Social Security benefits for 2024 will increase by 3.2 percent By THE STAR STAFF

he Social Security Administration announced Thursday a 3.2 percent increase in Social Security and Supplemental Security Income benefits for more than 71 million people in the United States by 2024. “Social Security and SSI benefits will increase in 2024, helping millions of people keep up with expenses,” said Acting Social Security Commissioner Kilolo Kijakazi in written statements. More than 66 million Social Security beneficiaries will receive the cost-of-living adjustment starting in January 2024. The increase for more than 7.5 million SSI beneficiaries will begin on December 29, 2023. Importantly, some people receive both benefits. The maximum amount of earnings subject to Social Security taxes will increase from $160,200 to $168,600. In early December, Social Security will begin notifying people of their new benefit amount. Those with a personal Social Security account can check their COLA notice online. For more details, it is recommended to

visit the official Social Security website. Regarding Medicare changes for 2024, information is available at www.medicare.gov. Merger of environmental agencies not working, says union, public officials By Richard Gutiérrez richardsanjuanstar@gmail.com

he United Public Servants Union of Puerto Rico denounced Thursday before the House Government Committee that the consolidation of the Department of Natural and Environmental Resources (DNER) with the Environmental Quality Board (EQB), the Solid Waste Authority and the National Parks Program has not allowed an effective functioning of the agency. The expressions of the president of Council 95, Jessica Martínez Santos, emerged at a public hearing to investigate compliance with the Reorganization Plan of the 2018 DRNA under House Resolution 751. According to the union leader, the processes within the DNER continue to be bureaucratic and “slow”, while the agency is not complying with the responsibility conferred under Law 171-2018 that provides for the reorganization. “Our natural resources do not have the protection they deserve and crimes against the environment are more common and routine. The diverse nature of each agency in this grouping slows down decision-making and makes the timely implementation of specific policies and regulations,” Martinez Santos said during her presentation. The spokeswoman said that Law 171 has not represented savings in public spending “nor has it guaranteed a more supervisory management for the benefit of our environment natural resources and national parks”, since she stressed that each agency has a different role to play despite having a common vision. Likewise, Martínez Santos argued that the

DNER does not have the man-power necessary to fulfill all the responsibilities they currently have as an agency. “The DNER does not guarantee the health and safety of its workers. The DNER is an agency that is completely unfocused on its mission to protect and preserve the environment and natural resources,” she said. Juan Babá Peebles, coordinator of federal facilities in the Assistant Secretary for Environmental Compliance said that his agency now has the functions of the former Environmental Quality Board. For the official, the reorganization has not fulfilled its objectives and could put at risk the funds received by the agency. Among the long list of reasons, Baba Peebles stressed that the integration of both has “greatly increased” bureaucracy in administrative procedures, which has hindered appointments, purchases and contracts of units that before were the purview of the EQB.. According to the employee, the former EQB currently has a cooperative agreement with the Protection Agency Clean Water State Environmental Resolving Fund Program (EPA), which allocates money for sanitary and rainwater infrastructure; estuary studies; flood control, among other things. The DNER, as the entity that absorbs the JCA, is in charge together with the Agency for Infrastructure Financing (AIF) to manage the allocated funds. For this reason, the merger of the agencies disqualified the DRNA from benefiting from these funds because of potential conflicts of interest, Baba Peebles said. Among those possible conflicts, he mentioned that the components of the EQB that grant permits are obliged to evaluate the

Baba Peebles. “To fulfill its responsibilities effectively, the EQB must have autonomy. For its part, the DNER delivered a presentation in which it detailed the pending projects to be completed, as well as the use of local and federal funds for the Implementation of programs. Among them, the Federal Agency for the FEMA has 132 projects of which they have obligated 85% of the funds. This obligation represents $111 million

and some of the priority projects of this program are the pump houses, which already have signed contracts for design and mitigation in Baldorioty de Castro, Avenida De Diego, Parada 18, Cataño, Guaynabo, Salinas and Juana Díaz. Similarly, engineer Waldemar Quiles reported that among these projects are the Luis Muñoz Rivera Park, whose contract signing is coordinated for today, Oct. 13. Also included is the Mayagüez Zoo, where carrying out an alternate project with a “change in scope of work” will be requested formally by FEMA. Under the ARPA-funded program, DNER has 12 projects with $17.6 million from the Total allocated fund of $30 million. Quiles highlighted a dozen projects that will be priorities for this program in the Assistant Secretariat of National Parks, as improvements to various spas around the island. Representative Jesús Manuel Ortiz, president of the commission, stressed his concern with the issue of oversight of the DRNA and the lack of budget in the agency for five years after the implementation of the reorganization. “Here’s legislation that was passed with a promise of supposed savings. that were going to be achieved with the merger of these agencies, and I believe that at the end of the road, we will have seen that reality and it is one of the main problems,” he said. “It is an issue that must continue to be discussed to find alternatives. It is not a superficial topic. It’s a profound issue that impacts people’s lives in the way that this agency can function in the right way.”

enator Ana Irma Rivera Lassén and Senator Rafael Bernabe Riefkohl of the Citizen Victory Movement (MVC) filed a bill to allow foreigners residing in Puerto Rico the right to vote in elections. “Currently, foreigners residing in Puerto Rico cannot vote in elections because they do not have U.S. citizenship. This goes against internationally recognized human rights, unjustifiably denies them the fundamental right to vote, and excludes them from choosing the

government under which they live. Immigrants who live in Puerto Rico work here, consume here, contribute significantly to our economy, enrich our culture, have families and are an important part of our society. With this bill, we seek to end this discriminatory and undemocratic exclusion and recognize the right to vote to every person who resides in Puerto Rico, regardless of their citizenship,” Rivera Lassén said. Senate Bill 1340 arises due to multiple efforts and public hearings carried out by the Human Rights and Labor Affairs Committee, chaired by Rivera Lassén, about immigrants in

Puerto Rico, the challenges they face, and the need to protect their rights. Senators Ramón Ruiz Nieves and William Villafañe Ramos joined the bill as authors. Although extending the right to vote to immigrants residing on the Island is a bill that a previous administration brought in, it was not approved. “There are many difficult situations and discrimination that immigrant communities still face. The government can’t continue allowing an outrage as great as not allowing them to exercise their right to vote. It is time to comply with the constitutional mandate for equal protection of

the laws that also protect foreigners,” she added. Along the same lines is Senate Bill 1147 to create the Bill of Rights of Immigrants, a multi-party initiative of which Senator Rivera Lassén is one of the authors along with Villafañe Ramos and other senators. The measure is before the Committee on Human Rights and Labor Affairs and will be considered in an executive hearing. The bill takes as its starting point the United Nations Charter of Human Rights and international conventions on human rights and fundamental freedoms of immigrants, in the hope that all of these are recognized in Puerto Rico.

PREPA gets regulator’s approval to spend $300m in hydroelectric plants By THE STAR STAFF

he Puerto Rico Electric Power Authority will upgrade and fix 16 hydroelectric power plants after approval by the Puerto Rico Energy Bureau at a cost of over $300 million. Through a September 28 Motion, PREPA submitted PREPA’s Hydroelectric Fleet Application Package which includes the proposed mitigation activities to retrofit and upgrade 16 hydroelectric plants. The project if approved, would be covered under the 2021 Puerto Rico State Natural Hazards Mitigation Plan, and will include the hydroelectric plants: Caonillas 1 and 2; Carite 1, 2 and 3; Dos Bocas; Garzas 1 and 2; Isabela 1, 2 and 3; Rio Blanco; Toro Negro 1 and 2; Yauco 1 and 2, according to a motion. The project objectives are to increase the capacity factor of each hydroelectric plant, to increase the contribution of hydroelectric

generation to the grid, and to support Puerto Rico’s clean energy transition. PREPA stated that hydroelectric contributes significantly to the avoidance of greenhouse gas emissions, to the mitigation of global warming and to the energy supply security; and that compared to conventional coal power plants, hydroelectric prevents the emission of about 3 GT C02 per year, which represents about 9% of global annual C02 emissions. Most of the hydroelectric plants were built between the years 1920’s to 1950’s with a total design capacity of over 120 MW. “The project proposes to increase the capacity factor of each plant by common facility upgrades that include, but not limited to, mechanical and electrical systems, generators, turbines and controls, penstock (pipes and/or channels), water conveyance, transmission and communication, governors (speed and power controllers), flood control and drainage systems. Also, the project proposes a full

Caonillas Plant in Utuado. retrofit of its structures that includes a wind retrofit of each window, doors, and roofs,” the document reads. PREPA is proposing to do the project in phases. Phase one is expected to take 40 weeks

and is estimated at $33 million. Phase two of the project will be focused on any additional procurement and final design activities, consultation with agencies, construction activities at all hydroelectric plants, including demolition and removal of equipment as needed, fabrication and installation of wind retrofit and upgraded equipment, electrical works, commissioning, testing and inspections among other works. The duration of Phase two is expected to take 116 weeks and is estimated at $287.7 million. The total cost of the project for Phase One and Phase Two is estimated to be $320.7 million based on PREPA’s existing reports and means. PREPA states that all deliverables from Phase one will be submitted to COR3 and FEMA for review and approval and once approved, Phase two will begin. The project is aligned with the goal of repairing, improving, and sustaining the reliability, capacity, and resiliency of the Puerto Rico electric system.

