Pedro Pierluisi Urrutia said Tuesday that he is inclined to sign the tax bill that the Financial Oversight and Management Board rejected on the basis that it does not comply with the commonwealth fiscal plan. “I am inclined to sign it, yes, but it is important that we give all the relevant information to the [oversight] board and that the board, instead of litigating this matter, which would be unfortunate, [and] would entail an expense that would not be what we want to be incurring,” the governor said in response to questions from the press. “Because what I hope … our goal is for the board to allow me to sign it and for it to be implemented subject to some agreements.” “I see myself inclined to sign it,” he added. “What happens is that I don’t want to have a clash with the board and, to make matters worse, then, well, the court invalidates the law. That is what we want to avoid at all costs.” Treasury Secretary Francisco Parés Alicea said earlier on Tuesday that he would recommend to the governor that he sign the tax amendment bill approved by the Legislative Assembly, despite the oversight board’s objection. “My recommendation is that he sign it,” Parés Alicea said at a press conference. “When you see numbers of this magnitude, I do not see inconsistency with the fiscal plan. I don’t see it.” The Treasury secretary reiterated that the government has the financial capacity to grant the relief contained in the bill “without preventing us from complying with the state’s obligations, including those contracted in the debt adjustment plan confirmed by the federal court.” “If we can get the [oversight] board to understand the importance of this issue for the people, I am sure that they will finally support the approved bill, whose fiscal impact would be about $550.2 million annually,” Parés Alicea said. “It would be unfair on my part not to recommend that the governor sign the measure.” The governor pointed out that he has 30 days “to sign or veto the measure.” “I want those 30 days to be taken advantage of; for example, to update and reach joint agreements to update the fiscal plan,” Pierluisi said. “For example, the collections that this plan establishes are significantly

less than what we have already achieved. And in the expense area. In other words, I think we have to do this process of updating or reviewing the fiscal plan now. Because when the board wrote [their objection], one of the things they pointed out is that the measure is inconsistent with the fiscal plan. Well, it is inconsistent with the current fiscal plan, which must be reviewed.” “Aside from that, to the extent, and the board apparently didn’t have that in its sights, there are provisions that allow the government to adjust spending,” the governor added. “Yes, if by some chance, the collections are not enough to cover all the budgeted expenses. In other words, the measure even distinguishes a mechanism to adjust spending. The PROMESA Law [Puerto Rico Oversight, Management and Economic Stability Act] also gives the board the power to adjust expenses quarterly to the extent that collections do not cover expenses. In other words, I want all of this to be discussed within this period of time, to prevent the board from challenging the measure, to prevent the board from going to court to have the measure revoked.”

Woman found guilty of the contract murder of her stepmother By THE STAR STAFF

A

fter a trial that lasted almost two years, Judge Mariela Miranda found Keishla Pérez Bigio guilty of agreeing and paying $1,500 to two subjects to murder her stepmother, businesswoman Hilda Padilla Romero, it was reported Tuesday. “Finally justice was done for Hilda and her family. It has been an arduous and extensive process, but it finally concluded with the expected result,” Justice Secretary Domingo Emanuelli Hernández stated in a written communication upon learning of the decision of the Court of First Instance in Bayamón. “Those responsible for the vile crime were found guilty and will face the consequences of their actions. My total solidarity with Hilda’s relatives. I hope they can live in peace and recover from the deep wounds left by the crime. They have the full

support of the Department of Justice.” Padilla Romero was shot on Sept. 30, 2019, while she was driving along Los Filtros Avenue in Guaynabo accompanied by her two daughters, ages 8 and 17. The minors were unharmed. The joint Police Bureau-Bayamón Prosecutor’s Office investigation revealed that Pérez Bigio hired William Avilés González and Luis González Martínez to murder her stepmother after having several violent confrontations with her. The main charge was demonstrated beyond a reasonable doubt by prosecutors Iván Rivera Labrador, Carmen Iris Ortíz Rodríguez and Gracielis Vega Bermúdez, who presented vast testimonial, documentary and expert evidence to prove first-degree murder against Pérez Bigio and Avilés González. The latter was also found guilty of a charge of violation of the Puerto Rico Weapons Law. The judge did not determine guilt on the charges

of attempted murder against the minors. González Martínez confessed to the facts and reached an agreement with the Prosecutor’s Office to testify against the other two defendants. He subsequently decided not to testify at the trial. However, the Prosecutor’s Office managed to use the testimony he offered during the preliminary hearing stage, after his being declared an unavailable witness. González Martínez is being prosecuted in a separate trial. The Prosecutor’s Office also prevailed, despite the opposition of the defense, for the court to admit as evidence three audio recordings of Pérez Bigio, taken from González Martínez’s cell phone, which confirmed the conspiracy to kill Padilla Romero. Pérez Bigio’s voice was identified at the trial by Yaireishka Morales Padilla, the victim’s daughter. The sentencing hearing was scheduled for Feb. 9, 2024.

That level of binary assistance provides significant support to our vulnerable people. Puerto Rico, if this program is implemented, could receive up to $1.95 billion annually, according to data from the Government Accountability Office (GAO), and published in 2014.”

José Aponte Hernández predicted Tuesday that the Puerto Rican equestrian industry will lose about $40 million if Resolution CJ-21-10, which was approved by the island Gaming Commission at the request of the Camarero Race Track, and which increased the cost of the “Pick 6” wager from 25 to 50 cents, is not

immediately canceled. Aponte said last Saturday alone over $100,000 was lost in horse racing wagers due to the resolution. The veteran New Progressive Party lawmaker made it clear that next Monday he will be filing a resolution to investigate the “true” reasons behind the increase. “According to the information we have received, since this Resolution was

initiated on Nov. 1, which was promoted by the racetrack, with the objection of all other components of the equestrian industry, the wagers in horse racing have dropped dramatically by over $524,000,” Aponte said. “If the month continues without eliminating that provision […], the industry is poised to lose about $3 million in the month and over $40 million in a year. That’s unacceptable.” Aponte stressed that it is believed

atural and Environmental Resources Secretary Anaís Rodríguez Vega said Tuesday that an annual Christmas lighting event slated to be held this weekend in La Parguera in Lajas was not authorized. “After the holding of a Christmas lighting in the La Parguera Nature Reserve, in Lajas, was publicly revealed, I confirm that the Department of Natural and Environmental Resources (DNER) has not received any formal request related to this activity convened by the La Parguera Community Association,” Rodríguez Vega said. “The DNER reminds the community and event organizers that any activity in protected natural areas must obtain the corresponding authorization from the department, in accordance with the laws and regulations administered by the DNER, in particular Regulation 8013,” the official said. “This regulation is essential for the responsible management of protected areas and to ensure that activities do not compromise the ecological integrity of these vital spaces.” Rodríguez Vega added that the Law for the Control and Prevention of Light Pollution specifies in its Article 8, subsection A, the classes of outdoor and special areas. La Parguera, a bay that is part of the bioluminescent bay ecosystem in the southwestern coastal town of Lajas, falls under a special class, pursuant to the protection of the wildlife and marine resources of the area, she said.

the DNER to issue a cease and desist order against the owners and operators of houseboats who intend to inaugurate the annual offshore Christmas lighting tradition in La Parguera this weekend. “We have heard the mayor of Lajas, Jay Martinez, promoting a Christmas lighting event on the houseboats permanently located in La Parguera Bay,” community leader Jorge Echevarría said. “It is important to note that this activity contrasts with the protection of the red mangrove (rhizophora mangle) and the single-celled dinoflagellate organism (pyrodinium bahamense) responsible for light or bioluminescence in places such as La Parguera. The lighting that is intended to be sponsored is something that goes against the protection of the ecosystem that requires certain physical, chemical, biological and ecological conditions [...] for the phenomenon of bioluminescence to occur, or illumination by biological means, as occurs in Mosquito Bay in Vieques, La Parguera and Moncio José in Lajas and Laguna Grande in Fajardo, which is why Puerto Rico is one of the few places in the world to have bioluminescent bays.” The Popular Democratic Party leader said it is up to the DNER and its secretary to issue a cease and desist order to stop the illumination of the houses and houseboats nestled in the red mangrove along the shores of La Parguera Bay. The central government agency has the responsibility to protect the island’s natural resources, Echevarría said, so it must take immediate action to avoid an ecological disaster

in the top tourist attraction in the southwest of Puerto Rico. “However, the bioluminescent bay at La Parguera is under several threats: sediment from access routes, a continuous increase in visitors, some of whom leave behind debris and other pollutants, and, most evidently, the increasing illumination of the surrounding area,” he said. “We know that the combined night lighting of existing and under-construction homes, road lighting and institutional lighting shed and reflect a significant amount of light on this valuable natural resource. It is important to know that the bay of La Parguera has to be free of all these pollutants, so it is vital that there is a compatible ecosystem around the bay. The construction of new houses or structures should be avoided and there should be zero deposit of chemical pollutants in [the bay’s] waters.” Many of the liquids that are generated in houseboats and then deposited in the sea are deadly compounds for the microorganism responsible for bioluminescence, Echevarría added. “In order for the human being to perceive the wonderful phenomenon of bioluminescence, there can be no artificial light of such magnitude as to compete with the phenomenon,” he said. “Consider that the light emitted by the full moon alone is enough to significantly reduce the perception of light from dinoflagellates.” The STAR was unable to reach Lajas Mayor Jayson Martínez Maldonado for comment before press time on Tuesday.

