judge has ordered the demolition of illegal structures on the Camino del Indio in the Las Mareas sector of Salinas, in the Jobos Bay National Estuarine Research Reserve, which were built without valid construction permits.

Natural and Environmental Resources (DNER) Secretary Anäis Rodríguez Vega and Salinas Mayor Karilyn Bonilla Colón announced earlier this week that Guayama Court Judge Josian Rivera Torres also revoked the use permit for its having been issued without jurisdiction and endorsements, and consequently it is null and void “ab initio.”

“The court’s recent decision reaffirms this Administration’s unwavering commitment to the protection and conservation of Puerto Rico’s environment and natural resources,” the DNER secretary said in a written statement. “It is time for those who think they are above the law to understand that public domain [assets] are a shared patrimony, not a private estate. Actions that threaten this legacy have no place on our island. Our responsibility is to guarantee their respect and care.”

The Salinas mayor pointed out that “the Court’s determination was expected and serves to keep citizens mindful of the importance of compliance with laws and regulations.”

“We in the Municipality of Salinas continue to work actively in the protection of the natural resources that belong to all of us,” Bonilla Colón said.

The court gave co-defendant Miguel A. Flores Torres 30 days to comply with the demolition order, which will be under the supervision and approval of the DNER. If he fails to comply within the established time, the Municipality of Salinas has the authority to carry out the demolition, on the condition that Flores covers the expenses incurred.

On Sept. 7 of this year, the DNER and the municipality filed a declaratory judgment and statutory injunction under Article 14.1 of Law No. 161 of Dec. 1, 2009 (Law for the Reform of Permitting Processes in Puerto Rico) against engineer Ángel Rodríguez Sánchez and Flores Torres. The plaintiffs contended that the Puerto Rico Planning Board concluded in a prior administrative proceeding, the determination of which is firm and final, that Use Permit 2019-279203-PUS-06518 was issued without jurisdiction by Rodríguez Sánchez as a licensed professional, whose accreditation certification has been expired since October 2017, and in violation of the Joint Permitting Regulations of 2020. Rodríguez Sánchez issued the permit in 2019.

The defendant will have to demolish – on an estimated

507 square meters – a structure under construction in block and concrete, a small finished structure of block and concrete construction, another small finished structure, gates, building materials in the area, stairs and even a dock.

In addition, an access gate in galvanized steel and a link wire fence with a concrete footing and a concrete fence on the east side and a link wire fence on the west side must also be removed.

The entire piece of land where the illegal construction is located in an area delimited as a Coastal Barrier Resource System (CBRS). A Coastal Barrier is a declaration by the federal government not to participate in and to disregard the development of such areas.

In addition, 98% of the land is located in the PR (Resource Preservation) district, which comprises properties or parts of them whose existing natural order must be maintained to a maximum extent. No construction is permitted in the district, except for those related to scientific studies.

In addition, the property is part of the Jobos Bay reserve, which is under federal and state administration and regulation.

Flores Torres is also being sued, along with a dozen other people, in a separate legal action by the DNER for invading and appropriating public lands within the reserve.

The co-defendant in the case has been given 30 days to comply with the demolition order, which will be under the supervision and approval of the Department of Natural and Environmental Resources.

UPR Vice President Ana Milena Lucumi emphasized that the development of distance education is a milestone in constant evolution at the UPR, to serve through regular education and continuing education all residents of Puerto Rico who seek training, both formal and informal, of high quality and with the integration of emerging technologies.

“Courses will be available through computers and mobile devices 24 hours a day, seven days a week,” López Figueroa added. “To ensure the progress of the students, we will have 25 training coordinators and monitoring systems. In this way, we will advance in the implementation of the reform in all work areas.”

Airbnb has paid $70 million in room taxes since 2017

ince 2017, Airbnb has paid the Puerto Rico Tourism Company $70 million in room occupancy taxes, also known as the room tax, according to reports Thursday.

The collection of the room tax from the short-term rental giant began on the island in 2017 as a result of a voluntary collection agreement (VCA) established between the Tourism Company and Airbnb.

“Tourism tax collections are vital for governments, especially in times of inflation. We are committed to collaborating with Puerto Rico through the voluntary collection of the Room Tax and providing Puerto Ricans with additional income,” said Carlos Muñoz, director of public policy at Airbnb Central America and the Caribbean. “We welcome House Bill 1557 and Senate Bill 936, which are currently being discussed in the Legislative Assembly.”

The reports note that in 2014 the first VCAs were signed with San Francisco and Portland. Since then, Airbnb has

worked with thousands of jurisdictions to facilitate the collection and remittance of various taxes on behalf of hosts,

thereby simplifying the administrative process for local governments.

The collection of the room tax from Airbnb began in Puerto Rico in 2017 as a result of a voluntary collection agreement established between the Tourism Company and the short-term rental giant.

Casting a stronger net Treasury Dept. continues crackdown on unregistered vendors and people who don’t report their taxes

hile money is hard-earned by many, it’s not always rightly earned. Some people don’t report the money they make to the island Treasury Department or the IRS. This is commonly known as tax fraud.

Puerto Rico is no stranger to tax fraud or tax evasion, but it seems that time will soon be running out for those who don’t report their earnings to the IRS and to those business owners who don’t register with the Treasury Department.

During a press conference on Thursday as a part of a series of inspection initiatives against tax evasion, Treasury Secretary Francisco Parés Alicea announced that the agency known locally as Hacienda will be sending more than 10,000 notifications to taxpayers who have failed to declare income totaling in the millions of dollars to Treasury, as well as to merchants who are not registered with the department but are actively doing business in Puerto Rico.

“We continue to work firmly with our inspection measures and today we began to send notifications to non-filers, using information from Form 1099, provided by the federal Inter-

nal Revenue Service (IRS),” Parés Alicea said.

“We are also officially contacting merchants who are not registered with the department and are not paying local contributions.”

In the case of Notifications for Unreported Income, 4,440 taxpayers will receive, as of Thursday and during the next week, the notification from the Treasury. That group did not report income totaling $191 million, generated during the 2020 tax year. Last year another group of 2,905 taxpayers were notified for omission of income during the 2019 tax year and of the total, 324 complied with the filing of the Puerto Rico return, which represented collections of about $3.8 million.

Access to information on income generated and not reported is a product of the current agreement between the Treasury Department and the IRS. The exchange of information expanded with the digitization of systems in the Treasury and the emigration of all types of taxable income data to the SURI platform. By sharing information from 1099 forms, which is an equivalent of Form 480 or W-2, the Treasury gains knowledge of income. The notifications sent include Form 1099, which indicates the omitted income.

Also indicated are the compliance dates for the payment of unreported income and any outstanding balance. If the taxpayer does not agree, he or she must file an objection through requisitionplanilla@hacienda.pr.gov, on the indicated date.

If no action is taken, the Treasury has the

In the case of merchants, the identified group has an employer identification number in the IRS, but does not have a merchant registration on file with the Treasury. The Treasury is requiring about 6,541 identified merchants to register in SURI and request the merchant registration to be able to operate. Last year, 5,970 merchants were required to come into compliance, of which 1,142 proceeded to register.The Puerto Rico Internal Revenue Code of 2011 establishes certain penalties along with administrative fines and measures for those businesses that do not comply with their tax and contribution obligations, among them a penalty of up to $10,000 for failing to register and not obtain the merchant registration.

“Our recommendation to all taxpayers with outstanding balances is to opt for Vol-

untary Disclosure,” Parés Alicea said. “[That] can be done in person, in office 615 of the Intendente Ramírez Building in San Juan or electronically through divulgacionvoluntaria@ hacienda.pr.gov.”

The Voluntary Disclosure program has completed 1,320 cases of taxpayers with balances pending, which represented $254,331,696 in tax payments between the years 2009 and 2023.

Parés Alicea also announced that 34,233 taxpayers will receive a notice regarding the Economic Impact Payments Recovery Process for payments disbursed to ineligible individuals during the COVID-19 pandemic.

The process affects about 1.8% of the 1.8 million families that received the payments.

“The total disbursements of the $1,200 and $600 payments totaled $4,284 million for 1,889,058 families,” the Treasury chief said.

The recovery notifications represent a total of $45.6 million.”

Island’s economic activity index grew in August

uerto Rico’s economic activity index (EDB-EAI) reached 128.2 points in August, reflecting a 3.3% year-overyear (YoY) increase from August 2022.

The information is contained in the latest preliminary report from the Economic Development Bank (EDB) for Puerto Rico, issued earlier this week.

During fiscal year (FY) 2022, the EDBEAI, seasonally adjusted (s.a.), increased by 4.9% when compared to FY 2021, and advanced, preliminarily, by 0.3% during FY 2023. For the July-August period of FY 2024 it grew by 3.4% compared to the previous year.

Moreover, a preliminary increase of 1.9% was registered during calendar year 2022, after an increase of 4.9% during

calendar year 2021.

For the first eight months of 2023 (January–August), it reached a 1.4% growth when compared to the same period from the previous year.

