She also said she would stand by the mayor. “Would you put your hands in the fire for the mayor?” asked a reporter. “Yes.” she responded. “Is he innocent?” the reporter asked. “Yes he is,” Cifre replied. “At any given time before authorities reached Human Resources, were you as a civil servant on the record with Human Resources?” she was asked. “I’m not taking up space, I’m assuming the responsibility of directing this town with the responsibilities that that entails and that we all need to be together, that if we have

House lawmakers urge Senate panel chair to expedite disbursement of funds for nonprofits By THE STAR STAFF

he New Progressive Party minority leader in the island House of Representatives, Carlos “Johnny” Méndez Nuñez, along with Bayamón District Rep.Yashira Lebrón Rodríguez, asked the Senate Finance Committee Chairman Juan Zaragoza Gómez on Thursday to expedite the disbursement of the money granted to nonprofit entities in Puerto Rico. “Nonprofit organizations are the backbone of the service provided to the people,” Méndez said. “It is a platform for direct aid that the government, due to its bureaucratic structure, cannot provide expeditiously. During my journey through public service, I have defended tooth and nail the work these entities do. However, this is the third time that the Popular Democratic Party delegation in
the Senate has delayed, without real justification, the disbursement of the funds that these organizations need to continue operating.” Méndez made his statements in response to calls from hundreds of nonprofit organizations that have had to cut staff due to the uncertainty associated with the disbursement of the allocated funds. “We echo the words of the [former House] speaker,” Lebrón said. “These entities are too important to leave the disbursement of funds to the last minute, as is happening this year, the third time in a row that this has happened, for no reason. The Senate has to act now.” “Our call is to Senator Zaragoza to speed up the process, remembering that in just two weeks, the period for approving measures in this ordinary session ends on Nov. 14,” she
added. “Enough of playing with these entities that are essential to Puerto Rico.” According to Law 113-1996, which creates the Special Joint Commission on Legislative Funds for Community Impact, there must be two field inspectors to review the evaluation process of each entity that requests legislative assistance to contribute to its operations. In the past four years, that number has increased to four. “Doing a titanic job, under unique circumstances in our history such as the impact of hurricanes Irma and Maria in 2017, earthquakes and the COVID-19 pandemic, these inspectors managed to visit the facilities of more than 540 of these organizations,” Méndez pointed out. “Today, some 619 entities have applied. We are at the beginning of November, and nothing has happened.”
Measure to increase tax deduction for education expenses clears Legislature By THE STAR STAFF

he island Legislative Assembly has passed a measure co-authored by Senate President José Luis Dalmau Santiago, which seeks to encourage family savings for the benefit of youth, with an expansion of the deduction allowed by the Internal Revenue Code of Puerto Rico in an educational contribution account. Senate Bill 619, which now goes to La Fortaleza for the governor’s signature, was co-authored by Sen. Migdalia González Arroyo and states that student loan debt in Puerto Rico has reached around $213 million, which causes a financial impact on youth before
completing their degrees. According to the bill’s preamble, “the economic burden represented by student loans causes young people with big dreams and professional aspirations not to be interested in universities, as they do not have the necessary resources …” Faced with this situation, Dalmau Santiago introduced the initiative to grant a tax benefit and promote savings. “This measure will allow us to pay for our children’s education, with tax relief and responsible financial planning, thus reducing the expenses that are allocated for these purposes,” he said. “Likewise, we encourage our young people to choose to enter university
and be much more prepared to face their professional life.” The bill states that the deduction allowed by the Internal Revenue Code has not been changed for 10 years, despite increases in the costs of college education. In the absence of any modification, the measure proposes that the maximum amount allowed as a deduction will not exceed $500 for each beneficiary. Also, for tax years beginning after Dec. 31, 2021, the maximum amount will not exceed $1,000. In cases where more than one relative contributes to the account created for a beneficiary, the amount of the deduction will be according to the amount contributed by the relative depositing it. Sen. C
hild abuse is a tough subject to discuss, and when it comes to sexual abuse against children, the conversation becomes even more difficult. Even though these subjects can make people uncomfortable, it is more than necessary for the government and other organizations to come together and talk about them in order to develop effective policies -- and finding sustainable funding -for preventing child abuse in the first place, intervening in a timely way with active cases, providing maximum support to victims, and implementing effective supervision of people who have been convicted of sexual crimes after their release from incarceration. On Oct. 31, two bills were filed in the House of Representatives related to child sexual abuse, which are: House Bills (HB) 1932 and 1933. While HB 1932 is directed toward supervised release of people who have convicted heinous crimes related to sexual violence, incest, lewd acts, human trafficking, sexual exploitation, child pornography, seduction, and persecution of minors, HB 1933 is directed toward transforming centers that provide rehabilitation for minors who have suffered sexual abuse into a new entity. The two bills seem to be different, but they are both directed toward combating violence against minors. The bills have yet to be approved and have not gone through the process of public hearings yet either; however, as a first step in considering both bills, the island House of Representatives hosted the Summit Against Child Violence on Thursday at the Capitol. The summit included a significant number of public and nonprofit organizations, all gathering together to discuss violence against children and especially sexual violence against children. The Puerto Rico Police Bureau, Peace Coordinator for Women, Justice Health Center, ADFAN, Family Department, Carlos Albizu University, Rape Victim Assistance Center, Center for Integrated Services for Minor Victims of Sexual Abuse, El Sendero de la Cruz, Department of Justice, Institute of Forensic Sciences, Institute of Psychotraumatology of Puerto Rico, Dominican Wom-

Pro-statehood lawyer questions legality of bill allowing foreigners to vote By THE STAR STAFF

ro-statehood lawyer Gregorio Igartúa is urging Gov. Pedro Pierluisi Urrutia to veto the proposed bill that would allow foreign nationals to vote in local elections, arguing it has constitutional problems. House Speaker Rafael Hernández Montañez and other lawmakers filed House Bill 1891 in October allowing foreigners to vote. The measure is now before the Senate, which also has its own version of the bill. Sens. Ana Irma Rivera Lassén and Rafael Bernabe Riefkohl of the Citizen Victory Movement (MVC by its Spanish initials) had filed Senate Bill 1340, which also would allow foreigners residing in Puerto Rico the right to vote in elections. “Currently, foreigners residing in Puerto Rico cannot vote in elections because they do not have U.S. citizen- Pro-statehood attorney Gregorio Igartúa ship. The bill is supported by the Dominican Committee of Human Rights, but Igartúa pointed out that foreign residents have loyalties that may be in conflict with those of the U.S. citizens living in Puerto Rico and which may influence their vote. Igartúa also raised questions as to the bill’s legality. The State Election Commission had asked the House of Representatives to evaluate the application of the current federal provision that establishes a ban on foreigners voting in the election of federal officials, including the resident commissioner.
HUD grants extension for use of recovery funds under CDBG-DR By THE STAR STAFF

Pedro Pierluisi Urrutia and island Housing Secretary William Rodríguez Rodríguez announced on Thursday that the U.S. Department of Housing and Urban Development (HUD) granted an extension for the use of recovery funds under the Community Development Block Grant Disaster Recovery (CDBG-DR) program until Dec. 31, 2029. “Since my administration began, I have made it a priority to expedite the reconstruction on our island. Thanks to the good relationship that my government has had with President Biden’s administration, we have managed to eliminate bureaucratic processes in the use of federal funds, which has allowed us to today have thousands of projects under construction and underway,” the governor said in a written statement. “I thank the federal Housing Secretary Marcia Fudge for working hand in hand with our Secretary William Rodríguez to achieve this extension. We will continue to expedite the projects we have underway and with this news we will ensure the maximum use of the funds available for reconstruction.” The federal government had set a final date for the use of the funds in September 2026. Following a petition presented by the island Housing Department, the extension was granted. Rodríguez stated that “we are grateful to the federal government for this extension that will undoubtedly help us continue the recovery process that we have been successfully leading.” “This new extension is evidence of the federal government’s confidence in the management that this administration is carrying out and places us in a better position to complete
the work of transforming Puerto Rico,” he added. The extension will benefit the projects carried out by municipalities with recovery funds, as well as projects at the state level. After hurricanes Irma and Maria in 2017, the Puerto Rico government had unrestricted access, facilitated by the Biden-Harris administration, to funds in 2021 to continue the implementation of more than 20 different programs approved
in the Action Plan under recovery funds. A few weeks ago, HUD Deputy Secretary Adrianne Todman visited the island to observe first-hand the progress of the recovery work and after being pleased with what she saw, she said she took a positive view of an extension that would give continuity to the reconstruction process. Meanwhile, the CDBG mitigation funds continue with 2032 as the expiration date.

