Johnson’s approach. “Some have argued for decoupling funding to address these threats,” Sen. Susan Collins of Maine, the top Republican on the Appropriations Committee, said Tuesday at the start of a hearing with top administration officials to discuss Biden’s national security spending request. “We must recognize that our national security interests are being aggressively challenged by all these authoritarian actors in an effort to dismantle the international order that we established following World War II.” But some Senate Republicans have pushed back. “I’m worried that if we talk about Ukraine and the border and Taiwan and Gaza, what’s realistically going to happen is we’re going to be up against the government funding deadline,” said Sen. Josh Hawley, R-Mo., referring to a Nov. 17 cutoff for government funding. “And then it’s going to be a huge transaction. So we all agree on Israel. Let’s just move Israel.”

Senate confirms Lew as US ambassador to Israel By KAROUN DEMIRJIAN

T

he Senate earlier this week confirmed Jacob Lew as the next U.S. ambassador to Israel, filling a post that the Biden administration has argued is critical to efforts to help the country as it seeks to topple Hamas in the Gaza Strip and ward off additional challenges from other Iranlinked groups in the region. The 53-43 vote reflected a deep partisan divide over whether Lew, who served as Treasury secretary during the Obama administration, was the right man for the job. Only two Republicans, Sens. Lindsey Graham of South Carolina and Rand Paul of Kentucky, joined all Democrats in backing Lew’s confirmation. Lew’s confirmation comes as Congress is rushing to respond to Hamas’ Oct. 7 attack on Israel and the ensuing war in Gaza with a comprehensive package of emergency military and humanitarian assistance. President Joe Biden has requested a $105 billion national security spending package for the war efforts in Israel and Ukraine, as well as threats in the IndoPacific and along the U.S.-Mexico border. The task has been complicated by partisan divisions between the Democratic-led Senate, which is working to fulfill Biden’s request, and the GOP-led House. The new speaker, Mike Johnson, R-La., has chosen instead to put forward a security assistance bill for Israel alone and package it with a provision to roll back an IRS enforcement initiative that was part of Biden’s deficit reduction measure. Though Biden nominated Lew before the war broke out, the urgency surrounding his confirmation has increased as the hostilities between Israel and Gaza have escalated. But while Republicans acknowledged the need to install a Senateconfirmed ambassador to the post, they rallied against Lew’s candidacy, arguing that his work promoting and carrying out a multinational nuclear pact with Iran during the Obama years had rendered him an untrustworthy interlocutor with Israel. Republicans and Israeli officials vehemently opposed the Iran deal, which eased certain sanctions in exchange for Tehran giving up its nuclear ambitions, when it was struck in 2015. President Donald Trump later withdrew the United

States from the pact. “A vote for him is a vote to subvert, not strengthen, our ally in its time of need,” Sen. Tom Cotton, R-Ark., said of Lew on the Senate floor. “He lacks either the nerve or the will to really stand up for Israel when it really matters and the chips are down, as they are today,” Cotton added. Democrats have consistently defended Lew, insisting that his conduct as Treasury secretary was above reproach and that his support for Israel is undeniable. “Mr. Lew has a strong, long, proven record as a strong public servant and ferocious ally of Israel,” Sen. Chuck Schumer, the majority leader, said on the floor Tuesday. He also asserted that “the need to confirm Mr. Lew is plain and irrefutable: Israel is in crisis, America needs to stand with her, and a most urgent and obvious step would be to ensure that we have an ambassador in place.” Republicans argued that Lew acted beyond his authority to try to ingratiate Iran into the international banking system by leaning on banks to do business with Tehran. They also accused him of trying to funnel money into Iran’s coffers and of working to undermine Israel’s interests at the United Nations. “The underlying problem here is our policy and policies toward Iran,” said Sen. Jim Risch of Idaho, the top Republican on the Foreign Relations Committee. He argued that given Iran’s key role as a financier of Hamas and other groups in the region challenging Israel, “the last thing we need is somebody who is very contrary to our view on how Iran should be handled.” Democrats said the Israelis themselves backed Lew. “They are very much looking forward to having a confirmed ambassador from the United States in Jerusalem to help in regards to the challenges they’re now facing as a result of Hamas’ terrorist attack in Israel, and they’re very much looking forward to Jack Lew being that ambassador — they told us that directly,” said Sen. Benjamin Cardin, D-Md., chair of the foreign relations panel. He added that Lew’s experience working on prisoner releases could prove critical as the United States seeks to free American and Israeli hostages being held by Hamas.

How Menéndez tried and failed to place an ally in a key federal post By BENJAMIN WEISER, NICHOLAS FANDOS and TRACEY TULLY

S

en. Bob Menendez, D-N.J., had a problem — and, prosecutors say, an opportunity. An old friend and political patron was facing federal prosecution. And as New Jersey’s senior senator, Menendez was in a position to help, by recommending the next leader of the office overseeing the case. In early 2021, Menendez urged President Joe Biden to nominate a lawyer he knew well as the state’s next U.S. attorney: Esther Suarez, a politically connected prosecutor in his home county. It did not go as planned. When White House and Justice Department officials interviewed Suarez, they found her knowledge of federal law lacking, and they had substantial concerns about her qualifications, according to four people familiar with the sessions. Menendez pushed for Suarez to be given another chance, the people said. But after a rare second interview, the result was the same. The episode sheds new light on the lengths to which the government now says Menendez, a three-term Democrat, went to try to secure a friendly prosecutor in New Jersey’s top federal law enforcement position. Far from being routine politics, Menendez’s attempts to fill the position were part of a brazen scheme to sell his office for cash, gold bars and a Mercedes-Benz convertible, a federal indictment says. The indictment includes charges that Menendez conspired to direct aid and weapons sales to Egypt, fueling questions about international espionage. But back in New Jersey, the search for a U.S. attorney was the centerpiece of a far more tawdry web of alleged corruption in which the senator sought to make his friend’s case vanish and pressured a senior official in the state attorney general’s office to quash insurance-fraud matters on behalf of another ally. The senator’s attempts to influence the criminal matters failed. “Fortunately, the public officials the senator sought to influence did not bend to the pressure,” Damian Williams, the U.S. attorney for the Southern District of New York, said last month when he announced the charges against Menendez, his wife and three New Jersey businesspeople. One of them, Fred Daibes, was the friend Menendez had in mind when selecting a U.S. attorney. All five defendants have pleaded not

