s part of the initiatives launched for the full development of students, Education (DE) Secretary Yanira Raíces Vega, Transportation and Public Works (DTOP by its Spanish acronym) Secretary Eileen Vélez Vega, and the director of the Office of Administration and Transformation of Human Resources of the Government of Puerto Rico (OATRH by its Spanish initials), Zahira A. Maldonado Molina, signed a pair of collaborative agreements to exchange information promoting the integration of families into the school community. The agreements strengthen the strategies of the “We Are Waiting for You at School” initiative, which promotes the integration of the family and the school community as a pillar in the exchange of key information in the education of minors. “I appreciate the engagement and collaboration of the Department of Transportation and Public Works and the OATRH in this initiative to get parents to go to schools to learn about their children’s performance and, simultaneously, integrate into the school communities,” the Education secretary said. “Last month, we achieved 75% attendance thanks to the dissemination of both agencies in conjunction with the DEPR, and we are already working on strategies for the next delivery of report cards on January 12. It is a team effort that is yielding positive results.” The DTOP secretary expressed enthusiasm for the collaboration and its results. “We are excited to be able to contribute to the ‘We Are Waiting for You at School’ initiative since the integration of the family and the school community promotes the active participation of parents and students in their education, helping them to have greater awareness of the impact that parents participating in school activities can have when they are aware of their children’s academic progress,” Vélez Vega said.

Vélez Vega also pointed out that “as a mother and as a former student at the University of Puerto Rico, Mayagüez Campus, I can attest to how important it is that parents or caregivers get involved in students’ activities.” “Joining efforts to make that happen and always being informed about academic processes is a priority for all of us who believe in the extraordinary potential that each student has,” she said. In the agreement, the DTOP commits itself to collaborating in effectively disseminating messages to the school community so that they achieve a greater reach, encouraging greater participation, and keeping the community informed about the academic processes for student success. The OATRH director added that “all public employees have by law four working hours at the beginning and end of each school semester to appear at the educational institutions where their children are studying, and thus learn about their academic achievement and address their educational needs, without reduction in pay or leave balances.” “Therefore, it is our call to all fathers and mothers working in public service to exercise their right,” Maldonado Molina said.

Oversight board changes rules for municipal debt transactions By THE STAR STAFF

he Financial Oversight and Management Board has strengthened the regulations requiring municipalities to seek board approval of certain debt transactions. On Oct. 25, the oversight board amended the policies to include, among other changes, certain requirements contained in the Municipal Code, and to clarify that the term “DebtTransaction” includes “any arrangement for repayment of inter-governmental, such as from municipalities; intra-governmental, such as from other Commonwealth government entities; or inter-agency past due obligations that extend beyond the current year, any advancement of funds and any other debt transaction or obligation evidenced by bonds, promissory notes or any other credit document.” The oversight board established two policies, the Commonwealth’s Debt Transactions Review Policy and the Municipality

Debt Transactions Review Policy, to require prior board approval of certain debt transactions by the Puerto Rico government, any of its covered instrumentalities, and municipalities to assure fiscal responsibility. On Oct. 25, the oversight board amended the policies to broaden the kind of debt municipalities are prohibited from entering into without prior board approval. The oversight board noted that it will only consider for approval municipal debt transaction requests submitted in compliance with the terms of the new policy. No municipal debt transaction will be considered by the oversight board unless the municipality first obtains authorization for the transaction from the Puerto Rico Fiscal Agency and Financial Advisory Authority prior to seeking the board’s written approval. In some cases, municipalities will also need the approval of the Office of Management and Budget.

Agricultural workers to receive Christmas bonuses By THE STAR STAFF

griculture Secretary Ramón González Beiró announced earlier this week that more than 6,000 agricultural employees and coffee pickers will receive the Christmas bonus after the payment of the economic incentive was made through the Agricultural Enterprises Development Administration (ADEA by its Spanish initials) with an allocation of over $1.2 million. The farmworker bonus, which ranges from $165 to $235 depending on the employee’s hours worked, is paid annually to those farmworkers who worked in Puerto Rico for no less than 200 hours of labor. The coffee pickers’ bonus, meanwhile, fluctuates depending on the number of bushels of mature Arabica coffee they have collected. “The efforts and labor of our agri-

cultural workers are fundamental for the development of our agriculture, which is why we constantly promote work in the fields,” González Beiró said Wednesday. “Workers are the operational arm of our farms and we recognize their work.” The official noted that 1,255 coffee-picking employees will benefit from the bonus, as will 5,199 agricultural workers. Eligibility for farmworkers is based on information provided by farmers in the Agricultural Production Incentive Program and filed with the ADEA. The farmworkers must have settled through their respective region by Sept. 30. The eligibility of coffee pickers is in accordance with the information provided by the coffee farmers who applied for the incentive through the Farmer’s Report to Determine the Payment of the Coffee Picker Bonus application, and the pickers who complete the application.

