he executive director of the Convention District Authority, Mariela Vallines Fernández announced Monday that the documentary “3000 Reasons” about the life of baseball hero Roberto Cemente is among the nominations for the Emmy Award. “I receive with joy and great pride the Emmy Award nomination for the documentary ‘3000 Reasons’ an initiative of the Convention and Entertainment District Authority produced by Play Media Group that will leave a permanent tribute dedicated to the legacy of our hero Roberto Clemente Walker,” said Vallines Fernández. The executive director of the PRDCA stressed that “every time the Convention District Authority sponsors an effort like this, we seek to export the best of Puerto Rico to the world. The documentary “’3000 Razones’ proved to be an excellent investment to perpetuate the legacy of Roberto Clemente and at the same time, continue to solidify the positioning of the island among the first options for the production of multitudinous events, tourism and sports. esearchers from the Ponce Research Institute (PRI) of Ponce Health Sciences University (PHSU) will conduct a study that will learn about the challenges faced by cancer patients and survivors, as well as their caregivers in Puerto Rico. This initiative, supported by a $5,603,516 grant from the National Cancer Institute, aims to improve the quality of life for those battling cancer by promoting mental health and reducing the stigma associated with mental health services. “Cancer patients and their caregivers often face a number of challenges that go beyond their physical health. Emotional strain, stress, and difficulties accessing appropriate mental health services are common problems. To address these issues, a team of PRI researchers has embarked on a community-based, participatory research initiative. This initiative includes training community leaders in preventive psycho-oncology, designing a screening program to identify emotional and psychosocial support needs, as well as educational activities to help cope with stress. In addition, access to specialized Psycho-Oncology services offered by Ponce

Health Sciences University will be facilitated,” explained Dr. Eida Castro, associate professor and one of the principal investigators of the study with Dr. Guillermo Armaíz. “This community intervention seeks to address all stages of mental health prevention, from early detection to the provision of specialized psycho-oncology mental health services. Our goal is to improve the quality of life of cancer survivors and their caregivers by providing the necessary support to face the emotional challenges that come with the battle against cancer,” said Dr. Armaíz, who added that the training of community leaders as psycho-oncology mental health promoters will contribute to the promotion of mental health in the communities that will benefit from this effort. Ponce Health Sciences University is a university focused on the disciplines of Medicine, Clinical Psychology, Biomedical Sciences, Public Health, Nursing and Dental Medicine. Since 1977, they have developed highly trained professionals in the field of health care. His educational center in San Juan offers a master’s degree in Medical Sciences, a master’s degree in Educational Psychology, and a doctorate in Clinical Psychology. It also has a course in St. Louis, MO.

Manufacturers support changes to municipal business taxes By THE STAR STAFF

T

he Manufacturers Association on Tuesday supported a bill that would establish a process for paying business taxes to cities, known in Spanish as “patentes municipales.” The Association made its remarks during a public hearing of the Senate Legal and Economic Development Committee, chaired by the Senate President José Luis Dalmau Santiago. The measure, which was introduced at the request of the Association, seeks to establish a new regulatory scheme for the administration of the payment of municipal licenses in Puerto Rico; to create the Municipal Business Taxes Fund; to establish public policy regarding the future of the sales and use tax; and for other related purposes. “The bill’s purpose is to simplify the payment of municipal license fees, and it is a bill aligned with the Board’s fiscal plan. In essence, it seeks to simplify processes for the benefit of the business sector. These simplified steps would represent an economy in the procedures,”

highlighted the senator and author of the measure, Joanne Rodríguez Veve. According to the Association’s Treasurer, Kenneth Rivera, the permit problem is its slowness. “If I get 19 in

two days and the number 20 takes six months, it takes a while for the person to open their business. I want people to start operating their stores as soon as possible.”

The senator said language will be placed in the bill to make sure the money from the business taxes is transferred to the cities and is not kepo in the proposed Municipal Business Taxes Fund. Meanwhile, the Mayors Association rejected the bill In a written statement to the committee, the mayors requested that remarks from the Municipal Revenue Collection Center (CRIM) and several municipalities be considered. In addition, the mayors indicated that they are concerned about the fiscal impact that the municipalities would have if the bill is approved. “We understand that the bill deserves further analysis. Our position is that municipal (business tax funds) should be under the entire municipal jurisdiction and regulated and administered by the municipalities. As it is written, municipal autonomy is grossly violated,” reads the statement. According to the Manufacturers Association Vice President Yandia Pérez, the municipalities will not suffer losses since the bill could benefit businesses.

uring a press conference on Tuesday, Dr. Carlos Díaz Vélez, president of the Puerto Rico College of Physicians and Surgeons, confirmed that the event scheduled for Saturday, October 14th, is proceeding as planned. This event will serve as a peaceful protest against health insurance providers while offering a variety of health services to the public. Additionally, it is intended to be a family-friendly occasion for everyone to enjoy. “Everyone is invited to this event except health insurance providers. We call upon the government to rein in these uncontrollable entities,” Díaz Vélez said. While it may not sound like a typical protest, the association considers it a new form of peaceful protest. “While this event may not resemble an emergency room, we

are offering a wide range of services and enjoyable activities for people. We want this event to bring the people of Puerto Rico together, as our slogan suggests: ‘We are all patients.’ We want this to be seen as a positive initiative. We are not here to incite arguments but to promote positivity,” Diaz Vélez emphasized. One of the many services provided at the event will be dental health services. The president of the Puerto Rico Dental Association, Raúl Ortíz, also spoke at the press conference, saying, “We have decided to join these efforts because we believe it’s a way to provide our services while raising awareness about the importance of healthcare providers. In the dental field, we will have dental chairs, colleagues, dental assistants, and even screenings for mouth lesions to potentially detect mouth cancer at an early stage.” DiazVélez emphasized that this is not a political event, stating, “We are indifferent

to political parties. We invite the governor and Jennifer Gonzalez; regardless of your political affiliation or religion, we are all patients in one way or another.” The president of the association reiterated that the event will have support from approximately 12 different municipalities, some even providing transportation to residents from distant areas like Mayaguez. Data will be collected

throughout the event, as there will be blood donations and various health tests, to raise awareness of the state of public health on the island. “We sincerely hope that political parties do not receive funding from health insurance companies because, if they do, the system will remain unchanged. We firmly reject political investments in this matter,” Diaz Vélez concluded.

CRIM says repeal of personal property tax, property tax exemptions to hurt cities By THE STAR STAFF

T

he executive director of the Municipal Collection Center (CRIM), Reinaldo Paniagua Látimer, stated Tuesday that the proposed repeal of the inventory tax, as suggested by the Financial Oversight and Management Board, will directly impact the pockets of 800,000 citizens as it will repeal exemptions to property taxes. “Neither the people nor the municipalities benefit; on the contrary, what they accept is a mortal blow because the taxpayer will continue paying the same or perhaps higher prices, and a powerful economic blow is expected for the municipal coffers,” he said. “This suggestion that the FOMB makes, through its executive director, to not just eliminate the inventory tax without a clear idea, a clear solution of how you are going to do it in a way that they mention in a neutral way that does not there are losses for the municipalities; He goes further and suggests the elimination of the personal property tax in its entirety, it is a negative in all its areas,” he said. He said cities will not be able to take the blow of eliminating personal property tax in its entirety, which constitutes $490 million for the municipalities in the last tax cycle. About 60% of the houses that are registered in the CRIM, or 800,000 structures, enjoy exemption for being their main residence. As the STAR first published, the Financial Oversight and Management Board said it supports the repeal of the inventory tax and of personal property taxes, which is the tax generally imposed on certain assets that can be touched and moved, such as cars, livestock, or equipment as long as alternatives to eliminate them are revenue neutral. The FOMB made its remarks in a letter to House Speaker Rafael Hernandez concerning House Bill 1692, which proposes a new methodology to calculate the inventory tax, and House Bill 1798, which also proposes changes to the

The FOMB Puerto Rico’s relatively heavy reliance on inventory and personal property tax is an outlier compared to that of U.S. states. “The Oversight Board considers the repeal of the inventory to be a significant step toward improving the business climate of Puerto Rico, as it could allow businesses to build up inventory without a tax penalty,” the Board said. The tax has been eliminated in 36 states while 14 states have inventory taxes lower than Puerto Rico. “That said, any effort by the Government to eliminate the inventory tax in Puerto Rico must be budget-neutral for both the Commonwealth and the municipalities. The inventory tax accounts for $237 million of the total $447 million of personal property tax collections and constitutes a significant source of revenue for municipalities,” the Board said in the September 29 letter. Repealing or reforming inventory taxes would disproportionately affect certain municipalities— particularly 13 municipalities where more than 10% of their general fund budget comprises such revenues. After reviewing the Bills and having analyzed the tax system and ways it can be improved, the Oversight Board made a number of recommendations regarding the process contemplated by the Bills. he governor Pedro Pierluisi Urrutia reiterated onTuesday that his proposal before the Legislative Assembly is to freeze the collection of the inventory tax for several years. “What I favor is the proposal that the CRIM (Center for Municipal Revenue Collection) submitted to the Legislature and that is being worked on by the president of the House, Rafael “Tatito” Hernández together with the minority leader of the NPP, (Carlos) Johnny Méndez. What that proposal does is that it freezes the amount charged for inventory to any merchant at the level at which it has been paying it. This

works as an incentive for the trade to increase its inventory, because the additional inventory that the trade acquires will be tax-free,” the governor said to questions from the press. “Another change that is being made is that it is paid only once a year, not twice a year and there are also some technical aspects that are being addressed. That is the proposal that I favor,” he added. Pierluisi Urrutia maintained that the alternative that the Fiscal Control Board presented in the letter of response to the House president to eliminate or reduce the exemptions to residential movable property does not have his support. “It’s unnecessary. What we are talking about here is a tax on businesses, not a tax on individuals,” he said.