guilty. The senator said he is innocent of all wrongdoing and has vigorously rejected calls for his resignation, presenting himself as a victim of overzealous prosecutors targeting him because he is Latino. “The government is engaged in primitive hunting, by which the predator chases its prey until it’s exhausted and then kills it,” Menendez said last week. “This tactic won’t work.” In a separate statement to The New York Times, the senator defended Suarez’s qualifications and said he had recommended her “based on her experience and credentials, both as a Latina jurist and prosecutor.” Of all the allegations against Menendez, perhaps none cuts to the heart of the justice system as directly as the accusation that he tried to install and then influence a favorable U.S. attorney who would take over the case against Daibes. A real estate tycoon who helped build up New Jersey’s waterfront, Daibes had been indicted in 2018 by the U.S. attorney’s office there in a bank fraud scheme. Traditionally, in selecting U.S. attorneys and federal judges, presidents defer to their party’s senior senator in a state — in this case, Menendez. And so, in late 2020, Menendez began meeting with potential candidates for the post, including Philip R. Sellinger, co-head of the New Jersey office of the international law firm Greenberg Traurig and a former federal prosecutor. Sellinger had contributed to Menendez’s Senate campaigns since 2006 and had cohosted a fundraiser as recently as June 2020, according to an invitation. He also gave $40,000 to a defense fund Menendez set up in 2014 to pay legal costs associated with an earlier federal indictment, according to Open Secrets; that case ended with a hung jury. During his meeting with Sellinger, according to prosecutors, Menendez criticized the Daibes prosecution — the only case he mentioned — and said he hoped Sellinger would look into it if he got the post. After Sellinger told the senator he might have to recuse himself from the case because he had once handled a matter in private practice involving Daibes, the senator chose to recommend a different person, the indictment says. Though it does not name her, that person was widely known to be Suarez. Suarez would have been well known to Menendez. She worked for Scarinci Hollenbeck, a law firm led by one of his

oldest confidants, and as legal counsel to his hometown, Union City. In 2015, after a stint as a state judge, she was sworn in as the top prosecutor for Hudson County, where Menendez built his political network. Suarez struggled through her first interview with White House and Justice Department officials. Menendez’s office said he never “insisted” that Suarez receive a second interview, but acknowledged that he did request one because Suarez wanted to “clarify some issues from her initial interview.” It did little to help her case; the Biden administration informed Menendez that it would not nominate Suarez. Menendez soon turned back to Sellinger. This time, an unnamed adviser to Menendez spoke with Sellinger and came away with the impression that he might not have to be recused in the Daibes case, according to the indictment. The indictment does not describe what Sellinger said to the adviser. But it says the adviser texted Menendez in May 2021 that if he called Sellinger, “you’ll be comfortable with what he says.” With Menendez’s recommendation, the White House nominated Sellinger, and he was confirmed and sworn in that December. But the Justice Department, after reviewing the matter, said he would have to recuse himself from the Daibes case, the indictments say. Sellinger has not been accused of wrongdoing. His spokesperson has said that

the case was “handled appropriately” and declined further comment. Daibes’ case appeared to be resolved that April, when he pleaded guilty to making false entries on a loan document — part of an agreement that called for no prison time. His lawyer, Lawrence Lustberg, said that the deal was the result of “extended, very hard fought and good-faith negotiations between me and the U.S. attorney’s office.” But this month, a federal judge in New Jersey rejected that agreement, leading Daibes to withdraw his guilty plea. That case is now pending. The senator and his wife, Nadine Menendez, were rewarded for all their effort, prosecutors say. In late January 2022, Nadine Menendez exchanged two brief calls with Daibes’ driver. She then texted Daibes: “Thank you. Christmas in January.” The driver’s fingerprints were later found on an envelope holding thousands of dollars of cash that was recovered from the Menendezes’ residence. The envelope also bore Daibes’ return address and DNA, the indictment says. Then, in March, Nadine Menendez met Daibes for lunch, and a day later, she gave a jeweler two 1-kilogram gold bars, asking that they be sold. Prosecutors say each bar was marked with a serial number indicating it had belonged to Daibes. Nadine Menendez was delighted. “THANK YOU Fred,” she texted him after the lunch, adding pray, X, O and heart emoji.

O

ver and over, Sam Bankman-Fried, founder of the failed FTX cryptocurrency exchange, denied knowing that billions of dollars in customer money had been misappropriated until shortly before his company collapsed last year, as a federal prosecutor grilled him for a second day in his criminal fraud trial. The 31-year-old onetime crypto mogul fumbled for an answer when the prosecutor, Danielle Sassoon, repeatedly asked whether he had told his employees not to spend FTX customer money on investments, pricey real estate and other expenditures. Bankman-Fried also couldn’t name any employees who might have authorized the use of FTX customer money for that spending. “I don’t recall giving any direction,” Bank-

man-Fried said three times about the spending of FTX customer money before he concluded his testimony. Both sides rested their case before lunchtime Tuesday, with closing statements set to unfold on Wednesday. Bankman-Fried was on the stand for a third day testifying before a jury in his own defense in a trial that has come to symbolize the highs and lows of the volatile crypto industry. The entrepreneur has been accused of masterminding a yearslong fraud to steal as much as $10 billion from FTX’s customers and then funneling the money to extravagant real estate purchases and other spending, as well as using the funds to prop up a crypto trading firm he also founded, Alameda Research. FTX, which was valued at $32 billion at its peak, imploded spectacularly last year, leaving many customers unable to recover their deposits. Bankman-Fried has pleaded not guilty to seven counts of fraud, conspiracy and money

If convicted, he could face what amounts to a life sentence. The first few weeks of his trial were filled with a procession of prosecution witnesses who have pointed the finger squarely at BankmanFried and said he directed them to commit crimes. Three of his closest associates — Caroline Ellison, Nishad Singh and Gary Wang — have pleaded guilty and agreed to cooperate with prosecutors. The pileup of damaging testimony may have forced the FTX founder’s hand in testifying, a risky move for a criminal defendant. Taking the stand gave Bankman-Fried an opportunity to say that he never intended to defraud anyone and that his business decisions were made in good faith. But it has also allowed prosecutors to zero in on his past public statements and contrast them with what he did in private. When Bankman-Fried initially took the stand Friday, he took questions from his lawyer, Mark Cohen. Bankman-Fried denied that he had committed fraud or stolen from FTX’s customers, but also acknowledged that he had made mistakes, citing “significant oversights” that hurt the exchange’s customers. On Monday under cross-examination, Sassoon pressed Bankman-Fried about inconsistencies between his public statements and how he ran his crypto empire. He often insisted that he couldn’t remember much of what he had said publicly. On Tuesday, the cross-examination continued, focusing on the actions and statements Bankman-Fried made leading up to the implosion of FTX in November. Bankman-Fried, wearing the same gray suit and purple tie as in previous days on the stand, testified in front of

a crowded courtroom that included Damian Williams, the top federal prosecutor in New York. Missing from the gallery was Bankman-Fried’s mother, Stanford law professor Barbara Fried, who had attended every previous day of the trial. Sassoon, the federal prosecutor, was relentless, asking Bankman-Fried about the failure of FTX, including if some of the cooperating witnesses had not told the truth about Alameda Research owing billions in customer money to the exchange. Bankman-Fried previously testified that he did not learn about the missing funds until about October 2022, while other witnesses testified that he knew much earlier. At one point, Sassoon asked BankmanFried if Adam Yedidia, a former FTX developer who testified at the trial, was lying when he said in court that Bankman-Fried had told him in the summer of 2022 that Alameda owed $8 billion to FTX customers. “I don’t remember him saying it in that way,” Bankman-Fried replied. Sassoon then asked if Ellison, who ran Alameda and was at one point Bankman-Fried’s girlfriend, was wrong when she testified that she and Bankman Fried had conspired with others to misappropriate FTX customer money. “You didn’t tell your employees ‘Don’t spend FTX customer deposits?’” Sassoon asked at one point. “I didn’t,” Bankman-Fried said. “I deeply regret not taking a better look into it.” Sassoon also asked Bankman-Fried if he remembered offering favors to government officials in the Bahamas, where FTX was based. He said he didn’t recall giving Bahamian Prime Minister Philip Davis and his wife courtside tickets to the FTX Arena in Miami. The jury was then shown screenshots of messages of him saying exactly that. (The arena has been renamed.) The prosecution also displayed emails in which Bankman-Fried offered to open withdrawals for Bahamian customers after FTX had halted customer withdrawals as people tried to get their money out from the exchange last year. FTX was under investigation by Bahamian regulators at the time. During a brief redirect, Bankman-Fried tried to clarify that he did not know who at Alameda had authorized the spending of FTX customer money. FTX had about two dozen employees, he said, and “I wasn’t particularly interested in trying to dole out blame.” After closing statements Wednesday, jurors could start deliberating a verdict in the case as soon as today.

