Committee provides schedule of transition hearings

Bayamón Mayor Ramón Luis Rivera Cruz, the chairman of the Incoming Transition Committee, announced on Tuesday the schedule of hearings for the transition process of the government of Puerto Rico, including the schedule of agency presentations.

The committee will be initiating the hearing process today. Appearing with Rivera Cruz were all the members of the Transition Committee: Oriol Campos Hernández, Marcos Rodríguez Ema, Zayira Jordán Conde, Jorge Colberg Toro, Verónica Ferraiuoli Hornedo, Juan Zaragoza Gómez, César Alvarado Torres, Tere Riera Carrión and Janet Parra Mercado. The appointment of Jorge Rivera López as executive director of the committee was also announced during the press conference.

In response to questions from the press, Rivera Cruz determined that the list of agencies cited to depose would be made in order of priority and need for the matters that concern them.

“There is an urgency with the issue of energy in Puerto Rico,” he said. “Energy runs everything in any country in the world.”

He also told reporters that many committee members have already been evaluating the presentations, so that the process can be expedited and they can focus on the questions that each member will ask the various agencies.

The calendar is as follows:

Today at 1 p.m. the hearing on reconstruction will be held. The agencies cited to appear are the Central Office for Recovery, Reconstruction & Resilience and the Department of Housing.

On Thursday, at 8:30 a.m., the committee will deal with energy. The agencies slated to appear are the Puerto Rico Electric Power Authority, Puerto Rico Energy Bureau, and Public-Private Partnerships Authority.

On Friday, at 8:30 a.m., the committee will take up infrastructure. The agencies slated to appear are the Puerto Rico Aqueduct and Sewer Authority, Highway and Transportation Authority, Department of Transportation and Public Works, Integrated Transportation Authority (includes AMA and ATM), and Infrastructure Financing Authority.

Next Monday, the panel will handle human resources in a morning hearing. The agencies cited are the Department of Labor and Human Resources, Office of Administration and Transformation of Human Resources of the Government of Puerto Rico, and Vocational Rehabilitation Administration.

Incoming Transition Committee

On Tuesday, the committee will evaluate the topic of health.

The appearing agencies are the Department of Health, Puerto Rico Health Insurance Administration, Medical Services Administration, Automobile Accident Compensation Administration, State Insurance Fund Corp., and Mental Health and Anti-Addiction Services Administration.

On Wednesday, Nov. 27, the committee will handle the topic of economic development in a morning hearing. The agencies cited are the Department of Economic Development and its affiliated agencies and programs (OGPe, PRIDCO, OEP, PDJ, PDL and others).

In the afternoon, the panel will explore technology and telecommunications. The panel will interview the Puerto Rico Innovation & Technology Service and the Telecommunications Bureau.

On Monday, Dec. 2, at 8:30 a.m. the panel will take up education and school management with the following agencies cited: Department of Education, University of Puerto Rico, Office for the Management of Public Schools, and Public Buildings Authority.

On Tuesday, Dec. 3 at 8:30 a.m., the panel will hold fiscal hearings. Agencies cited: Department of the Treasury, Office of Management and Budget, and Fiscal Agency & Financial Advisory Authority.

At 1 p.m. Monday, the agencies that will testify are the Department of Public Safety and its bureaus (Police Bureau, Fire Bureau, Medical Emergency Bureau, Bureau for Emergency Management and Disaster Administration, Emergency System Bureau, Special Investigations Bureau), Department of Justice, and Department of Rehabilitation and Correction and its Correctional Health Program.

On Wednesday, Dec. 4, the agencies cited for the morning hearing are the Department of the Family and its administrations (Family and Children Administration, Administration for the Support of Minors, and Administration for the Care & Comprehensive Development of Children).

At 1 p.m. on Dec. 4, the agencies appearing are the Department of Natural and Environmental Resources and Department of Agriculture.

On Thursday, Dec. 5 at 8:30 a.m., the panel will interview the Office of the Insurance Commissioner and the Office of the Commissioner of Financial Institutions.

Governor touts progress toward green energy goals

During the eighth annual Summit of the Puerto Rico Solar and Storage Association (SESA) on Monday, Gov. Pedro Pierluisi Urrutia acknowledged the leadership and advocacy of the organization in promoting renewable energy goals on the island.

The SESA summit brought together leaders and experts in solar energy and storage, who discussed strategies and solutions to accelerate Puerto Rico’s energy transition.

“Electrical service is essential for our people and our business sector, and its stability is vital for the economic development of Puerto Rico,” the governor said in a written statement.

“Over the past four years, transforming our electrical system and promoting the generation and distribution of cleaner, more efficient and accessible energy has been one of the most important priorities of my administration,” he added.

Pierluisi underscored the significant progress made since 2021, including the increase in the number of solar systems connected to the electrical grid, which went from just over 21,000 to more than 130,000 today. Those figures reflect the numerous government initiatives supported by nearly $2 billion in federal funds, he noted.

Among the programs mentioned was the Energy Support Program, which, with an investment of $50 million from American Rescue Plan Act and Community Development Block Grant funds, has benefited more than 1,000 small businesses throughout the island. Likewise, the Community Resilience Programs have allowed the installation of solar and storage systems in more than 13,000 single-family homes.

More than 4,600 homes were rebuilt under the R3 program, with an investment of almost $400 million. In addition, more than 6,575 low-income homes have benefited

through the New Energy Program, with an investment of $350 million to cover costs of up to $30,000 per system. Nearly 2,000 homes have also been benefited by the Solar Incentive Program, which offers up to $15,000 per system and has an investment of $100 million.

The governor noted the Agro-Energy Stability Program, which provides support of up to $250,000 for farmers who wish to acquire solar and energy storage systems. He added that the U.S. Department of Energy has granted an additional $1 billion to subsidize more than 40,000 solar and

storage systems on the island.

Pierluisi went on to highlight the progress in industrial-scale energy projects, including contracting some 1,000 megawatts of renewable generation and installing nearly 1,000 megawatts in energy storage systems. He also highlighted the investment of $1.4 billion in the ER2 program to develop high-impact microgrids that supply electricity to hospitals, communities and industries.

The governor reiterated his administration’s commitment to rebuilding and modernizing Puerto Rico’s transmission and distribution network, in which more than $2.6 billion has been invested to complete 264 projects in different design and construction phases.

“We have faced challenges in this process, but we have made significant progress,” he said.

Pierluisi also emphasized the importance of collaboration between the government and the private sector to generate 100 percent of Puerto Rico’s energy from renewable sources, as established in the government’s energy public policy.

“I feel very optimistic about the future of clean energy in Puerto Rico and about our ability to transform our energy system for the benefit of our people and our planet,” he said.

Lawmakers urge inclusion of Mercedita Airport transfer bill in special session

District 24 Rep. Ángel “Tito” Fourquet Cordero and District 25 Rep. Domingo Torres García called on Gov. Pedro Pierluisi Urrutia on Tuesday to include legislation related to the transfer of Mercedita International Airport to the Ponce Port Authority in his agenda for the special session that he announced he would convene after the election.

The call from the legislators comes after the governor vetoed House Bill 1617 in October and, as they agreed, responds to the airport’s importance for the economic and social development of Ponce and the southern regions through the transportation of passengers, movement of merchandise and the security of an air terminal that supports the business activities of local merchants and manufacturers.

“This transfer is decisive for the future of the city and the southern regions due to its economic effect and positive impact on social development,” Fourquet Cordero said. “Once the electoral process is over and without the pressures from partisan sectors, which were evident at the time, the governor now

has the opportunity to address this issue with the objectivity and urgency it deserves. It is necessary to take this important step to ensure the sustainable growth of our communities and strengthen the transportation infrastructure in Ponce.”

After the governor vetoed the bill allowing the airport transfer, he signed an executive order to create a committee that would study the matter and submit a report in 180 days, a term exceeding the limit of his mandate.

Torres García said he sent a letter to Pierluisi requesting an extraordinary session and that the issue of the transfer of the airport to the Port Authority of Ponce be included in the agenda.

