US Treasury awards $10 million to credit unions for development

The federal Treasury Department, in a significant move to bolster the lending capacity of credit unions and address the escalating need for economic and community development in Puerto Rico, has announced an allocation of $10.2 million in grants.

The allocation is specifically for eight savings and credit unions and one local federal credit union, facilitated through the Community Development Financial Institutions Fund (CDFI Fund).

René Vargas Martínez, vice president for Puerto Rico and the Virgin Islands at Inclusiv, said that among the credit unions that received the competitive allocation are the Dr. Manuel Zeno Gandía Savings and Credit Cooperative in Arecibo, with $1.3 million, and La Puertorriqueña Savings and Credit Cooperative in San Juan, with $1.3 million.

Likewise, the Savings and Credit Cooperative of Caguas, the Savings and Credit Cooperative of Isabela, the Savings and Credit Cooperative of Lares and Central Region, the Savings and Credit Cooperative of Manatí, the Savings and Credit Cooperative of Valenciano in Juncos, and VAPR Federal Credit Union in Guaynabo each received $1.1 million. The Savings and Credit Cooperative of Lomas Verdes, Bayamón was awarded $1 million.

With the allocation, the total investment of the U.S. Treasury in Puerto Rico’s co-op system amounts to almost $322 million in the past six years. The grants have allowed the cooperatives to develop new financial products and offer online services such as mobile banking, check deposits and loan applications.

Vargas Martínez underscored that the new allocation is a testament to the pivotal role of cooperatives as catalysts of economic and community development on the island. The recognition should instill a sense of pride and involvement among the stakeholders, he said.

“Cooperatives continue to be key players in the economic development of Puerto Rico, and this investment represents an opportunity to continue expanding their impact in the communities they serve,” Vargas Martínez said. “With these investments, they will be able to expand their offering of personal loans, mortgages, small business financing, and affordable green loans. We reaffirm our commitment to eliminate barriers for cooperatives to access the same public and private sector investment tools as institutions outside the island, thus contributing to the economic development of Puerto Rico.”

Financial Assistance (FA) grants are competitive and are awarded in the form of grants, capital investments, deposits, and shares in community development financial institutions.

Vargas Martínez noted that, in this case, cooperatives must match dollar for dollar the federal funds received, which allows them to multiply the impact of the investment to meet the demand for accessible financial products in

low- and moderate-income communities.

“FA funds are used to expand operations to new areas, serve new populations, offer new products, and increase the volume of financial services,” he said. “This support has facilitated the creation and expansion of companies, the generation of jobs, the development of affordable housing, and the increase in home financing, strengthening communities at the local and national level.”

Mabel Jiménez Miranda, executive president of the Corporation for the Cooperatives Supervision and Insurance Corp., stressed that the new investment is excellent news that confirms the strength of the cooperative sector and its ability to meet the highest regulatory standards while continuing to be key players in the island’s economic development.

“From our position as regulators, it is encouraging to see how the Puerto Rico cooperative system has achieved extraordinary results, backed by an investment of more than $312 million in CDFI funds,” she said. “Between 2018 and June 2024, we have witnessed sustained growth in key areas: the number of members has grown by 16%, assets have increased by 36%, and the loan portfolio has increased by 53%. The 147% increase in mortgage loan originations and 80% in commercial loans are clear indications that cooperatives are responsibly using their resources. In addition, the spectacular 1,198% growth in investments in green projects reinforces their commitment to sustainability. These figures not only reflect the cooperatives’ good financial management and ability to adapt but also represent positive news for the economic future of Puerto Rico.”

Lawmaker calls for regulation of LG tanks following explosion at Trujillo Alto home

In an effort to avoid unfortunate situations such as the explosion that occurred in a residence in Trujillo Alto, Rep. Estrella Martínez Soto called for the passage of legislation to regulate the installation of liquefied gas tanks at residences.

On Monday, a house in Trujillo Alto was destroyed and one person was killed as the result of a gas explosion.

In 2022, Martínez Soto introduced House Bill (HB) 1114, which sought to establish the “Law for the Inspection and Certification of Liquefied Gas Installations in Residences and Businesses in Puerto Rico.” Although the House of Representatives passed the bill, it remained in limbo in the Senate Rules and Calendar Committee. Therefore, the measure will be a priority in the next legislative session, which begins in January 2025.

The increasing use of liquefied gas as an energy source in Puerto Rico in response to high demand and high prices for electricity has highlighted the need for stricter regulation.

Therefore, the lawmaker representing District 27, which includes Santa Isabel, Coamo, Aibonito, Salinas and Juana Díaz, stressed the importance of establishing regulations to guarantee the safety of those who use the fuel.

Governor open to a post-election extraordinary session of Legislature

Gov. Pedro Pierluisi Urrutia said Tuesday that he is open to the possibility of calling an extraordinary session after the elections if he reaches agreements with the Legislative Assembly.

“Right now there is no legislative session. I am still receiving bills for signature or veto,” the governor said in response to questions from the press. “There is always the possibility of an extraordinary session. I have not made that decision. If I were to call an extraordinary session, I am inclined to do so after the elections, but before the end of the year. And I would have to reach a pre-agreement regarding it with the legislative leadership, because I do not want to create unnecessary controversies.”

Pierluisi said he believes that if he reaches an agreement with the Legislature, one of the proposals that could be approved would be amendments to the inventory tax.

“But again, I am not making that decision now because I do not want to act unilaterally,” he said. “... If you see that I am calling an extraordinary session, it is

because I have made some agreements with the legislative leadership regarding what will be considered in that extraordinary session. That issue could be one. Another issue, by the way, could be the global minimum tax. These are two important issues that have not been addressed to date; they could be addressed in an extraordinary session. …”

The governor said his intention is to gain approval for a measure that freezes the municipal tax while a substitute is found.

“In order to eliminate the inventory tax, legislation must be passed,” Pierluisi said. “I supported a bill that sought to freeze the amount received for the inventory tax for a period of five years and during that period to find a substitute. What happens is that the legislation, as it was presented, was not finally approved because the truth was that at the end of that period of time there was an automatic elimination of the tax and the tax should not be eliminated without having a substitute. What I favored was that the legislation always basically gave the opportunity to the legislative branch and to the municipalities through

“Unfortunately, today a person died after an explosion in Trujillo Alto,” Martínez Soto said. “This brings House Bill 1114 back to public discussion. I hope it can be passed during the next legislative session to give our people an additional tool.”

The measure establishes that all homes and businesses with liquefied gas service must have their liquefied gas containers and lines inspected for the safety of families and to ensure they are ready to be delivered.

In addition, the bill creates a structure to reinforce the safety of the use of liquefied gas tanks in homes. It would establish collaboration with entities such as the Department of Consumer Affairs, the Firefighters Bureau and liquefied gas companies to establish educational campaigns that firefighters and liquefied gas companies would conduct for citizens.

“I think that a committee or commission can be created that represents the private sector, the municipalities, so that over the course of a period, say, five years, a substitute is found,” the governor added. “And in the meantime, the amount is frozen, which becomes an incentive to have more inventory, because you are not going to pay more for the additional inventory.”

Energy Bureau rejects rate increase requested by LUMA

The Puerto Rico Energy Bureau (PREB) has rejected LUMA Energy’s request to adjust the factors of the electricity rate clauses for the period from October to December 2024, according to a resolution and order issued earlier this week.

“The factors of the Fuel Purchase Adjustment Clauses, Energy Purchase and Fuel Subsidy will remain unchanged until December 31, 2024,” the PREB stated in its resolution issued Monday.

“After evaluating the Motion of September 26, the Energy Bureau DENIES the report of quarterly adjustments to Genera’s fuel budget presented through the Motion of September 18, since the current factors remained unchanged,” the resolution adds.

The PREB warned LUMA Energy, the private operator of Puerto Rico’s electric power transmission and distribution system, that failure to comply with thE determination could result in fines of up to $25,000 per day, according to Article 6.36 of Law 57-2014, in addition to other administrative sanctions.