Johnson pays Trump visit as he faces mounting criticism from the right By ANNIE KARNI

ouse Speaker Mike Johnson on Monday night visited former President Donald Trump at his Mar-a-Lago estate in Florida, according to a person familiar with the meeting, making his first pilgrimage to see the Republican presidential front-runner since his surprise elevation to the top post in the House last month. The visit to Trump’s Florida home came at a tricky moment for the inexperienced speaker, who is already facing criticism from hard-right allies livid at him for teaming with Democrats last week to pass legislation to avert a government shutdown. The person confirmed the private meeting on the condition of anonymity because they were not authorized to discuss it. Trump’s influence over spending fights in Washington may be limited, but Johnson’s decision to meet with him within weeks of his election is a sign he knows he cannot afford to have Trump weighing in publicly against him and hardening right-wing opposition to his leadership. Johnson has taken other steps to ingratiate himself to the far right and cement his hold on the gavel. Late last week, he announced he was publicly releasing surveillance video of the Jan. 6, 2021, attack on the Capitol, a step far-right lawmakers and activists have been demanding as they seek to undercut the

Last week, Johnson officially endorsed Trump — a move former Speaker Kevin McCarthy resisted even while proclaiming that the former president would be the Republican nominee and would be reelected. “I endorsed him wholeheartedly for reelection in 2020, and traveled with his team as a campaign surrogate to help ensure his victory,” Johnson said in a statement to The New York Times. “I have fully endorsed him once again.” The endorsement came in response to a report by the Times that in 2015, Johnson had posted on social media saying that Trump was unfit to serve and could be a danger as president. “The thing about Donald Trump is that he lacks the character and the moral center we desperately need again in the White House,” Johnson wrote in a lengthy post on Facebook on Aug. 7, 2015. “I am afraid he would break more things than he fixes. He is a hot head by nature, and that is a dangerous trait to have in a Commander in Chief.” Johnson, who until last month never held a top-tier position in leadership, was in Florida for a fundraising trip. He made a stop at Mar-a-Lago for an event for Rep. Gus Bilirakis, R-Fla., according to the person familiar with the meeting with Trump. 2024 presidential debate dates and locations are announced By MAGGIE ASTOR

he Commission on Presidential Debates on Monday announced the dates and locations of three presidential debates to be held during the general election campaign next year, as well as one vice presidential debate. The presidential debates are scheduled for Sept. 16 at Texas State University in San Marcos, Texas; Oct. 1 at Virginia State University in Petersburg, Virginia; and Oct. 9 at the University of Utah in Salt Lake City. The vice presidential debate is scheduled for Sept. 25 at Lafayette College in Easton, Pennsylvania. The moderators and formats for each debate are not expected to be announced until next year, but the events are scheduled to run for 90 minutes with no commercial breaks.

The commission, which receives no funding from the government or political parties, has sponsored all general election presidential and vice presidential debates since the 1988 election. “The United States’ general election debates, watched live worldwide, are a model for many other countries: the opportunity to hear and see leading candidates address serious issues in a fair and neutral setting,” the commission’s leaders, Frank Fahrenkopf and Antonia Hernández, said in a statement. To be eligible to participate in the debates, candidates will be required to have at least 15% support in national polls. In most elections, that means only the Democratic and Republican nominees are onstage, but it is not out of the question that a third-party candidate like Robert F. Kennedy Jr. could qualify this

The Republican National Committee cut ties with the Commission on Presidential Debates last year after accusing it of bias, but it will ultimately be up to the nominee to decide whether to take part. It is also unclear whether Biden will be interested in participating. His team has not committed to debating Trump, who could be convicted of felonies before the events begin. And the Biden campaign is still upset with the commission over what it sees as lax enforcement of COVID protocols at the first debate in 2020, soon after which Trump was diagnosed with the virus. A spokesperson for Biden declined to comment Monday, and a spokesperson for Trump did not comment on the record.

Federal court moves to drastically weaken Voting Rights Act By NICK CORASANITI

A

federal appeals court earlier this week moved to drastically weaken theVoting Rights Act, issuing a ruling that would effectively bar private citizens and civil rights groups from filing lawsuits under a central provision of the landmark civil rights law. The ruling, made by the 8th U.S. Circuit Court of Appeals, found that only the federal government could bring a legal challenge under Section 2 of the Voting Rights Act, a crucial part of the law that prohibits election or voting practices that discriminate against Americans based on race. The opinion is almost certain to be appealed to the Supreme Court. The court’s current conservative majority has issued several key decisions in recent years that have weakened the Voting Rights Act. But the justices have upheld the law in other instances, including in a June ruling that found Alabama had drawn a racially discriminatory congressional map. Passed in 1965, the Voting Rights Act was one of the most significant achievements of the civil rights movement, undoing decades of discriminatory Jim Crow laws and protecting against egregious racial gerrymanders. But the law has been under legal assault almost since its inception, and court decisions through the years have hollowed out key provisions, including a requirement that states with a history of discrimination in voting obtain approval from the federal government before changing their voting laws. Monday’s decision by the 8th Circuit, which centered on a case in Arkansas, found that the text of the Voting Rights Act did not explicitly contain language for “a private right of action,” or the right of private citizens to file lawsuits under the law. Therefore, the court found, the right to sue would effectively lie with the government alone. Should the ruling stand, it would remove perhaps the most important facet of the Voting Rights Act; the majority of challenges to discriminatory laws and racial gerrymanders have come from private citizens and civil rights groups. “It will be a devastating near-death

Section 2 of the Voting Rights Act has been at the heart of many civil rights and voting rights decisions. The case in the Supreme Court’s ruling in June against Alabama’s map was brought by a number of civil rights organizations. In 2013, the section was also used to challenge a strict voter identification law passed in Texas. Some conservative legal scholars heralded Monday’s decision, saying it would prevent the Voting Rights Act from being used for political ends. “Today’s decision is a win for Arkansas and for the rule of law,” said Jason Snead, executive director of the Honest Elections Project, a conservative group. “The Voting Rights Act (VRA) remains intact as a tool to prevent actual discrimination and disenfranchisement. But the VRA is not, and was never intended to be, a partisan weapon

against democratically enacted election integrity laws and redistricting practices.” The current legal debate over who can bring Section 2 claims took a significant turn in February 2022, when Judge Lee Rudofsky, a district judge in eastern Arkansas appointed by then-President Donald Trump, found that “only the Attorney General of the United States may bring suit” to enforce Section 2. The decision was appealed to the 8th Circuit, which Monday issued a 2-1 ruling largely agreeing with the previous decision and finding that the law did not explicitly provide for a “private right of action.” “Did Congress give private plaintiffs the ability to sue under [Section] 2 of the Voting Rights Act?” wrote Judge David Stras, an appointee of Trump’s. “Text and structure reveal that the answer is no.” Proponents of the law and its use by private citizens point to statements made by Congress in 1982, when the Voting Rights Act was amended. In a report that accompanied the changes to the law, the House and Senate Judiciary Committees said, “It is intended that citizens have a private cause of action to enforce their rights under Section 2.” The 8th Circuit rejected that argument in its Monday ruling, stating that the com-

mittees’ report “does not point to a single word or phrase in the Voting Rights Act in support of the conclusion that a private right of action has existed from the beginning.” Section 2 of the Voting Rights Act has faced legal challenges before. In 2021, the Supreme Court found that Section 2 could be used to strike down voting restrictions only when they imposed substantial and disproportionate burdens on minority voters. But the court left Section 2 intact, and it has remained a critical tool for civil rights groups, especially when challenging congressional and legislative district maps. The battle over voting rights has entered a pitched new phase since the 2020 election. After Trump tried to overturn the outcome with a campaign casting doubt on the integrity of the country’s electoral infrastructure, Republican-led state legislatures across the country passed laws adding new restrictions to voting. Sophia Lin Lakin, director of the Voting Rights Project at the American Civil Liberties Union, who argued the appeal on behalf of the challengers, called Monday’s ruling a “travesty for democracy.” “For generations, private individuals have brought cases under Section 2 of the Voting Rights Act to protect their right to vote,” she said in a statement. “By failing to reverse the district court’s radical decision, the 8th Circuit has put the Voting Rights Act in jeopardy, tossing aside critical protections that voters fought and died for.”

