Focus is on expedited path to grid resiliency as Energy secretary meets with senior island officials

Secretary of Energy Jennifer M. Granholm traveled to Puerto Rico on Thursday to meet with local officials to discuss issues impacting electrical service and help enhance the use of renewable energy sources.

The trip follows President Joe Biden and first lady Jill Biden’s visit to the island after Hurricane Fiona when the president announced the new Puerto Rico Grid Modernization and Recovery Team.

As of Thursday, Granholm was slated to convene a series of closed-door meetings with senior members of the Puerto Rican government, the Federal Emergency Management Agency (FEMA) and the federal Department of Housing and Urban Development in Puerto Rico, and local utility leadership to listen and learn about the issues impacting the island’s power grid resilience and recovery so that Puerto Rico can emerge stronger from intensifying extreme weather events that are exacerbated by climate change.

The Energy secretary will also engage with the Puerto Rico Grid Resilience and Transitions to 100% Renewable Energy Study (PR100) Advisory Group, which is composed of repre sentatives across academia, community-based organizations, environmental advocates, industry, and government agencies to ensure the study reflects local perspectives and priorities. The PR100 Study is an effort led by the Energy Department’s National Renewable Energy Lab, which will identify pathways for Puerto Rico to meet its 100% renewable-energy goals in accordance with Puerto Rican law.

The islandwide blackout caused by Hurricane Fiona in September served as a stark reminder that the island is still very far from rebuilding a resilient grid. Of some $9.5 billion given to Puerto Rico to rebuild the grid, only a total of some $190 million has been authorized by FEMA.

“Billions of dollars of federal funds have been made avail able to repair, upgrade, and improve the resilience of Puerto Rico’s power grid,” Granholm said in a statement. “Yet five years after Hurricane Maria, with the bulk of those funds still unspent, there are still fundamental and critical faults in the island’s electrical system that threaten its reliability. This failure to act makes clear that renovation of the grid must be acceler ated to do right by the Puerto Rican people. At the instruction of President Biden, the Puerto Rico Grid Modernization and Recovery Team, led by the Department of Energy, will support Puerto Rico in rebuilding an electricity grid that is more resilient, more secure, and capable of supporting 100% clean electricity by 2050. The Puerto Rico Grid Recovery and Modernization Team will work across the federal government — including with FEMA, the Department of Housing and Urban Development, and the Department of Commerce — to coordinate technical

“I will work closely with Governor Pierluisi to help identify and overcome impediments to swift infrastructure deployment to provide the island with clean, reliable, and affordable power,” the Energy secretary said. “In addition to the Governor, I have contacted Homeland Security Secretary [Alejandro] Mayorkas, Housing and Urban Development Secretary [Marcia] Fudge, and Commerce Deputy Secretary [Don] Graves to identify ways we can work together to expedite current rebuilding activities.”

Last month, Accion Group, an independent coordinator hired by the Puerto Rico Energy Bureau (PREB) to oversee the procurement of renewable energy on the island, launched a request for proposal (RFP) for Tranche 2 projects. Under that RFP, the Puerto Rico Electric Power Authority (PREPA) wants to procure at least 1,000 megawatts (MW) of renewable energy resource capacity and at least 500 MW (2,000 megawatt-hours) of energy storage resource capacity with an effective duration of two to four hours.

Prior to that, the PREB already awarded some 18 contracts for renewables. Puerto Rico has until 2050 under a local law to draw all of its energy from renewable energy sources.

At the same time, PREPA is currently under bankruptcy to address some $9 billion in debt. After rejecting a restructur ing plan offered in 2019, PREPA and its creditors engaged in mediation to resolve the debt. But that mediation ended on Sept. 17, days before hurricane Fiona struck. The oversight board and PREPA creditors are in litigation and mediation to restructure the utility’s debt. The board must submit a debt adjustment plan for PREPA in December.

The governor insisted that the transition to renewable energy cannot take place without stabilizing the current generation system.

“As I have been saying, it is important that if we have the federal funds available, the Energy Bureau clears the way for all the improvements and all the optimization that we can make to those plants, in what transforms our system and we move to renewable energy,” Pierluisi said. “Put another way, the switch to renewable energy doesn’t happen overnight. You always need a base generation system and we need it in optimal condition. If we have the federal government assum ing the cost of the improvements in the generating plants, we are going to go that way because in due course the ones that we have to disconnect will be disconnected to the extent that renewable energy replaces the traditional sources that we use to generate energy.

“Again, what I want is for all of us to be pragmatic,” the governor added. “We have to renew our system, move to renewable energy, but our people cannot continue to have interruptions or blackouts, wherever they come from.”

Report: Properties owned by governor’s cousins targeted in federal raids

TheFBI and other federal agencies executed search warrants Thursday of a San Juan law firm and a private residence belonging to relatives of Gov. Pedro Pierluisi Urrutia, according to sources.

The FBI confirmed the report of the search warrant be ing executed but declined to reveal the targets. Nonetheless, sources confirmed that the San Juan residence of Eduardo Pierluisi Isern, a relative of the governor, was targeted as part of the search warrants. Officials searched for equipment and cellphones.

The search warrants were executed as part of a probe into possible irregularities involving public housing, the STAR learned. The federal Department of Housing and Urban Development (HUD) and the Office of the Inspector General are participating in the raids.

Besides executing a search warrant at the law office of Pierluisi Isern Law Office PSC, which appears registered under the name of Walter Pierluisi Isern, the execution of another search warrant was allegedly going to take place against the offices of American Management and Administration Corp., an entity created in 1995 to manage public housing projects.

The island State Department’s Registry of Corporations notes that Walter Pierluisi Isern is the resident agent for American Management and Administration Corp.

Gov. Pierluisi said he did not know why FBI agents executed search warrants at the properties owned by two of his cousins. He also clarified that they are distant cousins.

“I don’t have any details about the reason for the raid,” he said in an aside at the Hospital Convention.

Previously, his cousin Walter Pierluisi, whose law firm is being raided at the moment, was at the center of the defense of and ques tionable efforts around the illegal pool with fatuous permits in Rincón. In his 2016 primary campaign, the then-candidate Pedro Pierluisi gave assurances that no one in his family or

relatives benefited from government contracts. The next day, we presented evidence of hundreds of millions of dollars in active government contracts then.”

“The time has come for Pedro Pierluisi to speak out and be accountable for the benefits [enjoyed by] his people,” the PDP official continued. “Disclose today the business and contracts in force with the government, in addition to the lobbying and similar matters pending that Eduardo Pierluisi, Walter Pierluisi’s law firm and the American Management company, also of the latter, have. The country deserves the truth now.”

Disaster Unemployment Assistance available starting next week

Labor and Human Resources Secretary Gabriel Mal donado González confirmed Thursday that as early as next week the first payments for people who have been eligible for Disaster Unemployment Assistance (DUA) could be made available.

Employees or self-employed individuals in Puerto Rico who lost their jobs or had their working hours reduced as a direct result of Hurricane Fiona may be eligible for the disaster assistance.

“Workers affected by Fiona have until November 30, 2022 to apply for assistance at the Department of Labor and Human Resources [DTRH by its Spanish initials],” the official said in a radio interview. “The applications submitted after this date could be ineligible.”

Maldonado González said that in order to qualify for the DUA program, the person must have been classified

as ineligible to receive regular unemployment insurance benefits under any state or local law.

Therefore, the affected worker must first apply for state unemployment benefits by visiting: http://desempleo.trabajo. pr.gov/reclamantes and indicating”Hurricane Fiona” as the reason for the separation of employment.

The required documentation must be submitted to the DTRH within 21 days of submitting the application.

The DUA program is available to survivors who lost their jobs or had their workday reduced due to Hurricane Fiona.

The most common eligibility requirements include: working for another or being self-employed in the disaster area when the disaster occurred; lost his or her job and his or her workplace was affected or he or she was unable to go to his or her workplace as a result of the damage caused; or was living in the disaster area when the disaster occurred and was unable to reach the workplace as a result of Hur ricane Fiona.

Governor urged to lobby Congress to keep health professionals on the island

Puerto Rico Hospital Association President Jaime Plá Cortés on Thursday asked Gov. Pedro Pierluisi Urrutia to help lobby Congress for $500 million in Medicaid funds to improve compensation for health professionals in Puerto Rico to minimize professional flight from the island.

“In Puerto Rico, there are some very special challenges, especially with what has to do with salaries to the staff of hospitals, of healthcare sites,” Plá Cortés told the press during the Hospital Association convention. “And the request is that we achieve that from funds that come in, money is allocated specifically to be able to attend to the improvement of what is paid to nurses, technologists, rehabilitation people and doctors, so that they can stay in Puerto Rico.”

“I know it’s a lower wage than in the U.S. and that

creates an unequal competition problem with the U.S. for us,” he added. “And to the extent that we have more money, then there is a possibility that wages will improve. What happens is that in the last federal contribution, $200 million was allocated that went directly to the providers and what I am asking is that we double it so that the increases are more significant and that, for example, doctors can have 100% reimbursement, that nurses can be paid more than what is being paid now, that emergency and operating room techni cians can be paid more.”

Pierluisi said he had no objection to the request.

“In the future, I have no qualms about there being specific, similar or equal appropriation,” the governor said, noting that recent changes in the hiring of providers for the Vital Plan, the government-backed health plan, added requirements to insurers that improve the compensation of health workers.