House investigates status of Puerto Rican film industry By THE STAR STAFF

he Treasury and Budget Committee held a public hearing today, Thursday, to address House Resolution 957, to investigate the circumstances under which Puerto Rican filmmakers operate in Puerto Rico and get updates on the film incentives. The measure, authored by Committee Chairman Jesús Santa Rodríguez and PIP Rep. Denis Márquez Lebron, seeks to obtain the highest amount of funds for developing film productions in Puerto Rico. ‘This entire legislative effort stems from the commitment to investigate the distribution of the already approved incentives and how all these dynamics are working to have a clear picture of where the film industry

is in Puerto Rico,” said Santa Rodríguez. The Department of Economic Development (DDEC) and film organizations, Cine Alliance of Puerto Rico, the Association of Documentalists of Puerto Rico (AdocPR) and Local 494 of the International Alliance of Theatrical and Stage Employees (IATSE) defended the measure. José Sánchez Acosta, an official from the Department of Economic Development and Commerce (DDEC), explained that $74 million from the “American Rescue Plan Act” (ARPA) financed 29 film projects. “These projects will be filmed during this and next year, with the consequent economic impact of creating thousands of direct and indirect jobs. It should be noted that 28 of 29 of these projects are Puerto Rican productions,” he said. “Our focus has always been to maintain Puerto Rico’s competitiveness as a film destination and improve the island’s credibility as an investment destination while at the same time providing the tools to strengthen local film production increasingly,” said Sánchez. Acosta. On the other hand, Antonio Sifre of Cine Alliance of Puerto Rico recommended that the Committee prioritize creating tools and resources that facilitate the financing and sale of Puerto Rican projects and the adequate measurement of the incentives available to film projects, particularly to Puerto Ricans.

Likewise, Sifre proposed that, in addition to considering the return to the existence of a film fund that is available to finance the production of Puerto Rican film projects, there should be a fund for the development of film projects so that Puerto Rican producers have the resources to develop commercially viable products. Meanwhile, Rhett Lee García Figueroa, president of AdcocPR, expressed his concern about the need to increase transparency in the credit granting processes in the film industry in Puerto Rico. “Currently, this information is not publicly accessible, which creates an environment of opacity

that is detrimental to both the industry and society in general.” To these ends, García Figueroa recommended publishing information on the tax credits, establishing criteria for granting funds, greater transparency in audit processes, investigating financing by law firms, and promoting growth and education in the industry. “This Legislative Assembly must address the current challenges in the film industry in Puerto Rico, promoting transparency, equity, and sustainable development. Betting on local cinema is betting on Puerto Rico and its future,” said García Figueroa.

But no citizen can get on because of the danger of being stranded,” Matos Garcia said.

LUMA has draft contract with telecommunications companies for use of poles By THE STAR STAFF

he president of LUMA Energy, Juan Saca, reported that the energy distributor has a draft contract with telecommunications companies in Puerto Rico for the use of poles of the electrical network. “We are working very closely with them. I know that there is a concern about the issue of what is charged for the joint payments that have not been paid since (Hurricane) Maria, but this is an issue that is also being considered within that contract,” Saca said in a written statement.. “Our task as LUMA is to collect everything that corresponds to all the entities that have to be charged,” he added. The contract, according to the CEO, should end in about 60 days. The review of the latest draft of the agreement will take place at a meeting scheduled for Oct. 18 with telecoms companies. In relation to the fee that would be charged, Wanda Pérez explained that there is a federal formula based on the incremental cost of maintaining the pole, estimating a range between 25 cents to $ 3. Javier Aponte Dalmau proposed reducing lawmakers’ salaries from $74,000 to $30,000 and limiting the length of a second legislative session. “With these initiatives, we seek to increase the representativeness of the citizen by creating a true citizen legislator who fulfills a legislative task and is integrated into the daily reality of Puerto Ricans,” Aponte Dalmau said in written statement. “It is not justified to maintain the current order that facilitates the creation of the profession of legislator. He will be fairly and reasonably compensated for his legislative service, but any additional income must be earned in private enterprise like any other citizen,” said Aponte Dalmau. Aponte Dalmau presented Senate Resolution 843 to establish

a Special Commission that will analyze proposals to improve the Legislative Assembly. In addition, he introduced Senate Bill 1353, which suggests a new compensation model for Assembly members, allowing them to receive income from private enterprise with ethical controls. He also introduced Senate Bill 1351, which seeks to limit the length of a second legislative session to just a few weeks. Ramón Pérez Blanco, president of the Puerto Rico Chamber of Commerce, supported the proposal and highlighted the opportunity to attract experienced professionals for part-time public service. For his part, agronomist Jorge Ramírez, president of the Hecho en Puerto Rico Association, welcomed the initiative and stressed the need to evolve towards more agile and efficient models. Trump criticizes Netanyahu and Israeli intelligence in Florida speech Donald Trump mixed his usual stump speech with a focus on Israel in remarks to supporters in West Palm Beach, Florida, on Wednesday. By MICHAEL GOLD

ormer President Donald Trump, who frequently paints himself as the fiercest defender of Israel to ever occupy the White House, on Wednesday criticized Prime Minister Benjamin Netanyahu in a speech in Florida just days after deadly Hamas attacks rocked the country. Speaking to a crowd of supporters in West Palm Beach, a few miles from his residence at Mar-a-Lago, Trump related a story he said he had never told about Israel’s role in the killing of Iran’s top security and intelligence commander, Maj. Gen. Qassem Soleimani, by an American drone strike in 2020. Trump said that Israel had been working with the United States on a plan for the attack, but that he had received a call shortly beforehand to let him know that Israel would not take part. The United States proceeded anyway. “But I’ll never forget,” Trump said. “I’ll never forget that Bibi Netanyahu let us down. That was a very terrible thing.” He then criticized Israeli intelligence, pointing in part to failures to anticipate and stop Hamas, the Islamic militant group, from executing such a large-scale and devastating attack. “They’ve got to straighten it out,” Trump said. At the same time, Trump, who frequently paints himself as a staunch ally of Israel, vowed that he would “fully support” the country in its war against Hamas. The attacks were a major focus of Trump’s remarks in Florida, which is home to a significant number of Jewish

voters. As he has recently, Trump attacked President Joe Biden, blaming him for the assault and repeating a falsehood about U.S. funds to Iran, a longtime backer of Hamas. He also repeated his suggestion that the bloodshed would not have happened if he were president. But, in a new flourish, Trump then tied the current conflict to his conspiracy theories and lies about the 2020 election. “If the election wasn’t rigged,” he said, “there would be nobody even thinking about going into Israel.” Trump also appeared to blame the Biden administration for clashes on Israel’s northern border, which the former president attributed to Hezbollah, the powerful Iran-backed militant organization in Lebanon committed to the destruction of the Jewish state. He then repeatedly called Hezbollah “very smart.” Trump’s appearance in West Palm Beach marked a bit of a homecoming. He has held a flurry of campaign events in Iowa and New Hampshire, and last week, he traveled to New York to attend a civil fraud trial he faces there. In Florida, he spoke at a convention center for a meeting hosted by Club 47 USA, which describes itself as the largest pro-Trump club in America and a “corporation formed to support” the former president’s agenda. The friendly crowd, Trump said, accounted for his decision to recount the story about the strike against Soleimani. “Nobody’s heard this story before,” he said. “But I’d like to tell it to Club 47, because you’ve been so loyal.” Netanyahu commended Trump at the time. But some

