Undera scorching sun, a small group of pensioners gathered in front of the north wing of the Capitol on Sunday to protest with placards and claim that what they receive monthly, after decades of public service, is barely enough to live on.
“Faced with the harsh reality that pensioners and their families are living through due to Hur ricane Fiona, the disastrous performance of LUMA [the private operator of the island’s electricity transmission and distribution system], and infla tion that eats up pensions, it is urgent to reactivate the struggle to guarantee a dignified retirement,” reads the press release distributed by the group. “We demand an increase in the pensions of all government retirees proportional to the increase in the cost of living caused by the galloping inflation the Puerto Rican people have suffered.”
The group noted that some of them receive as little as $600 a month and live in poverty, depend ing on government assistance after spending years working in the public system and paying into their pensions, which have been depleted since 2007.
“We haven’t seen a raise in 15 years,” said one of the retirees. “Today, we call on Governor Pedro Pierluisi and the Legislative Assembly to take the necessary actions to pass a law or stat ute to establish a pension increase proportional to the cost of living increase, similar to the one established by Social Security.”
The group pointed out that through the Pension Defense Front they were able to stop an 8.5% cut to pensions promoted by the Financial Oversight and Management Board in the govern ment’s debt adjustment plan, but “in daily life, pensions are being cut due to the increase in the cost of living.”
“We pay much more for food, gasoline, medi cines, and essential services,” they said.
Now, after the passage of Fiona, the situation has worsened.
“The vast majority of retirees are elderly people who, despite our age, take care of grand children, the sick, or are the breadwinners of
families impacted by unemployment and outmi gration. The losses caused by Hurricane Fiona and LUMA’s negligence have not only fostered our poverty but have also caused many retirees to suffer, see their health deteriorate, or even die, especially those who are bedridden, who number in the thousands,” said the group’s spokespersons, Pedro Pastrana and Emilio Nieves, among others, in a statement.
“We are outraged by so many [power] out ages, so for the Pension Defense Front it is an obligation to join the demand: cancel the debt of the bondholders of the Puerto Rico Electric Power Authority and get rid of LUMA,” they said.
Women’s Advocate Madeline Bermúdez announced Sunday the approval by the Office of Management and Budget of $1 million destined to subsidize nonprofit organizations that provide direct services on a daily basis to victims and survivors of gender violence.
The commonwealth funds were allocated to the Office of the Women’s Advocate by Gov. Pedro Pierluisi Urrutia as part of his public policy and in accordance with the executive order that declared a state of emergency to establish, improve and execute protection, prevention and orientation programs against gender violence.
Bermúdez said the investment is directly aimed at paying for the provision of guidance, counseling, support, advocacy, legal representation, social work services, psychological services, a 24/7 orientation and help line, and forensic and psychiatric
medical services, among other assistance for victims of gender violence and sexual assault. Likewise, the funds can be used to cover basic needs of participants in court and prosecutor’s office processes.
Funds will also be allocated to support low- and moderate-income women’s economic self-sufficiency projects, sexual and reproductive health programs and services, as well as prevention and education services with innovative strategies on violence and gender discrimination.
“The allocation of these funds is extremely important, considering the urgency of nonprofit organizations to have additional funds to respond to emergencies, as a result of the passage of Hurricane Fiona,” Bermúdez said. “In addition, the purpose is that they can provide resources of economic support, independence and empowerment to women … to continue addressing the state of emergency that we are experiencing with cases of domestic violence and provide services that are fundamental to eradicate abuse against women.”
The interim women’s advocate said the $1 million will be distributed through an open call for nonprofit organizations.
The priority in the allocation of funds
will be aimed at supporting direct services to victims of gender-based violence that are offered by non-profit, faith-based, community and specialized coalitions recognized for their track record in providing direct services to victim-survivors of gender-based violence, with a minimum of two years of experience, Bermúdez said.
She anticipated that in the coming days the office will announce the requirements and the process so that nonprofit organizations that offer services to victims and survivors of abuse can present their proposals and request the economic allocation. However, Bermúdez added, any organization interested in competing for such funds can now access the Fund Application Guide available on the Women’s Advocate portal, http://www.mujer. pr.gov, or request them by email by writing to: csantiago@mujer.pr.gov.
She also urged victims of domestic violence or assault to report their abuser and seek help through the office’s Domestic Violence Victims Orientation Line: 787-722-2977.
Secretaryof State Omar Marrero Díaz
announced Sunday that Emergency Declaration-4671-PR issued by President Joseph Biden in response to Hurricane Fiona’s passage through Puerto Rico grants an exemption to the cost of replacing the U.S. passport to all citizens affected by a natural disaster.
Individuals must have a valid passport and mail in official forms to benefit from the exemption.
“We urge citizens who have lost their passport, or whose passport has been damaged as a result of Hurricane Fiona, to take advantage of this assistance offered by the federal government to replace the travel document,” Marrero Díaz said in a written statement. “To verify your eligibility, you can access travel.state.gov/disaster or visit our offices in San Juan, Ponce, Mayagüez, Fajardo, and Arecibo, where they will guide you to fill out the required forms correctly.”
The secretary of state noted that office hours vary from 8:30 a.m. to 4:30 p.m.
depending on the location.
Federal law provides for the president of the United States, in collaboration with the governor of a state or territory, to waive the costs of applying for a replacement U.S. passport, as well as the charges of finding passport records for those who lost their document during a natural disaster.
Because of Hurricane Fiona, thousands of U.S. citizens in Puerto Rico were substantially impacted, and much federal government assistance has been made available through the Disaster Recovery Reform Act.
David Giamellaro, director of the San Juan Passport Agency, reported that “among these grants is the waiver of the application fee to replace a current passport for citizens affected by Hurricane Fiona.”
The director emphasized that the assistance from the U.S. Department of State is only to replace a valid passport lost or damaged due to Hurricane Fiona with the same remaining validity of the passport lost or damaged. For those eligible, the passport replacement application fee
waiver will remain in effect until Sept. 20, 2025, and the passport records search fee waiver will remain in effect until March 20, 2024.
If a passport holder qualifies for the fee waiver, the U.S. Department of State will issue a replacement passport with the
remaining validity of the lost or damaged passport. That is unless the passport is less than one year old, in which case, a oneyear passport would be issued.

ThePuerto Rico Planning Board has objected to the federal government’s plan to dispose of millions of cubic yards of dredge waste in five ocean sites around Puerto Rico because it did not have enough safeguards to prevent harm to coral reefs, the Center for Biological Diversity revealed over the weekend.
The Planning Board did not find the U.S. Environmental Protection Agency’s plan to be sufficient for preventing harm to coral reefs, which play a role in preserving fisheries and protecting communities and infrastructure from severe storm surges.
The Planning Board’s resolution, approved on Sept. 14 but made public late last week, summarizes the views of different organizations regarding the federal plan. The State Historic Preservation Office said it will not have an impact on historical properties. Pedro Saade Llorens, a lawyer representing different environmental groups, urged the Planning Board to reject the federal government’s determination. The group CORALations and the Center for Biological Diversity also warned against the dumping of toxic dredge soils in the ocean and the impact on coral reefs.
The EPA and the U.S. Army Corps of Engineers had applied to the board for a “certification of consistency,” which would have confirmed that their plan was in line with the Puerto Rico Coastal Management Program. The federal plan would allow the ocean dumping of waste created by dredging the San Juan Bay shipping channel, which would give large ships access to a new liquified natural gas (LNG) terminal.
“This request to dispose of the contaminated material from the San Juan Bay around Puerto Rico, without consulting with the communities that have opposed the dredging, is contrary to the vision expressed by the EPA to pay more attention to
environmental justice communities,” said Federico Cintrón Moscoso, director of the organization El Puente-Enlace Latino de Acción Climática, in a statement issued last Friday. “Before this plan goes any further, we demand that all activities related to this dredging comply with an environmental impact statement in which the communities and affected groups have a chance to participate.”
The San Juan Bay Dredging Project involves dredging and disposing of more than 2 million cubic yards of sediment. Dumping the waste at sea could contaminate ocean ecosystems with heavy metals like arsenic, cadmium and mercury, and other harmful chemicals such as polycyclic aromatic hydrocarbons and polychlorinated biphenyls, El Puente-Enlace Latino de Acción Climática noted.
Community and conservation groups — El Puente, CORALations and the Center for Biological Diversity — filed a federal suit in August over the Army Corps’ plans to expand the shipping channel. The lawsuit challenges the Corps’ failure to prepare an environmental impact statement analyzing the effects gigantic tankers and the new LNG terminal will have on local communities, corals and wildlife. The suit also contests the Corps’ plan to dispose of some dredged material in the Condado Lagoon nature reserve, which is an important habitat for manatees.
“Puerto Rico’s Planning Board deserves kudos for denying the EPA’s dirty dumping plan,” said Catherine Kilduff, an attorney at the Center for Biological Diversity, in the statement. “Dumping waste onto corals in the ocean doubles the destruction from dredging projects. The San Juan dredging project saddles Puerto Rico with a dependence on fossil fuels and harm to communities and eco-tourism, and ocean disposal magnifies that damage.”