Total non-farm payroll employment, s.a., averaged 954.4 jobs in August 2023, which represents an expansion of 1.2% on a month-over-month (MoM) basis, and annual increase of 3.5%.

Electric power generation, s.a., for August totaled 1,594.5 million kilowatt-hours, a 4.2% drop on an MoM basis, and an annual increase of 2.1%.

The preliminary estimate for gasoline consumption, s.a., in August totaled 70.6 million gallons, 0.5% above the 70.3 million of gallons estimated for July, and a 2.1% improvement when compared to the same month from the previous year.

Cement sales, s.a., totaled 1,217.7

million 94-pound bags for August, with an increase of 2.4% on an MoM basis,

and a decrease of 3% when compared to August 2022.

Atlantic hurricanes are getting stronger, faster, study finds

urricanes in the Atlantic Ocean are now twice as likely to grow from a weak storm into a major Category 3 or higher hurricane within just 24 hours, according to a study published Thursday.

“These findings should serve as an urgent warning,” said Andra Garner, an assistant professor of environmental science at Rowan University in New Jersey and the author of the new paper.

Many of the costliest climate-related disasters to strike the United States in recent years have been hurricanes that intensified unusually quickly. Hurricane Maria, which killed more than 3,000 people in Puerto Rico and neighboring islands in 2017, strengthened from a Category 1 to Category 5 hurricane in less than 24 hours before making landfall.

When hurricanes intensify so quickly, it becomes more difficult to forecast how severely places will be affected. In the worst cases, officials may be left without time to order evacuations.

The new study, which appeared in the journal Scientific Reports, adds to a growing body of evidence that rapid-onset major hurricanes are becoming more likely.

From 2001 to 2020, Garner found that tropical cyclones in the Atlantic Ocean had an 8% chance of strengthening from a Category 1 or lower storm into a Category 3 or higher hurricane within 24 hours. By comparison, from 1970 to 1990, similar storms had only a 3% chance of strengthening so much, so rapidly.

Hurricane categories, which range from 1 to 5, are determined by the storms’ wind speed. All are dangerous, but storms rated Category 3 and above — with wind speeds over 110 mph — are considered “major” hurricanes.

Tropical storms form when warm ocean water evaporates into the atmosphere. The storms gather their wind power in large part from the difference in temperature between the surface of the ocean and the cooler upper atmosphere. That’s why the North Atlantic hurricane season runs from June through November: It’s the time of year when the water is warmest.

Globally, oceans have absorbed more than 90% of the extra heat trapped on the planet’s surface by greenhouse gas emissions.

Since 1850, the global average sea surface temperature has risen by about 0.9 degrees Celsius.

“Without limiting future warming, this is a trend that we could expect to continue to get more extreme,” Garner said.

Garner examined historical data from the National Hurricane Center using a variety of statistical analyses on recorded wind speeds of all tropical cyclones in the Atlantic Ocean between 1970 and 2020. She found consistent increases over time in the likelihood of storms to grow quickly.

She also found smaller regional differences within the Atlantic Ocean. There was more rapid intensification of storms along the east coast of the United States, in the southern Carib-

bean, and in the eastern Atlantic from 2001 to 2020 compared with 1970 to 1990. In the Gulf of Mexico, however, there is less rapid intensification now compared with previous years.

This paper confirms previous studies on hurricane intensity in the Atlantic Ocean. The research is “converging,” said Kerry Emanuel, a professor emeritus of atmospheric science at MIT who conducted early research on this topic and wasn’t involved in Garner’s study.

Emanuel cautioned, however, that climate change from greenhouse gas emissions may not be the only factor contributing to a warmer northern Atlantic and changing hurricane behavior.

Decreased sulfate aerosol pollution following clean-air regulations in the United States and Europe may also affect storms. This type of pollution, a byproduct of burning fossil fuels but distinct from greenhouse gases, reflects sunlight back into the atmosphere and cools the Earth slightly. Emanuel suggested that more global studies are needed to separate the influence of global climate change from aerosol levels and other local factors specific to the Atlantic.

Even so, “the physics is super clear that as you warm the globe, you raise the thermodynamic potential for hurricanes,” he said.

Emanuel also emphasized the real-world importance of this research. The rapid intensification of hurricanes is “the forecaster’s nightmare,” he said. “You go to bed, figuratively speaking, at 10 at night, and there’s a tropical storm in the Gulf of Mexico. And you wake up the next morning and it’s a Cat 4, eight hours from landfall. And now you don’t have time to evacuate anybody, to warn them.”

Although this study isn’t global, it’s one of the most robust so far, said Karthik Balaguru, a climate and data scientist at the Pacific Northwest National Laboratory who also studies hurricanes and wasn’t involved in Garner’s research. The fact that this finding of more quickly growing storms stayed consistent through multiple kinds of statistical analyses shows there’s a real trend in the data, Balaguru said.

Tropical Storm Tammy forms in Atlantic

he National Hurricane Center (NHC) in Miami confirmed the formation of Tropical Storm Tammy east of the Windward Islands on Wednesday.

Tropical storm warnings have been issued for Barbados, Dominica, Martinique and Guadeloupe.

According to the NHC, at 8 a.m. Thursday, Tropical Storm Tammy was centered near 13.5N 54.8W or 420 nautical miles ESE of Guadeloupe, moving W at 15 kt.

Tammy was expected to continue moving westward at a slower rate through Thursday. A turn to the west-northwest was forecast for Thursday night, followed by another turn to the northwest on Friday night or Saturday. Based on the forecast track, Tammy’s center will approach or pass through the

Leeward Islands between Friday and Saturday.

Puerto Rico is barely within Tammy’s cone of direct influence.

A gradual strengthening is expected in the coming days.

Tropical storm-force winds extend up to 220 kilometers northeast of the storm’s center.

By the weekend, Tammy could produce rainfall accumulations of between 3 and 6 inches, reaching highs of 10 inches, in northern parts of the Windward Islands and Leeward Islands. Accumulations of 1 to 2 inches, with highs of 4 inches, are expected for the British and U.S. Virgin Islands and eastern Puerto Rico. These rains could cause flash flooding and landslides in high-elevation areas.

Jordan reverses himself and will push for a third speaker vote

I

n a day of whiplash and uncertainty on Capitol Hill, Rep. Jim Jordan of Ohio said Thursday he would push for another vote to become speaker even in the face of a growing bloc of Republican opposition.

Just hours after the hard-right Republican said he would hit pause on his candidacy and support elevating the interim speaker, Rep. Patrick McHenry of North Carolina, to temporarily lead the House, Jordan reversed course yet again and said he would move forward with his bid to win the post. It was not immediately clear when another vote could be scheduled.

His decision came after a furious backlash from rank-and-file Republicans, including many of his far-right supporters, who said empowering McHenry — a standin appointed to his post after the ouster of then-Speaker Kevin McCarthy — would effectively cede control of the House floor to Democrats and set a bad precedent.

It was the latest abrupt turn in a Republican speaker drama that has played out for more than two weeks, underscoring the depth of the party’s divisions and disarray.

Unable to unite behind a candidate to lead them, the GOP now can’t even agree on a temporary solution to allow the paralyzed House to function while they sort out their differences.

After falling short in two consecutive votes for speaker, Jordan, the hard-line co-founder of the House Freedom Caucus and a favorite of former President Donald Trump, had told members during a closed-door meeting Thursday morning that he did not plan to force a third vote right away. His candidacy has run headlong into opposition from a bloc of mainstream GOP holdouts, and he appeared to be losing more ground with each vote.

Instead, he said he would back a plan floated by some centrist Republicans and Democrats to explicitly empower McHenry — whose role is primarily to hold an election for a permanent one — to conduct legislative work through Jan. 3.

But during a contentious closed-door meeting of Republicans, his backers demanded he fight on.

“We made the pitch to members on the resolution as the way to lower the temperature and get back to work,” Jordan said. “We decided that wasn’t where we’re going to go. I’m still running for speaker. I plan to go to the floor and get the votes and win this race.”

He said he wanted to speak with the 22 Republicans who opposed his nomination Wednesday before scheduling a third vote.

The idea was met with intense backlash during a raucous closed-door meeting of House Republicans with several members emerging and declaring the proposal dead on arrival. Some members waived pocket-size

“Just reading the room, I think it’s dead,” said Rep. Vern Buchanan of Florida.

Tempers at the meeting ran hot as members aired grievances and lamented the chaotic state of the chamber.

McHenry holds the position of speaker pro tempore under a House rule instituted after the Sept. 11, 2001, terrorist attacks. It requires that the speaker secretly prepare a list of lawmakers to temporarily assume the post in the event that it should suddenly become vacant.

The ouster of McCarthy this month activated the rule for the first time, and McHenry, a close ally of his, was at the top of the list.