in Israel were more muted, wary that Iran might retaliate against Israel for the U.S. attack. Trump has been critical of Netanyahu before, telling Axios reporter Barak Ravid that he was particularly incensed after the prime minister congratulated Biden for his 2020 election victory. Trump also criticized Netanyahu in a Fox News Radio interview that is expected to air Thursday. In a clip from that interview that aired on television Wednesday, Trump said that Netanyahu “was not prepared and Israel was not prepared.” He again suggested Israeli intelligence had been deficient, saying, “Thousands of people knew about it and they let this slip by. ” Trump’s remarks in Florida drew near-immediate criticism from Florida Gov. Ron DeSantis, his closest rival in the primary. “Terrorists have murdered at least 1,200 Israelis and 22 Americans and are holding more hostage, so it is absurd that anyone, much less someone running for President, would choose now to attack our friend and ally, Israel, much less praise Hezbollah terrorists as ‘very smart,’” DeSantis said on X, formerly known as Twitter. Trump used his appearance Wednesday to knock DeSantis, whom he leads by double-digits in most polls, in his own backyard. “He didn’t have a lot of political skill, to put it mildly,” Trump said, adding that DeSantis was “falling like a very badly injured bird from the sky.” The event in West Palm Beach began with a panel of right-wing media figures and influencers discussing their experiences with the former president. Rep. Matt Gaetz, one of Trump’s closest allies in Washington, was slated to speak but instead appeared only briefly at the start of Trump’s remarks. s dusk fell Wednesday night, hundreds of people gathered in Washington Square Park in New York City to light candles and recite the Kaddish, the Jewish prayer for the dead. The event was organized by If Not Now, a Jewish group opposed to the Israeli occupation of the Palestinian territories, and doubled as a protest against Israel’s bombardment of the Gaza Strip in response to the attack by Hamas on Saturday. The event drew far more people, including elected officials, than organizers anticipated. “The answer to all of this grief cannot be mass murder,” one speaker, Rabbi Miriam Grossman, said before the prayer began. “The answer is not and can never be continued occupation, apartheid and the denial of Palestinian humanity. That is not the path to lasting mutual safety or to the healing of our grief.” The New York region is home to the largest population of Jewish people in the world outside of Israel, and the Hamas attack, which has killed more than 1,200 Israelis, has left many New Yorkers in a state of shock and grief. The attack also sent shock waves through local politics, cracking open fault lines between two major

constituencies: the Jewish community and an energized left-wing political movement that has gained influence in recent years. Those tensions boiled over in the wake of a rally, promoted by the Democratic Socialists of America, on Sunday in Times Square, where protesters cheered rocket attacks that killed Israeli civilians.

The solemn event in Washington Square Park on Wednesday night offered some elected officials a venue to make a more measured point. “Every human life is crafted in the image of God,” Brad Lander, the city comptroller, told the assembled mourners. “Every single life lost — every Israeli murdered by Hamas, every Palestinian killed in Gaza — is a human spark that is extinguished. We mourn those human beings, and we mourn the loss of that human spark.” Jumaane Williams, the city’s public advocate, told the crowd that he was there as a representative of “a city that is home to Israelis and Palestinians, and Jews and Muslims.” “I am not Jewish and I am not Palestinian, but I am human,” he said. “And I know that death and harm look the same whoever you are. I am asking our leaders to have the courage to lead.” In remarks after the event, Williams said that the city “was in a lot of grief and a lot of pain,” but that people must not lose sight of their common humanity. Lander, who is Jewish, put it more plainly. “We can stand up for ourselves and insist that other people see our suffering and our pain, and we can also see the pain and suffering of others, too,” he said. “If we can’t do that, what will become of us?”

The new Republican establishment I By NATE COHN

n the final account, the rise and fall of Kevin McCarthy might read like the familiar tale of a Republican congressional leader toppled by a small but uncompromising right-wing faction. But even if the story ultimately ends like any other Republican congressional drama in Washington over the past decade, something different and important has already happened: The right wing didn’t just bring down a House speaker. Its members also made a credible bid at claiming the gavel for themselves. A founder of the House Freedom Caucus, Jim Jordan, won 99 votes in the House Republican conference vote Wednesday, good for about 45% of congressional Republicans. It wasn’t enough to defeat Steve Scalise, the conservative congressman from Louisiana who still faces a daunting path to the post, but it’s a serious showing — especially for someone whom John Boehner once called a “legislative terrorist.” For all of the quotes about “inmates running the asylum” in the press over the past decade, the

ultraconservative wing of the Republican Party has never won anything like actual power. In January, Andy Biggs won a mere 14% of Republicans against McCarthy in the House Republican conference vote. That’s enough to make life miserable for a speaker with a five-vote majority, but it’s nowhere near leading the caucus. Getting up to 45%, on the other hand, starts to make the gavel appear tantalizingly close. The swelling congressional support for Jordan didn’t make him speaker, but it might nonetheless herald the emergence of a new, alternative Trumpist governing elite — one authentically loyal to Donald Trump’s pugilistic brand of politics, and one that would pose a fundamental challenge to what remains of the beleaguered Republican “establishment.” As recently as the beginning of the year, this establishment — the party’s traditional Washington governing elite of political leaders, business interests, donors, journalists and so on — looked as if it had almost managed to survive the Trump era. Yes, it was in tatters. Yes, it had to kowtow to Trump. But by bending the knee, the establishment still held nearly all of the significant — if hardly dominant —

positions of power in Washington. Mitch McConnell and McCarthy still reigned in Congress. The likes of William Barr and Elaine Chao still staffed the Trump administration. Donor money continued to flow to mainstream candidates, even if it wasn’t worth as much as a Trump endorsement. It’s hard to remember now, but there was even a moment earlier this year when Republican politics almost seemed reminiscent of the Obama era. McCarthy’s fight with the Freedom Caucus over budgetary tactics certainly read like an Obama-era tale. And the likes of Glenn Youngkin and Ron DeSantis seemed to earn the kind of broad praise from activists and donors that made it seem as if post-Trump Republicans had cracked the code to unifying the base and the establishment. Apparently not. Trump’s continued dominance of Republican politics has dashed any establishment hopes of a return to the way things were. Instead, his strength has started to pose a more lasting threat to what remains of the old elite, by promoting a group of loyalist outsiders who might soon have the numbers to defeat the insiders at their own game.

Jordan’s bid for speaker is perhaps the most visible indication of this growing counterestablishment, especially since Trump’s endorsement may have been a major reason for his strength — but it’s not the only one. There’s the reporting that a second Trump administration would be staffed by conservatives with personal loyalty to Trump — something that was essentially impossible eight years ago. There’s the transformation of conservative think tanks like the Heritage Foundation into MAGA hotbeds. And there’s also the endorsement race in the presidential primary. With so many Trump loyalists now in the Republican ranks, Trump almost looks like an establishment candidate. He has an overwhelming lead in endorsements; his rivals have virtually no endorsements at all. It’s hard to imagine calling someone like Trump or Jordan the “establishment,” and they certainly aren’t the actual establishment quite yet. To the extent that they threaten to win power, it mainly appears attributable to Trump. That’s not a sustainable basis for rule in Washington. The usual connection to big donors and business interests isn’t yet so evident yet, either. But if Jordan and Trump still aren’t the establishment, they’re not mere outsiders anymore. As they build and cement power in Washington, Trumpism’s grip on the Republican Party will only tighten.

hina has cast itself as a neutral geopolitical player in the Middle East. It brokered a deal in March to help Iran and Saudi Arabia restore relations. And in the days since Hamas attacked Israel from Gaza, China has tried to keep its distance, with a government spokesperson calling the country “a common friend of both Israel and Palestine.” Yet China’s stakes in the Middle East are high, particularly if the war now being fought in Israel and Gaza were to broaden through the region. One big reason: Oil. No country buys more oil from Saudi Arabia, the world’s second-largest producer behind the United States. Half of China’s oil imports, and a little more than one-third of all the oil burned in China, comes from the Persian Gulf, according to Andon Pavlov, the lead refining and oil products analyst at Kpler, an analysis firm in Vienna. China has also started buying more oil from Iran, a longtime backer of Hamas, the group behind the attack. China has more than tripled its imports of Iranian oil in the past two years and bought 87% of Iran’s oil exports last month, according to Kpler, which specializes in tracking Iran’s oil exports. China “is highly exposed to the current instability in the Middle East, especially if it escalates,” said Philip Andrews-Speed, a longtime specialist in China’s oil policies at the National University of Singapore. livelihoods, and are a most important matter for the country that cannot be ignored at any moment,” Xi said in July. To that end, China has made giant investments in electric vehicles. It now dominates the world’s production of electric cars, and by August one-third of the cars sold in China were electric, said Bill Russo, a Shanghai automotive consultant. But gasoline consumption has stayed high, as new car sales gradually change the overall fleet of mostly gasoline-fueled vehicles on China’s roads. Driving has also surged this year, including during a weeklong national holiday this month, because China ended nearly three years of “zero COVID measures” that restricted travel. China does not officially acknowledge buying any oil from Iran, which is under broad international sanctions as it attempts to build nuclear weapons. But its purchases have been well documented by industry experts. Iran relies on shipping oil aboard tankers that turn off their automatic location transponders, sometimes for weeks at a time, and often don’t turn them on again until they reach high-traffic waterways like the Strait of Malacca next to Malaysia. China’s official statistics instead show Malaysia as one of China’s largest suppliers of oil, even though Malaysia has limited and