waste often smother corals and other bottom-dwelling wildlife, the groups said. Reefs along the north coast of San Juan near the proposed dumping sites provide habitat for seven species of Endangered Species Act-listed corals, including elkhorn, staghorn and pillar corals. Some of those areas are federally designated critical habitat for elkhorn and staghorn corals as well as proposed critical habitat for the other species.
Coral reefs — which are extremely biodiverse — also support several other marine species, providing habitat for more than 25% of all life in the ocean.
Romero Donnelly, a shadow congressional delegate, applauded President Joe Biden’s decision to grant pardons to people convicted of “simple possession” of marijuana under federal law.
“I concur with the President that at this point no one should be in jail for just consuming or possessing marijuana,” Romero Donnelly said Sunday. “The same must be done in Puerto Rico to grant pardons. You have to evaluate all the cases well to emulate the President in this decision so that no one is in jail for cases of simple possession.”
The former lawmaker said that as with the federal determination to allow marriage between same-sex couples, “the same thing will happen here.”
“After much struggle there is now a broad view on marriage between same-sex couples, and so it will be with marijuana,” she said.
Romero Donnelly said more must be done to educate people on the subject and accept that the personal use of cannabis “tomorrow or the day after tomorrow will
be academic.”
In that sense, Romero Donnelly saw validity in the request of several representatives who are asking that the island government emulate Biden on the issue.
Financial Oversight and Management Board has submitted to the Title III bankruptcy court the names of the parties that will be intervening in its lawsuit challenging the validity and extent of the purported liens securing about $8.5 billion in Puerto Rico Electric Power Authority (PREPA) bonds.
The latest development is part of PREPA’s bankruptcy process. The energy utility filed for bankruptcy in 2017 to restructure some $9 billion in debt.
The so-called PREPA lien challenge was stayed in 2019, but last month the court allowed the oversight board to resume it when talks to restructure PREPA’s $9 billion debt failed. Besides allowing the litigation to move forward, U.S. District Court Judge Laura Taylor Swain also allowed for mediation of disputes and ordered the oversight board to file a plan support agreement by Dec. 1.
The lien challenge is an adversary proceeding filed against the U.S. Bank National Association, which is the bond trustee,
asking the Title III court to declare that the 1974 Trustee’s security interest in PREPA’s property is limited to funds deposited to the credit of the so-called “sinking fund” and “subordinate funds” under the 1974 Trust Agreement.
The oversight board said the intervenors in the case are the the Ad Hoc Group of PREPA Bondholders, Assured Guaranty Corp., Assured Guaranty Municipal Corp., National Public Finance Guarantee Corp., Syncora Guarantee Inc., the fuel line lenders, the Electrical Industry and Irrigation Workers Union (UTIER by its Spanish acronym), PREPA’s Employees Retirement System and the Fiscal Agency and Financial Advisory Authority (AAFAF by its Spanish initials).
The Official Committee of Unsecured Creditors of All Title III Debtors (UCC) said it has been advocating for several years that the threshold questions as to the scope of the PREPA bondholders’ security interest and the non-recourse nature of the PREPA bonds should be litigated.
“Now that this litigation is finally going forward, the Committee seeks to intervene in this adversary proceeding as a co[1]
plaintiff. In order to obviate the need for motion practice, the Committee has been in discussions with the Oversight Board regarding a stipulation and agreed order that would govern the terms of the Committee’s intervention as a co-plaintiff,” the UCC said. “While these discussions are in an advanced stage and the parties have exchanged drafts of such a stipulation, the parties have not yet reached final agreement on the terms of that stipulation.”
However, based on the discussions with counsel to the oversight board, the UCC said it is hopeful that the stipulation to intervene will be finalized in the near future. In light of the foregoing, the UCC said it believes that it would be wasteful to prepare a separate motion to intervene in the adversary proceeding; however, because no final agreement has been reached, the UCC has filed a motion advising the court that it intends to intervene in the proceeding as a co-plaintiff.
Meanwhile, Swain also ratified the continuation of the mediators and also appointed Willkie Farr & Gallagher LLP as special adviser to the lead mediator for a fixed mediation fee of $50,000 a month.
from the Bureau of Emergency and Disaster Management (NMEAD by its Spanish initials) reported Sunday that they found the body of one of the women who had been reported missing in La Soplaera Creek in Peñuelas.
Authorities reported that rescuers proceeded to recover the body while the search for a second woman continued.

On Saturday authorities announced that several people had been dragged down by a flash flood in La Soplaera Creek. Several of the people were rescued.
According to authorities, one of the people rescued reported that he was with six friends in the place when the creek’s waters rose suddenly and swept away three individuals.
Four individuals who were stranded on a rock in the middle of the stream were rescued, as was a man who was taken out of the creek. Some of those rescued are vacationing in Puerto Rico.
Mayor Julio Alicea Vasallo said over the weekend that an employee who was arrested on Friday by U.S. Postal Service agents at the facilities of the municipality’s Department of Public Works is not the target of any investigation, according to what he was told.
“Since the incident occurred [Friday] afternoon, in which federal agents of the United States Postal Service appeared at the facilities of the Department of Public Works, we have maintained communication with these authorities to inquire about the cause of the visit,” the mayor said. “As I told the
media yesterday, I was greatly surprised by the intervention and I was not notified of the exact reasons for that intervention, nor for the presence of approximately a dozen federal agents.”
However, we have been informed today that the municipal employee, whom I did not identify, nor will I identify, in a show of respect, was transported from our facilities to be interviewed,” Alicea Vasallo said in a written statement.
The mayor said he personally witnessed the moment when the handcuffs were placed on the individual and he was taken away in an official vehicle. However, the authorities told the mayor that the individual is not the subject of investigation and that he was going to be questioned as part
of an ongoing investigation.
“These procedures have nothing to do with administrative procedures as a municipal employee,” the mayor said.
“We were also informed that, by security protocol, the agents are obligated to place handcuffs on any civilian who accompanies them in an official vehicle. As soon as his interview ended in the offi
ces of the federal entity, we were informed that the employee left in the company of a relative and that they don’t foresee filing charges for the incident for which they interviewed him. We regret this unfortunate incident and reiterate that this employee is a model of hard work and commitment to his people.”
Exactlyone month until Election Day, Republicans remain favored to take over the House in November, but momentum in the pitched battle for the Senate has seesawed back and forth as a multimillion-dollar avalanche of advertising has blanketed the top battleground states.
For almost two decades, midterm elections have been a succession of partisan waves: for Democrats in 2006, Republicans in 2010 and 2014, and Democrats again in 2018. Yet, as the first mail-in ballots go out to voters, the outcome of the 2022 midterms on Nov. 8 appears unusually unpredictable — a reason for optimism for Democrats, given how severely the party that holds the White House has been punished in recent years.
Three states in particular — Georgia, Nevada and Pennsylvania — that are seen as the likeliest to change party hands have emerged as the epicenter of the Senate fight with an increasing volume of acrimony and advertising. In many ways, the two parties have been talking almost entirely past each other both on the campaign trail and on the airwaves — disagreeing less over particular policies than debating entirely different lists of challenges and threats facing the nation.
Republicans have pounded voters with messages about the lackluster economy, frightening crime, rising inflation and an unpopular President Joe Biden. Democrats have counte red by warning about the stripping away of abortion rights and the specter of Donald Trump’s allies returning to power. Both parties are tailoring their messages to reach suburban voters, especially women, who are seen as the most prized and persuadable bloc in a polarized electorate.
The year has progressed like a political roller coaster. Republicans boasted that a typical wave was building in the spring, and Democrats then claimed the momentum after the Supreme Court’s decision overturning Roe. v. Wade galvani zed progressive and independent voters. Now, the pendulum seems to have swung back.
“I wish the election was a month ago,” conceded Navin Nayak, a Democratic strategist and the president of the Cen ter for American Progress Action Fund. He was heartened, however, to see his party with a fighter’s chance, adding that Democrats had “no business being in this election.”
The challenge for Democrats is that they also have no margin for error. Clinging to a 50-50 Senate and a single-digit House majority, they are seeking to defy not only history but Biden’s unpopularity. “Even the slightest tremor is going to put the Democrats in the minority,” as Peter Hart, a longtime Democratic pollster, put it.
Come November, whichever party’s issue set is more dominant in the minds of the electorate is expected to have the upper hand.
“The Democrats’ message is ‘Elect Republicans and the sky may fall!’” Paul Shumaker, a veteran Republican strategist based in North Carolina, said, referring to rhetoric around abortion and Trumpism. But he said that voters “see

the sky is falling — all because of Joe Biden’s bad economy. The increase in prices at the grocery store is an everyday fact of life.”
Republicans are bullish on taking the House. Rep. Elise Stefanik, R-N.Y., chair of the House Republican Conference, predicted a “red tsunami” in an interview. “I think we can win over 35 seats, which would give us the largest majority since the Great Depression,” she said.
Republicans, in fact, need only a red ripple to take the gavel from House Speaker Nancy Pelosi’s current threadbare 220-member majority. For Democrats to maintain power, they would need a near sweep of the battleground districts, winning roughly 80% of them, according to political analysts who rate the competitiveness of races.
As Dan Conston, who heads the Congressional Leader ship Fund, the super PAC aligned with the House Republican leadership, sees it: If Republicans win every seat that Trump carried, plus every seat that Biden won by 5 percentage points or less, they will secure 224 seats, a narrow six-seat majority.
“The political environment has moved in multiple ways this cycle and has more contrasting issues that are keeping both sides engaged and energized,” Conston said.
Republicans have improved their standing in several key Senate races — including those in Nevada, Pennsylvania and Wisconsin — by pummeling Democrats over crime. But those gains have been offset in part by the struggles of several Republican nominees, including those in Arizona and in Georgia, where Herschel Walker’s campaign has been engulfed by the allegation that he financed an abortion for a former girlfriend.
One of the most significant Senate developments came in New Hampshire, where Republicans nominated Don Bolduc in September despite warnings in Republican-funded television ads that his “crazy ideas” would make him unelec table. In a recent radio interview, Sen. Rick Scott, R-Fla., chair of the National Republican Senatorial Committee, pointedly did not include New Hampshire among his party’s top five pickup opportunities.
And late Friday, Scott’s group began canceling more than $5 million it had reserved there, saying it was redirecting the funds elsewhere.
Recruiting failures have hampered Senate Republicans throughout 2022, and Sen. Mitch McConnell, R-Ky., minority leader, complained over the summer about “candidate quality.”
Democrats have repeatedly framed the election as a choice and warned that Republican gains would usher in the return to power of Trump’s movement.
Rep. Hakeem Jeffries, D-N.Y., chair of the House De mocratic Caucus, said in an interview that it was an urgent priority to “make it clear that it is an untenable situation to hand over the keys to the extremists in the other party.”
Stefanik, the No. 3 House Republican, accused Demo crats of trying to distract voters.
“The Democratic Party is trying to turn this into a re ferendum on Trump,” she said. “It is not. It is a referendum on Joe Biden.”
Even more than Trump, abortion stands at the center of virtually all Democratic electoral hopes this year. Its persua sive power alarmed Republicans over the summer, especially after Kansans voted against a referendum that had threatened abortion rights in the state and Democrats outperformed expectations in some special elections.
North Carolina Gov. Roy Cooper, chair of the Demo cratic Governors Association, said the breadth of the abortion decision had taken swing voters by surprise, despite years of warnings from advocates and predictions from Trump himself that his Supreme Court appointees would do just that. The shock, Cooper said, has not worn off.
“I don’t think anyone thought that after their testimony in committee in the U.S. Senate that they would actually vote to turn it on its head,” Cooper said of Trump-appointed justices.
Republicans have sought a delicate two-step on abor tion, catering to a base demanding its prohibition and to the political center, which is largely supportive of Roe.
In Nevada, Adam Laxalt, the Republican Senate can didate, is broadcasting television ads proclaiming that no matter what happens in Washington, D.C., abortion will remain legal in Nevada, attempting to pivot voter attention back to crime and the economy.
“Over the last two years, Democrat politicians have done incredible damage to America,” one ad intones. “But one thing hasn’t changed: abortion in Nevada. Why do Democrats like Catherine Cortez Masto only talk about something that hasn’t changed? Because they can’t defend everything that has.”
Firstlady Jill Biden said late last week that she had once helped a friend recover from an abortion before there was a constitutional right to the procedure, evoking the issue in deeply personal terms at a political fundraiser as she warned of further restrictions from “extremist Republicans.”
Biden, who was introduced by House Speaker Nancy Pelosi, D-Calif., before speak ing to a group of donors in San Francisco, said that in the late 1960s — years before the Supreme Court’s decision in Roe v. Wade established a right to abortion — a friend got pregnant. At that time, abortion was outlawed in Pennsylvania, where Biden grew up.
Her friend, whom she did not name, told her that she had undergone a psychological evaluation to be declared mentally unfit before a doctor agreed to administer one.