Wall Street advances as Fed keeps rates steady; Powell sounds less hawkish

all Street’s major indexes closed higher on Wednesday after the U.S. Federal Reserve kept interest rates unchanged and comments from its top official reassured investors even as he left the door open for further hikes and pointed to economic strength. Fed Chair Jerome Powell said policy makers would proceed carefully although they were not yet confident financial conditions were restrictive enough to get inflation as low as the central bank would like. Trading was choppy at the start of Powell’s press conference but the major equity indexes started to regain some lost ground after about 20 minutes. This was because the Fed’s top official didn’t sound as “definitively hawkish” as he had in previous press conferences, according to Michael James, managing director of equity trading at Wedbush Securities in Los Angeles. “He wasn’t as assertive about higher-for-longer, as he has been in the past. That’s one takeaway bulls will be focused on, even though he indicated the Fed still has a ways to go to get to its 2% target,” said James. According to preliminary data, the S&P 500 (.SPX) gained 43.80 points, or 1.04%, to end at 4,237.60 points, while the Nasdaq Composite (.IXIC) gained 210.23 points, or 1.64%, to 13,061.47. The Dow Jones Industrial Average (.DJI) rose 223.06 points, or 0.67%, to 33,275.93. Ellen Hazen, chief market strategist at F.L.Putnam Investment Management in Wellesley, Massachusetts said it was “hard to say if we are at the end of hikes.” “The Fed very much wants to keep the door open for additional hikes in December or next year. They did make a few changes to the wording, two of which reflect the assessment that the economy is actually stronger than it was at the last statement,” said Hazen, also noting that the Fed changed its reference to job gains from “slowed” to “moderated.” “Both of those are on the positive side,” Hazen said. Earlier the stock market got a boost from falling bond yields after the U.S. Treasury Department said it will slow the pace of increases in its longer-dated debt auctions in the November-January quarter and expects it will need one more additional quarter of increases after this to meet its financing needs. Earnings has been a mixed bag for stocks even though 79.7% of the 310 S&P 500 companies that had reported at the time of LSEG’s latest update, had beat analyst expectations for the quarter while only 16.1% had fallen short of estimates. Still investors were disappointed by many quarterly updates. Estee Lauder (EL.N) shares tumbled after the beauty products maker cut its annual profit outlook. And shares

S

cores of people — some with dual nationalities and other seriously injured Palestinians — arrived in Egypt on Wednesday, a border official said, after the Gaza Strip border was opened under an international agreement to allow a few categories of people to cross. They were the first such exits from Gaza since the start of the war between Hamas and Israel. Ambulances shuttled 76 critically injured people and members of their families into Egypt from Gaza, said Wael Abu Mohsen, a spokesperson for the Gaza side of the Rafah border crossing. Gravely wounded Palestinians were being taken to nearby hospitals in Egypt, Gazan health officials said. Six buses carrying 335 more evacuees left Gaza and had arrived at the border crossing, Mohsen said. It remained unclear if they had entered Egypt. Earlier, Egyptian state TV showed what it said was a group of foreign or dual nationals carrying luggage on the Egyptian side of the Rafah border crossing, where they were to have documents checked. The crossings came after a deal negotiated late Tuesday among Israel, Egypt, Hamas, the United States and Qatar. Egypt was preparing to receive hundreds of people Wednesday, according to Western diplomats in Cairo and Jerusalem, as well as Gaza authorities. U.S. citizens were not expected to be among Wednesday’s evacuees, other than those working for certain aid groups, but they are slated to follow in batches later in the week, three of the diplomats said. The Rafah crossing has been the focus of heated international negotiations. At present, it is not only the sole

possible escape route for people trapped in Gaza, but it is also the only entry point for relief supplies. After Hamas mounted devastating coordinated attacks on Israel from Gaza on Oct. 7, Israel imposed a siege on the Hamas-controlled Palestinian territory, conducting a bombing campaign and then sending troops deep into Gaza starting over the weekend. On Tuesday, an Israeli airstrike on the neighborhood of Jabaliya, near Gaza City, killed dozens and wounded hundreds, according to officials at a hospital. On Wednesday, the Gaza interior ministry said another airstrike in the same area had killed and injured more people. to have been once again plunged into a communications blackout Wednesday. The strip’s main telecommunications provider said around 4 a.m. that its services had been disrupted. Over the weekend, as Israel began a ground invasion, residents endured a panic-inducing 34-hour blackout. — Israel said its strike Tuesday in the Jabaliya area had successfully targeted Hamas militants, including a commander who was central to the Oct. 7 attack on Israel, which killed 1,400 people. Tropical Storm Pilar kills at least 1 in El Salvador By MIKE IVES

eavy rains linked to Tropical Storm Pilar have killed at least one person in El Salvador, an official there said early Wednesday, as parts of Central America faced heavy flooding. The Associated Press and local news media attributed reports of at least two deaths in El Salvador to officials from the country’s civil defense office. A spokesperson for that office said by telephone early Wednesday that he could only immediately confirm one death. El Salvador’s National Police described the storm on social media late Tuesday as a “national emergen-

cy,” and the civil protection office posted photos overnight that showed emergency personnel working to clear downed trees in the dark. Pilar had maximum sustained winds of 60 mph early Wednesday, 14 miles shy of hurricane strength, the National Hurricane Center of the United States said in an advisory. Its center was about 120 miles southsouthwest of San Salvador, the Salvadoran capital, and 225 miles west of Managua, the capital of Nicaragua. Tropical storm watches are in effect for the Pacific coasts of Nicaragua and Honduras. That means tropical storm conditions are possible within the next 12-24 hours. The U.S. Hurricane Center said that the storm was drifting north and expected to begin moving west,

farther into the Pacific Ocean, on Wednesday. But Pilar was still forecast to produce 5-10 inches of rain, and up to 15 inches in some areas, through Wednesday in portions of El Salvador, Nicaragua, Honduras and Costa Rica, the center said. It also warned of possible flooding in cities, and mudslides at higher elevations. Hurricanes have become more destructive over time, in no small part because of the influences of a warming planet. Climate change is producing more powerful storms, and they dump more water because of heavier rainfall and a tendency to dawdle and meander; rising seas and slower storms can make for higher and more destructive storm surges.