Refineries in China that turn crude into gasoline and other products have shifted to buying more oil from Iran because Iranian oil is now cheaper than Russian oil, Pavlov said. Iranian oil sells at a discount to world prices of about $10 a barrel, despite sanctions, while Russian oil sells at a discount of about $5 a barrel, despite sanctions, he said. “China always goes with what is cheapest,” he said. While Russia has a long border with China, infrastructure limits Russia’s ability to ship more oil south. Officials from Russia, China and Mongolia have held a long series of discussions over the past year on whether to build a natural gas pipeline, called Power of Siberia 2, that would link Russian gas fields across Mongolia to China. Building such a pipeline could allow oil shipments alongside it. President Vladimir Putin of Russia has said he will attend Xi’s Belt and Road Forum in Beijing next week, reawakening speculation in the global energy industry on whether a pipeline deal might finally be concluded. But a pipeline would take many years to build and cost tens of billions of dollars. Energy security is not the sole factor in China’s decision-making on Mideast issues, said Bonnie Glaser, the director of the Indo-Pacific program at the German Marshall Fund of the United States, a Washington policy research group. Beijing has tried hard to stay on friendly terms with the Islamic world even as China has cracked down on predominantly Muslim minorities in its far western region, Xinjiang. China has also tried to maintain relations with both Israel and Palestinians. “The only way China has been able to achieve that goal is to avoid getting deeply involved,” Glaser said. But whether China can maintain its distance from the Mideast’s troubles is less clear. “Since America doesn’t import much oil from that part of the world, the countries in that part of the world start to think how their geopolitical alliances will be reshaped in the decades to come,” said Kevin Tu, a Beijing energy consultant. “China has become a major stakeholder in this region whether it likes it or not, and China needs to play a role to stabilize the region in the years to come.”

The Bureau of Labor Statistics’ consumer prices report is expected to show inflation pressures were abating in September, if only marginally. Headline CPI is seen rising 0.3% on the month, down from 0.6% in August, which would take the annual rate to 3.6%. Core inflation, which strips out volatile energy and food prices, is expected to have also risen 0.3% in September. On an annual basis that would leave core CPI at 4.1%, its lowest level in two years. That would be welcome news for the U.S. central bank, but the path to lower inflation, and a return to the 2% target, looks trickier from here. The threat of higher energy prices following the outbreak of a war between Israel and Palestinian militants is all too real, even if the immediate market reaction has been relatively muted.

he Israeli military said its troops were preparing “for the next stage of the war” Thursday, signaling that a ground invasion of the Gaza Strip could be coming, as Secretary of State Antony Blinken condemned Hamas’ “reign of terror” during a visit to Tel Aviv, Israel. Meeting with Prime Minister Benjamin Netanyahu to show U.S. support after the deadliest assault on Israel in more than half a century, Blinken invoked the horrors of the Holocaust and “the harrowing echoes that Hamas’ massacres carry for Israeli Jews and for Jews everywhere.” Netanyahu pledged in televised remarks Wednesday night to “crush and eliminate” Hamas, in response to the group’s weekend incursion into southern Israel, which left more than 1,200 people dead. Earlier in the day, his rightwing government and members of the centrist opposition formed an emergency unity government to navigate Israel’s response. Israel continued to pummel the 140-square-mile Gaza Strip with airstrikes of a magnitude and intensity not seen in past assaults on the blockaded territory. ome is a Catholic menagerie these days. An excommunicated woman dressed in red bishop’s robes is marching toward the Vatican behind a procession of would-be female priests. Conservative culture warriors are headlining theaters, delivering screeds against Pope Francis before marginalized cardinals and exorcists sitting in velvet seats. The abortion-rights leader of Catholics for Choice is knocking on Vatican doors. Progressives will hold a meeting this week that includes panels with titles such as “Patriarchy, Where Did It All Begin?” They have all descended on the Italian capital hoping to share the spotlight cast on a major assembly of more than 400 bishops and lay Catholics, called by Pope Francis to discuss issues vital to the church’s future — the ordination of women deacons, the celibacy of the clergy, the blessing of same-sex couples. The smorgasbord of juicy topics at the confidential Vati-

can meeting, known as the Synod on Synodality, has drawn every ideological stripe of Catholic activist, culture warrior and special interest group. The result is a Joycean, “Here Comes Everybody” vision of the church that reflects all the gradations of faith, and all the flashpoints of division, across a broad Catholic spectrum. “People are joining in, and that’s really great,” said the Rev. Tom Reese, a veteran Vatican watcher and senior analyst at Religion News Service. “The danger is if all these groups fight each other. The church is a family, but sometimes we have food fights.” It’s already getting messy. Miriam Duignan, a leader of Women’s Ordination Worldwide, said her group was worried enough about conservatives trying to shut down its events that it had kept secret the location of its first meeting in Rome, at a basilica dedicated to St. Praxedes, an ancient Roman woman who gave care to persecuted Christians. “There’s a certain type of man who has sought refuge from the modern world in the Catholic church as a bastion of male supremacy,” she said. “They are really afraid that women are going to march on the Vatican.” On Friday, they came close. The group, dressed in purple, some members wearing “Ordain Women” stoles, buttons or wrap dresses, gathered on the steps of a 16th-century church that holds a relic of the biblical figure St. Mary Magdalene. Its leaders, who have been arrested multiple times over the past 20 years, pointed out their police escort. This year, they got a permit to demonstrate in front of Castel Sant’Angelo, a landmark down the road

from St. Peter’s Basilica. But on the walk over, they were not allowed to carry signs or protest. “We are just pilgrims walking in silence in the footsteps of St. Mary Magdalene, whose left foot is just behind me here,” Duignan said. They had decided that it would be more prudent if one woman, dressed in red robes and a homemade felt miter, kept her distance behind them. “I am a bishop,” said Gisela Forster, a German theologian and teacher and one of the “Danube Seven,” a group of women who were unofficially ordained by a rogue former bishop on the Danube River in 2002, and then officially excommunicated by the church a year later. The group marching toward the Vatican, she said, included many women whom she had personally ordained, but they had asked her to keep her distance after the police had warned them that her outfit violated the no-signs-orbanners policy.

She took it in stride, trailing 20 yards behind the procession. Beneath a sculpture of an angel holding crucifixion nails on the crowded Sant’Angelo Bridge, Forster expressed skepticism about meaningful change coming out of the synod, which will meet again next year. “Francis, he’s an event boy. He likes events,” she said, adding, “He’s not a pope for problems — abuse, celibacy, women. When he will die, no one will remember him. It’s so sad because he can do so much.” Conservatives hope she is right. Last week, the de facto leader of the conservative opposition to Francis held court in a theater across the street from the Vatican. In a venue more accustomed to a Barbra Streisand tribute concert, the houselights beamed on the scarlet zucchetto of Cardinal Raymond Burke, an arch conservative who has been steadily knocked down from his exalted Vatican positions by Francis over the past decade. At an event called “The Synodal Babel,” he read a long speech casting him and his allies as defenders of church doctrine against a synod that he charged was nothing more than political cover for Francis to make progressive changes. The cardinal’s groupies, and the synod’s enemies, hung around, too. The Rev. Tullio Rotondo, an exorcist who has been suspended for insinuating that Francis is a heretic, called the cardinal “a point of reference in these years.” Michael Haynes, a Vatican reporter for LifeSiteNews, the uber-conservative Catholic website in North America, said that his colleagues would cover the synod closely and that more of them “are coming.” Liberals descending on Rome for an alternative synod later this week think a revolution is overdue. They will hear pointers from Germans who pushed forward against the Vatican’s disapproval on blessings for gay couples, and listen to Mary McAleese, the former president of Ireland and, according to the program, a “leading critic of Catholic Church teaching on” a list of subjects too copious to fit here. There will also be Sister Joan Chittister, whom Duignan called “a super famous nun in America — Oprah interviewed her.”