As part of that approach, the Oversight Board believes a temporary freeze of the inventory tax to allow a commission or group time to identify a sound approach that eliminates the inventory tax and maintains municipal revenues. It also suggested a number of factors that should be carefully considered before implementing a temporary freeze. First, the Government should establish a base period to determine the tax liability during the freeze. Second, the freeze period should be long enough to allow time for the commission or group to thoroughly develop long-term permanent options and provide recommendations, and third, the commission or group should be provided with very clear steps to guide it and take into account the uneven impacts that the freeze will have on certain municipalities. Finally, the Government should clearly specify consequences if inventory tax replacement or other structural reform recommendations are not enacted to avoid the circumstance where taxpayers that have built up inventories during the freeze period face significant tax liabilities when the inventory tax is reinstated. With these considerations in mind, the Board said House Bill 1798 is closer than HB 1692 to meeting the criteria because it includes a base period, a five-year freeze period; different calculations for existing and new firms; and a 7-member board with a timeline to provide a recommendation for a permanent reform. “However, we recommend that HB 1798 be amended either to encourage the permanency of the reform or to reduce the impact on taxpayers and CRIM without significantly reducing revenues. One option to amend HB 1798 would be to include a “hold harmless” provision for those municipalities which are heavily dependent on inventory tax for revenues,” the Board said. One option for reform is Puerto Rico’s real property tax system given that the tax is currently constrained due to exemptions and exonerations. Further reform of the real property tax system may provide the revenue needed to make up for and thus eliminate personal property taxes.

Safety first at Aguadilla’s signature beaches By THE STAR STAFF

C

ompared to many states, going to the beach is a common practice in Puerto Rico as the island is small enough so that for most people, the nearest “playa” is no more than 30 minutes away. However, while beaches may be beautiful, they are also part of nature, and nature can be unpredictable. In addition to that, some beachgoers ride boats and jet skis, vehicles that can be very dangerous for people who are in the water simply bathing. The municipality of Aguadilla has taken this into consideration and its mayor, Julio Roldán Concepción, has announced the installation of maritime buoys at the popular Crashboat and Breakwater beaches, which will demarcate the areas for bathers and separate them from the water vehicles that visit the beaches. Roldán pointed out that “Aguadilla has a series of areas and beaches of great interest to those who visit.” “It is our duty as a municipal administration to offer the people of Aguadilla and those who visit us the enjoyment of these places, considering safety as the first element,” he said. “It is for this reason we undertook the task of holding conversations with the Department of Natural and Environmental Resources and the United States Army Corps of Engineers to receive their recommendations on the acquisition and installation of the buoys.”

“Crashboat and Breakwater are two of the beaches where hundreds of people come every weekend,” the mayor continued. “On these beaches, where a variety of events and beach activities are held, especially during the summer season, we have observed a significant increase in maritime vessels that use as anchorage the same areas where bathers come to spend a day with their family. This raised the flag with the members of our Maritime Unit, who expressed the urgent need to place [the buoys] to avoid a risky environment for all those involved. The safety of our visitors and residents is of utmost importance, and these new maritime buoys seek to address this concern effectively.” With an approximate cost of $45,000, the buoys will establish a clearly delimited space for bathers and another for boats, resulting in bathers enjoying the crystal-clear waters and golden sand without worries. At the same time, the boaters will be able to operate safely without interfering with the activities of those who visit the Aguadilla sands.

“The safety and comfort of our visitors and residents are of utmost importance to us,” Roldán said. “With the installation of these maritime buoys, we are taking concrete measures to ensure a safe and pleasant environment on our beaches, promoting a balance between recreational activities on the water and responsible navigation.”

s part of her commitment to promote equal participation of women in sports, the senator for the District of Carolina, Marissa ‘Marissita’ Jiménez, announced the allocation of over $15,000 for the development of basketball clinics in that municipality offered by players of the National Women’s Superior Basketball (BSNF by its Spanish initials) and in coordination with the Department of Recreation and Sports. “Our goal is to encourage the participation of young women in the discipline of basketball, for this, and in conjunction with the BSNF board we have developed a series of clinics focused on basketball technique and skills which will be provided by BSNF

players including the Carolina Giants team in the Carolina public housing complexes, as an initial phase and then throughout the District,” the Senator said in a written statement. “The budget allocation recommendation is aimed at holding these clinics beginning this October and extending until the start of the new BSNF season in 2024. The north is to encourage the participation of women in sport and attract attention to women’s superior basketball, where our athletes have shown class to compete on the best stages in the world,” added the Senator. Among American Jews, ‘you see a lot of broken spirits’ after attacks By JENNA RUSSELL, ELIZA FAWCETT, VIK JOLLY and ROBERT CHIARITO

T

he deadly attacks and kidnappings in Israel this weekend shocked Jews across the United States, leading to tightened security at American synagogues, the cancellation of some holiday celebrations and a sense of horror and helplessness amid concern for relatives and fears of more violence to come. The brutal assault by Hamas, which killed more than 900 Israelis and prompted retaliatory strikes that have killed nearly 700 Palestinians, comes amid a disturbing stream of antisemitic speech and attacks in the United States and globally, which have put synagogues and Jewish institutions on edge. “You see a lot of broken spirits wandering around right now,” said Jonathan Celestino, 26, an employee of the Bernard Horwich Jewish Community Center in Chicago, “because so many people are hurt, scared and concerned.” The small but diverse Jewish community in America — numbering about 7.5 million in 2020, or 2.4% of the U.S. population — has long been polarized over how to address the Israeli-Palestinian conflict. In more recent months, American Jews have also been split over the farright Israeli government’s push to limit judicial authority. But many Jewish leaders said the targeted killing of hundreds of civilians by Hamas and the threats to kill kidnapped hostages had brought a sense, at least for now, of unity. At Congregation Beth Elohim in Park Slope, Brooklyn, a Reform synagogue, Rabbi Rachel Timoner has long criticized the Israeli government and its occupation of Palestinian territories. Just weeks ago, she recalled in an interview Monday, she delivered a Rosh Hashana sermon that described loyalty to Israel as “standing with Israelis against this government.” It drew a standing ovation, she said. But an hour before she was set to deliver another sermon Saturday morning, reports emerged of the attack by Hamas, the Palestinian faction that controls Gaza. She quickly understood, in the midst of her horror, what her message must be. “Now is a time to stand unequivocally with Israel and Israelis,” she recalled telling her congregants, “and to say to our Israeli family that we are grieving with them, and we are praying now that Israel will defeat Hamas.” Rabbi Motti Seligson, a spokesperson for Chabad, a global network of strictly observant Jewish congregations, said he was celebrating the Jewish holiday of Simhat Torah in Brooklyn on Saturday with visitors from Israel — some of whom had to travel home and report for military duty after the attacks. He said it was a time for Jews to “double down on

Prayer was a response across the country, including at a vigil on Monday evening in Providence, Rhode Island, where Stephanie Hague, chief policy officer at the Jewish Alliance of Greater Rhode Island, said it felt like one small way to show support for Israel. “It feels like one of the only things we can do,” she said. “It feels like we’re so far away.” In Los Angeles Sunday night, a vigil drew some 2,000 people to the Stephen Wise Temple, where attendees gripped each other’s shoulders, hugged and swayed to music in the cavernous worship hall. There was applause when speakers reminded them to stay strong and support Israel, including monetarily. A handful of attendees cloaked themselves in the Israeli flag as the evening drew to a close. “The people here, they want to help,” said Miriam Zlotolow, 78, a retiree who immigrated to the United States from Israel when she was 21. “They want to draw strength from each other.” For many Jews, the distress was heightened by connections to friends, relatives or colleagues in Israel, some still missing or unaccounted for Monday. Rabbi David Wolpe, a visiting scholar at Harvard Divinity School, described obsessively watching the news in recent days while keeping in constant contact with friends in Israel. “I know any number of people whose kids have been mobilized and who spent nights in safe houses, who’ve lost friends or have had friends kidnapped,” he said. Like others, he said he feared what lay ahead, and the

likelihood that the toll would grow. “As a human being, and as a rabbi, the last thing I want to see is innocents dying for the decisions of their leaders,” he said. At Brandeis University in Waltham, Massachusetts, a school founded by American Jews, the mood was solemn Monday, said Ronald Liebowitz, the university’s president, who spent part of the day roaming the campus and talking to students. Many were grieving on behalf of a well-known emeritus professor, Ilan Troen, whose daughter and son-in-law were killed in the attack while protecting their 16-year-old son, who survived. While he is preparing for the possibility of growing tension between campus groups that hold opposing views on the Israeli-Palestinian conflict, Liebowitz said he sensed the usual campus debates had been placed on hold. “Politics, at least here, seem to be set aside for now,” he said. “No one I know is looking at those issues of politics now. They’re looking at the savagery of these attacks.”