San Juan cruise port said ready for high season

Puerto Rico Ports Authority Executive Director Joel A. Pizá Batiz announced earlier this week the actions taken by Ports to meet the infrastructure needs in the Port of San Juan (PSJ) for the peak winter cruise season.

The season will be a very active one thanks to the fact that 12 cruise ships chose San Juan as their homeport, the Ports chief said Wednesday.

Pizá Batiz noted that for this season he is confident that the work done to optimize the tourist docks in the Port of San Juan will meet the operational needs of the cruise ships scheduled to arrive during the next six months.

“The peak cruise season begins in November and runs

through April. Among the work done on infrastructure and port security are improvements and repairs to services re lated to the structural capacity and berthing of ships, such as mooring points, fenders and passenger gangways,” the official said. “In addition, there were other miscellaneous repairs such as the electrical installation in docks 3 and 4, for the location of a tourist orientation booth; improve ments to the signage; improvements to the pavement of the access road and the parking of the docks; the repair of access gates to the platform and the improvements to the water intakes of cruise ships, among others.”

Governor touts economic policy achievements

Pedro Pierluisi defended on Thursday the achievements of his public policy to boost Puerto Rico’s economy and attract projects that promote investment.

“We are taking concrete actions to improve our in vestment climate, create incentives for new sectors of the economy, attract visitors, entrepreneurs and residents,” the governor said at LAcademy, an event staged by the Puerto Rico chapter of Entrepreneur Organization, a group of en trepreneurs with the goal of identifying tools that promote different economic sectors. “We have a multisectoral, mul tifactorial strategy to assure ourselves that we are ready for economic development without precedent.”

The governor emphasized that in terms of labor, more than 100,000 new jobs have been created in Puerto Rico in 20 months, which reduced unemployment to 5.8%, the lowest point in history.

He noted further that in September, 44% of the business es on the island reported plans to increase their workforce, which demonstrates confidence in the island’s economy.

In his message, the governor pointed to the investment of more than $800 million for economic impact initiatives through the Investment for Growth Program, which will pro vide financing for projects that can contribute significantly to the island’s long-term socio-economic growth and stability.

In tourism, Pierluisi stressed that the island experienced a record year in 2021, underlined by a 16% increase in tax revenue in the sector, a 35% increase in accommodation revenue and the highest employment figures in history,

The achievement, the governor said, is the result of the allocation of $120 million invested in different areas to attract conferences and important events, revitalize tourist attractions and restore natural resources, as well as attract the interest of new businesses and encourage job creation.

Pierluisi also noted that Puerto Rico has been recog nized as one of the jurisdictions that has best recovered from the global coronavirus pandemic. Despite inflation and high fuel prices, the economy is growing, with all indicators positive, including business confidence and a consistent increase in government revenues.

“As you probably know, Puerto Rico is in a momentous time, leaving behind a past of fiscal, structural and social challenges and entering a new era of progress and growth,” the governor said. “The successful restructuring of our public debt to sustainable levels and renewed economic momentum puts us on solid ground going forward.”

During his speech, the governor recognized the chal lenges after the recent natural disasters, which have driven the renovation and reconstruction of infrastructure in order to guarantee resilient and modern construction.

He also highlighted the tax incentives available to professionals and investors in relocating to the island.

“Puerto Rico’s diversified economy, bilingual workforce, technological infrastructure and global reach make us an ideal destination for investment and entrepreneurship,” Pierluisi said. “We also have commercial and political stability, as Puerto Rico offers the same operational and security protections as U S. jurisdictions. In the government we still have a lot to do, but I am very optimistic about what we are achieving.”

DDEC to assist 81 workers displaced by layoffs

light of the announcement of the closing of Kmart in Plaza Las Américas and Bed, Bath & Beyond in Plaza del Sol, Department of Economic Development and Commerce (DDEC by its Spanish acronym) Secretary Manuel Cidre Miranda announced Thursday that the Labor Development Program (PDL by its Spanish initials) would activate the sup port and orientation services of the State Unit for Displaced Workers and Employers.

“The closing of a workplace is a process of great econom ic and emotional impact, not only for the affected workers but also the community at large,” Cidre Miranda said. “For this purpose, under the WIOA [Workforce Innovation and Opportunity Act] … all employees will be offered rapid response services immediately to assist them in this job transition period.”

The PDL will hold an orientation event for the 60 affected Kmart employees on Friday, Oct. 28, at Kmart in Plaza Las Américas, San Juan, from 9 a.m. to 4 p.m. The activity will include the participation of the Local Labor Development

Area of San Juan, the island Department of Labor and Human Resources, the Department of Health, the Family Department and psychological support personnel.

Likewise, on Nov. 16 and Nov. 18 from 9 a.m. to 3 p.m., the PDL will hold another orientation event for the 21 displaced workers after the closing of Bed, Bath & Beyond in Plaza del Sol. The support service of the aforementioned government agencies will be available at that event as well. In addition, psychological support services will be provided free of charge.

Some of the services offered through rapid response are an orientation on services available under the WIOA, orientation on available government assistance, workshops, information on and referrals to employment opportunities, an orientation on how to conduct compelling job interviews, and information on training opportunities, among others.

Videos show confusion as Florida police arrest people on voter fraud charges

Ron DeSantis of Florida annou nced in August “a first salvo” of criminal charges in what he called a long-overdue crackdown on voter fraud by his newly created Office of Election Crimes and Security.

But recently released body camera foota ge indicates that people arrested on charges of voting illegally seemed puzzled and appeared to have run afoul of the law through confusion rather than intent. The arrests targeted people convicted of felonies.

In Florida, under a constitutional amend ment approved by voters in 2018, many former inmates had their voting rights restored, but others did not, leaving many people uncertain or misinformed about their eligibility to vote.

In the videos that were obtained earlier this week by The New York Times from the Tampa Police Department, those arrested repeatedly told officers that they were blind sided by the charges and had been cleared to vote by election officials. The videos were published earlier by The Tampa Bay Times.

The emergence of the videos brought fresh scrutiny to DeSantis’ pursuit of voter fraud allegations, which critics said dispro portionately focused on people of color and have netted fewer than two dozen arrests this year in a state that cast 11 million votes in the 2020 election.

In one of the videos, Tony Patterson, 43, was standing outside his Tampa, Florida, residence when officers approached him Aug. 18 to tell him that they had an outstanding warrant for his arrest.

“For what?” Patterson asked the officers, who explained that he was not eligible to vote as a convicted sex offender and was being charged with two felonies for voting illegally.

“What is wrong with this state, man?” Patterson said. “You all put me in jail for so mething I didn’t know nothing about. Why would you all let me vote if I wasn’t able to vote?”

The officer acknowledged that he was not familiar with the specifics of Patterson’s case or Florida’s election law, which bars convicted murderers and sex offenders from voting.

When officers carry out warrants, they often do not know the details of the cases, one officer told Patterson, who is Black.

According to court records, Patterson

pleaded not guilty to charges that he made a false statement about his voting status and cast a ballot when he was not eligible to do so, which are third-degree felonies. A public defender for Patterson did not immediately respond to a request for comment Wednesday.

Patterson is among 20 former felons statewide whose arrests on fraud charges were showcased by DeSantis in an August news conference touting work by his new election crimes office, which received about $1 million in state funding. DeSantis had asked the state Legislature in the winter to create the office to aggressively prosecute voter fraud, despite compelling evidence that fraud in Florida elections — and elections elsewhere — is a minuscule problem.

Critics have called the arrests a political stunt staged to burnish DeSantis’ conservati ve credentials as he seeks a second term as governor in November — and after that, a possible bid for the Republican presidential nomination.

“This is absolutely nothing but political theater,” Mark P. Rankin, a lawyer in Hillsbo rough County, Florida, who is representing one of the 20, said Wednesday. “It’s sad because these are people who were put in handcuffs, taken to jail, charged with felonies and are facing prison sentences.”

DeSantis’ office had no immediate com ment. But in August, he defended the arrests against criticism, saying that when people sign up to vote, “they check a box saying they’re

eligible. If they’re not eligible and they’re lying, then they can be held accountable.”

Rankin said his client, 56-year-old Romona Oliver, had been convicted of second-degree murder but had completed her sentence and rebuilt her life, marrying and holding a steady job.

Legal experts, including at least one Republican state legislator, have said that many if not all of the 20 arrests appear unjus tified because the supposed perpetrators had no idea that they were breaking the law. In Florida, a conviction of voter fraud requires proof of intent.

Some defendants have said they re gistered to vote only after being wrongly assured that they could cast ballots under the constitutional amendment that restored voting rights to many former felons. In fact, the amendment excluded people convicted of murder or felony sex offenses, who must apply separately to have their rights reinstated.

All of the 20 defendants had been con victed of murder or sex crimes. But each of them was issued a registration card after an application was approved by the secretary of state.

And in each case, the defendants were told they had voted illegally long after their ballots had been cast.

“The statute says they have to willfully vote knowing that they’re not eligible to vote,” said Roger L. Weeden, an Orlando, Florida, lawyer who represents two of the 20

Weeden, who said he was helping coordinate legal help for some defendants, said he was unaware of any of the 20 cases that have been fully adjudicated.

Jonathan Olson, a supervisor in the state attorney’s office in Lake County in central Flo rida, has said in a letter that his office would not prosecute six people arrested on identical charges because each appears “to have been encouraged to vote by various mailings and misinformation.”