n 8-year-old Native American boy who had grown out his hair to honor his ancestry was made to get a haircut after being threatened with suspension from school, the American Civil Liberties Union of Kansas said. In a letter sent Friday, the ACLU called on the Girard Unified School District in southeastern Kansas to rescind the policy that requires boys to wear their hair short and to allow the student to wear his hair long, based on his cultural beliefs. Refusing to accommodate the student’s religious and cultural

beliefs violates state and federal law, the ACLU said. The policy will be reviewed in December, the school district’s superintendent said Monday. The student is just the latest to have faced punishment at school over clothing or a hairstyle that reflected their cultural heritage. Earlier this year, a Black high school student in Texas with locs, which are long ropelike strands of hair, was suspended over the length of his hair. In Colorado, a high school student was barred from wearing a sash at her graduation that honored her Mexican American heritage. Tina Daniel, principal of R.V. Haderlein Elementary, did not immediately respond to a request for comment. Todd Ferguson, superintendent of the school district, said in an email that the dress code policy will be reviewed at a meeting in December. Ferguson declined to comment about the boy, citing confidentiality rules. Ferguson wrote that “nothing matters more” to the district and staff “than creating a safe, respectful and caring school for every student.” The ACLU said in a statement that not allowing a Native American student to wear his hair long recalled efforts to “separate Native American children from their families and tribes and to deny them their rights of cultural and religious expression.” Starting in the early 1800s, hundreds of thousands of Native American children were forcibly taken from their homes and sent to boarding schools across the United States as part of an effort to assimilate young Indigenous people. At these schools,

they were often stripped of their tribal clothing and hairstyles. The letter does not identify the boy by name other than as an 8-year-old who is a member of Wyandotte Nation, which is based in Oklahoma, and attends R.V. Haderlein Elementary in Girard, Kansas. The boy attended a youth event of the Wyandotte Nation over the summer and was inspired to take on the spiritual and cultural practice of wearing his hair long, the ACLU said. But when the school year began in August, he was told that he needed to cut his hair to comply with a school dress code policy that requires boys to have short hair, according to the letter. The school does not have a hair-length policy for girls and its dress code promotes “rigid views of gender norms and roles,” the ACLU said. The boy’s mother, whose name was redacted from the letter, visited the school in early September to ask if her son could be exempt from the school’s hair policy, according to the ACLU. The mother also offered to show documentation that her son is a member of the Wyandotte Nation. On Sept. 22, the boy’s mother received an email from the school’s assistant principal that said the boy was required to cut his hair by the following Monday “or he will be sent home.” The boy’s hair was cut that weekend, the ACLU said. The organization said that R.V. Haderlein Elementary’s “policy impacts Native American students disproportionately and perpetuates a legacy of cultural, psychological, and spiritual trauma and discrimination.”

Biden also poked fun at himself. “By the way, it’s my birthday today,” Biden told a crowd that included White House staff members and their families, a group of middle schoolers and farming groups. “I just want you to know it’s difficult turning 60,” he said to scattered laughter. Then the president flubbed a joke, appearing to confuse pop icons Taylor Swift, Beyoncé and Britney Spears. Describing the more than 1,000 miles the turkeys traveled to appear at the White House, Biden said, “You could say it’s even harder than trying to get a ticket to the Renaissance tour, or for Britney’s tour.” He added, “She’s down in, it’s kind of warm in Brazil right now.” Swift’s Eras Tour had to postpone a show in Brazil

over the weekend because of extreme heat in Rio de Janeiro. Spears is making headlines with a new memoir, but is not currently touring. Beyoncé’s Renaissance World Tour ended in October. In a sign of where the president is turning his focus, he noted that the turkeys were named for the Liberty Bell in Philadelphia, in a swing state, Pennsylvania, that might hold the key to the next election. Biden, who spent his childhood in Scranton, Pennsylvania, and referred to himself on the campaign trail as a “kid from Scranton,” has been to Pennsylvania 30 times since he was elected president. That is more than he has visited any other state except his home state of Delaware. The annual pardoning of White House turkeys officially began in 1947 under President Harry S. Truman, according to the White House. Legend has it, though, that President Abraham Lincoln was the first to show mercy to a turkey at the urging of his son Tad in 1863. The next step for Liberty and Bell is retirement, when they return to their home state of Minnesota and live out the rest of their lives at the University of Minnesota’s College of Food, Agricultural and Natural Resource Sciences. “God, they’re big,” Biden said of the birds.

Trump’s dire words raise new fears about his authoritarian bent By MICHAEL C. BENDER and MICHAEL GOLD

D

onald Trump rose to power with political campaigns that largely attacked external targets, including immigration from predominantly Muslim countries and from south of the United States-Mexico border. But now, in his third presidential bid, some of his most vicious and debasing attacks have been leveled at domestic opponents. During a Veterans Day speech, Trump used language that echoed authoritarian leaders who rose to power in Germany and Italy in the 1930s, degrading his political adversaries as “vermin” who needed to be “rooted out.” “The threat from outside forces,” Trump said, “is far less sinister, dangerous and grave than the threat from within.” This turn inward has sounded new alarms among experts on autocracy who have long worried about Trump’s praise for foreign dictators and disdain for democratic ideals. They said the former president’s increasingly intensive focus on perceived internal enemies was a hallmark of dangerous totalitarian leaders. Scholars, Democrats and anti-Trump Republicans are asking anew how much Trump resembles current strongmen abroad and how he compares to authoritarian leaders of the past. Perhaps most urgently, they are wondering whether his rhetorical turn into more fascist-sounding territory is just his latest public provocation of the left, an evolution in his beliefs or the dropping of a veil. “There are echoes of fascist rhetoric, and they’re very precise,” said Ruth BenGhiat, a professor at New York University who studies fascism. “The overall strategy is an obvious one of dehumanizing people so that the public will not have as much of an outcry at the things that you want to do.” Trump’s shift comes as he and his allies devise plans for a second term that would upend some of the long-held norms of American democracy and the rule of law. These ambitions include using the Justice Department to take vengeance on his political rivals, plotting a vast expansion of presidential power and installing ideologically aligned lawyers in key positions

to bless his contentious actions. Trump’s allies dismiss the concerns as alarmism and cynical political attacks. Steven Cheung, a campaign spokesperson, responded to criticism of the “vermin” remarks by saying it came from reactive liberals whose “sad, miserable existence will be crushed when President Trump returns to the White House.” Cheung did not respond to requests for comment for this article. Some experts on authoritarianism said that while Trump’s recent language has begun to more closely resemble that used by leaders like Adolf Hitler or Benito Mussolini, he does not quite mirror fascist leaders of the past. Still, they say, he does exhibit traits similar to current strongmen like Hungarian Prime Minister Viktor Orban or Turkish President Recep Tayyip Erdogan. Trump’s relatively isolationist views run counter to the hunger for empire and expansion that characterized the rule of Hitler in Germany and Mussolini in Italy. As president, he was never able to fully wield the military for political purposes, meeting resistance when he sought to deploy troops against protesters. “It’s too simplistic to reference him as a neofascist or autocrat or whatever — Trump is Trump, and he has no particular philosophy that I’ve seen after four years as president,” said former Defense Secretary Chuck Hagel, a Republican who served in President Barack Obama’s Cabinet after 12 years as a senator from Nebraska. Still, Trump’s campaign style is “damn dangerous,” Hagel said. “He continues to push people into corners and give voice to this polarization in our country, and the real danger is if that continues to bubble up and take hold of a majority of Congress and statehouses and governorships,” Hagel went on. “There must be compromise in a democracy because there’s only one alternative — that’s an authoritarian government.” Trump’s attacks sweep from the highest echelons of politics to low-level bureaucrats whom he has deemed insufficiently loyal. He has insinuated that the nation’s top military general should be executed and called for the “termination” of parts of the Constitution. If he wins back the White House, he has said, he would have “no choice” but to imprison political opponents.

He has tested the legal system with broadsides against the integrity of the judiciary, railing against prosecutors, judges and, more recently, a law clerk in his New York fraud trial as “politically biased” and “out of control.” Crowds at Trump’s events have generally affirmed his calls to drive out the political establishment and to destroy the “fake news media.” Supporters do not flinch when he praises leaders including Orban, Chinese President Xi Jinping and Russian President Vladimir Putin. Standing amid nearly two dozen American flags at an Independence Day celebration in South Carolina in July, Trump promised retribution against Biden and his family. “The gloves are off,” he said. The crowd unleashed a resounding cheer. Supporters roared in approval when Trump called Democrats in Washington “a sick nest of people that needs to be cleaned out, and cleaned out immediately.” While Trump’s fan base remains solidly behind him, his return to the White House may be decided by how swing voters and moderate Republicans respond to his approach. In 2020, those voters tanked his bid in five key battleground states, and dealt Republicans defeats in last year’s midterm elections and this month’s legislative con-

tests in Virginia. But Trump and his team have been energized by signs that such voters so far appear to be more open to his 2024 campaign. A recent New York Times/Siena College poll found Trump leading Biden in five of the most competitive states. Biden has often sought to paint Trump as extreme, saying recently that the former president was using language that “echoes the same phrases used in Nazi Germany.” Biden also pointed to xenophobic remarks that Trump made last month during an interview with The National Pulse, a conservative website, in which he said immigrants were “poisoning the blood” of America. “There’s a lot of reasons to be against Donald Trump, but damn, he shouldn’t be president,” Biden said at a fundraiser in San Francisco. Worries about Trump extend to some Republicans, though they are a minority in the party. “He’s absolutely ratcheting it up, and it’s very concerning,” said former Ohio Gov. John Kasich, who ran for the Republican presidential nomination in 2016 against Trump. “There’s just no limit to the anger and hatred in his rhetoric, and this kind of poisonous atmosphere has lowered our standards and hurts our country so much.”