“We know that the governor vetoed the measure, but we request reconsideration of the appointment of a committee,” he said. “This action is insufficient and would delay the orderly process that we seek for the transfer. Supposing it is not included in the session, we will call on the governor-elect, Jenniffer González Colón, to include this bill as a priority. We would once again introduce the bill, and we hope to have the endorsement of the NPP [New Progressive Party]

Transition committee asks governor to refrain from transactions that impact budget

Bayamón Mayor Ramón Luis Rivera Cruz, the chairman of the Incoming Transition Committee of governor-elect Jenniffer González Colón, said the panel asked the administration of Gov. Pedro Pierluisi Urrutia to stop all transactions that could compromise the island budget, which the governor-elect is to begin working with after Jan. 2.

Rivera asked the governor to stop transactions related to professional contracts, personnel transactions and tenders. He said he spoke with Secretary of State Omar Marrero Díaz.

The governor has plans to convene a special session of the island Legislature.

“There is a fundamental matter that this public ser-

vant has already discussed with Omar Marrero, and that is that we are requesting the collaboration of the governor of Puerto Rico, Pedro Pierluisi, and that I know, I should not have any doubt that it is so, to request the suspension of transactions that may compromise the budget of the government of Puerto Rico, which is supposed to be the one that the governor-elect will work with after January 2,” Rivera said.

He said the exception to the request made to the governor was related to tenders for projects that have federal funds that are about to expire or some vital service that needs to be continued. “I will give an example: school cafeterias,” the longtime mayor said. “Well, we have to buy food for the students for the school cafeterias; well, that is a contract that has to continue effectively.”

CRIM chief urges alternatives to avoid possible insolvency of towns

Municipal Revenue Collection Center Executive Director Reinaldo Paniagua Látimer insisted Tuesday on economic alternatives to avoid a fiscal crisis in municipalities in January.

Paniagua Látimer said that although he does not object to the proposed five-year freeze on the inventory tax, a key source of revenue for Puerto Rico’s municipalities, the government must seek solutions to avoid an economic debacle in the towns.

The tax applies to the value of inventories in the form of finished goods, partially assembled products or raw materials. For years, the business sector has sought its elimination as it increases business costs. Most municipalities object to its elimination because it is an important source of revenue.

“There are many things that need to be addressed now. [Officials] will address the inventory tax bill, and it will be frozen

I think it is right that justice be done for the commerce sector, which is asking for prudence to promote economic development,” Paniagua Látimer said. “Having said that, it is no less true that we have to be careful that our first line of defense, which are our municipalities, which are there serving the citizens, do not fall into serious, precarious economic conditions.”

“But it is imperative that in that term in which a committee will be appointed to address this matter, we can agree on how this loss of funds will be assimilated, and we do not have many places to look; that is, we have to see the alternatives that we have,” the official added.

Antonio López Figueroa held a press conference on Tuesday regarding the arrest of a man and the detention of a minor in relation to the murder of Ángel Manuel Díaz Ramírez, 25, a music producer who was shot dead in the Burger King drive-thru at the Shops at Caguas shopping center.

“All these people who participated in this belong to the organization ‘Los Viraos’ from Cayey,” López Figueroa said. In the early hours of Monday, a call through the 9-1-1 Emergency System alerted authorities about a person wounded by a gunshot inside a vehicle. When the police arrived at the

López Figueroa said four individuals participated in the slaying. He requested the cooperation of the public to locate one of these young men, identified as Yadniel Alberto Maldonado Berríos, who is 19 years old and a resident of Cayey.

“We are asking the public to help us identify this individual,” the police commissioner said. “We need to identify the whereabouts of this person. We have a task force [on the case] -- Homicides, the Robbery Unit, the Criminal Intelligence Division, the Drug Division, Stolen Vehicles, each and every one of the Police divisions, they are all together and we are announcing that today charges will be filed against these

individuals.”

López Figueroa added that there is film evidence, among other pieces of evidence.

“To the family of Ángel Manuel Díaz Ramírez, my condolences,” he said. “Know that the Police are available and always ready to provide the service that we are responsible for, which is security. In this case, the death of Ángel Manuel should not go unpunished.”

Biden asks Congress for nearly $100 billion in disaster aid

President Joe Biden urged Congress earlier this week to provide nearly $100 billion in “urgently needed” aid for communities ravaged by hurricanes and other disasters in recent months, saying funding for some critical programs has either run out or is nearly exhausted.

In a letter to House Speaker Mike Johnson, Biden cited the devastation he saw firsthand as he toured states including Florida, South Carolina and Georgia after Hurricanes Helene and Milton tore through southeastern states this fall, causing billions of dollars in damage and claiming hundreds of lives. “Additional resources are critical to continue to support these communities,” he said.

“From rebuilding homes and reopening critical infrastructure, such as schools and roads, to supporting the nation’s farmers and ranchers and ensuring access to health care services, impacted communities await your response,” Biden wrote. “There can be no delay.”

Biden’s letter aims to ratchet up pressure to act on a Congress that has been reluctant to take up his other recent requests for disaster aid. This time may be different: The president and congressional leaders are now working to cement their last priorities in the months

before a sweeping turnover in leadership in Washington, and key members of Congress expressed openness to approving funds.

The aid’s passage may be eased by the fact that much of it would go to districts and states represented by Republicans. Rep. Tom Cole, R-Okla., who chairs the Appropriations Committee, toured a swath of Asheville, North Carolina, over the weekend that had been ravaged by the hurricane.

“The federal government needs to be here in a situation like that,” Cole told a local television station, “and we want to make sure that we get everything right.”

In the past two years, the Biden administration has contended with an increasing number of record-breaking storms, deadly wildfires and other disasters that have strained the federal government’s assistance programs. The new funding package, administration officials said, would help address recovery efforts dating back to 2023, as well as future disasters.

In a memo issued Monday, Shalanda Young, the director of the Office of Management and Budget, said the last time Congress had passed a comprehensive disaster package was in 2022. “Since then, numerous deadly storms and disasters have struck communities across the country and Americans are still picking up the pieces,” Young wrote.

Biden wrote that among the agencies facing the most urgent need is the Small Business Administration’s disaster loan program, which has exhausted its funding. The program provides money to businesses and individuals to rebuild and repair their properties, and it received 100,000 applications from those affected by Hurricanes Helene and Milton alone.

The largest request was $40 billion for the Federal Emergency Management Agency’s Disaster Relief Fund, which helps provide services such as public assistance and debris removal. Biden said that, without the additional funding, the fund would face a shortfall this fiscal year, which would slow recovery efforts and hinder FEMA’s ability to “provide lifesaving and life-sustaining assistance to disaster survivors.”

Biden’s request also includes $24 billion for the Agriculture Department to help farmers who lost crops and livestock, and to support programs such as food assistance for low-income mothers and children.

The request also calls for $12 billion for

grants administered by the Department of Housing and Urban Development to help rebuild in more than 20 states and territories recovering from disasters in 2023 and 2024, including the devastating fires in Maui, Hawaii, and tornadoes in Mississippi, Iowa and Oklahoma.

The Biden administration implored Congress to show the same bipartisan support it did in responding to previous natural disasters, such as when it provided $90 billion in aid after Hurricane Katrina in 2005, $50 billion after Hurricane Sandy in 2013, and more than $120 billion after Hurricanes Harvey, Irma and Maria in 2017.

Congressional Democrats vowed to help push the measure through.

“We should not kick the can down the road or withhold vital resources to properly help communities,” said Senate Majority Leader Chuck Schumer, D-N.Y. “It is a long-standing tradition that when any community is hit by disaster in this great country, we all rally together to help our fellow Americans.”

Trump confirms plans to use the military to assist in mass deportations

President-elect Donald Trump confirmed earlier this week that he intended to declare a national emergency and use the U.S. military in some form to assist in his plans for mass deportations of immigrants who do not have legal residency status.

On his social media platform, Truth Social, Trump responded overnight to a post made this month by Tom Fitton, who runs the conservative group Judicial Watch and who wrote that Trump’s administration would “declare a national emergency and will use military assets” to address illegal immigration “through a mass deportation program.”