Other activists argued that all the partisanship obscured the real problem. “The conservative-liberal divide is all you’re going to hear about at the synod,” Peter Isely, a founding member of the advocacy group Ending Clergy Abuse, told reporters at a news conference. “It’s a false division. The line of division is: Are you going to stop the abuse of children in the Catholic Church or aren’t you?” But perhaps no advocate on the synod sidelines has a tougher row to hoe than Jamie Manson, who identifies as queer, feels called to the priesthood and leads the abortion-rights group Catholics for Choice. On Thursday morning, she risked arrest by unfurling a “Faithful Catholics Have Abortions” sign on the Sant’Angelo Bridge facing the Vatican. “Can confirm,” she said of her mission impossible, adding of both the Vatican and the conservatives, “Yeah, they’re definitely not pleased that we’re here.” She was pleased that welcoming LGBTQ+ people and the ordination of female deacons made it onto the synod agenda. But, like some conservative culture warriors, she, too, felt that abortion had gotten short shrift, if for entirely different reasons. “There are far more women, Catholic women, having abortions than there are LGBTQ Catholics or even women called to the priesthood,” she said. It was an issue, she acknowledged, that the most liberal prelates and bishops brooked no dissent on. Francis, she recalled, had equated getting an abortion with hiring a hit man. Nevertheless, she sought to deliver a personal note and a book with stories of Catholics who had received abortions to the office of the cardinal in charge of the synod. “What do you have to do?” the drowsy doorman in the Vatican building said. “This book,” Manson tried in Italian. When she said “synod,” the doorman exclaimed that no one was there — everyone was behind the Vatican walls, meeting at the big assembly hall. She should go there. “Have a good day and good work,” he said. “I can’t leave this?” she asked. “No, no, no,” he said, throwing up his hands. “No, no.”

Ecuador, reeling from violence, seeks change. Is a banana heir the answer? By GENEVIEVE GLATSKY

or generations, the Noboa family has helped shape Ecuador, overseeing a vast economic empire, including fertilizers, plastics, cardboard, the country’s largest container storage facility and, most famously, a gargantuan banana business featuring one of the world’s most recognizable fruit brands, Bonita. One notable position has escaped them, however: the presidency. On five occasions, the head of the family conglomerate, Álvaro Noboa, has run for president and lost — in one case by 2 percentage points. On Sunday, the Noboas may finally get their presidency. Noboa’s son, Daniel Noboa, a 35-year-old Harvard Kennedy School graduate who has used the same campaign jingle as his father, is the leading candidate in a runoff election. His opponent is Luisa González, the hand-picked candidate of former president Rafael Correa, who beat the elder Noboa in 2006. The legacy of the banana company — and Daniel Noboa’s association with it — is just one aspect of an election that centers on issues of employment and security in this country of 17 million on South America’s western coast that has been jolted by the extraordinary power gained by the drug trafficking industry in the last five years. International criminal groups working with local gangs have unleashed an unprecedented surge of violence that has sent tens of thousands of Ecuadorians fleeing to the U.S.-Mexico border, part of a migration wave that has overwhelmed the Biden administration. Noboa rose unexpectedly from the bottom of the polls to a second-place finish in the first round of presidential elections in August, helped, experts said, by a widely

Noboa has galvanized a base of frustrated voters on the back of a campaign promising change. “He has been able to say that ‘I represent renewal in Ecuador,’” said Caroline Ávila, an Ecuadorian political analyst. “And that is why people are buying his message.” Sunday’s election pits Noboa, a centerright businessman, against González, 45, a leftist establishment candidate, at a moment of deep anxiety in a country that once was a relatively peaceful island in a violent region. Noboa, who declined several requests for an interview, has had a consistent lead in multiple polls since August, though it has narrowed slightly in recent days. He has positioned himself as “the employment president,” even including a work application form on his website, and has promised to attract international investment and trade and cut taxes. González has pledged to tap central bank reserves to stimulate the economy and increase financing for the public health care system and public universities. On security, both candidates have talked about providing more money for the police and deploying the military to secure ports used to smuggle drugs out of the cou-

ntry and prisons, which are controlled by violent gangs. González’s close association with Correa has helped elevate her political profile, but also hurt her among some voters. Her first place finish in the first round was propelled by a strong base of voters nostalgic for the low homicide rates and commodities boom that lifted millions out of poverty during Correa’s administration. González’s campaign slogan in the first round was “We already did it and we will do it again.” But building on that support is a challenge. Correa’s authoritarian style and accusations of corruption deeply divided the country. He is living in exile in Belgium, fleeing a prison sentence for campaign finance violations, and many Ecuadorians fear that a González presidency would pave the way for him to return and run for office again. Daniel Noboa is part of the third generation of his family that today operates a sprawling venture, but whose roots were in agriculture. The Noboa family’s rise to prominence and wealth began with Luis Noboa, Daniel’s grandfather, who was born into poverty in 1916, but started building his business empire in the second half of the 20th century by exporting bananas and other crops. His death in 1994 set off a bitter court battle on three continents among his wife

and children for control of the business that finally ended in 2002, when a judge in London awarded Álvaro Noboa a 50% stake in the family’s holding company. Álvaro Noboa expanded the company internationally, while also fighting multiple legal battles over back taxes and disputed payments to shipping companies. As a politician, he described himself as a “messiah of the poor,” handing out free computers and fistfuls of dollars at his rallies, while also fending off accusations of child labor, worker mistreatment and union busting at his banana business. (He has claimed that the accusations were politically motivated). Daniel Noboa was raised in the port city of Guayaquil, where he founded an event promotion company when he was 18, before moving to the United States to study at New York University. Afterward he became commercial director for the Noboa Corp. and earned three more degrees, including a master’s in public administration from the Harvard Kennedy School. He ran successfully for Ecuador’s Congress in 2021, positioning himself as a probusiness lawmaker, until President Guillermo Lasso disbanded the legislature in May and called for early elections. Despite his family pedigree, Noboa has tried to set himself apart, pointing out that he has his own business and his personal wealth is valued at less than $1 million. While Álvaro Noboa frequently referred to Correa as a “communist devil,” his son has avoided directly attacking “correísmo.’’ “I never voted for his father, but this guy has a different aura, new blood, a new way of thinking,’’ said Enrique Insua, a 63-yearold retiree in Guayaquil. “He is charismatic.” But like his father, Daniel has also drawn criticism from analysts who fear he could use the presidency to advance the family’s many businesses. “Whether in the manufacturing sector, in services or agriculture, everything is under their control in some way or another,” said Grace Jaramillo, a political science professor and expert on Ecuador at the University of British Columbia in Canada. “There’s no issue in economic policy that will not affect for the good or bad, any of their enterprises,” she added. “It’s a permanent conflict of interest.”

The ripples of Republican chaos By CHARLES M. BLOW

his week, Donald Trump delivered his version of a sad tiny desk performance, hunched over the defendant’s table in a New York courtroom, diminished and watching the illusion of power and grandeur he has sold voters thin and run like oil in a hot pan. He insisted on appearing in person at his civil fraud trial, apparently believing that he would continue to perform his perverse magic of converting that which would have ended other political careers into a political win for himself. His hubris seemed to consume him, convincing him that in matters of optics, he’s not only invincible but unmatched. He has done it before: In August, he scowled in his mug shot — a precursor to his Fulton County, Georgia, criminal trial — summoning the allure of an outlaw, using the photo to raise millions of dollars, according to his campaign. But I think his attempts at cosplaying some sort of roguish flintiness will wind up being missteps. Courtrooms don’t allow for political-rally stagecraft. There’s no place to plant primed supporters behind him to ensure that every camera angle captures excited admirers. He’s not the center of attention, the impresario of the event; no, he must sit silently in lighting not intended to flatter and in chairs not intended to impress.