Oversight board denies extra Yule bonus for court workers By THE STAR STAFF

he Financial Oversight and Management Board has approved funding to pay Christmas bonuses to public workers but declined to pay an extra sum requested for court employees. The Office of Management and Budget (OMB) sought the reapportionment of $69.7 million under the General Fund, Special Revenue Fund (SRF) and Federal Fund (FF) budgets for the purpose of funding the fiscal year (FY) 2024 Christmas bonus to government employees. “After reviewing the request, and pursuant to the Oversight Board’s authority, the Oversight Board partially approves the request,” according to a letter signed last week by the oversight board that was sent to OMB Director Juan C. Blanco Urrutia. The oversight board denied the reapportionment of $1.8 million related to the General Courts of Justice’s (GCOJ) request for a $400 Christmas bonus to eligible employees in addition to the $600 Christmas bonus that all government employees already receive. The GCOJ had separately requested that the oversight board approve $5.5 million in additional funds to cover utility costs. “The estimated funds available from underspend in GCOJ’s payroll planned to pay for the additional

$400 Christmas Bonus must instead be used to cover other important budgetary needs, such as the cost of utilities,” the oversight board said. The FY2024 Certified Commonwealth Budget includes an appropriation of $41 million under the custody of OMB to cover Christmas bonus payments to government employees. In support of its request, OMB identified $18.5 million within agencies’ FY2024 Payroll and Opex budgets, consisting of

$14.2 million in General Fund monies and $4.3 million in SRFs. OMB also identified $13.6 million in federal funds, for a total of $69.7 million identified funds. “Please note that the Oversight Board does not review or approve FF reprogramming requests,” the oversight board said. “If funding is available, and consistent with federal regulations, expenses should be covered with existing budgetary assignments.”

Governor decries abandonment of elderly, calls for preventive gov’t action By THE STAR STAFF

Regarding a reported rise in cases of abandonment of elderly individuals in Puerto Rico, Gov. Pedro Pierluisi said “I am outraged that this is happening, and I have asked the Family secretary, my legislative team in La Fortaleza, to evaluate the possibility of legislating to deter and prevent these behaviors from occurring in Puerto Rico.”

In other words, abandonment of the elderly; that hurts me in the soul,” the governor said Wednesday in response to questions from the press. “It is something that I have instructed my entire team to seek funds to increase the capacity of the long-term care homes that we have in Puerto Rico and also to continue giving more funds to municipalities, among others, for the housekeeping service.” “I want that if we have to reprogram funds, we do it because I identify that area as an area in which I have seen a change; that is, there are more elderly people who are being

abandoned in hospitals. That’s outrageous,” he added. “I also said let’s look at the possibility of increasing penalties for close relatives of elderly people who basically abandon them, again, mistreat them. We need to see how we can increase those penalties or make it more clear what those responsibilities of the immediate family are.” Pierluisi said that in some cases, the relatives of the elderly assume financial custody, but then abandon them in care centers and do not provide funds. “There are times when the government has to assume the entire cost of this care when the person has income,” he said. “What happens is that they [family members] have seized it. That’s outrageous. In other words, I am outraged that this is happening, and I have asked the Family secretary, my legislative team in La Fortaleza, to evaluate the possibility of legislating to deter and prevent these behaviors from occurring in Puerto Rico.”

As expected, Black Friday sales will continue a dynamic very similar to that of past years, special sales that began as early as Nov. 10 and will extend throughout the Christmas season, with offers both in physical stores and through the internet. On Wednesday, local merchants launched their own Orange Wednesday, which urges the public to patronize locally owned businesses. “Commerce has gone through great challenges to recover from the ravages of COVID-19, global product shortages and inflation; however, we have not lost the spirit of celebrating the Christmas season and the optimism of having a good time in sales,” said González Suárez, owner of the Pepe Ganga stores. “We want consumers to also enjoy it and have good offers for their traditional purchases in preparation for Christmas.” He noted that the dynamics of Black Friday have been changing, and that the con-

sumer supports and prefers sales throughout the week, since it offers more flexibility, and more options for special sales through the internet or in stores, as well as such advantages as extended hours and days during November and December. “We are pleased that we have signed the collaborative agreement with DACO again, because thanks to this effort, in which we have been consistent for over nine years, we can offer a safe and orderly experience to our consumers,” González Suárez said. The officials said the agreement will be in force throughout the Christmas period from Nov. 8 through Jan. 6, 2024. If a store does not have any advertised Christmas sale item available, it will offer substitute items or “rain checks” (vouchers) to customers who request them.