Israel faces hostage dilemma in Gaza By ADAM GOLDMAN and ERIC SCHMITT

A

s terrified families of hostages abducted by Hamas hold tense vigils, voicing fears that Israel’s ground attacks in Gaza could take the lives of their loved ones, the country got a rare bit of good news Monday: Israeli soldiers had secretly rescued a 19-year-old woman. The Israeli military provided few details about the operation along the Gaza border to free the woman, Pvt. Ori Megidish, whose release was kept quiet until word started to trickle out that she had been freed in an overnight raid two days prior. The soldier came home to a country still deeply traumatized by the Hamas attack on Israel on Oct. 7, while worried family members wondered how many of the other 240 hostages would make it home. The predicament of the hostages underscores the extraordinary dilemma facing Israel as it seeks to achieve its military goal of destroying Hamas while attempting to free the men, women and children held in locations likely scattered around Gaza. Yoav Gallant, Israel’s defense minister, met with families of the hostages, and insisted those two goals were not incompatible. “If there is no military pressure on Hamas, nothing will progress,” he told the families Sunday. “The military operation is intended, among other things, to increase the chance of returning our people.” Hamas also appears to understand the nightmare facing Israel, putting pressure on the Israeli government to make concessions, including a break in the fighting. After the media reported that Megidish had been freed, Hamas released a video of three Israeli female hostages. One of the women, Daniel Aloni, 44, animated, angry and under extreme duress, criticized Prime Minister Benjamin Netanyahu. “You were supposed to free all of us,” Aloni said. “You committed to free us all. But instead we are carrying your political, security, military, diplomatic failure.” Netanyahu called the Hamas video “cruel psychological warfare.” Hamas is prepared for a long, bloody fight, and its fighters have turned Gaza into a labyrinth of tunnels, stocked with weapons and food. Some of the hostages are hidden in the tunnels, many of which are likely booby-trapped.

After pounding Gaza and its people with artillery and bombs, the Israeli army moved in Friday. So far, the Israeli troops have advanced to the outskirts of Gaza City but not entered the Hamas stronghold. Fierce urban fighting is expected when they do. Rob Saale, the former head of the FBI-led Hostage Recovery Fusion Cell, said Israel was facing an unprecedented situation. “There are no easy solutions,” Saale said. “I think the Israelis are pursuing the right course. You can’t let the hostages dictate what you are doing. Continuing to put a lot of pressure on Hamas is probably the best way to get them back. Hamas isn’t going to free hostages from a position of strength.” Lt. Gen. Mark C. Schwartz, a retired Special Operations commander who formerly served as U.S. security coordinator for Israel and the Palestinian Authority, said that Israel has likely embedded commandos within its advancing ground units so they can act quickly if they receive fresh intelligence on hostage locations. Other former senior officers who have served combat tours in the Middle East painted a grim picture of trying to recover the hostages — either through negotiations or military rescue — as Israeli forces pushed deeper into Gaza. Gen. Richard D. Clarke, a retired head of the U.S. Special Operations Command, said the conditions in Gaza — an active war zone, the large number of hostages, scarce intelligence on their exact locations and Hamas’s preparations to defend against an Israeli assault — make any hostage recovery operation “extremely challenging.” “Getting the hostages out will be very difficult,” said Gen. Kenneth F. McKenzie Jr., a retired head of the U.S. military’s Central Command. “Hamas will try to create dilemmas for the Israelis — putting them near command posts, rocket launching sites and ammo dumps — as long as they can.” The three generals all predicted a lengthy fight, possibly taking months. “I do not think Hamas will fold,” Schwartz said. “They want to kill Israeli soldiers, and I expect there to be brutal fighting.” Yair Golan, a former deputy chief of staff in the Israeli military who helped rescue partygoers at a music festival that was attacked Oct. 7, said the hostages have to

Already four hostages have been released as the United States and Qatar try to broker complicated deals. But considerable hurdles remain. Hamas has asked for a cease-fire, but Israel has refused. There are also thorny issues involving the transfer of relief supplies and whether some hostages were being treated as military personnel rather than civilians, according to a person familiar with the negotiations. U.S. officials say the Israelis do not know where all the hostages are at any given time. They are being held in different places, not just by Hamas but other groups including Palestinian Islamic Jihad, an armed group in Gaza, and can be moved at any time, they said. Yaakov Peri, a former head of Shin Bet, the Israeli security service, said Hamas was not negotiating seriously. The terrorist group was just trying to buy time and delay

the ground assault, he said. “They know the issue of hostages is a very sensitive issue,” he said. “They’re trying to take advantage of the political situation. They’re dealing with the hostages as a bargaining card.” American officials said the priority remains seeking the hostages’ release through diplomatic channels, rather than a highly risky commando raid into Gaza’s dense urban environment. Another senior U.S. official said the presence of hostages has imposed some limitations on Israel’s military planning — taking off the table options like flooding portions of the vast network of underground tunnels where many of the hostages are being held. But the official noted that if any hostages are killed, either by the captors or by Israeli strikes, Hamas loses leverage. Israel’s expanding ground operations have complicated efforts to release the hostages, but U.S. officials say the more limited incursions, at least initially, align with advice Defense Secretary Lloyd Austin conveyed to his Israeli counterparts in recent days to mitigate risks to the hostages and civilians in the enclave. As a result, U.S. officials said Israel was taking the hostages’ safety more into account than it was in the initial invasion planning, while acknowledging they still remain in serious danger.

Venezuela tries to squash opposition campaign before it even starts 2024.

I

t seemed like a small glimmer of hope for supporters of democracy, after years of authoritarian rule. The election of an opposition candidate to challenge Venezuela’s president, which followed on a commitment from the government to hold free and fair elections next year, led to cautious optimism among Venezuelans and international observers about the possibility of establishing a path back to democracy. But now the government of President Nicolás Maduro is taking aim at the opposition election held this month, raising con-

cerns that Maduro will resist any serious challenge to his 10-year hold on power even as his country continues to suffer under international sanctions. The opposition primary in Venezuela, a South American nation of roughly 28 million people, took place with no official government support. Instead, the vote was organized by civil society, with polling stations in homes, parks and the offices of opposition parties. More than 2.4 million Venezuelans cast ballots, an impressive number that suggests how engaged voters could be in the general election that is supposed to take place in

But in the days that followed, the president of the Maduro-controlled Legislature has claimed that voter turnout was inflated and called the organizers “thieves” and “scammers,” and the election a “farce.” “The primaries sent a clear message that the Venezuelan people are, in essence, profoundly democratic,” said Tamara Taraciuk Broner, who researches Venezuela for the Inter-American Dialogue, a Washington-based research organization. “And if they have the option to vote, they will express themselves through the vote. And that is a huge challenge to those in power.” Venezuela’s attorney general’s office announced last week that it was investigating 17 members of the national and regional commissions that oversaw the balloting, based on allegations of violating electoral functions, identity theft, money laundering and criminal association. If the attorney general files criminal charges, the defendants would face a trial and possible imprisonment. And on Monday, the Venezuelan Supreme Court issued a ruling effectively annulling the primary. But since the government played no role in the election, it is not clear what the practical effect will be or what the ruling will mean. “All effects of the different phases of the electoral process conducted by the National Primary Commission are suspended,” the ruling said. Juan Manuel Rafalli, a constitutional lawyer in Venezuela, said the attorney general’s office will likely ask the primary’s organizers to hand over documents that it will use to try to invalidate the election results or to call for a new one. “They have unleashed all the judicial apparatus that they control to try to annul what happened,” Rafalli said. “Don’t look for a legal explanation for this because you won’t find one.” Maduro assumed power in 2013, following the death of Hugo Chávez, who had led a socialist-inspired revolution in the late 1990s. Under Maduro, Venezuela, whose vast oil reserves made it one of Latin America’s wealthiest nations, has been in an economic free fall, which has set off a humanitarian crisis. About 7 million Venezuelans — one quarter of the population — have left the country.

