atural and Environmental Resources Secretary Anaís Rodríguez Vega said over the weekend that she will investigate Friday night’s reported “Christmas Boat Parade” event in La Parguera, Lajas, which had been denied a permit by the agency. “According to the request for permits that was made to us to carry out the Christmas Boat Parade, we conclude and maintain that this type of activity does not comply with the necessary legal and environmental parameters, which is why they were denied,” Rodríguez Vega said in a written statement issued Saturday. “However, while the images that have emerged of apparent similar activity could be interpreted as a challenge to authority, we will not comment lightly as to whether or not there were violations of the law. It is now up to us to carry out the investigations that are necessary to be able to reach any conclusion.” Residents of Lajas accused Mayor Jayson “Jay” Martínez Maldonado of sponsoring the activity where, community leader Jorge Echeverria told the press, the boats looked like they had “a thousand lights lit.” “Although some boat owners who were illuminated tried to cover up the official number of the boat assigned by the DNER, thanks to the residents of La Parguera and visitors it was possible to identify each of the boats that participated and the names of the owners or operators of the same,” said Israel Molina, a biologist and member of the group Friends of a Better Environment in La Parguera. “In the same way, photos and ‘video’ were taken that show the environmental disorder in defiance of the order issued by the Department of Natural and Environmental Resources, which prohibits the lighting of Christmas lights so as not to affect the ecosystem of La Parguera Bay. We denounce the defiant attitude of the organizers of the activity who pretend

to be absolute owners of the Bay property, carrying out a criminal environmental act which violates the laws of the Commonwealth of Puerto Rico and the federal laws and regulations that apply to the conservation of the phenomenon of bioluminescence, or lighting by biological means, as is the case in Mosquito Bay in Vieques, La Parguera and Moncio José in Lajas and Laguna Grande in Fajardo.” “Those who staged this event are the same ones who traditionally attack the mangrove ecosystem around La Parguera on holidays, especially at Easter,” the environmental advocate noted. “No agency or public official should overlook this challenge by people who are mostly not permanent residents of La Parguera, although it is recognized that they have built houses within the Bay, dumping sanitary waste, polluting chemical liquids and leftovers from liquid foods into the sea, among other things.”

he Highways and Transportation Authority will build about 400 meters of reinforced concrete safety barriers in front of the Las Cumbres-Laurel urbanization, with the purpose of providing protection against motor vehicle accidents. “For some time, the residents of the Las Cumbres urbanization have requested greater protection against possible vehicular accidents, particularly in front of the entrance to that housing complex,” San Juan District 4 Rep. Víctor Parés Otero said Sunday. “Today, after making several efforts with the [Highways and Transportation Authority] executive

director, our friend Edwin González, and the engineer and secretary of the Department of Transportation and Public Works (DTOP), Eileen Vélez, we announce the beginning of the construction work of this modern concrete barrier that will provide the security that the residents have requested.” The construction will take place along highway PR-199 in Cupey, and will involve an investment of $289,157. The project will create about 25 direct jobs and many indirect jobs. “This is part of our road safety program in the Cupey area with the aim of providing greater safety,” the lawmaker said. “In the same way, we are evaluating implementing the same [type of solution] in other parts of San Juan.”

PIP/MVP alliance wants to end Pell Grants, warn NPP lawmaker & youth leader By THE STAR STAFF

ew Progressive Party (NPP) Rep. José Aponte Hernández, along with the president of the Progressive Youth Organization, Keishla “Keka” Rodríguez, warned on Sunday that the Puerto Rican Independence Party (PIP)-Citizen Victory Movement (MVC) alliance publicly seeks to eliminate federal aid -- the Pell Grant program specifically -- for the university education of young people in Puerto Rico. “Clearly and publicly, the gubernatorial candidate in 2024 of the pro-independence PIP/MVC party, Juan Dalmau, said that if he is elected governor he ‘will not request more federal funds’ and that Pell grants, the federal aid that is used by the vast majority of young people for post-high school studies, in addition to not requesting it, they will end in a period of 10 years,” Aponte Hernández said in a press release. “That is, in the next decade no young Puerto Rican will be able to attend a university because there are no scholarships to help pay for these studies.” “The PIP/MVC coalition has it in for young people in Puerto Rico,” Rodríguez added. “They want young people not to get a college education, because they know very well that without

That is a very, very dangerous path.” Rodriguez noted that “the reality is that if we use the University of Puerto Rico as an example, the data shows that 80 percent of its students pay for their courses through the Pell Grant.”

Fiscal effect of room tax cut for local residents is small, Legislature’s budget office says By THE STAR STAFF

T

he fiscal effect of legislation that would establish a 3% exemption in the payment of the room tax to Puerto Rico residents is about $14 million, the Legislative Assembly Budget Office (OPAL by its Spanish acronym) has estimated. The office evaluated Senate Bill 1257, which seeks to establish the room tax cut to promote domestic tourism. “The fiscal effect of implementing this measure was estimated at $14.7 million on the

budget of the Tourism Company, and not on the General Fund,” the report notes. “In terms of the General Fund, SB 1257 has no effect since said inputs do not go into the Department of the Treasury.” To estimate the effect of the measure, the OPAL made assumptions that the room tax rates were 7% for hotels and 11% in hotels with casinos. The measure, which was authored by Sens. Ramón Ruiz Nieves, Javier Aponte Dalmau and Elizabeth Rosa Vélez, seeks an amendment to Act 272 of 2003, which establishes the room

Health Dept. issues action plan to curb island’s rising obesity rates By THE STAR STAFF

T

he Food and Nutrition Commission of Puerto Rico (CANPR by its Spanish initials), which is attached to the Health Department, presented a new action plan over the weekend for the prevention of obesity in Puerto Rico and to raise awareness about the dangers of obesity, which is on the rise on the island. “Obesity is silent and affects people of all ages,” CANPR Chairwoman Nivia A. Fernández Hernández said. “It’s time to commit to adopting healthy habits. We must take action and prioritize obesity prevention.” The new plan, which is in line with public health policy, establishes action strategies to promote healthy lifestyles for all, emphasizing action strategies for children and adults. Records indicate that from 2014 to 2022, the prevalence of overweight and obesity in adults aged 18 years or older increased to 70.7% from 65.9% in Puerto Rico, according to data from the Risk Factor Surveillance System. According to the Centers for Disease Control and Prevention, Puerto Rico has an obesity prevalence of 30–35%. In Puerto Rico, more than a third of adults are obese.

The plan establishes several strategic lines to guide multisectoral efforts over the next two years. These are: primary health care and promotion of breastfeeding and healthy eating; improving the environment concerning nutrition and physical activity; tax policies and regulation of food advertising; surveillance, research

and evaluation. Other proposed measures include providing public urban spaces for physical activity, and implementing recreational cycle path programs, rapid public transport systems, and family farming initiatives. Fernández Hernández note that the new plan, which covers 2023-2025, is part of the joint efforts of the CANPR and the Pan American Health Organization together with interagency and multisectoral sectors, such as government officials, academics and experts in the field of health, food, nutrition and physical activity, and members of the food industry, and professional and nonprofit organizations, among others. CANPR Executive Director Luz Rodríguez said “the Action Plan for the Prevention of Obesity in Puerto Rico aims to stop the accelerated increase in obesity so that there is no increase in current prevalence rates.” Obesity is one of the risk factors for the development of chronic diseases in Puerto Rico, including cancer, diabetes, heart disease and cardiovascular diseases. Thus the call is for citizens to maintain a healthy diet, control it, and maintain a healthy weight.