The USDA updated its Plant Hardiness Zone Map last week for the first time in more than a decade, showing that about half the United States had moved into a slightly warmer zone. The hardiness map is considered the gold-standard resource for understanding which perennials thrive and where. The map divides the country into color-coded zones, each indicating the average low temperature of the year for that area.

While Christopher Daly, who is the director of the PRISM Climate Group at Oregon State University and the map’s lead author, said that climate change may be a factor, he pointed to other changes in how the data is collected to explain the shift. “It’s not a forecast,” he said. “It’s what happened in the past as best as we’re able to describe it.” The map is based on the 30-year average of the lowest annual winter temperatures for specific places. It is divided into 13 zones, each reflecting a 10-degree temperature range, and each zone is divided into two half zones, designated as A and B. The coldest area, as low as negative 60 degrees Fahrenheit, applies to remote regions of Alaska. The warmest, as high as 70 degrees, covers coastal areas of Puerto Rico. Daly said that the greatest changes came in and around Arkansas, Kentucky, Missouri and Tennessee, where temperatures warmed as much as 5 degrees. Some zone changes reflected how data was collected, he said, which included the use of more weather stations and increasingly sophisticated mapping methods, right down to the ZIP code. Art DeGaetano, the director of the Northeast Regional Climate Center at Cornell University, said that it can be hard to use an extreme number, like a historical average of a region’s coldest winter temperature, to model climate change over time. The warming reflected on the updated map, however, is “very much in line with, over the long term, what we would expect to see from climate change,” he said. “Not every cold temperature is going to get warmer, but on average, things will get warmer.”

The U.S. Department of Agriculture’s Plant Hardiness Zone Map has been updated for the first time in more than a decade. About half of the country moved into a slightly warmer zone in the U.S.D.A.’s new map, an important guide for gardeners. Climate change may be a factor. This is not the first version of the map to show planting zones shifting northward as winters become more mild. When the Agriculture Department released a 2012 version of the map, most areas of the country had shifted one half zone from the 1990 version. Among other uses, the plant hardiness map has applications in commercial agriculture and is used by the department’s Risk Management Agency to set some crop insurance standards. But gardeners are its most frequent users, and for good reason: They need to know which zone they’re in because

winter temperatures will play a major role in determining which perennials will survive to spring, which ones should be taken inside and which ones should not be planted in the first place. Signs of adaptation are easy to find. In the New York metropolitan area, for example, some native plants, like sugar maples, are becoming less prevalent as temperatures rise. At the same time, some plants from the South, including camellias, the state flower of Alabama, have started to bloom at the New York Botanical Garden. Jason D. Lanier, an extension specialist at the University of Massachusetts Amherst, said the shift in the map, while minor compared with the one a decade ago, reflects longer and larger changes. “If you talk about this in increments of a hundred years, based on what we’re seeing now, we’re seeing significant differences in these hardiness zones,” he said. He suggested looking at the hardiness zones as “a handy, sort of guideline.” “We’re dealing with living things so nothing is hard and fast,” he said. “This is an attempt to get as close as we can to some real sort of go-to useful advice.” That’s exactly how Reeves, who lives in Clarksburg, Tennessee, is thinking about it. “Nothing has changed overnight,” he said. If gardeners want to push their limits on new zones a little bit, he added, they should do so in the spring and early summer, and give the plants a chance to take root before winter. “Just keep on planting,” he said.

Lavish tax credits and trade protections lure solar firms to US

ix years ago, an executive from Suniva, a bankrupt solar panel manufacturer, warned a packed hearing room in Washington that competition from companies in China and Southeast Asia was causing a “bloodbath” in his industry. More than 30 U.S.-based solar companies had been forced to shut down in the previous five years alone, he said, and others would soon follow unless the government supported them. Suniva’s pleas helped spur the Trump administration to impose tariffs in 2018 on foreign-made solar panels, but that did not

reverse the flow of jobs in the industry from going overseas. Suniva’s U.S. factories remained shuttered, with dim prospects for reopening. That is, until now. Last month, Suniva announced plans to reopen a Georgia plant, buoyed by tariffs, protective regulations and, crucially, lavish new tax breaks for made-inAmerica solar manufacturing that President Joe Biden’s signature climate law, the Inflation Reduction Act, created. Solar companies have long been the beneficiaries of government subsidies and trade protections, but in the United States, they have never been the object of so many simultaneous efforts to support the industry — and so much