The police officer who drove Patterson to jail acknowledged that Florida’s voter eli gibility laws have been a source of confusion.

“There’s fine print, as far as my unders tanding goes,” the officer said.

At a news conference Wednesday, the Florida Rights Restoration Coalition, an ad vocacy group for former felons, called for an overhaul of the state’s felony records to make it simple for former felons to see whether they are eligible to vote.

And Nicole D. Porter, senior director of advocacy at a national prison rights group, the Sentencing Project, upbraided the state for making the arrests to begin with.

In many cases, “these folks were in contact with government officials, nonpartisan officials, who talked to them about voting, and they took action to participate in their civic democracy,” she said. “And now they are being prosecuted and subjected to imprisonment and jail time because of it.

“What we’re seeing right now in Florida is absolutely egregious,” she added. “And these videos are just heartbreaking.”

Tampa Police Department officers told Tony Patterson that he was being charged with two felonies for voting illegally as a convicted sex offender, though the officers also acknowled ged they were not familiar with his case.

With crucial elections looming, Biden breaks tradition of big campaign rallies

of his immediate predecessors in both parties. President Donald Trump held 26 rallies in October 2018, including nine in the final four days of the midterm elections that year. Obama held 16 campaign rallies in October 2010, even though his approval rating was about the same then — at 44% — as Biden’s is now.

Obama’s office has announced that the former president will headline at least four major rallies in the run-up to Election Day. In Nevada, he will join Sen. Catherine Cortez Masto, who is trailing in the polls, and other candidates for an early vote rally Nov. 1.

Other Democrats have fanned out to amp up crowds and raise funds. Transportation Secretary Pete Buttigieg, a onetime presiden tial hopeful, led a get-out-the-vote rally in Kansas on Wednesday. Sen. Bernie Sanders, I-Vt., another former presidential candidate, is embarking later this month on an eight-state blitz with at least 19 events across the nation.

Democrat who was welcomed in red states, swinging through more conservative places like Montana and Kentucky in 2018. In 2014, the Los Angeles Times noted that Biden, as vice president, participated in more than “114 campaign events for 66 different candidates, committees and parties” and had emerged as “a patron saint of the embattled House Democrat.”

Republicans are eagerly holding rallies. Trump has crisscrossed the country for nearweekly rallies that draw thousands. Former Vice President Mike Pence has campaigned for more than 30 candidates for Congress and governors’ mansions, as well as headlining events for state and local Republican parties.

And Republican governors with national brands, like Gov. Ron DeSantis of Florida and Gov. Glenn Youngkin of Virginia, have headlined rallies and fundraisers for fellow governors in some of the country’s most competitive races.

And Democrats in four cities — Atlanta, Detroit, Milwaukee and Las Vegas — will get that chance this month, in the final days of voting that will decide who controls Congress, governors’ offices and statehouses.

But it won’t be President Joe Biden. It will be former President Barack Obama.

Biden has not held a campaign rally since before Labor Day, even as the future of his agenda and his own political career are at stake in the midterm elections. His low profile on the campaign trail reflects his low approval rating, and White House officials say the president has made a point of delivering speeches on the party’s accomplishments, rather than taking part in rallies sponsored by political campaigns.

With less than three weeks until Elec tion Day and polls suggesting Democratic enthusiasm is waning, Biden’s strategy is clear: He will help Democrats raise money and will continue to hopscotch the country talking about infrastructure, negotiated drug prices, student debt relief and investments in computer chip manufacturing. But his decision not to participate, so far at least, in rallies that are normally a staple of campaign season highlights how little the president can

do to help his fellow Democrats, even with the megaphone of the Oval Office.

It is a remarkably low-key campaign effort by a president facing what could be among the biggest rebukes of his political life: Republicans are poised to retake control of one or both houses of Congress, an outcome that would reshape politics in Washington and likely end any hope that Democrats have of making progress on abortion rights, gun control, police reform, voting rights or tax fairness.

Biden is by no means holing up in Washington. In the past week, he has gone to Colorado, California and Oregon. He heads to Philadelphia on Thursday to support John Fetterman, Pennsylvania’s Democratic can didate for the Senate — but there will be no crush of voters packed into a stadium, no sea of colorful campaign signs, no presidential exhortations to “Vote! Vote! Vote!” captured by TV cameras.

Instead, Biden and Fetterman, the lieu tenant governor, will gather in a closed-door reception for invited guests only, the presi dent’s brief remarks captured by a handful of reporters who will quickly be escorted out before the rest of the event. Biden will also give an official speech on infrastructure in Pittsburgh on Thursday, hours before the private reception.

Biden’s plans for the final stretch of the election season are in stark contrast with those

Biden’s advisers reject the idea that he is being too low-key and say they have crafted a midterm election strategy that fits his brand as a politician who tries to be above the po litical fray. They argue that the president and Democrats have accomplished more than his predecessors in a short period, and that it’s better to boast about those accomplishments in official venues, not highly partisan ones.

When Biden delivers official speeches, they said, his successes are captured in head lines in local newspapers and TV broadcasts that benefit the Democratic candidates in the area. In recent days, Biden’s speeches have been front-page news in the Times Leader in Pennsylvania, the Columbus Dispatch in Ohio, the Denver Post and elsewhere.

“What he’s doing is showing people why it mattered that they took the time to stand in line and vote,” said Cedric Richmond, a close confidant of Biden’s and a senior adviser at the Democratic National Committee. “It’s because they voted that Ketanji Brown is on the Supreme Court. It’s because they voted that he’s lowering prescription drug costs and that we’re building roads and bridges.”

Richmond conceded that Democrats will not know how effective Biden’s strategy is until after Election Day. But the president’s advisers note that Obama and Trump suffered steep midterm losses despite robust political campaigning in 2010 and 2018.

“The best way to get people excited about going to vote is to show them what he’s been able to accomplish on their behalf,” Richmond said.

Not so long ago, Biden was the kind of

Biden’s four-day trip to the West Coast last week was an example of a different ap proach.

At a community college in Orange County, California, where Rep. Katie Porter is locked in a fierce reelection fight, Biden talked about health care prices a day after attending a closed-door fundraising reception for the Democratic Congressional Campaign Committee.

“I’m here today because I wanted to share the progress we’re making to bring down health care costs for everybody,” he told the crowd at the community college event in Irvine, using the opportunity to give credit to Porter. “Everybody respects you. And it’s a big deal, because you get a lot done.”

The president’s final push comes at an ominous time for Democrats.

The most recent polls show that Re publicans have an edge going into the final weeks of the election, with concern about inflation and the economy surging. In a New York Times/Siena College Poll, voters most concerned with the economy favored Republicans overwhelmingly, by more than a 2-to-1 margin.

In Ohio, Rep. Tim Ryan, the Democratic nominee for Senate, has said he would not welcome Biden to his home state, preferring to keep himself as the “face of the campaign.”

Representatives for Senate candidates in Georgia, Wisconsin, North Carolina, Florida, New Hampshire, Arizona and Nevada either de clined to comment or did not answer in response to questions about whether their contenders would welcome campaigning with Biden.

Hurricane Ian is blamed for deadly bacterial infections in Florida

WhenHurricane Ian made lan dfall in southwestern Florida late last month, officials urged residents to avoid wading in stormwaters, which they warned could be contami nated with dangerous chemicals and bacteria.

But avoiding the water proved to be a challenge, as streets were inundated and cars engulfed, and the floodwater made it into homes and countless other structures in the hurricane’s path.

In the storm’s aftermath, there has been a rise in reported cases of Vibrio vulnificus, a rare and potentially deadly bacterial infection that can cause tissue around open wounds to die. There are 28 cases of it in Florida, state data shows. At least seven people have died, according to a spokesperson for the state Health Department.

These infections, while rare, can occur when open wounds come into contact with contaminated water, the state’s Health Department said. The bac teria live in brackish water, or a blend of fresh and seawater, the Lee County Health Department said, stressing that immediate treatment after the onset of symptoms was crucial.

All but two of the cases were in Lee County, the municipality that bore the brunt of Hurricane Ian’s force.

Tammy Soliz, a spokesperson for the Lee County Health Department, said the hurricane had brought an “abnormal

increase” in these infections “as a result of exposure to the floodwaters and standing water following Hurricane Ian.”

An “astronomical amount of rain” and flooding made conditions ripe for this bacteria, said Jae Williams, a spokesper son for the Florida Health Department.

“When you have standstill water in environments such as tropical Florida, it creates a perfect cocktail for these bac teria to develop,” Williams said.

In an Oct. 3 news release, the Lee County Health Department emphasized that contracting Vibrio vulnificus could cause “severe illness or death.”

“Anyone can get a Vibrio vulnificus infection; however, infections can be se vere for people with weakened immune systems,” the health department said.

Symptoms can include skin lesions, low blood pressure, fever and chills.

While Vibrio vulnificus infections are not transmitted among people, they can be contracted in numerous ways, such as eating raw oysters or if a person’s wound touches contaminated seafood or its juices, according to the Centers for Disease Control and Prevention.

Treatment can range from a course of antibiotics to limb amputation, the CDC said. Infection can be fatal, and about 1 in 5 people who contract Vibrio vulnificus die, “sometimes within a day or two of becoming ill,” the CDC said.