Vieques to ‘light up’ for Christmas on Saturday By THE STAR STAFF

ieques Mayor José “Junito” Corcino Acevedo announced that this Saturday, Dec. 2, Christmas will be “lit up” in the offshore island municipality with a series of shows for the whole family. “Christmas is the time of year awaited by the Vieques family. All over the length and breadth of our island we can see residences and shops illuminated, ready for the arrival of Christmas and the New Year’s holidays,” the mayor said in a written statement issued Sunday. “The municipal administration ofVieques joins in this great celebration with our traditional Christmas lighting next Saturday.” Corcino said the activities associated with the traditional Christmas lighting of Vieques are scheduled to begin at 5 p.m. at the Luis Muñoz Rivera Public Square. “We will have everything for the people ofVieques, as well as those who visit us from other municipalities and states,” the mayor said. “There will be many

musical shows, with variety for everyone. We will also have several inflatables for children to enjoy in a safe environment.” The events begin with the traditionalVieques Christmas parade, which will depart from the Jardines de Vieques public housing complex and extend to the public plaza, where the official protocol activities will take place. Corcino said a security program organized by the municipal police and the Puerto Rico Police Bureau, as well as other municipal and state agencies, is already in place to deal with the flow of tourists that is expected during the coming weekend. “The Christmas lighting activities in Vieques is a unique event that attracts tourists from all over Puerto Rico, as well as from the states and even international visitors,” the mayor said. “Faced with this reality, we have developed an impact program with municipal and state police leading the way. Governor given until Dec. 1 to submit revised PREPA budget By THE STAR STAFF

ov. Pedro Pierluisi Urrutia has until Dec. 1 to submit a revised fiscal year (FY) 2024 budget proposal for the Puerto Rico Electric Power Authority (PREPA) to the Financial Oversight and Management Board. The new proposal must address certain issues referenced in a notice of violation issued by the oversight board for an earlier version of the FY24 budget for the commonwealth’s utility, a Nov. 22 letter stated. The 13-page letter sent by the oversight board’s executive director, Robert Mujica, to Pierluisi said it serves as a notice of violation concerning the proposed FY24 amended budget for PREPA submitted to the board on Nov. 7. The intended purposes of amending PREPA’s FY24 certified budget are: to identify an interim solution to PREPA’s unfunded pension system, and to recognize the changes made by the Puerto Rico Energy Bureau (PREB) as a result of its reconsideration of the budgets it determined for PREPA, LUMA Energy and Genera PR. “There is now a third purpose for amending PREPA’s budget: a potential increase to PREPA’s HoldCo & HydroCo’s FY24 certified budget,” the letter notes. “This third purpose has arisen following PREPA’s motion with PREB requesting an increase to its budget, consistent with the proposed amended budget.” PREPA has requested an increase to the current allocation for the HoldCo and HydroCo budgets while pointing to the use of alternate funding sources outside of rates

Financial Oversight and Management Board Executive Director Robert Mujica and Gov. Pedro Pierluisi to enable such an increase. Among the funding sources listed by PREPA are: FEMA (Federal Emergency Management Agency) reimbursements; “bad debt recoveries” (i.e., recoveries of settlements between PREPA and certain instrumentalities over legacy unpaid receivables); and insurance settlements. The oversight board said it supports PREPA’s efforts to identify and obtain these funding sources. “It should be noted that the PREPA FY24 certified budget already includes a cash funding bridge to fill the FY24 budget gap,” the letter said. “Therefore, PREPA’s request raises concerns that current revenues may be insufficient to adequately fund the util-

ity’s (including GenCo, GridCo, HoldCo and HydroCo) operations and maintenance requirements.” As such, while PREPA may raise certain costs that are not currently reflected in its budget, that does not mean that all requests it has presented are necessary, justified, supported in the record, and essential, the oversight board noted. Determinations of budgets are based on demonstrated need and reasonableness of the costs proposed to satisfy that need and not on the amount of funds on hand, the board added. “Most one-time funds received in the first two categories mentioned in PREPA’s request

(FEMA reimbursements and bad debt recoveries) have been committed to other priorities over the coming months and are thus largely unavailable for PREPA’s other purposes,” the oversight board said. “This makes it essential for PREPA to finalize its proposed insurance settlements and to identify and certify the amount of money it will receive from these sources. As we understand it, the majority of the settlement amounts for Hurricane Maria recoveries have already been paid to PREPA over the years.” Moreover, PREPA must identify the amount of the new money that will be considered unrestricted and how its use will affect its cash flows, the board said. PREPA’s cash flow reports are occasionally of concern given how low cash levels can go, due to the lagging nature of quarterly rider reconciliations, requests for reimbursements, and occasionally due to collections, it said. Use of one-time cash inflows (that are not necessary for liquidity) should generally be prudently tied to one-time expenses or, on an exceptional basis, as a bridge during a transition period, the oversight board pointed out. “That bridge, however, must lead to solid ground,” the board said. “In this instance such solid ground is either a recurring funding source or a reduction in expenses, on which the entity can continue to firmly walk on thereafter. Therefore, any recurring expenses funded through one-time cash inflows should only be done temporarily and shortly thereafter receive a recurring funding source or be eliminated entirely. Otherwise, the entity runs the risk of operational deficits in the mid to long term.”

aguas Mayor William Miranda Torres lit up Christmas 2023 in the “Criollo City” late last week with a traditional event that spread across three stages and featured 16 performances, artisans and kiosks deployed throughout the traditional urban center of Caguas. The event began at 5 p.m. Friday as the mayor welcomed the thousands of people who came to the city to witness the show that brought together local and international artists, in a safe environment where, according to the police, no crimes or incidents were reported. “The Plaza Santiago R. Palmer, the Paseo José Gautier Benítez and the Paseo de las Artes are the scene of 16 first-rate artistic shows,” Miranda Torres said in his welcoming message. “This is the best way to celebrate the

start of Christmas. It is also an opportunity that highlights the tourism potential of quality events during the festive season. What happens here has a positive impact on our artisans, restaurants and kiosks throughout the city center. It is an economic injection for the entire city.” The traditional event had three stages at various points in the traditional urban center. On the Paseo Gautier Benítez was the stage for the traditional criollo workshop, Tuna Bardos, Herminio de Jesús, Luisito Matos and his tribute to El Gallo, and Grupo Manía. DeSantis faces critical decision on cruise ships in Key West By FRANCES ROBLES

S

ince the early days of the coronavirus pandemic, when cruise ships filled with sickened passengers were blocked from U.S. ports, residents in Key West, Florida, have been trying to limit the size and number of vacation vessels on the tiny island, using the momentum created during the pandemic to argue for continuing restrictions on cruise vessels. Activists flooded City Commission meetings, protested on the dock, collected signatures and managed to pass three ballot measures in 2020 imposing stricter controls to protect the marine environment and limit passengers to 1,500 a day — only to see the state Legislature, with the approval of Gov. Ron DeSantis, void the new restrictions the following year. Now the wealthy hotelier who operates Key West’s cruise ship port is doubling down, asking the state for permission to expand, which would allow bigger ships with more passengers to operate legally out of the port. The issue will soon land on the desk of DeSantis, who has received nearly $1 million in campaign donations from the pier’s owner. It represents a tough balancing act for the Republican governor, a 2024 presidential candidate who has touted his environmental record but has also been a booster of Florida’s tourism industry. Safer Cleaner Ships, the organization behind the move to keep large cruise ships out of Key West, recently fired another salvo: It filed a whistleblower lawsuit against the local port owner, Pier B Development Corp., citing state records it said showed the company had underpaid millions of dollars in state fees and taxes. The Florida attorney general’s office dismissed the suit in part on jurisdictional grounds, a decision that activists said was a sign of continuing state support for a campaign donor, the owner of one of the country’s largest private hotel chains. The cruise industry, meanwhile, quietly funded a campaign against the 2020 ballot measures, The Miami Herald reported, warning residents that a reduction in cruise ship revenues could lead to drastic cuts in policing and other public services. Before the pandemic, nearly 1 million people a year were visiting Key West aboard cruise ships. But when COVID-19 brought that to a halt, the city’s $2.4 billion tourism industry — responsible for 44% of its jobs — did not collapse. Instead, hotel tax revenue rose 15%, and with 1.4 million arrivals, the airport set a record in 2021. “People said, ‘If you limit cruise ships, it will kill business! Jobs!’ That’s been proven false by the passage of time,” said Arlo Haskell, one of the anti-cruise ship group’s founders. The activists have focused on the waters around the Florida Keys, which they argue improved signifi-

Safer Cleaner Ships collected 2,500 signatures on the ballot measures to change the city charter; they each passed with majorities of more than 60%. In the months after the election, 11 companies owned by the pier operator, Mark Walsh, donated a total of nearly $1 million to DeSantis’ political committee, The Miami Herald revealed. Months later, DeSantis signed legislation that prohibited any local ballot measure from restricting marine commerce. Opponents were outraged, with many publicly calling it “pay to play.” DeSantis’ office declined to comment on the issue, as did Walsh, whose lawyer, however, said the companies’ donations were in support of the governor’s general pro-tourism stance, especially during COVID-19. In response to concerns that cruise ships were damaging coral reefs, Walsh urged the city in a 2021 letter to “look at the science, and what is currently being done to restore the reef environment,” an effort to which he offered to contribute. The city settled on a compromise, prohibiting ships from mooring at the two docks the city controls. That left the privately owned dock, Pier B, operated by Walsh’s company, as the only dock available to cruise vessels. The cutback resulted in a 50% drop in cruise ship traffic, an outcome the anti-cruise ship activists saw as positive but that tourism business owners described as a substantial blow. Edwin Swift III, president of Historic Tours of America, said his business, which offers trolley tours of the city, has been down 40%. “The whole thing is being mishandled by the