(During Biden’s presidential campaign, she and her aides had decided that they could draw a contrast be tween her husband and then-President Donald Trump just by describing her husband, rather than attacking Trump directly.)
Still, both Bidens have started to take a more aggressive stance toward Republicans, who have broadly backed abortion restrictions, even as they have struggled to unite around the idea of a national ban. In her remarks, Biden repeatedly called their agenda “extremist.”

President Joe Biden, a Roman Catholic who has struggled with his views over abor tion access, often connects his argument to the broader right for Americans to make private medical decisions. In speeches and public statements, he uses the word “abortion” spar ingly, focusing instead on broader phrases — such as “reproductive health” and “the right to choose” — that might resonate more widely with the public.
Jill Biden has also been judicious with her use of the word. But her story, shared publicly for the first time, cast the issue in a personal light as Democrats seek to capital ize on voter anger over the Supreme Court’s overturning of Roe v. Wade this summer to hold onto Congress in the November midterm elections. As abortion bans have taken effect in more than a dozen states, there are already signs that the issue has helped buoy the party against rampant inflation and the president’s poor approval ratings.

As the midterms grow closer, Jill Biden is expected to ramp up her traveling and deliver speeches related to her own portfolio of issues, including cancer research, education and support for the military. But she will also em phasize fundraising and supporting Democrats in tight races, according to a person familiar with her plans.
On Friday, the fundraiser, which raised money for congressional Democrats, starting at $500 a plate, was tucked between a visit to a cancer research center and a Saturday event focused on military families in Seattle, where she plans to appear with Sen. Patty Murray, D-Wash.
During the event, Biden urged support ers to “defend congressional seats held by women like Teresa and Mary” — referring to Rep. Teresa Leger Fernandez of New Mexico, a swing-district Democrat, and Rep. Mary Peltola of Alaska, a Democrat who won an August special election to replace Don Young, a Republican who died in March after serving there for 49 years.
“Women will not let this country go backwards,” Biden said. “We’ve fought too hard for too long. And we know that there is just too much on the line.”
LastTuesday morning, six days after Hurricane Ian tore through southwestern Florida, Alvaro “Moe” Zuluaga and his team of mold remediators walked through a house in Naples. The walls were cheerfully painted in sunny yellows and palm greens, and beyond a suspiciously musty smell there was little immediate sign that just days before, the entire home had been sitting in a foot of floodwater.
But on closer inspection, the baseboards were swollen. And there was a visible patch of mold in a single shoe.
“If you don’t act right away, the mold will cover everything,” he said.
In 20 years as a mold remediator in South Florida, Zuluaga has seen many houses where people didn’t act, and mold choked the homes from top to floor, settling on clothing and bedding and spreading through ductwork.
The remediators set to work, packing up wet clothes, the gray linen sofa. By the end of the day, they would knock off all the baseboards, pull up the hardwood flooring and cut out the drywall 4 feet from the ground.
Mold may be one of the most devastating, long-term and hidden costs of America’s increasingly humid, wet and stormy climate.
And while the extent of America’s mold problem is difficult to assess, there is consensus that climate change and more intense heat, rainfall and flooding — three key ingredients in a mold outbreak — are heightening the risk. There is relatively little publicly available data around mold rates, although there is robust scientific data that mold poses serious health risks from inhaling spores in the air.
In an acknowledgment of the growing danger, last year the Federal Emergency Management Agency expanded its disaster aid assistance to cover mold growth. Since the start of the program, it has paid out $142.9 million to 95,000 households, and that was before Hurricanes Fiona and Ian struck.
For mold remediation, immediate action is critical. The moment the waters recede or the rains stop, the clock starts.
It can take only 24 hours for mold to take root. By the 72-hour mark, it’s too late. Any saturated porous or semiporous surface — a bed, the kitchen cabinets — that hasn’t been treated has to go.
Like many residents of Florida, Zuluaga has seen many hurricanes, and the ghosts of his past storms are “an ever-present memory,” he said. None more so than Hurricane Hugo, the Category 5 storm that in 1989 ripped through several Caribbean islands before making landfall in Charleston, South Carolina. It ultimately cost $11 billion, or $24 billion in today’s currency, making it the costliest hurricane to hit the United States at the time.
Back then, Zuluaga was a high schooler in Puerto Rico. For three weeks, he and his family were without electricity and running water. “I’m lucky to have experienced it,” he said. “It gives me perspective.”
All homes, even the cleanest ones, have fungal or mold spores. They cling to walls, or float around suspended in the air. What separates a healthy home from a remediation-worthy tearout is moisture, which can cause the spores to feed and grow out of control.
There is robust scientific evidence linking mold with respiratory afflictions including wheezing, throat irritation and worsened asthma. Problems are most likely among children, asthma sufferers or people with long-term exposure to high levels of mold, who may become sensitized to the spores.
It’s an open question in academic research as to whether there is a relationship between mold exposure and neurological damage. “It’s difficult to study because a lot of these symptoms are fairly nonspecific,” said Karen Dannemiller, an associate professor at Ohio State University whose lab studies indoor air quality.
Her research has found that spores growing in higher moisture conditions can elicit more of an immune response. Mold “is absolutely a huge issue,” she said.
Climate change is contributing to an uptick in the intensity and range of wet weather events and higher humidity, exposing more people to conditions that introduce moisture into buildings, according to the Centers for Disease Control and Prevention. After Hurricane Katrina, CDC inspectors found that nearly half of the homes they inspected had visible mold growth. Mold is also the most queried subject to the agency’s National Center for Environmental Health.
In hot, humid regions like Florida, there is always the potential for mold growth, even without a hurricane. But during a storm, if moisture enters a building through
a broken door, a leaking window frame or a hole in the roof, and then the power goes out and air conditioning stops running, “there’s your formula for massive mold growth,” said Doug Hoffman, the executive director of the National Organization for Remediators and Mold Inspectors, a nonprofit trade group.
Florida adopted some of the nation’s more stringent building codes after Hurricane Andrew, including windows that can withstand hurricane-force winds. But many buildings, particularly old homes in certain areas, weren’t built with modern conditions in mind.
(The problem may be worse for lowincome individuals and people of color. Studies have shown that they are more likely to reside in poor quality housing, which can increase the likelihood of suffering the effects of mold. On top of that, tenants may also be hesitant to approach a landlord about issues like mold in their housing if they fear eviction, said Dannemiller, who works with the Asthma Express Program, a program that conducts home visits for asthma patients.
Mold remediation can be expensive. And insurance, even if you have it, may not help: Mold damage is not typically covered by standard homeowners’ insurers.
Even if you have an additional moldspecific rider, the coverage for mold damage may be capped. In Florida, the limit is
$10,000. And even if you have additional flood insurance, that typically won’t cover mold. (In the Florida counties where residents were told to evacuate, 18.5% of homes had flood insurance coverage.)
In a storm as severe as Ian, the Naples home represents a good case study. The damage to the home was assessed quickly, and the team removed anything that made contact with floodwater. In the next steps, the remediators will sanitize the underlying structure and other surfaces, and the house will be ready for rebuilding.
In a worst-case scenario, however, if a property has been left to sit and the mold has spread through the walls, the house may have to be ripped down to the studs, so that all that is left is a frame.
On Tuesday afternoon Zuluaga and his team went to inspect a 160,000-square-foot furniture showroom and warehouse. The smell was overpowering. During their walkthrough, they found that some of the wooden tabletops and ceiling tiles were already showing signs of visible mold. Everything in the warehouse — an estimated $5 million of desks, sofas, lamps — would need to go.
Work from Hurricane Ian alone would tie his team up for the next three years, Zuluaga reckoned. And so, there was no time to waste. Shortly after wrapping up their inspection, he and his team moved on to another home.

