Representative asks for Luma/Genera cyber attack simulation

As part of his commitment to improve cybersecurity in the systems of Luma Energy and Genera Puerto Rico, the representative of District #4 of San Juan, Víctor Parés, held a meeting with the executive director of the Office of Innovation and Technology Services (PRITS), Antonio Ramos, where he requested to conduct cyber attack simulations on the electrical grid to address any failure in the systems.

“I want to thank the Executive Director of PRITS for expeditiously responding to our request for a meeting to determine how we can help safeguard the integrity of the cyber network that manages Puerto Rico’s electrical infrastructure. Law 40-2024, which encompasses 120 state agencies and 78 municipalities, does not currently have a direct definition on how we can help the companies contracted for electrical services. That is an area that we are going to work on starting in January 2025, but before that we have to do something,” said the Representative of the New Progressive Party.

“Our goal is to conduct cybersecurity drills on the Luma and Genera networks periodically to find out how they are doing and what, if anything, we can do to provide greater support in terms of cybersecurity. This is an important issue. Let us remember that the systems of the Senate of Puerto Rico, as well as the Water and Sewer Authority, were compromised by this type of attack. With the electrical system, a similar attack could be catastrophic,” added Parés.

As part of his legislative agenda for the next four years, the Representative emphasized the need to make certain amendments to Law 40-2-24. The first amendment would

give PRITS the power to carry out assessments to identify and mitigate cybersecurity vulnerabilities in verified companies through the Public-Private Partnership Authority. Another amendment will facilitate the creation of an application (APP) to handle, as a simulation, the management of a cyberattack with the objective of developing new platforms that avoid unsafe intrusions into the electrical grid.

The Secretary of the Treasury Department, Nelson Pérez Méndez, reported on Friday that more than $90 million have been disbursed in loans for people over 65 years of age and low-income pensioners.

He also reminded that the period to claim the senior credit expires on Monday, October 14.

“The application process has been swift and successful, managing to disburse $91,216,900 to 190,788 citizens. We urge eligible citizens who have not yet applied to do so before the deadline ends,” Pérez

Méndez said in a written statement.

To date, the Treasury has also distributed nearly $205 million in Economic Incentives to 152,044 families. “This incentive is in addition to the $1.299 billion distributed in the Credit for Work, benefiting more than 850,000 families in Puerto Rico,” added Pérez Méndez.

The credit claim period is carried out electronically through SURI, and applicants must present evidence such as photo identification and documents verifying their age. For more information, you can visit the Department of the Treasury’s portal.

Plan to stabilize power grid gets mixed reviews

The plan to stabilize Puerto Rico’s grid presented to the Puerto Rico Energy Bureau (PREB) by LUMA Energy, Genera PR and the Puerto Rico Electric Power Authority (PREPA) has garnered the support of business groups but civic groups criticized it for emphasizing on the use of centralized generation from power plants instead of electricity generated near the point of use or distributed generation.

Agustin Irizarry Rivera, an electrical engineer, was alarmed by a decision by the Financial Oversight and Management Board and the PREB to strip PREPA from operating hydroelectric and irrigation systems. PREPA said it has 101.7 MW of hydroelectric capacity of which only 30.7 MW is available. PREPA has asked FEMA for $858m in projects that will take 10 years to complete.

Irizarry said it was worrisome that PREPA only has 39 persons overseeing the hydroelectric system. “In my opinion, both the government and the Oversight Board overemphasize the importance of hydroelectric generation and forget or ignore the fundamental importance of reservoirs, flood control, and the irrigation system to support agriculture. The lack of trained personnel to operate the reservoir, irrigation, and hydroelectric generation system constitutes an emergency and a risk to citizens. Is there enough trained personnel to manage the reservoirs and provide flood control? If they are removed at the end of 2024, or in 2025, who will replace those who manage them today?,” he asked.

The Manufacturers Association, the Hotel and Tourism Association, the Restaurant Association and the Chamber of Commerce came out in support of the stabilization plans.

The proposal of Genera PR, operator of PREPA’s legacy power plants, is to acquire emergency generation plants that can operate with natural gas, as well as convert oil plants to natural gas, which is in line with plans that its parent company, New Fortress Energy (NFE), which told its investors it expected Puerto Rico to use more natural gas. The Genera Plan

outlines the critical need to add over 550MW of supplemental generation to the Puerto Rico grid on a temporary basis.

“The Electric System Stabilization Plan of Genera embodies a multifaceted approach designed to ensure continuous, reliable energy generation while integrating renewable sources. The plan’s core strategy involves reconfiguring existing power plants into multi-purpose grid support centers, incorporating generation and energy storage equipment at strategic locations across the island. This infrastructure will not only enhance efficiency and reduce production costs but also allow for future expansion to meet the island’s evolving needs,” the business groups said.

“Additionally, we invite the Energy Bureau to join the government and private sector in advocating before the US Congress to secure the necessary funds for the lease and operation of the temporary power. Time is of the essence, and as soon as the Energy Bureau orders the commencement of the lease procurement process, the sooner we can have the units installed and operational in Puerto Rico,” the business groups said.

Moreover, they said the Energy Bureau must extend the current December 2025 deadline to have the FEMA generators that are currently installed in the Island.

Irizarry Rivera, former citizen representative of PREPA’s governing board, noted that LUMA’s stabilization measures, such as the replacement of poles, change of meters, and installation of automatic sectionalizers, do not truly address the most urgent problems that they themselves identify. LUMA, example, said they had transformers out of service and that could help the continuity of the service if they were in operation; problems in line segments that are associated with 75% of the minutes of service interruption; and the lack of attention to finish integrating into the system the 1,100 megawatts of emergency energy that represent the batteries that people have installed in their homes.

He said Genera should be fined because its stabilization plan includes repairs that it is

supposed to have already made and that the batteries it proposes to add will be recharged at night using methane.

Meanwhile, groups like El Puente, Red Continental Cristiana por la Paz, Comité Dialogo Ambiental, Inc. Comité Yabucoeño Pro-Calidad de Vida, Inc, Organización Boricua de Agricultura Eco Orgánica, Inc. Alianza Comunitaria Ambientalista del Sureste, Inc.; Mujeres de Islas, Inc.; Frente Unido Pro-Defensa del Valle de Lajas, Inc.; Mayagüezanos por la Salud y el Ambiente, Inc.; Asociación Puertorriqueña de Profesores Universitarios, Recinto de Rio Piedras; Sierra Club, Cambio and others, advocated for the use of distributed energy and renewable energy instead of fossil fuels.

Centralized power generation plants that rely on transmission and distribution lines, poles, and towers and substations are less

reliable than solar energy on rooftops, or near the point of consumption, and distributed storage, they said.

Far from being ineffective against severe weather, distributed solar systems work well during storms. Puerto Rico’s centralized transmission and distribution system, which is associated with fossil fuel plants, makes it very vulnerable. Integrating renewable energy microgrids would contribute to the reliability and resilience of the electric grid. The dependence on imported fossil fuels to generate energy reduces Puerto Rico’s energy security, contributing to the increase in electric service costs. Puerto Rico has one of the highest energy rates of any place in the United States and difficulty in covering the cost of energy burden. Distributed renewable energy systems have the potential to reduce costs and fluctuations in electricity service prices, they said.

Environmental groups appeal ruling in favor of NFE gas pipeline

Environmental and civic organizations in Puerto Rico have appealed an order from the Federal Energy Regulatory Commission (FERC) allowing New Fortress Energy to operate a gas pipeline in the port of San Juan without environmental review. The appeal was filed last week with the U.S. Court of Appeals for the D.C. Circuit by Earthjustice on behalf of El Puente de

Williamsburg, Enlace Latino de Acción Climática, Sierra Club de Puerto Rico and other groups.

The groups accuse FERC of failing to comply with federal law by allowing NFEnergía, a subsidiary of New Fortress Energy, to install and operate a gas pipeline without assessing nearby communities’ environmental and safety impacts.

Some 20,000 people live within one mile of the pipeline and 168,000 within three miles, posing a severe explosion risk

to these communities.

According to the groups, FERC was required to review the environmental and safety impact as required by the National Environmental Policy Act but allowed the project to move forward without considering these aspects.