politicians,” he said. The Safer Cleaner Ships group decided to dig further into the cruise dock company’s operations and after combing state databases filed a lawsuit alleging that the company had misreported the revenue it had earned. Using the amount of disembarkation fees Pier B had paid to the city, the group calculated that the company had underpaid the state at least $5 million in lease payments and “hundreds of thousands more” in taxes from disembarkation fees. “That’s the public’s money,” Haskell said. The lawsuit was filed under seal in 2022 as a whistleblower case under the Florida False Claims Act, which empowers citizens to sue on behalf of state or local governments. The state attorney general’s office unsealed the suit last week, telling The New York Times that the state had investigated the matter and decided not to pursue the case. Chase Sizemore, a spokesperson for the office, said the group’s claims were not within the jurisdiction of the False Claims Act and that many of the allegations regarding lease fees had been “investigated and lacked merit.” The tax revenue allegations, he said, had been referred to the appropriate agency for follow-up. Jon Moore, a spokesperson for the Florida Department of Environmental Protection, the agency that manages the lease, said a recent audit found “no issues” of concern related to the whistleblower claims. The issue of what, if any, environmental damage is caused by cruise ships continues to be a contentious one. Each side has competing scientists arguing its point. William Precht, a coral reef specialist hired by Walsh, provided photographs showing living coral reefs even at the dock where the ships port. Any sand kicked up by the ships dissipates before it can damage the reefs, he said. “In my 40 years of working on the Florida reef tract, there haven’t been any reefs killed by cruise ships,” he said. The Florida Keys Marine Sanctuary, a federally administered agency charged with protecting waters in the area, said in a statement that studies showing healthy reefs growing vertically on the pier do not take into consideration the coral on the sea floor that may be harmed by sand churned up by the ships. Behind Johnson’s rise, a GOP consumed by the far right By CARL HULSE

T

he roots of the Republican crackup this fall that paralyzed the House, fueled the unexpected rise of Speaker Mike Johnson and now threatens to force a government shutdown crisis early next year lie in a fateful choice the party made more than a decade ago that has come back to haunt its leaders. In early 2009, congressional Republicans were staring down a long exile in the political wilderness. Barack Obama was about to assume the presidency, and Democrats were within reach of a filibuster-proof, 60-vote supermajority in the Senate and the largest House majority in more than 20 years after the economic crisis of 2008. But Republicans saw a glimmer of hope in the energized far-right populist movement that emerged out of a backlash to Obama — the first Black president — and his party’s aggressive economic and social agenda, which included a federal health care plan. Republicans seized on the Tea Party and associated groups, with their nativist leanings and vehemently antiestablishment impulses, as their ticket back to power. “We benefited from the anger that was generated against the one-way legislation of the Obama years,” said Eric Cantor, the former House leader fromVirginia who became the No. 2 Republican after the 2010 midterm elections catapulted the party back into the majority. “It was my way or the highway.” Cantor and his fairly conventional leadership team of anti-tax, pro-business Republicans set out to harness that rage to achieve their party’s long-standing aims. But instead, the movement consumed them. Within four years, Cantor was knocked out in a shocking primary upset by a Tea Partybacked candidate who had campaigned as an anti-immigration hard-liner bent on toppling the political establishment. It was a sign of what

Then-House Minority Leader Eric Cantor (R-Va.) at the Republican National Committee headquarters in Washington, Oct. 23, 2013. was to come for more mainstream Republicans. “We decided the anger was going to be about fiscal discipline and transforming Medicare into a defined contribution program,” Cantor said recently. “But it turned out it was really just anger — anger toward Washington — and it wasn’t so policy-based.” The forces that toppled Cantor — and three successive Republican speakers — reached their inexorable conclusion last month with the election of Johnson as speaker, cementing a far-right takeover that began in those first months after Obama took office. Johnson, who identifies as an archconservative, is the natural heir to the political tumult that began with the Tea Party before evolving into Trumpism. It is embodied in its purest form by the Freedom Caucus, the uncompromising group of conservatives who have tied up the House with their demands for steep spending cuts. And the situation won’t get any easier when Congress returns from its Thanksgiving respite to confront its unsettled spending issues and what to do about assistance to Israel and Ukraine. The ranks of more traditional Republicans

have been significantly thinned after the far right turned on them in successive election cycles. They have been driven out of Congress in frustration or knocked out in primaries, which have become the decisive contests in the nation’s heavily gerrymandered House districts. “They thought they could control it,” Michael Podhorzer, the former political director of the AFL-CIO who has studied the House’s far-right progression, said of GOP leaders. “But once you agree essentially that Democrats are satanic, there is no room in the party for someone who says we need to compromise with Democrats to accomplish what we need to get done.” The result, Podhorzer said, is a Republican majority that his research shows across various data points to be more extreme, more evangelical Christian and less experienced in governing than in the past. Those characteristics have been evident as House Republicans have spent much of the year in chaos. “It isn’t that they are really clever at how they crash the institution,” Podhorzer said. “They just don’t know how to drive.” From the start, members who were more rooted in the traditional GOP, which had managed to win back the House majority in 1994 after 40 years, struggled to mesh with the Tea Party movement, which was driven to upend the status quo. Many top Republicans had voted for the bank bailout of 2008, a disqualifying capital crime in the eyes of the far-right activists. Leading congressional Republicans were leery of the Tea Party’s thinly veiled racism, illustrated by insulting references to Obama and the questioning of his birthplace, though they said they saw the activists as mainly motivated by an anti-tax, anti-government fervor. Traditional Republicans appeared at Tea Party rallies where they were barely tolerated, while far-right Reps. Michele Bachmann of Minnesota and Steve King of Iowa, then outliers in the party, were the stars. They tried to mollify activists with tough talk on taxes and

beating back the Obama agenda, but they saw mixed results. The Republican National Committee also sought to align itself with the Tea Party, encouraging angry voters to send virtual tea bags to Congress in a 2009 Tax Day protest. Tea Party activists rebuked the national party, saying it hadn’t earned the right to the tea bag message. But the Tea Party paid huge electoral benefits to the House GOP in 2010, as it swept out Democrats and swept in scores of relatively unknown far-right conservatives, some of whom would scorn their own leaders as much as the Democrats. The steady march to the modern House Republican Conference had begun. The ramifications of the far-right bargain for congressional Republicans quickly became clear. Cantor was defeated in 2014, and Speaker John Boehner, dogged by hard-line conservatives he branded “knuckleheads,” resigned in 2015. In 2018, Speaker Paul Ryan, Boehner’s successor and the party’s vice-presidential nominee in 2012, had his fill of clashes with President Donald Trump — who aligned himself with the Tea Party in its early days — and chose not to run for reelection. Then Rep. Kevin McCarthy — the last of a trio called the “Young Guns,” with Cantor and Ryan, that once seemed to be the future of the party — fell from the speakership in October.That ended the reign of House Republican speakers who had tried unsuccessfully to weaponize the ultraconservatives in their ranks while holding them at arm’s length. McCarthy’s ouster cleared the way for Johnson, who was chosen only after House Republicans rejected more established leaders, Reps. Steve Scalise of Louisiana and Tom Emmer of Minnesota, who would have easily ascended in the previous era. Despite his unquestioned conservative bona fides, Johnson is already encountering difficulties in managing the most extreme element within his ranks.

Stabbing of Derek Chauvin raises questions about inmate safety By GLENN THRUSH and SERGE F. KOVALESKI

T

he stabbing Friday of Derek Chauvin, the former Minneapolis police officer convicted of murdering George Floyd in 2020, at a special unit inside a Tucson, Arizona, prison is the latest in a series of attacks against high-profile inmates in the troubled, short-staffed federal Bureau of Prisons. The assault comes less than five months after Larry Nassar, a doctor convicted of sexually abusing young female gymnasts, was stabbed multiple times at the federal prison in Florida. It also follows the release of Justice Department reports detailing incompetence and mismanagement at federal detention centers that led to the deaths in recent years of James Bulger, the Boston gangster known as Whitey, and Jeffrey Epstein, who had been charged with sex trafficking. The Bureau of Prisons confirmed that an inmate at the Tucson prison was stabbed around 12:30 p.m. Friday, though the bureau did not identify Chauvin, 47, by name. The agency said in a statement that the inmate required “life-saving measures” before being rushed to a hospital emergency room nearby. The office of Keith Ellison, the Minnesota attorney general who prosecuted the former police officer, identified the inmate as Chauvin. He is likely to survive, according to two people with knowledge of the situation who were not authorized to discuss the incident publicly. On Saturday, the prison remained on lockdown while law enforcement agencies, including the FBI, examined the crime scene and interviewed witnesses. Family visits to the facility have been suspended indefinitely, according to the prison’s website. The Tucson facility where Chauvin was stabbed is referred to as a “dropout yard,” one of several special protective units within the Bureau of Prisons system housing informants, people convicted of sex crimes, former gang members and former law enforcement personnel, among others, according to Joe Rojas, who retired this month as president of the union local representing workers at the Federal Correctional Complex near Coleman, Florida. These specialized facilities — including units in Tucson, Coleman (where Nassar was stabbed), and Terre Haute, Indiana — are supposed to provide an additional measure of safety for high-profile inmates. In turn, such inmates tend to avoid conflicts and disciplinary