The Maduro government and the opposition signed an agreement last month that was intended to move the country toward free and fair elections, including allowing the opposition to choose a candidate for next year’s presidential contest. María Corina Machado, a center-right candidate and former member of Venezuela’s Legislature, won with 93% of the vote, in a 10-candidate race. But Maduro’s government has barred her from running for office for 15 years, claiming that she did not complete her declaration of assets and income when she was a legislator. It is a tactic commonly used by Maduro to keep strong competitors off the ballot. Machado is a veteran politician, nicknamed “the Iron Lady” to reflect her adversarial relationships with the governments of Maduro and Chávez. If Machado were allowed to run, some analysts say, she could likely defeat Maduro. But her hard-line positions and insistence on holding members of the Maduro administration criminally responsible for human rights abuses could also make it less likely that the government would allow her to assume power. “It is a contradiction to sign an agreement and then, in the days that follow, they proceed to violate the first points of the agreement,” she said in a speech Thursday, referring to the investigations of the organizers of the primary. The Biden administration has lifted some sanctions on Venezuela’s crucial oil industry in response to some of Maduro’s recent overtures, which have included accepting Venezuelans that have been deported from the United States and releasing a handful of political prisoners. But the administration also expects Venezuela to reinstate candidates prohibited from participating in the national election or face the restoration of sanctions. The U.S. State Department said it was aware of the Venezuelan high court’s decision regarding the opposition primary and urged the Maduro government to abide by its agreement to hold a credible election next year. “The United States and the international community are closely following implementation of the electoral road map, and the U.S. government will take action if Maduro and his representatives do not meet their commitments,” the statement read.

Why Oslo still has relevance By SERGE SCHMEMANN

A

few days after Prime Minister Yitzhak Rabin was assassinated on Nov. 4, 1995, I remember an Israeli acquaintance telling me that however terrible the circumstances of his death, it had established Rabin as a martyr for peace. As a result, the Oslo peace process he had begun, named after the city where it was secretly hatched, had become irreversible. It certainly seemed that way at the time. I had just arrived as a correspondent in Israel, and an aura of hope still hung over the pair of agreements signed in 1993 and 1995, which granted the Palestinians a degree of self-government and, more important, started a peace process meant to reach a permanent settlement within five years. The handshake on the White House lawn in 1993 between Rabin, a gruff, chain-smoking warrior-politician who had led Israel in great military victories, and his archenemy, Yasser Arafat, the leader of the Palestine Liberation Organization who had dedicated much of his previous life to “uprooting the Zionist entity from our land,” had become something of an icon for how even the most intractable conflict could be resolved. My interlocutor’s prophecy soon proved tragically wrong. Seven months after Rabin’s death, following a spate of Palestinian suicide bombings and a controversial

Israeli military operation in southern Lebanon, a 46-yearold critic of the Oslo accords named Benjamin Netanyahu won the first of his many political victories. In fits and starts, the Oslo process ground to a halt, and the Israeli “peace camp” that had championed it disintegrated. Now, in view of the terrible carnage in Israel and the Gaza Strip, that handshake 30 years ago seems almost a sad footnote in the history of the Israeli-Palestinian conflict. But I believe the hopes briefly raised by those agreements still hold relevance. The wisdom of Oslo is a credit to the negotiators, who came to recognize the validity of each other’s guiding narratives: of Israel’s return to a promised land after an unspeakable tragedy; and of the Palestinians’ dispossession and humiliating occupation. These narratives could not necessarily be reconciled, but the negotiators were able to escape the zero-sum feuding over who was in the right and acknowledge the other’s yearnings, history and grievances. Uri Savir, a principal Israeli negotiator during Oslo, described his initial exchange with the chief Palestinian negotiator, Ahmed Qurei, in his book “The Process”: “I believe we’ve arrived at the root of the problem,” he recalled Qurei, better known as Abu Ala, saying. “We have learned that our rejection of you will not bring us freedom. You can see that your control of us will not bring you security. We must live side by side in peace, equality and cooperation.” Savir and Qurei emerged close friends from the negotiations. (Savir died last year; Qurei in February). Oslo was never meant as a final settlement; it did not even make mention of a “Palestinian state.” It was intended to begin a process in which both sides would gather the confidence and trust to tackle the real obstacles to a settlement — the Palestinians’ claim to a right to return to homes from which they were driven in 1948; how to share Jerusalem, which both claimed as their sacred capital; and what to do about the Jewish settlements multiplying on occupied Palestinian lands. In retrospect, the absence of an agreement on the ultimate goal — Palestinian statehood, or what is now known as the “two-state” solution — may have been a fatal error. Arafat was assailed by a broad array of Palestinians, ranging from Islamic groups to intellectuals, for making major concessions in exchange for a vague prospect. Extremist groups reverted to suicide bombings, which Arafat failed to stop, to undermine the agreements. In the 1996 electoral campaign following Rabin’s death, Netanyahu attacked Shimon Peres, Rabin’s partner and often guide in the Oslo negotiations, for “subcontracting” Israeli security to the Palestinians. Jewish settlements in occupied territories continued to expand, and the peace process was further undermined by provocative Israeli

actions such as Ariel Sharon’s visit to the Temple Mount in Jerusalem in 2000, which contributed to the Palestinian uprising known as the second intifada. By 2002, Arafat was isolated in his headquarters in Ramallah, surrounded by Israeli forces; two years later he was dead of a sudden ailment that has never been conclusively explained, leaving the Palestinian Authority in the hands of Mahmoud Abbas, an aging and ineffective leader who lost control over Gaza in 2007 to Hamas. That prompted an Israeli and Egyptian blockade of the densely populated enclave, leaving its 2.1 million residents, the majority of them refugees or descendants of refugees driven from their homes after the creation of Israel in 1948, in ever worsening conditions. The question now is whether the terrifying new eruption of death and destruction in Gaza will harden hatreds on both sides, or whether it will eventually lead Israelis and Palestinians back to the realization of Oslo, that occupation and rejection cannot lead to peace. The battle is still unfolding, and the severity of the carnage and destruction will shape much of what follows. If Hamas is driven from power, the Israeli objective, the question is whether the Palestinian Authority would be capable of filling the vacuum; and if not, who then? Much depends also on whether West Bank Palestinians or Hezbollah in Lebanon are sucked into the fray, or remain on the sidelines, responding to pressure from the United States and others. Much will depend, too, on the intensive soul-searching that is inevitable in Israel when the guns fall silent, and whether the Israeli public will allow Netanyahu and the religious-nationalist extremists in his Cabinet to stay in office. However it plays out, the root of the problem identified by the Palestinians and Israelis in what is still the closest they have come to an accommodation remains the same: the Palestinians will gain freedom only when Israelis find acceptance and security, and Israelis will achieve that “bitahon,” the broad Hebrew term for security that so pervades Israel’s consciousness, only when the Palestinians have sovereignty over their lives.