NFEnergía began operating the liquefied natural gas terminal without FERC approval in May 2020, violating the Natural Gas Act, the groups said.

The Manufacturers Association, the Hotel and Tourism Association, the Restaurant Association and the Chamber of Commerce came out in support of the stabilization plans.

PREPA Trustee rejects commonwealth monitors attempt to reclassify $8b debt

The U.S. Bank National Association is asserting an $8 billion unsecured claim against the commonwealth.

The U.S. Bank National Association, which is the Trustee of the Puerto Rico Electric Power Authority, opposed a request seeking a partial lift to the confirmation stay of the PREPA’s case to pursue litigation to reclassify the PREPA’s bond trustee debt claim against the commonwealth.

While the court confirmed in 2022 the

commonwealth debt adjustment plan for the bankruptcy case, the commonwealth general unsecured claims have not been paid because of the unresolved objection, dated August 31, 202,3 in which the U.S. Bank National Association is asserting an $8 billion unsecured claim against the commonwealth. The $8 billion is also the amount owed in PREPA bonds.

The claims’ monitors, Carol Flaton and Ramon Ortiz, want to reclassify the debt,

arguing that they believe the U.S. Bank National claim is not a commonwealth General Unsecured Claim and that, instead, it should be classified as a Section 510(b) Subordinated Claim or claim for certain damages, under the Commonwealth Plan, they said.

The monitors said they seek “authority to permit the Claims Reconciliation Monitors to attempt to resolve the single largest obstacle preventing the Financial Oversight and Management Board from making material distributions under the Commonwealth (CW) Plan to holders of valid CW General Unsecured Claims—the proper classification of the Trustee Proof of Claim against the Commonwealth.”

Failure to correctly classify the PREPA bond trustee’s claim could substantially dilute the recoveries of holders of valid CW General Unsecured Claims under the commonwealth debt adjustment plan, they said.

The total amount of CW General Unsecured Claims is approximately $3.5 billion. While the Trustee Proof of Claim is unliquidated in amount, the Financial Oversight and Management Board has reserved $8.4 billion on account of this claim.

The PREPA Bond Trustee, however, on Friday came out against the petition, stating that Title III Court Judge Laura Taylor Swain, the judge overseeing PREPA’s bankruptcy case, has stayed all PREPA confirmation and bond-related litigation since July 10,

2024, including proceedings relating to the Oversight Board’s objection to the PREPA Bond Trustee’s Proof of Claim, which includes various unsecured claims against the commonwealth on behalf of the bondholders based upon alleged prepetition statutory and constitutional violations by the commonwealth.

“When it did so, the court recognized that comprehensive PREPA meditation is critical to resolving PREPA’s case expediently, and that absent such mediation, PREPA’s case would remain in bitter, protracted litigation, to the detriment of all stakeholders involved, including and especially the people of Puerto Rico,” the Trustee said.

“The litigation stay was imposed to facilitate mediation of the entire range of disputes related to the PREPA Bond Trustee’s and Bondholders’ claims against both PREPA and the commonwealth. It should not be lifted in part to permit one-sided litigation, let alone at the request of individuals whose interests are far removed from the PREPA Title III proceeding. The proposed classification litigation, focused solely on an untimely objection to the Trustee Commonwealth proof of claim, would distract from the mediation,” the Trustee said.

The PREPA Trustee also said the Monitors do not have the authority or standing under the Commonwealth Plan or otherwise to commence and prosecute the classification litigation.

Governor signs several mental health bills

Gov. Pedro Pierluisi signed several legislative measures late last week that seek to strengthen procedures in cases of mental health and protection orders, adapting the laws to current security and well-being needs.

Among the measures approved is House Bill 1672, which allows requests for temporary detention in mental health cases to be submitted electronically and attended to via videoconference. “With this measure, we guarantee that urgent requests are attended to quickly and effectively,” Pierluisi said in a written statement.

The governor also signed House Bill 1779, which requires people subject to a protection order to notify the police of their arrival in Puerto Rico within the first two hours. Violation of this requirement will result in a misdemeanor.

Another of the measures approved is House Bill 1995, which extends pension benefits for disability or death in the line of duty to employees of the Emergency Management Bureau and Municipal Emergency Management Offices.

Finally, Pierluisi signed House Bill 1243, which classifies the use of technology to monitor people without their consent as a serious crime, thus protecting victims of stalking and gender violence.

The procedures in cases of mental health were one of the measures signed by governor Pedro Pierluisi.

Trump spreads his politics of grievance to nonwhite voters

For more than a decade, former President Donald Trump fueled his political rise with dark appeals to white Christian voters, warning of immigrants coming for their jobs and nefarious efforts to undermine what he describes as the country’s true heritage.

Now, facing a neck-and-neck race against the first Black woman to win her party’s nomination, Trump is branching out.

He has repeatedly accused migrants of poaching “Black jobs” and “Hispanic jobs,” which is inaccurate, according to labor statistics. He told Latino voters in Las Vegas that immigrants in the country illegally were “totally destroying our Hispanic population.” He promised women in Pennsylvania he would “be their protector” and that they would no longer be “abandoned, lonely or scared” — a vow based on the hyperbolic premise that criminals who also happen to be immigrants are lurking around every corner.

For all the frequent laments about how left-leaning politicians divide the country through “identity politics,” it appears to be Trump in this race who is making the most explicit identity-based arguments for voters to support his policies.

“He’s way more explicit than most prior candidates with these explicit appeals to Black voters and Latino voters that pit their various identity groups against each other,” said Michael Tesler, a professor of political science at the University of California, Irvine, who cowrote a book about how Trump wields white identity politics. “There’s a unified grievance in terms of ‘I’m not getting my fair share.’”

Many of Trump’s blunt and dire entreaties have been greeted with condemnation, even mockery, for their clumsy invocation of race, gender and religion. Yet, in this final, frenetic stretch of the contest, they also represent a striking effort to expand the tent of economic, racial and cultural grievances that propelled him to the White House eight years ago.

Trump is seeking to win over Black and Latino voters by pitting them against immigrants in the country illegally, whom he has long blamed for a litany of economic, public safety, national security and social problems. He’s blaming an influx of immigrants illegally in the country — he says they were allowed in by the Biden administration — for voters’ economic frustrations.

Appeals to subsets of the U.S. electorate have been part of presidential races for decades, often entwined with shifting racial and gender politics. In 1960, John F. Kennedy campaigned in Harlem in New York City, promising to advance civil rights. Nearly a half-century later, George W. Bush sprinkled some Texas-twanged Spanish in campaign speeches from Iowa to California.

But Trump’s foray into such targeted campaigning has gone far beyond the traditional political stops at Black churches and taco stands.

In 2016, Trump focused on hardworking “forgotten” Americans, a phrase historically used to refer to white working-class voters. Four years later, he embraced white nationalist touchstones, defending Confederate monuments and warning of violent Black Lives Matter protesters invading white suburbs.

But in a race expected to be decided by the slimmest of margins, his campaign aides believe shaving off even a percentage point or two of Harris’ advantage with groups that tend to overwhelmingly favor Democrats could be decisive.

“This is a game of inches,” said James Blair, the Trump campaign’s political director. “It’s about marginal gain with different populations in different states.”

The result is a message that can, at times, feel discordant.

When speaking to Black voters, Trump will highlight his signature criminal justice reform law, the First Step Act. At other events, he’ll call for a return to the stop-and-frisk policing strategy that has been found to disproportionately target Black and Latino men. At an event at a Black church in Detroit, intended to signal his outreach, a sizable share of the crowd was white.

He has also brought Black and Hispanic musicians onstage at rallies, part of an effort to court new surrogates, an effort that is at times awkward. In Las Vegas last month, Trump, clearly reading from scripted remarks, gave a shout-out to Nicky Jam, a male reggaeton star in attendance. “Do you know Nicky?” He asked the crowd. “She’s hot. Where is Nicky?” When Nicky Jam came to take the stage, Trump looked a bit befuddled. In Johnstown, Pennsylvania, Puerto Rican rapper Anuel AA endorsed Trump in front of a sizable white audience, an

incongruity that Trump acknowledged. “I don’t know if these people know who the hell you are, but it’s good for the Puerto Rican vote,” he said. “Every Puerto Rican is going to vote for Trump right now. We’ll take it.”