olice fatally shot a driver who crashed into the visa office at the Chinese consulate in San Francisco on Monday afternoon, the San Francisco Police Department said. Officers responded to a crash near Geary Boulevard and Laguna Street about 3 p.m., where they “found that the vehicle had come to rest in the lobby of the Chinese Consulate,” according to a statement from the Police Department. The shooting took place after the officers made contact with the suspect, police said. Officers and paramedics who arrived at the scene rendered aid before transporting the suspect to a nearby hospital, where the person died, police said. Images circulating on social media showed part of the consulate building covered with a white tarp and cordoned off with yellow crime scene tape. Another video posted to social media appeared to show people running from the building, where the car, a blue Honda, remained. The investigation into the episode is con-

tinuing, and authorities have not released the name of the suspect. The Chinese Consulate General in San Francisco said in a statement that the driver had crashed into an area where consular documents are handled, “posing a serious threat to the life and safety of staff and people on site.” “Our embassy severely condemns this violent attack and reserves the right to pursue responsibilities related to the incident,” the consulate said. Sen. Chuck Schumer, D-N.Y., the majority leader, is in China this week leading a bipartisan congressional delegation that is meeting with top leaders. Schumer met with Xi on Monday and said he hoped for a “peaceful coexistence” with the United States. The Biden administration has been trying in recent months to stabilize its relationship with Beijing amid rising geopolitical tensions over the status of Taiwan, which China considers a part of its territory, and trade between the two countries.

Why tugboats are key to the $19 billion overhaul of Kennedy Airport By PATRICK McGEEHAN

T

o turn New York City’s outmoded Kennedy Airport into a collection of gleaming, modern terminals connected by smooth, untangled roadways, you must start with one of nature’s most basic building blocks: tons and tons of rocks. But JFK, set hard against Jamaica Bay and surrounded by dense neighborhoods and congested highways, is not the easiest place to deliver hundreds of truckloads of stone each day. So, the pathway to unlocking the future of international air travel in New York will be on the water. Barges, pushed and pulled by tugboats, have started wending over a series of waterways, carrying the basic ingredients of the $19 billion project that officials hope will transform the long-maligned airport. Overhauling JFK, one of the world’s busiest airports, is replete with engineering challenges, like how to circumvent metropolitan region’s overburdened roadways. The journey these mounds of rocks and sand are taking is a daylong float down the Hudson River, through NewYork Harbor, under the Verrazzano-Narrows Bridge, past Coney Island and across the bay to a makeshift dock at the western edge of the airport. In essence, they are arriving at the airport through a side door, not the front door. After trips as long as 125 miles from quarries as far away as Catskill, New York, the rocks do land in dump trucks, but those trucks stay on JFK’s 5,000-acre campus rather than adding to the congestion on the roads of southeast Queens. Rick Cotton, executive director of the Port Authority of New York and New Jersey, which runs Kennedy, estimated that the scheme could eliminate as many as 300,000 truck trips to and from Kennedy over the course of the project. Those trips would have spanned 1.5 million miles, he said. “The level of difficulty seemed huge, but the payoff also seemed huge,” Cotton said. The Port Authority’s ultimate aim, Cotton said, is to transform the much-maligned Kennedy into “a world-class, knock-your-socks-off gateway to the United States of America.” Two massive terminals are being built to replace smaller ones that have been demolished. The Port Authority is also realigning the airport’s tangle of roadways and upgrading its electrical systems. The project will require so much concrete that the Port Authority contracted with

Modern Efficient Transport and Supply to set up a dedicated plant at the airport that could produce at least 720,000 cubic yards of concrete — enough to fill 218 Olympic swimming pools — for the builders. wThe contract calls for the company, known as METS, to provide the concrete, crush some of the debris so it can be reused on site and ferry materials to and from the airport on its barges, including unusable debris from the demolition. All the importing and exporting will happen around a pair of floating platforms that METS has set up in Bergen Basin, a forlorn tributary of Jamaica Bay. On a damp morning in late September, a barge piled with rocks — to be used for drainage — bobbed alongside a floating platform where the airport property met the water. It had been brought down the river from a quarry by one of three METS tugboats. The crews operating the tugs spend three weeks straight aboard them, between breaks, said Billy Haugland, CEO of Haugland Group, a Long Island company affiliated with METS. “They’re a breed of their own,” Haugland said of the mariners. “We have a wide range of personalities and industries that we’re navigating in.” On the Bergen Basin platform, four workers in hard hats and orange life vests managed the operation. One of them sat in the cab of a towering green machine, topped with three American flags, whose articulated arm ended in a giant clamshell bucket. The machine took bites off the floating pile and deposited them in a metal hopper on

the platform. The rocks fell onto a conveyor belt angled toward the sky that would take them to another conveyor belt and then a third before they dropped into a truck on the shore. Haugland’s workers had only recently begun making the long hauls from up the Hudson. He said they could load and unload as many as four barges a day, each of which could hold more than the capacity of 150 trucks. To make way for the mounds of rock and other materials that will come off the barges, the Port Authority cleared more than 12 acres that held dilapidated buildings and industrial equipment that were no longer needed at the airport. “We’re just getting started here,” said Teresa Rizzuto, the airport’s general manager. “Come back in two years and you’ll see mounds and mounds.” On outgoing barges, soil may go to a recycling facility on the New Jersey coast and metal to a scrapyard in Newark, New Jersey, Haugland said. He also hopes to find a taker somewhere upstate for asphalt millings, the remnants of torn-up roads, he said. The first phases of the new terminals are scheduled to open in 2026. They are expected to be completed two to three years later. Curbing additional traffic and pollution was the main reason the airport’s managers chose to take this less-traveled path. But using barges across Jamaica Bay instead of trucks on the Van Wyck Expressway is not without its complications. Last month, a tugboat could not reach the airport for the public unveiling of the barge operation because a storm was kicking

up swells as high as 7 feet in the bay, said Bill Haugland, whose company is operating the barges. Cotton said he anticipated that the overwater delivery system might be less predictable than the alternative. But, he said, it fit with the agency’s environmental goals and its desire to be a good neighbor to the communities that surround the airport. Environmental activists said they had no objection to using all those waterways as a passage for barges laden with rocks or contaminated soil, so long as it was done carefully. “Transport of materials by barge on the river is commonplace and almost always presents no problem,” said John Lipscomb, patrol boat captain for Riverkeeper, a clean-water advocacy organization in New York. “It’s a great way to keep a zillion trucks off the road.”

Amazon launches first Project Kuiper satellites into space By NEAL E. BOUDETTE

I

n a space race between two businesses started by Jeff Bezos, his e-commerce company, Amazon, beat his rocket company, Blue Origin, to orbit. Two Amazon prototype satellites were launched on top of an Atlas V rocket at Cape Canaveral Space Force Station in Florida on Friday. They are part of Project Kuiper, a communications constellation that is to eventually consist of more than 3,200 satellites. It will compete with SpaceX’s Starlink and other space-based internet services. Liftoff of the rocket occurred at 2:06 p.m. Eastern time. The rocket’s upper stage then separated from the booster several minutes into flight, carrying the satellites toward orbit. In a news release, United Launch Alliance, the company that provided the Atlas V rocket to space, said the launch was successful, indicating that the rocket delivered the two satellites to the desired 311-mile-high orbit. On Friday evening, Amazon said in a statement that it had made contact with both satellites in orbit less than an hour after the launch. After deployment of the solar panels and tests of the spacecraft’s systems, the satellites are to beam internet connections from space to the company’s flat, square antennas for consumers on the ground. “This is Amazon’s first time putting satellites into space, and we’re going to learn an incredible amount regardless of how the mission unfolds,” Rajeev Badyal, a vice president of technology for Project Kuiper at Amazon, said in a statement from the company before the launch. That is because Blue Origin has yet to launch anything into orbit. Although its suborbital space tourist rocket New Shepard has made many flights, the New Glenn rocket that it has been developing for more than a decade to take payloads like Kuiper satellites to orbit is at least three years behind schedule. Its debut flight is penciled in for next year. In April last year, Amazon announced a gigantic purchase of up to 83 launches, the largest commercial purchase of rocket launches ever. That includes 27 from Blue Origin and the rest from two other companies, Arianespace of France and United Launch Alliance of the United States. The contracts with the other companies also rely on new rockets that have not yet flown: the Ariane 6 from Arianespace and the Vulcan from United Launch Alliance. Amazon also previously announced that it was buying from United Launch Alliance nine launches of the venerable Atlas V rockets. Atlas V