The phantasm of indomitability, the idea of him being wily and slick, surrenders to the flame like tissues in a campfire. The image was not of a defiant would-be king, but of a man stewing and defeated. The judge in the case even issued a limited gag order after Trump posted a picture of and a comment about the judge’s clerk on Truth Social. Meanwhile, there’s the historic ouster of the House speaker, Kevin McCarthy, by members of his own party for the unforgivable sin of seeking a bipartisan solution to keep the government open. In Greek mythology exists the story of the Gigantomachy, a battle between the Olympian gods and giants. According to prophesy, the gods could emerge victorious only if assisted by a mortal. Hercules came to the rescue. But in Republicans’ version of this drama, McCarthy could have emerged victorious over his party’s anarchists only if Democrats had come to his aid. None did. He was felled by a revolt led not by a giant but by the smallest of men, not in stature but in principles: the charmless Rep. Matt Gaetz of Florida. Anyone who thought that Democrats were going to save McCarthy should have thought again. Ultimately, McCarthy succumbed to the result of his own craven pursuit of power: The rule that Gaetz used to initiate the

vote to strip McCarthy of the speaker’s gavel was the rule McCarthy agreed to in order to get his hands on the gavel in the first place. Republicans are engaged in an intense session of selfflagellation. Does it also hurt the country? Yes. But in one way it might help: America needs to clearly see who the culprits are in today’s political chaos, and the damage they cause, so that voters can correct course. And the events of this week should give voters pause. The tableau that emerges from the troubles of Trump and McCarthy is one in which the GOP’s leaders are chastened and cowed, one in which their power is stripped and their efforts rebuked. This is just one week among many leading up to the 2024 elections, but it is weeks like this that leave a mark, because the images that emerge from them are indelible. All the inflamed consternation about Joe Biden’s age and Hunter Biden’s legal troubles will, in the end, have to be weighed against something far more consequential: Republicans — obsessed with blind obeisance, a lust for vengeance and a contempt for accountability — who no longer have the desire or capacity to actually lead. Their impulses to disrupt and destroy keep winning out, foreshadowing even more of a national disaster if their power grows as a result. How Republican primary voters respond to this Republican maelstrom of incompetence is one thing. How general election voters will respond to it is quite another.

l municipio de Vega Baja celebró la undécima (11ma. edición de las Becas Alcalde, un evento que premió el esfuerzo académico y la dedicación de los estudiantes sobresalientes de nuestra comunidad vegabajeña. El evento tuvo lugar del 9 al 11 de octubre de 2023 en la plaza pública José Francisco Nater, es una iniciativa que comenzó en el 2003 por parte de la Ad-

ministración Municipal. La undécima edición benefició a 1,445 estudiantes, con una inversión municipal de $103,800. El alcalde Marcos Cruz Molina y legisladores municipales estuvieron presente en las tres rondas de premiaciones que honran y alientan a jóvenes talentos que están forjando un futuro brillante para nuestra comunidad. “Las Becas Alcaldes son un testimonio del compromiso de Vega Baja con la educación y el desarrollo de la próxima generación de líderes. Agradecemos a todos los ciudadanos que se unieron a nosotros en la celebración de estos jóvenes ejemplares y en el apoyo a su búsqueda de conocimiento y éxito”, indicó el también educador. ICP anuncia Al Son de Maelo regresa al MAC POR CYBERNEWS

l Instituto de Cultura Puertorriqueña (ICP) anunció que la cuarta edición del evento musical “Al Son de Maelo” regresa al Museo de Arte Contemporáneo de Puerto Rico (MAC) en Santurce, el domingo, 22 de octubre, a las 11:00 am. El espectáculo musical estará a cargo del grupo Imbuye, El Laberinto del Coco y la orquesta oficial de Al Son de Maelo, dirigida por Carlitos García. Esta edición del evento contará nuevamente con el apoyo de la Fundación Ismael Rivera (FIR) y las visitas guiadas a la Casa Museo Ismael Rivera. Al Son de Maelo es posible gracias a una alianza entre el ICP, MAC y FIR para continuar honrando la memoria del Sonero Mayor desde distintas áreas de las artes con música, artesanías, talleres y exhibiciones. La muestra, que ocupa tres galerías con arte en diferentes medios, se centra en la historia del arte local y los artistas negros, su diáspora y artistas caribeño. Ismael Rivera, popularmente conocido como Maelo, fue un reconocido cantante y compositor puertorriqueño, que realizó una importante contribución para la difusión de los ritmos de la bomba y la plena, y uno de los primeros abanderados del movimiento salsero. Su valioso legado en la salsa le ganó el título de “El Sonero Mayor”. Entre las canciones más reconocidas del intérprete se encuentran ‘El incomprendido’, ‘Caras lindas’, ‘El bombón de Elena’, ‘Dime Por qué’, ‘Perfume de rosas’, ‘El negro bembón’ y ‘Quítate de la vía Perico’. ‘Germany 1923’: When Democracy Held Nazism at Bay By RAY MARK RINALDI

he insurrection failed. The system held — at least for a time. In November 1923, when a young demagogue named Adolf Hitler tried to start a Nazi revolution from a Munich beer hall, his attempted coup was so disorganized that it swiftly degenerated into bumbling confusion. One participant later testified that the operation was such a farce that he whispered to others, “Play along with this comedy.” Instead of seizing power, Hitler acquired a dislocated shoulder and a short stint in prison. But in “Germany 1923,” historian Volker Ullrich reminds us that the haphazard events of the socalled Beer Hall Putsch “were eminently serious.” A decade later, Hitler would be appointed Germany’s chancellor, and the Weimar Republic — the country’s first experiment with democracy — would come to an end. In November 1933, a report in The New York Times described the Nazis gathering in celebration: “Leaders Rejoice in Munich at Resurrection of the Movement ‘Killed’ There 10 Years Ago — Jubilant Over Steins.” Ullrich is the author of an excellent two-volume biography of Hitler. In “Eight Days in May” (2021), he wrote about the week between Hitler’s suicide and Germany’s unconditional surrender. “Germany 1923,” translated into crisp English by Jefferson Chase, recounts a “critical year” that began in crisis and ended, against all odds, with a measure of stability. As historian Mark William Jones puts it in “1923,” another centennial book published this summer, 100 years ago, “democracy won.” It was a year that started inauspiciously, with France and Belgium marching into Germany’s industrial Ruhr Valley after Germany defaulted on its reparations payments for World War I. The occupation provoked a moment of harmony between the left and the right, with one industrialist remarking, “The people are beginning to join together in common suffering and common hatred.” But this “wave of German solidarity” was shortlived. Germany’s chancellor at the time responded to the occupation with a policy of “passive resistance,” encouraging Ger-

Germany had already been printing money to finance the world war it failed to win. But 1923 was when hyperinflation seemed to take on a life of its own. Ullrich makes pointed use of people’s journals to convey the bewildering experience of prices rising not by the day but by the hour. “The money issue is becoming increasingly dark and impenetrable,” philologist and diarist Victor Klemperer wrote in February 1923, a month when the exchange rate reached a startling 42,240 marks per dollar. By June, it had nearly tripled to 114,250. With each additional zero, a psychological dam was breached. “Abruptly the mark plunged down,” writer Stefan Zweig would later recall, “never to stop until it had reached the fantastic figures of madness, the millions, the billions and trillions.” Ullrich shows that the psychological and political effects of hyperinflation were profound. Reality seemed to be breaking down. Suffering deepened, along with inequality. Industrialists and those with access to foreign currency got richer, while swathes of the middle class had to barter family heirlooms in exchange for food. Germans turned on one

another. Conspiracy theories proliferated. Foreigners and Jews were targeted. Old people who had to live on worthless pensions resented the young; the young, in turn, resented the old for owning homes purchased when the value of money stayed put long enough so that saving some was possible. At the federal level, Germany’s political establishment struggled to hold the country together, while radical movements in the various German states gathered force. Ultranationalist politician Gustav Ritter von Kahr assumed dictatorial powers in Bavaria, taking a hard line against the left and expelling Jewish families from Munich. Meanwhile, the Soviets hoped that left-wing governments in Saxony and Thuringia might help foment a proletarian revolution. But the Reichswehr, Germany’s armed forces, did not respond to these insurgent movements in kind. It cracked down on the left in Saxony and Thuringia with “draconian severity,” Ullrich writes, “while ignoring the constant provocations” from Bavaria’s right. Ullrich can burrow so deeply into the granular details of the political squabbling that for readers who aren’t versed in Weimar’s numerous parties and their splintering factions, it can be tricky to keep track. He states bluntly that although the