In his efforts to win Jewish voters from Democrats, he has insisted that Israel will cease to exist if he is not elected. And even as he tries to win Jews, a group of about 700,000 voters across the battleground states, he has said they “would have a lot to do” with a loss, preemptively blaming them.

Those who have watched Trump for decades say such overtures are rooted in an effort to pit various groups against one another.

“Donald always appeals to your dark side,” said Alan Marcus, a consultant who worked for the Trump Organization in the 1990s and opposes the former president. “He deals in hate. If he can make you hate something, he gains.”

Trump campaign aides say they’ve been targeting Black and Latino voters across battleground states, hosting community events from offering free haircuts at a campaign office in Pennsylvania to small business roundtables in Georgia and Nevada.

Vianca Rodriguez, director of Hispanic communications for the Trump campaign, described their effort as sharing “President Trump’s vision for improving the quality of life for Hispanic Americans, many of whom are struggling under” the Biden-Harris administration.

The Harris campaign says it has conducted far more extensive and prolonged outreach in those communities through a field operation that began nearly a year ago. On Wednesday, it began “Hombres con Harris,” an initiative

targeted at Latino men in battleground states. They dismiss Trump’s overtures as divisive, even hateful.

“I think people are exhausted, and they’re exhausted with the lies, they’re exhausted with the selfishness, they’re exhausted with the attempt to divide us as Americans, and they’re ready to turn the page and chart a new way forward,” Harris said in an interview with “The View” on Tuesday. At other moments, they’ve worked to transform Trump’s own words into potent attacks against him.

“Who’s going to tell him that the job he’s currently seeking might just be one of those ‘Black jobs’?” Michelle Obama, the former first lady, said to thunderous applause at the Democratic National Convention in August.

There are early indications that Trump may be finding some success. Polling shows that he has expanded his support among Latino and Black voters from 2020, a shift that threatens to undermine the multiracial coalition that has long been the foundation of Democratic victories.

The precise level of his support is hard to measure. Trump is explicitly targeting what campaign strategists call “low propensity” voters, particularly a group of Black and Latino men who are less likely to regularly show up to vote.

But it is the small movements of those difficult-to-track voters, say strategists, that could decide the race.

“The most important voters are the ones we know the least about,” said Carlos Odio, a founder of Equis, a Democraticleaning research group that focuses on Latino voters. “The remaining question that we have at this point is: Can Trump pull out some these Trumpian Latino irregular votes as he has with white working-class men?”

Daring Trump, Harris’ campaign releases medical information

Vice President Kamala Harris released a letter Saturday from her White House doctor, who said she is in “excellent health” and is successfully managing some minor health issues.

Harris, 59, has seasonal allergies, mild nearsightedness and skin hives that she treats with over-the-counter and prescription medication, wrote Joshua R. Simmons, the physician to the vice president.

“Vice President Harris remains in excellent health,” Simmons wrote in a two-page letter that appeared to be a summary but not a complete medical report. “She possesses the physical and mental resiliency required to successfully execute the duties of the presidency, to include those as chief executive, head of state and commander in chief.”

Harris has not had diabetes, high cholesterol, heart disease, cancer, osteoporosis or neurological disorders, Simmons wrote.

The release of Harris’ medical information comes as her opponent, former President Donald Trump, who at 78 is the oldest person to become a presidential nominee, has refused to reveal similar basic health information. Neither candidate for the White House has allowed journalists to ask additional questions of their physicians.

Because presidential candidates are under

no requirement to share health records — their medical information is as private as any other citizen’s — campaign-season medical reports are often used to paint the rosiest picture possible of a person running for office. With only weeks until Election Day, Harris’ campaign is trying to contrast the release of her medical information with Trump’s refusal to do so and ignite questions about her opponent’s health.

Speaking to reporters Saturday, Harris did exactly that, suggesting that Trump and his team did not “want the American people to really see what he is doing and if he is fit to be the president.”

Asked if his mental acuity had declined, she replied, “I invite the public to watch his rallies and be the decision-maker.”

And she said that Trump “talks at his rallies about fictional characters” and “makes things up.”

Steven Cheung, communications director for the Trump campaign, said in a statement Saturday that the former president’s physicians have said he is in “perfect and excellent health.” On Saturday, the Trump campaign did not respond to a question about whether Trump would release his records.

In Simmons’ letter, which came under White House Military Office letterhead, he wrote that he had treated Harris since she became vice president and performed her most recent health exam in April.

He described her as “a healthy 59-year-

old female” who suffers from hay fever, allergies triggered by seasonal pollen and skin hives. She takes Allegra, a common medication, along with eye drops and nasal sprays to address both the allergies and the hives, Simmons wrote, and is not inhibited by her condition, which he described as mild.

While the letter did not reveal her height or weight, the letter really is “pretty complete” said Dr. Gordon Guyatt, a specialist in internal medicine at McMaster University in Canada. Her blood pressure, at 128/74, and heart rate of 78 are normal and she exercises regularly and does strength training.

Simmons wrote in his letter that the vice president is slightly nearsighted and wears contact lenses, though she is able to read comfortably without them. Her vision without contacts is 20/40 in her right eye and 20/25 in her left eye, he wrote. With contacts or glasses, she has 20/20 vision.

The letter reveals for the first time that, as a 3-year-old girl, Harris had her appendix removed as part of procedure to correct for a blockage in her intestine. It was the only surgical procedure she has undergone, Simmons wrote.

Harris takes a vitamin D3 supplement and maintains “a vigorous daily aerobic exercise routine and core strength training,” Simmons wrote. During an interview this past week with Howard Stern, Harris said each morning she spends 30 to 45 minutes working out on an elliptical machine.

Simmons described Harris’ diet as “very healthy,” said she does not “use tobacco products” and said she drinks alcohol “only occasionally and in moderation.”

Trump has declined requests to release new information about his health even though he has promised to. When he was grazed by a wouldbe assassin’s bullet at a rally over the summer, his campaign did not provide a briefing, release hospital records or make the emergency physicians who treated him available for interviews. As president, Trump was hospitalized in 2020 when he contracted COVID-19, and his doctors at the time did not share the full extent of his illness with the public. The limited information about his health contrasts with the picture his former physician shared of him as a candidate in 2015, declaring that he would be “the healthiest person ever elected to the presidency.”

Can your electric vehicle catch fire during a hurricane?

Officials in Florida warned residents to move their electric vehicles away from potential flood zones ahead of Hurricane Milton to avoid the risk that the cars could burst into flames after being submerged in saltwater for extended periods.

“Keep electric vehicles and lithium-ion batteries away from floodwaters and storm surge,” urged the Facebook page for Hillsborough County, which contains Tampa.

Electric vehicles contain lithium-ion batteries, which can also be found in e-bikes and scooters, wheelchairs, golf carts, electric lawn mowers and tools like cordless drills. If these batteries are soaked in saltwater, some can ignite after floodwaters subside.

It’s a relatively rare problem, but the risk is real.

There were roughly three dozen fires associated with electric vehicles during Hurricane Helene last month, according to officials, at least one of which destroyed a home. More than 254,000 electric vehicles were registered in Florida at the end of 2023.

Why do batteries catch fire in floods?

If saltwater reaches the interior of a lithium-ion battery, it can cause the cells to short-circuit by conducting electricity between the positive and negative terminals. This generates heat.

In some cases, that heat can spur a chain reaction inside the battery called thermal runaway. Heat from one cell starts melting the plastic separators inside neighboring cells, which causes additional short-circuiting and generates more heat. The end result: a fire that can last for hours and is hard to extinguish.

Automakers design their lithium-ion batteries to be water-resistant. But if a vehicle is submerged in saltwater for an extended period, wear and tear or corrosion could allow saltwater to seep into the battery and cause a fire.

“This isn’t a risk for freshwater immersion” associated with heavy rainfall or river floods, said Albert Gore, the executive director of the Zero Emission Transportation Association, a trade group. “But in places prone to saltwater flooding and storm surges, it’s a risk to be aware of.”

How safe am I?

After Hurricane Ian hit southwest Florida in 2022, more than 3,000 electric vehicles were affected by floods, but just 36 were reported to have caught on fire, according to a January report by Idaho National Laboratory.