But because the situation is without precedent, the scope of an acting speaker’s powers is a matter of dispute. Some lawmakers in both parties believe they should eliminate any uncertainty by passing a resolution to explicitly empower McHenry to conduct legislative business for a set period of time. They have been discussing doing so through early January, although the timing was a point of debate.

Jordan’s waffling came after he fell well short of the majority he would have needed to be elected speaker Tuesday, and he was defeated again Wednesday when the number of Republicans refusing to back him grew.

Rep. Warren Davidson of Ohio said Thursday he was continuing to talk with Republicans to see if any would flip to Jordan but was finding the divisions in the party too deep. Several members he talked to were still deeply embittered at how some of Jordan’s supporters

forced out McCarthy and declined to support Rep. Steve Scalise of Louisiana, the No. 2 Republican, when he was initially named the party’s choice to succeed McCarthy.

But the proposal to empower McHenry angered hard-right Republicans, who condemned the idea as a partnership with Democrats who have been calling for the move. McHenry negotiated a deal with the White House on the debt limit this year that was opposed by his party’s right wing.

“It’s a giant mistake to give the Democrats control of a Republican majority,” said Rep. Jim Banks of Indiana, who backs Jordan. He added: “What they’re doing right now is walking the Republicans off the plank. We don’t deserve the majority if we go along with a plan to give the Democrats control over the House of Representatives.

It’s a giant betrayal to Republicans.”

The roadblock Jordan has encountered is a rare instance of the party’s more mainstream wing — normally those who seek compromise and conciliation — breaking with their Republican colleagues in defiance of the ultraconservative faction led by Jordan. About 300 pleading for cease-fire were arrested on Capitol Hill, organizers say

undreds of demonstrators descended on a congressional building in Washington on Wednesday afternoon to demand a cease-fire in the Israel-Hamas war, resulting in an estimated 300 arrests and restricting access to Capitol Hill.

The rally was organized by two Jewish anti-Zionist groups, Jewish Voice for Peace and If Not Now, and about 400 of their members assembled inside the rotunda of the Cannon House Office Building, led by about 25 rabbis reading testimonials from Palestinians in the Gaza Strip and reciting prayers. Outside, hundreds more chanted, “Cease-fire now,” and sang in Hebrew and English.

Demonstrations are not permitted inside congressional buildings. About 300 protesters were arrested, organizers estimated, although the Capitol Police would not comment on the number beyond saying on the social media platform X, formerly Twitter, that three were charged with assault on a police officer. Protesters were restrained with zip ties and led into police vans.

Linda Holtzman, a rabbi from Philadelphia, said she was protesting because of her faith, values and Jewish history, a theme other attendees echoed. Holtzman, who said she was concerned about violence intensifying against civilians

in Gaza, said her grandmother survived the Holocaust and that she was taught to fight for all human life.

“Where there is no justice, I have to be a voice for justice,” she said.

Activists at the rally Wednesday called on demonstrators to attend another protest, near the Israeli embassy in Washington, later in the evening. On Friday, the organization plans to participate in a rally with several activist groups at the National Mall.

“People are coming from across the country,” said Eva Borgwardt, the national spokesperson for If Not Now. She believes that protesting violence is a way to honor fallen Israelis and Palestinian. “So many of us are grieving,” she said, adding, “The horrific bombing cannot be the answer.”

Netflix adds 9 million subscribers in third quarter

etflix added 9 million subscribers in the third quarter and saw a year-over-year increase in revenue despite strikes by Hollywood writers and actors that brought the entertainment industry largely to a standstill.

Netflix’s revenue hit $8.5 billion in the quarter, the streaming company said in an earnings announcement on Wednesday, up 8% from a year earlier. The increase was credited to better-than-expected growth in subscribers to 247 million worldwide.

The company’s net income was $1.6 billion, up nearly 20% from a year earlier. Netflix is expected to spend some $13 billion on content this year, down from $17 billion, because of the writers’ strike, which recently concluded, and the actors’ strike, which continues after talks recently broke off.

Ted Sarandos, co-chair of Netflix, said in the earnings conference call that Netflix was “incredibly and totally committed to ending this strike,” pointing to how it has hurt the industry and the economy at large. But he added that a new demand last week from the actors’ guild — what he called “a subscriber levy that is unrelated to viewing or success” — “really broke our momentum.”

Netflix also said it was raising the monthly price for its premium ad-free service in the United States, to $22.99 from $19.99, and for its basic plan, which is available only to existing subscribers. It will also raise prices in Britain and France.

The premium service can be used on four devices at a time. The monthly price for the standard ad-free service, which can be used on two devices at once, will stay at $15.49. The basic plan — Netflix’s lowest without advertising — will increase to $11.99 from $9.99.

“Yes, raising prices will boost revenue for streaming services in the short term, but overusing this marketing lever isn’t sustainable, as consumers expect value: great content at a fair price,” Mike Proulx, a vice president and research director at Forrester Research, wrote in a report.

“Not only are consumers getting no additional value with recent and planned price hikes, they’re, arguably, getting less value.”

Still, with the overall television business contracting because of the rising cost of production and a soft ad market, Netflix may find itself in a strong competitive position.

For instance, the original series “One Piece,” an adaptation of a bestselling manga series, was a success in the United States and Japan. And the service found another hit in “Suits,” which aired on the USA Network before ending four years ago.

“We may have increased opportunities to license more hit titles to complement our original programming,” the company said in a letter to shareholders. It is a practice

that benefits “our members, as well as rights holders,” the company said, referring to “the new life that success on Netflix can drive.”

Sarandos added that in its deal with HBO, shows that debuted on Netflix, such as “Insecure” and “Ballers,” also “popped into the Top 10 on their streaming service for the first time,” in what he called “the Netflix Effect” because of the size of its subscriber base and its recommendation system.

Netflix said it expected net income to decline in the fourth quarter because of an increase in marketing costs associated with more movies and series being released, including the final season of “The Crown” and Zack Snyder’s big-budget sci-fi fantasy, “Rebel Moon.” Sarandos called the coming quarter “one of its strongest ever” for the film side, highlighting new movies from filmmakers including Snyder, David Fincher, Todd Haynes and Bradley Cooper.

Netflix said its ad-tier memberships were up almost 70%. In addition, it said 30% of its new subscriptions in the 12 countries where the ad tier was available were for the less expensive option. It also said it was having success with its efforts to combat password sharing.

The company recently initiated cuts to its animation department and shut down two animation films in preproduction, according to a Variety report. Now it is clear why: The company announced Wednesday that it had signed a new multiyear agreement with Skydance Animation, currently being run by former Pixar chief John Lasseter. Skydance, formerly at Apple, will now develop and produce animated movies directly for Netflix beginning in 2024.

“We’re thrilled with our success of animated features, but it’s a very long cycle of development and production,” said Sarandos, adding that no single company has ever really successfully launched more than two animated features in a single year. “This deal helps us to complement the work we are doing.”

Profits of US Mid-Sized Banks Likely to Be Squeezed by Higher Funding Costs U .S. mid-sized banks will likely need to shell out more to retain deposits in the next few months, a move that could crimp margins and add pressure to an industry already grappling with a potential slowdown in loan demand.

Net interest margins have broadly contracted across mid-sized lenders who have so far reported earnings for the quarter.

“We expect all banks to see slower net interest income growth in 4Q23 sequentially due to deposit mix changes and pricing pressures,” analysts at brokerage RBC Capital Markets wrote in a note.

The U.S. Federal Reserve’s interest rate hikes have spurred customers into chasing high-yielding alternatives to bank deposits, like money market funds.

To stem the migration, banks are offering higher rates of interest on deposits. This has increased costs for an industry that has already warned of a slowdown in loan demand as borrowing becomes costlier.

Banks are also looking to contain the fallout from the sector-wide crisis in March that wiped billions of value from bank stocks and saw customers frenetically withdraw deposits seeking the safety of large “too-big-to-fail” institutions.

The industry has regained some poise since then, but deposit levels continue to be a closely watched metric. A bond market rout has also raised fears of unrealized losses lurking on banks’ balance sheets.

The harsh operating environment has weighed on stock prices and hurt valuations. The S&P 500 Banks index, which tracks a basket of large-cap bank stocks, has fallen nearly 12% this year, underperforming the benchmark S&P 500 index.

Truist Financial reported a near 31% drop in third-quarter profit on Thursday as the lender’s interest income from mortgages and credit-card debt declined, while it allocated more funds towards rainy-day reserves to cover potential sour loans.

KeyCorp said it expects interest income to be stable in the current quarter after reporting a lower-than-expected drop in its third-quarter profit, sending shares up marginally.

Fifth Third Bancorp’s earnings also came ahead of Wall Street’s profit expectations, sending shares 2.2% higher, but the lender said it expects net interest income to decline again in the current quarter between 1% and 2%.

Meanwhile, several U.S. regional banks beat third-quarter profit estimates on Wednesday as higher interest rates allowed them to charge more for loans, although rising loan loss provisions and deposit retention costs crimped margins.