Asa matter of dollars and cents, the theft of two piglets from a sprawling farm in rural Utah was not a huge loss for its ow ner, Smithfield Foods, the world’s largest pork producer.
But several weeks after a group of animal welfare activists posted a video online of their nighttime incursion into Circle Four Farms in Beaver County, local and federal law enforce ment officials began a multistate investigation. FBI agents raided animal sanctuaries in Utah and Colorado, and at one of them, government veterinarians sliced off a portion of a piglet’s ear in their search for DNA evidence of the crime.
Authorities never recovered the stolen piglets, and the federal government declined to press charges. But prosecutors in Utah pursued felony burglary and theft charges against the activists, who faced prison sentences if convic ted.
On Saturday, a jury acquitted two of the activists on the charges, a somewhat unexpec ted verdict in a part of rural Utah whose eco nomy is largely tied to the fortunes of agricultu ral giants like Smithfield.
Wayne Hsiung, one of the defendants, said he was stunned by the verdict, given that the judge had not let the jury consider any testi mony explaining why the activists had targeted the farm, filmed their incursion and then taken two sick piglets on their way out.
“This is a resounding message about ac countability and transparency,” Hsiung, 41, said in an interview after the jury’s decision. “Every company that is mistreating its animals and ex pecting that government and local elected offi
cials will just go along with them because they have them in their pockets will now realize that the public will hold them accountable, even in places like Southern Utah.
“Instead of trying to put us in prison,” he added, “The better thing to do is just take care of your animals.”
The case had become a cause célèbre among activists focused on the plight of hogs, chickens and cows who spend their lives in socalled concentrated animal feeding operations.
Many animal welfare advocates viewed the trial as a display of corporate power, and a test of whether the meat industry can legally pre
vent the public from seeing the sometimes un savory aspects of modern mass food production.
Circle Four Farm is one of the largest hog-producing facilities in the country, proces sing more than 1 million pigs a year.
In addition to barring any mention of the defendants’ reasons for trespassing, District Court Judge Jeffrey Wilcox excised any testi mony about animal welfare, blocked the jury from viewing the footage that the defendants filmed that day and had evidence photos of the stolen piglets altered to avoid showing jurors the condition in which the animals were living.
“This is a clear case of government ove rreach,” said Mary Corporon, a lawyer for the second defendant, Paul Darwin Picklesimer, who had filmed the raid. “Let’s face it, Joe Six pack citizen can’t get the FBI to try and solve the burglary of their TV or their grandmother’s ring because they’re not a major multinational corporation with immense political pull.”
Smithfield did not immediately respond to an email seeking comment on the verdict but had previously declined to comment on the case, citing the continuing trial.
The stolen piglets were worth at most $42.50 each, according to testimony from a state official.
Prosecutors rejected the suggestion they were acting on behalf of Smithfield, noting that a crime is a crime and that investigators acted only after the defendants publicized footage of
their 2017 raid, which they had dubbed “Ope ration Deathstar.”
But in court documents, prosecutors ar gued that the company’s reputation was har med by the footage and other similar videos, in cluding one published by The New York Times, as well as by protests by animal welfare acti vists that targeted Costco, one of Smithfield’s biggest buyers.
“The defamation campaign has caused reputation and public image damage to Costco and Smithfield,” prosecutors wrote.
Justin Marceau, a law professor at the University of Denver and author of the book “Beyond Cages: Animal Law and Criminal Pu nishment,” said the prosecution was an unsubt le attempt to chill the growing movement of ac tivists who use subterfuge and hidden cameras to document conditions on factory farms.
The defendants, members of the group Direct Action Everywhere, or DxE, were see king to document the farm’s use of gestation crates, the metal enclosures for pregnant sows that critics say are cramped and inherently cruel. Smithfield had vowed to end their use by 2017, but Hsiung said there were thousands of them at Circle Four Farms.
“The agonizing screams of pigs confined to these cages were so loud, we couldn’t hear each other talk,” Hsiung said. The two piglets they took on their way out, he said, were sick and malnourished and would have most likely ended up in a dumpster.
Jim Monroe, a Smithfield spokesperson, said the company had largely phased out the use of gestation crates and was committed to improving the welfare of the tens of millions of pigs it raised each year. “Any deviation from our high standards for animal care is counter productive to this mission,” he said in an email.
Richard Piatt, a spokesperson for Sean Reyes, the Utah attorney general, said the de fendants had invited prosecution by publicly posting evidence of a crime. “Prosecutors feel there’s an obligation to acknowledge there was a burglary and theft,” he said.
Three other activists in the case entered guilty pleas to misdemeanors, in exchange for an agreement that they would not trespass on Smithfield properties in Utah nor criticize the corporation online for three years.
The jurors did not deliberate the fate of the two stolen piglets. Now full-grown, the pi glets, known as Lucy and Ethel, are living at an animal sanctuary in Utah. According to acti vists, they are doing just fine.
Asa painful decline in markets drags on, investors are grappling with a difficult choice: stick with stocks and hope for a turnaround or avoid them until better times arrive.
The S&P 500 is down 23% on the year, with a brief rally in October threatening to crumble after strong U.S. jobs data bolstered the case for more market-punishing rate hikes from a Federal Reserve that has made fighting inflation its top priority.
As markets have tumbled, wary investors have cut their stock holdings this year in favor of safer terrain, drawn by higher yields on everything from Treasuries to money market accounts.
Yet some investors are beginning to worry that sitting on the sidelines could eventually cost them once the market turns. Missing out on a few big days of gains can cut overall returns over time, while previous market bottoms have been marked by furious rallies that have rewarded those who stuck it out in stocks.
“It’s a push and pull between, am I more afraid to be under-invested and miss out on an upside move and a rally or am I more afraid to make a wrong decision,” said Glenn Koh, head of global equities trading at Bank of America.
History shows that being under-invested in stocks could lead to missing out on substantial gains. Investors’ annual average return fell from 7.8% a year to 3.2% if they missed the 20 best stock market days over the last three decades, a Wells Fargo Investment Institute study found.
Meanwhile, the market tends to see its strongest gains in the month after it hits a bottom, according to Goldman Sachs research. The firm found that the S&P 500 (.SPX) has posted a median return of 16% during the month following the trough of eight bear or near-bear markets since 1980.
John Lynch, chief investment officer for Comerica Wealth Management, believes a lot of negative news is already priced in to markets, including fears of a recession. His firm is maintaining its standard allocation toward stocks in general in its portfolios.
“The upside 12-18 months from now is much better than the downside ... three to six months from now,” Lynch said.
Investors are looking to next week’s U.S. consumer price report for clues on whether the 300 basis points in rate hikes already delivered by the Fed have dented inflation. Signs that prices remain steep are likely to weigh on markets, further undercutting the case for staying in stocks.
Plenty of investors believe it is too early to get bullish on stocks. Valuations are one concern: The S&P 500’s forward price-to-earnings ratio has fallen to about 16 from nearly 22 at the start of the year, but remains above the level of about 10 times earnings seen during the throes of the 2007-2009 financial crisis.
And while profit estimates have weakened, they may fall further in coming weeks as investors factor in a potential economic slowdown. The challenges to the corporate outlook will become clearer starting next week, when third-quarter results start pouring in.
Morgan Stanley strategists this week said the stock mar-
ket faced more downside, pointing to earnings uncertainties including the stronger dollar and weakness in Europe.
“This is one of the most difficult macro forecasting environments most companies have ever encountered,” they wrote.
Amid the uncertainty, conventional equity funds have seen net outflows for 35 straight weeks, according to Refinitiv Lipper. Meanwhile, fund managers increased their average cash balances to the highest level in more than two decades, the latest monthly survey from BofA Global Research showed.
King Lip, chief strategist at Baker Avenue Asset Manage-
ment, said many of his investing clients are more concerned about greater potential losses than missing out on some potential gains.
In fact, some of the firm’s clients want to raise their cash positions further - even though many now hold 5% to 10% of their portfolios in cash compared with their more typical allocation in the low single digits.
“The conversation right now is it’s not about missing out on the rebound per se, it’s about capturing another 20 to 30% of the downside,” said Lip. “That’s what our clients are worried about right now.”
authorities in Crimea moved quickly Sunday to restore some road and rail traffic on the Kerch Strait Bridge, after an explosion a day earlier partly damaged the span and embarrassed the Kre mlin.
Sergey Aksyonov, the Kremlin-installed leader of Crimea, said Sunday that cars would be able to use the bridge, but that for the time being, trucks, buses and all heavy-duty vehi cles would have to cross using a ferry service that will be provided for free.
As state officials and the official news media strove to present the situation as under control, railroad service would operate norma lly, said Aksyonov, who has been head of the administration on the disputed peninsula since Russia seized it from Ukraine in 2014.
Eighteen trains carrying a total of about 6,000 passengers had crossed the bridge since traffic resumed overnight, the state-run Russian news outlet RIA Novosti reported, quoting the railroad service.
Crimean authorities were still working on reestablishing stable transportation links, inclu ding ferries, between the peninsula and Russia, Aksyonov said on his Telegram channel.