“It’s not super common,” said Thomas Barth, chief of a special investigations branch into highway safety at the National Transportation Safety Board.

Researchers have been dissecting and studying batteries that did catch fire after being flooded with saltwater to understand the causes, potentially allowing battery manufacturers to get better at preventing future fires.

“We’ve had 100 years to refine the safety of gasolinepowered vehicles, and we’re a little over a decade in terms of high-volume production of EVs,” said Alan Taub, director of the Electric Vehicle Center at the University of Michigan. “Events are rare, but they catch a lot of attention.”

How can I protect my vehicle?

If you’re in the path of a hurricane, you can evacuate the area in your electric vehicle just as you would in a gasolinepowered car. In that scenario, you would want to make sure your car is fully charged before leaving.

If you’re not on the move but anticipate saltwater flooding or storm surge where your electric vehicle is parked, reduce your vehicle’s charge to 20% or 30%. A lower charge means there is less energy in the vehicle to cause thermal runaway.

Then, move the car to a place that’s less likely to be flooded, such as the top floor of a parking garage. If you don’t have that option, park it at least 50 feet away from structures that are flammable, like your house or garage or a stand of trees.

“If the worst does happen, then it’s only a car you end up losing,” said Greg Less, director of University of Michigan’s Battery Lab.

My EV was submerged. What should I do next?

If you know your EV was submerged in floodwaters, don’t drive the vehicle, even if it looks safe. Fires can start hours, days or even weeks after the floodwaters drain away. Contact the manufacturer for an inspection. Be clear that your vehicle was submerged and needs to be assessed

for flood damage. Often, a damaged electric vehicle will need to be towed away on a flatbed truck for further inspection.

“In spite of what might sound like dire warnings, we still believe EVs are safe to drive and safe to own,” said Less, who owns an electric vehicle.

Are battery fires a problem for firefighters?

Electric vehicles aren’t the only source of fire risk during a disaster. Gasoline-powered cars can, and often do, catch fire as well. But electric vehicle fires need to be dealt with differently.

Firefighters have to spray water in just the right places around the battery to reduce heat. “If you don’t get it right, you can spray all the water you want and it won’t stop the battery from reigniting,” said Andrew Klock, a senior manager at the National Fire Protection Association.

The association has educated about 350,000 firefighters in extinguishing electric vehicle fires, but there are roughly 1.2 million firefighters nationwide and more need training, he added.

U.S. equity funds see outflows on rate cut views

U.S. equity funds witnessed outflows in the week to Oct. 9 as investors booked profits due to a shift in market expectations about the Federal Reserve rate cut path and a surge in bond yields.

According to LSEG data, investors sold a net $342 million worth of U.S. equity funds during the week following a net $30.86 billion worth of purchases in the previous week.

Investors pared back expectations on future Fed rate cuts last week following a stronger-than-expected U.S. nonfarm payrolls report for the last month.

The benchmark 10-year U.S. Treasury yield reached a 2-1/2 month high of 4.12% on Thursday, tempering earnings expectations for large-cap growth stocks.

Investors divested U.S. large-cap funds of a net $4.25 billion, in contrast to $35.47 billion in net purchases, a week ago. They also ditched mid-cap funds of $919 million but scooped up multi-cap and small-cap funds of $197 million and $118 million, respectively.

Sectoral equity funds, however, witnessed inflows worth $730 million, with tech, and metals and mining drawing a notable $639 million and $251 million, respectively.

U.S. bond funds, meanwhile, garnered a 19th weekly inflow in a row, valued at about $3.37 billion on a net basis.

Short-to-intermediate investment-grade funds attracted a significant $1.5 billion, the fourth consecutive weekly inflow. U.S. investors also bought general domestic taxable and loan participation funds worth a net $1.06 billion and $682 million, respectively.

At the same time, money market funds saw a net $2.54 billion worth of investments, the third successive weekly net purchase.

Global investors made large investments in money market funds in the week to Oct. 9 driven by a push back in Federal Reserve rate cut expectations and caution over the Middle East conflict.

Investors also channelised capital into liquid money market funds as they awaited a much-anticipated update on Beijing’s stimulus measures this weekend.

According to LSEG data, global money market funds gained a net $24.55 billion worth of inflows during the week after witnessing about $22.78 billion of net purchases in the prior week.

Investors readjusted their views on future Fed rate cuts last week following a stronger than expected U.S. nonfarm payrolls report for the last month, boosting demand for low-risk assets.

Asian money market funds saw a significant $12.88 billion inflow, the highest since Jan. 10. European and U.S. funds also witnessed $7.78 billion and $2.54 billion

worth of net purchases, respectively.

Demand for riskier equity funds, however, cooled as investors purchased just $3.65 billion of global equity funds compared with $35.97 billion of net acquisitions in the prior week.

Tech, financials, and metals and mining sector funds received a notable $572 million, $417 million and $148 million, respectively, while the healthcare sector suffered

$520 million worth of net sales.

Overseas China equity funds attracted a sharp $8.52 billion, the biggest amount for a week since at least December 2020.

Global bond funds attracted investments for the 42nd consecutive week as investors pumped $12.43 billion into these funds.

Investors snapped up short-term bond funds of a net $2.16 billion following $3.3 billion of net sales a week ago. Government, high yield, and loan participation funds, meanwhile, experienced $1.96 billion, $906 million and $737 million worth of net purchases, respectively.

Israeli jets pummel Hezbollah targets in southern Lebanon

Israel’s air force pounded targets in Lebanon as its soldiers clashed with Hezbollah militants in the southern part of the country, the military said Sunday. Lebanon’s government said that at least 23 people had been killed over the past 24 hours.

The Lebanese Red Cross said overnight that it was responding to a “major strike” in the southern city of Nabatieh, posting an image on social media that showed flames and rubble. Lebanon’s civil defense said Sunday morning one person had been killed and four others wounded.

The civil defense also said its teams had completed a search and rescue operation shortly before dawn after an attack a day earlier on the town of Al-Maaysra in the central Keserwan district. It said that 17 people — including two women and three children — had been killed and 12 others wounded. The Health Ministry listed a series of other attacks in which it said that at least six people had been killed and dozens of others injured since Saturday.

On Sunday morning, the Israeli military said that its jets had hit around “200 Hezbollah targets deep in Lebanon and southern Lebanon” over the past day as part of its multipronged fight against the Iranian-backed militant group.

Hezbollah started firing on northern Israel in solidarity with its ally Hamas after the Oct. 7 attacks last year, setting off back-and-forth exchanges of fire that displaced communities on both sides of the border. Israel, which is also fighting in the Gaza Strip against Hamas, stepped up its bombardment in recent weeks before invading southern Lebanon with ground

The Israeli bombardment and ground invasion have killed at least 2,000 people and caused significant destruction and forced hundreds of thousands of Lebanese civilians to flee their homes. Aid agencies have warned it is compounding a humanitarian crisis prompted by the war in Gaza.

Philippe Lazzarini, the head of the United Nations agency that aids Palestinians, said Sunday that he had just visited Lebanon where teams from his organization were helping Lebanese, Palestinians and Syrians affected by the fighting. Lebanon hosts the largest number of refugees per capita in the world, among them more than 1 million Syrians who fled their country’s civil war.

“The expansion of the war into Lebanon is taking us away from reaching a cease-fire needed for respite for civilians across the region,” he said on social media. Lazzarini has repeatedly called for a cease-fire in Gaza, and the United Nations has called for a cease-fire in Lebanon.

The broadening military operations —

which have included targeting and killing Hezbollah’s leader and other senior commanders — have so far failed to stop the cross-border rocket fire targeting northern Israel. The Israeli military said that Hezbollah launched about 320 projectiles into the country on Saturday — one of the holiest days on the Jewish calendar.

Sirens warning of incoming rocket fire sounded across northern Israel on Sunday, with Israel’s military saying that Hezbollah had fired around 115 rockets or missiles as of 3 p.m. local time. There were no immediate reports of damage or casualties.

Hezbollah released statements on social media Sunday saying that it had launched a missile at the Israeli city of Haifa and also targeted Israeli forces in Lebanon with a series of rocket and missile attacks. It was not possible to independently confirm the claims.

By trumpeting its continued ability to attack Israeli forces and fire rockets into Israel, Hezbollah aims to undermine Israeli public support for the invasion, according to a report by the Institute for the Study of War, a research group based in Washington.