Caribbean region’s largest water testing lab opens in Caguas

Gov. Pedro Pierluisi Urrutia on Tuesday inaugurated the Puerto Rico Aqueduct and Sewer Authority’s (PRASA) Central Laboratory in Caguas, which was destroyed by Hurricane Maria in 2017.

Attending the ribbon cutting were PRASA Executive President Doriel Pagán Crespo; Central Office for Recovery, Reconstruction and Resilience Executive Director Manuel Laboy Rivera; and Andrés García Martinó, the deputy federal coordinator for disaster recovery at the Federal Emergency Management Agency (FEMA).

The laboratory helps test the quality of the island’s water, which has been in the headlines due to high levels of metals.

“Today, we continue to take firm steps in favor of the safety and quality of our drinking water services throughout Puerto Rico. Maintaining and repairing our water systems is a priority to maintain the water quality standards and all the

essential services we provide to our people,” the governor said. “The laboratory is essential because it guarantees compliance with state and federal regulations and standards for our water quality in Puerto Rico. This is the only laboratory in the Caribbean certified by the Environmental Protection Agency and the Department of Health to perform critical tests on water quality.”

The governor noted that the new laboratory is not just a facility, it is a modern installation that establishes a point of reference in the monitoring of the quality and safety of the island’s water systems. The project represents a total investment of $37.3 million, of which $33.6 million was provided by FEMA, while the remainder came from the federal Department of Housing and Urban Development’s Community Development Block Grant Disaster Recovery Program.

“Certainly, today is a great day for PRASA; this is the result of hard teamwork, which led us to make our new

laboratory a reality,” Pagán Crespo said. “After Hurricane Maria, our laboratory was destroyed; our commitment to our customers led us to look for other alternatives for temporary space to continue offering the service. This building becomes the largest structure in the Caribbean for these purposes. Here, we receive more than 120,000 samples annually to be analyzed and validated in compliance with regulations and quality standards. We are the only certified laboratory in the Caribbean to perform the Cryptosporidium/Guardia analysis, one of the EPA standards.”

García Martinó of FEMA said “the staff of our agency worked very hard to move this project forward.”

“The agency’s funds covered the work on the infrastructure and contributed to replacing the technical equipment, which allowed us to expand the number of tests carried out,” he said. “The greatest satisfaction is knowing that these facilities will contribute to the health of a resource as essential as water for customers throughout the island.”

González Colón reaffirms support for health professionals

Resident Commissioner Jenniffer González Colón, the New Progressive Party (NPP) candidate for governor, on Tuesday reiterated her support for the development of health professionals, such as nurses in all their categories.

The health proposal of the NPP government program, #AcciónPR, includes “we will identify resources to improve the salary and working conditions of health professionals who do not bill -- such as nurses, medical technologists, respiratory therapists, paramedics, etc. -- who have not directly benefited from the increases in payments under the Vital Plan.”

The action that González Colón, if elected governor, and the NPP will implement extends to the claim made this week by advanced practice nurses, whose union pointed out that the position of the Puerto Rican Independence Party and its candidate for governor threatens the professional

development of nursing.

In 2015, the law regulating the practice of nursing was approved, recognizing the contribution of nurse practitioners. González Colón and the NPP in #AcciónPR recognize the importance of nurse practitioners, who have been primary providers working hand in hand with physicians. The NPP’s policy position is that the profession is increasing access to preventive and health promotion services, which helps reduce health complications and hospital admissions.

Nurse practitioners work in collaboration with physicians to perform functions such as reviewing medical records and advanced physical examinations, formulating a diagnosis and treatment plan including pharmacological and non-pharmacological interventions, and referring patients in a timely manner to other health professionals according to their needs. Research studies have shown that the collaborative model between physicians and nurse practitioners ensures a high level of quality in the health service delivery chain.

DACO moves to prevent price gouging amid US ports strike

The Department of Consumer Affairs (DACO by its Spanish acronym) was to send inspectors starting Tuesday morning to prevent businesses from raising prices using the longshoremen’s strike called at several U.S. ports as an excuse, Rep. José Aponte Hernández said. “I spoke with the Acting Secretary of DACO to send inspectors to businesses and confirm that there are no unjustified price increases in view of the possible strike,” Aponte said in a written statement.

Gulf ports just after midnight on Tuesday morning after their demands were not met (see related story on page 7). The strike called by the International Longshoremen’s Association could affect the port of Jacksonville, Florida, which handles 80% of the products that are shipped to Puerto Rico.

Ports Authority Executive Director Joel Pizá Batiz said Jacksonville’s operations for Puerto Rico will not be directly affected and that the island has enough products for several weeks.

Rescuers push through Helene debris to find people and restore power

Rescuers fanned out across the North Carolina mountains

Tuesday, scouring the region for missing people and rushing supplies to the many communities still in dire need of food, water and power after Hurricane Helene.

“The challenges are immense,” Gov. Roy Cooper said at a news conference Tuesday, adding that 92 search-and-rescue teams were working across the state.

More than 130 people across six states died as a result of the storm, and the toll was expected to rise. Almost a third of those killed were in the county surrounding Asheville, North Carolina, where an unknown number of people were still

unaccounted for Tuesday.

The military has joined the relief and rescue efforts. Maj. Gen. Todd Hunt, the head of the North Carolina National Guard, said 800 soldiers were on duty as of Tuesday morning, pushing into more cutoff parts of the state. “By this afternoon,” he said, “we should have guardsmen in every affected county.”

Rescue efforts across southern Appalachia were complicated by the many roads that had, until recently, served as lifelines for small mountain towns. Hundreds of roads were flooded, destroyed or blocked by debris. In some parts of the Carolinas, power remained scarce after flooding from the storm submerged electrical substations, and cellphone service was spotty or nonexistent in many places.

It is currently far out over the

expect it could grow to become a powerful hurricane in the next few days.

This year had been forecast to be an exceptionally active season, but was mostly characterized by an extended lull for much of August and September. Things picked up last week, though, with Hurricane Helene hitting Florida late Thursday as a powerful and destructive Category 4 storm. Hurricane Isaac and Tropical Storm Joyce also formed within days of each other last week, though neither was a threat to land.

The scope of the damage left state and federal politicians reaching for superlatives Monday. Gov. Brian Kemp of Georgia said the storm was “unprecedented.” Cooper described the destruction in North Carolina as “beyond belief.” Vice President Kamala Harris called the damage “heartbreaking,” and President Joe Biden said the hurricane was “history-making.”

Biden has promised long-term aid, and the White House announced that he would visit North Carolina and South Carolina on Wednesday. He also said he planned to visit Florida and Georgia as soon as possible.

Helene made landfall in northwestern Florida on Thursday as a Category 4 storm, with winds of 140 mph. It caused record-breaking storm surges in the Tampa Bay region of Florida, flash flooding in Atlanta and power outages as far north as Cincinnati.

Across the South, strong winds toppled trees. Tornadoes destroyed homes. Flash floods overwhelmed entire neighborhoods, and landslides destroyed public infrastructure, including for drinking water, which remains a key concern for emergency workers.

Water systems in the rapidly growing city of Asheville were badly damaged, and officials said that restoring the full system could take weeks. Officials were working to truck in drinkable water for the city’s 94,000 residents.

“This crisis will likely be a sustained crisis, because of water system issues,” Cooper said Tuesday.

The Gilded Age-era Biltmore Estate in Asheville, one of the region’s best-known landmarks and tourist attractions, was closed indefinitely to assess property damage, its owners said Monday. But commercial air travel had resumed at the Asheville Regional Airport as of Tuesday morning, though there were still some cancellations.

For days, unreliable power and phone service have posed major problems, making it hard for officials to know the extent of the damage in some hard-to-reach spots. More than 1.5 million electricity customers from Florida to West Virginia were still without power Tuesday, according to the tracking site poweroutage.us.

More than 2,000 people were staying in shelters in Florida, Georgia, the Carolinas and Tennessee on Tuesday morning, according to the Federal Emergency Management Agency, with nearly half of those in North Carolina.

In booming Asheville, residents rethink their sense of safety

Erica Scott, a wedding photographer, spent much of her life in California, but moved to Asheville, North Carolina, 16 years ago with a sense that she was leaving behind the perpetual threat of natural disasters. With its cool mountain climate and a setting hundreds of miles from the ocean, the city seemed like a refuge from some of the worries that come with a warming planet.