Around 4 a.m., Trump reposted Fitton’s post with the comment, “TRUE!!!”

Congress has granted presidents broad power to declare national emergencies at their discretion, unlocking standby powers that include redirecting funds lawmakers had appropriated for other purposes. During his first term, for example, Trump invoked this power to spend more on a border wall than Congress had been willing to authorize.

In interviews with The New York Times during the Republican primary campaign, described in an article published in November 2023, Trump’s top immigration policy adviser, Stephen Miller, said that military funds would be used to build “vast holding facilities that would function as staging centers” for immigrants as their cases progressed and they waited to be flown to other countries.

The Homeland Security Department would run the facilities, he said.

One major impediment to the vast deportation operation that the Trump team has promised in his second term is that Immigration and Customs Enforcement, or ICE, lacks the space to hold a significantly larger number of detainees than it currently does.

That has sometimes led to allowing asylum-seekers into the country while they await court dates with immigration judges, a practice critics deride as “catch and release.”

The Trump team believes that such camps could enable the government to accelerate deportations of immigrants who fight their expulsion from the country. The idea is that more

people would voluntarily accept removal instead of pursuing a long-shot effort to remain in the country if they had to stay locked up in the interim.

Asked about the proposal, Sabrina Singh, a spokesperson for the Pentagon, declined to comment, calling it “a hypothetical.” In general, she added, such a plan would typically undergo “a rigorous process” before being enacted, but she declined to elaborate.

Immigrant advocates assailed the move, raising alarms about the potential fallout.

“President-elect Trump’s dystopian fantasies should send a chill down everyone’s spine, whether immigrant or nativeborn,” said Karen Tumlin, director of the Justice Action Center, an immigrant advocacy organization. “Not only is what he is describing in all likelihood illegal, this move would be the exact opposite of the legacy of service in which my family members were proud to participate.”

Robyn Barnard, senior director of refugee advocacy at Human Rights First, asserted that the consequences would be far-ranging. “Families will be torn apart, businesses left without vital employees, and our country will be left to pick up the pieces for years to come,” she said.

Congressional Democrats responded with a similar level of incredulity, asserting that such a move was all but certain to violate federal laws preventing the use of the military on U.S. soil.

“We’re pursuing whatever we can do to make clear that the Insurrection Act should not permit that use of the military,” said Sen. Richard Blumenthal, D-Conn., referring to the 1807 law that grants presidents emergency power to use troops on domestic soil to restore order when they decide a situation warrants it. Under that law, “if there is no threat to public order of a fundamental, far-reaching kind, it would be illegal,” he added. Republicans, however, suggested that Trump’s proposal

might not be a radical departure from the status quo.

“Obviously they’re not law enforcement, but I have to see what their process is,” said Sen. James Lankford, R-Okla., who served as the lead Republican negotiator on a bipartisan immigration deal that failed to pass the Senate after Trump urged the GOP to reject it. “If the National Guard is providing transportation, they do that a lot already.”

Hard-right members of Congress and staunch supporters of Trump have expressed broad support for his proposal for mass deportations. Sen. Tommy Tuberville, R-Ala., chimed in Monday on social media to back using the military for such an effort, saying Trump was “100% correct.”

Miller has also talked about invoking a public health emergency power to curtail hearing asylum claims, as the Trump administration did during the COVID-19 pandemic.

Trump’s declaration of a national emergency at the southern border amid a surge in asylumseekers and his reprogramming of military funds toward his border wall in 2019 was a face-saving way out of a spending standoff with Congress that had led to a government shutdown. It led to legal challenges that had not been definitively resolved before President Joe Biden took over and halted further construction on the border wall.

Trump’s team said it had developed a multifaceted plan to significantly increase the number of deportations, which it thought could be accomplished without new legislation from Congress, although it anticipated legal challenges.

Other elements of the team’s plan include bolstering the ranks of ICE officers with law enforcement officials who would be temporarily reassigned from other agencies, and with state National Guard members and federal troops activated to enforce the law on domestic soil under the Insurrection Act.

The team also plans to expand a form of due-process-free expulsions known as expedited removal, which is currently used near the border for recent arrivals, to people living across the interior of the country who cannot prove they have been in the United States for more than two years.

And the team plans to stop issuing citizenship-affirming documents, like passports and Social Security cards, to infants born on domestic soil to migrant parents who are not legal residents in a bid to end birthright citizenship.

Trump has signaled his intent to follow through on his promises with personnel announcements. He named Miller as a deputy chief of staff in his administration with influence over domestic policy. And Trump said he would make Thomas Homan, who ran ICE for the first year and a half of the first Trump administration and was an early proponent of separating families to deter migrants, his administration’s “border czar.”

Homan told the Times in 2023 that he had met with Trump shortly after the now president-elect announced that he would seek office again. During that meeting, Homan said, he “agreed to come back” in a second term and would “help to organize and run the largest deportation operation this country’s ever seen.”

Spirit Airlines files for bankruptcy; lost $2.2 billion in 5 years

Spirit Airlines, whose approach to selling cheap tickets without amenities earned it fans and detractors, filed for bankruptcy protection Monday after a string of setbacks, most recently a failure to renegotiate its looming debt.

The airline, which last reported an annual profit in 2019, has had trouble finding its footing after a federal judge blocked a planned merger with JetBlue Airways in January. Spirit has also struggled to capitalize on the recovery from the pandemic because of intense competition, engine problems and other factors.

The company filed for Chapter 11 bankruptcy protection in New York. It also announced an agreement with bondholders to restructure its debts and raise money to help it operate during the bankruptcy process, which it expected to exit in the first quarter of next year.

Spirit, which has lost more than $2.2 billion since the start of 2020, published an open letter to customers saying that flyers could “use all tickets, credits and loyalty points as normal.”

Ted Christie, the airline’s CEO, said in a statement that the arrangements announced Monday represented a “a strong vote of confidence in Spirit and our long-term plan.”

The airline said in a court filing that it had 25,000 to 50,000 creditors, with total debt of about $9 billion and only slightly more in assets at the end of September. It said

its shares would be delisted from the New York Stock Exchange. Spirit’s stock had fallen more than 90% since the start of the year.

The airline began operations as a trucking company operating under a different name in 1964. It later became a tour operator and started offering flights in 1990. Two years later, it became Spirit Airlines.

But the company’s modern incarnation traces its roots to 2006, when Indigo Partners, a private equity fund, acquired a majority stake. Under Indigo and the leadership of Ben Baldanza — who spent a decade as Spirit’s CEO and died this month — the airline focused on lowering costs and selling cheap, bare-bones tickets.

That business model made the airline the butt of latenight jokes but also helped to reshape the industry. Travelers flocked to Spirit for its low fares, often overlooking concerns about the quality of its service. The airline earned consistent profits, and other companies sought to copy its approach. Today, most U.S. airlines offer some version of a no-frills ticket.

Spirit also became a powerful force in the industry, pressuring others to lower fares. That phenomenon became a central part of the Justice Department’s successful lawsuit to prevent the JetBlue-Spirit merger, on the grounds that losing Spirit would harm consumers.

The bankruptcy filing comes after Spirit had spent months trying to renegotiate its debts. Companies, including many airlines, often emerge from Chapter 11 bankrupt-

cy cases on stronger financial footing.

Airlines have filed for bankruptcy dozens of times over the past several decades, according to data from Airlines for America, a trade group. Three of the industry’s largest companies — American Airlines, Delta Air Lines and United Airlines — filed bankruptcy cases after the Sept. 11 terrorist attacks. But Spirit’s is the first from a major airline in more than a decade.

The nation’s largest airlines have profited from the pandemic recovery, in part by taking advantage of demand for premium and international travel. But Spirit and other budget airlines have had a more challenging time managing rising costs, especially for labor, and increased competition.

This summer was the busiest ever for air travel, according to Transportation Security Administration data. But low-fare carriers struggled because many of the popular destinations they serve were flooded with seats. The lowcost airlines have also faced rising competition from larger carriers selling “basic economy” tickets.