has flown for more than two decades but is being retired because it relies on Russian-made rocket engines. The two satellites, KuiperSat-1 and KuiperSat-2, comprise what Amazon calls the Protoflight mission for Kuiper. They were planned to ride as the payload for the first launch of United Launch Alliance’s Vulcan rocket in May. But during a test of a Vulcan upper stage, a leak of hydrogen ignited in a fireball. In July, Tory Bruno, CEO of United Launch Alliance, said that the company was working on a fix and that the first flight of Vulcan was still expected before the end of the year. In August, Amazon announced that it was switching rockets, from the Vulcan to an Atlas V. That was the second rocket switch for the Protoflight. Amazon originally planned to launch KuiperSat-1 and KuiperSat- 2 on smaller rockets from ABL Space Systems, but ABL has also experienced delays. Officials at Blue Origin, Arianespace and United Launch Alliance have said they expect to meet the schedule of Kuiper launches. The Federal Communications Commission, which regulates satellite communications to the ground, approved Amazon’s network in 2020. It gave the company a deadline to launch half of its 3,236 satellites by July 2026, with the full constellation to be deployed by July 2029. A pension fund that owns Amazon stock sued Amazon in August for not buying any launches from SpaceX, which has launched Falcon 9 rockets 70 times this year, and has contracts with other competitors to its Starlink service. The complaint, filed by the Cleveland Bakers and Teamsters Pension Fund, said Amazon’s board approved the launch contracts after only cursory reviews and did not take any actions to protect Amazon from conflicts of interest for Bezos as the owner of Blue Origin and also CEO of Amazon at the time. “For a year and a half, Bezos was free to identify and negotiate with launch providers for Amazon, while also free to negotiate against Amazon on behalf of Blue Origin,” the lawsuit said. Blue Origin not only will provide New Glenn launches to Amazon but also profits from the Vulcan launches, because United Launch Alliance is buying Blue Origin’s BE-4 engines to power the booster stage of the Vulcan rockets. An Amazon spokesperson said in a statement, “The claims in this lawsuit are completely without merit, and we look forward to showing that through the legal process.” The lawsuit also recapped years of animosity between Bezos and Elon Musk, founder and CEO of SpaceX. “Given their bitter track record, Bezos had every reason to exclude Musk’s SpaceX from the process entirely,” the lawsuit said. “And Bezos, it must be assumed, could not swallow his pride to seek his bitter rival’s help to launch Amazon’s satellites.”

Marketmind: ‘Remarkable’ US Markets Surf Crosscurrents A look at the day ahead in U.S. and global markets from Mike Dolan U.S. stocks have surfed through multiple crosscurrents over the past week - from the blistering spike in Treasury yields to the Middle East shock at the weekend - but they remain on board amid what the IMF sees as “remarkable” U.S. economic strength. With third-quarter earnings set to stream in later this week, Wall St stock indices hit their highest in almost three weeks on Monday having rallied back from early losses over the last two sessions. Stock futures are higher once again ahead of the bell today. The initial market jolt from the weekend attacks on Israel seemed to dissipate quickly as a modest pop in oil prices levelled off far below recent highs. U.S. crude hovered just above $86 per barrel on Tuesday, still off almost 10% from the peaks of late September and down 5% year-on-year. As cash Treasury markets returned from Monday’s Columbus Day holiday to a week of heavy long-term debt auctions, they were also greeted with rekindled optimism about the Federal Reserve’s policy rate trajectory. Specifically, the typically hawkish Dallas Fed boss Lorie Logan suggested the recent tightening in bond markets may have done the Fed’s work for it and lessened the need for another policy rate hike. Fed futures tend to agree and now see only about a one-in-four chance of further rate rise. “If long-term interest rates remain elevated because of higher term premiums, there may be less need to raise the fed funds rate,” said Logan, referring to creeping risk premia on holding long-term Treasury bonds. Fed Vice Chair Philip Jefferson chimed: “I will remain cognizant of the tightening in financial conditions through higher bond yields and will keep that in mind as I assess the future path of policy”. Ten-year U.S. Treasury yields are set to kick off Tuesday’s U.S. trading day at some 4.65% - almost a quarter of a percentage point below the peak set just after Friday’s blowout September jobs report. It was that exceptional U.S. economic strength the International Monetary Fund spotlighted in its latest World Economic Outlook, released at the annual meetings of the IMF and World Bank in Marrakesh on Tuesday. While the IMF cut its growth forecast for China and the euro area, it left its overall global forecast unchanged due to what it called the “remarkable strength” of the U.S. economy. The Fund upgraded both its 2023 and 2024 U.S. growth forecasts by 0.3 and 0.5 percentage points respectively to 2.1% and 1.5% annual clips. China’s ongoing struggles were amply illustrated by the latest worrying twist in its ongoing property bust on Tuesday which saw its main benchmark stock indices fall again. srael said Tuesday that its military had regained control over towns near the Gaza Strip, four days after Palestinian gunmen launched a devastating cross-border assault, as the country girded for the next phase of what Israeli officials have warned will be a crushing campaign against Hamas militants. Israel’s government approved the call-up of an additional 60,000 reservists, raising the total number mobilized over the last three days to 360,000, the most in such a short period since the country’s founding. The call-ups have touched nearly every corner of the country of 10 million, already awash in grief and anger over the deaths of more than 900 people in the attacks that began Saturday. With the border nearly secured, the scale of the horror unleashed on towns and villages near Gaza was slowly coming into grim focus: In one kibbutz a mile and a half from Gaza, New York Times journalists saw Israeli soldiers carrying slain residents on stretchers, and more than a dozen bloated bodies lying on the ground. It is not yet clear if or when Israel will order a ground invasion of Gaza, an impoverished coastal enclave ruled by Hamas. But the Israeli military said Tuesday that its airstrikes against the coastal strip would be “bigger than before and more severe” because of the scale of the Palestinian incursion. The Israeli military said it had recovered the bodies of around 1,500 Palestinian assailants since Saturday morning. Israeli bombardments since Saturday have leveled mosques, a marketplace and other civilian areas, according to United Nations officials. Health officials in Gaza said Tuesday that 765 Palestinians have been killed and 4,000 others have been wounded in the last four days, though it was unclear how many were civilians. Lt. Col. Putin offers muted response to attack on Israel. That speaks volumes. By ANTON TROIANOVSKI

P

resident Vladimir Putin of Russia has long cast himself as a friend of Israel and the Jewish people. He helped establish visa-free travel between Russia and Israel in 2008, presided over the construction of a sprawling Moscow Jewish Museum in 2012 and, side by side with Prime Minister Benjamin Netanyahu in Jerusalem in 2020, unveiled a memorial to the victims of Nazi Germany’s siege of Leningrad. But amid the worst attack on Israel in 50 years, the high regard that Putin has shown for Israel in the past appears remarkably absent. More than three days after the start of the incursion by Hamas, there has been no message of condolence from the Kremlin, even though Putin previously published such notes of sympathy in the wake of terrorist attacks in Israel. And he has not yet called Netanyahu, even though he spoke with Israeli leaders at least 11 times in 2022 and developed a close relationship with Netanyahu over more than a decade of meetings and phone calls. Instead, Putin’s spokesperson on Monday struck a neutral stance, saying that Russia was “extremely concerned” and calling for an immediate halt to the fighting. On Russian state television and in the pro-Kremlin blogosphere, commentators reacted to the attack on Israel with thinly veiled glee, casting it as a revelation of Western weakness and as the start of a war that could sap Western support for Ukraine. The stark shift sheds light on one consequence of Putin’s invasion of Ukraine: the sharp decline in the relationship between Moscow and Israel over the past year and a half, one that some Jewish leaders fear also presages a rise in antisemitism inside Russia. It is also the latest conflict in a region where Moscow has played a major role but where it is now unwilling or unable to wield much influence. That played out dramatically last month in the Caucasus region, where Russia did not even seem to try to stop Azerbaijan from seizing control of the Armenianpopulated breakaway enclave of NagornoKarabakh — a stinging defeat for Armenia, Russia’s military ally. While Moscow’s support for the Palestinian cause dates to Soviet times, Putin balanced that by forging strong ties to Israel. So the Kremlin’s arms-length stance toward Israel in recent days “is definitely a manifestation of a deteriorating relationship,” said Pinchas Goldschmidt, who served as the chief rabbi