“I had always felt like we were safe from climate change in this region; we talked about that a lot in town,” said Scott, 55. “But now this makes me question that maybe there’s nowhere that’s safe.”

Parts of Asheville, a fast-growing and culture-rich gem of the Blue Ridge Mountains, were wrecked by water and mud after Hurricane Helene roared up from the Florida coast Friday, triggering catastrophic flooding across a broad swath of the Southeast.

Western North Carolina saw some of the worst of it, with Gov. Roy Cooper calling it “one of the worst storms in modern history” for the region. On Monday, the city and many of the surrounding towns had no running water; power and cell service remain scarce.

Asheville, set along the French Broad River, has a long history of flooding, most notably in 1916, when a pair of powerful summer storms engorged rivers and killed scores of people. Another river, the Swannanoa, flows nearby.

But the threat posed by water had receded from the minds of many locals as the city flourished in recent years as a haven for artists, chefs, brewmasters, entrepreneurs and retirees. There was even a sense that the threat was somewhat under control: A 2016 article on the city’s website was titled “100 years after the Flood of 1916, the City of Asheville is ready for the next one.”

Hurricane Helene proved that Asheville, about 500 miles from where the storm made landfall in Florida, was no refuge from the heavier rains that experts say are becoming more frequent as air and ocean temperatures rise.

The realization came hard.

“When I was a dance educator in the public schools, we had tornado drills every month, but we never talked about hurricane drills or hurricane preparedness,” said Barrie Barton, 64, a public-speaking coach who runs the local TEDx conference series and grew up in Asheville. “It caught a lot of us off guard.”

The Blue Ridge Mountains around Asheville have historically been an inspiration for the wealthy and the creative: In the late 19th century, George W. Vanderbilt II, scion of the industrialist Vanderbilt clan, commissioned the 250-room Biltmore Estate outside of town, and it continues to be a top tourist draw. In the mid-20th century, the now-defunct Black Mountain College,

a few miles east of Asheville, attracted pioneering artists such as Merce Cunningham, Cy Twombly and Willem de Kooning.

The mountains also attracted subsequent generations who helped fuel Asheville’s current golden period. But the mountains were not the only draw. Some new age adherents believe that Asheville, like Sedona, Arizona, is in a powerful “energy vortex,” an idea that brought waves of spiritual seekers starting around the early 1990s.

Water also played a role. In the mid-1980s, artists and craftspeople began moving into the big, cheap warehouses in what became known as the River Arts District, along the French Broad River. They served as a catalyst for what would become a booming arts scene. Meanwhile, craft brewers found that the clean mountain water around Asheville was a great base for beer.

Soon the beer scene had exploded. With 42 breweries, according to the Brewers Association, Asheville began referring to itself as “Beer City USA.” Inventive chefs came, too, helping the city earn the attention of the culinary press.

At a certain point, the energy that the new agers sensed seemed to manifest itself more tangibly. New hotels went up. A diverse array of busking musicians crowded the downtown streets. A city of 53,000 in 1980 boomed to more than 94,000 residents by 2020, according to the Census Bureau.

Housing costs soared, and officials fretted over the effects of gentrification. A recent city report found that 36% of Asheville households were “housing cost burdened,” meaning that they spent 30% or more of their income on housing. Officials estimate that they will need to build 14,000 new homes by 2050 to keep up with projected growth.

Helene suspended all of this motion in a freeze-frame. On Monday, the River Arts District was a ruined mess of mud, its streets impassible, its breweries and galleries shuttered. Some residents wandered around a city that local boosters trumpet as “foodtopia,” asking where they might find a hot meal. Others gathered around spots where they might pick up a faint internet connection, hoping to use it to contact loved ones.

There were problems specific to the mountains. A number of people said they were unable to dispose of their expired food

because bears often eat out of trash cans. There was no trash pickup because of the road conditions.

Much of downtown Asheville and other areas on higher ground did not appear to suffer as much physical damage, but even there, the city felt paralyzed. A sign outside of Malaprop’s, Asheville’s beloved downtown bookstore, read: “Closed. This is Katie. Be safe. I will try and contact you when I am able.”

Nearly all residents were without running water. At the Battery Park Apartments, home to many disabled and older people, several residents had been taking car trips to nearby creeks to get water for their bathrooms.

“It’s dire,” said Judy Cuellar, 73, a retired nurse who lives in the building. “The creek water is probably contaminated itself. But we have no other way to flush toilets.”

The frustration was palpable. On Monday afternoon, Carolyn Ryden, 60, was sitting on a bench next to a public library, trying to get an internet connection.

“I’ve been kind of panicking about water, and I know it’s going to be a long time until we get water,” Ryden said, noting how she had waited in a long line at Publix on Monday morning to get a case of water. The granola bars at the store, she said, were mostly gone.

Ryden, who owns a gift shop in downtown Asheville called Delighted, moved from Los Angeles to Asheville in 2020 after hearing from friends about its progressive and art-loving vibe.

“My other friends moved from Brooklyn, and we called it a climate refuge here because it doesn’t get too hot, it doesn’t get too cold,” she said.

But there was also a sense that the community, defined in many ways by the juxtaposition of liberal freethinkers and more traditional mountain folk, was now uniting in a time of crisis.

Over the weekend, a woman passed out free chocolates, cyclists pedaled up hills to deliver water, and neighbors teamed up to cut away fallen trees and clear roads. On Sunday, as people gathered outside a hotel with Wi-Fi, a man drove up to the crowd and asked if anyone needed a ride.

How long that spirit might last, given the scope of the trouble, is not clear.

David Shoham, 53, works at a university in Tennessee about an hour’s drive from Asheville, but said that he had chosen to live in the mountainous city because of its “communitarian spirit.” The calamitous effects of the storm, he said, have only highlighted that aspect of Asheville.

“If this goes on another week, though,” he warned, “it might start to crumble.”

Kim Roney, a member of the Asheville City Council, said that Helene was bound to overpower even the best-laid plans, particularly because another storm had pounded the area with rainfall earlier in the week. “This is a once-in-a-lifetime storm; this isn’t something you prepare for,” Roney said. “What we are prepared for is the response now that it’s here.”

State and federal officials, including President Joe Biden, promised on Monday that they were doing everything they could to get the lights back on, get the taps flowing and deliver food.

But they could not promise to restore the sense of invulnerability once felt by people such as Scott.

“This was a sacred, safe place,” she said. “And it’s been breeched, too.”

For the first time in nearly 50 years, longshoremen on the East and Gulf coasts went on strike Tuesday, a move that will cut off most trade through some of the busiest U.S. ports and could send a chill through the economy.

Members of the International Longshoremen’s Association union, which represents roughly 45,000 workers, started setting up pickets after eleventh-hour talks failed to avert a work stoppage.

“Nothing’s going to move without us — nothing,” said Harold J. Daggett, the president of the union, addressing picketers outside a port terminal in Elizabeth, New Jersey, in a video posted early Tuesday to a union Facebook account.

The United States Maritime Alliance, which represents port employers, declined to comment early Tuesday. The two sides were not able to agree on wage increases, and the use of new technology in the ports was a sticking point for the union.

“We think they’re lowballing intentionally,” Leonard Riley, a longshoreman at the Port of Charleston in South Carolina, said Tuesday. “We are going to be out until we have something to chew on.”

Businesses now face a period of uncertainty. Trade experts say that a short strike would cause little lasting damage but that a weekslong stoppage could lead to shortages, higher prices and even layoffs.

“When we talk about a two- to three-week strike,” said J.

Bruce Chan, a transportation analyst at Stifel, a Wall Street firm, “that’s when the problem starts to get exponentially worse.”

The prospect of significant economic damage from a strike puts President Joe Biden in a quandary five weeks before national elections. Before the strike, he said he was not going to use a federal labor law to force an end to a port shutdown — something President George W. Bush did in 2002 — but some labor experts said he might use that power if the strike started to weigh on the economy. White House officials had pressed both sides to reach a deal before the strike.