“Hezbollah is falsely presenting Israeli ground operations as a failure in order to degrade Israeli will and underscore Hezbollah’s own resilience in the face of massive Hezbollah losses since mid-September,” said the report, which was released Saturday.

In recent days, Israeli forces in southern Lebanon have fired several times at a U.N. peacekeeping mission that operates along the border, wounding at least four peacekeepers. The attacks, reported by the mission, known as UNIFIL, have prompted international criticism of Israel’s military action.

Israel’s military has said that Hezbollah militants operate near UNIFIL positions and encouraged the peacekeepers to pull back —

a request that Prime Minister Benjamin Netanyahu of Israel reiterated Sunday in a message directed at the secretary-general of the United Nations, António Guterres.

Guterres does not have authority over UNIFIL; only the U.N. Security Council can authorize their movement.

The U.N. force has rejected Israel’s calls to leave its positions in southern Lebanon, noting that its presence there is mandated by the U.N. Security Council. UNIFIL was set up after Israel’s first invasion of Lebanon in 1978 to monitor the border and keep weapons or fighters out. Israel has repeatedly claimed that the force, which is largely observational, has failed to prevent Hezbollah from building up its military forces along the frontier.

Defense Secretary Lloyd Austin said he had spoken Saturday with Israel’s defense minister, Yoav Gallant, and “strongly emphasized the importance of ensuring the safety and security” of the peacekeepers as well as of Lebanese forces.

Gallant said in his own statement Sunday that “the incident involving UNIFIL troops” was being investigated and that Israel’s military “will continue to take measures to avoid harm to UNIFIL troops and peacekeeping positions.”

Israel has invaded Lebanon four times. During its previous invasion in 2006, the Israeli military sustained substantial losses despite its overwhelming military superiority.

Around a dozen Israeli troops have been killed during the current operation. On Sunday, the Israeli military said that two more soldiers had been severely wounded in combat. It also said that Israeli forces had captured a Hezbollah fighter in a tunnel during a raid in southern Lebanon. The fighter had been transferred to a detention facility in Israel for further questioning, the military added.

U.S. to deploy missile defense system and about 100 troops to Israel

The United States is sending an advanced missile defense system to Israel, and will deploy about 100 U.S. troops to operate it, the Pentagon announced Sunday.

President Joe Biden directed Defense Secretary Lloyd Austin to deploy the Terminal High Altitude Area Defense system, or THAAD, and its crew, Maj. Gen. Patrick Ryder, the Pentagon press secretary, said in a statement Sunday.

The move will put U.S. troops closer to the widening war in the Middle East and comes after Iran launched about 200 missiles, including ballistic missiles, at Israel on Oct. 1 and as Israel plans its retaliatory attack.

When asked Sunday, Biden said only that he had ordered the Pentagon to deploy the system “to defend Israel.” Ryder said in his statement that the battery would “augment Israel’s integrated air defense system.”

“This action underscores the United

States’ ironclad commitment to the defense of Israel, and to defend Americans in Israel, from any further ballistic missile attacks by Iran,” the statement said. “It is part of the broader adjustments the U.S. military has made in recent months to support the defense of Israel and protect Americans from attacks by Iran and Iranian-aligned militias.”

The United States sent a THAAD battery along with other air defense systems to the region weeks after the Hamas-led attacks on Oct. 7, 2023. It was not immediately clear

how quickly the missile defense system and troops would arrive in Israel.

On Saturday Austin spoke with Yoav Gallant, the Israeli defense minister, and “expressed his deep concern about reports that Israeli forces fired on U.N. peacekeeping positions in Lebanon as well as by the reported death of two Lebanese soldiers,” the Pentagon said in a statement about the call.

Silvio Berlusconi died. But for her, the ‘Bunga Bunga’ scandal lives on.

Hardly a night goes by that Karima el-Mahroug does not think of what her life would be like if she had never met Silvio Berlusconi.

Fourteen years ago, el-Mahroug, then 17 and known as nightclub dancer Ruby Heart-Stealer, suddenly found herself at the center of a national scandal and global tabloid frenzy. Berlusconi, Italy’s prime minister at the time, was accused of paying her for sex during bacchanals he hosted at his villa near Milan in what became known as “Bunga Bunga” parties.

She denied it. He denied it. A court eventually acquitted him — and then he died. But the saga is not over for el-Mahroug, now 31 and desperate to move on.

“He messed up my life,” she said last week as she prepared to face yet another court hearing, she hopes the last. That hearing, on Monday, could determine if the case against her in the scandal will be dropped or move forward, keeping her life in suspended animation. She and other women in the case were accused of covering up for Berlusconi and receiving hush money for their alleged lies in court to protect him.

El-Mahroug acknowledges that she attended and danced at Berlusconi’s parties and returned repeatedly, receiving about 40,000 euros (about $44,000) as well as jewelry. But she denies breaking any laws and chalks up her behavior to her youth and need for money after a difficult childhood.

More than a year after the death of Berlusconi — a brash media mogul turned politician who dominated the country for

nearly three decades — he remains a potent presence.

His face is on stamps and campaign posters for his party, on cellphone covers, mugs and T-shirts. Giorgia Meloni is Italy’s prime minister, years after he brought the marginalized post-fascist political movement in which she was reared into the mainstream. And both supporters and detractors see his enduring influence in the country’s more raucous politics; in television shows that some see as freeing and others as vulgar and sexist; and in an economy that he sought to modernize but is still largely stuck.

“Italy has a Berlusconian imprint,” said Giovanni Orsina, director of the school of government at Luiss Guido Carli University in Rome.

Berlusconi’s long shadow has for years affected el-Mahroug, who came to Italy as a child from Morocco.

She has spent nearly half of her life as the object of media obsession as three different trials related to Berlusconi’s parties wended their way through the justice system. All the court cases bear her nickname, Ruby.

In the first trial, Berlusconi was accused of paying for sex with el-Mahroug, a minor, and abusing his office to cover it up. He was initially found guilty, but was later acquitted because of a lack of evidence that he was aware she was underage. In the second, several of Berlusconi’s associates were convicted of aiding and abetting prostitution by procuring women for the Bunga Bunga parties.

The last trial, focused on the accusations of hush money, involves about 20 women, including el-Mahroug. The women were acquitted by a lower court on procedural grounds, but prosecutors in Milan appealed the decision. The hearing Monday will address that appeal.

Some of the women who took part in the parties admit taking money or expensive gifts from Berlusconi, but they say he was not trying to buy their silence. In-

stead, they say, he had always been generous with them, even before the cases were opened, or he was compensating them for the damage the case inflicted on their lives and reputations.

According to wiretapped conversations reported in court documents, elMahroug said she had asked Berlusconi for 5 million euros in exchange for helping him in his trial. But in the interview last week, she denied receiving that sum and said that she had felt desperate at the time from the media attention and would have said anything by phone.

The other women in the case include a former Russian beauty queen who says she was Berlusconi’s longtime girlfriend and now lives in Thailand, a former “Big Brother” reality show contestant who is now a budding padel instructor, and a law school graduate.

They ended up in the middle of a scandal that, for many Italians, became emblematic of Berlusconi’s debasement of Italy’s top office, a general degradation of Italian politics to a sordid tabloid story, and his enemies’ single-minded zeal to take him down, even posthumously.

Even as his critics used the women as Exhibit A to show what they called Berlusconi’s depravity, the women say his enemies themselves reduced them to political ammunition.

“They killed me to get to him,” elMahroug said.

After the case exploded, she focused on raising a daughter she had with her boyfriend when she was 19 in Genoa. She later started a long-term relationship with a man who runs a health food restaurant there, and opened a beauty clinic that focuses on Botox injections and fillers — what she called her dream job.

But the scandal follows her.

A Google search for her name still shows provocative pictures of her, which she regrets, that were taken when she was not yet 18 and were splashed on newspaper front pages when the scandal broke. People on the street and in restaurants, and even her daughter’s friends, sometimes call her Ruby.

El-Mahroug said she had worked hard to prepare her daughter Sofia, now 12, for the teasing and worse that she expects to come Sofia’s way, despite the fact that the man at the center of the drama, Berlusconi, is gone.