A
Republican-led effort to expel Rep. George Santos of New York failed decisively earlier this week, after a group of lawmakers from Santos’ home state could not persuade nearly enough of their colleagues that his admitted lies and federal indictment were sufficient grounds to oust him. Even as House members condemned Santos for lying to voters and donors about his biography and résumé and apparently falsifying ties to the Holocaust and Sept. 11, many said that expelling him now — nearly a year before his trial is even set to begin — would set a dangerous precedent. With Republicans holding a razor-thin majority that they are loath to imperil, many of them, including Speaker Mike Johnson, chose to defer judgment on Santos’ fate to the conclusion of the criminal case or a continuing House Ethics investigation. But dozens of Democrats also opposed the motion to expel Santos, even as their party has been unified in calling for his resignation. The vote — 213 opposed to 179 in favor, with 19 representatives voting “present” — is the second time in nearly six months that Santos, 35, has evaded a push to expel him. And it has cleared the way for him to remain in office as he fights the 23-count federal indictment accusing him of involvement in a range of fraudulent schemes. Santos said after the vote that he did not consider surviving the resolution a win. “This is a victory for the process. Due process won today,” he said. “Not George Santos.” The resolution — which fell more than 80 votes shy of the two-thirds ma-

Anthony D’Esposito, a first-term Republican representing a neighboring district on Long Island. It was backed by four other first-term Republicans from New York and supported largely by Democrats, who pushed a similar effort in May after Santos was first indicted. Every Democrat and 77 Republicans would have had to vote to expel Santos, assuming all 433 members voted on the matter. That high bar was never in danger: While 24 Republicans bucked Johnson’s view and voted to oust their colleague, 31 Democrats voted against expelling Santos. Santos attacked those in his party who voted to expel him. “It’s very sad to see that more Democrats believe in the rule of law and the presumption of innocence,” he said. Rep. Katie Porter, D-Calif., who voted
against the resolution, said it was not proper to expel Santos with both the criminal case and the ethics investigation outstanding. “We will again have to consider, once those proceedings have concluded, whether he belongs in this body,” she said. Santos’ criminal trial is tentatively scheduled to begin in September. The House Ethics Committee on Tuesday declared that it was “expeditiously” reviewing the allegations against Santos and would “announce its next course of action” on or before Nov. 17. After the vote Wednesday, Rep. Nick LaLota of New York, part of D’Esposito’s faction, said he thought that the committee’s statement had persuaded some representatives to “hold off” until it published its report. But he said that he and D’Esposito
would press for another vote after the Ethics Committee released its findings, and he expected they would garner more support. Santos, who is running for reelection, also faces a crowded Republican primary next year in which local and national leaders have said they will not back him. But he narrowly avoided becoming the first representative since the Civil War to be removed from office without a criminal conviction, and only the sixth member of the House to be expelled in the body’s history. Federal prosecutors charged Santos, who represents parts of Long Island and Queens, with 23 felony counts for his participation in a series of financial schemes involving his personal and campaign finances. They have accused him of filing false financial reports, fraudulently receiving unemployment benefits, stealing the identities and credit card numbers of campaign donors and falsifying a $500,000 personal loan to his campaign. Santos has pleaded not guilty to all counts and has denounced the case against him as politically motivated and a “witch hunt,” language similar to that used by former President Donald Trump when referencing his four criminal cases. But last month, his former campaign treasurer, Nancy Marks, pleaded guilty to conspiracy to defraud the United States and said in court that she conspired with Santos to report the fictitious $500,000 loan and other fake contributions. D’Esposito and a number of first-term New York Republicans in vulnerable swing district seats launched the effort after Marks’ plea, and prosecutors charged Santos with 10 more felonies. “My colleagues in New York did this because it is politically expedient for them,” Santos said after the vote.

resident Joe Biden will travel to Maine on Friday to pay his respects to the 18 people killed and more than dozen wounded during a gunman’s rampage through a bar and bowling alley in Lewiston, Maine, last week, the White House announced. Shortly after the massacre, Biden declared his frustration at the taking of yet more lives in a mass shooting. The gunman, Robert R. Card II, 40, was found dead of an apparently self-inflicted gunshot, two days after the killings. “Once again, an American community and American families have been devastated by gun violence,” Biden said last Friday as the discovery of Card’s body brought an end to a vast search and lockdowns in the state. “In all, at least 18 souls brutally slain, more injured, some critically, and scores of family and friends praying and experiencing trauma no one ever wants to imagine.” In a statement, the White House said the president and the first lady would “pay respects to the victims of this horrific attack and grieve with families and community members.” The president will also meet with emergency medical workers, nurses and other officials, the White House said.
The visit will most likely also be an opportunity for the president to repeat his call for a ban on assault weapons and tougher gun control and mental health measures that Republicans and a few Democrats have blocked on Capitol Hill. In his statement last week, Biden said, “I once again call on Republicans in Congress to fulfill their obligation to keep the American people safe.” But with Republicans in charge of the House and Democrats only narrowly in control of the Senate, any effort to pass major gun control legislation is all but certain to fail. Maine has high rates of hunting and gun ownership and has stopped short of the “red flag” laws in other states that allow police to take guns from people who are found to be a danger to themselves or others. Instead, Maine has a “yellow flag” law that requires the police, a mental health clinician and a judge to agree that an individual is a danger before firearms can be taken away. The president’s visit will come as Maine’s law enforcement officials are struggling to explain why nothing was done to prevent Card’s rampage even though officials at his Army Reserve unit had warned officials of his deteriorating mental health. This Florida school district banned cellphones. Here’s what happened. By NATASHA SINGER
O
ne afternoon in late September, hundreds of students at Timber Creek High School in Orlando poured into the campus’s sprawling central courtyard to hang out and eat lunch. For members of an extremely online generation, their activities were decidedly analog. Dozens sat in small groups, animatedly talking with one another. Others played pickleball on makeshift lunchtime courts. There was not a cellphone in sight — and that was no accident. In May, Florida passed a law requiring public school districts to impose rules barring student cellphone use during class time. This fall, Orange County Public Schools — which includes Timber Creek High — went even further, barring students from using cellphones during the entire school day. In interviews, a dozen Orange County parents and students all said they supported the no-phone rules during class. But they objected to their district’s stricter, daylong ban. Parents said their children should be able to contact them directly during free periods, while students described the all-day ban as unfair and infantilizing. “They expect us to take responsibility for our own choices,” said Sophia Ferrara, a 12th grader at Timber Creek who needs to use mobile devices during free periods to take online college classes. “But then they are taking away the ability for us to make a choice and to learn responsibility.” Like many exasperated parents, public schools across the United States are adopting increasingly drastic measures to try to pry young people away from their cellphones. Tougher constraints are needed, lawmakers and district leaders argue, because rampant social media use during school is threatening students’ education, well-being and physical safety. In some schools, young people have planned and filmed assaults on fellow students and then uploaded the videos to platforms such as TikTok and Instagram. Teachers and principals warn that social apps such as Snapchat have also become a major distraction, prompting some pupils to keep messaging their friends during class. As a result, many individual districts — among them, South Portland, Maine, and Charlottesville City, Virginia — have banned student cellphone use throughout the day. Now Florida has instituted a more comprehensive, statewide crackdown. The new Florida law requires public schools to prohibit student cellphone use during instructional time and block students’ access to social media on district Wi-Fi. It also requires schools to teach students about “how social media manipulates behavior.” Snapchat, Instagram and TikTok each have policies barring bullying, as well as systems to report bullying on their platforms. In a statement, Snap, the parent company of Snapchat, said it supported efforts by parents and educators to foster a healthy academic environment, including “limiting students’ access to personal devices during school hours.” In a statement, TikTok said activity like posting videos