Citizens Financial’s Chief Financial Officer John Woods said the bank expects a further contraction in its net interest margin to around 3% in the current quarter. It reported net interest margin of 3.03% in the third quarter compared with 3.25% a year earlier.

Deal lays groundwork for aid to reach desperate Gazans, officials say

O

n one side of the border crossing between Egypt and the Gaza Strip sit more than 100 trucks packed with desperately needed food, water and medical supplies. On the other wait more than 2 million Palestinians in Gaza now scraping by on dwindling stocks of basic human necessities.

Between them stand a series of locked gates and fences topped with razor wire, and nearly a week of diplomatic wrangling that finally appears to be bearing results. Officials and aid workers Thursday were hammering out the logistics of opening the gates, saying that a U.N.-led deal had laid the groundwork to allow trucks carrying humanitarian aid to enter Gaza from Egypt, offering the renewed promise of relief to the besieged enclave.

Aid organizations were told that the crossing would open Friday morning, according to an aid official who was not authorized to discuss the matter publicly and spoke on condition of anonymity.

The deal, officials said, includes the U.N. flag being raised at the crossing and international observers inspecting aid trucks before they enter Gaza. The arrangement is meant to satisfy demands by Israel, which is at war with Hamas, that none of the aid reach the group that controls Gaza and that the shipments not be used to smuggle weapons.

Opening up the border crossing at the Gazan city of Rafah — the sole official passage between the territory and Egypt — has taken on particular urgency with the enclave sinking into a deepening humanitarian crisis.

In the aftermath of the deadly Oct. 7 surprise attack by Hamas, Israel, aided by

Egypt, has imposed a complete blockade of Gaza, not allowing essentials to enter or people — including hundreds of foreigners caught in the strip when war broke out — to escape. Israel has waged an intensive bombing campaign of the strip and directed about 1.1 million people to evacuate northern Gaza and head to the south, closer to Egypt.

Supplies of every sort are nearly depleted — included in the aid waiting in Egypt are no-training-needed home birthing kits that include basics like soap, plastic sheets and scissors.

The possible breakthrough on aid delivery came amid protests in multiple countries after the explosion Tuesday night that killed hundreds of people at a hospital in Gaza City. Hamas and its allies say it was an Israeli airstrike; Israel says it was a malfunctioning rocket fired by Palestinian militants, and the United States has said its preliminary intelligence supports that assessment.

Israeli officials remain wary that the conflict could widen beyond Gaza. Israel and militant group Hezbollah have traded artillery fire across Israel’s northern border with Lebanon, clashes on the West Bank have killed dozens of Palestinians, and Iran has repeatedly hinted at marshaling its allies across the Middle East for a broader war against Israel.

On a brief trip to Israel, President Joe Biden said Wednesday that he had secured a commitment from Israel to safely allow food, water and medicine to pass through the Rafah crossing as long as it did not reach Hamas, and that Egypt had said it would allow an initial convoy of 20 aid trucks into the enclave, without specifying when.

Security on the Egyptian road leading to the crossing tightened Thursday, with officers stopping cars and checking the IDs of those inside.

Israel was also talking behind the scenes with Egypt, diplomats said, discussing the mechanics of the aid delivery, including whether a brief cease-fire could be declared for enough time to allow the supplies to safely enter Gaza. In addition to the bombardment, there has been talk of an imminent Israeli ground invasion to wipe out Hamas, making the need to secure safe passage for the aid trucks that much more urgent.

For Palestinians in Gaza, the talk of imminent aid deliveries was tempered by the dashed hopes of the past week. Diplomats have repeatedly said they had secured a deal to allow aid in and foreigners out, only to see roadblocks put in place by Israel and Egypt remain in place.

“Getting bread and water has become very challenging,” said Yousef Hammash, an aid worker with the Norwegian Refugee Council who days ago left his house in the north of Gaza following Israeli warnings to

move south before the threatened invasion.

European Union officials coordinating aid from the bloc were optimistic that trucks would be able to cross into Gaza.

The EU alone has 54 tons of aid sitting not far from the crossing in Arish, a city in an area of northeastern Egypt that is closed to non-Egyptian officials. It sits in a province where Egypt has fought militants for years, and the government in Cairo is wary of any spillover from the Gaza conflict.

Throughout the day and into the night Thursday, Egyptian officials held intensive talks in Cairo with the U.N. secretarygeneral, António Guterres; his humanitarian chief, Martin Griffiths; and a special U.S. envoy about how to deliver the aid to Gaza.

Hamas, which controls the Gaza side of the crossing, said it had not yet received word to open it up for aid to get through.

“All of Gaza is waiting for the aid,” Wael Abu Omar, spokesperson for the Rafah crossing at the Hamas-run Interior Ministry, said Thursday. “Of course we’ll let the aid through.”

Earlier discussions around opening the crossing had included efforts to get foreign nationals out of Gaza. EU and other Western officials said Thursday that there had been no progress on that front.

There are approximately 350 to 400 Americans; 1,200 EU citizens; 300 Canadians; 200 British citizens and 45 Australians in Gaza, according to diplomats.

Many have been waiting on the Gaza side for days in hopes of leaving. Every day, scores of them pack what personal belongings they can carry into suitcases and garbage bags and head toward the gate in hopes of securing an escape Others do not make it all the way there. Yousef Abu Shaaban, a Palestinian American, had packed his bags Wednesday morning in hopes that he would leave Gaza with his family the following day.

They had already waited for hours at Rafah twice in the past five days and hoped they would get lucky on their third try.

Instead, an Israeli strike hit the outside of their home that night, injuring the entire family and killing his 14-year-old sister.

Abu Shaaban, 18, who was born in Michigan, said that if a deal were struck to let foreigners leave Gaza, he was no longer sure he would be one of them.

“They would have to take us out in an ambulance,” he said. “I can’t walk.”

First Venezuelans sent back under new US policy arrive in Caracas

he United States, marking an end to a four-year suspension of returning Venezuelan migrants home, sent its first deportation flight to Caracas on Wednesday, with 127 people on board.

Later in the day, the Biden administration announced it would lift some of the sanctions on Venezuela in the oil and gas sectors.

The deportation flight, from Harlingen, Texas, and the limited sanctions relief came a day after the administration of President Nicolás Maduro of Venezuela and the opposition announced in Barbados that they had made tentative steps toward free and fair elections.

A senior U.S. administration official said easing some of the sanctions was a result of the partial agreement signed on Tuesday. The official was not authorized to speak publicly and spoke on the condition of anonymity during a phone call with reporters Wednesday evening.

It is unclear if the Biden’s administration’s promise of sanctions relief also included Maduro agreeing to accept Venezuelans deported back to his country.

Another deportation flight is scheduled to leave on Saturday, according to a U.S. official familiar with the strategy who spoke on the condition of anonymity to discuss internal plans.

The resumption of deportations is unusual because the United States and Venezuela do not have diplomatic relations, even as the Biden administration has shown that it wants to have more engagement with the authoritarian Maduro government than the administration of former President Donald Trump did.

Dozens of uniformed police and intelligence agents descended on Simón Bolívar Airport in Caracas on Wednesday afternoon waiting for the private charter flight, but declined to offer any details about the arrival.

Deportees — considered “traitors of the revolution” — would likely face serious obstacles back home, including finding work, said Patricia Andrade, the founder of Venezuela Awareness Foundation, a human rights organization in Miami, who testifies for Venezuelan immigrants applying for political asylum.

“The Biden administration stabbed these people in the back,” Andrade said.

More than 500,000 Venezuelans have crossed the southern U.S. border in the past three years, as the economy cratered and political conditions there worsened, U.S. immigration data shows.

In 2019, the Trump administration suspended air transportation between the United

States and Venezuela, citing conditions in the country, such as civil unrest, that threatened the safety of passengers, aircraft and crew.

On Oct. 10, the Biden administration asked for a limited exemption to the suspension in order to carry out deportation flights.

These flights were “urgently needed” to secure U.S. borders and protect “the integrity of its immigration system,” according to a letter to the Transportation Department from Blas Nuñez-Neto, the assistant secretary for border and immigration policy at the Homeland Security Department.

The increase in migration from Venezuela is straining immigration systems throughout the hemisphere, including those of the United States, Nuñez-Neto wrote.

The request followed several significant migration developments in September, including the apprehension of about 50,000 Venezuelans who had crossed the southern U.S. border illegally.

The continuing influx was leading to mounting pressure on President Joe Biden from Democratic mayors in cities where migrants — many of them Venezuelan — were straining local resources.

And a potential roadblock for deportation was removed when Sen. Robert Menendez, D-N.J., a vocal opponent of deporting Venezuelan migrants, stepped down from his powerful post as head of the Foreign Relations Committee after the Justice Department accused him of conspiring to act as an agent of Egypt.

While Venezuela and the United States do not officially have diplomatic relations, there has been some progress. Last year, Venezuela released American hostages, and weeks later, the United States granted Chevron a license for a limited expansion of energy operations in Venezuela, signaling the possi-

ble beginning of the country’s reentry into the international oil market.