S&P 500 to See Small Gain in 2024 as US Economic Risks Rise T

he S&P 500 will end next year only about 3% higher than its current level, with a possible U.S. economic slowdown or recession among the biggest risks for the market in 2024, according to strategists in a Reuters poll released Tuesday. The benchmark index will finish next year at 4,700, according to the median forecast of 33 strategists polled by Reuters during the last week and a half. That is 3.4% higher than Monday’s close of 4,547.38. Nine of 13 strategists who also answered a question on whether U.S. stocks will hit a record high in the coming six months said yes, and most of them said they expect it to happen in the early part of 2024. Wall Street stocks have rallied strongly in recent weeks, boosted by the view the Federal Reserve is done hiking interest rates and may begin to cut them at some point next year. Investors cheered benign October inflation data last week as Americans paid less for gasoline. The S&P 500 is up about 18% for 2023 to date. The Fed earlier in November held rates steady, but, since 2022, the U.S. central bank has hiked its policy rate 525 basis points in an effort to curb inflation. Worries persist the economy could fall into a recession next year or at least slow. “We see the economy weakening further into 2024, and, at some point the consumer will break,” said Paul Christopher, head of global investment strategy at Wells Fargo Investment Institute. But valuations have risen with recent market gains. The S&P 500 index’s forward 12-month price-to-earnings ratio is now at 19.1, up from 17 at the end of 2022 and its longterm average of about 16, based on LSEG data. For some strategists, technology, which is up 52% for the year so far and S&P 500’s best-performing sector, is still a favorite going into 2024. “The technology revolution continues,” said Tim Ghriskey, senior portfolio strategist at Ingalls & Snyder in New York. Based on the poll, the Dow Jones industrial average will finish next year at 38,000, up about 8% from Monday’s close. The Dow is up 6% so far in 2023.

srael and Hamas appeared on Tuesday to be edging close to a deal that would allow the release of some captives held in the Gaza Strip in exchange for some Palestinian prisoners held by Israel during what would be a brief pause in the 46-day war. The Israeli government announced Tuesday afternoon that Prime Minister Benjamin Netanyahu would hold an unusually intense sequence of meetings with Cabinet ministers in the coming hours “in light of developments on the issue of the release of our hostages.” President Joe Biden echoed that optimism in brief remarks Tuesday morning. “We’re now very close, very close,” Biden told reporters at the White House. “We could bring some of these hostages home very soon. I don’t want to get into the details of things because nothing is done until it’s done. And when we have more to say we will. But things are looking good at the moment.” An Israeli official, speaking anonymously in order to discuss a sensitive matter, said the ministers were expected to vote on whether to approve a brief cease-fire that would allow for an exchange. Netanyahu, speaking with troops on Israel’s northern border, said Israel was making progress in the hostage negotiations. “I

If a deal is approved Tuesday, the hostages may not be released until Thursday to allow for a 24-hour period for judicial review, Israeli officials said. Families of hostages in Gaza are desperate for proof of life By MICHAEL D. SHEAR

orty-four days after Hersh Goldberg-Polin, 23, was seized by Hamas, his left arm blown off by a hand grenade, his parents have no idea if he is dead or alive, hidden somewhere in the rubble of the Gaza Strip. There is no information about the fate of Goldberg-Polin or any of the nearly 240 people believed to be held hostage in Gaza. There has been no proof of life, no evidence that they are being fed or given medicine, no contact with the outside world. The not knowing, families of the hostages say, is nearly unbearable, leaving them desperate for information at a moment when they are receiving practically none, even as reports swirl about a possible deal for the release of some women and children. Negotiations are taking place far from public view, and the Israeli and U.S. governments have shared very little about who might be included in a deal, the families say. Publicly and privately, officials have told relatives that the talks are too sensitive to reveal anything. Being kept in the dark for six weeks has left the families frustrated with aid organizations including the Red Cross, which says that Hamas has refused to give its workers permission to see the hostages. Jon Polin, Hersh’s father, rejected that explanation. “Don’t let anybody tell you, ‘Sorry, we’re not letting you in,’” said Polin, an American living in Israel whose wife and children are also U.S. citizens. “That’s not acceptable. Go get global leaders. Go get the pope. Go get rabbis. Go get imams. Don’t take no for an answer. Shame on you for taking no for an answer.” The pleas have been heard inside the Geneva headquarters of the International Committee of the Red Cross, which in 1949 was designated as the world’s neutral organization charged with discovering and disseminating information about the wounded, sick or detained during times of war. Argentina braces for its new ‘anarcho-capitalist’ president By JACK NICAS, NATALIE ALCOBA and LUCÍA CHOLAKIAN HERRERA

J

avier Milei was first introduced to the Argentine public as a combative television personality with an unruly hairdo and a tendency to insult his critics. So when he entered Argentina’s presidential race last year, he was viewed by many as a sideshow. On Sunday, he was elected Argentina’s next president, and is now tasked with guiding one of Latin America’s largest economies out of one of its worst economic crises. Many Argentines awoke Monday anxious, others hopeful, but just about everyone was uncertain about what lay ahead. Perhaps the only certainty about the country’s political and economic future was that, in three weeks, a far-right political outsider with little governing experience was set to take the reins of a government that he has vowed to upend. In other words, it is Argentina’s Donald Trump moment. Milei, a libertarian economist and freshman congressman, made clear in his victory speech Sunday that he would move fast to overhaul the government and economy. “Argentina’s situation is critical,” he said. “The changes that our country needs are drastic. There is no place for gradualism.” Markets cheered his election, with Argentine stocks and bonds rising on U.S. exchanges (the Argentine market was closed for a holiday). Even without clarity on what he can accomplish, markets appear to view him as a better economic bet than his mostly leftist predecessors. Failed economic policies — including overspending, protectionist trade measures, suffocating international debt and the printing of more pesos to pay for it — have sent the nation of 46 million people into an economic tailspin. Annual inflation has surpassed 140%, the world’s third highest rate, leaving many resi-

To fix it, Milei has proposed turning the world’s 22nd largest economy into a laboratory for radical economic ideas that have largely been untested elsewhere. Milei, 53, has said he wants to slash spending and taxes, privatize state companies, eliminate 10 of the 18 federal ministries, move public schools to a voucher system, make the public health care system insurance-based, close the nation’s central bank and replace the Argentine peso with the U.S. dollar. He identifies as an “anarcho-capitalist,” which, he has said, is a radically free-market strain of libertarianism that believes “society functions much better without a state than with a state.” Now he is a head of state. “This is a completely new scenario we’ve never been in,” said María O’Donnell, an Argentine political journalist and radio host. “Milei has these very extravagant ideas we’ve never seen implemented anywhere in the world.” There has been little consensus among economists over the best path ahead for Argentina, but few had suggested Milei’s approach before he arrived on the scene — and few know what to expect now that he is in charge. Monday morning, Milei already began to wobble on some of his campaign pledges.