national government had received a string of “alarming reports” about the far right in Bavaria, “the news of the Hitler putsch still caught it somewhat off guard.” Still, the event was so shambolic that the Weimar Republic prevailed. The government also issued a new currency — Rentenmarks, each of which was worth a trillion marks — and announced a fixed exchange rate at 4.2 trillion marks to the dollar. Getting the new money to work required faith in its stability, which had been all but destroyed in the previous year. Yet trust in Rentenmarks took. Such stability yielded a golden age in Weimar, sustaining a period of cultural efflorescence and artistic experimentation that had already begun. Considering the turn that Germany would take a decade later, the glimmers of hope at the end of 1923 now come across as pointed shards — a mere reprieve instead of a happy ending. When Hitler and the other putschist conspirators were put on trial, he used the courtroom to grandstand and rail against the Weimar Republic. In prison, he spent “a few quite comfortable months” biding his time and writing “Mein Kampf.” He also learned something from his failed uprising. “If he wanted to take power,” Ullrich explains, “he needed to follow a different path: not that of a putsch but of ostensible legality in concert with conservative economic, military and administrative elites.” In 1923, the Weimar Republic may have shown an “astonishing resilience,” but a decade later, the environment had changed. The national political establishment no longer felt obliged to protect democracy. Conservatives believed that they could invite Hitler into their governing coalition and benefit accordingly. Such opportunism was breathtakingly cynical — and horrifically naive. he Nobel Prize in chemistry was awarded Wednesday to Moungi G. Bawendi, Louis E. Brus and Alexei I. Ekimov for being pioneers of the nanoworld. The new laureates discovered and developed quantum dots, semiconductors made of particles squeezed so small that their electrons barely have room to breathe. Semiconductors are crystals that help power our electronics. But while traditional crystals may be quite large at the molecular level, a quantum dot consists of just a few thousand atoms squished into a space just a few nanometers across. The difference in size between a quantum dot and a soccer ball is about the same as the difference between a soccer ball and the Earth, the Nobel Foundation said. “For a long time, nobody thought you could ever actually make such small particles,” Johan Aqvist, the chair of the Academy’s Nobel committee for chemistry, said at a news conference announcing the 2023 laureates. Presenting the topic with five colorful flasks lined up in front of him that he said contained quantum dots in a liquid solution, he said: “But this year’s laureates succeeded.” The news of the laureates’ expected win had been reported earlier Wednesday morning in the Swedish news media, a highly unusual leak that was then reported by Reuters and The Associated Press several hours before the official announcement by the Royal Swedish Academy of Sciences, which awards the prize. The Swedish news outlets cited what they said was an email from the academy that had been mistakenly sent early. Reuters quoted Aqvist as saying, “It is a mistake by the Royal Swedish Academy of Sciences.” He noted that the committee’s meeting was due to start at 9:30 a.m. local time (3:30 a.m. Eastern) and added, “so no decision has been made yet. The winners have not been selected.” Who are the winners? Bawendi, born in 1961 in France, is a professor at the Massachusetts Institute of Technology, and used to study under Brus as a postdoctoral researcher. Brus, born in 1943 in Cleveland, is a professor emeritus at Columbia University. Ekimov, born in 1945 in the former Soviet Union, was previously the chief scientist at Nanocrystals Technology, a company based in New York. Why did the committee say they received the prize? Electrons exist at fixed distances from an atom’s nucleus, with higher energy levels corresponding to greater distances. When atoms get energized, their electrons temporarily jump to greater distances and higher levels. When they fall back down, the electrons release the extra energy as light. A basic principle of quantum mechanics is that objects can behave like particles or like waves. The same holds true for electrons: Like other types of waves, they have a frequency that relates to the color of light they release. Scien-

That container is a crystal, called a quantum dot because it triggers the wavelike behavior theorized by quantum mechanics. But that thought stayed theoretical, because scientists didn’t know how to squeeze a material to the point where such quantum effects would take over. In the 1970s, Ekimov began studying how colored glass could differ in hue depending on how long it was heated. He found that when heated, copper chloride crystals formed inside the glass. The smaller the crystals, the bluer the glass appeared. Independently, Brus discovered the same effect using cadmium sulfide crystals. These were the first observations of a quantum effect that depended on size, rather than the elemental makeup of the material. Still, scientists had to figure out how to control this effect to harness it for real-world applications. In the 1990s, Bawendi figured out how to produce quantum dots that had superb optical quality. They had to be made in solution “with exquisite control of their size and surface,” Aqvist said. Bawendi, he added, invented an ingenious chemical method “for doing just this.” The breakthrough revolutionized technology in medicine and our everyday electronics. Quantum dots are now used to tune the colors in LED lights and increase the resolution of television screens. They can also be used as fluorescent imaging tools in biomedical applications, such as identifying cancerous tissue. Quantum dots are expected to lead to advances in electronics, solar cells and encrypted quantum information. What did the laureates say about winning the prize? Bawendi said he was “sound asleep” when he got the

call.

“I wasn’t sure it was true,” he said in an interview with the Nobel Foundation. “It’s quite an honor and quite a surprise.” He added that the honor was complemented by sharing the prize with his former mentor, Brus. “He molded me as a scientist,” Bawendi said. Before the announcement, Bawendi was scheduled to teach a 9 a.m. class on introductory quantum mechanics at MIT. But the lesson ended up being about his career leading up to the Nobel Prize. Of the day’s chaos, he said, “I’m just going to let it ride.” Ekimov described feeling a bit disoriented when he heard the news, and his satisfaction that the work was being recognized. He recalled learning about quantum mechanics as a young student two decades before the observations that led to the Nobel Prize. “It was not surprising,” he said of the discovery, adding that it had been their hope “to make an experimental confirmation” of the already well-established theory. Brus said in an interview that his phone had kept ringing as he tried to sleep. When he finally called back, he found out from a Miami TV station that he had won the Nobel. Then he checked online to make sure it wasn’t a prank. “I had forgotten that today is the chemistry Nobel Prize day,” said Brus, who added that it “feels surreal.” His first thoughts were of the many collaborators who helped realize the discovery. “I represent a big community who worked on this,” he said. When the fanfare dies down, Brus plans to celebrate with his family. “They’re just jumping up and down, as you can imagine,” he said.

The mystery company with one foot in the Premier League By TARIQ PANJA

he acquisitions came so quickly that it was hard to keep up. An agreement to buy the oldest soccer team in Italy. An investment in one of the most popular teams in Brazil. Stakes in well-known clubs in Belgium and France, Germany and Australia. Each new deal was trumpeted by the Miami-based investment company, 777 Partners, that was hurriedly snapping them up. Then, in September, the investment group revealed its biggest deal yet: an agreement to acquire a controlling stake in Everton FC, a founding member of the Premier League and one of the oldest soccer clubs in England. Suddenly, everyone in soccer had heard of 777 Partners. Beyond its name, though, little was known about the company. It said it had $10 billion in assets, but was so closely held that verifying that claim was difficult. Lawsuits against the firm raised concerns for potential partners. A string of unpaid bills, some as recent as this month, raised more. Now, in bidding for a place in the Premier League, 777 Partners faces something it had previously avoided: a forensic review of its holdings, its finances and its brash American co-owner, Josh Wander, who in one recent interview said he was “more serious about investing” in soccer than anyone in history. His company’s bid for control of Everton, an acquisition that would eventually require hundreds of millions of dollars in assumed debt and other obligations, is by no means a sure thing. The Premier League, England’s Football Association and an independent British government regulator, the Financial Control Authority, all must approve the proposed deal, a process that is likely to take months. What they discover could have implications not only for the future of Everton, a fallen, money-losing giant, but also for rest of the financially troubled teams in the 777 network. The stakes are just as high for the Premier League, which is trying to prove it can oversee its clubs’ finances amid talk of government regulation, and for an interconnected global soccer economy reliant on the simple premise that teams can and will pay their bills. None of the soccer or public agencies currently assessing 777 Partners would discuss their review or a timetable for its conclusion. Wander, the co-founder and public face

Their bid to take control of the club is under review. of the company, declined multiple requests to be interviewed for this article, though he published a long letter to fans on Everton’s website Saturday in which he acknowledged fans had been discomfited by media reports about the company’s businesses. But those reports, he said, were “misleading.” “The truth is far more boring than the fiction,” he wrote. “We are not asset strippers nor speculative investors. We build and hold businesses, and intend to hold the football clubs in our portfolio for a long term,” a spokesperson for 777 wrote in an emailed statement. In the letter to fans, Wander wrote that he would share “player recruitment, data analytics and commercial development resources” with the other teams in the group. More than a dozen current or former employees, club officials and others who have done business with 777, however, revealed new details and questions about the sources of its financing. The people asked not to be named because of relationships with the company. In interviews, they also shared details about unmet obligations and unpaid bills, and wondered if the company has the resources to manage a global network of clubs carrying hundreds of millions of dollars in debts and obligations. A successful takeover of Everton would bring the number of clubs in 777’s portfolio to eight. The teams in its existing stable are well known: Genoa in Italy, Hertha Berlin in Germany, Vasco da Gama in Brazil. All are