The recent sanctions relief is not likely to have an immediate impact on global oil supplies, although it is a positive development for Maduro. But the deportation arrangement is an even bigger step, because it involves the Biden administration and the Maduro government working together and often.

Officials from both countries have to coordinate departure and arrival times.

Venezuelan officials have to provide travel documentation for the citizens who will be deported. And U.S. officials will be on the flights to hand over the migrants to Venezuelan officials when they land.

“What’s interesting about it is that we’re negotiating with a government that we don’t have diplomatic relations with,” said Thomas A. Shannon Jr., a former career diplomat who was the third-highest ranking official in the State Department. “It will be very hard to maintain the fiction that you don’t have a relationship.”

Experts say regular interaction between the two governments on deportation flights helps to legitimize Maduro as the recognized president of Venezuela. He was reelected to the presidency in 2018 in an election that is widely considered fraudulent.

The current agreement between the United States and Venezuela calls for a couple of deportation flights per week. But if the Biden administration sees a need to add more to stem illegal crossings, Maduro now has some bargaining power, said Christopher Sabatini, a senior research fellow for Latin America at the Chatham House, a research group in London.

Venezuelans have been mired in a severe economic crisis for a decade that has left store shelves empty and decimated the country’s health care and public school system.

The 5 clones in Argentina’s election

A

fter finishing a surprising first in Argentina’s presidential primaries in August, Javier Milei grabbed a microphone in front of a raucous crowd and thanked Conan, Murray, Milton, Robert and Lucas.

“Who else?” he said. “My four-legged children.”

Milei, a far-right libertarian who is the favorite in Argentina’s presidential election Sunday, would head to the country’s presidential offices, the Casa Rosada, not with a spouse and children, but with five mastiffs he has long called his children.

He is, of course, speaking figuratively.

Technically speaking, however, those five dogs are not traditional offspring of any animal. They are genetic copies of Milei’s former dog, also named Conan, and were created in a laboratory in upstate New York.

Milei’s five cloned dogs have become objects of fascination in Argentina’s presidential election and a window into his unusual candidacy. For months the national debate has revolved around his ascent, his eccentric personality and his radical economic proposals — like eliminating Argentina’s central bank and replacing its currency with the U.S. dollar — to save the nation of 46 million from one of its worst financial crises in decades.

Milei has made his original dog, Conan, named for the movie “Conan the Barbarian,” a central player in his backstory, saying the dog saved his life and spent numerous Christmases alone with him when he felt abandoned by others.

He has made the cloned dogs symbols of his libertarian ideals by naming four of them for three conservative American economists: Murray Rothbard, Milton Friedman and Robert Lucas.

And at his rallies, he has held aloft paintings of his dogs, which he passes out to the crowd before picking up a roaring chain saw, his go-to metaphor for the deep cuts he wants

Milei has also signaled that cloning could find a place in his government. Last month he said that, if elected, he would appoint an Argentine scientist who has dedicated his career to cloning animals as the chair of an influential national scientific council.

“He is considered the national cloner,” Milei said of the scientist, Daniel Salamone.

“This is the future.” Milei’s scientific beliefs, including denying humans’ role in climate change, have worried scientists.

Milei is the front-runner in Sunday’s election, but polls suggest that he will not receive enough votes to win outright and avoid a runoff in November.

Milei’s cloned dogs are also an example of a growing trend among wealthy pet owners that is raising tricky ethical questions.

A handful of companies in the United States, China and South Korea have cloned hundreds of dogs since the first cloned canine in 2005. Barbra Streisand owns two clones of her Coton de Tulear, while Barry Diller and Diane von Furstenberg have three clones of their Jack Russell terriers.

To clone his dogs, Milei hired PerPETuate, a company run by Ron Gillespie, 75, who got his start in the world of livestock insemination and now runs a “genetic preservation” firm from the Big Island of Hawaii.

Gillespie said he received an email from Milei in 2014, saying he was interested in cloning Conan. “He said that this dog was his life,” Gillespie said.

For $1,200, Milei sent a sample of Conan’s tissue to Gillespie’s business partners, scientists at Worcester Polytechnic University in Worcester, Massachusetts, who used that tissue to grow cells full of Conan’s DNA and then cryogenically freeze them.

(Some cells remain frozen in Worcester.)

In 2018, after Conan died, Milei reached out again. He was ready to pay the $50,000, which was the cost of a procedure that would guarantee him at least one clone.

Cloning one dog usually requires more than 100 eggs — or about a year’s worth of eggs from five to 10 canines — which are surgically harvested from donor dogs, Gillespie said.

Dog-cloning technology is largely the same since Dolly the sheep became the first mammal clone in 1997. Scientists remove the nucleus from each donor egg cell, wiping them clean of all their DNA. Into those empty eggs, the scientists insert the cells full of DNA of the animal being cloned.

“Then we stimulate the egg cell with a shot of electricity, and that forms a one-cell embryo that immediately begins to multiply,” Gillespie said.

Ten to 15 of those embryos — based fully on the DNA from the dog being cloned — are then implanted into the uterus of a surrogate dog.

Some bioethicists and animal-welfare groups question the ethics of pet cloning, both for its use of animals to donate eggs and carry cloned fetuses, as well as the fact that there are already millions of unwanted pets.

Jessica Pierce, a bioethicist who studies the relationship between humans and dogs, has said cloning contributes to the creation of “a canine underclass” who live sometimes difficult lives to produce clones. “I don’t think it’s too strong to call what we do to reproductive labor dogs a form of incarceration,” she said.

Pet cloning companies reject that characterization, saying many surrogate dogs are adopted by loving families.

Pierce said cloning also destroys more embryos than typical dog pregnancies. She said that seemingly puts it at odds with the beliefs of Milei, who has promised to try to ban abortion because he says life begins at fertilization.

Milei’s campaign declined to comment or make him available for an interview.

To clone Milei’s dogs, Gillespie con-

tracted ViaGen Pets, based outside Austin, Texas, the only American company cloning dogs. ViaGen declined to say how many eggs it used to clone Conan.

ViaGen said that in nearly 3 out of 4 cases, cloning a dog produces just one clone.

In Milei’s case, in 2018, it produced five.

“He was ecstatic,” Gillespie said. Once the clones arrived in Argentina, one began responding to “Conan” and seemed to enjoy the same television show as Milei’s previous dog, so Milei named the clone Conan, Gillespie said Milei told him.

Conan “is literally a son to me,” Milei told an Argentine news site in 2018. The other four clones “are like my grandchildren.”

He also has said the dogs are a handful.

“My house is like Kosovo,” he said on television in 2018. “In two weeks, they’ve eaten almost four armchairs.” Five years later, he has said the largest of the pack weighs 220 pounds.

On the campaign trail, Milei has largely kept the dogs at a day care, out of sight. But they have remained a part of the debate.

Sergio Massa, Argentina’s economic minister who is polling just behind Milei in Sunday’s vote, criticized Milei’s dismissal of global warming by saying that parents are worried about the planet’s future, unlike those “who speak to their dogs like they were their kids.”

Argentine news outlets have also reported that Milei has privately said that he has received strategic advice from his dogs.

When asked whether he, in fact, takes advice from his dogs, Milei has remained coy.

“They are fabulous, because look at everything I’ve achieved,” he told the Spanish newspaper El País. He added, “What I do inside my house is my problem.”

Celia Melamed, an Argentine veterinarian who runs a workshop on communicating with animals, said one of her students has been Karina Milei, Milei’s sister and campaign manager.

Melamed said she can feel the emotions of animals through a sort of metaphysical connection. “If I connect with an animal and it’s afraid, I feel the fear in my body,” she said. “It seems esoteric, and perhaps it is, because so far science has not dealt with this.”

Gillespie, the cloning entrepreneur in Hawaii, said that since learning on Facebook that his client was a politician, he has watched Milei’s rise with fascination.

“As I tell my wife,” he said, “I don’t have a vote in the Argentine election, but I do have five dogs in the race.”

An evolving moral high ground in the Israel-Gaza war

he terrorist attack by Hamas against Israelis — the worst massacre of Jewish people since the Holocaust — was horrid, barbaric and inexcusable. Israel has a right to defend itself and pursue the perpetrators.

What is happening to innocent citizens of the Gaza Strip, and what is likely to happen to them as the war between Israel and Hamas continues — evacuation orders are imposed, electricity and basic supplies are cut off — is also horrid and not a justifiable response to the terrorist attacks.

The developing status of this war illustrates just how quickly perceptions about who has the moral high ground can evolve in conflicts like this.

Innocent people, particularly children, are caught in a political and military clash in which they have played no part. They cannot and should not be targeted in any way. Nor should they be written off as collateral damage in a “righteous” war.

When our empathies have boundaries — when they stop at borders, races, ethnicities — when one group is freely granted them while another is wholly deprived, then our empathies are false. They have been weaponized. They are instruments in an argument.