From an empire of video games to a major movie By CALUM MARSH

M

any times, in many ways, for many reasons, the “Five Nights at Freddy’s” movie almost never happened. It always came down to Scott Cawthon. A video game designer in his mid-40s, Cawthon is the sole creator of one of the past decade’s most successful indie franchises, a low-budget point-and-click horror series that has become its own sprawling empire. Five Nights at Freddy’s — or FNaF, as it is known to fans — has thrived under Cawthon’s exacting control over the product; he oversees everything, including graphic novel collections and licensed toys and merchandise. So when the game was optioned and set to be turned into a major movie, it was only natural that Cawthon wanted to be involved in almost every aspect of the production. “There is no amount of money you could have offered Scott up front to say, ‘Let us have the rights to FNaF and we’ll invite you to the premiere,’ ” said Jason Blum, the producer of “Five Nights at Freddy’s,” the movie that recently came out in theaters and on Peacock. “He would never, ever have done it.” It is unusual for an artist without experience in the movie business to be so involved in an adaptation of his work. And Blum acknowledged that Cawthon’s involvement, in everything

from casting the characters to co-writing the script, led to creative disagreements with the studio. “It was a very, very complicated process,” Blum said. “Sometimes it was difficult. Scott would say this director isn’t going to work or that writer isn’t going to work.” He accommodated Cawthon’s vision partly because he

believed in it. But Blum, who called Cawthon a genius, said he had also sensed that in important creative matters, he did not really have a choice. “It became clear that if I pushed it,” Blum said, “he was going to throw me off the movie, too.” Cawthon’s journey with FNaF began during a period of personal frustration and disillusionment. It was the early 2010s, and Cawthon had been pouring his heart into self-funded indie games that could not seem to find an audience. These religious-themed titles — like Noah’s Ark and The Pilgrim’s Progress, based on the John Bunyan allegory — were an intensely personal reflection of his Christian beliefs. But despite a generally warm reception from like-minded gamers, they were not generating the kind of income Cawthon needed to support his wife and children. Their failure provoked a crisis of faith. “I felt like I’d squandered so many years of my life,” he later told a Christian gaming blog, adding, “I came to the conclusion that I could not have failed so miserably unless God himself had been holding me down.” Cawthon, a graduate of the Art Institute of Houston who Continues on page 18

He began releasing cheap computer titles and free-to-play mobile apps such as Vegas Fantasy Jackpot and V.I.P. Woodland Casino, which might bring in $40 or $50 each month in download fees and ad revenue. He supplemented those projects with computer programming work and retail jobs at Target and Dollar General. But in 2013 he landed on an idea well outside his wheelhouse. But Cawthon ultimately embraced it, he said in the blog interview, vowing to “make something a lot scarier than that.” The result a year later was Five Nights at Freddy’s, a survival-horror game about a security guard at an abandoned pizzeria who is terrorized by bloodthirsty animatronic animals. While the gameplay mechanics were a little crude — players cycle between security camera feeds on the lookout for the creatures, who intermittently leap into the frame like the jump scares of a slasher movie — the grimy look and tense atmosphere helped it become a surprise word-of-mouth hit. Children especially loved it. In fact, children did not even have to play it to become fans: Popular video game streamers such as PewDiePie and Markiplier racked up hundreds of millions of views shrieking along to FNaF’s over-the-top scares, amplifying its popularity. The franchise’s mythology, which is only hinted at in what is now a series of nine games, became the subject of endless discussion and debate on online forums. Because of Cawthon’s carefully maintained privacy — he declined to comment for this article — every message board note or email to a fan was fodder for pages of analysis and speculation. “The fandom is kept alive through fan theories,” said Quinn Quimby, a journalism student in Huntsville, Texas, who is a regular contributor to the fan site FNaF Insider. An admirer of the series since the second grade, Quimby has grown up alongside the franchise, keeping a keen eye on the way fans have engaged with the lore by offering explanations for things that transpire in the games. “The reason it’s been able to stay so popular so long is because it still has those theories going on all the time,” Quimby said. “Nothing is out of the question — even that

it’s all a dream.” Cawthon’s parasocial relationship with his fans has been strained in recent years. In 2021, a Twitter user published a list of more than $40,000 in donations that Cawthon made to high-profile Republican leaders, including Kevin McCarthy, Mitch McConnell and Donald Trump. Although Cawthon’s Christian beliefs were well known to the FNaF community — some perceived an anti-abortion message in his game The Desolate Hope, which follows a robotic coffee pot in a world of computer viruses — many fans felt betrayed by an artist they had come to idolize. Cawthon defended himself on Reddit, saying he would not apologize for having “exercised my right, and my duty, as an American citizen.” While he said he “never cared about anyone’s race, religion, gender or orientation,” he was clear about his affiliations: “I’m a republican. I’m a Christian. I’m pro-life. I believe in God.” He also said that he was happy to be “canceled” and was content to retire anyway. Since then, Cawthon has posted online only a handful of times. Already averse to interviews, he has not spoken to journalists about his recent FNaF games or the new film. Despite his public silence, Cawthon was actively involved with “Five Nights at Freddy’s,” which stars Josh Hutcherson of the “Hunger Games” movies. Although Cawthon cannot control how people respond to his work, he can guarantee that he is happy with it. Emma Tammi, the director of “Five Nights at Freddy’s,” said she had worked closely with Cawthon on the movie’s shape and direction; he is credited as a screenwriter. “We would not be releasing this film if Scott was not satisfied,” Tammi said. “This goes back to how passionately he feels and how protective he is of the fan base. He would not let something out into the world that he didn’t put his stamp of approval on. I wouldn’t be here today without his seal of approval.” One of the only lengthy interviews Cawthon has given is with popular FNaF YouTuber Lewis Dawkins, who posts under the username Dawko. After an exhaustive discussion about the making of the games and their accompanying lore, Cawthon addresses the movie, which at the time was still in preproduction. He sounds almost pleading. “I don’t always get things just right,” he said in 2018, speaking to Dawko but also to the fans at large. “I’ve been writing this script. It doesn’t mean the movie’s going to be perfect.” “But I hope everybody at least believes that my No. 1 goal is to make sure that I don’t let anybody down,” he continues. “A lot of people enjoy these characters and these games, and that means the world to me.”