Longshoremen move containers off ships, sort them and put them on trucks or trains, and handle bulk cargo, too. Around three-fifths of the nation’s container shipments go through ports on the East and Gulf coasts, including the Port of New York and New Jersey, the third busiest in the country, and fast-growing ports in Virginia, Georgia and Texas.

A strike will also stop the shipment of cars and heavy machinery through the Port of Baltimore, where operations were curtailed for most of the spring after a container ship crashed into the Francis Scott Key Bridge.

Automakers said that they were monitoring the strike but that it was too early to say how it would hit them.

Cruise ship operations are unaffected by the strike, and military shipments will continue. Rick Cotton, the executive director of the Port Authority of New York and New Jersey, said Monday that around 100,000 containers would be stored at the port during the strike and that 35 ships arriving over the next

“The stakes are very high,” Gov. Kathy Hochul of New York said at a news conference Monday. “The potential for disruption is significant.” But she also sought to calm consumers, saying shortages of food and pharmaceutical products were not expected.

For bringing large amounts of goods in and out of the country, there is no practical alternative to ports. And ports cannot operate without longshoremen, giving them strong leverage in labor negotiations.

West Coast ports are open. Longshoremen there belong to a different union and agreed last year on a new contract that includes a significant increase in wages.

Under the contract that expired Monday, longshoremen on the East and Gulf coasts earned a top rate of $39 an hour. The ILA wants a $5-an-hour raise in each of the six years of a new agreement, giving it a 77% raise over the life of the contract.

The two sides had barely communicated for months before the walkout. But in recent days, the Maritime Alliance said Monday, it had “traded counteroffers related to wages” with the ILA and offered to extend the contract. The alliance also said its latest offer to the union would raise pay “nearly 50%” over the course of the contract.

In a statement Tuesday morning, the ILA said that the alliance’s offer “fell far short” of the demands of its members.

With overtime and shift work, many longshoremen earn well over $100,000 a year, putting them ahead of other workers without a college degree. But they say they put in far more hours than workers in other jobs earning similar amounts, and do so in often harsh or dangerous conditions.

The high inflation of the last few years has reduced their wages’ purchasing power. And longshoremen contend that they have a right to a slice of the increased profits that their employers — some of which are large global shipping lines — made during the pandemic trade boom in 2021 and 2022.

“They want to make their billion-dollar profits at United States ports, and off the backs of American ILA longshore workers, and take those earnings out of this country,” Daggett, the union’s president, said Monday in a statement.

Knowing that a strike was possible, many companies rushed in merchandise before Tuesday, including most of the durable consumer goods that they intend to sell during the holiday sales period. But even a short strike could hurt importers of perishable goods like fruit.

Key US short-term rate surges amid month-end turbulence

Akey U.S. overnight funding interest rate jumped on Monday in a sign of tighter liquidity in money markets at the end of the month and the third quarter.

The Secured Overnight Financing Rate (SOFR), a measure of the cost of borrowing cash overnight collateralized by Treasury securities, rose to 4.96% on Monday from 4.84% at the end of last week, data from the Federal Reserve Bank of New York showed on Tuesday.

Excluding moves that occurred when the Fed changed its policy rate, Monday’s SOFR increase was the biggest one-day change since March 2020, data showed.

The rate rose six basis points (bps) above the interest on reserve balances (IORB) that the Fed pays to banks, a sign of funding pressure.

Meanwhile, the DTCC GCF Treasury Repo Index, which tracks the average daily interest rate paid for the most-traded General Collateral Finance (GCF) repo contracts for U.S. Treasuries, rose to 5.221% on Monday, some 32 bps above IORB.

Angelo Manolatos, macro strategist at Wells Fargo in New York, said in a note that the “turbulence in repo markets” signaled heightened funding pressure.

A spike in the price for repurchase agreements, or repos, can be a sign that cash is getting scarce in a key funding market for Wall Street. Short-term funding costs spiked in September 2019 due to a large drop in bank reserves amid a corporate tax deadline and increases in net Treasury issuance. That forced the Fed to intervene by injecting liquidity into repo markets.

As Beijing turned on the stimulus taps, including lower rates and measures aimed at the ailing property market, Chinese stocks have just notched up their strongest week since 1996 and real estate shares have rocketed by a third.

China’s largesse has also helped spur the biggest quarterly spike in both emerging market stocks and the main global volatility gauges since 2022.

“China needs to recover to see a turnaround in the asset class,” said Claus Born, an emerging markets equity portfolio manager at Franklin Templeton. “China’s influence is very important”.

“Repo rates normally trade higher on quarter-ends, as balance sheet reporting causes dealers to rein in their matched book activity,” Joseph Abate, interest rates strategist at Barclays, said in a note on Tuesday.

But he said the rapid jump in borrowing rates on Monday indicated banks’ balance sheet capacity proved “far less available than expected and significantly more expensive.”

Also on Monday, the standing repo facility (SRF), which allows eligible firms to hand Treasuries or other securities to the Fed for cash, saw $2.6 billion in lending by the U.S. central bank. That was the first daily total of more than $200 million since the launch of the facility in 2021.

MOST ASSERTIVE STOCKS

The cap on daily SRF lending is currently at $500 billion.

The Fed lent $250 million against mortgage-backed securities collateral and $2.35 billion against Treasury collateral, data showed. The majority of the Treasury borrowing was done at a rate of 5.01%, above the minimum bid rate of 5.00%. The Fed reported high and low rates of 5.01% and 5.00%, respectively, with a weighted average of 5.007%.

Lou Crandall, chief economist at money market research firm Wrightson, pointed out that only $2.6 billion of collateral was financed through the Fed at rates near 5.00%, on a day when other repo rates funded Treasury collateral at

higher levels.

For instance, Wrightson cited $94 billion of Treasury GCF repo went through at an average rate of 5.22% in the market and $74 billion of MBS collateral was funded at an average of 5.45%.

“That is not a sign of an effective ‘ceiling’ tool,” Crandall said, referring to the SRF. “Still, it was a welcome start...as one or more institutions were actually willing to use the facility for a change.”

On Tuesday, there was zero volume on the SRF, suggesting that Monday’s surge in activity was month-end pressure.

Iran launches about 180 ballistic missiles at Israel

Iran fired several waves of ballistic missiles at Israel on Tuesday evening, a sudden assault that left Israel fighting simultaneously on three fronts and raised the likelihood of an all-out conflict between two of the most powerful militaries in the Middle East.

The attack was the culmination of a dizzying sequence of events over less than 24 hours that began with Israel launching an invasion into Lebanon to pursue the Hezbollah militia, an Iranian ally. Israel pounded Lebanon from the air throughout Tuesday as its troops advanced on the ground and Hezbollah fired rockets deep into Israel.

Iran fired about 180 missiles during its assault, the Israeli military said, making the barrage one of the largest of its kind and forcing millions of Israelis to take cover in bomb shelters for more than an hour. Many of the missiles were intercepted by Israel’s air defense system, while some fell in central and southern Israel, according to the Israeli military.

There were no immediate reports of casualties in Israel, but one Palestinian man was killed by falling shrapnel in the occupied West Bank.

Based on initial reports, Israel “effectively defeated this attack,” with the help of the U.S. and other partners, Secretary of State Antony Blinken said, adding that “the entire world should condemn” the Iranian strike.

President Joe Biden’s national security adviser, Jake Sullivan, told reporters that U.S. naval destroyers had joined Israel in shooting down inbound missiles. He said there was “meticulous joint planning in anticipation of the attack.”

Israel’s top commanders met to assess the situation, the chief military spokesperson, Rear Adm. Daniel Hagari, said Israel would respond in a manner and time of its choosing. And Iran, for its part, said it would fire more missiles if Israel counterattacked.

A senior White House official said the United States would help defend Israel and warned that a direct attack against Israel would “carry severe consequences for Iran.”

The scale of the attack upended the assumption among Israelis that Iran had been deterred by Israel’s increasingly brazen escalations against Iran and its proxies in recent months. Since July, Israel has killed Hamas’ political leader, Ismail Haniyeh, in the Iranian capital, and assassinated Hezbollah’s

leader, Hassan Nasrallah, in Beirut, as well as many of his military commanders.