Last week, Israel called for the evacuation of more than 1 million citizens from the northern Gaza Strip, a monumental undertaking at any time, let alone in the middle of a conflict.

The World Health Organization said Friday that such an evacuation would be “disastrous,” following up the next day by saying that the evacuation could “further worsen the current humanitarian and public health catastrophe.”

This all came as Palestinian deaths in Gaza continued to mount.

As Sari Bashi, program director at Human Rights Watch, wrote Sunday about the potential harms of the evacuation order, “war crimes by one party don’t justify war crimes by the other.” She correctly noted that under the laws of war, “The fact that Hamas-led fighters targeted civilians doesn’t allow the Israeli military to target civilians or flout its obligations to protect them.”

In other words, a gloves-are-off, by-any-meansnecessary retaliation is wholly unacceptable, regardless of who is engaged in it. Yet there’s been an acute debate around this very question here in America in recent days.

Most Americans assess this conflict the way they do many others: at arm’s-length and an ocean away.

And they do so through the prism of their own sense of fairness and justice.

In this case, there is something of a partisan and generational schism, with some progressive Democrats and younger Americans more likely to express a greater degree of sympathy for the Palestinian people or at least less reflexive support for Israel, according to polls.

Many of those who share this view are part of what Elizabeth Alexander, the writer, poet, scholar and president of the Andrew W. Mellon Foundation, has called the Trayvon Generation — a generation of young people who have come of age in the decade since the killing of Trayvon Martin in 2012. It’s a generation that has become highly attuned to intersectionality, the history and current expressions of various forms of oppression, and the ways in which colonialism, imperialism and capitalism undermine the concepts of equality and justice.

And just because the country as a whole seems to have turned the page on its fleeting interest, circa 2020, in the movement born of this generation of Americans, that doesn’t mean the impulses and understandings of members of this generation simply evaporate. Social and racial justice is still their compass. It is a part of who they are and how they think. And it is with that compass that many of them evaluate the broader dispute over Israel’s control of the Palestinian territories and the immediate conflict between Israel and Hamas.

I think it would be a great mistake to bemoan the position taken by many of these young people — the seekers of context, not the defenders of terror, of course — rather than seeking to understand it. In politics, you convert people by convincing them, not condemning them.

Is there antisemitism coming from some in the debate over this conflict? Yes — and that must be called out.

But you can be opposed to Israeli government policies without being antisemitic, so we should take care not to conflate all opposition to Israeli government policies with hatred of Jewish people. Lumping together any kind of support for Palestinians in this moment as inherently hostile to Israel’s Jewish citizens and to Jewish people around the world is also problematic — and intellectually dishonest.

And we should similarly take care not to equate the views of all Palestinians with the views or actions of Hamas. A July poll commissioned by the Washington Institute for Near East Policy and conducted by Palestinian Center for Public Opinion found that 62% of Gazans supported Hamas maintaining a cease-fire with Israel, and half agreed with this proposition: “Hamas should stop calling for Israel’s destruction, and instead accept a permanent two-state solution based on the 1967 borders.”

In our country, many people are simply trying their best to make sense of a complex situation and coming to a conclusion that the context of the conflict, both historical and present, muddies the moral waters.

All infliction of human suffering is wrong, and we should all be willing and able to object to and resist it whenever we see it, no matter who imposes it or who endures it.

Cepeda, canchas en urbanizaciones Villa Aurora y El Coquí, y otros espacios en La Colindancia, Puente Blanco, La Puntilla y Villa Aurora.

Alicea Vasallo destacó la importancia de estos espacios para los jóvenes y resaltó el progreso del 97% en el desarrollo de los proyectos en solo 18 meses.

El Ing. Manuel A. Laboy Rivera, director de COR3, mencionó que el municipio de Cataño ha adelantado en la reconstrucción infraestructural, beneficiando a los residentes. Además, reveló que COR3 adelantó $636,994 para el desarrollo de estos proyectos bajo el programa piloto Working Capital Advance.

Estos fondos se derivan del Proyecto 96965 de la FEMA, en respuesta a los daños causados por los huracanes Irma y María en 2018.

Sus expresiones se dieron durante el anunció del envío de más de 10,000 notificaciones a contribuyentes que han omitido ingresos millonarios al erario, así como a comerciantes que no están registrados en el Departamento, pero están activos haciendo negocios en Puerto Rico.

“Ya los puertorriqueños, la globalización y la regionalización, los servicios a través del internet muchos de estos servicios están sujetos a informativa a nivel federal y esa informativa a nivel federal, el equivalente de lo que son las famosas 480 en Puerto Rico, las cuales no tan solo tiene acceso el servicio de Rentas Internas Federal, sino también prácticamente de Hacienda.

Ya tenemos 4,400 notificaciones. Son 4,400 contribuyentes que, a nuestro juicio, para el año contributivo 2020 omitieron cerca de 20 millones de dólares en ingresos potencialmente tributable. Ya, el Departamento de Hacienda ha comenzado con este proceso de notificación”, sostuvo.

Cher on her first Christmas LP, a new beau and 25 years of ‘Believe’

hough she’s been a singer and performer for six decades, Cher had never made one of pop’s most ubiquitous (and commercially viable) releases: a Christmas album. “I just didn’t want to,” she said. “I didn’t know how I would fit into it. I didn’t know how Christmas music and Cher could come together and be harmonious.”

Then, suddenly — being Cher — she changed her mind.

“Christmas,” out Friday, is a 13-track romp through holiday music, with guest appearances from Stevie Wonder, Cyndi Lauper, Michael Bublé, rapper Tyga and Darlene Love, who reprises “Christmas (Baby Please Come Home)”, on which Cher first sang backup at 17. “There was no way I was going to do her song without her,” she said.

Just back from Paris Fashion Week, she spoke by phone from her California home, in a wide ranging conversation that touched on her affinity for assisting homeless people — “Just going and sitting down on the sidewalk, talking and interacting; I really loved it” — the time she went to Pakistan to save an elephant (there’s a documentary); and her new gelato popup, called, of course, Cherlato.

At 77, Cher has also recently suffered loss, including the deaths of her longtime friend Tina Turner in May and of her mother, Georgia Holt, at 96, just before the holidays last year; the album is dedicated to her. But she also has reason to be hopeful, like an unexpected romance with music producer Alexander Edwards, 40 years her junior, who encouraged her to go back in the studio, she said. He is credited as a producer on “Christmas,” and was responsible for the collab with Tyga.

“It was a surprise that he got T to be on it,” she said of “Drop Top Sleigh Ride,” a syncopated track that fit with her holiday party vibe. “I knew I wanted to make something that was fun — Christmas needs to be that,” she added. “It needs to be lighthearted because, you know, who knows what next Christmas will bring.”

Performances are in the works; she is also busy finishing her memoir — which, she admitted, is intense and allconsuming. “I’ve lived too long, and done too many things.”

These are edited excerpts from the conversation.

Q: How did your first musical conversations with Alexander go?

A: He talks about music a lot and we play music a lot.

And he knew from knowing me what I would like. There are certain chord progressions and sounds on any record that your body responds to, your emotions respond to. He just had me pegged so right. And he said, Cher, you need to go — well, he doesn’t call me Cher. But he said, baby, you need to get back in the studio because you are not finished. You need to bring what you have back to the world. And I was like, Oh, come on, dude. But he was serious. He didn’t even ask to produce. I just thought it would be really cool for him to do it and me to have something that was a very now sound.

Q: How did your relationship start?

A: We’ve had a one-year anniversary. We met at Fashion Week — we were in the same picture at the end of the Ann Demeulemeester show. Then I went off to visit Tina in

My friend gave him my number, and he texted me. I was like, Dude, this is not going to work out. Come on. I mean, he was very, very nice. We just got to be friends and then by the time we saw each other, we were more. It’s still crazy.

I’m like, old enough to be his — oh, I’m probably older than his mother. It doesn’t work on paper, but it seems to work in whatever reality we’ve created.

Q: Your landmark single “Believe” is about to have a deluxe rerelease for its 25th anniversary. It helped popularize Auto-Tune.

A: The sound for “Believe” started with an argument that Mark [Taylor, her longtime producer] and I had. The verse was not good. And he kept saying, Cher, you’ve got to sing it better, you’ve got to sing it better. And finally I said, Dude, if you want it better, get somebody else. And I walked out.

And then, the next morning, I’d seen this guy, this beautiful guy [Andrew Roachford] on a morning show, singing into a vocoder. I called Mark — can we do it into a vocoder? He said, I just got this thing called a pitch machine, and I’m playing around with it.

I went in later to listen and we both just jumped out of our chairs and high-fived. I said, you don’t even know it’s me!

He said, Well, that’s what I was afraid of. I said, No, it’s perfect.

I love this.

Q: You couldn’t have had any idea about its legacy — it changed music.

A: No, of course not. We were just trying to fix a problem. The other day, Alexander was telling me that sometimes, when someone can’t sing all that well, they use it. That was something I didn’t really know.