Ferries had operated across the Kerch Strait long before the bridge opened in 2018. On the other side, more than 170 trucks were waiting to cross from Russia into Crimea, the state-run news agency Tass reported.
An enormous explosion Saturday drop ped segments of two auto traffic lanes into the sea, while the barricades used to wall off the damaged area occupied half of the two remai ning lanes, leaving just one open for transport.
The explosion also damaged the adja cent rail bridge, which stands slightly higher.
The blast — which a senior Ukrainian
official said was orchestrated by Ukrainian in telligence services — was a symbolic setback for President Vladimir Putin of Russia, targeting the only physical link to a peninsula that he has asserted is Russian in the face of international condemnation. The Russian army has also used the bridge since February’s full-scale invasion of Ukraine to supply its occupation forces in the southern part of the country.
But the resumption of auto and rail traffic indicated that while the explosion could create temporary logistical hurdles, it did not appear to have permanently damaged the bridge or Russia’s war effort, analysts said.
“The collapsed lane of the road bridge will restrict Russian military movements until it is repaired, forcing some Russian forces to rely on the ferry connection for some time,” the Institute for the Study of War, a Washington group that tracks the conflict, wrote in a report Saturday. “Russian forces will likely still be able to transport heavy military equipment via the railroad.”
Russian investigators are working to es tablish the cause of the explosion, which Mos cow said killed three people. Putin has signed an order strengthening security on the bridge, and will meet with his Security Council on Monday, said his spokesperson, Dmitry S. Pes kov. He did not specify the agenda.

said Saturday. The series of explosions shook towns and cities even as Ukraine made gains taking back its territory from Russian control.
The strikes killed 15 people in Donetsk province in eastern Ukraine, four in Zapori zhzhia province in the south and one in Sumy
province in the northeast of the country, Kyrylo Tymoshenko, a senior aide to President Volo dymyr Zelenskyy, said on the Telegram mes saging app. Tymoshenko said more than 20 other people had also been wounded.
In Kharkiv in northeastern Ukraine, the second largest city in the country, pho tos showed a red fireball lighting up the night sky, enveloped by a billowing cloud of dark smoke. Buildings, including a medical insti tution, were on fire, Kharkiv’s mayor, Igor Te rekhov, wrote on Telegram. Tymoshenko said that six people had been injured there.
Missile strikes in cities and towns across southern Ukraine, including Zaporizhzhia, Nikopol and Berislav along the Dnieper River, have hit residential areas and turned apartment blocks to rubble.
The bombardments come as Moscow’s troops have been forced to retreat in parts of the country and appear to show the Russian
military’s effort to use its advantage in longrange munitions to exact costs for its losses, according to Ukrainian officials and some mi litary analysts.
But while the strikes have caused civi lian deaths and damage to property, businesses and infrastructure, they appear to have done little to reverse Moscow’s territorial losses.
By contrast, Ukrainians have in recent months have largely used artillery supplied by the West to pinpoint Russian military infras tructure to impede Moscow’s capacity to re supply its forces.
Zelenskyy used a speech Saturday to ap peal to the West for fresh weapons, using the attacks as a rationale.
“We see what kind of war Russia can make literally out of nothing,” he said. “Rus sia can block the sea for a country it wants to capture. It can burn cities and villages. It can arrange missile terror.”
Theleaders of the Ukrainian Center for Civil Liber ties, which won the Nobel Peace Prize on Friday, rejected criticism of the committee’s decision to award it the prize alongside human rights defenders from Russia and Belarus, saying that the prize recog nized the universal struggle against oppression.
Oleksandra Matviychuk, chair of the center, stressed during a news conference Saturday that the Nobel Peace Prize belongs to every Ukrainian fight ing for freedom and democracy, addressing a backlash from some Ukrainians over the sharing of the prize.
But Matviychuk also urged solidarity with those groups who have been fearlessly documenting human rights abuses in Belarus and Russia.
She said people who had criticized the lumping of the three organizations together should see that they all are working to fight as one for universal freedoms.
“It is a story about resistance to common evil and that human rights defenders in different countries are building links to solve problems that do not have state borders,” Matviychuk said, mentioning the slogan “for our freedom and yours” that many post-Soviet nations had used during their struggles for independence.

“The lack of respect for human rights leads to war sooner or later,” she said. “Lukashenko and Putin, and all those who commit war crimes and crimes against humanity, must be punished.”
The White House congratulated all of the win ners of the prize in a statement Friday, saying, “the brave souls who do this work have pursued the truth and documented for the world the political repression of their fellow citizens — speaking out, standing up and staying the course while being threatened by those who seek their silence.”

David Kelly, superintendent of the Milford police district, said at a news conference Saturday that offi cials were still investigating the cause of the explosion in Creeslough, County Donegal, but that the informa tion obtained so far suggested it was a “tragic acci dent.”
The explosion happened at an Applegreen gas station in Creeslough, which is about 105 miles north west of Belfast and home to about 740 people.
The victims included a girl, teenage boy, teenage girl, three women and four men, police said. Police did not provide the names or ages of the victims but said they were all from the area.
A search-and-recovery operation ended Satur day, police said in an emailed statement.

seven of the injured had been taken to a hospital and were in stable condition. An eighth person, who was in critical condition, was taken to a hospital in Dublin, McGowan said at news conference.
Garry Martin, director of emergency services for the Donegal County Council, said the explosion “sub stantially damaged” a building and that there were dis placed and broken concrete slabs at the site.
Applegreen founder and CEO Joe Barrett said there was a post office and supermarket in the village’s
Applegreen station. “Today we mourn those who have lost their lives alongside the entire country,” Barrett said in a statement.
In a statement Saturday, Irish Prime Minister Mi cheal Martin shared his condolences with the loved ones of the victims and called it the “darkest of days for Donegal and the entire country.”
“People across this island will be numbed by the same sense of shock and utter devastation as the peo ple of Creeslough at this tragic loss of life,” he said.
Storm Julia became a hurricane Saturday night near several Colombian islands and was headed toward Nicaragua, forecasters said.
The storm was about 20 miles west-southwest of San Andres, a Colombian island, as of 8 p.m., with maximum sustained winds of 75 mph, the National Hurricane Center said in an advisory. The storm was about 125 miles east-northeast of Bluefields, a municipality on the east coast of Nicaragua.
A hurricane warning from the Colombian government for the islands of Providencia, San Andrés and Santa Catalina was in effect, as well as one for parts of Nicaragua. Tropical storm warnings were in effect for the Pacific Coast of Nicaragua, El Salvador and Honduras. A tropical storm watch was in effect for the entire coast of El Salvador. The warnings refer to storm conditions that are expected within 36 to 48 hours.
Forecasters warned of life-threatening flash floods and mudslides from heavy rains over Central America through the weekend.
Julia has been strengthening as it churns westward across the southwestern Caribbean Sea. After it passes near the San Andres and Providencia islands Saturday evening, it will most likely reach the coast of Nicaragua overnight and travel across Central America more slowly, the center said.
Hurricane Julia is expected to continue strengthening until landfall in Nicaragua. Then, forecasters said it will weaken into a tropical storm before becoming a tropical depression Monday. It is expected to dissipate by Monday night.
Heavy rainfall could set off flash flooding and mudslides in parts of Central America, which could get 4 to 8 inches of rain, and up to 15 inches in isolated areas, the center said.
A storm surge could raise water levels 4 to 6 feet above normal tide along the coast of Nicaragua, with large and damaging waves, forecasters said.

Providencia, the Colombian island under a hurricane warning, was decimated by Hurricane Iota in 2020, according to the United Nations.
“Although the loss of human life was minimal, the impact on the island’s precious ecosystems deeply changed the perspective of its inhabitants,” the U.N. said. “Two years later, they’re still working to get back their environmental treasures and preparing for the next challenge climate change might bring.”
The Colombian government was watching the progression of the storm to plan how it could support the Caribbean region.
“We are on maximum alert,” Colombian President Gustavo Petro said on Twitter Saturday.
He directed hotels to open space for people who needed to seek refuge in the areas affected by the storm.
The Ministry of Public Works in El Salvador had machinery and technicians ready Saturday morning to attend to storm-related
emergencies.
“We are all organized to execute work that protects lives,” the department said on Twitter.
Julia formed 10 days after Hurricane Ian made landfall in Florida. Ian barreled across the state as a powerful Category 4 storm, destroying neighborhoods and infrastructure, unleashing floods, wiping out power and killing at least 120 people, according to state and local of ficials.
Ian, which later regained hurricane strength before making landfall in South Carolina, followed a relatively quiet start to the Atlantic hurricane season, which runs from June through November. There were only three named storms before Sept. 1 and none in August, the first time that has happened since 1997.
Storm activity picked up in early September with Danielle and Earl, which formed within a day of each other, and Ian, which formed Sept. 26.
In early August, scientists at the National Oceanic and Atmospheric Administration issued an updated forecast for the rest of the season, which still called for an above-normal level of activity. In it, they predicted the season — which runs through Nov. 30 — could see 14 to 20 named storms, with six to 10 turning into hurricanes that sustain winds of at least 74 mph. Three to five of those could strengthen into what NOAA calls major hurricanes — Category 3 or stronger — with winds of at least 111 mph.
Last year, there were 21 named storms, after a recordbreaking 30 in 2020. For the past two years, meteorologists have exhausted the list of names used to identify storms during the Atlantic hurricane season, an occurrence that has happened only one other time, in 2005.
The links between hurricanes and climate change have become clearer with each passing year. Data shows that hurricanes have become stronger worldwide during the past four decades. A warming planet can expect stronger hurricanes over time, and a higher incidence of the most powerful storms — though the overall number of storms could drop because factors like stronger wind shear could keep weaker storms from forming.
Hurricanes are also becoming wetter because of more water vapor in the warmer atmosphere; scientists have suggested storms like Hurricane Harvey in 2017 produced far more rain than they would have without the human effects on climate. Also, rising sea levels are contributing to higher storm surge — the most destructive element of tropical cyclones.
The worldview behind Russian President Vladimir Putin’s invasion of Ukraine assumed the following premises: The West and America are declining, decaying and internally divided. The globalized world is becoming multipolar, with “civilization-states” reemerging and competing to claim their spheres of influence. And Russia and China, in particular, represent potent alternatives to Western liberalism that stand ready to contend for global dominance.
As badly as the war has gone for Putin, some of this analysis still holds up. The world has indeed responded to the Ukraine war along multipolar lines. Saudi Arabia’s snub of the Biden administration’s plea to pump more oil is just the latest example of how the anti-Russian coalition is essentially a Western coalition, with India, China and the Arab world playing more cynical and complicated parts.
Meanwhile, the West’s unity, while obviously more impressive than Putin expected, is still a thin netting flung over deeper vulnerabilities. There has been no sustained post-COVID-19 boomtime, no new era of good feelings. The populist wave is not receding; since the war in Ukraine began in late February, the European establishment has
suffered political disappointments and defeats in Sweden, Hungary and Italy. Two of the governments most committed to the defense of Ukraine, U.S. President Joe Biden’s administration and Britain’s Tory government, are well underwater in approval polls. Europe has only just begun to feel the cost of its naive energy policies, and Western economies are caught between measures that feed inflation and solutions that might induce recession.
So in key respects, the world still looks as Putin imagined it more than seven months ago, with clear opportunities for a potent challenger to the liberal world order. But now we know something that he didn’t when he ordered the invasion: Russia isn’t that potent challenger, and its claims to represent an alternative to the liberal West have melted into Ukrainian mud.
It’s not only Putin’s regime showing signs of illiberal meltdown. Beijing still looks much more powerful than Moscow, but China’s early COVID-19 successes have given way to an insane-seeming attempt to sustain a “zero COVID” policy at whatever cost to prosperity, domestic tranquility and global influence.
At the same time, Iran, whose Islamic Republic represents a different sort of rival to Western liberalism, is enduring a wave of protests that, even if they don’t topple the regime, are a reminder of just how miserably unpopular the Islamic Revolution is today.
As right-wing gadfly Richard Hanania, usually a critic of liberal pieties and American self-regard, acknowledged in a recent essay, 2022 has been pretty good for the wellworn, Francis Fukuyama argument that liberal democracy lacks plausible ideological competitors. Liberalism has enemies aplenty, sure, and relative to the origin point of Fukuyama’s “End of History” argument in 1989, the liberal order is showing clear signs of internal decay. But a desire for alternatives is not enough to bring them into being;
instead, we’re seeing that a world system can weaken dramatically without its rivals being ready to supplant it.
If Russia is the biggest, ugliest flop, China is the more interesting case. It was always clear that Putinism existed in an imitative, parodic relationship to the West — as a pseudo-democracy, not a true rival with a different source for its legitimacy. But China over the past few decades seemed to be creating something more stable and self-legitimating, a one-party meritocracy capable of managing peaceful transitions from one leader to another, resistant to cults of personality and able to steward rapid economic and technological progress.
But the combination of Chinese President Xi Jinping’s Mao Zedong-lite consolidation of personal power and his government’s conspicuous failures (on economic management and soft-power diplomacy, not just the zero-COVID blunders) suggest that China’s system is reverting to an authoritarian mean, that the idea of one-party meritocracy collapses back into banal dictatorship the moment you get a mediocre leader.
Then the turmoil in the Islamic Republic is interesting in a different way. As Shadi Hamid noted in a provocative essay for First Things, the Muslim world’s various Islamist movements anticipated the more recent Western fascination with (and fear of) “post-liberal” politics — offering non-Western attempts to forge a political-cultural system that could claim to be secular liberalism’s successor, not just a throwback to the past.
So their mixture of failure, defeat and, in the Iranian case, corruption and stagnation stand as a sustained caution to Western thinkers trying to imagine something after liberalism.
These imaginings will continue because liberalism remains on a path to an unhappy destination — sterile, fragmented, stagnant, dystopian. All the optimistic chestthumping about the Ukraine war inspiring a wider liberal revival has not altered that reality.
But in Moscow, in Beijing, in Iran, you can see other roads available, and all of them run quickly down into the dark.