money from the government to back them up. The combination of billions of dollars of tax credits for new facilities and tougher restrictions on foreign products appears to be driving a wave of so-called reshoring of solar jobs. Those efforts are succeeding where more modest approaches did not, although critics argue that the gains come at a high cost to taxpayers and may not hold up in the long run. In the year since the climate law was passed, companies have announced nearly $8 billion in new investments in solar factories across the United States, according to data from the Massachusetts Institute of Technology and the Rhodium Group, a nonpartisan research firm. That is more than triple the amount of total investment announced from 2018 through the middle of 2022. Suniva plans to reopen and expand a factory to make solar cells in Norcross, Georgia, by spring. REC Silicon will restart this month a polysilicon plant in Moses Lake, Washington, that it shut down in 2019. Maxeon, a Singaporebased producer of solar cells and modules, will start work next year on a $1 billion site in New Mexico. In each of those cases, executives cited the incentives in the climate law as a driving factor in their investment decisions. “It was kind of exactly what we had in mind in terms of what would be needed, to pull these kinds of manufacturing initiatives forward,” said Peter Aschenbrenner, Maxeon’s chief strategy officer. China has loomed large over the industry for more than a decade. American demand for solar power has grown sharply since 2010 — by about 24% each year in that time, according to the Solar Energy Industries Association, a trade group. But much of that spending went to cheaper foreign solar panels, often made by Chinese companies or with Chinese parts. That raised concerns of American overreliance on China, which is restricting supplies of other key products and whose solar production has been troubled by human rights concerns. U.S. solar manufacturing employment peaked in 2016, with just more than 38,000 workers. By 2020, nearly one-fifth of those jobs were gone. Factory solar jobs have begun to grow again. E2, an environmental nonprofit organization, estimated that new investments announced in the first year of the climate law would create 35,000 temporary construction jobs and 12,000 permanent jobs across the entire solar industry in

the years to come. Thousands of those permanent jobs are related to manufacturing, including an expected 2,000 at Maxeon’s planned plant in New Mexico. Economists and executives said that surge was largely due to public subsidies that flipped the economics of the solar industry in favor of domestic production. Aschenbrenner said Maxeon’s cost of domestic solar manufacturing would fall roughly 10%, just through a new manufacturing tax credit in the climate law that targets the production of both solar cells and solar modules. That is enough to offset the higher wage and construction costs of American factories, he said. The law also includes credits for customers, such as homeowners and utilities, who install solar panels and begin generating electricity from them. If the customer buys panels that are sourced from the United States, like the ones Maxeon is planning, the value of that credit grows 10%. Those incentives could be enough to build an American industry that, within a matter of years, could be large and efficient enough to compete with China even without subsidies, Aschenbrenner said. Others are more skeptical. Analysts at Wood Mackenzie, an energy consultancy, estimate that nearly half the solar module capacity announced by 2026 will not materialize, given that some manufacturers announce long-term plans to gauge feasibility and interest. The recent embrace of subsidies and tariffs by politicians of both parties also irks some economists, who say that while such programs can save or create jobs, they do so at an extremely high cost. A 2021 study by the Peterson Institute of International Economics of past industrial policy programs found that the Obama administration’s 2009 investment in Solyndra, a solar company that ultimately went bankrupt, cost taxpayers about $216,000 for each job created, more than four times prevailing industry wages. Other programs were even more expensive. “With certain kinds of technology, you can subsidize and protect your way to having factories,” said Scott Lincicome, who studies trade policy at the Cato Institute, a libertarian think tank. “The question is always about at what cost?” In addition to the costs incurred to taxpayers, protections for the U.S. industry are making solar products more expensive in the United States than in other countries, Lincicome said. That slows the adoption of solar technology, in contrast to climate goals.

Between Israelis and Palestinians, a lethal psychological chasm grows By ROGER COHEN