It was not clear how Chauvin, who is serving a sentence of just over two decades in federal prison after he was convicted of state murder charges and a federal charge of violating the constitutional rights of Floyd, was assaulted. Nor was it clear why prison officials failed to protect one of the most hated, and vulnerable, inmates in the 160,000-person federal prison system. A bureau spokesperson did not respond to requests for comment. Chauvin, who is white, killed Floyd, who was Black, by kneeling on his neck for 9 1/2 minutes while he lay handcuffed on the street. The incident set off the largest protests of a generation and led to calls to reform or defund the police. Chauvin negotiated a plea deal with prosecutors in his federal case, in part, to serve his sentence in a federal prison, which his legal team considered safer than a state prison. Before his federal deal, Chauvin was serving a state sentence in solitary confinement for 23 hours each day in Minnesota. State prison officials said at the time that Chauvin had been isolated because of concerns for his safety. Ellison expressed concerns about the level of protection on the former officer. “I am sad to hear that Derek Chauvin

was the target of violence,” Ellison, who was informed by federal officials of the attack late Friday, said in a statement. “He was duly convicted of his crimes and, like any incarcerated individual, he should be able to serve his sentence without fear of retaliation or violence.” While the specific details of the attack on Chauvin are not yet known, they appear to fit into a pattern of other attacks documented by Michael E. Horowitz, the Justice Department’s inspector general, who has issued two reports in the past year calling upon the prison bureau to improve procedures and oversight of highprofile inmates. In December last year, Horowitz issued a scathing 65-page report on the death of Bulger at the federal prison in Hazelton, WestVirginia, detailing “staff and management performance failures; bureaucratic incompetence; and flawed, confusing, and insufficient policies and procedures,” that allowed inmates to fatally beat the 89-year-old with a padlock hours after he had been transferred into the general population. In June, the inspector general concluded a yearslong probe into the death of Epstein, a well-connected financier who was found dead in a cell with a bedsheet tied around his neck in 2019, disclosing a similar pattern of lax management and missteps. While the inspector general’s office confirmed the department’s determination that Epstein had killed himself, the report

described a remarkable, at times unexplained, succession of circumstances that made it easy for him to take his own life. For example, the jail’s staff members allowed Epstein to hoard extra bedding and clothing, even though he had tried to hang himself earlier. “The combination of negligence, misconduct and outright job performance failures documented in this report all contributed to an environment in which arguably one of the B.O.P.’s most notorious inmates was provided with the opportunity to take his own life,” Horowitz’s report said. Theodore Kaczynski, the man known as the Unabomber, who killed three people and injured 23 in a bombing rampage from 1978 to 1995, died by suicide in June at a federal prison medical center in North Carolina. Nassar, who is serving a sentence of up to 60 years, was attacked by an inmate wielding a homemade weapon in a common area of a specialized protective unit at the U.S. Penitentiary Coleman II. Bulger, Epstein and Nassar were all assigned to the federal prison complex in Tucson at one time or another. Bureau of Prison officials have struggled to cope with an exodus of staff — particularly among corrections officers and medical workers — who are able to find better-paying, lower-stress jobs in the private sector, a factor Horowitz acknowledged in the Bulger and Epstein reports. In many instances, prison officials have been forced to staff guard shifts with teachers, case managers, counselors, facilities workers and even secretaries. Colette Peters, the director of the Bureau of Prisons, said in an interview earlier this year that filling vacancies “is our No. 1 priority,” even as she tackles a host of other issues, including the sexual abuse of female prisoners and staff members, the overuse of solitary confinement and an increase in suicides. It is not clear if any of those issues played a role in the attack on Chauvin. But Richard Hernandez, a corrections officer who serves as president of American Federation of Government Employees Local 3955, which represents the staff at Tucson, said chronic staffing problems “have had an impact on the overall functioning” of prisons, including at Tucson. The targeting of Chauvin is likely to increase scrutiny of the bureau even as the national debate over police reform continues to play out.

, the social media company formerly known as Twitter, could lose as much as $75 million in advertising revenue by the end of the year as dozens of major brands pause their marketing campaigns after its owner, Elon Musk, endorsed an antisemitic conspiracy theory this month. Internal documents viewed by The New York Times this week show that the company is in a more difficult position than previously known and that concerns about Musk and the platform have spread far beyond companies including IBM, Apple and The Walt Disney Co., which paused their advertising campaigns on X last week. The documents list more than 200 ad units of companies from the likes of Airbnb, Amazon, Coca-Cola and Microsoft, many of which have halted or are considering pausing their ads on the social network. The documents come from X’s sales team and are meant to track the impact of all advertising lapses this month, including those by companies that have paused and others that may be at risk of doing so. They list how much ad revenue X employees fear the company could lose through the end of the year if advertisers do not return. On Friday, X said in a statement that $11 million in revenue was at risk and that the exact figure fluctuated as some advertisers returned to the platform and others increased spending. The company said the numbers viewed by the Times were either outdated or represented an internal exercise to evaluate total risk. The advertising freezes come during the final three months of the year, which is traditionally the social media company’s strongest quarter as brands run holiday promotions for events such as Black Friday and Cyber Monday. In the last three months of 2021 — the last year the company reported fourth-quarter earnings before Musk took over — the company recorded $1.57 billion in revenue, of which nearly 90% came from advertising. Since Musk’s $44 billion acquisition of Twitter last year, some brands have been hesitant to advertise on the platform, concerned with Musk’s behavior and content moderation decisions, which have led to a rise in incendiary and hateful content. U.S. advertising on the platform is down nearly 60% this year, prompting the company to try to woo back advertisers in an effort that CEO Linda Yaccarino is spearheading. X is also campaigning for advertisers to return during the holiday period to make up for revenue shortfalls earlier in the year. The documents, however, reveal that has not been going to plan. Hamas and Israel complete 3rd exchange of hostages for prisoners By VIVIAN YEE and ISABEL KERSHNER

H

amas released 17 more hostages Sunday, including one American — Avigail Idan, who turned 4 on Friday — and said it would seek to extend a temporary cease-fire with Israel after the current four-day pause is over. Under the deal reached last week, the cease-fire began Friday and is slated to continue into Monday. It is the longest break in fighting in the Gaza Strip since Oct. 7, when gunmen from Hamas and other militant groups launched a deadly attack on southern Israel. Israel has said that it is prepared to grant another day’s pause for every 10 hostages Hamas releases beyond the 50 outlined in the agreement, but the Palestinian group, which controls Gaza, had not previously responded to the offer publicly. The statement by Hamas came hours after the Israeli prime minister’s office said 14 Israelis, including nine children, and three foreigners had been released on the third day of the agreement, under which both sides agreed to exchange Israeli hostages for Palestinian prisoners and detainees. Avigail, the 4-year-old, a dual Israeli and U.S. citizen, and the others released Sunday were among roughly 240 people taken to Gaza as hostages by Hamas and its allies Oct. 7, according to Israeli officials. “Thank God she’s home,” U.S. President Joe Biden said of Avigail. Under the deal announced last week, Hamas agreed to free at least 50 hostages, all women and children, while Israel would release from its prisons 150 Palestinian women and minors, some of whom were detained for violent crimes. Hamas had previously also released 10 Thai citizens and one Filipino. On Sunday night, Hamas released a statement saying that it “seeks to extend the truce after the four-day period ends.” In a positive indication of Israel’s continued openness to the idea of extending the truce, Prime Minister Benjamin Netanyahu issued a video statement soon after the Hamas statement in which he noted that there was already an outline for the possibility of freeing an additional 10 hostages for each additional day of truce, adding that he would welcome that. Just a day earlier, there were fears the agreement could be in peril: Hamas threatened Saturday to postpone the second trade, claiming that Israel had reneged on parts of the agreement. But after an hourslong delay, the exchange went ahead with Hamas handing over 13 Israeli hostages, and Israel releasing 39 Palestinian prisoners and detainees. An extended cease-fire could create more opportunities for other countries, particularly the United States, to pressure Israel to scale back its military goals. The freed hostages have not spoken directly to the news media and most are still being treated in private areas of Israeli hospitals. Much of the information about