Goldschmidt spoke by phone from Israel, where he had just attended the funeral of an Israeli soldier slain in the fighting Saturday. He said the deceased, Yuval Ben Yaakov, was the son of another former Moscow rabbi. He added that many Jewish leaders had once seen Putin as an ally in keeping the memory of World War II alive, but when the Russian president started falsely equating Ukraine’s current government to Nazi Germany to try to justify an invasion, “that’s when the Jews said: ‘We’re not part of it.’” There are clear geopolitical reasons for Putin’s shift on Israel. In the Middle East, where Russia has long tried to play a kingmaker role and build relations with all major powers, Moscow now finds itself beholden to Iran — Israel’s bitter enemy — as one of its primary arms suppliers for the war in Ukraine. And unlike in years past, when Putin sought ways to cooperate with Western countries, he now appears to see little incentive to try to work with them to broker an end to the fighting in Israel as Russian forces are being pummeled by Western weaponry in Ukraine. But there are also, perhaps, more personal reasons. Putin appears stung that Israel and Jewish leaders around the world are not backing his false narrative about Ukraine’s being run by “Nazis.” In recent months, he has repeatedly lashed out at President Volodymyr Zelenskyy of Ukraine for heading a Nazi government despite being Jewish. In June, Putin claimed that his “many Jewish

friends” had told him that Zelenskyy was “a disgrace to the Jewish people.” There have been signs since last year that the relationship was fraying. Russia cracked down on the Jewish Agency, an Israeli nonprofit that was a mainstay of Jewish life in Russia and helped Russian Jews move to Israel. In June, Russia’s Foreign Ministry summoned the Israeli ambassador to claim that Israel’s envoy to Ukraine was complicit in “whitewashing” Nazi crimes. (Some Ukrainian independence fighters fought alongside Nazi Germany against the Soviet Union in World War II, the foundation of Putin’s spurious claims that Ukraine’s current leaders are Nazis.) “No one in the Kremlin is rushing to show sympathy to the victims” of Hamas’ incursion into Israel, said Alexander Gabuev, director of the Carnegie Russia Eurasia Center. “This also shows you the emotional attitude — ‘grievance’ is the right word.” He added that the Russian propagandists casting the incursion as a boon for Russia may have a point. The Kremlin “passively is a beneficiary for now, at least,” of the fighting, Gabuev said — if only because senior officials in Washington may have less time to focus on how best to support Ukraine. The Kremlin’s grievance — even Schadenfreude — has played out on Russian state television in recent days. Many commentators taunted the tens of thousands of Russian Jews who had fled to Institution Israel after Putin’s invasion of Ukraine — in some cases to avoid being drafted into the Kashable LLC Russian army — and who

now found themselves in the middle of another war. “Let’s watch him go into Gaza now with a weapon in hand,” one talk show guest said of a Russian tech tycoon, Arkady Volozh, who had relocated to Israel and spoken out against the invasion of Ukraine. Others on television crowed about the weekend’s military and intelligence failures by Israel and its Western allies, while predicting that the developments could play into Russia’s hands by distracting the West from supporting Ukraine. “The image of the invincible Israeli fortress has just collapsed,” said Olga Skabeyeva, a talk-show host on the Rossiya-1 channel. Referring to the warships that the United States is now moving closer to Israel, she added, “Are U.S. aircraft carriers next?” For all of Putin’s apparent frustration that Israel has not endorsed his rationale for invasion, Netanyahu’s government has been cautious in its support for Ukraine, drawing the ire of Kyiv, as well. Experts say Israel has been keen not to overly antagonize Russia given Moscow’s close ties to Iran, to limit the blowback against Jews still in Russia and to preserve the communications between the Israeli and Russian militaries operating in Syria that allow their forces to avoid coming into conflict there. Israel has not participated in Western sanctions against Russia, and has refused to provide weapons to Ukraine because, Netanyahu has said, they could end up in Iranian hands. In June, Ukraine’s Foreign Ministry claimed that the Israeli government was ignoring the suffering of Ukrainian Jews while opting for “a path of close cooperation with the Russian Federation.” But in recent days, Zelenskyy has cast those criticisms aside and embraced Israel’s cause. In a speech to NATO on Monday, he said that Russia and Hamas, the Palestinian faction that controls Gaza, represented “the same evil.” “The only difference is that there is a terrorist organization that attacked Israel, and here is a terrorist state that attacked Ukraine,” Zelenskyy said.

Damage and distress’: Trump sues over Russia dossier in London By MARK LANDER

D

onald Trump has claimed in a lawsuit in a London court that Christopher Steele, a former British intelligence officer, inflicted “personal and reputational damage and distress” on him by leaking a dossier detailing unsavory, unproven accounts of links between him and Russia during the 2016 presidential campaign. Lawyers for Trump argue that Steele’s firm, Orbis Business Intelligence, breached British data protection laws with the dossier, which triggered a political earthquake when it was published just before Trump’s inauguration in 2017. The lawsuit, the first filed by Trump in Britain related to the dossier, could offer the former president more favorable legal terrain than the United States. Last year, a federal judge in Florida threw out his lawsuit claiming that Steele, as well as Hillary Clinton and the Democratic National Committee, was involved in a concerted plot to spread false information about Trump’s ties to Russia. In a court filing last month, Trump’s lawyers said he was “compelled to explain to his family, friends, and colleagues that the embarrassing allegations about his private life were untrue. This was extremely distressing” for him, the filing said, asserting that Steele had presented the claims in a “sensationalist manner” that was “calculated to cause tremendous embarrassment” to Trump. He is asking for unspecified compensation. The High Court Judge Matthew Nicklin has scheduled a two-day hearing on Oct. 16 and 17, at which arguments will be heard and lawyers for Steele’s firm will move to throw out the case, which was originally filed in November 2022. In a witness statement, Steele accused Trump of “numerous public attacks upon me and Orbis.” He said the former president had initiated “frivolous and abusive legal proceedings” against him and his firm in the United States, a conclusion echoed by the Florida judge’s ruling. He has experienced a string of legal setbacks in courtrooms from New York City to South Florida. But in London, Trump is the plaintiff, and legal experts said his lawyers were trying to seize an advantage from Britain’s comparatively tight controls on personal data. Winning a claim that his data had been compromised, these lawyers said, would be easier than winning a claim of defamation. “It avoids the obvious hurdles of a U.K. defamation claim,” said Jay Joshi, a media lawyer with the London firm Taylor Hampton. These include the statute of limitations for defamation, normally a year, and the fact that the dossier was published in the United States, not Britain. “Trump is clearly seeking some form of vindication,” Joshi said. In 2020, Aleksej Gubarev, a Russian technology entrepreneur who was cited in the dossier, lost a defamation suit against Steele. But in another case that year, two Russian oligarchs, Mikhail Fridman and Petr Aven, won damages of 18,000 pounds

($22,900) each from Steele’s firm after they argued that allegations about them in the dossier violated data-protection laws. The court ruled that Orbis had “failed to take reasonable steps to verify” claims that Fridman and Aven, who controlled Alfa Bank, had made illicit payments to President Vladimir Putin of Russia, though the judge dismissed several other claims. Trump’s lawyers are making a similar claim that Steele’s firm did not confirm the claims about him. Among other things, they said, Trump did not bribe Russian officials to advance his business interests. “The claimant did not engage in unorthodox behavior in Russia and did not act in a way that Russia authorities were provided with material to blackmail him,” the lawyers said. “The personal data is not accurate. Further, the Defendant failed to take all reasonable steps to insure the personal data was accurate.” Trump is being represented by Hugh Tomlinson, a leading London media lawyer who specializes in defamation, privacy and data protection. Among his former clients is King Charles III, then the Prince of Wales, for whom Tomlinson argued successfully that a British tabloid should not be allowed to publish his private diaries, which contained astringent comments about the 1997

handover of Hong Kong to China. The Steele dossier grew out of an opposition research effort to dig up information about Trump, funded by Clinton’s campaign and the Democratic Party. Their law firm, Perkins Coie, contracted with a Washington research firm, Fusion GPS, which in turn hired Steele, an expert on Russia, to research Trump’s business dealings in the country. Steele shared some of the memos with the FBI and journalists; they first came to light in January 2017 when BuzzFeed published 35 pages. His findings have been largely discredited by the FBI and others who have investigated Trump’s relationship to Russia. Relying on anonymous sources, the dossier asserted that there was a “well-developed conspiracy of coordination” between the Trump campaign and the Russian government, and that Russian officials had a blackmail tape of Trump with prostitutes. For much of his information, Steele relied on Igor Danchenko, a Russian researcher who told federal investigators that some of the claims were rumors that he had not been able to confirm. Danchenko was later indicted on a charge of misleading federal investigators, but he was ultimately acquitted. The FBI concluded that one of the most explosive allegations in the dossier — that Trump’s lawyer, Michael Cohen, had met with Russian officials in Prague during the 2016 campaign — was false. In his witness statement, Steele said he wrote the memos on a computer that was not connected to a network and was equipped with security that prohibited any third party from extracting data stored on it. He also said that Orbis no longer held any copy of the dossier on its systems by the end of the first week of January 2017. Steele has not denied sharing the dossier with journalists. But he rejected the contention that he has sought to promote its contents since then. “I declined to provide any media interviews for three and a half years after the publication of the dossier by BuzzFeed, despite being asked multiple times by major international media organizations,” he testified. “If I had wanted to ‘promote’ the dossier as Mr. Trump suggests, I obviously would have taken up those media opportunities.”