ight years after the foundation of the state of Israel, Moshe Dayan, the chief of staff of the Israeli military, stood close to the Gaza border to pronounce a eulogy for a 21-year-old Israeli security officer slain by Palestinian and Egyptian assailants. “Let us not today cast blame on his murderers,” he said in 1956. “What can we say against their terrible hatred of us? For eight years now, they have sat in the refugee camps of Gaza and have watched how, before their very eyes, we have turned their land and villages, where they and their forefathers previously dwelled, into our home.” His short speech, a little longer than Lincoln’s Gettysburg Address and a powerful reference for Israelis, is perhaps recalled less for this insight into Palestinian anger than for Dayan’s resolute conclusion. “Without the steel helmet and the cannon’s maw, we will not be able to plant a tree and build a home,” he said. Today, 67 years later, at a time when Jews have again lost their lives to Palestinian gunmen at the same kibbutz, Nahal Oz, that Roi Rotberg guarded, Dayan’s explicit evocation of the sources of Palestinian “hatred and desire for revenge” remains rare in Israel. Many Israelis have preferred to avert their gaze from the rage at their doorstep. In the same way, Palestinian insight into the devouring specters of antisemitic persecution awakened in Jews by the Oct. 7 Hamas terrorist attack appears negligible. Mutual empathy is very hard to find. “Each side begs for the status of five-star victim,” said Mohammad Darawshe, the director of strategy at the Givat Haviva Center for Shared Society, which promotes Jewish-Arab dialogue and is about an hour’s drive north of Jerusalem. “If you are stuck in victimhood, you see everyone else as victimizing and dehumanizing.” The consequence is a psychological chasm so deep that Palestinians are invisible as individuals to Israeli Jews, and vice versa. There are exceptions, of course: Some Israelis and Palestinians have dedicated themselves to bridging that divide. But generally, the narratives of the two sides diverge, burying any perception of shared humanity. The 1948 Arab-Israeli war, known to Israelis as the War of Independence, is the Nakba, or catastrophe, to Palestinians. Nakba vies with Holocaust as each side invokes “genocide.”

The relentless weaponization of history goes all the way back to biblical times and the divergent fates of the estranged sons of Abraham — Isaac, the patriarch of the Israelites, and Ishmael, a prophet of Islam. “On Oct. 7, Hamas trampled on every sensitive nerve in the Israeli psyche,” said Itamar Rabinovich, a former Israeli ambassador to the United States. “Hatred, fear and anxiety are now at their most extreme. But in the end there are two peoples coveting the same land, and two sides to the story you have to try to see.” The demonization knows no bounds. Since the Hamas attack last month,Yoav Gallant, the Israeli defense minister, has spoken of fighting “human animals.” Ismail Haniyeh, the head of the Hamas political bureau, has described Israel as “neo-Nazis supported by colonial forces.” Benjamin Netanyahu, the Israeli prime minister, has in turn called Hamas “the new Nazis.” One Israeli lawmaker, Ofer Cassif, has alluded to “pogroms” against Palestinians to describe the relentless Israeli bombardment of Gaza, a word whose specific historical meaning is the slaughter of Jews and a word that many Israelis have used to describe the killing by Hamas of some 1,200 people last month, according to Israeli authorities. Of course, wartime propaganda describing enemies as monstrous is not confined to the Middle East. The United States portrayed the Japanese as subhuman during World War

II, and the Japanese represented Americans as deformed brutes. Nazis depicted Jews as vermin to justify mass murder. But something in the Israeli-Palestinian confrontation — two peoples located at the nexus of places holy to Judaism, Islam and Christianity — imbues the conflict with a peculiarly ferocious charge resistant to every attempt to tame its potency. “After 76 years, Israelis and Palestinians have only one thing in common: the sense of living beside people who want to kill you,” said Rula Daoud, a Palestinian Israeli who works to promote peace as a director of an organization called Standing Together. In general the decades since the collapse of the Oslo Accord of 1993 have accentuated the psychological gulf. Day-to-day interaction between Israelis and Palestinians in the West Bank and Gaza has been drastically reduced by walls and fences in a push for physical separation. Almost forgotten are the Palestine Liberation Organization’s recognition in 1993 of Israel’s right to exist in peace, and Prime MinisterYitzhak Rabin’s determination to pursue that peace, a decision that cost him his life in 1995 at the hands of an extreme right-wing Israeli assassin who said he acted “on the orders of God.” These were the ephemeral glimmerings of shared humanity, soon quashed. In the intervening decades, Hamas and the ultranationalist religious Israeli right have

each extended their influence. The conflict now involves fundamentalist religious ideologies, distinct in critical regards but equally convinced that all the land between the Mediterranean Sea and the Jordan River has been deeded to them by God. Absent recognition, dialogue or understanding, blood flows. Rabinovich, the former Israeli ambassador, said he had seen a video of a Hamas gunman involved in the Oct. 7 massacre. The gunman phones his father back in Gaza and says: “I am on the other side killing Jews. They cannot live happily when we live the way we live.” The Palestinian hatred Moshe Dayan perceived and vowed to resist by being “prepared and armed, strong and determined,” grows still, fed by Israeli oppression, fencing-off and control, as well as chronic Palestinian misgovernment. Palestinians in Gaza, whose dead number more than 12,000 according to the Health Ministry in Gaza, fear annihilation. These fears are met by the “Never Again” of a Jewish people that knows the meaning of genocide in the form of the Holocaust and sought through the foundation of its own state to put an end to millennial persecution. The defeat on Oct. 7 was a shattering blow to this aspiration. This war in Gaza, triggered by Hamas’ ruthless application of its charter, is existential in that sense for an Israel that suddenly feels smaller and more vulnerable. “If we cannot get beyond the walls, share this land, and come to value life over death, we are all doomed,” Daoud said. “Every three years or so, we will be sending kids of 18 and 19 to their deaths.”