More restrictive school cellphone rules could have benefits, such as boosting students’ focus on learning. But they could also increase surveillance of students or hinder crucial communications for teenagers with family responsibilities or after-school jobs. It is unclear how many other schools ban student cellphone use. Statistics from the U.S. Department of Education, published in 2021, reported that about 77% of schools prohibited nonacademic cellphone use during school hours. The new rules this fall in Orange County Public Schools, the nation’s eighth-largest school system, show how — and why — some districts are intensifying their cellphone crackdowns. During the pandemic, Orange County educators say, many students’ attachment to their phones seemed to deepen. Students rarely looked up from their devices as they walked down school hallways. Some teenagers covertly filmed their classmates and spread the videos on apps like Snapchat. “We saw a lot of bullying,” said Marc Wasko, the prin-
cipal of Timber Creek, which serves about 3,600 students. “We had a lot of issues with students posting, or trying to record, things that went on during school time.” After the Florida law took effect in July, Orange County decided to impose even stricter rules. The blanket ban bars students from using cellphones during the entire school day — even the time between classes. In September, on the first day the ban took effect, Timber Creek administrators confiscated more than 100 phones from students, Wasko said. After that, the confiscations quickly dropped. Phone-related school incidents, like bullying, have also decreased, he said. The ban has made the atmosphere at Timber Creek both more pastoral and more carceral. Wasko said students now make eye contact and respond when he greets them. Teachers said students seemed more engaged in class. “Oh, I love it,” said Nikita McCaskill, a government teacher at Timber Creek. “Students are more talkative and more collaborative.” Some students said the ban had made interacting with their classmates more authentic. “Now people can’t really be like: ‘Oh, look at me on Instagram. This is who I am,’” said Peyton Stanley, a 12th grader at Timber Creek. “It has helped people be who they are — instead of who they are online — in school.” Stanley added that she also found the ban problematic, saying she would feel safer at school if she could carry her cellphone in her pocket and be able to text her mother immediately if needed. Other students said school seemed more prisonlike. To call their parents, they noted, students must now go to the front office and ask permission to use the phone. Surveillance has also intensified. To enforce the ban, Lyle Lake, a Timber Creek security officer, now patrols lunch period on a golf cart, nabbing students violating the ban and driving them to the front office, where they must place their phones in a locked cabinet for the rest of the school day. “I usually end up with a cart full of students,” Lake said as he sat behind the wheel of a black Yamaha golf cart during lunch period, “because I pick up more on the way to the office.” Lake said he also monitored school security camera feeds for students using cellphones in hallways and other spaces. Students who are caught may be taken out of class. Repeat violators can be suspended.

ocused on continued expansion and significant growth in Latin America, leading end-to-end transaction processing company Evertec (NYSE: EVTC) announced this week the closing of the purchase transaction with Sinqia, a leading provider of technology solutions for financial institutions in Brazil, after signing a definitive acquisition agreement in July. Evertec CEO Mac Schuessler said “with this integration we will be a more diversified, faster growing, and stronger company bringing Evertec’s experience in payment solutions to Sinqia’s approximately 1,000 customers in Brazil, complementing its current software offerings, and cross-selling Sinqia’s products to our customer base of existing financial institutions in other countries in Latin America.” Sinqia’s consistent double-digit organic growth, coupled with its successful acquisition strategy, has resulted in an overall revenue growth rate of 52% over the past four years with approximately 85% recurring revenue from a very diverse customer base. Those characteristics align perfectly with Evertec’s strategic goals of diversifying into key markets with high growth potential, with proprietary software and where there is an opportunity to add value. “The combination of a solid financial position, predictable cash flow and knowledge of the region is a solid platform to significantly expand our presence in an attractive market like Brazil,” Schuessler pointed out. “Combining our digital payments platform with Sinqia’s
banking and financial software platform will position us as the leading financial technology company in Latin America.” Mergers and acquisitions (M&A) has been an important strategic focus, enabling Evertec to expand into new geographies and broaden its product offerings, and the acquisition of Sinqia represents another step in this transformation. The Brazilian company has a consistent history of growth, both organically and through a successful M&A strategy, with great potential for important revenue synergies when combined with Evertec. Evertec’s goal with the acquisition is to democratize financial services technology in Latin America and the Caribbean, which requires exploring opportunities in the entire ecosystem, gaining relevance in different markets throughout the region and operating as a multinational financial technology company. “The acquisition of Sinqia helps us achieve this objective,” the Evertec CEO noted. “Given its growth strategy and attractive financial profile, complimentary product portfolio and its strong presence in Brazil, it is the ideal partner to continue strengthening our footprint in the region.” How does the move impact customers? Schuessler said it will now be possible to reflect on new capabilities and evaluate opportunities to continue servicing Evertec’s existing customers. “Sinqia is a leader in its segment, providing software solutions for financial institutions in Brazil with its six business units: Banks, Funds, Pensions, Consortium, Digital and Services,” he said. “These assets are highly complementary to Evertec’s payments product offering, with minimal direct overlap. In this context, day-to-day operations are not expected to be impacted and no significant immediate changes will be made to the organizational structure. Schuessler added that he expects the transaction to provide the joint company with additional skills and capabilities globally. “This is a highly complementary transaction, and our hope is together to provide increased opportunities for our joint teams,” he said. Schuessler also pointed out that his focus is on longterm growth, investing in each company’s technical capabilities and market know-how. “We will communicate regularly and provide updates to ensure everyone is well informed about any developments that may arise,” the Evertec CEO said. “The goal is to minimize disruption while creating a stronger, and more successful company.”
Toyota recalls 1.8 million RAV4 SUVs over potential fire risk By ORLANDO MAYORQUIN

oyota, the world’s largest automaker, recalled more than 1.8 million RAV4 sport utility vehicles spanning several model years this week because a replacement battery could pose a fire risk. The voluntary recall covers 1.85 million vehicles from model years 2013 to 2018, the company said in a statement. Some of the vehicles may be equipped with replacement 12-volt batteries that have dimensions that are too small, it said. “If a small-top battery is used for replacement and
the hold-down clamp is not tightened correctly, the battery could move when the vehicle is driven with forceful turns,” it said. Movement from a strong turn could create a short circuit that could potentially ignite a fire, the company said. It was unclear if there had been any fires or accidents related to the recalled batteries. An inquiry sent to Toyota was not immediately returned. The company’s recall filings with the National Highway Traffic Safety Administration, which usually contain information about such incidents, were not yet
available in the agency’s recall listings Wednesday night. Toyota said it expected to notify affected owners by late December, adding that dealers would replace the hold-down clamp, the battery tray and the positive terminal cover for free. The company asked owners to visit the highway traffic agency’s website or Toyota’s recall website to check if their cars were under recall by providing their vehicle identification numbers. The RAV4 recall announced Wednesday was the second one announced by Toyota in a week. On Oct. 26, the company recalled 814,000 Highlander sport utility vehicles because the front bumper could fall off.

Wall Street indexes rally on bets of peak US interest rates, strong earnings
W
all Street’s three main stock indexes rallied nearly 2% on Thursday on hopes that the U.S. Federal Reserve has reached the end of its interest rate hiking campaign and a batch of upbeat quarterly financial updates added to the bullish mood. The Fed held interest rates steady on Wednesday as expected, and while Chair Jerome Powell left the door open to further tightening he also acknowledged the impact of a recent surge in bond yields on the economy. The comments, viewed as hints that the central bank is done with its rate hikes, sent longer-dated U.S. Treasury yields tumbling, which supported stocks. “Powell’s comments in the presser yesterday were what everyone wanted to hear,” said Justin Burgin, vice president of equity research at Ameriprise Financial in Troy, Michigan. Burgin also pointed to better-than-expectated earnings reports. While the current-quarter guidance has been weaker than previously expected, Burgin said analysts are still forecasting growth. “The fact the wheels didn’t come of the bus for the fourth quarter is pretty good,” he said. According to the latest LSEG data, Wall Street is forecasting fourth-quarter earnings growth of 7.2%, down from 11% on Oct. 1, before the reporting season began. And for the third quarter, 80.9% of companies reporting so far have beat analysts’ expectations while 14.9% have missed expectations. The Dow Jones Industrial Average (.DJI) rose 564.5 points, or 1.7%, to 33,839.08, the S&P 500 (.SPX) gained 79.92 points, or 1.89%, at 4,317.78 and the Nasdaq Composite (.IXIC) added 232.72 points, or 1.78%, at 13,294.19. The S&P 500, in its fourth straight session of gains, boasted its biggest one-day percentage gain since April. Also the benchmark index closed above its 200-day moving average for the first time since Oct. 24. The small cap Russell 2000 index (.RUT) finished up 2.7% for its biggest one-day percentage gain since June 6. The Nasdaq in its fifth consecutive day of gains, registered its biggest one-day percentage increase since July 28. After stocks tumbled in October, “the set-up was well primed for a bit of a relief rally,” said Emily Leveille, portfolio manager at Thornburg Investment Management in Santa Fe, New Mexico. All 11 major S&P 500 sectors rose, led by energy (.SPNY) and rate-sensitive real estate (.SPLRCR) with gains of more than 3% each. The communications services sector (.SPLRCL) rose least, adding 0.9%, followed by consumer staples (.SPLRCS) which gained 1.3%. Among individual stocks, Starbucks (SBUX.O) rallied 9.5% after the coffeehouse company’s fourth-quarter results beat estimates. Also Qualcomm(QCOM.O) shares climbed 5.8% after the chip designer forecast first-quarter sales and profit above estimates. PayPal (PYPL.O) shares jumped 6.6% as the payments