Earlyon in “Hamilton,” Aaron Burr offers the Founding Father of the title some “free advice”: “Talk less. Smile more.”
In the German-language premiere of the blockbuster musical that opened in Hamburg, Germany last Thursday, that line is one of the few retained in English — and a flummoxed Hamilton immedia tely asks what those words mean.
There’s a slinking, mischievous irony to Burr’s advice. This is one of the wor diest musicals in the history of theater, a show so drunk on the exuberance of its language that it almost never stops to catch its breath. As much as it is a mu sical tour de force, “Hamilton” is a love letter to the English language’s tonal rich ness and malleability. So, when Hamilton prompts Burr for a translation in this early exchange, it teasingly registers as a me tacommentary on the artistic challenges facing the production — and as both a taunt and a dare.
Ever since a German-language ver sion of Lin-Manuel Miranda’s Pulitzer and Tony-winning “Hamilton” was an nounced, a number of urgent questions have swirled about. How, in God’s name, could this, of all musicals, convince in German, a language with a vastly diffe rent syntax and repertoire of sounds? In a theater landscape that lacks diversity, where would producers find the mam moth multiracial cast the show requires? And why should German audiences even care about the story of an American Foun ding Father whose likeness on the $10 bill most here would not even recognize?
A lot could have gone wrong. So I’m pleased to report that “Hamilton” has transferred to Hamburg with its verve, in genuity, idealism and courage intact. The show here is every bit as electrifying as the one currently on Broadway, and it ga ins unexpected depth from being perfor med in Germany, and auf Deutsch.
Perhaps most fundamentally, this “Hamilton” is a masterpiece of translation. The translating team of Kevin Schroeder and Sera Finale spent four years working on the German version of Miranda’s den sely wordy and rhythmically propulsive lyrics. (In the end, Miranda vetted the final version of each line himself.) The result is
some of the most vivid, fresh-faced and dynamic German I’ve heard in the theater in a long time. Schroeder and Finale ap proached their herculean assignment with unstinting resourcefulness and shrewd musical instinct.
The punning, exuberant text results in a genuinely German version, a “Ha milton” eminently, entirely at home in the language. Nearly every word in transla tion rings true.
This makes it possible for the large cast to convincingly inhabit both show’s musical landscape — with its mix of hiphop, R&B, pop and show tunes — as well as its inner world. Although David Korins’ brick-and-wood set is identical to the one used in the six English-language produc tions, directed by Thomas Kail and cu rrently running worldwide, the performers succeed in making it their own. Indeed, the German cast seems to rejuvenate the 7-year-old show, whose haunting lighting by Howell Binkley, frequently stage rota tions and energetic, near-constant dan cing (Andy Blankenbuehler’s Tony Awardwinning choreography) mirror the torrid flow of language.
Casting “Hamilton” in German was nearly as difficult as translating it, and the talent scouts at Stage Entertain ment, the show’s producer in Hamburg, have assembled an impressive cast who se members hail from 13 countries. The Broadway-caliber performers bring the requisite bluster, lyricism and wit to their assignments. And they all get that, fun damentally, “Hamilton” is a show about collective energy and cooperation — the hard work of democracy — rather than showboating.
Benet Monteiro, who is from Brazil, plays Hamilton with wiry, coiled-up ener gy. He’s a man constantly overheated, which is what makes him tick and is his tragic flaw. Gino Emnes, who is Dutch, is charismatic and elegant as Burr. Da niel Dodd-Ellis, an American, does dou ble duty as Lafayette (with an outrageous French accent) and Jefferson. Another American, Charles Simmons, cuts a stri king figure as Washington.
The late 18th-century America of “Hamilton” is very much a guy’s world, but the show has a trio of finely drawn female characters, sung here by lyrically
accomplished Berlin-born Ivy Quainoo (as Eliza Hamilton), American-born Chasi ty Crisp (Angelica Schuyler) and FilipinoSwiss actress Mae Ann Jorolan (as Peggy Schuyler/Maria Reynolds).
If the translation is a rare artistic accomplishment, this casting feels like a milestone in this country. Theaters throug hout the German-speaking world — both commercial theaters and the publicly fun ded playhouses common throughout Ger many, Austria and Switzerland — have not made the push for onstage diversity that companies in the United States and Bri tain have. And these countries are not as ethnically homogeneous as they are often taken for; indeed, they are all becoming less white and more diverse. Even so, the theater scene here has been slow to adapt to reflect this emerging demographic rea lity. With few exceptions, the huge theater scene here remains overwhelmingly whi te and native-born.
“Hamilton” in Germany takes on a different charge than it does in today’s America. To see the Broadway show is to be transported to a prelapsarian time be fore the wreckage of the Donald Trump years, the murder of George Floyd and the Capitol Hill insurrection. In a painfully divided country, “Hamilton” can feel like
a quaint artifact from a simpler time, an encapsulation of the hope, however nai ve, for a colorblind society that celebrated individuality, difference and the contribu tion of immigrants.
Sitting through the show in Ham burg, my impressions were different. Although the history in “Hamilton” is not Germany’s own, it leaped off the stage with force, immediacy and clarity. Who cares if local audiences only have a passing knowledge of the Federalist Papers or can’t tell James Madison from John Adams? The ability of “Hamilton” to transcend the specific cultural context of its inception is the ultimate proof that it is a great work of art with universal signifi cance.
Hearing Miranda’s work lent a new vitality through a new language — acted, sung and danced by a multiethnic, mul tinational cast, the like of which has ne ver been assembled in Germany before — was edifying, riveting and inspiring. I hope that Hamburgers thrill to this Ger man “Hamilton” as much as I did. They would be crazy not to.

Mats Malm, the permanent secretary of the Swedish Academy, which decides the prize, announced the decision at a news conference in Stockholm, lauding the “cour age and clinical acuity with which she un covers the roots, estrangements and collec tive restraints of personal memory.”
The committee had not been able to reach Ernaux by telephone, Malm said, but the author quickly learned of the news. On
Thursday afternoon, she emerged from her home in a Paris suburb to talk briefly with reporters. Looking overwhelmed, she said had she learned of the award on the radio.
“I’m very happy — I’m proud,” she added as her neighbors did construction work on their house, oblivious to the fuss.
Ernaux, 82, becomes only the 17th female writer to have won the prize, wide ly considered the most prestigious award in world literature, since it was formed in 1901. She is the second woman to be given the prize in three years after Louise Glück, the American poet, was awarded the 2020 prize.

She wrote “Cleaned Out” in secret because her husband had mocked her early attempts at writing. “I pretended to work on a Ph.D. thesis,” Ernaux said. After the book was published, her husband reacted badly again. “He told me: If you’re capable of writ ing a book in secret, then you’re capable of cheating on me,” Ernaux said. Soon, she was writing about her unhappy marriage.
Later books detailed her mother’s Al zheimer’s disease and Ernaux’s experience of cancer, as well as happier events, such as her affairs.
Ernaux has long been a favorite for the prize, although before Thursday’s announce ment, Salman Rushdie was expected to take the accolade. Rushdie, the Booker Prizewinning author of “Midnight’s Children,” was stabbed in August on a western New York stage in what prosecutors said was a premeditated attack.
The Nobel Prize, which is given for a writer’s entire body of work, is regarded as the foremost prize in world literature, with past winners having included Toni Morrison, J.M. Coetzee and even Bob Dylan. It comes with an award of 10 million Swedish krona, or about $911,000.
The Swedish Academy has in recent years tried to increase the diversity of con sidered authors, after facing criticism that before Thursday’s announcement, 95 of the past 118 Nobel laureates were European or North American, and only 16 women.