Some, but not all, Vibrio vulnificus infections lead to necrotizing fasciitis, when the skin around a wound is infected and tissue dies, sometimes referred to as

“flesh-eating bacteria,” the public health agency said. The Vibrio strain is not the only one that triggers necrotizing fasciitis.

For necrotizing fasciitis, a speedy diagnosis and treatment is critical, the CDC said. The agency estimated about 700 to 1,150 cases occur each year in the United States, a range it described as “likely an underestimate.”

Last year in Florida there were 34 cases of Vibrio vulnificus and 10 deaths,

according to state data. For 2022, up until the day before Hurricane Ian made landfall, there were 37 reported cases of Vibrio vulnificus, according to state data.

Over the years, there have been other reports of deadly bacterial infec tions after extreme weather events. At least two individuals in Texas died from necrotizing fasciitis after Hurricane Harvey, a powerful storm that struck the Houston area five years ago.

Ukrainians advised to charge their devices before outages as shelling persists

Residents of the Ukrainian capital have been urged to avoid using microwave ovens and electric kettles. Shop owners are being asked to limit lighting on signs and screens. And most of Kyiv’s electric tram lines are being replaced with buses.

Nationwide curbs on electricity usa ge came into force across Ukraine early Thursday, with 10 days of Russian aerial attacks having pummeled the country’s energy infrastructure and prompting ro lling blackouts.

Ukraine’s energy system has suffe red more attacks over the past 10 days than during the previous eight months of the war, according to Ukrenergo, the country’s electric utility.

The difficult belt-tightening comes after President Volodymyr Zelenskyy said that Russian assaults had knocked out a third of the country’s power stations over the past week, just as the weather is be ginning to turn colder, raising fears that the strikes on vital services could set off a humanitarian crisis.

The government has ordered Ukra inians to minimize their electricity use from 7 a.m. to 11 p.m., signaling a new phase of the war in which people could lack basic services as winter approaches.

the Telegram messaging app of rolling outages lasting up to four hours on Thurs day and urged Ukrainians to charge their electrical devices.

Most of Kyiv’s electric tram lines were replaced with buses on Thursday in an attempt to help conserve electricity, Vitaly Klitschko, the city’s mayor, said.

He appealed to residents to avoid using microwave ovens and electric kettles, according to a post on Telegram. He told shop owners to limit lighting on signs and screens.

The city also turned on its heating network on Thursday, Klitschko said, “ta king into account the weather conditions and the need to save electricity (so that residents of Kyiv do not heat their homes with air conditioners and electric hea ters).”

Last week, Russia launched a large air campaign with missiles and drones, targeting critical infrastructure in Ukrai ne. On Oct. 10, electricity went out in more than 10 cities from Kyiv to Khar kiv after a flurry of missile strikes that Ukrainian officials said was intended to incapacitate the nation’s energy system. Russia said the shelling was in response to a truck bomb that damaged a critical bridge linking Russia and Crimea.

The recent strikes have destroyed 30% of Ukraine’s power stations and caused “massive blackouts across the country,” Zelenskyy said Tuesday, and Ukrenergo said the attacks since Oct. 10 had damaged more of the country’s energy system than strikes throughout the previous eight months.

A government minister, Oleksii Chernyshov, said Tuesday that 408 sites in Ukraine had been struck in the recent

attacks, including 45 energy facilities. Many of the attacks have also hit ther mal energy plants that generate steam for heating homes and businesses. On Wed nesday, three additional energy facilities were destroyed.

In his nightly address, Zelenskyy encouraged Ukrainians to take the new restrictions seriously, reassuring listeners that scheduled blackouts would be shor tened if enough energy is conserved. “This requires our joint efforts,” he said. “Tomorrow they are needed even more than before.”

Energy in Ukraine is highly centrali zed, though power stations can operate independently, so the country can be divided into “islands” of energy even when connections between them are da maged, experts on the country’s system have said.

But while the system has some resi lience, they expect that it will take wee ks to fully repair. And new strikes have continued near daily, with several pieces of infrastructure hit on Wednesday and air raid sirens over much of the country Thursday warning of possible attacks.

The World Health Organization has warned of the potential for a spiraling humanitarian crisis, given that a lack of access to fuel or electricity “could beco me a matter of life or death if people are unable to heat their homes.”

EU agrees to sanctions on Iran for supplying Russia with drones

The European Union agreed on a fresh round of sanctions on Iran earlier this week, this time over providing drones that Russia has used to strike battlefields and civilian tar gets in Ukraine, according to three EU diplomats.

The sanctions will target the company that manufactured the Shahed-136 drones, diplomats said, as well as three indivi duals. They have been agreed on by national ambassadors. To enter into force, they must be greenlighted by all EU member countries through a written procedure, which is expected to conclude Thursday morning.

Iran has denied supplying Russia with drones for use in Ukraine. Josep Borrell, the EU’s top diplomat, said Monday that the EU was looking for “concrete evidence” of Iran’s role in the

drone strikes in Ukraine.

The latest sanctions add to other punitive measures the bloc has imposed on Iran for reasons unrelated to the Ukraine

war. Earlier this week, the EU added two entities and several individuals, including two key figures in Iran’s morality police and the country’s information minister, to its sanctions list over the recent violent crackdown on peaceful anti-government protesters.

Earlier Wednesday, Ursula von der Leyen, president of the European Commission, the bloc’s executive arm, called Russia’s targeted strikes on Ukraine’s civilians and infrastruc ture “war crimes.”

“The international order is clear. These are war crimes,” von der Leyen told European lawmakers gathered in the French city of Strasbourg. “Targeted attacks on civilian infrastructure with the clear aim to cut off men, women, children of water, electricity and heating with winter coming — these are acts of pure terror.”

Liz Truss resigns as UK prime minister

PrimeMinister Liz Truss announced on Thursday that she would resign, just days after her new finance minister re versed virtually all of her planned tax cuts, sweeping away a free-market fiscal agenda that promised a radical policy shift for Britain but instead plunged the country into weeks of economic and political turmoil.

“I cannot deliver the mandate on which I was elected,” she said in brief re marks outside Downing Street.

She said she had informed King Charles III that she was resigning as leader of the Conservative Party, and that she would remain leader and prime minister until a successor is chosen within a week.

Her departure, after only six weeks in office — the shortest tenure ever for a Brit ish prime minister — was a shockingly rapid fall from power, and throws her Conserva tive Party into further disarray, following the messy departure of Boris Johnson from Downing Street over the summer.

The announcement came minutes after Truss held an unscheduled meeting with Graham Brady, the head of a group of Conservative lawmakers known as the 1922 Committee that plays an influential role in selecting the party leader. One week is an

extraordinarily quick turnaround for a lead ership election, and the procedure for se lecting Truss’ successor was unclear. It will be presided over by Brady, who told report ers that party members would be consulted about who the new leader will be. But he gave few details on the process and left

open several scenarios.

Among the leading candidates to suc ceed Truss are Rishi Sunak, the former chan cellor of the Exchequer who lost out to Truss in the party leadership campaign over the summer; Penny Mordaunt, leader of the lower house of Parliament; and Ben Wal lace, the defense secretary

Truss’ political viability had become tenuous after her proposals for broad un funded tax cuts roiled markets and sent the pound’s value plunging. She suffered a grave blow on Monday, when her newly ap pointed chancellor of the Exchequer, Jeremy Hunt, said that the government was undoing the last vestiges of Truss’ tax proposals.

That announcement constituted one of the most dramatic reversals in modern British political history, and a humiliating repudiation of Truss’ leadership. In recent weeks, support for her Conservative Party had collapsed in opinion polls and unrest among its lawmakers intensified, undermin ing her ability to remain in office.

Hunt also said that the government would end its huge state intervention to cap energy prices in April, replacing it with a still-undefined program that he said would promote energy efficiency but that could increase uncertainty for households facing rising gas and electricity prices.

Further chaos followed on Wednes day, when Truss was jeered by opposition lawmakers while answering questions in Parliament, and hours later was forced to fire of one of her most senior Cabinet min isters, Home Secretary Suella Braverman, over a security breach.

Braverman acknowledged having committed a technical breach of security rules, involving a government document that she sent to a lawmaker in Parliament through her personal email. But in her let ter of resignation to Truss, she said she had “concerns about the direction of this gov ernment,” accusing it of breaking pledges to voters and, in particular, failing to curb im migration.

On Wednesday, a vote on whether to ban hydraulic fracking erupted into a near melee, with accusations that ministers manhandled Conservative lawmakers and threatened them with retribution if they did not vote to support Truss.

The British pound and government bond prices inched higher after the an nouncement, but the market’s reaction was muted. While the change brings a firm end to Truss’ tax-cutting economic agenda, it intro duces even more political instability to Britain at a time when households and businesses are grappling with a cost-of-living crisis.

Shetland cut off after break in undersea cable, officials say

in an underwater cable left up to tens of thousands of people in Shet land, the remote Scottish archipelago across the sea from Norway and more than 100 miles north of mainland Britain, unex pectedly cut off from the world Thursday, officials said.

A spokeswoman for BT Group, the company that services the region, said in a statement that because of the break in a third-party underwater cable that connects Shetland to the Scottish mainland, some phone, TV, internet and mobile phone servi ces were affected.

“Engineers are working to divert servi ces via other routes as soon as possible,” the statement said, adding that the third-party provider was trying to restore its link.

BT Group warned that anyone who ne eded emergency services should use other means, like landlines, while service was out.