US to press Israel for ‘pauses’ in war against Hamas By MICHAEL D. SHEAR

ecretary of State Antony Blinken will urge the Israeli government to agree to a series of brief cessations of military operations in the Gaza Strip to allow for hostages to be released safely and for humanitarian aid to be distributed, White House officials said Thursday. The message comes as President Joe Biden revealed Wednesday that Prime Minister Benjamin Netanyahu of Israel had previously agreed to halt shelling briefly on Oct. 20 to allow for the release of two Americans, Judith Raanan, 59, and her daughter, Natalie Raanan, 17. The push for what U.S. officials call “humanitarian pauses” is one of several subjects Blinken will raise with Netanyahu and other officials when he arrives in Israel on Friday for another round of diplomacy amid fierce fighting between Israeli forces and Hamas, the group that controls Gaza. White House officials said the request for pauses was far different from an overall cease-fire, which the Biden administration believes would benefit Hamas by allowing it to recover from Israel’s intense bombardment. Biden responded: “I think we need a pause. A pause means give time to get the prisoners out.” The president then revealed the previously agreed-upon pause for the two American hostages, using a common nickname to refer to Netanyahu. “I’m the guy that convinced Bibi to call for a cease-fire to let the prisoners out,” Biden said. National security officials said later that despite the president’s use of the word “cease-fire,” he was talking about a brief pause in the Israeli bombardment, not a broader end to hostilities across Gaza. Biden’s comments came a week after Blinken delivered a similar message at the U.N. Security Council. “Israel must take all possible precautions to avoid harm to civilians,” the secretary of state said. “It means food, medicine and water and other assistance must flow into Gaza and to the areas people need them. It means civilians must be able to get out of harm’s way. It means humanitarian pauses must be considered for these purposes.” The push by the United States for the pauses is unlikely to satisfy critics of Israel, some of whom are members of the president’s party. Several Democratic lawmakers in the House have introduced a resolution “calling for an immediate de-escalation and ceasefire in Israel and occupied Palestine.”
But administration officials argue that more limited pauses could help to address the urgent humanitarian problems in Gaza while not preventing Israel from responding to the slaughter of more than 1,400 people in the Oct. 7 attacks by Hamas. “What we have said should be considered and explored are temporary localized humanitarian pauses to allow aid to get to specific populations and maybe even to help with the evacuation of people that want to get out, move more to the south” of Gaza, John Kirby, a spokesperson for the National Security Council, said Monday. “We do support that. We do not support a cease-fire at this time.” White House officials said they were pushing for pauses that are limited by location and duration for two purposes: the possibility of future hostage releases and the urgent need to clear a path for the delivery and distribution of aid to Palestinians living in Gaza. Officials have said negotiations are continuing for the release of additional hostages, with representatives of Qatar serving as mediators. If those negotiations succeed, officials said they would urge Israel to agree to stop its operations in the area where Hamas is set to release the hostages. That is what happened on Oct. 20, officials said. Netanyahu agreed to ensure that there would be no shelling in the area where the Red Crescent picked up the two American women. That pause ended shortly after the women were released. U.S. officials said they were also concerned about the delivery of humanitarian aid, which is beginning to trickle into Gaza on trucks that are entering through the Rafah gate at the border between Gaza and Egypt. The concern, the officials said, is that the trucks need a way to safely get the aid to neighborhoods without risking being hit by an Israeli airstrike or caught in the middle of fighting on the ground. And the official said the aid does no good if residents of a neighborhood are too afraid to come out of their homes to get the food or water. Blinken will urge Israel to consider brief pauses to allow the aid trucks safe passage. White House officials said Netanyahu and other Israeli officials remained opposed to a broad cease-fire but appeared receptive to the idea of further pauses in the fighting for those purposes.

Drought saps the Panama Canal, disrupting global trade By PETER EAVIS
F
or over a century, the Panama Canal has provided a convenient way for ships to move between the Pacific and Atlantic Oceans, helping to speed up international trade. But a drought has left the canal without enough water, which is used to raise and lower ships, forcing officials to slash the number of vessels they allow through. That has created expensive headaches for shipping companies and raised difficult questions about water use in Panama. The passage of one ship is estimated to consume as much water as half a million Panamanians use in one day. “This is the worst we have seen in terms of disruption,” said Oystein Kalleklev, CEO of Avance Gas, which transports propane from the United States to Asia. The problems at the Panama Canal, an engineering marvel that opened in 1914 and handles an estimated 5% of seaborne trade, is the latest example of how crucial parts of global supply chains can suddenly seize up. In 2021, one of the largest container ships ever built got stuck for days in the Suez Canal, choking off trade. And the huge demand for goods like surgical masks, home appliances and garden equipment during the pandemic strained supply chains to their breaking point. In Panama, a lack of water has hampered canal operations in recent years, and some shipping experts say vessels may soon have to avoid the canal altogether if the problem gets worse. Fewer passages could deprive Panama’s government of tens of millions of dollars in annual revenue, push up the cost of shipping and increase greenhouse gas emissions when ships travel longer routes. Though Panama has an equatorial climate that makes it one of the wettest countries, rainfall there has been 30% below average this year, causing water levels to plunge in the lakes that feed the canal and its mighty locks. The immediate cause is the El Nino climate phenomenon, which initially causes hotter and drier weather in Panama, but scientists believe that climate change may be prolonging dry spells and raising temperatures in the region.
Before the water problems, as many as 38 ships a day moved through the canal, which was built by the United States and remained under its control until 2000. The canal authority in July cut the average to 32 vessels, and this week announced new limits that are likely to lead to fewer than 30 passages a day. Further reductions could come if water levels remain low. The canal authority is also limiting how far a ship’s hull can go below the water, known as its draft, which significantly reduces the weight it can carry. Container ships, which transport finished consumer goods, typically reserve passage well in advance, and have not faced long delays. But ships carrying bulk commodities generally don’t book passage. This presents bulk shipping companies with an expensive calculus: They can risk waiting for days, pay a big fee to jump the line or avoid the canal entirely by taking a longer route. Kalleklev said his company decided in August to pay $400,000 in a special auction to move a ship ahead in the queue, roughly doubling the total cost of using the canal. Other companies have paid more than $2 million, a cost they will sometimes bear to ensure ships don’t miss their

next assignment. A portion of these extra costs will be passed on to consumers, already pummeled by inflation. The drought presents tough choices for Panama’s leaders, who must balance the water needs of the canal with those of residents, over half of whom rely on the same sources of water that feed the canal. The canal’s board recently proposed building a new reservoir in the Indio River to bolster the water supply and increase traffic through the canal, which generates more than 6% of Panama’s gross domestic product. Under the plan, the new water supply could allow for an additional 12 to 15 passages daily. “In optimal terms, the canal can handle 38 transits per day, so 12 to 15 is a lot,” said Rodrigo Noriega, a lawyer and a columnist for Panama’s La Prensa newspaper. Building the reservoir is expected to cost nearly $900 million, and the canal authority could start accepting bids from contractors toward the middle of next year with construction starting early in 2025. But that timeline could well be delayed; the construction of larger locks was completed two years late, in 2016, and that project was marred by cost disputes. The new reservoir would also involve acquiring land that is protected by a 2006 law, and displace at least some of its inhabitants. Noriega said he expected Panama’s legislature to pass a law that would lift the ban on acquiring land. But he and others note that new water sources could also be built in other places. Without a new water source, the canal could lose significant amounts of business. Other ocean routes are, of course, longer and more expensive, but they are less likely to have unpredictable delays. One alternative is to transport goods between Asia and the United States through the Suez Canal to the East Coast and Gulf Coast. Another is to ship goods from Asia to the West Coast ports — and then transport them overland by train or truck. “In theory, something that offers a cheaper, shorter route should always be in favor, but it’s the uncertainty that can be a killer,” said Chris Rogers, head of supply chain research at S&P Global Market Intelligence.