“Knowing him cost me a lot,” she said.

All the good economic news vindicates Bidenomics

It’s hard to overstate just how good recent economic numbers have been.

On Friday, we learned that job growth is still solid while unemployment remains historically low. I think it’s safe to say that Donald Trump’s 2020 prediction that a Joe Biden presidency would mean a “depression” — a claim he’s now repeating by predicting a “great depression” if Kamala Harris wins — didn’t come true.

A week earlier we learned that inflation has continued to decline and is now more or less at the Federal Reserve’s target of 2%. This success has defied the view, held by many economists just a couple of years ago, that disinflation would require years of high unemployment.

So does this good news vindicate Bidenomics? I would say yes — but not quite the way you might imagine. Before I get there, a word on the inevitable attempts by Trump and those around him to deny the reality of the good news. Some, like Sen. Marco Rubio, R-Fla., are simply claiming that the numbers are “fake.” Aside from slandering some of the hard-working staff members at federal statistics agencies, such assertions ignore the fact that independent, private estimates also show strong job growth and low inflation.

The main response from Make America Great Again world, however, seems to involve insisting, as Trump did in a recent interview on the Fox Business channel, that “the illegal migrants coming into the country are getting the jobs.”

Claims like this get some surface plausibility from the fact that employment among native-born Americans has in fact been flat or declining in recent years. But this isn’t happening because the Americans born here can’t find jobs; the nativeborn unemployment rate is only 3.8%. It’s happening because baby boomers are getting older, and more and more of them are reaching retirement age and leaving the labor force. This is, by the way, something many economists, myself included, have been writing about for a long time.

If you correct for an aging population by looking only at adults in their prime working years, the employment rate among U.S.-born adults is higher now than at any point during the Trump administration.

In short, the good economic news is real, whatever Trump and his hangers-on may say. But does the BidenHarris administration deserve credit?

The fiscal stimulus provided by the American Rescue Plan, enacted early in 2021, surely helped the U.S. economy recover quickly from the pandemic recession. But it’s difficult to argue that it’s still driving job growth in the fall of 2024.

As for falling inflation, while the Biden administration did sign something called the Inflation Reduction Act into law in 2022, it basically had nothing to do with inflation; it was mainly a climate bill. Administration economists themselves attribute the decline in inflation since 2022 primarily to the unsnarling of supply chains that had been disrupted by the pandemic. Government policy may have helped this unsnarling a bit, but mainly it was a matter of our economy showing, once again, its remarkable ability to adapt to shocks.

But if Biden’s policies weren’t the main cause of low unemployment and inflation, why do I say they were vindicated? Because our success at getting to the good place where we are right now shows that progressive economic policies are, in fact, feasible.

If you read those misguided warnings from a few years ago that our economy was doomed to experience persistent inflation and recession, some represented sincere concerns that the inflation surge of 2021-22 — which was, by the way, global, occurring in many countries — would become entrenched.

But many of them had an unmistakable tone of satisfaction, implicitly or explicitly saying, “See, this is what happens when you spend money on things liberals want.” Indeed, the Biden administration pushed through major

assistance to families with children, big subsidies for clean energy, large investments in technology and more. Many stagflation doomers saw what they imagined to be a dismal economic outlook as, in effect, punishment for this ambitious agenda.

In other words, many of those dire predictions about the economy should be seen as ideological, or just cynical assertions that if you try to protect the environment and help families and important industries — as opposed to, say, cutting taxes on the rich — you’ll wreck the economy.

Some, like Elon Musk, are basically still saying that.

Except the punishment never came. America has instead experienced robust growth combined with falling inflation.

Will those who insisted that progressive policies are economically disastrous reconsider their views given how well we’ve done recently? Don’t hold your breath.

For the rest of us, however, the good economic news confirms that you can do well while doing good, that America can prosper in the present while preparing for the future by aiding children, building infrastructure, promoting the energy transition and more.

And that, at a fundamental level, is what Bidenomics was about — the assertion, now vindicated, that progressive policies can go hand in hand with prosperity.

5 new horror movies to stream for Halloween

Out this week, a period possession movie starring Sarah Paulson, a chef-driven supernatural thriller starring Ariana DeBose and more.

‘Hold Your Breath’

A mother braves the elements, and evil, in this busy but hackneyed feature debut from directors Karrie Crouse and Will Joines.

Sarah Paulson plays Margaret, a loving mother trying to shield her two daughters, Rose (Amiah Miller) and Ollie (Alona Jane Robbins), from sinister entities that she suspects lurk outside their isolated Dust Bowl home. Among them is a mysterious drifter (Ebon Moss-Bachrach) with questionable healing powers.

Crouse’s script hurls horror conventions against the wall — possession, survival, eco-disaster, home invasion, folk horror, body horror, religious mania — in hopes that something sticks. But nothing does, so what’s left is a movie about a grieving mother protecting her children from dust and wind for 94 minutes — a scary scenario for 1930s Oklahoma, the film’s setting. But not here.

Instead, there are predictable jump scares, creaking floorboards, silhouetted figures in the distance and every 10 minutes another fire for Margaret to put out. It’s “The Mist” but silt, “The Babadook” minus a Babadook, “The Night of the Hunter” with no edge. (Stream it on Hulu.)

‘V/H/S/Beyond’

Over 12 years and six franchise films, it’s been a mi-

xed bag for the “V/H/S” found footage anthologies. This new science fiction-themed installment is no different, offering only a single film worth fast-forwarding to watch: Justin Martinez’s spectacular, darkly comedic “Live and Let Dive.”

Written by Martinez and Ben Turner, it starts as a group of friends squeeze into a plane and prepare to sky-dive to celebrate a pal’s birthday. But their plane gets hit by turbulence, not from wind but by an alien invasion. After a spaceship crashes into the plane, bodies fall through the air and some survivors land in a citrus grove, where the monstrously longlimbed creatures finish them off except for the leading man with the camera. It’s unclear if Martinez shot the film while skydiving, but it looked real as hell — found footage gold.

The other short films in this anthology pack visual punches but lack fleshed-out scripts. They would be great to have in the background at a Halloween party. (Stream it on Shudder.)

‘House of Spoils’

One of the more peculiar horror subgenres is the restaurant film, from schlock like “Blood Diner” to the dark comedy “The Menu.” This supernatural thriller from writer-directors Bridget Savage Cole and Danielle Krudy — former servers in New York City restaurants — is a well-intentioned but unfilling addition to the menu.

Ariana DeBose plays an ambitious chef who with a wealthy business partner (Arian Moayed) and a fellow chef (Barbie Ferreira) opens a high-end restaurant she hopes to turn into a destination. The problem is that the restaurant sits on land saturated with the blood and sweat of undervalued ancestors thirsty for their due.

DeBose, a charismatic stage actress, here looks disinterested, a deadly state for a movie chef in the “Bear” era. Not even her character’s waking nightmares — of slimy black bugs crawling from elaborately plated dishes — unnerve her much. Or make her leave, an inveterate horror movie conundrum the script never satisfactorily addresses.

Then again, for many women in the restaurant business, survival can mean staying at a job that surrounds you with monsters. (Stream it on Amazon Prime Video.)

‘Salem’s Lot’

On Nov. 17, 1979, CBS aired a Gen X horror touchstone: “Salem’s Lot,” Tobe Hooper’s miniseries adaptation of Stephen King’s 1975 bestselling vampire novel. Its blood-chilling bedroom visitation scenes are master classes in timing and reveal.

It’s hard to imagine any generation being scared by this paint-by-numbers adaptation written and directed by Gary Dauberman and starring Lewis Pullman as a successful novelist who moves back to his Maine hometown, where he joins locals in fighting off a hostile vampire takeover.

Tonally, the film veers like a drunk Dracula on Halloween night, from Spielberg-like family film to Gothic melodrama to a Hallmark Channel romance. Not even three terrific actors — Bill Camp, John Benjamin Hickey and Alfre Woodard — help the film pump fresh blood into the source material. If there’s a bright spot, it’s Virginia Johnson’s era-fabulous costumes. (Stream it on Max.)