Relatives who have spoken or met with some of the released hostages said all seemed to have spent their weeks in captivity totally cut off from the outside world, and to have returned thinner. “They were eating, but not regularly and not all of the time,” said Merav Mor Raviv, a cousin of Keren Munder, 54, who was released Friday along with her son, Ohad Munder-Zichri, 9, and her mother, Ruth Munder, 78. “They ate a lot of rice and bread,” Raviv said, adding that Keren told her that both she and her mother had lost about 6 to 8 kilograms, or 13 to 18 pounds. Raviv related that the Munders had slept in a reception room on improvised benches they fashioned by pushing three chairs together, and that when they wanted to go to

the bathroom they would have to knock on a door and wait — sometimes for up to two hours. Adva Adar’s grandmother, Yaffa Adar, 85, was among the hostages released Friday. She noted that her grandmother had lost weight and was aware that she had been held for nearly 50 days because she had kept count. Raviv and Adva Adar spoke to reporters Sunday via a video call organized by the Hostages and Missing Families Forum, a nongovernmental group set up to support the hostages and their families, and Media Central, an Israeli nonprofit group that provides services to journalists. In an indication of how isolated the hostages were, Raviv said, Ruth Munder learned only after being released that her son, Roi, had been killed during the Oct. 7 assault.

amas released a second group of 13 Israeli hostages Saturday as part of a cease-fire deal, a day after it released another 13. Saturday’s group of Israelis — all women and children — included six members of an extended family from the ravaged Israeli border village of Be’eri, all of whom were kidnapped during Hamas’ Oct. 7 terror attack in Israel. Here’s what we know about the Israelis released Saturday. Shoshan Haran, 67 Shoshan Haran was taken hostage from Kibbutz Be’eri along with another six members of her extended family. Her husband, Avshalom Haran, was killed in the Oct. 7 assault, as was her sister, Lilach Kipnis, a psychologist and peace activist, and her husband, Evyatar Kipnis, 65. The body of Evyatar Kipnis’ caregiver, Paul Castelvi, was found in a nearby forest. The extended family, all residents of Be’eri, had been celebrating the Jewish holiday of Sukkot at Shoshan Haran’s home when the village was struck. Sharon Avigdori works with people on the autism spectrum and lives in Hod Hasharon, in central Israel. Her husband, Hen Avigdori, and their son Omer, 16, had stayed home that weekend. Hen Avigdori, a television writer, told The Jerusalem Post this month that he was “a man on a mission” to bring back his wife and daughter. He said his wife’s work “changes the world.” He described his daughter as a young socialite and a top student. “She likes learning, she is hilarious, she has a very sarcastic sense of humor; she cracks me up,” he said. Emily Hand, 9 Emily Hand, an Irish Israeli, was kidnapped from a sleepover at a friend’s house in Kibbutz Be’eri and turned 9 while in captivity. Her family initially believed she had been killed in the attack but was later informed that she was kidnapped. Her older sister, Natalie Hand, told Israel’s Channel 12 that the family had cried for Emily when it was informed she had been killed. “We were told that she had been murdered; we were in mourning,” she said. Then, “on Oct. 31, they told us that it was highly likely that she had been abducted.” Speaking at a news conference at the Israeli Embassy in London recently, her father, Thomas Hand, said, “I’m going to pull every little string that I can for my own daughter, and hopefully that helps the rest as well.”

The clearest lesson of Javier Milei’s thumping victory By ROSS DOUTHAT

T

he election of Javier Milei, a wild-haired showboating weirdo with five cloned mastiffs and a habit of psychic communion with their departed pet of origin, as president of Argentina has inspired a lot of discussion about the true nature of right-wing populism in our age of general discontent. Milei has many of the signifiers of a Trumpian politics: the gonzo energy, the criticism of corrupt elites, the rants against the left, the support from social and religious conservatives. At the same time, on economic policy he is much more of a doctrinaire libertarian than a Trump-style mercantilist or populist, a more extreme version of Barry Goldwater and Paul Ryan rather than a defender of entitlement spending and tariffs. Whereas the party that he defeated, the Peronist formation that has governed Argentina for most of the 21st century, is actually more economically nationalist and populist, having ascended in the aftermath of the 2001 financial crisis that ended Argentina’s most notable experiment with neoliberal economics. You can interpret the Trump-Milei divergence in several ways. One reading is that the style of right-wing populism is the essence of the thing, that its policy substance is negotiable so long as it puts forward figures who promise national rebirth and embody some kind of clownish, usually masculine rebellion against the norms of cultural progressivism. Another reading is that, yes, the policy is somewhat

negotiable but there are actually deep ideological affinities between right-wing economic nationalism and what might be called paleolibertarianism, despite their disagreement on specific issues. In American terms, this means that Trumpism was anticipated in different ways by Ross Perot and Ron Paul; in global terms, it means that we should expect the parties of the populist right to move back and forth between dirigiste and libertarian tendencies, depending on the economic context and political winds. Here is a third interpretation: While popular discontents have undermined the neoliberal consensus of the 1990s and 2000s all across the developed world, the age of populism is creating very different alignments in the Latin American periphery than in the Euro-American core. In Western Europe and the United States, you now consistently see a center-left party of the professional classes facing off against a populist and working-class coalition on the right. The center-left parties have become more progressive on economic policy relative to the era of Bill Clinton and Tony Blair, but they have moved much more sharply left on cultural issues while retaining their mandarin and meritocratic leadership, their neoliberal flavor. And they have mostly been able to contain, defeat or co-opt more radical left-wing challengers — Joe Biden by overcoming Bernie Sanders in the 2020 Democratic primaries, Keir Starmer by marginalizing Corbynism in Britain’s Labour Party, Emmanuel Macron by forcing French leftists to cast a lesser-of-two-evils ballot in his favor in his runoffs against Marine Le Pen. The populist right, meanwhile, has often found success by moderating its libertarian impulses in order to woo downscale voters away from the progressive coalition, yielding a right-of-center politics that usually favors certain kinds of protectionism and redistribution. That could mean a Trumpian defense of entitlement programs, the halfhearted attempts by Boris Johnson’s Tories to invest in the neglected north of England or the spending on family benefits that you see from Viktor Orban in Hungary and the recently unseated populist coalition in Poland. You can imagine the gulf between these two coalitions keeping the West in a state of simmering near crisis — especially with Trump’s crisis-courting personality in the mix. But you can also imagine a future in which this order stabilizes and normalizes somewhat and people stop talking about an earthquake every time a populist wins power or democracy being saved every time an establishment party wins an election. The situation is quite different in Latin America. There the neoliberal consensus was always weaker, the center more fragile, and so the age of populist rebellion has created a clearer polarization between further left and further right — with the left culturally progressive but usually more avowedly socialist than Biden, Starmer or Macron and the right culturally traditional but usually more libertarian than Trump, Orban or Le Pen. The new alignment in Argentina, with its libertarian revolutionary overcoming a populist-nationalist left, is

one example of this pattern; the contest between Luiz Inácio Lula da Silva and Jair Bolsonaro in Brazil last year was another. But the recent swings in Chilean politics are especially instructive. In the early 2010s Chile seemed to have a relatively stable political environment, with a centerleft party governing through a market-friendly Constitution and a center-right opposition at pains to distance itself from the Pinochet dictatorship. Then popular rebellions cast this order down, creating a wild yaw leftward and an attempt to impose a new left-wing Constitution that yielded backlash in its turn — leaving the country divided between an unpopular left-wing government headed by a former student activist and a temporarily ascendant right-wing opposition led by a Pinochet apologist. In each case, relative to the divides of France and the United States, you see a weaker center and a deeper polarization between competing populist extremes. And if the question for Latin America now is how stable democracy itself will be under such polarized conditions, the question for Europe and America is whether the Argentine or Chilean situation is a harbinger of their own futures. Perhaps not immediately but after a further round of populist rebellions, which could await beyond some crisis or disaster or simply on the far side of demographic change. In such a future, figures like Biden and Starmer and Macron would no longer be able to manage governing coalitions, and the initiative on the left would pass to more radical parties like Podemos in Spain or the Greens in Germany, to Alexandria Ocasio-Cortezan progressives in the U.S. Congress, to whatever kind of politics emerges from the encounter between the European left and the continent’s growing Arab and Muslim populations. This would give the populist right an opportunity to promise stability and claim the center — but it would also create incentives for the right to radicalize further, yielding bigger ideological swings every time an incumbent coalition lost. Which is, in a way, the clearest lesson of Milei’s thumping victory: If you can’t reach stability after one round of populist convulsion, there’s no inherent limit on how wild the next cycle of rebellion might get.

AYAMÓN – La secretaria interina del Departamento de Asuntos Lisoannette González Ruiz dijo el viernes que hubo una cantidad mayor de aviso de multas en comparación con el año pasado, como parte de las inspecciones a las Ventas del Madrugador. “Por anuncio engañoso, hubo una joyería que tenía un letrero de un 50 por ciento y cuando los consumidores llegaron, en realidad no había productos al 50 por ciento. Falta de rotulación y la falta de tablas de descuentos de los productos”, dijo la secretaria en conferencia de prensa.