Global leaders warn AI could cause ‘catastrophic’ harm

n 1950, Alan Turing, the gifted British mathematician and code-breaker, published an academic paper. His aim, he wrote, was to consider the question, “Can machines think?” The answer runs to almost 12,000 words. But it ends succinctly: “We can only see a short distance ahead,” Turing wrote, “but we can see plenty there that needs to be done.” More than seven decades on, that sentiment sums up the mood of many policymakers, researchers and tech leaders attending Britain’s AI Safety Summit this
week, which Prime Minister Rishi Sunak hopes will position the country as a leader in the global race to harness and regulate artificial intelligence. On Wednesday morning, his government released a document called “The Bletchley Declaration,” signed by representatives from the 28 countries attending the event, including the U.S. and China, which warned of the dangers posed by the most advanced “frontier” AI systems. “There is potential for serious, even catastrophic, harm, either deliberate or unintentional, stemming from the most significant capabilities of these AI models,” the declaration said.
“Many risks arising from AI are inherently international in nature, and so are best addressed through international cooperation. We resolve to work together in an inclusive manner to ensure human-centric, trustworthy and responsible AI.” The document fell short, however, of setting specific policy goals. A second meeting is scheduled to be held in six months in South Korea and a third in France in a year. Governments have scrambled to address the risks posed by the fast-evolving technology since last year’s release of ChatGPT, a humanlike chatbot that demonstrated how the latest models are advancing in powerful and unpredictable ways. Future generations of AI systems could accelerate the diagnosis of disease, help combat climate change and streamline manufacturing processes, but also present significant dangers in terms of job losses, disinformation and national security. A British government report last week warned that advanced AI systems “may help bad actors perform cyberattacks, run disinformation campaigns and design biological or chemical weapons.” Sunak promoted this week’s event, which gathers governments, companies, researchers and civil society groups, as a chance to start developing global safety standards. The two-day summit in Britain is at Bletchley Park, a countryside estate 50 miles north of London, where Turing helped crack the Enigma code used by the Nazis during World War II. Considered one of the birthplaces of modern computing, the location is a conscious nod to the prime minister’s hopes that Britain could be at the center of another world-leading initiative. Bletchley is “evocative in that it captures a very defining moment in time, where great leadership was required from government but also a moment when computing was front and center,” said Ian Hogarth, a tech entrepreneur and investor who was appointed by Sunak to lead the government’s task force on AI risk, and who helped organize the summit. “We need to come together and agree on a wise way forward.” With Elon Musk and other tech executives in the audience, King Charles III delivered a video address in the opening
session, recorded at Buckingham Palace before he departed for a state visit to Kenya this week. “We are witnessing one of the greatest technological leaps in the history of human endeavor,” he said. “There is a clear imperative to ensure that this rapidly evolving technology remains safe and secure.” Vice President Kamala Harris and Secretary of Commerce Gina Raimondo were taking part in meetings on behalf of the United States. Wu Zhaohui, China’s vice minister of science and technology, told attendees that Beijing was willing to “enhance dialogue and communication” with other countries about AI safety. China is developing its own initiative for AI governance, he said, adding that the technology is “uncertain, unexplainable and lacks transparency.” In a speech last Friday, Sunak addressed criticism he had received from China hawks over the attendance of a delegation from Beijing. “Yes — we’ve invited China,” he said. “I know there are some who will say they should have been excluded. But there can be no serious strategy for AI without at least trying to engage all of the world’s leading AI powers.” With development of leading AI systems concentrated in the United States and a small number of other countries, some attendees said regulations must account for the technology’s impact globally. Rajeev Chandrasekhar, a minister of technology representing India, said policies must be set by a “coalition of nations rather than just one country to two countries.” “By allowing innovation to get ahead of regulation, we open ourselves to the toxicity and misinformation and weaponization that we see on the internet today, represented by social media,” he said. Executives from leading technology and AI companies, including Anthropic, Google DeepMind, IBM, Meta, Microsoft, Nvidia, OpenAI and Tencent, were attending the conference. Also sending representatives were a number of civil society groups, among them Britain’s Ada Lovelace Institute and the Algorithmic Justice League, a nonprofit in Massachusetts. In a surprise move, Sunak announced Monday that he would take part in a live interview with Musk on his social media platform X after the summit ended Thursday.

ne reason I’m afraid that the worst is yet to come in the Middle East is that the mutual dehumanization is the most savage I’ve ever seen it in decades of on-theground reporting in the region. Israel’s invasion of the Gaza Strip is destroying tunnels, ammunition dumps and Hamas fighters, yes. But I’m afraid it’s also helping to pulverize the recognition of shared humanity that in the long run allows people to live beside one another in peace. The poisonous hatred in turn is already spilling over to the United States and other countries worldwide. I was thinking about this as I drove the other day to meet some Palestinians who were temporarily allowed to visit Israel and became stuck in East Jerusalem. This is a path that leads nowhere, and that’s one reason I hope Israel will rein in the bombing and pursue more surgical strikes, while avoiding large-scale urban combat. Whatever you call the Gaza war so far, it is not surgical. The Economist found, based on satellite imagery, that 13% of Palestinians have had their homes damaged in just three weeks. While the number of dead in Gaza is difficult to pin down, and many bodies are probably still uncounted in the rubble, Unicef now calls Gaza “a graveyard for thousands of children.” The Oct. 7 Hamas attacks understandably shattered Israel: President Joe Biden noted that if you adjust for population, the death toll was the equivalent of about 15 Sept. 11 attacks. It’s also true, as my colleague Ezra Klein noted in his podcast, that Gaza has suffered the equivalent of about 400 Sept. 11 attacks. More children have been reported killed in Gaza in the past three weeks than in all global conflicts together in the entirety of last year, Save the Children notes. By the count of the Gaza Health Ministry, which is under the Hamas government but whose figures are roughly accepted by humanitarian agencies and in the past have been used by the State Department, a child has died on average about once every 10 minutes in the war. And the Gaza war is just getting started. I don’t think this is politically sustainable for Israel, or morally sustainable for America as we provide weapons used to kill and maim civilians. Nor do I believe it will be effective at protecting Israel. “To kill terrorist leaders without addressing the despair of their supporters is a fool’s errand and produces more frustration, more despair, and more terrorism,” Ami Ayalon, a former leader of the Shin Bet security agency, wrote in his 2020 memoir. If the dehumanization I encountered in Israel and the West Bank was profoundly depressing, I was inspired by those on both sides who press for reconciliation and peace. A Palestinian nurse from Jenin, Mohamed Abu Jafar, whose 16-year-old brother was shot dead by Israeli forces on the street in front of his school, is an example. “The conflict will not be resolved in military actions,” he told me. “Because they can’t kill us all, and we can’t kill them all.” The Biden administration says it welcomes a humanitarian pause, and it should push for this more resolutely as an occasion to provide medicine, water and food to civilians while also seeking at least a partial prisoner exchange. It should also ask Israel to refocus its warfare more narrowly on Hamas itself, because every extra bomb that hits civilians digs us deeper into this crater of hatred and will make it more difficult to ever clamber out, look into one another’s eyes and find a path to peace.

AN JUAN – El gobernador de Puerto Rico, Pedro Rafael Pierluisi Urrutia, habló el jueves sobre el proyecto HR2757 presentado por la congresista Nydia Margarita Velázquez Serrano, que busca la estadidad para Puerto Rico. “Precisamente lo que estamos impulsando ahora es que el Senado de Estados Unidos tenga un proyecto similar o igual al HR 2757 que está pendiente ante la Cámara federal”, dijo Pierluisi Urrutia a preguntas de la prensa. El gobernador mencionó que el sector ultraconservador, en particular los seguidores del expresidente Donald John Trump, criticó al gobernador de Florida, Ron DeSantis por un proyecto previo relacionado con el estatus de Puerto Rico. Sin embargo, DeSantis sostiene que el tema debe ser discutido en el Congreso.
“Eso es lo que yo quiero ver en las filas republicanas que se den cuenta que el Congreso no puede seguir ignorando el asunto del estatus de Puerto Rico. Y no meramente diciendo resuelvan ustedes. ÑASCO – La Autoridad de Acueductos y Alcantarillados (AAA), tiene en diseño un proyecto para mejorar el sistema de transmisión de las aguas crudas desde el Río Grande de Añasco hasta la planta de filtros Miradero en Mayagüez con un presupuesto de 30.2 millones de dólares, informó el jueves, la presidenta ejecutiva, ingeniera Doriel Pagán Crespo. “En el Oeste estamos desarrollando 39 proyectos que se encuentran en diferentes etapas ya sea planificación, diseño, subasta o construcción”, Pagán Crespo en declaraciones escritas. La inversión en proyectos para la Región Oeste es de unos 650 millones de dólares. Algunos de estos proyectos están en planificación como la rehabilitación de la planta de alcantarillado sanitario de Aguada; en diseño está la rehabilitación de la planta de filtros Monte del Estado en Maricao; en subasta se encuentra
la rehabilitación de la planta de filtros Culebrinas en Aguadilla; y en etapa de construcción la toma flotante del embalse Guajataca, entre otros. Pagán Crespo destacó “que este proyecto de mejoras al sistema de aguas crudas de Miradero se encuentra en el 30 por ciento de diseño y estaría pasando al proceso de subasta para el tercer trimestre del 2024”. El mismo cuenta con fondos de la Agencia Federal para el Manejo de Emergencias (FEMA, por sus siglas en inglés) (FAAST), CDBGDR y de la AAA. Esta obra beneficiará a 60,000 clientes en los municipios de Mayagüez, Añasco, Rincón, Cabo Rojo y Hormigueros. “Este proyecto consiste en mejoras a la estación de bombas de aguas crudas de Río Grande de Añasco, desde mejoras arquitectónicas, civiles, mecánicas y eléctricas. De igual forma, se realizarán mejoras a la subestación eléctrica, junto a la instalación de un nuevo generador de energía”, explicó Pagán Crespo.