‘The Platform 2’

Much like the “Human Centipede” films, Galder Gaztelu-Urrutia’s stomach-churning, Spanish-language thriller “The

Platform” (2019) introduced a brutal sui generis world of desperate and repulsive circumstances. It’s set in a vertical prison where inmates get food delivered via a platform that moves between floors. The problem is that by the time the platform reaches the final floor, there’s nothing left to eat except body parts left over from fights over leftovers.

Gaztelu-Urrutia’s frustrating sequel piles on too many new rules and new characters, including a Messiah figure, that unnecessarily fatten the run time. (The original is barely recapped, so viewers will be lost without having seen it.) There is gore galore but whatever pleasure that brings gets undercut by repetitive chatter about global food distribution and relative morality — discussions as cinematically thrilling as a U.N. dossier. The surprising French city where pizza rules

On a balmy night in Marseille, France’s second-largest city, crowds move through the graffiti-toned streets of the central Cours Julien neighborhood. Buildings are splashed in color as if the nearby Mediterranean had washed up, ebbed out and left behind pigments of a shattered rainbow.

It’s almost midnight. The square is still buzzing with people cracking jokes and taking swigs of pastis. Restaurants are mostly closed, but a warm glow beckons from open counters, where the scent of tomato sauce, cheese and dough wafts through the air.

“Here, the late-night food isn’t really kebabs or crepes,” my Marseille-native friend Simon told me when I moved to the city just over a year ago. “It’s pizza.”

Marseille pizza has a harder crust than the soft Neapolitan style. It’s typically made with Emmental cheese instead of mozzarella. Some say this is simply because Emmental was traditionally more readily available; others swear it’s saltier and richer. Pizza makers frequently swap Provençal marjoram for oregano; sometimes they sprinkle raw garlic on top.

Marseille is a mosaic of the people, culture and history that shape it. Pizza is a way to explore that mosaic.

‘Pizza That Has a Story’

The classic Marseille slice is the moitié-moitié (halfhalf), a tomato-based pie with anchovies on one side and cheese on the other. The Armenian has minced beef, onions and peppers. Sweet figatelli sausage and brousse cheese, which is similar to ricotta, top the Corsican slice. Halal pizza is available in Noailles, a neighborhood near the port.

That variety reflects the city itself. Italians first brought pizza to Marseille in the late 19th century, and since then, waves of immigrants, from places like Armenia, Corsica and Algeria, have all embraced the dish and made it their own.

“It’s not very different from other big industrial port cities, but the difference in Marseille, a bit like New York maybe, is that there’s a sort of narrative of cosmopolitanism,” Céline Regnard, a local historian, said. “The city thinks of itself as a melting pot.”

Italian immigrants arrived in Marseille en masse throughout the late 1800s and early 1900s, many landing in Le Panier, the city’s oldest district, where they opened restaurants like La Bella Pizza, the city’s first recorded pizzeria.

Joséphine Roccaro and her husband ran a farm in Sicily before moving to Marseille sometime in the 1920s — their family isn’t sure of the exact year. Roccaro initially sold pizza on the street from a wooden crate. Then in 1924, she opened La Bella Pizza.

The original restaurant no longer exists. But near the Cours Julien, a discreet black door opens to the radiating hum of a dimly lit, crowded room. Wineglasses clink like wind chimes. The pizza maker twists and twirls dough against the backdrop of a fiery oven. The space is narrow, but when the weather’s nice — which is most of the time in Marseille — diners spill out onto the terrace. This is the La Bella Pizza of today, and it’s run by Romain Sapienza, 34, Roccaro’s greatgreatgrandson. During a recent visit, Sapienza strolled out from behind the counter with

a smile. He opened the restaurant in 2021 after spending years in an office job. He was eager to work with his hands, he said, making the motion of kneading pizza dough.

When he was growing up in a nearby town, his parents’ and grandparents’ house — which were less than half a mile away from each other — were both equipped with pizza ovens in the backyard, he said, as he flipped through some old photo scans on his phone.

In one picture, the family gathered around a white plastic table draped in floral cloth as his grandmother sliced a pizza. Sapienza said his grandparents owned their own Marseille restaurant, which had a different name, in the 1960s. There, he said, drug traffickers and pimps would dine next to the police chief and tourists.

La Bella Pizza makes Marseille-style pizza topped with fresh garlic; Sapienza said a slice should be crisp enough to be held with three fingers — thumb, index and middle — and it should be hard on the bottom and soft inside.

“Marseille pizza is a pizza that has a story,” he said. “We sense the history, the humanity, the culture through food and how it’s eaten.”

Where ‘the Truck’ Rules

Takeout pizza is big in Marseille; more than 50 trucks roam the city, parking in different locations depending on the day. People bring pizza to the seaside and casual bars, sometimes offering to share with whoever’s nearby. When the home soccer team, Olympique de Marseille, plays a match, it feels as if everyone in the city has a slice in hand. Many even eat it on the move, a rarity in France, where sitting down for meals is sacramental.

On Thursdays, starting at around 4 p.m., a white truck belonging Bruno Lafaurie, 48, the treasurer of the local pizza truck union, usually parks just opposite the Notre-Dame du Mont church, a few steps away from La Bella Pizza. One afternoon, a colleague of Lafaurie’s was backlit behind the countertop. He moved in a steady rhythm, making multitasking look like an effortless, subconscious dance. He took an order, pivoted and slid a pie into the oven before spinning back to the counter and reaching up top for napkins. He served the customers then turned back to the fridge, grabbed a mound of dough and slammed it onto the counter, kneading, stretching, spreading sauce, sprinkling cheese and sliding it into the oven.

For 15 years, Lafaurie has been running this delicious but nondescript operation: “There’s no name,” he said when I sat down with him for coffee. “‘The truck,’ it’s called.”

You are more likely to find offerings like the Corsican and Armenian slices at these trucks, which offer more expansive menus than sit-down restaurants.

“Each wave of immigration adds its stone to the edifice,” Lafaurie said. “Every pizza has influences of its era.”

Nobel physics prize awarded for pioneering AI research by 2 scientists

John J. Hopfield and Geoffrey E. Hinton were awarded the Nobel Prize in physics Tuesday for discoveries that helped computers learn more in the way the human brain does, providing the building blocks for developments in artificial intelligence.

The award is an acknowledgment of AI’s growing significance in the way people live and work. With its ability to quickly make sense of vast amounts of data, machine learning that uses artificial neural networks already has a major role in scientific research, the Nobel committee said, including in physics, where it is used for the creation of “new materials with specific properties.”

The breakthroughs of Hopfield and Hinton “stand on the foundations of physical science,” the committee said on the social platform X. “They have showed a completely new way for us to use computers to aid and to guide us to tackle many of the challenges our society face.”

Journalists took turns asking Hinton, who has been called the “godfather of AI,” questions about his work, and he expressed worries over machine learning and said it would have an extraordinary influence on society.

“It will be comparable with the Industrial Revolution,” he said. “Instead of exceeding people in physical strength, it’s going to exceed people in intellectual ability. We have no experience of what it’s like to have things smarter than us.”

While Hinton expressed his concerns, he shared that the advanced technology would bring much better health care. “It’ll mean huge improvements in productivity,” he said. “But we also have to worry about a number of possible bad consequences, particularly the threat of these things getting out

of control.”

Who are the winners?

Hinton, born just outside London, has mostly lived and worked in the United States and Canada since the late 1970s. He recently retired from his job as a researcher and vice president at Google — in part, he said, so that he could speak freely about the rise of AI — and is a professor of computer science at the University of Toronto.

Hinton began researching neural networks as a graduate student at the University of Edinburgh in the early 1970s, a time when few researchers believed in the idea. Forty years later, Hinton doubled down on the concept, starting a new effort with the help of other researchers to tackle the technology with backing from the Canadian government.

After Hinton and two of his graduate students made a breakthrough with the technology in 2012, he joined Google. In 2019 — together with Yoshua Bengio, a professor of computer science at the University of Montreal whose research focuses on ensuring that AI is developed safely, and Yann LeCun, the chief AI scientist at Meta — he received the Turing Award, often called the “Nobel Prize of computing,” for their work on neural networks.

Hopfield, a Chicago native, is an emeritus professor at Princeton University known for seminal discoveries in computer science, biology and physics.