Spirit flew slightly more passengers in the first half of this year compared with the same period in 2023. But those passengers paid nearly 20% less in fares per flight.

The company’s largest union, a chapter of the Association of Flight Attendants, told members to continue to work as planned, saying that it would fight to protect their interests in the bankruptcy process. The airline has about 12,800 employees.

Some problems are out of Spirit’s control. The airline flies more than 200 Airbus A320 planes, but a defect with the Pratt & Whitney engines that power some of those means about 1 in 10 will not be flying this year. Spirit said this year that it expected to start 2025 with 35 planes on the ground, rising to about 67.

The airline has said it expects $150 million to $200 million in compensation from Pratt & Whitney. To cut costs, Spirit delayed delivery of new planes and furloughed pilots. It sold nearly two dozen planes last month and may sell more, though most of its planes are leased.

Over the summer, Spirit tried to revive its fortunes by offering premium services. In July, it announced that it would start selling four fare bundles, which include different perks. The top offering includes extra legroom, priority boarding, refreshments and waived bag fees. Another includes some of those perks and a guaranteed empty middle seat.

Stocks edge higher, oil prices fall as markets eye Russia-Ukraine tensions, White House appointments

Global stocks edged higher in choppy trading on Tuesday as markets awaited further appointments to the incoming White House administration, while oil prices eased as tensions rose between Russia and the United States over Ukraine.

Investors are eyeing President-elect Donald Trump’s pick for Treasury secretary, with the pool widening to include Apollo Global Management Chief Executive Marc Rowan and former Federal Reserve Governor Kevin Warsh.

Markets are positioning for potential tariffs and tax cuts from the incoming Trump administration that could lead to higher inflation and to fewer interest rate cuts by the Federal Reserve. The yield on benchmark U.S. 10-year notes fell 4.1 basis points to 4.373%.

“I think it’s all the unknown; we’ve had the big unknown, which is how the election was going to go, now that’s known. But the next set of questions is what’s going to happen with Congress and with the White House,” said George Young, portfolio manager at Villere & Co in New Orleans.

“You can have less regulation and with it the possibility of more mergers and acquisition. The only thing that’s kind of a fly in the ointment is the bond market.”

Benchmark S&P 500 and the Nasdaq were trading higher with gains in technology stocks outweighing losses in materials, energy and healthcare equities. Artificial intelligence chipmaker Nvidia is scheduled to report earnings on Wednesday.

The Dow Jones Industrial Average fell 0.40% to 43,217.01, the S&P 500 rose 0.03% to 5,895.43 and the Nasdaq Composite rose 0.38% to 18,863.40.

President Vladimir Putin on Tuesday lowered the threshold for a nuclear strike in response to a broader range of conventional attacks. He approved the change after two U.S. officials and a source familiar with the decision said that U.S. President Joe Biden’s administration allowed Ukraine to use U.S.-made weapons to strike deep into Russia.

“The market’s movement appears to be driven by this morning’s news about changes to Russia’s nuclear doctrine,” said Michael Weidner, co-head of global fixed income at Lazard Asset Management.

Putin lowers Russia’s threshold for using nuclear arms

President Vladimir Putin on Tuesday lowered Russia’s threshold for the use of nuclear weapons, a longplanned move whose timing appeared designed to show the Kremlin could respond aggressively to Ukrainian strikes on Russian territory with American missiles.

The decree signed by Putin implemented a revised version of Russia’s nuclear doctrine that Putin described in televised remarks in September. But the timing sent a message, coming just two days after the news that President Joe Biden had authorized the use of U.S.-supplied longer-range missiles by Ukraine for strikes inside Russia.

Asked whether Russia could respond with nuclear weapons to such strikes, Dmitry Peskov, Putin’s spokesperson, repeated the new doctrine’s language that Russia “reserves the right” to use such weapons to respond to a conventionalweapons attack that creates a “critical threat” to its “sovereignty and territorial integrity.”

Russia’s Ministry of Defense later announced that Ukraine had used the ballistic missiles known as the Army Tactical Missile System, or ATACMS, in a predawn attack on an ammunition depot in southwestern Russia. A senior U.S. and a senior Ukrainian official, both of whom spoke on the condition of anonymity to discuss ongoing operations, confirmed that the strikes used ATACMS, which have a range of 190 miles, the longest of any munitions the West has given to Ukraine.

The White House played down Putin’s new doctrine. In a statement issued by the National Security Council, the White House noted that it had observed “no changes to Russia’s nuclear posture.”

The new doctrine, published Tuesday on the Kremlin website, differs from the previous iteration in at least two important ways that show how Putin is trying to use the threat of his nuclear arsenal to deter the United States from further supporting Ukraine.

First, it raises the possibility that nuclear weapons could be used against a nuclear-armed country that doesn’t directly launch an attack on Russia but supports one by a nonnuclear country. That is a clear reference to Ukraine and its nuclear-armed backers led by the United States. Russia’s previous nuclear doctrine

focused on responding to attacks by nuclear-armed countries and alliances.

Second, it lowers the threshold at which Russia could consider nuclear use in response to an attack with conventional weapons. The previous doctrine, published in 2020, said such an attack must threaten “the very existence of the state,” while the new one puts that threshold at a “critical threat” to Russia’s sovereignty.

The doctrine’s publication Tuesday appeared to be the latest suggestion from the Kremlin that Russia could use nuclear weapons to respond to attacks by Ukraine carried out with U.S. support, and that the response could be directed against U.S. facilities as well as Ukraine itself.

“Aggression against the Russian Federation and (or) its allies by any nonnuclear state with the participation or support of a nuclear state is considered as their joint attack,” the document says.

Peskov, speaking at his daily conference call with reporters, pointed to this section of the revised doctrine, saying, “this is also a very important paragraph.”

“Nuclear deterrence is aimed at ensuring that a potential adversary understands the inevitability of retaliation in the event of aggression against the Russian Federation and/or its allies,” Peskov said.

In the statement from the National Security Council, the White House noted that it was “not surprised” by the new decree since Putin had signaled the change months ago.

“This is more of the same irresponsible rhetoric from Russia, which we have seen for the past two years,” the statement said. The White House made no linkage between its lifting of restrictions on Ukraine and Putin’s announcement.

Western officials have previously said that they would be most worried about Moscow’s using nuclear weapons if the Russian military is on its back foot, and for the moment the war in Ukraine largely appears to be going Putin’s way.

On the battlefield, Russian forces are advancing in eastern Ukraine, while Ukraine struggles with recruitment and morale. And in geopolitics, Putin has also been making gains: His

phone call last week with Chancellor Olaf Scholz of Germany broke two years of diplomatic isolation by the biggest Western countries, while the election of Donald Trump as incoming U.S. president has raised hopes in Russia of a Ukraine peace deal on the Kremlin’s terms.

From the first day of his invasion of Ukraine in February 2022, Putin has been trying to use the threat of Russia’s enormous nuclear arsenal to deter Western military aid to Ukraine. He has had only limited success, with the United States leading a coalition that has dispatched tens of billions of dollars’ worth of modern tanks, artillery systems and missiles.

But Putin has sought to draw a new red line at Ukraine’s using Western missiles to attack deep inside Russian territory. To the frustration of Ukrainian officials, Biden had long refused to allow the weapons to be used that way, given what U.S. officials said was the risk of a violent response by Putin and the limited impact that the use of those missiles could have on the battlefield.

But Biden changed course recently after Russia’s surprise decision to bring North Korean troops into the fight, U.S. officials said.

In September, Putin warned that if the United States and its allies permitted Ukraine to fire missiles deeper into Russia, they would put his country “at war” with NATO. Ukraine has used homegrown weapons to attack at longer ranges.

In the lead-up to Biden’s decision, some U.S. officials said they feared that Ukraine’s use of the missiles across the border could prompt Putin to retaliate with force against the United States and its coalition partners. Other U.S. officials said they thought those fears were overblown.

Venezuela’s ‘Iron Lady’ pleads with Trump to save her country’s democracy

She galvanized a nation to oust Venezuela’s autocrat at the ballot box, spending months surrounded by people and filling avenues with supporters who risked beatings and arrest just to hear her speak.