BT Group did not immediately respond to a request for further comment, including what efforts to repair the cable would look like, when service might be fully restored and when the company learned of the ca ble break. It did not specify what caused the break.

Another cable to Shetland, from Faroe, was still awaiting repairs after it was dama ged last week, the BBC reported.

About 23,000 people live in Shetland, according to Scottish government statistics.

The police in Scotland said in a state ment Thursday that the outage was affecting some land and mobile lines on Shetland, in cluding the internet.

“We are advising people not to make non-urgent calls for the time being so that all available lines can be used for emergen cies if required,” Superintendent David Ross said in the statement, advising residents to travel to the nearest police station to report an emergency if emergency lines are not

connecting.

Officers were patrolling the region in vehicles and on foot, he said, and autho rities were working with partners to make additional resources available.

By Thursday af ternoon, there were visible signs that Shetland was expe riencing an outage. A website for the Shetland Islands Council appeared to be down, and a phone call placed to the council did not connect.

Another call to Shetland College, in the city of Lerwick, also did not con nect.

There are about

100 islands in Shetland, but only 16 are in habited. Travel to and from Shetland is not easy, and requires an overnight ferry or a flight from Aberdeen, on the eastern coast of Scotland.

Researchers reported a staggering decline in wildlife. Here’s how to understand it.

It’s clear that wildlife is suffering mightily on our planet, but scientists don’t know exactly how much. A comprehensive fig ure is exceedingly hard to determine. Count ing wild animals — on land and at sea, from gnats to whales — is no small feat. Most countries lack national monitoring systems.

One of the most ambitious efforts to fill this void is published every two years. Known as the Living Planet Index, it’s a collaboration between two major conservation organiza tions: the World Wide Fund for Nature and the Zoological Society of London. But the report has repeatedly resulted in inaccurate headlines when journalists misinterpreted or overstated its results.

The assessment’s latest number, issued last week by 89 authors from around the world, is its most alarming yet: From 1970 to 2018, monitored populations of vertebrates declined an average of 69%. That’s more than two-thirds in only 48 years. It’s a stag gering figure with serious implications, espe cially as nations prepare to meet in Montreal this December in an effort to agree on a new global plan to protect biodiversity. But does it mean what you think?

What the data does and doesn’t mean Remember that this number is only about vertebrates: mammals, birds, reptiles, amphibians and fish. Absent are creatures without spines, even though they make up the vast majority of animal species (scientists have even less data on them).

So have wild vertebrates plummeted by 69% since 1970?

No.

The study tracks selected populations of 5,320 species, vacuuming up all the rel evant published research that exists, adding more each year as new data permits. It in cludes, for example, a population of whale sharks in the Gulf of Mexico counted from small planes flying low over the water and birds tallied by the number of nests on cliffs.

Depending on the species, tools like camera

traps and evidence like trail droppings help scientists estimate the population in a certain place.

This year’s update includes almost 32,000 such populations.

There’s a temptation to think that an average 69% decline in these populations means that’s the share of monitored wildlife that was wiped out. But that’s not true. An addendum to the report provides an example of why.

Imagine, the authors wrote, we start with three populations: birds, bears and sharks. The birds decline to 5 from 25, a drop of 80%. The bears fall to 45 animals from 50, or 10%. And the sharks decrease to 8 from 20, or 60%.

That gives us an average decline of 50%. But the total number of animals fell to 92 from 150, a drop of about 39%.

The index is designed that way because it seeks to understand how populations are changing over time. It doesn’t measure how many individuals are present.

“The Living Planet Index is really a con temporary view on the health of the popula tions that underpin the functioning of nature across the planet,” said Rebecca Shaw, chief scientist at WWF and an author of the report.

Another important factor is the way monitored populations end up in the in dex. They don’t represent a broad, random ized sampling. Rather, they reflect the data that’s available. So there is quite likely bias in which species are tracked.

One controversy has been whether a

small number of populations in drastic de cline call into question the overall results. Two years ago, a study in Nature found that just 3% of populations were driving a dras tic decline. When those were removed, the global trend switched to an increase.

The paper sparked a flurry of responses in Nature as well as additional explanation and stress testing for this year’s update. On the bright side, the authors note that about half of the populations in the Living Planet Index are stable or increasing. However, when they tried excluding populations with the most drastic changes in both directions, down and up, the average descent remained steep.

“Even after we removed 10% of the com plete data set, we still see declines of about 65%,” said Robin Freeman, head of the indi cators and assessments unit at the Zoologi cal Society of London and an author of the report.

So is it still bad?

Yes. Some scientists think the report ac tually underestimates the global biodiversity crisis, in part because devastating declines in amphibians may be underrepresented in the data.

And over time, the trend is not turning around.

“Year after year, we are not able to start improving the situation, despite major poli cies,” said Henrique M. Pereira, a profes sor of conservation biology at the German Center for Integrative Biodiversity Research who was not involved in this year’s report. “At most, we have been able to kind of slow down the declines.”

Latin America and the Caribbean saw the worst regional drop, down 94% from 1970. The pattern was most pronounced in freshwater fish, reptiles and amphibians. Afri ca was next at 66%; Asia and the Pacific saw 55%. The region defined as Europe-Central Asia saw a smaller decline, at 18%, as did North America, at 20%. Scientists empha sized that far steeper biodiversity losses in those two areas likely occurred long before 1970 and aren’t reflected in this data.

Scientists know what’s causing biodiver sity loss. On land, the top driver is agriculture as people turn forests and other ecosystems into farmland for cattle or palm oil. At sea, it’s fishing. There are ways to do both more sustainably.

If climate change is not limited to 2 de grees Celsius, and preferably 1.5 degrees, its consequences are expected to become the leading cause of biodiversity loss in coming decades, the report said.

Stopme if you’ve heard this one before: We’re now enga ged in a trade war with China.

Actually, you probably haven’t heard this one before. I’m not talking about Donald Trump’s clumsy tariffs aimed at reducing America’s trade deficit. I’m talking instead about the sweeping new controls the Biden administration imposed Oct. 7 on exports of technology to China — controls meant to constrain other advanced countries as well as the United States.

Unlike the Trump tariffs, these controls have a clear goal: to prevent or at least delay Beijing’s attempts to produce ad vanced semiconductors, which are of crucial military as well as economic importance. If this sounds like a very aggressive move on the part of the United States, that’s because it is.

But it needs to be put in context. Recent events have undermined the sunny view of globalization that long domi nated Western policy. It’s now apparent that despite global integration, there are still dangerous bad actors out there — and interdependence sometimes empowers these bad actors. But it also gives good actors ways to limit bad actors’ ability to do harm. And the Biden administration is evidently taking these lessons to heart.

It wasn’t supposed to turn out this way. The postwar world trade system, with its limits on protectionism and wa

ves of tariff reduction, emerged partly out of the view that trade promoted peace. This was the firm belief of Cordell Hull, Franklin Roosevelt’s secretary of state, arguably the father of that system. The European Union grew out of the 1951 Coal and Steel Community, established with the explicit goal of making war impossible by binding European industry together.

Later, Germany would promote economic links with Russia and China under the doctrine of “Wandel durch Han del” — change through trade — which asserted that integra tion with the world economy would promote democratiza tion and rule of law.

Obviously it didn’t work. Russia is led by a brutal auto crat who invaded Ukraine. China appears to have retrogres sed politically, moving back to erratic one-man rule.

And rather than forcing nations to get along, globaliza tion seems to have created new frontiers for international confrontation.

Three years ago international relations experts Henry Farrell and Abraham Newman published a prescient paper titled “Weaponized Interdependence: How Global Economic Networks Shape State Coercion.” They argued, in effect, that conventional trade wars — in which nations try to exert eco nomic power by restricting access to their markets — are no longer where the action is. Instead, economic power comes from the ability to restrict other countries’ access to crucial goods, services, finance and information.

And much of this new form of power rests in the hands of the West, especially the United States.

To be sure, we’re not the only players who can exert eco nomic pressure. Russia, losing on the battlefield, is trying to blackmail Europe by cutting off its supply of natural gas. But the big surprise on the economic side of the Ukraine war was the early success of the United States and its allies in stran gling Russian access to crucial industrial and capital goods. Russian imports have begun to recover, but sanctions proba bly dealt a crucial blow to Russian President Vladimir Putin’s war-making ability.

Which brings me to what we might call the Biden doctri ne on globalization and national security.

gave a fairly startling speech calling for U.S. industrial policy aimed in part at protecting national security. She denounced China’s “state-directed industrial dominance policies” and declared that the efficiency gains from trade liberalization “cannot come at the cost of further weakening our supply chains [and] exacerbating high-risk reliances.” On the same day, the Biden administration announced its new export con trols aimed at China. Suddenly, America is taking a much harder line on globalization.

I don’t have any inside information on what is driving this change in policy, but it seems likely that it reflects both a new appreciation of global dangers and increased confidence in America’s ability to exercise economic power.

On one side, Handel evidently hasn’t produced Wandel. Putin’s Russia is or was deeply integrated with the world eco nomy; it has also tried to conquer its neighbor and is commit ting horrific war crimes. A Chinese invasion of Taiwan would be deeply self-destructive; that doesn’t mean that Chinese President Xi Jinping won’t try it.