Hopfield began his career at Bell Laboratories in 1958 as a physicist studying the properties of solid matter, but felt limited by the boundaries of his field. He moved to the University of California, Berkeley as an assistant professor in 1961 and joined the physics faculty at Princeton in 1964. Sixteen years later, he moved to the California Institute of Technology as a professor of chemistry and biology, and in 1997, returned to Princeton, this time in the department of molecular biology.

In the 1980s, his work focused on how the processes of the brain can inform how machines save and reproduce patterns. In 1982, Hopfield developed a model of neu-

ral networks to describe how the brain recalls memories, known today as the Hopfield network. This enabled the ability for machines to “store” memories using artificial neural networks.

Why did the committee say the scientists were receiving the prize?

Both laureates helped lay the foundation for machine learning, the committee said. Hopfield “created a structure that can store and reconstruct information,” it said, while Hinton “invented a method that can independently discover properties in data and which has become important for the large artificial neural networks now in use.”

Hinton told the committee by telephone Tuesday that he was “flabbergasted” by the news of receiving the award. “I had no idea this would happen.”

Hinton, who said he was speaking from a “cheap hotel” in California, said the news had come like a bolt from the blue. “I was going to get an MRI scan today, but I think I’ll have to cancel that.”

her fight against the oppression of women in Iran and her fight to promote human rights and freedom for all.” Mohammadi is serving a 10-year sentence in an Iranian prison where her attorneys have raised concerns about her well-being.

— The Nobel Memorial Prize in Economic Sciences will be awarded Monday by the Royal Swedish Academy of Sciences in Stockholm. Last year, Claudia Goldin was awarded for her research uncovering the reasons for gender gaps in labor force participation and earnings.

While NBA plays in Abu Dhabi, critics cry ‘sportswashing’

ABU DHABI, United Arab Emirates — Jaylen Brown, the Boston Celtics star, grabbed the microphone, ready to delight the crowd 6,600 miles from home.

“As-salaam alaikum, Abu Dhabi!” he said energetically, offering a common greeting in the region.

The crowd cheered. Brown, who grew up in Georgia, introduced himself and thanked the crowd in Arabic to more cheers.

“I’ve been working on my Arabic,” he said later.

It was a festive beginning on Friday to the NBA’s third annual trip to Abu Dhabi, the capital of the United Arab Emirates, for preseason games. This time the league sent its past two champions, the Celtics and the Denver Nuggets, along with the championship trophy and several former NBA players, including Celtics great Kevin Garnett.

Abu Dhabi has become the NBA’s hub in the Middle East. The players visited cultural sites, league and team personnel met with business partners, and the league showcased the work it has done with children, especially girls, in the region. Abu Dhabi in turn presented its modernization, luxury resorts, low crime rates and commitment to religious tolerance — a message prominently displayed at its cultural sites.

But shading the edges of the event was the murky ethical space that companies enter when they do business in countries like the Emirates, which is ruled as an autocracy with limits to freedom of expression, speech and the press, and which provides arms to fighters accused of atrocities in a devastating civil war in Sudan. Criticizing the government or its leaders is illegal and can lead to long prison sentences, and workers are often subject to inhumane or life-threatening conditions, according to human rights groups and the State Department.

As the NBA expands globally, the league has confronted questions about which governments it chooses as partners. Human rights watchers have condemned its relationships in China, Rwanda and the UAE, saying they help repressive regimes distract from their bad acts. It is a criticism leveled at many sports and entertainment attractions — from the World Cup and Formula One to Netflix and pop stars — that have increasingly done business in the region in recent years.

tute, an American think tank that focuses on foreign policy, said of the country’s leaders. “When you think of the UAE, they want you thinking about tennis. They would love for you to think about the NBA.”

Calling the effort a form of “rebranding” — it is sometimes known as “sportswashing” — Freeman said the UAE would “much rather have you thinking about that than all the bad things that are also part of their reputation.”

Adam Silver, the NBA’s commissioner, said the league consulted the State Department before going into a new country and that the agency was supportive of its presence in the UAE, a U.S. ally.

“We believe we can lead by example here,” Silver said. “Our American values travel with us around the world when we’re on the ground. And ultimately, it’s a decision that engagement, and we see it firsthand, is positive for these communities and that we don’t believe we would benefit these markets by either divesting or disengaging.”

The U.S. ambassador to the UAE, Martina Strong, attended Friday night’s game. When asked why she supported the NBA’s involvement in the UAE despite concerns raised by human rights groups, Strong sent a written response. She did not address human rights issues, and said her office was “proud” of the NBA’s partnership in Abu Dhabi.

“We commend the NBA’s commitment to promoting universal values — teamwork,

sportsmanship, partnership and diversity — that transcend borders and cultures,” Strong said. She added that the league’s work expanding “access to basketball and encouraging greater female participation reflects the broader mission of the United States to support inclusivity and create opportunities for all.”

Although women still face some legal and economic discrimination, according to the State Department and human rights groups, the UAE has made significant reforms to legislation regarding women in recent years. There are laws criminalizing same-sex relations, but they are not usually enforced, the State Department said.

Silver said the league looked at how the broader business community engaged with the country. New York University and Microsoft both have a presence in Abu Dhabi. Warner Bros. has a theme park here. The Guggenheim Foundation plans to open a museum. The league chose Abu Dhabi over interest from other cities, including Dubai, which is also in the UAE, and Doha, Qatar.

The UAE’s work with the NBA fits a broader pattern of seeking influence in the United States, Freeman said.

“They have influenced every possible vector that there is,” he said. “They have this sort of all-star team of lobbyists and PR firms working for them.”

The Emirati Embassy in Washington did not respond to a request for comment. Several public relations firms were engaged during the NBA’s stay in Abu Dhabi to promote the event and tourism in Abu Dhabi.

Human rights groups are skeptical that sports effect enough change in repressive countries to make their presence a net positive.

Human Rights Watch said on its website that it had sent a letter to the NBA on Sept. 30 asking the league to take action to address human rights issues in the Emirates.

Silver said the Emirati government did not impose any restrictions on the league’s operations in Abu Dhabi, and that if it did the league would not have come. He also disagreed that the NBA’s presence helped hide abuses.

“Sports brings disproportionate attention, it seems, to issues positive and negative,” Silver said. “And I think what comes with this region attracting high-profile sports, no different from the World Cup that took place in Qatar, there’s been enormous amount of discussion around people’s opinions of those markets and the activities there.”

The Middle East is a valuable market for the NBA for several reasons. As governments in the region have looked to diversify their economies away from oil and gas, they have spent billions of dollars on sports teams and leagues and major sporting events. And the area’s riches can be a boon for the league. In addition to sponsorships from Emirati entities, sovereign wealth funds are allowed to buy small stakes in NBA teams.

As it does in other markets, the NBA encourages participation in basketball as a way to build a fan base. It says basketball participation has grown 60% in the Emirates and 54% in the Middle East since 2022, when the league began playing games here.

Both the Celtics and the Nuggets wanted to be a part of the trip to Abu Dhabi, said Mark Tatum, the NBA’s deputy commissioner.

“We’re a global brand, the Celtics, just like the NBA,” said Rich Gotham, the team’s president. “This is a region of, sort of, exponentially growing fandom outside of the U.S.”

The Celtics began a sponsorship deal with Experience Abu Dhabi, an extension of the Department of Culture and Tourism, in March in line with discussions about playing in Abu Dhabi. As part of that partnership, they unveiled a basketball court in Abu Dhabi during their trip. A Celtics logo covers center court, and the rest of the floor is decorated with designs from local blanket weavers.

“From a business standpoint, the brand awareness is incredible that you can build coming over here,” said Josh Kroenke, the vice chair of Kroenke Sports and Entertainment, which owns the Nuggets. “And on a team level I think it’s great because it gets our guys out of Denver, exposes them to a region of the world that maybe some of them hadn’t been before.”

Kroenke said he had never been to the Middle East before, despite having some business connections with the region. He was eager to be part of the trip and now says he can’t wait to return. He is co-chair of the English Premier League soccer club Arsenal, which has sponsorships with Emirates, an airline owned by Dubai’s government. The airline also sponsors the NBA’s in-season tournament.

Kroenke declined to comment when asked about sportswashing concerns.

Gotham said the Celtics preferred to focus on the positive impact they could make.

“We don’t look at it politically,” he said. “We look at it and say, ‘What is a good contribution that we can make?’”