In one radio interview, he said Argentine law would restrict him from privatizing health care and education. In another, when asked about his plan to use the U.S. dollar, he responded that “the currency we adopt will be the currency that Argentines choose.” What does that mean? “I’m not sure he knows,” said Eduardo Levy Yeyati, an Argentine economist and professor. Levy Yeyati interpreted it as a sign that Milei would first aim to eliminate most restrictions on trading foreign currencies, which the Argentine government has restricted as part of its effort to prop up the value of the Argentine peso. Milei’s other comments Monday appeared to support that idea. “Argentina has historically been a laboratory for weird ideas,” Levy Yeyati said, but many are never implemented because of economic and political realities. He said that he believes the same will happen with Milei, at least at first. “There will be a reality check,” he said. “Most of these proposals will still be talked about, but it will be hard to implement them in the first year.” Milei is expected to have to make political deals to carry out his plans, as his 2-yearold political party controls just 10% of the seats in Argentina’s Senate and 15% in its lower house of Congress. He will most likely broker many of those deals with Mauricio Macri, Argentina’s former president, a conservative who has retained broad control over a large political party. The two met Sunday night. Fernando Iglesias, a member of Congress from that conservative bloc, said he and his colleagues were eager to help Milei fix the nation. “It’s true that he has the handicap of inexperience,” he added, “but I’m hopeful that he can put together a reasonable governing team to make the changes the country needs.” While many key people in Milei’s campaign also lack much governing experience, they have pitched that as an asset, not a liability, and many voters agreed. One person who will almost certainly have influence in the new government is Milei’s sister, Karina Milei, who ran his campaign and whom he has described as his most important adviser. In a 2021 television interview, he even compared her to Moses, the biblical figure bearing the message of God. “Kari is Moses,” he said with tears in his eyes. “I’m the one spreading the word.” Karina Milei has been an enigma in Argentina, always present at her brother’s side but almost never speaking publicly. Not much is known about her past, beyond unconfir-

med reports in the Argentine news media that she studied public relations in college, ran a cupcake business and co-owned a tire shop. Javier Milei’s campaign said she would help run the transition. Milei announced Monday that his justice minister would be Mariano Cúneo Libarona, a lawyer turned television pundit who rose to prominence defending celebrities, including in a 1996 drug case when he represented soccer star Diego Maradona’s manager. His new foreign minister, Diana Mondino, an economist, told reporters that one of the government’s main foreign policy goals was to end most regulations on imports and exports. She also said that Argentina would likely not enter the BRICS club of emerging nations, as had been announced in August. “We don’t understand, with the public information available now, what the advantage would be for Argentina,” she told reporters at Milei’s victory rally Sunday. “If you all can explain to me what the BRICS are, I’ll take advantage and learn.” Milei’s running mate, Victoria Villarruel, has spent much of her career running an organization that recognizes victims of attacks carried out by leftist guerrillas, which Argentina’s military used as justification for its bloody dictatorship from 1976 to 1983. Villarruel, who comes from an Argentine military family, has long claimed that the atrocities of the dictatorship have been overstated, claiming that 8,500 people disappeared despite declassified records showing that even the military admitted, just two years into its rule, that the number was 22,000. Villarruel and Milei were elected to Argentina’s lower house of Congress together in 2021, the first two seats for their Liberty Advances party. Milei has spent little time in Congress since, proposing his first bill just earlier this month, calling on the government to do more to bring home the roughly 25 Argentines held hostage by Hamas. Across the country, Argentines were reeling Monday with what Milei could bring, both good and bad. Micaela Sánchez, 31, an actress and drama teacher, said she and many friends were worried by Milei’s pledges to overhaul the government, his history of attacking political adversaries and his comments downplaying the atrocities of the dictatorship. “It’s really a bleak and frightening panorama for all of us who work in culture, who work with people, for those who educate, and for those in health care,” she said. “The only thing I can say is that I’m very scared and very sad.”

Why on earth are Jewish leaders praising Elon Musk? By MICHELLE GOLDBERG

ast week, a self-described Jewish conservative named Charles Weber took to X, the platform formerly known as Twitter, to address the “cowards hiding behind the anonymity of the internet and posting ‘Hitler was right.’” Weber dared those trolls to “say it to our faces.” One X user took him up on it. “Okay,” the user replied. Jewish communities “have been pushing the exact kind of dialectical hatred against whites that they claim to want people to stop using against them.” Echoing the great replacement conspiracy theory, which holds that Jews are scheming to undermine white political power by importing Black and brown immigrants, he accused Jews of flooding America with “hordes of minorities.” Therefore, he said, he was “deeply disinterested” in Jewish panic about mounting antisemitism. Then Elon Musk, the owner of X and one of the richest men in the world, chimed in, responding: “You have said the actual truth.” Musk’s words caused a firestorm and led to a major advertising exodus from X, but they shouldn’t have been that surprising, because he has been flirting with antisemitism for a while now. He has compared liberal Jewish billionaire George Soros to X-Men supervillain Magneto — a Jew who grew to hate humanity during the Holocaust — and later accused Soros’ organization of seeking “nothing less than the destruction of western civilization.” Musk has tweeted

an alt-right Pepe the Frog meme and welcomed rapper Kanye West back to Twitter after West, who now goes by Ye, threatened to go “death con 3 on Jewish people.” For the past few months, he has been on a crusade against the Anti-Defamation League, a Jewish civil rights organization that he blamed for a 60% decline in Twitter’s ad revenue. Last week, an investigation by the progressive watchdog group Media Matters for America found that X was placing ads for major corporations next to white nationalist and neo-Nazi content. (On Monday, X filed a lawsuit against Media Matters, accusing it of manipulating the platform’s algorithm “to force a situation in which a brand ad post appeared adjacent to fringe content.”) So I wasn’t shocked by Musk’s words. I was astonished, however, by how easily, in the days following his antisemitic outburst, Musk was able to win praise from a few Jewish leaders simply by promising to censor common proPalestinian language. The sordid episode was a reminder of the moral rot that comes from conflating the state of Israel with the Jewish people, a rot we see on both sides of the ferocious fight over Israel’s future. Since Oct. 7, Jews the world over have been confronted by vicious antisemitism unleashed by hatred of Israel. I’ve long argued that anti-Zionism and antisemitism aren’t the same thing; the leftists who want to see a binational state in Israel and the Palestinian territories with equal rights for all may be naive, but they are not genocidal. However, the explosion of anti-Jewish rhetoric and violence occasioned by the war in Gaza — the stabbing of a Jewish woman in France, the shootings of Jewish day schools in Montreal, the killing of a Jewish protester near Los Angeles — has forced me to reckon with how often anti-Zionism and antisemitism are intertwined. Abhorrence of the Jewish state slips easily into abhorrence of Jews. On the right, though, there’s a mirror image of this slippage, with some defenders of the Jewish state willing to make excuses for antisemites so long as they champion Israel. Apocalyptic Christian Zionist pastor John Hagee, for example, has said that Adolf Hitler was sent by God to drive the Jews to Israel, “the only home God ever intended for the Jews to have,” and claimed that the Antichrist would be “partially Jewish, as was Adolf Hitler, as was Karl Marx.” (He later apologized for his insensitivity even as he said, “I cannot deny the tenets of my faith.”) Despite his inflammatory words about Jews, Hagee was invited to speak at the March for Israel in Washington last week. Israeli Prime Minister Benjamin Netanyahu has regularly embraced nationalist leaders who deploy antisemitic tropes, Donald Trump chief among them. Musk appears to have learned the lesson that ardent Zionism can function as an alibi for antisemitism. As advertisers fled X last week, he suddenly announced that he was going to ban the pro-Palestinian slogan “From the river to the sea,” as well as “decolonization,” a buzzword on the anti-Zionist left. The move made a mockery of the ostensible free speech absolutism that was Musk’s excuse

for allowing so much antisemitism on X in the first place. It did nothing to curb overt white nationalists on the site, many of whom had celebrated Musk’s “actual truth” post. But it was enough to earn him plaudits from some Jewish and Israeli spokespeople. “This is an important and welcome move by @elonmusk,” tweeted the ADL president, Jonathan Greenblatt. “I appreciate this leadership in fighting hate.” (An ADL spokesperson told me that Greenblatt’s praise was “narrowly focused on a specific policy decision” and that the group hasn’t rescinded its other criticisms of Musk.) Amichai Chikli, Israel’s minister for diaspora affairs, thanked Musk for “standing on the right side of history.” X’s erratic owner was able to win this approval without even apologizing for boosting the very antisemitic conspiracy theory behind the 2018 shooting at the Tree of Life synagogue in Pittsburgh. It’s hard to figure out who is behaving more cynically, Musk or the Jewish leaders who are koshering him.

amily secrets, tumult and trauma are at the heart of so many — if not most — true crime stories, and breed some of the most bizarre betrayals. Here are four picks including podcasts, television and films that explore unforgettable crimes involving families, all of whom prided themselves on presenting a perfect image until the truth came crashing through the facade. DOCUSERIES “Murdaugh Murders: A Southern Scandal” Watching a true crime documentary that is following events that are presently unfolding — where those telling the tale also have no idea of what’s to come — is particularly gripping. And this tale of greed, corruption, outlandish cover-ups and murder in the lowcountry region of South Carolina is a doozy. It is, as New York Times television critic Mike Hale put it, an “unbeatable crime story.” The first three-episode season, on Netflix, premiered midway through the trial of the family’s patriarch, Alex Murdaugh: the disgraced personal injury attorney and an heir to the area’s legal dynasty, who was accused of killing his wife, Maggie, and son Paul in 2021. The second season picks up from there, covering the march to the verdict. Both seasons were released this year. The series incorporates interviews with friends, employees and acquaintances of the Murdaughs as well as with police, and incorporates a lot of home video footage of the family. Prepare to be stunned by how brazenly they move through their community, and the shamelessness with which they wield their power. There are other deaths, surrounding the family that are hard to shake: that of Mallory Beach, who perished in a boating accident in 2019, while a drunken Paul was behind the wheel; Stephen Smith, a teenager who was found dead in 2015 along a road about 10 miles from the Murdaugh home; and Gloria Satterfield, the Murdaugh’s longtime housekeeper who fell at their home in 2018 and died shortly afterward from her injuries. But perhaps it is technology’s undeniable