Al momento, van 12 multas emitidas en las regiones de Ponce (dos multas), Mayagüez (5 multas), Arecibo (una multa), San Juan (tres multas) y Caguas (una multa). El aviso de multa va desde mil hasta 10 mil dólares. Todavía el proceso no es final y firme, aunque la secretaria expresó que en la mayoría de los casos que se avisa la multa, la agencia se sostiene en la infracción. En año pasado se emitieron dos multas. Entre los artículos mas solicitados en esta Venta del Madrugador fueron los televisores, las computadoras, consolas de videojuegos, algunos productos de ferretería y bocinas portátiles.

Por su parte, el presidente de la Asociación de Comercio al Detal, José “Pepe Ganga” González mencionó que la estrategia de ampliar el tiempo de venta especial fue positiva para los consumidores y el comercio. “Bueno, ya de hace como, básicamente desde la pandemia hacia acá, el comercio en general, en vez de enfocarse en tener todas las ofertas en un solo día, o las mejores ofertas en un solo día, donde se creaban aquellos tumultos de gente en las tiendas o en los centros comerciales, pues se ha ampliado el tiempo de estas ventas”, expresó González.

AN JUAN – Las autoridades detuvieron el sábado a 12 migrantes polizones que se encontraban en una barcaza que entraba al puerto de San Juan. “No puedo enfatizar suficiente lo peligroso que es tener polizones a bordo o que salten de una barcaza en movimiento”, dijo el capitán Robert Pirone, comandante interino del Sector San Juan de la Guardia Costera en declaraciones escritas. Luego de recibir una confidencia, los oficiales encontraron en la barcaza a nueve personas, uno de ellos no respondía. Supuestamente, otros tres polizones del grupo saltaron al agua durante el tránsito del buque justo en la entrada del puerto de San Juan. Los vigilantes de la Guardia Costera dirigieron a las unidades de la Guardia Costera en la escena para

buscar a los tres polizones reportados en el agua, mientras una unidad de las Fuerzas Unidas de Acción Rápida Acción (FURA) también respondió para ayudar. Poco después, las autoridades de la Patrulla Fronteriza detuvieron a dos de los polizones que lograron nadar hasta la orilla, mientras que el polizón restante fue rescatado del agua por un equipo de la Estación de la Guardia Costera de San Juan. La persona con problemas médicos fue transportado a un hospital y los restantes fueron llevados a las oficinas de San Juan para el proceso de deportación. Desde el 1 de octubre de 2023 hasta el 31 de octubre de 2023, la Guardia Costera ha llevado a cabo nueve interdicciones de viajes irregulares de migración ilegal en el Pasaje de Mona y aguas cercanas a Puerto Rico.

Durante este período, se interceptaron 206 ciudadanos no estadounidenses, incluyendo 201 dominicanos y cinco haitianos. Desde el 1 de octubre de 2022 hasta el 30 de septiembre de 2023, la Guardia Costera ha llevado a cabo 67 interdicciones de viajes marítimos irregulares de migración ilegal en el Paso de Mona y aguas cercanas a Puerto Rico.

‘Napoleon’ review: A lumpy, grumpy little man By MANOHLA DARGIS

W

hen he was in his mid-20s and first visited the studio where he would later shoot “Citizen Kane,” Orson Welles is said to have likened the movies to the best electric train set a boy could have. Welles is a defining inspiration for Ridley Scott, who is best known for monumentally scaled historical epics including “Gladiator” and “Kingdom of Heaven.” In these movies as well as in his latest spectacle, “Napoleon,” Scott plays, to push Welles’ metaphor further, with the biggest train sets conceivable — giant, beautiful, gleaming machines that can, by turns, transport and overwhelm you. He’s a heavy metal guy. “Napoleon” is a very big movie, as you would expect given that it follows its title subject from the bloody delirium of the French Revolution to battlefields across Europe, Africa and, catastrophically, into Russia. More startling, however, is that the movie is also often eccentric and at times eccentrically funny. You expect refined craft and technique from Scott and the pleasures of spectacle filmmaking at its most expansive. You expect heft, seriousness, not snort-out-loud humor, which I guess explains why, while watching the movie, I flashed on Karl Marx’s axiom about history being first tragedy and then farce. It opens in Paris amid that convulsion of violence called the Terror, with surging, shouting crowds and the metallic hiss of the falling guillotine blade. Aristocrats are losing their heads (Scott re-creates one execution with gory verisimilitude), and Napoleon Bonaparte — a mesmerizing, off-kilter, lumpish Joaquin Phoenix — will soon profit from the chaos. Before long, the story has jumped forward and now Napoleon is in the southern French port city of Toulon, where he strategically routs the Anglo-Spanish fleet that has taken the city. Scott establishes Napoleon’s early rise to power with bold imagery and brusque narrative economy, vividly setting the historical moment with scenes from both inside the corridors of revolutionary power — enter Robespierre — and the surging anarchy out in the streets. Napoleon’s rise at this point is largely facilitated by politician Paul Barras (Tahar Rahim), a silky operator with the pacific mien of a patiently lurking predator and an inescapable aristocratic hauteur. Everyone addresses one another as Citizen, which, in Barras’ case comes across as the 18th-century version of performative political correctness. Together, Barras and Napoleon consolidate their positions. Exit Robespierre. Joséphine (a fine Vanessa Kirby) makes her entrance soon after, catching Napoleon’s notice (her decolletage helps) and ushering in the story’s second plotline. A widow who-

It’s not at all clear what she actually sees in Napoleon, other than his uniform, growing reputation and obvious interest in her. She’s (relatively) poor for a society woman and has children, so desperation plays a role, although the movie suggests that what Joséphine truly sees is power. The war scenes are extraordinary, vigorous, harrowing and rightly grotesque. The tremendous scale of some of these battles helps give them their visceral power, as does Scott’s complex staging and use of masses of human actors and horses. With cannon blasts, bursts of smoke and the sights and sounds of armies of men thundering over fields toward their deaths, he conveys the frenzy of war, its heat and terror. As the fighting grimly continues, and the body count mounts, the absolute waste of it all becomes overwhelming, which is, I imagine, why Scott seems so uninterested in Napoleon’s vaunted military genius. “Napoleon” is consistently surprising partly because it doesn’t conform to the conventions of mainstream historical epics, which is especially true of its startling, adamantly unromanticized title character. (The movie also doesn’t always conform to the historical record, and some may take issue with the portrayal of the Battle of Austerlitz.) In the early scenes, Napoleon seems to be another of Phoenix’s taciturn, unnervingly volatile, enigmatically damaged, violent men. The difference is that this Napoleon, with his bloat, scowls and consuming needs, often resembles nothing as much as an angrily petulant baby, one whose cruelty and pathological vanity make the horror he unleashes unnervingly familiar. — ‘Napoleon’: Rated R for intense scenes of war. A

fter three years of buddy banter and watching the same movies over and over, astronauts Adam and Jane, marooned on a busted ship, accept the fact that they won’t get back to Earth and finally give in to their mutual attraction. Of course that’s when their navigation system starts working again, enabling them to return home — where their spouses are waiting. Uh-oh. Does it count as cheating if you thought you were doomed? Anthony Mackie (recently seen in the “Twisted Metal” series) and Zoë Chao (“Party Down”) convincingly, playfully connect as both sparring partners and lovers, and pairing them in a romantic comedy of the sci-fi persuasion was a felicitous move. While the story is relatively straightforward, director Kristian Mercado puts a fun twist on it: The ship is cartoonishly designed, with flat surfaces that often look drawn, while everything on Earth is filmed in a naturalistic manner. This suggest that the space sexcapades were not part of “real” life. But what if they led to feelings that are simultaneously grounded and lightheaded? Never mind where Adam and Jane are: You are likely to find yourself rooting for them, which is a good rom-com’s ultimate ob-

Most of French-Burkinabé director Cédric Ido’s film takes place before a freak alignment of all eight planets in the solar system. Nobody knows exactly what will happen, but everybody is on edge. Don’t try this on vacation: Learning from other travelers’ mistakes By DEREK M. NORMAN