The hidden moral injury of ‘OK Boomer’ By DAVID FRENCH

M

ourners gathered around San Francisco City Hall this week to remember U.S. Sen. Dianne Feinstein, one of the most formidable politicians of her generation. Her passing meant not just the end of her political career, but also the end of a furious argument over her age and condition. Why did she stay in the Senate for so long? And even so, as one argument ends, others continue: about Joe Biden, Mitch McConnell, Donald Trump and many others. I can’t remember the last time our country had a longer or more agonizing conversation about age. It kicked off in the most morally troubling way possible, in the early days of the pandemic, when a number of politicians, celebrities and even ordinary people minimized the severity of the disease in language that diminished the value of older Americans. Notoriously, in March 2020, Dan Patrick, lieutenant governor of Texas, went on Tucker Carlson’s television show and suggested that senior citizens should be “willing to take a chance” on their survival to preserve the American economy. In New York, nursing home deaths were deliberately concealed, an act that publicly minimized the magnitude of the loss. Right-wing influencer Candace Owens dismissed the seriousness of COVID-19, because, in her words, “people think it’s novel that 80-year-olds are dying

at a high rate from a flu.” I heard similar sentiments from members of my own community throughout the lockdowns. I can’t tell you how many times someone said, when an older person died, “How much time did they have left anyway?” This debate unfolded as the term “OK Boomer” was taking off, both as a silly mockery of tech-ignorant grandparents and an angry battle cry against an older generation that younger Americans believe failed them. Worse still, they just won’t get out of the way. It’s impossible to ignore the advanced age of key American leaders. Biden is 80. Trump is 77. McConnell is 81. Chuck Grassley is 90. Feinstein was 90 when she died in office. Ruth Bader Ginsburg was 87. Age was on 76-year-old Mitt Romney’s mind when he announced that he wouldn’t seek reelection to the Senate. “At the end of another term, I’d be in my mid-80s. Frankly, it’s time for a new generation of leaders,” he said. I don’t equate all these situations. Some of the sentiments expressed at the start of the pandemic were monstrous. Concerns about aging and often infirm leaders at the highest levels of American politics, in all three branches of government, are far more understandable and much less grotesque than asking senior citizens to court death in the midst of a pandemic. The generational dismissiveness inherent in “OK Boomer” lies somewhere in between. Nonetheless, there is a common theme — a shift to viewing older people in America not as assets but, rather, as obstacles. They’re barriers to our own dreams and ambitions. One column is insufficient for teasing out all the reasons for this shift, but I want to explore one aspect that bothers me greatly. The centrality of work and career to our sense of self and identity — especially in America’s educated classes — is damaging old and young alike. In 2019, Derek Thompson popularized the term “workism” in The Atlantic to describe how our careers have “morphed into a religious identity.” Earlier this year, he summed up the “history of work” like this: “from jobs to careers to callings.” In January, the Pew Research Center released a startling report describing parents’ priorities for their children. An extraordinary 88% said financial independence was extremely or very important. The same percentage placed the same priority on their kids having careers they enjoy. In contrast, only 21% said it was extremely or very important for their children to get married. A mere 20% said it was extremely or very important for their kids to have children. Workism tells older Americans who might think otherwise that their job is core to who they are. Likewise, workism tells younger Americans that their job will define them. It is core to who they’re becoming. Read in this way, it is easy to see why older Americans are reluctant to simply “step aside.” If they feel able — and it’s easier to feel able when your job centers on your

mind rather than your body — then the demand to leave is an attack on their essential identity. At the same time, for those who are seeking to forge their identity, the obstacle of aging leadership can be maddening. Young professionals do seek mentorship, of course, but all too often, mentors are seen as valuable only so long as they keep giving. And then, when they’ve given all they can, they must decrease, so that their proteges can increase and take their place in the sun. It’s necessary to think hard about our first answers to a deceptively simple question: “Who are you?” If my honest first response is “I am a columnist” more than a husband, a father or a grandfather, then when I get older I will wrap my arms around that identity and refuse to let go. If that first answer is centered on faith and family, then the sunset of my career will not be the sunset of my purpose. I will be more willing to release that which I value less because I still preserve that which I value most. The Romney Christmas card is legendary in some niche circles in Washington. Every December, he sends out a simple picture of his growing family. You can Google it and see it expand, year by year. First, he and his five sons could field a Romney basketball team. Then, when the sons married and had children, they could field a Romney football team. But that picture is also a declaration — this is who I am. Skeptics might claim that Romney let go of his power because holding it would be hard. In these polarized times, he was vulnerable to a challenge from the Utah right. Perhaps, but it’s also true that he retains immense purpose, and the picture captures that purpose. An ethos that locates our meaning in those relationships can tell the young to value the wisdom and experience of the old and tell our nation’s older generations that great blessings can flow from the end of even the most rewarding careers.

En búsqueda de jóvenes destacados en los municipios E l Programa Desarrollo de la Juventud (PDJ), adscrito al Departamento de Desarrollo Económico y Comercio (DDEC), anunció la convocatoria para seleccionar a jóvenes sobresalientes en cada municipio de Puerto Rico y reconocerlos con el Premio Joven Destacado Municipal 2023. El premio consiste en que los alcaldes seleccionen a un joven de su municipio, tomando en consideración el liderazgo, servicio comunitario, emprendimiento o destaque académico, además de que su ejemplo haya sido una inspiración para la juventud de su pueblo. “Invitamos a los alcaldes a identificar un joven ejemplo de su municipio que haya resaltado por sus valores y ejecutorias en beneficio de la comunidad. De esta manera llevamos el mensaje de que la responsabilidad comunitaria es un compromiso de todos. La selección de este joven en cada pueblo ejemplariza este

esfuerzo”, declaró Manuel Cidre Miranda, secretario del DDEC. Los alcaldes deben enviar el formulario, que previamente recibieron del PDJ, a juventud@ddec.pr.gov e incluir los datos del joven seleccionado como: foto digital (estilo “profile”), tarjeta de identificación (ID) con foto y una carta de recomendación del alcalde que indique en qué se destaca el joven. Además, debe enviar unabiografía de la persona elegida, con un máximo cuatro párrafos. Cabe resaltar que los documentos no se deben entregar personalmente, no se aceptarán. “Buscamos que sean los alcaldes quienes destaquen las capacidades de estos jóvenes que son un ejemplo para los demás residentes de sus municipios. Todos los municipios tienen jóvenes sobresalientes que se encuentran dando el máximo por sus comunidades y Puerto Rico. Con esta inicia demostramos que hay es-

peranza y que los jóvenes estamos interesados en reescribir la historia de Puerto Rico”, comentó Jorge Pagán, director del PDJ. Los requisitos consisten en que el joven esté entre las edades de 13 a 29 años y haya sido residente de su municipio por los últimos cinco años. a Federación de Béisbol de Puerto Rico colaborará con el Departamento de Educación para introducir el Baseball5, versión urbana de béisbol y sóftbol impulsada por la World Baseball Softball Confederation, en las escuelas del país. “La secretaria del Departamento de Educación avaló nuestra propuesta y autorizó el inicio de las orientaciones a los educadores físicos sobre el Baseball5”, indicó el presidente federativo, doctor José Quiles Rosas en declaraciones escritas.

En agosto, Quiles Rosas designó al vicepresidente ingeniero Carlos Príncipe como coordinador de Baseball5, quien ya inició un programa de desarrollo, certificando a 34 técnicos y árbitros con el apoyo de la WBSC. Este deporte se promovió en la Copa Olímpica en el Centro de Convenciones por el Comité Olímpico de Puerto Rico. he Harvey Awards, which celebrates comic books, will be adding six members to its hall of fame. They will be inducted at New York Comic Con on Oct. 13. Five of the six inductees are well regarded for their superhero work. They are Marv Wolfman and George Pérez (who is being inducted posthumously), who transformed some of DC’s sidekicks into the fan favorite New Teen Titans; Chris Claremont, who turned the mutant X-Men into a popular franchise; Walt Simonson, who is known for his work on Marvel’s Thor; and Louise Simonson, who co-created the preteen heroes Power Pack. John Lind, a chair of the Harvey Awards steering committee, noted that these creators have shaped some of the most revered story lines of the 1970s, ’80s and ’90s. Their works “have become the cornerstones of the comic book industry and remain a virtual master class for modern-day creators on how to craft compelling and innovative superhero narratives,” he wrote in an email. Walt Simonson, reflecting on his time in the industry, said in an interview that his work on Manhunter from 1973-74, with Archie Goodwin, was a sentimental favorite. The Harvey Awards were established in 1988 and each year recognizes achievements in comic books. Louise Simonson, who began her career as an editor in 1974, said, “I think it is very cool that they’re giving it to us at the same time.” In addition to helping create Power Pack, she was also one of the creators who worked on the bestselling “The Death of Superman” in the 1990s.