different in size and ambition but shared a common theme before attracting the interest of 777: They were all in financial crisis. Wander, 42, and his co-founder Steve Pasko, a Wall Street veteran two decades his senior, would not have been seen as a typical sports team investors when they started 777 Partners in 2015. At the time, the company’s core investments were related to the world of structured settlements, an opaque industry in which recipients of long-term annuities, typically the result of compensation claims, cash them out for lump sums of immediate cash. The firm quickly branched out into other sectors, including low-cost airlines and litigation financing, according to Gary Chodes, who served as a board member of a 777 subsidiary until 2017. He said that he parted on good terms, but that the firm he left had few profitable businesses. So he noticed when 777 started collecting soccer teams and committing to assume their sizable debts through loans and other upfront payments. “If I was to ask, ‘Is there a little bit of mystery as to how Josh would generate three quarters of a billion dollars to buy a sports team from the businesses he owns in 777?’ — I would say that’s somewhat of a mystery,” he said. Yet as 777 executives have spoken of their ambition and the scale of their operations, some of the businesses they run, including their sports teams, have reported missed payments related to agreed-upon funding schedules and even routine operating expenses. In England, for example, the chair of the British Basketball League, in which 777 owns a 45% share, wrote to its founders on Sept. 6 warning that the league was at risk of bankruptcy unless the firm delivered a late payment of about $1 million. Those funds eventually arrived. In Belgium, according to reporting by the soccer magazine Josimar, the lack of clarity around 777’s finances spooked Belgian soccer’s licensing officials enough that they considered refusing to allow the company to continue operating the 125-year-old club it owns, Standard Liège. Eventually a compromise was found, and the team was granted a license. In Brazil, Vasco da Gama had been anxiously awaiting a scheduled payment of about $23 million due the same week as the basketball league was expecting its funds. Without the money, Vasco has been unable to make outstanding payments to its suppliers and to rival teams owed in past deals for

players. When it missed some of the payments, soccer’s governing body prohibited the club from signing new players until its debts were paid. Through its spokesperson, 777 said it had already delivered much of the money required in its payment schedule with Vasco. It also said it was “ahead of schedule” and “beyond our original commitment” to the British Basketball League. But to some outsiders, the repeated issues involving money suggested an exercise in financial plate-spinning rather than the kind of healthy, well-capitalized owner a Premier League team requires. Court records reveal other details about Wander, his company and money. In 2012, the Bellagio casino sued Wander for failing to pay back a $54,500 cash advance. In March, American Express went to court seeking $324,000.89 that had been charged to a 777 Partners credit card. The spokesperson for 777 said both matters were resolved. Court documents show the Bellagio repayment remained outstanding for at least six years. Just last week, a former business partner in 777’s airline business made an allegation of fraud against the company in the Court of Chancery in Delaware. The filing said the firm and a subsidiary, Phoenicia LLC, “are part of a web of companies 777 uses to move around money and assets to operate and conceal a sprawling fraudulent enterprise.” A 777 spokesperson declined to respond to the accusation, citing a company policy not to comment on litigation. The pattern of late and delayed payments, rather than any lawsuits, raises the biggest doubts about 777’s suitability to run Everton, said Keiron Maguire, a lecturer in the management school at the University of Liverpool and a specialist in soccer finance. “It’s a red flag to a potentially more significant cashflow issue, or incompetent management,” he said.

Michael Bonallack, Britain’s greatest postwar amateur golfer, dies at 88 By RICHARD SANDOMIR

ichael Bonallack, who established himself as the greatest British amateur golfer of the postwar era, dominating championship play, and who later led the Royal and Ancient Golf Club, which ran the British Open and was the sport’s governing body outside the United States and Mexico, died Sept. 26 in St. Andrews, Scotland, the home of the club. He was 88. The club announced his death but did not give the cause, saying only that he had been “suffering from ill health in recent times.” Bonallack spent his golfing career as an amateur, holding jobs to earn a living for many years, rather than turning professional. He jokingly wondered whether he had been good enough to go pro. “After seeing Jack Nicklaus play,” he once told The Telegraph, “I was worried that I wouldn’t be able to put food on the table.” (In a laudatory statement after Bonallack’s death, Nicklaus remembered him as a friend of almost 65 years.) Bonallack began golfing at age 10 with his parents’ encouragement and developed enough skill to win the 1952 Boys’ Amateur Championship, a prestigious international tournament sponsored by the Royal and Ancient Golf Club, known as the R&A. Blessed with great putting skills, he would dominate the game in the 1960s. He won Britain’s Amateur Championship a remarkable five times in a single decade — in 1961, 1965, 1968, 1969 and 1970. He ranks second in championship titles to John Ball Jr., who won eight from 1888 to 1912. “There is no doubt that having taken his swing to pieces and put back the pieces in a different way, he has succeeded in getting greater length and accuracy,” The Liverpool Daily Post wrote after Bonallack won his

third British Amateur title. He also won the separate English Amateur Championship in 1962, 1963, 1965, 1967 and 1968. “He was pretty well unbeatable,” Donald Steel, author of “Par Excellence: The Biography of Sir Michael Bonallack, OBE” (2018), said in a phone interview. “He was the finest amateur.” He added that it was unlikely that anyone would match or exceed the number of titles Bonallack won because top amateurs now turn pro much faster. Renowned British golf commentator Peter Alliss assessed Bonallack’s short game in this widely quoted description: “Big, wide stance, nose sniffing the ball, short, jabby swing, but all the putts went into the hole. He had the most wonderful temperament. He appeared calm yet had that steely something that all great champions have.” Bonallack also played in the Open Championship, or British Open, 13 times and was the tournament’s lowest-scoring amateur twice. His best finish was in 1959 at Muirfield, in Scotland, when he tied for 11th place, six shots behind the winner, Gary Player. that was?” Michael Francis Bonallack was born in England on Dec. 31, 1934, in Chigwell, Essex, on the outskirts of London, to Evelyn and Richard Bonallack, who owned a business that made motor vehicle bodies. Bonallack’s early proficiency at golf led him to win junior competitions like the Essex Boys Championship, but he was knocked out early at the 1951 Boys’ Amateur. Before playing in the next year’s championship tournament, at Formby Golf Club — at a time when he was playing more cricket than golf — he took lessons from the pro at the nearby Royal Birkdale Golf Club. He went on to win the title. “I never thought about missing a putt,” he said in an interview with the British and International Golf Greenkeepers Association in 2012. “I was just able to see a line on the green and then play the ball along that line.” Bonallack was 22 when, in 1957, he first played for Britain and Ireland’s team in the Walker Cup, the international match play tournament against the United States. He was named team captain in 1969, when his team lost, and again in 1971, when the two sides met at the Old Course at St. Andrews. The U.S. had won every Walker Cup since 1938, but this time Britain and Ireland prevailed. Afterward, Bonallack said: “My wonderful, wonderful team. I’d like you to remember all those players all the years before us who tried as hard as we did.” Speaking to the American team, he said, “I hope you won’t feel too bad about our getting this one little go.”

Bonallack eased himself into golf administration by serving on committees at the Royal and Ancient Club. Among his other positions, he was president of the English Golf Union, the governing body of men’s amateur golf in England; chair of the European Tour; and chair of the Professional Golfers’ Association of Britain and Ireland. He became the secretary of the R&A in 1983 and served for 16 years. He was well known for collaborating with Mark McCormack, chair of the International Management Group, to boost the club’s revenues from television and sponsorships. Bonallack said that the club became reliant on IMG to set up hospitality tents at the British Open and to introduce something that had been unheard-of on an Open course — advertising. “That wasn’t something you did at the Open Championship, but Mark persuaded us that that was the right way to go,” Bonallack said in an oral history of the R&A in 2014, “because the money we were generating at the Open could be put back into the development of the game.” (The Royal and Ancient Club gave up its golf governance role in 2004, when an entity simply called the R&A was created to take it on, including running the Open Championship.) In his statement, Nicklaus called Bonallack an “important voice through golf’s growth, evolution and global expansion.” One day in 1984, early in his leadership of the R&A, Bonallack was playing a tournament when actor Sean Connery, a member of the club known for his angry rows, “came stomping across the fairway looking like thunder,” Bonallack recalled in the oral history. “He said, ‘How the hell did this fellow I’m playing get a handicap of 16, which he’s got? Absolutely bloody ridiculous!’” Bonallack recalled. He said he told Connery: “Well, Sean, he comes from Hong Kong. He’s got a handicap of 16 in Hong Kong, but I am sure the club committee can do something about it.” Connery replied, “I hope so!” Bonallack was knighted by Queen Elizabeth II in 1998. His survivors include his daughters Glenna, Jane and Sara; his son, Robert; 10 grandchildren; and seven great-grandchildren. His wife, Angela (Ward) Bonallack, a golfer who twice won the English Women’s Amateur Championship, died last year.