Now, with President Nicolás Maduro accused of stealing the election and his government threatening her capture, María Corina Machado, Venezuela’s wildly popular opposition leader, has gone into hiding — alone.

In a series of rare, in-depth virtual interviews since she mobilized millions to vote against Maduro in July, Machado said she was holed up in a secret location somewhere inside her country. Because anyone who helps her could be detained — or might lead government agents to her — she said she has not had a visitor in months.

Nicknamed the country’s “Iron Lady” for her conservative politics and steely resolve, Machado is, she admitted, “longing for a hug.”

Her mother has urged her to meditate. She has not.

Instead, the former lawmaker is working around the clock, taking virtual meetings with foreign ministers and human rights organizations, urging them to remember that a broad coalition of nations acknowledge that her chosen candidate, Edmundo González, won

the July vote by a wide margin and should be taking office in January.

Just hours after the election, Maduro declared victory, but he released no evidence to back up his claim. In response, the Machado team collected and published vote-tally receipts from more than 80% of polling stations.

The tallies, they said, showed that González had garnered almost 70% of the vote. (Fearing for his freedom, González, 75, fled to Spain in September.)

Machado argued that Venezuela now offers something extremely tempting to President-elect Donald Trump: “an enormous foreign policy victory in the very, very short term.”

In her view, Maduro is now so weak — rejected by his own people, suffering fractures within his party — that a renewed pressure campaign by Trump and his allies could in fact push the Venezuelan autocrat to negotiate his own exit.

This pressure campaign, she said, could include reversing the sanctions relief put in place by President Joe Biden and the pursuit of new criminal charges against Maduro’s allies.

She praised Trump’s selection of Sen. Marco Rubio of Florida for secretary of state, and Rep. Mike Waltz of Florida for national security adviser, positions that will be key in defining U.S. policy toward Venezuela.

Rubio, whom Machado has known for more than a decade, has staked his political career in part on a no-compromises approach to leftist authoritarians in Latin America.

He was an architect of Trump’s previous policy toward Venezuela, a so-called maximum pressure campaign that involved broad sanctions on the country’s vital oil industry and support for a young legislator, Juan Guaidó, who claimed to be the country’s interim president.

The approach failed to oust Maduro, who labeled Guaidó a U.S. puppet, and some analysts argue that it even strengthened the autocrat, showing that he could withstand an all-out offensive from the world’s most powerful nation.

But Machado believes this moment is different. Maduro is financially broken, she said, has alienated key allies like President Luiz Inácio Lula da Silva of Brazil, and has lost so much public support that he has been forced to launch his most brutal repression campaign yet to stay in power.

Perhaps even more relevant, the Venezuelan people, she said, were now largely united behind a democratically elected president, González.

Machado has yet to speak to either Rubio or Waltz after their nominations, but said that their teams and hers were in “permanent contact.”

While many analysts say the recent election laid bare Maduro’s weaknesses, few believe the autocrat, who is being investigated for crimes against humanity by the International Criminal Court and could face arrest if ousted, has much incentive to leave.

“She says, ‘Maduro has no choice, he has to negotiate,’” said Phil Gunson, an analyst with International Crisis Group who has been based in Venezuela for more than two decades. “I think he does have a choice, and his choice is to remain in power.”

Many opposition leaders have come and gone in Venezuela over the years; few

have built as broad a coalition as Machado. The eldest daughter in a prominent steel business family, she has spent roughly two decades trying to remove Maduro and his predecessor, Hugo Chávez, from power.

In 2002 she founded a voter rights organization, Súmate, which pushed unsuccessfully to oust Chávez through a recall vote. Súmate received U.S. funding.

It is only recently, after an overwhelming victory in a primary race in 2023, that Machado emerged as the leader of the Venezuelan opposition. When Maduro’s government barred her from running in the general election, she managed to get González on the ballot in her stead.

On the campaign trail, she was received almost as a religious figure, often wearing white, promising to restore democracy and reunite families torn apart by an economic crisis and mass migration.

“María!” her followers shouted, before falling into her arms.

In hiding these days, she wakes up alone, cooks and ponders the future of the country alone. Her three adult children live abroad; it is unclear when she will see them again. When she appears in videos shared online, she uses a blank white background, an effort, perhaps futile, to conceal her location.

Machado declined to say whether she even could go outside. “It’s a difficult test,” she said of isolation.

González, now in Spain, has focused on pushing their cause in meetings with European leaders.

In the interviews, Machado’s voice often quickened to a near-panic pace, and she expressed frustration that some nations were not doing more to isolate Maduro.

“We Venezuelans did everything the international community asked of us,” she said, a reference to the millions of people who risked retaliation to vote for her movement. “Now it’s time for the international community to do its part.”

Nearly 2,000 people have been imprisoned in a postelection crackdown by the Maduro government, according to the watchdog group Foro Penal. Among them are some of Machado’s closest advisers. At least two people have died after being taken into custody and another two dozen people were killed amid protests just after the July vote. The youngest, Isaías Fuenmayor, was just 15.

That so many people are suffering after supporting her weighs heavily.

Even among the chaos generated by Donald Trump’s recent Cabinet picks, one stands out for the extensive suffering and lasting institutional damage it may cause: his choice of Robert F. Kennedy Jr. to lead the Health and Human Services Department.

Modern public health is one of civilization’s great achievements. In 1900, up to 30% of infants in some U.S. cities never made it to their first birthday. Since that time, vaccines, sanitation and effective medications have eliminated many previously commonplace illnesses and consigned others to extreme rarity. It’s easy to take much of that for granted, especially as those days have receded from living memory, but those achievements are fragile and can be lost.

The danger isn’t merely that Kennedy — who has almost no experience in government or large-scale administration and who has shown a sometimes breathtakingly loose connection to the truth — would be incompetent or misleading. At the helm of a department with more than 80,000 employees and a $3 trillion budget — one that oversees key agencies such as the Centers for Disease Control and Prevention, the Food and Drug Administration and the National Institutes of Health — he would have control over the nation’s medicines, food safety, vaccines and medical research. With that power, he could inflict significant harm to the public health system —

and to the public trust that would be needed to rebuild it once he’s gone.

Kennedy has brought attention to some worthwhile public health concerns, such as the downsides of ultraprocessed foods and the value of exercise. But beyond those reasonable issues, he has filled the internet and the airwaves with views on vaccines, food safety, medicines and supplements that are a mix of grave misrepresentations and far-fetched conspiracies.

His opposition to vaccines has attracted the most attention. He doesn’t say just that they merit closer scrutiny, as some “vaccine skeptics” claim. Last year, he told a podcaster that “there’s no vaccine that is, you know, safe and effective.”

When it later became expedient, he denied that he had ever said such a thing. The truth is that he has long promoted the lie that vaccines cause autism, and the extravagantly false claim that “researchers have done very little to study the health” of children after they get shots for once-common diseases.

Outside the medical community, few people still know about all the diseases whose safe and effective vaccines he is lying about, so let me remind you about one of them: diphtheria. Once known as “the strangling angel of children,” it causes its young victims to slowly and painfully suffocate, turn blue and gasp as a thick film fills their throat. They lie dying for many agonizing days. The disease has been all but wiped out, but in Spain a few years ago, it cost the life of an unvaccinated boy of 6. His distraught anti-vax parents promptly vaccinated their surviving child.

to say about COVID vaccines, the greatest achievement of Trump’s first term: The “powerful vaccine cartel,” which he described as being led by Dr. Anthony Fauci and Bill Gates, worked “to prolong the pandemic and amplify its mortal effects” and “led an effort to deliberately derail America’s access to lifesaving drugs and medicines” such as ivermectin and hydroxychloroquine in favor of their nefarious vaccine project. In fact, both those medications were subjected to rigorous research and proved to be ineffective against COVID.

If pandemics sound like yesterday’s news, the H5N1 outbreak among the nation’s dairy cattle continues to rage, as does the avian flu version ravaging birds everywhere. And there are strong signs that many human infections are going undetected.