The Simonsons, who are married, will celebrate the 50th anniversary of their first date next year. They collaborated on several issues of X-Factor, a comic book series about the original five X-Men. He loved her voice; she told him, “You draw great hands.”) The sixth honoree, Bill Griffith, created the free-spirited Zippy the Pinhead, an underground comics character that later became a newspaper strip. The character first appeared in 1971 and became a weekly feature in the underground newspaper The Berkeley Barb in 1976. Zippy soon achieved national syndication and fresh installments continue to come out. “Griffith’s influence continues to cast ripples throughout contemporary American humor,” Lind wrote. The Harvey Awards began in 1988 and were named after Harvey Kurtzman, the cartoonist who created and founded Mad magazine. In addition to the hall of fame honors, the awards recognize several categories of comics, like book of the year, best international book, best manga and best adaptation. The book awards nominees are determined via a survey of about 200 industry professionals, librarians, educators and creators who submit candidates for each of the categories. The selections are tallied and pulled into a ballot, which is then open to a vote by all industry professionals, creators and librarians.

n September, a 10-second TikTok kicked off weeks of debate. A wobbly camera stared down the center aisle of an airplane. A short story appeared, overlaid in white text: “I was seated next to a mom who had a baby in her lap and a toddler beside her. It was a lot. I offered to switch seats with the dad, who was a few rows up, so he could be with his family. He says ‘Great, thanks’ AND SENDS OVER ANOTHER SMALL KID TO SIT WITH THE MOM. He enjoyed a kid-free flight.” The video was accompanied by a note — “A little sunday rage for ya” — and a soundtrack of women screaming. It has been viewed 6.6 million times. The dispatch, posted by Kristine Sostar McLellan, a co-founder of the postpartum care company One Tough Mother, felt like an episode in a long-running internetwide reality show — a show about people who are bad on airplanes, at least according to the social media users who surveil them. TikTok videos and Reddit threads are always beckoning me into a cramped seat, asking me to scrutinize random travelers and litigate their disputes. I don’t fly much anymore, but I think about flying all the time.

Airlines are squeezing us, too, pinching legroom and inventing new cabin strata even as delays rise. Many viral plane scenarios involve litigating the circumstances under which passengers ought to relinquish their seats to accommodate separated families, a debate that has been supercharged by new seat selection fees. Once airlines have emptied our pockets, it is easy to assure ourselves that we don’t owe each other anything.

Some say that since 2020, people have forgotten how to act in public, but I think these stories point to deeper issues. A few years ago, viral plane videos often featured masks and the people who refused to wear them. They ranted and flailed as police officers and crew members peeled them from their seats. These videos dramatized a broader tension between personal entitlement and the common good. The mask mandate has lifted, but the

question lingers: Do we live in a society, or a marketplace? Many in-flight squabbles are proxy battles over white privilege, male entitlement, and the accommodation of mothers and children. They are about our literal place in society. As travel becomes increasingly uncomfortable, it makes sense that more and more passengers will be pushed to their breaking points. Some scream. Others post. When people are at the mercy of the airlines, they cling to the little things they feel they can control: the seat assignment, the armrest and their phones, where they can conjure a virtual lounge offering comfort and affirmation. TikTok surveillance is a passive-aggressive strategy for one-upping a seatmate. But it can be a way

to reclaim some self-respect, by reaching outside the artificial hierarchy of the plane and appealing to a higher moral authority. On a flight, everyone is competing for ever-scarcer resources, and yet their fates are connected. When a baby cries, everyone hears it. When one passenger acts out, they are all grounded. In March, former football player and ESPN personality Desmond Howard posted a video to Twitter about his white seatmate, who accused Howard of being “sick” and asked a flight attendant to remove him from the plane. The white man, Howard said, had tried to appeal to his superior American Airlines status in order to get his way. Mid-flight, Howard pulled out his phone and recounted the story in a video he posted to Twitter. Then he turned the camera onto the man who tried to boot him. There he was, the elite traveler, stuck in his seat like everyone else.

A Guatemalan art gallery reaches out to the world By RAY MARK RINALDI

sk Stefan Benchoam about the mission of his gallery, Proyectos Ultravioleta, and he starts on a long story of Guatemalan politics, full of dates and details, and more than a little despair. Barely stopping for a breath, he starts with the end of the Spanish colonial period and the beginning of independence, through the exploitation of both land and people by the United Fruit Co., a U.S. corporation that once controlled vast sections of the country’s soil, and how threats against it served as an excuse for a CIA-backed coup in 1954. He soars through the violent dictatorships and civil war that followed before a U.N.brokered peace process in 1996. The tale ends in 2023, with Guatemala’s recent presidential election, which was marked with political maneuvering, and death threats, meant to under-

mine the winning candidate. It is important to know all of that, Benchoam said, to understand his position on the role of artists today: to be moderators of public dialogue when communication between different social factions feels impossible, to be advocates for equity and stability, and to be the conscience of a country. “It’s like, how do you resew the fabric of a country that’s been through such hardship if it’s not in the public space, and if it is not through art and artistic practices?” he said. Proyectos Ultravioleta, in Guatemala City, has positioned itself as a forum where that exchange can take place. Its goal, Benchoam said, is to help sustain the voices and careers of artists in a country where “there are more fingers in my right hand than collectors” willing to pay reasonable prices for fine art. To that end, it has developed a business model of selling art on the road. The gallery, which returns to Frieze London this year, is one of the few commercial dealers in Guatemala — and looking wider, in Central America overall — that has a consistent presence at international fairs held outside the country. “Why do we go to art fairs?” Benchoam said. “Not because we want to, necessarily, but because in our industry, that’s the point where most people converge.” The strategy has been successful almost from the start. In 2016, the first year Proyectos Ultravioleta took a chance by renting a spot at Frieze London, it won the fair’s juried Stand Prize, awarded to the best booth by an emerging gallery. It won again in 2019. That recognition has led to considerable attention and sales to customers beyond the

usual fairgoers, including to museums such as Tate Modern in London. The gallery has expanded its reach and is now a regular at major events such as Art Basel Miami Beach; Artissima in Turin, Italy; and Arco in Madrid. Foreign sales, Benchoam said, account for about 90% of its business. Being the only Guatemalan gallery at fairs has been an advantage. People are curious and want to hear Proyectos Ultravioleta’s story. “We’re always, in a way, kind of the underdog,” he said. As its presence in other countries has grown, the gallery’s own outlook has become more global, too. It still focuses on exporting Guatemalan artists, but has expanded its roster to include artists from other places. The gallery works with artists at different career levels, although many are established in Guatemala and recognized for producing difficult work. Among them is Regina José Galindo, known for performance pieces, such as “La Sombra (The Shadow),” which addressed the cycle of military violence. Galindo arranged for a German Leopard tank from World War II to chase her around a dirt field until she passed out. The work was documented via video and still photography. Another example is Jorge de León, who does paintings and drawings but built a reputation with offbeat performance pieces, such as “Swoosh,” for which he had a tattoo of the Nike logo tattooed on his foot, just where it would be if he were wearing the company’s sneaker. Such works are extreme, but they do get a dialogue going about corruption and foreign

influences, as do the objects and installations created by other artists who are crucial to the gallery and entrenched in the country’s political conversation. They include Edgar Calel, Hellen Ascoli, Naufus Ramírez-Figueroa and Benchoam, who also makes highly charged objects. Ramírez-Figuero, a painter and performance artist whose work is frequently autobiographical, has been with Proyectos Ultravioleta since its early days, when, he said, it was more like a bunch of artists throwing parties and selling their wares any way they could than the formal commercial gallery it has become. His family left Guatemala in the 1990s, when he was a child, during the civil war. He returned in 2008 with dreams of building a career as a professional artist. The market was almost nonexistent at the time, especially for work about the plight of refugees, and he assumed he would have to leave again. But his connection with Proyectos Ultravioleta has linked him to a variety of collectors. As the gallery evolved, so did his professional standing. He now has work in the collection of the Guggenheim Museum in New York and recently had a solo exhibition at the Museum of Modern Art in Medellín, Colombia. He credits much of his success to his affiliation with Proyectos Ultravioleta and those early sales he made. “Before that I never really thought about making a push to move to a more central place in the art world because it didn’t seem possible economically,” he said. “It allowed me to live in Guatemala, be a full-time artist and really dedicate myself to what I do,” he said.