Q: Do you mind that sound being associated with you?

A: Are you kidding? I love it. I mean, young people don’t know it came from me, but it’s OK. Maybe old people don’t know either. You know what I believe? What comes to you, belongs to you. That’s my theory about life.

Q: What’s your relationship to ambition at this point in your life?

A: Look, I’m working my ass off, so I must be ambitious.

If I don’t have the love for it, I wouldn’t do it. But I’m proud of this album, too. And I love everyone on it. I never had people on my albums before, and I didn’t plan to. It kind of started with Cyn [Cyndi Lauper]. I said, I’m going to do this Christmas album, and I’m not even sure what I’m asking, but I just want to know that if I need you, that you’ll be there. She said, “Yeah, yeah, yeah, fine.”

And then I did a Stevie song [his rendition of “What Christmas Means to Me”], but there were parts that I just didn’t know how to access. Because it belongs to him, not to me.

So I did my version, and I sent it to him. I thought I was going to have to, like, get down on bended knee — but I didn’t.

He said, Cher, is it one of my songs? Do you want me to play harmonica on it? When he said yes, my sister and I were in my bedroom and I just ran around and jumped up and down on my bed. I was yelling, “Stevie Wonder is going to be on my album!”

Q: Are you watching other veteran performers now, to see how you might do things differently?

A: I’m not going to do things differently. If people come to see you, they want you to do things they like. I remember seeing Bob Dylan — I think it was “Blood on the Tracks.” And I went to the first concert and some of the songs I went, “What is this?” He got tired of singing the songs the same way. But people really want to hear their favorite song exactly the same way. It doesn’t make any difference if I’m tired of it. I have to find it inside myself to love it and to love what I’m doing.

Q: Had you thought much about this stage of your career?

A: I never thought I would get here. I mean, my age is so frightening. It’s like, the numbers are so big. And I keep thinking, Where did it go? I was busy working. While I was busy being Cher, how did this happen? No one’s given me any info.

I still have a lot of energy and I can still be really excited about things. I live in Malibu. I can see the ocean, and that’s my favorite thing. I love my house. I’m grateful.

Q: How do you celebrate Christmas?

A: I don’t cook, but everyone ends up at my house.

Burt Young, ‘Rocky’ actor who played complex tough guys, dies at 83

B

urt Young, a burly actor who leveraged a weary gravitas and bareknuckled demeanor to build a prolific career as a Hollywood tough guy in films like “Chinatown,” “Once Upon a Time in America” and, most notably, “Rocky,” for which he was nominated for an Academy Award, died Oct. 8 in Los Angeles. He was 83.

His death was confirmed by his daughter, Anne Morea Steingieser.

With his bulldog build and his doleful countenance, Young amassed more than 160 film and television credits. He often played a mob boss, a street-smart detective or a bedraggled working man.

But even when he played a villain, he was no mere heavy. Despite his background as a Marine and a professional boxer, Young brought layers of complexity to his work. Acting teacher Lee Strasberg, who once coached him, called Young a “library of emotions.”

With his no-nonsense approach, he found a kindred spirit in another Hollywood tough guy — filmmaker Sam Peckinpah, who directed him in “The Killer Elite” (1975), starring James Caan, and “Convoy” (1978), starring Kris Kristofferson and Ali MacGraw.

“Both were mavericks and outlaws, with a deep respect for art,” his daughter said in a phone interview. “They understood each other because of the intensity and honesty Peckinpah demanded. He had no tolerance for lack of authenticity.”

Throughout the early 1970s, Young made memorable appearances on television shows such as “M*A*S*H” and in movies including the mob comedy “The Gang That Couldn’t Shoot Straight” (1971) and “Cinderella Liberty” (1973), a drama about a sailor (James Caan) who falls in love with a prostitute (Marsha Mason).

He also proved a scene stealer in a powerful, if brief, appearance in “Chinatown” (1974), Roman Polanski’s neo-noir masterpiece, as a cuckolded Los Angeles fisherman who becomes entangled in a tale of incest and murder.

His true breakout came two years later, with “Rocky,” the story of a low-level hood and club boxer (Sylvester Stallone) who gets an unlikely bout with the heavy-

weight champion, Apollo Creed (Carl Weathers). Young played the combustible Paulie, a butcher friend of Rocky’s and the brother of Adrian (Talia Shire), the introverted woman who becomes Rocky’s girlfriend.

The film, a gritty and often somber human drama directed by John G. Avildsen, was a far cry from its sometimes cartoonish sequels — all but one of them directed by Stallone — in which Young also appeared.

“It really wasn’t a fighting story, it was a love story, about someone standing up,” he said of the first movie in a 2006 interview with Bright Lights Film Journal. “Not even winning, just standing up.”

“Rocky” became a 1970s landmark.

It received 10 Academy Award nominations, including Young’s for best supporting actor, and won three Oscars, including for best picture.

“I made him a rough guy with a sensitivity,” Young later said of Paulie. “He’s really a marshmallow, even though he yells a lot.”

Burt Young — he adopted that name as an actor; sources differ on his name at birth — was born April 30, 1940, in Queens, New York. His father was a sheetmetal worker, an iceman and eventually a high school shop teacher and dean.

He started boxing in the Marine Corps and went on to a successful, if relatively brief, professional career under Cus D’Amato, a boxing trainer and manager who shepherded the careers of Floyd Patterson and Mike Tyson. He had a win-loss record of about 17-1 — his own accounts varied — when he quit the ring.

In his late 20s, he was laying carpets and doing other odd jobs when he became infatuated with a woman who tended bar, and who told him that she dreamed of studying acting with Strasberg. “I didn’t know who Lee Strasberg was,” he told Bright Lights. “I thought it was a girl.”

Young set up a meeting for the two of them with Strasberg, the father of method acting, and ended up studying with him for two years. “Acting had everything I was fishing for,” he recalled. “In my life till then, I’d used tension to hold myself upright. Lee’s great gift to me was relaxation.”

His many other film credits ranged from “Last Exit to Brooklyn” (1989), a harrowing adaptation of the scandalous 1964 novel by Hubert Selby Jr. about lost souls from the underside of midcentury Brooklyn, to the 1986 Rodney Dangerfield comedy “Back to School.” Young also wrote and starred in “Uncle Joe Shannon” (1978), the story of a jazz trumpeter whose life implodes before he finds redemption.

In addition to his daughter, Young is survived by a brother, Robert, and a grandson. His wife, Gloria, died in 1974.

Young also had a long career in theater, including a role alongside Robert De Niro and Ralph Macchio in “Cuba and His Teddy Bear,” a play about a drug dealer and his son that opened at the off-Broadway Public Theater in Manhattan in 1986 and later moved to Broadway.

Mel Gussow of The New York Times praised Young’s humor-laced performance as De Niro’s partner and lackey. He singled out one scene for praise in which Young, he wrote, was “sheepishly pulling up the wide waistband of his loud shorts while insisting that he is not fat but has ‘big bones.’”

Young was an avid painter who sold his work, and whose moody portraits showed the influence of Picasso and Matisse. “I don’t think you can put me in a bottle as an actor or an artist,” he said in a 2016 video interview. “Perhaps the acting, I’m a little more structured.”

In acting, he said, he zeroed in on precise emotional cues to express, say, greed or anger — to “fatten up” his characters.

Little wonder, then, that his Paulie in “Rocky” leaped off the screen with volcanic eruptions — tossing his sister’s Thanksgiving turkey into an alley in a fit of rage, smashing up her house with a baseball bat.

“Paulie was a pretty ugly guy many times,” he said. But, he added, “they miscast me.

“I’m a lovable son of a gun. It’s just that I go astray here and there.”

Roger Goodell agrees to contract extension with NFL

T

he NFL owners finalized a contract extension for Commissioner Roger Goodell earlier this week that would keep him in the league’s top job through March 2027, halting speculation that he might step aside when his previous agreement ended in a year.

The announcement was made at a twoday owners’ meeting in New York.

Since he took over as commissioner in 2006, Goodell has steered the league through a period of explosive expansion, nearly tripling revenue to about $20 billion a year. Although he has made missteps, particularly in his handling of suspensions involving players and coaches, the owners see little reason to replace him now.

Goodell will be 68 when his current contract runs out.

After the owners’ meeting finished on Wednesday, Art Rooney II, the owner of the Pittsburgh Steelers, said there was not much debate about extending Goodell’s contract.

“Roger’s done a great job,” he said. “The league has grown tremendously over this time.”

Why it matters: Under Goodell, business has boomed for the NFL Goodell is the most powerful executive in American sports, and the NFL is the largest and most powerful league in the country.

Replacing him will not be easy. He has spent his entire professional career — more than 40 years — at the NFL and has an unrivaled command of the league’s vast and growing operations.

He has also helped secure labor peace through back-to-back 10-year collective bargaining agreements, and helped negotiate media deals worth more than $100 billion that run through the end of the decade.