Those attacks prompted little response from Iran until Tuesday evening, when Iran’s Revolutionary Guard said in a statement that its missile attack had been in retaliation for those assassinations.

During the attack, air raid sirens sounded across Israel, including in Jerusalem and Tel Aviv. Loud booming explosions were heard above both cities, as Israel’s interceptor rockets streaked across the night sky and collided with scores of missiles.

The attack came as Israel continued to fight Hamas, another Iranian proxy in the Gaza Strip, and mounted raids on Palestinian cities in the Israeli-occupied West Bank.

Iran last attacked Israel in April, but Israel, with help from the United States, Jordan and others, intercepted almost all of the hundreds of missiles and drones fired at its territory. With the United States urging restraint, Israel’s response was muted; it fired at an air base near some of Iran’s nuclear facilities, but did not hit the facilities themselves.

Here is what else to know:

— U.S. troops: Defense Secretary Lloyd Austin spoke by phone with Defense Minister Yoav Gallant of Israel on Tuesday, the Pentagon said in a statement, adding that Austin “made it clear that the United States is well postured to defend U.S. personnel, allies and partners in the face of threats from Iran and Iran-backed terrorist organizations.”

The Pentagon announced Monday that it was sending “several thousand” more U.S. troops to the region, adding to its force of some 40,000 already in the area.

— Regional response: What sounded like celebratory gunfire could be heard across Beirut following news of the Iranian attack on Israel. The Israeli military has been conducting extensive airstrikes on Hezbollah targets in and near Beirut, including Tuesday.

— In Jordan: Witnesses said that loud explosions were heard in Amman, the capital of Jordan, a country sandwiched between Israel and Iran that helped intercept a launch from Iran on Israel in April.

— Shooting in Tel Aviv: The Israeli emergency response service said at least six people were killed and several more injured when two gunmen opened fire on a light rail train in Tel Aviv shortly after residents were urged to seek shelter from an Iranian missile attack. No group claimed immediate responsibility for the shooting Tuesday night. Authorities described the shooting as a terrorist attack.

The Israeli police and emergency services said Tuesday that at least six people were killed and 12 more were injured when two gunmen opened fire on a light rail train in Tel Aviv.

The police called the attack an act of terrorism and said the gunmen were killed on the scene. No

group immediately claimed responsibility for the shooting.

Shortly after the attack, Israel’s air defense system intercepted a swarm of missiles over Tel Aviv. Loud booms and bright explosions filled the sky.

“The police forces are handling the scene under a missile attack,” the police said in a statement about the shooting. “The event is under control.”

The shooting took place a day after Israel invaded Lebanon after a series of punishing strikes on Hezbollah, the armed Lebanese militia and proxy to Iran. Haim Sargarov, the police commander of the Tel Aviv district, told reporters that the attackers were “not Israelis.” The police in Israel almost exclusively use the word “terrorism” to describe attacks carried out by Palestinian militants.

Mexico’s first female president takes office

Claudia Sheinbaum will take office Tuesday, the first woman and Jewish person to lead Mexico in the country’s more than 200-year history as an independent nation.

A former climate scientist and Mexico City mayor, Sheinbaum won in a landslide in general elections in June, and is succeeding her mentor, Andrés Manuel López Obrador, as president of the world’s largest Spanish-speaking nation — and the United States’ top trading partner.

Sheinbaum, a leftist, campaigned on a vow to continue the legacy of her predecessor, and her win was seen by many as a clear vote of confidence in López Obrador and the party he started, Morena.

In Mexico, a country steeped in machismo where 7 in every 10 women have experienced some form of violence, Sheinbaum’s inauguration is a milestone and a symbol for many of women’s empowerment.

But she also takes office in a country with the largest budget deficit in decades, a deepening security crisis and an ever more powerful governing party that has moved to profoundly redesign the justice system and other aspects of public life through a series of constitutional amendments proposed by López Obrador.

Here is what to know about Mexico’s new president.

Who is Claudia Sheinbaum?

Sheinbaum’s list of achievements is long: She has a doctorate in energy engineering, participated in a United Nations panel of climate scientists that was awarded a Nobel Peace Prize and governed the capital, one of the largest cities in the hemisphere.

Sheinbaum, 62, calls herself “obsessive” and “disciplined.” Her staff describe her as a tough boss with a quick temper who inspires both fear and adoration — someone more comfortable quietly getting things done than selling herself or her achievements.

To many people, she is largely perceived as a thrills-free, almost aloof politician — the opposite of López Obrador,

She has announced that all women ages 60 to 64 will receive a cash payment; currently, old-age pensions are given to anyone 65 and older. She has said most children will receive a stay-inschool scholarship, which would be an expansion of a current social program. And starting next year, she said, 20,000 doctors and nurses would begin visiting the homes of senior Mexicans — an effort to reverse the massive drop in access to public health care seen in the past few years.

Unlike her predecessor, Sheinbaum also wants to expand renewable energy infrastructure and increase green technology. At the same time, she has vowed to rescue Mexico’s massively indebted oil company and support a costly $16 billion oil refinery that remains far from fully operational.

The descendant of Ashkenazi and Sephardic Jews who emigrated to Mexico in the 20th century, Sheinbaum is also the country’s first Jewish president — a watershed moment for some and a trivial detail for others who have seen her rarely discuss her heritage.

Analysts say Sheinbaum’s administration will try to blend her technocratic and pragmatic approach to governing with López Obrador’s populist rhetoric. At times, she pulled away from his policies. During the pandemic, she tested aggressively while he trusted in good-luck charms; when fighting crime, she invested in intelligence and the police while he relied on the military.

But during the campaign, she supported many of López Obrador’s most contentious policies, including a slate of constitutional changes that critics say would severely undermine democratic checks and balances. As a result, the new president has battled the perception among some Mexicans that she could be little more than a pawn of her mentor.

What challenges will she confront?

Sheinbaum will face pressure to show progress in the fight against increasingly powerful drug cartels, which retain their

sway over large swaths of Mexico. While homicides declined modestly during the López Obrador administration, reports of extortion and disappearances have shot up since 2018. Killings, including spates of mass murders, are still near the highest levels recorded. And once peaceful regions, such as the southern state of Chiapas, have witnessed massive displacements caused by the invasion of organized crime.

In recent weeks, violence between warring factions of the Sinaloa cartel has caused a spike in deaths and kidnappings in northwest Mexico, bringing people’s lives to a standstill in cities such as Culiacán.

Sheinbaum will have little financial maneuvering room to fulfill her campaign pledges. Mexico’s budget deficit is nearing 6% of gross domestic product, the largest shortfall in the past 24 years. Pemex, the state-controlled oil giant, is now the world’s most indebted oil company, requiring multibillion-dollar bailouts.

What are her plans?

Besides continuing López Obrador’s infrastructure projects and keeping his popular anti-poverty programs, including a yearly increase in the minimum wage, Sheinbaum comes to office with her own plans.

What will her relationship to the U.S. look like?

A real test for Sheinbaum’s leadership might come later this year once the outcome of the U.S. presidential election becomes clear.

A victory by Vice President Kamala Harris would likely represent an extension of the Biden administration’s relationship with Mexico, which has been marked by a tense yet sustained cooperation to beef up migration enforcement, counter drug trafficking and stanch the flow of U.S. guns that are fueling bloodshed south of the border. And some U.S. officials have said privately that they believe security coordination could improve with Sheinbaum.

But a second term by former President Donald Trump could ratchet up tensions between the two countries. Trump has threatened to impose tariffs if he wins the election. And he has proposed using U.S. military force against the drug cartels on Mexican soil — without the consent of Mexico’s government.

The plans risk rupturing the United States’ relationship with the Sheinbaum administration and curtailing other types of cooperation. Still, Sheinbaum and members of her government have told The New York Times that she is prepared to work with whichever candidate wins the U.S. election.

Iran is losing. That may matter more than Israel’s mistakes.