A late 2021 survey by AARP, a nonprofit organization representing Americans 50 and older, found members planned to take four trips on average in 2022, just below pre-pandemic figures, and spend more, with the typical budget for travel at nearly $8,400, up from roughly $6,500 in 2019.
To stretch those budgets, travelers age 50 and up can join AARP and gain access to many discounts on travel, in cluding reductions on car rentals, hotels and trips.
Still, elder status in travel isn’t the universal entrée to discounts that are standard in purchases like museum ad mission or movie tickets. But there are age-related perks to exploit and pitfalls to avoid, as follows.
If you have the time and resources to travel, lean into your strength — flexibility — to get the best deals. Most retirees or quasi-retirees can make their own schedules and therefore avoid high-season pitfalls generated by things like school-dictated winter holidays and spring breaks (unless you’re trying to travel with children or grandchildren).
Traveling in low and shoulder seasons can generate huge savings. Flights this summer, for example, averaged $380 for a domestic round-trip ticket, according to the booking app Hopper. In fall, the equivalent average is $238.
Determined by occupancy, hotels often charge very different rates between busy and quiet times. The availabil ity calendar at the Dorr hotel in Sister Bay in Door County, Wisconsin, recently had rooms at about $117 a night in November compared with some peak fall-foliage nights in October at more than $600. Between November and the end of March, rooms at the Wickaninnish Inn on Vancouver Island start at 540 Canadian dollars (about $410) compared with CA$860 ($653) in the summer.
Skiing almost any week other than Presidents Day week, when families on break flood the slopes and prices for everything from airfare to hotels jump, will be cheaper.
If you can stay longer, you may do better financially. For example, you’ll be able to bring down your per-night expense for an Airbnb by amortizing, say, a $200 cleaning fee on a $100-a-night booking at a few extra dollars a day on a seven- or 14-day stay, compared with a weekend when the fee adds proportionally more to the final bill.
Longer stays offer an opportunity to negotiate a rate. Suzan Haskins, a senior editor at International Living, a publication devoted to moving or retiring abroad, uses her lengthy stays — often several weeks — as leverage to ap proach vacation homeowners for a discount.
“I always message the owner, especially if I’m coming at a time that’s not high season,” Haskins said. “I’ll look at the Airbnb calendar and say, gosh, they have a lot of avail able dates.” Usually, she added, she gets about 10% off us ing the strategy.
While age-related discounts are not universal, they
exist in some pursuits, like skiing, where senior status can lop a few dollars off your access to the slopes. In some cases, relatively few: Steamboat Ski & Resort in Steamboat Springs, Colorado, has daily advance-purchased adult lift tickets at $177 in January and $167 for seniors 70 and old er. Deer Valley in Park City, Utah, is more generous, listing tickets from $149 a day in January 2023 for those 65 and older, compared with younger adults at $199.
Among season pass deals, Arapahoe Basin in Dillon, Colorado, is selling its adult season pass at $619, which falls to $379 for skiers and riders who are 70 and up. The website SeniorsSkiing.com is a good source for finding more discounts.
If your travels include a national park, consider the National Park Service Senior Pass, offering lifetime admis sion to national parks and federal recreational sites for $80 to United States citizens age 62 and older. By comparison, a regular annual pass costs $80.
Transportation is a good place to look for discounts. More commonly associated with students, Eurail passes offer train travel in 33 European countries. Travel with the pass starts at $189 for four travel days in a month for those between the ages of 12 and 27. At $225, the senior pass offers a 10% discount off the full price for travelers 60 and older.
Stateside, Amtrak offers passengers 65 and up a 10% discount on most Amtrak trains. On trains that cross the
U.S. and Canadian border and operate jointly with VIA Rail Canada, the senior discount starts at age 60.
Airlines are much less transparent. United allows trav elers to search for senior fares at 65 and older — use the advanced search feature — but the application of discounts seems to be rare. Several searches for both domestic and international flights in November turned up no difference between adult and senior fares.
Southwest and American do not offer senior fares. Delta Air Lines makes senior discounts “available in certain markets” according to its website. But you won’t find them at delta.com; you’ll have to call (fortunately, there is no fee to call for a reservation).
Avoid offline fees
Delta’s fee omission is an exception. As the travel world has automated, and travel providers have discovered the reliable revenue streams provided by fees, booking fees for offline purchases have proliferated, particularly among airlines.
If you want to book a flight with agents at Hawaiian Airlines or United Airlines, for example, that will cost an extra $25. Alaska charges $15 to talk to a booking agent. Reservations by phone will set you back $35 at Spirit Air lines and Frontier Airlines.
Online purchases don’t trigger ticketing fees and most airlines also offer free help on their apps or through chat platforms. But if you’re not comfortable with reserving and paying for an airline reservation online, you’re likely to pay more to fly. Airlines are effectively forcing you to adapt to

Before the pandemic, older travel ers were the biggest purchasers of travel insurance. Since then, with airline delays, trip cancellations and shifting COVID-19 protocols, travel insurance has attracted a broader interest.
Older travelers may still want to pro tect against the vagaries of travel with travel insurance. But when it comes to using their medical insurance away from home, travel ers should review their existing policies.
Medicare covers health care while you’re traveling within the United States, which includes the U.S. Virgin Islands and Puerto Rico, but not outside of the country. Medicare Supplement Insurance, known as Medigap, was designed to cover such a gap in service and does include health care abroad.
Ari Parker, the head Medicare adviser and co-founder of Chapter, a free service that offers advice on Medicare plans, de scribed a client who was traveling in Paris when he suffered a heart attack. Medigap covered 80% of his more than $30,000 hospital bill after a $250 deductible, and he was able to fly commercially back to the United States after he was released.
However, Medicare plans do not cov er a return home by ambulance or evacua tion by air.
“Here, someone should consider travel insurance to provide protection in the event they need to be repatriated and they know they want to come back to the U.S. for treatment if something happens,” Parker said.
Travel insurance is priced by the trav eler’s age, destination, trip cost and length of trip. Prices vary significantly based on these variables and the coverage offered by the plans, but tend to average about 4% to 10% of trip costs, according to TravelInsur ance.com, an online marketplace for travel insurance.
To get the best exchange rate when using a credit card to pay for something abroad, always select the “pay in local cur rency” option when it is offered. That guar antees that you’ll get an exchange rate from a bank, which is as close to the official cur rency exchange rate as possible, as opposed to a merchant who may not be using the best rate.
In Costa Rica recently, where United
States dollars and Costa Rica colones are widely accepted, Haskins of International Living got a bill in a restaurant that showed both currencies. “Doing the conversion from colones, I saw that it should have been $23, but it was $29,” she said. “Six dollars at every meal would add up.”
Though the death of cash has been much discussed, in many foreign destina tions cash is still king and allows merchants to forgo the fee they must pay credit card companies on each transaction. If you plan to use cash, take measured withdrawals from local ATMs to avoid racking up numer ous transaction fees.
There is no age limit on being a digi tal nomad and those 50-plus travelers still working may consider getting a digital no mad visa to a foreign country for an extend ed stay. A recent AARP survey found nearly half of older adults are already working in retirement or plan to work.
Usually, digital nomad visas require applicants to show bank statements and a steady income, but they can be cheaper than retirement visas, according to Interna tional Living.
In Costa Rica, the digital nomad visa extends the 90-day tourist visa to a year, with the option to renew for another year and requires applicants show income of at least $3,000 a month ($100 application fee). Greece requires that applicants prove they have a monthly salary of at least 3,500 euros (about $3,500) from employers out side of Greece (fees cost about $225).
Tourist visas, which are usually free and run up to 90 days, are often enough for most travelers. But for those eyeing life abroad, the nomad option provides a trial.
“If you’re not sure you want to live there, becoming a digital nomad might be the way to go,” Haskins said.
Earlyon Sept. 26, Hurricane Ian was a tropical storm with heavy rain and winds of at least 73 mph. But experts said the storm was gaining power rapidly and, if recent history was any guide, it could intensify dangerously as it neared Cuba as soon as nightfall, which it did.
As Earth’s climate warms, more storms are undergoing this kind of rapid intensification, growing quickly from relatively weak tropical storms to Category 3 or higher hurricanes in under 24 hours, sometimes stunning forecasters and giving residents little time to prepare.
Here are key facts about how climate change can rapidly intensify tropical storms.
More than 90% of the excess heat from human-caused global warming over the past 50 years has been absorbed by the oceans. Since 1901, sea surface temperatures have risen an average of 0.14 degrees Fahrenheit per decade, according to data from the National Oceanic and Atmospheric Administration.
That’s crucial, because storms gather strength over the ocean. And, the warmer the water, the more power they pick up. Higher surface temperatures allow hurricanes to reach higher levels of maximum sustained wind, a common metric used to describe the intensity of a storm.
“The occurrence of more intense storms is something we are very confident about,” said Suzana J. Camargo, a hurricane expert and professor at Columbia University’s Lamont-Doherty Earth Observatory.
A 2020 satellite image analysis showed that the likelihood of a hurricane strengthening into a Category 3 storm or higher, with sustained winds above 110 mph, has increased by about 8% a decade since 1979.
Not only do warmer oceans make storms stronger, they make the rate of intensification more rapid, said Kerry A. Emanuel, a meteorologist and hurricane expert at the Massachusetts Institute of Technology.
Rapid intensification technically refers to an increase of at least 30 knots, or 35 mph, in the maximum sustained winds over a 24-hour period, according to the National Hurricane Center. Researchers have found that the likelihood of a hurricane undergoing rapid intensification has increased to 5% from 1% since the 1980s.
A number of the past decade’s most intense Atlantic storms intensified rapidly. Harvey in 2017 was a Category 1 hurricane on the evening of Aug. 24; by the next day, when the storm reached Texas, it was a Category 4 hurricane with 130 mph winds. And later that hurricane season, Maria intensified from a Category 1 to a Category 5 hurricane within just 15 hours.
In 2021, Hurricane Ida strengthened from a Category 1 with 85 mph winds into a near-Category 5 hurricane with 150 mph winds less than 24 hours later.
Emanuel said Sept. 26 that current conditions were “ideal” for Ian to follow a similar path of development.
It’s not just warmer oceans
Several elements other than ocean temperatures affect hurricanes, and scientists are less certain about other climate effects.
One of those elements is vertical wind shear, or a measure of how much the wind changes in speed or direction at increasing heights in the atmosphere. Strong
vertical wind shear can inhibit the development of hurricanes by tilting the structure of a storm and by forcing cool, dry air into its core. “It’s like pouring cold water on a fire,” Emanuel said.
In a 2019 study published in Nature Scientific Reports, researchers found that warming temperatures may lead to weakening vertical wind shear, allowing hurricanes approaching the East Coast of the
United States to intensify more rapidly.
However, the study’s findings were localized; different effects of warming on wind shear could be observed globally, said Camargo, one of the authors of the study.
Short notice raises the stakes
The increase in the number of hurricanes that intensify quickly and unpredictably presents a sticky problem for forecasters, whose assessments can affect a community’s preparedness.
The window of time to make a decision gets smaller, Emanuel said. For example, if officials, working with forecasters, issue an evacuation order too early, then they risk unnecessarily sending hundreds of thousands, and sometimes millions, scrambling, jamming highways and snarling transit systems. In some cases, that could be more dangerous, disruptive and costly than staying in place.
“Then, you’ve cried wolf,” Emanuel said. The next time the warning to evacuate goes out, people might not listen.
Make the call too late, though, and there’s no time for people to escape the impacts of a dangerously strong hurricane.
“It’s a forecaster’s worst nightmare,” Emanuel said, for a relatively weak hurricane to develop into a Category 4 or 5 hurricane overnight.