Kennedy doesn’t mention those gruesome realities. The core of his method is to mislead and confuse with selective citations that overlook key, even overwhelming evidence. He has falsely suggested that AIDS isn’t caused by HIV. With no evidence, he once mused that COVID was deliberately made to target Black and Caucasian people, while ensuring that “the people who are most immune are Ashkenazi Jews and Chinese.” When he was called out for trafficking in racist, antisemitic tropes, he walked the claim back, but only a little.

As the head of Health and Human Services, a position that has, as one former secretary, Alex Azar, put it, “a shocking amount of power by the stroke of a pen,” Kennedy could go far beyond making false claims. For example, he could attempt to stop NIH research on infectious diseases, as he recently vowed to do, or take actions that would make vaccines less available and lower their uptake.

And the victims wouldn’t just be children in families that consciously opt out. Many vaccines aren’t available for any children before the age of 6 months, and it takes years to complete the full schedule to get robust protection. That means infants and young kids are extremely vulnerable, as are immunocompromised people, cancer patients and the elderly. Globally, childhood vaccination rates have already stalled, and any further decline could mean outbreaks start happening much more widely.

All of that is bad enough under the best of times. But what if another pandemic rolls around? Here’s what Kennedy has

As for the legitimate public health issues that many people feel grateful to him for shining a light on, Republican senators could surely reject Kennedy and pressure Trump to find someone else to raise those issues, someone who won’t take a wrecking ball to the precious public health system that protects the nation’s children. Besides, someone who doesn’t respect scientific evidence and can’t tell quackery from credible suspicion isn’t likely to be that much help on those topics.

LOÍZA – La Policía investiga un inusual incidente ocurrido la madrugada del martes en la carretera PR-187, en Loíza, donde un hombre fue atacado por un caimán tras caerse de su bicicleta.

Según el informe policial, una llamada alertó

a las autoridades sobre una persona en el suelo gritando. Al llegar al lugar, los agentes encontraron al hombre, quien relató que mientras se dirigía de Loíza hacia Canóvanas en su bicicleta, tropezó y cayó. Al intentar recoger la bicicleta, un caimán emergió del área verde y lo atacó, mordiéndolo en los dedos índice y anular de su mano derecha.

Paramédicos de la compañía Medina Ambulance atendieron al perjudicado en la escena, quien se negó a ser transportado a un hospital y regresó a su residencia. Su condición fue descrita como estable. The 25th Latin Grammys showed their age

The 25th annual Latin Grammy Awards, broadcast live on Univision from the Kaseya Center in Miami last Thursday night, consciously looked backward. Frequent winners collected more top awards. Clips from past shows bracketed live shots. There were fervent tributes to departed superstars and nods to musical dynasties.

In an era when many Latin musicians are experimenting and gleefully warping genre boundaries, the Latin Grammys flaunted the familiar. Perhaps that’s inevitable for an institution marking a milestone. But that earnestness cut back on the old Latin Grammy carnival spirit. The show still had some visual flair — particularly in the surreal, asymmetrical dresses worn by women who appeared as presenters and attendees. But its music held back.

Dominican songwriter Juan Luis Guerra and his group 4.40 won awards for album of the year for “Radio Güira,” a six-song EP, and record of the year for the single “Mambo 23.” “Radio Güira” also won the award for bachata/merengue album and “Mambo 23” for tropical song. Guerra has won 28 Latin Grammys, dating to two at the first event in 2000.

Uruguayan songwriter Jorge Drexler’s “Derrumbe” (“Collapse”) — a brief, poetic ballad with turbulent studio undercurrents — was named song of the year. It also tied with Kany García’s “García” for cantautor (singersongwriter) song. Drexler now has 15 Latin Grammys.

The Latin Grammy broadcast, like the Grammy Awards show, focuses on performances, not presentations. Only nine of the 58 Latin Grammy categories received awards on the broadcast; the others were presented earlier Thursday afternoon on a webcast. Edgar Barrera was named both songwriter and producer of the year, and Argentine songwriter Nathy Peluso won three awards. The Portuguese-language categories included two awards for Brazilian songwriter Jota.Pê and a third for the engineers of his album “Se o Meu Peito Fosse o Mundo” (“If My Chest Were the World”).

On the live broadcast, the performances were oddly proportioned. Too many songs were crammed into medleys. Carlos Vives, who has channeled rural Colombian

Less established performers ended up sharing brief segments, though a few managed to make an impact. Latin trap singer Eladio Carrión had a gospelly choir backing him in his filial “Mama’s Boy,” before he made his way into the audience to embrace his mother as it ended.

Wiser performers, or better connected ones, got to create the storytelling dynamics of full-length songs.

Anitta, a multilingual Brazilian pop star, seized a quiet moment to make an elegant statement of her connection to Brazil’s past. Backed by Brazilian songwriter Tiago Iorc on acoustic guitar, she turned her come-on “Mil Veces” into an urbane bossa nova, then honored Sergio Mendes, the Brazilian fusion hitmaker who died this year, by singing his career-making hit (written by Jorge Ben Jor), “Mas Que Nada.” Marc Anthony, who has a supple, sinewy, once-in-a-generation voice, assembled a tribute to salsa that culminated in him duetting with singer La India for the first time in 29 years. It was a duel of breath control and pitch control; he won, but La India was formidable. A mariachi tribute to three titans of Mexican music — Juan Gabriel, José José and Vicente Fernández — gave multiple singers a chance to unleash their melismas and wide vibratos, culminating in a commanding appearance by Alejandro Fernández, Vicente’s son.

In Latin music, nuances matter, not just hooks. The Latin Grammys could represent one of music’s most fertile, unruly, rigorous but open-eared frontiers. Maybe next year’s awards can celebrate the music’s future as much as its past.

8 factors that can raise your heart disease risk

Heart disease is the leading killer of men and women in America, and it has been for more than 100 years, despite major gains in public health.

For years, doctors have known that high blood pressure, high cholesterol, diabetes and smoking raise the risk of cardiovascular disease. They typically use these factors to calculate patients’ individual risk and to guide treatment recommendations. But in recent years, experts have started thinking more broadly about what drives cardiovascular disease risk.

With smoking on the decline, and with better cholesterol and blood pressure treatments available, death rates from heart attack and stroke have fallen in the past 50 years, said Dr. Sadiya Khan, a preventive cardiologist at the Feinberg School of Medicine at Northwestern University. But several factors now threaten to slow, or even undo, that progress, including the rise of metabolic conditions like obesity and diabetes and increasing rates of heart failure.

substances from the blood to form plaques, said Khan, who led the American Heart Association committee that developed the new risk calculator.

In recognition of these changes, the American Heart Association last year released a new risk calculator, called PREVENT, that includes measures of metabolic and kidney health and makes it possible for doctors to predict the risk of heart failure in addition to that of heart attack and stroke.

“I don’t think the main risk factors for cardiovascular disease have necessarily changed,” said Dr. Michael Nanna, an interventional cardiologist at Yale School of Medicine. “But I think there’s an increased recognition of a broader set of risk factors than we as cardiologists thought about traditionally.”

The big issues

Conditions that lead to plaque buildup on the inside walls of blood vessels are a big concern. As plaques grow, they narrow the space available for blood to flow, which can cause symptoms like chest pain. Eventually the plaques can break off and block an artery that carries blood to the heart or brain, causing a heart attack or stroke, explained Dr. Jeremy Sussman, an associate professor of internal medicine at University of Michigan Medical School.

High Cholesterol: Cholesterol is a main component of plaque. Though cholesterol is essential for body functions like making hormones and vitamins, when it’s too high it can accumulate on artery walls, combining with fat, calcium and other

High Blood Pressure: Hypertension can damage arteries, forcing them to strain and become rigid instead of remaining elastic. That can increase plaque buildup, Khan said. High blood pressure also stresses the heart. This increases the risk for heart failure, which happens when the heart muscle can’t pump enough blood to meet the body’s needs for blood and oxygen.

Age: Age is thought to increase your risk of heart disease partly because the damage to blood vessels from cholesterol and blood pressure accumulates over time, Sussman said.