An NBA power broker, growing up and finding peace By TANIA GANGULI

W

hen Rich Paul considers his life now, he sometimes thinks how far it seems from his childhood, growing up Black in a particularly dangerous part of Cleveland. For the past two decades, Paul, 42, has been a polarizing force in basketball. A power broker in a specialized world, he is slim, 5-foot-8 and sharply dressed, often appearing on the margins of photos snapped at marquee events. Many saw him as LeBron James’ confidant, and later as his agent. But as he built a sports agency, Klutch Sports Group, that rivaled and irritated more established companies, he has worked to separate his identity from that of James’. Paul is now a courtside fixture at NBA games. He collects art. He lives in Beverly Hills. And he is in a yearslong relationship with Grammy-winning singersongwriter Adele. Paul has helped NBA players shift power away from teams and to themselves, like when he maneuvered a 2019 trade that sent Anthony Davis to the Los Angeles Lakers to join James. On Tuesday, Roc Lit 101, an imprint of Random House, will publish his memoir, “Lucky Me.” It is a bid by Paul to both own his past — growing up with a mother who battled addiction and acknowledging his own drug dealing — and celebrate the way his difficult upbringing, and in particular his father, prepared him for his future. Recently, at a restaurant in a five-star hotel in midtown Manhattan, with sculptures of tropical birds in the light fixtures, Paul mused about his hope that athletes would focus on the peace of mind that can come with real financial security, not the fleeting pleasure of social media attention and the temporary financial windfalls that come with it. The idea of finding peace set off another thought. “I come from a place where every day is chaotic. Every. Day,” Paul said, his voice rising as he began tapping hard on the table to emphasize his words. “Sirens, all day long. You have to wear headphones. I should have been the inventor of Beats, as many sirens as I had to listen to, and yells and cussing outs

He had heard so much about players being broke despite initially getting lucrative contracts. “There’s no line down the street to get to knowledge,” Paul said. “It tells you a lot.” In thinking about Paul’s memoir, Chris Jackson, the publisher and editor-in-chief of Roc Lit 101, said he was interested in Paul as part of a generation of Black men “whose formative experiences were during that period that was defined by crack cocaine and the post-civil rights cocktail of white flight, urban abandonment and families that really struggled to stay together. “And how out of that kind of experience of survival, so much was created, and how the entire country was shifted by people who were kind of forged in that.”

The broad strokes of Paul’s backstory have been recounted before, the way his mother had struggled with drug addiction and his father, who had another family, raised him in the family’s corner store. How a chance meeting with James at an airport in Akron, Ohio, turned into a partnership that changed the course of his life. In the memoir, which was written with journalist Jesse Washington and features a foreword by James, Paul goes further than ever before. He depicts in heartbreaking detail the ways his mother’s absences forced her children to act older than their ages, contrasting those stories with her energy and charisma when she was clean. “It was therapeutic for me, but at the same time I wanted to make sure that people understood it wasn’t all bad,” Paul said. He writes that his father taught him discipline and how to run a business. Not all of his father’s business dealings were strictly legal, but Paul said he always ran them with honor. His father’s

advice is sprinkled throughout the memoir, as are the ways Paul learned to make money and earn respect. Dressing well was always a big part of that. He writes of the devastation he felt at losing his father, whom he calls his “moral compass,” in 2000, which led to him selling cocaine for the first time. He shares his unease at selling hard drugs, which had shattered his mother, but said that he was swept up by a desire to compete and win. During lunch in Manhattan, Paul said he hadn’t felt comfortable publicly sharing stories about selling drugs before, though he knew drugs weren’t exclusive to his community. “I’ve talked about it with clients, just in conversation, and they resonate with it because when you grew up how we grew up it’s in your family,” he said. Two days later, on a rainy Sunday afternoon in Brooklyn, a car picked Paul up outside a town house to take him from one podcast taping to another. (Near the end of the first show, Paul had been asked to name his favorite Adele song, but, having some editorial control, he requested a different question.) During the drive, Paul made phone calls. He pitched a client to a shoe company, and then called a friend to plan where they would watch the Cleveland Browns game later that day. Suddenly his eyes widened in happiness as he looked at his phone. “A couple got married in my shoes!” he said. Paul, who has a shoe collaboration with New Balance, showed a photo to a Klutch employee acting as his chief of staff. He FaceTimed with Adele to see how her morning had gone. Then he chose a different watch and different Klutch Athletics sweatshirt, the clothing brand he has created with New Balance, for the next taping. Asked if he has a stylist, Paul proudly said no. “I used to style LeBron his rookie year,” he said, adding: “I could be anything. I could be a stylist, music executive, coach.”

From page 28 James was a teenager when he met Paul, who had a jersey resale business sometimes run out of the trunk of his car. Soon, James was paying him $48,000 a year, confident Paul was worth the investment. Paul watched James’ career unfold. Then, when James hired Creative Artists Agency, one of the most powerful agencies in sports and entertainment, Paul began working for the agency. He helped recruit clients, saying he knew most agents “couldn’t do it.” He met business moguls, from Warren Buffett to Jay-Z, and asked plenty of questions. His friendly boldness attracted people. “Flawlessly confident,” said Rich Kleiman, the longtime manager for NBA star Kevin Durant, and a founder of Durant’s media company, Boardroom. Kleiman was working with Jay-Z when he met Paul, and saw in him hints of JayZ’s self assurance. “There’s a way to be confident where you can make anyone believe you.” When Paul started Klutch Sports in 2012, nine years after James’ NBA career began, James and three other players immediately became clients. Chatter quickly followed — in the news media, primarily anonymous — from other agents questioning Paul’s qualifications. He had never received a college degree and they viewed him as a lucky member of a star athlete’s entourage. Maverick Carter understands. He grew up in Akron with James, has handled his business affairs for years and is CEO of The SpringHill Co., an entertainment and production company he founded with James. For a while, he said, it could seem like his “first name was ‘LeBron’s’ and my last name was ‘friend.’” “It’s straight-up disrespectful when they say, ‘Rich Paul is only successful because he’s doing this with LeBron,’” James wrote in the foreword to Paul’s memoir. “That’s like saying I don’t demand the same excellence from my partners that I demand of myself, or that Rich’s other clients don’t think for themselves.” Paul doesn’t argue that he didn’t benefit from his friendship with James. He just thinks that if he hadn’t been a young Black man getting career help from a powerful friend, and an athlete at that, his story would have been framed differently.

Still, James is entering his 21st NBA season, which means life after LeBron James is in the not-too-distant future for Klutch Sports Group. The agency now has 198 clients between the NBA, WNBA, NFL and athletes looking for deals related to their name, image and likeness. Klutch has partnered with United Talent Agency, and Paul is the co-head of UTA’s sports division. The agency still attracts defectors from other agencies, but it experiences ebbs and flows. Three promi-

nent players’ relationships with Klutch ended this year — Ben Simmons of the Brooklyn Nets, Anthony Edwards of the Minnesota Timberwolves and OG Anunoby of the Toronto Raptors. Some NBA agents have quietly admired what Paul has accomplished, while others find him too aggressive in pursuing clients from other agencies. Paul said he was proud that many of his clients began their careers with other agents. He sees it as a sign of his superior ability to connect with players.

“This is one thing my dad always taught us: No matter what somebody else is doing to you or done to you, that don’t mean you follow suit,” Paul said. “You stay the course. You do what you know is right.” There are those who don’t like the credit he gets for fostering an era of player empowerment in the NBA. Paul is known for aggressively advocating for his clients’ interests, even if that means demanding a trade while they are under contract, but he doesn’t shy away from telling them to pull back when he finds their wishes unrealistic. As he navigates the current landscape of athlete management, he worries about the way players and their parents think about branding. “There’s nothing wrong with being a great basketball player and make all the money you can being a great basketball player,” Paul said. “Because I look at it this way: Being a great basketball player, being able to make four or five, $600 million playing a game of basketball is no different than building a business and selling it.” Paul’s career has kept him close to superstardom. But recently, his relationship with Adele has thrust him into a spotlight that isn’t always comfortable. “I try to keep it as private as I possibly can,” he said. When he and Adele began attending NBA games together, dozens of search engine optimized headlines followed, asking: “Who is Adele’s boyfriend, Rich Paul?” Last month she even referred to Paul as her husband while speaking to a fan. “I’m in a place now where I’d rather she be happy than me,” Paul said. “Not that I don’t want to be happy, I want it to sound the right way. Just understanding the importance of someone that you are involved with, that you’re dating and that you’re spending your time with, that you may love. You understand the importance of them and their happiness.” Love has never been an easy subject for him. His parents never told him they loved him, though he says he has no doubt they did. Now, he said, he makes a point to tell his three children he loves them. It is one lesson he didn’t learn from his father because vulnerability was dangerous when he was growing up. It is one illustration of how different his life is from the one he lived growing up. But he doesn’t want anyone to forget how it started.