Military defeats matter. Israel’s inexcusable complacency on Oct. 7, 2023, allowed Hamas, a terrorist force with a small fraction of the military strength of the Israel Defense Forces, to kill more Israeli civilians than the vast armies of Egypt and Syria and their allies did at the height of the ArabIsraeli wars of 1967 and 1973.

But as demonstrated by Israel’s stunning airstrike on Friday on Hezbollah’s underground headquarters near Beirut, which killed the group’s leader, Hassan Nasrallah, the fortunes of war have shifted against Israel’s enemies since Oct. 7. Hamas is losing. Hezbollah is losing. And most important: By extension, Iran is losing. If those losses continue Iran will exit this conflict as a diminished force, less capable of harming Israel and weaker in the eyes of its other regional foes.

To say that Iran and its proxies have faced battlefield reversals is not to minimize the terrible costs to Israel. Parts of the north have been depopulated by Hezbollah rocket fire. Israel is facing a storm of international condemnation for the violence of its response to Hamas. And there are obvious internal strains on the nation and the military. Even if Israel ultimately wins this war, it will have paid a dreadful price.

But my own military experience in Iraq taught me that public understanding often lags behind battlefield realities. An understandable focus on politics and diplomacy can distract the public from the battlefield — and the battlefield is telling a

different story than it did at the beginning of this fight. Israel’s enemies have made profound mistakes and taken terrible losses. These military reversals may well end up having more enduring consequences for them than for Israel.

Hamas, which receives considerable military and financial support from Iran, has been gutted as a fighting force. Precise casualty numbers are difficult to discern, but they are significant. As of late last month, Israel claimed it has killed as many as 17,000 Hamas fighters and “dismantled” 22 of its 24 battalions, while losing fewer than 1,000 soldiers in action in almost a full year of war.

Hamas isn’t defeated, and there is some evidence that some of its battalions are attempting to reconstitute. But the damage to the group is undeniably extensive, and Hamas has been unable to inflict significant losses on the Israeli military.

I share my colleague Thomas Friedman’s concerns that Israel will probably face an insurgency after it defeats Hamas’ military formations. But the present reality is clear: Hamas is a shell of its former self.

Hezbollah also still maintains a very substantial fighting force in Lebanon, but Israel’s strike against Nasrallah is but one of a series of devastating attacks on Iran’s most powerful proxy army.

On Sept. 17, Israel reportedly orchestrated an attack in which thousands of pagers detonated in the hands and pockets of Hezbollah operatives. The next day Israel reportedly detonated hand-held radios that Hezbollah also used to communicate, and then executed a devastating airstrike on an in-person meeting of Hezbollah leaders, killing several of its senior officials.

Then, on Sept. 23, Israel carried out a series of attacks on what it said were Hezbollah positions that killed more than 500 people. Israel claimed that the attacks damaged or destroyed thousands of Hezbollah rockets and missiles, and Hezbollah’s response was ineffectual.

And what of Iran? It has suffered a string of defeats and humiliations. In April, Israel bombed the Iranian Embassy compound in Damascus, Syria, killing three senior Iranian commanders. When Iran responded by firing a barrage of more than 300 drones and ballistic missiles at Israel, Israel and its allies shot almost all of them down. Damage from the strike was minimal. Israel responded with an attack of its own that easily evaded Iranian air defenses.

The message was clear: Israel can directly strike Iran, but Iran will struggle to strike Israel.

But the humiliations for Iran weren’t over yet. In July, Israel assassinated Ismail Haniyeh, the chair of the Hamas political bureau, reportedly by smuggling a bomb into a Revolutionary Guard guesthouse in Tehran, a shocking penetration of Iranian security.

Israel hasn’t defeated its enemies. Hamas is diminished, but it still exists. Hezbollah reportedly still possesses tens of thousands of rockets and missiles, and it still menaces the Israeli north. Iran also possesses an extensive missile arsenal and retains its influence over proxy forces across the Middle East. The fortunes of war can certainly change once again.

Also, one can certainly argue that Iran and its proxies have

advanced several nonmilitary objectives in their fight against Israel. Israel’s diplomatic momentum in the Middle East has stalled. Its hoped-for rapprochement with Saudi Arabia is on hold. And it appears to be more isolated on the world stage.

But consider the ways in which Israel has improved its military position since Oct. 7. Before the war, it lived essentially with two cocked pistols at its borders: Hamas and Hezbollah. Now one of those forces is largely smashed and the other has lost many members of its senior leadership and many of its rockets, missiles and rocket launchers.

In addition, I question whether Iran’s nonmilitary successes are as real as they seem. Given the enmity between Saudi Arabia and Iran, it’s presumptuous to say that Oct. 7 actually extinguished (rather than postponed) an Israeli-Saudi diplomatic breakthrough. And one wonders how isolated Israel truly is when its allies and neighbors — including not just the United States but also Britain and, reportedly, Jordan — helped Israel defend itself against Iranian attack.

There’s no question that the Biden administration has been harshly critical of Israel on many occasions, but its actions indicate little daylight between the two countries — especially in its confrontation with Iran.

In August, the Biden administration approved a $20 billion arms deal with Israel that will allow it to purchase 50 new F-15IA fighters from the United States (helping ensure its qualitative military edge for a generation). And there is currently a huge American naval buildup in the region. The American Navy is fighting Iran-backed Houthi rebels in the Red Sea and attempting to deter Iran from launching fresh attacks against Israel.

SAN JUAN – A principios de esta semana, el juez federal Francisco Besosa emitió una orden que concede un nuevo juicio a Antonio Ramos Cruz, convicto por la llamada masacre de Trujillo Alto, en la que fueron asesinados una joven madre y sus dos hijos en 1989.

“El Proyecto Inocencia felicita el trabajo de la oficina del Defensor Público Federal y de los abogados Franco Pérez Redondo y Kevin Lerman, quienes lograron que la solicitud de Hábeas Corpus fuera declarada ha lugar”, expresó el director del Proyecto Inocencia, Julio Fontanet Maldonado, en declaraciones escritas.

La decisión del juez Besosa el lunes señala que la revocación del nuevo juicio por parte del Tribunal de Apelaciones fue un análisis incorrecto de los hechos y del derecho aplicable, validando la determinación previa de la juez Berthaida Seijo Ortiz.

Fontanet destacó que la decisión constituye también una reivindicación para la doctora Lyvia Álvarez Págan, quien siempre sostuvo la inocencia de Ramos Cruz y a quien se le impidió testificar durante el juicio. Además, se solicitó al Departamento de Justicia y al gobernador que desistan de recurrir la decisión y se proceda con un nuevo juicio donde se pueda presentar toda la evidencia exculpatoria.

Identifican conductor que arrolló mortalmente a ciclista y huyó en Ponce

PONCE – La Policía informó el martes que identificaron a Félix Luis Aponte Torres, de 48 años, como el conductor que atropelló mortalmente a un ciclista en la autopista PR-52, kilómetro 97.1, cerca de las letras de Ponce, y se dio a la huida.

Según el informe, el incidente fue reportado a las 6:11 de la mañana cuando una llamada al Sistema de Emer-

gencias 9-1-1 alertó sobre un hombre tirado en el pavimento. Al llegar los agentes y paramédicos, encontraron al ciclista sin signos vitales en el área verde. La identidad de la víctima aún no ha sido confirmada.

Horas más tarde, Aponte Torres se presentó en el cuartel de Autopistas Salinas con su vehículo, un Jeep Patriot del año 2007, color azul, y fue citado para continuar la investigación.

When the horror is coming from under your own skin

In some scary movies, the sources of horror are closer than in your town or even in your house — they’re in your very own skin.

These films belong to a subgenre called body horror: movies that depict various transformations, mutations and degradations of the human form. The terrifying changes often emphasize the futility of our efforts to control our horribly unpredictable bodies. We like to think of ourselves as a mind managing a body, but these movies remind us that we’re ultimately at the mercy of the meat sacks we walk around in.

Coralie Fargeat’s newest film, “The Substance” (in theaters), starring Demi Moore and Margaret Qualley, participates in this robust tradition, depicting an aging starlet who uses an experimental new drug to create a younger, better version of herself. As you might guess, the treatment causes some unexpected and disgusting side effects, satirizing society’s (and particularly Hollywood’s) obsession with wanting women to stay stereotypically beautiful and youthful — at any cost.