S

ometimes the most effective lessons sting a bit. For Nadia Caffesse, that pain came in the form of a number of tiny needles lodged in her hands, forearms and chest. In September 2006, Caffesse, now 45, and her family were driving through Big Bend National Park in Texas, where she found herself admiring the native blind prickly pear cactuses jutting out along the rocky roadside. One of them would make a nice addition to her garden, she thought, so she decided to ask her family to pull over so she could pick one. She was violating a cardinal rule when visiting a national park: Take only memories and leave only footprints. “They aren’t just pretty words,” she said. “They are a poetic threat.” She knew she’d made a mistake the second she grabbed the paddle of the cactus. “The pain was instant, searing and, because of the diffuse nature of all those tiny needles, unrelenting,” Caffesse recalled. She finished her day not with a souvenir to take home, but with red, swollen arms and an enduring respect for the rules. We often hear of tourist misbehavior, some egregious and some innocent, drawing public outrage. This year alone, a man was recorded carving his and his girlfriend’s name into a wall at the Roman Colosseum; children in England defaced a more than 200-year-old statue with bright blue crayon; and in Paris, the opening of the Eiffel Tower was delayed one morning after security officials said they had found two American tourists sleeping in the monument overnight. In an effort to help future travelers learn from others’ mistakes, The New York Times asked readers to share examples of instances in which they’ve committed a travel foul or have acted against good tourist etiquette and, maybe, their better judgment. In the more than 200 submissions we received, one consistent theme emerged: There are lessons here. Uninvited guests

We’ve all seen misbehavior while traveling, but every misstep can lead to a lesson. (Richard A. Chance/The New York Times) Maybe you’ve noticed while crossing international borders just how strict authorities can be about bringing in produce or agricultural goods. Jennifer Fergesen, a 29-year-old food writer from New Jersey, was on a monthslong trip to various countries after finishing her master’s degree several years ago. On her way back from the Philippines, she had a layover for a couple of days in Austria. She decided to bring some fruit with her from Manila — a bag full of mangoes and mangosteens — to have for breakfast once she arrived at the hostel in Vienna. Fergesen conducted a quick Google search and perused an official European Union travel website, concluding that bringing a few pieces of fruit for personal consumption would be fine. But she didn’t expect company at breakfast. “As I cut open the last mangosteen, I noticed something white under the upper leaves,” Fergesen said. “When I touched it, countless baby spiders ran in every direction across the breakfast room. I crushed the mother spider but couldn’t find a single baby.”

She followed Austrian agricultural news for a year afterward, she said, “looking for word about a new invasive spider.” A drop in the dark Humans, unlike runaway baby spiders, can hire tour guides to help them find their way. And if you happen to be exploring dark, underground burial sites, it might be worth tracking one down. In the early 1980s, Michael Koegel, 64, then studying abroad in England, found himself in Rome with a few friends. Near the Appian Way, an ancient Roman road, they discovered an entrance to some catacombs and decided to explore. As the friends marched single file into the dark, illuminated by the dim glow of their cigarette lighters and a candle they’d found, they could hear, but not see, a tour somewhere in the distance. All was going smoothly until one friend, who was directly in front of Koegel and holding the candle, suddenly vanished.

“I heard the rush of gravel and a sickly thud,” Koegel recalled. “Afraid to move, I thrust my lighter into the darkness, but saw nothing. I called out his name several times but got no response.” Finally after several tense minutes, they heard a muffled, “I’m OK.” The friend had fallen about 8 feet down, Koegel said. Thankfully, his injuries were minor. “Being naïve is not an excuse for bad behavior,” Koegel said. “I was let loose in Europe for nearly a year at a very young age and felt invincible and above the law.” Planter’s punch Most readers’ confessions involved breaking rules, but a few travelers got tangled up trying to be good. It turns out that sometimes being overly polite can have consequences, too. When Laurel Thurston, a lawyer from California, traveled to Paris one summer in the 1990s, every night the hotel host would generously offer her a complimentary, “but undrinkable” aperitif, which she stealthily disposed of in a nearby plant, so as to not offend her host. What Thurston did not know, she said, was that this particular plant was a rare specimen, nurtured for two generations. “Ten nights in, the plant was noticeably fading, to the host’s baffled consternation,” she recalled. “Whoops!” Thurston kept mum about the plant’s boozy new diet, but tried to make up for it by tipping extravagantly, she said. least we can do is accept their advice. In 2007, John Rapos, 59, and his husband were in Morocco and on their way to the village of Aït-BenHaddou, a UNESCO World Heritage site a few hours from Marrakech. Somehow, they veered off the not-soclearly-marked road and found themselves driving their rental car in a dry gravel riverbed. “Several kids started chasing our car, and we thought they were being aggressive so we rolled up our windows and tried to ignore them,” Rapos recalled. “It turns out they were just trying to direct us back to the road.” Once Rapos and his husband understood that the children were gesturing at them to turn around, they were able to find their way back to the correct course. “I’m not sure I have great lessons for other travelers, but I think for me, travel experiences can be enhanced by being a little more open to people than I normally am,” Rapos said. And a more practical lesson Rapos learned from the experience: “If the road doesn’t seem right, it probably isn’t.” Sometimes the stars align On rare occasions, our embarrassing misadventures lead to life changes, not just life lessons. A couple of years ago, Lindsay Gantz, a 28-yearold nurse from Buffalo, New York, hit it off with her tour guide while zip lining in Monteverde, Costa Rica. After spending the day together, the two went to dinner. Afterward, they rode on his motorcycle to what they thought was a secluded field to stargaze. In the passion of the moment, the splendor of the cosmos gave way to more earthly pleasures. “We didn’t realize that the location was not so secluded until the police lights were shining down on us in a somewhat compromised position,” Gantz recalled. “Apparently there were neighbors nearby who overheard us.” The police were understanding, she said. They took the young lovers’ information and asked them to leave the property. Now, she said, she is “extremely respectful and mindful” of laws in Costa Rica, and elsewhere. Oh, and that charming zip line tour guide? He’s now her husband. Making amends While many travel mistakes are harmless and made without bad intention, some can be more serious — even criminal. We received some anecdotes describing instances in which someone took something from an archaeological or historical site or inherited such an artifact from a family member. (We won’t name names; you know who you are.) And it raised a question: How can I return something that was taken, and will I get into trouble? It depends on the circumstances under which it was taken, the value of the object and why it was taken, said Patty Gerstenblith, a law professor at DePaul University and director of its Center for Art, Museum & Cultural Heritage Law.

Zip lining in Costa Rica. If you are in the United States and want to return an item, a good first step is to contact the branches of U.S. law enforcement that deal specifically with art, cultural heritage and antiquities, Gerstenblith said. For example, the FBI has a team that investigates art related crimes, and the Department of Homeland Security has a Cultural Property, Art and Antiquities Program that specializes in investigating crimes related to looted or stolen cultural property. U.S. law enforcement could help facilitate the transport and return of any objects, as well as communicate with foreign governments. It may be tempting to mail back an improperly acquired object with no return address or drop it off outside an embassy or a consulate, but neither strategy will guarantee anonymity, Gerstenblith said. Hiring a lawyer could help ease any legal consequences. “People may be fined,” said Gerstenblith. “I don’t know how often people go to prison for that sort of thing. And a lot has to do with whether their goal is commercial. If they pick up something with the goal of selling it, they’ll be treated more harshly than somebody who puts it in their pocket and takes it home.” There are reasons that removing items from important sites carries consequences, Gerstenblith said. “Everybody thinks essentially that they’re an exception, that their doing one little thing isn’t hurting the bigger picture,” she said. “But the truth is, it is. Because then everybody else thinks they can do it, too. And if 1,000 people come and they each pick up a stone off the site, or out of a national park, pretty soon there’s nothing left.” But even as we make mistakes while traveling, the silver lining is that hopefully, we learn something valuable from the experience, or even better, it gives us a

profound new perspective — which is, after all, one reason we travel at all. “We love a keepsake from beyond the gift shop because it somehow feels more real,” said Caffesse, the traveler whose coveted prickly pear cactus souvenir certainly felt real. But Caffesse realized that if she had succeeded in bringing home the cactus, it would have lost what made it so special to her in the first place. It’s better, she said, to just leave the things that delight us exactly where they are.