Smoking: Smoking is like accelerated aging, Khan said. “For the same cholesterol level or the same blood pressure level, your blood vessels will look worse,” she said. That not only means more plaque, but it also increases the likelihood that the plaque will break off and form a blood clot.

Smoking also causes inflammation, which is a common theme underlying all of the risk factors for heart disease, doctors said. Research increasingly suggests that inflammation plays an important role in the development of plaques and their rupture.

Diabetes: People with Type 1 or Type 2 diabetes are more likely to have high or unbalanced cholesterol and high blood pressure — and having both diabetes and one of these additional risk factors compounds the likelihood of heart disease, Khan said.

Sex: Men generally are considered to be at greater risk, though heart disease is also the leading killer of American women, whose risk tends to increase after menopause.

Metabolic health

Risk factors for heart disease rarely exist in isolation. “Most people don’t just have hypertension, or just have diabetes,” Khan said.

Recognizing the overlap among heart disease, kidney disease and metabolic conditions and their shared underlying mechanisms, the American Heart Association last year coined the term “cardiovascular-kidney-metabolic syndrome” to define this

cluster of related health issues.

A key initial factor in developing the syndrome, according to the paper describing it, is the accumulation of excess and dysfunctional fat tissue, particularly in the abdomen. This can lead to inflammation, insulin resistance and, eventually, diabetes, chronic kidney disease and heart disease.

For this reason the new calculator includes inputs like body mass index (a controversial but widely used measure of obesity) and estimated glomerular filtration rate, which tells doctors how well your kidneys are working.

Doctors can also use hemoglobin A1C, an indicator of average blood sugar over three months, and urine albumin-to-creatinine ratio, a measure of how healthy your kidneys are, to estimate risk in a more granular way in higherrisk patients.

Race matters

Black Americans are at a greater risk of dying from cardiovascular disease than white Americans. On average, they develop high blood pressure and diabetes four to six years earlier than their white peers, Khan said, and they also have higher rates of advanced kidney disease. South Asians and Native Americans are also at higher risk of cardiovascular disease, Nanna said.

Because of these differences, an older risk calculator used different formulas for Black and white people. There was no separate option for people of other races because historically there was limited data on those groups.

The American Heart Association removed race as a standalone consideration in its new risk calculator. This was to recognize that race is a social construct, not a biological factor, Khan said. Race still matters when it comes to cardiovascular disease risk, she said, but in developing the PREVENT equations, the committee found that racial disparities were captured by other risk factors and that the model accurately predicted risk across racial groups.

The calculator does include ZIP code in an effort to capture elements of “social deprivation,” such as low income or unemployment, that can affect health outcomes.

Calculators are but one piece

Studies have found that the new calculator estimates people’s risk of heart disease as roughly 50% lower, on average, than older calculators did, raising concerns that fewer people would meet the threshold for being prescribed a statin or an antihypertensive drug.

But Khan and others said previous calculators had been overestimating risk because they relied on old data, from when heart attack and stroke rates were higher, and noted that the thresholds for medication may change as the new tool is adopted.

Whatever the calculator used, doctors said that they needed to get the clearest picture possible of heart disease risk and potential benefits of treatment for any given patient.

“Waiting until people have this disease is not going to be our solution,” Khan said. “We need prevention.”

How many continents are there? You may not like the answers.

The world is split up into continents, there are seven in all. And if you get the gist, we’re going to make a list, From biggest to small …

Your kids may have come home from school singing this infectious ditty, or another like it. But are there really seven continents?

Anyone with a map can see that Asia and Europe are connected. They are often called Eurasia for that reason. The divide is pretty arbitrary, more culturally than scientifically defined. So, is it fair to say that there are actually only six continents?

That is just the first slippery step on a well-oiled slope. What about North America and Asia?

They are connected by the Bering Sea Shelf, once dry land crossed by humans and flooded only in the geologically recent past. Technically speaking, that makes Asia, North America and Europe all one continent. Does that mean there are only five?

Other experts contend that five, six and seven are wrong and argue in favor of eight continents. There are even those who go as far as to say there are only two.

Hiding within the simplicity of the song, there is an illusion of general agreement about the number of continents.

The dispute arises in part because there are really two types of continents: Those recognized by cultures around the world, and those recognized by geologists. Cultures can define a continent any way they want, while geologists have to use a definition. And geological research in recent years has made defining continental boundaries less simple than it might have once seemed as researchers find evidence of unexpected continental material.

“This triggers a lot of interest because there are significant implications for our understanding of the mechanisms of continent separation, ocean formation and plate tectonics,” said Valentin Rime, a geologist at the University of Fribourg in Switzerland. He added, “But after the excitement comes rigorous checking and debate to make sure the evidence is solid.”

Geologically speaking, to be a conti-

nent, a bit of the planet needs to have four things:

— A high elevation relative to the ocean floor.

— A wide range of igneous, metamorphic and sedimentary rocks rich in silica.

— A crust thicker than the surrounding oceanic crust.

— Well-defined limits around a large enough area.

The first three requirements are found in just about every geology textbook. But not so with the fourth. What is “large enough,” or how “well-defined” the limits of a potential continent need to be, are matters that are less often discussed, unless a geologist is studying bits of the planet that are on the cusp of being continental.

“Anything big enough to change the map of the world is important,” said Nick Mortimer, a geologist with the New Zealand government-owned GNS Science research institute. “Labeling and identifying part of the Earth as a continent, even a small, thin and submerged one, is more informative than just leaving a map blank.”

This creates problems for numbering continents.

Consider Iceland, which sits atop a rift that stretches around Earth, the Atlantic branch of the mid-oceanic ridge. Volcanic activity there slowly separates the tectonic plates on which North America and Europe rest. Most of the ridge lies deep beneath the ocean. But in Iceland, it sits above sea level.

Another enigma is that the volcanoes there often spit out lava made of molten

continental crust, even though Iceland is thousands of miles from any continents. Some geologists therefore suspect Iceland is not a lonely island at sea, but actually part of a continent (although as to which one, that can get complicated, too).

That notion finds support off Africa’s eastern coast.

A mid-oceanic ridge in the Red Sea is dividing Africa from Asia. This divorce is happening at the rate at which fingernails grow. Along most of the ridge, the separation is straightforward. But the separation is much messier where the Red Sea meets the Gulf of Aden. In place of an obvious point of thinning where ocean crust is forming, the continental crust between Africa and Asia is splintering into hundreds of pieces. In that location, there is no obvious point where Africa ends and Asia begins.

“It is like very strong and very thick toffee getting stretched out, but not snapping,” said Gillian Foulger, a geologist at Durham University in England.

Rime and colleagues recently published a study in the journal Geology showing that Iceland, too, has heavily stretched toffee beneath its surrounding seas. Instead of a clean break between North America and Europe, there appears to be a complex mix of magma and continental crust fragments scattered in a path between the two land masses that runs right through Iceland. Just like the point where the Red Sea and the Gulf of Aden meet, there is no clear point where North America ends and Europe begins.

Then there is New Zealand, which really wrecks things for our kids.

Although New Zealand and Australia are often grouped together, they are not on the same continent. While Australia is widely considered to be a continent in its own right, the notion that New Zealand is part of its own continent, Zealandia, is a newer argument.

Submerged shelves that rise high above the ocean floor stretch for miles far beyond the tiny island nation. Along the edges of those shelves, there is deep water and oceanic crust that is thinner than the crust beneath the shelves. Drill cores, seabed dredge samples and rocks collected from the region show that the giant mass that New Zealand sits on is composed of igneous, metamorphic and sedimentary rocks rich in silica, just as is the case with all other

continents.

While few think of Zealandia as a continent in cultural terms, “it is increasingly being recognized as a geological one,” Mortimer said.

But not everyone agrees, and they point to that meddlesome fourth criterion ignored in most textbooks. The crust making up Zealandia is between 10 and 30 kilometers thick, making it thicker than the 7 kilometers of most ocean crust. But it is not as thick as other continents’ crust, typically between 30 and 46 kilometers. This makes the boundaries between Zealandia and the ocean less well defined and more difficult to discern. Size creates issues, too. At 4.9 million square kilometers, the proffered Zealandia is much smaller than Australia, which itself is only 7.7 million square kilometers.