On the other side, the early success of sanctions against Russia was a demonstration of Western and especially U.S. economic power. So, in a way, was an earlier episode, the U.S. imposition of sanctions against the Chinese company Huawei. China didn’t strike back, seemingly confirming that when it comes to technology, America still has “escalation dominance.”

Does all of this make you nervous? It should. But as we now know, it’s a dangerous world out there, and I can’t fault the Biden administration for its turn toward toughness — ge nuine toughness, not the macho preening of its predecessor.

Paniagua Látimer atendió las preocupaciones de algunos legisladores y les aclaró, que el proyecto de Identificación de Propiedades No Re gistradas, no contempla la contrata ción de una compañía privada para realizar los trabajos y que los mis mos están a cargo de empleados del CRIM. “Tampoco es un proceso de retasación, sino de actualización de los registros del CRIM, según dispone el Plan Fiscal aprobado por la Junta de Control Fiscal. Además, pretende identificar a evasores que no pagan contribuciones por propiedades que

exceden la cantidad estimada para exoneración de acuerdo a la Ley o cuyas propiedades no han sido re gistradas en el CRIM.

“Este proyecto piloto ha sido discutido en múltiples ocasiones con los lideres legislativos, la Federación y la Asociación de Alcaldes, AAFAF y el ejecutivo y hemos ido atendiendo mediante un reglamento las preocupa ciones y dudas que nos han traído, tanto los funciona rios como los mismos contribuyentes”, dijo el director ejecutivo CRIM en declaraciones escritas.

If you remember anything about Gore Verbinski’s cursed-videotape chiller, “The Ring,” released 20 years ago Tuesday, it’s probably the whispered threat: seven days.

Or maybe it’s the eyes of a creepy litt le girl, peering out from behind a curtain of stringy black hair; or the uncanny images — a flaming-red tree, dead horses scattered along a seashore, a finger pushed through a rusty nail — that made up the film-withinthe-film. In “The Ring,” any unlucky soul who watches this bizarre videotape recei ves a menacing phone call as soon as it cuts to static, and in a week they’re kaput at the hands of a soggy ghoul who crawls out of a TV.

“The Ring,” based on the wildly suc cessful Japanese novel by Koji Suzuki as well as the 1998 film adaptation by Hideo Naka ta, doesn’t rely on a high body count, or much in the form of blood and guts, for sca res. Yet for a generation of horror-lovers, it taps into a familiar feeling of ambient anxiety and inexplicable unease that remains omni present to this day.

In fact, it’s surprisingly restrained, un folding like a waking dream shot through with dread. Set in Seattle and doused in ee rie teals and grays, the movie follows Rachel (Naomi Watts), a journalist and single mother tasked with uncovering the truth behind the sudden death of her teenage niece, Katie (Amber Tamblyn), who is found with her face terrifyingly warped, frozen in anguish like “The Scream.” When Katie’s classmates suggest a haunted video is to blame, Rachel tracks it down and watches it, beginning the countdown to her own demise. Through Rachel’s detective work, the story of Samara, that creepy girl, a kind of vengeful spirit, co mes to light, but these revelations do nothing to break the curse; only showing the tape to another person can liberate the condemned.

Audiences at the time proved eager to see the tape for themselves. “The Ring” went on to become a sleeper hit, ultimately taking in nearly $130 million domestically and kicking off a string of American remakes of Japanese horror movies, a trend that is among the most distinct and representative of Hollywood in the aughts. Along with the 1999 hits “The Sixth Sense” and “The Blair Witch Project,” the popularity of “The Ring” represented a shift from the fascination with teen-slasher fare that had dominated the pre

When Verbinski was approached by DreamWorks with the idea of remaking the Japanese film, he was in the middle of reading “The Wind-Up Bird Chronicle,” the surreal epic novel by Haruki Murakami. By the end of the ’90s, Japanese pop culture had made major inroads in the United States — think of the rise of Nintendo and the Pokémon craze. No wonder Hollywood executives pounced on the opportunity to rework “Ring,” then the highest-grossing horror film ever released in Japan, for an American audience. “Ring” was one of the key properties credited with unleashing J-horror, the Western term for the ensuing cycle of Japanese horror films cha racterized, in part, by a connection between the demons and spirits of traditional folklore and the technologies of the new millennium.

“The original is beautifully abstract and moody, but American audiences demand some sort of resolution or straight path,” Ver binski said in an interview. “They’re motiva ted to follow bread crumbs, so we created a more linear story. The advantage is, we’re able to mess with those expectations.”

The enthusiasm around J-horror re makes may have been short-lived, but the core of what made “The Ring” so frightening in 2002 — and what made the novel and ori ginal film such disturbing portraits of societal collapse in ’90s Japan — is the transferable

nature of the death sentence, which makes even the victims complicit. Several American horror movies since “The Ring” have emplo yed a similar formula to critical acclaim and commercially fruitful results. In David Robert Mitchell’s 2015 “It Follows,” a teenager ma neuvers to offload her supernatural STD on a sexual partner, who, upon consummation, takes on the spell and is relentlessly followed by a murderous undead entity. “Smile,” the current box-office heavyweight, tracks even closer to “The Ring” by taking the perspec tive of a cursed woman desperate to find a solution before time — she’s told at most a week — runs out and a spirit that feeds off trauma manipulates her into committing an extravagantly bloody suicide. There’s only one way out for this curse, too: Kill someone else.

Last October, Cristina Cacioppo, di rector of programming for the Nitehawk Ci nema in Brooklyn, screened “The Ring” as part of a series dedicated to horror remakes of the 2000s. “There can sometimes be a stigma around remakes,” she said. With “The Ring,” she recalled, “I was very dismissive of it when it came out and thought it’d be this Hollywood version that stripped away everything that made the original interesting. When I finally watched it, I realized it’s very much its own thing — it’s good!”

She also credits the performance by Naomi Watts with elevating the film. At the time, she was a relative unknown who had

just broken out in David Lynch’s “Mulho lland Drive.”

For Verbinski, the film’s appeal is clo sely tied to the zeitgeist. Though it was relea sed in 2002, the director and his crew were in preproduction when the events of 9/11 took place, forcing them to move the shoot from the East Coast to the Pacific Northwest.

“There’s a random element to the film, a loss of control and disruption of balance that makes it work,” he said. “There’s no moral explanation or sense of one person deserving it over another. It’s scary when a belief system collapses, it leaves you in this existential free-fall.” The film is obviously not a direct result of 9/11, but it makes “palpa ble a similar crisis,” he added, “that whate ver meaning you create from the videotape, whatever progress or discovery you think you’re making, none of that will make you whole.”

Maybe that’s why “The Ring” — even if its legacy includes some truly horrendous sequels and the deflating, if affectionate, pa rody “Scary Movie 3” — lingers in the mind, especially for those of us who remember its now distant-seeming world of landlines and cassette players.

“2002 was the beginning of that feeling of loss and meaning slipping away,” Verbins ki said. “There was a real sense of before and after, but now everything is blurred and we’re swimming in that crisis daily, alone, but still looking for something to share.”

Shehan Karunatilaka wins Booker Prize for ‘The Seven Moons of Maali Almeida’

Asa boy living through Sri Lanka’s civil war in the 1980s, Shehan Ka runatilaka thought of political vio lence as part of the landscape. War was a constant backdrop to daily life, more mun dane than frightening at times.

So when he had the idea for a novel about a Sri Lankan war photographer who wakes up dead, in an underworld popu lated with victims of political violence, he conjured up what felt like the most realistic version of the afterlife: a tedious, dysfunc tional bureaucracy, where hordes of con fused ghosts are waiting to be processed.

Earlier this week, that novel, “The Sev en Moons of Maali Almeida,” was awarded the Booker Prize, one of the world’s most prestigious literary awards.

“We admired enormously the ambi tion and the scope and the skill, the daring, the audacity and the hilarity of the execu tion,” Neil MacGregor, the former director

of the British Museum and the chair of this year’s judges, said during a news confer ence. “It’s a book that takes the reader on a roller coaster journey through life and death.”

“The Seven Moons of Maali Almeida” was one of several political satires recog nized by the Booker judges this year. The six finalists also included Zimbabwean writer NoViolet Bulawayo’s novel “Glory,” a parable about an African dictator that features a cast of talking animals, and “The Trees,” Percival Everett’s blistering and darkly funny novel about a pair of Black de tectives who investigate a series of murders that echo the lynching of Emmett Till.

The judges, who were unanimous in choosing “The Seven Moons of Maali Al meida,” were won over by “the variety of registers it was deploying, the skill with which language was used, and the confi dence with which it shifted genre,” from noir to philosophical reflections to comedy, MacGregor said.

Karunatilaka was born in Galle, Sri Lanka, in 1975, and grew up in Colombo, the capital. He studied in New Zealand, and went on to work and live in London, Amsterdam and Singapore. He has worked as an advertising copywriter, and played guitar in an alternative rock band, Inde pendent Square. He currently lives in Co lombo, where he still writes ad copy during the day and works on his fiction in the early morning.

He appeared on the international lit erary scene in 2011, with the publication of his debut novel, “Chinaman,” about a harddrinking journalist who goes searching for a famous missing cricket star. It put him on the map as a gifted comedic novelist, and won the Commonwealth Book Prize in 2012.