‘From Beyond’ (1986)

If you’re looking for a primer on the subgenre, here are eight films that will give you a crash course in the gutsy, the gory and the goopy.

‘The Thing’ (1982)

The mutations that populate this film from John Carpenter are as numerous as they are memorable. When an alien that can take the form of its victims targets a remote research outpost in Antarctica, the men stationed there try to defend themselves while becoming increasingly suspicious of one another. The beast could look like anyone before transfiguring into a horrible mockery of their visage — like when the head of one member of the team detaches from his body and grows legs like a spider. This elicits paranoia not just about one’s own body but also the bodies of others. Some viewers even see this film through the lens of anxieties surrounding the AIDS epidemic. ‘The Fly’ (1986)

It’s hard to pick just one film from the so-called father of body horror, David Cronenberg, to add to this list. But his remake of the 1958 monster movie “The Fly” is generally considered the most quintessential. For good reason: The practical effects used to illustrate a scientist’s slow, torturous transformation into a fly-human hybrid after a teleportation experiment runs awry won Chris Walas and Stephan Dupuis the Oscar for best makeup that year. And lines like, “You can’t penetrate beyond society’s sick, gray fear of the flesh” are the perfect introduction to the corporeal philosophizing that permeates most of Cronenberg’s work. This Stuart Gordon-directed adaptation of an H.P. Lovecraft story wastes no time getting to the good stuff. In a chaotic introduction that plays like a third act, we’re quickly introduced to a machine that opens the door to a parallel world full of goopy monsters and otherworldly pleasures. One of the scientists gets pulled to the other side, and he grows increasingly, delightfully malformed. The slimy creature he becomes is lit in shades of neon pink, keeping it fun even when it gets freaky. (Stream it on Amazon Prime Video.)

‘Hellraiser’ (1987)

I’ll let the supernatural, leather-clad, body-modified villains of Clive Barker’s shocker introduce themselves in their own words: “Demons to some, angels to others.” Like in “From Beyond,” the line between pain and pleasure is very blurry here, this time in a more religious context. Frank (Sean Chapman) awakens these demonic angels, called Cenobites, when he solves their puzzle box, unleashing mutants with pins driven into their heads and flesh pulled back with wires. They tear him apart, and he spends most of the movie skinless, accepting human sacrifices and feeding off their life force to regenerate. The leather-bar aesthetic of the Cenobites gives the body horror in this film a defiant queer edge. (Stream it on Amazon Prime Video, Hoopla and Tubi.)

‘Tetsuo: The Iron Man’ (1989)

In Shinya Tsukamoto’s experimental, tightly packed film (the running time is 67 minutes), the mutations are mechanical. After a businessman runs over a man described as a “metal fetishist,” he himself begins to mesh with machines. Shot entirely on black-and-white, 16-millimeter film stock, with minimal dialogue and an industrial, clanging score, this movie is the most artistically bold and distinctive one on the list. Many of the transformation sequences are

stop-motion, giving the movements an inorganic, stilted feel, like an engine breaking down. Get ready to get gritty, oily and sweaty. (Stream it on Arrow and Asiancrush.)

‘The Human Centipede’ (2009)

Many of the dreaded acts that happen in this infamous torture movie directed by Tom Six are best left undescribed here. But because of the film’s widespread cultural impact, you may already know the basic conceit — three humans are captured and sewn together by an evil scientist. The concept alone was so shocking that even though few people actually saw the movie, it became the subject of whispered playground rumors, tattoos and a South Park episode. There’s something to be said about a movie so depraved in its degradation of the body that you don’t even have to watch it to be scandalized by it. (Rent or buy it on major platforms.)

‘Tusk’ (2014)

The director Kevin Smith, famous for quirky comedies like “Clerks,” may seem an outlier here. But while Smith’s movie about a podcaster who gets surgically sewn into the shape of a walrus by a crazy mariner has its humorous moments, the result is deeply disturbing. The titular tusks, for example, are made out of the podcaster’s shaved-down tibia bones. My former housemate, a vegan, who found me watching this in our living room and sat down to join, transfixed and traumatized, has this to say six years later: “It still haunts me.” (Rent or buy it on major platforms.)

‘Titane’ (2021)

Pregnancy is a natural subject for a subgenre concerned with uncontrollable body metamorphoses. Julia Ducournau’s second film (her first, “Raw,” is also a bloody masterpiece), combines pregnancy horror with twisted explorations of gender and the mechanical. It follows Alexia, a serial killer with a sexual proclivity for cars, as she develops an unlikely and unnatural pregnancy and disguises herself as a boy who went missing 10 years earlier. The plot points are outlandish, but the themes are subtle and psychological: the ways we contort our bodies for love. (Stream it on Hulu.)

Possible cluster of human bird-flu infections expands in Missouri

Apossible cluster of bird flu infections in Missouri has grown to include eight people, in what may be the first examples of person-to-person transmission in the United States, the Centers for Disease Control and Prevention reported late last week.

If confirmed, the cases in Missouri could indicate that the virus may have acquired the ability to infect people more easily. Worldwide, clusters of bird flu among people are extremely rare. Most cases have resulted from close contact with infected birds.

Health officials in Missouri initially identified a patient with bird flu who was hospitalized last month with unusual symptoms. The patient may have infected one household member and six health care workers, all of whom developed symptoms, according to the CDC.

Investigators have not yet confirmed whether any of those seven individuals were infected with the virus, called H5N1, leaving open the possibility that they had COVID or some other illness with flulike symptoms.

Still, the news alarmed experts.

“We should be very concerned at this point,” said Dr. James Lawler, co-director of the University of Nebraska’s Global Center for Health Security. “Nobody should be hitting the panic button yet, but we should really be devoting a lot of resources into figuring out what’s going on.”

If officials confirm H5N1 infection in the household member or any of the health care workers, “it means the virus is inching closer and closer to what would be a real pandemic virus,” Lawler said. “That is when Pandora’s box is open.”

There have been 13 other confirmed cases of bird flu in people since the outbreak in dairy cattle was announced in March. Those cases were all acquired from interactions with infected dairy cattle or poultry.

Missouri has not reported any infected herds. The hospitalized patient was tested as part of routine flu surveillance. The infection worried experts, because the individual had no known contact with cattle or birds.

There have been no H5N1-related deaths reported so far in Americans, and most cases have been relatively mild, suggesting that the virus does not have the high mortality rate of up to 50% seen in Asia.

But the small number of confirmed cases so far makes it difficult to estimate its virulence, said Caitlin Rivers, a public health researcher at the Johns Hopkins Center for Health Security.

“If we’re thinking about pandemic influenza, even in a worst-case scenario, only a tiny fraction of cases would be severe enough,” she said. “At the scale that we would expect pandemic influenza, you quickly get to numbers that overwhelm.”

something has gone wrong.”

“If any of those six cases are confirmed, then that would definitely increase my level of alarm,” she added.

In a news briefing two weeks ago, federal officials referred to the hospitalized patient as a “one-off” and said no close contacts had become sick.

But the next day, the CDC disclosed that someone who lived with the patient had developed gastrointestinal symptoms, which can sometimes accompany flu.

Two health care workers who had contact with the patient also developed symptoms, CDC officials said at the time. One of those workers turned up negative for flu but may have been tested too late to pick up signs of infection.

On Friday, the CDC added four more health care workers to the list of possible cases. Three of the workers developed symptoms after the hospital instituted precautions against respiratory infection, but they were not tested for active infection at the time.

Officials are now analyzing results of antibody tests that would reveal whether these individuals were exposed to the virus.

No one in the possible cluster has been identified, nor has the hospital at which the initial patient was treated. The investigation is led by Missouri health officials with remote assistance from the CDC.

Experts criticized this slow trickle of information and the lack of important epidemiological details, including the timing of symptoms in the initial patient and close contacts.

“Epidemiologists can get a lot of information out of dates and timing and the nature of the contact,” Rivers said.

The tone of official communications has also been unduly optimistic, Lawler said.