Teams also continue to be sold for record amounts. The Denver Broncos were purchased last year for $4.65 billion, twice what the Carolina Panthers were sold for in 2018. Earlier this year, Daniel Snyder sold the Washington Commanders to a group led

by Josh Harris for a record $6 billion.

Background: It pays to be the commissioner Goodell has been handsomely compensated for helping turn the NFL into a financial juggernaut. His current deal is worth as much as $200 million, and is based largely

on bonuses and incentives.

The owners paid Goodell almost $64 million in 2019-20 and 2020-21 after he helped secure a new labor agreement and lucrative broadcasting rights contracts. He also steered the league through the pandemic without the cancellation of any games.

For a decade, the compensation committee recommended a pay package that was sent to the full ownership for approval.

But in 2017, the Dallas Cowboys owner Jerry Jones threatened to sue the half-dozen team owners on the committee who were negotiating a new contract for Goodell. In response, Goodell’s contract was restructured to rely more heavily on performance-based bonuses instead of guaranteed salaries.

That showdown included a fine of $2 million for Jones for threatening the other

owners. Since then, the owners on three influential committees, which have a total of about 20 members, decide annually whether the commissioner has met the targets.

What’s next: The league has more time to look for a successor The contract extension will give the owners time to find potential candidates to fill Goodell’s shoes.

Inside NFL headquarters, Brian Rolapp, the chief media officer, is considered a contender. The Chicago Bears’ president, Kevin Warren, who previously worked for the Minnesota Vikings and the Big Ten, is another potential candidate.

Goodell will be older when his new deals ends than two predecessors were when they retired. Pete Rozelle stepped down in 1989 at 63 and Paul Tagliabue retired in 2006 at 65.

“We’ll see what the future holds,” Goodell said about his plans after this current extension. “I’m not making any other commitments on the next three years. I’m going to bust my butt.”

Jim Irsay, the owner of the Indianapolis Colts, said after the owners met in May in Eagan, Minnesota, near Minneapolis, that the league had become so big and complex that the owners should consider dividing the commissioner duties, with one person focused on business matters and another handling on-field issues.

“It’s a healthy discussion to have,” Goodell said. “The job changes over the years. It’s changed ever since I’ve been the commissioner. I know we will have the discussions at the appropriate time.”

The new contract will also afford the league the opportunity to look outside the NFL for a potential replacement.

How Phoenix fans watch their teams may change how you watch yours

ays after Mat Ishbia reached a deal in December to buy majority stakes in the NBA’s Phoenix Suns and the Phoenix Mercury of the WNBA, he met with top executives to learn more about the teams’ business operations, including how local fans were able to watch their games on TV.

The executives detailed three possibilities going forward, including sticking with Diamond Sports Group, which owned the regional sports network that for more than a decade had held the rights to show the teams’ games. Diamond Sports was saddled with $8 billion in debts — it would file for bankruptcy protection in March — but it still wrote big checks worth millions of dollars a year.

Ishbia, though, gravitated to the riskiest of the three options: ditching the regional sports network model that most teams followed for decades and returning to showing Suns and Mercury games for free on overthe-air channels. It might cost the teams money in the short term, but the bet was that it would help them reach more fans, including those who dropped their cable subscriptions or, like many younger fans, never

had one.

“What was interesting was the amount of people that were reaching out to me on social media about how they couldn’t watch the Suns games,” Ishbia said in an interview, adding: “It’s their team. It’s not Mat’s team.

To not be able to watch your game wasn’t an option that we were interested in.”

From page 27 In April, the organization announced that it would leave Diamond Sports and broadcast all Suns and Mercury games on over-the-air channels with the company Gray Television. They sent thousands of free antennas to fans who needed them. They also created a streaming option with the company Kiswe.

Ishbia’s decision shook a sports media world — clubs, leagues, networks, cable and satellite providers — trying to navigate the decadelong shift in how fans watch their home teams. Those used to finding games on one channel are having to search for them elsewhere as networks and leagues reshuffle their distribution deals in response to the rise of cord cutting and the boom in streaming. Some clubs could face shortfalls as they search for ways to replace revenue lost by the end of local media deals, potentially hindering their ability to bid for top players.

More teams are expected to overhaul their local media deals in the coming months as their contracts expire. Those that choose to show more of their games on free television are returning to a world that the NFL, which shows more than 90% of its games on over-the-air channels, never abandoned.

“It’s back to the future,” said Michael Nathanson, a media analyst at MoffettNathanson. “As more people cut the cord, these teams are losing their ability to reach their fans. So why not put it over the air for free and also build a streaming product that’s more accessible for younger fans?”

As the largest market going through this, Phoenix is ground zero for the rapid transition. In recent months, the Phoenix Coyotes of the NHL and the Arizona Diamondbacks of Major League Baseball joined the Suns and the Mercury in overhauling their local media deals. Last Friday, Bally Sports Arizona, the Diamond Sports network that carried all of those teams, shut down.

The Phoenix-area franchises are part of a growing wave of teams doing the same. The San Diego Padres, like the Diamondbacks, ended their agreement with Diamond Sports, the largest regional sports network provider. Major League Baseball used its broadcasting and streaming capabilities to keep the teams on the air and guaranteed they would get 80% of the revenue they received in their Diamond Sports deals.

Diamond Sports, which must make at least $400 million in annual debt payments, is in talks with its creditors, some of whom want to reshape the company’s business while others want to be bought out. Diamond Sports is also in talks with the NBA and other leagues about reducing their rights fees.

A company spokesperson declined to comment on the talks with creditors and the leagues.

The NBA’s Utah Jazz and Los Angeles Clippers are selling their games and programming directly to viewers with streaming packages, with the Jazz also broadcasting their games on a free channel.

The Jazz are “probably the largest real media company in the state,” Ryan Smith, the team’s owner, said in an interview this year. “If you actually think about the NBA, we’re not that different than a media or tech company.”

Smith said he expected most teams to take over their broadcasts entirely within three years.

Major League Baseball and the NBA have been preparing for this possibility for years. When Sinclair, Diamond’s parent company, bought the regional sports networks from Fox Sports in 2019, MLB made a bid because it wanted to control as much of its content as possible, Commissioner Rob Manfred said.

“That was a product of our belief the media was going to change dramatically,” he said, noting that 11 major league teams still have contracts with Diamond Sports.

Local media deals have traditionally been handled by the clubs, but in January, MLB hired executives from regional sports networks to develop contingency plans, like taking back the rights to Padres and Diamondbacks games and showing them on MLB.TV’s subscription service, as well as an array of cable and satellite companies. The broadcasts included the same announcers.

Jason and Wendy Dow, who live in Queen Creek, south of Phoenix, canceled their cable package with Cox this summer to save money and signed up for YouTube TV. Now they watch the Diamondbacks using the MLB app, which they said had better streaming functions.

“I was kind of upset at first, but it’s turned out to be better in the end,” Jason Dow said at a recent Diamondbacks home game. “On the old feed, you basically just saw the game without a lot of extras.”

The NBA began preparing for changes in 2018, creating a “next gen” service that includes a streaming service and production and distribution support that teams can use to stream broadcasts. So far, the Clippers, the Jazz and the Suns are using it.

Diamond’s bankruptcy doesn’t affect every team. Franchises like the New York Knicks, the Denver Nuggets and the Wizards in the NBA and the New York Yankees and the Boston Red Sox in baseball own their networks. Other teams are locked into long-term deals, like the Los Angeles Dodgers, who signed a 25-year, $8.35 billion deal with Time Warner Cable in 2013 and have part ownership of their regional sports network.

While the deals bring in dependable checks, some teams are reaching a shrinking viewership because of cord cutting. For others, like the Nuggets and the Dodgers, disputes with carriers like DirecTV and Comcast meant their games weren’t available to most people in their markets for part of their contracts.

The Suns first had games on cable television in 1981, and started broadcasting games on Fox Sports, which later became Bally Sports, in 2003. “​At the time it seemed pretty good, pretty solid,” said Jerry Colangelo, who was with the Suns as an executive and then an owner from 1968 until 2004. “And they had some strong years of growth, for sure.”

Instead of outsourcing the production and ad sales to the networks, the Suns produced their own content “to control our own destiny,” Colangelo said.

The Suns continued to produce their own games and sell their own ads after Colangelo sold the team. That gave them

and the Mercury a head start when Ishbia decided to change course. Most other teams will have to create those resources if they cut ties with regional sports networks.

The early results have been positive. Viewership for Mercury games jumped 418% last season, said Josh Bartelstein, CEO of the Suns and the Mercury.

Ishbia said getting fans hooked on the Suns and the Mercury was the goal. He has made big (and expensive) moves since buying the team, trading for highly paid stars Kevin Durant and Bradley Beal, and investing more than $100 million in a new practice facility for the Mercury and a new headquarters for both teams.

“I’m not focused on money,” Ishbia said. “We’re focused on success. We’re focused on fan experience. And money always follows those things.”

He added: “I think other teams will follow whether they have to or whether they want to. I think this is the future.”