L CAPITOLIO – La Comisión de Hacienda y Presupuesto de la Cámara de Representantes, bajo la dirección de Jesús Santa Rodríguez, realizó el jueves una vista pública para discutir propuestas que buscan eliminar ciertos arbitrios relacionados con la “crudita”. “De un análisis de estos tres proyectos, concluimos que es necesario ser más específicos sobre qué impuestos serán eliminados”, dijo Santa Rodríguez en declaraciones escritas. La “crudita” se introdujo como un impuesto sobre
productos derivados del petróleo, con el objetivo de mejorar las carreteras y el transporte en Puerto Rico. Las propuestas actuales sugieren su eliminación, argumentando que ya no cumple con su propósito original y afecta el costo de vida de los ciudadanos. Roberto Rivera Báez, Ángel Pantoja Rodríguez y Nelson Pérez Méndez presentaron argumentos ante la Comisión. Pérez Méndez expresó preocupaciones sobre la viabilidad fiscal de las propuestas, mientras que Rivera Báez y Pantoja Rodríguez discutieron el impacto en las finanzas públicas. Para que estas propuestas sean efectivas, necesitan
la aprobación de la Junta de Control Fiscal. En junio de 2022, la Junta anticipó que una de estas medidas podría reducir los ingresos en 533 millones de dólares anuales. ‘We’re making progress’: How the Rock Hall of Fame is trying to evolve By BEN SISARIO
T
he 38th annual Rock & Roll Hall of Fame induction ceremony will take place at Barclays Center in Brooklyn, New York, on Friday, bringing Kate Bush, Willie Nelson, George Michael, Sheryl Crow, Missy Elliott, Rage Against the Machine and the Spinners into pop music’s leading pantheon. In addition, Chaka Khan, Al Kooper and Bernie Taupin will receive the musical excellence award. DJ Kool Herc and Link Wray will be inducted as influences and Don Cornelius, the “Soul Train” creator and host who died in 2012, will be honored as a nonperformer. This year’s event comes at a pivotal moment for the Rock Hall, which has been under pressure for years to diversify its ranks, and in particular to admit more women. While the hall is already home to pop heroines such as Aretha Franklin, Madonna, Joan Jett and Whitney Houston, overall women are woefully underrepresented, making up fewer than 100 of the nearly 1,000 inductees since 1986. The institution’s public image problems were compounded recently when Jann Wenner, the Rolling Stone magazine co-founder who helped start the Rock Hall, spoke to The New York Times about “The Masters,” his book of interviews with stars such as Mick Jagger, Bruce Springsteen and John Lennon — all of them white men. Justifying the absence of women and people of color, he said that none were “as articulate enough on this intellectual level” and did not qualify as “philosophers of rock.” The response was harsh and immediate, including from the Rock Hall itself: The day after Wenner’s interview was published, the board of the hall’s governing foundation voted to eject him immediately. But the effort to remake the Rock Hall has been underway for several years now, and many give credit to John Sykes, a longtime media executive who took over from Wenner as chair of the Rock & Roll Hall of Fame Foundation in 2020. He has pushed the hall to diversify its makeup, particularly on its nominating committee, which largely operates outside of the public eye. This year the hall even opened up its definition of rock ’n’ roll, calling it “a spirit that is inclusive and ever-changing.” Still, change is taking time at an institution that has spent the better part of four decades heavily favoring male artists over female artists. In an interview last week, Sykes addressed the hall’s progress so far, as well as its need for further change. He also spoke about plans for this year’s ceremony, including a surprise appearance by Olivia Rodrigo. Here are edited excerpts from the conversation. Q: When you became chairman of the foundation, what was your mission or goal? Did you see it as an institution in need of change? A: I saw it as an institution that, like the music,

Rock ’n’ roll music, since its inception in the ’50s, has constantly evolved to different sounds, different styles. But one thing it’s had in common is attitude and spirit. My top priority coming in was to remind the music community that rock ’n’ roll was not rock. It was not one sound. It was an amalgam of rhythm and blues, country and gospel created in the ’50s. And it kept evolving. Number two, I needed to reset the board and the nominating committee to reflect those artists that we’re honoring. So we added nine new board members, four women, four African Americans. What I’m trying to do now is to update the general voting body that actually decides who gets in the Hall of Fame, to reflect the artists that are eligible. I want to make sure the voting body is young and diverse enough to really make the most educated decisions about who should be inducted. Q: The biggest complaint has been about a relative lack of women inductees. How have you addressed that specifically? A: What I’ve tried to do with the nominating committee is shine a light on the fact that these women and people of color have been underrecognized and need to be nominated and then inducted. So if you look at the last three years, we’ve inducted the Go-Go’s, Tina Turner, Carole King, Dolly Parton, Carly Simon, Pat Benatar. Sylvia Robinson, who started the first hip-hop label. Elizabeth Cotten, great blues player. Kate Bush, Sheryl Crow, Missy Elliott, Chaka Khan. We have to do better, but we’re making progress. Q: How do you actually make that change? How can you increase the representation of women without putting a thumb on the scale of what’s supposed to be a deliberative process?
A: It starts with the people you put on the nominating committee. We have six more members now on the committee, and we’ve been focusing on putting more women and people of color on the committee, because that’s how it starts. Number two, we just remind them to understand the genesis of rock ’n’ roll. It doesn’t hurt to basically refresh people every year as to where this came from, and the fact that all of these sounds are to be honored. Q: Why was it important for the board to take action against Jann Wenner so quickly? A: This had nothing to do with Jann Wenner as a person or anything about his history. It would have happened to anyone on that board who said those things. That’s what I made clear to the entire boardroom when we discussed this. Because those things go against the heart and soul of what the Rock & Roll Hall of Fame is all about. Rock ’n’ roll doesn’t know color. It doesn’t know gender. And for us to have one of our board members say that, we felt that we couldn’t do our jobs continuing with someone like that as part of our community. Q: When you talk about the evolution of the Rock Hall and how it includes other genres, it raises the question of boundaries. Like, what isn’t it? A: Rock ’n’ roll is what’s moving youth culture, what a 16-year-old is obsessed with. The only other qualification I would put on it is which of those artists inspired those that followed. In the ceremonies you’ll see Harry Styles, Pink, Olivia Rodrigo, Dave Matthews, Ed Sheeran come up and play. I call those Future Hall of Famers. They’re there because they’re so inspired by those artists that are getting inducted. Olivia Rodrigo is coming in this year. Last year she got up and sang “You’re So Vain” by Carly Simon. She’s going to play with Sheryl Crow this year. It’s this mutual admiration that connects the past with the present.

regularly embarrassed myself by dancing poorly to Britney Spears. And yet, when I watched her VMAs performance, I thought it was disastrous and amusing. Now, as I read about the event through Spears’ book, I got hot with shame, and then I got mad. I am now, like Spears, the mother to two boys, and they are about the age that her children were when she was led onto that stage. I could once again imagine living in a body like hers — her postpartum fun-house body, the one that was proffered as sad proof that she had lost her waistline, her control and her worth. The postpartum period is much like adolescence, with its startling physical changes and its extreme public scrutiny. Of course Britney Spears was exhausted — she had two babies. Of course she was unrehearsed — she had two babies. When I watched the performance again recently, it played like found footage in a horror movie. I saw a new mother being forced to do a sexy dance for America, and for the quality of her performance to inform whether she got to keep her children. In “The Woman in Me,” Spears compares herself to Benjamin Button, the literary and movie character who is born as an old man and ages in reverse. When she was a girl, she was treated as if she was dangerously mature. When she became a woman, she was infantilized. Spears had long felt like her body was public property, but when she was placed under a conservatorship administered by her father and a lawyer, not long after that performance at the VMAs, that feeling was made literal. She was converted, she says, into a “child robot.” She became all body, no voice. The memoir is pitched as Spears’ reclaiming of her voice. But every celebrity memoir is an act of ventriloquism: The book was ghostwritten, and its audiobook was read by actress Michelle Williams. The most direct portal to Spears’ mind of late has been Instagram, where she posts wordless videos and pictures of herself in thongs or crop tops or in nothing at all, smiling and spinning and gyrating. In the book, she explains that after a life of being “prodded and posed for other people’s approval,” she no longer cares what they think. She reminds me of myself as a girl, dancing to a Britney Spears song in her bedroom. Her posts appear glitchy and unpolished. She looks like she’s playing around, investigating her new powers.

he board of trustees of the Puerto Rico Museum of Art (MAPR) and its executive director, María Cristina Gaztambide, recently invited a distinguished group of invitees to experience the exclusive opening of the exhibition “José Campeche lo Pinto,” part of the collection of the Archdiocese of San Juan. Juan Carlos López Quintero, curator of the MAPR, explained the alliance that the museum made with the Archdiocese of San Juan to be able to showcase these impressive works of art featuring bishops and other religious and historical themes by the famous artist José Campeche. Guests were delighted to witness the 61 works of art in the collection, accompanied by texts by Arturo Dávila, historian of the