He first had the idea for the novel that became “The Seven Moons of Maali Almeida” in 2009. It was in the immediate aftermath of the civil war, as Sri Lanka was undergoing a national reckoning over the causes of the conflict and the unfathomable number of civilian casualties. Karunatilaka wondered what processing the lingering trauma of war would feel like if the dead could speak, and thought about writing a ghost story.

Although he was hesitant to write about the war, he started working on it years later, around 2014. For a long time, he struggled with the tone. He eventu ally cracked the narrative open as a dark comedy when he imagined the afterlife as a bland bureaucracy: “The afterlife is a tax

office and everyone wants their rebate,” he writes.

“Maybe that is a plausible explanation for why Sri Lanka seems to go from tragedy to tragedy, that there are all these restless spirits and ghosts wandering around, con fused, not sure what they’re supposed to do, and they amuse themselves by whisper ing bad ideas into people’s ears,” Karunati laka said in a video posted on the Booker website. “I thought, this is a useful way of exploring this grim subject matter, but hav ing a bit of lightness and a bit of playfulness also.”

Written in the second person, the novel unfolds in Colombo in 1989, when a war photographer named Maali Almeida wakes up dead, without a clue as to how or why he was killed. He sets out to solve the mystery of his own murder, and figures he has been targeted for his explosive pho tographs. A gambler, an atheist and a clos eted gay man, Almeida tries to navigate the afterlife, and is told he has “seven moons” to learn who killed him and to uncover his cache of photos. Along the way, he encoun ters maimed and mutilated victims of sec tarian violence.

The novel, which was published in Britain in August by Sort of Books, an in dependent British publishing house, drew comparisons to magical realist works by Salman Rushdie and Gabriel García Márquez. (It will be published in the United States next month by W.W. Norton.) “Ka runatilaka has done artistic justice to a ter rible period in his country’s history,” critic Tomiwa Owolade wrote in The Guardian.

Karunatilaka is the second Sri Lankanborn author to win the Booker Prize since it was founded in 1969, following Michael Ondaatje, whose novel “The English Pa tient” won in 1992. (Last year, Sri Lankan writer Anuk Arudpragasam was shortlisted for “A Passage North.”)

The Booker, which comes with a cash prize of 50,000 pounds, or roughly $57,000, is awarded annually to the best novel written in English and published in Britain or Ireland. Past winners include lit erary giants such as V.S. Naipaul, Kazuo Ishiguro, Salman Rushdie, Margaret At wood, Ian McEwan and Hilary Mantel, and the prize has launched the careers of debut novelists such as Douglas Stuart, Arundhati Roy and Aravind Adiga.

Need for speed

Ithoughtthis week I’d focus exclusive ly on dishes that you can make in less than 30 minutes — and, in one case, less than 15. These are the recipes I need most right now, in the craziness of high fall and its many commitments.

Easy kung pao chicken

Sweet, sour and a little spicy, this meal tastes like home — specifically the home of Pearl Han, a talented Taiwanese American cook who naturally stream lined dishes while raising three kids and managing a busy career. Her younger daughter, Grace Han, shared this recipe: “quick, easy and my mom’s favorite.”

Dried chiles sizzle in oil first to impart heat to the whole dish, then chicken browns in a single layer — no high-heat stir-frying necessary — to create a tasty caramelized crust before the pieces are flipped together. Coated in a deadsimple kung pao sauce that delivers the dish’s signature salty tang, the chicken begs to be spooned over steamed rice. Serve with stir-fried vegetables as well for a complete meal.

Recipe from Pearl Han and Grace Han

Total time: 15 minutes

Ingredients:

1 pound boneless, skinless chicken breasts, cut into 1/2-inch chunks

3 tablespoons soy sauce

2 teaspoons cornstarch

Salt and ground black or Sichuan pepper

1 1/2 tablespoons Chinkiang (black) vin egar or balsamic vinegar

2 teaspoons sugar

1/4 cup neutral oil, such as grapeseed 1/2 cup small dried red chiles (15 grams; see tip)

Preparation:

1. Mix the chicken, 1 tablespoon soy sauce, 1 teaspoon cornstarch, and a big pinch of salt and pepper in a bowl until evenly coated. Let sit while you prepare the sauce.

2. Stir the vinegar, sugar, remaining 2 tablespoons soy sauce and 1 teaspoon cornstarch in a small bowl.

3. Combine the oil and chiles in a wok or large nonstick skillet, and set over medium heat. When the chiles start to sizzle and brown, about 15 seconds, push them to one side of the pan. Add the chicken to the other side all at once and spread in a single, even layer. Cook, with out moving the pieces, until the bottoms are dark golden brown, 3 to 5 minutes. If the chiles start to blacken, put them on top of the chicken so that they don’t burn.

4. Using a large spatula, flip the chicken in portions. Cook just until the meat almost loses all of its pinkness, 1 to 2 minutes more. Stir the sauce and pour it into the pan. Stir until the sauce thick ens and slicks the chicken evenly. Imme diately transfer to a plate and serve hot.

TIPS: The small dried red chiles typically used in kung pao dishes are available in Chinese markets. Any small dried red chiles work, though they do range in heat. For a similar spice level, use chiles de árbol.

Sheet-pan shrimp with tomatoes, feta and oregano

Ready in 10 minutes, this vintage Mark Bittman recipe is a perfect week night recipe. It relies heavily on garlic, oregano and black pepper as a coating for the shrimp. Serve alongside a hearty salad or with a stack of flatbread for an easy meal. In his original piece, a round up of shrimp recipes, he suggested wild shrimp from the Pacific or Gulf of Mexi co, or fresh local shrimp from Maine or the Carolinas, if they’re available to you. All, he wrote, are “preferable from a sus tainability perspective.”

1. Turn on the broiler, and position the oven rack close to the heat.

2. Mash garlic clove with salt until it forms a paste. Add chopped oregano, lemon juice, olive oil and lots of black pepper. Rub paste all over 1 1/2 pounds peeled shrimp.

3. Spread shrimp out on a pan and broil, 2 to 3 minutes per side. Served topped with chopped tomatoes and crumbled feta.

The Court also ordered Defendant to pay GITSIT Solutions, LLC late charges in the amount of 5% of each and every monthly installment not received by the person entitled to enforce the mortgage note within 15 days after the installment was due until the debt is paid in full. Furthermore, the Court ordered Defendant to pay GITSIT Solu tions, LLC all advances made in accordance with the mortgage note including, but not limited to, insurance premiums, taxes and inspections, as well as 10% of the original principal balance, or $21,687.80, to cover costs, expenses, and attorney’s fees guaranteed by the mortgage obligation. El Tribunal de Primera Instan cia, Sala Superior de San Juan dictó la siguiente providencia: BORDEN: Vista la solicitud sobre publicación de edictos, la demanda que se acompaña para cancelar un pagaré a favor de la DORAL BANK que se ha extraviado y las Reglas de Pro

cedimiento Civil vigentes, el Tri bunal ordena que se citen por edictos a los demandados des conocidos Fulano de Tal y Men gano de Tal, en su condición de posibles tenedores del pagaré a favor de DORAL BANK, o a su orden, por la suma de CIENTO TREINTA Y DOS MIL DOLARES ($132,000.00), con intereses al diez punto seten ta y cinco por ciento (10.75%) anual, garantizado con hipote ca constituida mediante la Es critura Número Ciento Cuaren ta y Uno (141), otorgada en San Juan, Puerto Rico el día veintio cho (28) de septiembre de dos mil siete (2007) ante el Notario Público Sergio A. Remírez de Arellano, el cual es vencedero a la presentación. Baseball history is no longer written with ash bats

Ona glorious autumn afternoon, Rosa Yoo stepped off a road at the Round Valley Recreation Area in Clinton Township, New Jersey and plunged into the woods to perform the grimmest task of her job as the New Jersey Forest Service’s health spe cialist: checking on the status of the white ash trees.

She arrived at a clearing, where a grove of ghostly gray husks cut haunting figures amid the colorful foliage. As she suspected, the trees, whose canopies a year ago painted the landscape in gold and maroon, were dead or hastily dying.

“There’s dead ash trees everywhere,” Yoo said. “It’s hard to find an ash tree any where that hasn’t been infested.”

Infested, she means, by an invasive in sect called the emerald ash borer, which for years has been munching its way across North America, leaving huge patches of dead forest in its wake.

Among native tree species, ash repre sents a tiny fraction of the continental wood lands. But there is one arena where ash has historically reigned: in baseball.

Most of baseball history has been writ ten with ash bats, from Joe DiMaggio’s 56game hitting streak in 1941 to Roger Maris’ 61 home runs in 1961 to Mark McGwire’s 70 homers in 1998.

Babe Ruth swung ash bats weighing 46 ounces. Ty Cobb had his crafted for him by a coffin maker. Ted Williams used to travel to the factory of Hillerich & Bradsby, the maker of the Louisville Slugger, to select the lumber he wanted carved into his bats.

Today, however, ash has all but died out of baseball as the trees face beetle-driven extinction. This postseason, which stretches from early October to early November and began with 12 teams and more than 300 play ers, may be the first in generations that does not register a single plate appearance with an ash bat.

In 2001, Hillerich & Bradsby was pro ducing roughly 800,000 ash bats a year, with many of them going to scores of major leagu ers. Today, the company retains only one ash devotee: Evan Longoria of the San Francisco Giants, whose team did not make the post season.

It is as if all Major League Baseball stadi ums suddenly stopped selling hot dogs. When Jack Marucci started making bats for his son in a backyard shed in the early 2000s, the wood he picked up at the lumber yard was ash. Be

cause what else would he choose?