“The messaging that has come out has been maybe a little more confident and a little more placating than it probably should be,” he said. “It does not help to build back the credibility of the public health sector.”

Ideally, the first case would have led to a full investigation, but Missouri health officials did not get confirmation of H5N1 until after the patient was discharged.

Even now, a thorough recounting of the investigation and timeline of infections would help clarify how the virus might have spread, experts said.

Because the initially identified patient had no known exposure to infected animals, he or she may have acquired the virus from another person who was infected.

H5N1 has infected a staggering array of birds and animals, including mammals, over the past few years, but it has not proved capable of spreading easily among people.

CDC officials were able to sequence only a portion of the virus isolated from the hospitalized patient. The analysis suggested that the virus had not diverged from the version circulating in dairy cattle, nor had it acquired mutations that would allow it to spread readily from person to person.

But every new infection gives the virus opportunities to acquire those mutations and evolve into a form that could set off the next pandemic.

With the advent of respiratory season, cases of seasonal flu, COVID and respiratory syncytial virus may muddy the picture further, making it difficult to identify H5N1 cases.

“It’s not even a needle in a haystack; it’s kind of like a needle in a stack of needles,” Lawler said.

In the wake of the backlash against public health measures during the coronavirus pandemic, officials have been reluctant to compel people to get tested. But there are other tools that help officials gauge the extent of the outbreak.

Wastewater analyses have shown H5N1 spikes in several states that are not linked to infected animals or birds, although the peaks are usually transient.

If there were large numbers of undetected infections, “we would see a really consistent wastewater signal,” said Sam Scarpino, director of AI and life sciences at Northeastern University.

Still, health officials should test wastewater in areas where they suspect the virus might be circulating and investigate the source of any signals.

“We need to get this thing out of the dairy cow populations, because if it continues to circulate in these populations, it’s just a matter of time before we’re dealing with the big outbreak,” Scarpino said. “We have more than enough evidence now to know that we really need to take decisive action.”

Pete Rose, baseball star who earned glory and shame, dies at 83

years later in an autobiography, “Pete Rose: My Prison Without Bars,” written with Rick Hill. In the book he acknowledged that he had told Selig that he had bet regularly on baseball, including on games played by the Reds while he was their manager, though never against them, he claimed, asserting at one point that he “would rather die than lose a baseball game.”

In 2017, Rose’s reputation was further tarnished when an allegation that he had once had sex with a minor came to light in a defamation lawsuit that he filed against Dowd, who had led the investigation into Rose’s gambling. The lawsuit stemmed from remarks Dowd had made on a radio program saying that Rose had had sex with “12to 14-year-old girls.”

Pete Rose, one of baseball’s greatest players and most confounding characters, who earned glory as the game’s hit king and shame as a gambler and dissembler, died on Monday. He was 83. His death was confirmed by the Cincinnati Reds. No cause was given.

For millions of baseball fans, Rose will be known mainly for a number, 4,256, his total of hits, the most for any player in the history of the game. But he was a deeply compromised champion.

Few sports figures have been the lightning rod for controversy and public opinion that he turned out to be, an athlete who maximized his gifts, earned a legion of fans with his competitive zeal — which earned him the nickname “Charlie Hustle” — and achieved wide celebrity and acclaim — only to fall from grace with astonishing indignity.

Had Shakespeare written about baseball, he might well have seized on the case of Rose, whose ascent to the rarefied heights of sport was accompanied by the undisguised hubris that undermined him.

A lifelong adrenaline junkie who often operated out of sheer gall, Rose was long known to baseball officials as a fevered horse player with a network of unsavory associates and a rumored out-of-control gambling habit. During his nonpareil career as a player, mostly with the Cincinnati Reds,

his hometown team, he was warned repeatedly by major league officials to curtail his gambling, and in the late 1980s, Rose, then the Reds manager, was investigated by baseball to determine if any of his activity was illegal.

The report by the investigator, John Dowd, revealed that Rose had bet regularly with bookmakers on a variety of sports, and though Rose vehemently denied it, baseball included. In August 1989, he was banned from the game by the commissioner, A. Bartlett Giamatti, and he was subsequently declared ineligible for election to the Baseball Hall of Fame, which would otherwise have been a certainty.

One of the tawdrier episodes in baseball history and one of the most public — Rose’s farewell news conference was televised nationally — it was also, for Rose, monumentally costly. Not only did he lose his livelihood; he subsequently spent several months in jail for evasion of taxes related to his gambling income as well as his baseball memorabilia sales and autograph appearances.

Hoping for eventual reinstatement, the possibility of managing again and restoring his candidacy for the Hall, Rose perpetuated his lie for 13 years, steadfastly claiming, against a preponderance of evidence, that though he gambled on other sports, he never bet on his own. It was not until 2002 that he admitted to the baseball commissioner at the time, Bud Selig, that he had.

In testimony from that case, an unidentified woman said she had sex with Rose when she was under 16. Rose responded that he had believed that she was 16, the age of consent in Ohio. He never faced any charges related to underage sex, the statute of limitation having expired.

Despite the black marks against him, Rose remained an enormously popular figure among fans, regularly drawing large crowds for memorabilia shows and signings, including in Cooperstown, New York, the home of the Hall of Fame, during its annual induction weekends.

Rose’s career batting average, with the Reds, the Philadelphia Phillies and, briefly, the Montreal Expos, was .303. He hit 160 home runs and had 1,314 runs batted in and 2,165 runs scored, sixth most in history. In six seasons as a manager, his Reds teams were 412-373, finishing second four times but never first.

Peter Edward Rose was born in Cincinnati on April 14, 1941, opening day of the Major League Baseball season, and grew up in the Anderson Ferry neighborhood along the Ohio River in the western part of the city. His father, Harry Francis Rose, known as Pete (or Big Pete), was a bank teller and accountant by profession and a well-known local athlete who boxed, played baseball and was especially celebrated for his exploits as a semipro football player.

Multiple biographical sources, as well as Rose himself, have said that Big Pete was the biggest influence on his son and his toughest critic, imbuing him with the relentlessness and drive that characterized his play; it was at his insistence that young Pete, at age 8, learned to switch-hit.

Rose’s mother, LaVerne (Bloebaum) Rose,

called Rosie, was the disciplinarian in the family. “He was a real easygoing person,” she said of her husband, “and I wasn’t.” Just about every biographical source about her son recounts her openness, her lack of pretension and her reputation for brawling.

Small and slight through his high school years, Rose was fearsomely competitive and obsessively devoted to honing his skills even as a boy. At Western Hills High School — whose other alumni include big leaguers Don Zimmer and Ed Brinkman — he excelled as an elusive runner in football as well as in baseball, though he was ineligible to play as a senior because he had had to repeat his sophomore year after flunking out.

Instead, he played semipro ball; his uncle, Buddy Bloebaum, a former minor leaguer (and reportedly a skilled pool hustler), was a sometime scout for the Reds, and he put in a word for his nephew, who signed a minor-league contract and began his professional career in 1960 with the Class D Geneva Redlegs, for whom he played second base and hit .277 in 85 games.

Three years later, having grown 2 inches, added nearly 40 pounds and impressed Reds manager Fred Hutchinson with his savvy and hustle, Rose was in the big leagues. Indefatigably brash, he refused to play the traditional rookie role of going along to get along, and he was disliked by most of his teammates, especially after he displaced veteran second baseman Don Blasingame in the starting lineup and Blasingame was traded.

Rose found his niche in the clubhouse with the Reds’ Black stars, Frank Robinson and Vada Pinson, who responded to Rose with sympathy, recognizing ostracism when they saw it. The liaison was unusual in baseball of the early civil rights era; Sokolove reported that Rose was pressured by many, including Hutchinson and Big Pete, to seek society within his race.

Married and divorced twice, Rose had four children with his wives: two daughters, Fawn and Cara; and two sons, Tyler and Pete Jr., who played and managed in the minor leagues and was briefly with the Reds in 1997.

As the object of a paternity suit, Rose, an admitted philanderer, eventually acknowledged that he was the father of another daughter, Megan Erin Rubio.

Rose had a partner, Kiana Kim, and grandchildren as well. Complete information on his survivors was not immediately available.