PODCAST “American Scandal” Season 44: “The Kidnapping of Patty Hearst” What “American Scandal,” from Wondery, does best is to give every story it tackles the time it needs for a full telling with the required context. Until I listened to this season, every revelation I’d learned over the years about what happened to Patty Hearst — an heiress to the William Randolph Hearst media empire, who, in 1974, at age 19, was kidnapped from her home by a radical group called the Symbionese Liberation Army — left me more bewildered than I’d been before. It’s an involved, twisty American story that spiraled into a national spectacle. And members of the tremendously influential Hearst family are found everywhere, starting with their influence on Patty, who moved to strike out on her own after growing disillusioned with their wealth and lifestyle, to the family’s public negotiations with her captors. DOCUMENTARY “American Murder: The Family Next Door” Not unlike the Murdaugh series, this heartbreaking film, from director Jenny Popplewell, uses home videos, text

messages, law enforcement recordings and police bodycam footage to profound effect. In fact, this documentary is constructed nearly entirely out of archival footage, and the horrors that unfold are presented without much influence or input from others. In 2018, a pregnant Shanann Watts, 34, and her two young daughters seemingly vanished from their home in Frederick, Colorado — though her purse, keys and phone were found there. Her husband, Chris, tried to spin their sudden disappearance into something it wasn’t. There is much to be sad about here, starting with the opening scene: a joyful video Shanann had posted on Facebook of herself with her girls and their dog. Through the awfulness of what comes to light, bigger questions are probed. As a film critic for the Times put it: “It is a thematic film about marriage and the deception of social media, as well as a piercing examination of domestic violence constructed with care and undeniable craft.” “Mommy Dead and Dearest” I was unable to finish Hulu’s Emmy-winning miniseries “The Act,” a dramatized version of the strange, disturbing story of Gypsy Rose Blanchard and her mother, Dee Dee Blanchard. Perhaps because I’d already seen this 2017 documentary from Erin Lee Carr, which uses home video, news clips and interviews to tell the story of how the elder Blanchard inflicted mental and physical distress on her daughter for most of her life — seemingly to gain sympathy, as well as money and gifts, from strangers. It was labeled a case of Munchausen syndrome by proxy, a mental disorder in which a parent or caregiver induces an illness in a child to get attention. But the plot here gets much more complicated when Dee Dee is killed in 2015 in Springfield, Missouri, and her daughter and daughter’s boyfriend at the time, Nicholas Godejohn, are suspected. “Things are not always as they appear,” we hear Jim Arnott, the sheriff of Greene County, Missouri, say early in the documentary. As the Times’ film critic said in his review of “Mommy Dead and Dearest,” that assertion is “a candidate for understatement of the year.”

y now, your Thanksgiving preparations may nearly be set. You are on top of the menu, who’s cooking what, seating, tasks for the children. But what about the wine? This is the easy part of holiday planning, with just a few guiding principles to keep in mind. If you’re having a big party, don’t worry about matching wines to dishes. The feast is too complicated, with too many different sorts of foods to worry about that. Instead, the goal is to select versatile, energizing wines, the sort that won’t weigh you down but will provide refreshment and

pleasure with anything you serve. In practical terms, that means wines with relatively low alcohol content, 14% maximum but better around 12% or 13%. It’s a long day, and not everybody wants to nod off on the couch. You also want wines with lively acidity. That often makes the difference between bottles that can snap you to attention and a flat, fatiguing wine. The aim is refreshment and pleasure more than complexity and contemplation, though if you can find it all in one inexpensive bottle you’ve got a treasure. Finally, you want a white and a red, and plenty of both. People will have their preferences, no matter how opinionated you might be about what they ought to be drinking. For wine, Thanksgiving is a time to indulge others rather than to proselytize. Plan on one bottle per each wine-drinking adult. That sounds like a lot because it is. Most likely you won’t finish them all, which is fine. As with food, too much is better than not enough. You can give bottles away with leftovers or keep them for another time. Stemmed glasses are great, but if you’ve invited a crowd, you may not have enough. No worries, tumblers or juice glasses will be fine. I personally would not choose single-use plastic cups because of the waste factor, but if

you need to do that, I will caution against using flimsy plastic stems, which are spills waiting to happen. I’ve chosen 20 bottles, all under $20, that would make terrific Thanksgiving wines. I found them in New York retail shops, but if you live elsewhere you may find a different selection. Use these bottles as a guide for the type of modestly priced wines that are just right for the holiday. Here are the 20 wines, in order of cost from least expensive. Ramilo Wines Jackpot Vinho Regional Lisboa 2021, 13%, $10.99 Great value alert: This fruity, refreshing, lightly tannic red is the kind of delicious, interesting wine that I rarely see at this price. It comes from a region just outside of Lisbon and is a blend of organically grown castelão and aragonez, as tempranillo is known in this part of Portugal. If you’re serving a crowd, this is a great choice. (NLC Wines, Brooklyn, New York.) Viña Zorzal Navarra Garnacha 2021, 13%, $13.99 Viña Zorzal, run by three brothers, pioneered the now-common Spanish formula of finding old, neglected vineyards, rehabilitating them and making wonderful wines that are light and refreshing rather than ponderous. This garnacha, or grenache in French, is juicy and fruity, smooth and refreshing and made from organic grapes. It, too, is a great value. (Bowler Wine, New York) Maison Foucher Vin de France Sauvignon Petit le Mont 2022, 12%, $14.99 Sauvignon blanc is generally a crowd-pleasing grape, and what better occasion to please a crowd than Thanksgiving? This super value from the Loire Valley is inexpensive partly because it’s not from one of the high-status regions like Sancerre. But it is made from organic grapes, and it’s a sedate style, easygoing and lightly herbal rather than brash and pungent. (Polaner Selections, Mount Kisco, New York.) Storm Point Swartland Chenin Blanc 2022, 12.5%, $16 Chenin blanc is one of my absolute favorite grapes, but it’s hard to find good examples this inexpensive. This bottle from the Swartland region of South Africa offers a taste of what makes chenin blanc great: It has aromas and flavors of flowers, honey and ginger, and it’s dry and refreshing. Drink it and celebrate both Thanksgiving and South Africa’s victory in the Rugby World Cup. (Vine Street Imports, Mount Laurel, New Jersey.) Storm Point Swartland Red Blend 2022, 13.5%, $17 Storm Point also makes this terrific red blend from Swartland. It’s 50% syrah, 40% cinsault and 10% carignan, but, as with many such blends, the syrah dominates. That’s fine with me. Syrah is a great autumnal grape. This is soft, approachable and evocative of burning leaves and crisp air. (Vine Street Imports) Anthony Road Finger Lakes Dry Riesling 2020, 11.9%, $17.99


The San Juan Daily Star The Finger Lakes of New York is hands down the best source for riesling in the United States. Other terrific rieslings are made around the country, but the focus on riesling in the Finger Lakes makes for a lot of terrific options. This one, from Anthony Road, is dry, floral and minerally, with a texture that makes it a pleasure to drink. A Los Viñateros Bravos Itata País Volcánico 2022, 13%, $17.99 País, or mission, is perhaps the oldest European grape planted in the Americas. This wine is made from old-vine grapes, farmed organically and biodynamically in volcanic soils in the Itata Hills. It’s fragrant, and both earthy and juicy, just the sort of versatile wine that goes with myriad dishes. (Ripe Wine Imports, New York) Celler Credo Penedès Miranius Xarello 2020, 11.5%, $17.99 Xarello is one of the Catalan grapes traditionally used in cava, the Spanish sparkling wine. But, in the hands of a top producer like Celler Credo, it can make excellent still wines like this toasty, creamy, savory white, made of biodynamically farmed grapes. (Rosenthal Wine Merchant, New York) François Chidaine Touraine Rouge 2022, 12.5%, $17.99 This is a joyous red, perfect for any sort of celebratory meal and, specifically, a wine that will go very well with the dark meat of the turkey and a lot more. It comes from François Chidaine, who practices organic, biodynamic and regenerative agriculture. It’s a blend of côt, or malbec, cabernet franc and pineau d’aunis, which gives this juicy wine a peppery edge. (Polaner Selections) ColleStefano Verdicchio di Matelica 2021, 12.5%, $18.96 I’ve written about this wine several times over the years, yet every time I come back to it, it surprises me. Maybe it’s the texture and depth — it’s not at all the stereotypical simple Italian white. It’s got both intrigue and deliciousness, and it’s refreshing, which all makes it a great Thanksgiving white. Oh, and the grapes are farmed organically. (Polaner Selections) Pierre et Rodolphe Gauthier Bourgueil Jour de Soif 2021, 13%, $18.96 Pierre and Rodolphe Gauthier mostly make age-worthy cabernet francs under the Domaine du Bel Air label. Jour de Soif, however, is an entry-level bottle that is fresh, bright and easy to enjoy. It’s earthy, with a sort of tobacco and herb flavor. You can enjoy as a refreshment or, if you’re intrigued, ponder those flavors as they change in the mouth. (Polaner Selections) Carlos Raposo Dão Impecável Tinto 2021, 13%, $18.99 This red is new to me, and I think it would be great for Thanksgiving. It’s fresh, floral and herbal, made of biodynamically grown touriga nacional, a principal grape of port. In this rendition, it has few of port’s tannins. It’s the sort