Then there is the fact that Zealandia is mostly submerged. Being above water is not part of the geological definition of a continent, but it does seem to matter culturally, because people are used to thinking of continents as dry land.

Geologists are still arguing what these discoveries about continental and oceanic crust mean for the number of continents. What is certain is that the research is revealing that there is more than one way for two continents to split apart, and that the split is not always clean or even complete.

“There are basically only two major continents,” Rime said. “Antarctica and everything else, since South America is connected to North America through Panama, North America is connected to Asia through the Bering Strait, and Asia is connected to Europe, Africa and Australia through the Urals, the Sinai and Indonesia, respectively.”

Mortimer doesn’t agree.

“Zealandia is separated from Australia by a 25-kilometer-wide, 3,600-meter-deep ocean trough,” he said. “Based on Valentin’s logic, that would mean there are actually three continents.”

But he acknowledged some uncertainty, adding, “Unless the trough is found to be very deep continental crust, like the Iceland situation, in which case Zealandia would be a part of Australia.”

And then there is the possibility that Iceland is sitting on top of its own large chunk of free-floating crust as perhaps continent No. 9.

Billie Jean King took tennis equity to the top of sport. She never got comfortable there

Billie Jean King is losing patience. Maybe that’s what happens when you’re 80 years old and the actuarial tables say time is running short. King has been advocating equality for women for more than half a century. There has been progress, but not nearly enough, she believes — in life or in tennis.

King has pushed into every room she could and tried to work all of them. She has tried to build bridges, believing that if she could just talk to people, one on one, she could bend their worldview a little closer to hers. Sometimes they bend. Sometimes they break. Yet she is still at it, trying to check her emotions and frustrations and deal with the impatience that reveals itself as she tries to live inside the sport’s establishment while trying to disrupt it.

Long ago, King made a cold calculation. She didn’t want to be someone who was “just going out talking, standing on a soapbox,” as she said during an interview last week, conducted over video because she and her partner, Ilana Kloss, have been nursing a respiratory illness.

“It’s what you do that matters.”

That, she said, required practicality. Practicality comes with a price — but seriously, what is taking so long?

“I have this saying that when you read history, it goes fast, but when you live in it, it goes slowly,” she said.

King, the 12-time Grand Slam singles champion, a founding leader of the WTA Tour, the slayer of Bobby Riggs in the 1973 “Battle of the Sexes” showdown, is tennis royalty 365 days a year. That is especially true in late summer, when the U.S. Open happens at the Billie Jean King National Tennis Center in Flushing, New York.

Another reminder comes in the fall, when the finals of the Billie Jean King Cup, the national team competition that bears her name, bring together some of the best women’s players in the world. This year they have come to

Málaga, Spain.

King has played many roles in the event since winning its first edition as part of the U.S. team in 1963, when it was known as the Federation Cup. Participant, champion, team captain, namesake, marketing partner, cheerleader in chief. She was annoyed last year that dining for staff and news media at the event was slow, getting in the way of their work. She got on those responsible and told them to fix it.

In one way, this year’s edition is a breakthrough for her. The King Cup finals overlap with the finals of the Davis Cup, the men’s team competition. For some time, she has been saying how much better the two events would be together — a kind of tennis World Cup.

She has similar ideas about the WTA and ATP Finals, held thousands of miles apart in Riyadh, Saudi Arabia, and Turin, Italy.

“You have your two big season-ending events for individuals and teams,” she said. “To really showcase the sport, just like the majors, right? It becomes just like a fifth major.”

She says all this with a combination of satisfaction and those “why does it take so long for people to listen to me” shakes of the head that punctuate her sentences. She has got the record to justify them. She persuaded the U.S. Open to give equal prize money to men and women in 1973; Wimbledon waited another 34 years. The women’s world No. 1, Aryna Sabalenka, still had to speak on being paid half as much as the men’s world No. 1, Jannik Sinner, for winning the Cincinnati Open over the summer. It is not time to get comfortable. There is more to do.

Kloss, King’s partner in business and in life, said they had learned to treat these rooms as opportunities: to learn and build relationships with people who can help them get where they want to go, and where they want sports to go, too. They have invested in baseball through the Los Angeles Dodgers, women’s ice hockey, the Angel City women’s soccer team and media startups. King created the Women’s Sports Foundation in 1974, two years after Title IX banned sex discrimination in schools.

“You might not get everything, but I think if you know somebody, you feel like there’s a connection,” Kloss said. “In person, building those relationships has served us both incredibly well.”

King has caught her share of flak for this approach. At an event celebrating the creation of the WTA on the eve of Wimbledon 2023, she voiced her support for a deal in the tens

of millions of dollars to bring the WTA Finals to Saudi Arabia, a country that human rights groups have criticized for its record on freedom of expression, criminalization of samesex relationships and women’s rights.

“I think I would take the money,” she said at the time, reiterating her long-held support of engagement as a vehicle for change. Her fellow figureheads of women’s tennis, Martina Navratilova and Chris Evert, wrote in The Washington Post that engaging as a vehicle for change would mean awarding a marquee event and all its cachet to a kingdom yet to earn it.

The WTA took the money. On Nov. 9, Coco Gauff earned $4.8 million for winning the championship, the biggest check in women’s tennis history.

Despite her pride at surpassing limits, King is fully aware she has not done it all. While King was playing — and winning 39 Grand Slam tournament titles (12 singles, 16 women’s doubles, 11 mixed doubles) — and for years after, gay and bisexual women in tennis felt they had to hide their sexuality. Now, statistics would suggest that men do, since tennis has yet to have an openly gay male player come out during his career. Brian Vahaly, the American former world No. 63, came out after retiring in 2007.

King’s main hope at the moment is that the competition that bears her name can have some influence beyond the players, on and off the court. This year, the event will host a summit on women’s leadership in business and sports on the morning of the final. Malala Yousufzai, the Pakistani education advocate who was shot by the Taliban when she was 15, is among the featured guests.

Leadership is another current frustration. Each entity with a seat at the table where tennis decisions are made — the tournaments, the tour officials, the leaders of the Grand Slam

events and the International Tennis Federation, which controls the Billie Jean King Cup — has interests to protect. The net result, she feels, is currently a schedule that burns some players out before the end of the season. That hurts her directly when some of the best players, including Gauff, opt out of the Billie Jean King Cup because they are simply out of gas by mid-November.

Instead of shortening the schedule, the ATP and WTA Tours have extended the lengths of their biggest tournaments, the 1000s, which are one rung below the Grand Slam events.

Instead of spacing out the team competitions that many players say give them a break from the eat-what-you-kill nature of the rest of the year, they stick those events at the end of the year.

King and Kloss — and plenty of players — would prefer the season ended shortly after the U.S. Open, before pivoting to team competitions and a longer offseason.

“It’s really maddening, you know, generation after generation,” she said. “If you don’t put the game first, you’re going to screw it up in the end for yourself. It’s so obvious.”

This year’s event also has a small circle-oflife moment for King. She was the captain for many years of a U.S. team that often featured Lindsay Davenport, the former world No. 1. Now Davenport is the U.S. captain.

In an interview in Turin last week, Davenport said King came into her life at a key moment, in 1995. She was 19, floating around the top 20, and unsure of how much further her tennis could take her.

King told her she had no limits. The next year, King was coaching Davenport to a gold medal with the U.S. Olympic team in Atlanta.

“When you hear it from someone like that, it goes a lot further than just hearing it from, you know, a local pro or your parents,” Davenport said.

As a captain, King did not follow any particular formula. Sometimes she talked a lot, sometimes she was silent. Sometimes the United States had four women in the top 10, and King had to manage egos, spread out the playing time and, as Davenport put it, “teach us that these few weeks out of the year, it was going to be bigger than just yourself.”

“How can you get your teammate to play better?” Davenport said. “How can we all work together to have the best end result possible?”

Sometimes it would get uncomfortable. That was fine then and it is fine now. King, who turns 81 on Friday, is not about to change the habit of a lifetime.