Ukraine’s children with special needs suffer the ‘huge pressure’ of war By MARIA VARENIKOVA

but that. The boy, his adult brother and his mother fled their home city, Mariupol, under Russian attack. His father was captured as a prisoner of war. And Maksym has had to live with the sounds of bomb explosions and air raid sirens in Kyiv, where he now lives. The therapist who once treated him in Mariupol has also become a refugee. Maksym, who has attention-deficit/hyperactivity disorder, or ADHD, has struggled to cope and has been having anxiety attacks, said his mother, Maryna Honcharova. He finds it hard to study, often becomes aggressive, and doesn’t want to wake up in the morning, she said. “He screams and throws things in the house,” she said. It often happens when he wants to do something like ride the bicycle he left behind in Mariupol. “He remembers that and starts screaming in anger that the Russians took everything from him,” his mother said. The list includes his father, whom the family has not heard from since he was taken prisoner by Russian forces well over a year ago. Millions of families across Ukraine have had their lives upended by the war, shattering the rhythms of daily routines. And for many children with ADHD, autism and other special education needs, the trauma of the war has often undermined them in unique ways, causing regressions in their development, their families and experts say. “All children had at least some decline in

The children with special needs, he said, “need stability, but the war ruins it, even if you are far away from the front line.” Almost half a million children have requested the help of school psychologists on the specific issue of learning difficulties exacerbated by the war, according to Ukraine’s Ministry of Education. Overall, the number of children getting psychological support in schools has doubled

since Russia’s full-scale invasion of Ukraine in February last year. Five million students saw school psychologists for help in 2022, compared to 2.5 million the year before, the ministry said. Schools are also operating under heavy constraints. By law, only schools with bomb shelters can have full on-site lessons, meaning that many students have to study online, or part time in the classroom. Maksym can study in class only every other week, because his school’s bomb shelter can’t fit all the children. Mental Help 365, which provides therapeutic help for free, says that 90% of the referrals it gets are for children with special needs. But the country currently has a severe shortage of therapists and psychologists, partly because so many of them, like millions of other Ukrainians, have left the country as refugees, experts say. “The war puts a huge pressure on children with special educational needs,” said a deputy education minister, Yevheniya Smirnova. “There are studies showing that even the sounds of the sirens influence children,” she said, adding, “With all this, we have an extreme shortage of specialists.” Each school psychologist now serves about 600 children and their parents, Smirnova said. Mental Help 365 received funding from

UNICEF, the United Nations’ children’s fund, and gathered a team of specialists to provide psychological support to 1,657 children with special needs across the country. The foundation says much more help is needed. Waiting times for treatment in qualified private development centers can stretch to half a year or longer. Sessions are also expensive, and often out of reach of people who have been forced to flee their homes. This means that many families have to go to charities for help. That undercuts the socialization that experts say is important for children with neurodevelopmental disorders like ADHD. Being among other children helps develop communication skills, including learning how to speak and interact with others, they say. Arina, a 12-year-old from Zaporizhzhia who has Asperger’s syndrome and speech and language delay, can’t go to her school since it doesn’t have a bomb shelter. “Online education for children like my daughter doesn’t work at all,” said her mother, Victoria Porseva, 41. The family also can’t get their daughter into a private school because of overcrowding among them. “She gets sad that children do not want to be friends with her as they do not understand her,” Porseva said. “Socialization is very important, but school is closed.” Roman, a 13-year-old boy with autism, also only has online lessons. He, too, doesn’t want to study, said his mother, Olena Deina. She added that he developed sleeping problems after the first aerial bombings of the eastern Kharkiv region, where the family lives now, his mother said. “He is a smart boy and studied just like all other kids before the war and now he has no motivation at all, just tells me, ‘Mom, I don’t want to,’” she said. Maksym first exhibited signs of aggression after he and his family were evacuated from Mariupol, his mother said. Back in Mariupol, the family had a therapist for Maksym who helped him greatly, his mother said. He could read and write and made some friends, giving the family hope for his development. “We thought we finally managed to overcome this challenge,” she said, but added: “Now we have lost all our achievements.” Mental Help 365 provided Maksym with 15 free sessions, but the family can’t afford the cost of paying for a regular therapist. Before leaving Mariupol, Honcharova said, Maksym had been able to get ready and go to school on his own. “But now,” she said, “I can’t even wake him up.”