of red a white wine lover might enjoy. (Grossberg/Kopman Selections, Dobbs Ferry, New York.) Broadside Paso Robles Cabernet Sauvignon 2021, 13.4%, $18.99 This old favorite is the rare cabernet sauvignon that meets the Thanksgiving criteria of being versatile and immediately accessible. Sure, it’s a bit tannic — it’s cabernet, after all. But it’s bright, fruity and lightly floral, and if you serve it with turkey, stuffing and the rest, it’ll be great. Ungrafted Itata Valley Cinsault 2021, 13.5%, $18.99 Ungrafted is a small operation begun in 2020 by Marco and Sebastian De Martino, who also run the larger De Martino winery. For Ungrafted, they have identified old Chilean vineyards that have not been grafted to American rootstocks to combat phylloxera, the vine-killing aphid that is still rare in Chile. This bottle, made from organically grown Itata cinsault, is fresh, delightful and intriguing. (Polaner Selections) Château Peybonhomme-les-Tours Blaye Côtes de Bordeaux Le Blanc Bonhomme 2021, 12.5%, $19.96 I’ve written about this wine several times because it’s so good and such a good value. It’s 45% sémillon, 45% sauvignon blanc and 10% colombard, and it’s rich, textured and stony, the kind of wine you want to keep drinking. The Hubert Family, which owns Peybonhomme-les-Tours and several other labels, has perfected the formula of farming biodynamically and making wines that always seem better than their prices indicate. (Summit Selections, Staten Island, New York.) Nittnaus Burgenland Anita Red Blend 2018, 12.5%, $19.96 This juicy, fruity, smooth blend of mostly zweigelt with blaufränkisch, St. Laurent and merlot is exactly the sort of red wine that’s great on the Thanksgiving table. It’s refreshing and delicious, and, at five years of age, whatever tannins that might have once structured this wine have long since mellowed. (Rosenthal Wine Merchant) Henry Fuchs Alsace Pinot Blanc Auxerrois 2021, 13%, $19.99 This is primarily auxerrois with 5% pinot blanc, and it will go with just about anything. It’s clear

and pure, creamy, herbal, lightly smoky and refreshing. The proprietor, Paul Fuchs, farms organically and makes wines conscientiously. This is a domaine worth watching. (Peter Weygandt Selection/Weygandt-Metzler, Unionville, Pennsylvania.) Neil Ellis Cape West Coast Sauvignon Blanc 2022, 13%, $19.99 Here’s another sauvignon blanc, this one from South Africa. It’s a bit more pungent than the Foucher sauvignon blanc from Loire, but it’s still lively and energetic, versatile enough to go with anything on the Thanksgiving table. (The Sorting Table, Napa, California.) Domaine Dupeuble Père et Fils Beaujolais 2022, 13.5%, $19.99 For years, Beaujolais was considered an archetypal Thanksgiving wine. The marketers pitched Beaujolais Nouveau, but plain old Beaujolais is a great way to go. It’s not syrupy like the mass-market Nouveaus, nor is it as structured and complex as cru Beaujolais. It’s just delicious, refreshing and versatile. This bottle, from Domaine Dupeuble, is floral and earthy, a lovely wine. (Kermit Lynch Wine Merchant, Berkeley, California.) Brand Riesling Trocken Landwein Rhein 2022, 11.5%, $19.99 (1 liter) I’ve been enjoying this wine for several years, and it’s perfect for Thanksgiving. It’s full of energy and relatively low in alcohol, which means you can drink a lot of it without feeling fatigued. The brothers Daniel and Jonas Brand are based in the northern Pfalz region and use elements of organics and biodynamics in their farming. This is from organic grapes. Health risks linked to climate change are getting worse, experts warn By DELGER ERDENESANAA

C

limate change continues to have a worsening effect on health and mortality around the world, according to an exhaustive report published last week by an international team of 114 researchers. One of the starkest findings is that heatrelated deaths of people older than 65 have increased by 85% since the 1990s, according to modeling that incorporates both changing temperatures and demographics. People in this age group, along with babies, are especially vulnerable to health risks such as heat stroke. As global temperatures have risen, older people and infants now are exposed to twice the number of heat-wave days annually as they were from 1986-2005. The report, published in medical journal The Lancet, also tracked estimated lost income and food insecurity. Globally, exposure to extreme heat, and resulting losses in productivity or inability to work, may have led to income losses as high as $863 billion in 2022. And, in 2021, an estimated 127 million more people experienced moderate or severe food insecurity linked to heat waves and droughts, compared with 1981-2010.

Emergency service workers attended to a person with heat stroke symptoms while awaiting a vigil with Pope Francis in Lisbon in August. “We’ve lost very precious years of climate action and that has come at an enormous health cost,” said Marina Romanello, a researcher at University College London and the executive director of the report, known as The Lancet Countdown. “The loss of life, the impact that people experience, is irreversible.” The indicators of public health tracked in the report have generally declined over the nine years the researchers have produced editions of the assessment.

The analysis also examined health outcomes for individual countries, including the United States. Heat-related deaths of adults 65 and older increased by 88% from 2018-22, compared with 2000-04. An estimated 23,200 older Americans died in 2022 because of exposure to extreme heat. For health practitioners, the statistics are not abstract or faceless. “These numbers remind me of the elderly patients I see in my own hospital with heatstroke,” said Dr. Renee Salas, an emergency medicine physician at Massachusetts General Hospital and Harvard Medical School. Salas is one of the report’s co-authors and said she viewed the project like tracking vital signs in a patient, but on a national and international scale. The data can help fill a gap for federal policymakers. “We have a limited set of indicators for climate change and health that are routinely collected in the United States,” said Dr. John Balbus, director of the office of climate change and health equity in the U.S. Department of Health and Human Services. He did not contribute to this report and is not currently involved with The Lancet Countdown, but previously served as a scientific adviser to the project’s funder. Balbus cautioned that this report mostly measures people’s exposure to climate-related risks rather than actual health outcomes, such as rates of disease. In order to get from exposures to real health outcomes, he said more investment in research was needed. For the first time, this year’s Lancet Countdown included projections for the future. If the global average temperature rises by 2 degrees Celsius compared with pre-industrial temperatures, an increasingly likely scenario unless

society significantly reduces greenhouse gas emissions, the number of heat-related deaths each year will increase by 370% by the middle of this century, the report found. At the same time, researchers point out that reducing fossil fuel pollution is proving beneficial for global health. Deaths from air pollution related to fossil fuels have decreased by 15% since 2005, with most of that improvement a result of less coal-related pollution entering the atmosphere. The value of The Lancet Countdown is its ongoing monitoring of climate change’s effects on global health, said Sharon Friel, director of the Planetary Health Equity Hothouse at the Australian National University. Friel was not involved in the report, but read it and wrote an accompanying commentary. Howard Frumkin, a former special assistant to the director for climate change and health at the Centers for Disease Control and Prevention, said the report was a valuable dashboard but that the climate impacts he most worried about were not the obvious ones highlighted. Researchers and policymakers need to pay attention to the health effects of people being displaced by climate change and migrating, Frumkin said. “If you’re on cancer chemotherapy or if you are getting kidney dialysis or if you’re getting addiction treatment and you have to move suddenly, that’s terribly disruptive and threatening,” he said. Frumkin was not involved in the new report but was a co-author on previous editions. Over the years, health experts involved in this project have included more research about the continued use of fossil fuels being the root cause of health issues. “The diagnosis in this report is very clear,” Salas said. “Further expansion of fossil fuels is reckless and the data clearly shows that it threatens the health and well-being of every person.” The researchers point out that health care systems, and other societal infrastructure health care depends on, haven’t adapted quickly enough to our current level of global warming. “If we haven’t been able to cope today, chances are we won’t be able to cope in the future,” Romanello said. The report is likely to be discussed at the annual United Nations climate summit in the United Arab Emirates that starts in a few weeks. This year the summit will include a greater focus on human health.