Panel says that innovative sickle cell cure is safe enough for patients

panel of experts said earlier this week that a groundbreaking treatment for sickle cell disease was safe enough for clinical use, setting the stage for likely federal approval by Dec. 8 of a powerful potential cure for an illness that afflicts more than 100,000 Americans. The Food and Drug Administration had previously found that the treatment, known as exa-cel and jointly developed by Vertex Pharmaceuticals of Boston and CRISPR Therapeutics of Switzerland, was effective. The panel’s conclusion on Tuesday about exa-cel’s safety sends it to the FDA for a decision on greenlighting it for broad patient use. Exa-cel frees patients from the debilitating and painful effects of this chronic, deadly disease. If approved, the Vertex product would be the first medicine to treat a genetic disease with the CRISPR gene-editing technique. It could also be the first of a series of new options to cure the excruciating illness. By Dec. 20, the FDA will decide on a second potential cure for sickle cell, a gene therapy devised by the company Bluebird Bio of Somerville, Massachusetts. Sickle cell disease is caused by a gene mutation that makes blood cells misshapen, so that they resemble sickles or crescents. It affects millions of people worldwide, most of whom have African ancestry. The misshapen cells get stuck in blood vessels, causing strokes, organ damage and episodes of agonizing pain as muscles are starved of oxygen. Sickle cell’s toll starts early in life. Evelyn Islam of Milwaukee, now 8, had 22 blood transfusions and had to have her spleen removed before she was 3. “Gene therapy is our last hope for a cure,” said her mother, Melissa Nicole Allen. But the new gene therapies will come too late for many. Ashley Valentine, a co-founder of the national advocacy group Sick Cells, had to take three months off from work in

2016 to help her brother Marqus deal with symptoms of sickle cell. When he had a hip replacement in 2018, her father ended up accepting a layoff from his job to help care for him. “And that’s just us,” she said. Marqus died in 2020, at age 36, from a stroke caused by sickle cell. New treatments like the one that was endorsed on Tuesday are expected to cost millions of dollars per patient, though Vertex has not yet said what it will charge. But lifelong care for patients with the disease is also enormously expensive, costing the health care system an estimated $3 billion a year. It’s not yet clear how many people will seek the new therapies. They are not easy to endure and come with hardships for patients, who will have to undergo chemotherapy and spend more than a month in the hospital. Family members are affected, too — they may need to take time off work during the most intensive phase of the treatment. Additionally, most Americans with sickle cell are Black and may not trust a health care system that has often failed to provide the most basic preventive and therapeutic care for those with the disease. Some with sickle cell are anxious about undergoing a medical treatment that is on the cutting edge of biotechnology. But for doctors who have spent years watching patients suffer, and many parents who have seen their children endure years of agony, there is elation at what lies ahead. “We are finally at a spot where we can envision broadly available cures for sickle cell disease,” said Dr. John Tisdale, director of the cellular and molecular therapeutics branch at the National Heart, Lung and Blood Institute and a member of the advisory committee. Dana Jones of San Antonio wants her daughters Kyra, 18, and Kami, 20, to have a chance at one of the new therapies. Both had strokes that left them with learning disabilities — injuries that could probably have been avoided if they had been given a screening test and treatment long known to prevent 9 out of 10 strokes in children with the disease. Kyra is now in intensive care as doctors try to control her pain. Dana Jones is overwhelmed by the possibility that her daughters could be cured. “It is my prayer that Kami and Kyra can be cured of this awful disease and finally be able to truly live,” she said. A new treatment and a new technology The cause of sickle cell has been known for nearly 70 years, but research lagged, a situation many say occurred at least in part because so many patients were Black and from poor and working-class families. There are a number of treatments to reduce sickle cell’s impact. Some patients are able to get bone marrow transplants that can cure the condition. But that requires finding a donor and, after the transplant, taking drugs to prevent the body from rejecting the foreign cells.

From page 19 In recent years, a number of biotechnology companies have tried novel approaches. While Bluebird Bio is advancing its gene therapy technique, Vertex and CRISPR Therapeutics focused on the gene-editing system CRISPR-Cas9, which can home in on specific areas of DNA and turn genes on or off. CRISPR has allowed researchers to disable genes to assess their importance in biomedical research. But until now it has not been used as a treatment for patients with a genetic disease. To treat sickle cell, CRISPR snips a piece of DNA in bone marrow stem cells. That frees a blocked gene to make a form of hemoglobin that normally is produced only by a fetus. The fetal gene directs the production of hemoglobin that does not form into the sickle shape. In clinical trials, patients no longer had the complications of sickle cell disease and no longer needed blood transfusions. But there is a concern that CRISPR could inadvertently snip a piece of DNA in the wrong part of a patient’s genome. That might disrupt a gene and cause a blood cancer. No such issues have turned up in the clinical trials, but the Vertex trial involved only 44 patients, and just 30 have been followed for at least 16 months. The company did extensive comparisons of patients’ DNA with that of people in large databases asking how likely such CRISPR misfires could be. Vertex said it plans to follow clinical trial patients for 15 years. The company’s data were sufficiently reassuring that the expert committee said on Tuesday it saw no reason to hold the treatment back. There can always be additional studies, noted committee member Alexis Komor, a professor of chemistry and biochemistry at the University of California, San Diego. But, she said, that would be “expecting perfection at the expense of progress.” Dr. Joseph Wu of Stanford said, “We all agree that the benefits outweigh the risks. These patients are quite sick and this is a good therapy.” Scot Wolfe of the University of Massachusetts Chan Medical School said, “We want to be careful not to let the perfect be the enemy of the good.” “There is a huge unmet need,” he added. If it’s safe, who gets it? Vertex estimates that 20,000 people could be eligible for its treatment, and says Medicaid and private insurers have suggested a willingness to pay for it. “There is almost no way they could not pay,” said Dr. David Williams, chief of the division of hematology and oncology at Boston Children’s Hospital. Williams, who has consulted for Vertex and Bluebird Bio, added that insurers pay “$3 million a pop” for other gene therapies produced by Bluebird Bio for the diseases thalassemia and adrenoleukodystrophy. With sickle cell, and its large number of Black patients, he said, there is an issue of “equity in access and the tremendous medical need.” Some people with the disease may not be eligible, depending on the FDA’s decisions. They could include young children with sickle cell and older patients whose bodies have been so damaged that the treatment could pose heightened risks.

Kevin Wake of Kansas City, Missouri, hopes he is not too old, at 55, or too damaged. He has had three strokes caused by the disease. The treatments, though curative, are difficult. Patients first have eight weeks of blood transfusions followed by a treatment to release bone marrow stem cells into their bloodstream. The stem cells are then removed and sent to the companies to be treated. Next, patients receive intense chemotherapy to clear their marrow for the treated cells. The treated cells are infused back into the patients, but they have to remain in the hospital for at least a month while the new cells grow and repopulate their marrow. That treatment “cannot be delivered at most hospitals,” said Dr. Alexis Thompson, chief of the division of hematology at Children’s Hospital of Philadelphia, who consults for Vertex. Another issue is how quickly Vertex can ramp up production. Each patient’s cells must be treated individually in a sterile environment, an arduous prospect. Stuart Arbuckle, executive vice president and chief operating officer at Vertex, is confident. “We are launch ready,” he said. But he added that he did not expect a huge wave of patients immediately. “This is a pretty big decision for a patient to go through,” Arbuckle said. One of the Vertex clinical trial patients, Marie-Chantal Tornyenu, 22, who is a senior at Cornell University, said patients also had to be prepared for “mental adjustment” after treatment. Tornyenu said she no longer had the pain crises that plagued her, especially in high school when she was hospitalized nearly every month. But she has spent much of her life taking precautions and worrying about pain and complications from sickle cell. Those habits are hard to break. “It’s a major learning curve from having sickle cell my whole life,” she said. “I’m still struggling with that mindset — ‘sickle cell is you.’”