“That was the staple,” Marucci said. “All I knew was ash bats.”

The company he started, Marucci Sports, and its sister brand, Victus, now make bats for more than half of the players in the big leagues. Only five Marucci customers requested ash this season: Joey Votto, Javier Báez, Kevin Plawecki, Tim Beckham and Kiké Hernández, none of whom made the playoffs.

There may be a handful of others, like Brad Miller of the Texas Rangers. But Aaron Judge’s 62 home runs for the New York Yan kees this season came off the barrel of a ma ple bat.

Pete Tucci, the founder of Tucci Limited in Norwalk, Connecticut, thumbed through his logbooks trying to pinpoint the last client who came to him seeking ash bats.

“It was Omar Narváez,” said Tucci, referring to the Milwaukee Brewers catcher. “He ordered six ash bats in spring training in 2020.”

And that was it.

The transformation has not gone unno ticed. A former first-round pick of the Toronto Blue Jays in 1996, Tucci swung only ash bats during his career. He tried maple, which was gaining ground in the late 1990s. He didn’t like it.

“I kept trying it because other guys were liking it,” Tucci said. “But I’d always go back to ash.”

Baseball hitters are legendarily intuitive, and Tucci was no different. Because ash is a softer wood, with a looser grain structure, it can be more susceptible to splintering or flak ing. But in the barrel, the so-called sweet spot, the softer ash bats can flex upon contact, pro ducing a “trampoline” effect on the ball.

“The grain kind of creates a bit of a groove,” Tucci said. “I felt like that groove caught the ball a little bit more and produced more backspin. I felt like I got more perfor mance out of an ash bat than a maple bat.”

When he got into bat making, though, in 2009, it was a different story. Joe Carter was the first notable star to experiment with a maple bat, in the 1990s. But after Barry Bonds hit 73 home runs in 2001 swinging a maple Sam Bat from the Original Maple Bat Corp., a Canadian company, dozens of oth ers followed, opting for maple’s hard-but-light combination.

It is a good thing, too. Because just as maple was gaining popularity, quality ash tim ber — with the favorable eight to 12 growth rings per inch — was harder to come by.

The emerald ash borer is the size of a grain of rice. But it swarms the forest, pene trating the protective bark of ash trees. It lays eggs in the cambium layer, on which the lar vae eventually feed, cutting off the tree’s vital nutrients from the inside. Once satiated, the winged insects burst out of the tree and restart the cycle.

Since the borers were first detected in the United States in 2002, in Michigan, efforts have been made to stop or slow their prog ress. But they have been spotted as far north as Winnipeg, Manitoba, and as far south as Texas. This summer, they were discovered in Oregon.

More recently, Yoo has been assisting as the New Jersey Department of Agricul ture attempts a biological control, releasing parasitoid wasps known to feed on emerald ash borer larvae. But it will take years for the predators to catch on in the numbers required to fight back against the borer, which is native to Asia and most likely hitched a ride to the United States on a container ship.

Meanwhile, trees are dying.

“Nature has a very resilient way of hang ing in there,” Yoo said. “I believe there will still

be ash, but it will be a long time before it can get back to where it was.”

Bobby Hillerich, a fourth-generation bat maker for Hillerich & Bradsby, admitted the company was late to fully appreciate the im pact. Louisville Slugger started in 1884 using ash and hickory, a heavier wood that fell out of favor by the 1940s.

For more than a century, Hillerich & Bradsby sourced its ash lumber from mills dotting Pennsylvania’s densely forested north ern tier and across the southern New York bor der. The woods offered such abundance that 40,000 trees a year could be felled to make Louisville Sluggers, at a cost of just 90 cents per board foot.

“We had this fantasy that it was going to be containable,” Hillerich said of the insect infestation. “It was probably a few years later that we came to realize this was not going the way we thought.”

The company still makes 325,000 to 350,000 ash bats a year, Hillerich said, but they’re the low-end variety that customers might find at a local retailer.

“They’re usually used for protection,” Hillerich said, “or for costumes for Hallow een.”

Regardless of the borer, Hillerich thinks maple would still have become the most popular wood wielded by major leaguers because of its firmness and consistency. But the demand for ash would have probably re mained strong, he said, if bat makers could have maintained their supply.

“We had to have some hard conversa tions with some guys,” Hillerich said. “We said we can’t be sure of the supply of ash we were getting. We just can’t guarantee it was the quality wood that they’ve been swinging.”

It’s a nod to the signature call of Jerry Coleman, the old New York Yankees infielder who called Padres games for decades before his death in 2014: “Hang a star on that baby!”

Center fielder Trent Grisham got the star treatment in the first inning of Game 2 on Wednesday after charging for a diving catch of a sinking liner by J.T. Realmuto. Grisham had already struggled with the sun in the cloudless San Diego sky, but he made all three putouts in the inning.

“It was a little tricky today,” Grisham said. “The best thing we can do is just com municate with each other, know where the help’s at, and hopefully it doesn’t get away at

the last second.”

In the next inning, though, the Padres’ Juan Soto was all alone in the right field cor ner. He lost a fly ball in the sun, helping the Phillies to a four-run inning. Only twice in their history had the Phillies lost a postseason game after leading by four runs — but this would be the third time.

The Padres chased Phillies right-hander Aaron Nola with a barrage of hits in the 37-minute bottom half of the fifth inning, includ ing a critical one by Nola’s brother, Austin, the San Di ego catcher. In the end it was 8-5 Padres, and the team’s Swingin’ Friar mascot rang the Mission Bell, out near the left field foul pole, after the last out.

“Our crowd feels like they’re in the box with us,” said Padres designated hit ter Josh Bell, who was 3 for 4 with a homer. “It was a lot of fun.”

The Phillies should have fun of their own when the series shifts to Citizens Bank Park for Game 3 on Fri day (7:37 p.m. ET, FS1), and it may seem familiar. The Phillies also use the star as a

symbol — little blue ones dot the i on their jerseys, and the Phillie Phanatic wears a big red one on his back.

And the sound of victory in Philadel phia is also a clanging bell — specifically a Liberty Bell replica decorated with 26,000 LED lights high above center field. It rings for every Phillies home run and victory.

The teams have more substantive simi larities, too. Both made the playoffs as wildcard teams with fewer than 90 victories, and both lineups revolve around a 30-year-old slugger with a contract worth at least $300 million — Bryce Harper, who homered in Game 1 for the Phillies, and Manny Mach ado, who connected in Game 2 for the Pa dres.

Both hitters are thriving in October. Harper has an extra-base hit in each of his past seven games, matching Devon White (1993) and Carlos Beltrán (2004) for the lon gest streak in a single postseason. Machado, likewise, has been central to the Padres’ suc cess: he is hitting .435 in their playoff wins and .083 in their losses.

The teams’ starting pitching has played out in roughly the same way. On Tuesday, Zack Wheeler and Yu Darvish both worked seven strong innings, but the Phillies’ Wheel er was just a little bit better. On Wednesday, neither Aaron Nola nor Blake Snell made it past the fifth, but Snell was sharper.

Snell retired 11 of his last 12 batters in Game 2, weathering that wild second in ning: four singles, the error by Soto, and a

misplayed double play ball that put the Pa dres down, 4-0.

“The biggest thing is you just under stand you can’t control that: The outcome is the outcome, there’s no changing it,” Snell said. “But what you do next is probably the most important because if you give up more runs in the next inning, then — floodgates, and you don’t want that. But if you keep throwing up zeros, you know you’re going to pump your team up and they’re going to find a way to get back in the game.”

Homers by Brandon Drury and Bell opened the Padres’ half of the second, and their third run scored on a hit-and-run sin gle by Austin Nola — off his brother — that scored Ha-Seong Kim all the way from first base.

“It’s bittersweet,” said A.J. Nola, the players’ father. “All I could see was Ha-Seong Kim screaming around the bases. I wanted it to be close. I was thrilled when they tied it up. Unfortunately, Aaron left those two-out runners on base.”

Left-hander Brad Hand replaced Aaron Nola with the score tied, and the outcome was disastrous. After hitting a batter, Hand hung a slider to Drury, who drove it to center for a go-ahead, two-run single, and one to Bell, who lashed it to right to make it 7-4.

That three-run lead would be the final margin of victory — after solo homers by Machado and the Phillies’ Rhys Hoskins — and the Padres earned their first win in an NLCS game since 1998, when they won the pennant but lost to the New York Yankees in the World Series.

The Phillies’ last World Series appear ance, naturally, also ended in defeat to the Yankees. If the Yankees survive Houston in their American League Championship Se ries, then, they will meet a familiar foe.

By winning Wednesday, the Padres assured that there will be no clear favor ite the rest of the way — just two wellmatched teams facing the same challenge.

“You definitely don’t want to go to Philly down 0-2,” Snell said. “You know their fans are going to be good. They’re go ing to bring it. When you’re up two games, there’s a lot more comfort. You want to have it tied going there — or have the lead going there — because now they have to think a little bit more, they’re more ner vous, they’re playing on their heels. That stuff is real. To tie it back up the way we did, that’s big, and that’s good momentum for us.”

San Diego’s Brandon Drury gave the Padres a lead with a two-run double in the bottom of the fifth inning during Wednesday’s Game 2 of the National League Champi onship Series.