Inside man: How FIFA guided the World Cup to Saudi Arabia By TARIQ PANJA

A

s the world reeled from the coronavirus crisis in the fall of 2020, the president of soccer’s global governing body, Gianni Infantino, headed to Rome for an audience with Italy’s prime minister. Wearing masks and bumping elbows, Infantino, the president of FIFA, and the prime minister, Giuseppe Conte, greeted each other in front of journalists before disappearing with the president of the Italian soccer federation into one of the ornate state rooms of the 16th-century Palazzo Chigi, the Italian leader’s official residence. Infantino explained afterward that they had talked about soccer’s path to recovery from pandemic shutdowns. He made no mention of the other pressing topic he had come to discuss. Away from the television cameras, Infantino surprised the Italians by revealing himself to be a pitchman for an effort by Saudi Arabia to stage soccer’s biggest championship, the World Cup. Saudi Arabia had already secured the backing of Egypt, the FIFA president told the Italian officials, and now was looking for a European partner for what would be a unique tournament staged on three continents in 2030. Italy, he said, could be that partner. Conte listened politely but would have known that such a partnership was politically impossible: Italy had strained relations with Egypt over the killing of an Italian graduate student in Cairo in 2016, and there was continuing discomfort across Europe about the Saudi role in the 2018 murder of Jamal Khashoggi, a columnist for The Washington Post. The Italian reaction to Infantino’s suggestion was at first “prudent and within a few hours negative,” said Pietro Benassi, who was the prime minister’s most senior diplomatic adviser. The country said no. Three years later, Saudi Arabia would get its prize anyway. On Oct. 31, after an expedited process that caught its own members by surprise, FIFA confirmed Saudi Arabia was the sole bidder for the 2034 World Cup. Within hours, Infantino implied in a social media post that its status as host was a done deal and other Gulf rulers hailed it an “Arab victory” — even though the official vote was nearly a year away.

In the years since his visit to Rome, he had also pitched the Saudis’ co-hosting idea to Greece; championed multimillion-dollar Saudi investments in soccer; and helped shepherd rules changes that all but assured the kingdom would wind up with the World Cup. His efforts were hardly clandestine. But they have left many in soccer concerned about Infantino’s motivations, and questioning if he is using his position to prioritize FIFA’s interests or those of a friendly partner that has been leveraging its wealth to wield influence. “How can we control that growing the game, and the values of the game, are leading the way, and not personal relationships?” said Lise Klaveness, the Norwegian soccer federation president and a critic of FIFA governance. FIFA, through a spokesperson, responded to questions about Infantino’s actions on the president’s behalf, and said nothing improper had been done to ensure that the World Cup went to a preferred candidate. “The selection of venues for the FIFA World Cup takes place through an open and transparent bidding process,” the spokesperson said, adding that Infantino had not “triggered or initiated” discussions about Saudi Arabia’s bid with potential partners. Still, the swiftness and secrecy with which FIFA handled the hosting rights for the 2030

and 2034 tournaments has brought new criticism of the way soccer is governed, and how the organization’s most consequential decisions are now made by a small group of top executives, led by Infantino, and then rubberstamped by a pliant governing council. “What is incredible is this is the new FIFA,” said Miguel Maduro, the first governance head appointed by Infantino amid promises of transparency and ethical reforms. “Yet they basically go back to the same old way of awarding World Cups.” Saudi Arabia never hid its desire to host one. Under Crown Prince Mohammed bin Salman, the Saudi state has given sports a prominent role in efforts to project a new image of the country: vibrant, modern, open. Billions have been spent on boxing matches, Formula One auto races, the LIV Golf tour and, most recently, an attempt to lure some of the world’s most famous soccer stars to Saudi Arabia’s domestic league. The biggest prize, however, was always the World Cup. And in Infantino, Saudi Arabia found an enthusiastic ally. In many ways, the kingdom’s ambitions dovetailed with his own as he sought to create new legacy-defining events and projects, all of which would require major infusions of new capital. In 2018, for instance, Infantino stunned members of FIFA’s board by demanding permission to close a deal for new competitions with investors whose identity he refused to reveal. (After the deal collapsed, it emerged

that the group behind the offer, SoftBank, counted Saudi Arabia among its biggest backers.) Three years later, Infantino infuriated many in soccer by saying FIFA would study a proposal — offered by Saudi Arabia’s federation — to hold the World Cup every two years. (The unpopular concept was shelved after a furious response.) Despite those failures, the relationship between Infantino and Saudi Arabia only grew closer. He has frequently promoted its events on social media, and in 2021 he starred in a video released by its ministry of sports. Only last month, the men were photographed sitting side by side at yet another event in Riyadh. “It is intended to send a message,” said Minky Worden, the director of global initiatives at Human Rights Watch, an advocacy group. “It’s like a visual symbol of putting your thumb on the scale.” At the same time, Infantino was also engaging in private diplomacy that benefited Saudi Arabia’s World Cup ambitions. After Italy passed on partnering on a World Cup bid, Saudi Arabia approached Greece with the offer, and Infantino discussed the idea with the Greek prime minister on the sidelines of a U.N. meeting in September 2021. But that idea was withdrawn after Morocco joined forces with Spain and Portugal in a potentially unbeatable bid for the 2030 World Cup. Instead, Saudi Arabia shifted its focus. Realizing the Spain-Portugal-Morocco proposal would probably succeed over an unlikely four-nation offer from South America, the Saudis realized they could benefit from FIFA rules that would bar countries from Europe and Africa from challenging for the 2034 tournament when that bidding process began. Then FIFA made two more curious moves. The first three games of the 2030 World Cup, it suddenly announced, would be played in Uruguay, Argentina and Paraguay as a celebration of the World Cup’s centenary. But with the 2030 hosts sorted, FIFA unexpectedly said that it was bringing forward the bid process for the 2034 tournament by at least three years, limiting the countries that could bid for it in ways that favored the Saudi bid, and planning to complete it in an onerous timeline: Interested nations were given only 25 days to express intent, and a few weeks more to submit official bids, which typically require significant government backing.

Its top official, James Johnson, later said his country had concluded that any proposal stood no chance against a rival with such powerful public support. “The numbers,” he said, “are stacked against us.”

or seemingly the first time in recent memory, a celebrity’s old social media posts have been resurfaced — and not because they were racist, sexist, antisemitic, homophobic or otherwise offensive. Last week, Taylor Swift fans dug up the old social media posts of Travis Kelce. But his musings on X, the social media site formerly known as Twitter, were widely shared and discussed because they were mundane streams of consciousness, which some found relatable, hilarious and even endearing. Kelce, a tight end for the Kansas City Chiefs and two-time Super Bowl champion, “is experiencing the most positive possible version of the internet digging up your tweets from 2011,” wrote Alison Herman, a critic for Variety. In one post from 2010 that now has more than 11,000 likes on the platform, Kelce, now 34, posted that he didn’t want to work, instead preferring to “sleep in my bed and do nothing with my life!!” In another post from 2011 that now has more than 25,000 likes, he described feeding bread to a “squirle” and how the

Older posts by Iggy Azalea and Kevin Hart have also gotten them into trouble. Azalea,

an Australian rapper known for her song “Fancy,” pulled out of an appearance at Pittsburgh Pride in 2015 after her homophobic and racist posts from the early 2010s were surfaced. Hart, the comedian and actor, stepped down as the host of the 2019 Oscars after his homophobic posts from around 2011 surfaced. Given that record, the Swifties were pleasantly surprised to find that Kelce’s old posts were largely silly. In addition to the thoughts about squirrels and work, Kelce also posted in 2010 about how much he loved going to IHOP and ordering the steak and eggs for breakfast, to which one user responded: “such a good order king.” He hated long lines at Chipotle, got excited for basketball games and enjoyed a good fettuccine Alfredo at the local Olive Garden from time to time. One user wrote that his posts repre-

sented a simpler time on that platform: “travis kelce’s old tweets perfectly encapsulate what twitter once was,” they posted. “Dudes expressing themselves without fear of judgement during study hall.” Still, many fans found reasons to make fun of the football star. Many pointed out the spelling errors he made in the posts, while others compared Kelce’s unsophisticated posts to complex lyrics from the song “All Too Well” that Swift, a 12-time Grammy winner whose Eras Tour this year shattered concert records, released around the same time. “oh this himbo .. i love him,” one user replied to a post that included one such side-by-side. “It’s very melodramatic, but it also has this weird comedic bent to it, that I don’t think he was doing on purpose,” said Bobbi Miller, a culture critic and host of the pop culture podcast, “the Afternoon Special.” Fans probably did so much sleuthing to begin with because of “the precedent of the last couple of people that Taylor has dated,” Miller said, referring in particular to Matty Healy, who has been criticized over past racist and sexist comments. The memes and discussions around Kelce’s old posts are more evidence of the intrigue in the pair’s apparent budding relationship. Fans began speculating that the two were dating not long before Swift started to appear at a few of Kelce’s football games in September. The two have also made frequent appearances together, including on “Saturday Night Live” and at Swift’s Buenos Aires, Argentina, concert where she changed the lyrics of a song seemingly to reference him.