TheNFL and its players’ union said over the weekend that doctors fol lowed the concussion protocol in treating Miami Dolphins quarterback Tua Tagovailoa after he hit his head in a Sept. 25 game, but that the protocol will be changed because Tagovailoa’s return to the field was not what was intended by the rules covering the evaluation of brain injuries.
In the second quarter of a game against the Buffalo Bills, Tagovailoa hit the back of his head against the turf after a late hit by a defender, then he grabbed his helmet, struggled to get up and fell again. He returned to the game in the second half. The players’ union — the NFL Players Association — initiated a joint investigation with the league into how the episode was handled by the Dolphins team medical staff and an un affiliated neurotrauma consultant on the sideline.
That review showed that the pro tocol was followed and that Tagovailoa did not display concussion-like symp toms during a locker room evaluation or in the days after. Instead, he said that he aggravated a back injury, which led him to stumble and fall. The scene of Tagovailoa wobbling as teammates held him up after the hit led many people to assume that he had sustained a concus sion. The team physician and the consul tant did not examine Tagovailoa’s back before concluding that the back injury caused his instability and sending him back into the game, the review showed.
Tagovailoa also played four days later against the Cincinnati Bengals and again hit his head when he was slammed to the field after a tackle. He was taken to the hospital and released that night. Ta govailoa is now in the concussion proto col, which requires concussed players to complete a five-phase recovery process before they can be cleared to play. Tago vailoa was ruled out for Sunday’s game against the New York Jets.

prohibits a player from returning to play if he shows ataxia, a term describing im paired balance or coordination caused by damage to the brain or nerves. Under the previous protocol, which was used in Tagovailoa’s case, a player with “gross motor instability” — difficulty getting up or walking, for example — could return to play if doctors decided there was an orthopedic reason for his unsteadiness.
Allen Sills, the NFL’s chief medical officer, did not definitively say that Ta govailoa did not suffer a concussion in the Bills game — only that the review showed the doctors took appropriate steps and made a medical judgment based on the information they had at the time. Under the new rules, Sills said, Tagovailoa would have been ruled out and not allowed to return to that game.
“We want to become even more conservative, and if we think that ataxia is present, let’s just go ahead and assume it is coming from the brain and we will hold someone out,” Sills said Saturday. “Because if we are going to be wrong, we would rather hold someone out who doesn’t have a brain injury but we are being cautious, than to put someone out who might have a brain injury and we
weren’t able to diagnose it.”
If ataxia is observed during the game, the player will automatically be diagnosed with a concussion, as is the case with symptoms such as loss of con sciousness or an impact seizure. The player then will be required to follow the five-step return-to-play process.
The players’ union took the un precedented step of dismissing the un affiliated neurotrauma consultant in volved in Tagovailoa’s care during the Bills game, a decision the NFL said it did not support. The doctor’s name was not released. According to the concus sion protocol, while the consultant col laborates in the evaluation of the player, the responsibility for the diagnosis of a concussion and the decision to return a player to the game “remains exclusive ly” with the judgment of either the head team physician or the team doctor des ignated to handle concussion care.
The Dolphins’ head team physi cian, John Uribe, is a board-certified or thopedic surgeon and, according to his profile on the NFL Physicians Society website, received a certificate of added qualification in sports medicine in 2007. He is affiliated with the Baptist Health Medical Group in southern Florida and is also a team physician for the NHL’s Florida Panthers.
The Dolphins did not respond to a message seeking comment on the re sults of the joint review and asking if Uribe, who accompanied Tagovailoa to the locker room during the Bills game, was the team doctor who cleared him to return.

Verstappen said he most enjoyed the balletic manner of the crew.
“It’s very different,” Verstappen said. “You can’t compare the speed. But when you reach the speeds on the water it feels really impressive. I like to see the guys working together to go as fast as possible and tuning it to perfection.”
Hitting high speeds on the water, where these boats can reach 55 knots, about 65 mph, feels different than doing the same on the track, Pérez said, on which the race cars go more than 200 mph.
“These guys have great experience, and they have the best drivers in the world,” Pérez said. “In that way, they are like Formula One.”
Spithill said the two sports were now more alike.
“In the past, we couldn’t really say that we were comparable,” he said. “But now we are, with the F50, and the speeds we’re doing on the water, and when you look at the tech and data.”
By JOHN CLARKEOna recent sunny September day in Saint-Tropez, where the French SailGP race was taking place, Max Verstappen and Sergio Pérez climbed aboard a speedy high-tech $4 million sailboat.
The drivers for the Red Bull Formula One team had little idea what to expect when they took turns settling into the cockpit of the United States SailGP F50 foiling catamaran, one of the nine team boats that race in the global sailing series, now in its third year. Neither man had ever sailed.
With veteran Australian skipper Jimmy Spithill guiding them, the drivers took turns on the American boat for three exhibition races as they squared off against the Australian boat
led by Tom Slingsby. Verstappen, the reigning Formula One champion who is on the brink of winning the title again, took the wheel on his turn, while Pérez declined, not feeling comfortable enough at the helm, said Laura Muma, a spokesperson.
Verstappen, in a video, appeared uneasy at first as he clutched the sides of the cockpit when foiling and made clumsy, toddlerlike steps across the netting span between the two hulls as the boat turned.
The adjustment to racing on the water and specifically foiling, when the boat lifts out of the water and rides on its hydrofoils, is understandable, Spithill said.
“We’ve had all sorts of athletes on the boat,” he said. “They are all shocked by how weird of a sensation it is when they swap sides
“I never imagined it was this challenging,” Pérez said. “Watching them on TV, it doesn’t look like it’s such an extreme sport. It was something unique. We are doing some racing, but not on the track — on the water. Like every sport, when you see it from the outside, it is so different than when you actually jump into it. It is so impressive. I have a lot of admiration for what these guys do.”
Pérez also noticed how the crew kept calm as they communicated.
“These guys are pretty chilled out,” he said. “The atmosphere they have is really nice. It’s something that Formula One misses sometimes. Formula One is too focused, and people are too much on their own. Here, everyone is really relaxed and gets on well.”
Slingsby said both sports were similar in that they were extreme.
“I like to think our sport is an extreme sport — maybe not as extreme as their sport,” he said, adding that it might have proven more extreme if they had had better wind on race day.
The Americans beat the Australians, in light winds. “It was like we were sort of stuck in first gear today. But Max and Checo got a win. Not bad,” Spithill said, referring to Pérez by his nickname.
“It was enough for us,” Pérez said.
The U.S. SailGP team also races under the Red Bull banner. Verstappen and Pérez were attending during a break in preparation for the Italian Grand Prix. The drivers were seeing how the sailors race, communicate and apply the massive amount of data generated by their analytic systems that help optimize performance.
They also wanted to test the validity of SailGP’s claim of being Formula One on the water. Russell Coutts, the CEO of SailGP, said the drivers recognized parallels between the two sports.
SailGP and Oracle Red Bull Racing, Verstappen and Pérez’s team, rely on the same analytic system to provide data to help improve race strategies and allow the teams to make split-second decisions in real time. Each F50 sailboat has 800 sensors that transmit 3,000 pieces of data per second to the control room, Coutts said.
“There’s a lot of information, and that’s partly why response time is really critical,” Coutts said. “If you slightly blow it with your response time, then you’ll lose. It’s pretty critical that the teams get good at analyzing their data quickly — it’s what the coaches are focusing on now a lot.”
Unlike Formula One, SailGP shares its data with other teams to make the racing more competitive and the margins of winning closer, he said. Formula One teams are famously secretive with their information. “Max and Checo were really intrigued about that,” Coutts said.
“You can always learn from other sports,” Verstappen said. “Communication is a big part of their sport and our sport. You can learn a lot about the way you are talking to people.”
Asked how racing a Formula One car and communicating to the pit crew were different from racing a sailboat and communicating to the crew and support team, Verstappen laughed.
“If I had to deal with that, I would have thrown someone in the water,” he said. “It’s just very different. For us, there is only one person in the car. That’s what we work with. I find it interesting how everyone communicates and has their own roles, and try to extract the most out of it.”
For an even swap, the teams have discussed the possibility of Spithill driving a Formula One race car in October at the United States Grand Prix in Texas.
Coutts chuckled at the thought.
“I’m sure Jimmy would like that to happen,” Coutts said “I think it’s more likely he’d just do that on the simulator. You wouldn’t want to send an F50 athlete into a Formula One car all by themselves. I’m pretty sure of that.”