Willie Hernández, relief pitcher who had a banner 1984, dies at 69 By RICHARD GOLDSTEIN

W

illie Hernández, who won the American League’s Most Valuable Player Award in 1984 when his brilliant relief pitching helped propel the Detroit Tigers to a World Series championship, died last Monday in Sebring, Florida. He was 69. His death was announced by the Tigers. His wife, Dulce Carrasco, told the Puerto Rican newspaper Primera Hora that he had experienced heart problems for many years. Hernández, a left-hander, also won the Cy Young Award as the AL’s leading pitcher in 1984. He was the fourth American League pitcher and seventh pitcher overall to win both the Cy Young and MVP laurels, which are voted on by the Baseball Writers’ Association of America. “It’s unbelievable, winning these two awards in the same year for a relief pitcher,” he told The New York Times on winning the MVP honor. Hernández led major league pitchers in appearances (80) and games finished (68) in 1984, when he posted a 9-3 record with a 1.92 earned run average. He had 32 saves in 33 chances after tallying a total of only 27 saves in his seven previous seasons. The 1984 Tigers finished 104-58 in the regular season, then swept the Kansas City Royals in the American League Championship Series and defeated the San Diego Padres, 4-1, in the World Series. Hernández appeared in three games in the World Series and had saves in two of them. He yielded just one run and four hits in 5-1/3 innings. He earned the final out of the clinching Game 5, getting Hall of Famer Tony Gwynn to hit a soft fly to left field. Hernández became only the third pitcher in major league history, after Sandy Koufax and Denny McLain, to win the Cy Young and MVP awards and appear with World Series champions in the same season. He was an All-Star in 1984 and the two seasons that followed. Guillermo Hernández Villanueva was born Nov. 14, 1954, in Aguada, Puerto Rico, the seventh of eight children. His father, Dinicio, worked in a sugar cane factory, and his mother, Dominga, was a house-

After pitching in the Phillies’ and Chicago Cubs’ minor league systems, Hernández made his major league debut with the Cubs in April 1977. He became their leading relief pitcher in 1982. Hernández began the 1983 season with the Cubs but was traded to the Phillies in May. He helped take them to the National League pennant and appeared in three games in the 1983 World Series without giving up a hit, although they lost to the Baltimore Orioles in five games. The Phillies traded him to the Tigers in March 1984, and he went on to enjoy his marquee season, concentrating on a cut fastball, which pounded right-handed batters inside, and a screwball. Hernández pitched for the Tigers through the 1989 season. In his 13 major league seasons, he appeared in 744 games, 733 as a relief pitcher. He compiled a winloss record of 70-63 with a 3.38 earned run average, 788 strikeouts and 147 saves. After retiring from baseball, he operat-

World Series champion.” On April 4, 2019, Hernández returned to Detroit to throw the ceremonial first pitch at the Tigers’ home opener to commemorate the 35th anniversary of their winning the 1984 World Series. The team has not won a championship since then. Hernández had two sons, Guillermo and Xavier, from his first marriage, to Carmen Rivera, which ended in divorce. Apart from his second wife, a list of survivors was not immediately available. Alan Trammell, the Hall of Fame shortstop and Hernández’s longtime Tigers teammate, said in a statement, “I will never forget our team’s celebration together on the mound after he recorded the final Hernández in 1978, when he played for the Chicago Cubs. Baseball flourishes in Colombia’s capital. But not because of Colombians. By JAMES WAGNER

B

aseball is not popular in Colombia. Except on the Caribbean coast, soccer dominates. In Bogotá, the capital, many know very little about “béisbol.” And the city has only two public baseball fields. But swing by Hermes Barros Cabas baseball stadium on any weekend, and it doesn’t feel that way. On a recent Sunday, five groups of children dressed in their team uniforms filled every corner of the main field. Coaches threw batting practice, while children snagged ground balls or pop flies. Parents shouted words of encouragement or instruction. The smell of coffee and fried snacks wafted behind the bleachers. Most of the people there, though, weren’t Colombian. The vast majority of the 500 players in the Bogotá baseball league are from neighboring Venezuela, where baseball is the most popular sport. As Venezuelans often say, it’s in their blood. “No matter what country I went to, I’d bring my umpiring equipment,” said the league’s head umpire, Pastor Colmenares, 50. When he left Venezuela for Colombia in search of higher paying work in 2017, Colmenares’ only suitcase was filled with his baseball gear. Venezuela’s economic collapse and political repression have created the largest refugee crisis in the Western Hemisphere, and no country in Latin America has seen a bigger influx of Venezuelan migrants than Colombia (an estimated 2.9 million in a country of 52 million). And no Colombian city has been a more popular destination than Bogotá (an estimated 600,000 in a city of nearly 8 million). For many Venezuelans, whose lives were upended in their homeland, they are now facing an uncertain future — and, in some cases, they have been met with a hostile reception by Colombians. For them, the league offers a measure of refuge. “To me, it means hope,” said Félix Ortega, 51, a software consultant who moved to Colombia from Venezuela in 2018, and whose sons, Sebastián, 13, and Rodrigo, 8, play in the league. “My kids maintain that contact with our culture,’’ he continued. “But it’s also a meeting place for all of us. It’s like having a piece of Venezuela here.” The league, in various forms, has been around since 1945 and was mostly made up of Colombians. But that changed in re-

cent years, as more Venezuelans arrived. “We’ve opened the door for them,” said the league’s president, José Francisco Martínez Petro, who is Colombian, adding that the newcomers bring established baseball know-how and have raised the league’s level. Of the amateur league’s nine clubs, each of which fields multiple teams across different age groups, starting at 3 years old, there is one that is distinctly Venezuelan: the Leones. Unlike other teams that are named after Major League Baseball clubs in the United States, the Leones are a nod to the most successful Venezuelan professional team, which not every Venezuelan in Bogotá was a fan of back home. “Once you’re here, it doesn’t matter,” said Gabriel Arcos, a systems engineer who grew up cheering for a Leones’ rival in Venezuela and moved to Bogotá in 2016. “Maybe you don’t like the Leones of Caracas, but like I always say, these are the Leones of Bogotá.” Four years ago, when Iraida Acosta took over as president of the Leones, she said there were only six Venezuelan children. Now, she said, most of its 64 players are Venezuelan. Acosta, 54, said that in 2017, she and her 9-year-old son left their Venezuelan hometown near the Caribbean coast to visit her husband, who had come to Bogotá six months earlier to find work. They ended up staying because the economic opportunities were better. Still, it wasn’t easy. “The culture, although being brother countries, is totally different,” she said, adding later, “I cried a lot when I came here.” When Acosta rode Bogotá’s public buses, she said she avoided speaking so people wouldn’t hear her accent. She said people would use a disrespectful term for Venezuelans in Colombia and mutter, “Go back to your country.” She discovered the baseball league on Facebook, enrolled her son and found a community. She became friends with Colombians who were running the Leones club, and they turned it over to her when family health complications arose. Other Colombians Acosta met through baseball have made her feel welcome. The sport, she said, has provided a common ground. “Without all of the immigration — forced or desired or whatever — we wouldn’t have the quality here that we have now in players and coaches,” said Hernán

Vasquez, who joked that he is now Venezuelan by association given how many he spends time with, is angered that many Colombians have singled out Venezuelans as the source of their country’s problems, such as rising crime rates. “The majority — 99% of the Venezuelans that I know — are professionals who came to work,” he said. Colmenares left Barquisimeto, a city in northwestern Venezuela, six years ago because he said his three jobs — metal worker, umpire and occasionally construction worker — still didn’t provide enough money to adequately feed his family. “When I arrived, my skin was practically stuck to my bones,” he said. At first, Colmenares said he struggled to find a job, going from business to business, offering to do anything. “There was a lot of us looking for work,” he said. “You’d see a lot of, ‘Oh, you’re Venezuelan. No, no, no, we don’t want anything to do with the Venezuelans.’” After finally finding work as a metal worker, Colmenares slowly built a life in Bogotá. His wife and daughter later joined him in Colombia, while another daughter and his son live in Chile. (He hasn’t met his 6-year old granddaughter who was born in Chile.) Colmenares also found his footing in his true passion: umpiring. When he joined the league, he said only one other umpire was Venezuelan. Today, 11 of the 12 are. “The league represents everything for me,” he said through tears. “After my fam-

ily, it’s umpiring.” Others have found a similar haven. When Arcos left Caracas seven years ago because of dwindling opportunities, he arrived in Bogotá by himself. He started working, found an apartment, and his wife and 4-year-old son arrived three months later. They spent their first New Year’s in the city alone. For over two years, they mostly stayed home or explored Bogotá on their own. But one day, en route to play soccer with co-workers, Arcos came upon the league’s baseball field and signed up his son the following week. His family was soon spending every weekend there. Guests for their children’s birthday parties all come from the league. “It completely changed our lives,” Arcos, 34, said. Still, baseball hasn’t been quite the same as back home. Parents have complained that the competition for their children isn’t as good as in Venezuela. The league cannot always field a team for national tournaments, officials said, because Colombian baseball federation rules cap the number of foreign players at 20% of a roster. And unlike in Venezuela where baseball fields are everywhere, the Bogotá league’s stadium is in the center of the traffic-clogged city, and reaching it can take more than an hour each way. When Suleibi Romero Gonzalez cannot get her son Darvish, 11, to practice or games because she is busy running her Venezuelan restaurant, she and another mother take turns taking their children to the field. Romero, 37, a separated mother of three, came to Bogotá alone in 2017, and then brought her family. She and her husband at the time both loved baseball and wanted their oldest son to continue playing. “It’s beneficial because it’s the same group he’s been playing with since they were 5 years old,” she said. Even as many Venezuelans leave Colombia for the United States, the baseball league remains a nexus for the Venezuelan diaspora. Acosta said families who haven’t even left Venezuela yet reach out regularly on social media. The messages, she said, typically say, “‘Hi, I need information. I’m coming to Colombia soon and I want my son to register to play over there.’”