The risks of strokes are higher for women By KNVUL SHEIKH
E
ach year, more than 6.6 million people worldwide die from strokes, and researchers caution that the incidence is increasing, especially in young and middleaged people and in low- and middle-income countries. In a report published this month, researchers predicted that stroke deaths would increase by about 50%, reaching 9.7 million deaths annually in 2050. Strokes occur when the flow of oxygen and nutrients to the brain is cut off. This can happen when blood vessels get weak and eventually rupture under pressure, known as a hemorrhagic stroke. More commonly, clots or plaque can block blood vessels to the brain; this is known as an ischemic stroke. Both types can lead to permanent damage or death. When people survive a stroke, they often face long-term disability, an increased risk of depression, memory problems and more. But the burden of the disease can be averted and the global disparities reduced, authors of the report said. Many of the risk factors for stroke that are becoming more common across the globe — high blood pressure, elevated cholesterol and smoking — are also easily treatable. Still, stroke risk can vary by population, and women in particular have some additional risk factors that may need monitoring. In the United States, 795,000 people have a stroke every year, and about 55,000 more women than men will experience one. Women are also more likely to die from strokes compared with men. Some of this higher risk can be attributed to women’s longer life expectancy, said Dr. Daniel Hermann, an interventional cardiologist at Memorial Hermann Health System in Houston. “Age is a huge risk factor for stroke,” Hermann said. As people get older, they are more likely to experience high blood pressure, high cholesterol, plaque
buildup, wear and tear of their arteries and poorer blood sugar control, all of which contribute to strokes, Hermann said. For women, the period of biological change that occurs during perimenopause and menopause is also critical. Many women start to develop blood pressure issues during this transition. Experts believe this is because the hormone estrogen may help keep blood vessels relaxed and balance cholesterol levels. When the body stops producing estrogen, the incidence of stroke and other heart diseases goes up. Studies confirm this link in women who experience menopause earlier than usual. Compared with women who undergo menopause ages 50 to 51, those who experience premature menopause before they turn 40, or early menopause between the ages of 40 and 44, have a 98% and 49% higher risk of stroke, respectively. But excess estrogen, in the form of hormone therapy, may have the opposite effect. “There is data that estrogen replacement in perimenopause and menopause can increase the risk of stroke and so can progesterone,” said Dr. Marion Buckwalter, a professor of neurology and neurosurgery at Stanford University Medical Center. Research suggests the benefits of menopause hormone therapy only outweigh the risks if taken at a younger age or closer to menopause, when the hormone levels would more closely align with what your body used to produce. Some evidence suggests that women who use certain types of hormonal birth control are also more likely to have a stroke, especially if they have high blood pressure, smoke or experience
migraines, all of which can increase risk. A few studies have suggested that women who undergo infertility treatment, and transgender women who take estrogen for gender affirmation have a higher risk of stroke as well. Women also face unique risk factors during and immediately after pregnancy. Because the volume of blood increases during pregnancy and then rapidly reverses after a woman gives birth, her risk of blood clots also increases, Buckwalter said. If a woman gains excessive weight during pregnancy or develops preeclampsia or gestational diabetes, that can also increase her risk of clots and stroke later in life. Black women in the United States are more likely to have a stroke than any other group of women. They also are more likely to have strokes at younger ages and to have more severe strokes. Many factors may drive this increased risk, including a lifetime of racial discrimination; poorer access to health care to manage underlying conditions; and a higher general incidence of high blood pressure, elevated cholesterol and obesity, as well as genetic conditions like sickle cell anemia. The best way to lower your risk is to start by keeping track of and treating high blood pressure. “You’d probably reduce strokes by about half if you treated all blood pressure,” Buckwalter said. Get regular wellness exams starting in your 20s so you can catch blood pressure issues, high cholesterol or diabetes early on. Stop smoking and aim for at least 150 minutes of exercise a week. Reduce the amount of saturated fat, trans fat and sodium in your diet to help maintain healthy blood pressure. “I usually recommend a Mediterranean diet or a DASH diet,” Buckwalter said, adding that “they have the strongest evidence of keeping people healthy and reducing not just your stroke risk, but also reducing dementia risk and cancer risk.” Be aware of your family history of heart disease and stroke and use the American Stroke Association’s assessment form to check your risk. Talk to your doctor about alternatives to birth control pills if you are highrisk, and about closer monitoring of blood pressure during certain stages of life like pregnancy and menopause. Starting in your 60s, it can also be a good idea to ask for an ankle-brachial index test, to check for plaque buildup in your leg arteries. And use the letters in FAST to remember warning signs of a stroke: face drooping or numbness; arm weakness; speech difficulty; and time to call 911. Getting medical help quickly can save your life and prevent serious disability.

With gold medal win, Adriana Díaz qualifies for World Cup in Japan By THE STAR STAFF

driana Díaz won her second gold medal in table tennis at the Santiago 2023 Pan American Games in Santiago, Chile on Wednesday, rallying to beat Bruna Takahashi of Brazil, 4-3 in the women’s singles final. With the victory, the 23-year-old from Utuado, who was ranked 11th in the world going into the continental competition, was awarded points qualifying her for the Table Tennis World Cup to be held in Nagoya, Japan in December. Díaz rallied from a 2-3 deficit, winning the last two sets. The final tally was 9-11, 14-12, 11-3, 8-11, 8-11, 11-9, 11-7. “I nevertheless can not believe that,” Díaz said after her victory. “At one point in the match I thought she was slipping out of my hands. Bruna was playing amazing. A strategy she had never tried with me. Lots of effect, very slow. In the end, I said ‘Adriana, it’s now or never.’ I focused. Concentrate. My dad kept telling me to keep going. I caught up with her at some point.” The two opponents shared a long and tearful embrace after the match, their 30th. Díaz holds a 19-11 advantage in her rivalry with the 23rd-ranked Takahashi.

Bobby Knight, basketball coach known for trophies and tantrums, dies at 83 By BRUCE WEBER

obby Knight, one of college basketball’s signature coaches and a singular personality renowned for his tempestuousness and hubris, qualities that helped bring him to the pinnacle of his sport and also tainted his success, died Wednesday at his home in Bloomington, Indiana. He was 83. His death was announced in a statement on his website. It did not give a cause. Mercurial and volatile, Knight was among the most polarizing characters in American sports. He was a brilliant coach who sought out intelligent players, deployed a ferocious manto-man defense, extolled the virtues of precision passing and preached the necessities of boxing out, rebounding and neverending hustle. Known as a principled perfectionist and a master teacher, he was also a driven competitor for whom losing was agony and a relentless motivator whose chief tool, it often seemed, was the anger-fueled rant. He began his coaching career at the U.S. Military Academy and finished it at Texas Tech University. He coached the U.S. men’s basketball team to an Olympic gold medal in 1984. But he found fame, glory and notoriety at Indiana University, where he was head coach for 29 years. An animated courtside stalker in a Hoosier-red sweater who became a statewide celebrity in a basketball-mad state, he raised the Indiana program to the national top tier while upholding academic standards — most of his players graduated — and avoiding the payfor-play recruitment scandals that bedeviled many other schools. Over two consecutive seasons, 1974-75 and 1975-76,
his teams won 63 of 64 games. In March 1976, when Indiana won the NCAA tournament, finishing the season at 32-0, it became the seventh — and last — national champion with a perfect record. From 1971-72, his first season at Indiana, through 1999-2000, Knight’s Hoosier teams averaged almost 23 wins a season, winning 11 Big Ten titles and, in 1981 and 1987, two more national championships, before he was fired by a university administration exasperated by his displays of incorrigibility. Sportswriter Frank Deford wrote that Knight was “a prodigy in search of proportion.” Broadcaster Bob Costas once referred to him as “college basketball’s raging bull,” and, indeed, the Indiana coach made a trademark of iconoclasm and defiance of decorum, deriding officials at top volume and hounding his players to the brink of abuse. He cooperated with many an interviewer but clashed frequently with members of the news media, scorning especially those beat reporters whose basketball knowledge he found wanting. Although he was a voracious reader, especially of military history, and often encouraged students to focus on “the book” rather than “the ball,” he was not above disparaging the whole print enterprise: “All of us learn to write in the second grade,” he once said. “Most of us go on to greater things.” His foul mouth was renowned: “In the course of a day, he describes an incredible number of things being done to the derrière: It’s burned, chewed out, kicked, frosted, blistered, chipped at, etc.,” Deford wrote in Sports Illustrated in 1981. During the 1985-86 season, perhaps to counteract his reputation as media-unfriendly, Knight gave sports writer John Feinstein remarkable access for a book, “A Season on the
Brink,” that revealed Knight’s detail-oriented preparation for games, the standards he set for his players and the grueling workouts he put them through. It also revealed his popularity throughout Indiana and his charitable deeds. But it became a bestseller largely because of the profanity and fury in its pages. Todd Jadlow, a forward on the 1987 championship team, wrote in a 2016 memoir that, among other things, Knight cracked a clipboard over his head, squeezed his testicles and made players run laps while barking like dogs. But Jadlow stayed in the Indiana program and, after he wrote the book, told ESPN, “I still have a lot of respect for him and look at him as a father figure.” Still, over the years, Knight’s demands and personality drove more than a few players from Indiana. Sports Illustrated reported in 1976 that one former recruit, Mike Miday, quit the team, telling his student newspaper, “I deserved better than to be treated as an object and demeaned in public,” and adding, “I’m terrified of the guy.” In 1997, Jason Collier left Indiana, telling The Springfield News-Sun in Ohio that he couldn’t adapt to Knight’s style. He explained, “I tried different tactics — blocking out the yelling, like people told me to do — but when people yell at you, you take notice.” But belligerence and volatility were not Knight’s only defining characteristics. He was a principled recruiter, and among his many demands on players was that they attend class. Players, friends and writers noted that he could be gracious, charming, charitable and playful. He was articulate as well, often in his own defense:

“I don’t think there’s an official in the country who knows as much about basketball as I do,” he said in a Playboy interview in 1984 about his rough treatment of the referees. “Not even close. Or as much as any other coach knows. And when I’ve got a complaint, I want it listened to. I’ve seen an official not watch for traveling. I’ve seen him watch the flight of the ball instead of the shooter’s hand afterward — whether or not he gets hit. I think that basketball officiating is tough, but I don’t think there are very many officials who know how to watch logically from one to two to three to four to five in a given position on the floor. And when I see somebody violate the logical progression of what he should be looking for, then I’m going to let him know about it.” Many of Knight’s coaching colleagues considered him not just a genius coach but an exemplary human being. His former players include All-Americans and successful pros such as Kent Benson, Quinn Buckner, Mike Woodson (a former head coach of the New York Knicks) and Hall of Fame guard Isiah Thomas, many of whom have spoken of a love-hate relationship with their coach while they played for him but an enduring admiration afterward. In a 2022 interview with the “Run It Back” podcast, Thomas recalled his youthful disagreement with Knight’s authoritative methods but added that, as a Black athlete, he became aware that many schools used “the athlete for his physical body but never try to develop his mind.” That was not the case under Knight at Indiana, he said, adding, “Coach Knight had the courage — key word ‘courage’ — to coach me and not try to be my friend.” Low points in behavior Time after time over his long career at

Bobby Knight embraces Mike Krzyzewski after Duke played a game at Madison Square Garden in New York on Nov. 15, 2011. Indiana, Knight embroiled himself in controversy. In 1979, as the coach of the American team at the Pan American Games in Puerto Rico, Knight was ejected from the first game for arguing with the referees. At a subsequent practice, he was involved in a fight with a San Juan police officer over the entry onto the practice court of a Brazilian women’s team 15 minutes before the allotted time. Although witnesses claimed the officer was at fault, Knight was arrested and charged with assault. After the Americans won the final over Puerto Rico, he cursed his opponents within earshot of reporters, saying that “their basketball is a hell of a lot easier to beat than their court system” and adding, with a profanity, that the only “thing they know how to do is grow bananas.” He left the island before his trial, at which he was convicted in absentia of assault and sentenced to six months in jail. Indiana refused to extradite Knight, who never served the sentence. The incident did not disqualify Knight from representing the United States at the Olympics in 1984, but the American Olympic Committee appointed him over the objections of many, including the governor of Puerto Rico, Carlos Romero Barceló, who wrote to the committee that Knight “set in 1979 a shameful example both in terms of personal conduct and in terms of civic responsibility.” Indiana’s 1984-85 season started with promise, but by mid-February, the team’s fortunes had declined and Knight was beside himself. As Sports Illustrated reported: “He was good cop one day, bad cop the next. He kicked the team out of practice; he ran them until they vomited. Sometimes, he grabbed fistfuls of jersey when yelling at players; other times he remained silent for the entire halftime.” On Feb. 23, Indiana played host to Purdue, and Knight snapped. Five minutes into the game, Indiana was trailing. Having been given a technical foul, Knight picked up a chair and flung it onto the court, sending it skidding into a row of spectators sitting cross-legged on
the floor under the basket. No one was hurt, but Knight was ejected and suspended for a game, and the video of the incident became celebrated testimony of one of sport’s most famous meltdowns. In 1988, Connie Chung of NBC News interviewed Knight for a show about how people working in high-pressure environments handled stress. Knight’s response was this: “I think that if rape is inevitable, relax and enjoy it.” Evidently realizing the inflammatory nature of his remark, he added: “That’s just an old term that you’re going to use. The plane’s down, so you have no control over it. I’m not talking about that, about the act of rape. Don’t misinterpret me there. But what I’m talking about is, something happens to you, so you have to handle it — now.” Knight later said that the informal nature of the interview up to then led him to think that his statement was off the record and that after he made it, he asked that it be kept off the broadcast. In his autobiography, “Knight: My Story,” written with sports editor Bob Hammel, he disparaged Chung as a journalist and compared her unfavorably with other female television reporters. The incident that led to Knight’s dismissal at Indiana occurred in a practice in 1997 during which Knight grabbed a player, Neil Reed, by the throat and seemed to choke him. A video surfaced in 1999, and the university president, Myles Brand, suspended Knight for three games, fined him $30,000 and put him on a zero-tolerance policy. Seven months later, a 19-year-old student called out to him in passing, “What’s up, Knight?” The student said Knight grabbed him roughly by the arm and cursed him for not using an honorific, Coach Knight or Mr. Knight. Knight claimed he had touched the student’s arm lightly, did not curse and was merely trying to impress upon him respect for his elders and, apparently without recognizing the irony, the need for “manners and civility.” Even so, that was the tipping point. Offered the opportunity to resign, Knight would not, and Brand fired him. A quick rise to Division I Robert Montgomery Knight was born in Massillon in northeast Ohio, on Oct. 25, 1940, and grew up in nearby Orrville. His father, Carroll, whom everyone called Pat, worked for the railroad. His mother, Hazel, was an elementary-school teacher. He was close to his maternal grandmother, Sarah Henthorne, who lived with the family and taught him to drive. A natural athlete who excelled in all sports, Knight, who was 6-foot-1 in junior high school, started on the Orrville High School team as a freshman and was the star as a senior (by then he was 6-foot-4), leading the team to
the state playoffs. At Ohio State, Knight was a lesser player on a great college squad; the Buckeyes won the national championship when he was a sophomore. The coach, Fred Taylor, became one of Knight’s role models, and, after graduation and a year as a high school assistant, Knight took Taylor’s advice and enlisted in the Army in order to become an assistant coach at West Point. After two years, Knight was promoted, becoming, at 24, the youngest Division I head coach in the country. He was immediately successful, going 102-50 in six seasons at Army. In 1970, he moved to Indiana, where he took over a program that had been intermittently strong — Indiana won the national championship in 1940 and 1953 — but won only one Big Ten title in the previous decade, shared with Michigan State. Under Knight, Indiana won or shared seven of the next 13. In 1975 and 1976, he was the Associated Press national coach of the year. (He won the award for a third time in 1989.) Exile from Indiana When Knight was fired, he claimed he did not deserve it, and his bitterness at Brand, who died in 2009, and the Indiana administration never abated. He belittled his successor, Mike Davis. He did not return to campus, despite many invitations, for 20 years. By then, Knight had retired, having spent 6 1/2 moderately successful seasons, including three NCAA tournament appearances, at Texas Tech in Lubbock, where the spotlight rarely found him. He resigned in February 2008, in the middle of the season. Knight finished his career as the coach with the most wins in college basketball, 902 (including three by forfeit); he is now sixth. Mike Krzyzewski, the longtime coach at Duke who played for Knight at West Point, is currently the all-time leader, with 1,202 wins. Knight married Nancy Falk, whom he grew up with in Orrville, in 1963. They divorced in 1985. He married Karen Vieth Edgar, a former high school basketball coach, in 1988. A complete list of survivors was not immediately available. In the 25th-anniversary edition of “A Season on the Brink,” John Feinstein wrote: “His good qualities are so good. His bad qualities are so bad. If I had a dollar for every time someone told me a story about encountering Knight and finding him gracious and charming and funny, I would never have to work another day in my life. If I also had a dollar for every time I’ve been told a story about Knight being a bully or being rude and obnoxious, I’d be Bill Gates.” He added, more succinctly, “There just isn’t anyone like Knight — for better and worse.”

You might have to work just a little harder to make money now. This might involve putting in extra time on a task, or it could simply mean that you have to make a few extra trips to the bank. Artistic insights might not be coming as profusely as usual, but this is all right. Relax and let things be, and the ideas will start coming again.