Díaz plays for gold as PR’s all-time top medal winner at Pan Ams day.

driana Díaz defeated Canadian Mo Zhang on Wednesday, 4-3, in the table tennis semifinals of the Santiago 2023 Pan American Games in Santiago, Chile, ensuring her place in the women’s singles final. “I’m happy because I’m in the final,” Díaz told the media after the back-and-forth semifinal match. “I maintained my composure and in the end I was able to achieve it.” The young woman from Utuado won in seven sets, 11-13, 11-5, 11-7, 7-11, 11-9, 11-13 and 11-6. “I can’t be so hard on myself,” said Díaz, who turned 23 on Tuesday. “At the end of the day I was able to recover from my mistakes.” Whether she ends up with gold or silver, Díaz has now won seven medals in Pan American Games competition, the most ever by a Puerto Rican athlete.

Zverev is fined in new abuse case involving former partner

lexander Zverev, the German tennis star accused of physically abusing the mother of his child, was ordered by a court in Berlin to pay a fine in the case, his lawyers said earlier this week. Zverev, 26, was ordered to pay an undisclosed amount of fines by the criminal court on Tuesday for physically abusing and injuring Brenda Patea, a former partner, during an argument in May 2020. The tennis star denied the charges and objected to the fines, which would likely lead to a trial.

Zverev is among the world’s biggest tennis stars and is ranked sixth among men in career earnings. He has been trailed for years by abuse accusations in a case involving another former partner, Olya Sharypova, a Russian former tennis player, who said that Zverev assaulted her in 2019. Sharypova did not file criminal charges against Zverev. Officials at the court in Berlin did not immediately respond to requests for comment Tuesday evening. Lawyers for Zverev said in a statement Tuesday that the tennis player “rejects the accusation made against him,” by Patea, the mother of his daughter, Mayla. Patea did not immediately respond to a request for comment Tuesday. It was unclear when she filed charges against Zverev. The Association of Tennis Professionals, the men’s professional tennis tour, did not immediately respond to a request for comment Tuesday about the case. Zverev was scheduled to play in the Paris Masters tournament Wednesday. Allegations of assault made by Sharypova prompted the ATP to launch a 15-month investigation. The ATP announced in January that there was not enough evidence to substantiate claims made against Zverev. The ATP’s investigation came months after allegations against Zverev had been made public and after complaints from players who called on the ATP to address the matter. No disciplinary action has ever been taken against Zverev, who was allowed to play throughout the investigation. Zverev, of Hamburg, Germany, joined the men’s professional tour in 2013 and has since won 21 titles, though

he has yet to win a major tournament. He is ranked No. 9 in the men’s singles tour, after reaching a career-high of No. 2 last year.

audi Arabia emerged as the likely winner in the abbreviated race to host soccer’s World Cup in 2034 earlier this week after Australia’s soccer federation announced that it would not bid for the tournament. The decision removed what was the only potential hurdle in the way of Saudi Arabia’s plan to bring the world’s most-watched sporting event back to the Gulf. earlier this month, FIFA announced a truncated bidding timeline for the 2034 tournament, telling interested nations that they had only 25 days to formally express their interest and provide extensive declarations of government backing for a 48-team, multicity event that usually requires billions of dollars and years of planning. The decision to shorten that timeline to only a matter of weeks was made public on the same day that FIFA formally announced its 2030 World Cup would be shared by countries in Europe, Africa and South America. Soccer federations only found out about the possibility a week before the decision was confirmed. FIFA’s move to speed up the bidding for 2034 surprised many, coming 11 years before the scheduled start of the tournament and a full three years before the 2034 host was supposed to be decided. FIFA also said only bidders from Asia and Oceania, two of soccer’s six regional confederations, could be considered for selection, and on Tuesday evening it confirmed that Saudi Arabia was the only bidder. Saudi Arabia had for years been public about its desire to host the World Cup, and it moved fast to secure the tournament after FIFA set the rules this month. intent to bid within minutes of FIFA’s announcement of the official timeline, and within hours the Saudis had received the backing of Asian soccer’s top leader, Sheikh Salman bin Ibrahim al Khalifa of Bahrain, who announced that “the entire Asian football family” — a group that includes Australia — would “stand united in support” of the Saudi bid. Australian officials concluded they would have been overmatched if they attempted to challenge Saudi Arabia to secure the votes of the majority of FIFA’s 211 federations. Saudi Arabia has signed agreements in the past year with scores of FIFA’s member nations, committing millions of dollars to projects across Asia and lavishing attention on Africa, where it signed an agreement with the regional governing body and sponsored a new tournament. Its courtship of soccer leaders has ranged from the high profile to the personal: At an event for soccer officials in Tashkent, Uzbekistan, in October, for example, organizers made it known that the Saudi Arabian soccer federation would be picking up the daily laundry tab for delegates. With little hope of countering the Saudis’ influence and support, the Australian federation announced it was dropping out and would instead pursue other events. “We wish FIFA and the eventual hosts of the FIFA World Cup 2034 the greatest success for the good of the game and for everyone who loves our sport,” the Australian federation said in a statement on its website. A final announcement of the 2034 host will be made in the fourth quarter of 2024, FIFA said. Saudi Arabia has in just a few years grown from an international backwater in sports to one of its major players, using its vast oil wealth to bring top stars to play in its cash-drenched soccer league; secure the biggest fights in boxing; and strike a deal to effectively seize control of global golf. All of the investments are viewed as part of a broader plan to alter perceptions of the kingdom on the global stage, and diversify its economy away from oil. But inviting the World Cup — and the scrutiny it brings — would be among

its boldest ventures yet. Its neighbor Qatar spent more than a decade in the global spotlight after winning the hosting rights to the 2022 World Cup, becoming the first Arab and Muslim country to stage the event. That tournament was not without controversy. For years, the buildup was marked by criticism of the tiny gas-rich state’s treatment of the millions of migrant laborers required to remake the country before the World Cup. Saudi Arabia, while far more established on the world stage than Qatar was, is certain to face similar scrutiny. Human rights groups wasted little time in criticizing FIFA. Minky Worden, the director of global initiatives at Human Rights Watch, an advocacy group, said FIFA had announced as long ago as 2016 that “human rights due diligence would be conducted in advance of future World Cups.” “FIFA has effectively eliminated any pressure for Saudi Arabia and MBS to implement human rights reforms, squandering the leverage for labor, press freedom, and civil society protections that exists because Saudi Arabia desperately wants to host the World Cup,” Worden said in an email, using a common abbreviation for the crown prince. Yet FIFA’s bid requirements were such that they almost matched Saudi Arabia’s current state of readiness. A requirement that bidding nations for the 2034 World Cup should already have a minimum of seven tournament-appropriate stadiums was reduced to four, the exact number available in Saudi Arabia. Since Saudi Arabia is the only bidder in FIFA’s fast-tracked process, it also will avoid the type of high-stakes politicking that mired the organization in reputation-shredding corruption claims in 2010, when it ran concurrent races for the 2018 and 2022 events, which were secured by Russia and Qatar. Australia, one of the losing bidders then, had spent more than $30 million in largely public money and secured only one vote, an outcome that scarred the soccer and political officials involved. Memories of that bitter and expensive failure led to the decision to walk away this time.