emember when “liberal” was a dirty word? In the 1980s, Ronald Reagan, who often prefaced it with a damning “tax and spend,” may have been the most effective of bashers. But the most blatant attack was in the early ’90s, after Newt Gingrich’s political organization GOPAC sent out a memo, “Language: A Key Mechanism of Control,” urging fellow Republicans to use the word as a slur. It worked. Even Democrats began avoiding the dread label. In a presidential primary debate in 2007, Hillary Clinton called herself instead a “modern progressive.” She avoided the term “liberal” again in 2016. Now the word is back. whereas liberals tend to aspire toward a universalist ideal, in which diverse people come together across shared interests, progressives seem increasingly wedded to an identitarian approach that emphasizes tribalism over the attainment of common ground. More reactionary still is the repressive nature of progressive ideals around civil liberties. It is progressives — not liberals — who argue that “speech is violence” and that words cause harm. These values are the driving force behind progressive efforts to shut down public discourse, disrupt speeches, tear down posters, censor students and deplatform those with whom they disagree. Divisions became sharper after the Oct. 7 Hamas attack, when many progressives did not just express support for the Palestinian cause but, in some cases, even defended the attacks as a response to colonialism and opposed retaliation as a form of genocide. (One might argue that it is similarly illiberal for universities to suspend or cut funding to student groups that support Palestinian rights, as several have done, though those actions often came after chants by the groups that administrators considered threatening toward Jews.) All this stands in marked contrast to the liberal stance that more speech is better speech, allowing for the free exchange of ideas. As David Frum, not generally considered a liberal himself, wrote recently in The Atlantic, “how is a society ever to settle its most important questions if it follows the rule ‘The more important a question, the more strictly its discussion is forbidden’?” While progressives are not a large group (between 6% and 8% of the voting population, according to recent studies), they are likely to be the loudest on the left and the most likely to shut out their would-be liberal allies. As Jonathan Haidt has noted, they also dominate the political conversation on social media. In his recent book, “The Struggle for a Decent Politics: On ‘Liberal’ as an Adjective,” political philosopher Michael Walzer writes that liberals “aspire to be open-minded, generous and tolerant.” He also notes, regretfully, “Illiberalism is more common than it should be among those who are, at least formally, members of democratic and socialist parties.” This brings us to the most troubling characteristic of contemporary progressivism. Whereas liberals tend to pride themselves on acceptance, many progressives have applied various purity tests to others on the left and, according to one recent study on the schism between progressives and liberals, are more likely than liberals to apply public censure to divergent views. This intolerance manifests as a professed preference for avoiding others with different values, a stance entirely antithetical to liberal values. What a strange paradox that at the very moment the word “liberal” is enjoying a renaissance, liberalism itself feels on the wane. Many liberals find themselves feeling lonelier than ever.

Off the court and field, top athletes become players in the art market By ROBIN POGREBIN and EMMANUEL MORGAN

armelo Anthony, the 10-time NBA All-Star who announced his retirement in May, said that when he was starting out as a professional basketball player he did not understand art but grew to appreciate it and began collecting as he matured. Now paintings by major Black artists including Nelson Makamo, Swoon, Rashid Johnson and Kehinde Wiley line the walls of his home in Westchester, New York. “It’s the emotional attachment that you have when looking at a piece, which makes you want to go back and see it over and over and over again,” Anthony, 39, said. “You learn something every time you look at it.” Professional athletes have grown more serious about buying art in recent years, not unlike other people with new wealth who become collectors. But their fame has helped make them tastemakers, with the ability to help drive interest in contemporary art and particularly in artists of color. Now many sports figures are being courted by galleries, auction houses, art shows and museums. “This is a new collector base in the art world,” said art adviser Gardy St. Fleur, who represents several players. “It’s growing fast.” In September, Miami Heat forward Kevin Love organized one of Sotheby’s “Contemporary Curated” sales in New York, featuring works by Cindy Sherman, Cy Twombly and Ernie Barnes, a Black artist whose joyous painting “The Sugar Shack” sold at Christie’s last year for $15.3 million. During Art Basel Miami next month, St. Fleur said that he intended to visit the art fairs with former NBA players like Deron Williams, Courtney Lee and Amar’e Stoudemire, and that he was arranging a private dinner for some of his athlete clients at a collector’s home on Star Island. There are other signs that the influence of athletes who collect art has been growing in recent years. Former NFL linebacker Keith Rivers, an avid collector, curated a show last year at the FLAG Art Foundation in New York City featuring work by painter Kerry James Marshall and sculptors Sonia Gomes and Thaddeus Mosley. He served on the board of advisers of the Hammer Museum in Los Angeles and now serves on the board of the Hirshhorn in Washington. Former point guard Elliot Perry has given talks about collecting at museums, and in 2019 mounted an exhibition in the Tennessee locker room of the Memphis Grizzlies. “I was thinking about the limitations of

Black artists to show their works in major museums or Galleries in the 40’s, 50’s, 60’s,” he recalled last month on his art collection’s Instagram account. “I wanted to think outside the box and give our players #athletes an opportunity to engage with ART done by African American Artists and respond to the cultural richness of these artists, as well as draw their own interpretation of the works.” Things have changed in the two decades since Grant Hill, the seven-time NBA All-Star, sponsored a seven-city tour of his considerable personal art collection, “Something All Our Own: The Grant Hill Collection of African American Art.” At that time fewer athletes were interested in art, and Hill said that he was initially uncomfortable publicly discussing his own interest, even though he was following in the footsteps of his father, Calvin Hill, who began collecting when he was a star player on the Dallas Cowboys. “I was apprehensive because I thought my peers would maybe look at me a bit differently,” he recalled. “It wasn’t something that was discussed in the locker room back in the early 2000s.” That shifted, he said, in recent years as some of the biggest figures in music and fashion began to embrace the art market. “Now, as you have this convergence of sports and entertainment, it’s all very much inter-

twined,” he said. There is also a growing awareness of art as an asset class. “It’s something you can enjoy that maintains its value,” Hill said. “I’d rather buy a piece of art than buy a car.” Prominent sports agent Rich Paul, who is also a collector, said he had been encouraging the players he represents to consider art as a passion and an investment. “I’ve purposely tried to get my guys into collecting — not just buying art but educating yourself and not looking at it as a quick flip or a business,” said Paul, the founder of Klutch Sports Group, which represents LeBron James and many other NBA and NFL stars. “Rather than take that trip to Miami or buy a Range Rover or blow the money in the club, you’re better off putting it on your wall.” Paul’s collection includes works by Mark Bradford, Derrick Adams, Sam Gilliam and Henry Taylor. In 2022 he joined the board of the Los Angeles County Museum of Art, to which he has promised to donate Kehinde Wiley’s “Yachinboaz Ben Yisrael II,” one of 60 works the museum acquired in 2021 to highlight Black representation. Corey Robinson, a collector and former Notre Dame wide receiver who worked for Gagosian and Sotheby’s before becoming a reporter for NBC Sports, said elite athletes “are starting to

see themselves in artists,” who are similarly obsessive about their work. Robinson, who recently joined the artists council at the Whitney Museum of American Art in New York City, added that by buying works by artists of color, sports figures can use their platforms to “shift the perception of hundreds of years of art history.” The art market has begun making an effort to cultivate athletes. Jacqueline Wachter, vice chair of private sales for Sotheby’s in Los Angeles, has been working to develop potential collectors from outside the traditional art world, including athletes, musicians and young Hollywood executives. This month, Sotheby’s announced that it would collaborate with the NBA in hosting a series of auctions of player jerseys. “It’s starting a passion from scratch,” Wachter said, adding that the “strategy involves a lot of education,” including visits to exhibitions and artists studios as well as demonstrating that art is something that “might go up in value.” Several sports teams have their own art world initiatives. The Los Angeles Lakers recently announced the third year of its “In the Paint” program, which works to help LA-based artists of color with grants and opportunities to sell their works, with the team pledging to purchase three pieces for its training center. The San Antonio Spurs recently hired a curator, Illa Gaunt, to choose art for its new practice facility; her selections include basketball-themed work by artists including Alexandre Arrechea and Deborah Roberts. And last summer Boston Celtics star Jaylen Brown gave large prints by Spanish artist Rafa Macarrón to the top three draft picks in the NBA rookie class as part of an initiative he started with creative director Set Free Richardson of the AND1 Mixtape series, a popular showcase of street basketball, to teach professional players about art. Anthony, who was drafted by the Denver Nuggets in 2003 when he was 19, said that it was a teammate there, Juwan Howard, who first helped teach him that art was more than just “the Van Goghs and the Rembrandts and the Picassos.” Now Anthony owns more artwork than he can display, so he has made his home a rotating art gallery, regularly shuffling the mix. He said he was conscious of the power high-profile athletes can have in boosting artists’ careers and encouraging other nascent collectors. Athletes can have influence in the art because they “bring the attention,” Anthony said. “We have to continue being those voices in speaking up.”
